    It is with great honor that we convene today to formally inaugurate the Le Miti Aito International 2025. More significantly, we embark on a new journey of community, culture, and opportunity for our youth through the establishmentof the Miti Va’a Scholarship Fund.

    This event, which originated in 2016 as Le Aito Samoa in collaboration with Tahiti’s Te Aito Race, returns today with profound significance, reborn as Le Miti Aito International in tribute to the late Miti Cheung Fuk.

    Miti was not merely a business leader; she was a mother who transformed adversity into hope. When her son faced challenges in his youth, she recognized the ocean as his sanctuary and source of strength.

    Her decision to uplift him and others in similar circumstances led to her support of paddling programs for over two decades. Her benevolence extended beyond her own child, reaching every young individual in need of guidance and belonging.

    Her compassion for children, her vision for community, and her unwavering support of paddling are the reasons we honour her name today. This race perpetuates her spirit.

    In furtherance of her legacy, we are proud to introduce the Miti Va’a Scholarship Fund, commencing here in the District of Siumu. Forty young paddlers from the villages of Siumu, Maninoa, and A’aga will receive comprehensive scholarships covering: School fees, Uniforms, Equipment and; Training

    This marks only the beginning, with plans to expand to Apia and Vaiala, and eventually across Samoa. This initiative transcends paddling; it is about cultivating confident leaders, reconnecting with our heritage, and fortifying our villages through teamwork, resilience, and identity.

    The Ministry of Sports and Recreation is dedicated to elevating sports and recreational activities of all types, recognizing their pivotal role in the development of our people and our nation. This program and the scholarships offered align with the Ministry’s goals and objectives by fostering personal growth, community engagement, and national pride through sports.

    I am therefore especially delighted to witness this important milestone in your journey. We have already witnessed the potential of this program, as it has nurtured paddlers who achieved bronze and silver medals at the 2023 World Distance Championships held here in Samoa.

    Today, we are privileged to welcome World Champion Anne Cairns and Carl Barnes, both exemplary role models for our youth.

    Every year at the break of dawn of 25 April, we come to

    remember the sacrifices made by the hundreds of thousands of

    New Zealanders, Australians and nationals of Pacific Island

    countries including Samoa who fought in WW1, WW2 and other

    subsequent conflicts.

    Today we are all united in remembrance of their fight for our

    freedom, independence and for our future as peaceful

    communities. Let us not forget those who answered bravely the

    call of their country and then fall in its name. We wear on our

    hearts the poppy of remembrance.

    In many ways, the ANZAC ideals go far deeper than war; it is

    what makes one a patriot of one’s country. Despite the

    devastation of war, we have learnt lessons from it. Our

    knowledge of war defines who we are and where we draw our

    boundaries. Even though many of us have not experienced war

    first hand, we all understand the horror it results in.

    Our hopes and prayers are that we will not experience watching

    our children go to destinies unknown in this restless world we

    no longer understand.

    But for today and forever, let us never forget those who had

    made the greatest contribution to ensure our security.

  • MIL-OSI Asia-Pac: YOUNG SAMOAN WOMEN WRITE MORE HEADLINES AT DALLAS CUP

    [PRESS RELEASE – 24 April 2025] – The Samoa U17 women’s team continues to write history by becoming the first-ever Pacific Island team to reach the semi-finals of the prestigious Dallas Cup in the United States.

    Under the leadership of Head Coach Juan Chang Urrea, the first Pacific Island team to participate in the Dallas Cup delivered a historic performance by winning their pool and advancing through the quarter-finals to secure a top 4 finish in one of the most competitive youth football tournaments in the world.

    The Dallas Cup appearance was part of Samoa’s preparation for the FIFA Under-17 Women’s World Cup in Morocco in October, after they became the first Samoan football team to qualify for a FIFA tournament when they finished second in the OFC U16 championship.

    “This level of preparation is unheard of in the Pacific Islands,” says coach Chang Urrea.

    “We are all working together in the Federation to give our team the best preparation possible to make our country and the Oceania Region proud at the World Cup.”

    With the support of FIFA Forward Operational funding and OFC, the federation created a detailed plan to prepare the players, scattered across Samoa, Australia, New Zealand and the United States.

    Football Federation Samoa (FFS) earlier this year had gathered the team in California for a training camp and coach Urrea says that this time together was already bearing fruit during the Dallas Cup.

    In front of huge crowds of US-based Samoan fans who had travelled from different states, the team opened their campaign with a dominant 7-1 win against DKSC, before shocking the Spanish professionals from Villareal with a 2-0 victory.

    A 2-2 hard-fought draw against the strong local Dallas Texans completed an unbeaten run and top spot in Pool A.

    The fairytale continued in the quarter-finals where the DKSC ECNL team was dispatched 2-0 to set up an intimidating semi-final clash with the FC Dallas.

    The academy team from the host city’s professional club proved to be as good as their reputation and despite valiant Samoan resistance, FC Dallas ran out comfortable 5-0 winners to advance to the final.

    The stand-out player at the tournament for Samoa was top goal scorer Makea Leonard who bagged 5 goals in 5 games.

    Chang Urrea says the wins, but especially the semi-final loss, will provide essential experience against elite opposition and showcased the continued evolution of the team’s style, resilience, and confidence.

    “We are incredibly proud of how far these girls have come. This wasn’t just a tournament – it was a major stepping stone toward our World Cup ambitions,” says Chang Urrea.

    “Placing in the top 4 of this prestigious tournament is an indication that we are on the right track to compete in the FIFA U17 Women’s World Cup in October this year.”

    The team will have their final training camp in June in the United States, before they plan to organise two friendly international matches on their way to Morocco once the World Cup draw has been completed.

  • MIL-OSI Global: Eight years after arena attack, the commercialisation of Manchester’s bee symbol has unsettled some Mancunians

    If you visit Manchester, one of the first things you’ll notice is the great number of bee images throughout the city. Born in the Industrial Revolution, the “worker bee” symbol captured the city’s tireless spirit and its legacy as a buzzing hive of industry. Today, the symbol is more often associated with collective resilience and remembrance following the Manchester Arena attack on May 22 2017.

    The bee became a powerful symbol of the “Mancunian spirit”, emerging almost instantly on murals, on bodies as tattoos and on public memorials. Over the last eight years, it has become a core part of Manchester’s identity.

    As part of my ongoing PhD research, I set out to understand why the bee is everywhere in Manchester and what it means to people. I interviewed 24 Mancunians who were living in the city at the time of the attack, including some who were directly affected.

    Conducted in 2023, seven years after the attack, these interviews aimed to capture how the symbol’s meaning had evolved as the city continued to process and commemorate the event.

    For many, the bee still stands as a symbol of resilience, a reminder of how the city came together in the face of tragedy. But for others, its presence throughout Manchester has become more of a burden than a comfort.

    Appearing on buses, shop windows and public spaces, it serves as a constant and eerie reminder of the events and aftermath of the attack. Eight of my interviewees described these as memories of “trauma”. Over time, what once felt comforting has become more unsettling.

