  • India successfully tests Prithvi-II and Agni-I ballistic missiles in Odisha

    India on Thursday successfully test-fired two key strategic ballistic missiles – the short-range Prithvi-II and Agni-I – from the Integrated Test Range (ITR) at Chandipur, Odisha, the Ministry of Defence announced.

    According to the Ministry, the launches were conducted by the Strategic Forces Command as part of routine training and validation exercises. Both missiles met all mission objectives and technical parameters, reaffirming their accuracy and operational readiness.

    “These tests validate key capabilities of India’s nuclear-capable delivery systems and demonstrate the robustness of its indigenous missile arsenal,” the Ministry said in a statement.

    The Prithvi-II and Agni-I are part of India’s domestically developed strategic missile systems and play a crucial role in maintaining the country’s defence preparedness.

    The successful trials come just a day after the Indian Army conducted a high-altitude test of the indigenous Akash Prime air defence system in Ladakh, at an altitude of approximately 15,000 feet.

    Developed by the Defence Research and Development Organisation (DRDO), the Akash Prime system scored direct hits on two high-speed aerial targets during the trial, showcasing its precision in extreme terrain and atmospheric conditions.

    The test was observed by senior officials from the Army’s Air Defence wing and DRDO. Defence officials confirmed that Akash Prime will be deployed in the Army’s third and fourth Akash Regiments, further enhancing India’s air defence capabilities.

    The Akash air defence system has previously demonstrated its operational value, notably during Operation Sindoor, where it successfully intercepted aerial threats involving Chinese fighter aircraft and Turkish drones used by Pakistani forces.

  • MIL-OSI USA: Case Opposes Housing And Transportation, Energy And Water Funding Measures That Fail To Support Americans Facing Rising Housing, Energy And Transportation Costs

    (Washington, DC) – U.S. Congressman Ed Case (HI-01), a member of the House Appropriations Committee, today voted in full Committee against the proposed Fiscal Year (FY) 2026 Transportation-Housing and Urban Development (HUD) Appropriations and FY 2026 Energy and Water Appropriations measures.

    The FY 2026 housing and transportation bill proposes to spend $89.9 billion for HUD, the United States Interagency Council on Homelessness and the Department of Transportation, including the Federal Aviation Administration (FAA). This is a decrease of $4.5 billion from the FY 2025 enacted level.

    The $57.3 billion Energy and Water Appropriations bill funds the Department of Energy (DOE), the U.S. Army Corps of Engineers’ (USACE) civil works programs and various energy programs. This is a decrease of nearly $776 million from the FY 2025 enacted level.

    “While these measures fund many critical Hawai‘i priorities I requested, I regrettably had to vote against both bills because of massive cuts to federal program that help everyday Americans with rising housing, transportation and energy costs,” explained Case.

    The Transportation-HUD Appropriations bill included some important wins for Hawai‘i requested by Case including $5.5 million for Case’s Community Funding Projects (described below), as well as $18.3 million for the Native Hawaiian Housing Block Grant and $28 million for the Native Hawaiian Housing Loan Guarantee Fund (for both of which programs the President’s budget has proposed $0). It also included Case’s request to continue funding for the National Transportation Safety Board (NTSB), which plays a crucial role in enhancing the safety of the helicopter and small aircraft industry through accident investigation, analysis and recommendations to prevent future incidents, including several fatal accidents throughout Hawai‘i.

    Despite these positives, Case said the bill poses significant risks to vulnerable communities by exacerbating the cost-of-living crisis and undercutting critical housing support systems. The bill eliminates the HOME Investment Partnerships Program, the only federal program dedicated to developing new affordable rental and homeownership options. It also defunds the PRO Housing Program, which empowers local governments to address housing shortages. Together, these actions remove essential tools for expanding the affordable housing supply.

    The bill further harms Americans aspiring to homeownership by stripping funding from housing counseling assistance. The net effect of the bill threatens nearly 415,000 households that rely on HUD assistance, putting them at risk of eviction and housing instability.

    The Energy and Water Appropriations bill also included numerous wins for Hawai‘i requested by Case, including funding for USACE programs that aid in the preservation of Hawaii’s coastlines across all seven inhabited islands. Specifically, the bill includes $2 million to study avenues of protection for public infrastructure on small beaches from erosion and damage caused by storms and natural wave currents; $18 million for regional sediment management, construction, operations and regulatory functions in the coastal zone; and $38 million for programs which manage aquatic weeds in public waters.

    Notably, one of Case’s highest priorities, an instruction to the USACE to complete a major update study for Honolulu Harbor, was included in the bill. This provision directs the USACE to investigate modifications to Honolulu Harbor to better handle the impacts of military operations in the state and throughout the Indo-Pacific as a whole, which can open up additional federal resources for the planned improvements of Honolulu Harbor. Also included in the bill is $9.5 million for USACE program that aids in the planning, designing and construction of small projects for commercial navigation purposes such as channels, breakwaters and jetties. This funding will aid in the investigation of best practices for Honolulu Harbor modifications.

    Despite these positives, Case opposed the measure in light of the widespread elimination of funding to advance clean, affordable and secure energy for Americans. The bill slashes vital clean energy funding nationwide, with Hawai‘i set to experience a cut of 31% on federal funding for clean energy projects and investments.

    “While the Energy and Water Appropriations measures fund many critical Hawai‘i and priorities I requested, regrettably the bill will increase energy costs for American families by revoking more than $5 billion in clean energy investments.

    “Without these federally funded programs and incentives, we risk falling dangerously behind our clean energy goals,” said Case. 

    Through his assignment on the Committee, Case secured the following seven Member-designated Community Project Funding (CPF) projects across the two bills that specifically focused on local needs in Hawai‘i:

    ·      $2 million for the Hawai‘i Department of Transportation to repair Aloha Tower, including replacing its 40-foot mast, repairing the crown of the tower and replacing its windows to weatherproof the landmark. This funding is essential to maintain Aloha Tower’s structural integrity, enhance public access and ensure that it remains a celebrated symbol of Honolulu’s history for generations to come.

    ·      $1 million for the City and County of Honolulu for its Waikīkī Vista Project. This project converts former Tokai University and Hawai‘i Pacific University classrooms into a consolidated, family-friendly emergency shelter and additional affordable housing units for low-income families. This investment will directly enhance the City’s ability to reduce family homelessness and expand affordable housing inventory in one of Hawaii’s most housing-challenged areas.

    ·      $850,000 for the City and County of Honolulu to support its Safe Harbor Support for Housing Survivors of Domestic Violence project. This funding will expand the Domestic Violence Action Center’s successful housing program by supporting property acquisition and staffing to increase safe and stable housing options for survivors and their children.

    ·      $850,000 for Kalihi Waena Elementary School to construct a new single-span pedestrian bridge with American with Disabilities Act-compliant access between Kūhiō Park Terrace and the school. The new bridge will replace dangerously deteriorating infrastructure and ensure safe and equitable access for students and community members.

    ·      $300,000 for Highlands Intermediate School to modernize and expand its media center infrastructure. The renovation will create a collaborative, technology-driven learning environment that fosters student creativity, innovation and digital literacy.

    ·      $250,000 for the Hawai‘i State Parks System and Hawai‘i Nature Center to upgrade educational and operational facilities, including classroom expansion and replacement of a sustainable wetland wastewater system supporting environmental education for thousands of Title I students annually.

    ·      $250,000 for the Hawai‘i State Broadband Office for broadband infrastructure development in our local community centers. Funding will be used toward essential network enhancements, including rewiring, electrical system upgrades and the installation of Wi-Fi access points to ensure reliable, high-speed connectivity.

    The House’s CPF rules require that each project must have demonstrated community support, must be fully disclosed by the requesting Member and must be subject to audit by the independent Government Accountability Office.     Transportation-HUD Funding Bill

    More specifically, the bill includes the following funding requested by Case for programs to improve access to affordable housing in Hawai‘i and nationwide:

    ·      $18.3 million for the Native Hawaiian Housing Block Grant Program, which supports the building, acquisition and rehabilitation of affordable homes.

    ·      $5 million for core housing research partnerships with Native Hawaiian serving institutions among other minority serving institutions.

    ·      $56 million for the Self-Help and Assisted Homeownership Opportunity Program.

    ·      $17 billion for project-based rental assistance.

    ·      $5.6 billion for the Community Development Fund, which includes $3.3 billion for the Community Development Block Grant formula program.

    ·      $4 billion for the Homeless Assistance Grants.

    Transportation and infrastructure programs requested and secured by Case include:

    ·      $380 million for the Maritime Security Program, $123 million for the Port Infrastructure Development Program and $30 million for assistance to small shipyards like Kalaeloa/Barbers Point.

    ·      $64 billion for the Federal Highway Administration to improve the safety and long-term viability of our highways.

    ·      $23 billion for the FAA, including $10 billion to fully fund air traffic control operations and allow the FAA to hire 2,500 air traffic controllers to replace the retiring workforce.

    ·      $15 billion for the Federal Transit Administration.

    Energy and Water Funding Bill

    More specifically, the bill includes the following energy and water-related programs and provisions requested and secured by Case and of specific benefit to Hawai‘i: 

    ·      Language directing the USACE to investigate modifications to Honolulu Harbor to better accommodate the impacts of military operations in the state and throughout the Indo-Pacific as a whole.

    ·      $2 million for the USACE’s beach erosion and hurricane and storm damage reduction activities.

    ·      $40 million for flood control and coastal emergencies efforts.

    ·      $18 million for the USACE’s National Coastal Mapping Program, which provides high-resolution elevation and imagery data along the U.S. shorelines on a recurring basis which can provide a better understanding of human uses, issues and constraints in coastal regions.

    ·      $12 million for the USACE’s Aquatic Plant Control Program, which conducts research and development of biological, chemical, cultural and ecological capabilities for controlling invasive aquatic plants.

    ·      Language modifying a clean energy program under DOE that has been widely beneficial for Hawai‘i. The newly named Energy Technology Innovation Office, previously known as the Energy Transitions Initiative, supports island and remote communities by providing personalized technical and financial assistance.     ·      Language directing the DOE to investigate potential benefits of having small-modular nuclear reactors as a source of clean, domestically sourced electricity for remote, noncontiguous U.S. areas such as Hawai‘i.

    These two bills are the 6th and 7th of twelve separate bills developed and approved by the Appropriations Committee that would fund the federal government at some $1.6 trillion for FY 2026 commencing October 1st of this year. The bills now move on to the full House of Representatives for its consideration.

  • MIL-OSI New Zealand: Defence News – HMNZS Canterbury delivers leading-edge technology to support regional security tasks in Fiji

    The Royal New Zealand Navy’s (RNZN) multi-role vessel HMNZS Canterbury has sailed into Suva for annual Operation Calypso, this time with a technologically advanced capability aboard.

    Op Calypso focuses on supporting Pacific partners through a range of joint maritime security activities and HMNZS Canterbury carried into the Fijian port advanced capability in the form of Uncrewed Surface Vessels (USV) – the Bluebottles Tahi and Rua.

    The autonomous vessels can conduct long-endurance operations without requiring refuelling or crew. Propelled and powered by sun, wind and wave action, the Bluebottles are ideal platforms for fishery protection, border patrols, surveillance, and the collection of oceanic and meteorological data.

    The RNZN will work with Republic of Fiji Navy personnel deploying and monitoring the Bluebottles to help identify and track vessels operating suspiciously in Fiji’s exclusive economic zone – including those potentially involved in narcotics trafficking.

    A Royal New Zealand Air Force No. 42 Squadron King Air aircraft will provide identification and surveillance oversight while a Fijian Navy vessel will be available to carry out boarding and seizure tasks.

    Commodore Shane Arndell, the New Zealand Defence Force’s Maritime Component Commander, says the joint effort reflects the deep commitment shared by both nations to tackle common security and economic challenges.

    “For many years, at the request of the Fijian government, we have conducted joint fishery patrols to ensure Fiji’s natural resources and vital revenue streams aren’t being exploited through illegal fishing by other countries.

    “Now we are confronting a criminal issue just as important but with deadly consequences,” Commodore Arndell said.

    “The movement of drugs from South America through the Pacific is a very real concern and has a significant and long-lasting impact on the lives of Fijians, their families and the wider Pasifika community.

    This near-vertical view into the north vent within Halema‘uma‘u crater was captured during a USGS Hawaiian Volcano Observatory UAS (uncrewed aircraft systems) flight on July 17, 2025. The aircraft was about 150 m (500 ft) above the vent, with north oriented to the upper left in this view. No incandescence or lava was visible within the vent. These UAS flights were conducted with the permission of Hawai‘i Volcanoes National Park, owing to the Hawaiian Volcano Observatory’s mission to monitor active volcanoes in Hawaii, assess their hazards, issue warnings, and advance scientific understanding to reduce the impacts of eruptions.     Washington, D.C. – U.S. Senator Susan Collins, Chair of the Senate Appropriations Committee, announced that she advanced $2.5 million in Congressionally Directed Spending to support the planning and design of a new aircraft maintenance and ground equipment facility for the Maine Air National Guard. This funding was included in the Fiscal Year (FY) 2026 Military Construction and Veterans Affairs Appropriations bill, which was officially approved by the Senate Appropriations Committee today and now awaits consideration by the full Senate and House.

    “From assisting our communities when disaster strikes to supporting our national defense, the brave men and women of the Maine National Guard are always ready to serve,” said Senator Collins. “This proposed funding would enhance the Maine Guard’s readiness while ensuring modern and safe working environments and reducing maintenance costs. As the Chair of the Appropriations Committee, I will continue to advocate for this funding as the appropriations process moves forward.”

    “Maine National Guard is grateful for Senator Collins continued support and efforts to pursue proposed funding for a new maintenance and equipment facility at the Bangor Air National Guard Base,” said Brigadier General Diane Dunn, the Adjutant General of the Maine National Guard. “The project will benefit the Maine National Guard, the state, and the nation. A modernized facility will help ensure that our Maineiacs are equipped and ready to conduct refueling operations for years to come. Our tankers are critical to our country’s defense strategy. We are excited that is one step closer to approval.”

