    Minnesota refused to honor this criminal illegal alien’s ICE detainers twice 

    WASHINGTON – German Llangari Inga, an illegal alien from Ecuador, was charged with vehicular homicide that resulted in the death of Minnesota mom, Victoria Eileen Harwell in August of 2024.

    According to court documents, Llangari Inga’spreliminary breathalyzer revealed his blood alcohol content was more than twice the legal limit for driving in Minnesota. A test of a blood sample collected by police about 2½ hours later found his blood alcohol content was 0.141%, still well above the legal limit. 

    Immediately following the crime, ICE placed a detainer for Llangari upon his arrest for criminal vehicular homicide on Aug. 4, 2024. The Hennepin County Jail refused to honor the detainer, and he was released without notification to ICE on August 6, 2024. Llangari was arrested again on May 10, 2025, on an outstanding warrant for vehicular homicide by the Hennepin County Sheriff’s Office and ICE placed a detainer the same day. He was released May 13 without notification to ICE. ICE arrested Llangari Inga on May 16, 2025.

    “Despite a lack of cooperation from local Minnesota authorities, ICE arrested criminal illegal alien German Llangari Inga. This criminal illegal alien has been evading prosecution for vehicular homicide that resulted in the death of Minnesota mom, Victoria Eileen Harwell,” said Assistant Secretary Tricia McLaughlin. “Despite Hennepin County refusing to honor this criminal illegal alien’s detainer TWICE, ICE officers tracked him down and removed this criminal from Minnesota’s streets.     Police investigate serious pedestrian crash near Bridgewater

    Wednesday, 21 May 2025 – 7:33 am.

    Police are investigating a serious pedestrian crash near Bridgwater last night.
    About 6:15pm on Tuesday 20 May 2025, a 12-year-old girl was struck by a motor vehicle on the East Derwent Highway, Bridgewater.
    Initial reports suggest that the young girl, while crossing the road, ran into the path of the vehicle, travelling east on the highway. The vehicle, a grey Toyota Kluger, only contained the driver.
    Police and Paramedics attended the scene immediately and the victim was quickly transported to the Royal Hobart Hospital in a critical condition, where she remains receiving treatment.
    The driver of the vehicle was subjected to mandatory drug and alcohol testing.
    Crash investigators and Forensic Services attended the scene and conducted a thorough examination.
    Any witnesses who saw the incident or drove past the area and have dash-cam footage are asked to call Crimestoppers.

  • MIL-Evening Report: The public service has a much smaller gender pay gap than the private sector. It’s a big achievement

    After two years of publishing the gender pay gaps of Australia’s private-sector companies, the Workplace Gender Equality Agency has released public-sector employer data for the first time.

    The report shows a stark contrast between the private and public sectors. The Commonwealth public sector has a gender pay gap of 6.4%, far less than the equivalent gap of 21.1% in the private sector.

    The agency attributes a big part of the “substantially better” outcome in the public sector to the achievement of gender balance at managerial and board levels.

    Women’s representation in senior and governance roles doesn’t just narrow the pay gap at the top. It can also change workplace cultures and embed more gender-equitable practices that ripple through to all occupational levels.

    The agency says public-sector employers have achieved this outcome by “long-term and deliberate actions that address gender equality”. These include conducting a gender pay gap analysis and formulating a gender-equality strategy.

    The public sector’s results also illustrate the power of setting targets. The Australian government has set – and now achieved – targets for women to hold 50% of all Australian government board positions.

    Who’s performing well?

    Of the 120 public-sector employers in the Workplace Gender Equality Agency’s dataset, 55 have a gender pay gap that falls into the target range of between –5% and +5%.

    Several have a gender pay gap in total remuneration at or very close to zero. These include the Department of the Prime Minister and Cabinet, Department of Treasury, Department of Social Services and the Office of the Fair Work Ombudsman.

    A handful have a slight positive gender pay gap in favour of women, including the Productivity Commission.

    Where is there room for improvement?

    To support greater transparency, the Workplace Gender Equality Agency has published a searchable database of Commonwealth public sector employers. This is broken down by each department and agency.

    The largest gender gaps in median total remuneration are reported by the National Offshore Petroleum Safety and Environmental Management Authority (50.4%) and Coal Mining Industry Corporation (31.7%).

    Closer to the middle of the pack, the Australian Federal Police reports a gender pay gap of 12.2%. The Reserve Bank of Australia has a gap of 11.5%, and Australia Post 8.6%.

    The data does not include elected officials such as members of parliament.

    All up, half of Commonwealth public-sector employers have a gender pay gap larger than 5%, which the agency deems the acceptable maximum.

    But this is still a better performance than in the private sector, where 60% of companies exceeded the 5% threshold.

    How much less are women earning?

    Women working in Australia’s public sector earn on average A$8,200 less per year than their male colleagues.

    The data cover both the Australian Public Service (APS) (which is directly responsible for the delivery of government services) and non-APS organisations (which deliver services on behalf of the government).

    Within the APS workforce, men’s average total remuneration of $128,503 compares to women’s $121,146. This equates to a 5.7% gap.

    In public-sector agencies outside the APS, this gender pay gap widens to 8.8%. Men’s average salary of $127,354 compares to women’s $116,157.

    In agencies outside the APS, more of this gender gap – 5.6 percentage points – is due to men being paid more in bonuses, overtime and superannuation. Within the APS, these above-base payments contribute only 1.1 percentage points to the overall gap.

    The role of discretionary above-base payments in widening the gap in total remuneration is similar to the dynamics of the private sector, where there is also greater scope for individual negotiation.

    More standardised recruitment, promotion and wage-setting practices in the public sector, compared with private companies, mean there’s less scope for personal subjectivity and implicit biases in hiring, promotion and salary decisions.

    Turning data into action

    This is the first year the Commonwealth public sector’s performance on gender equality has been published at employer level. It follows changes to legislation in 2022 requiring public sector employers to report their gender equality indicators to WGEA from 2023, similar to the obligations of large private companies.

    The point of publishing gender pay gaps is to spark awareness and motivate employer action.

    Three in four public sector employers report they have taken action after conducting a gender pay gap analysis. Of these actions, one in four employers have corrected instances of unequal pay.

    With a heightened awareness of the benefits of flexible work, almost all public-sector employers (96%) reported “flexible working is promoted throughout the organisation”.

    But there is scope to improve the practical implementation of flexible work policies.

    Only 56% of public-sector employers offer an online option for all team meetings. Only 43% provide support to managers to ensure performance evaluations are not unfairly biased against staff who work remotely or hybrid. And only 5% report that management positions can be designed as part-time.

    With this greater transparency, there will be opportunity to monitor changes in future to look for ongoing improvements in gender-equality practices and outcomes.

    It’s in the interests of fostering a more equitable, productive and effective public sector for all.

  • MIL-Evening Report: Spotify continues to change music. What’s next – will AI musicians replace music made by humans?

    Spotify was started, according to its official claims, because its founders “love music and piracy was killing it”. In Mood Machine, music journalist Liz Pelly argues this is rewriting history.

    In fact, she points out, Spotify founder Daniel Ek initially patented a platform around 2006, for circulating “any kind of digital content”. Only months later did he and his co-founder decide music might be the most profitable form of content.

    Ek grew up in a working-class suburb of Stockholm. A neighbour recalled that, while still at school, Ek had set up a website-making business – and was earning more than his teachers. Rejected for a job at Google, he founded an ad-targeting business, Advertigo. After he sold it to tech entrepreneur Martin Lorentzon, the two men registered a new company: Spotify.

    ‘The Google of music’

    Spotify would allow users to find their desired piece of music quickly. Ek described it in 2009 as “essentially the Google of music”, Pelly writes. He had a “maniacal focus” on ensuring a user would get a virtually instantaneous response when they pressed play; no annoying buffering.

    Spotify launched in Europe in 2008 and in the United States in 2011. It listed on the stock market in 2018. Spotify has just recorded its first annual profit. It is valued at over US$100 billion: more than the three leading recording companies combined.

    It had 678 million users at March 2025: of them, 268 million were paying subscribers. The rest contribute to Spotify’s earnings by listening to advertisements: the so-called “freemium” model.

    Boon or bane of musicians?

    Music streaming now accounts for 84% of recorded music revenue, according to Pelly – and Spotify is the largest music streamer.

    Initially, Spotify looked like a boon to musicians, she writes. It could save music from the threat of “pirate” downloading, which gave no payments to creators. But many musicians are critical of the low payments artists get: fractions of a cent per stream.

    Spotify claims that in 2024 it paid out more than US$10 billion to the music industry. It claims nearly 1,500 artists are earning over US$1 million annually.

    Spotify pays the recording and publishing rights holders, not the singers and songwriters. How much the latter gets depends on their contracts with the record companies. The system is complicated, indirect and not that transparent.

