    A study conducted by Maryland Department of Natural Resources Biologist Dr. Joseph Love illuminates one of the biological factors that could be contributing to Chesapeake Channa’s efficient spread through Maryland’s waters.

    The study, published in the July 2024 edition of Northeastern Naturalist, found that the majority of female Chesapeake Channa, also known as northern snakehead, collected from the upper Chesapeake Bay carried eggs in two distinct sizes, suggesting those fish could spawn twice a year.

    In 2002, Chesapeake Channa adults were released to a pond in Crofton, Maryland, thousands of miles from their native habitat in East Asia. The fish were thought to be eliminated, but additional illegal introductions of the species in Maryland occurred. In the following decades, their range expanded to an average of three new Chesapeake Bay waterways per year, according to a study by Love and Newhard in 2018. Today, this invasive species is established in all tidal and many non-tidal subwatersheds in Maryland. 

    Chesapeake Channa are prolific invasive predators, well adapted to spread in new environments, yet their reproductive traits have not been well studied. What separates an invasive species from a non-native species is its ability to flourish in the ecosystem to which it has been introduced and its aptitude to cause damage to native inhabitants in the process.

    “It is important to document life history traits of a species in different habitats because we know there is plasticity in the traits of fishes based on the environment,” said Love. “This study fills a gap in what we know about Chesapeake Channa reproduction in the upper Chesapeake Bay.”

    Biologists collected fish at Conowingo Dam from April to June 2021 and 2022. A fish lift at the dam assists migrating fish species, such as American shad, during their spawning run. It transports them above the dam into the upper Susquehanna River and their traditional spawning areas. Chesapeake Channa are also known to travel upstream in search of nesting grounds at this time and when they enter the fish lift, technicians remove them to stall the expansion of their range further up the river.

    Love weighed and measured 56 female Chesapeake Channa specimens before dissecting them to examine the quantity and size of the eggs stored in their ovaries. He used digital photos and computer software to measure the diameter of the eggs.

    The photos confirmed that the average number of eggs, known as fecundity, increased with the size (mass) of the female. The fish held an average of  63,569 eggs. For every additional gram of mass of the female’s body, they averaged 27 more eggs in their ovaries. Most significantly, more than half of the ovaries held a group of eggs in a distinctly smaller size.

    Dr. Love examined eggs from an additional July collection of fish to supplement the findings from the peak of the spawning season. The female fish in that collection had fewer eggs at larger sizes, which supports the theory that they can partially spawn in the spring and holdover eggs that continue to mature for spawning in late summer or fall.

    Chesapeake Channa are such an effective invasive fish because they have biological and behavioral traits such as broader water temperature tolerance, aggressive predatory behavior, high egg production, and parental guardianship. Those traits and this new evidence of multiple spawns underscore why they have become an environmental nuisance in Maryland and other parts of the United States. 

    Fisheries managers consider a species’ biology when they create strategies to control nuisance fish. The author suggests that it is crucial to focus Chesapeake Channa harvesting efforts on the largest fish in the period before they spawn.

    Fishing for Chesapeake Channa has become popular in Maryland and helps the state manage the population. They are also considered excellent table fare. There is no season or limit for harvesting, and Maryland DNR has many resources available on its website for anglers interested in targeting Chesapeake Channa.

Clusters act as a networking hub for small businesses, convening several resources to help navigate the funding, procurement, and supply-chain opportunities in a specific industry. They also assist businesses in matching cutting-edge technology to industry needs and increase the number of innovative small businesses and entrepreneurs in the nation’s supply chain.

    ATLANTA – The U.S. Small Business Administration (SBA) announced today that it will open a  Disaster Loan Outreach Center (DLOC) in North Carolina on Friday, Oct. 4, at the District Office of the U.S. Small Business Administration located in Charlotte.  The Center will provide an avenue for businesses and individuals who temporarily moved out of harm’s way a place to apply for low-cost financial assistance for their recovery.  

    “The DLOC is one of most powerful resources at SBA’s disposal to meet survivors where they are and support their recovery efforts,” said “Francisco Sánchez, Jr., associate administrator for the Office of Disaster Recovery and Resilience at the Small Business Administration. “Residents and business owners can meet face-to-face with our specialists to apply for SBA disaster loans and get information on the full breadth of programs we offer to help guide them through their recovery.”

The SBA disaster loan program is designed for your long-term recovery, to make you whole and get you back to your pre-disaster condition.  Do not wait on the decision for a FEMA grant; apply online and receive additional disaster assistance information at sba.gov/disaster.

  • MIL-OSI Asia-Pac: New artificial synaptic chip mimicking biological synapses to transform information technology

    Scientists have created an artificial synaptic device that emulates the behaviour of biological synapses to transform information technology through more efficient computing models.

    They have used two-dimensional electron gas in oxide heterostructures for integrating architecture inspired by the biological brain, also called neuromorphic architecture and logic operations on a single chip.

    Modern computers inherently segregate memory and computation into independent physical units based on ’von Neumann computing’– a system which is like a set of instructions that tells the computer how to handle information and perform tasks. This requires separate units for reading and executing complex operations, and then returning the results to memory, which slows computing. This can create a “bottleneck,”. Especially if the computer needs to handle a lot of instructions and data at the same time, it can get slowed down because everything has to travel along the same path.

    On the other hand, a human brain is a sophisticated, dynamic, reconfigurable system with direct memory access, with neurons conducting the computational operations. Neuromorphic electronics, inspired by the intricate workings of the biological brain, offer the potential to transform information technology through more efficient computing models.

    Scientists at the Institute of Nano Science and Technology (INST), Mohali (Punjab), an autonomous institution of the Department of Science and Technology (DST), Government of India used a new approach that follows the working principal of human brains to overcome the challenges of ’von Neumann computing’.

    They utilized the two-dimensional electron gas (2DEG) within the EuO-KTaO3 (KTO) oxide heterostructure to develop a chip which exhibited neuromorphic properties as well as showed a large change in resistivity known as resistive switching behaviour.

    Current is generated at EuO-KTaO3 interface due to shining of light and this persists even after the light is turned off (demonstrating high persistent photoconductivity) resulting in optoelectronic properties necessary for replicating cognitive functions such as sensory perception, learning, and memory.

    The developed chip not only mimics the short- and long-term plasticity observed in biological synapses but also performs logic gate operations, significantly enhancing its versatility and potential for integration in advanced neuromorphic systems.

    Supported by the DST’s Nanomission, and CSIRin the form of a sophisticated, custom-made instrument called a combinatorial pulsed laser deposition setup, Prof. Suvankar Chakraverty Professor at INST, Mohali (Punjab), haveproduced 2DEG at the interface composed of chemicals EuO and KTaO3acting as artificial synaptic device showing neuromorphic properties.The researchwas published in the journal ‘Applied Physics Letter’.

    Neuromorphic design in oxide interfaces can facilitate more energy-efficient and quicker information processing, enhanced AI capabilities, and improved device miniaturisation. These systems may learn and change with time, resulting in more personalized and responsive technology. Furthermore, their resilience and fault tolerance make them perfect for important applications that will ultimately improve everyday life, including healthcare, education, and environmental sustainability.

    In recent times, citizens are receiving many fraudulent calls, often disguised as originating from Indian mobile numbers. These calls are in fact manipulated by cyber-criminals operating from abroad. These criminals exploit the Calling Line Identity (CLI) to mask the actual origin of the calls, which has led to a spate of incidents involving threats of mobile number disconnection, fake digital arrests, and even impersonation of government officials or law enforcement agencies. Recent cases have included false accusations involving drugs, narcotics, and sex rackets, further intensifying public concern.

    In response to this growing threat, the Department of Telecommunications (DoT), in collaboration with Telecom Service Providers (TSPs), has introduced an advanced system designed to identify and block incoming international spoofed calls before they can reach Indian telecom subscribers. This system is being deployed in two phases: first, at the TSP level, to prevent calls spoofed with phone numbers of their own subscribers; and second, at a central level, to stop calls spoofed with the numbers of subscribers from other TSPs.

    As of now, all four TSPs have successfully implemented the system. About one third of total spoofed calls at 4.5 million spoofed calls are being stopped from entering the Indian telecom network. The next phase, involving a centralized system that will eliminate the remaining spoofed calls across all TSPs, is expected to be commissioned shortly.

