    In a recent study, recruitment specialists Robert Walters have unveiled the increasing significance of soft skills in today’s workplace. The research, which surveyed over 2,000 white collar professionals, found that 96% believe that soft skills are either equal to or more important than hard skills. Furthermore, an overwhelming 92% of employers admitted to rejecting candidates due to insufficient soft skills.

    The Rise of AI: A Game-Changer for Hard Skills

    Robert Walters CEO for Australia and New Zealand, Shay Peters, attributes this paradigm shift to the rapid emergence of AI. Peters stated, “The growth of AI has been remarkable in recent years, and I predict that it will eventually replace almost all hard skills in white collar industries. This means that soft skills will take centre stage in talent acquisition, as the human touch becomes the distinguishing factor.”

    The Crucial Role of Soft Skills

    According to 90% of recruiters, a lack of soft skills often underpins failures in the workplace. Consequently, hiring managers are increasingly willing to pay a premium for candidates who possess exceptional soft skills.

    Peters further highlighted the growing emphasis on soft skills in client conversations, stating, “Clients are now placing greater importance on qualities such as effective communication, negotiation, and problem-solving. These attributes will set candidates apart from their peers as we continue to see AI replace hard skills. Additionally, clients are expressing the need for candidates to not only utilise AI but also collaborate with it effectively.”

    Gen Z: Leveraging the AI Advantage

    Peters also noted that Gen Z individuals have a distinct advantage, given their innate ability to adapt seamlessly to technology and incorporate it into their work practices. The ability to work harmoniously with AI is becoming an increasingly sought-after skill.

    Understanding Soft Skills

    Soft skills encompass personal attributes and interpersonal abilities that enable individuals to interact effectively with others. Unlike technical skills, which are specific and measurable, soft skills are broader and encompass traits such as communication, teamwork, and problem-solving. These skills are indispensable for fostering a positive work environment and facilitating professional growth.

    According to new research released by Indeed which asked employers what the most important skills for the future of work are, communication came out as most important skill in the future, with 55% of employers citing this. This is followed by teamwork and collaboration (52%), adaptability (48%), problem solving (48%) and tech savviness (40%).

    Investing in Soft Skills Development

    CEO Shay Peters stressed the urgency for employees and candidates to prioritise the development of their soft skills. Peters remarked, “In today’s highly competitive job market, where countless highly skilled individuals are vying for positions, your soft skills will be the ultimate differentiator. As AI inevitably replaces hard skills in white-collar industries, your soft skills will be all you have left. Investing time in improving these skills will ensure you stand out when the time comes.”

    AI can never replace human interaction and face to face communication which is why this is becoming a priority for employers. This balance between AI’s capabilities and human strengths is shaping the future of work, making soft skills a key differentiator in career success.

    5 November 2024 – Risks to New Zealand’s financial system remain contained, Deputy Governor Christian Hawkesby says in releasing the November 2024 Financial Stability Report.
     
    Financial stability is critical for economic wellbeing. Trust and confidence in our financial system is essential for ensuring New Zealanders can safely save, borrow, and manage financial risk.

    Globally and in New Zealand, interest rates are declining as inflation subsides. Debt servicing costs are nearing their peak and beginning to decline, with advertised mortgage rates falling over the past six months. This shift will make mortgage costs more manageable for households.

    However, domestic economic challenges remain. Many households and businesses are feeling financial pressure and rising unemployment is posing challenges for some borrowers. Banks anticipate a slight increase in non-performing loans, albeit still below levels seen in previous recessions.

    “New Zealand banks are well positioned to continue supporting households and businesses, including effectively handling any potential loan defaults,” Mr Hawkesby says. “Our financial institutions are well prepared to ensure that credit remains available for households and businesses. The strength of our financial system means we are able to weather economic uncertainties and challenges, including increased geopolitical tensions.”

    We are supportive of efforts to improve competition in the banking sector – including the Commerce Commission market study and Parliament’s Select Committee enquiry. The Report outlines the initiatives we are undertaking to advance this work in our role as a prudential regulator and central bank.

    The implementation of the Deposit Takers Act is progressing swiftly. Our efforts this year have focused on developing standards for deposit takers, with the Depositor Compensation Scheme on track to launch by mid-2025.

    WEEKLONG ART EXHIBIT CELEBRATES KAUA‘I FOREST BIRDS

     

    (LĪHUʻE, KAUA‘I) – “Wings and Woodlands: A Tribute to Native Birds and Forests,” is the latest Makahiki o Nā Manu Nahele event, a year-long celebration of these jewels of Hawai‘i’s forests.

    Kaua‘i is home to eight species of forest birds, six of which are endemic to the island, meaning they are found nowhere else on the planet. Four of those species are endangered or threatened. Unfortunately, due to the impacts of mosquito-born avian malaria, several of these honeycreepers are on the verge of extinction, or in the case of the ‘akikiki, already “functionally extinct.”

    All this week, the Wings and Woodlands art exhibit is showing at the Kaua‘i Society of Artists (KSA) Gallery at Kukui Grove Center. The free exhibit features paintings and photographs contributed by artists from around Hawai‘i, as well as from New York and California.

    “We are closing out the Year of the Forest Birds by hosting this wonderful art exhibit. First and foremost, we are trying to celebrate our birds. We are trying to celebrate their beauty and when you look at all the beautiful art pieces here, you can see that they are inspiring,” said Dr. Julia Diegmann of the Kaua‘i Forest Bird Recovery Project (KFBRP) during a Friday night opening of the exhibit.

    Diegmann said she is particularly thrilled with the amount of student produced artwork in the exhibit. In addition to open hours at the KSA Gallery through Friday, Nov. 8, there are showings of a recently released documentary on Hawaiian forest birds, and workshops on painting, native plants and learning mele.

    The KFBRP has been in existence for 21 years and most people who are or have worked to help save forest birds can rattle their names off, like Diegmann did on Friday.

    “We have ‘akeke‘e, ‘i‘iwi, puaiohi, ‘apapane, ‘anianiau, Kaua‘i ‘elepaio, Kaua‘i ‘amakihi, and ‘akikiki,” Diegmann listed. The ‘akikiki is the species now considered functionally extinct in the mountains of Kaua‘i. Many of the events this year have focused on capturing the individual stories of each and every bird.

    Justin Hite estimates he spent 1,000 nights over the course of eight years camping in the bird’s habitat as the field coordinator for KFBRP. He is now a planner with the DLNR Division of Forestry and Wildlife (DOFAW). Hite told exhibit guests the story of  , a female and one of only two ‘akikiki believed to be still alive in the wild. The second bird is a juvenile.

    “I watched the forest empty out of ‘akikiki. I watched them all disappear. When I first got here, the valley (where Pakele lives) was fully occupied with ‘akikiki everywhere,” Hite remarked.

    He added, “I just really want to acknowledge the two of them as the ones that are going to move forward with us and a really important role for a lot of us is having hope and working really hard and believing that what we’re doing is helping and kind of keeping us going forward.”

    Diegmann is particularly appreciative of the artists, young and old, who contributed their works and the many volunteers who spent all day Friday setting up the exhibit.

    “I want people to come here and to enjoy the beautiful art and to learn about the different species that we have here on Kaua‘i,” she said.

    Efforts to control mosquitoes, which have moved into the higher elevations where honeycreepers live, are focused on Kaua‘i and Maui. Many birds have been caught and moved into bird conservation centers with the hope, that once avian malaria is under control, there are large enough breeding populations to return the songs of the Hawai‘i forest birds to their rightful homes.

    REAL ESTATE COMMISSION TO HOST A FREE VIRTUAL “CONDORAMA” EDUCATION EVENT

     

    HONOLULU — The Real Estate Commission, together with Community Associations Institute Hawaii Chapter will conduct a free “Condorama XIII” event via webinar, on Saturday, November 9, 2024. The event runs from 9:00 a.m. to 11:00 a.m. and will feature speakers highlighting topics relating to the condominium community.

     

    The event is geared toward condominium owners and is open to the public. Registration is available online at https://www.caihawaii.org/. Following the presentation, a recording of the event will be made available on the CAI Hawaii and the Real Estate Branch Condorama websites.

  • MIL-OSI New Zealand: Maintenance works coming for State Highway 2 Masterton to Carterton

    Wairarapa residents and drivers can expect night closures later this month as maintenance works and median barrier repairs are carried out on State Highway 2 between Masterton and Carterton.

    Night works are planned from Sunday, 17 November, until Thursday, 21 November. The highway will be closed between Hughes Line and the Norfolk Road/Cornwall Road roundabout from 9 pm to 4:30 am.

    Roxanne Hilliard, Wellington Alliance Manager, says most of the work will be general maintenance.

    “Road crews will complete drainage work, pavement repairs, and replacing signs”.

    “They’ll also be repairing the wire rope median barriers, which have been struck twice since they were last repaired in July of this year. It’s great to see the barriers doing their job and protecting drivers from head-on collisions, which are the biggest cause of serious crashes on our roads,” Ms Hilliard says.

    Some of the work planned is in preparation for resurfacing, which will be done in the warmer summer months, early next year.

    “We’ll take the opportunity to do some road repairs. This will speed up our work when we resurface the road next year.”

    Local road detours will be in place while the work is underway.

    “A full closure means work crews can do the job much faster. That means much less all-round disruption for drivers.”

    The detour will require slightly longer travel times, so drivers must allow extra time for their journeys.

    Drivers must remember the detours is on a local roads not the state highway – and ensure they drive to the conditions.

  • MIL-OSI New Zealand: 5 November 2024 A home to help the healing After a tough year fighting cancer, Jean is overjoyed to have recently moved into a new five-bedroom home in Rotorua with her children.

    “It’s amazing and I feel really blessed to have this house,” says Jean as she cuddles her eight-year old son, one of five who live at home.

