  • MIL-OSI USA: Trash to Treasure: Could energy wastewaters be a viable source of lithium?

    Source: US Geological Survey

Global demand for lithium has skyrocketed as the need grows for batteries to power electric vehicles and store energy generated by wind turbines and solar panels.

USGS estimates show that there is likely enough lithium in the Earth’s crust to meet demand several times over, but accessing it can require large amounts of energy, water and infrastructure. The challenge is getting lithium quickly, efficiently and with minimal environmental impact.

That’s why USGS scientists are looking for it in a surprising place.

In 2023, over 10 times as much lithium was produced from mines than in 2003. This increase in production reflects the rising demand for lithium.

    From Trash to Treasure?

Each year, billions of gallons of saline water are pumped from deep underground to the surface during oil and gas production. These brines, known as “produced waters”, can be ten times saltier than seawater and can be contaminated with oils, greases and heavy metals that must be pumped back into the ground or intensively treated.

But these waters also contain lithium and other valuable materials.

“Treating waste as a potential resource is a crucial shift for the energy and mineral fields,” said Sarah Ryker, PhD, USGS Associate Director for Energy and Minerals. “Every state, and every country, has legacy waste from extractive industries. A key question is how much of that waste could be put to use to strengthen energy and mineral supply chains.”

Lithium is typically difficult to access. The highest concentrations of lithium are in rocks called pegmatites formed deep under the ground, often at the edge of ancient and vast volcanic systems. Mining these pockets of lithium-rich minerals is expensive, energy and water intensive and can impact local water and air quality.

Instead, much of the lithium produced in the world comes from the briny waters within arid salt flats. Here, lithium-rich fluids are caught in low-lying areas and concentrated over time by high evaporation rates. Producing lithium from brines is typically less expensive and energy intensive than mining hard rock, but still requires considerable infrastructure including a large network of evaporation pools.

Recovering lithium during oil and gas production could provide a new way to meet demands for lithium and other valuable minerals.

To understand how feasible this method might be, however, scientists must know where lithium-rich produced waters might be, and how much lithium they could contain.

    Studying the Brines

USGS scientists are working to understand the geologic conditions that create lithium-rich brines and identify locations with potentially high lithium concentrations.

One tool in this hunt is the U.S. Produced Waters Database, a compilation of geochemical information from roughly 113,000 produced water samples analyzed by USGS, academia, private industry, and other federal and state agencies.

Madalyn Blondes, PhD, co-lead of the has worked on the database for over a decade and explains that many of these samples were taken before lithium was in demand, but that the routine lithium measurements are now proving invaluable.

“This database lets us look across the nation to identify national and regional trends in lithium concentration, as well as understand resource availability at the local scale,” Blondes said.

The USGS U.S. Produced Waters Database is an important tool for understanding the potential for recovering valuable commodities, including lithium, during oil and gas production. This map shows the locations of more than 6500 measurements of lithium concentration in oil and gas wastewaters.

This extensive dataset can also be combined with machine learning algorithms to predict how much lithium is in locations that haven’t been sampled. Katherine Knierim, PhD, USGS research hydrologist has been working on estimating the total lithium that could be recovered from oil and gas production in the Smackover formation in southern Arkansas, a hotspot of petroleum production with promising lithium concentrations.

“We’re at a really exciting time where we have both the computing power and the incoming data to run these models and predict where energy and mineral commodities may occur at significant concentrations,” said Knierim.

Down the hall from Knierim, a more micro approach is in action. Here, scientists in the USGS Brine Research Instrumentation and Experimental (BRInE) Laboratory painstakingly measure the concentrations of lithium and other commodities in samples taken at oil and gas wells. Scientists also heat up fragments of rocks taken from deep underneath the ground to mimic the geologic conditions that leach lithium into underground fluids.

“At the USGS, we have both the technical knowledge of how to analyze the samples and an understanding of the geologic context from our research,” said Blondes.

Researchers are beginning to understand how rock-type, chemistry and pressure interact to create valuable brines.

“I think lithium recovery from energy wastewaters has real potential,” Blondes said, “The data are showing that there are high concentrations of lithium in places across the country where it could be a really important resource. And the infrastructure to produce it is already there.”

USGS scientists process samples of brines from an oil and gas production site in the Smackover Formation in Southern Arkansas. These samples are transported to Reston, VA where scientists will use them to estimate how much lithium or other mineral commodity is concentrated in the brines.

This research can also be applied beyond petroleum production: USGS scientists are using the same principles to identify locations where geothermal energy and lithium could be produced side-by-side.

One location is of particular interest: the Salton Sea in California.

In 2021, USGS partnered with the Department of Energy in an initiative known as GeoFlight to send low-flying aircraft across the area to gather magnetic, radiometric and elevation characteristics of rocks above and below the ground.

USGS scientists are currently analyzing these data to understand how heat and fluids are generated and transported through the earth, and what locations could be both geothermal and lithium hotspots.

    Science for the Future

Ryker explains this research is not only illuminating a potential avenue to help meet demands for lithium and low-carbon energy: it also demonstrates the power of thinking about any geologic resource as a circular economy, where wastes can feed back into production.

“Our science is identifying ways to turn waste into an opportunity, not only a liability,” said Ryker. “Our goal is to bring this science to bear on both clean-up at legacy waste sites and waste management at present-day sites.” The USGS is also researching the potential of recovering minerals from wastes left behind historic mines, and from modern-day mining.

Several companies have already launched pilot programs to recover lithium and other valuable materials from produced waters. If scaling up recovery of minerals from energy wastes proves to be economically and technologically feasible, produced waters, long seen as streams of waste, may be seen with new eyes as streams of resource.

In which case, USGS science will be more important than ever in deciding how best to use the resources below our feet.

  • MIL-OSI Security: Bamboo Eagle: ‘Upping our game’ for Great Power Competition

Source: United States INDO PACIFIC COMMAND

NELLIS AIR FORCE BASE, Nevada  –

Exercise Bamboo Eagle 24-3 integrated U.S. Airmen, Guardians, Sailors, Marines, and allies from Australia and the United Kingdom into a combined force to train for a possible conflict in the era of Great Power Competition. Last month, the exercise conducted live-fly operations in the eastern Pacific and a simultaneous 24-hour live, virtual, and constructive, or LVC, rolling scenario, tackling issues involving distributed command and control, communications degradation, logistics and sustainment challenges, and fighting through the tyranny of distance.

Bamboo Eagle 24-3 provided advanced expeditionary airbase training in a combat-representative environment utilizing distributed locations, or spokes, along the western United States. Red Flag and Agile Flag units were dispersed from hubs into spokes while maintaining sortie generation utilizing a centralized C2 force element, or C2FE. Agile combat employment, or ACE, concepts were incorporated into the exercise to provide full spectrum movement and maneuver and multi-hub operations under a singular operational C2 structure.

“The Bamboo Eagle exercise series is so much more than Red Flag over water,” said U.S. Air Force Lt. Col. Michael Power, 505th Combat Training Squadron commander, Hurlburt Field, Florida. “The combination of an LVC environment spanning more than 850,000 square miles in a synthetic battlespace delivers the scope and scale necessary to prepare both tactical-level and operational-level warfighters for competition with the pacing challenge.”

During Bamboo Eagle 24-1, the U.S. Air Force Warfare Center-led exercise focused on tactical operations while operational-level of war elements such as the air operations center, or AOC, Air Force forces staff and the Commander, AFFOR and Combined/Joint Forces Air Component Commander, were replicated by 505th CTS from Hurlburt Field. In a first for the Bamboo Eagle exercise series, the USAFWC called for the deployment of a fully resourced combat representative AOC and AFFOR to exercise and support multi-domain operations in a disaggregated high-end conflict during Bamboo Eagle 24-3.

“Bamboo Eagle 24-3 built upon 24-1 in the operational C2 structure that assured the C2FEs had the operational echelon above them to provide critical guidance, support, and sustainment as the ACE scheme of maneuver was executed,” said U.S. Air Force Brig. Gen. Jesse Friedel, USAFWC deputy commander and Bamboo Eagle COMAFFOR and C/JFACC, Nellis AFB, Nevada. “The large-scale combat-representative exercise was successful at executing the C2 structure for Great Power Competition, focusing on mission command where there was centralized command and key distributed control, along with critical decentralized execution to assure we were synchronizing efforts to improve interoperability with our Nation’s joint force.”