    Fifteen of my interviewees expressed discomfort with how the bee has become more commercialised in the years since the attack. Some described feelings of “exploitation”.

    Both independent businesses and large companies have embraced the symbol, integrating it into their branding in public spaces. Many sell bee-themed gifts and souvenirs, such as fridge magnets, coasters and beanies.

    Manchester city council has played a key role in this commercialisation, promoting the image through various initiatives, including the Bee Network transport system and the Bee Cup – a reusable takeaway cup launched in 2023.

    In June 2017, shortly after the attack, the council moved to trademark several versions of the bee as an official city symbol. This was made public in March 2018, after the period for objections had passed.

    Initially, the council allowed people and businesses to use the symbol for free, but later introduced a licensing scheme. Now, anyone wishing to use the trademarked versions of the bee must apply for permission from the council, and commercial use comes with a £500 fee. Businesses that want to use the bee are also asked to donate to charity.

    The council described the trademarking of the bee symbol as a way to protect its use and support local good causes, such as the We Love MCR Charity, which helps fund community projects and youth opportunities across the city.

    But some of my participants noted that this transformed the bee from something personal and meaningful to something more corporate. In their view, it is as if the city itself is commodifying the attack rather than honouring it.

    This can be viewed as an element of “dark tourism”, which involves visiting places where tragedy has been memorialised or commercialised. In Manchester this manifests not through visits to the attack site but through the bee symbol, which has been commodified in murals, merchandise and public spaces. Tourists buy into collective grief through consumption, turning remembrance into a marketable experience and the bee as a managed and profitable commodity.

    Some Manchester Arena bombing survivors I spoke to feel that their personal grief has been repackaged into a public identity, one that does not necessarily reflect the complexity of their experiences.

    The use of the bee in products and souvenirs raises questions about how the city commercialises its identity, especially when considering the layered histories that the symbol carries.

    Uncomfortable history

    For some, the discomfort around Manchester’s bee goes even deeper. Today, the bee symbolises resilience and unity, but it originally represented hard work during Manchester’s industrial boom.

    This era wasn’t just about progress — it also involved exploitation and colonial trade especially through cotton produced by enslaved people in the Americas. Manchester’s role in the industrial revolution would have never been possible without slavery.

    My participants pointed out this hidden history, noticing that these stories rarely appear in Manchester’s public commemorations in the city. The bee’s visibility today reveals how cities tend to highlight positive histories, while uncomfortable truths remain hidden.

    Focusing solely on resilience risks creating a simplified version of Manchester’s past. This can exclude some people in the present, overlooking how historical injustices, like the city’s links to the transatlantic slave trade, still shape their lives today.

    This selective storytelling makes it harder for some communities to commemorate Manchester’s identity. They can’t do so without acknowledging past legacies of slavery and the city’s history of division.

    While some see the bee as a proud symbol of unity, others feel it erases their history. As the bee continues to dominate public spaces, Manchester faces an important challenge: making sure this symbol genuinely acknowledges the varied experiences and histories of all residents.

    This might be through dedicated plaques or exhibits that explore some of these hidden histories, and the bee’s complex meaning. Only by confronting its past can the city ensure that commemoration includes everyone.

    On May 20, a delegation from Sichuan University headed by Rector Mr. Wang Jinsong paid an official visit to HSE. During the meeting, an agreement on cooperation between the universities was concluded.

    Two walkers rescued from west coast wilderness

    Thursday, 22 May 2025 – 7:14 pm.

    Despite numerous warnings to bushwalkers of being prepared, police were again required to rescue two walkers from the west coast wilderness today.
    Police search and rescue personnel including the Westpac Rescue Helicopter were deployed to rescue a party of two who had become lost in the Savage River Regional Reserve.
    The party had entered the area with insufficient equipment and limited knowledge of the area.
    After two days in the area, they attempted to call triple zero for assistance however were unable to get phone coverage in the remote area. They eventually were able to hike to high ground and call for assistance.
    “Police cannot reiterate enough that If hiking in a remote area ensure you not only have a mobile phone with adequate battery and backup battery but also carry navigation devices that work even when out of cellular coverage and a personal locator beacon,” Inspector Steve Jones said.
    “Never solely rely on a mobile phone. Always carry enough adequate equipment and supplies for the intended journey and additional emergency supplies to survive when a trip does not go as intended.”

    The annual social and educational seminar “Dialogue of Generations” was held at the SPbPU History Museum. This year the event was dedicated to the 80th anniversary of the Victory in the Great Patriotic War, and veterans, students and children from the city’s social institutions took part in it.

    The meeting was attended by more than 60 participants, for whom this day became not only an educational event, but also a significant event in their personal lives.

    Honorary citizen of besieged Leningrad Zinaida Matveyevna Filina told the children about the events of the war and post-war years, shared stories that cannot be found in textbooks, but are important to know and remember.

    The most important thing is friendly relations. We were all very friendly and helped each other. Now it is important for students to support each other, study hard and use their opportunities, because today many doors are open for them, Zinaida Filina advised the youth.

    Polytechnic students are mentors for the pupils of the St. Basil Center, the Masha social center, and the Center for Assistance to Family Education No. 5, who also took part in the meeting.

    Such events are important for raising patriotism in young people. They strengthen the connection between generations. The children heard first-hand the story of one family that had gone through the trials of war. They were amazed by the strength of spirit, wisdom, fortitude and great desire to live and love life. Zinaida Matveyevna made an indelible impression, touching our hearts. We thank the organizers for holding the meeting, – shared the educator of the Center for Assistance to Family Education No. 5 Irina Petrova.

    A special gift for the guests was a musical and poetic number performed by activists of the author’s club “PoliNova”. Maria Guner, Alexandra Ukhvatova and Olga Shvets read poems, including their own, accompanied by Victoria Kuibysheva.

    Works to make the Drummond Arms safe in accordance with Dangerous Building Notice (DBN) will commence week beginning 26 May. The Contractor will be setting up their site compound with removal works commencing on 2 June 2025.

    The first stage will be to remove the partially collapsed outbuilding to the rear. The contractor will then commence the second stage of DBN works, which is to remove unsafe parts of the roof and chimney stack of the former bank building.

    All due diligence in relation to the work has been carried out there will be no road or footpath closures whilst the DBN works are underway.

    We are having to clear some vegetation/scrub which is lying against the boundary to the west for the wall to be surveyed.

    This work will also begin on Monday 26 May 2025 and will be carried out by Perth and Kinross Council. All scrub/vegetation will be removed from the site upon completion.

    Budget 2025 takes $12.8bn from low-income, female dominated workforces to prop up the Government’s failed economic policies, said NZCTU Te Kauae Kaimahi Economist Craig Renney.

    “The Government has promised this would be a growth budget, yet it has effectively cut the wages of low-income women workers. We know that one of the best ways to stimulate economic growth is by lifting wages – the Government is doing the opposite,” said Renney.

    “The figures released today also showed that the number of people on Jobseekers Support is rising, and higher than forecast just last year. Real wage growth is lower than forecast last year – the Treasury itself says the Budget “lowers wage growth”. This is a Budget that is taking working people backwards.

