    Regulations developed to prevent discriminatory housing practices, racially segregated neighborhoods 

    OAKLAND — California Attorney General Rob Bonta today co-led a coalition of 21 attorneys general in sending a letter to the U.S. Department of Housing and Urban Development (HUD) opposing a proposed rule that would rollback critical fair housing regulations that prohibit discrimination in the marketing of affordable housing. The Affirmative Fair Housing Marketing (AFHM) regulations require owners of federally assisted housing to target advertising and outreach regarding their properties to communities that otherwise might not have learned about the opportunity to live there. The proposed rule would repeal these regulations, which are designed to ensure that federally assisted housing providers do not market available housing to only certain groups as had been done in the past to maintain racially segregated neighborhoods.

    “The Trump Administration is working to roll back critical fair housing regulations that prohibit discrimination — protections put in place in the 70’s to combat the insidious persistence of segregated neighborhoods — protections that are essential today to ensure that housing opportunities for underserved communities remain accessible,” said Attorney General Bonta. “The national housing crisis is driven by a shortage of housing supply and unaffordability that disproportionately affects communities of color. Today I urge the Administration to look closely at the mandate they inherited in the Fair Housing Act and understand that letting a broader range of buyers know about affordable housing opportunities that are available to them is necessary to ensure that these opportunities remain accessible for all Americans.” 

    Historically, government at all levels throughout the United States, along with private developers and mortgage lending institutions, played an active role in creating segregated living patterns, which perpetuated inequalities in access to opportunity. The Fair Housing Act, through AFHM regulations, requires HUD and recipients of federal funds from HUD to administer their programs in a manner to affirmatively further fair housing by ensuring that the agency and its program participants take meaningful actions to overcome patterns of segregation, promote fair housing choice, eliminate disparities in opportunities, and foster inclusive communities. The Fair Housing Act prohibits discrimination based on race, color, national origin, religion, sex (including gender and sexual orientation), familial status, and disability. 

    AFHM requirements require that owners and developers of HUD-subsidized housing have marketing programs in place to reach groups that are protected from discrimination by the Fair Housing Act and are not as likely to apply for such housing. Housing providers must then select methods of outreach and advertising, that are designed to reach those communities. Too often, the populations that are the least likely to apply are those that are underrepresented in the area where the property is located, especially affordable properties in high opportunity areas — areas that offer residents enhanced access to economic mobility and improved living conditions. The AFHM regulations do not dictate which tenants an owner must select for a unit, and nothing prohibits landlords from advertising through other media that reach different populations as well.

    In the letter, the attorneys general argue that the proposed repeal of these longstanding regulations is in direct contradiction with the mandate of the Fair Housing Act — to affirmatively further fair housing through ensuring non-discriminatory marketing practices — especially so given the lack of: 

    • a replacement rule; 
    • an explanation of how HUD will affirmatively ensure that covered program participants are not engaging in discriminatory and unlawful housing marketing practices in violation of federal law; and 
    • legally sufficient or evidence-based justifications for this total reversal of over 50 years of federal housing policy and law.

    The attorneys general hold a vested interest in ensuring equal access to housing and eradicating discrimination in communities nationwide. The national housing crisis is driven by a shortage of housing supply and skyrocketing unaffordability that disproportionately affects communities of color. The highest disparities are experienced by Black households — a byproduct of systemic racism and policies that targeted Black people and neighborhoods home to primarily Black people. Data on fair housing complaints confirm that proactive fair housing measures, including in advertising, are as vital as ever. In 2023, record high levels of fair housing complaints were submitted to HUD, the U.S. Department of Justice, and other fair housing organizations; the annual number of complaints has consistently risen. 

    In sending today’s letter Attorney General Bonta and the attorneys general from Maryland and New York lead the attorneys general of Arizona, Colorado, Connecticut, Hawaii, Illinois, Maine, Massachusetts, Michigan, Minnesota, Nevada, New Jersey, New Mexico, North Carolina, Oregon, Rhode Island, Vermont, Washington, and the District of Columbia.

  • Trump, Putin reiterate positions on Ukraine war in phone call, Kremlin aide says

    U.S. President Donald Trump pushed for a quick halt to the Ukraine war in a Thursday phone call with Vladimir Putin, while a Kremlin aide said the Russian president reiterated that Moscow would keep pushing to solve the conflict’s “root causes.”

    The two leaders did not discuss a recent pause in some U.S. weapons shipments to Kyiv during the nearly hour-long call, according to a readout provided by Putin aide Yuri Ushakov.

    Ukrainian President Volodymyr Zelenskiy, meanwhile, told reporters in Denmark that he hopes to speak to Trump as soon as Friday about the ongoing pause in some weapons shipments, which was first disclosed earlier this week.

    Trump did not immediately comment on the conversation with Putin, but he said on social media beforehand that he would speak to the Russian leader.

    “Root causes” has become Russian shorthand for issue of NATO enlargement and Western support for Ukraine, including the rejection of any notion of Ukraine joining the NATO alliance. Russian leaders are also angling to establish greater control over political decisions made in Kyiv and other eastern European capitals, NATO leaders have said.

    The diplomatic back-and-forth comes as the U.S. has paused shipments of certain critical weapons to Ukraine due to low stockpiles, sources earlier told Reuters.

    That decision led to Ukraine calling in the acting U.S. envoy to Kyiv on Wednesday to underline the importance of military aid from Washington, and caution that the move would weaken Ukraine’s ability to defend against intensifying Russian airstrikes and battlefield advances.

    The Pentagon’s move led in part to a cut in deliveries of Patriot air defence missiles that Ukraine relies on to destroy fast-moving ballistic missiles, Reuters reported on Wednesday.

    Ushakov, the Kremlin aide, said the issue of weapons deliveries to Ukraine did not come up during the Trump-Putin phone call.

    Ushakov added that while Russia was open to continuing to speak with the U.S., any peace negotiations needed to occur between Moscow and Kyiv.

