  • MIL-OSI Security: Sixty-Eight Defendants Charged in Indictment of Dozens of Members and Associates of California White Supremacist Gang

    Federal and local law enforcement today arrested 42 members and associates of the SFV Peckerwoods, a San Fernando Valley, California-based white supremacist street gang, on a 76-count federal grand jury indictment alleging they engaged in a years-long pattern of racketeering activity that included trafficking of drugs — including fentanyl — illegal firearms possession, and COVID-19 benefits and loan fraud.

    “The Justice Department has dealt a decisive blow to the San Fernando Valley (SFV) Peckerwoods, a violent white supremacist gang that we charge is responsible for trafficking deadly fentanyl and other drugs, committing robberies, and perpetrating financial fraud to fund both their criminal enterprise and that of the Aryan Brotherhood,” said Attorney General Merrick B. Garland. “With today’s charges and arrests, the Justice Department, together with our state, local, and federal partners has targeted the heart of this gang’s operations, and we will continue to zero in on the criminal enterprises that endanger our communities.”

    The indictment unsealed today charges a total of 68 defendants with a score of federal crimes: conspiracy to violate the Racketeer Influenced and Corrupt Organizations (RICO) Act, conspiracy to distribute controlled substances, distribution of controlled substances, bank fraud, conspiracy to commit bank fraud, aggravated identity theft, possession of a firearm in furtherance of a drug trafficking crime, unlawful possession of a firearm and ammunition by a felon, and possession of 15 or more unauthorized access devices.

    The defendants arrested today are expected to be arraigned this afternoon in U.S. District Court in downtown Los Angeles.

    During the investigation, law enforcement seized large quantities of illegal firearms, and dozens of pounds of fentanyl, methamphetamine, and heroin, according to the indictment.

    “The Peckerwoods’ violent white-supremacist ideology and wide-ranging criminal activity pose a grave menace to our community,” said U.S. Attorney Martin Estrada for the Central District of California. “By allegedly engaging in everything from drug-trafficking to firearms offenses to identity theft to COVID fraud, and through their alliance with a neo-Nazi prison gang, the Peckerwoods are a destructive force. In prosecuting the members of the Peckerwoods criminal organization, our office is carrying out its mission to protect the public from the most dangerous threats.”

    “This operation, led by our Joint Terrorism Task Force, disrupted a racially motivated violent extremist group who engaged in a wide range of criminal activity,” said Assistant Director in Charge Akil Davis of the FBI Los Angeles Field Office. “This case strikes at the heart of our collective mission to rid our communities of the corrosive elements that fuel violence and extremism that greatly impact our way of life. The FBI, along with our federal, state, and local partners, remains strongly committed to working every day to make sure the people of the Southland remain safe.”

    “The San Fernando Valley Peckerwoods, the Aryan Brotherhood, and their associates are fused by one thing: hatred,” said Special Agent in Charge Matthew Allen of the Drug Enforcement Administration (DEA) Los Angeles Field Division. “It appears, however, that the business of hate was not enough for them. Driven by greed, they engaged in other crimes, including drug distribution, pushing out deadly fentanyl onto our streets. Operating from corners of the San Fernando Valley, they conducted their crimes within and beyond the 8-1-8 community. Today’s large-scale indictments and arrests reflect our relentless commitment to dismantling criminal organizations that continue to harm our communities.”

    According to the indictment that a grand jury returned on Sept. 26, the Peckerwoods is a street gang based in communities in the San Fernando Valley whose members engage in a wide variety of criminal activity, including drug trafficking, violent crime, and fraud. As a white supremacist gang, the Peckerwoods at times takes orders from the Aryan Brotherhood, California’s dominant prison-based white supremacist gang, and maintains an alliance with the Mexican Mafia prison gang, which controls most Latino street gangs in California. The Peckerwoods use Nazi tattoos, graffiti, and iconography to indicate their violent white supremacy extremist ideology. These tattoos and iconography include swastikas, the symbol “88”, used by violent white supremacy extremists as code for “Heil Hitler”, and images of Nazi aircraft.

    Members and associates of the gang used social media to share information with each other about their criminal activities and gang rules, to identify gang members in good standing, and to target people who broke the gang’s rules. The social media use included a members-only Facebook group and private, direct messages between the gang’s members and associates.

    From at least December 2016 to September, Peckerwoods members conducted and participated in the affairs of their criminal enterprise by engaging in violence and threats of violence to preserve and expand the gang’s criminal operations, which promoted a climate of fear. Members and associates of the gang illegally maintained firearms and ammunition in furtherance of these aims.

    To generate revenue for the gang, its members trafficked narcotics, including fentanyl, heroin, and methamphetamine. Specifically, lead defendant Claire Patricia Haviland, 62, of Chatsworth, California, and co-defendants Brian Glenn Ekelund, 53, of Chatsworth, and Brianne Brewer, 38, of North Hollywood, California, maintained and oversaw drug stash houses where large quantities of fentanyl, heroin, methamphetamine, and other drugs were stored prior to distribution. Haviland and Ekelund allegedly mailed illegal drugs to customers and used applications such as Zelle and CashApp to receive money from drug buyers and send money to their drug sources.

    They also generated revenue via robberies and financial fraud and participated in identity theft schemes. For example, from at least March 2021 to July 2023, defendants Sean Craig Gluckman, 35, of Encino, California; Maria Anna James, 30, of Canyon Country, California; and others submitted false and fraudulent applications for the Paycheck Protection Program (PPP), which was designed to aid businesses harmed by the economic fallout from the COVID-19 pandemic. The defendants – posing as sole proprietors – signed fraudulent PPP loan applications on behalf of individuals incarcerated in California state prisons and collected a portion of the fraudulently obtained proceeds from co-conspirators as payment for their assistance.

    In April 2021, Gluckman submitted an application that falsely stated he was a self-employed “artist/writer” with a gross income of nearly $250,000. Later that month, he obtained a PPP loan in the amount of $20,833. In a separate scheme, Gluckman submitted fraudulent unemployment insurance (UI) applications in the names of other people to the California Employment Development Department (EDD) to fraudulently obtain jobless benefits.

    “The proliferation of gang related organized crime deteriorates the core of our society,” said Chief Dominic Choi of the Los Angeles Police Department. “Taking guns out of the hands of gang members and drugs from our streets is just one more step towards reducing this deterioration. Today is yet another example of how local, regional, and federal law enforcement, with a matched dedication, are working together to investigate, apprehend and prosecute criminals.”          

    “When criminal organizations cross jurisdictional lines, it makes conducting investigations and subsequent prosecutions much more difficult,” said Sheriff Jim Fryhoff of the Ventura County, California, Sheriff’s Office. “Having our federal law enforcement partners involvement in such cases greatly enhances our ability to protect not only the citizens of our county, but also those of our region of the state.”

    If convicted, the defendants face a maximum penalty of life in prison.

    The FBI, DEA, Los Angeles Police Department, and Ventura County Sheriff’s Office are investigating the case. The Simi Valley Police Department; California Highway Patrol; Glendale Police Department; Burbank Police Department; Redondo Beach Police Department; Beverly Hills Police Department; Los Angeles County Sheriff’s Department; U.S. Marshals Service; Bureau of Alcohol, Tobacco, Firearms and Explosives; Department of Veterans Affairs Police; Department of Labor; Federal Bureau of Prisons; Los Angeles County Probation Department; Los Angeles County Department of Children and Family Services; Pasadena Fire Department; U.S. Customs and Border Protection; and IRS Criminal Investigation provided assistance in the investigation.

    Assistant U.S. Attorneys Reema M. El-Amamy, Jeremiah M. Levine, and Alexander Su for the Central District of California are prosecuting this case.

    On May 17, 2021, the Attorney General established the COVID-19 Fraud Enforcement Task Force to marshal the resources of the Justice Department in partnership with agencies across government to enhance efforts to combat and prevent pandemic-related fraud. The Task Force bolsters efforts to investigate and prosecute the most culpable domestic and international criminal actors and assists agencies tasked with administering relief programs to prevent fraud by, among other methods, augmenting and incorporating existing coordination mechanisms, identifying resources and techniques to uncover fraudulent actors and their schemes, and sharing and harnessing information and insights gained from prior enforcement efforts.     On Sept. 15, 2022, the Attorney General selected the U.S. Attorneys’ Offices for the Central and Eastern Districts of California to jointly head one of three national COVID-19 Fraud Strike Force Teams. The Justice Department established the Strike Force to enhance existing efforts to combat and prevent COVID-19 related financial fraud. The Strike Force combines law enforcement and prosecutorial resources and focuses on large-scale, multistate pandemic relief fraud perpetrated by criminal organizations and transnational actors, as well as those who committed multiple instances of pandemic relief fraud. The Strike Force uses prosecutor-led and data analyst-driven teams to identify and bring to justice those who stole pandemic relief funds.     An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    WASHINGTON – U.S. Senators Amy Klobuchar (D-MN) and Tina Smith (D-MN) announced they secured significant federal funding for Todd Field Airport for infrastructure improvements. The grant provides $214,749 to resurface 3,501 feet of Runway 16/34, 1,340 feet of taxiway, 278 feet of other surfaces, and 9,320 square yards of general aviation apron pavement. The funding will also be used to rehabilitate 400 square feet of the parking lot and 1,000 feet of the terminal entrance access road. 
    “Todd Field Airport is an essential link for residents and businesses in Long Prairie and beyond,” said Klobuchar. “This federal grant will make needed infrastructure updates to ensure the airport can continue serving travelers for years to come.”
    “I’m glad to see the Biden-Harris administration once again delivering for travelers in Minnesota and around the country,” said Smith. “Small and regional airports like the Todd Field Airport are vital parts of their communities and this funding will go directly towards repaving the runway and other important surfaces.”
    This funding is from the Airport Improvement Program (AIP), which provides federal grants for airport infrastructure projects such as runways, taxiways, signage, lighting, and markings.

The grant provides $558,043 to acquire snow removal equipment to enhance the airport’s ability to clear the priority areas of the airfield during winter weather. 
    “Pilots and passengers who use Winsted Municipal Airport deserve a safe and efficient air travel experience,” said Klobuchar. “This federal grant will ensure the airport can continue running smoothly during the winter, even when it snows heavily.”

    The cyberthreats we face in the era of AI

    AI-enhanced phishing threats and social engineering are on the rise. These threats are often highly targeted and present fewer of the tell-tale signs of their traditionally generated counterparts. In the FBI’s 2023 Internet Crime Report, the agency states that its Internet Crime Complaint Center fielded more than 800,000 cyber incident complaints. The FBI estimates the total losses associated with these incidents to be greater than USD10 billion.2

    To better understand phishing-related risk factors in the era of AI, Microsoft has collaborated with Fortra to put together the Phishing Benchmark Global Report. The report found that 10.4% of phishing simulation participants clicked the email phishing link they were sent—a 3.4% increase over the previous year.3 Even more worrying, 60% of users who clicked on the email link also ultimately submitted their password to the phishing website.3 These attacks target tens of millions of users annually, and with AI-enhanced features they are more and more likely to evade traditional security layers like firewalls and email security measures. AI can also aid cyberattackers in setting up their phishing sites in locations that internet browsers and security providers are less capable of detecting as high-risk.

    In the era of AI, we are all cyberdefenders. Despite this, 52% of employees still say their job has nothing to do with cybersecurity.3 This couldn’t be further from the truth. Employees are the first and last line of defense—and Microsoft recognized the importance of this when we created the Secure Future Initiative. Our Chief Executive Officer Satya Nadella has led the charge himself as Microsoft puts “security above all else, before all other features and investments.” This is why educating everyone on staying cybersafe is so important right now.     Today, Governor Roy Cooper and President Joe Biden took an aerial tour of areas damaged by Hurricane Helene before holding a briefing on storm impacts at the State Emergency Operations Center. During the briefing, President Biden announced the approval of 100% FEMA Reimbursement for six months, a significant funding commitment from the federal government. The briefing was attended by President Biden, United States Secretary of the Department of Homeland Security Alejandro Mayorkas, United States EPA Administrator Michael Regan, FEMA Administrator Deanne Criswell and other top state and federal officials.

