  • MIL-OSI Russia: Scientists from NSU and ICG SB RAS have developed a new approach to collecting, storing and analyzing information about wheat ears

    Scientists from NSU and ICG SB RAS presented a new approach to collecting, storing and analyzing information on the morphometric characteristics of a wheat ear. Students took an active part in the work on creating the SpikeDroidDB system Faculty of Mechanics and Mathematics of NSU, Faculty of Information Technology NSU, and also Mathematical center in AkademgorodokWork on this project was carried out with the support of the Russian Science Foundation, project No. 23-14-00150.

    The SpikeDroidDB information system allows storing digital images of the ear, annotating their phenotypic characteristics according to 14 important traits and provides a flexible query system for accessing data.

    Using SpikeDroidDB, a collection of F2 hybrid ears from a cross between the Australian soft wheat variety Triple Dirk and the Chinese wheat sample KU506 Triticum yunnanense was digitized and annotated. An analysis of the variability of the ears in shape, length and width was carried out.

    The structure of the ear is one of the most important features of cereals, associated with such economically valuable qualities as productivity, resistance to environmental factors and pests, ease of threshing. Ears differ in shape, size, density, awns, color, etc.

    For breeders and geneticists, such parameters as the number of grains in an ear, the thousand-grain weight, and others are of great importance. These characteristics are closely related to plant productivity. A useful selection feature is the shape of the grain and such characteristics of the ear as its type, length, profile, the presence or absence of awns, the number of fertile and sterile spikelets (i.e., grain content), ear fragility, and the properties of the glume. Collecting and describing these features manually is a labor-intensive and lengthy process.

    — Researchers at our laboratory have long been working on an important task aimed at replacing the measuring methods of geneticists and breeders with a ruler and a computer or mobile phone. We would like to make it so that scientists no longer have to manually measure plant parameters, but simply take a photo of a wheat ear, while observing a number of technical conditions, and then obtain the information they are interested in by uploading this photo to our database. When creating it, we worked with conventional image analysis, that is, with digital vision, and applied deep machine learning in terms of image recognition using neural networks, identifying individual features and classification, — said the leading researcher at the Laboratory of Evolutionary Informatics and Theoretical Genetics of the Institute of Cytology and Genetics of the Siberian Branch of the Russian Academy of Sciences, an employee of the Department of Information Biology Faculty of Natural Sciences, Novosibirsk State University Dmitry Afonnikov.

    The complexity of the researchers’ work was that it was based on digital images of ears. They serve as the initial data when applying automatic phenotyping methods. When developing them, an important task is an expert assessment of many plant characteristics for their further use in training and verification of computer algorithms. However, many morphological features of the ear are usually assessed qualitatively, not quantitatively. Very often, they do not have a quantitative assessment. Such features include the shape of the ear, its density, the color of the ear, the pubescence of the glumes, the type of awns, the color of the awns, the shape of the ear, brittleness of the ear and many others. Therefore, the use of digital image analysis approaches to describe the shape of the grain and ear, as well as their comparison with the assessments of the ear features made by expert breeders, became an important task for the developers.

    — In our database, we have collected over 10,000 digital images of ears and described their structure and properties so that genetic scientists can obtain all the data they need from a photograph — the size of the ear, its thickness, width, presence of awns, color of the ears, etc., essentially replacing conventional measurements with image analysis. And as a result, we obtain more characteristics, and they are also more accurate. In this case, the automated system has more capabilities than a person. If a person determines some parameters “by eye”, then computer vision records them more accurately and productively. With the help of computer analysis of digital images, we can determine hundreds of parameters of ears — both basic and their derivatives, and then use them to develop methods and classifications, as well as to assess productivity. Such technologies provide a high degree of automation of information collection, its storage in databases, integration with data on the genotype and environmental parameters, and create the basis for intelligent analysis of the information received. There is another important advantage: a digital description of the ear and its image will be stored in the database for as long as necessary, whereas a dried ear placed in a paper envelope may crumble, change color or deteriorate, and the sample will be lost, explained Dmitry Afonnikov.

    In the SpikeDroidDB system, several images can be associated with each ear. For each of them, the protocol by which it was obtained is indicated. For shooting, the developers used two protocols for obtaining digital images of mature ears. They chose a blue background as the most contrasting to the color of the ears and allowing you to easily separate the object from the background. Shooting of the ears was carried out in two versions: in the first, the ear is located vertically in front of a blue background, the second shooting option provides for a horizontal position of the ears on the glass above the blue background.

    Dmitry Afonnikov says that breeders and geneticists involved in developing new varieties of wheat are showing great interest in this development and are interested in working with it to automate painstaking and lengthy routine processes that require precision and concentration. In addition, the SpikeDroidDB system will help avoid subjective assessments, errors and inaccuracies in phenotyping ear samples.

  • MIL-Evening Report: Am I The Asshole? How judging other people’s dirty laundry became the internet’s favourite pastime

    You don’t have to be an avid Reddit user to know about r/AITA, or Am I the Asshole? This subreddit’s digital afterlife reaches endlessly across the vast plains of social media – particularly on Facebook, where spin-off pages abound. There are dedicated AITA podcasts, X accounts and copycat columns – even a YouTube series.

    The original forum serves up neatly packaged snippets of other people’s personal dramas. Narcissistic exploits and gobsmacking tales of entitlement dominate the space, alongside run-of-the-mill social quandaries.

    While other subreddits have accumulated larger followings than AITA’s 20 million or so members, it remains one of the most popular and prolific. What makes it such a fertile content mine?

    From social gaffes to workplace spats

    The subreddit has become a place where thousands of users crowd-source “moral clarity” on all manner of grievances.

    It describes itself as “a catharsis for the frustrated moral philosopher in all of us” and “a place to finally find out if you were wrong in an argument that’s been bothering you”.

    The instructions encourage contributors to post about “any non-violent conflict” they’ve experienced. “Give us both sides of the story”, the blurb continues, “to find out if you’re right, or you’re the asshole”.

    Readers vote with the acronyms NTA/NAH (not the asshole/not an asshole), YTA (you’re the asshole) or ESH (everyone sucks here) and explain how they came to their decision.

    Why do we love the drama?

    When VICE’s Amelia Tate surveyed AITA readers in 2019, they reported a range of motivations for engaging with the content:

    Some readers turn to the sub to genuinely ask for advice, others prefer to offer their opinions, while still more tend to lurk silently, judging posts from afar.

    One data-scraping exercise revealed most AITA scenarios centre on relational obligations and uncertainty about what we owe others.

    In other words, the forum taps into our enduring concern with what it means to be “good” or “right”. For active participants, “being right on the internet” is an addictive pursuit indeed.

    But even for the casual reader, AITA serves up boundless material to ponder during lunch breaks, or to litigate with friends and family.

    One reader has described it as the “Jerry Springer for the digital age”. Another calls it a proxy to “eviscerate, trash, shame, and hate people”. Others again are drawn to the forum for a sense of connection.

    Beyond these innately human foibles, though, one blogger has observed how “almost all of these posts are a short story in themselves.”

    A winning storytelling formula

    Most AITA posts follow a recognisable formula. This reliable recipe has served not just the forum, but the internet as a whole, by producing digestible dilemmas for the masses to adjudicate.

    Each post must begin with the shortened form “AITA” or “WITBA” (would I be the asshole), followed by a question that encapsulates their situation. Savvy posters will pose their questions in a way that creates a hook for readers, much like the opening sentence of a gripping novel.

    The parties involved are usually introduced by a relational title with age and gender in parentheses. (For example, “I (23F) have been married to my husband (24M) for three years”.)

    The OPs (original posters) can respond to comments by offering clarification or more information. They may also post an update on their dilemma, subject to moderator approval, to satisfy curious readers keen to know the outcome.

    Shaped through these formal rules and informal conventions, AITA has evolved into a collaborative form of first-person storytelling uniquely suited to online consumption.

    The content’s structure delivers drama in a familiar format that’s simple to repackage via social media, where clicks are currency and attention is fleeting. It also invites the reader, via its offer of moral arbitration, to play a central role in how the “narrative” develops and resolves.

    Cogs in the content-churning machine

    The AITA phenomenon speaks to a broader trend in digital media where user-generated content becomes the raw material for a vast ecosystem of derivative works and discussion.

    As a content mill that churns out close to a thousand posts a day, the subreddit ensures a steady stream of fresh material for other sites to trawl. And the more that other platforms repurpose this content, the more exposure the subreddit gets.

    Political theorist Jodi Dean has described ecosystems like AITA as examples of “communicative capitalism”, where communication itself becomes a commodity or source of profit. Within this system, user-generated content – such as AITA posts and replies – dissolves the line between producers and consumers.

    As a rich and vast source of capital, AITA begs closer inspection. If the value of a story is measured largely in quantitative terms (such as the number of upvotes, comments or shares it generates), does this flatten complex ideas and encourage users to chase engagement, rather than meaningful exchange?

    As we remain attuned to the self-perpetuating nature of digital storytelling, we’re sure to find fascinating – but perhaps uncomfortable – truths about the way human concerns are now reconfigured as cogs in the insatiable digital content machine.

    Department of Sports launched Swachhta Hi Seva (SHS) Campaign, 2024 on 17th September, 2024, which will culminate on 2nd October, 2024. The Campaign is in line with the Government of India’s vision of a Swachh Bharat. The theme for SHS 2024, “Swabhav Swachhata, Sanskar Swachhata” (स्वभाव स्वछता, संस्कार स्वछता ) entails collective responsibility and active participation from all the citizens of the country. Three key pillars of this campaign are-

    • Sampoorna Swachhata through Shramdaan –This aims to transformation of specific target units and overall cleanliness through shramdaan activities.
    • Swachhata Ki Bhagidari – This encourages public participation through awareness and advocacy in cleanliness efforts through various participatory activities.
    • Safai Mitra Suraksha Shivirs:  This provides for activities to felicitate and benefit safai mitras.  

    In SHS-2024 campaign, the Department of Sports and organizations under it, namely, Sports Authority of India (SAI), National Sports University (NSU), National Anti-Doping Agency (NADA), National Dope Testing Laboratory (NDTL) and Lakshmibai National Institute of Physical Education (LNIPE) are working hand in hand to ensure widespread engagement and participation from every citizen, community, and organization during the fortnight to achieve the objective of SHS-2024.

    The Department and its organizations are organizing various awareness and swacchata activities from 14th September 2024 onwards which include mass shramdaan all across the country, plantation drives under ‘Ek Ped Maa Ke Naam’, holding various competitions etc throughout the duration of Campaign.

  • MIL-OSI Asia-Pac: Prime Minister attends the CEOs Roundtable

    Prime Minister Shri Narendra Modi interacted with technology industry leaders in New York in a Roundtable anchored by the Massachusetts Institute of Technology (MIT), School of Engineering. The tech-roundtable focused on Artificial Intelligence and Quantum; Biotechnology and Life Sciences; Computing, IT and Communication; and Semiconductor technologies.

    The CEOs participated in a deep dive with Prime Minister on the evolving technology landscape at a global level and how these cutting-edge technologies are contributing to the well-being of people around the world including in India. They touched upon how technology is being leveraged for innovations, which have the potential to revolutionize the global economy and human development.

