  • MIL-OSI Australia: $13-million investment reopens Boodjamulla National Park (Aboriginal Land)

    One of Queensland’s most popular outback national parks will reopen on 4 July 2025, in a major boost for the local tourism industry.

    Boodjamulla National Park (Aboriginal Land) was closed following the impacts of an unprecedented flood event in March 2023.

    The Boodjamulla Cooperative Management Council (CMC), comprising the Department of the Environment, Tourism, Science and Innovation (DETSI) and the Waanyi Native Title Aboriginal Corporation, has been working hard to re-open the national park.

    Principal Ranger Marnie Augusteyn said the Queensland Government had invested almost $13 million to reopen the national park, and the tourism industry is thrilled.

    “The funding includes an investment of $6.7 million for repairs and the construction of new visitor infrastructure within the Lawn Hill Gorge section,” Ms Augusteyn said.

    “We’re also investing $6.1 million for reconstruction work on water treatment, sewage management, power supply and flood resilience work into our ranger residences.”

    Michael Miller CEO Waanyi Native Title Aboriginal Corporation said he was on Country recently to inspect the progress.

    “To assist with the staged reopening, Waanyi Elder Everyl Johnny will be based at Boodjamulla gorge to personally welcome visitors on behalf of all Waanyi people to the national park,” Mr Miller said.

    “She will provide inductions to visitors, giving insight into Waanyi culture and the impacts of the flooding.

    “On behalf of the Waanyi Native Title Aboriginal Corporation, we welcome visitors back to the national park.

    “This is our backyard, and please treat it with the same respect that you would your own backyard.

    “Please pay attention to restricted access areas for your own safety and pay respect to our culture.”

    CEO Tourism Tropical North Queensland Mark Olsen said the Lawn Hill Gorge section of Boodjamulla National Park is an iconic location.

    “Reopening Boodjamulla National Park for winter will provide a much needed boost to the northwest and the communities along the Savannah Way that have faced difficult times over past three years,” Mr Olsen said.

    In June 2023, the national park was returned to the Waanyi People. Now dedicated as Boodjamulla National Park (Aboriginal Land), it is the first of its tenure class in Queensland.

    200 illegally dumped truck tyres in the Isla Gorge National Park

    Up to 200 illegally dumped truck tyres in the Isla Gorge National Park have prompted disgust and sparked a joint investigation to find the person or business responsible.

    During a bushfire in October 2024, the tyres were discovered in a deep ravine adjacent to the Leichhardt Highway.

    Located approximately 340km west of Bundaberg and 230km southwest of Rockhampton, Isla Gorge National Park features stunning gorges, sandstone outcrops and striking rock formations.

    Rangers from the Department of the Environment, Tourism, Science and Innovation and Banana Shire Council compliance officers launched an investigation.

    Senior Ranger Chris said the tyres posed a significant fire risk and had polluted a highly sensitive environment.

    “This shocking example of illegal dumping has delayed our planned burn program, and we are doing everything we can to remediate the site and find the person or business responsible,” Ranger Chris said.

    “We believe someone in the region knows who is responsible for dumping the tyres, and we are asking anyone with information to call us on 1300 130 372 or call the Banana Shire Council on (07) 4992 9500.”

    “Due to the remote location and the size of the tyres, rangers from the Queensland Parks and Wildlife Service were unable to remove them using conventional methods.

    “The complex clean-up operation involves a specialist contractor with a 130-tonne crane to remove and recycle the tyres.”

    “Visitors to our national parks don’t want to see illegally dumped waste, and that’s why we take a zero-tolerance approach to offenders.

    “People involved in illegally dumping waste can receive hefty fines, and they can be ordered to clean up the mess.

    Banana Shire Council Mayor Nev Ferrier said the dumping was unacceptable and showed no respect for the region’s natural environment.

    “It’s just disgraceful, whoever did this clearly has no regard for the land, our national parks, or the people who care for them,” Mayor Ferrier said.

    “The Isla Gorge is one of the most beautiful parts of our region, and to see it treated like this is heartbreaking.

    “I urge anyone who knows anything about this to do the right thing and come forward.”

  • MIL-OSI USA: H.R. 3132, Certified Help Options in Claims Expertise for Veterans Act of 2025

    Bill Summary

    H.R. 3132 would require the Department of Veterans Affairs (VA) to inform veterans and their survivors about organizations and people, such as attorneys and agents, that are accredited by the department to help them claim VA benefits. The bill also would establish a new accreditation process for people who assist applicants with filing claims for VA benefits. Finally, the bill would extend the reduction of pension payments for veterans and survivors who reside in Medicaid nursing homes.

    Estimated Federal Cost

    The estimated budgetary effects of H.R. 3132 are shown in Table 1. The costs of the legislation fall within budget functions 550 (health) and 700 (veterans benefits and services).

    Basis of Estimate

    For this estimate, CBO assumes that H.R. 3132 will be enacted in fiscal year 2025 and that outlays will follow historical spending patterns for affected programs.

    Provisions that Affect Spending Subject to Appropriation and Direct Spending

    Section 2 would require VA to provide additional information about organizations and people that are accredited by the department to help veterans and their survivors claim benefits. Specifically, VA must:

    • Notify applicants about VA-accredited representation if their initial applications do not indicate that they have such representation,
    • Provide information about limitations on fees that potential representatives may charge applicants on each VA web page through which those applicants may file benefit claims, and
    • Maintain an online tool that allows people claiming VA benefits to search for accredited representatives who may assist with those claims.

    CBO anticipates that VA would require additional information technology (IT) resources to notify claimants who lack representation that such assistance is available and to update the department’s website with information about fee limitations. Using information from VA, CBO estimates that it would cost $15 million over the 2025-2035 period to upgrade and maintain the department’s IT system. VA maintains a web portal through which claimants can search for accredited representation for benefit claims. Thus, that requirement would have no budgetary effect.

    CBO expects that some of the costs of implementing the bill would be paid from the Toxic Exposures Fund (TEF) established by Public Law 117-168, the Honoring our PACT Act. The TEF is a mandatory appropriation that VA uses to pay for health care, disability claims processing, medical research, and IT modernization that benefit veterans who were exposed to environmental hazards. Additional spending from the TEF would occur if legislation increases the costs of similar activities that benefit veterans with such exposure. Thus, in addition to increasing spending subject to appropriation, enacting section 2 would increase amounts paid from the TEF, which are classified as direct spending.

    CBO projects that the proportion of costs paid by the TEF will grow over time based on the amount of formerly discretionary appropriations that CBO expects will be provided through the mandatory appropriation as specified in the Honoring our PACT Act. CBO estimates that over the 2025-2035 period, implementing section 2 would increase spending subject to appropriation by $11 million and direct spending by $4 million. Most of those costs would occur within a few years of the bill’s enactment.

    Direct Spending and Revenues

    In addition to expanding benefits that would partly be covered by the TEF, the bill would affect direct spending by reducing pension payments to veterans and survivors who reside in Medicaid nursing homes. The bill also would establish a new accreditation program for organizations and people that help claimants for VA benefits. In total, the bill would decrease net direct spending by $16 million over the 2025-2035 period (See Table 2).

    Pensions. Under current law, VA reduces pension payments to veterans and survivors who reside in Medicaid nursing homes to $90 per month. That required reduction expires November 30, 2031. Section 8 would extend that reduction for five months, through April 30, 2032. CBO estimates that extending that requirement would reduce VA benefits by $10 million per month. (Those benefits are paid from mandatory appropriations and are therefore considered direct spending.) As a result of that reduction in beneficiaries’ income, Medicaid would pay more of the cost of their care, increasing spending for that program by $6 million per month. Thus, enacting section 8 would reduce net direct spending by $20 million over the 2025-2035 period.

    Accreditation Process. H.R. 3132 would establish a new process for accrediting attorneys and agents to represent veterans and survivors who claim VA benefits. Under the bill, VA would be required to process applications within 180 days or temporarily accredit people whose applications are not processed in that time frame. The bill would authorize VA to charge applicants a fee of up to $500 for processing the application. Under current law, no guidelines exist concerning the time allotted to process applications for accreditation, and VA does not charge application fees.

    Application fees would be available to cover the costs of administering the accreditation program. Because collecting and spending those fees would not require further appropriation, they would be classified as decreases and increases in direct spending. CBO estimates that fee receipts would offset spending for the administration of the program. Thus, administering the new accreditation program would decrease net direct spending by less than $500,000 over the 2025-2035 period, CBO estimates.

    Fines. H.R. 3132 would permit accredited attorneys and agents to collect fees from veterans and their survivors for helping them file initial claims for benefits. Under current law, representatives may charge fees only to help appeal VA’s initial decision on a claim. The bill also would set limits on the fee amounts.

    Section 4 would establish fines for unaccredited people who charge fees for assisting with VA benefits claims and for people who charge fees that exceed permitted amounts. The section also would establish fines of up to $50,000 for people who are conditionally accredited by VA to assist with claims for benefits that violate any laws concerning those claims. The bill would make those fines available for expenditure without further appropriation. Collected fines would be recorded as revenues and the subsequent spending would be classified as direct spending. Based on information from VA, CBO estimates that few people would pay fines under the bill. As a result, CBO estimates that enacting section 4 would increase revenues and direct spending by insignificant amounts and, on net, decrease deficits by less than $500,000 over the 2025‑2035 period.

