  • MIL-OSI USA: Congressman Crow Introduces Bipartisan Bill to Strengthen VA Health Benefits for Veteran Firefighters

    WASHINGTON — Congressman Jason Crow (D-CO-06), a former Army Ranger who served three combat tours in Iraq and Afghanistan, has introduced new bipartisan legislation to strengthen health care benefits for veteran firefighters. 

    Studies have shown that firefighters, as a result of their career, are more likely to suffer from certain illnesses, including higher rates of cancer. However, the VA currently does not recognize the direct connection between military firefighting and higher rates of illness incidence beyond one year following active duty, resulting in denials of VA health care claims.

    Congressman Crow’s Michael Lecik Military Firefighters Protection Act would create the presumption that military veteran firefighters who become disabled by serious disease – including heart disease, lung disease, and certain types of cancer – contracted the illness due to their service in the military, allowing them to be approved for VA health care. 

    The legislation was also introduced by Congressman Don Bacon (R-NE-02).

    “I know from my days as an Army Ranger that military firefighters protect the safety of everybody in our ranks,” said Congressman Crow. “Too many of our military firefighters have been denied VA health care for conditions connected to their service, and that’s unacceptable. That’s why I’m introducing bipartisan legislation that expands their access to the care they deserve.”

    “After nearly 30 years in the Air Force, I’ve witnessed hundreds of heroic military firefighters who put their own lives on the line by carrying us out of burning buildings or jets and exposing themselves to toxic substances and deadly fumes,” said Congressman Bacon. “Creating the presumption that those who become disabled from serious disease contracted the illness while serving in the military allows the VA to treat thousands of military firefighters that would normally not be covered. This bill changes that. I fully support this mission, and I will continue to work with Rep. Crow to not only get this over the finish line, but to honor the life of former USAF firefighter, Michael Lecik, to which this bill is named after.”

    The legislation is named in honor of Michael Lecik, a U.S. Air Force firefighter who was diagnosed with multiple myeloma in 2019. Lecik filed a claim with the VA, which was ultimately rejected. He passed away in 2021 at the age of 39. 

    As an Iraq and Afghanistan veteran, ensuring America’s military servicemembers and their families get the appropriate care and resources is a top priority for Congressman Crow. In the 117th Congress, he introduced the Justice Involved Veterans Support Act and supported the PACT Act, which expands health care to millions of servicemembers exposed to toxic chemicals. Congressman Crow also supported the Federal Firefighters Fairness Act, which expands health care to federal firefighters who become disabled by serious disease.

  • MIL-Evening Report: Did Australia back the wrong war in the 1960s? Now Putin’s Russia is knocking on the door

    This week Cambodia marks the 50th anniversary of the fall of Phnom Penh to the murderous Khmer Rouge, and Vietnam celebrates the fall of Saigon to North Vietnamese forces in April 1975.

    They are being commemorated very differently; after all, there’s nothing to celebrate in Cambodia. Its capital Phnom Penh was emptied, and its people had to then endure the “killing fields” and the darkest years of its modern existence under Khmer Rouge rule.

    Over the border in Vietnam, however, there will be modest celebrations for their victory against US (and Australian) forces at the end of this month.

    Yet, this week’s news of Indonesia considering a Russian request to base aircraft at the Biak airbase in West Papua throws in stark relief a troubling question I have long asked — did Australia back the wrong war 63 years ago? These different areas — and histories — of Southeast Asia may seem disconnected, but allow me to draw some links.

    Through the 1950s until the early 1960s, it was official Australian policy under the Menzies government to support The Netherlands as it prepared West Papua for independence, knowing its people were ethnically and religiously different from the rest of Indonesia.

    They are a Christian Melanesian people who look east to Papua New Guinea (PNG) and the Pacific, not west to Muslim Asia. Australia at the time was administering and beginning to prepare PNG for self-rule.

    The Second World War had shown the importance of West Papua (then part of Dutch New Guinea) to Australian security, as it had been a base for Japanese air raids over northern Australia.

    Japanese beeline to Sorong
    Early in the war, Japanese forces made a beeline to Sorong on the Bird’s Head Peninsula of West Papua for its abundance of high-quality oil. Former Australian prime minister Gough Whitlam served in a RAAF unit briefly stationed in Merauke in West Papua.

    By 1962, the US wanted Indonesia to annex West Papua as a way of splitting Chinese and Russian influence in the region, as well as getting at the biggest gold deposit on earth at the Grasberg mine, something which US company Freeport continues to mine, controversially, today.

    Following the so-called Bunker Agreement signed in New York in 1962, The Netherlands reluctantly agreed to relinquish West Papua to Indonesia under US pressure. Australia, too, folded in line with US interests.

    That would also be the year when Australia sent its first group of 30 military advisers to Vietnam. Instead of backing West Papuan nationhood, Australia joined the US in suppressing Vietnam’s.

    As a result of US arm-twisting, Australia ceded its own strategic interests in allowing Indonesia to expand eastwards into Pacific territories by swallowing West Papua. Instead, Australians trooped off to fight the unwinnable wars of Indochina.

    To me, it remains one of the great what-ifs of Australian strategic history — if Australia had held the line with the Dutch against US moves, then West Papua today would be free, the East Timor invasion of 1975 was unlikely to have ever happened and Australia might not have been dragged into the Vietnam War.

    Instead, as Cambodia and Vietnam mark their anniversaries this month, Australia continues to be reminded of the potential threat Indonesian-controlled West Papua has posed to Australia and the Pacific since it gave way to US interests in 1962.

    Russian space agency plans
    Nor is this the first time Russia has deployed assets to West Papua. Last year, Russian media reported plans under way for the Russian space agency Roscosmos to help Indonesia build a space base on Biak island.

    In 2017, RAAF Tindal was scrambled just before Christmas to monitor Russian Tu95 nuclear “Bear” bombers doing their first-ever sorties in the South Pacific, flying between Australia and Papua New Guinea. I wrote not long afterwards how Australia was becoming “caught in a pincer” between Indonesian and Russian interests on Indonesia’s side and Chinese moves coming through the Pacific on the other.

    All because we have abandoned the West Papuans to endure their own “slow-motion genocide” under Indonesian rule. Church groups and NGOs estimate up to 500,000 Papuans have perished under 60 years of Indonesian military rule, while Jakarta refuses to allow international media and the UN High Commissioner for Human Rights to visit.

    Alex Sobel, an MP in the UK Parliament, last week called on Indonesia to allow the UN High Commissioner to visit but it is exceedingly rare to hear any Australian MPs ask questions about our neighbour West Papua in the Australian Parliament.

    Canberra continues to enhance security relations with Indonesia in a naive belief that the nation is our ally against an assertive China. This ignores Jakarta’s deepening relations with both Russia and China, and avoids any mention of ongoing atrocities in West Papua or the fact that jihadi groups are operating close to Australia’s border.

    Indonesia’s militarisation of West Papua, jihadi infiltration and now the potential for Russia to use airbases or space bases on Biak should all be “red lines” for Australia, yet successive governments remain desperate not to criticise Indonesia.

    Ignoring actual ‘hot war’
    Australia’s national security establishment remains focused on grand global strategy and acquiring over-priced gear, while ignoring the only actual “hot war” in our region.

    Our geography has not changed; the most important line of defence for Australia remains the islands of Melanesia to our north and the co-operation and friendship of its peoples.

    Strong independence movements in West Papua, Bougainville and New Caledonia all materially affect Australian security but Canberra can always be relied on to defer to Indonesian, American and French interests in these places, rather than what is ultimately in Australian — and Pacific Islander — interests.

    Australia needs to develop a defence policy centred on a “Melanesia First” strategy from Timor to Fiji, radiating outwards. Yet Australia keeps deferring to external interests, to our cost, as history continues to remind us.

    Police are continuing to investigate the death of a 19 year old man near the Brooker Highway at Montrose overnight.
    Detective Inspector Mark Burke said that following receipt of the autopsy report late this afternoon, evidence suggests the man was likely struck by a vehicle.
    “We’re appealing for anyone who was driving along the Brooker Highway in the vicinity of Montrose Bay High School between 3am-4am this morning who may have witnessed a male pedestrian in the area or been involved in a crash to come forward,” he said.
    “Police are doing everything we can to determine the circumstances of this young man’s death, and it’s vital that we investigate every possibility.’“If you were a driver in the area at the time and noticed anything of note, no matter how small, please reach out and contact Police so we can investigate.”

  • MIL-OSI Australia: Man arrested on child sex offences

    A man was arrested for drug and sex offences against children last night.

    On Friday 18 April, following an investigation by Special Crimes Investigation Section, a 49-year-old man from the north-eastern suburbs was arrested and charged with two counts of detaining a person, two counts of supplying or administering a drug to another person, assault, unlawful sexual intercourse with a person under 17 years and rape.

    It will be alleged the offences involved multiple victims aged under 17.

    He was refused police bail and will appear in Elizabeth Magistrates Court on Tuesday 22 April.

    Investigations are ongoing.

