  • MIL-OSI Security: Federal Grand Jury Indicts 12 on Drug Conspiracy and Firearm Charges

    COLUMBIA, S.C. — A federal grand jury in Columbia has charged 12 individuals in a 24-count indictment in connection with narcotics, firearms, and conspiracy offenses. These charges stem from an investigation targeting individuals engaged in the illegal possession and distribution of narcotics in Richland and Lexington County. During this investigation, agents seized multiple firearms, ammunition, and large quantities of methamphetamine, fentanyl, crack cocaine, cocaine, and marijuana.

    The individuals charged include:

    • William Larry Javis, 43, of Columbia
    • Demetrius Tyare Glenn, 34, of Columbia
    • Pearish Pierre Pretty, 41, of Columbia
    • Issac Christopher Bates, 53, of Columbia
    • Johnny Lee Dickerson, 44, of Columbia
    • Quinton Lamar Anderson, 32, of West Columbia
    • Miranda Ruth Garrett, 53, of Hopkins
    • Darwin Tramaine Sims, 34, of Columbia
    • Marsha Beth Gurwitch, 53, of Columbia
    • Maynard Felder Bartlett, 39, of Lexington
    • Douglas Steven Raley, 41, of West Columbia
    • Billy Joe Davis, 42, of Gaston

    The defendants are each charged with offenses carrying a mandatory minimum of 10 years and a maximum of up to life in federal prison. The defendants appeared for arraignment last week. Ten defendants waived their right to a bond and United States Magistrate Judge Shiva V. Hodges ordered them detained pending trial. Douglas Steven Raley and Marsha Beth Gurwitch have detention hearings scheduled for tomorrow. The remaining defendants retain the right to ask for a detention hearing at a later date.

    This operation is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.     The case was investigated by the Drug Enforcement Administration, City of Columbia Police Department, Richland County Sheriff’s Department, and the Clarendon County Sheriff’s Office. Assistant U.S. Attorney Ariyana Gore is prosecuting the case. 

    All charges in the indictment are merely accusations and defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

These organizations span across manufacturing, cloud solutions providers, and the public sector. The consolidated data from the interviewees’ experiences shows that use of Azure Arc with cloud-based management services, demonstrated the following benefits: 

    • 304% return on investment (ROI) over a period of three years with payback in less than six months. 
    • 30% gain in IT operations productivity. 
    • 50% reduction in risk of security breach.
    • 10% licensing savings with on-premises Windows Server and SQL Server pay-as-you-go as well as a 30% reduction in fees for extended security updates.
    • 15% reduction in spending on third-party solutions and tools. 
    Cost savings and business benefits enabled by Azure Arc

    Azure Arc addresses key challenges organizations face in centrally managing their diverse and vast IT infrastructure, such as gaining visibility across infrastructure, increased administrative costs with multiple tools, difficulty in enforcing security standards, and costly extended security update processes.

    A unified approach to management and governance enabled by Azure Arc 

    According to the Forrester study, organizations realized a 30% gain in IT operations productivity by leveraging a unified approach to managing IT infrastructure enabled by Azure Arc. IT operations personnel were able to get a complete view of asset inventory, standardization of security and governance using cloud-based management services, automation of manual processes such as hot patching, and reduction in time taken for context switching when using multiple third-party tools. IT operations teams are now empowered to apply best practices consistently and spend more time on value-add strategic initiatives as Azure Arc has reduced operational toil while managing diverse environments.

    Cost savings and reduction in security risks 

    Organizations participating in the Forrester study that invested in Azure Arc and cloud-based management services from Azure not only achieved a more streamlined way to manage day-to-day activities such as updates, management of configurations, policies, and permissions, but also realized savings due to automation and better visibility of licensing. Implementing a pay-as-you-go pricing model for on-premises Windows Server and SQL Server, similar to Azure’s consumption pricing model, resulted in savings of 10% compared to capacity-based pricing. Additionally, the simplified procurement process, which eliminated third-party vendor markups for extended security updates, reduced fees by 30%. 

    The on-premises licensing model is now like cloud utilization. For example, we can turn down SQL servers that we are not needing on weekends or after hours, and don’t get charged for that time period.

    Organizations strengthened their security posture by using Microsoft’s observability and security services like Azure Monitor, Microsoft Defender for Cloud, and Microsoft Sentinel across their IT estate. This approach helped them to identify assets that did not meet security standards, standardize security policies and threat detection, and lower the response time for security incidents, thereby reducing the risk of security breaches by 50%.

    In our security operations center, instead of getting three different workspaces each with all these different signals, now all the telemetry is flowing into one. And so, it allows us to better do threat hunting to recognize threats when they’re occurring on the network.

    Thank you, Glenn (Emcee of the dinner reception). I hope that you agree with me that the best part of Hong Kong is about the people. And we brought quite a number of people from Hong Kong tonight so that we will be in for a joyful and enjoyable evening. And again, I would like to really express our sincere gratitude. As Glenn has said, we personally were at the ATM (Arabian Travel Market) this afternoon. We saw how busy and how vibrant it was. We understand fully that each and everyone of you here at this dinner have a lot of important initiatives tonight but you choose to honour us with your presence and that makes it even more important and special for us all. From the bottom of my heart and from the bottom of the hearts of our delegation, a big, big thank you very much. Here comes the official opening statement but again it is also from the bottom of my heart.
     
    Good evening, distinguished guests, friends from the trade, ladies and gentlemen,
     
    It is my great pleasure to welcome you all to this special evening where I could meet key partners from the Middle East’s tourism industry, alongside distinguished travel trade leaders, industry representatives from Hong Kong, and of course, the Executive Director and Deputy Executive Director of the Hong Kong Tourism Board and their team.
     
