  • MIL-OSI Analysis: When big sports events like FIFA World Cup expand, their climate footprint expands too

    When the FIFA World Cup hits North America in June 2026, 48 teams and millions of soccer fans will be traveling to and from venues spread across the United States, Canada and Mexico.

    It’s a dramatic expansion – 16 more teams will be playing than in recent years, with a jump from 64 to 104 matches. The tournament is projected to bring in over US$10 billion in revenue. But the expansion will also mean a lot more travel and other activities that contribute to climate change.

    The environmental impacts of giant sporting events like the World Cup create a complex paradox for an industry grappling with its future in a warming world.

    A sustainability conundrum

    Sports are undeniably experiencing the effects of climate change. Rising global temperatures are putting athletes’ health at risk during summer heat waves and shortening winter sports seasons. Many of the 2026 World Cup venues often see heat waves in June and early July, when the tournament is scheduled.

    There is a divide over how sports should respond.

    Some athletes are speaking out for more sustainable choices and have called on lawmakers to take steps to limit climate-warming emissions. At the same time, the sport industry is growing and facing a constant push to increase revenue. The NCAA is also considering expanding its March Madness basketball tournaments from 68 teams currently to as many as 76.

    Estimates for the 2026 World Cup show what large tournament expansions can mean for the climate. A report from Scientists for Global Responsibility estimates that the expanded World Cup could generate over 9 million metric tons of carbon dioxide equivalent, nearly double the average of the past four World Cups.

    This massive increase – and the increase that would come if the NCAA basketball tournaments also expand – would primarily be driven by air travel as fans and players fly among event cities that are thousands of miles apart.

    A lot of money is at stake, but so is the climate

    Sports are big business, and adding more matches to events like the World Cup and NCAA tournaments will likely lead to larger media rights contracts and greater gate receipts from more fans attending the events, boosting revenues. These are powerful financial incentives.

    In the NCAA’s case, there is another reason to consider a larger tournament: The House v. NCAA settlement opened the door for college athletic departments to share revenue with athletes, which will significantly increase costs for many college programs. More teams would mean more television revenue and, crucially, more revenue to be distributed to member NCAA institutions and their athletic conferences.

    When climate promises become greenwashing

    The inherent conflict between maximizing profit through growth and minimizing environmental footprint presents a dilemma for sports.

    Several sport organizations have promised to reduce their impact on the climate, including signing up for initiatives like the United Nations Sports for Climate Action Framework.

    However, as sports tournaments and exhibition games expand, it can become increasingly hard for sports organizations to meet their climate commitments. In some cases, groups making sustainability commitments have been accused of greenwashing, suggesting the goals are more about public relations than making genuine, measurable changes.

    For example, FIFA’s early claims that it would hold a “fully carbon-neutral” World Cup in Qatar in 2022 were challenged by a group of European countries that accused soccer’s world governing body of underestimating emissions. The Swiss Fairness Commission, which monitors fairness in advertising, considered the complaints and determined that FIFA’s claims could not be substantiated.

    Aviation is often the biggest driver of emissions. A study that colleagues and I conducted on the NCAA men’s basketball tournament found about 80% of its emissions were connected to travel. And that was after the NCAA began using the pod system, which is designed to keep teams closer to home for the first and second rounds.

    Finding practical solutions

    Some academics, observing the rising emissions trend, have called for radical solutions like the end of commercialized sports or drastically limiting who can attend sporting events, with a focus on fans from the region.

    These solutions are frankly not practical, in my view, nor do they align with other positive developments. The growing popularity of women’s sports shows the challenge in limiting sports events – more games expands participation but adds to the industry’s overall footprint.

    Further compounding the challenges of reducing environmental impact is the amount of fan travel, which is outside the direct control of the sports organization or event organizers.

    Many fans will follow their teams long distances, especially for mega-events like the World Cup or the NCAA tournament. During the men’s World Cup in Russia in 2018, more than 840,000 fans traveled from other countries. The top countries by number of fans, after Russia, were China, the U.S., Mexico and Argentina.

    There is an argument that distributed sporting events like March Madness or the World Cup can be better in some ways for local environments because they don’t overwhelm a single city. However, merely spreading the impact does not necessarily reduce it, particularly when considering the effects on climate change.

    How fans can cut their environmental footprint

    Sport organizations and event planners can take steps to be more sustainable and also encourage more sustainable choices among fans. Fans can reduce their environmental impact in a variety of ways. For example:

    • Avoid taking airplanes for shorter distances, such as between FIFA venues in Philadelphia, New York and Boston, and carpool or take Amtrak instead. Planes can be more efficient for long distances, but air travel is still a major contributing factor to emissions.

    • While in a host city, use mass transit or rent electric vehicles or bicycles for local travel.

    • Consider sustainable accommodations, such as short-term rentals that might have a smaller environmental footprint than a hotel. Or stay at a certified green hotel that makes an effort to be more efficient in its use of water and energy.

    • Engage in sustainable pregame and postgame activities, such as choosing local, sustainable food options, and minimize waste.

    • You can also pay to offset carbon emissions for attending different sporting events, much like concertgoers do when they attend musical festivals. While critics question offsets’ true environmental benefit, they do represent people’s growing awareness of their environmental footprint.

    Through all these options, it’s clear that sports face a significant challenge in addressing their environmental impacts and encouraging fans to be more sustainable, while simultaneously trying to meet ambitious business and environmental targets.

    In my view, a sustainable path forward will require strategic, yet genuine, commitment by the sports industry and its fans, and a willingness to prioritize long-term planetary health alongside economic gains – balancing the sport and sustainability.

    The 2025 Western Cape Youth in Action Career Expo has been hailed a tremendous success, drawing more than 11 500 attendees, which doubles the number from the 2024 turnout.

    Organised by the Western Cape Education Department in partnership with the Cape Town International Convention Centre (CTICC) marketing team, the event served as a valuable platform for young people to explore various career paths and connect with potential opportunities.

    The expo, which was hosted early this month, aimed to create an inclusive and empowering environment where learners from underserved schools and communities, as well as people with disabilities, could access information and opportunities. 

    Senior Curriculum Planner for Life Orientation, Dr Ismail Teladia, highlighted the event’s alignment with the subject’s world of work component, providing vital exposure to industry partners and tertiary institutions.

    Key stakeholders, including the City of Cape Town and Gift of the Givers,  provided transportation for learners from as far as Toews River.

    “Despite inclement weather, parents and learners showed remarkable enthusiasm, keeping exhibitors busy for two days. More than 171 institutions participated, offering education, training, bursaries, and employment opportunities,” the Western Cape Education department said in a statement.

    India’s trade deficit narrowed to $18.78 billion in June, down from $21.88 billion in May, according to data released by the Commerce and Industry Ministry on Tuesday.

    Merchandise exports remained nearly flat at $35.14 billion in June compared to $35.16 billion in the same month last year. Imports, however, declined by 3.71 per cent to $53.92 billion from $56 billion a year ago.

    In the services sector, India recorded an estimated surplus of $15.62 billion for June, with services exports at $32.84 billion and imports at $17.58 billion.

    Combined exports of merchandise and services stood at $67.98 billion in June, while combined imports were $71.50 billion, resulting in a net trade deficit of $3.51 billion for the month.

    Commerce Secretary Sunil Barthwal recently said that global conflicts and economic uncertainties are impacting Indian exports. The government, he added, is working closely with exporters to address issues related to shipping and insurance.

