  • MIL-OSI Canada: Prime Minister to participate in ASEAN Summit and the 25th meeting of the Ukraine Defense Contact Group

    The Prime Minister, Justin Trudeau, today announced that he will participate in the ASEAN Summit in Vientiane, Laos, and the 25th meeting of the Ukraine Defense Contact Group at the U.S. air base in Ramstein, Germany. 

    For almost half a century, Canada and the Association of Southeast Asian Nations (ASEAN) have been partners in promoting peace, prosperity, and progress. As we create good-paying jobs, fight climate change, and grow our economies, Canada and ASEAN stand united to make life better for people in the Indo-Pacific region and beyond.

    At the Summit, from October 10 to 11, 2024, Prime Minister Trudeau will highlight Canada and ASEAN’s long-standing commitment toward building a fairer, more prosperous future for people on both sides of the Pacific. As work toward a Canada-ASEAN free trade agreement continues, the Prime Minister will note progress on last year’s ASEAN-Canada Strategic Partnership and underscore the importance of sustainable long-term growth that works for everyone, empowers women and girls, and is anchored in the clean energy transition.

    ASEAN is one of the world’s fastest growing economic regions. That’s why Canada is increasing trade and investment with ASEAN and putting Canadians at the forefront of this immense opportunity. As a group, ASEAN member states represented Canada’s fourth largest merchandise trading partner in 2023, with increased progress in agriculture, agrifood, and digital trade between our peoples. Greater trade and investment mean more jobs, more innovation, and more growth.

    Building on Canada’s Indo-Pacific Strategy, Prime Minister Trudeau will also meet with ASEAN partners at the ASEAN-Canada Special Summit to enhance collaboration so we can effectively support prosperity and stability throughout the region. He will emphasize Canada’s constructive role in addressing new and emerging challenges to peace and security, including malicious cyber activity and threats from cybercrime.

    This visit will mark the first official visit of a Canadian Prime Minister to Laos. As Canada and Laos celebrate 50 years of bilateral relations this year, Prime Minister Trudeau will work to advance shared interests and forge even stronger ties between our two countries.

    The Prime Minister will then participate in the 25th meeting of the Ukraine Defense Contact Group at the U.S. air base in Ramstein, Germany, on October 12, 2024.

    Hosted by the President of the United States of America, Joe Biden, leaders from the international community will reaffirm global solidarity with Ukraine as it defends itself against Russia’s unjustifiable war of aggression. Building on the progress made at the NATO Summit in Washington, D.C., United States of America, earlier this year, Prime Minister Trudeau will emphasize the importance of sustained international support for Ukraine and a just and lasting peace for Ukrainians.

    The Prime Minister will highlight the importance of addressing Ukraine’s immediate defence and security needs, including the provision of military equipment, security assistance and training, and economic support. He will also highlight Canada’s commitment to Ukraine’s long-term security, as evidenced by the Agreement on security cooperation between Canada and Ukraine, which was concluded earlier this year. 

    Canada will continue to work closely with its international partners to support Ukraine and Ukrainians as they continue to fight for their freedom, independence, and democracy.

    • The Ukraine Defense Contact Group (UDCG) was created by the United States Secretary of Defense in April 2022 to allow Allies and partners to synchronize donations to Ukraine, consult and co-ordinate military assistance, and build up the capabilities of the Armed Forces of Ukraine (AFU). Convening monthly at the ministerial level, the UDCG now brings together more than 50 countries.
    • Since the launch of Operation UNIFIER, the Canadian Armed Forces (CAF) has trained more than 43,000 members of the AFU. Canada has announced the extension of this mission until March 2026 so the CAF can continue to respond to Ukraine’s training needs.
    • Since 2022, Canada has committed over $19.5 billion in multifaceted support to Ukraine. This includes over $12.4 billion in financial assistance, which has helped the Ukrainian government to continue to operate, including by delivering essential government services and pensions to Ukrainians. Other assistance includes over $4.5 billion in military aid and equipment donations, $358.2 million in humanitarian assistance, $442 million in development assistance, and over $210 million in security and stabilization programming.
    • Experts estimate that since Russia’s full-scale invasion of Ukraine in February 2022, thousands of Ukrainian children have been deported, forcibly transferred, or otherwise displaced from Ukraine to temporarily occupied territories and to Russia, for the purpose of erasing their Ukrainian identity. To date, hundreds of children have been returned to Ukraine and reunited with their families.
    • Since 2014, Canada has imposed sanctions on more than 3,000 individuals and entities in Russia, Belarus, Moldova, and Ukraine for their complicity in the violation of Ukraine’s sovereignty and territorial integrity as well as gross and systematic human rights violations. Many of these sanctions have been implemented in co-ordination with Canada’s partners.

  • MIL-OSI Asia-Pac: “Dim Sum without Distance”: a cultural journey unveiled at Nuit Blanche in Toronto (with photos)

         â€‹Internationally renowned digital media artist Dr Hung Keung from Hong Kong joined Nuit Blanche, the largest overnight contemporary art festival Toronto, Canada, and presented a cross-cultural collaboration project with Canadian dance artist Lauren Runions. The art project gave visitors a taste of the new realm of digital media art creation through traditional Chinese landscape painting theory, new media and the culinary art of dim sum on October 5 and 6 (Toronto time). 

         The project, entitled, “Dim Sum without Distance”, reimagines the traditional Chinese painting theory of the “Three Distances,” which explores depth through perspectives of looking up, down and across. The installation was inspired by these viewpoints and the culinary art of dim sum, a term that may also be interpreted as “to touch the heart”, and aligned with the theme of this year’s Nuit Blanche, which is “Bridging Distance”. 

         The art piece was showcased at Love Park along Toronto’s waterfront, creating a unique cultural dialogue that transcends geographical boundaries. The video content follows Runions’s journey through Hong Kong, where dim sum-making becomes a form of performance art. Through a captivating multimedia experience, Dr Hung and Runions explore the intricate relationship between food, culture and art, encouraging audiences to reflect on the shared experiences that unite diverse communities. 
         As audiences moved through the park, the work invited them to experience different perspectives and explore the profound connection between the traditional and contemporary.

         Dr Hung is a digital media artist and professor at the Education University of Hong Kong. He blends Chinese philosophy with digital media in an innovative artistic practice, which explores interactive performance and experimental art. This innovative installation is one of highlights of Nuit Blanche this year, captivating art lovers and curious minds alike with its rich storytelling and immersive visuals.

         Nuit Blanche is Toronto’s annual all-night celebration of contemporary art, produced by the City of Toronto in collaboration with Toronto’s arts community. The “Dim Sum without Distance” project was sponsored by the Hong Kong Economic and Trade Office (Toronto) and the Hong Kong Tourism Board with the support of Hong Kong Arts Centre.

Surprisingly, as has often happened in these years of pontificate, Pope Francis, at the Angelus, announces the imposition of the red hat. In total, 21 monsignors will receive the purple: 10 are European, of which 4 are Italian; 6 are from the American continent, of which 5 are South American, 4 Asian, two African. Of these, only one, having reached the age limit, will not be an elector in a future conclave. He did his Franciscan postulancy in Guaratinguetá (1981) and his novitiate in Rodeio (1982); he made his perpetual profession in 1985 and was ordained a priest on 17 November 1990. He completed his studies in philosophy at the São Boaventura Philosophical Institute in Campo Largo and those in theology, first at the Franciscan Theological Institute in Petrópolis (1986- 1987) and then at the Theological Institute of Jerusalem (1987-1990), where he obtained a license in Sacred Scripture. Subsequently he obtained a degree in Philosophy in Rome, at the Pontifical Athenaeum Antonianum (1995-1998). In 1990 he entered the Seminary obtaining the Baccalaureate in Philosophy (1992), the Licentiate and then the Doctorate in Theology (2005), with specialization in Marian Studies, obtained at the International Marian Research Institute (IMRI), University of Dayton (Ohio ). He was ordained a priest on December 14, 1996 for the Metropolitan Archdiocese of Montreal. After his priestly ordination, he was Deputy Parish Priest of Notre-Dame-de-la-Consolata (1996-2001); Administrator of the Parish Saint-Joseph-de-Rivière-des-Prairies (2003-2005); Chaplain of the Roscelli School and religious teacher of the Collège Reine-Marie (2003-2005); Parish priest of Saint-Raymond-de-Peñafort (2005-2006). Mons. Rolandas MAKRICKAS, Coadjutor Archpriest Papal Basilica of Santa Maria Maggiore He was born in Biržai, Lithuania, on 31 January 1972. Ordained a priest on 20 July 1996 for the Diocese of Panevėžys, from 1996 to 2001 he was under-secretary of the Lithuanian Episcopal Conference and head of the National Committee of the Great Jubilee of 2000. He obtained a Doctorate in Ecclesiastical History from the Pontifical Gregorian University in Rome in 2004. Having entered the diplomatic service of the Holy See on 1 July 2006, he worked at the Pontifical Representations in Georgia, Sweden, the United States of America and Gabon, and at the General Affairs Section of the Secretariat of State. From 15 December 2021 to 19 March 2024 he was extraordinary commissioner for the Papal Basilica of Santa Maria Maggiore. Baldassare REINA, auxiliary bishop of Rome, former vice-gerent and, from today, Vicar General for the Diocese of Rome. Roberto REPOLE, Archbishop of Turin (Italy) He was born in Turin on 29 January 1967.     In order to limit the proliferation of Asian hornets in the cantonal territory, the General Directorate of the Environment has mandated Professor Daniel Cherix, an expert in the field, to conduct operations with the support of Civil Protection. New detection techniques have been tested and some 80 nests have been destroyed since this summer.

    In order to step up the fight against the Asian hornet, the Vaud Civil Protection (PCi) was engaged this summer to support the teams in the search for nests under the leadership of Daniel Cherix, Honorary Professor at the University of Lausanne, mandated by the General Directorate for the Environment (DGE). This collaboration is a Swiss first in the fight against this invasive species.

    After receiving training and carrying out reconnaissance, the members of the PCi intervened in August in the Prangins/Nyon sector, in September in the Mies/Tannay and Gland sector, then in Cheseaux-Noréaz. Two night drone flights for a thermal reconnaissance test of nests were also held at the end of August under the leadership of the cantonal command, and in mid-September with on-call personnel from the cantonal detachment. In total, 35 members of the PCi were involved in these various operations.

    Identification and destruction of nests

    In addition, a new nest identification technique, made available by HEIG-VD and co-financed by the Nyon Region, was tested for the first time in the Gland sector. A certain number of hornets were equipped with chips, in order to carry out surveys to identify the location of the nests more precisely.

    Professor Cherix’s teams of volunteer beekeepers then proceeded to destroy the nests, identified with the help of trained specialists. Some 80 nests have been destroyed since the beginning of this year. This detection and destruction work contributes to the preservation of the local ecosystem and to limiting the proliferation of invasive exotic species on the cantonal territory.

    Particularly invasive species

    Originating from Asia, the Asian hornet is a particularly invasive species, capable of reproducing very quickly, which attacks orchards and bees, impacting local biodiversity and the agricultural economy. It can represent a risk for people suffering from allergies or disturbing a nest. There were 4 nests in the canton of Vaud in 2022, 40 in 2023 and around a hundred this year, while the Asian hornet season has not yet ended.

    • Today, October 6, 12 combined teams from the Environmental Protection Agency and U.S. Army Corps of Engineers will be conducting infrastructure assessments on public water supplies in the following counties:

        • The results of these assessments are expected on October 7 and will provide insight into the necessary steps to restore water services in each county.
    • The state of North Carolina is continuing to provide a minimum of 40 trailer loads of water and 20 trailer loads of food daily through at least October 6, per their promise to the people of Western North Carolina.
      • I’m in conversation with NC Emergency Management to negotiate a new commitment for the people of Western North Carolina since the state’s initial promise of 40 trailers of water and 20 trailers of food expires today.
    • The Federal Emergency Management Agency has promised 120 truckloads a day of food and water with no specified end date.

    • USDOT approved an initial $100 million in Emergency Repair funds to NCDOT.
      • Damage to our mountain roads exceeds $100 million but USDOT’s investment is a significant and most welcome start.
      • Since Friday, NCDOT has deployed an additional 450 employees to help respond to storm damage.
      • A total of 2,050 DOT employees are working to restore and repair road access in WNC.
      • NCDOT also has more than 50 personnel from neighboring states on the ground providing assistance.
    • There are currently about 650 road closures, 109 of which are to primary routes.
      • About 300 bridges have been identified for further investigation and at least one-third will need to be replaced.
    • NCDOT and Tennessee DOT are collaborating on a long-term plan for reconstruction of I-40 in the Pigeon River Gorge.
      • NCDOT is in the process of contracting a project to stabilize the westbound lanes of I-40 where the eastbound lanes no longer exist to mitigate the risk of further damage.
      • NCDOT is working to expedite these repairs to restore mobility to the area as soon as possible.
    • Air traffic has sustained at 300 percent above pre-hurricane levels in Western NC.
      • NCDOT’s aviation division continue to work to make sure flight operations are safe coming into and out of airports, including by:
        • Scheduling landing/unloading times and aircraft parking so aircraft are spaced out and to reduce the risk of incidents.
        • Establishing a first of its kind “corridors in the sky” to separate civilian and military aircraft in the air.

