    A very good morning to you all. Kudo-san: thank you so much for those kind words. It is a great pleasure to be here in Japan.

    Dear colleagues, let me begin by relaying Managing Director Kristalina Georgieva’s regret for not being able to be with us today. She was very much looking forward to her trip to Tokyo, and has asked me to share with you her best wishes.

    I would like to start with a deep note of appreciation for our host country: a pillar of regional and global stability, a tireless advocate of trade, a technology leader and innovator, and a nation proudly on the move. For the IMF, Japan is a true partner, always generous in its support for our work. To the people of Japan the IMF says: arigatō goza‑i‑mas—thank you.

    As this conference reflects on the state of the world 80 years after the end of World War Two, let me also salute the post-war rebirth of Japan. Who in 1945 could have imagined the economic miracle that would come—and the transformation of former foes into friends and allies? Living proof that prosperity and friendship can triumph.

    So much of the global progress of the post-war decades was the result of a grand experiment in economic cooperation whose roots traced back to a conference of forty nations at Bretton Woods, New Hampshire in July 1944. The core idea at Bretton Woods was both bold and simple: a system where interests would be secured not only by geopolitical heft, but by mutually beneficial cooperation. This is the core principle behind the creation of the IMF. It is the principle we still serve today.

    After the war, reconstruction progressed rapidly, giving rise to new structures, new jobs, new trade, and new members. In 1952, Japan and West Germany were welcomed into the IMF’s family of nations.

    The Fund played its designated part not so much by financing global reconstruction and development—that was the World Bank’s job—but by supporting financial stability. A system of regular peer review of national economic prospects and policies was transformed from the black ink of Article IV of our founding Treaty to a familiar and appreciated reality.

    And thus were established the three core functions of the IMF:

    • First, our macroeconomic surveillance, which would bring in many newly independent nations starting in the late 1950s, followed by the Russian Federation and all the nations of the former Soviet bloc in the 1990s, such that today it spans almost all countries—a global perspective unique to the Fund.
    • Second, our support for macroeconomic programs to restore economic and financial stability to countries rich and poor alike when in distress, combining agreed policy actions to remedy underlying economic weaknesses with IMF lending and reserve creation—the latter again being a unique capacity bestowed upon the Fund.
    • And third, our support for capacity development, most generously financed from the start by Japan, alongside others.

    Through the many post-war episodes of mistrust and confrontation, the IMF has always remained a place where governance works; where information and knowledge are freely exchanged; where policy lessons from one country are shared for the benefit of many others; where efficiency meets effectiveness; and where members at odds with each other sit at one table and discuss matters calmly. This is the tangible, everyday reality of the Fund.

    Over the years we have, of course, had both successes and failures, but I would argue that the former outnumber the latter. I think for instance of our programs with the UK in 1977, India in 1991, or Brazil in 2002, and indeed of the examples being set today by the former program countries of East Asia and the euro area. Successes, yet each difficult in its own way when crisis raged.

    As finance minister of Jamaica during difficult times, I had the opportunity to see the Fund in action from the other side of the table. It was obvious to me then—as it is now—that the IMF teams had the knowledge, the experience, and the systems. They knew what they were doing.

    At the Fund, one foundational reality is well understood: countries are not companies, and in hard times the hardships of the people must always be addressed. It is the IMF that provides the closest thing sovereign states have to a framework to secure a fresh start. It is a unique and vital function for the world.

    And rarely does the IMF see a quiet moment. Today, as we confront a world of low growth, high prices, and high debt, we are warning countries that there is no room for complacency on inflation; advising them on how best to rebuild their macroeconomic buffers for the new shocks that will inevitably come; and getting more granular in our engagement on policies to lift productivity and create better jobs.

    Colleagues, we are at a new time of great flux for the world economy, with many countries reassessing their approaches, including in the face of structural transformations related to technology, demographics, and energy. Across the globe, voters have voiced anger at high prices and, in some cases, mistrust for an internationalist system they perceive as elitist and exclusionary. A chasm has opened between aspiration and reality—and that, in part, is fueling a challenge to the old system, with all the attendant uncertainty.

    So let me conclude by sharing a few forward-looking thoughts on how, as the world navigates these choppy waters, the Fund can help steady the ship.

    Four points:

    • First, in a tightly interconnected world, stability matters to everybody. Our mandate to promote international monetary cooperation sits at the heart of what we do, and has never mattered more than now, after 80 years of ever-closer integration. Like a fireman who douses a fire in one house and thus saves the neighborhood, when the IMF helps stabilize one country, it helps all others—we know how easily something small can become something big. The Fund is a seasoned repository of knowledge on how to do this, and so we shall remain. Whether it be crisis prevention through surveillance, crisis management through policy advice and lending, or resilience through capacity development, stability will remain our core mission. This means helping countries to design well phased and well communicated plans for budget consolidation; to maintain effective monetary policies to contain inflation; to safeguard external stability; to ensure financial systems are robust; and much more. This is our bread and butter.
    • Second, growth requires stability and stability requires growth. Ultimately, the way to ensure that economies can create jobs for their people and shoulder debt is through robust trend growth. And here I mean growth built on productivity gains and efficient resource allocation, not temporary stimulus. At the IMF, helped by our new Advisory Council on Entrepreneurship and Growth, we intend to identify positive lessons wheresoever they may be, and share them across our membership—while also helping countries harness technological advancement, notably in AI. Smaller government footprints will help in some cases, as will smarter tax regimes, more efficient public spending and better infrastructure, stronger bankruptcy frameworks, simpler and better regulations, more flexible labor markets with strong social safety nets, and deeper, more liquid capital markets, including venture capital. It is a broad and ambitious agenda.
    • Third, stability requires global macroeconomic balance. The IMF’s purposes include not only facilitating the expansion of international trade to contribute to the promotion and maintenance of high levels of employment and real income, but helping ensure that trade growth is balanced. Yet we live in an imbalanced world, with excessive external surpluses for some countries and excessive deficits for others, potentially sowing the seeds of future instability. At the Fund we understand that external imbalances reflect domestic imbalances, with some countries consuming or investing too much and others too little: a challenge calling out for the concerted deployment of the full macroeconomic policy toolkit. These are deep-seated problems, reflecting policy-induced distortions, exchange rates, institutional depth, reserve currencies, demographics, wealth and income levels, technology, culture, history, and more. We will continue to work with our members to lessen the degree of disequilibrium in their international balances of payments.
    • Fourth and last, as the global system reconfigures, agility will be key. Already in recent years, as geoeconomic fragmentation set in, many countries coalesced into groupings of common interest. Now, the trend continues, with an increasing emphasis on regional trade and regional financing arrangements. In a variable-geometry world, the IMF will respond as needed, flexibly, including to serve regional needs and explore ways to strengthen the global financial safety net for the good of all. For 80 years, from the gold standard to flexible exchange rates, from engaging with advanced economies to rescuing emerging markets to supporting low-income countries, the Fund has responded to changing circumstances and evolved with the times. We will preserve this tradition.

    In these four points I am offering a vision of an IMF that will remain faithful to, and be guided by, its core purposes as laid out in our 191‑nation Articles of Agreement—yet will be nimble, responding to the changing environment as necessary so that we can continue to serve our membership to good effect. So without further ado, let me leave you to reflect, perhaps, on my four themes—stability, growth, balance, and agility—and how they can fit together to shape a Fund for our changing times.

    I look forward to hearing your discussions today—and will be particularly interested in hearing your thoughts on Japan’s role in this new world as a champion of regional and global economic cooperation.

    SAM RAE [FEDERAL MEMBER FOR HAWKE]: …We’re here in the seat of Hawk. I am Sam Rae, the Federal member for Hawke. I’m very happy to be here today. I’m joined by two wonderful ministers, the Federal Minister for Infrastructure, Minister Catherine King and the state minister, Minister Gabrielle Williams. And as you can see, I have a whole host of colleagues from both local government, state government and federal Labor with us here as well. And I’m going to run through – I’m going to look over my shoulder while I do it so I don’t miss anybody. We’ve got the Member for Melton, Steve McGhie here. We have Melton Mayor Steve Abboushi. We have Dr Phillip Zader from LeadWest. We have Brendan O’Connor, the Member for Gorton, a long standing member for Gorton. We have Alice Jordan-Baird, our fantastic new candidate for Gorton. And as I said, the two ministers who are here with us today, we’ve got a very exciting announcement about the Western Freeway. We stood here on the Western Freeway just before the last election. I stood here with Minister King, and we announced that the Labor government, state and federal, would work together to get a business case done to upgrade the Western freeway. And today is a very exciting announcement, building upon that, the delivery of that business case just before Christmas. So hand over to Minister King, great. Thanks so much.

    CATHERINE KING [MINISTER]: Thanks so much, Sam. And it’s terrific to be here with state and local government colleagues, because really, this is a partnership about how we actually get good infrastructure in place for our growing suburbs, and this is a terrific announcement today that we’re making alongside the Victorian Government. This is one of the busiest highways in the state. It is an incredibly important freight route. I live down the other end, down Ballarat end, and used to represent the people of Stawell. Sam and Alice and Brendan and Steve all live around this part of the world, and they know we’ve seen significant growth. There are thousands of people traveling on this road every single day, and the road hasn’t quite kept up with the amount of housing development that we’ve seen in this area. So today, we’re announcing $1.1 billion from the federal government, a decision of government to invest in the Western Highway, in particular, the billion dollars will go towards the Melton and Caroline Springs area, where we know there has been significant growth and there needs to be upgrades in order to keep up with the amount of housing than the amount of people using this road, that work has been underway. As Sam said, the business case has been completed. We needed to make sure we had a good understanding of what are the things that you can do to improve this corridor. $100 million is to go down to the other end of the highway, down to Brewery Tap Road, and there’s also work to be done on additional bridges. This brings the Commonwealth’s total investment in the Western Freeway, Western Highway, to just over $2 billion. We know how important this road is from a freight and logistics point of view, but we also know how important it is to be able to get people to work. I think all of us here use this road on a regular basis. We know what happens from 6am to 9:30am in the morning and when people are trying to get home, that tail back, getting back into Melton in particular, but the Rock Bank area, this is a significant and serious investment from the Albanese Labor Government to make sure we improve these corridors. I do want to particularly welcome both LeadWest and the Melton Council here today, who have been advocating alongside our state and federal members, Sam, Brendan and Steve as well, to advocate for this road project. And I’ll hand over to Gab for a minute, and then I think the mayor will say a few words, and then we’ll take some questions. Thanks, Gab.