    Fraudsters, however, continue to adapt and devise new methods to deceive the public. DoT is taking timely measures to protect telecom users as these new ways are reported. In the age of rapidly evolving technology, the DoT has taken multiple measures to make the telecom eco-systems safer and secure. However, even with these robust safeguards, there may still be instances where fraudsters succeed through other means.

    In such cases, DoT encourages citizens to proactively report suspected fraud communications to help DoT in identification and prevention of misuse of telecom resources for cyber-crime, financial frauds. It will also help in safeguarding citizens from impersonation, exploitation, and enabling proactive action against potential threats.

    Citizen can report such calls at Chakshu facility available on the Sanchar Saathi platform (https://sancharsaathi.gov.in/)  by providing details about suspected fraud calls, SMS, and WhatsApp messages including screenshot, medium of receipt, category of intended fraud, date and time of receiving such communication. An OTP based verification will be carried out.

    The Chakshu facility is a significant step towards safeguarding citizens from cyber fraud. By providing a streamlined process for reporting suspicious activities, it helps in the early detection and prevention of potential frauds, thereby protecting users from financial and personal losses

    In addition, the Government has taken various measures for preventing misuse of telecom resources including:

    i.          Department of Telecommunications (DoT) has rolled out Digital Intelligence Unit (DIU) project with objective to devise systems to curb misuse of telecom resources for cybercrime and financial frauds.

    ii.         Sanchar Saathi portal: DoT has developed a citizen centric Sanchar Saathi portal (www.sancharsaathi.gov.in) providing various facilities for reporting of cases related to misuse of telecom resources which are as under:

    a.     to report suspected fraud communications and Unsolicited Commercial Communication (UCC);

    b.     to know the mobile connections issued in their name and report the mobile connections for disconnection which are either not required or not taken by them;

    c.     to report the stolen / lost mobile handset for blocking and tracing;

    d.    to check the genuineness of mobile handset while buying a new/old device;

    e.     to report the incoming international calls received with Indian telephone number as calling line identification.

    iii.        Digital Intelligence Platform: DoT has launched an online secure Digital Intelligence Platform (DIP) for sharing of information related to misuse of telecom resources among the stakeholders for prevention of cyber-crime and financial frauds. At present DoT field units, all Telecom Service Providers (TSPs), MHA, 460 banks and financial institutions, 33 States/UTs police, central agencies and other stakeholders have on-boarded this platform. This platform, inter-alia, hosts the list of disconnected mobile connections on near real time basis along with the reasons for disconnections enabling the stakeholders to take appropriate action including to disengage the associated services linked with these mobile numbers.

    iv.        DoT using AI based tools has identified the mobile connections taken on fake / forged documents or taken exceeding the prescribed limits for an individual. Such mobile connections along with telecom resources and mobile handsets used in fraudulent activities are being weeded out from the telecom ecosystem.

    Following are the outcomes, as on date in brief, of the actions taken by DoT:

    a.  Disconnected 1.77 crore mobile connections taken on fake/forged documents.

    b.  Targeted action of disconnection of 33.48 lakh mobile connections and blocking of 49,930 mobile handsets used by cyber criminals in cyber-crime hotspots/districts of the country.

    c.  77.61 lakh mobile connections exceeding the prescribed limits for an individual have been disconnected.

    d.  Pan India blocking of 2.29 lakh mobile phones involved in cyber-crime or fraudulent activities.

    e.  About 12.02 lakh out of 21.03 lakh reported stolen/lost mobile phones have been traced.

    f.   Disconnected about 20,000 entities, 32,000 SMS headers and 2 lakh SMS templates involved in sending malicious SMSs.

    g.  About 11 lakhs accounts have been frozen by the banks and payments wallets which were linked to disconnected mobile connections taken on fake / forged documents.

    h.  About 11 lakhs WhatsApp profiles/accounts have been disengaged by WhatsApp which were linked to disconnected mobile connections taken on fake / forged documents

    i.   71,000 Point of Sale (SIM Agents) have been blacklisted. 365 FIRs have been registered in multiple States/UTs.

    In a landmark agreement to promote sustainable energy within India’s healthcare and research sector, aligning with the Hon’ble Prime Minister’s vision of “Atmanirbhar Bharat” (self-reliant India) and a cleaner, greener future, the Indian Council of Medical Research (ICMR) signed a Memorandum of Understanding (MoU) with NTPC Vidyut Vyapar Nigam (NVVN). The partnership is aimed at harnessing solar power for ICMR institutes across the country, supporting India’s push towards renewable energy and sustainability.

    Under this agreement, NVVN will supply, install, test, commission, and maintain rooftop solar panels at 15 ICMR institutes with a combined capacity of 4,559 KW. The project also includes a Power Purchase Agreement (PPA) for grid-connected solar projects, offering a fixed solar tariff for the next 25 years, ensuring long-term cost efficiency and sustainability for ICMR’s operations.

    Seven institutes are already benefitting from solar power under earlier projects, and the MoU with NVVN will extend solarization efforts to additional facilities, significantly reducing ICMR’s carbon footprint and energy expenditure.

    This partnership effectively advances India’s national renewable energy goals, fostering a sustainable future in healthcare research, and positioning ICMR as a leader in green energy adoption within the biomedical field.

    A prototype of a road safety sensor that can be implanted at high-risk turning points where accidents are frequent, has been developed from a new polymer nanocomposite with pressure sensing and energy harvesting properties.

    Scientists are constantly trying to develop new materials for self-powered energy generating and pressure sensing devices and using them for several applications. Flexible, portable, long-lasting, and wearable sensors and energy harvesting devices can play an essential part in today’s artificial intelligence era. Polymers and nanoparticles serve critical roles in today’s flexible electronic systems.

    Researchers from Centre for Nano and Soft matter Sciences (CeNS), Bengluru have developed a polymer nanocomposite for pressure sensing and energy harvesting applications and used it to invent a prototype of a road safety sensor.

    The prototype may be implanted in the movable ramp and secured to the road just 100 meters before acute and fatal turning points. Thus, any vehicle approaching from the opposite side will see the signal on a screen and be alerted. This prototype works on the principle of piezoelectric effect so it can generate energy that can be stored and used further to power electronic gadgets as well.  

    The novel polymer nanocomposite, from which the prototype has been crafted, has been made of transition metal dichalcogenide.

    The scientists, Shri Ankur Verma, Dr. Arjun Hari Madhu, Dr. Subash Cherumannil Karumuthil synthesized vanadium disulfide (VS2) with a very high surface charge which has the capacity of improving the piezoelectric characteristics of polymers. Polymer nanocomposite films were prepared by integrating these nanoparticles at various concentrations into a well-known piezoelectric polymer, poly (vinylidene difluoride) (PVDF).

    Further they investigated how the surface charge of nanoparticles will affect the piezoelectric properties of polymer nanocomposite.  In addition, a laboratory-scale demonstration of a road safety sensor and smart door was established, with the prototype as a pressure sensor.

    This study demonstrates that PVDF-VS2nanocomposites will provide significant value to flexible, long-term energy generating and pressure sensing applications. This work was recently published in the Journal of Material Chemistry A and an Indian patent application filed.

    This study is part of an ongoing project Materials for self powered energy generating and pressure sensing devices” funded by Department of Science and Technology under INSPIRE –faculty fellowship programme.

    The Special Campaign 4.0 launched by the Government, with Department of Administrative Reforms & Public Grievances as the nodal department, has gained significant momentum in its preparatory phase. The Special Campaign 4.0 will be entering the Implementation Phase from 2nd October to 31st October 2024, preceded by Preparatory Phase from 16th September 2024 to 30th September, 2024.

    During the preparatory phase, Department of Science and Technology (DST) has identified pending VIP references, Public Grievances, Parliamentary Assurances. The list of offices for Swachhata Campaign has also been identified and the volume of electronic/ automobile/ office scrap to be disposed has also been assessed in its Headquarters as well as in Subordinate Offices and Autonomous Bodies. Plans have been finalized for freeing up of office spaces by way of digitization of documents and weeding of records.

    DST has successfully uploaded the targets for the Preparatory phase of the Campaign on the Special Campaign 4.0 web portal. DST along with its AIs and Subordinate offices has identified 257 cleanliness campaign sites; 26496 physical and 383 e-files for review; 42 pending public grievances and 8 appeals for disposal.

    In addition to above, various large scale awareness generation and campaign advocacy programme have been planned during implementation phase through PIB statements, and various platforms of social media.

