  • MIL-OSI Russia: Scientists have found an accelerating decline in forest restoration rates after major wildfires

    Translation. Region: Russian Federal

Source: People’s Republic of China in Russian –

Source: People’s Republic of China – State Council News

BEIJING, May 18 (Xinhua) — Chinese and international scientists have found a significant deterioration in the global capacity to restore forests after large-scale wildfires in the 21st century, with less than a third of damaged forests able to recover within seven years after a fire.

The study, published in the journal Nature Ecology

A research team led by Chen Ziyue of Beijing Normal University, Wu Zhaoyang of the Institute of Geographical Sciences and Natural Resources Research, Chinese Academy of Sciences, and Josep Peñuelas of the Autonomous University of Barcelona, Spain, analyzed 3,281 large forest fires worldwide using a hybrid methodological framework.

The main results show that since 2010, the average intensity of large wildfires has increased by 42.9 percent in drylands and 54.3 percent in boreal zones, with western North America, north-central Siberia, and southeastern Australia being the hardest hit. Post-fire recovery rates have declined sharply since 2010, as the area where recovery has stalled has increased from 22.6 percent to 25.6 percent, with forest structure and productivity posing particular challenges for recovery.

The study warns that reduced fire resilience could lead to catastrophic losses of biodiversity, biological resources and carbon sinks that far exceed direct fire emissions, seriously disrupting the global carbon cycle. Forest ecosystems damaged by fires are currently facing unprecedented challenges to natural recovery, exacerbated by extreme climate events such as heat waves and drought.

Natural recovery mechanisms can no longer cope with increasing climate pressure, Chen Ziyue said, calling for systematic international intervention at critical stages of post-fire recovery, including scientifically planned reforestation and ecological restoration projects.

Australian expert David Bowman from the University of Tasmania described the study as “an influential paper on a very serious topic.” -0-

    Source: Government of Canada News

May 17, 2025 – Ottawa, Ontario – Global Affairs Canada

The governments of Australia, Canada and New Zealand today issued the following statement after the APEC ministerial meetings on human resources development, education and trade:

“We express our unwavering support for the Asia-Pacific Economic Cooperation (APEC) and are fully committed to helping Korea, as APEC Chair in 2025, deliver a successful host year.

“We are united in our resolve to ensure peace and stability in our region and to uphold international law, recognizing these are preconditions for the inclusive and sustainable economic growth for which we strive.

“We condemn Russia’s illegal invasion of Ukraine, which is now in its fourth year. In addition to causing terrible damage and loss of life in Ukraine, Russia’s war is compounding human suffering and contributing to food and energy insecurity across the region and in the world economy.

“Russia’s actions and their economic impacts on the region are contrary to APEC’s vision for an open, dynamic, resilient and peaceful Asia-Pacific community for the peace and prosperity of all our people and of future generations.

“Furthermore, Russia’s actions undermine the stability and prosperity that are essential preconditions for advancing economic cooperation.

“APEC meetings provide an important opportunity to discuss these matters and their impacts on our economies.

“Reaffirming the importance of international rules, norms and standards, we call on Russia to end its illegal invasion and work constructively towards a just and lasting peace for the people of Ukraine.”

KUNMING, May 17 (Xinhua) — Russian businesswoman Ekaterina Savelyeva recently signed a contract to supply 240,000 carnations to Russia at the Deruyer flower base in Kunming, capital of Yunnan Province.

“Yunnan flowers are popular in the Russian market due to their excellent quality and rich variety of varieties,” said E. Savelyeva. During her nearly month-long stay in Yunnan Province, she systematically familiarized herself with more than 100 varieties of flowers, which laid the foundation for long-term cooperation in the future.

Yunnan Province, a major flower supplier in southwest China, is experiencing a boom in flower exports. In the first four months of this year, the province’s total export value of fresh-cut flowers reached 360 million yuan (about $50.04 million), up 51.4 percent year on year, according to Kunming Customs data.

Among them, Dounan Flower Market, located in Chenggong District, Kunming, is the largest fresh-cut flower market in Asia and the second largest in the world. Flowers from this bustling market are shipped to more than 50 countries and regions around the world, including Russia, Kazakhstan, Australia, Singapore, etc.

