    Monetary statistics for February 2025 
    Total loans and advances decreased by 0.2 per cent in February, and decreased by 0.5 per cent in the first two months of 2025. Among the total, loans for use in Hong Kong (including trade finance) and loans for use outside Hong Kong decreased by 0.2 per cent and 0.4 per cent respectively in February. The Hong Kong dollar loan-to-deposit ratio decreased to 73.5 per cent at the end of February from 75.7 per cent at the end of January, as Hong Kong dollar deposits increased while Hong Kong dollar loans decreased.
     
    Hong Kong dollar M2 and M3 both increased by 1.8 per cent in February, and both increased by 6.8 per cent when compared to a year ago. The seasonally-adjusted Hong Kong dollar M1 increased by 4.4 per cent in February and increased by 5.3 per cent compared to a year ago, reflecting in part investment-related activities. Total M2 and total M3 both increased by 0.9 per cent in February. Compared to a year earlier, total M2 and total M3 both increased by 10.4 per cent.
     
    As monthly monetary statistics are subject to volatilities due to a wide range of transient factors, such as seasonal and IPO-related funding demand as well as business and investment-related activities, caution is required when interpreting the statistics.

    Distinguished guests,

    Ladies and Gentlemen,

    It is with great pleasure that I extend a warm welcome to all participants representing various organizations, school principals, teachers and students who are gathered here today for the Ministry of Commerce, Industry & Labour (Ministry) Awareness Day.

    TALOFA LAVA

    Today’s programme marks the commemoration of the World Consumer Rights Day, an important occasion dedicated to celebrating consumer rights and standing in solidarity with the global consumer movement.

    The Ministry commemorated the World Consumer Rights Day on March 14th, 2025, in advance of the internationally recognized date of March 15th, which falls on a Saturday. The World Consumer Rights Day is an annual event that provides an opportunity to advocate for the protection and respect of consumer rights while addressing market abuses and social injustices that undermine those rights. The World Consumer Rights Day was inspired by President John F Kennedy, who, on March 15, 1962, delivered a special message to the US Congress that formally acknowledged the importance of consumer rights. The day was first observed by Consumer International (CI) on 15 March 1983 and continues to be commemorated each year on this date, driving action on key issues and campaigns. This year marks the 27th celebration of World Consumer Rights Day in Samoa.

    In June 1998, the Samoan Government enacted the Fair Trading Act, aimed at protecting consumer rights and establishing conduct standards for businesses operating in Samoa. This legislation was later refined and strengthened by the Competition and Consumer Act of 2016.

    In honour of this special day, the Ministry sets aside the universal theme “A Just Transition to Sustainable Lifestyles” but chooses to proceed raising commitment in engaging consumers and businesses to interact in a solid and competitive trading environment by conducting an outreach program.

    The eight fundamental Consumer Rights include:

    1. Right to satisfaction of basic needs

    2. Right to safety

    3. Right to information

    4. Right to choose

    5. Right to representation

    6. Right to redress

    7. Right to a healthy environment

    8. Right to consumer education

    It is our hope that by the conclusion of today’s activities, all attendees will have a comprehensive understanding of their consumer rights and obligations, the Ministry’s services and its integral role within our community. We also eagerly anticipate receiving your valuable feedback to further improve our services.

    On that note, I wish you all a successful and enriching day.

    Residential mortgage survey results for February 2025 
    The number of mortgage applications in February increased month-on-month by 0.4 per cent to 6 542.
     
    Mortgage loans approved in February increased by 4.3 per cent compared with January to HK$26.1 billion. Among these, mortgage loans financing primary market transactions increased by 21.6 per cent to HK$12.1 billion and those financing secondary market transactions decreased by 9.9 per cent to HK$11 billion. Mortgage loans for refinancing increased by 4.4 per cent to HK$3 billion. 
     
    Mortgage loans drawn down during February increased by 12.8 per cent compared with January to HK$17.6 billion. 
     
    The ratio of new mortgage loans priced with reference to HIBOR increased from 93 per cent in January to 94 per cent in February. The ratio of new mortgage loans priced with reference to best lending rates decreased from 3.4 per cent in January to 2.4 per cent in February.
     
    The outstanding value of mortgage loans increased month-on-month by 0.2 per cent to HK$1,876.7 billion at end-February. 
     
    The mortgage delinquency ratio stood at a low level of 0.12 per cent and the rescheduled loan ratio was unchanged at nearly 0 per cent.

    [PRESS RELEASE – Wednesday 19th March 2025] The newly accredited Ambassador of the Republic of the Philippines to the Independent State of Samoa, H.E. Ms. Kira Christianne D. Azucena presented her Letter of Credence to the Head of State of Samoa at the credential ceremony held yesterday afternoon, on 19 March 2025.

    On the occasion, Ambassador Azucena in her remarks conveyed greetings and best wishes from the President of the Philippines, His Excellency Ferdinand Romualdez Marcos Jr to the Head of State and to the Government and People of Samoa. The Ambassador also highlighted the remarkable parallels and similarities between both Samoa and Filipino cultures, attributing these commonalities to the very relations that both nations enjoy today. Ambassador Azucena reaffirmed the Philippines commitment to strengthening the diplomatic ties and cooperation between the two countries for a better and prosperous future for all.

    Afioga Tuimaleali’ifano Va’aletoa Sualauvi II acknowledged the Government of the Philippines continued support for Samoa through their Technical Cooperation programme and expressed his gratitude for the latter’s assistance through the Trainers training on diplomatic protocol and conference management workshop conducted in March 2024 to assist Samoa with its preparations in hosting the 2024 CHOGM. The Head of State also expressed his confidence that the appointment of H.E Azucena as the new Ambassador of the Philippines to Samoa will yield more opportunities in promoting cooperation and enhancing relations between the two countries.

