    What you need to know: As part of California Jobs First, the state is awarding $15 million through the Regional Investment Initiative to support California Native American tribal partners in creating jobs and developing high-paying and fulfilling careers.

    Sacramento, California – Today, Governor Newsom and the California Jobs First Council announced $15 million in grants to 14 California Native American tribes, tribal coalitions, and tribally led organizations. The grants support projects aimed at spurring economic growth, providing job training, cultivating business development, protecting the environment, and conducting research and development.

    This $15 million commitment recognizes that, since time immemorial, California tribes have been best aware of the opportunities and advantages of their regions and communities. California is proud to partner with tribes across the state to support good jobs and expand economic opportunity in a meaningful and lasting way, delivering on the promises we made years ago.

    “Our tribal partners are uniquely positioned to grow their local communities and economies utilizing cultural values and principles of self-determination,” said Tribal Affairs Secretary Christina Snider-Ashtari. “Today’s awards promise to advance our shared goals for a stronger economy and greater opportunities for all Californians.” 

    Today’s announcement includes awards for projects spanning a range of local investments, from developing community centers to constructing a bioenergy production facility:

    • Berry Creek Rancheria of Maidu Indians was awarded $1.51 million to develop a strategic energy plan.

    • California Indian Museum and Cultural Center was awarded $587,000, and will develop a career pathway program in the health sector titled “Climate-Ready Tribal Community Health Representatives.”

    • Kashia Band of Pomo Indians were awarded $999,000 in order to conduct the pre-development activities necessary to establish the Kashia Aquaculture Center.

    • Mechoopda Indian Tribe of Chico Rancheria was awarded $999,000, to conduct the pre-development activities necessary to establish a Resilience Hub and Multi-Functional Community Center.

    • Native Development Network was awarded $776,000 to conduct research supporting the development of career pathways in the clean economy, healthcare, and high-tech sectors.

    • Native First Lending was awarded $1 million to develop a revolving loan fund for Native American businesses in Los Angeles County.

    • Nevada City Rancheria Nisenan Tribe was awarded $744,000 to support land restoration activities on two culturally significant historical sites.

    • Owens Valley Career Development Center was awarded $1.995 million to develop career pathways in the clean economy.

    • Pit River Tribe was awarded $954,000 for a comprehensive land use assessment to identify locations for new businesses in industries such as tourism and outdoor recreation.

    • Scotts Valley Energy Corporation was awarded $1 million for a bioenergy production facility.

    • Southern California Tribal Chairperson’s Association was awarded $933,000 to develop an Innovation Ecosystem to support small businesses in the clean economy sector.

    • Table Mountain Rancheria was awarded $950,000 to conduct pre-development activities for the TMR Healthcare Center.

    • The Sierra Fund was awarded $945,000, which will provide economic and workforce development planning support for two local Tribes.

    • Tule River Economic Development Corporation was awarded $1.6 million to develop career pathways and provide training in the clean economy sector.

    INTERPOL supported investigation into Italian company targeted by business email compromise fraud

    SINGAPORE – Three members of an international crime syndicate wanted for tricking an Italian company into making fraudulent payments for non-existent medical equipment were arrested in Indonesia, in a case supported by INTERPOL.

    In May, an Italian company which was in discussions to purchase a large amount of medical supplies from a Chinese company, including ventilators and COVID-19 monitoring equipment, fell victim to a business email compromise (BEC) fraud.

    Indonesian authorities arrested three fraud suspects and seized EUR 3.1 million in a case supported by INTERPOL.

    The suspects infiltrated the email correspondence between the two companies and convinced the Italian buyers to make three bank transfers totaling EUR 3.67 million to an account they controlled in Indonesia. Believing they were paying the legitimate supplier, the company made the transfers.

    The fraud was quickly discovered, and INTERPOL’s Financial Crimes unit was requested to assist with the case. INTERPOL swiftly facilitated communication between the Italian and Indonesian authorities via the INTERPOL National Central Bureaus (NCBs) in Rome and Jakarta, resulting in the timely interception and freezing of EUR 3.1 million of the fraudulent payments in early June.

    Case coordination

    To further support the investigation, in August INTERPOL held a virtual case coordination meeting where authorities from Italy (NCB Rome and the Postal Police Service) and Indonesia (NCB Jakarta, the Financial Intelligence Unit (PPATK) and the Criminal Investigation Department) shared critical investigative details and outlined the steps necessary for securing the frozen assets and locating the suspects behind the fraud.

    Following the meeting, Indonesian authorities identified the three suspects, who were part of a wider criminal network involved in the BEC fraud which targeted the Italian company. They were arrested in early September, when police also seized EUR 3.1 million and assets allegedly purchased using the stolen money.

    “Thanks to the timely action of the Italian and Indonesian authorities using INTERPOL channels, this fraud was detected, the majority of the fraudulent payments stopped before reaching the criminals, and the individuals behind this scam will face justice,” said José de Gracia, INTERPOL’s Assistant Director of Criminal Networks.

    Investigations continue into the activities of the criminal syndicate to determine if there have been other victims from other countries.

    Targeting rising trends in telephone and online scams, Operation First Light intercepted over 150 million dollars in illicit funds.

    LYON, France: A year-long investigative clampdown on criminal networks coordinated by INTERPOL has demonstrated the scale of phone and online frauds worldwide.

    Codenamed First Light, the operation officially concluded in November with the following results:

    • 10,380 locations raided
    • 21,549 operators, fraudsters and money launderers arrested
    • 310 bank accounts frozen
    • USD 153 973 709 worth of illicit funds intercepted.

    This latest edition of Operation First Light marked the first time law enforcement has coordinated with INTERPOL on a global scale to combat telecoms fraud, with operations taking place on every continent.

