  • PM Modi virtually inaugurates Satna and Datia airports in Madhya Pradesh

    Prime Minister Narendra Modi on Saturday virtually inaugurated the newly constructed Satna Airport and the upgraded Datia Airport in Madhya Pradesh, marking a major step towards enhancing regional connectivity and infrastructure development under the UDAN scheme.

    The inauguration events were held simultaneously at both airport sites in the presence of state and local officials. The development is expected to significantly benefit the Bundelkhand and Baghelkhand regions by providing improved access to air travel and boosting regional growth.

    Satna Airport: A New Regional Hub
    Developed by the Airports Authority of India at a cost of ₹36.96 crore, the Satna Airport is designed to serve as a key regional hub in the northeastern part of Madhya Pradesh. Known for its cultural and industrial importance, Satna will now have enhanced connectivity to important centres such as Chitrakoot and Maihar.

    The airport features a terminal building spread across 768 square metres, capable of handling 50 passengers during peak hours and accommodating up to 2.5 lakh passengers annually. The facility includes a recarpeted runway, parking bays for Dornier-228 aircraft, an Air Traffic Control tower, and a fire station.

    The airport is equipped with sustainable features such as 100% LED lighting, solar-powered streetlights, and a treated water reuse system for horticulture.

    Datia Airport: Boosting Religious and Cultural Tourism
    The upgraded Datia Airport has been developed at a cost of ₹60.63 crore. It connects the historic town of Datia—known for the Peetambara Peeth and the Datia Palace—to the national aviation network.

    The terminal building, also measuring 768 square metres, can accommodate 150 peak-hour passengers, with a projected annual capacity of 2.5 lakh passengers. The airport is currently equipped to operate ATR-72 aircraft, with future plans to support Airbus A-320 operations.

    Key infrastructure includes a recarpeted runway, apron bays, ATC tower, and firefighting facilities. Sustainability measures such as rainwater harvesting systems and energy-efficient lighting have also been incorporated.

    Driving Economic and Social Growth
    The operationalisation of both airports is expected to bring considerable economic and social benefits, including enhanced mobility, job creation, and growth in sectors such as tourism, hospitality, retail, education, and healthcare.

    The projects reflect the Government of India’s commitment to making air travel accessible to all, as envisioned under the Ude Desh ka Aam Naagrik (UDAN) scheme, and to ensuring balanced regional development by strengthening last-mile infrastructure.

  • IMD issues alert for heavy rainfall in four Kerala districts, fishermen advised caution

    The India Meteorological Department (IMD) on Sunday issued a yellow alert for four districts in Kerala, forecasting heavy rainfall and cautioning local authorities and residents to remain alert for weather-related disruptions.

    The districts under alert include Kasaragod, Kannur, Ernakulam, and Alappuzha, where rainfall is likely to range between 7 cm and 11 cm, according to the latest IMD bulletin.

    The rest of the state is expected to receive moderate rainfall as monsoon conditions continue to strengthen over Kerala. The yellow alert serves as a precautionary warning, advising public preparedness and administrative readiness.

    Kasaragod district witnessed the most intense rainfall in the state during the 24-hour period ending at 8:30 a.m. on May 31. While the exact rainfall recorded in Muliyar was not disclosed, Kudlu received 14 cm and Panathur registered 12 cm of rainfall, indicating heavy and widespread downpours in the region.

    The IMD has also warned of strong winds reaching up to 55 kmph along the Kerala coast on Sunday. Fishermen have been advised not to venture into the sea and are urged to stay updated with official bulletins.

    Additionally, the weather office has warned of isolated lightning activity across the state. Residents, especially in vulnerable regions, have been advised to avoid open areas during thunderstorms and to take necessary precautions.

    The State Disaster Management Authority has been alerted to monitor the evolving situation. Local bodies in the districts under yellow alert have been advised to keep emergency response teams on standby and to closely watch low-lying and flood-prone areas.

  • MIL-OSI China: Top amateur golfer Zhou wins third CLPG Tour title in Xiamen

    Zhou Shiyuan, China’s top female amateur, captured her third CLPG Tour title against a pro field on Saturday, when the Chongqing teenager carded a four-under 68 to win the Zhu Chun Strait Cup Women’s Open by two strokes in Fujian Province.

    After starting the third round with a one-stroke lead at Orient (Xiamen) Golf and Country Club, the 15-year-old, 43rd in the World Amateur Golf Ranking, closed with a bogey-free round featuring four birdies to finish on 10-under 206.

    At 15 years, five months and 14 days old, Zhou becomes the youngest person to win three times on the CLPG Tour. She broke the previous record set by Yin Xiaowen who was 16 years, five months and 15 days old when she won the Wuhuanxing Women’s Challenge on May 22, 2021.

    “Many people have congratulated me, saying that winning three times is incredible and that I have a bright future. But I feel like I’m still the same person. Nothing has changed,” reasoned a humble Zhou.

    “Even though I broke Yin Xiaowen’s record, I don’t think much of it. Yin is an outstanding player who’s already competing on the US LPGA. Though I don’t know her well, I respect her greatly.”

    Jeong Seulgi claimed the RMB 75,000 winner’s purse as the South Korean veteran carded her fifth birdie of the day at the last hole to finish with a 67, one shot ahead of Chinese amateur Wang Xinyu (65).

    Thai veteran Sherman Santiwiwatthanaphong (70) was fourth, four shots back, at the tournament featuring a field made up of CLPG Tour and TLPGA Tour players in an event created to promote “friendship” across the Taiwan Strait.

    Zhou, who last year won in Chongqing and Jiangsu Province, opened with consecutive birdies to quickly get to eight-under. She picked up another stroke at the 405-yard sixth before making her last birdie at the 375-yard 10th hole. She would then par the final eight holes.

    She called this victory “harder” than her previous two wins.

    “This time, I felt tense throughout. My form in the first half of the year wasn’t great, especially in handling small details. The pressure was real in this event because the Thai players were chasing me hard,” said Zhou, who is considering turning pro at the end of the year.