Another first for the Bamboo Eagle exercise series in 24-3 was incorporating operational-level planning and execution by subject matter experts from the entire wing and wing staff, including the 505th Training Squadron and 705th Training Squadron. Instructors from both training squadrons supported the AOC, AFFOR, air expeditionary wings, and COMAFFOR and C/JFACC.

U.S., Australian, and U.K., tactical and operational C2 experts integrated to provide national expertise, independent/contingency communications, and to further development of tactics, techniques and procedures within Bamboo Eagle’s AOC.

    Air Operations Center

“Generally, as an Air Force, we focus on the tactical aspect of war; exercises like Red Flag focus on tactics, but the level above that is the operational level of war, which we don’t practice very well,” said U.S. Air Force Col. Ryan Hayde, 505th Command and Control Wing commander and Bamboo Eagle AOC director. “Standing up a fully manned AOC allowed us the ability to synchronize efforts over time and space and to focus on the scale and scope in an Indo-Pacific large-scale conflict, which only the operational level of war is going to be able to solve, which is critical to winning the logistics fight, C2 fight, and long-range kill chain fight against a peer-to-peer adversary.”

Exercise Bamboo Eagle saw momentous progress towards coalition integration within operational C2 since its first iteration in January 2024.

“The significance of our coalition partners’ involvement during Bamboo Eagle cannot be overstated,” remarked Hayde. “Due to some breakthroughs in access, our partners were able to fight on our systems and lead AOC shifts, filling the top three AOC leadership roles.”

During the exercise, simulated combat scenarios and live joint training operations provided a unique opportunity for military personnel from the U.S., Australia, and the U.K., to work closely together and enhance their collective capabilities.

“U.K. and Royal Australian Air Force participants benefitted from unprecedented access to U.S. systems. This demonstrated the strength and effectiveness of multinational cooperation in achieving shared military objectives,” said Royal Air Force Wing Commander Richard Kinniburgh, U.K. exchange officer to the 505th CCW and Bamboo Eagle U.K. Detachment commander. “I, alongside my Australian counterpart, will endeavor to build upon these successes into exercise BE 25-1 and support the U.S. Air Force in sharing the access processes as best practice to enhance FVEY [Five Eyes] integration as widely as possible.”

RAAF Squadron Leader Sean Bedford, Bamboo Eagle RAAF detachment commander, said, “The access to U.S. systems was beneficial. Individual (AOC) divisions seemed to appreciate the fact that we were there and actively working to integrate with our U.S. and U.K. counterparts. The opportunity to network and be inside the 613th AOC was a high point. Learning about and actively experiencing working within a U.S. AOC was an important aspect of the exercise. The good relationships between the three nations present were evident. U.S. members were happy to listen and consider what we had to say”.

“Bamboo Eagle 24-3 has set a new standard for coalition integration for exercises and methodology that will be shared across the U.S. Air Force as best practice,” said Hayde.

Air Force forces staff, also known as the AFFOR battle staff

To provide a more robust combat-representative training environment for the AEWs, an AFFOR staff supported the dual-hatted COMAFFOR and C/JFACC’s operational and administrative control over Bamboo Eagle’s forces from the Shadow Operations Center-Nellis’ operations floor.

“While the AOC and live-fly garner a lot of attention in these exercises, our ability to successfully operate ACE in the Indo-Pacific is critically reliant on the ability of the AFFOR. No longer is the AFFOR staff able to just focus on ‘deploy, sustain, and redeploy’…they are now more than ever critical to the employment of airpower!” said U.S. Air Force Lt. Col. Benjamin Lee, 705th TRS commander, Hurlburt Field, Florida

“During a high-end conflict, communication between the deployed combat wings, the AOC and AFFOR battle staff is going to be critical to synchronize operations and maintain initiative,” said U.S. Air Force Col. Jason Wild, 99th Air Base Wing deputy commander, and Bamboo Eagle AFFOR battle staff director, Nellis AFB, Nevada. “Bamboo Eagle provided the perfect training ground to get much-needed repetition in executing operational C2.”

    Scope and Scale

While Bamboo Eagle’s live environment introduced mission generation FEs, or MGFEs, to the challenges of ACE and synchronization of multi-domain effects, the virtual and constructive environments stressed the challenges of logistics and resource management for both the air component and subordinate wings and associated C2FEs.

“If the all-domain combat power pulses answer the ‘so what?’ of generating combat air power, the operational environment at the scope and scale of the Indo-Pacific AOR [area of responsibility] of the synthetic battlespace begs the question ‘so how?’” said Power.

Power continued, “…the complex live environment of Bamboo Eagle presented wing commanders with significant MG and combat application challenges. Yet, sortie generation and mission planning alone do not provide the combat-representative environment our warfighters need in preparation for Great Power Competition. Pairing live training audiences with a broad constructive and virtual wrap-around replicates the look and feel of major combat operations.”

    Live, Virtual, and Constructive

The 705th Combat Training Squadron, also known as the Distributed Mission Operations Center, at Kirtland AFB, New Mexico, synchronized LVC environments and delivered robust training. The DMOC provided reps and sets for the entire C2 battle management enterprise, including aircrew flying strike aircraft and C2 platforms within a realistic combined scenario at a scope and scale not possible in the live-fly alone.

This exercise included the first-ever lead wing participants at the DMOC, connected through a simultaneous LVC environment. During the exercise, the training audience addressed the challenges of tyranny of distance, time, and logistical strains of an Indo-Pacific Command fight within the constructive and virtual components, which were spread out over prolonged vulnerability periods or pulses.

The 1st Fighter Wing participated as an expeditionary Lead Wing, engaging with live participants through a virtual environment representing realistic USINDOPACOM basing at the DMOC. The 1st FW managed dispersed operations while maintaining C2 and sortie generation through a centralized C2FE. ACE concepts were incorporated into the exercise to provide maneuver and multi-hub operations under a singular operational C2 structure.

“In this iteration of Bamboo Eagle, we were able to provide a unique and challenging venue to train a lead wing C2FE, I think this is definitely a growth area for the DMOC that will meet an unfilled training need for wings as they prepare to for high-end conflict,” said U.S. Air Force Lt. Col. David Jones, 705th CTS/DMOC commander, Kirtland AFB, New Mexico.

    Network Architecture

The 805th Combat Training Squadron’s, also known as the ShOC-N, ability to manage the network architecture in real time ensures that the LVC blends seamlessly into a single common operational picture. This ability took constructive data from the 505th CTS and virtual data from the 705th CTS and combines that with live instrumented range data from across multiple live-fly operating areas.

“Exercise participants, regardless of echelon, are participating in a training construct that mimics adversary orders of battle, blue dispositions, and the tyranny of distance like no other exercise has to date,” said U.S. Air Force Lt. Col. Shawn Finney, 805th CTS/ShOC-N commander, Nellis AFB, Nevada. “The result is a combat-representative depiction of the scope and scale of peer conflict.”

    Importance of Communications

Bamboo Eagle 24-3 marked the first utilization of the 613th AOC C2 Training Suite with strong support and collective ownership provided by the 56th Air and Space Communications Squadron and 505th Communications Squadron teams. The effective coordination and collaboration between these units played a crucial role in two main aspects. Firstly, it facilitated the development of Mission Ready Airmen, through scale and speed, with training focused on command, control, communications, computers, and intelligence, or C4I, skillsets needed for critical wartime operations. Secondly, it accelerated the development, integration, and testing of the communications and intelligence capabilities by utilizing models and simulations overlays into a comprehensive battlespace picture, becoming more combat representative by displaying unfolding events.

“Meeting operational demands in an era of Great Power Competition by ensuring that the C2 architecture (systems, networks, satellite communications, and warfighting applications) captures evolving air, sea, space, and cyberspace challenges is my team’s goal,” said U.S. Air Force Maj. Crystal Lusardi, 505th CS commander, Hurlburt Field, Florida.

    Mission Under Test

A key part of the 605th Test and Evaluation Squadron effort involved developing and executing the squadron’s first-ever mission-under-test observation and tactics investigation plan. This plan provided an end-to-end look at the complex process of planning and executing long-range kill-chains across 11 different lines of effort.