    “The Budget delivers more cuts to investment, including real terms cuts to early childhood education funding. New funding for learning support is largely being delivered by cutting funding from other programmes in education. Māori Development programmes have been cut significantly, as has funding from our media, culture, and heritage institutions.

    “Promises made in health aren’t provided with new funding and the destruction of the pay equity process will mean we will continue to lose health workers to Australia, putting further stress on the system.

    “Forecasts show we will continue to miss our child poverty targets over the next four years, and we will see thousands of families loose essential income due to cuts to Best Start and Working for Families. The Government is taking money from unemployed 18- and 19-year-olds, while investing nothing in action on climate change.

    “Overall, this is a Budget that works by taking away from some of the poorest people in New Zealand, to fund tax cuts for multinationals, increased investment in corrections, the failed charter schools project, and more spending on defence.

    “This is a Budget with its priorities all wrong – and working people will be paying the price,” said Renney.

    Defendant Admits Concealing 50% Ownership of $7B Defense Contracting Business to Evade Taxes

    A former defense contractor pleaded guilty today to tax crimes related to his scheme to defraud the United States and evade taxes on income that he earned from his contracts with the U.S. Department of Defense.

    The following is according to court documents and statements made in court: Douglas Edelman founded and owned 50% of Mina Corp. and Red Star Enterprises (Mina/Red Star), a defense contracting business that received more than $7 billion from contracts with the U.S. Department of Defense to provide jet fuel in the United States’ post-9/11 military efforts in Afghanistan and the Middle East.

    Working with others, Edelman engaged in a lengthy scheme to hide his Mina/Red Star profits to evade U.S. taxes, including by concealing his income in undisclosed foreign bank accounts, creating false documents and making false statements that one of his co-conspirators — a French citizen residing abroad and without U.S. tax obligations — founded and owned Mina/Red Star.

    For example, when the company became profitable in 2005, Edelman began taking distributions which he deposited into Swiss bank accounts, primarily at Credit Suisse, in the name of other companies he owned. In 2008, Credit Suisse informed Edelman that he had to either close his accounts or disclose them to U.S. authorities. Rather than come into compliance with his tax and reporting obligations, Edelman closed his accounts and opened new ones at Bank Julius Baer in Singapore in the name of a nominee entity, the beneficiaries of which were purportedly Edelman’s daughters. He then directed the subject income he earned from Mina/Red Star to those bank accounts.

    In 2010 the U.S. House of Representatives Committee on Oversight and Government Reform’s Subcommittee on National Security and Foreign Affairs began investigating allegations of corruption in connection with Mina/Red Star’s contracts with the Department of Defense. As part of this inquiry, the subcommittee became interested in the identity of Mina/Red Star’s owners. At this time, Edelman had not filed U.S. tax returns to report the millions of dollars he had earned from Mina/Red Star and had not paid U.S. taxes on his income.

    Rather than disclose his ownership, Edelman caused his attorneys to tell Congress a false story that a French co-conspirator who had no U.S. tax or reporting obligations founded and co-owed Mina/Red Star with another individual. To corroborate the false story, Edelman and a co-conspirator caused false and backdated paperwork to be created.

    To continue the scheme, Edelman conveyed the false story about Mina/Red Star’s ownership to other arms of the U.S. government, including to the Department of Defense during contract negotiations in 2010 and 2011, to the IRS in a 2016 application to the Offshore Voluntary Disclosure Program, and to the Justice Department in a 2018 presentation.

    In conjunction with his 2016 application to the IRS’s Voluntary Disclosure Program, Edelman filed false tax returns for several prior years that only reported income from gifts or purported consulting payments, continuing to conceal the millions he had earned from his company. On the returns, he  also concealed profits he had earned from a separate business to provide internet service to members of the armed forces at Kandahar Air Base in Afghanistan.

    Instead of paying the taxes that he knew he owed, Edelman used the money to fund his lifestyle and additional investments. He invested in a music television franchise in Eastern Europe, a land venture in Tulum, Mexico, and a farm in Kenya, and purchased property around Europe, including a home in Ibiza, Spain, and a townhouse in London.

    Edelman faces a maximum penalty of five years in prison for each count to which he has pleaded. He also faces a period of supervised release, restitution, and monetary penalties. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Acting Deputy Assistant Attorney General Karen E. Kelly of the Justice Department’s Tax Division, U.S. Attorney Jeanine Ferris Pirro for the District of Columbia, and Executive Special Agent in Charge Kareem Carter of the Criminal Investigation (IRS-CI) Washington, D.C., Field Office made the announcement.

    Special agents from IRS-CI’s International Tax & Financial Crimes specialty group, a team based out of Washington, D.C., that is dedicated to uncovering international tax crimes, along with the Special Inspector General for Afghanistan Reconstruction are investigating the case. The Justice Department’s Office of International Affairs assisted in the investigation. Also providing assistance were His Majesty’s Revenue & Customs of the United Kingdom; the Joint Chiefs of Global Tax Enforcement (J5), which brings together the taxing authorities of Australia, Canada, the Netherlands, the United Kingdom, and the United States; and authorities from Belize, Israel, and Cyprus.

    The Government of the Kingdom of Spain arrested and extradited Edelman to the United States. The Justice Department’s Office of International Affairs also provided substantial assistance in securing Edelman’s arrest and extradition.

    Europol, INTERPOL and the World Customs Organization (WCO) supported investigators from 23 countries in the fight against criminals who exploit humanity’s cultural heritage

    LYON, France – The ninth edition of Operation Pandora, an international operation targeting the trafficking of cultural goods, has led to 80 arrests and the seizure of 37,727 items including archaeological pieces, artworks, coins and musical instruments.

    Codenamed Pandora IX and carried out throughout 2024, the operation involved law enforcement and customs authorities from 23 countries. It was coordinated by Spain (Guardia Civil), with operational support from Europol, INTERPOL and the WCO through its Regional Intelligence Liaison Office for Eastern and Central Europe. 

    Authorities also confiscated 69 metal detectors and 23 tools commonly used for illegal excavations, underlining the persistent threat of looting to cultural sites.

    In total, 258 cases were reported by the participating countries. Many investigations are still ongoing, with further arrests and seizures expected.

    Operational highlights

    The Italian Carabinieri Command for the Protection of Cultural Heritage (TPC) in coordination with the Italian Customs and Monopolies agency (ADM) seized a painting attributed to renowned artist Jannis Kounellis during a joint border operation. Upon inspection, it was determined to be inauthentic. Had it been genuine, its estimated value would have been around EUR 100,000. In a separate investigation, the Carabinieri TPC seized more than 300 items, including coins, metal and ceramic fragments such as arrowheads and spearheads dating back to the Roman and Punic periods. These artifacts were being offered for sale on e-commerce platforms and were discovered in a private apartment.

    Since its launch in 2016, Operation Pandora has become a key global initiative to protect cultural heritage from illicit trafficking.