    “The kids absolutely love it and we all still feel overwhelmed to be living here.”

    With her cancer now in remission, Jean is feeling stronger and looking forward positively on life.

    She volunteers for food rescue charity Love Soup twice a week, sorting and giving out rescued food boxes.

    “It’s been healing for me to help out there. I’ve been able to give back even with my illness and be around good people who have no judgement.”

    The busy Mum also works part-time at a local petrol station three days a week in customer service, adding “the cancer doesn’t take away my bills or my responsibilities.”

    Jean and her whānau were in a smaller Kāinga Ora house but needed to move as the property was being redeveloped.

    While being in a state house makes rent more affordable for her large family, she’s well aware how lucky she is and that she wouldn’t have been able to manage the cost of a private rental.

    “In the past we’ve had to share bedrooms, but we now have some space, which is really important for my older teens and my youngest who has a disability.”

    Reflecting on her life, Jean says having the stability of a home has helped her and her whānau get through some very tough times over the years.

    “Being in a Kāinga Ora house has helped me and my family rebuild our lives when the going has been tough, and now having us all together in this beautiful spacious home is everything.”

    “We are looking forward to Christmas together here, it will be a time for us to make happy family memories.”

  • MIL-OSI New Zealand: Health Research – Kiwi prostate cancer survivors wrestling with ED following treatment: new findings

    PCFNZ launching ‘Life After Treatment’ educational roadshow supporting Aotearoa New Zealand’s prostate cancer community.

    Kiwis treated for our nation’s most commonly diagnosed male cancer – prostate cancer, – report experiencing a confidence-robbing, stigmatised treatment side-effect, erectile dysfunction (ED), according to Prostate Cancer Foundation New Zealand (PCFNZ) survey findings released today.

    Nine in 10 (93 per cent) survey respondents reported developing ED after treatment; 36 per cent felt “robbed of confidence”; while 28 per cent experienced “moderate compromise” to their mental health.

    PCFNZ’s release of the new survey findings today coincides with the first of six, free, PCFNZ public information evenings for prostate cancer survivors, and their families, kicking off in Tauranga this evening.

    Featuring leading Urologists and health professional speakers, the PCFNZ ‘Prostate Cancer – Life After Treatment’ roadshow will tour Tauranga, Palmerston North, Auckland, Dunedin, Christchurch and Wellington between November 5 – 14, 2024. Running between 7:00-8:30pm, each event will canvass the potential side-effects of prostate cancer treatment, and treatment options available to help manage, and aid recovery.

    According to PCFNZ Chief Executive Officer, Peter Dickens, for the more than 4,000 New Zealand men diagnosed with prostate cancer each year, treatment can disrupt urinary, bowel and sexual function.

    “Findings from our PCFNZ ‘Life After Treatment’ survey complements data from the Prostate Cancer Outcomes Registry (PCOR-NZ), which reported sexual function as the most compromised patient outcome associated with prostate cancer treatment – 38 per cent of patients reported moderate to substantial ‘bother’, compared to bother with urinary function (10 per cent) and bowel function (5 per cent).

    “Our survey aimed to glean insights from patients treated for prostate cancer, on the physical, mental, emotional and relationship challenges they have faced,” said Mr Dickens.

    “Numerous prostate cancer survivors experience distressing sexual and urinary difficulties following surgery, which compromise their mental health and wellbeing, and intimate relationships.

    “Many men report their quality of life to be severely, or moderately affected by ED following prostate cancer treatment,” Mr Dickens said.

    “Similarly, urinary incontinence (UI) can also significantly impair a man’s quality of life following prostate cancer treatment.”

    ED is a common, yet under-diagnosed and under-treated men’s health condition 4, affecting one in every three New Zealand men aged 40-70 years.

    “Almost 7 in 10 respondents (69 per cent) to our survey reported they were experiencing ED very frequently (at least once a week), while nearly 8 in 10 respondents (78 per cent) have experienced UI, with 45 per cent describing their symptoms as either ‘moderate’ or ‘severe’,”5 said Mr Dickens.

    “Concerningly, more than two in five (42 per cent) of the prostate cancer survivors who participated in our survey reported they were neither informed, nor adequately educated on the possibility of developing ED after prostate cancer treatment.

    “We are therefore, encouraging men and their families nation-wide, to attend our ‘Prostate Cancer: Life After Treatment’ public information evenings, to learn about, and discuss management and treatment options with leading experts in the field,” Mr Dickens said.

    Urologist and Clinical Director of Urology, Health New Zealand Te Whatu Ora Waitaha Canterbury, and Clinical Senior Lecturer, University of Otago, Mr Giovanni Losco, Christchurch, said ED is an outcome of prostate cancer surgery for many men. While the cancer may be effectively treated, those who fail to seek help may face future challenges with erectile function.

    “ED can lead to feelings of shame and frustration, may compromise mental health, and even taint a man’s view of himself as being ‘complete or whole’.

    “Almost half (47 per cent) of the Life After Treatment survey respondents reported living with ED following prostate cancer treatment had ‘severely affected’ their sex drive, while 37 per cent were left feeling ‘moderately frustrated’, and 36 per cent ‘lacking confidence’,”5 Mr Losco said.

    “Living with ED can further compromise men’s work, friend, and intimate relationships, with 40 per cent of the survey respondents claiming the condition, post-prostate cancer treatment, had led to a ‘severe loss of intimacy’ with their partner.

    ”According to the Urological Society of Australia and New Zealand (USANZ) President, Professor Helen O’Connell, AO, men who have experienced, or are at risk of developing prostate cancer, need to know effective treatment is available for ED.

    “As USANZ President, I want men to know that we recognise ED and UI as important health problems.

    “Once men have both overcome, and recovered from prostate cancer surgery, I urge them to be proactive in understanding how to both prevent, and recover from ED and UI,” said Prof O’Connell.

    “Importantly, a significant cause of ED is a history of prostate cancer and its treatment.

    “Should ED persist, don’t suffer in silence. Talk to your Urologist about your treatment options, because outside treatment for prostate cancer, there are other risk factors for developing ED,” Prof O’Connell said.

    “While it may take a little bit of courage, there are potential rewards for your relationship, mental health, partner, and your partnership in addressing the underlying causes of, and accessing effective treatment for both ED and UI.”

    Semi-retiree, father-to-two, and grandfather-to-three (with another on the way), Mike, 73, Tauranga, was diagnosed with ED and UI in 2016, following prostate cancer surgery. Although his UI improved within a few months, unfortunately Mike continued to grapple with the longer-term surgical side-effect, ED.

    “Prostate cancer itself was a really big thing, but then I was forced to contend with additional changes to my body following the surgery.

    “With UI, I set myself a goal to improve my symptoms, so I could stop using [incontinence] pads as quickly as possible,” Mike said.

    “I followed up with my surgeon, visited a physio, did pelvic floor exercises, and had a nurse call in every week. I managed my UI well and recovered within two-to-three months.

    “However, managing ED proved a much more protracted, complex journey, for which my main challenge was managing my compromised mental health,” said Mike.

    “As a man, I felt a loss. When you’re in a relationship, intimacy is vital, and I feared losing that special bond.

    Today Mike has an important, but poignant message for other Kiwi men (prostate cancer survivors or otherwise) living with ED.

    “Be proactive, and take the conversation lead with your family doctor.”

    PCFNZ conducted an online anonymous survey open to the public that attracted responses from 123 New Zealand men aged 45+ years between October 8 – 21, 2024. The ‘Prostate Cancer – Life After Treatment’ survey strove to glean insights from prostate cancer survivors about their experience of ED and UI following prostate cancer treatment.

    The New Zealand Infrastructure Commission has published Testing our thinking: Developing an enduring National Infrastructure Plan to share its initial thinking and seek feedback as it develops the National Infrastructure Plan. When completed, the 30-year Plan will help inform decision-making by both central and local government, giving the infrastructure industry more confidence to invest in the people, technology and equipment they need to build more efficiently.
    “The infrastructure we depend on today was built and paid for by previous generations. We need to leave future generations with just as strong a legacy, while making sure we don’t overly burden them with the costs. This will mean making careful choices about where we spend our infrastructure dollar, understanding what our needs are, while also allowing flexibility for the needs we can’t foresee,” says Peter Nunns, Acting General Manager – Strategy.
    “In the discussion document we outline some of the ways we’re looking at addressing this through the Plan. This includes forecasting long-term infrastructure needs, looking at current investment intentions, and independently reviewing unfunded infrastructure proposals to give decision-makers a menu of high-quality vetted proposals through the Infrastructure Priorities Programme. We will also provide advice about how we can build capability to plan and build infrastructure better, how we can take better care of our existing assets, and how we can regulate and govern infrastructure better.”

    Background
    Part of the role of the New Zealand Infrastructure Commission is to help build a shared, long-term view of New Zealand’s infrastructure needs and priorities. The New Zealand Instructure Commission is required to produce strategic, independent advice on the long-term needs for New Zealand’s infrastructure every five years. This advice is delivered to the Minister for Infrastructure, and the Government must develop its response. In May 2022, the Commission published New Zealand’s first Infrastructure Strategy, making recommendations for improving New Zealand’s infrastructure system. The National Infrastructure Plan will build on the Strategy and include recommendations to meet New Zealand’s infrastructure challenges.
    The Minister for Infrastructure has asked the Commission to lead in the development of the Plan. To help inform our thinking for the Plan, the Commission is seeking input from Māori/iwi organisations, across central and local government, and with the private sector and the public.
    A draft of the Plan will be delivered to the Minister for Infrastructure in mid-2025. Following public consultation and feedback from the Minister, the Commission will finalise the Plan which will be delivered to the Government in late 2025.

