    A number of Strategic Innovation Centers are designed to support R&D, innovation or entrepreneurship

    One of the recurring themes throughout Gov. Phil Murphy’s time in office has been an emphasis on building out what he calls the innovation economy with programs overseen by the New Jersey Economic Development Authority. At the core of that strategy has been a focus on assembling public-private partners from industry, academia and other stakeholders to collaborate and help catalyze economic growth.

    That effort has taken shape in a number of Strategic Innovation Centers, facilities that either directly support research and development, innovation or entrepreneurship. They can also help solve specific problems in new and innovative ways through a combination of services such as mentorship, networking opportunities, hands-on training, business support services, education opportunities and/or access to testing, fabrication, or manufacturing facilities and equipment.

    According to the NJEDA, the SICs can be accelerators, incubators or research centers – stressing that having a physical location where entrepreneurs can collaborate will help support new, diverse innovators as well as help drive long-term economic growth.

    A June report analyzed the impact of innovation centers and incubators, finding that the New Jersey BioScience Center Incubator – the largest incubator in the state dedicated to life sciences and biotechnology companies – supported companies that created an average of 2,744 jobs per year. In 2023, resident companies generated $32 million in state and local tax revenue.

    Situated on Route 1, that North Brunswick incubator is part of the 50-acre research park known as the New Jersey Bioscience Center, offering lab space and much more. “Located alongside New Jersey’s Route 1 Research Corridor, the Incubator at the New Jersey Bioscience Center leverages it close proximity to leading universities and corporations to attract, retain, and grow companies of the future that fuel our highly talented workforce,” said NJEDA Chief Executive Officer Tim Sullivan. “Since taking office, Gov. Phil Murphy has been committed to creating resources for biotech startups to help bring life-saving products to market, and further New Jersey’s legacy as a leader in innovation, especially within the life sciences sector.”

    “The BCI is one of many ways the NJEDA is supporting biotech and life sciences businesses and startups by providing them with the space and resources to grow their companies, while encouraging collaboration among like-minded entrepreneurs,” said NJEDA Chief Economic Transformation Officer Kathleen Coviello. “This report shows that New Jersey has what it takes to remain at the forefront of innovation.”

    Some examples of recent and impending SICs NJEDA has partnered or invested in include HAX, a Newark hard tech startup accelerator; the New Jersey Health & Life Science Exchange (HELIX) in New Brunswick; the NJ Fintech Accelerator at Stevens Institute of Technology (NJ FAST) in Hoboken; SciTech Scity on the Liberty Science campus in Jersey City; and the recently announced Aerospace Innovation Center in Egg Harbor Township.

    ‘We’ve got a lot to do’

    NJBIZ recently spoke with Coviello, who joined the agency in 2005 and is central to the state’s innovation economy efforts and ambitions. “Usually, a governor this late in his term, we start to soften the pace a little bit,” she said. “But that’s not the case here. It’s rush, rush – we’ve got a lot to do, before the end of the term.”

    Coviello noted that she has worked under several different administrations, stressing that there is a lot happening at NJEDA in a number of sectors — from the broader innovation efforts to clean energy/offshore wind, manufacturing, film and television, tech, life sciences and more.

    “The organization has put together tremendous toolkits – when you look at each of these segments of the economy that we are supporting, in response to really what we’ve heard from the market,” she explained. “I think, in general, most of what we’ve done has been really well-received. And, if and when needed, we’ll go back and tweak it and get it right. So, yeah, lots of activity.”

    Through the first six months of the year, New Jersey hit a major milestone in the innovation/startup space with a $9.8 billion investment in venture capital money, ranking as the No. 3 state in the nation during that stretch, according to PitchBook.

    “Timing is right for New Jersey. Some of the major hubs that you think of for innovation are struggling a bit more,” said Coviello. “We’ve got the talent. Certainly, when we talk about those Strategic Innovation Centers, we have the locations. When we think about life science, a lot is location-based. Particularly, we saw it during COVID and coming out of COVID. You can’t do genome predicting and drug discovery in your basement. So having all that lab space and all the talent in New Jersey is critical to that industry. We’re seeing it in film as a new resurgence of another innovation economy in the State of New Jersey. I think that the data around venture capital in New Jersey shows that we’re a good value for investors.”

    She said that some of the markets, such as the West Coast, Boston and New York, have “very frothy” deal terms that are overpriced. “But what we find traditionally in New Jersey is you get good value for your investment,” said Coviello. “And we have a lot of investors starting to see that. Of course, the Evergreen Fund, has attracted a lot of national attention. We have investors from California, New York. We just approved an investor from Mexico. Folks are saying – this is a tremendous opportunity to partner with the state and put more capital to work in New Jersey. The Angel Investor Tax Credit program continues to break all kinds of records. Lots and lots of great things going on anywhere you look in the state.”

    Growing life science companies

    Discussing the SICs, Coviello cited the Bioscience Center Incubator, which she described as the NJEDA’s first SCI – before that term was coined – and almost a proof of concept for the current efforts and projects.

    Since 2002, BCI companies have generated over $9 billion in total output and $4 billion in total labor income in the state, according to the recent study. “We’ve had the ability to really prove it out. And that facility came about because the life science industry in the state couldn’t invest in real estate,” she explained. “What I think we’ve proven out there – is the collision that happens when you bring like-minded, innovation-focused, smart people under one roof is really important.

    “We kind of took that and said – that’s a great anchor in the state to point to of where and how we grow life science companies in the state,” said Coviello.

    She reflected on when Murphy first ran for governor and noted that the state sits between two major metropolitan areas. “It’s the great thing about New Jersey – you have access to New York and the investors, and you have access to Philadelphia and D.C.,” she recounted. “But sometimes we get carved out as suburbs of those locations. And if we want to have our own identity, we need to put these pins in a map where we point to: This is where innovation happens in this part of our economy. What we have found as we have built these out is we really want to make sure we have an academic partner, a corporate partner and we have government. So, it’s all about this public-private partnership. And then part of the sauce, as well, is bringing in an activator – someone who’s going to pull all these pieces together; make sure that folks aren’t working in silos; make sure that there is collaboration.”

    Each of the SICs takes on their own identity, Coviello emphasized. “We’ve been very mindful about making sure we play to the strengths of that region,” she added.

    Coviello stressed there has been a deliberate process and focus behind the SICs and their different components and partners. “And that’s the only way it’s going to work. Each one has a very unique structure,” she explained. “Each one has very unique purposely articulated and curated partners – each one has a different focus.”

    Partners on these ventures include heavy hitters such as Nokia Bell Labs, Rutgers University, Hackensack Meridian Health, DEVCO, Plug and Play, Prudential Financial, Stevens, SOSV, RWJBarnabas Health, Bristol Myers Squibb, EY, Sheba Medical Center and others.

    She spoke about the power of partnerships – especially for ventures and initiatives such as these.

    “First off, we don’t have big enough pockets in government to do it alone – and it just wouldn’t be smart to do it alone,” said Coviello. “We don’t do everything. And adding that value in experience of the private sector is critical.”

    Recently, the first phase of HELIX reached a milestone with a topping off ceremony and NJ FAST held a launch event.

    As for other areas of emphasis and focus for Coviello and NJEDA, she pointed to life sciences continuing to be one of the leading sectors as well as technology, especially with Bell Labs at HELIX, and the resurgence of manufacturing. “I think the sky’s the limit. But again, playing to our strengths – fintech, aviation, life sciences, manufacturing,” she said. “And you’ll certainly hear announcements in the next six months about a few more of these centers. We’ve got, I think, 15 months left in the Murphy administration. The total funding pool for innovation centers was $250 million with all of the different appropriations over the years.”

  • MIL-OSI USA: Governor Ron DeSantis Issues Updates on State Preparedness Efforts for Hurricane Milton

    TALLAHASSEE, Fla.—Today, Governor Ron DeSantis was joined by Major General John D. Haas Adjutant General of Florida, Florida Division of Emergency Management (FDEM) Executive Director Kevin Guthrie and Florida Department of Transportation Secretary Jared Perdue at the State Emergency Operations Center to provide updates on preparedness efforts for Hurricane Milton.

    As of 11 a.m. ET, Hurricane Milton is located about 720 miles southwest of Tampa, Florida, with maximum sustained winds of 155 mph. Milton is forecast to move near or just north of the Yucatan Peninsula today and Tuesday, then cross the eastern Gulf of Mexico and approach the west coast of Florida by Wednesday.

    Governor DeSantis issued Executive Order 24-215, amending EO 24-214 and declaring a state of emergency for 51 counties.

    State Preparedness Efforts

    • The Florida Division of Emergency Management (FDEM) has activated the State Emergency Operations Center to Level 1 since Tuesday, September 24, for Hurricane Helene, and is at a Level 1 for Hurricane Milton as of October 6, leading coordination efforts for the State Emergency Response Team.
    • The State Emergency Response Team is engaged in over 600 missions to assist counties in their preparedness efforts. These missions accomplish vital tasks like staging resources to deploy for immediate response as soon as it is safe to do so, protecting critical infrastructure facilities like hospitals and utility stations, and coordinating personnel statewide.
    • FDEM is establishing a 10,000-person base camp at Tropicana Field to support ongoing debris operations and post-landfall responders.
    • FDEM is coordinating the deployment of fuel and EV chargers to pre-stage along evacuation routes to support evacuations.
    • The Florida Department of Veteran’s Affairs (FDVA) storm preparations are underway at all State Veterans’ Nursing Homes in anticipation of Hurricane Milton’s landfall.
    • All outpatient appointments on Monday will be converted to virtual or rescheduled for the C. W. “Bill” Young VA Medical Center in Bay Pines. The VA Regional Office in St. Petersburg is also closed Monday.
    • The VISN 8 Clinical Contact Center is operational 24/7/365 for virtual care and tele-emergency care to support Florida Veterans enrolled for VA Health Care. Call 1-877-741-3400.
    • The Florida Department of Law Enforcement (FDLE) Regional Law Enforcement Coordination Teams (RLECT) are operational in Tampa, Orlando and Fort Myers.
    • FDLE aviation assets are prepositioned ahead of the storm.
    • The FDLE Sworn Training Unit cut team is on stand-by and ready to deploy. The team helps make temporary, emergency repairs to the homes of first responders so they can quickly get back to work after a storm.
    • Maintenance is complete on all equipment used during Hurricane Helene and Operation Blue Ridge. The equipment, including command buses, sleeping quarters and generators, is ready for deployment.
    • The Florida Fish and Wildlife Conservation Commission (FWC) has readied high-water vehicles and all other storm response resources statewide so they may be rapidly deployed to assist Floridians in need in the event of damage or flooding. Contingency plans based on forecasted landfall locations have been developed and remain flexible based on the storm’s projected path.
    • In addition to local officers, approximately 75, FWC officers are ready to deploy and respond with a variety of specialized equipment as necessary, such as:
      • Airboats
      • Shallow draft boats
      • ATVs/Side-by-sides
      • Larger platform vessels
      • Four-wheel vehicles
      • Specialized high water vehicles
    • FWC Special Operations Group (SOG) teams will serve as reconnaissance units for the state and report on damage after the storm has made landfall.
    • FWC Aviation Section has been placed on standby and has readied all appropriate aircraft for potential deployment for aerial assistance, reconnaissance, and post-storm damage assessments when needed.

    Health and Human Services

    • The Florida Department of Health (DOH) deployed nearly 600 emergency response vehicles on the I-4 Corridor in preparation for the storm.
    • The Agency for Health Care Administration (AHCA) has initiated an event in the Health Facility Reporting System (HFRS). Health care providers in the have been requested to provide information on census, available beds, evacuation status, accepting evacuees and generator needs from counties declared under EO-24-114. This information allows AHCA to assist health care providers in transferring patients if needed and ensure that health care providers in impacted areas have the necessary resources and adequate power.
      • 64 health care facilities have reported evacuations. This includes:
      • 21 assisted living facilities
      • 4 Hospitals
      • 33 nursing home
      • 1 residential treatment centers for Children and Adolescents
      • 4 residential treatment centers
      • 1 Hospice
    • AHCA is conducting daily calls with the Florida Hospital Association and Florida Healthcare Association to ensure nursing homes, assisted living facilities, and hospitals are prepared and have their needs met ahead of Hurricane Milton.
    • The Florida Department of Agriculture and Consumer Services (FDACS) is working with Florida’s ports and fuel industry partners to ensure adequate fuel supplies are available, and with Florida’s agricultural partners so producers have adequate resources.
    • The Florida Forest Service is staging equipment, like high-water vehicles, dump trucks, bulldozers, and front-end loaders to assist with road clearing.
    • The Florida Forest Service and the Office of Agricultural Law Enforcement are supporting efforts to expedite debris removal in the Tampa Bay region.
    • Commissioner of Agriculture Wilton Simpson has approved an emergency order temporarily suspending the intrastate movement requirements for the transportation of animals and livestock fleeing Hurricane Milton. In addition, the following states have waived their interstate import requirements for Florida pets, horses and livestock leaving the state: Alabama, Georgia (does not include livestock), Mississippi, and North Carolina.
    • The Department is working to connect evacuating horse owners with open public and private facilities across the state.
    • The Florida State Fairgrounds has opened the Bob Thomas Equestrian Center on a first come first serve basis for horse owners that are in the direct path of Hurricane Milton. To learn more and reserve a spot, visit floridastatefair.com/equestrian.
    • The Department of Elder Affairs (DOEA) is contacting all our Area Agencies on Aging partners to receive updates on their ongoing preparation efforts and gather the status of any unmet needs.
    • The Agency for Persons with Disabilities (APD) continues response and pre-landfall protocols and communication with APD-operated facilities, regions, and providers to provide updates on Hurricane Milton and check the status of clients and residents, while simultaneously anticipating unmet needs in potentially affected areas.
    • The Department of Children and Families (DCF) is preparing for Hurricane Milton and ensuring providers in potentially impacted areas have the resources they need for the storm.
    • The Department has secured supplies to ensure readiness in the event the Hope Bus is needed for deployment after landfall.
    • The State Mental Health Treatment Facilities have activated their disaster preparation plans and are assessing facility readiness.
    • DCF has begun contacting foster families, adult protective services clients, and licensed providers in the storm’s path to ensure preparedness.
    • DCF is making preliminary preparations for staffing shelters, delivering emergency supplies, and directing generators to critical human services infrastructure.
    • DCF has instructed all contracted vendors to deploy their Disaster Preparedness Plan.
    • DCF is providing information about Hope Florida to storm shelters, domestic violence shelters, and Continuums of Care ahead of the storm.

    Infrastructure, Roads and State Closures

    • The Florida Department of Transportation’s (FDOT) Hurricane Milton statewide preparedness efforts include clearing shoulders in preparation for potential Emergency Should Use (ESU):
      • Currently analyzing flooding vulnerabilities for major roadways and bridges.
      • Inspecting and clearing drainage systems, monitoring flood-prone and currently saturated areas, and pre-positioning pumps as appropriate.
      • Monitoring interstate traffic speeds and levels for the potential implementation of Emergency Should Use (ESU) to assist with evacuations if necessary.
      • Securing high mast lighting, maintenance yards, active construction projects, rest areas/welcome centers, service plazas, and weigh stations that had returned to normal since Hurricane Helene.
      • Barges at the Howard Frankland Bridge project is being secured.
      • FDOT has suspended construction projects with lane closures within all counties statewide located on all interstates and Florida Turnpike facilities.
      • Replenishing fuel reserves, checking generator readiness, and pre-positioning assets as appropriate.
      • Completing repairs on malfunctioning vehicles and equipment in preparation for deployment.
      • Initiated communication with modal partners – seaports, airports, railroads, transit, and spaceports. All partners are currently in monitoring posture.
      • Staging ITS trailers, as well as drone teams and equipment are being prepped and ready to deploy as needed.
      • Expanded Road Ranger Service across the impact zones.
    • Resources prepped and staged strategically (close to the projected path for quick implementation)
      • Cut & Toss Ops = 328 team members on standby
      • Over 1,015 generators
      • Over 350 pieces of heavy equipment and trucks
      • 67 pumps pre-positioned
      • Satellite internet equipment= 58 Starlink devices
      • Over 1,900 team members on standby for various emergency response efforts, including, damage assessment, flooding, traffic signals outages, etc.
      • FDOT has 20 drone pilots on standby
      • 8 ITS trailers staged
      • Over 150 bridge inspectors on standby
    • FDOT has removed 139,718 cubic yards of debris statewide (66,278 from state roads and 73,440 from local roads).
    • FDOT is supporting our local communities with supplemental sand and debris removal from local roads on the barrier islands in Pinellas and Manatee counties.
    • At the direction of Gov. DeSantis, FDOT is coordinating debris removal assignments for the Florida National Guard, Florida State Guard, Florida Highway Patrol, Florida Department of Agriculture, amongst others, who have activated available state personnel and resources to clear and haul remaining debris.
    • Approximately 450 truckloads and 8,100 cubic yards of debris have been removed from Pinellas barrier islands.
    • FDOT encourages drivers to download the FL511 app or visit FL511.com for road/bridge closures and potential detours that may be activated. Remember to always follow the direction of local law enforcement and emergency personnel.
    • Transportation Modes:
      • Seaports, Airports, Rail, and Transit partners are monitoring storm conditions.
      • Please check with your airline or transportation service provider directly about potential service impacts.
      • Transit agencies in the impacted area are offering evacuation transportation to shelters. Please check with your local transit provider for schedules.
      • SunRail operations will be suspended starting Tuesday, October 8
    • Following the issuance of the Governor’s Executive Order, the Florida Department of Environmental Protection (DEP) issued an Emergency Final Order allowing for the activation of disaster debris management sites to store and process storm generated solid waste and debris.
    • DEP’s Emergency Final Order also removes barriers for expediting necessary repair, replacement and restoration of structures, including coastal structures, equipment, surface water management systems, works and other systems that may be damaged by the storm.
    • DEP is coordinating with Landfill Strike Teams to assess Disaster Debris Management Sites (DDMS) operating as a result of Hurricane Helene.
    • For counties and local governments in need of additional debris disposal locations, especially ahead of Hurricane Milton, DEP has approved all pending DDMS site activation requests and stands ready to approve the activation of any additional pre-authorized or new DDMSs that may be needed.
      • Currently, 193 DDMS have been authorized to operate.
    • Hurricane Helene kicked up significant amounts of sediment and sand along the coastlines in and along its path. DEP is working with local governments to manage the excess sand and continue removal efforts.
      • For sand that has accumulated on private properties, residents should return it to the beach if it appears clean, smells fresh and is free of debris. If the sand contains debris, residents should contact their local government to find the nearest disposal site. DEP has worked with counties to establish temporary staging areas to properly screen the sand before it is returned to the beach.
    • DEP is working with Florida’s Water/Wastewater Agency Response Network (FlaWARN), the Florida Rural Water Association and other response agencies to ensure preparations are underway to support drinking and wastewater facilities ahead of Hurricane Milton.
    • Florida’s water management districts are engaging local governments and drainage operators throughout the state and are available to provide technical and other support, including deploying temporary pumps to alleviate localized flooding. As part of standard operations, DEP and Florida’s water management districts continue to monitor water systems and river levels as the storm develops.
    • DEP published a storm updates webpage to keep state park visitors updated of closures: FloridaStateParks.org/StormUpdates. Visitors with existing camping and cabin reservations at closed parks have been notified of their reservation status.
    • The Florida Highway Patrol (FHP) has staged high-water rescue vehicles in preparation for landfall of Hurricane Milton.
    • FHP is mobilizing 74 Quick Response Force (QRF) Troopers to stage in preparation for the incoming storm.
    • FHP is providing security at the Pinellas County Landfill and assisting with traffic entering and exiting.
    • All FHP Troops statewide will be going to Alpha/Bravo shifts effective Tuesday., October 8 (Troop C-Tampa area will begin this on 10/7/24 at 6 a.m.). All days off will be canceled.
    • FHP will be assisting with debris cleanup in the Tampa area.
    • FHP is working with its partners at FDOT to prepare and implement the Emergency Shoulder Use (ESU) plan for evacuations in the Tampa area.
    • FHP is assisting with traffic control in Taylor County and outside Tropicana Field for debris cleanup crews.
    • FHP is providing security at multiple fuel sites across the state.
    • FHP is assisting with community patrols in Taylor County.
    • FHP air support and drone assets are staged and prepared to deploy when needed.
    • The Florida Department of Corrections (FDC) is actively preparing mitigation measures by deploying evacuation assets and identifying areas of evacuation. Updates will be made available to the public at http://www.fdc.myflorida.com/weather-updates.
    • The Florida Department of Education (DOE) is actively monitoring Hurricane Milton and is working with school districts as they begin preparation efforts. The Department is also in close contact with districts that have been impacted by Hurricane Helene and will assist them with addressing critical needs ahead of the storm. Updates on school closures can be found at FLDOE.org/storminfo.