    The Spanish Guardia Civil dismantled a criminal group involved in archaeological looting in the province of Cáceres. Six individuals were arrested, and three others are under investigation. During the operation authorities recovered 2,500 archaeological items, primarily Roman coins minted in the Celtiberian city of Tamusia. These artifacts had been looted from protected archaeological sites in the province of Caceres using metal detectors and were being sold illegally through social media platforms.

    Also in Spain, the Guardia Civil intercepted a passenger attempting to fly from Palma de Mallorca to Germany carrying 55 ancient coins and a ring. A subsequent investigation led to an indictment for crimes against cultural heritage and plundering underwater wrecks and archaeological sites. In total, 64 objects of historical value and 1,576 ancient coins were confiscated.

    In Greece, the Department of Cultural Heritage and Antiquities of Athens recovered five Byzantine icons. Acting on intelligence and using special investigative techniques, including an undercover officer, three individuals were arrested while attempting to sell the icons for EUR 70,000.

    Ukrainian customs authorities seized 87 cultural goods that were being illegally transported out of the country to Poland, Moldova and Romania.

    Cyber patrols uncover additional cases

    In addition to on-the-ground actions, dedicated cyber patrols were carried out during the operation to identify potential illicit online sales of cultural property. These virtual investigations led to the opening of new cases, demonstrating how digital platforms are quickly becoming a channel of choice by traffickers to market and sell looted artefacts. A total of 4,298 cultural goods were seized as a result of the cyber patrols.

    Built on international cooperation

    Operation Pandora IX was carried out in the framework of the European Multidisciplinary Platform Against Criminal Threats (EMPACT). Europol facilitated the exchange of information and provided analytical and operational support to the national investigations. Furthermore, one cyber patrol week was hosted by Europol.

    INTERPOL coordinated cross-border actions and offered tools such as its Stolen Works of Art database and on the ground ID-Art mobile application.

    The WCO’s secure communication tool, CENcomm, was made available to all participants while its Regional Intelligence Liaison Office for Eastern and Central Europe compiled, refined and shared information provided by Customs administrations

    Journalists in Papua New Guinea are likely to face legal threats as powerful individuals and companies use court actions to silence public interest reporting, warns Media Council of PNG president Neville Choi.

    As co-chair of the second Community Coalition Against Corruption (CCAC) National Meeting, he said lawfare was likely because Parliament had passed no laws to protect reporters and individuals from such tactics.

    Choi said journalists were being left unprotected against Strategic Litigation Against Public Participation (SLAPPs) — legal actions used by powerful individuals or corporations to silence criticism and reporting.

    “In Papua New Guinea right now, we don’t have any law to stop SLAPPs,” Choi said.

    “Big corporations or organisations with more money can use lawsuits to silence people, civil society and the media. That’s the reality.”

    SLAPPs are lawsuits filed not to win on merit, but to drain resources, silence critics, and stop public debate.

    In some other countries, anti-SLAPP laws exist to protect journalists and whistleblowers. But in PNG, no such legal shield exists.

    Legal pressure for speaking out
    “We’ve seen it happen,” Choi added, referring to ACTNOW PNG’s Eddie Tanago, a civil society advocate who has faced legal pressure for speaking out.

    “He’s experienced it. And we know it can happen to journalists too.”

    Despite increasing threats, journalists do not have access to legal defence funds or institutional protection.

    Choi confirmed that there was no system in place to defend reporters who were hit with defamation lawsuits or other forms of legal retaliation.

    “Our advice to journalists is simple. Do your job well. The truth is the only protection we have,” he said.

    “If you stick to facts, follow professional ethics and report responsibly, you reduce your risk. But if you make a mistake, you leave yourself open to lawsuits.”

    The Media Council, in partnership with Transparency International under the CCAC, are discussing the idea of drafting an anti-SLAPP law but no formal proposal has been put forward yet.

    The Bendigo Art Gallery redevelopment, the largest-ever construction project to be led by the City of Greater Bendigo, will proceed.

    A flythrough video released today highlights stage one of the redevelopment and how it will transform the Gallery and deliver on the original scope of the project, which includes a second floor blockbuster exhibition space, an innovative learning centre, theatrette and Traditional Owner Place of Keeping for Dja Dja Wurrung cultural materials.

    The City is seeking to deliver stage one for $45M and will call for expressions of interest in June for a head contractor for the project.

    The Gallery is expected to remain open until November this year while the procurement process takes place. Construction is expected to start in early 2026 and take approximately two years to complete, with the aim of re-opening in early 2028.

    To complete the project in its entirety, the City and Gallery will continue to seek $15M from the Federal Government to deliver stage two. An application for $15M still sits with the Regional Precincts and Partnerships Program, as the process was not completed before the Federal election.

    Stage two includes a dedicated gallery for Australian art (an additional 400m² of gallery space that was not part of the original project scope) and an elevated hospitality offering, featuring an improved café/restaurant incorporated into a redesigned sculpture annex and second floor function facility and terrace.

    To deliver stages one and two during the planned construction period, Federal funding would need to be confirmed by the end of this year. Although any additional funding secured would always be accommodated.

    The total project cost remains $54M. All funds raised to date have been put towards construction, however if Federal funding is secured it would mean some of the already committed funds can be reallocated to future programming for the new gallery spaces.

    City Chief Executive Officer Andrew Cooney said the Gallery redevelopment was an investment in the cultural and economic future of the region.

    “It is exciting to make this announcement today and confirm this city-defining project is going ahead. Over the past several months we have worked to refine the project scope and I am so pleased we can move forward with the budget available and deliver a fantastic outcome, with the option of a second stage should additional funding be secured,” Mr Cooney said.

    “Today’s announcement intends to give certainty to our community, particularly the many businesses that benefit from the tourism generated by the Gallery. The project will cement the Gallery’s reputation as a leading cultural institution in Australia and will trigger increased visitation to our region.

    “This news is also expected to encourage greater private sector investment in our city centre. Business owners can now be confident about the project’s future, factoring this into their current operations or potentially plan for other complementary business ventures.”

    Gallery Director Jessica Bridgfoot said a number of small changes to the design had achieved important savings for the project.

    “This project will meet key objectives and realise our original vision to deliver ‘The People’s Gallery’ – a place that empowers the Bendigo and broader Victorian community through accessibility, education, shared economic benefit and celebrating Traditional Owners. The redevelopment will establish the Gallery as an international, world-class cultural facility for future generations,” Ms Bridgfoot said.

    “Savings were achieved by rearranging some of the features of the redevelopment, reducing back of house areas and locating offsite storage. Other minor structural changes also helped save on material and engineering costs.

    “The project was granted the necessary planning permits from the City and Heritage Victoria in 2024 to proceed, and has been reviewed favourably by the Office of the Victorian Architect.”

    As part of the redevelopment, the Gallery will become a trusted Place of Keeping for Dja Dja Wurrung cultural material and the façade of the building will feature a design by a Dja Dja Wurrung artist.

    Dja Dja Wurrung Group Chief Executive Officer Rodney Carter said he was excited by the opportunities presented by the redevelopment.