    Her Excellency Ms. Kira Christianne Danganan Azucena is a career diplomat and has served in various capacities to include, Director for the Central Europe at the Office of European Affairs, Special Assistant to the Secretary General of the National Organizing Committee in 2006. In Cebu, she served as Executive Director of the Office of the UN and other International Organizations, Assistant Secretary of the Office of American Affairs, Chief Coordinator of the Office of the Secretary of Foreign Affairs and Chief of Staff of the Secretary of Foreign Affairs. She was also on various diplomatic postings including as First Secretary and Consul and Alternate Permanent Representative to the FAO at the Philippines Embassy in Rome and served as the Deputy Consul at the Philippines Consulate General in Hong Kong. She continued her career as Deputy Consul General at the Philippines Consulate in New York and later became Deputy Permanent Representative and Chargé d’ffaires a.i at the Permanent Mission of the Philippines to the United Nations. H.E Azucena is currently the Ambassador of the Philippines to New Zealand with concurrent accreditation to the Pacific countries including Samoa with residence in Wellington, New Zealand.

    NITI Aayog, in collaboration with the National Council of Applied Economic Research (NCAER), has developed a portal which is a comprehensive repository of data on social, economic and fiscal parameters, research reports, papers, and expert commentary on State Finances for a period of about 30 years (i.e 1990-91 to 2022-23). Hon’ble Finance Minister Ms. Nirmala Sitharaman will launch the “NITI NCAER States Economic Forum” portal on 1st April, 2025 in New Delhi. 

    The portal has four main components, namely: 

    1. State Reports – summarising the macro and fiscal landscape of 28 Indian States, structured around indicators on demography, economic structure, socio-economic and fiscal indicators. 

    2. Data Repository – offering direct access to the complete database categorised across five verticals viz. Demography; Economic Structure; Fiscal; Health and Education. 

    3. State Fiscal and Economic Dashboard – showcasing graphical representations of key economic variables over time and provide quick access to raw data through a data appendix or additional information through summary tables. 

    4. Research and Commentary – draws on extensive research on State finances and critical aspects of fiscal policy and financial management at the State and national levels.

    The portal will facilitate an understanding of macro, fiscal, demographic, and socio-economic trends; easily accessible data and user-friendly format and will also address the ongoing need for consolidated sectoral data in one place. It will further help in benchmarking the data of each state against that of other States and the national figures. It will also provide a forum to policymakers, researchers, and others interested in alluding to the data for informed debates and discussions.

    The portal will serve as a comprehensive research hub, offering a wealth of data and analytical tools for in-depth research studies. It will act as a central repository of information, providing access to an extensive database of social, economic, and fiscal indicators spanning the past 30 years. By leveraging historical trends and real-time analytics, users will be able to track progress, identify emerging patterns, and formulate evidence-based policies for development.

    Results announced for All India Drawing & Painting competition celebrating the spirit of Maha Kumbh Mela 2025

    Maha Kumbh Mela, a sacred confluence of faith and tradition, stands as the largest peaceful gathering in the world, deeply rooted in India’s spiritual and cultural heritage. This significant event transpired from 13th January to 26th February, 2025, representing the perpetual human quest for spiritual enlightenment. The festival, known for its deep philosophical significance and vibrant cultural expressions, brings together millions for a collective celebration of devotion, knowledge and unity.

    To encourage young minds to artistically explore the essence of this sacred tradition, the Department of School Education and Literacy, Ministry of Education (MoE), organised an All India Drawing & Painting competition across the nation on the theme of Maha Kumbh Mela 2025. The competition was conducted for students of Classes 6th–8th from Kendriya Vidyalayas, Navodaya Vidyalayas and Central Board of Secondary Education-affiliated schools throughout the country. The competition was organised under the three themes of Bhavya Maha Kumbh, Divya Maha Kumbh and Ek Bharat Shreshtha Bharat, with an emphasis on originality and creativity. The objective was to encourage students to understand the spiritual and cultural significance of the event as well as India’s rich cultural traditions and values so as to appreciate and celebrate the spirit of unity in diversity. The results were declared on 24th March 2025.

    The participation in the contest was extensive, with a total of 39,840 students from 1040 Kendriya Vidyalayas, 26,398 students from 404 Navodaya Vidyalayas schools and 2,887 students from 1,000 CBSE schools. The entries were received through Nodal officers of KVS, NVS and CBSE for national-level screening. The best entries were selected in two phases, i.e., primary-level entries were selected by Nodal officers by their own screening committees and the second-level entries were evaluated, recorded and finalized under the screening committee by NCERT.

     

     

    The winners in both the drawing and painting categories were selected for the cash prizes and certificates. The first prize for each category is Rs. 15,000, with second and third prizes of Rs. 10,000 and Rs. 7,000, respectively. Ten consolation prizes, including certificates and gift hampers, are also awarded in both categories.

  • MIL-OSI Asia-Pac: AFCD reminds public not to enter Sham Wan Restricted Area during restricted period

         The Agriculture, Fisheries and Conservation Department (AFCD) reminds members of the public today (March 31) not to enter the Sham Wan Restricted Area, Lamma Island, from tomorrow (April 1) to October 31 to protect nesting green turtles.
     
         The Sham Wan Restricted Area includes a beach of 0.5 hectare and a sea inlet of 98.2 hectares adjoining the beach at Sham Wan (see Annex). The restricted period lasts seven months, from April 1 to October 31.
     
         An AFCD spokesman said, “The green turtle is an endangered species protected by the Wild Animals Protection Ordinance (Cap. 170) in Hong Kong. It is also the only sea turtle species that nests locally. The sandy beach at Sham Wan on Lamma Island is the only site in Hong Kong and one of the few sites in the South China Sea at which green turtles nest from time to time. Green turtles are known to stay in waters adjacent to their natal beaches before and in between their nesting. During the period, breeding green turtles are particularly sensitive to human disturbances, which may frighten them and cause them to abandon nesting. The designation of the Sham Wan Restricted Area helps protect endangered green turtles and their breeding ground. It can bring about a positive impact on the survival and breeding of green turtles in the long run.”
     
         The spokesman pointed out that AFCD staff will conduct patrols to prevent unauthorised entry to the area and monitor the occurrence and nesting activities of green turtles. Unauthorised entry to the restricted area is subject to a maximum fine of $50,000 upon conviction.

