    WE, the Member States of the Association of Southeast Asian Nations (ASEAN) and the Republic of India, gathered on the occasion of the 21st ASEAN-India Summit on 10 October 2024 in Vientiane, Lao PDR;

    REAFFIRMING our commitment to promote the ASEAN-India Comprehensive Strategic Partnership, guided by the fundamental principles, shared values and norms that have steered the ASEAN-India Dialogue Relations since its establishment in 1992, including those enunciated in the Vision Statement of ASEAN-India Commemorative Summit (2012), the Delhi Declaration of the ASEAN-India Commemorative Summit to mark the 25th Anniversary of ASEAN-India Dialogue Relations (2018), the ASEAN-India Joint Statement on Cooperation on the ASEAN Outlook on the Indo-Pacific for Peace, Stability, and Prosperity in the Region (2021), the Joint Statement on ASEAN-India Comprehensive Strategic Partnership (2022), the ASEAN-India Joint Statement on Maritime Cooperation (2023) and ASEAN-India Joint Leaders’ Statement on Strengthening Food Security and Nutrition in Response to Crises (2023);

    WELCOMING the Decade of Act East Policy of India, where ASEAN is at the heart and of utmost priority, which has contributed to advancing ASEAN-India relations through cooperation in areas of political-security, economic, cultural and people-to-people relations;

    ACKNOWLEDGING the deep civilisational linkages and cross-cultural exchanges, facilitated through both land and maritime routes between Southeast Asia and India, encompassing the various seas and oceans of the Indo-Pacific, providing a strong foundation for the ASEAN-India Comprehensive Strategic Partnership;

    WELCOMING the activities and initiatives held in the year 2024 on the occasion of the decade of Act East Policy to further strengthen the ASEAN-India Comprehensive Strategic Partnership;

    RECOGNISING India’s support for ASEAN Centrality and unity in the evolving regional architecture and its commitment to work closely through ASEAN-led mechanisms and fora including the ASEAN-India Summit, East Asia Summit (EAS), Post Ministerial Conference with India (PMC+1), ASEAN Regional Forum (ARF), ASEAN Defence Ministers’ Meeting Plus (ADMM-Plus) and Expanded ASEAN Maritime Forum (EAMF) as well as support to ASEAN integration and the ASEAN Community building process including Master Plan for ASEAN Connectivity (MPAC) 2025, Initiative for ASEAN Integration (IAI) and ASEAN Outlook on the Indo-Pacific (AOIP);

    NOTING the United Nations General Assembly (UNGA) Resolution A/RES/78/69 which emphasises, in the Preamble, the universal and unified character of the 1982 United Nations Convention on the Law of the Sea (UNCLOS), and reaffirms that the Convention sets out the legal framework within which all activities in the oceans and seas must be carried out and is of strategic importance as the basis for national, regional and global action and cooperation in the marine sector, and that its integrity needs to be maintained;

    APPRECIATING efforts towards implementation of the ASEAN-India Joint Statement on Cooperation on the ASEAN Outlook on the Indo-Pacific for Peace, Stability, and Prosperity in the Region through trust and confidence based on shared democratic values, strong belief in sovereignty and territorial integrity, and a shared commitment to the rule of law and the principles of the UN Charter;

    REAFFIRMING our commitment to upholding multilateralism, the purposes and principles enshrined in the UN Charter and respect for international law, while recognising ASEAN’s rising global relevance and unique convening power amid the emerging multipolar global architecture and noting the growing and active role of India in major international economic and political affairs.

    Do hereby declare to

    1. Reaffirm the importance of maintaining and promoting peace, stability, maritime safety and security, freedom of navigation and overflight in the region, and other lawful uses of the seas, including unimpeded lawful maritime commerce and to promote peaceful resolutions of disputes, in accordance with universally recognised principles of international law, including the 1982 UNCLOS, and the relevant standards and recommended practices by the International Civil Aviation Organization (ICAO) and the International Maritime Organization (IMO). In this regard, we support the full and effective implementation of the Declaration on the Conduct of the Parties in the South China Sea (DOC) in its entirety and look forward to the early conclusion of an effective and substantive Code of Conduct in the South China Sea (COC) that is in accordance with international law, including the 1982 UNCLOS;

    2. Build on ongoing collaboration in defense and security within the framework of ASEAN Defence Ministers’ Meeting (ADMM) Plus, including the first ASEAN-India Maritime Exercise (AIME) in 2023 and co-chairmanship of the ADMM-Plus Experts’ Working Group on Counter-Terrorism (2024-2027), as well as noting the two initiatives announced at the ASEAN-India Defence Ministers’ Informal Meeting in 2022;

    3. Strengthen cooperation in maritime security, counter-terrorism, cybersecurity, military medicine, transnational crime, defence industry, humanitarian assistance and disaster relief, peacekeeping and demining operations and confidence building measures. This will be achieved through the exchange of visits, joint military exercise, maritime exercise, port calls by naval ships and defence scholarships;

    4. Advance the implementation of ASEAN-India Joint Statement on Maritime Cooperation and continue to cooperate on areas such as maritime security, blue economy, sustainable fisheries, marine environmental protection, marine biodiversity, and climate change issues, among others;

    5. Promote and work towards the strengthening of multilateralism through the UN and the multilateral processes to address global concerns, pursue shared goals and complementary initiatives, and promote sustainable development for the benefit of our peoples;

    6. Build on the ASEAN-India Joint Statement on Cooperation on the AOIP for Peace, Stability, and Prosperity in the Region by advancing cooperation between the AOIP and the Indo-Pacific Oceans Initiative (IPOI);

    7. Expedite the review of the ASEAN-India Trade in Goods Agreement (AITIGA) to make it more effective, user-friendly, simple, and trade-facilitative for businesses and relevant to the current global trading practices and promote mutually beneficial arrangements and strengthen economic cooperation between ASEAN and India;

    8. Promote diverse, secure, transparent and resilient supply chains while exchanging information on identifying and proactively addressing potential risks in supply chains in areas of mutual interest to promote sustainable development;

    9. Cooperate on emerging technologies including Artificial Intelligence (AI), Blockchain technology, Internet of Things (IoT), Robotics, Quantum Computing, 6-G technology, building and strengthening of startups ecosystem with special emphasis on digital connectivity and financial technology;

    10. Welcome the launch of the ASEAN-India Fund for Digital Future to support joint activities;

    11. Cooperate to unlock the full potential of safe, secure, responsible, trustworthy AI by promoting international cooperation and further discussions on international governance for AI, considering that the rapid progress of AI has the potential for prosperity and expansion of the global digital economy. We should endeavor to leverage AI for public good by solving challenges in a responsible, inclusive and human-centric manner while protecting people’s rights and safety;

    12. Note the proposal to celebrate the year 2025 as the ASEAN-India Year of Tourism to further strengthen people-to-people ties while recognising the crucial role of tourism in promoting sustainable socioeconomic development and economic prosperity, and as one of the vehicles for achieving the SDGs. In this endeavour, we support the implementation of the ASEAN-India Tourism Cooperation Work Plan 2023-2027, and to explore deeper cooperation to support joint programs for tourism education, training and research to build capacity and ensure a high-quality tourism industry. We also encourage the expansion of business networks among travel stakeholders, the practice of sustainable and responsible tourism, as well as the exchange of tourism trends and information. In addition, we support the enhancement of crisis communications, promotion of tourism investment opportunities, as well as development and joint promotion of niche markets, cruise tourism and tourism standards;

    13. Strengthen health systems by enhancing collaboration on public health including, inter alia, in the areas of research and development (R&D), public health emergency preparedness, training of healthcare professionals, medical technology, pharmaceuticals, vaccine security and self-reliance, vaccine development and production, as well as general and traditional medicine;

    14. Enhance cooperation in the field of environment, including biodiversity and climate change as well as explore cooperation in the field of energy security, including cooperation on clean, renewable, and low-carbon energy in line with the ASEAN Plan of Action for Energy Cooperation 2021-2025 and India’s renewable energy priorities, as well as other national models and priorities such as bio-circular-green development;

    15. Promote disaster and climate resilience of infrastructure systems through knowledge sharing and best practices, capacity building and technical assistance, which can be pursued such as through the framework of Coalition of Disaster Resilient Infrastructure (CDRI) as well as the proposed Memorandum of Intent (MOI) between ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Center) and National Disaster Management Agency (NDMA) of India;

    16. Enhance connectivity between ASEAN and India in line with the “Connecting the Connectivities” approach, by exploring synergies between the Master Plan on ASEAN Connectivity (MPAC) 2025 and its successor document, the ASEAN Connectivity Strategic Plan (ACSP) and India’s connectivity initiatives in the region under India’s Act East Policy and Security and Growth for All in the Region (SAGAR) vision to ensure seamless connectivity in the Indo-Pacific by collaborating for quality, sustainable and resilient infrastructure and enhancing cooperation in transport in land, air, and maritime domains including through the early completion and operationalisation of the India-Myanmar-Thailand (IMT) Trilateral Highway while looking forward to its eastward extension to Lao PDR, Cambodia and Viet Nam;

    17. Stressing the importance of strengthening multilateralism and comprehensive reform of the multilateral global governance architecture, including the United Nations and international financial architecture, international financial institutions, and multilateral development banks, to make them fit for purpose, democratic, equitable, representative and responsive to the current global realities and the needs and aspirations of the Global South;

    18. Call for an inclusive and balanced international agenda, that responds to the concerns and priorities of the Global South, recognising that the principle of ‘Common but Differentiated Responsibilities and Respective Capabilities’ (CBDR-RC) within the United Nations Framework Convention on Climate Change (UNFCCC) applies to all relevant global challenges;

    19. Explore potential synergies with sub-regional frameworks, such as the Indian Ocean Rim Association (IORA) the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC), Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT), Singapore-Johor-Riau (SIJORI) Growth Triangle, Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA), and Mekong sub-regional cooperation frameworks, including Mekong-Ganga Cooperation (MGC) and Ayeyawady Chao Phraya-Mekong Economic Cooperation Strategy (ACMECS), and to support ASEAN and India’s efforts in promoting equitable development by aligning sub-regional growth with the comprehensive, mutual growth and development of ASEAN and India;

    20. Continue to work together on regional and global issues of common concern while endeavouring to strengthen our partnership through the ASEAN-India Comprehensive Strategic Partnership.

    The Government’s policy statement on electricity should provide a business confidence boost within the energy sector, the BusinessNZ Energy Council (BEC) says.
    Executive Director Tina Schirr welcomes the Government’s approach in addressing the energy trilemma – sustainability, security and equity – as the road to affordability, and encourages everyone to take a broader view of the energy equation.
    “Beyond electrification, we must consider clean fuel solutions for our large energy users, including shipping and aviation – which connect us to the rest of the world. 
    “The fix for our energy sector won’t come solely from constructing more infrastructure at pace. It’s critical to rethink how we can manage and develop a smarter energy system. Increased generation is part of the journey, but another core area of focus will be energy efficiency going forward. We should be guided by a principal to do better – not necessarily more, in energy.
    “Achieving good energy outcomes requires collaboration across the sector and across political lines. A multi-party strategy and agreed direction of travel can provide the best stability and confidence needed for long-term investments.
    “By empowering people and businesses to adopt cleaner technologies and fostering a stable regulatory environment, we can build a resilient and sustainable energy system.”

    Today, Governor Roy Cooper traveled to Marshall in Madison County on Thursday morning where he was joined by Mayor Aaron Haynie as well as FEMA and state officials to survey storm damage. Following this visit, the Governor joined EPA Administrator Michael Regan to assess water infrastructure damage and discuss federal support to rebuild water systems in Western North Carolina.

    “Today I traveled to Marshall and the Madison County Emergency Operations Center, met with residents, first responders, soldiers and business owners and again saw how they are working together with local, state and federal officials to recover and rebuild,” said Governor Cooper. “I also surveyed sites with EPA Administrator Michael Regan where work is happening to restore clean drinking water and we discussed streams for federal funds that are needed to build back these systems stronger than ever. We’ll continue our unprecedented response with our federal, state, local and non-profit partners to surge resources where they’re needed in Western North Carolina.”

    In Marshall, the Governor was joined by FEMA Region 4 Administrator Robert Samaan, NCDPS Secretary Eddie Buffaloe, NCDOT Secretary Joey Hopkins and NCDEQ Secretary Mary Penny Kelley. During the Governor’s travels to Haywood and Buncombe counties with Administrator Regan, he visited an EPA mobile command center that provides a space for first responders and scientists to direct field activities, a mobile drinking water lab that is designed to help local and state governments lift boil water advisories and the North Fork Water Treatment Plant to review operations in the wake of the storm.

    Goods and services continue to flow into impacted communities through state, federal and local partners. The North Carolina National Guard and the Joint Task Force- North Carolina have assisted thousands of people who needed rescue, evacuation and other assistance.

    North Carolina National Guard and Military Response

    More than 3,500 Soldiers and Airmen are now working in Western North Carolina. Joint Task Force- North Carolina, the task force led by the North Carolina National Guard is made up of Soldiers and Airmen from 12 different states, two different XVIII Airborne Corps units from Ft. Liberty, a unit from Ft. Campbell’s 101st Airborne Division, and numerous civilian entities are working side-by-side to get the much-needed help to the citizens in western North Carolina.