    “The Gallery’s commitment to celebrating and preserving Dja Dja Wurrung culture and art is a significant benefit that supports outcomes across the Closing the Gap framework. We look forward to continuing our partnership with the Gallery through a dedicated Place of Keeping, and fully support additional funding for the redevelopment to be fully realised,” Mr Carter said.

    It is widely recognised the Gallery is an important economic driver for Greater Bendigo and both the City and Gallery continue to plan for event attraction that will support tourism and businesses during the closure.

    “In the coming months, the City and Gallery look forward to announcing a family-friendly exhibition that will be staged in partnership with the Discovery Science and Technology Centre from March to November next year, as well as sharing highlights of the 2026 major events and activation calendar,” Ms Bridgfoot said.

    “Gallery staff are also planning now for how they will continue to deliver a public program that allows residents, visitors and students to engage with the arts in other locations while the Gallery is closed.

    A dedicated philanthropic fundraising campaign has ensured the Bendigo Art Gallery redevelopment can proceed.

    Led by the Sidney Myer Fund and The Ian Potter Foundation, contributing $4M and $3M respectively, together with a number of private donors, the philanthropic campaign has achieved a total of $9.35M to date. The largest private donation of $1.5M has come from arts philanthropist, Dr Mark Nelson, who has connections to the Bendigo region.

    The campaign, driven by the Gallery and a philanthropic fundraising committee chaired by Andrew Myer AM, has generated the largest-ever private investment in the development of civic infrastructure owned and operated by the City of Greater Bendigo.

    Mayor Cr Andrea Metcalf said this incredible financial support reflected the value of the Gallery to Greater Bendigo and to the state of Victoria.

    “Two of Australia’s most respected philanthropic foundations connected to the arts have embraced the opportunity to support our redevelopment, recognising the vital connection of culture and creativity to our community and the local economy,” Cr Metcalf said.

  • MIL-Evening Report: Floods, fires and even terrorist attacks: how ready are our hospitals to cope when disaster strikes?

    Floodwaters have engulfed large parts of New South Wales, with at least one person dead and almost 50,000 evacuated after days of heavy rainfall in a “one-in-500-year” flood event. The scale of the disaster is still unfolding and affected communities will be recovering for some time to come.

    One question worth asking is: how ready are our hospitals to cope when disaster strikes?

    A growing body of research, including our own, has looked at how hospitals might contend with disasters like floods, bushfires, heatwaves, cyclones or even mass injury events such as a stadium collapse. The answer? There’s room for improvement.

    Australia is already prone to natural disasters, which are expected to become more frequent and severe as the climate changes.

    Research around the world shows hospital administrators can better plan for how they’d cope if a disaster or terrorist attack wiped out their hospital’s capacity to function normally.

    When flood strikes, large parts of the hospital stop working

    In March 2022, rapidly rising floodwaters on Australia’s east coast posed an imminent threat to Ballina Hospital, on the NSW far north coast.

    With a few hours’ notice, staff safely evacuated the whole hospital to a nearby high school. This included 55 patients, essential equipment, supplies and medications.

    Our study documented this remarkable achievement via seven interviews with doctors and nurses integral to the evacuation.

    Several key themes emerged:

    • communication was disrupted: there was no mobile phone reception. Field hospital staff requested a satellite phone, but it was sent without any battery charge or a charging device
    • staff shortages: flooded roads prevented doctors and nurses from reaching the hospital. However, they could get to the high school field hospital, which still had road access
    • managing volunteers was tricky: community support was praised. However, there were so many volunteers, security was called to ensure volunteers didn’t get into spaces that would compromise the patient confidentiality, privacy and safety
    • patient tracking was a challenge: it was hard to keep track of vulnerable evacuated patients with cognitive decline or behavioural impairment
    • transport had to be improvised: cars, buses and taxis were used to transport equipment, medication and supplies
    • triage for patient transfers and discharging was crucial: health professionals prioritised less critical patients first, as they often make up the majority. By swiftly addressing their needs, staff could then concentrate on the smaller group of patients requiring intensive care.

    Some workers, dealing with their own personal losses during the evacuation, had to be sent home. One staff member told us:

    There were a couple of nursing staff who also lived within the flood risk area, and they had children at home, so we needed to let them go home.

    Another said:

    We did end up with almost too many people wanting to help, which is lovely, but it becomes a problem because we don’t need this many people.

    A third staff member said:

    Everybody was accounted for. We had a list of patients at one end and then when they got there, they put a new list of who was there and who was coming; that was all written on a big whiteboard.

    Disaster simulation: when a semi-trailer crash causes a stadium collapse

    Natural disasters aren’t the only kind of catastrophe for which hospitals must prepare.

    Our research has also looked at how hospitals might contend with a human-made disaster such as a mass casualty or injury event.

    Our team studied a mass casualty simulation exercise at one of Australia’s largest public hospitals.

    More than 200 hospital staff participated in the three‐hour long exercise, which simulated a semi‐trailer crashing into a stadium grandstand. Some 120 “patients” were taken to the hospital with crush, burn, smoke inhalation and other injuries.

    In the simulation, clinicians had to adapt quickly. New patients were continuously coming via the ambulance ramp and private cars.

    Participants had to make rapid collective decisions on treatment and transfers based on patient conditions and severity.

    During the exercise, additional random disruptive scenarios were introduced to test the clinicians’ ongoing responses. This included the city mayor repeatedly calling the Hospital Emergency Operations Centre for updates.

    Some key challenges included:

    • some of the hypothetical patients died from a lack of critical care equipment
    • an overwhelming number of minor injuries had to be managed
    • clinicians were uncertain about how many casualties were en route to the hospital and how many beds to make available for them
    • a shortage of orderlies to accompany transfers from the emergency department to surgical theatres or for scans
    • difficulties in keeping track of patients and bed allocations.

    We also observed hospital staff adapting to the situation. This included:

    • paediatricians treating adult patients with minor injuries
    • staff fast‐tracking triage
    • staff manually ventilating patients using a specialised resuscitation balloon when mechanical ventilation equipment was unavailable
    • running scans and imaging in batches instead of individually, due to the limited number of orderlies.

    A growing body of research

    Research shows that despite many hospitals having excellent, longstanding hospital disaster management plans, things can still go wrong. After the Fukushima nuclear accident in Japan, nearly half of evacuated stroke and renal failure patients died in vehicles or on arrival to another hospital.

    Learning from hospital responses to disasters can help hospitals prepare for the future.

    Overall, our research shows many Australian hospitals have excellent disaster preparedness planning. However, some areas require improvement well before disaster strikes. Adapting on-the-fly as your hospital is inundated with floodwater or struck by another disaster means things have been left too late.

  • MIL-Evening Report: Too many people with back pain call ambulances or visit the ED. Here’s why that’s a problem

    Around 4 million Australians experience back problems and people are increasingly calling ambulances and presenting to emergency departments to manage back pain.