    Currently, flightline maintenance and ground equipment maintenance operate out of two separate and undersized facilities. This project would combine operations under one right-sized facility for the 101st Air Refueling Wing in Bangor, helping to reduce response times.

    In May, Senator Collins secured $50 million for the Maine Air National Guard to construct a new hangar in Bangor. This funding was included in the Fiscal Year 2025 full-year continuing resolution.

    This funding advanced through the Committee’s markup of the FY 2026 Military Construction and Veterans Affairs Appropriations bill—an important step that now allows the bill to be considered by the full Senate.

    In 2021, Congress reinstituted Congressionally Directed Spending. Following this decision, Senator Collins has secured more than $1 billion for hundreds of Maine projects for FY 2022, FY 2023, and FY 2024.?     Schumer: We Are A Major Step Closer To A New Combined Operations Alert Facility For The Niagara Falls Air Reserve Station!

    Following months of advocacy, U.S. Senator Chuck Schumer today announced he has secured a $54 million authorization in the Senate’s National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2026 in a major step forward to building a new Combined Operations Alert Facility (COAF) at the Niagara Falls Air Reserve Station (NFARS).

    The senator has been advocating for a new COAF to provide the station with more effective command and control, improved cohesion between squadrons, improved mission response times, and streamlined communications. Currently, support functions for the 914th Air Refueling Wing (ARW) are distributed across multiple stovepiped and outdated facilities at NFARS, adding unnecessary burden and mission load. Schumer underscored that centralizing operations has been a major priority for NFARS.

    “Niagara Falls Air Reserve Station and the 914th Air Refueling Wing has continuously delivered for New York and America’s strategic deterrence over the last 50 years, but to best fulfill its mission going forward it needs a new facility to centralize its command & control operations and improve communication across squadrons. Today, we take a major step towards bringing a new Combined Operations Alert Facility to life. I am proud to announce I just secured the long desired federal funding authorization of $54 million to build a new NFARS Combined Operations Alert Facility in the Senate’s National Defense Authorization Act,” said Senator Schumer. “NFARS is one of Niagara County’s top employers and it needs continued federal investment to keep this facility in top notch shape. This is a major step forward to improving efficiency and upgrading operations at NFARS, which is why we need the House to follow suit as we continue efforts to deliver this funding. I will continue to fight tooth and nail to secure funding in appropriations to get dollars through the door and shovels in the ground for this new facility for the Niagara Falls Reserve Station and all the hardworking men and women in Niagara County.”

    Schumer explained, “With 914th ARW command and control operations and support functions currently spread across multiple facilities, wasting energy and degrading communications, securing this $54 million authorization in the Senate is a massive step forward in the push to build a new facility to consolidate alert operations across key units and support functions.”

    The senator said the House needs to follow suit backing this authorization as the he fights to deliver funding in the next defense appropriations bill. Schumer previously secured $2.8 million in federal funding for the design and planning of the COAF in FY 2023.

    Schumer has long fought for greater federal investment into NFARS. Schumer has visited NFARS many times, including in 2017, when he worked with Air Force and National Guard officials to secure funding for a new training facility, building on the structures already in place at NFARS. Also in 2017, Schumer announced after his advocacy that the base would receive eight KC-135 aircraft, which brought nearly $25 million in investment, jobs and increased flight hours.

  • MIL-OSI USA: Kaptur Secures $400,000 in Federal Aviation Funds for Northwest Ohio Airports

    Washington, DC – Today, Congresswoman Marcy Kaptur (OH-09) announced that three regional airports in Northwest Ohio will receive a total of $399,097 in federal funding from the US Department of Transportation to begin critical airport infrastructure improvements.

    “These airports may not make national headlines, but they’re essential arteries for our local economy, medical transport, and business access,” said Congresswoman Kaptur (OH-09). “Whether it’s replacing aging lighting systems in Port Clinton, restoring pavement in Bryan, or upgrading hangar access in Walbridge, this funding ensures safer, more efficient travel and supports jobs across our region. Every community deserves the opportunity to thrive, whether it’s served by a big terminal or a two-runway field.”

    The funds, awarded through the Federal Aviation Administration’s Airport Improvement Program (AIP), are each targeted at design-phase projects. The first critical step before construction can begin. The projects are as follows:

    • Erie-Ottawa International Airport (Port Clinton, OH) – $83,792

    Funding will support the design phase for replacing Taxiway C’s lighting system, which has reached the end of its operational life. The lighting upgrade is essential to maintain safe aircraft movement, especially during low-visibility conditions.

    • Williams County Airport (Bryan, OH) – $117,800

    The award will fund the design of a rehabilitation project for 7,750 square yards of apron pavement. This surface, where aircraft park and refuels, is showing signs of wear and tear and needs to be reinforced to preserve safety and reliability.

    • Toledo Executive Airport (Walbridge, OH) – $197,505

    Funds will go toward the design to reconstruct 4,400 square yards of T-Hangar Apron pavement and 1,350 feet of taxi lanes, both of which have deteriorated over time. The improvements will enhance access for small aircraft operators and improve the overall functionality of the airport’s general aviation facilities.

    All three projects are being administered by the Federal Aviation Administration. Each will begin with design and engineering, setting the stage for full-scale construction phases expected to follow in future funding cycles.

    Over the last week, U.S. Pacific Air Forces accomplished a rapid, mass deployment and reception of personnel, equipment and aircraft to multiple locations in the Indo-Pacific theater of operations for Exercise Resolute Force Pacific 2025.

    “We’ve seen amazing global teamwork completing an incredible lift to kick off REFORPAC,” said Gen. Kevin Schneider, PACAF commander. “Airmen have innovated and overcome tough obstacles to get critical pieces in place, demonstrating our collective capability to project decisive air power into and throughout the Indo-Pacific with dramatic speed and scale.”

    The U.S. Air Force, alongside its joint allies and partners, will continue to train and integrate over the next several weeks, enhancing interoperability and readiness across the Pacific theater. REFORPAC is part of the first-in-a-generation Department-Level Exercise series, a new way the Air Force is exercising to conduct large operations in contested, dynamic environments. The aim is to improve interoperability and multilateral cooperation, leading to a stronger, more capable, deterrent force.

    The DLE series encompasses all branches of the Department of Defense, along with allies and partners, employing approximately 400 U.S. and coalition aircraft and more than 12,000 members at more than 50 locations spanning 3,000 miles.

    The monumental effort is made possible by extensive planning and coordination efforts throughout the Air Force, along with joint, allied and partner forces, which have shown the ready ability of combined joint forces to mobilize in great numbers for any contingency. In lockstep with PACAF, Air Mobility Command has provided critical airlift, air refueling and command and control capabilities to project, connect, maneuver and sustain joint forces.

    “We’re witnessing a complex operation in the Indo-Pacific driven by logistics – rapid, deliberate and mission-driven,” said Brig. Gen. Athanasia Shinas, mobilization assistant to PACAF’s director of logistics. “Our Total Force concept is critical to this capability, leveraging the unparalleled expertise and diverse talent drawn from every industry and sector of society through our Guard and Reserve. This integration creates extraordinary opportunities to strengthen our Total Force and coalition Airmen.”

    Airmen are exercising robust contested logistics and engineering capabilities, sustainment over vast distances, fuel resupply and access to forward operating locations.

    “This is a logistical movement at an unprecedented scale – an explosive surge into the theater driven by precision and a resilient joint network,” said Brig. Gen.     The tested Agile Combat Employment operational strategy, used to support joint operations, has prepared sites throughout the theater. ACE preparations have included shoring up building infrastructure and ensuring a constant flow of critical supplies, all to facilitate uninterrupted mission execution during the exercise.

    The multinational training exercise emphasizes operational and tactical missions, bringing together joint, combined, interagency and military forces to strengthen coordination and interoperability within a unified special operations command.

    From the sunbaked airstrips of Antofagasta to the bustling port of Valparaíso and the icy channels of Punta Arenas, elite troops from six nations dived into SOUTHERN STAR 25, Latin America’s premier multinational special operations exercise. Designed around a simulated United Nations stabilization mandate, the event brings together special forces from Chile, the United States, Spain, Argentina, Colombia and Paraguay, with 10 additional nations participating as observers.

    A key part of the U.S. contribution is the 27th Special Operations Wing, whose aircraft and Air Commandos have delivered mobility, surveillance, and refueling capabilities across more than 3,700 kilometers of challenging terrain — an unmistakable demonstration of the U.S. commitment to its partners in the Southern Cone and the broader Western Hemisphere.

    Deploying from Cannon Air Force Base, New Mexico, the 27 SOW brought two of the most versatile aircraft in the U.S. Air Force’s arsenal: the MC-130J Commando II and the U-28A Draco. Designed to thrive in austere, high-threat environments, these platforms were crucial to the operational tempo and complexity of SOUTHERN STAR 25.

    “We’re closely integrated with our joint partners in U.S. Special Operations Command and that partnership drives how we operate across the world. Down here in Chile, we are integrating and providing the same type of support to the exercise that we would anywhere else in the world if there’s a special operations mission set going on,” said Lt.     In Antofagasta, Air Commandos conducted a forward arming and refueling point demonstration using the MC-130J, showcasing to Chilean airmen how expeditionary refueling operations can sustain special operation forces units operating far from traditional bases. The very next day, the same aircraft supported static line jump training for Chilean paratroopers, or paracaidistas, who practiced airborne insertion techniques alongside U.S. aircrews, strengthening tactical interoperability and deepening trust between the nations’ forces.

    Meanwhile, the U-28A provided critical intelligence, surveillance, and reconnaissance support across multiple mission profiles.

    In Rancagua, U.S. Air Commandos established a satellite communications node to receive real-time full-motion video from the Draco in flight, illustrating the rapid ISR integration capabilities essential to success during fast-moving missions. Later in the exercise, in Valparaíso, the U-28A provided overwatch during a Visit, Board, Search, and Seizure training operation involving U.S. Navy SEALs, U.S. Air Commandos, Chilean Special Forces, and the Chilean Navy. The mission enhanced maritime interdiction capabilities while exemplifying the layered coordination enabled by airborne ISR platforms.

    Operating across a country as long and geographically diverse as Chile posed logistical challenges that tested every aspect of special operations capability — command, sustainment, adaptability, and communication. Yet, the 27 SOW thrived in this environment, reaffirming AFSOC’s ability to project power and sustain complex missions far from home. From austere airfields to maritime staging areas, the wing’s involvement helped exercise vital capabilities such as the protection of sea lines of communication and affirmed U.S. and partner readiness near strategic regions like the approaches to the Antarctic.

    SOUTHERN STAR 25 also served as a proving ground for innovation. With their involvement in distributed mission planning, real-time ISR delivery and satellite communications, the Air Commandos contributed to emerging integration efforts across the space and cyber domains. These forward-leaning efforts, paired with proven platforms like the MC-130J and U-28A, point toward a future in which special operations forces can operate even more effectively across domains and coalition partnerships.

    “Southern Star has helped demonstrate, yet again, how the U.S. can integrate with anyone across the world to achieve common objectives — and do so in a mutually beneficial manner,” Sponaugle said.

    From airborne operations and tactical refueling to maritime ISR overwatch and technology integration, the 27 SOW’s performance during SOUTHERN STAR 25 was a testament to the strength of partner cooperation and the versatility of AFSOC. As the U.S. and its partners continue to face evolving global security challenges, exercises like this not only prepare forces for what lies ahead — they strengthen the partnerships and interoperability that will define success in the years to come.

    Washington (July 16, 2025) – Today, on the heels of another harsh heat wave across California, Senator Edward J. Markey (D-Mass.) joined Senator Alex Padilla (D-Calif.), Representative Judy Chu (D-Calif.-28), and union workers from the United Farm Workers (UFW), American Federation of State, County and Municipal Employees, and United Steelworkers to announce their bipartisan, bicameral legislation to implement federal enforceable workplace heat stress protections.

    Co-leads of the legislation include Senator Catherine Cortez Masto (D-Nev.), and Representatives Robert C. “Bobby” Scott (D-Va.-03), Ranking Member of the House Committee on Education and Workforce, and Alma Adams (D-N.C.-12).

    To address the increasing risks from extreme temperatures, the lawmakers introduced the Asunción Valdivia Heat Illness, Injury, and Fatality Prevention Act, legislation to protect the safety and health of indoor and outdoor workers who are exposed to dangerous heat conditions in the workplace. The legislation would protect workers against occupational exposure to excessive heat by requiring the Occupational Safety and Health Administration (OSHA) to establish an enforceable federal standard to protect workers in high-heat environments with commonsense measures like paid breaks in cool spaces, access to water, limitations on time exposed to heat, and emergency response for workers with heat-related illness. The bill also directs employers to provide training for their employees on the risk factors that can lead to heat illness and guidance on the proper procedures for responding to symptoms.

    The bill is named in honor of Asunción Valdivia, who died in 2004 after picking grapes for 10 hours straight in 105-degree temperatures. Mr. Valdivia fell unconscious, but instead of calling an ambulance, his employer told Mr. Valdivia’s son to drive his father home. On his way home, he died of heat stroke at the age of 53.

    “Even as heat waves become more frequent, longer-lasting, and more severe, red state politicians are rolling back heat protections and child labor protections across the country. It’s not rocket science—you cannot be pro-worker if you are anti-heat protection,” said Senator Markey. “Our legislation would provide workers with basic, effective protections: access to water, access to shade, time limits on high heat exposure, and procedures for emergency medical response. Every worker deserves to know when they clock in that they will return home safe at the end of their shift.  The thermometer is rising and the clock is ticking. Republicans want to sacrifice working Americans. Let’s save our workers instead.”