    National Guard and military personnel are operating 29 aviation assets and more than 1,200 specialized vehicles in Western North Carolina to facilitate these missions. The U.S. Army Corps of Engineers is helping to assess water and wastewater plants and dams. Residents can track the status of the public water supply in their area through a website launched on Saturday.

    FEMA Assistance

    More than $70 million in FEMA Individual Assistance funds have been paid so far to Western NC disaster survivors and more than 143,000 people have registered for Individual Assistance. Approximately 1,250 households are now housed in hotels through FEMA’s Transitional Sheltering Assistance. Federal partners have delivered approximately 10 million liters of water and approximately 7.8 million meals in North Carolina to support both responders and people living in the affected communities.

    1,000+ FEMA staff are in the state to help with the western North Carolina relief effort. In addition to search and rescue and providing commodities, they are meeting with disaster survivors in shelters and neighborhoods to provide rapid access to relief resources. They can be identified by their FEMA logo apparel and federal government identification.

    The Major Disaster Declaration requested by Governor Cooper and granted by President Biden now includes 27 North Carolina counties (Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mecklenburg, Mitchell, Polk, Rutherford, Swain, Transylvania, Watauga, Wilkes and Yancey) and the Eastern Band of Cherokee Indians.

    North Carolinians can apply for Individual Assistance by calling 1-800-621-3362 from 7am to 11pm daily or by visiting www.disasterassistance.gov, or by downloading the FEMA app. FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs.

    Help from Other States

    More than 1,400 responders from 36 state and local agencies have performed 125 missions supporting the response and recovery efforts through the Emergency Management Assistance Compact (EMAC). This includes public health nurses, emergency management teams supporting local governments, veterinarians, teams with search dogs and more.

    Beware of Misinformation

    North Carolina Emergency Management and local officials are cautioning the public about false Helene reports and misinformation being shared on social media. NCEM has launched a fact versus rumor response webpage to provide factual information in the wake of this storm. FEMA also has a rumor response webpage.

    Food, Water and Commodity Points of Distribution

    Efforts continue to provide food, water and basic necessities to residents in affected communities, using both ground resources and air drops from the NC National Guard. More than 20,000 hot meals a day are being prepared and served by mobile kitchens. Food, water and commodity points of distribution are open throughout western North Carolina.     Missing Persons

    To report a missing person or request non-emergency support, please call NC 211 or 1-888-892-1162 if calling from out-of-state. NC 211 also has a registry page for missing persons and welfare check requests.

    Shelters

    A total of 16 shelters are open in Western North Carolina serving 695 people and 95 pets.

    Storm Damage Cleanup

    If your home has damages and you need assistance with clean up, please call Crisis Cleanup for access to volunteer organizations that can assist you at 844-965-1386.

    Power Outages

    Across Western North Carolina, approximately 90,000 customers remain without power as of Tuesday, down from a peak of more than 1 million. Overall power outage numbers will fluctuate up and down as power crews temporarily take circuits or substations offline to make repairs and restore additional customers.

    Road Closures

    Travel remains dangerous, with hundreds of roads closed. Many of these roads are primary routes connecting the region. As connectivity and reporting measures improve, these number may increase.

    NCDOT is asking people to avoid unnecessary travel to or in Western North Carolina. NCDOT has posted at ncdot.gov an interstate detour map for travelers to avoid western N.C. NCDOT currently has approximately 2,100 employees and 1,100 pieces of equipment working on approximately 6,000 damaged road sites.

    Fatalities

    Ninety-one storm-related deaths have been confirmed in North Carolina by the Office of Chief Medical Examiner. We expect that this number will continue to rise over the coming days. The North Carolina Office of the Chief Medical Examiner will continue to confirm numbers twice daily. If you have an emergency or believe that someone is in danger, please call 911. To report that you have been unable to reach a person in Western North Carolina, please call 211.

    Due to dangerous road conditions and the need to maintain open routes for emergency operations, travel to Western North Carolina is strongly discouraged. Instead, consider the following options for donations and volunteer opportunities:

  • MIL-OSI Submissions: Australia – Newcastle Airport lands sustainability funding – CBA

    CommBank supports the growing gateway to the Hunter with a $235m Green Sustainability-Linked Loan.

    Newcastle Airport has successfully converted $235m of funding from CommBank to support sustainability initiatives over the next five years.

    CommBank acted as sole coordinator in the deal and will provide funding through an innovative Green Sustainability-Linked Loan (GSLL). The Green Loan component can fund energy efficient buildings, renewable energy, energy efficiency, pollution prevention and control, electric vehicle transportation and biodiversity initiatives.

    The Sustainability-Linked Loan ties interest rates to performance on three sustainability outcomes, building on existing achievements:

    Set and work towards a science-based target for reducing scope 3 emissions, caused indirectly throughout the airport’s supply chain. As part of this, the airport will work with airlines and tenants to reduce supply chain emissions installing infrastructure to support stakeholders to meet their goals, collaborating on mutually beneficial initiatives and advocating for sustainable aviation fuel (SAF) alternatives for the aviation industry.

    Maintaining the third-highest level in Airport Carbon Accreditation (ACA), one of only two airports in Australia to do so. The ACA independently assesses and recognises the efforts of airports to manage and reduce their carbon emissions. Newcastle Airport’s accreditation showcases its commitment to sustainable practices and environmental stewardship.

    Waste reduction – committing to reducing waste to landfill for the entire airport precinct by collaborating with precinct stakeholders, investing in diversion initiatives and waste education programs.

    The new loan builds on Newcastle Airport’s commitment to achieving net zero scope 1 and scope 2 carbon emissions by 2030. Some of the important ways the airport has progressed on its commitment include:

    Designing and building energy efficient structures: the new terminal build has received a 5-Star Green Star ‘Designed’ Record of Achievement from the Green Building Council of Australia. Innovation hub Astra Aerolab buildings under development are also targeting the same accreditations. The expanded terminal at Newcastle Airport achieving a 5 Star Green Star rating is a testament to its high level of sustainability and environmental performance.

    Renewable energy: new carpark roof now supports 1236 solar panels.
    New partnership with an Australian renewable energy retailer, allowing energy requirements to be met entirely through renewable sources. This is a significant step towards the airport’s commitment of achieving net zero scope 2 emissions well ahead of its original 2030 target.

    Newcastle Airport CEO Dr. Peter Cock thanked CommBank for its support and said the loan funding will play a crucial role in delivering the airport’s sustainability promise and is fundamental to its commitment of being the airport the region deserves.

    “The people of the Hunter have high expectations,” Dr Cock said. “Ongoing investment in energy-saving and green initiatives is a key driver of Newcastle Airport’s leadership in the sustainable energy space. The Hunter is a region in transition, and Newcastle Airport is committed to enabling that shift towards our region and nation achieving net zero.

    “Our partnership with CommBank contributes to global sustainability efforts and aligns with our goal to become the green gateway to NSW.”

    CommBank General Manager Regional and Agribusiness Banking, Vanessa Nolan-Woods, said: “We’re delighted to continue our ongoing partnership with Newcastle Airport and play a role in helping to support the growth and sustainability of the Hunter and Newcastle region.

    “Newcastle Airport is already making strong progress in the transition to net-zero and its desire to set ambitious new environmental targets as part of this new funding arrangement demonstrates a continued commitment to achieving sustainable outcomes and the development of a world-class gateway to the Hunter region.”

    Commenting on CBA’s commitment to the region, Ms Nolan-Woods said: “We have expanded our Business Banking and customer support teams on the ground to better support growth in the region. We are also incredibly proud of our specialist sustainable finance team who work with our bankers and their customers to help them innovate and accelerate sustainability objectives.”

    CBA is committed to supporting the aviation and transport sectors with sustainable finance. Recent transactions include:

    • Dysons Group: Structured financing to support electrification of bus fleet following Victorian Government’s award of 10-year metropolitan bus contract.
    • GoZero Group: Asset finance to support GoZero school bus electrification in New South Wales
    • North Queensland Airport: Sustainability-Linked Loan tied to better biodiversity outcomes and partnership with First Nations peoples.

  • MIL-OSI New Zealand: Testing of contactless payment technology coming to airport bus route

    From December 2024, customers using Christchurch’s Route 29 bus – Metro’s most direct route between Christchurch Airport and the CBD – will be able to use contactless credit and debit cards for the first time on Metro buses.

    The pilot technology will enable customers to pay with their debit or credit card, including via mobile devices, charging the standard adult fare of $2.

    Metrocard payment will still be available, which customers will need to use to access concessions. Cash will also continue to be accepted during the pilot.

    Environment Canterbury director of public transport Giles Southwell says the live testing on Route 29 will help ensure the new contactless payment technology is working well before we deliver the first phase to Canterbury customers.

    “Contactless payments via debit or credit card on Route 29 will be part of the national testing of the system. Customers using the Greater Christchurch Metro network can continue to use their Metrocards until the new Motu Move ticketing system is fully rolled out here next year.

    “Having contactless payments on this route will bring the benefit of an additional way to pay for visitors and residents travelling to and from the airport.”

    Motu Move to roll out in 2025

    Motu Move’s launch, in Timaru and Temuka, will follow in early 2025, with delivery in Greater Christchurch starting after this.

    Giles says a smooth transition to Motu Move is the key reason for having the Route 29 pilot, and then a phased implementation of the solution.

    “It’s vital that we do this right so our customers have a great experience with the new system from day one.

    “Our priority is to make sure Cantabrians are supported in the change to Motu Move and that it gives customers an experience that’ll make travel by bus and ferry easier. Adding a pilot of contactless payments first and waiting just a little longer to start the roll out in Timaru and Temuka, and then Christchurch will help ensure that happens.”

    More information about the specific dates and details for the Motu Move national ticketing rollout in Canterbury will be finalised in the next few months. See information about the rollout dates for other regions on the NZTA website.

  • MIL-OSI Canada: ASEAN-Canada Joint Leaders’ Statement on Enhancing ASEAN Connectivity and Resilience

    We, the Member States of the Association of Southeast Asian Nations (ASEAN) and Canada gathered in Vientiane, Lao Peoples’ Democratic Republic on 10 October 2024, at the ASEAN-Canada Special Summit on Enhancing ASEAN Connectivity and Resilience, in support of the priorities of the Lao PDR’s ASEAN Chairmanship in 2024; 

    Recalling the establishment of an ASEAN-Canada Strategic Partnership on 6 September 2023 and REAFFIRMING our shared commitment to jointly address new challenges, including through cooperation in ASEAN-led mechanisms, such as the ASEAN Regional Forum (ARF); 

    Emphasising the importance of adhering to key principles, shared values and norms enshrined in the Charter of the United Nations (UN), the ASEAN Charter, the Treaty of Amity and Cooperation in Southeast Asia (TAC), and the 1982 United Nations Convention on the Law of the Sea (UNCLOS); 

    Recognising the long history of cooperation between ASEAN and Canada since the establishment of Dialogue Relations in 1977; 

    Noting that both the ASEAN Outlook on the Indo-Pacific (AOIP) and Canada’s Indo-Pacific Strategy share relevant fundamental principles in promoting an ASEAN-centred, open, inclusive, transparent, resilient, and rules-based regional architecture that upholds international law; 

    Acknowledging Canada’s support for ASEAN Centrality in the evolving regional architecture, which underscores Canada’s commitment to regional peace, security and prosperity and to ASEAN integration and ASEAN Community-building process; 

    Supporting this year’s ASEAN Chairmanship theme of “ASEAN: Enhancing Connectivity and Resilience”; 

    Noting that Canada, as G7 president in 2025, is keenly interested in ensuring that its presidency is informed by the views of ASEAN Member States; 

    We hereby declare our intention to:

    1. Expand collaboration through the ASEAN-Canada Strategic Partnership which will include a special focus in 2024-2025 on ASEAN-Canada digital cooperation, and an expanded Canadian commercial engagement in the ASEAN region. 
    2. Build on the Plan of Action to Implement the Joint Declaration on ASEAN-Canada Enhanced Partnership (2021-2025) and support the ASEAN Community Vision 2025, ASEAN Community Vision 2045 and its Strategic Plans as well as the implementation of the AOIP.

    Connectivity 

    Cooperation on Transforming for the Digital Future 

    1. Strengthen digital cooperation between ASEAN and Canada, noting Canada’s interest in becoming a Dialogue/Development Partner of the ADGSOM. 

    Cooperation on Integrating and Connecting Economies 

    1. Strengthen economic ties by increasing ASEAN-Canada trade and investment, including through Team Canada Trade Missions to the ASEAN region. 
    2. Promote greater regional economic integration, development, and resilience, including through the timely conclusion of an ASEAN-Canada Free Trade Agreement (ACAFTA) and underscore our shared commitment to a rules-based multilateral trading system; and achieve fair, open and free markets, as well as sustainable and inclusive economic growth and development. 
    3. Welcome the establishment of the Export Development Canada office in Jakarta, and planned expansion to other countries in Southeast Asia, striving to support Canadian companies doing business in Indonesia and other ASEAN markets through direct financing to Canadian exporters and investors and support local buyers involved in projects with Canadian content. 
    4. Welcome the establishment of FinDev Canada’s office in Singapore, which will accelerate the deployment of the corporation’s equity, financing, blended financing and technical assistance solutions in the region, enabling sustainable development and inclusive growth through the private sector. 

