    “In a move set to redefine global trade dynamics, the US President Donald Trump has announced a sweeping 34% hike in tariffs on Chinese imports—bringing the total tariff burden to 54%. These measures, scheduled to take effect from 09 April 2025, follow the rollout of a broader 10% universal tariff on all US imports, effective 05 April. GlobalData forecasts China’s GDP growth to slow to 4.2% in 2025 and 4.1% in 2026, down from 4.8% in 2024, amid these tariffs and ongoing domestic challenges such as a property market downturn and weak consumer demand.

    “In response, China announced to impose a 34% retaliatory tariff on all US imports starting 10 April, alongside immediate restrictions on exports of seven rare earth minerals vital to global supply chains. The moves mark a significant escalation in US-China trade tensions, reviving fears of a full-blown trade war like the 2018-19 standoff. With Chinese goods exports to the US totalling $524.9 billion in 2024 (ITC Trade Map data), key sectors—electronics, machinery, and consumer goods—face significant headwinds in the coming 12 months.

    “To offset the economic impact, Beijing is preparing macroeconomic support. Policymakers may reduce the reserve requirement ratio (RRR), cut interest rates, and boost fiscal spending through special treasury bonds and deficit financing. These efforts aim to stimulate domestic demand and safeguard market confidence.

    Environment report shows human activities are driving changes affecting health, livelihoods and homes8 April 2025 – The way New Zealanders choose to live is continuing to have a significant impact on the environment, affecting our health, quality of life, homes and livelihoods in both positive and negative ways, a major report on the environment shows.

    Our environment 2025 is the Ministry for the Environment and Stats NZ’s latest three-yearly update on the state of New Zealand’s environment. The report draws on regular six-monthly reporting in the air, atmosphere and climate, freshwater, land, and marine domains, to provide an overall picture of the environment, including how each of these domains are connected.

    Secretary for the Environment, James Palmer, says much of the change seen in our air, water, climate, marine environment, and land over time has been caused by people whose lives are in turn affected by those changes.

    Washington DC – Today, U.S. Senators Jerry Moran (R-KS), Jacky Rosen (D-NV) and U.S. Reps. Debbie Wasserman Schultz (FL-25) and Max Miller (OH-07) will file legislation to help ensure hundreds of fallen American-Jewish servicemembers are buried under military grave markers that represent their true religion and heritage.

    Due to the sheer scale of burials that occurred during World War I and II, hundreds of American-Jewish servicemembers killed in action were improperly buried under Latin Cross grave markers, rather than Stars of David. It is estimated that as many as 600 remain that way today.

    Clerical errors are to blame for many of the improper burials, but some are due to the fact that American-Jewish soldiers did not want to publicly display their faith on dog tags as they fought against Nazi Germany. 

    To replace a grave marker at American Battle Monuments Commission (ABMC) cemeteries, the next of kin must present the ABMC with evidence of the decedent’s religious heritage and submit a grave marker change request. However, without resources, this process can be difficult for families. This legislation would create the “Fallen Servicemembers Religious Heritage Restoration Program,” to award contracts to nonprofits to identify and research American-Jewish servicemembers buried in ABMC cemeteries under grave markers that do not represent the proper religion and heritage. It authorizes $500,000 per year for 10 years for the program.

    This bill is supported by Jewish Federations of North America, the Military Order of the Purple Heart, Gold Star Spouses of America, Jewish War Veterans, Veterans of Foreign Wars, the Aleph Institute, the Non Commissioned Officers Association (NCOA), Vietnam Veterans of America, the American Legion, and the Tragedy Assistance Program for Survivors (TAPS).

    “Congress found that approximately 900 American Jewish service members are inappropriately buried under Latin cross headstones in overseas U.S. military cemeteries,” said Nancy Springer, National Legislative Service Associate Director, of the Veterans of Foreign Wars of the United States. “To remedy this longstanding issue, the Veterans of Foreign Wars (VFW) supports the Fallen Servicemembers Religious Heritage Restoration Act to identify improperly marked graves, verify the religious heritage of the deceased, and enable descendants to request a replacement Star of David headstone. American Jewish service members who fought and died for our country deserve to have their heritage properly recognized and honored. The VFW applauds Chairman Moran and Senator Rosen for introducing this important legislation and calls for its swift passage.”

  • MIL-OSI: Helium Evolution Announces Expansion of ENEOS Xplora Financing

    CALGARY, Alberta, April 07, 2025 (GLOBE NEWSWIRE) — Helium Evolution Incorporated (TSXV:HEVI) (“HEVI” or the “Company”), a Canadian-based helium exploration company focused on developing assets in southern Saskatchewan, is pleased to announce a $1.8 million expansion of the initial financing of $2.7 million with ENEOS Xplora Inc. (“ENEOS Xplora”) through its affiliated company, ENEOS Xplora USA Limited (“ENEOS USA”), as first announced on March 10, 2025. This expanded investment will bring ENEOS Xplora’s total investment in the Company to $4.5 million. ENEOS Xplora and ENEOS USA are both wholly owned subsidiaries of ENEOS Group, Japan’s largest energy, resources and materials conglomerate with current revenue of $91 billion USD.

    This expanded financing continues to mark a significant milestone in HEVI’s strategic growth trajectory within the helium sector, further strengthening the Company’s financial foundation and unlocking new opportunities for both companies.     Private Placement

    HEVI and ENEOS USA have signed an investment agreement (the “Investment Agreement”) that includes a private placement of 9,422,000 units (“Units”) at a price of $0.19 per Unit (the “Offering Price”), for total gross proceeds of $1.8 million (the “Strategic Investor Private Placement”). Each Unit will be comprised of one common share of the Company (each, a “Unit Share”) and one half of one common share purchase warrant (each whole warrant, a “Warrant”). Each Warrant will entitle the holder thereof to acquire one common share of the Company (each, a “Warrant Share”) at a price of $0.305 for a period of one year from the Closing Date, as defined herein, with an acceleration feature if the closing price over a 30-day period remains at or above $0.57 per common share at any time following the six-month anniversary of the Closing Date.

    Additionally, HEVI plans to conduct a concurrent private placement of 1,000,000 Units at the Offering Price raising approximately $0.2 million (the “Concurrent Private Placement” and together with the Strategic Investor Private Placement, the “Offering”), involving Units sold to insiders of HEVI. Together, these transactions represent a robust investment in the Company’s future growth.

    Following the closing of the Offering, ENEOS USA will own approximately 28% of HEVI’s issued and outstanding shares on a diluted basis as a result of which ENEOS USA will become a Control Person of the Company (as such term is defined in the policies of the TSX Venture Exchange (the “TSXV”)). As required by the policies of the TSXV, HEVI intends to seek approval for ENEOS USA to become a Control Person at the Company’s upcoming annual general meeting scheduled for May 21, 2025 (the “Control Person Resolution”).

    The net proceeds from the Offering will be used to fund HEVI’s 2025 exploration and development program and for general corporate purposes. If shareholders approve the Control Person Resolution, the Offering is expected to close on or about May 31, 2025 (the “Closing Date”), subject to requisite approvals by the TSXV. The Unit Shares, Warrants and Warrant Shares issued pursuant to the Strategic Investor Private Placement will be subject to a six month hold period from the Closing Date, in accordance with the terms of the Investment Agreement. Unit Shares, Warrants and Warrant Shares issued pursuant to the Concurrent Private Placement will be subject to a statutory holder period of four months plus one day.

    Peace and Security

    UN Special Envoy for Syria, Geir Pedersen, issued a statement on Monday following his latest “extensive discussions” with leader of the caretaker administration in Damascus, Ahmed al-Sharaa. 

    The envoy expressed his appreciation noting they had talked through “all aspects” of the ongoing political process, following the overthrow of the Assad regime in December last year.

    Mr. Pedersen stressed the need to ease sanctions on Syria, emphasising the importance of a stable economy.

    They also discussed the importance of a “transparent framework for the process of selecting and electing an interim people’s assembly” and next steps towards a democratic and inclusive future.

    The top UN envoy highlighted the need to prevent any renewed cycle of violence, in the light of the mass killings of Alawite community members last month in several coastal towns.

    He also reiterated his “condemnation of Israel’s repeated attacks and interventions” inside Syria.

    End ‘indefinite detention’ of detainees

    In a joint statement on Monday a group of independent UN human rights experts said the transition period provides a “valuable opportunity” to end the arbitrary, inhumane and indefinite detention of around 52,000 detainees who have been held for years in the northeast, in relation to alleged ties with the ISIL terrorist group.

    They noted the agreement of 10 March between the interim administration and the largely Kurdish Syrian Democratic Forces who guard the detainees, paving the way for the armed group to integrate with new national institutions.

    Around 9,000 male ISIL suspects are detained without due process, including 5,400 Syrians, 1,600 Iraqis, and some 1,500 from 50 other countries. The vast majority of these detainees continue to be held incommunicado without information on their fate or whereabouts, the experts said.

    In addition, some 42,500 individuals are arbitrarily held in camps, including family members and ISIL associates. Many have been held without legal process for at least six years.

    “Tens of thousands of innocent children have suffered physical violence and psychological harm, when they should be assisted as victims of terrorism and serious human rights violations,” the experts added.

    Special Rapporteurs and other UN Human Rights Council-appointed experts are not UN staff, receive no salary for their work and are independent of any organisation or government.

    ‘Let us be bold’: Global leaders reaffirm health as a human right

    Progress towards the universal healthcare goal has been undeniable: barriers to health services, education and family planning have been almost completely removed, The UN says.

    But on Monday, health ministers, ambassadors and civil society experts gathered at UN Headquarters in New York amid concerns that gains are being reversed, issuing a resounding call to place human health and dignity at the heart of sustainable development.

    Convening the 58th session of the Commission on Population and Development (CPD58) they stressed the urgency of providing universal access to quality health care – reaffirming commitments to the Programme of Action established at the 1994 International Conference on Population and Development (ICPD).

    ‘Health is not a privilege’

    Katja Lasseur, Chair of the 58th session, welcomed over 120 Member States, observers and nearly 50 NGOs, highlighting the momentum behind the week’s discussions. “Health is not a privilege,” she declared. “It is a human right and a prerequisite for sustainable development.”

    Real progress has been achieved since 2000. Life expectancy has increased by 10 years in Africa and nine years in South Asia. At the same time, child mortality has dropped by more than half and cases of HIV have dropped by 50 per cent.

    “These gains demonstrate what is possible with sustained political will and investment,” emphasised Guy Ryder, Under-Secretary-General for Policy, Warning that progress has been “uneven.”

    “Health related targets, including universal health coverage, remain within reach,” he said, but they require urgent and equitable investment, particularly in primary health care and health coverage.

    Over 1,500 people killed in Haiti since start of 2025: UN mission

    Between 1 January and 27 March in Haiti, at least 1,518 people were killed and 572 injured in attacks by armed gangs, security operations and other acts of violence perpetrated by self-defence groups.

    That’s according to a new report from the UN Mission in Haiti (BINUH) which details the “grim” impact of violence since the beginning of the year, said UN Spokesperson Stéphane Dujarric briefing journalists in New York.

    The report reveals repeated attacks in the rural areas of Kenscoff and some neighbourhoods of Carrefour – two communes in the metropolitan area of the capital, Port-au-Prince – resulting in serious human rights abuses.

    According to UN partners, gang members displayed extreme brutality, with the aim of instilling fear on the population. They executed men, women and children inside their homes and shot people on roads and paths as they tried to flee the violence, including an infant.

    “At the same time, sexual violence was committed against at least seven women and young girls during the planning and execution of those attacks by gang members,” reported Mr. Dujarric.

    The gangs ransacked several homes and set fire to more than 190 of them, which coupled with the violence has now forced more than 3,000 people to flee their localities.

    You’re about to recycle your laptop or your phone, so you delete all your photos and personal files. Maybe you even reset the device to factory settings.

    You probably think your sensitive data is now safe. But there is more to be done: hackers may still be able to retrieve passwords, documents or bank details, even after a reset.

