    There is an enduring myth that many technological innovations have come out of garages, bedrooms and basements.

    One of the most famous garages is the one at Steve Jobs’ parents’ house where he was rumoured to have designed the Apple I computer, along with Steve Wozniak and some colleagues. The myth was so persistent, that the garage was designated as a site of historical importance in 2013. It was a similar story for the founders of Google, who set up their first offices in an actual garage in Menlo Park in San Jose, Calif.

    Then there was William Hewlett and David Packard, who developed a low-distortion frequency oscillator in their garage in Palo Alto, before going on to found the information technology company HP Inc. One of their first customers was Walt Disney, who used it for the sound in his 1940 film Fantasia.

    The garage is an important site in the founding myths of many entrepreneurial adventures. Before a company becomes successful, where it starts out is as important as the visionaries who invest in it. And in addition to the specific space of the garage, the surrounding urban environment is also important. What a city offers, and the way it is organized, both contribute to innovation.


    This article is part of our series Our cities from yesterday to tomorrow. Urban life is going through many transformations, each with cultural, economic, social – and, in this election year, political – implications. To shed light on these diverse issues, The Conversation Canada is inviting researchers to discuss the current state of our cities.

    Multiplicity of creative spaces

    There are many spaces specifically designed to support entrepreneurship today, including incubators, accelerators and collaborative workspaces. In addition to providing a place to work, these spaces facilitate both networking with potential partners and access to business opportunities.

    It is also interesting to note how these creative spaces have multiplied in most cities, sometimes with a specialization. They can be found in the fields of health, social innovation and digital technologies.

    Yet, as important as they may be for some players, these spaces are not the only factors that contribute to entrepreneurial success. Other places, sometimes unexpected, such as the fast food restaurant where Nvidia was born or the Californian saunas that have replaced luxury hotels for business meetings between investors and entrepreneurs, also contribute to the creation and development of new companies. Nor can the success of an entrepreneurial venture be explained by a single place.

    That raises the question: what do we know about how cities, and the variety of places within them, affect the development of entrepreneurial capacity?

    As a postdoctoral researcher at HEC Montréal (MOSAIC) and a professor of innovation management at the IAE Nantes University, respectively, we have explored this question as part of our research in innovation management, particularly in a recent piece of research.

    The city, an ecosystem

    Research has long focused on specific types of places. The aim is both to understand what happens there and to extract lessons that can be replicated elsewhere. Accessing a shared workspace offers entrepreneurs the opportunity to socialize. This was also the great promise of the American company WeWork: to be a member of a community.

    Specific technologies or tools for prototyping can be found in a fab lab or a collaborative manufacturing workshop. Presenting your project to investors is easier from an incubator or accelerator. For example, by presenting a project at Y-Combinator in California, an accelerator renowned for supporting promising projects, entrepreneurs know they’ll get noticed by investors.

    Similarly, it is easier to meet potential partners or pick up on the latest trends in a market or technologies by spending the evening in a trendy café or bar. Informal exchanges are easier there and these play a big role in the entrepreneurial dynamics of a territory.

    And then, quite simply, where does the initial idea come from? As the American columnist and writer Steven Johnson shows through the examples of Gutenberg and Darwin, it is clear this often happens at odd times and in unusual places.

    As a result, whether innovators are entrepreneurs, artists or scientists, it is unlikely that all the resources they require will be available to everyone, all the time, in one place.

    As the American urban planner and sociologist Jane Jacobs so aptly put it, individuals experience the city. They do not got to a single place: they visit or pass by a variety of places, each of which, in its own way, can nurture the creativity and career of an entrepreneur. Our research reveals that it is above all the combination of a city’s places – their diversity of size, function, purpose and location – that produces entrepreneurial capacity.

    Observing artists to better understand entrepreneurship

    Let’s take the example of creators who produce projection mapping works in Montréal. Thanks to a six-month survey of 21 Montréal artists, we were able to show the heterogeneity of places they visited regularly throughout the process of creation and development.

    Our study led to two main conclusions.

    Firstly, depending on the profile of individuals and their creative approach, the places they visit regularly are different, and sometimes distinctive. This is the case, for example, of an artist who benefits from a residency in a printing workshop to create a projection on fabrics. It is also the case of a designer who goes to a fab lab to experiment with sensors.

    This suggests that there are specific trajectories for each individual, and therefore, no single path that leads to innovation.

    The need for structuring places

    Secondly, this observation suggests that the convergence around certain places does not owe to chance: multiple resources, sometimes crucial for recognition in a field, are mobilized there.

    For example, many of the artists in our study regularly visited Montréal’s Society for Arts and Technology (SAT), a renowned meeting place that has helped the careers of many artists. The artists we met go there to take courses, attend shows, and meet musicians with whom they may eventually collaborate.

    That’s how a venue’s reputation is built. As we have shown, this can become essential at a particular stage of the entrepreneur’s journey.

    But before or after this stage, other places may be more beneficial.

    In fact, depending on the phase of the innovation project, the types of places visited and their number vary greatly. So, since needs are different, the capacity to innovate depends on the places and possibilities that exist in a city. For example, Montréal’s diverse cultural offerings, with its artist-run centres and performance halls, strongly inspire projection mapping artists.

    Workshops are obviously important places for experimentation and creation, but they are only used when a prototype or final work is being produced.

    The territory of innovation

    In a more global context, where there are many technological, societal and environmental challenges, innovations are necessary.

    Ideas and entrepreneurs are essential to make innovation happen. Entrepreneurs need skills and financial resources. They need to be part of collectives and communities. But also, and perhaps even above all, they need to be in territories that offer a wide range of places where they can take advantage of complementary resources to carry out their projects.

    The city as a whole, and on a smaller scale, its neighbourhoods, are the melting pot from which ideas circulate and mix, where projects mature and take shape. The urban morphology, which can be seen as a particular arrangement of places and transport or travel infrastructures, then becomes a new deciding factor in entrepreneurial capacity.

  • MIL-Evening Report: ‘I can’t be friends with the machine’: what audio artists working in games think of AI

    The Media, Entertainment and Arts Alliance, the union for voice actors and creatives, recently circulated a video of voice actor Thomas G. Burt describing the impact of generative artificial intelligence (GenAI) on his livelihood.

    Voice actors have been hit hard by GenAI, particularly those working in the video game sector. Many are contract workers without ongoing employment, and for some game companies already feeling the squeeze, supplementing voice-acting work with GenAI is just too tempting.

    Audio work – whether music, sound design or voice acting – already lacks strong protections. Recent research from my colleagues and I on the use of GenAI and automation in producing music for Australian video games reveals a messy picture.

    Facing the crunch

    A need for greater productivity, increased turnarounds, and budget restraints in the Australian games sector is incentivising the accelerated uptake of automation.

    The games sector is already susceptible to “crunch”, or unpaid overtime, to reach a deadline. This crunch demands faster workflows, increasing automation and the adoption of GenAI throughout the sector.

    The Australian games industry is also experiencing a period of significant contraction, with many workers facing layoffs. This has constrained resources and increased the prevalence of crunch, which may increase reliance on automation at the expense of re-skilling the workforce.

    One participant told us:

    the fear that I have going forward for a lot of creative forms is I feel like this is going to be the fast fashion of art and of text.

    Mixed emotions and fair compensation

    Workers in the Australian games industry have mixed feelings about the impact of GenAI, ranging from hopeful to scared.