  • MIL-OSI Asia-Pac: Public library opening hours for Ching Ming Festival and Easter

         The Leisure and Cultural Services Department announced today (March 31) that all public libraries will be closed on Good Friday (April 18), while students’ study rooms will be open from 8am to 9.30pm.

         Apart from individual libraries’ closing days, the opening hours of all public libraries on Ching Ming Festival (April 4), the day following Good Friday (April 19), and Easter Monday (April 21) will be the same as those for public holidays.

         To carry out system maintenance work, the Multimedia Information System and online reservation of computer facilities services will be suspended from 9pm on April 17 to 7am on April 19. Moreover, the following services will also be suspended from 0.30am on April 18 to 7am on April 19:

    • library mobile app services and Internet and telephone renewal services;
    • other online library services, including the library catalogue, borrowers’ record enquiries, reservation of library materials and electronic resources (e-books and e-databases); and
    • self-service library stations (readers may still return books to the stations before the due date, and the loan record will be updated within two working days).

    Chairman and members of Advisory Committee on Gifted Education appointed 
    The incumbent Chairman reappointed is Dr Eugene Chan Kin-keung and the seven incumbent members reappointed are Professor Eric Chan Sze-yuen, Ms Joanne Chong Sze-pui, Ms Dung Yi-ping, Mr Lau Kwong-yip, Mr Rex Sham Pui-sum, Professor Tse Chi-kong and Ms Ayse Wong Oi-sze. The three newly appointed members are Dr Kong Novia Mozart, Mr Edwin Lau Wah-shun and Mr Charles Wong Shun-kit.
     
    The Secretary for Education, Dr Choi Yuk-lin, said, “With the reappointment and new appointment of members to the ACGE, I am confident that the Gifted Education Fund (GE Fund) will continue to achieve outstanding results in promoting gifted education in Hong Kong, and enable more gifted students to unleash their potential, enriching the talent pool and enhancing the competitiveness of Hong Kong.”
     
    Dr Choi also expressed her gratitude to the three outgoing members, Mr Brian Cheng Ho-wai, Professor Chui Yat-hung and Dr Ada Li Yuen-yung, for their valuable contributions to and support for the ACGE over the years.
     
    The GE Fund was established in 2016 to support the Hong Kong Academy for Gifted Education in optimising services, providing diversified student activities for gifted students, and arranging them to participate in more training, activities and competitions at the Hong Kong, cross-territory, national and international levels, thereby broadening their horizons and giving them more opportunities to showcase their talents. The GE Fund also supports different organisations to provide Off-school Advanced Learning Programmes for exceptionally gifted students to acquire high-quality and challenging learning experiences in a wider range of areas and even cross-disciplinary fields, and develop their multifaceted potential.
     
    The ACGE advises the Secretary for Education on the overall policy and strategic development of gifted education in Hong Kong, new measures and initiatives for promoting gifted education, and the use and management of the GE Fund.

  • MIL-OSI Asia-Pac: Hong Kong Customs seizes suspected ketamine worth about $50 million at airport (with photos)

    ​Hong Kong Customs detected two drug trafficking cases involving baggage concealment at Hong Kong International Airport over the past two days (March 29 and 30) and seized a total of about 102 kilograms of suspected ketamine with an estimated market value of about $50 million.
     
    The first case involved two female passengers, both aged 23, who arrived in Hong Kong from Frankfurt, Germany, on March 29. During customs clearance, Customs officers found about 81kg of suspected ketamine inside their check-in suitcases. They were subsequently arrested. The arrested persons have been jointly charged with one count of trafficking in a dangerous drug.
     
    In the second case, a 27-year-old female passenger arrived in Hong Kong from Amsterdam, the Netherlands, yesterday (March 30). Customs officers seized about 21kg of suspected ketamine from her checked-in suitcase during customs clearance. The woman was subsequently arrested.
     
    The two cases will be brought up at the West Kowloon Magistrates’ Court tomorrow (April 1).
     
    Customs will continue to step up enforcement against drug trafficking activities through intelligence analysis. The department also reminds members of the public to stay alert and not participate in drug trafficking activities for monetary return. They must not accept hiring or delegation from another party to carry controlled items into and out of Hong Kong. They are also reminded not to carry unknown items for other people.
     
    Customs will continue to apply a risk assessment approach and focus on selecting passengers from high-risk regions for clearance to combat transnational drug trafficking activities.
     
    Under the Dangerous Drugs Ordinance, trafficking in a dangerous drug is a serious offence. The maximum penalty upon conviction is a fine of $5 million and life imprisonment.
     
    Members of the public may report any suspected drug trafficking activities to Customs’ 24-hour hotline 182 8080 or its dedicated crime-reporting email account (crimereport@customs.gov.hk) or online form (eform.cefs.gov.hk/form/ced002/en).

    Talofa Lava and Warm Greetings to You All!

    It is with great pleasure that I stand before you today on this momentous occasion, the official handover of agricultural aid materials, provided through the Samoa-China Agricultural Technical Aid Project, SCATAP. The SCATAP initiative, which has been implemented by both Governments of Samoa and the People’s Republic of China for six consecutive phases now since 2010, is a testament to the strong and enduring partnership between our two Governments, in the area of agriculture and food security.

    On behalf of the Government of Samoa and the Ministry of Agriculture and Fisheries, I wish to extend our sincere gratitude to the Government of the People’s Republic of China, for their continued support in advancing agricultural development in our small island country.

    The generous assistance provided through SCATAP has played a crucial role in strengthening our local farming practices, improving productivity, and enhancing food security and nutrition for our people.

    Agriculture remains the backbone of Samoa’s economy, sustaining the livelihoods of many families in our rural communities. It is therefore important that we continue to introduce modern farming techniques, improve seed quality, and promote sustainable practices, to ensure long-term food security and nutrition, and economic resilience. Through SCATAP, we have seen remarkable progress in capacity building, technology transfer, and access to essential farming tools and resources.

    Today, as we officially receive these agricultural aid materials, we recognize the positive impact they will have on our farmers and our agricultural sector as a whole. These resources will help us increase production, improve efficiency, and create more opportunities for our farmers to thrive.