    In fact, 90% of second-hand laptops, hard drives and memory cards still contain recoverable data. This indicates that many consumers fail to wipe their devices properly before resale or disposal.

    But there are some simple steps you can take to keep your personal information safe while recycling responsibly.

    The data security risks

    Discarded or resold electronics often retain sensitive personal and corporate information. Simply deleting files or performing a factory reset may not be sufficient. Data can often be easily recovered using specialised tools. This oversight has led to alarming incidents of data leaks and breaches.

    For example, 42% of used storage devices sold on eBay still contained sensitive data, despite sellers following methods to erase data. This included passport images, school records, and corporate documents.

    Another 2022 study found that improperly erased internet-connected devices stored private data, making them vulnerable to exploitation. European e-waste exported to Ghana also contained classified corporate and government files, exposing security risks beyond personal identity theft.

    A major wireless provider in the United States failed to securely decommission storage devices. This lead to a data breach affecting 14 million customers.

    Similarly, in 2021 improperly discarded medical hard drives exposed over 100,000 confidential patient records.

    Why standard factory resets are not enough

    Many people believe performing a factory reset fully erases their data. But this is not always the case.

    An analysis of secondhand mobile devices found that 35% still contained recoverable data after being reset and resold. This highlights the risks of relying solely on factory resets.

    On older devices or those without encryption, residual data can still be recovered using forensic tools.

    iPhones use hardware encryption, making resets more effective, while Android devices vary by manufacturer.

    Best practices for secure disposal

    To protect your personal and organisational information, consider these measures before disposing of old devices:

    Data wiping

    Personal users should use data-wiping software to securely erase their hard drive before selling or recycling a device.

    However, for solid-state drives, traditional wiping methods may not be effective. This is because solid-state drives store data using flash memory and algorithms, which prolong a device’s lifespan by distributing data across memory cells and can prevent direct overwriting.

    Instead, enabling full-disk encryption with software such as BitLocker on Windows or FileVault on Mac before resetting the device can help to ensure data is unreadable.

    On Android phones, apps such as Shreddit provide secure data-wiping options. iPhones already encrypt data by default, making a full reset the most effective way to erase information.

    Businesses that handle customer data, financial records or intellectual property must comply with data protection regulations. They could use certified data-wiping tools that meet the United States National Institute of Standards and Technology’s guidelines for media sanitisation or the US Institute of Electrical and Electronics Engineers’ standard for sanitising storage. These guidelines are globally recognised.

    Many companies also choose third-party data destruction services to verify compliance and enhance security.

    Physical destruction

    If the data is highly sensitive, physically destroying the storage medium (such as a hard drive) is the most secure option. Common methods include degaussing (using a strong magnetic field), shredding, disintegration, melting, and drilling.

    However, some of these techniques can be hazardous if not handled by professionals. They also make a hard drive or device unsuitable for resale and instead require it to be taken to a waste recovery centre so the rare earth metal components can be recovered.

    Certified recycling services

    Use reputable e-waste recyclers who adhere to strict data destruction protocols to ensure your information does not fall into the wrong hands. Look for certifications such as R2, e-Stewards, or AS/NZS 5377, which ensure compliance with industry security standards. An online database run by sustainable electronics organisation SERI of R2-certified facilities around the world can help with this.

    Safe selling and donating practices

    Before selling or donating devices, conduct a thorough data wipe. Be cautious of devices linked to cloud accounts, and remove all personal information to prevent unauthorised access. Resetting alone may not be enough.

    Legal and regulatory considerations for businesses

    Different regions have strict data-protection laws that impose legal and financial penalties for improper disposal of sensitive data.

    It’s important for businesses to consider the legal standards for handling and disposing personal information in whatever region they’re operating in, whether that be Europe, the United States, Australia or elsewhere.

    Before recycling or selling an old device, take the necessary steps to ensure your data is completely erased. Identity theft, financial fraud and data breaches are real risks. But they can be prevented with the right precautions.

    A few extra steps now can protect your information and ensure responsible recycling.

  • MIL-Evening Report: What do medieval puzzles and the New York Times Connections have in common?

    The New York Times Connections game asks players to categorise 16 words into four groups of four. For example, in one collection of 16, a category included “blow”, “cat”, “gold” and “sword”: these are all words that might come before “fish”.

    As described by puzzle editor Wyna Liu, completing the puzzle should feel “challenging and satisfying”. Players are encouraged to “think flexibly”. Liu says her job as puzzle designer is “to trick you”.

    Challenging word-based games are not a modern invention.

    In fact, in early medieval England, around the year 1000, there was also a strong appetite for word puzzles designed to entertain (and trick) avid players.

    Gaming in the Middle Ages

    Riddles were very popular in early medieval England.

    Many examples of riddles from this period are in Latin, but a collection of approximately 95 poems, written in Old English and found in a manuscript known as the Exeter Book are the earliest surviving vernacular collection of riddles in Western Europe.

    Compiled around the year 1000, The Exeter Book also includes a variety of poetic works with both religious and secular themes. This, and its location since 1072 in Exeter Cathedral Library, suggests it had a religious audience of monks.

    Take the shortest riddle in the Exeter collection, Riddle 69, included here in both its original Old English form and in translation, thanks to riddles scholar Megan Cavell, one of the creators of the website The Riddle Ages:

    Wundor wearð on wege; wæter wearð to bane.

    There was a wonder on the wave; water turned to bone.

    Early English riddles ask their audience to guess what the different clues point to, usually an object or animal. In Riddle 69, the audience is asked to identify what might be referred to through the metaphor of water turning to bone.

    The solution to this riddle is debated, but most suggestions have to do with ice: ice, icicle, iceberg and frozen pond.

    The answer hangs on the various qualities that attach to the word bone: it is hard, difficult to break and can also be long, like an icicle.

    It’s possible to imagine bone and ice linked in a Connections category “things that are tough”.

    Most Old English riddles are a little more complex but still rely on the trickery that comes from word play, metaphor and ambiguity.

    One of the more surprising riddles in the Exeter collection (particularly when we consider the likely monastic audience) is Riddle 45:

    I heard that something was growing in the corner,
    swelling and sticking up, raising its roof.
    A proud bride grasped that boneless thing,
    with her hands. A lord’s daughter
    covered with a garment that bulging thing.

    A series of clues point to possible solutions. The answer will be something that rises, that needs physical touch to grow, and which is covered by cloth.

    The innocently playful solution to this riddle is dough – though it certainly puts another, more vulgar, solution in mind. This innuendo likely added to the entertainment and challenge of the original riddle, teasing its audience with a taboo answer.

    The Exeter Book Riddles does not come with answers. This is both a frustration and a reason for their longevity: modern audiences continue to grapple with possible solutions 1,000 years later.

    It is also possible that part of the entertainment for both medieval and modern audiences is their ambiguity. There are multiple plausible solutions.

    Culture is a game changer

    Part of what makes interpreting the Old English riddles so difficult for modern players is that word puzzles are shaped by the culture in which they were created.

    This cultural coding is obvious in Connections puzzles too. For example on January 3 2025 a category linked American slang words for a dollar, less familiar in other countries: buck, clam, single and smacker.

    Similarly, Old English riddles assume knowledge of aspects of life in early medieval England. For example, Riddle 26 requires an understanding of the processes by which an animal hide became a book.

    Some even rely on knowledge of runic characters to understand their solution; this was an alphabet that was used in England prior to the adoption of the Latin alphabet from the 7th century.

    Old English riddles offer an excellent insight into not just the sorts of games and puzzles that entertained early medieval audiences, and continue to entertain us today, but also into domestic life in the period.

    In 1,000 years, Connections puzzles will be harder to guess because players will be unfamiliar with our current way of life. They will also be a type of relic into how minds and culture operated in the early 21st century.

  • MIL-Evening Report: 3.5 million Australians experienced fraud last year. This could be avoided through 6 simple steps

    About 14% of Australians experienced personal fraud last year. Of these, 2.1 million experienced credit card fraud, 675,300 were caught in a scam, 255,000 had their identities stolen and 433,000 were impersonated online.

    According to the Australian Bureau of Statistics latest Personal Fraud Survey, between July 2023 and June 2024, Australians lost A$2.1 billion through credit card fraud.

    This was up almost 9% from the previous year. Even after reimbursements, the loss was still $477 million.

    These figures do not include financial loss through identity theft, or phishing, romance, computer support and dodgy financial advice scams.

    Why the increase?

    Research shows the more frequently we use technology, the more likely we are to be scammed. Monica Whitty from the Cyber Security Centre, University of Warwick, found victims of cyber-frauds were more likely to score high on impulsivity measures like ‘urgency’ and engage in more frequent online routine activities that place them at great risk of becoming scammed.

    We communicate via email, we shop online, use dating apps and allow technicians to remotely access our computers. Meanwhile, amazing “get rich quick” opportunities are apparently being liked by our friends on our socials almost every day.

    But too many of us do not stop and think, “is this legitimate?” It is no wonder we see personal fraud and scams increase every year.

    While the Australian Bureau of Statistics figures suggest older Australians (aged 45 and over) are more exposed to card fraud, research has found demographics are not a significant predictor of fraud victimisation.



    Taking risks

    Being too trusting, drives complacency, which produces gullibility. Think about an online dating sites. The site uses a multi-factor authenticator, it requires you to authenticate your photo, password protect your profile and read the scam warnings.

    A site’s apparent legitimacy increases your trust. Research has found if you perceive a platform to be legitimate you could be exposed to romance fraud. Fraudsters may be operating within a site, even if it is legitimate.

    Another strong predictor of exposure to online fraud is self-control. Self-control theory predicts individuals with low self-control tend to pursue their own self-interest without considering the negative consequences.

    Simply, if the investment scheme looks “too good”, they will mostly likely click on the link and get scammed.

    Giving away too much

    Some individuals are prone to self-disclosing personal information online – and scammers love personal information. Self-disclosure is defined as the amount of information a person decides to make common knowledge.

    Sometimes, we disclose, even when we don’t intend to. A common phishing technique on social media is status updates that read, “Your porn star name is your first pet’s name and the first street you lived on.”

    They’re interesting, funny and bring on a healthy dose of nostalgia, but the answers to those questions that you tap in for all to see are also most likely to be your security questions on your bank accounts.


    The most common scams in 2023-2024:

    • Buying or selling scams (1.4% or 308,200)
    • Information request or phishing scams (0.7% or 148,800)

    What is the government doing to protect me?

    The Australian government recently passed legislation which targets scams. It places increased responsibilities on banking and finance, telecommunications and digital platforms organisations to protect customers.

    Suspicious numbers can now be accompanied a warning of “potential fraud” on your smartphone screen. Banks are also informing customers about the latest scams. Some banking transactions can verify the identity of the payment recipient, to ensure the details you have match the actual account holder.

    While these will not stop all scams, they are a step towards reducing the number of victims and the amount of money lost to fraudulent approaches.

    Six steps to protect yourself

    There are some small but powerful steps we can all take to reduce the likelihood of financial harm.

    1. Passwords: it is important to have strong, unique passwords across your accounts. Using a password manager can help with this.

    2. Multi-factor authentication: many platforms will allow you to add extra layers of security to your account by using one-time passwords, authenticator apps, or tokens.

    3. Review privacy settings: be aware of the different settings on your accounts and ensure you are in control of what information you provide and what can be accessed by others.

    4. Be vigilant: know what you see and hear may not be real. The person or company you are communicating with may not be authentic. It is okay to be sceptical and take time to do your own checks.

    5. Money transfers: never send money you are not willing to lose. Too often, people will send money before realising it is a scam. Never feel rushed or forced into any financial decision. It is OK to say no.

    6. Credit monitoring: if you know or suspect you have been scammed, you can enact a credit ban, meaning no one can access your details or take further action in your name. This can be a good short-term solution.

    Anyone can report money lost in a scam to ReportCyber, the Australian online police reporting portal for cyber incidents. If you have received scam texts or emails, you can report these to Scamwatch, to assist with education and awareness activities.

