    PROCLAMATION

    It has been over a half century since the last American troops returned home from the Vietnam War, which claimed the lives of more than 58,000 U.S. service members, including 5,822 Californians. Today, we pay tribute to the courageous men and women who served and sacrificed in one of our nation’s most challenging wars.

    During a time of great turmoil, Vietnam veterans answered our country’s call throughout more than a decade of harrowing combat – leaving many with lifelong scars, both visible and invisible. These veterans returned home to a deeply divided society and tragically did not receive the support and gratitude they deserved – a shameful reality we must never repeat.

    Let us recommit to lifting up the legacy of our Vietnam veterans and upholding our fundamental duty to honor all service members with the support, gratitude, and respect they are rightfully owed. California is proud to stand by our veterans and remains committed to ensuring they and their families receive the care and benefits they have earned many times over.

    NOW THEREFORE I, GAVIN NEWSOM, Governor of the State of California, do hereby proclaim March 30, 2025, as “Welcome Home Vietnam Veterans Day.”

    Large European and US organizations are prioritizing reindustrialization investments over short-term profitability

    • To mitigate concerns over supply chain pressures, rising tariffs and trade disputes, cumulative investments within and outside of domestic markets projected to reach $4.7 trillion over the next three years, up from $3.4 trillion in 2024

    Paris, March 31, 2025 – The 2025’ edition of the Capgemini Research Institute’s report, The Resurgence of manufacturing: Reindustrialization strategies in Europe and the US’, published today, shows that large organizations across the US and Europe are intensifying their focus on reindustrialization to mitigate concerns over supply chain pressures, rising tariffs and trade disputes. The reconfiguration of global supply chains and manufacturing capacity, including ‘reshoring’ and ‘nearshoring1production, as well as diversification, is being strategically prioritized over short-term profitability. Nearly 60% of executives are determined to continue their efforts despite higher costs and most organizations (65%) are reducing reliance on Chinese products. Instead, they are planning to invest in ‘friendshoring’1over the next three years to de-risk their supply chains.

    According to the survey conducted from January 1st to 20th, 2025, market tensions are driving large European and US organizations to accelerate their plans to diversify their manufacturing and supply chains: two thirds have an active or in-progress reindustrialization strategy – up from 59% in 2024.

Organizations are intensifying their efforts to de-risk and diversify their manufacturing and supply chains through friendshoring to reinforce proximity to markets,” said Aiman Ezzat, Chief Executive Officer at Capgemini. “Complexities and costs involved in re-orchestrating supply chains are not being underestimated. Business leaders are investing to navigate the unpredictable macro-environment and drive long-term competitiveness, taking advantage of advanced technologies. In an evolving global landscape, regional collaboration with suppliers, technology providers and policymakers will be key to build a resilient and adaptable manufacturing ecosystem.”

    Rising tariffs and strain on supply chains drive reindustrialization
    Supply chain resilience, geopolitical concerns, and a desire to be closer to customers emerge as the top drivers of reindustrialization. Supply chain pressure is cited by an overwhelming majority (95%) of executives, a significant increase from 69% in 2024. The desire to be closer to customers is cited for the first time, arriving in second position (92%).

    Rising tariffs are further exacerbating supply chain challenges, with 93% of executives expressing concerns about their impact. Reindustrialization is increasingly viewed as a strategic response to the geopolitical environment – notably for battery/energy storage manufacturing, automotive and telecom – with more than half of executives across regions stating that tariffs are accelerating their reshoring and reindustrialization efforts.

    Executives acknowledge the complexity and cost of reindustrialization. More than six in ten (62%) expect rising capital costs in the next three years but half foresee reduced logistics and supply chain costs within the same period thanks to greater proximity to customers. In addition, nearly two-thirds still view the domestic skills gap as a major challenge, showing no improvement from 2024.

    Nearshore and friendshore manufacturing to surge in the next three years
    Over the past year, business leaders across sectors say that they have intensified their strategy to relocate their production and supply chain with more than half (56%) having invested in either nearshoring or combined reshoring and nearshoring of their manufacturing, up from 42% in 2024. This trend is predicted to continue. In the next three years, onshore and nearshore operations are expected to rise to account for 48% (up 7 percentage points) and 24% (up 2 percentage points) respectively, of total manufacturing capacity.

