This comes as part of the program announced in October 2024 to further strengthen ST’s competitiveness, solidify its position as a global semiconductor leader, and ensure the long-term sustainability of its model as an Integrated Device Manufacturer by leveraging strategic assets globally across technology R&D, design and high-volume manufacturing.

    Innovating and scaling up to increase efficiency across manufacturing operations

    As innovation cycles shorten, ST’s manufacturing strategy is evolving to accelerate the delivery of innovative, proprietary technologies and products at scale to customers globally, across automotive, industrial, personal electronics and communication infrastructure applications.

    The reshaping and modernization of ST’s manufacturing operations aim to achieve two main objectives: prioritizing planned investments towards future-ready infrastructure such as 300mm silicon and 200mm silicon carbide wafer fabs to enable them to reach a critical scale and maximizing the productivity and efficiency of legacy 150mm capabilities and mature 200mm capabilities. In parallel, ST plans to continue to invest in upgrading the technology used across its operations, deploying additional AI and automation for additional efficiency in technology R&D, manufacturing, reliability and qualification processes, with a continued focus on sustainability. 

    Strengthening ST’s manufacturing ecosystem

    Over the next three years, the reshaping of ST’s manufacturing footprint will design and strengthen ST’s complementary ecosystems: in France around digital technologies, in Italy around analog and power technologies and in Singapore on mature technologies. The optimization of these operations aim to achieve full capacity utilization and drive technological differentiation to compete globally. As announced previously, each of ST’s current sites will continue to play a long-term role within the company’s global operations. 

    Building 300mm silicon megafabs in Agrate and Crolles

    The Agrate (Italy) 300mm fab will continue to be scaled up, with the aim to become ST’s flagship high-volume manufacturing facility for smart power and mixed signal technologies. The plan is to double its current capacity to 4,000 wafers per week (wpw) by 2027, with planned modular expansions increasing capacity up to 14,000 wpw, depending on market conditions. As we increase our focus on 300mm manufacturing, the Agrate 200mm fab will refocus on MEMS.
    The Crolles (France) 300mm fab will be further cemented as the core of ST’s digital products ecosystem. The plan is to increase capacity to 14,000 wpw by 2027 with planned modular expansions increasing capacity up to 20,000 wpw, depending on market conditions. In addition, we will convert the Crolles 200mm fab to support Electrical Wafer Sorting high volume manufacturing and advanced packaging technologies, hosting activities that do not exist today in Europe. The focus will be on next-generation leading technologies including optical sensing and silicon photonics.

    Specialized Manufacturing and Competence Center for Power Electronics in Catania

    Catania will continue to serve as a center of excellence for power and wide-bandgap semiconductor devices. The development of the new Silicon Carbide Campus is progressing as planned, with production of 200mm wafers set to begin in Q4 2025, reinforcing ST’s leadership in next-generation power technologies. Our resources supporting Catania’s current 150mm and EWS capabilities will be refocused on 200mm silicon carbide and silicon power semiconductor production, including GaN-on-silicon, reinforcing ST’s leadership in next-generation power technologies.

    Optimizing Other Manufacturing Sites

    Rousset (France) will remain focused on 200mm manufacturing, with additional volumes reallocated from other sites enabling full saturation of existing manufacturing capacity for optimized efficiency.

    Tours (France) will remain focused on its 200mm silicon production line for select technologies, while other activities – including legacy 150mm manufacturing activities – will be transferred to different ST sites, and it will also remain a center of competence for GaN, mainly on epitaxy. The Tours site will also host a new activity: panel-level-packaging, one of the major enablers of chiplets, a technology for complex semiconductor applications that will be key for ST in the future.

    Ang Mo Kio (Singapore), ST’s high-volume fab for mature technologies, will remain focused on 200mm silicon manufacturing and will also host our consolidated global legacy 150mm silicon capabilities.

    Kirkop (Malta), ST’s high-volume test and packaging fab in Europe will be upgraded, with the addition of advanced automated technologies which will be key to support next-generation products.

    Workforce and skills evolution

    As ST reshapes its manufacturing footprint over the next three years, the workforce size and required skill sets will evolve. Advanced manufacturing will shift roles from legacy processes involving repetitive manual tasks to a stronger focus on process control, automation, and design. ST will manage this transition through voluntary measures, with a continued commitment to ongoing constructive dialogue and negotiations with employee representatives in accordance with applicable national regulations. Based on current projections, the program is expected to see up to 2,800 people leaving the company globally on a voluntary basis, on top of normal attrition. These changes are expected to occur mainly in 2026 and 2027. Regular updates will be provided to stakeholders as the program progresses.

Together, Eviden and the Serbian administration will deploy a National AI Factory – composed of an AI Center of Excellence and a leading AI-dedicated supercomputing platform – aiming to accelerate Serbia’s AI capabilities and foster innovation across key sectors while reinforcing its technological autonomy using European technologies.

    This new National AI Factory, a first in the Balkan region, will integrate cutting-edge supercomputing resources, advanced software layers and specialized vertical expertise for use-case design and deployment. This dynamic ecosystem will be made accessible to Serbian public institutions, academic players and businesses in order to harness the power of AI and address critical challenges in health, energy, transportation and administration.

    To meet Serbia’s needs for computing power, Eviden will deploy its BullSequana XH3000 supercomputer, designed and manufactured in its French flagship factory. With up to 25 PetaFlops of computational power – the equivalent of 25 million billion operations per second – as well as 300 GPUs and 2.5 Petabytes of storage, this AI supercomputer will serve as the backbone of this AI Center of Excellence, providing the necessary computing power to develop and run innovative AI use cases.

    In addition to this AI-dedicated hardware, the project will see the implementation of Eviden’s BullSequana AI platform, designed to accelerate AI applications development.     But what if the influence of AI on humans is much more mundane, influencing our evolution over thousands of years through natural selection?

    In this episode of The Conversation Weekly podcast we talk to evolutionary biologist Rob Brooks about what AI could do to the evolution of humanity, from smaller brains to fewer friends.

    Rob Brooks is Scientia professor of evolution at the University of New South Wales in Australia. Through his research on artificial intimacy between humans and AI chatbots, Brooks became interested in how human evolution might be shaped by the proliferation of AI. He recently published a paper exploring various scenarios, from AI’s potential influence on human intelligence, to brain size, to more direct intervention in fertility treatment.

    For Brooks, the relationship between humans and machines, including AI, mirrors the symbiotic relationships that happen in nature, where one species is linked to or depends on another. Some of these relationships are mutualistic, with each benefiting the other, he says:

    I think that most of our relationships with technology should be mutualisms because that why we have the technologies …  A lot of the things that AI does for us at the moment are incredible computational heavy lifting [tasks]. It could be difficult calculations or it could be remembering people’s birthdays – there’s a kind of mutualism.

    But sometimes that mutualism can morph into parasitism, where one harms the other. Brooks thinks smartphones have already reached this stage because of the amount of human attention they take up and the influence this is having on human relationships, particularly among young people. He believes it’s also reasonable to assume “that attention and time parasites in the AI ecosystem will influence human evolution”.

    From dire wolves to woolly mammoths, the idea of resurrecting extinct species has
    captured the public imagination. Colossal Biosciences, the Dallas-based biotech company leading the charge, has made headlines for ambitious efforts to bring back long-lost animals using cutting edge genetic engineering.

    It recently announced the birth of pups with key traits of dire wolves, an iconic predator last seen roaming North America more than 10,000 years ago. This followed on the heels of earlier project announcements focused on the woolly mammoth and the thylacine. This all fuels a sense that de-extinction is not only possible but imminent.

    But as the science advances, a deeper question lingers: how close must the result be to count as a true return? If we can only recover fragments of an extinct creature’s genome – and must build the rest with modern substitutes – is that really de-extinction, or are we simply creating lookalikes?

    To the public, de-extinction often evokes images of Jurassic Park-style resurrection: a recreation of a lost animal, reborn into the modern world. In scientific circles, however, the term encompasses a variety of techniques: selective breeding, cloning, and increasingly, synthetic biology through genome editing. Synthetic biology is a field that involves redesigning systems found in nature.

