  • MIL-OSI United Nations: DR Congo crisis: ‘The violence must end now’, UN Security Council told

    The UN Security Council convened its second emergency meeting in three days on Tuesday to address the escalating crisis in Goma – the regional capital of the eastern Democratic Republic of the Congo (DRC).

    Vivian van de Perre, Deputy Head of the UN Stabilization Mission in the DRC (MONUSCO), provided a detailed briefing from Goma, highlighting the dire humanitarian situation and the need for “urgent and coordinated international action,” to stop the fighting between Rwanda-backed M23 rebels and Congolese forces – as they battle for control of the city.

    She reported that the recent clashes have led to massive displacement, with over 178,000 people fleeing Kalehe territory after the M23 took control of Minova.

    More than 34,000 of those on the run have sought refuge in already overcrowded IDP sites in and around Goma, exacerbating the humanitarian crisis and overwhelming the city’s infrastructure.

    Rebels and Rwandan troops joint attack

    “Despite the appeals from Member States during the Security Council meeting on 26 January, the M23/RDF [Rwanda Defence Force] launched an attack on Goma, using heavy direct and indirect fire,” Ms. van de Perre stated.

    These attacks have resulted in numerous civilian casualties, further displacement, and significant trauma among the population.”

    She emphasised the critical role of MONUSCO in providing refuge and protection, noting that the mission has received a large number of people seeking safety, including officials and armed elements who have surrendered.

    MONUSCO’s bases are not able to accommodate the large number of surrendering elements and civilians seeking refuge,” she said. “The Uruguayan Battalion (URUBATT) alone has taken in approximately 1,200 Congolese soldiers and over a thousand civilians, placing immense pressure on resources.”

    UN bases ‘not safe’

    The situation is further complicated by damage to water tanks, compromising the security of UN personnel and property.

    “Our bases are not safe: two mortars have hit MONUSCO bases and compounds in the last three days, as well as numerous bullets,” Ms. van de Perre reported.

    Installations of [formed police unit] staff in Jambar camp have been destroyed and burnt.

    Casualty evacuation efforts remain a significant challenge, with peacekeepers injured during the fighting in Sake.

    Despite the closure of Goma airport, MONUSCO continues to facilitate medical evacuations with the help of SAMIDRC – the Southern African Development Community mission in DRC.

    Evacuation of injured ‘blue helmets’

    “We continue to do our utmost to ensure timely evacuation of injured peacekeepers and other casualties to our level 3 hospital in Goma despite continued challenges,” Ms. van de Perre said.

    The M23 and Rwandan forces’ capture of Goma’s international airport and their advance from multiple directions have heightened the risk of weapons proliferation, as combatants blend into the civilian population, the Deputy UN Special Representative continued.

    The mass influx of IDPs, separation of families, and escape of prisoners from Goma prison have increased the vulnerability of women and children to sexual and gender-based violence.

    Ms. van de Perre called on all parties to guarantee the protection of life and access to basic services, and to prevent sexual violence.

    “The degree of suffering that the population here in Goma and its environs is enduring is truly unimaginable,” she said.

    Let us please draw on our humanity and do our utmost to bring an immediate end to such levels of violence and suffering.”

    In light of the ongoing conflict, Ms. van de Perre urged the establishment of humanitarian corridors between Goma, Minova and Bukavu, and the reopening of critical airports and border points.

    Political solution must be found

    She emphasised that military action cannot resolve the conflict and called for a resumption of the Luanda Process under the auspices of the Angolan Government to ensure de-escalation and “avert the looming threat of a third Congo war.”

    The briefing concluded with a call for urgent and coordinated international action to address the crisis in Goma. Despite the challenges, MONUSCO remains a vital lifeline for vulnerable groups, but its effectiveness is being severely tested by the ongoing violence and logistical difficulties.

    “The protection of civilians and the pursuit of a peaceful resolution must be prioritised to end the suffering in Goma,” MONUSCO’s deputy head stressed.

    In a chaotic late-night, two-page memo, President Trump immediately froze federal grants and loans. While the order is blatantly illegal, below is a memo outlining what programs are being affected by this sudden, ill-thought out freeze of funding. 
    “What does this mean for Colorado? Funding to our police departments, our hospitals, programs for homeless veterans. Nearly 9,000 kids in Colorado Head Start programs may be locked out. Trump is sacrificing working Americans,” said U.S. Senator John Hickenlooper.

    OMB Memo to Pause Spending: On Monday night, the acting director of the White House Office of Management and Budget sent a two-page memorandum to all federal agency heads directing them to “temporarily pause all activities related to obligations or disbursement of Federal financial assistance.” The order is set to take effect at 3pm MT today. The memo also requires that agencies review all financial assistance programs to ensure activities are “consistent with the President’s policies and requirements,” citing several executive orders directed to pause all spending on foreign aid, the green new deal, “woke gender ideology,” and DEI programs. Agencies must provide OMB detailed information on program spending by February 10th, and assign “responsibility and oversight” to a senior political appointee. Below you can find priority programs and projects in Colorado that may be impacted by this pause. 
    COLORADO IMPACTS
    The order is expected to impact tens of billions of dollars in payments for Colorado. Federal funds make up approximately 25 percent of  Colorado’s total budget.
    The latest Biden administration data lists total IRA/BIL/CHIPS public investment in Colorado at $10.586 billion
    IRA/BIL climate-focused programs: Estimated $600M-$900M 
    Halts programs at Colorado’s rural hospitals: Pauses funding to increase health care access, support community health centers, treat substance abuse issues, and improve care quality for small rural hospitals and Critical Access Hospitals across the state. 
    For example, some of the programs and areas that will be affected:
    $1,420,601 for rural hospital improvements and Medicare flexibility in Arapahoe County
    $1,250,000 to battle the opioid crisis and increase access to substance abuse programs in Moffat County
    $784,031 to help screen patients suffering from black lung disease Denver County
    $499,847 to battle the opioid crisis and increase access to substance abuse programs in Adams County 
    $200,000 to improve access to health care providers in San Miguel County 
    $100,000 to expand rural health care development in Archuleta County 
    $100,000 to expand rural health care development in Mesa County
    Additional programs paused include cancer research, rural telehealth options, and infectious disease preparation.
    Medicaid portal down nationwide: Our office has heard from Colorado hospitals that the Medicaid payment system has been turned off. With Medicaid portals down, doctors and hospitals in Colorado are unable to receive funds through the system. Reports have circulated that other states are running into the same issue and have been shut off from Medicaid. 
    Takes food away from 40 percent of Colorado school kids: Halts federal payments for school breakfast and lunch programs. 40% of Colorado kids rely on these programs to stay fed and healthy. 
    Cuts off 83,000+ low-income families from heating their homes in the dead of winter: Halts funding disbursements for low-income Colorado families who rely on LIHEAP funding to keep their home warm this winter. In FY24, 83,800+ households depended on LIHEAP. 
    25,000+ Colorado seniors will be unsure where their next meal will come from: Local Meals on Wheels providers are unsure whether they will be able to serve meals. 25,000+ Colorado seniors utilize Meals on Wheels to access food. 
    Strips $182 million from the budgets of our local public schools: Will strip Colorado public schools of $182 million in federal funding, straining the budget of our local public schools even further.
    19,000+ kids unable to attend child care or Head Start programs: Facilities will not be able to access reimbursements that help provide low-income kids with the early childhood education, health, and nutrition that they need. In FY23, nearly 9,000 kids were enrolled in Head Start in Colorado. Head Start programs around the country are already reporting being locked out of the portal to access reimbursements.
    Federal funding to provide child care assistance to low-income families will also be paused, with over 10,000 kids in Colorado between the ages of 0-5 were supported by Child Care and Development Block Grant funding last year. 
    Hits our farmers and producers where it hurts when food prices are already too high for working families: This threatens funding to programs that benefit producers and consumers alike, including the Local Food Purchase Assistance Cooperative Agreement Program (LFPA). Since 2022, LFPA has contributed over $2M to local ag in Colorado, and enabled food banks to distribute over 1.2 million pounds of nutritious food to Coloradans in need. The order also pauses funding to agriculture research and meat, poultry, and egg product inspection.  
    Pauses critical loans for thousands of Colorado small businesses: All SBA loans, including disaster relief, will be paused. This will cripple local small businesses as they will be unable to make payroll, their leasing payment, or more. Over 5,000 Colorado small businesses have been approved for SBA loans in the past three years. 
    Deny Colorado communities funding to fight opioid misuse: Last year, Colorado received $20.8 million to fund addiction prevention, treatment, and recovery services across the state.
    Weakens our public safety and undermines our law enforcement: Pauses crucial funding used to prevent terrorism, hire more police officers, prevent school violence, and crack down on drug trafficking. 
    For example, some of grants that boost public safety in Colorado that will be impacted include: 
    $12.2 million to the Colorado Department of Public Safety to prevent terrorism 
    $9 million in Office of Violence Against Women grants in FY24 for Colorado organizations for victims assistance as well as state and local police  
    $680,798 awarded to Colorado Springs to reduce drug trafficking and drug production
    $336,629 for the Colorado Department of Public Safety to crack down on drug trafficking 
    Strips Colorado’s 365,000+ veterans of the support and resources they’ve earned: Halts funding for community-based suicide prevention efforts, organizations that provide care for veterans experiencing homelessness, and services for veterans living with disabilities or struggling with mental health crises. Health care programs that support family members of disabled veterans as well as educational programs, such as the Montgomery GI Bill and post-9/11 education benefits, will be paused. Funds will also be frozen for the VA Dependency and Indemnity Compensation, which supports surviving family members. Federal funding that helps veterans secure good-paying jobs through job training and support services is also threatened. 
    For example, organizations, such as the Colorado Coalition for Homeless, won’t be able to access their regular funding to help support veterans pay their monthly rent.  
    Cuts off 988 Suicide and Crisis Lifeline: Pauses funding for the suicide and life crisis hotline that offers real-time support for those struggling with a mental health crisis, emotional distress, and alcohol or durg use.  
    After our Bipartisan Infrastructure Law has already invested $5.3 billion in Colorado, all DOT grant programs will be paused and reviewed. Many Colorado projects are at risk, including all major programs impacting highways, aviation, safety, rail, and more.
    Appeases China by allowing them to continue having a hold in our rural communication networks: Hickenlooper successfully secured $3.08 billion for the Federal Communications’s Secure and Trusted Communications Networks Reimbursement Program, or the Rip and Replace program for short. Colorado was awarded the highest outstanding amount. That funding is now paused, leaving our rural small businesses in the dust and our telecommunications networks at risk.

