    Hong Kong ICH Month 2025 kicks off with a Carnival of exciting performances and interactive experiential booths  
         Addressing the opening ceremony, the Deputy Chief Secretary for Administration, Mr Cheuk Wing-hing, said that starting this year, the Hong Kong Special Administrative Region Government will designate June as Hong Kong ICH Month, thereby deepening the implementation of the Cultural and Natural Heritage Day. Hong Kong ICH Month also aims to present a vibrant annual mega Intangible Cultural Heritage (ICH) event through a series of engaging programmes. With the theme “ICH Around Town”, the inaugural Hong Kong ICH Month will fully showcase that despite Hong Kong’s relatively small geographic size, ICH can be found everywhere. He said the programmes will give the public and tourists a greater insight into ICH, and enable their first-hand experience of the cultural richness of ICH as well as the pleasure .
     
         Other officiating guests included the Under Secretary for Culture, Sports and Tourism, Mr Raistlin Lau; the Chairperson of the Working Group on Patriotic Education under the Constitution and Basic Law Promotion Steering Committee and Legislative Council Member, Dr Starry Lee; Legislative Council Member Mr Kenneth Fok; the Chairperson of the ICH June and Legislative Council Member, Professor Lau Chi-pang; the Chairperson of the ICH Advisory Committee, Professor Ricardo Mak; the Director of Leisure and Cultural Services, Ms Manda Chan; and the Head of the ICHO, Ms Judith Ng.
     
         Moreover, the ICHO is launching the ICH Carnival at the Hong Kong Cultural Centre Piazza today and tomorrow (May 31 to June 1) with the aspiration of rolling out ICH festive events across the territory, kicking off the Hong Kong ICH Month 2025. The Carnival offers diverse performances of Hong Kong ICH items, such as lion dance and Engor parade, Cheung Chau floating colours and dragon dance parade, Hakka unicorn dance in Hang Hau in Sai Kung, Cantonese opera excerpts, Nanyin, Yip Man Wing Chun, Tai Chi, Pixiu dance, and dragon boat dance. There are also more than 10 interactive experiential booths, at which members of the public can participate in and learn the techniques of crafting flower boards and wooden furniture, and making Chinese brushes and clay sculptures, etc. ICH organisations and practitioners will also provide demonstrations on-site.   • MIL-OSI Asia-Pac: Tunnel runs smoothly after takeover

    The Transport Department said that the Government took over the Tai Lam Tunnel at 0.00am, and that the implementation of the new tolls and HKeToll has mostly been smooth so far.

    Commissioner for Transport Angela Lee visited the Tai Lam Tunnel Administration Building in the small hours of today and was briefed by the operator’s management on the switchover works conducted during its full closure.

    She also oversaw the tests and preparations prior to the introduction of HKeToll at the control centre.

    The transport chief met tunnel management and engineering personnel of the operator and thanked the team for racing against time in completing the takeover work thoroughly, efficiently and smoothly.

    Ms Lee was glad to note that the tunnel reopened at 5am as scheduled with the launch of HKeToll. She appreciated the tireless efforts of the multidisciplinary team comprising the Transport Department, the Highways Department and the Electrical & Mechanical Services Department in completing the necessary drills as well as installing adequate traffic signs and road markings, providing motorists with a smoother road experience.

    The Transport Department’s Emergency Transport Co-ordination Centre has been closely monitoring the traffic conditions before and after the takeover of the tunnel, and the traffic in both directions has generally been smooth so far. In addition, the traffic of alternative routes, such as Tuen Mun Road and Tolo Highway, has largely been smooth.

    The centre will closely monitor the overall traffic conditions on June 2, the first working day, including the application of time-varying tolls on private cars and motorcycles at the tunnel for the first time.

    Ms Lee said that as motorists, transport trades and members of the public may take time to adapt to new routes and adjust their commuting habits, traffic flow and public transport services will be closely monitored in the vicinity of the tunnel.

    Following the substantial reduction of tolls and the roll-out of HKeToll, the Transport Department hopes to make optimal use of the tunnel’s spare capacity effectively to alleviate the busy traffic on alternative routes, such as Tuen Mun Road, thereby improving the flow of people and freight between the New Territories West/North and the urban areas, as well as achieving the objective of providing a smooth commute and bringing benefits to all sectors.

  • MIL-OSI China: China appreciates Laos’ participation in establishing IOMed: Chinese FM

    HONG KONG, May 30 — Laos actively participates in the establishment of the International Organization for Mediation (IOMed), takes the lead in signing the convention and makes significant contributions, for which the Chinese side expresses appreciation, Chinese Foreign Minister Wang Yi said here on Friday.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, made the remarks when meeting with Lao Deputy Prime Minister Saleumxay Kommasith, who participated in the signing ceremony of the Convention on the Establishment of the IOMed in Hong Kong, south China.

