    SUBJECT:       Protecting the Great Lakes from Invasive Carp

    My Administration is committed to protecting the Great Lakes — the world’s largest surface freshwater system, and a highly valued shipping avenue, resource for fishing and recreation, and source of high-quality drinking water — from the economic and ecological threat of invasive carp.  This threat affects every State that borders the Great Lakes:  Illinois, Indiana, Michigan, Minnesota, New York, Ohio, Pennsylvania, and Wisconsin.  Curbing this threat requires immediate and effective deployment of resources, infrastructure, and expertise.  The Federal Government is prepared to do its part, but the States where preventative measures can be taken must cooperate.

    For several decades, invasive species of Asian carp have steadily migrated and expanded from the Southeast northward through streams, rivers, and lakes in the Mississippi River and Midwest region.  Asian carp, which can exceed 100 pounds in weight, spread rapidly by outcompeting native fish populations for food and space.  They also reduce water quality.  These invasive carp are nearing the entry point to the Great Lakes, which, if breached, would irreparably damage native fish species like walleye, yellow perch, and lake whitefish.  This poses a significant risk to Great Lakes fishing, boating, recreation, and tourism, which support tens of thousands of jobs and billions of dollars of commerce annually. 

    The Brandon Road Interbasin Project near Joliet, Illinois, was authorized for construction in the Water Resources Development Act of 2020 (Public Law 116-260) and would provide multiple layers of innovative technological deterrents designed to prevent invasive carp from reaching the Great Lakes.  It is a joint project involving the United States Army Corps of Engineers (Army Corps) and the States of Illinois and Michigan.

    The Federal Government has provided $274 million for this project, has undertaken design work, has started site preparation, and is ready to begin construction of deterrent measures.  In February 2025, however, Illinois Governor J.B. Pritzker decided to delay the State’s acquisition of property, which is necessary for construction to begin.  Once Illinois acquires the land, it must also issue the Army Corps a State-level permit to begin construction.

    My Administration fully supports preventing the spread of invasive carp.  The State of Illinois, where the Brandon Road Interbasin Project is located, must cease further delay in cooperating with this effort, for the sake of its own citizens and economy and for the sake of all of the Great Lakes States. 

    I am directing my Administration to achieve maximum speed and efficiency at the Federal level.  Specifically, the Secretary of the Interior, the Secretary of Commerce, the Secretary of the Army, and the Administrator of the Environmental Protection Agency shall determine and expeditiously implement the most effective mechanisms, barriers, and other measures to prevent the migration and expansion of invasive carp in the Great Lakes Basin and the surrounding region.  This includes supporting the Brandon Road Interbasin Project, through deadline-oriented investments of taxpayer dollars, to ensure the State of Illinois does not stand in the way of its construction. 

    Specifically, for this project to remain on schedule so that it can effectively fulfill its purpose and constitute a worthy investment of taxpayer resources, the State of Illinois should acquire the necessary land to begin construction of the Brandon Road Interbasin Project by July 1, 2025, and the State of Illinois and any applicable localities should grant all permits or approvals required to facilitate Army Corps construction within 30 days of such permits or approvals becoming ripe for consideration by the State or locality and should streamline all permitting and environmental reviews to the maximum degree.  Federal agency heads shall similarly streamline any permitting and environmental reviews and issue any requisite Federal permits or approvals as quickly as possible.

    Additionally, the Administrator of the Environmental Protection Agency shall prioritize support for infrastructure projects to remove invasive carp from the Upper Illinois Waterway near Lake Michigan and for maintenance on existing infrastructure to block invasive carp from reaching and entering the Great Lakes Basin.

    The Administrator of the National Oceanic and Atmospheric Administration (NOAA) and the Director of the United States Fish and Wildlife Service, through their joint operation of the Aquatic Nuisance Species Task Force, shall prioritize support for research and management concerning the prevention, removal, and management of aquatic invasive species in the Great Lakes, including invasive carp.  The Administrator of NOAA shall also prioritize this objective through the Great Lakes Aquatic Nuisance Species Information System and NOAA’s research and information-sharing work related to the growth and spread of aquatic invasive species.

    The Coincident and Leading Barometers decrease for the third consecutive month. This time more markedly, reflecting rising uncertainty due to escalating trade tensions and the prospect of slower growth in several regions.

    In May, the Global Economic Coincident Barometer decreases by 3.6 points to 92.2 points, the lowest level since February 2023, when it recorded 89.0 points. The Leading Barometer, in turn, drops by 3.9 points to 95.9 points. The falls are mainly driven by the Asia, Pacific & Africa and Western Hemisphere regions.

    “Given the geopolitical tensions, it is probably not really surprising that both global barometers show a further decline this month. While it has been most pronounced in the Americas and Asia, led by the US and China, Europe has not been entirely immune. Here, hopes are pinned on the new German government to revive the German, and hence the European, economy and thus counteract the negative impact of trade tensions” comments KOF Director Jan-Egbert Sturm on the latest results of the Global Economic Barometers.

    Coincident Barometer – regions and sectors

    The 3.6-point decrease in the Coincident Barometer in May is primarily due to the negative contribution of 1.9 points from the Asia, Pacific & Africa region and 1.5 points from the Western Hemisphere. Europe contributes slightly, with -0.2 points, to the decrease in the aggregated indicator. This is the third consecutive decrease in the Western Hemisphere indicator, which accumulates losses of over 15 points during the period and reaches 87.2 points, the lowest level since June 2023 (86.8 pts.). The region shows the lowest level among the regional coincident indicators.

    All coincident sectoral indicators decrease in May, with the most noticeable declines in Industry and the Economy indicator (which is based on variables representing overall business and consumer evaluations). The Services sector continues to record the lowest level among the sectors.

    Leading Barometer – regions and sectors

    The regional contributions to the decrease in the Global Leading Barometer in May follow the same pattern observed in the Coincident indicator: the strongest contribution, of -2.6 points, comes from the Asia, Pacific & Africa region, followed by the Western Hemisphere, with -1.2 points. Europe contributes with -0.1 points to the aggregated result. The Western Hemisphere Leading Indicator diverges from the other regions and continues to record the lowest level among them. The Leading Global Barometer leads the world economic growth rate cycle by three to six months on average.

    Among the leading sectoral indicators, only the Services indicator rises slightly this month. The most marked decreases are seen in the Economy (which is based on variables representing overall business and consumer evaluations), Trade, and Industry indicators. As a result, the Trade indicator falls into the 80-point range, reaching its lowest level since October 2023 (87.5 pts.). The Economy indicator also returns to its lowest level since 2023.

  • MIL-OSI New Zealand: Trade Minister travels to UK & Korea for trade talks

    Trade and Investment, and Agriculture Minister, Todd McClay travels to the United Kingdom today to participate in the first in-person joint NZ UK Ministerial Trade Committee and to mark the two-year anniversary of the entry into force of the New Zealand United Kingdom Free Trade Agreement (FTA). 

    “Better access to overseas markets is an important part of the Government’s economic plan to grow the economy and create better paying jobs, Minister McClay says. 

    The NZ-UK FTA has seen a 21 per cent boost in Kiwi exports worth an additional $644.4 million over the two years since the deal came into force. This is delivering real benefits for Kiwi exporters.

    “The results speak for themselves —goods exports to the UK have risen by 20 per cent, and services exports are up over 22 per cent in just two years, Mr McClay says. 

    “And the primary sector is leading the way with big increases in food and fibre exports along with travel and tech.   

    • Meat exports are up 46% to nearly $500 million
    • Dairy exports are up a staggering 139% worth $198 million
    • Fruit and nuts are up 52% worth $54 million
    • Travel service exports are up 22% to nearly $1 billion
    • Tech-related services exports are up 50% to $221 million 

    While in the UK, Minister McClay will meet with his trade and agriculture counterparts, the Rt Hon Jonathan Reynolds, Secretary of State for Business and Trade, Rt Hon Steve Reed OBE, Secretary of State for Environment, Food and Rural Affairs, as well as the UK Trade Envoy to New Zealand, Carolyn Harris.