    Spending Subject to Appropriation

    In addition to the $11 million in spending subject to appropriation for information technology improvements discussed above under the heading “Provisions that Affect Spending Subject to Appropriation and Direct Spending,” section 5 of the bill would require the Government Accountability Office to report to the Congress on VA’s processes for accrediting attorneys and agents. The report would be due within one year of enactment. Based on the cost of similar studies, CBO estimates that the report would cost $1 million to complete. Thus, implementing the bill would cost $12 million over the 2025-2035 period, subject to the appropriation of the estimated amounts.

    Pay-As-You-Go Considerations

    The Statutory Pay-As-You-Go Act of 2010 establishes budget-reporting and enforcement procedures for legislation affecting direct spending or revenues. The net changes in outlays and revenues that are subject to those pay-as-you-go procedures are shown in Table 1.

    Increase in Long-Term Net Direct Spending and Deficits

    CBO estimates that enacting H.R. 3132 would not increase net direct spending by more than $2.5 billion in any of the four consecutive 10-year periods beginning in 2036.

    CBO estimates that enacting H.R. 3132 would not increase on‑budget deficits by more than $5 billion in any of the four consecutive 10-year periods beginning in 2036.

    Mandates

    H.R. 3132 would impose an intergovernmental mandate as defined in the Unfunded Mandates Reform Act (UMRA) by preempting state laws that regulate representation for veterans filing initial claims for benefits. CBO estimates that because the preemption would not result in additional expenditures or losses in revenues, it would not exceed the threshold established in UMRA for intergovernmental mandates ($103 million in 2025, adjusted annually for inflation). The legislation does not contain private-sector mandates as defined in UMRA.

    Previous CBO Estimate

    On May 16, 2025, CBO transmitted a cost estimate for H.R. 1578, the Veterans Claims Education Act of 2025, as ordered reported by the House Committee on Veterans’ Affairs on May 6, 2025. Section 2 of H.R. 3132 is similar to section 2 of H.R. 1578 and CBO’s estimates for both are the same.

    The Northern Territory Police Force is calling for information in relation to an indecent assault on female that occurred along the Todd River while she was on a run yesterday afternoon.

    About 3:45pm, police received reports of an indecent assault on a female by a male travelling on a bike. 

    It is alleged the female was on an afternoon run along the Todd River before she was indecently assaulted nearby the Stott Terrace Bridge by a male youth on a black bike described as of tanned skin, tall and wearing a black shirt with the white numbers ‘2000’ on the back. 

    Anyone who witnessed the incident or captured dash cam footage of the male described nearby is urged to contact police on 131 444 and reference job number NTP2500062998. You can also anonymously report crime via Crime Stoppers on 1800 333 000.

  • MIL-OSI Canada: B.C. strengthens response to repeat violent offending

    Abbotsford Police Department:

    A total of $643,000 in SITE funding was allocated to support the Abbotsford Police Department’s Project Spotlight, an eight-month initiative targeting repeat violent offenders involved in violent property crimes.

    Combining uniformed and undercover resources, officers employed a variety of tactics including surveillance and patrols by vehicle, foot, bike and ATV. The project involved collaboration with loss prevention officers, business owners and criminal-justice partners to remove repeat violent offenders from the community and streamline justice processes.

    The project resulted in 272 individuals investigated, 108 people charged with 271 offences, and 122 warrant arrests. Officers also seized weapons, drugs, cash and stolen property, issued 106 violation tickets, prohibited eight impaired drivers and impounded several vehicles.

    Cranbrook RCMP:

    Two projects with more than $148,000 in funding were used to engage with a prolific repeat violent offender who had committed armed robbery. The investigation and subsequent arrest disrupted the individual’s ongoing criminal activities, resulting in seized firearms and yielding evidence that resulted in Criminal Code charges.

    Kelowna RCMP:

    Three projects with more than $216,000 in funding were used to support a joint Lake Country and Kelowna RCMP operation targeting a violent offender’s property.

    Surveillance led to investigations into various property crime offenders and drug traffickers, resulting in recovered stolen vehicles and the seizure of drugs (meth, cocaine, fentanyl) and weapons, including 20 firearms, ammunition and a live grenade.

    Twenty-two individuals were investigated during this time, of whom five individuals were charged with 16 offences. Since the search warrant was enforced, there was a notable decrease in activity at the residence and the surrounding area.

    Prince George RCMP:

    To address rising violent crime and street disorder linked to the opioid crisis, homelessness and public disruptions in downtown Prince George, the RCMP secured more than $93,000 in SITE funding to support overtime patrols from November 2023 to April 2024.

    Overtime members conducted high-visibility patrols in violent crime hot spots, assisted with the removal of illegal encampments and disrupted ongoing criminal activity. The initiative resulted in more than 380 individuals investigated, including 12 ReVOII-prioritized individuals, 50 arrests on outstanding warrants, five breach-related arrests and 32 individuals charged with a total of 86 charges. Officers also seized numerous weapons and illicit substances. Throughout the initiative, officers engaged directly with business owners and civilians, who expressed strong appreciation for the increased police presence and its impact on community safety.

    Surrey police service (SPS):

    The SPS has received more than $181,000 for two projects focused on dealing with repeat violent offenders in the community.

    In December 2024, the SPS was notified of the imminent release of a high-priority ReVOII individual from provincial custody.

    In response, the SPS swiftly implemented an operational plan to conduct surveillance of the individual over a weekend period. This proactive approach allowed officers to gather updated intelligence on the offender. Within two weeks, the individual breached probation conditions and was arrested by SPS officers. During the arrest, a knife and a conducted energy weapon were seized. At the conclusion of the SITE-funded initiative, the ReVOII offender remained in custody.

    Surrey RCMP:

    When police of jurisdiction, the Surrey RCMP received almost $314,000 in SITE funding for six projects focused on dealing with repeat violent offenders in the community.

    Projects involved visible, proactive police work in specific areas of the city to prevent crime. Some were also done in conjunction with the Metro Vancouver Transit Police and involved uniformed foot patrols around Surrey’s transit hubs. These patrols aimed to make people feel safer and deter violence.

    Projects also focused on taking quick action to deal with a violent repeat offender living in the community.

    Vancouver Police Department (VPD):

    In Vancouver, more than $2 million has been allocated to the VPD to support 16 police operations to address repeat offending in the downtown core, particularly street disorder and associated forms of violent crime, including projects focused in the Downtown Eastside.

    In September 2024, the Province committed up to $1 million in SITE funding to the VPD for Project Brighthaven (part of Task Force Barrage) to address public safety concerns related to violence and street disorder in the Gastown and Hastings area.

    On Feb. 20, 2025, the VPD reported that in Hastings Crossing, violent crime decreased 27% between Oct. 1, 2024, and Jan. 31, 2025, compared to the preceding four months and was down 18% compared to the same period one year previously.

    In Gastown, assaults involving weapons and assaults causing bodily harm decreased by 45% compared to the preceding four months and were down 59% compared to the same period one year previously.

    Thanks to the SITE initiative, January 2025 saw the fewest number of violent crimes and property crimes in Hastings Crossing in more than two years.

    Victoria Police Department (VicPD):

    VicPD secured more than $150,000 in SITE funding to implement three iterations of Project Lifter, an initiative targeting organized retail theft involving violence.

    Through overtime patrols, officers worked in partnership with 13 retailers and more than 30 loss-prevention officers over 11 days. The initiative focused on individuals engaged in violent thefts and incorporated outreach efforts to connect repeat offenders with housing, substance-use and other community supports.

    The projects led to 141 individuals being investigated, 113 individuals charged and 155 charges recommended to Crown. Police also made 31 arrests for warrants or breaches, including 13 individuals arrested multiple times and two identified as ReVOII-prioritized. Officers seized a range of weapons, and recovered more than $65,000 in stolen merchandise.

    Mwanza, Tanzania, June 20 (Xinhua) — Tanzanian President Samia Suluhu Hassan on Thursday inaugurated the China-built Magufuli Bridge, which spans Lake Victoria and is the longest cable-stayed low-pylon bridge in Africa.

    S.S. Hasan called the bridge a transformative infrastructure project, saying it cuts travel time across the lake from two hours to five minutes.

    The Tanzanian leader added that it would also help expand trade with neighboring countries.

    The 4.66-km bridge was built by China Civil Engineering Construction Corporation (CCECC) and China Railway Construction Corporation 15 Bureaus Ltd., with Tanzanians accounting for about 95 percent of the workforce employed on the project, according to Qin Rong, deputy project manager. He said the project also provided them with skills and valuable experience to support future national infrastructure development.

    Chinese Ambassador to Tanzania Chen Mingjian, in turn, pointed out that the Magufuli Bridge has become a landmark project in the joint construction of the Belt and Road Initiative and a model of cooperation between China and Tanzania, emphasizing its broader significance for the development of China-Africa relations as a whole. –0–

  • MIL-OSI Security: Southern District of Texas charges 215 people in third week of June in relation to border enforcement efforts

    HOUSTON – A total of 204 new cases have been filed in the last week related to immigration, border security and related offenses from June 13-19, announced U.S. Attorney Nicholas J. Ganjei. 

    Among those are 65 people who face charges of illegally reentering the country. The majority have prior felony convictions for narcotics, violent crime, prior immigration crimes and more. A total of 125 people are charged with illegally entering the country, while five cases allege various instances of human smuggling with the remainder involving other immigration crimes and more, including assault on officers.

    Two such charged include Adrian Alberto Castillo-Contador and Lorenzo Ramirez. Castillo-Contador, a Mexican national, allegedly attempted to make entry into the United States through the Hidalgo port of entry. The charges allege he failed to comply with commands and attempted to evade a Customs and Border Protection (CBP) officer. Castillo-Contador allegedly pushed the officer and caused injury but was apprehended before able to exit.

