  • MIL-OSI Australia: Work begins on new rehoming facility to save Sydney Dogs & Cats Home

    Construction of a new rehoming centre that will care for lost and vulnerable pets is about to begin thanks to the Minns Labor Government making a $12 million contribution to deliver on an election commitment to save the Sydney Dogs & Cats Home.

    For nearly 80 years Sydney Dogs & Cats Home has been providing shelter and veterinary care for lost and abandoned pets, rehoming 200,000 animals in their forever homes since the home began.

    While the former NSW Liberal Government provided the home with a peppercorn lease for a new site, funding to build a new shelter was not provided, putting them at risk of closure.

    The rehoming organisation also provides contracted pound services for several Sydney councils including Inner West, Randwick, Bayside, Georges River, North Sydney and Waverley.

    The new facility located on Crown land will more than double the organisation’s current capacity and will help cater for an increase in the number of pets being given up or abandoned, often due to cost of living pressures.

    The construction of the facility is being led by NSW Public Works which has extensive experience delivering projects for the NSW Government. The shelter is expected to be completed and handed over to Sydney Dogs & Cats Home by mid-2025.

    The $12 million in government funding will support the development of the first stage of the facility, with a second stage planned by Sydney Dogs & Cats Home in the future.

    The rehoming centre in Kurnell is part of the NSW Government’s broader commitment to ensuring best practice in companion animal management and the responsible reuniting and rehoming of pets.

    Minister for Local Government Ron Hoenig said:

    “I’m a great supporter of the Sydney Dogs & Cats Home and the wonderful work they do helping to care for and rehome lost and injured pets.

    “When we heard that this Sydney institution was at risk of closure, we knew it had to be saved.

    “Hundreds of thousands of animals have been rehomed thanks to the incredible work of the Sydney Dogs & Cats Home and we’re proud to now be providing them with a new home too.

    “Our goal is to minimise the number of animals entering pounds and shelters in the first place, but for those that do end up there we need to give them the best outcomes possible.

    “We know rehoming organisations are under pressure right now and this significant investment will provide much-needed assistance so that more pets can find their forever homes.

    “This new facility will make a huge difference for thousands of animals and for the councils which rely on the Sydney Dogs & Cats Home to provide their pound services.”

  • MIL-OSI Australia: Prescribed hazard reduction burns in Nicholls and Ngunnawal

    A prescribed hazard reduction burn in Nicholls will commence this evening, and another hazard reduction burn will commence at Hill Reserve in Ngunnawal tomorrow, subject to suitable weather and fuel moisture conditions.

    The prescribed hazard reduction burns are being conducted to reduce the ground cover of exotic grasses and reduce the fire hazard in the area.

    Experienced ACT Parks and Conservation Service fire managers will conduct and oversee the burning operations alongside the Ginninderry Conservation Trust and local First Nations community members.

    Every effort is made to conduct burns in weather conditions that will minimise the impact of smoke, but temporary smoke cover is possible and may be visible across parts of Canberra.

    Fire crews will be on the ground monitoring and patrolling the prescribed burn to its conclusion.

    Smoke, flame, and glowing embers may be seen at these sites, which is normal for these types of operations. The public are asked not to call emergency triple-zero unless they see any unattended fire.

    Prescribed burns are an important part of the ACT’s annual Bushfire Operations Plan to enhance ecological quality, reduce the risk of bushfires and help keep Canberrans safe.

  • MIL-Evening Report: Earth is getting a tiny new mini-moon. It won’t be the first (or the last)

    Earth is going to have its very own mini-moon from September 29 until November 25. The regular Moon’s new, temporary friend is 2024 PT₅, an asteroid captured from the Arjuna asteroid group (called the “Arjunas”).

    Our new mini-moon is approximately 10 metres in diameter and will be captured by Earth’s gravity for 57 days. It’s small and faint, so it won’t be visible by the eye or with small telescopes, but will be visible to larger telescopes.

    What is a mini-moon?

    NASA defines “moons” as “naturally formed bodies that orbit planets”. Intuitively, we think of moons as big rocks that stick around for a while, like our very own Moon.

    Astronomers have defined mini-moons as asteroids or comets that are gravitationally captured by a planet for a temporary amount of time. Small mini-moons are very common, but ones big enough to spot are more rare.

    2024 PT₅ is only the fifth ever detected mini-moon captured by Earth.

    Orbiting or just flying by?

    A mini-moon is a “temporarily captured orbiter” if it completes at least one full orbit of the Earth before returning to its usual orbit around the Sun.

    If a mini-moon is captured by Earth’s gravity but doesn’t make it around for a full orbit, it’s a “temporarily captured flyby” instead.

    Two of Earth’s mini-moons were “temporarily captured orbiters”, while the other three (including 2024 PT₅) fall into the “temporarily captured flybys” category.

    Where do mini-moons come from?

    Mini-moons are asteroids from the large population of near-Earth objects (or NEOs) that are temporarily grabbed from their orbit around the Sun.

    Near-Earth objects are defined as natural physical objects floating in space, such as asteroids (space rocks) or comets (dirty space snowballs made of rock and ice), that are orbiting the Sun and approach to within 1.3 times Earth’s distance from the Sun at some point in their orbit.

    Because these objects are around the same distance from the Sun as the Earth, they can sometimes be captured by Earth’s gravity.

    2024 PT₅ and and a previous mini-moon called 2022 NX₁ were both captured from a group of asteroids orbiting the Sun at a similar distance from Earth, called the Arjunas. Arjuna is one of the main characters of the Hindu epic, Mahābhārata.

    The first mini-moon – and a fake one

    The first known mini-moon was called 1991 VG. It arrived in late 1991 and left in early 1992, and like 2024 PT₅ it was around 10 metres in diameter.

    In 2002, amateur astronomer Bill Yeung found what he thought was a second mini-moon: J002E3.

    However, on closer inspection the object displayed a spectrum of light suggesting it was coated in white paint containing titanium oxide. Then, a study of how the object’s brightness changed over time found its shape resembled something like the upper stage of a rocket.

    Astronomers now believe J002E3 is the third stage of the Apollo Saturn V rocket (S-IVB) instead of a natural mini-moon.

    More discoveries – with a note of caution

    The plot twist of J002E3 made astronomers a bit more cautious. When another mini-moon (2006 RH₁₂₀) was spotted on September 14 2006, it was first classified as artificial. However, after more observations it turned out to be a natural mini-moon about 2–7 metres in diameter. 2006 RH₁₂₀ stuck around from July 2006 until July 2007.

    The next mini-moon, 2020 CD₃, was gravitationally captured by Earth for more than two years, making it the longest-captured mini-moon observed to date. It escaped Earth’s orbit in May of 2020. This mini-moon was around 1–2 metres in diameter.

    Amateur astronomers Grzegorz  Duszanowicz and Jordi  Camarasa discovered 2022 NX₁ using the Moonbase South Observatory in Namibia. Similar to 2006 RH₁₂₀, it was initially thought to be an artificial object from a past space mission.

