  • MIL-OSI Australia: Improving south-east Melbourne’s roads

Source: Australian Ministers for Regional Development

The Albanese Government is investing in Victoria’s roads, with a $41.75 million contribution to the upgrade of Thompsons Road Intersection in Clyde North.

The project will upgrade the intersection of Thompsons and Berwick-Cranbourne Roads, replacing the existing roundabout with traffic lights, and completing associated works to the bus bays and shared user pathways.

The upgrade will increase capacity and improve traffic flow at the congested roundabout by installing additional through lanes and dedicated turning lanes.

It will also improve safety and enhance freight productivity by cutting time off the freight trips around Melbourne’s south east.

The project will deliver new walking and cycling paths to improve connections through the area, along with upgrades to several bus stops near the intersection.

The Albanese Government and Allan Labor Governments are jointly funding the project, with the Victorian Government already committing their half.

Construction timeframes will be determined in consultation with the Victorian Government.

Quotes attributable to Minister for Infrastructure, Transport, Regional Development and Local Government Catherine King:

“We’re building Australia’s future, investing in Victoria’s road network to make it safer and more resilient.

“Unlike the Liberals and Nationals who starved the Victorians of infrastructure funding, we are investing in projects across the state.

“There are more than 110 active major projects across Victoria and the Albanese Labor Government is getting on with delivering all of them.”

Quotes attributable to Member for Bruce Julian Hill:

“Victoria was totally screwed for a decade by the Liberals on infrastructure funding.

“The Federal Labor Government is treating Victoria fairly, and fixing this terrible intersection is community priority. Numerous locals have raised it when I’ve been doorknocking in Cranbourne North so I’m pleased to champion funding to fix this.”

Quotes attributable to Member for Holt Cassandra Fernando:

“I am pleased that after listening to frustrations from many in our community about the Thompsons and Berwick-Cranbourne Road roundabout, I have been able to successfully advocate for this crucial road upgrade.

“This $41.75 million investment by the Federal Labor Government will ease one of our community’s worst bottlenecks, making daily commutes smoother and safer.

“This means less time on the roads and more time spent with your family.”

Quotes attributable to Victorian Minister for Transport Infrastructure Gabrielle Williams:

“After ten years of neglect from previous federal Liberal National governments, we are glad to have a partner in Canberra with the Albanese Labor Government that will help deliver projects that change the way people move across Victoria.”

Headline: New intake of paramedic interns and call takers for NSW Ambulance

    Published: 21 February 2025

    Released by: Minister for Health

NSW Ambulance has today welcomed 119 new paramedic interns and 14 emergency medical call takers, after they were officially inducted into the service at a ceremony at the State Operations Centre in Sydney.

This graduation follows the Post Employment Tertiary Pathway (PETP) induction held two weeks ago and will further boost frontline health services across the state, with many commencing their first shifts from tomorrow.

The new recruits joining the service come from a range of backgrounds and experiences, including William Guthrie who is following his childhood dream to be a paramedic and Ebony Peterson, whose AFL career was cut short by injury but inspired by the healthcare she experienced, chose paramedicine as a new career option.

The paramedic interns will be posted across NSW to complete the on-road portion of their 12-month internships, before taking permanent positions in metropolitan and regional areas. The emergency medical call takers will all be posted to Sydney Control Centre.

Quotes attributable to Minister for Health, Ryan Park:

“Congratulations to NSW Ambulance’s newest inductees. The skills and compassion of these paramedic interns will touch countless lives across our state.

“The new paramedic interns and emergency medical call takers represent the next generation of dedicated first responders, ready to serve communities across NSW.

Quotes attributable to NSW Ambulance Chief Executive Dr Dominic Morgan:

“Today’s induction is a proud milestone for these new recruits and for NSW Ambulance as a whole, and the uniform they wear represents trust, dedication and resilience.

“Every call the new paramedic interns and emergency medical call takers respond to is an opportunity to make a difference and help those in our community in their most vulnerable moments.”

    Quotes attributable to William Guthrie

“I knew from a young age exactly what job I wanted to do, so graduating today really is the culmination of a childhood dream.

“I am immensely proud to wear this uniform and excited to start putting my training into practice.”

    Quotes attributable to Ebony Peterson

“I have experienced first-hand the dedication of healthcare staff, which motivated me to join the profession myself and become a paramedic.

“I am excited and nervous but after all the training, I am ready to get out there.”

  • MIL-OSI USA: Murray, Colleagues Sound the Alarm on Threats to Americans’ Health and Safety Following Trump Purges

    US Senate News:

Source: United States Senator for Washington State Patty Murray

ICYMI: Murray Blasts Trump and Musk Decimating HHS, Risking Americans’ Health and Livelihoods

***FACT SHEET: WA State Impacts of Trump and Musk’s Reckless Mass Layoffs***

Washington, D.C. — U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee and a senior member of the Senate Health, Education, Labor and Pensions (HELP) Committee joined Senators Ron Wyden (D-OR), Bernie Sanders (I-VT), Kirsten Gillibrand (D-NY), Leader Chuck Schumer (D-NY), and the entire Senate Democratic caucus in sending a letter demanding answers from Department of Health and Human Services (HHS) Secretary Robert F. Kennedy Jr. for firing more than 5,000 HHS workers, blatantly undermining Americans’ health and safety. Within days of being sworn in, Secretary Kennedy blindly followed Trump and Musk’s baseless directive.

HHS consists of 13 operating divisions and 10 agencies responsible for protecting the health, safety, and wellbeing of Americans nationwide. These highly qualified, dedicated public servants protect millions of families, seniors, people with disabilities, and other vulnerable communities against public health threats by advancing scientific innovations, discovering breakthrough cures, and providing lifeline services such as child care and home-delivered meals.

Senate Democrats emphasized, “As HHS Secretary, the consequences of epidemics, lost treatments, and lack of access to care are your responsibility. These firings represent the abdication of your sworn duty to ensure the health and well-being of America’s families. You have an obligation to the American people, who rely on you as the nation’s top public health official, to stop these ill-conceived and dangerous attacks on agencies and programs that Americans rely on every day.”

    Specifically, these layoffs will:

    • Harm children, seniors, people with disabilities, and other vulnerable communities. Agencies across HHS are responsible for delivering everyday services that Americans rely on, including affordable child care, home-delivered meals, placing foster children in safe environments, and so much more.
    • Block the development of new treatments and cures. FDA and NIH nonpartisan staff research and develop life-saving treatments. Firing them may delay medical breakthroughs and will weaken America’s biomedical science leadership for years to come.
    • Put patient care at risk. More than 160 million Americans rely on the Centers for Medicare & Medicaid Services (CMS) programs for affordable health care coverage. CMS is already understaffed and leans heavily on its existing workforce to maintain current service levels. Any cuts to the CMS workforce could have wide-ranging consequences across the health care system, including potential disruptions in medically necessary care, delays in payments to hospitals, nursing homes, and other health care providers, and reductions in the frequency of safety inspections in nursing homes.
    • Make the nation less prepared. With the worst flu season in more than 15 years, an Ebola outbreak in Uganda, and the growing threat of avian influenza, firing Centers for Disease Control and Prevention (CDC) employees will make American communities more vulnerable to dangerous diseases and less prepared to deal with any potential outbreaks. Also, broader public health response infrastructure would be less able to address cyber attacks, supply chain shortages, and natural disasters.

In their letter, Senate Democrats asked the following questions:

    1. How many HHS employees were fired between January 20, 2025 and February 18, 2025? How many of these employees were probationary? Provide a breakdown by agency, position type, and justification for termination for each category of employee at each agency.
    1. How were HHS employees notified that they were being fired, and on what grounds? Provide the method of communication and content of the message employees received.
    1. Provide any analysis conducted prior to firings to determine the immediate and long-term impact it will have on programs and activities those employees were tasked with administering.
    1. What role did DOGE have in identifying or prioritizing employees for termination? What metrics did they use?
    1. As additional layoffs are anticipated according to the EO, Implementing the President’s “Department of Government Efficiency” Workforce Optimization Initiative, what specific guidance was given to HHS for identifying additional employees to lay off?

The full text of the letter can be found here.

Earlier this week, Senator Murray responded at length to the Trump administration’s mass firings of dedicated workers across HHS and its many subagencies—and last week she released a fact sheet detailing how reckless mass layoffs across the federal government will jeopardize essential services Americans rely on. Senator Murray was a leading voice in opposition to the confirmation of RFK Jr. as HHS Secretary. Earlier this month on the Senate floor, she warned of the dangers of confirming RFK, Jr.—given his lack of health care experience and deadly rhetoric—and encouraged her colleagues to “show some courage” by rejecting his nomination. A longtime congressional leader on health care and former HELP Committee Chair, she called her meeting with him the “most troubling” she’s ever had with a cabinet nominee.

  • MIL-OSI USA: Fact Sheet: President Donald J. Trump Issues Directive to Prevent the Unfair Exploitation of American Innovation

    US Senate News:

    Source: The White House
SAFEGUARDING AMERICA’S SOVEREIGNTY OVER ITS ECONOMY: Today, President Donald J. Trump signed a memorandum to defend American companies and innovators from overseas extortion.
This Administration will consider responsive actions like tariffs to combat the digital service taxes (DSTs), fines, practices, and policies that foreign governments levy on American companies.
DSTs allow foreign governments to collect tax revenue from American companies simply because they operate in foreign markets, even though those companies are generally not otherwise subject to foreign jurisdiction.