    ‘Mixtapes still work’ – so do playlists

    Spotify gradually shifted towards playlists, to simplify the process of users selecting music. Some playlists, like “today’s top hits”, just consisted of the currently most popular songs. These are like the “top 40” format of many commercial radio stations.

    Spotify also hired music experts to compile their choice of the best new releases. The compilers of the most popular of these playlists, such as the playlist “rap caviar”, became very influential. A Spotify advertisement in 2013 made the analogy between playlists and mixtapes (as featured in Nick Hornby’s High Fidelity), claiming “mixtapes still work”.

    Spotify also increasingly tried to increase passive listening. It introduced playlists geared to match the existing tastes of listeners and allow for how these might vary across the day. It termed this “music for every moment”: music to exercise to, background music for studying, music to help you sleep and so on. I have a playlist of songs about economics.

    Ek said in 2016: “we really want to soundtrack every moment of your life”.

    One of the parts of the book I found most intriguing was Pelly’s discussion of how this echoes a strategy developed by Thomas Edison around a century ago. He produced shellac 78 rpm records with titles such as “in moods of wistfulness” and “for more energy!”.

    In 2014, Spotify made large investments in “algorithmic personalisation”. This suggested music similar in key, tempo, time signature, acousticness, danceability, loudness, mode and energy to whatever the user was already choosing.

    This kept users “within their comfort zone (or as Spotify thought of it, their customer retention zone)”. But it meant users were much less likely to encounter new styles and artists, or broaden their musical horizons.

    Generic music and AI

    While Spotify denies it, Pelly claims Spotify commissions session musicians, playing under assumed names, to record very generic-sounding music, for playlists such as “chill instrumental beats”. Pelly gives an example of 20 songwriters using 500 names to produce thousands of tracks, streamed millions of times.

    A “looming cloud” is the prospect AI-generated music will displace human musicians and singers in Spotify’s playlists, Pelly writes. She mentions that Spotify blocked a start-up called Boomy, which released over 14.5 million AI-generated songs – and has since struck up a partnership with Warner.

    Another controversy is around Spotify’s Discovery Mode, which offers artists more promotion of their songs in exchange for accepting lower payments. But if most artists do this, the promotions cancel each other out, leaving all the artists worse off.

    How Spotify is changing music

    Pelly quotes an independent record label founder who says Spotify has changed the nature of the music being made.

    It’s not sustainable to put out challenging records […] you have to put out records that are going to get repeat listens in coffee shops […] that are going to be playlist friendly.

    This is despite some music fans saying the music they experience as “life-changing, really profound” is different from the songs they play most often.

    Songs streamed are only monetised after 30 seconds. This has created “a particular emphasis placed on perfecting song intros […] songwriters would just dive directly into the chorus”. So, no more songs with long waits for the vocals, like U2, the Temptations, Dire Straits or Pink Floyd.

    Artists who want their songs to appear on playlists need them to match a particular mood or context. This means songs increasingly “remain in a single emotional register throughout”.

    It may mean artists are less likely to release songs with marked tempo changes, such as Dexys’ Midnight Runners’ Come on Eileen (1982), Led Zeppelin’s Stairway to Heaven (1971), Queen’s Bohemian Rhapsody (1975) or Franz Ferdinand’s Take Me Out (2004). There may still be much smaller tempo changes, such as Taylor Swift’s Evermore from 2020.

    Artists may now be less likely to release songs with marked tempo changes, such as Dexys’ Midnight Runners’ Come on Eileen.

    The “Spotify for artists” service provides artists with data about the streaming of their songs. A band planning a tour can see in which cities or countries they are most popular. They can even alter their set lists to include the songs particularly popular in particular areas.

    But Spotify monitors use of this facility, Pelly writes – and it is not clear how they use the data. Over time, it may encourage artists to repeat aspects of their most popular songs, rather than innovate and evolve.

    A serious look

    The book is interesting and informative, but somewhat dryer than some other recent exposes of the tech sector. Partly this is because Ek is a less colourful character than X’s Elon Musk, or Meta’s Mark Zuckerberg and Sheryl Sandberg.


    Pelly does not provide the witty lines of tech journalist Kara Swisher’s Burn Book. She is not a gossipy former insider, like director of global public policy at Meta, Sarah Wynn-Williams.

    As an economist, I felt the book complemented sociologist Michael Walsh’s Streaming Sounds: Musical Listening in the Digital Age. Walsh describes the demand for music streaming. Pelly analyses the supply side.

    Pelly rightly describes her book as a “serious look” at Spotify. It brings together a lot of useful information about the company and raises good questions about whether it is changing the music industry – and music itself – for the better.

    The debate will continue, as AI increases its influence and artists become more concerned about their songs being “TikTok friendly”, as well as “Spotify friendly”. Perhaps there will be more songs like Steve’s Lava Chicken from A Minecraft Movie. Just 34 seconds long, it recently became the shortest song to make the UK top 40.

  • MIL-Evening Report: ‘Outdated and irrelevant’: what do young Australians think of their schooling?

    Australia’s school system – and whether it is doing its job – is often under the microscope from politicians, experts and parents.

    The most recent NAPLAN results in 2024 triggered a wave of heated discussions after about one in three students were not meeting literacy and numeracy benchmarks.

    Education Minister Jason Clare is among those who also have serious concerns about rates of students who complete Year 12. In 2024, the retention rate of students between Year 7 and Year 12 was 79.9%. For government school students, it was 74%.

    But what do students themselves think about their schooling? Our new study asked recent school leavers about their experiences.

    Our research

    Our study draws on a 2023 survey as part of the Life Patterns research program, which follows different generations of young Australians after school.

    We surveyed more than 4,000 young people recruited from a diverse sample of 100 government, Catholic and independent schools in urban and regional areas of Victoria, New South Wales, the Australian Capital Territory and Tasmania.

    These young people completed high school in 2023 and were asked to comment on their school experiences.

    Students are mostly satisfied, but …

    The participants rated their overall impression of school on a five-point scale, from very satisfied to very dissatisfied. About 60% of them were “quite satisfied” or “very satisfied”.

    Despite this broadly positive picture, many of them also expressed concerns about their education, feeling its current content did not prepare them for life after school.

    As one female student from a capital city told us:

    I feel like school doesn’t prepare us for the real world at all and it freaks me out.

    This sentiment was echoed by another female student from a regional city:

    School seems extremely disconnected from either knowledge or experience that will help with jobs, or life skills that will assist in becoming a good, productive, happy person.

    For many, this disconnect between the education on offer and the education they wanted contributed to a disengagement from school. A male student from a regional city said:

    I am committed to my education and a dedicated student, but find it hard to connect with some of the information we are learning as it seems outdated and irrelevant. I want to learn things that are going to improve my life.

    This follows researchers’ longstanding concerns the education system is not adequately setting students up for life outside school – and the complex social, political and economic changes they will confront.

    Don’t focus on uniforms

    Students also spoke about schools focusing on issues that do not matter to young people, such as students wearing the “correct” uniform or whether or not they have their phone at school.

    As one female student commented:

    Focus on more real issues. The debates about phones allowed at school or uniforms at school seem almost irrelevant when you compare them to the everyday common hardships and problems young people face.

    Too much stress

    A strong theme in young people’s responses was the amount of stress they faced with their studies. These feelings were often linked to heavy workloads (particularly in Year 11 and 12) and the pressure they felt to achieve certain grades.

    A male student from a country town said:

    […] the pressure and the expectations to do well in school is so high and caused a lot of stress and anxiety.

    Another male student from a capital city also felt:

    There is so much pressure on high school and how one exam can change the course of your future which isn’t true.

    This echoes other studies that query the focus on a single score (the ATAR) and supports alternative approaches to measuring education outcomes at the end of Year 12.

    More mental health support

    Amid ongoing reports of young people struggling with their mental health, mental health also emerged as a major concern in students’ responses.

    A male student from a capital city told us young people were “battling every day” and they needed more free, accessible resources and support from school staff.

    They also saw a connection between the pressures of schooling and mental health concerns. As one female student told us:

    There is too much expected from students at school, leading to burn out and mental illnesses.

    What next?

    Our study shows many young people care deeply about their education. But they also feel it isn’t working for them or preparing them for life beyond school.

    This suggests government institutions and schools need to be doing more to include young people’s perspectives as they design and implement curricula.

    By recognising young people as active stakeholders in schools,
    education shifts from something happening to them to something happening with them. This approach can foster a stronger sense of belonging, ownership and engagement with learning.

  • MIL-Evening Report: The Queensland melioidosis outbreak is still growing. What’s keeping this deadly mud bug active?

    The outbreak of the deadly “mud bug” melioidosis in north Queensland has not yet abated since it began at the start of this year.

    So far there have been 221 cases and 31 deaths from the disease in 2025. This encompasses a 400% increase in cases in Cairns and a 600% increase in Townsville compared to the average over previous years.