    Audio workers are generally more pessimistic than non-audio games professionals. Many see GenAI as extractive and potentially exploitative. When asked how they see the future of the sector, one participant responded:

    I would say negative, and the general feeling being probably fear and anxiety, specifically around job security.

    Others noted it will increase productivity and efficiency:

    [when] synthesisers started being made, people were like, ‘oh, it’s going to replace musicians. It’s going to take jobs away’. And maybe it did, but like, it also opened up this whole other world of possibilities for people to be creative.

    Regardless, most participants expressed concerns about whether a GenAI model was ethically trained and whether licensing can be properly remunerated, concerns echoed by the union.

    Those we spoke with believed the authors of any material used to train AI data-sets should be fairly compensated and/or credited.

    An “opt-in” licensing model has been proposed by unions as a compromise. This states a creators’ data should only be used for training GenAI under an opt-in basis, and the use of content to train generative AI models should be subject to consent and compensation.

    Taboos, confusion and loss of community

    Some audio professionals interested in working with GenAI do not feel like they can speak openly about the subject, as it is seen as taboo:

    There’s like this feeling of dread and despair, just completely swirling around our entire creative field of people. And it doesn’t need to be like that. We just need to have the right discussions, and we can’t have the right discussions if everyone’s hair is on fire.

    The technology is clearly divisive, despite perceived benefits.

    Several participants expressed concerns the prevalence of GenAI may reduce collaboration across the sector. They feared this could result in an erosion of professional community, as well as potential loss of institutional knowledge and specific creative skills:

    I really like working with people […] And handing that over to a machine, like, I can’t be friends with the machine […] I want to work with someone who’s going to come in and completely shake up the way, you know, our project works.

    The Australian games sector is reliant on a highly networked but often precarious set of workers, who move between projects based on need and demand for certain skills.

    The ability to replace such skills with automation may lead to siloing and a deterioration of greater professional collaboration.

    But there are benefits to be had

    Many workers in the games audio sector see automation as helpful in terms
    of administration, ideation, workshopping, programming and as an educational tool:

    In terms of automation, I see it as, like, utilities. For example, being a developer, I write scripts. So, if I’m doing something and it’s gonna take me a long time, I’ll automate it by writing a script.

    These systems also have helpful applications for neurodivergent professionals and workers who may struggle with time management or other attention-related issues.

    Over half of participants said AI and automation allows more time for creativity, as workers can automate the more tedious elements of their workflow:

    I suffer like anyone else from writer’s block […] If you can give me a piece of software that is trained off me, that I could say, ‘I need something that’s in my house style, make me something’, and a piece of software could spit back at me a piece of music that sounds like me that I could go, ‘oh, that’s exactly it’, I would do it. That would save me an incalculable amount of time.

    Many professionals who would prefer not to use AI said they would consider using it in the face of time or budget constraints. Others stated GenAI allows teams and individuals to deliver more work than they would without it:

    Especially with deadlines always being as short as they are, I think a lot of automation can help to focus on the more creative and decision-based aspects.

    Many workers within the digital audio space are already working hard to create ethical alternatives to AI theft.

    Although GenAI may be here to stay, a balance between the efficiencies provided should not come at the cost of creative professions.

  • MIL-Evening Report: Why can’t I sleep? 4 ways climate change could be keeping you up at night and what you can do about it

    Tossing and turning on sweltering summer nights? You’re not alone.

    As temperatures rise due to climate change, our sleep is becoming shorter and more disrupted.

    But it’s not just the heat keeping us awake – climate change creates multiple challenges to our nightly slumber, which may be affecting our health.

    What happens when we don’t get enough sleep?

    Sleep isn’t just rest – it’s vital for our health.

    Adults need at least seven hours per night to maintain cognitive function, memory and emotional balance. Poor sleep immediately impacts mood and attention, while chronic sleep issues increase risk of diabetes, obesity, depression, heart disease and even premature death.

    So, how is climate change impacting our sleep?

    1. Overnight temperatures are rising

    Our circadian rhythm – that internal biological clock – requires our internal body temperature to drop at night for quality sleep. The ideal room temperature for sleep is 15°C to 19°C.

    Rising outdoor temperatures make this body temperature increasingly difficult to maintain, especially for those without air conditioning. Paradoxically, widespread air conditioning use further contributes to climate change by using fossil-energy, which creates emissions.**

    Research shows the impact on our sleep is already measurable. Our 2023 study of 375 Australian adults found people lost 12 minutes per night on the hottest nights compared with the coldest (31°C vs 0.4°C overnight temperatures across the year).

    Globally, scientists predict we could lose 50–58 hours of sleep annually per person by the end of the century if warming continues unchecked. This is one way climate change will make geographic inequalities worse.

    2. Climate change is worsening air pollution

    Hot and dry conditions typically tend to make air pollution worse. As climate change increases the number of hot days and frequency of heatwaves, the rate of wildfires will increase. This adds another source of air pollution, increasing emissions of harmful greenhouse gases and airborne particles.

    Air pollution is linked with poorer health, increased risk of chronic illness and early death.

    Air pollution also impacts our sleep through breathing issues, inflammation and potentially disrupting our nervous system’s ability to regulate sleep.

    And in winter, households burn wood for residential heating, adding another source of climate-impacting emissions. Air pollution from wood fires worsens respiratory conditions such as asthma, bronchitis and chronic obstructive pulmonary disease, further compromising sleep.

    3. Extreme weather events are becoming more frequent and severe

    Whether it’s wildfires, heatwaves, flooding or cyclones, extreme weather is becoming more common and more intense.

    With these extreme events comes widespread upheaval in affected communities. From mass population displacement to loss of shelter, security and essential resources, sleep is likely way down the list of priorities when dealing with natural disasters.

    However, sleep disturbances are common after these extreme events. A review of global research on wildfire survivors found two-thirds experienced insomnia and more than a third reported nightmares. These effects persisted up to 10 months after the disaster.

    4. Climate anxiety is on the rise

    Even if you haven’t directly experienced an extreme weather event, the constant stream of climate catastrophes in our media can trigger what psychologists call “climate anxiety” – an existential dread that is keeping people awake.

    Research confirms these climate concerns are linked with sleep disturbances including difficulty falling asleep, insomnia and wakefulness. They occur across the age spectrum, affecting both younger and older adults.

    Tips for getting a good night sleep during hot nights

    Fortunately, there are a few simple things you can do to improve your chances of getting a good night’s sleep. They cost nothing or very little and require just a small bit of pre-bedtime planning.

    Here are some tips for getting a good night sleep despite the temperature:

    For your environment:

    · sleep in the coolest room in the house (this may not be the bedroom)

    · keep curtains closed during the day to limit heating from sunlight

    · put on a fan – air flow can lower your perception of the temperature (by helping sweat evaporate faster) without actually cooling your room

    · select light, breathable bedding (natural fibres work best)

    · if outside temperatures drop at night, open the windows to encourage air circulation.

    For your body:

    · take a cool shower before bed to help lower body temperature

    · timing your exercise is important: aim to exercise early in the day

    · wear light natural-fibre clothing

    · keep a damp towel or spray bottle by your bed to dampen your skin

    · stay hydrated but avoid heavy meals before sleeping.

    As we adapt to a changing climate, getting a good night’s sleep should be a top priority for our health.

    With some practical adjustments to our environments and habits, we can adapt to these changes while advocating for the broader climate solutions that will ultimately help us all rest easier.