President Trump will not allow foreign governments to appropriate America’s tax base for their own benefit.
This memorandum directs the United States Trade Representative (USTR) to renew the DST investigations under Section 301 that were initiated during President Trump’s first term, and investigate any additional countries that use a DST to discriminate against U.S. companies.
The Administration will review whether any act, policy, or practice in the European Union or United Kingdom incentivizes U.S. companies to develop or use products and technology in ways that undermine free speech or foster censorship.
Foreign governments will invite responsive actions from the Administration if they take steps to coerce U.S. businesses to hand over their intellectual property.
Regulations that dictate how American companies interact with consumers in the European Union, like the Digital Markets Act and the Digital Services Act, will face scrutiny from the Administration.
DEFENDING AMERICAN COMPANIES FROM EXTORTION: President Trump’s memorandum unveils a comprehensive approach to ensuring that U.S. products and services are governed by the United States of America, not foreign governments.
Rather than position their own companies and workers for success, foreign governments have been taxing the success of America’s companies and workers.
America’s economy will not be a source of revenue for countries that have failed to cultivate economic success of their own.

To the detriment of America’s economy, in recent years, a number of our trading partners began enacting DSTs to raise revenue for their own government spending.
Foreign governments could collect billions in DSTs from U.S. companies annually.

This exploitation goes beyond DSTs to other forms of unfair fines, practices, and penalties that undermine the ability of American companies to operate as intended and force them to incur additional compliance costs, lowering U.S. global economic competitiveness.
In terms of GDP, the United States digital economy has been larger than most countries’ entire economy in recent years, including Australia, Canada, and most members of the European Union.
America’s digital economic dominance is driven by cutting-edge American tech companies, and the American innovation and workers behind them.
RESTORING THE ENTREPRENEURIAL SPIRIT OF AMERICA: President Donald J. Trump has a track record of protecting American manufacturers and empowering American innovators and workers.
During his first administration, President Trump initiated Section 301 cases against DSTs and negotiated platinum-standard rules for digital trade with Japan and separately through the USMCA.
President Trump demonstrated in his first term that punitive measures like tariffs strengthened the U.S. economy and brought back American industry.
Just last week, President Trump announced the “Fair and Reciprocal Plan” on trade to restore fairness in U.S. trade relationships and counter non-reciprocal trade agreements.
On Day One, President Trump initiated his America First Trade Policy to make America’s economy great again.

  • MIL-OSI USA: Defending American Companies and Innovators From Overseas Extortion and Unfair Fines and Penalties

    US Senate News:

    Source: The White House
class=”has-text-align-left”>MEMORANDUM FOR THE SECRETARY OF THE TREASURY
         THE SECRETARY OF COMMERCE
         THE UNITED STATES TRADE REPRESENTATIVE
THE SENIOR COUNSELOR TO THE PRESIDENT FOR TRADE
         AND MANUFACTURING
SUBJECT:       Defending American Companies and Innovators From               Overseas Extortion and Unfair Fines and Penalties      Section 1.  Purpose.  In recent years, the gross domestic product of the United States’ digital economy alone, driven by cutting-edge American technology companies, has been bigger than the entire economy of Australia, Canada, or most members of the European Union.  Instead of empowering their own workers and economies, foreign governments have increasingly exerted extraterritorial authority over American companies, particularly in the technology sector, hindering these companies’ success and appropriating revenues that should contribute to our Nation’s well-being, not theirs.        Beginning in 2019, several trading partners enacted digital services taxes (DSTs) that could cost American companies billions of dollars and that foreign government officials openly admit are designed to plunder American companies.  Foreign countries have additionally adopted regulations governing digital services that are more burdensome and restrictive on United States companies than their own domestic companies.  Additional foreign legal regimes limit cross-border data flows, require American streaming services to fund local productions, and charge network usage and Internet termination fees.  All of these measures violate American sovereignty and offshore American jobs, limit American companies’ global competitiveness, and increase American operational costs while exposing our sensitive information to potentially hostile foreign regulators.      My Administration will not allow American companies and workers and American economic and national security interests to be compromised by one-sided, anti-competitive policies and practices of foreign governments.  American businesses will no longer prop up failed foreign economies through extortive fines and taxes.      Sec. 2.  Policy.  It is the policy of my Administration that where a foreign government, through its tax or regulatory structure, imposes a fine, penalty, tax, or other burden that is discriminatory, disproportionate, or designed to transfer significant funds or intellectual property from American companies to the foreign government or the foreign government’s favored domestic entities, my Administration will act, imposing tariffs and taking such other responsive actions necessary to mitigate the harm to the United States and to repair any resulting imbalance.      In taking such responsive action, my Administration shall consider:      (a)  taxes imposed on United States companies by foreign governments, including those that may discriminate against United States companies;      (b)  regulations imposed on United States companies by foreign governments that could inhibit the growth or intended operation of United States companies;      (c)  any act, policy, or practice of a foreign government that could require a United States company to jeopardize its intellectual property; and      (d)  Any other act, policy, or practice of a foreign government that serves to undermine the global competitiveness of United States companies.
Sec. 3.  Agency Responsibilities.  (a)  The United States Trade Representative shall determine, in accordance with applicable law, whether to renew investigations under section 301 of the Trade Act of 1974 (19 U.S.C. 2411) of the DSTs of France, Austria, Italy, Spain, Turkey, and the United Kingdom, which were initiated under my Administration on July 16, 2019, and June 5, 2020.  If the United States Trade Representative determines to renew such investigations, he shall take all appropriate and feasible action in response to those DSTs.
         (b)  The United States Trade Representative shall determine, consistent with section 302(b) of the Trade Act of 1974 (19 U.S.C. 2412(b)) (section 302(b)), whether to investigate the DST of any other country that may discriminate against United States companies or burden or restrict United States commerce.  He shall further determine whether to pursue a panel under the United States-Mexico-Canada Agreement on the DST imposed by Canada and whether to investigate Canada’s DST under section 302(b).  In making these determinations, the United States Trade Representative shall consult with the Secretary of the Treasury, as appropriate.      (c)  The Secretary of the Treasury, the Secretary of Commerce, and the United States Trade Representative shall jointly identify trade and other regulatory practices by other countries, including, without limitation, those described in section 2 of this memorandum, that discriminate against, disproportionately affect, or otherwise undermine the global competitiveness or intended operation of United States companies, in the digital economy and more generally, and recommend to me appropriate actions to counter such practices under applicable authorities.  The United States Trade Representative shall include the results of this review as part of the report required in section 5(c) of the Presidential Memorandum of January 20, 2025 (America First Trade Policy) (America First Trade Policy Memorandum).      (d)  The Secretary of the Treasury, the Secretary of Commerce, and the United States Trade Representative shall investigate whether any act, policy, or practice of any country in the European Union or the United Kingdom has the effect of requiring or incentivizing the use or development of United States companies’ products or services in ways that undermine freedom of speech and political engagement or otherwise moderate content, and recommend appropriate actions to counter such practices under applicable authorities.  The United States Trade Representative shall include the results of this review as part of the report required in section 5(c) of the America First Trade Policy Memorandum.      (e)  The Secretary of the Treasury, in consultation with the Secretary of Commerce and the United States Trade Representative, shall determine whether any foreign country subjects United States citizens or companies, including, without limitation, in the digital economy, to discriminatory or extraterritorial taxes, or has any tax measure in place that otherwise undermines the global competitiveness of United States companies, is inconsistent with any tax treaty of the United States, or is otherwise actionable under section 891 of title 26, United States Code, or other tax-related legal authority.  The Secretary of the Treasury shall include the results of this determination as part of the report required in section 2 of the Presidential Memorandum of January 20, 2025 (The Organization for Economic Co-Operation and Development (OECD) Global Tax Deal).      (f)  The United States Trade Representative shall identify tools the United States can use to secure among trading partners a permanent moratorium on customs duties on electronic transmissions.  The United States Trade Representative shall include the results of this review as part of the report required in section 5(c) of the America First Trade Policy Memorandum.      (g)  The United States Trade Representative, in consultation with the Secretary of Commerce and the Senior Counselor to the President for Trade and Manufacturing, shall establish a process that allows American businesses to report to the United States Trade Representative foreign tax or regulatory practices that disproportionately harm United States companies.      Sec. 4.  General Provisions.  (a)  Nothing in this memorandum shall be construed to impair or otherwise affect:           (i)   the authority granted by law to an executive department or agency, or the head thereof; or           (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.      (b)  This memorandum shall be implemented consistent with applicable law and subject to the availability of appropriations.      (c)  This memorandum is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
         (d)  The United States Trade Representative is authorized and directed to publish this memorandum in the Federal Register.

WASHINGTON — Last night, U.S. Senator Martin Heinrich (D-N.M.) stood up for New Mexico families by voting against Republicans’ budget resolution that paves the way for billionaire tax handouts at the expense of working people.

Heinrich repeatedly attempted to amend Republicans’ resolution by voting to protect police officers, veterans, wildland firefighters, survivors of sexual assault and domestic violence, farmers, Tribal communities, Social Security, Medicare, Medicaid, and SNAP, and to deliver tax cuts for working people, lower prescription drug costs, lower rent costs, and more. At every turn, Heinrich and Senate Democrats’ amendments were defeated by Senate Republicans.