    Resilience 

    Environmental Cooperation 

    1. Support ASEAN’s objectives to enhance sustainable development, including strengthening resilience against climate risks, extreme floods and droughts, including through relevant ASEAN regional mechanisms, ASEAN centres, and institutions. 
    2. Advance ocean management initiatives in the region, in line with the ASEAN-Canada Plan of Action, including by supporting ocean and climate scientific research, promoting biodiversity protection and conservation initiatives, and monitoring and enforcement capacity. 

    Food Security 

    1. Advance technical cooperation by sharing best practices and capacity building in research and development on agricultural product and agri-food innovation in the agricultural sector to support long-term, reliable trade relationships and a stronger supply chain as outlined in the ASEAN-Canada Joint Leaders’ Statement on Strengthening Food Security and Nutrition in Response to Crises. 
    2. Welcome the establishment of Canada’s first Indo-Pacific Agriculture and Agri-Food Office in Manila which aims to strengthen ASEAN-Canada cooperation on food security and promote mutual trade objectives in the agriculture sector. 
    3. Explore possible cooperation to promote responsible fishing practices and to combat illegal, unreported and unregulated (IUU) fishing. 

    Cooperation on ASEAN Centrality 

    1. Promote maritime security and safety, freedom of navigation and overflight, unimpeded commerce, mutual trust and confidence, the exercise of self-restraint, the non-use of force or the threat to use force, and the resolution of disputes by peaceful means, in accordance with universally recognised principles of international law, including the 1982 UNCLOS, the relevant Standards and Recommended Practices of the International Civil Aviation Organisation, and the relevant instruments and conventions of the International Maritime Organisation. 
    2. Enhance cooperation in maintaining peace, security and stability, and addressing traditional and non-traditional security challenges in the region, including maritime security; transnational crime such as trafficking in persons, people smuggling, illicit precursor and drug trafficking; non-proliferation and disarmament; cyber security and cybercrime; international terrorism and violent extremism, with support from Canada’s capacity building efforts, including through the Anti-Crime and Counter-Terrorism Capacity Building Programs, and in alignment with the ASEAN Regional Forum and the ASEAN Senior Officials Meeting on Transnational Crime. 

    Cooperation on Women’s Empowerment and the Women, Peace and Security Agenda (WPS) 

    1. Commit to strengthen efforts in advancing the Women, Peace and Security (WPS) agenda globally, including through sharing of information and best practices, enhancing security related cooperation in the context of WPS within the ASEAN-led mechanisms, launching of a regional WPS initiative; advancing the Elsie Initiative for Women in Peace Operations and regionally, the ‘Empowering Women for Sustainable Peace’ initiative and cooperation with UN Women involving CAD8.5 million to support ASEAN-led efforts to advance the WPS agenda in ASEAN including support for the implementation and localisation of the ASEAN Regional Plan of Action on WPS. 

    Cooperation on Health Security Initiatives 

    1. Further promote health security and health system resilience through ongoing support for the ASEAN-Canada Mitigation of Biological Threats (MBT) in the ASEAN Region Program, including supporting the development and operationalisation of the ASEAN Leaders’ Declaration on Biosafety and Biosecurity and the ASEAN Centre for Public Health Emergencies and Emerging Diseases (ACPHEED) and other collaboration to enhance regional preparedness and response to future health crisis. 
    2. Further strengthen collaboration through the ASEAN-Canada MBT in the ASEAN Region Program to enhance capacities to prevent, detect and respond to all manner of biological threats, whether natural, accidental or deliberate in origin. 

    Cooperation on Disaster Management 

    1. Enhance cooperation between ASEAN and Canada to support the implementation of ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme (2021-2025) and the next AADMER Work Programme, as well as strengthen collaboration with the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre). 

    Cross-Cutting Issues 

    1. Commit to consolidate the ASEAN-Canada partnership and strategic engagement through more frequent and meaningful dialogues at various levels. We welcome Canada’s support for ASEAN-led mechanisms and note its interest in joining the East Asia Summit (EAS) and the ASEAN Defence Ministers’ Meeting Plus (ADMM-Plus), subject to these mechanisms’ respective enlargement processes. 
    2. Strengthen Canada’s support for ASEAN’s increased engagement with international and multilateral fora, including the UN, the Organisation for Economic Co-operation and Development (OECD), the Asia-Pacific Economic Cooperation (APEC) and G20, and in Canada’s role as G7 president in 2025 to explore synergies and collaboration with ASEAN as it adopts the ASEAN Community Vision 2045 and its Strategic Plans. 
    3. Support ASEAN’s efforts in narrowing the development gaps, including through the implementation of the Initiative for ASEAN Integration (IAI) Work Plan IV (2021-2025) and its successor documents as well as sub-regional frameworks in the ASEAN region, which would contribute to promoting sustainable and equitable development and inclusive growth across the ASEAN Community by aligning sub-regional growth with the comprehensive development of ASEAN. 
    4. Recognise the importance of further enhancing regional connectivity, including through support for the implementation of the Master Plan on ASEAN Connectivity (MPAC) 2025 and its successor document and the ASEAN Connectivity Post-2025 Agenda, as well as promoting links and synergies with other relevant connectivity initiatives through ASEAN’s Connecting the Connectivities approach. 
    5. As we adopt this Joint Statement, we task our relevant officials to implement the above initiatives to complement the programmes and goals identified in the Plan of Action to Implement the Joint Declaration on ASEAN-Canada Enhanced Partnership (2021-2025) as well as the Joint Leaders’ Statement on ASEAN-Canada Strategic Partnership, based on mutual respect, mutual trust and mutual benefit. We reaffirm our commitment to our relationship, as ASEAN and Canada commence negotiations of the next iteration of the ASEAN-Canada Plan of Action (2026 – 2030).

  • MIL-OSI Economics: ADB, Papua New Guinea Agree on Action Plan to Accelerate Project Implementation

    PORT MORESBY, PAPUA NEW GUINEA (11 October 2024) — The Asian Development Bank (ADB) and the Government of Papua New Guinea (PNG) today agreed on a timebound action plan to accelerate the implementation and improve the performance of ADB-financed projects at the 2024 Country Portfolio Review Mission Roundtable Meeting.

    Co-chaired by ADB Country Director for PNG Said Zaidansyah and the Department of National Planning and Monitoring Acting First Assistant Secretary Reichert Thanda and attended by government officials—including Department of Works and Highways Acting Secretary Gibson Holemba and Department of Treasury Deputy Secretary John Uware—project directors, and ADB staff, the hybrid meeting discussed the overall performance of the portfolio, reviewed projects, and delegated responsibilities with executing agencies and implementing agencies.

    “As the biggest multilateral development partner of PNG, ADB will continue to support diversified, sustained, and inclusive growth in the country,” said Mr. Zaidansyah. “The development impact and effectiveness of ADB’s support depend on the quality of the portfolio performance and we will continue to collaborate with the government to improve the portfolio performance and build the capacity of the relevant government agencies.”  

    ADB’s active program in PNG includes 15 loans and 6 grants with 10 projects amounting to $1.38 billion. The largest sectors ADB is supporting are transport (roads and civil aviation)—comprising 60% of the total active portfolio—and energy (20%) in response to the large infrastructure gap in the country. The human and social development sector, building resilience to climate and supporting gender equity, are also integral parts of ADB’s active portfolio. ADB is also actively working on public sector management, including state-owned enterprise reform.

    The action plan designed to improve the portfolio performance focuses on contract and project management, procurement, financial management, social and environmental safeguards, and gender equality. ADB and the government will closely monitor the progress of the agreed actions.  

    ADB is committed to achieving a prosperous, inclusive, resilient, and sustainable Asia and the Pacific, while sustaining its efforts to eradicate extreme poverty. Established in 1966, it is owned by 69 members—49 from the region.

    Good evening, everyone. It is an honor to join you for this wonderful concert.

    Mr. Loeven, thank you for the kind introduction, and for your hard work putting on this astounding weeklong event.

    Thank you to the City of San Francisco, the Center for Humanitarian Assistance, and everyone who played a role in putting on this event.

    Rear Admiral Meyer, Brigadier General Niebel, Rear Admiral Valdes, and Rear Admiral Rosen, thank you for joining us tonight and for your leadership of our Sailors and Marines throughout the region—and for your support to San Francisco Fleet Week.

    And, to the 1st Marine Division Band, who we’re all here to see perform: thank you for sharing your gifts with us and choosing to serve your country.

    Value of Service

    The true strength of our Navy and Marine Corps is not in ships, submarines, aircraft, AAVs, or other equipment—but indeed our people.

    Our service is powered by their spirit and dedication to our nation’s ideals.

    Service is not an obligation; it’s a privilege—a chance to be a part of something greater than ourselves and to uphold the values that define us as a nation.

    The U.S. Navy and Marine Corps have built and maintained the world’s most capable teams thanks to that spirit of selfless service.

    I vividly recall my time in command of USS Bulkeley, itself a testament to that enduring legacy.

    In fact, on September 11th, 2001, I was in New York City preparing for the commissioning ceremony of Bulkeley.

    I saw upfront the wreckage of the World Trade Center—the destruction and loss of life wrought by cowards with no respect for human life.

    But I also witnessed firsthand the spirit of our Nation.

    Americans from all walks of life, coming together in a moment of tragedy, resolving to stand up and hold accountable those who did us harm.

    Then, as now, every man and woman serving in our Navy, Marine Corps, and all of our armed forces had chosen to serve.

    Just as every single warrior we lost throughout our long conflicts in Iraq and Afghanistan swore an oath to defend our Constitution.

    They came from every corner of our nation—representing the rich tapestry of our 330 million citizens and drawing from a global pool of talent.

    Because, you see, service to our country and service in the armed forces are not merely jobs; they are fundamental aspects of our democracy, deeply ingrained in the very fabric of our nation—initially forged during the Revolutionary War and renewed in every conflict since.

    The United States is built upon millions of individual acts of valor and courage, at home and overseas, throughout our history.

    And each of us serving today carries the legacy of those who served before us.

    Today, our Sailors, Marines, and Department of the Navy civilians are deployed around the globe, continuing to defend our Nation, as well as our international allies and partners, against the specter of terrorism.

    Closing

    At the close of World War II, Fleet Admiral Chester Nimitz wrote in his message to the Pacific Fleet that the fallen Soldiers, Sailors, and Marines were, and I quote:

    “A cross section of democracy. They fought together as brothers in arms; they died together and now they sleep side by side. To them we have a solemn obligation—the obligation to insure that their sacrifice will help to make this a better and safer world in which to live.”

    That obligation remains, and that work continues.

    On behalf of a grateful nation, thank you to all who have fought, served, and sacrificed in the long history of defending freedom around the world.

    As I close, I would like to take this moment to speak directly to our Gold Star families who have lost loved ones.

    You will forever be in our hearts, our thoughts, and our prayers.  We will never forget the sacrifices of your loved ones.

    I promise you that we—the nearly one million Marines, Sailors, and Civilians of the Department of the Navy—will continue to honor their legacy, and strive to live up to the examples of selfless service they set forth.

    Thank you all here today for taking the time to remember their sacrifice.

  • MIL-OSI Australia: Doorstop – Adelaide, South Australia

    Penny Wong, Foreign Minister: Look it is just fantastic to be here at Ferguson Australia. Can I thank Andrew and Kate and all of the staff here for taking us around and talking us through the whole process of lobsters and lobster exports. And it’s wonderful to be here with Don, my wonderful colleague, the Trade Minister, and also with Joe Szakacs, the State Minister for Trade and Investments.

    We’re here the morning after the Prime Minister has announced we have agreed a timetable with China to allow the full resumption of Australian live rock lobster exports by the end of this year. And what does that mean for Australians, for Australian jobs and Australian workers? It means that in businesses like Ferguson Australia, for workers like the team we’ve seen here today, we have been able to open up an export market which is so important to the industry, to profits, and also to jobs and wages for Australians. I know from our discussions that the Fergusons have been involved in the fishing industry here in South Australia since the 1960s, but obviously, when under the previous government, the businesses were effectively blocked from entering the Chinese market, that a lot of businesses like this one here in South Australia took a really big hit. A $700 million market was shut down overnight. But as a result of the excellent work by the Albanese Government, the Prime Minister and obviously the Trade Minister as well, we’re able to start exporting this first-rate Australian product back into the Chinese market.

    Obviously, this has occurred in the context of the stabilisation of our relationship with China. I said before the election and what we have delivered on is that we would look to stabilise the relationship with China without compromising on things which are important to Australians. When we came to government we inherited some $20 billion worth of trade impediments. $20 billion worth of trade impediments under Peter Dutton. Now, less than $500 million of those impediments remain.

    Obviously, we will continue, as we have over the last two and a bit years, to press for those trade impediments to be removed. The approach we have taken to China has been patient, it has been calibrated, it has been deliberate. And our approach has paid dividends for Australians, for Australian businesses and for Australian workers. Very pleased that we have seen this announcement overnight by the Prime Minister. Very pleased that we’ll see Australian rock lobster in the Chinese market again. And again, I thank the Ferguson’s for their hospitality today and I’ll hand over to the Trade Minister.