    Prime Minister appreciated the efforts of the MIT School of Engineering and its Dean for bringing the technology leaders together. He noted that technology collaboration and efforts such as the Initiative on Critical and Emerging Technologies [ICET] lie at the core of the India-US Comprehensive Global Strategic Partnership. He stressed that in his third term, India will make every effort to become the third largest economy in the world. He encouraged the companies to take advantage of India’s growth story for collaboration and innovation. They can co-develop, co-design, and co-produce in India for the world, harnessing the opportunities from India’s economic and technological growth. He assured the business leaders of India’s deep commitment to protection of intellectual property and to fostering tech-innovation.

    Prime Minister highlighted the economic transformation happening in India, particularly in electronics and information technology manufacturing, semiconductors, biotech and green development. He stated that his government was committed to making India a global hub of semiconductor manufacturing. He also dwelt on India’s BIO E3 policy to develop India into a biotech powerhouse. On AI, he noted that India’s policy is to promote AI for All, underpinned by its ethical and responsible use.

    The CEOs expressed their strong interest in investing and collaborating with India. India’s growing prominence as a global technology hub, driven by its innovation-friendly policies and flourishing market opportunities, got much appreciation from the tech-leaders. They also agreed that investing in startups would be a synergistic opportunity to innovate and develop newer technologies in India.

    MIT Professor Anantha Chandrakasan, Chief Innovation and Strategy Officer at the Institute and Dean of the MIT School of Engineering, who chaired the roundtable, thanked Prime Minister and CEOs for their participation, affirming MIT’s commitment to advancing technology and making it accessible for global good.

    Namaste U.S.! Now even our “Namaste” has gone multinational, transitioning from local to global, and it’s all because of you. Every Indian who holds Bharat close to their heart has made this possible.

    Friends, 

    You’ve come here from far and wide. Some faces are familiar, while others are new. Your love is a great honour for me. I recall the days when I wasn’t a PM, wasn’t a CM, wasn’t a leader at all. Back then, I used to come here as an inquisitive traveller, eager to see and understand this land, carrying many questions in my mind. Even when I held no official position, I had already toured almost 29 states in America. Later, when I became a CM, I continued connecting with you through technology. As a PM, too, I’ve received immense affection and warmth from you. In 2014, it was Madison Square; Sam Jose in 2015; Houston in 2019; Washington in 2023; and now New York in 2024, and each time, you surpass the last record.

    Friends, 

    I’ve always recognized the strength of the Indian diaspora. Even when I held no official post, I understood it, and I understand it today. You have always been Bharat’s strongest brand ambassadors for me. That’s why I call you the ‘Rashtradoot’ (nation’s emissaries). You’ve connected America to Bharat and Bharat to America. Your skills, talent, and commitment are unparalleled. Though you’ve crossed seven seas, no ocean is deep enough to separate you from the Bharat that resides in your hearts. What Maa Bharti has taught us, we can never forget. Wherever we go, we treat everyone like family. Embracing diversity, living it, and integrating it into our lives—these are our values, embedded in our very being. We are from a country with hundreds of languages and dialects, home to every religion and sect. Yet, we move forward as one and united. In this very hall, some speak Tamil, others Telugu, Malayalam, Kannada, Punjabi, Marathi, or Gujarati. Our languages may differ, but our spirit is one: “Bharat Mata ki Jai” (Victory to Mother Bharat), the spirit of Indianness. This is our greatest strength in connecting with the world. These values naturally make us ‘Vishwa Bandhu’ (global friend). As our scriptures say, तेन त्यक्तेन भुंजीथा: meaning those who sacrifice are the ones who truly enjoy. We find happiness by doing good to others and by sacrificing.  Wherever we live, this spirit remains unchanged. We contribute maximum to the societies we live in. In America, be it as doctors, researchers, tech professionals, scientists, or in other professions, you’ve soared high, and the world has witnessed it.  Just a short while ago the T-20 Cricket World Cup was held here and the USA team played amazingly, and the world has also seen the contribution of the Indians living here in that team.

    For the world, AI means artificial intelligence, but I believe AI stands for America-India. This America-India spirit is the AI power of the new world, elevating Bharat-America relations. I salute all of you, the Indian diaspora.

    Wherever I go in the world, I hear nothing but praise for the Indian diaspora from every leader. Just yesterday, President Biden invited me to his home in Delaware. His warmth and hospitality were truly touching. This honour is for 140 crore Indians, for your hard work, for the millions of Indians living here. I extend my gratitude to President Biden and to all of you.

    The year 2024 is crucial for the world. On one side, we see conflicts and tensions among nations, while on the other, some countries are celebrating democracy. Bharat and America are together in this celebration of democracy. Elections are upcoming here in the U.S., while Bharat has already held its elections. These elections in Bharat were the largest in human history. You can imagine: almost double the number of voters as the total population of the U.S., and more voters than the entire population of Europe! So many people cast their votes in Bharat. When we see the scale of Bharat’s democracy, it fills us with pride. A three-month-long polling process, 15 million polling staff, over a million polling stations, more than 2,500 political parties, more than 8,000 candidates, thousands of newspapers in different languages, hundreds of radio stations, TV news channels, millions of social media accounts, lakhs of social media channels—all of this makes Bharat’s democracy vibrant. It’s an era of expanding freedom of expression, and our electoral process undergoes scrutiny at this level.

    And friends, 

    This long election process has led to something unprecedented in Bharat this time. What happened? What happened? What happened? ‘Abki Baar – ’ (This time again—), ‘Abki Baar – ’ (This time again—), ‘Abki Baar – ’ (This time again—)!

    Our government has been re-elected for the third time. This hadn’t happened in Bharat in the last 60 years. The mandate the people of Bharat has given us is huge and significant. In this third term, we have even greater goals to achieve. We must move forward with three times the strength and three times the speed. You’ll remember one word: PUSHP (flower). Yes, consider it a lotus, I have no objections. PUSHP, and I define this PUSHP. P for Progressive Bharat, U for Unstoppable Bharat, S for Spiritual Bharat, H for Humanity First Bharat, and P for Prosperous Bharat. Together, these five petals of PUSHP will shape a ‘Viksit Bharat’ (Developed India).

    I am the first Prime Minister of Bharat born after independence. During the freedom struggle, millions of Indians dedicated their lives to Swaraj (self-rule). They didn’t think of their personal interests or comfort zones; they forgot everything and fought against the British. Some were hanged, some were shot, some endured torturous imprisonment, and many spent their youth in jail.

    We couldn’t die for our country, but we can surely live for it. Dying wasn’t in our destiny, but living is our destiny. Right from day one, my mind and mission has been clear. I couldn’t give my life for ‘Swaraj’ (independence), but I decided to dedicate my life to ‘Suraj’ (good governance) and a ‘Samridh’ (prosperous) Bharat. A large part of my life was spent wandering across the country for years. Wherever I found food, I ate; wherever I found a place to sleep, I slept. From the shores of the ocean to the mountains, from deserts to snow-covered peaks, I met people from every region, got to know and understand them. I gained first-hand experience of my country’s life, its culture, and its challenges. Though my path was different, destiny brought me into politics. I never imagined becoming a Chief Minister, but I became Gujarat’s longest-serving CM for 13 years. I remained Gujarat’s Chief Minister for 13 years and then people promoted me to Prime Minister. But the lessons I learned traveling through the country have shaped my governance model, both at the state and central levels. Over the past 10 years, the success of this governance model is evident to you and the world. And now, with great trust, the people of Bharat have given me a third term. I approach this third term with three times the sense of responsibility.

    Today, Bharat is one of the world’s youngest nations. Bharat is filled with energy and dreams. Every day, new records are being set. Every day, new news. Just today, we received great news: Bharat won gold in both men’s and women’s categories at the Chess Olympiad. But let me tell you one more thing, which will require even more applause. For the first time in nearly 100 years, this has happened! The whole country and every Indian is proud of our chess players. There’s another AI driving Bharat. And what is that? It is A for Aspirational and I for Bharat: Aspirational Bharat. This is our new energy. The aspirations of millions of Indians are driving Bharat’s growth. Every aspiration is giving rise to new achievements, and every achievement is fuelling new aspirations. In just one decade, Bharat has risen from the 10th to the 5th largest economy. Now every Indian wants Bharat to quickly become the third-largest economy. Today, a large section of Bharat’s population has seen their basic needs met. Over the past 10 years, crores of people have gained access to clean cooking gas, piped water, electricity, and toilets. These crores of people now aspire to a better quality of life.

    Now, the people of Bharat don’t just want roads; they want magnificent expressways. Now, the people of Bharat don’t just want rail connectivity; they want high-speed trains. Every city in Bharat aspires to have metro services, and every city wants its own airport. Every citizen, whether from a village or a city, wants world-class facilities, and we are seeing the results of these aspirations. In 2014, only 5 cities in Bharat had metro services; today, 23 cities have metros. Bharat now has the second-largest metro network in the world, and it is expanding every day.

    In 2014, only 70 cities in Bharat had airports; today, more than 140 cities have airports. In 2014, fewer than 100 gram panchayats had broadband connectivity; today, more than 200,000 panchayats have it. In 2014, Bharat had around 140 million LPG consumers; today, the number has risen to over 310 million. What used to take years to accomplish is now being completed in months. There is a new confidence in Bharat’s people, a determination to reach their goals. Development in Bharat is becoming a people’s movement, and every Indian is becoming an equal partner in this movement of development. They believe in Bharat’s success and in its achievements.

    Today, Bharat is a land of opportunities. Bharat no longer waits for opportunities; Bharat creates opportunities. Over the past 10 years, Bharat has prepared a new launching pad for opportunities in every sector. Look at this – just in the last decade, and this will make you proud, 25 crore people have been lifted out of poverty. How did this happen? It happened because we changed the old mindset and approach. We focused on empowering the poor. We connected more than 500 million people to the banking system, provided more than 550 million people with free medical treatment up to 500,000 rupees, gave over 40 million families proper housing, and through collateral-free loans, we provided millions of people with ease of credit. Many such initiatives helped people lift themselves out of poverty, and those who have emerged from poverty today form the neo-middle class, which is driving Bharat’s development at a faster pace.

    We have prioritized women-led development alongside women’s welfare. The crores of houses built by the government have been registered in the name of women. Out of the crores of bank accounts opened, more than half were in women’s names. Over the past decade, 10 crore Indian women have joined the Micro Entrepreneurship Scheme. Let me give you another example. We are making significant efforts to integrate agriculture with technology in Bharat, and today, drones are being used extensively in farming. While drones may not be new to you, what might surprise you is this: do you know who is taking responsibility for them? It’s rural women. We are training thousands of women to become drone pilots, and this remarkable technological revolution in agriculture is being driven by rural women.

    The areas once neglected have now become national priorities. Bharat is more connected today than ever before. You may be astonished to learn the current size of Bharat’s 5G market. Would you mind if I told you? Today, Bharat’s 5G market is larger than that of the United States, and this achievement has been made within just two years. Now, Bharat is working on Made-in-India 6G. How did this happen? It happened because we devised policies to advance this sector. We invested in Made-in-India technology, affordable data, and mobile phone manufacturing. Today, nearly every major mobile brand in the world is Made in India. Bharat is now the second-largest mobile manufacturer globally. There was a time, before my tenure, when we were importing mobile phones; today, we are exporting them.