Just after 3:00 a.m. ET, Heinrich took to the Senate floor to offer an amendment to reinstate blocked grants for survivors of sexual assault and domestic violence and ensure law enforcement can hold predators and abusers accountable. Republicans voted against his amendment. Watch Heinrich’s video here.

“Under the cloak of darkness last night, Republicans rammed through a $340 billion budget framework to clear the way for billionaires’ tax handouts at the expense of working Americans. Throughout the night and into the early morning, I fought for dozens of amendments to shield New Mexico families from this harmful legislation: protections for children, veterans, law enforcement, wildland firefighters, farmers, Tribal communities, and the programs they depend on, including Social Security, Medicare, Medicaid, and SNAP. Alongside my Democrat colleagues, we also put forward solutions to cut taxes for working people, lower food costs, and lower rent costs. Republicans rejected every single one – even blocking our amendment to say no tax cuts for people like Elon Musk making over $500,000,000,” said Heinrich “I’m especially outraged that Republicans opposed my amendment to support survivors of sexual assault and domestic violence and ensure that law enforcement can hold abusers and predators accountable.”

Heinrich continued, “When Republicans had the opportunity to go on the record and show the American people whose side they’re on, they chose billionaires and threw working people under the bus. I’ll always choose New Mexico families — that’s who I’m fighting for.”

Last night, Senate Republicans blocked Heinrich’s efforts to:

    • Support survivors of sexual assault and domestic violence and help law enforcement hold predators and abusers accountable.
    • Help law enforcement agencies hire additional officers to keep our communities safe.
    • Address the ongoing avian influenza (HPAI or H5N1) outbreak and lower the cost of eggs.
    • Protect Americans’ privacy from unauthorized access by Elon Musk’s “DOGE.”
    • Stop tax cuts for billionaires while families struggle to put food on the table.
    • Ensure billionaires pay their fair share in taxes.
    • Lower energy costs for Americans.
    • Lower housing costs and rent for working families.
    • Prevent cuts to school lunch and breakfast programs for kids.
    • Prevent cuts to programs critical to rural Americans and food assistance for working families.
    • Protect access to fertility services and in-vitro fertilization (IVF).
    • Prevent millions of Americans from being kicked off their health coverage.
    • Protect Medicare and Medicaid benefits, including access to maternal and pediatric health care through Medicaid.
    • Preserve and extend the Affordable Care Act’s tax credits to make health care more accessible and affordable.
    • Ensure full and uninterrupted funding for veteran health care benefits under the PACT Act.
    • Reinstate federal employees fired by Trump and Musk at the United States Forest Service, National Park Service, Fish and Wildlife Service, and Bureau of Land Management.
    • Support federal wildland firefighter personnel.
    • Prevent the indiscriminate termination of federal employees who protect the health and safety of Americans.
    • Reverse the Trump Administration’s indiscriminate cuts to biomedical research and the life saving work supported by the National Institutes of Health (NIH).
    • Increase funding for research on Alzheimer’s disease.
    • Ensure continued support for Ukraine to stand firm against aggression by Russia.

Below is a total list of amendments that Heinrich filed to amend Republicans’ budget resolution to cut taxes for billionaires at the expense of working people:

    • Amendment to lower the cost of groceries for working families, including eggs and milk.
    • Amendment to lower the cost of consumer goods and services for working families.
    • Amendment to protect access to Head Start and Early Head Start programs for working families.
    • Amendment to lower residential electricity rates and protect home energy rebate programs for working families.
    • Amendment to protect veteran-owned businesses access to Small Business Administration loan programs.
    • Amendment to expand and modernize land ports of entry to better detect and intercept illicit fentanyl, firearms, and currency.
    • Amendment to protect Tribal citizens from wrongful searches and interrogations by ICE and requiring the U.S. Department of Homeland Security to issue guidance on what forms of identification are acceptable as valid proof of United States citizenship, including Tribal government-issued identification.
    • Amendment to protect Tribal sovereignty.
    • Amendment to strengthen America’s power grid.
    • Amendment to protect Tribal energy projects.
    • Amendment to improve food safety in the meat and poultry supply chain.
    • Amendment to defend funding for the National Nuclear Security Administration, which ensures our nation maintains a safe, secure, and reliable nuclear deterrence.
    • Amendment to prevent the sell-off of American public lands.

  • MIL-OSI Australia: New report highlights need to break down barriers between vocational education and university

    Source: Australian Ministers for Education

Better connecting vocational education and training (VET) and higher education will help more people gain the skills and qualifications they need.

That’s according to a new report released today from Jobs and Skills Australia, entitled Opportunity and Productivity: Towards a Tertiary Harmonisation Roadmap.

The report says a more connected tertiary education system has the potential to lift workforce productivity and skill levels and help build the workforce we will need in the future.

The report also finds that better connecting VET and higher education will help improve access to tertiary education and improve the status, sustainability, and impact of TAFE and the wider VET system.

The Australian Universities Accord was clear that more people need to participate in tertiary education in the future to deliver the large and skilled workforce that Australia needs.

In response to the Accord, the Albanese Labor Government invested $27.7 million as part of first steps towards breaking down barriers between VET and higher education to ensure a more seamless and aligned tertiary education system.

It also includes facilitating better student pathways by improving guidance on credit and recognition of prior learning and streamlining regulation for dual sector providers.

This complements the Government’s investment in establishing more nationally networked TAFE Centres of Excellence, which are built on partnerships between TAFEs, universities and industry.

It also complements funding for TAFEs and other high quality not-for-profit specialist providers to significantly expand their higher education offerings, including delivering degrees.

Jobs and Skills Australia’s report builds on this critical work already underway with additional recommendations to further support tertiary harmonisation over the longer term.

The Government will consider the report’s recommendations and respond in due course, including the establishment of a council with state and territory representation to drive tertiary harmonisation reform.

Quotes attributable to Minister for Education Jason Clare:

“We are not going to fix the skills shortages we have, and will have, unless we better integrate higher education and vocational education and training.

“We have already started work on breaking down the artificial barrier between uni and VET, but there is a lot more to do.

“Breaking down these barriers and allowing people to move more seamlessly between VET and higher education will give people the skills they need.”

Quotes attributable to Minister for Skills and Training Andrew Giles:

“When we came to government, we were faced with the worst skills shortage in more than half a century, after a decade of neglect by the Liberals, where they ripped billions of dollars out of TAFE and training.

“This report highlights how tertiary harmonisation is an opportunity to create deeper connections and greater collaboration between our two high-quality tertiary education sectors.

“Our investment in Free TAFE and getting more apprentices into the workforce is testament to our commitment to ensure every Australian has an opportunity to attain higher education which leads to good, secure jobs.”

  • MIL-OSI USA: News 02/21/2025 Blackburn, Ossoff Introduce Bill to Help Rescue Children from Violence by Recording Child Protective Services Interviews

    US Senate News:

Source: United States Senator Marsha Blackburn (R-Tenn)
WASHINGTON, D.C. – U.S. Senators Marsha Blackburn (R-Tenn) and Jon Ossoff (D-Ga.) introduced the Generate Recordings of All Child protective Interviews Everywhere (GRACIE) Act, which would incentivize states to require the recording of all Child Protective Services (CPS) interviews with children and adults. Modernizing CPS interview protocols would increase the likelihood that child trafficking victims will be identified and removed from dangerous situations, including sex and labor trafficking, domestic violence, physical and emotional abuse, and other forms of violence.
“Children are often silenced by their abusers, and we need to do everything in our power to ensure that does not happen,” said Senator Blackburn. “The GRACIE Act would help give more children a voice, increase domestic violence reporting, and strengthen the foster care system.”
“We can never do enough to support vulnerable children in Georgia and across the country,” said Senator Ossoff. “Senator Blackburn and I are introducing this new bipartisan bill to strengthen transparency in State child protective agencies and help States better fund their operations.”
    BACKGROUND
In the U.S., it is estimated 37.4% of children will be interviewed by CPS at some point in their childhood. These initial interviews can be traumatic, so we must do everything we can to ensure transparency and accountability during the process. CPS is the gateway to the foster care system, and approximately 60% of U.S. domestic child sex trafficking victims have engaged with the foster care system. Many of them undergo multiple interviews without one CPS staffer identifying them as child trafficking victims or removing them from real-time trafficking violence.
CPS has a history of distorting the testimony of children who are trying to speak out about abuse and trafficking. As a result, children can remain in abusive and dangerous situations. CPS interview protocols are broken, and mandating all CPS interviews be recorded would be a good first step toward fixing this broken system.
The U.S. Department of Justice (DOJ) has required recordings of all interrogations for nearly a decade, and state law enforcement departments often require police body cameras. Similar accountability measures are long overdue in the child protection space. It is imperative that federal and state legislation require at least audio recording – if not video recording, too – of all CPS interviews.
    THE GRACIE ACT
The GRACIE Act would create a program within the DOJ to award states that require the recording of all CPS interviews with children and adults. This legislation includes provisions to protect the privacy and security of those recordings, so they are not shared with anyone outside of a law enforcement investigation. They would also only be retained for the amount of time needed to deal with the case.