    President Lai meets New Zealand delegation from All-Party Parliamentary Group on Taiwan  
    On the morning of April 17, President Lai Ching-te met with a delegation from New Zealand’s All-Party Parliamentary Group on Taiwan. In remarks, President Lai thanked the government of New Zealand for reiterating the importance of peace and stability across the Taiwan Strait on multiple occasions since last year. He also stated that this year, the Taiwan-New Zealand economic cooperation agreement (ANZTEC) is being implemented in its complete form. The president expressed hope that deeper collaboration in such fields as smart agriculture, food manufacturing, biomedicine, the digital economy, and clean energy, as well as exchanges among our indigenous peoples, will allow our economies and industries to continue evolving as they adapt to the challenges arising from global changes. A translation of President Lai’s remarks follows: I extend a warm welcome to all of our guests. New Zealand’s All-Party Parliamentary Group on Taiwan was established in 2023, marking a significant milestone in the deepening of Taiwan-New Zealand relations. I would like to thank Members of Parliament Stuart Smith and Tangi Utikere for leading this delegation, and thank all our guests for demonstrating support for Taiwan through action. We currently face a rapidly changing international landscape. Authoritarian regimes continue to converge and expand. Democracies must actively cooperate and jointly safeguard peace, stability, and the prosperous development of the Indo-Pacific region. Since last year, the government of New Zealand has on multiple occasions reiterated the importance of peace and stability across the Taiwan Strait. On behalf of the people of Taiwan, I would like to express our sincere gratitude for these statements and demonstrations of support. This year, ANZTEC is being implemented in its complete form. We look forward to exploring even more diverse markets with New Zealand. Deeper collaboration in such fields as smart agriculture, food manufacturing, biomedicine, the digital economy, and clean energy, as well as exchanges among indigenous peoples, will allow our economies and industries to continue evolving as they adapt to the challenges arising from global changes. MP Smith then delivered remarks, saying that it is a great pleasure and an honor to be received by President Lai. The MP, noting that President Lai already covered many of the points he planned to make, went on to say that New Zealand and Taiwan share many values. He indicated that both are trading nations that rely on easy access for imports and exports, and that is why freedom of navigation is so important. That is why New Zealand had a naval vessel sail through the Taiwan Strait, he said, to underline the importance of freedom of navigation and our mutual security. MP Smith said that they look forward to building stronger relationships and enhancing the trade between our two nations. He added that New Zealand has much to offer in the field of geothermal energy to assist Taiwan, and mentioned that New Zealand is third largest in terms of the number of rocket launchers for satellites, which could assist Taiwan with communications in the future. New Zealand has other products as well, he said, but looks for assistance from Taiwan’s technology and technological sector. Lastly, MP Smith stated that he looks forward to a long and prosperous relationship between Taiwan and New Zealand. MP Utikere then delivered remarks, indicating that like Taiwan, New Zealand is a nation that is surrounded by ocean, which means that they rely on strong partnerships with communities of interest all around the globe. He said that the all-party parliamentary friendship group that was established and that they are a part of goes a long way in ensuring that a secure relationship between our two parliaments can continue to prosper. The MP also thanked Taiwan’s Representative to New Zealand Joanne Ou (歐江安) and her team for their work, which has ensured the success of the delegation’s visit. He said that the delegation experienced meetings with ministers in Taiwan’s government, members of the legislature, and those from the non-government organization sector as well. He also said that they enjoyed the opportunity to visit Wulai, and that the strength of the connections between the indigenous peoples of Taiwan and the indigenous peoples of Aotearoa New Zealand is something that certainly landed with members of the delegation. MP Utikere noted that he will take up President Lai’s offer on experiencing more of Taiwan, and will spend a few extra days in Tainan, which he understands has a very special place in the president’s heart, adding that he looks forward to his time and experiences there. The MP concluded his remarks by saying that this will be a relationship that continues to go from strength to strength. After their remarks, the New Zealand delegation sang the Māori song “Tutira Mai Nga Iwi” to extend best wishes to Taiwan.     President Lai meets delegation led by Tuvalu Deputy Prime Minister Panapasi Nelesone 
    On the afternoon of April 15, President Lai Ching-te met with a delegation led by Tuvalu Deputy Prime Minister and Minister of Finance and Economic Development Panapasi Nelesone and his wife. In remarks, President Lai thanked Tuvalu for its staunch and long-term backing of Taiwan’s international participation. The president said he looks forward to our nations deepening bilateral ties in such areas as agriculture, medicine, education, and information and communications technology and working together toward greater peace, prosperity, and development in the Pacific region. Our distinguished guests are the first delegation from Tuvalu that I have received at the Presidential Office this year.     President Lai pens Bloomberg News article on Taiwan’s response to US reciprocal tariffs
    On April 10, an article penned by President Lai Ching-te entitled “Taiwan Has a Roadmap for Deeper US Trade Ties” was published by Bloomberg News, explaining to a global audience Taiwan’s strategy on trade with the United States, as well as how Taiwan will engage in dialogue with the aim of removing bilateral trade barriers, increasing investment between Taiwan and the US, and reducing tariffs to zero. The following is the full text of President Lai’s article: Last month, the first of Taiwan’s 66 new F-16Vs rolled off the assembly line in Greenville, South Carolina. Signed during President Donald Trump’s first term, the $8 billion deal stands as a testament to American ingenuity and leadership in advanced manufacturing. Beyond its economic impact – creating thousands of well-paying jobs across the US – it strengthens the foundations of peace and stability in the Indo-Pacific.  This deal is emblematic of the close interests shared between Taiwan and the US. Our bond is forged by an unwavering belief in freedom and liberty. For decades, our two countries have stood shoulder-to-shoulder in deterring communist expansionism. Even as Beijing intensifies its air force and naval exercises in our vicinity, we remain resolute. Taiwan will always be a bastion of democracy and peace in the region. This partnership extends well beyond the security realm. Though home to just 23 million people, Taiwan has in recent years become a significant investor in America. TSMC recently announced it will raise its total investment in the US to $165 billion – an initiative that will create 40,000 construction jobs and tens of thousands more in advanced chip manufacturing and R&D. This investment will bolster the emergence of a new high-tech cluster in Arizona. Taiwan is committed to strengthening bilateral cooperation in manufacturing and innovation. As a trade-dependent economy, our long-term success is built on trade relationships that are fair, reciprocal and mutually beneficial. Encouraging Taiwanese businesses to expand their global footprint, particularly in the US, is a vital part of this strategy. Deepening commercial ties between Taiwanese and American firms is another. These core principles will guide our response to President Trump’s reciprocal tariffs. First, we will seek to restart trade negotiations with a common objective of reducing all tariffs between Taiwan and the US. While Taiwan already maintains low tariffs, with an average nominal rate of 6%, we are willing to further cut this rate to zero on the basis of reciprocity with the US. By removing the last vestiges to free and fair trade, we seek to encourage greater trade and investment flows between our two countries. Second, Taiwan will rapidly expand procurement of American goods. Over the past five years, rising demand for semiconductors and AI-related components has increased our trade surplus. In response to these market trends, Taiwan will seek to narrow the trade imbalance through the procurement of energy, agriculture and other industrial goods from the US. These efforts will create thousands of new jobs across multiple sectors.  We’ll also pursue additional arms procurements that are vital to our self-defense and contribute to peace and stability over the Taiwan Strait. During President Trump’s first term, we secured $18 billion in arms deals, including advanced fighter jets, tanks and anti-ship missiles. Future purchases, which are not reflected in trade balances, build on our economic and security partnership while being essential to Taiwan’s “Peace Through Strength” approach. Third, new investments will be made across the US. Already, Taiwanese firms support 400,000 jobs throughout all 50 states. Beyond TSMC, we also see emerging opportunities in electronics, ICT, energy and petrochemicals. We will establish a cross-agency “US Investment Team” to support bilateral trade and investment – and we hope that efforts will be reciprocated by the Trump administration. Fourth, we are committed to removing non-tariff trade barriers. Taiwan will take concrete steps to resolve persistent issues that have long impeded trade negotiations. And finally, we will strongly address US concerns over export controls and improper transshipment of low-cost goods through Taiwan. These steps form the basis of a comprehensive roadmap for how Taiwan will navigate the shifting trade landscape, transforming challenges in the Taiwan-US economic relationship into new opportunities for growth, resilience and strategic alignment. At a time of growing global uncertainty, underpinned by growing Chinese assertiveness, closer trade ties are more than sound economics; they are a critical pillar of regional security. Our approach is long-term and principled, grounded in a lasting commitment to our friendship with the US, a firm belief in the benefits of fair and reciprocal trade, and an unwavering dedication to peace and stability across the Taiwan Strait. We are confident that our shared economic and security interests will not only overcome turbulence in the international trade environment – they will define the future of a free and open Indo-Pacific.