    “But I’ll assess my form first. I also hope to play in the Augusta National Women’s Amateur again. This year’s tournament left me with regrets. I missed the cut. Next time, I want to make it to the weekend and compete alongside the world’s top amateurs. I want to learn from them.”

    Jeong, who won a Monday qualifier for a second time this year to get into the tournament, started the final round three shots off the lead and came out firing with birdies on the first three holes. She then picked up another shot at the 372-yard ninth hole before sinking a 25-foot birdie putt at the last to secure the runner-up finish.

    “I felt I had a chance to win. Lots of great shots today, but I need more birdies,” said the former KLPGA Tour regular. “But it’s great for me. It’s a good finish. I’m not disappointed. I gave it my best efforts today.”

    Guangdong-based Wang secured a top-five finish for the third consecutive tournament with a scorching final round featuring an eagle three at the 488-yard second hole where her approach shot from 114 yards out found the cup followed by five birdies.

    “I’m certainly very pleased with this finish, especially since I played the final 36 holes without a single bogey. My game was solid overall today. Both my iron play and putting were on point,” said the 17-year-old Hunan native, who matched her personal best lowest score.

    “My goal is to earn my professional status by year’s end. For the second half of the season, I’m aiming for a tournament victory, that way I can bypass the qualifying school process altogether.”

    Rookie pro Wu Chun-wei crashed out in her CLPG Tour debut as the 2024 Asia-Pacific Women’s Amateur champion was never in contention this week, closing with 79 to finish 58th.

    BEIJING, June 1 (Xinhua) — A flight that arrived at Shanghai Pudong International Airport from Kazakhstan’s Shymkent on Friday marked the official opening of the first direct passenger air route between the eastern Chinese metropolis and Central Asia.

    According to the Chinese news agency Zhongxinshe, the launch of this air route will reduce travel time between Central Asia and Shanghai to 6 hours.

    Flights on this route, according to the schedule, will be operated as follows:

    On Tuesdays, the flight will depart from Shanghai Pudong International Airport at 02:05 Beijing time and arrive in Shymkent at 06:00 local time. On Fridays, the flight will depart from Shanghai at 05:50 Beijing time and arrive in Shymkent at 10:00 local time. Return flights are scheduled to depart from Shymkent at 15:30 on Mondays and 19:50 on Thursdays local time, arriving in Shanghai at 01:00 on Tuesdays and 04:50 on Fridays Beijing time, respectively.

    The opening of the new route will expand the network of air routes of the Shanghai international air hub and create a more convenient air bridge for trade, economic, tourist and cultural exchanges and cooperation between China and Kazakhstan.

    Let us recall that a mutual visa-free regime has been in effect between China and Kazakhstan since November 10, 2023. Last year, China hosted the Year of Kazakhstan Tourism, and this year has been declared the Year of China Tourism in Kazakhstan. -0-

    Yan Wai-man, aged 73, went missing after he left his residence on Shing Fung Road on May 27 afternoon. His family made a report to Police on May 28.

    The man was located at a bus stop on Lai Chi Kok Road, Cheung Sha Wan this morning (June 1). He sustained no injuries and no suspicious circumstances were detected.

    China strongly deplores and firmly opposes the negative remarks related to China made by U.S. Defense Secretary Pete Hegseth, at the 22nd edition of the Shangri-La Dialogue, a Chinese foreign ministry spokesperson said on Saturday.

    The spokesperson said Hegseth deliberately ignored the call for peace and development by countries in the region, and instead touted the Cold War mentality for bloc confrontation, vilified China with defamatory allegations, and falsely called China a “threat.”

    “The remarks were filled with provocations and intended to sow division. China deplores and firmly opposes them and has protested strongly to the United States,” said the spokesperson.

    The spokesperson said that no country in the world deserves to be called a hegemonic power other than the United States itself, who is also the primary factor undermining the peace and stability in the Asia-Pacific. To perpetuate its hegemony and advance the so-called “Indo-Pacific strategy,” the United States has deployed offensive weaponry in the South China Sea and kept stoking flames and creating tensions in the Asia-Pacific, which are turning the region into a powder keg and making countries in the region deeply concerned.

    Noting that the Taiwan question is entirely China’s internal affair, the spokesperson said no country is in a position to interfere. “The United States should never imagine it could use the Taiwan question as leverage against China. The United States must never play with fire on this question. China urges the United States to fully abide by the one-China principle and the three China-U.S. joint communiques, and stop supporting and emboldening the ‘Taiwan independence’ separatist forces,” the spokesperson said.

    “On the South China Sea, there has never been any problem with regard to freedom of navigation and overflight there,” the spokesperson said, adding China has always been committed to working with countries concerned to properly handle differences through dialogue and consultation, while safeguarding China’s territorial sovereignty and maritime rights and interests in accordance with laws and regulations. “It is the United States who is the primary factor that is hurting the peace and stability in the South China Sea,” said the spokesperson.

    China urges the United States to fully respect the efforts of countries in the region to maintain peace and stability, stop deliberately destroying the peaceful and stable environment cherished by the region, and stop inciting conflict and confrontation and escalating tensions in the region, the spokesperson said.

  • Indian Army tests next-gen indigenous defence technologies under simulated combat conditions

    The Indian Army is currently conducting large-scale trials of next-generation defence technologies under simulated combat conditions across various strategic locations in the country. These Capacity Development Demonstrations are taking place at the Pokhran Field Firing Ranges, Babina Field Firing Ranges, and Joshimath, with additional air defence equipment demonstrations scheduled at Agra and Gopalpur. Designed to simulate near-operational environments, the trials incorporate electronic warfare simulations to rigorously assess the performance and reliability of cutting-edge systems.

    On May 27, 2025, General Upendra Dwivedi, Chief of the Army Staff, visited the Babina Field Firing Ranges to review the ongoing evaluations and interact with stakeholders from the defence sector. These demonstrations are a significant step in the Indian Army’s roadmap for a “Decade of Transformation” and align with the broader Aatmanirbhar Bharat initiative, which promotes self-reliance in defence manufacturing.