  • MIL-OSI Global: Commerce oversees everything from weather and salmon to trade and census − here are 3 challenges awaiting new secretary

    The U.S. secretary of commerce oversees the smallest but arguably most complex of all Cabinet-level departments.

    Established as a distinct entity in 1913, it has evolved into a sprawling organization with 13 bureaus spanning a wide variety of critical areas that include weather forecasting, conducting the census, estimating gross domestic product, managing fisheries, promoting U.S. exports, setting standards for new technology and allocating radio frequency spectrum. It is even home to one of America’s eight uniformed military services, the NOAA Commissioned Officer Corps with its own fleet of ships, aircraft and 321 commissioned officers. Its main mission is to monitor oceans, waterways and the atmosphere in support of the National Oceanographic and Atmospheric Administration.

    As a result, there is no other Cabinet position that has to engage with lawmakers in Congress across so many disparate technical issues, committees and stakeholders. This medley reflects both the historical evolution of the U.S. economy and a degree of political happenstance.

    I served at the Commerce Department in several roles, including as chief financial officer and assistant secretary for administration, management and budget, and have watched several administrations attempt to craft an overarching strategic narrative around this diverse set of missions.

    Besides the difficult job of formulating a unifying strategy for the department’s many activities, I believe there are three specific challenges in particular that await the next secretary, a position that requires Senate confirmation.

    Commerce: A sprawling bureauocracy

    From its earliest days, the Commerce Department has collected trade statistics, overseen lighthouses and issued patents and trademarks. But since then, its portfolio has expanded significantly.

    In 1970, NOAA was placed inside Commerce, partly as a result of a feud between President Richard Nixon and his interior secretary, Wally Hickel, over the Vietnam War. NOAA now accounts for more than half the department’s US$11 billion budget and has created some peculiar departmental overlaps.

    As President Barack Obama joked in his 2011 State of the Union speech, “The Interior Department is in charge of salmon while they’re in freshwater, but the Commerce Department handles them when they’re in saltwater.”

    While the joke wasn’t quite accurate – a division of Commerce manages salmon in both fresh and saltwater, though Interior does restore their habitat – it does reflect some odd situations. For example, when it comes to sea turtles, Interior oversees their nests on shore, whereas Commerce protects them in the open sea.

    Due to the department’s broad interests, the commerce secretary has a role in nearly every important issue facing the country.

    He or she needs to be a quick study who is able to multitask, respond to congressional inquiries on a myriad of topics, as well as manage a 50,000-strong workforce including economists, scientists, statisticians, meteorologists and other experts.

    One example of the caliber of experts Commerce oversees is the National Institute for Standards and Technology, which does cutting-edge research in bioscience, artificial intelligence, materials science and industrial measurement standards. The institute currently has five Nobel laureates in physics and chemistry on its staff and is on the front lines on cybersecurity and national defense.

    While it’s unclear how Trump nominee Howard Lutnick plans to unify Commerce’s work, the previous secretary, Gina Raimondo, outlined five strategic goals for her department, including driving U.S. global competitiveness, using data to find new opportunities and modernizing its services and capabilities.

    The Senate Committee on Commerce, Science and Transportation is holding a hearing on Jan. 29, 2025, to consider Lutnick’s nomination.

    Challenge No. 1: Another census is just around the corner

    The incoming secretary’s biggest challenge will be the decennial census due on April 1, 2030.

    The census counts every person living in the U.S. and five U.S. territories. Census data is used to apportion the number of seats each state has in the House of Representatives and to adjust or redraw electoral districts, as well as to apportion federal funding allotted to each district. Consequently, the census receives huge attention in Congress. It will be an especially hot topic because the data collected in the 2020 census had errors due to the pandemic.

    Conducting the census is highly labor intensive and takes many years of planning and preparation, which ramp up now.

    The Commerce Department must hire 500,000 temporary workers, open local offices and run large-scale field tests, award billions of dollars in contracts, and work with every state, local, county and tribal government in the country to map where people live. This includes dorms, homeless shelters, nursing homes, prisons, oil rigs, boats, tents, hospitals and mobile homes as well as houses and apartments.

    The Census Bureau says it began planning for 2030 as far back as 2019 and is preparing to do a test census in 2026.

    Trump administration policies, such as ongoing efforts to round up and deport undocumented migrants, will make it even more challenging to count immigrants and other historically hard-to-reach groups. During his first term, President Donald Trump sought to prevent unauthorized immigrants from being counted at all – but ran out of time.

    Challenge No. 2: NOAA on the front lines of climate change fight

    Second, NOAA is likely to be in the political crosshairs, due to its role as a global leader in studying oceans, climate and coastal ecosystems.

    It tracks rising sea levels, ocean acidification and extreme weather events, and forecasts their impact on fisheries, shipping, marine protected areas and habitats. It also runs the National Weather Service and issues severe storm warnings. These and many other NOAA activities are vital to monitoring the pace of climate change and helping Americans adapt.

    NOAA’s mission and its budget are sure to be scrutinized by the Trump administration, which has already reversed a variety of policies meant to slow the pace of climate change. Trump himself has called climate change a “hoax.” That and policy proposals that seek to break up or privatize NOAA suggest many of NOAA’s climate-related activities could be under threat.

    Challenge No. 3: The patent problem

    A third challenge the incoming secretary will face is an ongoing crisis at the Patent and Trademark Office.

    Unlike most federal agencies, the Patent and Trademark Office is funded by user fees collected from applicants rather than from tax revenue. This is supposed to make it more efficient and easier to hire staff quickly, but the model is under stress due to a shortage of patent examiners with skills in assessing science, technology, engineering and math applications. The agency currently has a backlog of over 800,000 unexamined patent applications – near an all-time high.

    The backlog is likely to continue to grow as artificial intelligence and other state-of-the-art technologies accelerate the discovery cycle, but the slow process of patent approval – two years on average – can throw a wrench in it.

    Patents and trademarks are critical to U.S. competitiveness because they reward innovation and discovery and help inventors attract investors.

    The Trump administration’s broad federal hiring freeze is likely to worsen the Patent and Trademark Office’s staffing issues, while the back-to-office mandate may make it harder to recruit patent examiners, who often work remotely.

    On top of this, Elon Musk, whose companies hold large numbers of patents and who already holds tremendous sway in the Trump administration, says “patents are for the weak” and compared them with landmines in warfare. “They don’t actually help advance things,” he said. “They just stop others from following you.”

    In addition to these three areas, Commerce’s roles in international trade, telecommunications, industrial security and other matters could also become epicenters of any global crisis.

    This all adds up to an uncomfortable mix of political and operational challenges for the next secretary.