    I am the Secretary for Culture, Sports and Tourism of the Hong Kong Special Administrative Region Government. And I took office about five months ago. This visit marks my debut overseas visit outside of China and I am glad to have picked the Middle East as the first destination of this tour. I am truly honoured to be able to play an important role in forging stronger tourism ties between the Middle East and Hong Kong, and I indeed look forward to exchanging views with you on how we can collaborate to bring more visitors to Hong Kong. 
     
    Let me start by saying how keen we are to receive friends from the Middle East. Last year, the Chief Executive of the Hong Kong Special Administrative Region outlined the vision in his Policy Address to establish Hong Kong as a welcoming destination for the Middle East travellers. Following this, my Bureau promulgated the Development Blueprint for Hong Kong’s Tourism Industry 2.0 which sets out the roadmap for the development of Hong Kong’s tourism industry from 2025 to 2030. A key focus in this Blueprint is expanding our visitor base with the Middle East at the forefront. The Middle East is one of the fastest-growing markets globally. By 2028, it is estimated that there will be 250 million Muslim visitors worldwide, generating US$225 billion in tourism revenues. That’s why I am here to share with you that Hong Kong, as the Pearl of the Orient, and a unique fusion of the East and the West, is more than ready and happy to welcome you from the Middle East to enjoy the all-in-one experiences in the city. 
     
    But that is not all. It is not about business. It is not just about business. It is about establishing friendship between us in Hong Kong and you all in the Middle East and for those who come from Dubai locally, I enjoy the city very much and I hope that in the rest of my journey, I will be enjoying the other cities that I will be visiting as much as I do here.
     
    Hong Kong also has its unique appeal in a wide spectrum, offering multifaceted tourism products and experiences that fit for visitors of all ages and with different interests. First, we offer a myriad of possibilities and experiences by presenting world-class tourist attractions such as the Hong Kong Disneyland Resort, which will be celebrating its 20th anniversary this year, the Ocean Park which is home for six adorable pandas, among others, the very iconic Peak Tram which brings you to the Victoria Peak to enjoy the magnificent panoramic views of Victoria Harbour and the heart of Hong Kong, or the Ngong Ping 360 cable car that takes you to the tranquil Po Lin Monastery and the famous Big Buddha. For arts and culture lovers, we have unmissable experiences at world-class landmarks like the M+ and the Hong Kong Palace Museum, which carry an exciting array of exhibitions on East and West cultural themes. Apart from attractions, we are also promoting mega events tourism, island tourism and horse-racing tourism which offer tourists unforgettable and unique experiences. Last month, we commissioned the largest state-of-the-art sports infrastructure in Hong Kong, the Kai Tak Sports Park, which marked a thrilling new era and would see lots of great sports and entertainment events being held in Hong Kong. In addition to staging our signature Hong Kong Sevens rugby matches for the first time in end March this year, the new venue, the Kai Tak Sports Park, will play host to the Hong Kong Football Festival featuring four world-renowned football clubs, including Liverpool which just secured its champion on the English Premier League for the 20th time. And also we will have Arsenal, AC Milan and Tottenham Hotspur this July. Horse racing has a history of 140 years in Hong Kong and our racecourses are well-known tourist hotspots. The new racing season of Hong Kong usually starts in September, climaxing on the Hong Kong International Races in early December with world-class jockeys and horses competing fiercely for the world championships. The magnificent green and blue from our green landscape, the beautiful beaches and outlying islands are also the hidden gems of the city awaiting you to explore.
     
    We are indeed dedicated to making Hong Kong a welcoming home for Middle East visitors. Our 60 hotels and 170 restaurants in Hong Kong are halal-certified, and many attractions and venues provide prayer facilities and cultural training for their staff. Not only do we have strong and keen enthusiasm in joining the Arabian Travel Market and setting up a Hong Kong pavilion again to showcase the city’s novel experiences like what we did this afternoon and the coming days, we have also arranged familiarisation visits for trade partners from the Middle East to go to Hong Kong to experience our various offerings, and we also partnered with major Middle East airline and online travel agents to promote Hong Kong as an ideal tourism destination across the region.  
     
    Looking ahead, we are eager to build even closer ties with the Middle East – not just welcoming you as visitors to Hong Kong but also inspiring more Hong Kong people to explore the incredible destinations for both business and leisure in the Middle East.

  • MIL-OSI Global: Hospitals have huge environmental footprints – here’s how they can be more sustainable

    Hospital visits usually involve a medical emergency or appointment. The last thing on most patients’ minds will be how the building works. We expect the lights to be on, medical equipment to work, a comfortable room temperature, healthy food, an appropriate layout with efficient routes between departments and all the other features that make the healthcare system run smoothly.

    But many decisions about how hospitals will operate are made long before we enter the door – and have significant consequences for their environmental footprint.

    In England, the NHS contributes 4% of the country’s total carbon emissions, equating to 40% of all emissions from the public sector. In addition to carbon, NHS operations demand immense quantities of natural resources.

    This translates into significant environmental impact embodied in buildings – depending on how a hospital’s material form (think walls, floors, ceilings, windows, pipes, wires) is designed and built.

    Construction materials must be manufactured, transported to a building site and used by construction crews. Here, raw inputs come from mines, quarries or other extraction sites where environmental injustices are perpetuated on land and local communities.

    Then there are operational impacts, like electricity, water, medical equipment (PPE, hospital beds, syringes), medical gases and food. These essentials are also manufactured, require infrastructures (from the electricity grid to food systems) and are often constrained by previous building design decisions.

    Today, the UK’s NHS is facing major capacity pressures on healthcare services, with hospitals expected to handle significant increases in visits. And in January, the Labour government announced three waves of funding for new NHS hospital construction, with 16 hospitals greenlit as part of wave one.

    While investment in NHS hospitals is necessary, it brings more greenhouse gas emissions from the operational running of the building and its construction (that includes the extraction and manufacture of raw materials and is referred to as embodied carbon) and its raw materials. embodied and operational environmental impacts.

    Ensuring hospitals’ sustainability starts with their design. So, what would designing a more sustainable hospital really involve?

