  • MIL-OSI NGOs: Afghanistan: International legal initiative an important step toward tackling the Taliban’s war on women

    Responding to the announcement by Australia, Canada, Germany, and the Netherlands during the UN General Assembly yesterday that they will initiate legal proceedings that could ultimately lead to action at the International Court of Justice against Afghanistan for numerous violations of the UN Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), Amnesty International’s Secretary General Agnès Callamard said:

    “The Taliban have made life for Afghan women and girls intolerable. They have erased them from all spheres of life and systematically stripped away their rights and dignity. Amnesty International welcomes any steps by States to hold the Taliban accountable under international law for the widespread and institutionalized violation of women’s and girls’ human rights, which most likely amount to the crime against humanity of gender persecution. The international community should pursue all available avenues to end ongoing pervasive human rights violations in Afghanistan, including through the International Court of Justice.

  • MIL-OSI United Kingdom: UK organisations selected in first AUKUS Innovation Challenge

    Projects from 4 UK organisations will share £2m in the inaugural AUKUS Pillar 2 Electronic Warfare (EW) Innovation Challenge.

    Through AUKUS Pillar 2, Australia, the UK and the US are pooling the talents of their defence sectors to develop at pace the delivery of advanced capabilities. Four UK companies have been selected by the UK’s Defence and Security Accelerator (DASA) to receive a share of the funding to develop solutions in electromagnetic targeting and protection. 

    The competition was run to find low cost, disposable, high volume and highly autonomous electromagnetic technology that can detect enemy actions or protect against them.

    The four successful UK organisations to receive research funding are:

    • Amiosec Ltd
    • Autonomous Devices Ltd
    • Roke Manor Research Ltd
    • University of Liverpool

    The trilateral AUKUS EW Challenge was run as 3 individual competitions by DASA in the UK; the Advanced Strategic Capabilities Accelerator (ASCA), in Australia; and the Defense Innovation Unit (DIU) in the US. The EW competition was the first in what will be a series of AUKUS Innovation Challenges, setting the template for future advanced defence technology competitions run by the 3 partners.

    National winners of the 3 EW Challenge competitions were announced at the AUKUS Defence Ministers’ Meeting on 26 September in London by UK Secretary of State for Defence, the Right Honourable John Healey MP; Australia’s Deputy Prime Minister and Minister for Defence, the Honourable Richard Marles MP; and US Secretary of Defense Lloyd J. Austin III. The three Defence Ministers together emphasised the value of the collaboration to a free and open Indo-Pacific, with the potential to enhance joint defence capabilities, ensuring national, regional and global stability.

    The 3 innovation competitions called for proposals to identify electromagnetic spectrum (EMS) technology solutions to help give the AUKUS nations a strategic edge in targeting and to provide protection against adversarial electromagnetic-targeting capabilities. EMS is a heavily congested, contested, complex and competitive environment and there is an increasing need for low cost, disposable, high volume and highly autonomous capabilities to achieve advantage.

    In total, across all 3 national innovation challenges, 173 qualified suppliers applied, in a show of strength of the AUKUS nations’ defence innovation capabilities.

    The winning UK supplier organisations:

    • Amiosec Ltd: This project is seeking to create fake radio activity, masking the true location of friendly military forces to support missions. The research will focus on extending previous work on AI-generated traffic to boost realism to defeat adversary EW systems. It will be delivered by Amiosec in conjunction with its Australian defence technology partner, Penten.
    • Autonomous Devices Ltd: Is developing and flight-demonstrating the novel combination of a radar Electronic Counter Measure and a small Uncrewed Air System platform.
    • Roke Manor Research Ltd: The ability to transmit and receive on identical frequencies simultaneously has been an operational and technical challenge for decades. The Smart STAR Jammer project sets out to combine a Simultaneous Transmit and Receive (STAR) Transceiver jointly developed by Roke and the University of Bristol.
    • University of Liverpool: This project aims to improve the ability to detect multiple individual faint signals in close geometric proximity to one another. This will be achieved using a combination of machine learning and statistics.

    AUKUS is a landmark security and defence partnership to support a free and open Indo-Pacific by strengthening regional global security. A major part of the partnership, named Pillar 1, is helping Australia to acquire its first conventionally armed, nuclear-powered submarine fleet.

    Through AUKUS Pillar 2 which includes advanced capabilities such as Artificial Intelligence, autonomy, quantum technologies and electronic warfare – the 3 national partners seek to strengthen trilateral capabilities in cutting-edge military technologies, increase interoperability, and drive knowledge-sharing and innovation. One of the aims of Pillar 2 is to “foster deeper integration of security and defence-related science, technology, industrial bases, and supply chains”.

    Joint statement:

    The situation between Lebanon and Israel since 8 October 2023 is intolerable and presents an unacceptable risk of a broader regional escalation. This is in nobody’s interest, neither of the people of Israel nor of the people of Lebanon.  

    It is time to conclude a diplomatic settlement that enables civilians on both sides of the border to return to their homes in safety.

    Diplomacy however cannot succeed amid an escalation of this conflict.  

    Thus we call for an immediate 21 day ceasefire across the Lebanon-Israel border to provide space for diplomacy towards the conclusion of a diplomatic settlement consistent with UNSCR 1701, and the implementation of UNSCR 2735 regarding a ceasefire in Gaza

    We call on all parties, including the Governments of Israel and Lebanon, to endorse the temporary ceasefire immediately consistent with UNSCR 1701 during this period, and to give a real chance to a diplomatic settlement.  

    We are then prepared to fully support all diplomatic efforts to conclude an agreement between Lebanon and Israel within this period, building on efforts over the last months, that ends this crisis altogether.

  • MIL-OSI United Kingdom: AUKUS meeting announces progress on nuclear reactor training

    AUKUS nations will work closely together to boost global security, following the conclusion of a landmark meeting in London.

    Defence Secretary John Healey with his US and Australian counterparts at the Old Royal Naval College.

    Hundreds of Australian defence and civilian personnel will be upskilled in nuclear reactor expertise in 2025 by specialist Royal Navy engineers. The first such course concluded earlier this month, with 250 personnel learning the skills necessary to own, operate, maintain, sustain and regulate a nuclear-powered submarine.

    The UK Defence Secretary committed to more UK-delivered training courses as the trilateral Defence Ministers AUKUS meeting concluded in London. John Healey hosted his Australian and US counterparts at the Old Royal Naval College in Greenwich – the site of the Royal Navy’s initial nuclear reactor training more than 60 years ago.

    The United Kingdom and the United States are strengthening superiority in the maritime domain by integrating Sting Ray torpedoes onto P-8A submarine-hunting aircraft. The Sting Ray counters deep diving and conventional submarines, and this move has the potential to boost lethality and stockpile resilience across the AUKUS nations.  

    UK Defence Secretary John Healey said:

    “These are serious times, with threats increasing across the globe. Our defence partnerships have never been more important. I am pleased to confirm further skills and capability agreements with our AUKUS partners today.

    “Our government will stand shoulder to shoulder with our Australian and the US partners, with new UK leadership in AUKUS and a commitment to boost jobs and growth.

    “It has been an honour to host my counterparts in London for this landmark meeting.”