    Scientists have used selective breeding of modern cattle in attempts to recreate an animal that resembles the auroch, the wild ancestor of today’s breeds. Cloning has been used to briefly bring back the pyrenean ibex, which went extinct in 2000. In 2003, a Spanish team brought a cloned calf to term, but the animal died a few minutes after birth.

    This is often cited as the first example of de-extinction. However, the only preserved tissue was from one female animal, meaning it could not have been used to bring back a viable population. Colossal’s work falls into the synthetic biology category.

    These approaches differ in method but share a common goal: to restore a species
    that has been lost. In most cases, what emerges is not an exact genetic copy of the extinct species, but a proxy: a modern organism engineered to resemble its ancestor in function or appearance.

    Take the case of the woolly mammoth. Colossal’s project aims to create a cold-adapted Asian elephant that can fulfil the mammoth’s former ecological role. But mammoths and Asian elephants diverged hundreds of thousands of years ago and differ by an estimated 1.5 million genetic variants. Editing all of these is, for now, impossible. Instead, scientists are targeting a few dozen genes linked to key traits like cold resistance, fat storage and hair growth.

    Compare that to humans and chimpanzees. Despite a genetic similarity of around 98.8%, the behavioural and physical differences between the two are huge. If comparatively small genetic gaps can produce such major differences, what can we expect when editing only a tiny fraction of the differences between two species? It’s a useful rule of thumb when assessing recent claims.

    As discussed in a previous article, Colossal’s dire wolf project involved just 20 genetic edits. These were introduced into the genome of a gray wolf to mimic key traits of the extinct dire wolf. The resulting animals may look the part, but with so few changes, they are genetically much closer to modern wolves than their prehistoric namesake.

    Colossal’s ambitions extend beyond mammoths and dire wolves. The company is
    also working to revive the thylacine (Tasmanian tiger), a carnivorous marsupial that was once native to mainland Australia, Tasmania and New Guinea. The last example died at Hobart Zoo in 1936. Colossal is using a genetic relative called the fat-tailed dunnart – a tiny marsupial – as the foundation. The goal is to engineer the dunnart’s genome to express traits found in thylacines. The team says it is developing an artificial uterus device to carry the engineered foetus.

    Colossal also has a project to revive the dodo, a flightless bird that roamed Mauritius until the 1600s. That project will use the Nicobar pigeon, one of the dodo’s closest living relatives, as a basis for genetic reconstruction.

    In each case, the company relies on a partial blueprint: incomplete ancient DNA, and then uses the powerful genome editing tool Crispr to edit specific differences into the genome of a closely related living species. The finished animals, if born, may resemble their extinct counterparts in outward appearance and some behaviour – but they will not be genetically identical. Rather, they will be hybrids, mosaics or functional stand-ins.

    That doesn’t negate the value of these projects. In fact, it might be time to update our expectations. If the goal is to restore ecological roles, not to perfectly recreate extinct genomes, then these animals may still serve important functions. But it also means we must be precise in our language. These are synthetic creations, not true returns.

    Technology to prevent extinction

    There are more grounded examples of near-de-extinction work – most notably the
    northern white rhinoceros. Only two females remain alive today, and both are
    infertile. Scientists are working to create viable embryos using preserved genetic
    material and surrogate mothers from closely related rhino species. This effort
    involves cloning and assisted reproduction, with the aim of restoring a population
    genetically identical to the original.

    Unlike the mammoth or the thylacine, the northern white rhino still has living
    representatives and preserved cells. That makes it a fundamentally different
    case – more conservation biology than synthetic biology. But it shows the potential of this technology when deployed toward preservation, not reconstruction.

    Gene editing also holds promise for helping endangered species by using it to introduce genetic diversity into a population, eliminate harmful mutations from species or enhance resilience to disease or climate change. In this sense, the tools of de-extinction may ultimately serve to prevent extinctions, rather than reverse them.

    So where does that leave us? Perhaps we need new terms: synthetic proxies, ecological analogues or engineered restorations. These phrases might lack the drama of “de-extinction” but they are closer to the scientific reality.

    After all, these animals are not coming back from the dead – they are being invented, piece by piece, from what the past left behind. In the end, it may not matter whether we call them mammoths or woolly elephants, dire wolves or designer dogs. What matters is how we use this power – whether to heal broken ecosystems, to preserve the genetic legacy of vanishing species or simply to prove that we can.

    But we should at least be honest: what we’re witnessing isn’t resurrection. It’s reimagination.

Key infrastructure, including hospitals, roads, and water systems, sustained significant damage, while ongoing telecommunications disruptions continue to hamper relief efforts.

    The earthquake struck a country already gripped by several health crises and ongoing conflict, compounding the challenges faced by affected communities. Limited resources, including staff and supplies, have left some facilities over-burdened and struggling to respond to people’s growing health needs.

    In the immediate aftermath, Médecins Sans Frontières (MSF) reaffirmed our commitment and capacity to deliver large-scale emergency medical assistance across all impacted areas. We have prioritised our response in the hardest-hit and currently accessible cities of Mandalay and Naypyidaw, while serious concerns persist for people living in more remote and less accessible areas, such as Sagaing.

    Our staff have reported extensive destruction. Many residents remain outdoors, fearing aftershocks, while monasteries have opened their doors to host displaced families and local communities are demonstrating remarkable solidarity.

    Healthcare  

    In the hardest-hit cities, damage to infrastructure has disrupted essential services like water, electricity, and sanitation, severely impacting hospitals’ ability to function. In some cases, structural damage forced medical staff to treat patients outside, due to fears of further building collapse.  

    In Naypyidaw and Mandalay, where hospital systems were particularly hard hit, MSF carried out assessments, delivered medical supplies, and initiated discussions with key stakeholders, including the Ministry of Health.

    Water and sanitation, shelter, and basic items  

    In Mandalay, MSF teams quickly moved to improve water, sanitation, and hygiene conditions in damaged hospitals by installing water tanks and additional handwashing basins. Waste management was reinforced with dozens of bins, and fans were set up in temporary shelters to help patients cope with extreme heat – often reaching 40°C – while awaiting treatment outside damaged facilities.

    At the same time, mobile medical teams began providing consultations in makeshift shelters, including monasteries, treating a range of conditions from common illnesses to chronic diseases such as diabetes and hypertension. In southern Shan, mobile teams also distributed essential items, restored clean water sources, and continued assessments in affected and displaced communities.

    Psychological impact of the earthquake 

    Mental health is a key part of MSF’s response. In Mandalay, teams composed of trained staff and student volunteers have been visiting patients in surgical, orthopaedic, and trauma wards at local hospitals to provide psychological first aid. These efforts are essential in a context where survivors face high psychological stress following both the disaster and fear of aftershocks, which continue to be recorded, and in addition to the consequences of the ongoing conflict ravaging many parts of the country. 

    Major concerns about expected environmental impacts to come 

    With the rainy season approaching, flooding and landslides could exacerbate existing access challenges, particularly in remote areas. The rainy season also significantly heightens the likelihood of public health threats associated with outbreaks of waterborne disease such as cholera, and vector-borne diseases like malaria or dengue fever. This is due to the potential flooding-related contamination of the already reduced number of safe water sources. Immediate actions like scaled up provision of clean water, safe sanitation facilities, distribution of mosquito nets and hygiene promotion are essential to mitigate the additional threads.

    What needs to happen now? 

    In order to address the immense needs, it is crucial for humanitarian aid to reach all affected areas unhindered, including hard to reach locations. A further significant scale-up of aid and access to healthcare in all affected areas, is urgently needed to avoid longer-term harmful consequences for people grappling with the aftermath of this earthquake.

    “Abandoning the Paris Agreement is a terrible idea, straight out of Donald Trump’s playbook, that would harm our economy, our global standing, and our relationship with our Pacific neighbours. 

    “Australia is the world’s third-largest fossil fuel exporter, and a major polluter with an outsized responsibility to cut our emissions at emergency speed and scale. As the cost of back-to-back climate disasters grows, we are also paying a heavy price for climate change.