    Prior to the visit, President Biden approved Governor Cooper’s request for active-duty military personnel and equipment to support ongoing operations in Western North Carolina. The active-duty military personnel are in addition to more than 1,000 North Carolina National Guard soldiers currently deployed who are surging food, water, supplies and conducting search and rescue operations. The NC National Guard has already performed more than 1,400 rescues and delivered more than 700,000 pounds in supplies.

    “The damage caused by Hurricane Helene to Western North Carolina is immense, and we are continuing our unprecedented efforts to surge resources into affected communities,” said Governor Cooper. “We’re grateful to President Biden, FEMA and all of our federal partners for their support and commitment to helping our state respond, recover and rebuild from this disaster.”

    State, federal and local partners continue to work together to surge resources into Western North Carolina in response to unprecedented damage from Hurricane Helene across the region. Throughout the week, Governor Roy Cooper has traveled to Western North Carolina to assess storm response, meet with those affected and thank volunteers for their hard work.

    Food, Water and Commodity Points of Distribution

    Efforts are underway to provide food, water and basic necessities to residents in affected communities, utilizing both ground resources and air drops from the NC National Guard. FEMA has delivered 1.89 million meals and 2.5 million liters of water. More than 21,000 people have been registered for assistance.

    Power Outages

    Across the region, approximately 408,000 customers remain without power, down from a peak of more than one million. Power has been restored to more than 500,000 customers.

    Missing Persons

    To report a missing person or request non-emergency support, please call NC 211 or 1-888-892-1162 if calling from out-of-state.

    Shelters

    A total of 26 shelters have been opened in Western North Carolina, housing 1,244 people. Plans are in place to open additional shelters as needed to accommodate additional needs.

    Search and Rescue Operations

    Search and rescue operations are ongoing in Western North Carolina. A total of 55 search and rescue teams from North Carolina and beyond, consisting of more than 1600 personnel have conducted search and rescue operations during this event. More than 500 people have been rescued by the NC National Guard. More than 150 pets have also been rescued.

    Road Closures

    Travel remains dangerous, with approximately 450 roads closed as of Wednesday afternoon. NCDOT is asking people to refrain from unnecessary travel to or in Western North Carolina. Road access is limited to local and hurricane response traffic as crews work to restore critical routes and access to communities isolated by damage. First responders also want to keep the roads as clear as possible to help ensure they may carry out all response missions. NCDOT has posted at ncdot.gov an interstate detour map for travelers to avoid western N.C. NCDOT has dispatched the following resources to assist with the recovery process:

    • 1,600 employees, plus 68 contract crews
    • 220+ employees in less-impacted areas have been sent to western N.C.
    • 1,500+ trucks, graders & backhoes/loaders
    • 1,000+ chainsaws
    • 8,000+ barricades & signs

    Cellphone Provider Coverage

    Cellphone providers are working to fix the damage and coverage issues caused by the storm and get stopgap solutions, such as temporary cell phone towers, in place and rapid progress is being made. Restoring communications is critical to saving lives, finding where people are and getting in supplies, and Governor Cooper been in constant contact with cellphone companies urging action and offering support. Please turn your cell phone off and restart it periodically to allow it to reconnect when a network is reestablished.

    Fatalities

    Fifty-six storm-related deaths have been confirmed in North Carolina by Office of Chief Medical Examiner. We do expect that these numbers will continue to rise over the coming days. The North Carolina Office of the Chief Medical Examiner will continue to confirm numbers twice daily. If you have an emergency or believe that someone is in danger, please call 911. To report that you have been unable to reach a person in Western North Carolina, please call 211.

    North Carolina National Guard Deployed

    Gov. Cooper has activated more than 1000 North Carolina National Guard soldiers and airmen to both conduct search and rescue operations and deliver critical supplies to Western North Carolina. As of Wednesday, 300 specialized vehicles and aircraft have been deployed in Western North Carolina to facilitate these missions.

    As of Wednesday morning, the North Carolina Disaster Relief Fund has raised $2.3 million dollars to help those in Western North Carolina.

    Due to dangerous road conditions, and the need to maintain open routes for emergency operations, travel to Western North Carolina is strongly discouraged. Instead, consider the following options for donations and volunteer opportunities:

    Storm Damage Cleanup

    Major Disaster Declaration and FEMA Assistance

    President Biden approved Governor Cooper’s request for an expedited request declaring a Major Disaster for 25 North Carolina counties and the Eastern Band of Cherokee Indians. This declaration paves the way for Public Assistance to help our hard-hit local governments, as well as access to FEMA’s Individual Assistance program.

    FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs.     Air Force One landed at Raleigh-Durham International Airport around 4:21 pm.

    President Joe Biden and Gov. Roy Cooper disembarked about 10 minutes later.

    They were joined by U.S. Homeland Security Alejandro Mayorkas, EPA Administrator Michael Regan and FEMA Administrator Deanne Criswell.

    They were met on the tarmac by a reception line that included Congresswoman Deborah Ross, NC Attorney General Josh Stein, NC State Auditor Jessica Holmes, Morrisville Mayor TJ Crawley, Raleigh Mayor Pro Tem Jonathan Melton, Durham Mayor Leo Williams and Wake County Commission Chairwoman Shnica Thomas.

    Everyone drove to the N.C. Emergency Operations Center, where a briefing was assembled in the situation room. Biden sat with Cooper on his right and Mayorkas to Cooper’s right. N.C. Emergency Management Director Will Ray on Biden’s left and Regan to the left of Ray. Behind them, screens showed several maps of North Carolina. In front of them were gathered numerous members of North Carolina’s emergency management team, including several members of the National Guard.

    Cooper discussed the damage, saying Hurricane Helene had wiped towns “off the map, bridges damaged or completely destroyed, critical infrastructure and water systems, electrical grids, communications all remain seriously damaged. Countless homes and businesses that are lost.

    He continued, “An entire region of our state is still in a dangerous situation.”

    Cooper then said 92 search and rescue teams have saved “countless” lives before thanking the 18 states that have sent assistance to North Carolina. Cooper also said North Carolina is “grateful” for Biden and FEMA’s aid.

    “This is going to be a long and difficult recovery, but talking with person after person in Western North Carolina, I know that we can come back and that we will come back because the people of Western North Carolina are resilient,” Cooper said.

    Cooper then called on “my friend” before turning it over to Biden.

    Biden also thanked Cooper, a Democrat; South Carolina Governor Henry McMaster, a Republican; and “all the elected officials who have focused on the task at a hand. In a moment like this, we put politics aside. Or at least we should put it all aside, and we have here. There are no Democrats or Republicans, only Americans. And our job is to hep as many people as we can as quickly as we can and as thoroughly as we can.”

    Wednesday, Biden said, he’d approved a request from Cooper for the federal government to cover all of the costs of debris removal for the next six months. Cooper then led a round of applause.

    Biden said there are 70 dead North Carolinians and a hundred more who are still missing. From the air, Biden said, he could see damaged homes that had clearly been washed downstream. Chimney Rock, he said, was “reduced to piles of wood and debris. As you look down, that’s what you see as we flew over in a circle in the helicopter.”

    Biden also discussed his order that the Department of Defense move up to 1,000 soldiers from Fort Liberty up tp participate in the disaster response. Biden also said 50 StarLink satellites have been deployed, with more on the way. And FEMA is making hotel rooms and temporary housing available to victims of the storm.

    Biden then said that in the car from the airport to the Emergency Operations Center, he’d been discussing how the storm is showing how neighbors can help each other in the wake of disaster.

    “Volunteers, first responders are standing side by side. People lean on each other to pick up the pieces that are left over and that’s the best of America. I firmly believe and I’ve been saying it and saying it and saying it for three years, there’s nothing beyond our capacity to do — nothing, nothing, nothing. This is the United States of America for God’s sake. Whenever we’ve worked together, we’ve never failed to get something done,” Biden said before thanking first responders.

    Ray then welcomed Biden before giving an operational update on Helene’s impacts.

    Ray said “extreme and unrelenting” rain caused the damage to Western North Carolina. There are about 350,000 remaining power outages in Western North Carolina, Ray said. The storm caused flash flood emergencies in 21 different Western North Carolina. Ray said North Carolina is focused on life safety missions, increasing the speed of commodity distribution in Western NC and helping with infrastructure like healthcare, water, power and communications.

    There are 26 open shelters in counties with just over 1,200 occupants.

    There are North Carolina search and rescue teams operating, along with 13 from other states and 18 from the federal government, Ray said. There have been more than 5,000 search and rescue “interactions” which can include rescues, evacuations or shelter assessments.

    “The teams continue to do really incredible work in some pretty austere conditions,” Ray said.

    North Carolina has 26 aircraft in the area that have lifted over 700,000 ponds of cargo into the region.

    Ray also said that more than 33,000 North Carolinians have applied for FEMA Individual Assistance programs.

    The open press section of the meeting lasted about 17 minutes.

    My dear countrymen, Namaskar. Once again we have the opportunity to connect in Mann Ki Baat. This episode today is going to make me emotional. It’s flooding me with a lot of old memories… The reason is that this journey of ours in Mann Ki Baat is completing 10 years. 10 years ago Mann Ki Baat started on the day of Vijayadashami on the 3rd of October. And what a divine coincidence it is that this year on the 3rd of October when 10 years of Mann Ki Baat are completed, it will be the first day of Navratri. There are many phases in this long journey of Mann Ki Baat that I can never forget. Crores of listeners of Mann Ki Baat have been our companions in this journey, whose continuous support I have kept receiving. They provided information from every corner of the country.

    The listeners of Mann Ki Baat are the real anchors of this show. A commonly held belief has become so ingrained that as long as there are no spicy or negative conversations, it does not receive much attention. But Mann Ki Baat has proved that how hungry the people of the country are, for positive information. People like positive stories, inspiring examples, encouraging stories very much. Just as there is a bird called Chakor about which it is said that it drinks only raindrops. In Mann Ki Baat we saw that like the Chakor bird, people too listen with great pride to the achievements of the country, the collective achievements of the people. The 10 year long journey of Mann Ki Baat has created a garland of sorts, in which, every episode encompasses new sagas, new records; new personalities get added. Whatever work is taking place in our society with a sense of collectiveness, it gets recognition through ‘Mann Ki Baat’. My heart also swells with pride when I read the letters that come for ‘Mann Ki Baat’.

    There are so many talented people in our country… How much passion they have, to serve the country and society. They dedicate their entire life to serving people selflessly. Knowing about them fills me up with energy. This whole process of Mann Ki Baat for me is like, going to the temple to have a Darshan of The Almighty. When I remember each and every thing, each and every incident, each and every letter connected with Mann Ki Baat, I feel as if I am having a Darshan of the Janata Janaardan, the people, who are like the Almighty to me.

    Friends, today I will appreciate all people associated with Doordarshan, Prasar Bharati and All India Radio. On account of their tireless efforts, ‘Mann Ki Baat’ has reached this important milestone. I am also thankful to various TV channels, regional TV channels who have consistently broadcast it. Many media houses also ran campaigns on the issues that we raised through Mann Ki Baat. I also thank the Print media for taking it to every home. I would also like to thank those Youtubers who did many programs on Mann Ki Baat. This program can be heard in the country’s 22 languages, besides 12 foreign languages ​​as well. I love it when people say that they, listened to the Mann Ki Baat program in their local language. Many of you might know that, a quiz competition based on the Mann Ki Baat program is also going on, in which any person can take part. By visiting MyGov.in and win prizes too. Today, at this important juncture, I once again seek your blessings – With a pure heart and complete dedication… May I continue singing songs of the greatness of the people of India… May we all continue to celebrate the collective power of the nation in this way… This is my prayer to God, this is my prayer to the people.

    My dear countrymen, for the last few weeks it has been raining heavily in different parts of the country. This rainy season reminds us how important ‘water conservation’ is… how important it is to save water.

