         Police today (February 11) appealed to the public for information on a woman who went missing in Tin Sum.     Lau Suet-ying, aged 31, went missing after she got on a train towards Wu Kai Sha at MTR Hin Keng Station yesterday (February 10) morning. Her family then made a report to Police.          She is about 1.65 metres tall, around 70 kilograms in weight and of fat build. She has a round face with yellow complexion and short black hair. She was last seen wearing a dark grey jacket, a grey shirt, blue trousers, dark blue shoes and carrying a beige backpack.     Anyone who knows the whereabouts of the missing woman or may have seen her is urged to contact the Regional Missing Persons Unit of New Territories South on 3661 1173 or 5217 5562 or email to rmpu-nts-2@police.gov.hk, or contact any police station.

    The following is issued on behalf of the Legislative Council Secretariat:      The Legislative Council (LegCo) will hold a meeting tomorrow (February 12) at 11am in the Chamber of the LegCo Complex. During the meeting, City University of Hong Kong (Amendment) Bill 2025 will be introduced into the Council for the First Reading and the Second Reading. The Second Reading debate on the Bill will be adjourned.      On Members’ motions, Mr Edmund Wong will move a motion on comprehensively reviewing the SAR Government’s use of resources to optimise its fiscal structure. The motion is set out in Appendix 1. Mr Tang Ka-piu will move an amendment to Mr Wong’s motion.      Dr Junius Ho will also move a motion on upholding the monogamous and heterosexual marriage system in Hong Kong. The motion is set out in Appendix 2.      Meanwhile, Dr Starry Lee will move a motion under Rule 49E(2) of the Rules of Procedure to take note of a report of the House Committee on consideration of subsidiary legislation and other instruments. The motion is set out in Appendix 3.      Members will also ask the Government 22 questions on various policy areas, six of which require oral replies.      The agenda of the above meeting can be obtained via the LegCo Website (www.legco.gov.hk). Members of the public can watch or listen to the meeting via the “Webcast” system on the LegCo Website.     Apia, Samoa – The Samoa Chamber of Commerce & Industry (SCCI) held its first monthly Members Meeting for the 2025 calendar year on Monday 3rd February 2025. This meeting, hosted by Vodafone Samoa at the Tanoa Tusitala Hotel, shared Vodafone Samoa’s significant journey during the Commonwealth Heads of Government Meeting in 2024 and shared business products and solutions.

    The evening began with an opening prayer from SCCI Finance Manager Faraimo Leaia, followed by a policy presentation from the Ministry of Commerce, Industry and Labour consultant Leilani Vaa-Tamati on the Foreign Investment Amendment Bill 2025. This opportunity for dialogue strengthens

    SCCI’s Public-Private Partnership with the Government of Samoa and ensures future inclusion to provide feedback on relevant legislation.

    The meeting’s main event was a special presentation from Vodafone Samoa’s Chief Commercial Officer Mr. Tangavel Lutchmoodoo on Vodafone’s Business Solutions and new ICT services. As the Telecom and Digital Partner for CHOGM, Mr. Lutchmoodoo shared their CHOGM story where they played an important role in designing and developing the official website and registration portal as well as officially launching 5G during this period.     His Excellency Mr Guillaume Lemoine presented his Letter of Credence to the Head of State of Samoa, Afioga Tuimalealiifano Vaaletoa Sualauvi II at a presentation of credential ceremony held this morning at the Head of State’s official residence in Vailele accrediting His Excellency as the first resident Ambassador Extraordinary and Plenipotentiary of France to Samoa.

    Samoa and France have enjoyed cordial relations since the establishment of diplomatic relations on 1 March 1974. The Ambassador expressed that with over 50 years of diplomatic relations, the establishment of a permanent French Embassy in Apia is a historical step forward, which will contribute to strengthening the ties with Samoa and the French territories of French Polynesia, New Caledonia and Wallis & Futuna. The Head of State echoed the Ambassador’s sentiments and stated that the decision to set up an Embassy in Samoa “…places prominence on the recognition of our growing relations and the mutual respect we have for each other.”