    That comment comes amid some indications that Moscow is trying to avoid a trilateral format for any peace negotiations. The Russians asked American diplomats to leave the room during such a meeting in Istanbul in early June, Ukrainian officials have said.

    Trump and Putin did not talk about a face-to-face meeting, Ushakov said.

    Iga Swiatek may not love the grass but she seems to relish a battle whatever the surface and showed all that fighting spirit as she clawed back to beat American Caty McNally 5-7 6-2 6-1 and reach the third round of Wimbledon on Thursday.

    McNally, the world number 208, looked poised to cause an upset when she clawed her way back from 4-1 down to take the first set against the five-times Grand Slam champion.

    At that point Swiatek’s mediocre record at the All England Club, where the Pole has never gone past the quarter-finals, seemed to be weighing heavily on her shoulders.

    But rather than shy away from the scrap, the former world number one seemed to flick a psychological switch that saw her come out for the second set transformed, upping her aggression and playing with a ferocity McNally simply could not handle.

    She broke early in the second set and never looked back, losing only three more games to set up a third-round match against another American Danielle Collins.

  • MIL-OSI Security: Canton Man Charged in National Health Care Fraud Takedown

    Over 300 defendants charged nationwide in connection with more than $14.6 billion in alleged fraud, making it the largest health care fraud takedown in history

    BOSTON – Today, as part of the Department of Justice’s 2025 National Health Care Fraud Takedown, a Canton, Mass. man has been charged and has agreed to plead guilty in connection with an alleged fraud scheme to defraud Medicare of over $4 million by submitting claims for durable medical equipment (DME) that was medically unnecessary, not wanted by the Medicare beneficiaries, and  tainted by kickbacks.

    Krishna Gidwani, 55, of Canton, Mass., was charged by an Information with one count of conspiracy to commit health care fraud. The Court has scheduled a plea hearing for July 30, 2025.  

    According to the charging documents, Gidwani allegedly worked with Raju Sharma, and other co-conspirators to own and operate a DME company that paid telemarketing companies for DME orders for orthotics such as ankle, wrist, knee and back braces. Often, the Medicare beneficiaries did not need or want the braces the defendants shipped them and, as further alleged in the information, the doctors whose signatures appeared on these DME orders often did not treat these beneficiaries and did not prescribe the DME. In May 2025, Sharma, agreed to plead guilty to health care fraud conspiracy for his alleged role in the scheme. His plea hearing is scheduled for July 8, 2025.

    The charge of conspiracy to commit health care fraud provides for a sentence of up to 10 years in prison, supervised release for up to three years and a fine of up to $250,000 or twice the gross gain or loss, whichever is greater. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

    “Mr. Gidwani is accused of manipulating Medicare to enrich himself – misusing the names of unwitting doctors to push unwanted and unnecessary medical equipment onto elderly patients. Health care fraud is not a victimless crime. It drives up costs, exploits vulnerable patients and undermines public trust in our medical system,” said United States Attorney Leah B. Foley. “Today’s charges are part of a historic, nationwide effort to hold accountable those who abuse federal health care programs for personal gain. Our office will continue to work closely with our law enforcement partners to root out fraud and ensure that Medicare dollars support genuine patient care, not criminal profit.”

    “This record-setting Health Care Fraud Takedown delivers justice to criminal actors who prey upon our most vulnerable citizens and steal from hardworking American taxpayers,” said Attorney General Pamela Bondi. “Make no mistake – this administration will not tolerate criminals who line their pockets with taxpayer dollars while endangering the health and safety of our communities.”

    Today’s announcement is part of a strategically coordinated, nationwide law enforcement action that resulted in criminal charges against 324 defendants for their alleged participation in health care fraud and illegal drug diversion schemes that involved the submission of over $14.6 billion in intended loss and over 15 million pills of illegally diverted controlled substances. The defendants allegedly defrauded programs entrusted for the care of the elderly and disabled to line their own pockets. The United States has seized over $245 million in cash, luxury vehicles and other assets in connection with the takedown.

    Overseas operatives allegedly used stolen identities of American citizens to obtain remote jobs with U.S. companies, including Fortune 500 companies

    UPDATE: This press release was revised on July 3, 2025 to reflect that a 10th individual was charged in a separate charging document that was unsealed on July 2, 2025. 

    BOSTON – Nine individuals have been indicted in Boston, Mass. including one New Jersey man and eight overseas actors from China and Taiwan in connection with an alleged scheme to generate revenue for the Democratic People’s Republic of Korea (DPRK) weapons of mass destruction (WMD) programs. The alleged scheme involved the dispatchment of skilled information technology (IT) workers who, using stolen identities of U.S. persons, posed as domestic workers to obtain remote IT jobs with U.S. companies, including several Fortune 500 companies and a defense contractor.

    The following defendants have been indicted for their roles in the scheme, which generated at least $5 million in revenue for North Korea:  

    1. U.S. national Zhenxing “Danny” Wang of New Jersey;
    2. Chinese national Jing Bin Huang (靖斌 黄);
    3. Chinese national Baoyu Zhou (周宝玉);
    4. Chinese national Tong Yuze (佟雨泽);
    5. Chinese national Yongzhe Xu (徐勇哲 andيونجزهي أكسو), currently residing in the United Arab Emirates;
    6. Chinese national Ziyou Yuan (زيو), currently residing in the United Arab Emirates;
    7. Chinese national Zhenbang Zhou (周震邦);
    8. Taiwanese national Mengting Liu (劉 孟婷); and
    9. Taiwanese national Enchia Liu (刘恩)

    Zhenxing Wang was arrested earlier today in New Jersey. He will appear in federal court in Boston at a later date. A second U.S. national, Kejia “Tony” Wang of New Jersey, has also been charged in a separate charging document for his role in the scheme and has agreed to plead guilty.