    India and Japan offer hope amid 6% decline in global deal activity in Q1 2025, reveals GlobalData

    The global deal landscape (mergers & acquisitions (M&A), private equity and venture financing deals) declined 6% year-on-year (YoY) during the first quarter (Q1) of 2025, as economic uncertainty weighed on investor confidence. However, markets like India and Japan stood out by defying the global trend, signaling that select regions continue to attract deal-makers despite broader headwinds, reveals GlobalData, a leading data and analytics company.

    An analysis of GlobalData’s Deals Database revealed that all the deal types under coverage registered YoY decline in volume during Q1 2025. All the regions also witnessed a fall in deal activity while the trend across different markets within the regions remained a mixed bag, with some countries experiencing decline while some others bucking the global and regional trend.

    Aurojyoti Bose, Lead Analyst at GlobalData, comments: “While the overall downturn is indicative of a cautious approach among the investors and corporations alike, the resilience shown by some markets offers a glimmer of hope.”

    M&A deals saw around 5% decline in volume during Q1 2025 compared to Q1 2024. Similarly, private equity and venture financing deals also contracted, indicating a tightening of capital flows and a more selective investment approach. The number of private equity and venture financing deals registered a YoY decrease of around 2% and 8%, respectively, in Q1 2025.

    North America remains the largest market for deal activity, although it too has witnessed an approximate 4% decline in deal volume. The US, a key driver of global deal-making, has seen a similar trend, with around 3% drop in activity.

    Similarly, the Asia-Pacific region has experienced a contraction, with deal volume falling by around 4%. Notably, China has faced a sharp decline in M&A activity, reflecting the ongoing regulatory challenges and economic headwinds. However, India and Japan bucked the trend, showcasing an increase in deal volume.

    Europe also faced challenges, with deal volume decreasing by approximately 9%. The UK, which is the top European market, has seen a double-digit decline in deal volume. Nevertheless, markets such as Germany and France continue to exhibit resilience, albeit with modest declines.

    Middle East and Africa and South and Central America regions also experienced respective deal volume fall by 8.3% and 15.2%, respectively, during Q1 2025 compared to Q1 2024.

    Bose concludes: “While the global deal landscape is facing headwinds, it is essential to recognize that pockets of growth still exist. Markets like India and Japan are defying the broader trend, indicating that strategic investments and innovation can thrive even in challenging times.”

    The 25% US tariff on foreign automobiles and parts has created deep uncertainty for Asia-Pacific (APAC) automakers. With significant exposure to the US market, they now face rising costs, strained supply chains, and pressure to shift production. The temporary 90-day hold on the updated tariff, announced on 09 April 2025, offers a brief respite while negotiations with trade partner countries continue. As negotiations continue, the APAC automakers brace for long-term changes to global trade and manufacturing strategies, observes GlobalData, a leading data and analytics company.

    Hyundai’s exports to the US account for 16% of its total export volume, while Subaru’s exports represent 32%, and Toyota’s exports make up 5%. This substantial exposure to the US market means that these manufacturers are particularly vulnerable to the repercussions of the tariff increase.

    Madhuchhanda Palit, Automotive Analyst at GlobalData, comments: “While major automakers like Toyota Motor have reported record profits, small and medium-sized suppliers are expressing concerns. Rising raw material and labor costs have made it increasingly challenging for these firms to pass expenses onto clients, particularly in light of wage increases.

    “The impending tariffs could exacerbate these challenges, as larger manufacturers may consider relocating production to the US, potentially jeopardizing the livelihoods of local suppliers. The automotive ecosystem, particularly in countries such as Japan, is at risk, with small businesses reliant on larger automakers facing heightened instability.”

    In response, Subaru has already alerted its dealers that current pricing cannot be guaranteed and may be subject to change. Conversely, Hyundai has launched a Customer Assurance program to alleviate consumer concerns about the uncertainty. Meanwhile, Toyota, which already has a significant production presence in the US, has announced no intention to raise vehicle prices and is focusing on reducing fixed costs.

    In a strategic move, Nissan, initially reconsidering its EV production timeline in the US prior to the tariff announcement, has now confirmed plans to relocate part of its production to the US. This mirrors a broader trend, with Hyundai committing $21 billion, including a $5.8 billion steel plant in Louisiana, and Toyota investing $14 billion in its first in-house battery plant outside Japan, located in North Carolina.

    Palit  explains: “While the US automotive market and manufacturers may face turbulence in the short-run due to the tariffs, increased investments in domestic production are likely to strengthen the US economy over time and could prove beneficial for both manufacturers and consumers alike.”

    As manufacturers explore various strategies to navigate this turbulent landscape—including potential production shifts and price guarantees for consumers—the broader consequences for the automotive sector and its ecosystem remain to be seen.

    Palit concludes: “The temporary hold on the tariffs provides a crucial window for negotiations that could ease the current situation. However, the ongoing discussions and evolving trade dynamics will play a critical role in determining the future stability and profitability of the APAC automotive industry.     Business Minister Richard Lochhead has announced the appointment of a new international trade and investment envoy tasked with promoting Scotland’s academic institutions.

    Professor Rachel Sandison will foster links with universities abroad, encourage foreign investment in Scottish universities’ world-leading research and help attract more international students and staff.

    Mr Lochhead made the announcement ahead of a visit to Shanghai’s China-UK Low-Carbon College, a joint initiative between the University of Edinburgh and Shanghai Jiao Tong University. Its research projects include analysis of carbon capture projects and the effectiveness of CO2 storage methods.

    The College is one of seven existing partnerships in Shanghai between Scottish and Chinese research and academic institutions, with others specialising in engineering, finance and art.

    Mr Lochhead, who is undertaking a visit to China and Japan, said:

    “Scotland’s research and academic excellence is recognised the world over. As our new Trade and Investment Envoy for International Education, Rachel will champion Scotland’s academic institutions and the innovative contributions they are making in fields as diverse as artificial intelligence, art and tackling climate change.

  • MIL-Evening Report: Grattan on Friday: Will there be leadership changes on both sides of politics next parliamentary term?

    When Jim Chalmers and Angus Taylor met for this week’s treasurers’ debate, the moderator observed that in three or six years they might be facing each other as prime minister and opposition leader.

    Election results trigger, or subsequently lead to, leadership resets. Even in the turmoil of a campaign, players will also have their eyes on the future.

    After two weeks, the election campaign appears to have shifted more clearly in Labor’s direction. The uncertainty caused by Donald Trump is making some voters inclined to stick with the status quo, and the Liberal campaign has appeared faltering. Things could change, but as of now, Labor is better placed.

    Assuming Anthony Albanese wins, the dynamics within Labor will be different according to whether his government is in minority or majority.

    Albanese’s negotiating skills were evident during the last minority Labor government, and would likely come to the fore again if Labor had to wrangle crossbenchers in the House of Representatives.

    But regardless of majority or minority, there would probably be pressure for a leadership change at some point during the next term. It is hard to see Albanese, 62, taking Labor into the 2028 election.

    Chalmers, 47, is the obvious frontrunner to succeed him, but not the only horse in the field. And, apart from Chalmers, other aspirants might be concerned time would pass them by if there was not a transition next term.

    Home Affairs minister Tony Burke, 55, from the right in NSW, is ambitious and canny; he has delivered to the unions and could look to support from that quarter. Deputy Prime Minister Richard Marles, 57, who hails from the Victorian right, also sees himself as a potential successor.

    The left’s Tanya Plibersek, 55, is a favourite with the party rank and file but could struggle to get enough backing in a leadership transition during a second term. Energy Minister Chris Bowen, 52, has had a tough time selling the government’s energy transition policy; in the past he was seen as a serious leadership contender, but doesn’t make it into dispatches these days.

    If the Labor leadership is contested, the rules provide for a ballot of the rank and file. That contributes 50% of the result, with caucus providing the other 50%. A transition in government during the term either would not involve a formal ballot or, if it did, the rules would be changed to override the provision for a long grass roots contest.

    The dynamic between Chalmers and Albanese in a second-term government would be closely watched. There have been some differences between the two over the past three years, notably over the recalibration of the Morrison government’s tax cuts. Chalmers eventually won his push to change them. The treasurer’s loyalty to Albanese has not been in question. But the contrast in their communication skills has been widely remarked on.