    Purple Notices

    A three-month enforcement phase (1 September – 30 November 2019) saw 35 countries participate in a coordinated crackdown on organized crime groups engaged in various types of telecommunications and social engineering scams.

    This was followed by a year of intensive information sharing among participating countries, analyzing the intelligence acquired in the operation in order to identify suspects and pursue investigative leads.

    Based on the criminal techniques uncovered, INTERPOL also issued three Purple Notices on telephone scams, investment fraud and fraud schemes taking advantage of the COVID-19 pandemic.

    Purple Notices provide information on objects, devices and concealment methods used by criminals – information that law enforcement organizations can access through INTERPOL’s secure I-24/7.

    INTERPOL impersonation

    Other types of fraud exposed in the operation include business e-mail compromise, romance scams and ‘smishing’, where standard messaging service (SMS) messages are sent to coerce a victim to divulge personal information that can subsequently be fraudulently used.

    In Singapore, police arrested a man who presented false INTERPOL credentials when accompanying an elderly woman into a bank for a withdrawal. A further investigation found that the man appeared to be himself the victim of fraudsters who had called him pretending to be Chinese law enforcement agents, provided him with the fraudulent identification and directed him to seize the elderly woman’s funds.

    A transnational threat

    The results underscored the transnational nature of many telephone and online scams, where perpetrators often operate from a different country or even continent than their victims.

    Leveraging the borderless nature of the Internet, fraudsters rarely respect national jurisdictions in their scams. The money extracted from victims is also likely to involve multiple countries as criminals use overseas bank accounts or money mules to launder their funds.

    “It is important for member countries to remember that they are not alone in combatting these frauds,” said INTERPOL Secretary General Jürgen Stock.

    “INTERPOL’s global network exists to support one another in precisely this situation, with the timely sharing of police information and intelligence, particularly when it crosses one or more jurisdictions,” added Secretary General Stock.

    “The COVID-19 pandemic has seen telecommunications and social engineering frauds multiply. Operation First Light has achieved remarkable success in the past year yet, going forward, a much broader global coalition of law enforcement – facilitated by INTERPOL – will be needed to combat these threats,” said Duan Daqi, Head of the INTERPOL National Central Bureau in Beijing.

    The latest phase of Operation First Light was supported by the Chinese Ministry of Public Security.

  • Khelo India University Games 2025 to be held in Rajasthan this November: Sports Minister Mandaviya

    Union Sports and Youth Affairs Minister Dr. Mansukh Mandaviya on Wednesday announced that Rajasthan will host the fifth edition of the Khelo India University Games (KIUG) 2025 in November. The Games will be jointly organised by Poornima University and Rajasthan University in Jaipur.

    More than 4,000 athletes from over 200 universities across India are expected to take part in the Under-25 multi-sport event, which has become one of the flagship initiatives under the Khelo India program since its inception in 2020.

    “I am extremely happy to announce that the Khelo India University Games will take place in Rajasthan in November 2025,” Dr. Mandaviya said. “These Games provide a national platform for our university athletes to showcase their talent in front of scouts and sports federations. This is a stepping stone for many young players aspiring to make it to the national and international level.”

    The upcoming edition of KIUG will feature competitions in at least 20 sporting disciplines, continuing the tradition of previous editions. The announcement comes just months after the successful hosting of the Khelo India Youth Games (Under-18) in Bihar in May 2025.

    Reflecting on the previous edition held in the Northeast, Dr. Mandaviya highlighted the Games’ growing impact on university-level sports in India. “Worldwide, university students dominate multi-sport events. In Rajasthan, we expect high-quality performances as the athletes will be at their competitive peak,” he added.

    Recap of KIUG 2024

    The KIUG 2024, hosted across seven northeastern states — Assam, Arunachal Pradesh, Meghalaya, Mizoram, Sikkim, Nagaland, and Tripura — saw around 4,500 athletes compete in 20 sports. A total of 770 medals were awarded over 11 days, including 240 gold, 240 silver, and 290 bronze.

    Chandigarh University clinched the overall team championship, continuing its strong presence in university sports. Lovely Professional University finished second with 20 gold, 14 silver, and 8 bronze (42 total), while Guru Nanak Dev University, Amritsar, came third with 12 gold, 20 silver, and 19 bronze (51 total).

    Individual highlights from KIUG 2024 included swimmer Pratyasa Ray of Utkal University, who emerged as the most successful female athlete with four gold, one silver, and one bronze. The top male athlete was Xavier Michael Dsouza of Jain University, who bagged four gold medals in swimming.

    Eight new records were set in athletics during KIUG 2024, five of them by male athletes, underlining the growing competitiveness and standard of university sports in India.

    Operation reveals growing demand for semaglutides and peptides as ‘lifestyle enhancers’

    SINGAPORE – An INTERPOL-coordinated operation across 90 countries has resulted in the seizure of 50.4 million doses of illicit pharmaceuticals worth USD 65 million, highlighting the alarming scale of the global trade in unapproved and counterfeit medicines.

    Operation Pangea XVII, which took place from December 2024 to May 2025, saw the arrest of 769 suspects and the dismantling of 123 criminal groups worldwide.

    The seizures and arrests are the largest in the operation’s 17-year history.

    Nervous system agents, including psychostimulants, anti-anxiety drugs, and medications for Parkinson’s disease, topped the list as the most seized product type, with erectile dysfunction medicines, the second highest.

    Other commonly seized product types include anabolic steroids, anti-diabetic medicines, anti-smoking products, dermatological agents, health supplements, herbal products and psychotherapeutic agents.

    David Caunter, Director pro tempore of Organized and Emerging Crime at INTERPOL, said:

    “Fake and unapproved medications are a serious risk to public health. They can include dangerous or illegal ingredients potentially resulting in severe illness, or even death.