    The Union Minister for Women and Child Development, Smt. Annpurna Devi, visited the new office premises of the Central Adoption Resource Authority (CARA). The Minister’s presence underscored the government’s commitment to enhancing the infrastructure and efficiency of CARA as it continues to serve the needs of children across the country.

    As part of the Swacchata Hi Seva 2024 campaign, a dedicated effort was made to clean one acre of the CARA office premises. The initiative reflects government’s vision for a cleaner and greener India, encouraging community involvement and awareness around sanitation and environmental conservation. Around 1 ton waste was removed from the premises during this cleanliness drive. 

    The program ended with a vibrant plantation drive, where 7 different kinds of saplings were planted, symbolizing hope and growth. Officers from Ministry and CARA actively facilitated the Minister throughout the event, demonstrating their commitment to the cause. Among those in attendance were Shri Anil Malik, Secretary, Ministry of Women and Child Development along with other senior officers. Following this, the Minister met CARA’s senior officials for a review discussion.

    Union Home Minister and Minister of Cooperation Shri Amit Shah today inaugurated the Hiramani Arogyadham Day-Care Hospital in Gandhinagar, Gujarat. On this occasion, several dignitaries, including Gujarat Chief Minister Shri Bhupendra Patel, were present.

    In his address, Shri Amit Shah said that the then Chief Minister of Gujarat, and now the Prime Minister of the country, Shri Narendra Modi, made numerous efforts to improve healthcare facilities in Gujarat and make them accessible to the public. He mentioned that Shri Narhari Amin has consistently worked to serve society and solve problems. Shri Shah highlighted that Narhari Ji established infrastructure for athletes across Gujarat through the state’s cricket association. Moreover, through schools, he has made significant efforts to provide quality education to around 4,000 children and contribute to their overall development. Shri Shah further noted that after establishing old age homes and the Annapurna Trust, Narhari Ji has now built this Hiramani Arogyadham in memory of his parents, which is truly commendable.

    Union Home Minister said that modern lifestyles, fast-paced lives, pollution, and other factors that lead to various diseases affecting our bodies, requiring long-term treatment. He mentioned that these ailments often need multiple therapies, dialysis, physiotherapy, and other treatments to reduce the suffering caused by the diseases. Shri Shah pointed out that such treatments are usually very expensive and are less accessible to the poor, middle class, and people in rural areas. Keeping these challenges in mind, Shri Narhari Ji has built the Hiramani Arogyadham, which was inaugurated today. Shri Shah highlighted that Narhari Ji has taken a holistic approach to address people’s health concerns.

    Shri Amit Shah said that Prime Minister Shri Narendra Modi launched the Swachh Bharat Mission keeping public’s health in mind, helping people avoid many diseases caused by unhygienic conditions. He further mentioned that after this, the government ensured access to clean drinking water in every household, which helped prevent waterborne diseases. Following that, toilets were built in every home, and International Yoga Day was introduced to make regular exercise a part of people’s daily routine. Shri Shah added that through the Pradhan Mantri Ayushman Card, PM Modi has provided comprehensive healthcare coverage of up to five lakh rupees to millions of people, freeing them from the burden of expensive treatments.

    Union Home Minister stated that while a plan can be formulated by the government, comprehensive healthcare is not possible without adequate infrastructure. He mentioned that to address this, Prime Minister Narendra Modi initiated the construction of health infrastructure across the country. Shri Shah noted that the Modi government has set a target to increase the number of medical seats by 75,000 in the next 10 years. He also highlighted that the government has established a mechanism to provide generic medicines to relieve people from the burden of expensive drugs, allowing them to access medicines at about 10 to 30 percent lower prices compared to the market.

    Shri Amit Shah stated that the entire healthcare setup is built by integrating approximately 37 different schemes. He mentioned that by combining these 37 various initiatives, an effort has been made to address the health concerns of the country’s 1.4 billion people. Shri Shah emphasized that This is a prime example of creating plans with sensitivity and foresight to alleviate the suffering of the people.

    Union Home Minister stated that if facilities for daily treatments for chronic illnesses, such as dialysis and physiotherapy, are available nearby and at affordable rates, then poor people can benefit from them. He mentioned that at Hiramani Arogyadham, therapies, dialysis, and physiotherapy for various ailments have been made available for the general public at affordable rates.

    Union Minister Announces ₹35 Crore Grant for Upgradation of RPF Zonal Training Centres with Focus on Women Personnel

    Shri Ashwini Vaishnaw, Union Minister for Railways, Information & Broadcasting and Electronics & Information Technology, today graced the 40th Raising Day Parade of the Railway Protection Force (RPF) as the Chief Guest at the RPF Zonal Training Centre, Nashik. During the event, the Union Minister felicitated 33 RPF personnel who were awarded the prestigious Police Medals for Meritorious Service and Jeevan Raksha Medals for their courageous efforts in saving passengers’ lives during 2023 and 2024. These awards reflect the exemplary service of the RPF in safeguarding the nation’s railway network and are set to inspire other members of the force to continue their dedicated efforts with renewed vigour.

    The Minister lauded the Railway Protection Force (RPF) for its proactive adoption of modern technology in enhancing security measures. He assured that the RPF will be equipped with advanced protective gear, including bulletproof jackets and improved helmets, to ensure the safety and efficiency of its personnel. Furthermore, the Minister announced a grant of ₹35 crores for the upgradation and modernization of Zonal Training Centres of the RPF, with a special focus on facilities for women personnel. An additional grant of ₹5.5 crore was sanctioned for the Zonal Training Centre for the RPF Dog Squad in Tamil Nadu, aimed at strengthening the specialized training infrastructure.

    The Union Minister also took the ceremonial salute during the RPF parade, marking a significant display of discipline and commitment. As part of the event, Shri Vaishnaw launched the Hindi edition of the ‘Sangyaan’ mobile application, which enhances communication within the force. He further released Hindi versions of reference books on three newly enacted criminal laws, aimed at strengthening the legal knowledge of RPF personnel.

    Addressing the gathering, Shri Vaishnaw expressed gratitude to Shri Narendra Modi, Prime Minister who has been a guiding and inspiring force in the massive transformation of Indian Railways which is taking shape. He said 5300 km of new rail lines have been laid last year and in the last 10 years, 31,000 km of new rail lines have been laid. He further added that 40,000 km have been electrified during the past 10 years, which is double than what has been done in the past 60 years.

    He further said that Indian Railways aims to provide good, comfortable, fast and affordable travel through new age trains like Vande Bharat and Amrit Bharat trains along with modern facilities like Kavach for safer travel experience for all the people of the country. He also stated that about 12,500 General Class coaches are being manufactured presently for convenience of the people.

    Shri Manoj Yadava, Director General RPF, Shri Dharam Veer Meena, General Manager, Central Railway, Divisional Railway Manager, Bhusaval Division and other Senior Officers from Headquarters and Division of Central Railway were present at the event of 40th Raising Day Parade.

    The RPF Raising Day Parade is celebrated by the RPF members and their families. It is a day to reaffirm their commitment to the public good and share their happiness. The RPF is not only entrusted with the responsibility of security of railway property but also of passengers and passenger areas. It has emerged as a force with compassion as it has been helping women, children, sick, elderly, differently abled and others in need of care and protection coming in contact with railways. The force has been working round the clock for providing safe, secure and comfortable travel experience to Railway passengers. It has become a crucial stakeholder in the national security grid by playing an important role in transport security, taking preventive action against acts of terror, fighting crime including Human Trafficking and smuggling, helping police and other Law Enforcement Agencies in detection of crime, aiding in maintenance of law & order, providing bandobasht during National and State elections among others.

    The Railway Protection Force has dedicated itself to the service of the nation and its citizens with utmost dedication, sincerity and hard work to realise the objective of “Sewa Hi Sankalp” leaving no stone unturned in working towards their motto- “Yasho Labhaswa” or “Attain Glory”.

    Under Kamalanomics, Americans are getting left behind as American manufacturing is stifled. The failed economic policies of the Biden-Harris Administration have crippled a once booming economy left by President Trump. Despite attempts to cover up their failures, the American people are smart and know Kamala Harris and Joe Biden created today’s economic crisis. 
     
    The Bureau of Labor Statistics (BLS) September jobs report once again exposes the harsh reality of Kamalanomics. Just in the last two months, America has lost at least 34,000 manufacturing jobs as the failed economic policies of Kamala Harris have disincentivized the growth of America’s job market, manufacturing, and economy. 
     