    ENDORSEMENTS
This legislation is endorsed by Street Grace, No Trafficking Zones, Pearl at the Mailbox, The Foundation United, Rights for Girls, 3Strands Global, Engage Together, Interparliamentary Taskforce on Human Trafficking, and Paving the Way Foundation.
“As an organization dedicated to stopping the exploitation of children, we have seen firsthand the urgent need for reform—especially at the intersection of child protection and foster care. The GRACIE Act is a crucial step toward ensuring that every child’s voice is heard and that those on the frontlines of working with exploited children are held to the highest standards of accountability. This legislation closes a critical gap, providing necessary safeguards to protect vulnerable youth from further harm.” – Bob Rodgers, CEO of Street Grace

  • MIL-OSI Security: Man Pleads Guilty to Illegally Importing Suicide Drug Into the United States From Mexico

Source: Office of United States Attorneys

CHICAGO — A man pleaded guilty today to a federal drug charge for illegally importing the drug Pentobarbital into the United States from Mexico for use in committing suicide.

DANIEL GONZALEZ-MUNGUIA, also known as “Alejandro Vasquez,” 41, of Puebla, Mexico, pleaded guilty in federal court in Chicago to one count of importing a controlled substance into the United States.  The charge is punishable by a maximum sentence of 20 years in federal prison.  U.S. District Judge Sara L. Ellis set sentencing for Sept. 9, 2025.

Pentobarbital, also known as Nembutal, is a drug sold in Mexico for the purpose of euthanizing animals.  In the U.S., Pentobarbital is a controlled substance and has been used in state-sponsored executions.  Gonzalez-Munguia admitted in a plea agreement that from 2012 to 2021, he operated an online drug business that sold and distributed bottles of Pentobarbital to hundreds of individuals in the U.S. and throughout the world, including individuals in Illinois.  Many of the buyers consumed the product and died, the plea agreement states.

The investigation by Homeland Security Investigations began in 2016 after a parcel of the drug was intercepted in a Chicago suburb.  Authorities in the U.S. and several foreign countries conducted well-being checks and recovered Pentobarbital from numerous individuals who admitted to being despondent and ordering the suicide drug online from Gonzalez-Munguia.  Law enforcement provided assistance to those individuals.

Gonzalez-Munguia admitted that he initially shipped bottles of the drug directly from Mexico and in the manufacturer’s packaging, but thereafter disguised it as a cosmetic product and used intermediaries to transport it into the U.S. before shipping to customers around the world.

The guilty plea was announced by Morris Pasqual, Acting United States Attorney for the Northern District of Illinois, Daniel Johnsen, Acting Special Agent-in-Charge of the Chicago office of Homeland Security Investigations, and Ruth Mendonça, Inspector-in-Charge of the Chicago Division of the U.S. Postal Inspection Service.  Valuable assistance was provided by U.S. Customs and Border Protection, the Illinois Army National Guard Counterdrug Program, the U.S. Attorney’s Office for the Southern District of Texas, and law enforcement agencies in Australia, Canada, China, France, Germany, Ireland, South Korea, Spain, Switzerland, and the United Kingdom.  Assistant U.S. Attorney Kartik K. Raman is prosecuting the case.

    UPDATE

Apple Intelligence comes to Apple Vision Pro in April

visionOS 2.4 advances spatial computing with a powerful set of Apple Intelligence features — including Writing Tools, Image Playground, and Genmoji — and introduces Spatial Gallery, the Apple Vision Pro app for iPhone, and more

Today, Apple announced Apple Intelligence is coming to Apple Vision Pro in April. With Apple Intelligence for Vision Pro, users will be able to proofread, rewrite, and summarize text using Writing Tools; compose text from scratch using ChatGPT in Writing Tools; explore new ways to express themselves visually with Image Playground; create the perfect emoji for any conversation with Genmoji; and much more. Apple Intelligence will be available in beta on visionOS 2.4 with support for U.S. English. More features and support for additional languages will roll out throughout the year.

visionOS 2.4 also introduces new apps and features to help users discover and share the magic of spatial computing. Spatial Gallery — a new app for Vision Pro — features a curated collection of spatial photos, spatial videos, and panoramas from artists, filmmakers, photographers, and more. The Apple Vision Pro app for iPhone offers users a new way to download apps and games from the App Store; discover experiences from Apple TV, Spatial Gallery, and more; easily find helpful tips; and quickly access information for their Vision Pro. Enhancements to Guest User make it easier than ever for users to share apps and experiences with family, friends, and colleagues using a nearby iPhone or iPad.

“Apple Vision Pro is helping users communicate, collaborate, and experience entertainment in entirely new ways — and we’re continuing to push the boundaries of what’s possible in spatial computing with visionOS 2.4,” said Mike Rockwell, Apple’s vice president of the Vision Products Group. “With Apple Intelligence, Vision Pro users will be able to take their productivity and creativity to new heights using features like Writing Tools, Image Playground, and Genmoji. And we’re excited for users to discover and share incredible new experiences with Spatial Gallery.”

Apple Intelligence on Apple Vision Pro

Apple Intelligence offers new ways for Apple Vision Pro users to express themselves visually, simplify everyday tasks, and get things done effortlessly — all with groundbreaking privacy protections. An initial set of Apple Intelligence features will be available in April with visionOS 2.4 for users with their device and Siri language set to U.S. English. Support for more Apple Intelligence features and additional languages will roll out throughout the year.

With Writing Tools, users can refine their words by rewriting, proofreading, and summarizing text nearly everywhere they write, including Mail, Notes, and third-party apps. With Rewrite, users can adjust the tone of their text to make it more friendly, professional, or concise, or specify the change they’d like to make using Describe Your Change. Proofread checks grammar, word choice, and sentence structure with suggested edits. Users can also select text and have it recapped in several formats with Summarize. And with Compose, users can ask ChatGPT to generate content for anything they’re writing about.

Image Playground allows users to easily create fun and unique images from themes, costumes, accessories, and places. Users can add their own text descriptions, and can even create images in the likeness of a family member or friend using photos from their photo library. The experience is integrated directly into apps like Messages and Freeform, and is also available as a dedicated app for Apple Vision Pro.

Users will be able to create Genmoji by simply typing or speaking a description into the emoji keyboard. Genmoji can be added inline to messages, shared as a sticker, or sent as a Tapback.

Smart Reply in Messages and Mail identifies questions and suggests relevant replies, so Apple Vision Pro users can easily respond to texts and emails with just a few taps.

With Create a Memory Movie in Photos, users can simply type a description, and Apple Intelligence will pick out the best photos and videos, craft a storyline with chapters based on themes identified from the photos, and arrange them into a movie with its own narrative arc and a soundtrack. As with all Apple Intelligence features, user photos and videos are kept private, and are not shared with Apple or anyone else.

Natural language search in Photos makes it even easier for users to find a specific photo, album, or a moment in a video just by describing it.

visionOS 2.4 also includes support for Priority Messages in Mail, Mail Summaries, Image Wand in Notes, Priority Notifications in Notification Center, and Notification Summaries. Apple Intelligence uses on-device processing to protect users’ privacy whenever possible. For requests that require even larger models, Private Cloud Compute extends the privacy and security of Apple products into the cloud to unlock even more intelligence. When using Private Cloud Compute, users’ data is never stored or shared with Apple; it is used only to fulfill the request. Independent experts can inspect the code that runs on Apple silicon servers to continuously verify this privacy promise, and are already doing so.

    Introducing Spatial Gallery

visionOS 2.4 introduces Spatial Gallery, a new app that features a selection of spatial photos, spatial videos, and panoramas curated by Apple for Apple Vision Pro. With Spatial Gallery, users will enjoy breathtaking and intimate moments spanning art, culture, entertainment, lifestyle, nature, sports, and travel, with new content released regularly. At launch, users can discover remarkable perspectives from photographers like Jonpaul Douglass and Samba Diop; new stories and experiences from iconic brands including Cirque du Soleil, Red Bull, and Porsche; behind-the-scenes moments from Apple Originals like Disclaimer, Severance, and Shrinking; and special moments from top artists.

The Apple Vision Pro App for iPhone

Starting in April, Apple Vision Pro users will be able to queue apps and games to download, discover new spatial content and experiences, easily find helpful tips, and quickly access information about their device from their iPhone with the new Apple Vision Pro app. The app will appear for Vision Pro users when they update their iPhone to iOS 18.4, and it can also be downloaded from the App Store.

The Discover page offers curated recommendations for new and noteworthy experiences available on Apple Vision Pro. Users can quickly see popular apps and games on the App Store; nearly 300 3D movies, Apple Immersive titles, and more video content on the Apple TV app; and the latest spatial photos, spatial videos, and panoramas featured in the Spatial Gallery.1 New Apple Immersive titles include “Ice Dive” from the Adventure series; “Sharks” from the Wild Life series; and Man vs. Beast. “Arctic Surfing” — the latest episode of Boundless — debuts worldwide today, while the next episode of Adventure, “Deep Water Solo,” debuts next Friday, February 28.

On the My Vision Pro page, users will find tips for getting the most out of Apple Vision Pro; can easily access information such as their current visionOS version and device serial number; and set up Personalized Spatial Audio. Users with vision correction needs will be able to store and view the App Clip code for their ZEISS Optical Inserts in the Apple Vision Pro app.

Apple Vision Pro users around the world have loved sharing the magic of spatial computing with family, friends, and colleagues through Guest User. • MIL-OSI Canada: Expanding recovery support services in Medicine Hat

Alberta’s government is building the Alberta Recovery Model to increase access to supports focused on prevention, intervention, treatment and recovery. Everyone deserves an opportunity to pursue recovery from addiction or mental health challenges. Alberta’s government partners with organizations such as the Alberta Division of the Canadian Mental Health Association to ensure recovery-oriented services are accessible to Albertans in need.