    “The rapid growth of online platforms has made it easier for these unsafe drugs to reach people as well as opening new opportunities for criminal networks to exploit.

    Growing demand for anti-diabetic medications and peptide supplements

    The operation revealed growing demand for anti-diabetic drugs and peptide supplements, driven by increasing self-medication, among other factors.

    This trend is being driven by the widespread promotion and availability of these medicines across social media and online marketplaces, creating lucrative and relatively low-risk opportunities for criminal networks selling low-quality or counterfeit products.

    Data from participating countries indicate increasing circulation of illicit anti-diabetic medicines globally due to their off-label weight loss effects, with unapproved and potentially fake drugs seized in the Asia-Pacific, Europe and North America.

    Estimates suggest that a single semaglutide pen may sell for several hundred US dollars on the secondary market.

    The seizures corroborate recent alerts from the World Health Organization and various national health regulatory agencies warning of emerging risks associated with GLP-1-related injectable drugs.

    Operation Pangea XVII revealed another emerging trend – growing demand for peptide supplements for their perceived cosmetic and performance-enhancing benefits, especially in high-income countries across Europe, North America and Oceania.

    These supplements, such as BPC-157, ipamorelin, and melanotan, remain unapproved in many regions due to potential health risks and the lack of sufficient human trials, and until recently, seizures of such peptide-based biologically active substances were rare.

    Operational highlights

    In total, law enforcement agencies worldwide launched 1,728 investigations and issued 847 search warrants targeting criminal networks engaged in the illicit distribution of pharmaceutical products.

    93 per cent of the illicit pharmaceuticals seized lacked regulatory approvals from national health authorities.

    Such products may contain counterfeit, substandard or falsified substances which have not been identified.

    The remaining seven per cent were confirmed as either counterfeit, diverted, or misbranded products.

    Australia recorded the largest seizures globally, with psychostimulants such as modafinil and armodafinil being the most common category seized nationally. This was followed by anti-smoking pouches and erectile dysfunction medicines.

    Professor Tony Lawler, Head of Australia’s Therapeutic Goods Administration (TGA) said:

    “During this operation, the TGA assessed over 9,500 imports referred by the Australian Border Force and facilitated the seizure of over 5.2 million units of unlawfully imported therapeutic goods, including products that were found to be substandard or falsified.

    This operational partnership represents a significant disruption of dangerous medicines from entering our community, and diversion of profits from those that would usually benefit from the illegal sale and supply.”

    Large seizures of various illicit pharmaceuticals were similarly reported in Canada, Ireland, Malaysia, the Netherlands, Portugal, Spain, Sweden, the United Kingdom and the United States, among other countries. 

    Operation Pangea XVII also saw the shutdown of approximately 13,000 criminal-linked websites, social media pages, channels, and bots used to market and sell illegal or falsified medicines.

    Malaysia removed the greatest number of online listings (7,000), followed by Russia, Ireland, Singapore and Iran. The five countries collectively accounted for 96 per cent of all listings taken down.

    In Burkina Faso, 816,000 tablets including analgesics and anti-inflammatories were discovered hidden in vehicles.

    In Mexico, authorities intercepted 27,000 clonazepam tablets and 20,000 alprazolam tablets passing through a courier facility in Tijuana.

    In Portugal, anabolic steroids were discovered in eight prisons across the country, unveiling evidence of a criminal network smuggling illicit substances into correctional facilities.

The 17th edition of the operation marked a departure from previous iterations with enforcement action taking place over six months instead of the traditional one week.     Chinese leader Xi Jinping met with the presidents of Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, and Turkmenistan from June 16 to 18 at the second China-Central Asia Summit in Astana, Kazakhstan. Following the summit, these nations and China jointly issued the Astana Declaration, which contains the spurious claim that Taiwan is an inalienable part of China. The Ministry of Foreign Affairs solemnly refutes this statement and sternly protests against the Chinese communist regime for its repeated use of meetings with other nations’ leaders to publicly undermine Taiwan’s sovereignty as well as central Asian nations for uncritically accepting China’s statements that run contrary to the facts in downgrading Taiwan’s sovereignty.

    G20 Sherpa meeting to focus on global solidarity and sustainable development

    The third Sherpa meeting of the Group of 20 (G20) kicked off on Wednesday, focusing on global collaboration, sustainable development, and addressing new international challenges.

    The Sun City Convention Centre was filled with representatives from the world’s largest economies and organisations as Zane Dangor, the Director-General of the Department of International Relations and Cooperation and South Africa’s G20 Sherpa, delivered his opening remarks.

    The meeting, which will run for three days, brings together international representatives to discuss critical global challenges and explore potential collaborative solutions.

    The meeting will take place under the theme: “Solidarity, Equality and Sustainability”.

    Dangor announced that the Foreign Ministers will lead detailed discussions on global geopolitical issues, focusing on international law and mutual accountability while emphasising the need to prioritise substantive matters.

    “The meeting also provides an opportunity for Sherpas to have a discussion, dare I say it, on the geopolitical issues as part of the agenda. 

    “And I think, we’ve always shied away from geopolitical issues, but given the events not only of the last two years but particularly of the last month, we’re going to have some discussion in a measured but robust way,” he told delegates. 

    He recognised that the G20 serves as a platform for international economic cooperation, making it a crucial focus.

    “But the ongoing conflict worldwide, as it has been pointed out before, is definitely now even more detrimental not just to peace and security but economic development and the attainment of Sustainable Development Goals. 

    “So, we will discuss it, but we will also make sure it doesn’t hold us back.”

    However, he said, only the Ministers of Foreign Affairs and ultimately the leaders will engage in the geopolitical issues, following the example set by Brazil, while the working groups will concentrate on the technical issues.

