    The names of the winners will be announced at a ceremony on October 28. The organizer of the annual event is the Ministry of Education and Science of Russia.

    “In the Decade of Science and Technology, announced by President Vladimir Putin, the popularization of research and development is of particular importance. The “For Loyalty to Science” award helps to encourage journalists, bloggers, and popularizers, who, among other things, help to raise the prestige of the scientific profession and attract new personnel to the field for the technological leadership of our country. This year, more than 1.8 thousand applications from 80 regions of Russia were submitted for the award – almost 1.5 times more than last year. The most popular nomination was “Science for Children”. It was held for the first time and accepted applications from projects for the youngest. The emergence of such nominations and topics is an important trend, since the development of the country and our common future depend on what the younger generation will be interested in, what knowledge and skills they will develop,” emphasized Deputy Prime Minister Dmitry Chernyshenko.

    The winners of the award will receive a cash reward and special prizes from the competition partners: a trip on a nuclear icebreaker, a trip to one of the Russian cosmodromes, an excursion to one of the high-tech facilities of PJSC Gazprom, a tour of an aircraft manufacturing plant with the opportunity to test their strength on the MC-21 pilot training complex.

    “In the last few years, our award has been breaking records in terms of the number of applications submitted. This year, the most popular nominations were: “Science for Children”, “Author of Digital Content”, “Recognition”, “Scientific Press Service of the Year”, “Work with Experience: Protecting Historical Truth”, “Russian Science for the World”. Such a wide range of applicants’ interests speaks of the great attention paid to the activities of scientists and researchers in completely different industries and spheres. Thanks to your work, dear participants, the number of people interested in Russian science is growing, especially among the younger generation, and this is especially valuable,” said Minister of Education and Science Valery Falkov.

    The applications received were evaluated by journalists who widely cover scientific topics, scientists, representatives of government authorities, private foundations, companies, non-profit organizations, press services of universities, and research institutes. The laureates and diploma winners will be determined by the prize organizing committee.

    The event’s partners are the Russian Academy of Sciences, the Kurchatov Institute National Research Center, and Lomonosov Moscow State University. For more than five years in a row, the award has been supported by the Art, Science, and Sport Charity Foundation. The award is held as part of the Decade of Science and Technology announced by Russian President Vladimir Putin.

    The founders of special prizes are traditionally the state corporations Roscosmos, Rostec, and Rosatom. Since 2024, PJSC Gazprom and PJSC VTB Bank have become the new partners of the award.

  • MIL-OSI USA: Visitors Explore NASA at Ingenuity Fest

    NASA’s Glenn Research Center participated in the Cleveland Ingenuity Fest 2024: Take Flight on Sept. 27-29. Ingenuity Fest, held at the 300,000-square-foot Hamilton Collaborative, features artwork, musicians, dancers, poets, and performances of all types. It also highlights maker and innovator exhibits, fine art, and more. 
    NASA Glenn’s staff shared opportunities for the community to engage directly with NASA through prize challenges, crowdsourcing, and citizen science. Through these platforms, the public can make an impact on NASA’s mission by providing innovative solutions to address the agency’s needs.  

    Guests learned about the agency’s mission to send the first woman and first person of color to the Moon through the Artemis program, experienced virtual reality visualizations showing NASA’s work with radioisotope power systems, and learned about the effects of drag on an aircraft using a mini wind tunnel. The Graphics and Visualization Lab showcased NASA’s advanced visualization technology to provide innovative solutions for the agency and the scientific community.

    The Sea Phase of Exercise MALABAR 2024 commenced on 14 Oct 24 off the coast of Visakhapatnam.

    Naval warships, embarked integral helicopters and long-range maritime patrol aircraft from Australia, India, Japan and USA are now exercising in unison in the Bay of Bengal, demonstrating a high level of collaboration and operational synergy.

    As part of this phase, the participating navies will engage in a wide range of maritime warfare operations, covering the surface, sub-surface, and air warfare domains. These advanced and complex exercises are designed to enhance mutual understanding and coordination, with the aim of operating seamlessly as a Combined Task Force at sea. In sub-surface warfare exercises, Indian Naval submarines would be participating and combined drills of Special Forces from participating nations will also be featured in this phase.

    This Sea Phase will further strengthen interoperability between the participating nations and contribute towards enhancing regional security and stability in the Indo-Pacific. The sea phase will culminate on 18 Oct 24 with the closing ceremony for MALABAR 2024.

  • MIL-OSI USA: Burgum signs MOU with Korean UAS association, expanding North Dakota’s collaboration opportunities

    Gov. Doug Burgum and Korea Research Association for Unmanned Vehicles (KRAUV) Chairman Choi Myungjin today signed a memorandum of understanding (MOU) between the state of North Dakota and KRAUV to establish a partnership and promote collaboration in Unmanned Aircraft Systems (UAS) research and development.  

    KRAUV is focused on the advancement of UAS technology in Korea and the continued development of the country’s UAS ecosystem. Much like the state of North Dakota, the South Korean government is a strong proponent of UAS development, investing well over $1 billion to grow the industry and establishing policies supportive of UAS research, development and commercialization. The nation has also invested millions of dollars in its own UAS military fleet to protect its borders.

    “Working together with KRAUV to advance UAS research and development will help North Dakota further cement our status as a global leader in this industry while also strengthening our relationship with the Republic of Korea, one of our state’s top trading partners and a key U.S. ally,” Burgum said. “From monitoring crops and assessing risks to energy infrastructure, to emergency response and defense capabilities, the list of UAS applications continues to grow, and we’re grateful for KRAUV’s partnership in exploring and developing those possibilities into jobs and economic growth.”

    Myungjin highlighted the strategic importance of this collaboration, stating, “North Dakota is recognized for its world-class UAS infrastructure, particularly in testing capabilities. Through this partnership, we are confident that Korean companies will build a strong foothold in the international market, beginning with North Dakota. Today’s agreement will stimulate greater investment between Korea and North Dakota, supporting sustainable growth and serving as a crucial step towards creating a vibrant global unmanned vehicle ecosystem. KRAUV remains committed to fostering the growth and progress of the global unmanned vehicle industry.” 

    The signing ceremony in Seoul was attended by Burgum, Myungjin, Commerce Commissioner Josh Teigen and North Dakota Trade Office Executive Director Drew Combs, among others. 

    North Dakota is a UAS leader in the United States. The Northern Plains UAS Test Site in Grand Forks constitutes the hub of the state’s UAS ecosystem. A designated FAA partner, the Test Site boasts the nation’s first Beyond Visual Line of Sight (BVLOS) system in Vantis. Additionally, the University of North Dakota’s John D. Odegard School of Aerospace Sciences offers the first UAS degree program in the nation, and Grand Sky Business Park is the first of its kind, offering commercial UAS business and aviation services adjacent to the Grand Forks Air Force Base.   

    The MOU signing was part of a weeklong trade and investment mission to the Republic of Korea for Burgum and fellow members of the North Dakota delegation from the North Dakota Department of Commerce, North Dakota Trade Office, Energy & Environmental Research Center at the University of North Dakota, and North Dakota companies representing agriculture, energy, manufacturing, aerospace and technology.

  • MIL-OSI Australia: Airservices Australia collaborates with Wisk for airspace of the future

    Airservices Australia has signed a memorandum of understanding with global aerospace manufacturer Wisk Aero which will help both organisations gain insights into the future airspace management needs of Advanced Air Mobility operations, such as air taxis. 

    Advanced Air Mobility (AAM) is the next generation of aviation technology and is set to transform transportation with aircraft designed for urban and regional travel. Offering faster, cleaner, and more efficient ways to move people and goods, they have the potential to reduce congestion, cut emissions, and provide rapid, point-to-point journeys. 

    The arrangement will enable Wisk, which has developed all-electric vertical take-off and landing (eVTOL) aircraft designed to be operated as air taxis, and Australia’s air navigation service provider to share expertise which will pave the way for safe advanced air travel in the coming decades. 

    In Australia it’s predicted there’ll be approximately 1-million air taxi flights each year by 2043. Providers such as Wisk are planning to have air taxi services available for the 2032 Brisbane Olympic Games. 

    As part of this MOU, we will be conducting a series of workshops and simulations aimed at gaining a deeper understanding of how Advanced Air Mobility systems will seamlessly integrate with Airservices systems into the national airspace.  

    Airservices Australia Interim Chief Executive Officer Rob Sharp said this partnership signified an important step towards fostering industry collaboration that would identify future requirements and ensure the successful incorporation of AAM into Australia’s airspace infrastructure. 

    “Airservices will share its air navigation technical engineering and air traffic management expertise to support design, development, and validation of air taxi operations concepts in Australia,” Mr Sharp said. 

    “The mutual benefit of this knowledge-sharing arrangement is it will help both organisations better understand industry needs and challenges and collaborate on strategies to ensure the safe and sustainable use of Australian airspace. 

    “This non-exclusive MOU is an example of Airservices’ commitment to working with industry to develop solutions that will enable emerging technologies to transform connectivity over short distances for a range of applications, including travel and emergency response.”

    Dear Mr. Speaker:   (Dear Madam President:)     (Dear Minority Leader Jeffries:)   (Dear Majority Leader Schumer:)(Dear Minority Leader McConnell:) I write to apprise you of developments in Israel and the United States Government’s response to them. On October 1, 2024, Iran launched over 200 ballistic missiles at Israel.  Consistent with our longstanding commitment to Israel’s security and our public indication of our continuing efforts to protect Israel from Iranian and Iranian-aligned threats, I am reporting to you the posture of United States military forces to aid in Israel’s defense against these attacks and any further such attacks.  The outstanding performance of our service members across the Middle East, working in strong support of Israeli forces, contributed to a historic defense of Israel against Iranian threats, much like our shared success on April 13, 2024.  Our shared success on October 1 included downing dozens of incoming Iranian weapons before they could harm civilians in Israel. In recent months, we have adjusted the United States military posture to improve United States force protection and increase support for the defense of Israel.  These adjustments include extension of the USS Abraham Lincoln Carrier Strike Group, along with its destroyer escorts and carrier air wing that is equipped with F-35C Lightning II Fifth Generation Fighters, to replace the previously extended USS Theodore Roosevelt Carrier Strike Group.  We also have deployed additional destroyers, including some that are ballistic missile defense-capable; the guided missile submarine USS Georgia, the USS Wasp Amphibious Ready Group/Marine Expeditionary Unit, multiple fighter and attack squadrons of Fourth and Fifth Generation Fighters including F-22, F-15E, and F-16, as well as A-10 Attack aircraft; and other forces. United States forces will remain postured in the region to serve important national interests, including the protection of United States persons and property from attacks by Iran and Iranian-aligned militias, and to continue to support the defense of Israel, to which our commitment remains ironclad.  In this context, I directed the deployment to Israel of a ballistic missile defense system and United States service members capable of operating it to defend against any further ballistic missile attacks while this defensive posture is deemed warranted. I directed this action consistent with my responsibility to protect United States persons and interests abroad and in furtherance of United States national security and foreign policy interests, pursuant to my constitutional authority as Commander in Chief and Chief Executive and to conduct United States foreign relations.                                Sincerely,                                  JOSEPH R.     North Carolina’s unprecedented response to the impacts of Hurricane Helene in Western North Carolina remains in full force as responders at the state, federal and local levels continue efforts to surge resources and bring assistance into affected areas. This morning, Governor Cooper was joined by FEMA Administrator Deanne Criswell and other state officials for a press briefing regarding storm recovery efforts. This afternoon, Governor Cooper traveled to Buncombe County to survey storm damage, see relief efforts, thank volunteers and speak with people impacted by the storm.

    Law enforcement is working to ensure the safety of responders amid reports of threats and misinformation. FEMA officials remain in communities and have resumed door-to-door operations to help people impacted by these storms recover as quickly as possible following reports of threats on the ground. Governor Roy Cooper has directed the Department of Public Safety to work with local law enforcement to identify specific threats and rumors and coordinate with FEMA and other partners to ensure the safety and security of all involved as this recovery effort continues.

    “Today I traveled to Asheville, Fairview and Swannanoa to see the critical work being done to get people federal assistance, hot meals and other resources they need as they deal with the impacts of Hurricane Helene,” said Governor Cooper. “I’m thankful for our law enforcement officers, first responders, volunteers and many others who are helping people in need.”

    The Governor visited a Disaster Recovery Center operating at A.C. Reynolds High School in Asheville where those affected by the storm can get assistance from FEMA and the Small Business Administration. The Governor also visited the Fairview Fire Department, which sustained major flooding and damage from the storm. Lastly, the Governor visited a Community Care Station in Swannanoa providing resources and hot meals to community members and emergency responders.

    Governor Cooper also issued an executive order today focused on addressing urgent needs related to drinking water and wastewater treatment in those counties impacted by Hurricane Helene. The Council of State concurred in a provision of the Order which allows the North Carolina Division of Water Resources to accelerate the timelines for repair to numerous facilities and other infrastructure damaged by Helene to ensure that impacted North Carolinians are able to obtain access to safe drinking water and wastewater treatment as soon as possible.

    The Order also directs NCDEQ to address the impacts of Helene on utility systems in the impacted areas. Specifically, the Order directs NCDEQ to assess the impacts of Helene across the impacted region, provide technical and financial support for drinking water systems, wastewater treatment facilities, and other infrastructure sites, and also to help expedite clean-up processes.

    In the immediate aftermath of this storm, because of massive communication outages in Western North Carolina, many people called 2-1-1 to report friends or family they couldn’t get in touch with. When phone service began to return, many people located their loved ones but that information doesn’t usually make it back to 2-1-1.

    The Department of Public Safety formed a task force to find who is still unaccounted for and focus efforts where needed. This is not a definitive count because the task force is continuing its work. This number will continue to fluctuate as more reports come in and others are resolved. As of today, the task force number of unaccounted for people is 92.

    North Carolina National Guard and Military Response

    Approximately 3,400 Soldiers and Airmen are working in Western North Carolina. Joint Task Force- North Carolina, the task force led by the North Carolina National Guard is made up of Soldiers and Airmen from 12 different states, two different XVIII Airborne Corps units from Ft. Liberty, a unit from Ft. Campbell’s 101st Airborne Division, and numerous civilian entities are working side-by-side to get the much-needed help to people in Western North Carolina.

    National Guard and military personnel are operating 11 aviation assets and approximately 1,200 specialized vehicles in Western North Carolina to facilitate these missions. The U.S. Army Corps of Engineers is helping to assess water and wastewater plants and dams. Residents can track the status of the public water supply in their area through this website.

    FEMA Assistance

    More than $99 million in FEMA Individual Assistance funds have been paid so far to Western North Carolina disaster survivors and more than 174,000 people have registered for Individual Assistance. More than 1,900 households are now housed in hotels through FEMA’s Transitional Sheltering Assistance.

    1,200+ FEMA staff are in the state to help with the Western North Carolina relief effort. In addition to search and rescue and providing commodities, they are meeting with disaster survivors in shelters and neighborhoods to provide rapid access to relief resources. They can be identified by their FEMA logo apparel and federal government identification.

    The Major Disaster Declaration requested by Governor Cooper and granted by President Biden now includes 27 North Carolina counties (Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mecklenburg, Mitchell, Polk, Rutherford, Swain, Transylvania, Watauga, Wilkes and Yancey) and the Eastern Band of Cherokee Indians.

    North Carolinians can apply for Individual Assistance by calling 1-800-621-3362 from 7am to 11pm daily or by visiting www.disasterassistance.gov, or by downloading the FEMA app. FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs.

    Help from Other States

    More than 1,500 responders from 38 state and local agencies have performed 140 missions supporting the response and recovery efforts through the Emergency Management Assistance Compact (EMAC). This includes public health nurses, emergency management teams supporting local governments, veterinarians, teams with search dogs and more.

    Beware of Misinformation

    North Carolina Emergency Management and local officials are cautioning the public about false Helene reports and misinformation being shared on social media. NCEM has launched a fact versus rumor response webpage to provide factual information in the wake of this storm. FEMA also has a rumor response webpage.

    Efforts continue to provide food, water and basic necessities to residents in affected communities, using both ground resources and air drops from the NC National Guard. Food, water and commodity points of distribution are open throughout Western North Carolina. For information on these sites in your community, visit your local emergency management and local government social media and websites or visit ncdps.gov/Helene.

    Storm Damage Cleanup

    Power Outages

    Across Western North Carolina, approximately 12,500 customers remain without power, down from a peak of more than 1 million. Overall power outage numbers will fluctuate up and down as power crews temporarily take circuits or substations offline to make repairs and restore additional customers.

    Road Closures

    Some roads are closed because they are too damaged and dangerous to travel. Other roads still need to be reserved for essential traffic like utility vehicles, construction equipment and supply trucks. However, some parts of the area are open and ready to welcome visitors which is critical for the revival of Western North Carolina’s economy. If you are considering a visit to the area, consult DriveNC.gov for open roads and reach out to the community and businesses you want to visit to see if they are welcoming visitors back yet.

    NCDOT currently has approximately 2,100 employees and 1,100 pieces of equipment working on approximately 6,700 damaged road sites.

    Fatalities

    Ninety-five storm-related deaths have been confirmed in North Carolina by the Office of Chief Medical Examiner. This number is expected to rise over the coming days.   • MIL-OSI Europe: New total defence resolution for a stronger Sweden

    The Government has now presented a Total Defence Bill for the period 2025–2030. It includes substantial reinforcements of the total defence. Additional funding totalling SEK 170 billion will be allocated to the military defence and SEK 35.7 to the civil defence through 2030. These are historically large investments. Defence expenditures will therefore already reach 2.6 per cent of GDP in 2028.