    Fortunately, case numbers have begun to drop. Queensland Health reports new cases weekly, and in the most recent reporting period – up to May 6 – seven new cases were recorded, down from a peak of 29 cases in the week to February 16.

    However, people are still contracting and dying from this disease. So what’s keeping it active in Queensland, and are there any promising vaccines on the horizon?

    What is melioidosis?

    Melioidosis is caused by the bacterium Burkholderia pseudomallei which lives in soil, mud and groundwater, usually not causing any harm. But B. pseudomallei can cause disease in humans and animals if it enters the skin via a cut. Or it can be inhaled in water droplets and enter the lungs.

    The disease generally takes one to four weeks to establish itself, meaning people don’t develop symptoms immediately after they’ve been exposed.

    Melioidosis most commonly presents as pneumonia. However chronic skin infections, called cutaneous infections, occur in 10–20% of cases. Melioidosis can also lead to blood infections.

    Symptoms of the pneumonia form include fever, headache, difficulty breathing, muscle pain, chest pain and confusion.

    We don’t understand cutaneous infections as well as we do lung infections with melioidosis. Cutaneous infections are also less responsive to standard antibiotic treatments due to the nature of the chronic wound. For example, the bacteria can form a slimy layer called a biofilm. This can help the bacteria produce proteins which can block the antibiotics from working.

    Melioidosis occurs most commonly in tropical areas, such as Thailand. But it’s also regarded as endemic in northern Australia, occurring in Queensland and the Northern Territory. Nonetheless, the scale of the current outbreak in north Queensland is highly unusual.

    Anyone can contract melioidosis, but certain medical conditions can increase a person’s risk. These include diabetes, liver, kidney or lung disease, cancer, or other conditions which might compromise the patient’s immune system.

    During the current Queensland outbreak 95% of cases have been in people with risk factors such as diabetes or lung disease.

    How is melioidosis spreading in Queensland?

    Melioidosis increases during periods of high rainfall and flooding, and this has been the case in the current outbreak. However, patterns have begun to emerge suggesting the bacterium may now be spreading in other ways.

    Experts have suggested that while the Townsville cases can be explained by flooding and correlate to high levels of rainfall, the Cairns cases do not match with this explanation.

    One suggestion is that the construction of the Bruce Highway upgrade south of Cairns has caused an increase in cases due to clay soil particles becoming airborne during construction.

    It’s not an entirely new idea. The movement of soil during highway construction and urban expansion has been investigated as a potential mode of transmission during previous spikes of melioidosis cases in far north Queensland.

    The infrastructure body responsible for the upgrade has pledged to follow expert health advice as investigations continue.

    Could B. pseudomallei be evolving and becoming more deadly?

    This potential change in how the disease is spreading, and the increased number of cases and deaths, might indicate the organism is evolving to spread more easily and become more deadly. Genome analysis is ongoing to determine this.

    Notably, bacteria found in the environment can acquire genes from other bacteria in soil and water. This may give them enhanced abilities to survive in unfavourable conditions and be more resilient to changes in their natural habitat, as well as potentially infect human hosts more effectively.

    In a warming climate with increased rainfall, the bacterium behind melioidosis is likely to be a prime candidate for this kind of change.

    How about treatments and protection?

    There’s currently only one way to treat melioidosis, which involves receiving intravenous antibiotics in hospital for several weeks, followed by up to six months of oral antibiotics.

    Against a backdrop of urgent calls for more research and increased public awareness around melioidosis, there may be hope on the horizon.

    Researchers at the University of California have developed a vaccine which produces a protein that mimics the proteins in B. pseudomallei, leading to an immune response against this bacterium. The vaccine has been successful in mouse models and will continue to a further animal trial, which, if successful, will lead to human trials.

    It seems melioidosis is a problem that’s not going away.

    If you live in an affected region such as tropical Queensland or the NT, limit exposure to mud and water as much as possible. If you’re spending time in muddy areas, use appropriate personal protective equipment such as gloves and boots.     Galaxies are often described as vast star factories, churning out new suns from clouds of gas. For decades, astronomers have assumed that the more raw material a galaxy holds, the more stars it should be able to make.

    But our latest study, published this month in the Publications of the Astronomical Society of Australia (PASA), challenges that assumption. We found that when it comes to forming stars, it’s not just the amount of gas in a galaxy that matters – it’s where that gas is located.

    Getting the ingredients in the right place

    Our research is part of one of the largest efforts to map atomic hydrogen gas in nearby galaxies. This huge project is called the WALLABY survey (or the Widefield ASKAP L-band Legacy All-sky Blind Survey).

    Hydrogen is the most abundant element in the universe and the basic building block of stars. But surprisingly, a large fraction of this gas in galaxies lies far from where stars actually form – out in the faint outer regions, well beyond the bright stellar disk.

    Think of atomic hydrogen as the flour in a cake recipe. It’s the essential ingredient for making stars. But what really matters for the recipe is not how much flour there is in the bag, but how much ends up in the mixing bowl.

    In the same way, to understand how stars form, we need to focus on the gas that’s in the right place. In a galaxy, that means within the stellar disk, where it can actually be used.

    A closer look

    Until now, most measurements of atomic hydrogen in galaxies have focused on their total gas content, without showing where that gas is located. That’s because earlier observations – especially those made with single-dish radio telescopes – couldn’t detect where in a galaxy hydrogen gas was located.

    However, the Australian Square Kilometre Array Pathfinder (ASKAP) telescope in Western Australia has a very wide field of view and moderate resolution. This means astronomers can use it to efficiently map the hydrogen gas across large areas of the sky and within individual galaxies.

    Using the ASKAP telescope, the WALLABY survey should eventually detect more than 200,000 galaxies and provide detailed hydrogen maps for many thousands of them.

    A puzzle resolved

    Our study, led by PhD student Seona Lee, draws on hydrogen maps for around 1,000 galaxies. This is an unprecedented sample size for this kind of analysis.

    The results reveal a clear trend. The amount of star formation is much more closely linked to the amount of hydrogen gas within the stellar disk than the gas farther out. That outer gas, even when it is plentiful, appears to play little immediate role in fuelling new stars.

    This helps explain a long-standing puzzle – why some galaxies with large gas reservoirs form relatively few stars. It turns out much of their gas may be sitting idle in the galactic outskirts, too far from the regions where stars actually form.

    In short, measuring the total gas content of a galaxy doesn’t give the full picture. To understand star formation, we need to zoom in – not just total up the ingredients, but see where they’re actually being used.

    Barbados and Morocco delivered opening remarks on behalf of the co-coordinators. They highlighted the successful midterm review in April of the DPP’s work in 2025 and underscored the importance of delving deeper into each focus area to advance potential outcomes. They noted co-sponsors’ interest in the ongoing global efforts to reduce plastics pollution, particularly the negotiations led by the Intergovernmental Negotiating Committee under the United Nations, which is scheduled to hold its next round of talks in August 2025 in Geneva.
    The co-coordinators reported on the productive discussions held during a workshop for Latin America and the Caribbean on 16 May, highlighting the DPP initiative’s continued efforts to incorporate regional perspectives and to hear from smaller delegations. The first region-focused workshop, held alongside the April DPP meeting, had centred on Africa.
    They noted that regional experts underscored the importance of boosting trade and strengthening institutional regulatory capacities to address plastics pollution. The workshop emphasized strong support for small businesses, calling for technical assistance and financial incentives to help them participate in a more sustainable economy.
    Participants also highlighted the need to promote locally sourced, sustainable substitutes — such as banana peel, bamboo and sugarcane byproducts — alongside green finance mechanisms, while considering consumer awareness of non-plastic substitutes and cultural preferences for certain alternative materials. The discussion further stressed the value of enhanced regional cooperation and a unified regulatory approach to single-use plastics, with platforms such as Mercosur (Southern Common Market) and ALADI (Latin American Integration Association) identified as key avenues for regulatory cooperation and aligning standards. 
    Switzerland and China facilitated thematic discussions on the two focus areas. On the first topic — enhancing cooperation on applicable standards for non-plastic substitutes and alternatives — members heard from a diverse range of institutions and companies. The Codex Alimentarius Committee under the UN Food and Agriculture Organization presented its work on food packaging standards for traded goods, with a focus on food safety.
    Representatives from companies and associations in Peru, the Philippines and the Netherlands shared their experiences and challenges in navigating domestic and international regulations while using nature-compatible and biodegradable materials to replace single-use plastics. The United States also provided a debrief on recent discussions in the WTO Committee on Technical Barriers to Trade, which explored domestic practices and the potential negative impacts of changes to food packaging regulations. The importance of cross-committee collaboration between the DPP and other WTO bodies was underscored.
    Participants expressed a shared commitment to addressing plastics pollution through the DPP, while cautioning against duplicating the work of existing WTO committees and international standard-setting organizations. Several emphasized the importance of the DPP focusing on its unique contributions — such as facilitating information exchange, sharing domestic experiences, and examining the commercial, environmental and safety dimensions of non-plastic alternatives. Many also underscored the need for international cooperation, the harmonization of standards and certification schemes, and equitable access to sustainable solutions, particularly for developing economies.
    On the second topic — enhancing transparency of trade flows of plastics — members received an update from the United Nations Institute for Training and Research (UNITAR), which presented its work on developing statistical guidelines for measuring plastic flows throughout the life cycle. The European Union’s Joint Research Centre also gave a presentation on the bloc’s evolving policy landscape and its strengthened measures to track material flows of plastics across its value chain.
    Participants welcomed the guidelines as useful tools for monitoring the trade flow of goods with embedded plastics, as well as single-use plastic items. They encouraged broader knowledge sharing to include guidelines developed by other organizations and called for greater support to developing and least-developed members in building capacity for data collection.
    In conclusion, Australia thanked members and stakeholders for their inputs, emphasizing that transparency is a critical step toward effective policy design. It noted that the discussions underscored the potential of non-plastic substitutes and alternative materials, while also acknowledging the remaining challenges.
    Co-coordinators will provide updates on the next steps following further consultations.