    “Asunción Valdivia’s death was completely preventable, yet his story is sadly not unique. As the planet continues to grow hotter, there is still no federally enforceable heat safety standard for workers. That’s not just dangerous for the farm workers and construction workers who work all day outside in the sun — it’s also dangerous for the factory and restaurant workers in boiling warehouses and kitchens,” said Senator Padilla. “Every family deserves to know that even on the hottest day, their loved one will come back home. A national heat safety standard would provide that peace of mind and finally give workers the safety they deserve.”

    “From farmhands to construction workers, America’s essential workforce is doing important work while under extreme heat conditions,” said Senator Cortez Masto. “Temperatures continue to reach record highs in Nevada and across the United States. We must act now to protect our communities’ vital workers.” 

    “As we continue to experience record-breaking summer heat waves, we’re also seeing a distressing increase in cases of workers collapsing and even losing their lives due to excessive heat. I will never forget people like Asunción Valdivia or Esteban Chavez Jr., who passed away in Pasadena, California in 2022 after a day of delivering packages in 90-degree heat in a truck without air conditioning. Unfortunately, their tragic deaths were entirely preventable,” said Representative Chu. “Whether on a farm, driving a truck, or working in a warehouse, workers like Asunción and Esteban keep our country running while enduring some of the most difficult conditions—often without access to water or rest. To protect our workforce and save lives, we must pass this bill into law and establish comprehensive and enforceable federal standards addressing heat stress on the job.”

    “This summer, Americans across the country are grappling with some of the hottest temperatures on record. Yet workers in this country still have no legal protection against excessive heat—one of the oldest, most serious, and most common workplace hazards. Heat illness affects workers in our nation’s fields, warehouses, and factories, and climate change is making the problem more severe every year,” said Ranking Member Scott, House Committee on Education and Workforce. “This legislation will require OSHA to issue a heat standard on a much faster track than the normal OSHA regulatory process. I was proud to advance this important bill in 2022, and I urge Chairman Walberg and Committee Republicans to do so again this Congress. Workers deserve nothing less, particularly as heat-related illnesses and deaths rise.”

    “As we face record temperatures, it has never been more important that we protect our workers facing extreme heat in the workplace,” said Representative Adams. “Last year, a North Carolina postal worker Wendy Johnson lost her life to heat illness after spending hours in the back of a postal truck on a 95-degree day with no air conditioning. Her death was entirely preventable, and Wendy should still be with us today. I’m proud to introduce this bill so we can honor her memory and ensure every worker has the protections from extreme heat that Wendy deserved.” 

    According to the National Oceanic and Atmospheric Administration (NOAA), 2024 was the warmest year on record for the United States. The past decade, including 2024, was the hottest on record, marking a decade of extreme heat that will only get worse. Heat-related illnesses can cause heat cramps, organ damage, heat exhaustion, stroke, and even death. Between 1992 and 2017, heat stress injuries killed 815 U.S. workers and seriously injured more than 70,000. The Washington Center for Equitable Growth estimates hot temperatures caused at least 360,000 workplace injuries in California from 2001 to 2018, or about 20,000 injuries a year. The failure to implement simple heat safety measures costs U.S. employers nearly $100 billion every year in lost productivity.

    From 2011-2020, heat exposure killed at least 400 workers and caused nearly 34,000 injuries and illnesses resulting in days away from work; both are likely vast underestimates. Farm workers and construction workers suffer the highest incidence of heat illness. And no matter what the weather is outside, workers in factories, commercial kitchens, and other workplaces, including ones where workers must wear personal protective equipment (PPE), can face dangerously high heat conditions all year round.

    The Asunción Valdivia Heat Illness, Injury, and Fatality Prevention Act has the support of a broad coalition of over 250 groups, including: Rural Coalition, International Brotherhood of Teamsters, AFL-CIO, UNITE HERE!, Communication Workers of America, Alianza Nacional de Campesinas, Sierra Club, United Farm Workers, Farmworker Justice, Public Citizen, International Union of Bricklayers and Allied Craftworkers, United Food and Commercial Workers International Union, Union of Concerned Scientists, United Steelworkers, National Resources Defense Council, American Lung Association, and Health Partnerships.

    “Every worker safety rule in America is written in blood,” said UFW President Teresa Romero. “The UFW has been fighting for heat safety protections for decades. Over 20 years later, Asuncion Valdivia’s death still hurts. There are so many other farm workers — many whose names we do not know — who have also been killed by extreme heat on the job in the years since. Enough is enough. Every farm worker deserves access to water, shade, and paid rest breaks — it’s past time for Congress get this done.”

The Occupational Safety and Health Administration (OSHA) must issue a strong heat rule, not a weak one, to ensure workers have specific protections they need and to be able to raise unsafe working conditions without fear of retaliation.”

    “It’s long past time for meaningful legislation to protect Teamsters and other workers from the effects of prolonged heat exposure and dangerous heat levels while at work,” said Teamsters General President Sean M. O’Brien. “Paid breaks in cool spaces, access to water, and limitations on time exposed to heat are simple common sense steps that should be mandated immediately. Waiting to implement these measures is unacceptable and will result in the further loss of lives.”

  • MIL-OSI Europe: EIB Group backs more than €15 billion in new investment

    • EIB and EIF Boards approve €15.5 billion for transport, housing, education, energy and business investment
    • EIB strengthening support for water resilience

    The European Investment Bank Group approved a total of €15.5 billion in new financing to back business growth and corporate innovation, improve transport and energy connectivity, invest in housing and strengthen water resilience.

    The decisions were made at the July board meetings of the EIB and the European Investment Fund this week. The EIB Board endorsed €14.5 billion in fresh financing and the EIF Board authorised €1 billion in new funding to support the green transition, back venture capital and private equity investment and strengthen private credit and infrastructure funds.

    “These investments are about building the future – from clean energy, safe water and smarter transport to better housing, education and innovation,” said EIB Group President Nadia Calviño. “As the EU’s financing arm, the EIB Group is delivering on Europe’s priorities.”

    EIB Group Water Resilience Programme welcomed

    The EIB Board welcomed plans to strengthen targeted financing to address water resilience worldwide.

    The EIB Group is the world’s largest multilateral financier for water investment. The new EIB Group Water Resilience Programme has been developed in coordination with the European Commission’s Water Resilience Strategy and is expected to mobilise €40 billion of global water investment over the next three years. It will increase access to clean and safe water, enhance the water resilience of communities and strengthen the competitiveness of the EU water sector.

    New projects to update water and wastewater networks in Greece and the Netherlands were also approved.

    Improving transport

    The EIB agreed to back new rail investment in Estonia, Germany and Italy, to improve road connections in Poland, Romania and Moldova and to enhance airport energy efficiency in France, Germany and Spain.

    Enhancing energy networks and energy efficiency

    New energy projects approved will strengthen electricity grids in France, Germany and South America, improve industrial energy efficiency in Portugal and accelerate biofuel production in Italy.

    Investing in affordable and energy efficient housing

    The Board approved three housing projects, enabling streamlined financing for the construction of energy-efficient homes, the energy-efficiency renovation of existing buildings and the installation of solar panels in Germany and backing the construction and refurbishment of affordable housing across Portugal.

    Backing business growth and innovation

    New financing approved by the EIB will support companies in Croatia, Italy, Poland and Spain, innovation in the Western Balkans and the reforestation of degraded forests and wetlands across Africa as well as private-sector investment by North African and Middle Eastern businesses. This includes support as part of the third pillar of the European Commission’s Multiannual Comprehensive Programme for Palestine.

    Financing for critical raw material recycling in Germany, low-carbon fertiliser production in South America, innovative waste-treatment plants across Spain and pharmaceutical innovation across Europe was also endorsed.

    The EIF transactions agreed this week include €278 million in new debt operations and €725 million in venture capital, private equity and private credit transactions. They will support private-sector clean energy, decarbonisation and biodiversity preservation investment. This includes EIF backing for funds that enable biotech companies to grow, support sustainable business investments and bolster early-stage venture capital.

    Strengthening European security and defence

    In March this year, the EIB Group agreed to expand its eligibility criteria for security and defence investment.

    The EIB and EIF Boards approved a revised list of excluded activities, broadening eligibilities and clarifying technical details to support increased financing for selected security and defence projects. These adjustments follow a thorough market assessment that identified funding needs within the EU industry while safeguarding the Group’s financing capacity.

    All projects financed by the EIB Group are in line with the Paris Climate Agreement, as pledged in our Climate Bank Roadmap. Almost 60% of the EIB Group’s annual financing supports projects directly contributing to climate change mitigation, adaptation, and a healthier environment.   

    Fostering market integration and mobilising investment, the Group supported a record of over €100 billion in new investment for Europe’s energy security in 2024 and mobilised €110 billion in growth capital for startups, scale-ups and European pioneers.Approximately half of the EIB’s financing within the European Union is directed towards cohesion regions, where per capita income is lower than the EU average.

    WASHINGTON, D.C. – U.S. Senator Marsha Blackburn (R-Tenn.), Senate Majority Leader John Thune (R-S.D.), and U.S. Senator Mark Kelly (D-Ariz.) sent a letter to U.S Secretary of State Marco Rubio and U.S. Mission to the International Civil Aviation Organization (USICAO) Chargé d’Affaires Anthony Clare urging them to support ICAO’s effort to raise the mandatory commercial pilotretirement age. This would reduce the pilot shortage and increase safety by ensuring the most qualified and experienced pilots are on the flight deck.

    As the Chinese Communist Party (CCP) seeks to dominate international organizations around the world, the United States must not allow our adversary to lead international aviation standards, build goodwill with our allies, or gain a competitive advantage over the U.S.

    Global Data Confirms Experienced Pilots Have Less Accidents than Junior Pilots 

    During the 14th Air Navigation Conference held last year from August 26th to September 6th, the ICAO advanced formal action directed at raising or even eliminating the institution’srecommended pilot retirement age of 65 years. This initiative—led by Canada, Australia, Brazil, Japan, New Zealand, the United Kingdom, and the International Air Transport Association— makes it increasingly likely that the international community will move to increase the suggested retirement age in the near future. Such a move would be consistent with data from around the world, which confirm that experienced pilots have fewer accidents than junior pilots. Therefore, it would stand to reason that raising or eliminating the pilot retirement age—coupled with the existing rigorous technical and medical testing that pilots undergo—would result in a reductionof accidents by closing the experience gap and retaining the greatest level of experience our passengers expect on the flight deck. In fact, many countries around the world already allow pilots above the age of 65 to fly and have been doing so without compromising safety.”

    Senator Blackburn Has Led the Effort to Raise the Mandatory Commercial Pilot Retirement Age 

    “Last Congress, in the Senate Commerce Committee, Senator Blackburn led several of her colleagues in an amendment to the Federal Aviation Administration (FAA) Reauthorizationwhich would have raised the mandatory commercial pilot retirement age from 65 to 67. This amendment did not alter any other qualification to become a commercial pilot and was widely supported by industry.”

    USICAO Must Not Cede Its Leadership Role to China by Sitting on the Sidelines of this Debate

The USICAO is tasked with improving the safety, security, and sustainability of civil aviation in the U.S., and, as such, has an obligation to advocate for changes to international standards to benefit American consumers and our dominance in the skies. As I know you understand, if the United States cedes our leadership role in this space on the international stage, China—who is presently and actively joining our partners to advocate for raising the pilot retirement age—will gladly fill that void.”

    The IAM Union recently joined the AFL-CIO’s “Better In A Union” Bus Tour and participated in the NAACP’s Labor Town Hall in Charlotte, where labor, community, and civil rights activists came together in a unified call for economic and social justice.
    IAM Union National Legislative and Political Director Hasan Solomon addressed NAACP delegates attending the Labor Townhall meeting with a clear and passionate call to action, urging them to mobilize, organize, and fight for working families across the country.
    “When workers have a real seat at the table, our lives, wages, and benefits improve,” said Solomon. “Workers’ and civil rights go hand in hand, and both are on the line. We must stand shoulder to shoulder with labor unions at every level and support every worker organizing for fair pay, dignity, and safe working conditions. This fight is bigger than any one issue. Education, healthcare, housing, and economic justice are everyone’s fight. We must connect every struggle to the people who power our communities.”
    The AFL-CIO “Better In A Union” Bus Tour in Charlotte was one of many stops across the country to uplift the fight for freedom, fairness, and security for all working people, not an economy that works for us, not billionaires. IAM members stood in solidarity with labor, community, and civil rights activists to advance a shared vision of worker empowerment.

    Labor leaders, advocates, and workers from diverse industries came together to address pressing challenges facing today’s workforce, amplify the voices and experiences of workers on the frontlines, and develop bold, collaborative solutions to strengthen labor and civil rights. 
    IAM Union Air Transport Local 1725 member and Charlotte-Metrolina Labor Council president Chris Barrett welcomed everyone to Charlotte with a strong message about workers in the area. 
    “Every time you fly in our out of Charlotte Douglas International Airport, the sixth busiest airport in the world with an economic impact of $36 billion for North and South Carolina, you can do so knowing that it was because of union members from the IAM, ALPA, AFA-CWA, PASS, NATCA, SEIU, and UNITE HERE,” said Barrett.

  • MIL-OSI Submissions: Trump’s changing stance on Epstein files is testing the loyalty of his Maga base

    During his 2024 US presidential election campaign, Donald Trump repeatedly said he would declassify and release the files related to Jeffrey Epstein, the disgraced financier who died in prison in 2019 while awaiting his sex trafficking trial.

    The so-called Epstein files are thought to contain contacts, communications and – perhaps most crucially – flight logs. Epstein’s private aircraft was the means by which to visit what has been later termed “paedophile island”, where he and his associates allegedly trafficked and abused children.

    Conspiracy-minded Trump supporters, many of whom believe Epstein was murdered by powerful figures to cover up their roles in his child sex crimes, think the Epstein files will provide them with a who’s who of the supposed elites involved in child-sex exploitation.

    During his campaign, Trump hinted that the Epstein files would compromise powerful people – suggesting he knew their identities and what they had done. It was simultaneously a warning shot to these individuals and a way to energise his “Make America Great Again” (Maga) support base. It also validated part of the so-called QAnon conspiracy theory around a “deep-state” cover-up of an elite child sex abuse network.