    Water saved during rainy days helps a lot during water scarcity months, and that’s the spirit of campaigns like ‘Catch The Rain’. I am happy that many people are taking new initiatives to conserve water. One such effort has been witnessed in Jhansi, Uttar Pradesh.

    You know that ‘Jhansi’ is in Bundelkhand, whose identity is linked with water scarcity. Here, in Jhansi, some women have given a new lease of life to the Ghurari river. These women are associated with a Self Help Group and they have led this campaign by becoming ‘Jal Saheli’. No one would have ever imagined the way these women have saved the dying Ghurari river. These Jal Saheli created a check dam by filling sand in sacks, stopped the rain water from getting wasted and filled the river to the brim with water. These women have enthusiastically contributed to the construction of hundreds of reservoirs and their revival. This has not only solved the water problem of the people of this area; Happiness too has returned to their faces.

    Friends, at some places woman power enhances water power whereas at other places water power also strengthens woman power. I have come to know about two very inspiring efforts from Madhya Pradesh. Here in Raipura Village of Dindori, construction of a large pond has raised the groundwater level considerably. The women of this village benefited from this. Here the women associated with ‘Sharada Aajeevika Self Help Group’ have also entered into a new occupation of fish farming. These women have also started a Fish Parlour where their income is also enhancing through the sale of the fish. The efforts of women in Chhatarpur, Madhya Pradesh are also commendable. When the big pond of Khomp village started drying up, the women took the initiative to rejuvenate it. The women of ‘Hari Bagiya Self Help Group’ removed a large amount of silt from the pond… they used the silt removed from the pond on barren land to set up a fruit forest.

    Due to the hard work of these women, not only has the pond been filled with water, but the crop yield has also increased substantially. Such efforts of water conservation being done in every nook & corner of the country will prove very helpful in dealing with the water crisis. I fully trust that you too will definitely join such efforts happening around you.

    My dear countrymen, there is a border village ‘Jhala’ in Uttarkashi of Uttarakhand. The youth here have started a special initiative to keep their village clean. They are running a campaign, ‘Dhanyvaad Prakriti’ or ‘Thank you nature’ in their village. As part of this, the village is cleaned for two hours every day. The garbage scattered in the streets of the village is collected and dumped at a designated place outside the village. Due to this, Jhala village is also turning clean and people are becoming aware as well. Just imagine, if every village, every street, every locality in your area starts a similar ‘Thank You’ campaign, how much change can come about!

    Friends, a cleanliness drive is being promoted aggressively on the beach of Puducherry too. Here, a woman named Ramya ji is leading a team of youth from Mahe Municipality & its surrounding area. The people of this team, through their efforts, are cleaning the Mahe Area, especially the beaches in the vicinity.

    Friends, I have discussed only two efforts here. But if we look around, we will find that in every part of the country, some unique effort or the other is definitely going on, associated with ‘cleanliness’. Just a few days later, on the 2nd of October, the Swachh Bharat Mission is completing 10 years. This is an occassion to commend those who turned it into such a big mass movement in Indian history. It is also a befitting tribute to Mahatma Gandhi, who dedicated his entire life to this cause.

    Friends, today it is the success of the ‘Swachh Bharat Mission’ that the Waste to Wealth’ mantra is becoming popular among people. People have started talking about Reduce, Reuse and Recycle, citing their examples as well. Like I just came to know about a great effort in Kozhikode, Kerala. Here, Seventy four (74) years old Subramanian ji has repaired more than 23 thousand chairs and thus made them re-usable again. People also call him ‘Reduce, Reuse and Recycle’, that is, RRR, (Triple R) Champion. His unique efforts can also be seen at the offices of Kozhikode Civil Station, PWD & LIC.

    Friends, we have to connect as many people as possible with the ongoing campaign for cleanliness. And this is not a campaign for one day or one year; it is a task to be undertaken continuously for ages. This is work to be done until ‘cleanliness’ becomes our nature. I request all of you to take part in the cleanliness campaign along with your family, friends, neighbors or colleagues. I once again congratulate all of you on the success of the ‘Swachh Bharat Mission’.

    My dear countrymen, we are all very proud of our heritage. And I always say ‘Development as well as Heritage’. That is why I am getting a lot of messages about a particular aspect of my recent visit to the US. Once again, there is a lot of discussion about the return of our ancient artefacts. I can understand your feelings about this and I would also like to tell the listeners of Mann Ki Baat about it.

    Friends, during my visit to the US, the US government has returned around… 300 Ancient Artefacts to India. US President Biden, very affectionately, showed me some of these artefacts in his private residence at Delaware. Returned Artefacts are made of materials such as Terracotta, Stone, ivory, wood, copper and bronze. Many of these are four thousand years old. The US has returned artefacts dating back to 4000 years… those from the 19th century as well.

    These include vases, terracotta plaques of gods and goddesses, statues of Jain Tirthankaras, as well as statues of Bhagwan Buddha and Bhagwan Shri Krishna are among the returned artefacts. Several animal statuettes are also among the returned items. From Jammu and Kashmir, terracotta tiles bearing male and female figures are very interesting. These include bronze idols of Bhagwan Ganesha from Southern India as well. A large number of images of Bhagwan Vishnu are also among the returned artefacts. These are mainly from Northern and Southern India. Looking at these artefacts, one realises how much attention our ancestors paid to intricate detailing. They had a great understanding of art. Many of these artefacts were taken out of the country through smuggling and other illegal means – this is a serious crime… in a way it is like destroying our heritage, but I am very happy that in the last decade, many such artefacts and many elements of our ancient heritage have been brought back home. Today, India is also working with many countries as well in this direction. I believe that when we are proud of our heritage, the world also respects it, and as a result of that, today many countries of the world are returning to us such artefacts that were taken away from here.

    My dear friends, if I ask you which language a child learns most easily and quickly – your answer will be ‘mother tongue’. In our country almost twenty thousand languages ​​and dialects are there and each one of them is surely a  mother tongue of someone or the other. There are some languages ​​which are used by very few people, but you will be happy to know that today, unique efforts are being made to preserve those languages. One such language is our ‘Santhali’ language. A campaign has been started to give a new identity to Santhali with the help of digital innovation. ‘Santhali’ is spoken by the people of the Santhal tribal community residing in many states of our country.

    Apart from India, tribal communities speaking Santhali are also present in Bangladesh, Nepal and Bhutan. Shriman Ramjeet Tudu, resident of Mayurbhanj, Odisha is running a campaign to create an online identity of the Santhali language. Ramjeet ji has prepared a digital platform where literature related to the Santhali language can be read and written in Santhali language. Actually, a few years ago when Ramjit ji started using the mobile phone, he was saddened by the fact that he could not send messages in his mother tongue. After that, he started exploring the possibilities of typing ‘Ol Chiki’, script of the Santhali language. With the help of some of his friends, he developed the technique of typing in ‘Ol Chiki’. Today, due to his efforts, articles written in Santhali language are reaching millions of people.

    Friends, when there’s a confluence of our strong resolve and collective participation, it leads to amazing results for the entire society. Its most recent example is ‘Ek Ped Maa Ke Naam’ – this was an amazing campaign; such an example of public participation is truly inspiring. People in every nook & corner of the country have done wonders in this campaign which was started for conservation of the environment. Uttar Pradesh, Gujarat, Madhya Pradesh, Rajasthan and Telangana have created a new record by planting more saplings than the set target. Under this campaign, more than 26 crore saplings have been planted in Uttar Pradesh. The people of Gujarat planted more than 15 crore saplings. More than 6 crore saplings were planted in Rajasthan in the month of August alone. Thousands of schools in the country are also participating in this campaign with great enthusiasm.

    Friends, many examples related to tree planting campaigns keep coming to the fore in our country. One such example is that of K.N. Rajasekhar ji of Telangana. His commitment to planting trees amazes us all. About four years ago, he started a tree planting campaign. He decided that he would certainly plant a tree every day.

    He followed this campaign like a strict vow. He has planted more than 1500 saplings. The most remarkable point is that even after becoming a victim of a mishap this year, he did not waver from his resolve. I heartily appreciate all such efforts. I also request you to join this sacred campaign ‘Ek Ped Maa Ke Naam’.

    My dear friends, you must have seen… there are some people around us who do not lose patience in any adversity, rather they learn from it. Subhashri, one such lady, with her efforts, has created a wonderful garden of rare and very useful herbs. She is a resident of Madurai in Tamil Nadu. Though she is a teacher by profession, she also has great affinity towards medicinal herbs. This affection of hers started in the eighties when her father was bitten by a poisonous snake. At that time, traditional herbs helped her father recover to quite an extent. After this incident, she started exploring traditional medicines and herbs. Today, she has a unique herbal garden in Verichiyur village of Madurai, in which there are more than 500 rare medicinal plants. She has worked very hard to prepare this garden… In search of every plant, she travelled far and wide, gathered information and many a time asked for help from other people. During Covid, she made available to the people immunity boosting herbs. Today people come from far and wide to see her herbal garden. She imparts information about herbal plants and their uses to everyone. Subashree is carrying forward our traditional heritage, which has been a part of our culture for hundreds of years. Her herbal garden connects our past to the future. Our best wishes to her.

              Friends, in these changing times, the nature of jobs is changing and new sectors are emerging… Such as gaming, animation, reel making, film making or poster making. If you can perform well in any of these skills… your talent can get a very big platform… if you are a part of a band or working for a community radio, then also there is a huge opportunity for you.

    In order to promote your talent and creativity, The Ministry of Information and Broadcasting, Government of India has started 25 challenges under the theme, ‘Create in India’. You will surely find these challenges interesting. Some challenges even focus on music, education and even on anti-piracy. There are many professional organisations associated with this objective and are providing full support to these challenges. In order to participate, you can log in to wavesindia.org. I specially urge the creators in the country to ensure participation and bring their creativity to the fore.

              My dear countrymen, this month marks the culmination of 10 years of another important campaign. The success of this campaign includes the contribution of the country’s big industries as well as small shopkeepers. I am talking about ‘Make in India’. Today, it gives me immense joy to see that the poor, the middle class and MSMEs are getting a lot of benefit from this campaign. This campaign has provided an opportunity to people of every class to showcase their talent. Today, India has become a manufacturing powerhouse and it is because of the youth power of the country that the whole world is looking up to us. Be it automobiles, textiles, aviation, electronics or defence… every sector in the country’s exports are constantly on the rise. The continual rise of FDI in the country is narrating the success saga of Make In India. Now we are mainly focussing on two things… The first is ‘Quality’, that is, goods made in our country should be of global standards… and the other is ‘Vocal for Local. That means, local products should get maximum promotion. In ‘Mann Ki Baat’ we’ve also discussed #MyProductMyPride’. How the people of the country can benefit from promoting local products can be understood through an example.

    In Bhandara district of Maharashtra, there is an old textile tradition of, ‘Bhandara Tussar Silk Handloom’. Tussar Silk, is known for its colour, design and strength. In some areas of Bhandara, more than 50 ‘Self Help Groups are working to preserve it. Women have a huge participation in that. This silk is fast becoming popular and empowering local communities… and that is the spirit of ‘Make in India’.

              Friends, in this festive season you can once again reiterate your old resolves. Anything you buy, should necessarily be ‘Made in India’… Anything you gift that too should be Made In India. Merely buying earthen lamps is not ‘Vocal for Local’. You should promote local products made in your area more and more. Any such product, that has been made with the sweat of an Indian artisan, that is made on Indian soil, is our pride – we always have to lend glory to this pride.

    The Prime Minister, Shri Narendra Modi laid the foundation stone, inaugurated and dedicated to the nation various projects in Maharashtra worth over Rs 11,200 crore via video conferencing today.