    The trade numbers come as India continues negotiations with the US and other partners to secure favourable market access. The US has been pushing for wider access for its agricultural and dairy products — a sensitive issue for India due to its impact on the livelihoods of small farmers.

    India is also seeking an exemption from former US President Donald Trump’s 26 per cent tariffs by aiming to conclude an interim trade deal. Simultaneously, India is pushing for tariff concessions on its labour-intensive exports, including textiles, leather and footwear.

    Trump has announced that his administration will begin notifying trading partners about tariff rates as early as Friday, even as last-stage talks continue with countries including India to avoid higher US duties.

    Meanwhile, India’s trade performance in Q3 FY25 (October–December 2024) reflected cautious resilience amid global geopolitical tensions, according to a quarterly report by NITI Aayog released on Monday. Merchandise exports in that quarter rose 3 per cent year-on-year to $108.7 billion.

    The report also highlighted a sharp rise in exports of aircraft, spacecraft and parts, which entered the top ten export categories with over 200 per cent annual growth driven by demand from Saudi Arabia, the UAE and the Czech Republic.

    India’s high-tech merchandise exports, led by electrical machinery and arms and ammunition, have maintained steady momentum since 2014, growing at a compound annual growth rate of 10.6 per cent.

    Lightning ignited two wildland fires on the Colorado Plateau near the Grand Canyon in July 2025 that grew to become large and disruptive. The blazes led to the closure of the Grand Canyon’s North Rim, the destruction of dozens of structures, and staff and visitor evacuations from Grand Canyon National Park.

    According to the National Park Service, the fire destroyed a water treatment facility on the North Rim, which released chlorine gas and hampered firefighting efforts. Other structures lost to the fire included a visitor center, gas station, park service employee housing, and the Grand Canyon Lodge. The historic lodge, built in 1928, was the only lodging available to visitors inside the park on the North Rim.

    Lightning ignited two wildland fires on the Colorado Plateau near the Grand Canyon in July 2025 that grew to become large and disruptive. The blazes led to the closure of the Grand Canyon’s North Rim, the destruction of dozens of structures, and staff and visitor evacuations from Grand Canyon National Park.

    BEIJING, July 15 (Xinhua) — Who doesn’t want to vacation at a seaside resort during the peak summer season? With beautiful scenery, well-maintained beaches, a variety of cultural and entertainment events and modern service infrastructure, China’s Qinhuangdao has everything to attract tourists looking to escape the summer heat.

    The summer resort of Qinhuangdao in Hebei Province in northern China is popular not only among Chinese, but also among foreigners. According to statistics, last year Beidaihe, one of the districts of Qinhuangdao, was visited by about 30.9 thousand foreign tourists, including 24.5 thousand Russians.

    As for Russians, especially residents of the Far East and Siberia, one more advantage of the Chinese resort city for them should be added – geographical proximity. The flight time from Vladivostok to Qinhuangdao is about two and a half hours.

    Russians have another option to get to Qinhuangdao. Since the beginning of last month, about 3,000 Russian tourists have entered China through the Manzhouli checkpoint and have gone on train tours from there.

    The Manzhouli checkpoint is located in the city of the same name in the Inner Mongolia Autonomous Region, which borders on Russia’s Zabaikalsky Krai. According to the press service of the city’s government, 180 foreigners recently traveled from Manzhouli to the city of Qinhuangdao on the K1302 high-speed passenger train.

    Train K1302 Manzhouli-Beijing departs at 09:07 and arrives in Qinhuangdao the following day.

    Compared with air travel, rail travel does not save time, but it does save on ticket costs. The cost of a reserved seat train ticket on the Manzhouli-Qinhuangdao route starts from 363 yuan /about 4,000 rubles/, and in a compartment – 572 yuan /6,000 rubles/.

    The 24-hour train journey can be quite impressive for passengers who have never visited China before.     China will open the third China International Supply Chain Expo (CISCE) in Beijing on Wednesday, rallying multinational giants including Nvidia, Apple, and Airbus to showcase industrial resilience and cross-border collaboration.

    With 651 enterprises and institutions from 75 countries, regions and international organizations participating –including a notable 15 percent year-on-year increase in U.S. exhibitors — the event signals robust international commitment to stabilizing supply chains.

    Global giants are actively engaging. U.S. tech giant Nvidia is expected to make its debut at the expo, presenting cutting-edge robots featuring Nvidia chips. Airbus will also make its inaugural appearance, bringing its global supply chain collaborators to present the comprehensive ecosystem of the large aircraft industry.

    Nvidia CEO Jensen Huang will attend the opening ceremony of the expo on Wednesday and participate in related activities, according to the China Council for the Promotion of International Trade (CCPIT), the event’s organizer.

    In a meeting on Tuesday with Ren Hongbin, chairman of CCPIT, Huang said that the Chinese market is large and dynamic, and the development of artificial intelligence (AI) in China is advancing rapidly.

    “Multinational companies are realizing that maintaining their position in global supply chains necessitates a strong presence in China,” said Wang Yiwei, director of the Institute of International Affairs at Renmin University of China.

    Unlike traditional trade fairs focusing on goods or services, CISCE pioneers a unique “chain-centric” model that visualizes end-to-end industrial collaboration. In each exhibition hall, upstream, midstream and downstream companies cluster in adjacent booths, visually demonstrating their interdependence and synergy.

    Many companies across the supply chain will set up collaborative displays. For example, Apple is teaming up with Chinese suppliers for the third consecutive year to showcase cutting-edge technologies in smart manufacturing and green production.

    “Multinational corporations serve as anchor companies in global industries, thriving together with upstream and downstream partners worldwide. While advancing their own growth, these corporations strengthen global industrial and supply chain resilience,” Ren said.

    The third CISCE features nearly 100 high-level events, surpassing previous editions in scale and participation, according to Xu Liang, deputy secretary-general of the China Chamber of International Commerce.

    A key innovation for this edition is the “Debut Zone,” dedicated to the global premieres of new products, technologies, and ecosystems, showcasing breakthrough innovations that drive industrial collaboration, Xu noted.

    As the host, China will bring together a diverse group of leading state-owned and private enterprises showcasing the country’s green and digital transition. Among them, Zhejiang-based AI industry chain companies, such as Unitree Robotics, BrainCo, and Hikvision, will participate.

    “Through tangible examples of global supply chains at the expo, China demonstrates its firm resolve to advance globalization towards a more open, inclusive, balanced, and win-win future. It vividly embodies the concept of building a community with a shared future, where nations are interdependent,” Wang said.

    As the world’s first national-level exhibition focusing on supply chains, the expo is an internationally shared public product. First held in 2023, the expo has contributed to building more secure, stable, open and inclusive global industrial and supply chains, according to the CCPIT.

    The previous editions have seen fruitful outcomes, with the 2024 session catalyzing more than 200 cooperation deals worth 152 billion yuan (about 21.26 billion U.S. dollars), a 1.3 percent increase from its inaugural run in 2023.

  • Some airlines checking Boeing fuel switches after Air India crash

    India on Monday ordered its airlines to examine fuel switches on several Boeing models, and South Korea ordered a similar measure on Tuesday, as scrutiny intensified of fuel switch locks at the centre of an investigation into a deadly Air India crash.

    The precautionary moves by India, South Korea and some airlines in other countries came despite the planemaker and the U.S. Federal Aviation Administration telling airlines and regulators in recent days that the fuel switch locks on Boeing jets are safe.