    DPP co-sponsors have identified eight areas for achieving possible outcomes at MC14. The remaining six areas include: supporting ongoing multilateral negotiations under the United Nations to reduce plastics pollution; exploring strategies to harmonize trade-related measures for single-use plastics; identifying best practices; improving access to relevant technologies and services; building capacity for developing members; and considering the potential development of domestic inventories of trade-related plastic measures.
    Launched in November 2020 by a group of WTO members, the Dialogue on Plastics Pollution currently consists of 83 co-sponsors, representing almost 90 per cent of global trade in plastics.

    The agreement on next steps brings the Steering Committee closer to opening its first Call for Proposals. The Fund will receive funding requests for project grants that will support developing and least developed country (LDC) members to implement the Agreement provided they have ratified it.

    The Committee welcomed Barbados, The Gambia, Haiti, Mauritius, Peru, the Philippines, Seychelles, and Sierra Leone as new members to represent beneficiary members while acknowledging the contributions of Djibouti, Fiji, Gabon, Ivory Coast, Nigeria, Peru, Saint Lucia, and Senegal, who served on the Committee since January 2024.

    Donor representatives to the Fish Fund will rotate at a later stage. Both donors and beneficiaries may rotate their delegates at any time, provided that at least two LDC members remain on the Committee. All Steering Committee members are required to serve a minimum term of one year.

    Eligible and interested members will be able to submit calls for proposals when 101 WTO members have deposited their instruments of ratification. Currently, 99 WTO members have deposited their instruments. After the Call for Proposals is launched, the Secretariat of the Fish Fund will receive proposals for a period of approximately three months, after which all applications will be reviewed and submitted to the Steering Committee.

    The Steering Committee also approved the Monitoring, Evaluation, and Learning (MEL) Framework for the Fish Fund, a key tool to support the effective implementation of future projects.

    Known as the Fish Fund, the WTO Fisheries Subsidies Funding Mechanism was established under Article 7 of the WTO Agreement on Fisheries Subsidies, which was adopted at the 12th Ministerial Conference in 2022. Developing and LDC members that have ratified the Agreement are eligible to submit projects supporting implementation of the Agreement. The Fish Fund will operate in cooperation with relevant international organizations, such as the UN Food and Agriculture Organization (FAO), the International Fund for Agricultural Development (IFAD), and the World Bank.

    This was the Steering Committee’s fifth meeting since the Fish Fund became ready to accept voluntary contributions from WTO members in November 2022. The contributing members thus far are Australia, Canada, the European Union, Finland, France, Germany, Iceland, Japan, the Republic of Korea, Liechtenstein, the Netherlands, New Zealand, Norway, Portugal, Spain, Sweden, the United Arab Emirates, and the United Kingdom.

    A total of 111 ratifications from WTO members are needed for the Agreement to enter into force. So far,99 instruments of acceptance of the Agreement have been received. The full list is available here.

    Deputy Director-General Jean-Marie Paugam, who chaired the 43rd Round of Consultations of the Director-General’s Consultative Framework Mechanism for Cotton (DGCFMC), drew members’ attention to the latest meeting of the Steering Committee of the “Partenariat pour le Coton” initiative, which built on a series of national consultations held last year in the Cotton 4+ countries (Benin, Burkina Faso, Chad, Mali and Côte d’Ivoire).
    The meeting took place at the headquarters of the African Export-Import Bank (Afreximbank) in Cairo on 28-29 April. Important suggestions were made regarding advancing the cotton development agenda in the C-4+ countries, and there was productive discussion on available financing options, including concrete proposals to support the cotton-textile-clothing value chain.
    DDG Paugam stressed that, while it has been projected that US$ 5 billion could be unlocked over the next 10 years under the framework of the “Partenariat pour le Coton”, this would require the C-4+ to act as the driving force and to adopt a regional approach to attract and sustain investment.
    A study published in June 2024 highlights the potential of processing 25 per cent of C4+ cotton locally. Although this would require an investment of around US$ 5 billion in facilities and workforce training, it could create 500,000 jobs, especially for women and youth, and would significantly enhance value addition within the region.
    Acknowledging previous concerns about implementation, transparency, and commitment to the Evolving Table on Cotton Development Assistance, DDG Paugam called for a dedicated meeting with donors to explore ways to enhance the effectiveness and impact of this tool. The Evolving Table contains project updates by a number of WTO members and by the Food and Agriculture Organization of the United Nations (FAO).
    Chad, the FAO and the International Trade Centre (ITC) jointly announced that the 2025 World Cotton Day will take place on 7 October in Rome, which will coincide with the 80th anniversary of the FAO. The event aims to boost visibility and promote investment in African cotton through the work of the “Partenariat pour le Coton”, as well as to encourage discussion of climate challenges to cotton.
    Afreximbank reiterated the importance of a harmonized project submission template for standardization, transparency, collaboration and monitoring of C4+ cotton projects and proposed joint financing initiatives, shared knowledge platforms, capacity-building, risk mitigation strategies and policy advocacy.
    Members took the floor to share their experiences of activities within the framework of South-South cooperation. They also expressed support for the cotton industry, focusing on job creation, economic diversification, de-risking investments, tailored cooperation, regional strategies and enabling environments. Delegations also discussed industrialization, global value chain integration, investment clarity and progress on regional development projects in the context of the cotton industry.
    On emerging challenges, members learned about the latest developments in cotton-producing countries, as well as new challenges facing the cotton sector in C-4+ countries. The International Cotton Advisory Committee (ICAC) shared a presentation about water use in cotton cultivation, which explained that it is a misconception that cotton – a semi-desert crop – requires large quantities of water for cultivation. Nevertheless, ICAC cautioned that climate change is affecting rainfall patterns, and that this is a matter of concern for cotton cultivation.
    The DGCFMC also outlined key next steps. A technical online seminar on second-hand and recycling of clothing by Côte d’Ivoire is scheduled for 19 June. Other members were encouraged to coordinate with the WTO Secretariat to propose similar initiatives. A harmonized “Partenariat pour le Coton” project submission template will be created to enable C-4+ countries to present priority projects at an upcoming technical workshop. The WTO will support monitoring, evaluation and engagement with development agencies. Meanwhile, FIFA’s Football for Schools programme will encourage the use of C-4+ cotton for apparel, to produce T-shirts and polo shirts in West Africa and distribute these items globally by the end of 2025.
    In conclusion, DDG Paugam underscored the need to sustain and build on the current momentum surrounding cotton, especially given that MC14 is approaching. Progress made, consolidated synergies and promising prospects ahead call for redoubling efforts, he said.
    Ambassador Hussain, who facilitated the discussion on addressing the trade aspects of cotton, gave an update on his consultations with members on the way forward for agriculture negotiations, focusing on cotton.
    He noted that the C-4+ countries and other members had stressed the importance of cotton within the agricultural negotiations, and that members had highlighted the need to make significant progress on this issue at MC14, as this would resonate positively in Africa and benefit the WTO as a whole.
    The C-4+ Group also suggested the possibility of decoupling cotton negotiations from the broader agriculture package to facilitate reaching a standalone decision on cotton at MC14. The Group, along with several other developing members, emphasized the importance of adhering to past ministerial decisions and called for progress to be made to reduce cotton-specific trade-distorting domestic support.
    Ambassador Hussain urged members to engage actively in open dialogue, express their concerns clearly, and work together to bridge differences. He proposed to convene a “cotton quad plus” meeting in the coming weeks to facilitate honest and concrete discussions. The “cotton quad plus” forum involves the C-4+ countries and several major cotton players, including Australia, China, Brazil, the European Union, India, Pakistan and the United States.
    The ICAC also provided an overview of the global cotton market for the 2024-25 season, forecasting a production increase of approximately 7 per cent compared to the previous season. World cotton consumption is anticipated to rise by 2 per cent in 2024-25, although trade projections have been revised downward to 9.45 million tonnes for the 2024-25 season. This adjustment reflects a decrease from the previous forecast of 9.94 million tonnes, as reported in April 2024. The ICAC also presented findings from a recent analysis on specialty cotton, which grows annually and currently accounts for about 31 per cent of total global cotton lint production. Specialty cotton, as defined by the ICAC, includes any long or extra-long staple varieties, as well as cotton from specific identity programmes encompassing various certification initiatives worldwide, such as “Better Cotton” and “Cotton Made in Africa”.
    The International Trade Centre (ITC) provided an update on the ITC Cotton Portal, a joint initiative with the WTO to consolidate cotton-related information. The portal, launched at the 11th WTO Ministerial Conference in Buenos Aires in 2017, features three main modules: trade statistics, market information and learning. The ITC reported that the portal has around 3,000-4,000 users annually. Planned improvements include the integration of artificial intelligence (AI), additional languages, and better data on e-commerce and logistics.
    The ITC Cotton Portal aggregates cotton-related information from the ICAC, ITC and WTO, as well as other sources. For instance, it features a live data feed from ICAC on cotton production, as well as direct links to essential tools that facilitate cotton trade, such as the Export Potential Map.
    The C-4+ agreed concerning the relevance of this tool in contributing to a more efficient cotton trading system by improving transparency and accessibility of trade-related information relevant for cotton producers, traders and policymakers. They called for more training to raise awareness of the platform in Africa and to increase its utilization, as this could help governments in making informed policy decisions. The ITC and the WTO expressed their readiness to pursue discussions with the C-4+ concerning ways to make the portal more accessible and as relevant as possible in developing economies, and especially in Africa.
    The WTO Secretariat introduced a revised background paper compiling all cotton-related information available at the WTO, including members’ notifications, replies to a questionnaire on cotton policy developments and information on tariff and non-tariff measures.
    As part of Cotton Day at the WTO members attended  the opening of an exhibition featuring a data visualization structure that consolidated and presented information on cotton-related activities, telling the story of cotton through interactive maps, infographics, images and dynamic graphics. The exhibition concluded with a reception hosted by the United Nations Industrial Development Organization (UNIDO) at WTO headquarters.