    Both the Head of State and the Ambassador acknowledged the contributions of Ms Zita Martel as the French Honorary Consul in Samoa for the last 25 years in strengthening bilateral relations through the promotion of culture and friendship. Afioga Tuimalealiifano expressed that he is confident that the appointment of H.E Guillaume Lemoine as the first Ambassador of France to Samoa with residence in Apia, will further strengthen the existing relations between our two countries.

    His Excellency Mr Guillaume Lemoine holds a Master’s degree in Computer Science Management, a Post-graduate degree in Computerization of Organizations and is a former student of the Paris Institute of Political Studies. Mr Lemoine is a career diplomat who served in various diplomatic missions of France in Athens, Beirut, Kuwait and Lomé. Mr Lemoine was the Ambassador of France to Papua New Guinea prior to his appointment as the first resident Ambassador of France to Samoa. He was awarded distinctions in Medal of Honour of Foreign Affairs and as Knight of the National Order of Merit. Mr Guillaume Lemoine is married to Ms Olivia de Saint-Luc and they have three daughters.

    Raksha Rajya Mantri Shri Sanjay Seth held a series of bilateral meetings on the sidelines of 15thAero India in Bengaluru on February 10, 2025. In his meeting with Under Secretary of State for Defence, Italy Mr Matteo Perego Di Cremnago, both Ministers reviewed the various facets of bilateral defence cooperation including discussion about India’s growing capabilities in manufacturing equipment and development of indigenous systems. They reaffirmed their commitment to strengthen the ties in all spheres.

    During the meeting with Minister for the House of Lords, UK Lord Vernon Coaker, both Ministers reviewed the bilateral defence cooperation and pledged to strengthen the relations. They also reiterated their commitment to work bilaterally and with other partners for peace, prosperity and rules-based world order, specifically in the Indo-Pacific & Indian Ocean Region wherein cooperation would ensure freedom of navigation and rule of law in the maritime & other domains.

  • MIL-OSI Asia-Pac: LD to hold Youth Employment Expo

         The Labour Department (LD) will hold the Youth Employment Expo at the Hong Kong Convention and Exhibition Centre in Wan Chai on February 15 (Saturday). The Expo is an event jointly organised by the Greater Bay Area (GBA) Youth Employment Scheme, the Youth Employment and Training Programme (YETP) and the Youth Employment Start (Y.E.S.) of the LD, providing abundant opportunities to work locally and in GBA Mainland cities for young people aged 29 or below, as well as introducing the diverse youth employment services of the LD.
          
         The Chief Executive in the 2024 Policy Address announced measures to strengthen employment services and support for young people, including, starting from 2025, relaxing the eligibility requirements for the GBA Youth Employment Scheme to allow young people aged 29 or below with sub-degree or higher qualifications to join the Scheme and increasing the allowance granted to enterprises. Moreover, the upper age limit for YETP participants has been raised to provide employment support services to young people aged 15 to 29 with sub-degree or below qualifications.
          
         A total of 47 organisations from various industries, including airline services, hotels, banking, public services, retail, transport, construction, catering, tourism, security and technology, will join the Expo, providing over 1 200 on-the-job training vacancies for young people to work locally and in GBA Mainland cities. Eligible young job seekers are welcome to submit applications on the spot and may be invited for on-site interviews.
          
         The Expo also features career talks, sharing sessions, course introduction and demonstration of the programmes, employment consultation, interview preparation consultation, resume photo shooting, etc. Singers Ms Gin Lee and Mr Andy Lai will join the Expo and share their stories of pursuing their own career developments. The talk and sharing sessions will be conducted in Cantonese. Limited seats are available on a first-come, first-served basis. In addition, the Youth Entrepreneurship Bazaar will also be run by business members of Y.E.S. at the Expo, selling a diverse range of handcrafted and innovative products. Members of the public are welcome to visit.
          