    Don Farrell, Trade and Tourism Minister: Well, thank you, Penny, and thank you for the really good work that you’ve done with the Prime Minister to stabilise our relationship with China that has resulted in this decision yesterday to lift the final impediment on the final product back into China. We lost more than $700 million worth of trade with rock lobster going into China. By the end of the year, of course, Chinese consumers will have the advantage of the wonderful Australian product. The best rock lobster in the world comes from Australia and particularly from South Australia. And we are so pleased that the stabilisation process that you, as Foreign Minister, undertook has resulted in now the final removal of all the products.

    As you said, two and a half years ago, we started with $20 billion worth of trade impediments. They have now been removed. And of course, what that’s meant is greater prosperity for Australian producers, and more jobs for Australian workers. But we’re not going to rest on our laurels, as you will have seen in the last week or two, we’ve negotiated new free trade agreements with the United Arab Emirates and we’re encouraging companies like Fergusons to expand, to look at other markets so that we diversify our trading relationships. That’s the best way we can increase our prosperity and increase the number of jobs in this country.

    I want to thank the Fergusons. I was here only a couple of months ago where we said we’d be back with some good news, and that’s today. We’ve got that good news. And I want to thank the industry for sticking with us, it’s been a tough four years for this industry and all the way along the line I’ve wanted to give them some hope to make sure that they understood that if they stick with it, we would eventually get this sort of result. And I’m so pleased that the industry have toughed it out. They’ve diversified, but now the opportunity exists for them to go back into China. We’ve got a wonderful product here. We’ve got a clean and green image in China. We know from all of the other products that we’ve got back into the Chinese market over the last two and a half years, we actually go back with a greater volume than when we started. So, I’ve got the greatest of confidence that we’re not just going to stay where we are in terms of our exports, we’re actually going to increase those exports into the Chinese markets, and that’s very good news for this country. Thank you very much. And I want to thank my state colleagues, they’ve been working really hard with us – Joe and Claire. We’ve never given up hope. We’ve kept persisting and that persistence has now paid off. Thank you very much.

    Joe Szakacs, SA Minister for Trade and Investment: Thank you, everyone. Can I start by acknowledging the incredible work of the Commonwealth Government, particularly led by Senator Wong and Senator Farrell. The stabilisation of the China relationship has meant that important trade matters for South Australia have been able to be prosecuted by the Commonwealth Government, the Albanese Government, and thanks to their hard work and the support provided by our State Government here, we’ve seen these materialise today. Just yesterday, I announced that the trade numbers, the exports to China from South Australia, have hit another all-time high at $4.27 billion. To give some context for the impact that this announcement today or yesterday will have on the local industry in lobster, this was an over $70 million industry for South Australia that flatlined overnight. So, the resumption of the full exports of South Australian lobster into China will have a material impact for local jobs and local economic prosperity.

    Can I also say that the South Australian Government has been planning for this day for some time. Just a couple of months ago, I was actually just down here with Senator Farrell and Andrew to announce the $475,000 Seafood Support Package that our government implemented. That package is now ready to go. It supports one of two things. It supports the immediate re-engagement with China of our seafood industry, and particularly our lobster industry. It also supports and builds on the important diversification work that has been occurring to other markets, like Hong Kong, like Vietnam, like Korea and Japan. And we were in there inside today and we saw fresh live lobster being packed to head over to Hong Kong. That’s exactly the work that our State Government has been undertaking to diversify.

    Also, I just want to note that with the resumption of China Southern Airlines into South Australia, into Adelaide in December, we will see 15 tonnes of air freight every flight open up. Why is that critical? Well, it’s critical for lobster. We can’t put lobster on a boat. We can’t move lobster through ports of other states or territories. We need the best South Australian lobster to be in a plane, in the belly of a plane, into market in one day. With 15 tonne of air freight every single day being opened up from Adelaide to Guangzhou, that means direct air freight route for companies like Ferguson and other local producers. So, I just, again want to say thank you and particularly pay note to the Commonwealth Government for their extraordinary efforts in this regard.

    Clare Scriven, SA Minister for Primary Industries and Regional Development: So, this is a wonderful announcement, but particularly for our regional economies. The rock lobster industry is worth $158 million to South Australia overall, and a significant amount of that has been in terms of China and the market there. So, it’s been a really difficult time for the lobster fishermen and also for the economies in our regional areas who rely on that lobster fishing industry. So, this is a great announcement. We are really pleased that the Federal Government and State Government has worked so hard to be able to achieve this and we look forward to an uplift for our regional economies as well as our lobster fishermen.

    Foreign Minister: Thanks, Clare. Okay, happy to take questions.

    Journalist: Minister Wong, when will the first lobsters hit China? Is this an immediate thing?

    Foreign Minister: Well, the announcement is by the end of the year that the trade impediments will be removed. Obviously, we’re hoping a little bit earlier than that. I was speaking to Andrew before about how that might be operationalised by the industry. I know with wine we started with a few shipments and then obviously month by month those, those exports grew. But the announcement is by the end of the year, but we’re hoping for earlier.

    Journalist: Now, do you trust China as a trading partner after the past four years? And what lessons have you learnt here?

    Foreign Minister: Well, we learnt a few lessons as a country, didn’t we? The first is that Peter Dutton talking tough isn’t the same as being tough. And that Mister Dutton and his colleagues really took an approach to the relationship with China which ultimately didn’t end up with a relationship that was stable, where we could agree, disagree, cooperate where we can, disagree where we must and engage in the national interest. We saw that the Opposition continues to seek to politicise the China relationship. Now, I’ve been very clear: China has a set of interests. Some of those are very different to Australia’s. There are going to be areas where we disagree and Australia has been very clear about standing up for those issues which are important to Australians. But we also know that its important to engage and we will continue to do that in a mature, calibrated and deliberate way.

    Journalist: And will you pull back on other issues you might have with China to try and keep these trade deals going?

    Foreign Minister: Well, I think you’ve seen that we have been very clear about those areas where we disagree. And the whole point about trying to stabilise a relationship is to recognise there will be areas where you disagree and those will continue. There will be areas where you can cooperate and you want to work on them. And perhaps most importantly, you have to engage. You have to keep engaging in dialogue, in visits, in discussion, and we will continue to do that. And I was very pleased, for example, last night at the airport I saw a number of the Australian parliamentarians who are going to Beijing for the first parliamentarian trip for some time. So, we will have areas where we continue to have different views. Your Government will continue to articulate Australia’s position on them in accordance with our national interests. But we also recognise that it is important for us to seek to work with China to open up these markets. The reason is what you saw in there. This is about Australian jobs.

    Journalist: I just have some questions from Canberra about the Middle East. So, the Opposition says Australians fleeing from Lebanon should be made to pay for Government-supported flights back home if they’ve ignored Government warnings. What’s your response to that?

    Foreign Minister: Look, we’re taking the same approach on this as we talk to people who had to flee in the earlier part of the conflict after the horrific events of October 7. But I would say this; we have a flight scheduled for Sunday, that’s October 13, there are no further flights scheduled beyond that. So, I’d say to Australians, there is a flight scheduled on October 13. There are no further flights scheduled and any further flights would obviously, as I said, flights are not going to be scheduled indefinitely and are subject to operational and security constraints. You should leave now if you wish to leave.

    Journalist: And did the government go too far with its wording on the October 7 motion in Parliament? Should you have ensured it was wording the Coalition would support?

    Foreign Minister: Well, you know who’s gone too far in this and that’s Mr Dutton. Mr Dutton is out of step with the majority of the international community, including allies such as the US, the United Kingdom, members of the G7. He refused to support a ceasefire in Gaza. Can I remind everybody that a ceasefire in Gaza has been called for, led by the United States and backed in by every single member of the United Nations Security Council.

    So, the United States and every member of the UN Security Council have called for a ceasefire in Gaza, but Mr Dutton does not want to vote for it. I’d also make the point that we had a debate in the Senate yesterday – the Coalition there was prepared to support a broader motion, including some of the issues that Mr Dutton refused to support in the House. Mr Dutton is doing what he always does, which is to seek to divide, to seek to inflame. Whenever there is a moment where we need Australians to come together, you can always count on Peter Dutton to look to divide Australians. Whenever there is a moment where we need Australians to come together, Mister Dutton will always work to divide them.

    Journalist: Thank you, Ministers. I just wanted to ask about biosecurity testing requirements. Is that something we’ve agreed to?

    Trade and Tourism Minister: Thanks, Dominic. So, we have been in discussions, of course, for some months now with the Chinese authorities in order to deal with all of the biosecurity issues that have been raised by the Chinese Government in the past. We have now got a way forward to resolve all of those biosecurity issues in a way that meets all of the Chinese requirements. So, what you’ll see, I think, between now and Christmas when there’s a full resumption, is a gradual resumption of exports of Australian rock lobster into China that will meet all of the requirements of the Chinese Government.

    Journalist: And what does that mean for Australian companies? Do they have to do anything extra or is that onus on the government when it comes to testing?

    Trade and Tourism Minister: Well, every government imposes its regulations on products coming into their country. China is no different from that. But I’m very confident, as a result of all of the discussions that have taken place, particularly the good work of the Agriculture Minister, Minister Collins, and before that, Minister Watt, we will ensure that we satisfy all of the requirements that the Chinese Government require about all of the products that we export into China.

    Journalist: Thank you. And just one for the Foreign Minister, if that’s all right. Yesterday you met with the UN Special Rapporteur on Myanmar and he put forward some suggestions about how Australia could act in terms of responding to the junta’s rule. I’m just wondering if there’s any particular ideas that you were receptive to or if we’re considering any further measures that he suggested?

    Foreign Minister: We are very concerned about the situation in Myanmar. We’re concerned because, as a decent country, the loss of life and the disrespect for human rights concerns us all. We’re also concerned because Myanmar is critical to regional stability. If you look at the history of Southeast Asia, the history of ASEAN, stability in Myanmar has been a central part of the stability of the region. So, that matters to Australia. We are very concerned about the situation. We are very concerned about the behaviour of the regime. You would have seen previously that we have put sanctions on particular members of the regime. And recently I also put sanctions on particular companies, including those supplying jet fuel, given that the regime was in engaging in attacks on its own people.

    I was very pleased to meet with the Rapporteur. We discussed the situation in Myanmar. We discussed the need to focus more on the humanitarian crisis. People might recall I visited Cox’s Bazar in Bangladesh some time ago. I made the point that that is Australia’s largest single humanitarian contribution, under both governments. We have put very substantial amounts of humanitarian support there because it is a humanitarian crisis in our region. And we’ll continue to work with both the international community, regional partners, to try and contribute to finding stability in Myanmar and certainly averting or dealing with the humanitarian crisis which is on our doorstep.

    The Active Citizen project has begun new vote, in which users will choose the best short film shot within the framework of the Moskino project “From Idea to Premiere”. Three films are participating in the voting: “Escape”, “Yashka” and “The Path to Yourself”.

    The plot of “Escape” centers on an unexpected meeting of two former lovers. The action takes place in a car that is driving through Moscow at night to the airport. The author of the idea is Alexander Konstantinov. “Yashka” is a story about how an elderly Muscovite, after meeting a robot courier, was able to improve her relationship with her daughter and grandson. The story was invented by Igor Sheremetyev. The main character of the film “The Path to Yourself” is an office worker who found the strength to start a new career and change his whole life. The author of the idea is Alexandra Koneva.

    Voting for these paintings has been prepared Department of Culture Moscow city and the project “Active Citizen”.

    The project “From Idea to Premiere” appeared this summer. All those who wanted to send in their stories, and the best were chosen. Then the jury members (directors, producers and scriptwriters) held a public casting of actors: out of almost one thousand Muscovites who applied, 32 people got roles. The premiere of the films with their participation took place on August 24 at the Khudozhestvenny cinema – as part of the “Cinema Night” campaign.

    The Moscow Film Cluster is an infrastructure facility, services and facilities for filmmakers, which are being developed by the Moscow Government as part of the Moscow — City of Cinema project. Moskino oversees the development of city cinemas of the eponymous network, the film commission and the Moskino film platform, as well as other citywide projects in this area. The capital has Moskino cinemas, where you can watch feature films and documentaries, attend special film screenings and events.

    The structure of the film cluster includes the Moskino film park, the Maxim Gorky Film Studio, the Moskino cinema chain, the film commission and the Moskino film platform.

    Project “Active Citizen” has been operating since 2014. During this time, over seven million people have joined it, taking part in more than 6.6 thousand votes. Every month, 30-40 decisions made by Muscovites are implemented in the city. The project is being developed by the capital Department of Information Technology and the State Institution “New Management Technologies”.

    The use of digital technologies and artificial intelligence to improve the quality of life of city residents corresponds to the objectives of the national program “Digital Economy of the Russian Federation” and the regional project of the capital “Digital Public Administration”.   • MIL-OSI Russia: GUU and Profit Service will launch production of new unmanned systems

    GUU and Profit Service presented a joint project for the production of small-sized drones intended for use in anti-drone systems.

    The basis for the development was a model of an unmanned aerial vehicle, previously created and patented by one of the members of the project team formed at the State University of Management.

    A joint team of the university and the company, which included GUU postgraduate student Vladimir Kutkov, performed at the in-person stage of the competitive selection of projects, organized by the National Technological Initiative Foundation, which took place at the site of the Federal Center for Unmanned Aircraft Systems in the Rudnevo Industrial Park.