He expressed his hope that we will continue to deepen our bilateral relations so as to generate even greater well-being for our peoples and promote peace, stability, and prosperity in the Pacific region.     President Lai meets British Office Taipei Representative Ruth Bradley-Jones
    On the afternoon of March 28, President Lai Ching-te met with British Office Taipei Representative Ruth Bradley-Jones. In remarks, President Lai welcomed Representative Bradley-Jones as she takes up her post in Taiwan, and thanked the United Kingdom government and parliament for demonstrating staunch support for Taiwan. The president indicated that Taiwan and the UK enjoy close economic and trade ties, and our industries complement each other well, with great potential for collaboration in such fields as semiconductors, AI, unmanned vehicles, and medium- and low-orbit satellites. He stated that he looks forward to expanding exchanges with the UK across all domains so as to enhance democratic and economic resilience, jointly advancing the prosperous development of the Indo-Pacific region and economic security around the world. I would like to convey my deepest gratitude to the UK government and parliament.  Currently, the UK is Taiwan’s fourth largest trading partner in Europe and second largest source of investment from Europe. We enjoy close economic and trade ties, and our industries complement each other well. There is also great potential for collaboration in such fields as semiconductors, AI, unmanned vehicles, and medium- and low-orbit satellites. We look forward to expanding exchanges with the UK across all domains so as to enhance democratic and economic resilience. We also hope the UK will continue to support Taiwan’s bid to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership so that together, we can work with more like-minded partners, jointly advancing the prosperous development of the Indo-Pacific region and economic security around the world. Once again, I welcome Representative Bradley-Jones to Taiwan and wish her all the best with her work. I anticipate that Taiwan-UK relations will continue to steadily advance through our joint efforts. Representative Bradley-Jones then delivered remarks, first saying in Mandarin that she is honored to meet with President Lai to discuss topics of mutual concern and jointly deepen Taiwan-UK relations, promoting mutual understanding, respect, and cooperation. She went on to say that she came to Taiwan last August to study Mandarin, and began her post as British Office Taipei representative in February this year, noting that every day she learns more about and gains a deeper understanding of Taiwan. Last year, she said, she visited Tainan and Wanli, and found Tainan’s wetlands and the scenery in Wanli very impressive. She added that she has also tried many different Taiwanese foods, and is looking forward to experiencing even more of Taiwan’s local culture and customs over the next four years. Continuing her remarks in English, Representative Bradley-Jones stated that since taking up her post, she has borne witness to the strength of the relationship between Taiwan and the UK and the potential for it to continue to grow. She said that on trade and investment, there is significant complementarity between Taiwan’s Five Trusted Industry Sectors and the UK’s Industrial Strategy, particularly in areas such as digital technologies, advanced manufacturing, and clean energy. Both governments are also together supporting Taiwan and UK businesses through our Enhanced Trade Partnership and annual trade talks, she said. Representative Bradley-Jones went on to say that on science and technology, Taiwan and the UK can and should do more together. She noted that the UK has the third largest tech sector in the world and is valued at over US$1.1 trillion, while Taiwan is the center of the semiconductor and AI hardware world. Given our complementary strengths, especially in areas such as semiconductors, space, and communications technology, she said, the UK has stepped up its level of activity in Taiwan, including by regularly hosting a UK Pavilion at SEMICON and funding 18 joint R&D programs through our new collaborative R&D fund, and looks forward to doing more together in the future.  In support of Taiwan’s whole-of-society resilience, the representative said, the UK is supporting valuable exchanges, co-hosting GCTF (Global Cooperation and Training Framework) workshops, sharing lessons on financial sector resilience, and reaching out to mayors and community leaders across Taiwan. From financial resilience to cyber resilience, she said, the UK’s public sector and private industries have plenty to share and learn. Representative Bradley-Jones stated that on people-to-people links, parliamentarians, civil society, and academics are continuing to deepen contact, and that she is particularly excited by a new smart parliament partnership agreed upon by the Taiwan Foundation for Democracy and the UK’s Westminster Foundation for Democracy, which aims to facilitate cross-party, cross-society, and cross-border exchanges on issues such as democratic governance, AI, inclusive policy-making, and public safety. The representative indicated that the examples she mentioned just scratch the surface of the full potential of the Taiwan-UK relationship. She said that the UK’s longstanding policy remains unchanged, and fundamentally, that is because we share a common set of values and interests. In his remarks, President Lai explained that the government will adopt five response strategies, including making every effort to improve reciprocal tariff rates through negotiations, adopting a support plan for affected domestic industries, adopting medium- and long-term economic development plans, forming new “Taiwan plus the US” arrangements, and launching industry listening tours. The president emphasized that as we face this latest challenge, the government and civil society will work hand in hand, and expressed hope that all parties, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy. A translation of President Lai’s remarks follows: My fellow citizens, good evening. The US government recently announced higher tariffs on countries around the world in the name of reciprocity, including imposing a 32 percent tariff on imports from Taiwan. This is bound to have a major impact on our nation. Various countries have already responded, and some have even adopted retaliatory measures. Tremendous changes in the global economy are expected. Taiwan is an export-led economy, and in facing future challenges there will inevitably be difficulties, so we must proceed carefully to turn danger into safety. During this time, I want to express gratitude to all sectors of society for providing valuable opinions, which the government regards highly, and will use as a reference to make policy decisions.  However, if we calmly and carefully analyze Taiwan’s trade with the US, we find that last year Taiwan’s exports to the US were valued at US$111.4 billion, accounting for 23.4 percent of total export value, with the other 75-plus percent of products sold worldwide to countries other than the US. Of products sold to the US, competitive ICT products and electronic components accounted for 65.4 percent. This shows that Taiwan’s economy does still have considerable resilience. As long as our response strategies are appropriate, and the public and private sectors join forces, we can reduce impacts. Please do not panic. To address the reciprocal tariffs by the US, Taiwan has no plans to adopt retaliatory tariffs. There will be no change in corporate investment commitments to the US, as long as they are consistent with national interests. But we must ensure the US clearly understands Taiwan’s contributions to US economic development. More importantly, we must actively seek to understand changes in the global economic situation, strengthen Taiwan-US industry cooperation, elevate the status of Taiwan industries in global supply chains, and with safeguarding the continued development of Taiwan’s economy as our goal, adopt the following five strategies to respond. Strategy one: Make every effort to improve reciprocal tariff rates through negotiations using the following five methods:  1. Taiwan has already formed a negotiation team led by Vice Premier Cheng Li-chiun (鄭麗君). The team includes members from the National Security Council, the Office of Trade Negotiations, and relevant Executive Yuan ministries and agencies, as well as academia and industry. Like the US-Mexico-Canada free trade agreement, negotiations on tariffs can start from Taiwan-US bilateral zero-tariff treatment. 2. To expand purchases from the US and thereby reduce the trade deficit, the Executive Yuan has already completed an inventory regarding large-scale procurement plans for agricultural, industrial, petroleum, and natural gas products, and the Ministry of National Defense has also proposed a military procurement list. All procurement plans will be actively pursued. 3. Expand investments in the US. Taiwan’s cumulative investment in the US already exceeds US$100 billion, creating approximately 400,000 jobs. In the future, in addition to increased investment in the US by Taiwan Semiconductor Manufacturing Company, other industries such as electronics, ICT, petrochemicals, and natural gas can all increase their US investments, deepening Taiwan-US industry cooperation. Taiwan’s government has helped form a “Taiwan investment in the US” team, and hopes that the US will reciprocate by forming a “US investment in Taiwan” team to bring about closer Taiwan-US trade cooperation, jointly creating a future economic golden age.  4. We must eliminate non-tariff barriers to trade. Non-tariff barriers are an indicator by which the US assesses whether a trading partner is trading fairly with the US. Therefore, we will proactively resolve longstanding non-tariff barriers so that negotiations can proceed more smoothly. 5. We must resolve two issues that have been matters of longstanding concern to the US. One regards high-tech export controls, and the other regards illegal transshipment of dumped goods, otherwise referred to as “origin washing.” Strategy two: We must adopt a plan for supporting our industries. For industries that will be affected by the tariffs, and especially traditional industries as well as micro-, small-, and medium-sized enterprises, we will provide timely and needed support and assistance. Premier Cho Jung-tai (卓榮泰) and his administrative team recently announced a package of 20 specific measures designed to address nine areas. Moving forward, the support we provide to different industries will depend on how they are affected by the tariffs, will take into account the particular features of each industry, and will help each industry innovate, upgrade, and transform. Strategy three: We must adopt medium- and long-term economic development plans. At this point in time, our government must simultaneously adopt new strategies for economic and industrial development. This is also the fundamental path to solutions for future economic challenges. The government will proactively cooperate with friends and allies, develop a diverse range of markets, and achieve closer integration of entities in the upper, middle, and lower reaches of industrial supply chains. This course of action will make Taiwan’s industrial ecosystem more complete, and will help Taiwanese industries upgrade and transform. We must also make good use of the competitive advantages we possess in such areas as semiconductor manufacturing, integrated chip design, ICT, and smart manufacturing to build Taiwan into an AI island, and promote relevant applications for food, clothing, housing, and transportation, as well as military, security and surveillance, next-generation communications, and the medical and health and wellness industries as we advance toward a smarter, more sustainable, and more prosperous new Taiwan. Strategy four: “Taiwan plus one,” i.e., new “Taiwan plus the US” arrangements: While staying firmly rooted in Taiwan, our enterprises are expanding their global presence and marketing worldwide. This has been our national economic development strategy, and the most important aspect is maintaining a solid base here in Taiwan. We absolutely must maintain a solid footing, and cannot allow the present strife to cause us to waver. Therefore, our government will incentivize investments, carry out deregulation, and continue to improve Taiwan’s investment climate by actively resolving problems involving access to water, electricity, land, human resources, and professional talent. This will enable corporations to stay in Taiwan and continue investing here. In addition, we must also help the overseas manufacturing facilities of offshore Taiwanese businesses to make necessary adjustments to support our “Taiwan plus one” policy, in that our national economic development strategy will be adjusted as follows: to stay firmly rooted in Taiwan while expanding our global presence, strengthening US ties, and marketing worldwide. We intend to make use of the new state of supply chains to strengthen cooperation between Taiwanese and US industries, and gain further access to US markets. Strategy five: Launch industry listening tours: All industrial firms, regardless of sector or size, will be affected to some degree once the US reciprocal tariffs go into effect. The administrative teams led by myself and Premier Cho will hear out industry concerns so that we can quickly resolve problems and make sure policies meet actual needs. My fellow citizens, over the past half-century and more, Taiwan has been through two energy crises, the Asian financial crisis, the global financial crisis, and pandemics. We have been able to not only withstand one test after another, but even turn crises into opportunities. The Taiwanese economy has emerged from these crises stronger and more resilient than ever. As we face this latest challenge, the government and civil society will work hand in hand, and I hope that all parties in the legislature, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy.   • MIL-OSI Australia: CFA smashes $40 million milestone for Good Friday Appeal

    Victorians have dug deep this year in support of the Good Friday Appeal, helping CFA reach a historic milestone and raising our grand total of contributions to $41 million.

    CFA has been a major fundraiser of the Good Friday Appeal for the past 74 years and this year, with the help of generous local community members, our volunteers were able to raise $1,888,912. 

    CFA volunteers were seen in trucks and at traffic lights across the state yesterday, fundraising in their local areas for The Royal Children’s Hospital (RCH) Good Friday Appeal.  

    CFA Chief Fire Officer Jason Heffernan said this year’s Good Friday Appeal was particularly special.  

    “Being able to exceed the $40 million milestone in the same year CFA celebrate their 80th anniversary is quite fitting and is a touching nod to our shared community spirit,” Jason said.  