“Executing our first-ever Mission Under Test observation and tactics investigation plan during Bamboo Eagle was a significant step forward for the 605th TES. This comprehensive approach allowed us to gain an unprecedented understanding of the complexities involved in planning and executing long-range kill chains, ultimately enabling us to identify vulnerabilities and improve coordination across the entire battlespace,” said U.S. Air Force Lt. Col. Brad Short, 605th TES commander, Hurlburt Field, Florida. “Our team’s efforts in evaluating non-traditional C2 and ISR [intelligence, surveillance, and reconnaissance] tactics demonstrated the incredible adaptability and ingenuity of our Airmen. We witnessed firsthand how these innovations can dramatically improve targeting and execution speeds on the battlefield.”

    Future of Bamboo Eagle

“As the Air Force is reoptimizing for Great Power Competition, with a focus on realistic scenarios and large-scale exercises to identify gaps and weaknesses, the 505th Command and Control Wing must adopt an all-in mindset to address operational C2 potential peer-to-peer threats,” said Hayde. “As we prepare for REFORPAC [exercise Return of Forces Pacific], we will continue to robust our AFFOR and AOC contribution to further integrate operational-level C2 into future iterations of Bamboo Eagle to ensure that we practice how we’re going to fight.”

Headline: Microsoft expands its Global Engineering Development Center’s footprint to the UAE’s capital, Abu Dhabi

The Development Center will support world-class engineering talent in developing cutting-edge solutions that drive innovation and deliver lasting global impact

ABU DHABI, United Arab Emirates — Sept. 24, 2024 — Microsoft Corp. on Tuesday announced it is expanding its Global Engineering Development Center footprint to the UAE. A new development center, which will be established in Abu Dhabi, is Microsoft’s first engineering center to be launched in the Arab world, joining the company’s global portfolio of development centers across key strategic locations around the world.

Microsoft’s Engineering Development Center in Abu Dhabi will be part of a global ecosystem of centers dedicated to the creation of AI innovations, cloud technologies and advanced cybersecurity solutions. The engineering teams at the center will create cutting-edge solutions that will be part of Microsoft solutions globally.

This announcement is the latest in a series of investments by Microsoft that further strengthens the UAE’s position as a global hub of tech innovation and talent. Microsoft’s strategic partnership with G42 has been instrumental in establishing a thriving local technological ecosystem, and the new Microsoft Engineering Development Center will build on these efforts by not only creating cutting-edge technologies in the region but also attracting top tech talent from around the world to develop tailored solutions that tackle pressing challenges in critical industries globally.

His Highness Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council, said, “As a hub of innovation, Abu Dhabi is well-positioned to lead global efforts in AI, championing transformative solutions that benefit both people and the planet. Abu Dhabi’s advanced digital and physical infrastructure, combined with the UAE’s strategic location at the heart of the world, allows us to drive positive, far-reaching impacts across industries and societies alike.”

Satya Nadella, Chairman and CEO, Microsoft, said, “We are committed to ensuring transformative technologies, like AI, benefit everyone broadly and create local opportunity. Our Engineering Development Center in Abu Dhabi will bring new talent to the region and help power innovation that will drive economic growth and job creation for both the UAE and the world.”

Peng Xiao, Group CEO, G42, said, “The establishment of Microsoft’s Engineering Development Center in Abu Dhabi underscores the growing importance of the UAE as a hub for technological innovation. While G42 and Microsoft have worked together in the past to drive advancements in AI and cloud infrastructure, this new center will complement our collective efforts in building a more robust digital future for the region and beyond.”

Samer Abu-Ltaif, Microsoft Corporate Vice President and President, Central and Eastern Europe, Middle East and Africa, said, “Today’s announcement reinforces our commitment to the region and our strategic partnership with the UAE. By empowering youth, collaborating with academia and fostering IP creation, we are unlocking the region’s potential. We are transitioning from consuming technology to contributing to its global creation. With a world-class Engineering Development Centre in Abu Dhabi, we drive innovation and support organizations worldwide to stay competitive in a digital world.”

The Engineering Development Center in Abu Dhabi will also play a key role in advancing Microsoft’s efforts to upskill the regional workforce by empowering professionals already in the workforce as well as upcoming talent with the skills necessary to effectively leverage the latest advancements in cutting-edge technologies. This will be achieved through a series of collaborations with local universities, training centers and government initiatives, particularly in the fields of cloud computing, AI and cybersecurity. Microsoft’s efforts to invest in human capital and improve the employability of professionals, specifically in tech-driven sectors, are aligned with the diversification efforts of local governments and their ambitions to transition into a knowledge-based economy.

  • MIL-OSI Europe: Written question – Fears and regrets expressed by Gabriele Mazzini about the Artificial Intelligence Act – E-001729/2024

    Source: European Parliament

    Question for written answer  E-001729/2024
    to the Commission
    Rule 144
    Mathilde Androuët (PfE)

The combined share of artificial intelligence (AI) patents awarded between 2010 and 2022 shows that only 2% originated from the EU and the UK, while 61% came from China, 16% from the United States and 21% from the ‘rest of the world’[1]. In January, the Commission launched measures to ‘support European startups and SMEs in developing trustworthy AI that respects EU values and rules’[2]. Parliament adopted the AI Act in March 2024[3].

Everyone agrees that the dangers of unethical use of AI need to be recognised, but European countries also need to remain competitive with Chinese and US giants in this crucial area.

Gabriele Mazzini, the lead author at the Commission of the proposal for an AI Act, has apparently stated that ‘the regulatory bar may have been placed too high’, fearing that legal uncertainty will paralyse European firms, benefiting in particular the US tech giants[4].

Does the Commission share Mr Mazzini’s fears and regrets?

  • MIL-OSI USA: Remarks by President  Biden Before the 79th Session of the United Nations General Assembly | New York,  NY

    US Senate News:

    Source: The White House
United Nations HeadquartersNew York, New York
    10:12 A.M. EDT
THE PRESIDENT:  My fellow leaders, today is the fourth time I’ve had the great honor of speaking to this assembly as president of the United States.  It will be my last.
I’ve seen a remarkable sweep of history.  I was first elected to office in the United States of America as a U.S. senator in 1972.  Now, I know I look like I’m only 40.  I know that.  (Laughter.)
I was 29 years old.  Back then, we were living through an inflection point, a moment of tension and uncertainty.  The world was divided by the Cold War.  The Middle East was headed toward war.  America was at war in Vietnam, and at that point, the longest war in America’s history.
Our country was divided and angry, and there were questions about our staying power and our future.  But even then, I entered public life not out of despair but out of optimism.
The United States and the world got through that moment.  It wasn’t easy or simple or without significant setbacks.  But we would go on to reduce the threat of nuclear weapons throughout the — through arms control and then go on to bring the Cold War itself to an end.  Israel and Egypt went to war but then forged a historic peace.  We ended the war in Vietnam.
The — last year, in Hanoi, I was — met with the Vietnamese leadership, and we elevated our partnership to the highest level.  It’s a testament to the resilience of the human spirit and the capacity for reconciliation that today the United States and Vietnam are partners and friends, and it’s proof that even from the horrors of war there is a way forward.  Things can get better.
We should never forget that.  I have seen that throughout my career.
In the 1980s, I spoke out against apartheid in South Africa, and then I watched the racist regime fall.
In the 1990s, I worked to hold Milošević accountable for war crimes.  He was held accountable.
At home, I wrote and passed the Violence Against Women Act to end the scourge of violence against women and girls not only in America but across the world, as many of you have as well.  But we have so much more to do, especially against rape and sexual violence as weapons of war and terror.
We were attacked on 9/11 by Al-Qaeda and Osama bin Laden.  We brought him justice.
Then I came to the presidency in another moment in a crisis and uncertainty.  I believed America had to look forward.  New challenges, new threats, new opportunities were in front of us.  We needed to put ourselves in a position to see the threats, to deal with the challenges, and to seize the opportunities as well.
We needed to end the era of war that began on 9/11.  As vice president to President Obama, he asked me to work to wind down the military operations in Iraq.  And we did, painful as it was.
When I came to office as president, Afghanistan had replaced Vietnam as America’s longest war.  I was determined to end it, and I did.  It was a hard decision but the right decision.
Four American presidents had faced that decision, but I was determined not to leave it to the fifth.  It was a decision accompanied by tragedy.  Thirteen brave Americans lost their lives along with hundreds of Afghans in a suicide bomb.  I think those lost lives — I think of them every day.
I think of all the 2,461 U.S. military deaths over a long 20 years of that war.  20,744 American servicemen wounded in action.  I think of their service, their sacrifice, and their heroism.
I know other countries lost their own men and women fighting alongside us.  We honor their sacrifices as well.
To face the future, I was also determined to rebuild my country’s alliances and partnerships to a level not previously seen.  We did — we did just that, from traditional treaty alliances to new partnerships like the Quad with the United States, Japan, Australia, and India.
I know — I know many look at the world today and see difficulties and react with despair, but I do not.  I won’t.
As leaders, we don’t have the luxury.
I recognize the challenges from Ukraine to Gaza to Sudan and beyond: war, hunger, terrorism, brutality, record displacement of people, a climate crisis, democracy at risk, strains within our societies, the promise of artificial intelligence and its significant risks.  The list goes on.
But maybe because of all I’ve seen and all we have done together over the decades, I have hope.  I know there is a wa- — a way forward.
In 1919, the Irish poet William Butler Yeats described a world, and I quote, where “Things fall apart; the centre cannot hold; Mere anarchy is loosed upon the world,” end of quote.
Some may say those words describe the world not just in 1919 but in 2024.  But I see a cri- — a critical distinction.
In our time, the center has held.  Leaders and people from every region and across the political spectrum have stood together.  Turned the page — we turned the page on the worst pandemic in a century.  We made sure COVID no longer controls our lives.  We defended the U.N. Charter and ensured the survival of Ukraine as a free nation.  My country made the largest investment in climate and clean energy ever, anywhere in history.
There will always be forces that pull our countries apart and the world apart: aggression, extremism, chaos, and cynicism, a desire to retreat from the world and go it alone.
Our task, our test is to make sure that the forces holding us together are stronger than those that are pulling us apart, that the principles of partnership that we came here each year to uphold can withstand the challenges, that the center holds once again.
My fellow leaders, I truly believe we are at another inflection point in world history where the choices we make today will determine our future for decades to come.
Will we stand behind the principles that unite us?  We stand firm against aggression.  We — will we end the conflicts that are raging today?  Will we take on global challenges like climate change, hunger, and disease?  Will we plan now for the opportunities and risk of a revolutionary new technologies?
I want to talk today about each of those decisions and the actions, in my view, we must take.
To start, each of us in this body has made a commitment to the principles of the U.N. Charter, to stand up against aggression.  When Russia invaded Ukraine, we could have stood by and merely protested.  But Vice President Harris and I understood that that was an assault on everything this institution is supposed to stand for.
And so, at my direction, America stepped into the breach, providing massive security and economic and humanitarian assistance.  Our NATO Allies and partners in 50-plus nations stood up as well.  But most importantly, the Ukrainian people stood up.  And I ask the people of this chamber to stand up for them.
The good news is Putin’s war has failed in his — at his core aim.  He set out to destroy Ukraine, but Ukraine is still free.  He set out to weaken NATO, but NATO is bigger, stronger, and more united than ever before with two new members, Finland and Sweden.  But we cannot let up.
The world now has another choice to make: Will we sustain our support to help Ukraine win this war and preserve its freedom or walk away and let aggression be renewed and a nation be destroyed?
I know my answer.  We cannot grow weary.  We cannot look away.  And we will not let up on our support for Ukraine, not until Ukraine wins a just and durable peace [based] on the U.N. Charter.  (Applause.)
We also need to uphold our principles as we seek to responsibly manage the competition with China so it does not veer into conflict.  We stand ready to cooperate on urgent challenges for the good of our people and the people everywhere.
We recently resumed cooperation with China to stop the flow of deadly synthetic narcotics.  I appreciate the collaboration.  It matters for the people in my country and mether- — many others around the world.
On matters of conviction, the United States is unabashed, pushing back against unfair economic competition and against military coercion of other nations in — in the South China Sea, in maintaining peace and stability across the Taiwan Straits, in protecting our most advanced technologies so they cannot be used against us or any of our partners.
At the same time, we’re going to continue to strengthen our network of alliances and partnerships across the Indo-Pacific.  These partnerships are not against any nation.  They are building blocks for a free, open, secure, and peaceful Indo-Pacific.
We are also working to bring a greater measure of peace and stability to the Middle East.  The world must not flinch from the horrors of October 7th.  Any country — any country would have the right and responsibility to ensure that such an attack can never happen again.
Thousands of armed Hamas terrorists invaded a sovereign state, slaughtering and massacring more than 1,200 people, including 46 Americans, in their homes and at a music festival; despis- — despicable acts of sexual violence; 250 innocents taken hostage.
I’ve met with the families of those hostages.  I’ve grieved with them.  They’re going through hell.
Innocent civilians in Gaza are also going through hell.  Thousands and thousands killed, including aid workers.  Too many families dislocated, crowding into tents, facing a dire humanitarian situation.  They didn’t ask for this war that Hamas started.
I put forward with Qatar and Egypt a ceasefire and hostage deal.  It’s been endorsed by the U.N. Security Council.  Now is the time for the parties to finalize its terms, bring the hostages home, en- — secure security for Israel, and Gaza free of Ha- — of Hamas’ grip, ease the suffering in Gaza, and end this war.
On October 7th — (applause) — since October 7, we have also been determined to prevent a wider war that engulfs the entire region.  Hezbollah, unprovoked, joined the October 7th attack launching rockets into Israel.  Almost a year later, too many on each side of the Israeli-Lebanon border remain displaced.
Full-scale war is not in anyone’s interest.  Even as the situation has escalated, a diplomatic solution is still possible.  In fact, it remains the only path to lasting security to allow the residents from both countries to return to their homes on the border safely.  And that’s what working — that’s what we’re working tirelessly to achieve.
As we look ahead, we must also address the rise of violence against innocent Palestinians on the West Bank and set the conditions for a better future, including a two-state solution, where the world — where Israel enjoys security and peace and full recognition and normalized relations with all its neighbors, where Palestinians live in security, dignity, and self-determination in a state of their own.  (Applause.)
Progress toward peace will put us in a stronger position to deal with the ongoing threat posed by Iran.  Together, we must deny oxygen to terrorists — to its terrorist proxies, which have called for more October 7ths, and ensure that Iran will never, ever obtain a nuclear weapon.
Gaza is not the only conflict that deserves our outrage.  In Sudan, a bloody civil war unleashed one of the world’s worst humanitarian crises: eight million — eight million on the brink of famine, hundreds of thousands already there, atrocities in Darfur and elsewhere.
The United States has led the world in providing humanitarian aid to Sudan.  And with our partners, we have led diplomatic talks to try to silence the guns and avort — and avert a wider famine.  The world needs to stop arming the generals, to speak with one voice and tell them: Stop tearing your country apart.  Stop blocking aid to the Sudanese people.  End this war now.  (Applause.)
But people need more than the absence of war.  They need the chance — the chance to live in dignity.  They need to be protected from the ravages of climate change, hunger, and disease.
Our administration has arri- — has invested over $150 billion to make progress and other Sustainable Development Goals.  It includes $20 billion for food security and over $50 billion for global health.  We’ve mobilized billions more in private-sector investment.
We’ve taken the most ambitious climate actions in history.  We’ve moved to rejoin the Paris Agreement on day one.  And today, my country is finally on track to cut emissions in half by 2030, on track to honor my pledge to quadruple climate financing to developing nations with $11 billion thus far this year.
We’ve rejoined the World Health Organization and donated nearly 700 million doses of COVID vaccine to 117 countries.  We must now move quickly to face mpox outbreak in Africa.  We are prepared to commit $500 million to help African countries prevent and respond to mpox and to donate 1 million doses of mpox vaccine now.  (Applause.)  We call on our partners to match our pledge and make this a billion-dollar commitment to the people of Africa.
Beyond the core necessities of food and health, the United States, the G7, and our partners have embarked on an ambitious initiative to mobilize and deliver significant financing to the developing world.  We are working to help countries build out their infrastructure, to clean energy transition, to their digital transformation to lay new economic foundations for a prosperous future.
It’s called the Partnership for Global Infrastructure and Investment.  We’ve already starting to see the fruits of this emerge in Southern Africa and in Southeast A- — Asia and in the Americas.  We have to keep it going.
I want to get things done together.  In order to do that, we must build a stronger, more effective, and more inclusive United Nations.  The U.N. needs to adapt to bring in new voices and new perspectives.  That’s why we support reforming and expanding the membership of the U.N. Security Council.  (Applause.)
My U.N. ambassador just laid out our detailed vision to reflect today’s world, not yesterday’s.  It’s time to move forward.
And the Security Council, like the U.N. itself, needs to get back to the job of making peace; of brokering deals to end wars and suffering; th- — (applause) — and to stop the spread of the most dangerous weapons; of stabilizing troubled regions in East Africa — from East Africa to Haiti, to Kenya-led mission that’s working alongside the Haitian people to turn the tide.
We also have a responsibility to prepare our citizens for the future.  We’ll see more technological change, I argue, in the next 2 to 10 years than we have in the last 50 years.
Artificial intelligence is going to change our ways of life, our ways of work, and our ways of war.  It could usher in scientific progress at a pace never seen before.  And much of it could make our lives better.
But AI also brings profound risks, from deepfakes to disinformation to novel pathogens to bioweapons.
We have worked at home and abroad to define the new norms and standards.  This year, we achieved the first-ever General Assembly resolution on AI to start developing global rules — global rules of the road.  We also announced a Declaration of — on the Responsible — Responsible Use of AI, joined by 60 countries in this chamber.
But let’s be honest.  This is just the tip of the iceberg of what we need to do to manage this new technology.
Nothing is certain about how AI will evolve or how it will be deployed.  No one knows all the answers.
But my fellow leaders, it’s with humility I offer two questions.
First: How do we as an international community govern AI?  As countries and companies race to uncertain frontiers, we need an equally urgent effort to ensure AI’s safety, security, and trustworthiness.  As AI grows more powerful, it must grow also — it also must grow more responsive to our collective needs and values.  The benefits of all must be shared equitably.  It should be harnessed to narrow, not deepen, digital divides.
Second: Will we ensure that AI supports, rather than undermines, the core principles that human life has value and all humans deserve dignity?  We must make certain that the awesome capabilities of AI will be used to uplift and empower everyday people, not to give dictators more powerful shackles on human — on the human spirit.
In the years ahead, there wa- — they may be — may well be no greater test of our leadership than how we deal with AI.
Let me close with this.  Even as we navigate so much change, one thing must not change: We must never forget who we’re here to represent.
“We the People.”  These are the first words of our Constitution, the very idea of America.  And they inspired the opening words of the U.N. Charter.
I’ve made the preservation of democracy the central cause of my presidency.
This summer, I faced a decision whether to seek a second term as president.  It was a difficult decision.  Being president has been the honor of my life.  There is so much more I want to get done.  But as much as I love the job, I love my country more.  I decided, after 50 years of public service, it’s time for a new generation of leadership to take my nation forward.
My fellow leaders, let us never forget, some things are more important than staying in power.  It’s your people — (applause) — it’s your people that matter the most.
Never forget, we are here to serve the people, not the other way around.  Because the future will be — the future will be won by those who unleash the full potential of their people to breathe free, to think freely, to innovate, to educate, to live and love openly without fear.
That’s the soul of democracy.  It does not belong to any one country.
I’ve seen it all around the world in the brave men and women who ended apartheid, brought down the Berlin Wall, fight today for freedom and justice and dignity.
We saw it — that universal yearning for rights and freedom — in Venezuela, where millions cast their vote for change.  It hasn’t been recognized, but it can’t be denied.  The world knows the truth.
We saw it in Uganda LBGT [LGBT] activists demanding safety and recognition of their common humanity.
We see it in citizens across the world peacefully choosing their future — from Ghana to India to South Korea, nations representing one quarter of humanity who will hold elections this year alone.
It’s remarkable, the power of “We the People,” that makes me more optimistic about the future than I’ve ever been since I was first elected to the United States Senate in 1972.
Every age faces its challenges.  I saw it as a young man.  I see it today.
But we are stronger than we think.  We’re stronger together than alone.  And what the people call “impossible” is just an illusion.
Nelson Mandela taught us, and I quote, “It always seems impossible until it’s done.”  “It always seems impossible until it’s done.”
My fellow leaders, there is nothing that’s beyond our capacity if we work together.  Let’s work together.
God bless you all.  And may God protect all those who seek peace.
    Thank you.  (Applause.)