    It was later determined to originate from the Arjunas, just like 2024 PT₅. While it was discovered in 2022, it was temporarily captured by Earth’s gravity in January 1981 and June 2022. It’ll be captured again in December 2051.

    2022 NX₁ was later found to be a natural mini-moon 5–15 metres in diameter.

    Will we find more mini-moons?

    Modelling suggests that, at any given time, Earth has at least one captured mini-moon less than 1 metre in diameter.

    Even though astronomers think we always have a mini-moon, these bodies are challenging to detect. This is because they’re small and faint. They are usually found by projects specifically looking for asteroids near Earth.

    2024 PT₅ was discovered using the Asteroid Terrestrial-impact Last Alert System (ATLAS), which is an ongoing project specifically designed to search for asteroids. 2006 RH₁₂₀ and 2020 CD₃ were discovered using the ongoing Catalina Sky Survey (CSS) for Near Earth Asteroids. 1991 VG was discovered by the SPACEWATCH group using the Spacewatch Telescope.

    These projects will continue to search for asteroids, including mini-moons. We can also look forward to new discoveries and investigations when the Vera C. Rubin Observatory’s Legacy Survey of Space and Time (LSST) starts observing in the next couple of years.

    This enormous project will take images of the entire sky every few days for a period of ten years. First light of the Vera C. Rubin observatory is expected in mid-2025.

  • MIL-OSI Australia: Salisbury to Beaudesert rail planning summary report released

    The Australian and Queensland governments will be progressing further planning work to protect the future rail corridor between Salisbury and Beaudesert.

    The Salisbury to Beaudesert Passenger Rail study explored the long-term passenger and freight needs in the corridor and has recommended heavy rail as the best way to address forecast passenger demand.

    Both Governments committed $10 million each to undertake the study as part of the Inland Rail Bilateral Agreement.

    The Salisbury to Beaudesert corridor runs through some of the fastest growing areas in South East Queensland and forms part of the Queensland Government’s vision for the region’s rail network.

    Growth areas such as the Greater Flagstone Priority Development Area will play a critical role in the future shape of the region and need to be supported by a high quality, safe and reliable public transport network.

    Heavy rail was identified as the optimal transport mode to address forecast demand in the corridor.

    It would provide a high capacity, attractive public transport journey with competitive travel times, keeping people and goods moving efficiently.

    The current phase of the study has now been finalised.

    The next phase will involve protecting the corridor, including conducting a corridor protection study.

    This will refine the project’s design and land requirements and will also see community consultation begin on the identified corridor in 2025.

    The outcomes of community consultation will help to preserve a corridor and inform future planning.

  • MIL-Evening Report: Offering end of life support as part of home care is important – but may face some challenges

    Earlier this month, the government announced major changes to aged care in Australia, including a A$4.3 billion investment in home care.

    Alongside a shake up of home care packages, the Support at Home program will include an important addition – an end of life pathway for older Australians.

    This pathway will allow access to a higher level of in-home aged care services to help Australians stay at home as they come to the end of their life. Specifically, it will provide an extra A$25,000 for palliative support when a person has three months or less left to live.

    This is a positive change. But there may be some challenges to implementing it.

    Why is this important?

    Older people have made clear their preference to remain in their homes as they age. For most people, home is where they would like to be during their last months of life. The space is personal, familiar and comforting.

    However, data from the Australian Bureau of Statistics shows most people who die between the ages of 65 and 84 die in hospital, while most people aged 85 and older die in residential aged care.

    This apparent gap may reflect a lack of appropriate services. Both palliative care services and GPs have an important role in providing medical care to people living at home with a terminal illness. However, being able to die at home relies on the availability of ongoing support including hands-on care and assistance with daily living.

    Family members and friends often provide this support, but this is not always possible. Even when it is, carers may lack confidence and skills to provide the necessary care, and may not have enough support for and respite from their carer role.

    The palliative care funding offered within Support at Home should help an older person to remain at home and die at home, if that is their preference.

    Unless someone dies suddenly, care needs are likely to increase at the end of a person’s life. Supports at home may involve help with showering and toileting, assessing and addressing symptoms, developing care plans, managing medications, wound dressing, domestic tasks, preparing meals, and communicating with the person’s family.

    Occupational therapists and physiotherapists can assist with equipment requirements and suggest home modifications.

    End of life supports may also involve clarifying goals of care, contacting services such as pharmacists for medications or equipment, liaising with organisations about financial matters, respite care or funeral planning, as well as acknowledging grief and offering spiritual care.

    But we don’t know yet exactly what services the $25,000 will go towards.

    What do we know about the scheme so far?

    The Support at Home program, including the end of life pathway, is scheduled to start from July 1 2025.

    We know the funding is linked to a prognosis of three months or less to live, which will be determined by a doctor.

    Further information has indicated that an older person can be referred to a high-priority assessment to access the end of life pathway. We don’t know yet what this means, however they don’t need to be an existing Support at Home participant to be eligible.

    The pathway will allow 16 weeks to use the funds, possibly to provide some leeway around the three-month timeline.

    Although more details are coming to light, there are still some things which remain unclear.

    Home care providers will be looking for details on what can be covered by this funding and how they will work alongside primary care providers and health-care services.

    Older people and their families will want to know the processes to apply for this funding and how long applications will take to be reviewed.

    Everyone will want to know what happens if the person doesn’t die within three months.

    We’re awaiting certain details on what this new pathway will involve.

    Some challenges

    Ready availability of appropriate supports and services will be crucial for older people accessing this pathway. Home care providers will therefore need to assess how an end of life pathway fits into their operational activities and how they can build the necessary skills and capacity.

    Demand for nurses with palliative care skills and allied health professionals is likely to increase. Providing end of life care can be especially taxing so strategies will be needed to prevent staff burnout and encourage self-care.

    How pathways are implemented in rural and remote areas and in different cultural and community groups will need to be monitored to ensure all older people benefit.

    Effective coordination and communication between home care, primary care and specialist palliative providers care will be key. Digital health systems that connect the sectors could be helpful. Family engagement will also be very important.

    Escalation pathways and referral pathways should be established to enable appropriate responses to emergencies, unexpected deterioration, and family distress.

    Finally, accurately determining when someone will die can be difficult. Knowing when the last three months of life starts may not be easy, particularly where frailty, cognitive issues and multiple health concerns may be present.

    This might mean some people are not seen as being ready for this pathway. Others may not be willing to accept this prognosis. An older person may also be expected to live with a terminal illness for many months or years. Their palliative care needs would not be met under this pathway.

    Despite these challenges, the announcement of an end of life pathway within the home care program is timely and welcome. As a population we are living longer and dying older. More details will help us be better prepared to implement this scheme.

  • MIL-OSI New Zealand: First of its kind trilateral trade meeting held to celebrate Pacific partnership

    Trade Minister Todd McClay hosted Fijian Deputy Prime Minister and Trade Minister Hon Manoa Kamikamica and Australian Trade Minister Don Farrell for trilateral trade talks in Rotorua over the weekend.

    “The meeting was an opportunity to understand how we can all best support each other. As friends and partners, we want to increase the benefits of trade for the people of Fiji and the broader region,” Mr McClay says.

