    However, due to big waves, the red flag has been hoisted at the Silverstrand Beach. Beachgoers are advised not to swim at the beach.

  • MIL-OSI Asia-Pac: CFS urges public not to consume a kind of imported double cream detected with total bacterial count exceeding legal limit

    ​The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department (FEHD) announced today (March 29) that a sample of prepackaged pasteurised double cream imported from the United Kingdom (UK) was detected with total bacterial count exceeding the legal limit. The CFS urged the public not to consume the affected batch of the product. The trade should stop using or selling the batch of the product concerned immediately if they possess it.

    Importer: Alf Retail Hong Kong Limited
    Packing: 300ml per pack
    Use-by date: March 29, 2025

    A spokesman for the CFS said, “The CFS collected the above-mentioned sample at the import level for testing under its routine Food Surveillance Programme. The test result showed that the total bacterial count for the sample was 394 800 per millilitre. According to the Milk Regulation (Cap. 132AQ), milk after heat treatment by means of pasteurisation should not contain more than 30 000 bacteria per millilitre.”

    The CFS has informed the importer concerned of the irregularity, and has temporarily suspended the permission to import for sale of the product concerned granted earlier to the importer. The importer concerned has stopped selling and removed from shelves the affected batch of the product upon the CFS’s instructions and has initiated a recall. Enquiries about the recall can be made to the importer’s hotline at 3656 2253 during office hours. 

    The spokesman said that the total bacterial counts exceeding the legal limit indicated that the hygienic conditions were unsatisfactory, but did not mean it would lead to food poisoning.

    The CFS will inform the British authorities of the incident, and will continue to follow up on the case and take appropriate action.

  • MIL-OSI Asia-Pac: Commissioner of Police encourages graduates to fulfill duties with “Law, Reason and Empathy” (with photos)

    The Commissioner of Police, Mr Siu Chak-yee, inspected the passing-out parade for 29 probationary inspectors and 158 recruit police constables at the Hong Kong Police College today (March 29) and witnessed the graduates becoming members of the Force, ready to shoulder the noble mission of safeguarding national security and protecting the lives and property of citizens.

    Speaking at the ceremony, Mr Siu encouraged the graduates to embrace their responsibilities as law enforcers who adhere to the principles of “Law, Reason, and Empathy”. He explained that “Law” represents the legal framework, emphasising the importance of impartiality and fairness in law enforcement while also requiring officers to set an example of lawfulness themselves. “Reason” highlights the significance of understanding through communication to reduce unnecessary misunderstandings and conflicts, thereby enhancing professionalism in handling incidents. “Empathy” encourages officers to put themselves in the shoes of others, considering the underlying reasons behind citizens’ requests for assistance.

    He shared several stories about how citizens praised Force members for their professionalism and efficiency in assisting them in distress, exemplifying understanding and care for individuals in need. He encouraged the graduates to demonstrate professionalism in their duties, and to strive for continuous improvement by leveraging the public trust they have earned while prioritising the well-being of citizens. He stressed that professional police officers should not only focus on “completing the tasks”, but more importantly, aim “to excel in their duties”.

    Reflecting on his 36-year career in the Force, Mr Siu said that his aspiration was to uphold justice and maintain law and order. He stated that it was not just a job for him, but a passion that brought him immense satisfaction. He felt fortunate to be part of the Force and considered working alongside with colleagues – sharing both hardship and joy – is a source of great fulfillment and a life without regrets.

    He firmly believed that with the dedication and professionalism of his police colleagues, along with the support of stakeholders and the general public, Hong Kong’s law and order will continue to improve, allowing citizens to live and work in a better community.

    In conclusion, he inspired the graduates with the words, “Work is exciting because of the challenges, life is fulfilling because of the efforts”, urging them to uphold their aspirations of joining the Force and to continue the over 180-year tradition of excellence of the Police Force. He also encouraged them to embody the core values of “Honour, Duty and Loyalty”, that is to be loyal to the mission of the Force; sincere in protecting citizens; brave and courageous in protecting citizens in any conditions, thereby ensuring Hong Kong remains one of the safest and most stable cities in the world.

    Film festival returns to Dubai showcasing Hong Kong’s cinematic brilliance  
    Presented by the Asian Film Awards Academy, the week-long film festival kicked off the “Hong Kong Film Gala Presentation” with eight Hong Kong films of different genres from March 22 to 28 (Dubai time), at Cinema Akil at Alserkal Avenue in Dubai to showcase Hong Kong’s vibrant and diverse film culture to local audiences.
     
    In the light of the Ramadan period, the Dubai ETO kicked off the film festival with a unique Iftar-style opening reception, where local audiences and members of the Hong Kong community gathered to share Middle East and Asian delicacies and celebrate the spirits of friendship and harmony during Ramadan, strengthening people-to-people bonds and cultural exchange between the two places. The Iftar dinner was followed by the screening of the opening film “An Abandoned Team”, as film enthusiasts interacted with director Thomas Lee to explore themes of loneliness, redemption, and the unexpected bond between a man and a stray dog portrayed in the drama.
     
