    The South African government has called for a de-escalation in the brewing tensions between India and Pakistan.

    This according to Minister of International Relations and Cooperation Ronald Lamola, who delivered remarks at the Solidarity Conference on Women, Peace and Security held in Tshwane, on Friday.

    The India-Pakistan tensions – which have seen both sides launching attacks – stems from a terrorist attack, which killed some 26 people in an India-controlled part of Kashmir, last month.

    “The South African government expresses concern over the escalating tensions between India and Pakistan. We call for de-escalation and restraint. 

    “All efforts should be taken to protect civilians and civilian infrastructure while ensuring that there are concerted efforts from both parties to negotiate a peaceful settlement to the rising conflict,” Lamola said.

    On the conflict between Russia and Ukraine, Lamola said the war has “become a flashpoint of global tensions”, with economic consequences that reach beyond Europe’s borders.

    “This includes disruptions to global food supply chains and energy markets. South Africa has always contended that once a ceasefire is in place, everything must be discussed and that we need to continue to call for a ceasefire… that peace must be found on the negotiation table by both parties with the help of the international communities,” he said.

    Turning to the Israel-Hamas conflict currently playing itself out in Gaza, Lamola said the war “poses a grave threat not only to local peace, but also to the broader regional stability”.

    “It is a conflict that reverberates across international diplomatic corridors. It’s a conflict that is unfolding in the full glare of the world. 

    “South Africa’s decision to bring a case against Israel to the International Court of Justice was not taken lightly. It was grounded in the belief that pursuing justice is never without cost, that truth often challenges entrenched power and that moral leadership requires the courage to confront global injustice,” he said.

    The Minister reiterated the South African government’s foreign policy grounded in elements including non-alignment, respect for international law, commitment to multilateralism, diplomacy and peaceful negotiations.

    BEIJING, May 10 (Xinhua) — China’s revised Marriage Registration Regulations took effect Saturday, simplifying paperwork and giving couples more flexibility.

    Under the new provisions, couples will no longer need to register their relationship at their place of residence or registration, which for many years was necessary to submit marriage applications.

    Now, to formalize their relationship, couples from mainland China will only need identification cards and a signed statement saying they are not currently married to anyone and have no blood relatives within three generations to the other party.

    In addition, under the new provisions, couples will be able to register their marriage at any relevant authority throughout the country, regardless of where their families are registered.

    The Ministry of Civil Affairs said the change also applies to couples where one of the prospective spouses is a mainland Chinese resident and the other is a foreign national, a resident of the Hong Kong and Macao Special Administrative Regions, Taiwan, or a Chinese expatriate.

    Currently, couples can marry, divorce or apply for re-issuance of marriage certificates at any authorized registration authority, regardless of the place of registration of the family of one of the spouses in the mainland part of the country.

He highlighted that the Hong Kong Special Administrative Region Government attaches great importance to the healthy development of families in Hong Kong. The HYAB and the Family Council launched the Hong Kong Excellent Family Awards in late April to promote good family core values to the public. The awards aim to promote the passing down of good family traditions and virtues to the community and the younger generations by recognising families that show mutual respect, care, love and support for one another. He called for the public to actively participate in the event to share family stories, thereby cultivating a caring and positive social atmosphere.
     
    Speaking at the event, the Chairperson of the Family Council, Ms Melissa Pang, said that in tandem with the Hong Kong Excellent Family Awards, the Family Council will collaborate with RTHK to produce a radio programme, inviting various guests or experts to share tips on maintaining strong family relationships and practicing positive family values and traditional virtues in daily life. The Family Council will continue its promotional efforts in advocating a culture of loving families.

    Hospital Authority discovers suspected contamination in a batch of flocked swabs The HA conducted repeated testing on 100 samples from the same Lot of flocked swabs, ultimately identifying 18 samples that showed weak positive results for COVID-19.