    “Not only that, but this year the face of the Good Friday Appeal is part of our CFA family.”  

    Jack was the face of this year’s Appeal, and his dad Rohan Stevens is a 30-year volunteer firefighter for Epping Fire Brigade.  

    Rohan said it was an honour to handover the cheque this year to the Royal Children’s Hospital.  

    “As the parent of a child whose life has been saved at the Royal Children’s Hospital, I’m incredibly proud to assist in presenting this cheque to the Appeal which will help other kids just like Jack,” Rohan said.  

    “This cheque represents the collective efforts of CFA members and their families who have collectively spent many hours fundraising for the Good Friday Appeal.  

    “This donation will assist in funding the next generation of technology, research and treatment to support kids just like Jack.” 

    Rohan presented the cheque to the hospital last night alongside fellow Epping brigade members, CFA Chief Officer Jason Heffernan and the Good Friday Appeal Area Manager Andrew Dalla Via. 

    CO Jason Heffernan congratulates and thanks all participating brigades across Victoria for their incredible contributions this year and throughout many decades.   

    “Our members give up their time to serve their communities in times of need and it’s no surprise that their selflessness extends to worthy causes such as supporting The Royal Children’s Hospital,” Jason said.  

    “All members and their communities should be extremely proud of what they’ve achieved for this year’s Appeal, and we thank you for your time and generosity to help save many young lives.”  

    The money raised for The Royal Children’s Hospital Good Friday Appeal will be used to ensure kids are provided with the best possible treatment and care.

    A search including the Westpac Rescue Helicopter has been commenced in the Farmhouse Creek area in the State’s south-west for an overdue bushwalker.Police were notified about 8am this morning that a 28-year-old man had separated from his bushwalking colleague.The man was last seen about 9am yesterday on the Eastern Arthur Range Traverse near the Lake Sydney Track junction.The man is believed to be an experienced bushwalker but was not carrying a personal locator beacon.Anyone with information should call Police on 131444 and quote ESCAD reference 000072-19042025.

  • MIL-Evening Report: Google loses online ad monopoly case. But it’s just one of many antitrust battles against big tech

    Tech giant Google has just suffered another legal blow in the United States, losing a landmark antitrust case. This follows on from the company’s loss in a similar case last year.

    Social media giant Meta is also currently embroiled in a landmark legal battle in the US that could change not only how it operates, but how millions of people around the world communicate.

    Hearings in the Meta case commenced earlier this week in a court in Washington DC, after Meta CEO Mark Zuckerberg failed to settle the case for US$450 million. Brought by the US Federal Trade Commission (FTC), the suit alleges Meta broke antitrust laws and illegally secured a monopoly over social media platforms.

    Along with Google and Meta, Amazon and Apple are also currently facing significant antitrust challenges in the US.

    All of these actions are continuing despite major changes in both the FTC and the US Department of Justice as a result of the election of Donald Trump.

    Collectively, these cases represent a substantial regulatory push to examine and potentially curb the market power of big tech. So what are all of these cases about exactly? What are the next steps in each of them? And what might they mean for consumers?

    The cases against Google

    The case Google just lost was related to online advertising.

    The US Department of Justice alleged Google had behaved anticompetitively to monopolise the complex digital advertising technology market. This market facilitates the buying and selling of online ads.

    The US district judge, Leonie Brinkema, agreed Google has a monopoly over the tools used by online publishers to host ad space, and the software that facilitates transactions between online publishers and advertisers.

    In her ruling, Judge Brinkema said Google had “wilfully engaged in a series of anticompetitive acts” which ultimately resulted in it obtaining “monopoly power in the open-web display publisher ad server market”.

    Google has said it will appeal the decision. The Department of Justice will ask the court to require Google to divest parts of its ad tech business when the remedies phase of this trial starts later this month.

    The second case involving Google is related to internet search.

    The Department of Justice argued Google used exclusionary agreements, such as paying Apple billions annually to be the default search engine on iPhones, to lock out competitors.

    In August 2024, a federal judge ruled Google acted illegally to maintain its search monopoly.

    The case has now moved to the remedies phase. A crucial remedies trial is scheduled to begin next week. During this, the court will hear arguments on what actions should be taken against Google. Potential remedies could be significant, with regulators previously suggesting measures such as restrictions on Google’s Android operating system or even forcing the sale of its Chrome browser.

    Google has stated its intention to appeal this ruling as well.

    The case against Meta

    The FTC’s case against Meta alleges the tech giant illegally maintained a monopoly in the market for “personal social networking services”.

    The core of the FTC’s argument is that Meta employed a “buy-or-bury” strategy to eliminate competitive threats.

    This allegedly involved acquiring nascent rivals, most notably Instagram in 2012 and WhatsApp in 2014, specifically to neutralise them before they could challenge Facebook’s dominance.

    The FTC points to internal communications as evidence of anticompetitive intent. These include Mark Zuckerberg’s statement, “It is better to buy than compete”. They also include an internal memo which showed Zuckerberg considered spinning off Instagram in 2018 over concerns about antitrust scrutiny.

    The commission argues Meta’s actions stifled innovation and harmed consumers by limiting choices. It’s seeking to force Meta to divest, or sell off, both Instagram and WhatsApp.

    Meta vigorously defends its actions. It argues it does not hold a monopoly, facing fierce competition from platforms such as TikTok, YouTube and X (formerly Twitter).

    The company contends the acquisitions of Instagram and WhatsApp were pro-competitive, allowing Meta to invest billions to improve and scale the apps, ultimately benefiting users. A key defence point is that the FTC itself reviewed and approved both deals over a decade ago.

    The trial is expected to last eight weeks.

    The cases against Apple and Amazon

    In March 2024, the Department of Justice, along with several states, sued Apple, alleging it illegally maintains a monopoly in the smartphone market.

    The lawsuit claims Apple uses its control over the iPhone ecosystem to stifle competition and innovation by, for example, degrading messaging quality between iPhones and Android devices and limiting the functionality of third-party digital wallets and smartwatches.

    Apple filed a motion to dismiss the case in August 2024. The litigation is in its early stages and is expected to continue for several years.

    In September 2023, the FTC, joined by numerous states, also sued Amazon.

    The lawsuit alleges the tech giant unlawfully maintains monopoly power in both the market for “online superstores” (where consumers shop) and “online marketplace services” (for third-party sellers).

    The FTC claims Amazon uses interlocking anticompetitive tactics. These include punishing sellers for offering lower prices elsewhere, coercing sellers into using its services, degrading search results with excessive ads, and charging exorbitant seller fees.

    In late 2024, the presiding judge largely denied Amazon’s attempt to dismiss the core federal claims, allowing the case to proceed.

    A trial is currently scheduled for October 2026.

    Major structural changes could come

    Taken together, these lawsuits represent the most significant antitrust enforcement push against major technology firms in the US in decades. They signal a fundamental re-examination of how competition laws apply to fast-evolving digital platforms and ecosystems.

    The outcomes could potentially lead to major structural changes. These changes could include the forced breakup of companies such as Meta, or significant behavioural remedies restricting how these firms operate.

    Regardless of the specific results, the decisions in these cases will likely set crucial legal precedents. In turn, these will profoundly shape the future competitive landscape for technology. They will also likely influence regulation globally, and impact innovation and investment across the digital economy.

    What the cases do not reflect is the change in independence of regulatory bodies in the US, where consistency with White House policy is now paramount. The outcomes will surely test the relationship between Trump and the “tech bros” who’ve, quite literally, been at his side recently.

    Police are on the scene of a suspicious death in Montrose, in Hobart’s northern suburbs, overnight.Police patrolling in the area located a person lying on the road near the south bound lanes of the Brooker Highway in the vicinity of the Montrose Bay High School about 4am.
    First responders provided CPR however the person was sadly pronounced deceased at the scene.Police including officers from CIB, Forensics and Uniform remain on the scene and are conducting examinations.
    Motorists are advised of the following road closures:
    • All access to the Montrose Foreshore is closed (Foreshore Road)
    • The Brooker Highway is closed from Strathaven Road area to all southbound traffic
    • All south bound traffic on the Brooker Highway north of Montrose Bay School is to divert via Main Road

  • MIL-OSI Security: 205 charged with illegal entry or reentry as part of new cases filed this week in efforts to secure southern border

    HOUSTON – A total of 216 more cases have been filed in immigration and border security-related matters from April 11-17, announced U.S. Attorney Nicholas J. Ganjei. 

    As part of those cases, 86 face allegations of illegally reentering the country with the majority having felony convictions such as narcotics, firearms or sexual offenses, or prior immigration crimes. A total of 119 people face charges of illegally entering the country while 11 cases involve various instances of human smuggling.  

    Some of those charged with felony reentry include Mexican national Alejandro Contreras-Zapata, who was allegedly found near Roma. The charges allege he had been previously sentenced to 20 years in prison for aggravated assault with a deadly weapon before his removal March 7.

    Erika Camacho-Rodriguez is also a convicted felon and illegally returned recently, according to the complaint. Authorities found her near Roma, having been removed March 31 following a conviction for transporting illegal aliens as the charges allege. She is also from Mexico.

    Another case charges Cesar Garcia-Rivas, a Mexican male found in the United States near Rio Grande City. He had allegedly been removed Oct. 21, 202o, and had previously received a 70-month sentence for kidnapping. 

    Three other men were apprehended near Laredo and had just been removed within the last five months, according to their charges. The criminal complaints allege Daniel Fimbres and Jose Alejandro Rodriguez-Panjol had just been removed Feb. 19 and 28, respectively, while Delfino Lopez-Roque was removed Nov. 24, 2024.

    All six of these illegal aliens and others charged in some of the cases filed this week face up to 20 years in federal prison if convicted of illegally returning to the United States without authorization. 