  • MIL-OSI Asia-Pac: Rule based international order & primacy of global institutions are imperatives for maintaining peace in the emerging multipolar world, says CISC Lt Gen JP Mathew in Indo-Pacific Chiefs of Defence conference

A rule based international order and the primacy of the global institutions are imperatives for maintaining peace in the emerging multipolar and multilateral world. This was stated by Lieutenant General JP Mathew, Chief of Integrated Defence Staff to the Chairman Chiefs of Staff Committee (CISC), in the Indo-Pacific Chiefs of Defence conference titled ‘The Future Indo-Pacific : Building a Resilient and Interconnected Region’, from 18 to 20 September 2024 at Hawaii, United States.

The CISC in his address stated that all stakeholders, and especially the developing countries, want peace, stability, and prosperity in the region. With international organisations undergoing much needed reforms, flexible and dynamic councils could present solutions to deal with contemporary challenges, he stressed. The future of the Indo-Pacific, safeguarding the international system, regional capacity building, and threats and opportunities of emerging technologies, especially Artificial Intelligence were some of the major issues discussed.

In the conference, convergence emerged on the use of Artificial Intelligence (AI) as a general purpose technology, having a multiplier effect on other technologies and functions. A robust AI model, which is under constant training, could give policy fidelity and maintain checks and balances, especially in matters related to the use of strategic weapons. Imposition of strict regulations on AI would be a regressive step as it could lead to denial of this critical technology to   developing countries.

A total of 28 countries and multilateral organisations participated in the Indo-Pacific Chiefs of Defence. The primary objective of the conference was improving military to military cooperation. This annual event is a forum for building consensus and aligns with the commitment to a rule based world order.

  • MIL-OSI: The Eclipse Foundation Launches the Open Regulatory Compliance Working Group to Help Open Source Participants Navigate Global Regulations

    Source: GlobeNewswire (MIL-OSI)

BRUSSELS, Sept. 24, 2024 (GLOBE NEWSWIRE) — The Eclipse Foundation, one of the world’s largest open source foundations, has announced the formation of the Open Regulatory Compliance Working Group (ORC WG). This pioneering initiative aims to support participants across the global open source community—including developers, enterprises, industries, and open source foundations—in navigating and adhering to evolving regulatory frameworks. Additionally, the working group will work closely with governments and regulatory bodies to enhance their understanding of the unique open source development model. Supported by prominent open source foundations and global technology leaders, this collaborative effort is dedicated to advancing the open source model in an increasingly regulated software supply chain.

“Given the impact of software technology on the global economy, it is unsurprising that governments worldwide are enacting new regulations to safeguard privacy, security, and accessibility,” said Mike Milinkovich, executive director of the Eclipse Foundation.“The Open Regulatory Compliance Working Group was created to bridge the gap between regulatory authorities and the open source ecosystem, ensuring organisations and developers can leverage open source technologies while remaining compliant with evolving global regulations.”

The newly established working group is committed to formalising industry best practices and offering essential resources to help organisations navigate regulatory requirements across multiple jurisdictions. Additionally, it aims to assist government entities in providing greater legal certainty to the open source ecosystem and software supply chain.

Through collaboration and guidance, the group seeks to elevate software quality and security in open source projects. Backed by the Eclipse Foundation’s strong commitment to open source supply chain security, the working group leverages a team of expert security professionals and rigorous processes. As a CVE Numbering Authority, the Eclipse Foundation plays a key role in effective vulnerability management, ensuring that security remains a top priority for all contributors, projects, and users within the ecosystem.

While the Open Regulatory Compliance Working Group is chartered to address compliance with open source-impacting requirements in general, its immediate focus is the European Cyber Resilience Act (CRA). With the CRA rapidly approaching implementation, the working group’s immediate efforts are centred on ensuring compliance with this new legislation.