    According to the report, ‘friendshoring’ is poised to become a key route forward for most organizations (73%) in terms of sourcing and production. It is expected to account for 41% of total manufacturing capacity in the next three years, up from 37% in 2024. More than eight in ten (82%) executives indicate that they plan to reduce supply chain reliance on China, a significant increase from 58% in 2024. Organizations surveyed have instead targeted reindustrialization destinations in North America, UK, Mexico, Vietnam, India and North Africa.

    Advanced technologies to accelerate reindustrialization while driving innovation and reducing costs
    Most organizations (62%) are focusing on upgrading manufacturing facilities to make them smart and tech enabled. Over half of them have realized more than 20% cost savings through digital technologies in their reindustrialization efforts and a large majority (84%) plan to invest in advanced manufacturing technologies to further reduce costs.

    More than 6 in 10 organizations are looking at critical technologies like data and analytics and AI/Machine Learning to support reindustrialization in the next three years. Organizations are also considering emerging technologies such as Gen AI and 5G & Edge computing; blockchain and digital twins; and quantum technologies.

    In addition, nearly three quarters (73%) of organizations foresee that reindustrialization will help catalyze a shift toward sustainable and eco-friendly manufacturing practices, a significant increase from 56% in 2024.

    Report Methodology
    During January 1-20, 2025, the Capgemini Research Institute surveyed 1,401 executives employed at organizations with more than $1 billion in annual revenue, across the US, the UK, and continental Europe (France, Germany, Italy, the Netherlands, the Nordics, and Spain). Organizations surveyed operate across 13 key industrial and manufacturing industries. Executives surveyed were at director level and work across diverse business, technology, and manufacturing-related functions.     New Delhi, India – Nokia today announced that it will upgrade and expand Vodafone Idea Limited (VIL) optical transport network across key metro and circle locations in India. The upgrade, which utilizes Nokia’s leading optical switching technology, will increase its capacity, supporting 4G data growth. In addition, Nokia’s equipment will modernize the network, providing flexibility and efficiency, and boost VIL’s 5G rollout.

    At the heart of the company’s vision is the AI Home display.1 Built upon the innovation of the first introduction of the AI Home display last year, the AI Home with new size options has been expanded to a broad range of new products, such as Bespoke AI Refrigerators, the Bespoke AI Laundry Vented Combo, Washers and Dryers.2

     
    The 9-inch AI Home screen on the Bespoke AI Refrigerator lineup increases consumers’ options by offering a similar experience to what’s available on the larger AI Family Hub screen. With the upgraded AI Vision Inside,3 food management has been enhanced with new features such as automatic recognition of processed food items,4 for models with the AI Family Hub and those with the AI Home. Through the 7-inch AI Home in the Bespoke AI Laundry, users can intuitively control the washing and drying cycles, as well as monitor and control other connected devices.5
     

    Moreover, the new Bespoke AI appliances bring enhanced features that adapt to consumer needs.     Thanks to the adoption of the AI Home display, users will find it easier than ever to engage with the full functionality of their Bespoke AI appliances. The smart screen is now an even better central control hub, even connecting third party devices through SmartThings without the need for a separate hub device.18 Users can also utilize features like the refrigerators’ Daily Board to receive personalized information and better manage their day — or use Map View to effortlessly monitor and control other connected devices.

     
    The upgraded Bixby allows for easier control of appliances through voice commands and enhances usability through new features like Voice ID.19 It personalizes services by recognizing the user’s voice, automatically switching to the Samsung account of the speaker and showing their calendar on the screen. And if that person also uses the low vision option on their Galaxy smartphone, it will be automatically synced to the screen for a better viewing experience.
     
    New SmartThings services were also introduced during the event, including Family Care,20 which sends an alert to other family members if a user’s movement is not detected at the set time — or if there is no activity for a certain amount of time after the last activity.     To complete its “AI Home” vision for 2025, Samsung shone a light on how it is pushing the boundaries of innovation, prioritizing a trusted experience for users.
     