      • They will be moving the portable cell sites and satellite connections that were in Waynesville to Lake Junaluska, Iron Duff, and other areas north of Waynesville to provide service for the residents and first responders there.
    • Engineers have finally been able to clear access for equipment in Rutherford County near Chimney Rock and Lake Lure.
      • Providers are currently assessing the extent of the damage and starting repairs.
    • Even though you may have service again, you may notice it is different from your pre-storm service.
      • The temporary connection links put in place as a temporary fix while the fiber is being repaired can accommodate smaller amounts of traffic.
        • Network capacity on temporary connection links may be maxed out more frequently, so service providers are encouraging customers to use the network sparingly to maintain room for first responders and community members who still need to reach help or critical resources.
        • Support and recovery personnel are also encouraged to minimize cell usage.
      • Service providers are working to add additional capacity to cell sites and move mobile assets where needed to accommodate data increases, so I am requesting a little more patience on their behalf as providers work to fully restore our community’s network.
    • Cell service providers have implemented disaster roaming for any phone located in Western North Carolina to maximize phone service for all users.
      • Disaster roaming allows users to connect to any mobile network during a disaster when other networks are down.
        • This allows users to access emergency services, such as 911, even when their own network is out.
      • If you have service one moment, but experience a reduction in service the next, try restarting your phone to jumpstart disaster roaming again.
    • UpCycle Tech in Transylvania County is offering free computers and phones for use at the following location:

    • AT&T has deployed its Mobile Connectivity Center to the following location:

    • Verizon has deployed Wireless Emergency Communication Centers to help hurricane survivors stay connected to their friends, family and other important contacts.
      • Wireless Emergency Communication Centers are generator-powered mobile units that have device charging and computer workstations, along with wireless phones, tablets, and other devices available for use.

    • More than 1,500 North Carolina National Guard soldiers and airmen have been deployed to provide support to Western North Carolina so far.
      • The total number of deployed guardsmen will continue to increase over the coming days.
    • The National Guard has deployed a military liaison officer to each of the affected counties to aid in communication and coordination with each county EMS.
    • Although airspace is limited due to ongoing missions by the National Guard and Department of Defense, a process has been established for private pilots seeking to fly in humanitarian relief to coordinate with local authorities.

    • On October 2, the Secretary of Defense authorized the movement of up to 1,000 active-duty soldiers, including soldiers from the 82nd Airborne Division from Ft. Liberty (formerly Ft. Bragg).
      • Many of these soldiers have arrived in Western North Carolina and are supporting the delivery of food, water and other critical aid to communities impacted by Hurricane Helene.
        • 400 soldiers have already been stationed in Western North Carolina.
        • Hundreds of others are positioned nearby, prepared to assume tasks and missions as they are requested by counties and assigned by NC Emergency Management.
      • The Department of Defense has also committed 22 helicopters to assist with search and rescue operations.

    • If you parked your car in an Asheville Regional Airport lot and could not retrieve the vehicle due to the storm, great news – none of the airport’s lots flooded and all cars are fine.
      • Stay safe and pick up your car when you are able.
    • PLEASE NOTE:
      • No general aviation pilots are allowed to land at Asheville Regional Airport without prior clearance from FEMA to ensure the safety of aircraft and personnel.
        • Supply deliveries by civilian pilots ARE permitted to land at Asheville Regional Airport so long as they have prior clearance from FEMA.
        • FEMA is not turning away any pilot that has gone through the proper channels to coordinate delivery and ensure the safety of his fellow aircraft and personnel.

    Federal Nutrition Programs

      • SNAP
        • North Carolina was granted a waiver for the 10-day reporting requirement for the replacement of food purchased with SNAP benefits lost because of the hurricane.
        • This waiver provides additional time beyond the standard 10-day time frame for households to report food losses and receive replacement benefits for food that was destroyed and previously purchased with SNAP benefits.
      • Child Nutrition
        • The North Carolina Department of Public Instruction was approved for a waiver pertaining to the child nutrition programs.
          • Under the waiver approval, NCDPI’s local program operators may:
            • Serve meals in a non-congregate setting
            • Adjust the time of meal service
            • Allow parent pick-up
            • Allow service of meals at school sites
      • Food and Nutrition Services Program
        • People and families in North Carolina who are enrolled in the Food and Nutrition Services program can now use their EBT card to purchase hot food.
          • This flexibility will remain in effect until November 3.
      • Special Supplemental Nutrition Program for Women, Infants, & Children (WIC)
        • Families participating in WIC who may have relocated to a new area can go to any NC WIC agency to:
          • Have a new eWIC card issued
          • Request replacement breastfeeding supplies or breast pumps
          • Request replacement food that was purchased with current WIC benefits and lost due to Hurricane Helene

    • For county leaders: This is a reminder to make sure your Emergency Operation Center has submitted the request for gasoline, food, water, cell service deployables, etc. with North Carolina Emergency Management to have your request processed and resources delivered.
      • My office stands ready to assist with checking the status of your request if the county or municipality has not heard back from NC Emergency Management within 24 hours.

    North Carolina received a Major Disaster Declaration for the following counties: Buncombe, Clay, Haywood, Henderson, Jackson, Macon, Madison, McDowell, Polk, Rutherford, Transylvania and Yancey counties and the Eastern Band of Cherokee Indians.

    People with damage to their homes or personal property who live in one of the above-listed counties should apply for Individual Assistance through FEMA, which may include upfront funds to help with essential items like food, water, baby formula and other emergency supplies.

    • Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay.

    Individual Assistance provides financial aid and services to eligible individuals and households that have been affected by a disaster to assist with the recovery process. Individuals can officially begin applying for Individual Assistance online at www.DisasterAssistance.gov, or by calling the application phone number at 1-800-621-3362 (TTY: 800-462-7585) between 7:00 a.m. and 10:00 p.m. EST.

    • To date, FEMA has paid out more than $26 million in housing and other types of assistance to more than 19,000 North Carolina households.

    • Residents trying to connect with family members may call NC 211 (or 1-888-892-1162 if calling from out-of-state) to report missing loved ones or request a welfare check.
    • People in the impacted areas can indicate that they are safe by reporting themselves safe through Red Cross Reunification by calling 1-800-RED-CROSS (1-800-733-2767).
      • Please only use 911 for life-threatening emergencies so the lines remain open for critical situations.
    • If you are still trying to locate a friend or family member, please complete this form to notify local officials of their missing status.
      • The form was created by Buncombe County but information is being shared amongst all counties.
      • Regardless of which county your loved one was last known to be in, you can still submit the form.

    Today, Governor Ron DeSantis issued Executive Order (EO) 24-215, Emergency Management – Amending Executive Order 24-214– Tropical Storm Milton, increasing the number of counties in the state of Florida under a state of emergency to 51 ahead of the storm.

    EXECUTIVE ORDER NUMBER 24-215
    (Emergency Management – Tropical Storm Milton)

         WHEREAS, on October 5, 2024, I issued Executive Order 24-214, declaring a state of emergency for thirty-five counties across the State of Florida due to the dangers presented by Tropical Storm Milton; and

         WHEREAS, on October 6, 2024, Tropical Storm Milton continues to strengthen, and is forecast to undergo significant to rapid intensification over the next seventy two hours as it moves eastward over the central and eastern Gulf of Mexico; and

         WHEREAS, the forecast indicates that Tropical Storm Milton will be at or near a
    catastrophic major hurricane upon landfall along the Florida West Coast, accompanied by lifethreatening storm surge and severe wind gusts for the Florida Gulf Coast; and

         WHEREAS, an amendment to Executive Order 24-214 is necessary because recovery efforts and those affected by this disaster require the continued support of the State of Florida; and

         WHEREAS, as Governor of Florida, I am responsible to meet the dangers presented to the State of Florida and its people by this emergency.

         NOW, THEREFORE, I, RON DESANTIS, as Governor of Florida, by virtue of the authority vested in me by Article IV, Section 1 (a) of the Florida Constitution and by the Florida Emergency Management Act as amended, and all other applicable laws, promulgate the following Executive Order, to take immediate effect:

    Section 1. Section 1 of Executive Order 24-214 is amended to read as follows:
    Because of the foregoing conditions, which are projected to constitute a major disaster, I declare that a state of emergency exists in Alachua, Baker, Bradford, Brevard, Broward, Charlotte, Citrus, Clay, Collier, Columbia, DeSoto, Dixie, Duval, Flagler, Gilchrist, Glades, Hamilton, Hardee, Hendry, Hernando, Highlands, Hillsborough, Indian River, Lafayette, Lake, Lee, Levy, Madison, Manatee, Marion, Martin, Miami-Dade, Monroe, Nassau, Okeechobee, Orange, Osceola, Palm Beach, Pasco, Pinellas, Polk, Putnam, Sarasota, Seminole, St. Johns, St. Lucie Sumter, Suwanee, Taylor, Union, and Volusia counties.

  • MIL-OSI Security: 403rd Army Field Support Brigade Unit Spotlight: Logistics Readiness Center-Honshu

    Located near the cities of Zama and Sagamihara in Kanagawa Prefecture, Japan, Camp Zama is about 25 miles southwest of Tokyo on the main island of Honshu.

    Camp Zama is home to U.S. Army Japan, I Corps (Forward), U.S. Army Aviation Battalion Japan, 311th Military Intelligence Battalion, 78th Signal Battalion, 765th Terminal Transportation Battalion, Japan Engineer District (U.S. Army Corps of Engineers), and the Bilateral Coordination Department and 4th Engineer Group of the Japan Ground Self-Defense Force.

    USARJ facilitates multilateral cooperation with regional partners and allies through engagements, training, and exercises; partnering with the JGSDF to enhance interoperability, capability and capacity while coordinating through United States Forces Japan for forces, footprints and agreements between the U.S. Government and the Government of Japan to set conditions for successful deterrence and execution of contingency operations.

    USARJ is not structured as a conventional command, as it is resourced as an economy of force operation, forward positioned in Japan for contingency purposes should circumstances require a larger U.S. Army presence within the region.

    Under the Status of Forces Agreement, the Government of Japan contributes a portion of the resources necessary for the sustainment of U.S. Forces within Japan in the form of facilities, personnel, and utilities. U.S. Army Sustainment Command benefits from this agreement in the form of significantly reduced operating costs. LRC-Honshu’s workforce primarily consists of host nation Master Labor Contract employees fully funded by the Government of Japan.

    LRC-Honshu provides maintenance, supply, transportation, and logistical support to USARJ, I Corps (Forward), U.S. Army Garrison-Japan, installation partner units, and Department of Defense activities within its area of responsibility to ensure mission readiness and quality of life for Soldiers, civilians, and families within mainland Japan.

    LRC-Honshu reports to the 403d Army Field Support Brigade, headquartered at Camp Henry, South Korea, which is a subordinate unit of ASC whose higher headquarters is the U.S. Army Materiel Command.

    The LRC-Honshu, Transportation Division, Area Transportation Office in Kure, near Hiroshima, Japan, 485 miles away from Camp Zama, provides area specific installation transportation through the utilization of non-tactical vehicles in several different fleet configurations coordinated by the Fleet Management Operations Office, including traffic management, general freight, oversized freight, intra-depot ammunition movement, and retail fuel points for Kure Ammunition Depot, an AMC special installation. On average, ATO Kure supports more than 220 intra-depot ammunition movements and 140 general cargo shipments per year.

    Prior to August 2024, LRC-Honshu experienced challenges in executing its Installation Logistics Base Line Services in support of USAG-Japan at Kure Ammunition Depot. The Maintenance Division provides base operations maintenance support to Army-owned NTVs, tactical vehicles and non-standard equipment in support of installation services, as well as organic maintenance capability for units’ tactical equipment lacking organic authorizations.

    The 10th Support Group performed these duties in Kure by overseeing 14 authorized host nation employees assigned to the 10th SG AD Equipment Branch but authorized on the Host Nation Table of Distribution and Allowances, facilities, and maintenance management functions for its assigned vehicles and equipment, as well as equipment for USAG-Japan and LRC-Honshu at Kure’s Akizuki, Kawakami, and Hiro Ammunition Depots.

    Over the past two years, LRC-Honshu worked closely with 10th SG and USARJ G4, while keeping 403d AFSB staff informed, to initiate efforts to appropriately restructure maintenance support operations under LRC-Honshu in Kure in alignment with Army Regulation 750-1 and the ILBLS program guidance. LRC-Honshu coordinated with 10th SG to establish a series of working groups, developed and provided a final decision brief to the 403rd AFSB and 10th SG commanders, and conducted an on-site visit to Kure AD involving all stakeholders, culminating in in a briefing to the USARJ Steering Committee.

    “Taking full responsibility for maintenance in Kure will greatly enhance our oversight of maintenance operations, ensuring that we can effectively meet the needs of USAG-Japan while enabling our partners to focus on their primary mission,” said Michael J. Moore, Maintenance Division Chief.

    On Aug. 1, 2024, LRC-Honshu assumed overall responsibility of maintenance operations in Kure following the transfer of 14 authorized host nation positions from 10th SG to LRC-Honshu to and meet 403rd AFSB’s requirement of maintaining USAG-Japan and LRC-Honshu vehicles and equipment.