    A preliminary report into the Air India crash that killed 260 people found that the switches had almost simultaneously flipped from run position to cutoff shortly after takeoff.

    One pilot was heard on the cockpit voice recorder asking the other why he cut off the fuel. “The other pilot responded that he did not do so,” the report said.

    The report noted a 2018 advisory from the U.S. Federal Aviation Administration (FAA), which recommended, but did not mandate, operators of several Boeing models including the 787 to inspect the locking feature of fuel cutoff switches to ensure they could not be moved accidentally.

    India’s Directorate General of Civil Aviation said it had issued an order to investigate locks on several Boeing models including 787s and 737s, after several Indian and international airlines began making their own inspections of fuel switches.

    The regulator oversees the world’s third-largest and fastest-growing aviation market. Boeing planes are used by three of the country’s four largest airlines.

    PRECAUTIONARY CHECKS

    Some airlines around the world told Reuters they had been checking relevant switches since 2018 in accordance with the FAA advisory, including Australia’s Qantas Airways and Japan’s ANA.

    Others said they had been making additional or new checks since the release of the preliminary report into the Air India crash.

    Singapore Airlines SIAL.SI said on Tuesday that precautionary checks on the fuel switches of its 787 fleet, including planes used by its low-cost subsidiary Scoot, confirmed all were functioning properly.

    South Korea’s transport ministry said it ordered domestic airlines on Tuesday to inspect fuel control switches in accordance with the 2018 FAA advisory.

    “At that time (2018), it was a recommended measure and was not fully inspected,” the statement to media said.

    Flag carrier Korean Air Lines said on Tuesday it had proactively begun inspecting fuel control switches.

    Japan Airlines said it was conducting inspections in accordance with the 2018 advisory.

    Over the weekend, Air India Group started checking the locking mechanism on the fuel switches of its 787 and 737 fleets and has discovered no problems yet, a source familiar with the matter told Reuters on Monday.

    About half the group’s 787s have been inspected and nearly all its 737s, the source added, speaking on condition of anonymity. Inspections were set to be completed in the next day or two.

    The Air India crash preliminary report said the airline had not carried out the FAA’s suggested inspections as the FAA’s 2018 advisory was not a mandate.

    But it also said maintenance records showed that the throttle control module, which includes the fuel switches, was replaced in 2019 and 2023 on the plane involved in the crash.

    In an internal memo on Monday, Air India CEO Campbell Wilson said the preliminary report found no mechanical or maintenance faults and that all required maintenance had been carried out.

    Employees Competence Center of the National Technology Initiative (NTI) in the direction of “Modeling and development of new functional materials with specified properties” based at NSU developed an innovative method for restoring damaged turbine blades of engines for aviation and energy (gas turbine units). The technology was developed with financial support from the NTI Foundation, successfully patented and is already beginning to be implemented in practice.

    Leading researcher of the NTI Center of Novosibirsk State University, head of the laser technology laboratory of the Institute of Theoretical and Applied Mechanics of the Siberian Branch of the Russian Academy of Sciences, Doctor of Engineering Alexander Malikov spoke in detail about the essence of the development and the prospects for its implementation:

    — Our new method allows us to restore heavily worn sections of gas turbine blades, fully preserving the original performance characteristics of the product. To do this, we use a special mode of laser pulse-periodic action, which allows us to form strong protective layers of metal or ceramic composites on the surface.

    According to Alexander Malikov, the task was to restore the thin edges of the blades, which are subject to intense exposure to high temperatures and pressure during engine operation. The advantage of the proposed technology is that using the traditional surfacing method would lead to overheating and destruction of sensitive areas of the parts.

    “We proposed an original solution to the problem by preliminary forming special protective layers before the main stage of surfacing. This approach allowed us to preserve the original geometric shape of the blade and ensure reliable adhesion of the restored layer to the main structure,” the scientist explained.

    The new method significantly reduces the cost of repairs, ensuring high strength and durability of restored elements of gas turbine units.

    The developed technology is in high demand on the Russian energy generation and aircraft manufacturing market. Modern gas turbine engines are used everywhere – from civil aviation to electric power engineering and natural gas transportation.

    Alexander Malikov noted the importance of this area of research:

    — The production of high-quality blades is one of the ten key technologies of the modern world. Their production requires complex solutions due to extreme operating conditions. Only four countries in the world have the necessary competencies: the USA, Great Britain, France and Russia.

    Previously, the energy segment of the Russian market was heavily dependent on foreign suppliers of spare parts and services for the restoration of parts. With the departure of Western companies from the Russian market, there was a need to develop our own technologies and services capable of replacing foreign analogues. The new technology created by Novosibirsk scientists is capable of significantly increasing the reliability and cost-effectiveness of servicing large industrial enterprises and facilities using gas turbine units.

    In the near future, it is planned to introduce the technology into serial production; a number of Russian companies have shown interest in it. Meanwhile, researchers continue to develop technologies for the restoration of various types of blades and other elements of industrial equipment.

    — To solve problems of this type, we first need to carefully study the properties of the material from which the product is made at the atomic level. In our work, we use synchrotron radiation, which provides great opportunities for emitting phase composition at a very high resolution level, and if we know the exact phase states of the material, the structural phases, then we can control it, — explained Alexander Malikov.

    Scientists will have even more opportunities with the launch of the Siberian Ring Photon Source (SKIF), at one of whose workstations a number of studies in this area are already planned.

    China is experiencing a surge in foreign tourist arrivals as the summer vacation season kicks off, with increasing numbers of international travelers drawn to the country’s unique blend of ancient culture and modern vitality.

    Thomas Watts, a short video creator from the United States, said he invited friends to Chongqing this summer after seeing numerous online posts highlighting the city’s steep hills and bold flavors.

    “It reminds me of San Francisco, but with spicier food and a spectacular neon-lit skyline. I came to experience it and film it myself,” he said.

    He is not alone in choosing China as a summer destination. Kittiphume Pannil, a university student from Thailand, arrived in China for the first time last week and plans to spend his summer break on an exchange program at a local university in Chongqing.

    “When I saw Chongqing from the plane, it looked like a city of dazzling lights and towering skyscrapers, like something straight out of the future,” Pannil said.

    Official data showed that in the first half of 2025, Chongqing’s border checkpoints handled more than 1.14 million inbound and outbound travelers, a 35 percent year-on-year increase. Among them, over 330,000 were foreign nationals, setting a new record for the city.

    The country’s capital is also drawing a growing number of international visitors. According to official data, Beijing’s ports of entry handled over 640,000 inbound and outbound travelers from July 1 to 10, including 171,000 foreign tourists, marking a 22.1 percent year-on-year increase.

    Among the newcomers is Robert Alex Barbender, a traveler from the Netherlands. “A friend told me Beijing is beautiful, and now with the visa-free policy, I thought why not come and have a look?” he said.

    “Honestly, it feels like I’ve stepped into a video game, everything is busy and crowded, but still runs in perfect order,” he added.

    Other major cities are also welcoming record numbers of international visitors. According to official data, a total of 2.56 million foreign travelers entered China through Shanghai’s Pudong and Hongqiao international airports in the first half of this year, marking a 44.7 percent year-on-year increase.

    Meanwhile, Xi’an, a cultural hub known for its Terracotta Warriors, has welcomed more than 135,000 foreign visitors this year, a 124 percent jump from the same period last year. Notably, over 100,000 of them arrived under visa exemption policies, including unilateral and mutual visa-free entry as well as the visa-free transit policy, marking a staggering 290 percent surge compared to 2024.