  • MIL-Evening Report: New research shows digital technology is linked to reduced wellbeing in young kids. So what can parents do?

    Once upon a time, children fought for control of the remote to the sole family television. Now the choice of screen-based content available to kids seems endless. There are computers, tablets, phones and gaming consoles offering streaming services, online content and apps.

    Children also use devices at school, with digital literacy part of the Australian curriculum from the start of school.

    The speed and scale of this change has left parents, researchers and policymakers scrambling to catch up. And it has inevitably led to concerns about screen use, as well as guidelines about limiting their use.

    Our new study looks at the links between digital technology use and young children’s wellbeing, specifically for those aged four to six.

    Our comprehensive analysis shows children who spend longer periods using digital technologies are more likely to have social, emotional and behavioural difficulties. However, we can’t say at what age or level of screen use these negative effects are likely to become evident.

    But for parents trying to navigate a world where technology is all around us, our study also shows there are things they can do to help their kids use screens in healthier ways.

    Our study

    We carried out a systematic review of the research literature on children’s use of digital devices since 2011 (after the Apple iPad was launched). This means we examined all the available peer-reviewed research on digital devices and their impact on wellbeing for children.

    We also focused on ages four to six age as it is a time when children are developing rapidly and beginning school. Other studies have focused on particular types of device. But we included all kinds of digital devices in our search – from televisions to phones, tablets and gaming consoles – to make sure we could provide comprehensive analysis of what kids are using.

    The studies came from 20 countries, including Australia, China, the United States, Turkey, Germany and Canada. They were almost exclusively based on parents’ reports of their children and include more than 83,000 parents.

    4 areas of child wellbeing

    From this, we analysed the relationship between children’s technology use and the following four areas:

    1. psychosocial wellbeing: an overall measure that captures children’s happiness, as well as social and emotional adjustment.

    2. social functioning: children’s social skills, including how well they get along with their peers.

    3. the parent-child relationship: the level of closeness or conflict between parents and their children.

    4. behavioural functioning: the absence of behavioural difficulties such as tech-related tantrums, hyperactivity, depression or anxiety.

    We did this with a meta-analysis – a statistical method that uses data from multiple studies to draw conclusions.

    What we found

    Our analysis found more digital technology use in young children was associated with poorer wellbeing outcomes across the four areas.

    It is important to note correlation doesn’t equal causation. The scope of the research means at this point, it is not possible to identify the exact reasons behind the negative relationships.

    But we do know the more time children spent watching TV, playing on iPads or apps, the more likely they were to have problems with behaviour, social skills, their relationship with their parents, and their emotional wellbeing.

    But tech use is more than just time

    Our research also brought together emerging evidence which shows the relationship between digital tech use and child wellbeing is complex.

    This means the type of content children consume, and the context in which they consume it, can also have a bearing on their wellbeing. The research shows there are several ways parents can guide their children to potentially mitigate the negative links with social, emotional and behavioural wellbeing.

    With this in mind, how can you encourage healthier screen use?

    Our research showed if parents watch with their kids, it can open up opportunities for conversation and interaction.

    3 tips for kids and screens

    1. Keep an eye on the clock

    The research cannot provide a specific “time limit” for screen use. But you can still be mindful of how much time your child spends on devices both at home and at school – moderation is key.

    Try and mix screen time with other activities, such as time outside or time with friends and family, books or imaginary play.

    2. Seek out quality

    Research shows encouraging high-quality educational content during screen use may curb negative links between tech use and wellbeing.

    Consider swapping fast-paced cartoons and time spent on lots of short clips with educational viewing, for example ABC kids programs that promote learning.

    Introduce your child to age-appropriate educational and interactive games that challenge them and encourage them to be creative.

    3. Use tech together

    Tech time isn’t just for kids – parents can also join in.

    Solo tech use may reduce opportunities for positive social interactions. But watching or playing with friends or family opens up opportunities for conversation, working together and learning.

    This could include watching a movie together and talking about the characters, working on an online puzzle together or learning new coding skills together.

    While Australia was busy defending the Pharmaceutical Benefits Scheme against threats from the United States in recent weeks, another issue related to the supply and trade of medicines was flying under the radar.

    Buried on page 19 of the Trump’s administration’s allegations of barriers to trade was a single paragraph related to Australia’s access to generic medicines. These are cheaper alternatives to branded medicines that are no longer under patent.

    The US is concerned about how much notice their drug companies have that Australia will introduce a generic version of their product. Once a single generic version of a medicine is listed on the PBS, the price drops. The US argues that lack of advance notice is a barrier to trade.

    There is pressure for Australia to emulate aspects of the US system, where drug companies can delay generic copies of their medicines by 30 months.

    If the US plays hardball on this issue, perhaps in return for other concessions, this could delay Australia’s access to cheaper generic drugs.

    It would also mean significant pressure on Australia’s drug budget, as the government could be forced to pay for the more expensive branded versions to ensure supply.

    What’s the current process?

    Drug companies use patents to protect their intellectual property and prohibit other manufacturers from copying the drug. The standard patent term in Australia is 20 years, but the time a product is protected by patents can be extended in a number of ways. When patents expire, other companies are able to bring generic versions to market.

    A generic manufacturer wanting to market its drug in Australia must apply to the Therapeutic Goods Administration (TGA) for regulatory approval. Before approval is granted, the generic company must provide a certificate to the TGA that states either:

    a) that the product will not infringe a valid patent, or

    b) that it has notified the patent-holder of its intention to market the product.

    The certificate can be provided after the TGA has evaluated the generic – before it grants approval.

    If the generic company chooses option “a”, the manufacturer of the patented product may not find out the competing product is going to be launched until after the TGA has approved it.

    The patent-holder can then apply for a court order to temporarily stop the generic from coming to market, while legal battles are fought over patent-related issues.

    However, if the first generic has already launched and been added to the PBS, it triggers an automatic 25% price drop. This affects all versions of the drug, including the patented product.

    In Australia, patented drug companies that try to delay generics by taking legal action without good reason can face penalties and be required to pay compensation.

    Patented drug companies don’t like this system. They want to know as early as possible that a generic is planning to launch so they can initiate legal action and prevent or delay generic entry and the associated price reductions.

    Is Australia’s system consistent with our trade obligations?

    Australia introduced its patent notification system at the request of the US, to comply with the Australia-US Free Trade Agreement (AUSFTA). The World Trade Organization doesn’t require patent notification.

    Australia’s system is different to that of the United States. But it’s consistent with the rules negotiated between the two countries.

    US drug companies have long argued Australia’s system is a barrier to trade. They want Australia to change it to be more like the US system.

    Why is the US arguing this is a barrier to trade?

    The Trump Administration’s 2025 report on foreign trade barriers states “US and Australian pharmaceutical companies have expressed concerns about delays” in the patent notification process.

    The report also mentions US concerns about the potential for penalties and compensation when a patent owner takes legal action against a generic company.

    This report reflects long-standing concerns of the US pharmaceutical industry. In March, its drug makers trade association wrote to the US trade representative complaining that “lack of adequate notification” is an unfair trade practice. It argued this creates uncertainty for patent-holders, prevents resolution of patent challenges before generics enter the market, and penalises patented-drug companies for trying to protect their rights.

    Medicines Australia, which represents the Australian subsidiaries of many big patented drug makers, echoes these concerns.

    What does the US want instead?

    The US patent notification system is much more favourable to the patented drug companies than Australia’s.

    In the US, the generic company must notify the patented drug company within 20 days of filing an application for approval.

    Then, within 45 days of receiving the notification, the patent-holder can ask the regulator to impose a 30-month delay on approval for the generic.

    This means there is an automatic 30-month delay on the launch of the generic, unless patents expire in the meantime or the court decides earlier that valid patents aren’t being infringed.

    What could happen if Australia bowed to pressure from the US?

    Changing Australia’s system to be more like the US would delay generics entering the market in Australia and keep the price of drugs higher for longer.

    The quicker generics can be added to the PBS, the less the government pays. When the first generic is listed on the PBS, a 25% price cut is applied to all versions of the product, including the patented version.

    Over time, as more generics get added, prices continue to fall. Having plenty of generic competition can eventually result in prices lower than the PBS co-payment, resulting in savings for consumers.

    In the longer term, lost savings from timely listing of generics on the PBS would reduce value for money and add cost pressure.

    In time, it could also delay savings for consumers from drugs priced below the PBS co-payment.

    Both major parties are saying they won’t use the PBS as a bargaining chip in negotiations with the US over tariffs. They also need to resist pressure to slow down access to generic drugs.

  • MIL-Evening Report: Australia’s innovative new policies are designed to cut smoking rates – here are 6 ideas NZ could borrow

    At the start of this month, when denicotinisation would have been due to come into effect in Aotearoa New Zealand (had the government not repealed smokefree laws), Australia introduced innovative smokefree policies to change the look, ingredients and packaging of tobacco products.

    New Zealand’s current goal is to reduce smoking prevalence to no more than 5% (and as close to zero as possible) among all population groups. However, realising this goal now seems very unlikely.

    Latest figures show 6.9% of the general population smoke daily, but smoking places a much heavier burden on Māori and Pacific peoples, where 14.7% and 12.3% smoke, respectively.

    New Zealand could borrow measures from Australia’s new regulations, or even go beyond, to begin salvaging its reputation as a country that develops progressive, evidence-based smokefree policy. Here are six ideas New Zealand should consider implementing.

    1. Refresh and diversify on-pack warnings

    New Zealand introduced plain packaging in 2018. This policy replaced vibrant on-pack branding with dissuasive colours and much larger health warnings. However, despite annual warning rotation, recent work suggests on-pack warnings have “worn out”.

    Our work with people who smoke suggests we need two responses: refresh existing health warnings and create more diverse warnings that illustrate other risks, such as the financial burden smoking imposes and its inter-generational harms.

    2. Offer hope that quitting is possible

    On-pack warnings aim to ensure people who smoke understand the many health risks smoking causes.

    However, few countries (with the exception of Canada) also provide advice to increase people’s confidence they can quit or promote the benefits of becoming smokefree. Australia has now followed Canada’s lead and will introduce “health promotion inserts that encourage and empower people to quit smoking”.

    The ASPIRE Aotearoa Centre’s recent work shows that by promoting positive outcomes and offering practical advice, health promotion inserts foster hope and help motivate people who smoke to think about quitting.

    New Zealand should complement external pack warnings with inserts that increase people’s agency and support smoking cessation.

    3. Change the experience of smoking

    Tobacco companies use cigarette stick design to shape how people experience smoking. It is no coincidence that cigarette sticks are white. The colour has connotations of cleanliness and deflects attention from the harms smoking causes.

    Until Canada introduced on-stick warnings in 2023, no country had changed the design of cigarette sticks.

    Australia has now followed suit and will require health warnings on cigarette filters. New Zealand could both adopt and go beyond this measure.

    Our earlier work examined the effects of dissuasive colours and designs on cigarette sticks. People who smoke found colours such as murky green and mustard yellow aversive. They also reacted strongly against graphics, such as a chart showing the minutes of life lost with each cigarette, which could be printed on sticks.

    4. Eliminate additives

    Tobacco companies use several ingredients to make smoking more palatable and enhance nicotine delivery. For example, many cigarettes contain menthol, even those without a characterising menthol flavour. These ingredients ease harshness and make the initial, sometimes disagreeable, experience of smoking much smoother.

    Other additives enhance nicotine delivery. For example, tobacco companies may add sugars to tobacco that, once combusted, create acetaldehyde, which may increase the addictiveness of nicotine.

    Disallowing these additives could further reduce smoking uptake. By making smoking a harsher experience, this measure could also encourage people who smoke to quit.

    5. Get rid of gimmicks that appeal to young people

    Tobacco companies have developed product features that enable people who smoke to experience different flavours. Brands such as Dunhill Switch contain a flavour capsule within the filter. When squeezed, the capsule releases a flavouring agent, thus creating a more varied and novel smoking experience.