    But the justice department recently announced that its review of these papers revealed no client list of politically important men, and also that Epstein had died by suicide. This struck down two of the most important beliefs of Trump’s base. For a large section of the Maga movement, this somewhat dull set of conclusions has felt like a betrayal.

    Musk smells opportunity

    Trump’s former close ally, funder and adviser, Elon Musk, has used the Epstein files imbroglio to go on the attack via social media. Musk has, without offering evidence, repeatedly insinuated that Trump’s name is in the files. Trump has responded by accusing Musk of “losing his mind” and used evidence from Epstein’s former lawyer, David Schoen, to refute Musk’s accusations.

    Musk’s allegations could be toxic for Trump. A good portion of the Maga movement think the QAnon conspiracy has some truth to it. So being potentially tied to a child sex exploitation ring would damage Trump’s reputation with his base on a subject they care about strongly. Musk has caused some Maga activists to wonder if Trump is part of a cover up.

    The Maga base largely remains loyal to Trump. But this loyalty has required considerable pragmatism since Trump was reelected. A key position supported by Maga voters, Trump’s opposition to foreign military adventures, was reversed by his attack on Iranian military sites in June.

    Maga-aligned spokespeople justified these actions on the grounds they were limited and a response to exceptional provocation. They are portrayed as a counterpoint to the near open-ended commitment of former US president George Bush in Afghanistan and Iraq in the early 2000s.

    Further Maga pragmatism has been required over the so-called Big Beautiful Bill Act, which will add trillions of US dollars to national debt, as well as the cuts to healthcare and food stamp funding. These latter actions have removed coverage and aid from a good portion of Maga-aligned voters.

    Despite the personal financial pain, Maga loyalists have couched their support in terms of reducing waste and shrinking the size of the government. These loyalists have faith in Trump’s word that they will ultimately not be disadvantaged – though the implementation phase will be the test of this.

    Trump has also stretched the patience and loyalty of corn farmers in mid-western states, a natural base for him. He has called for Coca-Cola to use cane sugar rather than corn syrup in the full-sugar version of its drink. Trump and his controversial health secretary, Robert F. Kennedy Jr, have argued that cane sugar is healthier – which is open to question – and will “make America healthy again”.

    While the question of which sweetener is used in Coke is marginal, supporting something that damages mid-western farmers will be difficult for Maga loyalists to reconcile. In having to find a way of overcoming the tensions in the policy, they may begin to question Trump’s wisdom.

    The arguments surrounding the Epstein files might be uniquely dangerous for Trump and his relationship with his Maga base. The QAnon paedophile ring conspiracy is core to a great number of Maga loyalists, and Trump was their man to reveal “the truth”.

    But the justice department has now effectively rejected that part of their world view. And the response of some has been to question whether Trump is also part of a cover up.

    Worse still, Trump has gone on the attack. He has said the Epstein conspiracy was never real and has described some of his supporters as “gullible weaklings” for continuing to believe in it. For some supporters this has been too much, and they have aired their frustration on Trump’s Truth Social media platform as well as on right-leaning blogs and podcasts.

    Trump has begun to soften his critique of those believing in the Epstein conspiracies, saying he would want to release any credible information. He has also returned to a campaigning tactic of whataboutery, pointing at what he says is the unfair treatment he receives compared to his predecessors Barack Obama and Joe Biden.

    The Epstein files episode might well pass. But the question of whether Maga is now bigger than Trump will not. For a president who once joked that his support was so strong he “could stand in the middle of Fifth Avenue and shoot somebody” without losing voters, the loyalty and pragmatic flexibility of his supporters is important.

    Maga is not a uniform group in belief or action. But if Trump loses either the loyalty of some or they refuse to flex their beliefs as they have done before, it will be politically dangerous for him. From beyond the grave, Epstein might have helped begin a new era in American politics.

    Susannah thank you very much and Dave thank you A – for being here and B – for giving such a great presentation, I am now starting to doubt the fact that I took out the animal videos from last year out of my presentation.

    As you heard yesterday this is the last appearance for me as the CAS at the Global Air Space Chiefs Conference and I am going to miss it. This conference provides a fantastic opportunity for us to get to know each other, build relationships, and most importantly to share ideas.

    Combined with RIAT and the invitation to our crews, to our industries, and to our spouses, this always feels like a very special event. 

    You might remember that two years ago I showed this picture of Caitlin and me on holiday in Greece as a mechanism to try and build a rapport or relationship. I got in trouble because I hadn’t cleared it with her before I showed it but I’m doing it again, it’ll be fine.

    I wanted to start today by saying a huge thank you to the global air and space chief community for your friendship and support over the two years while I’ve been chief and particularly over the last year.

    Some of you know that Caitlin was not at RIAT last year as she underwent a pretty aggressive form of chemotherapy, and that camaraderie and support that I felt from this international community was incredible. It’s those bonds of friendship and understanding that will sustain us both in peacetime and in war.

    I am pleased to say that Caitlin is doing well and she’ll be back at RIAT.

    And for those of you who are wondering she is still a divorce lawyer. So, if she hands you her business card you should be afraid, if she hands your spouse her business card – be very very afraid!

    Two years ago in 2023 when I stood on this stage, the war in Ukraine was just over a year old and my key conclusion was that after 3 decades of peace dividend and fighting impressive counter-terrorism campaigns globally, we – the Royal Air Force and other air forces needed to change if we were going to avoid the kind of war that we saw playing out in Ukraine. 

    Our response to this demand for change intellectually was to update our air operating concept. At the heart of it is this idea of decision superiority supported by agility, integration, and resilience.

    Roll forward a year, last year we focused on deterrence. In whatever way you describe it, warfare is costly, and I argued that our job as military leaders was to stop these wars from starting.

    I also explained last year where our priorities lay in terms of developing the capabilities to ensure we could deter the kind of fight we’ve seen in Ukraine.

    It started with command and control. Capabilities to counter the A2 AD threat. Integrated area missile and defence and agile combat employment. And taking a leaf out of Dave’s book I also showed you this picture of my good friend Patrick Sanders, shortly after he finished being the head of the British Army at Glastonbury. I’m pleased to say that Patrick has gone past his Glasto phase and is now a successful podcaster and it’s really good, I can really recommend it. But Patrick was in the news again last weekend with a warning that we should head as we think about the pace of change.

    As you heard from the Minister, last month the UK published its Strategic Defence Review, a vision about making Britain safer, secure at home, and strong abroad. It played back to us much of the logic and analysis we’ve talked about in conferences like this for several years. As you’ve heard today, it focuses on warfighting readiness, it’s clear about putting NATO first, and using defence as and engine for growth, with UK innovation driven by lessons from Ukraine, and a whole of society response.

    This is a radical shift for the UK.

    And all of that is before The Hague Summit where many of our allies signed up to spend significantly more on Defence.

    This is a watershed moment for the UK and the West.

    Throughout my whole career Defence budgets have shrunk, armed forces have got smaller. I was at RAF Cranwell recently talking to our officer cadets about to graduate and coming out into their next phase of training and into the Air Force. I told them that they are entering an air force that none of us have known. An Air Force where budgets are growing, and numbers are increasing.

    Last year, I also talked about the high low mix and its importance and autonomous collaborative platforms, and you’ve heard about that from the minister this morning.

    I got Jim Beck our Director of Capability, who we saw yesterday, to promise in front of all of you he would deliver this year the first of a family of ACPs that would improve the lethality and survivability of our crewed platforms.

    I want to pay tribute to Jim today and the wider team for delivering in April this year StormShroud.

    It is an impressive capability that was delivered with a different attitude towards risk both in terms of its acquisition and in the terms of the way it’s operated.  It also delivered through collaboration with warfighters, traditional defence industry, and new entrants to it.

    I am enormously proud of what Jim, the team and the wider team have done to deliver it, and I am enormously pleased that what SDR sets out is a direction of travel that we have been on as air forces for several years.

    But the SDR is clear, and I’m clear that we have to do this quickly, and we can’t do it on our own.

    To borrow a phrase from my great friend Jabba Steur the Dutch chief, we need to be ready to fight tonight, tomorrow, and together.

    These alliances, that these conferences help build are incredibly important to us, and frankly the alliance with the United States of America is the most important of all.

    Arthur Tedder and Tooey Spatz, the first Chief of Staff for the US Air Force, forged a relationship during the second world war that sustained them through peace. Today the relationships we form in peacetime need to sustain us through war.

    This year has seen many of us in this room flying alongside our US friends and fighting alongside them globally.

    But is not just about working together as allies, this evolving battlespace demands that we work together across all 5 domains, and that’s why that is the theme of this conference how do we integrate air and space power into this evolving battlespace.

    I want to use 3 stories from the past, present and future to illustrate why this is important and what lessons we might draw about how we do it.

    Now looking round the room, I think quite a lot of us in the room remember the early days in our career the end of the Cold War.

    Every self-respecting junior officer would have read Tom Clancy’s Red Storm Rising.

    In it, NATO face the task of repelling Russian aggression from Eastern Europe through or by, as Tom said,

    ‘…penetrating the most concentrated SAM belt the world had ever known.’

    In Tom Clancy’s day that was a job for Air Forces it required large packages of aircraft, it was what our flag exercises, Red Flag, Green Flag, Maple Flag, were all about. Honing our Large Force Employment skills – we relished the opportunity; we loved flying and fighting alongside the very best from other nations.

    I’m sure just the mention of it evokes warm memories at the time when it was the air force that we knew and loved, when we had more hair, slimmer waists, and we didn’t groan when we got out of chairs.

    This was air power’s World Cup. I was also going to say this was, for our American audience, it’s like the World Series, but I found out that Donald Trump seems to recognise Soccer is the more important game, and if you’re going to have a world event you do have to invite people from other countries to it, just saying. Sorry Dave!

    This was a complex mission and attrition was expected. In Tom Clancy’s novel, more than a dozen of the most technologically advanced aircraft the West had were lost on that first mission. In the 1980s we had the mass to cope with that kind of level of attrition. Today, we know that this is going to require more than just brilliant air forces. Even the most ardent advocate of air power, Dave Deptula agrees.

    In Tom Clancy’s time, other terrestrial domains lacked the tools to be able to really influence this fight. Space and cyber weren’t even nascent capabilities.

    Today, not only is it feasible to integrate effects across multi domains, it is essential. And this is hard, it’s hard to do it on a national level, trying to do it multi-nationally, across a continent is exponentially more difficult but it is the challenge of our generation, and our adversaries know that and they’re trying to emulate us. Fortunately, however they are showing us how not to do it.

    When Russia invaded Ukraine in 2022, it looked like integrated multi-domain operations. With two combined armies, supported by strategic fires, tactical and strategic air power provided by VKS, land launched, sea launched, air launched cruise missile, electronic warfare, and critical space and cyber effects, surely that was integrated?

    But the reality is Russia’s sees air power differently to the west, in the western way of warfare, air power is at the heart of the way we fight. In Russia it’s about supporting the land campaign, and we know as Justin Bronkin and Dag Henrikson have pointed out that Russia has always struggled to integrate air power emissions to deliver strategic effect. So in those first few hours and days after the war started, what we saw was Russia’s actions were stove pipped, they were deconflicted in time and space and fratricide both electronically and kinetically was commonplace. But three years and a million causalities later, Russia is learning. And we have to learn too, as General Patton said,

    Our job as air chiefs is to educate our aviators and our commander so that we are ready for the next Storm Rising. There’s no way I could write it.

    I’ve stood on this stage and said, that we should not image that Ukraine is the way in which we would fight in the future. Ukraine is a 19th Century war, fought with 20th Century tactics and 21st Century weapons.

    What we need to do is fight 21st Century war, with 21st Century capabilities, and 21st Century thinking.

    2025 has given for us some examples of how this air led innovation and integration can make a difference. We’ve heard about Ukraine’s audacious attack against Russia’s strategic assets and operations in Iran have really shown us what exquisite air power integrated with other multi-domain effects can do at both the strategic and campaign level.

    But when the war starts, we know that it’s going to be a dynamic environment, and so whilst the tactics and the targets might be the same as they were in Tom Clancy’s day, the threat has changed, and the tactics need to change too.

    There’s breadth, scale, depth coupled with three years of operational experience mean the threat is much greater than it was in Tom Clancy’s time. And so the tactics need to change, and we need an integrated approach.

    We need space, cyber, land, sea, and air to work together.

    We know space will deliver PNT, we know it will deliver ISR, we know it will deliver battle damage assessment, but it can also be used to disrupt our adversaries’ communications. We can shield our own forces from their satellites.

    Cyber can disrupt and degrade C2 systems.

    The maritime environment might deliver fires or air defence.

    The land domain might launch Stromshroud, project special forces or launch attacks against key targets.

    We get this right; we create control of the air. We might be limited in time and geography, but it opens up the opportunity for our forces to target and exploit other opportunities.

    But no plan survives contact with the enemy and we need a mechanism to adapt and react, to ensure that we’re able to exploit opportunities and make the right decisions at the right time in this complex environment.

    In the UK we’ve developed NEXUS, it’s our combat cloud and it will form part of the digital targeting web the minister talked about this morning and it’s through that that we’ll deliver the tempo and deliver that all domain C2. But C2 is about more than the network, it’s about our commanders, our decision making and our training. We’ve got challenge in NATO in particular, how do we command and control in a dynamic environment, multi-domain operations when we’re structured by component and organised by components or geography.

    NATO’s land component commander argues that it’s the Army’s task, the Army should, alone deal with the counter A2 AD threat in Kaliningrad. He might be right in that specific environment, but it’s not proven or tested. It would be like me saying that actually it’s air power that should be the soul force that blunts Russian attacks into NATO territory. We need to lift ourselves out of these historic rivalries and reductive arguments and think about how we deliver truly integrated multi-domain effects.