    For the past 18 months, I have been attending design meetings and interviewing the design team working on a wave one hospital, North Manchester General. It’s one of the major acute hospitals of Manchester University NHS Foundation Trust (MFT), whose forward-thinking leadership welcomed my research into hospital design.

    I have found that sustainability is predominantly integrated into the hospital design through adopting external technical specifications, like the NHS Net Zero Carbon Building Standard, and by aligning with local trust sustainability strategies. In this case MFT’s Green Plan.

    I’ve also seen how North Manchester General’s design must adapt to standardisations from the government’s New Hospital Programme. That’s a national initiative coordinating new hospital design and construction, including by working with suppliers.

    Adhering to existing statutory requirements related to sustainability – including building safety, social value, net zero carbon, and biodiversity net gain – also features in design considerations.

    While reducing carbon emissions remains a focus of North Manchester General’s designs, I’ve witnessed increasing interest in the broader environmental footprint – particularly water and waste. The bar for sustainability is being set high.

    But several key areas deserve further consideration in the design process – and the government’s national approach -– to minimise their overall emissions and translate sustainability ambition into action.

    For NHS hospitals, and sustainable cities generally, one of the most important decisions is whether to undertake renovation and retrofit of existing buildings as opposed to demolition and rebuild.

    Modernising existing buildings not only lowers the carbon emissions associated with materials and construction that come with starting anew, but also reduces impacts associated with construction – while inviting radical innovations like airflow retrofit and modular and mobile facilities.

    North Manchester General is a Victorian hospital, which, like historic homes and museums, has stood for well over a century. With the right care, maintenance and design, its older structures could be cost-effectively upgraded, while incorporating flexibility for future innovations into retrofit.

    Retaining parts of the existing estate – and only demolishing where absolutely necessary – respects the carbon footprint of the building structure already invested in hospitals and allows for sustainable adaptation rather than the significant environmental footprint of replacement.

    Designing 21st-century healthcare

    Looking ahead, a “fabric first” approach to new hospitals will prioritise the performance of the building’s envelope – walls, roofs, insulation, windows – before relying on technology to manage energy use. While high-efficiency models like Passivhaus (an approach to designing buildings that requires minimal-to-no energy for heating and cooling) often come with a slightly higher initial cost, they deliver long-term benefits in energy efficiency and cost savings.

    Beyond driving down operational impacts, investing in building fabrics could be coordinated by the New Hospital Programme to ensure localised suppliers can ethically source these materials. This could enhance buildings’ lifespan while improving UK healthcare and construction supply chains’ resilience.

    Sustainable hospital designs will change alongside the NHS’ model of healthcare. For example, smaller, more agile hospitals and community health services are becoming future priorities. While some major treatments (think open-heart surgeries) still require acute hospitals, future designs should think small and flexible, while learning from sustainable innovations that improve health outcomes and reduce environmental footprints.

    Take Alder Hey Children’s Hospital in Liverpool, where every ward has a kitchen and chef who cooks food to order, helping children recover faster and drastically reducing food waste. Capturing and systematising such learnings should be a priority for future hospitals.

    Will ever-larger hospitals become a thing of the past if preventative care, mobile surgical facilities and similar innovations become embedded in a future-fit, 21st-century NHS? Perhaps new hospitals’ target operating models need more flexible spaces, and lower overall floor areas, as healthcare shifts towards a community-oriented approach.

    Designing-out reliance on new materials and energy use through retrofit and fabric first approaches, while designing-in flexibility and best practices from contemporary hospitals, will help lower environmental footprints and place the NHS estate at the forefront of sustainable healthcare systems globally.

  • MIL-OSI Global: Oskar Fischer: the forgotten pioneer of Alzheimer’s disease research

    Ever heard of Fischer’s disease? No? Maybe that is not surprising, because it doesn’t exist. But it could have. In fact, the disease we now know as Alzheimer’s disease might just as easily have been called Fischer’s disease or Alzheimer-Fischer disease.

    Back in 1907, Dr Oskar Fischer published detailed research on what we now recognise as Alzheimer’s disease. Fischer described cases of older people who had cognitive symptoms in their lifetime and noted tiny plaque-like structures and fibrous tangles in their brains after their death.

    These changes were the same as those observed by Alzheimer’s at around the same time. But unlike Alzheimer’s brief two-page publication highlighting this new disease in one person, Fischer’s work, published in 1910, was a meticulous and wide-ranging study – spanning more than 100 pages – including several people he investigated. So why have we never heard of him?

    In my new book, Tangled Up: The Science and History of Alzheimer’s disease, I attempt to answer this question.

    A promising mind from Prague

    But before we get to why Fischer was forgotten, let’s look at who he was.

    Oskar Fischer was born in 1876 in a small town near Prague, part of the German-speaking minority in what is now the Czech Republic. After studying medicine in Strasbourg and Prague, he began working at the German University of Prague’s Department of Psychiatry.

    Fischer’s career flourished under the leadership of Professor Arnold Pick – another lesser-known scientific giant. Pick was the first to describe a different kind of dementia, now called frontotemporal dementia. It was in this forward-thinking academic environment that Fischer began his research into dementia.

    Fischer wasn’t working in isolation. At the time, other doctors had also noticed unusual plaques in the brains of people with dementia. Researchers like Paul Blocq and Georges Marinesco in Paris, Emil Redlich in Vienna and Koichi Miyake in Tokyo had all seen similar features.

    But Fischer, like Alzheimer, went a step further: he identified not only plaques but also twisted protein fibres — now known as tau tangles — that disrupt the brain’s function. This combination is still central to how we define Alzheimer’s disease today.

    But if both men made this important discovery, why is only one name remembered?

    There are two theories as to why Fischer has been forgotten. One is that Fischer believed these brain changes were specific to a type of dementia called presbyophrenia, which was thought to affect people who showed unusual cheerfulness and confusion in old age.