    First, Samsung will apply enhanced Knox security to devices across the lineup so that users will be able to enjoy their AI Home experience with peace of mind. This year in particular, Trust Chain, which is part of Knox Matrix, is applied to all Wi-Fi enabled appliances launching in 2025. Users can continuously monitor products’ security status in real time through the dashboard.21
     
    Knox Vault is also applied to home appliances for the first time,22 storing particularly sensitive user information, such as passwords and authentication information, in a separate hardware chip to ensure protection. Furthermore, to protect against the potential of future quantum attacks, Samsung’s security is also equipped with post-quantum cryptography (PQC), a part of Knox Matrix Credential Sync, for its screen-applied products.23

     
    Another key priority for Samsung is making sure that customers can use the latest software features on their existing appliances without buying new ones. With Smart Forward,24 the software update service through SmartThings, Samsung continuously updates its appliances with new features to enhance the consumer experience.
     
    Samsung is also actively improving product maintenance. SmartThings Home Care utilizes AI to diagnose each appliance’s status, and if signs of malfunction are detected, it sends a notification in advance. In addition, a technical support representative can provide guidance on remote measures based on pre-diagnosis results.25 This support feature has already expanded to more countries, including France, Netherlands and Canada, following Korea and the United States.

    Samsung Electronics and KT Corporation (KT), South Korea’s major telecommunications company, signed a memorandum of understanding (MOU) this month to jointly research and develop next-generation communication technologies aimed at improving 6G signal quality. As part of this collaboration, the two companies will advance multi-antenna technologies to expand coverage across potential 6G frequency bands and explore AI integration in wireless communication to improve network stability and performance.
     

     
    Amid ongoing global discussions on future communication standards, Samsung and KT have begun research into eXtreme multiple-input multiple-output1 (X-MIMO) — an ultra-high-density antenna technology designed to enhance 6G coverage and increase data transmission speeds.
     
    The World Radiocommunication Conference2 2023 (WRC-23), hosted by the International Telecommunication Union3 (ITU), identified the 7 GHz band (7.125–8.4 GHz) as a candidate frequency for 6G. The global mobile communications industry considers this band as a key option due to its favorable frequency characteristics and spectrum availability. However, because the 7 GHz band operates at a higher frequency than the 3.5 GHz C-band used in 5G, it experiences greater signal path loss. Mitigating this loss is critical to achieving communication coverage comparable to that of 5G.

     
    To address this challenge, the companies will research beamforming technology, which transmits focused signals in specific directions, and multi-spatial transmission technology, which uses multiple beams to deliver data to several users simultaneously. In X-MIMO systems operating in the 7 GHz band, more antennas will be used compared to 5G — requiring system architectures capable of efficiently managing ultra-high-density antennas.

    The April 13 opening of the 2025 Japan International Expo (Expo 2025 Osaka, Kansai, Japan, “Expo 2025”) is rapidly approaching. In mid-February, a completion ceremony for Panasonic Group’s hands-on “The Land of Nomo” pavilion was held at the venue for Expo 2025 on Yumeshima in Konohana-ku, Osaka. Based on the concept of “Set your heart and mind free, and the world will open up,” the pavilion has various features to stimulate the senses of children—leaders of the next generation—and “Unlock” their imaginations. In the following we introduce more details about the completed pavilion, including features of each area, together with comments from architect Yuko Nagayama, who designed the building, and Michiko Ogawa, Director in charge of Kansai External Relations and EXPO Promotion at Panasonic Holdings Co.

    Construction Completed on The Land of NOMO and Its “Unlock” Experience

    The Panasonic Group’s The Land of NOMO pavilion was designed as a place where children, especially those from the Alpha generation, could experience the concept of “circulation,” which is the idea that everything is connected—matter, minds, sustainability, and well-being.
    The keyword “recycling” is both a theme connecting exhibition content and also a feature of the pavilion’s design. The pavilion’s resource-recycling architecture, which actively utilizes recycled iron and copper recovered from end-of-Life appliances and waste materials from factories, achieves total carbon neutrality from procurement through dismantling. Commenting on the design, Nagayama said that it extends beyond reuse and usability to also express “Joy and Beauty.” 

    The recently completed “The Land of NOMO” consists of the 922 m2 “Unlock Experience Area” and the 165 m2 “Earth” exhibition area1. The Land of NOMO’s tagline is “Unlock your nature.”