    The industrial partner plans to launch production of a new type of aircraft, developed by engineers of the Engineering Project Management Center of the State University of Management together with specialists from the Profit Service company based on the presented scientific and technical background, in the first quarter of 2025.

    In addition, specialists from the Engineering Project Management Center of the State University of Management took part in a strategic session on the application of various types of radio-technical means and systems to solve problems in developing the unmanned aircraft systems industry, organized by the Department for Coordination of Educational Organizations of the Ministry of Education and Science of Russia. The event was held at MIREA.

    Representatives of the State University of Management outlined a number of promising areas based on the integrated use of diverse unmanned systems, as well as complexes that combine unmanned aircraft with ground robots and other technical means and systems.

    The outcome of the meeting was a list of areas in which various universities are ready and have the opportunity to develop new technologies of radio engineering, communication and navigation equipment for unmanned aviation.

  • MIL-OSI Security: NATO holds annual nuclear exercise: Steadfast Noon

    NATO will begin its annual nuclear exercise “Steadfast Noon” on Monday (14 October 2024) with more than 60 aircraft taking part in training flights over western Europe. Steadfast Noon runs for two weeks and involves fighter jets capable of carrying U.S. nuclear warheads, but does not involve any live weapons.

    “Nuclear deterrence is the cornerstone of Allied security,” NATO Secretary General Mark Rutte said. “Steadfast Noon is an important test of the Alliance’s nuclear deterrent and sends a clear message to any adversary that NATO will protect and defend all Allies.”

    NATO’s nuclear exercise is a routine and recurring training activity that happens every October. Steadfast Noon involves 2,000 military personnel from eight airbases and a variety of aircraft types, including nuclear-capable jets, bombers, fighter escorts, refuelling aircraft and planes capable of reconnaissance and electronic warfare. This year’s exercise involves flights mainly over host countries Belgium and the Netherlands and in airspace over Denmark, the United Kingdom and the North Sea. Planning for the exercise began a year ago and thirteen Allies will send aircraft to take part in the drills.

    NATO is taking steps to ensure the safety, security, effectiveness and credibility of the Alliance’s nuclear deterrent. For example, this year, the first Allied F-35A fighter aircraft from the Netherlands were declared ready to perform nuclear roles. NATO’s Washington Summit declaration makes clear that “the fundamental purpose of NATO’s nuclear capability is to preserve peace, prevent coercion and deter aggression,” It states that “as long as nuclear weapons exist, NATO will remain a nuclear alliance.”

    Under the Energy Taxation Directive (2003/96/EC of 27 October 2003), there is at present a mandatory exemption for aviation and marine fuels, including in connection with fishing, unless they are used for private pleasure navigation purposes.

    On 14 July 2021 the Commission submitted a proposal for revision of the Energy Taxation Directive, as part of the Green Deal, but it has not yet been adopted and is not expected to be adopted until 2025 at the earliest.

    With that in mind:

    What you need to know: California rolls out new dashboards showing a ramp up in fuels management to help protect California communities from wildfires and improve forest health.

    SACRAMENTO – California unveiled newly updated, first-of-their-kind dashboards that will help Californians track the state’s wildfire prevention work. Along with these new tools, state officials announced that 700,000 acres of land were treated for wildfire resilience in 2023, and that prescribed fire more than doubled between 2021 and 2023. For the first time, all fuels management projects are being tracked in one place, on one map, delivering valuable information for project planning and wildfire response.

    “Everything we do to protect California from wildfires is connected, and nowhere else has as many tools to show the full picture while improving land management and supporting firefighters. We’re embracing the technology and best practices that will help us fight wildfires, and making sure Californians see the tireless work in their communities.”

    New tools to track fire-prevention progress

    The updated Interagency Treatment Dashboard, led by the Governor’s Wildfire and Forest Resilience Task Force, now covers data from 2021 to 2023, showing the acres of completed wildfire resilience (or “treatments”) work. The dashboard combines data from federal, state, tribal, local, and private entities, creating a comprehensive hub for wildfire prevention information.

    CAL FIRE also launched the Fuel Treatment Effectiveness Dashboard, which tracks how wildfire prevention projects have helped shield communities and landscapes from wildfires. Utilizing real-time data, this tool allows officials to measure how fuel treatments have impacted fire behavior, evacuation routes, and firefighting efforts during recent fires.

    Over 700,000 acres of wildfire prevention work

    In 2023, 700,000 acres were treated to help protect against wildfires, with many protected acres receiving multiple treatments such as thinning, prescribed fire, or other practices to improve forest health and community resilience. The Task Force is tracking both “activity acres” (more than 1,000,000) – which reflect the level of effort conducted through various state, federal, and private programs – and “footprint acres” (nearly 700,000) which show the total geographic area treated in a calendar year. 

    The 2023 data shows a significant increase in acres treated since 2021, largely due to a significant expansion of prescribed fire treatments, which more than doubled since 2021. The increase in pace and scale of wildfire resilience projects has been led by the Governor’s Wildfire and Forest Resilience Task Force, and its work to implement the Governor’s Wildfire and Forest Resilience Action Plan. The Dashboard is part of the strategy to connect the various statewide entities committed to this monumental task.

    • Investing in wildfire resilience. Governor Newsom and the legislature maintained $2.6 billion in funding over seven years, in addition to new investments of $200 million per year going forward, for healthy forest and fire prevention programs, including prescribed fire and other fuel reduction projects.
    • More boots on the ground than ever before. The administration is implementing shorter workweeks for state firefighters to prioritize firefighter wellbeing, while  adding 2,400 additional state firefighters to CAL FIRE’s ranks over the next five years.
    • Expanding the world’s largest aerial firefighting fleet. Governor Newsom has overseen the expansion of California’s aerial firefighting fleet, including the addition of more than 16 helicopters with several equipped for night operations, expanded five helitack bases, and assumed ownership of seven C-130 air tankers, making it the largest fleet of its kind globally. The state also adds to its world-leading air attack capacity through recent new funding to contract 24 additional non-state owned firefighting aircraft.
    • Cutting-edge drone technology. CAL FIRE has doubled its use of drones for critical tasks like aerial ignition during prescribed burns, wildfire containment, and real-time assessments.
    • Artificial intelligence and real-time data tools. The state is leveraging AI-powered tools to spot fires quicker and the Fire Integrated Real-Time Intelligence System (FIRIS) to provide real-time mapping of wildfires.
    • Advanced mapping and satellite technology. California has partnered with the U.S. Department of Defense to use satellites for wildfire detection and invested in LiDAR technology to create detailed 3D maps of high-risk areas, helping firefighters better understand and navigate complex terrains.

    DLE Deputy Sheriffs Arrest Unruly Passenger

    HONOLULU – Deputy Sheriffs with the Department of Law Enforcement arrested a passenger on United Airlines flight #1175 shortly after the landing at Daniel K. Inouye International Airport this morning.

    The passenger allegedly created an in-flight disturbance and interfered with the flight crew. Other passengers assisted the crew in restraining the man.

    Upon arrival, Deputy Sheriffs removed the man from the aircraft. He was taken to an area hospital for an evaluation.

    NPG assesses road and aviation infrastructure projects

    The 81st meeting of the Network Planning Group (NPG) under the PM GatiShakti initiative was convened yesterday under the chairmanship of  Additional Secretary, Department for Promotion of Industry and Internal Trade (DPIIT), Shri Rajeev Singh Thakur, . The meeting focused on evaluating five important infrastructure projects from the Ministry of Road Transport and Highways (MoRTH) and Ministry of Civil Aviation (MoCA) . The projects were evaluated for their alignment with the principles of integrated planning outlined in the PM GatiShakti National Master Plan (NMP). The evaluation and the anticipated impacts of these projects are detailed below.

    Vrindavan Bypass in Uttar Pradesh

    A greenfield project in Uttar Pradesh involves the construction of a 16.75 km Vrindavan Bypass, connecting NH-44 to the Yamuna Expressway. This project aims to alleviate traffic congestion in Vrindavan by providing a direct route between NH-44 and Yamuna Expressway, significantly reducing travel time from 1.5 hours to 15 minutes. The project is expected to enhance connectivity and stimulate tourism, trade, and industrial growth in the region. Upon completion, it will play a crucial role in improving regional accessibility and fostering socio-economic development.

    Sandalpur-Badi Road in Madhya Pradesh

    A greenfield/brownfield project involving the construction of a 4-lane highway on the Sandalpur- Badi Road, part of NH-146B, spanning 142.26 km in Madhya Pradesh. The project aims to improve connectivity between Indore and Jabalpur, promoting smoother traffic flow and alleviating congestion, especially in Bhopal. The proposed route will serve as a crucial link, connecting multiple National Highways and various economic and tourist nodes, ultimately fostering socio-economic development in the region.

    Junnar-Taleghar Road in Maharashtra

    A brownfield project involving road upgrade of a 55.94 km stretch from Junnar to Taleghar in Pune, Maharashtra. The key objective of the project is to enhance connectivity between Bhimashankar, Junnar, Bankarphata, and NH-61, enhancing the movement of cargo and passengers. This improvement is anticipated to boost tourism, particularly in Bhimashankar (a significant pilgrimage center) and Junnar (home to the historic Shivneri Fort).

    Bhimashankar – Rajgurunagar Road in Maharashtra

    A brownfield project aiming to improve the road infrastructure over a 60.45 km stretch in Pune, Maharashtra. The project is essential for improving connectivity between Bhimashankar and Rajgurunagar, facilitating smooth movement of cargo and passengers, thus enhancing economic activities and access to markets. Moreover, the project will improve access to education and healthcare services for remote communities along the route. The enhanced road infrastructure will reduce travel time and cost, benefiting commuters and businesses, and promoting the overall socio-economic development of the area.

    Development of a New Integrated Terminal Building & Allied Infrastructure, Budgam, Jammu & Kashmir

    A brownfield project involving the construction of a new integrated terminal building and allied infrastructure at Srinagar Airport in Budgam, Jammu & Kashmir. The expansion includes constructing a new terminal building across 71,500 square meters of area, accommodating 2,900 peak hours of passenger traffic and an annual capacity of 10 million passengers. Additional works include the extension of the apron with new parking bays, city-side parking facilities, and the construction of residential quarters for AAI staff and CISF barracks.

    NPG evaluated all five projects from the perspective of the principles of PM GatiShakti: integrated development of multimodal infrastructure, last-mile connectivity to economic and social nodes, intermodal connectivity, and synchronized implementation of projects. These projects are expected to play pivotal roles in nation-building, and provide substantial socio-economic benefits and ease of living, thereby contributing to the overall development of the regions.

But in the global economy, shared challenges require shared solutions. That’s where Canada’s partnership with the Association of Southeast Asian Nations (ASEAN) comes in.

    For over half a century, ASEAN has worked with Dialogue Partners, like Canada, to make life better for people on both sides of the Pacific. Our relationship is built on shared priorities – from climate action to peace and security to good-paying jobs. Since 2015, Canada’s trade with ASEAN has nearly doubled. Last year, ASEAN Member States represented Canada’s fourth largest merchandise trading partner, with increased partnerships in agriculture, agrifood, and digital trade. With Canada’s Indo-Pacific Strategy, we are building on this partnership with closer ties and shared prosperity.

    The Prime Minister, Justin Trudeau, today concluded his participation at the ASEAN Summit in Vientiane, Laos. As the first Canadian Prime Minister to visit Laos, the Prime Minister strengthened ties with ASEAN partners and expanded Canada’s footprint in one of the world’s fastest growing economic regions.

    In Vientiane, Prime Minister Trudeau announced that Canada will be upgrading its offices in Phnom Penh, Cambodia, and Vientiane, Laos, to embassies with resident ambassadors, meaning that Canada will be represented by full embassies in all 10 ASEAN Member States. He also noted the upcoming Team Canada Trade Mission to Indonesia and the Philippines later this year and announced new missions to Thailand and Cambodia in 2025. Building on our Indo-Pacific Strategy, these efforts will help forge even stronger ties between Canada and ASEAN, create good jobs for Canadians and peoples of ASEAN countries, and expand Canada’s presence in the Indo-Pacific.

    In a joint statement, Canada and ASEAN partners reaffirmed their commitment to enhancing dialogue on global challenges, advancing efforts on shared priorities, and building a people-centred ASEAN region that is connected, inclusive, and resilient. The Prime Minister emphasized that Canada will continue to be a partner in promoting peace, security, and prosperity in the region.

    In support of these efforts, the Prime Minister, Justin Trudeau, highlighted an over $128 million package of measures to deepen ties with ASEAN.

    The effects of climate change are being felt more than ever, and this is having a devastating impact on countries around the world, including ASEAN Member States. That’s why the federal government is investing over $84 million in the region to fight climate change, support innovation, and protect the environment. Our investments aim to:

    • Advance clean growth and conservation initiatives, such as Laos’ Monsoon Wind Power Project, the Lao Landscapes and Livelihoods Project, and the Mekong River Commission.
    • Reduce greenhouse gas emissions in some of the world’s highest-emitting developing countries.
    • Improve resilience to natural disasters through enhanced disaster preparation and management.

    The challenges posed by transnational organized crime and international terrorism affect citizens of ASEAN Members States and Canadians alike. The federal government is investing $21.3 million in initiatives to:

    • Strengthen partnerships between Canadian and Indo-Pacific law enforcement agencies.
    • Crack down on human and drug trafficking, including synthetic drugs, smuggling, and money laundering.
    • Counter international terrorist threats, including terrorist financing and terrorist fighter travel, and address the impacts on children.
    • Help local governments prevent illegal logging and deforestation.
    • Address online cyber scams.
    • Bolster aviation and border security.