    “This is especially important given Fiji’s Prime Minister Sitiveni Rabuka and New Zealand’s Prime Minister Christopher Luxon have set an ambitious goal to hit NZ$2 billion of two-way trade by 2030.”

    The trilateral talks included discussion of the Pacific Agreement on Closer Economic Relations (PACER) Plus and how it could support investment and jobs, improve living standards, and deepen Pacific trade connections.  

    Ministers also addressed Australia, New Zealand, and Fiji’s collaborative efforts to encourage World Trade Organisation members to ratify the Fisheries Subsidies Agreement, which encourages ethical fishing practices. 

    The trade ministers released a trilateral joint statement following the meeting.

    At the invitation of Senator, The Hon’ble Don Farrell, the Minister of Trade and Tourism of Australia, Shri Piyush Goyal, Minister of Commerce and Industry will undertake a visit to Australia from September 23-25, 2024.

    Shri Piyush Goyal will co-chair with Minister Farrell the 19th India-Australia Joint Ministerial Commission meeting to be held in Adelaide on September 25, 2024, during which both sides will discuss ways to further elevate the bilateral economic engagement.

    Commerce Minister will interact with leading Australian and Indian CEOs & industry leaders and representatives from Australian pension funds to highlight the vast opportunities for investment in India. His interactions with business and industry leaders in events organized by Business Council of Australia, Centre for Australia- India relations, India Australia Business Community Alliance, AsiaLink Business and CREDAI will stress leveraging the complementary strengths and synergies between the economies of India and Australia. He will also interact with the representatives of the vibrant Indian community in Sydney, Indian origin Chartered Accountants and emerging leaders of Indian diaspora from various walks of life.

    Commerce Minister’s visit will add further impetus to the strong and growing trade and investment ties between India and Australia, which have received a boost following finalization of the bilateral Economic Cooperation and Trade Agreement. It will encourage business-to-business engagement, and promote strategic partnerships across sectors of priority to both sides, including critical minerals, manufacturing, education, renewable energy, infrastructure, tourism, space etc. The visit will also bring in sharper relief the collaborative potential of ‘Make in India’ and ‘Future Made in Australia’ initiatives creating more jobs and economic benefits to people of both the countries. The visit is particularly opportune as it comes at a time when India and Australia have intensified their engagement both bilaterally and in various fora, such as G20 and the Quad, to work together for global good.

    The Dialogue provided an opportunity to explore the future development of the CER framework, including the Single Economic Market (SEM) agenda, the Trans-Tasman Mutual Recognition Agreement (TTMRA) and the CER Investment Protocol, and to discuss collaboration on regional and global trade issues.
    The ANZLF CER Business Dialogue was attended by the New Zealand Minister for Trade, Hon Todd McClay, and Australian Minister for Trade and Tourism, Senator the Hon Don Farrell.
    The Ministers joined ANZLF CEO delegates for a discussion on how to enhance trans-Tasman economic and trade cooperation through:
    • Streamlining regulations and standards to boost competitiveness and facilitate seamless trade
    • Jointly developing and promoting an attractive single investment environment for both domestic and foreign investors
    • Strengthening supply chains to mitigate risks and ensure business continuity in times of crisis
    • Leveraging technology to modernise trade processes, including the transition to paperless trade documentation and the adoption of coherent digital standards for areas like digital identity verification, cyber security, e-commerce, and data exchange.
    Australian ANZLF Co-Chair and CEO of CyberCX, John Paitaridis, emphasised the ANZLF’s role in fostering strong relationships between business and political leaders to ensure a healthy and vibrant trans-Tasman relationship. Mr Paitaridis noted that for twenty years the ANZLF has helped develop the SEM agenda and influenced a raft of policies, ranging from border control to business regulation.
    “The ANZLF brings trans-Tasman business leaders together to advance the trans-Tasman relationship,” Mr Paitaridis said, “Our engagement with Ministers in Rotorua underscored the importance of the ANZLF as a platform for dialogue and active collaboration. It also spoke to the Prime Ministers’ recent joint statement acknowledging the ANZLF’s relevance to business and effectiveness as a voice to governments.”
    Spark NZ CEO, Jolie Hodson, highlighted the need for a more outward-looking approach to the trans-Tasman relationship. Ms. Hodson said, “CEOs emphasised the importance of promoting CER to the world, and ensuring the SEM agenda remains modern and, forward-thinking, attractive to foreign investors by pursuing regulatory coherence wherever possible and embracing new opportunities in the digital economy.”
    Mr Paitaridis concluded, “By aligning our policies, enhancing investment frameworks, supporting innovative supply chain solutions and digitising the trade relationship, we can ensure our two countries remain match fit for a modern trade relationship.”

    Three people have been charged after police recovered more than $130,000 worth of stolen property.
    Detectives from Northern Criminal Investigation Branch arrested a 22-year-old Kings Meadows man, a 28-year-old Mowbray man, and a 43-year-old Mowbray woman last week in relation to a recent series of burglaries in the northern suburbs of Launceston during which vacant residences and unlocked motor vehicles were targeted.
    During a subsequent search of a residence at Mowbray police seized the stolen property.
    They have each since been charged with aggravated burglary, possession of stolen property, stealing, trespass, and burglary and bailed to appear in the Launceston Magistrates Court at a later date.
    Tasmania Police reminds the community to ensure residences and vehicles are secure when left unattended, to deter opportunistic crime.

  • MIL-OSI Australia: Mount Royal National Park hazard reduction burn 24 September 2024

    A 140-hectare burn will take place adjacent to Kurranulla Creek, on the southernmost tip of Mount Royal National Park, east of Muswellbrook, and 5 km due north of Carrowbrook.

    The burn will begin in the morning, with crews continuing into the late evening. Crews will be present for a number of days after the burn.

    The low intensity burn is being undertaken to reduce fuel loads in the area and protect neighbouring properties.

    NPWS will be assisted by the NSW Rural Fire Service.

    Smoke may be visible and impact on the area around Carrowbrook and Mount Royal for a number of days. Motorists should exercise caution when driving along roads in the area.

    People with asthma or who are susceptible to respiratory problems are advised to stay indoors, close windows and doors, and follow their health plan.

    This burn is one of many hazard reduction operations undertaken by NPWS each year, many with assistance from the Rural Fire Service and Fire and Rescue NSW.

    All burns around the state are coordinated with the NSW Rural Fire Service to ensure the impact on the community is assessed at a regional level.

    People with known health conditions can sign up to receive air quality reports, forecasts and alerts via email or SMS from the Department of Climate Change, Energy, the Environment and Water.

  • MIL-Evening Report: View from The Hill: The Greens’ demands on the RBA make for bad economic policy. Is it also crazy politics?

    When the Greens tell Labor they’re ready to negotiate, what they usually mean is they’re preparing to make populist demands that can’t or shouldn’t be met.

    So it is with their “ask” on the Reserve Bank legislation.

    Treasurer Jim Chalmers wants to split the Reserve Bank board into two, one to run monetary policy and the other to administer the bank.