    As alleged in court documents, in response to U.S. and U.N. sanctions, the DPRK government has dispatched thousands of skilled IT workers around the world, who stole identities of U.S. persons and posed as domestic workers to obtain remote IT jobs with U.S. companies and generate revenue for DPRK weapons of mass destruction WMD programs. The DPRK IT workers’ scheme involved the use of pseudonymous email, social media, payment platform and online job site accounts, as well as false websites, proxy computers, and third-party enablers in the United States and abroad. According to the court documents the IT workers employed under this scheme also gained access to sensitive employer data and source code, including International Traffic in Arms Regulations data from a California-based defense contractor that develops artificial intelligence-powered equipment and technologies

    “The threat posed by DPRK operatives is both real and immediate. Thousands of North Korean cyber operatives have been trained and deployed by the regime to blend into the global digital workforce and systematically target U.S. companies,” said United States Attorney Leah B. Foley. “We will continue to work relentlessly to protect U.S. businesses and ensure they are not inadvertently fueling the DPRK’s unlawful and dangerous ambitions.”

    “These schemes target and steal from U.S. companies and are designed to evade sanctions and fund the North Korean regime’s illicit programs, including its weapons programs,” said John A. Eisenberg, Assistant Attorney General for the Department’s National Security Division. “The Justice Department, along with our law enforcement, private sector, and international partners, will persistently pursue and dismantle these cyber-enabled revenue generation networks.”

    “The FBI will continue to work with our partners to expose and mitigate these fraudulent IT schemes and provide unwavering support to victims of North Korean cyber actors. While we have disrupted this group, this is merely the initial phase of the problem. The government of North Korea has trained and deployed thousands of IT workers to carry out similar schemes against U.S. companies daily. The FBI strongly advises organizations to closely monitor their data, strengthen their remote hiring processes, and report any suspicious activity or fraud to the FBI,” said Rafik Mattar, Acting Special Agent in Charge of the Federal Bureau of Investigation (FBI), Las Vegas Division.

    “These Indictments should act as a deterrent for individuals and foreign entities attempting to illegally export critical defense information,” said John E. Helsing, Acting Special Agent in Charge for the Department of Defense Office of Inspector General, Defense Criminal Investigative Service (DCIS) Western Field Office. “DCIS will continue to work aggressively with our law enforcement partners and the Department of Justice to investigate and prosecute those who threaten our National Security and America’s Warfighters.”

    “This multiagency case demonstrates the power of law enforcement agencies collaborating to dismantle international fraudulent schemes involving technology,” said Shawn Gibson, Special Agent in Charge for Homeland Security Investigations (HSI) in San Diego. “Let this investigation prove that HSI will aggressively identify and bring to justice those who seek to steal intellectual property through illegal access to computer networks in order to financially profit and jeopardize U.S.-based businesses who have fallen victim to these actors.”

    According to the indictment, from approximately 2021 through October 2024, the defendants and other co-conspirators perpetuated a massive fraud scheme resulting in the transmission of false and misleading information to dozens of U.S. companies, financial institutions, and government agencies, including the Department of Homeland Security (DHS), the Internal Revenue Service (IRS), and the Social Security Administration (SSA). Specifically, these defendants and their co-conspirators allegedly compromised the identities of more than 80 U.S. persons; fraudulently obtained remote jobs at more than 100 U.S. companies, including several Fortune 500 companies and a cleared defense contractor; received laptops and other hardware from U.S. companies; accessed, without authorization, the internal systems of these U.S. companies, including sensitive employer data and source code; generated at least $5 million in revenue for the overseas IT workers; and caused U.S. victim companies to incur legal fees, computer network remediation costs, and other damages and losses of at least $3 million.  

    The overseas IT workers were allegedly assisted in this scheme by Kejia Wang, Zhenxing Wang, and at least four other identified U.S. facilitators. These facilitators allegedly received and/or hosted laptops belonging to U.S. victim companies at their residences to deceive the U.S. companies into believing the IT workers were in the United States. It is further alleged that they facilitated remote access to the computers for the overseas IT workers through illicit means, including downloading software to the computers without authorization from the U.S. companies, connecting the U.S. companies’ computers to internet-connected KVM switches, and creating shell companies with corresponding websites and financial accounts, including Hopana Tech LLC, Tony WKJ LLC and Independent Lab LLC to make it appear as though the overseas IT workers were affiliated with legitimate U.S. businesses. These facilitators also allegedly established accounts at U.S. financial institutions and online money transfer services to receive money from victimized U.S. companies, much of which was subsequently transferred to overseas co-conspirators. In exchange for their services, it is alleged that Kejia Wang, Zhenxing Wang, and the other U.S. facilitators collected at least $696,000 in fees.  

    According to court documents, in October 2024, seven locations in New York, New Jersey and California were searched and voluntary interviews at so-called “laptop farms” were conducted (that is, premises used to host U.S company laptop computers used in furtherance of the scheme), resulting in the recovery of more than 70 victim company devices. Additionally, 21 fraudulent web domains used to facilitate North Korean IT work have been seized, and 29 financial accounts, holding tens of thousands of dollars in funds, used to launder revenue for the North Korean regime through remote IT work.

    Also today, the Northern District of Georgia unsealed an indictment charging four North Korean nationals with a scheme to steal virtual currency held by two victim companies valued at over $750,000 and laundering the proceeds overseas. Unlike traditional North Korean IT workers, who usually seek employment with the goal of remitting their salaries back to North Korea, the defendants charged by the Northern District of Georgia allegedly sought employment with virtual currency-related businesses to earn the trust of those businesses and then stole those businesses’ virtual assets.

    Today’s announcement is the culmination of a multi-year investigation by federal law enforcement agencies and is one of several announced today as part of the Justice Department’s initiative, DPRK: Domestic Enabler. Under the initiative, Department prosecutors and agents continue to prioritize high-impact, strategic, and unified enforcement and disruption operations targeting DPRK’s illicit revenue generation efforts through remote IT workers, and the U.S.-based individuals who enable them.