    In September 2024, LRC-Honshu leadership from Camp Zama visited Kure to speak to the new employees, conduct a joint inventory of all associated tools and equipment, and coordinated with the USAG-Japan Department of Public Works to assign three major facilities and several sub-facilities used by mechanics in Kure’s Akizuki, Kawakami, and Hiro Ammunition Depots. By October 2024, LRC-Honshu will successfully achieve full operational capability of maintenance operations in Kure.

    “By assuming full responsibility of maintenance operations in Kure, LRC-Honshu will improve oversight of maintenance procedures, increase overall equipment readiness rates, and streamline processes to better support USAG Japan,” said Sean B. Mager, director, LRC-Honshu. “This transition will allow the 10th Support Group to focus on their core mission, enhancing overall operational effectiveness in the region.”

  • MIL-OSI Security: Echoes of the past: U.S. and Korea commemorate POW/MIA Recognition Day

    The candle flickered briefly at the solemn table that, despite being set, remained empty. A red rose stood alone in a vase with a yellow ribbon tied firmly. Service members are all too familiar with the “missing man table,” in which each element carries meaning, but none so prevalent as the empty chair, the absence of someone not present, held as prisoner of war or missing in action.

    While the Eighth Army Band played, the crowd of nearly 300 Korean citizens, U.S. service members, and veterans stood vigil for the first Republic of Korea-U.S. POW/MIA Recognition Day Ceremony at the War Memorial of Korea on Sept. 21, 2024. Meanwhile, the lone table was next to the podium, serving as a reminder of those not in attendance.

    Each element of the table holds significance, as explained by the Defense POW/MIA Accounting Agency, which were echoed during the event.
    – The table is round, to show everlasting concern.
    – The tablecloth is white to symbolize the purity of the missing and their motives.
    – The glass is inverted to symbolize their inability to share in today’s toast.
    – The candle symbolizes everlasting hope.
    – The single red rose as a reminder of their families and loved ones.
    – The slice of lemon as a reminder of their bitter fate.
    – The salt symbolizes the tears of their families.
    – The chair is empty … they are missing.

    More than 81,000 service members remain missing. However, in the last decade, the Defense POW/MIA Accounting Agency has identified remains of more than 1,500 U.S. service members, including more than 300 from the Korean War.

    “Events like this and the support that you bring to the recovery mission in general will move the mission forward and help find the answer we all hope for,” wrote Richard Downes, president and executive director of the Coalition of Families of Korean and Cold War POW/MIAs, in a letter read aloud during the ceremony. “Thank you again for what each of you are doing to bring closure to many families who have waited so long.”

    Although there were many agencies involved, the U.S. Army Garrison Humphreys Religious Support Office helped put the event together.

    “All Americans should never forget the brave men and women who answered our nation’s call to serve the cause of freedom,” said Chaplain Chan Ham, deputy garrison chaplain, USAG Humphreys, who was the principal narrator during the event. “Our motto is no man left behind, which is core to our principles and values.”

    Many of the U.S. Soldiers who attended the event also serve as chaplains assistants across Camp Humphreys.

    “Not all of our brothers and sisters get to come home,” said U.S. Army Sgt. Mateo D. Boldt, chaplain assistant with the 8th Army Headquarters and Headquarters Battalion. “By participating in this event, we can ensure their legacy is not forgotten.”

    Boldt’s words are echoed on the POW/MIA flags that waved in the wind, “You are not forgotten.”

    The ceremony included a reading of each of the names of the missing, which echoed through the exterior of the memorial. Once complete, the bugle played Taps.

    Afterward, guests placed flowers at the foot of the exterior wall, which has the words inscribed, “Our nation honors her sons and daughters who answered the call to defend a country they never knew and a people they never met.” Those same words are at the Korean War Memorial in Washington, D.C.

    Service members saluted their missing comrades, while civilians bowed in recognition as if in silent promise to never forget.

    POW/MIA Recognition Day, established in 1979, serves as a solemn reminder of the thousands of service members who remain unaccounted for. It is observed annually on the third Friday in September.

    “During National POW/MIA Recognition Day, we recognize the absolute bravery of our nation’s service members who are missing and unaccounted for, and we recommit to bringing them home,” U.S. President Joe Biden said in a White House proclamation. “We offer our gratitude and steadfast support for their families, who have given so much to our Nation.”

    The federal government will soon announce its immigration plan and immigration levels for the next three years. Prime Minister Justin Trudeau’s Liberals have already signalled, however, that the number of immigrants will decline from the levels of the past several years.

    The government has been under fire for its immigration policy and must move carefully with a federal election likely next year. The increase in housing costs is cited by critics as consequence of too many immigrants arriving in Canada over a short period of time.

    Sharp increases and decreases in the number of immigrants are nothing new in Canada’s history. Historically, immigration policy has been “tap on, tap off,” with immigration levels increased when the unemployment rate falls and reduced when unemployment rises. Immigration has always been thinly veiled labour market policy; that is, a way to fill jobs.

    Influx of immigrants

    In 1913, an estimated 400,900 immigrants arrived in Canada, accounting for five per cent of the country’s population. At that time, the government sought farmers to settle the Prairies and allow the western expansion of Canada.

    It took more than a century — until 2021 under Trudeau — before a larger number of immigrants was accepted in a single year; 406,000 were admitted.

    But those who came in 2021 accounted for only one per cent of the nation’s much larger population, rather than five per cent in 1913.

    When the Liberals came to power in late 2015, the national unemployment rate was seven per cent and dropping. By 2019, it was under six per cent, a level not experienced for nearly half a century.

    The economy was humming with low unemployment and inflation, allowing the immigration tap to be turned on. From 2017-19, 300,000 immigrants were accepted each year, but from 2021 to 2023, that increased to a record high of about 430,000 annually.

    In the past decade, employers have benefited from high levels of immigration and voiced few complaints. Businesses know that labour costs are kept low when immigrants flood into the job market.

    International students

    What has made the nation’s immigration policy distinct under Trudeau is that the tap has also been turned on for international students. These students are not immigrants, but rather are allowed to enter Canada and, initially, remain only during the time they are studying.

    In the past several decades Canada, Australia, the United Kingdom and the United States have become extraordinarily attractive for college and university students.

    Middle-class families in China, India, Brazil and other countries are willing to spend what is required to send their children to study abroad.

    Universities and colleges covet international students as a source of income since they pay twice or more what local students pay in tuition.

    The additional income earned by post-secondary institutions from international students has allowed provincial governments to limit tuition fee increases for Canadian students. For example, the Ontario government reduced tuition fees by 10 per cent in 2019 and has kept tuition frozen for local students ever since.

    Permanent citizenship pathways

    When the Liberals came to power, there were about 300,000 international students in Canada. Last year, that number reached one million. Immigration rules were tweaked in the past decade to open paths to permanent citizenship for some international students and their families.

    Some believe the combination of high immigration rates and a large number of international students has created an unsustainable situation as housing costs in many parts of Canada increase significantly over the past several years.

    Suddenly, earlier this year, the federal government placed limits on the number of student visas it would issue annually to reduce the flow of students coming from abroad. Provinces and educational institutions were furious, especially by the lack of advance notice and the loss of expected revenues.

    However, rapid swings in immigration policy are a feature of Canada’s history. After welcoming 400,000 immigrants in 1913, only 10 per cent of that number were granted entry five years later.

    Sharp U-turns

    The causes that necessitated the recent sharp U-turn in the number of international student visas — and limiting the pathways to students and their dependants to become immigrants — are instructive.

    The federal government ignored the fact that colleges and universities were not equipped for the massive ramp-up of foreign student enrolment. Some post-secondary institutions, particularly those operated for profit, took advantage of incoming students by providing sub-standard education.

    A closer monitoring of the impact of high numbers of international students would have allowed the federal government to more gradually adjust the visa tap. More consultation between all levels of government would have permitted problems to quickly reach the appropriate decision-makers.

    Moving forward, the federal government would do well to better monitor the impacts of immigration levels. More consultation with other levels of government, employers and stakeholders will result in more gradual adjustments to the number of newcomers who are — and always have been — critical to Canada’s economic and cultural successes.

    Yoann Lecourieux, member of the government responsible for the Francophonie in conjunction with President Louis Mapou, participated in the 19th Francophonie Summit in Villers-Cotterêts, France, on October 3, 4 and 5. Chaired by Emmanuel Macron, the event was held on the theme of “Creating, innovating and undertaking in French”.

    During this summit, the 88 member and observer states and governments of the Francophonie adopted the Villers-Cotterêts Declaration, a text formulating commitments and intentions in favour of employability, innovation and entrepreneurship, particularly among young people, but also a resolution on crisis situations, crisis recovery and peacebuilding in the French-speaking world.

     

    In light of the violence that occurred in May 2024 in our territory, the members of the International Organization of La Francophonie (OIF) wished to include in this resolution a paragraph devoted to New Caledonia. It welcomes “the desire for appeasement led by the national and local authorities”, also calling for “dialogue between the different parties in the spirit of the Matignon (1988) and Noumea (1998) Accords, for a common destiny”.

    An honest and inclusive digital space

    This Summit was also an opportunity for its participants to launch an appeal for “an honest and trustworthy French-speaking digital space”, “inclusive, respectful of democracy and human rights, promoting cultural and linguistic diversity”. A way to challenge digital platforms for, in particular, greater responsibility in terms of content moderation by fighting against disinformation and hate speech or calls for violence, but also to contribute to the fair remuneration of artistic creation.

     

    These three days of work will have been a source of opportunities for New Caledonia, also allowing the promotion of innovative Caledonian entrepreneurs on the occasion of Francotech, a trade fair dedicated to French-speaking innovation, organized as part of the Summit.

    The Francophone friendship ties were finally able to be renewed with Vanuatu, also present, French Polynesia, whose membership in the OIF was confirmed, and Cambodia, which will host the next Francophonie Summit in 2026.

    Air search and rescue teams flew 48 additional missions on Saturday, locating 39 survivors stranded in Western North Carolina after Hurricane Helene brought catastrophic flooding to the region. So far 6,586 people and counting have been rescued, evacuated or assisted by search and rescue teams since the storm hit.

    Almost 50 search and rescue teams have deployed more than 1,600 responders to the region over the past 10 days. Local and state emergency responders now have the assistance of approximately 1,700 North Carolina National Guard and 1,000 active-duty military personnel.

    “Continuing search and rescue missions in rough terrain, better communications and more resources on the ground are helping as we race to find missing people, reunite families and coordinate the delivery of supplies,” said Governor Roy Cooper. “The people of Western North Carolina are strong, and they deserve every bit of help we can get them. I’m so grateful for everyone stepping up to help as we dig out from this unprecedented storm.”

    At Gov. Cooper’s request, nearly 1,000 soldiers from Fort Liberty and Fort Campbell have been mobilized to assist with search and rescue and coordination of air traffic to ensure the safety of relief missions. They are partnering with the North Carolina Department of Transportation to help speed the clearing of roads, and with county emergency managers to distribute commodities including food and water. An additional 500 active-duty soldiers will join those already deployed.

    Communications in the region are improving rapidly, making it easier to identify help needed by communities and people. Cellphone providers reported significant gains in service coverage Sunday, with an estimated 80% of access to cell service in the region restored. Federal Emergency Management Agency teams will install a fiber optic cable to support telecom partners in restoring communications to the remaining inaccessible areas. An additional 30 Starlink satellite systems have arrived and will support search and rescue efforts underway at the North Carolina Emergency Response Center and at mobile locations.

    People and crews in hard hit areas are urged to be careful when removing debris, to ensure they do not disrupt fiber optic cables or cell tower infrastructure critical to keeping communications open. People in the area should restart their cell phones periodically to allow the devices to reconnect to repaired infrastructure.

    North Carolina National Guard and Military Response

    Gov. Cooper activated more than 1,700 North Carolina National Guard soldiers and airmen who are conducting ongoing search and rescue operations and delivering critical supplies. Active-duty military personnel and equipment requested by the Governor are now also part of response efforts.

    National Guard and military personnel from NC and other states are operating more than 50 helicopters and more than 716 specialized vehicles in Western North Carolina to facilitate these missions. The U.S. Army Corps of Engineers is helping to assess water and wastewater plants and dams. Residents can track the status of the public water supply in their area through a website launched on Saturday.

    FEMA Assistance

    More than $30.2 million in FEMA Individual Assistance funds have been paid so far to Western NC disaster survivors and more than 96,747 people have registered for Individual Assistance. Nearly 1,700 people are now housed in hotels through FEMA’s Transitional Sheltering Assistance. Federal partners have delivered more than 6.1 million liters of water and more than 4.1 individual meals in North Carolina to support both responders and people living in the affected communities.

    More than 700 FEMA staff are in the state to help with the western North Carolina relief effort. In addition to search and rescue and providing commodities, they are meeting with disaster survivors in shelters and neighborhoods to provide rapid access to relief resources. They can be identified by their FEMA logo apparel and federal government identification.

    The Major Disaster Declaration requested by Governor Cooper and granted by President Biden now includes 27 North Carolina counties (Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mecklenburg, Mitchell, Polk, Rutherford, Swain, Transylvania, Watauga, Wilkes and Yancey) and the Eastern Band of Cherokee Indians.