    GABRIELLE WILLIAMS [STATE MINISTER FOR TRANSPORT INFRASTRUCTURE]: Thank you. Thanks, minister, and thank you for being here to make what is a wonderful announcement. And can I say how great it is for us as the Allan Labor government to have a partner in Canberra that has been something that has been missing in Victoria for the best part of 10 years. Victorians have been short changed to the tune of billions by successive Liberal National Coalition Governments, and finally, with the Albanese Government, we have a partner, a partner willing to work with us, willing to invest with us on the projects that matter most to Victorians. So, the $1.1 billion announced today is a very welcome investment in one of Melbourne’s fastest growing areas. People love living in the west, that’s the reality, and the population growth shows that. But as Minister King has outlined, we need to make sure that the surrounding infrastructure also keeps pace with that growth, and that we’re investing where it’s most needed, in our community, and out here in the west is a perfect example of that. Minister King also outlined that this has been a partnership with the state government for some time in doing that essential planning work to make sure that we understand where the priorities and the needs are along what is a very long stretch of road in the Western Highway all the way to Adelaide, and making sure that we can deliver the greatest value where it’s needed most. That work has allowed us now, with a funding commitment from the Commonwealth, to then fine tune and determine exactly what that will look like. Now that we’ve got the dollars attached, we can go back to that business case and look at the options that have been put forward in that and start to select our solutions and get moving, most importantly, on the project to deliver the congestion busting solutions that we know this project will deliver, making life easier for people in Melbourne’s west making that commute much easier, and basically catering to the growth that we know is taking place out here in Melbourne’s western suburbs. Can I also thank the many representatives we have here across local and state and federal governments, as well as LeadWest, we have an incredible team of advocates here in Melbourne’s west, those who live in their suburbs, they know their suburbs, and they know and understand the needs. And again, can I say a big thank you to the federal government for partnering with us, for being a part of the solution to being able to meet the growth in Melbourne’s outer suburbs, and for finally giving Victoria its fair share of infrastructure funding. Steve 

    STEVE ABBOUSHI [MAYOR OF MELTON]: Council is very thankful for the recent announcement for the $1.1 billion upgrade. We – it’s been – formed part of our main advocacy priorities for more than nine to 10 years. And finally, we’re seeing, you know, a western upgrade highway going to mean so much for our community. I’d like to thank the state and federal government for partnering with council. We would – we just had a meeting with residents last week around providing a voice for our community on their concerns to the Western Highway. Last year, we had the business case, and now we’ve got an announcement. So, this is what it means to partner, and this is what happens when you partner. It means that our community will see delivery, we’ll see safety. And we’re very, very thankful for this announcement, and we look forward to hearing more about what it means for our community. Thanks very much. 

    JOURNALIST: I’ve got some questions for Minister Catherine King, please. Can you provide us with a breakdown of the $1.1 billion? 

    CATHERINE KING: …So $1 billion is going on the Melton Caroline Springs area. And Minister Williams might talk a little bit more about the business case. There’s been a number of options put forward as part of the business case, and we’ll now go back and fine tune those, to select the projects, but to do a little bit of work to get there, but we’re not far off. And then there’s $100 million for Brewery Tap Road just as you head into Ballarat. And then there’s also $6.1 million to fix two bridges, one around Dadswell Creek and Dimboola is the other one. Those projects have been in planning for a while. They’re not they’re ready to go. They’ll start this year. And then, obviously, there is also money that is already in the Western Highway corridor. And so there’s a number of projects that will continue. There’s one down at Pykes Creek, and there’s further ones further down along Stawell. And those projects will continue as well. 

    JOURNALIST: And what will it actually improve? Is it like a few barriers or?

    CATHERINE KING: So, there’s a range of things. So obviously there’s some safety work that can be done fairly quickly. So that’s, you know, widening shoulders, looking at the road resurfacing where that needs to happen. But when you’re looking at things like as part of the project, when you’re looking at like, you know, more interchanges, they are a bit more complex and take a bit more time to do. But I might ask Minister Williams to talk about more of the data, sure.

    GABRIELLE WILLIAMS: and look in part, it’s a bit of a process question. So what we do when we partner with the Commonwealth to do the planning for this project is look at where, if you like, the biggest choking points were across the Western Highway, where population growth was, meaning that there was particularly acute points of congestion, and then therefore working out where the priorities were. What engineers tend to do is never come to the table with just one option, but come to the table with multiple different options for each priority site. What we can now do, though, that we have a financial commitment money on the table, is go back and start working through the options that we’ve been provided and ensuring that we’re choosing the best possible ones within our funding envelope, and making sure that we’ve got those priorities right now. So this cash injection of $1.1 billion and now allows us to get going and get shovels in the ground and make sure we’re choosing from those options, the best possible ones to meet the priorities that have been identified through that through that process. So Minister King has outlined where some of those, some of the other funding will go, in terms of Dimboola and Dadswell Bridge, and we will now be hard at work in partnership with the Commonwealth Government to go back to that, that planning that business case and then working out from the options that we’ve been provided, which ones will deliver the best outcomes for our communities out here in Melbourne’s west. 

    JOURNALIST: Sure, about the Brewery Tap Road. 

    GABRIELLE WILLIAMS: Yep, there’s some upgrades going there. 

    JOURNALIST: Can you go into more detail? 

    GABRIELLE WILLIAMS: I’ll tell you what I reckon Minister King is the expert on Brewery Tap Road.

    CATHERINE KING: So when, when, when the Western highway, it’s years ago now. So I’ve been driving this road for a long, long time. So there was always meant to be some treatment down at that Warrenheip section. And we know now that what’s happened there, you’ve got a service station. You’ve got a very old hotel on one side that’s now been closed but still utilised at certain times. You’ve got a school up in Warrenheip as well. You’ve got an industrial precinct. And what’s happening is, increasingly, we’ve got truck traffic using that intersection, crossing over the highway, and it’s really become quite a significant safety concern. We’ll have to work with the Victorian Government about this. Again, engineers have come up with a range of solutions for the particular site, but what we’re committing to as part of the $1.1 billion is $100 million to do both the planning, the early services work, and to really start to get moving, to try and deal with that intersection, which, again, has been, you know, really, one of the projects along the highway that has been needed for quite some time, but hasn’t had, but hasn’t had the funding to actually deliver an upgrade there. And that’s what we’re doing today. 

    JOURNALIST: just on the federal election coming up. Is this an attempt to sort of show up support for the government? 

    CATHERINE KING: Well, can I just remind people what’s happened here is that three years ago, both Labor federally and at the state, we weren’t in government, then came together and said, we know we’ve got a problem here. This isn’t a problem the previous LNP government had identified at all. They completely neglected the west, and in fact, neglected Victoria. When we came, and I’ll just remind people, when we came to office,  I think the investment from the federal government in Victoria was around about $17 billion. This announcement today brings it up to $24 billion. We’ve done that in a term of government. And so what we had three years ago was no one other than the Victorian Government, saying we got some problems here. Can you come and partner with us? So what we’ve done is do the business case, which we want to make sure we understand. How do you fix these problems? These are not new, but they are complex problems when you’ve got a highway of this nature that now is reaching capacity. And so we’ve started this work three years ago. This today, we’re making an announcement as a decision of government. We’re not in an election campaign yet that we are putting $1.1 billion now in to actually get this work progress. That’s what this is about, and a billion dollars will go a long way to addressing many of the problems along the highway that we’ve been working together on for some time now. 

    JOURNALIST: And just one more question for me, how concerned is the government about losing Labor votes in the Melbourne south and west? 

    CATHERINE KING: Well, can I just say that every seat matters. Every seat, whether it’s west, whether it’s in the east, whether it’s in Victoria or right the way across the country. We are very determined that the work that we have done as a country together to get the economy back on track, to make sure that we’re actually getting inflation down. We’re keeping people employed. We’re actually investing in the future. Every single seat matters. Every seat matters. The west matters. The east matters. But I know we have got the best member in Sam Rae. We’ve got the best candidate in Alice. She’s going to make an amazing member for Gorton, following, of course, in the footsteps of the fabulous – my fabulous friend and colleague, Brendan O’Connor, who I will miss dearly, but know is going to go on to wonderful things. We have got terrific advocates here in this community. And the only reason, the only reason this announcement is being made today is because the people behind me care about their communities. They care about the west, and we care about it, too.

    JUSTIN SMITH [HOST]: Well, we’ve been hearing your assessments of the current state of the Western Freeway. Is it now about to- and this is obviously not new news. Is it now about to finally get fixed with the Albanese Government today announcing that they’re going to inject $1.1 billion into upgrading the Western Freeway? Catherine King is the Minister for Infrastructure, Transport, Regional Development and also MP for Ballarat, is on the phone. Minister, thank you very much for your time.

    CATHERINE KING [MINISTER, MEMBER FOR BALLARAT]: Really good to be with you, Justin.

    JUSTIN SMITH: A billion dollars for the Western Freeway. You must be really worried about the west.

    CATHERINE KING: Well, this has been a project in the making for some time. We committed with the Victorian state government a few years ago now to do a major study into the Western Highway. Anyone who drives along that road regularly, as I do, knows there’s been significant housing development occur, particularly along Rockbank, Caroline Springs, Melton has been expanding, so that business case has been underway. $20 million has gone to that. And so this is really our now commitment to move the project along beyond the business case, to start to do the work, to try and fix really that area between Melton and Caroline Springs where that significant congestion is occurring.