  • MIL-Evening Report: ‘High agency’: what the science says about the latest tech buzzword

    In 218 BC, the Carthaginian general Hannibal crossed the Alps against the advice of his men, who claimed it was impossible. “Aut inveniam viam, aut faciam,” Hannibal is said to have replied: “I shall either find a way, or make one.”

    Though apocryphal, Hannibal’s bold statement captures a trait much sought in the tech industry today: “high agency”. This means being able to positively influence yourself or the world around you.

    Psychologists use a range of other terms to refer to this kind of trait — including perceived control, mastery, and efficacy. All of them boil down to being able to achieve the things you want, when you want.

    Recognising agency

    In the business world, the term high agency is used in much the same way as “disruptor”, “game-changer” and “self-starter” were before it. As you might expect from those comparisons, high agency is a catch-all phrase for people who see and take opportunities where others see roadblocks.

    More than this, high agency describes a person who creates their own opportunities where there appear to be none.

    High agency is beneficial in more than the professional sphere, however.

    Research shows that feeling able to achieve important goals is a building block for motivation in most domains of life, including education, health and political action. This is because people who feel “in control” set higher goals, are more committed those goals, and exert greater effort to achieve those goals than people who feel “out of control”.

    Agency differs by demographic, including factors such as age. Some research suggests people feel more in control of their life circumstances and outcomes in middle age than in old age.

    Socioeconomic factors such as education, income and work history also play a role. Put simply, people who are “better off” feel more agentic.

    Mental health seems to be both an outcome and a predictor of high agency. People who are less depressed feel more in control of their lives, and those who feel more in control are less depressed.

    Rethinking agency

    The concept of “high agency” is an amalgamation of, or an umbrella term for, a range of traits that psychologists have studied for decades. Related concepts include the prized “growth mindset” (the belief that one’s talents are developable rather than innate), “proactivity” (acting in advance of, rather than reacting to, situations), and the somewhat controversial “grit” (perseverance in the pursuit of long-term goals). Note, however, that some argue grit is just a rebranded version of the personality trait “conscientiousness”.

    High agency, as the tech world sees it, appears to borrow from all these concepts, wrapped up in one convenient package. Agentic people are those who see possibility where others see barriers, take action rather than wait to be told what to do, and aren’t afraid to go after what they want.

    These traits are also stereotypically associated with particular people in society: members of advantaged majority groups, such as men, those with high socioeconomic status, and white people.

    In many ways, high-agency behaviour is an act of privilege. It involves trusting that others will react well to your efforts to try a new approach or disrupt the status quo.

    The reality is that the way other people respond will depend at least in part on factors outside our control. This may be particularly true for less privileged people, who tend to see less opportunity to exert choice and influence the world due to the very real structural barriers they face. This means acting “high agency” may be a risk for some people: actions that see one person praised as a “game changer” could easily see another labelled a “troublemaker”.

    Taken to an extreme, high agency could read as “alpha” – the kind of person who takes charge and is a natural leader. Alpha is a gendered term, most commonly applied with a suffix such as male, bro or dude.

    The already male-dominated tech industry should be wary of baking gendered traits into personnel selection procedures. If high agency is understood to mean a certain type of person rather than just a type of personality, it could be a problem for equity, diversity and inclusion initiatives.

    Realising agency

    Given the rising value of high agency in professional settings – not to mention its personal emotional and motivational benefits – you might wonder how people can become more agentic.

    Many proponents of high agency emphasise its value for looking at the world in a different way. So too it might be valuable to look at high agency in a different way: not what makes an individual agentic, but what are the conditions that allow agency to thrive.

    Research shows that certain types of environments set people up for success. Environments that allow people to thrive are those that meet three basic psychological needs.

    The first is the need for autonomy: the ability to freely choose what we do and when we do it. The second is the need for competence: the feeling of being capable of performing desired actions. Finally, there is the need for relatedness: the feeling of being connected to others.

    These needs can be fostered by the work environment. (Google famously adopts similar motivational workplace practices.) People can also adapt themselves by “job crafting” to help create the conditions conducive to success.

    While high agency may seem like an innate personality trait, emerging research suggests the people around us may be a powerful source of personal agency. People who are better able to influence their own outcomes are often those who can turn to, or recruit, others to help them achieve those outcomes.

    Paradoxically, this means that “high agency” might not (just) be a quality of you personally, but a quality of the people around you.

  • MIL-Evening Report: NZ governments enjoy an ‘executive paradise’ – a longer parliamentary term won’t change that

    Extending the length of the parliamentary term is one of those recurring issues in New Zealand politics, emerging from the constitutional shadows every 30 years or so and quickly retreating from the bright light of scrutiny.

    The pending introduction of the Term of Parliament (Enabling 4-year Term) Legislation Amendment Bill – a coalition initiative of the ACT Party but which enjoys qualified cross-party support – sees the question once again enjoying a moment in the sun.

    Because of the constitutional protection of the parliamentary term, and if the bill becomes law, an extension would require a public referendum with the 2026 general election (or the support of 75% of all MPs, a route the government will not take).

    The standard maximum term of parliament would remain three years. But a prime minister would have the option at the start of a new parliamentary term of advising the governor-general it would be extended to four years.

    This could only happen if the allocation of places on select committees reflected the distribution of non-executive MPs across all parliamentary parties. Theoretically, this would be a check on executive power.

    But while the coming debate will be framed as one about parliament, the real issue is whether voters wish to extend the length of time governments spend in office. This is a crucial distinction.

    Lack of checks and balances

    New Zealand voters do not directly elect the executive branch. Rather, the government is formed by the party or parties able to command a majority of MPs following each election.

    In short, we elect parliaments, which then provide governments. The length of one is connected to that of the other – meaning elections are one of the few ways New Zealanders can hold their governments to account.

    Perhaps for this reason, voters have consistently supported a three-year term, despite historical attempts by earlier governments to extend it. Two previous referendums, in 1967 and 1990, maintained the status quo.

    This does make New Zealand something of an outlier internationally. Of 190 lower houses and unicameral national legislatures around the world, only nine have terms of three years or less. The vast majority have terms of four or five years.

    But New Zealand also lacks the checks and balances found in many of those other countries: a codified constitution, a Supreme Court responsible for policing it, and an upper legislative chamber.

    Consequently, the frequency with which governments are held accountable to the people really does matter.

    An ‘executive paradise’

    This absence of the sorts of constitutional guardrails common elsewhere is what led former prime minister and constitutional lawyer Geoffrey Palmer to call New Zealand an “executive paradise”.

    The introduction of a four-year parliamentary term would do little to alter that, despite the argument it would improve the quality of parliamentary law and the standard of public policy-making.

    A three-year cycle, it is often claimed, forces governments to spend their first year in office removing as many traces of the previous administration as possible, the second consolidating its own policy agenda, and the third campaigning for the next election.

    A four-year term, the logic goes, would give ministers more time to learn the intricacies of their portfolios and develop policy expertise. It would allow for longer parliamentary deliberation on complex legislation, and ensure parliament properly scrutinises government policies, budgets and performance.

    All things being equal, a longer parliamentary term could improve governance and create a more stable, durable policy mix. But, of course, all things are rarely equal.

    Missing provisions

    In and of itself, a longer parliamentary term is unlikely to produce the benefits its proponents promise. Improved policy-making requires resources as well as more time, including policy and procedural expertise, judgement and institutional wisdom.

    These things reside in the professional bureaucracy. Without also addressing the systemic crisis in the public service, an extra year won’t improve matters.

    It would be especially important to ensure a longer term went hand in hand with more effective parliamentary scrutiny of government activity, both its forecasts and actual results.