    The festival also showcased other genres including gripping thrillers and thought-provoking narratives, with the screening of “Blossoms Under Somewhere”, “Montages of a Modern Motherhood”, “Last Song for You”, “Cesium Fallout”, “Papa”, “The Last Dance” and the classic film “The Bride with White Hair”, which offered viewers a nostalgic glimpse into the iconic martial arts fantasy world.
     
    Director Oliver Siu Kuen Chan from “Montages of a Modern Motherhood”, and actress Sheena Chan from “Blossoms Under Somewhere” also travelled to Dubai to attend the opening reception of the film festival as well as post-screening sharing sessions to interact with local film enthusiasts. Veteran film critic Patrick Suen also shared valuable insights into the featured films.
     
    Speaking at the opening reception to over 100 guests, the Deputy Director of the Dubai ETO, Mr Leo Poon, highlighted the unique charm of Hong Kong cinema, as well as the measures of the Hong Kong Special Administrative Region Government in supporting the cultural and creative industries.
     
           “The Government is committed to promoting the development of cultural and creative sectors. A total of over $1.3 billion has been approved by the Film Development Fund to support more than 120 film projects which have won more than 180 awards, a testament to our film industry’s excellence. This January, the Government also launched the Film Production Financing Scheme 2.0, with the goal of continuing to provide subsidies and incentives to film productions with budgets of up to $25 million, thereby boosting the sector’s long-term growth. With these efforts, we look forward to bringing more of the best from Hong Kong’s creative industry to this region,” said Mr Poon.
     
    The Dubai ETO will continue to collaborate with partners in the region to promote Hong Kong’s creative and cultural industries through its regular offerings as well as novel events.

    WASHINGTON, D.C. – Congresswoman Eleanor Holmes Norton (D-DC) introduced her resolution to designate March 27, 2025 as “Tuskegee Airmen Commemoration Day.”

    “As an elite corps of African American pilots and crew, as well as others, who fought in World War II, the Tuskegee Airmen deserve this recognition,” Norton said. “It will be deeply meaningful to the veterans, their family members, and the succeeding generations of Black service members who surely deserve our thanks.”

    The Tuskegee Airmen were pilots, ground crews and support personnel serving in segregated units of the U.S. Army Air Forces during World War II. Their service and valor paved the way for the desegregation of the U.S. military.

    Norton’s resolution follows.

    RESOLUTION

    Expressing support for the designation of March 27, 2025, as “Tuskegee Airmen Commemoration Day”, and calling on each State, the District of Columbia, and each territory to recognize the Tuskegee Airmen for their heroism, valor, and exemplary service to the Nation.

    Whereas the Tuskegee Airmen were Black pilots, aircrew, ground crew, and support personnel who served in the Army Air Corps from 1941 to 1949;

    Whereas 992 Tuskegee Airmen graduated flight training at the Tuskegee Army Air Field in Tuskegee, Alabama, and 450 pilots deployed into combat overseas;

    Whereas the Tuskegee Airmen faced enormous adversity, from overcrowded classrooms to bigoted officers and segregated facilities;

    Whereas, during World War II, the Tuskegee Airmen flew over 15,000 combat sorties and saw extensive action in the European and North African theaters;

    Whereas 84 Tuskegee Airmen were killed in action, 12 died during training and noncombat missions, and 32 were taken prisoners of war after their planes were shot down;

    Whereas the Tuskegee Airmen earned 744 Air Medals, 14 Bronze Stars, and 8 Purple Hearts;

    Whereas, in 1945, Tuskegee Airmen in the 477th Bombardment Group staged a nonviolent demonstration to desegregate the officers’ club at Freeman Field, Indiana, and their nonviolent direct action would inspire later civil rights protesters;

    Whereas the Tuskegee Airmen’s battle against fascism abroad and racism at home has been called a “Double Victory” and led President Truman to issue Executive Order 9981, integrating the Armed Forces;

    Whereas four Tuskegee Airmen, Benjamin O. Davis, Jr., Daniel “Chappie” James, Lucius Theus, and Charles McGee, later became generals in the Air Force;

    Whereas, in 2006, a bill to award the Congressional Gold Medal to the Tuskegee Airmen “in recognition of their unique military record, which inspired revolutionary reform in the Armed Forces” was signed into law (Public Law 109–213);

    Whereas, in 2008, the Tuskegee Airmen National Historic Site opened at Moton Field in Tuskegee, Alabama, to commemorate and interpret the heroic actions of the Tuskegee Airmen; and

    Whereas very few Tuskegee Airmen are still alive today to share their story of courage and bravery with younger Americans: Now, therefore, be it

    Resolved, That the House of Representatives supports the designation of “Tuskegee Airmen Commemoration Day”.

  • MIL-OSI China: Hong Kong’s mega-event March sees over 3.4M visitors

    Hong Kong recorded more than 3.4 million visitors in March as of Friday, up about 12 percent year-on-year, including around 960,000 non-Chinese mainland tourists, boosted by a slew of mega events held in Hong Kong this month, Paul Chan, financial secretary of the Hong Kong Special Administrative Region (HKSAR) government, has said.