    Substantial reinforcement of capabilities within the total defence 

    Russia’s brutal war of aggression against Ukraine illustrates the destruction and strains that Sweden and its Allies could face. Russia is levelling cities, attacking civilian infrastructure and treating the civilian population like  legitimate targets. The Swedish Government is now building up total defence capabilities to meet these threats. 

    The Government also intends to increase funding to the military defence and the civil defence to increase total defence capabilities so that Sweden can meet various threats such as cyberattacks and hybrid attacks. This involves working systematically to break down barriers to growth within the total defence. The Government’s aim and approach is to accelerate the pace of rearmament. Where the defence resolutions of 2015 and 2020 provided a skeletal framework, the Government’s aim with the 2024 Defence Resolution is to lend the total defence some muscles. 

    Military defence

    “This is a powerful Defence Resolution that will give the total defence more strength and better balance. Now the efforts to step up the pace of the defence’s growth continue,” says Minister for Defence Pål Jonson. 

    The Government’s strategic approach for the military defence is to rapidly build up military capability and establish military units with the necessary materiel, personnel and coordinated training to meet the demands of the current geopolitical situation. This is in line with Sweden’s ambition of being a credible, reliable and loyal Ally. Four new brigades will be in place by 2030. The number of conscripts will increase to 10 000 by 2030, and then reach approximately 12 000 between 2032 and 2035. The number of refresher training sessions will be increased to maintain skills.  

    The war organisation’s capability will be enhanced during this defence resolution period. Greater resources will be invested in renovating, modifying and extending the service life of existing materiel and filling stockpiles of ammunition, anti-aircraft munitions and supplies. New capabilities are also being introduced, including long-range capability in the form of cruise missiles, anti-ship missiles and rocket artillery.

    NATO Capability Targets

    Fighting units are the basis of Sweden’s contribution to NATO deterrence and collective defence. The NATO Capability Targets already apportioned and those expected in 2025 serve as an important starting point for shaping the Swedish war organisation. The war organisation under this Defence Resolution is line with the requirements that we are expected to meet. 

    Reinforcements for the Army

    • Supplementary purchases (updates) of combat vehicles and tanks are being made.
    • An increase of anti-aircraft capability is in progress.
    • Development of rocket artillery capability will begin. 
    • More drones are being procured.
    • Continued additions of the previously ordered 72 Archer artillery systems.

    Reinforcements for the Navy

    • An investment in the Navy is taking place in the form of increased funding to increase personnel volume. Visby-class corvettes are undergoing a mid-term modification during this defence resolution period and, in conjunction with this modification, the five surface combat vessels will be armed with anti-aircraft missile systems. 
    • In addition, the coastal missile capability will be expanded and organised into two units to increase both availability and durability. The units armed with anti-ship missiles are an important complement for protection of the Baltic Sea.
    • Procurement of new Luleå-class surface combat vessels will begin in the period 2025–2030. Once delivered, those vessels will give the Navy increased capability and capacity, and make a significant contribution to anti-aircraft capabilities.

    Reinforcements for the Air Force

    • Three qualified S106 Globaleye reconnaissance planes will be procured for the Air Force during this defence resolution period.
    • Introduction of JAS Gripen 39E fighter aircraft begins in late 2024 and continues to be introduced in the armed forces during the period 2025-2030. 
    • Additional Black Hawk HK16 utility helicopters will be procured.
    • Additional SK 50 (Grob) basic trainer aircraft will be procured.
    • The Defence Resolution accelerates Sweden’s incorporation into NATO’s Integrated Air and Missile Defence (IAMD), which consists of necessary measures for deterrence or to nullify or reduce threats from the air domain. This will be achieved in part by incorporating Sweden into a system of integrated NATO and national sensor, command and control assets.

    Reinforcement of digitalisation, innovation and research

    The Government’s proposals also include a specific focus on materiel, defence innovation and research and development aimed at producing new capabilities and ensuring self-supply. 

    • By 2027, the appropriation for technological development, research innovation and defence research (appropriation 1:4) will increase by more than 50 per cent to just over SEK 1.6 billion.
    • NATO membership also entails requirements of greater interoperability with Allies within NATO. The Government therefore proposes that the war organisation be expanded in certain parts of command and logistics and that a new category of units designated for territorial duties be introduced.
    • The Government is also enhancing Sweden’s role as a credible space actor. This will be made possible through participation in various initiatives such as space-based reconnaissance and surveillance, responsive launching and satellite communications in the Arctic region.
    • Digitalisation will be carried out within command and intelligence functions and a reinforcement of defensive and offensive cyberoperations capabilities. 

    Civil defence

    Enhanced capabilities and an accelerated pace are priorities for developing the civil defence. The Total Defence Bill outlines a historically large investment in the civil defence through an allocation of SEK 37.5 billion through 2030. 

    “With the Defence Resolution in place, the course has now been set for a to build a powerful total defence. The civil defence will be built up based on the demands of war, and we aim to swiftly build up capabilities that strengthen Sweden and make our country more secure,” says Minister for Civil Defence Carl-Oskar Bohlin. 

    The introduction of the economic planning framework will serve as an important foundation for funding of the civil defence. The aim is to bring predictability, endurance and transparency to the strategic approach of the civil defence, and an ability to better prioritise and follow up results of the measures taken.

    Priority preparedness sectors

    All preparedness sectors in the civil defence will receive additional funding during the period 2025–2030. Society’s functionality is vital for the Swedish Armed Forces to be able to carry out its duties. Some preparedness sectors have therefore been given special priority. These include electronic communications and postal services, food supply and drinking water, health and social care, transport, energy supply, rescue services and protection of the civilian population. 

    Coordination and command of the civil defence  

    The Total Defence Bill highlights the need to strengthen command and coordination of the civil defence.

    The Swedish Civil Contingencies Agency currently has far-ranging tasks and responsibilities, which is why the Government sees a need to enable it to better provide support for the coordination of the civil defence at national level. The Government therefore intends to review responsibilities for rescue services and protection of the civilian population. The name of the Swedish Civil Contingencies Agency will also be reviewed.

    Command of the civil defence during heightened alert and ultimately war should be exercised by actors with geographical areas of responsibility. This requires a clear allocation of responsibilities and mandates at the relevant levels. The Bill stresses that the county administrative boards with responsibility for civil areas and government agencies with responsibility for sectors need clearer roles and stronger mandates. 

    Economic defence and cooperation with the business sector

    Sweden’s economic defence needs to be strengthened and central government needs to be clear about what requirements will be placed on the business sector and what its role is in the total defence. In war or under threat of war, it is critical that production and supply chains are durable, the business sector has the capacity to adapt its production, and stockpiles of essential goods – including input goods – are available. The Government intends to clarify government agencies’ responsibilities concerning the supply of critical goods and services for the needs of the total defence and for foreign trade.

    Psychological defence and will to defend

    Psychological defence is an important component of a strong total defence. Strengthening and maintaining the population’s will to defend itself is a core task of the psychological defence. Proactive and continuous work is needed throughout the defence resolution period to preserve and reinforce the population’s will to defend itself, resilience and personal preparedness. As an Ally, Sweden will also contribute to NATO’s capability to defend against cognitive warfare. 

    Cybersecurity 

    Cybersecurity is another important pillar of the modern civil defence. Essential public services need to have the capacity to withstand cyberattacks, and information security and cybersecurity must therefore be prioritised. With a new national cybersecurity centre and extensive investments, the Government is enhancing protection against increasingly pervasive cyberthreats.

    Sweden’s resilience as part of NATO deterrence 

    The resilience being built up by reinforcing the civil defence is vital not only to Sweden’s security, but also to that of our Allies in NATO. Society’s resilience thus becomes part of NATO’s collective deterrence and defence.

    On October 15, 2024 at approximately 5:21 a.m, Air India flight 127 made an emergency landing to Iqaluit, Nunavut. The flight departed from New Delhi and was enroute to Chicago. All 211 passenger and crew disembarked the aircraft and were relocated to the Iqaluit International airport.

    NSF celebrates the 2024 Earth Science Week theme ‘Earth Science Everywhere’ with 3 upcoming field campaigns across the country

    Starting this winter through next summer, the U.S. National Science Foundation is supporting three field campaigns, or collaborative research activities, to study atmospheric phenomena. The first will take place in Colorado and focus on snowstorms. Soon after that wraps up, another group of researchers will gather in the Great Plains to study hailstorms. Finally, a team of scientists will take to the skies above New York City to look at air pollution drivers.

    Winter snowstorms from a cloudy perspective

    From their perch in a wind vane atop the Storm Peak Laboratory, several cloud probes measure the properties of snowflakes and aerosols.

    Claire Pettersen and a group of researchers will spend 4 1/2 months working at a lab atop a Colorado mountain this coming winter as part of an NSF-funded field campaign to improve snowfall forecasts and climate change projections in the western U.S. mountains.

    The team includes scientists from multiple universities gathering at NSF-supported Storm Peak Lab, which sits atop Mount Werner next to a chairlift in the Steamboat Ski Resort, about an hour northwest of Denver. “Storm Peak Lab is a really cool place to design a field campaign,” Pettersen, a professor at the University of Michigan, said. “The lab actually sits inside a cloud when it snows on the mountain.”

    The lab’s unique location and cutting-edge meteorological instruments make it an ideal location to study how mountains impact winter clouds and snowfall. The upcoming effort, called the Snow Sensitivity to Clouds in a Mountain Environment (S2noCliME) field campaign, will leverage many NSF-funded resources in addition to the lab’s instruments, including the Colorado State University Sea-Going Polarimetric Radar, which will help the team study how storms can strengthen or weaken as they move through the region, and the State University of New York at Stony Brook radar observatory, which will help the team investigate cloud and ice particles during a snowstorm.

    The team is working with scientists at the NSF National Center for Atmospheric Research (NSF NCAR) to put together a public field catalog that holds its data and observations. The team is also connecting with the community, including the local airport and nearby schools, to share weather forecasts and raise awareness of the campaign. “We want to provide something to the community that’s useful,” Pettersen said.

    Springing into hailstorms in the Plains

    After the snow melts and spring turns to summer next year, hail scientist Becky Adams-Selin of the company Atmospheric and Environmental Research, along with 14 collaborating institutions from 11 states and four countries, will spend six weeks in the Great Plains and Front Range studying hailstones falling from the sky.

    Hail can destroy buildings and devastate crops. To better understand the science behind the ice, Adams-Selin is leading an upcoming field campaign called In-situ Collaborative Experiment for the Collection of Hail In the Plains (ICECHIP), which will use a variety of instruments and techniques to study hail processes in thunderstorms in the Great Plains and Front Range of the Rocky Mountains.

    “It’s been a few decades since the last major field campaign focused on hail,” Adams-Selin.

    ICECHIP plans to make up for the long gap with a multipronged approach. The team will send out four mobile radars to characterize hailstones’ physical characteristics, like their size and shape. During a hailstorm, the team will use custom-designed equipment to capture the stones as they fall and redirect them into a cooler. Other plans include creating 3D printed hail models and then using drones to drop them to see how fast they fall.

    “Hail science is having a renaissance moment,” Adams-Selin said. Not only will this campaign provide valuable data for researchers and weather forecasters, but it will also aid insurance companies trying to set rates and mitigate damage, roofing companies, farmers and other entities affected by hail. “We are very integrated with the people who will use our science,” she said.

    City air in the summertime

    In the height of summer next year, John Mak and a team of researchers will spend four to six weeks studying what happens in the air above and around New York City.

    “New York City is a unique environment with a lot of relevance to the American population,” Mak, a professor at Stony Brook University, said. “We will fly the NSF NCAR C-130 aircraft and collect gases and particles to study this densely populated area that has a forest to its north, ocean to its south and large urban center in its center.” The resulting information will inform future research on ozone and air pollution and provide important information to air quality agencies to help them make decisions on methodologies for mitigating air pollution.

    The Greater New York Oxidant, Trace gas, Halogen and Aerosol Airborne Mission (GOTHAAM) will focus on the summer months. The warmer temperatures and longer days make for a unique laboratory setting to see how both urban and natural emissions from surrounding forests and water bodies create unique chemical reactions that can impact air quality and public health.

    “You can get a really interesting ‘soup’ of different kinds of compounds that can change throughout the day,” Mak said. “We’ll be exploring the interplay among the different pots, looking at how they mix throughout the day and what happens overnight, and how this impacts the next day’s chemistry as the sun comes up.”

    SOUTHAMPTON, Pa., Oct. 15, 2024 (GLOBE NEWSWIRE) — Environmental Tectonics Corporation (OTC Pink: ETCC) (“ETC” or the “Company”) today reported its financial results for the thirteen week period ended August 23, 2024 (the “2025 fiscal second quarter”) and the twenty-six week period ended August 23, 2024.

    Robert L. Laurent, Jr., ETC’s Chief Executive Officer and President stated, “We are pleased with the overall 56% increase in 2025 fiscal second quarter sales vs. prior year, as well our improvements in gross margin, operating margin and our $2.1 million increase in net income in the 2025 fiscal second quarter versus the prior year. We ended the 2025 fiscal second quarter with a backlog of $109 million. The large backlog positions us well moving forward.”

    2025 Fiscal Second Quarter Results of Operations

    Net Income (Loss)

    Net income was $1.7 million, or $0.09 earnings per diluted share, in the 2025 fiscal second quarter, compared to net loss of ($0.4) million during the 2024 fiscal second quarter, equating to ($0.04) earnings per diluted share. The $2.1 million variance is due primarily to increased sales and improved gross profit margin.

    Net Sales

    Net sales in the 2025 fiscal second quarter were $14.1 million, an increase of $5.1 million, or 56.2%, compared to 2024 fiscal second quarter net sales of $9.0 million. The increase in net sales was driven by a $4.3 million or 100.4% increase in ATS, a $0.4 million or 51.7% increase in ADMS and a $0.3 million or 10.5% increase in Sterilizer Systems net sales in 2025 fiscal second quarter compared to 2024 fiscal second quarter net sales.

    Gross Profit

    Gross profit for the 2025 fiscal second quarter of $4.2 million increased from $2.3 million in the 2024 fiscal second quarter, an increase of $1.9 million or 83.3%. Gross profit margin of 29.8% increased 4.4% in the 2025 fiscal second quarter compared to 25.4% in the 2024 fiscal second quarter. The increase in gross profit was due to higher net sales within the ATS, ADMS and Sterilizer Systems business units, along with an increased overhead absorption resulting from higher production levels.

    Operating Expenses

    Operating expenses, including sales and marketing, general and administrative, and research and development, for the 2025 fiscal second quarter were $2.2 million, a decrease of $0.1 million, or 6.1%, compared to $2.4 million for the 2024 fiscal second quarter. Operating expenses decreased due primarily to lower research and development expense for the 2025 fiscal second quarter as compared to the 2024 fiscal second quarter. The increase in sales and gross profit margin along with the decrease in operating expenses resulted in an improvement in operating margin from (-0.8%) in the 2024 second fiscal quarter to 14.0% in the 2025 fiscal second quarter.

    2025 Fiscal First Half Results of Operations

    Net Income (Loss)

    Net income was $3.1 million, or $0.17 earnings per diluted share, in the 2025 fiscal first half, compared to net loss of ($1.5) million during the 2024 fiscal first half, equating to ($0.11) earnings per diluted share. The $4.6 million variance is attributable to an increase in sales and improved gross profit margin.

    Net Sales

    Net sales in the 2025 fiscal first half were $27.6 million, an increase of $10.9 million, or 65.3%, compared to 2024 fiscal first half net sales of $16.7 million. The increase in net sales is primarily attributable to a $7.7 million or 106.8% increase in ATS 2025 fiscal first half net sales and a $3.2 million or 54.1% increase in sterilizer systems net sales in the 2025 fiscal first half as compared to the 2024 fiscal first half.

    Gross Profit

    Gross profit for the 2025 fiscal first half was $8.7 million compared to $4.1 million in the 2024 fiscal first half, an increase of $4.6 million, or 111.5%. Gross profit margin of 31.6% increased 6.9% in the 2025 fiscal first half compared to 24.7% in the 2024 fiscal first half. The increase in gross profit was primarily due to an increase in net sales and gross profit margin within the ATS and Sterilizer Systems business units.

    Operating Expenses

    Operating expenses, including sales and marketing, general and administrative, and research and development, for the 2025 fiscal first half were $5.2 million, an increase of $0.2 million, or 4.4%, compared to $5.0 million for the 2024 fiscal first half. The increase in operating expenses was primarily due to increased expense related to higher sales and personnel expense and general and administrative expense slightly offset by a decrease in research and development expense. The increase in sales and gross profit margin along with the decrease in operating expenses resulted in an improvement in operating margin from (-5.1%) in the 2024 fiscal first half to 12.8% in the 2025 fiscal first half.

    Interest Expense, Net

    Interest expense, net for the 2025 fiscal first half was $0.3 million compared to interest expense, net of $0.4 million for the 2024 fiscal first half, a favorable variance of $0.1 million. The favorable variance was primarily attributable to an increase in interest income included in the proceeds received related to the 2020 and 2021 Employee Retention Credits received in the 2025 first fiscal first half.

    Cash Flows from Operating, Investing, and Financing Activities

    During the 2025 fiscal first half, the Company used $2.1 million of cash from operating activities, due primarily from an increase in contract assets and reduction in accounts payable and contract liabilities, slightly offset by an increase in net income and a decrease in accounts receivable and prepaid expenses and other assets, as compared to using $5.9 million during the 2024 fiscal first half.

    Cash used for investing activities was $0.2 million during the 2025 and 2024 fiscal first half and primarily relates to funds used for capital expenditures on equipment and software development.

