  • MIL-OSI Analysis: Idi Amin made himself out to be the ‘liberator’ of an oppressed majority – a demagogic trick that endures today

    Fifty years ago, Ugandan President Idi Amin wrote to the governments of the British Commonwealth with a bold suggestion: Allow him to take over as head of the organization, replacing Queen Elizabeth II.

    After all, Amin reasoned, a collapsing economy had made the U.K. unable to maintain its leadership. Moreover the “British empire does not now exist following the complete decolonization of Britain’s former overseas territories.”

    It wasn’t Amin’s only attempt to reshape the international order. Around the same time, he called for the United Nations headquarters to be moved to Uganda’s capital, Kampala, touting its location at “the heart of the world between the continents of America, Asia, Australia and the North and South Poles.”

    Amin’s diplomacy aimed to place Kampala at the center of a postcolonial world. In my new book, “A Popular History of Idi Amin’s Uganda,” I show that Amin’s government made Uganda – a remote, landlocked nation – look like a frontline state in the global war against racism, apartheid and imperialism.

    Doing so was, for the Amin regime, a way of claiming a morally essential role: liberator of Africa’s hitherto oppressed people. It helped inflate his image both at home and abroad, allowing him to maintain his rule for eight calamitous years, from 1971 to 1979.

    The phony liberator?

    Amin was the creator of a myth that was both manifestly untrue and extraordinarily compelling: that his violent, dysfunctional regime was actually engaged in freeing people from foreign oppressors.

    The question of Scottish independence was one of his enduring concerns. The “people of Scotland are tired of being exploited by the English,” wrote Amin in a 1974 telegram to United Nations Secretary General Kurt Waldheim. “Scotland was once an independent country, happy, well governed and administered with peace and prosperity,” but under the British government, “England has thrived on the energies and brains of the Scottish people.”

    Even his cruelest policies were framed as if they were liberatory. In August 1972, Amin announced the summary expulsion of Uganda’s Asian community. Some 50,000 people, many of whom had lived in Uganda for generations, were given a bare three months to tie up their affairs and leave the country. Amin named this the “Economic War.”

    In the speech that announced the expulsions, Amin argued that “the Ugandan Africans have been enslaved economically since the time of the colonialists.” The Economic War was meant to “emancipate the Uganda Africans of this republic.”

    “This is the day of salvation for the Ugandan Africans,” he said. By the end of 1972, some 5,655 farms, ranches and estates had been vacated by the departed Asian community, and Black African proprietors were queuing up to take over Asian-run businesses.

    A year later, when Amin attended the Organization of African Unity summit in Addis Ababa, Ethiopia, his “achievements” were reported in a booklet published by the Uganda government. During his speech, Amin was “interrupted by thunderous applauses of acclamation and cheers, almost word for word, by Heads of State and Government and by everybody else who had a chance to hear it,” according to the the report.

    It was, wrote the government propagandist, “very clear that Uganda had emerged as the forefront of a True African State. It was clear that African nationalism had been born again. It was clear that the speech had brought new life to the freedom struggle in Africa.”

    Life at the front

    Amin’s policies were disastrous for all Ugandans, African and Asian alike. Yet his war of economic liberation was, for a time, a source of inspiration for activists around the world. Among the many people gripped by enthusiasm for Amin’s regime was Roy Innis, the Black American leader of the civil rights organization Congress of Racial Equality.

    In March 1973, Innis visited Uganda at Amin’s invitation. Innis and his colleagues had been pressing African governments to grant dual citizenship to Black Americans, just as Jewish Americans could earn citizenship from the state of Israel.

    Over the course of their 18 days in Uganda, the visiting Americans were shuttled around the country in Amin’s helicopter. Everywhere, Innis spoke with enthusiasm about Amin’s accomplishments. In a poem published in the pro-government Voice of Uganda around the time of his visit, Innis wrote:

    “Before, the life of your people was a complete bore,

    And they were poor, oppressed, exploited and economically sore.

    And you then came and opened new, dynamic economic pages.

    And showered progress on your people in realistic stages.

    In such expert moves that baffled even the great sages,

    your electric personality pronounced the imperialists’ doom.

    Your pragmatism has given Ugandans their economic boom.”

    In May 1973, Innis was back in Uganda, promising to recruit a contingent of 500 African American professors and technicians to serve in Uganda. Amin offered them free passage to Uganda, free housing and free hospital care for themselves and their families. The American weekly magazine Jet predicted that Uganda was soon to become an “African Israel,” a model nation upheld by the energies and knowledge of Black Americans.

    As some have observed, Innis was surely naive. But his enthusiasm was shared by a great many people, not least a great many Ugandans. Inspired by Amin’s promises, their energy and commitment kept institutions functioning in a time of great disruption. They built roads and stadiums, constructed national monuments and underwrote the running costs of government ministries.

    Patriotism and demagoguery

    Their ambitions were soon foreclosed by a rising tide of political dysfunction. Amin’s regime came to a violent end in 1979, when he was ousted by the invading army of Tanzania and fled Uganda.

    But his brand of demagoguery lives on. Today a new generation of demagogues claim to be fighting to liberate aggrieved majorities from outsiders’ control.

    In the 1970s, Amin enlisted Black Ugandans to battle against racial minorities who were said to dominate the economy and public life. Today an ascendant right wing encourages aggrieved white Americans to regard themselves as a majority dispossessed of their inheritance by greedy immigrants.

    Amin encouraged Ugandans to regard themselves as frontline soldiers, engaged in a globally consequential war against foreigners. In today’s America, some people similarly feel themselves deputized to take matters of state into their own hands. In January 2021, for instance, a right-wing group called “Stop the Steal” organized a rally in Washington. Vowing to “take our country back,” they stormed the Capitol building.

    The racialized demagoguery that Idi Amin promoted inspired the imagination of a great many people. It also fed violent campaigns to repossess a stolen inheritance, to reclaim properties that ought, in the view of the aggrieved majority, to belong to native sons and daughters. His regime is for us today a warning about the compelling power of demagoguery to shape people’s sense of purpose.

    At least 19 people, mostly students, were killed as a training aircraft of the Bangladesh Air Force crashed on the campus of a college on Monday.

    A government statement said that over 100 people were injured in the accident. Many of the injured are in critical condition.

    The Inter Service Public Relations (ISPR) of the Bangladesh Army said the training aircraft crashed at around 13:30 local time.

  • MIL-OSI Submissions: I watched a simulated oil spill in the Indian Ocean – here’s how island and coastal countries worked together to avoid disaster

    The coils of black hose, drum skimmers designed to collect oil from the ocean’s surface, and orangey-red containment booms all looked out of place on the white sand of Mombasa’s touristy Nyali beach. But on July 9, dozens of emergency responders in red and orange hi-vis gear took over a portion of this beach. They were braving the wind and choppy Indian Ocean waves as they mock up the onshore response to a simulated oil spill at sea.

    I research how countries in the western Indian Ocean cooperate to make the seas around them safer, and I was there to observe a field training exercise that brought together around 200 participants from ten coastal and island states for one week in east Africa’s largest port city. Codenamed MASEPOLREX25, it put two types of emergency response to the test.

    The first was Kenya’s national-level response to marine oil pollution, guided by its national contingency plan. The second was a regional-level response that can bring in outside help from other nations. The organiser of the exercise, the Indian Ocean Commission (IOC) – an intergovernmental group of Western Indian Ocean islands headquartered in Mauritius – wanted the countries of the region to rehearse a joint response to marine pollution.