    The IOMed explores new pathways and creates a new platform for resolving international disputes, and maintaining peace and stability, Wang said, expressing the confidence that Laos will continue to play an active role in promoting the early entry into force of the convention and facilitating the effective operation of the IOMed.

    When discussing the relationship between China and Laos, Wang said China is willing to work with Laos, guided by the implementation of the important consensus reached by the top leaders of both parties and countries, to deepen strategic cooperation, cultivate collaborative momentum, strengthen bilateral and multilateral coordination, jointly resist unilateral bullying actions, uphold multilateralism and international fairness and justice, and promote the development of the China-Laos community with a shared future to a higher level.

    For his part, Saleumxay said that mediation reflects the cultural characteristics of Asia and that developing countries are more inclined to resolve disputes through mediation. He believes that the IOMed will attract more countries to join and play an important role in promoting regional peace and security.

  • India’s active Covid cases rise to 2,710; seven deaths reported across states

    India’s active Covid-19 caseload has climbed to 2,710, with seven deaths reported across states in the last 24 hours, the Union Health Ministry said on Friday. A total of 1,170 patients have been discharged during the same period.

    Most fatalities involved patients with multiple comorbidities. Delhi reported the death of a 60-year-old woman who had undergone surgery for acute intestinal obstruction. Covid-19 was detected incidentally. Gujarat reported one death; details are awaited.

    In Karnataka, a 70-year-old man with several underlying conditions, including diabetes, hypertension, and ischemic heart disease, died of acute cardiorespiratory arrest. His Covid-19 status is pending RT-PCR confirmation.

    Maharashtra recorded two deaths. One was a 67-year-old man with ARDS and pneumonia, who tested positive for Covid-19 and had several comorbidities. The second was a 21-year-old man with diabetic ketoacidosis and a lower respiratory tract infection. One of the deaths was reconciled from previous data.

    Punjab reported the death of a 39-year-old man with Hepatitis B and respiratory complications. Tamil Nadu recorded one fatality — a 60-year-old man with diabetes, hypertension, and chronic kidney disease.

    Kerala continues to report the highest number of active cases at 1,147. Reconciliation of mortality data is ongoing. Bihar is yet to provide its daily update.

    Union Minister of State for Health and AYUSH (Independent Charge), Prataprao Jadhav, said the Centre is “fully prepared” to manage any potential rise in infections.

    “We have reviewed the infrastructure developed during earlier Covid-19 waves, such as oxygen plants and ICU beds. Preparations are in place, and health systems are equipped to respond effectively,” he said.

  • We don’t believe in dialogue with a gun pointed towards our forehead: Tharoor clarifies India’s stance against Pakistan

    Congress MP Shashi Tharoor, leading an all-party delegation to Colombia, stressed that there can be no dialogue with Pakistan until it takes concrete steps to dismantle terrorist networks operating from its territory. He emphasised that while India recognises the importance of resolving disputes through dialogue, such engagement cannot occur “with a gun pointed at its forehead.”

    “We do not dispute the value of dialogue, but no nation can be expected to negotiate with a gun pointed at its forehead,” Tharoor said, leading an all-party parliamentary delegation to Latin America. He emphasized that Mahatma Gandhi’s philosophy of non-violence coexisted with an unwavering commitment to justice and freedom.

    “Gandhiji taught us Ahimsa, but he also led a determined struggle for independence. Peace must be accompanied by self-respect, and freedom must come without fear,” he asserted.

    Tharoor made it clear that India is open to dialogue — but only once Pakistan takes credible steps to dismantle terror infrastructure on its soil.

    The Congress MP cited the April 22 terror attack in Pahalgam, which claimed 26 civilian lives, as a turning point. “This was not just an act of terror — it was a targeted attack, where the victims were asked their religion before being shot. Such acts not only claim innocent lives but also affect the livelihoods of the people of Kashmir,” he said.

    In response, India launched Operation Sindoor, targeting known terror launch pads and infrastructure across the border. “We struck nine identified terror bases with precision, avoiding civilian areas. Our message was clear: we will respond strongly, but responsibly,” Tharoor explained.

    Tharoor condemned Pakistan’s retaliatory shelling of civilian areas and reiterated India’s policy of proportionate response. “If you hit us, we will hit you hard. If you stop, we stop. After 18 hours, they stopped.”

    Tharoor also drew attention to the unity of the Indian delegation, which comprises MPs from five political parties, seven states, and three religions. “We are united in our message: India stands firmly against terrorism and will continue to engage the world on this front.”