    To our farmers and stakeholders, I encourage you to use these materials in a way that maximizes its benefits, and the knowledge shared through this partnership. Let us work together to further develop Samoa’s agricultural sector, ensuring economic prosperity, and food security and nutrition for our future generations.

    In closing, I wish to again express my sincere appreciation to the Ambassador and Government Representatives of the People’s Republic of China, the dedicated SCATAP Chinese Expert Team, and all those involved in making this development partnership a success, and may it continue to grow for the desired benefits of both our countries.

I consider myself truly fortunate to be here on the very first day of Navratri. Only a few days ago, a postage stamp was issued in honour of Bhakta Shiromani Mata Karma, and I extend my heartfelt congratulations to all of you on this occasion.

    The festival of Navratri will culminate with the grand celebration of Ram Navami, and Chhattisgarh’s devotion to Lord Ram is truly remarkable.     On this auspicious day, with the blessings of Mohbhatta Swayambhu Shivling Mahadev, I have been given the opportunity to further accelerate the development of Chhattisgarh. Just a short while ago, we laid the foundation stone and inaugurated projects worth more than Rs 33,700 crore. These projects encompass housing for the underprivileged, schools, roads, railways, electricity, and gas pipelines—initiatives that will significantly enhance the quality of life for the people of Chhattisgarh. They will also generate new employment opportunities for the youth. My heartfelt congratulations to all of you on these important developmental projects.

    In our tradition, providing shelter to someone is considered a great virtue. But what could bring greater joy than the fulfilment of a person’s dream of owning a home? Today, on this auspicious occasion of Navratri and the New Year, three lakh underprivileged families in Chhattisgarh are moving into their new homes. A short while ago, I had the opportunity to meet three beneficiaries, and I could see the immense joy on their faces. One of the women was so overwhelmed with happiness that she could hardly contain her emotions. I extend my heartfelt best wishes to all these families—three lakh families—on this new chapter of their lives. The possibility of a secure roof over the heads of these poor families has become a reality only because of all of you. I say this because you placed your trust in Modi’s guarantee. Under the previous government, the dream of a pucca house for lakhs of families in Chhattisgarh remained buried in files. We had assured you that our government would turn this dream into reality. That is why, as soon as Vishnudeo ji’s government was formed, the very first cabinet decision was to construct 18 lakh houses. Today, three lakh of those homes have been completed. I am particularly pleased that many of these houses have been built in tribal regions. Numerous families from Bastar and Surguja now have pucca houses. One can truly appreciate the significance of this for families whose generations have endured hardship in makeshift huts. For those who may not fully grasp the magnitude of this change, let me put it into perspective. Imagine you are on a long journey by train or bus, standing the entire way because you cannot find a seat. The moment you secure a seat, the relief and joy you feel are immense, aren’t they? Now, imagine families who have spent their entire lives in slums or huts. Today, as they move into pucca houses, their joy knows no bounds. When I see this transformation, it fills me with new energy and strengthens my resolve to work tirelessly for my fellow countrymen.

    While the government has provided assistance in constructing these homes, the decision on how each house is built rests with the beneficiaries themselves—not the government. These are the homes of your dreams, and our government does not just build houses; it strives to enrich the lives of those who live in them. Efforts have been made to equip these homes with essential amenities, including toilets, electricity, Ujjwala gas connections, and tap water. I can see that a large number of mothers and sisters are present here today. Most of these pucca houses have been registered in the names of our women. Thousands of sisters have, for the first time, had a property legally registered in their name. My dear mothers and sisters, the happiness on your faces and your heartfelt blessings are my greatest asset.

    When such a vast number of houses are built—lakhs of them—it leads to another significant development. Consider this: who constructs these houses? Where do the materials used in their construction come from? These materials are not sourced from Delhi or Mumbai; rather, they come from local markets. The large-scale construction of houses provides employment to our masons, skilled workers such as Rani Mistris (queen/head masons), and labourers in villages. It also benefits local small shopkeepers who supply construction materials. Additionally, those who transport these goods in trucks and other vehicles gain employment opportunities. In this way, the construction of lakhs of homes has not only provided shelter but also generated widespread employment across Chhattisgarh.

    The BJP government is steadfastly fulfilling every promise made to the people of Chhattisgarh. The Chief Minister just mentioned that elections for local self-governance institutions were recently held—the three-tier elections—and the overwhelming support you have shown is truly commendable. As I stand before you today, I take this opportunity to express my heartfelt gratitude for your trust and blessings.

    A large number of beneficiaries of various government schemes have gathered here today. You have personally witnessed how swiftly our government is honouring its commitments. We have fulfilled our promise to the women of Chhattisgarh. Paddy farmers have received the bonuses due for two years, and paddy has been procured at an increased Minimum Support Price (MSP). As a result, lakhs of farming families have collectively received thousands of crores of rupees. Under the previous Congress government, recruitment examinations were plagued by widespread corruption. The BJP government has ordered a thorough investigation into these examination scams. Moreover, we are now ensuring that recruitment exams are conducted with complete transparency. These honest efforts have strengthened public confidence in the BJP. Following the Assembly and Lok Sabha elections, the BJP has now triumphed in the civic elections as well, with its flag flying high across Chhattisgarh. The people of this state are wholeheartedly supporting the BJP government’s vision and initiatives.

    Chhattisgarh has now completed 25 years as a state, marking its silver jubilee year. Coincidentally, this year also commemorates the centenary of Atal Ji. In honour of his legacy, the Chhattisgarh government is celebrating 2025 as Atal Nirman Varsh. Our commitment is clear—we have built it, and we will make it even better. Every infrastructure project inaugurated or initiated today is a testament to this resolution.

    Chhattisgarh was created as a separate state to ensure that the benefits of development reached its people. However, under Congress rule, development remained stagnant, and wherever work was undertaken, corruption followed. The Congress party has never truly cared for your well-being. But we have. We have prioritised your lives, your comfort, and your children’s future. Our government is taking development initiatives to every village in Chhattisgarh. I have noticed a young girl here holding up a painting for quite some time. I request the security personnel to take note of her name and address. Daughter, I will send you a letter. Someone please collect it and ensure it reaches me. Thank you, dear child. Thank you very much. Today, you can see the transformation taking place—good roads are now reaching even the most remote tribal areas. For the first time, trains are connecting new regions, and I have just flagged off a new service here. Electricity is reaching these places for the first time, piped water supply is becoming a reality, and mobile towers are being installed in areas that never had connectivity before. New schools, colleges, and hospitals are being built. Chhattisgarh’s landscape is changing, and with it, its destiny is being rewritten.