    In a blog post on Sunday, Chan highlighted the Hong Kong Sevens, a major rugby event concluding on Sunday, which has elevated the festive atmosphere to new heights. The Kai Tak Sports Park, freshly opened in March, offers a larger venue with world-class facilities for the matches, with expected attendance reaching a record 140,000. All 60-plus corporate boxes at the venue were sold out well in advance, he said.

    Chan shared his personal experience at the Art Basel Hong Kong exhibition held at the Hong Kong Convention and Exhibition Center. He said that the five-day event is projected to attract more attendees than last year’s turnout of 75,000. Earlier this month, the international trendy cultural event ComplexCon also saw success, drawing 35,000 visitors, a 16 percent increase from the previous year, with total sales exceeding 87 million Hong Kong dollars (11.18 million U.S. dollars) over three days, he added.

    In recent weeks, several major conferences have taken place, including the Wealth for Good in Hong Kong Summit 2025, hosted by the HKSAR government, along with various meetings organized by financial, academic, media, and international institutions.

    Chan noted that international guests frequently observed that Hong Kong has regained its vibrancy and energy. The financial market has shown notable improvement this year, with rising stock markets and significant increases in trading volume. New stock financing activities have also become more active.

    Coupled with breakthroughs in cutting-edge technologies like artificial intelligence and developments in the cultural and creative industries, international investors are reassessing the financial markets in Hong Kong and the Chinese mainland, increasing their investment allocations in the region. They also hope to explore more investment opportunities in the Chinese mainland and surrounding areas through Hong Kong as a platform, Chan said.

    Looking ahead, Chan stated that the HKSAR government would continue to promote the mega-event economy and would work alongside the industry to encourage and support businesses in developing more unique products and services, continually enhancing customer experiences to create a bustling and prosperous environment.

  • MIL-OSI China: Myanmar people deeply feel fraternal friendship with China

    Ambassador of Myanmar to China Tin Maung Swe has said that after Myanmar was hit by a strong earthquake, China immediately extended a helping hand to Myanmar when it was facing the most difficult time, which made the Myanmar people deeply feel “Paukphaw” (fraternal) friendship between the two countries.

    Tin Maung Swe noted that Chinese President Xi Jinping extended condolences to Myanmar’s leader Min Aung Hlaing over the massive earthquake that hit the country, and Chinese rescue teams were the first to arrive in Myanmar to assist in disaster relief efforts.

    He expressed gratitude for this support and emphasized that it would be remembered. Myanmar will make every effort to protect the safety of Chinese citizens, enterprises and institutions in Myanmar, the ambassador added.

    Tin Maung Swe made the remarks when meeting with Chinese Vice Foreign Minister Sun Weidong on Saturday. During the meeting, Sun delivered the message of condolence from Xi to Min Aung Hlaing over the earthquake.

    Sun said the Chinese people sympathize with the heavy casualties and property losses caused by the powerful quake in Myanmar. Within 24 hours of the earthquake, the Chinese government had sent three rescue teams to Myanmar, and announced the provision of emergency humanitarian assistance.

    At this challenging moment, China stands firmly with the people of Myanmar and interprets the profound meaning of the China-Myanmar community of shared future with concrete actions, he added.

  • MIL-OSI China: Hong Kong mobilizes aid for victims of Myanmar’s deadly earthquake

    The Hong Kong Special Administrative Region (HKSAR) government has announced that it has earmarked 30 million Hong Kong dollars (3.86 million U.S. dollars) from the Disaster Relief Fund for emergency relief projects following the 7.9 magnitude earthquake that struck Myanmar on Friday.
    Meanwhile, various sectors in Hong Kong have been making donations to support earthquake relief, including the Hong Kong Red Cross, which has allocated 200,000 Hong Kong dollars (25,712 U.S. dollars) to assist Myanmar and is currently providing emergency tracing services to help individuals in Hong Kong to locate family members who have lost contact due to the earthquake.
    Additionally, the HKSAR government has dispatched a 51-strong search and rescue team to Myanmar, equipped with approximately 9 tons of supplies to aid in the search and rescue operations in the earthquake-affected areas.

  • MIL-OSI China: China’s homegrown jetliner C909 enters Lao market

    China’s domestically developed regional jetliner, the C909, marked another milestone in its international expansion as Lao Airlines took delivery of the aircraft on Sunday, becoming its second overseas operator.

    This C909 aircraft, featuring a 90-seat all-economy class configuration, was delivered under a leasing arrangement. It is expected to undergo a series of preparations in Laos before entering commercial operations.

    According to the aircraft maker Commercial Aircraft Corporation of China, Ltd. (COMAC), the C909, bearing interior and exterior signage in Lao and a custom-designed livery, boasts excellent high-temperature performance and the ability to take off and land on short and narrow runways. These features ensure that it is able to adapt to Southeast Asia’s operational environment.

    COMAC has established a dedicated team to assist Lao Airlines with various preparations, including manual development, personnel training, spare parts support and maintenance capability.

    Formerly known as ARJ21, the C909 aircraft is a domestically developed regional jetliner with a range of 2,225 to 3,700 km, making it suitable for most domestic routes in Laos as well as regional international flights.