    The exercise put two IOC-designed regional centres through their paces. Think of them like a pair of regional helpdesks for ocean security, each with a distinct purpose.

    How does it unfold?

    The exercise began the day before with a briefing on the marine pollution scenario. The Kenyan authorities had received a distress call from the fictional captains of two damaged vessels.

    An oil tanker with a deadweight tonnage of 50,000 had collided with a feeder ship in Tanzanian waters, just south of Kenya’s maritime zone. The captain of the tanker suspected that 3,000-to-4,000 metric tonnes of intermediate fuel oil (persistent, thick oil that won’t evaporate by itself) had spilled into the ocean.

    Such an incident is plausible. A 2023 IOC-commissioned internal study pinpointed the Kenya-Tanzania border as a hotspot for marine pollution risk. Two major ports sit in close proximity in a busy maritime transit corridor.

    Clustered around an incident board, Kenya’s incident management team mounted their national response. Nuru Mohammed, liaison officer for the Kenya Maritime Authority, explained that the assessment of the size of the spill and expectations of its behaviour had already led the team to anticipate the need for regional support. At this time of year, the sea current would carry the slick northward into Kenyan waters.

    At the back of everyone’s minds was the 2020 Wakashio incident, in which a bulk carrier owned by a Japanese shipping company but flagged to Panama ran aground to the southeast of Mauritius. An estimated 800-to-1,000 tonnes of fuel oil spilled into the sea, affecting 30km of Mauritian coastline. The cost to marine life, food security and human health were compounded by economic and connectivity challenges posed by the COVID pandemic.

    For the exercise, aerial surveillance of the mock spill triggered the first attempt at containment. A live video feed of the offshore national response showed rice husks, a substitute for the oil, afloat on the waves. Two vessels sprayed simulated oil-spill dispersants in challenging winds.

    In real life, as in this exercise, oil properties determine how the spill will behave. IOC consultant Peter Taylor warned that churning waves could mix with the oil forming emulsions that were viscous and not dispersible.

    We turned our attention to the chat feed on SeaVision, an information-sharing platform. A notification popped up. The Regional Maritime Information Fusion Centre (RMIFC) in Madagascar had shared mapped and timestamped projections of the drift of the oil slick for the following 72 hours. The centre’s director, Alex Ralaiarivony, later explained how it could provide other technical support such as satellite imagery, and could calculate the proportions of oil that were likely to become submerged, evaporate, remain adrift and reach the shoreline.

    By July 9, the fictional oil spill had reached the coast. The team on Nyali beach hurried to deploy an oil containment boom, a floating barrier that can shield sensitive areas such as shorelines.

    Back at headquarters, SeaVision was busy with messages. The other centre, the Regional Coordination of Operations Centre (RCOC) in Seychelles, was urgently requesting more shoreline equipment to help with oil spills, such as booms, from regional partners. Mauritius and Madagascar both made offers to help that Kenya accepted, and the RCOC coordinated a Dornier aircraft from Seychelles for collection and delivery.

    How does the emergency response work?

    The two centres help countries in the Western Indian Ocean secure their maritime zones against threats such as piracy, illegal, unreported and unregulated fishing, the trafficking of illicit goods – and marine pollution incidents.

    In Madagascar, the RMIFC gathers and analyses maritime data from multiple sources to detect potential threats at sea. This enables early warning of threats like oil spills, as well as suspicious ships or boats engaged in illicit maritime activities.

    The RCOC in Seychelles responds to these threats. It draws on a shared pool of aircraft and ships belonging to its members, using these to coordinate joint responses – whether through sea patrols, boarding and inspecting ships, or laying the legal groundwork to prosecute offenders.

    The two regional centres serve seven states: IOC island members Comoros, Madagascar, Mauritius, Seychelles and France — through its island territory of La Réunion — as well as East African coastal states Kenya and Djibouti.

    On July 10, the exercise ended with an evaluation. One takeaway was that the two regional centres could have been used even more – for instance, to coordinate technical assistance from different partners. But a key purpose of the exercise was to help participating countries understand what the centres offer, and get them used to a regional-level response.

    Coastal and island states thousands of kilometres apart are being brought closer by maritime threats in their shared ocean. And the two centres are building their operational capacity to support the whole region, while also creating trust among countries. This matters in a geopolitical context of strategic competition in the Indian Ocean, where islands and East African coastal states sometimes want to put their own needs first.

    At the end of the exercise, IOC officer-in-charge Raj Mohabeer reminded participants that the island and coastal states of the Western Indian Ocean have vast maritime zones and face multiple seaborne security threats to their economies, ecologies and livelihoods. “No developing country can deal with a significant marine pollution event alone.”

  • MIL-OSI Russia: Dmitry Grigorenko: More than a third of the first wave of industrial competence center projects have been successfully completed

    Within the framework of industrial competence centers, the implementation of 66 IT products of the first wave has been completed. They have already been implemented by more than 500 Russian and foreign companies – from chain retailers to airports and nuclear industry enterprises. More than 135 thousand jobs have been transferred to domestic software solutions that were implemented within the framework of the ICC.

    In total, the first wave of particularly significant projects included 150 solutions that replace foreign software used in key sectors of the economy. Among the completed developments are 59 projects implemented using the companies’ own funds, as well as 7 projects implemented with the involvement of grant funds.

    “We are faced with the task of developing, including with government support, IT products that are not inferior in functionality to foreign ones, so that it would be interesting and profitable for businesses to implement them. And judging by the completed projects of the first wave, such mature domestic solutions exist. They have gone beyond the pilot stage and are already used by hundreds of companies,” said Deputy Prime Minister – Chief of the Government Staff Dmitry Grigorenko.

    Among the completed solutions that are most actively replicated is the creation of a software and hardware complex (operating system, office software, browser, antivirus) designed to automate the activities of specialists (a project commissioned and funded by Rosatom State Corporation). It is necessary to transfer automated workstations that previously used Microsoft to domestic software. During the project, more than 133 thousand workstations of 150 nuclear industry organizations were transferred to Russian software. The active replication of the project continues.

    Another development within the framework of the ICC, which has already been implemented and is in great demand among Russian companies, is the Russian loyalty system Loyalty 2.0 for retail outlets. It has already been implemented by more than 50 Russian companies, such as Magnit, Domashniy Interier (Hoff), Dixie, Medsi, Rive Gauche, as well as three foreign companies. The solution uses data on customer purchases and preferences to create personalized offers and manage marketing campaigns. The system allows processing more than 6 thousand customer requests every second. The developer’s revenue from sales of the solution amounted to about 1 billion rubles.

    The solutions that showed the best sales revenue figures also included a digital platform for field design commissioned by JSC Rosgeo. The solution was developed with the help of grant funds. It is already being used in 33 companies. The solution’s sales revenue amounted to almost 160 million rubles (340% of the grant amount), and the return on government investment in the form of taxes was more than 72 million rubles (154% of the grant amount).

    In total, about 200 particularly significant projects are currently being implemented in Russia within the framework of the ICC. Most of the first wave projects will be implemented by the end of 2026. In May 2025, the second wave of ICC projects was launched. Within its framework, 49 projects were selected and supported. 17 of them received grant funding in the amount of 3.2 billion rubles.     Not so long ago, about five years ago, we met here and spoke in detail about the infrastructure elements that were sorely needed in the Amur Region. I remember very well, then we looked at the bridge towards Heihe, talked about checkpoints, a new airport, coastal protection, the creation of modern embankment elements and much more.