    He will also engage with key partners and stakeholders, including Waitrose and the National Farmers Union, visit local farms, and connect with New Zealand businesses operating in London.

    The UK is New Zealand’s 7th largest trading partner, with two-way trade worth $7.27 billion. In 2024, New Zealand exported $3.69 billion in goods and services to the UK

    Minister McClay will then travel from the UK to Korea on Tuesday of next week to participate in the APEC Trade Ministers meeting where he will hold bilateral meetings with APEC and CPTPP trading partners.

    STOPPING INVASIVE CARP: Today, President Donald J. Trump signed a presidential memorandum to protect the Great Lakes from invasive carp.

    • The memorandum directs his administration to expeditiously implement the most effective mechanisms, barriers, and other measures to prevent the migration and expansion of invasive carp in the Great Lakes Basin and the surrounding region.
    • It supports construction of the Brandon Road Interbasin Project, which would provide multiple layers of innovative technological deterrents designed to prevent invasive carp from reaching the Great Lakes, provided that the states involved are willing to cooperate and meet deadlines so that the federal investment pays off and the project can be completed in a timely, effective fashion.  This project was authorized in the Water Resources Development Act of 2020 but has recently been delayed by Illinois Governor J.B. Pritzker.
      • It sets a deadline of July 1, 2025, for Illinois to acquire necessary land to begin construction and 30-day deadlines for local permits to be granted to facilitate Army Corps construction.
      • Federal agencies are similarly directed to streamline their permitting and environmental reviews.
    • It instructs the Environmental Protection Agency to prioritize infrastructure projects to remove invasive carp from the Upper Illinois Waterway near Lake Michigan and maintain existing barriers to prevent their entry into the Great Lakes Basin.
    • It tasks NOAA and the U.S. Fish and Wildlife Service to prioritize research and management for the prevention, removal, and control of invasive carp and other aquatic invasive species in the Great Lakes.

    PROTECTING THE GREAT LAKES: President Trump understands that swift action is essential to safeguard the Great Lakes from the growing threat of invasive carp.

    BOSTON – Today, Congresswoman Ayanna Pressley (MA-07) convened a roundtable and press conference at the Museum of African American History in Boston to uplift the vital role of museums in preserving our shared history amid Donald Trump’s attack on cultural institutions and his attempts to erase the documented histories of marginalized communities.

    Last week, Congresswoman Pressley and Rep. Tonko (NY-20), Co-Chair of the Congressional Museum Caucus, led 69 of their colleagues in demanding an investigation into the impact of Trump’s harmful Executive Order attacking Smithsonian museums – namely, the American Art Museum, the American Women’s History Museum, and the National Museum of African American History and Culture.

    Last month, Rep. Pressley spoke out on the House Floor condemning the Executive Order and affirming that Black history is American history. Rep. Pressley has also joined Rep. Dina Titus (NV-01) and 126 of their colleagues urging President Trump to reconsider his executive order dismantling the Institute of Museum and Library Services. Congresswoman Pressley also joined Senator Elizabeth Warren (D-MA) and their Massachusetts delegation colleagues demanding answers about the Trump Administration’s staffing cuts at the National Endowment for the Humanities (NEH) and attempts to cancel NEH grants in Massachusetts and across the country.

    Rep. Pressley has been an outspoken champion for intellectual freedom and diversity, equity, and inclusion programs, and she has been on the front lines of the fight against Trump and Republicans’ efforts to ban books and erase Black history.

  • MIL-OSI USA: Rosen, Cassidy Introduce Legislation to Protect Sensitive Federal Data from CCP-Owned DeepSeek, Adversarial AI Technologies

    WASHINGTON, DC – U.S. Senators Jacky Rosen (D-NV) and Bill Cassidy, M.D. (R-LA) introduced a bill to protect sensitive federal data from adversarial nations like the People’s Republic of China (PRC). The bipartisan Protection Against Foreign Adversarial Artificial Intelligence Act would prohibit federal contractors from using DeepSeek, an artificial intelligence (AI) platform with direct ties to the Chinese Communist Party (CCP), to fulfill contracts with federal agencies. DeepSeek poses a significant potential national security threat and is required by Chinese law to share the data it collects with the Chinese government and its intelligence agencies. Several U.S. states and allied nations have already moved to block DeepSeek from government devices due to critical security concerns.
    “The U.S. must take steps to ensure Americans’ data and our government systems are protected against cyber threats from foreign adversaries,” said Senator Rosen. “This bipartisan legislation would prevent federal contractors from using Deepseek, a CCP-linked AI platform, when carrying out government work. I will continue working across party lines to bolster our national security and protect Americans’ data.”
    “AI is a powerful tool which can be used to enhance things like medicine and education. But in the wrong hands, it can be weaponized. By feeding sensitive data into systems like DeepSeek, we give China another weapon,” said Dr. Cassidy.
    Specifically, the Protection Against Foreign Adversarial Artificial Intelligence Act would:
    Prohibit federal contractors with an active federal contract from using DeepSeek, and any successor application developed by High-Flyer, for contracts with the federal government. 
    Include a report to Congress from the U.S. Secretary of Commerce, in consultation with the U.S. Secretary of Defense, on the national security and economic espionage threats posed by AI platforms from adversarial nations, such as China, North Korea, Iran, and Russia.
    As the first and only former computer programmer to serve in the Senate, Senator Rosen has led the fight to strengthen the nation’s cybersecurity. Earlier this year, she introduced bipartisan legislation to prohibit the use of DeepSeek on all government devices and networks. Last year, Rosen called on the Department of Health and Human Services and the Cybersecurity and Infrastructure Security Agency to create a plan to help health care systems respond to cyberattacks like the recent ransomware attack on Change Healthcare. Additionally, Senator Rosen’s bipartisan Department of Defense Civilian Cybersecurity Reserve Act became law to recruit civilian cybersecurity personnel to serve in reserve capacities and respond to cyberattacks during times of need.

    Washington, D.C. – In a new bipartisan letter, U.S. Senators Elizabeth Warren (D-Mass.) and Jim Banks (R-Ind.) applauded the Department of Justice’s (DOJ) ongoing investigation into potential anticompetitive practices by major egg producers and urged the agency to continue its thorough investigation as egg prices continue to rise.
    “Large egg producers and trade associations have previously been found liable for price fixing,” wrote the senators. “Given this history, we urge DOJ to thoroughly review whether recent trends in egg prices reflect impermissible coordination among egg producers and trade associations.”
    The average retail price of a dozen eggs has reached unprecedented levels, surpassing $6 in March 2025, tripling since 2021. While egg producers and trade associations continue to point to recent bird flu outbreaks as the reason for increased prices, large egg producers, like Cal-Maine, are reporting record profitability while families feel economic pain.
    The cost of eggs started to drop from record peaks just after the DOJ announced an investigation into egg prices, raising concerns as to whether large egg producers are engaging in anticompetitive behaviors to raise prices or restrict supply. A federal jury previously found that large egg producers and trade groups increased egg prices by conspiring to artificially limit the supply of hens between 2004 and 2008. Another lawsuit alleges that Cal-Maine inflated egg prices after a 2015 bird flu outbreak and during the onset of the Covid-19 pandemic.
    The five largest egg producers — CalMaine Foods, Rose Acre Farms, Daybreak Foods, Hillendale Farms, and Versova Holdings — control nearly half of the U.S. egg-laying flock, leaving Americans with limited alternatives to purchase eggs if companies are in fact price-gouging consumers.
    The senators requested that the DOJ address their concerns, including if price increases in the egg market can be reasonably explained by bird flu-related supply chain disruptions; how much the five largest egg producers profited during the first three-quarters of fiscal year 2025; if large egg producers’ purchasing patterns potentially reflect an effort to extend the egg supply shortage and maintain high prices; and whether the decline in egg prices following the DOJ’s announcement reflects potential price-fixing among large egg producers.
    “We support DOJ’s investigation into potential anticompetitive behavior by egg producers and urge the agency to consider whether a ‘precipitous drop’ in egg prices just ‘days’ after reports of the investigation broke suggests that egg producers had conspired to artificially inflate prices,” concluded the senators.
    DOJ announced its probe following a January letter Sen. Warren sent to Donald Trump, pressing him to use tools to lower egg prices, including “encouraging DOJ to prosecute actors in the agricultural and food sectors for price-fixing and other anticompetitive behavior.”
    Senators Warren and Banks recently teamed up to open a bipartisan investigation into the harms of private equity roll-ups of fire truck manufacturers. The lawmakers wrote to the International Association of Fire Fighters (IAFF), North America’s largest union of firefighters, seeking information about the adverse impact of private equity consolidation on firefighters and communities in Massachusetts, Indiana, and across the country.