    Friends, Bharat no longer lags behind. Now, Bharat creates new systems and leads the way. Bharat has introduced the world to a new concept of Digital Public Infrastructure (DPI). DPI has promoted equality and become a powerful tool in reducing corruption. Bharat’s UPI is now capturing the world’s attention. While you may have a wallet in your pocket, in Bharat, people have both physical wallets and e-wallets on their phones. Many Indians no longer carry physical documents, as they now use DigiLocker. When travelling to airports, they seamlessly use DigiYatra. This has become the launching pad for digital public infrastructure, innovation, job creation, and every related technology.

    Bharat will not stop now, nor will it slow down. Bharat envisions a future where as many global devices as possible operate on Made-in-India chips. We have made the semiconductor sector the foundation of Bharat’s accelerated growth. In June last year, Bharat announced incentives for the semiconductor industry, and just a few months later, the foundation stone for Micron’s first semiconductor unit was laid. To date, five such units have been approved in Bharat. The day is not far when you will see Made-in-India chips here in America as well. This small chip will elevate Bharat’s journey towards development to unprecedented heights, and that’s Modi’s promise.

    The resolve and commitment towards reforms in Bharat today are unprecedented. Our Green Energy Transition Programme is a prime example of this. Despite accounting for 17 percent of the world’s population, Bharat’s contribution to global carbon emissions is only 4 percent. We played no part in harming the planet. In fact, compared to the rest of the world, our impact is nearly negligible. We, too, could have fuelled our growth by relying on carbon emissions, but we chose the path of green transition, guided by our deep-rooted respect for nature. As a result, we are investing heavily in solar, wind, hydro, green hydrogen, and nuclear energy. Bharat was the first country in the G20 to achieve the Paris climate goals. Since 2014, our solar energy capacity has increased by over 30 times. We are working to make every home in the country a solar-powered home. To achieve this, we have launched an extensive rooftop solar mission. Today, our railway stations and airports are transitioning to solar energy. From homes to streets, Bharat has embarked on a journey towards energy-efficient lighting. These efforts are generating a large number of green jobs in Bharat.

    21st-century Bharat is advancing through education, skills, research, and innovation. You are all familiar with the name Nalanda University. Not long ago, Bharat’s ancient Nalanda University was revived in a modern form. Today, it’s not only the university but also the spirit of Nalanda that is being reborn. We are creating a modern educational ecosystem that attracts students from across the globe to come to Bharat and study. Over the past 10 years, something remarkable has happened in Bharat. In this period, one new university has been built in Bharat every week, two new colleges have been established every day, and one new ITI has opened each day. In a decade, the number of IIITs has risen from 9 to 25, IIMs from 13 to 21, and AIIMS has tripled to 22. The number of medical colleges has nearly doubled in the same period. Today, even the world’s top universities are coming to Bharat. Bharat is now renowned. The world has long witnessed the power of Indian designers; now it will witness the brilliance of ‘Design in India’.

    Today, Bharat’s partnerships are expanding globally. Previously, Bharat followed a policy of Equal Distance, but now it embraces a policy of Equal Proximity. We are also becoming a strong voice for the Global South. You may have noticed that, due to Bharat’s initiative, the African Union was granted permanent membership at the G20 Summit. Today, when Bharat speaks on the global stage, the world listens. Not long ago, when I said, “This is not the era of war,” the gravity of the statement was understood worldwide.

    Whenever there is a crisis anywhere in the world, Bharat is one of the first to respond. During the COVID-19 pandemic, we sent vaccines and medicines to over 150 countries. Whether it was an earthquake, a cyclone, or a civil war, we were among the first to offer assistance. This is a reflection of the values and teachings passed down by our ancestors.

    Bharat is emerging as a new catalyst on the global stage, and its influence will be felt across all sectors. Bharat’s role will be crucial in accelerating global growth, promoting global peace, advancing climate action, closing the global skills gap, driving innovation, and stabilising the global supply chain.

    For Bharat, power and capability are symbolised by “ज्ञानायदानायचरक्षणाय”, meaning knowledge is for sharing, wealth is for caring, and power is for protecting. Therefore, Bharat’s priority is not to impose its dominance but to enhance its influence. We are not like fire that burns; we are like the sun’s rays that provide light. We do not seek to dominate the world but to contribute to its prosperity. Whether it’s promoting yoga, advocating for superfood millets, or championing the Mission LiFE vision (Lifestyle for the Environment), Bharat is prioritizing human-centric growth alongside GDP-centric growth. I urge you all to promote Mission LiFE as much as possible here. Small changes in our lifestyle can have a significant positive impact on the environment.

    You may have heard, and perhaps some of you have already participated, in a movement that’s gaining momentum in Bharat. Across the country, people are planting a tree in honour of their mothers (Ek Ped Maa Ke Naam). If your mother is alive, plant a tree along with her. If she is no longer with us, plant a tree in her memory – carry a picture of her with you and plant a tree. This movement is taking place in every corner of Bharat, and I encourage all of you to initiate a similar campaign here. This will not only honour the mothers who gave us life but also our Mother Earth.

    Bharat today dreams big and pursues those dreams with determination. The Paris Olympics concluded just a few days ago, and the next host will be the USA. Soon, you will also witness the Olympics being held in Bharat. We are making every possible effort to host the 2036 Olympics. Whether in sports, business, or entertainment, Bharat has become a centre of global attraction. Today, Indian leagues like the IPL rank among the world’s top leagues, and Indian films are making waves internationally. Bharat is also soaring in global tourism. There is a growing interest in celebrating Indian festivals across different countries. I notice that people in cities everywhere are now learning Garba for Navratri—this reflects their love for Bharat.

    Today, every country seeks to learn more about Bharat. I have something else that will bring you joy. Just yesterday, America returned 300 ancient inscriptions and statues to Bharat, some as old as 1,500 to 2,000 years, which had been stolen from Bharat So far, the United States has returned around 500 such artefacts to Bharat. This is not just about the return of a few items; it is a tribute to our rich heritage spanning thousands of years. It is a matter of pride for Bharat and for all of you. I am deeply grateful to the US government for this gesture.

    The partnership between Bharat and the United States is growing stronger by the day. Our collaboration is for the benefit of the world. We are enhancing cooperation across all sectors, and your convenience has been taken into account as well. Last year, I announced that our government would open a new Consulate in Seattle, which has now become operational. I had also sought your suggestions for the opening of two more consulates, and I am pleased to inform you that, based on your feedback, Bharat has decided to open two new consulates in Boston and Los Angeles.

    I am also delighted to announce the establishment of the Thiruvalluvar Chair for Tamil Studies at the University of Houston. This will further help in propagating the philosophy of the great Tamil saint Thiruvalluvar to the world.

  • MIL-OSI Asia-Pac: First ever Tri-services Future Warfare Course to begin on September 23

    First of its kind, a tri services “Future Warfare” course is scheduled to be conducted in New Delhi from 23 – 27 September 2024 under the aegis of Headquarters Integrated Defence Staff. A pioneering initiative by Chief of Defence Staff General Anil Chauhan, this will be a rank agnostic course for Major Generals to Majors and their equivalent level officers from other services. The course intends to acquaint the officers with the operational and technological aspects of modern warfare.

    The course will focus on key areas related to future warfare to develop an understanding on the manner in which future wars will manifest in terms of being contact, non-contact, kinetic, non-kinetic, psychological or informational as also the domains where they will be fought, be it cyber, space or electromagnetic spectrum. It will also throw light on how emerging and disruptive technologies like Artificial Intelligence, Machine Learning, robotics and hypersonics will impact the conduct of warfare.

    The need for a Future Warfare Course for Tri Services officers arises from the rapidly evolving nature of modern warfare, driven by technological advancements, changing global dynamics, and emerging threats. Officers must be equipped to navigate this complex landscape, leveraging new technologies, and adapting to innovative tactics. The course will foster jointness, and facilitate the development of a cohesive, futuristic, and tech-savvy force, capable of securing national interests in an increasingly uncertain and competitive environment.

    The course has been curated by Headquarters Integrated Defence Staff with the help of veteran and serving subject matter experts. Subsequent courses will build upon the curriculum of this course and be of longer duration with the larger objective of making the Indian Armed Forces “FUTURE READY”.

    Shri Piyush Goyal will co-chair with Minister Farrell the 19th India-Australia Joint Ministerial Commission meeting to be held in Adelaide on September 25, 2024, during which both sides will discuss ways to further elevate the bilateral economic engagement.

    Commerce Minister will interact with leading Australian and Indian CEOs & industry leaders and representatives from Australian pension funds to highlight the vast opportunities for investment in India. His interactions with business and industry leaders in events organized by Business Council of Australia, Centre for Australia- India relations, India Australia Business Community Alliance, AsiaLink Business and CREDAI will stress leveraging the complementary strengths and synergies between the economies of India and Australia.     The “Cultural Trend: Artificial Intelligence Empowers a New Wave of Reading for All” salon took place at the Beijing Institute of Graphic Communication as part of the Beijing Culture Forum’s activities on Friday.

    The three-day Beijing Culture Forum, themed “Enhance Cultural Exchanges for Common Progress”, opened on Thursday.

    The salon included an experience space in addition to a dialogue session.

    In the space to experience reading, visitors could learn about the past, present and future of reading through various demonstrations such as hand scrolls, traditional bookbinding, 3D ink animations, digital multimedia interactive works, AI-powered copyright asset production platforms, monocular camera motion capture devices, AI publishing assistants, and 5G reading.

    Discussions at the dialogue session centered on artificial intelligence and how it is reshaping the publishing industry and enhancing personalized reading spaces.

    Scholars, publishers and writers discussed the role of editors in the evolving publishing landscape, AI’s potential in children’s literature and the importance of balancing AI advancements with preserving originality in literary works.

    They also explored the transformative impact of AI on reading habits, the revitalization of ancient texts through digital platforms and the global reach of digital reading for Chinese language learners.

  • MIL-OSI USA: Dr. Radha Plumb, DOD Chief Digital and Artificial Intelligence Officer, Delivers Remarks at the Advana Industry Day

    Good morning, everyone. This a great event and these events don’t happen without a lot of teamwork so I would like to take a moment to acknowledge and thank all our teams who have put in so much time and work leading up to it. A special thanks to the teams that made this happen in CDAO – our Acquisition & Assurance, Mission Analytics, and Enterprise Platform and Services and our Air Force acquisition team partners at AFICC. And thanks to you all for joining us here today.

    I want to take a few minutes to provide some context to the more in depth briefs you’ll get today and preview our Advancing AI Multiple Award Contract – which at a $15 billion dollar ceiling and 10-year period of performance will be one of the largest data and AI government acquisition actions ever. Before I talk at you for the next 10 minutes – let me start with the Who, then move to the “Why” and the “How” — to include more details on the AAMAC.

    As most of you know, I am the Pentagon’s Chief Digital and AI Officer. Our mission is to accelerate adoption of digital and AI solutions across DOD. I sort of think of this as having two parts: Advancing deterrence by ensuring our warfighters have the very best digital capabilities and beating bureaucracy by ensuring our critical business functions – like financial management, logistics, and health care – have the digital solutions to deliver for the warfighters and the taxpayers.

    What that means in practice is that I oversee that teams that do everything from the policy and governance process to the teams that deliver and sustain the data and AI infrastructure to the teams that work with key customers around DOD to ensure they have the right digital solutions. Functionally – we approach this broad mission by aligning our teams into three buckets: ENABLE, SPEED, and SCALE. From the outside our structure can feel opaque, so I think it’s worth sharing in some detail how we’re organized and how we coordinate to across our teams to deliver for the Department.