    Today’s meeting marked the beginning of a series of 10 sessions, during which Dangor announced leadership changes, including the appointment of several new Sherpas and representatives from Brazil, India, China, and the United Kingdom. 

    This shift indicates a new approach to international cooperation. 

    “The discussions will provide us with the opportunity to refine objectives. We will report back from some of the working groups and task teams, and we’ll look at how they align with the priorities we’ve set up to ensure that we do reach out to inclusivity and that also reflect our own collective aspirations.” 

    Dangor stressed the importance of creating actionable, measurable declarations that go beyond aspirational statements, with a commitment to reducing global inequalities.

    “It is our responsibility, collectively as Sherpas, to resolve the challenges that are being presented to us within the working groups or task teams, even the new emerging challenges, and there are many new emerging challenges. I do think that we should work to ensure that none of the working group fails to reach consensus.” 

    According to South Africa’s G20 Sherpa, the gathering also aims to shape a clear and actionable G20 Leaders’ Declaration, with a strong emphasis on sustainable development, reducing inequalities, and achieving measurable goals.

    Dangor said he hoped that the G20 Leaders’ Declaration has concrete, measurable, and time-bound actions, not just aspirational statements.

    He announced that, out of the 132 planned meetings, the Presidency has already hosted 70, and most of the working groups have completed their third sessions.

    The Sherpa also announced the upcoming social summit.

    On the afternoon of June 19, Minister of Foreign Affairs Lin Chia-lung took a delegation of journalists from the Czech Republic, France, Germany, and the Netherlands to visit the cast of Zeelandia, a Taiwan original musical. Minister Lin spoke about Taiwan’s leading technology and rich culture and expressed hope that the cultural activities being held as part of the 2025 Taiwan Cultural Year in Europe would help the nations of Europe see a side of Taiwan other than technology.
     
    In his remarks, Minister Lin said that the Ministry of Foreign Affairs (MOFA) had partnered with the Ministry of Culture and the National Palace Museum (NPM) to put together the Taiwan Cultural Year in Europe. In September and November, pieces from the NPM collection would be exhibited in the Czech Republic and France, respectively, he stated, while other performing arts activities would be held across Europe. Minister Lin continued by expressing hope that this would help European nations better understand Taiwan’s rich culture. He stressed that while Taiwan was a technology island, it was also a culture island that married cultural assets with a creative spirit, which would be highlighted by the Taiwan Cultural Year in Europe. 
     
    The minister then explained that the events were being held under the banner “From Tech to Culture, Taiwan Leads the Future,” while the logo for the event was inspired by Roman columns and bore the word Taiwan symbolizing an IC design.     MOFA response to EU-Canada summit joint statement stressing importance of cross-strait peace and stability

    President of the European Council António Costa and President of the European Commission Ursula von der Leyen met with Canadian Prime Minister Mark Carney on June 23 in Brussels for the 20th European Union-Canada summit. In a joint statement released afterward, the two sides declared that security in the Euro-Atlantic and Indo-Pacific regions was increasingly interconnected and reaffirmed a shared interest in maintaining peace and stability in the Indo-Pacific, including in the East and South China Seas and across the Taiwan Strait. The two sides added that they would continue working with regional partners to uphold a free, open, and secure Indo-Pacific region. Minister of Foreign Affairs Lin Chia-lung welcomes and affirms this expression of staunch support for cross-strait security and stability by the European Union and Canada. 
     
    This follows on the release of joint statements after the G7 foreign ministers meeting and G7 leaders’ summit in March and June, respectively. These statements also expressed support for cross-strait peace, thus demonstrating that maintaining a peaceful, stable Taiwan Strait is an international consensus. As a responsible member of the international community, Taiwan will continue to work with like-minded partners around the world to defend the rules-based international order and ensure the peace, stability, and prosperity of the Indo-Pacific region and Taiwan Strait.

    The UK Cabinet Office issued National Security Strategy 2025 on June 24 following a comprehensive review of relevant issues, including the China audit, that was launched by the Labour government after it assumed office. The strategy noted the centrality of the South China Sea and the Taiwan Strait in global trade and supply chains and underscored the importance of regional stability to the United Kingdom. It also indicated that there was a risk of escalation around Taiwan and reiterated that issues regarding Taiwan should be resolved peacefully through constructive dialogue, without the threat or use of force or coercion. It further stated that the United Kingdom did not support any unilateral attempts to change the status quo and that the United Kingdom would continue to strengthen its cooperative relationship with Taiwan in a wide range of areas based on shared democratic values.
     
    The day the national security strategy was issued, UK Foreign Secretary David Lammy briefed the House of Commons on the China audit and the government’s China policy, emphasizing that the United Kingdom’s long-standing position on Taiwan remained unchanged and that it would continue to deepen its vibrant ties with Taiwan in such domains as trade, education, and innovation. The Ministry of Foreign Affairs welcomes these statements.
     
    Following the release of the Strategic Defence Review on June 2, the national security strategy serves as another integrated policy document of the UK government. In addition to reaffirming the United Kingdom’s staunch position on peace and stability across the Taiwan Strait, the strategy once again highlighted the fact that there is a high degree of international consensus on cross-strait peace and stability and that Taiwan plays an indispensable role in the security and prosperity of the Indo-Pacific and the world.

  • MIL-OSI USA: Attorney General James Affirms Hospitals Must Provide Access to Emergency Abortion Care

    EW YORK – New York Attorney General Letitia James co-led 21 other attorneys general in a letter reminding hospitals of their obligation to provide emergency abortion care under the Emergency Medical Treatment and Active Labor Act (EMTALA). In a letter sent to the American Hospital Association on the third anniversary of the Supreme Court’s decision overturning Roe v. Wade, Attorney General James and the coalition advised hospitals that their obligation to comply with EMTALA’s emergency abortion care requirement has not changed despite the federal administration’s recent decision to revoke a prior guidance document.