    The U.S. Department of State has offered potential rewards for up to $5 million in support of international efforts to disrupt North Korea’s illicit financial activities, including for certain information related to individuals who are sent outside of North Korea to work to generate money for the North Korean government or who facilitate the activities of such North Korean nationals.

    The charges of conspiracy to commit mail and wire fraud, conspiracy to commit money laundering and conspiracy to violate the International Emergency Economic Powers Act (IEEPA) each provide for a sentence of up to 20 years in prison, three years of supervised release and a fine of $250,000. The charge of conspiracy to cause damage to a protected computer provides for a sentence of up to 15 years in prison, three years of supervised release and a $250,000 fine. The charge of conspiracy to commit identity theft provides for a sentence of up to five years in prison, three years of supervised release and a $250,000 fine. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

    Lok Sabha Speaker Om Birla on Thursday said that the 18th Lok Sabha has seen higher productivity and more meaningful debate due to a clear decline in frequent disruptions.

    Speaking at the inaugural session of the first national conference of the heads of urban local bodies from States and Union Territories in Manesar, Haryana, Birla said that democracy thrives on dialogue, patience, and thoughtful discussion. He urged local bodies to adopt similar practices to strengthen governance at the grassroots across India’s cities.

    Addressing delegates, Birla highlighted that the Lok Sabha now often holds late-night sessions and longer debates—reflecting a responsible approach to democratic work. He called on Urban Local Bodies to introduce structured mechanisms like Question Hour and Zero Hour, which have helped Parliament hold the executive accountable and raise citizens’ concerns in an organised way.

    The Speaker stressed that irregular or brief municipal meetings weaken local governance and erode public trust. Instead, he called for regular sittings, strong committee systems, and open civic consultations. Birla asked municipal representatives to avoid disruptive behaviour and focus on constructive debate, noting that fewer protests and placard-waving in Parliament have improved lawmaking and the public’s view of the institution.

    Describing local bodies as the closest tier of governance to people’s daily lives, the LS Speaker said they are best placed to understand local needs and deliver essential services. He pointed out that cities like Gurugram, which combine India’s deep cultural roots with innovation and enterprise, show how empowered local governance can drive progress.

    With India’s urban population expected to cross 600 million by 2030, Birla said ULBs must not limit themselves to basic service delivery but rise as strong institutions of self-governance. Birla encouraged municipal leaders to help achieve India’s goal of becoming a developed nation by 2047 under the vision of “Viksit Bharat @2047.”

    The two-day conference, held under Azadi Ka Amrit Mahotsav, is focused on the theme “Role of Urban Local Bodies in Strengthening Constitutional Democracy and Nation Building.” It covers transparent functioning, inclusive urban growth, innovation in governance, women’s leadership, and future-ready city planning.

    Birla underlined the daily impact ULBs have through infrastructure, sanitation, waste management, roads, and pollution control. Good work in these areas, he said, builds public trust and lays the ground for sustainable urban growth. He said that the visible and practical work of local bodies leaves a lasting impression on citizens.

    He welcomed the growing presence of women leaders in urban governance, with many ULBs now having nearly 50% representation. He called for more training, leadership opportunities, and policy exposure for women so they can take on bigger roles in administration and public life.

    Calling India the “mother of democracy,” Birla said that local self-governance—from Gram Sabhas to urban bodies—has always been part of India’s cultural foundation. He said that strong local institutions make State Assemblies and Parliament more effective and responsive to people’s needs.

    He urged participants to stay focused on citizen engagement, long-term planning, and capacity building to keep India’s cities resilient, fair, and globally competitive.

    On the final day, delegates will present group reports and recommendations. The valedictory session will be addressed by Haryana Governor Bandaru Dattatraya, with Deputy Chairman of Rajya Sabha Harivansh and other dignitaries in attendance.

    Urging local bodies to lead with integrity and fresh ideas, Birla said they should help build a strong network of future-ready cities, paving the way for India’s progress towards Viksit Bharat @2047.

    Haryana Chief Minister Nayab Singh and Speaker of Haryana Vidhan Sabha Harvinder Kalyan were also present. The event brought together municipal chairpersons, elected leaders, and senior officials from across the country to exchange ideas and strengthen local democracy.

    Today, the Prime Minister, Mark Carney, spoke with the President of the Philippines, Ferdinand Marcos Jr.

    The leaders discussed the close economic and cultural ties between Canada and the Philippines, with nearly one million Canadians of Filipino descent. They reflected on the Lapu-Lapu Day tragedy in Vancouver earlier this year and expressed their deep condolences to all those affected.

    Prime Minister Carney emphasized opportunities to deepen Canada’s relationship with the Philippines in investment and commerce, including by advancing free trade. The two leaders agreed on the importance of a free and open Indo-Pacific, and of the efforts of both Canada and the Philippines to uphold the rules-based international order and security in the region.

    Prime Minister Carney extended an invitation to President Marcos Jr. to visit Canada. The leaders will remain in close contact.

  • MIL-OSI United Nations: Commission on Limits of Continental Shelf to Hold Sixty-Fourth Session at Headquarters, from 7 July to 8 August

    NEW YORK, 3 July (United Nations, Division for Ocean Affairs and the Law of the Sea (DOALOS), Office of Legal Affairs) ― The Commission on the Limits of the Continental Shelf will hold its sixty-fourth session from 7 July to 8 August at United Nations Headquarters in New York.  During the session, plenary meetings will be held from 14 to 18 July and from 28 July to 1 August.  The remainder of the session will be devoted to the technical examination of submissions by subcommissions on the Division premises, including geographic information systems laboratories and other facilities.

    Mr. Stig-Morten Knutsen, nominated by Norway, will attend for the first time the upcoming session of the Commission, following his election as a member of the Commission at the thirty-fifth Meeting of States Parties to the United Nations Convention on the Law of the Sea on 26 June, for the remainder of the term of office, until 15 June 2028.