    Today, these projects are being implemented systematically. The result of this was a twofold increase in the regional domestic product. This is a very good result. Today, we have seen from the implementation that everything is going as usual.

    The airport we visited is almost ready. I hope that it will welcome and serve the millionth passenger in the new terminal in December, as planned.

    The projects “Golden Mile”, “Silver Mile”, the expo center, the hotel, the cable car, all the elements on the embankment, which we also discussed in detail with you – they are all being implemented, and I hope on time.

    It is also pleasing to see the creation of infrastructure for the movement of goods and, of course, for passenger transportation, tourism – both within the country and for tourism towards China. You are a border city.

    And here it is very important that Kanikurgan, as an infrastructure, as a customs and logistics warehouse, as a checkpoint, will become, I think, an anchor for the expansion of the entire transport and logistics system of the Far East.

    The key objects of the Blagoveshchensk master plan are located in the central part of the city on the Golden Mile section of the Amur embankment, which includes the House of Russian-Chinese Friendship, a cross-border cable car, an international congress and exhibition center, a premium hotel complex, the Fountain Alley, the Amur Dino Park and other objects.

    The entire territory of the Golden Mile is reclaimed and was formed as a result of the implementation of a large-scale project for coastal protection and improvement of the embankment of the city of Blagoveshchensk (implemented in the period from 2013 to 2024 on 10 sites, which are grouped into 3 key clusters – Golden Mile, Silver Mile and Cote d’Azur).

    The project was created using funds from a single subsidy, the regional budget and with the participation of partners (SBER). Within the framework of the project, the largest fountain complex in Eurasia was created, the House of Russian-Chinese Friendship with an observation deck, a dino park were built, and the central square of Blagoveshchensk was landscaped.

    The House of Russian-Chinese Friendship is a separate building with a complex architectural elliptical shape with variable number of storeys and a protruding cornice-spoiler. The area of the object is 6.3 thousand square meters, 2 floors, the roof of the building serves as an observation deck. Finishing works are currently underway at the object, completion is scheduled for September 2025.

    The cross-border cableway across the Amur River between the cities of Blagoveshchensk (Russia) and Heihe (China) is the world’s first cableway between two countries, Russia and China, and opens up great prospects for the development of international tourism and business. The cableway is being built under an intergovernmental agreement signed on September 3, 2015. The construction period is 2019–2025, with commissioning scheduled for May 2026. Technical readiness as of July 2025 is 80%.

    The length of the cable car is 976 meters, it consists of two independent lines with two cabins with a capacity of up to 110 people each, the throughput capacity is 6.8 thousand people per day in each direction, the throughput capacity of the checkpoint across the state border is up to 2.5 million people per year (in both directions).

    On the Russian side, a four-level passenger terminal with a total area of 26 thousand square meters is being built to accommodate the cable car terminal station, a platform and technological equipment, a checkpoint across the state border, a duty-free shop, restaurants, shopping and entertainment facilities. Commissioning is scheduled for May 2026.

    The construction of a multifunctional congress and exhibition center is included in the long-term plan for the comprehensive socio-economic development of Blagoveshchensk for the period up to 2030. The planned start date for construction is the first quarter of 2026, and the completion of work is 2028. International events will be held here (the Russian-Chinese Economic Forum “AmurExpo”, congresses, concerts, exhibitions), a center for Russian-Chinese business cooperation will be created, and a permanent export fair of Russian goods (from food to industrial equipment) for foreign guests will be organized.

    The construction of five-star hotels is planned on the territory adjacent to the cross-border cableway under construction, in the immediate vicinity of the planned international congress and exhibition center.

    The Alley of Fountains is the largest fountain complex in Eurasia, which has become the new calling card of the capital of the Amur Region. It is a pedestrian fountain with an area of 3 thousand square meters with a fogging system and 2114 jets. It was put into operation in May 2024.

    In the evening, the fountain jets “dance” to music, being painted in different colors thanks to the spotlights installed next to the nozzles. Spectators can see “swan wings”, “hearts”, and other water figures.

    The Amur Dinopark is an immersive area that will feature more than 20 exhibits, such as animatronic dinosaurs in jungle-like interiors. Finishing work is currently underway in the new building, with completion scheduled for May 2026.

  • MIL-OSI Banking: Historic Ju 52 on its way to the Lufthansa Group Conference and Visitor Center

    The Junkers Ju 52 will move to the newly built Lufthansa Group Conference and Visitor Center in the coming weeks. The historic aircraft, affectionately known as “Aunt Ju,” was officially bid farewell in Paderborn-Lippstadt, where it had been stationed since 2020 for restoration by the Quax Association. The aircraft remains the property of the Deutsche Lufthansa Berlin Stiftung (DLBS) and will be on display in Frankfurt from 2026, just in time for the 100th anniversary of the founding of the first Lufthansa.

    At a farewell ceremony in Paderborn, the Lufthansa Group paid tribute to the support provided by the Quax Association and Paderborn Airport over many years for both the Ju 52 and the Lockheed Super Star. The Quax Association will also continue to maintain two other DLBS aircraft, a Dornier Do 27 and a Messerschmitt Bf 108, in Paderborn.

    The Ju 52 has had an eventful history with Lufthansa. Since its introduction in the 1930s, it has become a symbol of aviation. The Junkers Ju 52 was added to the Lufthansa fleet in 1932 and quickly became the backbone of the aircraft fleet. It accounted for around 50 percent of the fleet and was valued for its reliability and economy. Originally designed as a single-engine aircraft, it was later developed into a three-engine model that was characterized by its robust construction and ease of maintenance.

    In the immediate vicinity of the Lufthansa Aviation Center (LAC), the Lufthansa Group has begun construction of a new conference and visitor center at Frankfurt Airport in 2024. It will be a place for new forms of collaboration for employees and, at the same time, for customers, business partners, and aviation enthusiasts.

    Lufthansa’s pioneering spirit and expertise will be tangible – especially in shaping the future of aviation, but also in relation to the company’s history. The main historical attractions will be two restored Lufthansa aircraft on permanent display: the Junkers Ju 52 (D-AQUI) and, for the first time, the legendary Lockheed Super Star with the registration D-ALAN, which is currently being painted at Münster-Osnabrück Airport. Thanks to a large transparent façade, both aircraft will also be visible from a distance.

    Visitors will be able to explore numerous exhibits from Lufthansa’s corporate history in an open gallery, some of which will be on public display for the first time. Like the Group’s training and conference hotel, “Lufthansa Seeheim,” the Frankfurt conference and visitor center will also be open for external events and will offer visitors culinary delights in a coffee lounge.

    Kani-Kurgan is one of the key border crossings on the Russian-Chinese border. On June 10, 2022, the official ceremony of opening the movement of freight transport through the border bridge crossing took place and the first trucks went through the Kani-Kurgan-Heihe checkpoint. The nature of the international traffic is freight and passenger.

    Currently, a temporary scheme of operation of the automobile checkpoint (ACP) with restrictions on infrastructure and throughput capacity has been implemented on the Russian side. The temporary scheme was created for the period until the completion of the creation of the permanent ACP Kani-Kurgan. At the same time, on the Chinese side, a permanent ACP with a throughput capacity of 1,100 vehicles per day operates.