    North Carolinians can apply for Individual Assistance by calling 1-800-621-3362 from 7am to 11pm daily or by visiting www.disasterassistance.gov, or by downloading the FEMA app. FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs.

    Help from Other States

    More than 1,600 responders from 35 state and local agencies have performed 102 missions supporting the response and recovery efforts through the Emergency Management Assistance Compact (EMAC). This includes public health nurses, emergency management teams supporting local governments, veterinarians, teams with search dogs and more.

    Beware of Misinformation

    North Carolina Emergency Management and local officials are cautioning the public about false Helene reports and misinformation being shared on social media. NCEM has launched a fact versus rumor response webpage to provide factual information in the wake of this storm. FEMA also has a rumor response webpage.

    Food, Water and Commodity Points of Distribution

    Efforts continue to provide food, water and basic necessities to residents in affected communities, using both ground resources and air drops from the NC National Guard. More than 20,000 hot meals a day are being prepared and served by mobile kitchens. Food, water and commodity points of distribution are open throughout western North Carolina.     Missing Persons

    To report a missing person or request non-emergency support, please call NC 211 or 1-888-892-1162 if calling from out-of-state. NC 211 also has a registry page for missing persons and welfare check requests.

    Shelters

    A total of 22 shelters are open in Western North Carolina and Saturday night served more than 825 people and 94 pets.

    Storm Damage Cleanup

    If your home has damages and you need assistance with clean up, please call Crisis Cleanup for access to volunteer organizations that can assist you at 844-965-1386.

    Power Outages

    Across Western North Carolina, approximately 142,000 customers remained without power at 12:30 p.m., down from a peak of more than 1 million. Overall power outage numbers will fluctuate up and down as power crews temporarily take circuits or substations offline to make repairs and restore additional customers.

    Road Closures

    Travel remains dangerous, with approximately 650 roads closed as of Sunday morning. More than 100 of those roads are primary routes connecting the region. As connectivity and reporting measures improve, these number may increase.

    NCDOT is asking people to avoid unnecessary travel to or in Western North Carolina. NCDOT has posted at ncdot.gov an interstate detour map for travelers to avoid western N.C. NCDOT currently has more than 2,050 employees and 1,100 pieces of equipment working on more than 3,200 damaged road sites.

    Fatalities

    Seventy-seven storm-related deaths have been confirmed in North Carolina by the Office of Chief Medical Examiner. We expect that this number will continue to rise over the coming days. The North Carolina Office of the Chief Medical Examiner will continue to confirm numbers twice daily. If you have an emergency or believe that someone is in danger, please call 911. The Honorable Sandra Husbands, Acting Minister of the Ministry of Foreign Affairs and Foreign Trade of Barbados, began the oratory at this solemn event, remembering the tragedy that occurred almost five decades ago, shortly after the nations that members of CARICOM had initiated diplomatic relations with the Republic of Cuba. Although this terrorist action was designed to create terror in the Caribbean community, it instead strengthened the commitment to establish lasting bilateral and regional relations with Cuba, our brother country. “During these almost 50 years, relations between Cuba and Barbados have witnessed of the good relations that we maintain, which have been consolidated because we defend honor and integrity in an international context full of hardships, obstacles and challenges and only united can we overcome the fear that terrorist acts like this instill, “said the dignitary.     The reports on the development of energy cooperation between the two countries at the Forum were presented by Igor Sechin, Executive Secretary of the Commission for the President of the Russian Federation on the strategy of development of the fuel and energy industry and environmental safety, Chief Executive Officer of Rosneft Oil Company; Alexander Novak, Deputy Prime Minister of the Russian Federation; Han Zheng, Vice Premier of the State Council of the People’s Republic of China; Dai Houliang, Chairman of the CNPC Board of Directors; CEOs of Russian and Chinese companies. The Forum was also attended by ministers and government officials from the two countries, as well as representatives of the scientific community.

    President Vladimir Putin of the Russian Federation and President Xi Jinping of the People’s Republic of China sent greetings to the Forum participants, in which they noted the positive dynamics of the development of Russian-Chinese energy cooperation.

    In his welcoming address to the Forum, China’s President Xi Jinping declared energy to be the cornerstone of cooperation between China and Russia.

    According to the PRC President, Beijing intends to build a closer partnership with Moscow in the energy sector. “The energy engagement between China and Russia is a cornerstone of practical cooperation between the two countries and also serves as an effective force for global energy security,” reads Xi Jinping’s address.

    Russia and China’s energy cooperation demonstrates sustainability despite external challenges, the PRC President said.

    “In the face of external risks and challenges, Russia and China are intensifying interaction and coordination, promoting major cooperation projects, demonstrating the high sustainability of Russian-Chinese energy cooperation,” reads Xi Jinping’s address.

    UNIQUE OPPORTUNITIES

    Igor Sechin, Executive Secretary of the Commission for the President of the Russian Federation on the strategy of development of the fuel and energy industry and environmental safety, Chief Executive Officer of Rosneft Oil Company, delivered an address at the opening of the 4th Russian-Chinese Energy Business Forum devoted to the development of the energy dialogue between the two countries.

    By the end of this year, the trade turnover between Russia and China may reach $180-190 billion, Rosneft CEO believes. According to him, the figure has already reached $153.9 billion in ten months.

    Thus, Igor Sechin added, the goal of reaching $200 billion in trade turnover may be achieved even earlier than in 2024, as previously planned.

    Igor Sechin noted that Xi Jingping’s 2015 proposal at the rostrum of the UN to create a “community of one destiny for the humankind”, which underlay Chinese foreign policy (as part of the preamble to China’s Constitution), was a worthy response to the challenges of the growing turbulence. “The Western opponents cannot or do not want to understand the great humanitarian meaning of this idea, rejecting the concept of common destiny because of certain ideological considerations,” Igor Sechin believes. “They do not want to understand that it is not about a uniformity, which is naturally alien to the Chinese cultural tradition.” “All phenomena develop together and do not impede one another, all principles are effected together and do not contradict one another,” says a Chinese wisdom. “China simply tells the world: “We are all in the same boat.” And it turns out that China is working to unite humanity, while the West is working to divide it,” Igor Sechin said.

    Rosneft CEO noted that China, like Russia, had always been against unilateral sanctions and economic pressure, which turned into selfish promotion of one’s own selfish interests, and had always advocated the universal and equal application of international law. “Nevertheless, we see that the PRC is subjected to commercial discrimination. The goal is openly set to stop China’s technological development and prevent China from becoming the Number 1 technological power,” the head of Rosneft believes.     Russian energy companies, Sechin said, were ready to cooperate with Chinese partners in all areas—“in coal, in gas, in oil, in electricity and through Rosatom.”

    Rosneft CEO noted that the Company had always promoted integral cooperation with Chinese partners along the entire technological chain: that is exploration and production, refining, power generation, sales at potential markets, including retail sales. “As a rule, such cooperation implies exchange of shares, setup of joint ventures, supply of equipment, and technological partnership,” he said.

    POTENTIAL FOR GROWTH IN ENERGY EXPORTS

    Russia’s oil exports to China in January-October 2022 increased by 9.5% year-on-year to reach almost 72 million tonnes. This put Russia in second place among the suppliers of this fuel to Beijing, only slightly behind Saudi Arabia (73.8 million tonnes), Igor Sechin said.

    For his part, Russia’s Deputy Prime Minister Alexander Novak acknowledged the possibility of building new oil pipelines to China.

    Rosneft CEO also reminded the audience about the Vostok Oil project that “would provide long-term, reliable, and guaranteed energy supplies to Asia’s growing economies.” The project should produce 115 million tonnes of oil by 2033, equivalent to 2.5% of current world production.

    Russia also retains great potential for increasing hydrocarbon exports. For example, Sechin estimates that Rosneft alone has more than 2 trillion cubic metres of gas reserves in Eastern Siberia and the Far East that could be delivered to China.

    According to Igor Sechin, Russian pipeline gas deliveries could increase by 60% this year. The figure will exceed 100 billion cubic metres a year in the foreseeable future, and Rosneft CEO is confident that this is not even the limit.

    For his part, China National Petroleum Corporation (CNPC) Chairman Dai Houliang pointed to the importance of proper operation of oil pipelines from Russia to China and the Yamal LNG project, in which CNPC has a stake.

    “The implementation of the Sino-Russian gas pipeline through the Far East route and the Arctic LNG-2 project should also be accelerated,” he added.

    Furthermore, according to Igor Sechin, Russia accounts for almost a quarter of China’s coal imports—53 million tonnes in the first ten months of this year. Only Indonesia supplies more coal to the PRC.

    China buys from Russia not only hydrocarbons, but also electricity. Between January and October, its supplies grew by 33% and set a new record.

    SETTLEMENTS IN NATIONAL CURRENCIES

    As Alexander Novak noted, Russia and China were switching to settlements in national currencies when trading energy resources: “This work helps to prevent risks and facilitate the transformation of the rouble and yuan to the status of world reserve currencies.” In addition, the two countries’ central banks are working on a settlement system outside SWIFT.

    A significant step in the development of settlement in national currencies was Rosneft’s 2022 placement of an issue of bonds in yuan totalling 15 billion. According to bank analysts, this was the largest corporate bond market placement in the Russian market ever.

    Executive Secretary of the Presidential Commission on the strategy of development of the fuel and energy industry Igor Sechin noted that settlements under foreign economic contracts, primarily for the supply of energy products, had been promptly adapted to the new conditions. “I consider it important to develop clearing payments between China and Russia, which could then be joined by other interested countries (EAEU, SCO, BRICS). The existence of an independent settlement system is an important component of financial sovereignty in the contemporary world,” the head of Rosneft said.

    A significant contribution to the development of energy cooperation between the two countries was the publication of the Atlas of Russian-Chinese Energy Cooperation Investments. This document is a comprehensive and practical guide to the implementation of joint projects. Its first part, presented at the previous Forum by the Russian side, was devoted to a review of the current state and prospects of development of the fuel and energy complex of the Russian Federation.

    During the 4th Russian-Chinese Energy Business Forum, Zhang Jianhua, Head of the State Energy Administration of the People’s Republic of China, gave a presentation on the Chinese part of the Atlas.

    The Forum brought together over 300 representatives of major Russian and Chinese companies in the oil and gas, power, coal, nuclear and renewable energy sectors, heads of federal executive authorities, power equipment manufacturers, and representatives of the financial and IT sectors. The participants discussed in detail the key issues of bilateral cooperation in the energy sector. On the sidelines of the Forum, contracts were discussed and concluded between Russian and Chinese partners on energy supply, technology development, joint research, personnel training, and involvement of Chinese companies in the procurement of goods, works and services for projects implemented in Russia.

    The Russian-Chinese Energy Business Forum has been held since 2018, in line with the agreements reached by President Vladimir Putin of the Russian Federation and President Xi Jinping of the People’s Republic of China. The two leaders outlined the main objective of the Forum, that is to expand cooperation, find new areas for investment and implement promising projects in the energy sphere in Russia and China.

    MANILA, PHILIPPINES (7 October 2024) — The Asian Development Bank (ADB) has approved a $42 million loan to provide coastal and riverbank protection to increase resilience of local communities and natural ecosystems in the state of Maharashtra, India. 

    The Maharashtra Sustainable Climate-Resilient Coastal Protection and Management Project will establish coastal erosion and riverbank protection solutions such as offshore reefs, sheet piles, beach nourishment, and vegetation planting to restore and stabilize the coastline. 

    “The project will demonstrate the benefits of adopting new engineering hybrid approaches such as offshore reefs construction and rock protection works, as well as soft nature-based solutions such as beach and dune nourishment,” said ADB Water Resources Specialist Marie L’Hostis. 

    “The project responds to Maharashtra’s climate adaptation needs as outlined in the state’s Shoreline Management Plan and address climate change threats as shown by increasing rates of sea-level rise and coastal erosion though flexible nature-based and hybrid solutions, which can adapt to different climate scenarios,” said ADB Senior Climate Change Specialist (Coastal Adaptation) Alessio Giardino.

    ADB will help build the capacity of the Maharashtra Maritime Board in shore management planning, including the establishment of a coastal infrastructure management unit. The project will support capacity building of stakeholders on gender equality and social inclusion, coastal management, and livelihood activities.  

    The project builds on the ADB-financed Sustainable Coastal Protection and Management Investment Program. It aims to enhance fisheries and tourism, while encouraging increased participation of women, youth, and vulnerable groups in coastal zone management.

    Financial Secretary of the Hong Kong Special Administrative Region (HKSAR) government Paul Chan said on Sunday that the HKSAR government’s Office for Attracting Strategic Enterprises will announce next month a list of more than 10 enterprises that will establish a foothold in Hong Kong.

    These enterprises are from the Chinese mainland, the United States, Europe and other places, with more than half of them specializing in artificial intelligence and big data. Some of them are leading enterprises in their fields.

    Chan said that entering the fourth quarter of 2024, the overall market atmosphere has improved significantly. From September to last Friday, the average daily turnover was about 192 billion HK dollars (about 24.72 billion U.S. dollars), which was double of that in August.