    The Company’s financing activities included borrowings of $1.6 million during the first half of fiscal 2025 under the Company’s credit facility as compared to borrowing $4.7 million of cash during the 2024 fiscal first half under the Company’s credit facilities.

    Across a capacity-crowd venue, international audiences became acquainted with a wide variety of incredible innovations on Day 1 of GITEX GLOBAL 2024. UAE technology group G42 presented its Intelligence Grid immersive experience, enabling visitors to discover how AI can power every aspect of future life as a ‘super utility’.     In a special briefing, His Excellency (H.E.) Abdullah Bin Touq Al Marri, Cabinet Member & UAE Minister of Economy, addressed attendees during ‘Rise of the New Economy: AI & Emerging Industries’. This session delved into the UAE’s strategic initiatives fostering innovation, enhancing competitiveness, and positioning the country as a global leader in the new economy.

    With the UAE’s non-oil sector accounting for 74% of national gross domestic product (GDP) in 2024, H.E. Al Marri reaffirmed the Ministry of Economy’s ambitious plans for the years ahead, insisting: “We are in the business of breaking records. We’ve already achieved a non-oil sector that accounts for 74% of GDP – this record has never happened before in our country’s history. The UAE’s environment and ecosystem attracts people from around the globe – and the target now is to reach 80% by 2030 and become an R&D hub for the world.”

    With several leadership sessions held throughout the Monday schedule, H.E. Faisal Al Bannai, Advisor to the UAE President & Secretary General of the Advanced Technology Research Council (ATRC), shared key insights and perspectives during ‘AI Leadership: Steering Societal Transformation’. AI socio-economic implications were discussed alongside global AI leadership, models, governance, and regulation.

    Elsewhere on a historic opening day to celebrate GITEX GLOBAL’s record-extending 44th edition, new industry-defining programmes were also launched – including GITEX Editions, an exclusive platform for late-stage advanced tech companies and a premier hub for unicorns, soonicorns and rhinos.

    GITEX Editions connects 59 top global unicorns and was attended by H.E. Omar Sultan Al Olama, UAE Minister of State for AI, Digital Economy & Remote Work Applications, also addressed attendees between another applauded leadership session – ‘The UAE As The Sandbox For Pragmatic Ai Regulation And Policy Development’.

    The year’s most impactful discussions surrounding AI’s future in society and industry were also attending by high numbers of visitors. While discussing the most transformative AI case studies across government, enterprise, and startups, the need to balance AI’s potential with creativity and human intuition was examined in various sessions, including ‘Regulating Tech: The Intersection of Tech, Crime and Law’.

    Didier Jacobs, Head of ICT & Chief AI Officer at Europol, stressed that heightened collaboration and cooperation are needed to overcome challenges and solve international crime, adding: “Cybercrime knows no borders. There are many technologies that can be misused for hacking, extortion, sabotage, illegal transactions, and so on. What’s needed are solutions – a blend of increased human collaboration and technology deployment is essential.”

    As this week marks the largest-ever European participation at GITEX GLOBAL with 38 European countries exhibiting alongside 1,000-plus SMEs and 450-plus startups, the European Innovation Council pavilion was officially launched to commemorate the milestone.

  • MIL-OSI Security: Defense News: Nimitz Passes Final Evaluation Problem

    PACIFIC OCEAN – The aircraft carrier USS Nimitz (CVN 68) took one more step toward returning to a deployment-ready state, completing its first post planned incremental availability exercise while underway in the Pacific Ocean Sept. 27.

    The culmination of the training evolution was a Final Evaluation Problem (FEP), a command assessment tailored to the unique training portfolio and requirements of Nimitz, as well as the ship’s upcoming deployment. Passing the FEP moves Nimitz into the pre-deployment phase, beginning the ship’s preparation for the Composite Training Unit Exercise (COMPTUEX), and eventual deployment.

    “We’ve overcome the first major hurdle of Nimitz’s pre-deployment training and evaluation process,” said Capt. Douglas Graber, Nimitz commanding officer. “It was difficult evolution, but the long hours of training and preparation we put in really paid off. I couldn’t be more proud of our crew and their performance throughout the evaluation process.”

  • MIL-OSI Security: Defense News: Truman Strike Group Transits Strait of Dover for the North Sea

    NORTH SEA – The Harry S. Truman Carrier Strike Group (HSTCSG) transited through the Strait of Dover for the North Sea, Oct. 14.

    The strike group will conduct operations in the North Sea with Allies and partners from several countries in the region, demonstrating the warfighting interoperability and strategic relationships built over the past eighty years.

    “Storied in world history, our transit through the Strait of Dover to operate with our Allies in the North Sea underscores our commitment to maritime security and the NATO Alliance,” said Rear Adm. Sean Bailey, commander of the HSTCSG. “We will operate with our NATO Allies and partners to strengthen our collective readiness, defense, and deterrence. No nation can confront today’s challenges alone, and we look forward to showcasing our interoperability.”

    The Strait of Dover, historically known as the Dover Narrows, is the narrowest part of the English Channel and separates Great Britain from mainland Europe. The channel also separates the Atlantic Ocean from the North Sea, a strategically important area where the carrier strike group will conduct various bilateral operations with Allies and partners. The strike group last operated in the North Sea during a deployment in 2018, including time operating above the Arctic Circle in the Norwegian Sea for the NATO exercise Trident Juncture.

    “I’m excited to operate in the North Sea again,” said Capt. Dave Snowden, commanding officer of USS Harry S. Truman and former executive officer during the 2018 deployment. “With its unique geographical and environmental characteristics, every time we operate in this region we increase our proficiency and showcase our inherent flexibility to operate anywhere in the world.”

    The HSTCSG will support U.S. Naval Forces Europe’s maritime operations and theater security cooperation missions, working alongside Allies and partners to maintain maritime safety, security, and stability. The Ford-class aircraft carrier USS Gerald R. Ford (CVN 78) operated in the North Sea in 2023 and was the first aircraft carrier to visit Oslo, Norway, for a port of call since 1958.

    Before entering the Strait of Dover, the strike group operated off the Azores and Northern Africa for a series of warfighting training scenarios between the strike group’s ships and air wing before heading North for the English Channel.

    “It feels like the world has their eyes on us, speculating where we’ll go and what we’ll do next,” said Lt. Adam Biethman, a reactor department officer onboard Harry S. Truman. “I love the flexibility of our strike group, and it’s great to know we’ll be operating and learning from our Allies in the North Sea.”

    The carrier strike group consists of the flagship USS Harry S. Truman (CVN 75); Carrier Air Wing (CVW) 1 with nine embarked aviation squadrons; staffs from CSG-8, CVW-1, and Destroyer Squadron (DESRON) 28; the Ticonderoga-class guided-missile cruiser USS Gettysburg (CG 64); and two Arleigh Burke-class guided-missile destroyers, USS Stout (DDG 55) and USS Jason Dunham (DDG 109).

    Prime Minister Keir Starmer delivered a speech at the International Investment Summit 2024.

    And thanks to all you for being here…

    It’s fantastic to stand here and look out and see so many of you here…

    And I’m really grateful that you have made the effort, and you are here. It means a huge amount to me and my government…

    And welcome to this Government’s first International Investment summit.

    And some of you I know have come a very long way to be here…

    You have flown in from a great distance, some of you will be going straight back out again afterwards.

    You have made a huge effort to share with us the precious gift of your time…

    And we are really, really grateful for that.

    And welcome to the Guild Hall…

    London’s ancient Town Hall…

    Isn’t it a fantastic building, it’s really breathtaking this Guild Hall.

    Not of course to be confused with the nearby Guildhall school of music…

    Where I once pursued a fleeting ambition to play the flute professionally. I kid you not…

    Complete with then long hair and very, very flared jeans. 

    All photographic evidence has been destroyed.

    But today we are pursuing a different ambition…

    A shared ambition…

    Growth.

    You have to grow your business.

    And I have to grow my country.

    I’ll leave it to you to decide if you think voters or shareholders are the more forgiving audience…

    But without growth – let’s just agree it’s a difficult conversation…

    And that therefore, growth is a cause that binds us together.

    The shared endeavour of prosperity.

    It’s why we’ve made it the number one test of this government…

    I am determined to do everything in my power to galvanise growth…

    Determined for this country to be the highest growing economy in the G7…

    That is our most important national mission.

    Because it’s the only way to deliver the mandate for change that we won.

    Growth is higher wages.

    Growth is more vibrant high streets.

    Growth is public services back on their feet.

    It’s less poverty, more opportunity, more meals out, more holidays, more precious moments with your family, more cash in your pocket.

    And of course, for any business…

    It means a bigger market.

    Higher demand…

    A more secure and prosperous future…

    Your effort and enterprise – rewarded in profit.

    But it’s much more important, even than all that. 

    We live in an age when political fires rage across the world.

    Conflict. Insecurity. A populist mood that rails against the open values so many of us hold dear.

    Values which, as you know…

    Are so crucial for making business easy to do.

    And yet – at the same time…

    Look around the world…

    Look at the investments you and others are making.

    This is an age of great possibility, as well. 

    Huge revolutions in digital technology, clean energy, medicine, life sciences…

    Each – with the potential to fundamentally change the way we live and the way that we work…

    Each – with the possibility to transform the lives of working people for the better.

    And so, in times like this…

    Economic growth is vital – as it always has been…

    If we are to steer our way through a great period of insecurity and change…

    And on to calmer waters. 

    Because when working people benefit from that growth…

    When every community enjoys the fruits of wealth creation…

    It stops a country turning in on itself and against the world.

    And that in turn, helps provides a stable foundation…

    Breathing space… 

    For a country to take advantage of those opportunities for a better future.

    To put it more simply…

    It’s not just that stability leads to growth – though we all recognise that. 

    It’s also that growth leads to stability…

    Growth leads to country that is better equipped to come together…

    And get its future back.

    That’s why it’s always been so critical to my political project.

    The key ingredient of that ‘Great Moderation’ we became accustomed to before the financial crash…

    But which together, in partnership…

    We now have to earn again. 

    Every one of you here today…

    Has been invited for that reason.

    It’s not just that you lead some of the most important businesses in the world.

    It’s also because you are pivotal to this great cause of our times. 

    And the reason we are focusing so much on investment…

    Is because the mission of growth, in this country in particular…

    Demands it.

    Private sector investment is the way we rebuild our country…

    And pay our way in the world.

    And make no mistake – this is a great moment to back Britain…

    This is great moment to back England, Scotland, Northern Ireland and Wales. 

    We have an amazing education system that produces some of the best talent in the world.

    The largest tech sector in Europe.

    Leading positions in some of those great industries of the future…

    Artificial Intelligence, Life Sciences, Clean energy, the creative industries.

    We’re a country where businesses thrive – small and large alike…

    With clear regulatory frameworks and protections…

    A legal system that sets high standards around the globe…

    A location which means we can speak to our colleagues in the Americas or Asia in the same day…

    A high ranking in the Global Innovation index, every year…

    Our wonderful global language…

    Our world-renowned sport and culture… 

    This great modern city…

    And all around us…

    A heritage steeped in commerce and trade…

    A set of shared values – centuries-long…

    For being a country that is open for business.

    You can’t put a price on any of this.

    Now we have our problems – of course we do.

    As I’ve said – our public services need urgent care… 

    And our public finances need the tough love of prudence…

    Challenges we cannot ignore. 

    Because, we know – just as every leader here knows…

    That those early weeks and months are precious.

    And, no matter how many people advise you to ignore it…

    That you must run towards the fire to put it out…

    Not let it spread further.

    So we will fix our public services…

    We will stabilise our economy… 

    And we will do it quickly.

    Because we don’t want any of those problems associated with our inheritance…

    Misting up the shop window of Britain…

    Distracting you – from all those assets I just listed.

    Assets that may feel more intangible…

    But are more valuable…

    More enduring…

    Deeper in the bones of this nation.

    And which are ready to be unlocked…

    If we take firm and decisive action on policy – which we can and we will…

    To give you total confidence that this is the moment to back Britain.  

    So let me quickly run through four crucial areas in our pitch for Britain.

    I know – it’s a kind of CEO heresy to have a list of four not three…

    So I apologise!

    But please indulge me.

    First – stability.

    We have a golden opportunity to use our mandate…

    To end the culture of chop and change…

    The policy churn…

    The sticking plaster politics…

    That makes it so hard for investors to assess the value of any proposition.

    Now, you may think – well every government says that…

    But the stability that comes with a large majority in our system…

    That is a unique advantage.

    And we have the determination…

    The focus on clear long-term ends…

    A mission-led mindset that thinks in years…

    Not the days or hours of the news grid…

    Needed to unlock that potential. 

    And don’t doubt that.

    Second – strategy.

    We are building a more strategic architecture for growth. 

    A way for investors to have a much steadier hand on the tiller.

    That’s why we’ve announced a new National Wealth Fund…

    And switched on Great British Energy…

    Which will accelerate investment in clean power and future technologies.

    Like Carbon Capture and Storage, for example…

    Which we just backed – alongside BP, Equinor and Eni

    And which shows the hard-headed approach we will bring to industrial policy.

    A partnership – sharing the risk with the private sector…

    Ambitious – absolutely. 

    But also unsentimental.

    Guided by the market…

    Focused, at all times…

    On the real potential for comparative advantage in this country.

    You know – this is the point I would always make about our Modern Industrial Strategy. 

    In this country, there has been a long rather arcane political debate about “picking winners”.

    Well, we’re not in the business of individual picking winners.

    But we are in the business of building on our strengths.

    Mowing the grass on the pitch…

    Making sure the changing rooms are clean and comfortable…

    That the training ground is good.

    So that when our businesses compete…

    They are match fit…

    That, to put it simply…

    We give the businesses of this country the best conditions to succeed.

    I don’t know why that’s sometimes controversial in this country…

    Industrial policy seems fairly commonplace elsewhere around the world.

    But it is fundamental to the way we see our job on growth…

    And our relationship with a room like this.

    Third – Britain’s global standing.

    We’re determined to improve it.

    Determined – to repair…

    Britain’s brand as an open, outward-looking, confident, trading nation.

    Look – I see this as a diplomatic necessity…

    And I think it’s clear how much priority I have given it in the first 100 days of government.

    All around the world…

    Whether it’s countries, or investors…

    People want to know that Britain can be a stable, trusted, rule-abiding partner.

    As we always have been…

    But that somehow, during the whole circus that followed Brexit… 

    The last Government made a few people less sure about. 

    Needlessly insulting our closest allies…

    And of course a few choice Anglo-Saxon phrases for business. 

    Well – no more.

    We have turned the page on that – decisively…

    And we will use that reset for growth. 

    Finally fourth – regulation

    Now, I don’t see regulation as good or bad.

    That seems simplistic to me.

    Some regulation is life-saving…

    We have seen that in recent weeks here, with the report on the tragedy of Grenfell Tower.

    But across our public sector…

    I would say the previous Government hid behind regulators.

    Deferred decisions to them because it was either too weak or indecisive…

    Or simply not committed enough to growth. 

    Planning is a very real example of that…

    Or – for our friends from across the pond…

    ‘Permitting’ is a really clear example of that… 

    The global language…

    But anyway – the key test for me on regulation…

    Is of course – growth. 

    Is this going to make our economy more dynamic?

    Is this going to inhibit or unlock investment?

    Is it something that enables the builders not the blockers?

    Now – I know some people may be wondering about our labour market policies introduced last week.

    Let me be clear – they are pro-growth.

    Workers with more security at work…

    With higher wages…

    That is a better growth model for this country.

    It will lead to more dynamism in our labour market.

    And seriously – we have to think differently about this…

    A nation’s position in the world is changing all the time…

    As must its growth model. 

    So while I know this is a room full of businesses who take investing in their human capital seriously…

    When I look at the British economy as a whole…

    It does seem as if sometimes, we are more comfortable hiring people to work in low paid, insecure contracts…

    Than we are investing in the new technology that delivers for workers, for productivity and for our country.

    And so we’ve got to break out of that trap.

    But we’ve also got to look at regulation – across the piece. 

    And where it is needlessly holding back the investment we need to take our country forward…

    Where it is stopping us building the homes…

    The data centres, the warehouses, grid connectors, roads,  trainlines, you name it…

    Then mark my words – we will get rid of it.

    Take the East Anglia 2 wind farm.

    A £4 billion investment.

    One Gigawatt of clean energy.

    An important project – absolutely.

    But also the sort of thing a country as committed to clean energy as we are…

    Needs to replicate again and again.

    Now regulators demanded over four thousand planning documents for that project…

    Not 4000 pages – 4000 documents.

    And then six weeks after finally receiving planning consent…

    It was held up for a further two years by judicial review.

    I mean – as an investor…

    When you see this inertia…

    You just don’t bother do you?

    And that – in a nutshell…

    Is the biggest supply-side problem we have in our country.

    So it’s time to upgrade the regulatory regime…

    Make it fit for the modern age..

    Harness every opportunity available to Britain.

    We will rip out the bureaucracy that blocks investment…

    We will march through the institutions…

    And we will make sure that every regulator in this country…

    Especially our economic and competition regulators…

    Takes growth as seriously as this room does.

    And look – tell us about your frustrations on this.

    Funding will expand Stanstead Airport terminal by one-third, helping to support UK businesses and the aviation sector.

    • 5,000 jobs expected from £1.1 billion investment in London Stansted Airport 
    • expansion will double the airport’s annual economic contribution to the UK to £2 billon
    • latest boost for the government’s core mission to grow the British economy and boost opportunities

    More than 5,000 jobs will be created as a result of a 5-year, £1.1 billion investment in London Stansted Airport, welcomed today (14 October 2024) by Chancellor Rachel Reeves and Transport Secretary Louise Haigh. 