    Chhattisgarh has now joined the ranks of states where 100% of the railway network operates on electricity—a remarkable achievement. Currently, railway projects worth approximately Rs 40,000 crore are underway in Chhattisgarh. Additionally, this year’s budget has allocated Rs 7,000 crore specifically for the state’s railway infrastructure. These developments will significantly enhance rail connectivity across various regions of Chhattisgarh while also improving links with neighbouring states.

    Along with financial resources, good intentions are essential for development. If there is dishonesty in both thought and action—like we witnessed under Congress rule—then even the largest treasury will be drained. We have seen this happen during Congress’s tenure, where corruption and mismanagement prevented development from reaching tribal areas. Take coal as an example—Chhattisgarh is rich in coal reserves, yet the state struggled to get enough electricity to meet its needs. Under Congress rule, the power sector remained neglected, and little effort was made to develop power plants. In contrast, our government is now actively setting up new power plants to ensure a reliable energy supply.

    We are also making significant efforts to generate electricity from solar energy. Let me introduce you to a remarkable scheme initiated by Modi—a scheme that will eliminate your electricity bill and even allow you to earn money by generating electricity at home. This initiative is called the PM Surya Ghar Muft Bijli Yojana. Under this scheme, our government is providing financial assistance of Rs 70,000–80,000 per household for installing solar panels. Here in Chhattisgarh, more than two lakh families have already registered for this scheme. I encourage you all to join as well and reap its benefits.

    Another example of good governance and vision is the development of gas pipelines. Chhattisgarh, being a landlocked state, is far from the sea, making gas supply a significant challenge. The previous government failed to invest adequately in gas infrastructure, leaving the state dependent on costly transportation methods. We are now addressing this issue head-on. Our government is actively laying gas pipelines in Chhattisgarh, reducing the reliance on transporting petroleum products by trucks. This will lead to lower prices for fuel and energy-related products. Additionally, the introduction of gas pipelines will enable vehicles to run on CNG, providing a cleaner and more affordable alternative. Moreover, this initiative will bring piped cooking gas directly to homes. Just as water flows to the kitchen through pipes, gas will now be supplied in the same way. We are currently working towards connecting over two lakh homes with direct piped gas supply. Beyond household benefits, the availability of gas will pave the way for new industries in Chhattisgarh. This, in turn, will create thousands of new job opportunities.

    In past decades, Congress’s policies fuelled the spread of Naxalism across several states, including Chhattisgarh. Wherever there was scarcity and lack of development, Naxalism took root and flourished. But what did the party that ruled for 60 years do? Instead of addressing the challenges, it simply declared such districts as backward and turned away from its responsibilities. As a result, entire generations of our youth were lost. Many mothers had to endure the heart-wrenching loss of their sons, and countless sisters were left grieving for their brothers.

    The indifference shown by those past governments only aggravated the crisis. You have witnessed first-hand how some of the most underprivileged tribal families were left struggling in various districts of Chhattisgarh. The Congress government never cared for them. We did. We ensured that poor tribal families had proper sanitation by launching the Swachh Bharat Abhiyan. We prioritised their healthcare needs by introducing Ayushman Bharat Yojana, providing free treatment of up to Rs 5 lakh. We made essential medicines affordable through PM Jan Aushadhi Kendras, where medicines are available at an 80% discount.

    Those who claim to be the champions of social justice were the very ones who ignored the tribal community for decades. This is why I say: Modi stands for those whom no one else cares for. We are actively working towards the upliftment of the tribal society through special initiatives. One such programme is the Dharti Aaba Janjati Utkarsh Abhiyan, under which Rs 80,000 crore is being invested in tribal development. This initiative is benefiting nearly 7,000 tribal villages in Chhattisgarh alone. Additionally, we recognise that within the tribal community, there exist extremely backward groups that need special attention. For the first time ever, our government has introduced the PM Janman Yojana, specifically designed for these communities. Under this scheme, development work is underway in more than 2,000 settlements across 18 districts of Chhattisgarh. Nationwide, 5,000 kilometres of roads have been approved in tribal settlements—half of these, approximately 2,500 kilometres, will be constructed in Chhattisgarh itself under the PM Janman Yojana. Moreover, many families present here today have received pucca houses through this scheme. This is the transformation we are bringing—development that reaches every doorstep.

    Today, under the double-engine government, Chhattisgarh is witnessing rapid transformation. When a health centre in Sukma district receives a national quality certificate, it instils a sense of confidence. When a health centre in Dantewada resumes operations after years of inactivity, it brings renewed optimism. These efforts are paving the way for a new era of lasting peace in Naxal-affected areas. In December’s Mann Ki Baat broadcast, I spoke about the Bastar Olympics. You may have heard how thousands of young people enthusiastically took part in the event. Their participation is clear proof of the positive change unfolding in Chhattisgarh.

    I can see a bright future for the youth of Chhattisgarh. The state’s implementation of the New Education Policy is commendable. Across the country, more than 12,000 modern PM Shri Schools have been established, with approximately 350 located in Chhattisgarh. These institutions will serve as model schools, elevating the entire education system of the state. Additionally, Eklavya Model Schools are already making remarkable progress in Chhattisgarh. Many schools in Naxal-affected areas have also been reopened, providing children with new opportunities for learning. Today, the Vidya Samiksha Kendra has also been launched in Chhattisgarh, marking another significant milestone in the state’s education sector. This initiative will enhance the quality of education, enabling real-time assistance for both teachers and students in classrooms.

    Zalo campaign to rebut people smugglers’ lies in Vietnam

    The government is launching adverts for the first time on Zalo, as it expands its campaign warning people about the dangers of trusting people smuggling gangs.

    Zalo, the Vietnamese instant messaging and social platform, has over 77 million monthly users.