    He may have limited his own findings by tying them to this narrow diagnosis. Indeed, in the 1920s it was realised that presbyophrenia was not a separate disease but simply how certain people with dementia presented – and the term was not used anymore.

    Another factor might be politics and influence. Alzheimer had a powerful supporter: Emil Kraepelin, one of the most influential psychiatrists of the time, who Alzheimer worked for. Kraepelin included Alzheimer’s work in his bestselling textbook and named the condition after him, helping to cement Alzheimer’s name in medical history.

    There’s no record showing whether Kraepelin knew of Fischer’s similar discoveries. If he did, he never acknowledged them in his textbook.

    Despite his scientific achievements, Fischer’s academic career stalled. In 1919, he was denied a permanent university position, despite his groundbreaking work. He opened a private practice in Prague and continued to teach, but without the recognition he deserved.

    A tragic end

    Then came the darkest chapter of his life. In 1941, during the Nazi occupation, Fischer was arrested by the Gestapo. He was imprisoned at Theresienstadt (now Terezín), a ghetto and transit camp for Jews and political prisoners. It’s unclear why he was targeted – perhaps for his Jewish ancestry or his earlier communist activism. He died there in 1942.

    Oskar Fischer’s story is a reminder that scientific discovery is rarely the work of one lone genius. It’s built on shared ideas, collaboration, and often forgotten contributors.

    It’s somewhat similar to Charles Darwin and Alfred Russell Wallace describing the theory of evolution at the same time but most only remember Darwin now. While Alois Alzheimer certainly made important observations, Fischer’s role in defining this devastating disease was just as significant.

    Maybe it’s time we remembered Oskar Fischer and gave him the credit he so rightly deserves.

    Courts suitable for both training and competition

    The Jacka courts have been designed in accordance with the Netball Australia Technical Standards.

    A second stage is planned, including:

    • an additional eight netball courts
    • LED lighting for night play
    • a pavilion.

    A city-wide program of upgrades

    The Jacka courts are part of an ongoing ACT Government investment into netball in ACT.

    All five district netball facilities are being upgraded. Work at each site includes court replacement and drainage improvements.

    Upgrades have already been completed at the:

    • Arawang Netball Association facility in Stirling
    • Canberra Netball Association facility in Lyneham.

    The next stage of upgrades began last month at the:

    • South Canberra Netball Association facility in Deakin
    • Tuggeranong Netball Association facility in Calwell
    • Belconnen Netball Association facility in Charnwood.

    These are expected to be finished in March 2025 – in time for the start of the winter netball season.

    Ready for community use

    The Jacka courts can be hired for training and play through the ACT Government Sportsground Booking System.

    The courts are not locked. This allows the community to use them when they are not booked.

    On April 24, a round table was held at SPbGASU as part of the VIII International Scientific and Practical Conference “Information Modeling in Construction and Architecture Problems” (BIMAC-2025) dedicated to the issues of developing digital competencies of students of secondary vocational education institutions (SVE) in the construction sector.

    The event brought together representatives of public organizations, educational institutions, customer companies and students to discuss current trends in personnel training and the implementation of information modeling technologies.

    Vice-Rector for Continuing Education at SPbGASU Victoria Vinogradova said that the university continues to actively work on the application of TIM technologies in the educational process, closely cooperating with leading enterprises in the construction industry, and emphasized that all initiatives at the university – from school projects to scientific developments – are implemented jointly with industrial partners, which ensures the practical orientation of personnel training. She also noted that the university positions itself not just as an educational institution, but as an integration center that unites educational, scientific and project activities. SPbGASU is becoming a platform for professional dialogue between all participants in the construction process – from students to the heads of large companies.

    “We are creating an environment where future specialists can gain not only theoretical knowledge, but also practical experience working with real projects,” noted Victoria Vinogradova. “Our partners are actively involved in developing educational programs, organizing internships and internships, and supervising diploma projects.” Particular attention is paid to creating conditions for professional growth.     Particular attention was paid to personnel training. Elena Parikova noted that the industry is facing a shortage of specialists – from 300 to 700 thousand digital personnel. In higher education institutions, TIM programs are implemented in bachelor’s, master’s and postgraduate programs, including such areas as “Construction” and “Information systems and technologies”. In secondary vocational education, the federal state educational standard for the specialty 08.02.15 “Information modeling in construction” has been implemented, which provides training in technical support of TIM, design of structures and management of digital models.

    Elena Parikova noted that NOSTROY is also developing additional educational programs, including professional retraining, advanced training, and corporate training. Of particular interest were the projects “Digital Construction Classes” developed by SPbGASU for schoolchildren, and the online course “From Idea to Practice of Digitalization of the Construction Industry”, developed jointly with the RF Competence Center.

    Elena Parikova also spoke in detail about the implementation of the educational initiative “TIM-elective of SPbGASU. SPO League 2025” and the All-Russian TIM-championship of SPbGASU. SPO League 2025. She noted that NOSTROY President Anton Glushkov notes the importance of digitalization of the industry and training of qualified personnel and emphasizes that the championship has become the first all-Russian competition for students of the vocational education system after the approval of the new Federal State Educational Standard (FSES) for the specialty 08.02.15, expressing confidence that the participants will make a significant contribution to the development of the construction industry.

    Deputy Head of the Office of the National Association of Designers and Surveyors (NOPRIZ) Nadezhda Prokopyeva gave a report on the development of a system for independent assessment of the qualifications of specialists in the field of information modeling. In her speech, she emphasized the importance of fulfilling the order of the President of the Russian Federation from 2018 on the modernization of the construction industry through the introduction of TIM technologies.

    Nadezhda Prokopyeva noted that NOPRIZ and the Association of Software Developers “Domestic Software” are joining forces to develop TIM technologies. As part of the development of digital competencies in the construction industry, NOPRIZ has entered into an agreement with the Association “Domestic Software”, which unites Russian software developers. This partnership is aimed at harmonizing professional standards and qualification requirements with the capabilities of domestic TIM solutions. Joint work will allow adapting independent qualification assessment programs to Russian software products, as well as facilitating the training of specialists who are proficient in national digital tools.