    To meet the growing demand, immigration authorities at major border checkpoints have introduced a range of measures to reduce waiting times and improve the travel experience.

    Tourism destinations across the country are also tailoring experiences for international visitors. In Beijing, the Palace Museum offers foreign-language tours focusing on the architectural significance of the landmark spots. In Xi’an, tourists can immerse themselves in China’s rich history by dressing in traditional Tang Dynasty costumes.

    This significant rise in inbound tourism this summer is no coincidence. Summer is traditionally a major vacation season for travelers from Europe, North America and Southeast Asia, leading many to choose China as their preferred destination during these months.

    The surge has also been driven by China’s continued easing of entry policies for foreign visitors. As of now, China’s 240-hour visa-free transit policy applies to 55 countries, while nationals from 47 countries are eligible for unilateral visa-free entry.

    HARTFORD–Today, U.S. Senator Chris Murphy (D-Conn.) and the Connecticut Congressional delegation announced that Bradley International Airport, Hartford-Brainard Airport, and Meriden Markham Municipal Airport have received nearly $1 million in federal grants from the U.S. Department of Transportation.

    “Nearly $1 million in federal funding will make much-needed improvements possible at three Connecticut airports. Investing in our airport infrastructure is critical to ensuring reliable flights, limited congestion, and most importantly, the safety of travelers,” said the delegation in a statement. “We’re proud to have worked together to deliver these investments to Connecticut and will continue to advocate for the funding our airports need to thrive.”

    Bradley International Airport will receive a $136,653 grant to rehabilitate 9,510 feet of the existing runway to maintain the structural integrity of the pavement and prevent safety hazards. The grant funds phases 3 and 4 of the project including design efforts and construction oversight.

    Hartford-Brainard Airport will receive a $668,764 grant to rehabilitate 4,417 feet of an existing paved runway to maintain the structural integrity of the pavement and prevent safety hazards.

    Meriden Markham Municipal Airport will receive a $150,000 grant to reconstruct an existing 10,000 square foot sponsor-owned hangar used for aircraft storage that has reached the end of its useful life.

    Senator Rosen Helped Write And Pass the Legislation To Provide A 3.8% Pay Raise for Troops, Deliver For Nevada’s National Security Installations, And Benefit Nevada Servicemembers
    WASHINGTON, DC – Today, U.S. Senator Jacky Rosen (D-NV) announced several major wins for servicemembers in Nevada that she helped secure in the bipartisan national defense bill that advanced out of the Senate Armed Services Committee. The Senate’s bipartisan National Defense Authorization Act for Fiscal Year 2026 (FY26 NDAA) contains thirty provisions championed by Senator Rosen, including the core of her FORGOTTEN Veterans Act. This bill classifies the Nevada Test and Training Range (NTTR) as contaminated from nuclear testing and toxic activities, requires the Defense Department to document servicemember exposures to radiation and toxins that happen stateside, and requires the Air Force to identify all those who served at classified locations within the NTTR since 1951 and establish a process for them to provide proof of having served there, so that they can finally have a basis to submit PACT Act claims. 
    The Senate NDAA also authorizes several key military construction projects, including to support the readiness of the Nevada Air National Guard Base in Reno to receive C-130J aircraft to carry out their dangerous fire fighting mission. Additionally, it includes Senator Rosen’s amendment to break down a key barrier for Remotely Piloted Aircraft (RPA) crews who conduct combat operations – such as Creech Air Force Base – to continue to be able to access critical  mental health services through the VA once separated from the military. The NDAA also supports enlisted retention efforts through higher pay, provides a 3.8% pay raise for all troops, and does not authorize any funding for defense nuclear waste storage at Yucca Mountain. 
    “One of my top priorities is working to strengthen our national security and ensure our military has all of the resources it needs to support servicemembers and keep Nevadans safe. I’m proud to have helped shape a strong, bipartisan national defense package that supports our servicemembers in Nevada, strengthens our alliances, and enhances our military readiness,” said Senator Rosen. “This bipartisan legislation includes key provisions I secured to support critical national security installations in Nevada, provide our servicemembers with a deserved pay raise, and eliminate barriers for those who served within the Nevada Test and Training Range to submit PACT Act claims for toxic and radiation exposure. I’ll always work across party lines to keep Nevadans safe.”
    Rosen-led provisions in the FY26 NDAA include:
    Radiation and Toxic Exposure Documentation: Requires DOD to document all servicemember exposures, including those that occur domestically, so it can be seen by the VA after they’ve separated from the military; classifies the NTTR as contaminated; and requires the Secretary of the Air Force to identify all those who served within the NTTR since January 27, 1951 (the date of the first nuclear test), establish a process for veterans to provide proof of their assignment within the NTTR, and make all efforts to identify individuals without requiring them to submit evidence of their stationing. 
    Remotely Piloted Aircraft (RPA) Crew Mental Health Access: Directs the military service secretaries, in consultation with the Secretary of Veterans Affairs, to establish a status identifier or equivalent recognition to note the combat participation of remotely piloted aircraft crews, ​in order to allow continued access to combat-related mental health services through the VA once the servicemember separates from the military. This is based on Senator Rosen’s bipartisan CARE for RPA Crews Act.
    Veteran Training Records: Directs the Pentagon to assess the feasibility of providing military training and qualification records to post-9/11 veterans to assist them in obtaining civilian jobs. This builds on Senator Rosen’s bipartisan Translating Military Skills into Civilian Jobs Act, which was signed into law as part of the FY2025 NDAA, which only applied to those currently serving, not veterans.
    Designating Creech Air Force Base as Remote & Isolated: Designates Creech AFB as a remote installation, making it eligible for additional funding for things like morale, welfare, and recreation (MWR) activities, and medical services such as dental. This is to support Creech Airmen and their families, who often have to live an hour’s drive from Creech, because Creech has no on-base housing, limited off-based housing, and few services such as child care.  ​ 
    Nevada Air National Guard Fuel Cell Hangar: Authorizes $5.4 million for a larger fuel cell hangar at the Air National Guard Base in Reno, which is necessary for the base’s candidacy to receive C-130J aircraft, which are larger than the current fleet of C-130Hs. Senator Rosen has been working to secure C-130J aircraft for the Nevada National Guard to provide them with more capable aircraft for their dangerous fire fighting mission. ​
    Nevada Air National Guard Engine Maintenance and Support Facility: Authorizes $3.2 million to expand the facility at the Air National Guard Base in Reno. ​This project is also necessary for the base’s candidacy to receive C-130Js.
    Expansion of Nevada Army National Guard Armory in Henderson: Authorizes over $2.3 million for the expansion of the Nevada Army National Guard Armory in Henderson to help alleviate cramped working conditions.
    Fallon Range Training Complex Improvements: Authorizes $47 million to accelerate modernization of the Fallon Range Training Complex to route the highway and natural gas pipelines around range B-16. ​
    Enlisted Retention Pay: Authorizes the Department of Defense to provide retention incentive pay to enlisted servicemembers that have a college degree in a field related to their military specialty to help improve recruitment and retention.
    Report on Initiatives that Negate the Need for Nuclear Testing: Directs the Administrator of the National Nuclear Security Administration to brief Congress on how technological advancements and ongoing initiatives – including modernization of the underground laboratory at the Nevada National Security Sites (NNSS) –  will provide greater certainty on the safety, reliability, and effectiveness of our nuclear stockpile, which negates the need for nuclear testing.
    Report on Incentive Programs for After-Hours Child Care: Directs the Department of Defense to brief Congress on their efforts to create and implement incentive programs that would encourage Family Child Care providers to expand their services, support military spouses, and provide after-hours childcare, which would support r Creech Airmen and their families, who often work outside of normal business hours due to the global operations they support.
    Report on Integration of Military Service Outcome Data with State Educational Systems: Directs the Secretary of Defense, in consultation with the Secretary of Education, to brief Congress on the feasibility of establishing a data sharing system to assist states in accessing military enlistment data to better inform students about military careers. 
    Hearing Aid Coverage for Children of Retired Servicemembers: Extends hearing aid coverage to children of all retired servicemembers, including retired members of the reserve components.
    Creech Air Force Base Health Assessment: Directs the Secretary of the Air Force, in coordination with the Defense Health Agency, to assess behavioral and social health conditions affecting servicemembers and families stationed at Creech. 
    Cyber Talent Management: Creates a DoD talent management program to support cyber personnel transitioning from active duty to the reserves. The provision  also authorizes U.S. Cyber Command to carry out a pilot program to provide skill incentive pay to help retain the top Cyber talent in the Cyber Mission Force. 
    Tibetan Plateau Strategy: Requires an expanded report on China’s military strategy on the Tibetan Plateau, directing the Department of Defense to analyze the risks related to China’s control of natural resources – particularly water – on the Plateau.
    Report on Department of Defense Paint Facilities for Corrosion Control: Directs the Secretary of Defense to provide a report to Congress on the status of facilities worldwide – including at Nellis Air Force Base – that conduct sanding and blasting operations of paint containing Hexavalent Chromium—a toxic, cancer-causing chemical used in paint on aircraft to prevent them from corroding.
    Rosen-backed provisions included in the FY26 Senate NDAA:
    Prioritize C-130J Recapitalization: Prohibits the Air Force until 2028 from spending funds on C-130J modernization until all Air National Guard units flying legacy C-130Hs, such as the Nevada Air National Guard in Reno, are set to receive C-130Js. 
    SkillBridge Protection: Protects the existing SkillBridge program for all enlisted servicemembers. SkillBridge provides transitioning servicemembers opportunities to participate in training and development with potential post-service employers during their last 180 days of military service, so they can gain invaluable skills, and be more prepared for life after service. Senator Rosen helped introduce bipartisan legislation with Senator Cruz to expand the SkillBridge program. 
    IVF for Military Families: Ensures that In-vitro Fertilization ( IVF) and fertility-related care shall be covered under TRICARE Prime and TRICARE Select for both servicemembers and their spouses for up to three cycles.