    Current Initiatives:

    1. Process Specifications: Development of cybersecurity process specifications and best practices aligned with the requirements of the CRA.
    2. Collaboration with European Authorities: The working group actively engages with the various European institutions to understand legislative timelines and produce timely compliance materials, with a primary focus on the CRA.
    3. Formalising Standards Participation: Having secured formal liaison status with the European Committee for Standardization (CEN) and the European Committee for Electrotechnical Standardization (CENELEC), the working group is actively pursuing working relationships with other European and National Standards Organizations to expand its contribution on regulatory standards.
    4. Community and Industry Education: A series of webinars with European Commission staff aims to keep the open source community informed about the EU’s legislative process. Recordings and materials, including sessions like “How to Read the CRA” led by Enzo Ribagnac, Associate Director for European Policy at Eclipse Foundation, are available here.
    5. Centralised Information Hub: The working group is developing a central resource to house all relevant CRA-related content, including webinars, glossaries, flowcharts, and FAQs to inform EU guidelines.

    Collaborative Engagement:

The working group has garnered significant support from a broad range of open source organisations and private companies. As of the date of this announcement, participant organisations include: Apache Software Foundation (ASF), Blender Foundation, Robert Bosch GmbH, CodeDay, The Document Foundation, FreeBSD Foundation, iJUG, Lunatech, Matrix.org Foundation, Mercedes-Benz Tech Innovation GmbH, Nokia, NLnet Labs, Obeo, Open Elements, OpenForum Europe, OpenInfra Foundation, Open Source Initiative (OSI), Open Source Robotics Foundation (OSRF), OWASP, Payara Services, The PHP Foundation, Python Software Foundation, Rust Foundation, SCANOSS, Siemens, and Software Heritage.

    Member Quotes:

    Apache Software Foundation (ASF)
“The CRA will impact open source users and producers alike. Legislators will benefit from the brain trust of open source organisations that Eclipse has brought together to ensure that the legislation is crafted in a way that protects all parties. The Apache Software Foundation is committed to safeguarding our digital future by addressing the multifaceted challenges of cybersecurity in the open source ecosystem, and cooperating with and implementing the CRA.” – David Nalley, President of the Apache Software Foundation

    Bosch
“Bosch supports the EU Cyber Resilience Act (CRA) as a harmonised cybersecurity framework, but also recognizes the crucial role of open-source software (OSS) in its supply chain. Thus, it is vital to regulate the use of OSS in a reasonable way. This requires new processes for OSS due diligence, developed through close collaboration between OSS stewards and manufacturers. We welcome the Eclipse Foundation’s initiative to provide software security specifications aligned with open-source practices. We are convinced that by bringing together industry leaders, SMEs, researchers, and OSS experts, we will be able to develop processes that meet regulations while also supporting open development. We also expect these processes to serve as blueprints for the upcoming EU Data and AI Act and future regulations.” – Dr. Andreas Nauerz – Executive Vice President at Robert Bosch GmbH

  • MIL-OSI: 2024 HP Work Relationship Index Reveals AI Users Have Healthier Relationships with Work

    Source: GlobeNewswire (MIL-OSI)

    News Highlights

    • Only 28% of knowledge workers from various industries around the world have a healthy relationship with work, a one-point increase compared to 2023
    • AI usage among knowledge workers surged to 66% in 2024, up from 38% last year; and workers who use AI are 11-points happier with their relationship with work than their colleagues who don’t
    • At least two-thirds of knowledge workers desire personalized work experiences; and 87% would be willing to forgo a portion of their salary to get it
    • Only 44% of leaders have confidence in their human skills; female business leaders are significantly more confident than their male counterparts

PALO ALTO, Calif., Sept. 24, 2024 (GLOBE NEWSWIRE) — Today, HP Inc. (NYSE:HPQ) released the second annual HP Work Relationship Index (WRI), a comprehensive study that explores the world’s relationship with work. The study, which surveyed 15,600 respondents across industries in 12 countries, reveals that work is still not really working. Only 28% of knowledge workers have a healthy relationship with work, a one-point increase compared to last year’s findings. However, new findings hone in on two potential solutions to improve relationships with work: AI and personalized work experiences.

“We know employer and employee expectations have evolved and we believe smart technology is key to meeting the needs of today’s workforce,” said Enrique Lores, President and CEO of HP Inc. “The future of work will be unlocked by using the power of AI to create solutions and experiences that drive business growth and enable individuals to achieve personal and professional fulfillment.”

Personalized Work Experiences Can Lead to Healthier Relationships with Work

In its second year, the study continued to analyze aspects of people’s relationships with work, including the role of work in their lives, their skills, abilities, tools, workspaces and their expectations of leadership. This year, WRI reveals a major universal need from knowledge workers: personalized work experiences.

At least two-thirds of workers expressed a desire for personalized work experiences, including tailored workspaces, access to preferred technologies and flexible working environments. These experiences are crucial for improving relationships with work, and have positive implications for both employees and businesses:

    • 64% of knowledge workers say if work was tailored or customized to personal needs and preferences, they would be more invested in their company’s growth.
    • 69% of knowledge workers believe it would enhance their overall well-being.
    • 68% of knowledge workers stated it would incentivize them to stay with their current employers longer.

This desire for personalization is so strong that 87% of knowledge workers would be willing to forgo part of their salary for it. On average, workers would be willing to give up to 14% of their salary with Gen Z workers giving up as much as 19%.

AI Opens New Opportunities for Knowledge Workers to Enjoy Work and Improve Productivity

AI usage among knowledge workers has surged to 66% in 2024, up from 38% last year. Workers who use AI are seeing the benefits, including a healthier relationship with work:

    • 73% feel that AI makes their jobs easier, and nearly 7-in-10 (69%) are customizing their use of AI to be more productive, indicating AI could be an ingredient to unlocking a more personalized work experience.
    • 60% state that AI plays a key role in improving their work-life balance.
    • 68% say AI opens up new opportunities for them to enjoy work.
    • 73% agree that a better understanding of AI will make it easier to advance their careers.

Further, knowledge workers who use AI are +11-points happier with their relationship with work than their colleagues who don’t. Therefore, there is an urgency to get AI into the hands of workers sooner rather than later as non-AI users have shown increased fear of job replacement by AI, with 37% expressing concern, a +5-point increase from last year.

Business Leaders Lack Confidence; Female Leaders Emerge as a Bright Spot

While at the global scale the index highlights little change, countries that saw an increase in their individual work relationship index saw slight improvement across the six key drivers of a healthy relationship with work – most notably the Leadership and Fulfillment drivers. This year’s index revealed that trust in senior leadership remains a critical factor in a healthy work relationship, but there is a disconnect between the recognition of the importance of human skills (e.g., mindfulness, self-awareness, communication, creative-thinking, resilience, empathy, emotional intelligence) and leaders’ confidence to deliver:

    • While more than 90% of leaders acknowledge the benefits of empathy, only 44% feel confident in their human skills.
    • Only 28% of workers consistently see empathy from their leaders, despite 78% valuing it highly.

However, this year’s research uncovered a bright spot: female leaders. On average, female business leaders are +10-points more confident in their hard skills (technical, computer, presentation, etc.), and notably +13-points more confident in human skills than their male counterparts. Additionally, female business leaders’ confidence in both skills grew over the past year (+10-points in human skills, +4-points in hard skills), while confidence among male business leaders remained stagnant in human skills and decreased in hard skills (-3-points).

    Methodology

HP commissioned an online survey managed by Edelman Data & Intelligence (DXI) that fielded between May 10 – June 21, 2024 in 12 countries: the US, France, India, UK, Germany, Spain, Australia, Japan, Mexico, Brazil, Canada, and Indonesia. HP surveyed 15,600 respondents in total – 12,000 knowledge workers (1,000 in each country); 2,400 IT decision makers (200 in each country); and 1,200 business leaders (100 in each country).

  • MIL-OSI United Kingdom: Enabling change that matters: the Daintta ACE supplier story

Source: United Kingdom – Executive Government & Departments

How ACE provided the consultants with a platform for growth, the ability to showcase quality work and access to new customers they wouldn’t otherwise have met.

Technical and business consultancy Daintta was founded on the values of transparency, fairness and daring with a mission to put staff and customers first.

Starting with just three staff in 2020, it now has over 60 engineers and technical and business consultants as well as horizon scanning and innovation specialists. The company prides itself on having a diverse workforce as well as creating an environment that enables people to bring the best of themselves to work and thrive.

Daintta has been a member of the Vivace community since late 2020 and its core expertise areas are:

    • digital intelligence, bringing disparate datasets together through capabilities such as data science, machine learning and artificial intelligence (AI) to enable greater insights
    • cybersecurity and data privacy, helping companies become more resilient and
    • networks and communication, helping organisations embrace new and emerging technologies

    Navigating complexity

One thing that links much of Daintta’s work inside and outside the Accelerated Capability Environment (ACE) is complex project delivery says Abu Sayed, the company’s chief client officer.