    Resources for Employees, Businesses and Consumers

    • The Florida Department of Business and Professional Regulation (DBPR) is staging assets and personnel across 13 offices statewide and is prepared to surge resources to areas impacted by Hurricane Helene that receive a second impact from Hurricane Milton.
    • Updates on business closures and business resources are consistently being updated at FloridaDisaster.biz.
    • FloridaCommerce activated the private sector hotline at (850) 815-4925, open daily 8:00 a.m. to 5:00 p.m. Inquiries may also be emailed to ESF18@em.myflorida.com.
    • FloridaCommerce is hosting daily private sector coordination calls. Briefings will be provided by Emergency Support Functions and private sector partners. For call information email ESF18@em.myflorida.com.
    • VISIT FLORIDA Emergency Accommodation Modules on Expedia, Priceline and Booking.com will remain available to provide real-time hotel availability and lodging resources for impacted Floridians and visitors.
    • The Florida Small Business Development Center Network (SBDC) has pulled their Helene Mobile Assistance Centers from the field and will redeploy once storm conditions have passed.
    • The Office of Financial Regulation (OFR) issued a proclamation to financial institutions and securities professionals. In addition, the OFR offers online resources to Floridians who may need help finding information about their financial services provider(s), including state-chartered banks and credit unions, mortgage servicers, and other financial businesses and professionals.
    • OIR, in coordination with the Florida Department of Health (DOH), sent information regarding early prescription refills permitted under Executive Order 24-215. This information was sent to the public, health insurers, managed care organizations, pharmacy benefit managers, pharmacy chains, and health care providers. Information can be found here.

    On the federal response to Hurricane Helene:

    At the federal level, this has been a massive failure, and you could just ask the people there on the ground. I have been there. I was in Georgia, I was in Florida where Hurricane Helene made landfall there on the coast. And then we’ll be going to the hardest hit parts of North Carolina on Wednesday of this week. 

    When you talk to the people who are directly affected, they will tell you that this has been an abject failure. FEMA has lost sight of its core mission I think in so many cases, and the administration has not shown that they were prepared for this eventuality and this terrible disaster. The thing about hurricanes, Shannon, is that we know that they’re coming well in advance. You know, they had more than a week’s notice of this, and yet we still have people who have not been served and even rescued in North Carolina. It is a heartbreaking, tragic, and infuriating situation to have the federal government fail as they have.

    On FEMA funding to house illegal aliens: 

    The streams of funding are different, that is not an untrue statement of course. But the problem is what the American people see and what they’re frustrated by, is that FEMA should be involved – they are the Federal Emergency Management Association – their mission is to help people in times like this of natural disaster, not to be engaged in using any pool of funding from any account for resettling illegal aliens who have come across the border. That’s what the Biden Administration, Kamala Harris, and Secretary Mayorkas have been engaged in this program, and they have spent precious treasure of the American people and taxpayers to do just that. 

    When you see illegals in your local airport and you see them being transported around the country with planes, trains, and automobiles to every community everywhere, every state’s a border stat now because of that. That’s the NGOs, the non-governmental organizations mostly that are transporting those people around. And then they send the receipts to the federal government and Biden Harris and Mayorkas gleefully pay those receipts because they open the border intentionally. The American people are disgusted by this. They’re fed up with it, and so are Republicans in Congress. And it’ll stop after November 5th because we’re going to have unified government with the Republicans in charge and we will bring sanity back to this situation.

    On keeping the 2024 election focused on policy:

    We have to talk about the greatest collection of challenges that this country is facing, probably since World War II, maybe the Civil War. Let’s put all this political nonsense behind us and talk about how we get out of this mess. And I believe the way we do, and I believe a large number of the majority of the American people understand you have to put steady hands at the wheel. You’ve got to put President Donald J. Trump back in the White House because he will bring stability back. 

    He will get the economy going again. He will restore our stature on the world stage at a time where we’re almost on the verge of World War III. You have got to get his leadership back in the White House. That’s why the massive crowds are drawn to these rallies, and that’s why I believe we’re going to win in November.

    On supporting Israel:

    Everything that they have done, since day one, the Biden-Harris Administration, is project weakness on the world stage. And that has put us in the most dangerous situation that we have been in since World War II. Our allies are nervous. Our adversaries do not fear us. They don’t respect us, and that is why China, Russia, Iran, North Korea, terrorists and tyrants around the world are coordinating against us. And that is why you’re seeing the provocations of the war in Israel. 

    Russia moved on Ukraine, China doing all the things they’re doing and threatening Taiwan. None of this happened on President Trump’s watch because he was a steady hand, a strong hand at the wheel. We have got to reelect him so that we can restore the order in the world and project peace through strength again. That’s what we have to get back to, and it cannot happen soon enough.

    GRAND FORKS, N.D. – Senator John Hoeven issued the following statement after the University of North Dakota (UND) submitted its application to the Federal Aviation Administration’s (FAA) Enhanced Air Traffic-Collegiate Training Initiative (AT-CTI) program. Hoeven has been working to secure the aviation school’s role in the new program, part of his broader efforts to address the air traffic controller (ATC) shortage. Specifically, this effort will allow UND’s ATC program graduates to move directly into the workforce rather than attending the FAA’s ATC Academy in Oklahoma:
    This builds upon UND’s current role as an AT-CTI program, which allows graduates to skip the first five weeks of initial qualification training at the FAA Academy.
    Under the enhanced program, UND will offer the same curriculum provided by the FAA Academy, making graduates immediately eligible for hire and to begin localized training at an air traffic facility.
    Graduates will still be required to pass the Air Traffic Skills Assessment (ATSA) exam and meet medical and security requirements.
    UND is aiming to start the Enhanced AT-CTI program in the spring 2025 semester, being one of the first schools in the nation to offer this opportunity to students.

    To advance UND’s application, Hoeven made the case to Transportation Secretary Pete Buttigieg and FAA Administrator Michael Whitaker for UND to lead the way in this initiative.
    The senator stressed the university’s position as a world leader in aviation research, education and training.
    This comes in addition to measures Hoeven worked to include in the FAA Reauthorization Bill passed by Congress earlier this year to improve ATC hiring and retention.

    With the application submitted, the FAA will begin the review process, which includes a site visit in Grand Forks in the coming months.
    The site visit will involve an inspection of UND’s classes, curriculum, equipment and other aspects essential to the Enhanced AT-CTI program.
    Hoeven’s office continues working with the FAA to coordinate these next steps in the application process.

    “Air traffic controllers are an essential part of our nation’s ability to provide safe, timely air service, and the ongoing labor shortages in this area constrain the operations of airports across the country. The good news is that we have a world-class aviation school at UND, which is primed and ready to tackle this demand for a qualified ATC workforce. As an existing AT-CTI school, UND is well-positioned to move into this new enhanced training initiative, which is a great opportunity for its students to get into the workforce more quickly, bypassing the need to go the ATC Academy in Oklahoma,” said Senator Hoeven. “That’s why we’ve been working to secure UND’s leadership in this program, having raised this priority with both the Transportation Secretary and the FAA Administrator. With the school’s application now submitted to the FAA, we continue our efforts to move this process forward, and ensure the site visit and all required steps are successfully completed in time to begin this program at UND in 2025.”

    Addressing the ATC Shortage
    The FAA reauthorization bill includes legislation Hoeven cosponsored that requires the FAA to use a more accurate staffing model developed by the National Air Traffic Controllers Association and the FAA’s Air Traffic Organization. The bill also sets an updated minimum hiring target for new air traffic controllers.

    Good morning, everyone!

    It is wonderful to be here with you today for this special occasion, at Farragut Seawall, named after our Nation’s first Admiral and our Navy’s first prominent Hispanic leader.

    Assistant Secretary Berger, thank you for your leadership as Assistant Secretary of the Navy for Energy, Installations, and the Environment. The work you do every day is crucially important for the readiness of our Sailors, Marines, and Midshipmen.

    Vice Admiral Davids, thank you for your leadership of the Naval Academy and of the future leaders of our Navy and Marine Corps.

    To all of our distinguished guests, Navy and Marine Corps leaders, Naval Academy faculty, and those who laid the groundwork to get us to where we are today: welcome and thank you for joining us to celebrate the ribbon-cutting for the newly fortified Farragut Seawall.

    Enduring Priorities

    When I entered office as Secretary of the Navy, I laid out Three Enduring Priorities zhich are the foundation for all we do in the Department of the Navy.

    My priority of Strengthening Maritime Dominance centers on ensuring our Sailors and Marines have the best ships, aircraft, and technology available, so that if we are called, we may fight and decisively win our Nation’s wars.

    And my priority of Building a Culture of Warfighting Excellence concerns taking care of people.

    Our people—our Midshipmen—are our greatest strength, and force readiness begins and ends with them.

    And just as our people all around the world deserve robust infrastructure to work, sleep, and study, they also deserve protection from external threats caused by one of the most destabilizing forces of our time.

    To remain the world’s dominant maritime force, the Department of the Navy must rapidly adapt to existential threats such as climate change.

    Building a Climate-Ready Force

    In September 2003, Hurricane Isabel battered the Atlantic Coast.

    And the category five hurricane did not spare the Naval Academy or our future warfighters here.

    The rising water flooded classrooms and damaged buildings—the devastation is evident in photos depicting classroom doors barely peeking above the floodwaters and buildings around the Yard partially submerged.

    The damage resulted in disruptions to classes and normal operations for our Brigade of Midshipmen, along with over one hundred million dollars’ worth of repairs.

    And since Hurricane Isabel made landfall twenty years ago, our world today has continued to face increasingly unpredictable and devasting weather phenomenon.

    Yet, the Department of the Navy is actively adapting and innovating for the changing landscape of the world and indeed of warfare.

    We have set out ambitious goals which we accomplish through installation resilience—by ensuring that our people, systems, and facilities can continue to operate effectively and accomplish our mission in the face of worsening climate impacts.

    Less than two years ago, we held a ceremony here to break ground on the first project to safeguard the Naval Academy from rising sea levels.

    Our efforts today will significantly enhance the development of our future Navy and Marine Corps leaders, enabling them to learn, grow, and thrive with minimal disruption.

    For the sake of force resilience and our people, we must continue looking over the horizon towards future challenges, finding new ways to innovate and modernize our Force.

    May the success of the Farragut Seawall project illuminate the path for future climate resilience initiatives.

    I thank all of you for being here today, to celebrate this momentous occasion and the Department of the Navy’s commitment to our future Navy and Marine Corps Officers.

  • MIL-OSI USA News: Statement from NSC Spokesperson Sean Savett on Marburg Virus Disease  Outbreak

    The Biden-Harris Administration is committed to preventing, detecting and responding to health emergencies globally. On September 27, Rwanda’s Ministry of Health announced an outbreak of Marburg Virus Disease (MVD) and the Biden-Harris Administration is working closely with the Government of Rwanda to end the MVD outbreak as quickly as possible. As we have all experienced in recent years, health emergencies are a global issue we must address together. CDC assesses that the risk of infection with this virus in the United States is low, and there are currently no confirmed MVD cases outside of Rwanda.

    Since learning of this outbreak, the United States has committed to making nearly $11 million available to address urgent health needs in Rwanda and surrounding countries, including support for surveillance and contact tracing, infection prevention and control guidance, and exit screening at Rwanda’s airport and neighboring border crossings. And within days of learning of the MVD outbreak, CDC deployed three senior scientists to Rwanda to support its response. Although there are currently no FDA-approved vaccines or drugs against MVD, the United States contributed hundreds of investigational vaccine doses and a small number of investigational therapeutics doses, which arrived in Rwanda this weekend. The United States has also contributed more than 500 MVD tests and 500 units of personal protective equipment, which have arrived in Rwanda to support response efforts and protect health workers.

    In times of crisis, we must work together to quickly save lives. The Government of Rwanda has taken action to contain this outbreak and protect the health and wellbeing of the Rwandan people, and the United States will continue supporting those efforts. We must also continue to build preparedness between crises, which is why the United States has supported global health security work for more than two decades to help build capacity to prevent, detect, and respond to infectious disease threats across the world.

    Even as we respond to crises abroad, the top priority for the Biden-Harris Administration is protecting the American people. To keep Americans safe, we are implementing additional precautions for a small, select group of travelers arriving in the United States from Rwanda, including additional public health entry screenings. To facilitate these precautions, the United States will finalize plans in the coming week to redirect passengers who were recently in Rwanda to certain U.S. airports for public health entry screening and follow up measures. These measures will advance ongoing efforts to protect public health and reduce the risk of MVD coming into the United States.

    The 12th Meeting of the India-UAE High Level Joint Task Force on Investments (HLJTFI) took place in Mumbai today. It was co-Chaired by Shri Piyush Goyal, Minister of Commerce & Industry, Government of India and His Highness Sheikh Hamed bin Zayed Al Nahyan, Managing Director of Abu Dhabi Investment Authority (ADIA).

    The HLJTFI was established in 2013 to promote trade, investment and economic ties between India and the UAE. Since its formation, it has provided an effective mechanism to discuss opportunities and prospects for further investments in India and the UAE, while acting as a forum to resolve issues faced by investors of the two countries.

    During the 12th HLJTFI meeting, the Co-Chairs acknowledged the continued growth and strengthening of the bilateral relationship between India and the UAE, including on trade and investment related matters. The India-UAE Bilateral Investment Treaty, signed during Prime Minister Modi’s visit to the UAE in February 2024, has been ratified by both sides and entered into force with effect from 31 August 2024. 

    The Co-Chairs also acknowledged the rapid rise in bilateral trade under the Comprehensive Economic Partnership Agreement (CEPA), which came into force in May 2022. The Joint Task Force reviewed the working of the India-UAE CEPA, which was one of the fastest-ever negotiated Free Trade Agreements. This landmark agreement designed to stimulate increased trade and boost the trading relationship between the two countries. During the course of the last two years, the CEPA has helped reduce tariffs on the majority of product lines, sought to address other barriers to trade and created new avenues for cooperation. As a result of the deal, bilateral trade has risen consistently, with non-oil trade rising to US$28.2 billion in the first half of 2024, a 9.8% year-on-year increase. The agreement has also spurred FDI – as of 2023, the UAE is India’s fourth largest foreign investor with US$3.35 billion committed across a wide range of sectors, representing a threefold increase on 2022. Indian FDI into the UAE in 2023 totalled US$ 2.05 billion, more than 2021 and 2022 combined. These figures represent real growth with real, on-the-ground impact. Further, it has led to job creation in Indian market and export from labour-oriented sectors is growing rapidly.

    Considering the strategic agreements and initiatives signed during the recent official visit of H.H. Sheikh Khalid bin Mohamed Al Nahyan, Crown Prince of Abu Dhabi, to India, the two sides noted the existing and future investments and projects of UAE entities in key sectors of the Indian economy, including energy, artificial intelligence, logistics, food and agriculture, which total approximately US$100 billion. The meeting also reviewed UAE investments in Indian infrastructure assets.

    During the HLJTFI meeting, the two sides reviewed progress on several key initiatives, including some that were previously announced by Indian Prime Minister Narendra Modi and UAE President Sheikh Mohamed bin Zayed Al Nahyan, and expressed satisfaction at the rapid pace of implementation. These initiatives include bilateral trade in local currencies, the integration of payment systems of India and the UAE, cooperation on Central Bank Digital Currencies, the launch of work relating to a Virtual Trade Corridor and the development of a food park in Ahmedabad. 