    Other relevant matters this week include the jury conviction of a 25-year-old Laredo woman for conspiracy to transport, attempting to transport and bringing in and attempting to bring a three-year-old minor to the United States. Salma Galilea Veliz planned to have the boy assume the identity of her biological son in an effort to smuggle him into the United States. In exchange, she would be paid $2,500.

    In another jury trial resulting in a guilty verdict, a known human smuggler was convicted of possessing child sexual abuse material (CSAM). The jury deliberated for approximately 15 minutes before finding Jose Rodriguez Jr. guilty after a one-day trial. When he was initially arrested in August 2024 for transporting aliens, authorities also discovered 150 images of CSAM on his phone. The evidence included numerous files depicting sexual assaults of prepubescent children.

    Also announced this week was the indictment of two illegal aliens and a Laredo man for various firearms offenses. The investigation began March 21 when law enforcement discovered the location of a firearm allegedly used in a crime. Upon searching the residence, authorities allegedly discovered two machine gun conversion devices, a backpack that contained magazines and ammunition as well a .38 special and .22LR ammunition. Also on the property was a grey backpack containing a 9mm S&W handgun, according to the complaint. Erick Lopez Jr., 18, Laredo, is charged with possession of a machine gun, while Erick Lopez-Rivera Sr., 37, and Marcos Lora-Morales, 24, both illegal aliens unlawfully residing in Laredo, are facing charges of alien in possession of ammunition and alien in possession of a firearm and ammunition, respectively. Lopez-Rivera Sr. is also charged with felony reentry of an alien.

    These cases were referred or supported by federal law enforcement partners, including Immigration and Customs Enforcement (ICE) – Homeland Security Investigations, ICE – Enforcement and Removal Operations, Border Patrol, Drug Enforcement Administration, FBI, U.S. Marshals Service and Bureau of Alcohol, Tobacco, Firearms and Explosives with additional assistance from state and local law enforcement partners.

    The cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces and Project Safe Neighborhood.

    Under current leadership, public safety and a secure border are the top priorities for the Southern District of Texas (SDTX). Enhanced enforcement both at the border and in the interior of the district have yielded aliens engaged in unlawful activity or with serious criminal history, including human trafficking, sexual assault and violence against children.  

    The SDTX remains one of the busiest in the nation. It represents 43 counties and more than nine million people covering 44,000 square miles. Assistant U.S. Attorneys from all seven divisions including Houston, Galveston, Victoria, Corpus Christi, Brownsville, McAllen and Laredo work directly with our law enforcement partners on the federal, state and local levels to prosecute the suspected offenders of these and other federal crimes. 

    An indictment or criminal complaint is a formal accusation of criminal conduct, not evidence. A defendant is presumed innocent unless convicted through due process of law.

    Rep. Levin & Senator Padilla discuss importance of protecting essential VA benefits

    San Diego, CA — Today, U.S. Representative Mike Levin (D-Calif.-49) and U.S. Senator Alex Padilla (D-Calif.) hosted a roundtable in San Diego alongside veterans, Department of Veterans Affairs (VA) service providers, and regional stakeholders to highlight the importance of protecting veterans’ benefits and discuss concerns regarding the Trump Administration’s plan for mass cuts to the VA workforce. The Administration is planning to cut more than 80,000 VA jobs, threatening access to the health care, housing services, educational opportunities, and other essential benefits veterans deserve.

    The demand for VA services is high. The VA delivered a record number of health care appointments and benefits in 2024, including over 127 million appointments. Nearly 800,000 veterans have enrolled in VA health care since the Honoring our Promise to Address Comprehensive Toxics (PACT) Act was signed into law in 2022, expanding VA benefits to those exposed to toxic substances. Padilla promised to continue fighting to defend these essential PACT Act benefits for the hundreds of thousands of now VA-eligible veterans.

    Padilla also highlighted his bipartisan legislation introduced last week, the Housing Unhoused Disabled Veterans Act, to ensure veterans experiencing homelessness and receiving disability payments maintain access to crucial housing support. California has the most veterans in the nation and was home to 28 percent of all veterans experiencing homelessness in the United States last year, according to the Department of Housing and Urban Development’s January 2024 point-in-time count. There are 9,300 homeless veterans across the state, including 865 homeless veterans in San Diego, according to the same count.

    Cybersecurity is one of the top risks facing businesses. Organizations are struggling to navigate the ever-evolving cyberthreat landscape in which 600 million identity attacks are carried out daily.1 The median time for a cyberattacker to access private data from phishing is 1 hour and 12 minutes, and nation-state cyberattacks are on the rise.2 Organizations also face unprecedented complexity, making security jobs harder—57% of organizations are using more than 40 security tools, which requires significant resourcing and effort to integrate workflows and data.3 These challenges are magnified by the global security talent shortage organizations are facing and there are more than 4 million security jobs unfilled worldwide, rising insider risks, and the rapidly evolving regulatory landscape today.4 These cybersecurity challenges can not only increase significant business disruptions, they can also create devastating economic damages—the cost of cybercrime is expected to grow at 15% year over year, reaching $15.6 trillion by 2029.5

    In November 2023, to address the evolution of the digital and regulatory landscape, and the unprecedented changes in the cyberthreat landscape, we announced the Microsoft Secure Future Initiative. The Secure Future Initiative (SFI) is a multiyear effort to revolutionize the way we design, build, test, and operate our products and services, to achieve the highest security standards. SFI is our commitment to improve Microsoft’s security posture, thereby improving the security posture of all our customers, and to work with governments and industry to improve the security posture of the entire ecosystem.

    Last year, the Cybersecurity and Infrastructure Security Agency (CISA), through its “Secure by Design” pledge, called on the technology industry to prioritize security at every stage of product development and deployment. This approach of embedding cybersecurity in digital delivery from the outset is also reflected in the United Kingdom’s Government’s Cyber Security Strategy as well as in the Australian Cyber Security Centre (ACSC)’s “Essential Eight” mitigation strategies to protect against cyberthreats. Throughout this blog post, the term “Secure by Design” encompasses both “secure by design” and “secure by default.”

    Microsoft committed to work towards key goals across a spectrum of Secure by Design principles advocated by numerous government agencies around the world. These goals aim to enhance security outcomes for customers by embedding robust cybersecurity practices throughout the product lifecycle. We continue to take our learnings, feed them back into our security standards, and operationalize these learnings as paved paths that can enable secure design and operations at scale. Our SFI updates provide examples of Microsoft’s progress in implementing secure by design, secure by default, and secure in operations principles, and provide best practices based on Microsoft’s own experience, demonstrating our dedication to improving security for customers.

    Keep reading to learn about the initiatives Microsoft has undertaken over the past 18 months to support secure by design objectives as part of our SFI initiative. It is organized around our SFI principles to provide our customers and partners with an understanding of the robust security measures we are implementing to safeguard their digital environments.

    Enhancing security with multifactor authentication and default password management

    Phishing-resistant multifactor authentication provides the most robust defense against password-based cyberattacks, including credential stuffing and password theft. This includes promoting multifactor authentication among customers, implementing it as a default requirement for access, and participating in efforts to establish long-term standards in authentication.

    In October 2024, Microsoft implemented mandatory multifactor authentication for the Microsoft Azure portal, Microsoft Entra admin center, and Microsoft Intune admin center. Since then, Microsoft has worked with our customers to reduce extensions and rapidly advance multifactor authentication adoption. A key achievement is our progress in eliminating passwords across products. Microsoft has introduced enhancements to streamline authentication and improve sign-in experiences, emphasizing usability and security. Users can now remove passwords from their accounts and use passkeys instead, addressing vulnerabilities and preventing unauthorized access.

    On March 26, 2025, Microsoft launched a new sign-in experience for more than 1 billion users. By the end of April 2025, most Microsoft account users will see updated sign-in and sign-up user experience flows for web and mobile apps. This new user experience is optimized for a passwordless and passkey-first experience. Microsoft is also updating the account sign-in logic to make passkey the default sign-in choice whenever possible.

    Additional examples of Microsoft improving authentication and how customers can learn from Microsoft’s approach and solutions include:

    • Microsoft recommendations for organizations to get started deploying phishing-resistant passwordless authentication using Microsoft Entra ID.
    • Security defaults make it easier to help protect against identity-related cyberattacks like password spray, replay, and phishing common in today’s environments. Learn more about preconfigured security settings available in Microsoft Entra ID.
    • Microsoft’s Conditional Access uses identity-driven signals as part of access control decisions.
    • To help prevent phishing, Microsoft added additional hardening to Windows Hello, which is the multifactor authentication solution built-in to Windows. Windows Hello has also been extended to support passkeys, which are an industry standard, and which we continue to evolve. With Hello and passkeys, on Windows, it means much of the web can be protected with multifactor authentication, and people no longer need to choose between a simple sign-in and a safe sign-in. 
    • Learn how Microsoft is advancing decentralized identity standards and verifiable credentials.
    • Following GitHub’s April 2024 update on a year of progress in pushing multifactor authentication adoption, further cohorts requiring multifactor authentication enablement have been rolled out in the past year. This effort continues to drive multifactor authentication utilization with almost 50% of contributing GitHub users having multifactor authentication enabled. Of those, more than 38% of users have two or more methods of two-factor authentication enabled and more than 3.6 million users have a passkey enabled on their account. Additionally, GitHub has pushed for best practices in multifactor authentication methods, and in November 2024 shipped enhancements to the management of multifactor authentication settings for organizations and enterprises that allow the restriction of insecure methods of multifactor authentication such as text messaging.

    Reducing entire classes of vulnerabilities

    Most exploited vulnerabilities today stem from types that can often be mitigated on a large scale, such as SQL injection, cross-site scripting, and memory safety language vulnerabilities. Governments aim to reduce these by encouraging companies to adopt practices like eliminating authorization validation logic mistakes, enabling the use of memory-safe languages, creating secure firmware architectures, and implementing secure administrative protections. The goal is to minimize exploitation risks by addressing systemic vulnerabilities at their root.