    The ads will run on Zalo and Vietnamese news aggregator Báo Mới in the coming weeks, the first time the UK government has ever advertised on these platforms, helping to secure our borders as part of the Plan for Change. 

    The campaign forms part of the government’s response to a deluge of false claims spread on social media platforms encouraging people to come to the UK illegally. Posts frequently use coded messages to evade content moderation, such as referring to small boat crossings as a ‘game’. People smugglers have also offered discounts to those who film their journey so the footage can be used as promotional material. 

    The campaign launch comes as the UK hosts the landmark Organised Immigration Crime Summit at Lancaster House on 31 March to 1 April.

    The summit will bring together delegates from over 40 countries and marks a step change in the international community’s approach to tackling OIC. It is a critical opportunity to strengthen global co-operation, disrupt criminal networks, and prevent further loss of life.

    Representatives from Meta, X and TikTok are attending the summit to discuss how to jointly tackle the online promotion of irregular migration, such as illegal people smuggling networks. The National Crime Agency announced in January that it had triggered the removal of more than 8,000 accounts linked to people smuggling last year, working closely with social media companies. 

    The government is currently running ads on Facebook, Instagram, and YouTube to counter this content in Vietnam, which has already reached over 53 million people since the campaign launched in December.

    Vietnamese nationals remain among the top nationality groups crossing the Channel illegally. They accounted for 17% of small boat arrivals in the first half of 2024, reducing to 6% in the second half. Further campaigns have recently been launched in Albania and Kurdistan Region of Iraq. 

    Minister for Border Security and Asylum, Dame Angela Eagle, said:  

    People smugglers are always looking for new ways to peddle their vile trade and we are exposing their lies at every opportunity.

    This government is securing our borders and delivering on our Plan for Change, dismantling the criminal gangs who abuse our borders and warning migrants about the risks and realities of coming to the UK illegally.

    Founder and CEO of the Vietnamese Family Partnership, Quynh Nguyen, said: 

    As representatives of the Vietnamese community in the UK, we support the expansion of the social media campaign on Zalo to prevent irregular migration. 

    Zalo is widely used in Vietnam and introducing adverts on the channel will help to reach many more vulnerable people to warn them of migrant smugglers’ lies. 

    Our community understands the importance of legal routes, and we are committed to sharing this message with families in Vietnam. We aim to inform and support our community by highlighting the dangers of illegal migration and the importance of seeking legal and safe pathways.

  • MIL-OSI China: Tokyo stocks plunge over US recession fears

    Tokyo stocks plunged on Monday, following a sharp drop in U.S. stocks amid growing concerns over a potential economic slowdown.

    The benchmark Nikkei stock index, the 225-issue Nikkei Stock Average, closed at 35,617.56, down 1,502.77 points, or 4.05 percent from the previous trading day.

    At one point, the index fell more than 1,570 points, reaching its lowest closing level in more than seven months since August 2024.

    Market sentiment has weakened after reports that U.S. President Donald Trump said that his administration’s upcoming tariffs would apply to all countries and regions.

    Analysts warned that until the full scope of Trump’s tariff policies becomes clear, Japanese stocks are likely to remain under pressure.

    The broader Tokyo Stock Price Index (TOPIX) also declined, losing 98.52 points, or 3.57 percent to close at 2,658.73.

    On the Prime Market, declining stocks outnumbered gainers by 1,575 to 52, while 10 stocks remained unchanged.

So Jesus tells them about a father who has two sons: one leaves home, but then, having been reduced to poverty, he returns and is welcomed with joy. The other, the ‘obedient’ son, is indignant at his father and does not want to enter the feast. This is how Jesus reveals the heart of God: He is always merciful towards all; he heals our wounds so that we can love each other as brothers.
    Dearest friends, let us live this Lent as a time of healing, all the more as it is the Jubilee. I too am experiencing it this way, in my soul and in my body. That is why I give heartfelt thanks to all those who, in the image of the Saviour, are instruments of healing for their neighbour with their word and their knowledge, with kindness and with prayer.   • MIL-Evening Report: Hosting the UN climate summit is far from ‘madness’ – here’s how Australia stands to benefit

    Opposition Leader Peter Dutton would withdraw Australia’s bid to co-host next year’s global climate summit if the Coalition wins the federal election.

    Australia has lobbied hard for the right to host the talks, known as COP31, in conjunction with Pacific nations. Australia has emerged as a leading contender, and has the backing of most countries in its United Nations grouping, including the United Kingdom, France, Germany, Canada and New Zealand.

    However, Dutton on Sunday described the idea of hosting the UN climate conference as “not something we are supporting — it is madness”. He also falsely claimed it would cost Australia “tens of billions” of dollars to host the event.

    Australia would reap big benefits by hosting the high-profile global talks. It would likely attract considerable investment in renewables and clean energy export industries, and strengthen Australia’s national security during a time of increasing geo-strategic competition in the Pacific. To pull out now would be a costly move.

    Decison deferred until June

    The decision on who will host COP31 in 2026 was expected at last year’s summit in Azerbaijan. But it was deferred until June this year – after Australia’s next federal election.

    Hosting rights are shared between five UN country groupings on a rotational basis. The final decision is made by consensus.

    Australia’s bid to host with Pacific nations has considerable support. But Turkey, the only other country in the running to host COP31, has so far resisted lobbying efforts to persuade it to drop out.

    An economic boost for Australia

    Hosting the UN climate talks is a massive economic opportunity for Australia.

    COP31 would be one of the biggest diplomatic summits Australia has ever hosted. Tens of thousands of people could be expected for a fortnight of negotiations, with satellite events held across the nation and the Pacific.

    Adelaide is in the box seat to play host. The South Australian government estimated hosting the UN talks could generate more than A$500 million for the state. But economic benefits would be much wider, and longer-lasting, than tourism receipts from those attending. The talks are a chance to attract investment for Australia’s energy transition and for clean energy industries of the future, including critical minerals and green iron.

    The UK government’s assessment of the value of hosting the UN climate summit in Glasgow in 2021 found the net economic benefit was double that spent – around A$1 billion. That includes benefits from trade deals and foreign investment. With abundant critical minerals, and excellent wind and solar resources, Australia has even more to gain.