    KEY POINTS FROM THE JOBS REPORT: 

    • In September, the unemployment rate remained high, at 4.1%.
    • Over the past 12 months, 825,000 native-born Americans lost employment, while 1.2 million foreign-born workers found jobs.
    • There are over 6.8 million Americans who are unemployed which is up from a year ago at 6.3 million.
      • The labor force participation rate remains well below pre-pandemic levels. 
    • In September, the labor force participation rates decreased for the following demographics:
      • Women, 16 years and over.
      • White women, 20 years and over.
      • Black or African American women, 20 years and over.
      • Asian Americans. 
      • Hispanic or Latino Americans.
      • Hispanic or Latino men, 20 years and over.
      • Hispanic or Latino women, 20 years and over.
    • Since July of 2023 versus July of 2024, there has been a net zero job growth. 
    • In August, it was announced that 818,000 jobs that the Harris-Biden Administration claimed to have created aren’t there.
      • The BLS revised down its total tally of jobs created from March 2023 through March 2024 by 818,000.
      • This included 115,000 manufacturing jobs. 
      • The revision is the largest in 15 years. 
      • In addition to these revisions, the August jobs report revealed the employment in June and July combined is 86,000 lower than previously reported.
    • The Biden-Harris Administration deserves no credit for economic growth. 
      • Republican-led states are leading the way creating jobs and leading economic growth.
      • The latest state jobs report shows that 16 of the top 20 states for  jobs recovered since the coronavirus pandemic began are led by Republican governors, and 16 of the states have Republican-controlled legislatures. 

    KAMALANOMICS BY THE NUMBERS: 

    • Nearly half of Americans consider themselves “broke.” 
    • Two-thirds of Americans report living paycheck-to-paycheck.
    • Americans need a six-figure salary to afford a typical home in nearly half of U.S. states
    • Inflation is a tax on ALL Americans. 
    • When Joe Biden and Kamala Harris took office, inflation was at just 1.4%.
    • Since Biden and Harris took office, inflation has risen by 20.3%.
    • Americans are paying more for just about everything because of inflation since Biden and Harris took office: 
    • Americans are spending $13,200 more annually to buy the basics because of Kamalaflation, compared to three years ago.
    • Real wages remain lower than when Biden-Harris first took office.
    • Inflation-adjusted average weekly earnings were $397.90 when Biden-Harris took office and are now $384.47 – the Bureau of Labor Statistics adjusts to 1982-1984 dollars – meaning Americans have seen a 3.4% decrease under Biden-Harris.
    • Kamalaflation outpaced wages for a majority of Biden’s presidency – both year-over-year real average hourly earnings and real average weekly earnings were negative for 25 months.
    • Interest rates have remained at a 23-year high.

    SHENZHEN, Oct. 4 — The Guangdong-Hong Kong-Macao Greater Bay Area (GBA) is being closely-knit by a growingly extensive, interconnected transportation network, poised to become one of China’s largest cross-city rail transit systems.

    Spanning 56,000 square km with a total economic output of over 14 trillion yuan (around 2 trillion U.S. dollars) in 2023, the area encompasses the Hong Kong and Macao special administrative regions, along with nine cities in south China’s Guangdong Province.

    Since May, two new intercity rail lines have joined the existing network. Its integrated infrastructure, ticketing, security and information systems allow passengers to travel seamlessly across Guangzhou, Foshan, Dongguan, Zhaoqing and Huizhou in the GBA with a single ticket.

    The nine cities of Guangdong in the GBA see an average of over 6 million daily intercity trips. The intercity rail network has greatly streamlined business travel, tourism and commuting.

    “Compared to a grueling five-hour drive in the past, my daily commute now takes me just over two hours through the intercity transit network,” said a passenger surnamed Xie who works in Guangzhou and lives about 70 km away in Foshan.

    “The transit is quick and comfortable. It feels like I’m commuting within a single city,” Xie added, noting that the convenience of intercity travel makes it easy to meet and hang out with friends across all five cities.

    Experts believe that a bustling, punctual metro system can reduce travel times and transportation costs. Hence, it is logical to develop an extensive cross-city rail transit system to accommodate the high commuter traffic generated by the GBA’s integration.

    China aims to develop the GBA into a world-class city cluster, a global technology and innovation center, a livable, business-friendly location, an exchange hub for the culture of the East and the West and a world-class tourism destination.

    Experts believe that the GBA’s integration is crucial for harnessing regional industrial strengths, driving collaborative development, optimizing the industrial landscape and aligning with the global value chain.

    According to Hu Gang, a professor at Guangzhou-based Jinan University, the intercity line connecting five cities stimulates vitality and fosters interconnectivity, coordinated development and efficient resource circulation in the area.

    With the launch of the Guangzhou-Shenzhen-Hong Kong high-speed railway and the Hong Kong-Zhuhai-Macao Bridge, the GBA’s transportation network has fostered new patterns of cross-city consumption, economic exchange and lifestyles.

    “On weekends, I often stay in Shenzhen, enjoy dim sum and go shopping before heading back to Hong Kong on Sunday,” said Lin Lin, who frequently takes the subway to Shenzhen after finishing work in Hong Kong on Fridays.

    Shenzhen and Hong Kong have implemented a mutual authentication system for digital payment in public transport. People can use payment apps including AlipayHK and Alipay for taking buses and subways in both cities, with fares automatically converted at current exchange rates.

    “The transportation network fosters regional economic cohesion and job growth, differentiating industries and boosting competitiveness,” said Li Peilin, an associate researcher at the National Development and Reform Commission’s Institute of Spatial Planning and Regional Economy.

    HONG KONG, Oct. 4 — Hong Kong has been winning global acclaim for its ever-improving business and investment climate underpinned by its status as a global financial hub and relentless efforts to nurture industries and firms.

    A pilot Business Ready 2024 Report published by the World Bank Group has named Hong Kong one of the best-performing economies in business environment out of the 50 economies it surveyed worldwide, according to a spokesperson for the Hong Kong Special Administrative Region (HKSAR) government.

    The report gauges business and investment climate from 10 topics with three pillars under each topic. Hong Kong ranks fifth in the pillar of “Operational Efficiency” with a score of 78.52 points out of 100 points. Among the 10 topics, Hong Kong scored 90.77 points for “International Trade,” 85.49 points for “Business Entry,” and 77.71 points for “Utility Services.”

    The report also highlighted that Hong Kong has few restrictions on international trade in services and implements good practices in terms of information provision and regulations relating to company registration, the spokesperson said.

    The pilot report is the latest in a string of nods to the ease of doing business in Hong Kong. The World Competitiveness Yearbook 2024 published by the International Institute for Management Development in June put Hong Kong first in terms of “International trade” and “Business legislation.” Hong Kong ranks among the top five globally in “business environment,” “human capital” and “infrastructure” according to the latest Global Financial Centers Index.

    “Apart from London and New York, I think there’s no other international regulatory environment that is more valuable than Hong Kong’s. I’m absolutely confident that I’m in the right place,” said French entrepreneur Julien Martin, dubbing Hong Kong one of the most attractive destination for businesses to grow and thrive.

    Having worked in the financial industry in Hong Kong for more than 10 years, Martin founded a green finance startup, as he has every confidence that Hong Kong’s strong regulatory regime, free flow of capital, as well as abundant sources of technological innovation will help his company thrive.

    Many foreign firms share Martin’s upbeat sentiment for growth. According to a latest business confidence survey conducted by the German Industry and Commerce Ltd. and the German Chamber of Commerce in Hong Kong, 86 percent of respondents stated their company was not considering a relocation in the immediate future, while one in four indicated further investments in Hong Kong in the next two years, suggesting a commitment to maintaining stable operations in Hong Kong.

    Adding to Hong Kong’s long-standing allures including a transparent regulatory environment, a competitive tax regime and top-notch professional services and talents, Hong Kong is nurturing its sci-tech innovation sector as a cradle of startups as well as offices of leading firms.

    Today, Governor Roy Cooper visited Haywood and Jackson counties to meet with people affected by the storm and thank emergency personnel and volunteers for their continued hard work. Relief and recovery operations continue in Western North Carolina as coordinated efforts bring supplies and resources into the region.

    “Today I visited Canton, Waynesville and Cashiers along with the Emergency Operations Centers in Jackson and Haywood Counties, speaking with people impacted by this storm about our continuing support and current needs in their communities,” said Governor Cooper. “The people of Western North Carolina have shown remarkable strength and courage in the face of this unprecedented storm, and we will continue our efforts to surge resources into affected areas.”