    So far, 162 units of C909 have been delivered, serving 645 routes across 158 cities and safely transporting over 20 million passengers, said COMAC.

    In 2022, this model was delivered to its first overseas client TransNusa, an Indonesian airline, making it China’s first indigenously developed passenger jetliner to enter foreign markets.

  • MIL-OSI China: Chinese rescue teams racing against time to save lives in Myanmar

    Since a 7.9-magnitude earthquake hit Myanmar on Friday, several Chinese rescue teams have arrived in the Southeast Asian country and are racing against time to save lives together with local rescue teams.

    A 37-member rescue and medical team from China’s Yunnan Province arrived at Myanmar’s Yangon International Airport at around 7 a.m. local time on Saturday, carrying emergency supplies such as full-function life detectors, earthquake early warning systems, portable satellite phones and drones. The team immediately joined a Myanmar fire and rescue team and headed to the badly hit capital Nay Pyi Taw.

    On Saturday evening, the rescue team arrived in the capital and started rescue work at once.

    At 5 a.m. on Sunday, after an emergency rescue operation overnight, they rescued an elderly man trapped for nearly 40 hours under the rubble of Ottara Thiri Private Hospital.

    On Sunday morning, Myanmar’s State Administration Council Chairman Senior General Min Aung Hlaing visited the hospital and extended his appreciation to members of the Chinese rescue team for their timely assistance.

    In Mandalay, another severely affected city, the first batch of members of China’s Blue Sky Rescue arrived early Sunday and immediately started rescue work with local volunteers. A quake survivor in Mandalay was recovered at around 9:30 a.m. by members of the Blue Sky Rescue team from China’s Hunan Province.

    At 6:30 a.m., more than 100 young volunteers of overseas Chinese in Myanmar started to carry out preliminary technical, information and logistical support work such as collecting information under the guidance of the rescue team.

    Officials from the Myanmar rescue department briefed the rescue team on Myanmar’s arrangements for international rescue efforts.

    A local Chinese resident, surnamed Yang, told Xinhua early Sunday morning that many overseas Chinese living in Yangon drove more than 10 hours overnight to deliver supplies, such as antiseptics, gloves and N95 masks, to rescue teams in Mandalay. Many restaurants offered free meals to rescue workers.

    Relief supplies were rushed to the earthquake-stricken areas. On Saturday, China’s Yunnan Province launched an emergency response mechanism to prepare tents, blankets, foldable beds and other relief supplies, with the first batch of supplies arriving in Myanmar on Saturday by air.

    On Saturday evening, more emergency relief supplies were seen going through the border check at Ruili Port on the China-Myanmar border.

    To ensure quick clearance of relief supplies, rescue workers and medical personnel, the China-Myanmar border has launched a post-earthquake emergency clearance coordination mechanism, operating 24 hours a day with a green channel for related personnel and supplies, officials from Kunming Customs said.

    About 1,700 people died, 3,400 were injured, and 300 remained missing in the massive earthquake in Myanmar, according to the country’s State Administration Council on Sunday.

    In a world haunted by growing protectionism, China has continuously expanded opening up, injecting stability into the global economy, and has become an oasis of certainty and a hot spot for investment and entrepreneurship.

    This is the belief shared by more than 40 representatives of the international business community who met in Beijing on Friday with Chinese President Xi Jinping.

    From the China Development Forum 2025 in Beijing to the Boao Forum for Asia Annual Conference 2025 in south China’s Hainan Province, foreign executives have reaffirmed their commitment to China as a key market for investment and collaboration. They noted China’s complete industrial system, rich application scenarios, vast market scale and large talent pool, which combine to offer extensive collaboration opportunities for international industrial and technological innovation.

    “We invest in infrastructure that supports domestic consumption. A prosperous Chinese consumer is good for our business,” said Hamid R. Moghadam, chairman and CEO of Prologis.

    “We are more than 30 years now in China, and we have several production hubs. For us, it’s a very large market. China also is a very attractive market with a lot of opportunities today, in the past, but also in the future — and that’s why we’re here,” said Christian Hartel, president & CEO of Wacker Chemie AG.

    All eyes on new quality productive forces

    Foreign investment plays a significant role in fostering new quality productive forces, and China supports the participation of foreign enterprises in its new industrialization, with a focus on high-tech fields, according to an action plan to stabilize foreign investment in 2025, which was approved by a State Council executive meeting in February.

    The nation’s emphasis on innovation as a driver for high-quality growth resonated strongly with the foreign business representatives.

    They said that from “Made in China” to “new quality productive forces,” China has empowered industrial transformation and upgrading through innovation, and is set to realize higher-quality and more sustainable development. These foreign business representatives have reached the consensus that the outlook of the Chinese economy is strong.

    “Today there are multiple signs of investment on optimism,” said Jean-Pascal Tricoire, chairman of Schneider Electric, adding that China’s promotion of green development aligns with Schneider’s goal of pursuing sustainability, instilling confidence in enterprises to advance investment, research and development in China.