    The plans were unveiled by the Prime Minister at the flagship International Investment Summit in London and will see Stansted unlock the potential of its runway through the extension of its existing terminal.

    The funding will expand the existing terminal by a third, securing new air routes to key business and holiday destinations – boosting local supply chains and further cementing the UK’s place on the international stage.

    The investment consists of £600 million for the terminal extension, alongside another £500 million to improve the existing terminal and wider airport estate.

    It will also deliver Stansted’s 14.3 megawatt on-site solar farm, which will support the airport’s current and increasing electricity demands. It follows the recent creation of a new electric vehicle charging forecourt at the airport.

    Manchester Airports Group (MAG), owner of London Stansted, is in the final stages of the procurement process, with construction expected to begin in 2025. The project will take between 2 and 3 years to complete.

    This scheme will significantly improve passengers’ experience at each stage of their journey from check-in to immigration. It will deliver a larger security hall, an airfield taxiway upgrade and an overhaul of gate rooms, boosting capacity and comfort for passengers before boarding.

    The expansion plans already have planning permissions to begin construction and are in line with previously agreed passenger and flight numbers.

    Transport Secretary, Louise Haigh, said:

    We have been steadfast in our commitment to help British businesses grow and in turn boost the UK’s economy. This announcement is a clear signal that Britain is open for business. 

    Transport is central to this government’s core mission of growing the economy. This is about giving companies like Manchester Airports Group the confidence to invest, boosting regional and national economic growth and supporting the aviation sector while also meeting our existing environmental obligations.

    Ken O’Toole, Chief Executive Officer of MAG – which owns London Stansted, Manchester and East Midlands Airports, said:

    By investing more than £1 billion in Stansted over the next 5 years, we will be able to connect people and businesses in London and the east of England to even more global destinations, while welcoming millions more visitors to the UK.

    We are proud to be investing in our infrastructure in a way that will create jobs and stimulate trade, investment and tourism.

    A shared ambition…

    It’s why we’ve made it the number one test of this government…

    I am determined to do everything in my power to galvanise growth…

    Determined for this country to be the highest growing economy in the G7…

    That is our most important national mission.

    Because it’s the only way to deliver the mandate for change that we won.

    Growth is higher wages.

    Growth is more vibrant high streets.

    Growth is public services back on their feet.

    It’s less poverty, more opportunity, more meals out, more holidays, more precious moments with your family, more cash in your pocket.

    And of course, for any business…

    It means a bigger market.

    Higher demand…

    A more secure and prosperous future…

    Your effort and enterprise – rewarded in profit.

    But it’s much more important, even than all that. 

    We live in an age when political fires rage across the world.

    Conflict. Insecurity. A populist mood that rails against the open values so many of us hold dear.

    Values which, as you know…

    Are so crucial for making business easy to do.

    And yet – at the same time…

    Look around the world…

    Look at the investments you and others are making.

    This is an age of great possibility, as well. 

    Huge revolutions in digital technology, clean energy, medicine, life sciences…

    Each – with the potential to fundamentally change the way we live and the way that we work…

    Each – with the possibility to transform the lives of working people for the better.

    And so, in times like this…

    Economic growth is vital – as it always has been…

    If we are to steer our way through a great period of insecurity and change…

    And on to calmer waters. 

    Because when working people benefit from that growth…

    When every community enjoys the fruits of wealth creation…

    It stops a country turning in on itself and against the world.

    And that in turn, helps provides a stable foundation…

    Breathing space… 

    For a country to take advantage of those opportunities for a better future.

    To put it more simply…

    It’s not just that stability leads to growth – though we all recognise that. 

    It’s also that growth leads to stability…

    Growth leads to country that is better equipped to come together…

    And get its future back.

    That’s why it’s always been so critical to my political project.

    The key ingredient of that ‘Great Moderation’ we became accustomed to before the financial crash…

    But which together, in partnership…

    We now have to earn again. 

    Every one of you here today…

    Has been invited for that reason.

    It’s not just that you lead some of the most important businesses in the world.

    It’s also because you are pivotal to this great cause of our times. 

    And the reason we are focusing so much on investment…

    Is because the mission of growth, in this country in particular…

    Demands it.

    Private sector investment is the way we rebuild our country…

    And pay our way in the world.

    And make no mistake – this is a great moment to back Britain…

    This is great moment to back England, Scotland, Northern Ireland and Wales. 

    We have an amazing education system that produces some of the best talent in the world.

    The largest tech sector in Europe.

    Leading positions in some of those great industries of the future…

    Artificial Intelligence, Life Sciences, Clean energy, the creative industries.

    We’re a country where businesses thrive – small and large alike…

    With clear regulatory frameworks and protections…

    A location which means we can speak to our colleagues in the Americas or Asia in the same day…

    A high ranking in the Global Innovation index, every year…

    Our wonderful global language…

    Our world-renowned sport and culture… 

    This great modern city…

    And all around us…

    A heritage steeped in commerce and trade…

    A set of shared values – centuries-long…

    For being a country that is open for business.

    You can’t put a price on any of this.

    Now we have our problems – of course we do.

    As I’ve said – our public services need urgent care… 

    And our public finances need the tough love of prudence…

    Challenges we cannot ignore. 

    Because, we know – just as every leader here knows…

    That those early weeks and months are precious.

    And, no matter how many people advise you to ignore it…

    That you must run towards the fire to put it out…

    Not let it spread further.

    So we will fix our public services…

    We will stabilise our economy… 

    And we will do it quickly.

    Because we don’t want any of those problems associated with our inheritance…

    Misting up the shop window of Britain…

    Distracting you – from all those assets I just listed.

    Assets that may feel more intangible…

    But are more valuable…

    More enduring…

    Deeper in the bones of this nation.

    And which are ready to be unlocked…

    If we take firm and decisive action on policy – which we can and we will…

    To give you total confidence that this is the moment to back Britain.  

    So let me quickly run through four crucial areas in our pitch for Britain.

    I know – it’s a kind of CEO heresy to have a list of four not three…

    So I apologise!

    But please indulge me.

    First – stability.

    We have a golden opportunity to use our mandate…

    To end the culture of chop and change…

    The policy churn…

    The sticking plaster politics…

    That makes it so hard for investors to assess the value of any proposition.

    Now, you may think – well every government says that…

    But the stability that comes with a large majority in our system…

    That is a unique advantage.

    And we have the determination…

    The focus on clear long-term ends…

    A mission-led mindset that thinks in years…

    Not the days or hours of the news grid…

    Needed to unlock that potential. 

    And don’t doubt that.

    Second – strategy.

    We are building a more strategic architecture for growth. 

    A way for investors to have a much steadier hand on the tiller.

    That’s why we’ve announced a new National Wealth Fund…

    And switched on Great British Energy…

    Which will accelerate investment in clean power and future technologies.

    Like Carbon Capture and Storage, for example…

    Which we just backed – alongside BP, Equinor and Eni

    And which shows the hard-headed approach we will bring to industrial policy.

    A partnership – sharing the risk with the private sector…

    Ambitious – absolutely. 

    But also unsentimental.

    Guided by the market…

    Focused, at all times…

    On the real potential for comparative advantage in this country.

    You know – this is the point I would always make about our Modern Industrial Strategy. 

    In this country, there has been a long rather arcane political debate about “picking winners”.

    Well, we’re not in the business of individual picking winners.

    But we are in the business of building on our strengths.

    Mowing the grass on the pitch…

    Making sure the changing rooms are clean and comfortable…

    That the training ground is good.

    So that when our businesses compete…

    They are match fit…

    That, to put it simply…

    We give the businesses of this country the best conditions to succeed.

    I don’t know why that’s sometimes controversial in this country…

    Industrial policy seems fairly commonplace elsewhere around the world.

    But it is fundamental to the way we see our job on growth…

    And our relationship with a room like this.

    Third – Britain’s global standing.

    We’re determined to improve it.

    Determined – to repair…

    Britain’s brand as an open, outward-looking, confident, trading nation.

    Look – I see this as a diplomatic necessity…

    And I think it’s clear how much priority I have given it in the first 100 days of government.

    All around the world…

    Whether it’s countries, or investors…

    People want to know that Britain can be a stable, trusted, rule-abiding partner.

    As we always have been…

    But that somehow, during the whole circus that followed Brexit… 

    The last Government made a few people less sure about. 

    Needlessly insulting our closest allies…

    And of course a few choice Anglo-Saxon phrases for business. 

    Well – no more.

    We have turned the page on that – decisively…

    And we will use that reset for growth. 

    Finally fourth – regulation

    Now, I don’t see regulation as good or bad.

    That seems simplistic to me.

    Some regulation is life-saving…

    We have seen that in recent weeks here, with the report on the tragedy of Grenfell Tower.

    But across our public sector…

    I would say the previous Government hid behind regulators.

    Deferred decisions to them because it was either too weak or indecisive…

    Or simply not committed enough to growth. 

    Planning is a very real example of that…

    Or – for our friends from across the pond…

    ‘Permitting’ is a really clear example of that… 

    The global language…

    But anyway – the key test for me on regulation…

    Is of course – growth. 

    Is this going to make our economy more dynamic?

    Is this going to inhibit or unlock investment?

    Is it something that enables the builders not the blockers?

    Now – I know some people may be wondering about our labour market policies introduced last week.

    Let me be clear – they are pro-growth.

    Workers with more security at work…

    With higher wages…

    That is a better growth model for this country.

    It will lead to more dynamism in our labour market.

    And seriously – we have to think differently about this…

    A nation’s position in the world is changing all the time…

    As must its growth model. 

    So while I know this is a room full of businesses who take investing in their human capital seriously…

    When I look at the British economy as a whole…

    It does seem as if sometimes, we are more comfortable hiring people to work in low paid, insecure contracts…

    Than we are investing in the new technology that delivers for workers, for productivity and for our country.

    And so we’ve got to break out of that trap.

    But we’ve also got to look at regulation – across the piece. 

    And where it is needlessly holding back the investment we need to take our country forward…

    Where it is stopping us building the homes…

    The data centres, the warehouses, grid connectors, roads,  trainlines, you name it…

    Then mark my words – we will get rid of it.

    Take the East Anglia 2 wind farm.

    A £4 billion investment.

    One Gigawatt of clean energy.

    An important project – absolutely.

    But also the sort of thing a country as committed to clean energy as we are…

    Needs to replicate again and again.

    Now regulators demanded over four thousand planning documents for that project…

    Not 4000 pages – 4000 documents.

    And then six weeks after finally receiving planning consent…

    It was held up for a further two years by judicial review.

    I mean – as an investor…

    When you see this inertia…

    You just don’t bother do you?

    And that – in a nutshell…

    Is the biggest supply-side problem we have in our country.

    So it’s time to upgrade the regulatory regime…

    Make it fit for the modern age..

    Harness every opportunity available to Britain.

    We will rip out the bureaucracy that blocks investment…

    We will march through the institutions…

    And we will make sure that every regulator in this country…

    Especially our economic and competition regulators…

    Takes growth as seriously as this room does.

    And look – tell us about your frustrations on this.

  • MIL-OSI USA: NASA Spotlight: Felipe Valdez, an Inspiring Engineer

    Felipe Valdez is someone who took advantage of every possible opportunity at NASA, working his way from undergraduate intern to his current job as a flight controls engineer. 
    Born in the United States but raised in Mexico, Valdez faced significant challenges growing up.  
    “My mom worked long hours, my dad battled addiction, and eventually, school became unaffordable,” Valdez said. 
    Determined to continue his education, Valdez made the difficult choice to leave his family and return to the U.S. But as a teenager, learning English and adapting to a new environment was a culture shock for him. Despite these changes, his curiosity for subjects such as math and science never wavered.  
    “As a kid, I’d always been good with numbers and fascinated by how things worked. Engineering combined both,” Valdez said. “This sparked my interest.”  
    While he pursued an undergraduate degree in mechanical engineering from California State University, Sacramento, guidance from his professor, Jose Granda, proved to be pivotal.  
    “He encouraged me to apply for a NASA internship,” Valdez said. “He’d actually been a Spanish-language spokesperson for a [space] shuttle mission, so hearing about someone with my background succeed gave me the confidence I needed to take that step.”  
    Valdez’s hard work paid off – he was selected as a NASA Office of STEM Engagement intern at the agency’s Johnson Space Center in Houston. There, he worked on software development for vehicle dynamics, actuators, and controller models for a space capsule in computer simulations. 
    “I couldn’t believe it,” Valdez said. “Getting that opportunity changed everything.”  
    This internship opened the door to a second with NASA this time at the agency’s Armstrong Flight Research Center in California. He had the chance to work on flight computer development for the Preliminary Research Aerodynamic Design to Lower Drag, an experimental flying wing design. 
    After these experiences, he was later accepted as an intern for NASA’s Pathways Program, a work-study program that offers the possibly of full-time employment at NASA after graduation. 
    “That was the start of my career at NASA, where my passion for aeronautics really took off,” he said.  
    Valdez was the first in his family to pursue higher education, earning his bachelor’s degree from Sacramento State and his master’s in mechanical and aerospace engineering from the University of California, Davis. 
    Today, he works as a NASA flight controls engineer under the Dynamics and Controls branch at Armstrong. Most of his experience has focused on flight simulation development and flight control design, particularly for distributed electric propulsion aircraft. 
    “It’s rewarding to be part of a group that’s focused on making aviation faster, quieter, and more sustainable,” Valdez said. “As a controls engineer, working on advanced aircraft concepts like distributed electric propulsion allows me design algorithms to directly control multiple motors, enhancing safety, controllability, and stability, while enabling cleaner, and quieter operations that push the boundaries of sustainable aviation.”  
    Throughout his career, Valdez has remained proud of his heritage.   “I feel a strong sense of pride knowing that inclusion is one of our core values, opportunities are within reach for anyone at NASA.”

  • MIL-OSI Global: A devastating hurricane doesn’t dramatically change how people vote – but in a close election, it can matter

    North Carolina and Florida are changing administrative rules and, in some cases, issuing emergency funding that is intended to make it easier for people in areas damaged by Hurricanes Helene and Milton to vote.

    The recovery in both states is expected to extend far beyond the November 2024 election period. The majority of the people in the affected communities in North Carolina and Florida voted for Republican presidential nominee Donald Trump in 2020, making some election analysts wonder if some Trump supporters will be able to cast their ballots.

    Amy Lieberman, a politics and society editor at The Conversation U.S., spoke with Boris Heersink, a scholar of voters’ behavior after a natural disaster, to better understand if and how the recent hurricanes could shift the results of the 2024 presidential election.

    How can hurricanes create complications ahead of an election?

    A massive hurricane disrupts people’s lives in many important ways, including affecting people’s personal safety and where they can live. Ahead of an election, there are a lot of practical limitations about how an election can be executed – like if a person can still receive mail-in ballots at home or elsewhere, or if it is possible to still vote in person at their polling location if that building was destroyed or damaged.

    Another issue is whether people who have just lived through a natural disaster and will likely be dealing with the aftermath for weeks to come are focused on politics right now. Some might sit out the election because they simply have more important things to worry about.

    Beyond practical concerns, how else can a natural disaster influence an election?

    The other side of the equation, which is what political scientists like myself are mostly focusing on, is whether people take the fact that a natural disaster happened into consideration when they vote.

    Two scholars, Christopher Achen and Larry Bartels, have argued that sometimes voters are not great at figuring out how to incorporate bad things that happened to them into a voting position. In some cases, it is entirely fair to hold an elected official responsible for bad outcomes that affect people’s lives. But at other moments, bad things can happen to us without that being the fault of an incumbent president or governor. And voters should ideally be able to balance out these different types of bad things – those it is fair to punish elected officials for, and those for which it isn’t fair to hold them responsible.

    After all, a devastating hurricane is terrible, but it is not Kamala Harris’ fault that it happened. But Achen and Bartels argue that voters frequently still punish elected officials for random bad events like this.

    Their most famous example is the consequences of a series of shark attacks off the New Jersey coast in the summer of 1916. As a result of those attacks, the New Jersey tourism industry saw a major decline. While these findings are still being debated, Achen and Bartels argue that Jersey shore voters subsequently voted against Woodrow Wilson in the 1916 presidential election at a higher rate than they would have had the shark attacks not happened. They argue that voters did this even though Wilson had no involvement in the shark attacks.

    How else do voters consider bad events when they vote?

    Scholars like John Gasper and Andrew Reeves argue that voters mostly care whether elected officials respond appropriately to a disaster. So, if the president does a good job reacting, voters do not actually punish them at all in the next election. However, voters can punish elected officials if they feel like the response is not correct.

    The fact that Hurricane Katrina hit Louisiana in 2005 was not the fault of then-President George W. Bush. But the perceived slowness of the government response is something a voter could have held him responsible for.

    How do voters’ political affiliations affect where and how they lay the blame?

    Colleagues and I have shown that how people interpret the combination of a disaster and the government response is likely colored by their own partisanship.

    We looked at both the effects of Superstorm Sandy on the 2012 presidential election and natural disasters’ impact on elections more broadly from 1972 through 2004. One core finding is that when presidents reject state officials’ disaster declaration requests, they lose votes in affected counties – but only if those counties were already more supportive of the opposite party.

    If there is a strong positive government response, the incumbent president or their party can actually gain votes or lose voters affected by a disaster. So, Republicans affected by the hurricanes could become more inclined to vote against Harris if they feel like they are not getting the help they need. But it could also help Harris if affected Democrats feel like they are getting enough aid.