    Addressing the occasion, the Prime Minister recalled the cancellation of his event in Pune due to bad weather two days ago and credited technology for today’s virtual event saying that this land of inspiration of great personalities is witnessing a new chapter of Maharashtra’s development. Shri Modi mentioned the inauguration of the Pune Metro section of District Court to Swargate and laying the foundation stone for Swargate-Katraj Extension of Pune Metro Phase-1 today. He also touched upon laying the foundation stone for Memorial for Krantijyoti Savitribai Phule’s First Girls’ School at Bhidewada and expressed satisfaction with the fast progress towards increasing ease of living in Pune.

    “Devotees of Bhagwan Vitthal have also received a special present today”, the Prime Minister said, referring to the inauguration of Solapur Airport to establish direct air connectivity to the city. He informed that the terminal capacity has increased and new services and facilities have been created for the passengers after the completion of the upgradation work of the existing airport, thereby increasing convenience for the devotees of Bhagwan Vitthal. He further added that the airport would also give a boost to businesses, industries and tourism and congratulated the people of Maharashtra for today’s development projects.

    “Today, Maharashtra needs big goals with new resolutions ”, the Prime Minister remarked, emphasizing the need to make cities like Pune a center of progress and urban development. Talking about Pune’s progress and the pressure of the growing population, the Prime Minister said steps need to be taken now to augment development and capacity . To achieve this goal, the Prime Minister said that the present state government is working with the approach of modernizing Pune’s public transport and giving a boost to connectivity as the city expands.

    The Prime Minister recalled that discussions about Pune Metro began in 2008 but its foundation stone was laid in 2016 when quick decisions were taken by his government. As a result, the Prime Minister said, today Pune Metro is gaining speed and expanding. Referring to today’s projects, Shri Modi said on the one hand Pune Metro section of District Court to Swargate has been inaugurated while on the other hand foundation stone for Swargate to Katraj line has also been laid. He recalled inaugurating the metro service from Ruby Hall Clinic to Ramwadi in March this year. The Prime Minister lauded the work done for the expansion of Pune Metro from 2016 till now because of faster decision-making and removing obstacles. He pointed out that the present government has prepared a modern network of metro in Pune while the previous government could barely construct a single Metro pillar in 8 years.

    Shri Modi underscored the importance of development-driven governance in ensuring Maharashtra’s progress, emphasizing that any disruption in this continuity leads to significant losses for the state. He highlighted various stalled projects, from Metro initiatives to the Mumbai-Ahmedabad bullet train and critical irrigation projects for farmers, which were delayed before the advent of the double-engine government.

    The Prime Minister spoke about the Bidkin Industrial Area, a vital component of the Auric City conceptualized during the tenure of the then Chief Minister Devendra Fadnavis. The project, located on the Delhi-Mumbai Industrial Corridor had faced obstacles but was revived under the leadership of the double-engine government headed by Chief Minister Eknath Shinde. Shri Modi announced the dedication of the Bidkin Industrial Node to the nation, highlighting its potential to bring significant investments and employment opportunities to the region. “With the development of the Bidkin Industrial Area across 8,000 acres, thousands of crores of investment will flow into Maharashtra, creating jobs for thousands of youth,” said the Prime Minister. He emphasized that the mantra of creating jobs through investment is becoming a major strength of the youth in Maharashtra today. Shri Modi reiterated that modernization should be based on the country’s core values and emphasized that India will modernize and develop while carrying forward its rich heritage. He said both future-ready infrastructure and the benefits of development reaching every section are equally important for Maharashtra and underlined that it can become a reality when every section of society participates in the development of the country.

    The Prime Minister emphasized the pivotal role of women’s leadership in societal transformation. He paid tribute to Maharashtra’s legacy of women’s empowerment, particularly the efforts of Savitribai Phule, who initiated the movement for women’s education by opening first girls’ school. The Prime Minister laid the foundation stone for the Savitribai Phule Memorial, which will include a skill development center, a library, and other essential facilities. Shri Modi expressed confidence that the memorial will serve as a lasting tribute to the social reform movement and inspire future generations.

    The Prime Minister highlighted the immense challenges faced by women in pre-independence India, particularly in accessing education, and praised visionaries like Savitribai Phule for opening the doors of education for women. The Prime Minister noted that despite gaining independence, the country struggled to fully shed the mindset of the past and pointed out the previous governments who restricted women’s access in many sectors. He said that a lack of basic infrastructure like toilets in schools would lead to a high dropout rate for girls. Shri Modi said that the present government transformed the outdated systems, including the admission of women in Sainik Schools and roles within the armed forces and also addressed the issue of pregnant women having to quit their work. The Prime Minister outlined the significant impact of the Swachh Bharat Abhiyan and said that its biggest beneficiaries are daughters and women who have been freed from the hardship of open defecation. He also noted that school sanitation improvements have reduced the dropout rate for girls. Shri Modi  touched upon strict laws for the safety of women and Nari Shakti Vandan Adhiniyam which ensures women’s leadership in India’s democratic process. “When the door of every sector opens up for our daughters, only then do the real doors of progress open for the country”, Shri Modi said expressing confidence that Savitribai Phule Memorial will give further energy to these resolutions and the campaign for women empowerment.

    Concluding the address, the Prime Minister reaffirmed his belief in Maharashtra’s pivotal role in guiding the nation towards development and said, “Together we will achieve this goal of ‘Viskit Maharashtra, Viksit Bharat”.

    Background

    The Prime Minister inaugurated the Pune Metro section of District Court to Swargate which will also mark the completion of Pune Metro Rail Project (Phase-1). The cost of the underground section between District Court to Swargate is around Rs 1,810 crore. Further, the Prime Minister laid the foundation stone for Swargate-Katraj Extension of Pune Metro Phase-1 to be developed at the cost of around Rs 2,955 crore. This southern extension of around 5.46 km is completely underground with three stations namely Market Yard, Padmavati and Katraj.

    The Prime Minister dedicated to the nation Bidkin Industrial Area, a transformative project covering an expansive 7,855 acres under the National Industrial Corridor Development Program of Govt. of India, situated 20 kms south of Chhatrapati Sambhajinagar in Maharashtra. The project developed under Delhi Mumbai Industrial Corridor holds immense potential as a vibrant economic hub in the Marathwada region. Central Government has approved this project with an overall project cost of over Rs 6,400 crore for development in 3 phases.

    The Prime Minister also inaugurated the Solapur Airport which would significantly improve connectivity, making Solapur more accessible to tourists, business travellers and investors. The existing terminal Building of Solapur has been revamped to serve around 4.1 lakh passengers annually. Further, the Prime Minister laid the foundation stone for the Memorial for Krantijyoti Savitribai Phule’s First Girls’ School at Bhidewada.

    Marking a decade of the transformative Make in India initiative, Minister of Commerce and Industry, Shri Piyush Goyal, today urged the Indian industry to  focus on prioritizing the production of high-quality goods to promote Brand India through sustainable practices in line with Prime Minister’s vision of Make in India with “Zero Effect; Zero Defect”.

    Shri Goyal said this while engaging with the CEOs of over 140 PLI beneficiary companies in an interactive session, celebrating their achievements under the Production Linked Incentive (PLI) Scheme.

    Addressing the gathering, Shri Piyush Goyal applauded the efforts of PLI beneficiary companies which have been instrumental in driving growth across vital sectors, creating jobs, and positioning India as a global leader in manufacturing. Shri Goyal also expressed gratitude to global champions for their dedication, significant investment in producing innovative products and contribution in generating employment through the PLI Schemes.

    Shri Goyal further urged CEOs to focus on increasing domestic value addition in their products to make India self-reliant. He also urged the industry to support domestic manufacturers in this regard.

    During the three hour long interaction, CEOs of beneficiary companies shared their perspectives on the PLI Schemes, offering valuable insights into their experiences, success stories, and suggestions for improving the schemes’ effectiveness and streamlining implementation. The discussion provided a productive platform for open communication between industry stakeholders and the Government. He also sought feedback from industry leaders on decriminalization/ liberalization of laws to promote ease of doing business.

    Shri Goyal encouraged continued dialogue between industry leaders and the government through implementing Ministries/ Departments & respective PMAs in coordination with DPIIT, emphasizing the importance of policy support and creating an enabling environment for future growth. He mentioned that the industry stakeholders may approach Invest India, National Investment Promotion and Facilitation Agency, to facilitate technology transfer & foreign collaborations.

    Shri Goyal thanked global champions for their hard work, massive investment & generating employment under PLI Schemes. He further stated that the Government is committed in fast tracking all the necessary approvals related to PLI industry and also providing handholding support in achieving greater market access.

    Senior officials from implementing Ministries/ Departments and Project Management Agencies (PMAs) were also present. The interaction focused on the tangible outcomes delivered by PLI Scheme across 14 sectors, which has led to a manufacturing surge and transcended India’s global competitiveness.

    Mann ki Baat

    As a part of the interaction, all the participants tuned in to the 114th edition of Prime Minister’s Mann ki Baat broadcast wherein Hon’ble Prime Minister reflected on how Make in India” campaign has contributed in making India a manufacturing powerhouse resulting in increased exports in electronics, defence, textiles, aviation, automobiles among other sectors along with continuous rise in Foreign Direct Investment (FDI). Hon’ble Prime Minister emphasized that the country is now focussing on “Quality: Products of Global Standards” and “Vocal for Local: Promotion of Local Products”.

    PLI Impact

    Overall achievement of PLI Schemes was also discussed during the meeting. Actual investment of Rs. 1.46 lakh crore has been realized (till August’24) and is likely to reach Rs. 2 lakh crore in the next year or so. This has resulted in production/ sales worth Rs. 12.50 lakh crore and employment generation of around 9.5 lakhs (direct & indirect) which is expected to reach 12 lakhs soon. Exports have exceeded Rs. 4 lakh crore, with substantial contribution from key sectors such as electronics, pharmaceuticals & food processing.

    In the electronics sector, mobile phone manufacturing now accounts for half of India’s total output, with a 3x increase in exports since FY 2020-21. The pharmaceutical industry has revitalized domestic production of bulk drugs and complex generics, reducing import dependence. In the automobile sector, global champions have rolled out electric vehicles, with substantial investment in the country. The medical devices industry has seen technology transfers for critical equipment like CT scanners, fostering local production. Similarly, the food processing sector contributed to sustainable agricultural practices and production of millet and organic products. Emerging sectors like drones have experienced a sevenfold increase in turnover, driven by MSEMs & Startups. Solar PV Module and specialty steel industries are also witnessing robust growth, with significant investments and localized production.

    Antarctic-related activities based in New Zealand contributed nearly a quarter of a billion dollars to the New Zealand economy last year.

    Antarctica New Zealand has released a report that analyses the economic impact of Antarctic-related activities on the Canterbury and New Zealand economies. The biennial report, produced by Lincoln University and supported by the Christchurch Antarctic Office, highlights substantial economic benefits and underscores the strategic importance of Antarctica to New Zealand.

    Key findings reveal that Antarctic-related activities based in New Zealand continue to be a significant economic driver, contributing $229.3 million* to the national economy in 2023.

    The study covers five industry sectors: National Antarctic Programmes, tourism, fishing, education and research and Antarctic heritage. In 2020 and 2021, economic contributions from these sectors were affected by the COVID-19 pandemic. However, the figures have now surpassed pre-COVID levels.

    Antarctica New Zealand Acting Chief Executive, Jordy Hendrikx says, as one of only five Antarctic Gateway cities around the world, Christchurch serves as New Zealand’s Antarctic hub.

    “Christchurch has been used as a deployment port to Antarctica for more than a century. It’s an important part of the city’s history. It’s also an important part of the economy, with Antarctic-related activities generating $158.3 million in the region.

    “Being a gateway city is part of our DNA. When the US Airforce Globemasters fly into Christchurch in October for the start of the research season, the whole city comes out to see them fly over,” he says.

    David Tayler, head of the Christchurch Antarctic Office, says the city plays a crucial role in Antarctic operations and its connection with Antarctica is an opportunity for innovation, research and climate awareness.