    Our introduction of mandatory use of the Microsoft Authentication Library (MSAL) across all Microsoft applications helps ensure that advanced identity defenses, such as token binding, continuous access evaluation, and advanced application attack detections, are consistently implemented. This standardizes secure authentication processes, making it significantly harder for attackers to exploit identity-related vulnerabilities. MSAL enables developers to acquire security tokens from the Microsoft identity platform to authenticate users and access secured web APIs.

    Microsoft is also committed to adopting memory-safe languages, such as Rust, for developing new products and transitioning existing ones. This approach addresses common vulnerabilities related to memory safety. Microsoft is investing heavily into safe language to enhance the safety of our code, and we are applying this new approach to our security platform and other key areas like Microsoft Surface and Pluton security firmware.   

    In Windows 11, we’ve applied a secure by design strategy from the very first line of code. We have established a Hardware Security Baseline, which helps to ensure every Windows 11 PC has consistent hardware security forming a secure foundation. Windows 11 has secure by default settings and stronger controls for what apps and drivers are allowed to run. This is important as unverified apps and drivers lead to malware and script attacks. And most malware and ransomware apps are unsigned, which means they can be authored and distributed without being provably safe. For consumers and smaller organizations, Smart App Control is a new feature that uses cloud AI to enable millions of known safe apps to run, regardless of where you got them. For larger organizations, IT admins can layer on App Control for Business policies and deploy them using Intune.  

    With Windows powering business critical solutions across a wide variety of customers, we are committed to helping ensure that Windows remains the most secure and reliable platform. At Microsoft Ignite in 2024, we announced the Windows Resilience Initiative focused on enhancing the security and resilience of the Windows operating system. This involves implementing advanced security features, improving threat detection and response capabilities, and to help ensure that Windows can withstand and recover from cyberattacks. As part of the Windows Resilience Initiative, we are working to protect against common cyberattacks in addition to strengthening identity protection mentioned above.  

    As part of this we are addressing the long-standing challenge of overprivileged users and applications, which create significant risk. Yet many people do not want to give up admin control of their PC. To help strike the balance of admin privileges and security we are introducing Administrator protection (currently in Windows Insiders). Admin protection gives you the protection of standard user permissions by default, and when needed you can securely authorize a just-in-time system change using Windows Hello. Once the process has completed, the temporary admin token is destroyed. This means admin privileges do not persist.  Admin protection will be disruptive to cyberattackers, as they no longer have elevated privileges by default, which will help organizations ensure they remain in control of Windows. 

    We are also collaborating with endpoint security partners to adopt safe deployment practices. This means all security product updates will be gradual, minimizing deployment risks and monitoring to help ensure any negative impact is kept to a minimum. Additionally, we are developing new Windows capabilities that allow security product developers to build their products outside of kernel mode, reducing the impact to Windows in the event of a security product crash. 

    Another key development is our secure by design user experience (UX) toolkit. Human error causes the majority of security breaches. The UX toolkit helps build more secure software and improve user security experiences. This toolkit represents a new way of thinking—where design and security aren’t siloed but are working together from the very beginning. Adopted internally and shared externally, the toolkit helps other software organizations in enhancing their security practices.

    Other activities Microsoft has worked on to eliminate classes of vulnerabilities include:

    • Continued support to enable developers to use the memory safe language Rust on Windows.
    • Taking steps to mitigate Windows NT LAN (NTLM) Relay Attacks by default against Exchange Service, Active Directory Certificate Services and Lightweight Directory Access Protocol (LDAP).
    • Zero Trust Domain Name System (DNS) preview expanded to include Windows 11 enterprise customers. This feature helps lock down devices to only access-approved network destinations.
    • Surface embedded firmware products use of a common firmware architecture.
    • Launch of the Windows 365 Link, which is the first Cloud PC device for Windows 365. Windows 365 Link eliminates local data and apps and has no local admin users and provides employees a way to more securely stream their Windows 365 Cloud PC.
    • GitHub released CodeQL support for GitHub Actions workflow files. This new static analysis capability identifies common continuous integration and continuous delivery (CI/CD) flaws both in existing code bases and before they are introduced to help eliminate this class of vulnerabilities. Using this new feature, the GitHub Security Lab was able to help secure more than 75 GitHub Actions workflows in open source projects, disclosing more than 90 different vulnerabilities.

    Boosting patch application rates

    Timely and effective patch management is necessary for cybersecurity, as this is how we can reduce the window of opportunity for malicious actors to exploit software flaws.

    Microsoft has made measurable increases in the installation of security patches, which we achieved by enabling automatic installation of software patches when possible and enabling this functionality by default, as well as by offering widespread support for these patches.

    Microsoft continues to roll out major security updates on the second Tuesday of each month, known as Patch Tuesday. This regular schedule ensures that all systems receive timely updates to address critical vulnerabilities, thereby reducing the risk of exploitation by cyberattackers.

    Building on this foundation, Microsoft has made significant strides in improving the update process with Windows 11. By reducing the number of required system restarts from 12 to four per year through the use of Hotpatch updates, we have further streamlined operations and encouraged organizations to remain compliant with patching requirements.

    Other examples of our efforts in to boost patch and security update rates include:

    • Windows Hotpatch: Announced at Microsoft Ignite 2024, this provides a 60% reduction in time to adopt security updates, assisted by applying updates seamlessly without system restarts.
    • Microsoft has emphasized the importance of clearly communicating the expected lifespan of products at the time of sale and investing in provisioning capabilities to ease customer transitions to supported versions when products reach the end of their lifecycle. This strategy ensures that customers are well-informed and can smoothly adapt to new technologies.

    Adopting a Vulnerability Disclosure Policy (VDP) and Common Vulnerabilities and Exposures (CVE) 

    Coordinated vulnerability disclosure, a practice Microsoft adopted more than a decade ago, benefits both security researchers and software manufacturers by enabling collaboration to enhance product security. A VDP that authorizes public testing of products, commits to refraining from legal action against those who follow the VDP in good faith, provides a clear channel for reporting vulnerabilities, and permits public disclosure of vulnerabilities according to coordinated vulnerability disclosure best practices and international standards makes a real difference for cybersecurity. Additionally, manufacturers can demonstrate transparency by including accurate Common Weakness Enumeration (CWE) and Common Platform Enumeration (CPE) fields in every CVE record for the manufacturer’s products.

    Our adoption of the CWE and CPE standards in every CVE record for its products is an important achievement. This transparency facilitates accurate and detailed information about vulnerabilities, facilitating timely and effective remediation. By issuing CVEs promptly for all critical or high-impact vulnerabilities, Microsoft demonstrates its commitment to maintaining a secure environment and protecting its customers from potential cyberthreats.

    Another notable highlight is the publication of a machine-readable CSAF files, which provide a clear channel for reporting vulnerabilities and authorizes public testing of Microsoft products. This fosters collaboration between security researchers and software manufacturers, enabling the identification and mitigation of vulnerabilities in a coordinated manner.

    Other activities Microsoft has worked on to adopt VDP and CVE include:

    Empowering customers to detect and document intrusions

    Organizations should do more to detect cybersecurity incidents and understand their impact. To ensure they can do that, manufacturers should provide artifacts and evidence-gathering tools, like audit logs.

    An example of Microsoft’s commitment in this area is our implementation of robust sensors and logs, enhancing detection of cyberthreats. This initiative provides customers with actionable insights into potential intrusions, enabling swift responses and risk mitigation.

    Other activities Microsoft has worked on to empower customers to detect and document inclusions include:

    • Microsoft Purview has expanded its audit logging and retention periods, among other security enhancements, to increase security visibility and incident response capabilities for cloud-based services.
    • Microsoft Security Copilot offers prebuilt promptbooks to automate security-related tasks, such as incident investigations, user analysis, and threat intelligence assessments, enhancing efficiency and accuracy in cybersecurity operations.
    • Microsoft has provided detailed guidance on implementing the United States Department of Defense (DoD) Zero Trust Strategy, with activities categorized into target and advanced phases to achieve full Zero Trust adoption by 2032.
    • Microsoft’s Expanded Cloud Logs Implementation Playbook provides detailed guidance on operationalizing new logging capabilities in Microsoft Purview Audit (Standard).
    • Microsoft has published a whitepaper on lessons learned from red teaming more than 100 generative AI products at Microsoft. The whitepaper highlights the importance of understanding AI systems, breaking them without computing gradients, and the necessity of human involvement in AI red teaming, among other topics.

    GitHub shipped enhanced capabilities to the GitHub audit log to provide customers with increased visibility of API events and features to enable enterprise management, automation, and integration.

    WASHINGTON – The Federal Deposit Insurance Corporation (FDIC) today announced the issuance of three orders against Discover Bank, Greenwood, Delaware (Bank). Specifically, the FDIC issued an Amended and Restated Consent Order requiring corrective action, an Order for Restitution requiring a restitution plan to distribute at least $1.225 billion to adversely affected merchants, merchant acquirers, and other intermediaries (collectively, merchants), and an Order to Pay assessing a $150 million civil money penalty.

    The FDIC determined that:

    • For approximately 17 years, the Bank misclassified millions of consumer credit cards as commercial, resulting in higher interchange fees for transactions processed on the Discover network.
    • As a result of the Bank’s misclassification, merchants were overcharged over $1 billion in interchange fees when accepting payments with the misclassified credit cards.

    In a concurrent action, the Board of Governors of the Federal Reserve System issued an order requiring corrective action and assessing a civil money penalty of $100 million against the Bank’s parent holding company, Discover Financial Services, Riverwoods, Illinois, and its subsidiary, DFS Services LLC.

    In summer, keep your dog healthy and happy by walking in the early morning or evening.