    Moscow, May 9 /Xinhua/ — China and Serbia should develop unbreakable friendship, strengthen mutually beneficial cooperation and advance the high-quality construction of a China-Serbia community with a shared future, Chinese President Xi Jinping said on Friday.

    Xi Jinping made the statement during a meeting with Serbian President Aleksandar Vucic on the sidelines of celebrations marking the 80th anniversary of the Soviet Union’s victory in the Great Patriotic War.

    Recalling his successful state visit to Serbia last May, Xi Jinping noted that over the past year, the construction of a Chinese-Serbian community with a shared future in the new era has made a good start and brought results that are obvious to all.

    As the world undergoes accelerated changes unseen in a century and numerous risks and challenges pile up, China and Serbia must maintain strategic resolve and focus on doing their own affairs well, Xi said.

    China, the PRC Chairman continued, is ready to deepen strategic communication with Serbia, strengthen mutual support, enhance trade and investment cooperation, continue to support the construction and operation of relevant projects, fully utilize their demonstration effect and achieve new results that bring mutual benefit and common gain.

    Xi Jinping stressed that 80 years ago, the peoples of China and Serbia made important contributions to the victory in the World Anti-Fascist War in the Asian and European theatres of war, respectively.

    China hopes to work with all countries in the world, including Serbia, to confront challenges through unity and cooperation, jointly uphold world peace, international fairness and justice, safeguard the achievements of economic globalization, and promote the building of a community with a shared future for mankind, the Chinese leader added.

    OAKLAND – California Attorney General Rob Bonta announced securing a nine-year jail sentence against serial immigrant victimizer Iqbal Randhawa for defrauding more than a dozen members of the South Asian community in Northern California. Between 2017 and 2020, each victim hired Randhawa, a travel agent, to purchase airline tickets, paying him between $1,100 and $12,000. Instead of buying the tickets, Randhawa provided fraudulent itineraries and stole the funds.
     
    “My office is dedicated to seeing those who defraud vulnerable Californians pay for their crimes,” said Attorney General Bonta. “I am thankful for the tireless work of my team in this case. Today’s announcement should serve as a reminder: If you break the law and engage in fraud and theft, my office will hold you accountable.”

    In addition to this scheme, Randhawa committed over $89,000 in credit card fraud, using stolen credit information to purchase legitimate airline tickets. He then sold these tickets to paying customers to keep his travel agency afloat. After two trials, he was found guilty of 11 felony counts of grand theft by embezzlement and two felony counts of violating the Seller of Travel laws. The court also found several aggravating factors, including the vulnerability of the victims, the significant financial losses involved, and the callous nature of Randhawa’s conduct.

    This case was prosecuted by the California Department (DOJ) of Justice’s Cybercrime Section which is a team of professional prosecutors, investigators, auditors, analysts, and paralegals. The unit investigates, and prosecutes technology-related crimes in California, including unauthorized intrusions, internet fraud, scams or confidence schemes committed by means of electronic media, money laundering via cryptocurrency or electronic transfer, organized retail crimes involving significant digital evidence, cyberstalking, and cyber-extortion or cyber-exploitation. This case was also investigated by Northern CA Computer Crimes Task Force and DOJ’s Seller of Travel Program section.

    Moscow, May 9 (Xinhua) — A grand military parade was held on Moscow’s Red Square on May 9 to mark the 80th anniversary of the Soviet Union’s victory in the Great Patriotic War. Russian President Vladimir Putin spoke in his speech about the need to remember the lessons of World War II, not to allow history to be distorted, and to remember all those who gave their lives for the Victory.

    More than 11,500 servicemen and over 180 units of equipment took part in the Victory Parade. Leaders from over 20 countries were present. Representatives of all strata of Russian society and veterans from various countries who participated in the war against fascism were on the podium.

    “Today, we are all united by feelings of joy and sorrow, pride and gratitude, admiration for the generation that crushed Nazism and, at the cost of millions of lives, won freedom and peace for all of humanity,” said V. Putin.

    “We remember the lessons of World War II and will never agree with the distortion of its events, with attempts to justify the executioners and slander the true victors,” the Russian leader emphasized.

    In memory of the fallen, the Russian President declared a minute of silence.

    V. Putin noted that the complete defeat of Nazi Germany, militaristic Japan and their satellites was achieved through the joint efforts of the countries of the anti-Hitler coalition.

    “We will always remember that the opening of the second front in Europe – after the decisive battles on the territory of the Soviet Union – brought Victory closer. We highly value the contribution to our common struggle of the soldiers of the allied armies, the participants of the Resistance, the courageous people of China. All those who fought for a peaceful future,” added the head of the Russian state. “Glory to the victorious people!”

    Servicemen from the Ministry of Defense and other law enforcement agencies of the Russian Federation – the Federal Security Service, the Ministry of Emergency Situations, the Russian National Guard, cadets from military schools and academies of the Russian army and navy, and members of the youth patriotic organization Yunarmiya marched in a ceremonial march across Red Square.

    This was followed by parade units from friendly states: China, Belarus, Kazakhstan, Egypt, Vietnam and other countries.

    The mechanized column consisted of 183 units of combat equipment from the Great Patriotic War and modern models in service with the Russian army: T-90M Proryv, T-72B3M and T-80BVM tanks, BMP-2M and BMP-3 infantry fighting vehicles, BMD-4 airborne combat vehicles, BRM-1K combat reconnaissance vehicles, BTR-82A armored personnel carriers, Tigr-M armored vehicles, transport vehicles, S-400 anti-aircraft missile systems, Iskander-M missile systems, Yars strategic missile systems, Orlan-10, Orlan-30, Lancet-51, Lancet-52, and Geran unmanned aerial vehicles.

    For the first time, modern models of the Tornado-S multiple launch rocket systems, the Tosochka heavy flamethrower systems, and the Malva and Giatsint-K artillery systems took part in the parade.

    The parade was completed by pilots of the aerobatic teams “Russian Knights” and “Swifts” on Su-30 and MiG-29 fighters. Six Su-25 attack aircraft closed the parade formation.

    After the parade, Russian and foreign leaders laid flowers at the Tomb of the Unknown Soldier near the Kremlin Wall.

    Car seats: UPPAbaby, a major manufacturer of car seats and strollers, announced increased prices across most of its products beginning May 5. Nuna has increased prices by $50, and Evenflo has increased prices by 10-40%.

    • This represents a major challenge for parents, as car seats – which can run over $400 – are required by law in all 50 states and should be bought new due to safety concerns.
    • New parents spend, on average, $1,000 on baby safety gear.

    Strollers: To put it in Trump’s words, prices are rising for “the thing that you carry the babies around in.” UPPAbaby’s popular Vista stroller just increased from $900 to $1,200. Or, for a cheaper option, Bombi’s flagship stroller now costs $225 instead of $199.

    • Few strollers are made in the U.S. Most are made in China, while others come from Italy, Taiwan, Hungary, and the Netherlands.