Since 2024, Russia and Kazakhstan’s demand for China’s fresh cut flowers has continued to grow. Zhou Tianyi, a representative of the aforementioned base, said that in addition to the Russian market, 60,000 fresh cut flowers are currently sent to Kazakhstan every week, and demand in the Central Asian market is also increasing significantly.

In order to facilitate the export of flowers from Yunnan Province, Kunming Customs has been continuously optimizing its services, improving the efficiency of customs clearance and reducing customs costs for enterprises. -0-

  • MIL-OSI Russia: Strengthening connectivity between China and Russia’s border regions promotes bilateral people-to-people exchanges and trade

    Translation. Region: Russian Federal

Source: People’s Republic of China in Russian – People’s Republic of China in Russian –

Source: People’s Republic of China – State Council News

HARBIN, May 17 (Xinhua) — Sergei Mikhailov from the Far East has just returned from Suifenhe City, northeast China’s Heilongjiang Province, where he went for a medical checkup and traditional Chinese medicine (TCM) treatment.

“I came here on the recommendation of a Chinese friend. After a medical examination, the doctor explained to me where I had problems in my body. Then they prescribed me medication,” the Russian said.

In recent years, the number of Russians seeking TCM treatment at the Suifenhe People’s Hospital has been steadily growing. Hospital employee Liu Simin noted that many Russians come as part of group tours to undergo medical examinations. “At the hospital, foreigners receive the same quality treatment and at the same prices as the Chinese,” he explained.

Sergey said he did not have a language barrier because the clinic provides professional medical translators for the convenience of foreign patients, which made it easier for him to communicate with doctors. After visiting the hospital, he enjoyed shopping and trying Chinese cuisine.

Trucks and tourist buses ply between the busy Suifenhe and Pogranichny checkpoints. Russian travelers love shopping: in Suifenhe they can often be seen with suitcases and bags.

Meanwhile, Russian goods are also popular in Suifenhe. “Rossa Empire”, the largest Russian commodity distribution center in Suifenhe, has become a landmark of the city with its rich collection of Russian goods and food products.

“More than 220 foreign trade enterprises are based in the center, where they import more than 5,000 items into China,” said Zhang Jiaqiang, director of the company that runs the center, adding that the center has a live streaming facility to promote international online sales.

The Suifenhe Bonded Zone has also played an important role as an economic driver for the promotion of cross-border trade.

Li Wei, CEO of Heilongjiang Zinnbach Biotechnology Co., Ltd., said his company is the first domestic brewery to set up production in the Suifenhe Bonded Zone. The company, which enjoys a tax-favored policy of “customs import and VAT refund,” enjoys zero tariffs on all imported raw materials such as malt, hops and yeast.

According to statistics from Suifenhe Customs, in 2024, the volume of cargo passing through the local automobile checkpoint exceeded 1 million tons for the first time, reaching 1.225 million tons. This year, the average daily number of vehicles passing through the automobile checkpoint was about 300 vehicles, 50 units more than in 2024.

In addition, Suifenhe is also an important stop on the China-Europe rail freight route, with nearly 9,000 freight trains carrying around 88,000 TEU (20-foot container equivalent units) passing through every year.

The local road and rail checkpoints in Suifenhe are among 19 border crossings on the China-Russia border in Heilongjiang Province, according to the provincial government website.

On May 7, after the ice on the Heilongjiang River completely melted, seasonal river traffic resumed between the three ports along the China-Russia border river, namely Heihe, Tongjiang and Fuyuan, and the three corresponding ports on the Russian side.

“The annual river service has resumed. The speed of customs clearance has become particularly fast, which is convenient for those of us who frequently travel between China and Russia,” said Jiang Haibo, a resident of Jiamusi City, Heilongjiang Province, who took the river ferry service at Tongjiang Port.

Situated just 1 km from the Russian river port of Nizhneleninskoye in the Jewish Autonomous Region, Tongjiang has become an important trade route between China and Russia, with an annual throughput of 500,000 people and 600,000 tons of cargo.

“I am from the village of Nizhneleninskoye. It takes no more than half an hour to get from Tongjiang to my home by ferry, and here you can quickly and easily go through customs,” said Russian tourist Victoria Figol.