    A wide array of advanced technologies is being tested, including unmanned aerial systems, UAV-launched precision guided munitions, runway-independent remotely piloted aerial systems, counter-drone solutions, loitering munitions, specialized vertical launch drones, multi-munition delivery systems, integrated drone detection and interdiction systems, lightweight radar systems, next-generation very short-range air defence infrared systems, and electronic warfare platforms.

    The trials aim to accelerate the integration of emerging technologies into India’s military operations and to enhance overall combat readiness. A large number of domestic defence industry partners are participating, reflecting the growing synergy between the Indian Army and indigenous manufacturers. Through these evaluations, the Indian Army is reaffirming its commitment to innovation, operational excellence, and self-reliance in the defence sector.

    With the launch of the Water Smart Taskforce Programme, the Water Supplies Department (WSD) is on track this year to save a large amount of precious water with the use of smart meter readers and data analytics.

    The department knows that water is an integral part of our daily lives given that each Hong Kong resident currently consumes an average of about 130 litres of water per day.

    Detecting waste

    In order to strengthen the promotion of water conservation, the WSD has commissioned the Centre for Water Technology & Policy at the University of Hong Kong to carry out the programme, from February this year until early next year.

    The department is inviting about 1,000 domestic and non-domestic customers of high water consumption in phases to join the programme that enables a taskforce to conduct detailed “water-usage check-ups” for such customers, helping them to understand their water consumption habits.

    According to department’s big data analytics, about 1% of domestic customers account for over 15% of the city’s total domestic water consumption.

    WSD Senior Engineer (Water Conservation) Peter Fung explained how the programme detects such water wastage.  

    “To analyse the causes for high consumption, the taskforce uses a smart water meter reader with high precision and artificial intelligence (AI)-powered technologies to analyse customers’ water usage data. For example, the taskforce can identify whether domestic water usage is mainly for cooking, laundry or showering, and compare these findings with the averages of other households.”

    He highlighted that the programme will help customers understand their water usage habits or even identify potential leaks, enabling them to take early and appropriate actions to reduce their water bills. The programme aims to reduce water usage by 500,000 cubic metres this year, which is equivalent to 200 Olympic-sized swimming pools.

    Precision diagnostics

    Customers participating in the programme will engage in an eight-week water conservation campaign. The taskforce will install smart water meter readers on the existing meters, without requiring any pipe modifications or affecting the water supply. The data will then be transmitted to the University of Hong Kong (HKU) for AI-driven analysis, detecting abnormalities and potential leaks.

    HKU’s Centre for Water Technology & Policy Executive Director Fredrick Lee shared more information on how the programme works.

    “In the third week of the water conservation campaign, we will make use of AI technologies to analyse the water usage data that we have collected by the smart water meter readers, and should we determine any abnormalities in the water usage pattern, we will make use of an algorithm developed in-house to look into the root causes and problems. We will give midterm reports with personalised water-saving advice to the programme participants and they can then change their water usage behaviour accordingly.”

    By the end of the eight-week programme, final reports will be provided to the participants, from that they can understand clearly how their water conservation efforts are taking effect.

    Mr Lee emphasised that among the first batch of the programme participants in the domestic sector, more than 80% of them were able to reduce their water consumption.

    Corporate participation

    A company with three hotels, which consistently experiences high water consumption, has been invited to participate in the programme. The head of the company’s sustainability department believes the programme can help them to gain a more comprehensive understanding of their hotels’ water consumption patterns and distribution.

    Property & Hotel Group Sustainability Department General Manager Amie Lai described their experience as a win-win once they put the programme to the test.

    “The smart water meter readers continuously monitor the water consumption in the hotels, providing granular data for analysis and visualisation on the cloud platform. The system facilitates improvements and allows our colleagues to implement specific and effective actions promptly.”

    She added that the programme empowers their hotels to uncover water-saving opportunities, slash utility costs and enhance sustainable water management, thereby advancing their sustainability goals.

    In support of the annual Cultural & Natural Heritage Day on the second Saturday of June designated by the country, the Leisure & Cultural Services Department’s Intangible Cultural Heritage Office (ICHO) will launch the first Hong Kong Intangible Cultural Heritage (ICH) Month in June.

    Addressing the opening ceremony for Hong Kong ICH Month 2025 at the Cultural Centre today, Deputy Chief Secretary Cheuk Wing-hing said that starting this year, the Government will designate June as Hong Kong ICH Month, thereby deepening the implementation of Cultural & Natural Heritage Day.

    Hong Kong ICH Month also aims to present a vibrant annual mega ICH event through a series of engaging programmes. With the theme “ICH Around Town”, the inaugural Hong Kong ICH Month will fully showcase that despite Hong Kong’s relatively small geographic size, ICH can be found everywhere.

    He said the programmes will give the public and tourists a greater insight into ICH, and enable their first-hand experience of the cultural richness of ICH, as well as the pleasure.

    Hong Kong ICH Month 2025’s programmes include 80 ICH performances, 60 interactive experiential booths and 20 ICH Highlight Tours, covering over 100 ICH items and bringing together over 50 ICH practitioners, including representative bearers of the national ICH.

    Moreover, the ICHO is launching the ICH Carnival at the Cultural Centre Piazza today and tomorrow, kicking off Hong Kong ICH Month 2025.

    The carnival offers diverse performances of Hong Kong ICH items, such as the lion dance and Engor parade, Cheung Chau floating colours and dragon dance parade, the Hakka unicorn dance in Hang Hau in Sai Kung, Cantonese opera excerpts, Nanyin, Yip Man Wing Chun, Tai Chi, Pixiu dance, and dragon boat dance.

    There are also more than 10 interactive experiential booths at which the public can participate in and learn the techniques of crafting flower boards and wooden furniture, as well as making Chinese brushes and clay sculptures and more. ICH organisations and practitioners will also provide demonstrations on-site. Admission is free.