    Cribs: Since the average parent spends approximately $2,000 on a new nursery, it is terrible news that three-quarters of all baby furniture is made in China. The Consumer Product Safety Commission does not recommend buying used cribs, as unsafe sleep environments are the main cause of injuries and deaths with nursery products.

    • The popular smart bassinet SNOO is manufactured in China and might soon cost more than its current $1,695 price tag.

    High Chairs & Sippy Cups: The CEO of popular baby accessory brand Munchkin, Steve Dunn, said the company will increase prices on about 90% of products, likely by at least 20%. Their cheapest high chair is currently $170.

    Clothes: Carter’s has already raised prices on many items. Approximately 74% of its products are sourced from Cambodia, Vietnam, Bangladesh, and India, which now face the 10% universal tariff rate.

    Toys: About 80% of all toys imported to the U.S. come from China, according to the Toy Association. Mattel CFO Anthony DiSilvestro has warned of possible price hikes as 40% of Mattel toys come from China.

  • MIL-OSI Security: Law Enforcement Seizes Nine DDoS-for-Hire Webpages as Part of Global Crackdown on ‘Booter’ and ‘Stresser’ DDoS Services

    LOS ANGELES – The Justice Department today announced the court-authorized seizure of nine internet domains associated with some of the world’s leading DDoS-for-hire services. Poland’s Central Cybercrime Bureau simultaneously announced the arrests of four administrators of such services, investigations which were assisted by U.S. authorities. Several of the arrested administrators operated websites seized pursuant to previous operations by the Central District of California. 

    Federal law enforcement continues to seize websites that allow paying users to launch powerful distributed denial-of-service (DDoS) attacks. These attacks flood targeted computers and servers with information to prevent them from being able to access the internet.

    Booter services such as those named in this action allegedly attacked a wide array of victims in the United States and abroad, including schools, government agencies, gaming platforms, and millions of people. In addition to affecting targeted victims, these attacks can significantly degrade internet services and completely disrupt internet connections. 

    The websites targeted in this operation were used for hundreds of thousands of actual or attempted DDoS attacks targeting victims worldwide. While some of these services claimed to offer “stresser” services that purportedly could be used for network testing, the Defense Criminal Investigative Service (DCIS) determined these claims to be a pretense, and “thousands of communications between booter site administrators and their customers…make clear that both parties are aware that the customer is not attempting to attack their own computers,” according to an affidavit filed in support of court-authorized warrants to seize the booter sites.

    Today’s announcement builds on the success of the prior cases by targeting all known booter sites, shutting down as many as possible, and undertaking a public education campaign. In the last four years more than 11 defendants have been charged in Los Angeles and Anchorage for facilitating DDoS-for-hire services. More than 75 domains associated with such services have been seized.

    “Booter services facilitate cyberattacks that harm victims and compromise everyone’s ability to access the internet,” said United States Attorney Bill Essayli for the Central District of California. “This week’s sweeping law enforcement activity is a major step in our ongoing efforts to eradicate criminal conduct that threatens the internet’s infrastructure and our ability to function in a digital world.”

    “DDoS for hire criminal booter services impact internet services for victims in every corner of the United States, including Alaska,” said U.S. Attorney Michael J. Heyman for the District of Alaska. “This threat highlights the continued need to pursue cybercrime services like booter providers. We remain committed to bolstering our collaborative partnerships in the U.S. and abroad to address threats to critical internet infrastructure and services.”

    “The enforcement actions launched today, made possible by enduring partnerships between law enforcement and private industry, represents continued pressure on DDoS-for-hire services and the cybercriminals and hacktivists who use them.” said Special Agent in Charge Kenneth DeChellis of the Defense Criminal Investigative Service (DCIS), Cyber Field Office. “This success demonstrates the resolve of the DCIS to relentlessly pursue those who target our warfighters and their information systems.”

    In conjunction with the website seizures, Homeland Security Investigations, DCIS, and the Netherlands Police have launched an advertising campaign using targeted placement ads in search engines, which are triggered by keywords associated with DDoS activities. The purpose of the ads is to deter potential cybercriminals searching for DDoS services in the United States and around the globe, and to educate the public on the illegality of DDoS activities.

    In recent years, booter services have continued to proliferate as they offer a low barrier to entry for users looking to engage in cybercriminal activity. These types of DDoS attacks are so named because they result in the “booting” or dropping of the targeted computer from the internet.

    • Restrict or disqualify companies created, organized, or owned by foreign entities of concern (FEOC) from claiming energy tax credits. FEOCs include China, Russia, Iran, and North Korea.

  • MIL-OSI Security: THREE BATON ROUGE INDIVIDUALS PLEAD GUILTY IN FEDERAL COURT IN CONNECTION WITH THE DEPARTMENT OF JUSTICE’S 2024 NATIONAL HEALTH CARE FRAUD ENFORCEMENT ACTION

    Acting United States Attorney April M. Leon announced that three Baton Rouge individuals pled guilty before U.S. District Court Judge Brian A. Jackson in connection with schemes to obtain controlled substances from pharmacies using fraudulent prescriptions with the stolen identities of licensed medical professionals, and to obtain funds from federal pandemic assistance programs by submitting false and fraudulent applications.

    Kevan Andre Hills, age 31, Devin Tyrone Stampley, Jr., age 33, and Asia Deshan Guess, age 28, all of Baton Rouge, admitted that they caused the submission of fraudulent prescriptions for controlled substances, such as Promethazine with Codeine and Hydrocodone, to Medicaid, causing Medicaid to be fraudulently billed for filling those fraudulent prescriptions. They used the Drug Enforcement Administration (DEA) registration numbers and other identifying information of several physicians and other medical providers, without authority, on the fraudulent prescriptions. As part of the scheme to unlawfully obtain controlled substances for resale, Stampley burglarized a pharmacy in Louisiana.

    Hills, Stampley, and their co-conspirators also submitted, caused to be submitted, and assisted others in submitting numerous false and fraudulent applications for federal funds, seeking at least $293,498 in funds administrated by the Paycheck Protection Program (PPP), the Economic Injury Disaster Loan (EIDL) Program, and Coronavirus Aid, Relief, and Economic Security (CARES) Act unemployment benefits. Hills, Stampley, and their co-conspirators submitted and caused to be submitted falsified bank statements, tax forms, and other documents in support of the fraudulent PPP applications. Hills, Stampley, and their co-conspirators defrauded the federal pandemic assistance programs of at least $87,663 by posing as fake small business owners and residents in need of assistance. Upon receipt of the illegal funds, Hills, Stampley, and their co-conspirators made electronic transfers and personal purchases. 

    Guess illegally sought at least $125,978 in federal funds, including federal Pandemic Unemployment Assistance (PUA) benefits under the CARES Act for eligible workers during the COVID-19 pandemic. Guess caused the submission of fraudulent applications and claims for unemployment benefits to the Louisiana Workforce Commission (LWC), Maine Department of Labor (Maine DOL), and other state workforce agencies around the country. Guess assisted in the submission of falsified application details, such as her employment history and residency, to appear eligible for PUA funds and other benefits. Guess fraudulently obtained at least $15,859 in unemployment insurance benefits from the LWC and Maine DOL.

    Hills, Stampley, and Guess pleaded guilty to one count of conspiracy to commit health care fraud. Hills and Stampley pleaded guilty to one count of aggravated identity theft and one count of conspiracy to commit wire fraud. Stampley pleaded guilty to one count of burglary of a pharmacy.  Guess pleaded guilty to one count of theft of government funds.

    Each count of conspiracy to commit wire fraud carries a maximum penalty of thirty years in prison, each count of conspiracy to commit health care fraud carries a maximum penalty of ten years in prison, each count of theft of government funds carries a maximum penalty of ten years in prison, each count of burglary of a pharmacy carries a maximum penalty of twenty years in prison, and each count of aggravated identity theft carries a mandatory minimum penalty of two years in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

  • MIL-OSI Security: Mescalero Man Sentenced to Federal Prison for Sexual Assault of Minor

    ALBUQUERQUE – A Mescalero man was sentenced to 48 months in prison for sexually assaulting a teen 20 years his junior.