    He got close to agreement with the Liberals, but then they saw an advantage in walking away. The Greens jumped in to fill the void, demanding an interest rate cut in exchange for their support.

    “Both the Treasurer and the RBA Governor have said the reforms are important. Now they know what they have to do to get them done – provide some much needed relief to mortgage holders,” the minor party’s treasury spokesman Nick McKim said on social media on Monday.

    “We are unashamedly using our political power to fight for mortgage holders who are getting smashed by high interest rates.

    “The power exists for the Treasurer to bring down interest rates. Time to stop the pretence that the RBA is independent.

    “Time for Jim Chalmers to end his ritual ashen-faced handwringing, end the pretence there’s nothing he can do, and intervene to bring down interest rates,” McKim said.

    “We are deliberately bringing the RBA into the centre of the political debate where it belongs. The RBA board are unelected technocrats, not high priests who are beyond criticism. Every decision they make is political.”

    When it comes to the Greens, the government gives as good as it gets.

    “The Greens are out of control,” Finance Minister Katy Gallagher told the ABC on Monday. “It’s crazy what they’re saying to us,” adding, rather primly, that it was “a bit unseemly” for McKim to be “issuing ultimatums”.

    Leave aside the unseemly – that’s a common political trait. What about the crazy?

    What the Greens are demanding is bad economic policy. Whether it is crazy politics remains to be seen.

    From time to time the Reserve Bank comes under sharp criticism, from experts and from the public.

    Chalmers and McKim agree on one thing – the “smashing” power of high interest rates.

    But the bank’s essentially independent status is a bulwark against monetary policy becoming the creature of short-term politics, as McKim would have it.

    (The bank isn’t totally independent. Section 11 of the RBA Act gives the treasurer the power to overrule it, with statements from both the treasurer and bank tabled in parliament. The section has never been invoked.)

    What the Greens are proposing, having the treasurer use his power to overrule the bank board to get his way on legislation, is irresponsible.

    It’s also illogical. The whole point of the proposed dual boards is to strengthen the bank’s expertise as the independent setter of monetary policy. But McKim wants, in essence, to scrap that independence.

    The stand on the Reserve Bank is typical of the Greens policy positions more generally. They’re presently holding up the government’s housing legislation in the Senate, making demands they know the government won’t meet, such as controls on rents.

    When challenged, the Greens point out that after playing hardball on earlier housing legislation, they won extra funding.

    They’re probably hoping the government will decide to buy them off this time with some more housing money. Notably, they have delayed the latest bills rather than vote them down. To do this they’ve teamed up with the Coalition – expediency overcomes ideology with these bedfellows.

    Monday’s announcement that the Australian Competition and Consumer Commission has launched legal action against Coles and Woolworths over their allegedly misleading behaviour on product discounts feeds right into the Greens’ (and the Coalition’s) policy for the power to break up the big supermarkets.

    The government reacted on Monday by releasing an exposure draft of its mandatory food and grocery code of conduct, which has been in the pipeline for some time. A government inquiry by former Labor minister Craig Emerson argued against divestiture powers but it’s easy to understand how cash-strapped families struggling with grocery bills could see that as appealing.

    In general, is wild economics savvy politics? We won’t know until after the election.

    The Greens were on a roll in 2022. They ended up with four lower house members, up from the one (leader Adam Bandt) they had before. The extra seats, all in Queensland, were won from both Labor (one) and the Liberals (two).

    They also came out of the election with a record dozen senators (now 11, after Lidia Thorpe’s defection).

    In the hunt for more lower house seats, the Greens would hope to pick up votes from those on the left who see Labor as too conservative, people financially hurting who are attracted to populist solutions, and young voters turned off the major parties.

    Given its present radicalism, one wonders whether the Greens will hold the two Brisbane seats they won from the Liberals.

    It’s difficult to chart the likely trajectory of the Greens, given their small share of the vote, and the heavier concentration of their support in particular areas. But Labor is certainly afraid of them. With the government on the back foot, it knows the potential attraction of easy-sounding solutions.

    The Greens hope there will be a minority Labor government after the election, and that they would be in a position to twist that government’s arm on multiple issues.

    The risk for them, however, is that if they overreach now, some of their potential but still undecided voters might become wary about how they would behave if their power was much enhanced.

  • MIL-OSI New Zealand: Employment Trends – 90% of Professionals Would Look for New Job if They Had to Work More Days in-Office

    Research has revealed that 90% of professionals would consider looking for a new role, if their employer was to ask them to increase their in-office days.  

    The main deterrents for professionals in increasing their office presence are long commutes (41%), disruptions to work-life balance (40%), workplace distractions (11%), and associated costs (9%).

    The findings, from a recent survey conducted by leading recruitment agency – Robert Walters, reveals a critical factor in the battle to retain top talent.  

    The ongoing debate between professionals and employers regarding office attendance has intensified since the lifting of pandemic restrictions. The research revealed that most businesses in white-collar industries are still offering flexible working arrangements (82%).  

    The research comes following the recent announcement from the government that they are mandating public sector workers back to the office with immediate effect. During the recent press conference, the government made some bold comments including how the city and in particular cafe owners are feeling the affects of the population working from home.

    Holding onto Hybrid

    The report, which surveyed over 2,000 white-collar professionals across New Zealand, discovered that 40% of the workforce would look for a new job if their employer required them to increase their in-office presence to 5 days a week, a further 33% said they would if their work from home days were reduced.  

    Another 17% said they would consider looking for a new role if their work arrangements changed but weren’t sure if flexible working was their main priority. Just 10% said they would remain in their current roles despite changes to flexible working arrangements.

    On the other hand, a considerable number of employers are advocating for increased office attendance, with the recruitment specialists at Robert Walters noting a considerable increase in employers expressing their desire for their staff to spend more time in the office.  

    Shay Peters, CEO of Robert Walters Australia and New Zealand, commented, “Since the start of the year, we have witnessed a growing number of employers urging their staff to enhance their presence in the office. We have even seen some employers starting to mandate 5 days in the office, but I think this is somewhat unrealistic.”

    The study also highlighted the increasing demand for hybrid work arrangements, which is now recognised as one of the top three benefits sought by professionals across various industries. Further research conducted by the company revealed that 45% of professionals say work-life balance is the most important factor when considering a new role.

    The recruitment specialists added that they have observed a significant increase in candidates seeking or preferring roles with flexible working arrangements. Workplace culture and flexible working arrangements are becoming the primary determining factors in a candidate’s decision to accept a job.”

    Peters added, “Employees need to understand there needs to be a balance between work life and personal life. In the past, society has put an emphasis on professional life, but it now seems some people have the mindset work is interrupting their personal life.”  

    Boundaries needed

    The recruitment specialists stressed the importance of defining boundaries when offering flexible working, explaining that boundaries ensure clarity and balance for both employers and employees.  

    Peters added, “By establishing clear expectations and guidelines, we can foster a productive and harmonious work environment that maximises the benefits of employers and employees. If boundaries aren’t established, this can lead to tension between colleagues which is in no one’s best interests.”