    The major takeaway is that if the government responds really effectively to a natural disaster or other emergency, there is not a huge electoral penalty – and there could even be a small reward.

    That is not irrelevant in a close election. If Republicans in affected areas in North Carolina feel the government response has been poor and it inspires them to turn out in higher numbers to punish Harris, that could matter. But if they feel like the response has been adequate, research suggests either no real effect on their support for Harris – or possibly even an increase in Harris voters.

    How much influence can a politician have on people assessing a government response?

    Scholars mostly assume that people affected can tell whether the government response was good or not. Trump and other Republicans are falsely saying that the response is slow and falsely claiming that Federal Emergency Management Agency money is being spent on immigrants who are not living in the country legally. There does not appear to be a slow government response to the hurricane in North Carolina, and there’s no evidence the response is insufficient in Florida, either.

    So, the question now is whether voters affected by these hurricanes will respond based on their actual lived experiences, or how they are told they are living their experience.

    Khartoum (Agenzia Fides) – Fighting continues in the Sudanese capital Khartoum, where the Sudanese armed forces are trying to expel the militiamen of the Rapid Support Forces (RSF) from their positions. Civilians are particularly affected, affected by bombings such as the one carried out on Sunday 13 October in a market south of Khartoum, which killed at least 23 people and injured 40. The massacre is attributed to a bombing by army aircraft, which, together with the air force, is trying to prevail over the RSF forces entrenched in some well-defended strongholds in the capital. The fact that the army has serious intentions to attack these positions is shown by the photos published by the “Sudan Tribune” of the army’s armored trucks, which are built like veritable mobile mini-fortresses to fight snipers hiding on roofs. The armored vehicles are equipped with 360-degree cameras and are intended to protect the advancing regular soldiers from one of the greatest dangers in urban combat: snipers with a sniper rifle or an anti-tank rocket launcher. The other major danger is mines and homemade booby traps. The forgotten war in Sudan is not a religious war, because most of the fighters share the Muslim faith, but there are incidents in which Christian minorities are involved. This happened in early October, when a group of believers belonging to the “Sudan Christian Curch Al Iziba” were captured by members of the army’s military intelligence service in northern Khartoum. According to Osama Saeed Musa Koudi, chairman of the Sudanese Christian Youth Union, quoted by the online daily Altaghyeer, those arrested were arrested in groups between October 2 and 7, including 16 men, 25 women and 54 children. They all come from the Nuba Mountains and are accused of being supporters of the Rapid Support Forces simply because they stayed in the RSF-occupied areas of Khartoum because they had no way to go elsewhere.   • MIL-OSI Europe: Statement of the G7 Non-Proliferation Directors Group (09 May 2022)

    The Republic of France has issued the following statement:

    1. We, the G7 Non-Proliferation Directors Group, reiterate the G7´s profound condemnation of Russia’s premeditated, unprovoked, and unjustifiable war of choice against Ukraine, enabled by the Belarusian government. We condemn in the strongest terms the numerous atrocities committed by Russian armed forces in Ukraine. We reaffirm our solidarity with the Ukrainian people and our support to the sovereignty, independence, and territorial integrity of Ukraine. Russia’s ongoing war of aggression is a blatant violation of international law with severe consequences for international security, including global non-proliferation efforts. We condemn Russia’s disinformation campaign and we warn against any threat or use of chemical or biological weapons. We recall Russia’s obligations under international treaties of which it is a party, and which protect us all. Any use by Russia of such a weapon would be unacceptable and result in further consequences. We condemn Russia’s unjustified use of nuclear rhetoric and signalling. We urge Russia to behave responsibly and exercise restraint.

    2. Besides these deeply disturbing actions of unprecedented scale, our efforts to strengthen non-proliferation have been severely tested in past years. The increasing use of chemical weapons, rapidly evolving biological threats, destabilizing transfer and deployment of conventional weapons, and targeted appropriation of emerging technology all have a considerable impact as does the growing threat of nuclear proliferation and emerging threats to outer space security. Some states are now significantly increasing and diversifying their nuclear arsenals and investing in novel nuclear technologies and weapons systems. Against this highly challenging background, the G7 remains committed to working together, including with our partners, to defend and strengthen international law, norms and institutions and to build a more secure, more stable, and safer world.

    3. In view of the 10th Review Conference of the Non-Proliferation Treaty (NPT) in August 2022, we are united in our resolve to comprehensively strengthen the NPT, promote its universalisation, reinforce the importance of commitments made at past Review Conferences and advance implementation of the Treaty across all three of its mutually reinforcing pillars. We underline the authority and primacy of the NPT as the cornerstone of the nuclear non-proliferation regime and the foundation for the pursuit of nuclear disarmament and peaceful uses of nuclear technology. We resolutely support the Review Conference President-designate, Ambassador Gustavo Zlauvinen, and commit to working with all NPT States Parties in good faith in the lead up to and during the Review Conference towards achieving a positive outcome.

    4. The G7 reaffirms its commitment to the ultimate goal of a world without nuclear weapons with undiminished security for all, achieved through concrete, practical, and purposeful steps. The overall decline in global nuclear arsenals must be sustained and not reversed. We welcome diplomatic pathways that offer real possibilities for advancing the universal disarmament goals of the NPT, as promoted through key initiatives such as the International Partnership for Nuclear Disarmament Verification (IPNDV), the Non-Proliferation and Disarmament Initiative, the Stockholm Initiative on Nuclear Disarmament, and Creating an Environment for Nuclear Disarmament.

    5. We welcome efforts by the G7 Nuclear Weapon States to promote effective measures, such as strategic risk reduction, transparency and confidence building measures on their postures, doctrines, and capabilities, which are critical to making progress towards disarmament under the NPT. The G7 underlines that all Nuclear Weapon States have the responsibility to engage actively and in good faith in arms control dialogues. We welcome the Joint Statement of the Leaders of the Five Nuclear-Weapon States on Preventing Nuclear War and Avoiding Arms Races of 3 January 2022, including the important affirmation that a nuclear war cannot be won and must never be fought. However, we deplore Russia’s provocative statements about raising its nuclear alert levels, which undermines the credibility of Russia’s commitment to this Joint Statement.

    6. Recalling our statements of 15 March and 7 April 2022, we condemn Russia’s invasion of Ukraine, including forcefully seizing control of nuclear facilities and other actions that pose serious threats to the safety and security of these facilities and endanger the population of Ukraine, neighbouring states, and the international community. We support the IAEA Director General Rafael Grossi’s efforts to ensure the nuclear safety and security of, and the application of safeguards to, nuclear material and facilities in Ukraine as a matter of urgency, while respecting full Ukrainian sovereignty over its territory and infrastructure. We urge Russia’s leadership to immediately withdraw its military forces from Ukraine, cease all violent actions against nuclear and radiological facilities in Ukraine and restore full control to Ukrainian authorities over all facilities within its internationally recognized borders to ensure their safe and secure operations.

    7. The G7 is united in its resolve to promote the goals and objectives of the Comprehensive Nuclear-Test-Ban Treaty (CTBT). We underline the urgent need to bring this treaty into force pursuant to Article XIV of the CTBT, and we support Italy as co-coordinator of these efforts. A universal and effectively verifiable CTBT constitutes a fundamental instrument in the field of nuclear disarmament and non-proliferation. Pending the entry into force of the Treaty, we call on all states to declare new or maintain existing moratoriums on nuclear weapon test explosion or any other nuclear explosions. We also resolutely support the Comprehensive Nuclear-Test-Ban Treaty Organization Preparatory Commission and its important work to develop the Treaty’s verification regime.

    8. The G7 is equally committed to, and underlines the importance of, immediate commencement of negotiations – based on document CD/1299 and the mandate contained therein – with the key countries on a treaty banning the production of fissile material for use in nuclear weapons and other nuclear explosive devices. We remain convinced that the Conference on Disarmament is an appropriate venue to negotiate such an instrument and we call upon countries to make innovative contributions in all appropriate forums, including the 10th Review Conference of the States Parties to the NPT, to facilitate negotiations of such a treaty. Pending those actions, we call on all states that have not yet done so to declare and maintain voluntary moratoria on the production of fissile material for use in nuclear weapons.

    9. The G7 is committed to working towards effective measures for strategic and nuclear risk reduction that enhance mutual comprehension, increase predictability, promote confidence building and establish effective crisis management and prevention tools. We are equally engaging in the development of multilateral nuclear disarmament verification capabilities and we welcome the start of work of the Group of Governmental Experts on nuclear disarmament verification, the Franco-German exercise NuDiVe 2022 conducted in April 2022 and the continuing work of the IPNDV and the Quad Nuclear Verification Partnership by Norway, Sweden, the United Kingdom and the United States. All of this is essential groundwork for achieving the ultimate goal of a world free of nuclear weapons, underpinned by transparency, verification and irreversibility.

    10. The G7 welcomed the extension of the New START Treaty in early 2021 and has supported the U.S.-Russian Strategic Stability Dialogue, aimed at laying the foundation for future U.S.-Russia arms control arrangements. The G7 sees the need for arms control to address all nuclear weapons, including new destabilizing weapon systems and non-strategic nuclear weapons. The G7 also supports and encourages wider efforts towards an active arms control dialogue involving China. The G7 regrets that the U.S.-Russian Strategic Stability Dialogue has come to a halt due to Russia’s brutal and unprovoked war on Ukraine.

    11. The G7 also deplores Belarus’s recent referendum and amendment to its Constitution removing Article 18, which pledged to “make its territory a nuclear-free zone.” Belarus’ actions only further increase uncertainty amidst heightened tensions.

    12. Nuclear-weapons-free zones (NWFZ) make important contributions to nuclear disarmament and non-proliferation. We see the relevant protocols to existing NWFZ treaties as the vehicle for extending to the treaty parties a legally binding negative security assurance. We remain fully committed to the creation of a zone free of all weapons of mass destruction and their delivery systems in the Middle East. We firmly believe that this can only be achieved based on consensus arrangements freely arrived at by all states in the region. We acknowledge the efforts made during the first two sessions of the UN Conference on the Establishment of a Middle East Zone Free of Nuclear Weapons and Other Weapons of Mass Destruction held in 2019 and 2021. Going forward, we underscore the need for inclusive dialogue among the regional states.

    13. The G7 supports universalisation of key safeguards agreements including Comprehensive Safeguards Agreements, the Additional Protocol thereto, and, where applicable, the revised Small Quantities Protocol. A Comprehensive Safeguards Agreement together with an Additional Protocol represents the de facto safeguards standard under the NPT. We echo the IAEA Director General’s call on those states that have yet to bring into force a Comprehensive Safeguards Agreement or an Additional Protocol to do so as soon as possible and applaud his efforts to further strengthen the safeguards system. Recalling our strong support for the professional and impartial work of the IAEA, the G7 underscores the importance of streng-thening the effectiveness and optimizing the efficiency of the international safeguards system and ensuring it remains fit for its purpose in the 21st century.

    14. We reaffirm the IAEA’s central role in strengthening cooperation in nuclear security and the commitments in the Ministerial Declaration of the IAEA’s International Conference on Nuclear Security in 2020. We support the IAEA in facilitating the peaceful uses of nuclear technologies in a safe, secure, and sustainable manner. We support aiding the development of new regulatory frameworks for the deployment of next-generation technologies, including small modular reactors. We encourage all Member States, who are able to do so, to make financial and/or technical contributions to enable the IAEA to continue its work.

    15. The G7 commits to promoting full implementation by all states of the highest standards of nuclear safety, security, and safeguards. This is essential to facilitate the safe and the peaceful uses of nuclear science and technology consistent with the NPT, and thereby promote prosperity and address the UN Sustainable Development Goals.

    16. The G7 urges States engaged in nuclear activities to become parties to and fully implement the Convention on Nuclear Safety, the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management, the Convention on Early Notification of a Nuclear Accident, and the Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency.

    17. The G7 is resolved to increase political attention to the challenges of countering the threat of non-state actors acquiring nuclear and radioactive materials as weapons of terrorism and to accelerate national and international steps to manage the risks posed by such materials. We affirm our commitment to minimise Highly Enriched Uranium (HEU) stocks globally and encourage states with civil stocks of HEU to further reduce or eliminate them where economically and technically feasible.

    18. The G7 calls on all States that have not yet done so to become parties to and fully implement the International Convention for the Suppression of Acts of Nuclear Terrorism (ICSANT) and the Amended Convention on the Physical Protection of Nuclear Material (A/CPPNM). We welcome the positive outcome of the A/CPPNM Review Conference in March-April 2022. We remain steadfast in our support of the IAEA, the Nuclear Security Contact Group, and the Global Initiative to Combat Nuclear Terrorism.

    19. The G7 supports effective implementation of UN Security Council Resolution (UNSCR) 1540 (2004) and the work of the 1540 Committee and its Group of Experts. We encourage all states to fully implement the resolution and to offer assistance to interested states.

    20. The G7 actively supports global efforts to enhance education and professional development in the field of non-proliferation, arms control and disarmament and is strongly committed to the integration of gender equality in this field. We are mindful that learning about the realities of any use of nuclear weapons will help strengthen global efforts towards nuclear disarmament. To raise and sustain awareness, we encourage political leaders, the young generation and others to visit the cities of Hiroshima and Nagasaki.

    21. We renew our support for a restoration and full implementation of the Joint Comprehensive Plan of Action. A diplomatic solution remains the best way to restrict Iran’s nuclear programme. We commend the participants of the Vienna talks as well as the EU coordinator for their tireless efforts. We urge Iran to seize the offer currently on the table to bring negotiations to a successful conclusion and to refrain from further escalation of its nuclear activities.

    22. We urge Iran to uphold and fully implement all obligations under its NPT-required safeguards agreement with the IAEA. We further urge Iran to provide all required information to enable the IAEA to clarify and resolve outstanding safeguards issues without further delay. The G7 expresses strong support for the crucial verification and monitoring mandate of the IAEA, underscores the technical nature of the IAEA’s independent work, and commends the Director General’s continued professional and impartial efforts. Full and timely cooperation by Iran is essential for the IAEA to assure the international community that all nuclear material in Iran remains in peaceful uses and eventually reach the Broader Conclusion.

    23. We recall our serious concerns about Iran’s unabated activities related to ballistic missiles “designed to be capable of delivering nuclear weapons, including launches using such ballistic missile technology,” which Iran pursues in defiance of UNSCR 2231 (2015). Iran’s space programme is enabling it to test technology that is essential to the development of ballistic missiles, including future long-range delivery systems, as demonstrated again with Iran’s announcement on March 8 of a launch of a military satellite. We urge Iran to cease all these activities and fully abide by UNSCR 2231 (2015). We also remain extremely concerned about Iran’s destabilising activities in and around the Middle East, including transfers of missiles and missile technology, drones and conventional arms to state and non-state actors. Such proliferation is destabilising for the region and escalates already high tensions, as does the use of such weapons in the region, like the attack by the Islamic Revolutionary Guard Corps on Erbil on 13 March 2022. We urge Iran to stop all activities inconsistent with relevant UNSCRs and call on all parties to play a constructive role in fostering regional stability and peace.

    24. The G7 strongly condemns the continued testing of ballistic missiles by the Democratic People’s Republic of Korea (DPRK), including the recent Intercontinental Ballistic Missile (ICBM) launch conducted on 24 March 2022, which are blatant violations of the DPRK’s obligations under numerous UNSCRs. Since 2021, the DPRK has conducted an unprecedented series of missile tests, including launches of alleged hypersonic weapons using ballistic missiles and a submarine-launched ballistic missile test. These tests demonstrate the DPRK’s continued efforts to expand and further develop its ballistic missile capabilities. We deeply regret that the DPRK has abandoned its self-declared moratorium on ICBM launches. In addition, nuclear activities (such as restarting nuclear reactors and behaviour consistent with fissile material production) have been observed at several nuclear sites since 2020, suggesting an ongoing nuclear program development. All these reckless actions threaten regional and international peace and security, pose a dangerous and unpredictable risk to international civil aviation and maritime navigation in the region and demand a united response by the international community, including further measures to be taken by the UN Security Council.

    25. The G7 remains fully committed to the complete, verifiable, and irreversible dismantlement by the Democratic People’s Republic of Korea of all its nuclear weapons, other weapons of mass destruction and ballistic missiles of all ranges, as well as related programs and facilities, consistent with UNSCRs. We strongly urge the DPRK to fully comply with all obligations arising from the relevant UNSCRs, to abandon its weapons of mass destruction and ballistic missile programs in a complete, verifiable and irreversible manner and to return at an early date to, and fully comply with, the NPT and IAEA safeguards. We call on the DPRK to accept the repeated offers of dialogue put forward by all parties concerned, including the United States, the Republic of Korea, and Japan.

    26. The G7 is committed to working with all relevant partners towards the goal of peace on the Korean Peninsula and to upholding the rules-based international order. We call on all states to fully and effectively implement all restrictive measures relating to the DPRK imposed by the UN Security Council and to address the risk of proliferation of weapons of mass destruction, and related delivery systems, from the DPRK as an urgent priority, particularly through additional UN Security Council action. We note with concern the report by the Panel of Experts established pursuant to UNSCR 1874 (2009) that illicit ship-to-ship transfers continue to take place. We remain ready to assist in and strengthen capacities for effective sanctions implementation. We are clear that the dire humanitarian situation in the DPRK is primarily the result of the diversion of the DPRK’s resources into unlawful weapons of mass destruction and ballistic missile programs rather than into the welfare of its people. In the context of the Covid-19 pandemic, we commend the work of the 1718 Committee, which has swiftly approved all Covid-19 related sanctions exemption requests for humanitarian assistance for the DPRK.