    • ENABLE encompasses the writing of policies and then the processes that promulgate and oversee these practices across DOD. This includes setting formal standards, delivering best practices, building templates and tools, and also defining acquisition pathways and processes to put capabilities in the hands of DoD users.
    • SPEED relates to areas where we put direct investment and staff expertise to develop and deliver solutions on an accelerated timeline – to really prove out the art of the possible. You all are seeing that in the advanced command and control space with the work in GIDE and the recent minimum viable capability for CJADC2.
    • SCALE is focused on the delivery of large, central enterprise platforms that include data stacks; development environments and test and evaluation tools to build capabilities; the data, analytic, and AI enabled products that spread insights across the enterprise; and the assurance processes to build an interoperable ecosystem of platforms and products that are technically sound, secure, and work together to deliver real value. My Deputy CDAOs – Eugene Kuznetsov and Garrett Berntsen – who lead these “SCALE” functions in CDAO, will talk more about their efforts later today.

    As many of you know – CDAO is a new organization. We began by combining pockets of excellence across AI, data, and analytics teams in DoD. And, while each of these teams had promising work, when combined they were truly greater than the sum of their parts. As we move into our third year, we are working to create that flywheel that connects these ENABLE, SPEED, and SCALE functions to drive the digital transformation across the entire defense enterprise.

    Okay – so then WHY are we here today. The short answer is – Open DAGIR

    In May we announced Open DAGIR, which stands for Open Data and Applications Government-owned Interoperable Repositories. {I know…it’s a mouthful]

    But the Open DAGIR construct is actually straightforward in nature – it is a holistic approach that aligns the architecture (that is platforms, data, and applications) and acquisition approaches (governance, budget, incentives and industry engagements.) The structure is driven to create speed, flexibility, interoperability and is made up of three parts:

    (1) enterprise-level infrastructure to ensure reliable, enduring access to the Government-owned, Contractor-operated technology stacks that can onboard new capabilities quickly.
    (2) enterprise-wide applications that we procure through license agreements to streamline access and standardize a core set of digital tools.
    (3) a transparent and agile acquisition process to prototype and where appropriate scale new digital solutions.

    Open DAGIR is by construction not about by a single company or product – it is a way to leverage a competitive acquisition process to rapidly procure and integrate best-in-class technology from industry to meet specific DoD requirements and ensure interoperability.

    In July we held our first Open DAGIR Insight Day, which outlined how we use our experimentation series – GIDE—to identify new technical capabilities to solve novel challenges focused on our strategic command and control requirements. The digital tools and underlying infrastructure that enable what we call “strategic command and control,” a critical warfighting function. This was the first line of effort under Open DAGIR.

    Today we are here to talk about our second line of effort – focused on enabling enterprise-level data-driven digital solutions with tools ranging from advanced analytic applications that can yield greater insights in a fraction of the time to AI-enabled applications that can transform critical functions from the boardroom to the battlefield. And much of this builds off the work of Advana – our Advanced Enterprise Analytics at the Department of Defense – program.

    Before we talk about Advana’s future, it’s worth talking a bit about the journey. I returned to the Department in early 2021 and was Deputy Secretary Hicks’ Chief of Staff. In 2021, she outlined a north star for creating Data Advantage with five Data Decrees. Inherent in that document was a recognition that the Department’s data ecosystem is distributed and heterogeneous. To balance the value of this federated ecosystem with the need to integrate data, she established Advana as the single enterprise data analytics platform for the Department’s leadership. Since then, Advana has grown to DOD’s largest data platform – rapidly reaching over 100,000 users, connecting 500+ source systems and proving out the promise of data-driven digital solutions. Later today you will hear from several members of our team and key customers about Advana’s successes. Their journey and the growth of the platform has been truly remarkable and is a testament to the Department’s rapid digital transformation. Rooted in these successes but with many lessons learned, we are now evolving Advana – everything from the scope to the technical architecture to the acquisition approach to meet the needs of the future. Advana was a critical enabler along our data transformation but it could never be singular end-state solution for all of DoD’s data needs. DoD – which has an $800 billion dollar budget, 3 million employees, a health care system with 9 million beneficiaries, and supply chain with 3 times the suppliers of Walmart. We have more ground vehicles than major shipping companies, more planes than major commercial airlines. We operate 24/7 and cover all contingencies. Globally, the analytic and AI requirements of the DoD are broad and deep and so – we in CDAO knew we needed to continue to adapt and modernize our data backbone to meet those needs.

    So – HOW are we going to meet these diverse needs?

    That’s really the future of Advana – to move beyond a singular, vertically integrated stack and applications to a more federated ecosystem. To do that and to ensure we can integrate the existing data and analytic infrastructure with future solutions, we are executing a series of technical enhancements – called “Advana 1.2” – that will ensure more explicit government stewardship of the platform – to include improved pathways for integration and government-owned environment for development. This will allow us to accelerate the addition of new software capabilities, and allow the Advana data infrastructure to be more easily interoperable with other platforms. You will hear more details about these architecture upgrades from our platforms lead and really one of the builders of Advana 1.0– Alex O’Toole—later today.

    In parallel – under the Open DAGIR construct, we are moving from a single award contract to a multiple award IDIQ contract that will be open to a wide range of potential vendors, called the Advancing AI Multiple Award Contract (AAMAC). This 10-year, $15 billion dollar ceiling IDIQ will be the largest data and AI government acquisition action in history and will be open for customers across DoD. The AAMAC will help scale our data backbone and bring in new digital tools to meet more varied needs from a wider population of DoD users, encourage vendor diversity and partnerships, and drive innovation and mission delivery at scale. It will also set the foundation for transformative investments into data and AI across the DoD enterprise to make real this Open DAGIR construct.

    Let me try to unpack what I mean by the Open DAGIR construct – at the heart of the Open DAGIR approach is a common foundation to enable broad data access and interoperability in tools. This allows data that is ingested and enriched by one set of tools to be used in another tool set. In other words, every platform, tool, and application within the Open DAGIR ecosystem will need to meet a common baseline set of requirements for interoperability and, where possible, integration.

    Our teams will drive the core elements of commonality and flexibility across key technical architecture elements such as:

    • Building a common architecture or backbone to support data interchange and discoverability across platforms, tools, and applications.
    • Establishing common enterprise APIs and a common approach to federated data governance.
    • Standing up a federated governance process based on alignment with core principles but allowing different solutions to compliance – a sort of trust but verify construct.
    • Establishing interoperable stacks- a clear pipeline and pathway for successful applications.

    So in addition to the acquisition and technical upgrades, in the coming months, you’ll see CDAO defining these core technology principles to enable interoperability, including things as basic as: “how do we define a platform?” or “how do we define an application?” to the more complex but still critical “what are the minimum data parity standards we need to set across Open DAGIR platforms?” and “how is intellectual property protected for third party developers while ensuring government insights?”

    Through the Open DAGIR approach, our intent is to add transparency and support industry innovation by protecting vendor proprietary applications and intellectual property, and simultaneously maintain appropriate Government ownership and access to our data and infrastructure.

    The end-state we’re striving for is very achievable – it’s about delivering the right capability delivery on the right timeline. And that means creating a transparent and accessible set of requirements, a collaborative environment for industry innovation, the right protections for intellectual property, and flexible and agile license agreements fit for various stages of prototypes, production, or sustainment.

    Our goal with Open DAGIR and the forthcoming AAMAC is to lay the foundation for more predictable and repeatable tools and processes that match technology solutions with the resources and acquisition pathways to put solutions in the hands of DoD users.

    America’s enduring advantage is our vibrant and creative industry. On the government side – our measure of success is our ability to partner quickly and effectively to deliver those innovative new solutions to our warfighters. We – simply put – cannot afford to fail. And this is truly a partnership with industry – we need your dedication, innovation, and candid feedback to help us drive digital transformation across the DoD enterprise at SCALE.

    Let me close by calling out the elephant in the room – I know we in DOD are not always easy to work with. The acquisition process can be daunting and feel cumbersome and slow, and it can be hard to know who to call. Let me assure you – we’re trying to be less hard to work with

    This Industry Day is just one of multiple opportunities over the next few months for partners across industry to actively engage in plenary/educational sessions alongside CDAO to talk about Open DAGIR and provide meaningful feedback on our approach for the framework and the future of Advana. We have RFIs, challenges, and future industry days. We’re working with a variety of industry associations and groups to set up smaller feedback sessions.  We look forward to continuing the conversation and engaging with you all as we strive to solve some of DoD’ toughest and most complex data and AI challenges.

Ramirez (IL-03), the Vice Ranking Member of the Homeland Security Committee, voted “NO” on H.R. 5717, No Bailout for Sanctuary Cities Act, which would strip federal funds for cities providing services to new migrant arrivals and asylum seekers. Yesterday, Ramirez took to the House Floor to urge her colleagues to vote against the legislation while calling out Republicans for using the serious process of legislating to advance a political agenda to cut the funding of Democratic cities and states like Chicago and Illinois.

    So you have to ask… why else might Republicans propose a policy that would strip billions in federal funds from states like New York, California, and Illinois?

    Can you think of a reason? I can.

    A political stunt to take money away from diverse communities and Democratic cities.

    Background:

    Since 2023, Chicago has welcomed 54,309 new arrivals, 89% of which were sent by Republican Texas Governor Greg Abbott. The City of Chicago and many surrounding suburbs have worked to provide short-term shelter, long-term housing, medical care, food, clothing, and social services to welcome and integrate new arrivals. A 2019 report showed that Chicago metro area immigrants generated more than $20.6 billion in taxes that year alone. According to a Bloomberg Report, undocumented immigrants in the United States pay nearly $100 billion in taxes in 2022. 

    Ramirez had previously called for $10 billion in federal funding to support welcoming cities nationwide. She also successfully secured $1 million for a new immigrant welcoming center for Chicago and $2.75 million for the construction of new affordable housing across her district.

  • MIL-OSI Europe: Climate finance by multilateral development banks hits record in 2023

    Multilateral development banks (MDBs) announced today that their global climate finance reached a record high of $125 billion in 2023. The combined total last year from institutions, including the European Investment Bank, is more than double the amount provided in 2019, when MDBs announced their ambition to increase climate volumes over time at the United Nations Secretary General’s Climate Action Summit.

    Low and middle-income economies

    Last year, $74.7 billion of MDB climate finance were for low- and middle-income economies. Of this sum, 67% – or $50 billion – went to climate change mitigation and $24.7 billion, or 33%, for climate change adaptation. The amount of mobilised private finance for this group of countries stood at $28.5 billion.

    High-income economies

    In 2023, $50.3 billion were allocated for high-income economies. Of this amount, $47.3 billion, or 94%, were for climate change mitigation and the remaining $3 billion or 6% were for climate change adaptation. The amount of mobilised private finance for high-income countries stood at $72.7 billion.

    Climate finance in focus at COP29

    Today’s announcement comes in the run-up to the 29th session of the Conference of the Parties (COP 29) to the United Nations Climate Change Conference that will be held in Baku, Azerbaijan in November 2024. One of the key deliverables of COP29 is to increase global climate finance and reach agreement on the new collective quantified goal on climate finance.