    A strong and resilient financial system is the bedrock on which the edifice of economic prosperity of a nation is built. Reserve Bank of India is the custodian of our financial system. It completed 90 years of its journey yesterday. The theme for our 90th year was ‘Stability, Trust and Growth’.

    It embodies all that RBI stands for. It is apt we introspect on the past and how we can better discharge our mandate of ensuring monetary and financial stability; enhancing trust in the financial system; and supporting economic growth and improving the well-being of our people.

    Price stability

    Stability refers to stability of prices. This is important as inflation erodes the value of money. It hurts people; it hurts the poor even more. However, not all inflation is bad. Experts believe that a moderate level of inflation is healthy for economic growth. If inflation is too low, the economy faces stagnation risks. If it is too high, prices become unpredictable, making it difficult for consumers and businesses to plan and invest. We have chosen a target of 4% with a band of 2% for CPI inflation.

    CPI inflation has mostly stayed aligned with the target. The flexible inflation targeting is due for review. We will collaborate with govt to not only improve the framework but also to obtain, through appropriate monetary and fiscal policies, ‘Goldilocks conditions’ for inflation and growth.

    Financial stability

    Stability also refers to financial stability, which complements price stability in meeting growth and other developmental objectives. We have had a stable financial system – a system that has smoothly supported real sector economic activities even during periods of stress. Financial institutions have performed well. Banks and NBFCs are stronger and well capitalised to carry out financial intermediation effectively.

    External stability

    Stability includes stable foreign exchange rates, important for not only importers, exporters and investors but also the general public. India’s forex market has the required depth and liquidity to weather pressures, such as those seen in the last few months.

    Healthy levels of forex reserves and a manageable current account balance are also reassuring. Reserve Bank shall continue to be supportive, to manage excessive volatility without targeting any particular level or band of exchange rate.

    Trust

    Trust is important for multiple reasons to a central bank. Currency will serve its purpose only if the public trusts it to be safe to use. The public relies on trust when they deposit their hard-earned money in banks. Monetary policy requires trust to keep inflation expectations anchored. Trust is important for financial stability. It is integral to the integrity of financial markets and payments and settlement systems. We’ll continue to strengthen the trust the public has reposed in us. Ensuring quality customer service and experience is vital to retaining people’s trust. We’ll partner with financial institutions to improve services and reduce grievances.

    Independence of a central bank is important to generate trust. However, independence demands transparency. Independence doesn’t preclude consultation, whether with the general public, regulated entities, other financial regulators or govt. In fact, it becomes even more imperative. Independence also requires higher accountability. We have been deeply conscious of this and will endeavour to further improve transparency, enhance consultation, coordination and collaboration and raise accountability through various measures.

    Growth

    PM has envisioned a Viksit Bharat by 2047. This entails inclusive and accelerated economic growth. Policymaking has to be both pragmatic and visionary for India’s growth to leapfrog. RBI has a track record of introducing innovative policy measures while ensuring stability. Its response to the pandemic is a case in point.

    We’ll continue to be proactive, agile and flexible in our attempt to support economic growth. While we have come a long way in improving financial inclusion, we’ll work with financial institutions to expand access, especially to the bottom of the pyramid. We’ll encourage banks and NBFCs to leverage data and advanced tech to enhance their capacity for lending. This has the potential to accelerate supply of credit in the economy, without compromising on financial stability, to drive investment and economic growth.

    Moreover, as we grow and further integrate into the global economy in our journey of becoming a developed economy, our payment systems and currency have to be widely recognized worldwide. We’ve already taken some steps in this regard. We’ll continue to take initiatives to internationalise the rupee and globalise India’s payment systems.

    Tech

    Rapid advances in tech have facilitated RBI to fulfil its mandate of stability, trust and growth. Digitalisation of various banking services, UPI, and Account Aggregator are a few examples in this regard. It is imperative we harness tech and support innovation to further deepen and widen financial inclusion; improve monetary policy, banking, and currency management including central bank digital currency; universalise payment systems; expand credit including through Unified Lending Interface; and enhance customer experience.

    On this occasion, I would like to reassure all that we’ll continue to maintain the highest standards of professionalism and uphold the values of public service – integrity, impartiality, industriousness, objectivity, accountability, decisiveness, and transparency. A very good morning to all of you.

    1. It is an honour to address this esteemed gathering representing the key pillars of the NBFC ecosystem —CEOs entrusted with driving business responsibly, Chairpersons of Audit Committees overseeing assurance, Statutory Auditors who ensure transparency and integrity, along with regulators and supervisors committed to maintaining financial stability and fostering a sound regulatory environment. The theme of our engagement today — “Shared Vision, Shared Responsibility – Strengthening the NBFCs” — could not be more timely or relevant.

    2. The evolution of the NBFC sector is indeed a story of entrepreneurial energy, innovation and social impact. However, as the sector grows in scale and systemic importance, so too must our efforts to reinforce its foundations. A resilient, customer-centric, and well-governed NBFC sector is a shared aspiration — and delivering on it our shared responsibility.

    3. NBFCs have emerged as powerful engines of credit. By complementing the traditional banking system, they have significantly expanded access to credit, particularly for segments that have historically been underserved or excluded. Through innovative credit delivery models that harness technology and local insights, NBFCs have been able to design customised financial products tailored to diverse borrower needs. Their agility and close connect with customers have enabled them to play a role that is not only complementary to the role traditionally played by banks but, in many instances, catalytic in building a financial ecosystem characterised by deeper intermediation and wider opportunity.

    4. The importance of NBFCs has only grown with time. In fact, over the past decade, their growth has consistently outpaced that of banks — a trend that has become even more pronounced in the last few years. This rapid growth is a testament to the sector’s relevance and resilience — but it also raises the stakes. As NBFCs become more systemically important, the standards of governance, risk management, and customer treatment must rise accordingly.

    Understanding the Risks- Need for Responsible Innovation

    5. The business model of NBFCs — while effective — comes with its own set of structural risks. Their funding is short-term as compared to the maturity of their lending or is directed towards higher-risk customer segments.