    As a 2019 report from the Institute for Governance and Policy Studies suggested, investment in MPs’ policy expertise, systematic work plans for select committees and changes to parliament’s Standing Orders are also needed to improve the legislative process.

    But these do not feature in the draft legislation. And without them, an extended parliamentary term would simply tip the balance even further towards the executive branch and away from the legislature.

    Democratic accountability

    There are other important issues the draft legislation doesn’t address, including the implications of making a four-year term discretionary, and what might prevent a government from ignoring irksome select committee recommendations (as can and does presently occur).

    Worryingly, too, advice from the Ministry of Justice to the justice minister points out that parts of the proposed legislation are “constitutionally and practically problematic”.

    The inevitable uncertainty at the start of every new parliament would “undermine democratic accountability” and “risks undermining the legitimacy of parliament and its exercise of public decision-making powers”.

    The advice also says the legislation is “out of step with other long-standing legal and constitutional principles, including that it appears to encroach on the House of Representatives’ right to control its own operations”. In our constitutional tradition it is not for the executive to determine how parliament functions. A king’s head once rolled over this issue.

    The proposed legislation starkly illustrates the tensions that can emerge when constitutional arrangements blur the boundaries between the executive and legislative branches, enabling the former to dictate terms to the latter.

    Without other changes – an increase in the size of the House relative to the executive, say, or restrictions on the power of the prime minister to call early elections – the variable parliamentary term promised by the bill will inject more uncertainty into public life, not less.

    And it will not improve the quality of our laws. It will simply extend the length of time government ministers get to spend in paradise.

    Washington, D.C. — Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations, joined Senate Democratic Leader Chuck Schumer (D-NY), Senator Ron Wyden (D-OR), Ranking Member of the Finance Committee, and Senator Amy Klobuchar (D-MN) in blasting President Trump and Elon Musk’s plans to gut the Social Security Administration (SSA) and make it harder for Americans who’ve paid into Social Security their whole lives to get the benefits they have earned.

    The Trump administration’s plans to gut the Social Security Administration come as Elon Musk calls Social Security “the biggest Ponzi scheme of all time.”

    Last Thursday, the Social Security Administration announced it will “soon implement agency-wide organizational restructuring that will include significant workforce reductions.” Reports indicate SSA may eliminate up to 50% of its workforce in what the agency calls “massive reorganizations,” which agencies were directed to draw up plans for in a recent Executive Order. SSA has now offered all employees incentives to leave the agency, and Trump’s acting SSA commissioner has boasted of firing employees. 90% of SSA staff work across the country outside of the agency’s headquarters. SSA staff who are not providing direct service support perform critical work that keeps the agency and Social Security system operational, including supporting SSA’s IT infrastructure.

    SSA staff ensure 73 million Americans get their Social Security benefits each month–which is more beneficiaries than ever before. They do so even though SSA’s 57,000 staff level is already at the lowest level in 50 years. Customer service at SSA has long suffered from historically low staffing levels and inadequate discretionary funding, which Democrats have pushed to increase each year while congressional Republicans push to cut non-defense funding. 

    Meanwhile, Elon Musk and DOGE are eager to close SSA field offices across the country that Americans count on. DOGE’s “Wall of Receipts” lists dozens of SSA field offices they have or will terminate leases for. In 2023, SSA field offices had nearly 120,000 Americans visit per day.

    Senator Murray’s full remarks, as delivered, are below:

    “We’re here today because Donald Trump and Elon Musk are taking a wrecking ball to the Social Security Administration and putting your Social Security benefits at risk. 

    “People need help getting Social Security at some of the most vulnerable points in their lives—whether that’s the death of a spouse, the onset of a disability, or the loss of income that comes with retirement.

    “And despite what Elon Musk says—Social Security is not a Ponzi Scheme.

    “Social Security is a promise that the American people should be able to count on after paying into it their entire lives.

    “And part of that promise means being able to get on the phone with an actual human being without having to wait on hold for an hour, being able to visit an office in-person to get help with your benefit without having to jump through hoops or drive hundreds of miles.

    “But Trump and Elon are decimating the Social Security Administration, and without adequate staff at the agency, there will be people who can’t get their benefits—period. 

    “The American people should realize the Social Security Administration is already at its lowest level of staffing in fifty years!

    “That’s why fewer than 40% of people who call to talk to a Social Security agent can get through to talk to someone.

    “That’s why it takes on average 240 days to process a disability claim.

    “That’s why, last year, an estimated thirty thousand Americans died while waiting on a decision for their disability benefits.

    “Yet Trump and Elon are loudly declaring they want to significantly reduce staff further.

    “They told SSA to draw up plans to cut staff by 50% and their hand-picked Acting Commissioner is proudly declaring he wants to cut at least 7,000 Social Security Administration workers.

    “And Trump and Elon are now pushing all Social Security Administration employees out of the door.

    “They’re threatening all employees with future firings and forced reassignments while offering financial incentives to leave—that’s an  ‘offer’ that went to everyone at the agency.

    “I want to make sure everyone understands a few things: ninety percent of SSA staff work across the country outside of the agency’s headquarters at over 1,200 field offices to help people in every part of this country.

    “Staff who are not providing direct service support perform critical work that keeps the agency and Social Security system operational—including supporting the agency’s IT infrastructure.

    “Elon Musk almost certainly doesn’t care, but for the friends and neighbors I grew up with—Social Security is the most important reason they could retire with some basic dignity.

    “Before he called Social Security a ‘Ponzi scheme,’ it was just last month that Elon called the American people who rely on federal programs like Social Security ‘parasites.’

    “Well maybe Elon could use a little refresher on American history. For decades, our federal tax code has said: if you have a higher income, you are going to chip in more. The radical thing is that right now, Social Security actually works in the opposite way.

  • MIL-OSI USA: A Century of Service: Probation and Pretrial Services’ Impact on Justice

    How did the introduction of U.S. probation officers impact the federal criminal justice system?

    Before the Probation Act of 1925, district judges lacked the authority to sentence defendants to probation. Some judges used a practice called “laying a case on file” to hold off on imposing a sentence so long as the defendant maintained good behavior. However, there was no formal way for the court to monitor the defendant’s conduct. 

    With the passage of the Probation Act of 1925 and the creation of federal probation officers, courts gained the authority to impose a sentence of probation, and judges could rely on probation officers to supervise these people in the community. Additionally, with the help of probation officers, judges could review presentence reports to help identify good candidates to be placed on probation.

    How has the role of U.S. probation officers changed since the position was first created?

    Initially, probation officers were only authorized to supervise those sentenced to probation. However, the scope of their work expanded quickly. In 1930, probation officers became authorized to supervise federal parolees. After World War II, probation officers began to supervise military parolees. And in the 1980s, Congress created pretrial services and authorized probation and pretrial services officers to supervise defendants in the community. 

    Most significantly, in 1987, when Federal Sentencing Guidelines became effective, officers began to supervise those placed on supervised release. Officers took on a legal-interpretation and legal-application role too – assessing and recommending sentencing guideline calculations in presentence reports. 

    The work of probation and pretrial services has only become increasingly complex, with officers managing conditions, such as location monitoring and restrictions on technology access.

    What common misconceptions do people have about the role of U.S. Probation and Pretrial Services?

    Some people assume that probation and pretrial services work for the Department of Justice. But from the very start, the work of officers was closely related to the Judiciary’s role in sentencing, and in 1940, officers were formally moved into the Judiciary. The status of officers as employees of the court ensures their independence and promotes trust between the officers and judges whom they serve.