    Food parks are among areas for greater collaboration and investments between India and UAE. It will lead to higher income for farmers, jobs’ creation in food processing sector, and enhance food security for UAE. Small working groups between Central Government, State Governments and UAE Government will take forward food corridors between the two countries on a mission-mode basis. The strong progress made on these initiatives attests to the high level of commitment from both sides to ensure the implementation of their respective leaders’ visions. 

    The two sides welcomed the announcement of the Abu Dhabi Investment Authority (ADIA) establishing a subsidiary at GIFT City. This underlines the strong interest from UAE’s institutional investors in India’s growing and dynamic economy, and GIFT City’s reputation as world-class financial services centre, operating under a strong regulator and a robust legal framework.

    To augment the relationship, National Payments Corporation of India (NPCI), via its international subsidiary NPCI International Payments Limited (NIPL) is collaborating with Al Etihad Payments (AEP), to enable creation of domestic card scheme JAYWAN in UAE. The JAYWAN card scheme is an outcome of deep collaboration between NIPL and AEP. It is based on the RuPay card stack (developed and deployed at great scale by NPCI in India), which is shared with the AEP to enable UAE be sovereign in the area of digital payments. The two governments are now working on interlinking the two national payment platforms – UPI (India) and AANI (UAE), which will facilitate seamless cross-border transactions between the two countries. This will benefit over 3 million Indians residing in UAE enabling them use power of UPI and AANI, for real-time cross-border remittance, which is aligned with the vision of bringing speed, transparency, accessibility and cost efficiency in cross-border remittances.

    The Government of India has also decided to open an office of Invest India in Dubai, UAE to serve as a dedicated point of contact for potential UAE investors seeking to invest in India. The issue was discussed during the India-UAE HLJTFI meeting today. This will be the first such overseas office of Invest India in the Middle East region and its second overseas office overall after Singapore.

    In course of the HLJTFI meeting, the Co-chairs Shri Piyush Goyal, Commerce & Industry Minister of India, and His Highness Sheikh Hamed bin Zayed Al Nahyan, Managing Director of Abu Dhabi Investment Authority, also expressed satisfaction on the progress being made by Bharat Mart. Work on the ground has commenced, and design work on the layout of retail spaces and warehousing is making rapid progress.

    The HLJTFI provides a forum to deliberate on ways and incentives for encouraging further growth in investment flows from both sides. In this context, the Indian side shared opportunities for investments in priority sectors like renewable energy, green hydrogen, pharmaceuticals and genomics, among others. The UAE side also raised opportunities for investment in India’s aerospace sector, due to the rapid growth of its aviation market.  

    Issues related to investments from both sides, as well as specific challenges faced by companies from both countries, were also discussed during the meeting, with a view to removing obstacles and facilitating their resolution. The Co-Chairs directed both teams to work together and with the relevant government entities to address these issues in a timely and mutually acceptable manner. 

    The HLJTFI meeting was attended by Shri Amardeep Singh Bhatia, Secretary, Department for Promotion of Industry and Internal Trade (DPIIT), Government of India; Shri Sunjay Sudhir, Ambassador of India to the UAE, H.E. Dr. Abdulnasser Jamal Alshaali, Ambassador of the UAE to India, and a number of senior officials from both the governments.

    Shri Piyush Goyal, Commerce and Industries Minister, Government of India, and Co-Chair of the HLJTFI said: “India-UAE partnership stands on the pillars of innovation, investment and sustainable development. The Joint Task Force meeting today was useful to take a stock of all the laudable initiatives that India and the UAE have jointly undertaken, such as local currency settlement, virtual trade corridor, Bharat Mart, and so on. With the strong framework now provided by India-UAE CEPA and Bilateral Investment Treaty, I encourage stakeholders to further explore investment opportunities and trade possibilities.”

    His Highness Sheikh Hamed bin Zayed Al Nahyan, Managing Director of the Abu Dhabi Investment Authority (ADIA) and Co-Chair of the HLJTFI, said: “The India-UAE CEPA, signed in 2022, has been a major catalyst for strengthening economic ties and enhancing cross-border trade between the UAE and India. Against this positive backdrop, the Joint Task Force continues to play an important role as a forum to explore new investment opportunities, remove impediments to further cooperation and work together in pursuit of shared goals.”

    While the Commission’s report is still pending, the advisory consultancy Guidehouse organised two stakeholder workshops in November 2023 and March 2024 to gather input. In parallel, stakeholders from the EU and international aviation ecosystems, and beyond – including aircraft operators from various market segments, airports and airport regions, aerospace manufacturers, e-fuel producers and logistics service providers – have repeatedly expressed their support for the introduction of a book and claim system to prevent structural imbalances, and to reduce costs in the EU’s SAF market.

    In the meantime, the long-anticipated report by Mario Draghi on EU competitiveness recognises the persistent price gap between SAF and conventional aircraft fuel, which hampers the decarbonisation of aviation. At international level, the International Civil Aviation Organization (ICAO), as part of its conclusions on its third Conference on Aviation and Alternative Fuels, has also announced that it will conduct a study on the book and claim concept[1].

    How will the Commission ensure it uses the current momentum to develop a working book and claim mechanism in the EU that could lead the way for the ICAO, while supporting a strong EU SAF market, strengthening our industrial base in SAF production, diversifying energy supply chains and ensuring the EU’s overall energy sovereignty?

    Honorable Kiggans, Mary Dyer, Mayor Alexander Admiral Caudle, lieutenant general Shea, flag general, officers Senior enlisted leaders, distinguished guests, industry partners, allies and partners. All of our active and reserve sailors, Navy civilians, and all of our families that are here. It is truly an honor for me to be here with you tonight and celebrate the Navy’s 249th birthday, 249 years.

    As you saw in the video, Warfighting Strength and Readiness. I do want to start tonight by also echoing a few thank yous. So let me say first, thank you to the Sea Cadets who are our color guard our tonight. You are the future of our Navy. Great to see you all. And I also want to say thank you to the Fleet Forces Command Band.

    I hope you’re getting a chance to eat now, because we know we’re looking forward to that great concert later on tonight. So how about fleet forces command band.

    And also to echo Admiral Caudle to Lou and Mary Ellen and many of our teammates here from the Navy League and all the sponsors, but to the Navy League in particular. Thank you for putting together another spectacular birthday celebration. And thank you for your continued support, commitment and advocacy for our sailors and our Navy families every day, not just on our birthday.

    Of course, the most special guests here tonight are all of our sailors, our Marines, our midshipmen, our Navy, civilians, and other teammates. Thank you for answering our nation’s call to service. Every single one of you has a choice in what you decide to do in your life. And you all have chosen to serve something greater than yourself. And I am grateful for each and every one of you.

    And to all of our families and our big support networks out there, whether you’re here tonight or you’re at home. I also want to extend my thanks to you. Thank you for your own service and your sacrifice. Those of us in the uniform, we cannot do what we do every day without your encouragement, without your love, and without your incredible support.

    So how about a big round of applause for all our families out there tonight.

    Ladies and gentlemen, the birth of our navy came nearly a year before our nation’s independence. And on October 13th, 1775. In the early months of the Revolutionary War, our navy embarked on what would eventually become an congressionally mandated mission to man, train, and equip our forces for prompt and sustained combat incident to operations at sea. With a fleet of just two armed vessels and 80 sailors each.

    Our Navy moved forward with a strong sense of purpose and urgency, protecting American trade, seizing enemy supplies, and attacking British vessels at sea. Equally inexperienced, but driven by their patriotism, these bold and courageous sailors delivered our nation its very first dose of warfighting advantage. Effectively cutting the redcoats off from their supply lines at sea and challenging the British fleet’s superiority, our newly established Continental Navy found immediate success.

    And from that point on, there was no turning back. The great American experiment was truly underway, and with it, the legacy of America’s warfighting Navy over the many centuries, battles, and wars since then, our Navy sailors have continued to deliver warfighting advantage, operating far forward and always ready. As you saw in the video and you’ve lived it yourselves.

    To preserve the peace, respond in crisis, and win decisively in war when called. They did it in the Great War when our convoys of battleships, submarines and auxiliaries crossed the U-boat infested waters of the Atlantic, escorting soldiers and supplies to the Western Front, they did it during World War Two, when our massive fleet of aircraft carriers, battleships, cruisers, destroyers and submarines delivered decisive combat power in consequential campaigns like the Battle of Midway, Operation Overlord, and the Battle of Leyte Gulf.

    And they did it again in the Cold War, when our team of sailors, civilians and industry partners created the most lethal and combat credible force the world had ever seen. When you fast forward to today. This year has been no different. We have continued that great legacy of our Navy and demonstrated another year of warfighting strength and readiness, as you’ve all seen, and maybe you’ve been there.

    Our Navy and Marine Corps team is in high demand in the Middle East under Operation Prosperity Guardian. Our sailors worked tirelessly with over 20 nations to save lives, to defend the rules based international order and ensure the free flow of commerce, knocking down hundreds of missiles and drones at a level of intensity not seen since World War two.

    So tonight I’d like to recognize a few groups, and you’ll see there’s a lot of thanks in here and a lot of applause in here, but we can’t say thank you enough. So I want to recognize our sailors and our teammates here tonight. Both those who deployed all around the world this year, as well as those who got them ready for that deployment and supported them from here ashore.

    So there were many commands that deployed. I’ll just name a few. The USS Dwight D. Eisenhower, Carrier Air Wing three and its nine squadrons, the Philippine Sea. You can clap if you’re from there. The Destroyer Squadron 22, USS Gravely Mason, Laboon, Carney, the Florida, military Sealift Command, the supply of the Kanawa and the Alan Shepard who delivered munitions, supplies and goods to sustain our people in our fleet and many other forces.

    So if you deployed in the past year, you are year 249 leading up to year 250. Stand up so we can give you a round of applause for your warfighting prowess. Thank you.

    But there’s also that second group, those commands that we don’t always ask to stand up. They play an incredibly important role ashore, preparing our fleet to deploy and supporting them while they are deployed, like afloat training group Atlantic, Carrier Strike Group four. You can clap if you’re from their Nordic Semitic, the regional maintenance center. All of our fleet readiness centers and all of our medical folks that got our people, ready and out the door.

    Your efforts ensured the readiness of our fighting forces. And let me tell you, their successes would not happen without you. So if you had a hand in making these deployments so successful, please stand up so we can thank you.

    The story of these sailors, civilians and teammates that we just talked about over the last year and we saw in the video really the story of all the war fighters here tonight. Those are just a small sampling of the many stories that are being told all across America’s war fighting Navy and it’s a Navy that works around the globe and around the clock.

    And as we celebrate tonight, thousands more of our sailors and Marines continue to operate far forward, at risk and in challenging environments all around the world, from the eastern Mediterranean to the Red sea to the Indo-Pacific and the Atlantic Ocean everywhere in between. Our team is standing the watch in every domain on, under and above the sea. So let’s all send a quick thought to them.

    A thought of thanks to all the sailors and Marines for standing the watch and keeping us safe so we can enjoy this wonderful evening together. I could not be more proud of this amazing Navy team, active, reserve sailors, our civilians, our families. There is no other Navy in the world, no other joint force in the world who can train, deploy and sustain such a lethal combat.

    Credible force at the pace, scale and tempo that we do. So that’s why I’m so happy to be back here in Norfolk to celebrate our Navy’s birthday with all of you, with the fleet, with the warfighting fleet who have been operating far forward at that point of friction with our adversaries and at the point of friendship with our allies and partners in every corner of the globe.

    You are America’s warfighting Navy in action. And as we look to the future and to the decisive decade ahead, I am confident that our team will continue to serve with honor, courage and commitment. Building on the proud legacy of our heroic sailors and working tirelessly to raise our baseline level of readiness for potential conflict anytime and anywhere. Tonight, like every night for the last 249 years, our Navy is standing the watch deterring aggression, defending our nation’s security and preserving our way of life.

    And this year, like every year in our storied history, we celebrate the birth of our service and take pride in being part of the world’s preeminent fighting force. So as we gather tonight in the company of family and friends sharing a bunch of sea stories and lots of memories from our time in the fleet. Let us also remember that we are here to honor all of our sailors past, present, and future who answer our nation’s call to serve a cause greater than themselves.

    To wear the uniform that symbolizes freedom all around the world, and to ensure that America remains that beacon of freedom and democracy for all to see. We will continue to build on their contributions and share the story of our Navy. The story of 249 years about warfighting strength and readiness. So let me again wrap up by saying thank you.

    Thank you for what you do. Thank you for your support, your service and your sacrifice. Each of you plays a vital role in our Navy and what you do every single day matters to our Navy and to our nation. As your 33rd CNO, I could not be more proud to serve alongside you. And as we head into our 250th birthday next year, I can’t wait to see what this year brings.

  • MIL-OSI USA: Klobuchar, Smith Announce Federal Funding for Rochester International Airport

    WASHINGTON – U.S. Senators Amy Klobuchar (D-MN) and Tina Smith (D-MN) announced they secured significant federal funding for Rochester International Airport for infrastructure improvements. The grant provides $15,774,313 to construct 1,647 feet of Runway 31’s safety area, reconstruct 6,450 feet of existing Runway 3/21, construct 2.5 miles of new service road, install 15,000 feet of wildlife perimeter fencing, and extend Runway 3/21 an additional 1,647 feet in length to bring the airport into conformity with current standards.
    “Rochester International Airport is an essential link for residents and businesses in Olmsted County and beyond,” said Klobuchar. “This federal grant will make needed infrastructure updates to ensure the airport can continue serving travelers for years to come.”
    “I’m glad to see the Biden-Harris administration once again delivering for travelers in Minnesota and around the country,” said Smith. “Small and regional airports like the Rochester International Airport are vital parts of their communities and this funding will go directly towards constructing runways and services to ensure it is safe and functional for travelers.”
    This funding is from the Airport Improvement Program (AIP), which provides federal grants for airport infrastructure projects such as runways, taxiways, signage, lighting, and markings.

  • MIL-OSI Security: Defense News: VCNO Visits Hawaii, Focus on Readiness and Warfighters

    The U.S. Pacific Fleet is the world’s largest fleet with approximately 200 ships, 1,500 aircraft, and 150,000 military and civilian personnel operating across 100 million square miles of land, air and sea.

    Kilby began the visit discussing Pacific Fleet’s essential role deterring conflict, upholding international law and assuring access to the seas with Commander, U.S. Pacific Fleet Adm. Steve Koehler.

    “The United States is a Pacific nation and the Sailors and civilians serving in the Pacific Fleet have an immense responsibility,” said Kilby. “The Chairman of the People’s Republic of China has charged PRC forces to be ready for war by 2027 and it is critical we remain postured to deter, defend and if necessary, defeat provocative actions and unsafe behavior across the Indo-Pacific.”

    Kilby also observed how the Navy executes fleet-level warfare and facilitates lower-echelon mission command at Pacific Fleet’s Maritime Operations Center. Pacific Fleet’s MOC has the lead for achieving certified and proficient teams in command and control, information, intelligence, fires, movement and maneuver, protection, and sustainment functions in accordance with the Chief of Naval Operations Adm. Lisa Franchetti’s Navigation Plan for America’s Warfighting Navy 2024.

    Kilby also met with Commander, U.S. Indo-Pacific Command Adm. Sam Paparo, responsible for joint U.S. military operations throughout the DoD’s priority theater, which encompasses more than 380,000 U.S. troops across all services, as well as 38 nations, 14 time zones, more than 50% of the world’s population, seven of the ten world’s largest militaries, and five nations allied with the U.S. through mutual defense treaties.

    “I cannot overstate the importance of this theater at this critical time in our nation’s history,” said Kilby. “The partnerships, presence and military readiness these warfighters provide is vital to our global economy, deter aggression, and when necessary, enables us to fight to win.”

    The USINDOPACOM AOR shares borders with each of the other five geographic combatant commands and covers the largest amount of the globe.

    Additionally, Kilby met with Commander, Navy Region Hawaii / Navy Closure Task Force – Red Hill Rear Adm. Stephen Barnett and discussed the Navy’s long-term commitment to closing the Red Hill Bulk Fuel Storage Facility (RHBFSF) and protecting the environment, the aquifer and the entire Hawaii. Kilby also toured RHBFSF during his visit.

    Navy Region Hawaii is a fleet concentration area for more than 25,000 Sailors and 10,000 civilian employees, including more than 60 commands.

    In September, NCTF-RH launched two new communication features to provide the public more options to stay informed on closure activities. One feature is a decommissioning dashboard function on the NCTF-RH mobile app that provides a visual depiction of the RHBFSF tank cleaning progress. The second is the “Let’s Talk Red Hill” podcast series featuring NCTF-RH Deputy Commander Rear Adm. Marc Williams with guest co-hosts and subject matter experts.

    Kilby also toured shore infrastructure during his visit, including the Joint Base Pearl Harbor-Hickam Airfield, West Loch Annex, Wastewater Treatment Plant and unaccompanied housing.

    “Shore readiness is Navy readiness,” said Kilby. “The CNO has directed by 2027, we will assess, prioritize and program resources to repair infrastructure directly supporting Navy Task Critical Assets to improve operational readiness in the Pacific.”

    Kilby also stressed the importance on stable and predictable funding for continued support of the Navy investments.

    “The Navy must continue our momentum of our efforts to invest in our infrastructure and the quality of service of our people,” said Kilby. “Passing legislation on time and avoiding a continued resolution ensures we can continue to support our Nation’s security interests, ready our platforms and weapons, and take care of our Sailors and civilians.”

    Kilby also met with Navy leadership to discuss NAVPLAN 2024. This strategic guidance focuses on two strategic ends: readiness for conflict with the PRC by 2027 and enhancing long-term advantage. It aims to achieve these ends through two central ways: implementing seven “Project 33 Targets” and expanding the warfighting ecosystem.