    The usual pattern of these things is that a treasurer who sees himself as a future prime minister becomes increasingly impatient as time goes on. Paul Keating, who eventually toppled Bob Hawke, and Peter Costello, who never got to the point of challenging John Howard, are examples.

    While Albanese has obviously not had to watch his back this term, the dynamic would be different next time around. The example of Scott Morrison is instructive. After he unexpectedly won the 2019 election, Morrison was seen as untouchable. Fast forward to before the following election and some in the Liberal party approached treasurer Josh Frydenberg to try to replace Morrison. He rebuffed them.

    Looking across the board, it’s notable that the most impressive Labor leaders currently are two state premiers, Chris Minns in NSW and Peter Malinauskas in South Australia. Both are centrist, pragmatic, unifying figures who come across well. Many in Labor might regret they are not in the federal parliament (although the leadership aspirants would be relieved).

    On the other side of politics, if 54-year-old Peter Dutton loses, what happens with the Liberal leadership? The size of the loss would be crucial. If Labor remained in majority, that would be such a major failure Dutton would surely be replaced immediately. If he picked up a respectable number of seats, on the other hand, he would likely be kept on. He has worked his relationships within the Liberal party well; he is seen as more consultative than, for example, Morrison or Malcolm Turnbull.

    But how long would he last as leader? If the Coalition was only a whisker away from power, he might get a second crack in 2028. However if Labor, although in minority, was looking solid, the Liberals would start thinking about a new leader.

    Their problem is that there is a dearth of frontbench talent.

    Taylor, 58, certainly has ambition. But he has not performed well as shadow treasurer, and is not a good retail politician. Liberal deputy leader Sussan Ley, 63, is scatty and widely criticised by colleagues. Defence spokesman Andrew Hastie, 42, hasn’t broadened out as much as might have been expected this term, and has the disadvantage of coming from Western Australia, which has limited his visibility.

    The loss of Frydenberg at the last election has left the Liberals with a long-term succession problem.

    Partly, though not entirely, this goes back some way, to the sort of candidates selected in former years. This is an increasing challenge for both “parties of government”. The talent pool is narrowing.

    Fewer potential high flyers are wanting to enter politics. A toxic political culture and greater media intrusion contribute to this. Politicians might never have commanded great respect but they are accorded even less these days, and there are larger rewards elsewhere. Also, political staffs are bigger, and these young hustlers are well placed to secure preselection.

    There is another factor. Nowadays there’s more pressure to put forward “local champions” – people who are deeply embedded in their communities. We’ve seen this in the success of the “community candidates” movement – many voters respond to them.

    With fewer “safe” seats and this desire for localism, the major parties cannot so easily parachute high flyers into seats in which they don’t live. Labor notoriously tried this with Kristina Keneally, a former senator and former NSW premier, at the last election, and managed to lose what had been the solid Labor seat of Fowler.

    The political move to local champions and community candidates, whatever pluses it might have, will over time erode the potential leadership pools of the major parties.

    The Agence française de développement (AFD) has committed an additional €3 million to the African Development Bank (www.AfDB.org) -managed Africa Digital Financial Inclusion Facility (ADFI) (https://apo-opa.co/4iXF6xK) to accelerate financial inclusion in Africa. 

    The increase brings AFD’s total funding to over €5 million. The resources will support the ADFI partnership in catalyzing digital financial solutions across Africa by expanding investment in scalable and replicable initiatives that enable access to credit and other financial services that support investment and entrepreneurship among underserved communities. 

    The African Development Bank and AFD co-founded ADFI in 2019 with the Gates Foundation and the Ministry of Finance of the Government of Luxembourg. France’s Ministry for the Economy, Finance and Industrial and Digital Sovereignty, the Women’s Enterprise Finance Initiative (We-Fi), and India’s Ministry of Finance joined in 2020, 2022 and 2023 respectively.  

    AFD Group is strongly committed to accelerating the mobilization of financial and human resources to align the financial systems with the Sustainable Development Goals, ensuring that vulnerable populations—especially in regions most affected by climate change—can access financial tools that help them adapt and thrive.  

    “Developing digital financial services is a key pathway to reach financially excluded populations in Africa,” said Audrey Brule-Françoise, head of AFD’s Financial Systems Division. “Through our continued collaboration within ADFI, we aim to promote access to digital financial services that are tailored to diverse needs and delivered in a responsible manner.     Recent data shows that nearly half the continent’s adult population does not benefit from digital financial solutions, particularly women, youth, farmers, small businesses, and rural communities. 

    ADFI works to expand digital financial solutions across Africa through strategic investments in digital infrastructure, policy and regulation, and product innovation, with a special focus on reducing gender gaps and building capacity. 

    ADFI aligns with the African Development Bank’s Ten-Year Strategy for inclusive growth and its priority to improve the quality of life for the people of Africa. It also advances the mandate of the Bank’s financial sector development department to improve access to finance for the underserved. ADFI works to scale innovative digital financial solutions under the three broad strategic pillars of infrastructure, policies, regulations, and product innovation.     HONOLULU – A 24-year-old Waialua man was arrested this morning by DLNR Division of Conservation and Resources Enforcement (DOCARE) officers for failure to appear in court, to answer for previous charges related to aquatic resources violations.

    DOCARE officers allege Kala‘i Manuwa has a history of violations, particularly on the North Shore at the Pūpūkea Marine Life Conservation District (MLCD). Manuwa was taken into custody at a private residence without incident. MLCDs have the greatest levels of protections for aquatic species in the state.

    Manuwa failed to appear in Wahiawā District Court twice. First, on April 1 for arraignment and plea on charges including Fishing and Removing Marine Life within the MLCD, the Use or Possession of a Spear, Trap, Net or Crowbar within the MLCD, Possession of an Undersized Throw Net and Prohibited Take of Iao. The court issued a bench warrant ordering Manuwa’s arrest with a bail amount of $200.00.

    Manuwa also had a bench warrant for failure to appear on November 2, 2023, for a pre-trial conference relating to charges of being in Possession of an Undersized Throw Net and for Prohibited take of Akule.

    “We want to remind people that violations of natural resources laws and rules may carry criminal penalties, requiring court appearances,” said DOCARE Chief Jason Redulla. “The DLNR takes failing to appear in court on these cases seriously. If you fail to appear DOCARE officers will search for you and arrest you.”

    Manuwa was transported and booked at the Sheriffs’ Receiving Desk. He currently remains in custody. Redulla added “We appreciate the Department of Law Enforcement for providing booking and custody assistance for Manuwa’s arrest.”

    HONOLULU – Community input is sought to guide wildlife conservation statewide. The DLNR Divisions of Aquatic Resources (DAR) and Forestry and Wildlife (DOFAW) invite the public to review the 2025 State Wildlife Action Plan (SWAP). This review process is an opportunity for residents, conservation partners, and other stakeholders to share their views on conservation priorities for Hawaiʻi’s unique native wildlife and habitats.

    The SWAP is a comprehensive statewide framework for conserving species and habitats. Updated every 10 years, the SWAP identifies “Species of Greatest Conservation Need” and outlines voluntary, proactive strategies for protection and restoration.

    “We want to hear from everyone — whether you’re a researcher, educator, cultural practitioner, landowner, or just someone who cares about Hawaiʻi’s native wildlife,” said Maya Goodoni, DAR watershed management specialist. “Your insights help ensure the SWAP reflects what matters most to the people and ecosystems of Hawaiʻi.”

    The public review will include an overview of the SWAP process, highlight key updates for 2025, and provide space for public questions and feedback.

    The SWAP plays a key role in securing federal funding through the State and Tribal Wildlife Grants Program and supports collaborative conservation efforts across the Hawaiian Islands.

    The public review will take place virtually via Zoom. Two meeting times, one in the morning and one in the evening, will present the same information.

    HONOLULU – Attorney General Anne Lopez and the 51 attorneys general of the Anti-Robocall Multistate Litigation Task Force, notified nine voice service providers that they may be violating state and federal laws by continuing to route allegedly unlawful robocalls across their networks. The warning letters include information about the task force’s investigation and analysis of each provider’s illegal and/or suspicious robocall traffic.  