    JUSTIN SMITH: Is it just- reading through what is being announced today, though? Does it really move it beyond the business case, though? I mean, because the federal government, then you still need to deal with the state government and figure out exactly what you’re going to fix, though, don’t you? So does it really move it beyond the business case?

    CATHERINE KING: Yes, it does. So I mean, what the business case is about is actually trying to work out what do you do to try and actually deal with the congestion there. So we’ve got a fair idea about where widening needs to occur, where there’s overpasses that will need to occur as well. So that business case work has now been done. And really what this is now is a commitment from the federal government to say we are now partnering with the Victorian Government to actually start to deliver projects along this highway. There’s already a billion dollars on projects along the highway, but mostly they are in, you know, the Stawell area. And so those projects are continuing. This is now trying to really deal with the problem that we’ve got, that this highway is now getting or starting to get beyond its capacity, because we’ve seen so many new developments along that area.

    JUSTIN SMITH: But you see what I’m saying? And I’m sorry, I’m not trying to pick a fight, but you’re saying that you’re still yet to identify the areas that you need to prioritise.

    CATHERINE KING: Well, we’ve just said that priority is on that Melton to Caroline Springs area. It’s a very long highway. So that is the area that the billion dollars is being concentrated on. There’s a couple of other projects that are part of the announcement today as well. But the billion dollars really is focused on trying to look at that section and then work with the Victorian Government to actually look at where we can widen, look at where there are safety measures. Those things can happen pretty quickly. Some of the bigger things which are required, which are going to be overpasses, new diamond interchanges, they are going to take a little bit longer because they are bigger to build. But this is really the money being committed. We’ll work with the Victorian Government on the project- the program of works to actually progress this.

    JUSTIN SMITH: How long have you had this money?

    CATHERINE KING: Certainly, this has been part of our upcoming budget cycle. But because we are now making it as a decision of government, this is part of the budget- the upcoming budget process. So we’ve been working on this for a while now because the business case has been underway.

    JUSTIN SMITH: Is it because things look so bad for you in the west at the moment?

    CATHERINE KING: Not at all. Not at all. And so this is what I’ve been at pains to do, is to make sure we are making decisions about our infrastructure investments based on business cases, based on proper planning, and based on where we know the strong need is across the community. There’s a lot of need in terms of our road infrastructure, our rail infrastructure, and what I’ve been at pains to do, as minister, is to really work closely with the Victorian Government to ensure we’re investing where it is needed.

    Now, to be honest, in terms of the Western Highway, I think the growth that we have seen, particularly along that Rockbank area, has sort of outpaced the capacity of the road. Everybody who travels along that is feeling that particularly, you know, between 6:00AM and 9:30 each morning and then coming home. So this is really us stepping in and stepping up with the Victorian Government to really make sure we actually try and resolve this issue.

    JUSTIN SMITH: But again, that is not new. I read out a social media post from somebody from three years ago and they said, you know, when is it going to take the government to do something about this? And they said, is it when Labor starts to lose those safe western suburb seats? Is that when- now, that was- that was from three years ago. So the things that you’re talking about these are not- you would concede, these are not new problems.

    CATHERINE KING: Well again, that’s why we put the investment in to do the business case. And that’s why we’re doing now the investment to put money in to construct new projects along the highway. I’ve lived in this area for- you know, I’ve lived in the east and I’ve lived in the west, and I represent the seat of Ballarat. I drive on the highway two to three times a week, and I am well aware of the problems that are on that highway. I’ve been driving the highway long enough. When we didn’t have Anthony’s Cutting, when we didn’t have the Deer Park Bypass. They are all significant investments Labor governments have made in the Western Highway.

    This is now again a Labor government stepping up, saying, we know we need to resolve the issues that we’re seeing along this part of the corridor and stepping into that space with this $1.1 billion announcement today.

    JUSTIN SMITH: Look, I know that you know the road very well. At Thornhill Park, just east of Melbourne. There are people who …

    CATHERINE KING: [Interrupts] Yes. Huge development. Yeah.

    JUSTIN SMITH: Yeah, and people can’t turn right to go onto the freeway. They’ve got to go and do the U-turn, you understand …

    CATHERINE KING: [Talks over] Yeah.

    JUSTIN SMITH: … and everyone who does that understands exactly what I’m talking about. Is that going to get fixed as part of this?

    CATHERINE KING: Well, certainly that would be our plan is to try and work out how do you get, particularly, as I say, where you’ve had these massive new housing developments and the road is no longer able to meet its capacity, how do you get people on and off the highway more quickly? People will know- you know, the big bank up of people trying to get home from work to Melton. That happens every afternoon as well. How do you actually look at- you know, what do you need to do there as well? So really this is part of putting that investment in where you’re going to need overpasses, where you’re going to need road widening. All of that is part of the billion dollars. The Victorian Government, they’ll be there with us today at the announcement. They’ve got some work to do through their budget process also. But we’re very committed to trying to make sure we try and resolve the issues that this- this has been a long standing issue. We’re stepping in with the money to try and resolve it.

    JUSTIN SMITH: Minister, respectfully, going back to the question, will people not have to do that u-turn to head into the city from Thornhill Park again?

    Over 70 Chinese ritual bronzes from 12th century BC in the Shang dynasty to 1st-2nd century AD in the Han dynasty will be on display at China Institute Gallery in Lower Manhattan, New York City, according to China Institute in America.

    Organized by the Minneapolis Institute of Art, the exhibition will run from March 6 to July 13, 2025.

    The idea to hold such an exhibition was raised five or six years ago but the COVID-19 pandemic impeded the original plan, according to Tracy Jiao, coordinator with China Institute Gallery.

    “We’re really grateful that this is taking place and we’re excited to show you all the things from Minneapolis,” said Jiao at a press preview on Wednesday.

    From vessels for food and wine as well as imaginative animal sculptures, the objects are selected from around 220 pieces of such a collection by the Minneapolis Institute of Art, according to Liu Yang, chair of Asian Art and curator of Chinese Art at the Minneapolis Institute of Art.

    Objects on the exhibition are complimentary with Chinese bronzes collected by The Metropolitan Museum of Art in New York City and “I hope visitors could get to know Chinese bronze culture, which is a very important chapter in Chinese history or Chinese art history,” said Liu.

    The exhibition provides viewers with a unique window into the extraordinary artistic creativity, masterful craftsmanship, and captivating belief systems of ancient China, Liu said.

    “Together, these creative artworks provide extraordinary clues about early humans in China including how they honored their ancestors, worshipped their deities, and prepared for the afterlife,” said George S. Geh, chief executive officer of China Institute in America.

    Founded in New York City in 1926, China Institute in America is an internationally renowned U.S. nonprofit organization dedicated to deepening the world’s understanding of China through programs in art, business, cuisine, culture, and education.

    WASHINGTON—U.S. Senator Dan Sullivan (R-Alaska) today celebrated President Donald Trump’s endorsement of the Alaska Liquefied Natural Gas (LNG) Project as a top priority of his new administration in the President’s joint address to Congress last night.
    Sen. Sullivan has been a relentless advocate for the Alaska LNG Project as an opportunity to provide abundant, clean-burning, low-cost energy to Alaskans, promote American energy security, and deepen America’s alliances with its Indo-Pacific partners, particularly Japan and South Korea. Following Russia’s invasion of Ukraine, Sen. Sullivan has taken four trips to Japan and South Korea to promote the project, talking to numerous potential investors and the senior-most government and private sector officials in each country. More recently, he has spoken directly with President Trump on several occasions about the project and gave him the comprehensive document called, “America’s Gasline.” The senator has also had extensive conversations with nearly all of President Trump’s cabinet officials about the Alaska LNG Project, garnering their support.