    During the session, eleven subcommissions will consider submissions made by:  Mauritius in respect of the region of Rodrigues Island; Palau in respect of the North Area; Portugal; Spain in respect of the area of Galicia; Namibia; Mozambique; Madagascar; and Mexico in respect of the eastern polygon in the Gulf of Mexico, as well as revised submissions made by Brazil in respect of the Brazilian Oriental and Meridional Margin; Cook Islands concerning the Manihiki Plateau; and the Russian Federation in the area of the Gakkel Ridge in the Arctic Ocean.

    Coastal States that had not yet presented their submissions to the Commission were invited to present them at the plenary part of the session.  To date, the following submitting States accepted the invitation:  Denmark in respect of the Southern Continental Shelf of Greenland; and India (amended submission).

    Given that pursuant to rule 13 (Term of office) of the rules of procedure of the Commission, the two-and-half-year term of office of the officers (Chair and Vice-Chairs) of the Commission will expire later in 2025, the plenary of the Commission will elect its officers for the second half of the current term of office.  The Chairperson will also inform the Commission about the deliberations that took place at the thirty-fifth Meeting of States Parties to the United Nations Convention on the Law of the Sea.

    Background

    Established pursuant to article 2 of annex II to the 1982 United Nations Convention on the Law of the Sea, the Commission makes recommendations to coastal States on matters related to the establishment of the outer limits of their continental shelf beyond 200 nautical miles from the baselines from which the breadth of the territorial sea is measured, based on information submitted by those coastal States.  The recommendations are based on the scientific data and other material provided by coastal States in relation to the implementation of article 76 of the Convention and do not prejudice matters relating to the delimitation of boundaries between States with opposite or adjacent coasts or prejudice the position of States that are parties to a land or maritime dispute, or application of other parts of the Convention or any other treaties.  The limits of the continental shelf established by a coastal State on the basis of the recommendations are final and binding.  In the case of disagreement by a coastal State with the recommendations of the Commission, the coastal State shall, within a reasonable time, make a revised or new submission to the Commission.

    Under rule 23 of its rules of procedure (Public and private meetings), the meetings of the Commission, its subcommissions and subsidiary bodies are held in private, unless the Commission decides otherwise.

    As required under the rules of procedure of the Commission, the executive summaries of all the submissions, including all charts and coordinates, have been made public by the Secretary-General through continental shelf notifications circulated to Member States of the United Nations, as well as States Parties to the Convention. The executive summaries are available on the Division’s website at:  www.un.org/depts/los/clcs_new/clcs_home.htm.  The summaries of recommendations adopted by the Commission are also available on the above-referenced website.

    The Commission is a body of 21 experts in the field of geology, geophysics or hydrography serving in their personal capacities.  Members of the Commission are elected for a term of five years by the Meeting of States Parties to the Convention having due regard to the need to ensure equitable geographical representation.  Not fewer than three members shall be elected from each geographical region.  Currently, one seat on the Commission is vacant resulting from a lack of nominations from the Group of Eastern European States.

    The Convention provides that the State Party which submitted the nomination of a member of the Commission shall defray the expenses of that member while in performance of Commission duties.  A voluntary trust fund for the purpose of defraying the cost of participation of the members of the Commission from developing countries has been established.  It has facilitated the participation of several members of the Commission from developing countries in the sessions of the Commission.

    The convening by the Secretary-General of the sessions of the Commission, with full conference services, including documentation, for the plenary parts of these sessions, is subject to approval by the General Assembly of the United Nations.  The Assembly does so in its annual resolutions on oceans and the law of the sea, which also address other matters relevant to the work of the Commission and the conditions of service of its members.

  • MIL-OSI Security: U.S. Marshals Arrest Fugitive at San Francisco International Airport

    San Francisco, CA – On June 25, members of the U.S. Marshals Service Northern District of California arrested in San Francisco a former U.S. Postal Service (USPS) employee wanted for violating pre-trial conditions by unlawful flight to avoid prosecution and fleeing to a foreign country.

    Johnny Q. Nguyen, 49, is alleged to have run a fraudulent mail scheme from July to December 2024, stealing over $90,000 from businesses and charities in Washington and California by sending fake government letters demanding fees. Nguyen allegedly funneled the money through an LLC shell company and laundered the proceeds via transfers and cash withdrawals. Authorities intercepted an additional $395,000 in intended payments.

    In May, Nguyen was indicted by a grand jury in the Western District of Washington on several charges, including mail fraud and money laundering. After a court appearance in the Northern District of California June 17, he was ordered to surrender his passport and restrict his travel. However, on June 24, he used a concealed passport to flee the U.S. on a one-way flight to Vietnam.

    On June 25, the U.S. Marshals learned of Nguyen’s flight and alerted the State Department’s Diplomatic Security Service, who intercepted Nguyen on a layover in Taipei, Taiwan, and put him on a return flight to San Francisco International Airport (SFO). U.S. Marshals took him into custody upon arrival at SFO and he was transported and booked into Santa Clara County Jail without incident. 

    On June 26, Nguyen appeared before U.S. Magistrate Judge Susan van Keulen for the Northern District of California and was ordered detained and transferred to the Western District of Washington in custody to appear on the charges. The mail fraud and money laundering case is being investigated by the U.S Postal Inspection Service.

    UNFPA Announces Winners of the Equalizer Challenge to Scale Breakthrough Women’s Health Innovations. Winners include an AI health tracker for pregnant women, a digital menopause platform and a speculum that detects cervical cancer.

    New York, 3 July 2025 – UNFPA, the United Nations sexual and reproductive health agency, today announced the six winners of the Equalizer Challenge: Scaling Women’s Health Innovations. The initiative supports women-led health enterprises in moving beyond the pilot stage and achieving transformative impact at scale.

    Launched in collaboration with MIT Solve, IE University, and Women of Wearables, and enabled by generous support from the Governments of Luxembourg and Germany, the challenge seeks to close the gender health gap by investing in innovations that reach the most underserved.