    How do we set the board at risk in the way Dave said yesterday to make sure we are ready for the next Storm Rising.

    We can learn lessons from other campaigns and operations and the next panel will talk about some of those. But I think we need to test, to train, and to educate our people.

    In the real world, exercises like Bamboo Eagle provide high-end, multi-domain, multinational and long-range exercises where we can test ourselves against these kinds of scenarios. Red Flag has always been the pinnacle air exercise, in this case Red Flag was just the starter to the main course which was exercise Bamboo Eagle.

    175 aircraft from Canada, the UK, Australia, and the US. In an operation that ranged right across the indo-pacific. But we don’t just need to rely on the real world anymore, the synthetic environment provides us with opportunities to test and train in ways we’ve not been able to before.

    In the UK, we’ve developed Gladiator, a synthetic, multi-domain environment that connects national and international components so they can mission rehearse the most complex of multi-domain operations that we are unable to imagine.

    Earlier last year, in Exercise Cobra Warrior, the weather meant that we were unable to conduct some of the flying that we intended, quite a common thing in the UK.

    What we did was, we flew the mission in Gladiator. The full COMAO flew real-time, and then the combined synthetic and real picture that came from that was fed into the was fed into the ops centre which allowed our C2 and ISR teams to test themselves as though it had been for real.

    We can no longer wait to find out what we know and adapt when the war starts.

    For those, like Dave and Shawn Harris who have walked the corridors of the USAF’s School of Advanced Air and Space Power Studies, they’ll see this quote.

    We need to provide those opportunities for our people, so that they are ready for the next Storm Rising.

    The Americans have shown the way with Bamboo Eagle and the phenomenal capability off the coast of California, but I think we need something like this in Europe too.

    Somewhere where we can bring our Armies, Navies, and Air Forces together. Where we can test the land component commander’s assertion that he can alone address the counter A2 AD task in Kaliningrad. Where we can find out how do we command and control multi-domain effects in NATO when we’re organised by components.

    We have talked and sat around the NATO Air Chiefs table about creating some airspace we can turn on and off over the North Sea. But for our agencies and our airlines it’s all a bit too difficult.

    Now to be fair, North Sea might not be the right place. Our friends in Sweden and Finland have got a lot of space and are keen to help. What I would like to do is to see our European and NATO forces pool our resources and create that capacity and capability here in Europe.

    So let me sum up.

    We have to be ready for this next Storm Rising.

    We know it is going to be harder than it was in Tom Clancy’s day.

    Fighting a bespoke, exquisite air campaign that’s not integrated into this evolving battlespace will lead to campaign failure.

    What we need is genuinely integrated multi-domain effects, at this operational and strategic level not just at the tactical level where we know that we excel. How we do that is through thinking and practice. We can do some of that in synthetic environment and that also allows us an opportunity to exploit some of those tools that Keith and others talked about yesterday. But we need to do it in the real world too, so we can identify the frictions and fix them.

    I’ll be honest, I don’t know the answer to this NATO conundrum about command and control and how we do that command and control integrated action and deliver multi-domain effects when we’re organised by component. But the answer to it starts with thinking and practice, and it’s through that we will be able to deter, to fight and to win – tonight, tomorrow and together.

    St. Petersburg, July 17 /Xinhua/ — Two unmanned aerial vehicles were shot down in the Leningrad Region, the region’s governor Alexander Drozdenko said on his Telegram channel on Thursday.

    According to him, the attack was repelled in the Kirovsky district, after which the air threat regime was lifted in the region.

    Earlier on Thursday, temporary restrictions on the arrival and departure of aircraft were introduced at St. Petersburg’s Pulkovo Airport to ensure flight safety. –0–

    [Opening Statement]: I represent 60 primarily rural counties in western and central Kansas, and every day across the Big First district my constituents witness the importance of having reliable transportation and infrastructure. It’s imperative that our highways and roads are drivable, that commercial and cargo aviation are able to efficiently operate, that our railroads are able to deliver goods and grain out of the elevator into markets. I appreciate hearing from you today on ways that we can address real transportation infrastructure problems that everyday citizens in Kansas and our country are facing. I know that this Administration under your and President Trump’s leadership will lead the way on fixing problems of the past, and I look forward to working with you on making our national transportation system great again. 

    [On modernization efficiency]: We’ve all seen how past modernization efforts like NextGen struggled with delays and cost overruns. I understand you’re taking a different approach this time, particularly when it comes to procurement and project delivery. Can you walk us through what’s changed and what Congress should be considering when it comes to accountability and future funding to support that approach, while also ensuring continued access for business aviation and smooth integration of new entrants?

    Duffy: Yeah, I think that’s critical. A couple of quick points. Number one: we are actually using our unique authority for procurement, that has not been used in the past. We are getting CEO engagement with us. I think America cares about the bill. I think the President cares. I care. CEOs want to be part of this. This is the greatest infrastructure project in decades, and it has a lot of attention. The CEOs are partnering with us. I think on the accountability front, you’ve given us a lot of… you’ve put a lot of faith in us. Maybe that faith isn’t warranted. I think continual conversations, whether it’s testimony or private meetings, letting you honestly know: are we on time and on budget? Are we delayed? Why are we delayed? That kind of cooperation between the DOT, the FAA, and this body as well is critically important.

    [On aviation export market]: Kansas is home to the Air Capital of the World, where aviation and aerospace manufacturing generate more than $20.5 billion in total economic activity, and rely on the FAA having a strong presence abroad. Secretary Duffy, how are you protecting the United States aviation export market?

    Duffy: Just free markets, free trade. America is great. This one industry, I think we net export $78–80 billion dollars to the benefit of the U.S., and again, with continued innovation, which we are going to have some announcements coming on, not just on the Boeing side but on the civil aviation side, some great strides have been made to make sure we continue to lead the world.

    Good afternoon.

    It’s a real pleasure to welcome Chancellor Merz. 

    And it’s great to be here at Airbus today. I’m always amazed at this place when I come to visit, it’s not my first visit. 

    Thank you for showing us the amazing work you do here. 

    This is one the most cutting-edge facilities in Europe.

    Home to the Exo-Mars Rover, designed with German expertise and built right here in Stevenage.

    You are driving innovation in defence and space technology, making us all safer – leading us into the future.

    And this is at the heart of what brings Friedrich and I together.

    We see the scale of the challenges our continent faces today and we intend meet them head on. But we also see the scale of the opportunities. So, we have a shared resolve to shape this new era with new leadership.

    The UK and Germany side by side, delivering growth and security and delivering for working people.

    And that’s why, earlier today we did something genuinely unprecedented. Building on our new agreement with the EU, together, we signed the Kensington Treaty, the first ever major bilateral treaty between the United Kingdom and Germany. 

    Two great, modern European nations. It is an expression of our shared aims and values.

    But more than that – it is a practical workplan, setting out 17 major projects where we will come together to deliver real results which will improve people’s lives.

    So a historic treaty and statement of intent and ambition. And we intend to do, amongst other things, as leading NATO powers in Europe, committing not only to our mutual defence but also to maximise the benefits of our defence spending, in the shape of more jobs, more growth and more security.

    Under this treaty we will bring our industries together to boost defence exports by billions of pounds and we’ll speed up our collaboration on high tech weapons and equipment, strengthening NATO – and keeping our people safe. 

    Our economic links already support half a million British jobs.

    So under this treaty we’ll go further, with eGate access for frequent business travellers. I know that’s something very popular here. 

    A direct rail link, and a new UK-Germany Business Forum to boost investment, starting today with new investments into the UK worth over £200 million. 

    We’re also deepening collaboration on science and innovation, supporting great jobs, like those here at Airbus. 

    And we’re delivering new infrastructure projects, including in the North Sea Energy to produce power that is cheaper, greener and more secure.

    Crucially – we’re also working together on illegal migration. I want to thank Friedrich for his leadership on this.

    Pledging decisive action to strengthen German law this year so that small boats being stored or transported in Germany can be seized, disrupting the route to the UK and it’s a clear sign that we mean business. We are coming after the criminal gangs in every way we can. 

    We also discussed the appalling situation in Gaza. We are both working to support efforts towards a ceasefire and also to demand the immediate, unconditional release of the remaining hostages and the immediate, unconditional humanitarian access that is so desperately needed to deliver aid at volume and at speed.

    Finally, we discussed the situation Ukraine. Just a few days after Friedrich took office in May earlier this year we were both in Kyiv shoulder-to-shoulder with President Zelenskyy during one of the toughest moments in this horrendous war.

    Now we’re leading the work to get the best kit to Ukraine as fast as possible. We’ll keep pushing this forward – together with the US and other allies because ultimately our security starts in Ukraine. 

    So this is a partnership with a purpose. And I think it illustrates what our work on the international stage is all about. It’s about building the foundations of stability across our continent that make us safer, boost our economy and deliver change across for our people. It’s about delivering results and that’s what we’re working towards.  

    And, in a dangerous world, we do this together. 

    So thank you Friedrich –  for your partnership and your friendship.

  • MIL-OSI Canada: The CBSA gives tips for a smoother border crossing during the Quebec construction holidays

    The Canada Border Services Agency (CBSA) offers some tips to travellers who will be returning to Canada during the construction holidays in Quebec, which take place form July 20 to August 3. This is a period when higher traffic is observed at ports of entry.

    Every day, the CBSA works hard to protect Canadians, support the economy and ensure the safe and efficient movement of people and goods across the border. In 2024, we welcomed over 93.4 million travellers, stopped over 34,400 kg of illegal drugs from entering our communities and kept more than 17,200 weapons and 930 firearms off our streets.

    The CBSA plans and prepares for long weekends and summer travel. We monitor traveller volumes and prioritize efficient processing of travellers at land ports of entry and at international airports, without compromising safety and security. If you encounter wait times at the border, it is likely because we are working behind the scenes to conduct examinations, seize drugs, firearms or stolen vehicles, or prevent high-risk individuals from entering Canada.

    Here are some tips to help you plan for your trip:

    • Plan ahead, expect delays and check border wait times. Travellers crossing the border by land are encouraged to cross during non-peak hours such as early mornings. The Monday of a holiday long weekend tends to be the busiest, with longer border wait times.
    • Looking for a port of entry’s hours of operation? Always best to check the official CBSA Directory of Offices and Services. If you are using a GPS application (such as Google Maps, Apple Maps or Waze) to direct you to a port of entry, consider checking different navigation options (such as fastest and shortest routes) to determine the preferred route of travel. In many instances, there are alternative ports of entry within close proximity.
    • Have your travel documents handy. Whether travelling by land, air or water, you can help speed up processing times by always coming prepared with your travel documents.
    • Be prepared to declare. Declare everything you have with you upon entry into Canada. If you arrive by land, you are responsible for everything inside your vehicle.
      • Goods purchased abroad: If you are a resident of Canada, personal exemptions allow you to bring goods, including alcohol and tobacco up to a certain value, back to Canada without paying regular duty and taxes. Make sure you know the value of goods you are bringing back in Canadian dollars and have your receipts available for the officer.
      • Surtaxes on certain U.S. goods. If you’ve purchased goods in the U.S. and are bringing them into Canada, you may have to pay a 25% surtax in addition to regular duties and taxes. For residents of Canada, this surtax applies only to goods exceeding your personal exemptions limit. Consult the lists of products surtaxed: complete lists of goods subject to the surtax. Visit the CBSA website for more details on how these surtaxes apply at the border
    • Flying into Canada? Use Advance Declaration and make your customs declaration up to 72 hours in advance of your arrival into Canada at participating airports.
    • Entering Canada by boat? If you are planning to travel in or near Canadian waters, or enter Canada by boat, you should review Reporting requirements for private boat operators before making travel plans. All travellers entering Canada by boat must report to the CBSA without delay.
    • When travelling with children who are not your own or for whom you don’t have full legal custody, we recommend you have a consent letter from the parent or legal guardian authorizing you to travel with the child. We are always watching for missing children, and in the absence of the letter, officers may ask additional questions.
    • Cannabis: Don’t bring it in. Don’t take it out. Bringing cannabis across the border in any form, including oils containing tetrahydrocannabinol (THC) or cannabidiol (CBD), without a permit or exemption authorized by Health Canada is a serious criminal offence subject to arrest and prosecution, despite the legalization of cannabis in Canada. A medical prescription from a doctor does not count as Health Canada authorization.
    • Declare any food, plants, or animalsConsult the Automated Import Reference System (AIRS) on the Canadian Food Inspection Agency website before bringing any food, plant, and animal products into Canada.
    • Travelling with medication? Make sure you understand your responsibilities.

    Defence Secretary statement on war in Ukraine – 17 July 2025

    Defence Secretary, John Healey MP, provided an update to the House of Commons on the war in Ukraine.

    With permission, I wish to make a statement on the war in Ukraine. 

    Today is day 1,239 since President Putin launched his full-scale invasion and more than a decade since the Ukrainian people have known peace in their homeland. 

    They’ve had their homes destroyed. Lands seized. Children abducted. Loved ones killed by Putin’s forces. 

    Yet, the Ukrainian people still fight with remarkable determination – military and civilian alike, and almost three and a half years on, I’m proud to say this House remains united for Ukraine. And Britain remains united for Ukraine.  

    In fact, polling shows that we retain the strongest support for Ukraine of any European nation. 

    Our solidarity is grounded in our deep respect for their courage and in recognition that the defence of Europe starts in Ukraine. Because we know that if Putin prevails in Ukraine, he won’t stop with Ukraine.

    Madame Deputy Speaker, let me begin by providing a battlefield update.  

    Russia is maintaining pressure across the whole length of the frontline, with a special focus on Sumy in the northeast, Pokrovsk in the southeast, as well as in Kursk. 

    Last month, Russian Ground Forces likely seized approximately 550 square kilometres of Ukrainian territory – that’s an area greater than the size of Greater Manchester.

    And yet, they face continuing difficulties attempting to take fortified towns or cities, and they have not taken a significant town for months. Indeed, they’ve tried without success to seize Pokrovsk for nearly a year.