    Yet most of these cases of back pain don’t require emergency care. Back pain is a symptom rather than a disease. When symptoms last more than 12 weeks it is referred to as chronic back pain. The most common form of back pain is non-specific back pain – this term is given when no tissue or structure can be identified as the cause.

    Non-specific back pain usually best managed in primary care, by GPs and allied health professionals.

    Once people with non-serious back pain contact emergency health services, they are more likely to receive care that isn’t recommended and is considered low-value and, sometimes, harmful.

    This may include unnecessary laboratory investigations, such as blood tests, and imaging, such as x-rays, CT scans or MRIs. One-third of imaging requests for back pain in emergency departments aren’t clinically warranted and are judged as inappropriate.

    However, in some instances it is recommended that people with back pain contact an ambulance or present to the emergency department. This includes when back pain is a result of trauma, when people live alone without access to carers, when people have other complex presentations, and when people show signs of potentially serious conditions.

    Unnecessary hospital admissions are costly to the health system and can cause patients harm. Almost one in four (24%) of those admitted to hospital for back pain acquire infections or experience falls.

    Medications prescribed in hospital can also have negative consequences for the patient. Nearly one in ten patients with back pain are still taking opioids after discharge, with risk of dependency and overdose. One in three patients continue to use opioids one month after their emergency department visit.

    The influx of back pain presentations to emergency health services also has ramifications for emergency department overcrowding and ambulance ramping. This means other ambulance patients cannot enter the emergency department and results in longer waiting times.

    Why is this happening?

    In primary health care, the management of back pain is well established in clinical practice guidelines. But emergency health services don’t have guidelines specific to low back pain. This is likely due to the lack of evidence from these settings (though the evidence-base has increased over the past five years).

    The lack of specific guidance means there is a high likelihood of people both missing out on the right care and receiving the wrong care.

    A key challenge for emergency clinicians is discriminating between patients with back pain that require emergency care from those who do not.

    One Australian study found 38% of patients in the emergency department who were initially diagnosed with non-serious back pain were later found to have a specific pathology, such as an infection, during hospital admission. In cases such as these, further diagnostic investigation and emergency care is necessary.

    But nearly half of ambulance and emergency department patients without serious pathology receive unnecessary care. Our recent study found 81% of people who presented to ambulance service with non-traumatic back pain were transferred to the emergency department.

    Once in the emergency department, 46% of ambulance patients received opioids, 59% received imaging and 50% were admitted. However, it’s unclear what proportion actually required emergency department care.

    Clinicians are required to make quick decisions about patient care. For paramedics, limited scope of medications and access to community health services, particularly outside of business hours, ultimately leaves them with no other option but to transport the patient to hospital.

    Emergency department clinicians have to manage people with complex presentations and multiple conditions and address patient expectations about opioids and imaging. This can influence their decisions about care.

    How can emergency back pain care be improved?

    A key area for improvement is reducing the use of opioids. An New South Wales trial reduced opioid use for back pain in emergency departments by 43% by introducing a new model of care. The model involved clinician education, implementation of non-opioid provisions such as heat packs, and timely referrals to outpatient services such as specialist back clinics.

    This approach will now be scaled up to include 44 emergency departments across NSW. If successful, it could be rolled out across the country.

    Virtual hospitals have also been implemented to reduce in-person presentations to emergency departments for back pain, which often means people with back pain can receive care while remaining in their home. However, the effectiveness and safety of this new service has not yet been established, though research is underway.

    The Australian government has promised to open more Urgent Care Clinics, where people with urgent but not life-threatening complaints can be managed by a doctor, nurse, or in some cases, a physiotherapist. The service allows people with back pain to still receive in-person care while diverting them away from the emergency department. But while they seem like a good idea, we have little or no evidence on their value.

    To reduce the burden that back pain places on emergency health services, changes need to be made across all health system-levels. But these changes must be backed by reliable research evidence.

    Better information for patients and clinicians

    The general public needs to be aware when and where to seek appropriate care for back pain. This can be achieved through successful health promotion initiatives.

    For clinicians, specific guidelines for back pain need to be developed and implemented into ambulance and hospital emergency departments to improve decision-making and reduce unnecessary care escalation. Policymakers, health service managers and stakeholders need to revise current policy to align with the most recent evidence.

    Additionally, easy-to-access referral pathways need to be developed between emergency health and community health services to keep people with non-serious back pain out of hospital, to reduce their risk of receiving unnecessary and costly care.

    “We are deeply disappointed the impacts to Scott Reef and the threatened species that call it home will not be considered by the Minister in regards to Woodside’s proposal to extend the lifespan of its North West Shelf project. 

    “The primary purpose of Woodside’s North West Shelf extension is to process gas from the Browse gas field underneath Scott Reef — the Minister should be looking at these gas mega projects as a whole, rather than broken into arbitrary pieces.

    “The North West Shelf facility is one of Australia’s dirtiest and most polluting fossil fuel projects — the decision to refuse Greenpeace’s reconsideration request brings Woodside one step closer towards drilling for dirty gas at Scott Reef. 

    “If we are serious about tackling climate pollution and protecting nature, we should be closing down polluting fossil fuel facilities when they come to their end of life, not extending them to allow for new gas fields to open. Greenpeace and our supporters will continue fighting to protect Scott Reef from Woodside’s destructive plans.”

    Euronext launches an offering of bonds due 2032 convertible into new shares and/or exchangeable for existing shares (“OCEANEs”) for a nominal amount of €425 million

    Amsterdam, Brussels, Dublin, Lisbon, Milan, Oslo and Paris – 22 May 2025 – Euronext (ISIN Code: NL0006294274) (the “Company”), the leading European capital market infrastructure, announces today the launch of an offering of senior unsecured bonds due 2032 convertible into new shares and/or exchangeable for existing shares of the Company (“OCEANEs”) (the “Bonds”), by way of a placement to qualified investors only (within the meaning of Article 2(e) of the Prospectus Regulation (as defined below)), for a nominal amount of €425 million (the “Offering”).

    On 17 April 2025, the Company entered into a bridge loan facility with, among others, affiliates of the joint bookrunners appointed in the context of the Offering, to finance the acquisition of Admincontrol. The net proceeds from the Offering will be used by the Company for the repayment of a portion of such bridge financing and general corporate purposes.

    Main terms of the Bonds

    The Bonds will be issued with a denomination of €100,000 each (the “Principal Amount”), will be convertible and/or exchangeable into new and/or existing shares of Euronext (the “Shares”) and are expected to pay a fixed coupon at a rate between 1.5% and 2.0% per annum, payable semi-annually in arrear on 30 May and 30 November of each year (or on the following business day if this date is not a business day), and for the first time on 30 November 2025.

    The initial conversion price of the Bonds will be set between 30% and 35% above the Company’s reference share price on the regulated market of Euronext in Paris (“Euronext Paris”)1. The final terms and conditions of the Bonds are expected to be determined following the completion of the bookbuilding process later today, and settlement and delivery of the Bonds is expected to take place on 30 May 2025 (the “Issue Date”).

    Unless previously converted, exchanged, redeemed or purchased and cancelled, the Bonds will be redeemed at par on 30 May 2032 (or on the following business day if such date is not a business day) (the “Maturity Date”).