    In Haywood County, the Governor visited Canton where he was joined by Mayor Zeb Smathers to walk through damaged downtown businesses and Pisgah Memorial Stadium. The Governor also visited the Haywood County Emergency Operations Center to thank volunteers. In Jackson County, the Governor visited the Cashiers Fire Department and the Jackson County Emergency Operations Center where he thanked first responders and spoke with them about ongoing rescue and recovery missions.

    North Carolina Emergency Management and officials are cautioning the public about false Helene reports and misinformation being shared on social media. Today, NCEM launched a fact versus rumor response webpage to provide factual information in the wake of this storm.

    Today, Gov. Cooper requested and was granted the addition of Swain and Mecklenburg counties to North Carolina’s Major Disaster Declaration. Residents affected by Helene in these counties can apply for FEMA assistance by going to disasterassistance.gov

    This week, President Biden approved 100% FEMA reimbursement for six months. To apply for Individual Assistance, visit disasterassistance.gov. President Biden also approved Governor Cooper’s request for active-duty military personnel and equipment to support ongoing operations in Western North Carolina. Aviation assets deployed earlier this week, and military personnel have deployed throughout the day today. That is in addition to the more than 1,200 North Carolina National Guard who are currently deployed, conducting search and rescue missions and distributing food, water and other supplies. In order to ensure that all resources are available for use in the response to Hurricane Helene, Governor Cooper issued Executive Order 316, which permits the use, sale, and distribution of dyed diesel fuel for highway use.

    Food, Water and Commodity Points of Distribution

    Efforts are underway to provide food, water and basic necessities to residents in affected communities, utilizing both ground resources and air drops from the NC National Guard. FEMA has delivered approximately 6.1 million liters of water and 4.1 million meals. More than 70,000 people have registered for individual assistance through FEMA. Food, water and commodity points of distribution have been opened at the following locations:

    • Buncombe County – Biltmore Baptist Church, 35 Clayton Road, Arden, NC 28704
    • McDowell County – Grace Community Church, 5182 Highway 70 West, Marion, NC 28752
    • Watauga County – First Baptist Church, 375 West King Street, Boone, NC 28607

    Points of distribution for commodities have been established in each impacted county. Many of these locations are also providing free public Wi-Fi for area residents. Seek information from local governments for the most up-to-date location in your county.

    Power Outages

    Across the region, approximately 148,000 customers remain without power, down from a peak of more than one million. Power has been restored to more than 800,000 customers.

    Missing Persons

    To report a missing person or request non-emergency support, please call NC 211 or 1-888-892-1162 if calling from out-of-state.

    Shelters

    A total of 22 shelters are open in Western North Carolina, housing more than 1,162 people and 114 pets. Plans are in place to open additional shelters as needed to accommodate additional needs.

    Search and Rescue Operations

    Search and rescue operations are ongoing in Western North Carolina. A total of 53 search and rescue teams from North Carolina and beyond, consisting of more than 1600 personnel have conducted search and rescue operations during this event. The NC National Guard has interacted with over 5400 people, including assists, evacuations and rescues.

    Road Closures

    Travel remains dangerous, with approximately 600 roads closed as of Friday. As connectivity and reporting measures improve, this number may increase. NCDOT is asking people to refrain from unnecessary travel to or in Western North Carolina. Road access is limited to local and hurricane response traffic as crews work to restore critical routes and access to communities isolated by damage. First responders also want to keep the roads as clear as possible to help ensure they may carry out all response missions. NCDOT has posted at ncdot.gov an interstate detour map for travelers to avoid western N.C. NCDOT is currently using the following resources to assist with the recovery process:

    • 1,350+ employees, plus 70 contract companies
    • 1,200+ trucks, graders & backhoes/loaders
    • 900+ chainsaws
    • 5,000 barricades & signs

    Cellphone Provider Coverage

    Cellphone providers are working to fix the damage and coverage issues caused by the storm and get stopgap solutions, such as temporary cell phone towers, in place and rapid progress is being made. Restoring communications is critical to saving lives, finding where people are and getting in supplies, and Governor Cooper been in constant contact with cellphone companies urging action and offering support. Please turn your cell phone off and restart it periodically to allow it to reconnect when a network is reestablished.

    Fatalities

    Sixty-five storm-related deaths have been confirmed in North Carolina by Office of Chief Medical Examiner. We do expect that this number will continue to rise over the coming days. The North Carolina Office of the Chief Medical Examiner will continue to confirm numbers twice daily.     North Carolina National Guard Deployed

    Gov. Cooper has activated more than 1,200 North Carolina National Guard soldiers and airmen to both conduct search and rescue operations and deliver critical supplies to Western North Carolina. As of Friday, 417 specialized vehicles and 26 aircrafts have been deployed in Western North Carolina to facilitate these missions.

    President Biden approved Governor Cooper’s request for active-duty military personnel and equipment to support ongoing operations in Western North Carolina. Currently, aviation assets and other equipment from Fort Liberty have been deployed and up to 1,000 active-duty military personnel are expected to begin deploying.

  • MIL-OSI China: World Bank report ranks Hong Kong among top 10 global business hubs

    Hong Kong has been ranked among the top 10 economies to do business in by the World Bank Group on Thursday, a vote of confidence in the city’s regulations for business entry and utility infrastructure.

    In the inaugural Business Ready 2024 Report covering 50 economies, the Hong Kong Special Administrative Region logged high scores in international trade, business entry and utility services.

    The ratings came after the United States in September alleged that businesses faced escalating risks associated with operations in Hong Kong, claiming that routine activities could be violated by the city’s national security law.

    A spokesman for the Hong Kong SAR government said the latest report recognizes the city’s role as an international trading center.

    “The report highlights that Hong Kong has few restrictions on international trade in services and implements good practices in terms of information provision and regulations relating to company registration,” he said.

    However, the government spokesman noted that the report, on the other hand, has not reflected some of Hong Kong’s elements “conducive to a friendly business environment”, such as implementing common law, robust rule of law and safeguarding gender equality.

    The administration said it will maintain close communication with the World Bank Group to explain comprehensively about the city’s situation, and its policies and measures that facilitate the business environment.

    Recent reports from multiple international organizations have validated Hong Kong’s robustness and competitiveness. For example, according to the latest Global Financial Centers Index issued in September, Hong Kong reclaimed its position as Asia’s top financial center and the third globally.

    Ratings showed that the city was among the top places in various competitive areas such as business environment, human capital and infrastructure. The report also ranked the SAR as one of the top 10 financial technology hubs worldwide.

    Billy Mak Sui-choi, an associate professor at Hong Kong Baptist University’s Department of Accountancy, Economics and Finance, said Hong Kong should embark on market diversification and talent cultivation to consolidate its international trade hub status.

    “Hong Kong should reach out to more ASEAN (Association of Southeast Asian Nations) and Belt and Road countries as much as possible to strengthen its superconnector role in regional trade and investment flows,” Mak told China Daily.

    The professor added that Hong Kong should nurture more overseas students from ASEAN, Africa and Central Asia to become international trade talents that can act as the bridge for fostering trade between Hong Kong and those three regions.

    Simon Lee Siu-por, adjunct faculty at Shenzhen Finance Institute of CUHK (Shenzhen), said the report has reaffirmed Hong Kong’s previous efforts to consolidate its international trade center status, adding that the common law system, rule of law and freedom of information flow are very important to cement Hong Kong’s reputation as a business-friendly place.

    “Hong Kong should maintain the attribute of internationalization by welcoming and boosting the confidence of overseas enterprises to operate their businesses here,” Lee told China Daily.

    As a testament to its economic vitality, the weeklong National Day holiday has sparked a box office surge, underscoring the potential of China’s resurgent market.

    As of Friday, the vacation starting from Tuesday has raked in 1.47 billion yuan ($209.4 million), a 45 percent increase compared to the same period in 2022 and slightly surpassing the year-on-year figure in 2023, according to Maoyan Pro, a real-time movie information tracker.

    Fueled by the boom, this year’s box office tally has surpassed 36 billion yuan, deemed by many industry insiders as an inspirational sign to uplift morale following the sluggish previous seasons from the May Day holiday to the summer vacation and Mid-Autumn Festival.

    The Volunteers: The Battle of Life and Death, the latest directorial work by Chen Kaige, the first Chinese filmmaker to win a Palme d’Or award at the Cannes Film Festival, is currently leading the holiday box office charts with earnings exceeding 500 million yuan.