    The progress by Australia to build their own nuclear-powered submarine workforce was furthered by Australian personnel last month when they participated in the maintenance of a nuclear-powered attack submarine – the USS Hawaii – for the first time in Australia.

    A trilateral statement issued following today’s meeting underlined the security partnership’s continued commitment to supporting a free and open Indo-Pacific, that is secure and stable. It said the countries will continue to work to uphold the rules-based international order where human rights and the rule of law are respected, and states can make sovereign choices free from coercion.

  • MIL-OSI USA: VA makes tele-emergency care available nationwide, offering Veterans more virtual care options

    WASHINGTON — Today, the U.S. Department of Veterans Affairs announced that tele-emergency care (tele-EC) is now available nationwide, a step that increases timely access to virtual emergency care options for Veterans enrolled in VA health care. This expansion of care — piloted in recent months — has already shown promise for Veterans, helping more than 61,182 callers with a 59.4% case resolution rate (meaning Veterans’ needs were resolved without having to travel from their homes to urgent care or an emergency department).

    Tele-emergency care is a part of VA Health Connect, a phone service that Veterans can call nationwide. Veterans who contact VA Health Connect will speak to a clinical triage nurse, who will connect them to tele-emergency care when clinically appropriate. Tele-EC providers will then evaluate the Veteran over the phone or on video and recommend treatment or follow-up, including if in-person care is needed. In life-threatening emergencies, the clinical triage nurse will call 911 and stay on the line until help arrives. It is important to note Veterans experiencing a life-threatening emergency should immediately contact 911, versus seeking support via tele-EC.

    This expansion is a part of VA and the Biden-Harris Administration’s efforts to expand access to timely, world-class care for Veterans. Veterans enrolled in VA health care can now access tele-EC nationwide by calling VA Health Connect, and through the VA Health Chat app. Veterans can find their local VA Health Connect number by searching for their facility.

    “Veterans can now be evaluated for possible emergencies from the comfort of their home,” said VA Under Secretary for Health Shereef Elnahal, M.D. “Sometimes, you’re not sure whether what you’re experiencing is a minor emergency or not — and tele-emergency care can help you resolve those questions. Veterans can get immediate, virtual triage with a VA medical provider who has direct access to their medical records. This avoids having to potentially drive to the nearest emergency department and wait to be evaluated, if appropriate.”

    Through VA’s tele-emergency care, Veterans now have increased and quicker access to timely emergency care from VA clinicians, helping them get the right care, at the right time, from the right place. While tele-EC does not replace the need for in-person emergency evaluation, for Veterans in rural areas or those with mobility and transportation challenges, in-person immediate care can be difficult to access. VA’s tele-EC helps bridge this gap through quick, virtual triage assessments.

    VA continues to increase Veterans’ access to VA health care through initiatives like tele-EC, access sprints, and by designing and implementing more virtual care options. Since President Biden signed the PACT Act into law, VA is delivering more care to more Veterans than ever before. Nearly 740,000 Veterans have enrolled in VA health care in the past two years.

    Veterans’ trust in VA is at an all-time high, with outpatient health care trust scores reaching 91.8% in the latest VA Trust Report.     The Minister of Energy and Natural Resources, the Honourable Jonathan Wilkinson, announced a federal investment of $14.9 million in 20 projects to support infrastructure, awareness measures, and codes and standards for zero-emission vehicles.

    We all have a role to play in the fight against climate change. A broad shift to electric vehicles (EVs) is essential to decarbonizing road transportation, which accounts for 18% of Canada’s total greenhouse gas (GHG) emissions—50% of which comes from light-duty vehicles or passenger cars.

    Additionally, clean fuels such as clean hydrogen, advanced biofuels, liquid synthetic fuels and renewable natural gas will play a critical role in hard-to-decarbonize sectors such as industry and medium- and heavy-duty freight transportation.

    The Minister of Energy and Natural Resources, the Honourable Jonathan Wilkinson, today announced a federal investment of $14.9 million in 20 projects to support infrastructure, awareness measures, and codes and standards for zero-emission vehicles.

    Projects funded under the Zero-Emission Vehicle Infrastructure Program

    Kang and Gill Construction, a limited liability company located in Victoria, British Columbia: an investment of $340,000 to install 68 EV charging stations by March 31, 2024. Halifax County Condominium Corporation No. 240, Halifax, Nova Scotia: an investment of $110,000 to install 22 EV charging stations by April 2023. Halifax International Airport, Goffs, Nova Scotia: an investment of $180,000 to install 37 EV charging stations by December 2024. Park Royal Shopping Centre Holdings, a limited liability company located in West Vancouver, North Vancouver and Whistler, British Columbia: an investment of $242,000 from NRCan to install 50 EV charging stations by November 2023.     Zero Emission Vehicle Awareness Initiative

    Plug’N Drive, Toronto, Ontario: an investment of $1,560,633 to increase awareness of electric vehicles among Canadians through a comprehensive test-drive experimentation and awareness campaign targeting small and medium-sized communities with limited experience or exposure to EVs. Create Climate Equity Association, Coquitlam, British Columbia: an investment of $100,000 to consult with one or more underserved, low-income urban communities in the City of Vancouver on transportation needs and develop a model for developing equity-based zero-emission mobility solutions for participating communities. Steel River Group, a limited liability company located in Calgary, Alberta: an investment of $300,000 to empower and equip Indigenous youth with the knowledge, skills and confidence to lead sustainable transportation and clean energy projects in their communities. Northern Alberta Institute of Technology (NAIT) in Edmonton, Alberta: an investment of $247,045 to develop non-credit courses on hydrogen fuel cell bus and heavy-duty vehicle maintenance to train fleet owners, drivers, heavy-duty mechanics and technicians on the operation and maintenance of medium- and heavy-duty vehicles and to increase public confidence and knowledge of these zero-emission vehicles. HUB Cycling in Vancouver, British Columbia: an investment of $241,545 to increase awareness and adoption of electric mobility in British Columbia.

    Minister Wilkinson also announced $3.6 million in funding for CSA Group to update codes and standards related to zero-emission vehicle infrastructure under the Energy Innovation Program:

    CSA Group, Toronto, Ontario: $3,616,373. The funded project aims to establish or update codes and standards, develop guidelines, manage committees, and conduct literature reviews on zero-emission transportation infrastructure, including advanced charging equipment, energy storage, management and various modes of transportation.

    Housing, Infrastructure and Communities Canada – Investing in Canada Infrastructure Program

    Finally, Minister Wilkinson announced a joint investment of more than $3.1 million through the Green Infrastructure Stream of the Investing in Canada Infrastructure Program for two green infrastructure projects in British Columbia. The projects will improve access to clean transportation options, tap into the province’s clean electricity supply, and reduce greenhouse gas emissions.

    Public Electric Vehicle Charging Network Expansion – Phase 3 in Vancouver, British Columbia: o The federal government is investing $824,600 through the Green Infrastructure Stream of the Investing in Canada Infrastructure Program. The Government of British Columbia is investing $687,098 through the CleanBC Communities Fund. The City of Vancouver is providing $549,802. o The project involves installing approximately 15 Level 2 and 9 DC fast chargers near parks throughout the city, as well as upgrading electrical and mechanical systems. Public Electric Vehicle Charging Infrastructure in the District of North Vancouver, British Columbia: o The federal government is investing $217,447 through the Green Infrastructure Stream of the Investing in Canada Infrastructure Program. The Government of British Columbia is investing $579,821 through the CleanBC Communities Fund. Finally, the District of North Vancouver is providing $289,965. o The project involves the development of a public network of approximately ten Level 2 charging stations and two DC fast chargers along major roadways, in major buildings, and near multi-family and social housing units in the district.