    Another misconception is that officers have a singular mindset – either law enforcement or social worker – about how to best supervise people on their caseload. In fact, we know that the best officers are multi-dimensional. They understand that the goal of protecting the public includes, and is not separate from, the goal of rehabilitating the person on supervision. 

    What obstacles has the U.S. Probation and Pretrial Services system overcome over the past century?

    Officers have been asked to adjust to whatever the nation’s pressing needs are. Over the years, officers have supervised bootleggers and mob bosses, draft dodgers, Wall Street tycoons, and violent street gang members. They have had to handle both domestic and international violent extremists, as well as sexual offenders and cyber criminals. It is a testament to the skills and adaptability of officers that they have been able to adjust to all these changes.

    Another challenge has been keeping up with new legislative directives and changing trends in crime overall. For example, the Sentencing Reform Act created a seismic shift in the work of probation officers. They needed to learn and apply the sentencing guidelines and understand how the goals of supervised release differed from that of probation.

    What major challenges does the U.S. Probation and Pretrial Services system face today?

    Securing adequate resources has always been a challenge. Most of our budget is spent on our staff. When we experience budget shortfalls, it means fewer officers and larger caseloads for the remaining officers. When caseloads get too high, there are delays in investigations and reports, which slows down cases. And large caseloads increase the risks that supervision issues are not promptly addressed. 

    A significant obstacle that our system – like the rest of the nation – had to overcome was the COVID-19 pandemic. As the virus swept across the country, officers had to change the way they carried out their duties to keep themselves and the people they supervised safe. I was impressed to see the ingenuity and innovations deployed by officers, including virtual home contacts, remote-monitoring technology, and the use of telehealth services. Some of the pandemic-related innovations were so successful that they have been incorporated into today’s post-pandemic policies and procedures.

    What technological advancements have most impacted the work of officers?

    In the early days of the system, probation officers worried about things like typewriters, office space, and office supplies. But as the system grew, questions arose about what those records should look like. In 1959, at the request of the Judiciary, the General Services Administration conducted a study on recording and reporting of probation office statistics. A number of recommendations were made to promote consistency. These formal reports are still used today to inform the Judiciary, the Congress, and the public about our work. 

    To track their work, officers would use logbooks and eventually Dictaphones to track case-related activities. In 1977, the Judicial Conference approved the system’s first case management system – the Probation Information Management System. A decade later, that system was replaced with the Probation and Pretrial Services Automated Case Tracking System (PACTS), and we are now nearing the end of the development of PACTS360, a secure, cloud-based system, which will enhance officers’ productivity and effectiveness. 

    PACTS and PACTS360 provide vital information that impacts case-specific decisions, such as the risk level of the person being supervised, and system-wide decisions, such as the resource requirement for the system.

    Today, officers have access to most case-related information on their smartphones. They also leverage new technologies to interact with the people they supervise, use location and computer monitoring, and the latest drug testing technology as part of the supervision process to aid them in planning and performing field work safely.

  • MIL-OSI Security: Grande Anse — RCMP continue to investigate the disappearance of Cody Duane MacDonald

    March 4 marks one year since Cody Duane MacDonald was reported missing.

    On February 29, 2024, 29-year-old Cody MacDonald was last seen at a home on Campbell Rd. in Grande Anse.

    MacDonald is described as 5-foot-10, 145 lbs. He has brown hair and blue eyes.

    Initially it was believed he was wearing an orange survival suit at the time of his disappearance. However, information and evidence gathered indicates he was last seen wearing a grey hat and green fisherman boots. Additional clothing descriptors are not known at this time.

    A multi-day search of nearby areas, assisted by Strait Area Ground Search and Rescue, Sydney Ground Search and Rescue, RCMP Police Dog Services, and RCMP Air Services, was conducted in March of 2024.

    Over the past twelve months, investigators have followed up on numerous tips. Police have continued to receive and follow up on new information. At this time, investigators are asking specifically for information about the hours and days leading up to Cody’s disappearance.

    Better for the Environment

  • MIL-OSI Global: Tibet is one of the most linguistically diverse places in the world. This is in danger of extinction

    Three days after he was released from prison in December, a Tibetan village leader named Gonpo Namgyal died. As his body was being prepared for traditional Tibetan funeral rites, marks were found indicating he had been brutally tortured in jail.

    His crime? Gonpo Namgyal had been part of a campaign to protect the Tibetan language in China.

    Gonpo Namgyal is the victim of a slow-moving conflict that has dragged on for nearly 75 years, since China invaded Tibet in the mid-20th century. Language has been central to that conflict.

    Tibetans have worked to protect the Tibetan language and resisted efforts to enforce Mandarin Chinese. Yet, Tibetan children are losing their language through enrolment in state boarding schools where they are being educated nearly exclusively in Mandarin Chinese. Tibetan is typically only taught a few times a week – not enough to sustain the language.

    My research, published in a new book in 2024, provides unique insights into the struggle of other minority languages in Tibet that receive far less attention.

    My research shows that language politics in Tibet are surprisingly complex and driven by subtle violence, perpetuated not only by Chinese authorities but also other Tibetans. I’ve also found that outsiders’ efforts to help are failing the minority languages at the highest risk of extinction.

    Tibetan culture under attack

    I lived in Ziling, the largest city on the Tibetan Plateau, from 2005 to 2013, teaching in a university, studying Tibetan and supporting local non-government organisations.

    Most of my research since then has focused on language politics in the Rebgong valley on the northeast Tibetan Plateau. From 2014 to 2018, I interviewed dozens of people, spoke informally with many others, and conducted hundreds of household surveys about language use.

    I also collected and analysed Tibetan language texts, including government policies, online essays, social media posts and even pop song lyrics.

    When I was in Ziling, Tibetans launched a massive protest movement against Chinese rule just before the Beijing Olympics in 2008. These protests led to harsh government crackdowns, including mass arrests, increased surveillance, and restrictions on freedom of movement and expressions of Tibetan identity. This was largely focused on language and religion.

    Years of unrest ensued, marked by more demonstrations and individual acts of sacrifice. Since 2009, more than 150 Tibetans have set themselves on fire to protest Chinese rule.

    Not just Tibetan under threat

    Tibet is a linguistically diverse place. In addition to Tibetan, about 60 other languages are spoken in the region. About 4% of Tibetans (around 250,000 people) speak a minority language.

    Government policy forces all Tibetans to learn and use Mandarin Chinese. Those who speak only Tibetan have a harder time finding work and are faced with discrimination and even violence from the dominant Han ethnic group.

    Meanwhile, support for Tibetan language education has slowly been whittled away: the government even recently banned students from having private Tibetan lessons or tutors on their school holidays.

    Linguistic minorities in Tibet all need to learn and use Mandarin. But many also need to learn Tibetan to communicate with other Tibetans: classmates, teachers, doctors, bureaucrats or bosses.

    In Rebgong, where I did my research, the locals speak a language they call Manegacha. Increasingly, this language is being replaced by Tibetan: about a third of all families that speak Manegacha are now teaching Tibetan to their children (who also must learn Mandarin).

    The government refuses to provide any opportunities to use and learn minority languages like Manegacha. It also tolerates constant discrimination and violence against Manegacha speakers by other Tibetans.

    These assimilationist state policies are causing linguistic diversity across Tibet to collapse. As these minority languages are lost, people’s mental and physical health suffers and their social connections and communal identities are destroyed.