    Our study of young people’s responses to capsule cigarettes found these appealed more to those who did not smoke than to those who did. New Zealand should follow Australia by closing loopholes and disallowing products likely to increase interest in smoking among young people who do not smoke.

    6. Disallow filters

    There is one measure New Zealand could implement to go beyond Australia’s new policies.

    The draft Smokefree Aotearoa 2025 action plan proposed disallowing filters in cigarettes, but this measure was not part of the final action plan. Described by renowned Stanford University historian Robert Proctor as “the deadliest fraud in the history of human civilization”, filters may mislead people who smoke into believing they have reduced the risks smoking presents.

    In addition, filters do not biodegrade and studies report they cause considerable harm to the environment and impose substantial clean-up costs on local authorities.

    Australia has made important changes that will increase knowledge of smoking’s risks, reduce tobacco companies’ ability to develop cigarette features likely to appeal to young people, and support smoking cessation.

    Meanwhile New Zealand, once a leader in tobacco control policy, is very unlikely to reach the government’s smokefree 2025 goal. Adopting Australia’s policies could support smoking cessation. But there are opportunities to go beyond Australia’s approach; disallowing filters could bring comprehensive health as well as environmental benefits.

  • MIL-OSI United Nations: Aid data critical to crisis response threatened by funding cuts

    Humanitarian Aid

    The gathering of data which is essential for an effective response during a humanitarian crisis – and can help save lives – is under increasing threat due to global funding cuts, according to the UN’s humanitarian coordination office, OCHA.  

    “Data is central to humanitarian action,” OCHA said, as aid organizations look to “focus their response to reach the communities with the most severe needs.”

    In its latest report on the State of Open Humanitarian Data OCHA said that “as the humanitarian system severely contracts due to unprecedented funding cuts and threats to principled humanitarian action, the data ecosystem that supports it will experience the same pressure.”

    Budget cuts threatening aid as a whole have had a devastating impact on data gathering, impeding an effective humanitarian response.

    The data gathered by the United Nations and its partners covers a broad range of issues including, for example, climate hazards such as droughts, floods and storms.

    Information on rainfall, temperatures, the extent of floods and the impact on agriculture during those extreme weather events can provide important indicators including the number of people expected to be affected or displaced and ultimately help to save lives.

    Cameroon floods

    In 2024, ahead of the rainy season in Cameroon, the UN Central Emergency Response Fund (CERF) partnered with the OCHA Cameroon Office to estimate flood exposure and track it in near-real time.

    The Centre predicted that about 350,000 people would be exposed to the flooding, as the season progressed, over 356,000 people were affected.

    The analysis supported a timely allocation of $4 million from CERF which provided help to 176,500 affected people in the most vulnerable areas.

    Humanitarian Data Exchange

    In 2024, some 216 organizations shared around 2,500 data sets covering crises ranging from Afghanistan to Gaza and Sudan, information which is collected in the Humanitarian Data Exchange or HDX.

    Over the last year, the HDX was consulted more than 1.4 million times by researchers in over 200 countries in territories.

    Its almost 20,000 datasets were downloaded 3.5 million times – a 30 per cent increase from 2023.

    The information, OCHA said, provides a “foundational set of data that is critical to understand a humanitarian context.”

    Countries such as Colombia, Afghanistan and South Sudan had the highest percentage of timely data on HDX. On the other hand, Myanmar and the State of Palestine were the locations with the lowest availability level.

    In light of recent aid cuts, “the year ahead promises to be challenging for data availability,” OCHA adding that it was calling on “governments and partners to continue investing in the data that underpins crisis response in what is surely a defining moment for the sector.”

  • MIL-OSI United Nations: Committee on the Rights of Migrant Workers Opens Fortieth Session and Meets with Civil Society Representatives

    The Committee on the Protection of the Rights of All Migrant Workers and Members of their Families this morning opened its fortieth session, hearing an address by the Chief of the Human Rights Treaty Branch, followed by a discussion with representatives of civil society representatives from Mexico, Niger, Jamaica and Ecuador. 

    The Committee adopted the agenda and programme of work for the session, during which it is scheduled to review the reports of Mexico, Niger and Jamaica regarding their implementation of the International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families.  At the current session, the Committee will also be adopting lists of issues prior to reporting under the simplified reporting procedure for a number of countries, including Ecuador. 

    Opening the session, Antti Korkeakivi, Chief of the Human Rights Treaty Branch of the Office of the United Nations High Commissioner for Human Rights, said contemporary migration was an increasingly complex phenomenon.  Current safe and regular migration pathways failed to respond to migration trends, often pushing migrants towards hazardous and irregular routes, leaving them vulnerable to violence, exploitation, abuse and even death. Alarmingly, at least 8,938 people died on migration routes worldwide in 2024, making it the deadliest year on record

    Speakers on Mexico raised issues concerning migrants’ lack of access to the labour market, the deaths and disappearances of migrants, and the detention of child migrants. 

    Concerning Jamaica, speakers addressed abuses experienced under bilateral labour mobility agreements and the detention of non-nationals. 

    On Niger, speakers raised concerns regarding the treatment of migrants at the border, the exploitation of migrant workers, and the lack of mechanisms to protect migrant workers. 

    The speaker on Ecuador spoke on the challenges faced by Venezuelan migrants and the barriers to achieving regular migration status.

    Opening Statement

    FATIMATA DIALLO, Committee Chair, congratulated Antti Korkeakivi for being promoted to the new Chief of the Human Rights Treaty Branch of the Office of the United Nations High Commissioner for Human Rights.

    ANTTI KORKEAKIVI, Chief of the Human Rights Treaty Branch of the Office of the United Nations High Commissioner for Human Rights, said the Committee this session would consider the reports of Mexico, Niger and Jamaica, and would adopt a list of issues in relation to Tajikistan under the traditional reporting procedure and lists of issues prior to reporting under the simplified reporting procedure for Fiji, Guinea and Ecuador.  The Committee would also proceed with a public launch of its general comment no. 6 (2024) next week on the convergent protection of the rights of migrant workers and members of their families through the Convention and the Global Compact for safe, orderly, and regular migration, which was adopted during the thirty-eighth session in June 2024.  Mr. Korkeakivi wished the Committee a fruitful launch.

    The Global Compact for Migration presented an excellent opportunity for a comprehensive, human rights-based response to the opportunities and challenges that migration posed nowadays.  The general comment urged States to ensure that their laws, policies, and practices effectively addressed the root causes of rising migration flows.  Mr. Korkeakivi welcomed the Committee’s commitment to collaborative work with other treaty bodies and mechanisms, particularly the joint initiative with the Committee on the Elimination of Racial Discrimination to elaborate general comments to advance comprehensive public policies that addressed and eradicated xenophobia and its impact on the rights of migrants and their families. 

    Contemporary migration was an increasingly complex phenomenon.  The High Commissioner valued the importance that the Committee attached to the issue of enforced disappearance in the context of migration, alongside the Committee on Enforced Disappearances and the Special Rapporteur on the human rights of migrants.  These three mandates had consistently emphasised the urgent need to enhance efforts aimed at saving lives and protecting the human rights of migrants.  Current safe and regular migration pathways failed to respond to migration trends, often pushing migrants towards hazardous and irregular routes, leaving them vulnerable to violence, exploitation, abuse and even death.  Alarmingly, at least 8,938 people died on migration routes worldwide in 2024, making it the deadliest year on record 

    While 60 ratifications provided a solid foundation, increasing the number of ratifications of the Convention remained a top priority for the United Nations High Commissioner.  Notably, none of the 27 European Union Member States had signed or ratified the Convention. High Commissioner Türk had reiterated his advocacy efforts during a meeting in December 2024 at the Committee’s thirty-ninth session.  He also called for a joint action plan with the International Organization for Migration and the United Nations High Commissioner for Human Rights to raise awareness among States that had yet to ratify the Convention. 

    Mr. Korkeakivi said the liquidity crisis continued to hamper the Committee’s work.  The Office was doing its utmost to ensure that the Committee and other treaty bodies could implement their mandates, however, all indications pointed to a continuation of the difficult liquidity situation for the foreseeable future.  The treaty body strengthening process reached a key moment with the adoption in December of last year of the biennial resolution on the treaty body system by the General Assembly.  However, the biennial resolution did not endorse certain detailed proposals made by the Chairs and corresponding resources to implement them. 

    On Human Rights Day last year, the Geneva Human Rights Platform, in cooperation with the Swiss Federal Department of Foreign Affairs, organised an informal meeting of the Chairs and focal points on working methods, exploring the latest developments on the treaty body system.  The Office would continue to collaborate with all treaty body experts to strengthen the system.  Mr. Korkeakivi wished the Committee a successful session.

    Questions and Responses

    A Committee Expert welcomed Mr. Korkeakivi to his new position.  The Committee was launching general comment 6 relating to the General Compact and was developing another comment relating to xenophobia and discrimination.  The liquidity crisis was an ongoing issue.  It was important to pass on this concern to the head of the division of the human rights treaty bodies.  The Committees were doing their work and now States needed to act.

    ANTTI KORKEAKIVI, Chief of the Human Rights Treaty Branch of the Office of the United Nations High Commissioner for Human Rights, recognised the work carried out by the Committee and other treaty bodies despite the lack of resources.

    Statements by Civil Society Organizations

    Mexico

    In the discussion on Mexico, speakers, among other things, said although Mexico had moved forward in terms of formalising the employment of migrants, there were still structural barriers, including lack of access to migration documents and the labour market.  Many companies did not hire migrants due to prejudices and migrants could not open bank accounts due to a lack of documents.  Human mobility was hallmarked by racism and xenophobia in Mexico. Racial discrimination persisted in migration, including through hate speech, and there had been a lack of response from the authorities.  There had recently been a serious institutional weakening for institutions responsible for migration and disability policies.  The State did not have a long-term strategic plan to strengthen the institutions responsible.   

    Massacres and disappearances of migrants continued to happen in total impunity, and criminal groups continued to bring about disappearances.  Comprehensive reparations for damages had not yet reached victims and there had been a lack of progress by Mexican consulates in Salvador and Honduras, making it difficult to access mechanisms for support.  The use of the national guard and the army to control the borders was concerning, as it had led to the deaths of migrants. 

    The deportations from the United States generated greater risks for migrants in Mexico. Arbitrary detention, lack of access to information, and the exclusion of civil society in decision-making were issues. Despite the adoption of important reforms of the Migration Act in 2020 prohibiting the detention of children, observers in Mexico noted that thousands of children were confined in de facto detention centres operated by the National Agency for Family Development that were attached to formal detention centres, putting children on the move at risk. Agriculture migrants were exploited in concerning conditions and developed disabilities due to exposure to unregulated pesticides.  It was concerning that the State did not have a strategy to provide healthcare and assistance to these people. 

    The Mexican Government should take steps to adequately fund the Commission for Assistance to Refugees and the child protection agencies, including Executive Secretaries of SIPINNAS, the Offices for Child Protection and shelters of the Family Development Systems at federal and state levels.  The Mexican Government should also increase efforts to ensure no child was returned to their country of origin without a comprehensive plan for the restitution of their rights being provided. 

    The Committee should ask Mexico how it would ensure that no child migrants would be deprived of liberty?  The Committee should urge the Mexican State to streamline proceedings to obtain work permits for asylum seekers and refugees.  A register for detained persons should be a priority issue and the framework for families seeking family members should be improved. 

    Mexico had used immigration detention measures on a large scale, placing hundreds of thousands of at-risk people in detention centres.  Concerns persisted about how limits to detention were implemented and the impact of the Supreme Court’s 2023 amparo decision; the Committee was urged to seek greater details about the social services that Mexico provided to people who were released from detention and what plans it had to ensure that released detainees had access to adequate legal procedures. 