         The 5th Belt and Road Initiative Tax Administration Cooperation Forum (BRITACOF) hosted by the Inland Revenue Department concluded successfully today (September 26). This three-day annual mega event in the international tax community attracted about 500 tax officials, tax experts, as well as representatives from international organisations, academic institutions and enterprises from nearly 50 countries and regions to discuss emerging tax issues and exchange tax administration experiences under the theme “Deepening Tax Administration Cooperation for High-Quality Belt and Road Development”.      The Executive Secretary of the Belt and Road Initiative Tax Administration Cooperation Mechanism (BRITACOM) Secretariat and the Deputy Commissioner of the State Taxation Administration (STA), Mr Wang Daoshu, announced the outcomes of the 5th BRITACOF at the closing ceremony today, including four outcomes of the task forces of the Nur-Sultan Action Plan (2022-2024), the Joint Statement of the Fifth BRITACOF, the Hong Kong Action Plan (2025-2027), the Annual Report of the BRITACOM (2024), the joining of Maldives Inland Revenue Authority as a new BRITACOM Council member tax administration, and the establishment of the BRITA·Algiers. The relevant documents set out in detail the efforts made by various parties in promoting the establishment of BRITACOM and the achievements made, reflecting the importance of BRITACOM in international tax co-operation. The documents also advocate multilateral and equal-footed dialogue to create a positive impact through facilitating the enhancement of the international tax environment amidst a future global tax administration landscape.      Speaking at the closing ceremony, the Commissioner of Inland Revenue and the Chairman of the 5th BRITACOF, Mr Tam Tai-pang said, “The knowledge and insights gained from this forum are invaluable to all of us in our endeavours to improve our tax systems and enhance the quality and capacity of our tax administrations, which are vital to economic development in our respective jurisdictions.”      He pointed out that BRITACOM had achieved significant outcomes and reached consensus on the work of deepening tax administration co-operation of the Belt and Road jurisdictions in the future. The success of the Belt and Road Initiative hinges on all parties’ ability to work together, and the collective efforts in tax administration co-operation will be pivotal in achieving shared goals.      Hong Kong also took the opportunity of the 5th BRITACOF to deepen tax co-operation within the Guangdong-Hong Kong-Macao Greater Bay Area (GBA). On the margins of the 5th BRITACOF, the Chief Executive, Mr John Lee, met with the Commissioner of the STA, Mr Hu Jinglin, and witnessed the signing of a memorandum of understanding (MOU) on tax co-operation within the GBA among the finance and taxation departments of Guangdong Province, Shenzhen, the Hong Kong Special Administrative Region (SAR) and the Macao SAR. The MOU will promote the co-ordination of tax administration and services in the GBA and facilitate Hong Kong’s active integration into the overall national development.      As regards international tax co-operation, during the 5th BRITACOF the Secretary for Financial Services and the Treasury, Mr Christopher Hui, held bilateral meetings separately with representatives from Kazakhstan, Maldives, Tajikistan and Türkiye to discuss deepening tax co-operation at the international and Belt and Road levels. He also signed a comprehensive avoidance of double taxation agreement (CDTA) with the Government of the Republic of Türkiye on behalf of the Hong Kong SAR Government, marking a significant step forward for Hong Kong in its continuous fostering of international tax co-operation and expansion of the CDTA network.      The 5th BRITACOF fully demonstrates Hong Kong’s unique advantages as a “super connector” and a “super value-adder”. The exchange of tax administration experiences has deepened relations among countries and regions, and facilitated the sharing of opportunities and achievements brought by the Belt and Road Initiative, contributing to the high-quality Belt and Road development.      To showcase Hong Kong’s hospitality and tell the good story of Hong Kong, the Inland Revenue Department, as the host of the 5th BRITACOF, arranged various experiential activities for the participants to give them first-hand experience of Hong Kong’s unique charisma as an East-meets-West metropolis. Highlights include a cruise tour to enjoy the magnificent view of the Victoria Harbour, visits to the Hong Kong Palace Museum and M+ museum, and rides on Ngong Ping 360 cable cars.      Established in 2019 under the lead of the STA, BRITACOM is a non-profit official mechanism for discussions on tax administration co-operation among countries and regions along the Belt and Road. BRITACOF, the annual signature event of BRITACOM, is hosted by member tax administrations in rotation. She has served on several boards, such as the Royal BC Museum and the Parks Canada Aboriginal Cultural Heritage Advisory Circle.

    Ms. Aird holds a bachelor’s degree from the University of Victoria and a master’s degree in cultural heritage management from Athabasca University.

  • MIL-OSI Security: Defense News: Pacific Partnership 2024-2 Concludes Mission in Kosrae, Federated States of Micronesia

    The nine-day Kosrae mission stop brought more than 40 participants from Australia and the United States together to increase humanitarian assistance and disaster relief (HA/DR) preparedness in the Indo-Pacific.

    “The Pacific Partnership team is honored to have returned to Kosrae for the first time since 2011 to conduct the largest annual U.S. Navy multinational humanitarian assistance and disaster relief preparedness mission in the Indo-Pacific.” said U.S. Navy Rear Adm. Brent DeVore, commander, Joint Region Marianas and commander, U.S. Naval Forces Marianas. “We cherish the longstanding, close relationship between Australia, the U.S. and the Federated States of Micronesia so it’s wonderful to be here to see firsthand how our friendship continues to grow.”

    During the mission stop, the team held 21 medical events including optometry exams and handing out more than 550 pairs of eyeglasses; installing dental chairs; three community health events, training 110 community members in basic lifesaving skills; and conducted subject matter expert exchanges in a wide variety of disciplines.

    “Pacific Partnership has given thought to the well-being of our friends and our neighbors, and to the idea that when we work together, we benefit and we all grow stronger,” said Hon. Jennifer Johnson, U.S. Ambassador to the Federated States of Micronesia. “On behalf of the American people, I say thank you. What you’ve done here is highly impactful for our dear friends, the people of Kosrae.”

    At the invitation of the host nation, the U.S. Coast Guard held boating safety workshops to share expertise and best practices for at-sea activities in Kosrae communities.

    The host nation outreach team organized 19 community engagements consisting of school visits, U.S. Navy recruiting events, an interfaith dialogue session, and concerts with the Pacific Partnership Band, composed of musicians from the U.S. Pacific Fleet Band and the Royal Australian Army Band.

    Engineering efforts included subject matter expert exchanges in coastal erosion and water purification, including site surveys to examine potential improvements on the drinking water infrastructure in Kosrae. The team also assembled a playground at a local elementary school.