    “The Antarctic community supports over 3,000 full-time jobs in Canterbury, which delivers significant economic impact. Our gateway status is ingrained in Ōtautahi Christchurch. While our geographic location provides a strategic advantage, it is our network of businesses and world-class infrastructure that truly distinguishes us. State-of-the-art airports, ports and specialised services make us a pivotal hub for National Antarctic Programmes and the expertise and support provided by Christchurch’s Antarctic Network sets us apart globally.”

    More than 800 firms were identified as supplying goods and services to the four National Antarctic Programmes based in Christchurch (New Zealand, United States, Italy and South Korea).

    The report’s findings underscore the critical role of ongoing investment and collaboration in Antarctica, positioning New Zealand as a leader in Antarctic research and environmental stewardship.

  • MIL-OSI New Zealand: Aviation Education – NMIT Aeronautical engineering programme takes flight in Nelson

    In response to a domestic and global shortage in aviation engineers, NMIT has extended its aeronautical engineering programme.
    A refreshed Certificate programme, developed in consultation with national industry partners, is kicking off in Nelson in 2025, complementing NMIT’s popular Woodbourne-based programmes. This means budding engineers can choose both their location and their time commitment – with either a one or two-year programme available – before embarking on a career in aviation, ultimately helping to address the shortfall in aviation engineers.
    NMIT has a proud history as New Zealand’s only tertiary institute training our future aeronautical engineers. Current programmes are all based at Woodbourne Airbase, and a close relationship with New Zealand Defence Force and the commercial aviation industry has meant NMIT’s programmes have grown and developed according to the needs of the industry and learners. The programmes have an excellent reputation with aircraft maintenance engineers in the aviation industry in New Zealand and abroad.
    The updated Level 3 Certificate in Aeronautical Engineering (Specialist Support) (General Aviation) means students can complete their qualification in one year. They can then choose to continue into the Level 4 Certificate programme or enter the workforce.
    The first Nelson-based cohort in the updated Level 3 Certificate programme will begin in February 2025. A newly fitted-out hangar-style building on NMIT’s Hardy Street campus offers world-class specialist equipment. With the choice of either Nelson or Woodbourne to study in 2025, word has already spread, and the programme is gaining a lot of interest, with the February intake almost full.
    The programme equips students with core aircraft maintenance skills such as using aeronautical engineering tools, adhering to safety protocols, and performing aircraft repairs and overhauls. It also delves into aircraft systems, the role of human factors in engineering, and the importance of teamwork. It attracts learners already in the aviation industry who want to level up their skills, as well as those wanting to pursue a career in aviation in New Zealand or overseas.
    Reid Carnegie, Curriculum Area Manager for Aviation says the programme ticks a lot of boxes.
    “We’ve historically seen high demand for the two-year Certificate and we’ve been looking at ways to expand and update the programme. We know aviation engineers are highly sought-after and it’s crucial we keep meeting the needs of the industry. After listening to our industry partners, including Air New Zealand, we’re confident this new format and additional location will prove very popular,” he says.
    As the next step, from 2026 the Level 4 Certificate will become a one-year qualification in block course format, meaning learners can either study fulltime or continue working throughout the year and attend one-week blocks of learning as they work towards the Certificate.
    International students enrolling in NMIT’s Level 3 and then the Level 4 Aviation Engineering programme can apply for a New Zealand study visa. Studying these programmes meets the visa requirements, allowing students to live, study, and work in New Zealand. After completing their studies, students may also be eligible for a post-study work visa. This multi-state agency response will include the Florida Division of Emergency Management, Florida State Guard, Florida National Guard, Florida Department of Transportation, Florida Fish and Wildlife Commission, Florida Law Enforcement Coordination Task Force, and a Law Enforcement Strike Team. Additionally, today Governor Ron DeSantis announced that Floridians seeking rescue in Western North Carolina will be aided by the State of Florida.     Critical supplies are starting to reach Western North Carolina communities hit hard by devastating Hurricane Helene as crews make progress toward restoring power and cell phone service and repairing roads.

    Food, water and other needs are arriving in Asheville and also being airlifted by the North Carolina National Guard into counties across Western North Carolina. Cellphone providers are working to fix the damage and get stopgap solutions in place and rapid progress is being made. Across the region, more than 500,000 customers remain without power, down from a peak of more than one million.  

    “People are desperate for help — and we are pushing to get it to them. Please know that we are sending resources, and coordinating closely with local governments, first responders, state and federal partners, and volunteer organizations to help those impacted by this tragic storm,” Governor Roy Cooper said. “This is an unprecedented tragedy that requires an unprecedented response.”

    NC National Guard members are working alongside local emergency responders conducting search and rescue missions, delivering needed supplies, and helping to restore infrastructure. Approximately 550 North Carolina National Guard personnel have been deployed in response to the storm, along with more than 100 vehicles and 11 aircraft.

    Twenty-four emergency shelters have opened, providing capacity for 942 residents. Shelter information can be found at readync.gov.

    Eleven storm-related deaths have been confirmed in North Carolina in the wake of Hurricane Helene and dozens of people have been reported missing. This number is the confirmed number reported by North Carolina Office of the Chief Medical Examiner and is expected to rise. First responders have received hundreds of calls for rescue and more than 1,000 requests for welfare checks. State search and rescue teams have conducted hundreds of rescues and are being assisted from teams from more than a dozen other states.

    More than 1,600 North Carolina Department of Transportation employees and contract crews are working to clear roads and get them open again, but 280 state-maintained roads remain closed including parts of Interstate 40 and Interstate 26. NCDOT is getting food and water supply trucks, power and cellphone utility trucks, and other vehicles through damaged roads and into Western North Carolina.

    People are urged to stay off Western North Carolina roads so that emergency responders, utility crews, and desperately needed supplies can get through. Real time road conditions are available at drivenc.gov.

    The federal government late yesterday granted Gov. Cooper’s request for a Federal Major Disaster Declaration, providing immediate help for 25 North Carolina counties and the Eastern Band of Cherokee Indians. This disaster declaration will provide both individual assistance for people living in those counties and public assistance to reimburse local governments, state agencies and non-profits for funds spent repairing facilities and infrastructure. Additional information about these resources can be found at disasterassistance.gov or by calling the FEMA helpline at 1-800-621-3362.

    Residents affected by the storm should pay close attention to advisories and updates from their local government and emergency services, as this is an evolving situation. Residents with storm-related issues or questions should call 211 for assistance and press 1. This includes requests for welfare checks for loved ones in the affected area.     Two days post-disaster and the country is showing up for us. More than 30 swift water and helicopter rescue crews from across North Carolina and seven nearby states have rescued more than 200 people since Thursday. Thousands of linemen from across North America, including crews from Canada, have been deployed to our community to restore power, and we’ve seen the state come together to transport dozens of trucks filled with potable water and food to our shelters.

    While resources are certainly on the top of many communities’ minds, I have heard from numerous families that are still trying to connect with their loved ones who may be in areas with limited cell service. Residents trying to connect with family members may call NC 211 (or 1-888-892-1162 if calling from out-of-state) to report missing loved ones.

    Additionally, people in the impacted areas can indicate that they are safe by reporting themselves safe through Red Cross Reunification by calling 1-800-ED-CROSS (1-800-733-2767). Please only use 911 for life-threatening emergencies so the lines remain open for critical situations.

    Lastly, North Carolina has officially received a Major Disaster Declaration, making individuals in Buncombe, Clay, Haywood, Henderson, Jackson, Macon, Madison, McDowell, Polk, Rutherford, Transylvania, and Yancey Counties and the Eastern Band of Cherokee Indians eligible for Individual Assistance through the Federal Emergency Management Agency.

    Individual Assistance provides financial aid and services to eligible individuals and households that have been affected by a disaster to assist with the recovery process. Individuals can officially begin applying for Individual Assistance online at http://www.DisasterAssistance.gov, or by calling the application phone number at 1-800-621-3362 (TTY: 800-462-7585) between 7 a.m. and 10 p.m. EST.

    Just a reminder that today is update number two of many, with more information to follow in the coming days. Please make sure to read everything and share it with your friends and family.

    Food and Water

    • Supplying drinkable water remains a top priority for emergency crews.
      • Water plants in Haywood, Jackson, Rutherford and Yancey counties are closed, impacting tens of thousands of households.
      • A total of 17 water plants have reported having no power and an additional 23 are operating on backup power.
    • A total of 50 water systems are on a system-wide boil water advisory.
    • Dozens of trucks with potable water and meals have successfully been delivered to western NC, including to the WNC Agricultural Center, and many more are en route.
      • Air operations for food and water deliveries began Saturday afternoon in areas without roadway access.
    • Walmart, Sam’s Club, and the Walmart Foundation have committed up to $6 million in support of hurricane relief efforts, including donations of food, water, essential supplies and grants to organizations providing relief.
    • My office continues to work with additional private companies to get much needed food and water delivered across our district.

    Power and Gas

    • Power outages remain widespread in Western North Carolina, but NCDOT is working diligently to clear roadways and increase accessibility for repairs.
      • Currently, there is still no established timeline for restorations, but Duke Energy hopes to publish restoration power timelines in the coming days.
      • I will keep you posted when we learn of those timelines.
    • Energy providers are working around the clock to restore power and have successfully restored power for over 544,000 customers across the state, but here is the lay of the land in NC-11:
      • 630,000 customer accounts remained without power Saturday afternoon.
        • The bulk of the outages are in Buncombe County.
      • 3,400 critical customer accounts are out – critical accounts include hospitals, fire stations, police, EMS, water treatment facilities, etc.
        • 1,600 are healthcare accounts
        • 200 are nursing facilities
          • As of Saturday evening, power has been restored to AdventHealth in Fletcher and my office has been assured that power at Pardee Hospital should be restored later this afternoon, Sunday, September 29.
        • 360 substations are out
          • A substation is responsible for transmitting electricity throughout Western North Carolina.
            • Many of these substations were completely flooded and Duke Energy is unable to assess the damage until the flooding has lowered, the water has been pumped out and the equipment is thoroughly dried.
          • The flooding provides a unique challenge not previously faced by substations in Western North Carolina.
            • There is a high likelihood that the substations are not reparable, and replacement of the substation equipment will be necessary.
            • Duke Energy is prepared to both repair or replace damaged equipment once the equipment has been dried and assessments are complete.
        • Duke Energy continues to warn that Western North Carolinians should be prepared for multi-day outages.
          • Over 11,000 linemen are continuing to work quickly and safely on repairs, including additional crews from 19 states and Canada.

    Roads

    Asheville Regional Airport

    • Asheville Regional Airport closed mid-day on Friday, September 27, due to risk of flooding.
    • The airport was expected to reopen by mid-day Saturday, September 28, but was unable to do so.
      • The airport was unable to reopen for commercial flights due to a lack of internet service, preventing commercial airlines from processing their passengers for boarding.
      • No commercial flights are permitted in or out of Asheville Regional Airport at this time.
    • Asheville Regional Airport has reopened for non-commercial air traffic, including planes delivering National Guard supplies for in-need counties.

    Secretary Austin has been receiving updates from and providing guidance to his team throughout the weekend on the latest developments in the Middle East. He and DoD leaders remain focused on the protection of U.S. citizens and forces in the region, the defense of Israel, and the de-escalation of the situation through deterrence and diplomacy. Secretary Austin stressed that the United States is determined to prevent Iran and Iranian-backed partners and proxies from exploiting the situation or expanding the conflict. Secretary Austin made clear that should Iran, its partners, or its proxies use this moment to target American personnel or interests in the region, the United States will take every necessary measure to defend our people.
     
    The United States retains the capability to deploy forces on short notice. The Department of Defense continues to maintain a significant amount of capability in the region and to dynamically adjust our force posture based on the evolving security situation.  The Secretary has directed that the USS ABRAHAM LINCOLN Carrier Strike Group (CSG) remain in the USCENTCOM theater and that the USS Wasp Amphibious Ready Group / Marine Expeditionary Unit (ARG/MEU) will continue to operate in the Eastern Mediterranean. This afloat posture is complemented by DoD’s elevated fighter and attack squadron presence, including F-22, F-15E, F-16, and A-10 aircraft, and we will further reinforce our defensive air-support capabilities in the coming days. 
     