    The six winners were selected from 350 submissions across 72 countries, with entries spanning six global regions. Each will receive up to US$ 20,000 in catalytic equity-free funding, along with a six-month capacity development programme that includes biweekly mentorship, expert coaching, and strategic connections to global health and investment networks.

    The selected innovations address a wide range of women’s health challenges, including cervical cancer, menopause, maternal mental health, and digital access to sexual and reproductive health care.

    The six winning solutions are:

    • GICMED (Cameroon) – A smart gynecological speculum device that enables early detection and remote diagnosis of cervical cancer and female genital schistosomiasis through telemedicine in low-resource settings.
    • Take Care Mom (Kazakhstan) – An AI-powered platform providing pregnant women with continuous health tracking, early risk detection, and 24/7 expert support to improve maternal and neonatal health and well-being.
    • Maisha Mothers (Kenya) – A mobile-based maternal health innovation by Thalia Psychotherapy that integrates mental health, family planning, and financial wellness into routine antenatal and postnatal care.
    • OMGYNO (Lebanon) – A femtech platform offering anonymous at-home testing, telemedicine services, and sexual and reproductive health education for women in underserved communities across the Middle East and North Africa.
    • SinReglas (Mexico) –  A digital menopause platform, offering personalized care and workplace services responsive to the health needs of millions of women during all stages of their life cycle, including menopause.
    • Smart Scope® CX (India) – An AI-powered portable device from Periwinkle Technologies that enables community health care workers to detect early-stage cervical cancer and certain benign conditions within 60 seconds without the need for electricity or internet, and facilitates remote triaging.

    These women-led solutions were selected for their scale potential and demonstrated impact.     Following are UN Deputy Secretary-General Amina Mohammed’s remarks at the sixty-eighth session of the Committee on the Peaceful Uses of Outer Space, in Vienna today: 

    Let me begin with a simple truth: every phone call you made to get here, every global positioning system (GPS) route that guided your journey, every weather forecast that helped you pack — all of it depended on space.

    Space is not the final frontier.  It is the foundation of our present.   Without satellites orbiting overhead right now, global food systems would collapse within weeks.  Emergency responders would lose their lifelines.  Climate scientists would be flying blind.  And our hopes of achieving the Sustainable Development Goals (SDGs) would be out of reach.

    This is why your work matters.  This is why the work of this Committee — COPUOS — is not just important, but urgent.  For over six decades, through shifting geopolitics and changing priorities, this Committee has consistently delivered.

    Five space treaties.  Space sustainability guidelines.  The Space 2030 Agenda.  You don’t just talk about space governance — you create it.  But today, we need to shift our focus to scale.

    The United Nations has identified six critical areas for SDG acceleration: food systems, energy transitions, digital connectivity, education and skills, environmental action, and jobs and social protection.

    Every single one depends on space technologies.  This is a paradox when you consider that less than half of UN Member States have a satellite in orbit, yet all 8 billion people on Earth benefit from space services daily. 

    Through your work, and through the United Nations Office for Outer Space Affairs (UNOOSA), we can close this divide — not by putting a satellite in every nation’s hands, but by ensuring that the benefits of space technologies reach every community on our planet.

    I’m just coming from the fourth International Conference on Financing for Development in Seville, where the message was crystal clear:  in an era of constrained investment, we must align capital with high-impact solutions.

    Space is one of them.  But impact happens at every level — and I would like to share what I’ve seen.

    At the local level, UNOOSA’s programs are building the next generation of inclusive space leaders.  They’re ensuring equal access for youth and women in developing countries, where small investments create enormous change.  Through these programs, we’re enabling the next Carmen Chaidez, the next Kitaw Ejigu.

    At the national level, UNOOSA helps countries build their space capabilities from the ground up.  Through space law workshops and direct support for emerging programs, nations develop the expertise they need to harness space for their own development priorities.

    The United Nations Platform for Space‑based Information for Disaster Management and Emergency Response (UN-SPIDER) shows what this looks like in practice.  In Tonga, Tobago, and Ghana, satellite data is being used to create detailed digital models of entire cities.  When disaster strikes, these virtual twins allow Governments to see exactly where help is needed most, deploy resources much faster, and ultimately save more lives.

    Through innovative partnerships, UNOOSA has helped Kenya, Guatemala, [Republic of] Moldova, and Mauritius launch their first satellites.  Each event was a catalyst — for new space agencies, developing robust legislation, and promoting gender equality in the space sector.

    Finally, at the international level, as reinforced by the Pact for the Future, we must work together to ensure COPUOS delivers the governance our rapidly evolving space environment demands of us.

    Here’s what’s happening right now:  low-Earth orbit satellites are multiplying exponentially.  Humanity is preparing to return to the Moon.  We’re exploring beyond like never before.  And your work has never been more vital and urgent.

    We stand at the threshold of potentially historic decision:  the fourth United Nations Conference on the Exploration and Peaceful Uses of Outer Space (UNISPACE IV) in 2027.  This isn’t just another conference.  This could be the milestone that shapes the next sixty years of global space governance. And so I encourage us all to aim high.  And aim even higher.

    The pressing space issues before us — traffic, debris, resources — each present both risk and opportunity for achieving the SDGs.  Each requires the kind of multilateral cooperation that this Committee has proven it can deliver.  We need a strong UNOOSA and a strong COPUOS to lead us into UNISPACE IV and beyond.

    But strength isn’t about institutions — it’s about the people within them and the systems that we run.  As a practical next step, I encourage you to champion the implementation of the UNOOSA Gender Mainstreaming Toolkit for the Space Sector launched last year.  Because when we leave talent on the sidelines, we will all lose.

    Let me leave you with one final message.  The view from space shows no countries, no borders — only one shared planet, our common home.  Let that aspect guide you as you build the governance frameworks for space exploration and use.  Let us ensure that outer space remains safe and sustainable for everyone.  Let us make space a catalyst for achieving our 2030 Goals with 5 years to go.  And let us build governance frameworks that serve not just us, but generations to come.