    “When a pregnant patient shows up at an emergency room in need of help, they should never be turned away,” said Attorney General James. “Our hospitals have a legal responsibility to ensure they are providing life-saving care to all patients in need – including emergency abortion care when necessary. It is critically important that providers be aware of this obligation, so that we avoid further tragedy and save as many lives as possible.”

    Since it was enacted in 1986, EMTALA has required Medicare-participating hospitals to provide access to abortion care when it is the treatment necessary to stabilize a pregnant patient with an emergency medical condition. On May 29, 2025, the Centers for Medicare and Medicaid Services (CMS) rescinded guidance that had been issued in 2022 in the wake of the Supreme Court’s decision overturning Roe v. Wade. The 2022 guidance addressed EMTALA’s requirements to provide access to emergency abortion care, but it also did not change EMTALA’s statutory mandates.

    In the letter, Attorney General James and the coalition explain that the administration’s rescission of the 2022 guidance in no way alters hospitals’ legal obligations under EMTALA. The attorneys general highlight that EMTALA has always required hospitals to provide access to abortion care if it is the treatment necessary to stabilize pregnant patients with an emergency medical condition, even if the state in which they operate has passed laws limiting abortion access. Emergency medical conditions that require stabilizing abortion treatment can include, but are not limited to, ectopic pregnancy, hemorrhaging, preeclampsia, and other significant life-threatening conditions.

    The attorneys general assert that the Trump administration cannot change the law unilaterally through a guidance rescission, and EMTALA continues to remain in full force and effect throughout the country. The attorneys general also explain that continued compliance with EMTALA’s requirements is critical because of the devastating harms that result from denying abortion care to pregnant patients in emergency medical situations. The letter points out that the denial of this essential care increases the risk of death for pregnant patients and can cause irreparable harm, including hysterectomy, fertility loss, kidney failure, brain injury, and limb amputation.

    With this letter, Attorney General James and the coalition are reaffirming their commitment to ensuring that hospitals comply with the law and their commitment to protecting pregnant patients across the country.

    Joining Attorney General James in sending this letter are the attorneys general of Arizona, California, Colorado, Connecticut, Delaware, Hawaii, Illinois, Maine, Maryland, Massachusetts, Michigan, Minnesota, Nevada, New Jersey, New Mexico, North Carolina, Oregon, Rhode Island, Vermont, Washington, and the District of Columbia.

    Amidst increase in reported hate crimes, urges agencies across California to recommit themselves to taking action 

    OAKLAND – California Attorney General Rob Bonta today released the 2024 Hate Crime in California Report and highlighted information and resources to support ongoing efforts across the state to combat hate. Reported hate crime events in California have increased by 2.7% from 1,970 in 2023 to 2,023 in 2024. In particular, reported hate crimes against our LGBTQ+ and Jewish communities have increased, and too many communities continue to be unacceptably targeted by hate. Amidst this increase in reported hate crime offenses and events, Attorney General Bonta urges local partners and law enforcement to review the resources highlighted today and to recommit themselves to taking action.

    “There is absolutely no place for hate in California. Transparent and accessible data is a critical part of understanding where we are and how we can end hate crimes in our communities,” said Attorney General Bonta. “Everyone has a part to play as we continue to fight intolerance in California, and I urge leaders up and down the state to review the data and resources available and recommit to standing united against hate. The California Department of Justice remains steadfast in our commitment to continue working with law enforcement, elected leaders, and community organizations across California to keep our communities safe.” 

    The California Department of Justice has collected statewide data on hate crimes since 1995. Under California law, a hate crime is a criminal act committed in whole or in part because of a victim’s actual or perceived disability, gender, nationality, race or ethnicity, religion, sexual orientation, or association with someone with one or more of these characteristics. If you believe you or someone you know has been the victim of a hate crime, notify local law enforcement and consider taking the following steps:  

    • If you are in immediate danger, call 911 and if needed, seek medical attention.
    • Write down the exact words that were used and take note of any other relevant facts.
    • If safe to do so, save all evidence and take photos.
    • Get contact information for other victims and witnesses.
    • Reach out to community organizations in your area that deal with hate crimes or incidents.

    Hate crimes are distinct from hate incidents, which are actions or behaviors motivated by hate that may be protected by the First Amendment right to freedom of expression. Examples of hate incidents include name-calling, insults, and distributing hate material in public places. If a hate incident starts to threaten a person or property, it may become a hate crime. Hate crimes can be reported to the California Civil Rights Department’s CA v. Hate online portal at any time in 15 languages or by calling the CA v. Hate hotline at (833) 866-4283 or 833-8-NO-HATE, Monday to Friday from 9 a.m. to 6 p.m., and talking to a trained civil rights agent in over 200 languages. Outside of those hours, people can leave a voicemail or call 211 to report a hate incident and seek support from a professional trained in culturally competent communication and trauma-informed practices. 

    Historically, hate crime data has generally been underreported and the California Department of Justice recognizes that the data presented in its reports may not adequately reflect the actual number of hate crime events that have occurred in the state. Caution should be used when comparing 2024 hate crimes data to prior years, as not all agencies were able to submit a full year of data for 2024. For more information, please reference the “Understanding the Data, Characteristics and Known Limitations” section in the report. 