Tongjiang’s rail network is connected to the Trans-Siberian Railway in Russia. Goods exported from Tongjiang via Khabarovsk in Russia can directly reach the interior of Russia and even further afield, to European countries such as Germany. This crossing is 800 km shorter than via the port of Suifenhe. -0-

  • MIL-OSI USA: NEWS: Costa, Schiff Lead Push to Stop Closure of California USDA Offices

Source: United States House of Representatives – Congressman Jim Costa Representing 16th District of California

WASHINTGON – Representatives Jim Costa (CA-21) and Adam Schiff (D-CA) co-led California members of the California Congressional Delegation in calling on the U.S. Department of Agriculture (USDA) and the Department of Government Efficiency (DOGE) to reverse their disastrous plan to close nine USDA offices in California, including Bakersfield and Madera.  In a letter to U.S. Secretary of Agriculture Brooke Rollins and Acting Administrator of the General Services Administration (GSA) Stephen Ehikian, the lawmakers urged a reversal of the plan, stressing that office closures in Bakersfield, Blythe, Los Angeles, Madera, Mt. Shasta, Oxnard, Salinas, Woodland, and Yreka will place an additional burden on farmers already navigating market uncertainty from rapidly changing tariffs and other cuts to USDA staffing and funding. Their letter also highlights the downstream impact these closures will have on economies in rural communities across California, which rely on USDA for services ranging from small business loans to wildfire management.  “California is the nation’s largest agricultural state. In 2023 alone, California’s farms received $59.4 billion in cash receipts for their output. Closure of these offices would severely hamper USDA’s ability to support farmers imperative to California’s agricultural success.” the lawmakers wrote.  “These terminations come at a time when farmers are already navigating an uncertain agricultural economy due to USDA funding freezes and cancellations as well as the impact of tariffs. USDA field offices play a vital role in providing services to agricultural communities across the state, providing loans, grants, and technical assistance. These offices provide farmers with a place to meet face-to-face with USDA staff to discuss services and programs they rely on. Closing these vital centers will make it more difficult for farmers to access the essential resources farmers must be able to rely on,” the lawmakers continued.    The letter was led by Senator Adam Schiff (D-CA), and Representatives Jim Costa (CA-21), Salud Carbajal (CA-24), and Adam Gray (CA-13). The letter was also signed by Representatives Jared Huffman (CA-02), Sydney Kamlager-Dove (CA-37), Zoe Lofgren (CA-18), and Jimmy Panetta (CA-19).  Read the full text of the letter HERE.

“The Congressional App Challenge is an important platform for students to showcase their skills in programming and computer science while supporting the next generation’s interest in STEM subjects. I will continue to support investments in STEM education so that our country remains at the forefront of innovation and research. I congratulate this year’s winners and encourage everyone who has an idea to submit it for the competition next year,” said Pallone.

Finally, Pallone announced the winners of the tenth-annual Poetry Showcase. The Poetry Showcase coincides with National Poetry Month, which is celebrated during the month of April. The showcase allows students of all ages to express themselves in writing under one of three thematic categories: civic engagement, the environment, and social justice.

“The Poetry Showcase is a wonderful opportunity for students of all ages to express themselves in writing while exploring themes that I believe resonate with their community,” Pallone concluded. “This year, we received over 600 submissions, which is a testament to our students’ dedication to literature and language. I want to thank everyone who participated and commend them for their commitment to this literary art.”

Source: United States House of Representatives – Representative Lloyd Smucker (PA-16)

WASHINGTON—Thirty-one Members of the House Republican Conference, led by Rep. Lloyd Smucker (PA-11) Vice Chair of the Budget Committee, are calling for Congress to pass reconciliation legislation that is “genuinely fiscally responsible.” Failure to achieve the spending reduction targets outlined in the budget resolution will mean “the Ways and Means Committee’s instruction must be lowered dollar-for-dollar to keep the reconciliation bill within the agreed limits.”

The Members write: “We are fully committed to passing a reconciliation bill that achieves the objectives we all support, which include extending President Trump’s tax cuts, growing our economy, securing our borders, unleashing American energy, and ensuring peace through strength.”

The lawmakers continue, “We remain firmly committed to ensuring the bill is genuinely fiscally responsible. We reaffirm that our support depends, at minimum, on the bill’s strict adherence to the House framework for instructions contained in the concurrent budget resolution (Section 4001 of H.Con.Res.14).”

The group expresses its appreciation for the Speaker of the House Mike Johnson and Leader Scalie’s commitments that no measure will be brought to the floor unless it fully meets the standards of the House framework for instructions contained in the concurrent budget resolution.