    What ground they do gain is coming at great cost. Last month, the number of Russian troops killed or wounded surpassed more than a million. 

    This year alone, Russia has sustained 240,000 casualties. 

    And despite these catastrophic Russian losses, Putin’s ruthless ambitions do not appear to be waning.  

    Russia is escalating the high numbers of one-way attack drones launched at Ukraine: 1,900 in April, 4,000 in May, 5,000 in June, and already this month in July,  3,200. 

    On 9 July, a week ago today, the largest aerial strike of the war was recorded when Russia launched more than 700 attack drones in a single night.  

    Despite the onslaught, the Ukrainians are taking the fight to Putin, striking military targets in Russia that his people see and know about. 

    Spider Web, Madame Deputy Speaker, was an operation of remarkable precision and extraordinary success which dealt a fierce blow to Putin.

    One year of meticulous planning, resulting in the damage of 41 long range bombers – planes which threaten not only Ukraine, but also NATO as well. 

    So, Madame Deputy Speaker, we must step up now our efforts on getting further military support to the frontline. 

    Last month – on the eve of the NATO Summit – we welcomed President Zelenskyy to No.10 Downing Street where the Prime Minister signed a UK-Ukraine agreement to share advanced battlefield capabilities and technologies.

    A deal which will mean our defence industry can rapidly develop the cutting edge technologies from Ukraine and step up the production for Ukraine. 

    And at the NATO Summit that followed, 32 nations came together to sign a new defence and national security investment pledge to spend 5 per cent of GDP by 2035.

    They came together, 32 nations, to reaffirm our commitment to Ukraine with 40 billion Euros pledged in security assistance for this year. 

    It was a good summit for Ukraine, it was a good summit for Britain, it was a good summit for NATO, it was a bad summit for Putin.

    Those commitments at NATO have been the basis for President Trump to signal a significant shift this week on Ukraine, announcing NATO weapons transfers and a 50-day deadline for Putin to agree to peace.

    So with the NATO Secretary-General, President Trump agreed to largescale purchases of US military equipment by NATO allies, including Patriot missiles, other air defence systems and munitions, which he committed to getting – and I quote: “quickly distributed to the battlefield”.  

    Madame Deputy Speaker, the UK backs the scheme – we plan to play our full part – and on Monday we will discuss this further when I chair the next meeting of the Ukraine Defence Contact Group – alongside my German counterpart, Minister Boris Pistorius.

    That group – the contact group – continues as the forum for more than 50 nations to provide Ukraine with what it needs to fight back Putin’s war machine and I am pleased to confirm that Monday’s meeting will be attended by US Secretary Hegseth, the NATO Secretary-General Mark Rutte, and SACEUR, General Grynkewich.

    Britain is providing more than £4.5bn in military aid to Ukraine this year – more than ever before. 

    And at the UDCG, I will provide the following updates:

    First, on the Extraordinary Revenue Acceleration scheme, two-thirds of the UK’s ERA total of £2.26 billion commitment has now been disbursed, including £700m on artillery shells, long-range rockets, and air defence missiles, exactly what Ukraine needs most. 

    Second, on drones. Since March, the UK has supplied nearly 50 000 drones to Ukraine helping meet our commitment to increase tenfold our supply this year.

    Third, on air defence, the UK and Germany have agreed to partner in providing critical air defence missiles to Ukraine.  

    And fourth, on the NATO Comprehensive Assistance Package, the UK will donate a further £40m, which Ukraine can use on a range of programmes from demining to rehabilitating their wounded.  

    Madame Deputy Speaker, it is now four months since President Zelenskyy responded to President Trump’s peace negotiations with Ukraine’s full commitment to an unconditional ceasefire. 

    President Putin has shown no such interest in an end to the fighting.  

    Madame Deputy Speaker, peace in Ukraine is possible, and we must be ready for when this peace comes.

    So since March, the UK and France have led the Coalition of the Willing on planning new security arrangements to support Ukraine in any ceasefire. 

    More than 200 military planners from 30 nations have worked intensively for weeks, with Ukraine and including reconnaissance in Ukraine, led by UK personnel. 

    Last week at the Summit, President Macron and Prime Minister Keir Starmer said that this initial phase of detailed military planning has concluded. 

    And I can confirm that the military command and control structures have now been agreed for a future ‘Multinational Force Ukraine’. 

    The Force’s mission will be to strengthen Ukraine’s defences on the land, at sea, and in the air because the Ukrainian Armed Forces are the best deterrent against future Russian aggression. 

    It will include a 3-star multi-national command headquarters in Paris, rotating to London after 12 months.

    And when the force deploys, there will be a coordination headquarters in Kyiv, headed by a UK 2-star military officer.

    It will regenerate land forces by providing logistics, armament and training experts. 

    It will secure Ukraine’s skies by using aircraft to deliver levels of support similar to that for NATO’s Air Policing mission. 

    And it will support safer seas by bolstering the Black Sea Task Force with additional specialist teams. 

    When peace comes, we will be ready.  

    When peace comes, we will play our part in securing it for the long term. 

    And next month on 24 August, Ukrainians will gather to celebrate their Independence Day.

    For another year, the anniversary of Ukraine’s liberation will be marked under the pain of occupation.

    Whatever else commands the world’s attention, we must never lose sight of this war, we must never lose sight of Putin’s brutal, illegal invasion of this proud and sovereign nation. 

    And we must never forget the price Ukraine is paying, fighting for its own freedom – and the security of all free nations, including our own.

    BEIJING, July 17 (Xinhua) — China plans to increase the number of high-power charging infrastructure facilities to more than 100,000 by the end of 2027, according to a planning notice for the construction of high-power charging infrastructure facilities recently released by the National Development and Reform Commission and the National Energy Administration.

    According to the document, as the relevant industry is modernizing, charging infrastructure facilities with a capacity of over 250 kW per connector have become widespread. The notification notes the need for priority modernization of existing charging infrastructure facilities, the utilization rate of which on weekends and holidays in the country exceeds 40 percent.

    The need for research and pilot projects on megawatt-class charging technologies for such application scenarios as heavy-duty electric trucks, electric ships and electric aircraft equipped with high-capacity and high-power traction batteries is also highlighted.

    The document said that support for the development of high-power charging infrastructure should be strengthened through land, power, finance and other policy support measures.   • MIL-OSI China: Xinjiang airport records soaring cross-border trips amid opening-up push

    URUMQI, July 17 — A total of 500,000 trips to or from China have been recorded in 2025 at the Urumqi Tianshan International Airport in northwest China’s Xinjiang Uygur Autonomous Region — the highest figure for the January-July period in a decade.

    By Monday, foreign nationals had made more than 146,000 trips to China via the airport this year, which was a year-on-year increase of 30 percent, according to statistics from the airport’s immigration authorities. Of those trips, 39,000 were visa-free entries.

    Approximately 40 percent of these foreign visitors were traveling for tourism, the immigration authorities said, noting that business and visits to relatives or friends were the second and third most common reasons for border entry among foreigners.

    The airport’s passenger and cargo capacities received a major boost when a new terminal began operations three months ago. The new terminal is a key part of the airport’s expansion project, which began in 2019.

    With the expansion, the airport now has three runways — a significant increase from its previous one — and can accommodate up to 48 million passengers and 550,000 tonnes of cargo annually. It is now capable of supporting nearly 367,000 aircraft takeoffs and landings each year.

    “As an air transport hub for China’s westward opening-up, the Urumqi Tianshan International Airport is making progress in various aspects, boosting the high-standard opening-up of the country’s northwest region,” said He Mingxing, a scholar at Xinjiang University.

    The new terminal is a representative of the rapid development of civil aviation infrastructure in Xinjiang.

    And with the Barkol Dahe Airport officially beginning operations on Tuesday, Xinjiang’s total number of civil airports has risen to 28 — the highest among all provincial-level regions in China.

    As the core area of the Silk Road Economic Belt, Xinjiang has been working hard to accelerate its airport construction. The number of airports in the region — both operational and under construction — is expected to reach 33 by the end of 2025.

    Many international travelers come to China to buy goods like daily necessities and electronic devices, and airports in Xinjiang have been enhancing their consumption experience and tax-refund-upon-departure services for these visitors.

    At the Urumqi Tianshan International Airport, a 24-hour outlet and self-service counter are in place to facilitate these services.

    “We processed a total of 168 tax-refund-upon-departure transactions by July 12, which was an increase of more than 500 percent from the same period last year,” said Liu Jiawei, head of the outlet, which is operated by a local bank.

    Xinjiang is not only an important window for China’s westward opening-up; it also has the potential to become a consumption hub connecting Central Asian countries with the Chinese market, and to play a more strategic role in enhancing an outward-looking economy, He said.

    Guided by the desire to join forces for a prosperous, secure and sustainable future for their citizens and their open, democratic societies in the face of fundamental changes of the geopolitical environment;

    Inspired by a common will to address the momentous new challenges to Euro-Atlantic security in an era characterised by increased strategic competition, challenges to the rules-based international order and challenges to their democracies from increasing hybrid threats;

    Identifying the Russian Federation’s brutal war of aggression on the European continent as the most significant and direct threat to their security;

    Convinced that they will better master these challenges by deepening their close cooperation as European neighbours and allies on the basis of the strong ties that connect their countries, peoples and governments and their shared history, values and interests;

    Commending the Agreement on Defence cooperation between the Ministry of Defence of the United Kingdom of Great Britain and Northern Ireland and the Federal Ministry of Defence of the Federal Republic of Germany, signed at Trinity House in London on 23 October 2024;

    Mindful of the vital role, specific responsibilities and interests of municipalities, the German Länder, the German Bundestag and Bundesrat in the Federal Republic of Germany, and of the devolved governments, Parliaments and legislative assemblies and the Houses of Parliament in the United Kingdom of Great Britain and Northern Ireland,

    HAVE AGREED AS FOLLOWS:

    Chapter 1

    Diplomacy, Security and Development

    ARTICLE 1

    • The Parties shall consult each other on foreign and security policy matters to enable the closest cooperation across all shared priorities. They shall work together on their respective policies and seek to establish joint approaches, including with regard to their collaboration with global partners and in multilateral and other settings.

    • The Parties shall pursue deep exchanges on strategic aspects of security policy, including deterrence and defence, nuclear issues, arms control, non-proliferation, chemical, biological, radiological, nuclear threats space security, counter-terrorism and the broader international security architecture, in order to support the security of Europe and the world. They shall increase cooperation on intelligence and national security capabilities in order to contribute effectively to this goal.

    • The Parties shall deepen their cooperation to understand, counter and respond to threats and hostile actions by state and non-state actors. The Parties shall work together on their approaches to crisis management, consular support and conflict resolution and prevention.

    • The Parties emphasise the importance of close cooperation on sanctions policy and implementation, to strengthen their effectiveness.

    • Foreign Ministers shall hold an annual Strategic Dialogue. A Senior Level Officials Group shall meet annually to coordinate foreign, security and defence policy.

    ARTICLE 2

    • The Parties shall strive to strengthen the Strategic Partnership between the United Kingdom of Great Britain and Northern Ireland and the European Union, including through the Security and Defence Partnership between the European Union and the United Kingdom of Great Britain and Northern Ireland. The Federal Republic of Germany affirms its deep and unwavering commitment to its role as a founding member of the European Union, which remains a foundation of its policy decisions.

    • The Parties shall seek to intensify the trilateral cooperation with the French Republic, as well as their cooperation with other partners, and within multilateral formats such as the G7 and the United Nations, in order to jointly address international challenges.

    ARTICLE 3

     (1) The Parties reaffirm their commitment to the North Atlantic Treaty Organisation as the foundation of their collective defence and to their obligations as stipulated in the North Atlantic Treaty of 4 April 1949, in particular Article 5. The Federal Republic of Germany reaffirms its deep commitment to its obligations as a member of the European Union, including paragraph 7 of Article 42 of the Treaty on European Union.

    (2) The Parties shall work together as North Atlantic Treaty Organisation Allies to ensure the Alliance continues to strengthen collective deterrence and defence against all threats and from all directions and to enhance the European contribution to Europe’s own security. To this end, they shall coordinate their positions, including in the area of deterrence and defence, and ensure that increased contributions and investments deliver on their commitments. They commit to working towards fostering close and effective cooperation between the North Atlantic Treaty Organisation and the European Union.

    • Conscious of the close alignment of their vital interests and convinced that there is no strategic threat to one which would not be a strategic threat to the other, the Parties affirm as close Allies their deep commitment to each other’s defence and shall assist one another, including by military means, in case of an armed attack on the other.

    ARTICLE 4

    (1) The Parties share deep concern at the threats and challenges posed by hybrid threats and foreign interference from state actors and their proxies using increasingly aggressive actions to undermine their security and democratic values, and those of their Allies and partners. These include inter alia sabotage, malicious cyber activity, foreign information manipulation and interference and the malign use of emerging technologies such as artificial intelligence.

    (2) The Parties shall work to strengthen resilience as well as build capacity and capability to detect, deter, disrupt, and respond to these threats. They acknowledge the key roles of the North Atlantic Treaty Organisation, the G7, and the European Union in this regard. To achieve this, the Parties shall consider means such as information sharing, the development of tools, coordination of disruption and response options, and exchanges of lessons learned and other means.

    (3) The Parties shall continue to cooperate in the field of cyber diplomacy, cybersecurity and emerging technologies. They also agree to promote responsible behaviour in cyberspace.  

    ARTICLE 5

    Guided by the principles of the Agenda 2030 for Sustainable Development and the Sustainable Development Goals, the Parties shall cooperate strategically on sustainable development, crisis prevention and response, peacebuilding, stabilisation and humanitarian assistance. They shall support strong coordination in the nexus between humanitarian, development and peace efforts. They shall work together on the protection and promotion of global public goods including climate, biodiversity, global health and education. Jointly they shall fight inequalities worldwide, including through the empowerment of women and girls. They will work together on anticipatory action to improve local resilience and promote inclusive and locally led responses to crises. Both countries shall contribute jointly to strengthening and reforming the multilateral system and the international financial architecture, making them more just, effective and sustainable and ensuring they deliver for the most vulnerable. They shall hold a regular intergovernmental dialogue on these topics.