    Particular attention was paid to the updated professional standard “Specialist in the field of information modeling in construction”, which came into force on March 1, 2025. The standard establishes five levels of qualification – from technical support of TIM to management of information modeling processes at the organizational level. On its basis, the Federal State Educational Standard of Secondary Vocational Education 08.02.15 “Information Modeling in Construction” has already been developed, which is implemented by 34 educational institutions of secondary vocational education.

    Nadezhda Prokopyeva spoke in detail about the independent qualification assessment system, which has been conducted since 2017 on the basis of Federal Law No. 238-FZ. Currently, examination centers operate in Moscow, Krasnoyarsk, Yekaterinburg, Novosibirsk, Irkutsk and Veliky Novgorod. The exam includes both a theoretical part with questions on the regulatory framework and practical tasks on working with TIM software products.

    An important area of work for NOPRIZ is cooperation with the country’s leading construction universities to update educational programs in accordance with professional standards. In conclusion, Nadezhda Prokopyeva noted that the introduction of an independent qualification assessment system ensures a high professional level of specialists and increases confidence in TIM technologies in the construction industry.

    Polina Fedyuchek emphasized the importance of implementing state strategic documents – the Strategy for the Development of the Construction Industry and Housing and Public Utilities of the Russian Federation for the Period up to 2030 with a Forecast up to 2035 and the Concept for Training Personnel for the Construction Industry and Housing and Public Utilities up to 2035. These documents define the need for digitalization of the industry and the creation of a system of continuous professional education, where SROs act as a link between educational institutions, businesses and regulators.

    Particular attention was paid to the implementation of the educational initiative “TIM-elective. SPO League”, launched by the Association of SRO “OsnovaProekt” together with SPbGASU in 2024. The pilot project covered six colleges from different regions of Russia, training 150 students and 29 teachers. In 2025, the program expanded significantly: now 32 educational institutions are participating in it, including colleges from Moscow, St. Petersburg, Novosibirsk, Khabarovsk and other cities. The total number of students reached 787 people, of which 631 are students and 146 are teachers. The program includes 308 hours of training in key areas of TIM technologies: architecture, structures, engineering systems and others. She also noted that these educational initiatives are being implemented with the involvement of exclusively domestic software developers.

    “Support for young specialists and development of regional human resources potential remain our priorities,” noted Polina Fedyuchek. “Programs like the TIM-optional course not only help prepare qualified specialists, but also help reduce the personnel shortage in the regions.”

Educational institutions at the state level are prohibited from teaching imported software products, but construction organizations are allowed to use foreign software, including with violation of the copyrights of the departed vendors.

    “The rapid obsolescence of knowledge due to the rapid transformation of the construction industry, the effective implementation of new technologies in the conditions of “turbulence” of the economy, the lack of dialogue between enterprises of the real sector of the economy and educational institutions – this is what is worth paying attention to in the near future. Growth points lie in the close interaction of educational institutions with the construction industry, the information technology industry. Therefore, it is necessary to move towards the set goals: try to select the required software for the educational process, look for technology partners in the conditions of uncertainty of state policy in the field of application of TIM. At the same time, we are all waiting for the formation of a unified methodology for training TIM personnel in the country, we are trying to convince both students and ourselves of the need to achieve technological sovereignty of the Russian construction industry through import substitution of software products and the applied standards for information transfer,” Leonid Shelkovnikov emphasized.

    Lola in the Mirror by Trent Dalton was the most-borrowed book from ACT libraries in 2024.

    The story, featuring the unforgettable heroine Lola, takes the crown from another gutsy female: Elizabeth Zott from Lessons in Chemistry. This Bonnie Garmus book claimed the top spot last year.

    Tenacity and resilience are qualities both Lola and Elizabeth have in spades.

    As did Eileen O’Shaughnessy, the subject of Anna Funder’s Wifedom: Mrs Orwell’s Invisible Life. This came in at number 1 in the adult non-fiction category.

    Local interest in strong female stories continued in the young adult fiction and graphic novels category. A Court of Thorns and Roses by Sarah J Maas introduced Canberrans to protagonist Feyre Archeron.

    Lola in the Mirror

    Canberrans couldn’t get enough of Lola this year. The book topped both the adult fiction and all-formats categories. At one stage, there were 525 reservations to borrow the book.

    The title has been shortlisted for many awards and was named 2024 ABIA Book Literary Fiction Book of the Year.

    Those visiting Macquarie shops can now take a load off with new seating beside an improved play space.

    In brief:

    • Improvements are being made at several local shops across Canberra.
    • Public space improvements will improve safety, accessibility, look and feel.
    • This story looks at work taking place at three shopping areas in Belconnen.

    Have you noticed some work going on at your neighbourhood shops lately?

    Several local shopping areas are receiving a bit of a facelift through important public space upgrades.

    These include Macquarie shops, Kippax Group Centre and Evatt shops in Belconnen.

    Some of the upgrades include new play equipment, more places to sit and gather and improved access and parking.

    You can also expect improvements to each centre’s overall look and feel, through the addition of murals, new trees and landscaping.

    It’s hoped these improvements will encourage residents to shop local and spend more time in their suburbs.

    Community consultation

    Each project has involved community engagement.

    Community groups and local businesses have shared feedback on the changes they’d like to see. This has informed individual designs.

    Macquarie shops

    Upgrades to the local shops at Macquarie Place are now complete.

    Key features include:

    • extra landscaping and tree plantings to provide more shade and enhance the spaces around the shops
    • new tables and seating
    • an upgraded playground with nature play and play elements such as balancing logs and steppers
    • new accessible parking bays
    • upgraded lighting to improve public safety
    • art murals (still to come).

    Kippax Group Centre

    Public space improvements have been made along Hardwick Crescent between Luke Street and the service station.