    Democratic Republic of the Congo
    Turning to the Democratic Republic of the Congo. This morning the Secretary-General spoke to the President of the Democratic Republic of the Congo, Félix Tshisekedi, as well as with the President of Rwanda, Paul Kagame. During his conversation with the President of Rwanda, they discussed the situation in the DRC, with an emphasis on the protection of civilians.
    This afternoon, at 3pm, the Security Council will meet to discuss the situation in the country. Vivian van de Perre, the Deputy Special Representative for Protection and Operations for the UN peacekeeping operations – MONUSCO – is expected to brief from Goma.
    On the ground, in Goma, the security situation remains extremely volatile. M23 forces are inside the city and UN peacekeeping personnel and troops have largely been forced to take shelter in bunkers.
    Medical facilities in Goma are reportedly overwhelmed, and essential services are disrupted.
    Currently, M23 forces control the airport and there are real risks of breakdown of law and order in the city. The Mission has also seen credible reports of prisoners who have escaped from the Goma prison, as well as looting by civilians. Non-essential UN personnel have been temporarily relocated from Goma and the surrounding area.
    The movement of essential supplies and personnel is an urgent concern. Armed clashes continue in multiple regions, including Masisi, Rutshuru, and Nyiragongo, further displacing civilians and complicating humanitarian efforts.
    Peacekeepers also report that protests in Kinshasa over the ongoing situation in eastern DRC have turned violent, with demonstrators setting fires outside UN premises [MONUSCO and UN agencies] and targeting several embassies. Looting has also been reported in Kinshasa.
    For its part, the Office for the Coordination of Humanitarian Affairs tells us that the humanitarian situation in and around Goma remains worrying. Hospitals in Goma continue to be overwhelmed, struggling to manage the influx of wounded people.
    Two ambulances from a local NGO were targeted in the city of Goma today while attempting to evacuate wounded people.
    According to humanitarian partners, there are also reports of gender-based violence; the looting of property, including several humanitarian warehouses; and humanitarian and health facilities being struck in the fighting.
    Electricity and water supplies are still disrupted. The phone network is operational, but the Internet is not.
    OCHA reiterates that all parties must do all they can to spare civilians in military operations. Schools, hospitals and other civilian infrastructure must be protected.
    If the situation remains calm tomorrow, aid workers are planning to resume their efforts to respond to the enormous humanitarian needs.
    WFP tells us that access to food in Goma has been impacted. They remain focused on supporting the 7.1 million most vulnerable women, men, and children and also aim to resume delivering assistance as soon as circumstances allow.

    Paris Agreement
    The United States of America notified the Secretary-General, in his capacity as depositary, of its withdrawal, on 27 January 2025, from the Paris Agreement of 12 December 2015.
    The United States had signed the Paris Agreement on 22 April 2016 and expressed its consent to be bound by the Agreement by acceptance on 3 September 2016.
    It then withdrew from the Agreement effective on 4 November 2020, before accepting it again as of 19 February 2021.
    According to Article 28, paragraph 2, of the Paris Agreement, the withdrawal of the United States will take effect on 27 January 2026.
    The UN reaffirms its commitment to the Paris Agreement and to support all efforts to limit the rise in global temperature to 1.5 degrees Celsius.

    Deputy Secretary-General/Travels
    The Deputy Secretary-General, Amina J. Mohammed, attended the second and final day of the Africa Energy Summit in Tanzania today. In her opening remarks, she called on the African leaders present to advance energy access by 2030. To realize this vision, the Deputy Secretary-General stressed the need for strong institutions, effective multilateral cooperation and investments from the public and private sectors to scale up implementation of energy projects.
    The Deputy Secretary-General engaged with Heads of State and Government, ministers, and other high-level representatives to discuss cooperation with the United Nations towards achieving the 2030 Agenda and the Paris Agreement.
    She will return to New York on Wednesday.

    The Competition Commission of India has approved the proposed acquisition of up to 72.64%shareholding in ITD Cementation India Limited by Renew Exim DMCC.

    The proposed combination involves the following:

    1. Acquisition by Renew Exim DMCC (Acquirer) of approximately 46.64% equivalent to 8,01,13,180 shares of the total issued and voting equity share capital of the ITD Cementation India Limited (Target).

     

    1. Pursuant to the SEBI (Substantial Acquisition of Shares and Takeovers) Regulations, 2011 (as amended) (Takeover Regulations), the Acquirer has launched an open offer for further acquisition of up to 4,46,64,772 fully paid-up equity shares having a face value of INR 1 (Indian Rupee One) each, representing approximately 26% of the Voting Share Capital of the Target (Open Offer).

     

    The Acquirer is incorporated in Dubai, United Arab Emirates and belongs to the Adani group. The Acquirer is a holding company engaged in the business of investment in commercial enterprises and management. The Acquirer does not have any operations in India.

  • MIL-OSI Europe: Netherlands: Royal Schiphol Group enters into a loan agreement with the EIB for infrastructure investments

    Royal Schiphol Group and the European Investment Bank (EIB) have entered into a loan agreement to the value of EUR 175 million. This represents the first installment of a total financing of EUR 400 million. The loan contributes to the financial stability of Schiphol and is an important milestone in the realisation of the major EUR 6 million investment programme.

    CFO Robert Carsouw: ’The largest investment programme in the airport’s history asks for robust finances and healthy cashflows. Additional financial resources are necessary in order to realise the infrastructure investments. We are very pleased with the support of the EIB and look forward to continuing our longstanding relationship. This loan contributes to ensuring our financial foundation.’

    New baggage basement

    This loan will be used primarily for the construction of a new baggage basement. The new baggage basement will provide the necessary capacity to replace and upgrade the existing baggage system, which will improve working conditions for baggage handlers. The preparations for construction started recently.

    Schiphol is investing EUR 6 billion over the next 5 years in the improvement of airport facilities including the maintenance and renovation of aviation infrastructure, renovation of passenger and employee facilities and implementation of innovative improvements to working conditions.     Ongoing EIB support

    Apart from previous financing for Schiphol’s infrastructure projects, in 2023, the EIB supported the airport’s electrification of airside equipment, which helped to lower emissions in line with Schiphol’s sustainability targets. With the planned investments related to this new loan, Schiphol will enhance its operational capabilities and contribute to the critical civilian infrastructure.   • MIL-OSI Global: Five reasons why vertical farming is still the future, despite all the recent business failures

    Plant factories are failing, with multiple companies closing or going bankrupt in recent months. This includes the largest vertical farm on the planet, in Compton, Los Angeles.

    Owned by San Francisco-based startup Plenty, the farm opened in 2023 to grow salads in partnership with Walmart. It was mothballed at the end of 2024, with the company citing the rising cost of energy in California as a major problem.

    Despite raising over US$1 billion (£802 million) from investors, the company’s value has reportedly plummeted from US$1.9 billion to below US$15 million. It now aims to focus solely on strawberry production in Virginia.

    New York-based Bowery Farming also halted all operations in late 2024, having previously being valued at US$2.3 billion. Fellow American vertical farmers AeroFarms, Kalera and AppHarvest have similarly filed for bankruptcy in the past two years, as has the UK’s Growing Underground, among various others.

    Clearly these are major setbacks. Year-round illuminated greenhouses and stacked, controlled-environment warehouses for producing food have been hailed as a sustainable alternative to traditional farming, promising fresh food close to populations.

    This reduces the need for transportation, which together with other issues in traditional farming such as soil degradation and forest clearing see it contributing around 20% of the greenhouse gases that lead to planetary warming and climate change.

    Multiple new indoor-farming companies sprang into life in the past decade, driven by significant venture capital. They harnessed the latest in LED lighting and hydroponic and aeroponic growing systems, using land and water ten to 100 times more efficiently than in a field and with far fewer pesticides.

    Initially developed to grow leafy greens and microgreens, these farms have more recently turned to higher value produce including herbs, strawberries, tomatoes and grapes.

    Among the reasons for the business failures are rising energy costs; the fact that traditional farming is cheaper, making it hard to compete on price; and the fact that rising interest rates have made financing more expensive.

    Together with other challenges such as high energy consumption and finding enough skilled labour, many opponents are writing this sector off as a fad that is unlikely to ever make a big impact on food security.

    This ignores success stories, such as JFC and Grow-up Farms, which are regular suppliers to the UK supermarkets. But more broadly, there are various reasons why the critics are likely to be wrong:

    1. We’re still early

    Vertical farming has been proving itself by “learning by doing” for the past decade. Kicked off by Nasa space scientists seeking to grow food in hostile environments with zero gravity and heavy radiation, this field is still highly experimental.

    New technologies like this one often conform to the Gartner hype cycle, where big initial expectations are rarely met, leading to a trough of disillusionment. Following this, the benefits start to crystallise as new players enter the market and mainstream adoption begins.

    Vertical farming is only a very small proportion of total farming, but it looks very likely to flourish given the need to reduce greenhouse-gas emissions, and the threats to food security from climate change and population growth. In addition, the costs are likely to be reduced by the arrival of much more renewable energy at cheaper prices in years to come.

    2. Heavy plant demand is coming

    Society stands on the edge of an unprecedented transformation as it shifts away from fossil fuels. We’re going to move to a circular bioeconomy, in which green plants will be central as feedstocks for everything from aviation fuels to alternative proteins to vaccine production to plant-based plastics.

    All this means greater pressure on land resources for food production, and an enhanced need for vertically stacked agriculture that recycles water and nutrients and requires fewer chemicals.