         The Expo will be held from 11am to 6pm at 3G Exhibition Hall of the Hong Kong Convention and Exhibition Centre in Wan Chai. Admission is free. Last admission time is 5.30pm. For details of the Expo, please visit the LD’s website www.labour.gov.hk.

    The number of patients living with obesity keeps growing, and following the recent advances in the therapeutic space, more patients are being prescribed pharmacotherapy on top of the usual diet and exercise lifestyle changes, which by themselves are often unsuccessful. With physicians and patients awareness expected to increase, sales of obesity medications are forecast to reach $173.5 billion in the seven major markets (7MM*) by 2031, according to GlobalData, a leading data and analytics company.

    GlobalData’s latest report “Obesity: Seven-Market Drug Forecast and Market Analysis- Update” reveals that the revolution in obesity treatment is not over yet, and many changes are still needed to fulfill the unmet needs in the obesity space.

    Costanza Alciati, Pharma Analyst at GlobalData, comments: “The therapies available for obesity treatment are still limited, and many patients cannot access them due to their high cost. The most effective weight loss drugs on the market are currently Eli Lilly’s Mounjaro/Zepbound (tirzepatide) and Novo Nordisk’s Wegovy (semaglutide), which are expected to continue generating high sales for their respective manufacturers.”

    According to GlobalData, more than 200 million people currently live with obesity in 7MM, and the numbers will be growing at an annual growth rate (AGR) of 0.7% until 2031.

    Alciati continues: “Although Eli Lilly and Novo Nordisk are expected to maintain their role in the space, there is a big opportunity for new entrants. Pipeline therapies in development include drugs with new mechanisms of action, longer action resulting in a reduced number of treatment days, and oral candidates as potent as currently available injectables.”

    Alciati concludes: “Many promising new drugs are expected to reach the market in the next few years. This will not only continue revolutionizing the obesity space, but also the whole cardiometabolic diseases sector.”

  • MIL-Evening Report: Trump’s ‘Riviera’ plan for Gaza heralds an age of naked fascism

    I watched US President Donald Trump’s joint press conference with Israeli Prime Minister Benjamin Netanyahu last week in utter disbelief. Not that the idea, or indeed the practice, of ethnic cleansing of Palestine is new.

    But at that press conference the mask has fallen. Recently, fascism has been on the march everywhere, but that press conference seemed to herald an age of naked fascism.

    So the Palestinians have just been “unlucky” for decades.

    “Their lives have been made hell.” Thank God for grammar’s indirect speech. Their lives have been made hell. We do not know who made their lives hell. Nothing to see here.

    Trump says of Gaza: “We’ll own it and be responsible for dismantling all of the dangerous unexploded bombs and other weapons on the site, level the site, and get rid of the destroyed buildings — level it out and create an economic development that will supply unlimited numbers of jobs and housing for the people of the area . . . ”

    I wonder who are those lucky “people of the area” he has in mind, once those “unlucky” Palestinians have been “transferred” out of their homeland.

    Trump speaks of transforming Gaza into a magnificent “Riviera of the Middle East”. Obviously, the starved amputees of Gaza do not fit his image of the classy people he wants to see in the Riviera he wants to build, on stolen Palestinian land.

    No ethnic cleansing questions
    After the press conference, I did not hear a single question about ethnic cleansing, genocide, occupation or international law.

    Under the new fascist leaders, just like under the old ones, those words have become old-fashioned and are to be expunged from the lexicon.

    The difference has never been more striking between the meek who officially hold the title “journalist” and the brave who actually work to hold the powerful to account.

    Now, more than ever, independent journalists are a threatened species. We should treasure them, support them and protest every attempt to silence them.

    Gaza is now the prototype. We can forget international laws and international organisations. We have the bombs. You do as we wish or you will be obliterated.

    Who now dares say that the forced transfer of a population by an occupying power is a war crime under the Geneva Convention? But then again, Trump and Netanyahu are not really talking about “forced transfer”. They are talking about “voluntary transfer”.

    Once the remaining Israeli hostages have been freed, and water and food have been cut off again, those unlucky Palestinians will climb voluntarily onto the buses waiting to transport them to happiness and prosperity in Egypt and Jordan.