    The Serb continues to rage against the dying of the light and showed why hehas identified the grass of Wimbledon as his best chance of adding to his extraordinary tally in a superb all-round performance where he looked as sharp and fit as at any time in his incredible career.

    He was never remotely troubled on serve until the final game of the match, while wildcard Evans had to scramble for almost everything on his – saving nine first-set break points before eventually succumbing on the 10th.

    Djokovic continued to dominate as Evans, who beat him in their only previous meeting on clay four years ago, saw his tame sliced backhands repeatedly crashed back past him as the sixth seed romped home.

    Twenty years after first setting foot on the Wimbledon grass Djokovic is the most dangerous of floaters.

    Since losing in the quarter-finals in 2017 he has reached the last six finals, winning the first four but losing the last two to Carlos Alcaraz, and it would be a brave man to bet against him making it seven in a row on Thursday’s evidence.

    “He (Evans) can cause a lot of trouble if you’re not on top of your game, which I think I was to be honest from the very beginning,” Djokovic said.

    “Technically, tactically I knew exactly what I needed to do and I executed perfectly. Sometimes you have these kind of days, where everything goes your way, everything flows and it’s good to be in the shoes and holding a racket on a day like this.”

    The tone was set almost from the start, with Djokovic racing through his service games and Evans having to fight for everything.

  • Trinidad all set to welcome PM Modi as India eyes stronger Caribbean ties

    Prime Minister Narendra Modi departed Accra on Thursday for Port of Spain, where he will seek to strengthen India’s historic ties with Trinidad and Tobago during the second leg of his five-nation tour.

    “Leaving for Trinidad & Tobago. Later this evening, I look forward to attending a community programme in Port of Spain. Tomorrow, I will be addressing the Parliament of Trinidad & Tobago. Looking forward to deepening ties with a valued partner in the Caribbean, with whom we share very old cultural linkages,” PM Modi said in a post on X after concluding his two-day visit to Ghana.

    Trinidad and Tobago is PM Modi’s second stop and will be followed by visits to Argentina, Brazil and Namibia. This is his first visit to Trinidad and Tobago as Prime Minister and the first bilateral Prime Ministerial visit to the country since 1999.

    The Prime Minister is scheduled to hold talks with President Christine Carla Kangaloo and Prime Minister Kamla Persad-Bissessar, who recently began a second term in office, and will address a joint session of Parliament on Friday. Kangaloo was Chief Guest at this year’s Pravasi Bharatiya Divas, while Persad-Bissessar has visited India previously and received the Pravasi Bharatiya Samman award.

    Earlier, the Ministry of External Affairs said in a statement that the visit would provide fresh momentum to the longstanding cultural and people-to-people ties between the two countries. “The visit comes at an opportune time, as this year, 2025, the country (Trinidad and Tobago) is commemorating 180 years of the arrival of Indian immigrants in T&T,” MEA Secretary (South) Neena Malhotra said at a briefing on Monday.

    Trinidad and Tobago is home to an Indian diaspora that makes up about 40–45% of its 1.36 million people, descendants of immigrants who first arrived in 1845. The diaspora continues to maintain strong cultural and emotional ties with India.

    The trip marks PM Modi’s second visit to the Caribbean in eight months. In November 2024, he travelled to Guyana for the India–CARICOM Summit, where he pledged support for Caribbean nations and met then Prime Minister Keith Rowley. PM Modi congratulated Rowley on Trinidad and Tobago’s adoption of India’s UPI digital payment platform and promised further cooperation in digital transformation.

    India and Trinidad and Tobago are seeking to expand cooperation in pharmaceuticals, healthcare, renewable energy, digital public infrastructure, agriculture, disaster resilience and technology, as well as sports, academics and cultural exchanges.

    Last year, the Prime Minister told Caribbean leaders that India stood firmly for giving voice to the concerns of the Global South, saying smaller nations were among the worst hit by global conflicts and crises.

    PM Modi’s address to the joint session of Parliament is also symbolic of democratic ties between the two nations. “The Speaker’s chair in the Parliament has been a gift by India, which is again a symbolic reminder of the strong democratic and parliamentary traditions between our two countries,” Malhotra said.

    BEIJING, July 3 (Xinhua) — Chinese Vice President Han Zheng on Thursday addressed the opening ceremony of the 13th World Peace Forum in Beijing, calling for jointly safeguarding international fairness and justice and improving the global governance system.

    Noting that world peace and development are currently facing serious challenges, Han Zheng said that Chinese President Xi Jinping has put forward a series of proposals including the concept of building a community with a shared future for mankind, the Initiative on Global Development, the Initiative on Global Security and the Initiative on Global Civilization, providing China’s blueprint for solving major issues concerning human peace and development.

    The Vice Chairman of the PRC recalled that this year marks the 80th anniversary of the victory in the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, as well as the 80th anniversary of the founding of the UN. According to him, China is ready to work with all countries to promote peace and prosperity on the planet and jointly build a more beautiful world.

    The UK’s Ambassador to Japan, Julia Longbottom, visited a selection of Portsmouth  businesses today to boost economic ties as part of a new roadshow launched by the Foreign Secretary David Lammy to drive growth in every part of the UK.

    Ambassador Longbottom met with the Lord Mayor of Portsmouth City Cllr. Gerald Vernon-Jackson and Natalie Brahma-Pearl, Chief Executive of Portsmouth City Council and visited locally based businesses including Griffon Marine, Airbus Portsmouth, BAE Systems and the Mary Rose.

    Portsmouth is a key centre of Japanese trade and investment within the Hampshire region, in part due to the strength of its maritime, defence and advanced manufacturing sectors.

    Exports from the Hampshire & Isle of Wight region to Japan in 2022 totalled £1billion, while total imports were £206million. Most of the exports from Hampshire & Isle of Wight are in goods – £833 million exported in goods versus £170 million in services, owing to the presence of major goods ports at Southampton and Portsmouth.