    3. Science is on its side

    Unexpected scientific discoveries continue to drive vertical farming. For example, tunable wavelength LEDs have shown that certain spectral bands can affect crops profoundly.

    Far-red light, which is just beyond visible red light, promotes growth and flowering, raising lettuce yields by 30%, for example. Blue light can improve shelf-life and nutritional quality, even enhancing certain plant chemicals known to help prevent cancers.

    The significance of these discoveries has yet to be fully realised, but by the complete control of the farming environment that indoor farming makes possible, we will be able to more easily tailor food quality for the betterment of people and the planet.

    4. It’s horses for courses

    Growing leafy greens indoors in California, as Plenty did, was always going to be challenging. This is the state where they invented the iceberg lettuce, where wall-to-wall sunshine and even temperatures enable farmers to grow enough salad greens to supply the whole of the US.

    Contrast Singapore, where only 6% of fresh produce is locally grown. This has prompted the government to develop the “30 x 30” goal to supply 30% of nutritional needs by 2030, with vertical farming a key part of the strategy.

    Similarly the United Arab Emirates imports over 90% of its food, and is looking towards a future that includes vertical farming. The UK and much of northern Europe, where the outdoor growing season is short and land is limited, can also benefit from these technologies (and indeed, do already).

    5. Baby and bathwater

    Unlike the cutting-edge LED-illuminated, stacked warehouses, intensive hydroponic greenhouses have been operating commercially for decades. The Netherlands leads the way in supplying year-round fresh produce from these structures, and is now the second biggest food exporter in the world.

    Even in the UK, its common for such greenhouses to supply potted herbs, tomatoes and strawberries all year round.

    These are a half-way house to vertical farming, and are also likely to be in greater demand in the coming decades. They could well extend their reach to supply fresh nutritious food to places where food security may be particularly challenged, such as Africa, south Asia and the Middle East.

    Gail Taylor has received funding for research on vertical farming from the John B. Orr Endowment from the University of California, Davis and gift funding from the company, Plenty. Between 2021 and 2024 she was a member of the Scientific Advisory Board for the company Plantible Foods.

    Today, Governor Stein announced that Pratt & Whitney, an RTX business (NYSE: RTX), will expand its turbine airfoil manufacturing plant in Buncombe County, a significant vote of confidence in western North Carolina. The company’s expansion project will create 325 additional jobs and includes an additional investment of $285 million in Asheville.  

    “Western North Carolina’s economy took it on the chin after Hurricane Helene, yet still it remains an incredible place to work and do business,” said Governor Josh Stein. “Pratt & Whitney clearly sees the opportunities in North Carolina and the strength of our highly skilled workforce. We look forward to welcoming them here.” 

    Pratt & Whitney is a world leader in the design, manufacture, and service of aircraft engines and auxiliary power units.  More than 17,000 customers operating in more than 200 countries and territories use Pratt & Whitney engines, with more than 90,000 engines currently in service.  The company’s Asheville facility, first announced in October 2020, produces high-tech turbine airfoils, an important component in aircraft jet engines.  The company’s new project will expand its production capacity to meet growing customer demand.

    The North Carolina Department of Commerce led the state’s support for the company during its site evaluation and decision-making process.

    The average salary for the new positions will be $62,413, compared with an average wage in Buncombe County of $55,416.  The new positions will bring an annual payroll impact to the community of more than $20 million per year. 

    The company’s project in North Carolina will be facilitated, in part, by a Job Development Investment Grant (JDIG) approved by the state’s Economic Investment Committee earlier today. Over the course of the 12-year term of this grant, the project is estimated to grow the state’s economy by nearly $2.1 billion. Using a formula that takes into account the new tax revenues generated by the new jobs and the capital investment, the JDIG agreement authorizes the potential reimbursement to the company of up to $4,202,250, spread over 12 years. State payments only occur following performance verification by the departments of Commerce and Revenue that the company has met its incremental job creation and investment targets. 

    The project’s projected return on investment of public dollars is 317 per cent, meaning for every dollar of potential cost, the state receives $4.17 in state revenue. JDIG projects result in positive net tax revenue to the state treasury, even after taking into consideration the grant’s reimbursement payments to a given company.  

    Because Pratt & Whitney chose to expand in Buncombe County, classified by the state’s economic tier system as Tier 3, the company’s JDIG agreement also calls for moving $1,400,750 into the state’s Industrial Development Fund – Utility Account. The Utility Account helps rural communities finance necessary infrastructure upgrades to attract future business. Even when new jobs are created in a Tier 3 county such as Buncombe, the new tax revenue generated through JDIG grants helps more economically challenged communities elsewhere in the state. 

    “Many local, regional, and state organizations have worked hard to bring this new economic development project to Buncombe County, all while working diligently through the many details of storm recovery,” said Representative Eric Ager. “We look forward to seeing Pratt & Whitney continue to thrive in our great community.”

    Latest reports from Goma in eastern Democratic Republic of the Congo (DRC) from UN teams on the ground indicate a fast-deteriorating situation on Tuesday amid an ongoing assault by M23 rebels on the provincial capital.

    Dead bodies lie in the streets, hospitals are overwhelmed and there has been an uptick in reports of sexual violence, rape and looting.

    Roads are blocked, ports are closed and those crossing Lake Kivu risk their lives in makeshift boats,” said Shelley Thakral, spokesperson for the UN World Food Programme (WFP) – one of many UN agencies on the ground striving to provide assistance and protection wherever possible. “I spoke just moments ago to an activist In Goma and he told me, ‘We’re here, we’re hiding. We don’t know who will come to help us.’”

    The UN aid coordination office, OCHA, echoed the humanitarian community’s deep concerns about the spiralling violence across the resource-rich region that has uprooted some 300,000 people from camps around Goma in a matter of days.

    Aid targeted

    “Our colleagues in the DRC report heavy, small arms fire and mortar fire across the city and the presence of many dead bodies in the streets,” said OCHA spokesperson Jens Laerke. “We have reports of rapes committed by fighters, looting of property, including of a humanitarian warehouse and humanitarian and health facilities being hit.”

    The emergency has left hospitals in Goma reportedly overwhelmed by the influx of wounded people, electricity and water supplies “compromised” and internet services cut off on Monday. “Goma is still offline this morning,” Mr. Laerke told journalists in Geneva.

    The development came amid urgent calls from the international community including the Security Council in New York, where ambassadors on Tuesday demanded an immediate halt to the M23 rebel offensive and called for the group to withdraw from territories it has seized.

    The ambassadors reiterated their support for the UN peacekeeping force in the DR Congo, MONUSCO, and paid tribute to blue helmets who have lost their lives from South Africa, Malawi and Uruguay in recent days.

    The Council also condemned the presence of “external forces” in eastern DRC – amid reports Rwandan troops are heavily involved in the offensive – and called for all parties to adhere to the ceasefire and return to diplomatic talks.

    Years of crisis

    Before the latest escalation in violence in eastern DRC’s Kivus, some 5.1 million people had already been displaced by years of insecurity in the mineral-rich region and forced to live in overcrowded camps with little food and no security.

    UN agencies and partners continue to monitor the highly unstable situation which has forced WFP to temporarily pause food assistance activities in around Goma. “The airport and major access roads within the region have been cut off…Depending on the duration of violence, the supply of food into the city could be severely hampered,” said WFP’s Ms. Thakral.

    “This is a huge test for Congolese trapped by fighting in Goma and surrounding areas…the next 24 hours will be critical as people start to run low on supplies and will need to see what they can find to survive.”

    Disease fears

    The highly mobile nature of the emergency has prompted additional fears that existing diseases may spread quickly among uprooted populations, although preventive measures were taken before the latest escalation, the UN World Health Organization (WHO) said. 

    For the moment the immediate concern is to help victims of the violence.

    “There are currently hundreds of people in hospital, most admitted with gunshot and shrapnel wounds, with secondary infections becoming a health risk,” said Dr Adelheid Marschang, Emergency Response Coordinator for the DRC.

    She noted that before Goma airport closed on Saturday, WHO had sent critical medical supplies for trauma and emergency care, infection prevention, cholera and more.

    The UN agency’s response to the crisis has also included providing tents for hospitals to cope with the increasing number of injured. It has medical hubs in North and South Kivu, in the cities of Goma and Bukavu to support health care needs in eastern DRC.

    Last year the provinces of North and South Kivu reported high numbers of cholera, measles and malaria cases and deaths, Dr. Marschang said, warning of a “heightened risk for spillover of cholera” into neighbouring countries and provinces.

    The area was also the epicentre of an outbreak of a new strain of mpox, declared a public health emergency of international concern in August 2024. Dr. Marschang warned that the new wave of displacement will make it increasingly hard to track and treat the disease.

    Amid the lethal violence, hospitals and health workers themselves are in danger, the WHO official said, with “reports of health workers being shot at and patients including babies being caught in crossfire”.

    “Attacks on healthcare violate the rules of war. Healthcare must be protected at all times,” she insisted.