    The flocked swabs were procured from a local supplier and delivered to the hospitals under the Kowloon West Cluster (KWC), including Caritas Medical Centre, Kwai Chung Hospital, North Lantau Hospital, PMH and Yan Chai Hospital (YCH) from January to the end of April this year. Since the flocked swabs were sealed in packaging, the HA’s microbiology experts, after analysing the test results, estimate that the flocked swabs were contaminated before delivery to the hospitals.Issued at HKT 13:36

What steps are the Labour Department taking to ensure these contributions are recovered and paid to the workers? The second question is, what steps are the Government taking to strengthen employment protection and prevent similar situations to recur in future? Thank you. 
     
    Secretary for Labour and Welfare: Right now our top priority is to help the 100 or so workers, local or imported, to get what they should get under the law, i.e. their unpaid salaries, unpaid leave as well as severance payment. We are helping them to apply for support under the Protection of Wages on Insolvency Fund against insolvency and wage default. It takes a bit of time, but they don’t have to worry. Right now, under the Fund, be it unpaid salaries, unpaid leave as well as severance payment, there is a well-established mechanism for them to get back money that is owed to them. We are working closely with the employers because with their help, it could speed up the whole process. In Hong Kong we have very elaborated labour laws providing much needed and necessary protection for our workers, and such protection applies to both local and imported workers.

  • MIL-OSI Security: Indian citizen charged in multi-million-dollar health care fraud scheme

    Owned lab in Everett, WA that billed Medicare $8.7 million for COVID tests that were never legitimately ordered or performed

    Seattle – An Indian national indicted for health care fraud will make his initial appearance today in U.S. District Court in Seattle, announced Acting U.S. Attorney Teal Luthy Miller. Mohammed Asif, 34, was arrested on April 10, 2025, at Chicago O’Hare International Airport while attempting to board an international flight. Asif is charged with health care fraud and conspiracy to commit health care fraud in connection with the operation of American Labworks LLC, a diagnostic testing laboratory in Everett, Washington. The indictment alleges that Asif conspired with others to bill Medicare for COVID-19 tests and other respiratory illness tests that had not been ordered or performed.

    “Medicare provides critical funding for senior citizens’ health care needs, which makes this type of fraud all the more reprehensible,” said Acting U.S. Attorney Miller. “This case stands as an example of how federal law enforcement is working diligently to protect those critical tax dollars from fraud schemes.”

    According to the indictment and an earlier-filed criminal complaint, the Washington Secretary of State has American Labworks being formed in October 2021 and dissolved in March 2025. Washington Department of Health records indicate that its license as a Medical Test Site expired in December 2023. Asif is listed in filings with the state and with Medicare as the owner and director of American Labworks.

    Claims data from April 2024 to December 2024 show that American Labworks billed Medicare more than $8.7 million for laboratory testing services, including for COVID-19 testing. Medicare paid out over $1.1 million to the lab.

    Between June 2024 and March 2025, Medicare received more than 200 complaints from enrollees and others about American Labworks. Many of these complainants reported that Medicare was billed for testing that was never received. For example, one Medicare enrollee noted that Medicare paid American Labworks $545 for COVID-19 tests in August 2023 and March 2024. But the beneficiary had never had any COVID-19 tests on those dates. Multiple Medicare beneficiaries said they too had seen bills for tests that never occurred. Physicians who had allegedly ordered the tests said they had not sent patients to American Labworks, and many patients said they had never heard of the referring physician listed in the records.

    In some instances, the billing records indicated a beneficiary’s testing date of service occurred after other records indicated the beneficiary was dead. And in other instances, the physician who allegedly referred the patient for testing was dead at the time of the date of service.

    Financial records indicate Mohammed Asif received multiple checks and made withdrawals from the American Labworks bank account, which he controlled. In May 2024, he withdrew $260,000 from the American Labworks checking account. Soon after that Asif, who had been in the U.S. on a student visa, retuned to India. He came back to the U.S. in March 2025 as investigators were unraveling the fraud. Prosecutors and special agents with the U.S. Department of Health and Human Services Office of Inspector General (HHS-OIG) and Federal Bureau of Investigation (FBI) moved quickly to draft the criminal complaint and take Asif into custody. A grand jury then returned the indictment of Asif on April 23.