    “We remain committed to the country, not only as a market, but as a strategic hub for innovation, investment and collaboration,” said Geoff Martha, chairman and CEO of Medtronic. He emphasized the company’s commitment to innovation collaboration in China and expressed the hope of jointly promoting the innovative development of global healthcare via continued investments in China.

    Beijing Benz, the joint venture between Beijing Automotive Group Co., Ltd. and Mercedes-Benz, in March 2024 marked the milestone of producing its 5 millionth vehicle. Later, in September 2024, Mercedes-Benz and its Chinese partners announced an additional 14 billion yuan (about 1.92 billion U.S. dollars) investment to expand their product offerings in the region.

    Ola Kallenius, chairman of the board of management of Mercedes-Benz Group AG, also praised China’s innovation-driven market. “China’s competitive advantage lies in its passion for innovation,” he said. “That is why Mercedes-Benz continues to deepen its presence in China.”

    Open collaboration for shared future

    Against the backdrop of rising unilateralism and protectionism in the world economy, China has vowed to expand high-standard opening up, while keeping foreign trade and foreign investment stable.

    China is an oasis of certainty, according to Aramco President and CEO Amin H. Nasser. “What we see today in the global environment is uncertainty. We are seeing unpredictability, and we need China’s stability, certainty and predictability that we are seeing,” Nasser explained.

    “I think for us exactly in these times of uncertainties, having the commitment from President Xi and from the Chinese government in general to show consistency in their approach, to continue with their focus on multilateralism, on providing a level playing field, and on opening up… these are very powerful messages of stability in a world that really needs stability at this time,” said Vincent Clerc, CEO of A.P. Moller-Maersk.

    “We have been in China for a little bit more than 60 years, and we are now planning for our next 60 years, for Inter IKEA here in China. We are very confident in China, and in how China and IKEA can grow together,” said Jon Abrahamsson Ring, CEO of Inter IKEA Group.

  • MIL-OSI China: 14 Chinese nationals injured in Myanmar earthquake

    Fourteen Chinese nationals were injured in Friday’s earthquake in Myanmar, the Chinese embassy in Myanmar confirmed on Sunday.

    The embassy said it would send staff to Yangon People’s Hospital to visit Chinese nationals who had been transferred from severely-hit Mandalay for treatment.

    Around 1,700 people have been killed so far in the 7.7-magnitude earthquake, according to Myanmar’s authorities.

  • MIL-OSI China: China International Search and Rescue Team arrives in Nay Pyi Taw, Myanmar

    A total of 118 members of the China International Search and Rescue Team (CISAR) arrived in Nay Pyi Taw, Myanmar, on Sunday night.

    The team consists of earthquake experts, structural engineers, search and rescue workers, medical personnel, and canine units. They are equipped with life detectors, demolition equipment, and field hospital systems.

    Established in 2001, the CISAR is a United Nations-certified heavy-duty rescue team that has participated in over 20 international missions.

    According to Myanmar’s State Administration Council on Sunday, about 1,700 people died, 3,400 were injured, and 300 remained missing in a massive 7.9-magnitude earthquake that hit the country on Friday.

    China Search and Rescue Team successfully recovered a female survivor at the Great Wall Hotel quake site in Mandalay city, Myanmar, early on Monday.

    The Chinese rescue team rescued the survivor after more than five hours of intense work. The survivor had been trapped for nearly 60 hours and had good vital signs when rescued.

    This was the first survivor rescued by China Search and Rescue Team after they arrived in the hard-hit Mandalay city late on Sunday.

    Another Chinese rescue team from Yunnan on Sunday morning rescued a survivor in Nay Pyi Taw, Myanmar’s capital city, which was also severely-affected in Friday’s earthquake.

  • MIL-OSI Australia: Learn how to grow veggies at home in Canberra

    The gardening workshops in Whitlam are open to all Canberra residents.

    The Suburban Land Agency, in partnership with Fiona Buining of Ainslie Urban Farm, is delivering a series of gardening workshops called Growing Food Through the Seasons.

    The workshops cover range of gardening basics and focuses on getting the best from Canberra’s unique growing climate. They will teach participants when and what to plant for a bountiful supply of backyard produce year-round.

    You might think that you could pop out to a nursery, buy whatever vegetable is in season, plant them and enjoy your homegrown veggies soon.

    As it turns out, you’d be mistaken.

    “A big misconception is around when you plant things,” Fiona said.

    “And then the other misconception is how long things take to grow. Most things take a long time. If you’re planting a savoy cabbage in Canberra, you need to plant it in December to harvest it in winter.”

    These common misunderstandings about growing your own vegetables is one of the reasons that Fiona and the Suburban Land Agency are delivering these workshops at the Innovation Precinct at the Suburban Land Agency’s Display Village in Whitlam.

    In the meantime, here are some of Fiona’s top tips for beginner gardeners:

    Start with greens

    “The reason leafy greens are good is that they grow more or less year round,” Fiona said.

    Some of the leafy green vegetables that Fiona suggests for first time growers include:

    • lettuce
    • rocket
    • mizuna
    • mustard greens
    • kale (baby and regular)
    • English spinach
    • rainbow chard.