Signatories to the letter include Representatives: Andy Biggs (AZ-05), Lauren Boebert (CO-04), Josh Brecheen (OK-02), Tim Burchett (TN-02), Eric Burlison (MO-07), Michael Cloud (TX-27), Andrew Clyde (GA-09), Elijiah Crane (AZ-02), Brandon Gill (TX-26), Paul Gosar (AZ-09), Andy Harris (MD-01), Diana Harshbarger (TN-01), Clay Higgins (LA-03), Morgan Luttrell (TX-08), Richard McCormick (GA-07), Mary Miller (IL-15), Ralph Norman (SC-05), Jay Obernolte (CA-23), Andrew Ogles (TN-05), Robert Onder (MO-03), Scott Perry (PA-10), Chip Roy (TX-21), David Schweikert (AZ-01), Keith Self (TX-03), Lloyd Smucker (PA-11), Victoria Spartz (IN-05), Greg Steube (FL-17), Marlin Stutzman (IN-03), Tom Tiffany (WI-07), Beth Van Duyne (TX-24), and Ryan Zinke (MT-01).

    The Honorable Mike Johnson

    Speaker, U.S. House of Representatives

    Washington, D.C. 20515

    The Honorable Steve Scalise

Majority Leader, U.S. House of Representatives

    Washington, DC 20515

Subject: Commitment to House Framework in Reconciliation

Dear Speaker Johnson and Leader Scalise,

We are fully committed to passing a reconciliation bill that achieves the objectives we all support, which include extending President Trump’s tax cuts, growing our economy, securing our borders, unleashing American energy, and ensuring peace through strength.

Additionally, we remain firmly committed to ensuring the bill is genuinely fiscally responsible. We reaffirm that our support depends, at minimum, on the bill’s strict adherence to the House framework for instructions contained in the concurrent budget resolution (Section 4001 of H.Con.Res.14). We also appreciate your assurance that no measure will be brought to the floor unless it fully meets this standard.

    The Big Picture

America’s fiscal path is unsustainable and worsening. The national debt has exceeded $36 trillion and is growing by nearly $2 trillion each year. Annual interest costs are on track to surpass $1 trillion, overtaking what we spend on Medicare or national defense. Federal outlays remain at record highs, and the recent strain in Treasury markets makes it clear that we can no longer count on historically low interest rates. We must move decisively to restore market confidence and put the budget on a sustainable path.

    Minmum Criteria for Our Support

Under the House’s framework, the reconciliation bill must not add to the deficit. The House budget resolution assumes that enacting President Trump’s agenda, including extending the 2017 tax cuts, will generate $2.5 trillion in additional revenue through economic growth. This means that all additional tax cuts or increases in spending above this level must be offset. To fully extend and build upon the 2017 tax cuts, this means that the reconciliation bill must include at least $2 trillion in verifiable savings either through spending reductions or scaling back the size of the tax package. If savings fall short, the Ways and Means Committee’s instruction

must be lowered dollar-for-dollar to keep the reconciliation bill within the agreed limits.

In practice, the Ways and Means Committee’s instruction may not exceed $2.5 trillion more than the debt reduction achieved by all other committees.

Deficit Reduction in Other Committees                 Maximum Ways and Means Instruction

    $2.0 trillion                                                                 $4.5 trillion

    $1.5 trillion                                                                 $4.0 trillion

    $1.0 trillion                                                                 $3.5 trillion

Critically, the deficit reduction target must be met with real, enforceable spending cuts – not budget gimmicks. The final bill must deliver structural reforms that strengthen long-term growth and produce long-term savings.

    Bottom Line

A $2 trillion reduction in spending may sound substantial. However, it equals only 2.3 percent of projected federal outlays over the next decade and only reduces the rate of growth in spending. Even with those savings, annual spending is expected to grow from $7 trillion to $10 trillion over the next 10 years, and debt will exceed $50 trillion by 2035.

The House reconciliation instructions are binding. They set a floor for savings, not a ceiling. We must hold that line on fiscal discipline to put the country back on a sustainable path.

We are more committed than ever to making that happen.

  • MIL-OSI USA: McCaul to Co-Chair Friends of Australia Caucus

Source: United States House of Representatives – Congressman Michael McCaul (10th District of Texas)

WASHINGTON — Today, U.S. Congressman Michael McCaul (R-Texas) — chairman emeritus of the House Foreign Affairs Committee — announced he will co-chair the Congressional Friends of Australia Caucus alongside long-time co-chair, Congressman Joe Courtney AO (D-Conn.).