    Asif is alleged to have conspired with other people to accomplish the fraud. Those coconspirators are not named in the criminal complaint or indictment. The government’s investigation is ongoing.

    “By all appearances, there is nothing legitimate about Mr. Asif’s company.” said W. Mike Herrington, Special Agent in Charge of the FBI’s Seattle field office. “Mr. Asif, along with his co-conspirators, used this apparently illegitimate company to fraudulently bill Medicare almost $9 million for tests that were never done. When we receive allegations such as these, the FBI and our partners will aggressively investigate potential fraud against the US taxpayer.”

    “Through this scheme to fraudulently bill Medicare for laboratory testing services never furnished, the defendant diverted taxpayer money that was meant to pay for legitimate medical services,” said Acting Special Agent in Charge Robb Breeden of the U.S. Department of Health and Human Services, Office of Inspector General (HHS-OIG). “HHS-OIG will continue to work with our law enforcement partners to hold accountable those who exploit federal health care programs for their own personal gain.”

    Health care fraud and conspiracy to commit health care fraud are punishable by up to ten years in prison and a fine of up to $250,000.

    The charges contained in the indictment are only allegations. A person is presumed innocent unless and until he or she is proven guilty beyond a reasonable doubt in a court of law.

    The case is being investigated by HHS-OIG and the FBI.

    The case is being prosecuted by Assistant United States Attorney Philip Kopczynski.

  • MIL-Evening Report: Absurd attack on free speech by Israel Institute over social media comment

    The calls by the Israel Institute of New Zealand for Peter Davis to resign from the Helen Clark Foundation because of comments he made with regard to an ugly, hateful piece of graffiti are absurd.

    The graffiti in question said “I hated Jews before it was cool!” On social media, Davis made this comment :

    “Netanyahu govt actions have isolated Israel from global south and the west, and have stoked anti-Semitism. Yitzak Rabin was the last leader to effectively foster a political-diplomatic solution to the Israel-Palestine impasse. He was assassinated by a settler. You reap what you sow.”

    IMO, this sounds like an expression of sorrow and regret about the conflict, and about the evils it is feeding and fostering. Regardless, the institute has described that comment by Davis as antisemitic.

    “‘You cannot claim to champion social cohesion while minimising or rationalising antisemitic hate,’ the institute said. ‘Social trust depends on moral consistency, especially from those in leadership. Peter Davis’s actions erode that trust.’”

    For the record, Davis wasn’t rationalising or minimising antisemitic hate. His comments look far more like a legitimate observation that the longer the need for a political-diplomatic solution is violently resisted, the worse things will be for everyone — including Jewish citizens, via the stoking of antisemitism.

    The basic point at issue here is that criticisms of the actions of the Israeli government do not equate to a racist hostility to the Jewish people. (Similarly, the criticisms of Donald Trump’s actions cannot be minimised or rationalised as due to anti-Americanism.)

    Appalled by Netanyahu actions
    Many Jewish people in fact, also feel appalled by the actions of the Netanyahu government, which repeatedly violate international law.

    In the light of the extreme acts of violence being inflicted daily by the IDF on the people of Gaza, the upsurge in hateful graffiti by neo-Nazi opportunists while still being vile, is hardly surprising.

    Around the world, the security of innocent Israeli citizens is being recklessly endangered by the ultra-violent actions of their own government.

    If you want to protect your citizens from an existing fire, it’s best not to toss gasoline on the flames.

    To repeat: the vast majority of the current criticisms of the Israeli state have nothing whatsoever to do with antisemitism. At a time when Israel is killing scores of innocent Palestinians on a nightly basis with systematic air strikes and the shelling of civilian neighbourhoods, when it is weaponising access to humanitarian aid as an apparent tool of ethnic cleansing, when it is executing medical staff and assassinating journalists, when it is killing thousands of children and starving the survivors . . . antisemitism is not the reason why most people oppose these evils. Common humanity demands it.

    Ironically, the press release by the NZ Israel Institute concludes with these words: “There must be zero tolerance for hate in any form.” Too bad the institute seems to have such a limited capacity for self-reflection.