    In another case, authorities allegedly found Lorenzo Ramirez near an abandoned vehicle after a failed smuggling event near Weslaco. The criminal complaint alleges that as a Border Patrol (BP) agent approached him, Ramirez fled, and a foot chase ensued. Law enforcement caught him, but during the struggle, Ramirez punched and elbowed the agent in the thigh and head, respectively, according to the charges. Ramirez also allegedly kicked another agent in the leg. The charges further allege authorities had to taser him. Both men face up to eight years in federal prison if convicted for assaulting an officer.

    Also part of the new cases are several complaints alleging previous felons had illegally reentered the United States. Mexican nationals Ivan Edgar Martinez, Carlos Bartolo Santiago-Hernandez and Hugo Jimenez-Castillo had all been previously removed from the country on various dates between 2017-2014, acceding to their respective charges. However, all were allegedly found in the Rio Grande Valley area this week. Martinez and Santiago-Hernandez have convictions for illegal reentry, while Jimenez-Castillo had been sentenced to two years in prison for his driving while intoxicated conviction, according to the allegations. If convicted, all face up to 20 years in prison.

    Throughout the district, law enforcement partners made multiple arrests, including nearly two dozen charged in large drug and money laundering operation. Grand juries in Houston and McAllen returned the five separate, but related indictments in May. The charges allegedly involve cocaine, heroin and methamphetamine trafficking, firearms-related offenses and money laundering. The arrests are the culmination of multiple months-long Organized Crime Drug Enforcement Task Forces (OCDETF) investigations dubbed Operation Red Ranger, Borrowed Time and Resurrection. During the investigation and operations, law enforcement also seized over 170 kilograms of cocaine and heroin, over two thousand kilograms methamphetamine, more than 100 firearms and nearly $3 million as well as four properties valued at $1.2 million.

    In Laredo, two cartel firearms traffickers have now been sent to federal prison. Mexican national Jorge Alberto Morales-Calvo received a 41-month-term, while Homero Arteaga Jr. previously received 57 months. At the hearing, the court heard additional evidence that the firearms were going to be smuggled across the border and delivered to the Jalisco New Generation Cartel. On Sept. 18, 2024, they planned to purchase a Barrett .50 caliber rifle for $15,000 and a FN Herstal Belgium, 5.7 x 28 caliber pistol with a large capacity magazine for $850. They were both arrested as they tried to complete the transaction.

    “The Department of Justice is looking to hit the cartels from every angle and at every opportunity, which includes vigorously prosecuting not just the members of these terror groups, but those that enable them as well,” said Ganjei. “Those that arm or otherwise empower the cartels are going to the meet the full force of the federal criminal justice system.”

    In Corpus Christi, an Arkansas man was ordered to prison for 36 months for transporting illegal aliens in wheel well and fuel tank. The jury deliberated for less than 30 minutes following a less than two-day trial before finding Noel Mercado guilty on two counts of alien smuggling March 11. At the sentencing hearing, the court noted the egregious crime and said the smuggled individuals had been “treated like trash.” All the illegal aliens were from the countries of Honduras, El Salvador and Guatemala with no authority to be in the United States.

    “As we continue our successful campaign to secure the border, human smugglers are going to get increasingly desperate,” said Ganjei. “No matter how creative they think they are in their methods, our law enforcement partners are always one step ahead.”

    A Laredo felon was also sentenced for transporting illegal aliens. Braulio Ivan Rueda was ordered to serve 21 months after he had engaged in a high-speed chase. Rueda picked up several people running from the Rio Grande River into his SUV. When authorities tried to block the vehicle, four Guatemalan nationals fled towards the river. Rueda sped away and led authorities on a three-mile chase before stopping in a commercial parking lot and attempted to escape on foot. He admitted he needed money and agreed to smuggle the aliens for “easy money.”

    Also in Laredo, Anthony Jacob Garza was suspiciously driving a Ford Expedition about 20 miles north of the U.S.-Mexico border in April. He admitted he stopped at a gas station, where authorities ultimately found three illegal aliens hiding under a blanket in the SUV’s cargo area. He had picked them up near a county road. He faces up to 10 years in prison.

    Two Mexican nationals and convicted felons, one who had previously assaulted public servant, are on their way back to prison for illegal reentry into the country. Abelino Hernandez-Torres was ordered to serve 60 months. He has prior convictions for illegal reentry as well as evading arrest with a motor vehicle and assault on a public servant. He was first ordered removed from the United States in 2015 and again in 2019 and 2020, and returned illegally.

    Authorities had encountered Hector Ruben Cardenas-Morales in jail following charges of aggravated assault with a deadly weapon and unlawful restraint. He has other convictions, including burglary, evading arrest with a motor vehicle and illegal reentry and was last removed in 2023. At the sentencing hearing, the court noted how this was his fifth time coming back and was not serving himself by returning to the country or learning from his mistakes, stating “Sir, you have no future in the United States.” He was sentenced to 63 months in federal prison.

    These cases were referred or supported by federal law enforcement partners, including Immigration and Customs Enforcement (ICE) – Homeland Security Investigations, ICE – Enforcement and Removal Operations, BP, CBP, Drug Enforcement Administration, FBI, U.S. Marshals Service and Bureau of Alcohol, Tobacco, Firearms and Explosives with additional assistance from state and local law enforcement partners.

    The cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s OCDTF and Project Safe Neighborhood.

    Under current leadership, public safety and a secure border are the top priorities for this district. Enhanced enforcement both at the border and in the interior of the district have yielded aliens engaged in unlawful activity or with serious criminal history, including human trafficking, sexual assault and violence against children.  

    The U.S. Attorney’s Office for the Southern District of Texas remains one of the busiest in the nation. It represents 43 counties and more than nine million people covering 44,000 square miles. Assistant U.S. Attorneys from all seven divisions including Houston, Galveston, Victoria, Corpus Christi, Brownsville, McAllen and Laredo work directly with our law enforcement partners on the federal, state and local levels to prosecute the suspected offenders of these and other federal crimes.

    Should we increase electricity generation and what should be the role of the state here? What economic effect does involving women in the economy provide? How can we train personnel to ensure technological leadership? HSE representatives, together with other experts, sought answers to these and other questions at the St. Petersburg International Economic Forum. In addition, HSE signed a number of cooperation agreements.

    Blood for the economy

    Investments in the electric power industry have a significant multiplier effect on the economy, they contribute to the development of regions and related industries, believes Ilya Dolmatov, Director Institute of Economics and Regulation of Infrastructure Industries HSE. However, against the backdrop of increased availability of electricity, the volume of investment in this area has decreased, he noted, speaking at the session “Investments in the Electric Power Industry on the Horizon up to 2050.”

    Meanwhile, today the economy is transforming, many industries are digitalizing and, in fact, deeper electrification is taking place. “In this sense, we can definitely say that if we do not provide investments for the growth of new capacities, we will face the fact that the economy will not grow. We already see that we have to introduce certain restrictions on electricity consumption, connecting new consumers,” says Ilya Dolmatov. At the same time, in the current macroeconomic realities, the expert believes, it is impossible to do without state support, especially in infrastructure. “The state must determine priority projects and, accordingly, measures to support them,” he believes.

    “Russia is currently one of the top four countries in terms of electricity consumption,” said Deputy Minister of Energy of the Russian Federation Petr Konyushenko. The department expects electricity consumption to grow by about a third of the current level by 2050. To cover the projected growth, it is planned to increase generating capacity, and a number of large construction projects in the electric grid economy will be launched in the near future. These are global federal projects to connect the East with Siberia, to build a direct current line that will connect the Novovoronezh nuclear power plant with Moscow, and a power transmission line from Krasnoyarsk Krai to Buryatia.

    The tasks of industry, in turn, are to help power engineers solve their problems, noted Deputy Minister of Industry and Trade Mikhail Ivanov. Over the course of 10 years, demand for power engineering has grown threefold, and the capabilities of our production have grown fourfold, he shared the figures. But it is still necessary to correctly “balance the capabilities of engineering with the modernization of electric power facilities.”

    The head of Yakutia, Aisen Nikolaev, noted that “everyone needs energy, it is like lifeblood for the economy.” But, according to him, companies all unanimously say that without state support, it is simply impossible to implement energy investment projects as desired. “We also need support from development institutions, which are much talked about. This is preferential lending first and foremost, especially in our conditions. These are direct government investments, these are tax breaks, which have already been discussed today. Well, and balanced tariff regulation,” the speaker noted.

    The session was also attended by Pavel Snikkars, CEO of PJSC T Plus, Alexandra Panina, member of the board of PJSC Inter RAO, Kirill Komarov, First Deputy CEO, Director of the Development and International Business Block of Rosatom, Alexey Molsky, member of the board, Deputy CEO for Investments and Capital Construction of PJSC Rosseti, Eldar Muslimov, First Deputy CEO of MKOOO EN HOLDING, and bank representatives.

    Ilya Dolmatov signed an agreement between the HSE and Rosvodokanal at the SPIEF. The parties agreed to develop cooperation in the field of training and retraining of personnel, research and development, and technology implementation activities. On behalf of Rosvodokanal, the signature was made by the company’s CEO Sergey Krzhanovsky.

    International Women’s Cooperation

    Victoria Panova, Vice-Rector of the National Research University Higher School of Economics, Head of BRICS Expert Council – Russia, Russia’s Sherpa in the Women’s Twenty, took part in the session of the Eurasian Women’s Forum “International Cooperation of Women in the Interests of Economic Development” within the framework of the SPIEF.