    Chan said that the continuous reform and innovation of Hong Kong’s listing system over a past period of time have enhanced Hong Kong stock market’s attractiveness and vitality.

    In 2018, Hong Kong allowed pre-revenue/pre-profit biotechnology companies, and new economy companies with different share structures, to list in Hong Kong.

    There are more than 330 new economy companies listed in Hong Kong. Although they only account for about 30 percent of the listed companies, their total market value exceeded 9.6 trillion HK dollars, accounting for more than 26 percent of the total market value of Hong Kong stocks and accounting for nearly 23 percent of the average daily trading volume of Hong Kong stocks. This has brought the Hong Kong stock market to a new level.

    Last year, Hong Kong further introduced a special listing rule for specialist technology companies to support these companies to raise funds.

    These reforms have made Hong Kong a preferred listing destination for many tech companies, Chan said.

    At the end of this month, Chan will lead a delegation from the financial and innovation sectors to the Middle East to promote Hong Kong’s latest development as an international financial, trade and innovation center, Hong Kong’s unique advantages and functions under “one country, two systems,” as well as new opportunities in the Guangdong-Hong Kong-Macao Greater Bay Area and the Belt and Road Initiative.     The National Day Golden Week has seen a highlight, with tourists flocking to New Town Plaza in Sha Tin, the eastern New Territories, to see for themselves another new Guinness World Record.

    Here a long scroll of the “Along the River During the Qingming Festival,” an iconic painting of Northern Song Dynasty (960-1126), unfolded and has been on display, ingeniously constructed straight from lego bricks.

    Covering 47 square meters, the world’s largest lego exhibit, shown from Sept. 25 through Oct. 31, has been the latest weekend and holiday hotspot, delicately piecing together a marvellous world where the old and the new converge.

    For viewers, the exhibit is impressive in a way that it blends two vastly different cultural representatives from the East and the West: a masterpiece of ancient Chinese painting and a classic toy igniting childhood memories of westerners.

    “We rolled out this exhibit mainly to promote traditional Chinese culture through creative events, in a way that is more relaxed, entertaining and appealing to young people,” said Tania Wan, deputy general manager of Personal Banking and Wealth Management with Bank of China (Hong Kong), which initiated the program.

    As people walk along the 26-meter-long and three-dimensional diorama made from up to 3 million lego bricks, they can picture themselves in bustling streets centuries ago, where vendors were selling melons and kids were playing hide and seek.

    “There were myriad depictions of people in all walks of life going about their daily activities and no two objects are identical,” Hong Kong local surnamed Chung told Xinhua. “Everything seemed to be brought to life within seconds.”

    Pointing at a two-storey building with a front door decorated with colorful ribbons, Li Chun-tung, an art lecturer at the University of Hong Kong, said, “This was one of the busiest restaurant then, with decorations typical of taverns and bars in Nothern Song Dynasty. It was among many buildings and structures that were vividly restored in this model.”

    The lego diorama recaptures many details of life over centuries ago, much the same as those depicted in the painting. There were various trades including a joss stick shop, barber, fortune teller and medical clinic, and larger businesses such as teahouses, restaurants, taverns, butchers, and hawkers, as well as different means of transportation like sedan chairs, wagons, donkeys, horses and camels.

    However, program executive and lego certified professional Andy Hung was far from being satisfied. With over 10 years of coordinator and creator of lego exhibitions, the veteran admitted there were still details unrestored due to the limitation of lego in displaying human figures.

    For Hung, it was by no means an easy job, with five months spent on sorting out blueprint. Hung has polished lego solutions, consulted historians and architects, in addition to inspirations from archives.

    “Every project is new to me, because every time I face a different scene, a different architecture, and a different culture. And recreating those through lego is a challenge,” Hung said.

    In his studio in Lai Chi Kok, Kowloon, among items on display were fun lego recreations stemming from traditional Chinese culture, including the Forbidden City, Peking Opera facial masks, Suzhou double-sided embroidered fans, the Terracotta Warriors and the Yellow Crane Tower.

    “Young people in Hong Kong are very interested in recreating traditional Chinese cultural works with lego. This time, we invited many young people and students from Hong Kong for the item, and they were very passionate,” Hung said.

    “I am simply demonstrating traditional culture with my works, and let ingenious toys tell traditional culture,” Hung said.

  • MIL-OSI China: China embraces world economy with unswerving opening-up

    Mohan, a small town in the southernmost part of southwest China’s Yunnan Province, reached a trade milestone last month, with over 10 million tonnes of freight, including fresh fruits, coffee, air conditioners and new-energy vehicles, transported on the China-Laos Railway over the previous three years.
    Since the launch of the 1,035 km rail line in December 2021, Mohan has become an important transport hub with significant highway and railway ports. Also, it’s the only national-level land port linking China and Laos, with new development opportunities mushrooming.
    The story of Mohan is a telling example of China’s unwavering high-level opening-up. Since the founding of the People’s Republic of China 75 years ago, China has achieved leapfrog development in opening wider to the world.
    Confident that opening-up is the right path, China has been implementing proactive strategies, including spurring trade growth, attracting foreign investment and expanding institutional opening-up, to accelerate cultivating new international competitive advantages and achieving mutual benefits with other countries.
    BOLSTERING FOREIGN TRADE, INVESTMENT
    In 1950, China’s foreign trade in goods was only 1.1 billion U.S. dollars, accounting for 0.9 percent of the world’s total. By 2023, China’s total goods trade had reached 5.9 trillion U.S. dollars, accounting for 12.4 percent of the global share, and has consistently ranked first in the world for seven consecutive years.
    Service trade has also undergone tremendous expansion. When the People’s Republic of China was founded, the country’s service trade was almost zero. While in 2023, China’s total service trade import and export volume reached 933.1 billion U.S. dollars, ranking fourth in the world.
    The country is actively expanding imports to share market opportunities with the rest of the world. In 2023, China’s import sources have covered over 200 countries and regions. The China International Import Expo (CIIE), the world’s first national-level import-themed expo, has been held for six consecutive years.
    “China should continue to offer new opportunities nurtured from its vast market to other countries by holding international fairs such as the CIIE, the China International Consumer Products Expo and the Global Digital Trade Expo,” said Ma Xiangdong, a professor at the Party School of the Communist Party of China of Beijing Municipal Committee.
    Continuous efforts have been made on lowering tariffs. China’s overall tariff level has been reduced to 7.3 percent, approaching the average level of developed countries. The country recently announced a move to give all the least developed countries that have diplomatic relations with China zero-tariff treatment for 100 percent tariff lines starting from Dec. 1 of this year.
    China has built 22 pilot free-trade zones, covering coastal, inland and border areas, contributing about 20 percent of the total foreign investment and import-export volume of the country.
    The country also keeps expanding its “friend circle” globally. By the end of 2023, China had signed 22 free-trade agreements with 29 countries and regions, and it had signed over 200 Belt and Road cooperation documents with over 150 countries and over 30 international organizations.
    At the same time, foreign investment has been encouraged. The country’s negative list for foreign investment had been shortened for five consecutive years from 2017 to 2021, and laws and regulations, including the Foreign Investment Law, were put into force to step up protection for foreign investors.
    In 2023, China’s foreign direct investment, in actual use, reached 163.3 billion U.S. dollars, an increase of 176 times compared to 920 million U.S. dollars in 1983, maintaining its world-leading position in terms of scale for multiple consecutive years.
    China’s investment is playing an increasingly prominent role in promoting economic development worldwide. In 2023, China’s non-financial outbound direct investment reached 130.1 billion U.S. dollars, an increase of 61 times on that of 2003, and ranking third worldwide for 11 consecutive years.
    PROPELLING INSTITUTIONAL OPENING-UP
    China has been unswervingly expanding institutional opening-up in recent decades to realize high-quality development and offer the world new growth momentum and opportunities, rolling out various policies.
    In the latest move of this kind, China announced in September that it would allow the establishment of wholly foreign-owned hospitals in certain cities and regions, including Beijing, Tianjin, Shanghai, Nanjing, Suzhou, Fuzhou, Guangzhou, Shenzhen and throughout the island of Hainan.
    In the same month, the country issued the 2024 version of the negative list for foreign investment access, reducing the number of restrictions from 31 to 29 and achieving zero restrictions on the manufacturing sector.
    This fully demonstrates China’s active willingness to expand mutual benefits and a clear attitude to supporting economic globalization, said Jin Xiandong, an official with the National Development and Reform Commission, adding that further efforts will be made to improve the level of foreign investment liberalization and facilitation, and to optimize service for foreign-invested enterprises.
    At its third plenum, the 20th Central Committee of the Communist Party of China renewed the country’s commitment to the basic state policy of opening to the outside world and continuing to promote reform through opening up.
    “Leveraging the strengths of China’s enormous market, we will enhance our capacity for opening up while expanding international cooperation and develop new institutions for a higher-standard open economy,” reads a resolution adopted at the plenum.
    Opening up to the outside world is not just a matter of “opening the door”, but more importantly, is actively aligning with international economic and trade regulations as well as other high-standard rules, said Zhang Bin, deputy director of the Institute of World Economics and Politics at the Chinese Academy of Social Sciences.
    Zhang underlined the need to enhance synergy between the domestic and international markets as well as resources to constantly cultivate and consolidate new advantages in international economic cooperation and competition.

    Speaking at the opening of the conference in the presence of the IIFT Vice-Chancellor, Professor Rakesh Mohan Joshi, WTO Deputy Director-General Xiangchen Zhang stressed the importance of the WTO Chairs Programme (WCP) network in fortifying the multilateral trading system and guiding both current and future trade negotiations. “Trade negotiations cannot succeed if only a few voices are heard,” he said. “Every country, regardless of size or wealth, has a stake in the system and should actively shape its future. Universities and academic institutions such as the WTO Chairs have a critical role to play.”
    Ajay Bhadoo, Additional Secretary of the Department of Commerce in India, highlighted the rapid transformation of the global trade environment, driven by factors such as digital trade, sustainability goals, and supply chain resilience. “Asia and Africa are at the nexus of these changes,” he noted, emphasizing that these regions are pivotal in driving the next phase of global trade expansion, which must be inclusive, sustainable and equitable.
    Throughout the conference, participants engaged in discussions on critical issues, including regional approaches to international trade, with experts calling for stronger connections between regions to promote “re-globalization” in the face of current global challenges.
    Another key topic of discussion was the role of digital technology in empowering marginalized groups, including small businesses, women, and youth. Participants highlighted the WCP’s efforts in building resources to support this goal, stressing the need for inclusive digital policies.
    The conference also explored how international trade could support sustainable climate actions, particularly in the areas of clean energy, agricultural sustainability, and green industrial policies. The vital importance of minerals essential for the transition to net-zero emissions, as well as the need for climate-resilient agricultural trade policies, was also discussed.
    Ambassador Senthil Pandian, India’s Permanent Representative to the WTO, commended the WTO chairs’ efforts in advancing international trade knowledge across all regions. “This conference has underscored the immense potential within Asia and Africa and the opportunities to forge stronger partnerships to develop capacity in trade,” he said.
    France’s Permanent Representative to the WTO, Ambassador Emmanuelle Ivanov-Durand, also emphasized the value of knowledge exchange. “It is even more valuable between countries from different continents where interests can be understood differently but where strong partnerships can be found,” she said. France is the largest donor of the WCP.
    Ambassador Jung Sung Park, Deputy Permanent Representative of the Republic of Korea to the WTO, reaffirmed the importance of collaboration between Asia and Africa, which together account for approximately half of the WTO’s membership. He stressed that evidence-based research is crucial to shaping a more inclusive and sustainable global trade system, and praised the WCP for its role in bridging academia, policymakers and the public.
    Julian Storm, Economic Counsellor  at the Australian High Commission in India, represented Australia, a donor to the WCP, at the event. “Australia believes global trade must be inclusive, and growth must benefit developing economies,” he stated. “The best way to achieve this is by ensuring we have a WTO that is durable, fit for purpose, and works for all.”
    The conference concluded with remarks from Satya Srinivas, Additional Secretary of the Department of Commerce in India and chief negotiator for the India-European Union free trade agreement, who praised the event for encouraging critical discussions on governance and sustainable development, particularly within the context of the UN Sustainable Development Goals.
    The WTO Chairs Programme seeks to foster research, build capacity, and facilitate meaningful dialogue on international trade issues among policymakers and key stakeholders. This conference laid a robust foundation for future collaboration between the WTO, the Government of India and the wider regions of Asia and Africa, paving the way for strengthened partnerships and deeper engagement in shaping the global trade landscape.

  • MIL-OSI Economics: Members underline need for services trade to be inclusive

    Follow-up to outcomes of ministerial conferences

    At the 13th Ministerial Conference (MC13) held in February 2024, ministers stressed that services generate more than two-thirds of global economic output and account for over half of all jobs. They also emphasized the importance of advancing work on trade in services at the WTO. Stemming from this, the Council agreed to hold an informal discussion on the WTO-World Bank report entitled “Trade in Services for Development“. The ministerial mandate on the WTO’s work on trade in services can be found in paragraph 18 of the MC13 Declaration.