    The Bonds may be redeemed prior to the Maturity Date at the option of the Company, under certain conditions.

    In particular, the Bonds may be fully redeemed early at par plus any accrued interest at the Company’s option, subject to a prior notice of at least 30 (but not more than 60) calendar days, (i) at any time from 20 June 2030 (inclusive), if the arithmetic average, calculated over a period of 10 consecutive trading days chosen by the Company from among the 20 consecutive trading days preceding the day of the publication of the early redemption notice, of the daily products on each of such 10 consecutive trading days of the volume weighted average price of the Shares on Euronext Paris over the applicable conversion price on each such trading day, exceeds 130%; or (ii) at any time if 80% or more in principal amount of the Bonds issued (which shall, for the avoidance of doubt, include any tap issues of the Bonds) have been converted/exchanged and/or redeemed and/or purchased by the Company and cancelled.

    Bondholders will be granted the right to convert or exchange the Bonds into new and/or existing Shares (the “Conversion/Exchange Right”) which they may exercise at any time from the 41st day (inclusive) following the Issue Date up to the 7th business day (inclusive) preceding the Maturity Date or, as the case may be, the relevant early redemption date.

    The conversion ratio of the Bonds will be set at the Principal Amount divided by the prevailing initial conversion price, subject to standard adjustments, including anti-dilution and dividend protections, as described in the terms and conditions of the Bonds. Upon exercise of their Conversion/Exchange Right, holders of the Bonds will receive at the option of the Company new and/or existing Shares, carrying in all cases all rights attached to existing Shares as from the date of delivery.

    Application will be made for the admission of the Bonds to trading on Euronext AccessTM in Paris to occur within 30 calendar days from the Issue Date.

    Legal framework of the Offering and placement

    The Bonds will be issued by way of a placement to qualified investors only (within the meaning of Regulation (EU) 2017/1129 (as amended, the “Prospectus Regulation”)) (excluding the United States of America, Australia, Japan, Canada or South Africa), pursuant to the authorization granted by the Company’s annual general meeting held on 15 May 2025 (15th and 16th resolution), without an offer to the public (other than to qualified investors) in any country.

    Existing shareholders of the Company shall have no preferential subscription rights, and there will be no priority subscription period in connection with the issuance of the Bonds or any underlying new Shares to be issued upon conversion.

    Intentions of existing shareholders

    The Company is not aware of the intention of any of its main shareholders to participate in the Offering.

    Lock-up undertaking

    In the context of the Offering, the Company will agree to a lock-up undertaking with respect to its Shares and securities giving access to share capital of the Company for a period starting from the announcement of the final terms of the Bonds and ending 90 calendar days after the Issue Date, subject to certain customary exceptions or waiver from the joint global coordinators appointed in the context of the Offering.

    Dilution

    For illustrative purposes, considering a nominal amount of €425 million, a reference share price of €145.02 and a 32.5% conversion premium corresponding to the mid-point of the marketing range, the potential dilution would represent approximately 2.1% of the Company’s outstanding share capital, if the Conversion/Exchange Right was exercised for all the Bonds and the Company decided to deliver new Shares only upon exercise of the Conversion/Exchange Right.

    The RSPCA has announced this Sunday’s Million Paws Walk will be their last. The event has been celebrated across Australia since 1994, with more than 765,000 people and their 410,000 dogs having “laced up and leashed up” to raise money for animal welfare.

    The community fundraising landscape has changed dramatically since 2020, with rising costs and current cost of living pressures making it increasingly hard to sustain the event.

    They aren’t alone. A number of charitable events – and for-profit events such as music festivals – have been struggling to stay afloat.

    Regional charity events have been particularly impacted. For example, the Cancer Council’s popular Relay for Life was once a mainstay of regional towns. But while there were 194 Relay for Life events across Australia in 2015, this year there will only be 44.

    Unfortunately, our research indicates many events haven’t recovered from the triple whammy of COVID disruptions, rising costs and falling returns.

    Savvy strategy amid mounting challenges

    Contrary to any hasty assumptions about “wasteful” charities, our interviews with leaders from across 16 Australian charities suggest these organisations are relentlessly pragmatic.

    While advocacy and community engagement are important, almost all our participants made clear that fundraising is the top priority, with success measured “purely in dollars”.

    This single-minded focus is necessary to serve a charity’s core purpose.

    According to one charity event operations manager, their most impactful mental health programs “won’t run unless we’re providing that money for them”. Any unsuccessful event is thus quickly overhauled or jettisoned entirely.

    Charities also try to “gamify” fundraising to make it more exciting for participants. Public leaderboards, virtual badges and physical rewards can incentivise participants to fundraise. However, adopting these strategies can present technical and logistical hurdles, especially for smaller charities.

    Increasing burnout and trouble reaching youth

    Mass participation fundraising events are facing compounding challenges that ingenuity can’t resolve. The proportion of Australians donating to charities has steadily declined since 2011.

    And although overall numbers are gradually recovering, there are still fewer people formally volunteering today than at the peak in 2018.

    One charity CEO told us staff and volunteers were facing “a lot of burnout, because progress is slow, getting money in the door is hard”.

    Adding to these woes are difficulties in recruiting younger people as participants and volunteers. Even reaching them can be tricky. While many charities rely on Facebook, younger people are gravitating to platforms such as TikTok. Resource-limited charities can struggle to make the leap to build new audiences.

    While expressing immense gratitude, a fundraising manager at one of Australia’s biggest charities noted their volunteers “tend to skew quite older”.

    A CEO of a health-based charity likewise observed difficulty in finding long-term volunteers for future event planning, as people “aren’t necessarily wanting to give that high level of commitment”.

    Volunteer support is essential in making mass participation fundraisers feasible. One event fundraising coordinator told us, “There would be a lot more that would be going ahead if we had the volunteers to run them.”

    Some charities partner with schools to get young people more involved. Well-known examples include the Heart Foundation’s Jump Rope for Heart and World Vision’s 40 Hour Famine. Others, such as Kids in Philanthropy, are wholly dedicated to giving children the opportunity to perform acts of service.

    Rising costs and compliance hurdles

    While far from begrudging small businesses, our interviewees said key suppliers, such as food vendors and stage hire, are declining, raising prices, and sometimes proving less reliable. Only occasionally do charities receive “special treatment” via discounts or other favours.

    One event manager said, “Every year we have to make sacrifices and cuts.” This can impact participants’ experience, and therefore fundraising outcomes.

    Our respondents spoke mostly favourably about their relationships with local councils. But some lamented councils were less willing to provide small grants or in-kind support, such as waiving permit fees, compared to the past. And unpredictable concessions can make it hard to budget and plan for the long term.

    A number of interviewees highlighted traffic-related costs as a major and volatile drain on event budgets.

    An event manager from a youth-focused charity bemoaned that, due to regulation changes, their traffic control quote “went from $30,000 to $45,000 a month before the event”.

    Such fees can prevent events from growing to accommodate more participants, as moving locations and routes can drastically increase compliance costs.