    Jamaica

    A speaker said that as countries of origin, Mexico and Jamaica had an obligation to protect their migrant workers from discrimination and labour exploitation by renegotiating bilateral labour mobility agreements that did not allow workers to freely choose and change employers.  Jamaica and Mexico had concluded bilateral agreements with Canada governing the terms and employment under the seasonal agricultural worker programme, with around 26,000 Mexican workers and 8,000 Canadian workers participating in the programme in 2024.  Research found that Jamaican and Mexican migrants working under the temporary foreign worker programme faced a range of abuses such as wage theft, excessive working hours, unsafe working conditions, and physical and psychological abuse. Mexico and Jamaica should renegotiate their bilateral labour migration agreement with Canada, seeking specific guarantees to ensure that migrant workers in Canda could change employers and jobs freely.

    Jamaica was also called on to end the arbitrary arrest and detention of asylum seekers arriving from Haiti or other countries, and to ensure they had access to due process safeguards.  The Committee should remind Jamaica of its obligations under the Convention, and ensure that no migrant, refugee, or asylum seeker was detained without legal basis. Jamaica should also provide details of all facilities where non-nationals were detained, and ensure that conditions in these facilities met international standards.  Furthermore, Jamaica should end the detention of non-nationals in prison.  The Committee should call on Jamaica to cease this practice and to provide information on measures it was taking to reform its immigration enforcement procedures to bring them in line with its international obligations

    Niger

    Speakers on Niger, among other things, recognised the efforts of Niger in promoting and protecting universal human rights.  Efforts by the Niger authorities to respect the rights of migrant workers were welcomed. While Niger had a well-developed judicial arsenal, it faced challenges, including harmonising international treaties with national commitments.  The recent ruling related to the entry of foreigners into Niger was a source of concern. Concerns persisted around the treatment of migrants, including violations at border control posts.  Several complaints of serious violations of the human rights of migrants had been received at border posts, and there had been massive deportations from Algeria.  Several forms of trafficking had been detected, including for prostitution and forced labour.  Due to a lack of access to basic services, some migrant women had been forced to turn to prostitution to survive. 

    The Committee should recommend that Niger put in place a mechanism to protect migrant workers from exploitation, and that Niger amend its legislation to ensure that irregular entry was not prosecuted.  Niger should also adopt measures aimed at providing effective reception and care to people who had entered the country.  The Committee should recommend that Niger ratify the revised version of the Convention on the Rights of Migrant Workers and the 2011 Convention on Domestic Workers.  Niger did not have a national human rights institution; such a body should be established. Training should be provided for the judiciary to ensure migrants could access justice. 

    Ecuador

     

    The speaker on Ecuador said Ecuador had historically been a country of origin and destination for migrants.  Today, the systemic crisis, drug trafficking and organised crime had forced thousands of compatriots to emigrate, mainly to North America, while the country hosted a significant migrant population, mostly Venezuelan.

    Although the Ecuadorian regulatory framework promoted the socioeconomic integration of people on the move, structural barriers persisted, especially in access to employment. Between 45 per cent and 60 per cent of Venezuelan migrants had university studies, but only 20 per cent had access to formal work.  It was urgent to implement policies that guaranteed decent jobs, access to social security and validation of foreign degrees.

    Thirty-one per cent of the migrant population, mainly Venezuelan, remained in an irregular situation. Among the main barriers were the lack of information and requirements that were difficult to meet, such as apostilled criminal records or proof of income, which were inaccessible to those living in poverty.  Ecuador should simplify regularisation processes, strengthen information campaigns, and improve consular coordination.  It was also key to strengthen the system for registering cases of trafficking in persons and smuggling of migrants.  Migrants should be considered in the formulation of public policies, recognising their contribution to the development of the country and moving towards universal citizenship.

  • MIL-OSI: Rumble & Rebel News sue MP Saks & others for conspiring to violate free speech rights

    TORONTO, April 07, 2025 (GLOBE NEWSWIRE) — Rumble Canada, (NASDAQ: RUM), the high-growth video platform and cloud services provider, has joined Rebel News Network and its founder, Ezra Levant, in suing the government of Canada, Member of Canadian Parliament Ya’ara Saks, and other officials, for conspiring to deprive them of their constitutional right to free expression. The lawsuit, filed today in the Ontario Superior Court of Justice, alleges that the defendants unsuccessfully tried to block two lawful and peaceful public gatherings celebrating free speech in the Toronto area last year simply because they disagreed with the political points of view of the organizers and participants. The suit alleges that the officials tried to thwart the events, which included Donald J. Trump Jr. as a featured speaker, by imposing unreasonably high charges for security measures that were not needed and designed only to prevent the events from taking place. The plaintiffs are seeking reimbursement in the amount of $37,177.80 for the excessive security costs, $250,000 in punitive damages, and legal expenses, and have requested a trial in Toronto.  

    Specifically, the suit alleges that the defendants tried to scuttle the events, promoted as “Rumble Live” and “Rebel News Live” on May 10 & 11, 2024, by enforcing unjustifiable fees for security measures they knew were unnecessary and exorbitant. The gatherings were planned and held by the two companies after they entered into a lawful contract to rent a venue in North York, Ontario that typically hosts wedding receptions and other private events.

    Referencing internal communications, the complaint alleges that the defendants had been told by local police there was no indication of planned protests or threats of unrest or violence surrounding the gatherings, yet they still imposed outrageously high security charges—more than the cost of putting on the events themselves—in a failed attempt to derail the festivities. More emails make the case that officials worked on ways to shut down the celebrations based on the political beliefs of the people they expected to be involved.

    “If it happens on or near our property, we might attract an undesirable crowd,” wrote one official in an email to colleagues.

    “I am wondering if you think there is any language within the lease agreement that would permit us to stop this event from happening,” wrote another. “Based on my review, I don’t think there is, but I would appreciate your opinion.”

    Both “Rumble Live” and “Rebel News Live” were wildly successful and transpired without incident.

    “The Defendants knew that there was no way for them to lawfully prevent the Event from proceeding,” the lawsuit alleges. “Nonetheless, they sought to, and did, interfere with the contractual relationship between Rebel News and the [venue], successfully pressuring the venue to impose the Unwarranted Costs on the Plaintiffs, contrary to the Agreement. These actions constitute unlawful inducement of breach of contract, for which the Plaintiffs have suffered damages as a result of paying for expenses well-above the contracted rate set out in the Agreement.”

    Further, the rental agreement contained language that expressly protected the plaintiffs’ rights to free speech.

    “The [venue] Agrees to: uphold free speech principles and contractual obligations, irrespective of the event’s content or the public’s reaction to such content,” the rental agreement read. “The [venue] shall not cancel or postpone the event due to external pressures, including but not limited to public dissent, social media campaigns, safety concerns (other than those unrelated to the event), or politically motivated requests.”

    Indeed, a public statement from MP Saks revealed that she had political motivations for attempting to interfere, specifically identifying her adversary in an upcoming election and his relationship with Rebel News.

    “My conservative opponent, Roman Baber, has been platformed by and interacted with Rebel News at every opportunity,” she wrote on X on May 10, 2024. “Rebel News is clearly supporting Roman Baber.”

    This is not the first time that government officials have been accused of interfering with the plaintiffs’ constitutional rights. In 2023, Levant and Rebel News alleged that they had been blocked from viewing official government accounts on the social media platform X (formerly Twitter), depriving them of access to government information and the ability to engage in public discourse or represent their views as journalists and citizens. In January 2024 a federal judge issued a consent order that required the plaintiffs to be unblocked.

    Listed as defendants in this new lawsuit are MP Saks and several officials with Canada Lands Company Limited, which operates Downsview Park where the venue is located, and a representative of security services at CN Tower.

    Trade-related climate measures
    Members discussed two new proposals, namely the Republic of Korea’s communication titled “Key Considerations for Trade-related Climate Measures (TrCMs): Suggested approaches toward a sustainable future” and the submission of Djibouti, presented by Burkina Faso, on behalf of least developed countries (LDCs) on “Perspectives on LDC environment-friendly trade and trade-related climate challenges”.
    Members welcomed the two submissions, noting the need to collectively address regulatory fragmentation and trade disruptions arising from the increasing use of TrCMs. Many supported the Republic of Korea’s call to ensure that TrCMs are consistent, interoperable, flexible and transparent, while striking a balance between climate objectives and WTO trade rules.
    Recognizing the challenges that LDCs face in adapting to trade-related climate policies, members emphasized the importance of addressing their specific needs and ensuring fair, equitable trade. They called for stronger support in technology transfer, capacity building and other measures to enhance LDCs’ economic situation, trade and climate resilience.
    As a follow-up to thematic sessions on TrCMs and guiding questions from the Committee Chair (Ambassador Erwin Bollinger of Switzerland), members also engaged in a substantive discussion on the way forward in addressing TrCMs in the Committee.
    Technology transfer
    On 1 April, the Committee held its 5th thematic session on technology transfer. The co-coordinators, Ms. Chanikarn Dispadung of Thailand and Mr. Richard Tarasofsky of Canada, briefed members on the key takeaways from the session.
    They said the session addressed a wide spectrum of challenges and opportunities in environmental technology transfer, fostering experience-sharing among international organizations, member governments and the private sector. Speakers identified key barriers to technology transfer, including high costs and technical requirements; supply, demand and knowledge/IP gaps; and the need for adequate funding and innovative financing mechanisms.
    Other identified barriers included stakeholder engagement and trust; infrastructure; and market size for technology absorption.  Best practices and successful approaches were also highlighted. These included needs-based and locally tailored solutions; public-private partnerships; South-South collaboration; innovative financing mechanisms; and possibilities for integrating climate technology and governance frameworks.
    Delegates emphasized the importance of tailored solutions that adapt to local contexts, with enabling conditions like skilled labour, investment and regulatory frameworks. Concrete recommendations were made for WTO action, including coordination and knowledge-sharing with relevant international organizations, as well as more targeted technical assistance through existing frameworks such as Aid for Trade.
    The thematic session series, launched in November 2023 at the request of members, serves as a platform to deepen understanding of specific issues of interest through concrete case studies and practical experience sharing. Previous sessions have addressed topics such as the clean energy transition and trade-related climate measures.

    Transparency and information sharing
    As part of WTO “reform by doing”, the Committee followed up on a proposal from Barbados, Colombia, India, Grenada, Paraguay, Singapore, St. Kitts and Nevis, the United Kingdom and Uruguay to further improve “Administrative processes to enhance clarity and accessibility of information”.  
    Moreover, at the request of a group of members — Argentina, Australia, Brazil, Japan, India, Paraguay and the United States — the WTO Secretariat provided a briefing on its current and planned workstreams related to trade and environment, covering activities across various WTO divisions and with outside organizations. Members appreciated the detailed briefing provided. They reaffirmed the value of regular updates and suggested exploring ways to enhance two-way communication. Additionally, members continued discussions on improving other processes to ensure greater clarity and accessibility of information within the Committee and across committees.
    Additionally, the WTO Secretariat presented the 2023 update to the WTO Environmental Database.
    The Secretariat of the United Nations Framework Convention on Climate Change (UNFCC) presented outcomes from the 2024 Climate Change Conference (COP29) and outlined preliminary plans for COP30, scheduled for November 2025 in Brazil. The WTO Secretariat also provided an update on its initial preparations for COP30, noting that planning is still in the early stages. The Secretariat will continue to keep members informed of any developments.

    Other
    Members were further briefed on developments regarding the Dialogue on Plastics Pollution and Environmentally Sustainable Plastics Trade (DPP) and the Trade and Environmental Sustainability Structured Discussions (TESSD).
    The European Union provided an update on its Green Deal, highlighting recent regulatory changes aimed at simplifying processes and reducing compliance burdens for businesses. Members welcomed the update and reiterated concerns about the trade impact of key measures, particularly the EU Deforestation Regulation and the Carbon Border Adjustment Mechanism.
    Parties to the Agreement on Climate Change, Trade, and Sustainability (ACCTS) — Costa Rica, Iceland, New Zealand and Switzerland — briefed the Committee on the key features (JOB/TE/93) of ACCTS as an innovative agreement on trade, climate change and environmental sustainability. Trade liberalization in environmental goods and services under the Agreement will be extended to all WTO members on a non-discriminatory basis.
    The UN Food and Agriculture Organization and the Organisation for Economic Co-operation and Development presented their latest work related to trade and the environment.
    Next meeting
    The next Committee meeting will take place during “WTO Trade and Environment Week,” scheduled for 30 June to 4 July 2025.