    Or to whatever other client state Trump manages to threaten or bribe.

    Can the International Criminal Court (ICC) command a shred of respect when Netanyahu is sharing the podium with Trump? Or indeed when Trump is at the podium?

    Dismantling the international order
    Recently, fascist leaders have been dismantling the international order by accusing its organisations and officials of being “antisemitic” or “working with terrorists”. Tomorrow they will defund and delegitimise these organisations without the need for an excuse.

    I listen to Trump speak of combatting antisemitism and deporting Hamas sympathisers and I hear, “We will combat anti-Israel views and we will deport those who protest Israel’s crimes.

    “And we will continue to conflate antisemitism and anti-Israel’s views in order to silence pro-Palestinian voices.”

    I watch Trump and Netanyahu, the former reading the thoughts of a real estate developer turned into a president’s speech and the latter grinning like a Cheshire cat — and I am gripped by fear. Not just for the Palestinians, but for all humanity.

    If we think fascism is only coming for people on a distant shore, we ought to think again.

    I watch Netanyahu repeating lies that investigative journalists have spent months debunking. Why would he care? The truth about his lies will not make it to mainstream media and the consciousness of the majority of people.

    Hamas suspends the release of Gaza captives, accusing Israel of violating the ceasefire by continuing to kill Palestinians and blocking humanitarian aid.

    Lies taking hold, enduring
    And the more he repeats those lies, the more they take hold and endure.

    I wonder how our political leaders will spin our allies’ new, illegal and immoral plans. For years, they have clung to the mantra of the two-state solution while Israel continued to make every effort to render this solution unfeasible.

    What will they say now? With what weasel words will they stay on the same page as our friends in the US and Israel?

    Netanyhu praises Trump for thinking outside the box. Here is an idea that Israel has spent billions on arms and propaganda to persuade people that it is dangerously outside the box.

    Instead of asking Egypt and Jordan to take the Palestinians, why not make Israel end the occupation and give Palestinians equal rights in their own homeland?

    MOFA response to South African government again pressuring Taiwan to relocate liaison office

    Since last October, the Ministry of Foreign Affairs (MOFA) has been in communication with South Africa through diplomatic channels. In accordance with the principles of parity and dignity, MOFA has engaged with the South African government, seeking to understand its views on future bilateral relations while still staunchly refusing to accept unilateral changes to the status quo. In late January, however, the South African government sent another letter to the Taipei Liaison Office in the Republic of South Africa (TLO) demanding that it leave the capital city of Pretoria before the end of March. The South African government also attempted to downgrade the status of the TLO and have it renamed a trade office.

    Federal Chairperson Ivan Meyer of the Democratic Alliance, South Africa’s second-largest political party, was recently sanctioned by the Chinese government for visiting Taiwan. That the South African government has yet again set a deadline for the TLO’s relocation out of Pretoria—despite ongoing negotiations with Taiwan—demonstrates that China is ramping up efforts to suppress Taiwan in South Africa. 

    Upon receiving a TLO report regarding the South African government’s repeated demand to relocate the office, Minister of Foreign Affairs Lin Chia-lung again promptly convened a task force to discuss contingency measures. He remained in constant contact with the relevant MOFA officials both at home and abroad during the Lunar New Year holiday. He also instructed Director General Anthony Chung-yi Ho of the Department of West Asian and African Affairs to summon Representative Zakhele Mnisi of the Liaison Office of South Africa in Taiwan to convey the government’s serious concerns.

    MOFA reiterates that the Taiwan government remains steadfast in its refusal to accept the South African government’s unilateral violation of their bilateral agreement and that it will continue communicating with South Africa on the principles of parity and dignity. In line with the Taiwan government’s objectives, MOFA will adopt contingency measures depending on the South African government’s responses. It will also apprise the Taiwanese people and media of future developments at the appropriate times.