    Several members also expressed an interest in exploring the interplay between services trade and the green transition. The WTO’s Organisation of African, Caribbean and Pacific States announced that it is working on updating the note entitled “Vulnerable ACP State services sectors impacted in the context of the COVID-19 Pandemic” submitted in 2021. A suggestion was made to hold a workshop on crisis preparedness in response to the MC13 mandate.

    Participation of LDCs in services trade

    The WTO LDC Group presented to the Council a new questionnaire that aims to assess how LDC services suppliers are working with consumers and enterprises, particularly in the member economies that have notified preferences for LDCs, with the aim of identifying the challenges they may face.

    Members reaffirmed their commitment to increasing the participation of LDCs in global services trade in line with the MC12 Outcome Document and the MC13 Declaration. They reiterated their continued support for putting the Services Waiver into practice as a means of reaching this goal. The waiver was formalized by a decision adopted at the 2011 Ministerial Conference. Preferences for LDC services and service suppliers have been notified by 51 WTO members under the waiver.     A total of 35 WTO members are classified as LDCs.

    Work Programme on E-commerce

    Some members proposed that the Council complement the work done in the General Council’s dedicated discussions on e-commerce in light of its services-trade focus. Some of the issues suggested for discussion include trade in digitally delivered services, artificial intelligence, cloud computing and financial inclusion.

    The importance of making digital trade more inclusive and of boosting the participation of developing economies in e-commerce was also highlighted.

    Services trade concerns

    Members discussed three previously addressed specific trade concerns involving cybersecurity measures and mobile applications, among other services-related topics.

    Japan and the United States, supported by several other members, reiterated concerns about the cybersecurity measures of China and Viet Nam. China repeated concerns with certain services measures of the United States. China also reiterated its concerns regarding India’s measures in relation to mobile applications.

    Trade in financial services

    Crisis preparedness

    In the Committee on Trade and Financial Services, Pakistan underscored the important role played by financial services in supporting crisis management frameworks. It stressed that the capacities of developing economies in this area should be reinforced, as mandated by ministers at MC13 (see paragraph 21 of the Ministerial Declaration). Members expressed readiness to look into ways of discussing this.

    The Committee is one of the Services Council’s subsidiary bodies.

    Facilitating electronic payments

    Introducing a new proposal, China said that developing economies lack an effective infrastructure and regulatory framework to keep up with international organizations and governments in terms of making online payments more secure. Given that emerging technologies are heavily impacting international economic activities, China suggested a discussion on the WTO’s role in facilitating the expansion of electronic payments across economies.

    The proposal will be discussed at the next Committee meeting in December.

    Reducing the cost of remittance services

    Members were unable to reach consensus on establishing a work programme on reducing the cost of remittance services in the Committee – as proposed by India in a communication dated 8 March – but there was support among members for exploring how the WTO can complement discussions in other international fora.

  • MIL-Evening Report: XEC is now in Australia. Here’s what we know about this hybrid COVID variant

    Over the nearly five years since COVID first emerged, you’d be forgiven if you’ve lost track of the number of new variants we’ve seen. Some have had a bigger impact than others, but virologists have documented thousands.

    The latest variant to make headlines is called XEC. This omicron subvariant has been reported predominantly in the northern hemisphere, but it has now been detected in Australia too.

    So what do we know about XEC?

    Is COVID still a thing?

    People are now testing for COVID less and reporting it less. Enthusiasm to track the virus is generally waning.

    Nonetheless, Australia is still collecting and reporting COVID data. Although the number of cases is likely to be much higher than the number documented (around 275,000 so far this year), we can still get some idea of when we’re seeing significant waves, compared to periods of lower activity.

    Australia saw its last COVID peak in June 2024. Since then cases have been on the decline.

    But SARS-CoV-2, the virus that causes COVID, is definitely still around.

    Which variants are circulating now?

    The main COVID variants circulating currently around the world include BA.2.86, JN.1, KP.2, KP.3 and XEC. These are all descendants of omicron.

    The XEC variant was first detected in Italy in May 2024. The World Health Organization (WHO) designated it as a variant “under monitoring” in September.

    Since its detection, XEC has spread to more than 27 countries across Europe, North America and Asia. As of mid-September, the highest numbers of cases have been identified in countries including the United States, Germany, France, the United Kingdom and Denmark.

    XEC is currently making up around 20% of cases in Germany, 12% in the UK and around 6% in the US.

    Although XEC remains a minority variant globally, it appears to have a growth advantage over other circulating variants. We don’t know why yet, but reports suggest it may be able to spread more easily than other variants.

    For this reason, it’s predicted XEC could become the dominant variant worldwide in the coming months.

    How about in Australia?

    The most recent Australian Respiratory Surveillance Report noted there has been an increasing proportion of XEC sequenced recently.

    In Australia, 329 SARS-CoV-2 sequences collected from August 26 to September 22 have been uploaded to AusTrakka, Australia’s national genomics surveillance platform for COVID.

    The majority of sequences (301 out of 329, or 91.5%) were sub-lineages of JN.1, including KP.2 (17 out of 301) and KP.3 (236 out of 301). The remaining 8.5% (28 out of 329) were recombinants consisting of one or more omicron sub-lineages, including XEC.

    Estimates based on data from GISAID, an international repository of viral sequences, suggests XEC is making up around 5% of cases in Australia, or 16 of 314 samples sequenced.

    Queensland reported the highest rates in the past 30 days (8%, or eight of 96 sequences), followed by South Australia (5%, or five out of 93), Victoria (5%, or one of 20) and New South Wales (3%, or two of 71). WA recorded zero sequences out of 34. No data were available for other states and territories.

    What do we know about XEC? What is a recombinant?

    The XEC variant is believed to be a recombinant descendant of two previously identified omicron subvariants, KS.1.1 and KP.3.3. Recombinant variants form when two different variants infect a host at the same time, which allows the viruses to switch genetic information. This leads to the emergence of a new variant with characteristics from both “parent” lineages.

    KS.1.1 is one of the group commonly known as “FLiRTvariants, while, KP.3.3 is one of the “FLuQE” variants. Both of these variant groups have contributed to recent surges in COVID infections around the world.

    The WHO’s naming conventions for new COVID variants often use a combination of letters to denote new variants, particularly those that arise from recombination events among existing lineages. The “X” typically indicates a recombinant variant (as with XBB, for example), while the letters following it identify specific lineages.

    We know very little so far about XEC’s characteristics specifically, and how it differs from other variants. But there’s no evidence to suggest symptoms will be more severe than with earlier versions of the virus.

    What we do know is what mutations this variant has. In the S gene that encodes for the spike protein we can find a T22N mutation (inherited from KS.1.1) as well as Q493E (from KP.3.3) and other mutations
    known to the omicron lineage.

    Will vaccines still work well against XEC?

    The most recent surveillance data doesn’t show any significant increase in COVID hospitalisations. This suggests the current vaccines still provide effective protection against severe outcomes from circulating variants.

    As the virus continues to mutate, vaccine companies will continue to update their vaccines. Both Pfizer and Moderna have updated vaccines to target the JN.1 variant, which is a parent strain of the FLiRT variants and therefore should protect against XEC.

    However, Australia is still waiting to hear which vaccines may become available to the public and when.

    In the meantime, omicron-based vaccines such as the the current XBB.1.5 spikevax (Moderna) or COMIRNATY (Pfizer) are still likely to provide good protection from XEC.

    It’s hard to predict how XEC will behave in Australia as we head into summer. We’ll need more research to understand more about this variant as it spreads. But given XEC was first detected in Europe during the northern hemisphere’s summer months, this suggests XEC might be well suited to spreading in warmer weather.

    Environment Minister Penny Simmonds has confirmed the final appointee to the refreshed Environmental Protection Authority (EPA) board.

    “I am pleased to welcome Brett O’Riley to the EPA board,” Ms Simmonds says.

    “Brett is a seasoned business advisor with a long and distinguished career across the technology, tourism, and sustainable business sectors.

    “His extensive experience across multiple sectors, combined with his governance expertise, leadership and deep commitment to innovation, will be a tremendous asset to the board.”

    Brett O’Riley is currently the Executive Chairman of Manawaroa Education and a member of the APEC Business Advisory Council. He also serves as Managing Partner of GSD Corporation and is an advisor at Tata Consultancy Services, where he assists in delivering consulting and business solutions that leverage technology for business transformation.

    He has been appointed for a three-year term, which will conclude in August 2027. 

    Brett O’Riley joins other recently appointed first-term board members Barry O’Neil, Jennifer Scoular, Alison Stewart, and Nancy Tuaine, all of whom are also serving three-year terms.

    “I look forward to working closely with Brett and the rest of the refreshed board to achieve balanced outcomes that protect the environment while supporting key industries.”

    The EPA is New Zealand’s national environmental regulator and plays a vital role across the entire economy.

She has served as President/CEO of JustLeadershipUSA (JLUSA), a national nonprofit that empowers people directly impacted by the criminal justice system. DeAnna is a nationally- recognized advocate and policy expert who has shifted the national narrative on the disparities and limitations of having a criminal background. She has served as Senior Policy Advisor and as Deputy Director of the Federal Interagency Reentry Council at the U.S. Department of Justice. DeAnna was also the founding Director of Reentry for Hamilton County Board of County Commissioners in Ohio.
    Michael Kennedy is from Morehead City, North Carolina, and is placed at the United States Coast Guard. As a nurse practitioner, her career involves direct patient care while leading process improvement in rural and underserved settings. Michael attended Lenoir Community College to become a Registered Nurse and later earned a B.S. Nursing from Barton College. Witnessing disparities in practice led Michael to East Carolina University for an M.S. Adult Nurse Practitioner, Post-M.S. Nursing Leadership, Doctorate of Nursing Practice, and Post-DNP Nursing Education. To better serve her community, Michael completed a Post-M.S. Adult-Gerontological Acute Care NP and Post-DNP Psychiatric-Mental Health NP at Duke University. Michael is a Great 100 Nurse and Bonnie Jones Friedman Humanitarian Award recipient.
    Hoa Nguyen is from Silver Spring, Maryland, and is placed at the National Economic Council and the United States Coast Guard. At Montgomery College, she is an associate professor and chair of the business department, where she helped implement a zero-textbook-cost Business degree, saving students thousands of dollars in education costs. Under her leadership, faculty and students have won multiple local, state and national awards and recognitions. Hoa also co-led numerous initiatives that led to the launch of the Asian American Native American Pacific Islander Taskforce at the college. Hoa received a Ph.D. in economics from the University of Arizona.
    Amnahir Peña-Alcántara is from Bronx, New York, and is placed at the Department of Commerce: National Institute of Standards and Technology. She is pursuing a Ph.D. in Materials Science and Engineering at Stanford University funded by the NSF’s Graduate Research Fellowship Program and the Knight-Hennessy Scholarship. Her research focuses on polymer blends for stretchable electronics. She graduated from MIT with a bachelor’s degree in materials science and engineering, and was a researcher at Northwestern University, Oxford University, and MIT. She has interned in wearable technology and textile fabrication companies in the U.S., Canada, Puerto Rico, and India.
    Padmini Pillai is from Newton, Massachusetts, and is placed at the Social Security Administration. Padmini is an immunoengineer bridging the gap between discoveries in immunology and advances in biomaterial design to treat human disease. She has led a team at MIT developing a tumor-selective nanotherapy to eliminate hard-to-treat cancers. During the COVID-19 pandemic, Padmini was featured in several media outlets including CNBC, The Atlantic, and The New York Times to discuss vaccination, immunity, and the disproportionate impact of the pandemic on vulnerable communities. Padmini received her Ph.D. in immunobiology from Yale University and a B.A. in biochemistry from Regis College.
    Maddy Sharp is from San Diego, California, and is placed at the Office of the Second Gentleman. She is a physician leader committed to securing a healthier and more equitable future for all Americans. She has served as a health policy fellow for Senator Amy Klobuchar and a policy research fellow for Secretary John Kerry. Madison has performed clinical work and research in Nicaragua, Jordan, and the Navajo Nation to reduce health disparities and championed policies to enhance healthcare delivery. She completed her obstetrics and gynecology residency at the Hospital of the University of Pennsylvania. Madison holds an M.D. from the Yale School of Medicine and B.A. from Yale University, where she captained the NCAA Division I field hockey team.
    Jason Spencer is from Medford, New York, and is placed at the Department of Commerce. Jason is a Lieutenant Commander in the U.S. Navy serving as an Information Warfare and Intelligence Officer. At sea, he was assigned to aircraft carriers and destroyers deployed to the Middle East and Europe. Ashore, Jason served as Targeting Officer and Aide-de-Camp to the Commander of U.S. Fifth Fleet in Bahrain and later as Aide-de-Camp to the Commander of U.S. Pacific Fleet in Hawaii. At the Pentagon, he served as Senior Intelligence Briefer for the Chief of Naval Operations – Intelligence Plot and as an Executive Officer to the Joint Staff’s Director for Intelligence. Jason earned a B.A. in international studies and political science from Virginia Military Institute, an M.A. from the Department of War Studies at King’s College London, and an M.P.A. from the Kennedy School of Government at Harvard University.
    Nalini Tata is from New York City, New York, and is placed at the White House Office of Cabinet Affairs. She is a neurosurgery resident at New York-Presbyterian Weill Cornell Medical Center/Memorial Sloan Kettering Cancer Center, where she helps treat the spectrum of emergency and elective neurosurgical conditions between a level I trauma center and a world-renowned cancer institute. Her published work spans clinical and non-scientific journals with a focus on advancing equity in access to care. Her career in neurosurgery and long-standing interest in public policy are closely bound by a deep-rooted dedication to public service. She received her BSc in neurobiology from Brown University, MPhil from the University of Cambridge, M.D. from Northwestern Feinberg School of Medicine, and MPP in Democracy, Politics, and Institutions from the Harvard Kennedy School of Government.
    Alexander Tenorio is from Los Angeles, California, and is placed at the Department of Veterans Affairs. He is a neurological surgery resident at the University of California, San Diego. He is the proud son of Mexican immigrants and dedicated to improving health disparities. He has led a research team investigating neurological traumatic injuries at the U.S.-Mexico border with his published work featured in the Los Angeles Times and New York Times. In his commitment for health equity, he partnered with Hospital General de Tijuana in Mexico to improve their neurosurgical care. He earned an M.D. from the University of California, San Francisco and B.A. from the University of California, Berkeley.
    Zachary White II is from Birmingham, Alabama, and is placed at the Department of Veterans Affairs. He is a Radiation Oncology resident physician and cancer researcher at Stanford University. Passionate about health equity, Zach co-chairs Stanford Medicine’s GME Diversity Committee, promoting diverse medical trainees’ recruitment and development, and provides health education to communities to improve health literacy. Zach graduated summa cum laude from Tuskegee University with a B.S. in biology and earned an M.S. in biomedical and health sciences from the University of Alabama at Birmingham. He received his M.D. from the University of South Alabama, where he served as class president.
    Ryan Wisz is from Aiken, South Carolina, and is placed at the Central Intelligence Agency. He is a Lieutenant Commander in the United States Navy serving as a Submarine Warfare officer. At sea, he has served aboard Attack and Ballistic Missile submarines and has deployed seven times, including missions vital to national security. Ashore, he has served as aide-de-camp to the Commander Submarine Force, U.S. Pacific Fleet, and as the Submarine Squadron Engineer in San Diego, California. Prior to military service, he was a Page in the South Carolina House of Representatives and Senate. He received his B.S. in economics from the University of South Carolina and is a Distinguished Graduate from the Naval Postgraduate School with his MBA and published master’s thesis. He has received numerous personal and unit awards during his Navy service, is active in local tutoring, and passionate about financial education and physical fitness.
    Mark York is a seventh-generation farmer from Lake Wilson, Minnesota, and is placed at the Department of Defense Office of Strategic Capital. He is a Ph.D. candidate in computer science at Harvard, where he researches crowdsourcing and reinforcement learning algorithms in collaboration with MIT. He is the co-founder and President of Farm Yield Africa, a non-profit providing tractor services and microcredit to 1,500 farmers in Ghana since 2016. Mark has worked as a consultant, and before that he led a data science team at a startup building agricultural risk models. He began his career at Cargill as a commodity trader and data scientist. Mark studied agronomy and mathematics at South Dakota State University, where as Student Body President he introduced legislation at the state and local level.