    The Panasonic Group is promoting a long-term environmental vision, Panasonic GREEN IMPACT (PGI). Complementing initiatives for carbon neutrality and circular economy, Panasonic Holdings Corporation (PHD) is also investing in the nature positive* economy, promoting research and development with green transformation (GX) as a pillar of its growth strategy. In August 2024, Dr. Naoki Adachi, CEO of Response Ability, Inc. and Executive Director of the Japan Business Initiative for Biodiversity (JBIB), sat down with Tatsuo Ogawa, PHD Executive Officer and Group CTO, for a dialogue on the importance of corporate initiatives for nature positive, what the Panasonic Group should be aiming for, and examples of nature positive initiatives within the Group.

    Why corporate commitments to nature positive matter

    The session began with Dr. Adachi explaining why biodiversity is critical to human economic activity:
    The global target agreed to at the 15th Conference of the Parties to the Convention on Biological Diversity (COP 15) in December 2022 is referred to as “nature positive.” With 2020 as the base year, the goal is to stop biodiversity loss and put it on a recovery track by 2030 and to fully restore our ecosystems by 2050.
    Climate change, resource cycles, and biodiversity are all “nature” issues. Ecosystem services—regulating, supplying, cultural, and infrastructure functions—have yielded a variety of benefits to humans but are breaking down under the burden of human economic activity. Biodiversity is “natural capital.” We must acknowledge that our lives and business activities depend on biodiversity—and that if we negatively impact biodiversity, then that natural capital will disappear and human economic activity will no longer be possible.

    The Economics of Biodiversity: The Dasgupta Review, a report commissioned by the UK Treasury and published in 2021, states that “the economy is only one part of the environment (biosphere).” Along with this awareness is the importance of utilizing nature to solve problems in the future—and to do that, we need to increase the amount of nature.
    Companies must hone their technical ability to harness the power and functions of nature and strengthen their managerial skills so they can launch businesses that increase nature.

    What nature positive action is required from Panasonic Group?

    Ogawa asked Dr. Adachi about the direction the Group should take in its nature positive efforts, and shared his own thoughts on the realization of nature positive from a corporate perspective.

    Ogawa: The Panasonic Group’s nature positive initiative is just getting started. What direction should we be taking?
    Dr. Adachi: It’s wonderful that you are broadly disclosing the Group’s impact on nature in the Sustainability Data Book and other publications. I think you can find some clues by reviewing your impact not only within the Group but also across your supply and value chains.
    Ogawa: As a company, our perspective tends to be limited to things that have a direct impact on our business today. Based on our firm understanding of “the concept that biodiversity underlies all economic activity,” we will thoroughly promote our circular economy initiative. By expanding our perspective to the entirety of nature and the planet, we believe that we will be able to create new relationships with partner companies.
    Dr. Adachi: In the coming age of nature positivity, a new market will emerge. I think it would be a good idea to take another look at nature, to make good use of nature to solve problems, and to be conscious of the upfront investment that will be required.

    Specific initiatives for becoming nature positive

    The Panasonic Group has multiple initiatives under way to develop and commercialize technologies and realize a nature positive economy, driven by the passion of employees who want to make a positive impact on the environment.
    Let’s take a closer look at three initiatives:

    Bio CO2 Transformation technology “Novitek”

    Bio CO2 Transformation technology uses atmospheric CO2 as the main source to produce a component that stimulates plant growth by harnessing photosynthetic microorganisms. Expected to be commercialized as “Novitek” by the end of FY2025, it can promote decarbonization while stimulating plant growth and increasing crop yields.

    Novitek developer Seiji Kojima of the PHD Technology Division had this to say:
    Kojima: We sought a dual vision of reducing environmental burden and creating economic value. When working with nature, the idea is to chain and amplify value in multiple stages, leveraging the power of nature at each stage.Bio CO2 Transformation starts with atmospheric CO2. Even when crops are being sprayed, the system seeks to improve productivity by making use of atmospheric CO2. Depicting this kind of value chain and amplification structure for initiatives that focus on the environment and nature is important. 

    2-step plan to reduce environmental burden and create economic value (value chain/amplification)

    Restoring regional flora—Kusatsu Factory “Forest of Coexistence”

    The Forest of Coexistence covers 13,000 m2 at Panasonic Corporation (Panasonic)’s Kusatsu Factory of in Kusatsu City, Shiga Prefecture and is positioned as an important green space under Panasonic’s Ecological Network Concept, which seeks to contribute to local biodiversity while preserving the landscape.

    Takahiro Nakano, from the General Affairs Department of Panasonic’s Living Appliances and Solutions Company, manages the Forest of Coexistence and explains its significance:
    Nakano: When founder Konosuke Matsushita visited the Kusatsu Factory in 1970, he said, “Kusatsu (Factory) is made with an emotional atmosphere by fully utilizing (or taking advantage of ) nature. In fact, that’s how I want it to be.” Since then, the Kusatsu Factory has been developed as a “park factory” surrounded by greenery and flowers and cherished by local residents, the “most advanced factory in the Orient” that enriches people’s lives.The company introduced the Ecological Network Concept to create a green space in a corner of the site and secure a habitat for wildlife while connecting it with the surrounding green space and waterfront. Known as the “Forest of Coexistence,” development began in October 2011.

    Nakano: The site includes waterfront, grassland, and woodland and serves as a model for “satoyama” (rural spaces in which humans and nature coexist). A team of experts monitors the restoration status of the satoyama environment. Employees manage green areas, monitor for invasive species, and raise seedlings and plant trees. The number of plant and animal species has recovered from approximately 580 species in 2011 to approximately 840 in 2016.

    Nakano: In October 2023, the Ministry of the Environment certified the area as an “OECM (Other Effective area based Conservation Measure) site” and the site was registered in an international database as one of Japan’s OECMs in August 2024.

    Open Innovation “Nawashiro” Initiative

    Since April 2023, PHD has been launching our system for nurturing technologies in their seed stage, called “Nawashiro.” Inspired by the Japanese practice of growing rice seedlings, which requires careful attention and effort, “Nawashiro” reflects our commitment to nurturing technologies without cutting corners. It leverages collaboration with academia, providing resources and mentorship to help emerging technologies develop until they are ready for the market, embodying our dedication to fostering innovation. Koichi Matsumura of PHD’s Technology Planning Office, explains: 
    Matsumura: This initiative is known as “Nawashiro” because it nurtures the seeds of technology. Our goal is to create themes that actively utilize industry-academia collaboration.

    Matsumura: Our approach is to study the subject area and then “go into the field for hands-on work.” We analyze data and facts using the knowledge we’ve gained, and then compile the results, hypotheses, and facts we think will be of interest to professors at Kyoto University and other universities with whom we collaborate. Today we are exploring and analyzing the following activities:
    Collaboration with Kyoto University: Understanding the Mechanism of Natural CyclesBased on hill-to-ocean linkage studies, we seek to establish sensing, modeling, and actuation methods for material circulation in forests/soil. We collect and analyze data from sensors that have been installed at various sites.

    Matsumura: We want to create opportunities to accelerate research by sharing the findings and data obtained here with researchers, including those outside of “Nawashiro.”