    According to Victoria Panova, scientific research has shown that more active involvement of women in employment can add about 7 trillion dollars to the global GDP in the coming decades. More active participation of women in the economy and development of female education will also contribute to the growth of labor productivity by 35%. “Women are more likely to reinvest income from entrepreneurial activity in health care, food security and education, which increases the sustainability of the country’s development and ensures stability and overall prosperity,” said Victoria Panova.

    The Vice-Rector also stressed the importance of strengthening expert and scientific interaction among women researchers. She proposed creating a regularly updated depository of measures to expand the legal and economic opportunities of women in the association countries in BRICS.

    Priority is technological leadership

    HSE Vice-Rector Dmitry Zemtsov moderated the session “Training Personnel to Ensure Russia’s Technological Sovereignty” at the Ministry of Education and Science stand.

    Deputy Minister of Science and Higher Education of the Russian Federation, graduate of the Master’s program “Management in Higher Education» Olga Petrova of the Higher School of Economics spoke about synchronizing personnel training with business demands and solving the problem of achieving technological leadership. One of the key projects was the Advanced Engineering Schools project. “The project has become a powerful tool for synchronizing efforts so that the very “Russian engineer” in the broad sense emerges from the walls of the university,” said Olga Petrova. According to her, another flagship program for personnel training, Priority 2030, of which the HSE is a participant, has been reconfigured for technological leadership.

    The session featured the following speakers: Rector of Peter the Great St. Petersburg Polytechnic University Andrey Rudskoy, Rector of MEPhI Vladimir Shevchenko and other speakers.

    The topic of what specialists will be in demand on the global market was also discussed at the session “Preparing Personnel for the International Market of the Future.” Its moderator was Irina Karelina, Vice President of the National Research University Higher School of Economics.

    The Russian Ministry of Education and Science stand also hosted a session entitled “The Rights of Young Scientists to Their Developments: How Not to Drown in Bureaucracy?” The director of the Institute for Enterprise and Market Analysis HSE University Anton Kazun. In particular, he spoke about the experience of transforming the results of fundamental research into applied projects (using the example of the recommendation system for selecting lawyers “Zastupnik”) and the possibilities of developing a model of technology transfer centers in various universities of the Russian Federation (based on the experience of HSE University), including regular exchange of experience between universities (for example, within the framework of the “Priority-2030” program). Anton Kazun also took part in the discussion of the proposal to legislatively enshrine the exemption from VAT when implementing the rights to use all types of RIAs, exclusive rights to which are held by universities.

    Dmitry Zemtsov also signed a number of agreements concluded by the HSE within the framework of the St. Petersburg International Economic Forum.

    An agreement was reached with the Russian State University for the Humanities on joint scientific research related to historical and cultural identity, traditional values, preservation of cultural heritage, as well as on holding scientific events and student expeditions within the framework of the project “Rediscovering Russia”. In addition, the plans include formulating proposals for socio-economic development that will be included in youth policy programs in Russia. The documents were signed by Rector of the Russian State University for the Humanities Andrey Loginov and Dmitry Zemtsov.

    Cooperation agreements were also signed between the ANO “University of Entrepreneurs” and universities participating in the program, including the National Research University Higher School of Economics. The parties agreed to create and develop entrepreneurial workshops, where more than 350 senior students will begin developing at least 50 business projects as early as 2025.

    Running from 1pm to 7pm, the drop-in session on Tuesday 24 June will allow residents or employees of local businesses directly or indirectly impacted by the blaze and subsequent road and building closures to meet Council staff and those from partner agencies who will be able to answer questions and provide advice.

    Fifty-five families have been displaced because of the blaze, which occurred in the early hours of Saturday morning.

    Residents should arrive at the main entrance to the Council offices at 2 High Street, Perth.

    Information will be available on a range of issues including:

    Diamonds might be forever but that doesn’t stop them being bought and sold. One stone thought to have once belonged to Marie Antoinette, the last queen of France, has just sold for US$14 million (£10 million) at an auction in New York – about three times the asking price. Set into a platinum ring and weighing a total of 15.5 grams, the clue to the diamond’s uniqueness is in its name: the Marie-Thérèse pink.

    This 10.38 carat pink diamond has been changing hands for generations, and previously sold at an auction in Geneva for an unknown amount. Pink diamonds are very rare and there are many things that scientists still don’t know about them.

    Diamonds are generally formed under intense heat and pressure deep within the Earth’s mantle, roughly 150–200 kilometres below the surface. Most natural diamonds crystallise over billions of years, composed almost entirely of carbon atoms arranged in a tightly packed, cube-like structure.

    Coloured diamonds are geological anomalies. Variations include pink, blue, orange, yellow, red, green, brown and black, most of which can be explained by impurities in their crystal lattice. Yellow diamonds contain nitrogen, for example, while blue ones contain boron.

    Pink diamonds are not caused by such impurities. Scientists believe that the pink hue arises from a distortion in the diamond’s atomic lattice structure. Intense pressure deep underground creates forces (known as shear forces) that twist and compress atomic layers, which alter how the stone reflects light.

    It’s this “plastic deformation” which results in the pink coloration, reducing the green light in the visible spectrum so that it shifts the overall colour that we see towards pink.

    Only a small fraction of diamonds undergo such extreme and precise pressure and temperature conditions during their formation. These factors make them very difficult to be created and even harder to predict where they will be formed. As a result, pink diamonds are the rarest of all coloured diamonds apart from red ones, which are formed by an even more intense version of the same process.

    Aussie rules

    For decades, the Argyle mine in western Australia was the world’s primary source of pink diamonds (and also red ones), producing over 90% of the global supply. The mine is located at a unique geological area by a so-called lamproite volcanic pipe, as opposed to the more common kimberlite pipes found at most other diamond mines. Without getting too much into the technicalities, lamproite pipes tend to be less explosive and have more unusual minerals like leucite and rich potassium.

    The Argyle mine is located in the Kimberley region, which experienced intense tectonic activity during the Paleoproterozoic era, over 1.6 billion years ago. This meant that the lamproite pipe was formed under extreme pressures and temperatures.

    This is believed to have caused the lattice defects in the diamonds that were pushed to the Earth’s surface, which are responsible for their pink and red colours. The deep mantle depths in the mine were also crucial, since this translates into higher internal pressures and temperatures.

    Even so, less than 0.1% of the diamonds extracted from Argyle were classified as pink (and only 0.00000002% were red, if you calculate the proportion of red carats found). The mine then closed in 2020 after 37 years of production because its reserves were exhausted, making pink diamonds even more scarce and valuable.

    Other known sources include Brazil, India, Russia and South Africa, but these mines yield pink diamonds far less frequently. The rarity of high-quality pink diamonds has made them highly sought-after by collectors and investors alike, as demonstrated by the high sale price of the Marie-Thérèse pink. That diamond was actually pink-purple, with the purple hue caused by hydrogen being absorbed into the atomic structure during the stone’s formation, making it rarer still.

    Advanced techniques involving shining infrared light and X-rays into the stones – respectively known as infrared spectroscopy and high-resolution X-ray diffraction – have provided scientists with insights into the structural changes that cause pink and red diamonds.

    Yet many questions remain unanswered, and the study of pink diamonds continues to be an active area of scientific investigations in mineral physics and crystallography. This has included creating pink diamonds (and other colours such as blues) in the laboratory by replicating the natural processes that form them, but in a more controlled, accelerated way.

    These lab-grown pink diamonds look nearly identical to their natural versions to the human eye, but can yet be differentiated through optical techniques. One method is infrared absorption, which detects how the diamond absorbs light and vibrates at specific frequencies.

    Another clue is the presence of sharp peaks in the visible light spectrum that indicate certain impurities, like hydrogen or nitrogen, which are often found in natural stones. In the same style as a CSI investigation, these techniques provide the last word in whether a pink diamond is from a mine such as Argyle, a lab-grown pink, or a clear natural diamond that has been treated pink artificially.

    Even after years of improving the process for making pink diamonds synthetically, the mechanical distortions responsible for their exotic colour still can’t be replicated precisely under laboratory conditions. Scientists
    don’t understand all the atomic processes involved in their colouring becoming permanent to be able to recreate them perfectly.

    The same is actually also true for other synthetic diamonds, though they are becoming harder and harder to detect as the technology improves. In short, pink diamonds (and red ones) remain among the most remarkable precious stones in the world. Unless and until that changes, we can keep expecting them to change hands for ridiculous amounts of money.

  • MIL-OSI Global: Why Elon Musk’s US$34 billion loss wasn’t really that – and what it tells us about the philanthropy of the ultra-wealthy

    Following a sharp drop in Tesla’s share price, outlets reported that the world’s richest person, Elon Musk, had “lost” US$34 billion (£25 billion) in a single day. That figure exceeds the annual GDP of countries like Iceland, Jamaica or Mauritius. Gaining or losing even 0.001% of that wealth would be life-changing for most people.

    But, this “loss” is entirely nominal. A decline in share prices means Musk is technically worth less. If prices rebound, so does his net worth.

    While such volatility can devastate smaller investors reliant on their portfolios, it is a recurring feature of ultra-wealth. Consider the US$100 billion decline in Meta CEO Mark Zuckerberg’s fortune during his Metaverse pivot, or the US$18 billion drop Microsoft founder Bill Gates experienced during the 2008 financial crisis.

    These share price shifts may reduce billionaires’ net worth on paper, but they rarely affect their lifestyle. Where they do matter however is in philanthropy. Here, timing is everything. The higher the share price at the point of donation, the greater the tax benefit, and the more reputational capital to be locked in.