  • MIL-Evening Report: Donald Trump has gatecrashed the federal election. It’s creating huge challenges for Australia’s next government

    Much of the world is finding out it’s a very difficult time to be a friend and ally of the United States.

    That includes the major parties vying for power at the May 3 federal election. While voters may be preoccupied with the cost of living, it’s impossible to ignore the global tumult caused by the second Trump administration.

    Who would have thought six months ago that the US would vote alongside Russia and North Korea on UN resolutions on Ukraine, while China abstained? Or that it would propose transforming Gaza into a Mediterranean resort?

    Given the uncertainty reverberating across the globe, do we need to rethink our major foreign relations? Will the ANZUS alliance survive the second Trump presidency unscathed?

    Whoever forms Australia’s next government must diversify its approach to foreign policy to include more engagement with partners in Asia and the Pacific. It does not mean abandoning the US alliance, but it does mean avoiding over-reliance.

    Friends like these

    US President Donald Trump’s widespread imposition of tariffs is unravelling the global economic order.

    Australia was not specifically singled out for punishment. Nevertheless, the 10% slug on Australian imports prompted Prime Minister Anthony Albanese to condemn the tariffs as illogical:

    they go against the basis of our two nations’ partnership. This is not the act of a friend.

    Opposition Leader Peter Dutton was equally frank when he complained about Australia’s poor treatment:

    We have a special relationship with the United States and it hasn’t been treated with respect by the administration or the president.

    We have been let off relatively lightly compared with many other economies. But there may be an unforeseen strategic impact on Australia. For example, will other countries in our region decide that China is a more trustworthy partner than the US? What would that do for regional stability?

    Dutton has questioned whether Albanese has the right character as leader to deal effectively with Trump.

    It is unlikely any Australian prime minister could have done much to avoid the tariffs. We should consider the possibility that Trump doesn’t think much about Australia, which will shape the bilateral relationship for the foreseeable future.

    US vs China

    Trump himself remains the wild card. His administration has prioritised ending the war in Ukraine, alienating European allies along the way.

    The question for partners in Asia, including Australia, is whether the US is clearing the decks in Europe so it can focus on its main competitor: China. There are plenty of Beijing hawks in the administration, and China has been slapped with the steepest tariffs, which total 54%.

    In Australia, we often worry about being dragged into a great power conflict in the region. And we do appear to be entering a world of even more rapid militarisation, with all the security risks that would entail.

    The signing of the AUKUS submarine agreement in 2021 was one of the clearest signals to date that Australia was siding unequivocally with Washington. In the same year, Dutton declared it “inconceivable” Australia would not join the US in defending Taiwan if it was attacked by China.

    But now, there is an entirely different issue Australia needs to consider. The US rapprochement with Russia might be interpreted as a portent of future deal-making with other authoritarian leaders, including Xi Jinping.

    We can’t rule out Trump and Xi cutting a highly transactional deal on Chinese annexation of Taiwan. While this is unlikely, the security calculus now needs to incorporate a diverse range of plausible futures that previously seemed off the table.

    A Taiwan bargain would make regional partners, including Australia, extremely nervous. If the US is willing to abandon Taiwan, it might be willing to abandon other allies as well.

    Higher defence spending

    The recent transit through Australian waters by Chinese naval vessels focused attention on whether Australian defence capabilities are sufficient to protect our coastline – and whether the Albanese government’s response was too tepid.

    Yet, it is the opposition that has tempered its rhetoric on China, notwithstanding its policy commitment to end the 99-year lease of the Port of Darwin to Chinese firm Landbridge.

    Peter Dutton has declared himself to be “pro-China”:

    the relationship with China will be much stronger than it is under the Albanese government

    This reflects lessons learned from the last election when a stronger tone on China hurt the Coalition among Mandarin-speaking voters.

    Rather than talking up the China threat, the narrative is instead around the need to increase defence spending.

    The Trump administration wants Australia to share more of the burden by lifting defence spending above 3% of GDP. Such a ramp-up may not be feasible in financial terms.

    While Australia does need to boost military capabilities, increased spending should be determined by independent, evidence-based assessments of Australia’s defence needs.

    Alliance will endure

    Neither major party is questioning the alliance, which will survive the second coming of Trump. Nor will there be any debate over the AUKUS submarines, for which there is bipartisan support.

    Any difference between Labor and the Coalition is likely to be on the periphery. However, one important difference will be how the respective parties think about our region. As Dutton recently demonstrated, the Coalition is less focused than Labor on relations with Asia.

    While Trump is sucking up much of the oxygen in Australia’s foreign relations, we simply cannot afford to forget about our partners throughout the Asia-Pacific.

    EASTER KEIKI DAY AT WCF REUNITES INCARCERATED

    FATHERS WITH THEIR CHILDREN

    HONOLULU — The recreation field at Waiawa Correctional Facility (WCF) was abuzz with joy and laughter as fathers reunited with their children for Easter Keiki Day Sunday, April 6, 2025.

     

    WCF hosted the Easter Keiki Day event in collaboration with Keiki O Ka ʻĀina (KOKA) Family Learning Centers for 16 fathers, 23 children, six adult children and 13 caregivers.

     

    During the three-hour event, fathers and their children played activities and games that included soccer, volleyball and tossing a football to one another. Families also decorated egg-and-bunny-shaped sugar cookies and took photos with the Easter Bunny.

     

    Director Tommy Johnson of the Department of Corrections and Rehabilitation greeted fathers, children, staff and KOKA volunteers. “Reuniting fathers with their children on Keiki Day helps remind fathers what’s important which is family,” Director Johnson said.

     

    Executive Director Momi Akana of Keiki O Ka ʻĀina (KOKA) Family Learning Centers said fathers who remain connected with their children and maintain a strong relationship with their keiki before they are released from custody “have a much better chance of being successful once they go home.”

     

    During the event, fathers and their children also enjoyed an ʻono lunch of chili, hot dogs, chicken nuggets, nachos with jalapeño cheese sauce, rice and assorted fresh cut fruits. Strawberry cupcakes, carrot cake cookies with cream cheese frosting, ice cream and popsicles were also served.

     

    Nearly a dozen KOKA volunteers as well as five incarcerated men who helped at the event organized an easter egg hunt where children filled their baskets with pastel-colored eggs. Children also received a gift bag with new toys donated by KOKA and its community partners.

     

    The fun-filled event ended with a water balloon fight where fathers and children erupted with laughter and giggles.

    HONOLULU — On a humid Saturday morning, 10 mothers anxiously stood in the Women’s Community Correctional Center (WCCC) Maunawili Cottage courtyard with their eyes fixed on the security entry door, waiting for their children to arrive.

     

    Once their keiki entered the courtyard with their caregivers, the children’s mothers greeted them with big smiles, hugs and kisses.

     

    WCCC and Wellspring Covenant Church hosted an Easter Kids’ Day event for 10 mothers, 19 children and 11 caregivers Saturday, April 5, 2025.

     

    For three-and-a-half hours, mothers and their children enjoyed decorating eggs and bunny-shaped cookies. They also played games as numerous bubbles from a bubble machine filled the air.

     

    Six women who recently earned their certificate from the Kapiʻolani Community College (KCC) Culinary Arts Program prepared and served a delicious lunch of focaccia bread cheese pizza, chili and cheese flying saucers and musubis.

     

    KCC Culinary Arts Program instructor Chef Lee Shinsato, who teaches the course at WCCC, assisted graduates with food preparation at the event with fellow chefs from the Culinary Arts Program.

     

    The culinary arts’ graduates also prepared and served sweet treats of scones, cheesecake brownies, apple turnovers, snickerdoodles, chocolate chip coookies and chocolate croissants to Kids’ Day participants.

     

    Twenty-seven church volunteers and five incarcerated women who helped at the event organized an easter egg hunt for the children in the courtyard. Mothers helped their children open toy eggs filled with candy and raffle tickets. Children handed their raffle tickets to volunteers where each child picked new toys to bring home.

     

    Donations from Wellspring and its community partners made the event possible.

     

    WCCC has partnered with Wellspring for more than 20 years on Kids’ Day events. “Kids’ Day is a special event for women and their children to spend time bonding with one another,” said WCCC Warden Ione “Noni” Guillonta.

     

    The Rev. Rebecca Stringer of Wellspring Covenant Church said they are honored to be a part of Kids’ Day. “Just to be involved in a small capacity as a small church, knowing that we don’t have to do huge, big things in order to make a difference in our world around us. Sometimes it’s just as small as showing up and giving the gift of connection between a mom and her kid.”

     

    Today’s Kids’ Day event is the first one of the year at WCCC. The facility hosts the event four to five times a year with various faith-based and nonprofit organizations.

     

    Director Tommy Johnson of the Department of Corrections and Rehabilitation (DCR) attended the event where he greeted incarcerated mothers, children, volunteers and staff.

     

    “Events like this help strengthen the bond between mother and child,” said Director Johnson. “Kids’ Day could not be possible without our dedicated staff at WCCC and community partners.”

     

    Supporting mothers and fathers to maintain relationships with their children aids in rehabilitation.

     

    Waiawa Correctional Facility is scheduled to host an Easter Keiki Day event, in collaboration with Keiki O Ka ʻĀina, for incarcerated fathers and their children on Sunday, April 6, 2025.

     

    Hālawa Correctional Facility is also hosting its first Keiki Day on Saturday, April 12, 2025.

  • MIL-OSI NGOs: Thailand: Authorities must end malicious smear campaigns and cyberattacks on civil society

    Amnesty International has called on the Thai authorities to investigate and take any necessary measures to end cyberattacks against human rights activists after leaked internal government documents showed that Amnesty International was among several civil society groups targeted in a coordinated, state-sponsored campaign.

    The documents, which were brought to light in a recent parliamentary debate, revealed Thai police and military units are jointly running a “Cyber Team” which deliberately sought to tarnish the reputations and undermine the legitimate work of civil society organizations and political opposition members.

    It also engaged in phishing attacks and brute-force attempts to access social media accounts. The former Executive Director of Amnesty International’s Thailand office was among those targeted.

    “These cyberattacks are an outrageous assault on Thailand’s civic space. Thai authorities must immediately end these malicious smear campaigns against human rights defenders and activists,” Amnesty International’s Thailand Researcher Chanatip Tatiyakaroonwong said.

    “The Thai government must take any necessary measures to disclose full details regarding state actors’ involvement and hold accountable all those responsible—whether they are state officials, members of the security forces or private individuals.”