    Stability in the Indo-Pacific is a key priority for Canada. We are bolstering peace and security efforts in the region, including by investing $11.9 million in various initiatives to:

    • Build up critical nuclear regulatory infrastructure.
    • Fight malicious cyber actors and strengthen cyber resilience.
    • Support demining and arms control efforts.

    In support of the rights of women and children in ASEAN countries, Canada is investing over $9 million to:

    • Uphold women’s labour rights and improve their participation in underrepresented sectors.
    • Help eliminate forced and child labour.
    • Increase access to prosthetic, orthotic, and rehabilitation services for women and girls with physical disabilities.

    At the ASEAN Summit, the Prime Minister announced an additional $2 million for scholarships and educational exchanges with ASEAN countries, as well as Canada’s intention to seek participation in the ASEAN Digital Track, which will help ensure that Canada has a seat at the table on regional matters ranging from artificial intelligence and cybersecurity to democratic and online rights.

    As work toward a Canada-ASEAN free trade agreement continues, the Prime Minister noted progress on last year’s ASEAN-Canada Strategic Partnership and emphasized his commitment to further strengthen Canada-ASEAN trade and investment.

    The ASEAN region offers unparalleled economic opportunity for Canada. Together, the 10 ASEAN member states represent the fifth largest economy in the world and the third largest population in the world. With the measures announced today, Canadians and Canadian businesses can capitalize on the rapid industrialization and growth of this region. Greater Canadian investment in the region and greater investment from the region into Canada will mean more jobs, more innovation, and more growth.     POINT MUGU, Calif. – The Naval Air Warfare Center Weapons Division team delivered a crucial mission data file ahead of schedule, significantly accelerating the normal production timeline to support Marine Fighter Attack Squadron 314 aboard USS Abraham Lincoln (CVN 72).

    The NAWCWD team provided a comprehensive mission data file, essential for F-35 Lightning II operations. This file offers intelligence updates and design enhancements that enable pilots to identify and counter threats in specific operational environments. The update incorporated more than 100 intelligence changes and multiple design improvements, significantly enhancing the aircraft’s survivability and lethality.

    Under normal circumstances, this production process would require a much longer timeline. However, when the Abraham Lincoln and VMFA-314 were ordered from the U.S. 7th Fleet to U.S. 5th Fleet area of operations, the NAWCWD team acted quickly. In collaboration with Air Force partners, they expedited the process and completed the task in record time. This ensured the squadron’s readiness in theater.

    “Our team cut days off our timeline to release the data in support of theater priorities,” said Cmdr. Alexander Sandroni, commanding officer of the 513th Electronic Warfare Squadron at Eglin Air Force Base. “The scope and thoroughness of the update, combined with our accelerated timeline, highlighted the importance of open communication and adapting dynamically to the needs of our customers.”

    Through close collaboration across multiple disciplines — intelligence experts, engineers, testers, and data analysts — the team overcame technical challenges and compressed the production timeline by half. Their coordinated efforts were critical to enabling Electromagnetic Spectrum Operations and ensuring the mission data file’s timely delivery in support of joint operations in theater.

    Rear Adm. Keith A. Hash, commander of NAWCWD, praised the team’s quick response and focus on the mission — getting capabilities to the warfighter when they need them.

    “We rely on our dedicated, engaged, mission-focused team to deliver critical and relevant capabilities that provide our fighters a decisive advantage,” Hash said. “Pulling together, finding a way to accelerate this delivery, and seeing it through to the end is just one example of how this team continues to give our nation’s defenders the very best today, tomorrow, and into the future.”

    The team also overcame several technical challenges, ensuring rigorous testing and validation of the MDF. Their commitment to delivering high-quality, operationally-ready solutions contributed to the F-35’s enhanced capabilities and operational readiness.

    “The dedication, technical expertise, and commitment of our team were evident every step of the way,” Sandroni added. “They showed how much we can accomplish when we come together with a shared mission.”

    The timely delivery underscores NAWCWD’s essential role in providing innovative solutions and fleet support, enabling the Navy to stay ahead in a rapidly changing and increasingly competitive global environment.

  • MIL-OSI Global: LGBTQ rights: Where do Harris and Trump stand?

    Polls show that LGBTQ rights will likely factor into most Americans’ pick for president this November as they choose between former Republican President Donald Trump and Vice President Kamala Harris, a Democrat.

    A March 2024 survey by independent pollster PRRI found that 68% of voters will take LGBTQ rights into consideration at the polls. Fully 30% stated that they would vote only for a candidate who shares their views on the issue.

    It is no coincidence, then, that LGBTQ rights issues feature prominently in the party platforms.

    The Republican Party’s electoral promises include cutting existing federal funding for gender-affirming care and restricting transgender students’ participation in sports. Meanwhile, the Democratic Party platform proposes to outlaw discrimination against LGBTQ people, including passing the Equality Act, which would prohibit discrimination based on sexual orientation and gender identity in housing, health care and public accommodations.

    As a legal scholar who has written extensively on the history of LGBTQ rights, I have seen that the clearest indication of how a politician will act once in office is not what they promise on the campaign trail. Instead, it’s what they have done in the past.

    Let’s examine their records.

    Trump restricted some LGBTQ rights

    Trump and his running mate, U.S. Sen. JD Vance of Ohio, are both relatively new to politics, so their records on LGBTQ rights issues are slim.

    Trump enacted two policies restricting LGBTQ rights early in his one term in office. The first was his 2017 executive order Promoting Free Speech and Religious Liberty, which reinforced that federal law must respect conscience-based objections to comply with the First Amendment. This order indirectly imperiled LGBTQ rights because many LGBTQ rights battles are fought over whether conservative Christian businesses run afoul of anti-discrimination laws when they refuse to serve same-sex couples.

    A few months later, Trump banned transgender individuals from serving in the U.S. armed forces. He ultimately revoked the directive, implementing instead a new policy that allowed existing transgender soldiers to remain in the military but barred new transgender recruits from enlisting.

    Vance has opposed trans rights

    Vance, a one-term senator, has accrued a record of trying to roll back the rights of transgender Americans during his short time in public office.

    Between 2023 and 2024, Vance introduced or sponsored five bills opposing trans rights. One seeks to restrict gender-affirming care for minors by imposing criminal sanctions on doctors who perform such surgeries; another aims to do the same by exposing physicians to civil liability for either prescribing gender affirming hormones or performing surgeries.

    Another Vance bill would expand health care workers’ ability to make conscience-based objections to transgender rights. One more would amend Title IX, which prohibits discrimination based on sex in education, to limit transgender student participation in athletics.

    Vance has also tried to pass legislation that would stop the Department of State from issuing passports with an unspecified “X” gender designation, a policy that launched in 2021. Gender-neutral passports allow transgender, intersex and nonbinary individuals to carry identity documents that reflect their gender identity and avoid what can be significant problems getting through airport security with misgendered IDs.

    Congress has not voted on any of these proposals.

    A ‘legislative priority’ for Harris

    Harris and her vice presidential pick, Minnesota Gov. Tim Walz, have both made LGBTQ rights a legislative priority throughout their long political careers.

    Harris initially took public office in 2003 as San Francisco’s district attorney. In that role, she established a hate crimes unit that prosecuted violence against LGBTQ youth in schools. She also trained prosecutors nationwide to counter the “gay panic” and “trans panic” defenses in court, which is when lawyers attempt to justify violence as a fear-based reaction to the victim’s sexual orientation or gender identity.

    Harris was elected California’s attorney general in 2011 and declined to defend the state’s ban on same-sex marriage when opponents challenged the law’s constitutionality before the U.S. Supreme Court. She also joined amicus briefs supporting transgender bathroom access after North Carolina barred transgender people from using bathrooms that did not match the gender on their ID.

    Harris, however, did not unequivocally champion LGBTQ rights. In 2015, she opposed two prisoners’ request for urgent gender-confirmation surgery. She has since called for a “better understanding” of transgender health needs.

    As a U.S. senator from 2017 to 2021, Harris sponsored bills proposing to better address distinct LGBTQ issues in health care and the criminal justice system. She also sponsored five Senate bills to prohibit discrimination based on sexual orientation and gender identity in employment, housing and public accommodations. Other bills she sponsored focused on LGBTQ youth, aiming to prohibit discrimination in child welfare programs and barring federal funds from supporting so-called conversion therapy of LGBTQ teens.

    The Senate did not vote on any of these bills.

    As vice president, Harris has been part of what advocates describe as the most pro-LGBTQ administration in U.S. history.

    Since 2021, President Joe Biden has issued multiple executive orders to combat discrimination against the LGBTQ community, including by eliminating the Trump-era restrictions on transgender military service. Biden also signed into law the Respect for Marriage Act, which changed the federal definition of marriage from “a man and a woman” to “two individuals.” The statute ensures that the federal government would continue to recognize same-sex unions if the Supreme Court ever reversed its decision to legalize marriage equality.

    Walz: Ally in the statehouse

    Harris’ vice-presidential pick has a similarly extensive record backing LGBTQ rights.

    As a U.S. representative from 2007 to 2019, Walz supported efforts to grant federal benefits to same-sex couples before marriage equality became federal law. He also co-sponsored many of the House versions of the same bills as Harris.

    As Minnesota’s governor, Walz has issued several executive orders promoting LGBTQ inclusion and equity and banned conversion therapy for minors. He also declared Minnesota as a “trans refuge state” that will not enforce laws interfering with children’s access to gender-affirming care.

    Starkly different records

    If elected, Trump has promised to cut federal funds for public schools that “push … gender ideology” and “keep men out of women’s sports.” Harris pledges to “defend the freedom to love who you love openly and with pride.”

    As citizens head to the polls in November, they can be confident that, on this topic at least, the candidates mean what they say.

    BERLIN – U.S. Senator Maggie Hassan, a senior member of the Senate Homeland Security Committee, received a security briefing and took an aerial tour with U.S. Customs and Border Protection (CBP) on the evolving threats in the Swanton Sector of the Northern border. The Swanton Sector covers portions of the U.S.-Canada border in New Hampshire, Vermont, and New York, and there has been a significant increase in attempted border crossings in this area over the last year.
    Senator Hassan received an operations update and report for the Swanton Sector from CBP, including challenges that CBP is facing and the need for additional personnel and technology to tackle the recent increase in crossings. Senator Hassan was also briefed by CBP’s Office of Field Operations about drug smuggling patterns for the region. After the briefing, Senator Hassan was taken on an aerial tour of the sector by CBP’s Air and Marine Operations.
    “Strengthening security at the Northern border is an important part of our overall national security,” said Senator Hassan. “I appreciated hearing directly from Border Patrol officials about the challenges that they are facing and what they need to better address them. I will continue working to support law enforcement at the border and keep our communities safe.”

    This visit is part of Senator Hassan’s ongoing efforts to strengthen border security. Senator Hassan has visited both the Northern and Southern border several times as a member of the Senate Homeland Security Committee. Recently, Senator Hassan introduced bipartisan legislation to strengthen security at the Northern border by requiring regular updates to the Northern Border strategy. In August, the Senate Homeland Security Committee advanced bipartisan legislation introduced by Senator Hassan to allow U.S. and Canadian personnel to jointly patrol both sides of the Northern border on aircraft, helping better combat drug smuggling and other illegal cross-border activities. Earlier this year, the Homeland Security Committee voted to advance two of Senator Hassan’s bipartisan bills to reduce the flow of fentanyl, illicit firearms, and money across both directions of the Southern border. Additionally, in March, Senator Hassan’s bipartisan END FENTANYL Act, which will help Customs and Border Protection crack down on fentanyl trafficking at the border, was signed into law. Senator Hassan also worked with her colleagues to pass into law the bipartisan INTERDICT Act, which has provided Customs and Border Protection with additional tools to help detect and intercept fentanyl and other illegal synthetic opioids.

The competition became a platform for joint work of experts, government representatives and potential investors. More than 60 applications from 11 countries were submitted.     The Deputy Prime Minister emphasized that the master plan for “New Anapa” was developed by the corporation over the course of a year and was approved by the coordinating council, which included leading Russian experts in urban development, architecture, ecology, representatives of interested federal and regional authorities, including the administration of Krasnodar Krai and the resort city of Anapa.

    “The project of the family resort “New Anapa” provides for the construction of more than 15 thousand rooms of categories from three to five stars. 100 investment lots have been formed for investors: 69 lots of collective accommodation facilities, 31 lots of tourist and service infrastructure. The facilities will be introduced in stages until 2034,” said Sergey Sukhanov, General Director of “Tourism.RF”.

    The investment volume is estimated at 457.9 billion rubles, of which 148.9 billion rubles is provisional infrastructure, 309 billion rubles is tourist infrastructure created by private investors.

    The master plan provides for the creation of a thematic aqua complex and amusement park, health and balneological centers, schools of water and wind sports, a congress and exhibition center, a phygital center and other modern infrastructure facilities on the resort territory. It also provides for the construction of a multi-level embankment, the arrangement of a large number of recreational areas, squares and parks.