  • MIL-OSI USA: Senator Collins Announces More Than $2.2 Million for Airport Improvements Across Maine

    Washington, D.C. – U.S. Senator Susan Collins, Chair of the Senate Appropriations Committee, announced that six Maine airports will receive a total of $2,263,425 to support important infrastructure improvements. The funding comes from the Federal Aviation Administration’s (FAA) Fiscal Year 2025 Airport Infrastructure Grants (AIG) program, made possible by the Infrastructure Investment and Job Act (IIJA). Senator Collins was one of 10 senators who negotiated the IIJA, which provided $15 billion for airport improvements nationwide.
    “Maine’s airports are vital pieces of our state’s transportation network that promote job creation and economic development. Throughout our state, airports play a critical role not only in carrying residents and visitors, but also in facilitating medical services for those in rural communities during emergencies when seconds count,” said Senator Collins. “These significant investments will allow airports across Maine to make much-needed improvements to their infrastructure.”
    Specifically, the funding has been allocated as follows:
    Presque Isle International Airport (PQI) – $930,362 to support a runway extension study and to acquire snow removal equipment to enhance the airport’s ability to clear the priority areas of the airfield during adverse weather conditions.
    Bangor International Airport (BGR) – $512,477 to rehabilitate runway pavement to minimize foreign object debris and maintain the structural integrity of the pavement, extending its useful life. This funding will also support the installation of a precision approach path indicator system and flight check.
    Sanford Seacoast Regional Airport (SFM) – $442,548 to rehabilitate the existing taxilane and construct a new service road to bring the airport into conformity with current FAA standards.
    Pittsfield Municipal Airport (2B7) – $162,000 to reconstruct the existing apron pavement and airfield markings, which have reached the end of their useful life.
    Greenville Municipal Airport (3B1) – $108,037 to update the existing airport master plan study.
    Machias Valley Airport (MVM) – $108,001 to construct a new 5,000-foot additional runway, adding capacity and increasing efficiency.
    Since joining the Appropriations Committee in 2009, Senator Collins has helped to secure more than $1 billion in competitive transportation grants for the State of Maine.

  • MIL-OSI New Zealand: Feedback sought on national fuel security plan

    The Coalition Government is seeking feedback on a draft Fuel Security Plan that provides a long-term strategy to ensure New Zealanders have reliable access to fuel in times of domestic and global disruption, Associate Energy Minister Shane Jones says.

    “As a small and remote island nation that imports nearly all of its liquid fuels, New Zealand is vulnerable to supply chain shocks beyond its borders,” Mr Jones says.

    “The Government is seeking to improve our fuel resilience and protect our economic wellbeing so our people and businesses can continue to move, work, and grow. New Zealanders are invited to have their say on the plan.”

    The plan builds on findings of the 2025 Fuel Security Study by focusing on four key areas:

    • Strengthening resilience against global supply disruptions
    • Enhancing domestic fuel infrastructure and emergency preparedness
    • Supporting the development of domestic low-carbon fuel alternatives
    • Managing fuel security during the transition to new energy technologies

    “Our recent decision to boost minimum fuel reserves and improve storage locations is prudent given the current global geopolitical environment.

    “Fuel security is not just an energy issue — it’s an issue of economic and national resilience. The consequences of inaction are too great. The Fuel Security Plan was a key plank in the New Zealand First-National Coalition Agreement to safeguard our transport and logistics systems and emergency services from any international or domestic disruption,” Mr Jones says.

    National two-minute silence to mark VJ Day 80

    National two-minute silence will be held at 12 noon on 15 August 2025 to honour the 80th anniversary of VJ Day

    • Event at National Memorial Arboretum to honour VJ veterans will be broadcast live
    • Red Arrows will join historic Spitfire and Hurricane aircraft for flypast over national VJ Day 80 commemorations

    Members of the public are encouraged to participate in a national two-minute silence on Friday 15 August to mark the 80th anniversary of the end of the Second World War. 

    A Service of Remembrance will honour and remember those who fought and died during the Second World War in the Far East at the National Memorial Arboretum in Staffordshire, which will be broadcast live on BBC1 from midday. 

    It will host a spectacular tribute to veterans involving 400 members of the Armed Forces, the Red Arrows and historic aircraft from The Battle of Britain Memorial Flight.

    This follows four days of events in May to commemorate the 80th anniversary of VE Day, which marked the end of the Second World War in Europe. 

    However, at that time 80 years ago, thousands of British and Commonwealth military personnel continued to fight Japanese forces in Asia and the Pacific for a further three months when Victory over Japan (VJ Day) was declared on 15 August 1945, following Imperial Japan’s surrender to Allied Forces. Alongside British Armed Forces, hundreds of thousands of people served in the Far East from countries including pre-partition India, Australia, New Zealand, Canada, Nepal and from African nations.