    27. The G7 intends to bolster efforts to counter the weaponization of biological agents and toxins. Never has it been so urgent for all states to work together to achieve universal adherence to and full compliance with the Biological and Toxin Weapons Convention (BTWC). Good faith and engagement are essential to overcoming the longstanding stalemate of the Convention in order to meet evolving biological threats stemming from state and non-state actors and to address new developments in science and technology. We intend to work towards a successful Review Conference which would promote effective implementation, increase transparency, enhance compliance and confidence-building measures. Near-term concrete action should include the establishment of a new expert working group to examine concrete measures to strengthen the Convention.

    28. We pledge our continued support to the United Nations Secretary-General’s Mechanism to investigate alleged uses of chemical, biological or toxin weapons. We will firmly resist and condemn any attempts by any state or individual seeking to undermine its integrity, independence, and impartial character and mandate. As the only established international mechanism mandated to investigate alleged uses of biological weapons, we pledge to cooperate with partners to ensure that the mechanism is properly resourced, equipped, and operationalized to conduct effective investigations when needed.

    29. We salute the 20th anniversary of the G7-led, 31-member Global Partnership (GP) against the Spread of Weapons and Materials of Mass Destruction. With its unparalleled networks, expertise, partnerships, and collective funding, the GP has been instrumental in countering threats posed by chemical, biological, radiological, and nuclear weapons and materials. The GP’s contribution to global threat reduction has made the world a safer and more secure place. We are committed to coordinated action with the GP to provide leadership to ensure that the GP remains a key contributor to countering persistent and emerging threats.

    30. The G7, as expressed in the 29 March statement of the GP on Ukraine, finds Russia’s unsubstantiated claims concerning alleged biological weapons development in Ukraine outrageous. Such allegations about legitimate biological research for civilian purposes are especially cynical, as the world has suffered a pandemic for two years during which biological laboratories have been of crucial importance to humankind. These allegations are part of Russia’s disinformation campaign against Ukraine and have undermined the subject and purpose of the BTWC and the international rules-based order. Ukraine is a respected member of the GP and the BTWC and has our full support.

    31. We will dedicate further efforts to addressing biological threats in the GP framework. The COVID-19 pandemic has underscored the far-reaching impact of large-scale disease outbreaks and the importance of strengthening global capacity to prevent, detect and respond to all forms of biological threats, whether deliberate, accidental, or natural. Covid-19 has also accelerated the global life sciences and biotechnology revolution, including the research and development of new diagnostics, vaccines, and treatments for potentially high-consequence pathogens. Substantial improvements are needed in global biosafety, biosecurity, and oversight for dual use research, in order to prevent laboratory accidents and deliberate misuse. We commit to reinforcing existing national efforts, as well as to improving the level of biosafety and biosecurity practices globally. With this imperative, we intend to deepen our health-security cooperation with African partners and other key stakeholders to develop and implement the GP’s signature initiative aimed at mitigating biological threats in Africa. We recognize the significant contribution already made by the G7 and the EU to the GP signature initiative and encourage all GP members to actively contribute to this important initiative.

    32. We are determined to uphold the prohibition on the use of chemical weapons and support the full implementation of the Chemical Weapons Convention (CWC). As participating States of the International Partnership against Impunity for the Use of Chemical Weapons, we stand together to reaffirm that any use of chemical weapons by anyone, anywhere, under any circumstances is unacceptable and contravenes international standards and norms against such use. There can be no impunity for chemical weapon use.

    33. We will work towards a successful 2023 Review Conference to strengthen the Convention. We are unwavering in our support of the Organisation for the Prohibition of Chemical Weapons (OPCW) and its work to exclude completely the possibility of the use of chemical weapons and we applaud the OPCW’s professionalism and integrity. The G7 seeks to ensure that the OPCW is equipped to continue to fulfil its mandate, including through funding via the GP for important initiatives such as the new Centre for Chemistry and Technology.

    34. We welcome the decision of the OPCW Conference of the States Parties “Understanding Regarding the Aerosolised Use of Central Nervous System-Acting Chemicals for Law Enforcement Purposes” that affirms that the aerosolized use of CNS-acting chemicals is understood to be inconsistent with law enforcement purposes as a “purpose not prohibited” under the Convention. This forward-thinking decision by CWC States Parties sends a strong signal to countries that they cannot hide work on such chemicals for offensive purposes under the guise of legitimate purposes under the Convention.

    35. We condemn attempts to impede the OPCW’s vital work, including investigations, through baseless attacks and outrageous disinformation, notably Russia’s unsubstantiated claims and false allegations that Ukraine was preparing to use chemical weapons. Ukraine is in full compliance with its obligations under the CWC, in stark contrast to Russia’s continued refusal to investigate the well-documented use of a chemical weapon on its own territory, contrary to its obligations under the Convention.

    36. In that context, the G7 reaffirms the statement made by Ministers on 26 January 2021 condemning in the strongest possible terms the poisoning of Alexey Navalny with a military grade chemical nerve agent of the “Novichok” group, a substance developed by the Soviet Union, and retained by Russia. There is no plausible account other than the involvement and responsibility of Russian state actors, as Russia continues to evade all appeals to launch an investigation of the case. We recall the OPCW’s conclusion that a similar nerve agent was used in Salisbury in 2018, resulting in the death of a British citizen, for which three Russian suspects have been charged.

    37. We again urge the Russian authorities to investigate and credibly explain the use of a chemical weapon on its soil considering Russia’s obligations under the CWC. We recall the questions asked on 5 October 2021 by 45 States Parties, including all G7 members, to Russia under Article IX of the CWC, which were not adequately answered by the Russian Federation. We support the statement made by 56 States Parties at the November 2021 OPCW Conference of the States Parties, calling on Russia to account for the use of a chemical weapon on its territory. We welcome actions, such as sanctions, taken by G7 members in response to those individuals and entities deemed to be involved in the development and use of chemical weapons. We also condemn Russia’s attempts to shield Syria from accountability for the Syrian regime’s use of chemical weapons.

    38. Syria’s chemical weapon use in violation of the CWC continues to be a matter of grave concern. We welcome the decision of the OPCW Conference of the States Parties to suspend Syria’s rights and privileges under the CWC, until it completes the steps set out in the OPCW Executive Council Decision of 9 July 2020. We urge the Syrian authorities to cooperate fully and comply with their obligations. We deplore disinformation about chemical weapon use in Syria and we are committed to supporting the OPCW Technical Secretariat’s work in investigating chemical weapon use in Syria, identifying those responsible, and ensuring Syria’s declaration is full and accurate. Syria will be held to account for any failures to meet its obligations. We commit to ensuring the full implementation of UNSCR 2118 (2013) and the elimination of Syria’s chemical weapons programme once and for all.

    39. We remain gravely concerned by the accelerating proliferation of ballistic and other missile technologies, including at the hands of non-state actors, which is a threat to regional and global security. Recalling the G7 NPDG “Initiative on Countering Illicit and/or Destabilizing Missile Activities” launched by the French Presidency in 2019, we remain engaged in countering missile proliferation activities and strengthening missile governance.

    40. We reaffirm our commitment to the Missile Technology Control Regime (MTCR), and we call on all states to unilaterally adhere to the MTCR guidelines and reiterate the importance of the fundamental principles underpinning ballistic missile non-proliferation including in accordance with UNSCR 1540 (2004). We are committed to further increasing the effectiveness of the MTCR.

    41. We strongly support the Hague Code of Conduct against Ballistic Missile Proliferation (HCoC) and call for its universalisation. In the 20 years since its establishment, the HCoC has proven to be an important transparency and confidence building measure that encourages responsible behaviour and restraint in the development, testing and deployment of ballistic missiles capable of delivering weapons of mass destruction, and aims to curb and prevent proliferation of such ballistic missiles. We will work towards the goals of universalization and full implementation of the HCoC, notably on the occasion of its 20th anniversary.

    42. The G7 re-affirms the importance of coordinated action to counter illicit intangible technology transfer and protecting academia and business sectors from hostile state exploitation. While promoting an environment in which science, technology and research collaboration can flourish, we are resolved to address the challenges posed by the misuse and illicit diversion of technology critical for the development of weapons of mass destruction, their means of delivery and for advanced military technology programmes by state and non-state actors, as well as by dual-use research of concern, notably in the field of life sciences.

    43. The G7 members commit to enhancing export controls on materials, technology and research that could be used to develop weapons of mass destruction and their means of delivery. We plan to strengthen controls on materials (including dual-use components), technology and research that could support the development of advanced conventional weapons, ensuring that enhancements are proportionate and avoid negatively impacting on legitimate exports.

    44. The G7 is committed to acting to counter proliferation financing which, left unchecked, undermines the integrity of the global financial system and fuels threats to our common security. We therefore welcome the recent changes to the Financial Action Task Force standards regarding targeted financial sanctions on the DPRK and Iran, which, for the first time, expect all countries and regions to take concrete steps to understand the proliferation financing risks they face, and to oblige their financial sectors and designated non-financial business professions to do the same. Only by understanding the truly global reach of proliferation networks will we meet our responsibility to tackle this activity.

    45. We are determined to prevent illicit transfers and destabilizing accumulation of conventional weapons and ammunition, and to increase the safety and security of stockpiles, including by deploying our technical expertise, sharing best practices, e.g. in the framework of the UN Programme of Action on Small Arms and Light Weapons (SALW), and the International Ammunition Technical Guidelines, and by adhering to international law and norms on responsible transfer.

    46. The diversion of ammunition to unauthorized users, including criminals and terrorists, facilitates and fuels armed violence and armed conflict. Mindful of these implications for security and sustainable development, we strongly support the German-led initiative for a comprehensive framework to support safe, secure, and sustainable ammunition management at the national, sub-regional, regional, and global level and the Open-Ended Working Group (OEWG) mandated to carry out work in this regard. We encourage all states to engage constructively in the OEWG aiming at elaborating a set of political commitments as a new global framework that will address existing gaps in through-life ammunition management, including international cooperation and assistance.

    47. We advocate for the reinforcement of regimes that regulate the transfer and prevent the diversion of conventional weapons and ammunition in line with international law and norms, including the Arms Trade Treaty. We commit to adapting, where necessary, relevant regimes as new technologies are developed. In dialogue with other technology leaders, we seek to shape the global debate on responsible civilian and military use of new technologies, considering security and defence considerations and securing adherence to international law, in particular International Humanitarian Law and, where applicable, International Human Rights Law. Where necessary, new international principles for responsible use should be considered.

    48. As space activities evolve, the norms, rules and principles governing space activities should also evolve. State threats to the secure, safe, sustainable, and peaceful uses of outer space are of serious concern. Given that our societies are increasingly reliant on space systems for their security and prosperity, we are determined to reduce the risk of misperception and miscalculation and reduce space threats. We commit to engaging the international community to uphold and strengthen a rules-based international order for outer space.

    49. Establishing norms, rules and principles for responsible space behaviours is a pragmatic way forward to enhance security, mitigate threats against space systems and reduce the risks of misperception, miscalculation, and escalation. We strongly support the UK-led initiative at the UN General Assembly and the resulting UN Open Ended Working Group (OEWG) on “Reducing space threats through norms, rules and principles of responsible behaviours”. We encourage all states to positively engage in the OEWG that aims to build a common understanding of responsible space behaviours and consider first proposals for norms, rules, and principles in that regard.

    50. We call upon all nations to refrain from conducting dangerous and irresponsible destructive direct-ascent anti-satellite missile tests like those carried out by the Russian Federation on 15 November, 2021. We welcome the US commitment not to conduct destructive direct-ascent anti-satellite missile tests. We reiterate the need to cooperate with all States and space actors to strengthen safety, security, stability, and sustainability of outer space and help all countries benefit from the peaceful exploration and use of outer space.

    Nearly 38,000 UK jobs are set to be created across the UK after a total of £63 billion of investment was announced around today’s International Investment Summit.

    Nearly 38,000 UK jobs are set to be created across the UK after a total of £63 billion of investment was announced around today’s International Investment Summit, turbocharging growth and innovation across the country. 

    The record-breaking total figure more than doubles the £29.5 billion committed at last year’s Global Investment Summit and spans partnerships across the infrastructure and tech sectors, including over a billion pounds in new investments announced today by DP World, Associated British Ports (ABP) and Imperial College London. 

    Through serious, stable governance, the UK is attracting tens of billions of pounds of new investment which is crucial to the government’s driving mission of delivering economic growth. Today’s historic figure demonstrates that businesses have confidence in Britain as a place to invest. 

    The investments follow immediate action taken by the new government to reform planning, focus on AI and data centre expansion, and set a clear commitment to net zero by almost doubling the funding for renewable energy projects. 

    Four major tech firms based in the US have today announced £6.3 billion in UK data centres which is critical to enhancing the UK’s AI capacity – in turn fuelling Britain’s economic growth and spurring on AI development. Data centres store the vast amount of information and data needed to power AI, and store the information generated by AI to keep the systems running. 

    ABP, the UK’s largest port operator, has committed over £200 million to a joint investment with ferry company Stena Line in a new freight ferry terminal at the Port of Immingham, significantly boosting the capacity and resilience of UK trade with Europe. It is expected to create around 700 jobs during construction and around 200 permanent jobs once operational. 

    Leading UK university Imperial College London is also today announcing a £150 million investment to secure a new R&D campus to add to its rapidly expanding deep tech ecosystem in West London. The new campus will expand scale-up capacity in the WestTech Corridor, supporting the UK’s innovation sector and driving investment, economic growth and job creation.

    Global investors should be in no doubt that under this new government Britain is truly the best place to do business. The record-breaking investment total secured at today’s Summit marks a major vote of confidence in the UK and our stability dividend across industry and innovation.

    • Iberdrola doubling their investment in the UK, through Scottish Power, from £12 billion to £24 billion over the next 4 years. This includes £4 billion for the East Anglia 2 wind farm off the Suffolk coast which was unlocked by this Government’s expanded allocation at the most recent wind auction round. Iberdrola Executive Chairman Ignacio Galan CBE confirmed on Friday that the UK has become their largest Investment destination. 

    • Blackstone confirmed a £10 billion investment in Blyth, Northumberland to create one of the largest artificial data centres in Europe, creating 4,000 jobs, including 1,200 roles dedicated to the construction of the site. 

    • Amazon Web Services announced an £8 billion investment last month which is estimated to support around 14,000 jobs per year at local businesses, including those across the company’s data centre supply chain such as construction, facility, maintenance, engineering and telecommunications. 

    • CCUS investors (including Eni, BP and Equinor) reached a commercial agreement with the government that will unlock £8 billion of private investment to launch carbon capture clusters in the heartlands of the North West and North East of England, directly creating 4,000 jobs and supporting 50,000 jobs in the long-term. 

    • Orsted and Greenvolt confirming that the Government’s recent expanded offshore wind auction means their projects will unlock £8 billion (Orsted) and £2.5 billion (Greenvolt) of investment respectively in their planned offshore wind farms. Orsted says its commitment will see thousands of jobs for local people, while Greenvolt says it will create up to 2800 construction jobs.  

    • CyrusOne, a leading global data centre developer headquartered in the United States, announced plans to expand their investment into the UK to £2.5 billion over the coming years. Subject to planning permission, the two data centres should be operational by Q4 2028, projected to create over 1,000 jobs both directly and within its immediate design and construction value chain.   

    • Octopus Energy have committed to a £2 billion investment in renewable energy generation, including four new solar farms in Bristol, Essex, East Riding of Yorkshire and Wiltshire that will power up to 80,000 homes as well as breaking ground on a new 12 MW battery in Cheshire which Octopus say will store enough power for nearly 10,000 homes every day. 

    • SeAH Wind has made an additional £225 million investment into wind technology manufacturing in Teesside, thanks to new backing from UK Export Finance, and expects to create 750 direct jobs by 2027. This brings their total investment into the site at Teesworks up to £900 million and will help them make their ongoing factory build – one of the biggest facilities of its kind worldwide – even bigger. 

    • CloudHQ is developing its new state-of-the-art £1.9 billion data centre campus in Didcot. The hyper-scale data centre is currently in development and will help meet the UK’s growing demand for AI and machine learning. It will create 1,500 jobs during construction, and 100 permanent jobs once fully operational.  

    • Macquarie supporting investment of £1.3 billion into new green infrastructure including its Island Green Power solar farm in Stow, as a result of planning consents having been granted by the Government, and its Roadchef portfolio company installing electric car ultra-fast charging points across its sites along the UK motorway network. 

    • ServiceNow also confirmed its commitment to the UK market, with plans to invest £1.15 billion into its UK business over the next five years. The investment will not only support the future development of AI in the UK, expanding its data centres with Nvidia GPUs for local processing data, but also support new office space as the company significantly grows into employee base beyond its current headcount of 1,000 employees.  

    • Manchester Airports Group is investing more than £1.1 billion in London Stansted Airport to expand its existing terminal by around a third, help secure new air routes to key business and leisure destinations, boost local supply chains and create 5,000 jobs. This includes around £600 million to extend the terminal and £500 million to deliver a suite of improvements to the existing terminal building and wider airport estate. 

    • Eren Holdings confirmed a £1 billion investment in the redevelopment of Shotton Mill in Deeside, North Wales which is set to become the UK’s largest recycled paper manufacturing campus. This is expected to safeguard 147 jobs and create a further 220 when the site is fully commissioned. 

    • Network Rail and London & Continental Railways are creating a new property company which will attract additional private and public sector investment with the potential to deliver brownfield regeneration schemes across the rail estate with a value exceeding £1 billion. 