  • MIL-OSI Europe: Briefing – The EU and the Pacific countries: Between climate change and geopolitical rivalries – 20-05-2025

    The Pacific Islands region occupies almost 15 % of the Earth’s surface. The European Union (EU) recognises 15 Pacific Island Countries (PICs), mostly small developing states formed by archipelagos consisting of a large number of inhabited islands. The region includes three French Pacific Overseas Countries and Territories (OCTs) associated with the EU. Population dispersion and economic dependency on a narrow range of industries – particularly tourism and fishing – are common characteristics of these countries. Climate change poses an existential threat to the survival of these countries, whose progress towards the Sustainable Development Goals has been quite slow. The region has been largely neglected by the major powers, but it has recently emerged as one of the areas where the geopolitical rivalry between the United States (US) and China is playing out. Beijing’s outreach and influence in the region has been increasing, not least to exert pressure on some countries to abandon their diplomatic recognition of Taiwan. In 2022, the Pacific Islands Forum (PIF) – the main political and economic policy organisation of the region – launched the ‘2050 Strategy for the Blue Pacific Continent’.     Health leaders from malaria-endemic African countries and global partners called today for intensified action to counter antimalarial drug resistance – a growing challenge that threatens to undermine hard-won progress against one of Africa’s deadliest diseases.

    Meeting on the margins of the Seventy-eighth World Health Assembly, the high-level gathering turned a spotlight on the urgent need for coordinated action to contain the spread of resistance to frontline malaria medicines.

     “Antimalarial drug resistance is a threat to every community on this continent, noted Dr Sabin Nsanzimana, Minister of Health of Rwanda. “It demands a shared response, rooted in science, solidarity and speed.”

    Led by the Government of Rwanda, the side event brought together a powerful coalition of co-hosts, including Eritrea, Ethiopia, Namibia, South Sudan, Uganda, the United Republic of Tanzania and Zambia. Supporting partners included World Health Organization (WHO), Medicines for Malaria Venture (MMV), the RBM Partnership to End Malaria and Africa Centres for Disease Control and Prevention (Africa CDC).

    A race against time to preserve life-saving malaria treatments

    Containing antimalarial drug resistance is a critical public health priority – particularly in the African Region, which shoulders 95% of the global malaria burden. According to WHO’s latest World malaria report, 4 East African countries – Eritrea, Rwanda, Uganda and the United Republic of Tanzania – have confirmed the presence of partial resistance to artemisinin, the core compound of the most effective treatments for P. falciparum malaria. Resistance is also suspected in other countries, including Ethiopia, Namibia, Sudan and Zambia.

    Drug resistance has been driven by several factors, such as the use of substandard or counterfeit medicines and treatment regimens that are not followed to completion. Protecting the efficacy of artemisinin-based antimalarial drugs is now a race against time. With heavy dependence on artemisinin-based combination therapies (ACTs) in Africa, full-blown treatment failure could have very serious consequences.

    In 2022, WHO released a dedicated strategy to confront antimalarial drug resistance in Africa. It reinforces the critical need for close collaboration with National Malaria Programmes, research institutions, and other partners to map the presence of antimalarial drug resistance, monitor drug efficacy and ensure patient access to effective treatments.

    “Drug resistance is a growing threat that demands urgent, collective action,” said Dr Daniel Ngamije, Director of the WHO Global Malaria Programme. “We must act decisively and in solidarity to preserve the tools we have and to ensure access to effective – treatments for all in need.”

    Urgent need to diversify malaria treatment options

    In most malaria-endemic countries in Africa, artemether-lumefantrine (AL) accounts for more than 80% of the malaria treatment market in the public sector. To protect efficacy of AL and other artemisinin-based therapies, WHO has called for diversification of currently used ACTs (see box below). One approach is the use of multiple first-line therapies, which could reduce drug pressure and delay resistance. Next-generation therapies may include triple ACT combinations or non-artemisinin-based drugs.

    However, some alternative ACTs with favorable safety and efficacy profiles are more expensive than AL, placing them out of reach for many endemic countries. Innovation must not only deliver next-generation treatments but also ensure they are accessible and affordable.

    “Innovation is critical in the fight against drug resistance,” said Dr Martin Fitchet, CEO of MMV. “With our partners, we’re developing next-generation antimalarials that could reach patients by 2027 – while acting now to preserve the power of today’s treatments. Both are vital to outpace resistance and keep saving lives.”

    Together with countries and other partners, global funders are working to expand access to alternative treatments and bolster efforts to detect and mitigate resistance. In a joint donor statement issued in September 2024, the Gates Foundation, the Global Fund, UNITAID and the U.S. President’s Malaria Initiative noted that time is of the essence:

    “It’s all too easy with a sweeping problem like resistance to only wake up to the scale of it too late,” notes Peter Sands, Executive Director of the Global Fund and a panelist in today’s discussion.

    WHO-recommended artemisinin-based combination therapies

    ACTs combine an artemisinin derivative (artesunate, artemether or dihydroartemisinin) with a partner drug. The role of the artemisinin compound is to reduce the number of parasites during the first 3 days of treatment, while the role of the partner drug is to eliminate the remaining parasites and cure the infection. WHO currently recommends 6 ACTs as first and second-line treatment for uncomplicated P. falciparum malaria:

       ●   artemether-lumefantrine (AL)
       ●   artesunate-amodiaquine (AS-AQ)
       ●   artesunate-mefloquine (AS-MQ)
       ●   artesunate-pyronaridine (AS-PY)
       ●   artesunate+sulfadoxine-pyrimethamine (AS+SP)
       ●   dihydroartemisinin-piperaquine (DHA-PPQ)   

    Momentum builds for national action on antimalarial drug resistance

    Panelists in today’s discussion echoed the commitments of the 2024 Yaoundé Declaration for strong leadership in malaria-endemic countries, greater regional collaboration and sustained support from global partners. These actions will not only help to accelerate reductions in malaria mortality, but also contribute towards curbing drug resistance.

    Many speakers recognized the urgent need for robust surveillance systems and timely sharing of data on drug-resistant malaria. As Professor Dyann Wirth, Chair of the WHO Malaria Advisory Policy Group, noted:

    “Data needs to be shared in a timely way so that researchers share it with policymakers – and then policymakers are able to use that data to make decisions.”

    Health leaders also called for more predictable, sustainable financing to close critical gaps in health services and surveillance – including through increased domestic resource mobilization and continued support from international partners.

    Stepping up collective action, aligned with country priorities

    To bolster country-driven efforts, coordinated support from global partners is vital. The “Big Push” initiative is bringing together governments, communities and other partners in a shared effort to revitalize malaria control.

    “The Big Push represents a new era of partnership – one that is country-driven and community-led,” said Dr Michael Charles, CEO of the RBM Partnership to End Malaria.