    “The fact that the President of the United States was highlighting the Alaska LNG Project as one of the biggest things he wants to get done for America was huge for our state and huge for our country,” Sullivan said in an interview following the address. “It’s not going to happen overnight, but the fact that we have the President and his entire cabinet fully putting their shoulder into this was quite remarkable…Governor Dunleavy and I pitched the Trump administration on having the President mention this in his State of the Union…I hope a lot of Alaskans saw that we have been working this really hard, because we have a great opportunity—the private sector elements of this are coming together, the foreign government elements of this giant project are coming together. But when you get the President and his entire cabinet saying, we’re going to get this done, and he tells the American people that, I don’t think that’s ever happened before for Alaska…It was a big night for us, and I’m really excited.”
    The Alaska LNG Project will be capable of providing more than three billion cubic feet of low-cost, low-emission natural gas to Alaskans, Americans, and to allied nations around the world each day. It is also projected to create up to 10,000 construction and 1,000 operations jobs.
    Below is a timeline of Sen. Sullivan’s recent work on advancing the Alaska LNG Project and deepening the energy security ties between the U.S. and America’s Japanese and Korean allies.
    On February 24, 2025, Sen. Sullivan had an Alaska LNG focused meeting with Interior Secretary Doug Burgum at the Department of the Interior.
    On February 7, 2025, President Trump announced a “joint venture” on Alaska oil and gas between the United States and Japan.
    On January 8, 2025, Sen. Sullivan personally pitched President Trump on the Alaska LNG Project.
    On December 17, 2024, Sen. Sullivan focused on the Alaska LNG Project in his meeting with now-Secretary of Energy Chris Wright.
    In August of 2024, Sen. Sullivan participated in a bipartisan Senate delegation visit to Japan and South Korea, and discussed the Alaska LNG Project with numerous senior government and business leaders in both countries.
    In February 2024, Sen. Sullivan and seven of his Senate colleagues introduced a Senate resolution recognizing the importance of trilateral cooperation among the United States, Japan, and South Korea.
    On October 8, 2023, Sen. Sullivan penned an op-ed in the Anchorage Daily News urging Alaskans to unite in advancing the Alaska LNG Project as a critical solution to Alaska’s energy needs.
    In June 2023, Sen. Sullivan visited South Korea and Japan, where he met with senior government and private sector officials about the Alaska LNG Project. Similar to his October 2022 visit to Tokyo, Sen. Sullivan convened an Alaska LNG Summit of U.S. and Korean energy and policy leaders with the U.S. Embassy in Seoul. Following the visit, the U.S. Embassy in Seoul established an Alaska LNG Task Force.
    On May 18, 2023, Sen. Sullivan introduced the Indo-Pacific Strategic Energy Initiative Act, legislation to promote the financing and development of new energy infrastructure projects in the Indo-Pacific region—with a focus on natural gas—in order to end U.S. allies’ dependance on Russian natural gas in the wake of Russia’s invasion of Ukraine.
    In May 2023, Sen. Sullivan spoke at the Alaska Sustainable Energy Conference about the Alaska LNG Project and opportunities to deliver clean-burning, low-cost gas to Alaskans and to America’s Indo-Pacific allies.
    In May 2023, Sen. Sullivan, Sen. Lisa Murkowski (R-Alaska), and Rep. Mary Peltola (D-Alaska) welcomed a ruling from the U.S. Court of Appeals for the D.C. Circuit upholding the Federal Energy Regulatory Commission’s (FERC) approval of the Alaska LNG Project.
    On March 6, 2023, Sen. Sullivan led a letter with his Senate colleagues to U.S. Ambassador to Japan Rahm Emanuel urging the Biden administration to publicly support the export of abundant U.S. natural gas to America’s allies in Europe and Asia, particularly Japan, which has prioritized energy security in its term leading the G7.
    On December 16, 2022, Sen. Sullivan welcomed a new national security strategy and related documents released by Japanese Prime Minister Fumio Kishida that focuses on deepening Japan and the U.S.’s national security cooperation.
    In October 2022, Sen. Sullivan visited Japan and South Korea to advocate for the Alaska LNG Project. In Tokyo, Sen. Sullivan and Ambassador Emanuel convened an Alaska LNG Summit of U.S. and Japanese energy and policy leaders. Prior to the summit, the U.S. Embassy in Tokyo established an Alaska LNG Task Force.
    In June 2022, Sen. Sullivan and Gov. Mike Dunleavy (R-Alaska) visited Japan to meet with Japanese companies, utilities, and government ministries about the Alaska LNG Project.
    In August 2021, Sens. Murkowski and Sullivan secured a provision in the Infrastructure Investment and Jobs Act making the Alaska LNG Project eligible for a federal loan guarantee of roughly $30 billion that is indexed to inflation.
    In August 2020, the Department of Energy (DOE) issued a final, unconditional order authorizing the Alaska LNG Project to export LNG.
    In May 2020, FERC granted the Alaska Gasline Development Corporation (AGDC) authorization to construct and operate the Alaska LNG Project.
    Between 2014 and 2022, the Alaska LNG Project secured all of its necessary federal permits and authorizations.

    A coalition of 84 companies, councils and not for profit organisations have written to the NZ Government asking them to modernise how we handle waste and litter in New Zealand by starting a Container Return Scheme.

    Organisations as diverse and significant as Woolworths, Foodstuffs NZ, Coca Cola, BP, The Warehouse, The University of Auckland, the NZ Beverage Council, the Zero Waste Network and 24 councils, spanning from the Far North to Dunedin, have signed the request and offered to help the Government set up a successful scheme.

    “It is great to see retailers, drink producers, councils, recyclers and community organisations coming together to ask the government to start a Container Return Scheme in New Zealand.” said Zero Waste Network Spokesperson Sue Coutts. “We have a common interest in increasing recycling rates and reducing litter and pollution.”

    The 84 signatories are asking the Government to prioritise a Container Return Scheme because they are proven to increase recycling rates, create new jobs, and provide fundraising mechanisms for community groups, and the charity sector. A Container Return Scheme lines up with the government’s waste objectives and climate goals, as well as being supported by more than 80% of New Zealanders. (Reloop 2022; Kantar, 2023)

    “A 2023 survey showed that 89% New Zealanders like the idea of a Container Return Scheme. Paying a deposit when you buy a drink and getting it back when you drop off the empty bottle or can makes sense to people.” said Sue Coutts. “Communities, clubs and charities could use the scheme to raise funds for sports gear, local projects, school trips and other activities. I know a lot of organisations who would love to be able to do that.”

    2.6 billion drink bottles, cans and cartons get sold in New Zealand each year. Less than half of these are collected for recycling, but overseas Container Return Schemes achieve 90% recycling rates.

    “We know from the international evidence that Container Return Schemes work. A well-designed scheme would double the return rate for drink bottles and cans from 45% to 90%. These schemes are working well in 57 countries and states around the world from Canada to Europe. It’s time for New Zealand to start a Container Return Scheme so we can create good jobs in the recycling industry and in our regions, and feel proud of our clean green reputation.”

  • MIL-OSI New Zealand: Construction to begin on final stage of Wellington SH58 Road of Regional Significance project

    The NZ Transport Agency (NZTA) Board has given the go-ahead for construction to begin on the final stage of the State Highway 58 (SH58) safety improvements project in Wellington, between Moonshine Road and the SH1 Pāuatahanui Interchange of Transmission Gully, Transport Minister Chris Bishop says.   

    “As a Road of Regional Significance, SH58 provides critical east-west access between the Hutt Valley and Porirua. Completing the final stage of this project will create a safer, more reliable connection for approximately 19,000 vehicles that use the corridor every day, and support expected urban growth in the region,” Mr Bishop says.

    “Judgeford and Pāuatahanui are growing areas, and we expect to see more people living here in the future. As the population grows, so too will the demands and traffic flows on SH58. Delivering safe roading infrastructure that supports economic growth and productivity is a priority for the Government and reflected in the National Land Transport Programme 2024-27.

    “The work on SH58 has been extensive and has required construction to be underway while ensuring the highway remains open for drivers, residents, and local businesses. Safety improvements between State Highway 2 and east of Moonshine Road began in 2019 and were completed in December 2024. 

    “The final stage of improvements on SH58 include two new roundabouts – one at the intersection of Flightys Road and Murphys Road, and the second at the Moonshine Road intersection, among other safety improvements to the corridor. Preparation for this work is underway already, with construction expected to begin in the next few months and completed by 2027.

    “I want to acknowledge the patience of those who live, travel, or commute along SH58 while NZTA has worked to improve safety along this key route. Delivering crucial project works like this is complex whilst trying to keep the road open to thousands of vehicles a day. I’m pleased we’re getting on with the final stage of work and I look forward to it being completed as soon as possible.”

  • MIL-OSI Australia: Next step taken to better protect Australians from SMS scams

    The Albanese Government has taken the next formal step to commence the SMS Sender ID Register to make it easier for Australian consumers to identify potential scams.
     
    Minister for Communications, Michelle Rowland, has directed the Australian Communications and Media Authority (ACMA) to implement an industry standard which telcos must follow regarding messages sent using sender IDs.
     
    The new standard will place rules on telcos requiring them to check whether messages being sent using a sender ID correspond with the legitimate registered sender.
     
    All messages with unregistered sender IDs will be disrupted, with telcos to be required to either block or flag as scams SMS and MMS messages that do not comply with Register rules.
     
    With SMS a lucrative option for criminals to take advantage of unsuspecting consumers, the Register will help by identifying messages which cannot be verified as from a trusted source, and stop scammers using names of well-known brands to defraud consumers.
     
    Consultation will be undertaken with industry representatives, regulators and consumer advocacy groups on this direction.
     
    The ACMA anticipates the Register will be open for registration of Sender IDs from late 2025.
     
    The Albanese Government is committed to protecting consumers by ensuring it fosters an environment which frustrates and disrupts criminal operations like SMS scams, and incentivises telcos to comply with the rules and provide protection to consumers.
     
    This direction follows the Government’s commitment to introduce reforms to ensure the ACMA has the necessary powers to swiftly and proportionately hold telcos to account for breaches of industry codes and standards bringing penalties in line with other sectors like banking and energy.
     
    The new standard underpinning the SMS Sender ID Register rules will form part of those industry standards enforceable by the ACMA.

    The British government announced on Wednesday that European visitors will need to apply for an Electronic Travel Authorization (ETA) starting April 2, as part of the final phase of a global rollout aimed at enhancing border security and streamlining entry processes.

    According to the Home Office, eligible people can apply for the ETA – a digital travel permit linked to their passports – starting on Wednesday. This replaces traditional visa requirements for short-term visits.

    The policy follows the system’s implementation for non-European travelers, including those from the United States, Canada, and Australia. To date, more than 1.1 million ETAs have been issued globally.

    “Expanding the ETA worldwide underscores our commitment to a secure, contactless border system while ensuring a seamless travel experience,” Minister for Migration and Citizenship Seema Malhotra said. She added that the digital approach strengthens immigration controls and aligns with Britain’s broader strategy to innovate through technology.

    Applicants can obtain an ETA via the British government’s official website or mobile application by submitting biometric and biographic details, along with responses to eligibility questions.     What is a moth plant?

    Moth plant is a vigorous evergreen climbing vine with arrow-head shaped leaves, dark green on top and grey-green below. The flowers grow in creamy white to pink clusters, present from December to May.

    Why is it a problem?

    Moth plant can become dominant in many situations and out-competes and replace native plants. It smothers and strangles whatever it climbs on. The seeds are poisonous, and the milky-white sap is very sticky, and insects can become trapped.

    When removing this weed from your backyard, remember to wear protective gloves and remove it from the roots along with any pods and vines. Put them in a secure plastic bag and send them to the landfill via your regular council rubbish bins or through a community weed bin in your area.