    Some of the key findings from the 2024 Hate Crime in California Report include: 

    • Reported hate crime events increased 2.7% from 1,970 in 2023 to 2,023 in 2024.
    • Hate crime offenses increased 8.9% from 2,359 in 2023 to 2,568 in 2024.
    • The number of victims of reported hate crimes increased 8.2% from 2,303 in 2023 to 2,491 in 2024. 
    • Reported hate crime events involving a racial bias decreased 0.6% from 1,017 in 2023 to 1,011 in 2024. 
    • Anti-Black bias events remained the most prevalent, despite a 4.6% decrease from 518 in 2023 to 494 in 2024. 
    • Anti-Asian bias events decreased 4.8% from 125 in 2023 to 119 in 2024. 
    • Reported hate crime events involving a religion bias increased 3% from 394 in 2023 to 406 in 2024. 
    • Anti-Jewish bias events rose from 289 in 2023 to 310 in 2024, an increase of 7.3%.
    • Anti-Islamic (Muslim) bias events fell from 40 in 2023 to 24 in 2024. 
    • Between 2023 and 2024, hate crime events motivated by sexual orientation bias increased by 12.3% from 405 in 2023 to 455 in 2024, anti-transgender bias events increased by 12.3% from 65 in 2023 to 73 in 2024, and anti-LGBTQ+ bias events increased by 13.9% from 2023.
    • From 2023 to 2024, the number of hate crimes referred for prosecution increased from 679 in 2023 to 818 in 2024. Of the 818 hate crimes that were referred for prosecution, 506 cases were filed by district attorneys and elected city attorneys for prosecution. Of the 506 cases that were filed for prosecution, 327 were filed as hate crimes and 179 were filed as non-bias motivated crimes.

    In California, it is considered a hate crime if you are targeted because of your actual or perceived nationality, including your immigration or citizenship status. Earlier this year, Attorney General Bonta released updated guidance and resources on hate crimes for law enforcement, prosecutors, and the victims of these crimes in preparation for a potential increase in violence against immigrants as a result of President Trump’s xenophobic rhetoric. These resources include an updated law enforcement bulletin on laws prohibiting hate crimes, a hate crimes rapid response protocol for the deployment of DOJ resources, guidance to prosecutors to help strengthen hate crimes prosecution enforcement, and a fact sheet to help Californians understand their rights and protections under hate crime laws.     Attorney General Bonta launched the Racial Justice Bureau, which, among other things, supports the California Department of Justice’s broader mandate to advance the civil rights of all Californians by assisting with new and ongoing efforts to combat hate and bias. Beginning in 2021, the Attorney General began proactively engaging with local city leaders in the biggest cities in California through roundtables in San Francisco, Oakland, Sacramento, San Diego, Riverside, Long Beach, Santa Ana, San Jose, Stockton, Anaheim, Bakersfield, Fresno, and Irvine. More broadly, the Attorney General is deeply committed to responding to the needs of historically marginalized and underrepresented communities and, in July 2021, also launched the Office of Community Awareness, Response, and Engagement to work directly with community organizations and members of the public as part of the effort to advance justice for all Californians.

  • Trump signals willingness to send Ukraine more Patriot missiles after meeting Zelenskiy

    U.S. President Donald Trump indicated he would consider supplying Ukraine with more of the Patriot air-defence missiles Kyiv relies on to defend itself from mounting Russian strikes, after meeting his Ukrainian counterpart on Wednesday.

    Both leaders said the 50-minute meeting on the sidelines of a NATO summit in The Hague was a positive step in a war now in its fourth year, and which Trump described as “more difficult than other wars”.

    Trump, during a press conference, said the weapons are “very hard to get” but that “we are going to see if we can make some of them available.”

    The U.S. leader also left open the possibility of providing more military aid to Kyiv, which has struggled to fend off grinding Russian advances on the battlefield in recent months.

    Trump had previously shown no signs of resuming the donations of weaponry to Ukraine against Russia’s invasion that his predecessor Joe Biden had instituted.

    Zelenskiy described the meeting as “long and substantive”, saying it covered “all the truly important issues”.

    “We discussed how to achieve a ceasefire and a real peace,” he wrote on X. “We spoke about how to protect our people.”

    Trump added that he would speak to Vladimir Putin again soon, saying the Russian president “really has to end that war”.

    Zelenskiy has worked to rebuild relations with Washington after a disastrous White House meeting in February with Trump, whose overtures to Russia in recent months have concerned officials in Kyiv.

  • Amit Shah releases ‘The Emergency Diaries’, traces PM Modi’s underground role during Emergency

    Union Home Minister Amit Shah on Wednesday released a book titled “The Emergency Diaries – Years that Forged a Leader”, chronicling Prime Minister Narendra Modi’s experiences and involvement during the 1975-77 Emergency.

    The launch, held in the capital on the occasion of ‘Savidhan Hatya Diwas’, was attended by several senior leaders, including Union Minister Ashwini Vaishnaw, Delhi Lieutenant Governor Vinai Kumar Saxena, and Delhi Chief Minister Rekha Gupta.

    Describing the Emergency as “a dark chapter in Indian democracy”, Shah said the book offers a glimpse into Modi’s life as a 25-year-old underground worker of the Rashtriya Swayamsevak Sangh (RSS), who participated in the resistance movement led by Jayaprakash Narayan and Nanaji Deshmukh.

    “The book details how Modi went into hiding, adopting multiple disguises — as a saint, a Sardarji, a hippie, an incense stick seller, a newspaper vendor — to avoid arrest and continue mobilising support,” Shah said. “He distributed secretly printed newspapers in markets and among students and women, reached out to families of those jailed under the Maintenance of Internal Security Act (MISA), and helped arrange medical support.”

    Shah claimed the Emergency was imposed to protect dynastic politics and silence dissent, and framed Modi’s role as an early symbol of resistance to authoritarianism. “That same youth who went door-to-door to protect democracy is today strengthening its roots as Prime Minister,” he said.

    According to the Home Minister, the book is divided into five chapters — covering media censorship, state repression, the role of the Sangh and Jana Sangh, stories of Emergency victims, and the eventual return to public participation in governance.