    If you’re looking for something nutritious that also looks nice in your garden, tat soi is a good option.

    “It’s a pretty Asian green that you can get in purple and green,” Fiona said.

    “It grows into this beautiful rosette that almost looks too good to pick.”

    Use your balcony

    Canberrans living in apartments and townhouses can also grow their own food. Instead of a backyard, Fiona suggests using the space on your balcony.

    “Grow bags are great for apartments and people with balconies. They’re absorbent, so when you water, the bag itself absorbs some of the water. You get a lot less of that dripping and running over that you would get with pots,” Fiona said.

    A budget-friendly alternative is a polystyrene box. Fiona says they’re an ideal depth for growing greens and tend to keep plants cooler than black plastic pots.

    “My tip for people with no balcony or outdoor growing space is to have a go at growing sprouts on your benchtop,” Fiona said.

    “Sprouts are great because they’re fresh, they’re full of minerals and vitamins and enzymes, and you can grow them in the dark.”

    Start today

    “People love starting a veggie garden in spring and summer,” Fiona said.

    “There’s something about the energy of spring and summer but actually, any time is ideal.”

    According to Fiona, there are things that you can plant in every month of the year in Canberra. Leafy greens, in particular, can be planted in any month.

    “Any time is good. When you’re inspired is the right time to do it. Don’t put it off,” Fiona said.

    Consider a verge garden

    If you have a verge (also known as a nature strip) out the front of your home, you could use it to plant vegetables. There are specific rules around what you can and can’t do with nature strips, so be sure to check out the City Services guide.

    “You can start a verge garden that can be a one-to-two-hour project,” Fiona said.

    “You don’t even have to dig. You can mow or cut the grass by hand, lay down newspaper, make sure it’s overlapping, put some compost or potting mix on top, plant the seedlings into the mounds, cover it with mulch, bingo.”

    The next Growing Food Through the Seasons Workshop is on Saturday 2 March. Workshops will be held on the first Saturday of every month (except for July) in 2024.

    The Government should work with other countries to press the Myanmar military regime to stop its bombing campaign especially while the country recovers from the devastating earthquake.

    “Labour welcomes the Government’s contribution of $2 million to earthquake relief efforts but it is imperative there is international pressure on the junta to stop its military action,” Labour associate foreign affairs spokesperson Phil Twyford said.

    “The junta needs to lift its curfew to allow aid workers to search for the missing, and end its ban on overseas journalists entering the country.

    “This is a regime that is at war with its own people. Since the earthquake they have continued to carry out airstrikes on townships. 

    “While the country is reeling from the earthquake, the regime’s curfew, communications and media shutdowns will get in the way of an effective humanitarian response to the disaster.

    “The Myanmar military has a long track record of weaponizing humanitarian aid. Countries like New Zealand need to contribute to the relief effort but must also raise their voices to demand an end to the regime’s war on its people, and strict humanitarian neutrality so that the people who need aid the most get it,” Phil Twyford said.

    UK hosts first major international summit to tackle illegal migration

    The UK has mobilised over 40 countries and organisations to launch an unprecedented global fight against ruthless people smuggling gangs.

    The UK is spearheading the toughest ever international crackdown on organised immigration crime as the Prime Minister and Home Secretary host a landmark summit today (31 March). 

    The Organised Immigration Crime (OIC) Summit brings together over 40 countries, including the United States, Vietnam, Iraq, and France, to unite behind a new approach to dismantle people smuggling gangs and deliver on working people’s priorities for secure borders.

    This is the first time the full range of factors driving illegal migration, from the supply chain in small boats to anti-trafficking measures, illicit finance and social media advertising, have been explored at a global summit of this scale.

    The summit will also see representatives from Meta, X and TikTok discuss how to jointly tackle the online promotion of irregular migration. 

    Through the summit, the government will use all available levers at its disposal to push forward progress in bringing gangs to justice, tackle the global threat of organised immigration crime and protect vulnerable people from exploitation.

    To back this drive, the Home Secretary has today announced £30 million of funding going directly to high impact operations from the Border Security Command to tackle supply chains, illicit finances and trafficking routes across Europe, the Western Balkans, Asia, and Africa. 

    An additional £3 million will enable the Crown Prosecution Service (CPS) to increase its capacity to prosecute organised international smugglers and expand its international footprint to support the Border Security Command to pursue, disrupt and arrest those responsible for dangerous people smuggling operations. 

    This reflects the Prime Minister’s long-held view, informed by his work as Chief Prosecutor, that cross border cooperation is the foundation of tackling international gangs and securing Britain’s borders.

    In remarks delivered later today, the Prime Minister, Sir Keir Starmer, is expected to say: 

    This vile trade exploits the cracks between our institutions, pits nations against one another and profits from our inability at the political level to come together. 

    When I was the Director of Public Prosecutions, we worked across borders throughout Europe and beyond to foil numerous plots, saving thousands of lives in the process. We prevented planes from being blown up over the Atlantic and brought the perpetrators to justice. 

    I believe we should treat organised immigration crime in the same way. 