    The Service of Remembrance will be run in partnership with the Royal British Legion and will be attended by Second World War veterans, VJ association members, senior politicians, and military personnel. It will pay tribute to the British, Commonwealth and Allied veterans who served in the Far East theatres of war, the Pacific and Indian Ocean territories.

    The event will include a guard of honour of Royal Navy, British Army and Royal Air Force and music provided by military bands. The Battle of Britain Memorial Flight will lead a breathtaking flypast featuring the historic Dakota, Hurricane and Spitfire aircrafts. 

    Veterans attending will include Burma Star recipients, British Indian Army veterans and those involved in the Battles of Kohima and Imphal, as well as Prisoners of War held across the region and veterans stationed in the UK or Commonwealth countries, who contributed to the war effort. 

    The service is a ticketed event, but members of the public visiting the Arboretum on the day are invited to observe the two-minute silence and watch the service on large screens at a nearby public viewing area.

    Culture Secretary Lisa Nandy said: 

    Those who continued to fight bravely in Asia and the Pacific in those last few months of the Second World War must never be forgotten. 

    It is so important for us as a nation to come together on this important anniversary to remember our VJ Day veterans and hear their stories first-hand so we can ensure that their legacy is passed on to future generations and their sacrifice is never forgotten.

    Defence Secretary John Healey said: 

    VJ Day was the final victory in a war that changed the world, and we honour those who served in the Far East with enduring gratitude. 

    Just as we proudly marked VE Day, we reflect on the courage, sacrifice and resilience shown by so many to secure peace. 

    Their legacy must never be forgotten, and it’s our duty to pass their stories on to future generations.

    Mark Atkinson, Director General of the Royal British Legion, said: 

    We encourage everyone across the country to take a moment to reflect during the two-minute silence on VJ Day, to watch the Service of Remembrance live on the BBC or at the Arboretum, and pay tribute to those from Britain and across the Commonwealth who fought in the Far East in the Second World War. 

    It was so moving to see the nation come together for VE80 and to be putting veterans at the heart of these commemorations – now we have one of our last chances to honour all those VJ Day veterans whose service and sacrifice finally brought an end to the War.

    Second World War veteran and RBL ambassador Tom Berry, 101, from Cheshire, who was serving on HMS Tartar in the Pacific when Japan surrendered, said:

    For veterans like me and all those who carried on fighting until VJ Day was announced, this will be a very emotional day – a moment in history. I’ll be watching the service at home, and I’d ask the country to do the same – to stop and remember all those who gave so much for our freedoms, and those who never made it back.

    The national commemorations will commence with a government reception to celebrate VJ Day with veterans.  

    Government buildings and High Commissions across the globe will also be lit up on 15 August to commemorate VJ Day. 

    In addition, Imperial War Museums (IWM) will be screening I Saw The World End, a digital public artwork by celebrated artist and designer Es Devlin, at Piccadilly Circus on Wednesday 6th August to commemorate the dropping of the atomic bombs on Hiroshima and Nagasaki. 

    IWM will also invite visitors to reflect on the events leading up to the end of the Second World War through paper dove and crane making activities at IWM London and IWM North.  

    On VJ Day itself, IWM will premiere a new contemporary film exploring the events and significance of VJ Day and the war in Asia and the Pacific. The film, which can be seen at IWM North and outdoor screens in locations across the UK, is produced in partnership with SODA (School of Digital Arts), part of Manchester Metropolitan University. A new augmented reality experience at IWM North will also engage audiences in a deeper exploration of the Second World War in Asia and the Pacific and its significance, bringing to life some of the personal stories, sound and film from IWM’s collection.

    Following the success of IWM’s VE Day Letters to Loved Ones initiative, the public are asked to delve into their family history to find letters sent by relatives to loved ones that provide fresh insight and first-hand testimonies of VJ Day and the war in the Far East. Digital copies can be uploaded onto the official VE/VJ80 website.

    James Taylor, IWM’s Principal Curator of Public History said: 

    The story of the Second World does not finish with VE Day on 8 May 1945, with intense fighting in Asia and the Pacific continuing for another three months, and the destruction of the Japanese cities of Hiroshima and Nagasaki. Through this varied programme of activities, we will shine a light on these often-overlooked stories from the final months of the Second World War. Through public film screenings, digital experiences, and artist commissions, IWM will give people the opportunity to delve deeper into the significance of the war in Asia and the Pacific and its lasting global impact.

    The Government is working with partners across the UK, including the Devolved Governments of Scotland, Wales and Northern Ireland, to ensure commemorations are inclusive and UK-wide. 

    The Commonwealth War Graves will continue their Every Story For Evermore campaign through events, new content, and augmented reality tours at international sites. These will include Commonwealth War Graves Cemeteries at Nairobi in Kenya, Sai Wan in Hong Kong, Kranji in Singapore, Kanchanaburi in Thailand, and Yokohama in Japan. This will enable international audiences to learn about the men and women who continued to serve in the Second World War after VE Day.

    Director of Education, Engagement and Volunteering at the Commonwealth War Graves Commission, Simon Bendry, said:

    As part of the anniversary commemorations marking the end of the Second World War, the Commonwealth War Graves Commission is encouraging people around the world to pause and reflect on the human cost of conflict.

    We commemorate more than 580,000 casualties who died during the Second World War, and we invite the public to ensure their stories are never forgotten by exploring and contributing to our online story collection, For Evermore, and by joining commemorative events taking place across the globe. From sites in the UK to Japan, from Kenya to Thailand, Indonesia and Singapore, local communities will have opportunities to honour and remember those who gave their lives and acknowledge the huge sacrifices made in pursuit of peace.

    Bergman Secures Major Wins in NDAA to Boost Military Readiness, Energy Independence, and Housing for Servicemembers

    Washington – Today, Rep. Jack Bergman, Chairman of the House Armed Services Subcommittee on Readiness, issued the following statement in support of the FY26 National Defense Authorization Act (NDAA):

    Key provisions in the FY26 NDAA include:

    • Toxic Exposure Accountability: Builds on the momentum of the recently introduced Military PFAS Transparency Act by incorporating key provisions requiring detailed cleanup plans, risk assessments, and safeguards to protect military families from harmful chemicals at Camp Grayling, Wurtsmith Air Force Base, and military installations nationwide.

    • Indo-Pacific Strategy: Streamlines contested logistics, enhances Air Mobility Command’s readiness, and expands additive manufacturing near forward-operating locations.

    • Military Construction Reform: Cuts red tape and construction costs by eliminating outdated mandates, allowing faster, more cost-efficient construction of barracks and childcare facilities, and investing $120 million in new military labs.

    • Servicemember Housing: Adds $240 million for new barracks, strengthens oversight of private military housing, and demands DOD accountability on health and safety obligations.

    • Energy Independence: Advances next-generation nuclear energy by expanding deployment on military bases, investing $20 million in advanced nuclear fuel, and streamlining DOD nuclear energy initiatives.

    • Military Aviation Safety: In response to deadly trends, this year’s NDAA mandates an independent safety review and key reforms to improve rotary wing training and maintenance safety practices.

    • Training Innovation: Accelerates use of cutting-edge simulators, extended reality, and synthetic environments to improve readiness and reduce costs.

    • Maintenance & Readiness: Addresses F-35 parts shortages, boosts amphibious ship maintenance funding, and demands accountability for aircraft mission-capable rates.

    • Made in America: Protects U.S. supply chains by prohibiting taxpayer funds from flowing to adversaries and requiring American-made military food and energy supplies.