With support from Alberta’s government, the Canadian Mental Health Association (Alberta Division) and Centre for Suicide Prevention have partnered with Medicine Hat Family Service to operate the recovery college, which will officially open on March 4. For more than a year, recovery college courses have been available in the Medicine Hat region online; this partnership will increase accessibility with both in-person and online options offered within the community. Recovery colleges use an innovative group support model where people in recovery help others build the skills needed to thrive.

The province has invested $3.6 million over three years to support recovery colleges in Medicine Hat, Lethbridge, Edmonton, Calgary, Grande Prairie, Camrose, Red Deer and Wood Buffalo. Over the past three years alone, Alberta recovery colleges have provided about 2,000 courses to approximately 10,000 participants in 40 communities.

“I’m so glad Medicine Hat will soon be home to its own fully operational recovery college. Recovery colleges are an excellent resource to support Albertans in their pursuit of recovery as they provide free, recovery-focused mental health services. I want to thank all our partners, professionals and those with lived experiences that have made this project possible. Alberta’s government is proud to continue our work in ensuring Albertans from all across the province can access crucial recovery services.”

Danielle Smith, Premier and MLA for Brooks-Medicine Hat

“Establishing meaningful connection with others is an important part of recovery. Our government is grateful for the work done by those across the province to support recovery colleges, establishing connection and providing education to those in need. With this kind of support, Albertans will have the tools they need to live in long-term recovery from addiction or mental health challenges.”

Dan Williams, Minister of Mental Health and Addiction

“As a strong advocate for mental health, I am pleased to see expanded support in Medicine Hat for those seeking resources for recovery. Nobody who is dealing with mental illness or addiction should be left wondering how to get help, and I am confident the recovery college will play an important role in many peoples lives.”

Justin Wright, MLA for Cypress-Medicine Hat

Recovery colleges offer short-term courses and discussion groups on a variety of mental health topics. Delivered online and in-person, courses are facilitated by two trainers: a professional and a person with lived experience. Any Albertan aged 16 and over is welcome to participate. No referral is necessary, and the courses are free.

The recovery college model in Alberta is based on successful recovery colleges in the United Kingdom, United States and Australia to provide access to mental health supports through a range of courses that help develop resiliency, wellness, connection, belonging and hope.

“Recovery colleges help people make healing connections by sharing mutual life experiences. Courses embody hope, belonging, meaning and purpose and encourage participants to actively engage their mental health recovery journeys. This partnership with Alberta’s government and Medicine Hat Family Service restores this welcoming program for people in Medicine Hat, delivered by local partners.”

Mara Grunau, CEO, CMHA Alberta and Centre for Suicide Prevention

“I came from a dark place in life. They just brought me into the light a little bit – and that’s all it took. That’s what I needed to strive and to be confident within myself.”

    Recovery college participant

In the 2023-24 recovery college evaluation survey:

    • 92 per cent of respondents said they felt more hopeful about the future after attending recovery college.
    • 62 per cent of respondents said they learned how to address challenges before they became a crisis with learnings from recovery college.
    • 80 per cent of respondents who attended multiple sessions said they were more able to engage in their community, for example, by volunteering, working or doing leisure activities.
    • 88 per cent of respondents said they felt a greater sense of belonging as a result of participating in recovery college.

Alberta’s government is making record investments in mental health services to support Albertans of all ages in their pursuit of wellness and recovery. This includes investing in digital supports like 211 Alberta and Kids Help Phone; investing in affordable online and in-person counselling; and supporting early intervention initiatives such as in-school mental health services.

  • MIL-OSI Security: Defense News: Exercise Cutlass Express 2025 Concludes in Tanzania

    Source: United States Navy

During the exercise, which took place from Feb. 10-21, over 1000 participants from 20 partner nations supported Exercise Cutlass Express 2025 as part of a global network of partners to enhance cooperation and expertise in maritime security operations in the Western Indian Ocean.

In Tanzania, 2 national maritime operation centers (MOCs) participated in the exercise to collaborate on real-time scenarios linked to the visit, board, search and seizure (VBSS) training hosted in Tanga, Tanzania. Exercise Cutlass Express 2025 also contained linkages with the U.S. Army Southern European Task Force, Africa-led exercise Justified Accord 2025, also taking place in Tanzania, to improve coordination between land- and sea-based operations.

“We value the TPDF’s role as a regional leader in deploying peacekeeping forces, countering violent extremist organizations, and promoting maritime security,” said Andrew Lentz Chargé d’Affaires ad interim of the U.S. Embassy in Tanzania. “Through exercises like Cutlass Express, we are building the readiness of our militaries and deepening the bilateral and multilateral relationships required to confront today’s most complex security challenges.”

Cutlass Express focuses on enabling East African partners to expand their capacity and capability to support maritime security operations and combat threats such as piracy, trafficking and illegal, unreported and unregulated (IUU) fishing. The coordination of 10 national MOCs across 8 partner nations sought to improve regional coordination, with this year being the first to feature a U.S. P-8A Poseidon aircraft to establish communication links during a Cutlass Express. VBSS training in both Tanzania and Mauritius, as well as a week-long rule of law course hosted in Seychelles, allowed partners to share and refine their tactics for interdiction operations while ensuring a legal finish to hold malign actors accountable for illicit at-sea activity.

“Ensuring the free flow of commerce within the region, especially over critical sea lines of communication and the vast expanse of this maritime environment, is vital to the economic stability and security of the region,” said Rear Adm. David E. Ludwa, reserve director of logistics, ordnance and engineering for Navy Reserve U.S. 6th Fleet. “We must work together, deepen our partnerships, and continue to improve the quality of exercises like Cutlass Express to enhance our ability to communicate and synchronize maritime operations to collectively counter the manifold threats we face.”

  • MIL-OSI Global: An explosion of colour and the downfall of an Instagram darling: what to see and watch this week

Source: The Conversation – UK – By Jane Wright, Commissioning Editor, Arts & Culture, The Conversation UK

Anyone familiar with Scotland will know the weather is at best mercurial, and at worst wet, grey and what we call “dreich” – a good Scottish word meaning drab. For an artist in the early 20th century suffering not just miserable weather but a cultural landscape of joyless, soul-sucking Presbyterianism, escaping to the sunlit uplands of the Parisian avant garde, where artists were experimenting wildly with new ideas and techniques, would have been deeply attractive.

Into this vivid world of colour and possibility stepped four Scottish artists who embraced everything this exciting new art scene had to offer, and in doing so, changed Scotland’s art forever. Inspired by the post-impressionist works of Van Gogh, Matisse, Cezanne and Derain, they often painted outdoors, revelling in nature, creating exceptional artworks that explored light, shape and colour.

Samuel John Peploe experimented with Cezanne-like geometric forms, while John Duncan Fergusson took on fauvist influences. George Leslie Hunter focused on blocks of colour, and Francis Campbell Boileau Cadell explored bold shapes and impressionistic compositions.

Together they became known as the “Scottish colourists”, and their work is being celebrated at a new exhibition at the Dovecot in Edinburgh. As our reviewer Blane Savage points out, each brought back to Scotland new approaches to art that were reflected in their subsequent work. Take Peploe’s Green Sea, Iona from 1925, which perfectly captures the mesmerising colours of a Hebridean shoreline. Radiant and vibrant, here was art to lift even the dreichest Presbyterian Scot’s heart.

The Scottish Colourists: Radical Perspectives is on at the Dovecot Studios in Edinburgh until June 28.

    Flowers, grief and reconciliation

Just as the Scottish colourists loved a nice vase of voluptuous blooms, the new Saatchi Gallery exhibition on the subject, named simply Flowers, explores the place of flora in contemporary art, as well as its wider cultural influence.

Reviewer Judith Brocklehurst describes the show as resembling a “supersized florist”, filled with bunches of blooms and hanging arrangements of dried flowers. The exhibition offers a wide perspective: from sculpture finding inspiration in Van Gogh’s Sunflowers, to William Morris’s much-loved floral designs, to the digital recreation of 17th-century Dutch paintings, and contemporary photography and video installations too.

This richly imaginative and engaging exhibition celebrating the importance of flora in our lives is well worth an hour of your time if you’re in London.

Flowers – Flora in Contemporary Art and Culture is on display at London’s Saatchi Gallery until May 5 2025.

Highly recommended cinema this week is the Japanese film Cottontail, a gentle and touching story about a middle-aged man grieving the loss of his wife after a long illness. Honouring her dying wish, he takes her ashes to be scattered in the Lake District in the north of England – a place that had special significance for her.

Woven through the tale is the man’s complicated relationship with his son, whom he has neglected for his career. Struggling to connect, they embark on the journey together, each dealing with their own grief and sense of loss. Chao Fang, an expert in ageing, death and dying, found this delicate film’s portrayal of grief realistic and relatable, and the journey to find peace by reconciling the past and present both absorbing and affecting.

Cottontail is in select cinemas now.

The Oscar-nominated I’m Still Here, released today, sees director Walter Salles adapt Marcelo Rubens Paiva’s autobiographical novel of the same name. The film follows the grief of a family whose husband and father is disappeared by the regime of Brazilian dictator Emílio Garrastazu Médici in the early 1970s. The film is carried by a memorable performance from actress Fernanda Torres who plays Eunice, the wife of missing left-wing politician Rubens.