    How do Manegacha communities resist and navigate language oppression?

    Why does this matter?

    Tibetan resistance to Chinese rule dates back to the People’s Liberation Army invasion in the early 1950s.

    When the Dalai Lama fled to India in 1959, that resistance movement went global. Governments around the world have continued to support Tibetan self-determination and combat Chinese misinformation about Tibet, such as the US Congress passage of the Resolve Tibet Act in 2024.

    Outside efforts to support the Tibetan struggle, however, are failing some of the most vulnerable people: those who speak minority languages.

    Manegacha speakers want to maintain their language. They resist the pressure to assimilate whenever they speak Manegacha to each other, post memes online in Manegacha or push back against the discrimination they face from other Tibetans.

    However, if Tibetans stop speaking Manegacha and other minority languages, this will contribute to the Chinese government’s efforts to erase Tibetan identity and culture.

    Even if the Tibetan language somehow survives in China, the loss of even one of Tibet’s minority languages would be a victory for the Communist Party in the conflict it started 75 years ago.

  • MIL-OSI Global: Melting Antarctic ice will slow the world’s strongest ocean current – and the global consequences are profound

    Flowing clockwise around Antarctica, the Antarctic Circumpolar Current is the strongest ocean current on the planet. It’s five times stronger than the Gulf Stream and more than 100 times stronger than the Amazon River.

    It forms part of the global ocean “conveyor belt” connecting the Pacific, Atlantic, and Indian oceans. The system regulates Earth’s climate and pumps water, heat and nutrients around the globe.

    But fresh, cool water from melting Antarctic ice is diluting the salty water of the ocean, potentially disrupting the vital ocean current.

    Our new research suggests the Antarctic Circumpolar Current will be 20% slower by 2050 as the world warms, with far-reaching consequences for life on Earth.

    Why should we care?

    The Antarctic Circumpolar Current is like a moat around the icy continent.

    The current helps to keep warm water at bay, protecting vulnerable ice sheets. It also acts as a barrier to invasive species such as southern bull kelp and any animals hitching a ride on these rafts, spreading them out as they drift towards the continent. It also plays a big part in regulating Earth’s climate.

    Unlike better known ocean currents – such as the Gulf Stream along the United States East Coast, the Kuroshio Current near Japan, and the Agulhas Current off the coast of South Africa – the Antarctic Circumpolar Current is not as well understood. This is partly due to its remote location, which makes obtaining direct measurements especially difficult.

    Understanding the influence of climate change

    Ocean currents respond to changes in temperature, salt levels, wind patterns and sea-ice extent. So the global ocean conveyor belt is vulnerable to climate change on multiple fronts.

    Previous research suggested one vital part of this conveyor belt could be headed for a catastrophic collapse.

    Theoretically, warming water around Antarctica should speed up the current. This is because density changes and winds around Antarctica dictate the strength of the current. Warm water is less dense (or heavy) and this should be enough to speed up the current. But observations to date indicate the strength of the current has remained relatively stable over recent decades.

    This stability persists despite melting of surrounding ice, a phenomenon that had not been fully explored in scientific discussions in the past.

    What we did

    Advances in ocean modelling allow a more thorough investigation of the potential future changes.

    We used Australia’s fastest supercomputer and climate simulator in Canberra to study the Antarctic Circumpolar Current. The underlying model, ACCESS-OM2-01, has been developed by Australian researchers from various universities as part of the Consortium for Ocean-Sea Ice Modelling in Australia.

    The model captures features others often miss, such as eddies. So it’s a far more accurate way to assess how the current’s strength and behaviour will change as the world warms. It picks up the intricate interactions between ice melting and ocean circulation.

    In this future projection, cold, fresh melt water from Antarctica migrates north, filling the deep ocean as it goes. This causes major changes to the density structure of the ocean. It counteracts the influence of ocean warming, leading to an overall slowdown in the current of as much as 20% by 2050.

    Far-reaching consequences

    The consequences of a weaker Antarctic Circumpolar Current are profound and far-reaching.

    As the main current that circulates nutrient-rich waters around Antarctica, it plays a crucial role in the Antarctic ecosystem.

    Weakening of the current could reduce biodiversity and decrease the productivity of fisheries that many coastal communities rely on. It could also aid the entry of invasive species such as southern bull kelp to Antarctica, disrupting local ecosystems and food webs.

    A weaker current may also allow more warm water to penetrate southwards, exacerbating the melting of Antarctic ice shelves and contributing to global sea-level rise. Faster ice melting could then lead to further weakening of the current, commencing a vicious spiral of current slowdown.

    This disruption could extend to global climate patterns, reducing the ocean’s ability to regulate climate change by absorbing excess heat and carbon in the atmosphere.

    Need to reduce emissions

    While our findings present a bleak prognosis for the Antarctic Circumpolar Current, the future is not predetermined. Concerted efforts to reduce greenhouse gas emissions could still limit melting around Antarctica.

    Establishing long-term studies in the Southern Ocean will be crucial for monitoring these changes accurately.

    With proactive and coordinated international actions, we have a chance to address and potentially avert the effects of climate change on our oceans.

  • MIL-OSI Global: Another US funding cut threatens human rights in North Korea – and hands more power to a dictator

    This week, the United Nations Special Rapporteur on human rights in North Korea issued an appeal to the international community. She expressed concern about the future of civil society work on North Korean human rights.

    The cause for alarm is a sudden freeze on the funds of the National Endowment for Democracy (NED)- a US nongovernmental organisation.

    One major beneficiary of funds from the NED are groups documenting and helping to stop human rights abuses in North Korea.

    The funding halt threatens to damage further the lives of people living under one of the world’s most egregious authoritarian regimes.

    What is the NED?

    The NED is a US institution with a long history in its foreign policy, described as a “bastion of Republican internationalism”. Established by an act of Congress, it was signed into law by President Ronald Reagan in 1983.

    With bipartisan support, the NED is squarely based on core Republican values of spreading democracy through the world. It supports the work of nongovernmental organisations in more than 100 countries every year.

    While it is unclear why Elon Musk, in his role in the Department of Government Efficiency, has suddenly taken aim at this institution, the consequences of cutting off funding overnight are easy to see.

    One result is the likely end of decades-long work on North Korean human rights.

    How this affects North Korea

    One of the groups hit hard by this funding freeze is the Citizens’ Alliance for North Korean Human Rights. The original single-issue North Korean human rights organisation, it’s now planning to shut its doors.

    Without NED funding, it says it cannot cover its running costs, such as paying the rent or staff salaries.

    It also can’t continue its important work investigating and documenting human rights abuses suffered by North Korean people.

    The Citizens’ Alliance is just one of many groups, most of which are based in South Korea, that rely on the NED for their work.

    The political environment in South Korea is uncertain and precarious for North Korean human rights activists. Despite efforts to diversify funding sources over many decades, there are few other options.

    I have studied this question in-depth and over two decades. It’s a problem that cannot be overcome overnight, or even in the medium term, as it’s so deeply embedded, both politically and socially.

    In the absence of funding opportunities in South Korea, Seoul-based groups must look abroad.

    Yet many of the international support schemes available exist to fund in-country democratisation and human rights efforts.

    The authoritarian regime in North Korea is so complete that no active, open civil society efforts can safely take place. The movement relies entirely on transnational activism and so doesn’t neatly fit into existing funding schemes.