    This raises deeper questions about how philanthropic incentives are structured, and who ultimately benefits.

    Although philanthropy is often associated with generosity, legacy or moral responsibility, these are only part of the picture. This is particularly true when it comes to major giving by the ultra-wealthy.

    Instead, from a wealth advisory perspective, one of the most strategically valuable (yet less publicly discussed) motivations is tax management. And, while many assume that philanthropy means donating money, tax systems often encourage the donation of appreciated assets, particularly shares, instead.

    As a worked example by the Bank of America illustrates, a US$50,000 donation in appreciated stock might easily present a tax benefit of almost US$10,000 over and above the tax benefits of donating the same amount in cash.

    Why is that? First of all, there is the potential of a tax deduction equal to the fair market value at the point of donation. The value of the asset at the point of donation is important for your tax deduction, not what you actually paid for it or whether its value is going to plunge in future.

    On top of that, there are opportunities to reduce other taxes too. This includes capital gains or inheritance taxes, the latter illustrated in the establishment of one of the world’s largest foundations, the Ford Foundation and its use as a vehicle to manage both inheritance tax and maintain corporate control.

    But the benefits of donating shares and other appreciated assets are not just financial. For high-profile donors, philanthropy also serves as a powerful tool for shaping public perceptions, projecting images of civic virtue, moral leadership, and social responsibility. It allows them to convert one form of capital, such as financial wealth, into others – social status, cultural influence or symbolic legitimacy.

    Volatile, appreciated and often bound-up assets can be unlocked and transformed into something far more enduring – a philanthropic legacy. Even if share prices plunge after the donation, the donor has already secured both a substantial tax benefit and a lasting philanthropic image.

    Tax management is a longstanding concern in philanthropy, particularly in relation to philanthropic foundations. But it really is donor advised funds (DAFs) that now warrant closer scrutiny as the real “warehouses of wealth”. Constituting one of the fastest-growing vehicles for philanthropy, DAFs act as “giving accounts”. They allow donors to claim charitable contributions and receive immediate tax deductions but without actually making an immediate charitable contribution to society.

    While donors technically give up ownership of these assets, they retain advisory privileges over whether and when resources are granted, to whom, and in what amounts. DAFs have no legal requirement to disburse funds within a specific timeframe. That means that any charitable spending can be delayed, potentially indefinitely, despite the upfront public subsidy via tax relief.

    Time for reform?

    All of these issues raise serious questions as to whether philanthropic architecture is ripe for reform. When donors can receive substantial tax and social benefits by donating volatile assets, regardless of whether or when they benefit the public, it seems that both society and the philanthropy field are shortchanged.

    First, significant resources are diverted from the public purse into privately controlled channels, often with limited oversight. Second, charitable giving is decoupled from charitable action or impact. Third, influence is consolidated – decisions about how public-subsidised funds are used are made not through democratic processes, but through private choice.

    The most corrosive effect, however, may be on philanthropy itself. As financial incentives and personal benefits are recast and presented as altruistic, the perception, purposes and potential of philanthropy for the public good risk being eroded and replaced by cynicism.

    This brings us back to Musk’s US$34 billion “loss”. While headlines framed it as a dramatic reversal of fortune, the real story lies not in the number but in the system behind it. For those whose wealth is held in stock, market volatility presents a tool for tax planning, image-making, strategic giving and long-term influence. What looks like loss may in fact be leverage.

  • MIL-OSI China: Tanzanian president inaugurates Chinese-built bridge over Lake Victoria

    Tanzanian President Samia Suluhu Hassan on Thursday inaugurated the Chinese-built Magufuli Bridge, which spans Lake Victoria and stands as the longest extra-dosed cable-stayed bridge in Africa.

    Hassan hailed the bridge as a transformative infrastructure project, saying it reduces the travel time across the lake from two hours to five minutes.

    She added that the bridge will also help boost trade with neighboring countries.

    The 4.66-kilometer bridge was constructed by the China Civil Engineering Construction Corporation and the China Railway 15th Bureau. The project’s vice manager Qin Rong said that about 95 percent of the workforce was Tanzanian. The involvement resulted in skills development and valuable experience to support future national infrastructure development, Qin said.

    Chinese ambassador to Tanzania Chen Mingjian said the Magufuli Bridge is a landmark project under the Belt and Road Initiative and a model of China-Tanzania cooperation, highlighting its broader significance for China-Africa development.

    As Midwinter Day approaches in Antarctica – the longest and darkest day of the year – those spending the winter on the frozen continent will follow a tradition dating back more than a century to the earliest days of Antarctic exploration: They will celebrate having made it through the growing darkness and into a time when they know the Sun is on its way back.

    The experience of spending a winter in Antarctica can be harrowing, even when living with modern conveniences such as hot running water and heated buildings. At the beginning of the current winter season, in March 2025, global news outlets reported that workers at the South African research station, SANAE IV, were “rocked” when one worker allegedly threatened and assaulted other members of the station’s nine-person winter crew. Psychologists intervened – remotely – and order was apparently restored.

    The desolate and isolated environment of Antarctica can be hard on its inhabitants. As a historian of Antarctica, the events at SANAE IV represent a continuation of perceptions – and realities – that Antarctic environments can trigger deeply disturbing behavior and even drive people to madness.

    Early views

    The very earliest examples of Antarctic literature depict the continent affecting both mind and body. In 1797, for instance, more than two decades before the continent was first sighted by Europeans, the English poet Samuel Taylor Coleridge wrote “The Rime of the Ancient Mariner.” It tells a tale of a ship blown by storms into an endless maze of Antarctic ice, which they escape by following an albatross. For unexplained reasons, one man killed the albatross and faced a lifetime’s torment for doing so.

    In 1838, Edgar Allan Poe published the story of “Arthur Gordon Pym of Nantucket,” who journeyed into the Southern Ocean. Even before arriving in Antarctica, the tale involves mutiny, cannibalism and a ship crewed by dead men. As the story ends, Pym and two others drift southward, encountering an enormous, apparently endless cataract of mist that parts before their boat, revealing a large ghostly figure.

    H.P. Lovecraft’s 1936 story “At the Mountains of Madness” was almost certainly based on real stories of polar exploration. In it, the men of a fictitious Antarctic expedition encounter circumstances that “made us wish only to escape from this austral world of desolation and brooding madness as swiftly as we could.” One man even experiences an unnamed “final horror” that causes a severe mental breakdown.

    The 1982 John Carpenter film “The Thing” also involves these themes, when men trapped at an Antarctic research station are being hunted by an alien that perfectly impersonates the base members it has killed. Paranoia and anxiety abound, with team members frantically radioing for help, and men imprisoned, left outside or even killed for the sake of the others.

    Whether to gird themselves for what may come or just as a fun tradition, the winter-over crew at the United States’ South Pole Station watches this film every year after the last flight leaves before winter sets in.

    Real tales

    These stories of Antarctic “madness” have some basis in history. A long-told anecdote in modern Antarctic circles is of a man who stabbed, perhaps fatally, a colleague over a game of chess at Russia’s Vostok station in 1959.

    More certain were reports in 2018, when Sergey Savitsky stabbed Oleg Beloguzov at the Russian Bellingshausen research station over multiple grievances, including the one most seized upon by the media: Beloguzov’s tendency to reveal the endings of books that Savitsky was reading. A criminal charge against him was dropped.

    In 2017, staff at South Africa’s sub-Antarctic Marion Island station reported that a team member smashed up a colleague’s room with an ax over a romantic relationship.

    Mental health

    Concerns over mental health in Antarctica go much further back. In the so-called “Heroic Age” of Antarctic exploration, from about 1897 to about 1922, expedition leaders prioritized the mental health of the men on their expeditions. They knew their crews would be trapped inside with the same small group for months on end, in darkness and extreme cold.

    American physician Frederick Cook, who accompanied the 1898-1899 Belgica expedition, the first group known to spend the winter within the Antarctic Circle, wrote in helpless terms of being “doomed” to the “mercy” of natural forces, and of his worries about the “unknowable cold and its soul-depressing effects” in the winter darkness. In his 2021 book about that expedition, writer Julian Sancton called the ship the “Madhouse at the End of the Earth.”

    Cook’s fears became real. Most men complained of “general enfeeblement of strength, of insufficient heart action, of a mental lethargy, and of a universal feeling of discomfort.”

    “When at all seriously afflicted,” Cook wrote, “the men felt that they would surely die” and exhibited a “spirit of abject hopelessness.”

    And in the words of Australian physicist Louis Bernacchi, a member of the 1898-1900 Southern Cross expedition, “There is something particularly mystical and uncanny in the effect of the grey atmosphere of an Antarctic night, through whose uncertain medium the cold white landscape looms as impalpable as the frontiers of a demon world.”

    A traumatic trip

    A few years later, the Australasian Antarctic Expedition, which ran from 1911 to 1914, experienced several major tragedies, including two deaths during an exploring trip that left expedition leader Douglas Mawson starving and alone amid deeply crevassed terrain. The 100-mile walk to relative safety took him a month.

    A lesser-known set of events on that same expedition involved wireless-telegraph operator Sidney Jeffryes, who arrived in Antarctica in 1913 on a resupply ship. Cape Denison, the expedition’s base, had some of the most severe environmental conditions anyone had encountered on the continent, including winds estimated at over 160 miles an hour.

    Jeffryes, the only man in the crew who could operate the radio telegraph, began exhibiting signs of paranoia. He transmitted messages back to Australia saying that he was the only sane man in the group and claiming the others were plotting to kill him.