    Robert Walters suggested offering alternative options to flexible working to entice people back to the office.  

    Peters suggests that “Rather than offering flexible working without much consideration, employers should offer benefits that align with employee needs and preferences to enhance retention and encourage more in-office attendance. Some possible strategies to bring professionals back to the office include flexible work hours, improved office amenities, assistance with employee expenses such as travel subsidies or meals, among others.”

    According to the experts, flexible working arrangements should not be limited solely to the number of office days but also consider the start and end times of shifts. They suggest that flexible shift schedules can offer greater benefits compared to just the quantity of office days.

    Learning opportunities  

    Peters emphasises the advantages of working in an office environment, including increased collaboration with colleagues, active participation in team projects, heightened visibility, skill development opportunities, mentorship from senior staff, and a stronger connection to workplace culture.  

    “The shift to remote work has revealed a drawback. Individuals may be missing out on valuable learning experiences that are more readily accessible in an office setting. It is important for employees to acknowledge the advantages of increasing their in-office presence and embrace the learning opportunities that come with it” Peters explained.  

    The experts also expressed that being present in an office environment can offer comfort during tough times by surrounding yourself with your team.  

    He added that each company is unique, and the pros and cons of offering a flexible working policy vary across industries. Employers will need to address and potentially reassess their working models to see whether offering flexible working options benefit their business.

    Good morning, everyone. Secretary Del Toro, Senator Cardin, Mayor Scott — thank you for your leadership, for your support of the finest and fiercest fighting force in the world, and of course for being here today.

    I am incredibly honored to be the sponsor of the future U.S.S. Baltimore.

    Baltimore, and Maryland, have deep meaning for me.

    Some of my earliest childhood recollections are from living in Annapolis, just a few hours’ sail down the Chesapeake.

    And some of my fondest memories are from being back in the Old Line State, for graduate school. It’s where I met my husband, after all — we are fellow Terps. And we’ve spent time here over the years at this very harbor and throughout Baltimore’s neighborhoods. So Charm City will always hold a special place in my heart, and now even more so as the Baltimore‘s sponsor.

    And America’s submarine force, well, she’s just in my blood.

    You see, I grew up in a submarine family. The origin story began 73 years ago this past summer, when my father, Jerry Holland, left his landlocked hometown of Iowa City, Iowa, for the western shores of Maryland, to attend the U.S. Naval Academy.

    He’s never told me exactly why he was drawn to the Navy, but he is a prolific writer, and in one book he observed that “dreams of life at sea can appear at a very young age, and almost always grow in the presence of a ship model, at a museum, on a lake or a pond, or even in a bathtub.”

    So, anything’s possible.

    But we do know that for many midshipmen in those nascent days of the Cold War, submarines were the vanguard of the future.

    It was the birth of America’s nuclear navy. Just a few months before my dad commissioned from Annapolis, the U.S.S. Nautilus went “underway on nuclear power,” making headlines and breaking records for speed and endurance.

    Meanwhile, Run Silent, Run Deep was one of the year’s hottest novels, and would soon be a film starring none other than Clark Gable, the so-called “King of Hollywood.”

    All the star-studded attention was well deserved.

    Think about what it means to serve on a nuclear submarine.

    To willfully seal yourself inside a metal canister along with scores of other human beings.

    Propelled through the inky black depths of the sea by power generated from the splitting of atoms.

    Sensing your environment not by sight, but by sound.

    And to do so for weeks if not months at a time, traversing thousands of miles from open sea to crowded ports, without being heard by other ships even if they’re steaming right above you.

    It takes a special combination of brains, heart, courage, and cool-under-pressure that many admire, but only a few possess. And that’s partly why those who join the silent service are consummate quiet professionals.

    They don’t necessarily brag about being the “best of the best.”

    They just are.

    And my dad was no exception. Like all prospective nuclear submariners in those days, he was personally interviewed by Admiral Rickover, the father of the nuclear navy, to see if young Ensign Holland was up to snuff — and my dad’s decades of service as a submariner, retiring as a Rear Admiral, are testament that he was.

    Throughout that career, the submarine community was more than just his professional home.

    It was a family support system, one in which my mother, Anne Holland, was a leader. One that played an important role for me and my six older brothers and sisters.

    It was a community I was born into.

    For my siblings and me, submarines were more than just where dad went to work. Like other kids, we played with train sets and paper dolls, but we also played with toy submarines.

    [Laughter]

    And the real ones were docked down the street, discussed at the dinner table, and a part of our family identity.

    It is especially fitting — and I am so grateful — that both of my parents are with us here today.

    And as the sponsor of the future U.S.S. Baltimore, SSN-812, I will continue to carry our family’s legacy of service, and commitment to the submarine force.

    And what a force it is.

    As Deputy Secretary of Defense, I’m focused on ensuring America’s military has the capabilities required to defend our nation, our allies and partners, and our interests. America’s submarines are vital contributors to those goals.

    The United States maintains significant overmatch in undersea warfare compared to our pacing challenge, the People’s Republic of China. And we’re going to keep it that way, even as the PLA Navy continues to modernize. Submarines like Baltimore are a big part of how we’re staying in the lead — and not only ahead of the PRC, but also ahead of Russia.

    Indeed, years ago my dad wrote in Proceedings that our submarines are “invisible, nearly invulnerable, and capable of operating close to shore to provide large volumes of fire.” That’s why they’re so important to joint force design, and a deterrent to any who might threaten us.

    And when we invest together with our allies in advanced conventionally-armed, nuclear-powered submarine capabilities — like we’re doing through our AUKUS partnership with Australia and the United Kingdom — it’s a win-win for everyone, from Gare Loch to Groton to Garden Island. In fact, Australian sailors completed maintenance on a U.S. nuclear-powered submarine in Australian waters for the first time just this month.

    Now, today’s boat naming is the beginning of a long journey for the Baltimore: from laydown to launch, shakedown to commissioning, and then a 30-plus-year service life.

    And it’s built, assembled, outfitted, and evaluated — and as it does so — it will be touched by the hands of a world-class workforce: machinists, welders, pipefitters, systems engineers, technicians, testers and more.

    It’s a workforce that is benefitting from the Biden-Harris administration’s historic investments, in partnership with Congress, to bolster and accelerate the productivity of America’s submarine industrial base: so it can support our military and our AUKUS commitment with our Australian and British allies. Over four years of defense budgets and supplemental appropriations, it’s about a $10-billion-dollar investment in the future strength and lethality of the silent service.

    And when Baltimore joins the fleet, with a world-class crew, it will be among the most agile, lethal, resilient, and capable conventional nuclear-powered submarines we’ve ever made.

    When I think about the boats my father served on and skippered — submarines that patrolled from the North Atlantic to the western Pacific, outfoxing the Soviet Navy time and again — I’m reminded that the Baltimore belongs to a continually-modernized class of attack submarines that are not only larger, more powerful, and more lethal. They also run quieter, deeper, and faster.

    It would take over two-and-a-half of those earlier-generation submarines to equal the submerged displacement of a single Virginia-class sub like the Baltimore.