    The Secretary has also increased the readiness of additional U.S. forces to deploy, elevating our preparedness to respond to various contingencies. And DoD maintains robust and integrated air-defense capabilities across the Middle East, ensuring the protection of U.S. forces operating in the region.

  • MIL-OSI China: 4 killed, 49 wounded in Israeli airstrikes on Yemen’s Hodeidah

    At least four people were killed and 49 others wounded on Sunday in Israeli airstrikes on Yemen’s Red Sea port city of Hodeidah, the Houthi-run al-Masirah TV reported, citing health sources.

    The al-Masirah TV described the attacks as “Israeli aggression,” detailing that the port in the Ras Issa area and power stations in the districts of Al-Hali and Al-Katheeb were attacked.

    “Four people were killed, including a port worker and three engineers at Al-Hali electricity power station,” the television said, adding that 49 others were injured and rescue operations are still ongoing.

    Earlier in the day, Israel’s military said it had conducted airstrikes on Houthi targets in Hodeidah, striking power plants and a seaport which it alleged the Houthis used for transferring weapons, military supplies, and oil.

    The air raid involved dozens of aircraft, including fighter jets, mid-air refueling planes, and intelligence aircraft, with the targets located approximately 1,800 km from Israel.

    A pro-government Yemeni official, speaking on condition of anonymity, told Xinhua that more than ten airstrikes targeted key infrastructure, including oil tanks, airport, and other port facilities along the Red Sea coast.

    Meanwhile, residents said they heard jets roaring overhead, and ambulances were seen rushing through the streets. They added that Houthi fighters have cordoned off the targeted areas.

    Meanwhile, the Houthi group issued a statement, informing residents in areas under its control that “it has already taken the necessary measures for any emergency and that the fuel supply is stable.”

    The Israeli military said that “the strikes were carried out in response to recent attacks by the Houthis against Israel,” referring to two missiles launched toward central Israel from Yemen — one fired at a military target in the Jaffa area of Tel Aviv on Friday and the other targeting the Ben Gurion Airport, near Tel Aviv, on Saturday. Both missiles, intercepted by Israel’s aerial defenses, caused no injuries.

    The Israeli airstrikes on Houthi targets expanded its confrontation with Iran’s allies in the region after killing Hezbollah’s top leader, Sayyed Hassan Nasrallah, on Friday in an escalating conflict in Lebanon.

    Yemen’s Houthis have launched sporadic attacks on Israel and disrupted “Israeli-linked” shipping in the Red Sea since November last year, allegedly to support Palestinians in their conflict with Israelis.

  • MIL-OSI China: Experts report big boom in summer travel

    China’s tourism market rebounded strongly this summer, with travel experts reporting significant growth in passenger numbers, spending, and both inbound and outbound trips as the country continues to emerge from the COVID-19 pandemic.

    Domestically, travel surged during the summer holiday, which typically runs from early July to late August. The Civil Aviation Administration reported that domestic airlines transported 117 million passengers from July 1 to Aug 20.

    Meanwhile, China Railway Group said it handled 887 million passengers from July 1 to Aug 31, a 6.7 percent increase year-on-year.

    “Summer is always peak season for domestic tourism, but this year, tourists showed more interest in lesser-known destinations and traveled with more reasonable budgets,” said a spokesperson for Tuniu, a travel portal.

    The domestic tourism market performed more evenly throughout the summer, with demand peaking in mid-July and lasting through the end of August.

    Long-distance tours and family trips were the most popular choices — in fact, over half Tuniu’s summer bookings were for far-flung destinations. Besides traditional tourist hot spots like Beijing and Shanghai, smaller destinations such as Yanbian Korean autonomous prefecture in Jilin province, Datong in Shanxi province and Chengde in Hebei province gained popularity for their cultural offerings and cooler climates.

    “I took my 6-year-old daughter to Yanji in late July,” said Ye Xiao, a 31-year-old teacher from Beijing, speaking of the county-level city that serves as the seat of Yanbian. “The weather was pleasant, and we enjoyed exploring the Korean ethnic culture. It was a memorable trip with fewer tourists and great food at reasonable prices.”

    China’s inbound tourism also experienced robust growth, buoyed by relaxed visa policies, including the 144-hour transit policy for citizens of 54 countries and the “ChinaTravel” topics that trended on international social media platforms.

    And the 2024 Paris Olympics provided an additional boost to outbound travel, with LY.com reporting a 300 percent increase in hotel bookings in Paris and neighboring areas and an 80 percent surge in flight bookings from China’s major cities to the French capital.

    Qunar, another travel portal, noted that bookings for domestic flights by travelers using non-Chinese passports were 1.8 times higher compared to last year. Trip.com Group reported a 70 percent year-on-year increase in mainland tourism bookings, with South Korea, Thailand, Singapore, and the United States contributing the most visitors. Shanghai, Beijing and Guangzhou were the top destinations for international tourists.

    Southeast Asia remained the top choice for Chinese traveling overseas due to cheaper flights, affordable hotels and favorable visa policies.

    Dai Bin, president of the China Tourism Academy, told China Central Television that this summer marked the highest level of travel enthusiasm in recent years, with increases in the number of travelers, tourism spending and cross-border trips.

    The Prime Minister called a special government meeting on Saturday to adopt changes to the draft budget for 2025 and discuss actions related to removing the effects of the flood. The heads of the State Fire Service, Police and General Staff were also invited to participate – the first part of the meeting was a staff briefing. In the second part, the Council of Ministers adopted changes to the draft budget for 2025, which will provide funds for the reconstruction of flooded areas. Coordinated actions and emergency aid

    The actions of the government and services in connection with the flood situation include record involvement of firefighters and police officers as well as cooperation with the army, including the establishment of a joint helicopter center.

    As for the reconstruction, the assessment is ongoing. Of course, at this point the most important thing is to remove the immediate damage, pump out the water, and pay benefits, but from what the governors told us yesterday, it is progressing very dynamically.

    – The Minister said of Internal Affairs and Administration. Within two weeks, benefits were given to almost 37 thousand families, and over 622 million zlotys were allocated to remove the effects of the flood. The Minister assured that the actions are coordinated and the threat is under control, thanks to constant monitoring of the situation and ongoing cooperation between the services and local and central authorities.

    Nearly 200 reasons to be happy

    In the face of dramatic weather conditions, aviation played a key role in rescue operations, saving 199 people who were in immediate danger. Thanks to determined pilots and specialized rescue units, almost 5,000 people could be evacuated from flood-prone areas. The pair testifies to the enormous strength and effectiveness of the services that have been and continue to provide help in the most difficult moments.

    It is good that the public has heard these words about the direct effect of the work of, for example, our pilots in rescue operations using helicopters – 199 people are alive only because these determined, brave people were on duty all the time and ready to help.

    The government is mobilizing forces for reconstruction after the flood

    Minister Marcin Kierwiński, the government’s plenipotentiary for the reconstruction of flood-affected areas, shared the latest information on the situation after the disaster. The process of estimating the damage is ongoing, and even at this stage the numbers are shocking. It is already known that the flood destroyed over 17 thousand residential buildings and almost 8.5 thousand economic facilities. The list also includes about 1150 public buildings, including 141 schools and 41 bridges. In the flood-affected areas, the governors, supported by the army, are involved in cleaning up and rebuilding key infrastructure. This refers not only to roads and bridges, but also to ensuring access to electricity, water and unclogging the sewage system.

    In the face of the devastation caused by the flood, the government is taking urgent action to restore normalcy to residents. Our priority is not only to clean up, but also to rebuild key infrastructure that is essential for the life and functioning of local communities

    – said the government’s plenipotentiary for the reconstruction of flood-affected areas. In the face of such enormous challenges, the government plans to establish priorities in order to restore normalcy to residents as soon as possible. El Ministro M.     Military actions in response to flood

    The Polish Armed Forces have been actively responding to the flood since the beginning. 13,646 operational soldiers and 3,261 Territorial Defense soldiers are participating in the action. The army is involved in rescue operations and support for local communities affected by the disaster.

    The army carries out all the tasks we set from the very beginning, from receiving the first information and putting it on alert. Operational troops bear the burden of flood damage repair operations

Therefore, Donald Tusk thanked the police and prosecutors for their quick and effective actions, which accelerate the court proceedings against criminals.

    Help for households and entrepreneurs

    The government is introducing various forms of support for entrepreneurs and households affected by the flood. Among the available funds is emergency aid in the form of a flood allowance, which amounts to PLN 8,000 for households and an additional PLN 2,000 for people in a particularly difficult situation. “Emergency aid in the form of a flood allowance has already reached approximately 40,000 families in the Lower Silesian Voivodeship. We are monitoring this process to ensure that support is provided efficiently and in accordance with simplified procedures,” said the Minister of Family, Labor and Social Policy. In a special so-called flood act, the government has also introduced one-off aid in the amount of PLN 1,000 – it is to alleviate the effects of the need to dry flats and houses. Renovation aid is also planned, which is intended to support people who have damaged buildings, including those used for business activities.     Changes to the budget for 2025 – financial support for reconstruction after flooding

    The Council of Ministers has adopted changes to the draft budget act for 2025, which are a response to the exceptional flood situation in the country. The government gives priority to helping the victims, which is reflected, among others, in the increase in funds for counteracting the effects of natural disasters to the amount of PLN 3 million 191 million. The budget amendment proposal also assumes an increase in spending on housing by PLN 420.2 million and on research by PLN 50 million, which emphasizes the government’s commitment to the social and economic development of the country. Detailed information on the draft amendment to the budget act for 2025. Additionally, the government recommended to the Sejm to reduce the budgets of entities such as the Supreme Court, the National Broadcasting Council, the Institute of National Remembrance and the Chancellery of the President by a total of PLN 200 million.

    Bern, 30.09.2024 – Flight simulators have been used for around fifty years in commercial aviation and for training on multi-pilot aircraft. In future, tests to assess the aeronautical skills of pilots of helicopters and complex single-pilot aircraft will take place on simulators. Simulators have several advantages over real-world flights: they are safer, cheaper and more environmentally friendly.

    Currently, several certified helicopter and PC-12 simulators are in operation in Switzerland for pilot training and testing. More will follow. Examiners certified by the Federal Office of Civil Aviation (FOCA) check the aeronautical skills of pilots as part of a flight test. The FOCA has decided that from 1 October 2024, tests of piloting skills on single-pilot aircraft must be carried out on a simulator if a suitable simulator is available. The same will apply from 1 June 2025 for tests on single-pilot helicopters. Several reasons are given for this decision. Firstly, the simulator eliminates the risk of accidents with significant financial consequences. Secondly, it is significantly less expensive than a flight in real conditions. Finally, the simulator does not cause any noise pollution or pollutant emissions.

    Modern simulators are able to faithfully reproduce real situations of visual or instrument piloting by integrating, for example, engine failures, avionics failures or even forced landings. Today, simulators of this type are an integral part of the training and development of professional pilots.

    On the other hand, until recently, the situation was different for simulators on helicopters and on complex or high-performance single-pilot aircraft. Although common European regulations have governed tests and examinations on simulators since 2011, they were rarely used for this purpose, due in particular to an insufficient fleet of aircraft.

  • MIL-OSI Africa: South African woman arrested for drug trafficking at OR Tambo

    A 21-year-old South African woman has been arrested for drug trafficking at the OR Tambo International (ORTIA) Airport.

    This is the 11th drug mule to be arrested at the airport in a period of two months.

    “The drug mule was profiled and intercepted as she was arriving on a flight from São Paulo, Brazil, on Sunday morning, just before 9am. She was taken to a local hospital where an X-ray confirmed that she had foreign objects in her stomach,” said the police in a statement.

    The woman has already released a number of bullets from her body and is in police custody where they are closely monitoring the release of further drug bullets. The process is still unfolding, said SAPS.

    National Commissioner of the Police, General Fannie Masemola, commended the vigilance of members of SARS and SAPS at the airport.