    These improvements took into consideration the other significant projects underway, both in and around the shopping area.

    Key features include:

    • better accessibility along shopfronts. Wider shopfront pavement will allow space for outdoor cafes and public outdoor furniture.
    • upgrades to the three pedestrian crossings in this section. These will become new raised crossings with new lighting. This change will improve safety for pedestrians and also slow traffic along Hardwick Crescent.
    • line marking within the carparks. This will direct pedestrians between the currently separated shops on either side of the large carparks.
    • two new parallel timed parking spaces along Hardwick Crescent and six loading zone spaces.
    • two new accessible parking spaces within the carpark adjacent to Hardwick Crescent.
    • an enhanced streetscape. There will be new plantings and landscaping, including 12 new Chinese elm trees expected to grow to 10 metres tall.
    • new seating.

    Some minor works to finish the streetlighting will be completed in early 2025. This work will have no impact to traffic arrangements along Hardwick Crescent.

    Evatt shops

    Upgrades are also underway at Evatt shops, on the corner of Clancy Street and Heydon Crescent.

    The public space improvements will include new play equipment – a priority raised through community consultation.

    Key features include:

    • new seating and tables
    • proposed nature play and accessible play elements
    • an art mural to brighten up the area
    • new accessible parking bays
    • a new toilet block
    • more trees and better landscaping
    • improved access for pedestrians including paths, safe crossings and stairways
    • resurfacing of the service area off McClure Street and improved access and safety at Heydon Place.

    Before the start of the admissions campaign, the Polytechnic University held an Open Day. On April 27, more than 4,000 applicants and their parents visited the Main Academic Building of the university. For those who could not come in person, a live broadcast was organized in the Polytechnic group for applicants on VKontakte.

    The event was opened by the Vice-Rector for Continuing and Pre-University Education of SPbPU Dmitry Tikhonov, who spoke about the advantages of studying at the Polytechnic University and the prospects for students. Then the responsible secretary of the Admissions Committee Vitaly Drobchik acquainted the participants with the key changes in the admission rules for the 2025 academic year.

    After the official part, the guests were able to visit the institutes’ stands, where they learned about the training areas and asked questions to the teachers and students. Various activities and presentations were prepared for the university’s guests. The Civil Engineering Institute held master classes on digital construction, life safety, and product design. Those interested in the humanities were able to learn about the professions of a digital linguist, psychologist, and specialist in foreign regional studies. The Institute of Biomedical Systems and Biotechnology held a master class on experiments with food pigments. The Institute of Industrial Management, Economics, and Trade organized a master class on commodity science, where schoolchildren learned to quickly determine the quality of products and identify signs of non-compliance with standards and possible counterfeiting.

    The SPbPU Career Development Department presented job opportunities to applicants in an interactive format. Specialists talked about practices, internships and options for cooperation with the university’s partners. Organizations that offer targeted training at the university were also presented.

    In addition, participants could visit a photo booth and take a sightseeing tour of the campus. At special consultation stands, guests of the university talked with employees of the Admissions Committee, activists of the United Student Council of Dormitories, representatives of the Black Bears-Polytech sports club and specialists of the Center for Work with Applicants.

    At the end of the event, participants were treated to an impressive scientific show from the Institute of Physics and Mathematics, as well as an awards ceremony for the winners of the university competition.

    The live broadcast was hosted by the Director of the Contingent Formation Center Varvara Sotova and a student of the Institute of Energy Victoria Chernova.   • MIL-Evening Report: Politics with Michelle Grattan: pollster Kos Samaras on how voters are leaving the major parties behind

    As we enter the final days of campaigning, Labor leads with its nose in front on most polls, but the devil is in the detail of particular seats.

    To help get a read on what the voters are feeling at this late stage, we’re joined by RedBridge director Kos Samaras.

    RedBridge – a political research company, whose directors include both former Labor strategists like Samaras and former Liberal strategist Tony Barry – has been conducting focus groups and polling throughout the campaign.

    On Labor’s polling lead, Samaras says

    At the moment we’re looking at a situation where Labor will end up possibly forming minority government, with an outside chance of majority.

    On the large number of soft voters, Samaras says soft voters are more likely to represent people shifting from the majors to the minor parties, rather then from Liberal to Labor.

    The best way we can describe soft voters is it’s a permanent state of mind, and again we go back to talking about younger voters here, or those under the age of 45 in particular, who have very low levels of values connection to party politics in this country.

    Very low numbers of people switch from the majors these days. So I think a lot of political strategists, particularly on the Coalition side, still think they are living in the world of 20 years ago where a large soft vote means people will just transfer their entire support over to the other major party. That no longer is the case.

    By Saturday April 27, more than 2.3 million Australians (more than 13%) had already voted with a week to go to election day, according to analyst Antony Green. More than half a million votes were cast on the first day alone – a new record.

    On that early voting trend, Samaras says while it’s “standard practice now” that people vote early, both major parties have been too slow to adapt to this change.

    I would say, we haven’t seen any real evidence of the major parties really understanding the importance of starting early, although I would say Labor did start very early in the beginning of March. But you saw that the Coalition was very late to the game.

    I think there’s a way to go before the majors fully wrap their heads around that Australians are now voting very differently, and they need to actually alter their campaign to suit those practices.

    After a lacklustre campaign, voters are seeing Albanese as “the least worst option”:

    The best way we can capture it is they view Anthony Albanese as the least worst option and we can see that in our quantitative analysis as well. Both major parties and both leaders are still in the negative territory but Labor and Albanese have improved their position dramatically, whilst at the same time the Coalition and Peter Dutton’s ratings have actually dropped.

    And on political candidates lying in elections, Samaras says Australians think

    They all lie. That’s fundamentally what most Australians will tell you. They all lie and they don’t live the lives we live. That’s the sort of saying we hear all the time.