    Sexual violence alert

    WHO and other UN agencies and partners said that they are especially worried about the increasing risk to women and girls from violence, including rape.

    “Pregnant women are at risk, with very high maternal death rates, even before the violence escalated,” WHO said.

    “Sadly, hospitals and health workers are in danger.  We are hearing reports of health workers being shot at, and patients, including babies, being caught in the crossfire.  WHO reminds everyone that attacks on healthcare violate the rules of war.  Health care must be protected at all times.”

    Echoing those concerns, WFP’s Ms. Thakral reported that mobile teams and mobile clinics are at work amid reports that women had been raped multiple times while searching for firewood or after leaving the perimeter of their camp.

    Other reports indicated “an increase in rape along the pathways that some of the conflict partners are now taking into South Kivu,” she said, underscoring the agency’s efforts “to have some solutions to follow the populations as they move”.

  • MIL-OSI USA: Low-level flights to reimage geology over parts of central Florida following Hurricanes Milton, Helene

    RESTON, VA – A low-flying airplane will soon be visible to residents in parts of central Florida. 

    Data collection for this survey area will begin in January 2025 and last potentially through April, weather permitting.

    The survey will cover parts of the following counties in Florida: Hardee, Hillsborough, Manatee, Pasco, Polk, and Sarasota.

    The airplane will fly along pre-planned flight paths relatively low to the ground at about 300 feet (100 meters) above the surface. The ground clearance will be increased to 1,000 feet (300+ meters) over populated areas in compliance with Federal Aviation Administration regulations. 

    The scientific instruments on the airplane are completely passive, with no emissions that pose a risk to humans, animals, or plant life. No photography or video data will be collected.

    Instruments on the airplane will measure variations in low-level radiation created by different rock types. This information will provide scientists with the framework needed to better evaluate natural resources, groundwater, or geologic hazards. 

    The effort is part of the U.S. Geological Survey Earth Mapping Resources Initiative (Earth MRI); a nationwide collaboration between the USGS and state geologists to modernize our understanding of the nation’s fundamental geologic framework through new geologic maps, geophysical and topographic surveys, and geochemical sampling. 

    Experienced pilots who are specially trained and approved for low-level flying will operate the aircraft. All flights will occur during daylight hours and are coordinated with the FAA to ensure compliance with U.S. law. More information on USGS mineral resources research can be found here.

    The flights are being coordinated by the USGS and the Florida Geological Survey. Their goal is to image geology at the surface and below ground using airborne geophysical technology, with applications to hurricane resiliency and critical mineral resource evaluation. The data collected will be made freely available to the public once complete. 

    The survey will include re-flights of an area previously surveyed last year to study any changes to the geology following Hurricanes Milton and Helene, which made landfall in Florida in September 2024. The 2024 surveys marked the first time in more than 45 years that a public high-resolution survey has been flown in these areas.

    This survey will be flown by contractor Xcalibur Multiphysics via a subcontract to Fugro.

    Kinshasa (Agenzia Fides) – Fighting continues in Goma, the capital of North Kivu, which the M23 rebels took over between Sunday 26 and Monday 27 January (see Fides, 27/1/2025). The M23 forces are encountering resistance from soldiers of the Congolese armed forces (FARDC) and pro-government Wazalando militiamen. Four other South African soldiers from the Southern African Development Community Mission in the Democratic Republic of Congo (SAMIDRC) were killed in the clashes, after nine soldiers had already been killed in the last two days. The clashes are concentrated in the area of the airport, which has now also been taken over by the M23.The situation in the city remains chaotic. There are fighting, power and communication outages and looting. Residents are fleeing the city. The World Food Programme (WFP) has meanwhile expressed concern about the suspension of the distribution of humanitarian aid in the region, which could lead to severe food shortages in the next 24 hours. In a message published yesterday, January 27, the Bishop of Goma, Willy Ngumbi Ngengele, reported “I am horrified to learn of the bombings, including those targeting the neonatal department of the Charité Maternelle General Hospital, resulting in the deaths of newborns, and the attack on the diocesan procuracy compound, which shattered the windows of the newly inaugurated building”. “I deplore the looting of certain businesses and warehouses by the population and, at times, by the military, further worsening an already dire humanitarian situation,” wrote the Bishop of Goma. “I urge all parties involved in the current armed conflict, as well as the population, to show absolute respect for human life and for private and public infrastructure, which must be preserved by all under any circumstances, in accordance with human dignity and international law” continues Mgr. Ngumbi Ngengele. The Bishop concludes by urging “the Clergy, Consecrated Persons, as well as the faithful, and all people of goodwill, to provide the necessary assistance to anyone in need”.   • MIL-OSI United Nations: Crisis in eastern DRC escalates – leads to greater humanitarian and protection needs

    Kinshasa/Geneva: A major surge in violence in the eastern region of the Democratic Republic of the Congo (DRC) has led to hundreds of thousands of people fleeing multiple active conflict zones.

    There are growing protection concerns as hundreds of thousands of people have been displaced in and around Goma, many are exposed to the Gender Base Violence crisis and with limited access to food, safe clean drinking water and an income – the risks facing the populations will only increase in these volatile conditions. 

     Families fleeing the fighting face unimaginable challenges. Every step of their journey is fraught with danger. Roads are blocked, ports are closed, and those crossing Lake Kivu risk their lives in makeshift boats. Certain IDP sites have been emptied where fighting has been the most violent. 

    I spoke earlier to a CSO activist in Goma:

    “The security and humanitarian situation in Goma is currently deteriorating. We are still here, but in hiding. We don’t know who will come to help us, we who are activists. There is a massive displacement of the population, including both new and long-time displaced people.”

    Even before the recent escalation of violence some 5.1 million people in Ituri, North and South Kivu, have been displaced and forced to live in overcrowded camps with little food and no security.    

     WFP’s priority is keeping staff and their dependents safe. Only critical WFP staff remain in the area and once the security situation improves, we can resume our emergency assistance and operations.  

    Food assistance activities in and around Goma have been temporarily paused. WFP is concerned about food scarcity in Goma and rising food prices as the airport and major access roads within region have been cut-off. Depending on the duration of violence the supply of food into the city could be severely hampered. This is a huge test for Congolese trapped by the fighting in Goma and surrounding areas – of their resilience and the next 24 hours will be critical as people start to run low on supplies and will need to see what they can find to survive.

    WFP strongly condemns the escalation of violence in the eastern DRC that is endangering civilian populations. We call on all parties to the conflict to immediately cease hostilities and uphold obligations under International Humanitarian Law, including the protection and safety of humanitarian workers.

    JOINT BASE PEARL HARBOR-HICKAM, Hawai‘i – The Hawai‘i Air National Guard (HIANG) will be hosting a Sentry Aloha fighter exercise from Wednesday, Jan. 29 through Feb. 12. O‘ahu residents, particularly along the island’s southern coast, may see an increase in military aircraft during takeoffs and landings at Daniel K. Inouye International Airport. The public may hear more jets and there is a possibility of short flight delays.

    Sentry Aloha is an ongoing series of exercises hosted by the HIANG’s 154th Wing enabling tailored, cost-effective, and realistic combat training for Air National Guard, U.S. Air Force, and other Department of Defense services. It provides U.S. warfighters with the skill sets necessary to perform homeland defense and overseas combat missions.

    Sentry Aloha exercises have been conducted by the HIANG for more than 20 years. This iteration of the exercise, Sentry Aloha 25-1, will involve approximately 800 personnel and over 28 aircraft from four states.

    Visiting units include the F-35C Lightning II’s from California, and KC-135 Stratotankers from Washington and Mississippi. The visiting aircraft will take part in simulated combat exercises with the 199th and 19th Fighter Squadrons’ Hickam-based “Hawaiian Raptors.”

    The 199th Fighter Squadron is part of the 154th Wing, the largest wing in the Air National Guard. The Hawai‘i Air National Guard comprises nearly 2,500 personnel whose federal mission is to be trained and available for active duty Air Force operational missions.

    More than 200 UK jobs will be supported through a new contract to boost the Royal Navy’s warship combat systems and increase their ability to track, analyse and respond to threats in combat.

    More than 200 UK jobs will be supported through a new contract to boost the Royal Navy’s warship combat systems and increase their ability to track, analyse and respond to threats in combat.  

    The contract, worth £285 million, has been awarded to BAE Systems, to maintain and modernise vital combat management systems (CMS) on Royal Navy vessels, including Type 23 frigates, Type 45 destroyers, Queen Elizabeth Class aircraft carriers and Type 26 frigates.

    Such systems provide warship crews with all the information they need to track, analyse and respond to threats in combat. The contract will support hundreds of jobs across the UK delivering on the government’s Plan for Change. 

    Minister for Defence Procurement and Industry, Maria Eagle MP said:

    This significant investment in our industry is another example of how our Government is making defence an engine for growth.  

    We are strengthening the UK’s defences while supporting growth, with hundreds of high-skilled jobs, to help deliver on our Plan for Change.   