    “Our men and women in blue working closely with SARS customs and various stakeholders continue to assert the authority of the state at all our ports of entry.

    “We appreciate the hard work and dedication of our members and urge them to do more to squeeze the space for criminals. Drug traffickers are feeling the heat and there is nowhere to hide,” said Masemola.

    Every week in the last month, SAPS and SARS customs, immigration and the Border Management Authority (BMA) have been intercepting drug traffickers at OR Tambo International Airport.

    On Sunday, 22 September 2024, a 30-year-old Namibian drug mule was arrested after arriving from São Paulo. 

    She too was taken for medical examination and released more than 60 drug bullets. She has already appeared in the Kempton Park Magistrate’s Court on a charge of dealing in drugs.

    On Friday, 13 September 2024, a Nigerian drug mule was arrested after he was found in possession of cocaine that was concealed in aircraft head phones. He had just landed from São Paulo.

  • MIL-OSI USA: The history and importance of airborne thermal infrared imaging in Yellowstone National Park

    Yellowstone Caldera Chronicles is a weekly column written by scientists and collaborators of the Yellowstone Volcano Observatory.  This week’s contribution is from R. Greg Vaughan, research scientist with the U.S. Geological Survey.

    In 1800, German-British astronomer William Herschel discovered infrared light—electromagnetic radiation that exists beyond what we can see with our eyes. Using a prism to separate sunlight into its rainbow of colors, and placing a thermometer within distinct colors, Herschel noted that heating was unequal among the different colors, and that the temperature would increase further in a thermometer placed below the red color of the spectrum.  Indeed, “infrared” means “below red,” although at the time Herschel called this part of the spectrum “invisible rays of the Sun” and “calorific rays.”  He would also use the term, “radiant heat” and was the first to propose that visible light and radiant heat may be the same phenomenon.  This was many decades before development of electromagnetic radiation theory. 

    In the century that followed, numerous advances were made in the ability to measure radiant heat, providing the ability to measure very small differences in temperature.  For example, in 1901, a bolometer (a type of infrared detector invented in the 1870s by American astronomer and physicist Samuel Pierpont Langley), could detect thermal infrared radiation from a cow 400 m (1300 ft) away. 

    Thermal infrared imaging was born in 1929, when Hungarian physicist Kálmán Tihanyi invented an electronic television camera that was sensitive to thermal infrared light and could be used for military applications—it could see planes flying at night. 

    Thermal imaging methods advanced throughout the following decades, but much of the technology was classified because of its military applications.  Eventually, thermal infrared cameras became more widely available, rendering thermal infrared radiation emitted by warm objects into an image represented by visible colors. 

    In April-May 1961, a series of aerial infrared images were collected in Yellowstone National Park by the U. S. Army Cold Regions Research and Engineering Laboratory and the Infrared Laboratory of the University of Michigan Institute of Science and Technology, in cooperation with the National Park Service.  Several thermal areas were imaged, including Norris Geyser Basin, Roadside Springs, Roaring Mountain, Midway and Upper Geyser Basin, Tern Lake, Fern Lake, and Pelican Creek.  Several other airborne infrared surveys were conducted in Yellowstone in the 1960s and 1970s.  These data led to the discovery of some previously unknown thermal areas and allowed the creation of the first thermographic mosaic of Yellowstone National Park.

    With modern infrared scanning and imaging technologies and digital image processing, it is now possible to produce seamless thermographic mosaics of large areas and high-resolution thermal infrared images of geyser and hot spring basins throughout Yellowstone.  From 2005 to 2015, there was an annual (and sometimes bi-annual) campaign of airborne thermal infrared surveys of selected thermal areas in the park.  These surveys produced very high-resolution (1 meter per pixel) mosaics, allowing for detailed mapping, characterization, and change detection of individual thermal features. 

    One of the tradeoffs with high-resolution airborne thermal surveys is that they are expensive and require a lot of logistical planning, and they are therefore infrequent.  This is why YVO scientists make extensive use of satellite based thermal infrared imaging to study and monitor thermal activity in Yellowstone.  These data have proven remarkably useful, for instance, in the discovery of a new thermal area near Tern Lake.  And these data are complemented by high-resolution visible imagery that have also been used identify previously unmapped thermal areas.

    While satellite data provide a wonderful overall view of thermal output from Yellowstone and some localized views of thermal features, airborne thermal infrared surveys are the most effective for detailed mapping and monitoring.  YVO scientists are currently exploring new, more efficient, and cost-effective ways of acquiring high-resolution aerial thermal data, and we look forward to sharing our progress in future editions of Yellowstone Caldera Chronicles!

    September 26th was held press conference, dedicated to the opening of the VIII season of the student Olympiad “I am a professional“, the co-organizer of which is the Higher School of Economics. This project of the presidential platform “Russia – the Country of Opportunities” is being implemented with the support of the Ministry of Science and Higher Education of the Russian Federation.

    “I am a professional” is a large-scale platform for testing the knowledge and applied skills of students from Russian universities. The Olympiad has been held since 2017 and covers more than 70 subject areas – from aircraft manufacturing to artificial intelligence. The list of areas is updated annually, taking into account the requests of participants and current changes in the labor market. In the VIII season, such new disciplines as “Project Management” and “Digital Product Management and Innovation” will be presented.

    Participants of the Olympiad learn to solve industry practical problems, which allows training highly qualified specialists already at the stage of study at the university. All tasks are developed by experts from leading universities and research institutes, of which there are more than 30, together with specialists from more than 600 partner companies, including Yandex, Sber, VTB, Rosatom and others.

    “I am a professional” pursues two global goals: to create conditions for professional and personal development of Russian youth and to increase the number of those who seek opportunities for self-realization and want to be successful in the Russian labor market. Therefore, the main idea of this season was the theme “Work and study in Russia”.

Moreover, in 2023, HSE was the university that organized seven areas – economics, design, sociology, journalism, business informatics, urban studies and quantum technologies – for which more than 100 thousand registrations were recorded.

    The best participants of the Olympiad receive benefits when entering the master’s and postgraduate programs of the National Research University Higher School of Economics and other leading universities, as well as the opportunity to do an internship and start a career in a large Russian company. Prizes from 100 to 300 thousand rubles are provided for the medalists of the Olympiad: over seven seasons, the total amount of cash prizes amounted to more than 500 million rubles for 3,500 medalists.

    The Olympiad includes the Career Development Center “I am a Professional”, which provides access to internships and vacancies in leading Russian companies, consultations with career experts, educational events and excursions to the offices and production facilities of industry leaders – partners of the Olympiad.   • MIL-Evening Report: Qatar Airways is set to acquire 25% of Virgin Australia. Who will be the winners?

    Qatar Airways has announced plans to buy a 25% minority stake in Virgin Australia from its owner, US private equity firm Bain Capital.

    The two airlines have already had a strong relationship as “codeshare partners” since 2022. Codesharing is where airlines agree to sell seats on each other’s flights. This new announcement, however, is a big step up.

    All of this will, of course, be subject to approval from both Australia’s Foreign Investment Review Board and the Australian Competition and Consumer Commission (ACCC). But there could be a range of winners if it goes ahead.

    Perhaps most importantly for Australian travellers, the move means Virgin Australia will be able to compete as it once did on long-haul international routes.

    This is because a proposed “wet lease” agreement – in which one airline provides full aircraft, crew and relevant services to another – could see Virgin Australia start operating its own flights from Brisbane, Melbourne, Perth and Sydney to Doha as early as mid-2025.

    It’s also a win for Bain Capital, which had been trying to offload some of its stake in the airline after acquiring it in crisis in 2020.

    So with the prospect of a renewed international foothold for Virgin Australia, could we soon see more competition – and real consumer benefits – on the “Kangaroo Route” between Australia and Europe?

    Clearer skies for Qatar?

    As you might remember, Qatar Airways’ previous attempts to expand in Australia haven’t always gone smoothly.

    Today’s announcement comes little more than a year after Transport Minister Catherine King controversially blocked a request by Qatar to double the number of flights its state-owned airline Qatar Airways was allowed to fly into major Australian airports.

    Given the intense public backlash to this decision, it’s possible a renewed application by Qatar would have been more successful. A large expansion of flights by Turkish Airlines was later quietly approved.

    But this new deal may diminish the need to try again. By wet-leasing wide-body aircraft so Virgin Australia can operate its “own” long-haul routes to Doha (connecting into Europe), Qatar will effectively bypass the need to get government approval for the additional flights.

    The ‘Kangaroo Route’ still needs more flights

    Back in 2023, my calculations suggested Qatar’s application to expand should have been approved. Capacity on the Kangaroo Route was only back to 70% of pre-COVID levels. That meant the major players operating flights – including the Qantas–Emirates alliance – could charge significantly more than before the pandemic.

    Using the latest flight schedule data, we can show that the capacity between Australia and the Middle East is still 17% below what it was before the pandemic. If Virgin Australia’s proposed long-haul re-entry goes ahead, we could see much more capacity on these routes, and a formidable challenger to the Emirates–Qantas arrangement.

    Likely a win for Virgin and Qatar

    It’s easy to see why Virgin and Qatar might be excited. The deal will extend Virgin Australia’s reach – and that of its frequent flyers – into Europe and other destinations via Doha. But this goes both ways, and could also mean more demand on its domestic network.

    Similarly, the additional flights into Doha will feed Qatar Airways’ network, an airline that seems to be going from strength to strength.

    Despite historical troubles at Doha’s main airport, Qatar Airways is now one of the world’s largest airlines. It has once again been ranked as the world’s best airline by the independent air transport rating organisation Skytrax.

    Both airlines were also keen to point out benefits of the partnership they said would go beyond additional services and increasing competition in the Australian market.

    These include the potential to work together towards various sustainability initiatives and on developing Western Sydney’s aviation ecosystem, providing exciting new opportunities for employment and training.

    Not yet a done deal

    However, they’re still a long way from the finishing line. Whether this deal will actually materialise remains to be seen.

    It is worth noting this is not the first time Virgin Australia has been part-owned by an airline in the Middle East. Before Virgin Australia’s collapse into administration in April 2020, Etihad held a 21% equity stake.

    Further, it remains to be seen what aircraft Virgin Australia will actually get access to and how the service will be perceived. Qatar Airways is guaranteed a transaction win through the wet-lease, without taking on the brand and profit risks of operating these services.

    How much concern this will stir at Qantas also remains to be seen, but one thing is clear. Project Sunrise – Qantas’ plan to bypass the Middle Eastern hubs and connect Australia directly with Europe – could soon become much more important.

    Emirates is unlikely to emerge as the winner of this move, now set to face increased competition not only on services connecting Australia with the Middle East, but also across its broader network through Dubai.

    Qatar Airways acquiring a stake in Virgin Australia will also create interesting dynamics within the Oneworld Alliance, in which both Qantas and Qatar Airways are key partners. There are certainly interesting times ahead.

  • MIL-OSI: LanzaTech Expands Biorefining Platform Capabilities to Include Production of Commercial-scale Nutritional Protein Directly From CO2

    To mark the 92nd anniversary of the Indian Air Force (IAF), Raksha Mantri Shri Rajnath Singh gave a warm send-off to ‘Vayu Veer Vijeta’ car rally from the National War Memorial, New Delhi on October 01, 2024. With the send-off, over 50 air warriors, including women, have left to Thoise in Ladakh, from where they will undertake an expedition to Tawang in Arunachal Pradesh, covering a total of 7,000 kms across nine States/Union Territories (UTs). The rally will also witness the participation of former Air Force Chiefs in different legs.

    Speaking on the occasion, the Raksha Mantri lauded the air warriors for serving the motherland in difficult circumstances with bravery, dedication and patriotism. “IAF has achieved significant feats in its bid to protect the country and its people. It is capable of giving a befitting reply to the country’s enemies by striking them deep into their territory. Under the leadership of Prime Minister Shri Narendra Modi, we are committed to equip IAF with most advanced aircraft/platforms and make them more capable through the ‘Aatmanirbhar Bharat’ initiative,” he said.