    The façade is covered with a membrane made of layered organdie2 and a special metal. The effect is of soft fabric fluttering in the sea breeze. Said Nagayama: “It’s a structure that changes its appearance and reveals different shapes depending on how you look at it.”
    2 A thin, light, and transparent fabric

    The façade was completed at the end of January 2025, and consists of 730 organdie membranes installed on 1,404 frames. The façade is formed by these stacked curved frames, which represent “circulation.” As many as 20 units are stacked together in some parts of the façade.

    Outside the pavilion is displayed a prototype of a “glass-type perovskite solar cell” designed by artist Kaede Wajima, in collaboration with HERALBONY Co., Ltd., a company involved in a number of projects to decorate the city with art created by artists with disabilities.

    During Expo 2025, The Land of NOMO pavilion will be lit up at night using electricity generated from hydrogen derived from zero-carbon electricity. A lighting ceremony was held on March 1 at the pavilion, which will be lit up with lights and mist to create a fantastic effect on the façade.

    A Glimpse of the Panasonic Group Pavilion “The Land of NOMO”

    Unlock Experience Area—What to Expect in Each ZONE

    The Land of NOMO is made up of the Unlock Experience Area and the “Earth” exhibition area. The Unlock Experience Area provides an experience that allows children to become aware of the sensitivities that lie dormant within themselves, freeing them from preconceived notions and unleashing their hidden powers.
    The Unlock Experience Area has four zones and is an immersive space that stimulates the five senses by making full use of the Panasonic Group’s “spatial production” technologies related to light, video, sound, and air. In addition, using facial expression and behavior analysis techniques based on research into “Human Insight,” the possibilities and stories of each individual are depicted using a “butterfly” motif that reflects the person’s individuality and characteristics.

    ZONE 1: Deep within the Mirror Pond—Wandering through the Land of Nomo

    ZONE 1 uses technology based on “Space Tune ”—a 23.4-channel 3D sound system composed of high-quality Technics speakers and high-brightness projectors—to adjust the optimal sound quality according to the room’s setup. 
    Participants who wander into the zone have their senses sharpened cross-modally through three-dimensional sound, visuals, and vibrations, allowing them to fully perceive the world of “wind, water, light, and life”—elements they usually take for granted—beginning their Unlock experience.

    ZONE 2: NOMO Forest—Exploring the Unknown World

    ZONE 2 is a beautiful forest full of life and energy. The key to this experience is a crystal device embedded with a radio frequency identification (RFID) tag.

    The person experiencing the installation holds the crystal in their hand and explores the unknown world as their heart (sensitivity) guides them. When the crystal is held up to exhibits representing rocks and trees, they respond with sound and light. 
    Six cameras are installed in this area, and the movements of the person experiencing the installation are analyzed based on information from the wireless tags and cameras.

    ZONE 3: The Valley of Ancient Trees—Releasing Butterflies from Crystals

    ZONE 3 has 17 ancient trees, each containing transparent OLED displays and four cameras for facial expression analysis. When participants peer into the ancient trees, their expressions are analyzed, and the behavioral data from ZONE 2 is analyzed using a “sensibility model.” This results in a display of visuals reflecting the individuality and characteristics of each person. Next, a “butterfly” is released from a crystal and guides them through the “Waterfall = Mist Wall.”

    Waterfall—Taking a Courageous Step Forward

    Here they encounter a Mist Wall3 7 meters wide and 3.5 meters high. A screen of mist in the shape of a waterfall is created using Silky Fine Mist, an extremely fine mist produced by dual-fluid nozzles. Images of butterflies and other objects are projected onto the mist using a high-brightness projectors. Summoning up their courage, they step into the space beyond.

    ZONE 4: Into the Wide Open Sky—Butterflies Flap Their Wings and Harmonize

    ZONE 4 is a dynamic immersive theater where images are projected in a 360° space by 21 high-brightness projectors, and sound and visuals interact three-dimensionally. When people hold their crystal devices to the designated spots and use a “leaf-like fan device” to make wind, “butterflies” are born on the floor and produce various sounds as they flap their wings into the great sky. The separate sounds eventually harmonize, creating music, while vortex rings (mist rings) with a diameter of 1.3 meters4 are projected from five points on the ceiling, creating an immersive space.