    On top of this, the funding freeze comes at a particularly bad time, with South Korea in a state of political turmoil. In the wake of the President Yoon Suk-yeol’s impeachment following his declaration of martial law, it is unclear what the future of the limited number of existing initiatives will be.

    Putting North Korea in the spotlight

    For a long time, the plight of those suffering human rights abuses inside the secretive country was not well known to the outside world.

    For decades, civil society groups built coalitions, gathered information, wrote reports, compiled databases, held public awareness-raising events, and lobbied politicians at all different levels. They then succeeded in bringing about the 2014 UN Commission of Inquiry into North Korean Human Rights.

    This inquiry, chaired by Australia’s Michael Kirby, has been the definitive document on North Korean human rights for more than ten years.

    Its findings of gross violations of human rights inside the country have formed the evidentiary basis for international action on North Korean human rights. Examples of the report’s findings include:

    • the use of political prison camps, torture, executions and other sorts of arbitrary detention to suppress real or perceived political dissent

    • an almost complete denial of the right to freedom of thought, conscience and religion and association

    • the use of access to food as a means of control over the population.

    Non-profit North Korean human rights groups remain at the centre of this work. Having succeeded in putting the issue squarely on the international agenda, they continue to press for greater attention on the human rights situation from the international community.

    The groups relying on NED funding do a wide range of work. They support North Koreans living in South Korea and elsewhere abroad. Some provide support to formally record human rights abuses, helping build a robust database of testimony from survivors.

    Others back in-country accounts from underground North Korean journalists, and more still do myriad other advocacy, support and accountability work.

    But now this work could all end more suddenly than anyone could have expected.

    More power to a dictator

    The Database Center for North Korean Human Rights has paused all but its most urgent programs and launched an appeal for donations. Executive Director Hannah Song has described the situation as a crisis of “a massive and sudden cut to funding that threatens the crucial work of those on the frontlines”.

    Sokeel Park, the leader of another nongovernmental group working in this space, described it as “by far the biggest crisis facing NGOs working on this issue since the start of the movement in the 1990s”.

    This is no exaggeration. The North Korean human rights movement has had an outsized effect on the international community’s awareness and understanding of how the North Korean government maintains order and represses dissent.

    So who wins out of this? North Korea’s Supreme Leader and dictator, Kim Jong-un.

    Back in 2018, US President Donald Trump’s State of the Union address centred on the human rights violations suffered by the North Korean people at the hands of the authoritarian regime. Trump declared:

    we need only look at the depraved character of the North Korean regime to understand the nature of the nuclear threat it could pose.

    Now, by effectively silencing the government’s most vocal critics, the Trump administration appears to be giving breathing room to one of the world’s most atrocious authoritarian regimes.

    On February 24, a meeting with a delegation of the Committee on Interparliamentary Cooperation of the Council of People’s Representatives of the Republic of Indonesia was held at the HSE on Pokrovsky Boulevard. The event was attended by the Vice-Rector of the University, the Head of the BRICS Expert Council – Russia Victoria Panova and representatives of the university’s scientific departments and centers. During the meeting, the parties discussed key areas for strengthening scientific and expert cooperation, and joint initiatives in the field of science and technology, including through BRICS.

    A delegation from the People’s Representative Council (PRC) Committee on Inter-Parliamentary Cooperation visited the university for the first time. Earlier in the day, a meeting of the Chairman of the Committee of the Council of the Federation of the Federal Assembly of the Russian Federation on International Affairs with the head of the Committee of the People’s Commissars of the Republic of Indonesia, Mr. Mardani Ali Sera.

    HSE Vice-Rector Victoria Panova welcomed the guests and said that the university is actively developing international cooperation and highly values the opportunities for interaction with Indonesia. She emphasized that HSE is not only one of the leading educational and research centers in Russia, but also a key participant in the work of BRICS: “The Higher School of Economics was chosen as an expert center for analytical and scientific work on BRICS, as it is a modern and young university that is actively developing in such key areas as IT, neuroscience, fundamental physics, and STEM in general. The BRICS Expert Council (BRICS EC) is not just a division created to support the Russian Federation’s chairmanship of BRICS in 2024.     Representatives of the National Research University Higher School of Economics emphasized the importance of constant interaction in the scientific research sphere.     Alexander Larichev, Deputy Dean for Research Faculty of Law informed Indonesian parliamentarians that the HSE has launched an initiative – the BRICS Law School Consortium, within the framework of which exchanges between players in the field of law are planned, and scientific publications are already being prepared: “We are implementing a lot. Many universities in the BRICS countries have already joined us. The subjects that we are developing are digital law, international commercial law and business law, etc. We will be glad to see Indonesian universities in our Consortium.”

    Natalia Zholnerovich, Deputy Dean Faculty of Geography and Geoinformation Technologies HSE noted that the faculty was founded in partnership with the Russian Academy of Sciences and its areas of activity are much broader than just geography. “We are developing specific areas of geography: climate change and adaptation to it; climate risk assessment at different levels; migration and urban systems; strategy and territorial planning based on technological solutions; the relationship between people’s potential and the resilience of territories to various risk factors,” she explained.

  • MIL-OSI China: China adds 10 US firms to unreliable entity list

    China decided on Tuesday to add 10 U.S. firms, including TCOM, Limited Partnership, to the country’s unreliable entity list and take corresponding measures against them.

    From Tuesday onward, China will prohibit these companies from engaging in import and export activities related to China, and these companies will also be banned from making new investments within the country, according to a statement released by the Ministry of Commerce.

    The 10 U.S. firms are TCOM, Limited Partnership, Stick Rudder Enterprises LLC, Teledyne Brown Engineering, Inc., Huntington Ingalls Industries Inc., S3 AeroDefense, Cubic Corporation, TextOre, ACT1 Federal, Exovera and Planate Management Group.

    The decision was made to maintain China’s national sovereignty, security and development interests and in accordance with relevant laws and regulations, the statement noted.

    Disregarding strong objections from China, these 10 companies have in recent years either participated in arms sales to Taiwan or engaged in so-called military technology cooperation with Taiwan, a spokesperson for the ministry said.

    In response, China decided to hold these entities accountable in accordance with various laws and regulations, the spokesperson added.

    China has always prudently handled the issue of its unreliable entity list, targeting only a small number of foreign entities that pose risks to China’s national security, the spokesperson said, adding that law-abiding foreign entities that operate in good faith need not be concerned.

    The Chinese government will, as always, welcome companies from all countries to invest and operate in China, and is committed to providing a stable, fair and predictable business environment for foreign enterprises operating in China in accordance with laws and regulations, the spokesperson said.

    A range of organisations, from landholders to grassroots community groups, joined together last week for the first time to discuss different ecological challenges in the city, and discussed how they can work better together to tackle them. The meeting- hosted by Westminster City Council- provided a platform to collaborate, network and share ideas with the goal of enhancing biodiversity and greening across Westminster.

    Named Wilder Westminster, the first meeting marks the beginning of a long-term commitment by the council to address the ecological emergency. Regular collaboration between members will help to continue the discussion and develop the biodiversity and greening action plan outside the group bi-annual meetings.

    The aim for future meetings is to continue collaborating to ensure greening efforts are coordinated and impactful and that nature is supported to recover and thrive.

    Westminster is home to exceptional green spaces, owned and managed by a variety of stakeholders including Royal Parks, and BIDS (Business Improvement Districts) and community and third sector organisations, so there was an emphasis on partnership building, calling on everyone to take collective responsibility for creating a greener and more nature-rich environment.     TORONTO, March 04, 2025 (GLOBE NEWSWIRE) — From auto theft to AI-generated documents and beyond, fraud continues to be one of the more pressing issues facing Canadian consumers and businesses in 2025.