    “These telecommunications companies continue to transmit suspected illegal robocall traffic, despite task force demands to identify, investigate and mitigate suspicious, high-volume robocalls across their networks,” said Attorney General Lopez. “Many robocall scammers trick people into giving up personal information or into paying them money and it’s time for these telecommunications companies to stop transmitting illegal robocalls and become part of the solution.”

    In addition to sending these warning notices, the task force has also shared its concerns about these providers with federal law enforcement partners, including the Federal Communications Commission (FCC).  

    The task force sent warning letters to the following companies:  

    Global Net Holdings. Global Net Holdings received at least 153 traceback notices for illegal and suspicious robocalls about government and financial imposters and impersonations, suspicious Amazon charges, credit card interest rate reductions, Medicare scams, Chinese package delivery scams, cable discount scams, utility disconnection scams and others. 

    All Access Telecom. All Access Telecom received more than 356 traceback notices since the end of 2023 for illegal and suspicious robocalls about political impersonations, cable discount scams, government and financial imposters, suspicious Amazon charges, credit card “courtesy” calls and others.  

    Lingo Telecom. Lingo received more than 105 traceback notices since the end of 2023 over robocalls involving Social Security imposters, utility disconnections, suspicious Amazon charges, student loans and others.  

    NGL Communications. NGL Communications received at least 100 traceback notices since the end of 2023 for robocalls about COVID financial relief, student loan forgiveness, debt relief, DirecTV discounts, credit card interest rate reductions and others.  

    Range. Range received more than 590 traceback notices since 2019 for robocalls about utilities rebates, Medicare advisors, financial impersonations and credit card interest rate reductions, auto warranties and others. 

    RSCom Ltd. RSCom received nearly 1,000 traceback notices since 2019 for scam calls about tax relief, private entity imposters, utility disconnections, travel scams, student loan forgiveness and others.  

    Telcast Network. Telcast received at least 800 traceback notices about illegal and suspicious robocalls about financial and utility imposters, utilities rebates, Medicare advisors, Amazon, tax relief and others. 

    ThinQ Technologies. ThinQ Technologies (known as Commio) received more than 500 traceback notices since 2019 about government imposters, debt relief/financing, loan approvals, suspicious Amazon charges, student loan forgiveness, DirecTV discounts, sweepstakes and others. 

    Telcentris. Telcentris (known as Voxox) received more than 400 traceback notices since 2019 about scam calls about Social Security imposters, Amazon scam, student loans and others.

    Global partnerships and open markets

    California has already established partnerships with countries around the world, strengthening the state’s world-leading economy and helping to ensure it maintains its position as the nation’s economic leader.
     

    California is a global powerhouse in international trade, with more than $675 billion in trade flowing in and out of the state annually — the equivalent to more than 16% of the state’s total GDP. While the state’s abundant agricultural products are sold in markets across the world, manufactured goods also dominate California exports, including computers (over $16 billion), aerospace parts and products (more than $8.3 billion), and semiconductor chips and equipment (nearly $6.5 billion). California is the nation’s top exporter in 25 sectors.
     

    The Golden State is also consistently the top state in jobs supported by foreign direct investment (FDI).   • MIL-OSI United Nations: Checklist and Implementation Guideline for Inclusive Multi-Hazard Early Warning System in Timor-Leste

    The purpose of these multi-hazard early warning system (MHEWS) guidelines is to ensure that key elements of early warning systems, such as governance, disaster risk knowledge, detection, monitoring, analysis and forecasting, dissemination, communication, and preparedness to respond in Timor-Leste are gender-responsive and disability-inclusive. The guidelines supplement the Government of Timor-Leste’s multi-hazard, end-to-end early warning standard operating procedures developed by the National Designated Authority.

    This document primarily assists the Civil Protection Authority, Ministry of Agriculture and Fisheries, and the National Directorate of Meteorology and Geophysics in fulfilling their legal obligations to implement early warning systems, and the Government of Timor-Leste’s priorities in line with the National Civil Protection Emergency Plan, and the National Action Plan for Gender-Based Violence 2022–2032.

    The inclusive MHEWS guidances are also intended to support key stakeholders at both the national and local government levels, as well as relevant line ministries involved in disaster risk reduction (DRR) and climate change adaptation that are part of broader ecosystem of MHEWS in the country. It should be used routinely in the implementation of DRR and response across geographical areas of Timor-Leste.

    It is crucial that the guidelines are implemented and evaluated for their effectiveness in addressing the needs of women, children, persons with disabilities, older persons and minority groups.

    Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. 

    This position is based in the UNDRR Regional Office for Asia and the Pacific, in Bangkok. The Staff Assistant reports to the Deputy Chief of the Regional Office, under the overall authority of the Chief of the Regional Office.     Responsibilities

We convened the 12th AFMGM to discuss developments in the region, including the progress of Finance and Central Bank initiatives and reaffirmed our shared commitment to fostering a resilient, inclusive, and sustainable economic future for the region.We express our deepest condolences and solidarity with the people of Myanmar and Thailand in the wake of the devastating earthquake that struck on 28 March 2025.   • MIL-OSI Economics: Joint Statement of The ASEAN Economic Ministers on The Introduction of Unilateral tariffs of The United States

    We, the ASEAN Economic Ministers (AEM), reaffirm the strong and enduring partnership between ASEAN and the United States (U.S.). As a Comprehensive Strategic Partner (CSP) of ASEAN, for more than four decades the U.S. has played a significant role in fostering ASEAN-centered regional architecture that promotes peace, stability, economic growth, investment, and trade in the region which has benefitted both the region and the U.S. In 2024, ASEAN was the U.S. fifth largest trading partner.ASEAN, being the fifth largest economy in the world, is deeply concerned over the recent introduction of unilateral tariffs by the U.S, including the tariffs announced on 2 April 2025 and subsequently the most recent suspension on 9 April 2025. This has caused uncertainty and will bring significant challenges to businesses, especially micro, small, and medium enterprises (MSMEs) as well as to global trade dynamics. The unprecedented imposition of tariffs by the U.S. will disrupt regional and global trade and investment flows, as well as supply chains, affecting businesses and consumers worldwide, including those of the U.S. It will also impact economic security and stability, affect livelihoods of millions of people in the region, and hinder economic progress in ASEAN, particularly less developed economies, and the long-standing ASEAN-US economic and trade relationship. This is particularly given that in 2024, the U.S. is ASEAN’s largest FDI source and second largest trading partner.

  • MIL-OSI Global: All the Shakespearean references in The White Lotus season three explained by an expert

    Warning: this article contains major spoilers for the ending of White Lotus season three.

    “Is this a bit ‘You killed my father, prepare to die,’ kind of?” asks Chelsea, the horoscope-obsessed Brit played with charm by Aimee Lou Wood in season three of The White Lotus.

    Chelsea may be thinking of The Princess Bride (1987), but we’re firmly in Hamlet territory. Her partner Rick (Walton Goggins) soon sets off to avenge his father’s death and kicks off a chain of violence that ends, inevitably, in blood and tragedy.

    Mike White’s luxury-hotel-meets-moral-decline drama, The White Lotus, has always toyed with highbrow references. Season two gave us Madame Butterfly meets commedia dell’arte (a genre of early Italian theatre replete with wealthy lovers, greedy old men, duplicitous servants and glamorous courtesans).

    Season three shifts the setting to Thailand. There, the show’s satire of super-wealth is framed through not only the lens of Buddhism, but also through many of Sheakeapre’s great tragedies: Hamlet, Othello, Romeo and Juliet, and King Lear.

    Enter Rick, our sullen Hamlet. He’s been raised on a tragic fairy tale. As a child, his mother told him that his saintly father was murdered by a corrupt Thailand-based hotel-owner, Jim Hollinger (Scott Glenn). Rick insists this theft of a parent is the root of his suffering. But like Hamlet, he can’t act – not at first.

    When he finally does pull the trigger, the results are devastating. Jim’s wife, Sritlana (Lek Patravadi), reveals the twist. Jim was his real father, an oedipal moment that was unsurprising in a season so obsessed with incest.

    In the ensuing swirl of gunfire, Chelsea is killed. Rick, cradling her body in a Lear-like pietà, is shot by the noble yet spiritually doomed security guard Gaitok (Tayme Thapthimthong). The two lovers’ bodies float in the lily-strewn waters in an overt modern-day remake of Sir John Everett Millais’s painting, Ophelia (another character from Hamlet).