    At the conclusion of their dialog, Dr. Adachi and Ogawa offered some closing comments. 
    Dr. Adachi: As part of our efforts to realize nature positivity, we would like you to promote recycling-based manufacturing from the design stage.
    Ogawa: In July 2024, the PHD Corporate Technology Sector formulated a “Technology Future Vision” that includes themes that cannot be separated from nature—including energy, water, and food. Nature is the source of everything. Using this as our starting point, we will consider new ways of doing business, of creating new communities, of producing food and new energy, and new ways of recycling resources—all aligned to the theme of “nature.” We will also consider combining nature and AI. By doing so, a new future will open up for the Panasonic Group.

    Meteorologists are again predicting a possible La Niña this summer, which means Australia may face wetter and cooler conditions than normal.

    It would be the fourth La Niña in Australia in five years, and highlights the need for Australians to prepare for what may be an extreme weather season.

    Typically, a La Niña or its counterpart, El Niño, signals its arrival earlier in the year. Signs of this potential La Niña are emerging fairly late. That’s where new research by my colleagues and I may help in future.

    La Niña and El Niño explained

    La Niña and its opposite phase, El Niño, are created by changes in ocean temperatures in the Pacific Ocean’s equatorial region. Together, the two phenomena are known as the El Niño Southern Oscillation.

    The oscillation is said to be in the positive phase during an El Niño and the negative phase during a La Niña. When sitting between the two, the cycle is in neutral phase.

    Earlier this month, the World Meteorological Organization said there was a 60% chance of La Niña conditions emerging by year’s end.

    In the United States, the National Oceanic and Atmospheric Administration put the likelihood at 71%. Australia’s Bureau of Meteorology is in “watch” mode, predicting a 50% chance of a La Niña weather pattern forming later this year.

    La Niña occurs when strengthening winds change currents on the ocean surface, pulling cool water up from the deep.

    The winds also cause warm surface waters in the western Pacific and north of Australia, bringing increased rainfall and clouds. This usually means above-average rainfall and cooler temperatures for Australia, particularly in the east and north.

    Conversely, an El Niño weather pattern generally brings hotter temperatures across Australia, and less rainfall in the east and north.

    Paths of destruction

    La Niña or El Niño events can cause devastation around the world.

    The El Niño in 2015–16, for example, caused crops to fail and affected the food security and nutrition of almost 60 million people globally.

    In Australia, El Niño events can bring increased risk of drought, bushfires and heatwaves, and water shortages.

    Meanwhile, rainfall associated with La Niña conditions can lead to greater crop yield. But particularly heavy rainfall can wash crops away. It also heightens flood risks for some communities.

    These far-reaching impacts mean it’s essential to plan ahead when a La Niña or El Niño is on the cards. But predicting these events has always been tricky.

    Both types of events usually develop in the Southern Hemisphere autumn, peak in late spring or summer, and weaken by the next autumn. But it’s now late spring without a clear La Niña declaration. Why the delay?

    Climate change is one factor. The Bureau of Meteorology says as oceans absorb heat from global warming, it’s harder to spot the specific warming patterns linked to La Niña.

    The sheer complexity of the ocean-atmosphere system adds to the difficulty. The computer models used to predict El Niño and La Niña are improving all the time.
    But scientists still need more information on deep ocean processes, and how winds affect the oscillation.

    Predictions are hardest during the Southern Hemisphere’s autumn. That’s because the cycle then is very susceptible to change – teetering at a point where either a La Niña or El Niño could develop.

    That’s why the earliest an El Niño or La Niña can be predicted is usually around May or June.

    But new research offers a way to predict the events much earlier – and start preparing if necessary.

    Better, earlier forecasts

    The study, which I led, assessed the likelihood of La Niña or El Niño events occurring in succession – either in the eastern or central region of the Pacific Ocean.

    This distinction is important. For Australia, El Niño and La Niña events peaking in the Central Pacific, close to our continent, have greater impacts here compared to those peaking in the east, closer to South America.

    We analysed weather observations, and the sequence of past El Niño and La Niña events, over the past 150 years. We also examined climate models for future changes in transitions between El Niño and La Niña events.

    From this, we determined the likelihood of an El Niño or La Niña occurring in two consecutive years.

    We found most El Niño events are followed by neutral conditions the next year (with a likelihood of 37–56%).

    But La Niña behaves differently. In 40% of cases, a Central Pacific El Niño could follow an Eastern Pacific La Niña. And there is a 28% chance of two consecutive La Niña events in the Central Pacific.

    These results allow for more advanced predictions. By identifying patterns in this way, the odds of an El Niño or La Niña can be predicted up to a year in advance.

    Looking ahead

    So, what does our research suggest for Australia? Will a La Niña develop here this year?

    From September last year, Australia experienced a strong Eastern Pacific El Niño. So our findings suggest there is only a 17% chance of La Niña this year.

    If the La Niña arrives, it will likely peak in the Central Pacific, potentially affecting Australia rainfall. But overall, any La Niña that develops this late is likely to be weak and relatively short-lived.

    Our research also found that as climate change accelerates, the El Niño Southern Oscillation is likely to shift. For example, the odds of two consecutive El Niños peaking in the central Pacific region will likely increase. And we can expect fewer calm, neutral years between events.

    We hope our research enables more accurate, long-range forecasts, giving communities additional time to plan and prepare.

  • MIL-OSI Australia: Reappeal: Detectives seek driver of white hatchback

    Major Crime Detectives continue to investigate the circumstances surrounding the murder of a man in Seaton earlier this month.

    About 10.20pm on Tuesday 10 September, emergency services were called to Carey Avenue after reports a man had been stabbed in the stomach.

    Ambulance officers assisted the man however he died at the scene.

    The victim is a 19-year-old from the address.

    On Friday 13 September, Major Crime Detectives arrested a 19-year-old man from the Eastern suburbs and charged him with murder.

    CCTV footage seized from a neighbouring property shows a white hatchback passing the scene immediately following the murder. The car travels slowly west on Carey Avenue, appearing to pause outside of 38 Carey Avenue and then turn right to travel north along Fidock Avenue.

    The vehicle, pictured below, is similar in size and shape to a Hyundai i30 or a Toyota Corolla hatchback.

    Major Crime Detectives would like to speak to the driver of the white hatchback, as it is believed they may be able to assist with the investigation.  The driver is asked to contact Crime Stoppers on 1800 333 000.

    A global exploration company’s decision to cease its search for new gas supply in Victoria’s Otway Basin is a major blow to the state’s energy security and will compound looming gas shortfalls in eastern Australia. 

    Australian Energy Producers Chief Executive Samantha McCulloch said the announcement from seismic surveyor TGS highlighted the increasingly difficult regulatory and investment environment in Australia, particularly in Victoria where new gas supply is most needed.  

    “Victoria is facing gas supply shortfalls from 2027 and already came close to running out of gas during peak periods this winter,” Ms McCulloch said.

    “With Victorian gas production declining rapidly, immediate action is needed to find and develop the new gas supplies so crucial to eastern Australian homes and businesses.  

    “Instead, we are seeing increased regulation, long delays to project approvals, and the continued demonisation of gas by the Victorian Government, including the recent decision to force all households to replace gas appliances with electric ones.

    This is scaring off investment and delaying urgently needed new gas supply which will only increase the risk of blackouts, disruptions and higher energy bills.” 

    “Decision-makers must recognise that capital is global and mobile, and Australia is fast losing out to other countries that are actively supporting investment.”  