Relating the story from Eunice’s perspective as she desperately searches for her husband, the film details the breakdown of her relationship with her eldest daughters as they all seek to deal with their devastating loss and uncertain future. Professor of film Belén Vidal describes the film as a “clear-cut tribute to the ‘feminine’ politics of resistance”. Sad, moving and bittersweet in its conclusion, I’m Still Here, appropriately, lingers long after the credits have rolled.

I’m Still Here is in cinemas now.

    Downfall of an Instagram darling

Often real life is stranger than anything created for our screens. Based on the true story of Australian wellness influencer Belle Gibson, Apple Cider Vinegar follows the story of a social media darling documenting her “journey” as she rejects conventional medicine for alternative therapies to treat a rare form of brain cancer. But in 2015, Gibson was exposed as a financial fraud – and worse, was revealed as never having had cancer. The internet, understandably, went wild. But how was she able to perpetrate such an audacious and complex deception?

Apple Cider Vinegar dramatises Gibson’s story, documenting her meteoric rise to fame and her dramatic downfall, detailing some of the psychological issues that influenced her deceit. But, as sociology professor Stephanie Baker indicates, this shocking story also illustrates a wider point about the conditions that enable frauds like Gibson to gain credibility and influence online. Truly fascinating stuff, it once again reveals how the virtual nature of the internet deludes people when it comes to online behaviour, accountability and getting away with it.

Apple Cider Vinegar is now streaming on Netflix.

  • MIL-OSI Global: Making sex deadly for insects could control pests that carry disease and harm crops

Source: The Conversation – USA – By Bill Sullivan, Professor of Microbiology and Immunology, Indiana University

Insects do a lot more harm than ruining picnics. Some insects spread devastating diseases, while others cause staggering economic losses in agriculture. To control some of these pests, scientists are developing males that make sex a deadly event.

The stakes are high. Mosquitoes carry viruses such as dengue, West Nile and Zika, as well as parasites that cause malaria. Researchers estimate that mosquitoes have caused the deaths of 52 billion people overall – nearly half of all the humans that have ever lived.

Other insects cause major crop damage, jeopardizing the food supply and driving up prices. According to the Food and Agriculture Organization of the United Nations, 20% to 40% of global crop production is lost to pests annually at a cost of US$70 billion.

Pesticides have been the front-line defense against insects, but many bugs have evolved resistance to these chemicals. Some pesticides can indiscriminately kill beneficial insects, harm the environment and endanger human and animal health. Some researchers worry that certain pesticides can cause cancer or have damaging effects on human nervous and endocrine systems.

I’m a microbiology researcher studying infectious disease. New solutions that do not harm humans and the environment to control disease-carrying insects and agricultural pests could lead to fewer people contracting dangerous diseases. In the past few years, a variety of genetic engineering approaches have emerged as promising tactics to combat problematic insects.

    Genetically modified insects

To avoid the problems associated with pesticides, scientists have devised new approaches that genetically alter the insects themselves in ways that cause their population to crash or render them incapable of transmitting disease – a strategy called genetic biocontrol.

Genetic biocontrol entails genetically modifying insects to curb their populations.

The idea to suppress an insect population by flooding it with sterile males has been around for decades. Since the 1950s, scientists have been using radiation to create infertile male mosquitoes. These sterile males mate with females but produce no offspring. Since females are engaged in a lot of unproductive mating, the overall population tends to decline.

In the past two decades, genetic engineering has been used to introduce dominant lethal genes into insect populations. In this approach, the offspring of genetically modified males inherit a gene that kills them before they reach reproductive age. A field trial in Brazil found that this strategy reduced the target mosquito population up to 95%. Another approach on the horizon involves releasing insects genetically modified to be poor carriers of pathogens that cause disease.

Despite these advances, a key shortcoming to current genetic biocontrol methods is that they take time. At least one generation needs to be born before the population suppression begins. This means the female insects continue to be a disease vector or agricultural pest until they die a natural death. An ideal technique would neutralize the females immediately, especially during outbreaks.

    A faster approach

Biologists Samuel Beach and Maciej Maselko at Macquarie University in Australia sought to solve this dilemma by genetically engineering male insects to make poisonous semen. The poisonous semen would kill the female quickly, reducing the population faster than previous biocontrol methods.

To test this idea, the team used fruit flies called Drosophila melanogaster, which are easy to genetically modify and study in the lab.

The Brazilian wandering spider, Phoneutria nigriventer.
Rodrigo Tetsuo Argenton/Wikimedia Commons, CC BY-SA

The researchers transferred venom genes from the Brazilian wandering spider (Phoneutria nigriventer) and the Mediterranean snakelocks sea anemone (Anemonia sulcata) into the genomes of fruit flies.

The genetically modified fly produces and stores venom proteins in its male accessory gland – a fly’s prostate – along with other seminal fluid proteins. Upon mating, the fly deposits the venomous semen into the female’s reproductive tract. The researchers named this approach the toxic male technique.

The Mediterranean snakelocks anenome, Anemonia viridis.
    Diego Delso

After mating, the seminal toxins seep into the female’s body and attack her central nervous system. The toxins bind to proteins called ion channels on cellular membranes, which nerve cells use to communicate with one another. This quickly leads to paralysis and respiratory arrest. You could say these genetically engineered Romeos literally take her breath away.

The lifespan of female flies that mated with toxic males decreased – up to 64%. A computer simulation of the toxic male technique for Aedes aegypti, a mosquito that transmits several viruses, predicted that this approach could work better than current methods.

    Safety and effectiveness

While promising and innovative, there are some important challenges that researchers developing the toxic male technique will need to overcome. For example, the technique has been shown to work only in fruit flies. Whether it will work in mosquitoes or other insect pests remains an open question.

In addition, the technique reduced the female lifespan by only 37% to 64%. To improve the rate of killing, the researchers suggested that other venom formulations might work better. Researchers could try thousands of venom genes from spiders, snakes, scorpions and centipedes. Each new venom they try will require tests to ensure the modified males tolerate them – if they become weak, unmodified males may outcompete them for mating opportunities.

As with all genetic biocontrol methods, this technique may be too expensive to implement for low-income countries. Nations would need to finance the costs of breeding and deploying the mosquitoes safely.

Insects also pollinate plants and serve as food sources for other animals, such as bats. If these insects vanish, the ecosystem could face unforeseen adverse effects. Monitoring these potential effects on the environment will also be expensive.

Other researchers are experimenting with using venom toxins to control parasites that female insects spread through biting. Called paratransgenesis, this technique alters an insect’s gut bacteria to produce a toxin that kills the parasite, leaving the insect unharmed. Since the insect population remains unaltered, paratransgenesis may pose less risk to ecosystems.

Insects tend to adapt quickly to the methods humans use to control them, so it is advantageous to have multiple strategies at our disposal. The toxic male technique may one day become a valuable new weapon in the arsenal to combat insect pests.

Bill Sullivan receives funding from the National Institutes of Health.

  • MIL-Evening Report: Crystals can’t bend – or can they? New research sheds light on elusive ‘flexible crystals’

Source: The Conversation (Au and NZ) – By Jack K. Clegg, Professor of Inorganic Chemistry, The University of Queensland

A thin crystal is bent elastically when pressed with a metal probe. UQ/QUT

We are all familiar with elastic materials – just think of a rubber band which can return to its original shape after being stretched.

Humans have used elastic materials for millennia. These days, they’re in everything from optical fibres to aeroplanes and buildings. But until now, scientists haven’t been able to pinpoint exactly how these materials return to their original shape. What happens at the level of their molecules?

Published today in the journal Nature Materials, our new study uses the properties of flexible crystals to understand how interactions between molecules give rise to elasticity. This provides new insight into the model of elasticity developed by English polymath Robert Hooke more than 300 years ago.

Our findings will allow us to develop new ways of designing components for complicated aerospace and building materials or electronic devices.

    The mystery of elasticity

A material is elastic if it can return to its original structure after being deformed. For example, a rubber band goes back to its original shape after it’s been stretched. However, it will snap if pulled too hard. This is known as a “non-elastic change” – it means the material can no longer return to its original shape.

The most useful elastic materials can undergo large changes in their structures and still return to their original shape. There are many engineering uses for this. As one example, bridges are designed to move elastically in high winds to prevent them from falling down.

All materials are at least a little bit elastic: they can restore themselves after very small changes in structure. If you shake a piece of paper, it will still lie flat. But if you fold it, the crease is permanent – a non-elastic behaviour that is essential for origami.

Prior to our research, there were two main approaches to understanding elasticity.

In the 17th century, Robert Hooke first described how elastic materials work. He discovered that the force needed to stretch an elastic material is proportional to the distance it is stretched, and described this mathematically.

However, knowing this doesn’t provide much insight for chemists and physicists like ourselves, who work to develop new materials with better elastic properties.

More recently, computers have been used to calculate the elastic properties of a material using its structure and the basic laws of physics. But while it’s nice for a computer to understand the problem, it doesn’t necessarily make it easier for humans to grasp. This is where our work on flexible crystals comes in.

How can a crystal be flexible?

Crystals, which are normally hard and brittle, are made up of a repeating pattern of atoms or molecules. Because the atoms or molecules are stacked neatly in place, it is hard to move them.

This is why diamond – a crystal of carbon atoms – is hard, while coal, also mostly made of carbon but not a crystal, is soft and crumbly.

The structure of a diamond, showing connections between the carbon atoms (blue spheres).
    Pieter Kuiper/Wikimedia Commons

In the flexible crystals we have developed, there are weak interactions between the molecules. These crystals are made of a combination of simple organic molecules and metal ions.