    By working with British industry we’re ensuring our Royal Navy has the advanced technology it needs while strengthening our domestic defence industrial base.

    The project, dubbed RECODE (Real-time Combat System Open Data Enablers), will sustain more than 200 highly skilled UK jobs at BAE Systems in Filton, Dorchester, New Malden, Frimley and Portsmouth. It will also create additional investment in Small Medium Enterprises (SMEs) and high-tech suppliers across the UK.  

    The CMS is the primary method for Royal Navy operators to interact with weapons and sensors. The system supports operators in their Decide and Enable functions by providing a range of tools including:  

    • Situation awareness.
    • Tactical picture compilation.
    • Threat evaluation and weapon assignment.
    • Navigation and blind pilotage.
    • Weapon direction and control.

    The upgrades announcement comes just a week after the Royal Navy was tracking a Russian spy ship, Yantar, in British waters. The Royal Navy was able to follow its every move before the Russian ship left for the Mediterranean waters.  Crucial upgrades such as RECODE will further improve the Royal Navy’s crucial deterrence capabilities.  

    This builds on the strategic aims of the Government’s upcoming Defence Industrial Strategy, aligning national security with a high-growth economy to support the Plan for Change.   

    The combat management systems provide Royal Navy crews with essential situational awareness and operational capabilities. The new contract builds on 25 years of BAE Systems’ combat management expertise supporting the Royal Navy.  

    The Government is developing a full Defence Industrial Strategy, which the Defence Secretary launched in December, to ensure Defence is an engine for UK growth.

    Senior advisory group supporting Sir Jon Cunliffe on major water reset

    Leading voices from areas including the environment, public health and investment have been announced today (28 January) as the new advisory group to the independent water commission, chaired by Sir Jon Cunliffe.  

    Sir Chris Whitty (Chief Medical Officer), Richard Benwell (CEO, Wildlife & Countryside Link),  Professor Isabelle Durance (Professor of Integrated Water Sciences at Cardiff University) and Peter Harrison (former CEO, Schroders) are among the nine members advising the commission in its major review of the water system. 

    A Call for Evidence will be published in February 2024 to bring in views from all interested parties on possible areas of reform. 

    The members are: 

    • Richard Benwell (environment expert), Chief Executive of Wildlife and Countryside Link, a coalition of environmental charities. Previously policy adviser to the Defra Secretary of State and worked in policy and advocacy roles for the Wildfowl and Wetlands Trust and RSPB.   

    • Chris Whitty (public health expert), Chief Medical Officer for England and Chief Medical Adviser to the UK Government. 

    • Professor Isabelle Durance (environmental science and Welsh water system expert), Founder and Director of the Water Research Institute at Cardiff University, and Professor of Integrated Water Sciences

    • Jon Loveday (project delivery and commercial expert), Director of Infrastructure, Enterprise and Growth at the Infrastructure and Projects Authority (IPA). Shareholder Non-Executive Director of Crossrail International and Sizewell C. Former Executive Director within the water, telecoms and energy sectors. 

    • Stephen Peacock (planning and place-making expert), CEO of West of England Mayoral Combined Authority. Former CEO and Executive Director of growth and regeneration at Bristol City Council 

    The independent water commission was announced by the UK and Welsh governments in October 2024 to help deliver a reset of the water sector, chaired by Former Deputy Governor of the Bank of England, Sir Jon Cunliffe.

    The upcoming Call for Evidence will look at the management of the overall water system, regulatory reform, and the role of water companies, owners and investors.   

    A set of recommendations will be delivered later this year to the Defra Secretary of State Steve Reed and Huw Irranca Davies, Wales’ Deputy First Minister with responsibility for Climate Change and Rural Affairs.  

    Sir Jon Cunliffe, Chair of the independent water commission, said: 

    Since taking up this role I have seen the many complex challenges faced by the water sector in England and Wales. All sides know that change is clearly needed.  

    The calibre of expertise we have bought together in this group reflects the significance of the task ahead.

  • MIL-OSI China: Tensions remain high in DR Congo amid rebellion attacks in major city

    Tensions remained high in the Democratic Republic of the Congo (DRC) on Tuesday as the March 23 Movement (M23) rebellion advanced in the country’s North Kivu and South Kivu provinces.

    President of the DRC Felix Tshisekedi is expected to address the nation amid the humanitarian crisis and major advances by the rebellion in the eastern part of the country, a DRC official said late Monday. However, he did not specify the exact time of the president’s national address.

    Vital Kamerhe, president of the National Assembly, the country’s lower house of parliament, made the announcement after a high-level meeting chaired by Tshisekedi on the humanitarian and security situation in Goma, the capital of the North Kivu province, which is currently facing attacks by the rebels.

    Since Sunday evening, gunfire has been heard across Goma, a city with over 700,000 internally displaced people living on its outskirts. On Monday morning, fighting intensified in various parts of the city, including areas near the border with Rwanda, local sources told Xinhua.

    “Active combat zones have spread to all neighborhoods of the city,” Bruno Lemarquis, the deputy U.N. envoy and top U.N. humanitarian official in the DRC, told a news conference on Monday. The situation in Goma remains “fast-evolving,” he added.

    Other local sources said the rebels gained the upper hand after capturing Mount Goma, a strategic hill 1,500 meters above sea level in the city’s center. Several M23 columns entered neighborhoods in the city, and residents saw their movement along both major and minor roads.

    According to UN sources, the border between Rwanda and the DRC near Goma was closed Monday morning. For several days, a significant number of Goma residents crossed the border to seek refuge in Gisenyi, a Rwandan town bordering the DRC, where panic has been mounting amid reports of gunfire.

    In its latest statement released early Monday, M23 announced that the “liberation of the city has been completed” and that “the situation is under control” following a 48-hour ultimatum given to Congolese soldiers.

    According to sources in the UN peacekeeping mission, the rebel group has taken over several important facilities, including the airport, the port, and a DRC military base. The latest report from a UN group of experts said the rebels have also seized several towns and established a parallel administration.

    A second emergency meeting of the UN Security Council is expected to be held on Tuesday over the security situation in eastern DRC.

    UN Secretary-General Antonio Guterres said on Sunday that he was deeply concerned by the escalating violence in eastern DRC and reiterated his strongest condemnation of the M23 armed group’s ongoing offensive and advances towards Goma.

    Guterres called on the M23 to immediately cease all hostile actions and withdraw from occupied areas. More than 400,000 people have been displaced since the start of 2025 in the eastern DRC, according to the UN.

    Bendigo Airport is offering nine business park lots for lease ranging in size from 600m2 to 1,357m2.

    This is a prime location within the landside area of the airport to support businesses either from Greater Bendigo or outside of the region who are seeking new opportunities and future growth.

    Each lot features road frontage, service connections and convenient access to the airport for freight and passenger movements.

  • MIL-OSI China: Chinese provinces set tailored plans to support emerging, future industries

    Chinese provinces have outlined plans this year to strengthen support for tech-intensive industries, most of which are tailored to local conditions.
    In their annual government work reports delivered at local “two sessions” this month, regional policy-makers unveiled more details on where the provincial economic landscape will be shifting for the year ahead.
    At least five provinces or municipalities, including Shanghai, Guangdong, Zhejiang and Liaoning, proposed blueprints to boost the semiconductor industry, considered a critical “bottleneck” sector in China. Beijing is set to accelerate production capacity for major integrated circuit projects while supporting relevant firms to withstand external pressures.
    In the new energy vehicle (NEV) manufacturing field, where China holds a technological edge, Guangdong and Shanghai are gearing up to solidify their advantages. The Pearl River Delta and Yangtze River Delta regions, where Guangdong and Shanghai are located, serve as China’s major NEV hubs.
    A southwestern economic circle that covers Sichuan and Chongqing is prioritizing smart and connected vehicle technologies, another innovation that drives the automotive industry forward. The country’s southern province of Guangdong is pushing to build pilot cities for the national “vehicle-road-cloud integration” initiative.

    Multiple provinces have introduced “AI plus” plans, with Beijing targeting the construction of two 10,000-card intelligent computing clusters. Guangdong is focusing on enhancing the application of general and industry-specific large language models (LLMs).
    Shanghai and Sichuan have identified brain-computer interfaces as a key technological frontier, while Anhui targets building a fusion reactor research facility.

    The Chinese Embassy in Algeria and the Algerian Ministry of Tourism and Handicrafts on Monday held a special welcome ceremony at the international airport in Algiers for Chinese tourists arriving to spend the Spring Festival in the North African nation.

    During the event, local performers dressed in traditional attire greeted the tourists with singing and dancing, creating a warm and festive atmosphere.

    The Spring Festival, or the Chinese New Year, is the most important traditional holiday in China, symbolizing renewal, family reunions, and prosperity.