    6. This maturity and credit transformation is at the heart of the NBFC model — but it also demands a heightened focus on risk management. If not carefully managed, it can create vulnerabilities, especially during periods of market stress or liquidity shocks.

    7. Risk-taking must be intelligent and well planned, and never beyond the risk absorption capacity of the entity concerned. Liquidity and credit risks must be rigorously assessed and managed. Asset-liability mismatches, nature and tenor of the funding sources, and concentration risks all need board-level oversight which should be ably supported by robust internal controls.

    Growth with Fairness: Customer-Centricity is Non-Negotiable

    8. Most importantly, even as we pursue scale, speed, and profits, we must not lose sight of fairness to the customer — that is the cornerstone of a sustainable business model. The NBFC sector must live up to its promise of inclusion by treating customers with dignity, transparency, and care. This entails ensuring transparent and easy-to-understand pricing, free from hidden charges or usurious interest rates. In instances of default, recovery practices must be conducted in an empathetic and respectful manner.

    9. Unfortunately, some NBFCs think they can pursue a business model where it is par for the course to resort to weak underwriting in pursuit of quick growth, coupled with excessive and unsustainable interest rates — at times masked as upfront charges or processing fees — which is followed by aggressive recovery practices upon default. Let me state unequivocally: this is not an acceptable model. Financial inclusion cannot be used as a pretext for financial exploitation. I urge each one of you to commit your institutions to upholding fairness in all your dealings.

    10. This responsibility for fair conduct is shared commitment by the CEO, the Board, and assurance functions in any entity. A customer-centric culture must be driven from the top and embedded at all levels.

    11. How do we ensure that our shared vision is realised, and our collective responsibilities are fulfilled? One of the most effective ways is by strengthening both internal and external assurance mechanisms.

    Strengthening Oversight: the Role of Audit Committee

    12. Let me begin with the Audit Committee of the Board (ACB). Far from being a routine compliance requirement, the ACB is the lynchpin of institutional oversight and long-term financial health. It plays a critical role in reinforcing governance, guiding management on assurance, and ensuring the integrity of internal control systems. When functioning effectively, it becomes a proactive forum for identifying vulnerabilities and initiating timely corrective actions.

    13. The role of the Audit Committee Chairperson is particularly significant in setting the tone for effective governance. It is essential that committee meetings are held regularly, conducted with clear purpose, and thoroughly documented to ensure accountability and follow-through.

    14. The effectiveness of the Committee is in the substance of its deliberations. The ACB must actively monitor the adequacy and functioning of internal control systems — not merely to confirm their presence, but to ensure they are operating effectively in practice. Similarly, audit observations should not remain confined to meeting minutes; they must translate into timely and meaningful corrective actions. A strong ACB also tracks audit findings and ensures that corrective measures are implemented without delay.

    15. Equally important is the establishment of an effective whistleblower mechanism overseen by the Board or the ACB which empowers employees and grants them anonymity, to report unethical or non-compliant behaviour, without fear of reprisal.

    16. CEOs too have a crucial role in upholding the integrity of financial reporting. They must actively deter any attempts—whether deliberate or cleverly disguised—to misapply accounting standards or regulatory provisions. It is equally important to foster an environment where the Chief Financial Officer and Head of Internal Audit feel empowered to engage in open, honest, and transparent dialogue with the Audit Committee of the Board.

    The Crucial Role of Statutory Auditors

    17. Now let me come to the role of Statutory Auditors, who are an indispensable part of the assurance ecosystem. In fact, the role of auditors has never been more critical — not merely in checking compliance, but in upholding trust. And trust, once lost, is hard to rebuild.

    18. Auditors are expected to provide an independent, professional opinion on whether the financial statements present a true and fair view of the NBFC’s financial position and comply with regulatory and accounting standards. However, in today’s complex and dynamic environment, this is no longer enough.

    19. Recent incidents — both in India and abroad — have shown that traditional financial audits must evolve. Auditors must bring technical expertise, forensic insight, and an ethical lens to their work. Red flags must not be ignored. Complex structures, derivatives, off-balance sheet items, related party transactions, and provisioning policies must be closely examined.

    Facilitative Role of Regulators and Supervisors

    20. As regulators and supervisors, we shoulder a dual responsibility — to safeguard stability and discipline, while also fostering an environment that encourages innovation, inclusion, and sustainable growth. Contrary to perception in certain quarters, our approach actively seeks to strike the right balance. At the Reserve Bank of India, we are acutely aware that regulation is not merely about control; it is about enabling responsible financial intermediation within a well-defined and transparent framework. Several initiatives in recent years reflect this facilitative and proportionate approach to regulation. In my previous role as a commercial banker, I had the fortuitous opportunity to be closely associated with one such initiative -the Regulations Review Authority 2.0 – which reinforced the RBI’s strong commitment to easing the regulatory burden and streamlining compliance without compromising regulatory objectives.

    21. The regulatory framework for NBFCs has evolved in the recent years with this understanding — gradually moving toward greater harmonisation with banks where warranted, while still preserving operational flexibility suited to the unique role NBFCs play in the financial system. The introduction of the scale-based regulatory framework explicitly recognises that the intensity of regulation and supervision must be proportionate to systemic importance. At the same time, the regulatory architecture encourages the development of responsible innovation and healthy competition in the sector.

    22. Similarly, the role of the supervisor has also become more interactive and forward-looking. It is not just about identifying compliance breaches after the fact, but about engaging with entities to strengthen internal systems, enhance governance, and build resilience against emerging risks. Through onsite inspections, offsite surveillance, thematic reviews, and structured engagements, the supervisory process aims to be a partner in the financial sector’s long-term soundness — not an impediment to its progress.

    Conclusion

    23. Our shared vision is clear: a dynamic, inclusive, and trusted NBFC sector that complements the banking system and serves the evolving needs of the Indian economy. And the way to achieve it is through shared responsibility — in governance, in customer protection, in financial prudence, and in ethical conduct.