“As the United States’ adversaries work together to create an increasingly dangerous world, trusted allies like Australia are as critical as ever. That’s why I’ve worked diligently to strengthen AUKUS — the Australia-U.K.-U.S. alliance that keeps Chairman Xi up at night,” said Rep. McCaul. “A strong U.S. relationship with Australia benefits both of our economies, enhances our mutual security, and deters the CCP’s malign ambitions in the Indo-Pacific. I look forward to working with Congressman Courtney, who has a proven commitment to the U.S.-Australia alliance, to continue bolstering the caucus’ work at this important time in history.”

“I am very excited to work with Congressman McCaul, who demonstrated his active support for the U.S.-Australia alliance in 2023 by partnering to enact historic bipartisan AUKUS authorities,” said Rep. Courtney AO. “As Chair of the House Foreign Affairs Committee, he guided committee approval of key ITAR provisions that were incorporated into the 2024 National Defense Authorization Act. The bipartisan Friends of Australia Caucus has more work to do to build on that success, and I look forward to working with Michael to achieve this goal.”

    Background:

The Congressional Friends of Australia Caucus seeks to expand and enrich the partnership between the United States and Australia, which enjoy strong economic and defense ties. McCaul has long supported the relationship between the U.S. and Australia, acknowledging that Australia is one of our most important strategic allies in the Indo-Pacific.

Last Congress, McCaul championed several pieces of legislation to strengthen the Australia-United Kingdom-United States (AUKUS) defense pact. He also penned a recent op-ed in the National Review on the critical importance of AUKUS.

  • MIL-Evening Report: A life of service: celebrating the career of Luamanuvao Dame Winnie Laban

SPECIAL REPORT: By Moera Tuilaepa-Taylor, RNZ Pacific manager

At this year’s May graduation ceremony, Te Herenga Waka Victoria University’s Luamanuvao Dame Winnie Laban, was awarded an honorary doctorate in recognition for her contribution to education.

Although she has now stepped down from the role, Luamanuvao served as the university’s Assistant Vice-Chancellor, Pasifika, for 14 years. In that time has worked tirelessly to raise Pasifika students’ achievement.

“It’s really important that they [Pasifika students] make the most of the opportunities that education has to offer,” she said.

“Secondly, education teaches you how to write, to research, to critique, but more importantly, become an informed voice and considering what’s happening in society now with AI and also technology and social media, it’s really important that we can tell our stories and share our values, and we counter that by receiving a good education and applying ourselves to do well.”

When asked about the importance of service, Luamanuvao explained “there’s a saying in Samoan, ‘o le ala i le pule o le tautua’ so the road to authority and leadership is through service”.

“And we’ve always been taught how important it is not to indulge in our own individual success, but to always become a voice and support our brothers and sisters, and our families and in our communities who are especially struggling.”

Juliana Faataualofa Lafaialii, Samoa’s Deputy Head of Mission/Counsellor to NZ (from left); Philippa Toleafoa; Luamanuvao Dame Winnie Laban; Afamasaga Faamatalaupu Toleafoa, Samoa’s High Commissioner to NZ; and Labour MP Pesetatamalelagi Barbara Edmonds . Image: Pesetatamalelagi Barbara Edmonds/RNZ Pacific

As she accepted her honorary doctorate, she spoke about the importance of women taking on leadership roles.

    ‘Our powerful women’
“Yes, many Pacific people will know how powerful our women are, especially our mothers, our grandmothers, and great grandmothers. We actually come from cultures of very powerful and very strong women . . .  it’s not centered in the individual women. It’s centered on the well-being of our families, and our communities. And that’s what women leadership is all about in the Pacific.”

She did not expect the honourary doctorate from Te Herenga Waka Victoria University because “I’ve always been aspirational for others. And we Pacific people have been brought up that we are the people of the ‘we’ and not the me.”

The number of Pasifika students enrolled at the University, during Luamanuvao’s time as Assistant Vice-Chancellor, increased from 4.70 percent in 2010 to 6.64 pecent in 2024. She said she “would have loved to have doubled that number” so that it was more in line with the number of Pasifika people living in New Zealand.