    EIB Vice-President Ambroise Fayolle said: “Nearly halfway into the critical decade, we must continue to work hard if we are to keep the Paris Agreement goal of limiting global warming to 1.5ºC within reach. Since 2019, multilateral development banks have increased their collective climate financing year on year, exceeding our joint targets. In addition, we are strengthening our cooperation to maximise impact for people and the planet through coordinated country-level support for a just transition away from fossil fuels and more work on adaptation and disaster risk management. Ahead of COP29, today’s announcement of $125 billion in climate finance sends the strong message that the MDB system is delivering and that the global community can count on MDBs, including the EIB, to accelerate global climate action.”

    The EIB delivered record volumes of $42.1 billion of climate finance in high-income economies and $4 billion for low- and middle-income economies through its specialised development arm EIB Global. The EIB mobilised global private finance of $53 billion.

    Transparent joint reporting on climate finance

    The Joint Report on Multilateral Development Banks’ Climate Finance is an annual collaboration to publish MDBs’ climate finance figures, together with a clear explanation of the methodologies for tracking this finance. The joint report, along with the banks’ independent publication of their own climate finance statistics, is intended to monitor progress in relation to their joint climate finance objectives such as those announced at COP21 and the greater ambition pledged for the post-2020 period.

  • MIL-OSI Banking: Christine Lagarde: Setbacks and strides forward: structural shifts and monetary policy in the twenties

    Central banks are public institutions with powerful tools, but the way these tools affect the economy is constantly changing. This uncertainty comes, in part, from the famous “long and variable” lags of monetary policy transmission.[1] It typically takes 18 to 24 months for a change in interest rates to have its peak effect on the economy and inflation.[2]

    But there are also more fundamental issues that affect the transmission of monetary policy, which were identified by Federal Reserve Chairman Alan Greenspan 20 years ago. He wrote that:

    “The economic world in which we function is best described by a structure whose parameters are continuously changing. The channels of monetary policy, consequently, are changing in tandem.”[3]

    In other words, the effectiveness of monetary policy is intrinsically linked to the evolving structure of the economy. In recent years, uncertainty about policy transmission has been particularly acute.

    We have faced the worst pandemic since the 1920s, the worst conflict in Europe since the 1940s, and the worst energy shock since the 1970s. These shocks have changed the structure of the economy and posed a challenge for how we assess the impact of monetary policy. This challenge was exacerbated by the fact that the pandemic caught us after a long period of anaemic growth, below-target inflation and low interest rates.

    To manage this uncertainty, we introduced a three-pronged policy framework, focusing not only on forecast inflation but also on underlying inflation dynamics and the strength of transmission. This framework has been instrumental in helping us calibrate the rate path over the last phase of the hiking cycle, during the period when we held rates at their peak and, more recently, as we have started to make policy less restrictive.

    Our determined policy actions have successfully kept inflation expectations anchored, and inflation is projected to return to 2% over the second half of next year. Considering the size of the inflation shock, this unwinding is remarkable.

    But the uncertainty ahead is still profound. The economy is currently undergoing transformational changes and we need to analyse and understand their impact.

    While some of these changes – like climate change and ageing societies – are unique to our times, others resemble those that took place a century ago. Two specific parallels between the “two twenties” – the 1920s and the 2020s – stand out. Today, like back then, we are seeing setbacks in global trade integration, at the same time as strides forward in technological progress.

    But there is an important difference in how these changes are affecting monetary policy.

    In the interwar period, structural shifts affected the prevailing monetary policy strategy. The main lesson for central banks was that the dominant paradigm was not robust in times of profound structural change.

    It was this realisation that led to modern monetary policy strategies emerging a few decades later, with a core focus on price stability and flexible policy strategies to deliver it.

    Thanks to these developments, we are in a better position today to address these structural changes than our predecessors were. The challenge we face is not about our goals, which have proven successful, or our tools, which are sufficiently flexible.

    Rather, it is about how monetary transmission will be affected by structural shifts, and how we should adjust our analytical frameworks to these shifts.

    In my remarks today, I will start by exploring the parallels between the structural changes of the 1920s and those of the 2020s, while highlighting the different implications for monetary policy in each era. I will then share some preliminary considerations for the evolution of policy frameworks.

    My main message is that we must be ready for change and prepared to use the flexibility in our frameworks as necessary. To ensure stability in the future, our approach must continue to embody “stability without rigidity”, allowing us to adjust swiftly as the economy transforms.

    Post-war structural shifts and monetary policy in the 1920s

    If we go back a century to the 1920s, the world economy was going through a series of transformations. These shifts pulled in different directions, representing both setbacks and strides forward from the previous environment. They fundamentally changed the structure of the economy.

    Two of these shifts had profound implications for monetary policy.

    The first was global fragmentation, which put an end to the open, liberal economic order of the late 19th century and its assumed permanence.

    The decades leading up to the First World War had seen rapid global integration. World trade as a share of GDP rose from 10% in 1870 to 17% in 1900 and then to 21% by 1913, creating new expectations and lifestyles. As John Maynard Keynes famously wrote:

    “the inhabitant of London could order by telephone, sipping his morning tea in bed, the various products of the whole earth, in such quantity as he might see fit, and reasonably expect their early delivery upon his doorstep […] he regarded this state of affairs as normal, certain, and permanent.”[4]

    At the same time, the dominant paradigm among major central banks was the gold standard, which prioritised maintaining an external equilibrium and relying on intrinsic mechanisms for domestic credit to adjust to external imbalances.

    But the war brought about the end of Pax Britannica, while the United States was reluctant to assume the role of global hegemon sustaining open trade. Economic nationalism rose and a rapid unravelling of globalisation followed. World trade as a percentage of GDP fell to 14% in 1929 and 9% in 1938.[5][6] Tariffs more than tripled in most European countries[7] and also rose in the United States.[8]

    Major central banks initially attempted to revive the gold standard in the mid-1920s to recreate the conditions for open trade, but they faced a worsening trade-off.

    As Ragnar Nurkse showed in his seminal study, in a more unstable world, central banks increasingly had to use gold reserves as a buffer against external shocks rather than allowing them to be transmitted to domestic credit growth.[9] While this approach was intended as a “second-best” policy to maintain a degree of domestic stability, it ultimately exacerbated deflationary pressures. Deflation in turn fuelled economic malaise and contributed to the cycle of economic nationalism.

    The second major shift in this period was rapid technological progress. While fragmentation was a step back, technology unambiguously took a step forward. But it triggered a series of changes in the economy and financial markets that created new challenges for central banks.

    Innovation accelerated rapidly in this period, fuelled largely by spillovers from wartime advancements. This surge saw new machinery introduced on a much larger scale than before. Progress was most visible with the internal combustion engine, the assembly line pioneered by Henry Ford, and the electrical network and motor.[10]

    The technological boom drove rapid productivity gains. In Britain, for example, 55 employee weeks were required to produce a car at the Austin Motor Company in 1922, compared with only ten in 1927.[11] For Europe as a whole, the average rate of productivity growth[12] rose to over 2% per year between 1913 and 1929, up from about 1.5% per year between 1890 and 1913.[13]

    Irrational exuberance about technology, however, also fuelled a significant rise in stock market valuations. Research indicates that a 1% increase in a firm’s stock of cited patents corresponded to a 0.26% increase in market value during the 1920s.[14] But central banks lacked a framework for dealing with booms and busts.

    Several central banks tried unsuccessfully to pop stock bubbles[15], and then they took a series of wrong turns when the crash came. The resulting banking crisis and the return to a deflationary stance – which in the United States, for example, appeared justified by the prevailing real bills doctrine – are now widely considered to have played a significant role in exacerbating the Great Depression.[16]

    A key lesson ultimately became clear for governments: central banks needed a new concept of stability. And this concept had to be reflected in their monetary policy strategies.

    As the economic historian Michael D. Bordo observed, in the 1920s central banks tried to focus on both external and internal stability, “but as long as the gold standard prevailed, external goals dominated.”[17]

    The main realisation of the interwar period was that central banks in advanced economies needed to be assigned domestic stability targets first and foremost. But it took another 30 to 40 years to realise that they would do better stabilising inflation rather than fine-tuning output and employment.

    Structural shifts and monetary policy in the 2020s

    Today, we also face some setbacks as the global economy fractures, while seeing strides forward with transformative digital technologies expanding.

    The consequences for monetary policy, however, are different.

    The last few years have been an extreme stress test of inflation targeting across the globe. We have faced not only back-to-back shocks, but also a differing variety and strength of shocks in different places. For example, Europe suffered much more than the United States from high energy prices, while the United States had to contend with the legacies of a stronger stimulus to demand.

    Yet, inflation is converging towards target almost everywhere. And remarkably, disinflation has come – at least so far – at a low cost to employment. As I recently observed, it is rare to avoid a major deterioration in employment when central banks raise rates in response to high energy prices.[18] But employment has risen by 2.8 million people in the euro area since the end of 2022.

    There are two reasons for this greater stability.

    First, decades of inflation targeting have had a deep impact on how people build expectations about future inflation. Indeed, when the inflation goal is stated sufficiently clearly, and monetary policy is credible, inflation expectations will remain anchored, which makes the adjustment process to an inflationary shock less painful.

    Second, over time central banks have recognised that stability should not mean rigidity.

    Indeed, we are better placed to confront structural changes because policy strategies combine three elements: clearly defined inflation targets, flexible policy toolkits to deliver those targets, and analytical frameworks that can assess and respond to changes in the economy, thereby feeding into our reaction functions. We have used all these elements in recent years to ensure that monetary policy maintains price stability without excessive costs to the economy.

    For these reasons, the ongoing transformations will not revolutionise the goals of monetary policy as they did a century ago. But they are likely to have a more profound impact on monetary transmission.

    Setbacks: fragmentation

    Just as one era of globalisation reached a turning point in the aftermath of the First World War, we are now witnessing another wave of globalisation plateauing. The hallmark of this era was the geographical unbundling of production through global value chains (GVCs), which led to a doubling in the value of traded intermediate goods. It now accounts for over half of world trade.[19]

    But the landscape is changing. We are not seeing outright “de-globalisation” in the sense of a reversal in world trade. But we are seeing the structure of GVCs changing in response to a more volatile environment, marked by more frequent supply shocks[20] and a fragmenting geopolitical landscape.[21]

    ECB analysis finds that both the United States and the euro area have recently diversified their supply of imported goods, leading to a larger number of sourcing countries and increasing costs.[22] In the United States, firms appear to be exploring the options of both “nearshoring” production in Canada and Mexico and “reshoring” at home.[23] In Europe, the focus is on “nearshoring” production within the region while still exporting globally.[24]

    These changes have implications for monetary transmission, as they could partially reverse some of the long-term changes in the economy that may weaken transmission.

    First, they could strengthen the link between domestic slack and inflation.

    A key puzzle that central banks faced in the 2010s was that policy easing was transmitted strongly to activity but in a weaker fashion to inflation. One explanation for this disconnect was that the expansion of GVCs reduced the impact of domestic slack on inflation by shifting the focus to global factors.[25] However, if GVCs become shorter or less efficient, domestic slack and inflation may reconnect. This shift could make monetary policy impulses more powerful.