    Holding their crystal in this space projects the person’s personal “butterfly” onto the floor. Fanning the butterfly with a fan releases it into the sky.

    After the experience, when participants return the crystal device to the designated location, each person receives an Unlock Card that reflects their experience results. By accessing the QR code printed on the card, they can look back on their experience in The Land of NOMO.

    Earth Area—Experience the Society of the Future Where People and Nature Circulate Together

    The Earth Area is a place where people can think together about a better future within an exhibition space where the cycles of human activity and natural activity interact with each other. Children visiting The Land of NOMO will have the opportunity to experience a future in which people and nature expand each other’s potential through an intuitive experience of touch and smell.

    “This project, which began in October 2021, has finally reached the completion ceremony, and I feel like we’ve come a long way,” said Ogawa. “This pavilion was made possible by the support of nearly 200 engineers from the Panasonic Group who worked on it alongside their usual jobs, and I think that the objects and technologies that adults have created with such care will resonate with children in some way. I hope that they experience a sense of excitement, and that each person carries this feeling with them for a long time. I would be pleased if many people, both children and adults, have the opportunity to let go and enjoy the Unlock experience.”
    “Children, so to speak, are ‘formless beings’ who are constantly changing. You could say that they’re still in the process of discovering what shape they will be,” said Nagayama. “It would be wonderful if these children could first see the facade of The Land of NOMO and be fascinated by the constantly changing colors and movements. I hope that they will see themselves in the ever-changing pavilion and be exhilarated.”

    The Panasonic Group is promoting a variety of initiatives to realize “an ideal society offering material and spiritual affluence” and a better life for people everywhere. As a company founded in Osaka, Panasonic will convey the technological capabilities and appeal of Japanese companies to visitors from around the world during Expo 2025.

    Applications for the Clansmen Culture Promotion Scheme will be accepted from tomorrow to April 30 to provide funding subsidies for clansmen associations to organise activities promoting hometown culture, the Home Affairs Department announced.

    The Chief Executive announced in his 2023 Policy Address the launch of the three-year scheme with $30 million earmarked for applications by clansmen associations. The scheme for 2024-25 was launched in April last year and has been successfully completed.

    Funding of $10 million is earmarked for the continuation of the scheme for 2025-26, so that clansmen associations can apply for subsidies to organise activities to facilitate patriotic education and promote the spirit of loving the country, Hong Kong and hometowns.

    Any locally registered clansmen associations with a good reputation and track record, and with experience in organising relevant activities can apply.

    They may use the subsidies to organise activities to promote and preserve hometown culture, unite clansmen in Hong Kong, and facilitate exchanges between the two places.

    There is no restriction on the form of the events. As long as the activities are non-profit-making and align with the objectives of the scheme, the associations can make applications under the Scheme.

    The funding ceiling for each activity is $200,000 in general.

    The Government announced today (March 31) the reappointment of six incumbent members of the Community Investment and Inclusion Fund (CIIF) Committee. The appointment of Mr Shum Ho-kit and Miss Amy Chan Lim-chee as the new Chairman and Vice-Chairman, and Miss Louisa Cheung Yee-sha, Mr Lawrence Lam Chi-bun, Miss Charlotte Lau Hei-lam, Dr Michael Liu Tsz-chung, Professor Ming Wai-kit, Ms Ng Mei-yee, Mr Wilson Or Chong-shing, Ms Tse Yi-lam, Ms Macy Wong Chor-kei and Mr Yim Chi-fung as new members, was also announced. The appointment of these 18 members will take effect from April 1, 2025, to March 31, 2027.

    ——————————-     To maintain the hygiene of public swimming pools, each pool will be closed for thorough cleaning once a week, in addition to the regular daily cleaning. The thorough cleaning will be conducted on a designated weekday (Monday to Friday) from 10am to the end of the second session. If the designated day falls on a public holiday, the cleaning will be rescheduled to another weekday in the same week.