    As the second installment of Chen’s trilogy The Volunteers, an epic that chronicles the War to Resist US Aggression and Aid Korea (1950-53), the 144-minute new movie recounts a pivotal battle in Cheorwon, where 25,000 Chinese People’s Volunteer Army soldiers engaged around 50,000 United States-led “United Nations Command” forces in 1951.

    Yuan Yun’er, a Beijing-based critic, said the movie, which has garnered a rating of 7.2 points out of 10 on the popular review site Douban, is a poignant narrative that revisits the war pivotal to China’s destiny over 70 years ago.

    Compared to the initial installment, The Volunteers: To the War, released last October, the new film presents a more intense plot from a human-interest perspective, with its depiction of war scenes being more grandiose and skillful in portraying details.

    For example, a poignant detail stirring online discussion is a candy gifted by CPV Commander-in-Chief Peng Dehuai to a veteran officer, who passes it to his son, a CPV soldier, and eventually to his sister, an army interpreter, with the son’s touching act of licking the empty wrapper before his sacrifice resonating profoundly with viewers.

    Zhi Feina, a film professor at the Chinese National Academy of Arts, remarked that the movie distinguishes itself, partly because its patriotic theme resonates with the collective emotions of the domestic audience, as China celebrates the National Day.

    Following the war epic, director Lu Chuan’s sci-fi film Bureau 749 has secured the second spot on the holiday box office charts, amassing over 300 million yuan. The film, loosely inspired by Lu’s early work experience in an institute researching supernatural phenomena, narrates a near-future story about battling mysterious creatures that drag a city into an unprecedented crisis.

    Ranked third in box office earnings at the festival, the crime drama Tiger Wolf Rabbit depicts the vengeful quest of three parents whose children are abducted by human traffickers. It has grossed over 230 million yuan.

    Respectively, the fourth and fifth top earners are kungfu giant Jackie Chan’s comedy Panda Plan and Hong Kong iconic star Andy Lau’s action thriller High Forces.

    A total of 10 movies were released on Monday and Tuesday, aiming to vie for audiences during the National Day holiday, one of the most lucrative box office seasons in China, according to the China Film Distribution and Exhibition Association.

    Yu Chao, deputy general manager of Beijing’s Capital Cinema chain, said that the diversity in genres and the remarkable number of new films released showcase the potential of China’s movie market.

    From sci-fi movie The Wandering Earth (2019) to the fantasy epic Creation of the Gods I: Kingdom of Storms (2023) and the latest blockbuster Bureau 749, Chinese audiences have demonstrated a strong interest in watching special effects-laden big-budget films, indicating opportunities for advancement in the Chinese film technology sector, Yu said.

    He also highlighted the holiday’s new movie, A Tapestry of a Legendary Land. Adapted from the popular dance poem drama of the same name, the movie represents a new creative direction for domestic filmmakers.

    The film, featuring the Northern Song Dynasty (960-1127) masterpiece Qianli Jiangshan Tu (A Panorama of Rivers and Mountains) through dance, demonstrates that stage performances translated into feature-length films can attract audiences with their established reputation and enhanced visual details on large cinema screens, added Yu.

    Rao Shuguang, president of the China Film Critics Association, predicted this year’s box office revenue may exceed last year’s, driven by the momentum of the National Day holiday surge.

    The International Monetary Fund (IMF) said on Friday that it will continue its close engagement with Sri Lanka’s economic team to set a date for the third review of the IMF-supported program.

    An IMF team, led by Krishna Srinivasan, director of the Asia Pacific Department, visited Sri Lanka from Oct. 2 to Oct. 4.

    Srinivasan met with Sri Lankan President Anura Kumara Dissanayake, Prime Minister Harini Amarasuriya, other senior officials and stakeholders.

    At the end of the visit, Srinivasan said in a statement that they held productive discussions with Dissanayake and Sri Lanka’s economic team on the economic and financial challenges facing the Sri Lankan economy.

    He said both sides agreed on the importance of continuing to safeguard and build on the hard-won gains that have helped put Sri Lanka on a path to economic recovery since entering one of its worst economic crises in 2022.

    Srinivasan added that the IMF is encouraged by the authorities’ commitment to continue the reform efforts.

    He said the IMF remains a steadfast partner in supporting Sri Lanka and its people and stands ready to assist the country in achieving its economic reform goals.

    China’s stimulus measures will have a positive spillover effect on Southeast Asia, with the region’s tourism and export sectors expected to benefit from increased Chinese spending, analysts said.

    “The pledge of swift and forceful fiscal stimulus by Beijing is welcome news to ASEAN economies,” Erica Tay, an economist at Malaysia-based Maybank Investment Banking Group, told China Daily.

    ASEAN refers to the Association of Southeast Asian Nations, a 10-member regional grouping.

    On Sept 24, China’s central bank announced a raft of measures aimed at boosting the nation’s economy and spurring consumer spending. The steps included a cut in the reserve requirement ratio of commercial banks, lowering a key interest rate and reducing mortgage rates on existing home loans. The measures led to a spike in global commodity prices and triggered a rally in stock markets.

    The Malaysian ringgit, which is one of the best-performing Asian currencies this year, hit a three-year high following the Chinese central bank’s announcement. Stock prices of Chinese companies listed on the Singapore bourse surged, along with similar moves on other exchanges.

    But for the ASEAN region, which considers China as its biggest trading partner, a key source of investments and tourists and a huge market for export goods, the impact of China’s stimulus package goes beyond the stock price rally.

    Fillip to spending

    “Positive sentiment from the news flow may benefit Chinese consumer spending and tourism demand,” Tay said. She said this will spill over to economies popular with Chinese holidaymakers, such as Thailand, Malaysia and Singapore.

    Thailand, ASEAN’s most popular travel destination, was expected to welcome more than 180,000 Chinese tourists during the Oct 1 to 7 Golden Week holiday. The Tourism Authority of Thailand has estimated that Chinese spending over the weeklong holiday will bring over 5 billion baht ($151 million) in tourism revenues.

    Asia Plus Securities expects more Chinese tourists to visit Thailand thanks to the stimulus.

    The Bangkok-based brokerage said in a research note that the Chinese stimulus will be a boon to the Thai export sector as China is Thailand’s second-biggest export market.

    Josua Pardede, chief economist at the Jakarta-based PermataBank, said the substantial stimulus from Beijing is targeting not only the domestic supply side but also the demand side which can lead to higher multiplier effects on the overall economy.

    Pardede said “the strong trade and industrial sector linkages” between Indonesia and China will ensure that the stimulus will support Indonesian export growth and foreign direct investment inflows.

    “If global sentiment regarding China’s economic outlook improves, investors are likely to adopt a risk-on stance toward the Asia-Pacific region, including Indonesia. As a result, there is potential for increased inflow into Indonesia’s portfolio market, which would ultimately help maintain the stability of the rupiah,” he said, referring to the Indonesian currency.