    Second, policy transmission may strengthen as GVC restructuring could potentially boost capital deepening. Inducements for “strategic sectors” to set up closer to home may lead to a resurgence of capital-intensive industries within advanced economies. In the United States, for instance, manufacturing construction spending has doubled since the end of 2021 in response to policies like the Inflation Reduction Act, the Bipartisan Infrastructure Law and the CHIPS and Science Act.[26]

    Such a shift could somewhat attenuate the long-term shift in activity towards services and the observed slowdown in capital deepening over recent decades. In turn, capital deepening could increase the economy’s sensitivity to interest-rate changes, potentially enhancing the effectiveness of monetary transmission through the interest-rate channel.

    By strengthening the transmission mechanism, these shifts could potentially allow central banks to exercise more control over domestic outcomes. But these benefits would be offset if the restructuring of GVCs led to more volatile inflation.

    In a stable global environment, the expansion of GVCs facilitated a virtuous cycle of trade integration and stable inflation, as GVCs buffered the effects of cost-push shocks. Research shows that a 1% increase in input prices resulted in only a 0.44% increase in output prices owing to this buffering effect.[27] But if supply chains were to shorten, it could lead to stronger pass-through of cost shocks.

    Strides forward: technological progress

    Like in the 1920s, setbacks in some areas are being matched by advancements in others. We find ourselves in the midst of a digital revolution that echoes the technological boom of the 1920s.

    Just as that era saw rapid advancements in electricity, automobiles and mass production, our era is witnessing unprecedented growth in digital technologies. In particular, the rapid development of artificial intelligence (AI) looks set to transform a swathe of industries, including the financial sector. And financial technology (fintech) is already having a profound impact on finance.

    In 2022, fintech generated 5% of global banking revenue, totalling USD 150 billion to USD 205 billion. This share is expected to exceed USD 400 billion by 2028, growing at an annual rate of 15%. Banks are also acquiring fintech firms and adopting their technologies to enhance their lending operations.[28]

    By changing the nature of financial intermediation and fostering competition, fintech can significantly strengthen the transmission of monetary policy decisions to the wider economy, influencing interest rates, asset prices, credit conditions and ultimately growth and inflation.

    For example, advanced credit scoring[29] and new sources of credit provided by fintech platforms can reduce lending constraints. By leveraging alternative data sources, which can include over 1,000 data points per loan applicant, fintech using AI and machine learning has outperformed traditional credit scoring models in predicting loss rates, particularly for riskier firms.

    These developments are already expanding access to finance. Fintechs have been found to process mortgage applications around 20% faster than other lenders.[30] The use of data could also alleviate the need for collateral, thereby extending credit to underserved businesses at a lower cost.

    The modern consumer who can quickly check their creditworthiness and secure the best financial deals through their smartphone is no distant fiction. In some ways, it mirrors how the Londoner of the past could effortlessly order global goods from their bed.

    As a result, fintechs’ credit supply tends to be more responsive to changes in borrowers’ business conditions or broader economic conditions[31], contrasting with traditional banks’ emphasis on long-term relationships with borrowers. This responsiveness also means that fintech lending could be more procyclical in times of stress, amplifying credit cycles and volatility.[32]

    But the net benefits for transmission hinge crucially on the effect of digitalisation on market structures.

    Digital markets tend to be “winner-takes-most”, as is visible in the handful of “hyperscalers” that dominate digital platforms and cloud services. For example, just three US “hyperscalers” account for over 65% of the global cloud market. Google commands an outstanding market share of more than 90% among search engines. In e-commerce, business is concentrated among a handful of top players.

    Market power has important effects on policy transmission. IMF research finds that firms with greater market power are less sensitive to changes in interest rates. In the United States, a 100 basis point increase in the policy rate causes a low-markup firm to cut sales by about 2% after four quarters. By contrast, a high-markup firm barely reduces its sales in response to the same policy change.[we start to understand the effects of global fragmentation and digitalisation on monetary transmission, we will have to continuously reassess our analytical frameworks. Just as in previous eras, stability should not mean rigidity.

    Regular strategy reviews provide an opportunity for self-reflection. We published the results of our last strategy review in 2021, which mainly took stock of the low inflation era, and we expect to conclude the 2025 assessment of our strategy in the second half of next year.

    Important elements of the previous review remain valid. In particular, we will maintain the symmetric, medium-term oriented 2% inflation target. But there are two key areas in which we need to develop our framework to be more robust in times of profound change.

    First, we need to reduce as much as possible the uncertainty created by these structural shifts. We can do so by deepening our knowledge and analysis of the ongoing transformations, and how they may affect the shocks we face and the transmission of our policy.

    Second, as uncertainty will nonetheless remain high, we need to manage it better.

    In particular, we should reflect on how our policy framework incorporates risk assessments. While our current three-pronged policy framework provides a useful set of cross checks, the strategy review provides an opportunity to consider how to balance the information from baseline forecasts with real-time information, how to make best use of alternative scenarios, and the importance of the medium-term orientation when faced with different types of shocks.

    The two main strands of our 2025 review will correspond to these goals.

    First, we will look at how the economy has changed in the post-pandemic world, aiming to distinguish as best we can cyclical from structural drivers. As part of this analysis, we will consider how we can improve our analytical framework, including embedding new techniques and sources of data into our forecasts.

    Increasing the use of AI will be an important element. Machine learning will help us, for example, to identify non-linearities in macro forecasting, to use large data sets for event prediction, and to improve inflation nowcasting. These advances may be especially important in relation to near-term forecasting, which is not the strength of traditional macro models.

    Second, we will consider what we can learn from our past experience with too-low and too-high inflation, including for our reaction function. We will look at how our medium-term orientation can be made operational when faced with both upside and downside risks to inflation expectations.

    Conclusion

    Let me conclude.

    History shows that structural shifts matter for monetary policy, even if their effects take time to appear. They affect how monetary policy is transmitted through the economy. And, in the past, they sometimes affected the fundamental goals that monetary policy pursued.

    Today, the goals of monetary policy do not change, because a focus on price stability has been shown to be crucial in times of profound change. But that does not imply that the way in which we conduct monetary policy will remain the same.

    In 1933, the Governor of the Bank of England, Montagu Norman, told his newly appointed economic advisor that “you are not here to tell us what to do, but to explain to us why we have done it.”[36]

    So, let me end by promising you this: we will not take that approach. We will draw on our best analysis, experience and knowledge, so that when change comes, we will be ready.

  • MIL-OSI Security: 625 STOS completes SELM test

    Airmen and Sailors from the 625th Strategic Operations Squadron, Offutt AFB, Neb., 576th Flight Test Squadron, Vandenberg Space Force Base, Calif., the 91st Missile Wing, Minot AFB, N.D., and the Navy’s Strategic Communications Wing 1, Offutt AFB, completed a simulated electronic launch minuteman (SELM) test at Offutt Air Force Base, Neb., Sept. 17.

    Twice a year, SELM tests the Minuteman III in its deployed environment at various missile wings without an actual launch occurring.

    “SELM tests the selected ICBMs from day-to-day operation to issuance of the first stage ignition signal,” said Maj. Raun Carnley, assistant director of operations, 625th STOS. “Commands up to and including launch commands are sent to the test configured launch facility from test configured launch control centers and the Airborne Launch Control System (ALCS) onboard a Navy E-6 Mercury.”

    SELM tests are vital to the health of the ICBM fleet as it ensures the system will do what it is commanded to do if needed and provides sustainment data to Air Force Global Strike Command and U.S. Strategic Command.

    “As updates to software and hardware are fielded, testing helps verify the system continues to work as designed,” said Carnley. “A SELM test validates the combat capability of our fielded ICBM weapon system…while saving the taxpayer money, and without the risk of escalatory messaging that the equivalent number of operational test launches would require to accomplish the same task.”

    From the 576th FTS running the tests to the 91st MW providing ground operations and maintenance support to SCW-1 providing the aircraft and aircrew, each organization plays a pivotal role to ensure the launch process is reliable and ready.

    A major player in a SELM test is the 625th STOS. The squadron is aligned under the 8th Air Force and provides everything from the targeting package on the missile, to the systems that simulate the flight of the projectile, to the launch track and range safety coordinates, to the training that prepared the team and the ALCS operators that provided the key turn.

    “We ensure the ALCS is able to fulfill its role as the backup to the launch control centers and ground crews in the case it is ever needed,” said Carnley.

    With so many moving parts, scheduling these tests doesn’t occur overnight, they are planned out years in advance.

    “We are currently on a five-year construct,” said Carnley.  “Specific preparations on the side of the 625th STOS start approximately four months in advance to coordinate our pieces of the mission. With two tests a year, as soon as one is complete, planning and preparation for the next one begins.”

    Although a SELM test isn’t as visible as an operational test launch, it provides a great deal of value to the various organizations supporting the mission.

    One such supporting organization is the Joint-Nuclear Operations Center (JNOC) at Barksdale AFB, La.

    The JNOC has six divisions and the ICBM division monitors and observes each SELM test and assists as necessary explained Senior Master Sgt. Matthew Tobey, JNOC senior enlisted leader.

    “Ensuring the sustainment and capabilities of our nuclear forces not only allows U.S. citizens to sleep soundly at night but provides global stability which also helps foster economic prosperity,” said Carnley. “It’s also a message to our Allies and adversaries: The ICBM leg of the nuclear triad is viable and ready at a moment’s notice to defend our freedoms and those of our Allies.”

    Hallowell, Maine – The Maine Public Utilities Commission (Commission) recently adopted amendments to its Chapter 815 Rules for electric and gas utilities to provide certain protections for victims of domestic violence. The Commission joins seven other states that have protections for utility customers who have experienced the economic abuse connected to domestic violence.

    “I hope the changes will address any concerns raised during this proceeding to better protect domestic violence victims,” said Chair Philip L. Bartlett, II. We truly appreciate the efforts of the Maine Coalition to End Domestic Violence in raising some very important considerations.

    These amendments provide the following protections to applicants or customers who present an enforceable protection from abuse order to the utility:

    -Certain customer information may not be reported by the utility to debt collectors and credit reporters;

    -A utility may not deny service or require payment of a catch-up amount; and

    -A utility may not demand a deposit under certain conditions.

    A utility with a reasonable belief that a protection from abuse order presented by an applicant or customer is not authentic may require the applicant or customer to submit a court-certified copy of the order.

    The Commission’s Chapter 815 Rules regulate the relationship between electric and gas utilities and their customers, establishing the minimum standards for the provision of service including application for service, deposit requirements and the administration of credit and collection programs. These amendments became enforceable on August 31, 2024.

  • MIL-OSI USA: Huizenga Announces Legislation to Protect Taxpayer Dollars From Funding the Taliban

    Today, Congressman Bill Huizenga (R-MI) announced the introduction of H.R. 9503, the Protecting Taxpayer Dollars from Taliban Theft Act. In May 2024, the Special Inspector General for Afghanistan Reconstruction (SIGAR) found that at least $10.9 million in U.S. taxpayer dollars went to the Taliban in the form of taxes, fees, duties, and utilities. Even more troubling, since the Biden-Harris Administration’s withdrawal from Afghanistan, the report found that neither the State Department nor USAID have a true accounting of the amount of U.S. taxpayer dollars that were paid to the Taliban by relief organizations operating in Afghanistan and funded by American taxpayers.