    Virginia-class reactors also produce two-and-a-half times more megawatts than the reactors my dad trained on — that’s enough electricity to power tens of thousands of Maryland households today — and their turbines also generate over three times more shaft-horsepower for propulsion. That’s effectively a 20 percent higher thrust-to-weight ratio.

    And compared to the subs my dad commanded, the most lethal Virginia-class submarines coming off the line today can carry two-and-a-half times more munitions, including dozens of anti-ship missiles like the Maritime Strike Tomahawk. And they have 11 times more torpedo and missile tubes.

    As my dad once wrote, “the submarine provides a flexibility that presents our leaders with many options. Superior both offensive[ly] and defensive[ly].” In that way, Virginia-class subs are a Swiss Army Knife of naval capabilities:

    • They’re capable of anti-surface and strike missions, plus anti-submarine warfare.
    • They can support special operations.
    • They can provide more inputs into our multi-domain awareness.
    • They’re interoperable with U.S. allies’ and partner forces.
    • And they’re built to be upgraded for even more, with technologies and capabilities that we’re still developing today, and even with those that we haven’t yet imagined.

    Of course, our submarine force is still the ‘silent’ service. Even with the passage of time since my dad retired from the Navy, there are still aspects of subs and their missions that he and I cannot share publicly, that remain classified for their ongoing relevance to U.S. national security. And that will be the case for many years to come — just as it will be true for the Baltimore and its future crews.

    But make no mistake about Baltimore‘s purpose. Like all of our submarines, conventional and otherwise, we build them not to provoke war, but rather to prevent wars, through deterrence.

    When our would-be adversaries consider the risks of aggression, sometimes they will see the ‘big stick’ of U.S. and allied military assets, like the U.S.S. Theodore Roosevelt and our other aircraft carriers. They certainly send a signal, and they have the firepower to back it up.

    But other times, there may be advantage in not sending a signal. And for those times, you need something that the other side can’t see.

    U.S.S. Baltimore — with its stealth, endurance, lethality, and speed — will be just such an asset, part of our unseen advantage. And the only thing the adversary will hear is the sound of silence.

    Just over 25 years ago, when the first submarine my father commanded was being decommissioned, he had the opportunity to tour that boat, U.S.S. Pintado. It was “astonishing,” he later wrote, to find the sub “in nearly as perfect condition as when she was commissioned.”

    For over two-and-a-half decades, that submarine had patrolled the seas, helping ensure freedom of navigation and the free flow of commerce, so that Americans, our allies, and many more people around the world could sleep soundly at night, live free, and prosper.

    Dad, to you and all your shipmates past: thank you for having the watch. Mom, thank you for everything you did to lead pier-side, from running Family Service Centers to running the family.

    America is grateful for the service you both gave, and the sacrifices you both made, on all of our behalf. And I am grateful.

    Today, and every day, I’m thankful to those who built that submarine, who served aboard it, and who supported them and their families — just as I’m grateful to those who will do the same for the U.S.S. Baltimore.

    Someday not too far off, I’ll be honored to welcome the future Baltimore‘s crew as an extended part of that family. I’ll be proud to know it will be the best submarine our country’s ever made: beautiful and deadly. It won’t be built overnight, but it will be built to last.

    A quarter of a century from now, in 2049 and long beyond, the U.S.S. Baltimore will still be standing guard, out on patrol, so that we all — Americans, our allies, and hopefully the world — can sleep soundly at night, live free, and prosper.

    WASHINGTON, D.C. – U.S. Senator Jacky Rosen (D-NV) released the following statement following the Senate passage of the bipartisan Veterans Benefits Continuity and Accountability Supplemental Appropriations Act, after it recently passed the House of Representatives. The legislation, which now heads to the President’s desk to be signed into law, provides nearly $2.9 billion in emergency funding for disability compensation, pensions, and readjustment benefits for veterans. Thanks to the Rosen-backed PACT Act, thousands of Nevada veterans and their families, and millions more across the country, are receiving the Department of Veterans Affairs (VA) benefits they have earned. As more veterans file claims and receive their long-overdue benefits, supplemental funding was necessary. 
    “Thanks to the bipartisan PACT Act that I helped pass, millions of veterans across our nation are getting the VA benefits and health care they need and deserve,” said Senator Rosen. “As more claims are filed, we need more funding to ensure veterans continue having access to these benefits, and I’m proud that the Senate passed this bipartisan legislation to do so. I’ll keep working across the aisle to deliver for the men and women who have served in uniform.”
    Senator Rosen has been leading bipartisan efforts to support Nevada’s veterans. Earlier this year, she introduced bipartisan legislation to permanently maintain a helpline for veterans to obtain information and assistance with VA services. Senator Rosen secured funding to increase access to affordable housing for veterans, continue building Nevada’s first national veterans cemetery in Elko, and increase funding for veteran’s access to telehealth in the last bipartisan government funding package.

    President Joseph R. Biden, Jr. Approves Connecticut Disaster Declaration

    Today, President Joseph R. Biden, Jr. declared that a major disaster exists in the State of Connecticut and ordered Federal assistance to supplement state, tribal, and local recovery efforts in the areas affected by a severe storm, flooding, landslides, and mudslides from August 18 to August 19, 2024.

    The President’s action makes Federal funding available to affected individuals in the counties of Fairfield, Litchfield, and New Haven.

    Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.

    Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

    Mr. Robert V. Fogel of the Federal Emergency Management Agency (FEMA) has been appointed to coordinate Federal recovery operations in the affected areas. 

    Damage assessments are continuing in other areas, and additional counties may be designated for assistance after the assessments are fully completed. 

    Residents and business owners who sustained losses in the designated areas can begin applying for assistance at www.DisasterAssistance.gov, by calling 800-621-FEMA (3362), or by using the FEMA App. Anyone using a relay service, such as video relay service (VRS), captioned telephone service or others, can give FEMA the number for that service.

  • MIL-OSI Security: Eight Countries work together in largest Operation Render Safe to remove WWII UXO in Solomon Islands

    The United States, Australia, New Zealand, Canada, United Kingdom, Republic of Korea, and Japan recently joined the Royal Solomon Islands Police Force for Operation Render Safe 2024-2 in New Georgia, Solomon Islands, from Aug. 12 to Sept. 27.

    Operation Render Safe is an Australian Defence Force operation that removes the danger posed by World War II-era explosive remnants of war in Pacific Island countries. 2024 marks the 20th year that Operation Render Safe has been conducted.

    The Solomon Islands were a major battleground during the Pacific Island campaign that left behind thousands of unexploded munitions that continue to pose significant risks to the public, hindering development and threatening local livelihoods. These remnants of war have also contributed to dangerous living conditions for local residents, limiting the availability of safe land for agriculture and community expansion.

    This year’s Operation Render Safe was the largest UXO removal effort in the region’s history. 3,240 explosive remnants of war were removed from 219 sites that will directly benefit the local population by providing safer access to land and water resources. The operation’s success will help open the door to future development projects, fostering economic growth and improving infrastructure in affected areas.