    The delegation, part of India’s diplomatic outreach, has visited Panama, Guyana, and Colombia, and is scheduled to travel next to Brazil and the United States.

  • PM Modi unveils ₹300 coin honouring Ahilyabai Holkar

    Prime Minister Narendra Modi on Saturday unveiled a special ₹300 coin to commemorate the 300th birth anniversary of Lokmata Devi Ahilyabai Holkar, the revered 18th-century ruler of Malwa. The coin was released during the Women Empowerment Maha Sammelan at Jamboree Maidan in Bhopal.

    The commemorative coin, issued by the Union Ministry of Culture, bears an embossed image of Ahilyabai Holkar, paying tribute to her enduring legacy. An official gazette notification regarding the release of the special-edition coin was issued by the Ministry of Finance.

    Before unveiling the coin, Prime Minister Modi garlanded the statue of Devi Ahilyabai Holkar and paid his respects.

    As part of the celebrations, the Prime Minister also presented the Devi Ahilyabai Holkar Prize to Dr. Jaymati Kashyap from Bastar, Chhattisgarh. Dr. Kashyap was recognised for her work in preserving the Gondi language and rescuing women from human trafficking.

    Born on May 31, 1725, in Chondi, Maharashtra, Ahilyabai Holkar is remembered for her enlightened rule and progressive social reforms. After the untimely deaths of her husband and son, she assumed the throne of Indore in 1767 and governed for nearly three decades.

    During her reign, she promoted trade, restored temples, and advanced infrastructure projects, including the reconstruction of the Kashi Vishwanath Temple—efforts that earned her the title of the “Philosopher Queen of Malwa.”

    The event in Bhopal marked the culmination of ten days of commemorative activities held across Madhya Pradesh, celebrating her contributions to society.

    Addressing the large gathering, Madhya Pradesh Chief Minister Dr. Mohan Yadav reiterated his government’s commitment to women’s empowerment and inclusive development.

    Prime Minister Modi’s visit also marked his first public appearance in Bhopal following the success of ‘Operation Sindoor’, India’s recent military operation targeting cross-border terrorism.

    Secretary for Financial Services & the Treasury Christopher Hui attended the Web Summit Vancouver yesterday in Vancouver, Canada, and appealed to technology investors and leaders to grasp the vast business opportunities in the vibrant fintech ecosystem in Hong Kong.

    The summit, a mega event for the tech sector, attracts over 10,000 tech investors, entrepreneurs and industry leaders across the world each time it is hosted. This is the first time the summit has been held in Vancouver.

    Mr Hui engaged in a panel discussion session titled “Local to global: Strategies for tech success”, which was joined by Minister of Jobs, Economic Development & Innovation of the Province of British Columbia, Canada Diana Gibson. They had an illuminating discussion on the various approaches taken in building dynamic fintech economies, ranging from developing talent, attracting investment to creating opportunities.

    The treasury chief noted that Hong Kong is striving to accelerate green and sustainable finance and virtual asset development, with a view to making them key components of the diversified financial value chain. The Monetary Authority has already commenced sandbox experimentation of Project Ensemble, which is a new wholesale central bank digital currency project to support the development of the tokenisation market in Hong Kong.

    Mr Hui also updated the summit on the latest passage of legislation last week establishing a licensing regime for fiat-referenced stablecoins issuers in Hong Kong, as a way to further enhance the city’s regulatory framework on virtual asset activities for supporting the healthy, responsible and sustainable development of its stablecoin and the broader digital asset ecosystem.

    Hong Kong is among the first batch of regions to have introduced stablecoin legislation and strives to fully implement the licensing regime within this year, with a view to approving the first batch of licences as soon as practicable.

    Looking forward, Hong Kong will soon promulgate a second policy statement on the development of virtual assets to explore the convergence of traditional finance and virtual assets. A consultation on the licensing regimes for virtual asset over-the-counter trading services and custodian services will also be conducted within this year.

    Whie attending the summit, Mr Hui visited exhibition booths manned by Hong Kong delegates. He was pleased to learn that the Hong Kong delegates received encouraging feedback over the past few days, reflecting the world-class standard of Hong Kong fintech talent and their appeal to investors.

    In the afternoon, Mr Hui paid a courtesy call on Consul General of the People’s Republic of China in Vancouver Yang Shu. Mr Yang said Hong Kong has always been a window of the country to the world and will continue to be. He encouraged Hong Kong to keep up with its work in deepening international exchanges and co-operation.