    “After leaving billions of dollars in taxpayer funded military equipment in the hands of the Taliban, the Biden-Harris Administration continues to fail American taxpayers,” said Congressman Bill Huizenga. “It is an absolute disgrace that the Biden-Harris Administration has failed to set up the appropriate safeguards to ensure American taxpayer dollars do not flow into the coffers of the Taliban. With interest payments on our national debt now exceeding what we spend on defense, the federal government must make every effort to end waste, fraud, and abuse of taxpayer dollars. The Protecting Taxpayer Dollars from Taliban Theft Act is a commonsense measure that will save millions of taxpayer dollars from being wasted and funding the oppressive Taliban regime.”

    The Protecting Taxpayer Dollars from Taliban Theft Act takes the following actions:

    • Prohibits US taxpayer dollars in the form of taxes, fees, duties, and utilities from being paid to the Taliban.
    • Requires the State Department and USAID to promulgate reporting regulations for any payments or withholdings made to the Taliban, state-owned enterprises, or governing institutions in Afghanistan by an implementing partner receiving funding from American taxpayers.
    • Requires the State Department and USAID to amend existing grants and contracts to include language prohibiting these activities.

    TOT Plays a Key Role in Enhancing Road Network Value, Raises ₹6,661 Crores from TOT Bundle 16 with 100% Success in FY24: NHAI Chairman, Sh. Santosh Kumar Yadav

    NHAI has awarded Toll, Operate and Transfer (TOT) bundle 16 for Rs. 6,661 Crores. The financial bids for TOT Bundle-16 were opened on 18 September 2024, for a 251 km long stretch on the Hyderabad-Nagpur corridor of NH-44 in the state of Telangana and it has been awarded to M/s Highway Infrastructure Trust for Rs. 6,661 crores.

    The concession period of TOT bundle is for 20 years in which Concessionaire will be required to maintain and operate the stretch. In lieu of this, Concessionaire will collect and retain user fee for the stretch in accordance with prescribed fee rates under NH Fee Rules.  

    The TOT model has been developed to encourage private participation in the Highway sector. NHAI from time to time has awarded contracts for tolling, operation and maintenance of various National Highway stretches on Toll, Operate Transfer basis. In FY 2023-24, NHAI awarded Four TOT bundles worth Rs. 15,968 crores against the monetization target of Rs.10,000 crores for that fiscal.

    Commenting on the successful award of the TOT Bundle-16, NHAI Chairman Shri Santosh Kumar Yadav said “TOT has been instrumental in unlocking the value of road network and has immensely contributed towards the development of the National Highway Network in the country. I am pleased that we have raised Rs. 6,661 crores from TOT bundle 16. The success rate of TOT mode in FY24 was 100% and we have seen very encouraging response from the bidders. The Government of India has been very supportive to achieve the National Monetization targets, and we are committed to work towards realizing this vision.”

    In line with the National Monetization Plan, NHAI’s Total Asset Monetization Program has crossed Rs.1 Lakh Crore which includes Rs. 48,995 Crore through TOT, Rs. 25,900 Crore through InvIT and Rs. 42,000 Crore through Securitization.

    The National Centre for Good Governance (NCGG) successfully completed the 33rd Capacity Building Programme (CBP) for Civil Servants of Maldives today in New Delhi. The two-week program, was organized from 9th to 20th September 2024, in collaboration with the Ministry of External Affairs (MEA). Notably, this is the first program under the second phase for civil servants of Maldives following the renewal of the Memorandum of Understanding (MoU) to train 1,000 Maldivian civil servants. The MoU was signed by India’s External Affairs Minister, Dr. S. Jaishankar, and the Maldives’ Foreign Minister, Mr. Moosa Zameer, for the period 2024-2029. The current program was attended by 34 civil servants from the Maldives, including Assistant Directors, Senior Administrators, Council Officers, Faculties and Community Health Officers, representing key ministries and departments from Maldives.

    The valedictory session was chaired by Shri V. Srinivas, Director General of NCGG and Secretary of the Department of Administrative Reforms and Public Grievances (DARPG), Government of India. In his address, he reflected on the achievements of the first phase capacity building programmes (2019-2024), during which over 1,000 Maldivian civil servants visited the NCGG. In his address he highlighted how technology has been used in the country to transform institutions and bring citizens closer to the government. He discussed about use of technology in Direct Benefit Transfers, Health, Education and Secretariat and use of Aadhar to bring about governance. He asked the participants to take the learnings from the programme as most of the challenges are common and apply them to bring about greater transparency and efficiency in government processes.

    During the Valedictory the participants also presented three insightful presentations on Bringing Transparency in Government Procurement in Maldives, Climate Change & its impact on Biodiversity in Maldives and Tourism in Maldives showcasing the learnings gained during the programme.

    Mrs. Fathmath Inaya from Civil Service Commission, Maldives and head of delegation, expressed her gratitude to the Indian government and the NCGG for the opportunity. She stated that all of them learnt and gained extensively from the program.

    Dr. B S Bisht, Associate Professor, NCGG and Course Coordinator of the programme while giving the welcome address and summary of the programme highlighted how the focus of the capacity building programme was to share India’s good governance models and best practices from various development schemes among others. He also shared that the second week of the programme had visits planned to Smart City Project and ITDA and Forest Research Institute (FRI) Dehradun, All India Institute of Medical Sciences (AIIMS), International Solar Alliance, Exposure visit to Indira Prayavaran Bahwan: India’s first Zero Energy Building, PM Sangrahalaya and visit to Taj Mahal to give a first hand view of India’s rich culture and heritage.

    The NCGG has till now trained civil servants from 33 countries including Bangladesh, Kenya, Tanzania, Tunisia, Seychelles, Gambia, Maldives, Sri Lanka, Afghanistan, Laos, Vietnam, Nepal, Bhutan, Myanmar, Ethiopia, Eritrea, Somalia, South Africa, Indonesia, Madagascar, Fiji, Mozambique, Cambodia, Madagascar, Fiji, Indonesia, South Africa among others.

    The programme was supervised and coordinated by Dr. B. S. Bisht, Course Coordinator, Dr. Sanjeev Sharma, Co-Course Coordinator, Shri. Brijesh Bisht, Training Assistant and Ms. Monisha Bahuguna, Young Professional along with the capacity building team of NCGG.

    In continuation of ECI’s two press notes no. 134 & 135 dated 18.09.2024, Voter turnout of 61.38 % has been recorded in phase-1 for 24 ACs in the ongoing J&K Assembly Elections 2024. The gender wise voter turnout figures for phase 1 are given below:

    2. Voting turnout trends at the polling stations on the poll day was facilitated by the Commission through its Voter turnout App, every two hours starting 9:30 am onwards. CEO J&K has confirmed that all polling parties have returned safely. The Assembly Constituency and gender wise voter turnout data for Phase 1 of J&K Assembly Elections is given at Table 1. Further, a copy of Form 17C is also provided to the candidates through their polling agents.

    3. The voter turnout given in Table 1 is at the polling stations and final votes polled will be available post-counting with counting of postal ballots. Postal Ballots include Postal Ballots given to service voters, absentee voters (85+, PwD, Essential Services etc.) and Voters on Election Duty. Daily account of such Postal ballots received, as per established guidelines, are given to all candidates.

  • MIL-OSI USA: California Department of Justice Releases Report on Officer-Involved Shooting of Luis Herrera

    OAKLAND – California Attorney General Rob Bonta, pursuant to Assembly Bill 1506 (AB 1506), today released a report on Luis Herrera’s death from an officer-involved shooting in Los Angeles, California, on September 17, 2022. The incident involved officers from the Los Angeles Police Department (LAPD). The report is part of the California Department of Justice’s (DOJ) ongoing efforts to provide transparency and accountability in law enforcement practices. The report provides a detailed analysis of the incident and outlines DOJ’s findings. After a thorough investigation, DOJ concluded that criminal charges were not appropriate in this case.

    “The California Department of Justice remains steadfast in our commitment to working together with all law enforcement partners to ensure an unbiased, transparent, and accountable legal system for every resident of California,” said Attorney General Bonta. “We hope this report brings a sense of assurance to our community. We acknowledge that this incident posed challenges for all parties involved, including Mr. Herrera’s family, law enforcement, and the community.”  

    On September 17, 2022, at approximately 1:21 PM, LAPD responded to two calls for service at a residence in Los Angeles. The calls, both made by Luis Herrera, reported that a domestic violence incident had occurred at the Herrera family’s residence. Mr. Herrera said that the gate to the residence would be left open for responding officers. When the officers arrived at the residence, they entered the front gate and walked towards the front porch. Mr. Herrera opened the front screen door with what appeared to be an AR-15 assault rifle, which he pointed at the officers. The officers retreated and took cover around the east corner of the residence while issuing multiple commands for Mr. Herrera to “drop the gun.” Mr. Herrera exited the residence and moved into the front yard where he pointed the rifle at the officers then was fatally shot.  It was later determined that the AR-15 assault rifle was an airsoft gun. 

    Under AB 1506, which requires DOJ to investigate all incidents of officer-involved shootings resulting in the death of an unarmed civilian in the state, DOJ conducted a thorough investigation into this incident and concluded that the evidence does not show, beyond a reasonable doubt, that the officer involved acted without the intent to defend himself and others from what he reasonably believed to be imminent death or serious bodily injury. Therefore, there is insufficient evidence to support a criminal prosecution of the officer. As such, no further action will be taken in this case. 

    As part of its investigation, the DOJ has identified policy recommendations that it believes will help prevent similar incidents from occurring in the future. These recommendations include: 

    LAPD DISPATCHER TRAINING ON HANDLING DOMESTIC VIOLENCE CALLS 
    It is recommended that LAPD conduct periodic dispatcher refresher training on handling domestic violence calls in three distinct areas outlined in the Communications Manual, Volume 3: (1) Diligent interviewing of callers reporting domestic violence, including calling back if calls are disconnected where pertinent information was not obtained; (2) Ensure Priority I coding of calls reporting threatened, imminent, and ongoing crime of violence; and (3) Remain on the line with the reporting party for Priority I calls to provide critical updates to responding officers, unless it compromises the safety and welfare of the reporting party.

    Shri Piyush Goyal, Commerce and Industry Minister during the 1st day of his visit to Vientiane, Lao PDR co-chaired the 21st ASEAN-India Economic Ministers (AEM-India) meeting alongwith H.E. Malaithong Kommasith, Minister of Industry and Commerce of Lao PDR. The Economic Ministers or their representatives from all the 10 ASEAN countries viz. Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam participated in the meeting. Democratic Republic of Timor-Leste joined the Meeting as an observer.

    The Ministers reviewed the trade and investment relations between India and ASEAN and reaffirmed their commitment to further strengthen the relations. India and ASEAN registered a bilateral trade of USD 120.9 billion in 2023-24 with ASEAN accounting for 10.9% of India’s global trade.

    The Ministers in particular took note of the progress in negotiations for the review of ASEAN-India Trade in Goods Agreement (AITIGA). Minister Goyal in his intervention stressed on the need for addressing injury to industries from the existing FTA and the inequitable tariff liberalisation during the review. He also cited India’s ongoing efforts of integrating with other economies through FTAs and highlighted the urgency in upgrading AITIGA which otherwise may lead to diversion of bilateral trade to other regions.

    The Ministers reiterated the commitment to ensure that the outcome of the review should be mutually beneficial and commercially meaningful and will make the AITIGA more effective, user-friendly, simple, and trade facilitative for businesses. The Ministers encouraged the AITIGA Joint Committee to expedite the negotiations to conclude the review in 2025. 