    Today, President Biden will travel to Georgia and Florida to survey damage, meet with local officials, community leaders and first responders

    WASHINGTON — As search and rescue, power restoration and communication capabilities remain top priorities throughout the Southeast, FEMA has already helped thousands of Hurricane Helene survivors jumpstart their recoveries with more than $20 million in flexible, upfront funding.  

    More than 5,000 personnel from across the federal workforce are deployed, including more than 1,500 from FEMA. To date, FEMA has shipped over 9.3 million meals, more than 11.2 million liters of water, 150 generators and more than 260,000 tarps to the region. 

    President Biden has approved a Major Disaster declaration for eight counties in Tennessee. This declaration comes in addition to areas in Georgia, Florida, North Carolina, South Carolina and Virginia. Yesterday, the President announced an increase in federal cost share for each state to help state, tribal and local governments and non-profit organizations cover the cost of recovery.

    Disaster survivors in declared areas can begin their recovery process by applying for federal assistance through FEMA. People with damage to their homes or personal property who live in the designated counties should apply for assistance, which may include upfront funds to help with essential items like food, water, baby formula and other emergency supplies. Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay.

    There are three ways apply for FEMA assistance:

    Homeowners and renters with damage to their home or personal property from previous disasters, whether they received FEMA funds or not, are still eligible to apply for and receive assistance for Hurricane Helene.

    Voluntary organizations are also providing personnel and resources to the hardest hit areas. The American Red Cross has more than 850 trained disaster workers providing comfort and operating shelters. Additionally, they are helping find loved ones through their helpline 1-800-RED-CROSS (1-800-733-2767) or by visiting the Red Cross Hurricane Helene Reunification page, where you can enter pertinent information about the person you’re looking for. If someone is missing a child related to this disaster or any other incident, they need to call 9-1-1 and then 1-800-THE-LOST to receive assistance from the National Center for Missing and Exploited Children.

    People can receive free services like cutting fallen trees, tarping roofs and mold mitigation with the help of Crisis Cleanup by calling 844-965-1386. The hotline is open through October 11 and can connect people with volunteers from local relief organizations, community groups and the faith-based community who may be able to assist.

    Connectivity is crucial for disaster response and lifesaving operations. With areas still experiencing mass communications outages, it’s critical that local, state and federal first responders can communicate with each other to conduct lifesaving operations like search and rescue. Fortunately, FEMA has resources that can ensure communications support in even the most remote areas affected by Helene.

    One of FEMA’s tools for emergency communications is Starlink, a mobile unit that allows customers high-speed internet by connecting to satellites. FEMA has successfully deployed Starlink in previous disasters including Guam, Hawaii and Alaska. Because the unit is portable and weighs less than 15 pounds, FEMA can deliver it to the areas that need it most, bringing connectivity to over 100 users.

    Over 60 Starlink units have been sent to multiple states in support of Hurricane Helene response efforts, including 40 units to North Carolina with more on the way. FEMA is in the process of purchasing additional units for use in other areas affected by the storm.

    North Carolina

    In North Carolina, more than 500 FEMA staff are on the ground in North Carolina, with more arriving daily.  over 30 Disaster Survivor Assistance staff are on the ground in affected areas to help survivors to apply for FEMA assistance and connect them with additional state, local, federal and voluntary agency resources. 

    Over 38 state and federal Urban Search and Rescue teams are in North Carolina helping people. As of today, these have rescued or supported over 2,100 survivors. Additional federal search and rescue teams have arrived to support the mission. 

    Wednesday, President Biden visited the state to survey damage and meet with community leaders and state officials. Administrator Criswell remains in North Carolina and will be on the ground until the situation has stabilized. 

    FEMA has activated Transitional Sheltering Assistance for North Carolinians displaced by Tropical Storm Helene. Residents in declared counties who have applied for disaster assistance may be eligible to stay temporarily in a hotel or motel paid for by FEMA while they work on their long-term housing plan. People do not need to request this assistance. FEMA will notify them of their eligibility through an automated phone call, text message and/or email, depending upon the method of communication they selected at the time of application for disaster assistance.

    As of today, more than 70% of originally reported power outages have been restored. Nearly 8,000 crews continue to assist with remaining power restoration efforts.

    To date, over 40,000 people have applied for disaster assistance and FEMA has paid out more than $6.2 million in Individual Assistance directly to survivors. 

    Cellular restoration continues to improve, with less than 38% of cellular sites down as of today. Ten counties have 50% or more cell sites down. Two Federal Communications Commission surveillance teams are conducting inspection operations on equipment in targeted counties.  FEMA is boosting response coordination by providing 40 Starlink units to ensure first responders can communicate with each other. 

    The Eastern Band of Cherokee Indians has full mobile cellular service. 

    Commodity distribution, mass feeding and hydration operations are underway in areas of western North Carolina. FEMA commodity shipments are enroute to support operations. 

    Voluntary organizations are supporting mass feeding operations with bulk food and water deliveries coming via truck and aircraft. 

    The American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage. 

    Twenty-six shelters are housing over 1,000 occupants. Mobile feeding operations continue to help survivors in heavily impacted areas, including 3 mass feeding sites in Buncombe, McDowell and Watauga counties. 

    The North Carolina National Guard has delivered 12 aircraft pallets, totaling more than 100,000lbs of food and over 38,000lbs of water to Asheville.

    Information for Residents

    • Residents can visit: ncdps.gov/helene to get information and additional assistance.  
    • Residents should not travel to western North Carolina to keep the roadways clear for search and rescue teams and utility crews.  
    • Residents can get in touch with loved ones by calling 2-1-1 or visiting unitedwaync.org to add them to search and rescue efforts.   

    Florida

    Today, President Biden will visit the state to survey damage and meet with state and local leaders.

    On Wednesday, five counties were added to the disaster declaration, bringing the total eligible for Individual Assistance to 22 counties. Survivors in Columbia, Gilchrist, Hamilton, Leon and Suwannee counties may now apply for FEMA disaster assistance. FEMA specialists are canvassing Florida communities impacted by Hurricane Helene to help survivors apply for assistance. Additionally, FEMA inspectors have begun visiting applicants’ homes to verify disaster-caused damage.

    FEMA has received over 85,000 applications for assistance and has provided more than $7.5 million to survivors.

    The U.S. Army Corps of Engineers is conducting either debris assessments or water/wastewater assessments across seven counties.

    The American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage. More than 450 volunteers continue conducting direct emergency feeding and working with feeding partners to provide distribution in support of partner production. Sixteen shelters remain open with less than 475 occupants.

    The Salvation Army has active mobile feeding units serving meals and distributing supplies in 13 counties.

    Residents in need of information or resources should call the State Assistance Information Line (SAIL) at 1-800-342-3557. English, Spanish and Creole speakers are available to answer questions.

    Georgia

    Today, President Biden will visit to survey damage in various affected areas of Georgia. On Wednesday, Vice President Harris visited Richmond County to meet with community leaders. On Wednesday, Vice President Harris was in Augusta to survey damage and meet with local officials. 

    FEMA has received nearly 100,000 applications for assistance. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources.  

    The Salvation Army has 26 active mobile feeding units providing meals and support to 10 counties in the affected areas.  

    The American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage. The organization continues to conduct direct emergency feeding and working with feeding partners to provide distribution in support of partner production. Two new shelters opened yesterday, totaling 10 shelters with over 500 occupants.

    South Carolina

    Today, FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources.  

    Region 10 Regional Administrator Willie Nunn is on the ground to help oversee response and recovery operations in the state.

    In South Carolina, FEMA has received over 88,000 applications and distributed more than $4.4 million to survivors.  

    The American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage. One shelter closed yesterday. Nine shelters remain open with less than 175 occupants. 

    Team Rubicon is continuing to route clearance operations in Spartanburg County and continues planning for clearing other areas. 

    The state has established a Mass Feeding Task Force to include multiple voluntary agencies. Three Salvation Army mobile feeding units are in hard hit areas. FEMA is supporting the state’s feeding mission with Meals Ready to Eat and drinking water.  

     Information for Residents

    • Residents with questions on Hurricane Helene can call the state’s toll-free hotline, open 24 hours a day, at 1-866-246-0133. 
    • Residents who are dependent on medical equipment at home and who are without power due to Helene may be eligible for a medical needs shelter. Call the state’s Department of Public Health Care Line at 1-855-472-3432 for more information. 

    Virginia  

    Several federal agencies, including FEMA, U.S. Army Corps of Engineers, Department of Energy and the Cybersecurity and Infrastructure Security Agency, are already in Virginia and working hard with their counterparts with the Virginia Department of Emergency Management and other state agencies. Priorities include coordinating the removal of debris and restoration of critical infrastructure.

    Today, the first Disaster Survivor Assistance staff will start working on the ground in neighborhoods across the affected counties. These teams help survivors apply for FEMA assistance and connect them with additional state, local, federal and voluntary agency resources.

    Residents of Giles, Grayson, Smyth, Tazewell, Washington and Wythe counties, as well as residents of the city of Galax, are eligible to apply for assistance from FEMA to help with costs from damage and losses due to Tropical Storm Helene.

    Tennessee

    On Wednesday, President Biden approved a major disaster declaration for the state. This includes individual assistance for Carter, Cocke, Greene, Hamblen, Hawkins, Johnson, Unicoi and Washington counties.

    Individual Assistance provides money to survivors for serious needs, including food, gas and medication. It also provides money for the repair and/or replacement of personal property and repairs to a disaster-damaged home.

    Shelter and mass feeding operations have expanded with support from National Guard, delivering food to Unicoi, Washington and Carter counties via aircraft.

    Ten shelters remain open with decreasing populations, as people are able to safely return home.

    Power and cellular restoration continues to improve. Power has been restored to nearly all customers and less than 13% of cellular sites are down across the affected area.

    Information for Residents

    • Residents can call 1-800-824-3463 to report a missing person. Callers should be prepared to provide as much information as possible including names, phone numbers, vehicle identification and last known whereabouts.