    Shri Rajnath Singh extended his best wishes to the air warriors, who will be part of the rally that would traverse through tough and varied terrains. The formal flag-off will take place on 8thOctober from Thoise, which is one of the world’s highest altitude air force station at 3,068m above mean sea level. The air warriors will halt at Leh, Kargil, Srinagar, Jammu, Chandigarh, Dehradun, Agra, Lucknow, Gorakhpur, Darbhanga, Bagdogra, Hasimara, Guwahati, Tezpur and Dirang, before concluding the rally in Tawang on October 29, 2024.

    The aim of the rally is to raise awareness among the people about the glorious history of IAF; the deeds of valour of the air warriors in different wars & rescue ops; and attract the youth to serve the motherland. The Raksha Mantri stated that during the car rally, the air warriors will hold interactions with the youth at schools & colleges in various States/UTs, exuding confidence that the exchanges would motivate the young ignited minds to join the Armed Forces and lead the life of pride & honour.

    Chief of the Air Staff Air Chief Marshal AP Singh, former Chiefs RKS Bhadauria (Retd) & AY Tipnis (Retd) and other senior officials of IAF were present on the occasion. The rally has been organised by IAF in coordination with the veterans of Uttarakhand War Memorial. The Adventure Cell of IAF is leading and coordinating the rally.

    NEW YORK, NY – Today, Representative Adriano Espaillat (NY-13) presented the historic Cielos Abiertos (Open Skies) agreement between the United States and the Dominican Republic, at an event held at the Juan Pablo Duarte School in New York. The presentation, which was attended by President of the Dominican Republic, the Honorable Luis AbinaderNew York City Mayor Eric AdamsU.S. Under Secretary of State for Economic Growth, Energy, and the Environment José W.     The Open Skies (Cielos Abiertos) agreement, signed on August 5, 2024, came after more than two decades of negotiations, with Representative Espaillat playing a crucial role in advocating for its finalization. During his speech at the event, Rep. Espaillat emphasized the transformative nature of the agreement, which will open up new air routes, increase competition among airlines, and significantly reduce flight costs for travelers between the U.S. and the Dominican Republic. 

    “Today’s Open Skies agreement marks a new chapter in U.S.-Dominican relations,” said Espaillat. “This agreement will have a profound impact on Dominican American families, businesses, and tourists, offering more flight options and making travel more affordable. By increasing competition, this deal ensures lower airline fares and more frequent travel opportunities for consumers between our two nations.” 

    For years, Dominican American families have faced limited flight options and exorbitant prices for travel to and from the Dominican Republic, particularly during peak travel seasons. Rep. Espaillat has long advocated for solutions to these challenges, and the Open Skies agreement addresses these concerns by providing more affordable and accessible air travel. 

    The agreement also promises to boost tourism and economic growth in both nations. By increasing flight availability and reducing costs, the deal is expected to drive job creation and enhance commercial ties between the United States and the Dominican Republic. 

    “Open Skies is not only about making air travel easier,” continued Espaillat. “It ensures stronger connections between our people, strengthening our economies, and reinforcing the deep, historic ties that unite our two great nations.” 

    The event was also attended by a number of high-profile leaders, including Dominican President Luis Abinader, New York City Mayor Eric Adams, and U.S. Under Secretary of State José W. Fernandez, who emphasized the significance of this agreement in the context of U.S. foreign policy.

  • MIL-OSI Banking: AI can boost growth and make Europe more competitive

    There are few more pressing questions facing European governments than how to drive economic growth and make the region more competitive. And it’s clear that one of the most important ways to boost the EU’s competitiveness is by harnessing AI for growth.

    A new report by Implement Consulting Group, commissioned by Google, estimates that generative AI could add €1.2-1.4 trillion to the EU’s GDP in ten years – the equivalent to an annual growth rate of 8%. The report also outlines how AI can significantly boost productivity across various sectors.

    This ability of generative AI to boost economic growth and competitiveness is particularly significant for Europe. According to Mario Draghi’s new report, Europe’s competitiveness has nosedived over the past decades: the EU’s share of global GDP has shrunk from over a quarter in 1980 to just 17% today. US productivity has surpassed the EU’s by 20% in 2022.

    But this report is about more than economic metrics — it’s about how AI can help people be more productive, fuel growth and support long term sustainable jobs of the future. 74% of workers in European countries see productivity-enhancing effects of generative AI, and 43% of workers in European countries expect AI to positively impact their job. Our new report estimates that the majority (61%) of jobs will be augmented by generative AI while around 7% face a long-term transition to automation. As with previous transitions, like the birth of commercial aviation or the worldwide web, new industries and careers will be made entirely possible by AI powered breakthroughs. This impact has the potential to be felt across society — from enhancing the quality and efficiency of public services to unlocking scientific breakthroughs and alleviating labor shortages by freeing up resources and boosting productivity.

    Europe’s productivity gap is largely down to slower technological development, innovation and adoption. As Mario Draghi says, “with the world on the cusp of an AI revolution, Europe cannot afford to remain stuck in the ‘middle technologies and industries’ of the previous century”. To catch up, the EU must unlock its innovative potential.

    A new agenda for AI backed growth

    This is why today, in addition to our Economic report, we’re also releasing our AI Opportunity Agenda: a series of recommendations for governments to seize the full economic and societal potential of AI. The Agenda outlines the need to revisit Europe’s workforce strategy, as well as investment in AI infrastructure and research, adoption and accessibility.

    1. Investing in research and development

    For the EU to truly compete in AI, it needs to make research and development a shared priority, as well as making funding more accessible. Without the right incentives to develop and commercialise AI innovation, Europe is stifling its talent and its chances of launching more home-grown tech unicorns.

    2. Building infrastructure to support innovation

    AI breakthroughs are only possible with the right high-performance computing technologies and data centres — and the renewable energy to support them. To enable AI innovation at scale, the EU will need to allocate more funding to financing such infrastructure — as well as incentivising and enabling the private sector to do the same.

    3. Improving skills and training programmes

    Technological growth will not be effective if people are left behind. Given its diversity, the EU must make sure technology benefits every business, economy and person. To do this, it needs to accelerate digital skills transformation, putting AI skills and education at the centre of a revitalised European Skills Agenda — and adding it to school curriculums.

    4. Promoting widespread adoption

    We ultimately need to ensure that AI is applied and deployed in a universally accessible and useful way. For the private sector, EU policymakers and AI developers must work together to develop outreach strategies to traditional industries and small businesses who have much to gain from AI adoption. For the public sector, member states must double down on existing initiatives to increase the public procurement of AI and developing bolder AI adoption targets.

    Taking action

    Developing good policy and responsible AI will need close coordination between governments, the private sector, academia and civil society. Through our AI Opportunity Initiative and other partnerships we’re committed to working with others to get this right. But, as Mario Draghi highlighted, change is also needed in the regulatory environment. Since 2019, the EU has introduced over 100 pieces of legislation that impact the digital economy and society. It’s not just the sheer number of regulations that’s the challenge – it’s the complexity. Moving from the regulatory-first approach can help to unlock the opportunity of AI.

    In many ways, Europe is well-positioned to seize this moment. AI has the potential to help us build a better, fairer, healthier society — and to support competitiveness and inclusive growth.

    Slovenia and Montenegro must stop the Portuguese-flagged vessel MV Kathrin – believed to be carrying explosives bound for Israel – from docking at their ports given the clear risk that such cargo would contribute to the commission of war crimes in Gaza and Lebanon, Amnesty International said today. 

    According to the Namibian government and Portugal’s Foreign Minister, the MV Kathrin’s cargo includes explosives destined for Israel.

    In August, the Namibian authorities refused to allow the vessel to enter its main harbour citing information from the ship’s operator that its cargo includes eight containers of RDX Hexogen explosives bound for Israel. Statements from the Slovenian Prime Minister’s office and the Portuguese Foreign Minister indicate that the ship is heading for Montenegro and also for Slovenia’s port of Koper, where it will offload its cargo. It is unclear how the cargo will then reach Israel.

    On 31 August, Francesca Albanese, the United Nations Special Rapporteur on the Occupied Palestinian Territories, said that eight containers of explosives aboard MV Kathrin “are reportedly key components in the aircraft bombs and missiles” used by Israel against Palestinians. Albanese called on all countries to block the ship from docking at their harbours.

    Countries which continue to transfer arms to Israel are acting in contravention of their obligations under Common Article 1 of the Geneva Conventions and must act to prevent all such transfers with urgency. Furthermore, as state parties to the international Arms Trade Treaty, Montenegro, Portugal and Slovenia have committed to establishing the highest possible common international standards for regulating the international trade in conventional arms for the purpose of reducing human suffering. As the flag state, Portugal must not use its vessel to transfer the explosives or must remove its flag so as not to assist in the transfer.

    Amnesty has documented extensive evidence of war crimes committed by all parties to the most recent escalation of the conflict in Israel and the Occupied Palestinian Territory using a wide variety of arms. Amnesty research shows that the Israeli military has used explosive weapons to carry out direct attacks on civilians and civilian objects and indiscriminate attacks in Gaza, blocked humanitarian assistance and collectively punished Palestinians over the past year.

    Nataša Posel, head of Amnesty International Slovenia, said:

    “The deadly cargo believed to be on board the MV Kathrin must not reach Israel as there is a clear risk that such cargo would contribute to the commission of war crimes against Palestinian civilians.

    “Namibia rightfully upheld its international obligations by ensuring that the MV Kathrin did not transit military cargo to Israel through its port.

    “Now it is up to Slovenia, Montenegro and all other states to do the same and avoid facilitating an unlawful transfer.

    “Amnesty International is calling for an immediate arms embargo on Israel and on Palestinian armed groups in Gaza due to their use of weapons to carry out war crimes and other serious violations.

    “Any state that knowingly transfers arms to the parties in this ongoing conflict, including via transit of ships carrying arms and explosives, risks breaching their obligation not to encourage, aid or assist in violation of the Geneva Conventions. Portugal, Slovenia and Montenegro must not facilitate any such weapons transfer to Israel.” 

    Timeline

    On 21 July, the MV Kathrin embarked with its cargo from Vietnam’s Hai Phong port.

    On 24 August, the Namibian authorities revoked previously-granted permission for the MV Kathrin to enter Namibia’s main harbour, citing information from the ship’s operator that some of the explosives on board were destined for Israel. This decision was based on concerns of potential complicity in war crimes in Gaza. The MV Kathrin was scheduled to dock at Namibia’s Walvis Bay on 25 August.

  • MIL-OSI Security: St. Croix Man Indicted After Threatening to Murder Federal Agents

    St. Croix, VI – United States Attorney Delia L. Smith announced today that a federal grand jury returned an indictment charging Jamoi Weekes, 30, of St. Croix, with making threats to assault and murder federal and local law enforcement officers.

    “Heinous threats of violence that target our partners in law enforcement will not be tolerated,” said U.S. Attorney Smith. “Law enforcement officials must be free to perform their duties without fear or intimidation, and as evidenced in the case against Weekes, we will steadfastly prosecute threats against public servants and aggressively seek penalties against those who engage in such abhorrent crimes.”

    According to court documents, on August 31, 2024, Weekes attempted to board a flight at the Henry E. Rohlsen Airport in St. Croix. Weekes was referred to Customs and Border Protection for a secondary inspection before boarding his flight. Weekes then became extremely irate and combative and began threatening to murder and retaliate against the officers if he ever saw them again. Weekes was then determined to be unsuitable to board his flight and was ordered to leave the airport. While exiting the airport, Weekes encountered two Virgin Islands Port Authority officers who he also threatened to murder. Rather than leave the airport, Weekes then followed two Customs and Border Protection officers from the airport terminal to the parking lot and again threatened to murder the officers.

    The case was investigated by the Federal Bureau of Investigation and is being prosecuted by Assistant United States Attorney Evan Rikhye.

    United States Attorney Smith reminds the public that an indictment is merely a formal charging document, and the defendant is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