    There is no parole in the federal system.

    According to court documents, on September 27, 2024, Thomas Lee Chaffins, 35, an enrolled member of Mescalero Apache Tribe, sexually assaulted a 15-year-old girl on the Mescalero Apache Indian Reservation

    Upon his release from prison, Chaffins will be subject to five years of supervised release.

    U.S. Attorney Ryan Ellison and Phillip Russel, Acting Special Agent in Charge of the Federal Bureau of Investigation’s Albuquerque Field Office made the announcement today.

    The Las Cruces Resident Agency of the FBI’s Albuquerque Field Office investigated this case with assistance from the Bureau of Indian Affairs. Assistant United States Attorney Alyson Hehr is prosecuting the case.

    Four men were recently arrested and fined for attempting to smuggle more than 5,000 ants out of Kenya. Aiming to sell them as part of the exotic pet trade, these ants were being stored in individual test tubes and syringes with small amounts of cotton wool for transportation. This unusual case highlights an important yet overlooked aspect of wildlife trafficking.

    Wildlife trafficking is a crime against nature which occurs mainly because of consumer demand. Trafficking refers to the illegal smuggling and continued exploitation of wild animals, plants or timber. That includes, as in this case, insects.

    Much conservation effort, reporting, study and enforcement activity focuses on recognised species such as rhinos. Wildlife trafficking is often associated more with these charismatic species and products made from them such as elephant tusks and rhino horn.

    But wildlife trafficking includes a whole spectrum of illicit animal trade from poaching and smuggling to the distribution of protected and endangered species. There is also thriving illegal trade in insects.

    For avid collectors, trophies and the exotic pet trade a wide array of insects have been seized over the years including rhino beetles into Japan, praying mantis eggs into the US and butterflies out of Sri Lanka.

    Globally, insect species are declining. This is caused by an array of threats such as pollution, pesticides, climate change and urbanisation. Although the extent of the harm being caused by trafficking is unknown, this adds further pressure to species that already face extinction.

    Protections for insects vary. The conservation status of each ant species affects their level of protection both nationally and internationally.

    Ants that are on the red list – which is the largest classification of endangered species produced by the International Union for the Conservation of Nature (IUCN) – and classed as critically endangered or endangered cannot be captured, killed or disturbed in any manner. An example is the anathema ant, which is currently listed as an endangered species.

    International law puts controls on wildlife that may be threatened by trade. Some ants are protected under UK law which makes it an offence to disturb or destroy the nests of species like the red wood ant.

    Illegal trafficking of wildlife products includes insects as well as ivory and snakeskins.

    This case shows how wildlife trafficking extends to areas such as the smuggling of, and illegal trade, in ants. Some organised crime groups have moved from smuggling drugs and weapons to trafficking in plants, medicinal compounds and animals – including insects. Organised crime can include smaller and partially disorganised groups and networks. Where there is money to be made smuggling, networks will target wildlife.

    The scale of the insect smuggling problem is unknown. Many cases will go unreported due to the clandestine nature of the trade. As such, both law enforcement and the wider public might not know or care about this being an offence.

    Although there have been some insect trade seizures, law enforcement agencies are often underresourced and may view wildlife crimes as a low priority in comparison to other areas of criminality, such as drugs.

    Often, insects are easily concealed. For example, 37 rhino beetles were discovered at Los Angeles International airport hidden within sweet and crisp packets.

    Even once insects are seized, it can be difficult to identify the species to find out whether they are protected, given so many different levels of protections for species internationally.

    Invasive species risk

    Insect trafficking could introduce non-native species to new places. If they establish a breeding population and pose a threat to local ecosystems, they can become known as “invasive species”. Invasive species can outcompete native species for food. Some destroy habitats. Others have the potential to bring new diseases to a country.

    Not only can invasive insects pose threats to the environment such as the ongoing issue of invasive Asian hornets within Europe, but also affect people. Hawaii spends US$10 million (£7.5 million) on invasive species control measures – US$2.4 million of that is set aside just for coconut rhinoceros beetles.

    Although predicting which species and when they may become invasive is a challenge, insect trafficking can cause serious consequences. Undervaluing some species protections provides avenues for traffickers, so enforcing trafficking laws for all wildlife, including insects, is crucial.

    WASHINGTON— Today, U.S. Representatives Dale W. Strong (R-AL), Lou Correa (D-CA), Maria Elvira Salazar (R-FL), and Glenn Ivey (D-MD) introduced the Supporting Every at-Risk Veteran In Critical Emergencies (SERVICE) Act.  Nine additional Members joined as original cosponsors of the bill.

    The SERVICE Act would establish a pilot program to allow local law enforcement agencies to use the Department of Justice’s (DOJ) Office of Community Oriented Policing Services (COPS) grants to establish dedicated “Veterans Response Teams” within departments to respond to emergency calls involving veterans in crisis.  

    A Veterans Response Team is a team of law enforcement officers who also have a background in military service. Members of the team would be available 24/7 to respond to instances of a veteran in crisis, including mental health or substance abuse situations. Following the initial response, members of the team would assist in connecting the individual with community and U.S. Department of Veterans Affairs (VA) resources.  

    “The SERVICE Act is a crucial step toward ensuring our veterans get the care and understanding they deserve in times of crisis,” said Rep. Dale Strong. “We owe our servicemembers a debt that cannot be repaid, and it is my honor to introduce this legislation and work toward providing our veterans with the compassionate and effective resources they need. This legislation honors their service by meeting them with support, not stigma.”

We all want to reduce the stigma of seeking help for mental health issues and reduce the number of military and first responder suicides.     BACKGROUND:  

    There were 6,407 veteran suicides in 2022, according to the most recent VA data. Most veterans who committed suicide were not receiving any form of care at the VA.

    VA studies suggest that strides can be made toward prevention with greater community-based intervention and coalition-building and by increasing awareness of and access to mental health services, among other things.  

    It is estimated that 20-25% of law enforcement officers have a background in military service. Establishing Veterans Response Teams affords an opportunity for positive engagement for veterans both within their departments and within their broader communities – which could assist in the transition between military and civilian life and improve recruitment and retention efforts within law enforcement.  

    To that end, the SERVICE Act aims to take steps toward assisting veterans in crisis by allowing DOJ COPS grants to be used to:  

    • Train and educate law enforcement officers on mental health issues related to military service.  
    • Outfit law enforcement officers with insignia that indicate their branch of service.  
    • Provide overtime pay for law enforcement officers who participate in a Veterans Response Team.  
    • Grow awareness of the program within their communities and promote VA resources.

    The Book of Records by Madeleine Thien intricately blends historical and speculative fiction to tackle contemporary global issues. It explores migration, the refugee crisis, identity politics and cultural conflict.

    At the heart of the novel is Lina, a young girl who escapes her homeland with her ill father. She finds herself in a mysterious, shape-shifting place known only as “the Sea”. This ambiguous setting, likened to a temporary shelter or refugee camp, serves as a metaphor for statelessness, displacement and a loss of identity. The Sea’s geography is deliberately unclear – as is Lina’s origin, her homeland and the fate of the rest of her family. This emphasises the book’s themes of rootlessness and exile.

    Lina arrives in the Sea as a child and remains there into her late 50s, bound by her loyalty to her ailing father. She lives in limbo, experiencing the heartache of her mother and brother’s absence and haunted by her family’s fragmentation.

    Lina’s life becomes one of stillness and minimalism, revolving around caring for her father. She finds solace in the few items she brought with her, notably three volumes from The Great Voyagers encyclopaedia. She becomes obsessed with these books, reading them repeatedly until she has memorised them. They come to shape her intellectual and emotional world.