    “CNO’s NAVPLAN gives strategic guidance to our Navy regarding where we are now and where we need to go faster to achieve our goals. It’s about thinking, acting and operating differently in a dynamic and changing security environment,” said Kilby. “It’s about raising our baseline level of readiness, putting more players on the field and taking care of our people. We must move forward with purpose and urgency to ensure we remain ready to fight and win should deterrence fail.”

    Continuing Kilby’s emphasis on readiness, he spent time at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility talking with leadership, Sailors and civilians assigned to the shipyard about the vital role the shipyard provides for our national security and our fleet.

    “CNO has given her guidance – by 2027, we will achieve and sustain an 80 percent combat surge ready posture for ships, submarines, and aircraft,” said Kilby. “The team at PHNSY & IMF are essential to achieving that goal for our ships and submarines. Achieving this is an all-hands efforts and I am incredibly proud of what this shipyard is able to accomplish to keep our Fleet fit to fight.”

    Kilby saw the progress made on Dry Dock 5, the first dry dock built in Pearl Harbor since 1943. It’s designed for a projected service life of 150 years and to accommodate the maintenance needs of Virginia-class submarines.

    The U.S. Navy operates four public shipyards; PHNSY & IMF is located in the heart of the Pacific and hosts the only U.S.-owned dry docks located outside the continental United States. The upgrades at PHNSY & IMF are in line with upgrades happening across all four public shipyards as part of the Navy’s Shipyard Infrastructure Optimization Program.

    A U.S. B-1B Lancer participated in a combined flyover with two Republic of Korea Air Force F-16K Slam Eagles as part of the ROK Armed Forces Day celebration over Seongnam’s Seoul Air Base in the Gyeonggi Province, Oct. 1, 2024. The event commemorated the 76th anniversary of the founding of the ROK’s armed forces, honoring the veterans and service members of the nation’s military, and demonstrated the United States’ ironclad commitment to the ROK-U.S. Alliance.

    Earlier in the day, two B-1s also participated in simulated combined close air support training with the two ROK F-15Ks and U.S. 607th Air Support Operations Group personnel at Pilsung Range, ROK.

    The B-1 carries the largest conventional payload of both guided and unguided weapons in the U.S. military’s aircraft inventory, with the ability to employ several variations of munitions, including general purpose bombs, naval mines, cluster munitions, laser-guided missiles, and long-range strike munitions, among others.

    The event marked the second time B-1s have conducted close air support training in South Korea in 2024, following training in early June, and further enhanced the ability of U.S. and ROK fighters to integrate with U.S. bombers — maintaining the defensive readiness of both air forces.

  • MIL-OSI USA: USGS landslide event team activated in wake of Hurricane Helene

    “Our thoughts are with the communities and the countless people impacted by this tragic storm,” said Holly Weyers, USGS Southeast Regional Director. “We feel that activating our landslide event team in the aftermath of Helene was an essential step in providing federal, state, emergency managers, and rescue teams with the science information needed to assist with relief efforts. We’re actively assisting local authorities both on the ground and from afar as they work to protect lives and vital infrastructure.”

    The North Carolina and Tennessee Geological Surveys requested federal assistance after Helene brought record rainfall and river levels across the southern Appalachian Mountains. Landslides can be triggered by rainfall from hurricanes when rainwater fills the gaps in the soil, or the pores, faster than the water can drain resulting in elevated pore water pressure that reduces the strength of the soil and leads to slope failures. These types of landslides can occur suddenly and turn into fast-moving landslides that can travel very far, called debris flows. “We will always activate if a state asks us for help on a landslide issue,” said Eric Bilderback, a supervisory research geologist, who manages landslide hazard and earthquake geology research groups in the USGS’ Geologic Hazards Science Center.

    Two USGS landslide experts are currently based in the Knoxville, Tennessee area conducting aerial reconnaissance flights in partnership with U.S.

     Fish & Wildlife Services, to get a better understanding of the extent and severity of landslide impacts in the southern Appalachian region. This information is being shared across multiple state and federal agencies including Federal Emergency Management Agency, National Oceanic and Atmospheric Administration, and National Aeronautics and Space Administration. Flights began Thursday and are currently planned through Saturday. 

    The scientists are flying in a Kodiak Fish & Wildlife fixed-wing aircraft, that can fly at low enough altitude to get below cloud cover for better ground visibility, explained Bilderback.

    The data gathered in the flights will also help in confirming the locations of some landslides, which, can be accessed by the public on a newly-launched USGS Landslide Observations Dashboard here: https://www.arcgis.com/apps/dashboards/01b4f51fc0b64002bf7722a9acfc181d. The dashboard is multi-agency collaborative effort to map where landslides have been sighted.  

    At time of publication, the dashboard shows 230 landslides across North Carolina, Tennessee, and Virginia, depicted in red and grey dots. The red dots are “flagged landslides,” or those that impact rivers, roads, and structures.

    Bilderback explained that landslide sightings are coming from a variety of sources such as partner organizations, satellite imagery, and even the public through social media. This dashboard is being continuously updated with more information. The landslide event team does due diligence in attempting to confirm the accuracy of each landslide report, but Bilderback stressed, the Landslide Observations Dashboard is a rapid emergency analysis of the data that’s currently available and provisional data only. Due to the provisional nature of the dashboard, landslide point locations could be inaccurate, and all data is subject to change without notice.

  • MIL-OSI Security: 168th Security Forces FAST Team supports Pacific Angel 24-2 search and rescue exercise in Nepal

    The United States Air Force Security Forces watching over our aircraft as we depart on a mission may not always be at the forefront of our minds, but for the Defenders, security is their top priority. The 168th Wing Security Forces Defenders recently provided a Fly-Away Security Team (FAST) to support Pacific Angel 24-2 in Kathmandu, Nepal, Sept. 16-29, 2024.

    PA 24-2 is a bilateral search and rescue exercise sponsored by the U.S. and hosted by the Nepal Army. It facilitates field training and the exchange of information among subject matter experts on adverse terrain personnel recovery operations, swift water, and flood personnel recovery operations, patient movement in search and rescue operations, and medical response to hazardous materials. The exercise aims to enhance collaboration by building military and civilian trust in search and rescue capabilities.

    The FAST mission is to protect the aircraft in all areas throughout the mission to support humanitarian missions and Department of Defense anti-terrorism operations. These teams are responsible for safeguarding aircraft, crew members, and cargo from potential adversaries and play a key role in enhancing collaboration and trust for successful operations.

    “As part of this mission, in particular, we prepared by having each of our members become subject matter experts and brief the team,” said Tech Sgt. Zachory Dominique, 168th Wing Security Forces. “For example, regarding customs and courtesies, we do not want to go to Nepal and be disrespectful – knowing the customs and courtesies beforehand better prepares us – simple things like that. We prepared for weather, terrain, and conditions as well. We went through our load out, ensured we had proper protective equipment, and ensured everything was operational. Everything we have been doing follows a PACE plan, an acronym for primary, alternate, contingency, and emergency, so if our plan fails, we have plans b, c, and d.”

    The 168 SFS Defenders dedicated themselves to providing an impenetrable security perimeter around the military aircraft to protect aircrew and cargo. These highly trained and skilled defenders undergo rigorous selection and training processes to ensure they are prepared to handle any security threat. Their expertise lies in establishing and maintaining security measures to safeguard aircraft, personnel, and assets in challenging, high-risk environments.

         To celebrate the 75th Anniversary of the founding of the People’s Republic of China and enhance young people’s understanding of the aviation development in Hong Kong, the Civil Aviation Department (CAD) today (October 5) held an aviation-themed youth activity at its headquarters.
          
         The CAD has all along been committed to enhancing young people’s understanding of Hong Kong aviation industry and inspiring young people’s interests in the industry through organising youth activities, with the aim of nurturing young talents for the industry and hence contributing to the development of our country.
          
         More than 140 participants from seven youth groups, namely the Scout Association of Hong Kong, the Hong Kong Girl Guides Association, the Hong Kong Air Cadet Corps, the Hong Kong Youth Aviation Academy, the Hong Kong Aerospace Leaders Association, the Hong Kong Road Safety Patrol and the Hong Kong Army Cadets Association, participated in the event today. Besides, nearly 30 participants from the Strive and Rise Programme joined the event today. The event offered a variety of activities, including thematic talks on aviation development in Hong Kong, career talks on CAD grades, demonstrations of air traffic control tower simulator and the Aviation Education Path guided tours. 
          
         â€‹ The Director-General of Civil Aviation, Mr Victor Liu, at the opening ceremony, said that he was very pleased to share the joy of the 75th Anniversary of the founding of the People’s Republic of China with the young people at the event. He encouraged members of the youth groups to enhance knowledge on local aviation industry and equip themselves to uphold Hong Kong’s status as an international aviation hub. Mr Liu added that the CAD Aviation Education Path will set up new exhibition galleries with the themes on the “uprising of the two airlines” and the civil aviation development of China (including the development of home-grown aircraft), which will be open to the public upon completion.

    Following the promotion of Ying Ying and Le Le to parenthood with the birth of a pair of panda twins in mid-August, another pair of giant pandas currently named An An and Ke Ke, gifted by the central government, arrived in Hong Kong last Thursday from Sichuan comfortably and safely on our local flagship airline’s flight, showcasing the world-class level of temperature-controlled logistics provided by our airlines and the Hong Kong International Airport (HKIA).

    World first on partner airport accreditations

    HKIA is unparalleled globally in its capability to handle special air cargo, achieving multiple firsts.

    Since 2017, HKIA has been recognised by the International Air Transport Association (IATA) as a Partner Airport of the IATA’s Centre of Excellence for Independent Validators (CEIV). It has received certifications for Pharmaceutical Cold Chain Transportation (IATA CEIV Pharma), Fresh Cargo Transportation (IATA CEIV Fresh), Live Animals Transportation (IATA CEIV Live Animals) and Lithium Batteries (IATA CEIV Lithium Batteries) and is the first airport in the world to attain the full suite of CEIV certifications from IATA for handling special air cargo.

    The certification for Live Animals Transportation not only allows the transport of pandas but also covers pets such as cats and dogs, as well as horses, leopards, and llamas, among others. Local air logistics companies have made significant progress in this area over the past few years. In March 2020, two air cargo terminals located at HKIA, namely Cathay Pacific Services Limited and Hong Kong Air Cargo Terminals – were the first to obtain the Live Animals Transportation certification and Cathay Pacific Cargo subsequently became the third airline in the world to receive this certification. In December 2022, HKIA became the first airport community globally to obtain this certification. Currently, all cargo terminal operators at HKIA meet the IATA CEIV standards for transporting special cargo, making it one of the few airports in the world to achieve this level of certification. This demonstrates Hong Kong’s comprehensive strength in handling live animal transportation and further enhances our status as a hub for air cargo, especially in handling special cargo.

    Cathay Cargo escorts the giant pandas to Hong Kong

    An An and Ke Ke were transported directly from Sichuan to Ocean Park, arranged and sponsored by Cathay Cargo. You may have seen various media reports about the meticulous arrangements for the two VIPs’ arrival: a support team comprising 90 professionals across difference agencies worked closely with the airline to ensure the pandas’ health and safety; two experts from Sichuan and two caregivers from Ocean Park accompanied the pandas throughout the flight, etc. Specially designed crates were also used for their transportation to maintain a constant temperature of around 20 degrees Celsius inflight, with ample natural light and good ventilation. The crates were also equipped with Bluetooth devices, allowing the control centre to monitor the temperature and humidity inside the crates.

    Apart from taking good care of the giant pandas’ transportation, their food, bamboo leaves, are also imported from the mainland. Bamboo leaves for Hong Kong’s giant pandas are mainly grown in Conghua, Guangzhou and are freshly transported to Hong Kong every day where transportation starts before 10am. Previously, the bamboo leaves needed to first arrive in Tianhe District from Conghua before arriving in Hung Hom through the Guangzhou Kowloon Intercity Through Train, followed by delivery to Ocean Park. Thanks to the co-operation between customs on both sides and the increasingly improved transportation network within the Greater Bay Area, bamboo leaves now arrive at Ocean Park directly via point-to-point land transportation.

    The pair of giant pandas is expected to meet the public by the end of this year, and I am very much looking forward to visiting them. Their successful arrival once again proves the exceptional standard of our world-class air logistics. I am sure the HKIA community will continue to strive for excellence and maintain Hong Kong’s good name as an international aviation hub.

  • MIL-OSI Security: U.S. Marines Deliver Emergency Relief to Philippines

    CAMP COURTNEY, OKINAWA, Japan – At the request of the Government of the Republic of the Philippines, Secretary of Defense Lloyd Austin directed U.S. Indo-Pacific Command to support the U.S. Agency for International Development’s efforts in foreign disaster relief operations in the Philippines following Typhoon Krathon (locally known as Julian), which made landfall on the Province of Cagayan, Philippines Sep. 30.

    III Marine Expeditionary Force, directed by USINDOPACOM, has sent personnel and equipment to transport foreign disaster relief (FDR) supplies via KC-130J Hercules aircraft to affected locations within the Republic of the Philippines. They will join personnel from I MEF’s 15th Marine Expeditionary Unit and Marine Rotational Force – Southeast Asia, who are already located in-country for training, to facilitate the efficient distribution of materials. Humanitarian assistance supplies include tarps, shelter kits, food packets, and other non-food items. Two Marine Corps KC-130Js departed Okinawa, Japan, and arrived in Manila on Oct. 5 in order to support the on-going relief efforts.

    The U.S. military is providing air transport and other assistance in coordination with the Armed Forces of the Philippines through the U.S. Department of Defense Overseas Humanitarian, Disaster, and Civic Aid Program.

    FDR training is incorporated into nearly every major exercise conducted by Ill MEF. Recurrent crisis response training enhances operational readiness and develops joint interoperability during times of crises. The U.S. military has partnered and trained with our Philippine Allies regularly on FDR operations – including during exercises such as Balikatan and KAMANDAG – which prepare our forces for the challenges associated with extreme circumstances.

    Governor Cooper Issues Executive Order to Increase Capacity of Healthcare to Respond to Helene

    A vast array of relief resources continues to flow into Western North Carolina to assist in Hurricane Helene recovery.

    More than 1,500 North Carolina National Guard personnel at work in Western NC are being supported by soldiers from the 18th Airborne Corps headquartered at Fort Liberty. Those soldiers are partnered with NCDOT to assist in clearing roads and with county emergency managers in distributing commodities. Soldiers are also assisting with search and rescue, and air traffic control – managing the large number of aircraft flying relief missions over western counties.

    The U.S. Army Corps of Engineers is assisting with assessing water and wastewater plants and dams

    More than $27 million FEMA Individual Assistance funds have been paid so far to Western NC disaster survivors and more than 83,000 people have registered for Individual Assistance. Nearly 1,400 people are now housed in hotels through FEMA’s Transitional Sheltering Assistance.

    More than 755 FEMA personnel are on the ground assisting in the western North Carolina relief effort. In addition to search and rescue and providing commodities, they are meeting with disaster survivors in shelters and neighborhoods to provide rapid access to relief resources. They can be identified by their FEMA logo apparel and federal government identification.

    More than 1,100 responders from 34 states are supporting response and recovery efforts through the Emergency Management Assistance Compact (EMAC). This includes public health nurses, emergency management teams supporting local governments, veterinarians, teams with search dogs and more.

    “Resources from around the nation are at work helping Western North Carolina’s storm response and recovery,” said Governor Roy Cooper. “We are grateful for assistance that’s supporting the thousands of our North Carolina responders.”

    Governor Cooper issued an executive order that increases the capacity of the healthcare workforce to respond to Helene by making it easier for healthcare professionals licensed in other states, recent retirees, and others with necessary skills to assist with North Carolina’s response and recovery. In addition, the order authorizes the State Health Director to issue standing orders for emergency medications and authorizes the Department of Health and Human Services to modify or waive fees for replacement of vital records.

    Beware of Misinformation

    North Carolina Emergency Management and local officials are cautioning the public about false Helene reports and misinformation being shared on social media. NCEM has launched a fact versus rumor response webpage to provide factual information in the wake of this storm. FEMA is also maintaining a rumor response webpage.

    Food, Water and Commodity Points of Distribution

    Efforts continue to provide food, water and basic necessities to residents in affected communities, utilizing both ground resources and air drops from the NC National Guard. More than 97,000 hot meals have been prepared and served by mobile kitchens and another 25,000 are expected to be served today.

    Food, water and commodity points of distribution have been opened throughout western North Carolina. For information on these sites in your community, visit your local emergency management and local government social media and websites or visit ncdps.gov/Helene.

    Points of distribution for commodities have been established in each impacted county. Many of these locations are also providing free public Wi-Fi for area residents. Seek information from local governments for the most up-to-date location in your county.

    Power Outages

    Across Western North Carolina, approximately 173,000 customers remain without power at 11:30 a.m., down from a peak of more than one million. Power has been restored to more than 800,000 customers. Overall power outage numbers will fluctuate up and down as power crews temporarily take circuits or substations offline to make repairs and restore additional customers.

    Missing Persons

    To report a missing person or request non-emergency support, please call NC 211 or 1-888-892-1162 if calling from out-of-state.

    Shelters

    A total of 22 shelters are open in Western North Carolina and housed more than 915 people and 102 pets last night. Plans are in place to open additional shelters as needed to accommodate additional needs. A shelter for those with special medical needs is caring for 13 people.

    Search and Rescue Operations

    Search and rescue operations are ongoing in Western North Carolina. A total of 53 search and rescue teams from North Carolina and beyond, consisting of more than 1600 personnel have conducted search and rescue operations during this event. Search and rescue teams have interacted with over 5400 people, including assists, evacuations and rescues.

    Road Closures

    Travel remains dangerous, with approximately 650 roads closed as of Saturday morning. As connectivity and reporting measures improve, this number may increase. NCDOT is asking people to refrain from unnecessary travel to or in Western North Carolina. Road access is limited to local and hurricane response traffic as crews work to restore critical routes and access to communities isolated by damage. First responders also want to keep the roads as clear as possible to help ensure they may carry out all response missions. NCDOT has posted at ncdot.gov an interstate detour map for travelers to avoid western N.C. NCDOT is currently using the following resources to assist with the recovery process:

    • 2,050+ employees, plus 70 contract companies
    • 900 trucks, graders & backhoes/loaders
    • 5,000 barricades & signs

    Cellphone Provider Coverage

    Cellphone providers are working to fix the damage and coverage issues caused by the storm and get stopgap solutions, such as temporary cell phone towers, in place and rapid progress is being made. Restoring communications is critical to saving lives, finding where people are and getting in supplies, and Governor Cooper been in constant contact with cellphone companies urging action and offering support. Please turn your cell phone off and restart it periodically to allow it to reconnect when a network is reestablished.