    WASHINGTON, D.C. — Today, U.S. Senator Peter Welch (D-Vt.), Ranking Member of the Senate Judiciary Subcommittee on the Constitution, joined Senate Judiciary Committee colleagues Alex Padilla (D-Calif.) and Democratic Whip Dick Durbin (D-Ill.) in leading 18 Senators to condemn the dismantling of the U.S. Refugee Admissions Program (USRAP), including a funding freeze that has halted refugee processing and resettlement. The indefinite refugee ban and funding freeze have stranded tens of thousands in dangerous conditions, separated families, and left recently resettled refugees in the United States without adequate support. 
    “As you know, the USRAP was established on a bipartisan basis by the Refugee Act of 1980 and is a strong public-private partnership that drives U.S. economic growth, advances global stability and peace, and supports our national security and diplomatic priorities,” wrote the Senators. “The USRAP represents the best of American values and is part of what makes our country great. From 2005 to 2019, refugees contributed to the U.S. economy $123.8 billion more than they received in government expenditures. Refugees, including multiple former Secretaries of State, have shaped and improved our nation.” 
    President Trump suspended the USRAP “indefinitely” in a day one executive order with a review after 90 days, and on Friday, January 24, resettlement agencies received stop work orders, which the executive order defined as a “foreign assistance program.” Since then, on February 25, a federal court in Washington granted a nationwide preliminary injunction to restart refugee processing, but just 24 hours later, the State Department issued termination notices, effective immediately, to plaintiff organizations and all other resettlement agencies in attempt to circumvent the court’s order. Last week, the Ninth Circuit Court of Appeals permitted the funding freeze to stay in effect amid ongoing litigation but required resettlement to continue for refugees approved before January 20, 2025. 
    The Senators urged Secretary of State Marco Rubio and Secretary of Homeland Security Kristi Noem to fully comply with the federal court order, resume all refugee processing, and rebook canceled travel for refugees.  
    “We ask that you restart this life-saving program and immediately confirm that the Department of State is expeditiously complying with federal court orders to resume refugee resettlement and reimburse resettlement agencies for critical reception and integration services,” continued the Senators. 
    The Senators highlighted reports indicating that all 10 refugee agencies and many Resettlement Support Centers overseas have received termination notices for the cooperative agreements that allow them to resettle refugees, leading to mass layoffs and shutdowns of essential refugee processing systems. They also emphasized that the Administration has delayed payments to refugee agencies for services already provided, despite the preliminary injunction requiring those payments to resume.  
    The consequences of these stoppages are immense, including for Afghan allies evacuated to third countries, such as Pakistan, who are now stranded indefinitely without legal status or the ability to reunite with their families. On February 2, an Afghan man who had worked for the U.S. military in Afghanistan was murdered after his scheduled resettlement to Garden Grove, California was delayed by the refugee ban and funding freeze. 
    “These actions undermine America’s longstanding commitment to humanitarian protection and place tens of thousands of vulnerable individuals—many of whom served alongside U.S. armed forces—at grave risk,” wrote the Senators. “One of the most alarming consequences of the Administration’s funding and resettlement freeze is the situation facing Afghan allies who were evacuated to third countries with the promise of eventual resettlement in the United States. Many of these Afghans are former interpreters, civil society leaders, and their families, who now find themselves stranded without legal status and facing harassment, violence, and deportation.” 
    The Senators demanded answers regarding the refugee program suspension, refugees in the admissions pipeline, and current capacity of resettlement infrastructure.

    DAY OF REFLECTION ON THE 1994 GENOCIDE AGAINST THE TUTSI IN RWANDA
    Today, this is the International Day of Reflection on the 1994 Genocide against the Tutsi in Rwanda. At this morning’s event in the General Assembly to mark the Day, the Secretary-General said that this terrible period of Rwanda’s history reminds us that no society is immune from hate and horror. And as we reflect on how these crimes came about, we must also reflect on resonance in our own times.
    The Secretary-General added that we must stem the tide of hate speech and stop division and discontent that is mutating into violence.
    And he also issued a message on the day in which he urged all States to deliver on their commitments made in the Global Digital Compact to tackle online falsehoods and hate, to comply with their obligations under international humanitarian and human rights law, and to become parties to the Convention on the Prevention and Punishment of the Crime of Genocide.

    This morning the Security Council heard a briefing on the Heads of Military Components Conference, which is currently taking place in New York.
    Jean-Pierre Lacroix, the head of our peace operations department, said this annual gathering is an opportunity to reaffirm our shared commitment to peace and security through the critical work of United Nations peacekeeping.
    He was joined by two Force Commanders, Major General Aroldo Lázaro, Head of Mission and Force Commander of our peacekeeping mission in Lebanon -UNIFIL-, as well as Lieutenant General Ulisses de Mesquita Gomes, the Force Commander of the UN peacekeeping mission in the Democratic Republic of the Congo.

  • MIL-OSI Africa: SA advocates for linguistic equity in AI at G20

    South Africa has called on the Group of Twenty (G20) members to support initiatives that develop Artificial Intelligence (AI) in low-resource languages and share data and tools to make this possible.

    Addressing the Meeting of the G20 Digital Economy Working Group Task Force on AI, Minister of Communications and Digital Technologies, Solly Malatsi, said there were over 7 000 languages spoken in the world, yet most AI models and digital content is trained on a tiny fraction of these – predominantly English and a handful of others.

    “We know that AI is only as good as the data and algorithms it is built on and currently, both of these have serious gaps. One glaring gap is the linguistic and cultural diversity deficit in AI systems.

    “This linguistic inequity is not just a cultural loss; it’s a practical barrier that threatens to exclude billions from the AI-driven digital economy,” the Minister said on Monday in Gqeberha.

    He emphasised that AI must not only be looked at from a technology perspective, but from the standpoint of social impact. 

    “We must investigate how AI can help us achieve the Sustainable Development Goals. How can it improve healthcare, education, agriculture, and governance? Beyond language, ethical AI governance requires addressing issues of bias, transparency, and accountability. 

    “We have seen instances of AI algorithms that exhibit racial or gender bias in hiring, lending, or policing. These are systemic harms we have to root out. During our Task Force discussions, we must consider how G20 nations can share best practices on AI governance, including regulatory approaches and standards to ensure AI safety and trustworthiness,” Malatsi said.

    South Africa’s G20 Presidency has set inclusion and equity at the heart of the digital agenda.

    The G20 Presidency will focus on four key pillars that include bridging the digital divide with meaningful connectivity; building inclusive digital public infrastructure; nurturing innovation ecosystems for local development and championing ethical AI that respects diverse languages, cultures, and values.

    “We cannot allow a new form of digital inequality to take hold in our world. We need to unite our efforts, North and South, public and private, to invest in connectivity for all. This means mobilising financing for digital infrastructure, sharing innovations to lower costs, and collaborating on policies to make internet access affordable for the poorest,” the Minister said.

    The International Telecommunication Union indicates that roughly 2.9 billion people still don’t have internet access at all.

    “While most of these individuals live within range of mobile broadband networks, they remain offline due to multiple factors ranging from high data costs, lack of affordable smart devices and limited digital skills. Infrastructure alone is no longer enough; the real barriers are economic, educational, and linguistic. 

    “And they demand our immediate collective attention. The socio-economic benefits of closing the digital divide are enormous. We cannot allow a new form of digital inequality to take hold in our world,” he said.

    According to the Global System for Mobile Communications Association (GSMA), bringing the currently offline population onto the internet could add $3.5 trillion to the global economy by 2030, with 90% of the benefits flowing to developing countries. 

    “We propose that G20 members share strategies on supporting start-ups and micro, small and medium enterprises (MSMEs) – from startup financing initiatives to innovation hubs and tech parks, from simplifying regulatory burdens to providing mentorship networks. 

    “Let us commit to growing the digital innovation ecosystem in all our countries. As we discuss policy frameworks, we must also consider the idea of an innovation fund or facility to support digital entrepreneurship in underserved regions, an idea that has been floated with the notion of a possible global fund for AI and digital innovation. 

    “If we want a truly global digital economy, we must ensure that innovation knows no borders – that brilliant ideas from Africa, Asia, or Latin America can find the resources and support to grow,” Malatsi said. – SAnews.gov.za

  • MIL-OSI Security: Member of Lummi Nation charged federally with illegal firearms possession and killing protected bald eagles

    Seattle – A 38-year-old member of the Lummi Nation will appear in federal court this afternoon charged with illegal firearms possession and two violations of the Bald and Golden Eagle Protection Act, announced Acting U.S. Attorney Teal Luthy Miller. Joel David Ridley was arrested by Lummi Nation Police on February 23, 2025. Police responded to reports of gunshots and encountered Ridley with a dead eagle in his SUV. 

    According to the criminal complaint, a witness on the Lummi Reservation was walking his dog when he heard a gunshot. As he walked home, the witness heard a second shot and saw a person pick up an eagle from the ground.  As the witness was on the phone with police, he saw another eagle fall from a tree on his property. The eagle was badly injured. Police captured the surviving eagle and later transported it to the Humane Society.

    Shortly after meeting with the witness, police encountered an SUV in the area that matched the description provided by the reporting party. The vehicle quickly turned into a driveway. A records check revealed the vehicle belonged to Ridley. When police responded to the residence, they observed a dead eagle in the back seat of Ridley’s vehicle. Officers subsequently spoke with Ridley in the driveway and arrested him. 

    Police obtained a search warrant for Ridley’s vehicle. Inside, officers found a dead eagle and a .22 caliber Savage rifle concealed between the rear seats. Ridely is prohibited from possessing firearms due to a 2003 conviction for Assault in the First Degree in Whatcom County Superior Court.

    Both eagles were taken to the Washington State Humane Society in Bellingham and found to have suffered gunshot wounds. The surviving eagle was too injured to recover and was euthanized. Both eagles were judged to be juvenile bald eagles.

    While the Lummi Tribe is permitted to possess, distribute, and transport bald or golden eagles found dead within Indian Country, the permit does not authorize the taking of eagles by gunshot, poison, or trapping.

    Unlawful Possession of a Firearm is punishable by up to 15 years in prison and a $250,000 fine.  Violation of the Bald and Golden Eagle Protection Act is a misdemeanor punishable by up to one year in prison and a $100,000 fine.

    The charges contained in the criminal complaint are only allegations.  A person is presumed innocent unless and until he or she is proven guilty beyond a reasonable doubt in a court of law.

    The case is being investigated by the Lummi Nation Police Department and the FBI.

    The case is being prosecuted by Assistant United States Attorney Celia Lee. AUSA Lee serves as a Tribal Liaison for the U.S. Attorney’s Office, Western District of Washington.

  • MIL-OSI United Nations: Ceasefire Monitoring ‘Can No Longer Be Just about Being Present’, Senior Official Tells Security Council, Noting New Capabilities for Real-Time Observation

    Ahead of the ministerial meeting on peacekeeping that will be held this May in Berlin, speakers in the Security Council today both urged the importance of technological advances to ceasefire monitoring and acknowledged that such efforts alone will not create the sustainable peace that the United Nations seeks to achieve in conflict zones around the world.

    Jean-Pierre Lacroix, Under-Secretary-General for Peace Operations, recalled that peacekeeping was originally conceived as a means to monitor a ceasefire or truce.  “The original mandate of UN peacekeepers was to provide impartial observation, meticulous reporting and confidence-building support for the political processes aimed at resolving conflicts peacefully,” he said.  Then — as now — effective ceasefire monitoring depends on strict adherence to the core peacekeeping principles of consent, impartiality and non-use of force to ensure that peacekeepers are always perceived as credible, unbiased observers who can accurately record and report incidents.

    However, spotlighting the “increasingly dynamic” nature of today’s operating environment, he stressed that ceasefire monitoring “can no longer be just about being present”.  Rather, it necessitates rapidly understanding — and acting on — what is happening on the ground.  To that end, technological advances offer the ability to increase impact by deploying monitoring capabilities beyond traditional demilitarized zones.  “Such capabilities allow us to observe vast and complex landscapes in real time, overcoming the limitations of older methods that relied primarily on physical presence,” he observed.

    Continuing, he reported that the Action for Peacekeeping-Plus digital transformation strategy is designed to enhance UN missions by providing better tools to swiftly detect violations, effectively coordinate responses and maintain the trust of communities served.  However, future monitoring efforts will have to address hazards that extend beyond traditional physical domains, including influence operations, cyberattacks and other hybrid threats.  He added:  “While peacekeeping can be an integral part of a ceasefire-monitoring regime, the success of any ceasefire remains the sole responsibility of the parties.”

    Next to brief the Council was Aroldo Lázaro Sáenz, Head of Mission and Force Commander of the United Nations Interim Force in Lebanon (UNIFIL), who emphasized that monitoring the cessation of hostilities remains central to the Force’s mandate.  “This mission has taken on even greater importance following the hostilities of October 2023,” he stated, adding that a lasting ceasefire has long been hindered by differing interpretations of obligations under resolution 1701 (2006).  Achieving one, he noted, “may still take a long time”.