    Footnote One: For the best part of 80 years, the world has felt sympathy to Jews in recognition of the Holocaust. The genocide now being committed in Gaza by the Netanyahu government cannot help but reduce public support for Israel.

    It also cannot help but erode the status of the Holocaust as a unique expression of human evil.

    One would have hoped the NZ Israel Institute might acknowledge the self-defeating nature of the Netanyahu government policies — if only because, on a daily basis, the state of Israel is abetting its enemies, and alienating its friends.

    Footnote Two: As yet, the so-called Free Speech Union has not come out to support the free speech rights of Peter Davis, and to rebuke the NZ Israel Institute for trying to muzzle them.

    Colour me not surprised.

    The Chinese side has been closely monitoring the developments in the situation between India and Pakistan and is deeply concerned about the escalation.     ISLAMABAD, May 10 (Xinhua) — Pakistan Air Force (PAF) on Saturday destroyed an S-400 air defense missile system (SAM) in Adampur, located in Jalandhar district of Punjab state, India, the Inter-Services Public Relations (ISPR) of the Pakistan Armed Forces said in a statement.

    It is noted that the strike was carried out by hypersonic missiles launched from a JF-17 fighter, and high-precision munitions neutralized advanced air defense systems.

    The S-400 system is considered one of the most modern air defense systems in India’s arsenal. Its cost is estimated at approximately $1.5 billion, the report says.

    Military analysts told Xinhua that the downing of the S-400 could have significant implications for India’s air defence in the region.

    Moscow, May 10 (Xinhua) — Chinese President Xi Jinping, along with Russian President Vladimir Putin and more than 20 other leaders, laid red roses at the Tomb of the Unknown Soldier.

    The ceremony was a tribute to the memory and respect of the heroes who died in the Great Patriotic War, on the occasion of the 80th anniversary of the Victory.

    The ceremonial events ended with a grand military parade on Red Square. On the main platform, Xi Jinping and V. Putin sat next to each other and exchanged words from time to time.

    More than 11,500 troops took part in the parade, including contingents from more than 10 countries. Among them was an honor guard from the People’s Liberation Army (PLA). Xi Jinping stood up from his seat as the PLA troops passed the stands.

    During the historical part of the parade, Russian servicemen, dressed in uniforms from the Great Patriotic War, carried old military flags and weapons in their hands, reminiscent of the years of resistance to fascism.

    On the evening of May 8, 1945, the Act of Unconditional Surrender of Germany was signed in the Berlin suburb of Karlshorst, marking the end of World War II in Europe. Meanwhile, in Moscow, it was already May 9, which was declared “Victory Day” by the Soviet Union and then Russia. Since 1995, military parades and other commemorative events have been held in Russia every year on May 9.

    “The Soviet Union took upon itself the most ferocious, merciless blows of the enemy,” said V. Putin in his speech at the parade.

    “We will always remember that the opening of the second front in Europe – after the decisive battles on the territory of the Soviet Union – brought victory closer.     The Soviet Union was the main theater of World War II in Europe and lost 27 million people, while China was the main theater of war in Asia and lost more than 35 million people killed and wounded, resisting the main forces of Japanese militarism. Together, Russia and China became the bulwark of resistance to Japanese militarism and German Nazism, making a decisive contribution to the victory in the World Anti-Fascist War.

    Eighty years ago, the peoples of the two countries united in the face of the brutal aggression of militarism and Nazism, fought shoulder to shoulder against a common enemy and wrote a remarkable and heroic chapter in history, Xi Jinping said at a joint press conference with Vladimir Putin after talks in the Kremlin.

He also noted that as a permanent member of the UN Security Council, China has always actively supported the multilateral order, firmly upholding the international system with the UN as the core and the world order based on international law. “China’s respect for history makes it an indispensable force in maintaining world peace,” the expert said.

    President Xi Jinping has emphasized that Taiwan’s return to China is an important part of the outcome of World War II and the post-war world order. Gu Xuewu, Director of the Center for Global Studies at the University of Bonn in Germany, noted that Taiwan’s return was one of the outcomes of the victory in World War II and was widely recognized by the international community. Undermining these outcomes would seriously disrupt the existing world order.