    He urged young people to read the book, stressing that it would help them understand how a generation of activists resisted what he called “dictatorial ideas” and preserved the democratic framework.

    Saskatchewan’s First Nations and Métis organizations are set to receive $107.4 million in gaming payments for the 2025-26 fiscal year with the strong performance of Saskatchewan Indian Gaming Authority (SIGA) casinos, SaskGaming casinos and the PlayNow.com online platform.

    Announced in the 2025-26 Provincial Budget, this reflects the province’s ongoing commitment to support economic, social, educational and cultural initiatives within Indigenous communities across the province.

    “The Gaming Framework Agreement ensures continued investment for First Nations and Métis communities, supporting vital programs and cultural initiatives throughout Saskatchewan,” Minister Responsible for First Nations, Métis, and Northern Affairs Eric Schmalz said. “This is an increase of nearly $16.3 million over the 2024-25 budget, which will go into programs that help make Saskatchewan stronger.”

    The Ministry of Government Relations oversees the distribution of these funds in accordance with The 2002 Gaming Framework Agreement and The Lotteries and Gaming Saskatchewan Corporation Act. Payments are allocated to the First Nations Trust, Community Development Corporations and the Clarence Campeau Development Fund. 

    In the 2025-26 Provincial Budget, the Government of Saskatchewan committed $284.9 million in targeted funding for First Nations and Métis organizations, programs and supports.

    “It is an appalling multiple homicide and an investigation is being carried out,” Mexican President Claudia Sheinbaum said in a regular press conference on Wednesday morning, adding that children were among those killed.

    Security authorities said in a statement that they have launched an operation to find those responsible for the attack.

    Local media reported the shooting happened during a religious celebration.

    The attorney general’s office for Guanajuato, the central state where the attack took place, confirmed the attack.

    “According to preliminary data, 10 people lost their lives and several more were injured by firearm projectiles,” Irapuato’s civil security office said in a statement on social media.

    It added that the local government condemned the violence and expressed its solidarity with the victims, relatives and other citizens affected by “this cowardly act.”

    Today, Rep. Jack Bergman – alongside Senators Slotkin and Peters and Reps. Barrett, Dingell, Huizenga, James, McClain, McDonald-Rivet, Moolenaar, Scholten, Stevens, Thanedar, Tlaib, and Walberg – sent a bipartisan letter to President Donald J. Trump, urging him in the strongest possible terms to approve Governor Whitmer’s May 16 request for a Major Disaster Declaration.

    The Members wrote in part, “The unprecedented storm brought record levels of snow and freezing rain to thirteen counties and one federally recognized tribe, causing widespread damage to homes, businesses, and critical infrastructure. Tens of thousands of residents were left without heat or power, prompting the State of Michigan to activate the Michigan National Guard and local jurisdictions to implement emergency response efforts.

    “Although substantial progress has been made in restoring power, heating homes, clearing roadways, and removing debris, the recovery process remains far from complete nearly three months later. State and local resources have been expended, and federal support is desperately needed to continue recovery efforts.

    “Governor Whitmer’s May 16 request has received strong bipartisan support across both chambers of Congress. On May 19, Senator Peters, Senator Slotkin, and Representative Bergman wrote to you in full support of her request, and on June 9, they followed up with a letter to Small Business Administrator Loeffler endorsing the Governor’s June 5 request for an administrative declaration of disaster.

    “The counties of Alcona, Alpena, Antrim, Charlevoix, Cheboygan, Crawford, Emmet, Montmorency, Oscoda, Otsego, Presque Isle, Kalkaska, Mackinac, as well as the Little Traverse Bay Bands of Odawa Indians, can afford to wait no longer. Though they responded swiftly, and with the help of the State, and have made meaningful strides toward recovery, they cannot adequately handle this burden alone.”

  • Emergency was imposed to protect power, not nation: Amit Shah

    Union Home Minister Amit Shah on Tuesday described June 25, 1975 — the day Emergency was imposed in India — as the “murder of the Constitution,” and said the nation must remember it not merely as a chapter in history, but as a warning for future generations.

    Speaking at an event in New Delhi to mark the 50th anniversary of the Emergency, now officially observed as Samvidhan Hatya Diwas, Shah said democratic institutions were silenced and individual freedoms suppressed “to protect one leader’s hold on power.” He added that forgetting the Emergency would be a mistake, and that younger generations need to know how institutions were silenced and rights curtailed “in the name of national security.”

    “Usually, bad incidents should be forgotten. But when it comes to national life, such incidents should be remembered forever — so that they’re never repeated,” Shah said, addressing the event in New Delhi as chief guest.

    The event was also attended by Union Minister Ashwini Vaishnaw, Delhi’s Lieutenant Governor V K Saxena, and Delhi Chief Minister Rekha Gupta, among others.

    The home minister referred to the night of June 24, 1975, when then Prime Minister Indira Gandhi imposed a state of Emergency across India. He said the justification offered — a threat to national security — was a smokescreen to protect the Prime Minister’s hold on power.

    “On June 12, the Allahabad High Court had struck down the PM’s election. That same day, the Janata Morcha won in Gujarat. The Emergency was declared just days later. The world knows today — it was not national security that was in danger, it was the Prime Minister’s position,” Shah said.

    The Constitution, which had been carefully drafted over three years by Dr B R Ambedkar and others, was rendered meaningless by a single sentence: “The President has declared Emergency”, the home minister stressed.

    Detailing the measures taken during the Emergency, Shah cited the Shah Commission’s findings and said India had been turned into a prison. According to him, over 1.1 lakh political workers and social activists were jailed, 253 journalists arrested, 29 foreign correspondents expelled, and widespread censorship was enforced — even in Parliament.