He said: “Most of the work we do doesn’t have a clear-cut solution, and so what we’re doing is helping customers navigate through the complexity and untangle some of that.

“We’re the company that enables change that truly matters, it’s kind of our tagline, and we do that by helping clients leverage the opportunities uncertainty produces. Ultimately, most of our work is helping clients strengthen their ability to deliver their mission.

“We work really well with ACE because ACE is all about working alongside the customer, embracing innovation and willing to be daring.”

Daintta’s first commission with ACE was supporting a workshop, and the company has since gone from “strength to strength”. Today its plays an active role in pulling together collaborative rainbow teams of suppliers to respond to client problems. Daintta enjoys working with both new and established ACE community members and is comfortable either leading or supporting commissions, ensuring that the team’s expertise as well as knowledge of ACE best practice is shared.

Significant pieces of work for ACE include helping develop a business case for the UK Telecoms Lab, providing telco subject matter experts as part of a rainbow team. This was successful in helping secure funding, and Daintta stayed on to work directly with the Department of Science, Innovation and Technology to help build the lab and transition it to operational. Today, Daintta continues to provide experts to develop this capability.

Another project involved creating a data strategy for a law enforcement body, including discovery to understand what data existed, where it was stored and how it could be used. A visual ‘data landscape’ was then created to help understand how available data could be used to help answer investigative questions.

A third piece of work was around understanding the requirements for a secure development environment for law enforcement, for use cases involving technologies such as machine learning, AI and graphing technologies as well as unstructured data, and then creating a prototype intelligence search capability.

Sayed said: “ACE has undoubtedly provided us with a platform for growth. It has given us an opportunity to demonstrate the quality of our work and the expertise of our people. And it has provided us with access to customers that we would not have otherwise come into contact with, accelerating our growth by 12 to 15 months.

“It’s also unique – no other government framework has the kind of sense of community that ACE has fostered, because people are competing for work but collaborating a lot more than they are competing. That allows the best ideas to come forward and really make a difference to the customer.”

    Source: Oxfam –

Oxfam leaders, experts, and partners are joining the UN 79th General Assembly, Summit of the Future, and Climate Action week in New York, hosting and attending events focused on UN Security Council Reform, gender, digital rights, inequality, climate action, and humanitarian issues. They will be urging global leaders to take bold decisions and action as they deliberate on the pressing issues of our time.

This year’s theme is “Leaving No One Behind: Acting Together for the Advancement of Peace, Sustainable Development and Human Dignity for Present and Future Generations.”

Here is an overview of Oxfam’s key events, including a press conference on a report on UN Security Council Reform, media spokespeople, and products:

As we gather at this year’s Assembly, leaders cannot squander the opportunity to restore people’s faith in the UN’s role as the flagbearer for global peace, security, and cooperation. They must move beyond mere rhetoric and make bold choices to create a system that serves all of humanity, not just the powerful few.”

  • MIL-OSI Submissions: FinTech – Experian Ranked 7th on 2024 IDC FinTech Rankings Top 100; Wins IDC Real Results Award in Bank Deposit Transformation

    Source: Experian

COSTA MESA, Calif. – Experian has been ranked 7th on the 2024 IDC FinTech Rankings, placing in the top 10 providers for the third consecutive year. The FinTech Rankings evaluate the top 100 providers of financial technology based on 2023 calendar year revenues from the financial services and FinTech industries. In related news, Experian is also an IDC Real Results Award winner, ranking in the top spot for Bank Deposit Transformation.

The Real Results Awards recognize IT providers that have enabled a genuine, measurable and future-enabling change at a client financial institution (bank, capital markets firm, or insurer) in the worldwide financial services industry. The Bank Deposit Transformation award was based on customer data and their use of the Experian Ascend Fraud Sandbox.

“Placing first for Bank Deposit Transformation demonstrates how this new Experian fraud solution enables our customers to use state-of-the-art fraud-prevention and identity-protection technology to dramatically improve approval rates for online deposit accounts, directly impacting their bottom line while simultaneously lowering fraud losses,” said Alex Lintner, Chief Executive Officer of Experian Software Solutions. “These honors underscore our delivery of advanced modeling and comprehensive data insights that advance and accelerate our customers’ business. They also promote better financial outcomes for our clients compared to incumbent ways of solving this difficult trade-off and mitigate risk from the rising tide of sophisticated AI-driven approaches by bad actors to defraud consumers.”

Ascend Fraud Sandbox provides an analytical environment that enables users to explore data to discover new fraud patterns and build, test and deploy new models in days rather than months. It pairs an organization’s own data with unique cross-industry identity and fraud data assets. It employs more than 10 billion identity and fraud events that include applications, login activity, and transactions, along with fraud tags, adding tens of millions of new events daily.

“In the 2024 IDC FinTech Rankings program, Experian is ranked as the 7th largest global provider of technology solutions to the financial services industry and won its first IDC Real Results Winner Award for Bank Deposit Transformation,” says Marc DeCastro, research director at IDC. “Experian offers the data, technology and scalable solutions to enable financial institutions to make informed business decisions at the necessary speed to help them remain competitive in a rapidly changing and competitive marketplace.”

In its 21st year, the IDC FinTech Rankings categorize and evaluate technology providers strictly based on previous calendar year revenues from financial institutions (banking, insurance, and/or capital markets) or directly to fintech solution providers for hardware, software, and/or services To view the complete rankings, visit www.idc.com/prodserv/insights/financial/fintech-rankings.

  • MIL-OSI Russia: Moscow Metro – Second phase of Russia’s first driverless tram launch – now with passengers

    Source: Moscow Metro

The Moscow Metro announced the start of the second phase of launching the first driverless tram in Russia as the first stage was successfully completed. Now the driverless tram runs with passengers in test mode.

    Context

In 2023, the Moscow Metro established a Driverless Transport Research and Development Center, bringing together top developers and mathematicians from leading IT companies such as Nvidia, Huawei, Siemens, and Yandex.

The Center’s innovative driverless tram technology is designed around the Lvyonok-Moskva tram model, which is equipped with the latest driverless driving equipment, including four lidars, six cameras, and three radars.

The software, based on artificial intelligence technology, was developed in-house by the Moscow Government, making it a unique European innovation that outperforms foreign counterparts in terms of precision and reliability.

The launch of Russia’s first driverless tram comprises three stages.

    First stage highlights

The first stage, which took place from May 23 to August 29, 2024, focused on testing the driverless tram without passengers. A driver and a system that duplicated the driver’s actions were onboard, where the system facilitated the tram’s movement, but the driver made the final decisions.

During this phase, the driverless tram covered more than 800 kilometers on route No. 10, from Schukinskaya metro station to Kulakova Street. Numerous tests were conducted to verify the reliability of the systems in:

    • Maintaining a set speed and navigating curvilinear sections
    • Passing through track switches
    • Detecting various obstacles
    • Stopping at designated points
    • Performing emergency braking

The first stage concluded successfully, with no traffic violations recorded. All systems were thoroughly checked, confirming that both the tram and its software were fully prepared for passenger travel.

    Second stage plans

In the second stage, the driverless system will take full control, including opening and closing doors. A driver will be present in the cab to oversee and ensure the tram’s actions. An onboard screen will display key performance indicators of various systems for monitoring and transparency. The trips on the route No. 10 will be performed both with and without passengers.

    Looking forward

By the final stage, expected to be completed by the end of 2025, the tram is set to operate autonomously with passengers and without a driver at the controls. A specialist may be present in the cab or the passenger area to visually monitor the tram’s operations and perform other necessary functions.

This groundbreaking project signifies a major step forward in driverless vehicle technology, not just for Russia but for Europe as a whole, setting new standards for reliability and innovation in public transportation.

President of India graces the opening ceremony of the 16th Asian Organisation of Supreme Audit Institution Assembly

Audits and evaluations by SAIs not only safeguard public funds but also enhance public confidence in governance: President Murmu

Posted On: 24 SEP 2024 12:39PM by PIB Delhi

The President of India, Smt. Droupadi Murmu graced the opening ceremony of the 16th Asian Organisation of Supreme Audit Institution (ASOSAI) Assembly, being organised by the Comptroller and Auditor General (CAG) of India, in New Delhi today (September 24, 2024).