    The master plan includes solutions to issues of supporting and transport infrastructure, such as the reconstruction and expansion of the flat structures of the Vityazevo airport, the construction of access and internal roads to the resort, electricity, gas, water supply and sanitation networks, the creation of sports, recreational, health, educational and event centers.

    In implementing the project, it is planned to use government support measures from the Ministry of Economic Development and the Ministry of Construction with the assistance of the Ministry of Natural Resources and Environment.

    The next stage of work on the project should be the joint development with the region of documentation on the planning of the territory of the future resort.

    The all-Russian beach family resort “New Anapa” will be located near the village of Blagoveshchenskaya, 36 km from Anapa and 24 km from the international airport Anapa (Vityazevo) named after V.K. The resort will be built on an area of 940 hectares, along the sand spit between the Black Sea and picturesque estuaries.

    As of 8:00 a.m. eastern time on October 9, Hurricane Milton is expected to make landfall late Wednesday or early Thursday as a major hurricane on the west coast of Florida with sustained winds of 160 miles per hour, creating the potential for significant disruptions to energy infrastructure.

    Utilities in Florida are preparing for high volumes of power outages. High winds, flooding, and storm surge from Hurricane Milton might affect energy infrastructure such as power plants, power transmission and distribution lines, and fuel terminals.

    Trade press reports state that some retail gasoline stations in Florida are without fuel as demand increased prior to the hurricane. In a press conference on Tuesday, Florida governor Ron DeSantis indicated that the state was dispatching and staging fuel as needed. However, Florida does not have any refineries or gasoline pipelines that connect it to states with excess supply. Florida’s gasoline and diesel are delivered by truck or ship from domestic and international sources.

    The U.S. Coast Guard reports several ports in Florida are closed. Inbound and outbound vessel traffic to Port Tampa Bay, where over 17 million tons of petroleum- and natural gas-related products move through in a typical year, has ceased. More than 43% of Florida’s petroleum products, including gasoline, diesel, and jet fuel for the state’s major airports, moves through Port Tampa Bay. The duration of the port closures and impacts from Hurricane Milton on trade movements for petroleum and natural gas remain uncertain.

    Hurricane Milton follows Hurricane Helene, a Category 4 hurricane that made landfall on the Florida Panhandle on September 26 and caused major power outages and damage to electricity infrastructure on its path from Florida to the Appalachian Mountains. Three other named storms have made landfall so far this hurricane season (Beryl, Debby, and Francine) as either Category 1 or 2 hurricanes.

    Much like Hurricane Helene, Milton’s forecasted path toward Florida’s west coast takes it away from the most prolific oil- and natural gas-producing areas near Texas, Louisiana, and Mississippi.

    Press reports indicated earlier this week that Chevron closed its Blind Faith oil platform in the U.S. Gulf of Mexico and evacuated all personnel from the facility in preparation for Hurricane Milton. The Blind Faith platform, which has a production capacity of 65,000 barrels per day, is approximately 160 miles southeast of New Orleans. However, as of Wednesday morning, the Bureau of Safety and Environmental Enforcement had not reported that significant oil and natural gas production in the Gulf of Mexico had been shut in due to Hurricane Milton.

  • MIL-OSI Security: Formerly Married Couple Sentenced for Multimillion Dollar Fraud Schemes

    Orlando, FL – United States District Judge Paul G. Byron has sentenced Nikesh Ajay Patel (40, formerly of Windermere), and his ex-wife, Trisha Patel, (41, Orlando), for their roles in a financial scheme defrauding the U.S. Department of Agriculture (USDA) and others. On October 8, 2024, Nikesh Patel was sentenced to 27 years in federal prison, which must run consecutive to a 25-year term he is already serving from the Northern District of Illinois. Trisha Patel was sentenced on September 18, 2024, to 51 months in federal prison. Both are required to pay restitution to the USDA and four other financial institutions.

    According to court documents, Nikesh Patel was charged in 2014 by the U.S. Attorney’s Office in the Northern District of Illinois for a $179 million fraud scheme. He was arrested and released on bond. For the next several years, Nikesh Patel claimed that he was cooperating with authorities and using his business skills to recover funds to repay the victims. In fact, Nikesh Patel had devised a new scheme against the USDA that netted him over $19 million. Nikesh Patel was planning to flee to Ecuador on a private jet and avoid sentencing in the Chicago case. Instead, FBI agents arrested Nikesh Patel at the Kissimmee airport on January 6, 2018, and arrested him for attempting to abscond. Nikesh Patel was subsequently returned to Chicago, where he was sentenced to 25 years in federal prison on June 6, 2018.

    Thereafter, on December 18, 2019, a federal grand jury in Orlando returned a 13-count indictment against Nikesh Patel for stealing $19 million while he was on federal pretrial release in the Chicago case. On February 28, 2023, Patel pleaded guilty as charged to all counts in that indictment: one count of conspiracy to commit wire fraud, three counts of wire fraud, one count of conspiracy to commit money laundering, and eight counts of money laundering.

    In the 2019 case, Nikesh Patel fabricated fraudulent loan documents and used a fictitious identity to perpetrate his conspiracy and scheme. He then applied to the USDA to guarantee the fake loans as part of their Business and Industry Guaranteed Loan Program. Once the USDA agreed to guarantee the loans, Nikesh Patel sold the guaranteed portion to the Federal Agricultural Mortgage Corporation (Farmer Mac) and received $19,342,392. The FBI was able to recover $11,321,931 and Nikesh Patel was ordered to pay the remaining portion as restitution to Farmer Mac.

    While Nikesh Patel was in federal custody for the 2019 case, he recruited Trisha Patel (his wife at the time) to perpetrate a third financial scheme. Between January 2021 and December 2023, Nikesh and Trisha Patel devised a more sophisticated scheme utilizing a commercial pump manufacturer in Houston, Texas. At the direction of Nikesh Patel, Trisha pretended to be a senior representative of the company and falsely claimed to USDA that they wanted to expand their business in rural Puerto Rico. The Patels then created a fake lender to pretend that it was loaning $8,540,000 to the business for the expansion. USDA guaranteed 80% of the fake loan, and the Patels then sold that guarantee to financial institutions and received $7,446,880. The FBI was able to recover $74,545 in currency and a 2022 BMW model X7. The defendants were ordered to pay the remaining portion to USDA and four other financial institutions as restitution.

    For the third scheme, Trisha Patel and Nikesh Patel each pleaded guilty to an Information charging one count of conspiracy to commit wire fraud on May 21, 2024, and May 22, 2024, respectively.

    These cases were investigated by the Federal Bureau of Investigation and the United States Department of Agriculture – Office of Inspector General. They were prosecuted by Assistant United States Attorney Michael P. Felicetta and United States Attorney Roger B. Handberg.

  • MIL-OSI USA News: Remarks by President  Biden on the Initial Impacts of Hurricane Milton and the Federal Government’s Ongoing Support to State and Local  Officials

    THE PRESIDENT:  Good afternoon. 

    Q    Good afternoon.

    THE PRESIDENT:  I’ll be brief.  Last night, Hurricane Milton made landfall, as we all know, on the west coast of Florida.  It brought hurricane winds, heavy rains, including 10 to 20 inches of rain in the Tampa area overnight. 

    Storm surge measurements are still being taken, but 38 tornadoes ripped through 13 counties.  Four deaths have been reported thus far. 

    It’s too early to know the full account of the damage though, but we know lifesaving measures did make a difference.  More than 80,000 people followed orders to safety — to safely shelter last night.  And we’ve had search and rescue teams at the ready for any calls for help this morning. 

    There are still very dangerous conditions in the state, and people should wait to be given the all-clear by their leaders before they go out.  We know from previous hurricanes that it’s often the case that more lives are lost in the days following the storm than actually during the storm itself. 

    Vice President Harris and I have been in constant contact with the state and local officials.  And we’re offering everything they need.  I must have spoken to somewhere between 10 and 15 mayors and county executives and all the governors.

    And, in fact, starting this morning, we are getting direct assessments from the storm of FEMA and Director Criswell as well, also Florida Governor DeSantis, with whom I had a chance to speak. 

    And the vice president and I have just convened a meeting this morning with the leaders of the Department of Homeland Security, the Department of Defense, including Northcom commander, who has responsibility for providing defense support to civilian authorities — and that, apparently, is going very well — as well as from the Coast Guard and FEMA, we’ve received reports. 

    We focused on what the American military can do like no one else can: provide emergency support for communities in need and we’re required by the governor in a federal — and — required by the governor in the affected states.  And I’ve spoken to all the governors — not today, all of them, but I’ve spoken to all of them thus far.  And how we can be ready to go in an instant when the call comes. 

    At my direction, Defense Secretary Austin has provided a range of capabilities both to Florida for Hurricane Milton as well as the states impacted by Hurricane Helene.  And the more capabilities are available, we assess the pressing needs, we can get whatever they need. 

    To the servicemen and women who are on the ground responding to this — these disasters: Thank you.  Thank you for pr- — your professionalism, your dedication to every mission you’re given.  And you’re repeating it again.

    This is a whole-of-government effort that also includes the Department of Energy and Department of Transportation, the Department of Health and Human Services, and the Department of Housing and Urban Development, which is providing mortgage relief for impacted homeowners. 

    As directed, FEMA is going to open disaster recovery centers all across the impacted communities right away so there’s one stop for the residents can go to to learn about the support they might need.  And that  — it’ll be advertised where those places are.

    Three million people are without power.  But more than 40 million [40,000] power work- — powerline workers have come from around the country, from Canada to Florida, to restore power across the state. 

    In addition, the Federal Aviation has authorized Florida Power and Light to fly large drones before other manned aircraft can get up in the sky to quickly assess the damage on the ground so ground crews can restore power as quickly as possible. 

    The Coast Guard and the Army Corps of Engineers are assessing how fast they can reopen the Port of Tampa to get fuel, food, water, and other basic goods flowing into the area again and quickly. 

    Additionally, Vice President Harris and I said yesterday and we’ll say it again: To anyone who seeks to take advantage of our fellow Americans’ desperation, whether you’re a company engaging in price gouging or a citizen trying to scam your neighbors, we will go after you and we will hold you accountable. 

    Now, not only that.  Our fellow Americans are putting their lives on the line to do this dangerous work and received death thre- — some received death penalties [threats] yesterday as a result of reckless, irresponsible, and relentless disinformation and outright lies that continue to flow.  Those who engage in such lies are undermining the confidence in the rescue and recovery work that’s opening and ongoing.  As I speak, they’re continuing. 

    These lies are also harmful to those who most need help.  Lives are on the line.  People are in desperate situations.  Have the decency to tell them the truth.  

    So, let me say this.  To all the people impacted by Hurricane Helene and Hurricane Milton, despite the misinformation and lies, the truth is we’re providing the resources needed to rescue, recover, and rebuild — and rebuild. 

    Let me close with this.  I know recovery and rebuilding projects can take a long and difficult time.  But as — long after the press and the cameras move on, I promise you — you have to pick up the pieces still.  I want you to know we’ll do everything in our power to help you put the pieces back together and get all that you need. 

    May God bless you.  And may God bless our troops and our first responders, who are — many — in some cases risking their lives to help.

    Q    Mr. President, on FEMA funding.  On FEMA funding.  How much time does Congress have to act before FEMA or the SBA run out of money?

    THE PRESIDENT:  That’s in discussion now, and I don’t want to give you — mislead you.  I think in terms of the SBA, it’s pretty right at the edge right now.

    And I think the Congress should be coming back and moving on emergency needs immediately.  And they’re going to have to come back after the election as well, because this is going to be a long haul to- — for total rebuilding.  It’s going to take several billion dollars.  It’s not going to be a matter of just a little bit.

    But we’re providing now to make sure people have the emergency relief they need with dollars just to be able to get a prescription filled, to get a baby formula do- — all the thing- —

    That $750 that they’re talking about, Mr. Trump and every- — all those other people know it’s a lie to suggest that’s all they’re going to get.  That’s bizarre.  It’s bizarre.  They got to stop this.  It’s s- — I mean, they’re being so damn un-American with the way they’re talking about this stuff.

    But there’s going to be a need for significant amounts of money.  We’re already underway at trying to calculate what the cost will be because you don’t want to mislead anybody.  We want to make sure all the costs are able to be covered.

    Q    Have you spoken to Speaker Johnson about coming back before the election to vote?

    THE PRESIDENT:  No, I haven’t.

    Q    Mr. President, are you calling on Congress to come back early?

    THE PRESIDENT:  I think Congress should move as rapidly as they can, particularly on the most immediate need, which is small business.

    Q    Mr. President, the vice president said yesterday that — that FEMA has what it needs.  There’s enough resources.  They don’t need — that Congress does not need to come back right away.  Who’s right?

    THE PRESIDENT:  FEMA has what it needs.

    Q    Okay.

    THE PRESIDENT:  That’s different than SBA.

    Q    Okay.  So, it’s SBA that — they need to come back and do SBA?

    THE PRESIDENT:  Yeah, but they’re going to need a lot more.

  • MIL-OSI USA News: A Proclamation on General Pulaski Memorial Day,  2024

         Today, we pay tribute to General Casimir Pulaski, a Polish immigrant who served alongside American soldiers in the Revolutionary War and made the ultimate sacrifice for our Nation.  And we honor the culture and contributions of all our Nation’s Polish Americans who follow his legacy, standing up for the cause of freedom at home and around the world.