    These volumes also form the intellectual structure of the novel. In her mind, they are personified as three characters – Blucher, Bento and Jupiter. Each represents a distinct philosophical perspective and embodies historical figures from different periods and places, including Europe and Asia. They, like Lina, are portrayed as refugees living in the Sea. They appear across different stages of her life – adolescence, adulthood and old age – offering guidance and companionship.

    Blucher is modelled after Hannah Arendt, the German-American philosopher and historian who escaped Nazi persecution. Through her, the novel explores themes of dehumanisation and survival under oppressive regimes.

    Bento’s character represents the figure of Baruch Spinoza, the 17th-century Portuguese-Jewish philosopher. He was excommunicated from his Amsterdam community due to his radical and rationalist views of religion, reason and freedom. From him, Lina learns about the cost of intellectual and moral independence.

    Jupiter resembles the Chinese poet Du Fu, who suffered political and personal turmoil due to his criticism of the state during the Tang dynasty (AD618 to 907). His story conveys the risks of speaking truth to power and the ethical sacrifices such acts may demand.

    Through interactions with these three, Lina gains insights into resilience, suffering, and the philosophical implications of exile and survival.

    Blucher teaches her about the psychological strategies used by Holocaust survivors, including the detachment of self from suffering. Bento’s story reveals the loneliness of ideological estrangement and the commitment required to uphold your beliefs against societal rejection. Jupiter imparts the painful consequences of challenging authority, and how artistic and political expression often come at great personal cost.

    Enduring and resisting

    While the novel is set in a speculative future, its most potent and emotionally resonant passages are grounded in the historical experiences of Blucher, Bento and Jupiter.

    Lina’s story is less compelling and comparatively more subdued. It serves as a lens through which the reader reflects on a dystopian world shaped by today’s challenges – rising nationalism, populism and polarisation, and environmental collapse. Her story symbolises the psychological toll of prolonged displacement and the quiet endurance of everyday life under extraordinary pressures.

    Ultimately, The Book of Records is a sobering meditation on the human condition in times of crises. It critiques historical cycles of oppression while illustrating how people retain dignity, compassion, and philosophical depth in the face of adversity.

    Lina’s companionship with Blucher, Bento and Jupiter becomes a testament to how survival is not merely about endurance, but about how we preserve and interpret our values. The novel emphasises that even amid chaos, acts of kindness, understanding and intellectual inquiry remain vital forms of resistance.

  • MIL-OSI Global: India-Pakistan conflict over water reflects a region increasingly vulnerable to climate change

    In an unprecedented move, India recently suspended the 1960 Indus Waters Treaty with Pakistan, citing cross-border terrorism. This was one of a series of escalations between the two countries which now find themselves on the brink of war.

    The treaty suspension reflects a growing regional trend: South Asian countries are increasingly treating water as a strategic asset rather than a shared resource amid rising mistrust, climate stress and geopolitical competition.

    The region is home to nearly a quarter of the global population, and relies on huge transboundary rivers fed by Himalayan glaciers – the so-called “Third Pole” of freshwater reserves. A breakdown in water diplomacy could trigger environmental collapse, humanitarian crises and geopolitical instability. The weaponisation of water must be urgently addressed as a global climate justice issue.

    A flashpoint occurred in August 2024 when devastating floods affected nearly 5.8 million people in Bangladesh. Some Bangladeshi officials accused India of releasing excess water from a large dam upstream without warning. India denied responsibility, citing extreme rainfall and standard dam operations. Nevertheless, the incident reignited longstanding tensions between the two countries.

    Complicating matters further is China recently approving the construction of the world’s largest hydropower project on the Yarlung Tsangpo river in Tibet, which becomes the Brahmaputra in India. This massive project has raised alarm about China’s ability to exert control upstream, and the ecological risks for India and Bangladesh downstream.

    China hasn’t signed formal water-sharing agreements with its neighbours, but its growing presence in regional water infrastructure signals a dramatic shift in south and east Asian hydro-politics.

    Climate change is making things worse

    Recent climatic trends are making transboundary rivers an increasing focus of geopolitical friction. These trends include accelerated glacier melt, erratic monsoon patterns, and intensifying extreme weather.

    While melting glaciers will temporarily boost the flow of rivers, the long-term prognosis is bleak. If emissions and warming trends continue, many glacier-fed rivers – including the Indus, Ganges and Brahmaputra – could see dramatically reduced flows by the end of the century. This will directly affect hundreds of millions of people who depend on them.

    The crisis is being intensified by changes in the Himalayas. The region is warming faster than the global average, with a shift from snowfall to rainfall that disrupts the timing and volume of water that flows down from the mountains to the fields and cities below.

    At the same time, unsustainable groundwater extraction has pushed South Asia’s reserves of underground water toward collapse, threatening both food and water security.

    A dangerous precedent

    A collapse or suspension of the Indus Waters Treaty could set a dangerous precedent. Importantly, the threat is less about India cutting off water flows – an unlikely and technically challenging act – and more about the erosion of trust, transparency and data sharing.

    One of the treaty’s most valuable features has been the routine sharing of data on things like water levels, river flow and dam operations. Pakistan needs this data to forecast floods and droughts, plan its irrigation, generate hydropower effectively and manage its drinking water, yet India is indicating it will no longer honour these obligations.

    But India’s strained water relations are not limited to Pakistan. Bangladesh and Nepal have often felt sidelined or pressured in negotiations, and India’s indication that it may reconsider longstanding treaties raises concerns in both countries.

    This is especially the case as the Ganges Water Treaty nears its 2026 expiration: the vast Ganges river flows through India and irrigates much of Bangladesh – and the treaty guarantees Bangladesh a minimum river flow.

    Other key agreements, such as the Mahakali Treaty and Kosi river accord with Nepal, and the Teesta water-sharing deal with Bangladesh, remain largely unimplemented, breeding mistrust. These failures undermine confidence in regional water diplomacy and cast doubt on India’s commitment to equitable cooperation.

    None of this is helped by India, Pakistan and Bangladesh all continuing to rely on outdated irrigation methods that mean they use more water than necessary. As climate change intensifies floods, droughts and glacial melt, there is an urgent need to reform existing water treaties to reflect present-day climate, hydrological and geopolitical realities.

    The Indus Waters Treaty, negotiated in the 1960s before the emergence of modern climate science, no longer accounts for these transformations. Indeed, most water treaties in the region remain rooted in technocratic, engineering-centric frameworks which fail to address extreme climate variability and its cascading impacts.

    The upcoming expiration of the Ganges Water Treaty, and the pending negotiation of other basin agreements, present a critical opportunity to rethink water governance in South Asia.

    Though the Indus flows through India before Pakistan, in other basins, India is downstream. This is the case with the Brahmaputra, where it demands upstream cooperation from China.

    Undermining the Indus treaty could weaken India’s own position in future negotiations and strain its relations with Nepal and Bangladesh, while giving China more influence in South Asian hydro-politics. China is already expanding its footprint by offering billions in loans to Bangladesh and strengthening ties with Nepal, particularly around water infrastructure.

    Weaponising water is a perilous strategy that may backfire. The weakening of water diplomacy in South Asia is not just a regional threat; it endangers global climate security.

    In the face of escalating climate change impacts and recurring disasters, updating transboundary agreements like the Indus Waters Treaty, Ganga Water Treaty, and Kosi and Teesta accords is no longer optional – it is an urgent necessity with enormous consequences.

  • MIL-OSI Global: Gems supposedly buried with Buddha are to be sold at auction – it’s a symptom of Buddhism’s ongoing commercialisation

    Almost 2,000 years ago in modern-day Uttar Pradesh, India, someone deposited a cache of gems inside a reliquary (a container for holy relics), along with some bone fragments and ash. The gems were precious, but the bones and ash even more so, for according to an inscription on the reliquary, they belonged to Siddhartha Gautama, the Buddha.

    The Piprahwa gems were placed along with the Buddha’s bodily relics (śarīra) as an offering inside a stūpa (A Buddhist funerary structure that contains relics and acts as a place of pilgrimage). Such an offering is not only supposed to generate “merit” (puṇya) and hopefully a good rebirth for the devotee, but is also an act of devotion and gratitude to the Buddha.