    In Mawson’s account of the expedition, he blamed the conditions, writing:

    “(T)here is no doubt that the continual and acute strain of sending and receiving messages under unprecedented conditions was such that he eventually had a ‘nervous breakdown.’”

    Mawson hoped that the coming of spring and the possibility of outdoor exercise would help, but it did not. Shortly after his return to Australia in February 1914, Jeffryes was found wandering in the Australian bush and institutionalized. For many years, his role in Antarctic exploration was ignored, seeming a blot or embarrassment on the masculine ideal of Antarctic explorers.

    Wider problems

    Unfortunately, the general widespread focus on Antarctica as a place that causes disturbing behavior makes it easy to gloss over larger and more systemic problems.

    In 2022, the United States Antarctic Program as well as the Australian Antarctic Division released reports that sexual assault and harassment are common at Antarctic bases and in more remote field camps. Scholars have generally not linked those events to the specifics of the cold, darkness and isolation, but rather to a continental culture of heroic masculinity.

    As Midwinter Day approaches in Antarctica – the longest and darkest day of the year – those spending the winter on the frozen continent will follow a tradition dating back more than a century to the earliest days of Antarctic exploration: They will celebrate having made it through the growing darkness and into a time when they know the Sun is on its way back.

    The experience of spending a winter in Antarctica can be harrowing, even when living with modern conveniences such as hot running water and heated buildings. At the beginning of the current winter season, in March 2025, global news outlets reported that workers at the South African research station, SANAE IV, were “rocked” when one worker allegedly threatened and assaulted other members of the station’s nine-person winter crew. Psychologists intervened – remotely – and order was apparently restored.

    The desolate and isolated environment of Antarctica can be hard on its inhabitants. As a historian of Antarctica, the events at SANAE IV represent a continuation of perceptions – and realities – that Antarctic environments can trigger deeply disturbing behavior and even drive people to madness.

    Early views

    The very earliest examples of Antarctic literature depict the continent affecting both mind and body. In 1797, for instance, more than two decades before the continent was first sighted by Europeans, the English poet Samuel Taylor Coleridge wrote “The Rime of the Ancient Mariner.” It tells a tale of a ship blown by storms into an endless maze of Antarctic ice, which they escape by following an albatross. For unexplained reasons, one man killed the albatross and faced a lifetime’s torment for doing so.

    In 1838, Edgar Allan Poe published the story of “Arthur Gordon Pym of Nantucket,” who journeyed into the Southern Ocean. Even before arriving in Antarctica, the tale involves mutiny, cannibalism and a ship crewed by dead men. As the story ends, Pym and two others drift southward, encountering an enormous, apparently endless cataract of mist that parts before their boat, revealing a large ghostly figure.

    H.P. Lovecraft’s 1936 story “At the Mountains of Madness” was almost certainly based on real stories of polar exploration. In it, the men of a fictitious Antarctic expedition encounter circumstances that “made us wish only to escape from this austral world of desolation and brooding madness as swiftly as we could.” One man even experiences an unnamed “final horror” that causes a severe mental breakdown.

    The 1982 John Carpenter film “The Thing” also involves these themes, when men trapped at an Antarctic research station are being hunted by an alien that perfectly impersonates the base members it has killed. Paranoia and anxiety abound, with team members frantically radioing for help, and men imprisoned, left outside or even killed for the sake of the others.

    Whether to gird themselves for what may come or just as a fun tradition, the winter-over crew at the United States’ South Pole Station watches this film every year after the last flight leaves before winter sets in.

    Real tales

    These stories of Antarctic “madness” have some basis in history. A long-told anecdote in modern Antarctic circles is of a man who stabbed, perhaps fatally, a colleague over a game of chess at Russia’s Vostok station in 1959.

    More certain were reports in 2018, when Sergey Savitsky stabbed Oleg Beloguzov at the Russian Bellingshausen research station over multiple grievances, including the one most seized upon by the media: Beloguzov’s tendency to reveal the endings of books that Savitsky was reading. A criminal charge against him was dropped.

    In 2017, staff at South Africa’s sub-Antarctic Marion Island station reported that a team member smashed up a colleague’s room with an ax over a romantic relationship.

    Mental health

    Concerns over mental health in Antarctica go much further back. In the so-called “Heroic Age” of Antarctic exploration, from about 1897 to about 1922, expedition leaders prioritized the mental health of the men on their expeditions. They knew their crews would be trapped inside with the same small group for months on end, in darkness and extreme cold.

    American physician Frederick Cook, who accompanied the 1898-1899 Belgica expedition, the first group known to spend the winter within the Antarctic Circle, wrote in helpless terms of being “doomed” to the “mercy” of natural forces, and of his worries about the “unknowable cold and its soul-depressing effects” in the winter darkness. In his 2021 book about that expedition, writer Julian Sancton called the ship the “Madhouse at the End of the Earth.”

    Cook’s fears became real. Most men complained of “general enfeeblement of strength, of insufficient heart action, of a mental lethargy, and of a universal feeling of discomfort.”

    “When at all seriously afflicted,” Cook wrote, “the men felt that they would surely die” and exhibited a “spirit of abject hopelessness.”

    And in the words of Australian physicist Louis Bernacchi, a member of the 1898-1900 Southern Cross expedition, “There is something particularly mystical and uncanny in the effect of the grey atmosphere of an Antarctic night, through whose uncertain medium the cold white landscape looms as impalpable as the frontiers of a demon world.”

    A traumatic trip

    A few years later, the Australasian Antarctic Expedition, which ran from 1911 to 1914, experienced several major tragedies, including two deaths during an exploring trip that left expedition leader Douglas Mawson starving and alone amid deeply crevassed terrain. The 100-mile walk to relative safety took him a month.

    A lesser-known set of events on that same expedition involved wireless-telegraph operator Sidney Jeffryes, who arrived in Antarctica in 1913 on a resupply ship. Cape Denison, the expedition’s base, had some of the most severe environmental conditions anyone had encountered on the continent, including winds estimated at over 160 miles an hour.

    Jeffryes, the only man in the crew who could operate the radio telegraph, began exhibiting signs of paranoia. He transmitted messages back to Australia saying that he was the only sane man in the group and claiming the others were plotting to kill him.

    In Mawson’s account of the expedition, he blamed the conditions, writing:

    “(T)here is no doubt that the continual and acute strain of sending and receiving messages under unprecedented conditions was such that he eventually had a ‘nervous breakdown.’”

    Mawson hoped that the coming of spring and the possibility of outdoor exercise would help, but it did not. Shortly after his return to Australia in February 1914, Jeffryes was found wandering in the Australian bush and institutionalized. For many years, his role in Antarctic exploration was ignored, seeming a blot or embarrassment on the masculine ideal of Antarctic explorers.

    Wider problems

    Unfortunately, the general widespread focus on Antarctica as a place that causes disturbing behavior makes it easy to gloss over larger and more systemic problems.

    In 2022, the United States Antarctic Program as well as the Australian Antarctic Division released reports that sexual assault and harassment are common at Antarctic bases and in more remote field camps. Scholars have generally not linked those events to the specifics of the cold, darkness and isolation, but rather to a continental culture of heroic masculinity.

    The geopolitical fragmentation of the global economy opens up new opportunities for Russia to cooperate with the countries of the Global South and strengthen its own role in global processes. This is stated in the HSE report presented at the St. Petersburg International Economic Forum as part of the VTB session.

    Analysts emphasize that the global economy is currently divided into three large blocs – the United States, China and non-aligned countries, which is accompanied by a reduction in trade and investment between them by 12% and 20% since 2022. Despite this, developing countries are increasing their share in world trade: the volume of trade between the countries of the Global South has grown from $2.3 trillion in 2007 to $5.6 trillion in 2023. This indicates the formation of new economic ties and growth centers.

    The report notes that the reversal of trade imbalances in 2024 – with the US deficit widening and China’s surplus rising, and the EU moving into positive balance – creates risks of new trade wars and investment reallocation, requiring companies to diversify supplies and expand their partner networks. Logistics challenges caused by conflicts in the Middle East and problems in the Suez and Panama Canals are stimulating the development of alternative routes, including the Northern Sea Route and “green corridors” for the accelerated delivery of critical cargo.

    Particular attention is paid to the role of the so-called connector countries – Malaysia, Vietnam and India, which are strengthening trade ties with individual partners, while Russia, Australia and the EU are reducing their dependence on traditional markets, which contributes to the formation of sustainable regional trade turnover.

    In the Russian context, experts note that human capital is becoming the main resource for economic growth: the average length of education for Russians aged 25–44 is 14 years, which is higher than in the US and Europe, but further investment in science and R&D is needed to realize this potential. In the context of the crisis, Russia has seen an increase in the production of high-tech products, the development of domestic tourism and paid services, as well as an increase in exports, which are less sensitive to sanctions.

    Investment activity is most noticeable in the small and medium enterprise sector and in the production of investment goods, which contributes to the diversification of the economy and the creation of new jobs. Key challenges include tightening monetary policy, rising credit costs, labor shortages and tax pressure, especially in the manufacturing industry.

    The authors of the report emphasize that a balanced budget policy and support for those employed in the public sector are necessary for macroeconomic stability, and sustainable growth is possible only with the simultaneous strengthening of the internal and external sustainability of the economy. In conditions of turbulence, Russia can play a key role in the formation of a new architecture of the global economy, focused on cooperation with the countries of the Global South and the creation of alternative development models.