    To launch the movement of freight transport in the conditions of the temporary scheme of work of the APP Kani-Kurgan, the service “Electronic queue for vehicles” was created. With the efforts of the attracted investor, at a distance of 4 km from the APP, an accumulation site for 250 trucks for registration and waiting for departure to the checkpoint was equipped. Own software for managing the process of formation of the queue of vehicles was developed and implemented.

    As of July 7, 2025, over 170 thousand vehicles have crossed the bridge during the entire period of operation. This year, the maximum level of traffic flow was recorded in May and amounted to 7943 vehicles, and the average daily figure was 265 vehicles per day.

    Packaging, tires, auto parts, equipment, building materials, clothing, electrical appliances, wheeled special equipment and cars are imported through the border bridge crossing. Soybean and sea buckthorn oil, legumes, lumber, veneer, cosmetics, raw materials for Chinese traditional medicine, and dry milk are exported.

    Since August 2023, transportation of dangerous goods has been open. Helium, liquefied natural gas (LNG), liquefied petroleum gas (LPG) are currently exported. In 2025, the export flow of transport with dangerous goods increased from 91 vehicles in January to 225 vehicles in June.

    In addition, a regular international passenger route between the cities of Blagoveshchensk and Heihe was opened via the bridge on December 10, 2024.

    Construction work on the new airport complex in Blagoveshchensk began in 2023. To date, the installation of the building’s metal structures and 3,000 square meters of wall sandwich panels has been completed, and the installation of facade and stained glass structures is underway. Work is underway inside the building to erect partitions and engineering systems.

    The airport’s landscaping area is underway. Its park section will be converted into a recreational area of over 5,500 square meters. It will feature an amphitheater with a canopy, a rock garden, benches, and gazebos for storing luggage carts. The renovated landscaping area will be put into operation in the third quarter of this year.

    To date, the modernization of the airfield complex has been almost completely completed using federal budget funds. A new artificial runway, 3,000 m long and 45 m wide, capable of accommodating all types of aircraft, is already being successfully used. It received its first flight in December 2023. A new taxiway, aprons, treatment facilities, an emergency rescue station, and a patrol road have also been put into operation.

    The small aircraft apron is currently being reconstructed. Two more taxiways are planned to be put into operation by the end of the year.

    Over 6 years, the passenger flow of Blagoveshchensk airport has grown more than 2.2 times – from 418 thousand people in 2018 to 928 thousand in 2024. More than a million passengers are expected in 2025.

    Since May 2025, the regional highway Blagoveshchensk – Bibikovo, which connects the regional capital with the Ignatievo International Airport, has also been reconstructed. The project provides for the expansion of the road to four lanes and the separation of flows, as well as a comprehensive modernization of utility networks and outdoor lighting systems, the reconstruction of communication networks, electrical and heating networks, the organization of storm sewers and water drainage.

    Today, the section of the Blagoveshchensk-Bibikovo road, running from the regional capital to the settlement of Aeroport, is the busiest highway in the region.

    Hobart man charged with trafficking significant amount of ice and cocaine

    Monday, 21 July 2025 – 1:59 pm.

    Police have charged a 29-year-old Hobart man with trafficking and importing illicit drugs into Tasmania after intercepting a vehicle exiting the Spirit of Tasmania in Devonport on Sunday.
    In a subsequent search of the vehicle, police located and seized three kilograms of ice, two kilograms of cocaine, two vials of testosterone, 30 capsules of steroids and 40 oxycodone tablets. 
    As a result, the man has been charged with trafficking a controlled substance, unlawful importation of a controlled substance, possession of a controlled drug, and dealing with property which subsequently becomes an instrument of crime.
    He has been detained to appear in the Devonport Magistrates Court later today.
    Detective Inspector Michelle Elmer said the drugs seized were highly addictive and have the potential to do significant harm in our community.
    “The methylamphetamine seized has the potential to be broken into 30,000 individual street deals, while the cocaine could result in 10,000 individual deals,” she said.
    Tasmania Police will continue to target offenders who attempt to import illicit substances into Tasmania by conducting both targeted and random screenings of people entering our state by sea and airports.

  • MIL-OSI Security: Six Months of Keeping America Safe Under President Trump and Secretary Noem

    DHS has accomplished more in six months than most Administrations achieve in an entire term

    WASHINGTON – In just six months, President Trump and Secretary Noem have delivered the American people a long list of victories in their mission to secure the homeland and Make America Safe Again. 

    Under their leadership, the Department of Homeland Security (DHS) has closed the southern border, removed violent criminal illegal aliens, restored law and order to our immigration system, supported Americans in times of crisis, revolutionized our Coast Guard to meet the challenges of the 21st Century, and kept Americans safe. 

    Secured the Southern Border 

    • On day one, President Trump declared a national emergency at the southern border.    
    • President Trump immediately reinstated “Remain in Mexico” and ended catch-and-release.  
    • Daily border encounters have plunged by 93% since President Trump took office.
    • Under President Trump’s leadership, Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI) has located over 10,000 unaccompanied children.
    • Migrants are turning BACK before they even reach our border— migration through Panama’s Darien Gap is down 99%.
    • President Trump—with $46.5 billion from the Big Beautiful Bill—is finishing the border wall. DHS already has more than 85 miles either planned or under construction with funding from the prior year, in addition to hundreds of miles that are now planned to be funded by the bill. President Trump’s Big Beautiful Bill also includes over $5 billion for new technology and border surveillance.
    • With the Big Beautiful Bill, CBP will get the resources they need to keep America safe, including $4.1 billion to hire additional personnel, including 5,000 more customs officers and 3,000 new Border Patrol agents.
    • In June, Customs and Border Protection (CBP) had the lowest number of nationwide encounters in CBP history at 25,228.
    • The number of nationwide apprehensions in June was also a historic low of just 8,024.   
    • Notably, on June 28, Border Patrol recorded only 136 apprehensions across the entire Southwest Border—the lowest single-day total in agency history.
    • And in both May and June, U.S. Border Patrol reported zero parole releases—reinforcing the Administration’s commitment to ending catch-and-release policies.   

    Removed the Worst of the Worst Illegal Aliens  

    • The Trump Administration empowered our brave men and women in law enforcement to use common sense to do their jobs effectively. 
    • DHS returned to using the term “illegal alien” which is the statutory language. President Trump will not allow political correctness to hinder law enforcement. 
    • The Trump administration has arrested more than 300,000 illegal aliens in 2025 alone.
    • 70% of ICE arrests are criminal illegal aliens with criminal charges or convictions.     
    • The Big Beautiful Bill will allow ICE to arrest and remove even more criminal aliens by providing $14.4 billion for removals, 10,000 new ICE agents, 80,000 new ICE beds, and a $10,000 signing bonus for new ICE agents. This will help ICE achieve as many as 1 million deportations per year.
    • As part of 287(g), DHS partnered with the State of Florida and opened Alligator Alcatraz, giving the Trump administration the capability to lock up some of the worst scumbags who entered the country illegally under the previous administration. The new facility expands facility and bed space by the thousands.
    • Operation Tidal Wave, the first 287(g) enforcement operation coordinated with state and federal law enforcement partners, resulted in over 800 arrests.
    • President Trump and Secretary Noem are empowering state and local law enforcement to get these criminal illegal aliens off our streets. DHS has secured more than 800 signed agreements with state and local partnerships under 287(g).    
    • At the direction of President Trump, CBP and ICE began widescale immigration enforcement operations in sanctuary city Los Angeles and southern California. The month-long operation resulted in arresting some of the worst of the worst criminal illegal aliens.
    • In July, federal law enforcement officers executed criminal warrant operations at marijuana grow sites in Carpinteria and Camarillo. At least 14 migrant children have been rescued from potential exploitation, forced labor and human trafficking. Federal officers also arrested at least 361 illegal aliens from both sites in Carpinteria and Camarillo.
    • After weeks of delays by activist judges, the Department of Homeland Security finally deported eight barbaric, violent criminal illegal aliens to South Sudan.    