Speaking on the occasion, the President said that the CAG of India plays a key role in ensuring transparency and accountability in the country’s public finance. It was not without reason that the Indian Constitution vested the office of CAG with a wide mandate and complete autonomy. She was happy to note that the office of the CAG has lived up to the expectations of the Constitution-makers. It follows a strict code of ethical and moral conduct that ensures the highest order of probity in its functioning.

The President said that the mandate of public sector audits has expanded beyond traditional auditing to include assessing the effectiveness of public welfare schemes and projects, ensuring that they serve all citizens equitably. She stated that in an increasingly technology-driven world, more and more public services are being delivered using technology. Audit, therefore, needs to keep up with technological evolution in order to be able to perform its oversight functions effectively.

The President said that today, we are at a critical juncture where emerging digital technologies like artificial intelligence, data analytics, machine learning and geo-spatial technology are becoming the backbone of modern governance. Digital Public Infrastructure (DPI) serves as the foundation to support and enhance the functioning of the digital economy and services provided to citizens.  From digital identities to e-governance platforms, DPI has the potential to revolutionise the delivery of public services and goods, making them more accessible, efficient, and inclusive.

The President said that in many parts of the world, women and vulnerable sections of the society have less access to digital technologies, fewer opportunities to develop digital skills, and are under-represented in the digital economy. This divide not only limits their ability to access essential services but also perpetuates inequality. This is where the role of Supreme Audit Institutions (SAIs) becomes crucial. As auditors, they have the unique responsibility and opportunity to ensure that digital public infrastructure is designed and implemented in a way that is inclusive and accessible to all.

The President said that the financial world is often beset by opaque accounting practices. In this setting, the role of independent Supreme Audit Institutions is to see that public resources are managed efficiently, effectively and with the utmost integrity. Audits and evaluations by SAIs not only safeguard public funds but also enhance public confidence in governance.

The President said that The institution of CAG of India has a rich history of public auditing. She expressed confidence that SAI India, as hosts of the 16th ASOSAI Assembly, will have a lot to offer in the deliberations of the learned minds gathered in the Assembly. She congratulated SAI India for assuming the Chairmanship of ASOSAI for the period 2024 to 2027. She expressed confidence that under the able stewardship of the CAG of India, ASOSAI will reach new heights, fostering greater cooperation and innovation among the members.

Raksha Mantri Shri Rajnath Singh inaugurated the 41st edition of Indian Coast Guard (ICG) Commanders’ Conference in New Delhi on September 24, 2024. The three-day meeting serves as a vital forum for ICG Commanders to engage in meaningful discussions on strategic, operational & administrative matters in the backdrop of the evolving geopolitical landscapes and complexities of maritime security.

Addressing the senior Commanders at the Coast Guard Headquarters, the Raksha Mantri described ICG as India’s foremost guard, ensuring the security of the country’s vast coastline through constant monitoring of the Exclusive Economic Zone, and prevention of illegal activities such as terrorism and trafficking of arms, drugs & humans. Commending the bravery & dedication with which the ICG personnel serve the nation in the times of distress, he paid tributes to the bravehearts who lost their lives in a recent operation near Porbandar.

Shri Rajnath Singh termed the contribution of ICG in protecting the nation from internal disasters as unparalleled. He extolled its quick response during an oil spill off Chennai after Cyclone Michaung, which averted a major damage to the coastal ecosystem of the area.

Sharing his vision to make ICG as one of the strongest Coast Guards, the Raksha Mantri emphasised the need to move forward from being a human-oriented to a technology-oriented force to deal with conventional as well as emerging threats in today’s unpredictable times. He underlined the importance of ultra-modern technology on maritime borders, stating that it acts as a force multiplier to further strengthen the security system of the country.

“The world is going through a phase of technological revolution. In this era of Artificial Intelligence, Quantum Technology and drones, the field of security is witnessing significant changes. Given the current geopolitical situation, maritime threats will increase in the future. We need to be alert and ready. The importance of manpower will always remain, but the world should know us as a technology-oriented Coast Guard,” Shri Rajnath Singh said.

While the Raksha Mantri stressed on the benefits of incorporating latest technology, he exhorted the Commanders to remain wary of its negative side. He termed technology as a double-edged sword and called upon ICG to be proactive, vigilant and prepared to tackle the potential challenges.

Shri Rajnath Singh reiterated the commitment of the Government, led by Prime Minister Shri Narendra Modi, to modernise & bolster the Armed Forces and ICG with indigenous platforms & equipment. On the efforts being made to attain ‘Aatmanirbharta’, he stated that 31 ships for ICG, worth more than Rs 4,000 crore, are being built by Indian shipyards. He also highlighted the approvals accorded by the Defence Acquisition Council to enhance the capabilities of ICG, which include procurement of Multi-Mission Maritime Aircraft, Software Defined Radios, Interceptor Boats, Dornier aircraft and Next Generation Fast Patrol Vessels. Asserting that the three Services are evolving themselves with changing times, the Raksha Mantri urged the ICG to continue improving itself, creating a unique identity, gaining expertise in its domain, and moving forward with renewed vigour.

The Raksha Mantri also paid tributes to late ICG DG Rakesh Pal who passed away due to a heart attack in Chennai recently. He described him as a kind-hearted and capable officer whose untimely death, he said, is an irreparable loss.

Defence Secretary Shri Giridhar Aramane, Secretary (Defence Production) Shri Sanjeev Kumar and Secretary (Ex-Servicemen Welfare) Dr Niten Chandra were among the senior officers present on the occasion.

During the course of the conference, the ICG Commanders will also interact with the Chief of Defence Staff, as well as the Chief of the Naval Staff and the Engineer-in-Chief. The discussions are designed to foster collaboration among the Services across the full spectrum of maritime security, while also promoting the growth and infrastructure development of ICG.

The conference provides a platform for senior ICG leaders to meticulously evaluate key operational, material, logistical, HR development, training, and administrative initiatives undertaken over the past year. They will also deliberate on vital milestones essential for the protection of the maritime interests of the nation. The Commanders will assess ongoing ICG projects designed to bolster Indigenisation through the ‘Make in India’ initiative, harmonising with the Government’s vision of ‘Aatmanirbhar Bharat’.

  • MIL-OSI USA: Deputy Administrator Isobel Coleman at Transforming Global Humanitarian Response for the 21st Century

    Source: USAID

DEPUTY ADMINISTRATOR ISOBEL COLEMAN: Thank you, Secretary [Antony] Blinken, Foreign Secretary [David] Lammy, Mr. [Ilan] Goldfajn, and Mr. [Børge] Brende for bringing us together today.

As you all have emphasized, every year, global humanitarian needs reach record highs. Today, more than 80 percent of the countries where USAID works, encompassing roughly two billion people, are fragile or conflict-affected states.

Our humanitarian assistance spending in response to crises has tripled in the last decade, while development assistance has been flat.

In other words, we’re dedicating more and more of our resources to responding to crises – instead of investing in long-term efforts to prevent them.

    This is not sustainable.

The solution requires all of us – humanitarian, development, and peace practitioners, governments, and the private sector – to more effectively meet the staggering global humanitarian needs while continuing to drive development gains.

This is why, in January, USAID launched an Agency-wide initiative to align our humanitarian, development, and peace efforts across our policy, planning, and programming – so that even while responding to crises, we are also making critical investments in long term stability and prevention.

We are taking practical steps to change the way we work, such as conducting an information campaign to increase the use of existing award flexibilities, aligning our humanitarian and development strategic planning processes, and co-hosting a global forum with the UK, Germany, the World Bank, UNICEF, and WFP on social protection in fragility and conflict.

USAID is also leveraging funding from the Global Fragility Act to facilitate the kinds of private investment that can be so pivotal to preventing and more sustainably addressing global humanitarian needs.

Today, I am pleased to announce that we have partnered with the US Development Finance Corporation to create a new specialized unit to focus on identifying promising investment opportunities in fragile environments – where investments are often more complicated, riskier, and time-consuming.

We are eager to partner with you in catalyzing these critical investments, which align with so many of the goals we’ve discussed today.

I commend this group for your commitment to breaking down silos and identifying more sustainable and cost-effective ways to address the staggering global humanitarian needs we face today.

USAID is committed to advancing this agenda with you.