    Section One: Why we need a National Infrastructure Plan
    This section discusses the drivers for a National Infrastructure Plan, including:
    • The need to balance greater certainty about our infrastructure needs so we can plan and prioritise, with the flexibility to allow for changing needs and unforeseen events.
    • The challenge of investment efficiency. International comparisons show New Zealand’s invests in infrastructure at a similar or even higher level than other OECD countries, but we rank near the bottom for the efficiency of that spend.
    • A need to find new ways to meet our infrastructure needs. Research has show that if we were to simply build all the public infrastructure we may think we need, it would cost 9.6% of our GDP – almost twice what we are currently spending and more than we’ve spent in the past. Instead we can look at what we can afford and get better use from what we’ve got.
    • A need to improve the way we govern infrastructure. New Zealand ranks poorly against other high-income countries on infrastructure governance practices
    • The opportunity to better coordinate infrastructure planning, delivery and operations. This enables infrastructure investment to be focused on the right things at the right times, reduced project costs, and delivery of more affordable services.
    Section Two: Our long-term Needs
    This section sets out our approach to identifying infrastructure needs through a system-wide view. This means considering the infrastructure we already have and the factors that may increase or decrease the need for investment in the future.
    We will take a realistic view on what financial resources we are likely to have for infrastructure investment, based on what we have spent in the past.
    We outline eight factors that will influence our long-term investment needs:
    • the need to renew existing infrastructure as it wears out
    • population growth and demographic change
    • economic development and changing standards
    • construction price inflation
    • resilience to natural hazards
    • decarbonising our economy
    • technology change
    • shortage of existing infrastructure.
    Section Three: What Infrastructure is Already Planned
    The Infrastructure Commission already gathers and shares data on current or planned infrastructure projects through the National Infrastructure Pipeline. This data, alongside other information gathered by the Treasury or published by infrastructure providers, helps to paint a picture of investment intentions.
    In this section, we discuss our approach to comparing the information on current investment we get from these and other sources of information, with the data we’re gathering about long-term trends from our infrastructure needs analysis. By comparing these, we can see where New Zealand may be over or under-investing in infrastructure, where there are trade-offs between different investment paths, and where we still have gaps in our knowledge.
    In taking this approach, a National Infrastructure Plan can provide decision-makers with a guide for infrastructure investment.
    Section Four: Changing the approach
    This section discusses areas where change to our infrastructure system could get us better results. These include:
    Our capability to plan and build. This means:
    • improving our approach to investment management
    • growing the infrastructure workforce and building project leadership capability
    • finding ways to reduce the cost of our projects.
    Taking care of what we have. This means
    • getting better at asset management, or looking after our existing infrastructure
    • improving our resilience, and preparing for greater disruption from shocks like natural hazards
    • ensuring our infrastructure contributes to achieving a net zero carbon economy.
    Getting the settings right. This means:
    • making sure we have the right institutional settings to get the best from our infrastructure system
    • considering the way we pay for infrastructure, including the potential for methods like congestion charging or volumetric charging which can both guide investment and help manage demand
    • making sure regulation, like our consenting system, enables efficient and timely infrastructure development.

  • MIL-OSI Australia: Work underway to determine high-speed rail route

    Work has started on the New South Wales Central Coast to determine the best route for a proposed high-speed rail link connecting the region to Sydney in just 30 minutes.

    The Albanese Government is planning for a future high-speed rail network to connect Brisbane, Sydney, Canberra, Melbourne and regional communities across the east coast of Australia. 

    The first stage connects Newcastle to Sydney via the Central Coast with a fast, reliable and regular link between the two largest cities in NSW.

    Two drill rigs have started work on the Hawkesbury River at Brooklyn and at Brisbane Water in Gosford as part of geotechnical investigations to determine the optimum route alignment.

    Assembling the two barges took three days. They will drill six boreholes, some to a depth of 140 metres, in locations within Brisbane Water and the Hawkesbury River, with the barge on the Hawkesbury River to operate for about two months.

    The rock and sediment samples will be analysed, with the results helping inform construction methods and key details such as the design and depth of potential rail tunnels.

    The geotechnical work – which involves about 27 boreholes in key areas between Newcastle and Sydney – helps with planning for rail tunnel depths, recognising the geological complexities of traversing the escarpment into the Central Coast and on to Sydney and Newcastle.

    The work is being coordinated by the Australian Government’s High Speed Rail Authority (HSRA) as part of the business case being developed for the first stage connecting Newcastle to Sydney.

    High-speed rail will connect Australian regions, cities and communities – delivering more job and lifestyle choices, greater housing options and new economic opportunities.

    The Albanese Government has committed $500 million for the planning and corridor protection of the Newcastle to Sydney section, and established the HSRA to conduct the work. 

    The business case for the Newcastle to Sydney stage is due to be delivered to the Government by the end of this year.

    The Cancer Institute NSW’s newly released melanoma hotspot map reveals Ballina, Lismore, Byron, Clarence Valley and Coffs Harbour local government areas (LGAs) have the state’s highest rates of melanoma, with almost 350 cases projected to be diagnosed in those areas in 2024.

    Sutherland Shire, Port Macquarie-Hastings, Tweed and Kempsey and Richmond Valley LGAs are also in the state’s top 10 melanoma hotspots, while Mosman, Mid-Western Regional, Shoalhaven, Cessnock and Wagga Wagga LGAs have entered the top 25.

    Melanoma is one of the most common cancers among young Australians and the third most diagnosed cancer in NSW, with more than 5000 people expected to be diagnosed in the state in 2024.

    As the most serious form of skin cancer, melanoma can be deadly and is projected to take the lives of close to 500 people across NSW this year.

    Ninety-five per cent of melanoma and 99 per cent of non-melanoma skin cancers are caused by overexposure to UV radiation from the sun and can be prevented with proper sun protection.

    The Cancer Institute NSW has several initiatives in place to reduce the impact of skin cancer in NSW as part of its Skin Cancer Prevention Strategy 2023-2030. Initiatives include the If You Could See UV campaign, which is about to be relaunched in time for summer.

    The behaviour change campaign, which aims to motivate 18–24-year-olds to protect their skin from UV radiation, has recently received two prestigious Australian Effectiveness Awards (Effies) for Positive Change, and Insight and Strategic Thinking.

    Research shows more than 75 per cent of young people felt motivated to protect their skin from the sun after watching the campaign, which will deliver geo-targeted reminders on weather apps and outdoor advertising of the UV index in areas of NSW where young people are more likely to be outdoors. 

    The most effective defence against UV radiation is to follow these five key steps before leaving the house:

    1. Slip on protective clothing
    2. Slop on SPF50+ sunscreen. Sunscreen should always be applied 20 minutes before heading outdoors and re-applied every two hours.
    3. Slap on a wide brimmed hat
    4. Seek shade
    5. Slide on sunglasses.

  • MIL-OSI USA: Smoky Skies Over the Indo-Gangetic Plain

    Every November, satellites detect large numbers of small smoke plumes and heightened fire activity in northern India and Pakistan as farmers burn off excess straw after the rice harvest. Many farmers, particularly in the Punjab region, use fire as a fast, inexpensive way to clean up fields before planting winter wheat crops. However, the influx of smoke to the densely populated Indo-Gangetic Plain often contributes to a sharp deterioration of air quality in October and November.
    Levels of air pollution soared during the last week of October and first week of November in 2024 as weather patterns kept air bottled up in the Indo-Gangetic Plain. On November 3, 2024, the VIIRS (Visible Infrared Imaging Radiometer Suite) on the Suomi NPP satellite acquired this natural-color image of plumes of smoke streaming from large numbers of small fires burning in Pakistan and India.
    Air quality sensors in Lahore, Pakistan, recorded concentrations of fine particulate matter (PM2.5) at hazardous levels—above 300 on the air quality index (AQI)—on several days in October and November, according to data posted by AirNow. As pollution levels rose, authorities in Pakistan announced school closures, partial lockdowns, and halts in construction in a bid to limit the health impacts, according to news reports.
    Smoke from crop fires is not the only contributor to the hazy skies, explained Pawan Gupta, a lead scientist for AERONET, a NASA-sponsored network of ground-based sensors that measures the concentration of aerosols at hundreds of locations around the world. Influxes of dust sometimes arrive from the Thar Desert to the west. An array of other human-caused sources of air pollution in cities, including motor vehicle emissions, industrial and construction activity, fireworks, and fires for heating and cooking, also produce particulate matter and other pollutants, Gupta added.
    Geography and weather can exacerbate the region’s poor air quality. Temperature inversions are common in November and December as cold air rolls off the Tibetan Plateau and mixes with smoky air from the Indo-Gangetic Plain. An inversion can function like a lid, with warm air trapping pollutants near the surface. The low-hanging haze becomes hemmed in between the Himalayas to the north and the Vindhya Range to the south.
    Pollution levels in Lahore typically peak in late November and December, “so this is just beginning,” Gupta said. “The worst pollution days are probably still ahead of us.”
    Hiren Jethva, a senior research scientist at NASA’s Goddard Space Flight Center and Morgan State University, uses the Normalized Difference Vegetation Index (NDVI)—a measure of the land’s “greenness”—to anticipate fire activity in the region each year. Based on the NDVI data, he expects that NASA’s Aqua satellite will detect between 15,500 and 18,500 fires in 2024—higher than most years since 2002 but lower than 2016 and 2021, years with especially bountiful rice crops.

  • MIL-OSI Global: Friends like these: What a second Trump term may mean for the CDC, and how it affects Canada

    Should Donald Trump be re-elected on Tuesday, the U.S. Centers for Disease Control and Prevention (CDC) is likely facing a major shake-up. Many Republicans were frustrated by the CDC’s performance during the pandemic. Project 2025, authored by leading Republicans with ties to Trump, describes the CDC as incompetent and arrogant.