    Delivering Justice for Victims of Illegal Immigration  

    • President Trump and Secretary Noem reopened the Victims of Immigration Crime Engagement (VOICE) office, which was shuttered by the Biden Administration. President Trump and Secretary Noem are standing up for the victims of illegal alien crime and ensuring they have access to much needed resources and support they deserve.    

    Incentivizing Historic Self-Deportations 

    • President Trump ended the CBP One app that allowed more than one million aliens to illegally enter the U.S. The Trump Administration replaced this disastrous program with the CBP Home app, which has a new self-deportation reporting feature for aliens illegally in the country.
    • President Trump launched Project Homecoming through a presidential EO. The United States is also offering any illegal alien who uses the CBP Home App a stipend of $1,000 dollars, paid after their return to their home country has been confirmed through the app. So far, tens of thousands of illegal aliens have used the app to self-deport.  
    • In addition to offering CBP Home, DHS announced illegal aliens who self-deport through the app will receive forgiveness of any civil fines or penalties for failing to depart the United States. DHS also made CBP Home more user friendly by eliminating certain steps and making it easier than ever for illegal aliens to self-deport.
    • DHS and DOJ are enforcing our immigration laws and fining illegal aliens who do not depart when they are supposed to. So far, nearly 10,000 fine notices have been issued by ICE.  

    Restoring Common Sense to America’s Legal Immigration System 

    • President Trump ended the broad abuse of humanitarian parole and returned the program to a case-by-case basis. As part of this effort, Secretary Noem terminated the Cuba, Haiti, Nicaragua, and Venezuela parole programs.
    • Following victory at the U.S. Supreme Court, DHS began sending termination notices in June, informing the illegal aliens both their parole is terminated, and their parole-based employment authorization is revoked – effective immediately.
    • DHS has returned the Temporary Protected Status immigration program to its original status: temporary. No longer will this program be abused and exploited by illegal aliens. Secretary Noem rescinded the previous administration’s extension of Venezuelan, Haitian, Nicaraguan, Honduran, and Afghan TPS.
    • Secretary Noem terminated Harvard University’s Student and Exchange Visitor Program (SEVP) certification—meaning Harvard can no longer enroll foreign students and existing foreign students must transfer or lose their legal status—for fostering violence, antisemitism, and coordinating with the Chinese Communist Party.
    • It is a privilege, not a right, for universities to enroll foreign students and benefit from higher tuition to help pad their multibillion-dollar endowments. Harvard University repeatedly abused this privilege and even stonewalled DHS’s request for information.   

    Initiating a Golden Age in American Air Travel 

    • Secretary Noem terminated the politically motivated Quiet Skies Program, which since its existence has failed to stop a single terrorist attack while costing US taxpayers $200 million a year. The program, under the guise of “national security,” was used to target political opponents and benefit political allies.
    • TSA ended the “shoes-off” travel policy, allowing passengers traveling through domestic airports to keep their shoes on while passing through security screening at TSA checkpoints. This change will drastically decrease passenger wait times at our TSA checkpoints, leading to a more pleasant and efficient passenger experience.
    • The Trump administration fully implemented REAL ID enforcement measures nationwide—a law signed 20 years ago. REAL ID helps ensure that travelers are who they say they are and prevents fraud by criminals, terrorists, and illegal aliens. Most travelers have not even noticed a difference because nearly 94% of travelers are already REAL ID compliant.
    • Secretary Noem ended collective bargaining for the Transportation Security Administration’s (TSA) Transportation Security Officers, which constrained TSA’s chief mission to safeguard our transportation systems.  

    Fixing Disaster Relief for the 21st Century 

    • The Federal Emergency Management Agency is now shifting from bloated, DC-centric dead weight to a lean, deployable disaster force that empowers state actors to provide relief for their citizens. The old processes are being replaced because they failed Americans in real emergencies for decades.
    • President Trump has established the FEMA Review Council to provide recommendations on how to best conduct disaster relief at the federal level. 
    • Under Secretary Noem’s leadership, the FEMA Review Council is developing a comprehensive plan for necessary change.
    • DHS has empowered state and local governments to lead disaster relief efforts without interference from the federal government.  

    Provided Rapid and Effective Support to Flood Victims in Texas 

    • Within moments of the flooding in Texas, DHS assets, including the U.S. Coast Guard (USCG), CBP Border Search, CBP BORSTAR, and FEMA personnel surged into unprecedented action alongside Texas first responders for search and rescue operations.
    • FEMA deployed 311 staffers delivering critical intelligence, aerial imagery, and shelter for 171 survivors.
    • Combined state and federal rescue efforts evacuated and rescued over 1,500 people.   

    Getting CISA Back on Mission 

    • Under the Biden Administration, the Cybersecurity and Infrastructure Agency (CISA) censored free speech and targeted Americans.

    Union Home Minister and Minister of Cooperation Amit Shah on Saturday inaugurated and laid foundation stones for development projects worth ₹1,271 crore in Uttarakhand, during the ‘Uttarakhand Investment Festival 2025’ held in Dehradun. The event also marked the realization of ₹1 lakh crore worth of investment in the hill state, following commitments made during the 2023 Global Investors Summit.

    The event was attended by Uttarakhand Chief Minister Pushkar Singh Dhami, Assembly Speaker Ritu Khanduri Bhushan, Union Minister of State for Road Transport and Highways Ajay Tamta, and Yoga Guru Baba Ramdev, among other dignitaries.

    Speaking at the event, Shah praised the state government for successfully translating investment MoUs into action. “At the 2023 Global Investors Summit, Uttarakhand received MoUs worth ₹3.56 lakh crore. Today, ₹1 lakh crore worth of investments have materialized, creating over 81,000 jobs. Ancillary industries are expected to generate another 2.5 lakh employment opportunities,” he said.

    Shah lauded the Dhami-led administration for maintaining a balance between industrial growth and environmental sustainability. “Bringing investment to a landlocked, hilly state like Uttarakhand is no small feat. But the Chief Minister has achieved this by ensuring transparent policies, swift implementation, and strategic planning,” he added.

    Highlighting Uttarakhand’s spiritual and cultural importance, Shah described it as the “Dev Bhoomi,” and emphasized that no force could hinder its progress. “This is the land of one Jyotirlinga, three Shakti Peethas, the Char Dham, Panch Prayag, Panch Kedar, and Sapt Badri. Uttarakhand represents a confluence of nature, culture, and spirituality,” he said.

    He announced that infrastructure projects like the ₹2,700 crore Govind Ghat–Hemkund Sahib ropeway and the ₹4,000 crore Sonprayag–Kedarnath ropeway would further boost tourism. “Once the Char Dham all-weather road project is complete, tourists will visit Uttarakhand year-round,” he said.