  • MIL-OSI: Rigetti Granted Air Force Office of Scientific Research Award to Further Develop Breakthrough Chip Fabrication Technology

    BERKELEY, Calif., April 28, 2025 (GLOBE NEWSWIRE) — Rigetti Computing, Inc. (Nasdaq: RGTI) (“Rigetti” or the “Company”), a pioneer in full-stack quantum-classical computing, announced today that it was granted an Air Force Office of Scientific Research award to further develop its breakthrough chip fabrication technology, Alternating-Bias Assisted Annealing (ABAA). The $5.48 million Rigetti-led consortium, including Iowa State University, the Royal Melbourne Institute of Technology, the University of Connecticut, and *Lawrence Livermore National Laboratory (LLNL), aims to develop a detailed understanding of how ABAA impacts the chip on a microscopic level — which will shed light on defects in superconducting qubits and open new avenues for understanding and mitigating them.

    Addressing defects in superconducting qubits is a fundamental challenge in building large-scale fault-tolerant quantum computers. Last year, Rigetti introduced ABAA which entails applying a series of alternating low-voltage pulses at room temperature to the oxide barrier of the Josephson junction, a critical part of Rigetti’s superconducting qubits. Rigetti researchers discovered that this technique enables qubit frequencies to be precisely targeted prior to chip packaging. This improves the fidelity of two-qubit gates and the scalability of the technology. Unlike more complicated solutions that address the problem of tuning frequency, which often require laser trimming of the chip, ABAA is a simple and scalable process that only requires sending pulses of voltage to the chip.

    Rigetti devices that have been manufactured leveraging ABAA show a reduction in two-level systems (TLSs). TLSs are defects in a qubit’s material that impact qubit performance by pulling energy from the qubit or dephasing it. Ultimately, understanding the effects of ABAA on TLSs will lay the groundwork for scaling the fabrication of superconducting quantum devices and other applications that rely on amorphous materials in tunnel junctions and dielectrics.

    • Yurauna, CIT’s Aboriginal and Torres Strait Islander Educational Centre of Excellence, is moving from CIT Reid Campus to CIT Bruce Campus.
    • Construction will soon begin on the new, purpose-built building.
    • The centre has been designed in collaboration with the Yurauna and First Nations community.

    CIT Bruce Campus will welcome a new Yurauna, CIT’s dedicated Aboriginal and Torres Strait Islander Educational Centre of Excellence.

    The centre is relocating from the Reid Campus. This is part of CIT transition out of the Reid Campus in mid-2025.

    Purpose-built facilities

    Yurauna is a Wiradjuri word meaning ‘to grow’.

    The new centre will feature culturally sensitive, purpose-built and sustainably designed facilities. These will provide wraparound support for students and their families.

    • art rooms
    • community meeting spaces
    • childcare facilities.

    CIT Yurauna provides tailored Aboriginal and Torres Strait Islander courses, study support and cultural advice.

    The ACT Government partnered with Guida Mosely Brown Architects and Kaunitz Yeung to ensure the design for the centre was culturally appropriate.

    This resulted in a series of co-design workshops with representatives from Yurauna and the First Nations community including Ngunnawal Elders.

    The workshop outcomes have informed the design and ensured strong Connection with Country principles throughout.

    Opening in 2025

    The new CIT Yurauna is due to open in late 2025. It will be ready to welcome teachers, students, community members and those passionate about preserving Aboriginal and Torres Strait Islander culture.

    A smoking ceremony and official sod-turning have cleansed the site and marked the beginning of demolition and construction.

    Part of a broader process

    The new building is part of the broader CIT Woden Campus project.

    It will feature the same smart technologies incorporated into the new Woden campus.

  • MIL-OSI Australia: Call for information – Aggravated Robbery – Palmerston

    The Northern Territory Police Force is calling for witnesses in relation to an aggravated robbery that occurred in Palmerston yesterday evening.

    About 6.00pm, the Joint Emergency Services Communication Centre received a report that a number of youths had assault a food delivery driver outside a Palmerston fast-food restaurant.

    The youths are alleged to have then stolen about $100 worth of fast food that was set for delivery.

    Palmerston General Duties officers attended the scene soon and identified the offenders and a short foot chase followed.

    Members of the Tactical Response Group were also in the area and assisted to arrest three alleged offenders, one aged 13 years and 2 aged 14. A fourth male, aged 13 years, was arrested later in the evening.

    One other offender remains outstanding.

    The Northern Territory Police Force has arrested a 38-year-old female for aggravated assault in Alice Springs this morning.

    About 9:30am, police received reports of an aggravated assault on Gregory Terrace involving a 38-year-old female who allegedly assaulted her male partner by striking him to the rear of the head, rendering him unconscious.

    Police allege the female continued to assault the male whilst he lay unconscious on the ground. A female victim who was with the male at the time was followed by the alleged offender along Hartley Street and was stabbed with a pair of scissors multiple times.

    General duties members attended and apprehended the female a short distance away. St John Ambulance conveyed the injured male and female to Alice Springs Hospital for medical treatment.

    Charges are expected to follow.

    The Northern Territory Police Force has served notices to appear in court to two women following seizures of alcohol and cannabis in a restricted remote community.

    Last Thursday, police seized a traffickable quantity of cannabis, around 63 litres of alcohol and drug paraphernalia from two 30-year-old women following intel received.

    The two women were charged with Bring liquor into a restricted area and Supplying a traffickable quantity of cannabis, they will appear in Yuendumu Local Court on 11 June 2025.

    Southern Desert Division Senior Sergeant Conan Robertson said “We know all too well the devastating impacts of alcohol related harm in our remote communities and will continue to pro-actively target those intending to bring alcohol into restricted areas.”

    “Thank you to the community who supported Police with information to stop this offending. It is important that we continue to work together to keep people safe.”

  • MIL-OSI Australia: NT man charged over Territory’s largest ever ketamine importation

    A Northern Territory man appeared in Darwin Local Court last Thursday after being charged with the alleged importation and possession of more than 4kg of ketamine.