    As Fraud Prevention Month kicks off, new data from Aviva Canada has revealed a 46% increase in claim fraud detection – and a staggering 76% rise in fraud investigations – in 2024. Auto-related incidents alone accounted for two-thirds (67%) of all claim fraud investigations during the past year. Advancements in AI and its use by individuals to falsify information are expected to be on the rise in 2025.

    “People are getting more sophisticated and innovative in their approaches when engaging in potentially fraudulent activity, making it increasingly difficult for the average Canadian to spot,” says Jamie Lee, Head of Financial Crime and Fraud, Aviva Canada. “Insurance fraud costs Canadians $1 billion per year in added premiums. It’s vital for Canadians to stay educated on the rising trends to better protect themselves.”

    Five Emerging Fraud Trends to Watch in 2025
    The methods used by bad actors are constantly evolving, so it’s important for Canadians to stay current on emerging trends. Aviva Canada’s data shows five types of fraud that are growing in the Canadian market:

    • Vehicle Theft and ReVINing – Vehicle thefts remain above pre-pandemic levels, with a 58% increase in investigations in the latter half of 2024. Stolen vehicles are often shipped overseas, or their VIN numbers altered and resold to unsuspecting Canadian buyers with false documentation. With the tightening of Canada-US borders, more stolen vehicles could remain in Canada, increasing the likelihood of Canadians buying a stolen vehicle from online public marketplaces.
    • Staged Auto Accidents – Increasing in numbers and complexity, staging false auto accidents is a trend on the rise across Canada. Aviva Canada saw a 47% increase in the number of staged accidents caught in Q4 2024. This type of scam could be linked to organized crime groups operating in Canada.
    • AI-Enabled Falsified or Forged Documents – The use of technology AI to edit or falsify documents is increasingly evident in investigations. This technology is frequently seen in both staged claims and opportunistic fraud, where it is used to create false claims or inflate legitimate claims, such as personal and commercial property contents claims, by supporting them with false invoices.
    • Ghost Brokers – People posing as licensed insurance brokers to sell fake policies or manipulate information to secure lower premiums is a growing concern in Canada, often leaving unsuspecting consumers without valid coverage. Consumers should be extra vigilant when purchasing insurance. They are encouraged to check their provincial registries to ensure the person they’re dealing with is properly licensed and confirm proof of insurance directly with the insurer.
    • Policy Misrepresentation – Individuals may misrepresent or omit key information from their insurance policies such as their true address, the intended use of a vehicle or property, or not disclosing major construction or renovations being done. These incidents can unfortunately lead to honest customers paying disproportionately higher premiums.

    We, the delegates participating in the Conference held in Addis Ababa, Ethiopia, from 27 to 28 February 2025, under the theme “The Role of Faith Communities and Ethical Organisations in Advancing Justice for Africans and People of African Descent through Reparations,” along with representatives from religious organisations, scientific and ethical institutions, and cultural associations of African and international civil society,

    EXPRESS our deep gratitude to His Excellency Mr. João Lourenço, President of the Republic of Angola and Chairperson of the African Union (AU), and to His Excellency Mr. Mahmoud Ali Youssouf, Chairperson of the African Union Commission, for their unwavering support to faith communities and ethical organisations in implementing Africa’s Agenda 2063.

    RECALL that in November 2022, the African Commission on Human and Peoples’ Rights (ACHPR) adopted resolution ACHPR/Res.543 (LXXIII) 2022, reaffirming that accountability and redress for historical mass crimes—including slavery, the African slave trade, colonisation, and racial segregation—are essential to combating persistent systemic racism and promoting the human rights of Africans and people of African descent.

    RECALL ALSO the conclusions and recommendations from the Accra International Conference of November 2023 on “Building a United Front to Advance the Cause of Justice and the Payment of Reparations for Africans,” and those from the Accra Summit on Reparations and Racial Healing held in August 2022, organised at the proposal of the Government of Ghana.

    SUPPORT the call for a collective commitment to confront the historical injustices and severe crimes perpetrated against Africans and people of African descent throughout the slave trades, colonialism, and apartheid. We also commit to addressing the narratives and policies that foster negrophobia and racial hatred in all contexts, and to tackling the inequalities that exist in the international economic and political systems.

    EMPHASISE our individual and collective recognition of the profound and lasting effects of slavery, colonialism, racial discrimination, and neo-colonialism on Africans and people of African descent. We acknowledge how these injustices continue to inflict immense suffering, cultural disruption, economic exploitation, emotional trauma, and enduring discrimination on Africans and people of African descent throughout history.

    AFFIRM that the implementation of reparations is both a moral and legal imperative, grounded in the principles of justice, human rights, and human dignity. The demand for reparations signifies a concrete step toward addressing historical wrongs and fostering healing among the peoples of Africa and those of African descent.

    RECOGNISE the concept of ecological debt as a critical component of reparations, acknowledging the severe environmental degradation caused by colonial exploitation, industrial pollution, and resource extraction. We affirm that historical and ongoing environmental destruction, including deforestation, water contamination, soil depletion, and biodiversity loss, has disproportionately affected African communities, leading to food scarcity, health crises, and climate vulnerability.

    SUPPORT the commitments made at the Accra Conference on Reparations and the recommendations directed to the Member States of the African Union. These call for the establishment by the African Union Commission and the inauguration of a Committee of Experts on Reparations, in consultation with Member States and AU Organs, aiming to develop a unified African policy on reparations and implement an African Programme of Action on Reparations, in line with due process and considering the following proposals:

    1. To act as the primary reference point for the African Union on issues related to reparations and ethical healing;
    2. To solicit, cultivate, and promote knowledge on restorative justice within the African Union by developing and implementing reparations-related knowledge among various AU organs, Member States, and the global African community;
    3. To establish an official programme for the African Union and its Member States, along with other institutions, to commemorate historical events that necessitate strong actions for justice and reparations for Africans and individuals of African descent;
    4. To liaise with and support the role of an AU Special Envoy on Reparations for Africa and the Sixth Region of the Diaspora;
    5. To undertake other tasks as assigned and determined by the African Union.

    PROPOSE the formation of an Ethical Reference Group, in close coordination with the African Union Commission, to assist the AU Committee of Experts and the AU Special Envoy by providing ethical guidance on the issue of reparations. This includes best practices of restorative justice based on indigenous African traditions, sources, and spirituality. The Ethical Reference Group will also offer thought leadership and counsel, drawing on global case studies to inform policy and advocate for the application of international standards in support of restorative justice.

    RESOLVE to centre “Justice for Africans and People of African Descent through Reparations” within the African Peace Initiative, in pursuit of a Civilisational Truce aimed at transforming a world marked by conflict, war, and dysfunction into societies characterised by dialogue, reconciliation, and reparations. This aligns with the principles of Ubuntu philosophy and the teaching of the Golden Rule, which states, “Treat others the way you want to be treated,” as well as the objectives of the AU’s Agenda 2063, which seeks to advance the vision of the AU of “An integrated, prosperous and peaceful Africa.” 

    PROPOSE to the AU to consider a decade of reparations.

    INVITE all religious, ethical, scientific, and cultural organisations, along with African citizens—particularly the youth and women—to embrace and promote the call for reparations. It is essential to prioritise the protection of human beings and to respect the sanctity of human life, as this focus will help build centres of shared interest.