    The home minister also targeted the opposition for allegedly obstructing development works. “The practice of disrupting state development must stop. When the state progresses, it is the responsibility of every political party to support it,” he remarked.

    On national development, Shah said that the Modi government had shattered the belief that industrial progress and welfare couldn’t go hand in hand. “From free food grains to over 80 crore people, to free medical treatment under Ayushman Bharat, to tap water and toilets for crores of households — these efforts prove inclusive growth is possible,” he said.

    Shah further added that Uttarakhand was benefiting from stable policies and sector-specific initiatives such as tourism, AYUSH, startups, film policy, and logistics. Ayurveda, yoga, organic farming, and natural therapies, he said, would form the four pillars of the state’s development.

    Drawing comparisons with the UPA era, Shah said that while the previous government provided ₹53,000 crore to Uttarakhand between 2004 and 2014, the Modi-led government had allocated ₹1.86 lakh crore from 2014 to 2024. “This includes ₹31,000 crore for roads, ₹40,000 crore for railways, and ₹100 crore for airport development. Overall, the funding has been more than four times higher,” he said.

    Shah said that Prime Minister Narendra Modi had laid the foundation for a developed India by 2047, and that dream would not be possible without the holistic development of small and eastern states, including Uttarakhand.

    WASHINGTON, July 20 (Xinhua) — The U.S. government on Saturday announced new restrictions on flights from Mexico, accusing Mexico of violating a bilateral aviation agreement on market access and fair competition.

    Mexico has been in non-compliance with the U.S.-Mexico Air Services Agreement, signed in 2015, since 2022 “after unilaterally revoking slots and then forcing U.S. cargo airlines to relocate their operations,” the U.S. Department of Transportation said in a statement.

    Then-Mexico President Andrés Manuel López Obrador argued that the capital’s Benito Juárez Airport (MEX) was overloaded and needed to be rebuilt ahead of the 2026 World Cup, which will be partly hosted in Mexico. He also claimed that a new airport 30 miles (48 km) from the capital would be able to handle the extra traffic.

    “By restricting slots and requiring cargo operations to be moved away from MEX, Mexico has violated its commitments, destabilized the market, and imposed millions of dollars in additional costs on U.S. companies,” the statement said.

    U.S. Transportation Secretary Sean Duffy announced three measures under the “America First” policy, which include requiring Mexican airlines to submit all U.S. flight schedules to the U.S. Department of Transportation, requiring pre-approval from the department before chartering large passenger or cargo aircraft to and from the U.S., and potentially waiving antitrust immunity for the joint venture between Delta Air Lines and Aeromexico, Mexico’s flag carrier, to address competition in the marketplace.

    Delta and Aeromexico, which began their partnership in 2016, have been fighting the ministry’s threats since early last year. The airlines argue that it is unfair to punish them for the Mexican government’s actions. They estimate that ending the partnership would impact nearly two dozen routes and result in a loss of about $800 million.

    The ministry said it reserves the right to reject requests for flights from Mexico if the country fails to take action.

    Mexico has been the most popular international destination for American tourists for many years, with about 45 million foreign tourists visiting the country in 2024, according to Mexico’s National Institute of Statistics and Geography. –0–

  • MIL-OSI China: Cambodia launches 1st Siem Reap-Shenzhen direct flight

    Cambodia’s national flag carrier, Air Cambodia, has launched its first direct flight between northwest Cambodia’s Siem Reap province and southern China’s Shenzhen city, the airline operator said in a press release.

    Air Cambodia flight K6929 landed at the Siem Reap Angkor International Airport (SAI) on Friday from Shenzhen, carrying a full load of passengers.

    “This marks the inauguration of the first direct flight route between Angkor Wat, a UNESCO World Heritage site, and Shenzhen,” the press release said.

    The SAI held a water salute to welcome the inaugural flight under the presence of Chea Aun, standing secretary of state at Cambodia’s State Secretariat of Civil Aviation, Siem Reap Deputy Governor Ngouv Sengkak, and Hang Sandap, undersecretary of state at Cambodia’s Ministry of Tourism, among others.

    Zhan David, vice chairman and chief executive officer of Air Cambodia, said the launch of this new route is expected to significantly boost tourist flows from China’s Guangdong-Hong Kong-Macao Greater Bay Area to Cambodia.

    “It not only facilitates tourism from the Greater Bay Area and beyond but also encourages large numbers of European and American tourists currently in Siem Reap to travel to China,” he said.

    Zhan added that the new route will also inject fresh momentum into the Cambodia-China Tourism Year 2025.

    According to the press release, the direct flight is operated weekly, departing Siem Reap every Thursday at 9:30 p.m. local time and returning from Shenzhen to Siem Reap at 6:20 a.m. on Friday.

    The flight includes both business and economy class, with a one-way journey time of approximately 2 hours and 30 minutes.

    Tashkent, July 20 /Xinhua/ — Chinese airline Air China has launched regular flights between Beijing and Tashkent for the first time, Xinhua was told from Tashkent International Airport.

    On Saturday at 19:40 local time, the first Air China flight landed at Tashkent International Airport. The crew and passengers, who arrived on a modern Boeing-737 airliner, were greeted with a traditional water arch and flowers.

    “We are pleased to welcome a new partner in the person of Air China at Tashkent airport. We are confident that this route will be in high demand among passengers. Our team has provided all the necessary conditions for high-quality service of this route,” said Umid Khamrayev, First Deputy Director of Uzbekistan Airports Handling.

    In a historic first, the Royal Air Force’s E-7 Wedgetail AEW Mk1 performed its first ever flypast with the iconic Red Arrows aerobatic display team, at the Royal International Air Tattoo (RIAT) in Fairford, Gloucester. 

    The flypast was followed by the Wedgetail performing a ‘touch and go’ on the runway before departing back to Birmingham Airport.

    GUIYANG, July 19 (Xinhua) — Jeffrey Green, a veteran pilot and chairman of the U.S.-China Aviation Heritage Foundation, has dedicated himself for nearly 30 years to preserving the legacy of the Flying Tigers and strengthening the friendship between China and the United States.

    D. Green’s connection with China began when he was invited to make a documentary on the “Flying Tigers” while working as a consultant on combat aviation history for the National Geographic military channel in the United States.

    The Flying Tigers, officially known as the American Volunteer Group of the Chinese Air Force, was formed in 1941 by American General Claire Lee Chennault. American airmen came to China to help the Chinese people fight the Japanese invaders.

    While losing over 2,000 men, the Flying Tigers pilots shot down over 2,600 Japanese fighters, providing significant assistance in the fight against Japanese aggression.

    In 1995, a group of Flying Tiger veterans invited D. Green to join their delegation to Beijing to celebrate the 50th anniversary of the victory in the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War. This visit marked his first trip to China.

    After returning to the United States, Green and the veterans, determined to keep the memory of the Flying Tigers alive, founded the U.S.-China Aviation Heritage Foundation in 1998. Since then, the nonprofit organization has been dedicated to studying, promoting, and perpetuating the shared history of U.S.-China wartime cooperation.

    Over the years, the foundation has sponsored nearly 500 veterans and hundreds of their family members and descendants to travel to China. These encounters have produced many emotional and inspiring stories.