    MOFA once again solemnly urges the government of South Africa, which will host this year’s Group of 20 summit, to abide by the legal framework for bilateral relations signed in 1997. And before a consensus is reached through negotiations with Taiwan, MOFA calls on South Africa not to use coercive measures against the TLO or take any other action that could interfere with the TLO’s operations or services that it provides for Taiwanese abroad.

  • MIL-OSI USA: NIH-funded clinical trial will evaluate new dengue therapeutic

    A clinical trial supported by the National Institutes of Health (NIH) is testing an experimental treatment designed to help people suffering the effects of dengue, a mosquito-borne viral disease. The study is supported by NIH’s National Institute of Allergy and Infectious Diseases (NIAID), and will involve exposing adult volunteers to a weakened strain of dengue virus that causes a mild form of the disease and administering an investigational therapeutic at various doses to assess its safety and ability to lessen symptoms.

    Dengue is transmitted via infected Aedes mosquitoes and sickens as many as 400 million people each year, primarily in tropical and subtropical parts of the world, according to the U.S. Centers for Disease Control and Prevention. In 2024, dengue cases surged to record levels in the Americas with local U.S. transmission reported in Arizona, California, Florida, Hawaii, and Texas. Dengue is endemic in Puerto Rico, which reported nearly 1,500 cases last year. Most people with dengue do not develop symptoms, but those who do commonly experience severe headache and body aches, nausea and vomiting, fever and rash. One in 20 people who get sick with dengue progress to severe illness, which may lead to shock, internal bleeding, and death. There is currently no Food and Drug Administration-approved treatment for dengue.

    “When caring for a patient who is critically ill with dengue, healthcare providers have few options other than providing supportive care,” said NIAID Director Jeanne Marrazzo, M.D., M.P.H. “We must find safe and effective therapeutics to provide much-needed relief to people suffering from dengue.”

    The new clinical trial will test the ability of AV-1, an investigational human monoclonal antibody therapeutic developed by AbViro (Bethesda, Maryland), to mitigate clinical symptoms when administered before and after dengue virus infection. The results of a previously completed NIAID-supported Phase 1 trial indicated that AV-1 is safe in humans, providing the basis for the new clinical trial to test its safety and efficacy.

    The Phase 2 clinical trial will enroll at least 84 healthy adult volunteers at two sites: the Johns Hopkins Bloomberg School of Public Health Center for Immunization Research in Baltimore, and the University of Vermont Vaccine Testing Center in Burlington. Following an initial screening and physical examination, volunteers will be randomly assigned to one of two groups. One group will receive AV-1 one day prior to being challenged with a mild strain of dengue virus, and the other will receive AV-1 four days after being challenged with the dengue virus. Each group will be further subdivided to receive 100 mg, 300 mg, or 900 mg of AV-1, delivered in a 60-minute intravenous infusion. For each of the three dosage levels, 12 participants will receive the investigational monoclonal antibody, and two will receive a placebo.

    Before or after AV-1 dosing, each volunteer will receive an injection of attenuated (weakened) dengue virus. In earlier studies using this challenge virus, most volunteers developed a rash, and some had other mild dengue symptoms, such as joint and muscle pain or headache. None of the volunteers developed dengue fever or severe dengue.

    Volunteers will participate in regular follow-up visits with study staff for at least 155 days to carefully monitor the effects of the investigational monoclonal antibody. Through physical exams, diary cards and blood samples, researchers will document how the volunteers’ immune systems respond to the dengue virus challenge, how quickly the virus vanishes from their bloodstream and any symptoms they may experience. The researchers will use this information to determine how AV-1 affects the volunteers’ ability to recover from dengue compared to placebo and to determine the dosages at which AV-1 may be effective.

    If AV-1 shows promising results in this clinical trial, researchers may pursue further clinical evaluations of its safety and efficacy against dengue virus. For more information about the study, visit ClinicalTrials.gov and search the identifier NCT05048875.

  • MIL-Evening Report: Albanese government looking to acquire Rex Airlines if buyer can’t be found

    The Albanese government will on Wednesday announce it is willing, as a last resort, to purchase the collapsed Rex Airlines, in its latest bid to prop up aviation services to regional and remote areas.