    ARTICLE 6

    The Parties shall seek closer collaboration to address health threats and advance global health priorities including pandemic prevention, preparedness and response as well as anti-microbial resistance and the ‘One-Health’ approach. They shall work on these issues both bilaterally and via more coordinated, effective, and efficient global health institutions. The Parties shall share experiences to tackle common domestic health issues.

    Chapter 2

    Defence Cooperation

    ARTICLE 7

    (1) In this new era for enhanced European defence, the Parties share the strategic objective to reinforce Euro-Atlantic security and ensure effective deterrence against potential aggressors by building credible, resilient defence forces, strengthening their capability across all domains. The Parties shall seek to support their defence industries and enhance bilateral military interoperability, interchangeability and integration. They shall ensure their mutual support to the North Atlantic Treaty Organisation, committing to working together towards the vision of a peaceful and secure Euro-Atlantic area.

    (2) The Parties remain committed to improving and further strengthening bilateral defence cooperation. They shall build a long-term partnership to improve and further enhance European defence, also with a view to enabling enhanced cooperation with Allies and partners.

    (3) The Parties shall intensify their cooperation through joint political leadership, enhanced dialogue, and agreed mechanisms. They shall deepen their cooperation on deterrence and regularly review their collaboration in order to meet future threats across all domains: Land, Sea, Air, Space and Cyber.

    (4) Sharing a special interest and focus on the northern and eastern flanks of the North Atlantic Treaty Organisation, the Parties shall work together, alongside their North Atlantic Treaty Organisation Allies, to strengthen deterrence and defence to these areas, coordinating their forces where possible.

    (5) The Parties reaffirm their determination to meet their commitments as North Atlantic Treaty Organisation Allies, to be prepared for high-intensity and multi-domain collective defence. They shall provide such forces, capabilities, resources and infrastructure as are needed to enable the execution of the Defence Plans of the North Atlantic Treaty Organisation.

    (6) The Parties shall seek to enhance industrial and capability cooperation through a long-term joint approach endeavouring to deliver effective military capabilities efficiently, minimising national constraints, and strengthening industrial competitiveness.

    (7) The Parties shall endeavour to maintain a close dialogue on defence issues of mutual interest and global horizon-scanning, including on nuclear issues.

    ARTICLE 8

    (1) The Parties recognise the importance of having a reliable agenda with regard to transfers and exports in order to ensure the economic and political success of their industrial and intergovernmental cooperation and their respective competence to authorise the transfer or export, from their territory, of defence-related products from intergovernmental programmes or developed by their industries. 

    (2) Recognising the joint and unanimous invitation dated 25 June 2025 from the contracting parties of the Agreement on Defence Export Controls concluded by the French Republic, the Federal Republic of Germany and the Kingdom of Spain on 17 September 2021 (the “Agreement on Defence Export Controls ”) to the United Kingdom of Great Britain and Northern Ireland to accede to such Agreement on Defence Export Controls, the Parties agree to preliminarily apply as between them, in their cooperation on defence export controls, Articles 1 to 5 and Annexes 1 to 3 of the Agreement on Defence Export Controls until the date on which the United Kingdom of Great Britain and Northern Ireland accedes to such Agreement on Defence Export Controls.

    (3) In the event that the United Kingdom of Great Britain and Northern Ireland accedes to the Agreement on Defence Export Controls, paragraph 2 of the present Article shall cease to have effect.

    Chapter 3

    Internal Security, Justice and Migration

    ARTICLE 9

    • The Parties shall cooperate closely and equitably to counter state and non-state threats to their internal security, including to critical infrastructure, making best use of all suitable policy, legal, operational, diplomatic and technological tools and mechanisms and ensuring that law enforcement bodies and intelligence agencies have the right tools and capabilities.

    • The Parties shall work together bilaterally and through multilateral organisations to improve their law enforcement capabilities. They shall work with INTERPOL to support the integrity of the international system and prevent abuse by malign actors. They acknowledge the vital role of European Union agencies, such as Europol and Eurojust, in this regard. They shall consider further ways to strengthen their response to organised crime and terrorism, noting the challenges posed by hybrid threats.

    (3) The Parties agree that it is in their common interest to cooperate closely on preventing and countering transnational serious and organised crime, including criminal offences falling within the jurisdiction of the customs authorities. They re-confirm their cooperation in the joint efforts to strengthen anti-money laundering and counter the financing of terrorism and their fight against illicit financial flows and other shared organised crime threats, such as drug trafficking.

    (4) The Parties shall continue to hold a Home Affairs Dialogue at senior official level at least annually which covers the full range of Home Affairs issues, including tackling serious and organised crime, including migrant smuggling, and border security. The Parties shall pursue a comparable bilateral exchange on criminal offences falling within the jurisdiction of the customs authorities.

    (5) The Parties shall strengthen collaboration to counter terrorist threats to both their countries, including on protective security measures against emerging threats.

    ARTICLE 10

    (1) The Parties are committed to fostering the most effective cooperation in criminal justice matters between the United Kingdom of Great Britain and Northern Ireland and the Federal Republic of Germany. 

    (2) The Parties shall work to intensify collaboration on the rule of law, including in its promotion overseas, and exchange learning on the modernisation of their domestic justice systems.

    (3) The Parties shall share information, best practice and technical assistance in civil and family matters.

    ARTICLE 11

    (1) Recognising the challenge from irregular migration and global pressures, the United Kingdom of Great Britain and Northern Ireland and the Federal Republic of Germany commit to being active leaders in the global conversation on migration, asylum and borders. The Parties shall cooperate in the joint fight against organised cross-border crime involving migrant smuggling and trafficking in persons. They will support the provision of mutual legal assistance and the prosecution of offenders involved in the smuggling of migrants into and between the two countries. The Parties affirm their joint commitment to border security and regulated migration systems.  

    (2) The Parties shall deepen comprehensive partnerships with countries of origin and transit to address the upstream drivers of irregular migration, including by meeting humanitarian needs, providing education and skills training, boosting employment, and building resilience to conflict and climate change. The Parties recognise that safe and legal pathways in line with national competences are important for regular and orderly migration. Both Parties support a safe, regulated migration system, and share a firm commitment to international law and human rights standards.

    Chapter 4

    Economic Growth, Resilience and Competitiveness

    ARTICLE 12

    • The Parties shall work together to support economic growth, job creation, digital transition and innovation. This includes delivering a just industrial transformation that enables a sustainable and carbon-neutral future and takes into account the needs of future generations. They shall therefore identify vulnerabilities and collaborate on policies.

    • The Parties acknowledge strong business-to-business and people-to-people ties, including many Small and Medium Enterprises, as the foundation of their economic relationship, and agree to take forward joint work in the field of promoting trade and investment, to further build value chains between their countries.

    • The Parties shall work together to deliver their shared ambition of mobilising investment in opportunities that will grow their economies. In doing so, they shall take into consideration the important role of private sector investment and the benefits of coordinating activities between public financial institutions.

    • The Parties recognise the need to strengthen the multilateral trading system particularly by supporting reform of the World Trade Organisation including through discussions in relevant international fora such as the G7 and G20.

    (5) The Parties agree to continue the structured annual dialogue between their ministries of finance, and explore further opportunities to support exchanges between economic experts.

    ARTICLE 13

    • The Parties, acknowledging the strength and complementarity of their economies as well as the importance of a favourable business environment, commit to working with business to drive growth and strengthen the business, commercial and industrial links between the United Kingdom of Great Britain and Northern Ireland and the Federal Republic of Germany. The Parties shall focus their cooperation particularly on those areas where it will be most effective in securing the future competitiveness of their economies.

    • The Parties shall work jointly to take full advantage of the significant economic opportunities arising from the green transition, including in particular the renewable energy potential in the North Sea.

    • The Parties recognise the importance of long-term industrial cooperation and shall work together to identify opportunities for coordination and cooperation in the context of their industrial transformations.

    • The Parties shall enhance transport connectivity and collaborate in the field of sustainable, innovative and universally accessible transport solutions and mobility, including cooperation to support the decarbonisation of transport. To this end, they will seek to facilitate direct long distance rail passenger services between their countries.

    • The Parties share the common goal of strengthening the international competitiveness of their aerospace industries and at the same time significantly reducing the climate impact of aviation. Therefore, the Parties agree to further strengthen the existing bilateral activities in the field of aerospace research and to engage in consultations between the ministries and their national research institutions on a regular basis.

    • The Parties’ responsible ministries agree to a structured exchange to address the issues of inclusive and sustainable employment and social policy, just transition of the economy, society and the work environment, and ethical principles and shared values in the context of digital transformation, ensuring that digitalisation and the evolving digital society meet the rights and needs of citizens and the work environment in both countries.

    • The Parties shall work together to enhance their domestic housing policies, to promote innovative approaches to sustainable construction and buildings, and to share best practice on urban matters, with a view to achieving cities that are socially, ecologically, and economically balanced They shall cooperate in multilateral settings on these matters.

    ARTICLE 14

    The Parties commit to working together to safeguard economic stability. They shall strive to strengthen economic resilience to safeguard and protect their national security and deliver secure, sustainable and resilient growth. They shall increase dialogue on economic security to enhance cooperation on priorities such as supply chain resilience, including for critical raw materials, critical technology and critical infrastructure as well as protective toolkits.

    ARTICLE 15

    (1) The Parties shall intensify their cooperation in the field of science, technology, research and innovation, including in critical and emerging areas and research security. The Parties agree to consider funding channels and other means to develop joint bilateral and multilateral activities.

    (2) The Parties shall place special emphasis on their cooperation on innovative or disruptive technologies, ensuring they are able to capitalise more effectively on their strengths in basic and applied research to enable their businesses to grow through the development and commercialisation of new products, processes and services.

    (3) The Parties shall promote the global development and deployment of technologies, with particular attention to ensuring the secure and responsible advancement of fields such as artificial intelligence or space.

    (4) The Parties agree to regular and structured exchanges on science, innovation and technology, building on existing structures including the Science, Innovation and Technology Dialogue. The Parties commit to cooperate on current and future challenges across research and innovation, and emerging and critical technologies. This cooperation will include promoting technology development and adoption, international governance, competition policy, sustainability and exchanges on regulatory issues consistent with national competence.

    ARTICLE 16

    (1) The Parties shall intensify their cooperation in the field of digitalisation and modernisation of the state, including digitalisation of society, economy, science, government and public administration. The Parties agree to consider funding channels and other means to develop joint bilateral and multilateral activities.

    (2) The Parties agree to regular and structured exchanges on digitalisation and the modernisation of the state, building on existing structures including a dialogue on digital policy. The Parties commit to cooperate on current and future challenges across digital and data affairs, digitalisation of the state and digital sovereignty.

    Chapter 5

    Open and Resilient Societies

    ARTICLE 17

    • The Parties shall cooperate on strategies for strengthening the resilience of their democracies in order to build resilient societies which are able to contribute to their countries’ security and to withstand the increasing attempts of interference and manipulation.

    • The Parties shall deepen their cooperation in the fight against all forms of hate crime, whilst promoting freedom of expression and freedom of religion or belief.

    ARTICLE 18

    • The Parties shall strive to reduce obstacles in order to promote exchanges between their citizens on all levels. They shall work towards strengthening people-to-people contacts. The Parties shall promote smoother border fluidity and will provide each other’s citizens access to automated border technology.

    • Particular focus shall be placed on increasing exchange between young people. The Parties value bilateral school and youth exchanges, and shall facilitate such exchanges, supporting the development of relevant structures and initiatives, such as the “UK-German Connection”.

    • The Parties recognise the importance of vocational training, university education and learning opportunities such as internships. The Parties shall jointly endeavour to increase exchanges within their own legislative frameworks with regard to education, skills and training.

    • The Parties shall promote closer relations in all fields of cultural expression, including activities to promote dialogue and cooperation to share best practice between cultural institutions; close cooperation of the British Council and Goethe-Institut; and establishment of an intergovernmental Working Group on Creative Technology.

    • The Parties acknowledge the important role of civil society and they shall strive to support the work of educational institutions, cultural bodies and political organisations.

    • The Parties shall use the annual meetings of the Cultural Commission to the ends of this Article.

    Chapter 6

    Climate, Energy, Nature, Environment and Agriculture

    ARTICLE 19

    • The Parties shall further deepen their bilateral and multilateral cooperation to mitigate the effects of climate change and to pursue efforts to limit the increase of global average temperature to 1.5°C above pre-industrial levels, including through implementation of the Paris Agreement, the Outcome of the first Global Stocktake adopted at the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 28) and the Glasgow Climate Pact adopted at the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 26).

    • The Parties shall enhance their climate foreign policy collaboration and cooperation, including through the UK-Germany Climate Diplomacy Dialogue, to make financial flows consistent with a pathway towards low greenhouse gas emissions and climate-resilient development, address the interplay between climate, environment, peace, and security, and support developing countries to decarbonise their economies and adapt to the adverse effects of climate change.

    • Recognising the significant societal, environmental economic, and geopolitical impacts of the global energy transition and the shift towards climate neutrality, the Parties shall intensify their dialogue to anticipate and address emerging foreign policy and security challenges.

    ARTICLE 20

    • The Parties intend to work together under the Joint Declaration of Cooperation on Energy and Climate, including the Hydrogen Partnership, to realise their shared ambitions regarding: renewable energy; the role of hydrogen, in particular from renewable sources; carbon capture utilisation and storage, in particular in hard-to-abate sectors; energy security; net zero strategies and policies; and green transition. The scope and priorities for this work shall be reviewed by annual senior official and ministerial meetings.