         Individual swimming pools to be temporarily closed in specified periods in 2025 for maintenance works are set out in the Annex.(a) Swimmers should shower before entering the pool deck;
    (b) Swimmers should walk through the shower bath and footbath;
    (c) Swimmers should not go swimming if they feel unwell and should seek medical consultation early;
    (d) Swimmers are advised to use the toilet before swimming and should NOT urinate or defecate in the pools. They should leave the water immediately and use the toilet if they have to vomit; and

  • MIL-OSI Asia-Pac: Public transport service arrangements for departures of Hong Kong Sevens (2)

    Please broadcast the following special announcement immediately, and repeat it at frequent intervals:

         Spectators of the Hong Kong Sevens held at the Kai Tak Sports Park are gradually dispersing. The Transport Department (TD) today (March 30) said that the overall traffic conditions have mostly been smooth so far:

         MTR: Spectators are urged to take the MTR to leave the venue as far as possible. The service of the Tuen Ma Line has been further enhanced and spare trains will be deployed as needed. Services of the East Rail Line and the Kwun Tong Line will also be enhanced accordingly;

         Taxis: The Taxi Pick-up/Drop-off Area has maintained normal services. The waiting time will be longer amid the dispersal peak and your patience is appreciated. The TD has made all-out efforts with the taxi trade to mobilise more taxis for picking up passengers, including disseminating real-time information on passengers queuing to the trade directly. The Kai Tak Sports Park Limited has also mobilised taxis via instant messaging platform; and

         Special bus routes: A total of 10 special bus routes departing for Central via Causeway Bay and Wan Chai, Siu Sai Wan, Tsim Sha Tsui, Mong Kok, Tseung Kwan O (Hang Hau), Tseung Kwan O (LOHAS Park), Tsing Yi, Sheung Shui, Tuen Mun and Tin Shui Wai are ready and will operate subject to the passenger demand.

         Spectators are advised to take heed of the real-time information via on-site broadcast and the “Easy Leave” (QR code displayed on-site) as well as the latest traffic news through the “HKeMobility” mobile application, radio and television broadcasts.

  • MIL-OSI Asia-Pac: Government removes 630 hygiene black spots from list

         The Government today (March 31) updated a list of hygiene black spots (listed on a website: www.hygieneblackspots.gov.hk). A significant number of 630 hygiene black spots have been removed from the list, accounting for 85 per cent of the total number. The overall number of black spots has been reduced from over 730 to about 100. As more than 60 hygienic black spots, where conditions have been improved for no more than two years, are also included on this list, the overall conditions of 94 per cent of the black spots in total have been improved.
     
         The Deputy Chief Secretary for Administration, Mr Cheuk Wing-hing, thanked various departments for their concerted efforts and co-operation over the past two years. With continuous cleanups and inspections, the Government Programme on Tackling Hygiene Black Spots has achieved good results. The cityscape and hygiene have been effectively improved, enhancing the well-being of society.
     
         Mr Cheuk said, “At the meeting of the Task Force on District Governance held in February this year, I instructed various departments to critically review the situation of all 738 hygiene black spots, to assess which ones are suitable for removal from the black spot list and continue to follow up on those still requiring improvement. Based on subsequent reviews by the departments, the hygiene conditions at 94 per cent (696) of the hygiene black spots on the list have been markedly improved and could be considered for removal from the black spot list. However, eight per cent (64) of the black spots have not yet met the standard of continual improvement for two years, so they have to remain on the black spot list for now.
     
         “The Government’s work on tackling hygiene black spots is ongoing. The departments concerned will continue to sustain their efforts and closely monitor the hygiene conditions of these spots. Prompt actions will be taken in case of any change of circumstances.”
     
         When the Government Programme on Tackling Hygiene Black Spots was launched in August 2022, the total number of hygiene black spots was 663. After the launch of the website in January 2023, which enabled members of the public to provide feedback on hygiene black spots, the number of black spots increased to 738 in July 2023.
     
         Under the co-ordination of the District Matters Co-ordination Task Force (later renamed as the Working Group on Environmental Hygiene and Cityscape) and with the efforts of various departments, the hygiene conditions of more than 90 per cent of the 738 black spots have considerably improved in early 2024, achieving the key performance indicator set by the Chief Executive for the Programme in the 2022 Policy Address, i.e. eliminating at least 75 per cent of the hygiene black spots by the end of 2023.