    As the administrators work on the second attempt to sell Rex, the  government will say that, in the first instance, it will work with shortlisted bidders on potential support to maximise the prospects of a sale. The initial attempt to sell Rex failed last year.

    What support will be offered  will be conditional on bidders committing to provide an “ongoing, reasonable level of service to regional and remote communities”. Assistance must also represent value for taxpayers’ money and there would have to be assurances from the potential buyer of good governance.

    While the government is not a bidder in the sale process now underway and hopes that will be successful, if there is no result, it will go down an alternative route.

    “In the event there is no sale, the Albanese government will undertake necessary work, in consultation with relevant state governments, on contingency options, including preparations necessary for potential Commonwealth acquisition.”

    The government is also providing an extension to the exemption from the “use it or lose it” test for REX regional flight slots at Sydney airport. This will ensure its access to those slots until October 24 next year.

    REX went into voluntary administration last year. An attempt (now abandoned) to compete on capital city routes had proved disastrous for it.

    The Federal government has provided it with extensive support to keep it in the air on regional routes while its future is being determined.

    This has included $80 million in a loan to the administrator to keep regional flights operating until June 30, as well as a buyout of $50 million debt from its biggest creditor, PAGAC Regulus Holdings Limited. The government is now Rex’s largest creditor.

    Prime Minister Albanese said: “We are working collaboratively with the administrators of REX to ensure that regional services continue beyond June 2025, including looking at what support the Commonwealth can provide.

    “Regional Australians can be assured that our government will continue to fight to ensure these regional airfare remain available.”

    Transport minister Catherine King said: “When markets fail or struggle to deliver for regional communities the government has a role to ensure people do not miss out on opportunities, education and critical connections.”

    When speaking about the future of the airline last month, opposition transport spokeswoman Bridget McKenzie declined to say whether the Coalition would support nationalisation of Rex.

    Until the 1990s the federal government owned Qantas and one of the two major domestic airlines.

    Member States also agreed to establish a Global Dialogue on AI Governance – within the United Nations – to ensure that all countries have a voice in shaping the future of AI.
     
    Through the Global Dialogue, we can align governance efforts around the world and reinforce their interoperability; uphold human rights in AI applications and prevent misuse.
     
    The UN provides an inclusive forum for cooperation, complementing existing mechanisms such as the OECD AI Principles, G7 and the Global Partnership on AI – as well as regional efforts by the African Union, European Union, ASEAN and the Council of Europe.
     
    And I am confident that discussions at this Summit will help enrich this Dialogue.
     
    The Compact also calls for building AI capacity in developing nations.

    We need concerted efforts to build sustainable digital infrastructure at an unprecedented scale;
     
    Foster talent and train workforces to develop, deploy and maintain AI systems;
     
    And ultimately, empower peoples and nations to become not just users, but active participants in the AI revolution.
     
    A global AI capacity-building network, as proposed by my High-Level Advisory Body on AI, is an economic necessity and a moral imperative.
     
    Today’s launch of Current AI, a public interest partnership, is an important contribution.
     
    I will soon present a report on innovative voluntary financing models and capacity-building initiatives to help all countries harness AI as a force for good.
     
    Finally, we know that AI can be a force for climate action and energy efficiency.

    Let me begin by thanking President Macron and Prime Minister Modi for convening this AI Action Summit.
     
    Ladies and gentlemen,
     
    Let’s get straight to the point. 
     
    Let’s look at the world around us beyond those who are in this room.
     
    This meeting poses a fundamental question about our relationship with Artificial Intelligence:  
     
    Are we ready for the future?
     
    The answer is easy.
     
    No. 
     
    We may not even be ready for the present.
     
    In what seems like the blink of an eye, AI has gone from the stuff of science fiction to a powerful force that is transforming our world.
     
    Reshaping the way we live, work, and interact.
     
    Fueling breakthroughs in education, healthcare, agriculture…
     
    But also testing our shared values and rights.
     
    The power of AI carries immense responsibilities.
     