  • MIL-OSI China: China’s delivery services at full throttle to meet festival shopping boom

    When Wang Lijun returned to his hometown in Hebei for the Spring Festival this year, he didn’t carry the usual load of holiday goods, as his New Year purchases — juicy navel oranges from Jiangxi and wild vegetables from the northeast — had already arrived at his doorstep via express delivery.

    “Returning home for the Spring Festival used to be physically exhausting, but now it’s a breeze,” said the 50-year-old man, who spent eight months constructing cliffside roads deep in the Taihang Mountains.

    Wang’s shipments were just a fraction of the billions of parcels crisscrossing China as people shop for gourmet treats, festive goods and gifts for the Chinese Lunar New Year, which falls on Jan. 29 this year. With e-commerce now an integral part of daily life, the holiday season has become one of the busiest times for the country’s delivery network.

    At Sanya Phoenix International Airport, a major hub in China’s tropical island province of Hainan, packages of mangoes, dragon fruits and coconuts are flown across the country to eager holiday shoppers.

    “Over 70 percent of the air-shipped parcels are fruits, and during peak times, more than 70 tonnes are dispatched daily,” said Zhao He from the YTO Express branch at the airport. Even in the snow-covered northeastern regions, deliveries can arrive in as little as 24 hours.

    Data from JD.com, a leading e-commerce platform, showed that Chinese consumers are enjoying a greater variety of specialties from across the country for the festival. For instance, the sales of local products from the coastal city of Shanghai have surged by 277 percent year on year in the inland Qinghai Province on the platform.

    Driven by the holiday shopping frenzy, China’s express delivery network has been operating at high capacity since the beginning of this year, according to the State Post Bureau.

    During the first three days of the Spring Festival travel rush, which kicked off in mid-January, the daily average of express deliveries handled nationwide exceeded 670 million, a 29 percent jump from the same period in 2024, according to the bureau.

    Festive shopping gained momentum as China tapped into its growing domestic consumption potential, driven by the rise of online retail and the rapid expansion of its delivery network. In 2024, the country’s courier sector handled 174.5 billion parcels, with 974 million Chinese people shopping online by year-end.

    In the distribution center of Yunda Express in Shanghai, the pre-holiday delivery is in full swing. To handle the surge in parcels, the company has activated all of its smart sorting lines in the center, expanded its fleet of vehicles and upgraded the equipment.

    “We are also considering hiring more temporary workers to meet the business demand,” said Yang Shuai, who is in charge of the center.

    Logistics companies may face further challenges as many delivery workers, like all fellow Chinese, are returning to their hometowns for the Spring Festival, leading to a seasonal manpower shortage.

    According to Ye Wenhui, manager of ZTO Express’s Fengxian branch in Shanghai, only 30 percent of the couriers in the branch will stay on their post during the eight-day holiday which starts on Tuesday.

    To boost staffing, couriers will be paid three times their usual pay during the holiday, with bonuses that guarantee daily incomes of 400 to 600 yuan (about 56 to 84 U.S. dollars) for delivering 200 to 300 packages. They’ll also be able to take time off once their colleagues return.

    Ye said that innovative solutions have been put in place to address the staff shortage, such as setting up unattended pickup stations and adding delivery lockers to courier stores.

    Cainiao Network, the logistics arm of Chinese e-commerce giant Alibaba Group, has further alleviated labor shortages by deploying unmanned delivery vehicles.

    These automated systems would handle the most labor-intensive transportation tasks, allowing on-site workers to focus on sorting and last-mile deliveries. A dedicated operation team has been established to ensure smooth functionality of unmanned vehicles during the holiday period.

    According to a Cainiao delivery manager in east China’s Hangzhou, this year, six unmanned vehicles will handle the transportation work, allowing 60 percent of the staff to enjoy their Spring Festival holiday, significantly higher than about 30 percent in past years.

    Wang Lei, manager of a YTO Express branch in Shanghai’s Xuhui District, said that a decline in delivery volumes is expected in the first three days of the holiday. “But it will surge afterward as people ship local specialties back to the metropolitan cities like Shanghai where they reside and work.”

  • MIL-OSI Security: III MEF Advances into 2025: Building on a Year of Milestones and Strengthening Regional Security

    As the calendar turns to 2025, the Marines, Sailors, and joint force enablers of III Marine Expeditionary Force are poised to build on the successes of 2024, a year marked by significant milestones and advancements in regional security. Through a robust series of exercises, training events, and community engagements, III MEF deepened relationships with regional partners and allies, reinforcing shared values of mutual respect, trust, and cooperation.

    “Our successes this year are a testament to the hard work and dedication of our Marines, Sailors, and regional partners,” said Lt. Gen. Roger B. Turner, the III MEF commanding general. “As we look to 2025, I’m confident that we’ll continue to build on this momentum. We remain steadfast in our resolve to defend our interests, promote stability, and ensure a free and open Indo-Pacific.”

    Throughout the year, the 3d and 12th Marine Littoral Regiments continued to increase their capabilities and lethality. 3d MLR, located on Marine Corps Base Hawaii, received its first tranche of Navy/Marine Corps Ship Interdiction Systems (NMESIS) launchers and Marine Air Defense Integrated Systems (MADIS). The addition of the NMESIS to 3d MLR’s arsenal supports the unit’s ability to attack enemy maritime targets and conduct expeditionary strike missions, while the MADIS provides 3d MLR enhanced air and missile defense capability. Concurrently, Combat Logistics Battalion 12 was redesignated as the 12th Littoral Logistics Battalion, falling under the 12th MLR. The newly redesignated 12th LLB provides ground supply, medical support, general engineering, explosive ordnance disposal, and multi-modal transportation to support distributed forces in contested maritime spaces. 12th Littoral Anti-Air Battalion also activated in 2024 adding to 12th MLR’s ability to support sea control and sea denial operations within actively contested maritime spaces.

    In the Philippines, 3d MLR participated in the 39th iteration of Exercise Balikatan 24, marking the unit’s 3rd consecutive year of participation in the largest annual bilateral training exercise between the U.S. military and Armed Forces of the Philippines since 3d MLR’s redesignation from 3d Marines in 2022. Following the conclusion of Balikatan, 3d MLR remained in the Philippines to conduct the first iteration of Archipelagic Coastal Defense Continuum and Marine Aviation Support Activity 24. The 75-day deployment marked 3d MLR’s longest deployment to the Philippines since redesignation.

    During the amphibious-focused exercise Iron Fist, the 31st MEU, PHIBRON-11, the JGSDF ARDB’s 2nd Amphibious Rapid Deployment Regiment and the JMSDF Commander Landing Ship Division 1 conducted combined planning to improve preparedness through real-world amphibious training. The three-week exercise focused on advanced marksmanship, amphibious reconnaissance, fire and maneuver assaults, bi-lateral logistics and medical support, and fire support operations; such as mortars, artillery and close-air support. Ultimately, Iron Fist honed the rapid, global expeditionary response capabilities expected of the U.S. Navy and Marine Corps and exemplified the spirit of trust and cooperation between the U.S. Marine Corps and Japan Ground Self-Defense Force.

    Throughout the Indo-Pacific region, the 31st Marine Expeditionary Unit (MEU) served as a crisis response force, participating in operations in Japan, the Republic of Korea, Indonesia, and across the region’s waters. F-35B Lightning II fighter jets provided simulated close air support during multinational exercises like SSang Yong, while MV-22B Ospreys inserted bilateral forces during Exercise Iron Fist 24. Meanwhile, ground forces from the MEU’s Maritime Raid Force and Battalion Landing Team conducted bilateral training in various environments, including jungles, beaches, waterways, and mountains in Japan and the Republic of Korea. The Combat Logistics Battalion 31, the only permanently assigned logistics battalion to an MEU worldwide, played a crucial role in supporting and sustaining the entire force. The unit’s logistics capabilities were on full display during Exercise Iron Fist 24, where military leaders from the region, as well as European partners and allies, observed beach operations following an amphibious assault training.

    Prepared to respond to crises of a larger scale, the 3d Marine Expeditionary Brigade (MEB) achieved significant milestones through its campaign of learning and experimentation with Expeditionary Strike Group SEVEN as Task Force 76/3. The brigade synchronized efforts with the integrated naval headquarters staff to ensure access to key maritime terrain and reinforce Commander, U.S. 7th Fleet’s rapid response capabilities. 3d MEB serves as III MEF’s Alert Contingency Marine Air-Ground Task Force, a scalable humanitarian assistance-disaster relief headquarters ready to respond within hours to emerging crises.

    As a capstone exercise in Japan, Resolute Dragon 24, which spanned from Iwakuni to Yonaguni, served as the operational debut of the 12th MLR and showcased the deployment of one of III MEF’s TPS-80 radar systems to Yonaguni. Flown to Yonaguni by a Japan Air Self-Defense Force C-2 aircraft, the TPS-80 radar system provided advanced sensing and targeting capability to enhance situational awareness for the joint force, further enabling the monitoring and acquisition of targets throughout the region. At Marine Corps Air Station Iwakuni, home to Marine Air Group 12 and the Japan Maritime Self Defense Force’s Fleet Air Wing 31, U.S. and Japanese V-22 Osprey aircraft conducted bilateral flight operations, demonstrating both the capabilities of the platform and the ability of the JGSDF and USMC to fly coordinated missions in support of ground forces.