    Hosting the world’s largest climate summit is a chance to attract the investment needed to replace ageing and unreliable coal-fired power stations. According to the Clean Energy Investor Group, which represents the capital behind large-scale renewables, more than 70% of the investment in clean energy comes from international sources.

    Dutton says he plans to replace coal with nuclear power (and to rely on gas until nuclear plants are built decades from now). The Coalition’s nuclear plan would require hundreds of billions of dollars of taxpayer support.

    Securing our place in the Pacific

    Working with Pacific nations to address climate change is key to Australian national security.

    Australia aims to be the security partner of choice for Pacific island countries. And Pacific island countries are crystal clear: climate change is their “single greatest threat”.

    In 2022, Solomon Islands signed a security deal with China, which raised the prospect of a potential Chinese naval base in Australia’s maritime approaches. Foreign Minister Penny Wong – who was in opposition at the time – described it as the worst foreign policy blunder in the Pacific since the end of WWII.

    The Albanese government has looked to cement Australia’s place in the Pacific by working with island nations to address climate change. In July 2022, Albanese joined Pacific leaders to declare a Pacific climate emergency and launched bid to co-host a UN climate summit with Pacific nations. In 2023, Australia signed a climate migration deal with Tuvalu that also prevents Tuvalu from pursuing a security deal with China.

    Pacific leaders have welcomed Australia’s plans to host the UN climate talks and have agreed to work together to advocate for the joint bid. Walking away now could do real damage to Australian strategy in the region.

    Embracing our clean energy future

    Hosting COP31 is a chance to set up Australia’s economy of tomorrow, signalling the shift from fossil fuel heavyweight to clean energy superpower.

    Australia is leading the clean energy transition. This is a story to tell the world. One in three households have rooftop solar. Already 40% of the main national power grid is powered by wind, solar and storage. We are on track for 80% renewables by 2030.

    South Australia is moving even faster, set for 100% clean electricity by 2027. Hosting COP31 in the state is also a chance to showcase clean energy export industries, especially plans to produce green iron and green steel at the Whyalla steelworks.

    Australia is the world’s largest exporter of raw iron ore, but is well positioned to export more-valuable, and lower-polluting, green iron to major economies in our region. The potential export value of green iron is estimated to be $295 billion a year, or three times the current value of iron ore exports.

    More broadly, our clean energy exports – including green metals, green fertilisers and green fuels – could be worth six to eight times more than our fossil fuel exports.

    Walking away from the chance to host the world and showcase our clean energy future would be costly indeed.

    China’s first batch of emergency humanitarian earthquake relief supplies to Myanmar departed from Beijing Capital International Airport on Monday morning.

    In response to a request from the Myanmar government, China has decided to provide Myanmar with 100 million yuan (13.9 million U.S. dollars) in emergency humanitarian aid to support earthquake relief efforts.

    According to the China International Development Cooperation Agency, the initial supplies include tents, blankets and first aid kits.

  • MIL-OSI Asia-Pac: Hygiene black spots reduced by 85%

    The Government today updated its list of hygiene black spots, removing more than 630, or 85%, of the spots listed previously.

    The overall number of black spots has been reduced to about 100.

    Deputy Chief Secretary Cheuk Wing-hing said the Government Programme on Tackling Hygiene Black Spots has achieved good results, with continuous cleanups and inspections improving Hong Kong’s cityscape.

    He thanked various departments for their concerted efforts and co-operation over the past two years.

    Based on reviews by those departments, hygiene conditions at 94% of the hygiene black spots previously listed were judged to have improved markedly and were considered for removal from the list.

    However, 64 such spots have not yet recorded continuous improvement over two years, and have therefore been kept on the black spot list for now.

    Mr Cheuk stressed that the Government’s work in tackling hygiene black spots is ongoing, adding that departments will keep up their efforts and closely monitor hygiene conditions at these locations. He said that prompt actions will be taken at any spots where circumstances change.

    Opposition Leader Peter Dutton would withdraw Australia’s bid to co-host next year’s global climate summit if the Coalition wins the federal election.

    Australia has lobbied hard for the right to host the talks, known as COP31, in conjunction with Pacific nations. Australia has emerged as a leading contender, and has the backing of most countries in its United Nations grouping, including the United Kingdom, France, Germany, Canada and New Zealand.

    However, Dutton on Sunday described the idea of hosting the UN climate conference as “not something we are supporting — it is madness”. He also falsely claimed it would cost Australia “tens of billions” of dollars to host the event.

    Australia would reap big benefits by hosting the high-profile global talks. It would likely attract considerable investment in renewables and clean energy export industries, and strengthen Australia’s national security during a time of increasing geo-strategic competition in the Pacific. To pull out now would be a costly move.

    Decison deferred until June

    The decision on who will host COP31 in 2026 was expected at last year’s summit in Azerbaijan. But it was deferred until June this year – after Australia’s next federal election.

    Hosting rights are shared between five UN country groupings on a rotational basis. The final decision is made by consensus.

    Australia’s bid to host with Pacific nations has considerable support. But Turkey, the only other country in the running to host COP31, has so far resisted lobbying efforts to persuade it to drop out.

    An economic boost for Australia

    Hosting the UN climate talks is a massive economic opportunity for Australia.

    COP31 would be one of the biggest diplomatic summits Australia has ever hosted. Tens of thousands of people could be expected for a fortnight of negotiations, with satellite events held across the nation and the Pacific.

    Adelaide is in the box seat to play host. The South Australian government estimated hosting the UN talks could generate more than A$500 million for the state. But economic benefits would be much wider, and longer-lasting, than tourism receipts from those attending. The talks are a chance to attract investment for Australia’s energy transition and for clean energy industries of the future, including critical minerals and green iron.

    The UK government’s assessment of the value of hosting the UN climate summit in Glasgow in 2021 found the net economic benefit was double that spent – around A$1 billion. That includes benefits from trade deals and foreign investment. With abundant critical minerals, and excellent wind and solar resources, Australia has even more to gain.