    A plantation drive under the leadership of Hon’ble Minister of State for Consumer Affairs, Food & Public Distribution, Smt. Nimuben Jayantibhai Bambhaniya was organized on 01.10.2024 at Food Corporation of India (FCI) Depot, Mayapuri, New Delhi , under the “Ek Ped Maa ke Naam” campaign.

    As a part of the Swachhata Hi Sewa (SHS)- 2024 and pre-cursor to the implementation phase of Specail Campaign 4.0, the senior officers of the Department of Food and Public Distribution inspected the various sections of the Department on 01.10.2024. They also sensitized the staff about the importance of cleanliness in every day life.

    Warehousing Development and Regulatory Authority distributed safety gears to Safai Mitras as a part of Swachhata Hi Seva 2024 Campaign on 01.10.2024.

    National Sugar Institute (NSI), Kanpur  cleaned  an  identified black spot (Cleanliness Target Unit)  as a part of their contribution to the SHS-2024.

    Indian Grain Storage Management & Research Institute (IGMRI), Hapur, cleaned the dumping yard  area in front of its Staff Colony on Meerut Road  and the site was transformed by filling it with soil. Additionally, a hedge was also planted to maintain  the cleanliness of the area and enhance the aesthetic appeal of the location.

    Food Corporation of India HQ, New Delhi, carried out a mass cleanliness rally at nearby areas from Headquarter to Shankar Market to Shivaji Bridge Railway Station and back to Headquarter with local vendors participating in the program. The program was flagged off by Executive Director (P) with a motivational speech on importance of Swachhata in one’s daily life and routine.

     

    As a Swachhata Hi Seva (SHS) 2024 initiative, FCI ZO (East) conducted a Cleanliness Drive across the office premises and showed their commitment to creating of a cleaner, healthier environment and reinforcing the importance of hygiene/sanitation in our daily life.

    Regional Office, Nagaland, organized mass cleanliness campaign in which their dedicated staffs and Safai Mitras participated enthusiastically.

       The Employees of Regional Office, Ranchi, took out a Mass Cleanliness rally with banners and placards to promote the message of Swachhata in everyday life.

    In line with activities under Swachhata Hi Seva 2024, employees of Zonal Office, Guwahati participated in a walkathon.  They also removed garbage from the identified Black spot at Gandhi Manap, Guwahati.

    Union Minister of State (Independent Charge) for Science and Technology, MoS (I/C) for Earth Sciences, MoS PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr Jitendra Singh has strongly advocated ‘Rule to Role’ shift for result oriented governance.

    Addressing the ‘Mission Karmayogi’ workshop here today, Dr Jitendra Singh highlighted a significant transformation in India’s governance approach, moving from a traditional rule-based system to a dynamic, role-based framework. He explained that this shift ensures civil servants are better equipped to align their skills with the specific responsibilities of their roles, making the government more adaptable and efficient. “India 2047 requires us to transcend rigid rules and adopt a flexible, role-based approach that enhances our global competitiveness,” Dr Singh stated.

    The Minister credited Prime Minister Narendra Shri Narendra Modi for spearheading innovative governance reforms that have modernised the country’s administrative processes. Reforms such as the abolition of interviews for Group B and C positions and streamlining recruitment timelines have significantly improved the transparency and efficiency of the government’s functioning.

    “These reforms are reflective of the Prime Minister’s vision for a modern, merit-based system that prioritises performance and delivery,” he said. Emphasising the need for results-driven governance, Dr Jitendra Singh noted, “The journey from optics to delivery is critical.” He stressed that the success of governance should not be measured by appearances but by tangible outcomes that serve the public. “Moving from process-driven to performance-driven governance is the way forward for India to meet its global aspirations,” he remarked.

    Dr Jitendra Singh also referred to the introduction of ‘Mission Karmayogi Prarambh’, a key extension of ‘Mission Karmayogi’, designed to prepare new recruits for their roles from the moment they join the service. ‘Mission Prarambh’ ensures that new officers receive the necessary tools and training to transition smoothly into their positions, contributing to a more capable and motivated workforce across the government.

    During the workshop, Dr Jitendra Singh launched four new features of the iGOT-Karmayogi platform, aimed at enhancing the learning experience for government officials. He also released 20 new domain-specific courses under the Annual Capacity Building Plan (ACBP) of the Department of Personnel and Training (DoPT) to further strengthen skill development across ministries. Additionally, the Minister unveiled the “Know Your Ministry” initiative for the DoPT and released new learning modules under Mission Karmayogi, all designed to bolster capacity-building efforts across the government.

    The workshop saw the participation of several high-ranking officials, including Secretary, DoPT, Dr Vivek Joshi; Chairman, Capacity Building Commission, Shri Adi Zainulbhai; and CEO, Karmayogi Bharat, Smt V Lalitha Lakshmi, along with other senior officials from various ministries and departments.

    In closing remark, Dr Jitendra Singh reaffirmed that these reforms and initiatives are vital steps in India’s journey towards achieving its vision for 2047. The emphasis on capacity building, technology-driven governance, and performance-oriented processes will shape the future of Indian governance, aligning it with the evolving needs of a modern, competitive world.

    IIFT organizes regional conference of Asian and African chair holders of WTO Chairs Programme in New Delhi

    Conference highlights need for aligned trade strategies, digital solution for trade barriers and climate-responsive global trade norms

    The Indian Chair of the World Trade Organization (WTO) Chairs Programme (WCP) organised a  regional conference of the Asian and African Chairs on the theme Fostering Resilient and Responsible Trade for Changing Global Order at Vanijya Bhawan, New Delhi on 27thand 28thSeptember, 2024. The Indian Institute of Foreign Trade (IIFT) represented through its centres, namely, the Centre for Trade and Investment Law (CTIL) and the Centre for WTO Studies (CWS) administers the WTO Chair in India. The conference was inaugurated by Shri Ajay Bhadoo, Additional Secretary, Department of Commerce, Government of India.

    The key takeaways from the Conference are: (i) necessity of aligning regional and multilateral trade strategies for coherent global norms; (ii) importance of addressing barriers to trade using digital tools to ensure inclusivity and equal opportunities for all nations and stakeholders in international trade and (iii) critical need for robust climate action that accommodates the unique challenges faced by developing countries.

    Several dignitaries including India’s Ambassador and Permanent Representative to the WTO Dr. Senthil Pandian C.; Deputy Director General, WTO, Amb. Xiangchen Zhang; Vice Chancellor, IIFT, Prof. Rakesh Mohan Joshi; Head and Professor, CTIL and India Chair, WCP, Prof. James J. Nedumpara; Permanent Representative of France to the WTO, H.E. Ms. Emmanuelle Ivanov-Durand and H.E. Mr. Jung Sung Park, Deputy Permanent Representative of the Republic of Korea to the WTO addressed the gathering.

    The conference provided an opportunity for WTO chairholders, leading scholars, trade experts, and policymakers from across Asia and Africa to discuss ways and means of fostering resilient and responsible trade in a dynamic global economy.

    The Conference, over the two days, included seven thematic sessions on a broad array of topics relating to resilient and responsible trade, a keynote address by Henry J. Braker Professor of Commercial Law at The Fletcher School of Law and Diplomacy, Tufts University, United States, Prof. Joel Trachtman and a special address by CEO, NITI Aayog, Shri B. V. R. Subrahmanyam.

    The Conference also focused on critical issues at the intersection of global trade and sustainability. The discussions highlighted the need for coherence in trade strategies, the challenges of inclusive digital transformation, and the importance of responsible practices in critical mineral extraction with a specific focus on Asia and Africa regions. The event emphasized collaborative approaches to support developing countries in navigating complex trade dynamics and achieving sustainable development goals.

    In the thematic sessions, the representatives from the WCP Chairs from Asian and African institutions presented their ideas and experiences from a national, regional and multilateral perspective. The sessions covered topics such as regional aspects in international trade law, green industrial policies, critical minerals for a clean energy future, WTO dispute settlement system and sustainable climate actions.

    A roundtable of WCP Chairs was also held during the Conference to deliberate on collaborations between WCP Chairs of Asia and Africa. During the roundtable, the WCP Chairs discussed the role that the WTO could play in facilitating the network and the different ways in which the WCP Chairs could exchange knowledge, and experience and engage in academic partnerships under the aegis of WTO Chairs Programme.

    Swachhata Hi Seva, 2024 was concluded with celebration of Gandhi Jayanti on 2nd of October, 2024 with great enthusias in the  Ministry of Minority Affairs. This year’s celebration was marked by a special emphasis on Swachhata awareness, aligning with Gandhiji’s vision for a clean and sustainable India.

    The event featured engaging activities aimed at promoting the importance of cleanliness in our daily lives. As a gesture of appreciation for the diligent efforts of the Ministry’s housekeeping staff, who are instrumental in maintaining hygiene and cleanliness, T-shirts were distributed to them. This initiative not only recognized their hard work but also encouraged a collective commitment to fostering a cleaner environment.

    In addition to the t-shirt distribution, a special lunch was organized for the housekeeping team as a token of appreciation for their invaluable contributions. The event served as a reminder that Swachhata is not just an individual responsibility but a shared commitment towards building a better society.

    Expert sessions highlighted global best practices and regulatory strategies to drive maritime decarbonisation

    The Conference on Maritime Decarbonization in India, co-hosted by the Ministry of Ports, Shipping & Waterways (MoPSW) and the Asian Development Bank (ADB), concluded today at Le Meridien, New Delhi. The event brought together over 200 delegates, including leaders from key Indian ports, central and state government officials, industry stakeholders, international experts, and academia to discuss the future of green shipping and port operations.

    The conference underscored India’s commitment to achieving net-zero carbon emissions by 2070 and highlighted strategic initiatives to decarbonize its maritime sector, aligned with the Maritime India Vision 2030. Discussions covered a range of critical themes, including green port infrastructure, clean harbor craft, the use of zero-carbon fuels, emissions reduction strategies, and the electrification of inland waterways.

    In his keynote address, Shri T. K. Ramachandran, Secretary, MoPSW, reinforced India’s determination to transform its maritime sector. He said “India’s maritime sector is not just a key driver of nation’s economy but also a critical player in our fight against climate change. Through initiatives like the Harit Sagar Green Port Guidelines and Harit Nauka Green Transition Guidelines, MoPSW is setting a global example in the adoption of green energy, sustainable port operations, and cleaner shipping practices. Our efforts today will define the maritime landscape of tomorrow, ensuring a balance between economic growth and environmental sustainability.”

    “MoPSWs ambition to embrace low or zero-emission fuels and transform all vessels in Indian waters into green vessels by 2047 exemplifies forward-thinking approach to climate action and sustainable maritime practices”.

    “The National Green Hydrogen Mission, with its goal of making India a global hub for green hydrogen production, reflects commitment to achieve net-zero emissions by 2070. By reducing carbon intensity and adopting ‘Working with Nature’ principles, MoPSW ensures that India’s maritime sector not only supports economic growth but also aligns with broader climate objectives, driving innovation and sustainability in every step”.

    One of the event’s highlights was a special session on Green Ports and Maritime Decarbonization, where experts shared knowledge and best practices for reducing the carbon footprint of Indian ports. The session included presentations from Ajay Kumar Singh, Head of DNV Maritime Advisory India, who discussed the role of smart ports in enhancing energy efficiency, and Lawrence Ong, Deputy Director of Maritime and Port Authority of Singapore, who shared insights into Singapore’s decarbonization journey.

    In another session, discussions focused on the role of zero-carbon fuels in maritime operations, with experts highlighting the need for early adoption of alternative fuels like green hydrogen and ammonia. Captain Prashant S. Widge of Maersk Line shared a shipowner’s perspective on the global challenges and opportunities in transitioning to green fuels, while Madhu Nair, CMD of Cochin Shipyard, presented the Indian experience with alternative fuels.

    The conference also spotlighted Inland Waterways as a key area for decarbonization, with presentations from R. Lakshmanan, Joint Secretary (IWT), MoPSW, and P. J. Shaji, CGM of Kochi Water Metro, showcasing successful efforts in reducing emissions and improving efficiency in water-based transportation. Shri Lakshmanan also suggested transitioning to low-emission alternative fuels would help tapping into the complete potential of IWT as a sustainable transportation mode. 

    During the session Shri. R. Lakshmanan, Joint Secretary (Ports), MoPSW emphasized the importance of continued collaboration within the sector, to drive tangible progress toward achieving decarbonization goals in India’s maritime industry. He emphasized on MoPSW blueprint for Ecosystem Development for Green Hydrogen Production and Export at Major Ports.

    The conference was expertly moderated by distinguished professionals from ADB and KPMG, ensuring insightful discussions and seamless coordination throughout the event. The conference concluded with a panel discussion moderated by Dr. Yesim Elhan-Kayalar, Advisor, ERDI, ADB, on India’s maritime decarbonization priorities and the path forward for sustainable and green shipping practices.

    As part of the outcomes, the conference emphasized the need for continued collaboration between government bodies, industry leaders, and international organizations to achieve shared decarbonization goals. It also set the stage for further discussions on innovative financing models and regulatory frameworks that support green shipping and port development.

    As India moves forward with its ambitious goals, the insights gained from the Conference on Maritime Decarbonization will play a crucial role in shaping policies and practices that contribute to a cleaner, greener maritime sector.