    Muhab Nassar, an associate professor of international law at Cairo University, said China’s sovereignty over Taiwan is a legally justified and recognized fact. Xi Jinping’s opinion piece once again expressed a firm position: the Taiwan issue concerns China’s fundamental interests, which China will not compromise under any circumstances.

    In his opinion article, President Xi Jinping stated that today’s world still faces a growing deficit in peace, development, security and governance.     Akkan Suver, chairman of Turkey’s Marmara Group Foundation for Strategic and Social Research, said the three global initiatives proposed by Xi Jinping “represent a fair concept of global governance that truly protects multilateralism.” “Amid the rise of unilateralism, China firmly opposes any form of hegemony and power politics, and is committed to upholding the international order and norms that serve the interests of developing countries. In the face of multiple conflicts, the world needs dialogue and cooperation rather than division, and global development needs reason and conscience rather than dictate,” he said.

    General Secretary of the Central Committee of the Communist Party of Kurdistan operating in Iraq Kawa Mahmud fully agrees with Xi Jinping’s statement that “the world needs justice, not hegemony.” He noted that today’s world still suffers from manifestations of hegemonism and power politics, which only increases uncertainty in the international situation. “To achieve universal development and prosperity, the world needs justice, not hegemony. Only a fair and rational system of global governance can meet the interests of all countries.     “The Middle East has long been an arena of instability, from the war in Iraq to the Syrian crisis, the conflict in Yemen and the Palestinian-Israeli issue.     China strongly urges India and Pakistan to act in the larger interest of peace and stability and exercise calm and restraint, a Chinese foreign ministry spokesperson said on Saturday.

    The spokesperson made the remarks when asked to comment on the escalating tension between India and Pakistan.

    According to media reports, Pakistan said India hit targets including the Nur Khan air base on the early morning of May 10. Pakistan has vowed to resolutely strike back and launched “Operation Bunyan-ul-Marsoos.”

    Noting that China is closely following the ongoing situation between India and Pakistan and is deeply concerned about the escalation, the spokesperson said China strongly urges both sides to act in the larger interest of peace and stability, exercise calm and restraint, return to the track of political settlement through peaceful means, and refrain from any action that could further escalate tensions.

    “This will be important for the fundamental interest of both India and Pakistan, and for a stable and peaceful region. This is also what the international community hopes to see,” said the spokesperson, adding that China is willing to continue to play a constructive role to this end.

  • MIL-OSI Asia-Pac: Govt assists food shop workers

    Secretary for Labour & Welfare Chris Sun said today the Government’s top priority is to help the workers of Ocean Empire Food Shop get back their unpaid salaries, leave and severance pay following the shop’s closure.

    Mr Sun told reporters this morning that about 100 workers – both local and imported – are being assisted in applying for support under the Protection of Wages on Insolvency Fund, against insolvency and wage default.

    He said: “It takes a bit of time, but they do not have to worry. Right now, under the fund, be it unpaid salaries, unpaid leave as well as severance payment, there is a well-established mechanism for them to get back money that is owed to them.

    “In Hong Kong we have very elaborate labour laws providing much needed and necessary protection for our workers, and such protection applies to both local and imported workers.”

    Mr Sun added that the Labour Department is working closely with the employers whose help could speed up the whole process.

  • MIL-OSI China: China’s 13th batch of aid supplies handed over to quake-hit Myanmar

    The 13th batch of emergency humanitarian assistance dispatched by the Chinese government was handed over to Myanmar on Saturday in Yangon.

    The aid supplies included 1,576 prefabricated houses, which were accepted by Yangon Region Minister for Natural Resources U Zaw Win.

    A 7.9-magnitude earthquake struck Myanmar on March 28. As of May 9, the earthquake has claimed around 3,800 lives and injured over 5,100 people, with around 100 others remaining unaccounted for, according to Myanmar’s official data.