    • The Parties shall work together to achieve their respective domestic emissions reductions targets, to enhance domestic and global just energy transition resilience and security, including by improving energy and resource efficiency, and to provide secure, sustainable and affordable clean energy derived from renewable sources, in an effort to implement the goals laid out in the Paris Agreement and in the 2030 Agenda for Sustainable Development.

    • Recognising their leading role in the North Seas, they shall work together to accelerate the development of offshore wind energy, electricity, hydrogen and carbon dioxide infrastructures.

    ARTICLE 21

    • The Parties shall cooperate bilaterally and multilaterally to promote environmental protection and halt and reverse biodiversity loss in line with the Kunming-Montreal Global Biodiversity Framework, including through restoring nature, halting and reversing deforestation, protecting the ocean, reducing plastic, chemical and air pollution and pursuing nature-based solutions.

    • The Parties shall work together to promote resilient and sustainable agriculture and food systems internationally, including high animal welfare standards. They shall focus in particular on achieving global food security and nutrition including as a means of pursuing global stability and security.

    Chapter 7

    Forms of Cooperation

    ARTICLE 22

    The Parties agree to hold government ministerial consultations led by Heads of Government every two years, which shall endorse an Implementation Plan of projects under the Treaty for the following two-year period. The venue for the consultations shall alternate between the two countries. Ministerial level dialogues on individual policy themes shall take place whenever both Parties deem appropriate. The Parties’ foreign ministries shall meet annually to review the bilateral relationship in accordance with the provisions of this Treaty.

    ARTICLE 23

    Existing cooperation agreements and Memoranda of Understanding between line ministries shall be continued and pursued in the framework of this Treaty.

    Final Provisions

    ARTICLE 24

    This Treaty and its application shall be without prejudice to the Parties’ obligations stemming from international law and, in respect of the Federal Republic of Germany, its obligations stemming from its European Union membership. Nothing in this Treaty shall affect the Federal Republic of Germany’s obligations under European Union law.

    ARTICLE 25

    This Treaty shall apply:

    (a) to the territory of the Federal Republic of Germany; and

    (b)     to the territory of the United Kingdom of Great Britain and Northern Ireland, and may be extended to any or all of the Bailiwick of Guernsey, the Bailiwick of Jersey, and the Isle of Man by mutual agreement between the Parties by exchange of notes.

    ARTICLE 26

    The Parties may agree, in writing, to amend this Treaty. Such amendments shall enter into force in accordance with Article 30.  

    ARTICLE 27

    (1) A Party may terminate this Treaty by giving the other Party notice in writing. Such termination shall take effect six months after the date of the notification, or on such date as the Parties may agree.

    (2) Either Party may request consultations regarding whether the termination of this Treaty should take effect on a date later than that provided in paragraph 1.

    ARTICLE 28

    Any disputes concerning the interpretation, application or implementation of the Treaty shall be resolved solely by negotiation between the Parties.

    ARTICLE 29

    Registration of this Treaty with the Secretariat of the United Nations, in accordance with Article 102 of the Charter of the United Nations, shall be initiated by the United Kingdom of Great Britain and Northern Ireland immediately following its entry into force. The Federal Republic of Germany shall be informed of registration, and of the United Nations registration number, as soon as this has been confirmed by the Secretariat of the United Nations.

    ARTICLE 30

    (1) The present Treaty is subject to ratification; the instruments of ratification shall be exchanged as soon as possible.

    (2) The present Treaty shall enter into force on the date of the exchange of the instruments of ratification.

    Friendship and Bilateral Cooperation Treaty: The 17 Projects the UK and Germany will deliver together

    A collection of projects agreed between the UK and Germany as part of the Treaty signed by the two countries on 17 July 2025 in London.

    In July 2025 the UK and Germany signed the Treaty on Friendship and Bilateral Cooperation. As part of the Implementation Plan under Article 22 of the Treaty, they agreed to deliver 17 priority projects. These projects span the breadth of the Treaty, enhancing cooperation in the face of global challenges, and delivering tangible benefits for UK and German citizens. The projects will be reviewed by a Joint Cabinet every two years.

    1. Ukraine Recovery & Reconstruction

    The UK-Germany Alliance will power Ukraine’s recovery: driving reform, reconstruction and resilience together.

    • Strengthening coordination and strategic alignment between the UK and Germany on Ukraine reform, recovery and reconstruction support.
    • Championing annual Ukraine Recovery Conferences, improving joint action between humanitarian, development and peace actors and strengthening donor engagement with Ukrainian civil society.

    2. Trinity House Defence Agreement

    The UK and Germany commit to building a much deeper Defence partnership which will endure in the long-term and enable both countries to address threats, and strengthen NATO, through the framework agreed in the 2024 Trinity House Agreement on Defence co-operation.

    • Deep Precision Strike and Defence: Advancing work to develop a new Deep Precision Strike capability to provide a conventional deterrent in Europe; we are jointly leading the 2.000 km+ cluster within the European Long Range Strike Approach (ELSA). It will be among the most advanced systems ever designed. We will aim to deliver a capability within a decade.
    • Uncrewed Aerial Systems and Future Connectivity: Continuing ongoing UK-Germany coordination of the development, procurement, and doctrine of uncrewed aerial systems. Both Air Forces have developed a detailed „Flight Plan“ to increase their future connectivity.
    • Strengthening Eastern Flank through new Land Strategic Partnership: Delivering a strategic partnership in land systems and continuing their close BOXER cooperation, including RCH 155 artillery and extending cooperation to common offboard systems for Future Ground Combat Systems. Both armies are building on their bilateral vision statement to drive this forward. A new Statement of Intent on bridging capabilities has been agreed.
    • Undersea Co-operation in the Northern Seas: Working together to counter undersea threats. This includes training of German crews on UK P-8A Maritime Patrol Aircraft which will also be delivered to Germany shortly. Both sides have signed an agreement on joint procurement of new Sting Ray torpedoes under development for their aircraft.

    3. Strengthening Defence Industrial and Export Co-operation

    We will work jointly across Government to promote defence exports and champion greater co-operation between our defence industries.

    • Widening our efforts to facilitate and promote dialogue with, and co-operation between, UK and German Defence Industries by further developing the UK-Germany Defence Industry Forum, as per the first meeting in June, reflecting our commitment to a new partnership with industry. This will drive innovation and business-business links to enhance growth.
    • Seeking opportunities to support one another’s defence capability requirements, including through developing future joint procurement initiatives where our requirements align.
    • Deepening efforts to promote our growth and security by pursuing joint export campaigns for jointly produced equipment, building on the UK’s imminent accession to the Germany-France-Spain Treaty on arms export controls.

    4. Joint Action Plan on Irregular Migration

    We will implement the comprehensive Joint Action Plan on Migration to step-up action against people smuggling and illegal migration.

    • Increasing cooperation against migrant smuggling, strengthening law enforcement and judicial cooperation, stepping-up efforts on returns, providing regional leadership and deterring irregular migration to Germany and the UK.
    • Germany is introducing a clarification in German legislation concerning the facilitation of irregular migration to the UK (to be brought to Cabinet with a view to be adopted by Parliament as soon as possible, within 2025).
    • This will establish an even stronger framework for law enforcement, policy and prosecutorial cooperation against organised crime groups smuggling and trafficking people. Aligning as regional leaders on irregular migration in forums such as the Calais Group and Berlin Process, developing joint approaches to key upstream routes.
    • Continuing to support one another to be innovative in managing our migration systems and delivering secure borders.

    5. Strategic Science and Technology Partnership

    We will together develop cutting-edge critical technologies – such as quantum, AI and digital, semiconductors, space capabilities, advanced connectivity, fusion and sustainable energy solutions including battery technologies – to drive long-term economic growth, by:

    • Conducting high-impact research, accelerating adoption of transformative technologies, enhancing supply chain resilience and contributing to an open and innovative business environment.
    • Exploring AI cooperation initiatives, enhancing UK-German innovation leadership, fostering further collaboration to accelerate breakthrough innovation, establishing a strategic space partnership, strengthening collaboration on semiconductors and facilitating closer cooperation between our two nations’ battery eco-systems.

    6. North Sea Energy Infrastructure Project

    We will work together to develop North Seas energy infrastructure – supporting economic growth and reducing bills through trade and infrastructure development.

    • Driving the development of offshore hybrid interconnection between the UK and Germany by the mid-2030s, including through exploring a Joint Declaration of Intent on Offshore Hybrid Assets for agreement at the North Sea Summit in January 2026.
    • Working together to accelerate the development of H2- and CO2-infrastructures.

    We will pave the way for a new direct rail connection between the UK and Germany.

    • Establishing formal cooperation between the two governments to address the barriers to establishing direct rail services between London and Germany within the next ten years.
    • Creating a task force, including Transport and Interior Ministries, to explore establishing juxtaposed controls.

    8. E-gates

    We will streamline leisure, educational, and business travel to Germany.

    • Rolling out the first phase of e-gates access for frequent travellers by the end of August, followed by roll out for all UK nationals as soon as technically possible.

    9. School trips and mobility of citizens

    We will make it easier for school groups to travel between the UK and Germany and consider ways to further enhance mobility between our people.

    • Delivering visa-free school group travel between the UK and Germany, increasing opportunities for linguistic, cultural and academic experiences. Rolling out the new scheme by the end of 2025.
    • Appointing a Joint Expert Group from across both governments to identify mutually agreeable solutions to UK and German mobility issues, including challenges faced by educational and scientific institutions, cultural bodies and political organisations.

    10. Business-Government Forum

    We will bring together German and UK businesses to exchange on business opportunities and to explore joint projects in order to drive growth, enabling our governments to draw upon the expertise and insights of our vibrant business communities.

    • Bringing together key stakeholders from Germany and the UK in this Forum to promote cooperation between German and UK companies and to identify areas of high growth potential in which UK-German cooperation will benefit the two economies.
    • This will be complemented by opportunities for direct exchange between senior business leaders and Ministers from both countries.

    11. Strategic conflict prevention and stabilisation partnership

    We will develop our global partnership to prevent conflict and build lasting peace.

    • Collaborating across international conflict prevention and resolution initiatives, including countering violent extremism; supporting security sector reform and working together to widen our engagement.
    • Sharing situational awareness, early warning, crisis data; collaborating on use of AI; and strengthening our commitment to the Women, Peace and Security agenda.

    12. Western Balkans stability and security

    The UK will host the German-born Berlin Process, bringing leaders of the six Western Balkans countries and other European states together to support stability, security and economic co-operation in the region.

    • Strengthening coordination between the UK and Germany to support long-term regional and broader European security
    • Driving joint initiatives under the Berlin Process and seeking tangible progress for the Western Balkans Six on their Euro-Atlantic paths.

    13. Indo-Pacific cooperation

    The UK and Germany commit to increased and sustained cooperation on the Indo-Pacific.

    • Strengthening coordination on regional and maritime security, share best practice on geo-economic affairs and secure growth, and strategically align efforts on climate change mitigation and adaptation in the Indo-Pacific.
    • This will include coordination between UK and Germany on initiatives across the Indo-Pacific cooperation workstream.

    14. Biosecurity Cooperation

    We will strengthen our capability to protect our nations and our interests from biological threats.

    • Exchanging information on the development of national biosecurity strategies, bolstering critical infrastructure (e.g. in health care), improving preparedness to state terrorism with biological agents, and preparing for new and re-emerging, highly pathogenic pathogens.
    • Establishing joint exercises and an emergency support system between the UK and Germany.

    15. Strategic sustainable development partnership

    We will deliver impact together on all aspects of sustainable development including growth and jobs, health and climate.

    • Building alliances to advance the 2030 Agenda, and reform international systems. Coordinating on global financial institutions, private sector mobilisation, climate and debt solutions, sustainable infrastructure, and climate resilient and inclusive growth.
    • Holding an annual Development Dialogue setting the strategic direction for our collaboration on development, focusing on shared expertise, new ideas and innovative tools to tackle key challenges and support Global South partners.

    16. Education, Culture, Sport

    We will boost opportunity and growth by putting young people and social mobility at the heart of a new era of educational, cultural and sporting cooperation.

    • Driving more school exchanges, focusing on lower socio-economic groups, creating new initiatives, delivered through existing mobility pathways, such as the first UK-German Creative Industries Prize and inaugural Youth Summit.
    • Delivering a revitalised UK-German Cultural & Education Commission, led by UK and German ministers, to identify and deliver new people-to-people initiatives, with a focus on driving opportunity for all.

    17. KfW/UK Public Financial Institutions collaboration

    Cooperation between our Public Financial Institutions will accelerate the investment needed to boost growth in our economies. * Deepening links between the British Business Bank, National Wealth Fund, and British International Investment) and Germany’s KfW to help mobilise private capital, develop well-functioning and sustainable markets * Sharing insights & best practice, enhancing operational/financial performance, seizing investment opportunities in areas of mutual interest, and exploring further opportunities to deepen cooperation.

  • MIL-OSI Asia-Pac: Legislative amendments on low-altitude economy development to take effect on July 18

    The Small Unmanned Aircraft (Amendment) Order 2025 and the Air Navigation (Hong Kong) Order 1995 (Amendment) Order 2025 will come into effect tomorrow (July 18) to facilitate the development of the low-altitude economy.

    The amendments to the Small Unmanned Aircraft (SUA) Order (Cap. 448G) serve to extend the existing regulatory regime to cover SUA weighing over 25 kilograms but not exceeding 150kg. Relevant guidance documents including the updated Safety Requirements Document and Advisory Circulars will be available on the Civil Aviation Department (CAD)’s website (www.cad.gov.hk/english/sua_new.html) from July 18.

    Meanwhile, the amendments to the Air Navigation (Hong Kong) Order 1995 (Cap. 448C) serve to facilitate the trials of various unconventional aircraft in Hong Kong. New articles are added under Cap. 448C to empower the Chief Executive to permit the trials of unconventional aircraft under specified conditions. Practical guidance in respect of the trials of unconventional aircraft will be published on the CAD’s website (www.cad.gov.hk/english/uca_trials.html) on July 18.