    Fatalities

    Sixty-eight storm-related deaths have been confirmed in North Carolina by Office of Chief Medical Examiner. We do expect that this number will continue to rise over the coming days. The North Carolina Office of the Chief Medical Examiner will continue to confirm numbers twice daily. If you have an emergency or believe that someone is in danger, please call 911. To report that you have been unable to reach a person in Western North Carolina, please call 211.

    North Carolina National Guard and Military Response

    Gov. Cooper has activated more than 1,500 North Carolina National Guard soldiers and airmen to both conduct search and rescue operations and deliver critical supplies to Western North Carolina. As of Saturday, those troops had moved 3.5 million pounds of commodities. National Guard and military personnel from NC and other states are operating 50 helicopters, and more than 400 specialized vehicles in Western North Carolina to facilitate these missions.

    President Biden approved Governor Cooper’s request for active-duty military personnel and equipment to support ongoing operations in Western North Carolina.

    Due to dangerous road conditions, and the need to maintain open routes for emergency operations, travel to Western North Carolina is strongly discouraged. Instead, consider the following options for donations and volunteer opportunities:

On Wednesday, President Biden announced the approval of 100% FEMA reimbursement for six months, a significant funding commitment from the federal government.

    FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs. Homeowners and renters in Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mecklenburg, Mitchell, Polk, Rutherford, Swain, Transylvania, Watauga, Wilkes and Yancey counties and the Eastern Band of Cherokee Indians can apply.

    We are turning a corner. Resources are here, the community is coming together, and it has been made very clear that victims are not in this recovery effort alone. Let me repeat that: You are not alone, and you will not have to recover from this hurricane alone.

    I want to start today’s update by applauding every single person who has reached out to offer aid, traveled to Western North Carolina to help, donated their time, money, or supplies, or prayed for the people of these mountains.

    For every new community I have visited over the past week, I have seen dozens of new volunteers serving North Carolinians in need, and this help isn’t going anywhere anytime soon. Volunteers, you depict hope, which is something that has been desperately needed in NC-11 over the past week. Thank you.

    Today’s update is jam packed. New information or resources have been added in just about every category and I’ve added a few completely new categories as well. These include resources for farmers, prescription access for veterans and the uninsured, new federal nutrition program flexibilities, and arguably most in-demand – resources for how to vote in a post-Hurricane Helene environment.

      • To date, FEMA has delivered 5.4 million meals and 6.3 million liters of water utilizing the $20 billion in funds that I helped to draft and pass for disaster relief just two days before Hurricane Helene hit.

    • The Administration for Strategic Preparedness and Response under the Department of Health and Human Services has activated the Emergency Prescription Assistance Program (EPAP) for North Carolinians as of Friday, October 4.
      • The EPAP program helps uninsured residents replace prescription medication or certain medical equipment lost or damaged during Hurricane Helene.
      • Through the program, uninsured residents can:
        • Request a free 30-day supply of certain prescription medications at any EPAP-participating pharmacy which can be renewed every 30 days while the EPAP is active.
        • Replace certain medical equipment and supplies such as canes, crutches, walkers, wheelchairs, blood sugar meters and blood sugar test strips for diabetics.
          • Uninsured North Carolina residents affected by the recent hurricane can call the EPAP hotline, 855-793-7470, or visit the EPAP website to check their eligibility, determine if their medications or medical equipment are covered, or locate a participating pharmacy.

    • The Charles George VA Medical Center in Asheville and Master Sergeant Jerry K. Crump VA Clinic in Forest City are open for essential and emergency services.
      • Veterans can:
        • Visit the Asheville VA Hospital pharmacy for medication refills or:
        • Call the Regional Clinical Contact Center at (855) 679-0074 and press 1 for pharmacy representatives.
      • Local pharmacies in the VA’s community care network will also fill written prescriptions, or prescriptions as they appear on an active VA prescription bottle that is not older than six months and has available refills, to provide a 30-day supply.
    • Hickory and Franklin outpatient VA clinics are now operating regularly.
      • Due to the damage and personal losses caused by Hurricane Helene to the staff of the VA, it will take some time to bring staffing to full capacity.
      • Please be patient as the VA works to rebuild their workforce.

    • The United States Department of Agriculture is beginning to put together a list of resources for farmers and other agricultural industry members.
      • If your agricultural operation has been impacted by Hurricane Helene, you can review this link, farmers.gov, for emergency and disaster assistance programs.
    • On Monday, October 7, at 11:00 a.m., USDA is hosting a virtual briefing to share information on disaster assistance programs.

    • 174,000 customers remain without power in Western North Carolina.
      • Duke Energy is on track to restore an additional 27,000 customers by Sunday evening, October 6.
        • The remaining outages are in the hardest-hit areas of Western North Carolina.
      • In the areas where catastrophic damage exists, 105,000 customers are without power.
        • Duke Energy is working closely with the state on plans to address these areas as quickly as possible.
      • The number of customers seeing their power turn back on each day is slowing, but that is only because Duke Energy has been conducting significant work to repair and bring back online the 360 substations that were damaged or destroyed by Hurricane Helene.
        • The substations are the backbone of our energy grid.
        • Once restored, service for private homeowners and businesses will rapidly begin to come back online.
      • So far, 95 percent of substations have been restored and significant substation work is continuing today.
      • Power for the Greenwood Rock Quarry has been restored.
        • Restoration of the quarry’s power will help NCDOT to address gravel needs for road repairs.

    • A “DO NOT DRIVE” message remains in place from the North Carolina Department of Transportation for most of Western North Carolina.
      • Unless it is an emergency, please do not travel to the hardest hit communities.
      • Cherokee, Graham, Clay and Swain counties ARE FULLY OPEN to people who can access them through safe routes.
        • Please DO NOT try to visit or travel through the areas hardest hit by the storm such as Henderson and Buncombe counties.
    • NCDOT continues to make steady progress reopening roads in response to Hurricane Helene.
      • New road reopenings include:
        • U.S. 19 – Partially open with two-lane two-way traffic into Tennessee
        • U.S. 321 – Cleared to the Tennessee line with a few one-lane stretches.
        • Bee Tree Road
          • Clearing of this road has restored critical access to the reservoir in Buncombe County.
    • NCDOT is partnering with Duke Energy to reopen roads leading to their substations to restore power.
    • In addition to repair and debris removal efforts, NCDOT has provided support and helped coordinate relief efforts for many agencies near or in storm-impacted areas.
      • As of Friday, October 4, there has successfully been:
        • 472 evacuation trips
        • 2,003 people transported to safety
        • 523 trips to shelters
        • 2,076 people transported to the shelters
    • Air traffic has increased 300% in Western North Carolina since Helene recovery began.
      • NCDOT’s aviation division is working to make sure flight operations are safe coming into and out of airports, including by:
        • Scheduling landing/unloading times and aircraft parking so aircraft are spaced out and to reduce the risk of incidents.
        • Establishing a first of its kind “corridors in the sky” to separate civilian and military aircraft in the air.
        • Having search and rescue partners use short, time and location specific restrictions on air operations to enhance safety when multiple helicopters are engaged in search and rescue efforts.
      • The state of North Carolina is NOT turning away civil aviation support so long as it has been coordinated through the proper channels with NC Emergency Management.Air traffic has increased 300 percent in Western North Carolina since Helene recovery began.

    • The United States Forest Service is now and has been active in the Pisgah and Nantahala National Forests for the last few days.
      • USFS’ primary mission is gaining access to remote communities through the forest.
        • This access is being used to:
          • Supplement normal transportation routes
          • Help isolated communities get their water systems back online
    • NCDOT has launched a detour map to show motorists how to get around closures on I-26 and I-40 at the Tennessee border.

    • Internet providers are diligently working with local energy and cell providers to restore service for customers across Western North Carolina.
    • To mitigate the lack of service, Optimum, formerly Altice USA, has set up an Optimum Wi-Fi Trailer that is open from 8:00 a.m. to 8:00 p.m. at the following locations:

    • Even though you may have service again, you may notice it is different from your pre-storm service.
      • The temporary connection links put in place as a temporary fix while the fiber is being repaired can accommodate smaller amounts of traffic.
        • Network capacity on temporary connection links may be maxed out more frequently, so service providers are encouraging customers to use the network sparingly to maintain room for first responders and community members who still need to reach help or critical resources.
        • Support and recovery personnel are also encouraged to minimize cell usage.
      • Service providers are working to add additional capacity to cell sites and move mobile assets where needed to accommodate data increases, so I am requesting a little more patience on their behalf as providers work to fully restore our community’s network.
    • Cell service providers have implemented disaster roaming for any phone located in Western North Carolina to maximize phone service for all users.
      • Disaster roaming allows users to connect to any mobile network during a disaster when other networks are down.
        • This allows users to access emergency services, such as 911, even when their own network is out.
      • If you have service one moment, but experience a reduction in service the next, try restarting your phone to jumpstart disaster roaming again.
    • AT&T has deployed its Mobile Connectivity Center to the following location:

        • The Mobile Connectivity Center is an air-conditioned mobile unit open to the public, equipped with laptops, charging stations and wi-fi.
        • The public can use the center for various needs including contacting your insurance company, filling out paperwork or connecting with loved ones.
    • Verizon has deployed Wireless Emergency Communication Centers to help hurricane survivors stay connected to their friends, family and other important contacts.
      • Wireless Emergency Communication Centers are generator-powered mobile units that have device charging and computer workstations, along with wireless phones, tablets, and other devices available for use.
      • Verizon’s Wireless Emergency Communication Centers have been set up at the following locations:

    • More than 1,475 North Carolina National Guard soldiers and airmen have been deployed to provide support to Western North Carolina so far.
      • The total number of deployed guardsmen will continue to increase over the coming days.
    • Further, more than 525 vehicles, including 90 high-water vehicles, and 50 rotary wing assets have been deployed to Western NC.
      • Georgia, Virginia, Kentucky, South Carolina and Ft. Liberty have all sent helicopters to assist with aerial initiatives in NC-11.
    • As of the afternoon of October 3, the National Guard has:
      • Rescued more than 1,000 Western North Carolinians, including almost 200 by hoist, and 150 animals.
      • Delivered nearly 2 million lbs. of resources to impacted communities by air.
    • The National Guard is continuing C-17 transport of supplies to Asheville.
    • Although airspace is limited due to ongoing missions by the National Guard and Department of Defense, a process has been established for private pilots seeking to fly in humanitarian relief to coordinate with local authorities.
      • If you are looking to fly in resources and don’t know where to turn, call my office and we will get you in contact with the right coordinators.
    • On October 2, the Secretary of Defense authorized the movement of up to 1,000 active-duty soldiers, including soldiers from the 82nd Airborne Division from Ft. Liberty (formerly Ft. Bragg).
      • Many of these soldiers have arrived in Western North Carolina and are supporting the delivery of food, water and other critical aid to communities impacted by Hurricane Helene.
        • 400 soldiers have already been stationed in Western North Carolina, with hundreds of others being positioned nearby to await directives while logistics are being finalized.
      • The Department of Defense has also committed 22 helicopters to assist with search and rescue operations.
        • Seven CH-47 Chinook helicopters from Ft. Liberty have already been flying resupply missions for the past two days.

    • Asheville Regional Airport closed mid-day on Friday, September 27, due to risk of flooding.
    • Commercial flights at Asheville Regional Airport have resumed.
    • If you parked your car in an Asheville Regional Airport lot and could not retrieve the vehicle due to the storm, great news – none of the airport’s lots flooded and all cars are fine.
      • Stay safe and pick up your car when you are able.
    • PLEASE NOTE:
      • No general aviation pilots are allowed to land at Asheville Regional Airport without prior clearance from FEMA to ensure the safety of aircraft and personnel.
        • Supply deliveries by civilian pilots ARE permitted to land at Asheville Regional Airport so long as they have prior clearance from FEMA.
        • FEMA is not turning away any pilot that has gone through the proper channels to coordinate delivery and ensure the safety of his fellow aircraft and personnel.

    Federal Nutrition Programs

      • SNAP
        • North Carolina was granted a waiver for the 10-day reporting requirement for the replacement of food purchased with SNAP benefits lost because of the hurricane.
        • This waiver provides additional time beyond the standard 10-day time frame for households to report food losses and receive replacement benefits for food that was destroyed and previously purchased with SNAP benefits.
      • Child Nutrition
        • The North Carolina Department of Public Instruction was approved for a waiver pertaining to the child nutrition programs.
          • Under the waiver approval, NCDPI’s local program operators may:
            • Serve meals in a non-congregate setting
            • Adjust the time of meal service
            • Allow parent pick-up
            • Allow service of meals at school sites
      • Food and Nutrition Services Program
        • People and families in North Carolina who are enrolled in the Food and Nutrition Services program can now use their EBT card to purchase hot food.
          • This flexibility will remain in effect until November 3.
      • Special Supplemental Nutrition Program for Women, Infants, & Children (WIC)
        • Families participating in WIC who may have relocated to a new area can go to any NC WIC agency to:
          • Have a new eWIC card issued
          • Request replacement breastfeeding supplies or breast pumps
          • Request replacement food that was purchased with current WIC benefits and lost due to Hurricane Helene

    • If you own a medical practice in NC-11 and are experiencing financial hardship due to Hurricane Helene, the North Carolina Medical Society will be reactivating its Financial Recovery Program (FRP) to help you recover and open your doors again.
      • The FRP will be back online to provide much needed assistance soon.

    • The Department of Health and Human Services through the Centers for Medicare & Medicaid Services (CMS) has made available:
      • Accelerated payments to Medicare Part A providers affected by Hurricane Helene
      • Advance payments to Medicare Part B suppliers affected by Hurricane Helene

    • For county leaders: This is a reminder to make sure your Emergency Operation Center has submitted the request for gasoline, food, water, cell service deployables, etc. with North Carolina Emergency Management to have your request processed and resources delivered.
      • My office stands ready to assist with checking the status of your request if the county or municipality has not heard back from NC Emergency Management within 24 hours.

    North Carolina received a Major Disaster Declaration for the following counties: Buncombe, Clay, Haywood, Henderson, Jackson, Macon, Madison, McDowell, Polk, Rutherford, Transylvania and Yancey counties and the Eastern Band of Cherokee Indians.

    People with damage to their homes or personal property who live in one of the above-listed counties should apply for Individual Assistance through FEMA, which may include upfront funds to help with essential items like food, water, baby formula and other emergency supplies.

    • Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay.

    Individual Assistance provides financial aid and services to eligible individuals and households that have been affected by a disaster to assist with the recovery process. Individuals can officially begin applying for Individual Assistance online at www.DisasterAssistance.gov, or by calling the application phone number at 1-800-621-3362 (TTY: 800-462-7585) between 7:00 a.m. and 10:00 p.m. EST.

    • To date, FEMA has paid out more than $17 million in housing and other types of assistance to more than 19,000 North Carolina households.

    • Residents trying to connect with family members may call NC 211 (or 1-888-892-1162 if calling from out-of-state) to report missing loved ones or request a welfare check.
    • People in the impacted areas can indicate that they are safe by reporting themselves safe through Red Cross Reunification by calling 1-800-RED-CROSS (1-800-733-2767).
      • Please only use 911 for life-threatening emergencies so the lines remain open for critical situations.
    • If you are still trying to locate a friend or family member, please complete this form to notify local officials of their missing status.
      • The form was created by Buncombe County but information is being shared amongst all counties.
      • Regardless of which county your loved one was last known to be in, you can still submit the form.
        • Buncombe County will share the information with the appropriate officials to initiate search and rescue efforts.

  • MIL-OSI USA News: Interested Parties Memo: Fighting Hurricane Helene Falsehoods with  Facts

    Under President Biden and Vice President Harris’s direction, the Administration has mobilized a robust, intensive, and whole-of-government effort to respond to the impacts of Hurricane Helene. This includes extensive pre-landfall preparations, as well as an immediate surge of additional resources and personnel to impacted communities. More than 6,400 Federal personnel are on the ground, and more than $110 million in Federal assistance has been given to survivors, with more to come. We are sparing no resource as we work to ensure communities across the Southeast have prompt access to Federal resources that will enable them to both purchase essential items and begin their road to recovery and rebuilding.

    Unfortunately, as our response and recovery efforts continue, we have seen a large increase in false information circulating online related to the federal response to Hurricane Helene. A number of scam artists, bad-faith actors, and others who want to sow chaos because they think it helps their political interests are promoting disinformation about the recovery effort, including ways to access critical and live-saving resources. This is wrong, dangerous, and it must stop immediately.

    Combatting misinformation and disinformation is always important – but it is especially important when responding to disasters like Hurricane Helene. In fact, disinformation after a hurricane or other natural disaster can discourage people from seeking critical assistance when they need it most. It is imperative that we encourage impacted residents to register for FEMA assistance, not discourage it, by allowing falsehoods to spread.

    Leaders from across the country, including local, state, and federal elected officials in both parties, are pleading with people to stop sharing “this junk.”

    Here are some of the falsehoods being spread online – and the facts we are fighting back with:

    FALSEHOOD: Disaster relief funds were used on immigrants in the U.S. illegally.

    FACT: No money is being diverted from disaster response needs. None. FEMA’s disaster response efforts and individual assistance is funded through the Disaster Relief Fund, which is a dedicated fund for disaster efforts. Disaster Relief Fund money has not been diverted to other, non-disaster related efforts.

    1. Washington Post: No, Biden didn’t take FEMA relief money to use on migrants — but Trump did
    2. NBC News: False claims about FEMA disaster funds and migrants pushed by Trump

    FALSEHOOD: FEMA is in the process of confiscating Helene survivor property. If I apply for disaster assistance and my land is deemed unlivable, my property will be seized.