    In brief:

    • There are a lot of things to think about during the summer holiday period.
    • It’s important to do what you can to keep yourself, your family and your things safe.
    • This article overviews some actions you can take.

    From festive parties to trips away, there are so many things to do and enjoy at this time of year.

    Taking a moment to read the following tips will help ensure you can celebrate free of unexpected problems.

    Travel safely

    If you’re hitting the road this summer, remember to take plenty of breaks and drive to the conditions.

    It’s also a good idea to pack supplies just in case the car you’re travelling in breaks down.

    Never leave a child or pet in the car, even with the windows down or for short periods. Car interiors can heat to over 60 degrees in just five minutes.

    Protect your home while you’re away

    House break-ins often increase over holiday periods, because offenders know an empty house can be an easy target.

    Try to leave your house looking lived-in with the help of a neighbour or house-sitter.

    Keeping windows and doors locked, your mail collected, and your lawn mown while you are away can help.

    Take note of public transport changes

    Staying in the ACT? It’s worth noting changes to bus and light rail timetables during the summer school holidays – from Monday 23 December 2024 to Sunday 2 February 2025.

    School services and ‘s’ trip diversions will not be in place during the six-week holiday period.

    Bus and light rail services will be free on Christmas Day and New Year’s Eve (from 5pm). There will be a special bus timetable in place. You don’t even need a MyWay+ card – but if you have one, please tap on and off.

    If you choose to leave the car at home on New Year’s Eve, you can take advantage of an extended Tuesday timetable with additional bus and light rail services.

    Keep your pets safe and well

    As the temperature rises, pets rely on their owners to keep them happy, healthy and safe.

    There are some easy ways to do this.

    • Avoid walks in heat of the day. Early morning and evening walks are best, and this will also protect their paws from burning.
    • Make sure they have access to fresh drinking water and shade around your house and backyard all day.
    • Help your pets stay cool with an icy pet treat. There are lots of online recipes to make your own pet-safe summer treats.
    • Visit one of the dog swimming spots or fill a kids’ splash pool with water to help your pooch cool down.
    • Arrange for someone to care for your pets if you go on holidays.
    • Make sure your pet is microchipped and registered so if they escape – such as during a storm – they can easily be returned.
    • And remember, never leave your dog in an unattended parked car. Even if you leave the windows down, your dog is still at risk of suffering heat exhaustion within minutes.

    Find a dog swimming spot or learn more about recreation with your dog.

    Christmas present safety

    There’s nothing like nailing that perfect gift, but some presents – particularly those for kids – need a bit of extra care and supervision.

    • Portable pools: remember, children can drown in portable pools. Always watch them carefully.
    • Button batteries can be deadly if swallowed. Always check the battery compartment is secure on items before buying.
    • Choose age-appropriate toys to help prevent injury and choking.
    • Trampolines: check and maintain your trampoline. Always watch young children as they bounce.
    • Pool toys and floatation aids are for fun, not safety. Stay close and supervise children.
    • eRideables: children should only ride age-appropriate devices. They should wear a helmet and have only one person per device.
    • Always monitor and unplug lithium-ion products once items are charged. This helps avoid fires and injuries.

    Take care of your gas bottles

    If you’re planning some barbecues this summer, chances are you have a gas bottle around the house.

    You can minimise risk by following these simple safety tips.

    • Always ensure adequate ventilation and never use indoors or in confined spaces.
    • Always read the manufacturer’s operating instructions.
    • Do not connect or disconnect cylinders near a naked flame.
    • Do not use LPG in windy conditions.
    • Always keep cylinders cool and away from flames, sparks and heat.
    • Only use approved or certified hoses and connections designed for gas. Never use home-made ones.

  • MIL-Evening Report: What was HMNZS Manawanui doing before it sank? Calls for greater transparency

    There are calls for greater transparency about what the HMNZS Manawanui was doing before it sank in Samoa last October — including whether the New Zealand warship was performing specific security for King Charles and Queen Camilla.

    The Manawanui grounded on the reef off the south coast of Upolu in bad weather on 5 October 2024 before catching fire and sinking. Its 75 crew and passengers were safely rescued.

    The Court of Inquiry’s final report released on 4 April 2025 found human error and a long list of “deficiencies” grounded the $100 million vessel on the Tafitoala Reef, south of Upolu, where it caught fire and sank.

    Equipment including weapons and ammunition continue to be removed from the vessel as its future hangs in the balance.

    The Court of Inquiry’s report explains the Royal New Zealand Navy was asked by “CHOGM Command” to conduct “a hydrographic survey of the area in the vicinity of Sinalei whilst en route to Samoa”.

    When it grounded on the Tafitoala Reef, the ship was following orders received from Headquarters Joint Forces New Zealand. The report incorrectly calls it the “Sinalei Reef”.

    Sinalei is the name of the resort which hosted King Charles and Queen Camilla for CHOGM — the Commonwealth Heads of Government Meeting — which began in Samoa 19 days after the Manawanui sank from 25-26 October 2024. The Royals arrived two days before CHOGM began.

    Support of CHOGM
    Speaking at the release of the court’s final report, Chief of Navy Rear Admiral Garin Golding described the Manawanui’s activity on the south coast of Upolu.

    “So the operation was done in support of CHOGM — a very high-profile security activity on behalf of a nation, so it wasn’t just a peacetime operation,” he said.

    “It was done in what we call rapid environmental assessment so we were going in and undertaking something that we had to do a quick turnaround of that information so it wasn’t a deliberate high grade survey. It was a rapid environmental assessment so it does come with additional complexity and it did have an operational outcome. It’s just, um you know, we we are operating in complex environments.

    “It doesn’t say that we did everything right and that’s what the report indicates and we just need to get after fixing those mistakes and improving.”

    The report explained the Manawanui was tasked with “conducting the Sinalei survey task” “to survey a defined area of uncharted waters.” But Pacific security fellow at Victoria University’s Centre for Strategic Studies at Victoria University Iati Iati questions what is meant by “in support of the upcoming CHOGM”.

    “All we’ve been told in the report is that it was to support CHOGM. What that means is unclear. I think that needs to be explained. I think it also needs to be explained to the Samoan people, who initiated this.

    “Whether it was just a New Zealand initiative. Whether it was done for CHOGM by the CHOGM committee or whether it was something that involved the Samoa government,” Iati said.

    What-for questions
    “So a lot of the, you know, who was behind this and the what-for questions haven’t been answered.”

    Iati said CHOGM’s organising committee included representatives from Samoa as well as New Zealand.

    “But who exactly initiated that additional task which I think is on paragraph 37 of the report after the ship had sailed, the extra task was then confirmed. Who initiated that I’m not sure and I think that needs to be explained. Why it was confirmed after the sailing that also needs to be explained.

    “In terms of security, I guess the closest we can come to is the fact that you know King Charles was staying on that side and Sinalei Reef. It may have something to do with that but this is just really unclear at the moment and I think all those questions need to be addressed.”

    The wreck of the Manawanui lies 2.1 nautical miles — 3.89km — from the white sandy beach of the presidential suite at Sinalei Resort where King Charles and Queen Camilla stayed during CHOGM.

    Just over the fence from the Royals’ island residence, Royal New Zealand Navy divers were coming and going from the sunken vessel in the early days of their recovery operation, and now salvors and the navy continue to work from there.

    AUT Law School professor Paul Myburgh said the nature of the work the Manawanui was carrying out when it ran aground on the reef has implications for determining compensation for people impacted by its sinking.

    Sovereign immunity
    “Historically, if it was a naval vessel that was the end of the story. You could never be sued in normal courts about anything that happened on board a naval vessel. But nowadays, of course, governmental vessels are often involved in commercial activity as well,” he said.

    “So we now have what we call the restrictive theory of sovereign immunity which states that if you are involved in commercial or ordinary activity that is non-governmental you are subject to the jurisdiction of the courts, so this is why I’ve been wanting to get to the bottom of exactly what they were doing.

    “Who instructed whom and that sort of thing. And it seems to me that in line with the findings of the report all of this seems to have been done on a very adhoc basis.”

    RNZ first asked the New Zealand Defence Force detailed questions on Friday, April 11, but it declined to respond.

    The North Paddington community came together on Thursday 17 April to celebrate the launch of The Exchange at Ernest Harriss House – Westminster City Council’s new community hub.

    “The Exchange” at Ernest Harriss House will be run by the North Paddington Foodbank, offering a range of services, activities, and events tailored to the needs of the local community.

    Community Hubs act as a single front door where residents can get advice on housing, finances, employment & benefits, and IT literacy. The council launched two mini-hubs at Victoria Library and Charing Cross Library last year.

    The council worked with more than 400 residents to ensure the space was tailored to the needs of the community. The hub has also been designed by a local not-for-profit initiative Flourish.

    Speaking at the launch party, Cllr Cara Sanquest, Cabinet Member for Communities, said:

    “I’m so excited to officially launch The Exchange at Ernest Harriss House – Westminster City Council’s brand new community hub, which will be run in partnership with North Paddington Foodbank.

    “This Community Hub is an important step in our journey to improving how the council ensures that residents have access to effective face to face support in their neighbourhoods, as part of our commitment to tackling health and social inequalities in our city.

    “I am proud that the hub has been designed by a local not-for-profit initiative, Flourish, to be a welcoming and inclusive space, offering everything from lunch clubs and coffee mornings, skills classes, benefits advice, employment support and community health classes.

  • MIL-Evening Report: Labor’s poll surge continues in YouGov, but it’s barely ahead in Freshwater

    Labor increased its lead again in a YouGov poll, but Freshwater put the party ahead by just 50.3–49.7. This article also covers the final WA upper house results for the March 8 election.

    A national YouGov poll, conducted April 11–15 from a sample of 1,506, gave Labor a 53–47 lead, a 0.5-point gain for Labor since the April 4–10 YouGov poll. It’s Labor’s biggest lead in YouGov for 18 months. Primary votes were 33% Labor (up one), 33% Coalition (down 0.5), 7% One Nation (down 1.5), 2% Trumpet of Patriots (up one), 9% independents (steady) and 3% others (steady).