    The Government has confirmed a $435,000 contribution from the Ministry for the Environment to support emergency waste clean-up after a recent tornado, say Environment Minister, Penny Simmonds and Emergency Management and Recovery Minister, Mark Mitchell.
    “The Government recognises the significant challenge councils face in managing emergency waste from severe weather events and is committed to providing the necessary support,” says Ms Simmonds.
    “This funding will assist the Kaipara District Council in managing the clean-up of emergency waste in Mangawhai and provide some relief to the community as they recover.” 
    On Sunday 26 January 2025, a tornado struck the coastal township of Mangawhai in Northland resulting in serious injuries to several people, extensive damage to properties, power outages, and roads blocked by storm debris.
    Following the event, Ministry for the Environment officials met with officials from both Kaipara District Council and the National Emergency Management Agency (NEMA) to identify, quantify and assess the costs associated with the tornado event.
    “Recovery is an ongoing process, and we recognise the Kaipara District Council is working hard to strengthen resilience and support recovery in their community,” says Mr Mitchell. 
    Ms Simmonds says Kaipara District Council acted quickly after the event to manage emergency waste responsibly.
    “This funding will substantially cover the council’s costs from the tornado’s immediate aftermath, as well as helping with the ongoing clean up. The council will provide a final report within three months of project completion to outline how the funding was used.”

    The Albanese and Minns Governments have activated disaster assistance to communities in 15 Local Government Areas (LGAs) in Northern NSW in anticipation of the impacts of Tropical Cyclone Alfred.

    The NSW Government’s Natural Disaster Declaration applies to the LGAs of: Ballina, Bellingen, Byron, Clarence Valley, Coffs Harbour, Dungog, Kempsey, Kyogle, Lismore, Lord Howe Island, MidCoast, Nambucca Valley, Port Macquarie-Hastings, Richmond Valley and Tweed.

    Support has been made available under the joint Commonwealth-state Disaster Recovery Funding Arrangements (DRFA).

    Assistance measures that may be provided to communities include:

    • Assistance for eligible residents to help meet immediate needs like emergency accommodation and essential items generally provided from evacuation or recovery centres.
    • Grants for eligible low-income residents to replace lost essential household items to maintain basic standard of living.
    • Grants for eligible low-income residents to undertake essential structural repairs to restore their homes to a basic, safe and habitable condition.
    • Support for affected local councils to help with the costs of cleaning up and restoring damaged essential public assets.
    • Concessional interest rate loans for small businesses, primary producers, and non-profit organisations and grants to sporting and recreation clubs to repair or replace damaged or destroyed property.
    • Freight subsidies for primary producers to help transport livestock and fodder.
    • Financial support towards counter disaster activity undertaken by emergency service organisations to keep communities safe

    Federal Minister for Emergency Management Jenny McAllister said it’s a challenging time as communities are already experiencing the impacts of Tropical Cyclone Alfred.

    “We are activating a range of support to assist flood impacted residents begin their recovery as soon as possible,” Minister McAllister said.

    “As we understand the full extent of damage from this event, we will move quickly to activate appropriate support for these communities.”

    “We are working closely with Premier Minns and his government as we prepare and respond to this event.”

    “Our message to community is clear. Know your local risk, have a plan and prepare your home now.”

    NSW Minister for Emergency Services Jihad Dib said natural disaster declarations are a vital step in unlocking joint assistance so communities can begin the clean-up, rebuilding and recovery process.

    “We are rolling out support measures for communities we know are likely to be impacted by Tropical Cyclone Alfred. As the event unfolds and impacts are known, further measures will be considered in response to community need,” Minister Dib said.

    “The NSW State Emergency Service and other emergency services along with the NSW Reconstruction Authority are on the ground in Northern NSW, preparing for the impact of the cyclone and working to keep the community safe.

    “For a region already in recovery from the devastating 2022 floods, we understand this latest disaster will be difficult for many people, and we are committed to continuing to support this resilient community through these challenges.

    “We are thankful for the dedication of our emergency services – including the incredible volunteers from the local area and across the state – who are already working around the clock to support communities in Northern NSW.”

  • MIL-Evening Report: Why rating your pain out of 10 is tricky

    “It’s really sore,” my (Josh’s) five-year-old daughter said, cradling her broken arm in the emergency department.

    “But on a scale of zero to ten, how do you rate your pain?” asked the nurse.

    My daughter’s tear-streaked face creased with confusion.

    “What does ten mean?”

    “Ten is the worst pain you can imagine.” She looked even more puzzled.

    As both a parent and a pain scientist, I witnessed firsthand how our seemingly simple, well-intentioned pain rating systems can fall flat.

    What are pain scales for?

    The most common scale has been around for 50 years. It asks people to rate their pain from zero (no pain) to ten (typically “the worst pain imaginable”).

    This focuses on just one aspect of pain – its intensity – to try and rapidly understand the patient’s whole experience.

    How much does it hurt? Is it getting worse? Is treatment making it better?

    Rating scales can be useful for tracking pain intensity over time. If pain goes from eight to four, that probably means you’re feeling better – even if someone else’s four is different to yours.

    Research suggests a two-point (or 30%) reduction in chronic pain severity usually reflects a change that makes a difference in day-to-day life.

    But that common upper anchor in rating scales – “worst pain imaginable” – is a problem.

    People usually refer to their previous experiences when rating pain.

    A narrow tool for a complex experience

    Consider my daughter’s dilemma. How can anyone imagine the worst possible pain? Does everyone imagine the same thing? Research suggests they don’t. Even kids think very individually about that word “pain”.

    People typically – and understandably – anchor their pain ratings to their own life experiences.

    This creates dramatic variation. For example, a patient who has never had a serious injury may be more willing to give high ratings than one who has previously had severe burns.

    “No pain” can also be problematic. A patient whose pain has receded but who remains uncomfortable may feel stuck: there’s no number on the zero-to-ten scale that can capture their physical experience.

    Increasingly, pain scientists recognise a simple number cannot capture the complex, highly individual and multifaceted experience that is pain.

    Who we are affects our pain

    In reality, pain ratings are influenced by how much pain interferes with a person’s daily activities, how upsetting they find it, their mood, fatigue and how it compares to their usual pain.

    Other factors also play a role, including a patient’s age, sex, cultural and language background, literacy and numeracy skills and neurodivergence.

    For example, if a clinician and patient speak different languages, there may be extra challenges communicating about pain and care.

    Some neurodivergent people may interpret language more literally or process sensory information differently to others. Interpreting what people communicate about pain requires a more individualised approach.

    Impossible ratings

    Still, we work with the tools available. There is evidence people do use the zero-to-ten pain scale to try and communicate much more than only pain’s “intensity”.

    So when a patient says “it’s eleven out of ten”, this “impossible” rating is likely communicating more than severity.

    They may be wondering, “Does she believe me? What number will get me help?” A lot of information is crammed into that single number. This patient is most likely saying, “This is serious – please help me.”

    In everyday life, we use a range of other communication strategies. We might grimace, groan, move less or differently, use richly descriptive words or metaphors.

    Collecting and evaluating this kind of complex and subjective information about pain may not always be feasible, as it is hard to standardise.

    As a result, many pain scientists continue to rely heavily on rating scales because they are simple, efficient and have been shown to be reliable and valid in relatively controlled situations.

    But clinicians can also use this other, more subjective information to build a fuller picture of the person’s pain.

    How can we communicate better about pain?

    There are strategies to address language or cultural differences in how people express pain.

    Visual scales are one tool. For example, the “Faces Pain Scale-Revised” asks patients to choose a facial expression to communicate their pain. This can be particularly useful for children or people who aren’t comfortable with numeracy and literacy, either at all, or in the language used in the health-care setting.

    A vertical “visual analogue scale” asks the person to mark their pain on a vertical line, a bit like imagining “filling up” with pain.

    What can we do?

    Health professionals

    Take time to explain the pain scale consistently, remembering that the way you phrase the anchors matters.

    Listen for the story behind the number, because the same number means different things to different people.

    Use the rating as a launchpad for a more personalised conversation. Consider cultural and individual differences. Ask for descriptive words. Confirm your interpretation with the patient, to make sure you’re both on the same page.

    Patients

    To better describe pain, use the number scale, but add context.

    Try describing the quality of your pain (burning? throbbing? stabbing?) and compare it to previous experiences.

    Explain the impact the pain is having on you – both emotionally and how it affects your daily activities.

    Parents

    Ask the clinician to use a child-suitable pain scale. There are special tools developed for different ages such as the “Faces Pain Scale-Revised”.

    Paediatric health professionals are trained to use age-appropriate vocabulary, because children develop their understanding of numbers and pain differently as they grow.

    A starting point

    In reality, scales will never be perfect measures of pain. Let’s see them as conversation starters to help people communicate about a deeply personal experience.

    That’s what my daughter did — she found her own way to describe her pain: “It feels like when I fell off the monkey bars, but in my arm instead of my knee, and it doesn’t get better when I stay still.”

    From there, we moved towards effective pain treatment. Sometimes words work better than numbers.

  • MIL-OSI Security: 3rd MLG Conducts Instream Offload with USN, ROKMC During Freedom Banner 25

    The instream offload is part of the overarching Maritime Prepositioning Force strategy, which sees these supplies transported by ship and offloaded and distributed to III Marine Expeditionary Forces in-country prior to the Korean Marine Exchange Program. The instream variation of an MPF offload is designed to be conducted without routine logistical support systems.

    “This operation simulates an offload of equipment from a United States Naval Ship vessel directly to the shore and providing that equipment quickly to the (Marine Air-Ground Task Force) commander on the ground in locations where docking pierside for offload is untenable,” said 1st Lt. Rafael Almodovar Sanabria, assistant current operations officer with 3rd MLG. “This sealift capability allows equipment to flow in a non-permissive environment, where the ship anchors in a safe haven to provide that gear to shore in a rapid manner without use of a pier to dock at.”

    Off the coast of Dogu Beach outside ROKMC Base Pohang sat the USNS Dahl (T-AKR 312), one of four MPF ships as part of the USN’s Military Sealift Command, designed to sustain a MAGTF for up to 30 days. The USNS Dahl transferred the vehicles and equipment by crane onto an Improved Navy Lighterage System, a mobile platform used as the transportation asset between ship and shore. The INLS sails as close to the beach as possible before the equipment is taken off and staged for follow-on actions.