    Hosting the world’s largest climate summit is a chance to attract the investment needed to replace ageing and unreliable coal-fired power stations. According to the Clean Energy Investor Group, which represents the capital behind large-scale renewables, more than 70% of the investment in clean energy comes from international sources.

    Dutton says he plans to replace coal with nuclear power (and to rely on gas until nuclear plants are built decades from now). The Coalition’s nuclear plan would require hundreds of billions of dollars of taxpayer support.

    Securing our place in the Pacific

    Working with Pacific nations to address climate change is key to Australian national security.

    Australia aims to be the security partner of choice for Pacific island countries. And Pacific island countries are crystal clear: climate change is their “single greatest threat”.

    In 2022, Solomon Islands signed a security deal with China, which raised the prospect of a potential Chinese naval base in Australia’s maritime approaches. Foreign Minister Penny Wong – who was in opposition at the time – described it as the worst foreign policy blunder in the Pacific since the end of WWII.

    The Albanese government has looked to cement Australia’s place in the Pacific by working with island nations to address climate change. In July 2022, Albanese joined Pacific leaders to declare a Pacific climate emergency and launched bid to co-host a UN climate summit with Pacific nations. In 2023, Australia signed a climate migration deal with Tuvalu that also prevents Tuvalu from pursuing a security deal with China.

    Pacific leaders have welcomed Australia’s plans to host the UN climate talks and have agreed to work together to advocate for the joint bid. Walking away now could do real damage to Australian strategy in the region.

    Embracing our clean energy future

    Hosting COP31 is a chance to set up Australia’s economy of tomorrow, signalling the shift from fossil fuel heavyweight to clean energy superpower.

    Australia is leading the clean energy transition. This is a story to tell the world. One in three households have rooftop solar. Already 40% of the main national power grid is powered by wind, solar and storage. We are on track for 80% renewables by 2030.

    South Australia is moving even faster, set for 100% clean electricity by 2027. Hosting COP31 in the state is also a chance to showcase clean energy export industries, especially plans to produce green iron and green steel at the Whyalla steelworks.

    Australia is the world’s largest exporter of raw iron ore, but is well positioned to export more-valuable, and lower-polluting, green iron to major economies in our region. The potential export value of green iron is estimated to be $295 billion a year, or three times the current value of iron ore exports.

    More broadly, our clean energy exports – including green metals, green fertilisers and green fuels – could be worth six to eight times more than our fossil fuel exports.

    Walking away from the chance to host the world and showcase our clean energy future would be costly indeed.

    In support of National Security Education Day, the Fire Services Department will hold an open day at the Fire & Ambulance Services Academy in Tseung Kwan O on April 13. Citizens can apply for admission tickets from today until Wednesday.

    Activities will include an introduction to the department’s efforts in safeguarding national security, a fire appliances parade, firefighting and rescue demonstrations, and displays of training facilities, equipment and special vehicles.

    The event will also feature an exhibition on fire safety education, game booths, a recruitment area, and a demonstration involving Fire Services working dogs.

    The Fire & Ambulance Services Education Centre & Museum will also be open to the public on the day.

    The open day will be held from 9am to 5pm. People can apply for a maximum of four admission tickets by using the latest version of the Fire Services Department mobile application, which can be downloaded from the Apple App Store, Google Play or Huawei AppGallery for free.

    Tickets will be allocated by computer ballot and successful applicants will receive a notification through the mobile app this Thursday. Children aged three or below do not require a ticket.

    Landmark Event featuring the world’s first-ever Kathak Literary Festival

    Kathak Kendra, New Delhi the Constituent Unit of Sangeet Natak Akademi, an autonomous body under the Ministry of Culture, Govt. of India recently concluded their 6-day mega festival, the 37th Kathak Mahotsav 2025.

    This mega Mahotsav was a landmark event, featuring the world’s first-ever Kathak Literary Festival and a walk through exhibition along side Kathak seminar and Kathak dance concerts running successfully across all six days. The event was graced by established personalities like Dr. Vinay Sahashrabuddhe, former Member of Parliament and former President, ICCR; Maharaj Pusparaj Singh of Rewa, Dr. Amarendra Khatua (IFS) former Director General (ICCR); Dr. Sarita Pathak, renowned vocalist & author , etc. The festival involved renowned artistes and scholars like Pt. Ramlal Bareth (Bilaspur), Dr. Puru Dadheech & Dr. Vibha Dadheech (Indore), Dr. Purnima Pande (Lucknow), Prof. Bharat Gupt (Gurgaon), Smt. Saswati Sen & Smt. Renowned scholars and exponents from various parts of the country shared insights on topics like the involvement of royal patronage, evolution & variation of *bol* and the significance of manuscripts — spotlighting Kathak’s rich literary heritage. A dedicated effort was made to document these valuable discussions, resulting in a curated collection of newly published books, showcased in the festival’s inaugural book fair, which drew immense audience interest. 

    The evening performances followed a dynamic three-tier structure: solo, duet, and group recitals. All the Gharanas of the Kathak dance art, fascinated audiences with its rare nuances and traditional style. The event was a resounding success, drawing a full house and leaving visitors enriched with newfound knowledge and admiration for Kathak’s literary and artistic legacy.

    With this grandeur and expansive thinking which was witnessed at the 37th Kathak Mahotsav 2025 the Kathak Kendra, New Delhi showcases an epitome of alluring executions and a promise to upscale the dimensions of the Kathak dance with an innovative approach.

  • MIL-OSI Asia-Pac: Public transport service arrangements for departures of Hong Kong Sevens (roundup)

         The Transport Department (TD) today (March 30) said that, following the dispersal of the Hong Kong Sevens spectators from the Kai Tak Sports Park, the overall traffic conditions have mostly been smooth.

         The MTR Tuen Ma Line service has been further enhanced during dispersal, which basically met the passenger demand. In response to the passenger queue for taxi service at the Sung Wong Toi Road Taxi Pick-up/Drop-off Area during the peak period, the TD has made all-out efforts to mobilise the taxi trade for picking up passengers and the passenger queue has largely dissipated. In addition, the 10 special bus routes provided services for the outflux of spectators departing for major districts across the territory in an orderly manner.