    Ms McCulloch said the Federal Government’s granting of two production licenses today to Beach Energy  offshore of Victoria was a welcome step to boost domestic energy security, but more supply will be needed. 

    The Australian Competition and Consumer Commission’s latest quarterly gas inquiry report, released today, shows eastern Australia faces peak period gas shortfalls from next year, and structural shortfalls from 2027.

    “The ACCC recognises the efforts of industry to ensure that additional gas is available during periods of peak demand,” Ms McCulloch said.

    “But without further exploration and development, future gas shortfalls are almost inevitable.”  

    Ms McCulloch said activists targeting TGS’ planned seismic surveys were at odds with the science and misrepresented a proven technology.

    “Seismic surveys are a safe and essential technology used in Australia and around the world for more than 60 years. It is the same technology used by the offshore wind industry, and the independent national regulator NOPSEMA has found seismic surveys to be safe for the marine environment,” she said. 

    “The Greens and activists want to stop all new gas developments, with no regard for the devastating impact on Australia’s economy and energy security.

    “A recent independent report by EnergyQuest found the Greens’ policy to ban new gas investment would trigger ‘major economic disruption’ on both coasts of Australia, leading to a high risk of blackouts, manufacturers closing and inevitably higher energy prices in a decade.”

         The Transport Department (TD) today (September 27) reminded the public that the following special traffic and transport arrangements will be implemented in phases on September 30 (Monday) and October 1 (Tuesday) on Hong Kong Island and in Kowloon to facilitate the holding of the flag-raising ceremonies at Wan Chai North, Central and Tin Hau and the fireworks display at Victoria Harbour on October 1 to celebrate the 75th anniversary of the founding of the People’s Republic of China.(I) Flag-raising ceremoniesRoad closures     Road closures and traffic diversions will be implemented in phases in the vicinities of Wan Chai North, Central and Tin Hau from 0.01am on September 30 to 1pm on October 1 until the closed roads reopen to traffic.Public transport service arrangements 

    In connection with the above-mentioned road closure arrangements, CityBus route Nos. 2, 5X, 81, cross-harbour route Nos. 104, 900, 914, 961, A11, H1 and H2K operating in the affected areas will be temporarily diverted, and the associated bus stops of the said roads located within the affected areas will be suspended or relocated; and
    The taxi stand at Expo Drive will be suspended from 0.01am on September 30 to 1pm on October 1, and the cross harbour taxi stand at Harbour Road westbound opposite Harbour Centre will be suspended from 5.30am to 1pm on October 1. 

    (II) Fireworks displayRoad closures     In connection with the holding of the fireworks display at Victoria Harbour at 9pm on October 1, road closures and traffic diversions will be implemented in phases from about 7.30pm in the road sections concerned in Wan Chai, Central District, the Peak and Eastern District on Hong Kong Island. During the period of fireworks display, the section of Island Eastern Corridor westbound between Victoria Park Road and Man Hong Street will be temporarily closed to all vehicular traffic except for franchised buses.       In Kowloon, road closures and traffic diversions will be implemented in phases in the vicinity of Tsim Sha Tsui and West Kowloon Cultural District from about 6pm until the crowds disperse and the roads reopen.     During the road closure period, taxi stands (including taxi pick-up/drop-off points), public light bus stands, roadside parking spaces and private car parks on the roads affected will be suspended.Public transport service arrangements 

    To facilitate the above-mentioned road closure arrangements, the bus and green minibus (GMB) routes operating in the affected areas will be temporarily diverted, and the associated bus and GMB stops located within the affected areas will be suspended or relocated;
    For MTR services, Island Line, South Island Line, Tsuen Wan Line, Kwun Tong Line, East Rail Line (Admiralty – Sheung Shui), Tuen Ma Line (Hung Hum – Tuen Mun and Austin – City One) and Tung Chung Line will be strengthened from 8pm that night;
    The tram service will be strengthened subject to passenger demand;
    Star Ferry, Sun Ferry, Hong Kong and Kowloon Ferry, Discovery Bay Transportation Services, Park Island Transport and Fortune Ferry will gradually adjust and suspend part of their services from 5.20pm on October 1 to facilitate the holding of the fireworks display; and
    For the cross-boundary coach services, the terminus of the short-haul cross-boundary coach service between Wan Chai and Huanggang Port at Exhibition Centre Station Public Transport Interchange will be suspended from about 6.30pm until the roads reopen. A temporary terminus will be provided on Hennessy Road westbound near Southorn Centre. The short-haul cross-boundary coach service between Jordan and Huanggang Port will add a temporary pick-up point at the coach pick-up and drop-off area on Wui Man Road outside Hong Kong West Kowloon Station from about 9pm to 11pm. The en-route stop of this service at China Ferry Terminal Bus Terminus will be suspended from about 8.15pm until the roads reopen. 

    Central to Mid-Levels Escalator and Walkway System service arrangements     The service of the Central to Mid-Levels Escalator and Walkway System will be extended to 2am on October 2.     Due to extensive road closures, the TD anticipates that the traffic along Hong Kong Island North and the vicinity (including Causeway Bay, Wan Chai, Admiralty, Central and the Island Eastern Corridor), the vicinity of Tsim Sha Tsui and West Kowloon Cultural District in Kowloon, and the Cross Harbour Tunnel as well as the Aberdeen Tunnel will become significantly congested. Motorists are advised to avoid driving to these areas affected by the road closures. In case of traffic congestion, motorists should exercise patience and drive with care, and follow the instructions of the Police on site.     Members of the public are advised to make use of public transport services as far as possible to avoid traffic congestion and unnecessary delays. The TD and the Police will closely monitor the traffic situation and implement appropriate measures when necessary. The Police may adjust the traffic arrangements, subject to the prevailing crowd and traffic conditions in the areas. The public should pay attention to the latest traffic news through radio, television or the TD mobile application “HKeMobility”.     For details of the special traffic and public transport arrangements, members of the public may visit the TD’s website (www.td.gov.hk) or its mobile application “HKeMobility”.     People across the state today paused to honour police officers killed in the line of duty, including South Australia Police’s (SAPOL) Brevet Sergeant Jason Doig PBM LEM.

    Ahead of National Police Remembrance Day on Sunday, many united to pay their respects at locations including SAPOL’s Police Academy, the Riverland’s Banrock Station and at Mount Gambier and Port Pirie police stations.

    Observed on 29 September each year, the national day provides an opportunity to acknowledge the dangers of policing. This year recognises the 62 dedicated SAPOL members and those from other Australian and South West Pacific police jurisdictions who have made the ultimate sacrifice when protecting the community.

    Commissioner of Police Grant Stevens APM LEM attended the National Police Remembrance Day memorial service in Canberra, where Brevet Sergeant Doig’s name was added to the National Police Memorial.

    “This year’s remembrance is particularly poignant as we reflect on the life of Brevet Sergeant Jason Doig who died in the line of duty last November after being shot by an armed offender at Senior,” Commissioner Stevens said.

    “Brevet Sergeant Doig served his community with distinction, displaying honour and courage in performing his duties while knowing the risks his job entailed.

    “The profound outpouring of grief across South Australia Police and throughout the South Australian community, highlighted the esteem in which Brevet Sergeant Doig was held.”