    The review of the AITIGA is a long-standing demand of Indian industry and India is looking forward to an upgraded AITIGA which will address the current asymmetries in bilateral trade and will make trade more balanced and sustainable.

    Minister Goyal reiterated India’s request for setting up of Joint Committees under the two separate Agreements on Services and Investment, signed in 2014, to review the implementation of these Agreements.

    On the sidelines of AEM-India meeting, Minister Goyal had a productive bilateral meeting with Mrs. Helene Budliger Artieda, Secretary for Economic Affairs, Switzerland. Both sides discussed the progress in ratification of India-EFTA Trade and Economic Partnership Agreement signed on 10th March 2024 and discussed the way forward in facilitating US$100 billion FDI commitment by the EFTA States under the FTA.

    Minister Goyal also interacted with the FICCI led industry delegation from India which was visiting Vientiane, Laos to brief the ASEAN-India Economic Ministers on the activities of ASEAN-India Business Council (AIBC). FICCI serves as the AIBC Secretariat from the Indian side. The delegation from AIBC ASEAN also met Minister Goyal separately. Industry from both sides briefed the Minister on their perspective of bilateral trade and their expectations from review of AITIGA.

    In a major step towards enhancing India’s information security capabilities, Military College of Telecommunication Engineering (MCTE) and Society for Electronic Transactions and Security (SETS) have entered into a Memorandum of Understanding (MoU) with an aim to advance research and development in critical areas of Cyber, Quantum, Hardware Security and Cryptology. Special focus on niche technologies like Bharat Post Quantum Cryptography (PQC) algorithms, Blockchain Systems, Hardware Security systems, Quantum Safe VPN and Quantum Random Number Generators (QRNGs) will contribute to the Indian Army’s mission of technological self-reliance and future battlefield ready and contribute towards ATMANIRBHAR Bharat.

    The MoU was signed by Lt Gen KH Gawas, PVSM, VSM, Commandant MCTE and Colonel Commandant Corps of Signals and Dr N Subramanian, Executive Director of SETS, in the presence of Prof. Ajay Kumar Sood, Principal Scientific Advisor (PSA) to the Government of India, Dr. Parvinder Maini, Scientific Secretary, O/o PSA to GoI, Maj Gen CS Mann, AVSM, VSM, ADG, ADB, Indian Army and Dr. Rakesh Kaur, Adviser/Scientist ‘G’, O/o PSA to GoI.

    Key Highlights of the MoU

    · Prototyping and Field Trials of cutting-edge technology solutions developed by SETS in AI, Blockchain, Quantum and network security to explore their military applications.

    · Training and Capacity Building through joint workshops, seminars and certificate programs in information security.

    · Infrastructure development by setting up advanced labs in MCTE to foster joint research and learning in cyber & information security.

    · Collaborative approach for developing Bharat PQC algorithms, Hardware Security Systems, PQC based Public Key Infrastructure (PKI) and QRNGs and QKD systems under research and development.

    Prof. Ajay Kumar Sood, Principal Scientific Advisor (PSA) to the Government of India complimented the contributions of MCTE for technology infusion into Indian Army. He commended the initiative as a milestone in fortifying India’s technological capabilities and emphasized the critical role of cyber and quantum security in national defense. Collaborations, driven by innovative research and prototyping, are essential for preparing India for future challenges. He said that overlapping expertise of MCTE and SETS are poised for a seamless collaboration wherein MoU will serve as a catalyst in this inevitable partnership and significantly contributing towards safe secure cyber environment.

    Lt Gen K H Gawas, PVSM, VSM, Commandant MCTE, highlighted the significance of synergy between MCTE and SETS Chennai and its alignment towards the initiative of  “Nation First and National Security”. The synergy in multiple domains of Network security, quantum computing and cryptography not only propel the indigenization efforts but also enhance operational efficiency through secure and customised solutions for Indian Army. The partnership aims to exploring innovative solutions and strengthening resilience against emerging threats through collaboration in developing indigenous security infrastructure like Bharat PQC, QRNG, QKD, Quantum Safe VPN and Hardware Security systems.

    Dr. N. Subramanian, Executive Director of SETS stated that the MoU marks a pivotal step towards strengthening the nation’s cyber and quantum defense capabilities. By leveraging the combined expertise of SETS and MCTE, the aim is to create robust solutions to emerging security challenges.

    The MCTE and SETS partnership reinforces India’s commitment to achieving self-reliance in defense technology as part of the Atmanirbhar Bharat initiative. By combining the research capabilities of SETS with the military expertise of MCTE, this MoU is expected to generate innovative and creative solutions that will enhance the security of critical military networks and contribute to the nation’s broader cyber defense infrastructure.

    WASHINGTON – Today, House Haiti Caucus Co-Chairs Congresswomen Ayanna Pressley (MA-07), Yvette D. Clarke (D-NY), Sheila Cherfilus-McCormick (D-FL), along with Congressman Maxwell Frost (D-FL), joined colleagues and advocates at a press conference to stand in solidarity with Haitian immigrants in Springfield, Ohio and across America, and to demand accountability for the harmful and false narratives perpetuated by Republicans.

    The lawmakers also announced the introduction of legislation to condemn the racism and bigotry Haitian immigrant communities have faced in the aftermath of the GOP’s disinformation campaign, and to celebrate the humanity and contributions of the Haitian community.

    Also in attendance from Massachusetts were Boston City Councilor At-Large and City Council President Ruthzee Louijeune and Reverend Dieufort Fleurissaint of Haitian Americans United.

    Thank you to my Haiti Caucus Co-Chairs, my colleagues standing alongside us today, our dedicated advocates for justice.

    Coming together in this way in defense of the Haitian community is muscle that we’ve had to build.

    The people of Haiti have been neglected and Haitian Americans have been targeted, long victimized by the effects of colonialism and racism.

    So we are used to coming together in this way in defense of our Haitian neighbors.

    Today we come together to vigorously and firmly condemn the reprehensible hate and violence targeting our Haitian neighbors, friends, and colleagues in Springfield and across the country.

    Let me be clear: the straight up lie about the Haitian community in Springfield, perpetrated and amplified by Donald J. Trump and James David Vance is nothing short of racist propaganda.

    These flagrant lies are deeply offensive. They are disgraceful, they are dehumanizing, and they are outright dangerous.

    And even though they have been completely debunked by local and state officials, including the Republican Governor of Ohio, they continue to be amplified by those who traffic in hate and those who seek to distract from their dangerous and deeply unpopular agenda.

    In Springfield, Ohio, this rhetoric has ignited a very precarious situation.

    I’m thinking daily of the thousands of Haitian families who are living in fear, facing harassment, and fearing bomb threats.

    I’m thinking of the children lying awake at night not knowing if they’ll be safe come morning.

    I’m thinking of parents consumed with worry for the safety of their babies.

    This isn’t just about Springfield. It’s about who we are as a nation.

    And we’ve seen this playbook before. Throughout our history, immigrants have been scapegoated, dehumanized, and subjected to violence.

    We must put an end to this.

    America is a nation that has always benefited from immigrants.

    It’s what has helped shaped this country.

    Generations of people fleeing violence, persecution, and instability have made the difficult journey, found a home, found work, and raised a family against all the odds.

    We should celebrate that. And Haitian immigrants are no different.

    That’s why I’m so proud to join my colleagues today, Congresswoman Sheila Cherfilus-McCormick, Congresswoman Yvette Clarke, and Congressman Maxwell Frost, and all of our colleagues here today, in introducing a powerful resolution to condemn the hate and misinformation aimed at the Haitian community and celebrate their endless contributions to our nation.

    Congressional intent is a powerful thing, and Congress must act swiftly without delay on this resolution

    As the Congresswoman for the Massachusetts 7th, I am honored to represent the third largest Haitian diaspora community in the country, and I know firsthand how vibrant, dynamic, and thriving the Haitian community is.

    I could speak at length about the contributions Haitian families make to our cultural and economic fabric.

    But I will close by saying this: to our Haitian neighbors around the nation: I see you and I stand with you.

    City of Chehalis Gets Nearly $1M Grant to Plan Hydrogen Fueling Facility at Airport
    WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA), chair of the Senate Committee on Commerce, Science, and Transportation, announced that the City of Chehalis will receive a $994,653 federal grant to help plan a proposed hydrogen fueling facility as part of the Chehalis Hub for Aviation Innovation and Sustainable Energy (CHAISE) at Chehalis-Centralia Airport.
    The grant will fund a feasibility study, design services, and public engagement for the proposed multimodal hydrogen fueling facility. The development may include a fueling station, on-site storage, or hydrogen generation. The Chehalis-Centralia Airport is an ideal location for a hydrogen fueling center, since it’s halfway between Seattle and Portland and close to I-5. Chehalis is also seeking funding from the SMART grant program and the Charging and Fueling Infrastructure Grant program.
    Hydrogen is a clean fuel that, when consumed in a fuel cell, produces no dirty emissions — only water. Hydrogen can be produced from existing power resources, such as solar and hydropower.
    The grant was awarded through the Department of Transportation’s Innovative Finance Asset Concession Grant Program, administered by the Build America Bureau, and is a new program authorized by the Bipartisan Infrastructure Law (BIL). The program provides $100 million over five years to help public entities scan existing assets to unlock value from them and explore innovative financing and delivery opportunities through, e.g., the Build America Bureau’s Transportation Infrastructure Finance and Innovation Act?(TIFIA) low-cost loan program. The program awards two types of grants: technical assistance grants and expert services grants. According to USDOT,  the technical assistance grants will use the funding to enhance their organizational capacity and advance a portfolio of assets by conducting pre-construction tasks, such as asset scans, market studies, delivery option analyses, financial modeling, and other activities considering innovative finance and delivery, including asset concessions. The expert services grants will use the funding to hire advisors to analyze a specific existing asset for innovative financing and delivery opportunities, including public-private partnerships.
    Sen. Cantwell has helped position the Pacific Northwest to be a leader in hydrogen production. In July 2023, she announced that the Pacific Northwest Hydrogen Association (PNWH2) will receive $27.5 million from the U.S. Department of Energy (DOE) to kickstart the first phase of a $1 billion federal investment to develop hydrogen as a green energy source in the region. She called the July announcement “a huge milestone in our region’s efforts to create a hydrogen ecosystem that can help provide clean and affordable alternative fuels for our heavy-duty transportation and manufacturing facilities.”
    Sen. Cantwell worked to include the H2Hubs program and other key hydrogen investments in the Bipartisan Infrastructure Law during consideration in the Energy and Natural Resources Committee, where she served as a senior member, in July 2021, and pushed for its successful passage through the Senate.
    Together with the clean hydrogen incentives included in the Inflation Reduction Act (IRA), these investments represent a historic investment that will help spur hydrogen to be an important piece of the decarbonizing puzzle needed to reach our climate goals.

    The net proceeds from the Private Placement will be used to fund product development and commercialization of AI-based screening services as well as general and administrative operations.

    All securities issued as part of the Private Placement are subject to a statutory hold period ending January 21, 2025.

    The closing of the Private Placement remains subject to receipt of all required approvals, including the approval of the TSX Venture Exchange, as well as execution of formal documentation.

As at August 21, 2024, 81,435,607 Common Shares of the Corporation were issued and outstanding. The Common Shares are the only securities outstanding and entitled to be voted at the Meeting. Each Common Share entitles the holder thereof to one vote.”