    Using 2022 election preference flows would give Labor about a 54.5–45.5 lead from these primary votes. YouGov is applying preference flows from its previous poll that was conducted from late February to late March.

    However, recent polls that use respondent preferences suggest the gap in the Coalition’s favour between respondent and 2022 preference flows has dropped to nearly zero. This means YouGov’s current preference assumptions may be too pro-Coalition. Analyst Kevin Bonham has more on this.

    In contrast to voting intentions, leaders’ ratings moved to Peter Dutton and against Anthony Albanese. Albanese’s net approval was down four points to -6, with 49% dissatisfied and 43% satisfied. Dutton’s net approval was up five points to -10. Albanese had a 48–38 better PM lead over Dutton (48–37 previously).

    I’ve said before that changes in leaders’ ratings may indicate the next change in voting intentions in a poll, though this doesn’t always follow.

    While YouGov shows Labor’s surge continuing, the Freshwater poll below only gave Labor a 50.3–49.7 lead. However, this was still a gain for Labor from the post-budget Freshwater poll. Freshwater has the Coalition primary vote at 39%, four points higher than in any other poll in the past week.

    Here is the poll graph. I’m using the unrounded two-party numbers for Freshwater’s last two polls, improving Labor from a 51–49 deficit in the post-budget poll to a 50.6–49.4 deficit. There’s a big difference between this week’s Freshwater and all other national polls taken in the past week.

    Freshwater poll has very narrow Labor lead

    A national Freshwater poll for The Financial Review, conducted April 14–16 from a sample of 1,062, had a 50–50 tie by respondent preferences, a one-point gain for Labor since the Freshwater poll conducted after the March 25 budget. Before rounding, Labor led by 50.3–49.7.

    Primary votes were unchanged at 39% Coalition, 32% Labor, 12% Greens and 17% for all Others. By 2022 election flows, this poll would give about a 50–50 tie.

    Albanese’s net approval was up one point to -10, while Dutton’s was steady at -11. Albanese led as preferred PM by 46–41 (46–45 previously).

    The Coalition’s lead over Labor on cost of living has been cut from a high of 14 points last October to two points in this poll. The Coalition held a 17-point lead on economic management last November, which has been reduced to six points. Cost of living remained the most important issue, with 73% citing it as a top issue.

    Resolve poll on tax and housing policies

    To gauge the popularity of Labor and the Coalition’s housing policy announcements at their April 13 campaign launches, a Resolve poll for Nine newspapers was conducted April 14–15 from a sample of 801. This poll didn’t report voting intentions, which were assessed in the April 9–13 Resolve poll.

    By 40–34, voters preferred Labor’s tax policy to the Coalition’s, which were both announced the week of the March 25 budget. By 40–27, they preferred Labor’s housing policy.

    JWS polls of Greens-held Brisbane seats

    The Greens hold three seats in Brisbane: Ryan (by 52.6–47.4 vs the Liberal National Party), Brisbane (by 53.7–46.3) and Griffith (by 60.5–39.5). The Poll Bludger reported Thursday that JWS polls for Australian Energy Producers gave the LNP a 57–43 lead over Labor in Ryan with the Greens a distant third on primary votes.

    In Brisbane, Labor led the LNP by 51–49 with the Greens once again a distant third. In Griffith, Labor led the LNP by 51–49, but the LNP led the Greens by 53–47.

    Seat polls conducted by JWS Research have had very strong results for the Coalition. While the Greens could lose these seats to Labor, I believe the massive swings to the LNP shown here are unrealistic. I expect inner city seats to be good for left-wing parties relative to the national swing.

    Redbridge poll: Labor close to majority

    A national poll by Redbridge and Accent Research, using MRP methodology and reported by the News Corp tabloids, was conducted from February 3 to April 1 from a sample of 9,953. Labor was still polling poorly in February before they started to lift from early March.

    The most likely outcome was 72 of the 150 House of Representatives seats for Labor, four short of a majority, 63 for the Coalition and 15 for all Others. The previous MRP poll by Redbridge and Accent Research in December had the most likely outcome as 71 Coalition seats to 65 for Labor.

    Unemployment rate steady at 4.1%

    The Australian Bureau of Statistics reported Thursday that the unemployment rate was 4.1% in March, unchanged from February, with over 32,000 jobs added. The employment population ratio (the percentage of eligible Australians that are employed) was steady at 64.1% after dropping from a near-record high of 64.4% in January.

    WA upper house final result

    The button was finally pressed on Wednesday to electronically distribute preferences for the upper house for the March 8 Western Australian state election. The upper house used a reformed system with 37 members elected statewide by proportional representation with preferences. A quota was just 1/38 or 2.63%.

    Labor won 16 of the 37 seats (down six on 2021 when they won their first WA upper house majority on a massive landslide), the Liberals won ten seats (up three), the Nationals two (down one), the Greens four (up three), One Nation two (up two), Legalise Cannabis one (down one), Australian Christians one (up one) and Animal Justice one (up one). Overall, left-wing parties won the upper house by 22–15 over right-wing parties.

    Final primary votes gave Labor 15.54 quotas, the Liberals 10.3, the Nationals 2.1, the Greens 4.2, One Nation 1.45, Legalise Cannabis 1.1, Australian Christians 1.0, an independent group 0.51 and Animal Justice 0.46.

    After distribution of preferences, One Nation’s second candidate had 0.83 quotas Labor’s 16th candidate 0.70 quotas, Animal Justice’s top candidate 0.66 quotas and Sophia Moermond, the independent group’s top candidate, 0.63 quotas. Owing to exhaustion, the top three were elected to the last three seats short of a quota.

    CONGRESSWOMAN PLASKETT SHARES ADVOCACY WIN IN SECURING EXEMPTIONS ON TRUMP ADMINISTRATION’S PORT FEE ACTIONS

    Washington, D.C. – Congresswoman Stacey E. Plaskett shared the following statement on the Trump Administration’s U.S. Trade Representative Office’s (USTR) exemption for the U.S. Virgin Islands from punitive service fees and restrictions on shipping companies that have the potential to skyrocket costs for Americans – and would have done so exponentially for the Virgin Islands. 

    There would have been far-reaching economic consequences, including shipping delays and estimates of 50-60% increased shipping costs under the Proposed Action. However, the U.S. Virgin Islands falls within the 2,000 mile exemption (Annex II, Targeted Coverage, page 33) in the Notice of Action issued today by USTR. Furthermore, transport operators with fleets comprised of Chinese-built vessels would have been charged up to $1.5 million per vessel entrance to an American port, as well as an ‘additional fee’ of up to $1 million per vessel entrance to an American port if the number of foreign-built vessels in the operator’s fleet is equal to or greater than 25 percent. Even vessels under the U.S. flag, operated and owned by a U.S. entity that are Chinese-built would have been subject to the fees in USTR’s proposal. If the Proposed Action had been implemented, the unintended consequence would have been an increased presence of Chinese vessels and carriers transporting goods from sources outside of the United States—including China—within the United States’ third border, the Caribbean Basin.

    “I am grateful for the opportunity to speak with and question US Trade Representative Ambassador Jamieson Greer during a Ways & Means Committee hearing last week and at that time urging the Ambassador to consider the practical impacts of tariff actions on the U.S. outlying areas and ultimately reconsider those actions. Our communities would have borne a tremendous undue cost, which made clear the need for an exemption. I also led a letter to USTR Ambassador Greer and the Administration, with Members of Congress from both the Atlantic and Pacific areas to make the case for an exemption for the territories and US-owned companies and underscore the impact of these fees on the Virgin Islands, which would have permeated through the Caribbean region.

    “USTR Ambassador Greer took my letter into serious consideration when making final arrangements of this action. Under the Notice of Action, exemptions apply to:

    • U.S.-owned or U.S.-flagged vessels enrolled in the Voluntary Intermodal Sealift Agreement, the Maritime Security Program, the Tanker Security Program, or the Cable Security Program;
    • vessels arriving empty or in ballast;
    • vessels with a capacity of equal to or less than: 4,000 Twenty-Foot Equivalent Units, 55,000 deadweight tons, or an individual bulk capacity of 80,000 deadweight tons;
    • vessels entering a U.S. port in the continental United States from a voyage of less than 2,000 nautical miles from a foreign port or point;
    • U.S.-owned vessels, where the U.S. entity owning the vessel is controlled by U.S. persons and is at least 75 percent beneficially owned by U.S. persons;
    • specialized or special purpose-built vessels for the transport of chemical substances in bulk liquid forms; and
    • vessels principally identified as “Lakers Vessels” on CBP Form 1300, or its electronic equivalent.”

    USTR Ambassador Greer’s team highlighted the Congresswoman’s advocacy both in Committee and her letter where she was able to bring together Representatives from outlying areas in both the Atlantic and Pacific—states and territories. We note as a monumental achievement the critical work done by the Congresswoman and her team to bring together disparate communities who the federal government have historically pitted against one another. Congresswoman Plaskett is grateful for Ambassador Greer’s team reaching out to share the news with her before the public announcement and expressing the importance of the information her team shared.

    Southern Road Policing have had a busy morning undertaking vehicle safety checks and alcohol and drug testing over two stationary road safety sites.
    500 drug and alcohol tests and vehicle checks were conducted on the Tasman Highway, Cambridge:
    • Pleasingly, no drug or alcohol affected drivers were detected.• 1 P plater was issued an infringement for failing to wear a seatbelt• 1 driver was issued an infringement for failing to safely secure their load
    150 drug and alcohol tests and vehicle checks were conducted on the Midland Highway at Pontville:
    • No drug or alcohol affected drivers were detected• 1 driver was issued an infringement notice for their vehicle being unregistered