    Brevet Sergeant Doig’s family attended a private ceremony on 5 September 2024 to unveil his plaque on the Wall of Remembrance at SAPOL’s Academy. At this ceremony, Brevet Sergeant Doig was also posthumously awarded the South Australia Police Bravery Medal and Leadership and Efficiency Medal, adding to other accolades.

    Commissioner Stevens recognised the commitment of all police officers, past and present.

    “National Police Remembrance Day provides a valuable opportunity to reflect upon those who serve and those who have fallen, recalling their unquestionable dedication to our profession and our community at large,” he added.

    “While our people on the frontline of operational policing face the inherent dangers of the profession, it takes commitment and support from all members of the organisation to ensure the South Australian community receives the best possible service.”

    SA Governor Her Excellency, the Honourable Frances Adamson AC joined Deputy Commissioner Linda Williams APM, Minister of Police Dan Cregan, and other dignitaries at SAPOL’s academy this morning to pay their respects at the wall of remembrance. A riderless horse also formed part of the commemoration.

    Minister for Police Dan Cregan said the day is a reminder of the bravery shown by South Australian Police.

    “Every officer deserves the right to come home and we must never forget those on the frontline who put themselves in danger to keep our community safe,” Minister Cregan said.

    “Brevet Sergeant Jason Doig paid the ultimate price for doing his job and this is a solemn occasion to pay tribute to the courage, commitment and dedication of police.”

    In further acknowledgement, on Sunday several venues and locations across metropolitan Adelaide will light up in blue and white police chequering, including Adelaide Oval’s southern stand, Riverbank precinct footbridge, Adelaide Convention Centre, Adelaide Town Hall, and the O-Bahn tunnel. SAPOL’s police headquarters on Angas Street will also light up from tonight (Friday) through to Sunday.

    Up to 1,800 children and young people experiencing domestic and family violence each year will now have access to specialised support services to help them recover and disrupt the cycle of abuse. 

    The Specialist Workers for Children and Young People (SWCYP) program provides a path to recovery for children and young people from 0 to 18 years of age, staying in refuges with their mothers after escaping domestic and family violence.

    The $48.1 million SWCYP investment from the NSW Government provides funding to expand the program to 10 new services covering an additional 34 Local Government Areas (LGAs) across NSW, the majority of which are in regional and rural NSW.

    Funding for 21 existing services will ensure delivery of the program in over 22 women’s refuges across 46 LGAs is extended to 30 June 2026, providing certainty for these services.

    This enhancement means children and young people accompanying their mothers in over 32 refuges across regional and metro NSW will have access to support from more than 55 specialist workers.

    The NSW Government is working hard to improve support for domestic and family violence victim-survivors and expand programs that reduce the rate of violence against women and children.

    Domestic and family violence can have a devastating impact on children and young people, whether they have witnessed or directly suffered abuse.

    The SWCYP program is a key part of the NSW Government’s $245.6 million domestic violence package. It recognises children and young people as victim-survivors in their own right and offers tailored support that is more holistic, trauma-informed, and preventative.

    Specialist workers develop an individualised support plan for each child or young person to help break the pattern of violence and prevent intergenerational trauma.

    An evaluation of the program by the University of NSW found the program delivered positive outcomes for participants by providing early intervention, preventing problems from escalating and disrupting the cycle of domestic and family violence.

    The evaluation noted children and young people who had received support from a specialist worker reported positive outcomes relating to their physical health, education, social needs, mental health, emotional needs, safety, cultural needs, employment and family relationships.

    The NSW Government is taking a whole of government approach to address domestic and family violence, including rolling out our first dedicated Primary Prevention Strategy, holding perpetrators to account, and strengthening protections for victim-survivors through bail reforms and proposed changes to ADVOs.

By intervening early with children and young people we are able to disrupt the normalisation of domestic and family violence and allow a reframe of values about relationships and gender dynamics early.

    “Our specialist workers are there specifically for the children who historically may have been left behind in the inevitable crisis caused by domestic and family violence. These workers allow the experience of children to be heard, acknowledged and addressed.

    “Our services are person-centered which means we don’t have a one-size-fits-all way of doing things. We start with thorough assessments based on what the child and parent are telling us and we regularly review and adapt our way of working with children to ensure we see progress.”

    On Sunday, 29 September, we commemorate National Police Remembrance Day across Australia and the Pacific.

    National Police Remembrance Day is a day to honour and remember members of the NSW Police Force who have died in the line of duty.

    It is also a day to reflect on and pay tribute to the bravery of those who dedicate their lives to protecting, serving and keeping their communities safe.

    This year, one name has been added to the NSW Wall of Remembrance: Sergeant Peter Thomas Stone.

    Sergeant Peter Thomas Stone from Blue Mountains Police Area Command was killed on 1 January 2023 while saving his son from a rip at Bologa Beach on the state’s South Coast.

    An investigation into Sergeant Stone’s passing confirmed he was on duty at the time death.

    We pay our respects to Sergeant Stone and remember the 275 names already inscribed on the Wall.

    The annual National Police Remembrance Day service is being held today at the NSW Police Wall of Remembrance in the Domain ahead of the National Day on Sunday, 29 September.

    Minister for Police and Counter-terrorism, Yasmin Catley, is attending alongside the NSW Police Commissioner Karen Webb.

  • MIL-OSI Australia: NAIF Board appointments for a future made in Northern Australia

    The Australian Government has today announced six reappointments and one new appointment to the Northern Australia Infrastructure Facility (NAIF) Board to help drive infrastructure investments across the north.

    Mr Robert Edel has been appointed as a new member until 30 June 2027. Mr Edel brings 35 years of experience as a commercial lawyer, where he specialised in the acquisition and development of mining, renewable energy and infrastructure projects, a skillset which complements the existing board.

    His appointment ensures the NAIF board have the broadest possible expertise to analyse, prioritise and fund critical infrastructure projects for the north.

    The Government has also reappointed Ms Tracey Hayes as Chair until 30 June 2026, together with Mr Stephen Margetic (to 30 June 2026), Ms Lisa Hewitt (to 30 June 2027) and Ms Kate George and Mr Grant Cassidy (both to 31 December 2025) as members.

    Minister for Northern Australia Madeleine King said the reappointment of the Chair and existing board members recognises their strong stewardship of the NAIF so far, and provides the certainty for NAIF over the near future to continue to deliver for the north.

    “The Northern Australia Infrastructure Facility continues to future-proof the north by investing in projects that will create jobs, deliver back into local economies and help us achieve our net zero aspirations,” Minister King said.

    “This wouldn’t be possible without such an experienced and talented board, to which Robert is a fantastic addition.

    “His hands-on experience in the mining, infrastructure and renewable energy sectors, alongside his demonstrated connection to the north through his personal and professional life, speaks for itself.

  • MIL-Evening Report: Australia’s air and tourism industries need government-backed insolvency insurance. Here’s why

    Australia has a long history of domestic airlines collapsing, often affecting thousands of travellers, yet the industry provides little or no recompense.

    Even the federal government’s recently released aviation discussion paper recognised the need for change by recommending important protections for passengers. These included making airlines honour refunds if flights were cancelled or significantly delayed.