    Before concluding his visit to Canada, Mr Hui visited Bank of Montreal and met its Senior Vice President & Head, Mid-Market, Commercial Bank, Andrew Hung, and Senior Vice President & Head, BC & Yukon, Greg Vriend.

    He told them that in a world full of geopolitical uncertainties, Hong Kong’s financial market is emerging as a risk-off haven for investors and attracting more investments owing to its connectivity with the Mainland and the world at large, bringing greater prospects for the banking sector and different financial areas.

    Chief Executive John Lee today welcomed Zhou Ji assuming his new posts as Director of the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region (LOCPG) and National Security Adviser to the Committee for Safeguarding National Security of the Hong Kong Special Administrative Region.

    In a statement on the appointment by the State Council, Mr Lee noted that since July 2023, Mr Zhou has been serving as CPC Central Committee Hong Kong & Macao Work Office Executive Deputy Director and State Council Hong Kong & Macao Affairs Office Executive Deputy Director, directly participating in the management and co-ordination of Hong Kong affairs, adding that he is well acquainted with the national policies on Hong Kong.

    Mr Lee said: “I sincerely thank the central government for its care and support for the Hong Kong SAR. I am fully confident that Mr Zhou will lead the LOCPG in continuing its support to the Hong Kong SAR Government’s governance in accordance with the law, working together with us in fully, faithfully and resolutely implementing the principles of ‘one country, two systems’, ‘Hong Kong people administering Hong Kong’ and a high degree of autonomy. We will together maintain the constitutional order of the Hong Kong SAR as stipulated in the Constitution and the Basic Law and implement the principle of ‘patriots administering Hong Kong’.

    Mr Lee, together with the Hong Kong SAR Government, expressed their gratitude to Mr Zheng for his contribution in performing his duties, including steadfastly upholding the “one country, two systems” principle on issues such as safeguarding national security and maintaining the Hong Kong SAR’s constitutional order in his tenure of over two years.

    The Chief Executive pointed out that during his office, Mr Zheng fully supported the Hong Kong SAR Government in fulfilling its constitutional responsibility and historic mission of enacting local legislation for Article 23 of the Basic Law. The Safeguarding National Security Ordinance, which entered into force on March 23, 2024, has strengthened Hong Kong’s legal regime in safeguarding national security.

    Mr Zheng has all along held the issues of providing a better living and working environment for the people of Hong Kong, youth development, and Hong Kong’s leverage of the opportunities of the Guangdong-Hong Kong-Macao Greater Bay Area close to his heart, Mr Lee added.

    WithSecure has completed the transaction of Cyber security consulting divestment to Neqst

    WithSecure announced on 23 January 2025 its intention to divest the cyber security consulting business to Neqst, Swedish investment company.

    On 31 May 2025, the parties completed the transaction in accordance with the sale and purchase agreement. EUR 13.5 million, corresponding to 60 % of the agreed enterprise value of EUR 22.5 million, deducted by the transferring net assets of the business, is paid in cash by the buyer. The remaining 40 % is variable purchase price, based on the performance of the business in 2025 and 2026, and it becomes payable in two installments in the beginning of 2026 and 2027.

    All closing conditions of the transaction have been fulfilled.

    With the transaction, approximately 230 employees located in Finland, UK, Sweden, Denmark, Singapore, Italy, and US will transfer to the buyer.

  • MIL-OSI Global: US labels QRIS a trade barrier – what’s next for Indonesia’s digital payment system?

    The United States has recently called out Indonesia’s national digital payment system QRIS (Quick Response Code Indonesian Standard) for being unfair. The Office of the US Trade Representative (USTR) assessed QRIS as a trade barrier in its the National Trade Estimate Report 2025. The report – which includes broader trade concerns – underpins the Trump administration’s plan to impose 32% tariff duty for Indonesian products as of July 2025.

    QRIS synchronises Indonesia’s electronic money payments, digital wallets, and mobile banking into one national standard system. By scanning a QR code, payment takes only a matter of seconds, allowing a swift cashless transaction compared to using cards.

    USTR report criticises how QRIS implementation limits access for international stakeholders — particularly US companies — and creates an imbalance in Indonesia’s digital payments market.

    The report also cites Indonesia’s National Payment Gateway (GPN) as less transparent and limits foreign ownership. The card, which is for domestic use only, eases administrative financial burdens, encourages cashless payment and facilitate social disbursement of social assistance.

    Putting the trade assessment aside, QRIS helps small businesses and low-income groups in Indonesia to access modern payment facilities, closing the gap that Visa and Mastercard cannot provide. Throughout 2024, more than 30 million small businesses and merchants across Indonesia have made transactions via QRIS.