    It is believed to be the Northern Territory’s largest ketamine seizure.

    The man, 32, who was arrested on Wednesday 23 April 2025, is due to face court again on 2 May 2025.

    A Northern Territory Joint Organised Crime Taskforce (NT JOCTF) investigation began in April 2025, after Australian Border Force (ABF) members at Sydney Airport identified a consignment suspected of containing ketamine that arrived on a flight from Germany.

    Investigators from NT JOCTF, which comprises of members from the Northern Territory Police Force, Australian Federal Police, ABF and Australian Criminal Intelligence Commission (ACIC), replaced the illicit drugs – which were disguised in several sports energy drink and protein bar packages – with an inert substance.

    After retrieving the crystallised ketamine from the packages, officers determined the estimated weight of the illicit drugs to be 4.08kg. This amount of ketamine has an estimated street value of $800,000.

    The parcel was then delivered to its intended address in Zuccoli, near Darwin, where officers allegedly observed a man signing and taking possession of the delivery.

    NT JOCFT investigators then executed a search warrant at the property and arrested the man.

    During the search, officers allegedly located the opened parcel containing the substituted illicit drugs.

    The man, 32, was charged with the following offences:

    • One count of importing a commercial quantity of ketamine, contrary to section 307.1(1) of the Criminal Code (Cth);
    • One count of possessing a dangerous drug, contrary to section 7(1) of the Misuse of Drugs Act 1990 (NT); and
    • One count of supply a dangerous drug, contrary to section 5(1) of the Misuse of Drugs Act 1990 (NT).

    Each of these offences carries a maximum penalty of life imprisonment.

    NT Police Force Detective Superintendent Lee Morgan said, “This operation has resulted in the Northern Territory’s largest ever recorded ketamine seizure. 

    “4 kilograms of Ketamine is 40,000 times the minimum commercial quantity and is estimated to be worth $800,000 when sold.

    “This package was delivered from outside of the country and the NT Police Force reiterate that these drugs are manufactured in unregulated and unhygienic conditions, and anyone choosing to use them is gambling with their life. We will continue to work closely with our partner agencies to combat imports of illicit substances into the Northern Territory.”

    AFP Superintendent Greg Davis said the AFP and its law enforcement, intelligence and border agency partners worked tirelessly to identify, target and disrupt criminal syndicates in their attempts to import and distribute illicit drugs into Australia.

    “The AFP, together with our partners under the NT JOCTF have prevented ketamine from reaching Australian streets under this investigation,” Supt Davis said.

    “Our investigators continue to work collaboratively to ensure Australia remains a hostile environment for criminal syndicates in order to prevent any form of illicit drugs from entering the Australian community and causing widespread harm.

    “Ketamine specifically is a dangerous sedative; its dissociative effects block sensory brain signals and can cause memory loss, feelings of being detached from one’s body and the inability to perceive dangers.

    “This operation should serve as a significant warning to transnational serious organised crime syndicates – the AFP and our partners remain one step ahead of your illicit activities and will ensure you are brought to justice.”

  • MIL-OSI Australia: Call for Information – Recklessly Endanger Serious Harm – Alice Springs

    The Northern Territory Police Force is calling for information in relation to a serious assault in Alice Springs yesterday evening.

    About 6.20pm, the Joint Emergency Services Communication Centre received a report that a 41-year-old male had been assaulted with an edged weapon by an 18-year-old male at a residence in Larapinta.

    The offender, who is well-known to the victim, has allegedly swung an axe toward the 41-year-old’s head who has then raised his arm to protect himself and suffered a deep laceration to his forearm as a result.

    The offender has then left the scene of the incident with the victim’s ex-partner.

    Northern Territory Police members arrived a short time after and provided the victim with first aid before St John Ambulance conveyed him to Alice Springs Hospital.

    The Northern Territory Police Force has arrested 2 women in relation to an aggravated robbery that occurred at Casuarina last night.

    At 10.27pm, the Joint Emergency Services Communication Centre received a report from a security services company that a service station on Vanderlin Drive was being held up.

    Casuarina General Duties officers attended the scene immediately and arrested 2 women aged 21 and 23 years old.

    Earlier, the two women had been viewed by the service station employee attempting to steal a number of items.

    When he confronted them the women allegedly threated him with edged weapons before he retreated behind the service counter and managed to lock the door.

    The employee then opened the main doors to allow the offenders to exit the store where they proceeded to throw rocks and tools at the station window.

    Soon after they were located and arrested and had in their possession a number of stolen items and edged weapons.

    The offenders are in custody and are set to appear in Darwin Local Court on Monday, 28 April.

    The Northern Territory Police Force is calling for witnesses in relation to an aggravated assault that occurred in Katherine yesterday evening.

    About 6.20pm, the Joint Emergency Services Communication Centre received a report from a security officer at a local hotel bottle shop that a male had turned up at the premises with deep lacerations to his face and they were unable to control the bleeding.

    Katherine General Duties officers attended the scene and assisted the 43-year-old victim shortly before St John Ambulance members arrived and conveyed the man to Katherine District Hospital.

    The man told police that one of his partner’s family had used a smashed bottle to stab him in the face, with one eye also severely injured.

    The offender remains outstanding.

    The victim has been transferred to Royal Darwin Hospital for further treatment.

    South Africa has initiated a WTO dispute settlement procedure in relation to the EU’s phytosanitary trade regulations regarding CBS. South Africa claims these regulations were primarily intended to shield Spanish and Portuguese producers of citrus fruits from South African competition. While the European Food Safety Authority (EFSA) argued in 2013 that CBS could spread to citrus farms in the EU, scientists from Brazil, Argentina, the US, Uruguay, Australia and South Africa have challenged this assessment. South African producers point out that they have exported citrus fruits to the EU for over 110 years without a single case of CBS transmission, and argue that CBS would be a purely cosmetic issue, affecting only a very small proportion of exported fruit and unable to spread via fruit to other climatic zones.