    In fact, no matter who wins the United States presidential election on Nov. 5, the Trump administration’s response to the COVID-19 pandemic is a cautionary tale for Canada.

    While there is significant and justifiable criticism to be leveled at Trump about his administration’s handling of the pandemic in the early stages, as former chief medical advisor to the president, Dr. Anthony Fauci noted to Congress in 2024, the U.S. health system is not designed for an effective co-ordinated response to a health crisis.

    Trump and the CDC

    There was clearly a disconnect between Trump and the CDC during the pandemic. For weeks in early 2020, President Trump had described the threat as low risk; he said that the situation was under control in the U.S. and that only a few cases had been reported.

    While the president was on a return flight from India, Dr. Nancy Messonnier, director of the National Center for Immunization and Respiratory Diseases at the CDC, announced that the situation in the U.S. was about to change quickly and severely. Officials say that Trump was very upset by the announcement and concerned about potential lockdowns causing panic and disruption to financial markets.

    Throughout the early stages of the pandemic, the actions of the CDC sparked a high degree of politicization. The Trump administration was criticized for interfering with the CDC’s operations and censoring internal experts. Disagreements between federal and state political leaders and public health experts led to inconsistencies in public health messaging, reporting, enforcement of directives and timing of public health restrictions.

    The CDC itself was not above criticism. The agency’s infrastructure had been neglected for decades, and years of declining funding resulted in insufficient preparations for a possible pandemic. The CDC had also been criticized for being too insular and academic.

    The CDC made key mistakes, particularly regarding surveillance and testing. It was criticized for underestimating the threat of the virus and overestimating its ability to design, manufacture and distribute a test quickly.

    Rapid responses are crucial during such events, and the early stages of the U.S.’s pandemic response provides salient lessons for Canada, both about its relationship with the U.S. and to global threats more generally.

    Pre-event planning is necessary, but audits and world rankings of emergency preparedness can be unreliable. In 2019, Johns Hopkins University ranked the U.S. as the best prepared country in the world to address a health crisis. The pandemic demonstrated that it was not.

    Canada needs to establish a strong and independent capacity to assess health threats. Trump’s early handling of the pandemic has been widely criticized, yet the Canadian government’s speaking points in the early stages were the same: the virus was low risk. It was only when the CDC and the World Health Organization increased its threat assessment that Canada followed suit.

    Lessons from the pandemic

    Borders can re-assert themselves. Despite decades of global political and economic agreements that saw a freer flow of goods, services and people, many western governments were unable or unwilling to assume the risks associated with letting those from other jurisdictions cross their borders, and as such, imposed strict rules to prevent non-citizens from entering. This aggressive stance was ironic and unforeseen, as during previous public health crises such as the H1N1 flu episode in 2009-10, many governments underscored that closing borders had little impact on disease spread.

    The weaknesses of supply chains were highlighted as the global economy shut down in March 2020. Canada’s Minister of Finance Chrystia Freeland described competition for medical supplies and personal protective equipment (PPE) as resembling the “wild west.” Shipment delays, order shortages, trade restrictions and defective or contaminated items prevented governments from effectively procuring supplies.

    Global manufacturing capabilities for vaccines were below what was needed, with only about a dozen countries able to produce COVID-19 vaccines early on, including the U.S. More than any other country, the U.S. enabled the rapid development and production of the vaccine, highlighting Canada’s considerable dependence on the U.S. Canada has since funded vaccine manufacturing initiatives, but the investments have produced little to-date.

    The adage “When the U.S. sneezes, the world catches a cold” applies nowhere more than in Canada. Should Trump be re-elected, the CDC will likely exist on a smaller budget with a reduced role internationally. This will increase Canadian vulnerabilities.

    Whatever the criticisms, the CDC has more capacity and influence than any other health agency in the world. If Canada cannot depend on strong and co-ordinated response from the U.S. administration during a health crisis, Canada has to be better prepared to adapt. Lessons from the pandemic provide a powerful to-do list.

    Infrastructure Minister Chris Bishop has welcomed the first steps from the Infrastructure Commission in developing New Zealand’s 30-year National Infrastructure Plan.

    The Commission today released a discussion document which outlines the Commission’s thinking in developing the 30-year plan, including looking at what’s needed over the next 30 years, what our planned investments are over the next decade, and what the gap is between the long-term needs and planned investments.

    “The development of a 30-year National Infrastructure Plan has been widely welcomed across the infrastructure sector and was a National Party campaign commitment. The Infrastructure Commission has been tasked with delivering the Plan.

    “The Plan will consist of four components:

    1. An Infrastructure Needs Assessment which provides analysis of New Zealand’s long-term needs – and what we can afford – across the next 5-30 years
    2. A strengthened National Infrastructure Pipeline which will provide a national view of upcoming projects in the next ten years
    3. The Infrastructure Priorities Programme (IPP) which will involve a structured independent review of unfunded projects and initiatives, and
    4. Priority reforms, which will improve the way we select, invest in, deliver and maintain our infrastructure.

    “The National Infrastructure Plan will help deliver greater stability for infrastructure and help New Zealand plan for, fund and deliver important projects into the future.

    “I am keen that the Plan enjoys bipartisan support. I have asked that the Infrastructure Commission brief other political parties on the Plan and have proposed that once the Plan is finalised, a special debate is held in Parliament to discuss it.” 

    “To help inform development of the National Infrastructure Plan, the Infrastructure Commission is seeking input from across central and local government, from Māori/iwi organisations, the private sector and the public. The discussion document is open for consultation until the 10th of December and I encourage people to have their say.

    “In addition to the National Infrastructure Plan, the Government is focusing on improving the fundamentals of our infrastructure system. Next month the new National Infrastructure Agency will be up and running, strengthening the Government’s private finance and commercial capability. The NIA will act as the Crown’s ‘shopfront’ to receive unsolicited proposals and to facilitate private sector investment in infrastructure, partner with agencies, and in some cases, local government on projects involving private finance, and administer central government infrastructure funds.

    “I expect to receive a draft of the plan in mid-2025. Following public consultation and feedback, the Commission will finalise the plan and deliver it to Ministers by the end of 2025.”

    The latest Conservation Board appointments will help to strengthen environmental efforts across Aotearoa New Zealand, Conservation Minister Tama Potaka says.

    Mr Potaka today announced 64 appointments to the country’s 14 Conservation Boards.

    “Conservation Boards play a vital role as liaison between DOC with their regions, making their community’s voice heard on conservation issues,” Mr Potaka says.

    “The boards are independent bodies that empower local communities and iwi to contribute to the management of conservation areas. Boards provide a voice for local concerns to gain traction in DOC’s work, and on a national level where required.

    “’Nau mai haere mai’ to those members stepping up for the first time, ‘hoki mai’ to those returning, and ‘ngā mihi’ to all the outgoing representatives for their important contributions to conservation mahi in their regions.

    “There were 394 applications for the public Conservation Board positions in this round, and the level of community interest in conservation management is heartwarming.

    “The variety of skills and qualities the appointees bring fills me with hope that together we can make a real difference for our native species and ecosystems.”

    Conservation Board appointments took effect from 1 November 2024.

    This week I will welcome India’s Minister for External Affairs Dr S Jaishankar to Canberra, for the 15th Australia-India Foreign Ministers’ Framework Dialogue.

    Australia and India are close partners with strong strategic, economic and community ties – almost one million Australians trace their heritage to India.

    We share a vision for an Indo-Pacific region that is peaceful, stable and prosperous.

    Ahead of 2025 – the fifth year of our Comprehensive Strategic Partnership – the Foreign Ministers’ Framework Dialogue is an opportunity to take stock of the progress we have made, and to chart the way forward for the next phase in our relationship.

    Minister Jaishankar and I will discuss how we can advance our cooperation in important sectors – including science and technology, clean energy, trade and investment – and how we can deepen our defence and maritime security engagement.
                                     
    India is the world’s fastest growing major economy, and on track to be the third largest by the end of the decade. India is an essential partner as we diversify our trade links and secure our supply chains.

    Minister Jaishankar and I will also attend ‘Raisina Down Under’, the Australian iteration of India’s Raisina Dialogue. This is an important forum to share views on the trends shaping our region.

  • MIL-Evening Report: West Papuan outcry over Prabowo’s plan to revive transmigration

    Just one day after President Prabowo Subianto’s inauguration, a minister announced plans to resume the transmigration programme in eastern Indonesia, particularly in Papua, saying it was needed for enhancing unity and providing locals with welfare.

    Transmigration is the process of moving people from densely populated regions to less densely populated ones in Indonesia, Southeast Asia’s most populous country with 285 million people.

    The ministry intends to revitalise 10 zones in Papua, potentially using local relocation rather than bringing in outsiders.

    The programme will resume after it was officially paused in Papua 23 years ago.

    “We want Papua to be fully united as part of Indonesia in terms of welfare, national unity and beyond,” Muhammad Iftitah Sulaiman Suryanagara, the Minister of Transmigration, said during a handover ceremony on October 21.

    Iftitah promised strict evaluations focusing on community welfare rather than on relocation numbers. Despite the minister’s promises, the plan drew an outcry from indigenous Papuans who cited social and economic concerns.

    Papua, a remote and resource-rich region, has long been a flashpoint for conflict, with its people enduring decades of military abuse and human rights violations under Indonesian rule.

    Human rights abuses
    Prabowo, a former army general, was accused of human rights abuses in his military career, including in East Timor (Timor-Leste) during a pro-independence insurgency against Jakarta rule.

    Simon Balagaize, a young Papuan leader from Merauke, highlighted the negative impacts of transmigration efforts in Papua under dictator Suharto’s New Order during the 1960s.