    The Big Push calls for a clear accountability mechanism and increased investment in malaria responses. It further highlights the critical role of data-driven decision-making, resilient primary health care systems and meaningful community engagement.

  • MIL-OSI Global: For long-tailed tits, it really does take a village

    Any parent will tell you how useful it can be to have family living nearby, giving a helping hand when raising your children. In humans, relatives and even non-relatives act as childminders. Such behaviour is widespread in other animals too, particularly birds.

    In our recent study we explored why long-tailed tits, one of the UK’s tiniest bird species, often act as foster parents instead of raising their own brood.

    Since Darwin’s musings on apparent altruism in honeybees, scientists have discovered that individuals of many species help each other, including bacteria, insects, shrimps, mammals and especially birds. We now know that almost 10% of bird species cooperate, helping to raise nestlings that are not their own. This is called cooperative breeding.

    The question that has puzzled scientists since Darwin is why do other animals (and why do we) cooperate? The answer usually lies in a shift in focus from the individual to the genes that make them. The revolutionary work of evolutionary biologist Bill Hamilton in the 1960s (popularised in Richard Dawkins’ The Selfish Gene in 1976), showed that helping family members can improve the transmission of shared genes to the next generation.

    But when is it more advantageous to help family members than to raise your own kids? That is the question we asked of long-tailed tits, the most cooperative of the UK’s birds. In our recent study published last month, we summarised 30 years of research on the cooperative breeding system of long-tailed tits.

    These tiny and highly social birds with their characteristic chrrr-rr-rr calls are common in UK woods and gardens. In winter, they hang out in groups of 10-20 birds. These flocks often contain close family members, such as parents with offspring and siblings. They forage together during the day and, at night, they sleep in tight huddles on branches, to keep themselves warm.

    In February or March, when they sense that spring is just around the corner, the groups disband, and each bird finds a partner. Then follows what must seem like a marathon effort. Their domed nests, usually built in spiky bushes or high in tree forks, are elaborate constructions that may take weeks to complete. Females lay 9-11 eggs that they incubate until hatching two weeks later. Nestlings are fed by both parents for 16-18 days, when they fledge.

    However, small carnivores and other bird species are waiting for this bonanza of eggs or chicks, and about 70% of long-tailed tit nests are destroyed by such predators every year. Pairs must then start all over again, building a new nest and laying eggs. No wonder that they can only raise one brood per year.

    By early May, the season is too advanced to re-nest, and if a pair has lost their brood they give up for the year. Some lucky ones manage to reproduce, of course. Is it luck? Maybe, in part – but the secret for half of the successful nests is that they got help from family members.

    Birds that fail to breed often become helpers, moving to another nest and assisting that pair in raising their offspring. Around half of all broods have helpers, typically just one or two, but up to eight at a single nest. The extra food that helpers provide increases the survival of offspring. Helpers normally choose the nest of relatives, increasing the number of birds carrying their genes in the next generation. For birds that may live for just a couple of years, this is the next best option after failing to breed successfully themselves.

    Small birds with persistent family bonds

    In our study, we aimed to understand how these family bonds persist and are important for the long-tailed tits. First, they tend to stay and reproduce near where they were born, especially males. As a consequence, we observed that long-tailed tits live in “kin neighbourhoods”. Second, even when they move and decide to settle further afield, long-tailed tits do so with sisters and brothers, maintaining their family ties as they move.

    These family ties can persist over thousands of kilometres. Long-tailed tits in the UK stay in the same area all year. However, populations in the Baltics migrate and spend the winter in central Europe. By catching groups on their southward and northward journeys, we discovered that long-tailed tits travel over large distances in family groups and end up nesting next to each other. These strong family bonds enable them to keep their support network in place.

    Males help more than females, and only birds in good condition help. But, most importantly, it is the strength of the family bond – how closely related and familiar they are – that affects this decision. We also identified external factors that promote cooperation. When predation is intense there are more failed breeders seeking helping opportunities. And when the weather limits time for breeding, long-tailed tits are more likely to help others. Out of adversity comes opportunity.

    We have unpicked the web of causes and effects that explain why long-tailed tits have complex social lives and a cooperative breeding system. Now, our aim is to understand how they recognise family members, whether it is with their calls, their smells, or simply because they built strong friendships over time with them.

  • MIL-OSI Canada: Community-led service supports people in crisis in Comox Valley

    People experiencing a mental-health or substance-use crisis in the Comox Valley now have access to more services to help them stabilize and connect to the support they need.

    “This service in the Comox Valley is helping people in crisis get timely, compassionate support from those who truly understand their experience,” said Josie Osborne, Minister of Health. “By combining clinical expertise with the knowledge of people who have lived through similar challenges, this community-led approach offers a more empathetic and effective response that can make a real difference in someone’s path to recovery.”

    Crisis Response, Community-Led (CRCL, pronounced “circle”), formerly known as Peer Assisted Care Teams, is a mobile, community-led crisis service that serves people 13 and older experiencing a mental-health or substance-use crisis, which might include thoughts of suicide or self-harm, feelings of grief, panic or anxiety, and/or acting or feeling in ways that are distressing.

    “In the Comox Valley, we have witnessed CRCL represent a transformative approach to mental-health crisis response, centred around compassion and lived experience,” said Sarah Delaney-Spindler, senior director, AVI Health and Community Services. “By meeting individuals where they are, CRCL has provided immediate, person-centred support that fosters healing and connection within our communities. We have seen in action the impacts of CRCL and its low-barrier, compassionate approach connecting individuals in community with resources and support.” 

    A person in crisis may contact CRCL for support directly, or friends, family members or bystanders may reach out if concerned about the well-being of someone else. The team is made up of responders with a combination of mental-health professionals and people with lived experience who are trained in providing trauma-informed, culturally safe crisis support.

    “We’ve lost too many of our people to trauma, addiction and a system that wasn’t built for us,” said Nicole Rempel, Elected Chief Councillor, K’ómoks First Nation. “Our communities are grieving and asking for help, but what we’re met with is silence, delay or criminalization. The CRCL program is a step toward something different: a trauma-informed, culturally safe approach that recognizes the strength and wisdom already in our communities. We are not just piloting a program, we are decolonizing a system that has failed our people. This is how we reclaim care: by building something our communities can trust, and that other Nations can build upon too. This is not just a pilot, it’s a path forward.”

    The CRCL team helps de-escalate the situation, ensures and plans for the safety of the person in crisis, and connects them to services to support their long-term needs. This service also helps free up policing resources to focus on crime and prevents demand on hospital emergency departments by supporting people in the community.

    The Comox Valley CRCL is operated by AVI Health and Community Services in partnership with K’ómoks First Nation, with oversight and support from the Canadian Mental Health Association, BC Division. The service soft-launched in October 2024, focusing on providing care to the K’ómoks First Nation. In December 2024, it expanded to serve people in Cumberland, Courtenay and Comox. Since the service launched, more than 100 people have been supported.

    In addition to the Comox Valley service, there are four CRCLs in operation in Victoria, North and West Vancouver, New Westminster and Prince George.

    Expanding CRCL is part of the Province’s Safer Communities Action Plan and supports the plan’s goal of creating safe, healthy communities for everyone. Enhancing supports for people living with mental-health and addiction challenges is an integral part of government’s work to build a full continuum of mental-health and substance-use care that works for everyone.

    Victoria, British Columbia – The Canadian Coast Guard’s seasonal Inshore Rescue Boat stations in British Columbia are now open. These seasonally-operated stations are open from May 18 until September 1, 2025, and include:        

    • Coast Guard 509 Cortes Bay, Cortes Island
    • Coast Guard 508 Sointula, Malcolm Island
    • Coast Guard 507 Nootka Sound
    • Coast Guard 504 Kelsey Bay  

    In British Columbia, Inshore Rescue Boat stations are crewed by Coast Guard Rescue Specialists as coxswain and post-secondary students hired and trained by the Canadian Coast Guard’s Search and Rescue Program. These stations provide additional maritime search and rescue service during the busy summer recreational boating season.

    Waterways remain very cold at this time of year and take much longer to warm up compared to the air. Transport Canada’s Safe Boating Guide is an excellent source of information in preparation for the recreational boating season.

    On water emergencies can be reported 24 hours a day, 365 days a year, toll-free (within Canada) at 1-800-567-5111, or via marine VHF radio – channel 16.

  • MIL-OSI Global: The UK might have accepted the idea of youth mobility with the EU, but it’s not happening any time soon

    The language might be dry, but the political shift is significant. Monday’s summit between the UK and EU leaders in London resulted in an acknowledgement of the “mutual interest to deepen our people-to-people ties, particularly for the younger generation”.

    This announcement is an important step forward in the creation of a youth mobility scheme between the EU and UK, even if it has required a name change to become a “youth experience scheme”. It is the first time that a British government has formally accepted this as something to negotiate and implement.