    Washington, D.C. – U.S. Senator Elizabeth Warren (D-Mass.), along with House Judiciary Committee Ranking Member Jamie Raskin (D-Md.), House Assistant Majority Leader Joe Neguse (D-Colo.), Representatives Robert C. “Bobby” Scott (D-Va.) and Rosa L. DeLauro (D-Conn.), led 174 of their colleagues in submitting an amicus brief in NAACP v. US, arguing to the United States District Court District of Maryland that President Trump’s attempts to dismantle the Department of Education (ED) violate separation of powers and lack constitutional authority.

    On March 20, 2025, President Trump signed an executive order instructing Education Secretary Linda McMahon to “take all necessary steps” to abolish ED. This came after the Trump Administration carried out a series of actions dismantling the Department, including mass firings of ED employees, the termination of contracts for congressionally authorized programs and activities, and the removal of crucial protections for student loan borrowers, while announcing plans to reorganize key ED functions into different departments.

    On March 24, 2025, a coalition of plaintiffs, including the National Association for the Advancement of Colored People (NAACP), the National Education Association (NEA), the American Federation of State, County, and Municipal Employees (AFSCME) Maryland Council 3, and others, filed a lawsuit to halt the Trump Administration’s illegal efforts to dismantle ED. The lawsuit argues that dismantling a Congressionally created federal agency requires Congressional approval. 

    The lawmakers wrote: “Since the Department was created, presidents have taken different views of the Department and the role the federal government should play in education policy, but none has attempted what President Trump is attempting here: to unilaterally shutter the department… In short, the ‘President’s power, if any, to issue an order’ abolishing the Education Department ‘must stem either from an act of Congress or from the Constitution itself.’ Here, President Trump’s effort to unilaterally dismantle the Education Department defies the express will of Congress. Defendants lack the power to do what only Congress can do—restructure the federal government by shuttering a government department.”

    Moscow, July 3 /Xinhua/ — The share of “friendly countries” in Russia’s foreign trade has increased from 46 to 82 percent in three years, Deputy Prime Minister of the Russian Federation Alexander Novak reported on Thursday.

    Speaking at a strategic session on personnel development for the foreign economic activity sphere, he noted that trade with “friendly countries” has reached about 550 billion US dollars. In Russia’s trade turnover, “friendly countries” currently account for more than 85 percent of exports and about 75 percent of imports.

    The launch ceremony of the Infrastructure x Education Exhibition and the first phase of achievement of the STEAM UP project, jointly organised by the Development Bureau and the Construction Industry Council, was held today.

    This is the first time the construction industry has collaborated with the education sector to organise a large-scale exhibition featuring infrastructure projects in Hong Kong to promote Science, Technology, Engineering, Arts and Mathematics (STEAM) education related to the construction industry, helping students apply STEAM knowledge through the examples of infrastructure projects and encouraging the youngsters to join the construction industry.

    Secretary for Development Bernadette Linn said at the ceremony that she hopes infrastructure can tell the good stories of Hong Kong and share STEAM knowledge via the exhibition, arousing students’ interest towards the construction industry and the exploration of STEAM knowledge.

    A first three-dimensional Infrastructure Map supporting STEAM education was launched at the event, introducing 32 types of infrastructure projects in Hong Kong and related STEAM knowledge. The map will be exhibited in various districts to let the public understand the city’s infrastructure.

    A set of architecture-themed learning and teaching materials of the STEAM UP project, including teachers’ lesson plans and teaching materials as well as story books, games and e-learning platforms, was also rolled out.

    Another eight sets of learning and teaching materials, covering architecture, surveying, planning, landscape architecture and engineering, will be launched progressively for use in classrooms in primary and secondary schools starting from 2025-26 school year.

    Ten thematic zones are set up in the exhibition. In addition to the aforementioned major projects, it also introduces the work, careers and development prospects of in the construction industry. Interactive games with construction robots are also available.

    Prime Minister Narendra Modi wrapped up his two-day visit to Ghana on Thursday by gifting handcrafted artefacts to the country’s top leaders, underlining India’s rich craft traditions and centuries-old artisanal legacy.

    The Prime Minister gifted Ghanaian President John Dramani Mahama a pair of Bidriware vases from Bidar, Karnataka. Crafted by skilled artisans using a centuries-old technique, the vases feature a zinc-copper alloy base with a distinctive black finish and fine silver inlay. Engraved with floral motifs, they symbolise beauty, prosperity and harmony.

    To Ghana’s First Lady, Lordina Mahama, PM Modi presented an elegant silver filigree purse from Cuttack, Odisha. Known for its Tarakasi work, the region’s delicate silver filigree craft has been practised for over five centuries. The handcrafted purse combines intricate floral and vine designs with modern style, blending tradition with contemporary elegance.

    Ghana’s Vice-President, Jane Naana Opoku-Agyemang, received a Kashmiri Pashmina shawl — woven from the fine undercoat of the Changthangi goat. Celebrated for its softness and warmth, genuine Pashmina is hand-spun, woven and embroidered by artisans in Kashmir, with each piece taking weeks or months to complete.

    PM Modi also gifted a miniature Ambawari elephant to Ghana’s Speaker, Alban Kingsford Sumana Bagbin. Handcrafted in West Bengal from polished synthetic ivory — an ethical alternative to natural ivory — the piece draws inspiration from royal processions where elephants carried nobility in ornate howdahs.

    Addressing Ghana’s Parliament during his visit to Accra, PM Modi highlighted the Women’s Reservation Act, 2023 — the Constitution (106th Amendment) Act — which earmarks one-third of seats in the Lok Sabha, state assemblies and the Delhi Assembly for women, including those reserved for SCs and STs.

    “I invite you to visit the new Parliament of India. You will see the bold step we have taken to reserve one-third of the seats in Parliament and state assemblies for women,” he said.

    The Prime Minister underscored that India is set to become the world’s third-largest economy and highlighted the political stability that has enabled this growth. “Last year, the people of India re-elected the same government for a third consecutive term — something that has happened after more than six decades,” he said.