Two of the initiatives she started, during her time at the University, was the Pasifika Roadshow taking information about university life out to the wider community and the Improving Pasifika Legal Education Project.

Helping Pasifika Law students succeed was very important to her. While Pasifika make up make up only 3 percent of Lawyers, they are overrepresented in the legal system, comprising 12 percent of the prison population.

Another passion of hers was encouraging Pasifika to enter academia. “I think we’ve had an increase in Pacific academics in some areas. For example, with the Faculty of Law, we’ve got two senior Pacific women in lecturer positions . . . We’ve also got four associate professors, and now I’ve finished, there’s also a vacancy for another.”

Prior to her work in education Luamanuvao was the first Pasifika woman to enter New Zealand politics, in 1999.

    First Pacific woman MP
“I was fortunate that when I ran for Parliament, I ran first as a list MP, and as you know, within the parties, they have selection process that are quite robust, and so I became the first Pacific woman MP.”

“What motivated me was the car parts factory that closed in Wainuiomata, and most of the workers were men, but they were also Pacific, Māori and palagi, who basically arrived at work one morning and were told the factory was closing.”

“But what really hit me, and hurt me, that these were not the values of Aotearoa. They’re not the values of our Pacific region. These are human beings, and for many men, particularly, to have a job, it’s about providing for your family. It’s about status.

“So, if factories were going to close down, where was the planning to upskill them so they could continue in employment? None of them wanted to go for the unemployment benefit.

“They wanted to continue in paid work. So it’s those milestones that I make it worthwhile. It’s just a pity, because election cycles are three years, and as you know, people will vote how they want to vote, and if there’s a change, all the hard work you’ve put in gets reversed and but fundamentally, I believe that New Zealand and Pacific people have wonderful values that all of us try to live by, and that will continue to feed the light and ensure that people have a choice.”

Luamanuvao Dame Winnie Laban PhD and her husband Dr Peter Swain. Image: Trudy Logologo/RNZ Pacific

Although she first entered Parliament as a list MP, she subsequently won the Mana electorate seat. She retained the seat ,for the Labour party, from 2002 until she stepped away from politics in 2010.

During that time she was Minister of Pacific Peoples, 2007-2008, and even though Labour was defeated in the 2008 election, she continued to hold the Mana seat by a comfortable margin.

    Mentoring many MPs
Although she has left political life, Luamanuvao has also been involved in mentoring many Pasifika Members of Parliament, and helping them cope with the challenges and opportunities that go with the role.

One of the primary motivators in her life has been the struggles of her parents, who left Samoa in 1954 to build a better future for their children, in New Zealand. She acknowledged that all of her successes can be attributed to her parents and the sacrifices they made.

“Yes, well, I think everybody can look at a genealogy of history of families leaving their homeland to come to Aotearoa, why, to build a better life and opportunities, including education for their children.

“And I often remind our generation of young people now that your parents left their home, for you. And I’ve often reflected because my parents have passed away on the pain of leaving their parents, but there was always this loving generosity in that both my parents were the eldest of huge families.

“They left everything for them, and actually arrived in New Zealand with very little. But there was this determination to succeed.

“Secondly, they are a minority in a country where they’re not the majority, or they are the indigenous people of their country. So also, overcoming those barriers, their hard work, their dreams, but more importantly, the huge love for our communities and fairness and justice was installed in Ken and I my brother, from a very young age, about serving and about giving and about reciprocity.”

Although she has left her role in tertiary education Luamanuvao vows to continue working to support the next generation of Pasifika leaders, in New Zealand and around the Pacific region.

Her lifelong commitment to service, continues as she’s a founding member of The Fale Malae Trust, a group whose vision is to build an internationally significant, landmark Fale Malae on the Wellington waterfront.

  • MIL-OSI Global: Trump signed plenty of contracts in the Middle East, but he’s no closer to the two ‘deals’ he really wants

Source: The Conversation – Global Perspectives – By Shahram Akbarzadeh, Director, Middle East Studies Forum (MESF), Deakin University

US President Donald Trump’s visit to Arab states in the Middle East this week generated plenty of multibillion-dollar deals. He said more than US$1 trillion (A$1.5 trillion) worth of deals had been signed with Saudi Arabia alone, though the real total is likely much lower than that.