    Here are what readers need to know about QRIS and what may come for Indonesia after its labelling as a trade barrier.

    How significant is QRIS?

    QRIS transaction value and popularity have skyrocketed since the central bank, Bank Indonesia, introduced it to the market in August 2019, months away before COVID-19 entered Indonesia. Throughout 2024 QRIS has recorded 2.2 billion transactions with a total value of Rp 242 trillion (around US$14.9 billion). This figure increased by 188% compared to the previous year.

    In the first quarter of 2025, Bank Indonesia’s latest report noted that QRIS transactions surged to 2.6 billion with a transaction value reaching Rp 262 trillion (US$16 billion).

    So, why does QRIS have such a huge reputation?

    Massive digital adoption and user convenience factors triggered its growth, contributing to financial inclusion and supporting the growth and productivity of the Indonesian economy.

    According to 2024 survey, the main reasons Indonesians use QRIS are its simplicity (49%) and transaction speed (42%). Promotion factors (33%) and the habit of not carrying cash (28%) also add to its appeal.

    Wide outlet coverage (23%) and perceived security (22%) are also factors causing QRIS to be increasingly in demand. This practicality and growing digital habits in Indonesia are the main drivers of QRIS adoption.

    From the merchant’s perspective, QRIS has advantages over card payments. The card system requires expensive EDC machines that cost Rp 3–5 million (US$180-310) per device.

    Meanwhile, the merchant can receive payments via QRIS with just a single printed QR code, without needing extra equipment. QRIS transaction fees are also much lower at around 0.3% of transactions (even 0% for micro merchants), compared to 2–3% on cards.

    QRIS is also compatible with all Indonesian and most of ASEAN countries e-wallets.

    According to the Indonesian Payment System Association QRIS has become “the king of digital payment” channels for local transactions. Meanwhile, Visa–Mastercard’s position remains dominant for cross-border payments.

    Risk of QRIS blocking

    The USTR claims developed without input from international stakeholders may serve as an empty accusation.

    Bank Indonesia designed QRIS to meet domestic needs while aligning with international standards like EMVCo standards carried by Europay, Mastercard, and Visa (EMV). The three global payment giants are also members of Indonesian Payment System Association and were involved in QRIS drafting process, accompanying the government and the central bank. Given how strictly regulated digital payment systems are, it’s hard to believe the US lacks information about QRIS.

    However, the label of “trade barriers” has already been attached by the US and could ruin Indonesia’s negotiation process with other countries.

    First, this issue could potentially hamper QRIS adoption in other countries. While Singapore, Malaysia, and Thailand have already facilitated QRIS into their national payment systems, further expansion into India and South Korea could be hampered by concerns about creating friction with Washington.

    Second, the classification of QRIS as a trade barrier could also hinder the expansion of Indonesian small businesses into overseas markets. In fact, this standard was designed so that micro and small business actors can speed up the transaction process, including cross-border transactions with foreign buyers.

    Advantage or disadvantage?

    Both. It brings opportunities and challenges. The impact of USTR claim for Indonesia will depend largely on its negotiating strategy in the coming terms.

    For now, the 32%-tariff sanction – affecting products from shoes, textiles, to nickel components – has been suspended until early July 2025. The two countries are continuing negotiations, including technical discussions on QRIS access since the US complaint aired.

    But Indonesia can turn the US protest into an opportunity. The threat of tariffs forced the two countries into a two-month negotiation window.

    Indonesia could trade off small adjustments to QRIS rules for larger rewards —such as lower tariffs on nickel products or new investment commitments from the US, especially in the fields of technology or the latest financial systems.

    At least, Bank Indonesia has stated that “If America is ready, we are ready,” – a nod for possibility to prepare clearer guidelines for both countries. Arranging such documents will benefit all parties, including foreign and local business.

    At last, Indonesia needs to share the success story of QRIS more widely.     SEOUL, May 31 (Xinhua) — A fire broke out on a train on subway line 5 in the South Korean capital Seoul at around 8:47 a.m. local time on Saturday, local media reported.

    A man in his 60s and 70s brought a torch and canister onto the subway and allegedly started a fire between Yeunaru and Mapo stations, according to police and witnesses. The suspect has been arrested by police, Renhap News Agency reported.

    The train passengers were evacuated, there are no reports of casualties yet. Firefighting operations at the site have been completed.

    According to the Seoul Subway Authority, train service was suspended between Yeunaru and Eogae stations due to the incident. –0–

    HONG KONG, May 30 — The International Organization for Mediation (IOMed) serves as an important public good in the field of the rule of law for better global governance, Chinese Foreign Minister Wang Yi said here on Friday.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, delivered a speech at the signing ceremony of the Convention on the Establishment of the IOMed in Hong Kong.