    I simply do not believe organised immigration crime cannot be tackled. We’ve got to combine our resources, share intelligence and tactics, and tackle the problem upstream at every step of the people smuggling routes.

    The summit will deliver concrete outcomes across Europe, Asia, Middle East, Africa, and North America by strengthening international partnerships, enhancing intelligence sharing, and implementing targeted disruptions to Organised Immigration Crime networks.

    As a direct result, we will be able to strengthen UK borders and security and create a more efficient and manageable asylum system, taking the burden away from housing, the NHS and schools, and giving hotels back to the local economy.  

    Speaking ahead of the summit, Home Secretary Yvette Cooper said:   

    Smuggler and trafficking gangs make their money crossing borders so law enforcement needs to work together across borders to bring them down. Only a coordinated international response, across the whole irregular migration route, can effectively dismantle these networks.  

    The Organised Immigration Crime Summit is the first of its kind and will reinforce the UK’s position as a leader by securing international commitments to disrupt Organised Immigration Crime at every stage of the business model.   

    The summit demonstrates mine and the Prime Minister’s absolute dedication to disrupting the callous Organised Criminal Gangs, strengthening our borders and ultimately save countless lives.

    The UK’s global leadership on this is issue is already delivering results. France has agreed to launch a unit of specialist officers who are mobile, highly trained and equipped to respond dynamically to prevent small boat launches. 

    Germany has committed to strengthen their laws against those who facilitate smuggling to the UK and a new UK-Italy taskforce is hitting people smugglers’ financial flows. After boosting the resources for the National Crime Agency to work with international law enforcement partners, they have seized 600 boats and engines since July. 

    Along with this, work continues at home through giving law enforcement tougher powers than ever to smash the smuggling gangs, ramping up removals to record levels and surging illegal working raids to end the false promise of jobs used by gangs to sell spaces on boats. 

    This comprehensive approach is a vital aspect of the government’s Plan for Change, with the threat from organised immigration crime increasing in scale and complexity.  

    Organised immigration crime spans multiple countries, nationalities, and criminal methodologies, with recent estimate of the total global income from migrant smuggling reaching $10 billion last year.

    Criminal gangs headed by hundreds of kingpins are using sophisticated online tactics, the abuse of legitimate goods and services, and illicit financial networks to facilitate dangerous and illegal journeys which undermine border security and put thousands of lives at risk each year.  

    The summit will also examine the work of the government’s Joint Maritime Security Centre (JMSC) in supporting the US, by providing innovative space-based maritime surveillance capability to monitor and dismantle any vessels along Haiti’s north coast suspected to be involved in illegal immigration, illegal fishing activities and drug smuggling.

    The JMSC is harnessing cutting edge technology and capabilities to provide 24 hour monitoring of UK waters and ensure our borders are secure, by using satellite to provide a better overall understanding of incoming threats to the Turks and Caicos Islands. The UK government is working with our partners in Turks and Caicos to support and protect the Island from irregular migration. 

    This collaboration demonstrates the UK government’s commitment to deploying advanced capabilities against illegal migration while protecting overseas territories. 

    There has also been a series of major arrests of smuggling kingpins, including: 

    • arrests linked to a major Syrian organised crime group responsible for smuggling at least 750 migrants into the UK and Europe
    • the arrest of a Turkish national suspected of being a huge supplier of small boats
    • the conviction of 2 men in Wales who ran a smuggling ring moving thousands of migrants across Europe
    • the arrests in February of 6 men wanted in Belgium over their suspected involvement in a major people smuggling ring

    These arrests come alongside the NCA working with the authorities in the Kurdistan Region of Iraq for the first time, to facilitate the arrests of 3 men linked to a Kurdish people smuggling organised crime group, as well as an increase in the takedown of social media accounts linked to people smugglers.

    Residential properties a foreign person can buy

    From 1 April 2025 to 31 March 2027, foreign persons are banned from purchasing established dwellings in Australia (limited exceptions apply). This includes temporary residents purchasing an established dwelling for use as a principal place of residence. Temporary residents can still apply for approval to purchase vacant land or new dwellings.

    The types of residential property that a foreign person can buy in Australia include:

    • a new or near-new dwelling
    • an established dwelling for redevelopment
    • an off-the-plan property
    • vacant residential land
    • an established dwelling for a foreign company that employs workers from Pacific island countries and Timor-Leste and are required to provide housing for them, including those participating in the Pacific Australia Labour MobilityExternal Link (PALM) scheme.

    Types of dwellings a foreign person can buy

    Foreign persons can buy the following types of dwellings.

    • was previously sold by the developer, but the transaction ultimately failed to settle
    • has not been previously occupied for more than 12 months in total.

    Established dwelling

    An established dwelling is an existing dwelling on residential land and is not a new dwelling as described above.

    Vacant land

    Vacant land is land that has no substantive permanent building on it, that:

    • can be lawfully occupied by persons, goods, or livestock
    • generally, has not previously had an established dwelling on it.

    The human toll of the earthquake which devastated central Myanmar continues to rise, UN humanitarians warned on Sunday, putting more pressure on nearly 20 million people who were already in need of aid.