    However, the beach must be prepared beforehand, or as much as the conditions of operations can allow. ROK Marines with the ROKMC MLG laid expeditious roadway mats from the nearest road down to the edge of the surf, providing a cleared path for the equipment to exfiltrate the beach as quickly as possible.

    In addition to the instream offload refining the MLG’s ability to transport equipment in a contested environment, nearly 900 additional Marines and Sailors and additional vehicles and equipment was concurrently offloaded at Pohang Port via a High-Speed Transport vessel. The dual operations, both in support of upcoming III MEF bilateral training evolutions alongside the ROKMC forces, flexed the MLG’s ability to logistically support such a large force.

    “It’s been a significant exercise for us so far, conducting offload both pierside and instream of one of our MPF vessels, then transporting the equipment to multiple sites throughout the country,” said Brig. Gen. Kevin Collins, commanding general of 3rd MLG. “It’s important to demonstrate we can get our equipment to the peninsula, create a composite combat-credible force, and employ those forces and assets in a field training exercise.”

    The ability to conduct an instream offload is critical to logistical operations during a contingency or disaster relief event. Rather than being forced to rely on preexisting infrastructure to support the movement of warfighting or lifesaving equipment and supplies, the capability to execute sealift operations provides the ability to offload at virtually any feasible coastal location, rallying ashore, and moving inland where required. Coupled with the HST offload, MLG logisticians facilitated the doubling of III MEF forces and equipment in South Korea in a single day.

    “Most MEF level deployments require you to marshal hundreds of troops and cargo at some point, but never have I ever expected to marshal and stage almost 1,000 personnel plus cargo in a single rotation,” said Cpl. Matthew Mulherin, Jr., embarkation chief with G3, 3rd MLG. “We have reached a milestone with these offloads, raising the bar for future iterations of the exercise.”

    Freedom Banner is the validation and improvement of the MLG’s expeditious sealift capability and integrated logistics operations. This training strengthens the MLG’s ability to embark, offload and distribute gear and equipment across a contested environment in support of combat or humanitarian events alongside the command and support structure of the ROKMC MLG.

    “This is not just a relationship of warriors, but one of friends,” said Collins. “The ROK Marine Corps and U.S. Marine Corps are very close, but our MLGs are even closer.”

    The Guard units are here to train alongside partner nations, showcasing the crucial role of space in modern military operations and highlighting the DoD’s commitment to peace through strength.

    “The whole point of this is to show them what the Space Force can do for commanders,” said Lt. Gabrielle Zamojski, 216 EWS, space operator. “When we come out to exercises and show them different space systems, they can see what the electromagnetic warfare spectrum is and what the space link can look like.”

    The Guard units brought two systems to Cobra Gold: Honey Badger and Kraken. These systems passively observe and characterize signals in the space domain.
    “This is the first time my unit has supported this exercise and we’re slowly getting more Space Force integrated into it this and other exercises as well,” said Zamojski. “We’re a new branch, and we’re plugging into more exercises to highlight our strategic value to our allies and partners.”

    This training enhances interoperability with ally and partner nations and demonstrates the Space Force’s dedication to working as part of the Joint force.

    The countries involved in the space joint multinational component command for the exercise are the U.S., Singapore, Malaysia, Indonesia, Australia, South Korea, Thailand, and Japan.

    “I am learning a lot about the space environment out here and this exercise is a great learning opportunity for space operators to go out and integrate with different nations while working on different types of missions from what we normally do at our home units,” said Senior Airman Michael Caravalho, 150 EWS, space operator. “Once they see what we can do, I can explain in detail the type of work I am doing and how the systems work together to accomplish the overall mission.”

    Joint Exercise Cobra Gold demonstrates the U.S. commitment to the region by building interoperability, multilateral cooperative arrangements, advancing common interests, and a commitment to our allies and partners in ensuring a free and open Indo-Pacific region.

    The U.S. DoD’s participation in Cobra Gold showcases the critical role of Joint Force space professionals in supporting global security objectives, demonstrating the value of their unique skills and experience in the space domain.

    For 250 years, the U.S. Navy has forged enduring alliances that are essential to its maritime warfighting capabilities. These partnerships have allowed us to project power, protect sea lanes, and safeguard global security.

    Additionally, the visit provides the opportunity for strike group Sailors and civilians to rest and recharge while being able to experience the city of Busan. During the port visit, Vinson is scheduled to host ship tours for several U.S. and ROK leaders, conduct multiple key leader engagements ashore, and participate in community relations and sporting events.

    “We are excited to pay another visit to the Republic of Korea, and we are grateful to the people of Busan for such a warm welcome,” said Capt. Matthew Thomas, commanding officer of Vinson. “Our Sailors look forward to participating in professional engagements and community service projects while meeting and engaging with the local community of South Korea.”

    Prior to their Busan port call, CSG-1 participated in Pacific Steller 2025, a multi-large deck event in the Philippine Sea. The exercise provided the strike group the opportunity to work and train alongside allies and partners to include the French Carrier Strike Group and Japan Maritime Self-Defense Force, fostering the alliance and maritime security in support of a secure and prosperous Indo-Pacific.

    CSG-1 consists of Vinson, embarked staffs of CSG-1 and Destroyer Squadron (DESRON) One, Carrier Air Wing (CVW) 2, the Ticonderoga-class guided-missile cruiser USS Princeton (CG 59), and Arleigh Burke-class guided-missile destroyers USS Sterett (DDG 104) and USS William P. Lawrence (DDG 110).

    CVW-2 is composed of nine squadrons flying the F-35C Lightning II, F/A-18E/F Super Hornets, EA-18G Growler, E-2D Advanced Hawkeye, CMV-22 Osprey and MH-60R/S Seahawks.

    The Carl Vinson Carrier Strike Group is operating in the U.S. 7th Fleet area of operations. U.S. 7th Fleet is the U.S. Navy’s largest forward-deployed numbered fleet, and routinely interacts and operates with allies and partners in preserving a free and open Indo-Pacific region.

  • MIL-Evening Report: Creative Australia’s decisions should be peer reviewed and at arm’s length. Where did things go wrong?

    For the past three weeks the arts have been dominated by a recent decision made by the board of Creative Australia. On February 7 it was announced Khaled Sabsabi and Michael Dagostino had been chosen as the artistic team to represent Australia at the Venice Biennale in 2026.

    One week later, the board announced Sabsabi and Dagostino would no longer be representing the country because their selection would cause “a prolonged and divisive debate”.

    This about-turn represents a low point in the relationship between artists and their funding body, Creative Australia.

    Creative Australia (known as the Australia Council until 2023) has historically endured many attacks from the public, the media and political parties. This past weekend, for example, The Weekend Australian published three different stories critiquing Creative Australia and its arts funding processes.

    While the amount of money Creative Australia receives is minuscule in relation to overall government spending (in 2023–24 it received A$258 million), the arts themselves enjoy a profile much greater than their monetary value.

    So how does Creative Australia operate? And what does this decision on Sabsabi mean for its relationship with artists?

    What is the peer review system?

    Funding decisions at Creative Australia are based on two key principles: peer review, and arm’s length funding.

    Peer review means decisions on who is funded are made by artists and arts workers with a deep understanding of the artform at hand.

    Arm’s length funding means that, while the government funds Creative Australia, artists are supported free from direct political intervention.

    The Australia Council, established in 1975, was originally structured around several artform boards, made up of peers from each of the artform sectors. These peers were given the task of overseeing their artforms and making funding decisions. Peers were selected by the government, usually after nomination by the Australia Council, and served terms of between two to five years.

    Membership of an artform board was seen as an honour as well as a duty by those selected: a way of influencing funding decisions, but also a way of giving back to the sector.

    As a result of an internal review in 2012, the process of peer decision making changed dramatically. The Australia Council in 2013 removed the artform boards (with a couple of exceptions) and introduced an ad hoc peer system where individuals were asked to self-nominate if they wanted to be part of the selection process. Staff then chose individuals, from a large pool of peers, to sit on a panel for each funding round.

    As a result of the 2013 reforms the relationship with the minister for the arts was also changed. Up till then, the minister only had the power to appoint the members of the Australia Council board and the members of the various artform boards. In 2013 the act was changed so the minister could also give policy direction to the Australia Council.

    In 2019, another category of selector was introduced. Industry advisors advise on multi-year funded applications, with the final decision made by Creative Australia staff.

    The changing make-up of decision makers

    The membership of the Australia Council’s governing board was historically more politicised, but its members were also often leading figures in the field.

    The chair position was usually a leading figure from the arts and cultural field, including writers Donald Horne, Rodney Hall and Hilary McPhee, and music specialist Margaret Seares.

    In the 2000s this changed under the Howard government, with the re-framing of the arts as businesses. This led to the appointment of business-people onto the board, particularly as chairs. Chairs this century have included business leaders David Gonski, James Strong, Rupert Myer and now Robert Morgan.

    This meant priorities other than artform quality were introduced into the overall decision making.

    The Venice Biennale process

    Australia has been participating in the Venice Biennale since 1954.

    Until 2019 there was a commissioner responsible for the selection of the Australian artist. The role was occupied by notable individuals in the arts world, such as philanthropist and art collector Simon Mordant. Artists would be individually invited by the commissioner to be the Venice representative.

    In 2019 the Australia Council took over the role, and the process changed to an application system where artists were assessed by a panel of experts, before the final representatives (such as Sabsabi and Dagostino for 2026) were selected from a shortlist of six.

    While all of the details of what happened in the lead up to rescinding Sabsabi’s invitation are unknown, some facts have been laid out: The Australian published an article criticising his selection; Coalition arts spokesperson Claire Chandler asked about his selection in Question Time; and Arts Minister Tony Burke phoned Creative Australia CEO Adrian Collette.

    That night, Collette and the board decided Sabsabi’s invitation would be rescinded.

    Who gets a say in the arts?

    It seems now the funding model that Australia has created for the arts may no longer be serving the artists. The board’s decision following Burke’s phone call to Collette calls into question the principles of peer review and arm’s length funding.