    Dr Jan Wallace has been a pioneering force in Antarctic medicine, with a career spanning over 40 years as a general practitioner, remote medicine specialist, educator, and mentor.
    She has served across all Australian Antarctic stations, Macquarie Island, and aboard Antarctic vessels, providing medical care in some of the world’s most remote and challenging environments. Her roles have included not only direct clinical care, but also leadership in research, education, and support for both expeditioners and fellow medical practitioners.
    Dr Wallace’s research into first aid training for expeditioners directly shaped the Australian Antarctic Division’s first aid program, resulting in improved safety and operational protocols.
    She has guided generations of Antarctic medical practitioners and inspired many, including future doctors and women in medicine, to pursue careers in remote and expeditionary healthcare.
    “I felt quite overwhelmed and emotional that my fellow expeditioners considered me worthy of a nomination,” Dr Wallace said.
    “I am particularly proud that the medal citation mentions that my research into expeditioner first aid training has improved safety for our teams down south.”
    Dr Wallace’s dedication, compassion, and pragmatic leadership have helped set the standard for Antarctic medical care, strengthened the wellbeing of the Australian Antarctic community, and ensured the next generation of practitioners are well prepared for the unique challenges of polar medicine.
    “Receiving this honour is the cherry on top of my amazing Antarctic journey over many years, which would not have been possible without the hard work and dedication of many others in the Antarctic family,” she said.

    CHP investigates local measles infection case 
    The case involves a 28-year-old female. She sought treatment from a private doctor on June 11 for fever, cough, runny nose and red eyes. She developed a skin rash on June 13 and attended the Accident and Emergency Department of Kwong Wah Hospital twice, once on the same day and again on the following day. She was admitted for treatment on June 14. Her blood sample tested positive for antibodies of measles virus upon laboratory testing. She remains hospitalised and is in stable condition.
     
    An epidemiological investigation revealed that the patient was uncertain whether she had received a measles vaccination. She had no travel history during the incubation period. Her six household contacts are currently asymptomatic. During the communicable period, the patient had visited the Kowloon City Baptist Church Kindergarten, located at 206 Argyle Street in Kowloon City. The CHP is conducting medical surveillance on approximately 170 staff members and students of the kindergarten concerned.

    As measles is highly infectious, the CHP will set up an enquiry hotline (2125 2372) for contact tracing of the case. The CHP appeals to those who visited the Kowloon City Baptist Church Kindergarten between 11.30am and 12.30pm on June 9 or 10 to call the hotline. Officers of the CHP will assess their conditions and offer health advice. The hotline will operate from 9am to 1pm tomorrow (June 21) and June 22, and from 9am to 5pm between June 23 and 27.
     
    The investigations are ongoing. 
    The number of measles cases in some overseas countries remains at a high level this year. The outbreaks in North America (including the United States and Canada), Europe and neighbouring areas (including Vietnam, Cambodia and the Philippines) are ongoing due to the relatively low vaccination rate. Furthermore, an increasing number of measles cases have also been recorded in Japan and Australia this year. For those who plan to travel to measles-endemic areas, they should check their vaccination records and medical history as early as possible. If they have not been diagnosed with measles through laboratory tests and have never received two doses of measles vaccine or are not sure if they have received a measles vaccine, they should consult a doctor at least two weeks prior to their trip for vaccination.

    by Cosimo GrazianiAbuja (Agenzia Fides) – In recent weeks, a Lassa fever vaccine developed by local researchers in Nigeria has shown initial signs of effectiveness in combating the disease, which recorded 747 new cases and 142 deaths in the African country in the first half of 2025. This was announced by Simeon Agwale, CEO of the Nigerian pharmaceutical company Innovative Biotech. The vaccine was developed under license from the University of Melbourne, and test doses were produced in the United States until the necessary infrastructure is established in Nigeria.For the African giant, the possibility of developing and producing this vaccine locally represents a significant achievement for the country, especially considering that the mortality rate has increased compared to 2024. This progress reflects a positive trend regarding the development of vaccines across the continent.Several African countries are striving to increase domestic vaccine production, a priority that has gained importance since the COVID-19 pandemic. In 2022, the Partnerships for African Vaccine Manufacturing (PAVM) initiative was launched, aiming to produce 60 percent of Africa’s vaccine needs by 2040 (currently just 1 percent).The challenge of vaccine manufacturing is also related to the planning and development phase.According to the Africa Centre for Disease Control and Prevention (CDC), the African Union department that deals with disease prevention and control, in 2024 there were 25 vaccine projects across the continent: 15 in early stages of development, five with production capacity but no transfer capacity, and five with both production and transfer capacity. These figures are positive and are underpinned by the fact that there are at least a dozen active pharmaceutical companies across the continent in countries such as Nigeria, Morocco, Egypt, South Africa, and Algeria. All of these aspects contribute to strengthening the vaccine ecosystem, which has already borne fruit in the past, such as the Ebola vaccine developed after the 2013 outbreak in West Africa.Three major agreements to strengthen vaccine production capacity in Africa were recently announced, one signed in December 2024 and two in February of this year. The first involved the U.S. International Development Finance Corporation, the African Development Bank, and the International Finance Corporation (IFC). It provided $45 million to VaxSen, a subsidiary of the Dakar-based Pasteur Institute in Senegal, a country also very active in vaccine research. The agreement was intended to strengthen production capacity, support the local supply chain, and create a strong vaccine distribution network, as envisioned in the African Union’s 2040 Strategy, of which PAVM is a part. In addition to its impact on healthcare, the agreement should also have an impact on the creation of skilled jobs, as the Pasteur Institute’s facilities are being expanded. The question arises whether this project will also be scaled back or even canceled following the Trump administration’s cuts in international cooperation in recent months.The first of the agreements signed in February concerns a $1.2 billion investment by Gavi-the Vaccine Alliance, a public-private partnership that supports vaccination projects worldwide, particularly for children. According to this agreement, the funds will be used to establish an RNA vaccine production platform in Africa, involving both private African companies such as the Egyptian company EVA Pharma and foreign companies such as the French company DNA Script and the Belgian companies Unizima and Quantoom Biosciences. A second agreement signed in February, however, is a purely African collaboration: Egyptian Biogeneric Pharma and South African Afrigen will expand the development of RNA vaccines to also strengthen continental expertise in manufacturing and application to combat diseases plaguing the continent.These initiatives were listed in the report published by the Coalition for Epidemic Preparedness Innovations (CEPI) in February this year. The Oslo-based foundation pointed out that among the issues that need to be resolved to develop a self-sufficient vaccine industry in Africa are problems with access to finance, production restrictions, tariffs, and customs duties and uncertain demand. The problem of the vaccine market in Africa has a major impact on the decisions of various vaccine companies around the world, also taking into account the fact that Africa’s population, especially its young population, will continue to grow strongly in the coming years.   • British lawmakers to vote on landmark assisted dying law

    British lawmakers held their final debate ahead of a historic vote on Friday on whether to legalise assisted dying for terminally ill people, in what would be a major step toward the biggest social reform in the country for a generation.

    The vote is expected at about 2:30 p.m. (1330 GMT) and if it goes in favour, the proposed new law will have cleared its biggest parliamentary hurdle. That would pave the way for Britain to follow Australia, Canada and other countries, as well as some U.S. states in permitting assisted dying.

    A vote against would stop the bill in its tracks.

    Last November, lawmakers voted 330 to 275 in favour of the principle of allowing assisted dying, but since then the bill has been scrutinised and amended, and some lawmakers have publicly changed their position, citing changes to provisions that they say weaken protections for vulnerable people.

    Prime Minister Keir Starmer’s Labour government is neutral on the legislation meaning politicians can vote according to their conscience rather than along party lines. Last year, Starmer voted in favour of the legislation and has indicated he continues to support it.

    The law was proposed under a process led by an individual member of parliament rather than being government policy, which has limited the amount of parliamentary time allocated to it.

    Some lawmakers have said that such a major social change should be allocated more parliamentary time for debate and involve a greater degree of ministerial involvement and accountability.

    If Friday’s vote is in favour, assisted dying stays on the road to legalisation, a process that could still take months.

    The Labour lawmaker who proposed the new law, Kim Leadbeater, said there could be a reduction in the number of members of parliament who support the bill on Friday compared with last year’s vote, but that she was confident it would still be approved.

    Opening the debate, Leadbeater said that the legislation was “desperately needed” and would provide dignity and compassion to people suffering. She argued it had robust safeguards that made it practical and safe.

    “This is not a choice between living and dying. It is a choice for terminally ill people about how they die,” she said.

    On Thursday, four Labour lawmakers switched sides to oppose the bill, joining the dozens who earlier this month said there had not been enough time to debate the details of such a consequential law change.

    “The bill before us simply does not do enough to safeguard people who may want to choose to live,” the four lawmakers said in a letter.

    Leadbeater said her biggest fear was that if the legislation was voted down, it could be another decade before the issue returns to parliament. It was last considered in 2015, when lawmakers voted against it.

    PUBLIC SUPPORT

    Opinion polls show that a majority of Britons back assisted dying, and supporters say the law needs to catch up with public opinion.

    Under the proposed law, mentally competent, terminally ill adults in England and Wales with six months or less to live would be given the right to end their lives with medical help.

    In the original plan, an assisted death would have required court approval. That has been replaced by a requirement for a judgement by a panel including a social worker, a senior legal figure and a psychiatrist, which is seen by some as a watering down.

    Lawmakers have also raised questions about the impact of assisted dying on the finances and resources of Britain’s state-run National Health Service and on the need to improve palliative care.

    If the vote passes, the proposed new law is sent to the House of Lords, parliament’s upper chamber. But the unelected Lords will be reluctant to block legislation that has been passed by elected members of the House of Commons.