    In 1898, a British land owner, William Claxton Peppé, ordered the excavation of that same stūpa on his land in colonial India and discovered the reliquary. The bodily relics were sent to the Buddhist king of Thailand, many of the gems went to the former Imperial Museum in Calcutta and Peppé was permitted to keep the rest.

    This latter portion was due to be put up for auction at Sotheby’s Hong Kong this month, just days before the Buddhist holy day of Vesak – and it has generated controversy. Not only has the sale been described as perpetuating colonial violence, but the Indian government demanded that auction house Sotheby’s halt the sale or it would seek legal action. Sotheby’s has complied, for now.

    Peppé’s great-grandson, Chris Peppé, explained in an article for Sotheby’s: “From the time we received the Piprahwa gem relics, my cousins and I have sought to make them available for viewing by the public (ideally a Buddhist public) to see at no cost to the institution borrowing them.” This has resulted in the gems being displayed in museums around the world. The cousins also set up The Piprahwa Project website, which allows people to access all the research materials that they have gathered.

    Chris Peppé has said that he hopes that the sale will help people see to see the gems and connect with those that left them and the Buddha himself. His great-grandfather, he says, ordered the excavation to provide work for his tenant farmers.

    As a Buddhist and the grandson of an Anglo-Indian man myself, my past straddles this colonial divide more than most. Putting aside the ethical issues around excavating a sacred site in the first place, and the uncomfortable tie-in to other instances of colonial looting by the British in India, the truly extraordinary thing is that these gems were put up for sale at all.

    If they really were mixed together with the bodily relics of the Buddha, then these gems were in physical contact with them and intended to be paired with them for posterity. That means that, in a Buddhist context, there is no essential difference between the gems and the actual remains of the Buddha.

    The Sri Lankan historical chronicle The Mahāvaṃsa (written in the 5th or 6th-century AD) states that “if we behold the relics we behold the Conqueror”, aka Buddha. As art historians Conan Cheong and Ashley Thompson write in their recent journal paper on the topic: “At the very least, we can affirm that for many Buddhists, historically and today, these ‘gems’ are śarīra of the Buddha and as such are imbued with the Buddha’s living presence.”

    Buddha in the west

    Speaking to the Guardian after the auction was postponed Peppé said: “In light of the Indian government’s sudden interest in the gems, 25% of auction proceeds will be donated to the displaying of the main Kolkata collection of the Piprahwa gems for Buddhists and the larger public to enjoy. Another 25% will be donated to Buddhist institutions.” With regards to his and his two relatives’ right to sell the gems, he added: “Legally, the ownership is unchallenged.”

    As an expert in Buddhist philosophy, I believe that to put a price on something that possesses such a sacred status for millions of people worldwide is both disrespectful and morally objectionable.

    The sale is also not something I could ever imagine happening regarding objects linked with any other religious figure. If a piece of intact clothing, for example, was found to have been worn by Jesus, would this be put up for sale? Of course, it would be massively valuable, but any financial considerations would surely be outweighed by its religious importance for the world’s billions of Christians. Why should it be any different with Buddhist relics?

    Another phenomenon inadvertently revealed by the fact of the sale is the ongoing commercialisation of Buddhism in the west. To many westerners, the Buddha and Buddhism are increasingly viewed as commodities to be bought and sold.

    Cheaply made Buddha statues and Buddha-faced plant pots adorn the shelves of garden centres and are then used to decorate living rooms and gardens. Clothes, lamps, beach towels and even shoes embellished with images of the Buddha can be purchased easily. The Buddha is frequently regarded as an ornament or fashion item rather than a sacred figure in a manner that, again, is rarely done with any other religiously significant person.

    From all this, selling actual Buddhist relics is not a large step. As with the commodification of other religions in the west such as Hinduism and Islam, commercialisation always simultaneously involves decontextualisation. It is an example of what philosopher Sophia Rose Arjana in her book Buying Buddha, Selling Rumi (2020) terms “the religious marketplace”.

    As she writes: “Religions associated with the east – Hindu, Buddhism, Islam – are also commodified. Their symbols are marketed by entrepreneurs and corporations and then consumed by everyone from non-religious spiritualists to ambivalent mystical seekers.”

    Religious traditions, practices, images and artefacts must be stripped of their native contexts and sacred meaning. Through this auction, the Piprahwa gems are considered ancient jewels to be admired ascetically rather than religious relics.

    Given their importance to global history and our human story, the Buddha and Buddhism are worthy of a lot more respect than they are currently afforded. While Buddhism teaches that everything is impermanent, we are lucky enough to still possess treasures such as the Piprahwa gems, and we should value them – and learn from them – while we can.

    Today, as first reported in the Detroit News, President Donald J. Trump is expected to sign a memorandum directing his Administration to “expeditiously implement the most effective mechanisms, barriers, and other measures to prevent the migration and expansion of invasive carp in the Great Lakes Basin and surrounding region.”  Less than one month ago, Rep. Jack Bergman, joined by Michigan GOP colleagues Rep. John Moolenaar, Rep. Tim Walberg, and Rep. John James sent a scathing letter to Illinois Governor J.B. Pritzker calling for him to reverse course on a recent politically charged decision that would jeopardize efforts to keep invasive Asian Carp out of the Great Lakes after he halted the Brandon Road Interbasin Project.

    Rep. Bergman stated, “I once again commend President Trump for delivering on his promises to Michigan. By advancing the long-overdue construction of a new Soo Lock, accelerating the Line 5 tunnel project, securing a critical new fighter mission at Selfridge, and taking decisive action to prevent the spread of invasive Asian Carp in our Great Lakes, President Trump has proven his unwavering commitment to Michigan’s infrastructure, economy, and environment.”

    BEIJING, May 9 (Xinhua) — During his visit to Russia, Chinese President Xi Jinping held detailed, friendly and fruitful talks with Russian President Vladimir Putin, during which they exchanged views in-depth on China-Russia relations and major international and regional issues, and reached many new important agreements, Chinese Foreign Ministry spokesman Lin Jian said on Friday.

    At the invitation of Vladimir Putin, Xi Jinping is making a state visit to Russia from May 7 to 10, during which he is taking part in celebrations in Moscow to mark the 80th anniversary of Victory in the Great Patriotic War.

    Lin Jian made the above-mentioned statement in response to journalists’ requests to comment on the visit at a regular departmental press conference.

    The heads of state of China and Russia signed the Joint Statement of the People’s Republic of China and the Russian Federation on Further Deepening the Comprehensive Partnership and Strategic Cooperation in the New Era to Commemorate the 80th Anniversary of the Victory of the Chinese People in the War of Resistance against Japanese Aggression, the Victory of the Soviet Union in the Great Patriotic War and the Founding of the United Nations, and jointly witnessed the exchange of more than 20 documents on bilateral cooperation between the Chinese and Russian sides, which gave new impetus to the development of Chinese-Russian relations, Lin Jian noted.

    Lin Jian said that Xi Jinping said that China and Russia are good neighbors that can never be separated, true friends who share our sorrows and hardships, and reliable partners who help each other achieve success. China-Russia relations have a clear historical logic, strong internal dynamics and a deep civilizational foundation. They are not aimed at third parties and do not depend on the influence of any third party. The two countries have successfully paved the right path of cooperation between major neighboring countries, and formed the spirit of China-Russia strategic cooperation in the new era with eternal good-neighborly friendship, comprehensive strategic cooperation, and mutually beneficial and win-win cooperation as its core.     According to Lin Jian, during the visit, the two countries issued a joint statement on global strategic stability, reaffirming that China and Russia are committed to genuine multilateralism and support the central role of the UN and relevant multilateral mechanisms in arms control. The document emphasizes that nuclear-weapon states bear special responsibility for international security and global strategic stability, and calls for abandoning the mentality of the “Cold War” and “zero-sum games”, resolving problems through equal dialogue and consultation, strengthening trust, and avoiding misunderstandings and erroneous decisions. This reflects the aspirations of China and Russia as major powers to maintain and strengthen global strategic stability.