    Wang said that as an innovative step in international rule of law, the IOMed has great significance in the history of international relations.

    Wang noted that the establishment of the IOMed is an actualization of the purposes and principles of the UN Charter and will fill an institutional gap in international mediation.

    The birth of the IOMed can help transcend the “you-lose-I-win” zero-sum mentality, promote the amicable resolution of international disputes, and foster more harmonious international relations, Wang said.

    The IOMed respects the wishes of parties concerned, and draws upon the strengths of being more flexible, cost-effective, convenient, and efficient, he said, adding that it will complement and form synergies with litigation, arbitration and other existing international dispute settlement mechanisms.

    Emphasizing the importance of enhancing the participation of developing countries and improving the representation and say of the Global South in international governance, Wang called on parties to put in place at an early date a set of world-class mediation rules and mechanisms featuring autonomy, flexibility, pragmatism and high efficiency.

    As decided through consultation among countries participating in the negotiation of the convention, the IOMed will be headquartered in Hong Kong, Wang said, adding that the city, with affinity to the motherland and connection to the world, enjoys exceptional advantages in international mediation.

    China looks forward to the signatories’ early ratification of the convention and welcomes the active participation of more countries, said the foreign minister.

    About 400 high-level representatives from 85 countries and nearly 20 international organizations attended Friday’s signing event. Among them, 33 countries signed the convention on-site, making them the founding members of the IOMed.

    Pakistani Deputy Prime Minister and Foreign Minister Mohammad Ishaq Dar, Zimbabwean Minister of Foreign Affairs and International Trade Amon Murwira, Nicaragua’s Attorney General Wendy Carolina Morales Urbina, Serbian Minister of Justice Nenad Vujic, Swiss Foreign Minister Ignazio Cassis and UN Under-Secretary-General Li Junhua delivered speeches at the event.

    Acknowledging that the IOMed is in line with the purposes and principles of the UN Charter, they stressed its importance to multilateralism, global governance and global rule of law, and called on more countries to sign and ratify the convention.

    They also appreciated China’s role as a major country and expected the IOMed’s contribution to the peaceful settlement of disputes and friendly cooperation among countries.

    John Lee, chief executive of the Hong Kong Special Administrative Region, welcomed the establishment of the world’s first intergovernmental international legal organization dedicated to resolving international disputes through mediation in Hong Kong, adding that Hong Kong will give full play to its institutional advantages of “one country, two systems” and fully support the operation of the IOMed.

    HONG KONG, May 30 — Chinese Foreign Minister Wang Yi on Friday met with Cameroonian Minister of External Relations Lejeune Mbella Mbella, who was in Hong Kong to attend the signing ceremony of the Convention on the Establishment of the International Organization for Mediation (IOMed).

    During the meeting, Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, expressed appreciation for Cameroon’s active participation in the preparation for the establishment of the IOMed, and his hopes for Cameroon’s early ratification of the convention.

    Noting that the two countries lifted bilateral ties to a comprehensive strategic partnership last year, Wang said China appreciates the firm support that Cameroon has always given to issues related to China’s core interests, and is willing to strengthen exchanges with Cameroon at all levels and deepen their practical cooperation.

    Mbella said China’s advocacy for the establishment of the IOMed demonstrates its commitment and influence, and is in line with the spirit of the UN Charter.

    The Cameroonian foreign minister thanked China for their fruitful cooperation in energy, health, infrastructure and other fields, pledged to always abide by the one-China principle, and expressed hopes to maintain close contacts with China and strengthen the cooperation in all fields.

    Substantial reduction of tolls and implementation of HKeToll mostly smooth at Tai Lam Tunnel  
         The Commissioner for Transport, Ms Angela Lee, visited the TLT Administration Building in the small hours today and was briefed by the operator’s management on the switchover works conducted during its full closure. She also oversaw the tests and preparations prior to the introduction of the HKeToll at the control centre. She met with tunnel management and engineering personnel of the operator and thanked the team for racing against time in completing the takeover work thoroughly, efficiently and smoothly.
     
         Ms Lee was glad to note that the TLT reopened at 5am as scheduled with the launch of the HKeToll. She appreciated the tireless efforts of the multidisciplinary team comprising the TD, the Highways Department and the Electrical and Mechanical Services Department in completing the necessary drills as well as installing adequate traffic signs and road markings, providing motorists with a smoother road experience as they do not have to stop or queue for payment.
     