    This multinational mission, led by the RSIPF, covered a vast area of 1,600 square kilometers, with 17 multinational explosive ordnance teams undertaking a rolling program of community engagement, reconnaissance, and positive action in both land and maritime domains.

    “Being Army, we’re not really used to being on the water,” said Australian Army Cpl. Daniel Siyogu, an EOD technician with the 6th Engineer Support Regiment. “But we’re getting it done, identifying and disposing of explosive remnants of war on Kolombangara island.”

    Operation Render Safe 2024-2 also featured significant tri-service interoperability between eight contributing nations, ensuring smooth coordination across a wide operational area. The 17 EOD teams, supported by U.S. Marine Corps MV-22B Ospreys assigned to Marine Medium Tiltrotor Squadron 268 (Reinforced), Marine Rotational Force – Darwin 24.3, operated over a 350km internal-line supply chain to the rear echelon in Honiara.

    “Working alongside our Allies showcases the importance of our shared goals,” said U.S. Marine Corps Gunnery Sgt. Jesus Contreras, an EOD team leader with Combat Logistics Battalion 5 (Reinforced), MRF-D 24.3. “Leading a combined team of multinational personnel into the jungles of New Georgia has been a unique and rewarding experience. Working in a joint environment with different SOPs, [standard operating procedures], has been a challenge, but the similarities in our EOD procedures make it easier to cooperate and learn from each other.”

    The involvement of the RSIPF, with their knowledge of the area, was essential in identifying UXO caches, making the operation a success.

    “Getting input from the local community has been critical,” said Royal Canadian Navy Lt. Cmdr. Kevin Okahiro. “The people here know where the explosives are, and their guidance allows us to better assess and clear dangerous areas.”

    The operation focused on key areas like Kohinggo and Munda, contributing to improved infrastructure and a safer environment for Solomon Islands communities.

    “Ultimately, it’s about making the region safer and improving the quality of life for the local communities,” said Australian Army Lt. Col. Fabian Harrison, the commanding officer of Operation Render Safe 2024-2. “Through these partnerships and the commitment of all involved nations, we’re achieving that goal.”

  • MIL-OSI USA: MAINE PUBLIC UTILITIES COMMISSION AMENDS ELECTRIC AND GAS UTILITY RULES TO PROVIDE PROTECTIONS TO VICTIMS OF DOMESTIC VIOLENCE

    Hallowell, Maine – The Maine Public Utilities Commission (Commission) recently adopted amendments to its Chapter 815 Rules for electric and gas utilities to provide certain protections for victims of domestic violence. The Commission joins seven other states that have protections for utility customers who have experienced the economic abuse connected to domestic violence.

    “I hope the changes will address any concerns raised during this proceeding to better protect domestic violence victims,” said Chair Philip L. Bartlett, II. We truly appreciate the efforts of the Maine Coalition to End Domestic Violence in raising some very important considerations.

    These amendments provide the following protections to applicants or customers who present an enforceable protection from abuse order to the utility:

    -Certain customer information may not be reported by the utility to debt collectors and credit reporters;

    -A utility may not deny service or require payment of a catch-up amount; and

    -A utility may not demand a deposit under certain conditions.

    A utility with a reasonable belief that a protection from abuse order presented by an applicant or customer is not authentic may require the applicant or customer to submit a court-certified copy of the order.

    The Commission’s Chapter 815 Rules regulate the relationship between electric and gas utilities and their customers, establishing the minimum standards for the provision of service including application for service, deposit requirements and the administration of credit and collection programs. These amendments became enforceable on August 31, 2024.

  • MIL-OSI USA: Blaine’s Bulletin – From Friendship to Fraud

    Recently, I spoke with a resident from right here in Missouri who had fallen victim to a scam that seemed like something out of a thriller but, unfortunately, is becoming all too common. She shared a story about “Anna,” someone she believed she knew everything about—a person who had carefully built a genuine connection over time. “I had zero doubt that Anna was who she said she was. I knew everything about her, and I was certain she cared about me,” she explained. But that trust was shattered when the truth came out: it was all a carefully orchestrated scam.

    Sadly, this isn’t an isolated case. Many Missourians, or someone they know, have come dangerously close to being deceived. Whether it’s clicking a link that looks like it’s from your local bank or engaging with someone posing as a friend in need, we’re all just a moment away from falling into a scammer’s trap. These criminals are constantly evolving, using more sophisticated and deceptive tactics every day. Their goal is simple: steal your hard-earned money and personal information.

    Scammers are targeting Missourians through a variety of schemes—fake investments, fraudulent purchases, crypto, phony charities, and more. They’ve mastered the art of making their texts, phone calls, and online interactions appear legitimate, luring people into their web. Research shows that most scam victims don’t report these crimes. While property theft or vandalism is often reported to law enforcement, less than 30% of scam victims take that step. This underreporting is concerning because these scams are on the rise, and their financial and emotional toll can be just as devastating.

    Even here in Missouri, the anxiety over being scammed is growing. Over half of Americans say they frequently or occasionally worry about being tricked into sending money or sharing financial details. Even if you think you’re safe, nearly 20% of people admit to worrying occasionally, and with scammers becoming bolder, those numbers are likely to rise. These schemes leave deep scars—not only financially but emotionally. They prey on your trust, emotions, and the desire to improve your financial future, making them hard to detect until it’s too late.

    This week, my colleagues and I in Congress addressed this pressing issue during a hearing titled, “Protecting Americans’ Savings: Examining the Economics of the Multi-Billion Dollar Romance Confidence Scam Industry.” My top priority is combating these increasingly sophisticated criminals and the risks they pose to Missouri’s families and the nation’s financial security. While our U.S. financial system has safeguards to prevent money laundering and the financing of terrorism, scam victims are still being manipulated into unknowingly wiring large sums to foreign accounts. Scammers often coach their victims to bypass safeguards in the banking system like suspicious activity reports and finding ways around the system. It’s time to put an end to this chaos.

    I urge everyone to stay vigilant and protect yourself from falling victim. Don’t trust unsolicited messages or emails, especially if they request personal information or money. Verify any financial opportunities with trusted professionals or secure sources. Be cautious of anyone who tries to build a quick, deep connection, especially if they bring up investments or money.

    If you are ever targeted by a scam, report it to ic3.gov, the FBI’s Internet Crime Complaint Center.  It’s one of the most powerful tools we have in fighting back against these criminals and protecting our community from their traps.

    The Majority Leader of the House of Representatives announces bills that will be considered under suspension of the rules in that chamber. Under suspension, floor debate is limited, all floor amendments are prohibited, points of order against the bill are waived, and final passage requires a two-thirds majority vote.