    Lin Jian said the two sides also issued a joint statement on further strengthening cooperation to safeguard the authority of international law. In it, both sides reaffirmed their commitment to upholding the UN Charter and principles of international law such as the Five Principles of Peaceful Coexistence. Both sides opposed the abuse of unilateral sanctions and “long-arm jurisdiction,” and stressed that states have the right to carry out normal economic and trade cooperation.   • MIL-OSI Asia-Pac: Session held on Ombudsman’s report

    Chief Secretary Chan Kwok-ki today met Ombudsman Jack Chan to follow up on the Direct Investigation Operation Report on Government’s Regulation of Occupational Safety & Health in Construction Industry, and discussed the Ombudsman’s findings, analyses and recommendations extensively.
     
    They had in-depth discussions on the bottlenecks and inadequacies in the occupational safety and health (OSH) regulatory system for the construction industry and candid exchanges on strengthening the management systems of government departments, particularly on the leadership and supervisory responsibilities of management personnel, as well as issues such as performance accountability among departmental managerial staff.
     
    The Labour Department and the Buildings Department are taking follow-up actions on the recommendations of the report, which was published by the Office of the Ombudsman on April 16. 

    The Labour Department has amended the OSH legislation to increase the penalties. Apart from planning to start a trial of using small unmanned aircraft for inspections, investigations and evidence collection in the second half of 2025, it also aims to explore the use of automatic speech recognition to assist in taking statements, thereby improving the efficiency of frontline officers in law enforcement.
     
    Both departments have strengthened collaboration and improved the inter-departmental referral mechanism. The Buildings Department improved the internal monitoring system for case handling in early 2025 and speeded up processing of omitted cases, and is reviewing lowering the threshold for instigating disciplinary actions to enhance deterrent effect.
     
    Meanwhile, the Government will introduce a bill into the Legislative Council to amend the Buildings Ordinance in the first half of 2026 to enhance the regulatory regime for registered contractors.
     
    Mr Chan said that the Government attaches great importance to the Office of the Ombudsman’s investigation report and appreciates the valuable observations and recommendations put forward by the Ombudsman.

  • MIL-OSI NGOs: Solidarity and dedication in response to devastating Myanmar earthquake

    On 28 March, a 7.7 magnitude earthquake struck central Myanmar. From the epicentre in the city of Sagaing, the tremors were felt across Thailand, Bangladesh, China and Laos. Our teams already in the country immediately mobilised to travel to the affected areas in Sagaing, Mandalay, Naypyitaw and Southern Shan states to assess initial needs, while our emergency teams prepared to arrive in Myanmar as earlier as possible.

    We landed in Yangon in the middle of the night on 1 April and headed directly to the Médecins Sans Frontières (MSF) office for briefings. After a few hours of rest, we set out the next morning on the 6.5-hour long drive to Naypyitaw, mainly along the highway to join the team who had already gone there on 30 March.

    But about 100 kilometres from the city we started seeing the impact of the earthquake – cracks marred the road, a stark reminder of the disaster’s reach. We entered this well-designed city, Myanmar’s capital, and checked into a hotel, where some displaced families who could afford it had taken refuge.

    In the evening, we met the rest of the emergency team to set the objectives for the coming days. As a medical coordinator, my role is to assess the health situation: evaluating both the condition of medical facilities and the urgent needs of affected people.

    Before the earthquake, Naypyidaw boasted major medical institutions: a 1,000-bed hospital, a 500-bed paediatric hospital, 500-bed orthopaedic hospital, 500-bed maternity, and more. Yet, all of these large, specialised hospitals couldn’t operate to their full capacity due to structural damage to the facilities.

    One of the more striking examples of adaptation was the repurposing of a 500 beds-obstetric-children’s hospital. The patients, staff and some of the equipment relocated to an unoccupied private jewellery museum that was untouched by the earthquake. The owner, eager to help, welcomed the maternity in his building and compound. The museum, originally intended to be a high-end tourist attraction, had become an emergency healthcare space. Inside the grand rooms, there were rows and rows of beds set up for pregnant women about to give birth.

    A metal detector at the entrance now served as the triage point, with desks further inside used for antenatal and postnatal consultations. Other rooms were transformed into emergency wards, and an operating theatre was already performing caesarean sections. Staff, who were themselves displaced, had set up tents to sleep in the compound, as well as the families of patients. A brick building in the back of the compound which looked like a train station, was used as the administration offices and kitchen for the staff.

    I saw a lot of solidarity and dedication

    There, I met the superintendent of the hospital, who took the time to speak with us despite the challenging situation. Amid the hectic environment, she was still smiling. Staff and patient’s families were sharing the place, sharing meals, offering donations to the ones in need, supporting each other… acting as a big community. Everyone was coping as best they could… collectively.

    A paediatric hospital, originally another 500-bed facility, had been relocated across the city and was now operating as a 32-bed township hospital – without any operating theatre. Looking at the community’s needs – pregnant women give birth, and kids get sick even amidst a natural disaster –, a 500-bed hospital becoming a 32-bed hospital, the math was not adding up.

    The encounter with the superintendent at this facility, deeply touched me. The healthcare professionals were so dedicated, trying their best. The community spirit everywhere and coming together really resonated with me as I am southeast Asian, and this is a big part of our culture. Coming together in times of needs… They were also appreciative that MSF is with them in this emergency.

    Many people experiencing homelessness in an urban space

    Five days later, I left Naypyidaw, taking the old highway instead of the express road. As we approached Mandalay city, we saw makeshift shelters of plastic sheeting on one side of the road, housing perhaps 1,000 people. On the other side, buildings lay in ruins. The following days, as we moved around the city to assess the hospitals, we saw similar damages – collapsed homes and communities in disarray. Many affected people were quite vulnerable, without access to water and sanitation, lacking the basic requirement to preserve their dignity.

    In Mandalay, families who chose to stay close to their damaged or collapsed houses were staying at the gates or front yard, or along the street – some even re-entering their damaged houses, risking further injury just to access basic facilities like bathrooms. The hospitals were partially functional and able to attend to the injured – although oftentimes outside barely shielded from the elements by simple tarps.

    Throughout these assessments, our teams have already been providing basic health consultations, psychological first aid to the affected communities and distributed essential items such as hygiene kits in cooperation with local civil society organisations. The logistics teams have been working tirelessly to restore water and sanitation facilities, setting up latrines in monasteries where many displaced families sought refuge.

    More challenges may come

    With the rainy season approaching, the challenges are mounting. The situation might become increasingly precarious. If thousands of people are experiencing homeless in urban areas, and with the risk of disease outbreaks, responding to their needs will be incredibly challenging.

    What I witnessed in Naypyidaw touched me to my core as a public health professional, but what I saw in Mandalay touched to my core as humanitarian.

    For now, the communities are finding ways to support one another. I remember one couple staying at the same hotel in Naypyidaw, that I met when I was out for my usual run. They were also doing their morning exercise. It was the man’s birthday that day. But given the situation, the celebration would not be a party. “We have lost our home too,” he said, “But we are bit more blessed, so we want to give back.” And they did so by doing food, water and essential item distributions in one of the most affected neighbourhoods of Naypyidaw.

    I also keep in mind this doctor I met. He was from a less affected town who had rallied a group of healthcare colleagues to set up a free clinic. They quickly began receiving donations from people abroad – food, essential items, and more. This spirit of community in Myanmar is powerful, but I can’t help but wonder: how long can it last?

    Our emergency teams continue to work almost around the clock, further assessing and anticipating the needs, supporting the relief efforts wherever possible along with the communities that are so engaged. The recovery from this massive earthquake will be long for the affected people, no matter where they live, they need to have access to life-saving humanitarian assistance.