    The structure and decision-making processes of Creative Australia should now be reviewed as a matter of urgency. The peer system works remarkably well if structured appropriately. At present it would seem it is not.

    Artists deserve a body that defends their rights, so they are not sacrificed for political needs.

    Covering period of Thursday 6th – Monday 10th March – Autumn is in full swing, and it is starting to feel like it. MetService is forecasting a chilly night for the North Island tonight (Thursday), followed by a weekend that brings a mix of sunshine and cloudier periods, with a lingering crispness in the air. While showers are expected late Friday into Saturday across many parts of the country, there will still be plenty of opportunities to take advantage of clearer weather.

    Parts of the South Island woke up to their coldest temperatures of the year so far this morning, with inland Canterbury dipping below zero and the Canterbury Plains and Christchurch recording lows around 3°C . The cooling trend continues overnight into Friday morning for the North Island, where single-digit temperatures are expected, and even frosts possible for parts of Waikato and the Central Plateau.

    MetService meteorologist Mmathapelo Makgabutlane says, “Friday morning is shaping up to be one of the chilliest starts the North Island has seen in a while, so an extra layer may come in handy!”

    Despite the cool mornings, Friday and the weekend will feature periods of sunshine, with temperatures in Auckland rebounding to the mid-20s after a chilly spell. However, a southwesterly to southeasterly wind will keep a slight nip in the air for many across Aotearoa New Zealand.

    Showers are also in the mix for parts of the South Island on Friday and Saturday, with the North Island seeing some wet weather on Saturday, particularly in the lower and eastern regions. Hawke’s Bay and Tairāwhiti/Gisborne could even see a few thunderstorms on Saturday. By Sunday and Monday, settled weather returns to most of the South Island under a ridge of high pressure, while the eastern and lower North Island continues to see a few showers. Elsewhere in the North Island, conditions are expected to remain dry.

    “It will be a mixed bag at times, so it’s worth making the most of the clear spells when they come,” Makgabutlane advises.

    Meanwhile, many of us will be thinking about our friends and whānau across the ditch as Tropical Cyclone Alfred continues its westward track, bringing severe weather to Brisbane and the Queensland coast. MetService is closely monitoring the system, but at this stage, it is not expected to have a direct impact on Aotearoa New Zealand’s weather.   • MIL-Evening Report: Politics with Michelle Grattan: James Curran on Trump, Ukraine, shifting tectonic plates, and a bigger Australian defence bill

    The Trump presidency is turning much of the world order on its head. Tne United States president is arm-twisting Ukraine, playing nice with Russia, and using protection as an economic and political weapon.

    The Australian government is pessimistic about escaping American tariffs on aluminium and steel when a decision is announced next week. Meanwhile, the message from the US is clear: we need to boost defence spending.

    To discuss Trump Mark 2 on the world stage and what that means for Australia, we’re joined by James Curran, professor of modern history at the University of Sydney.

    Curran says,

    One gets the sense that we are looking at the kind of tectonic plates of world politics shifting before our very eyes.

    Trump is about might is right. He does have an expansionary view of American power in the western hemisphere if we are to judge him by his statements on the Panama Canal and Greenland. But I think more broadly, his interpretation of American power is to simply “get out of America’s way”.

    In terms of economic implications, [it’s] a confirmation that we are looking at the permanence of protectionism in the United States. This administration, along with the Biden administration and the first Trump administration, have been putting a wrecking ball through the multilateral trading system and the WTO. And that is certainly a not a good thing for free trade and for countries like Australia.

    Curran explains what America’s expectation that countries need to spend more on defence would mean for Australia,

    This has been the great concern, if you like, over a number of years – that Australia has got defence on the cheap, that it’s put so much of its national wealth into the middle class and welfare and infrastructure and developing the nation that it’s been able to rely on the American blanket of protection while it pursues its prosperity.

    So if [defence spending] is to rise to 3% [of GDP], then that’s going to mean, firstly, a concentration on what are the lower cost alternatives to defend this continent? And secondly, where will the trade offs come? What will be sacrificed from the national budget? And what political leader in this country will front the Australian people and squarely and honestly and earnestly have a conversation about these dramatic strategic circumstances and why greater sacrifice is required from Australians to enable a higher defence expenditure.

    Is the Trump world the new normal, or will this be over when Trump eventually leaves the White House?

    I’m a little bit sceptical about this idea that we grit our teeth and close our eyes and hope that the nightmare is over in four years time. There is a really big question mark over how America can snap back in terms of its institutional robustness. The pressure that the courts, the media and the Congress are under. Does this all just snap back in four years time? Do we really think that either a Republican or a Democrat successor to Trump will ride into Washington, down Pennsylvania Avenue in a glittering chariot of liberal internationalism? To say everyone shouldn’t worry because the liberal international order is back and it’s gleaming and it’s working.

    I really think this is up to America’s allies, both in Europe and in East Asia, to continue to protect as many of those rules and those institutions that have worked so well for so many of us, as much as they possibly can.

  • MIL-OSI Submissions: Global: Electric shock equipment widely abused by law enforcement agencies due to alarming lack of regulation – Amnesty International

    States and companies are manufacturing, promoting and selling electric shock equipment that is being used for torture and other ill-treatment, said Amnesty International, in a new report calling for a global, legally-binding treaty to regulate the unchecked production of and trade in law enforcement equipment.

    “I Still Can’t Sleep at Night” – The Global Abuse of Electric Shock Equipment, documents how law enforcement agencies are using inherently abusive direct contact electric shock weapons – including stun guns and electric shock batons– on the street, at borders, in migrant and refugee detention centres, mental health institutions, police stations, prisons, and other places of detention.

    These inherently abusive devices, which deliver painful shocks at the press of a button, have been used against protesters, students, political opponents, women and girls (including pregnant women), children and human rights defenders, among others. Survivors have suffered burns, numbness, miscarriage, urinary dysfunction, insomnia, exhaustion and profound psychological trauma.

    The report also looks at the escalating misuse of Projectile Electric Shock Weapons (PESWs), which can have a legitimate role in law enforcement, but are often misused. Cases include the unnecessary and discriminatory use against vulnerable groups resulting in serious injuries and in some cases even death.

    “Direct contact electric shock weapons can cause severe suffering, long-lasting physical disability and psychological distress. Prolonged use can even result in death,” said Patrick Wilcken, Amnesty International’s researcher on military, security and policing issues.

    “PESWs are being used against individuals who pose no risk of violence, simply for punishment or compliance with orders. They are also being used in direct contact ‘drive stun’ mode, which should be prohibited. Despite the clear human rights risks associated with their use, there are no global regulations controlling the production of and trade in electric shock equipment. Direct contact electric shock weapons need to be banned immediately and PESWs subject to strict human-rights-based trade controls.”

    The extensive report draws on research carried out by Amnesty International from 2014 to 2024 in over 40 countries across all regions across the world, where cases involving torture and other ill-treatment using electric shock equipment have been documented.

    Vulnerable groups targeted by electric shock weapons

    Testimonies gathered by Amnesty International are harrowing.

    During the 2022 “Woman Life Freedom” uprising in Iran, the military unit IRGC Basij battalion forced several boys to stand with their legs apart in a line alongside adult detainees and administered electric shocks to their genitals with stun guns.

    In another case, several schoolboys were abducted for writing the protest slogan “Woman Life Freedom” on a wall. One of the boys told Amnesty International: “They hit my face with the back of a gun, gave electric shocks to my back, and beat me with batons on the bottom of my feet and hands…”

    PESWs have often been used as de facto direct contact electric shock weapons when deployed in “drive stun” mode.

    Recounting a raid by border guards on the Medininkai detention centre in Lithuania on 2 March 2022, one detainee from Sub-Saharan Africa said: “I was lying on the ground and still they have used tasers on me three times, and at the same time they beat me with the batons.” Another described being threatened by police officers who placed a “taser” on her forehead, telling her “‘Shut up or I will shoot you!’”

    “Even when used as a stand-off weapon, PESWs have been linked to serious injuries and deaths,” said Patrick Wilcken. “These include dart lacerations and penetration of the skull, eye, internal organs, throat, fingers and testis; electrical discharge induced burns, seizures and arrythmias; and a variety of injuries and deaths from falls.”

    Amnesty’s report reveals patterns of PESWs’ discriminatory deployment against racialized and marginalized groups, such as young Black men. In April 2024, police in Atlanta, Georgia, USA, were filmed using a TASER directly on the leg of a Black protester at a Palestine solidarity demonstration while he was pinned to the ground by three police officers and handcuffed.

    “Given the high risks of primary and secondary injuries, the use of PESWs must be set at a high threshold. These weapons should only be used only in situations involving a threat to life or risk of serious injury which cannot be contained by less extreme options,”said Patrick Wilcken.

    The urgent need for prohibitions and trade regulation

    At least 197 companies from all regions manufactured or promoted direct contact electric shock equipment for law enforcement between January 2018 and June 2023 – with most companies based in countries such as China, India and the USA.

    According to US-based Axon Enterprise, Inc., their TASER brand models are currently used by over 18,000 law enforcement agencies in more than 80 countries.

    “There is an urgent need for a legally-binding treaty which would prohibit inherently abusive electric shock equipment and strictly control the trade in PESWs,” said Patrick Wilcken.

    “Companies should implement robust human rights due diligence and mitigation measures to ensure their products and services are not being systematically misused for torture or other ill-treatment. This includes ceasing production of direct contact electric shock devices and removing the ‘drive stun’ function from PESWs.”

    Amnesty International, along with a global civil society network of over 80 organizations worldwide, is campaigning for the negotiation of a Torture-Free Trade Treaty that would introduce global prohibitions and controls on a wide range of law enforcement equipment, including electric shock weapons and equipment.

    Background

    In September 2017, the EU, Argentina and Mongolia launched the Alliance for Torture-Free Trade at the margins of the UN General Assembly (UNGA) in New York. The Alliance currently comprises 62 states from all regions of the world pledging to “act together to further prevent, restrict and end trade” in goods used notably for torture or other ill-treatment. In October 2023, the UN Special Rapporteur on Torture presented a thematic report on the torture trade at the UNGA which argued for a legally binding instrument to regulate the production of and trade in law enforcement equipment and included lists of goods considered prohibited and controlled.