Our intent is not to stifle innovation but to ensure that growth is sustainable, risks are well-managed, and customer trust is never compromised.     Chief Executive John Lee met new Director of the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region (LOCPG) and National Security Adviser to the Committee for Safeguarding National Security of the Hong Kong Special Administrative Region Zhou Ji at Government House today.

    They exchanged views on a range of issues, including Hong Kong’s opportunities and challenges, and promoting the city’s long-term prosperity and stability.

  • Trump administration orders enhanced vetting of all Harvard University-linked visa applicants

    The U.S. State Department ordered all its consular missions overseas to begin additional vetting of visa applicants looking to travel to Harvard University for any purpose, according to an internal cable seen by Reuters on Friday, in move that significantly expands President Donald Trump’s crackdown against the academic institution.

    In a cable dated May 30 and sent to all U.S. diplomatic and consular posts, U.S. Secretary of State Marco Rubio instructed the immediate start of “additional vetting of any non-immigrant visa applicant seeking to travel to Harvard University for any purpose.”

    Such applicants include but are not limited to prospective students, students, faculty, employees, contractors, guest speakers, and tourists, the cable said. The word “any” in the cable text is written in bold format and underlined.

    Harvard University failed to maintain “a campus environment free from violence and anti-Semitism”, the cable said, and that the enhanced vetting measures were aimed at helping consular officers identify visa applicants “with histories of anti-Semitic harassment and violence.”

    While the U.S. has previously required additional vetting of visa applicants from particular countries, applying such procedures against Harvard appears to be an unprecedented use of the visa process against a university that has fallen out of favor with the administration.

    The additional measures for Harvard-linked applicants were first reported by Fox News, but the cable itself has not been previously reported.

    The State Department does not comment on its internal documents or communications, a department spokesperson said in an email when asked about the cable.

    The Trump administration has launched a multifront attack on the nation’s oldest and wealthiest university, freezing billions of dollars in grants and other funding, proposing to end its tax-exempt status and opening an investigation into whether it discriminated against white, Asian, male or straight employees or job applicants.

    Trump alleges top U.S. universities are cradles of anti-American movements. In a dramatic escalation, his administration last week revoked Harvard‘s ability to enroll foreign students, a move later blocked by a federal judge.

    Harvard argues the Trump administration is retaliating against it for refusing to accede to its demands to control the school’s governance, curriculum and the ideology of its faculty and students.

    PRIVATE SOCIAL MEDIA ACCOUNTS

    The move is also part of the Trump administration’s intensifying immigration crackdown and follows Rubio’s order to stop scheduling new appointments for student and exchange visitor visa applicants.

    The top U.S. diplomat also said earlier this week that Washington will start revoking the visas of Chinese students with links to the Chinese Communist Party and those who are studying in critical areas.

    Implementation of this order will also serve as a “pilot for expanded screening and vetting of visa applicants,” the cable adds, raising the possibility of the measures taken against Harvard and visa applicants being used as a template for other universities.

    The order also directs consular officers to consider questioning the credibility of the applicant if the individual’s social media accounts are private, as that may be reflective of “evasiveness,” and instructs them to ask applicants to set their accounts to public.

    The officers can remind the applicant that “limited access to or visibility of social media activity could be construed as an effort to evade or hide certain activity,” the cable said.

    The cable instructs the consular officers to consider any information about the applicant that does not raise to the level of inadmissibility to ensure that the applicant’s claimed purpose of travel is consistent with the visa they are seeking.

    “If you are not personally and completely satisfied that the applicant, during his time in the United States, will engage in activities consistent with his non-immigrant visa status, you should refuse the visa…,” the cable said.

    Such a recommendation would follow comments from Rubio in recent months saying he has personally revoked the visas of hundreds, perhaps thousands of people, including students, because they got involved in activities that go against U.S. foreign policy priorities.

    “If you’re coming here to create problems, you’re probably going to have a problem,” Rubio told reporters on April 7. “We’re not going to continue to be stupid enough to let people into our country who are coming here to tear things up.”

    The Axiom-4 mission, scheduled for launch on June 8, will be piloted by Gaganyatri Group Captain Shubhanshu Shukla, who is set to travel to the ISS. ISRO has selected seven microgravity experiments proposed by Indian Principal Investigators (PIs) from various national research and development laboratories and academic institutions for execution aboard the ISS as part of the Ax-4 mission.

    Microgravity research presents valuable opportunities for advancements in fields such as human health, physical and life sciences, material science, pharmaceutical development, and biotechnology. The selected studies include investigations into the impact of microgravity and ISS radiation on edible microalgae, the sprouting of salad seeds in space and its relevance to crew nutrition, the survival, revival, reproduction, and transcriptomic analysis of the eutardigrade Paramacrobiotus sp. BLR strain in space, and the effect of metabolic supplements on muscle regeneration under microgravity. Other experiments will examine human interaction with electronic displays in microgravity and the influence of microgravity on the growth and yield of food crop seeds.

    These experiments are designed to utilize existing research facilities on board the ISS. Given the safety-focused operational philosophy and other mission-related constraints of human spaceflight, the shortlisted experiments are currently undergoing rigorous evaluations and reviews on the ground prior to launch.

    According to ISRO, the experience gained from executing these experiments will help nurture a microgravity research ecosystem in India, enabling the inclusion of more advanced microgravity studies in future missions of the Indian Space Programme.

    The Ax-4 mission marks a historic milestone as it includes the first Indian astronaut to visit the International Space Station. Group Captain Shubhanshu Shukla will become the first ISRO astronaut to travel to the ISS and the second Indian to go to space after Rakesh Sharma, who flew aboard a Russian Soyuz spacecraft in 1984. IAF Group Captain Prasanth Balakrishnan Nair has been designated as the backup pilot for the Ax-4 mission in the event Shukla is unable to fly.

    Alongside Shukla, the Ax-4 crew will include two mission specialists: European Space Agency (ESA) project astronaut Slawosz Uznanski-Wisniewski of Poland and Tibor Kapu of Hungary. The mission will be commanded by Peggy Whitson, a former NASA astronaut and the current Director of Human Spaceflight at Axiom Space.