    However, there is scant detail about how it will work in practice and what the inevitable limits will be. While the permitted activities (“work, studies, au-pairing, volunteering, or simply travelling”) seem extensive, they are prefaced with the dreaded words “such as” – which means no one has actually agreed any of it.

    It was clear over a year ago that the basic models that the two sides have for youth mobility differ. The EU wants lengthy exchange periods and home tuition fees for students; the UK wants shorter stays, caps on numbers and retention of international fees for EU students at UK universities. The achievement of a deal would require at least one of them to move. This week makes this difference now the formal position, rather than showing whether movement is possible.

    It’s possible that discussion of British participation in the Erasmus+ scheme for student mobility might be a partial stopgap, making exchanges within study programmes easier. However, the ambition for creating those deeper people-to-people ties will need more to make it meaningful.

    As the troubled history of this idea should indicate, there’s still a very long way to go before anyone gets to use the scheme in practice.

    The founding irony of a youth mobility scheme with the EU after Brexit is that it was originally a British idea. It was produced under Rishi Sunak following his conclusion of the Windsor Framework on Northern Ireland, when he was looking for areas to rebuild ties with Europe.

    In 2023, feelers had been put out to various EU member states about concluding bilateral deals with the UK. While there was some interest, the general feeling was that this was best handled at an EU level, to avoid any cherrypicking of countries by London.

    In April 2024, the European Commission produced an ambitious proposal for a scheme. It put forward that 18- to 30-year-olds would be able to get a visa for up to four years for any purpose – work, study, travel – without quotas on numbers.

    Both the Conservative government and the Labour opposition had rejected the proposal out of hand. This was partly out of concerns over the potential impact on immigration figures and on student finances: the commission suggested EU students should be able to pay UK university fees. Mostly, however, it came from a desire not to be seen to make a big agreement with the EU that looked a bit like freedom of movement.

    To be clear, youth mobility is very much not freedom of movement. The latter implies no limits on entry, length or purpose of stay, as well as access to any kinds of public services as if you were a resident national. The former still means paying for a visa and strict limits on those services. But such legal points remain rather marginal in the British political and media debate.

    Since last year, there has been some to and fro, but largely behind closed doors and with the incoming Labour government continuing the line that such a scheme wasn’t on the cards. While the UK has a number of youth mobility schemes with countries around the world, these are typically limited by quotas and time (normally to two years) and require the person to be working or studying.

    Moving on?

    On the British side, Home Office concern about immigration figures is clearly still critical, especially in the context of the recent white paper that aims to cut back migration. Universities too have been vocal about the financial impact of losing tuition fee income from EU students.

    But on the EU side, the matter is seen very differently. To some extent, the interest is in maintaining the links with the UK, especially for young people that could gain from experiencing more of how their neighbours live. But much more than this is the sense that youth mobility has become something of a test for the British government.

    Labour’s return to office last July marked the unleashing of a significant diplomatic effort to engage with European counterparts and to talk up the value of working together. Youth mobility is a test of that value for some in European capitals, both in terms of being able to negotiate an agreement and of being able to sell it to the British public.

    The coming weeks and months will therefore be a key period if the reset is to result in more sustainably improved relations. Even if the basic shape of UK-EU relations isn’t about to shift, the ability for both sides to be able to talk and act constructively will still matter in delivering from that long list of summit ambitions.

  • MIL-OSI USA: King, Blumenthal, Murray Press Trump Administration to Protect Veteran Caregivers

    WASHINGTON, D.C. — U.S. Senators Angus King (I-ME), a member of the Senate Veterans’ Affairs Committee (SVAC), Ranking Member Senator Richard Blumenthal (D-CT), and Senator Patty Murray (D-WA) are calling on the Trump Administration to protect veteran caregivers in Maine and across the country. In a letter to Department of Veterans’ Affairs (VA) Secretary Doug Collins, the Senators press the administration to extend a pause in discharges for legacy caregivers enrolled in the VA caregivers’ program – to give these caregivers– and the veterans they serve – more certainty about the path forward.
    While the Biden Administration issued a Proposed Rule in December 2024 to extend this pause, Congress has received no information about the Trump Administration’s plans for the program to date.
    The Senators began, “We write to request an extension of the pause in discharges for legacy caregivers enrolled in the Department of Veterans Affairs’ (VA) Program of Comprehensive Assistance for Family Caregivers (PCAFC) on or before September 30, 2020. No information has been provided about how the current Administration plans to proceed with this rulemaking process, and we have serious concerns a failure to extend this pause will cause thousands of caregivers and veterans to lose life-changing benefits on September 30, 2025.”
    “In addition, VA has not provided any information as to how the recent firings, resignations, cancellations of contracts and other Trump Administration actions have affected staffing for the Caregiver Support Program (CSP), including PCAFC,” the Senators continued in the letter. “You have said your target is to cut staffing to Fiscal Year 2019 levels, however CSP program participation has more than doubled since that time, due to the MISSION Act expansion of PCAFC to veterans of all eras…If CSP staff are cut to your target levels, the program would simply not be able to maintain the current level of support provided.”
    Representing one of the states with the highest rates of military families and veterans per capita, Senator King is a staunch advocate for America’s servicemembers and veterans. A member of the Senate Veterans’ Affairs Committee (SVAC), he works to ensure American veterans receive their earned benefits and that the VA is properly implementing various programs such as the PACT Act, the State Veterans Homes Domiciliary Care Flexibility Act, and the John Scott Hannon Act. Recently, Senator King introduced bipartisan legislation to help reduce suicides among veterans by providing free secure firearm storage to veterans. In addition, he helped pass the Veterans COLA Act, which increased benefits for 30,000 Maine veterans and their families. Senator King has also introduced bipartisan legislation to improve care coordination for veterans who rely on both VA health care and Medicare. Earlier this year, he cosponsored the bipartisan Major Richard Star Act that would provide more combat-injured veterans with their full earned benefits. Most recently, Senator King introduced the bipartisan Review Every Veteran’s Claims Act to make the veteran’s benefits claims process fairer by making sure bureaucracy, mistakes or unplanned schedule conflicts do not prevent veterans from receiving their benefits.

    Dear Secretary Collins,
    We write to request an extension of the pause in discharges for legacy caregivers enrolled in the Department of Veterans Affairs’ (VA) Program of Comprehensive Assistance for Family Caregivers (PCAFC) on or before September 30, 2020.
    President Biden’s Executive Order 14095, Increasing Access to High-Quality Care and Supporting Caregivers, requested VA make appropriate modifications to the eligibility criteria for PCAFC. VA subsequently issued a Notice of Proposed Rulemaking in December 2024, which included an extension of the pause in program discharges for Legacy caregivers. However, no information has been provided about how the current Administration plans to proceed with this rulemaking process, and we have serious concerns a failure to extend this pause will cause thousands of caregivers and veterans to lose life-changing benefits on September 30, 2025.
    In addition, VA has not provided any information as to how the recent firings, resignations, cancellations of contracts and other Trump Administration actions have affected staffing for the Caregiver Support Program (CSP), including PCAFC. You have said your target is to cut staffing to Fiscal Year 2019 levels, however CSP program participation has more than doubled since that time, due to the MISSION Act expansion of PCAFC to veterans of all eras. In Fiscal Year 2024 alone, CSP served more than 86,000 caregivers, and expanded access to critical mental health care, respite care, bereavement and other services. If CSP staff are cut to your target levels, the program would simply not be able to maintain the current level of support provided. In fact, because VA recently cut hours for the Caregiver Support Line, access to that support has decreased because of the elimination of weekend availability and the curtailment of business hours and after-hours availability.
    Since Congress enacted PCAFC in 2010, there have been considerable changes to the program, many of them resulting in caregivers and veterans being unjustifiably denied or discharged from the program. Given this history, VA must work to increase transparency and maintain sufficient staffing and funding levels for CSP, and ensure legacy caregivers are not kicked out of the program in September.

  • MIL-Evening Report: Culture at the core: examining journalism values in the Pacific

    The role of journalism in society is shaped not only by professional norms but also by deeply held cultural values. This is particularly evident in the Pacific Islands region, where journalists operate in media environments that are often small, tight-knit and embedded within traditional communities.

    Our survey of journalists across Pacific Island countries provides new insight into how cultural values influence journalists’ self-perceptions and practices in the region. The findings are now available as an open access article in the journal Journalism.

    Cultural factors are particularly observable in many collectivist societies, where journalists emphasise their intrinsic connection to their communities. This includes the small and micro-media systems of the Pacific, where “high social integration” includes close familial ties, as well as traditional and cultural affiliations.

    The culture of the Pacific Islands is markedly distinct from Western cultures due to its collectivist nature, which prioritises group aspirations over individual aspirations. By foregrounding culture and values, our study demonstrates that the perception of their local cultural role is a dominant consideration for journalists, and we also see significant correlations between it and the cultural-value orientations of journalists.