    • CoreWeave is building on its £1 billion investment announced in May and the opening of its European headquarters in London by investing a further £750 million-plus in the UK to support the demand for critical AI infrastructure. The investment in the UK is CoreWeave’s second largest investment in a country following the USA.  

    • DP World are investing up to £1 billion in their London Gateway container port operation. This new investment will fund two additional berths and a second rail terminal. Once built, the berths will add vital transport capacity and increase the resilience of UK supply chains, enabling businesses to access domestic and international markets and supporting the Government’s growth and decarbonisation missions. 

    • Holtec, a major US advanced nuclear engineering company, has confirmed a significant investment of £325 million in a new factory in South Yorkshire which will supply materials for civil and defence nuclear industries. They say this will create up to 490 direct and 280 indirect jobs annually during the construction phase and 1,200 direct engineering jobs created over 20 years. 

    • BW Group proceeding with a £500 million investment, which includes new battery energy storage projects in Hampshire and Birmingham. 

    • Eli Lilly and Company is collaborating with government through a memorandum of understanding which will see the pharmaceutical giant intending to commit £279 million to tackle significant health challenges – including obesity. Lilly also plans to launch the first ‘Lilly Gateway Labs’ innovation accelerator in Europe to support early-stage life sciences businesses to develop transformative medicines and technologies. 

    • Associated British Ports (ABP), the UK’s largest port operator, has announced a £200+ million investment in a new freight ferry terminal at the Port of Immingham, boosting the capacity and resilience of UK trade with Europe. This is expected to create around 700 jobs during construction and 200 permanent jobs once operational. 

    • Imperial College London investing £150 million to build The WestTech Corridor – a new innovation ecosystem in West London which will act as a powerful engine for investment, inclusive economic growth, and job creation at a local, regional, and national level. 

    • Haleon has received planning permission to develop a new £130 million Global Oral Health Innovation Centre in Weybridge, Surrey. This state-of-the-art facility will primarily support Haleon’s global oral health business by developing new products that advance consumers’ better everyday health.

  • MIL-OSI USA: FACT SHEET: Biden-⁠ Harris Administration Continues Recovery Efforts in North Carolina Following Hurricane  Helene

    Following Hurricane Helene’s devastating impacts across the Southeast and Appalachia, the Biden-Harris Administration continues its robust Federal efforts to help communities recover and rebuild. The storm heavily impacted North Carolina, where the Administration continues to surge resources and assist families, business owners, farmers, and other impacted communities receive the support and assistance they need and deserve.
    Federal disaster assistance for Hurricane Helene survivors has surpassed $474 million – including more than $86 million in housing and other types of assistance for survivors in North Carolina. Survivors can register for assistance at one of three Disaster Recovery Centers in Caldwell, McDowell, and Buncombe Counties, or on disasterassistance.gov, by calling 1-800-621-3362, or via the FEMA app.
    The Department of Defense continues to support search-and-rescue operations, route clearance, and commodities distribution across western North Carolina with 1,500 active-duty troops. The Department of Defense is also employing additional capabilities to assist with increasing situational awareness across the remote terrain of Western North Carolina. The Army Corps of Engineers continues missions supporting debris removal, temporary emergency power installation, infrastructure and water and wastewater assessments, and technical assistance. Over 2,000 North Carolina National Guard personnel along with over 200 Guardsmen from 15 States are conducting response operations in western North Carolina.
    As response efforts continue in North Carolina, more than 1,250 FEMA staff remain on the ground, with more arriving daily. Nearly 400 Urban Search and Rescue personnel remain in the field helping people. These teams have rescued or supported over 3,200 survivors to date.  
    Power has been restored to more than approximately 96 percent of customers, as a result of 10,000 utility personnel working around the clock. Cellular restoration also continues to improve, with more than 93 percent of cellular sites in service. FEMA is boosting response coordination by providing 40 Starlink units to ensure first responders can communicate with each other.
    Commodity distribution, mass feeding, and hydration operations continue in areas of western North Carolina. FEMA continues to send commodity shipments and voluntary organizations are supporting feeding operations with bulk food and water deliveries coming via truck and aircraft. Mobile feeding operations are reaching survivors in heavily impacted areas, including three mass feeding sites in Buncombe, McDowell and Watauga counties. The Salvation Army has 20 mobile feeding units supporting this massive operation and has provided emotional and spiritual care to survivors. To date, the American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage.
    Additional recovery efforts in North Carolina include:
    Supporting Infrastructure Recovery
    As part of the robust, whole-of-government response to Hurricane Helene, the U.S. Department of Transportation is supporting response and recovery efforts in impacted communities in North Carolina. DOT personnel are on the ground in multiple locations of the state.
    On October 5, the Department of Transportation’s Federal Highway Administration (FHWA) announced $100 million in Quick Release Emergency Relief funding to support North Carolina. The funding helps pay for the costs of immediate emergency work resulting from Hurricane Helene flood damage. Additional funding will flow to affected communities from the Emergency Relief program.
    FHWA worked closely with North Carolina and other federal agencies to assess infrastructure damage, including supporting hundreds of bridge inspections and other critical infrastructure assessments across the Southeast. On October 8, FHWA Acting Administrator Kristin White visited the region with Governor Roy Cooper, North Carolina Department of Transportation Secretary Joey Hopkins and other federal, state and local officials and got a first-hand look at impacts from the storm and recovery efforts.   
    The Federal Aviation Administration (FAA) continues to work with partners in affected parts of North Carolina and Tennessee, as the national airspace steadily returned to normal operations.
    The FAA Air Traffic Organization Technical Operations Team is on-site and leading communications restoration efforts at air traffic facilities. FAA also supported the North Carolina Air National Guard by providing advisory services at Rutherford County Airport and Avery County Airport.
    The FAA worked with state and local governments, critical infrastructure owners and operators, and first responders to enable drones to support response and recovery. The FAA granted permission to allow Wing to temporarily conduct beyond visual line of sight drone package deliveries for Walmart’s pharmacy in western North Carolina, delivering essential items including prescription medicine, medical supplies, and medical equipment to hard-to-reach locations.
    Additionally, President Biden’s approval of a Presidential Emergency Declaration for North Carolina affords the state a period of emergency regulatory relief from Federal Motor Carrier Safety regulations, including flexibility around driving time for property- and passenger-carrying vehicles. This allows truck drivers to get essential supplies to affected areas in North Carolina. It may also provide opportunities for motorcoach buses to deliver relief teams to response locations and allow for the transport and evacuation of residents.
    On October 10, Environmental Protection Agency (EPA) Administrator Michael Regan joined Governor Cooper, Senator Tillis, Congressman Edwards and local officials to assess federal and state recovery efforts in response to Hurricane Helene. EPA and its state partners have made significant progress bringing drinking water and wastewater systems back online, including restoring service to more than 75 drinking water systems that serve approximately 260,000 people in the Asheville area. EPA is also providing technical assistance and drinking water testing to systems and private drinking water well owners across the Asheville area through their Mobile Drinking Water lab – giving residents clear data and confidence that their water is safe to drink. The lab is capable of testing 100 samples per day. Water utilities and private well owners must request sampling services through their local health departments. EPA will remain on the ground in North Carolina helping area residents as long as their assistance is needed.  
    The Department of Energy’s Energy Response Organization remains activated to respond to storm impacts, and responders remain deployed to FEMA regional response coordination centers. Via the Electricity Sub-Sector Coordinating Council and Oil and Natural Gas Sub-Sector Coordinating Council, the Department of Energy has been coordinating continuously with energy sector partners on the ongoing Hurricane Helene response. As noted above, there are 10,000 line workers supporting power restoration efforts.
    The National Oceanic and Atmospheric Administration continues to support post-disaster imagery flights following Hurricane Helene, already totaling over 68 flight hours during 20 flights, including over western North Carolina. This imagery not only supports FEMA and the broader response community, but the public at large.
    Providing Financial Flexibilities to Homeowners and Taxpayers
    The U.S. Department of Housing and Urban Development (HUD) is providing a 90-day moratorium on foreclosures of mortgages insured by the Federal Housing Administration (FHA) as well as foreclosures of mortgages to Native American borrowers guaranteed under the Section 184 Indian Home Loan Guarantee program. Additionally, affected homeowners that have mortgages through Government-Sponsored Enterprises – including Fannie Mae and Freddie Mac – and the FHA are eligible to suspend their mortgage payments through a forbearance plan for up to 12 months.
    HUD announced $3 million for the State of North Carolina to support people experiencing homelessness in communities impacted by Hurricane Helene. Funding from the Rapid Unsheltered Survivor Housing program will help residents and families who are experiencing or at risk of homelessness and have needs that are not otherwise served or fully met by existing Federal disaster relief programs.
    This summer, HUD launched a new streamlined process for requesting additional flexibility on existing grants after a disaster is declared. Recipients of annual HUD funding – including in North Carolina – may request waivers to unlock and accelerate the use of their funding for disaster response and recovery. With the updated waiver process, HUD is proactively issuing maximum flexibility to communities impacted by disasters. These flexibilities will expedite the recovery process, reduce administrative burden, and allow impacted jurisdictions to quickly tailor programs and activities to address the post disaster needs of their communities. The Disaster Assistance and Recovery Team within HUD’s Office of Housing Counseling continues to conduct focused meetings with housing counseling agencies in each state impacted by these disasters to discuss their unique response and recovery challenges and identify resources available to assist.
    The Internal Revenue Service announced disaster tax relief for all individuals and businesses affected by Hurricane Helene in North Carolina. North Carolina taxpayers now have until May 1, 2025, to file various federal individual and business tax returns and make tax payments.
    Protecting Public Health
    The U.S. Department of Health and Human Services (HHS) declared a Public Health Emergency for North Carolina to address the health impacts of Hurricane Helene. HHS’s Administration for Strategic Preparedness and Response (ASPR) continues to provide medical support for Hurricane Helene, predominantly onsite in North Carolina. These ASPR personnel are deployed to support Hurricane Helene response operations, which include four Disaster Medical Assistance Teams and personnel from a Disaster Mortuary Operational Response Team (DMORT) in North Carolina. ASPR Health and Medical Task Forces and ASPR Disaster Medical Assistance Teams from the National Disaster Medical System are providing 24-hour surge support to three hospitals: Mission Hospital in Asheville, Blue Ridge Regional Hospital in Spruce Pine, and Caldwell Memorial in Lenoir. To date, ASPR teams have seen nearly 1000 patients. ASPR will continue to work with federal, state, and local partners to prioritize medical assistance to other areas affected by Hurricane Helene as required and requested.  
    Supporting Workers and Worker Safety
    Working alongside the Department of Labor, the States of North Carolina has announced that eligible workers can receive federal Disaster Unemployment Assistance to compensate for income lost directly resulting from Hurricane Helene. And, through the Department of Labor’s innovative partnership with the U.S. Postal Service, displaced workers in North Carolina can now go to the post office in any other state and verify their ID for purposes of getting their benefits quickly.
    Supporting Farmers and Agriculture
    The U.S. Department of Agriculture (USDA) has put contingency plans and program flexibilities into place to ensure farmers, foresters and communities are able to get the support they need, such as by extending program signup opportunities, expediting crop insurance payments, and using waivers and emergency procedures to expedite recovery efforts on working lands. USDA’s Food and Nutrition Service has issued flexibilities and waivers for North Carolina to ensure that food and nutritional assistance reaches those in need as soon as possible. In North Carolina, waivers have been issued to increase access to WIC products, replace benefits through Summer EBT, allow the purchase of hot foods through SNAP, and more.
    Additionally, USDA is currently coordinating over 200 staff on the ground in North Carolina, including saw support teams and emergency road clearance teams, to help clear trees and debris, including in Waterville, Marion, Newton, and Weaverville.
    Supporting Students and Student Loan Borrowers
    The Department of Education has offered technical assistance to states and local educational agencies to support recovery efforts and shared critical resources, including those developed by other federal agencies and organizations, to support restoring the teaching and learning environment.
    The Department’s office of Federal Student Aid (FSA) has flexibilities that are automatically available to affected institutions of higher education to help their continued management of the federal student aid programs. These flexibilities help schools if they need to adjust their academic calendars, such as due to unexpected closures, and also help students who may need to take a leave of absence. The flexibilities also help students avoid reductions in their federal aid due to any state or federal disaster assistance provided. FSA will also work with affected institutions that need help on other areas, such as paying credit balances. FSA has communicated with schools located in the areas impacted by Hurricane Helene. Those communications included existing Department guidance about how natural disasters impact schools and their administration of financial aid, resources, and links to FEMA disaster aid information. FSA’s communications also included a way for schools to share more information about the disaster impact on their campus and submit questions about administrative relief and flexibilities.
    The Department is ensuring affected borrowers in areas impacted by the hurricanes can focus on their critical needs without needing to worry about missing their student loan payments. Direct Loan borrowers and federally-serviced FFEL borrowers in the affected area who miss their payments will be automatically placed into a natural disaster forbearance. During forbearance, payments are temporarily postponed or reduced, and interest is still charged. Thanks to regulations issued by the Biden-Harris Administration, months in this forbearance will count toward PSLF and IDR forgiveness. Direct Loan and federally serviced FEEL borrowers are not required to take an action but have the option to call their servicer if they wish to enroll in the forbearance proactively. Perkins loan borrowers should contact their loan holder to request natural disaster forbearance. 
    Continuing to Survey Data
    The Department of the Interior’s U.S. Geological Survey (USGS) continues working to measure river levels and flow, and repair streamgages that transmit critical data. USGS crews continue working to determine the extent of flooding by surveying for high-water marks. These flood-peak data and high-water marks are used to determine flood frequency and are critical in the design of infrastructure and in determining flood plain boundaries. USGS stood up a landslide response team that now includes 32 USGS scientists, 19 of which ware mapping landslides, to provide technical assistance to the North Carolina Geological Survey and Tennessee Geological Survey. Their work includes reconnaissance using satellite imagery, flights, and on-the-ground assessments to map landslides.

    Union Minister of State (Independent Charge) for Science and Technology, Minister of State (I/C) for Earth Sciences, MoS PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr Jitendra Singh has called for bilateral collaboration between India and Sweden at multiple levels. He said, Sweden is one of the global leaders in innovation. In Global Innovation Index (GII) 2024, Sweden ranks 2nd among the 39 economies in Europe and among the 133 global economies featured in the GII 2024.

    Dr Jitendra Singh was addressing the 11th India Sweden Innovation Day (ISID) function. The theme for 2024 is “Accelerating Green Growth for Inclusive Transition”.

    Informing the audience about the growth of the country in the field of innovation, Dr Jitendra Singh said, “India is climbing rapidly on innovation indices. In GII 2024, India ranks 1st among the 10 economies in Central and Southern Asia and 39th among the 133 economies, he said.

    Similarly, on the other hand, the Union Minister noted that Sweden too is one of the global leaders in innovation. In Global Innovation Index (GII) 2024, Sweden ranks 2nd among the 39 economies in Europe and among the 133 global economies featured in the GII 2024, he said. He expressed hope that the country will certainly catch the top echelons of the world in the years to come.

    Speaking about the Prime Minister Shri Narendra Modi aiming at global benchmarks in research and innovation, the Minister said, “Prime Minister Shri Narendra Modi has already announced the net zero carbon footprint target of 2070 and therefore I think India and Sweden can cooperate and collaborate at different levels both government as well as non-government sector.” There is a bundle of scope for the two nations for joint research calls to collaborate on deliverable research, academia, innovation and industrial entrepreneurship, including startups.

    Speaking about strides in the sector, Dr Jitendra Singh mentioned, “I am also proud to note that over the last ten years, under the patronage of Prime Minister Shi Narendra Modi, there has been a special impetus and high prioritisation as far as science technology innovation is concerned. India Today is it in a position to claim to be a frontline nation in different areas, for example the space sector we plan to send a human being next year, the first human mission indigenously developed by India, and at the same time next year we hope to send on Indian human 6,000 metre deep as a part of the deep-sea mission.

    Research & Innovation have been the important aspect of the flourishing India Sweden partnership. The 11th edition of ISID reflects the ongoing importance & success of our ongoing partnerships. The continued presence of the Minister at the ISID inauguration since 2021 is a strong signal of the importance attached by India to its innovation partnership with Sweden.

    Several Indian and Swedish government agencies partnering and jointly funding these calls (eg. DST, DBT). That includes extensive and growing research cooperation between Indian and Swedish universities. Leading Swedish universities like Karolinska, KTH, Chalmers and others have ongoing cooperation with leading Indian universities. This can be further strengthened by involving the private sector also.

    In addition, several Swedish companies carry out R&D and innovation in India. Alkem Laboratories, which is pioneering the high-tech medical devices segment, has partnered with Swedish company Biosergen for clinical trials of fungal diseases. There is also growing cooperation between research, education, government and private sector in India, including vaccines, digital public infrastructure and defence.

    Use of Technology & innovative solutions scaling up Development interventions in the country, Dr Jitendra Singh said, “India and Sweden are strengthening partnership in green technology through initiatives like LeadIT 2.0, focusing on low-carbon industrial transitions, sustainable energy, and smart transport.” This collaboration, highlighted at COP28, supports green innovations in sectors like steel, cement, and aviation, aiming for net-zero emissions by 2050.

    Venus Mission – Sweden has officially joined ISRO’s Venus Orbiter Mission (VOM). The Swedish Space Corporation (SSC) and the Indian Space Research Organisation (ISRO) are collaborating on a Venus mission. The Swedish Institute of Space Physics (IRF) will provide ISRO with the Venusian Neutrals Analyser (VNA), a lightweight and low-power yet highly effective energetic neutral atom (ENA) analyser.