    Delhi Chief Minister Rekha Gupta on Saturday said that the poll promise of a ₹2,500 monthly financial dole for poor women in the national capital would be launched soon. She also mocked the Congress government in Himachal Pradesh and the Aam Aadmi Party (AAP) government in Punjab for either failing to implement similar schemes despite promises or doing so without adequate funding.

    In a podcast-style interview with actor Anupam Kher to mark the Delhi government’s 100 days in office, Gupta said, “We have held six meetings to form the policy on the matter, and I have allocated ₹5,100 crore in the Budget for the Mahila Samridhi Yojana.”

    Gupta said her government does not want to falter like the Himachal Pradesh government, which enthusiastically announced a financial scheme but later ran out of funds to support it.

    She also criticised the previous Arvind Kejriwal-led Delhi government, which, just before the Lok Sabha elections, promised ₹1,000 per month to women in Delhi but failed to deliver.

    “The AAP government in Punjab has also failed to start the financial assistance scheme despite announcements,” she said.

    Admitting that women in Delhi have high expectations from the BJP government, Chief Minister Gupta assured that the Mahila Samridhi Yojana would be rolled out soon for eligible women. “We want the scheme to be a long-term, beneficial initiative without disruptions,” she added.

    Reflecting on the BJP’s 10 years in opposition during AAP’s rule, she said party workers and leaders stayed strong and continued to work with the people as public representatives.

    “When we saw that the people of Delhi were being wronged, when corruption was being exposed every day, when liquor shops were opening on every street — we were in the midst of that struggle… Overall, in these 10 years, Delhi fell behind. But wherever we could make a difference, we stayed among the people and worked for them,” she said.

    She added that winning back the trust of the people in just 100 days was a challenge, as many were disillusioned after the anti-corruption movement — which began at Ramlila Maidan — failed to live up to its promises.

    “People who were looking for honest governance were hurt. They again lost faith in politicians. But my Cabinet members and I have tried to remain present among the people, and this is helping to heal the people of Delhi, who have suffered for 27 years,” claimed CM Gupta, adding that the Yamuna River and the city at large suffered due to the neglect of previous governments.

    Union Finance Minister Nirmala Sitharaman on Saturday emphasized that it is the duty of tax department officials to serve taxpayers, and that this responsibility must be carried out with “transparency and integrity.”

    “To provide service to the taxpayer is our duty. While serving taxpayers, transparency and integrity are crucial in earning their trust and confidence. I am confident that the Board and the field formations will remain sensitive and responsive,” the Finance Minister stated on the social media platform X.

    Her statement came in response to a detailed explanation issued by the Central Board of Indirect Taxes and Customs (CBIC) regarding a business entity that had applied for GST registration.

    The applicant had complained about a delay in the processing of the application. However, the CBIC provided details showing that the delay was due to the applicant’s failure to respond to a specific query concerning the designation of the person who had signed on behalf of the company.

    Referring to the case of Vinod Gupta, who raised the issue on LinkedIn, the CBIC clarified on X: “The application was filed this week on 26th May (Monday) and was assigned to Delhi State GST. The Central GST authorities had no role in this matter.”

    According to the Delhi State GST authorities, the application was processed immediately, and a query was raised regarding the missing designation of the person who signed the rent agreement on behalf of the company. At this stage, the ARN (Application Reference Number) was pending a reply from the taxpayer, and the taxpayer had been duly informed, the statement added.

    The application will be processed by the Delhi GST authorities upon receipt of the pending information, the CBIC clarified.

    The CBIC also urged the applicant to refrain from spreading incorrect information on social media without verifying the facts.

  • Delhi records wettest May; IMD issues ‘Orange Alert’ for May 31

    Delhi recorded a minimum temperature of 34.8 degrees Celsius on Saturday morning, marking one of the warmer days of the season. However, despite the high morning temperature, this May has been unusual in many ways, including below-normal daytime temperatures, unprecedented frequent rainfall, and the absence of any heatwave conditions.

    In terms of precipitation, May 2025 has been historic for Delhi, with the capital receiving 188.9 mm of rainfall — the highest-ever recorded in the month of May. This is over 202 percent more than the normal monthly average of 62.6 mm. In contrast, May 2024 saw just 0.4 mm of rain, which was 99 percent below average, with not a single rainy day recorded.

    According to the India Meteorological Department (IMD), this is only the third time in the last five years that Delhi has seen the mercury stay below 40 degrees Celsius throughout May. Not a single day this month recorded conditions severe enough to be classified as an intense heatwave, making it a rare exception in the typically scorching summer month.

    The current spell of unusual weather is being attributed to the early arrival of the monsoon in Mumbai, which has had a ripple effect on weather systems in northern India, including Delhi. However, meteorologists have clarified that the monsoon has not yet arrived in the national capital, even though conditions have turned significantly cooler and wetter.

    The IMD has issued an ‘Orange Alert’ for Delhi-NCR for tonight, warning residents to stay alert as thunderstorms and heavy rain are likely. An ‘Orange Alert’ signals potentially disruptive weather, and people are advised to prepare for sudden changes in conditions.

    The forecast suggests that rain, accompanied by thunder and strong winds, will continue across Delhi and surrounding areas till June 4. A ‘Yellow Alert’ is also in place for Saturday, with the possibility of rain showers at any time during the day.

    Meanwhile, the Air Quality Index (AQI) stood at 167, placing it in the ‘moderate’ category, according to the Central Pollution Control Board (CPCB).

    The AQI scale defines values between 101–200 as ‘moderate,’ 201–300 as ‘poor,’ and 301–400 as ‘very poor.’

    With unpredictable weather continuing, Delhiites are advised to remain cautious and plan accordingly as the city experiences one of its most unusual Mays in recent history.