    “Customary land was taken, forests were cut down, and the indigenous Malind people now speak Javanese better than their native language,” he told BenarNews.

    The Papuan Church Council stressed that locals desperately needed services, but could do without more transmigration.

    “Papuans need education, health services and welfare – not transmigration that only further marginalises landowners,” Reverend Dorman Wandikbo, a member of the council, told BenarNews.

    Transmigration into Papua has sparked protests over concerns about reduced job opportunities for indigenous people, along with broader political and economic impacts.

    Apei Tarami, who joined a recent demonstration in South Sorong, Southwest Papua province, warned of consequences, stating that “this policy affects both political and economic aspects of Papua.”

    Human rights ignored
    Meanwhile, human rights advocate Theo Hasegem criticised the government’s plans, arguing that human rights issues are ignored and non-Papuans could be endangered because pro-independence groups often target newcomers.

    “Do the president and vice-president guarantee the safety of those relocated from Java,” Hasegem told BenarNews.

    The programme, which dates to 1905, has continued through various administrations under the guise of promoting development and unity.

    Indonesia’s policy resumed post-independence on December 12, 1950, under President Sukarno, who sought to foster prosperity and equitable development.

    It also aimed to promote social unity by relocating citizens across regions.

    Transmigration involving 78,000 families occurred in Papua from 1964 to 1999, according to statistics from the Papua provincial government. That would equal between 312,000 and 390,000 people settling in Papua from other parts of the country, assuming the average Indonesian family has 4 to 5 people.

    The programme paused in 2001 after a Special Autonomy Law required regional regulations to be followed.

    Legality questioned
    Papuan legislator John N.R. Gobay questioned the role of Papua’s six new autonomous regional governments in the transmigration process. He cited Article 61 of the law, which mandates that transmigration proceed only with gubernatorial consent and regulatory backing.

    Without these clear regional regulations, he warned, transmigration lacks a strong legal foundation and could conflict with special autonomy rules.

    He also pointed to a 2008 Papuan regulation stating that transmigration should proceed only after the Indigenous Papuan population reaches 20 million. In 2023, the population across six provinces of Papua was about 6.25 million, according to Indonesia’s Central Bureau of Statistics (BPS).

    Gobay suggested prioritising local transmigration to better support indigenous development in their own region.

    ‘Entrenched inequality’
    British MP Alex Sobel, chair of the International Parliamentarians for West Papua, expressed concern over the programme, noting its role in drastic demographic shifts and structural discrimination in education, land rights and employment.

    “Transmigration has entrenched inequality rather than promoting prosperity,” Sobel told BenarNews, adding that it had contributed to Papua remaining Indonesia’s poorest regions.

    Pramono Suharjono, a resident of Arso II in Keerom, Papua, welcomed the idea of restarting the programme, viewing it as positive for the region’s growth.

    “This supports national development, not colonisation,” he told BenarNews.

    A former transmigrant who has served as a local representative, Pramono said transmigration had increased local knowledge in agriculture, craftsmanship and trade.

    However, research has shown that longstanding social issues, including tensions from cultural differences, have marginalised indigenous Papuans and fostered resentment toward non-locals, said La Pona, a lecturer at Cenderawasih University.

    Papua also faces a humanitarian crisis because of conflicts between Indonesian forces and pro-independence groups. United Nations data shows between 60,000 and 100,000 Papuans were displaced between and 2022.

    As of September 2024, human rights advocates estimate 79,000 Papuans remain displaced even as Indonesia denies UN officials access to the region.

  • MIL-OSI New Zealand: Breaking rocks in the hot sun

    The Nevis Bluff spring/summer rockfall scaling programme will shortly get underway, on SH6 between Cromwell and Queenstown, says NZ Transport Agency Waka Kotahi (NZTA).

    The scaling occurs every autumn and spring with abseilers, suspended on ropes, inspecting the rocky face and removing loosened rocks that are hazardous to highway users.

    “People should be ready for delays up to about ten minutes and allow some extra travel time for journeys between Cromwell and Queenstown,” says Peter Standring, NZTA Maintenance and Contract Manager in Central Otago.

    The work is scheduled to take place over three weeks from Monday, 11 November, through to Friday, 29 November, 8 am to 5 pm weekdays, subject to weather conditions.

    “People using the section of SH6 between Cromwell and Queenstown are advised to build in extra time of about 10 minutes as delays will be inevitable while the work is carried out,” says Mr Standring.  

    “We know these delays can be frustrating, but we’re asking people to be patient and to understand that they are necessary to ensure the safety of road users, which is our number one concern.”

    Abseilers working over the rocky schist faces aim to release rock, loosened by the freezing and thawing winter conditions, in a controlled way when there is no traffic on the highway.

    The Nevis Bluff is about half-way between Cromwell and Queenstown – 25 minutes from Cromwell, 35 minutes from Queenstown.

    Work on the cycle trail, currently under construction, will be paused for a few days while the abseilers are overhead.

    Minister for the Arts, Tony Burke, said the Albanese Labor Government had safeguarded the NFSA’s future after a decade of chronic underfunding by the Coalition – and these two appointments would help the iconic cultural institution thrive. 

    “Both Annette and Lucinda have accomplished and varied careers in their respective fields, and both have a strong commitment to preserving Australia’s audiovisual legacy. 

    “We want to protect our beloved cultural institutions and part of that is ensuring you have experienced, knowledgeable and representative voices leading the way.

    “I want to thank the current Chair of the Board, Caroline Elliott, whose term ends in December and who has guided the Archive in its commitment to implement the National Cultural Policy, Revive.”

    Ms Annette Shun Wah is currently the Programming Adviser of the Adelaide Festival Centre’s OzAsia Festival, where she was Artistic Director from 2020-2023, and also serves as Director of the Board of the Sydney Theatre Company. 

    Ms Shun Wah has had an extensive career across radio, television, publishing and theatre, including as an actor, host, producer and writer on a range of shows and feature films since 1982. In 1996, she was nominated for an Australian Film Industry award for her supporting role in Australia’s first foreign language feature film, Floating Life

    In 2018, Ms Shun Wah was inducted into the Adelaide Festival Centres Walk of Fame, and in 2023 was awarded an Honorary Master of Fine Arts from the National Institute of Dramatic Art. She was appointed as the Deputy Chair of the NFSA Board in October 2023 and will commence as the Chair of the Board in December 2024.

    Mrs Lucinda Brogden AM has been a member of the NFSA Board since December 2021 and has more than 30 years’ experience in accounting, finance and organisational psychology. She currently serves on a number of boards including as Chair of the Diabetes Australia Research Trust, Director of the Corporate Mental Health Alliance, Director at Australian Unity, and a Director of Be Kind Sydney.

    Mrs Brogden was also formerly the Chair and Commissioner of the National Mental Health Commission Advisory Board and Director of the Sydney Community Foundation.

    In 2019, Mrs Brogden was awarded the Member of the Order of Australia for significant service to workplace mental health and wellbeing. 

    Lucinda is proud to be a great-niece of the late Ken G Hall AO. As a child she used to play with Ken’s Oscar and Logie; both are now in the care of the National Film and Sound Archive.

    SHANGHAI, Nov. 4 — Chinese Premier Li Qiang on Monday met with Uzbek Prime Minister Abdulla Aripov, who is in Shanghai for the 7th China International Import Expo.

    On China-Uzbekistan ties, Li noted that the two heads of state have met twice this year, reaching important common understandings on developing an all-weather comprehensive strategic partnership for a new era, and on building a China-Uzbekistan community with a shared future from a higher starting point.

    China will work with Uzbekistan to transform those common understandings into concrete actions and cooperation results so as to bring more benefits to the people of the two countries, Li said.

    China and Uzbekistan should always view their relations from a strategic, long-term perspective, provide firm mutual support on issues concerning each other’s core interests and major concerns, and be trustworthy friends and partners, Li said.

    The two countries should further align their development strategies, expand economic and trade cooperation, strengthen connectivity infrastructure construction, and build the China-Kyrgyzstan-Uzbekistan railway into a flagship project of the Belt and Road cooperation, he said.

    Li also stressed tapping into cooperation potential in emerging industries such as new energy, the digital economy, artificial intelligence, cross-border e-commerce, 5G and green mining.

    China stands ready to strengthen cooperation with Uzbekistan in areas such as culture, education, tourism and poverty reduction, and to facilitate the people-to-people exchange, Li said.

    The two countries should continue to strengthen their coordination and cooperation within multilateral mechanisms such as the United Nations, the Shanghai Cooperation Organization (SCO) and the China-Central Asia Mechanism, and safeguard the legitimate rights and interests of the two countries and all other developing countries, he added.

    Aripov spoke highly of China’s development achievements and its increasing global influence, saying China has been sharing its development opportunities and achievements with the world.

    Uzbekistan firmly abides by the one-China principle and supports the Belt and Road Initiative, Aripov said, expressing the willingness to expand practical cooperation on trade, investment, energy, manufacturing, connectivity, people-to-people exchange, and transportation and logistics.

    He also stressed jointly combating the “three evil forces” of terrorism, extremism and separatism.

    Uzbekistan is ready to strengthen coordination and cooperation with China within the framework of the SCO and the China-Central Asia Mechanism to promote the greater development of Uzbekistan-China relations, he said.

    Student services fees: 2024 reports due
    Since 1 January 2023, student services fees (SSFs) are regulated through funding conditions determined by the Minister for Tertiary Education and Skills and administered by the TEC. Funding conditions outline the rules that TEOs must follow when receiving TEC funding, including that TEOs that charge an SSF must report on it annually.

    Tertiary education institutions (TEIs) must report on their SSF in their annual reports.
    Registered private training establishments (PTEs) must provide a written report to their learners. They must then forward this report to the TEC.