    “Every time I learned something that almost no one else knew, I was able to categorize it, creating a kind of library of these thoughts,” Greene said. “But they didn’t have many opportunities to tell their stories. As a result, they just got lost.”

    In 2022, the foundation launched the Flying Tigers Friendship School and Youth Leadership Program to encourage cross-cultural exchanges and pass on the Flying Tigers spirit to younger generations.

    “Young people are the key to intercultural exchanges between our two countries and the hope for the healthy development of China-US relations,” said D. Green.

    To date, nearly 100 high schools and universities in China have applied to participate in the program, signing memorandums of understanding to establish exchange partnerships.

    In a January 2025 letter to Green, former US Ambassador to China Nicholas Burns praised the fund’s work, saying it “helps develop people-to-people ties, which are a cornerstone of the US-China bilateral relationship.”

    From Sunday to Thursday, Green led a delegation to Guizhou Province in southwest China to launch the new Flying Tigers Friendship School program and visit historic sites including the 24-Turn Road, which handled more than 2,000 trucks carrying military supplies daily during World War II, and Jiuzhou Airport in Huangping County, which was the Flying Tigers’ base.

    Next year, he plans to bring American students to Guizhou Province to see firsthand the living history of the two countries’ wartime cooperation.

    Now 71, Green has visited China nearly 200 times since the 1990s, bringing veterans, organizing memorial events and building new bridges between the peoples of China and the United States.

    “The Chinese have never forgotten what the Flying Tigers did for them. Eighty years ago, the Chinese and Americans together accomplished something almost impossible, which shows that if we work together, we can win,” said D. Green. -0-

  • MIL-Evening Report: ICE deportation action lands Marshallese, Micronesians in Guantánamo ‘terror’ base

    United States immigration and deportation enforcement continues to ramp up, impacting on Marshallese and Micronesians in new and unprecedented ways.

    The Trump administration’s directive to Immigration and Customs Enforcement (ICE) to arrest and deport massive numbers of potentially illegal aliens, including those with convictions from decades past, is seeing Marshallese and Micronesians swept up by ICE.

    The latest unprecedented development is Marshallese and Micronesians being removed from the United States to the offshore detention facility at the US Navy base in Guantánamo Bay — a facility set up to jail terrorists suspected of involvement in the 9/11 airplane attacks in the US in 2001.

    Marshall Islands Ambassador to the US Charles Paul this week confirmed a media report that one Marshallese was currently incarcerated at Guantánamo, which is also known as “GTMO”.

    The same report from nationnews.com said 72 detainees from 26 countries had been sent to GTMO last week, including from the Marshall Islands and the Federated States of Micronesia.

    A statement issued by the US Department of Homeland Security, which oversees ICE operations, concerning detention of foreigners with criminal records at GTMO said Homeland Security Secretary Kristi Noem was using “every tool available to get criminal illegal aliens off our streets and out of our country.”

    But the action was criticised by a Marshallese advocate for citizens from the Compact countries in the US.

    ‘Legal, ethical concerns’
    “As a Compact of Free Association (COFA) advocate and ordinary indigenous citizen of the Marshallese Islands, I strongly condemn the detention of COFA migrants — including citizens from the Republic of the Marshall Islands — at the US Naval Base in Guantánamo Bay,” Benson Gideon said in a social media post this week.

    “This action raises urgent legal, constitutional, and ethical concerns that must be addressed without delay.”

    Since seeing the news about detention of a Marshallese in this US facility used to hold suspected terrorists, Ambassador Paul said he had “been in touch with ICE to repatriate one Marshallese being detained.”

    Paul said he was “awaiting all the documents pertaining to the criminal charges, but we were informed that the individual has several felony and misdemeanor convictions. We are working closely with ICE to expedite this process.”

    Gideon said bluntly the detention of the Marshallese was a breach of Compact treaty obligations.

    “The COFA agreement guarantees fair treatment. Military detention undermines this commitment,” he said.

    Gideon listed the strong Marshallese links with the US — service in high numbers in the US military, hosting of the Kwajalein missile range, US military control of Marshall Islands ocean and air space — as examples of Marshallese contributions to the US.

    ‘Treated as criminals’
    “Despite these sacrifices, our people are being treated as criminals and confined in a facility historically associated with terrorism suspects,” he said.

    “I call on the US Embassy in Majuro to publicly address this injustice and work with federal agencies to ensure COFA Marshallese residents are treated with dignity and fairness.

    “If we are good enough to host your missile ranges, fight in your military, and support your defence strategy, then we are good enough to be protected — not punished. Let justice, transparency, and respect prevail.”

    There were 72 immigration detainees at Guantánamo Bay, 58 of them classified as high-risk and 14 in the low-risk category, reported nationnews.com.

    The report added that the criminal records of the detainees include convictions for homicide; sexual offences, including against children; child pornography; assault with a weapon; kidnapping; drug smuggling; and robbery.

    Civil rights advocates have called the detention of immigration detainees at Guantanamo Bay punitive and unlawful, arguing in an active lawsuit that federal law does not allow the government to hold those awaiting deportation outside of US territory.

    In other US immigration and deportation developments:

    • The delivery last month by US military aircraft of 18 Marshallese deported from the US and escorted by armed ICE agents is another example of the ramped-up deportation focus of the Trump administration. Since the early 2000s more than 300 Marshall Islanders have been deported from the US. Prior to the Trump administration, past deportations were managed by US Marshals escorting deportees individually on commercial flights.
    • According to Marshall Islands authorities, there have not been any deportations since the June 10 military flight to Majuro, suggesting that group deportations may be the way the Trump administration handles further deportations.
    • Individual travellers flying into Honolulu whose passports note place of birth as Kiribati are reportedly now being refused entry. This reportedly happened to a Marshallese passport holder late last month who had previously travel
    • led in and out of the US without issue.

    Most Marshallese passport holders enjoy visa-free travel to the US, though there are different levels of access to the US based on if citizenship was gained through naturalisation or a passport sales programme in the 1980s and 1990s.

    US Ambassador to the Marshall Islands Laura Stone said, however, that “the visa-free travel rules have not changed.”

    She said she could not speak to any individual traveller’s situation without adequate information to evaluate the situation.

    She pointed out that citizenship “acquired through naturalisation, marriage, investment, adoption” have different rules. Stone urged all travellers to examine the rules carefully and determine their eligibility for visa-free travel.

    HANGZHOU, July 19 (Xinhua) — Lishui International Airport in southern east China’s Zhejiang Province officially opened for business on Friday.

    On the same day in the afternoon, the first flight, CA1873, from Beijing Capital International Airport arrived at the airport and landed successfully.

    The new facility, which has the status of a domestic regional airport, is designed to service up to 1 million passengers and handle 4 thousand tons of cargo per year. The runway is 2800 meters long, the area of the terminal buildings is 12 thousand square meters.

    The opening of Lishui Airport will enhance the city’s role as an important transportation hub, improve services for 470,000 overseas residents and 2.7 million local residents, attract more tourists to Lishui’s scenic areas, and create conditions for increased investment in the city and surrounding areas, said Luo Xiaolin, head of the local transportation bureau.