    According to news reports citing Myanmar’s military leader, around 1,700 are confirmed dead from Friday’s 7.7 magnitude quake, with some 3,400 injured and hundreds still missing.

    In the Thai capital Bangkok which was also rocked by the seismic event, 76 construction workers are reportedly still missing following the collapse of an unfinished skyscraper. The death toll there now stands at 17.

    The search and rescue effort in Myanmar is focused on the major cities of Mandalay and the capital, Nay Pyi Taw. 

    Some survivors continue to be pulled from the rubble and multiple international aid teams have reached the stricken areas – although the aid effort is being hindered due to damage to airports.

    Shelter, medicine, water

    “People urgently need shelter, medical care, water and sanitation support. This disaster puts more pressure on already vulnerable people facing an alarming crisis,” the UN aid coordination office in the region, OCHA, said on X.

    Burmese civilians are also stuck between forces of the military junta and numerous armed militia battling for control of the country since the February 2021 coup. More than three million have been displaced by the fighting.

    The National Unity Government which represents the democratically-elected civilian administration overthrown by the coup, called on rebel fighters to observe a two week ceasefire to allow humanitarian aid to reach those in need.

    But the military regime is reportedly continuing to carry out airstrikes, including in areas close to the epicentre of the earthquake.

    Call for ‘immediate ceasefire’

    The Human Rights Council-appointed independent expert who monitors the situation in Myanmar, Tom Andrews, said in a social media post on Sunday that the junta should follow opposition forces and declare an immediate ceasefire.

    “Military conscription should be suspended; aid workers should not have to fear arrest and there should be no obstructions to aid getting to where it is most needed. Every minute counts,” he added.

    The UN reproductive health agency, UNFPA, is one of the agencies on the ground urgently working with partners and local communities to assess critical needs and deliver life-saving aid – particularly for women and girls.

    Women and girls face ‘increased risks’

    In an update, UNFPA said early assessments highlight significant damage to health facilities, population displacement and the disruption of essential services, including sexual and reproductive healthcare.

    “In emergencies like this, women and girls face increased risks, from compromised access to life-saving maternal healthcare to heightened risk of gender-based violence, ” said Jaime Nadal Roig, UNFPA Representative for Myanmar.

    “UNFPA is committed to supporting relief efforts, placing the well-being of women and girls – including pregnant women, mothers, and adolescents – at the heart of our humanitarian response efforts.”

    UNICEF Myanmar’s Ko Sai, said in a post on X from Mandalay, that the quake was “an absolute catastrophe” for children in the region, with many youngsters and families in Mandalay still missing.

    “We need urgent assistance, especially for the children, who often suffer the most in this kind of situation,” he added.

    Lifesaving medical supplies

    The UN World Health Organization, WHO, has rushed nearly three tonnes of medical supplies from its emergency stockpile in Myanmar’s largest city, Yangon, to hospitals in Mandalay and Nay Pyi Daw.

    The UN World Food Programme (WFP) Country Director in Myanmar, Michael Dunford said in a tweet that the agency carried out its first emergency food distribution in Nay Pyi Taw on Sunday which included high energy biscuits “and we’re about to scale up our assistance.”

    WHO on Sunday issued a 30-day flash appeal for $8 million to deliver trauma care, prevent disease outbreaks and restore essential services that have been decimated by the quake.

  • MIL-OSI China: Chinese rescuers recover quake survivor in Myanmar’s Mandalay

    YANGON, March 30 — Members of the Blue Sky Rescue (BSR) team from China’s Hunan Province recovered a quake survivor in central Myanmar’s severely-hit city of Mandalay at around 9:30 a.m. local time on Sunday, according to the Chinese embassy in Myanmar.

    The Yuelu BSR team collaborated with the local fire brigade to conduct demolition and rescue operations after detecting a survivor showing signs of life at the site of a collapsed building in Mandalay.

    The first batch of five team members from the Yuelu BSR team departed from Changsha, capital of Hunan Province, on Saturday. A second batch of nine team members were scheduled to arrive in Myanmar on Sunday to join the earthquake relief efforts.

    According to Myanmar’s State Administration Council on Sunday, about 1,700 people died, 3,400 were injured, and 300 remained missing in the massive 7.9-magnitude earthquake in the country on Friday.

    KUNMING, March 30 — A chartered flight operated by China Eastern Airlines took off from Kunming, the capital of southwest China’s Yunnan Province, Sunday afternoon, carrying about 7.3 tonnes of relief goods to earthquake-hit Myanmar.

    The relief goods were sourced and collected in Yunnan, which include clothes, medicines, instant noodles, tents and other daily necessities.

    After the 7.9-magnitude earthquake struck Myanmar on Friday, the Kunming Customs started the coordination mechanism of emergency customs clearance, and arranged customs officers to be on duty 24 hours a day to ensure the rapid inspection and release of passing vehicles.

    According to data of the checkpoint in Ruili, from Friday to Saturday, there were more than 15,000 people and more than 1,240 vehicles passing through.

    “There is no obvious fluctuation on the passage, and the checkpoint is running smoothly and orderly,” said He Qigang, an officer with the Ruili Customs.