    We approach the concept of culture from the viewpoint of journalistic embeddedness, that is, “the extent to which journalists are enmeshed in the communities, cultures, and structures in which and on whom they report, and the extent to which this may both enable and constrain their work”.

    The term embeddedness has often been considered undesirable in mainstream journalism, given ideals of detachment and objectivity which originated in the West and experiences of how journalists were embedded with military forces, such as the Iraq War.

    Yet, in alternative approaches to journalism, being close to those on whom they report has been a desirable value, such as in community journalism, whereas a critique of mainstream journalism has tended to be that those reporters do not really understand local communities.

    Cultural detachment both impractical and undesirable
    What is more, in the Global South, embeddedness is often viewed as an intrinsic element of journalists’ identity, making cultural detachment both impractical and undesirable.

    Recent research highlights that journalists in many regions of the world, including in unstable democracies, often experience more pronounced cultural influences on their work compared to their Western counterparts.

    To explore how cultural values and identity shape journalism in the region, we surveyed 206 journalists across nine countries: Fiji, Tonga, Samoa, Solomon Islands, Vanuatu, the Cook Islands, Tuvalu, Nauru and the Marshall Islands.

    The study was conducted as part of a broader project about Pacific Islands journalists between mid-2016 and mid-2018. About four in five of journalists in targeted newsrooms agreed to participate, making this one of the largest surveys of journalists in the region.

    Respondents were asked about their perceptions of journalism’s role in society and the extent to which cultural values inform their work.

    Our respondents averaged just under 37 years of age and were relatively evenly split in terms of gender (49 percent identified as female) with most in full-time employment (94 percent). They had an average of nine years of work experience. Around seven in 10 had studied at university, but only two-thirds of those had completed a university degree.

    The findings showed that Pacific Islands journalists overwhelmingly supported ideas related to a local cultural role in reporting. A vast majority — 88 percent agreed that it was important for them to reflect local culture in reporting, while 75 percent also thought it was important to defend local traditions and values.

    Important to preserve local culture
    Further, 71 percent agreed it was important for journalists to preserve local culture. Together, these roles were considered substantially more important than traditional roles such as the monitorial role, where journalists pursue media’s watchdog function.

    This suggests Pacific islands journalists see themselves not just as neutral observers or critics but as active cultural participants — conveying stories that strengthen identity, continuity and community cohesion.

    To understand why journalists adopt this local cultural role, we looked at which values best predicted their orientation. We used a regression model to account for a range of potential influences, including socio-demographic aspects such as work experience, education, gender, the importance of religion and journalists’ cultural-value orientations.

    Our results showed that the best predictor for whether journalists thought it was important to pursue a local cultural role lay in their own value system. In fact, the extent to which journalists adhered to so-called conservative values like self-restraint, the preservation of tradition and resistance to change emerged as the strongest predictors.

    Hence, our findings suggest that journalists who emphasise tradition and social stability in their personal value systems are significantly more likely to prioritise a local cultural role.

    These values reflect a preference for preserving the status quo, respecting established customs, and fostering social harmony — all consistent with Pacific cultural norms.

    While the importance of cultural values was clear in how journalists perceive their role, the findings were more mixed when it came to reporting practices. In general, we found that such practices were valued.

    Considerable consensus on customs
    There was considerable consensus regarding the importance of respecting traditional customs in reporting, which 87 percent agreed with. A further 68 percent said that their traditional values guided their behaviour when reporting.

    At the same time, only 29 percent agreed with the statement that they were a member of their cultural group first and a journalist second, whereas 44 percent disagreed. Conversely, 52 percent agreed that the story was more important than respecting traditional customs and values, while 27 percent disagreed.

    These variations suggest that while Pacific journalists broadly endorse cultural preservation as a goal, the practical realities of journalism — such as covering conflict, corruption or political issues — may sometimes create tensions with cultural expectations.

    Our findings support the notion that Pacific Islands journalists are deeply embedded in local culture, informed by collective values, strong community ties and a commitment to tradition.

    Models of journalism training and institution-building that originated in the West often prioritise norms such as objectivity, autonomy and detached reporting, but in the Pacific such models may fall short or at least clash with the cultural values that underpin journalistic identity.

    These aspects need to be taken into account when examining journalism in the region.

    Recognising and respecting local value systems is not about compromising press freedom — it’s about contextualising journalism within its social environment. Effective support for journalism in the region must account for the realities of cultural embeddedness, where being a journalist often means being a community member as well.

    Understanding the values that motivate journalists — particularly the desire to preserve tradition and promote social stability — can help actors and policymakers engage more meaningfully with media practitioners in the region.

  • MIL-OSI: Trio enters into Letter of Intent to acquire 2000 acres in P.R. Spring Utah, one of largest tar-sand deposits in North America outside of Canada.

    California, May 20, 2025 (GLOBE NEWSWIRE) — Trio Petroleum Corp (NYSE American: TPET) (“Trio” or the “Company”), a California-based oil and gas company, is pleased to announce it has entered into a Letter of Intent to acquire 2000 acres at P.R. Spring, Unita Basin, Utah from Heavy Sweet Oil LLC. (HSO). According to a report provided by Dr. Douglas S. Hamilton, who holds Bachelor’s (HONs) and Ph.D. degrees in Geology from the University of Sydney, Australia, P.R. Spring area contains an estimated 6.75 billion barrels of OOIP within its basin boundary limits. This information was ascertained through detailed mapping of bitumen outcrops by various authors*, analysis of historical core hole and petroleum exploration wells, and examination of laboratory-derived measurements of porosity and oil saturation from 100’s of cores.

    An Optimization Study conducted by Dr Amanda Bustin, President of Bustin Earth Science Consultants, indicated a typical project well has an estimated ultimate recovery (“EUR”) of 300,000 barrels of oil with stable production rate exceeding approximately 40 barrels of oil per day. The 2000-acre parcel will support up to 1000 wells in seven well pods. Once complete Trio believes that the project, fully developed, could provide upwards of 50,000 barrels a day with an approximate 20-year life. With an expected initial total drilling and completion cost of less than $800,000 per well and declining with scale, we believe the economics and size of the opportunity are superlative and transformative for a company like Trio.

    The initial product from these wells will be commercial grade asphalt directly from the site for 90% of the production with an estimated 10% balance being a diesel range product. Both products are low sulfur and are expected to demonstrate a very low carbon footprint. This may enable our project to sell both spec commercial grade asphalt binder, which is expected to sell locally at a premium to WTI, as well as green diesel that is expected to sell at an even higher margin to WTI (per Valkor Oil and Gas LLC project developer and operator).

    Samples of produced oil from Heavy Sweet’s Asphalt Ridge project, which is located next to the P.R. Spring in the Unita Basin, confirm oil composition and above-ground facilities have been designed allowing for the separation of the two products, asphalt and diesel, providing the ability to capture product prices superior to WTI.

    The Operator is Heavy Sweet Oil, LLC, in partnerships with Valkor Oil and Gas LLC, a vertically integrated project development company with expertise in shallow heavy oil and in green and socially beneficial hydrocarbon projects.

    According to J. Wallace Gwynn of Energy News, the P.R. Spring Project is known to be one of the largest tar-sand deposits in North America outside of Canada, making it a potential giant oilfield, and is distinctive given its low wax and negligible sulfur content, which is expected to make the oil very desirable for many industries, including shipping. The project has the potential to be both large and highly profitable.

    As a result of this new opportunity, Trio allowed its option for an additional 77.75% in Asphalt Ridge to expire.

    Terms of Acquisition

    Upon the execution of the LOI by the Parties, Trio paid HSO a non-refundable payment of $150,000 for the option to acquire 2,000 acres of Trio’s choice and develop the P.R. Spring Project.

    Upon Trio entering into a Definitive Agreement with HSO for the P.R. Spring Project, at the closing of the Proposed Transaction (“Closing”) it is expected that Trio shall (i) issue to HSO 1,492,272 restricted shares of Trio’s common stock and (ii) pay to HSO $850,000, in cash, which shall be applied toward the acquisition and development of the P.R. Spring Project.

    It is also expected that Trio will provide 100% of the required capital expenditures for the development of the P.R. Spring Project, and Trio and HSO will each be entitled to 50% of the net profits derived from the P.R. Spring Project.

    Pursuant to the terms and conditions of the Definitive Agreement, it is intended that Trio will construct a minimum of seven production wells in connection with the P.R. Spring Project, during the two-year period after the Closing.

    It is also expected that the Definitive Agreement will contain such other terms and conditions as are customary in an acquisition of this nature including, without limitation, representations and warranties, conditions for Closing and applicable indemnifications.

    Trio’s obligation to enter into the Definitive Agreement shall be subject to delivery of evidence of a minimum sustained production rate of 40 barrels per day for a continuous 30-day period from each of the two wells at the Asphalt Ridge site.