    ANDERSEN AIR FORCE BASE, Guam (AFNS) —  

    The 354th Air Expeditionary Wing is participating in exercise Resolute Force Pacific 25, to test its ability to quickly and effectively command and control air assets throughout the Pacific, July 10 – August 8.

    REFORPAC 25 is the largest Air Force contingency training exercise in the Pacific, training military members to maintain readiness and execute missions under stress throughout multiple locations in the Pacific, including Guam, Japan, and international airspace.

    “REFORPAC will demonstrate how our Airmen generate and employ lethal combat airpower at effective scale and scope to achieve combatant commander objectives,” said Col. Matthew Johnston, 354th Air Expeditionary Wing commander. “Collaborating with our allies, partners, and Joint Forces we will validate our ability to maintain robust command and control in the region while maneuvering our forces and executing missions.”

    Department of the Air Force leaders commended top performers within the 509th and 131st Bomb Wings during a visit to Whiteman AFB.

    WHITEMAN AIR FORCE BASE, Mo. (AFNS) —  

    Secretary of the Air Force Troy Meink and Air Force Chief of Staff Gen. David Allvin visited Whiteman Air Force Base on July 10 to commend Airmen on the success of Operation Midnight Hammer.

    The June 21 operation saw seven B-2 Spirit deliver an overnight strike on three Iranian nuclear facilities, the largest B-2 operational strike in U.S. history. In a timeline of just weeks, members of the 509th and 131st Bomb Wings turned strategic planning of an unprecedented operation into global execution.

    “The success of this mission demonstrates the precision and potency of a combat-ready Air Force and strategic innovation,” Meink said. “The warfighting capability of the Total Force Airmen here and the B-2 Spirit was tested with the world watching, and Team Whiteman performed flawlessly.”

    The complex operation incorporated decoy bombers that flew west over the Pacific Ocean. This deceptive tactic was known ahead of time by only a select few mission planners at Whiteman AFB and key leaders at the Pentagon and U.S. Central Command headquarters. The seven aircraft that executed the mission deployed a total of 14 GBU-57 Massive Ordnance Penetrators, which was the first operational use of the “bunker buster” bombs.

    During their visit, the senior leaders thanked the members at Whiteman AFB who contributed to the operation and coined those who exemplified excellence throughout all stages of the mission.

    “The U.S. Air Force’s ability to project airpower globally with minimal notice is unmatched,” Allvin said. “Our advantage stems from Airmen who are mission-focused and able to adapt to a rapidly evolving strategic landscape. The Airmen here have set the standard for operational precision and execution.”

    The pressure of the high-stakes mission was not only felt by the B-2 pilots and operation’s planners. Given a deadline of nearly one week, Airmen assigned to the 509th Maintenance Group were tasked with building and loading the GBU-57 MOPs, refueling the aircraft, and performing preflight inspections ensuring the bombers could carry out their lengthy flights and deploy the weapons.

    “I could not be prouder of the men and women of Team Whiteman,” said Col. Joshua Wiitala, 509th Bomb Wing commander. “Operation Midnight Hammer showed the world that we are ready to deliver precision global strike when called upon. We are humbled by the recognition the team is receiving from our nation’s leaders for their perseverance and dedication to our one-of-a-kind mission.”

    Being the only installation in the world to operate a stealth bomber makes Whiteman AFB an integral component to U.S. Strategic Command’s mission of deterring strategic attack.     BEIJING, July 14 (Xinhua) — Provocations and warmongering by armed groups advocating “Taiwan independence” are useless and will only lead to their self-destruction, Chinese Defense Ministry spokesman Jiang Bin said Monday.

    Jiang Bin made the statement in response to a journalist’s question about the creation of Taiwan’s first HIMARS multiple launch rocket system battery.

    In order to secure American support for “Taiwan independence,” the Democratic Progressive Party (DPP) administration is selling out Taiwan’s interests to the United States by squandering the Taiwanese people’s hard-earned money to pay for “defense costs,” the official said.

    “Buying American weapons to give oneself courage is absolutely useless and self-deceiving, and resisting reunification by force is a dead end,” Jiang Bin said.

    The official was also asked about the launch of the W121 air route by the Civil Aviation Administration of China, which is a connecting route with the M503 route. The establishment and launch of the relevant air route is a routine action carried out by relevant departments in accordance with the needs of managing the development of civil aviation, and will benefit compatriots on both sides of the Taiwan Strait, Jiang Bin noted.

    Since the origin of the EU emissions trading system (EU ETS), the EU has embraced the concept of international carbon markets to reduce greenhouse gas (GHG) emissions globally. The EU-Swiss ETS linkage set a precedent for potential expansion. As the world’s first carbon market, the EU has long led the development of carbon pricing, and the EU’s and UK’s decision to link their systems is a significant endorsement of this approach. This briefing presents an overview of the potential linkage between the EU ETS and the UK’s emissions trading system (UK ETS), following the recent political announcements. The EU and UK have long been committed to addressing the pressing issue of climate change, and the linkage of their ETSs is a crucial step towards achieving this goal. Linking the EU and UK ETSs could generate benefits in terms of sustainable economic growth and improved energy security, and protect the climate.     Bon soir. Good evening. 

    It’s a great pleasure to be here with you, tonight, in honour of Bastille Day, a day of surpassing joy throughout France, and one that resonates far beyond its borders, including right here in Hong Kong. 

    Tonight is a wonderful opportunity to reflect on the strong and deepening ties between France and Hong Kong. They are thriving, and in so many promising ways.

    France remains one of Hong Kong’s most important trading partners in the European Union, with our bilateral trade in goods reaching around EUR9 billion last year. And Hong Kong, I must say, is a passionate admirer of French products. French elegance is quite literally everywhere in this city, especially when you count the handbags carried and the fashion worn by men and women in this city.

    And of course, our enduring love for Bordeaux and Burgundy wines, champagnes and, increasingly, fine French liquors and spirits, continues to flourish, as the Consul General rightly mentioned earlier.

    We are also seeing a growing interest from French companies and professionals in the opportunities here in Hong Kong. Last year, around 350 French companies operated here, spanning a wide range of industries. French technologies and expertise have long contributed to Hong Kong’s development in such areas as smart mobility, energy efficiency, construction engineering and waste management. 

    I believe more are on the way. Notably, a global leader in aeronautical services from France will establish facilities in Hong Kong for aircraft dismantling, parts recycling, and manpower training. This investment aligns with our vision of becoming a regional hub for aircraft parts processing and trading. The company also has plans to set up ancillary operations in Zhuhai. It shows how we are joining hands to bring French industrial excellence into the Greater Bay Area. 

    In the innovation and technology sector, France ranks among the top three international sources of start-up founders in Hong Kong. It not only reflects French entrepreneurial spirit, but also the vast potential of our tech co-operation.

    And I’m pleased to note that in the first half of this year alone, over 74 000 French visitors came to Hong Kong, a 9 per cent year-on-year increase. We hope many more will follow.

    Looking ahead, I am confident that the relationship between Hong Kong and France will continue to grow from strength to strength, especially in the broader context of the ever-deepening China-France relationship.

    Last year, our country became the largest Asian investor in France, and Hong Kong continues to be a vital conduit for Mainland investments into Europe, and as a springboard for Mainland companies expanding into the continent. At the same time, we remain the gateway of choice for French and European enterprises seeking opportunities in China and across Asia.

    That role is more important than ever today. In a world beset with uncertainty – geopolitical risks, tariff chaos, and the rise of protectionism and unilateralism – we stand to support and benefit from stronger co-operation between China and France, and between Asia and Europe.