    Ambassador Harvey Rouse, Head of the EU (European Union) Office to Hong Kong and Macao, Consuls General (of European Union Member States), distinguished guests, ladies and gentlemen, dear French little friends over there,

    Good afternoon. It gives me great pleasure to join you at the opening of Europe Day Festival. And actually indeed, thank you very much for the support that I have got from different Consuls General ever since my appointment to the Secretary for Culture, Sports and Tourism. I have actually seen quite a number of you over different events in the last five months.
     
    On today’s special occasion, I would like to highlight the pivotal role Hong Kong plays as an East-meets-West centre for international cultural exchange. Hong Kong has deep-rooted cultural origin and bond from the Mainland of China, but we also have for decades cultivated strong cultural ties with foreign countries, including the European Union (EU) and its member states. Through regular exchanges, we have built a solid foundation of mutual understanding and collaboration. I am most delighted to learn from Ambassador Rouse that our local artists, Opera Hong Kong, will be performing “The Story of Carmen”, a classic European Opera, at today’s Festival. In fact, Carmen, was also performed at our Hong Kong Arts Festival earlier this year and I was one of the audience enjoying it. This is an example of how we can bring talent and tradition from different parts of the world, showcasing our efforts and achievements in promoting cultural exchange and collaboration.

    Hong Kong will continue to leverage our distinct institutional strengths under “one country, two systems” to “bring in” diverse cultures from around the world while enabling Chinese culture to “go global”.

    Hong Kong’s creative industries are now economic drivers for our economy. The Greater Bay Area Development and the Belt and Road Initiative provide unprecedented opportunities for our creative talents to shine on the global stage. By working closely with EU member states, we aim to unlock even greater potential for cultural exchanges and economic growth. Thank you very much for having our local Hong Kong artist to do the backdrop named after this meaningful event.

    Sports is another area under my portfolio that is full of exciting opportunities. The Kai Tak Sports Park, Hong Kong’s largest-ever sports infrastructure, was officially commissioned in March this year. I am sure many of you were among the first to enjoy our signature rugby event, Hong Kong Sevens, at this state-of-the-art stadium in end March. Building on that success, we hosted mega international and local concerts in April, each drawing over 40 000 fans per show. And I believe quite a number of you were there for the Coldplay concert either. We have another series of concerts this weekend as well called Mayday from Taiwan, who is also performing in Hong Kong and they pledged to come back every May to perform here. We will fully utilise the opportunities that this new venue present to Hong Kong and stage more mega sports events and competitions for the enjoyment of all. And of course, larger venue means larger parties. As some of you may know, we will soon welcome international football club teams to play at both the Hong Kong Stadium and the Kai Tak Stadium in end May and late July, featuring Manchester United versus Hong Kong, China Representative Team, Liverpool versus AC Milan from Italy, as well as Arsenal versus Tottenham Hotspur. To sports fans from around the world and particularly the European Union – please stay tuned for more exciting sports events in Hong Kong later this year. Through these sporting events, my bureau will continue our efforts in fostering greater passion for sports.

    On tourism, leveraging the robust foundation built over the years, we aspire to further consolidate Hong Kong’s position as a premier world-class tourism destination. With the concerted efforts of the Government and industry players, we witness a strong comeback of our tourism industry after the pandemic. In the first four months of 2025, we welcomed a total of 16 million visitors, representing an increase by 1.2 times as compared to the same period in 2023 when Hong Kong started to resume normal travel. The rebound is particularly strong among visitors from the European Union, which register a surge by 1.4 times compared to 2023. Quoting the Labour Day Golden Week as another example, we recorded a total of around 1.1 million inbound visitors to Hong Kong, among which the number of non-Mainland visitors was around 180 000, representing a year-on-year increase of about 31 per cent. These underscore the resilience of our tourism industry and Hong Kong’s enduring appeal as a world-class travel destination. To ensure continued growth, the Government promulgated the Development Blueprint for Hong Kong’s Tourism Industry 2.0 last December, setting out our vision and mission over the next five years. With the steadfast support and contribution of our industry partners, I am confident that we will reach new heights on tourism in the years to come.