    Today, that power sits in the hands of a few.
     
    While some companies and some countries are racing ahead with record investments, most developing nations find themselves left out in the cold.
     
    This growing concentration of AI capabilities risks deepening geopolitical divides.
     
    We must prevent a world of AI “haves” and “have-nots”.

    By pooling global expertise, this Scientific Panel will promote a common understanding of AI risks, benefits and capabilities, and opportunities and help bridge knowledge gaps.
     
    I urge everyone to support its creation without delay.
     
    Member States also agreed to establish a Global Dialogue on AI Governance – within the United Nations – to ensure that all countries have a voice in shaping the future of AI.
     
    Through the Global Dialogue, we can align governance efforts around the world and reinforce their interoperability; uphold human rights in AI applications and prevent misuse.
     
    The UN provides an inclusive forum for cooperation, complementing existing mechanisms such as the OECD AI Principles, G7 and the Global Partnership on AI – as well as regional efforts by the African Union, European Union, ASEAN and the Council of Europe.
     
    And I am confident that discussions at this Summit will help enrich this Dialogue.
     
    The Compact also calls for building AI capacity in developing nations.
     
    This is not only about technology diffusion.
     
    We need concerted efforts to build sustainable digital infrastructure at an unprecedented scale;
     
    Foster talent and train workforces to develop, deploy and maintain AI systems;
     
    And ultimately, empower peoples and nations to become not just users, but active participants in the AI revolution.
     
    A global AI capacity-building network, as proposed by my High-Level Advisory Body on AI, is an economic necessity and a moral imperative.

    I will soon present a report on innovative voluntary financing models and capacity-building initiatives to help all countries harness AI as a force for good.
     
    Finally, we know that AI can be a force for climate action and energy efficiency.
     
    But we also know AI power-intensive systems are already placing an unsustainable strain on our planet.

    Let me begin by thanking President Macron and Prime Minister Modi for convening this AI Action Summit.
     
    Ladies and gentlemen,
     
    Let’s get straight to the point. 
     
    Let’s look at the world around us beyond those who are in this room.
     
    This meeting poses a fundamental question about our relationship with Artificial Intelligence:  
     
    Are we ready for the future?
     
    The answer is easy.
     
    No. 
     
    We may not even be ready for the present.
     
    In what seems like the blink of an eye, AI has gone from the stuff of science fiction to a powerful force that is transforming our world.
     
    Reshaping the way we live, work, and interact.
     
    Fueling breakthroughs in education, healthcare, agriculture…
     
    But also testing our shared values and rights.
     
    The power of AI carries immense responsibilities.
     
    Today, that power sits in the hands of a few.
     
    While some companies and some countries are racing ahead with record investments, most developing nations find themselves left out in the cold.
     
    This growing concentration of AI capabilities risks deepening geopolitical divides.
     
    We must prevent a world of AI “haves” and “have-nots”.

    US President Donald Trump and Japanese Prime Minister Shigeru Ishiba held a summit in Washington, DC, on February 7. In the joint statement released after the meeting, the two leaders emphasized the importance of maintaining peace and stability across the Taiwan Strait as an indispensable element of security and prosperity for the international community. 

     

    Furthermore, President Trump and Prime Minister Ishiba encouraged the peaceful resolution of cross-strait issues, opposed any attempts to unilaterally change the status quo by force or coercion, and expressed support for Taiwan’s meaningful participation in international organizations. The leaders also underlined their strong opposition to China’s attempts to change the status quo by force or coercion in the East China Sea as well as its unlawful claims, militarization, and provocative activities in the South China Sea. 

     

    The Ministry of Foreign Affairs sincerely appreciates and affirms the fact that the leaders of the United States and Japan, meeting for the first time since they assumed their respective positions, used this historic occasion to jointly reiterate their staunch position on maintaining peace and stability across the Taiwan Strait and strongly oppose any unilateral attempts to change the status quo by force or coercion.