    The launch of the BeiDou-3 Navigation Satellite System’s (BDS-3) final two satellites in September marked the completion of China’s independently-developed satnav system, for which President Xi Jinping has given continuous support.
    Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, has been closely following the development of the BDS-3 program.
    He visited the satellite launch site, cared about and encouraged scientists and technicians in the BDS-3 program, officially announced the commissioning of the program, sent a congratulatory letter to an international summit on the application of BeiDou, and mentioned it as a highlight of China’s achievements in his New Year messages.
    He has called for wider application of the BeiDou system to make new and greater contributions to China’s economic and social development, as well as the building of a human community with a shared future.
    Under the new system of concentrating nationwide efforts and resources on key undertakings, sci-tech workers have surmounted a multitude of technological hurdles — successfully integrating BeiDou into both industrial applications and daily life.
    BeiDou has become a standard configuration for mass consumer products such as smartphones and wearable devices. In the first half of 2024, over 98 percent of China’s 139 million units of smartphone shipments supported the BeiDou positioning system.
    The growth of BeiDou mirrors the modernization drive underpinned by the modernization of science and technology, and shows how the Chinese leader values sci-tech innovation and its fruits for bolstering the economy and facilitating high-quality development.
    At this year’s meeting with the country’s sci-tech workers in June, Xi said that Chinese modernization should be supported by sci-tech modernization, and achieving high-quality development relies on new driving forces cultivated by sci-tech innovation.
    What he calls for is happening. China has moved up to 11th place in the rankings of the world’s most innovative economies, representing one of the fastest rises over the past decade, according to the World Intellectual Property Organization (WIPO).
    The country is also home to 26 of the world’s top 100 sci-tech innovation clusters, maintaining its position as the global leader for two consecutive years, the WIPO’s Global Innovation Index 2024 confirmed.
    Xi has emphasized the deep integration of technological and industrial innovation by enhancing the principal position of enterprises in technological innovation.
    The development of new energy vehicles is a good example. In 2014, during an inspection tour of SAIC Motor, a major Chinese carmaker, Xi called for the research and development of products that cater to diverse needs and highlighted the importance of new energy vehicles in enhancing China’s automotive industry.
    In the following decade, the president became a big fan of electric cars, visiting automotive companies, touring laboratories, and showing great interest in trying new home-developed models. He encouraged carmakers to focus on product quality and cultivate market competitiveness.
    Now new energy vehicles have become a highlight of China’s tech-intensive industry. Their penetration rate, a gauge of popularity, climbed to 53.9 percent in the domestic market in August, meaning that their sales volume exceeded that of traditional vehicles with internal combustion engines.
    New energy vehicles are also gaining popularity in Southeast Asian, South American and European markets. In the first eight months of 2024, China exported 818,000 new energy vehicles, a year-on-year increase of 12.6 percent.
    In addition to boosting economic growth through new energy industries, Xi also places great emphasis on the role of such industries in green development and promotes the sharing of green technologies — as harmonious coexistence between human and nature is one of the key features of China’s modernization.
    He has repeatedly expressed China’s commitment to re-adjusting industrial structure and energy mix, vigorously developing renewable energy, and making faster progress in planning and developing large wind power and photovoltaic bases.
    Over the past decade, China’s annual installation of renewable energy power generation capacity has accounted for more than 40 percent of the global total, while exceeding 50 percent in 2023.
    China’s fast progress in developing renewable energy technologies and their massive applications have also significantly contributed to an over 60 percent reduction in wind power costs and a more than 80 percent drop in photovoltaic power costs globally. This has played a pivotal role in global efforts to cut carbon emissions and transit toward a greener economy.
    At the same time, its renewable energy technology is still making breakthroughs, providing impetus for the future development of the industry. According to a study published in Nature at the end of September, Chinese chemists Yuan Mingjian from Nankai University cooperated with a scientist in Canada to prepare perovskite solar cell devices with high energy conversion efficiency and high operational stability, marking a major breakthrough in new-generation photovoltaic technology.
    At a recent symposium on ecological protection and high-quality development in the Yellow River Basin, Xi mentioned that many African countries have been discussing cooperation with China concerning wind and photovoltaic power.
    “Green and low-carbon cooperation has a promising future,” he said.

  • MIL-OSI China: Hong Kong-Zhuhai-Macao Bridge passengers exceed 20m

    More than 20 million inbound and outbound passengers have traveled through the Zhuhai port of the Hong Kong-Zhuhai-Macao Bridge so far in 2024, an increase of 86 percent year on year, and exceeding the total volume of the whole of last year, official data released on Friday shows.
    This also marks the first time since the official opening of the bridge that the annual passenger flow has exceeded the milestone of 20 million people.
    This increasing number of Hong Kong and Macao passengers heading north is becoming the main force driving the rapid growth of passenger traffic at the port. Since the beginning of this year, more than 12 million Hong Kong and Macao travelers have entered or left the Chinese mainland via this port, up 83.3 percent year on year, and accounting for over 60 percent of total port passenger traffic during the period, local border inspection authorities said.
    The 55-km bridge links China’s Hong Kong Special Administrative Region (HKSAR), the city of Zhuhai in the southern Guangdong Province, and Macao SAR.

    On the afternoon of October 4, President Lai Ching-te met with a transatlantic delegation from the German Marshall Fund (GMF). In remarks, President Lai stated that as China continues to intimidate and threaten Taiwan both politically and militarily, Taiwan has continued to increase its defense budget and that it is aiming to strengthen resilience in national defense, economic livelihoods, disaster prevention, and democracy to safeguard regional stability and ensure the sustainable development of democracy. The president stated that we seek to work with other democracies to uphold the democratic umbrella and that he looks forward to further advancing economic exchanges and cooperation with the United States and European Union as we unite to face the threats of authoritarian expansionism.
    A translation of President Lai’s remarks follows:
    I welcome the delegation led by GMF Senior Advisor Heather A. Conley. As Typhoon Krathon has been affecting Taiwan these few days, the presence of our esteemed guests from the United States and Europe here today demonstrates your staunch support for Taiwan and the solid stance our transatlantic partners have taken with Taiwan. On behalf of the people of Taiwan, I extend a very warm welcome to the delegation.
    GMF has long paid close attention to cross-strait issues. For instance, it released a research report on United Nations General Assembly Resolution 2758. The report pointed out that the resolution does not mention Taiwan and explained to the international community that China has distorted the content of the resolution and improperly linked it with its “one China principle.” I want to take this opportunity to thank Managing Director of the Indo-Pacific Program at the GMF Bonnie Glaser for her efforts and support in this regard.
    In recent years, the US has continued to coordinate with its allies to reiterate the importance of maintaining peace and stability across the Taiwan Strait. And the GMF has contributed greatly to garnering support for Taiwan among the transatlantic alliance. For this, I convey my heartfelt appreciation.
    China continues to intimidate and threaten Taiwan both politically and militarily. It is expanding its military presence in the East and South China Seas and attempting to change the rules-based international order. In response, Taiwan has continued to increase its defense budget, established a new defense innovation unit, and set up the Whole-of-Society Defense Resilience Committee at the Presidential Office. Our aim is to strengthen resilience in national defense, economic livelihoods, disaster prevention, and democracy. By making Taiwan more resilient, we are safeguarding regional stability and ensuring the sustainable development of democracy.
    Indeed, Taiwan is determined to protect democracy. We seek to work with other democracies to uphold the democratic umbrella and avert the threats of expanding authoritarianism. In terms of Taiwan-US military cooperation, I would like to thank former US Assistant Secretary of State for Political-Military Affairs Jessica Lewis for her tremendous assistance in facilitating the US government’s efforts to accelerate the provision of the defense capabilities Taiwan needs through such avenues as the presidential drawdown authority and Foreign Military Financing program.
    Apart from military cooperation, economic cooperation is also crucial. We hope that Taiwan and the US can resolve the issue of double taxation as soon as possible. This would further enhance our bilateral trade and economic ties. We also look forward to signing a bilateral investment agreement with the EU to further advance economic exchanges and cooperation.
    Facing the threats of authoritarian expansionism, democracies must unite. Only then will we be able to respond with our collective wisdom and strength. Taiwan needs the world, just as the world needs Taiwan. Taiwan will continue working together with our partners in the US and Europe. I look forward to our discussion.
    Senior Advisor Conley then delivered remarks, thanking President Lai for giving them his time and mentioning that this three-day visit, which coincided with the typhoon, demonstrated to them in very concrete terms the importance of the whole-of-society resilience. She said that they were also able to take a deep dive into what President Lai’s administration has put forward on the five pillars, the challenges of implementing this ambitious plan, and the importance of local governments and public opinion.
    Noting that the GMF stands for the intersection of democracy, prosperity, and security, and connecting those dots, Senior Advisor Conley remarked how important those connections are in today’s world. She stated that the more complex the international challenges, the more important partners are to helping to solve those problems. That is why the GMF wanted to bring together a transatlantic delegation with colleagues from Europe and the US, she added, who bring together expertise in the technology and economic dimensions of security and civil society. She said that it has been a joy to be with them, to learn together, and to learn from experts in Taiwan as well.
    Senior Advisor Conley said that over the past three days, they have had opportunities to brainstorm, provide new ideas, and take home new ideas, and that they look forward to writing about them and helping and continuing this important dialogue. In closing, on behalf of her colleagues and the GMF, she thanked President Lai for giving them an extraordinary three days of conversation and for making time out of his busy schedule in a week of a natural disaster in Taiwan. 
    The delegation also included former Permanent Representative of Italy to NATO Francesco M. Talò, Chief of the General Staff of the Polish Armed Forces Lieutenant General Rajmund Andrzejczak, GMF Board of Trustees Chair Christopher Schroeder, Special Competitive Studies Project Senior Advisor Joe Wang, and Munich Security Conference Senior Fellow Nico Lange.