    HARBIN, May 10 (Xinhua) — The 34th Harbin International Economic and Trade Fair will be held in Harbin, capital of northeast China’s Heilongjiang Province, from May 17 to 21. The event aims to showcase China’s new advantages and drivers in pursuing high-quality development through high-level opening-up, the provincial government said at a press conference on Friday.

    Openness to the outside world in all directions, cooperation between regions of China and Russia, trade and investment, cooperation in production capacity, demonstration and transactions are the topics that will be in the center of attention of the upcoming fair, said Chen Shijun, head of the Heilongjiang Provincial Council for the Promotion of International Trade. According to him, the total exhibition area will be 683 thousand square meters, one main and six auxiliary sites of the fair will be equipped, in these indicators the 34th fair promises to surpass all previous ones.

    More than 1,500 enterprises from 38 countries and regions around the world, as well as 23 provinces, autonomous regions and municipalities directly under the central government of China have registered to participate in the fair, said Chen Shijun. And two countries, Thailand and Mongolia, have been invited as guests of honor to the fair.

    Since the Harbin Fair was established in 1990 with a focus on foreign economic activity, a total of over 6 million businessmen from more than 110 countries and regions have participated in it. -0-

    Joint statement:

    We, the G7 Foreign Ministers of Canada, France, Germany, Italy, Japan, the United Kingdom and the United States of America and the High Representative of the European Union, strongly condemn the egregious terrorist attack in Pahalgam on April 22 and urge maximum restraint from both India and Pakistan. Further military escalation poses a serious threat to regional stability. We are deeply concerned for the safety of civilians on both sides.

    We call for immediate de-escalation and encourage both countries to engage in direct dialogue towards a peaceful outcome. We continue to monitor events closely and express our support for a swift and lasting diplomatic resolution.

  • MIL-OSI China: China eases marriage registration with new rules

    China’s revised marriage registration rules, which simplify paperwork and offer greater flexibility for couples, came into effect on Saturday.

    The updated regulations eliminate the need for household registration books, which have long been necessary for marriage applications.

    Mainland couples now only need to present their identification cards and sign a declaration affirming that they are unmarried and not closely related by blood within three generations.

    Additionally, under the new rules, couples can register their marriage at any eligible registry nationwide, regardless of their household registration location.

    The change also applies to couples in which one partner is a mainland resident and the other is a foreign national, or a resident of Hong Kong, Macao, Taiwan, or an overseas Chinese community, according to the Ministry of Civil Affairs.

    These couples can now marry, divorce, or apply for reissuance of marriage certificates at any authorized registration office, without being restricted to the mainland partner’s household registration location.

    The overhaul is part of China’s broader push to streamline public services and ease the burden on citizens, particularly the increasing number of people living and working away from their place of household registration.

    According to official data, China recorded 1.81 million marriage registrations in the first quarter of this year, marking an 8 percent drop from the same period in 2024.

    After nine consecutive years of decline, China’s marriage registration numbers saw a brief rebound in 2023. However, the downward trend resumed in 2024, with registrations falling to their lowest level since 1980.

    The founder and CEO of a digital marketing group, part of a delegation to the Middle East led by Chief Executive John Lee, says he is optimistic about growth in the region and believes it offers good prospects for investments and mergers.

    The trip, encompassing visits to Qatar and Kuwait, is aimed at strengthening connections with the two countries in areas such as finance, trade and technology.  

    Mr Shen Chengang, who is among a host of delegates from the business community, heads a Mainland firm that offers digital marketing services, including sales data tracking, media outreach, product promotion, and support for Mainland enterprises seeking to expand into overseas markets.

    Mr Shen highlighted that amid global trade uncertainty, Mainland businesses are focusing less on the US market as they seek to mitigate risks.

    By way of contrast, Mr Shen outlined that the Middle East market has witnessed rapid growth over the past few years. With strong consumer purchasing power, he said, it offers a complementary dynamic to the Mainland market.

    He emphasised that the Middle Eastern countries give significant opportunities for Mainland firms to engage in the development of logistics and mobile payment systems, and to explore investment and merger prospects.