    In the Republic of Korea, more than 3,000 U.S. Marines from across III MEF, and 1st Marine Division, I MEF, completed exercises Freedom Shield 24 and Warrior Shield 24, demonstrating the U.S and ROK Marine Corps’ ability to integrate and operate in support of the alliance. During Freedom Shield 24, the Combined Marine Component Command rehearsed their combined, force wide command-and-control capabilities in response to a simulated crisis. While in the Republic of Korea, U.S. Marines and Sailors with the 9th Engineer Support Battalion completed the construction of Choctaw Road at Rodriguez Live-Fire Complex, facilitating the safe and efficient transport of tactical military vehicles and ensuring direct access to live-fire ranges. This project was the result of coordinated efforts across multiple units, including ROK Marines and U.S. Soldiers from the 11th Engineer Battalion.

    Continuing to build on the U.S.-ROK partnership, Exercise Ssang Yong saw III MEF, 3d Marine Expeditionary Brigade, and 31st MEU forces operating alongside ROK Navy and Marine Corps units, demonstrating amphibious landing capabilities and highlighting the strength of the U.S.-ROK Alliance. The exercise involved division-level Marine Corps landing forces, ROK Navy large transport ships, and over 40 aircraft, including U.S. F-35B Lightning II fighter jets and ROK amphibious mobile helicopters.

    Back in Japan, III MEF also participated in Exercise Keen Sword 25, a biennial exercise that fosters realistic training and allows leaders to validate and test command relationships and operational control of forces. The exercise included both field training and command post elements, with forces from 3d MEB establishing a bilateral coordination center alongside Western Army partners in Kumamoto. This critical bilateral node showcased the ability to for U.S. and Japanese forces to coordinate operations within a shared battlespace, and unified against a common threat.

    In addition to these exercises, III MEF contributed to the largest ever iteration of Exercise Yama Sakura 87, a trilateral exercise involving the U.S. Army, Australian Defence Force, and Japan Ground Self Defense Force. The exercise spanned three nations, six locations, and over 7,000 service members, demonstrating the value of the Marine Corps’ permanent presence in Japan and the seamless integration of U.S. and Japanese forces.

    Beyond these major exercises, III MEF engaged in various community-based initiatives, including training students at the Thailand Mine Action Center to develop an explosive ordnance disposal capacity. This partnership aligns with the U.S. Department of Defense’s Humanitarian Mine Action Program, which assists partnered nations affected by landmines and explosive remnants of war. 5th Air/Naval Gunfire Liaison Company integrated with the JGSDF Amphibious Rapid Deployment Brigade, making history in the establishing of the JGSDF’s first Joint Terminal Attack Controller Instructor and Evaluator. Throughout the year, 5th ANGLICO Marines trained several Joint Tactical Air Controllers, increasing the ARDB’s capabilities and effectiveness.

    Twice during the year, III MEF flew KC-130Js from Okinawa to the Philippines to contribute to disaster relief operations following natural disasters in Mindanao and Luzon. III MEF forces transported tens of thousands of food packs alongside other critical aid items in support of the U.S. Agency for International Development. In Japan, Marines and sailors conducted humanitarian aid/disaster response training in Ishigaki City, building relationships in the Sakishima Islands and demonstrating capabilities to respond rapidly to natural disasters.

    III MEF also tested new capabilities in 2024, with the introduction of the Autonomous Low-Profile Vessel (ALPV) and Stern Landing Vessel. Marines across the MEF conducted trial operations with the ALPV in open water, simulating covert logistical resupply, and demonstrated the ability to resupply a dispersed lethal fighting force in contested maritime terrain. III MEF also participated in various resilient joint kill web experimentation events in support of the joint force, through the use of the Joint Fires Network and Maven Smart System capabilities.

    As III MEF looks to 2025, the force will continue to build on the successes of previous years, with a focus on increasing interoperability with partners and allies across the Indo-Pacific. On the horizon are continued training opportunities in Japan, the Republic of Korea, the Philippines and the Kingdom of Thailand. During Exercise Pacific Sentry, 3d Marine Division will undergo certification as a Joint Task Force, providing Indo-Pacific Command with another certified JTF for employment in support of regional security. 12th MLR will add their third and final subordinate element, 12th Littoral Combat Team, to enhance precision, lethality, and littoral maneuverability. 3d MLR will undergo a Marine Corps Combat Readiness Evaluation (MCCRE) prior to the unit’s deployment to the Philippines in support of Exercises Balikatan 25 and Kamandag 9. A series of full-scale rapid mobilization events will ensure that forces from III MEF are ready to swiftly deploy from locations in Okinawa to distributed locations across the region in support of sea denial operations and reinforcing regional partners and allies. With its commitment to regional stability and security, III MEF remains a vital component of the U.S. military’s presence in the Indo-Pacific, poised to address the challenges of a rapidly changing security environment.

  • MIL-OSI Security: U.S. and Allied Forces Conduct La Perouse 2025

    La Perouse is a biennial, multilateral exercise demonstrating a shared commitment to enhance regional and international cooperation in support of a free and open Indo-Pacific.

    This exercise is designed to advance maritime security in the region through maritime surveillance, interdiction, and air operations through progressive training and information sharing.

    This exercise provided an opportunity for U.S. and allied and partner navies, who have shared values, fulfill maritime integration training objectives by emphasizing collaboration, warfighting, and readiness in a dynamic theater, resulting in enhanced maritime security and continued deterrence.

    “USS Savannah’s opportunity to operate with our foreign partners this week was exciting. The French and American navies have shared priorities and an enduring mission in the Indo-Pacific,” said Capt. Matt Scarlett, commodore, Destroyer Squadron 7. “Our ability to conduct consistent bilateral operations, conduct information sharing, and participate in realistic scenarios at sea, increases our interoperability as a joint force and ensures sustained maritime security in the region.”

    Named after an 18th-century French naval officer and explorer, La Perouse reflects longstanding values and a shared commitment to maritime security with like-minded nations.

    The French Navy Charles de Gaulle carrier strike group is represented by their aircraft carrier FS Charles de Gaulle (R91). Charles de Gaulle carrier strike group is operating in the Indo-Pacific as part of their Clemenceau 25 deployment.

    “We welcome the opportunity to operate alongside the French navy, our friend and longtime ally, out here in the Indo-Pacific,” said Vice Adm. Fred Kacher, commander, U.S. 7th Fleet. “Their exercise La Perouse underscores the value our European allies place on this critical maritime region, and we look forward to advancing interoperability at sea between our forces.”

    Additional participating units included Royal Australian Navy’s Hobart Class guided missile destroyers HMAS Hobart (DDG 39); Royal Canadian Navy’s Halifax-class frigate HMCS Ottawa (FFH 341); the Indian Navy’s Delhi-class guided-missile destroyers INS Mumbai (D 62); Royal Malaysian Navy’s Lekiu-class guided missile frigate FFG Lekir (FFG 30) and Gagah Samudera-class training ship KD Gagah Samudera (271); Royal Navy of the United Kingdom’s River-class off-shore patrol vessel HMS Spey (P 234); and Republic of Singapore Navy’s Independence-class littoral mission vessel RSS Independence (15)

    As the U.S. Navy’s forward-deployed DESRON in Southeast Asia, DESRON 7 serves as the primary tactical and operational commander of littoral combat ships rotationally deployed to the U.S. 7th Fleet area of operations, functions as Expeditionary Strike Group 7’s Sea Combat Commander and builds partnerships through training and exercises and military-to military engagements.

    U.S. 7th Fleet is the U.S. Navy’s largest forward-deployed numbered fleet, and routinely interacts and operates with allies and partners in preserving a free and open Indo-Pacific region.

    January 24, 2025 — Kīlauea summit overflight

    On the morning of January 24th, USGS Hawaiian Volcano Observatory scientists conducted an overflight of Kīlauea summit to capture thermal and surficial imagery of the December 2024 to January 2025 paused eruption.     January 17, 2025 – UAS video of spattering eruptive vents in Halema‘uma‘u

    On Friday, January 17, USGS Hawaiian Volcano Observatory (HVO) geologists flew an uncrewed aircraft system (UAS, or “drone”) into Halema‘uma‘u crater to capture this close-up video of spattering at the two active vents of the ongoing Kīlauea summit eruption. Friday’s UAS flight was conducted with the permission of Hawai‘i Volcanoes National Park, owing to HVO’s mission to monitor active volcanoes in Hawaii, assess their hazards, issue warnings, and advance scientific understanding to reduce the impacts of eruptions. Unauthorized launching, landing, or operating of a UAS from or on lands and waters administered by the National Park Service is prohibited under 36 CFR Closures & Public Use.