    “All India Radio was censored. Electricity to newspaper offices was cut. Papers like The Indian Express and Jansatta protested by leaving editorial spaces blank,” Shah said, adding that “judges who ruled against the government were punished,” and that films, actors, and even songs were banned if they were seen as critical of the regime.

    Artists including Kishore Kumar, Dev Anand, and Manoj Kumar were targeted. Films such as Aandhi and Kissa Kursi Ka were banned. Parliamentary debates were censored, and the judiciary “brought under control,” he said.

    Shah said a Cabinet meeting was convened at 4 a.m. on June 25, without an agenda, to formalize the imposition of Emergency.

    “The mindset that emerged during that time — that the party is bigger than the nation, the family bigger than the party, and the individual bigger than the family — still poses a threat to democracy,” Shah said.

    Referring to the 1977 general election — in which the Congress was voted out and the Janata Party came to power — Shah said that was the first time in India’s history that a non-Congress party formed a government with an absolute majority.

    “That victory was not of a party but of Indian democracy. The people reminded us that the Constitution belongs to them, not those in power,” he said.

    In a veiled contrast with the past, Shah said that under Prime Minister Narendra Modi’s leadership, the idea of ‘Nation First’ has taken firm root. “Today, 1.4 billion Indians are working with resolve to make India No. 1 globally by 2047. This has been made possible by the sacrifices of those who resisted the Emergency and spent 19 months in jail,” he said.

    Twenty years ago, leaders gathered at the 2005 World Summit and committed to protect populations from genocide, war crimes, ethnic cleansing, and crimes against humanity.

    In doing so, they recognized that sovereignty carries not only rights, but responsibilities — first and foremost, the duty of each State to protect its own people.

    They underlined the duty of the international community to support States in this effort, and they highlighted the need for collective, timely and decisive action in line with the UN Charter, when national authorities manifestly fail to do so. 

    Today, we mark the 20th anniversary of the Responsibility to Protect at a time of profound global turbulence.

    We are witnessing the highest number of armed conflicts since the end of the Second World War.

    These are marked by rising identity-based violence, widespread violations of international humanitarian law and human rights law, and deepening impunity.

    Conflicts are becoming more protracted, more complex, and interconnected. 

    Emerging threats such as the weaponization of new technologies and the proliferation of advanced weaponry require a constant adaptation of our efforts to prevent the commission of atrocity crimes and to protect populations.

    In addition, too often, early warnings go unheeded, and alleged evidence of crimes committed by States and non-State actors are met with denial, indifference, or repression.

    Responses are often too little, too late, inconsistent or undermined by double standards. Civilians are paying the highest price. 

    Credibility as the guardian of peace and security, development, and human rights requires consistency with the UN Charter. 

    On this anniversary, we must recognize that the Responsibility to Protect is more than a principle – it is a moral imperative, rooted in our shared humanity and the UN Charter.

    It also underscores the need to mainstream atrocity prevention across the United Nations system — from humanitarian action to peacekeeping to human rights.

    And it calls for integrating early warning, supporting national prevention mechanisms, and embedding atrocity prevention in the broader agendas of sustaining peace, human rights, and the 2030 Agenda.

    Washington, DC – U.S. Senators Lisa Murkowski and Dan Sullivan (both R-Alaska) released the following statements following U.S. Secretary of Agriculture Brooke Rollins’ announcement that the U.S. Department of Agriculture (USDA) is beginning the process to repeal the 2001 Roadless Rule on a nationwide basis.  
    “The Roadless Rule has never fit Alaska, so I welcome this effort to rescind it,” Senator Murkowski said. “Even without the rule in place, nearly 80 percent of the Tongass National Forest will still be explicitly restricted from development. Repeal will not lead to environmental harm, but it will help open needed opportunities for renewable energy, forestry, mining, tourism, and more in areas that are almost completely under federal control. This is particularly critical for our continued efforts to build a sustainable year-round economy in Southeast Alaska.”
    “I welcome the decision by Secretary Rollins and President Trump to rescind the Roadless Rule and allow for proper management of U.S. Forest System lands in Alaska,” Senator Sullivan said. “Since 2001, this rule has hindered Alaskan’s ability to responsibly harvest timber, develop minerals, connect communities, or build energy projects at lower costs—including renewable energy projects like hydropower, which are especially critical to economic opportunities in Southeast Alaska surrounded by the Tongass National Forest. I am grateful that the Trump administration is once again rescinding this rule to put Alaskans back in the driver’s seat to make a living, support our families, and connect our communities while protecting our lands and growing our economy.”
    Background
    The Tongass National Forest spans nearly 16.7 million acres, covering nearly all of Southeast Alaska, and is home to 32 islanded communities. Since 2001, the Roadless Rule has almost continually restricted access needed for timber, mining, tourism, recreation, and the development of renewable resources such as hydropower.
    Separate and apart from the Roadless Rule, the Tongass is well protected under existing law. Some 80 percent of the forest is already conserved in congressionally-designated wilderness, National Parks, National Monuments, or other natural setting land-use designations—meaning only a small fraction of the Tongass is available for any kind of development.
    In 2018, the Forest Service announced it would develop a state-specific Roadless Rule focused on the Tongass. The Alaska-specific rule, finalized in October 2020, exempted the Tongass from the one-size-fits-all Roadless Rule, which established sweeping prohibitions on road construction, road reconstruction, and timber harvest on inventoried roadless areas on National Forest System lands beginning in 2001. The 2020 rule came in response to a petition from the State of Alaska requesting a full exemption for the Tongass, and helped restore balanced management and reasonable economic prospects within the Tongass.
    In January 2023, the USDA Forest Service under the Biden administration finalized its repeal of the Tongass National Forest’s exemption from the 2001 Roadless Rule, against the request from the State of Alaska and data and analysis from the Trump administration that supported the 2020 exemption.