    Mr Shen added that Hong Kong, as an international financial centre, can provide invaluable expertise to support investment and merger processes, thereby aiding Mainland enterprises in terms of risk mitigation.

    ISLAMABAD, May 10 (Xinhua) — Pakistan on Saturday launched an offensive against India amid ongoing provocations, the Inter-Services Public Relations (ISPR) said in a statement.

    It is noted that the operation was named “Banyan ul-Marsus” /”Wall covered with lead”/. Several targets in India are being attacked.

    The ISPR said it had destroyed an air base in Udhampur in Indian-controlled Kashmir and an airfield in Pathankot district in India’s Punjab province. Strikes were reportedly continuing at other locations.

    Official sources told Xinhua that the initial strikes destroyed a stockpile of Brahmos missiles in the Indian town of Beas. –0–

         Riding on the success of the 5G Campus Application Competitions held in the past two years, the Office of the Communications Authority (OFCA) organises the third edition of the Competition this year under the theme “5G x Unmanned Aircraft System (UAS) – The Sky is the Limit for Knowledge” to enhance students’ understanding of the fifth generation mobile (5G) technology and the UAS, and encourage them to explore the application of 5G technology in the low-altitude economy, with a view to boosting their creativity and tapping their potential in innovative technologies.

         Speaking at the Kick-off Ceremony cum Seminar of the Competition today (May 10), the Director-General of Communications, Mr Chaucer Leung, said, “The 5G Campus Application Competition held last year focused on 5G and artificial intelligence (AI). It was encouraging to see the participating students’ innovative thinking and dedication to research and development in terms of 5G and AI applications, scenario design and collaboration, as demonstrated in the final entries. OFCA organises the third Competition this year to encourage participating students to make use of the unique advantages of 5G technology and explore how to collect data through drones for developing various application solutions for the low-altitude economy, so as to stimulate the innovation and technology potentials of the younger generation, expanding their knowledge and transform their creative thinking into practical solutions for the future.

         “In Hong Kong, drone systems have started to be deployed in applications and trials on the low-altitude economy. They generally operate in airspace within an altitude of 1 000 metres and could be used in scenarios such as emergency rescues, logistics, surveys, maintenance, safety inspections and show performances. The low-altitude economy not only activates low-altitude airspace as a new element for economic development, but also drives the development of communications technology, AI, and the digital industry, bringing new experiences of smart living to the public. The current well-developed 5G network of Hong Kong has laid a solid foundation for the development of the low-altitude economy,” Mr Leung added.

         This year’s Competition is co-organised by the Hong Kong Productivity Council (HKPC) and will be held in stages, comprising the Kick-off Ceremony cum Seminar, the 5G x UAS Inspiration Training Workshop, the first-round adjudication, the Drone Operation and Mobile App Development Training Workshop, and the final-round adjudication cum award presentation ceremony. Participating teams are required to design an innovative mobile application and/or relevant prototype to demonstrate how the data collected by drones can be used and integrated with 5G technology for applications in the low-altitude economy so as to achieve at least one of the specific objectives of the Competition, such as enriching campus life, improving learning environment, optimising teaching resources or learning experience, improving nearby community environment or facilities, realising smart living development in real-life scenarios, and creating economic or social benefits.

         The Chief Digital Officer of the HKPC, Mr Edmond Lai, also officiated at the event today. Veteran practitioners of the innovative technology and education sectors were invited to share with students and other participants the latest developments of 5G technology and the low-altitude economy. A representative from the HKPC also briefed the audience about the requirements and points to note of the Competition.

         The Competition is supported by the communications sector as well as various educational organisations, including the Communications Association of Hong Kong, the Association of I.T. Leaders in Education, the Hong Kong Association for Computer Education, the Hong Kong Competence Education Foundation, the Association of Hong Kong Chinese Middle Schools, the Hong Kong Computer Society, the Hong Kong Federation of Education Workers and the Hong Kong STEM Education Alliance.

         The Competition is open to secondary students. The deadline of registration is May 30.