    This is one of a series of in-depth research reports showing the devastating human rights impact of law enforcement equipment; previous reports include work on tear gas, batons, rubber bullets, and the trade in less lethal weapons used to repress protesters.

    Road users on State Highway 49 (SH49), northwest of Waiouru, should prepare for delays over 2 weekends this month, while KiwiRail undertakes urgent maintenance on the Tangiwai Rail Crossing.

    To enable KiwiRail to undertake this work safely, SH49 will be down to 1 lane under stop/go traffic management at the Tangiwai Crossing this weekend, Saturday 8 and Sunday 9 March, and again on Saturday 15 and Sunday 16 March (weather dependent). 

    NZ Transport Agency Waka Kotahi (NZTA) appreciates there is increased traffic using SH49 currently as it is the main detour while State Highway 1 (SH1) is closed between Rangipō and Waiouru, as part of the Tīrau to Waiouru Accelerated Maintenance programme. 

    SH1 between Rangipō and Waiouru (including the Desert Road) is on track to reopen mid-March (weather dependent).

    NZ Transport Agency Waka Kotahi (NZTA) advises contractors will undertake urgent repairs near Te Hana River Bridge on State Highway 1 overnight tonight (Thursday 6 March).

    Due to the narrow road environment, a lane closure with stop/go traffic management is required to ensure our crew has the required space to work safely.

    Site set-up will get underway from 6pm, with construction starting at 7pm.

    Motorists are advised to plan their journeys accordingly and expect some delays.

    NZTA appreciates people’s patience and cooperation as we work to maintain the safety and integrity of the bridge.

  • MIL-OSI USA: Multistate coalition secures nationwide preliminary injunction against Trump’s defunding of medical and public health innovation research

    SEATTLE – Washington State Attorney General Nick Brown and a coalition of 21 other attorneys general have secured a nationwide preliminary injunction in Massachusetts v. NIH. The order prevents the Trump administration, the Department of Health and Human Services (DHHS), and the National Institutes of Health (NIH) from cutting billions of dollars in funds that support cutting-edge medical and public health research at universities and institutions across the country regardless of whether their states have joined the lawsuit. 
     
    “This is a major win for research institutions across Washington state and the country,” said Brown. “NIH provides lifesaving medical, agricultural, and public health research the people of Washington depend on. President Trump attempted the same thing during his first term and the administration must know blocking NIH funding like this is illegal.”
     
    The preliminary injunction protects critical funds that facilitate biomedical research, like lab, faculty, infrastructure, and utility costs. Without them, the lifesaving and life-changing medical research in which the United States has long been a leader could be compromised.  
     
    Most NIH-funded research occurs outside of federal government institutions, including at public and private universities and colleges in Washington state. The money goes to fund critical and time-sensitive research into life-saving medicine such as cures for cancer, as well as numerous treatments and therapies for a wide array of medical, physiological, and public health issues. The money funds animal laboratories that are instrumental for research into human and animal health alike. It funds clinical trials for treatments of Alzheimer’s, diabetes, pediatric cancer, kidney cancer, and many other life-threatening diseases. It also goes into the facilities that are critical for monitoring and detecting emerging health threats, such as avian influenza, that present imminent danger to Washington’s agricultural and public health.
     
    On February 10, less than six hours after the coalition filed their lawsuit against the administration, a judge in the U.S. District Court for Massachusetts issued a temporary restraining order against NIH, barring its attempts to cut the critical research funding. Today’s order takes the place of the temporary restraining order and prevents the Trump administration from cutting this important category of funding as the case proceeds. It will remain in effect until a final ruling is made. 
     
    This lawsuit is being co-led by the attorneys general of Massachusetts, Illinois, and Michigan. Joining this coalition are the attorneys general of Arizona, California, Connecticut, Colorado, Delaware, Hawaii, Maine, Maryland, Minnesota, Nevada, New Jersey, New Mexico, New York, North Carolina, Oregon, Rhode Island, Vermont, Washington and Wisconsin.

  • MIL-OSI USA: Cortez Masto’s Bills Supporting Tribal Communities Pass Senate Indian Affairs Committee with Bipartisan Support

    Washington, D.C. – Today, three of Senator Cortez Masto’s (D-Nev.) bills supporting Tribal communities passed the Senate Committee on Indian Affairs with bipartisan support. The Bridging Agency Data Gaps & Ensuring Safety (BADGES) for Native Communities Act, the Indian Health Service (IHS) Workforce Parity Act, and the Shoshone-Paiute Tribes of the Duck Valley Reservation Water Rights Settlement Act now all head to the Senate floor. Last Congress, each of these bills passed the Senate unanimously, but did not receive votes in the House of Representatives.
    “Whether it is by advancing public safety, expanding health care access, or ensuring the federal government pays the debts it owes, I will always fight to support Tribal communities,” said Senator Cortez Masto. “I am glad these commonsense bills were voted out of committee with bipartisan support, and I urge my colleagues in both the House and the Senate to swiftly pass them into law.”
    The BADGES for Native Communities Act would support the recruitment and retention of Bureau of Indian Affairs (BIA) law enforcement officers, bolster federal missing persons resources, and give Tribes and states tools to combat violence.
    The IHS Workforce Parity Act would improve health care in Tribal communities by allowing providers working part-time to access IHS scholarship and loan repayment programs.
    The Shoshone-Paiute Tribes of the Duck Valley Reservation Water Rights Settlement Act would allow the Tribes to collect over $5 million in interest they are owed for their 2009 water rights settlement, which left out commonplace interest payments.
    Senator Cortez Masto has long been a champion for Tribal communities. She repeatedly called on the Biden administration to do more to address the epidemic of violence against Native women and girls, including securing federal funding to protect Native communities, urging the administration to draft a plan to address this issue, and requesting the Government Accountability Office (GAO) investigate the federal response to this crisis.

    Minister for Mental Health Matt Doocey has announced details for a $3.5 million annual funding boost to increase access and expand specialist infants, children and adolescents mental health services (ICAMHS) in Tairāwhiti, Counties Manukau, and Waitematā.  

    “Through data we know these three regions have lower investment in Infant, Child and Adolescent Mental Health Services compared to other regions, this funding will help address that disparity,” Mr Doocey says.

    “One of the biggest barriers to timely mental health support in New Zealand is workforce and this additional funding will enable the expansion of ICAMHS teams and services to some of their most vulnerable members of their communities.

    The three regions all have individual plans for the additional funding: 
    •    Counties Manukau will receive the largest uplift of more than $2 million a year and will establish a dedicated clinical team for children up to intermediate schooling age who have moderate to severe mental health needs. 
    •    Waitematā plans to use the additional funding on specialist clinical roles to meet the needs of children with neurodevelopmental issues. 
    •    Tairāwhiti is still developing their approach, it expects to expand Hospital and Specialist Services to support the mental health needs of young people in their region.

    “This is an example of the Government’s commitment to improving access and support for New Zealanders across the mental health continuum,” Mr Doocey says.

    “This funding will also help enable these regions to deliver on the Government’s mental health and addiction targets and better support their mental health and addiction workforces.”

    The latest interim Financial Statements of the Government show results were more positive than expected at the Half Year Economic and Fiscal Update for most indicators, Finance Minister Nicola Willis says.
    Treasury published the Financial Statements of the Government of New Zealand for the Seven Months ended 31 January 2025 today.
    “The results show the OBEGALx deficit was $1.4 billion smaller than forecast.
    “Core Crown tax revenue was $600 million higher than forecast, while core Crown expenses were lower than forecast by $600 million – the latter mainly due to timing.
    “Net core Crown debt was $66 million lower than forecast – so is tracking as expected.
    “Core Crown expenses rose by 2 per cent in the seven months to January 2025 compared to the same period a year earlier. In the same period to January 2024, they rose by 9.7 per cent.
    “The fiscal fix-up job is underway, but it won’t happen overnight. Rectifying the state of the books underpins the Government’s push to get the country back on track. 
    “Healthier books will help support economic growth, which will mean more and better paid jobs, and money to support the public services New Zealanders expect.”

    Services on CityLink Whangārei’s Otangarei Route Four will temporarily bypass Matai St from today until further notice while police investigate a series of rock throwing incidents that have damaged buses and put drivers and passengers at risk.
    The 16-bus CityLink network is operated by Ritchies Transport Whangarei under contract to the Northland Regional Council.
    The council’s Transport Manager Chris Powell says the council and Ritchies were already dealing with a spate of recent rock throwing on Matai St that had seen bus windows smashed in separate incidents on both Saturday and Monday.
    “We take these incidents very seriously as in both cases there were passengers on board and either incident had the potential to injure either those passengers or our drivers, although fortunately that did not occur.”
    Both the drivers involved and their passengers had been shaken by the incidents.
    Mr Powell says there have unfortunately been several more incidents of Matai St rock throwing since Monday and things had come to a head today when yet more rocks were thrown.
    After discussions between Ritchies and the council, the decision had been made to temporarily stop travelling along Matai St on safety grounds while police investigate.
    Instead the Route Four bus would do a loop around nearby William Jones Dr.
    The council estimated several regular passengers a day would be directly impacted by the decision, but all involved felt they had no choice but to avoid Matai St until the matter was resolved.
    “We take health and safety considerations very seriously.” “We’ve got a responsibility to both our drivers and passengers to ensure that we’re operating in a safe environment hence today’s decision.”
    Mr Powell says the council and Ritchies hoped to meet with Otangarei community leaders to discuss the situation and what might be able to be done to prevent the issue going forwards.
    Things had been quiet in the area since a previous spate of rock throwing in the suburb 10 years ago. In that case the council and Ritchies had worked together to stress the importance of the buses to the community and that the incidents of rock throwing were putting the service at risk locally.