         The TD’s Emergency Transport Co-ordination Centre (ETCC) has been closely monitoring the traffic conditions before and after the takeover of the TLT, and the traffic in both directions has generally been smooth so far. In addition, the traffic of alternative routes, such as Tuen Mun Road and Tolo Highway, has largely been smooth. The ETCC will closely monitor the overall traffic conditions on June 2, the first working day, including the application of time-varying tolls on private cars and motorcycles at the TLT for the first time.
     
         Under the new tolls, tolls for all vehicle types are lower than previous tolls by 22 to 80 per cent. Among them, tolls for private cars in the peak, normal and off-peak time slots from Monday to Saturday are $45, $30 and $18 respectively, with a fixed toll of $18 throughout the day for Sunday and general holidays. The motorcycle toll for all time slots is set at 40 per cent of the private car toll, i.e. between $7.2 and $18. Taxis and other commercial vehicles (such as goods vehicles and buses) continue to have a fixed toll on all days: $28 for taxis and $43 for other commercial vehicles.
     
         Ms Lee said, “As motorists, transport trades and members of the public may take time to adapt to new routes and adjust their commuting habits, we will closely monitor the traffic flow and public transport services in the vicinity of the TLT. Following the substantial reduction of tolls and the roll-out of the HKeToll, we hope to make optimal use of the TLT’s spare capacity effectively to alleviate the busy traffic on alternative routes, such as Tuen Mun Road, thereby improving the flow of people and freight between the New Territories West/North and the urban areas, as well as achieving the objective of providing a smooth commute and bringing benefits to all sectors.”
     
         Motorists may refer to the TLT’s toll displays or the TD’s HKeMobility mobile application for real-time toll information. Those who have yet to apply for an HKeToll vehicle tag and account should do so as soon as possible.

    WASHINGTON – U.S. Senator Roger Wicker, R-Miss., Chairman of the Senate Armed Services Committee, spoke at the Air Force Association Chapter Meeting in Meridian, Mississippi. He highlighted the history of refueling airplanes in Meridian, a particularly relevant topic amid the U.S. Air Force’s ongoing KC-46 basing decision process. Chairman Wicker also discussed his plan to rebuild the American military, which he had published a year to the day earlier in his landmark report, 21st Century Peace Through Strength. Below are excerpts from his speech, lightly edited for clarity.

    On Being Chairman of the Senate Armed Services Committee and Implementing Peace Through Strength:

    “I’m the first Chairman of the Armed Services Committee from Mississippi since John C. Stennis was Chairman of Armed Services. It is a dream for me to be able to do that, and particularly at a time like this. We need to be ready to defend ourselves against the axis of aggressors – China, Russia, North Korea, and Iran – that I talk about in my paper, 21st Century Peace Through Strength. Three of those powers have nuclear weapons. One of them is days, perhaps weeks, away from having a nuclear weapon. I absolutely stand with President Trump and Prime Minister Netanyahu that our policy should firmly be: Iran never gets a nuclear weapon. Iran hates the United States. They hate the West, they hate democracies, and their aim is to destroy us. They don’t get a nuclear weapon. We can stop it, or we can do as other administrations did and take them at their word that they’re only trying to enrich uranium for peaceful purposes. Do you know how much oil is in the Middle East, and how little they need nuclear power in the Middle East, in Iran, to power themselves? There is no reason in the world for them to want enriched uranium other than to create a nuclear bomb. It would mean the destruction, almost certainly, of our ally Israel.”

    On the KC-46 Basing Decision and Meridian’s History of Refueling:

    ”Let’s talk about some of the things that we’re doing for KC-46 here at the 186. Six point seven million dollars in the last National Defense Authorization Act to accelerate the planning and design of a corrosion control hangar. One million dollars to update the fuel hydrant system, $5.6 million to support planning and design of a maintenance hangar, $1.9 million to support the planning and design of a base supply warehouse at Key Field. There’s more to come, and there’s more we’re doing. I, along with Senator Hyde-Smith and Congressmen Michael Guest and Trent Kelly are going to do the best we can to bring the KC-46 to Meridian. 1971, I was in ROTC, and I’m at field training at Grissom Air Force Base. In 1972, we had dinner with Al Key, mayor of Meridian. His brother Fred had set the record – 27 days in air flight without ever landing. Let me tell you, folks, we invented air refueling in Meridian, Mississippi, and I think that ought to give us a leg up for the KC-46. One man was flying the plane for 27 straight days, and when his brother would come up in another biplane to refuel with a hose, the pilot would get out on the wing of that plane, leaving the cockpit, and they would refuel that plane. They did that for 27 days.”