  • MIL-OSI China: Japan’s new PM Ishiba delivers 1st policy speech since taking office

    Shigeru Ishiba, the newly elected Japanese prime minister, gave his first policy speech to parliament on Friday, vowing to restore public trust in politics following a series of scandals and trying to reassure the public amid rising living costs.

    At the beginning of his speech after being elected prime minister earlier this week, Ishiba expressed “deep regret” over a high-profile slush funds scandal which heavily tarnished the image of the ruling Liberal Democratic Party (LDP).

    “I will restore confidence in politics lost over the issue of political funds and will explain to the people more clearly than ever the situation in which Japan finds itself,” Ishiba said. “It is the responsibility of politics to rebuild a safe, secure and prosperous Japan by gaining the understanding and empathy of the people.”

    In terms of economic policy, Ishiba promised to swiftly craft a fresh package of measures to help inflation-hit households struggling to cope with rising prices, with the yen’s depreciation leading to higher import costs.

    “It’s necessary that we provide support to those reeling from rising prices until a virtuous cycle of growth and redistribution is certainly in motion, where pay hikes outpace inflation and companies invest proactively,” Ishiba said.

    The 67-year-old former defense minister set a goal of achieving a 1,500 yen (about 10 U.S. dollars) average minimum hourly wage across the nation by the end of the 2020s, earlier than the previous government’s target. It currently stands at 1,055 yen.

    On energy policy, Ishiba said Japan will ensure the safety of nuclear reactors and create the best energy mix to satisfy growing demand, contrasting with his stance in last month’s LDP presidential election when he argued for the country to reduce its reliance on nuclear power to zero and greater use of renewable sources.

    Regarding diplomacy and security issues, the prime minister expressed his willingness to seek “constructive and stable” ties with China through dialogue, while making bilateral ties with South Korea “more robust and wide-ranging.”

    Sessions in which representatives of the ruling and opposition parties will ask questions in response to Ishiba’s policy statements are expected to be held in the Lower House and the Upper House on Oct. 7 and 8.

    Ishiba has announced his intention to dissolve the Lower House on Oct. 9 for a snap election on Oct. 27.

         Following are the remarks by the Deputy Secretary for Justice, Mr Cheung Kwok-kwan, at a media session after attending a radio programme today (October 5):

    Reporter: Mr Cheung, because quite a number of overseas judges have resigned, so are you worried about voices concerning the recognition and the credibility of the top courts in Hong Kong? And do you think there is a need to fill up the vacancies as soon as possible?

    Deputy Secretary for Justice: Certainly, we fully recognise the contributions made by the overseas judges in Hong Kong. Several of them left, maybe for different reasons, some for personal reasons and some for other reasons that may not be disclosed to us. I will say that we recognise their contributions. But, as you can see many excellent common law jurisdictions in the world, they do not have such kind of mechanism. The mechanism of overseas judges is a unique feature of our system, but it doesn’t mean that if you do not have overseas judges, you do not have good rule of law, as you can see from the other examples of other jurisdictions all over the world. The appointment of the overseas judges is not the job of the Department of Justice but I am pretty sure that our Judiciary will continue to look for other outstanding judges in overseas jurisdictions. For the Hong Kong people, we should recognise that there are very good remarks made by the other serving overseas judges in Hong Kong and overseas judges who just left, they fully recognise the rule of law in Hong Kong and we must have every confidence in our own rule of law, in our legal system.

  • MIL-OSI Asia-Pac: CAD holds youth activity in celebration of National Day (with photos)

         To celebrate the 75th Anniversary of the founding of the People’s Republic of China and enhance young people’s understanding of the aviation development in Hong Kong, the Civil Aviation Department (CAD) today (October 5) held an aviation-themed youth activity at its headquarters.
          
         The CAD has all along been committed to enhancing young people’s understanding of Hong Kong aviation industry and inspiring young people’s interests in the industry through organising youth activities, with the aim of nurturing young talents for the industry and hence contributing to the development of our country.
          
         More than 140 participants from seven youth groups, namely the Scout Association of Hong Kong, the Hong Kong Girl Guides Association, the Hong Kong Air Cadet Corps, the Hong Kong Youth Aviation Academy, the Hong Kong Aerospace Leaders Association, the Hong Kong Road Safety Patrol and the Hong Kong Army Cadets Association, participated in the event today. Besides, nearly 30 participants from the Strive and Rise Programme joined the event today. The event offered a variety of activities, including thematic talks on aviation development in Hong Kong, career talks on CAD grades, demonstrations of air traffic control tower simulator and the Aviation Education Path guided tours. 
          
         â€‹ The Director-General of Civil Aviation, Mr Victor Liu, at the opening ceremony, said that he was very pleased to share the joy of the 75th Anniversary of the founding of the People’s Republic of China with the young people at the event. He encouraged members of the youth groups to enhance knowledge on local aviation industry and equip themselves to uphold Hong Kong’s status as an international aviation hub. Mr Liu added that the CAD Aviation Education Path will set up new exhibition galleries with the themes on the “uprising of the two airlines” and the civil aviation development of China (including the development of home-grown aircraft), which will be open to the public upon completion.

  • MIL-OSI Asia-Pac: Anderson Road project probed

    The Buildings Department has found the number of steel reinforcements installed at a development project at Anderson Road to be lower than required by the approved plans. Works have been suspended at the site since September 28 to allow investigations.

     

    In response to media enquiries today, the department said it received a report in late August alleging that the steel reinforcements in some structural elements of the project had not been installed in accordance with the requirements of the Buildings Ordinance (BO).

     

    The department stressed that it is taking the matter very seriously and has deployed staff to the site four times since early September to inspect site operations, work quality, site safety and more.

     

    During an inspection on September 26, the department found that the number of steel reinforcements installed on six beams located on 29/F of Tower 3 was fewer than that stipulated in the approved plans.

     

    It stressed that there was no obvious danger to the overall structure.

     

    As neither the representative of the registered structural engineer (RSE) nor the representative of the registered contractor (RC) could provide a reasonable explanation immediately that day, the department’s staff met the RSE the following day and requested that he submit a detailed investigation and remedial works report, including carrying out sampling tests to determine whether similar situations existed on other floors of Tower 3 and in other towers.

     

    Additionally, the department requested that site supervision be strengthened, and decreed that works at the site cannot resume until it is satisfied with the report and site supervision arrangements. The department will consider appropriate enforcement action upon receipt of the RSE’s report.

     

    Meanwhile, the department is reviewing superstructure works carried out by the same contractor at seven other private developments and will step up site inspections.

     

    Of the eight private development projects concerned, four were taken over from Aggressive Construction Engineering Limited (ACEL), which was removed from the register of general building contractors in November last year.

     

    The RC involved in the incident was another independent contractor. Under the department’s registration system, an RC must have a suitable authorised signatory (AS) to supervise its works.

     

    The AS of the RC involved in this incident was not the one used by ACEL, the latter AS having failed to have its registration renewed last year.

     

    The Anderson Road development project comprises six multi-storey residential towers. Towers 1, 2 and 3 are 32 storeys high, while Towers 5, 6 and 7 are 24 storeys high.

     

    Superstructure works on all six towers were underway prior to the investigation, with concreting works completed at various levels. Nine single-storey houses will also be built in the development.

    He added that he believes that the event will be an important milestone in promoting the popularity of Baseball5 in the community.

    Deputy Secretary for Justice Cheung Kwok-kwan said today that Hong Kong people should have every confidence in the city’s legal system given that both serving overseas judges and others who have just left fully recognise the rule of law in the city.

    Mr Cheung also told reporters this morning that he fully recognises the contributions made by the overseas judges in Hong Kong.

    He added: “Several of them left, maybe for different reasons, some for personal reasons and some for other reasons that may not be disclosed.

    Mr Cheung iterated that he is certain that the Judiciary will continue to look for other outstanding judges in overseas jurisdictions.

    “I will say that we recognise their contributions. But, as you can see, many excellent common law jurisdictions in the world, they do not have such kind of mechanism.

    “The mechanism of overseas judges is a unique feature of our system, but it doesn’t mean that if you do not have overseas judges, you do not have good rule of law, as you can see from the other examples of other jurisdictions all over the world.”

    He urged Hong Kong people to have confidence in the city’s rule of law.

    “We should recognise that there are very good remarks made by the other serving overseas judges in Hong Kong and overseas judges who just left; they fully recognise the rule of law in Hong Kong and we must have every confidence in our own rule of law, in our legal system.”