  • MIL-OSI Asia-Pac: Appointments to eighth term of New Energy Transport Fund Steering Committee

    The Environment and Ecology Bureau (EEB) today (March 31) announced the appointments to the New Energy Transport Fund (NET Fund) Steering Committee for a new two-year term starting from April 1. 
     
    The new term of the Steering Committee will continue to be chaired by the Chairman of the Council of Hong Kong Metropolitan University and Committee Member of the Chinese General Chamber of Commerce, Hong Kong, Dr Conrad Wong Tin-cheung, with members comprising experts and academics in green innovative transport technologies, representatives nominated from the transport trades, and representatives of relevant government departments.
     
    The Secretary for Environment and Ecology, Mr Tse Chin-wan, thanked the outgoing members, Mr Kent Lam Wing-keung, Mr Ling chi-keung, Professor Lo Hong-kam, Mr Ng Kwan-sing, Mr Wilson Or Chong-shing, Mr Matthew Wong Leung-pak, and Mr Yu Kwok-Tai, for their enormous contributions to the Steering Committee and expressed his deep appreciation for the invaluable advice from all members of the last term rendered to the Government on the enhancement measures under Applications for Trial, including adopting the merit-based assessment criteria and introducing subsidy schemes for electric franchised buses and electric taxis under Applications for Use.

    Transportation accounts for about 20 per cent of Hong Kong’s total carbon emissions. The development of green transportation is crucial to achieving the goal of carbon neutrality. The Government has put in place the Fund (previously named the Pilot Green Transport Fund) since March 2011 to subsidise and encourage the testing and wider use of green innovative transport technologies for a variety of commercial transport tools. Since its establishment, the Fund has approved a total of 298 trials, including different types of green innovative transportation technologies, such as electric commercial vehicles, electric waste collection vessels and an electric vehicle as a medical clinic, with a total funding amount of about $243 million. The NET Fund will continue to subsidise the transport trade to encourage trials of other types of new energy transport technologies apart from electric commercial vehicles, and promote the wider local application of mature new transport technology. Key projects include trial applications for hydrogen fuel cell heavy vehicles and the two subsidy schemes for electric taxis and electric franchised buses.

  • MIL-OSI Asia-Pac: Applications begin for admission tickets for National Security Education Day – Fire and Ambulance Services Academy open day

    In response to and support of the 10th National Security Education Day, the Fire Services Department (FSD) will organise an open day at the Fire and Ambulance Services Academy in Tseung Kwan O on April 13 (Sunday), with an opportunity to deepen the public’s understanding about the Constitution, the Basic Law and the Hong Kong National Security Law, as well as the FSD’s work on national security, public safety, public order and personnel training.

    The open day will feature a range of activities, including introduction of the department’s efforts in safeguarding national security, fire appliances parade, firefighting and rescue demonstrations, displays of training facilities, equipment and special vehicles, an exhibition on fire safety education, game booths, a recruitment experience area, as well as a demonstration of Fire Services working dogs. The Fire and Ambulance Services Education Centre cum Museum will also be open to the public on the day.

    The open day will be held from 9am to 5pm. A ticket is required for admission (children aged 3 or below do not need an admission ticket).

    Members of the public who are interested can apply for a maximum of four admission tickets from today (March 31) to April 2 through the latest version of the Hong Kong Fire Services Department Mobile Application, which can be downloaded from Apple App Store, Google Play and Huawei AppGallery for free. The tickets will be allocated by computer ballot, and successful applicants will receive a notification through the Application on April 3.

    Visitors are advised to use public transportation as no parking spaces will be provided at the Academy. The open day will be cancelled if Tropical Cyclone Warning Signal No. 8 or above, or the Red/Black Rainstorm Warning Signal is still in force at 7am on the event day.   • MIL-OSI Asia-Pac: Accident Investigation Preliminary Report and Public Notice on accident of Niviuk Artik R paraglider released

    The Air Accident Investigation Authority (AAIA) released the Accident Investigation Preliminary Report and Public Notice PLR-2025-02 on an accident involving a Niviuk Artik R paraglider, which lost control and landed on a lawn at Ngong Ping, Ma On Shan, on February 11, 2025. The pilot was injured.   