    Annual Maximum Fee Movement (AMFM)
    The Government regulates how much tertiary providers can increase their fees for domestic students each year through the AMFM. This caps the percentage increase on fees for existing courses at level 3 and above on the New Zealand Qualifications and Credentials Framework (NZQCF).
    Following consultation, the Minister has confirmed that the AMFM rate will be set at 6.0% for the 2025 calendar year. This permits an increase of up to a 6.0% on the fees (GST exclusive) charged to domestic students in 2024. The increase aims to strike a balance between supporting providers to manage cost pressures and supporting affordable tertiary education for students and their whānau.
    The micro-credential fee cap
    The micro-credential fee cap sets a per-credit cap on the fees that providers can charge domestic students enrolled in micro-credentials. Following consultation, the Minister has confirmed a $64 (GST inclusive) per credit fee cap will be maintained for the 2025 calendar year.
    2025 AMFM exceptions
    TEOs may apply for an AMFM exception to increase your fee by up to an additional 6% above the permitted AMFM.
    We may only grant an exception to the AMFM policy under exceptional circumstances. The exception criteria are published in the funding mechanisms.
    How to apply for an exception to the AMFM
    The application process for 2025 is now open. TEOs must submit applications for any courses that start between 1 January 2025 and 31 December 2025 by 5.00pm on 29 November 2024.

    Monitoring the AMFM
    During TEC audits we monitor compliance with the AMFM and associated conditions. Recent audits have identified some issues, including:

    TEOs increasing fees for some courses above the AMFM rate. Audits will look at increases in fees in each course to ensure they stay within the cap.
    Discrepancies between the fees being charged to learners and the fees that are recorded in Services for Tertiary Education Organisations (STEO). It is a condition of your funding that you must report in STEO accurate information regarding the fee you are charging learners.

    Correctly reporting course results and end dates
    We have recently identified a number of inconsistencies in some TEOs’ reporting of courses where a result has not yet been determined. Please continue reporting courses in the Single Data Return (SDR) until a result is available, after the course end date has elapsed. This may mean manually adding a course enrolment record to the SDR if the course end date was in a previous calendar year.
    Note that you should not change the end date of extended or un-resulted courses. Although this may be a workaround to keep the record active in your student management system (SMS), it will result in funding anomalies (including over-funding) when you change end dates from one December SDR to subsequent SDR.

    For courses at Levels 1–8, you must report a result within 11 months of the course end date. A result means a completion code that is not code 0, 6 or 7.
    Courses at Levels 9 or 10 can continue to be reported in the SDR with a non-completion code of 6 or 7 indefinitely. You can do this until a completion result is available (code 1, 2, 3, 4 or 5).

    Please do not change course start or end dates once returned in a previous December SDR. The preferred approach is to continue reporting extended Level 9 and 10 courses with a completion code of 6 or 7. You can do this each year without changing the course end date, until a result of code 1,2,3,4 or 5 is available and reported in the SDR.

  • MIL-OSI Australia: Light at the end of the Coffs Harbour Bypass tunnel

    In a major milestone for one of regional Australia’s biggest infrastructure projects, the first phase of the multi-billion-dollar Coffs Harbour Bypass is complete. 

    The Coffs Harbour bypass tunnelling team working on either side of the 410-metre-long Gatelys Road Tunnel broke through the northbound tube on Monday 28 October.

    Today, they have broken through the southbound tube, completing the first major phase of the three tunnels to be built as part of the bypass.

    Each of the three tunnels will have two tubes, with each tube capable of carrying two lanes of traffic. There will also be room to accommodate cyclists.

    The Australian Government is investing $1.76 billion towards the project, with the remaining $440 million investment provided by the New South Wales Government.

    In a sign of how quickly things are moving for the tunnelling teams, a breakthrough at the 320-metre-long Shephards Lane tunnel is expected in mid-April next year.

    The work comes despite a traditional tunnel boring machine not being feasible for use on the short tunnels due to the mobilisation time and cost.

    Workers will now start excavating the tunnel floor, carry out the permanent tunnel lining works, install drainage, build the pavement, and complete the fit-out of the mechanical, electrical, fire, safety and intelligent transport systems.

    All the equipment will then be tested and commissioned before the bypass is opened to the public.

    The bypass is expected to open to traffic in late 2026.

  • MIL-OSI China: China, Japan hold high-level political dialogue in Beijing

    China’s top diplomat Wang Yi and Takeo Akiba, special adviser to the Japanese cabinet and secretary general of Japan’s National Security Secretariat, held consultations under the China-Japan high-level political dialogue mechanism in Beijing on Monday.

    Noting that China-Japan relations are at a critical stage of improvement, Wang, director of the Office of the Foreign Affairs Commission of the Communist Party of China (CPC) Central Committee and member of the Political Bureau of the CPC Central Committee, said the two sides should follow the consensus reached by the leaders of the two countries, stick to the right direction of improving and developing bilateral relations, and build a constructive and stable China-Japan relationship that meets the requirements of the new era.

    Wang said the Japanese side should establish an objective and rational understanding of China, honor its political commitment on the Taiwan question and earnestly safeguard the political foundation of China-Japan relations, urging the Japanese side to take concrete actions to implement the important consensus of “being each other’s cooperation partners rather than threats,” and promote the steady and long-term development of bilateral ties.

    The two sides reiterated that they will abide by the principles and consensus set out in the four political documents between China and Japan and commit to comprehensively advancing the strategic relationship of mutual benefit between the two sides, reaching agreement to maintain high-level intercourse, dialogue and exchanges in various fields, and send more positive signals to the outside world.

    The two sides believed that China and Japan, as two important neighbors with development closely linked to each other and highly complementary economies, should not and will not decouple, pledging to jointly promote the healthy development of economic and trade cooperation and the stable and smooth production and supply chain.

    On the discharge of nuclear-contaminated water from the Fukushima Daiichi Nuclear Power Station, the two sides agreed to accelerate the follow-up and implementation of the bilateral political consensus.

    Stressing that China is firmly committed to the path of peaceful development, pursues a national defense policy that is defensive in nature, and is a major country with the best record of peace and security, Wang said China will continue to uphold fairness and justice to prevent war or chaos in the region.

    It is hoped that all parties will jointly resist non-regional forces inciting confrontation in the area and take concrete actions to safeguard regional peace and stability, Wang added.

  • MIL-OSI USA: Attorney General Bonta Joins Bipartisan Coalition in Condemning Possible Violence in Response to Election Results

    OAKLAND — Ahead of tomorrow’s General Election, California Attorney General Rob Bonta joined a bipartisan coalition of 51 attorneys general in issuing the following joint statement condemning possible violence in response to the election results:

    “Regardless of the outcome of Tuesday’s election, we expect that Americans will respond peacefully and we condemn any acts of violence related to the results. A peaceful transfer of power is the highest testament to the rule of law, a tradition that stands at the heart of our nation’s stability. As Attorneys General, we affirm our commitment to protect our communities and uphold the democratic principles we serve.

  • MIL-OSI New Zealand: Statement in response to Inland Revenue’s updated hashing information

    Deputy Privacy Commissioner Liz MacPherson says she is very disappointed to learn that in at least two instances, identifiable personal information was shared by Inland Revenue with social media platforms. IR is the custodian of highly sensitive tax information about most New Zealanders. Given the nature of their work and the fact all New Zealand taxpayers must interact with them its important IR upholds the very highest privacy and confidentiality standards.

    What is particularly concerning in this case is that IR apparently had no idea that these incidents, including the intentional sharing by IR staff of identifiable personal details of 268,000 New Zealand taxpayers with social media platforms had occurred. It is unlikely based on the information available to us that the breaches are notifiable under the Privacy Act.

  • MIL-OSI USA: Pentagon Press Secretary Maj. Gen. Pat Ryder Holds Press Briefing

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  All right. Good afternoon, everyone. Looks like there’s something wrong with this side of the room here since everybody’s on this side of the room, but OK. All right. Well, just a few things at the top and I’ll be glad to take your questions. So as many of you saw in the statement that we released on Friday, Secretary Austin ordered the deployment of additional ballistic missile defense destroyers, fighter squadrons, and tanker aircraft and several US Air Force B-52 long range strike bombers to the US Central Command area of responsibility.

    These forces will begin to arrive in the coming months as the USS Abraham Lincoln Carrier Strike Group prepares to depart, some of which have already begun to flow into theater as highlighted by the arrival of the B-52 bombers over the weekend. These deployments are in keeping with our commitments to the protection of US citizens and forces in the Middle East, the defense of Israel, and de-escalation through deterrence and diplomacy.

    These movements build on the recent decision to deploy the Terminal High Altitude Area Defense Missile Defense system to Israel, as well as DOD’s sustained Amphibious Ready Group / Marine Expeditionary Unit posture in the Eastern Mediterranean and demonstrate the flexible nature of US global defense posture and US capability to deploy worldwide on short notice to meet evolving national security threats.

    Secretary Austin continues to make clear that should Iran, its partners or its proxies, use this moment to target American personnel or interests in the region, the United States will take every measure necessary to defend our people.

    Shifting gears, tomorrow is Election Day and DOD stands prepared to support state and local authorities as required. Of note, Secretary Austin approved a request last week from the District of Columbia for D.C. National Guard troops to support the D.C. Fire and Emergency Medical Services from November 5 through 13. For those of you who have covered the defense beat for a while, you know that it is routine practice for the DOD to authorize the D.C. National Guard to support or augment security for large scale events in the district and activated Guardsmen will remain under the command and control of the D.C. National Guard.

    Similarly, around the nation, approximately 60 National Guardsmen from six states have been activated by their state governors and state active-duty status for election support with roughly another 600 Guardsmen from 17 states on standby if needed. Again, as you know, the National Guard has ongoing and long-standing relationships with local, state and federal agency partners and has assisted with national special security events like Election Day and Inauguration Day for many years. For more information about individual state responses and activations, I would direct you to the individual states.