    Yet it’s Timothy Ratliff (Jason Isaacs), not Rick, who most clearly channels Hamlet’s existential torment. Facing exposure for financial fraud, Timothy contemplates suicide and even taking his family with him.

    Like Hamlet, though, he hesitates. Not out of pity, but uncertainty. What comes after death? Hamlet asked the same:

    But that the dread of something after death,

    The undiscover’d country from whose bourn

    No traveller returns, puzzles the will

    And makes us rather bear those ills we have

    Than fly to others that we know not of?

    Life is suffering. Hamlet and the Buddha knew that well. So why do we put up with it? To live or die? To act or wait? At a Buddhist monastery, Timothy seeks answers to these questions.

    The senior monk tells him: death is not an escape, but a return. Like a droplet returning to the sea, “Death is a happy return, like coming home.” Pain is inescapable; it must be faced. Timothy, and Hamlet, struggle to accept that.

    The inevitability of greed

    Season three of The White Lotus may have touched on Hamlet’s considerations of suicide, revenge and fate (its finale is named Amor Fati, which translates as love of one’s fate), but its trademark attack on the inevitability of greed was thrown into sharp relief this season thanks to its light engagement with Buddhism.

    Timothy speaks with the monk.

    The senior monk tells Timothy in his gently broken English, “Everyone run from pain towards the pleasure, but when they get there only to find more pain. You cannot outrun pain.” This season, even our moral compasses, Gaitok, Piper (Sarah Catherine Hook) and Belinda (Natasha Rothwell), run from pain to pleasure – towards power, sex, comfort and money over enlightenment.

    Gaitok puts his morals aside to kill Rick so that he might get a promotion and win the heart of Mook (Lalisa Manobal). Piper decides against a year at the monastery after realising she needs the comforts of wealth more than she realised. And Belinda? She could have exposed the killer of Tanya (Jennifer Coolidge’s beloved character from seasons one and two). Instead, she takes a US$5 million payout and sails away smiling.

    As she departs, Billy Preston’s buoyant song Nothing from Nothing plays. It’s the same phrase Rick uttered earlier in the season: “Nothing comes from nothing, right?” He’s already empty, he cannot be saved. On the surface, it’s a throwaway line. But it holds weight – philosophical, spiritual and Shakespearean.

    Buddhism teaches anatta, the doctrine of no-self. It’s the idea that release comes through relinquishing ego, embracing nothingness. Since we are essentially nothing, all that ever can come from us is nothing: the business and strife and frustration of life is in fact empty froth on the surface of a deep nothingness. And Shakespeare knew the dangers of misunderstanding that “nothing”.

    Belinda goes back on her plans to start a business with Pornchai once she receives the money.

    “Nothing comes from nothing” is a favoured maxim of King Lear. After asking the first two of his three daughters to express profusely their love for him, he rewards them with land and wealth. Turning to his third daughter, Cordelia, he asks, “What can you say to draw / A third more opulent than your sisters? Speak,” to which she responds:

    Cordelia: Nothing, my lord.

    Lear: Nothing?

    Cordelia: Nothing.

    Lear: Nothing will come of nothing. Speak again.

    If Cordelia gives Lear “nothing,” he will give her “nothing” in return – no dowry, no inheritance, no kingdom. This exposes how Lear has come to place a transactional value on love. In his mind, affection must be spoken, quantified and rewarded with land and power. He’s unable, or unwilling, to recognise the moral worth of Cordelia’s honest, restrained love because it offers no immediate gratification or political utility.

    At this early stage of the play, Lear, like The White Lotus’s spiritually bankrupt denizens, falsely clings to worldly value, not seeing it as mere illusion. Belinda’s spiritual bank, however, was full. Yet in the season’s finale, the repetition of “nothing comes from nothing” after Belinda’s ethical one-eighty hints at how fateful her choice really is.

    In one moment, she trades enlightenment and true (if restrained) happiness for the nothingness of wealth. At the start of both The White Lotus and King Lear, “nothing”, whether it means death, poverty, or solitude, is a threat. By the end, it’s all that remains.

    PM POSHAN Scheme is a centrally sponsored scheme under which one hot cooked meal is served to 11.20 crore students studying in Balvatika and classes I to VIII, in 10.36 lakh Government and Government-aided schools on all school-days. The Scheme aims at providing nutritional support and enhancing school participation of students.

    Under the PM POSHAN Scheme, ‘Material Cost’ is provided for procurement of following ingredients required for cooking the meals:

    The Labour Bureau, Ministry of Labour provides data on inflation for these items under the PM POSHAN basket on the basis of Consumer Price Index – Rural Labourers (CPI-RL) in consonance with CPI index for PM POSHAN and accordingly CPI index for PM POSHAN basket has been worked out. The CPI-RL is constructed by Labour Bureau, Chandigarh on the basis of collecting continuous monthly prices from the sample of 600 villages spread over 20 States of the country.

    On the basis of inflation index provided by the Labour Bureau, the Ministry of Education, Government of India, has enhanced the ‘Material Cost’ by 9.50 %. The new rates will be applicable across all the States and UTs w.e.f. 01.05.2025. The Central Government will bear the additional cost of Rs 954 crore approximately in FY 2025-26 due to this enhancement. The per student per day Material cost is as under: –

    These rates of Material Cost are the minimum mandatory rates, however, States / UTs are free to contribute more than their prescribed share, as some States/UTs have been contributing more than their minimum mandatory share from their own resources for providing meals with augmented nutrition under the PM POSHAN Scheme.

    In addition to the Material Cost, the Govt. of India provides about 26 lakh MT foodgrains through Food Corporation of India. The Govt. of India bears 100% cost of foodgrains including subsidy of approx. Rs. 9000 crore per annum and 100% transportation cost of foodgrains from FCI depot to schools. The per meal cost after adding all components including foodgrains cost under the scheme comes to approx. Rs 12.13 for Bal Vatika and Primary classes and Rs 17.62 for upper primary classes.

         Following is the speech by the Financial Secretary, Mr Paul Chan, at the Citi Hong Kong Macro Investor Conference 2025 today (April 10):
     
    Paul (Head of Markets for Japan, Asia North and Australia of Citi, Mr Paul Smith), Aveline (Chief Executive Officer of Citi Hong Kong and Macau, Ms Aveline San), distinguished guests, ladies and gentlemen,
     
         Good morning. 
     
         It is a pleasure to join you today at the Citi Hong Kong Macro Investor Conference 2025. Allow me to first express my gratitude to Citi for bringing such a distinguished group of investors, economists, strategists and senior executives from around the world to Hong Kong.
     
         This forum for dialogue and thought-provoking discussions is particularly timely as we face a trade war marked by ruthless imposition of tariffs. Allow me to share with you our position and response to these challenges.
     
    Impact of unilateral tariff measures
     
         Let me make it clear that the so-called “reciprocal tariffs” imposed by the United States on its trading partners are fundamentally wrong – politically, economically, and historically.
     
         These sweeping tariffs are disrupting global supply chains, inflating costs for both businesses and consumers, and creating significant uncertainty for cross-border investments. While “economic nuclear winter” may be an extreme term, we are certainly witnessing challenges to the global trading system unseen in a century.
     
         Most economists agree that the American public, especially those at the grassroots level, will bear the brunt of rising inflation as tariffs increase costs for groceries and daily necessities. Many financial institutions have revised downward their growth forecasts for the US (United States) and the global economy, with some even predicting a recession for both.
     
         China, as a major economy, has wide policy room and a range of tools to mitigate these impacts. Full details of the measures are yet to be seen, but our country has made its stance clear: we are open to resolving trade conflicts through dialogue based on mutual respect, not intimidation.
     
         Ultimately, these developments will reinforce geo-economic fragmentation. We are likely to see three major regional blocs emerge: first, the Asia-Pacific; second, India, the Middle East, and Europe; and third, the Americas.
     
    Resilience of Hong Kong’s financial markets
     
         Now, turning to Hong Kong, I want to highlight that despite the high volatility in the stock market, our financial system has shown strong resilience.
     
         This Monday, when we experienced a significant drop in the stock market, two key points are worth noting. 
     