    Similarly, one respondent noted how the cost of first aid “went through the roof post-COVID”.

    Another suggested popular fundraisers should be categorised as “hallmark” events in which state governments partially cover risk-management costs, such as police and ambulance services.

    Of course, participants’ wellbeing is non-negotiable for charities, and any reputational damage can have severe long-term consequences.

    This can even mean cancelling entire events due to risky weather conditions, with devastating impacts on fundraising outcomes.

    What will we lose if events disappear?

    The end of the iconic Million Paws Walk rings alarm bells for mass participation fundraising. The loss of these joyous occasions doesn’t just impact charities.

    These events offer social benefits, health benefits, and a profound therapeutic effect for participants directly affected by the cause.

    They are also an entry point for people to support charitable causes. For the time-poor and cash-strapped, a fun run is often more manageable than regular donations or volunteering commitments.

    The Million Paws Walk will be sorely missed, but let’s hope it isn’t the first of many. Events such as the Mother’s Day Classic, MS Australia’s Gong Ride, the Mito Foundation’s Bloody Long Walk and Neuroblastoma Australia’s Run2Cure, among others, serve vital fundraising and advocacy purposes.

  • MIL-Evening Report: Could cold sores increase the risk of Alzheimer’s disease? A new study is no cause for panic

    A new study has found the herpes simplex virus type 1 (HSV-1), which causes cold sores, may be linked to the development of Alzheimer’s disease.

    This idea is not entirely new. Previous research has suggested there may be an association between HSV-1 and Alzheimer’s disease, the most common form of dementia.

    So what can we make of these new findings? And how strong is this link? Let’s take a look at the evidence.

    First, what is HSV-1?

    HSV-1 is a neurotropic virus, meaning it can infect nerve cells, which send and receive messages to and from the brain. It’s an extremely common virus. The World Health Organization estimates nearly two-thirds of the global population aged under 50 carries this virus, often unknowingly.

    An initial infection can cause mild to severe symptoms including fever, headache and muscle aches, and may manifest as blisters and ulcers around the mouth or lips.

    After this, HSV-1 typically lies dormant in the body’s nervous system, sometimes reactivating due to stress or illness. During reactivation, it can cause symptoms such as cold sores, although in many people it doesn’t cause any symptoms.

    What did the new research look at?

    In a study published this week in BMJ Open, researchers analysed data from hundreds of thousands of people drawn from a large United States health insurance dataset.

    They conducted a matched “case-control” analysis involving more than 340,000 adults aged 50 and older diagnosed with Alzheimer’s disease between 2006 and 2021. Each Alzheimer’s disease patient (a “case”) was matched to a control without a diagnosis of Alzheimer’s disease based on factors such as age, sex and geographic region, a method designed to reduce statistical bias.

    The team then examined how many of these people had a prior diagnosis of HSV-1 and whether they had been prescribed antiviral treatment for the infection.

    Among people with Alzheimer’s disease, 0.44% had a previous HSV-1 diagnosis, compared to 0.24% of controls. This translates to an 80% increased relative risk of Alzheimer’s disease in those diagnosed with HSV-1, however the absolute numbers are small.

    The researchers also found people who received antiviral treatment for HSV-1 had roughly a 17% lower risk of developing Alzheimer’s disease compared to those who were untreated.

    Not a new hypothesis

    This isn’t the first time researchers have speculated about a viral role in Alzheimer’s disease. Earlier studies have detected HSV-1 DNA in postmortem brain tissues from people who had Alzheimer’s disease.

    Laboratory research has also shown HSV-1 can trigger amyloid-beta plaque accumulation in nerve cells and mouse brains. Amyloid-beta plaques are one of the defining features of Alzheimer’s disease pathology, so this has led to speculation that reactivation of the virus may contribute to brain inflammation or damage.

    But importantly, previous research and the current study show associations, not proof HSV-1 causes Alzheimer’s disease. These links do not confirm the virus initiates or drives disease progression.

    Some other important caveats

    The study relied on insurance claim data, which may not always reflect accurate or timely clinical diagnoses. HSV-1 is also frequently underdiagnosed, especially when symptoms are mild or absent. These points could explain why both the Alzheimer’s group and the control group saw such low rates of HSV-1, when population rates of this virus are estimated to be far higher.

    This means many carriers of HSV-1 in the study may have gone unrecorded and therefore makes the link harder to interpret clearly. The dataset also doesn’t capture how often people had recurring symptoms, or the severity or duration of infections – conditions which might influence risk more directly.

    Another complicating factor is people with HSV-1 might differ in other ways from those without it. Differences in health-care access, the health of a person’s immune system, lifestyle, genetics, or even education – could all influence Alzheimer’s disease risk.

    So should you be concerned if you have cold sores?

    The short answer is no – at least not based on current evidence. Most people with HSV-1 will never develop Alzheimer’s disease. The vast majority live with the virus without any serious neurological issues.

    The “herpes hypothesis” of Alzheimer’s disease is an interesting area for further research, but far from settled science. This study adds weight to the conversation but doesn’t offer a definitive answer.

    Alzheimer’s disease is a complex condition with multiple risk factors, including age, genetics, heart health, education, lifestyle and environmental exposures.

    Infections such as HSV-1 may be one part of a larger, interconnected puzzle, but they are highly unlikely to be the sole cause.

    With this in mind, the best thing to do is to focus on what we already know can help keep your brain healthy as you age. Regular physical activity, good quality sleep, social engagement, a balanced diet and managing stress can all support long-term brain health.

    Budget 2025 takes $12.8bn from low-income, female dominated workforces to prop up the Government’s failed economic policies, said NZCTU Te Kauae Kaimahi Economist Craig Renney.

    “The Government has promised this would be a growth budget, yet it has effectively cut the wages of low-income women workers. We know that one of the best ways to stimulate economic growth is by lifting wages – the Government is doing the opposite,” said Renney.

    “The figures released today also showed that the number of people on Jobseekers Support is rising, and higher than forecast just last year. Real wage growth is lower than forecast last year – the Treasury itself says the Budget “lowers wage growth”. This is a Budget that is taking working people backwards.

    “The Budget delivers more cuts to investment, including real terms cuts to early childhood education funding. New funding for learning support is largely being delivered by cutting funding from other programmes in education. Māori Development programmes have been cut significantly, as has funding from our media, culture, and heritage institutions.

    “Promises made in health aren’t provided with new funding and the destruction of the pay equity process will mean we will continue to lose health workers to Australia, putting further stress on the system.

    “Forecasts show we will continue to miss our child poverty targets over the next four years, and we will see thousands of families loose essential income due to cuts to Best Start and Working for Families. The Government is taking money from unemployed 18- and 19-year-olds, while investing nothing in action on climate change.

    “Overall, this is a Budget that works by taking away from some of the poorest people in New Zealand, to fund tax cuts for multinationals, increased investment in corrections, the failed charter schools project, and more spending on defence.

    “This is a Budget with its priorities all wrong – and working people will be paying the price,” said Renney.