    Hong Kong stands as a steadfast “super connector”, a reassuring beacon of free and open trade, a champion of cross-border investment, and an international city of stability, diversity and opportunity.

    This is evident in our financial markets. Last year, the Hong Kong stock market recorded an 18 per cent gain, and has grown by another 20 per cent so far this year. This year, we raised around EUR14 billion through IPOs so far, putting us the leading IPO market in the world. International investors, including European ones, are playing key roles as cornerstone participants. And since last September, waves of capital from the US and Europe flowed into our markets, as global investors recognised that they might have under-weighted their allocations to the Greater China region, particularly in the technology and green energy sectors. 

    In short, the world, and its capital, has turned to Hong Kong as a safe, welcoming and reliable haven.

    More and more, the international community are rediscovering the strengths of Hong Kong’s “one country, two systems” framework. A cornerstone of it is our unwavering commitment to the rule of law, underpinned by the common law system and a judiciary exercising powers independently. Over the past few years, the restoration of stability as well as law and order has not only safeguarded the rights and freedoms of our people, but also reinforced Hong Kong’s appeal as a safe and world-class business destination.

    This is reflected in our rising position in various international competitiveness rankings and positive feedback we continue to receive from foreign businesses operating here.

    Ladies and gentlemen, as the Consul General noted earlier, there is so much more that Hong Kong and France can do together – in technology, housing, education, arts and culture, and in celebrating the many pleasures of life. I look forward to more exchanges and deeper collaboration between our two communities.

    And that should include a visit by the Champions League winners, or better yet, Les Bleus, to our world-class Kai Tak Stadium. 

    Let us continue to build lasting bonds between Hong Kong and France, France and Hong Kong.

    WASHINGTON – U.S. Senator Brian Schatz (D-Hawai‘i) today announced that the U.S. Department of Transportation has awarded the State of Hawai‘i with $5,512,623 in new federal grant funding for runway improvements at Ellison Onizuka Kona International Airport at Keahole, the largest airport on Hawai‘i Island and the state’s second international entry point.
    “This new federal funding will help modernize and strengthen infrastructure at Kona International Airport, making it more reliable and safer for travelers,” said Senator Schatz, a member of the Senate Appropriations Subcommittee on Transportation and Housing.
    The federal funding will be used to help complete KOA’s ongoing runway rehabilitation project. The new money will help restore and upgrade the runway to meet modern standards and ensure its long-term operational reliability.

    LONDON, July 14 (Xinhua) — Four people were killed in a plane crash at London’s Southend Airport on Sunday, local media reported on Monday.

    Four people have died, the BBC and PA news agency reported. Police have not yet confirmed the number of casualties.

    The 12-metre-long aircraft, believed to be a Beech B200 Super King Air, was owned by Dutch company Zeusch Aviation and was scheduled to fly to Lelystad Airport in the Netherlands.

    Zeusch Aviation confirmed that its flight SUZ1 “experienced an incident” at London Airport and expressed sympathy to “all those affected”.

    Video footage shows a huge fireball after the plane crashed.

    Pictures posted online showed large flames and a cloud of black smoke after the crash, which happened on Sunday afternoon. Essex Police said they received “reports of a collision involving a single 12m aircraft” shortly before 4pm local time /1500 GMT.

    Southend Airport said the airport would be “closed until further notice” due to a “serious incident”. -0-

    The IAM Union Air Transport Territory issued a strong call for action and accountability following a guilty plea in a violent assault against a United Airlines gate agent and IAM member at Washington Dulles International Airport.

    On July 10, 2025, Christopher Stuart Crittenden pleaded guilty in federal court to charges stemming from an attack in which he punched an IAM Union member/United Airlines customer service agent, knocking them unconscious, and attempted to assault another IAM member who barely avoided the assault. 

    Your IAM Union leadership responded swiftly with renewed calls for greater protections for our members in the airline industry.

    “No airline worker should ever fear being physically attacked for doing their job,” said IAM Union International President Brian Bryant. “This plea is a step toward justice but cannot stop here. Our members show up every day to keep travelers safe. We need Congress and federal agencies to show up for them by ensuring they are fully protected under the law.”

    The IAM represents over 100,000 airline workers, including customer service agents, ramp workers, aircraft mechanics, fleet service workers, flight attendants, stock clerks, and more. This latest assault justifies the need for stronger deterrents and enforcement mechanisms, as physical and verbal assaults on airline workers have spiked in recent years.

    “We are grateful that Mr. Crittenden has admitted guilt,” said IAM Union Air Transport Territory General Vice President Richie Johnsen. “But this isn’t just about one individual. It’s about a system that has too often failed to protect frontline workers from harassment and violence. We demand change, not just for our member at United Airlines, but for every airline employee.”

    “This was a completely preventable act of violence,” said IAM Union Air Transport Territory Chief of Staff Edison Fraser. “Too many of our members have been assaulted while trying to do their jobs with professionalism and care. They’re not asking for applause — just for the ability to work without being punched or screamed at.”

    This assault has spotlighted the demands for legislative and regulatory action.

    “District 141 stands behind our member and their family every step of the way,” said IAM Union District 141 President and Directing General Chair Mike Klemm. “It’s not enough to just prosecute after the fact. We need action from the Department of Transportation and airline management to create safer workplaces for gate agents and all airport employees.”

    The IAM continues to push for reforms that include:

    • Mandatory federal penalties for assaults on all aviation workers;
    • Increased staffing and security in high-risk airport areas;
    • Expanded training for de-escalation and reporting;
    • Zero-tolerance policies that are jointly enforced by airlines and federal agencies.

    “We have been leading this fight on customer service assaults on Capitol Hill for years,” said IAM Union National Legislative and Political Director Hasan Solomon. “We’ve called on Congress and the Department of Justice to treat assaults on airline workers with the same urgency as assaults on flight crews or law enforcement. This person was banned from ever flying on United Airlines, but these types of incidents should get a person banned forever on all airlines.”

    The IAM urges the public, elected officials, and airline companies to stand with frontline workers and ensure they receive the dignity and security they deserve.

  • MIL-OSI Security: Maryland Man Pleads Guilty After Assaulting an Airline Gate Agent

    ALEXANDRIA, Va. – A Maryland man pled guilty today to interfering with security screening personnel.

    According to court documents, on March 13, Christopher Stuart Crittenden, 54, of Frederick, who had consumed multiple alcoholic beverages, became irate about a delay and his seating assignment for his flight from Washington Dulles International Airport. Crittenden shouted expletives at a gate agent. The agent informed the flight captain, who was on the jet bridge, that Crittenden was likely inebriated and verbally harassing airline staff. The captain came to the gate to speak with Crittenden and ultimately informed him that he could not fly on the aircraft.

    Crittenden then assaulted the agent by punching him in the face, temporarily rendering the victim unconscious. Crittenden also attempted to punch another gate agent, but that gate agent avoided the assault.

    Crittenden is scheduled to be sentenced on Oct. 9 and faces up to 10 years in prison. Actual sentences for federal crimes are typically less than the maximum penalties. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Erik S. Siebert, U.S. Attorney for the Eastern District of Virginia, and Joshua P. Stone, Special Agent in Charge of the FBI Washington Field Office’s Counterterrorism Division, made the announcement after U.S. District Judge Michael S. Nachmanoff accepted the plea.

    Assistant U.S. Attorney Meredith Clement is prosecuting the case.