         First, trading activity was robust, with substantial buying and selling interests. The bid-ask spread stayed very tight, signaling strong underlying liquidity. All margin calls were met on time, with no signs of stress. 
     
         Second, the Hong Kong dollar remained strong, indicating there was no capital flight. Our Linked Exchange Rate System continues to function effectively, and the money market is operating smoothly.
     
         The Hang Seng Index has started to recover since Monday, and overall, Hong Kong’s financial market continues to operate effectively. Rest assured that our financial regulators are conducting real-time, round-the-clock surveillance across markets. No systemic irregularities have been detected. We will remain vigilant and agile, and ready to take appropriate measures, if needed.
     
    Responding with composure
     
         In the short term, we will implement a suite of measures to support our businesses. The Hong Kong Monetary Authority is working closely with the banking sector to ensure that SMEs (small and medium-sized enterprises) have the liquidity they need. In fact, banks have set aside over US$50 billion for this purpose. We are also supporting these businesses in opening up new markets in the Mainland, the Middle East, and ASEAN (Association of Southeast Asian Nations) countries, including funding support for marketing and brand building. Additionally, we will help them embrace digital transformation to enhance their competitiveness and e-commerce capabilities.
     
         While these short-term measures are essential, our long-term strategy focuses on economic diversification. Several key strategies will guide us.
     
         First, we will leverage our strengths as an international trade centre. With geo-economic fragmentation, China will likely drive more outbound investments and strengthen trade ties with regions like ASEAN, the Middle East and even Europe. Economy is the top priority of the Central Government, and foreign businesses and investments are welcome. This was evident in President Xi’s recent meetings with both international business leaders and domestic private entrepreneurs.
     
         Hong Kong’s unique connectivity with both the Mainland and the world positions us as an ideal gateway and platform for foreign businesses entering the Mainland market, and for Mainland enterprises going global. Hong Kong will be the hub where Mainland and global companies can establish their regional or international headquarters, corporate treasury centres and supply chain management centres.
     
         Second, there will be new opportunities for Hong Kong as an IFC (international financial centre). Given the current geopolitical landscape, Hong Kong is naturally becoming the preferred fundraising market for Mainland companies. Currently, there are over 100 major companies waiting to list on the Hong Kong Stock Exchange.
     
         And the DeepSeek moment has prompted international investors to reassess China’s technological capabilities and re-evaluate the values of related companies. We believe that more tech companies from the Mainland will list in Hong Kong, and the liquidity of our stock market will be greatly enhanced.
     
         We are also exploring new sources of capital, particularly from the Middle East. Last year marked a milestone with two ETFs (exchange-traded funds) investing in the Hong Kong market listed on the Saudi Exchange. We will encourage quality issuers from the Middle East and Southeast Asia to consider dual primary or secondary listings in Hong Kong.
     
         Finally, at the heart of our long-term economic transformation is innovation and technology, in particular artificial intelligence (AI).
     
         In my Budget this year, I outlined our vision to develop AI as a core industry for Hong Kong. We are pushing forward on five key fronts: supercomputing capabilities, algorithms, data, capital and talent.
     
         To fast-track our innovation and technology ambition, we need innovative enterprises with cutting-edge technologies. We are targeting four key industries: AI and data science, life and health technology, fintech, and advanced manufacturing and new energy. With the support of the Office for Attracting Strategic Enterprises, we have attracted over 80 such enterprises to Hong Kong, which together will invest around US$60 billion in our city, creating about 20,000 jobs.
     
         We recognise the importance of patient capital in this journey. That’s why we established the Hong Kong Investment Corporation Limited (HKIC). Serving as patient capital, the HKIC invests in and guides market capital to support nascent-stage ventures and sectors of tomorrow. It seeks to build a vibrant ecosystem comprising the Government, industry, academia, research and investment sectors.  At the same time, it seeks reasonable risk-adjusted financial returns over the medium to long term. To date, it has invested in more than 100 projects, achieving a 1 to 4 co-investment ratio – meaning that for every dollar the HKIC invested, it has attracted four dollars from private investors to follow.
     
         With the development in the Northern Metropolis and collaboration with Shenzhen and nearby cities, we are confident that Hong Kong and the Greater Bay Area will emerge as a global financial and innovation centre. 
     
    Conclusion: confidence and opportunity
     
         Ladies and gentlemen, we are navigating truly challenging times. The obstacles posed by trade war and geo-economic fragmentation are daunting. However, I want to reassure you that Hong Kong remains steadfastly committed to the “one country, two systems” principle and all the advantages it entails: we will continue to be a free port, maintain our free trade policy, and guarantee the free flow of capital, goods, information, and people. We provide what investors seek: policy clarity, consistency and credibility.
     
         And Hong Kong offers even more: market access, capital, talent and an unparalleled lifestyle – the Rugby Sevens, Coldplay, Art Basel, along with our stunning hiking trails, coastlines, and a vibrant culinary scene featuring 200 Michelin-recommended restaurants. These elements create a unique international metropolitan fabric, making Hong Kong a great city for global talent to live, work and raise a family.

    The 4th Joint Working Group (JWG) Meeting on Tourism Cooperation between India and Japan was held on April 8, 2025, in New Delhi. The meeting was co-chaired by Ms. Mugdha Sinha, Director General, Ministry of Tourism, Government of India and Mr. HARAIKAWA Naoya, Commissioner, Japan Tourism Agency (JTA). Officials and private stakeholders from both countries took part, including representatives from airlines, tourism and travel associations and Government institutions. Key organizations included Japan National Tourism Organization (JNTO), Japan Association of Travel Agents (JATA), JTTRI, Japan Airlines and ANA from the Japanese side. The Indian delegation comprised of Ministry of External Affairs, Civil Aviation, Education, NCHMCT, ICCR and private stakeholders like Indian Association of Tour Operators (IATO), Outbound Tour Operators Association of India (OTOAI), Association of Buddhist Tour Operators (ABTO). The meeting focused on finding new ways to work together and enhance tourism ties between the two nations. Minister of Tourism, Shri Gajendra Singh Sekhawat, hosted a Welcome Dinner for the Japanese delegation.

    The Co- Chairs of the two countries exchanged notes on the profile of the visitors and delved into the data insights of the tourists travelling between the two countries, including to Buddhist destinations, in order to undertake suitable policy interventions to make the destinations more attractive for the millennial tourists.  H.E. ONO Keiichi, Ambassador of Japan to India, emphasized on the strong cultural ties and mutual benefits of enriched tourism between the two countries.

    Key discussion points during the meeting focused on expanding bilateral tourism, with initiatives such as promoting Buddhist sites in India to Japanese tourists, improving air connectivity and encouraging Japanese student visits to the country. The meeting also explored increased private sector involvement and strategies to harness media and influencer engagements for boosting tourist flow.

    Delegation from each side shared valuable inputs and discussed new investment opportunities to strengthen co-operation in tourism sector between both nations. The collaborative spirit and commitment demonstrated by both the sides during the meeting is expected to develop a more vibrant tourism ecosystem, contributing significantly to the economic and cultural exchange between India and Japan. India also informed the Japanese delegation about the potential of partnerships with them for creating uniquely curated itineraries for the Japanese tourists in the recently revamped Incredible India digital portal. It was also indicated that the Ministry of Tourism is in the process of launchin
    g the Incredible India mobile App shortly.

    The meeting concluded on a positive note with mutual assurances of ongoing dialogue, further collaborations and a reinforced commitment to leveraging tourism as a bridge for enhancing bilateral relations and mutual prosperity. India also intimated the Japanese delegation about its plans of participation at the World Expo, Osaka, 2025 from 22nd – 28th September 2025 for a broader outreach effort for generating greater footfalls of foreign tourists to the country and wished them good luck for the forthcoming mega event.

    India reverently celebrates Mahavir Jayanti, a day that resonates with deep spiritual significance and profound peace, as it commemorates the birth of Lord Mahavir, the 24th Tirthankara of Jainism. More than a festival, it is a heartfelt tribute to a life devoted to compassion, self-restraint, and truth. In a world often clouded by conflict and chaos, Lord Mahavir’s eternal message of ahimsa (non-violence), satya (truth), and inner awakening shines brighter than ever, guiding countless souls toward a more mindful and harmonious existence.