Two days after the meeting, the two sides issued a joint statement on advancing the comprehensive strategic cooperative partnership and building a China-Thailand community with a shared future for enhanced stability, prosperity, and sustainability through a forward-looking and people-centered vision. The text includes the erroneous claim that Taiwan is an inalienable part of China, as well as an expression of support by Thailand for China’s “one country, two systems” policy. 

    Given that the statement radically deviates from the facts, the Ministry of Foreign Affairs strongly protests and solemnly condemns the Chinese government for once again disseminating narratives aimed at downgrading the sovereignty of the Republic of China (Taiwan). In addition, MOFA deeply regrets the Thai government’s subservience to China’s suppression of Taiwan’s sovereign status.

    The British High Commission is calling for young Malaysian women to participate in its ‘High Commissioner for a Day’ competition where 2 Malaysians will have the unique opportunity to “head” a diplomatic mission, lead meetings, and get involved in a wide range of diplomatic engagements.

    Applicants must be Malaysian women residing in Malaysia, between the ages of 18 and 25.

  • MIL-Evening Report: Vanuatu parliament elects Jotham Napat as new prime minister

    Jotham Napat has been elected as the new prime minister of Vanuatu.

    Napat was elected unopposed in Port Vila today, receiving 50 votes with two void votes.

    He is the country’s fifth prime minister in four years and will lead a coalition government made up of five political parties — Leaders Party, Vanua’aku Party, Graon Mo Jastis Party, Reunification Movement for Change, and the Iauko Group.

    Napat is president of the Leaders Party, which secured the most seats in the House after the snap election last month.

    The former prime minister Charlot Salwai nominated Napat for the top job.

    The nomination was seconded by Ralph Regenvanu, president of the Graon Mo Jastis Pati, before the MP for Tanna and president of the Leaders Party accepted the nomination.

    The MP for Port Vila and leader of the Union of Moderate Parties, Ishmael Kalsakau, congratulated Napat on his nomination and said there would be no other nomination for prime minister.

    Who is Jotham Napat?
    Napat, 52, is an MP for Tanna Constituency and is the president of the Leaders Party which emerged from the January 16 snap election with nine seats making it the largest party in Parliament.

    He was born on Tanna in August 1972.

    He heads a five party coalition government with more micro parties likely to affiliate to his administration in the coming days and weeks.

    More than 30 MPs were seated on the government side of the House for today’s Parliament sitting.

    Napat was first elected to the house in 2016.

    He was re-elected in 2020 and again in the snap elections of 2022 and 2025.

    Before entering Parliament he chaired the National Disaster Committee in the aftermath of the devastating Cyclone Pam.

    New government facing many challenges
    The incoming government will have a long list of urgent priorities to attend to, including the 2025 Budget and the ongoing rebuild of the central business district in the capital Port Vila after a 7.3 magnitude earthquake in December.

    That quake claimed 14 lives, injured more than 200 people, and displaced thousands.

    One voter who spoke to RNZ Pacific during last month’s election said they wanted leaders with good ideas for Vanuatu’s future.

    “And not just the vision to run the government and the nation but also who has leadership qualities and is transparent.

    “People who can work with communities and who don’t just think about themselves.”

    President Lai expresses concern and condolences following bus accident in Guatemala
    On February 10 local time, a bus in Guatemala City, Guatemala fell into a ravine, resulting in the unfortunate loss of many of its passengers. On February 11, Presidential Office Spokesperson Karen Kuo (郭雅慧) stated that President Lai Ching-te, on behalf of the people and government of the Republic of China (Taiwan), extended his deepest condolences to the families of the deceased and his sincere prayers for the speedy recovery of the injured.
    Spokesperson Kuo stated that President Lai, upon first learning of the accident, directed the Ministry of Foreign Affairs and the Embassy of the Republic of China (Taiwan) in Guatemala to contact the Guatemalan government and convey the president and the people’s concern and condolences for this tragic incident, as well as to offer any help necessary. Spokesperson Kuo said the president has also expressed hope for smooth rescue and recovery operations and that Taiwan is with Guatemala as it goes through this difficult time.