    FACT: FEMA cannot seize your property or land. Applying for disaster assistance does not grant FEMA or the federal government authority or ownership of your property or land.

    1. Verify: No, the government isn’t seizing land in Chimney Rock, N.C., and bulldozing the town

    FALSEHOOD: FEMA will only provide $750 to disaster survivors to support their recovery.

    FACT: This is a type of assistance that you may be approved for soon after you apply, called Serious Needs Assistance. It is an upfront, flexible payment to help cover essential items like food, water, baby formula, breastfeeding supplies, medication and other emergency supplies. There are other forms of assistance that you may qualify for to receive, and Serious Needs Assistance is an initial payment you may receive while FEMA assesses your eligibility for additional funds. $750 is what is immediately available to eligible survivors. In addition, survivors may qualify for more FEMA financial assistance, including to repair storm-related damage to homes and property, find a temporary place to stay, and receive compensation for lost crops and livestock.

    FALSEHOOD: FEMA and the FAA are restricting air space in North Carolina, preventing private citizens from delivery relief.

    FACT: There are no airspace restrictions in place in North Carolina as rescue efforts continue because of Hurricane Helene. Pilots looking to come into Asheville or Rutherford airports need to reach out to the airport for permission to land. The FAA is working with local authorities to ensure rescue efforts happen safely.

    The Biden-Harris Administration continues to work via the official White House digital channels to inform the public of the response and recovery efforts to dispel the misinformation being shared, with higher volume on X than other platforms. Updates will continue to be shared about the volume and scope of federal aid being delivered.

    The Biden- Harris Administration is also engaging trusted online publishers and influencers to connect with FEMA as a way to meet people where they are and provide them with accurate information. One example of this partnership includes MeidasTouch: Trump lies instantly debunked by FEMA spokesperson. This digital video resulted in reach across both digital and traditional media, including a local Alabama newspaper combatting misinformation.

    In addition, the White House will leverage our opt-in SMS messaging platform to share messages to those in affected areas. SMS is a more resilient form of communication where data connectivity might still be recovering, and this is a further example of using all parts of digital communications to reach people who need information and assistance.

    Today, Governor Ron DeSantis issued Executive Order (EO) 24-214, Emergency Management – Tropical Storm Milton, declaring a state of emergency in 35 Florida counties ahead of the storm, including Brevard, Broward, Charlotte, Citrus, Collier, DeSoto, Flagler, Glades, Hardee, Hendry, Hernando, Highlands, Hillsborough, Indian River, Lake, Lee, Manatee, Marion, Martin, Miami-Dade, Monroe, Okeechobee, Orange, Osceola, Palm Beach, Pasco, Pinellas, Polk, Putnam, Sarasota, Seminole, St. Johns, St. Lucie, Sumter, and Volusia counties.

    For your reporting purposes, please note in particular the following:

    • Language in the opening portion of Section 2, which prohibits the suspension of or limitation of the sale, dispensation, or transportation of firearms.
    • Section 2, subsection H, which directs all state, regional, and local governmental agencies, including law enforcement agencies, to allow Floridians to return to their properties when it is reasonably safe to do so after the storm.
    • Section 13, which orders all Disaster Debris Management Sites and landfills in all counties impacted by Hurricane Helene to remain open and allow twenty-four hour debris drop off.     STATE OF FLORIDA
    OFFICE OF THE GOVERNOR
    EXECUTIVE ORDER NUMBER 24-214
    (Emergency Management – Tropical Storm Milton)

         WHEREAS, on October 5, 2024, showers and thunderstorms associated with an area of low pressure located over the southwestern Gulf of Mexico have gradually become better organized, and the storm is now identified as Tropical Storm Milton; and
         WHEREAS, atmospheric and oceanic conditions are anticipated to support rapid intensification over the Gulf of Mexico, and Tropical Storm Milton is forecast to become a hurricane by early Monday; and
         WHEREAS, this system could become a major hurricane near or at landfall along the West Florida Coast by the middle of next week; and
         WHEREAS, there is an increasing risk of life-threatening storm surge and wind impacts for portions of the western Florida Peninsula beginning as soon as later Tuesday and Wednesday; and
         WHEREAS, areas of heavy rainfall will impact portions of Florida well ahead of the tropical system, impacting Florida Gulf Coast communities still recovering from recent Major Hurricane Helene; and
         WHEREAS, current computer modeling shows rainfall predictions of four to eight inches across the Florida Peninsula, with locally higher amounts in excess of eight to twelve inches possible; and
         WHEREAS, much of Florida has recorded above normal rainfall over the past thirty days; North Florida has experienced rainfall totals of six to twelve inches above normal, with portions of the eastern Florida Panhandle measuring fifteen to twenty inches above normal for this time of year; and
         WHEREAS, this level of soil saturation will likely lead to a more rapid onset to flash, urban, and riverine flooding through next week; and
          WHEREAS, heavy rainfall, flooding, and gusty winds will cause power outages due to downed trees and powerlines due to the already vulnerable state of Florida’s vegetation and coastal infrastructure; and
         WHEREAS, the consequences of these impacts could damage the operational capability of critical infrastructure including major interstates and roadways, bridges, airports, schools, hospitals, power grids, in addition to prolonging recovery efforts from Major Hurricane Helene; and
          WHEREAS, as Governor of Florida, I am responsible to meet the dangers presented to the State of Florida and its people by this emergency.
    NOW, THEREFORE, I, RON DESANTIS, as Governor of Florida, by virtue of the authority vested in me by Article IV, Section 1(a) of the Florida Constitution and by the Florida Emergency Management Act, as amended, and all other applicable laws, promulgate the following Executive Order, to take immediate effect:
    Section 1.  Because of the foregoing conditions, which are projected to constitute a major disaster, I declare that a state of emergency exists in Brevard, Broward, Charlotte, Citrus, Collier, DeSoto, Flagler, Glades, Hardee, Hendry, Hernando, Highlands, Hillsborough, Indian River, Lake, Lee, Manatee, Marion, Martin, Miami-Dade, Monroe, Okeechobee, Orange, Osceola, Palm Beach, Pasco, Pinellas, Polk, Putnam, Sarasota, Seminole, St. Johns, St. Lucie, Sumter, and Volusia counties.

    Section 2. I designate the Executive Director of the Division of Emergency Management (“Director”) as the State Coordinating Officer for the duration of this emergency and direct him to execute the State’s Comprehensive Emergency Management Plan and other response, recovery, and mitigation plans necessary to cope with the emergency, including any logistical, rescue or evacuation operations.  Pursuant to section 252.36(1)(a), Florida Statutes, I delegate to the State Coordinating Officer the authority to exercise those powers delineated in sections 252.36(6)-(12), Florida Statutes, which he shall exercise as needed to meet this emergency, subject to the limitations of section 252.33, Florida Statutes.  In exercising the powers delegated by this Executive Order, the State Coordinating Officer shall confer with the Governor to the fullest extent practicable.  It is further ordered that the requirements of sections 943.13 and 943.131, Florida Statutes, as they may be applicable to the State Coordinating Officer, shall be waived for the duration of this emergency.  The State Coordinating Officer shall not have the authority to suspend or limit the sale, dispensing, or transportation of firearms pursuant to section 252.36(6)(h), Florida Statutes.  The State Coordinating Officer shall also have the authority to:
    A. Invoke and administer the Emergency Management Assistance Compact (“EMAC”) (sections 252.921-252.9335, Florida Statutes) and other compacts and agreements existing between the State of Florida and other states, and the further authority to coordinate the allocation of resources from such other states that are made available to Florida under such compacts and agreements so as to best meet this emergency.
    B. Seek direct assistance and enter into agreements with any and all agencies of the federal government as may be needed to meet this emergency.
    C. Direct all state, regional, and local governmental agencies, including law enforcement agencies, to identify personnel needed from those agencies to assist in meeting the response, recovery, and mitigation needs created by this emergency, and to place all such personnel under the direct command and coordination of the State Coordinating Officer to meet this emergency.
    D. Direct the actions of any state agency as necessary to implement the Federal Emergency Management Agency’s National Disaster Recovery Framework.
    E. Designate Deputy State Coordinating Officers and Deputy State Disaster Recovery Coordinators, as necessary.
    F. Suspend the effect of any statute, rule, or order that would in any way prevent, hinder, or delay any mitigation, response, or recovery action necessary to cope with this emergency.  In accordance with section 252.3611(1), Florida Statutes, any such order, declaration, or other action shall specify each statute or rule being amended or waived, if applicable, and the expiration date for the order or action.
    G. Enter orders as may be needed to implement any of the foregoing powers; however, the requirements of sections 252.46 and 120.54(4), Florida Statutes, do not apply to any such orders issued by the State Coordinating Officer.  No such order shall remain in effect beyond the expiration of this Executive Order, including any extension thereof.
    H. Direct all state, regional, and local governmental agencies, including law enforcement agencies, to allow Floridians to return to their properties when it is reasonably safe to do so.

    Section 3.  I order the Adjutant General to activate the Florida National Guard, as needed, to deal with this emergency.  I further order the Director of the Florida State Guard to activate the Florida State Guard, as needed, to respond to this emergency.

    Section 4. I find that the special duties and responsibilities resting upon some state, regional, and local agencies and other governmental bodies in responding to this emergency may require them to suspend or waive certain statutes, rules, ordinances, and orders they administer.  Therefore, I issue the following authorizations:
    A. Pursuant to section 252.36(6)(a), Florida Statutes, the Executive Office of the Governor may suspend all statutes and rules affecting budgeting to the extent necessary to provide budget authority for state agencies to cope with this emergency.  The requirements of sections 252.46 and 120.54(4), Florida Statutes, do not apply to any such suspension issued by the Executive Office of the Governor.  No such suspension shall remain in effect beyond the expiration of this Executive Order, including any extension thereof.
    B. Each state agency may suspend the provisions of any regulatory statute prescribing the procedures for conduct of state business or the orders or rules of that agency, if strict compliance with the provisions of any such statute, order, or rule would in any way prevent, hinder, or delay necessary action in coping with the emergency.  This includes, but is not limited to, the authority to suspend any and all statutes, rules, ordinances, or orders which affect leasing, printing, purchasing, travel, and the condition of employment and the compensation of employees.  In accordance with section 252.3611(1), Florida Statutes, any agency order, declaration, or other action suspending a statute or rule shall specify each statute or rule being amended or waived, if applicable, and the expiration date for the order or action.  The requirements of sections 252.46 and 120.54(4), Florida Statutes, shall not apply to any such suspension issued by a state agency.  No such suspension shall remain in effect beyond the expiration of this Executive Order, including any extension thereof.
    C. In accordance with section 252.38(3), Florida Statutes, each political subdivision within the State of Florida may waive the procedures and formalities otherwise required of the political subdivision by law pertaining to:
    1) Performance of public work and taking whatever prudent action is necessary to ensure the health, safety, and welfare of the community;
    2) Following local procurement and contracting policies;
    3) Entering into contracts; however, political subdivisions are cautioned against entering into time and materials contracts without a ceiling as defined by 2 CFR 200.318(j) or cost plus a percentage of cost contracts prohibited by 2 CFR 200.324(d);
    4) Incurring obligations;
    5) Employment of permanent and temporary workers;
    6) Utilization of volunteer workers;
    7) Rental of equipment;
    8) Acquisition and distribution, with or without compensation, of supplies, materials, and facilities; and
    9) Appropriation and expenditure of public funds.
    D. All agencies whose employees are certified as disaster service volunteers within the meaning of section 110.120(2)(d), Florida Statutes, may, in accordance with section 110.120(3), Florida Statutes, release any such employees for such service as requested by the employee to meet this emergency.
    E. The Secretary of the Florida Department of Transportation (DOT) may:
    1) Waive the collection of tolls and other fees and charges for the use of the Turnpike and other public highways, to the extent such waiver may be needed to provide emergency assistance or facilitate the evacuation of the affected counties;
    2) Manage the flow of traffic or close any and all roads, highways, and portions of highways as may be needed for the safe and efficient transportation of evacuees to those counties that the State Coordinating Officer may designate as destination counties for evacuees in this emergency;
    3) Suspend enforcement of the registration requirements pursuant to section 316.545(4), Florida Statutes, for commercial motor vehicles that enter Florida to provide emergency services or supplies, to transport emergency equipment, supplies or personnel, or to transport FEMA mobile homes or office style mobile homes into or from Florida;
    4) Waive by special permit the warning signal requirements in the Utility Accommodations Manual to accommodate public utility companies from other jurisdictions which render assistance in restoring vital services; and
    5) Waive the size and weight restrictions for divisible loads on any vehicles transporting emergency equipment, services, supplies, and agricultural commodities and citrus as recommended by the Commissioner of Agriculture, allowing the establishment of alternate size and weight restrictions for all such vehicles for the duration of the emergency.  The DOT shall issue permits and such vehicles shall be subject to such special conditions as the DOT may endorse on any such permits.

    Nothing in this Executive Order shall be construed to allow any vehicle to exceed weight limits posted for bridges and like structures, or relieve any vehicle or the carrier, owner, or driver of any vehicle from compliance with any restrictions other than those specified in this Executive Order, or from any statute, rule, order, or other legal requirement not specifically waived or suspended herein or by supplemental order by the State Coordinating Officer.
    F. The Executive Director of the Department of Highway Safety and Motor Vehicles (DHSMV) may:
    1) Suspend enforcement of the registration requirements pursuant to sections 316.545(4) and 320.0715, Florida Statutes, for commercial motor vehicles that enter Florida to provide emergency services or supplies, to transport emergency equipment, supplies or personnel, or to transport FEMA mobile homes or office style mobile homes into or from Florida;
    2) Waive the hours-of-service requirements for such vehicles;
    3) Suspend the enforcement of the licensing and registration requirements under the International Fuel Tax Agreement (IFTA) pursuant to chapter 207, Florida Statutes, and the International Registration Plan (IRP) pursuant to section 320.0715, Florida Statutes, for motor carriers or drivers operating commercial motor vehicles that are properly registered in other jurisdictions and that are participating in emergency relief efforts through the transportation of equipment and supplies or providing other assistance in the form of emergency services;
    4) Waive fees for duplicate or replacement vessel registration certificates, vessel title certificates, vehicle license plates, vehicle registration certificates, vehicle tag certificates, vehicle title certificates, handicapped parking permits, replacement drivers’ licenses, and replacement identification cards and to waive the additional fees for the late renewal of or application for such licenses, certificates, and documents due to the effects of adverse weather conditions; and
    5) Defer administrative actions and waive fees imposed by law for the late renewal or application for the above licenses, certificates, and documents, which were delayed due to the effects of adverse weather conditions, including in counties wherein the DHSMV has closed offices, or any office of the County Tax Collector that acts on behalf of the DHSMV to process renewals has closed offices due to adverse weather conditions.  Recordkeeping and other applicable requirements for existing IFTA and IRP licensees and registrants are not affected by this Executive Order.  The DHSMV shall promptly notify the State Coordinating Officer when the waiver is no longer necessary.
    G. In accordance with section 465.0275(2), Florida Statutes, pharmacists may dispense up to a 30-day emergency prescription refill of maintenance medication to persons who reside in an area or county covered under this Executive Order and to emergency personnel who have been activated by their state or local agency but who do not reside in an area or county covered by this Executive Order.  In accordance with section 465.019(4)(b), Florida Statutes, a hospital that operates a Class II or Class III institutional pharmacy located in an area or county covered under this Executive Order may prescribe and dispense a supply of medicinal drug lasting up to 72 hours.
    H. All state agencies responsible for the use of state buildings and facilities may close such buildings and facilities in those portions of the State affected by this emergency, to the extent necessary to meet this emergency.  I direct each state agency to report the closure of any State building or facility to the WebEOC system utilized by the Division of Emergency Management.  Under the authority contained in section 252.36, Florida Statutes, I direct each county to report the closure of any building or facility operated or maintained by the county or any political subdivision on a daily basis to the WebEOC system.  Furthermore, I direct the Secretary of the Department of Management Services to:
    1) Maintain an accurate and up-to-date list of all such closures; and
    2) Provide that list daily to the State Coordinating Officer.
    I. All State agencies may abrogate the time requirements, notice requirements, and deadlines for final action on applications for permits, licenses, rates, and other approvals under any statutes or rules under which such application are deemed to be approved unless disapproved in writing by specified deadlines.  All such time requirements that have not yet expired as of the date of this Executive Order are suspended and tolled to the extent necessary to meet this emergency.
    J. All agencies shall implement Selected Exempt Services (SES) Extraordinary Payment Plans and Career Service Regular Compensatory Leave Payment Plans for:
    1) All essential agency personnel who are required to work extraordinary hours when state-owned or state-operated facilities are closed in response to an emergency condition.  Employees who are eligible to receive extraordinary pay under the agency’s activated plan shall accrue special compensatory leave credits for work performed during facility closures up to the number of hours in the employee’s established workday.  For these employees, any additional time worked beyond the employee’s established workday during facility closures will result in extraordinary pay;
    2) All agency personnel who are assigned to the State Emergency Operations Center and are required to work extraordinary hours; and
    3) All agency personnel who are deployed throughout the state in response to an emergency condition and are required to work extraordinary hours.
    K. All State agencies may waive the forty-day time limit to issue a warrant pursuant to section 215.422(3)(b), Florida Statutes.  This waiver applies to invoices and reimbursement requests arising from this emergency that were received, inspected, and approved by the agency prior to the expiration of this Executive Order, including any extension thereof.  This waiver of section 215.422(3)(b), Florida Statutes, and all waivers based upon this waiver shall expire upon the expiration of this Executive Order, including any extension thereof.
    L. The provisions of section 934.50, Florida Statutes, excluding subsection (4), are waived for state and local agencies conducting emergency operations arising from the state of emergency for the limited purpose of capturing aerial evidence concerning the amount of damage sustained to private and public property; to assist in search, rescue, and recovery activities; and prevent imminent danger to life or serious damage to property.

    Section 5.  All public facilities, including elementary and secondary schools, community colleges, state universities, and other facilities owned or leased by the state, regional or local governments that are suitable for use as public shelters shall be made available at the request of the local emergency management agencies to ensure the proper reception and care of all evacuees.  Under the authority contained in section 252.36, Florida Statutes, I direct the Superintendent of each public-school district in the State of Florida to report the closure of any school within its district to the Commissioner of the Florida Department of Education.  Furthermore, I direct the Commissioner of the Department of Education to:
    A. Maintain an accurate and up-to-date list of all such closures; and
    B. Provide that list daily to the State Coordinating Officer.

      Section 6. I find that the demands placed upon funds specifically appropriated to state and local agencies for disaster relief or response are unreasonably great and that such funds may be inadequate to pay the costs of coping with this emergency.  In accordance with section 252.37(2), Florida Statutes, I direct that sufficient funds be made available, as needed, by transferring and expending moneys from the Emergency Preparedness and Response Fund.

    Section 7.   All state agencies entering emergency orders, emergency rules, or other emergency actions in response to this emergency shall advise the State Coordinating Officer contemporaneously or as soon as practicable thereafter, and, pursuant to section 252.36(3)(b), Florida Statutes, shall submit the order or declaration to the Division of Administrative Hearings within five (5) days of issuance.
           

      Section 8. Medical professionals and workers, social workers, and counselors with good and valid professional licenses issued by states other than the State of Florida may render such services in Florida during this emergency for persons affected by this emergency with the condition that such services be rendered to such persons free of charge, and with the further condition that such services be rendered under the auspices of the American Red Cross or the Florida Department of Health.

    Section 9. Pursuant to section 501.160, Florida Statutes, it is unlawful and a violation of section 501.204, Florida Statutes, for a person to rent or sell or offer to rent or sell at an unconscionable price within the area for which the state of emergency is declared, any essential commodity including, but not limited to, supplies, services, provisions, or equipment that is necessary for consumption or use as a direct result of the emergency.

    Section 10. Under the authority contained in sections 252.36(6)(a), (g), and (m), Florida Statutes, I direct that, for the purposes of this emergency, the term “essentials”, as defined by section 252.359(2), Florida Statutes, shall be the same as and no more expansive than the term “commodity”, as defined by section 501.160(1)(a), Florida Statutes (hereinafter referred to collectively or alternatively as “essential commodities”).  Accordingly, any person who delivers essential commodities to a location in the area(s) declared to be under a state of emergency by this Executive Order, and when necessary to ensure that those commodities are made available to the public, may travel within evacuated areas and exceed curfews, provided the State Coordinating Officer determines, after consultation with the appropriate Emergency Support Function(s), that:
    A. Law enforcement officials in the declared area(s) can provide adequate security to protect the essential commodities from theft;
    B. The weight of a delivery vehicle will not jeopardize the structural integrity of any roadway or bridge located within the declared area;
    C. Delivery vehicles will not negatively impact evacuation activities in the declared area(s); and
    D. Delivery vehicles will not negatively impact any response or recovery activities occurring within the declared area(s).
    After consulting with the appropriate Emergency Support Function(s), and after consulting with local officials, the State Coordinating Officer may dictate the routes of ingress, egress, and movement within the declared area(s) that drivers must follow when delivering essential commodities.
    Provided he or she is actually delivering medications, any person authorized to deliver medications under chapter 893, Florida Statutes, qualifies as a person delivering essential commodities.
    In order to qualify as a person delivering essential commodities under this section, a person must be in the process of delivering essential commodities only.  If an individual is transporting both essential and non-essential commodities, then this section shall not provide any authorization for that individual to enter into or move within the declared area(s).

    Section 11.  Consistent with Executive Order 80-29, nothing in this Executive Order shall prevent local jurisdictions in any area not declared to be under a state of emergency by this Executive Order from taking prompt and necessary action to save lives and protect the property of their citizens, including the authority to compel and direct timely evacuation when necessary.

    Section 12. I authorize the Florida Housing Finance Corporation to distribute funds pursuant to section 420.9073, Florida Statutes, to any county, municipality, or other political subdivision located within the area(s) declared to be under a state of emergency by this Executive Order.  The authority of the Florida Housing Finance Corporation to distribute funds in connection with this emergency shall expire six months after the expiration of this Executive Order, including any extension thereof.

    Section 13.  Pursuant to sections 252.36(6)(b) and 252.35(2)(z), Florida Statutes, it is further ordered that all Disaster Debris Management Sites and landfills in all counties impacted by Hurricane Helene shall remain open and allow twenty-four-hour debris drop off.

    Section 14. All actions taken by the Director of the Division of Emergency Management with respect to this emergency before the issuance of this Executive Order are ratified.

              Section 15.  This Executive Order is effective immediately and shall expire sixty (60) days from this date unless extended.

  • MIL-OSI New Zealand: Defence News – HMNZS Manawanui crew and passengers rescued after ship runs aground in Samoa

    Crew and passengers of Royal New Zealand Navy Ship HMNZS Manawanui were rescued in the early hours of the morning on Sunday in Samoa after the vessel was grounded off the southern coast of Upolu, Samoa.

    The incident occurred on Saturday evening while conducting a hydrographic survey 1 nautical mile from shore.

    The 75 crew and passengers from other government agencies began evacuating into lifeboats at 7.52 pm on Saturday 5 October.

    The New Zealand Defence Force (NZDF) worked closely with the Rescue Coordination Centre (RCCNZ) who led the rescue effort. Numerous vessels responded to provide assistance, and a Royal New Zealand Air Force P-8A Poseidon was also deployed to assist.

    Rescuers battled currents and winds that were pushing the life rafts and sea boats toward the reefs, and swells made the rescue effort particularly challenging.

    “We are very grateful for the assistance of everyone involved, from RCCNZ who coordinated rescue efforts, to the vessels which responded and took our crew and passengers from Manawanui to safety,’’ Maritime Component Commander Commodore Shane Arndell said.

    Those on board the life boats and sea boats from HMNZS Manawanui were transferred to vessels that responded to the rescue call and were transported ashore.  

    At this stage the exact cause of the grounding is unknown and this will need further investigation. At 6.40 am Sunday, the ship was listing heavily and smoke was visible from the ship. At 9.00 am it was known to have capsized and was below the surface. The NZDF is working with authorities to understand the implications and minimise the environmental impacts.

    Support is being provided by the Ministry of Foreign Affairs and Trade and Samoan authorities to the crew and passengers from Manawanui and they are being accommodated in Samoa. The NZDF will be sending aircraft to Samoa to bring them back to New Zealand.

    This was HMNZS Manawanui’s third deployment to the South West Pacific this year. The ship had a series of activities scheduled including in the Kermadec Islands, Samoa, Tokelau and Niue. They sailed from Devonport on 28 September and were due to return home on 1 November.

  • MIL-OSI China: Chinese filmmaker unveils forgotten WWII tragedy, eyes MH370 mystery

    In a world where history often fades into obscurity, Fang Li, a 70-year-old Chinese filmmaker and oceanic expert, is on a mission to revive forgotten stories from the depths of the sea and the annals of time. His latest documentary, “The Sinking of the Lisbon Maru,” has not only captivated audiences but was also recently selected as the submission from the Chinese mainland for the best international feature film Oscar.

    The film explores the lesser-known tragedy of a Japanese cargo ship carrying 1,816 British prisoners of war (POWs) from the Battle of Hong Kong in 1941. In October 1942, while en route to Japan without POW markings, the ship was torpedoed by a U.S. submarine. When it sank near the Dongji Islands in Zhoushan, eastern China’s Zhejiang province, Japanese soldiers locked prisoners below deck or shot at them, resulting in 828 deaths. Despite the danger, 255 local Chinese fishermen bravely rescued 384 British prisoners amid gunfire.

    Fang’s documentary is a testament to his dedication to uncovering these hidden stories. “From the beginning, I felt a deep responsibility to bring this story to light,” Fang told China.org.cn. “If I had not pursued this, I would have been a sinner of history.”

    As both a marine technologist and a filmmaker, Fang faced numerous challenges in producing this film. Over eight years, he invested his time and personal finances, selling all his properties and accumulating a large amount of debt. Despite the financial burden, Fang remained undeterred.

    “For those of us living in a peaceful era today, making this film is about prioritizing history over profit,” he stated. “We want to widely publicize it, allowing more people to remember this segment of history so that it is never silenced again.”

    Since its debut a month ago, “The Sinking of the Lisbon Maru” has grossed nearly 40 million yuan ($5.7 million) and holds the highest score for any domestic film this year on Douban, China’s major review aggregation website. The film’s 9.3/10 rating, based on more than 84,000 reviews, has helped sustain its box office performance.

    “This cruel massacre has been buried under the sea and denied by the Japanese military for 82 years,” Fang noted. “No one has yet challenged the Japanese government’s account, which was only addressed once in 1943.”

    The documentary explores how historical events are remembered or forgotten. Fang and his team interviewed nearly 150 people across continents and engaged with about 380 families, bringing personal stories to life. Their efforts illuminated a forgotten chapter of history and provided solace to affected families. Fang also organized memorial events at the sinking site with descendants of those involved.

    Fang shared several poignant stories cut from the film. One described a POW diving into the water to bid a final farewell to a dying comrade trapped in the ship’s hull. Another depicted a POW’s wartime romance with a Hong Kong girl; though they never reunited, he later named his daughter after her. “Regardless of race, time, or distance, emotions remain timeless,” Fang said.

    Fang hopes the local government will establish a maritime anti-fascist memorial museum near the sinking location. He has also discussed with Brian Finch, a retired major and the film’s military consultant, the possibility of salvaging the sunken ship or repatriating the remains of the POWs.

    “The British tradition is that if you die there, you are buried there as in a war grave,” he explained. “I argued this is not a war grave; this is a prison. These are imprisoned souls, not killed in combat but massacred. Should we free the souls that had been imprisoned?”

    Fang’s next documentary project likely involves MH370, the Malaysia Airlines flight that vanished in 2014, becoming one of aviation’s biggest mysteries. The fate of the plane as well as its 239 passengers and crew, mostly Chinese, remains unknown. Malaysia said earlier this year it may renew the search.

    The director revealed that the project has been under consideration for years and that he’s actively seeking funds, assistance, resources and collaborators.

    Fang was previously known for finding the black box of a passenger plane that crashed off Dalian, a port city in northeastern China, in 2002 using a sonar beacon locator. “Life is about curiosity and exploration,” he said. “I look forward to uncovering more truths and sharing them with the world.”

  • MIL-OSI Asia-Pac: Hong Kong Customs seizes suspected methamphetamine worth about $44 million (with photo)

         Hong Kong Customs seized about 88 kilograms of suspected methamphetamine with an estimated market value of about $44 million at Hong Kong International Airport yesterday (October 5). One man was arrested.

         Through risk assessment, Customs yesterday inspected an air consignment consisting eight boxes, declared as carrying gifts and souvenirs and arriving in Hong Kong from Kyrgyz Republic, at the airport.

         Upon inspection, Customs officers detected suspicious X-ray images on the consignment and found that the wooden protective frames of the batch of goods had been altered. With detailed examination, it was uncovered that there were false compartments in the inner layers of the overlapping positions of the wooden slates and a total of about 88kg of suspected methamphetamine was concealed inside.

         After a follow-up investigation, Customs officers yesterday arrested a 54-year-old man who was suspected to be connected with the case in the airport. The investigation is ongoing.

         Customs will continue to enhance enforcement against drug trafficking activities through intelligence analysis. The department also reminds members of the public to stay alert and not to participate in drug trafficking activities for monetary returns. They must not accept hiring or delegation from another party to carry controlled items into and out of Hong Kong. They are also reminded not to carry unknown items for other people.

         Under the Dangerous Drugs Ordinance, trafficking in a dangerous drug is a serious offence. The maximum penalty upon conviction is a fine of $5 million and life imprisonment.

    • As work on substations conclude, Duke Energy is moving personnel to work on the power grid’s thousands of miles of lines and poles that serve individual homes and businesses.
      • This work can feel slower because the same amount of work restores fewer customers.

    • A “DO NOT DRIVE” message remains in place from the North Carolina Department of Transportation for most of Western North Carolina.
      • Unless it is an emergency, please do not travel to the hardest hit communities.
      • Cherokee, Graham, Clay and Swain counties ARE FULLY OPEN to people who can access them through safe routes.
        • Please DO NOT try to visit or travel through the areas hardest hit by the storm such as Henderson and Buncombe counties.
    • USDOT approved an initial $100 million in Emergency Repair funds to NCDOT.
      • Damage to our mountain roads exceeds $100 million but USDOT’s investment is a significant and most welcome start.
      • Since Friday, NCDOT has deployed an additional 450 employees to help respond to storm damage.
      • A total of 2,050 DOT employees are working to restore and repair road access in WNC.
      • NCDOT also has more than 50 personnel from neighboring states on the ground providing assistance.
    • There are currently about 650 road closures, 109 of which are to primary routes.
      • About 300 bridges have been identified for further investigation and at least one-third will need to be replaced.
    • NCDOT and Tennessee DOT are collaborating on a long-term plan for reconstruction of I-40 in the Pigeon River Gorge.
      • NCDOT is in the process of contracting a project to stabilize the westbound lanes of I-40 where the eastbound lanes no longer exist to mitigate the risk of further damage.
      • NCDOT is working to expedite these repairs to restore mobility to the area as soon as possible.
    • Air traffic has sustained at 300 percent above pre-hurricane levels in Western NC.
      • NCDOT’s aviation division continue to work to make sure flight operations are safe coming into and out of airports, including by:
        • Scheduling landing/unloading times and aircraft parking so aircraft are spaced out and to reduce the risk of incidents.
        • Establishing a first of its kind “corridors in the sky” to separate civilian and military aircraft in the air.
        • Having search and rescue partners use short, time and location specific restrictions on air operations to enhance safety when multiple helicopters are engaged in search and rescue efforts.
      • The state of North Carolina is NOT turning away civil aviation support so long as it has been coordinated through the proper channels with NC Emergency Management.

    • Engineers have finally been able to clear access for equipment in Rutherford County near Chimney Rock and Lake Lure.
      • Providers are currently assessing the extent of the damage and starting repairs.
    • Even though you may have service again, you may notice it is different from your pre-storm service.
      • The temporary connection links put in place as a temporary fix while the fiber is being repaired can accommodate smaller amounts of traffic.
        • Network capacity on temporary connection links may be maxed out more frequently, so service providers are encouraging customers to use the network sparingly to maintain room for first responders and community members who still need to reach help or critical resources.
        • Support and recovery personnel are also encouraged to minimize cell usage.
      • Service providers are working to add additional capacity to cell sites and move mobile assets where needed to accommodate data increases, so I am requesting a little more patience on their behalf as providers work to fully restore our community’s network.
    • Cell service providers have implemented disaster roaming for any phone located in Western North Carolina to maximize phone service for all users.
      • Disaster roaming allows users to connect to any mobile network during a disaster when other networks are down.
        • This allows users to access emergency services, such as 911, even when their own network is out.
      • If you have service one moment, but experience a reduction in service the next, try restarting your phone to jumpstart disaster roaming again.

    • More than 1,500 North Carolina National Guard soldiers and airmen have been deployed to provide support to Western North Carolina so far.
      • The total number of deployed guardsmen will continue to increase over the coming days.
    • The National Guard has deployed a military liaison officer to each of the affected counties to aid in communication and coordination with each county EMS.
    • Although airspace is limited due to ongoing missions by the National Guard and Department of Defense, a process has been established for private pilots seeking to fly in humanitarian relief to coordinate with local authorities.

    • On October 2, the Secretary of Defense authorized the movement of up to 1,000 active-duty soldiers, including soldiers from the 82nd Airborne Division from Ft. Liberty (formerly Ft. Bragg).
      • Many of these soldiers have arrived in Western North Carolina and are supporting the delivery of food, water and other critical aid to communities impacted by Hurricane Helene.
        • 400 soldiers have already been stationed in Western North Carolina.

      • No general aviation pilots are allowed to land at Asheville Regional Airport without prior clearance from FEMA to ensure the safety of aircraft and personnel.
        • Supply deliveries by civilian pilots ARE permitted to land at Asheville Regional Airport so long as they have prior clearance from FEMA.
        • FEMA is not turning away any pilot that has gone through the proper channels to coordinate delivery and ensure the safety of his fellow aircraft and personnel.

    Federal Nutrition Programs

      • SNAP
        • North Carolina was granted a waiver for the 10-day reporting requirement for the replacement of food purchased with SNAP benefits lost because of the hurricane.
        • This waiver provides additional time beyond the standard 10-day time frame for households to report food losses and receive replacement benefits for food that was destroyed and previously purchased with SNAP benefits.
      • Child Nutrition
        • The North Carolina Department of Public Instruction was approved for a waiver pertaining to the child nutrition programs.
          • Under the waiver approval, NCDPI’s local program operators may:
            • Serve meals in a non-congregate setting
            • Adjust the time of meal service
            • Allow parent pick-up
            • Allow service of meals at school sites
      • Food and Nutrition Services Program
        • People and families in North Carolina who are enrolled in the Food and Nutrition Services program can now use their EBT card to purchase hot food.
          • This flexibility will remain in effect until November 3.
      • Special Supplemental Nutrition Program for Women, Infants, & Children (WIC)
        • Families participating in WIC who may have relocated to a new area can go to any NC WIC agency to:
          • Have a new eWIC card issued
          • Request replacement breastfeeding supplies or breast pumps
          • Request replacement food that was purchased with current WIC benefits and lost due to Hurricane Helene

    • If you own a medical practice in NC-11 and are experiencing financial hardship due to Hurricane Helene, the North Carolina Medical Society will be reactivating its Financial Recovery Program (FRP) to help you recover and open your doors again.
      • The FRP will be back online to provide much needed assistance soon.

    • The Department of Health and Human Services through the Centers for Medicare & Medicaid Services (CMS) has made available:
      • Accelerated payments to Medicare Part A providers affected by Hurricane Helene
      • Advance payments to Medicare Part B suppliers affected by Hurricane Helene

    • For county leaders: This is a reminder to make sure your Emergency Operation Center has submitted the request for gasoline, food, water, cell service deployables, etc. with North Carolina Emergency Management to have your request processed and resources delivered.
      • My office stands ready to assist with checking the status of your request if the county or municipality has not heard back from NC Emergency Management within 24 hours.

    North Carolina received a Major Disaster Declaration for the following counties: Buncombe, Clay, Haywood, Henderson, Jackson, Macon, Madison, McDowell, Polk, Rutherford, Transylvania and Yancey counties and the Eastern Band of Cherokee Indians.

    People with damage to their homes or personal property who live in one of the above-listed counties should apply for Individual Assistance through FEMA, which may include upfront funds to help with essential items like food, water, baby formula and other emergency supplies.

    • Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay.

    Individual Assistance provides financial aid and services to eligible individuals and households that have been affected by a disaster to assist with the recovery process. Individuals can officially begin applying for Individual Assistance online at www.DisasterAssistance.gov, or by calling the application phone number at 1-800-621-3362 (TTY: 800-462-7585) between 7:00 a.m. and 10:00 p.m. EST.

    • To date, FEMA has paid out more than $26 million in housing and other types of assistance to more than 19,000 North Carolina households.

    • Residents trying to connect with family members may call NC 211 (or 1-888-892-1162 if calling from out-of-state) to report missing loved ones or request a welfare check.
    • People in the impacted areas can indicate that they are safe by reporting themselves safe through Red Cross Reunification by calling 1-800-RED-CROSS (1-800-733-2767).
      • Please only use 911 for life-threatening emergencies so the lines remain open for critical situations.
    • If you are still trying to locate a friend or family member, please complete this form to notify local officials of their missing status.
      • The form was created by Buncombe County but information is being shared amongst all counties.
      • Regardless of which county your loved one was last known to be in, you can still submit the form.
        • Buncombe County will share the information with the appropriate officials to initiate search and rescue efforts.
      • United Way is also fielding missing person/welfare check requests.
        • Text PERSON to 40403 to add a loved one to search and rescue efforts or fill out this form.

      • IRS has extended various filing deadlines for taxpayers in impacted areas, including 2024 individual/business returns, certain quarterly estimated income tax payments, and certain payroll/excise taxes.
      • Tax relief for qualified payments, disaster-related losses:
        • IRS released provided guidance to taxpayers on how to address disaster-related losses in their 2024 tax return, as well as providing guidance on how qualified disaster relief payments – like government assistance payments – are generally excluded from gross income.

    Federal Assistance for Hurricane Helene Survivors Surpasses $137 Million as Biden-Harris Administration Continues Response and Recovery Efforts in Southeast and Closely Monitors Storm in the Gulf

    WASHINGTON — FEMA continues its robust response and recovery efforts in the Southeast following the devastation caused by Helene. Federal assistance for survivors has now surpassed $137 million, with FEMA’s mission remaining steadfast in helping communities recover and rebuild. 

    FEMA Administrator Deanne Criswell is leading one of the largest mobilizations of federal personnel, partners and resources in recent history to heed the call of helping survivors and bolstering efforts across all levels of government. The agency is actively working alongside state, local and tribal partners to assess damage and support those affected by the disaster. Nearly 7,000 personnel from across the federal workforce are deployed, including FEMA staff. To date, FEMA has shipped over 14.9 million meals, more than 13.9 million liters of water, 157 generators and more than 505,000 tarps to the region. 

    As response and recovery efforts continue in the Southeast, FEMA is closely monitoring Tropical Storm Milton, which has formed in the Gulf of Mexico. FEMA has the resources and capacity to address multiple disasters simultaneously and is fully prepared to support affected communities wherever and whenever needed. Preparedness efforts are underway and FEMA stands ready to respond to any potential impacts on communities in the storm’s path while also prioritizing search and rescue, response and recovery efforts in in the affected areas. People in Milton’s path should take the storm seriously and prepare now.

    Disaster survivors in certain areas of Georgia, Florida, North Carolina, South Carolina, Tennessee and Virginia can begin their recovery process by applying for federal assistance through FEMA. People with damage to their homes or personal property who live in the designated areas should apply for assistance, which may include upfront funds to help with essential items like food, water, baby formula, breastfeeding supplies and other emergency supplies. Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay. Homeowners and renters with damage to their home or personal property from previous disasters, whether they received FEMA funds or not, are still eligible to apply for and receive assistance for Helene.   

    There are three ways to apply for FEMA assistance:  

    Support for North Carolina

    Financial Support: FEMA has approved more than $30 million in housing and other types of assistance for over 27,000 households.

    Staffing: As response efforts continue in North Carolina, more than 700 FEMA staff are on the ground, with more arriving daily. Over 1,200 Urban Search and Rescue personnel remain in the field helping people. These teamshave rescued or supported over 3,200 survivors to date. Dozens of Disaster Survivor Assistance staff are on the ground in affected areas to help survivors apply for FEMA assistance and connect them with additional state, local, federal and voluntary agency resources. Over 1,000 National Guard Bureau troops have deployed to North Carolina to support response and recovery efforts. To date, troops have delivered nearly one million pounds of food, water and other supplies. Experienced FEMA leaders from around the country are in the field to bolster response efforts. 

    Sheltering: Over 800 people who cannot return home are staying in safe and clean lodging through FEMA’s Transitional Sheltering Assistance program. Transitional Sheltering Assistance is available for North Carolinians displaced by Helene. Residents in declared counties who have applied for disaster assistance may be eligible to stay temporarily in a hotel or motel paid for by FEMA while they work on their long-term housing plan. People do not need to request this assistance. FEMA will notify them of their eligibility through an automated phone call, text message and/or email, depending upon the method of communication they selected at the time of application for disaster assistance. 

    Shelter numbers continue to decline, with 22 shelters housing just under 1,000 occupants. Mobile feeding operations continue to help survivors in heavily impacted areas, including three mass feeding sites in Buncombe, McDowell and Watauga counties.  

    Power and Cellular Restoration: As of today, more than 86% of originally reported power outages have been restored. Cellular restoration continues to improve, with less than 20% of cellular sites down. FEMA is boosting response coordination by providing Starlink units to ensure first responders can communicate with each other. 

    Commodities: Commodity distribution, mass feeding and hydration operations are underway in areas of western North Carolina. FEMA commodity shipments are enroute to support operations. The agency is on track to meet requested delivery timelines for meals and water. Voluntary organizations are supporting feeding operations with bulk food and water deliveries coming via truck and aircraft. The Salvation Army has nine mobile feeding units supporting the massive operation and has provided emotional and spiritual care to more than 900 people. To date, The Salvation Army has served over 12,600 meals, 9,600 drinks and 5,600 snacks. The American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage.

    • Residents can get in touch with loved ones by calling 2-1-1 or visiting unitedwaync.org to add them to search and rescue efforts.  

    Support for Florida  

    As recovery efforts continue in Florida, FEMA has approved more than $71 million for over 11,000 households. FEMA specialists are canvassing Florida communities affected by Helene to help survivors apply for assistance. Additionally, FEMA inspectors are visiting applicants’ homes to verify disaster-caused damage.

    Residents in need of information or resources should call the State Assistance Information Line (SAIL) at 1-800-342-3557. English, Spanish and Creole speakers are available to answer questions.  

    Support for South Carolina 

    As recovery efforts continue in South Carolina, FEMA has approved over $5.7 million for more than 5,500 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties continuing to help survivors apply for FEMA assistance and connect them with additional state, local, federal and voluntary agency resources.  

    Residents with questions on Helene can call the state’s toll-free hotline, open 24 hours a day, at 1-866-246-0133. 

    Residents who are dependent on medical equipment at home and who are without power due to Helene may be eligible for a medical needs shelter. Call the state’s Department of Public Health Care Line at 1-855-472-3432 for more information. 

    Support for Georgia 

    FEMA has approved over $30 million for more than 38,000 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources.

    Support for Virginia  

    To date, FEMA has approved more than $330,000 for over 60 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources.

    Support for Tennessee 

    FEMA has approved more than $175,000 for disaster assistance. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources.

    • Residents can call 1-800-824-3463 to report a missing person. Callers should be prepared to provide as much information as possible including names, phone numbers, vehicle identification and last known whereabouts. 

    Counties have started establishing donation centers. For the evolving list, visit TEMA’s website. 

    Voluntary Organizations

    Voluntary organizations are also providing personnel and resources to the hardest hit areas. The American Red Cross has hundreds of trained disaster workers providing comfort and operating shelters. Additionally, they are helping find loved ones through their helpline 1-800-RED-CROSS (1-800-733-2767) or by the Red Cross Hurricane Helene Reunification page where people can enter pertinent information about the person they’re  looking for. If someone is missing a child related to this disaster or any other incident, they need to call 9-1-1 and then 1-800-THE-LOST to receive assistance from the National Center for Missing and Exploited Children. 

    People can receive free services like cutting fallen trees, tarping roofs and mold mitigation with the help of Crisis Cleanup by calling 844-965-1386. The hotline is open through October 11 and can connect people with volunteers from local relief organizations, community groups and the faith-based community who may be able to assist.

    NASHVILLE, Tenn. – U.S. Senator Marsha Blackburn (R-Tenn.) released the following statement after the 134th Air Refueling Wing at McGhee Tyson Air National Guard (ANG) Base outside of Knoxville, Tennessee, was selected for the final phase of competition to house the U.S. Department of the Air Force’s next generation of air refueling aircraft, the KC-46 Pegasus:

    “With decades of proven experience and service, McGhee Tyson ANG Base would be the perfect fit to receive and employ the KC-46, and I applaud the Air Force’s decision to keep Tennessee in the running,” said Senator Blackburn.

    Earlier this year, Senator Blackburn led the entire Tennessee congressional delegation in sending a letter urging U.S. Air Force Secretary Frank Kendall III to make McGhee Tyson ANG Base the seventh main operating base for the KC-46. Senator Blackburn recently spoke with Air Force officials, who informed her of the Department’s decision to keep Tennessee in the running between seven possible locations.

    BACKGROUND:

    • McGhee Tyson ANG Base boasts over 68 years of volunteer excellence and service to the Air Force. The unit has received a remarkable 16 Air Force Outstanding Unit awards and is one of the most decorated air refueling units in Air Force history. 
    • KC-46 acquisition is the Tennessee Air National Guard’s number one short-term priority. Securing KC-46 aircraft for McGhee Tyson ANG Base will preserve over 1,500 jobs and $203 million annually for decades to come.

  • MIL-OSI USA: Governor Ron DeSantis Issues Updates on State Preparedness Efforts for Tropical Storm Milton

    TALLAHASSEE, Fla.—Today, Governor Ron DeSantis was joined by Florida Division of Emergency Management Executive Director Kevin Guthrie at the State Emergency Operations Center to provide updates on preparedness efforts for Tropical Storm Milton.

    As of 8 a.m., Tropical Storm Milton is located about 860 miles west-southwest of Tampa, Florida, with maximum sustained wind gusts near 60 mph. Milton is forecast to move across the Gulf of Mexico and approach the west coast of Florida by midweek.

    Governor DeSantis issued Executive Order 24-215, amending EO 24-214 and declaring a state of emergency for 51 counties.

    State Preparedness Efforts

    • The Florida Division of Emergency Management (FDEM) has activated the State Emergency Operations Center to Level 1 since Tuesday, September 24, for Hurricane Helene, and is at a Level 1 for Tropical Storm Milton as of today, October 6, leading coordination efforts for the State Emergency Response Team.
    • The Florida Department of Veteran’s Affairs (FDVA) storm preparations are underway at all State Veterans’ Nursing Homes in anticipation of Tropical Storm Milton’s landfall.
    • The Florida Department of Law Enforcement (FDLE) is performing maintenance on all equipment deployed during Hurricane Helene to ensure it is ready for use in Tropical Storm Milton.
    • FDLE Regional Operations Centers in Tampa and Fort Myers are establishing their Regional Law Enforcement Coordination Teams (RLECT).
    • FDLE agents working Operation Blue Ridge are demobilizing to respond to Tropical Storm Milton. Maintenance is being conducted on equipment returning from North Carolina.
    • The Florida Fish and Wildlife Conservation Commission (FWC) has readied high-water vehicles and all other storm response resources statewide so they may be rapidly deployed to assist Floridians in need in the event of damage or flooding. Contingency plans based on forecasted landfall locations have been developed and remain flexible based on the storm’s projected path.
    • FWC officers are ready to deploy and respond with a variety of specialized equipment as necessary, such as:
      • Airboats
      • Shallow draft boats
      • ATVs/Side-by-sides
      • Larger platform vessels
      • Four-wheel vehicles
    • FWC Special Operations Group (SOG) teams will serve as reconnaissance units for the state and report on damage after the storm has made landfall.
    • FWC Aviation Section has been placed on standby and has readied all appropriate aircraft for potential deployment for aerial assistance, reconnaissance, and post-storm damage assessments when needed.

    Health and Human Services

    • The Florida Department of Health’s (DOH) deployed over 200 emergency response vehicles on the I4 Corridor in preparation for the storm.
    • The Agency for Health Care Administration (AHCA) has initiated an event in the Health Facility Reporting System (HFRS). Health care providers in the have been requested to provide information on census, available beds, evacuation status, accepting evacuees and generator needs from counties declared under EO-24-114. This information allows AHCA to assist healthcare providers in transferring patients if needed and ensure that health care providers in impacted areas have the necessary resources and adequate power.
    • The Department of Elder Affairs (DOEA) is contacting all our Area Agencies on Aging partners to receive updates on their ongoing preparation efforts and gather the status of any unmet needs.
    • The Agency for Persons with Disabilities (APD) will continue to host calls with APD leadership, regional and facilities to brief them on Tropical Storm Milton and provide updates on protective actions, the status of clients and residents, and anticipated unmet needs in potentially affected areas.

    Infrastructure, Roads and State Closures

    • The Florida Department of Transportation’s (FDOT) Tropical Storm Milton statewide preparedness efforts include clearing shoulders in preparation for potential Emergency Should Use (ESU):
      • Currently analyzing flooding vulnerabilities for major roadways and bridges.
      • Inspecting and clearing drainage systems, monitoring flood-prone and currently saturated areas, and pre-positioning pumps as appropriate.
      • Securing high mast lighting, maintenance yards, active construction projects, rest areas/welcome centers, service plazas, and weigh stations that had returned to normal since Hurricane Helene.
      • Replenishing fuel reserves, checking generator readiness, and pre-positioning assets as appropriate.
      • Completing repairs on malfunctioning vehicles and equipment in preparation for deployment.
      • Initiated communication with modal partners – seaports, airports, railroads, transit, and spaceports. All partners are currently in monitoring posture.
      • Staging ITS trailers, as well as drone teams and equipment are being prepped and ready to deploy as needed.
    • FDOT has removed over 53,339 cubic yards of debris to date.
    • FDOT encourages drivers to download the FL511 app or visit FL511.com for road/bridge closures and potential detours that may be activated. Remember to always follow the direction of local law enforcement and emergency personnel.
    • FDOT is supporting our local communities with supplemental sand and debris removal from local roads on the barrier islands in Pinellas and Manatee counties.
    • At the direction of Gov. DeSantis, FDOT is coordinating debris removal assignments for the Florida National Guard, Florida State Guard, Florida Highway Patrol, amongst others, who have activated available state personnel and resources to clear and haul remaining debris.
    • In preparation for Tropical Storm Milton, FDOT’s out-of-state deployed resources have begun to transition back to Florida operations.
    • The Florida Department of Environmental Protection (DEP) is coordinating with EPA’s Landfill Strike Teams to provide technical support and assistance for these sites. For counties and local governments in need of additional debris disposal locations, especially ahead of this new storm, DEP has approved all DDMS site requests.
    • Currently, 186 Disaster Debris Management Sites (DDMS) have been authorized to operate for Hurricane Helene.
    • Hurricane Helene kicked up significant amounts of sediment and sand along the coastlines in and along its path. DEP is working with local governments to manage the excess sand and continue removal efforts.
    • For sand that has accumulated on private properties, residents should return it to the beach if it appears clean, smells fresh and is free of debris. If the sand contains debris, residents should contact their local government to find the nearest disposal site. DEP has worked with counties to establish temporary staging areas to properly screen the sand before it is returned to the beach.
    • DEP is working with Florida’s Water/Wastewater Agency Response Network (FlaWARN), the Florida Rural Water Association and other response agencies to ensure preparations are underway to support drinking and wastewater facilities ahead of the anticipated heavy rains.
    • Florida’s water management districts are engaging local governments and drainage operators throughout the state and are available to provide technical and other support, including deploying temporary pumps to alleviate localized flooding. As part of standard operations, DEP and Florida’s water management districts continue to monitor water systems and river levels as the storm develops.

    • The Florida Highway Patrol (FHP) is staging high-water rescue vehicles in preparation for landfall.
    • FHP is prepared to deploy up to 120 Quick Response Force (QRF) Troopers to affected areas.

    • The Florida Department of Education (DOE) is actively monitoring Tropical Storm Milton and is working with school districts as they begin preparation efforts. The Department is also in close contact with districts that have been impacted by Hurricane Helene and will assist them with addressing critical needs ahead of the storm.     • The Florida Department of Business and Professional Regulation (DBPR) is staging assets and personnel across 13 offices statewide and is prepared to surge resources to areas impacted by Hurricane Helene that receive a second impact from Tropical Storm Milton.
    • Updates on business closures and business resources are consistently being updated at FloridaDisaster.biz.
    • FloridaCommerce activated the private sector hotline at (850) 815-4925, open daily 8:00 a.m. to 5:00 p.m. Inquiries may also be emailed to ESF18@em.myflorida.com.
    • FloridaCommerce is hosting daily private sector coordination calls. Briefings will be provided by Emergency Support Functions and private sector partners. For call information email ESF18@em.myflorida.com.
    • VISIT FLORIDA Emergency Accommodation Modules on Expedia, Priceline and Booking.com will remain available to provide real-time hotel availability and lodging resources for impacted Floridians and visitors.