         General Pulaski dedicated his life to the pursuit of liberty — not just for himself or his country but for all of us.  Born and raised in Warsaw, Poland, he fought against the Russian domination of Poland — efforts that ultimately led him to flee his home country.  Later in life, when he was offered an opportunity to join another fight for liberty on the other side of the world, he took it — joining our Nation’s fight for independence.  General Pulaski’s service was critical:  He led a critical counterattack that helped slow the British, and during the course of the war, it was said that he even saved George Washington’s life. 

         General Pulaski’s story and service are just one example of how much Polish Americans have shaped our Nation’s history and our future.  Our country’s Polish-American communities have helped create new possibilities for all of us — leading in every sector, powering our economy, and enriching our culture.  They also strengthen our deep alliance and partnership with Poland and its people at a critical time in our history.  Since Russia’s brutal invasion of Ukraine, the people of Poland have courageously stood up for freedom, liberty, and justice, rallying around the Ukrainian people and offering them safety and light in their darkest moments.  At the same time, Poland has donated tanks, artillery, and aircraft to support Ukraine’s self-defense all while becoming an important hub for aid from key partners.

         No one knows better than the people of Poland that, in moments of great upheaval and uncertainty, what you stand for is important and who you stand with makes all the difference.  Today, we celebrate General Casimir Pulaski, who decided to stand with our Nation to fight for our freedoms.  And we honor all the Polish Americans, who continue to push our Nation forward and fight for a future based on our most fundamental values:  dignity, liberty, and opportunity.

         NOW, THEREFORE, I, JOSEPH R. BIDEN JR., President of the United States of America, by virtue of the authority vested in me by the Constitution and laws of the United States, do hereby proclaim October 11, 2024, as General Pulaski Memorial Day.  I encourage all Americans to commemorate this occasion with appropriate programs and activities paying tribute to General Casimir Pulaski, honoring all those who champion freedom around the world, and celebrating the vast contributions of the Polish American communities.

    WASHINGTON, DC— Today, on the anniversary of her tragic and preventable death, Representative John Garamendi (D-CA-08) and Representative Mark DeSaulnier (D-CA-10) introduced the “Seaman Danyelle Luckey Military Medical Accountability Amendment Act of 2024” (H.R.9943). This legislation aims to expand medical malpractice protections for service members serving aboard large naval vessels, ensuring that no other family suffers the heartbreak endured by Danyelle’s loved ones.

    Danyelle Luckey, a 23-year-old from Pittsburg, California, was serving aboard the USS Ronald Reagan aircraft carrier in 2016 when her life was tragically cut short—not by enemy action, but by preventable mistakes in her medical care. After seeking treatment aboard the ship for sepsis, Danyelle received inadequate care that failed to address her worsening condition. This bill, introduced in her honor, addresses the gaps in medical accountability that contributed to her untimely death.

    “No military family should ever have to endure what the Luckey family has gone through. This bill seeks to close a critical gap in medical accountability and ensure that our brave servicemembers receive the quality care they deserve, no matter where they serve. While we can never bring Danyelle back, her family has been tirelessly advocating to prevent such tragedies from happening to others. This bill is a step toward ensuring accountability and improving medical care for all who serve at sea,” said Representative Garamendi.

    “The pain the Luckey family has endured from the tragic loss of their daughter, Danyelle, has only been exacerbated by the fact that they have been unable to get answers and pursue justice due to a misinterpretation of the law,” said Representative DeSaulnier. “I am proud to join Congressman Garamendi in again introducing legislation to right this wrong by expanding the right of servicemembers and their families to file medical malpractice claims.     Key provisions of the “Seaman Danyelle Luckey Military Medical Accountability Amendment Act” (H.R.9943) include:

    • Expanding the ability of service members to file medical malpractice claims against medical treatment facilities to include incidents occurring on aircraft carriers (CVN), landing helicopter assault ships (LHA), and landing helicopter dock (LHD) ships when those ships are not engaged in combat operations.
    • Recognizing that the medical facilities and personnel aboard these ships are comparable to the level of care available at most land-based medical treatment facilities.

    This legislation builds upon the 2020 National Defense Authorization Act, which initially created a system for service members to file medical malpractice claims against military medical treatment facilities.

  • MIL-OSI USA: NASA Awards Aerospace Research, Technology, and Simulations Contract

    NASA has selected Metis Technology Solutions Inc. of Albuquerque, New Mexico, to provide engineering services as well as develop and maintain software and hardware used to conduct simulations for aerospace research and development across the agency.
    The Aerospace Research, Technology, and Simulations (ARTS) contract is a hybrid cost-plus-fixed-fee and firm-fixed-price contract with an indefinite-delivery/indefinite-quantity component and has a maximum potential value of $177 million. The performance period begins Sunday, Dec. 1, 2024, with a one-year base period, and options to extend performance through November 2029.
    Under this contract, the company will support the preparation, development, operation, and maintenance of future and existing simulators, integration laboratories, aircraft research systems, simulation work areas, and aircraft research systems. The scope of work also will include the development, testing, and validation of advanced air traffic management automation tools, including, but not limited to, advanced concepts for aviation ecosystems. Work will primarily be performed at NASA’s Ames Research Center in California’s Silicon Valley and NASA’s Langley Research Center in Hampton, Virginia, as well as other agency or government locations, as needed.

    How Modeling Feedback Loops Informs Analysis and Decisions Across Decarbonization Technologies

    “When you look at renewable energy, not everything is linear,” said Swaroop Atnoorkar, an analyst at the U.S. Department of Energy’s (DOE’s) National Renewable Energy Laboratory (NREL). “Technologies often operate in complex systems with many moving parts in the background.”

    Atnoorkar relies on understanding the intricacies of clean energy systems in her research on biofuel economics and supply chains. Research like hers is a vital step in understanding how each decision made with any given technology could impact its evolution.

    But how do researchers examine the relationships between various factors within a given system, how they could change, and how those changes ultimately lead to different behaviors in the system over longer periods of time? And what exactly does this type of research inform?

    The answers to those questions may lie within a sophisticated modeling method known as system dynamics.

    Brief History of System Dynamics

    Since its creation in the 1950s by Jay W. Forrester, a professor at Massachusetts Institute of Technology, system dynamics has become a tried-and-true method for understanding the behaviors of complex systems in terms of stocks, flows, and the feedback loops that connect them.

    Think of this relationship like planting crops such as corn.  The growth of corn in the field—a flow—is controlled by feedback processes including watering and nutrient availability. When the stock of corn is harvested, other feedback loops control the decomposition of residues and the return of nutrients to the soil.

    At the time Forrester developed it, system dynamics research was applied to corporate managerial questions at General Electric’s plants. Studying corporate managerial problems remained its primary application through the 1960s, until researchers broadened its uses to examine other larger-scale societal questions. Initially, these simulations of stock-flow feedback structures were conducted with command-line programs, visualized with hand-drawn diagrams, and showed how internal management decisions impacted the dynamics of inventory and human resource systems. Now, its applications include examining everything from public health to renewable energy systems.

    “Many of the early users of system dynamics knew its potential was far greater than its original business management use,” said Bobby Jeffers, acting laboratory program manager in NREL’s Energy Systems Integration directorate. “We are always trying to answer the question: ‘What are the feedback loops that really take hold of the system and cause it to go on some trajectory?’ We’re trying to encourage virtuous cycles that build on themselves while finding dampening cycles that allow things to grow sustainably.”

    Jeffers specializes in system dynamics research. He and other researchers at NREL, like Atnoorkar, now use computer modeling to explore the complex relationships between various elements of system structures.

    Atnoorkar is among the newer members of the research team working to find new ways to approach biofuel development at NREL.

    For the last decade, much of the work being done to gain insights into the biofuel market has utilized NREL’s Bioenergy Scenario Model (BSM), which is funded by the U.S. Department of Energy’s (DOE’s) Bioenergy Technologies Office (BETO). The System Dynamics Society Award-winning model tracks biofuel deployment and the effects of various influences on the biofuel market, such as changes in consumer demand, government policies, and land availability for feedstock. It dynamically models these elements as part of the U.S. domestic biofuels supply chain.

    “Factors like oil prices, biofuel demand, and the costs of resources are always fluctuating—sometimes unpredictably—and changes in each one creates different outcomes, especially at the national scale,” Atnoorkar said.

    NREL and BETO have historically used BSM to develop deployment strategies for advanced biofuels. Currently, it helps researchers like Atnoorkar develop insights into U.S. biofuels market growth and examine potential barriers to broader expansion of biofuel technologies. Among those technologies are those that create sustainable aviation fuels.

    “Many airports nowadays have sustainability goals, and they want to determine if those goals are feasible,” Atnoorkar said. “While the BSM does analysis for potential biofuels supply at the national scale, the analysis we do at the regional scale can also help ports and airports make decisions about their biofuel sourcing.”

    To that end, the system dynamics research being done at NREL has ultimately helped inform policy strategies surrounding low-carbon fuel standards. A major part of that research is the Sustainable Aviation Fuel (SAF) Grand Challenge—a plan set forth by DOE, the U.S. Department of Agriculture, U.S. Department of Transportation, and other federal agencies that aims to spur the expansion of commercial SAF production technologies.

    Critically, the SAF Grand Challenge is targeting at least a 50% reduction in life-cycle greenhouse gas emissions and ramping up SAF supply to meet 100% of aviation fuel demand by 2050.

    “The BSM is now being used to investigate how we could reach those goals and what kinds of roadblocks may need to be overcome,” said Emily Newes, the NREL Strategic Energy Analysis Center’s Integrated Modeling and Economic Analysis Group manager.

    Newes works extensively with the system dynamics models informing potential biofuel deployment, specifically the SAF Grand Challenge and biofuels for maritime applications. These models are answering questions about how changes in everything from the resources needed to build refineries to the different types of potential feedstocks ultimately affect the policies and decisions being made.

    “It helps inform us about what barriers there could be so that we can help find solutions—either through policy or the industry—to overcome them,” Newes said.

    System dynamics models are also informing NREL’s research in battery energy storage. A key modeling framework used in this space is the Lithium-Ion Battery Resource Assessment, or LIBRA, model. LIBRA is vital in NREL’s work in understanding the supply chain of lithium-ion batteries, which have become a key component to a future with more electric vehicles (EVs) on the road.

    “When we’re talking about the needs for manufacturing in this country and globally, you can’t just look at one technology at a time,” NREL’s supply chain analytics lead Maggie Mann said. “When we talk about batteries, we’re looking at how much cobalt, nickel, and lithium are needed to manufacture them, as well as the demand for those same materials for other technologies.”

    Mann was on the team that pioneered and developed the LIBRA model. It gives users the means to examine the long-term effects of changes in the battery supply chain for multiple EV battery types, consumer electronics, and utility-scale storage systems.

    Through examining elements such as the costs, raw materials, and changing policies at both the domestic and international scales, LIBRA is providing invaluable insights into the U.S. battery recycling supply chain. Those insights then inform manufacturing and industry practices as well as policy decisions in the clean energy sector.

    Along with the LIBRA model, supply chain researchers at NREL, like Mann, are also developing the Recursive Integrated Networks for Growth (RING) model, which supports NREL’s Mapping, Modeling, and Analysis Consortium (MMAC). This model, designed specifically for DOE’s Manufacturing and Energy Supply Chains (MESC) office, calculates how each output can be cycled back into the supply chain itself. What does that mean?  

    “Say you want to look at how many batteries are manufactured, then go through their life, hit the end of their life, and you want to recycle them, so the raw materials and battery components go back into manufacturing,” Mann said. “System dynamics can allow for those types of recursive calculations and help us look out 10 to 12 years to see the total demand for manufactured batteries minus the raw materials that are recycled.”

    Both the RING and LIBRA models help researchers answer the critical question of “How much could recycling batteries affect the amount of new material we need to produce?” Each model helps inform the decisions behind battery production and policies through 2050 and quantify the impact that recycling can have on decreasing the United States’ dependence on foreign resources.

    How Is System Dynamics Evolving at NREL?

    Much of the research Atnoorkar, Jeffers, Mann, Newes, and others do in supply chains is centered around system dynamics. Because of their broad lenses, models like BSM, LIBRA, and RING are often used to develop strategies for new technology deployment.

    In the case of BSM, bioenergy’s large, comprehensive nature makes it tougher to focus on smaller-scale system dynamics. That is why the team is working to modify it for limited-case, regional scenarios, using a new BETO-funded model called the Regional Bio-Economy Model (RBEM).

    “The main structure is the same,” Atnoorkar said. “But with RBEM, we are able to focus on biorefinery investment decisions in specific regions, such as marine biofuel production in coastal areas or aviation biofuel production in the immediate area around a major airport.”

    RBEM will enable researchers to examine the logic behind the feedback loops in those smaller systems. The team aims to publicly release this model in the next year or two.

    And while Atnoorkar and Newes are helping with the development of RBEM, Jeffers says NREL could look to system dynamics as a unique lens to broaden the scope of NREL’s research into a low-carbon energy system future.

    “I think we lead the world in showing what a decarbonized energy system could look like,” Jeffers said. “But system dynamics can help us realize this future by giving us a means to think about all the complex elements of economic, social, and environmental systems that influence the pathway to affordable, resilient, and secure decarbonization.”