Qatar also placed an order for 210 Boeing aircraft, a deal worth a reported US$96 billion (A$149 billion). Trump will no doubt present these transactions as a major success for US industry.

The trip also helped counter concerns about US disengagement from the Middle East. For more than a decade, local elites have viewed Washington’s attention as shifting away from the region.

This trip was a reaffirmation of the importance of the Middle East – in particular the Gulf region – to US foreign policy. This is an important signal to send to Middle Eastern leaders who are dealing with competing interests from China and, to a lesser extent, Russia.

And from a political standpoint, Trump’s lifting of sanctions on Syria and meeting with the former rebel, now president, Ahmed al-Sharaa was very significant – both symbolically and practically.

Until recently, al-Sharaa was listed by the United States as a terrorist with a US$10 million (A$15 million) bounty on his head. However, when his forces removed dictator Bashar al-Assad from power in December, he was cautiously welcomed by many in the international community.

The US had invested considerable resources in removing Assad from power, so his fall was cause for celebration, even if it came at the hands of forces the US had deemed terrorists.

This rapid turn-around is dizzying. In practice, the removal of sanctions on Syria opens the doors to foreign investment in the reconstruction of the country following a long civil war.

It also offers an opportunity for Saudi Arabia and Qatar, as well as Turkey, to expand their influence in Syria at the expense of Iran.

For a leader who styles himself a deal-maker, these can all be considered successful outcomes from a three-day trip.

However, Trump avoided wading into the far more delicate diplomatic and political negotiations needed to end Israel’s war against Hamas in Gaza and find common ground with Iran on its nuclear program.

No solution in sight for the Palestinians

Trump skirted the ongoing tragedy in Gaza and offered no plans for a diplomatic solution to the war, which drags on with no end in sight.

The president did note his desire to see a normalisation of relations between Arab states and Israel, without acknowledging the key stumbling block.

While Saudi Arabia and United Arab Emirates have no love for Hamas, the Gaza war and the misery inflicted on the Palestinians have made it impossible for them to overlook the issue. They cannot simply leapfrog Gaza to normalise relations with Israel.

In his first term, Trump hoped the Palestinian issue could be pushed aside to achieve normalisation of relations between Arab states and Israel. This was partially achieved with the Abraham Accords, which saw the UAE and three other Muslim-majority nations normalise relations with Israel.

Trump no doubt believed the Israel-Hamas ceasefire agreed to just before his inauguration would stick – he promised as much during the US election campaign.

But after Israel unilaterally broke the ceasefire in March, vowing to press on with its indiscriminate bombing of Gaza, he’s learned the hard way the Palestinian question cannot easily be solved or brushed under the carpet.

The Palestinian aspiration for statehood needs to be addressed as an indispensable step towards a lasting peace and regional stability.

It was telling that Trump did not stop in Israel this week. One former Israeli diplomat says it’s a sign Israeli Prime Minister Benjamin Netanyahu has lost his leverage with Trump.

There’s nothing that Netanyahu has that Trump wants, needs or [that he] can give him, as opposed to, say, the Saudis, the Qataris, [or] the Emiratis.

    More harsh rhetoric for Iran

Trump also had no new details or initiatives to announce on the Iran nuclear talks, beyond his desire to “make a deal” and his repeat of past threats.

At least four rounds of talks have been held between Iran and the United States since early April. While both sides are positive about the prospects, the US administration seems divided on the intended outcome.

The US Middle East special envoy Steve Witkoff and Secretary of State Marco Rubio have called for the complete dismantling of Iran’s capacity to enrich uranium as a sure safeguard against the potential weaponisation of the nuclear program.

Trump himself, however, has been less categorical. Though he has called for the “total dismantlement” of Iran’s nuclear program, he has also said he’s undecided if Iran should be allowed to continue a civilian enrichment program.

Iran’s capacity to enrich uranium, albeit under international monitoring, is a red line for the authorities in Tehran – they won’t give this up.

The gap between Iran and the US appears to have widened this week following Trump’s attack on Iran as the “most destructive force” in the Middle East. The Iranian foreign minister, Abbas Araghchi called Trump’s remarks “pure deception”, and pointed to US support for Israel as the source of instability in the region.

None of this has advanced the prospects of a nuclear deal. And though his visit to Saudi Arabia, Qatar and the UAE was marked by pomp and ceremony, he’ll leave no closer to solving two protracted challenges than when he arrived.