    On the One Big Beautiful Bill and the Golden Dome:

    “There is one piece of legislation that just passed the House and is now being considered in the Senate called the One Big Beautiful Bill, which includes funding for the Golden Dome. I was talking to Donald J. Trump in the Oval Office, and I was advocating for Iron Dome for America. We think the technology is there to do it for the entire continent. He said, “I think we ought to call it the Golden Dome.” It’s going to be expensive, but I think we have to do this, and we’ve got the technology to do that. North Korea can get a missile to the continental United States right now. China can get a missile to the United States right now, and Russia can. We need that protection. What we had to worry about 15 years ago does not compare to what we have now. A cyberattack is a part of national defense now. It is the next quantum leap of what we’re worried about, and that’s why I’m going to vote for this One Big Beautiful Bill. It’s got $150 billion for defense. The President of the United States is behind the Armed Services Committee of the Senate and the House on putting at least $150 billion in this. It will just get us started. But we are behind. We need to be at 5 percent of our national economy. We are in a position now, with the help of this One Big Beautiful Bill, of getting us back to 5 percent of our economy and having the ability to prevent war. There has never been a war started against a country because that country was too strong. Wars start because the victim country is not strong enough. We are determined to get us back to the point where we are so strong that we never have to send these people into combat. That’s the way to stay out of war, and the opposite is the way we’ve always gotten into war.”

    The establishment of the International Organization for Mediation (IOMed) aligns with the peace concept cherished by both China and Benin, and will provide new pathways for international dispute resolution mechanisms, Chinese Foreign Minister Wang Yi said in Hong Kong on Friday.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, made the remarks when meeting with Beninese Foreign Minister Olushegun Adjadi Bakari who participated the signing ceremony of the Convention on the Establishment of the IOMed in Hong Kong, south China.

    Wang noted that the establishment of the IOMed addresses the common concerns of countries seeking peace, promoting stability, and pursuing development. It aligns with the prevailing trend of win-win cooperation and promotes the development of global governance towards a more just and equitable direction.

    When discussing China-Benin relations, Wang said Benin is a strategic partner of China in Africa, adding that the important consensus reached by the leaders of both countries and the initiatives of the Forum on China-Africa Cooperation are being steadily implemented.

    China is willing to work with Benin to effectively implement the 10 partnership actions for modernization, accelerate the process of common development, and promote the continuous growth of the China-Benin strategic partnership, Wang added.

    For his part, Bakari said that being one of the first signatory countries of the convention, Benin shares with China the concept of upholding multilateralism, and advocating for dialogue and consultation to resolve conflicts and disputes. Benin will expedite the approval of the convention, aiming for the IOMed to operate as soon as possible, bringing greater stability to the world, which is very important for the African continent.

    Benin will always stand with China and is willing to promote the continuous advancement of Benin-China relations, the foreign minister said.

    The 22nd edition of the Shangri-La Dialogue, Asia’s premier defense and security summit, opened in Singapore on Friday amid geopolitical tensions.

    This year’s dialogue drew representatives from 47 countries, including 40 ministerial-level delegates, 20 chief of defense forces-level delegates, over 20 senior defense officials, and prominent academics, according to the Singapore Ministry of Defense.

    A Chinese delegation from the National Defense University of the Chinese People’s Liberation Army is attending the event.

    French President Emmanuel Macron is set to deliver a keynote speech late Friday, where he’s expected to position France — and Europe — as champions of international cooperation and rules-based trade.

    U.S. Defense Secretary Pete Hegseth is set to speak on Saturday about America’s “new ambitions for Indo-Pacific security.” Observers say he faces a tough task in convincing Asian allies, many of whom remain uneasy about President Donald Trump’s disruptive policies, not least those related to trade.

    Malaysian Prime Minister Anwar Ibrahim will also give a speech on Saturday and make clear how, amid global geopolitical uncertainties and sharpened geo-economic fault lines, Malaysia as ASEAN’s current chair, provides strategic leadership for the region and beyond, according to the International Institute for Strategic Studies, the organizer.

    EU High Representative for Foreign Affairs and Security Policy Kaja Kallas is also scheduled to speak on Saturday.

    Analysts say key topics will likely include regional cooperation, the U.S. security policies and the ongoing Russia-Ukraine conflict. The implications of sweeping U.S. tariffs are also likely to attract attention, as officials will use the platform to reassure partners and navigate an increasingly multipolar security landscape.

    The Dialogue runs from Friday through Sunday.

    A delegation of the Communist Party of China (CPC), led by Sun Haiyan, vice minister of the International Department of the CPC Central Committee, visited Russia from Wednesday to Friday.

    During the visit, the delegation attended the meeting of the Standing Committee of the International Conference of Asian Political Parties and participated in a forum on Eurasian cooperation hosted by the United Russia party.