Interactions between them allow the crystals to be bent so much, they can be tied in a knot without the crystal breaking.

Our new approach allows humans to understand how the subtle interactions between molecules in crystals give rise to elasticity.

A flexible crystal in the shape of a thin strand is tied in a loose knot.

We first used X-ray diffraction, a technique for determining the positions of atoms and molecules in crystals, at the Australian Synchrotron. This allowed us to understand how the arrangement of molecules in our flexible crystal changes when it’s bent.

We then used a computer to model the interactions between pairs of molecules. Our results showed these interactions could be used to calculate elasticity just as accurately as theoretical models of the entire crystal.

So, what makes our crystal highly elastic? Our results show that none of the interactions between atoms are “happy” with the structure of the crystal when it is bent. Some would like it to move one way, others in the opposite direction. They have to compromise.

This means the molecules and atoms don’t strongly resist to changes, making the crystal highly elastic despite its molecular structure which is typical of a regular, inflexible crystal.

We could not have learned this with either of the traditional approaches for analysing elasticity.

A single crystal cantilever prepared with a steel ball approximately 55 times the mass of the crystal. The ball rises back higher than the neutral position against gravity when the force holding it is released.

We were also able to calculate how much energy is stored within a crystal when it is bent, and found it was enough for the crystal to lift a mass 30 times its own weight one metre in the air. This is similar to shooting an arrow with a bow. When you draw the bow, you store elastic energy. Upon the release of the arrow, that elastic energy is transformed into kinetic energy – movement.

Our flexible crystals are not yet robust enough to be used in the construction of bridges or skyscrapers.

But the new understanding our study brings to elasticity could lead to new ways of preparing smart devices, wearable electronics, or even components for spacecraft.

Pan-drug-resistant Gram-negative isolates are major risk for life,

novel beta-lactam enhancerwould be helpful to manage the Pan-drug resistant: Sachin S. Bhagwat

In scientific session II on “Concept to point of care: Drugs pending submission/approval or recently approved,” Dr. Sachin S. Bhagwat from the Wockhardt Research Center, Aurangabad, India, delivered his talk on the discovery of a novel mechanism of action-based β-lactam + β-lactam enhancer combination, WCK 5222, with comprehensive coverage of pan-drug resistant Gram negatives. He highlighted AMR has rendered many existing antibiotics ineffective, posing a major global health crisis. The widespread prevalence of MDR, XDR, and PDR Gram-negative pathogens, including carbapenem-resistant strains, has rendered many last-line antibiotics ineffective. The ICMR data shows concerning carbapenem resistance rates: over 90% in Acinetobacter, 45% in P. aeruginosa, and 69% in Klebsiella. As a result, clinicians frequently use medications with diminished safety or unproven combinations. These infections are responsible for up to 8.85 lakh deaths annually, with an additional 9.6 lakh linked to sepsis. Further, he shared his research on the development of a novel β-lactam enhancer, Zidebactam, which, in combination with cefepime (WCK 5222), demonstrated potent activity against 35,000 global pan-drug-resistant Gram-negative isolates. He mentioned that WCK 5222 has saved over 45 lives under compassionate use and completed successful trials in severe documented meropenem-resistant infections and is expected to change the treatment paradigm for life-threatening Gram-negative infections.

CAR-T cell therapy is an emerging approach for cancer care: Prof. Rahul Purwar

Prof. Rahul Purwar from the Indian Institute of Technology, Bombay, shared the journey on First “Make in India” CAR-T cell therapy: from R&D to clinic to market. Cancer is a worldwide issue and India has the second-highest cancer mortality rate. The CAR-T cell therapy is an emerging approach for cancer care. However, this technology is extremely expensive (500,000 USD/patient) and not available in India. To ensure its accessibility to all, they developed a robust, safe and affordable technology platform and validated through Phase I and Phase II clinical trials. He further noted that, CD19 CAR-T is approved by CDSCO for commercial use in October 2023, and now over 300 patients are treated across the country.

Mitochondrial translation can be targeted for new possibilities of new therapeutic development for Apicomplexan parasites borne diseases: Prof. Dominique Soldati-Favre

In her Plenary Lecture on Toxoplasma gondii Mitoribosome from highly fragmented rRNAs to a functional Machine, Prof. Dominique Soldati-Favre from the University of Geneva, Switzerland, shared her research on Toxoplasma gondii Mitoribosome. Apicomplexan parasites are responsible for severe human diseases such as malaria, toxoplasmosis, and babesiosis. She said, these parasites, in addition to small mitochondrial genome, contain fragmented mitoribosomal rRNAs, which complicates our understanding of mitoribosome assembly. Using apicoplast-less T. gondii parasites, they have identified drugs that specifically target mitochondrial translation. This approach offers exciting new possibilities for therapeutic development.

HACK-indices provides a rational basis for selecting next-generation probiotics and live biotherapeutic products: Dr. Tarini Shankar Ghosh

Dr. Tarini Shankar Ghosh from The Indraprastha Institute of Information Technology, Delhi, presented the efforts to identify the Health-Associated Core-Keystones (HACK) across population groups. The availability of HACK-indices provides a rational basis for selecting next-generation probiotics and live biotherapeutic products to promote general health. Through global meta-analysis of gut microbiomes from 127 studies, his group investigated 196 taxa for their association with three hallmark properties, i.e., prevalence/community-influence in non-diseased subjects, longitudinal stability and host health and integrated them into a single measure, the HACK-index. Using this HACK-index, they presented a ranking order of microbiome taxa based on their estimated contribution to both microbiome stability and host-health.

Host-directed therapy for infectious diseases may be new hope for targeting antimicrobials: Prof. Christian Doerig

Prof. Christian Doerig from the Royal Melbourne Institute of Technology University, Australia, explained about the host-directed therapy that offers untapped targets limiting cross-resistance to existing antimicrobials and reduced susceptibility to de novo resistance. Using an antibody microarray directed against human signalling proteins, they identified potential antiviral targets as well as lead compounds. He further reported the identification of some erythrocytic kinases that are activated by infection with Plasmodium falciparum. Inhibitors targeting these kinases display high potency against parasite proliferation.

Prof. Sudhanshu Vrati from the Regional Centre for Biotechnology (RCB), Faridabad, also mentioned the need for the novel antivirals to provide immediate therapeutic options against serious viral infections. As the new viral pathogens are constantly emerging and posing a serious threat of imminent epidemics. He presented the background to the science of antiviral development with an example of a novel antiviral against Chikungunya virus, developed in his lab.

New rapid antigen tests are being developed for dengue, zika and chikungunya: Prof. Gaurav Batra

Prof. Gaurav Batra fromthe Translational Health Science and Technology Institute (THSTI), Faridabad delivered their novel findings on the diagnostics of Arboviral infections, which include, dengue, Zika, and chikungunya. He presented the data on the development of ELISA and rapid NS1 tests with high sensitivity, serotype-independent performance, and significantly improved detection of secondary infections of dengue virus. They are also developing rapid antigen tests for Zika and chikungunya, with the goal of integrating them into a multiplex diagnostic platform. These advanced diagnostics could enhance clinical trial design, patient selection, and treatment evaluation, ultimately contributing to more effective therapeutic strategies and public health responses.

  • MIL-OSI Global: Climate change could make more turtles female – but some are starting to adapt

Source: The Conversation – UK – By Mollie Rickwood, PhD Researcher, Marine Conservation, University of Exeter

A loggerhead turtle nesting. Mollie Rickwood, CC BY-NC-ND

Rising global temperatures are a particularly acute threat for the world’s sea turtles. That’s because the temperature of a turtle’s nest controls the sex of their offspring.

Coming ashore onto a beach (often the beach from where they hatched), sea turtles use their flippers to carefully scoop out the sand and create flask-shaped nests in the sand in which they lay their eggs. There is no maternal care for these nests – their success depends solely on the environment. Hotter nests will produce more female hatchlings, but fewer babies will survive into adulthood once temperatures rise above a critical threshold.

Unless sea turtles find a way to counteract rising nest temperatures, climate change could produce an increasing number of females and fewer offspring – a frightening scenario for sea turtle biologists like us.

Fortunately, we were pleased to discover that green and loggerhead turtles that breed in North Cyprus are arriving earlier in the year to offset some of the impacts of rising incubation temperatures.

Since the early 1990s, the Society for the Protection of Turtles and our team at the University of Exeter have been working together to monitor and protect the green and loggerhead turtles that nest on the beaches of North Cyprus.

Every summer, a team of dedicated volunteers patrols nesting beaches to record every nest that has been laid. They place temperature data-loggers into these nests and tag every female they encounter. The result is a unique database of over 1,300 individual female turtles for whom the date, location and hatching success of her nests is known.

Using this database, we were able to show that, since 1992, green and loggerhead turtles in North Cyprus are nesting more than half a day earlier each year (greens 0.61 days, loggerheads 0.78 days). Before the mid 2000s, no turtles had been recorded nesting before June, but now we expect to see quite a few nests from the start of May.

Do the seasons feel increasingly weird to you? You’re not alone. Climate change is distorting nature’s calendar, causing plants to flower early and animals to emerge at the wrong time.

This article is part of a series, Wild Seasons, on how the seasons are changing – and what they may eventually look like.