    This year, the spirit of Mahavir Jayanti was powerfully invoked through the inauguration of Navkar Mahamantra Divas by Prime Minister Narendra Modi on April 9.

    “Navkar Mantra is not just a mantra but the core of our faith and the essence of life.”

    The Navkar Mantra, central to Jain prayer, is more than a collection of sacred syllables, it is a rhythmic flow of energy, stability, and light.

    Prime Minister Shri Narendra Modi, reflecting on his own roots in Gujarat, spoke of how Jain Acharyas shaped his understanding from an early age. This personal connection reinforced his message that Jainism is not merely historical but deeply relevant, especially in an India that seeks to grow without losing its roots.

    This relevance is embodied in the architectural and cultural fabric of modern India, be it the depiction of Sammed Shikhar at the new Parliament’s entrance or the return of ancient Tirthankara idols from overseas. These are not artifacts of nostalgia; they are living symbols of India’s spiritual continuity.

    Prime Minister Narendra Modi described climate change as today’s biggest crisis, saying its solution is a sustainable lifestyle, which the Jain community has practiced for centuries. The Jain community has been living the principles of simplicity, restraint, and sustainability for centuries. Lord Mahavir’s timeless teachings align beautifully with Mission LiFE (Lifestyle for Environment), a national call for sustainable living.

    Jainism’s emblem, “Parasparopagraho Jivanam”, meaning the mutual interdependence of all life offers a deeply ecological worldview.

    Nine Resolutions for a New India

    In a poetic tribute to the power of “nine” in Indian and Jain traditions, the Prime Minister proposed nine resolutions anchored in the Navkar Mantra, each a commitment to knowledge, action, harmony, and rooted progress. He noted how repeating the mantra nine times, or in its multiples like 27, 54, or 108 represents spiritual completeness and intellectual clarity.

    First Resolution: Water Conservation– Emphasizing the need to value and save every drop of water.

    Second Resolution: Plant a tree in Mother’s Name– Planting of over 100 crore trees in recent months and urging everyone to plant a tree in their mother’s name and nurture it like her blessings.

    Third Resolution: Cleanliness Mission – Understanding the importance and contributing to cleanliness in every street, neighbourhood and city.

    Fourth Resolution: Vocal for Local– Promotion of locally made products, turning them global and supporting items that carry the essence of Indian soil and the sweat of Indian workers.

    Fifth Resolution: Explore India– To explore India’s diverse states, cultures, and regions before traveling abroad, emphasizing the uniqueness and value of every corner of the country.

    Sixth Resolution: Adopting Natural Farming–  The Jain principle of “One living being should not harm another”, and for freeing Mother Earth from chemicals, supporting farmers, and promoting natural farming.

    Seventh Resolution: Healthy Lifestyle–  Following Indian dietary traditions, including millets (Shri Anna), reducing oil consumption by 10%, and maintaining health through moderation and restraint.

    Eighth Resolution: Incorporating Yoga and Sports– Making yoga and sports a part of daily life, whether at home, work, school, or parks, to ensure physical health and mental peace.

    Ninth Resolution: Helping the Poor– Assisting the underprivileged, whether by holding a hand or filling a plate, as the true essence of service.

    These resolutions align with the principles of Jainism and the vision of a sustainable and harmonious future.

    Jain literature, etched in Prakrit and Pali, holds profound treasures of thought. The government’s initiative to grant these languages classical status and digitize Jain manuscripts under the Gyan Bharatam Mission is a tribute to this ancient wisdom.

    In March 2024, the Ministry of Minority Affairs approved projects under Pradhan Mantri Jan Vikas Karyakram (PMJVK) Scheme for the establishment of ‘Centre for Jain Studies’ in Devi Ahilya Vishwavidyalaya (DAVV) in Indore. With financial assistance of ₹25 crore, this centre aims to preserve and promote Jain heritage, foster interdisciplinary research, and enhance global understanding of Jainism as a way of life. It will support digitization of ancient Jain texts, facilitate academic research, and serve as a hub for students and scholars to engage with Jain teachings, traditions, and practices, while also promoting community engagement and awareness.

    The Ministry of Minority Affairs in the past also approved a project focused on preserving Jain culture through digitization of manuscripts, knowledge sharing, and promoting interdisciplinary research on Jain traditions.

    On Mahavir Jayanti in April 2024, a commemorative stamp and coin on the occasion of 2550th Bhagwan Mahaveer Nirvan Mahotsav.

    As India marches on the path of becoming a developed nation, Lord Mahavir’s message of inner conquest, compassion, and truth offers a guiding light. In the harmony of the Navkar Mantra, in the discipline of the Sadhus, and in the interdependence of life itself, not just for individuals, but for the whole world.

  • MIL-OSI Asia-Pac: HKMA, HKPF and HKAB jointly announce new measures to strengthen response to fraud and money laundering

    The following is issued on behalf of the Hong Kong Monetary Authority:

    The Hong Kong Monetary Authority (HKMA), the Hong Kong Police Force (HKPF) and The Hong Kong Association of Banks (HKAB) jointly announced today (April 10) a series of new measures to prevent, detect and disrupt financial crime, including fraud and associated mule account networks.  
     
    Fraud has been growing in scale and complexity, and the use of technologies has enabled criminals to take advantage of people at speed and scale, amplifying the threat. A total of 44 480 deception cases were reported in 2024, representing an increase of 11.7 per cent compared with 2023. A total of 10 496 persons were arrested for involvement in various types of deception and money laundering offences last year, including about 7 700 persons for selling or allowing their accounts to be used for money laundering, representing an increase of 13.6 per cent compared with 2023.
     
    To keep pace with the evolving nature of fraud as well as international good practices, the HKMA, the HKPF and the banking industry are introducing the following measures:
     
    (1) Expanded use of Scameter data

    ​To enable banks to identify more suspicious accounts and to alert more potentially at-risk customers so that they can take action to mitigate risks, the HKMA and the HKPF have expanded the use of Scameter data, and expect banks to combine this with network analytics capabilities to identify and share data on additional mule account networks identified in order to increase levels of disruption.
     
    (2) Bank-to-bank information sharing

    ​To strengthen protection for customers, the HKMA have introduced legislative amendments to enable bank-to-bank information sharing when banks become aware of activity that may indicate possible prohibited conduct (including money laundering and terrorist financing). While 10 banks are already sharing information on the Financial Intelligence Evaluation Sharing Tool (FINEST) platform operated by the HKPF, an updated platform capable of accommodating increased information exchanges is intended to be operational by the end of this year.
     
    (3) Sharing of good anti-fraud practices with banks

    To enhance the effectiveness of banks’ systems to prevent, detect and disrupt fraud and scam-related money laundering activities, the HKMA have shared good practices in banks’ anti-fraud and anti-money laundering systems.

    (4) Thematic reviews to support banks in building effective anti-fraud controls

    ​To support banks’ effective implementation of anti-fraud measures, the HKMA will work collaboratively with banks to review system performance through thematic reviews, and establish a regular communication platform with the industry to continuously strengthen the banking sector’s ability to detect mule account networks.
     
    (5) Enhanced publicity and education efforts on “Don’t Lend/Sell Your Account”

    The HKMA, the HKPF and the banking industry will strengthen publicity and education efforts to disseminate messages to customers regarding “Don’t Lend/Sell Your Account”, including outreach activities to targeted segments, and enhance industry coordination through the formation of the Anti-fraud Education Taskforce by the HKAB comprising 18 major banks.
     
    The public are reminded not to lend or sell their bank accounts to others as this may carry the risk of prosecution and conviction for criminal offences, including money laundering. In 2024, there was a 2.3-fold increase in the number of persons prosecuted for the offence of money laundering compared with 2023. Given the serious nature of these offences, the HKPF applies to the Court for enhanced sentencing where appropriate. By early April 2025, the sentences of 95 mule account holders had been increased by 13 per cent to 33 per cent, with sentences ranging from 21 to 75 months of imprisonment.
     
    The HKMA and the HKPF will continue to work closely with banks and other stakeholders to strengthen the detection and prevention of financial crime.