    A spokesperson for the AAIA said that the Preliminary Report has been published to provide factual information established in the investigation’s early evidence collection phase to both the aviation industry and the general public in a timely manner, and should be regarded as tentative. The full report is available for download from the AAIA webpage (www.tlb.gov.hk/aaia/eng/investigation_reports/index.html).

    “The investigation team is conducting a detailed analysis of the data and information collected in order to determine the circumstances and causes of this occurrence with a view to preventing a recurrence in conjunction with identifying areas for further investigation or lines of inquiry to follow up,” the spokesperson said.  

    The AAIA, an independent investigation authority formed under the Transport and Logistics Bureau, is responsible for the investigation of civil aircraft accidents and incidents in accordance with the Hong Kong Civil Aviation (Investigation of Accidents) Regulations (Cap. 448B) and with reference to the International Civil Aviation Organization’s standards.

  • MIL-OSI Asia-Pac: Preliminary Report and Public Notice on serious incident of Airbus A330-343 P2F and Boeing 777-200F freighters released

    The Air Accident Investigation Authority (AAIA) released the Preliminary Report and Public Notice PLR-2025-01 on a serious incident concerning the loss of separation between an Airbus A330-343 P2F freighter operated by MNG Airlines (registration mark TC-MCN) and a Boeing 777-200F freighter operated by Silk Road Western Airlines (registration mark VP-BMU) after take-off at Hong Kong International Airport on February 27, 2025.

    A spokesperson for the AAIA said that the Preliminary Report has been published to provide factual information established in the investigation’s early evidence collection phase to both the aviation industry and the general public in a timely manner, and should be regarded as tentative.          Good morning. It is my pleasure to stand before you today to celebrate Laservall’s global expansion in Hong Kong – a milestone that marks the company’s distinctive success achieved in developing advanced high-precision laser inter-connect solutions and automation system for advanced manufacturing.

         Founded in Hong Kong in 2003 and commencing its amazing journey at the Hong Kong Science Park in 2024, a cradle that nurtures thousands of innovation and technology (I&T) companies, Laservall has evolved into a world leader in the advanced manufacturing industry today. With its extensive clientele including some renowned global brands in the industry of smartphone camera modules, electronics and automotive, Laservall continues to expand its operations with R&D (research and development) centres and production facilities across Asia.

         We are so excited to witness Laservall’s success today, as advanced manufacturing has been a pivotal sector and significant power engine to drive the development of new industrialisation in Hong Kong.

         Following the promulgation of the Hong Kong Innovation and Technology Development Blueprint in December 2022, the Hong Kong SAR Government has been actively promoting new industrialisation through supporting the advanced manufacturing industries and encouraging the upgrading and transformation of traditional manufacturing sector through the use of I&T, with the aim of driving sustainable economic growth and creating high-quality employment opportunities.

         To bolster the development of new industrialisation, our Government has stepped up its efforts by implementing a series of supporting policies and measures. For example, the New Industrialisation Funding Scheme was enhanced to reinforce our efforts in supporting enterprises to adopt smart manufacturing. As of February 2025, the scheme had supported more than 100 new smart production lines. To extend our dedication, we launched the New Industrialisation Acceleration Scheme last year to provide funding support for enterprises engaging in industries of strategic importance. We will also earmark another $100 million for the Pilot Manufacturing and Production Line Upgrade Support Scheme to provide financial support to companies setting up smart production facilities in Hong Kong.

         Today, Laservall announces its plan of investing $300 million over the next five years and doubling the size of R&D team by 2026, and extending their R&D team eventually by sixfold by 2028. This not only reflects the company’s commitment to innovation but also its unwavering confidence in Hong Kong’s I&T industry. Its expansion at the Science Park is a perfect example of how it is leveraging Hong Kong’s unique role as a “super-connector” and a “super value-adder” to strengthen its presence in the global market.

         May I once again extend my sincere congratulations to Laservall for its outstanding I&T achievement. I am confident that we will soon witness more local companies, like Laservall, stepping onto the global I&T stage and demonstrating the remarkable outcomes of Hong Kong’s R&D capabilities to the world in the near future.