If temperatures keep rising at current rates, we estimated that to maintain current sex ratios, the loggerhead turtles would need to keep nesting half a day earlier each year. To prevent a decrease in hatching rates, they’ll need to nest 0.7 days earlier each year.

This means that, for the time being, our loggerheads are shifting their nesting dates early enough to maintain current incubation temperatures and, therefore, sex ratios and hatching success. Good news.

Though our study in loggerheads offers cause for optimism, there is no guarantee that the females will continue to nest earlier and earlier each year. To try to understand if this might be the case, we wanted to understand whether temperature was the main factor driving this earlier nesting.

    Temperature isn’t everything

For individual green turtles, we confirmed that the temperature is an important factor in causing them to nest earlier. In fact, we found that individual females will nest 6.47 days earlier for every degree celsius increase in sea temperature.

However, we also showed that how many times a female has bred before and the number of times she lays eggs in a breeding season explain an equal amount of the variation in her lay dates. These observations have important effects when we think about what is happening to the green turtle population as a whole.

As a result of conservation measures such as protecting the nests from predation and relocating nests laid too close to the high water line we have seen a big population increase in the green turtles at our study site in North Cyprus. Since 1992, numbers have grown from 55 nests per year to over 400.

Understanding the current trend of earlier nesting is complicated. But, for now, we can be assured that sea turtles are doing just enough to counteract the negative effects of climate change – which is fantastic news.

The turtles are doing their bit. Now, it is up to us to ensure the continued conservation and long-term monitoring of this charismatic ocean ambassador to give them the best chance of survival in our changing world.

  • MIL-OSI: Kasu launches the highest risk-adjusted yields in RWA private credit

    Source: GlobeNewswire (MIL-OSI)

DUBAI, United Arab Emirates, Feb. 21, 2025 (GLOBE NEWSWIRE) — Kasu, the most risk-optimised private credit platform in DeFi, is now live, offering institutional-grade yield opportunities with an unprecedented level of transparency, risk management, and borrower quality.

Built on BASE, Kasu provides a sustainable 12-25% APY, offering the highest risk-adjusted yields in RWA private credit. This is achieved by lending exclusively to top-tier accounting firms and their clients in tier 1 economies: the US, Canada, Australia, and the UK.

This approach ensures yields that are completely uncorrelated to crypto volatility or macroeconomic fluctuations, providing lenders with stable, high-quality returns.

Apxium: the powerhouse behind Kasu’s zero-loss lending engine

Kasu is powered by Apxium, a multi-award-winning SaaS+Fintech business whose proprietary technology is used by global accounting firms to manage and automate over $2.5 billion in invoices annually.

This financial automation software accelerates the rate at which these firms collect payment from their invoices by up to 50%, thereby significantly increasing their cash flow, ultimately reducing risk to lenders on Kasu.

Unlike other RWA lenders that have suffered over $200 million in losses in just the last three years, Apxium has an 8-year history with a 0% loss rate—a feat unheard of in RWA.

“We’re not just another RWA lending platform—we’re redefining how real-world yield works in DeFi,” said Kasu Co-Founder, Luke Lombe. “By combining institutional-grade lending opportunities, industry-first transparency, and cutting-edge financial automation, Kasu is setting a new benchmark for sustainable, high risk-adjusted returns.”

Best-in-class borrowers & risk structuring: lending to globally significant firms in Tier 1 economies

Kasu exclusively lends to established accounting firms and their clients across the US, Canada, Australia, and the UK—a borrower class that is:

    • Highly regulated with strict financial oversight
    • Non-discretionary—these firms handle mission-critical services in all economic conditions, ensuring high repayment reliability
    • Low-risk, high-profit—less than 1% invoice default rate across the industry

These borrowers include leading global accounting networks, US Top 25 firms, UK Top 15 firms, and Australia’s largest professional services firms.

In addition, Kasu’s best-in-class risk management isn’t just theoretical—it’s engineered into every transaction, with multiple layers of borrower recourse and real-time financial tracking.

This technology-driven risk management ensures that Lending Strategies on Kasu apply sophisticated credit risk structuring, making it safer for lenders, and with the highest level of transparency in the market.

The future of yield is transparent, secure, and accessible

While other private credit platforms force lenders to lend blindly into opaque structures, Kasu is setting a new standard.

This includes loan performance and risk dashboard reporting, whilst providing lenders with full visibility and control over how their funds are allocated to some of the highest creditworthy business borrowers in private credit.

This level of transparency, control, and risk management is unmatched in RWA lending.

RWA lending, done right – democratising access to all lenders, including the U.S.

Unlike most private credit RWA platforms that restrict participation to accredited investors, Kasu’s ethos of inclusiveness and financial democratisation means it is open to nearly all lenders—including everyday lenders in the United States, regardless of their wealth.

This means for the first time, any US participant can access institutional-quality private credit strategies that were previously reserved for financial institutions.

Kasu is designed to scale. Pre-launch, the platform achieved its hard cap of $3M in test TVL. With its advanced risk structuring, premier borrower base, and proprietary financial automation technology, Kasu is positioned to become the dominant force in RWA private credit.

Strong backing – more to come

Kasu launches with the support of early investors including Woodstock Fund, Morningstar Ventures, Cypher Capital, and Faculty Group.

Perhaps more significantly, Kasu is in late-stage diligence for a significant debt facility from a major institutional lender—a move that, if finalised, would prove that institutional-grade capital is ready to enter DeFi in a material way.

“The private credit market is a $1.6 trillion opportunity that’s been virtually untouched in crypto,” said Luke Lombe. “With the backing we’re securing, Kasu is positioned to be the Ondo of private credit, bridging TradFi with DeFi in a way that’s never been done before.”

Kasu’s transparent lending model, borrower quality, and structured credit risk structuring set it apart in the rapidly evolving RWA landscape. By combining the highest risk-optimised yields in private credit with industry-first levels of transparency, Kasu is defining the next generation of DeFi lending.

    Speech

The Global Geopolitical Situation: Foreign Secretary’s speech at the G20 in South Africa

Foreign Secretary David Lammy’s intervention on Discussions on the Global Geopolitical Situation at the G20 Foreign Ministerial Meeting in South Africa.

Thank you very much Ronald [Ronald Lamola, Minister of International Relations and Cooperation of South Africa] and let me say, my dear brother, what a joy is to see the G20 in Africa at long last. And we thank Brazil for its stewardship last year.

The challenges that we face are truly global. We will not begin to tackle them unless we harness the potential of this continent, bursting with growth and opportunities and with so many young people, talented young people at its heart.

The starkest challenge we face is escalating conflict, both between and within nations, driving vicious cycles of grievance, displacement and low growth.

Your presidency, Ronald, calls for solidarity, and solidarity starts by recognising and naming the victims of war and injustice:

    • innocent Ukrainians enduring bombardment night after night from Odessa to Zaphorizhya
    • the hostages still cruelly held underground by Hamas, 16 months on from the trauma of October the 7th
    • the Palestinian civilians driven from their homes in Gaza and the West Bank
    • the Sudanese refugees flee their burning villages to escape across the border to Chad, the overwhelming majority of them, women and children having endured the most unimaginable and indiscriminate violence

As I said when I visited Chad, there can be no geopolitical stability, whilst there remains a hierarchy of conflicts, with those on this continent finding themselves at the bottom of the global pile.

And that’s why, since starting this job, I’ve made a reset with the so called Global South, a central plank of the UK foreign policy, and it’s why I doubled British aid for Sudan, and I prepared a conference in London to push for a political process which will end the fighting and protect civilians.

And that’s why I’ve called out the Rwandan Defence Force operations in the eastern DRC as a blatant breach of the UN Charter which risks spiralling into a regional conflict, and that’s why I will again make clear to President Kagame, that further breaches of DRC’s sovereignty will have consequences.

Because at the heart of my government’s approach to foreign policy lies the belief that regional and geopolitical stability can only be delivered through respect for international law and the principles of the UN Charter.

And as my Canadian, Australian, Japanese colleagues have said, respect for international law must underwrite a free and open Indo Pacific, just as it must underwrite the Euro Atlantic, with the security of those 2 regions ever more closely linked.

And as we turn to the Middle East, the ceasefire in Gaza is painfully fragile, I’m grateful that so many of us here today are working together to ensure that it holds we must continue to work together tirelessly to secure the release of the remaining hostages, to bolster the Palestinian Authority, and to boost aid into Gaza and to develop a long term plan for governance and security on the strip so that we can advance towards, a two-state solution, which remains the only long-term viable pathway to peace.

And finally, in Ukraine, the only just and lasting peace will be a peace that is consistent with the UN Charter, and we want that as soon as possible.

You know, mature countries learn from their colonial failures and their wars, and Europeans have had much to learn over the generations and the centuries.

But I’m afraid to say that Russia has learned nothing. I listened carefully to Minister Lavrov intervention just now he’s, of course, left his seat, hoping to hear some readiness to respect Ukraine’s sovereignty.

I was hoping to hear some sympathy for the innocent victims of the aggression. I was hoping to hear some readiness to seek a durable peace.

What I heard was the logic of imperialism dressed up as a realpolitik, and I say to you all, we should not be surprised, but neither should we be fooled.

We are at a crucial juncture in this conflict, and Russia faces a test. If Putin is serious about a lasting peace, it means finding a way forward which respects Ukraine’s sovereignty and the UN Charter which provides credible security guarantees, and which rejects Tsarist imperialism, and Britain is ready to listen.

But we expect to hear more than the Russian gentleman’s tired fabrications.