    The 2024 Aviation White Paper included the most consumer friendly proposals in 30 years. However, there was one significant omission in the 156-page report.

    There was no mention of insolvency protection for airline passengers. To put it simply, if a domestic or international airline collapses there is little likelihood passengers who paid airfares will receive a refund.

    In most cases, passengers affected by airline collapses receive little or no compensation. Fewer than 20% of Australian domestic passengers pay for domestic travel insurance compared to the 90% of Australians who buy insurance when they fly internationally.

    A history of failed airlines

    Since 1990 we have seen the rise and fall of multiple Australian airlines. This includes Compass Mark 1, Compass Mark 2, Ansett Airlines, Impulse Air and Aussie Air.

    In May, Bonza collapsed after less than a year of operation. And more recently, services operated by REX (Regional Air Express) between capital cities stopped and its regional services are under pressure.

    Virgin and Qantas immediately volunteered to honour the inter-city bookings of some REX ticket holders. However, nearly all affected Bonza passengers lost their money because no other airlines flew the same routes.

    The risk of both domestic and international airline collapses affecting Australian travellers is real. Consumers are as entitled to be protected from that risk as they are from many other travel related risks.

    The UK and European approach

    The UK approach to insolvency insurance has worked well since 1973. The UK scheme is known as “ATOL” or Air Travel Operators Licence. It applies to package tour companies who sell air travel combined with land tours or accommodation

    This user-pays, government-guaranteed insurance cover is compulsory for all British travellers who book a package tour. It costs only A$5 per person. It guarantees a full refund and return flights to the passenger’s point of origin if the tour operator goes out of business.

    A similar scheme has operated in the European Union since 1990, its known as the European Package Travel Directive.

    As part of a 2024 book I co-edited with Bruce Prideaux, I focused on the collapse of the famous British tour operator, Thomas Cook in 2019.

    I also compared insolvency consumer protection in the UK with that of Australia and New Zealand.

    The Thomas Cook experience

    When Thomas Cook collapsed in the United Kingdom and Europe, 600,000 British and European Union passengers were fully refunded the cost of their tours and flown to their port of departure under their regions’ respective schemes. And the cost of their disrupted tours was refunded.

    Funding built into the UK scheme covered full refunds to affected passengers at negligible cost to government which guaranteed the scheme.

    By contrast, a far smaller collapse of two Australian based tour operators, Tempo Holidays and Bentours in September 2019 affected fewer than 1,000 passengers.

    However not all the affected travellers were refunded due to the limitations of the insolvency scheme run by what was then the Australian Federation of Travel Agents.

    Under this scheme travellers only receive insolvency protection if they pay by credit or debit card. There is a reliance on banks to refund if a tour operator becomes insolvent. If the passenger paid for their tour by cheque or cash, no refund applied.

    What Australia needs

    There are three key categories of business insolvency which affect travellers. The collapse of an airline, the collapse of a tour operator and the collapse of a travel agent.

    If the Australian government is genuinely interested in protecting travel consumers at minimal cost to the taxpayer we should be using the UK and European schemes as a model.

    A compulsory user-pays, government guaranteed insolvency protection scheme would cost the consumer very little and would be an ideal safety net for consumers in the event that their travel company goes bust.

  • MIL-OSI Security: AUKUS Collaboration Advancing Capabilities in Indo-Pacific Region, Austin Says

    The trilateral security partnership among the U.S., United Kingdom and Australia, also known as AUKUS, offers a unique opportunity for these nations to enhance their military capabilities, deepen interoperability and strengthen deterrence in the Indo-Pacific, said Secretary of Defense Lloyd J. Austin III. 

    Austin met in London today with his AUKUS counterparts: British Defense Secretary John Healey and Australian Defense Minister Richard Marles, who also serves as his country’s deputy prime minister.  

    Progress has been made toward providing Australia with a conventionally armed, nuclear-powered submarine, Austin said, noting that over the past year, the number of Australian sailors attending U.S. and U.K. nuclear reactor schools has increased and a U.S. nuclear-powered submarine visited an Australian port. 

    “This was just the first step toward ensuring that Australia has a sovereign nuclear-powered submarine capability. We’re also making progress toward having a rotational presence of U.S. submarines by as early as 2027,” Austin said.

    The United States also remains committed to supporting Australia’s efforts to recruit and train the skilled workforce needed to build, maintain, sustain and operate a nuclear-powered submarine, Austin said. 

    The AUKUS partnership has two pillars. The first is to enable Australia’s acquisition of conventionally armed, nuclear-powered submarine capability as rapidly as possible, most likely in the early 2030s, the senior defense official said. 

    The second pillar is to accelerate emerging capabilities, the official said. 

    Areas of focus within the Pillar II include uncrewed maritime systems, artificial intelligence, autonomy, electronic warfare, quantum, cyber and hypersonics, the official said.

    Japan will be working on the maritime autonomy aspect. Conversations with Canada, South Korea and New Zealand are underway on how each can contribute to Pillar II, the official said. 

    Also, as part of Pillar II, Australia, the United Kingdom and the United States have committed to reducing export control restrictions to facilitate secure trade among AUKUS partners, including the sale of U.S. Virginia-class submarines to Australia, the official said. 

    Congress amended the International Traffic in Arms Regulations as part of the 2024 National Defense Authorization Act and implemented an export licensing exemption for Australia and the United Kingdom, the official said.

  • MIL-OSI: Western Investment Company Announces Upsize in Private Placement to $25 Million

    CALGARY, Alberta, Sept. 26, 2024 (GLOBE NEWSWIRE) — The Western Investment Company of Canada Limited (TSXV: WI) (“Western” or the “Corporation“), today announced that, further to Western’s August 30, 2024 news release, the Corporation has decided to increase the maximum offering for its proposed private placement of Units (the “Private Placement“) to $25 million, with an additional $5 million over-allotment at Western’s option, for potential aggregate gross proceeds of up to $30 million. The Private Placement will close at the conclusion of the rights offering that was outlined in Western’s August 30, 2024 news release, which is expected to occur in late November.

    “We have received substantially more interest than we expected and that we are able to allocate,” said Scott Tannas, President and CEO of Western. “As a result, we have decided to upsize the private placement from $10 million to $20 million ($25 million including Tevir’s $5 million commitment), with a potential additional $5 million over-allotment, to bring as many long-term shareholders into this opportunity as possible.”

    The Private Placement
    Western plans to raise up to $25 million through a private placement financing to accredited investors of up to 62,500,000 units (each a “Unit“) at a price of $0.40 per Unit. Each Unit will consist of one common share of the Corporation (“Common Share“) and one warrant to purchase a Common Share (“Warrant“), with each Warrant exercisable to purchase one additional Common Share for a period of five (5) years from the date of closing at an exercise price of $0.47. The Private Placement will also contain an over-allotment option for up to additional 12,500,000 Units issuable at $0.40 per Unit upon the same terms. Western may engage one or more brokers to act as agent for the Private Placement. The Private Placement is subject to approval of the TSXV.

    Use of Proceeds
    Further to Western’s August 30, 2024 news release, the Corporation plans to use the proceeds from the Private Placement to fund working capital and provide funds for acquisitions. A portion of the proceeds may be used to pay the cash portion for the purchase of additional shares in Fortress Insurance Company.