    And finally, the Department is proud to celebrate National Native American Heritage Month. This November, we honor the contributions and sacrifices of native peoples who have served our country. The contributions of these fellow Americans have been pivotal in some of the most critical moments in our nation’s defense.

    As just one of many examples, the US Marine Corps Navajo code talkers using their native language to develop an unbreakable communication code during World War II, played a decisive role in the Battle of Iwo Jima. Their example of duty and honor continues to inspire current and future generations of Americans to serve with the same resolve and pride.

    And with that, I’ll be glad to take your questions. Start with AP, Lita.

    Q:  Thank you, Pat. Two things, one on Ukraine, North Korea. Can you say whether any North Korean troops have been observed in combat or over the line in Ukraine? And I believe State has said that the number is about 10,000. Is that what you believe are in the Kursk region right now? And then I have a—

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  Sure, a couple updates. So we believe that there are now at least 10,000 DPRK forces in the Kursk Oblast. Recognizing that as we continue to assess DPRK presence on the ground, those numbers could go up slightly, in terms of the total number of DPRK troops in Russia. We’ve seen the press reports about alleged combat ops. We’re looking into those, but at this point cannot corroborate those reports. But as you heard Secretary Austin say last week, should these troops engage in combat support operations against Ukraine, they would become legitimate military targets.

    Q:  So have you seen any additional North Korean forces heading for eastern Russia? Do you see another wave of influx?

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  I don’t know that I would call it a wave, but as we look at those numbers, we think that the total number of DPRK forces in Russia total could be closer to around 11,000 to 12,000, with about 10,000, at least 10,000 right now in the Kursk Oblast. OK. And you said you had a follow-up?

    Q:  Just on Iran, have you seen any movement indications or any suggestions that Iran has been taking steps to do any type of retaliatory action against Israel?

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  Yeah. So in terms of whether or not Iran does anything, I’m not going to speculate, nor will I discuss intelligence assessments from here. I think we as the US government have been very clear that we believe Iran should not respond to Israel’s retaliation if they choose to do so. We of course will support Israel and their defense.

    Natasha?

    Q:  Thanks, Pat. So senior Ukrainian officials have said that they are observing some very small, limited numbers of North Korean troops, things like engineers, for example, in the occupied territories in eastern Ukraine. Are you not prepared to corroborate that at this point?

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  Yeah. Again, we’re looking into all of that, but at this point, just can’t corroborate those reports.

    Q:  OK. And also, we’re about a week away from the deadline that was set by Secretary Austin and Secretary Blinken with regard to Gaza. The State Department just said that they have not yet seen enough being done in northern Gaza in terms of humanitarian aid. Does the Secretary agree with that?

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  Well, I think as you highlight, at the State Department on Thursday, when Secretary Blinken and Secretary Austin addressed this, both of them highlighted that we believe more needs to be done in terms of getting humanitarian assistance into Gaza and to the Palestinian people. I’d point you to Secretary Blinken’s remarks in terms of sort of the rundown of where things stand on that front.

    But even in his call last week on Thursday with Minister Gallant, Secretary Austin continues to reinforce how important it is to ensure that humanitarian assistance can flow and flow faster into Gaza. And so that will continue to be something that we will remain focused on. Constantin?

    Q:  Thanks, Pat. Just one follow up on the National Guard deployments. You said Guardsmen have been put on active orders from six states. Can you say what those six states are?

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  I don’t have that list here in front of me. Let me just double check, Constantin, make sure. I don’t have that list here in front of me, but we can certainly get that for you.

    Q:  OK. And then sort of on the same vein, is the Department of Defense providing any cyber resources or capabilities for election monitoring or sort of anti-misinformation efforts?

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  Well, as you know, US Cyber Command does play a role in terms of supporting our elections. I’d refer you to them to go into details and there are National Guard elements that do support US Cyber Command, but they can provide you more details on that.

    Q:  Thank you.

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  Thank you. Noah?

    Q:  A couple clean up questions on North Korea, the 11,000 to 12,000 number that you said, that leaves a bandwidth between those in Kursk and those still in eastern Russia. Do you expect those remaining troops to head toward Kursk in the coming days?

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  Yeah. I mean, again we fully expect, just based on what we’re seeing, that these forces will go to the Kursk region, that they will provide some kind of capability. All indications are that they will provide some type of combat or combat support capability. Again, remains to be seen exactly how they will be employed. I’d point you to the comments that were made on Thursday in terms of things like UAV ops, artillery, infantry. So again, should they be employed in combat, they will become legitimate military targets and we would fully expect that the Ukrainians would do what they need to do to defend themselves and their personnel.

    Q:  And do all of those in Kursk that are North Korean troops have Russian uniforms and equipment at this point as you understand?

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  My understanding is that all of these forces are being issued Russian uniforms and Russian equipment.

    Q:  One more follow up on the Middle East. The deployments that were announced on Friday, are these based on new assessments of the threat that Iran may pose within a retaliation toward Israel or possibly American troops? Or is this simply about trying to reinforce the US force posture there given that the carrier will depart in the coming weeks?

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  Well, I think as we highlighted in our statement and as I highlighted at the top here, we are deploying these forces to the region to preserve our ability to protect our forces, support the defense of Israel and also act as a deterrent capability. And so out of due diligence in ensuring that we continue to be prepared to meet our commitments, deploying and rotating these forces in as we look ahead down the road and prepare for the departure of the Abe (sic).

    OK. Mike.

    Q:  Yeah, these North Korean units, do you know if the soldiers are filling blanks spots in the Russian line or will they be deploying and operating as their own particular units?

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  So a couple of things. It’s TBD (sic). We’ll see exactly how these forces are integrated into Russian operations and how they’re committed to the battlefield, assuming that they are. In terms of replacement for Russian forces, I’d point you back again to what Secretary Austin highlighted in terms of the significant casualty rates that we’re seeing among Russian forces.

    So insomuch as that these are potentially forces that are coming in to replace the massive numbers of losses that Russia is experiencing, I think that’s probably a fair assessment and I certainly would not want to be a North Korean soldier.

    Q:  Right. But my point is, I mean, are they going to be inserted into already existing Russian units as just spare body, spare body, spare body, or will there be North Korean battalion fighting here and North Korean battalion here, or do you not know at this point?

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  Yeah, we don’t know at this point, and we’ll see. We anticipate in the relatively near future we will know more as we see how Russia and North Korea opt to employ these forces. OK. Charlie?

    Q:  Thank you, General. Adding to that, do you anticipate or are you even tracking whether or not this may just be the first of many North Koreans that will be headed to Russia? That’s my first question. My second question is regarding Iran’s threats of retaliation, they said that it will come from Iran or Iranian-backed militias, which we’ve already seen in Iraq.

    First of all, have you seen an uptick in the tempo of drone attacks from Iranian-backed militias there against Israel and or against US forces? Does it look orchestrated and how much of it is a concern that bigger stuff might be headed there like ballistic missiles?

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  Yeah, on your first question, that is definitely something that we’re keeping a close eye on. I don’t have anything right now to pass along in terms of whether or not DPRK will or won’t send additional forces. And I’m not going to speculate on whether they do, but definitely something we’re keeping a close eye on. As far as the threats that have been communicated in the press and in social media about the potential for Iran to launch attacks from Iraqi territory, what I would say is that over the last year, we’ve seen Iran backed militia groups sporadically launch missiles and one-way attack UAVs from Syria and Iraq towards Israel.

    The vast majority of those have been intercepted or fail in flight. And while we’ve recently observed an increase in one way attack UAVs assessed to be against Israel, at this stage, we would not characterize these as large numbers. And so we continue to remain vigilant, and we remain ready to defend US forces and Israel from these threats.

    Q:  And are you tracking any movement of ballistic missiles in and out of that region?

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  I don’t have anything to pass along in terms of intelligence assessments from this podium, but again, we stand ready to support the defense of Israel and would encourage Iran not to launch any type of retaliatory attack.

    Luis?

    Q:  We’ve been talking about the 10,000 troops in Kursk, but can you give us some context please? This 10,000, how much will they augment the Russian presence there? Will they be a significant portion of the presence there in that particular oblast? Are they a very small component? Just something so that we can understand what adding 10,000 North Koreans to that battle space means.

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  Sure. I think to do that, you have to go back in time a little bit. And if you recall, when Ukraine conducted their offensive into Russian territory into the Kursk Oblast and they continue to hold Russian territory in Kursk and they have made the decision to hold that territory at risk and continue to defend it. And so what we saw in the early days of that Ukrainian offensive was a very muddled Russian response in terms of trying to push the Ukrainians back. And for the most part, they have not been able to push the Ukrainians very far. They’ve taken some incremental amounts of territory back but nothing that we would categorize as significant. So placing these additional 10,000 to 11,000 to 12,000 forces in Kursk is definitely something from a combat capability standpoint that could be significant, but a lot of that will depend on how those forces are employed, how they’re integrated into the Russian command and control.

    And of course, if the Ukrainians—if the past is any indicator of the future, the Ukrainians are battle hardened veterans who know how to fight. And so every indication that they will continue to defend Ukrainian sovereignty and continued to defend Kursk, the territory that they’ve taken. And so we’ll see how that plays out.

    Q:  Numerically and size-wise, numerically, is it, the infusion of these 10,000 additional troops at a minimum, is that really significant to the force that you said have been making incremental gains?

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  Well, I think, again, if you want to talk numbers and again, numbers can be misleading because look what Ukraine did when Russia invaded Ukraine in 2022 and how a small number of forces to date have been able to largely defeat the strategic objectives of what was and is the largest army in Europe.