They exchanged views on the latest proposal on LDC graduation, which focuses on three areas: subsidies, trade-related aspects of intellectual property rights and agriculture. A communication on strengthening the implementation of the LDC accession guidelines was submitted by India and Djibouti on behalf of the LDC Group.
    Members exchanged views on the future of the EIF, an Aid for Trade programme aimed at enhancing  LDC  integration  into global trade, which was implemented in two phases (2008 to 2015 and 2016 to 2022). Delegations considered the report of the EIF Task Force that included a set of proposed recommendations for a third phase covering the period from 2025 to 2031.
    An experience-sharing session in the Sub-Committee on LDCs explored new pathways for LDC trade growth. United Nations Trade and Development (UNCTAD) presented its 2024 report “Leveraging carbon markets for development”. Capital-based officials from Bangladesh and The Gambia shared insights on accessing green investment and leveraging trade-related climate finance for strengthening the competitiveness and resilience of key export sectors, including textiles and agriculture. The European Union and the LDC Fund for the Global Environmental Facility shared examples of support offered to LDCs with a view to achieving sustainable development and  transitioning to net zero for greenhouse gas emissions.
    Aid for Trade
    At the Aid for Trade session of the Committee on Trade and Development on 17 June, members continued sharing experiences on trade policy and regulatory support. Capital-based officials from Canada, China, Japan and Lao PDR participated in the discussion.
    Members welcomed Canada’s Expert Deployment Mechanism for Trade and Development, implemented by Cowater International, which supports developing economies in defining negotiating positions and implementing trade agreements. Representatives from the Japan International Cooperation Agency (JICA) highlighted Japan’s “co-creation” approach, which involves collaboration with the private sector, civil society and other donors. It was also noted that the 9th Tokyo International Conference on African Development (TICAD 9) would be held in August 2025 in Yokohama, Japan, under the theme “Co-create innovative solutions with Africa”.
    China and Lao PDR shared   South-South cooperation initiatives, including efforts to improve quarantine capacity and trade readiness.  Investments in railway infrastructure between the two countries were also acknowledged. UNCTAD’s efforts in measuring South-South flows were highlighted.
    Members reviewed a communication from Australia and Barbados proposing a draft ministerial decision titled “Reinforcing members’ commitment to Aid for Trade”. The proposal, set against the backdrop of declining official development assistance, calls for stronger monitoring and evaluation mechanisms and the establishment of a digital platform on existing trade-related technical assistance and capacity building programmes.
    During the experience-sharing session, key trends and challenges in global value chain (GVC) integration for developing economies were explored. The Organisation for Economic Co-operation and Development (OECD) noted that global trade remains resilient, though uncertainty remains. Professor Juan Carlos Hallak, University of Buenos Aires, emphasized the importance of public-private sectoral roundtables in Latin America. He recommended a bottom-up approach that begins with trade facilitation and regulatory reforms before tackling more complex issues such as investment and technology.
    The Lowy Institute, Australia, highlighted Southeast Asia’s trade openness and manufacturing diversification, while stressing the need to boost services productivity and ease regulatory barriers. PrimeSilicon Technology showcased Bangladesh’s experience in supplying digitally delivered services in the semiconductor value chain. The B20, represented by Ms. Trudi Makhaya, outlined three policy priorities: restoring trust in multilateral trade, advancing African integration through the implementation of the African Continental Free Trade Area (AfCFTA), and promoting a climate-responsive trading system.
    Revitalizing trade and development work
    At the Committee on Trade and Development meeting on 18 June, the Secretariat presented a note on the implementation of the special and differential treatment provisions in the Agreement on Agriculture and the TRIPS Agreement. Members appreciated the Secretariat’s efforts in analysing special and differential treatment provisions. Members also explored how to revitalize trade and development deliberations.  Follow-up to the WTO Development Retreat was also discussed.
    Members   reviewed a communication from China titled “ Heightened Trade Turbulence and Responses from the WTO”. Other topics included the development aspects of the work programme on electronic commerce and duty-free, quota-free market access for LDCs. The Chair of the Committee on Trade and Development, Ambassador Mzukisi Qobo of South Africa, will consult members on a request by the co-convenors of the Investment Facilitation for Development Agreement to discuss progress made on the needs assessments under the WTO Committee on Trade and Development.
    Technical assistance
    The Secretariat presented the 2024 WTO Technical Assistance Report, highlighting four key results related to i) implementing WTO agreements; ii) accompanying new accessions; iii) advancing academic research; and iv) reaching out to various stakeholders. It was noted that in 2024 the Secretariat expanded its curriculum to include technical assistance activities on transparency in customs valuation and import licensing. As a result, 35 draft customs valuation notifications were received, with 22 circulated. The Secretariat also acknowledged technical assistance support to facilitate the WTO accessions of Comoros and Timor-Leste.
    On academic research, the WTO Chairs Programme saw a 13 per cent increase in WTO-related courses and a 16 per cent increase in trade-related research.  Five new universities joined the programme in 2024. However, due to budget constraints, the full potential of outreach activities to various stakeholders is yet to be fully explored.
    Members exchanged views on preparations for the next biennial WTO Technical Assistance and Training plan (2026 – 2027). The Secretariat provided an update on its ongoing work, including insights from beneficiaries. The Secretariat also highlighted that in view of limited resources, evolving approaches in the delivery of technical assistance and various funding scenarios were being considered going forward. Members welcomed the Secretariat’s efforts and expressed willingness to engage further in developing the WTO technical assistance plan.
    The next WTO Development Week is scheduled to take place from 17 to 19 November 2025.

  • MIL-OSI NGOs: 8 out of 10 Indian support taxing oil and gas corporations to pay for climate damages, global survey finds

    New Delhi, 19 June 2025 – A global survey shows a strong support for holding fossil fuel companies accountable for environmental damage. 80% Indian respondents believe the fossil fuel corporations should be taxed for environmental damage they cause.  The data from the survey reflects a growing public consensus that the industries driving the climate crisis should be held financially accountable for the destruction they caused. 

    A remarkable 86% of people support government spending on climate disaster relief–provided it is funded by tax on coal, oil, and gas polluters. Notably, 89% of BJP supporters and 82% of Congress (INC) supporters agree on the need to increase taxes on oil and gas corporations to support those hit hardest by extreme weather events, highlighting rare cross-party unity on climate accountability.   

    The study, jointly commissioned by Greenpeace International and Oxfam International, was launched today at the UN Climate Meetings in Bonn (SB62), where government representatives are discussing climate policies, including ways to mobilise at least US$ 1.3 trillion annually in climate finance for Global South countries by 2035. The survey was conducted across 13 countries, including most G7 countries. 

    Selomi Garnaik, Climate and Energy Campaigner at Greenpeace India said: “Communities in developing countries are paying the price for a crisis they did not cause, while fossil fuel companies continue to profit. The science is clear—over a century of burning coal, oil, and gas has fueled the climate damage we face today. This new survey reveals strong public support for making polluters pay. As we head into COP30, governments have a clear public mandate to act- stand with the people, not the polluters, and make fossil fuel companies pay for the harm they have caused.”

    The study, run by Dynata, was unveiled alongside the Polluters Pay Pact, a global alliance of communities on the frontlines of climate disasters. The Pact demands that governments make oil, gas and coal corporations – not the people – pay their fair share for the damages they cause, through the introduction of new taxes and fines.

    The Pact is backed by firefighters and other first responders, trade unions and worker groups, and mayors from countries including Australia, Brazil, Bangladesh, India, the Philippines, Sri Lanka, Nigeria, and South Africa, the US, and plaintiffs in landmark climate cases from Pacific island states to Switzerland.

    The Pact is also supported by over 60 NGOs, including Oxfam International, 350.org, Avaaz, Islamic Relief UK, Asociación Interamericana para la Defensa del Ambiente (AIDA), Indian Hawkers Alliance, Pacific Islands Students Fighting Climate Change, Jubilee Australia and the Greenpeace network.

    The survey’s findings published today reveal broad public support for the core demands of the Polluters Pay Pact, as climate impacts worsen worldwide and global inequality grows.

    Key findings of the survey include:

    • 81% of people surveyed globally would support taxes on the oil, gas, and coal industry to pay for damages caused by fossil-fuel driven climate disasters like storms, floods, droughts and wildfires. 
    • 87% of people surveyed in India support channeling revenues from higher taxes on oil and gas corporations towards communities most impacted by the climate crisis. Climate change is disproportionately hitting people in Global South countries, who are historically least responsible for greenhouse gas emissions. 
    • 68% of people surveyed globally felt that the fossil fuel industry and the super-rich had a negative influence on politics in their country. 77% say they would be more willing to support a political candidate who prioritises taxing the super-rich and the fossil fuel industry. 

    Amitabh Behar, Executive Director of Oxfam International, said: “Fossil fuel companies have known for decades about the damage their polluting products wreak on humanity. Corporations continue to cash in on climate devastation, and their profiteering destroys the lives and livelihoods of millions of women, men and children, predominantly those in the Global South who have done the least to cause the climate crisis. Governments must listen to their people and hold polluters responsible for their damages. A new tax on polluting industries could provide immediate and significant support to climate-vulnerable countries, and finally incentivise investment in renewables and a just transition.” 

    The Polluters Pay Pact demonstrates popular support for the campaign to make polluters pay. The campaign is being waged throughout 2025 in countries worldwide and in critical international forums, including the 4th International Conference on Financing for Development (FFD4), the UN Climate Change Conference (COP30), and negotiations for a UN tax convention that could include new rules to make multinational oil and gas companies pay their fair share for their pollution.