    On its first day of operation, the airport opened flights to Beijing and Shanghai. Flights to Guangzhou, Shenzhen, Guiyang, Chongqing and Chengdu are planned to be launched by the end of the year. The number of air routes is expected to exceed 10 by the end of 2025, and reach 14 in 2026. -0-

    Senator Highlights Weekly Unmanned Cargo Flights Between Grand Forks & Cavalier, Secured Increased $100 Million Contract Ceiling for Project ULTRA
    EMERADO, N.D. – Senator John Hoeven today outlined two major milestones for Project ULTRA, which further solidify North Dakota’s leadership in unmanned aerial systems (UAS) and counter-UAS technology development:
    Project ULTRA has started conducting unmanned cargo flights between Grand Forks Air Force Base and Cavalier Space Force Station.
    Under this initiative, the project partners will fly unmanned aircraft carrying up to 25 pounds of cargo between the two military installations on a weekly basis for the next year.
    Importantly, this is the first such UAS operation on a military base flying through the national airspace (NAS) and without a chase plane.
    By conducting such operations on a routine basis, Project ULTRA is writing the playbook for similar UAS operations at bases across the country.

    Hoeven has secured an agreement in principle with the Department of Defense (DoD) to increase the contract ceiling for Project ULTRA to $100 million, up from $18 million.
    The higher funding ceiling creates the opportunity for all military services to connect with expertise in the private sector utilizing Project ULTRA.
    This will enable DoD to more cost-effectively and quickly develop the capabilities it needs, including counter-drone technology.

    All of Project ULTRA’s funding is made available through annual defense appropriations legislation, which Hoeven helps write as a member of the Senate Defense Appropriations Committee. These efforts are further bolstered by legislation Hoeven drafted authorizing the Air Force to conduct a pilot project that would use drones to resupply remote facilities that support nuclear missiles, like those in Minot. Hoeven’s legislation is included in the Senate’s Fiscal Year (FY) 2026 National Defense Authorization Act.
    “Today marks two major milestones for Project ULTRA – the beginning of weekly UAS cargo flights between two military bases and an increase of the initiative’s contract ceiling to $100 million,” said Senator Hoeven. “We’re leveraging this funding and the ecosystem we’ve been building in our state since 2005 to connect all of our military branches with even more private sector partners to realize a wide range of new capabilities, from innovative and efficient uses of UAS to protecting our military bases against threats from drones. That’s a big deal, because drone technology is front and center everywhere you look, whether in Ukraine and Russia, the Middle East, our military or the civilian sector. North Dakota will continue leading the way, due in large part to the good work of GrandSKY, the Northern Plains UAS Test Site and their partners to deliver results for our military that are on-time and on-budget.”

  • MIL-OSI USA: Media Alert: Low-level flights to image geology over Black Hills, Bear Lodge area

    The flights are a collaborative effort between the U.S. Geological Survey’s Earth Mapping Resources Initiative and the state geological surveys of South Dakota and Wyoming, and are part of a national effort to modernize mapping of the nation’s geology.

    “Partnership with state surveys helps accomplish national goals like mapping the critical minerals the U.S. needs, as well as water and potential hazards. The Wyoming and South Dakota geological surveys are helping with the work of the nation—and adding to state knowledge crucial to water access, hazards and the mining economy,” said Jamey Jones, science coordinator for the U.S. Geological Survey’s Earth Mapping Resource Initiative.

    “Collection of these fundamental geologic data addresses the national prioritization of locating domestic mineral resources needed to drive the U.S. economy and provide for national security,” said Erin Campbell, Director and State Geologist of the Wyoming State Geological Survey.

    The survey is designed to advance interpretations of the Precambrian geologic framework of the greater Black Hills area, as well as aid in mapping Tertiary-age intrusions known to host rare earth elements. These elements are used in magnets for electric motors, wind turbines, and hard drives, as well as defense applications such as radar and guidance systems in fighter jets and missile systems. In 2024, the U.S. was reliant on imports for 80% of rare earth element use.

    Tim Cowman, State Geologist and Program Administrator for the South Dakota Geological Survey, noted the importance of this regional work. 

    “The collaboration between the USGS, Wyoming, and South Dakota geological surveys will benefit the entire country,” he said. “Once completed, we will have a better understanding of the complicated structure of this region and how that structure influenced emplacement of carbonatite intrusions.”

    The survey will acquire both magnetic and radiometric data using a fixed-wing aircraft. The aircraft will fly along pre-planned flight paths relatively low to the ground at about 300 feet (100 meters) above the surface. Ground clearance will be increased to 1,000 feet (300+ meters) over populated areas and will comply with Federal Aviation Administration regulations.

    Flights may be based out of several regional airports, with Rapid City as the primary airport.

    The USGS has contracted with Fugro and Xcalibur Aviation Limited to collect data.

    Funding through the Infrastructure Investment and Jobs Act has facilitated coverage of such a large area.

    The survey fits into a broader effort by the USGS, the Wyoming State Geological Survey, the South Dakota Geological Survey, and other partners—including private companies, academics and state and federal agencies—to modernize our understanding of the Nation’s fundamental geologic framework and knowledge of mineral resources. 

    This effort is known as the Earth Mapping Resources Initiative, and it includes airborne geophysical surveys like this one, geochemical reconnaissance surveys, topographic mapping using LiDAR technology, hyperspectral surveys and geologic mapping projects.

  • MIL-OSI Security: Defense News in Brief: US, Australian C-17s spearhead multinational joint force entry during Talisman Sabre 25

    Multiple U.S. Air Force and Royal Australian Air Force C-17 Globemaster IIIs executed a joint force-entry operation into Australia, deploying U.S. Army and international paratroopers in support of Talisman Sabre 25.

    Originating from Joint Base Elmendorf-Richardson, Alaska, the mission spanned the immense distances of the Pacific, sustained by U.S. Air Force aerial refueling operations. It culminated in the precision insertion of 314 U.S. Army 11th Airborne Division, Australian Defence Force and German Army paratroopers into a designated drop zone in eastern Australia.

    “We employ large formations to quickly and effectively place mass at the time and place of our choosing,” said U.S. Air Force Lt. Col. Christopher Bukowski, 535th Airlift Squadron, 15th Wing, director of operations. “Executing a drop like this at speed and scale, and in conjunction with our allies and joint partners, is crucial to honing that skill and sending a deterrent message to our adversaries.”

    The one-way, trans-Pacific journey spanned over 6,200 miles and was conducted by 13 C-17 aircraft assigned to the 15th Wing, Pacific Air Forces, 437th Airlift Wing, Air Mobility Command, and 164th Airlift Wing, Tennessee Air National Guard, underscored the robust U.S.-Australia partnership and shared commitment to regional defense.

    “Through the strategic employment of U.S. Air Force mobility aircraft, our highly proficient teams—operating in close coordination with partners and allies — refined the ability to project personnel and mission-critical material across the vast Pacific with precision and speed,” said U.S. Air Force Capt. Ana Donohue, 535th Airlift Squadron C-17 pilot. “This critical capability was showcased during a recent joint forcible entry operation, where the air domain proved to be the decisive bridge between strategic airlift and ground-based objectives, enabling the rapid achievement of essential outcomes across a geographically expansive and demanding operational theater.”

    The meticulous planning required for this complex joint force-entry operation extended months in advance of the Talisman Sabre 2025 exercise, highlighting the extensive coordination between allied forces.

    Talisman Sabre, the largest bilateral military exercise between Australia and the United States, is pivotal to advancing a free and open Indo-Pacific. It fortifies relationships and interoperability among key allies and partners, concurrently enhancing collective capabilities to address a spectrum of complex security challenges.