    Mr Lee expressed his gratitude to the Central Government for its continued support to and care for Hong Kong, driving and supporting Hong Kong’s transition from stability to prosperity. He extended his warm welcome to Mr Zhou on his new appointment. Mr Zhou had extensive experience in local governance and policy-making from a macroscopic perspective. Mr Zhou previously held such positions as Member of the Standing Committee of the CPC Hubei Provincial Committee, Member of the Standing Committee and Deputy Secretary of the CPC Henan Provincial Committee, and Deputy Secretary of the Party Leadership Group and Vice Governor of the Henan Provincial Government, demonstrating outstanding leadership in national administration.
     
    Since taking office in July 2023 as the Executive Deputy Director of the Hong Kong and Macao Work Office of the CPC Central Committee and the Hong Kong and Macao Affairs Office of the State Council, Mr Zhou has been directly participating in taking forward Hong Kong’s work under national development strategies. He is well acquainted with the national policies on Hong Kong and actively promoted the implementation of the Central Government’s policies benefitting Hong Kong. Last year, Mr Zhou led a delegation to visit Hong Kong to gain better insights into economic development, providing his important views to the formulation of measures benefitting Hong Kong. He has also undertaken extensive efforts to ensure the measures achieve optimal results.
     
    Mr Lee said he is confident to work with Mr Zhou in actively aligning with national development strategies, as well as in implementing fully, faithfully and resolutely the principles of “one country, two systems” and “Hong Kong people administering Hong Kong” with a high degree of autonomy, maintaining the constitutional order of the HKSAR as stipulated in the Constitution and the Basic Law, implementing the “executive-led” structure and implementing the principle of “patriots administering Hong Kong”, with a view to ensuring the long-term prosperity and stability of Hong Kong, the steadfast and successful implementation of the “one country, two systems” principle, and jointly expediting the development of Hong Kong from stability to prosperity.

    LANZHOU, May 31 — As dusk falls over the Gobi Desert, the golden hues of the Mogao Caves seem to whisper tales of a bygone era. Yet within these ancient grottoes lies something extraordinary: cutting-edge technology now breathes new life into millennia-old art.

    At the ongoing fourth Dialogue on Exchanges and Mutual Learning among Civilizations in Dunhuang, northwest China’s Gansu Province, this fusion of past and future has emerged as a central theme, positioning Dunhuang as both a guardian of heritage and a pioneer of 21st-century cultural innovation and cultural exchange.

    The “Digital Dunhuang” project, a decade-long endeavor to create virtual replicas of caves and murals, has drawn particular attention. Delegates examined 3D-printed replicas of eroded statues and augmented reality projections that restore faded pigments to their original brilliance.

    Jointly hosted by the Chinese People’s Association for Friendship with Foreign Countries and the Gansu Provincial Government, the dialogue gathered nearly 400 participants, including foreign political leaders, scholars, and representatives from international organizations.

    Marking the first time the dialogue has been held outside Beijing since its 2019 inception, the choice of Dunhuang — a UNESCO World Heritage site — underscores its enduring role as a bridge between civilizations.

    “It is interesting for this symposium to take place in Dunhuang, as part of the Silk Road where so many different items and ideas were traded for so very long,” said Christopher Merrill, director of the International Writing Program at the University of Iowa. “When people come together and exchange ideas, poems, and stories, they come away with different understandings not only of the culture they are exposed to, but of their very own ways of thinking about the world.”

    For centuries, Dunhuang’s Mogao Caves stood as a melting pot of Buddhist art, Persian motifs, and Hellenistic influences. Today, its frescoes tell timeless tales: Western traders with aquiline noses leading camels meet East Asian merchants; Hindu apsaras (celestial beings) mingle with Chinese mythological figures like Fuxi and Nuwa.

    “Dunhuang is where civilizations began to converse,” remarked Eliso Elisashvili, president of Georgian International University, marveling at the city’s “beautiful, magnetic” blend of histories.

    The dialogue’s agenda — spanning topics from AI-era cultural shifts to museum collaborations — reflects modern challenges. Delegates from Nepal, Egypt, and beyond emphasized that mutual respect for diversity must be the foundation of global discourse.

    “Dunhuang offers a blueprint for dialogue,” said one participant after touring the caves’ vibrant murals.

    “Dunhuang’s openness remains instructive,” noted Lee Kang-bum, professor emeritus and specialist in Confucian classics and classical Chinese texts at Chung-Ang University in the Republic of Korea.

    “In the digital age, we no longer depend solely on a singular ancient Silk Road, but instead embrace countless ‘digital Silk Roads’ that connect billions globally. Artificial intelligence is also reshaping the methods and depth of cross-cultural exchanges,” German sinologist Martin Woesler added.

    Fan Jinshi, the honorary president of Dunhuang Academy, said: “In today’s era, as nations worldwide share the mission of pursuing peaceful development, we hope countries can draw lessons from the Silk Road’s historical legacy of civilizational integration and cultural dialogue to advance the Silk Road Economic Belt and promote the flourishing of diverse cultures across the globe.”

    HONG KONG, May 30 — Chinese Foreign Minister Wang Yi on Friday met with Nepali Foreign Minister Arzu Rana Deuba here, hoping Nepal to join the International Organization for Mediation (IOMed) at an early date to jointly contribute to improving global governance.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, said that more than 80 countries and nearly 20 international organizations sent high-level representatives to Hong Kong to participate in the signing ceremony of the Convention on the Establishment of the IOMed, indicating that resolving disputes through mediation is the common wish of all parties, in line with the interests of developing countries, and is the direction indicated by the trend of the times and the UN Charter.

    Noting that China and Nepal are traditional friendly neighbors and China places Nepal in an important position in its neighborhood diplomacy, Wang said that this year marks the 70th anniversary of the establishment of diplomatic relations between China and Nepal, and the China-Nepal strategic partnership of cooperation featuring ever-lasting friendship for development and prosperity faces new development opportunities.

    China is willing to summarize successful experiences with Nepal, advance high-quality Belt and Road cooperation, and jointly create a better and more glorious China-Nepal relationship for the next 70 years, said Wang.

    Deuba congratulated China on the successful signing ceremony of the Convention on the Establishment of the IOMed and said that it is an ideal choice to have the IOMed headquarters in Hong Kong.