    Elaborating, he said this would potentially require an internal political process in Lebanon — particularly on sensitive issues, such as the military capabilities of Hizbullah and other non-State actors.  It would also demand a political track between Lebanon and Israel to resolve matters of sovereignty, territorial integrity and border demarcation.  Underlining the importance of Lebanon’s continued consent to the Force’s presence, he also voiced concern over growing disinformation and misinformation.  The Lebanese Government has a crucial role to play in fostering public understanding of UNIFIL’s role to prevent misperceptions, he stressed.

    Technology, he added, offers a valuable tool for modern peacekeeping.  For UNIFIL, it can enhance the safety and effectiveness of peacekeepers and address current surveillance gaps, such as detecting low-flying unmanned aerial vehicles or air strikes that evade radar.  Drones equipped with radar and cameras could help monitor wider areas for longer periods, providing real-time intelligence to troops on the ground and improving situational awareness, he observed.

    Ulisses de Mesquita Gomes, Force Commander of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), then provided an update on his operating environment.  MONUSCO possesses certain surveillance technologies — including unmanned aerial vehicles for aerial reconnaissance and ground-based radar systems for perimeter security — that have significantly reduced risks to Mission personnel and improved mandate delivery.  “These tools could equally be deployed towards ceasefire monitoring,” he said.

    He noted, however, that surveillance technology has also been used by armed groups, militia and criminal networks.  He reported:  “In recent months, we have observed the use of readily available drones for reconnaissance by armed groups and the exploitation of encrypted messaging apps for coordination and propaganda dissemination.”  To address this, MONUSCO has adapted its procurement and force-generation strategies to leverage the latest capabilities “within weeks and months, rather than years”, he said.

    Also underlining the importance of maintaining the long-term consent of host States and local populations, he said that MONUSCO and the Government of the Democratic Republic of the Congo have worked jointly to define the Mission’s priorities and objectives.  While the role of technology is important, he added that “the success of our Mission is not solely dependent on technology”.  He stressed:  “Effective ceasefire monitoring depends on the continued cooperation and consent of the host State and local populations.”

    In the ensuing discussion, many Council members pointed to the transformative potential of modern technology in the peacekeeping domain. The representative of Pakistan emphasized that advances in sensing technology — including drones and satellite imagery — can significantly enhance monitoring capabilities by providing “real-time, comprehensive situational awareness”.  Denmark’s representative said that enhancing peacekeepers’ capabilities — particularly through technology — would enable significantly greater coverage in operational areas often rendered inaccessible by adverse weather, challenging terrain or security risks.

    The representative of France, Council President for April, spoke in his national capacity to similarly state that missions must be equipped with modern technology to effectively implement their mandates. “They must have night-vision capabilities and the latest drone or fixed cameras,” he said, adding:  “This is not a secondary matter at all — it is very important because a force without the means is a diminished force.”

    For his part, Greece’s representative spotlighted the double-edged sword presented by advanced technology, a point echoed by others today.  On that, he observed that technology can be harnessed for peacekeeper training; logistical support; landmine detection, mapping and clearance; and tasks involving surveillance and monitoring.  Conversely, he said, “these technologies can also be misused to carry out malicious cyberattacks, to disseminate hate speech or to undermine populations’ trust in peacekeepers through disinformation campaigns”.

    The representative of Guyana, too, said that the proliferation of disinformation and misinformation can “exacerbate the gap between local perceptions and expectations about peacekeeping missions and the mission’s actual mandate and capabilities”.  She therefore urged the development of robust public-information strategies, spotlighting as an example the use of radio stations by certain missions to counter the spread of negative narratives.  The representative of the United Kingdom also voiced support for using technology to counter threats arising from misinformation and disinformation.

    In that vein, the representative of the United States rejected recent attacks on the credibility of UN peacekeeping missions — particularly those directed at MONUSCO by Rwandan officials and forces.  Such attacks undermine trust in ceasefire monitoring and “cast doubt on their impartiality”, he observed.  He added:  “The challenges we currently face in the Democratic Republic of the Congo and Lebanon underscore the necessity for UN peacekeeping to be more efficient, adaptable and focused on long-term solutions to achieve lasting peace.”

    “Combining technical tools with human expertise is essential for success,” stressed Slovenia’s representative.  She also underscored that effective, impartial and transparent monitoring — based on a clear and well-funded mandate — builds trust and maintains legitimacy.  As the UN explores the future of peacekeeping, the ability to support and monitor ceasefires must remain a core part of this endeavour.  She stressed, however, that “monitoring alone cannot bring peace”; without political solutions, “monitoring risks to become but a technical activity”.

    Others picked up this thread.  “The goal of ceasefire monitoring is to win time and space for political settlement,” said China’s representative, adding:  “Without a parallel political process, ceasefire monitoring may degenerate from a peace stabilizer to a conflict-freezing agent that will not help achieve the desired goal.”  The representative of Panama emphasized that peace operations must be complemented by a greater civil and political component.  Further, he stressed that this must be accompanied by investments in development, education, health, employment and economic reconstruction “in order to avoid relapses into social tensions that could rekindle conflicts”.

    Sierra Leone’s representative, noting the UN’s ability to create the space necessary for political processes to take root, joined others in spotlighting the importance of partnerships:  “Cooperation with host Governments is fundamental to building trust and achieving lasting peace.”  The representative of the Republic of Korea, similarly, pointed to host country consent in the context of technology:  “Closer coordination with host States, emphasizing the mutual benefits of these innovations, can help foster understanding and garner support.”  The representative of Somalia added:  “We emphasize strong collaboration with regional organizations, technological providers, academic institutions and civil society organizations.”

    Along these lines, the representative of the Russian Federation said that her country is prepared to discuss the possibility of including MONUSCO in the monitoring of an eventual ceasefire — so long as there is a request to this end from subregional organizations.  On UNIFIL, she observed that, if the Force was not present, “the Security Council, for example, would not have heard that — since the ceasefire — there have been 50 more shellings coming from Israel, rather than those coming from the north of the Blue Line”.

    Algeria’s representative, going further, recalled that the Council has often been briefed on flagrant violations of ceasefires by the missions tasked with monitoring them.  “However, the reporting of these violations is usually followed by a concerning inaction to hold the perpetrators accountable,” he said.  He added:  “This is clearly a matter of accountability — and without accountability, serious questions would naturally be raised about the credibility of mandated UN operations on the ground and about the credibility of this Council.”

         Education is the key to nurturing talent. The Government attaches great importance to education and has all been investing heavily in education. The Government’s expenditure on education is $112.4 billion in 2025-26, accounting for about 13.7 per cent of the total government expenditure. It includes $102.9 billion of recurrent education expenditure, around 17.5 per cent of the total government recurrent expenditure, taking up a significant share of the overall government expenditure. In line with the strategy of invigorating the country through science and education, we remain committed to education, striving to promote high-quality education and develop Hong Kong into an international hub for high-calibre talents.
     
         To enhance the quality of education, we will continue to implement new measures in 2025-26 to create new impetus for high-quality development of Hong Kong’s economy. The new measures include –
     
         To support post-secondary, and vocational and professional education and training, we will launch a new round of the Research Matching Grant Scheme totalling $1.5 billion to attract more organisations to support research endeavours of institutions, increase the quota of the Hong Kong PhD Fellowship Scheme to 400 places per year, set up the Hong Kong Future Talents Scholarship Scheme for Advanced Studies to offer scholarships to up to 1 200 local students pursuing designated taught postgraduate programmes each academic year, and endeavour to develop Hong Kong into an international post-secondary education hub and to build the “Study in Hong Kong” brand.
     
         To support the development of the self-financing sector, we have introduced a bill to amend the Post Secondary Colleges Ordinance (Cap. 320) into the Legislative Council for scrutiny, with a view to further enhancing the governance and competitiveness of self-financing post-secondary institutions. At the same time, we will gradually increase the admission quota for Mainland, Macao and Taiwan students for self-financing post-secondary institutions with the approval to admit Mainland students to degree programmes to 40 per cent, and to implement the new round of the Land Grant Scheme and the Start-up Loan Scheme, so as to promote the accelerated expansion of capacity and enhancement of quality of the self-financing post-secondary education sector.
     
         For primary and secondary education, we will continue to enhance the quality of teaching, promote national education, national security education and patriotic education, adopting all-round, comprehensive, cross-key stage and interdisciplinary approaches to support schools to integrate national education into daily learning and teaching and strengthen students’ affection for and sense of belonging to the country. At the same time, funds are earmarked under the Language Fund for establishing two grants to enhance the effective use of English and Putonghua among students. Additionally, the “Pilot Scheme on Other Languages for Junior Secondary Students”, supported by the Quality Education Fund, will support junior secondary students to learn other languages, further harnessing the distinctive advantages of enjoying strong support of the Motherland and being closely connected to the world. We have also launched the “AI for Science Education” Funding Programme to promote pedagogical innovation and the use of AI (Artificial Intelligence)-assisted teaching in Junior Secondary Science.
     
         In order to foster mental health of students, teachers and parents in a more holistic manner, we have launched the 4Rs Mental Health Charter in 2024, extending the Three-Tier School‑based Emergency Mechanism and implementing enhanced measures with a view to strengthening the support of students with high risks. For special education, we will replace the Personal Care Worker Grant with the Personal Care Enhancement Grant for Boarders to provide flexibility to relevant special schools in providing personal care services for boarders.
     
         To enhance the effective use of public resources, the Education Bureau (EDB) will optimise and consolidate the use of education resources as appropriate, without affecting the quality of education and the teaching profession, and streamline procedures to improve efficiency. The key measures to be implemented in the 2025-26 financial year include –
     
         The recurrent funding of University Grants Committee (UGC)-funded universities and Vocational Training Council will be reduced by two per cent in each of the coming three academic and financial years respectively (in line with the Government’s reduction in operating expenditure). In addition, UGC-funded universities will return a total of $4 billion of its General and Development Reserve Fund balance to the Government on a one-off basis. We believe that universities will make effective use of valuable public resources to preserve the quality and standard of teaching and research, and at the same time seize the opportunity of building our nation into a leading country in education and strive to develop Hong Kong into an international post-secondary education hub.
     
         We will also adjust the general subvention for publicly-funded schools and kindergartens by about two per cent, consolidate some grants and adjust the disbursement arrangements. We will set up a task force to revamp and consolidate various grants to schools in innovative ways, such as disbursing grants to schools in the form of a block grant, so that schools may utilise the resources more flexibly based on their development needs and priorities.
     
         In support of the Government’s Productivity Enhancement Programme, we reduced our recurrent expenditure by one per cent (about $1 billion) and an additional $1.5 billion (totalling $2.5 billion) in 2024-25. Such savings were wholly achieved by the EDB internally, with no reduction in funding/subvention to schools and subvented organisations (including UGC-funded universities), nor subsidies for students/parents. In the 2025-26 financial year, we will continue to support the Productivity Enhancement Programme by further reducing our recurrent expenditure by two per cent and an additional $4 billion at the same time (totalling $6.2 billion). The EDB is determined to ride out the difficult times hand in hand with the education sector.
     
         In line with the targeted poverty alleviation strategy of the current-term government and to enhance the effective use of public resources, we will adapt to evolving circumstances and abolish the non-means-tested $2,500 student grant from the 2025/26 school year. For students from families with financial difficulties, we will provide them with a safety net and appropriate assistance through various means/asset-tested financial assistance measures, including Kindergarten and Child Care Centre Fee Remission Scheme, Grant for School-related Expenses for Kindergarten Students, School Textbook Assistance Scheme, Student Travel Subsidy Scheme, Subsidy Scheme for Internet Access Charges, School-based After-school Learning and Support Programmes and Free Lunch at Schools etc., to ensure that all students have equal opportunities to receive quality education without being affected by financial difficulties.
     
         In the coming year, we will continue to adopt an innovative approach to consolidate and optimise the use of education resources, and to enhance teaching effectiveness. Building on Hong Kong’s unique status and advantages under “one country, two systems”, we will pave way for accelerated education development from a holistic and long‑term perspective, and nurture our younger generation to become virtuous and knowledgeable lifelong learners who love the country and the city and are ready for future challenges and opportunities.