    At the request of the Majority Leader and the House Committee on the Budget, CBO estimates the effects of those bills on direct spending and revenues. CBO has limited time to review the legislation before consideration. Although it is possible in most cases to determine whether the legislation would affect direct spending or revenues, time may be insufficient to estimate the magnitude of those effects.   • MIL-OSI USA: President Joseph R. Biden, Jr. Approves Disaster Declaration for the Saint Regis Mohawk  Tribe

    Today, President Joseph R. Biden, Jr. declared that a major disaster exists for the Saint Regis Mohawk Tribe and ordered federal aid to supplement the Tribal Nation’s efforts in the areas affected by a severe storm and flooding from August 8 to August 10, 2024.
    Federal funding is available to the Saint Regis Mohawk Tribe and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storm and flooding.
    Federal funding is also available on a cost-sharing basis for hazard mitigation measures for the Saint Regis Mohawk Tribe.
    Ms. Catharine O. Fan of the Federal Emergency Management Agency (FEMA) has been appointed to coordinate Federal recovery operations in the affected areas. 
    Damage assessments are continuing in other areas, and additional forms of assistance may be designated after the assessments are fully completed.

  • MIL-OSI Australia: Concern for welfare – Tennant Creek

    Northern Territory Police continue with land and air search efforts in Tennant Creek in an effort to locate Maxie Graham.  Despite efforts over the last three days Mr Graham has not been located with Police holding grave concerns for his welfare.  Police are asking the public for assistance in tracing Mr Graham’s whereabouts.  The last positive sighting of Mr Graham was on Monday morning. 

    Maxie Graham was last seen driving a silver Ford SUV at around 6.30am on Monday 16 September.  The vehicle was located abandoned at 09:20pm on Tuesday. 

    He is unable to walk unaided meaning he could not have ventured far from where his vehicle was located.

    Maxie Graham has medical conditions and has not presented for crucial appointments.  His family and the greater Tennant Creek community hold concerns for his welfare.

    Police are calling for witnesses who observed this vehicle travelling in Tennant Creek between 6.30am on Monday and 9.17pm on Tuesday to contact the Police on 000 or 1800 333 000.

    That was President Bartlet’s suggestion to Donna.
    For the entire episode, Donna had been trying to find a way to recognize her high school English teacher, Mrs. Morello—who went above and beyond for her school in Wisconsin.
    In the end, President Bartlet calls Donna into the Oval Office. Charlie has Mrs. Morello on the phone. And Donna doesn’t know what to say.
    “Tell her where you are.”
    And Donna says: “Mrs. Morello, I’m in the Oval Office with the President of the United States, and it’s because of you.”
    Now, I teach writing at a community college not too far from here—so I might be a little biased in bringing up this moment. And I want to thank Aaron and everyone who contributed to that episode for that beautiful tribute to educators everywhere.
    We just came from the Oval.
    Because even though Joe is away hosting the leaders of Australia, India, and Japan in Delaware, he wanted to make sure President Bartlet and his staff had a chance to see the Oval Office again.
    I often talk to my students about the power of good storytelling—because it can inspire and shape our world.
    When The West Wing lights up our screens, every swell of the opening theme, every fast talking, fast walking journey through seemingly endless halls—every performance—changes how we see the public servants behind these white walls, striving for a better tomorrow.

    President Joseph R. Biden, Jr. met Prime Minister Anthony Albanese of Australia today in Wilmington, Delaware. The President thanked the Prime Minister for his partnership and highlighted the progress made in strengthening bilateral ties since the Prime Minister’s Official Visit to Washington, D.C., last October.  The leaders underscored that the U.S.-Australia Alliance remains the core of the bilateral relationship, and welcomed the depth of cooperation across its three pillars: defense and security, economic, and climate and clean energy. The leaders noted the recent Australia-United Kingdom-United States (AUKUS) Joint Leaders Statement reaffirming their shared commitment to advance this historic trilateral partnership and promote a free and open Indo-Pacific that is secure and stable.  The leaders reflected on the strength of the economic relationship and discussed progress over the past two years to modernize the Alliance in the face of new challenges, including addressing climate change and the clean energy transition. They also reaffirmed their commitment to expand cooperation to build more diverse and resilient critical minerals supply chains and accelerate the transition to clean energy in accordance with the “Compact” they signed in Hiroshima, Japan, in May 2023. The two leaders also discussed their support for maintaining peace and stability in the Taiwan Strait, their continued assistance to Ukraine as it defends itself against Russia’s brutal aggression, and their support for a sustainable ceasefire and increased humanitarian aid to the people of Gaza. The leaders discussed their respective diplomacy with the People’s Republic of China (PRC) and their shared concerns about the PRC’s coercive and destabilizing activities, including in the South China Sea.   • MIL-OSI USA: Update 10: DEP issues recent test findings from the Androscoggin River in relation to the Brunswick AFFF spill

    Analytical results for samples collected by the Department of Environmental Protection from the Androscoggin River on August 27 and September 5, show concentrations of 5.1 parts per trillion (ppt) and 4.6 ppt above the Brunswick Sewer District effluent outfall and concentrations ranging from 3.9 ppt to 6.5 ppt at three locations below the outfall. These concentrations are based on the sum of the following 6 PFAS compounds that are used as the current Maine interim drinking water standard (PFHPA, PFHXS, PFOS, PFNA, PFOA, PFDA). These samples were collected from locations above and below the outfall of the Brunswick Sewer District in the center of the river, to be representative of overall river water concentrations. This is consistent with the approach of the Department’s Surface Water Ambient Toxics Monitoring program for monitoring PFAS concentrations in Maine rivers, and may be compared to results from sampling other river locations that have been published in the Departments biennial Surface Water Ambient Toxics Monitoring Program reports.

    • Established an ESG Committee, chaired by Dr. Nancy Chang, which will assist in setting the Company’s general strategy relating to ESG matters and in developing, implementing, and monitoring initiatives and policies based on that strategy.

         The Director of Electrical and Mechanical Services (DEMS), Mr Poon Kwok-ying, attended the International Railway Safety Council (IRSC) Conference in Vienna, Austria from September 18 to 20 (Austrian time). The Conference was an annual forum for railway safety regulators, operators and relevant stakeholders worldwide to exchange knowledge, experience and lesson learnt on railway safety.            The Electrical and Mechanical Services Department (EMSD) gave presentations on four separate railway safety topics to share its experience in the applications of innovation and technology (I&T) for enhancing railway safety as well as the regulatory experience and preventive measures on handling catastrophic flooding.           At the closing ceremony of the Conference on September 20 (Austrian time), Mr Poon, together with the Administrator of the National Railway Administration, Mr Fei Dongbin, and the Operations and Innovation Director of the MTR Corporation, Dr Tony Lee, were handed over the “IRSC Triangle” by the Organising Committee Chairman of this year’s Conference, symbolising that Hong Kong, China will be the host city of the next Conference.           Under the theme “Advancing Railway Safety through Innovations and Collaborations”, the IRSC 2025 Conference will be jointly hosted by the EMSD, the National Railway Administration and the MTR Corporation. The delegates around the world will be invited to participate the Conference in Hong Kong, China to carry out in-depth exchanges on the issue of railway safety development and also personally experience the China’s railway development in recent years. Over 300 internationally renowned railway experts from Australia, Austria, Belgium, Canada, France, Germany, Ireland, Japan, South Korea, Singapore, South Africa, Sweden, Switzerland, Thailand, the United Kingdom, and more are expected to attend the Conference.