    So again, a lot of that just depends on how Russia opts to employ those forces, how well they’re integrated, what kind of combat experience they have. And so we’ll see. In the meantime, we continue to consult very closely with our allies and partners. And we also continue to ensure that we’re working with Ukraine and some 50 nations to rush security assistance to Ukraine, to defend Ukrainian sovereignty both here and elsewhere in the battlefield.

    Let me go to the phone real quick here. Let’s go to Dan Lamothe, Washington Post.

    Q:  Hey, General. Thanks for your time today. There’s often a perception in the Pentagon and across Washington that aircraft carriers deter Iran and the lack of one in the region, emboldens them. Two questions, I guess, related. Does Secretary Austin see these newly announced deployments on Friday to the region as sufficient to deter Iran with a carrier group potentially coming?

    And can you put this decision in context of how you’re looking at broader threats in the Pacific and other regions? Thanks.

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  Yeah. Thanks, Dan. So when it comes to us force deployments around the world, while there’s understandable focus on particular types of equipment and vessels to include aircraft carriers, at the end of the day, it really comes down to our people and the capabilities that we provide. And so the capabilities that we’re deploying into the region will provide a significant amount of capability on par with what we’ve been doing in the Middle East region since the October 7th attacks over a year ago.

    And so certainly as we look at global force management and our national security commitments around the world, that’s always taking into account in terms of how we can meet those commitments and ensure we have what we need to protect our people. And in this case, also support the defense of Israel.

    Let me go to Jeff Schogol, Task and Purpose.

    Q:  Yeah. Thank you. Two separate questions. Now that the election is upon us, is the Defense Department satisfied that all overseas troops and their spouses have the access they need to federal absentee ballots? Also, how should one describe the coalition between North Korea and Russia? Is it an alliance or is it more friends with benefits?

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  Thanks, Jeff. Let me take your question on voting first. So first of all, we continue to recommend all voters register and request an absentee ballot. Those deadlines vary depending on states. And as you know, we do have a robust education program in terms of getting the word out on how service members and their families can obtain their absentee ballots no matter where you are, whether it’s overseas or whether it’s stationed outside of your state.

    Just speaking from personal experience as a Florida resident, I can tell you, I received multiple emails over many weeks, reminding me to register and to request my ballot. It arrived early. I had plenty of time to submit that. If a service member has requested a ballot and it hasn’t arrived, they can use the federal write-in absentee ballot immediately at FVAP.gov/FWAB, and this acts as a back-up ballot.

    And again, that information is provided on multiple occasions through multiple mechanisms. So again, encourage folks to get out and vote and make sure that their voice is heard. As far as the relationship between Russia and North Korea goes, we definitely continue to monitor this.

    The level of cooperation between the two remains concerning, but in many ways transactional. And so again, this is something we’ll keep a close eye on, and I’ll just leave it there. OK. Yes, sir.

    Q:  Thank you, General. Last week as you said that Secretary Austin all times (sic) he urged for a ceasefire in Lebanon as quickly as possible. So do you think we need more time, that Israel needs more time to stop this war to achieve their goals? How long do you believe that will take, this war? Is it, as you said before, it was a limited operations, but now almost a month starting this war, so do they need more weeks and months or maybe we’re going to see like what’s happened in Gaza like over a year for this war? Thank you.

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  Yeah, I won’t speak for Israel. But Secretary Austin and others have been very clear that we believe that a ceasefire and the resolution of tensions in the region through diplomatic means are required as soon as possible. And so as you’ve seen with the State Department and the US envoy, Mr. Hochstein, going to the region, this continues to be something that is a top priority for the US, working with partners in the region to include Israel. And we’ll continue to communicate that to our Israeli counterparts.

    As you saw from our readout, this was also something that came up in the phone call between Secretary Austin and Minister Gallant last week. Thank you.

    OK. Let me go to Heather from USNI.

    Q:  Thank you so much. I was hoping you could give a couple more details about the plans with Abe (sic) and then whether or not it’s planning to leave within the next couple of weeks, the next week. And then Harry S. Truman is on its way over to the Middle East, Mediterranean area, but it’s making stops along its way.

    Is this an indication that we don’t feel that there needs to be an aircraft carrier in the region very quickly? What does this indicate in terms of how much the Houthi threat remains in the Middle East?

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  Yeah. Thanks, Heather. As far as deployment timelines go, as a matter of policy and operational security, we’re not going to talk specifics on when the Abraham Lincoln strike group will depart the US Central Command area of responsibility. As for the Truman, as you highlight, continues to operate in the North Atlantic.

    Again, I’m not going to get into its particular movements or forecast those. And in terms of the message it sends, it just demonstrates the flexibility and versatility of the US military and our ability to meet our national security commitments and provide robust capability around the world and flex as needed.

    And again highlighted by the fact that you have B-52 bombers that are now in the AOR, the CENTCOM AOR, that are multi-versatile and can provide an incredible amount of capability in support of those efforts. So again, it’s about capability and it’s about our people and we’re confident that we have the right force posture to support our national security requirements.

    Q:  Just a quick follow up on the announcement on troops at the Middle East, are there any plans to send additional troops into Israel or to man assets there?

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  I don’t have anything to announce at this point. Yeah. Thanks.

    Sir?

    Q:  Thank you. General. Do you anticipate any direct Israeli attack on Iranian paramilitary groups in Iraq as they continuously launch UAVs into Israel? I mean, did you send any message to these groups in Iraq?

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  As I’m sure you can appreciate, I won’t speak for Israeli operations on what they may or may not do. I can tell you that what we’ve seen in the past is them—as I highlighted earlier, intercept threats that are heading towards Israel, but in terms of potential future military action by Israel, that’s a question for them to address. OK.

    Q:  Might that not be something that CENTCOM would engage in, the potential attack or if you want to call it a preemptive strike?

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  Well, again, without getting into hypotheticals or speaking to Israeli operations, US Central Command and the Department of Defense regularly have conversations with Israel as it relates to the defense of Israel and how we can work together to support that effort. And as I highlighted earlier, if we do see threats emanating from other regions, we’re prepared to support the defense of Israel and have, as we’ve demonstrated in the past.

    Q:  Hey. Thanks, Pat. A couple things I wanted to drill down a little bit on the North Koreans in Kursk. Images appeared online that shows a North Korean troop killed in that, in Kursk. And then my other question is, has there been any change in the US warship presence in the Red Sea to protect shipping commercial shipping?

    And if so, how has that changed? Any change in operation—I forget what the name is, the operation protecting ships in the Red Sea?

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  Thanks, Howard. On your first question, again, I’ve seen those press and social media reports. Again, we’re looking into them, but I cannot corroborate those reports at this time. As it relates to force posture in the Red Sea and elsewhere, I’m not going to get into specifics in terms of which ships are there and what their movement plans are, other than to say, yes, we do maintain robust capability to support Operation Prosperity Guardian and support our efforts to support freedom of navigation and the safety of mariners in the region. OK.

    Do one more. Yes, ma’am?

    Q:  Just a quick follow-up, Pat, on Luis’ questions. What’s the US estimate on the number of Russian forces in the Kursk region?

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  I don’t have a number to provide to you.

    Q:  Ballpark?

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  I don’t even have a ballpark number other than to say, broadly speaking, what we saw in the past was essentially a conglomeration of various units on the Russian side to include territorial defense forces attempting to push the Ukrainians back.

    Q:  I think I was just trying to get a sense of kind of perspective, right? Is it now almost largely North Korean troops their equal number of both? I mean, I think that’s kind of what we’re trying to figure out.

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER:  Sure. And I just don’t have a number to pass along here. I mean, keeping in mind again that what we’re talking about here is Russian territory writ large, right? So I mean this is inside Russian interior lines and theoretically, Russia could have made the decision a long time ago to move large number of Russian forces to address this threat.

    But it demonstrates a couple of things. One, the fact that Russia has not made recovery of its sovereign territory a priority, and number two, the fact that Russia finds itself in a situation where they now have to hire out to get additional forces to deal with this issue, which as Secretary Austin has highlighted, is an indication of the dire straits they’re in when it comes to personnel.

  • MIL-OSI Economics: ADB, Partners Mark Start of Construction of Tina River Hydropower Project in Solomon Islands

    HONIARA, SOLOMON ISLANDS (5 November 2024) — The Asian Development Bank (ADB) today joined project partners in Solomon Islands for a ceremony to mark the beginning of construction of the Tina River main dam structure.

    Solomon Islands Prime Minister Jeremiah Manele led the commissioning ceremony. He was joined by ADB Director General for the Pacific Leah Gutierrez, World Bank Country Director for Papua New Guinea and the Pacific Islands Stephen Ndegwa, Australia’s High Commissioner to Solomon Islands Rod Hilton, other senior government officials, and representatives from Korea Water Resources Corporation, Hyundai Engineering Corporation Limited, and Tina Hydropower Limited.

    “This transformational project will support the development of renewable energy to supply electricity to the capital, Honiara,” said Ms. Gutierrez. “This project is a testament to the power of partnerships that has prioritized climate change action, sustainability, and community development.”

    The 15-megawatt hydropower plant will be developed on the Tina River, just outside Honiara, which will reduce the country’s reliance on imported fossil fuels.

    Tina Hydropower Limited, a special project company, consisting of Korea Water Resources Corporation and Hyundai Engineering Corporation Limited, implements the project through a build-operate-own-transfer scheme.

    ADB supports the project with a $18 million loan from its concessional ordinary capital resources and a $12 million grant from the Asian Development Fund, which provides grants to ADB’s poorest and most vulnerable developing member countries.

    Other project partners include the Abu Dhabi Development Fund, Australian government, Export–Import Bank of Korea, and the Green Climate Fund.