    India’s active participation in several international Mega Science projects – capabilities of Indian scientists, engineers and companies. Going forward, the Minister said, “India, an unmatched source for Innovation, R&D and Talent and there is huge scope for bilateral collaboration for scalable, cost-effective development solutions for energy and health challenges.”

    The event was well attended by senior officials, innovators, industry leaders and academia of the both countries, which was also addressed by Vice Prime Minister and Minister for Energy and Enterprise of Sweden Ms Ebba Busch. Ambassador of Sweden to India, Mr Jan Thesleff also took part through video conferencing.

    At the 12th Edition of the CII Bioenergy Summit today, Shri Hardeep Singh Puri, Minister of Petroleum and Natural Gas, underscored India’s remarkable progress in bioenergy, aligning with the summit’s theme, “Fuelling the Future – Securing India’s Green Growth Goals.” Shri Puri highlighted the success of India’s ethanol blending initiative, which has seen the blending percentage rise from 1.53% in 2014 to a projected 15% by 2024. Encouraged by these results, the government has advanced its target for 20% blending to 2025, reinforcing its commitment to sustainable energy. He further revealed that discussions have already started to develop a roadmap for the future, post the attainment of the 20% blending target. This roadmap will guide the country’s next steps in its pursuit of energy sustainability and self-reliance.

    Shri Hardeep Singh Puri commended Prime Minister Shri Narendra Modi’s leadership in transforming India’s bioenergy ecosystem since 2014. He emphasized the crucial role of market dynamics, technology advancements, and supportive government policies in driving this transformation and enhancing sustainability in the energy sector.

    The Minister shared impressive outcomes of the ethanol program, revealing that from 2014 to August 2024, it has generated foreign exchange savings of ₹1,06,072 crore, reduced CO2 emissions by 544 lakh metric tons, and achieved crude oil substitution of 181 lakh metric tons. Payments to distillers by OMCs have reached ₹1,50,097 crore. Furthermore, he said, farmers have been paid ₹90,059 crore, empowering them from being Annadata to being Urjadata. Additionally, he mentioned about the government’s ambitious targets for Sustainable Aviation Fuel (SAF), aiming for 1% blending in 2027 and 2% in 2028, positioning India as a leader in bio-mobility.

    At the event, Shri Hardeep Singh Puri emphasized India’s robust economic growth, predicting it will drive 25% of global energy demand over the next two decades. He noted that bioenergy will be crucial in meeting this demand while advancing climate goals and rural development. Currently valued at US$44 billion (as per Wood Mckenzie), the Minister said that the bioenergy market is projected to grow to US$125 billion by 2050. If global net-zero targets are achieved, this figure could surge to US$500 billion.

    Underscoring India’s agricultural strength and its vast biomass potential as critical elements in the country’s transition to clean energy, Shri Puri said that the country recognized as an agricultural powerhouse, is a leading producer of rice, wheat, cotton, sugar, and various horticultural and dairy products. He said that the country has more than 750 million metric tonnes of available biomass, with about two-thirds being used for domestic purposes such as cattle feed and compost fertilizer.  According to a report by PWC, he noted, 32% of India’s total primary energy consumption is derived from biomass, and over 70% of Indians rely on it for energy across the value chain.

    India’s position as a major biofuel producer and consumer has been strengthened through coordinated policies, political support, and abundant feedstocks, said Shri Hardeep Singh Puri. He noted that the International Energy Agency (IEA) forecasts a growth potential of 3.5 to 5 times for biofuels by 2050 due to Net Zero targets, presenting a substantial opportunity for India. The Global Biofuels Alliance (GBA) aims to facilitate knowledge sharing, technological advancement, and policy development, unlocking a $500 billion opportunity in biofuels and accelerating global adoption through technology transfer. He said that the government initiatives, such as the Indian Solar Alliance (ISA) and GBA, aim to accelerate the transition to cleaner energy sources, reduce import dependency, save foreign exchange, promote a circular economy, and move toward a self-reliant energy future.

    The Minister also referred to different incentives introduced by government to support ethanol production.

    Shri Puri also highlighted India’s collaboration with Brazil, emphasizing the importance of joint efforts in sustainable bioenergy and biofuels to enhance energy security and reduce carbon emissions, particularly in hard-to-decarbonize sectors like aviation and shipping.

    In his concluding remarks, Shri Hardeep Singh Puri emphasized that the responsibility for fuelling India’s green growth extends beyond the government to include industry leaders, researchers, innovators, and citizens. He urged all stakeholders to collaborate boldly to establish a sustainable bioenergy sector that meets energy needs and sets a global standard.

  • MIL-Evening Report: Lessons for the next pandemic: where did Australia go right and wrong in responding to COVID?

    With COVID still classified as an ongoing pandemic, it’s difficult to contemplate the next one. But we need to be prepared. We’ve seen several pandemics in recent decades and it’s fair to expect we’ll see more.

    For the final part in a series of articles on the next pandemic, we’ve asked a range of experts what Australia got right and wrong it its response to COVID. Here they share their thoughts on the country’s COVID response – and what we can learn for the next pandemic.


    Quarantine

    The federal government mandated 14 days of quarantine for all international arrivals between March 2020 and November 2021. During that period, 452,550 people passed through the system.

    The states and Northern Territory were given just 48 hours to set up their quarantine systems. The states chose hotel quarantine, while the Northern Territory repurposed an old miner’s camp, Howard Springs, which had individual cabins with outdoor verandas. The ACT had very few international arrivals, while Tasmania only had hotel quarantine for domestic travellers.

    During the first 15 months of the program, at least 22 breaches occurred in five states (New South Wales, Victoria, Queensland, Western Australia and South Australia). An inquiry into Victoria’s hotel quarantine found the lack of warning and planning to set up the complex system resulted in breaches that caused Victoria’s second COVID wave of 2020, leading to almost 800 deaths. A breach at Sydney airport led to the introduction of the Delta variant into Australia.

    In the next pandemic, mistakes from COVID need to be avoided. They included failure to protect hotel residents and staff from airborne transmission through ventilation and mask usage. Protocols need to be consistent across the country, such as the type of security staff used, N95 masks for staff and testing frequency.

    These protocols need to be included in a national pandemic preparedness plan, which is frequently reviewed and tested through simulations. This did not occur with the pre-COVID preparedness plan.

    Dedicated quarantine centres like Howard Springs already exist in Victoria and Queensland. Ideally, they should be constructed in every jurisdiction.

    Treatments

    Scientists had to move quickly after COVID was discovered to find effective treatments.

    Many COVID treatments involved repurposing existing drugs designed for other viruses. For example, the HIV drug ritonavir is a key element of the antiviral Paxlovid, while remdesivir was originally developed to treat hepatitis C.

    At the outset of the pandemic, there was a lot of uncertainty about COVID treatment among Australian health professionals. To keep up with the rapidly developing science, the National Clinical Evidence Taskforce was established in March 2020. We were involved in its COVID response with more than 250 clinicians, consumers and researchers.

    Unusually for evidence-based guidelines, which are often updated only every five years or so, the taskforce’s guidelines were designed to be “living” – updated as new research became available. In April 2020 we released the first guidelines for care of people with COVID, and over the next three years these were updated more than 100 times.

    While health-care professionals always had access to up-to-date guidance on COVID treatments, this same information was not as accessible for the public. This may partly explain why many people turned to unproven treatments. The taskforce’s benefits could have been increased with funding to help the community understand COVID treatments.

    COVID drugs faced other obstacles too. For example, changes to the virus itself meant some treatments became less effective as new variants emerged. Meanwhile, provision of antiviral treatments has not been equitable across the country.

    COVID drugs have had important, though not game-changing, impacts. Ultimately, effective vaccines played a much greater role in shifting the course of the pandemic. But we might not be so fortunate next time.

    In any future pandemic it will be crucial to have a clear pathway for rapid, reliable methods to develop and evaluate new treatments, disseminate that research to clinicians, policymakers and the public, and ensure all Australians can access the treatments they need.

    Vaccine rollout

    COVID vaccines were developed in record time, but rolling them out quickly and seamlessly proved to be a challenge. In Australia, there were several missteps along the way.

    First, there was poor preparation and execution. Detailed planning was not finalised until after the rollout had begun.

    Then the federal government had overly ambitious targets. For example, the goal of vaccinating four million people by the end of March 2021 fell drastically short, with less than one-fifth of that number actually vaccinated by that time.

    There were also supply issues, with the European Union blocking some deliveries to Australia.

    Unfortunately, the government was heavily reliant on the AstraZeneca vaccine, which was found, in rare cases, to lead to blood clots in younger people.

    Despite all this, Australia ultimately achieved high vaccination rates. By the end of December 2021, more than 94% of the population aged 16 and over had received at least one dose.

    This was a significant public health achievement and saved thousands of lives.

    But over the past couple of years, Australia’s initially strong vaccine uptake has been waning.

    The Australian Technical Advisory Group on Immunisation recommends booster doses for vulnerable groups annually or twice annually. However, only 30% of people aged 75 and over (for whom a booster is recommended every six months) have had a booster dose in the past six months.

    There are several lessons to be learned from the COVID vaccine rollout for any future pandemic, though it’s not entirely clear whether they are being heeded.

    For example, several manufacturers have developed updated COVID vaccines based on the JN.1 subvariant. But reports indicate the government will only be purchasing the Pfizer JN.1 booster. This doesn’t seem like the best approach to shore up vaccine supply.

    Mode of transmission

    Nearly five years since SARS-CoV-2 (the virus that causes COVID) first emerged, we now know airborne transmission plays a far greater role than we originally thought.

    In contrast, the risk of SARS-CoV-2 being transmitted via surfaces is likely to be low, and perhaps effectively non-existent in many situations.

    Early in the pandemic, the role contaminated surfaces and inanimate objects played in COVID transmission was overestimated. The main reason we got this wrong, at least initially, was that in the absence of any direct experience with SARS-CoV-2, we extrapolated what we believed to be true for other respiratory viruses. This was understandable, but it proved to be inadequate for predicting how SARS-CoV-2 would behave.

    One of the main consequences of overestimating the role of surface transmission was that it resulted in a lot of unnecessary anxiety and the adoption of what can only be viewed in retrospect as over-the-top cleaning practices. Remember the teams of people who walked the streets wiping down traffic light poles? How about the concern over reusable coffee cups?

    Considerable resources that could have been better invested elsewhere were directed towards disinfecting surfaces. This also potentially distracted our focus from other preventive measures that were likely to have been more effective, such as wearing masks.

    The focus on surface transmission was amplified by a number of studies published early in the pandemic that documented the survival of SARS-CoV-2 for long periods on surfaces. However, these were conducted in the lab with little similarity to real-world conditions. In particular, the amounts of virus placed on surfaces were greater than what people would likely encounter outside the lab. This inflated viral survival times and therefore the perception of risk.

    The emphasis on surface transmission early in the pandemic ultimately proved to be a miscalculation. It highlights the challenges in understanding how a new virus spreads.

    National unity

    Initially, Commonwealth, state and territory leaders were relatively united in their response to the COVID pandemic. The establishment of the National Cabinet in March 2020 indicated a commitment to consensus-based public health policy. Meanwhile, different jurisdictions came together to deliver a range of measures aimed at supporting businesses and workers affected by COVID restrictions.

    But as the pandemic continued, tensions gave way to deeper ideological fractures between jurisdictions and individuals. The issues of vaccine mandates, border closures and lockdowns all created fragmentation between governments, and among experts.

    The blame game began between and within jurisdictions. For example, the politicisation of quarantine regulations on cruise ships revealed disunity. School closures, on which the Commonwealth and state and territory governments took different positions, also generated controversy.

    These and other instances of polarisation undermined the intent of the newly established National Cabinet.

    The COVID pandemic showed us that disunity across the country threatens the collective work needed for an effective response in the face of emergencies.

    The COVID response inquiry, due to release its results soon, will hopefully help us work toward national uniform legislation that may benefit Australia in the event of any future pandemics.

    This doesn’t necessarily mean identical legislation across the country – this won’t always be appropriate. But a cohesive, long-term approach is crucial to ensure the best outcomes for the Australian federation in its entirety.

    On 7 December 2023, Greece and Türkiye signed the Athens Declaration on Friendly Relations. Türkiye, however, instead of toning down its aggressiveness, is unfortunately doing the exact opposite. It has fully and officially adopted the ‘Blue Homeland’ (or ‘Mavi Vatan’ in Turkish) doctrine which, although it does not refer to it, is reminiscent of the concept of ‘living space’.

    In fact, not content with issuing a plethora of declarations, since September 2024 it has also incorporated the doctrine into the teaching material used in its schools. The new 9th-grade geography textbook includes, on page 62, a section devoted to ‘Mavi Vatan’, with maps, military aircraft and historical information.[1] Furthermore, it refers to the National Oath of 1920, sworn by the most extreme elements in the country, which declares that ‘the lawful frontiers of Türkiye include regions such as Western Thrace, the Dodecanese and Northern Iraq’. The first two of these regions belong to Greece!

    In view of this:

    An unprecedented response to damage caused by Hurricane Helene continues in Western North Carolina. State, federal and local response workers are working around the clock to surge assistance into the region.

    Law enforcement is working to ensure the safety of responders amid reports of threats and misinformation. FEMA officials remain in communities and will resume door-to-door operations to help people impacted by these storms recover as quickly as possible following reports of threats on the ground. Governor Roy Cooper has directed the Department of Public Safety to work with local law enforcement to identify specific threats and rumors and coordinate with FEMA and other partners to ensure the safety and security of all involved as this recovery effort continues.

    “State, federal and local response workers, including FEMA, are working around the clock to bring assistance to western North Carolina,” said Governor Roy Cooper. “We know that significant misinformation online contributes to threats against response workers on the ground, and the safety of responders must be a priority. At my direction, the North Carolina Department of Public Safety is helping partners like FEMA to coordinate with law enforcement to ensure their safety and security as they continue their important work.”

    North Carolina National Guard and Military Response

    Approximately 3,500 Soldiers and Airmen are working in Western North Carolina. Joint Task Force- North Carolina, the task force led by the North Carolina National Guard is made up of Soldiers and Airmen from 12 different states, two different XVIII Airborne Corps units from Ft. Liberty, a unit from Ft. Campbell’s 101st Airborne Division, and numerous civilian entities are working side-by-side to get the much-needed help to people in Western North Carolina.

    National Guard and military personnel are operating 11 aviation assets and more than 1,200 specialized vehicles in Western North Carolina to facilitate these missions. The U.S. Army Corps of Engineers is helping to assess water and wastewater plants and dams. Residents can track the status of the public water supply in their area through this website.

    FEMA Assistance

    More than $96 million in FEMA Individual Assistance funds have been paid so far to Western North Carolina disaster survivors and more than 160,000 people have registered for Individual Assistance. Approximately 4,600 households are now housed in hotels through FEMA’s Transitional Sheltering Assistance.

    1,000+ FEMA staff are in the state to help with the Western North Carolina relief effort. In addition to search and rescue and providing commodities, they are meeting with disaster survivors in shelters and neighborhoods to provide rapid access to relief resources. They can be identified by their FEMA logo apparel and federal government identification.

    The Major Disaster Declaration requested by Governor Cooper and granted by President Biden now includes 27 North Carolina counties (Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mecklenburg, Mitchell, Polk, Rutherford, Swain, Transylvania, Watauga, Wilkes and Yancey) and the Eastern Band of Cherokee Indians.

    North Carolinians can apply for Individual Assistance by calling 1-800-621-3362 from 7am to 11pm daily or by visiting www.disasterassistance.gov, or by downloading the FEMA app. FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs.

    Help from Other States

    More than 1,500 responders from 38 state and local agencies have performed 135 missions supporting the response and recovery efforts through the Emergency Management Assistance Compact (EMAC).     Beware of Misinformation

    North Carolina Emergency Management and local officials are cautioning the public about false Helene reports and misinformation being shared on social media. NCEM has launched a fact versus rumor response webpage to provide factual information in the wake of this storm. FEMA also has a rumor response webpage.

    Food, Water and Commodity Points of Distribution

    Efforts continue to provide food, water and basic necessities to residents in affected communities, using both ground resources and air drops from the NC National Guard. Food, water and commodity points of distribution are open throughout Western North Carolina. For information on these sites in your community, visit your local emergency management and local government social media and websites or visit ncdps.gov/Helene.

    Shelters

    A total of 13 shelters are open in Western North Carolina supporting over 560 people.

    Storm Damage Cleanup

    If your home has damages and you need assistance with clean up, please call Crisis Cleanup for access to volunteer organizations that can assist you at 844-965-1386.

    Power Outages

    Across Western North Carolina, approximately 19,000 customers remain without power, down from a peak of more than 1 million. Overall power outage numbers will fluctuate up and down as power crews temporarily take circuits or substations offline to make repairs and restore additional customers.

    Road Closures

    Travel remains dangerous, with hundreds of roads closed. Many of these roads are primary routes connecting the region.

    NCDOT has posted at ncdot.gov an interstate detour map for those traveling in the region. North Carolinians can visit DriveNC.Gov for the latest roadway conditions. NCDOT currently has approximately 2,100 employees and 1,100 pieces of equipment working on approximately 6,700 damaged road sites.

    Fatalities

    Ninety-five storm-related deaths have been confirmed in North Carolina by the Office of Chief Medical Examiner. We expect that this number will continue to rise over the coming days. The North Carolina Office of the Chief Medical Examiner will continue to confirm numbers twice daily. If you have an emergency or believe that someone is in danger, please call 911.

    Due to dangerous road conditions and the need to maintain open routes for emergency operations, travel to Western North Carolina is difficult. Consider the following options for donations and volunteer opportunities:
