  • MIL-OSI China: 80 years on, story of Flying Tigers still unites two peoples

    Eighty years after the end of World War II, a county in central China still echoes with memories of international solidarity forged in wartime.

    In Zhijiang Dong autonomous county in Huaihua, Hunan province, the Flying Tigers Memorial Museum stands to honor a remarkable chapter of shared history between China and the United States — the story of the American Volunteer Group, better known as the Flying Tigers, during the Chinese People’s War of Resistance Against Japanese Aggression.

    In 1937, the year Japan launched its full-scale invasion of China, Claire Lee Chennault, a retired lieutenant from the U.S. Army Air Corps, was invited by the Chinese government to serve as chief advisor to the Chinese Air Force and help develop its aerial capabilities.

    In 1941, the Flying Tigers was officially formed in Zhijiang, with Chennault as the commander. That December, after two squadrons successfully fended off Japanese aircraft over Kunming, capital of Yunnan province, the name Flying Tigers spread across China.

    Inside the museum that honors the Flying Tigers, visitors are captivated by a wall that displays the squadron emblems, tracing the four stages of their development in China. Most of the emblems feature cartoon-style wartime designs.

    Through a large collection of artifacts, including fighter aircraft, personal belongings, original documents, and photographs, the museum portrays the mutual assistance and deep friendship between the Flying Tigers and the Chinese people.

    One notable exhibit is a flight jacket worn by a Flying Tigers member, donated by a veteran during his return to Zhijiang for a cultural festival after WWII.

    Sewn onto the back of the jacket is a blood chit, carrying a message in Chinese that reads: “This foreigner (American) has come to China to help in the war. Soldiers and civilians, please offer him rescue and protection.”

    The message was meant to identify Flying Tigers members who would parachute or crash-land in Japanese-occupied areas. By showing it to Chinese soldiers or civilians, they could quickly be recognized and receive help. It therefore became known as a life-saving chit.

    The museum’s exhibits not only reflect the camaraderie between the Chinese and American people in their joint fight against fascism, but also underscore a broader message — one of mutual respect and enduring friendship between nations. 

    Today, the museum continues to receive support from the U.S., including numerous donated artifacts — a testament to the enduring commitment of both nations to honor the legacy of the Flying Tigers.

    Wu Jianhong, director of the museum, said that families of Flying Tigers members still visit China to donate items, keeping alive the shared spirit of cherishing peace.

    “It can be said that the Flying Tigers Memorial Museum is a commemorative site jointly built by the Chinese and American people,” Wu said.

    Near the exit of the museum stands the Wall of Heroes, inscribed with the names of 882 Chinese Air Force soldiers and 2,197 Flying Tigers members who lost their lives during the war.

    “The names on the wall honor those heroes whose identities could be confirmed,” said Deng Yu, a guide at the museum. “But many others remain unnamed — their sacrifices are remembered just the same.”

    KUWAIT, July 29 (Xinhua) — Kuwait announced on Monday the launch of an “air bridge” to deliver humanitarian aid to the Gaza Strip following a three-day donation campaign launched by the government last week.

    Assistant Foreign Minister for Development and International Cooperation Hamad Al-Meshan said the funds raised would be used to purchase humanitarian aid from the local market, including oil, flour and other essential items.

    He added that the supplies would be delivered to the Egyptian city of El Arish by military aircraft and handed over to the Egyptian Red Crescent in coordination with its Kuwaiti counterparts.

    H. Al-Meshan also noted the possibility of transferring part of the aid to Jordan, and then the Jordanian army would drop it from the air into Gaza.

    Kuwait’s Foreign Ministry, in a statement last week, reiterated its condemnation of Israel’s blockade of the Gaza Strip, which has further worsened hunger and malnutrition in the besieged enclave. –0–

  • MIL-OSI Russia: The number of applicants to capital colleges has increased by 40 percent

    The main stage of the admission campaign to colleges has ended in Moscow. More than 37 thousand ninth-graders in the capital have chosen secondary vocational education to continue their education. This is 10 thousand more than last year. Such a high interest in secondary vocational education has been recorded for the first time. Taking this fact into account, the capital has decided to extend the admission campaign to colleges until autumn, reported Anastasia Rakova, Deputy Mayor of Moscow for Social Development.

    “The main period for accepting applications for admission to Moscow colleges for this year’s ninth-graders has ended. The numbers speak for themselves: more than 37 thousand Moscow ninth-graders have chosen colleges to continue their education. For comparison: last year, 27 thousand Moscow ninth-graders entered colleges. Thus, this year the number of applicants has grown by almost 40 percent. This is a record figure in recent years. This year, tenth-graders also showed interest in secondary vocational education: 1.5 thousand students who completed the 10th grade decided to enter college. The main stage of the admissions campaign is over, but we see how much interest the children show in colleges, so we have extended the application deadline until early autumn. It is very important that this year every Moscow school graduate has the opportunity not only to get a free place in a capital city college, but also a place that matches their interests. We will definitely provide all the children with the opportunity to study in the specialties or areas that are really close to them. We are very pleased that the guys choose to study at colleges. The trend in the labor market is obvious: specialists with applied skills are in great demand among employers,” said Anastasia Rakova.

    The most popular major among college applicants was programming (“information systems and programming”). In second place is the profession of a nurse (“nursing”), and the top three is rounded out by future primary school teachers (“teaching in primary grades”).

    Ninth-grade graduates are also interested in areas related to the aviation industry. The professions of security service specialist and police officer are in demand (“law enforcement activities”), popular destinations in the hotel and tourism sector (“tourism and hospitality”).

    This year, colleges will accept seven thousand applicants for specialties in the IT and creative industries. Another 4.3 thousand students will master industrial professions, and 4.5 thousand will prepare for work in the hospitality industry. About four thousand people will enroll in healthcare programs, and three thousand Muscovites will receive specialties related to law enforcement.

    The admissions campaign for ninth-graders of previous years, eleventh-graders and applicants from other regions is ongoing in Moscow colleges. This year, applications can be submitted electronically through the portal Mos.ru for five specialties in one college or distribute them between several educational institutions. The deadline for accepting documents is August 15, and for specialties with entrance examinations – August 10.

    UKAEA’s RACE2Mars team wins UKSEDS Olympus Rover Trials

    A team of engineering apprentices and graduates from UKAEA won first prize in the UK Students for the Exploration and Development of Space Olympus Rover Trials

    A team of engineering apprentices and graduates from the UK Atomic Energy Authority (UKAEA) has claimed first place in the prestigious Olympus Rover Trials.

    The Trials, organised by UK Students for the Exploration and Development of Space (UKSEDS), were held recently at Airbus Defence and Space’s Mars Yard.

    The winning team, RACE2Mars, work in UKAEA’s Remote Applications in Challenging Environments (RACE). The skills developed through UKAEA’s work for fusion energy – remote handling and control systems in extreme environments – are directly applicable to the challenges of space exploration.

    RACE2Mars was tasked with designing, building, and then operating the rover within a simulated Mars exploration mission at the Mars Yard, a specially designed environment mimicking Martian terrain.

    The Olympus Rover Trials involved navigating the rover through rough terrain and scanning QR codes.

    RACE2Mars was one of only twelve teams across the UK to qualify for the final competition day, following a rigorous selection process that included a preliminary design review and critical design review by a panel of engineers.

    Dean Gooding, Graduate Control Systems and Software Engineer, UKAEA, said:

    The Olympus Rover Trials has been a fantastic opportunity to lead an ambitious project and strengthen my leadership, organisational, and technical skills. As a team, we tackled challenging mechanical and electrical engineering constraints, refined our programming skills, learned to write effective design documents, and developed solid testing strategies – gaining a huge amount of experience along the way.

    The project has been a great opportunity to learn and develop. It’s rare to see all aspects of a project due to how long-term they can be. It’s also been excellent to be part of a team of developing engineers—I’ve really enjoyed working on this.

    New UK esports collaboration to boost digital and cyber skills

    The new partnership with International Defence Esports Games will improve Armed Forces digital talent, while an annual summit will focus on education, recruitment and skills, including AI.

    UK military personnel will improve their digital and cyber skills through a new esports collaboration, which will include a focus on AI and drone operation.  

    The Ministry of Defence has appointed the British Esports Federation to deliver a new first-of-its-kind defence and industry esports tournament through UK Strategic Command, soon to be Cyber and Specialist Operations Command.   

    Improving the digital skills of military personnel will help boost the country’s warfighting readiness, with the UK at the cutting edge of defence AI and technology, supporting the government’s Plan for Change. Lessons from Ukraine, including Ukrainian’s producing their own drone simulator games to improve hand-eye coordination, have shown how esports can be used to successfully train drone operators and cyber security specialists.  

    Through the Strategic Defence Review, defence is enhancing its warfighting capability by developing critical cyber skills, and Esports can provide an accessible environment to improve digital literacy and cyber understanding.    

    The International Defence Esports Games (IDEG) will help members of the Armed Forces develop cyber, digital and wider military skills. Initially open to service personnel, including reservists, IDEG will expand to eventually include cadets, veterans, civil servants and anyone working in the defence industry.   

    Minister for Veterans and People, Al Carns DSO OBE MC MP, said: [CLEARED]  

    Esports will help attract, develop, and retain top cyber and digital talent, while fostering this government’s Plan for Change. Our people must now be as adept with code, cybersecurity and a games controller as they are with traditional combat skills.   

    From drone operations to data analysis, modern defence and deterrence needs agile minds that can navigate both physical and digital battlegrounds.   

    The International Defence Esports Games is an exciting initiative that will help foster exactly these skills in a fun, collaborative way, and overcome many traditional boundaries between our international partners.

    The inaugural IDEG finals – where competitions would be held – will be organised in partnership with British Esports and a leading esports production company, and be held in the UK in late 2026.   

    The event is being supported by Defence suppliers, including BAE Systems, as well as several smaller military technology companies.

    Military esports has been steadily growing in recent years, and today we’re delighted to announce a first-of-its-kind tournament for military personnel around the world.  

    The UK’s armed forces have recognised video games as a positive activity that can improve personnel welfare and morale, foster digital and cyber skills, and strengthen relations across the armed forces and beyond.    

    We’re happy to announce the International Defence Esports Games and support the future of the military.

    Recently the Royal Navy partnered with British Esports to launch an esports facility aboard UK aircraft carrier HMS Prince of Wales, featuring gaming gear from the likes of Alienware, NVIDIA and Intel. Those in attendance included members of the Singapore Armed Forces, Singapore Esports Association (SGEA), the national body British Esports, and Deputy Commander UK Strategic Command, Lt Gen Sir Tom Copinger-Symes, who has been championing esports across UK Defence.  

    Lieutenant General Sir Tom Copinger-Symes KCB CBE, Deputy Commander UK Strategic Command said:  

    Esports and serious games can contribute to our warfighting readiness. As competition and conflict increasingly play out in cyberspace and the digital arena, these games equip our people to think, operate and innovate across both the physical and virtual worlds, developing team coordination and rapid decision-making under pressure.   

    We’ve learned from our Ukrainian partners about how esports can train drone operators and cyber security specialists. People are quickly grasping how esports can change perspectives and enhance skills, as well as reaching across borders with our international allies and partners.     

    For centuries we’ve used ball games like rugby and football to develop teamwork, hone mental and physical fitness and build resilience. Esports perfectly complement these games in preparing us for 21st Century security challenges.  

    To address additional needs for cyber security specialists in Defence, the Ministry of Defence announced the Cyber Direct Entry Scheme, a bespoke entry route for aspiring cyber professionals and those with existing digital skills, which will see new recruit basic training reduced from 10 weeks to around one month, after which recruits will undergo 3 months’ specialist training in the field.

    The news comes just over a year after the MOD recognised esports as an official military sport, ensuring funding and opportunities for personnel to compete. Today’s announcement also represents a deepening relationship between British Esports and the MOD.

    JOURNALIST: It’s been 100 days since the Government’s 100-day review. When can Queenslanders expect to see tangible shovels in the ground, concrete rising in Victoria Park? Because as you’ve touched on in your speech, we don’t have a lot of time.

    JARROD BLEIJIE: Well, yes, you’re right, [Journalist], we don’t. And that’s why today we’ve- [Indistinct] have authorised now to start a little preliminary work. So all the geotechnical work that’s got to take place, the soil testing that’s got to take place, is going to be starting from, I would suspect, next week you can start seeing some work. I wouldn’t say the excavators are going to be there next week, but certainly all the prelim work has to take place in terms of the soil testing. Now, that has to happen because each of them have to work out the best location for Victoria Park once they do the testing of the park.

    JOURNALIST: One thing you mentioned in your speech but didn’t touch too deeply on was Brisbane Arena. It sounds like we’re not going to get Brisbane Arena before 2032; can you make a guarantee that we will?

    JARROD BLEIJIE: Oh, we absolutely will get there before 2032. The Gabba will come down in 20- after 2032, but the Brisbane Arena, we are actually- so the document that I just came back from the United States to be part of Brisbane’s next iconic destination which is the Brisbane Arena. We’ve had over 2,200 expressions of interest put in through the website already on that. We are talking to the market at the moment about the Go Print site and then the secondary site which is the Gabba location, about whether it should be combined or two separate sites, depending on what the private sector want to do. But we absolutely will partner with private sector. We will go to procurement on the Brisbane Arena by the end of this year. So I would suspect in the next couple of months my Department, Department of Infrastructure and Planning, will actually formally go and procure them to build the arena. And then next year will be the planning, and I suspect you’ll start seeing it being built from end of next year and into 2027, and it will be built absolutely before 2032. 

    JOURNALIST: You mentioned in your speech too you’d like to see more transport investment from the Federal Government. Minister King, are you open to that? How much money will Queensland provide? Perhaps we can just get our GST back. 

    [Laughter]

    CATHERINE KING: I knew someone would mention that, I just wondered if that would happen. Already the Commonwealth is investing, I think it’s over $27 billion in transport infrastructure here in Queensland. I think in the equivalent states, it’s- I think you’re the highest amount. Every other state is less than that, believe me. So that is the first thing I’m saying. I think also, there are issues around capacity. We can only build so much at any one time. Our priority has absolutely been Bruce Highway. You saw us come in January with the Prime Minister, acknowledge that that is an unfinished piece of business for all of us, and we’re very determined to get that done. That being said, we’re already investing over $12 billion in [Indistinct] infrastructure. We will look at new requests that come through, and they come from every state and territory pretty regularly, I can say. They come through for Queensland in our normal budget processes. We don’t have a budget yet until next year, but really, we’ve been very determined to make sure, you know, we put planning money in, we put planning work in, we get a good idea about what the costs are and then we progress from there. And I’m sure Queensland will do what every other state does and ask for its share of funding. 

    JOURNALIST: Might I come to the working media table for the first question? Is there a microphone here to [Indistinct]…?

    CATHERINE KING: I think we’ve stolen them. We’ve got three up here now. 

    JOURNALIST: Deputy Premier, Fraser Barton from the Australian Associated Press. I asked you when the delivery plan was announced in March about workers and construction and how we’re going to get all these workers. How has the government progressed that? Is- are we still going to quote ransack New South Wales and Victoria for people? And where will all of these workers live given housing shortages in the state?

    JARROD BLEIJIE: Well thank you, great question. I don’t think I used the word ransacked. I said beg, borrow and steal. And now that I’ve signed the deal with the Federal Minister, I guess I can trash Victoria because, who would- do you want to live in Victoria or Queensland? So, interestingly, yesterday I had the Infrastructure Partnerships- I had a meeting with Infrastructure Partnerships Australia, and we talked about the very issue about the workforce and where they’re going to come from. It’s going to be mixed. It’s going to be home-grown talent with the apprenticeships and traineeships coming through the system. It’s going to be new businesses coming into Queensland. It will be looking to New South Wales, Victoria, Western Australia and getting businesses to relocate to Queensland. Unashamedly, we need to do that. It’s going to be looking at migration, the school migration sector. So that’s how we’ll get the workforce. The second question I always get about the workforce is where are you going to house them? Well, 20,000 in Logan, because I’ve just given the Mayor 135 million, but that 135 million is- pales in- is insignificant compared to the rest that I’m about to announce over the next two weeks, which is the Residential Activation Fund. And that’s a catalytic infrastructure fund designed to help councils get the infrastructure to build the houses. So Mayor Raven at Logan, he said in the media last week that the Logan Council would stop approving buildings if they didn’t have the new wastewater treatment plant. So the $135 million the state are co-contributing with the Council will allow that wastewater treatment facility to be put in place, opening, unlocking 20,000 homes. 

    Now that $2 billion infrastructure fund is happening all around Queensland, and over 50 per cent of that is going to be in regional Queensland. So we’ve got to make sure that we support councils to unlock the land. And as I always say, the issue of the housing crisis is supply, supply, supply. It is the biggest inhibitor at the moment for building houses in Queensland. We’ve already abolished the tax. We abolished our [Indistinct] for first homeowners buying or building their first home in Queensland, so that’s great. We’ve got a better taxation regime. We’ve increased the first home owner grant to $30,000, 15 to 30, we kept that in the budget last week, so that’s a good incentive as well. So we’ve got to build the houses, but you can’t just do it in isolation. You’ve got to look at all of it at the same time.

    JOURNALIST: Deputy Premier, Alex Brewster, ABC News. You’ve refuted reports about the infrastructure around Victoria Park Stadium this morning. When can we expect to see the detail of things like a potential train station, pedestrian bridge, and even a warm-up track around that stadium?

    JARROD BLEIJIE: You used the word refute, Alex, I used the words – I think TMR may have done some brainstorming on where they would like to see certain things and stations. Government have not made decisions on that connectivity yet. And GIICA now, as part of legislation we passed last week, a big proportion of that is transport and mobility. So, those plans now- because the legislation has been put in place, those plans now have to get out to GIICA with Department of Transport and Main Roads.

    And I’ll repeat, on the transport front, it’s the state’s responsibility, a rail between the Gold Coast and Brisbane. The way [indistinct] Sunshine Coast with a Federal Government are giving(*), 50 per cent funding in stage one of that project. So, look, it’ll happen fairly quickly now, I anticipate, that GIICA have the Victoria Park, they’ll have a CEO in a very short period of time, and they’ll be able to get on with the job and work with TMR to find the best location for Victoria Park. And that’s why you can’t put the cart before the horse, because you’ve got to do all the geo tech, which we are now doing on Victoria Park to understand where the best location for the stadium actually is, and then look at the transport hub. 

    Incidentally, I would note that if you look at Victoria Park, Centenary Pool, which is going to be the new National Aquatic Centre, and the Ekka, we just opened Exhibition Station, over at the RNA; there is three or four hubs within 15 minutes of walking already around that. If we can increase it, that’s great, but we will now get to work with the Brisbane City Council and TMR. 

    JOURNALIST: Deputy Premier, Harry Clark from Sky News. How committed are you to holding Olympics rowing on the Mighty Fitzroy in Rockhampton given resistance, including that which is coming from the International Olympics Committee?

    JARROD BLEIJIE: Very committed. It’s in our delivery plan and I spoke to the IOC. Look, I’ve got to say that the International Olympic Committee were very good with us in our discussions with that. As Minister King points out, [indistinct] alterations before. Like any of the venues, we have to go through the PVR process, the project validation process. The five projects that have already been validated, that’s what we’re going to procure on from today. But all of the minor venues obviously have to go through project validation. We did a lot of the project validation whilst the Federal Government was in caretaker mode from my department to look at the costings and all of that. 

    We believe it’s vitally important for Rocky and the kids in Rocky to have a facility, and there has been a lot of public commentary about it. But my God, if you go to Rocky, which I think I’ll be there in a couple of days, if you go to Rocky this time of year, in July, where the Olympic and Paralympic Games are going to be held, the Fitzroy River is a mirror. It is the most beautiful thing, hence why they do state championships and national championships on the Mighty Fitzroy River. 

    And I respectfully said to the International Olympic Committee when they were over here, I said, if it’s okay for Rocky kids and Australian kids to row on the Mighty Fitzroy River, it’s okay for Pierre from Paris to row on the mighty Fitzroy River. And look, the IOC took that well.

    [Laughter]

    JOURNALIST: Has anyone contacted Pierre and asked him? It is the [indistinct].

    JARROD BLEIJIE: I know we did- someone was in a crowd and he did jump up and he said, I’m actually Pierre from Paris. He said, but I’m not a rower. I said, well, maybe you should be. 

    JOURNALIST: Deputy Premier, it’s serious though. The Government has been staunch. Your Sports Minister colleague said he isn’t certain Olympic rowing will be held in Rockhampton, but do you acknowledge that it is not only the Government’s decision? It’s the IOC, the International Federation. And, is there a plan b if they say it’s not good enough? 

    JARROD BLEIJIE:  Well, okay, but is the IOC paying for it? If they don’t want it in Rocky then they pay for it, but they’re not, it’s the State Government and the Federal Government. So, I’m not sure the IOC- we had put it back a little bit on the IOC, but we’ve done it very respectfully. Because we wanted the games to be about regional Queensland and we committed to the people of Rockhampton, who have a great rowing facility, and they’re going to have a better rowing facility. 

    And Minister King and I, and I hope I’m not breaching confidence, we’ve had this discussion about rowing. It’s got to go to the International Olympic Committee Rowing Federation who are actually over here in July. They’ll do all their technical assessments. But that happens with every venue. And in LA the rowing facility does not meet the International Olympic Committee requirements. It’s too short. But do you know what they did? They just said, for the LA it’ll be okay, and they signed off on it. So, they do bend the rules for other venues, including rowing in LA which does not meet the requirements for international rowing. 

    JOURNALIST: Deputy Premier, hi. Jess Bahr here from SBS World News. Just a couple of questions from NRTV. Are you consulting with Traditional Owners to reach an agreement on preserving cultural heritage at Finn Park? And do you think you’ll reach an agreement, or will you override cultural and heritage laws? 

    JARROD BLEIJIE: I think we’ll reach an agreement. Two points, observations I’ll make on that. In the legislation that we passed in Parliament last week, there were two elements to the overriding provisions. One was dealing with environment laws, heritage laws, planning laws, local government laws, and there was a complete override, but we actually did carve it up with cultural heritage provisions for First Nations Australians. So, we actually will still go through a process of consulting with First Nations about Victoria Park. 

    Now, ultimately, if an agreement can’t be reached then the laws have to override. But we actually have put a special provision pursuant to the cultural and heritage legislation that exists in Queensland at the moment, to still go through that process. And part of the deal that we’ve struck with the Federal Government, it was one of the requirements from Minister King and the Federal Government, is that consultation does take place, which we’ve committed to. And that’s in the legislation, that will go through a process through Minister Fiona Simpson’s department, as it does with existing legislation.

    We’ve also committed to Minister King and the Federal Government that community consultation, looking at the precinct plan; looking for as much green space, open space that we can retain in Victoria Park, and we’ve committed to that. So, I’m confident that we will secure support, and we’ll just go through the motions as it is. But we did carve out a particular provision in that, recognising the significance of that issue. 

    JOURNALIST: Andrew from The Guardian. This is a question for both of you. Both of you have gone through elections in the last year, in fact, one two months ago. And in no case was this plan, the Victoria Park plan, brought to the electorate? In fact, at that state level it was explicitly ruled out. Should the electorate have known about this before they voted on that? It’s a big old stadium in the middle of a suburb. Surely, the people would have liked to know that before the decision was made. 

    JARROD BLEIJIE: Well, thank you. I’ll start and, thankfully, you’ve got a question I’ll be able to build you up to divert all the questions to you. Look we were, when we announced the delivery plan, the Premier and I were pretty up front. We apologised, we said sorry. We took the position to the election of no new stadiums. We did the 100-day review and there was also the former government did the [Indistinct] review that recommended Victoria Park. We did take it to the elections about the stadiums.

    But it became apparent during the GIICA review and the 100-day review that there was just no other option, alternative. There was no time now to knock down the Gabba and rebuild the Gabba. The displacement of AFL and cricket was too great and too costly. So, we were pretty up front. I think we said in a room of a thousand people and journos, we stood up and apologised and we said we’ll cop that. It’s not the position we took to the election but it’s the position now that we think is in the best interest of all Queensland, and particularly for the 2032 Games, particularly for AFL, the Lions, the Mighty Lions, and cricket.

    So yeah, I’m not hiding behind the fact that we had a different position from the election, but I think we tried as best we could to explain ourselves and why would we change our position, and why we put in the delivery plan and accepted the recommendations from GIICA. Because if we hadn’t of, you would end up with a Government making political decisions again, and it would’ve gone around in circles, and you would not be in a room today with the Federal Minister and a State Minister, having done the deal, struck the deal to deliver the 2032 Games. You’d be talking about temporary stadiums [Indistinct] spending $2.25 billion, and no procurement process underway. 

    I think it is a different position we took to the election, but we’re pretty up front with it, we apologised. And we said to Queenslanders, this is now our job to explain why we took that position to the election, and explain why because it is now in the best interests of Queenslanders to get on and proceed and do the best that we can.

    CATHERINE KING: Thanks. I’d say, equally, from our point of view is that the delivery plan was provided and the Queensland Government’s response to that in March of this year. We wanted to take some time to look at it and to get the details about what are the costs of new venues, what does that look like. You know, publicly I’ve been very upfront about that. It’s been [Indistinct] as has the Prime Minister, that we’re really keen to see the arena. 

    It’s why we put the Commonwealth’s money there. We know the Prime Minister’s a pretty big fan of live music and we felt, from our point of view, that was good legacy. But that project has now being procured by the private sector. That is a decision the Queensland Government has made and we’ve been faced with the decision, well, given that it is no longer a Games venue and the agreement is about Games venues in terms of funding, what do we do about it? 

    And that’s why we’ve taken our time. We’ve looked at the finances. We have put conditions around the stadium. We recognise that it is a challenging issue for First Nations people, for local green space. We want to make sure that it’s got right and that it is a precinct that everybody can enjoy, and that’s why we’ve taken our time to do that and we’re making this an [indistinct] too.

    JOURNALIST: Deputy Premier, Alex Brewster again. Have you turned your mind to what you might like to see the stadium called? I know you’re a proud monarchist. Would you perhaps like to see it named after a royal name?

    [Laughter]

    JARROD BLEIJIE: Actually, thinking about that, Minister King did not put in her letter of agreement anything about how- King’s Stadium in honour of either Charles or Catherine. Thank you. Food for thought. Thank you, Alex. 

    No, look, we joked in Parliament that it would be the John Sosso Stadium. Well, some people in Queensland have a big fascination with my Director General. He just wants to get on with the job and stay out of the press. But, look, GIICA recommended it be named the Brisbane Stadium – iconic. Just travelling back from the States, all the stadiums over there are named- they do funding deals. Incidentally, all the stadiums are built by the private sector, so if there’s anyone in the room today who wants to chip in as well and help Minister King and I balance our budgets a little more and invest. Because I kept asking all the other- I went to SoFi, I went to AT&T, and I said, how did that level of investment from Government in having all these? And they said, oh no, the building heads of the sporting teams just build these things – and jeez, wow. Lions have got to put in a bit more I think, in cricket. 

    But no, we had I haven’t turned our minds to that yet. We’ll just get shovels in the ground and start building it and then we’ll work out the name of it.

    JOURNALIST: Minister King, can I just jump in there and ask you, when you were negotiating with the State Government, did the Commonwealth put to the state that rowing could be held in Penrith?

    CATHERINE KING: So, what we’ve done as part of the agreement is we’ve provisioned money for Rockhampton, but that is conditional or dependent on the federated body for rowing determining that rowing can go forward there. Obviously, we’ll await that decision, but we’ll provision money for Rockhampton for that to occur. And again, that’s the decision that the Queensland Government has done, and that’s what it wants to do. And obviously, if there’s a different decision taken, we’ll work with the Queensland Government on that. But the Deputy Premier is pretty determined that’s where rowing is going to be.

    JOURNALIST: We’ve also had the Prime Minister suggest Penrith. What’s your view?

    CATHERINE KING: Again, I think that the Prime Minister is a problem solver and I think he knows that there are some challenges with Rockhampton, but we’ll let the Rowing Federation go and have a look at those and make a decision from there. And we’ll provision money for that venture as part of the Minor Venues Program and we’ll work through the processes. And there’s a [indistinct] plan B, then that’ll be a matter for discussion with the Queensland Government. But as I said, the Deputy Premier’s pretty determined and that that’s where rowing’s going to be. We’ll let the Federation do its work.

    JOURNALIST: Mackenzie Scott here from The Australian newspaper. Obviously, you’ve looked into this $7.1 billion deal today but the Treasurer, David Janetzki, has launched his team to start privatisation of certain large infrastructure projects. How much do you expect the public- sorry, the private sector to give in a monetary sense into Games infrastructure?

    JARROD BLEIJIE: Well, we have provisioned for $7.1 billion, that’s the deal. That was the Federal Government that have got to account for that as well. So, it equates to, if you look at the 7.1 billion, it’s not 50-50. It’s nearly 50-50. We’ll call it 50-50. It’s a couple hundred million less than the Federal contributions, a couple hundred million less than our contribution. We’ve stuck to that $7.1 billion figure. 

    Now, that doesn’t include private sector investment. We’ve budgeted on a provision that that is what it’s going to take for the state and the Commonwealth to get those venues, the major venues and minor venues done. If the private sector come into the market and assist GIICA with the stadium develop, minor venues, then that’s a bonus. That’s a bonus for the Federal Government and for the State Government. Those discussions have to take place with GIICA, but that will go through the procurement process.

    So, it’s not that we’ve announced that the private sector will build Victoria Park. We haven’t announced that at all. We have budgeted the money. As I said, our budget is $5.15 billion over the next four years for Olympic and Paralympic infrastructure. So, it’s state and Commonwealth funding, and we’ve kept it at 7.1.

    Catherine and I were talking about this before we came in today, and there’s a lot of people talking to us, oh, but blowouts, blowouts, blowouts. And I said: don’t be guided by the 10 years of blowouts from previous governments in Queensland. There are businesses in Queensland and nationally that actually deliver things on time and on budget. We can’t be in that mindset that everything is just going to blow out. We’ve got to make sure we try and do it on time and on budget. And our budget is 7.1. We’ve not shifted from that. 

    JOURNALIST: Deputy Premier, Rosanna Kingsun from Seven News. Can you rule out whether there will be a new train station at the Olympic Park there as in the paper, or is that not a consideration at all? And a question for Minister King. What would you like to see the State Government and Brisbane City Council include in their new precinct plan?

    JARROD BLEIJIE: Rosie, thank you for the question. I’m not really anything in or out about the transportation. Because what we need to do is work out what will be the best public transportation system around RNA, Victoria Park, the new stadium, and also the National Aquatics Centre. So, I’m not going to rule anything in or out. I’ll be guided by the experts. They’ve got a job to do now to work out what that transportation plan looks like – new stations, no stations. So, we’ll be open to any of the suggestions that come forward, but it’s got to be in the best interest of the commuters to get people around all the venues.

    CATHERINE KING: And that’s really what we will dig for in terms of the transport and mobility plan and not just obviously how people are going to move around the venues, and obviously, the IOC and Australian Olympic Committee will also be interested in those issues.

    In terms of precinct overall, I think what you will see across the globe at the moment is that where stadiums are being built- we’re not the only country that is facing challenges of people being concerned about the cost of those, loss of green space, all of those things. And what you’re seeing- and I think there’s some really interesting examples in the US, in Queens for example. I had the incredible privilege of being able to go and have a look a couple of years ago now, at Tottenham Hotspur’s new stadium and what they did around there around being able to provide education opportunities for a really incredibly disadvantaged community. 

    As I said in my speech, really I’m interested in more infrastructure [indistinct], not just in sport. We can see what that legacy looks like. But really, the opportunity we have here is to really shape cities, and to shape the way people live and dream about and enjoy those cities. And really, that’s what we’re looking for in the precinct plan. Because we know, long after the Games have finished, there’s people who live in these communities and we want them to be able to utilise those facilities, utilise the green space, be able to utilise transport and love where they live. And that is challenging. 

    As I said, that we’re not the only country in the world who might be aware there’s an election in Tasmania at the moment, and the issue around that there. In the same way, as we’ve said, we’ve funded Macquarie Point Precinct. We just haven’t funded just a stadium, what the life is going to look like down in that particular part of the world. So that’s really the sort of thing we’ll be looking for from both the transport and the precincts point of view.

  • MIL-OSI Submissions: Iranian Canadians watch the Israel-U.S. war in Iran from afar

    The recent war waged by Israel and the United States on Iran killed at least 935 people and wounded another 5,332. There’s currently a ceasefire, but the conflict shocked the world and has had unique impacts on Iranians in the diaspora.

    Many Iranians in Canada were glued to their media feeds to stay close to Iran and their friends and families.

    Based on preliminary interviews with 30 Iranian activists in Canada, many in the diaspora have experienced what they call “survivor’s guilt.”

    The interviews are part of a PhD study conducted online or in person by one of the authors of this story, Fateme Ejaredar, and supervised by co-author Pallavi Banerjee. The information from these interviews helps to untangle the roots of political tensions and evolving solidarities in the Iranian diaspora in Canada. For this research, 30 interviews were conducted, with seven followups after the conflict began on June 13, 2025.

    A large share of the Iranian diaspora in Canada is comprised of activists who disavow the Islamic Republic. According to The New York Times, the Iranian diaspora includes “exiled leftists, nationalists, secular democrats, former prisoners, journalists, human rights advocates and artists.” This population of diasporic Iranians has been supporting progressive change in Iran.

    There are also those who oppose the Islamic Republic in support of the deposed shah, a movement currently swayed by Reza Pahlavi, the son of Iran’s last shah. They see the U.S. and Israel as liberators of the Iranian people. The current war resurfaced many of these tensions that continue to divide the diaspora.

    The war has left Iranian activists in the diaspora contending with contradictions about both their standing as activists while mourning the assaults on their country, both from within and outside.

    Living in between homeland and hostland

    Canada has the second largest Iranian diaspora in the world. Iran’s tumultuous political climate has kept the diaspora on edge and divided since the 1979 revolution that deposed the shahs.

    After the revolution, many left-wing and other opposition activists who resisted both the pre- and post-revolutionary regimes went into exile. Continued political repression and economic hardship later forced even more Iranians, including activists, to leave the country. Strife peaked again in 2022 during the “Woman, Life, Freedom” protests which deeply impacted the diaspora.

    Matin, a participant in her 30s from Alberta (all names of interviewees are pseudonyms), said:

    “I’m sad that my home is being bombed. And you don’t have the energy to argue in this situation. For a soul that’s already tired, its wounds from 2022 aren’t healed yet, it can’t go into this again. It’s a dead end.”

    Sociological research on migration and transnationalism has explained how those exiled from their homelands and living in diaspora reside in the “in-between lands.”

    This is heightened when the homeland is in a state of political disarray, producing what sociologists have called “exogenous shocks” for the diaspora.

    This is the unsettled feeling Iranians in the diaspora have been contending with for the last 45 years. They are constantly navigating life in between the homeland and hostland.

    Fragmented nationalism

    People’s fragmented sense of nationalism can shape responses to upheavals in the homeland.

    Many we spoke with struggle with their own interpretations of Iranian nationalism that clash with their disdain for the Islamic Republic. Their disdain is rooted in their own lived experiences under the regime — ranging from the loss of basic rights and freedoms, to harsh repression including imprisonment and torture for some, or simply an unfulfilled desire of living in a peaceful and free society.

    Vida, an interviewee in her 30s who lives in Saskatchewan, said even though she despised the politics of the Islamic Republic and in the past had celebrated the death of key officials like Qasem Soleimani, the recent war has invoked some conflicting feelings about the death of military leaders.

    She took pride in solidarities forged among the diaspora due to the war and interpreted it as nationalism. Vida said:

    “I never was a nationalist, and I hate nationalism. But there were moments these days that I felt proud. Seeing all the solidarity between people, seeing how they helped each other…”

    Even as the activists feel protective of their country because of the war, they also experience a deep sense of loss and guilt they have always felt in exile.

    Tensions in the diaspora

    Iran’s relationship with the West has continued to be fraught.

    The West, particularly the U.S., has leveraged Iran’s repression of women to economically disable Iran through sanctions, breaking down possibilities of diplomacy between Iran and the U.S. But feminist scholars have argued this stance has only further empowered the authoritarian and patriarchal political forces in Iran..

    Iranian activists in the diaspora contend with both resisting the Islamic Republic’s role in oppression of Iranians in Iran and the American role in marginalizing Iranians in Iran.

    The ‘Iran of our dreams’

    The in-between spaces are precarious and unpredictable. But they also bring new possibilities and in this case, as many interviewees have indicated, acts of resistance from afar.

    This can be further activated in moments of upheaval. And those living in the in-between spaces can often form new alliances and solidarities.

    For many activist Iranians, the resistance in Palestine has been a source of inspiration since before the revolution of 1979. Many participants in this study mentioned in their interviews how they have long felt solidarity with Palestinians, but they say since June 13, they have an even deeper understanding of their situation.

    Zara, in her 40s from Ontario, said she now understands more deeply how the world could be indifferent towards those critiquing the actions of Israel, saying she feels:

    “… a sense of helplessness and desperation against all that illogical violent power.”

    Despite the desolation expressed by our interviewees about the war, many activists also expressed faith in resistance for freedom and justice that allows them to envision a different future.

    Jamshid, in his 60s in British Columbia, shared his future vision of Iran. It is:

    “ … an Iran that lives in peace. There is social justice in it and no one is injured. It takes care of itself. It’s very kind, immensely kind… Maybe one day it will happen and we’re not here to see it.”

    UK high-altitude research and intelligence balloon soars to new heights

    The UK has successfully trialed high-altitude balloons which can conduct intelligence, surveillance and reconnaissance missions.

    • UK Defence is developing use of uncrewed, high-altitude balloons to conduct intelligence, surveillance and reconnaissance (ISR) missions, boosting national security and delivering on the government’s Plan for Change.
    • Test flight balloons each travel over 2,000 nautical miles at an operating altitude between 60,000 and 80,000 feet, double that of a commercial aircraft.
    • The trial balloons operated as a constellation for the first time and provided near-continuous ISR coverage of nearly a month, far exceeding the endurance of each balloon.

    The UK could benefit from the collection of military intelligence, surveillance and reconnaissance from the stratosphere following the successful trials of new high-altitude balloons flying between 60,000 and 80,000 feet above the Earth – higher than most military aircraft operate. 

    The uncrewed balloons offer a low-cost surveillance and communications capability alternative to traditional solutions. They can travel uninterrupted at extreme altitudes for long periods, without maintenance, boosting national security and delivering on the government’s Plan for Change.

    The future use of such balloons could include support to operations and reliable communication and fast internet connection to disaster zones or remote areas with no coverage, while also providing information for weather forecasting and climate research.

    With an ISR payload capacity of up to 3kg and with some modules that include weather sensors weighing as little as a European robin, the test vehicles can operate continuously for over five days.

    The cost-effective system can be operated by a single person in challenging weather conditions, demonstrating advanced capabilities and precise navigation and station keeping.

    Minister for Defence Procurement and Industry, Rt Hon Maria Eagle MP, said:

    This innovation is about giving our Armed Forces the edge – better awareness, better communications, and lower maintenance needs – supporting the government’s Plan for Change.

    Stratospheric technology like this could transform how we operate in complex environments, keeping our people safer and better informed than ever before.

    This successful trial is another example of UK defence pushing boundaries, with real potential to strengthen our future capabilities.

    The trials took place in the South Dakota, USA earlier this year as part of Project AETHER, a concept development initiative supported by the Ministry of Defence’s procurement body, Defence Equipment & Support (DE&S).

    The activity was led by UK company Voltitude in partnership with Landguard Systems (UK) and Aerostar (US).

    Head of UK Defence Innovation, Prove and Exploit team, James Gavin, said:

    Defence procurement is making strides in the innovation space and DE&S is looking more at the art of the possible, pushing the boundaries and scoping new technologies. 

    These latest trials have been incredibly fruitful and pave the way for more collaborative working with our allies to develop capabilities that will benefit our Armed Forces.

    The UK-developed technology provides continuous Intelligence, Surveillance, and Reconnaissance capability whilst maintaining remarkably low operating costs. It represents a significant advancement in stratospheric surveillance platforms for defence applications.

    The Ministry of Defence is exploring future assessment operational use of the stratosphere, not only with this class of balloon, but also with vehicles capable of carrying significantly higher payloads for mission durations of 6-12 months.

  • PM Modi launches development projects worth over ₹4800 crore in Tamil Nadu

    Prime Minister Narendra Modi inaugurated, dedicated, and laid the foundation stone for multiple development projects worth more than ₹4800 crore in Thoothukudi, Tamil Nadu on Saturday. The initiatives span across key sectors, including airports, highways, ports, railways, and clean energy infrastructure, and are expected to significantly boost regional connectivity, economic growth, and the overall quality of life in southern Tamil Nadu.

    Marking the occasion of Kargil Vijay Diwas, the Prime Minister also paid homage to India’s brave soldiers, acknowledging their sacrifice and valor.

    Infrastructure and Connectivity Push

    PM Modi highlighted the central government’s focus on infrastructure and energy as the backbone of a state’s progress, noting that the past 11 years have seen a continued commitment to Tamil Nadu’s development. “Thoothukudi is witnessing the dawn of a new chapter in development,” he said.

    Among the major inaugurations was the new terminal building at Thoothukudi Airport, built at a cost of ₹450 crore. Spanning 17,340 square meters, the terminal is equipped to handle 20 lakh passengers annually—up from just 3 lakh earlier—and will play a crucial role in boosting connectivity for business, education, healthcare, and tourism in the region.

    The Prime Minister also inaugurated two major highway projects. The first is the 4-laning of the 50-km Sethiyathope–Cholapuram stretch of NH-36 under the Vikravandi–Thanjavur corridor, developed at over ₹2,350 crore. The second is the 6-laning of the 5.16-km NH-138 Thoothukudi Port Road, constructed at ₹200 crore. These projects are expected to ease cargo movement, reduce travel time, and support industrial growth in the Delta region.

    Strengthening Ports and Railways

    Furthering the development of maritime infrastructure, PM Modi inaugurated the North Cargo Berth–III at V.O. Chidambaranar Port, built at around ₹285 crore. With a cargo handling capacity of 6.96 MMTPA, the berth is expected to improve dry bulk logistics and boost the port’s operational efficiency.

    Three key railway infrastructure projects were also dedicated to the nation.     Cambodia’s State Secretariat of Civil Aviation (SSCA) on Saturday prohibited all flights from flying across fighting zones with Thailand, a spokesperson said.

    Sinn Chanserey Vutha, who is also the SSCA’s secretary of state, said all airlines had been informed to avoid flying over conflict zones and the scope of prohibition had been expanded to Poipet City, Pailin province and part of Siem Reap province.

    “All flights have been instructed to avoid flying over these airspaces, and the planes must not fly lower than 1,200 meters above sea level,” he said in an audio message released to the media.

    Vutha said the measures were to ensure flight operations and the safety of the planes and passengers.

    He added that as of 10 a.m. local time on July 26, international flights from Phnom Penh to Bangkok and Siem Reap to Bangkok are operating as usual, as planes altered their routes to avoid prohibited airspaces.

    Armed clashes between Cambodian and Thai soldiers in border areas broke out on Thursday in Cambodian provinces of Oddar Meanchey and Preah Vihear, and spread to Pursat province on Saturday morning, Cambodian Defense Ministry’s Undersecretary of State and Spokesperson, Lieutenant General Maly Socheata, said in a press briefing.     WICHITA, Kan., July 26, 2025 – Nearly 500 members of IAM Union (International Association of Machinists and Aerospace Workers) Local 639 (District 70) in Wichita, Kan., have voted to ratify a strong four-year labor agreement with Bombardier.

    Contract highlights include:

    1. Annual general wage increases of 4%, 3%, 3%, and 5%.         
    2. Retirement Security: Employer increase in pension contributions from $59 to $66 per year of service.
    3. Pay Equity: A $3 per hour premium pay for some employees will now be for all employees.
    4. A $1.25 hourly airframe premium and a $1.25 hourly powerplant premium, for a total of $2.50 per hour.

    “Wichita is unique with its skilled labor force, which contributes significantly to general aviation,” said IAM Southern Territory General Vice President Craig Martin. “Our members at Bombardier are part of that workforce and earned an agreement commensurate with their contributions. We are incredibly proud of their dedication.”

    Opening this round of negotiations on June 23, the committee worked to ink a deal that addressed the members’ concerns while remaining competitive among the other aerospace firms in the city.

    “Our members at Local 639 always work to ensure that they receive what is due to them,” said IAM District 70 Directing Business Representative Lisa Whitley. “This year’s negotiations are no different. This negotiating team took charge and presented a solid agreement to the membership for their consideration and ratification.”

    BEIJING, July 26 (Xinhua) — China’s interregional passenger transportation volume increased 4.2 percent year-on-year to 33.76 billion person-times in the first half of 2025, data from the Ministry of Transport showed Friday.

    The number of passenger trips made in the country’s railway and civil aviation sectors increased by 6.7 percent and 6 percent year-on-year, respectively, while passenger transportation by road increased by 4 percent.

    The volume of commercial cargo transportation reached 28.03 billion tons, which is 3.9 percent more than in the same period last year.

    The data also showed that cargo throughput at Chinese ports during the period rose 4 percent year-on-year to 8.9 billion tonnes.

    Fixed asset investment in the transportation sector reached 1.65 trillion yuan (about 231 billion U.S. dollars), indicating continued development of infrastructure. -0-

    China’s low-altitude economy is on the cusp of significant expansion, with experts predicting the sector will soon be worth over 1 trillion yuan ($138 billion). This projection was a key topic at a forum hosted by the Internet Society of China (ISC) at the 24th China Internet Conference in Beijing on July 25, where discussions centered on the rapid growth and future development of this emerging industry. 

    Dai Wei, deputy secretary-general of the ISC, said the low-altitude economy has become an important and emerging area for global competition. This growing international interest is evident, with U.S. President Donald Trump having signed an executive order on June 6 to promote the development of emerging technologies such as electric vertical takeoff and landing (eVTOL) aircraft. Dai added that developing the industry will require support from digital and smart technologies, including artificial intelligence.

    Yang Jun, founder and director of ShenSi Lab — a research facility that focuses on low-altitude flight solutions — provided insights into the healthy development of the sector. He pointed out that the low-altitude industry was designated as a strategic emerging sector at the Central Economic Work Conference in 2023, along with bio-manufacturing and commercial aerospace.

    Yang predicted the sector will be worth 1 trillion yuan by the end of this year and 3.5 trillion yuan by 2035, or more, driven by ongoing major infrastructure projects, including new takeoff and landing sites, telecommunications equipment and navigation systems.

    However, the sector faces new challenges compared to traditional high-altitude flight, due to complex airflows in low-altitude space affecting flight control and route planning.

    To address these issues, Yang’s team began constructing a troposphere wind tunnel in 2022, which has been operating for nearly a year. The wind tunnel uses digital twin technology to digitize meteorological data, integrating it with traditional telecommunications equipment.

    Xu Heyuan, chief expert at the China Academy of Information and Communications Technology, said low-altitude flight, as a new mode of transportation, could help drive economic development in remote and less accessible areas, aiding poverty alleviation efforts. Xu said the sector is also a new driving force for industrial transformation and has a long industrial chain, involving innovation in both aviation and information technology.

    The ISC, established in 2001, has worked to promote exchange and cooperation within the internet sector. The organization actively supported the low-altitude economy by coordinating dialogue for technology development, commercial applications and industry collaboration. The society plans to set up a dedicated working committee for the low-altitude sector to connect policymakers, research institutions and enterprises.

    Hong Kong Airlines is set to touchdown at Tullamarine, becoming the 41st carrier to land at Victoria’s gateway airport.

    From December, the airline will run three services a week between Melbourne and Hong Kong, offering passengers onward connections across Asia and Europe.

    This follows the expansion to the Australian-Hong Kong bilateral air services arrangements in October 2024, allowing for an additional 14 passenger services per week. 

    Hong Kong Airlines’ entry into the Victorian market accompanies the Australian Government approval of a major development plan for a third runway at Melbourne Airport in September 2024. 

    The third runway will help cater for Victoria’s growing demand for freight and passenger services, driving economic growth for years to come.

    With passenger numbers continuing to grow, the Australian Government has also increased its investment in the future Melbourne Airport Rail Link. 

    Planning work is underway, with new steering committee chair Merren McArthur working with the Airport, State and Federal Governments to progress the project.

    The Beaudesert community (west of the Gold Coast) is benefitting from major town centre upgrades and vital infrastructure improvements delivering safer streets and greener public spaces.

    The Albanese and Crisafulli governments have partnered with the Scenic Rim Council to fund these upgrades with around $22.4 million of total support.

    Beaudesert Town Centre Revitalisation

    The Town Centre Revitalisation has delivered a new community space featuring an amphitheatre, open parklands, public toilet facilities, off-street carparks, and large parking bays for caravans, buses and trailers.

    It was jointly funded by more than $4.19 million from the Australian Government, $3.75 million from the Queensland Government and more than $6.43 million from Scenic Rim Regional Council.

    New stormwater infrastructure on Brisbane and Eaglesfield streets

    New stormwater infrastructure has been delivered on Brisbane and Eaglesfield streets from William Street to Selwyn Street.

    This will improve flood resilience for town centre businesses and increase safety for pedestrians and vehicles during and following weather events, as well as enabling activity to resume more quickly.

    It was supported by more than $2.17 million from the Australian Government under the Local Roads and Community Infrastructure (LRCI) Program and nearly $1.26 million from Scenic Rim Regional Council.

    Brisbane and Selwyn Street roundabout

    The new Brisbane and Selwyn Street roundabout is complete, increasing pedestrian safety with street upgrades and traffic calming devices.

    The project upgraded parkland facilities, transport and stormwater infrastructure, as well as landscaping and footpaths.

    Works were funded with more than $660,000 from the Queensland Government and nearly $3.94 million from Scenic Rim Regional Council.

  • MIL-OSI Australia: Bulleen Road Interchange opening: A huge step for North East Link

    A section of the Bulleen Road Interchange has opened as part of the Allan and Albanese Labor governments’ North East Link – the first permanent section of road to open as part of the congestion-cutting project. 

    The new connection will allow traffic to keep moving while crews build the North East Link tunnel entrance and massive interchange that will connect the Eastern Freeway to the 6.5-kilometre tunnels. 

    To build the new 270-metre section of Bulleen Road, crews installed more than 100 of the largest ‘Super T’ beams ever built in Victoria, each up to 43 metres long and weighing up to 126 tonnes. 

    Work is ramping up on the major upgrade to the Eastern Freeway, which includes new express lanes, managed motorway technology and Melbourne’s first dedicated busway. 

    In the coming months, crews will replace two key pedestrian bridges over the Eastern Freeway at Estelle Street (Balwyn) and Heyington Avenue (Doncaster), to improve connections for walkers and bike riders who cross over the freeway, and provide connections to the Koonung Creek Trail. 

    To safely replace the existing bridges, sections of the Eastern Freeway will close at times overnight from late July to September. 

    In September, there will also be a planned weekend full closure of the Eastern Freeway between Doncaster and Tram roads to safely lift the new Heyington Avenue bridge over the freeway without endangering traffic below. Major delays of up to 90 minutes are expected, with motorists strongly encouraged to avoid the area. 

    The North East Link tunnels will connect the upgraded Eastern Freeway to the completed M80 Ring Road – cutting travel times by 35 minutes, skipping 18 sets of traffic lights and taking 15,000 trucks off local roads daily. 

    This project is jointly funded by the Australian and Victorian governments, and will be complete in 2028.

  • MIL-OSI Australia: More milestones reached for landmark Lumsden Point project

    Several key milestones have been reached at the Lumsden Point project in the Port of Port Hedland in Western Australia’s Pilbara region.

    Pilbara Ports has completed the causeway that will connect two new wharfs to an extensive logistics hub.

    This one kilometre long causeway incorporates a 12 metre wide road and pipeline and logistics corridors.

    A further four agreements have been signed, which will allocate reclaimed land within its logistics hub to the Australian Renewable Energy Hub (AREH), Kimberley Marine Support Base, Qube and Toll.

    AREH has plans to utilise the land to support its nearby renewables project.

    Kimberley Marine Support Base, Qube and Toll have been allocated land to support stevedoring and material handling operations at Lumsden Point.

    To meet water needs at Lumsden Point, Pilbara Ports has awarded a contract to Digga Civil to construct approximately 2.4 kilometres of new water mains.

    These mains will connect Lumsden Point to the water supply network in the Wedgefield Industrial Area. 

    The Australian Government is investing $565 million in common user port upgrades in the Pilbara, $450 million of which will enable the development of new multi-user facilities and berths at Lumsden Point.

    The projects are delivered in partnership with the Western Australian Government, which is contributing $96.6 million to the project.

    The first of two new wharfs at the Lumsden Point facility is scheduled for completion in mid-2026, with the operations expected to start shortly after.

    A second wharf is planned to be completed in late-2026.

Senator Murray has been a longtime champion of KC-46A aircraft, which are produced in Everett, Washington. Last month, at a Senate Appropriations Committee hearing to review the Air Force budget request, Senator Murray questioned Air Force Secretary Troy Meink on the timeline for the Air Force awarding the next tanker production contract, and the possibility of Fairchild Air Force Base receiving KC-46As.

    “The decision by the Air Force to extend their contract with Boeing to purchase up to 75 additional KC-46As is a huge deal for Everett and the thousands of skilled aerospace workers in Washington state who are working hard every day to deliver world-class aircraft for our women and men in uniform. This announcement means billions of dollars in new investment in Washington state, and job security for talented aerospace workers in Washington state.

    Facility Will Bring Happy Hooligan Leadership, Support and Training Personnel Under Single Roof, Strengthening Reaper & RTS Operations
    FARGO, N.D.- Senator John Hoeven today announced efforts to build a new $33 million headquarters for the North Dakota Air National Guard’s (NDANG) 119th Wing in Fargo:
    The new facility will provide nearly 22,400 sq. ft. of space to consolidate the 119th Wing’s leadership, support and training personnel under a single roof.
    A replacement is needed for the existing, 66-year-old headquarters, as it lacks adequate space to house the various aspects of the 119th Wing’s missions.
    This results in operational inefficiencies and imposes high maintenance costs on the unit, which must maintain multiple outdated facilities.

    As a member of the Senate Military Construction and Veterans Affairs Appropriations Committee, Hoeven secured an initial $2 million in Fiscal Year (FY) 2025 for planning and design of the new headquarters.
    The Wing expects to award the design contract in the coming weeks, with a proposed floorplan to be ready by May 2026.
    Once the floorplan is approved, the final location of the building will be identified.

    The facility will be purpose-built to support the range of missions and operations undertaken by the 119th Wing, including the Regional Training Site (RTS).
    The RTS provides specialized training programs like Rapid Airfield Damage Repair to active-duty and Guard units from across the country.
    This is one of only four RTS operated by the Air Guard in the nation, and the only Air Force RTS in the Upper Midwest region, with the next closest site being in Arkansas.

    “The Happy Hooligans have a record of pure excellence, and are one of the best units in the Air National Guard. Moreover, they are in the fight globally every single day supporting our military, special forces and intelligence agencies, and they deserve facilities that more effectively support the important missions they carry out for our nation. This new $33 million headquarters will do just that by enabling them to consolidate a range of offices, staff and operations into a single, updated and purpose-built facility, rather than maintaining multiple out-of-date structures,” said Hoeven. “This aligns with our ongoing work to not only enhance the Reaper mission flown by the Happy Hooligans, but also support the specialized training they offer to military units from across the country through their Regional Training Site, the only site of its kind in the entire Upper Midwest.”
    The new headquarters comes as the latest in Hoeven’s work to strengthen the missions and operations of the 119th Wing. This includes:
    The $17.5 million state-of-the-art operations center that Hoeven previously worked to fund.
    The 119th Wing’s MQ-9 Reaper mission began moving into the new center in 2023, and the facility is anticipated to be fully operational later this year.

    Securing funding to upgrade the Reaper mission from the Block 1 to the Block 5 aircraft.
    Currently, the Happy Hooligans operate four Block 5 MQ-9 Reapers, one of which has been permanently assigned to the Wing.
    The Air Force plans for three additional Block 5s to have a permanent home at the Wing in the future.

    Securing $10 million in FY25 funding to create a data center in the former MQ-9 ops facility to support the Test Resource Management Center’s (TRMC) Sky Range hypersonic missile testing program.
    Sky Range is an innovative method for gathering information from hypersonic missile tests using refurbished Global Hawks and MQ-9s.

    Tbilisi, July 25 (Xinhua) — Cargo transit through Georgia’s transport corridor continues to grow steadily. According to the country’s Economy Ministry, in January-June 2025, the volume of container transportation along the Middle Corridor between China and Europe via Georgia amounted to 9,849 TEU (twenty-foot container equivalent unit), which is 173 percent higher than the same period last year (3,608 TEU).

    Significant growth was also recorded on the Baku-Tbilisi-Kars railway line. In the first six months of 2025, 9,393 containers were transported on this route, which is approximately 59 times more than in the same period of 2024.

    The cargo turnover of Georgian sea ports also shows growth. The ports of Batumi and Poti processed 7 million tons of cargo in 6 months, which is 5.9 percent more than a year earlier. The volume of container transshipment reached 375,654 TEU, which is 19.5 percent more than the same period last year.

    Air cargo transportation figures are also growing rapidly. In January-June 2025, 16.5 thousand tons of cargo passed through the country’s international airports, which is 57.6 percent more than a year earlier /10.5 thousand tons/.

    SPRINGFIELD – U.S. Senate Democratic Whip Dick Durbin (D-IL), a member of the Senate Appropriations Committee, and U.S. Senator Tammy Duckworth (D-IL) announced that the Senate Appropriations Committee advanced a funding bill for Interior, Environment, and Related Agencies, as well as for Transportation, Housing and Urban Development, and Related Agencies for Fiscal Year 2026 (FY26). Durbin and Duckworth worked to secure various priorities for Illinois in the appropriations bills, both through Congressionally Directed Spending requests and through the programmatic appropriations process.
    “It is the responsibility of Congress to fund our government programs and agencies through the appropriations process. Rather than rely on continuing resolutions, I hope that we can prioritize a true bipartisan process to pass these funding bills through the Senate in a timely process,” said Durbin. “While the Trump Administration continues to drain resources from critical programs, I will fight for the funding and support for the programs Illinoisans rely on.”

    · Water Main Replacement, Springfield, Illinois. $900,000 to the City of Springfield to replace a water main on South Seventh Street in downtown Springfield.     · Transit Improvements; Vermilion County, Williamson County, and Jackson County; Illinois. $3.711 million to the Illinois Department of Transportation to fulfill ongoing transit needs, including vehicle and equipment purchases, maintenance, and other improvements for transit agencies serving Carbondale, Marion, and Danville.
    · Transitional Shelter, Chicago, Illinois. $650,000 to BEDS Plus, Inc. to help fund the expansion of transitional shelter services at BEDS Plus Inc.

    o Urban and Community Forestry (Chicago Region Trees Initiative). Includes language prioritizing multi-organizational collaborations to support conservation and offset climate change for urban and community forestry grants.
    o Migratory Bird Management Program, Incidental Take. Includes language supporting an incidental take authorization program for the Migratory Bird Treaty Act, which will help bird species that are experiencing population decline.
     
    National Park Service
    New Philadelphia National Historic Site. Includes language directing the National Park Service to ensure park operation begins in a reasonable timeframe for the newly established New Philadelphia site.
    Springfield Race Riot Site. Includes language directing the National Park Service to work with the community to complete the Foundation Document for the Springfield 1908 Race Riot National Monument and provide for park planning.
    Land and Water Conservation Fund
    Hackmatack National Wildlife Refuge. Includes language supporting federal land acquisition by the National Fish and Wildlife Service for the Hackmatack National Wildlife Refuge
    Environmental Health Program. $30.5 million for the program and includes language that sets aside $1 million for addressing PFAS contamination in the Great Lakes.
     
    Environmental Protection Agency
    Clean Water State Revolving Funds (CWSRF). $1.6 billion to provide critical investments that create jobs, repair crumbling wastewater infrastructure, and protect public health and environmental quality. Ten percent of CWSRF may be used as grants to address lead exposure.
    Drinking Water State Revolving Funds (SRF). $1.13 billion to help water systems and states to ensure clean and safe drinking water is reliably delivered to communities. Fourteen percent of DWSRF may be used as grants to address lead exposure.
    EPA Compliance. $97.7 million to enable EPA and co-regulators to undertake inspections and other monitoring activities to determine if regulated entities are complying with environmental statutes as well as applicable regulations and permit conditions.
    EPA Enforcement. $284.9 million to ensure consistent and fair enforcement of all major environmental statutes and numerous regulations implementing each of those statutes. Includes report language supporting EPA in addressing PFAS contamination through National Enforcement and Compliance Initiatives and incorporating Supplemental Environmental Projects (SEPs) in settlements.
    Bubbly Creek. Includes report language on the inclusion of the restoration Bubbly Creek in EPA’s Lakewide Management Plan (LAMP) and directs EPA to maximize its partnerships and resources to ensure no further delays.
    Great Lakes Restoration Initiative (GLRI). $368 million for GLRI and includes report language to allow funds from the program to be used for projects in the Chicago River Watershed. Congress established the GLRI to provide funding to states, tribes, local governments, and federal agencies to protect the Great Lakes. The program has provided $4 billion since 2010 to fund projects that restore habitat, fight invasive species, clean up toxic pollution, and reduce pollution runoff.
    Lake Explorer II Support Vessel Decommission. Includes language regarding the importance of EPA replacing the Great Lakes research vessel Lake Explorer II so the agency may continue uninterrupted water quality and biological monitoring of the Great Lakes.
    Coal Combustion Residual Permit Program. Includes language requesting $9 million for federal and state permitting programs for coal combustion residuals (CCR, coal ash).
    Transportation, Housing, and Urban Development
    Department of Transportation
    Capital Investment Grants (CIG). $1.95 billion for grants to fund the extension and improvements of existing transit systems. This amount would fully fund the Chicago Transit Authority’s Red Line Extension Project for FY26.
    Protections for the Chicago Transit Authority’s Red Line Extension Project. Includes language protecting Chicago’s FY26 allocation of $350 million and requiring disbursement within 120 days of enactment.
    Amtrak. $2.43 billion in nationwide funding to support Amtrak operations, with $1.57 billion for the National Network.
    BUILD (formerly RAISE) Grants. $250 million to fund innovative transportation projects that will create jobs and have a significant impact on the nation, a region, or a metropolitan area.
    Passenger Rail Grant Programs. The two rail grant programs were reauthorized in the Infrastructure Investment and Jobs Act (IIJA) and address gaps in supporting and growing our nation’s rail infrastructure:
    Consolidated Rail Infrastructure and Safety Improvements (CRISI) Grants. $151.52 million for the CRISI program.
    Federal-State Partnerships for Intercity Passenger Rail Grant (FSP) Program. $75 million for FSP grants for capital improvement projects that expand or establish intercity passenger rail service.

    Midwest Rail Commission Study. Includes report language directing GAO to examine the establishment of a federally authorized commission for the purposes of developing a long-term delivery strategy for Midwest rail. The study would identify lessons learned from the establishment of the Northeast Corridor Commission that could be applied to a Midwest Rail Commission, it also would examine any Federal resources necessary to establishment of the commission.
    FRA Rail Research & Development Center of Excellence (COE). Supports the FRA’s intent to use no less than $2.5 million of its and development funding for the FRA COE, which Durbin established in IIJA and secured funding for in FY22, FY23, and FY24 (FY25’s full-year CR did not have a report, so the COE was not funded in the CR). The University of Illinois Urbana-Champaign was competitively selected to host the COE.
    Blocked Crossings Causes & Solutions Identification. Includes report language directing the FRA to include in its annual report potential solutions and best practices to improve safety, mobility, and emergency response capabilities at highway-rail crossings. This would require the FRA to consider technology’s potential role in detecting the highest risk areas and to explore what role train length plays in blocked crossings, among other measures.
    Emergency Response Blocked Crossing Reports. Includes report language urging the FRA to require states receiving track inspection funding to require first responders to report verified blocked crossing incidents to the FRA’s blocked crossings portal, which you established through previous appropriations legislation. It also directs the FRA to continue working with stakeholders to identify root causes of blocked crossings and identify meaningful solutions.
    Federal Aviation Administration (FAA). $22.4 billion for the FAA. This includes $13.8 billion for FAA operations and $4 billion for facilities and equipment. This funding will allow the FAA to hire 2,500 additional air traffic controllers; improve air traffic control facilities, equipment, and systems; improve the aircraft certification process; improve hazardous materials transport oversight, and more.
    Airport Improvement Program. More than $4 billion for airport improvement grants for capital improvements at the nation’s airports, including investments that emphasize capacity development, safety improvements, and security needs.
    Digital Alert Technologies. Includes report language urging National Highway Traffic Safety Administration (NHTSA) to deploy digital alert technologies, with local law enforcement, that can provide up-to-date information about dynamic road conditions to drivers.
    NHTSA Rulemakings. Includes language directing NHTSA to continue to provide quarterly briefings on the status of all major rulemakings to the House and Senate Committees on Appropriations. In 2023, DOT implemented a key provision of Durbin and Duckworth’s Protecting Roadside First Responders Act by proposing a rule to require automatic emergency braking (AEB) on all new cars and light trucks, and finalizing this rule in April 2024. The provision, which was passed in the bipartisan Infrastructure Investment and Jobs Act, aims to reduce the number of traffic fatalities and injuries. According to NHTSA, the rule could save more than 360 lives and prevent more than 24,000 injuries each year. The Trump Administration has delayed the effective date of this rule.
    Automated Track Inspections. Includes no less than $21.6 million to support the FRA’s fleet of advanced inspection vehicles that accompany its field inspectors to validate the railroads’ inspection programs and advance research priorities, with a special emphasis on routes transporting passengers and hazardous materials.
    Department of Housing and Urban Development
    HEAL Initiative Pilot Program. Includes $5 million to support efforts underway between HUD and HHS to provide direct technical assistance to communities leveraging programs like Medicaid to cover and provide housing-related supportive services and behavioral healthcare. Includes report language acknowledging that several studies have demonstrated that interventions based on social determinants of health can help support housing permanency.
    Lead Hazard Control and Healthy Homes. $295.6 million to provide funding to state and local governments to develop cost-effective ways to reduce lead-based paint hazards.
    Housing Opportunities for Persons with AIDS (HOPWA). $529 million to help cities and states address the housing crisis facing people living with HIV/AIDS.
    Homeless Assistance Grants. $4.5 billion to provide funding to state and local governments for emergency shelters, rapid re-housing, permanent supportive housing, and other crisis response programs.
    Housing Counseling. $57.5 million to enable housing counseling organizations to provide foreclosure prevention counseling, mortgage counseling before and after purchase, rental counseling, homelessness prevention counseling, and fair housing education.
    Fair Housing and Equal Opportunity (FHEO). $86.36 million to provide resources to nonprofit fair housing organizations that tackle discrimination and predatory lending and ensure that our nation’s fair housing laws are enforced.
    Community Development Block Grant (CDBG). $3.1 billion to provide states and localities with resources to meet the needs of low-income communities, including housing rehabilitation, supportive services, public improvements, and economic development projects.
    Home Investment Partnerships Program (HOME). $1.25 billion to provide state and local governments the funding necessary to provide affordable housing in low-income communities.
    Public Housing Capital and Operating Funds. $3.2 billion for Capital Funds and $4.87 billion for Operating Funds. This includes $30 million for emergency capital needs; $10 million for safety and security measures, with report language supporting safety and security improvements to protect tenants; and $65 million for lead remediation grants.
    Section 8 Tenant-Based Rental Assistance. $37.35 billion for Section 8 Tenant-Based rental assistance. This includes $429 million for new Tenant Protection Vouchers, $15 million to expand the HUD-VASH program, and $30 million for new Family Unification Program vouchers.
    Self-Help Homeownership Opportunity Program (SHOP) and Rural Capacity Building Program (RCB). $13 million for SHOP and $5 million for RCB. Both programs support affordable housing in rural communities.
    Section 4 Capacity Building Program. $49 million for Section 4 Capacity Building Program. This program allows HUD to partner with national nonprofit community development organizations to provide education, training, and financial support to local community development corporations (CDCs) across the country.
    Choice Neighborhoods Program. $40 million to provide funding for the transformation, rehabilitation, and replacement of distressed public and HUD-assisted housing, as well as support for communities working to revitalize neighborhoods of concentrated poverty.
    Family Self-Sufficiency (FSS) Program. $156.4 million to provide funding for an asset-building program to serve more households, both within already-established Public Housing and Housing Choice Voucher FSS Programs
    Neighborhood Reinvestment Corporation (NeighborWorks). $158 million to create opportunities for Americans to live in affordable and safe homes by providing community development organizations in all fifty states with financial resources and counseling services.

  • MIL-OSI Canada: Keating Cross Road flyover will improve safety, traffic flow

    The new northbound flyover on Patricia Bay Highway connecting to Keating Cross Road will be open for drivers on Monday, July 28, 2025, bringing significant safety and traffic-flow improvements to the region.

    “People driving through this region need to be able to count on safe and smooth travel when they’re heading to their homes, work, the airport or ferries,” said Mike Farnworth, Minister of Transportation and Transit. “Opening the Keating Cross Road flyover means we’ve removed a dangerous left turn and have made travel safer for families, commuters, tourists and commercial transport drivers who rely on this corridor every day.”

    While moving traffic onto the new flyover is the most significant milestone, final work on the broader project will continue through summer 2025 and conclude in fall 2025. This will include paving the southbound on-ramp toward Victoria, drainage improvements and landscaping. Once complete, the project will include a new sidewalk on Keating Cross Road to improve safety and will support future bus rapid transit to reduce congestion further.

    “The opening of the Keating Cross Road flyover is a tremendous achievement for the Saanich peninsula,” said Lana Popham, MLA for Saanich South. “This investment makes travel on this busy corridor safer and more reliable for families, commuters and commercial drivers. It also strengthens ties to our local business community and supports the region’s growth well into the future.”

    The total project budget is $76.8 million, with the Government of British Columbia contributing $57.6 million, the Government of Canada contributing $16.7 million and the District of Central Saanich providing $2.5 million.

    “With the Keating Cross Road flyover open, drivers and pedestrians in Central Saanich will benefit from improved safety and better access to the region,” said Will Greaves, member of Parliament for Victoria. “Our government is proud to invest in projects that support the expansion of local public transit and make life easier and safer for all Canadians.”

    More than 52,000 vehicles use this part of the Patricia Bay Highway every day, with more than 4,000 vehicles per hour at peak travel times. The flyover project was identified as a priority in the South Island Transportation Strategy and supports the Province’s commitment to improving safety, expanding transit infrastructure and building strong, connected communities.

    “The new flyover aims to make travel through the Saanich peninsula faster and our neighbourhoods safer. It’s an important connection to the Keating Business District, a key industrial and business centre for our region,” said Ryan Windsor, mayor, District of Central Saanich. “This has been a long-standing priority for our community. We’re grateful to the provincial and federal governments for recognizing its importance and we’re thrilled to see the flyover opening.”

    WASHINGTON, DC?– U.S. Senator Gary Peters (MI) helped the Senate Appropriations Committee pass the Fiscal Year 2026 Interior, Environment, and Related Agencies Appropriations Act. The bipartisan legislation would provide funding for Michigan priorities and high-impact local projects to strengthen water infrastructure, protect our wildlife and environment, and improve access to clean drinking water for Michiganders. As Co-Chair of the Great Lakes Task Force, Peters also advocated and secured funding for the Great Lakes Restoration Initiative, which plays a critical role in protecting and restoring Great Lakes waterways and habitats. The bill now advances to the full Senate.

    “Protecting our Great Lakes and Michiganders’ access to clean drinking water have been some of my top priorities,” said Senator Peters, Co-Chair of the Senate Great Lakes Task Force.“This bipartisan legislation helps us accomplish those things by investing in our state’s water infrastructure, removing dangerous lead pipes, and working to protect folks from exposure to toxic PFAS contamination.     The bill includes numerous measures led and supported by Peters, including:

    Protecting our Great Lakes, Fisheries, and Environment

    Funding for the Great Lakes Restoration Initiative: Peters fought and secured continued funding for the Great Lakes Restoration Initiative (GLRI). The GLRI is the largest investment in the Great Lakes’ health, ecosystem, and water quality. Since the program’s inception in 2010, $4 billion has been used to fund over 8,000 projects to combat the greatest threats to the Great Lakes, including invasive species, harmful algal blooms, and loss of fish and wildlife habitats. During his time in the Senate, Peters has championed the GLRI, and earlier this year led the effort to introduce the?Great Lakes Restoration Act of 2025,?which would reauthorize the program and increase its annual authorized funding levels.

    Keeping Invasive Carp Out of the Great Lakes: Invasive carp pose a grave risk to the lasting health of our Great Lakes. That’s why this bill provides funding for the Fish and Wildlife Service’s Aquatic Invasive Species program, which supports Great Lakes Basin-wide efforts to combat aquatic invasive species, including invasive carp. This work helps assess the threats posed by invasive carp to the Great Lakes and supports efforts to detect and respond to new invasive species. The bill also provides funding for the U.S. Geological Survey’s Biological Threats and Invasive Species Research Program which produces essential research, detection methods, and tools to help keep invasive carp out of the Great Lakes. Finally, the bill also provides funding for efforts to monitor, detect, and respond to aquatic nuisance species within the Great Lakes and Lake Champlain Systems.

    Great Lakes Fish and Wildlife Restoration: The bill protects funding for The Great Lakes Fish and Wildlife Restoration Act, which helps fund critical fish and wildlife projects in the Great Lakes Basin. Funding from this program has helped establish ecosystem management tools, restored wetlands and aquatic habitat, and advanced fish and wildlife monitoring and modeling.

    Great Lakes Science Center: Peters secured funding in the bill to support the Great Lakes Science Center, which works to enhance our understanding of the Great Lakes’ complex ecosystem through studies and collaboration with a wide range of partners.

    Forest Service: The bill provides robust funding for the Forest Service. These resources will help ensure adequate staffing levels and improve forest restoration and fire risk reduction efforts.

    Land and Water Conservation Fund (LWCF): The bill allocates funding for federal land acquisition and financial assistance to states through the?Great American Outdoors Act. This program is critical for improving recreational access to our federal lands, protecting iconic landscapes, delivering grants to states and local governments to create and protect urban parks and open spaces. It also provides farmers and ranchers with easements to allow them to continue to steward their private lands in the face of development pressures.

    Addressing Wildfires: As catastrophic wildfires grow in size and frequency, it is essential that support for, and investments in, the federal firefighting workforce keep pace. As such, this bill fully funds essential wildfire preparedness and suppression efforts by providing $4.25 billion for wildfire suppression, of which $2.85 billion is for the Wildfire Suppression Operations Reserve Fund. The Reserve Fund provides the Forest Service and the Department of the Interior with an assured amount of funding to be used when major fire activity requires expenditures exceeding regular base suppression operations funding. This bill also provides much-needed funding to help prevent a devastating pay cut for the federal firefighting workforce. 

    Strengthening Michigan’s Water Infrastructure & Ensuring Clean Drinking Water

    Addressing PFAS: Michigan communities and residents continue to face severe challenges with toxic PFAS contamination. Michigan is home to a number of military installations where PFAS contamination has been detected, including Camp Grayling and the former Wurtsmith Air Force Base in Oscoda. The bill provides much needed funding for PFAS research and remediation efforts. Peters has led and championed numerous efforts in the Senate to address PFAS. Peters convened the first-ever hearing on PFAS contamination in the Senate, then convened a field summit in Grand Rapids in November 2018 to shine a light on how local, state and federal governments are coordinating responses to address PFAS contamination. Peters introduced and advanced bipartisan legislation to reduce the spread of PFAS chemicals at commercial airports. Peters’ Preventing PFAS Runoff at Airports Act, which was signed into law in 2022, is working to deploy more existing Federal Aviation Administration (FAA) funding for commercial airports to purchase devices to test their firefighting equipment without discharging toxic PFAS chemicals. In 2022, Peters’ bill to help protect firefighters and emergency responders from PFAS exposure in the line of duty was also signed into law.

    Bolstering Lead Abatement Programs: Lead poisoning continues to be a public health challenge in areas with aging infrastructure, causing life-long health impacts particularly among children. Peters helped secure funding for critical programs that support communities seeking to clean up lead contaminated waste sites, replace toxic lead pipes, and minimize exposure in surrounding areas. The bill includes funding for the Lead Testing in Schools Program and Reducing Lead in Drinking Water Program.

    Drinking Water and Clean Water State Revolving Funds: The bill restores funding for both the Drinking Water and the Clean Water State Revolving Funds, which the Trump Administration had proposed slashing by nearly 90 percent. The Clean Water and Drinking Water State Revolving Funds are vital to protecting Michigan’s water resources and rebuilding critical water infrastructure. These projects provide Michigan residents with significant benefits, ranging from reduced exposure to pollution to lead-free drinking water. While the primary focus of the state revolving funds is offering financing solutions for water infrastructure for wastewater, storm water, and drinking water systems, the funds also reduce energy waste and decrease water system rates, improving affordability. 

    Mitigate PFAS Contamination, Provide Safe Drinking Water for Residents of Grayling Township: The bill provides $3,000,000 to deliver clean, safe drinking through a new municipal water system to residents whose water wells have been contaminated from PFAS migrating off the Grayling Army Airfield and Camp Grayling.

    Improve Water Reliability in Grand Blanc: The bill provides $1,000,000 to modernize critical water infrastructure throughout Grand Blanc, reducing inefficiencies and water loss and improving water reliability for residents and businesses.

    Strengthen St. Ignace’s Water and Wastewater System: The bill provides $36,000 for St. Ignace to update its system that controls the alarms and communication between water wastewater plants as well as other facility operations.

    Upgrade the Aging Freud & Conners Creek Pump Stations: The bill provides $1,000,000 to make improvements to the aging Freud and Conner Creek pump stations.

    Improve Wastewater Management in Oakwood: The bill provides $1,000,000 to improve wastewater management in Oakwood, Michigan.

    Upgrade Marquette County K.I. Sawyer Wastewater Treatment Plant: The bill provides $1,370,000 to upgrade the disinfection system at the K.I. Sawyer Wastewater Treatment Plant.

    Pontiac Drinking Water System Improvements: The bill provides $1,000,000 to improve drinking water quality and reliability for Pontiac residents.

    Lead Service Lines Replacement in Redford Charter Township: The bill provides $1,000,000 to replace lead service lines in Redford Charter Township.

    Supporting New Drinking Water Well for Village of Bellevue: The bill provides $144,000 to help build a new drinking water well in the Village of Bellevue to ensure continued safe drinking water for the residents and surrounding community.

    Protecting and Preserving Public Lands and Cultural Resources

    Preservation of the Historic Freer House at Wayne State University: The bill provides $550,000 for Wayne State University to repair and replace damaged and deteriorating parts of the historic Charles Lang Freer House, which is an important part of Detroit’s cultural heritage.

    Funding for the National Park Service: The bill includes nearly $3 billion to support National Park Service (NPS) operations. This funding will allow NPS to more effectively manage its 433 national parks, monuments, historical sites and other recreational areas that encompass nearly 84 million acres of land across the United States. Michigan is proud to be home to five National Parks, which draw more than 2.5 million visitors to the state annually.

    Supporting the National Heritage Areas Program: Peters helped secure funding for the National Park Service’s Heritage Partnership Program. National Heritage Areas (NHAs) across the country commemorate, conserve, and promote important natural, scenic, historic, and cultural resources, delivering recreational and educational opportunities to visitors, residents, and entire regions. NHAs are key for economic development in their communities. Michigan’s MotorCities NHA alone creates an economic impact every year of nearly $490 million including?5,343 jobs and $40 million in tax revenues.

    Protecting Tribal Nations

    Tribal Programs: In total, the bill provides $12 billion for Tribal programs across the Department of the Interior and the Indian Health Service, rejecting President Trump’s proposed cuts of nearly $1 billion from Tribal programs. 

    Indian Health Service (IHS):The bill provides $8 billion in total resources for IHS to maintain critically important health care services and maintain current staffing for doctors, nurses, and health services staff.

    Supporting Tribal Self-Governance and Essential Services: The bill provides $1.91 billion, an increase in funding, for the Bureau of Indian Affairs’ operations of Indian programs. This funds essential government services in critical areas like roads and infrastructure, housing improvement, natural resources protection, Tribal courts, economic development, and social services. This funding is essential for Tribal governments exercising self-determination and crucial to upholding the federal government’s trust responsibility.

  • MIL-OSI Canada: Building stronger communities across rural Alberta

    [. That is why Alberta’s government is providing $114.6 million in grant funding to ensure rural communities have safe and efficient roads, bridges and community airports, as well as modern water and wastewater facilities to support their growing populations.

    The funding will be distributed through the Strategic Transportation Infrastructure Program (STIP), the Alberta Municipal Water/Wastewater Partnership (AMWWP) and Water for Life program. STIP provides grants to small and rural municipalities to maintain and improve local road bridges, community airports and local resource roads. AMWWP and the Water for Life program provide grants to municipalities to assist in the construction of high-priority municipal water supply and treatment facilities, as well as wastewater treatment and disposal facilities.

    “Rural Alberta is the backbone of our province, driving economic growth, feeding the world and strengthening our communities. Our government is investing in the infrastructure rural communities need to grow and thrive, whether it’s reliable roads, modern bridges, safe community airports or water facilities.     A total of 51 local road, bridge and community airport projects are receiving funding this year under STIP. They include a $2.6-million grant for reconstruction of Range Road 150 in Newell County, west of Brooks. This road is an important part of the county’s future truck route, providing connectivity for residents and commercial traffic between Highway 1 and Highway 542. STIP grants also include a $2.5-million grant for airfield pavement rehabilitation at the CYLB airport in Lac La Biche County and a $3.6-million grant to support the replacement of the Township Road 352 bridge over the Little Red Deer River, 23 kilometres west of Innisfail.

    Additionally, a $3.5-million grant will support an industrial rail extension project in Coaldale, which will allow local producers to transport southern Alberta-grown and manufactured goods to a global customer base in the agrifood processing sector.

    Funding is being provided for 35 water and wastewater projects this year in small and rural communities across Alberta. Approved projects under the Alberta Municipal Water/Wastewater Partnership include an $8.9 million grant to the City of Brooks to design and build a mechanical membrane bioreactor wastewater treatment plant to replace the lagoon-based system, a $2.4 million grant to the Wabasca Water Treatment Plant that will improve services at the existing facility while the community plans for a new water treatment facility, and a $923,000 grant to the town of Sylvan Lake to drill three new wells and upgrade an existing well to increase its water supply and ensure the community has reliable access to clean drinking water.

    “We’re very pleased to receive this substantial support from the Government of Alberta. The $8.9 million in funding for our new wastewater treatment facility is a critical investment in Brooks’ future. This project will help us meet the needs of a growing population, support economic development and ensure long-term sustainability for our community.”

    Projects funded under the Water for Life program include a $1-million grant to the Bonnyville Regional Services Water Commission to support engineering for Phase 2 of the regional waterline extension from Bonnyville to Glendon, providing clean drinking water to many communities along this route. As well, a $14.8-million grant is being provided to the Darwell Lagoon Commission for the Northeast Lagoon Extension project, which will help ensure long-term capacity, protect local watersheds and support future community growth. Additionally, a $1.6-million grant will allow Mountain View Regional Water Services Commission to connect its regional water supply lines to the new reservoirs in the Towns of Didsbury and Carstairs, supplying water to these communities, including water for use in firefighting.

  • MIL-OSI USA: NASA Rehearses How to Measure X-59’s Noise Levels

    In a stretch of California’s Mojave Desert, NASA conducted a full-scale “dress rehearsal” to prepare how it will measure the noise generated by the X-59 quiet supersonic research aircraft.
    The team behind the successful test flight series operates under NASA’s Commercial Supersonic Technology project. Beginning June 3 and concluding this week, researchers conducted a dry run for Phase 2 of NASA’s Quesst mission, when it will capture audio of the sonic thumps the X-59 will produce, rather than loud sonic booms associated with supersonic flight.
    “The dress rehearsal was critical for us,” said Larry Cliatt, sub-project manager for the Quesst acoustic validation phase, who is based at NASA’s Armstrong Flight Research Center in Edwards, California. “It gave us the opportunity to run through every aspect of our operation, from flight planning to data collection. In between those activities, we practiced aircraft operations, setting up the Ground Recording Systems, meteorological data collecting, and refining control room procedures. We were able to fine-tune our timelines, improve communication across teams, and ensure that when we perform these test with the X-59 aircraft, everything will run smoothly.”

    During the tests, at NASA Armstrong, an F-15B aircraft served as a stand-in for the X-59, flying faster than the speed of sound and making multiple passes over the Mojave sands. While it flew, researchers captured acoustic data using a linear array of ground recording systems spaced across miles of open desert, recorded weather readings, and measured the shock waves it generated.
    For a supersonic aircraft like the F-15B, shock waves typically result in loud sonic booms, but the X-59 is designed to diffuse them in a way that will dramatically limit noise.
    NASA’s Quesst mission aims to enable quiet supersonic flight over land using data from the X-59. The experimental aircraft will begin making its first flights this year – the first phase of Quesst.

    But even before it takes to the air, the mission began its preparations for Phase 2 with the dry run, which focused on practicing under realistic test conditions and identifying issues before the official campaign begins, not collecting data from the F-15B.
    Through Quesst’s development of the X-59, NASA will deliver design tools and technology for quiet supersonic airliners that will achieve the high speeds desired by commercial operators without disturbing people on the ground. NASA will also validate design tools through ground and flight testing, providing aircraft manufacturers the ability to explore new quiet supersonic concepts and have confidence that their resulting designs will meet requirements for quiet flight.
    Most importantly, Quesst will gather data to understand community response to sounds generated during flight – key knowledge for a quiet supersonic future.

    Senegal has implemented various initiatives to manage extreme heat as part of its broader climate adaptation strategy.

    The National Meteorological Agency (ANACIM) plays a central role in producing heatwave bulletins and forecasts to support local preparedness and adaptation measures. Since 2022, ANACIM has issued 35 heatwave bulletins, helping to inform the public about heat risks and guide preventive actions.

    Senegal’s approach involves cross-sector coordination, with the meteorological agency working closely with the Ministry of Health, the Ministry of Environment, and civil protection authorities. These collaborations ensure a comprehensive response to heat risks, covering early warnings, public health preparedness, and emergency response efforts. The Ministry of Health also partners with ANACIM to run awareness campaigns that educate the public on the health risks associated with heatwaves and provide guidelines for protection.

    Key initiatives include the regular release of heatwave bulletins developed using local climate data and global climate models. These bulletins allow timely interventions, helping to protect vulnerable populations. Public health campaigns have further strengthened Senegal’s ability to reduce the health impacts of extreme heat.

    Senegal’s efforts are supported by key partnerships with international organizations, including the US National Oceanic and Atmospheric Administration (NOAA), which provides access to global climate models to improve forecasting capabilities. These collaborations enhance Senegal’s local climate resilience efforts and allow the country to better predict extreme heat events.

    Since the launch of its heatwave management initiatives in 2022, Senegal has issued 35 heatwave bulletins and conducted one pilot test. In November 2023 a heat early warning was issued through local health network, community radio, and local women organizations, among others.

    A survey was conducted during the pilot: five students in two different high schools fainted due to extreme heat and many small businesses were closed due to extreme heat. Feedback from the population on the adaptation strategy and its impacts has allowed Senegal to better tailor warnings and advice in the bulletins, significantly improving public awareness and preparedness.

    Cross-sector collaboration between health, meteorological, and emergency management agencies has been critical to the country’s success in managing heat risks and protecting vulnerable populations.
