    The cost of flying is a major concern for Canadians. For many, particularly those in northern and remote communities, air travel is not a luxury – it is a necessity. 

    Today, the Competition Bureau published its market study report – Cleared for take-off: Elevating airline competition – which makes recommendations to governments for increasing competition in Canada’s domestic airline industry. 

    The Bureau’s study found that despite the recent entry and expansion of new airlines, the domestic market remains highly concentrated and competition from new sources remains fragile. At major airports across the country, Air Canada and WestJet together account for roughly half to three quarters of all domestic passenger traffic. 

    The Bureau’s report outlines three areas of focus for governments to create the right conditions for competition in the industry. These are:

    More competition in the airline industry would mean lower prices, more options and better service for Canadians. The Bureau found that when just one new competitor flies on a route between two cities, airfares go down by 9% on average, highlighting the benefits that competition can deliver

    Highlights from the Competition Bureau’s market study of Canada’s airline industry

    The Competition Bureau’s market study on competition in Canada’s airline industry included an analysis of the unique challenges faced by northern and remote communities.

    For these communities, air transportation is essential—not optional. It impacts even those who never fly. Residents depend on it for access to healthcare, groceries, medicine, jobs, and social connection. Yet harsh weather, small populations, limited facilities, and high costs make it difficult for airlines to serve these markets.

    This backgrounder summarizes the market study’s key findings concerning air travel for Canada’s northern and remote communities, and our recommendations on how to improve competition.

    What we heard

    The Bureau consulted with nearly 50 stakeholders on the challenges faced by northern and remote regions, including airlines, industry associations, academics, airports, consumer associations, regional chambers of commerce, and provincial, territorial, and federal governments. We also heard from over 200 members of the public about northern issues during public consultations in June and August 2024. To gain a deeper understanding of these challenges, Bureau employees visited Iqaluit as a part of this study and met with local stakeholders.

    Residents across the North—particularly in Nunavut—shared consistent concerns about the high cost of air travel, limited competition, and unreliable service.

    Most routes in Nunavut are served by two airlines: Canadian North, which primarily operates in the Qikiqtaaluk and Kitikmeot regions, and Calm Air, which mainly serves the Kivalliq region (with both carriers overlapping only at Rankin Inlet). This limited competition, combined with rising costs and reduced flight options, affects residents’ ability to travel, access essential services, and get work or business opportunities.

    The Bureau’s prior work in northern aviation

    The Bureau has examined competition issues in northern and remote airlines markets in the past. For example:

    • In 2016, the Bureau investigated concerns over alleged predatory pricing by First Air and Canadian North to block a new entrant, GoSarvaq. While there were signs that First Air’s and Canadian North’s pricing promotions likely had some impact on GoSarvaq’s entry plans, the Bureau concluded that there was not enough evidence to take enforcement action. GoSavarq ceased operations shortly thereafter.
    • In 2019, the Bureau reviewed the merger of Canadian North and First Air and concluded it would likely reduce competition and lead to higher prices and worse service. However, the federal cabinet, on the recommendation of the Minister of Transport, approved the merger with conditions to limit price hikes and service cuts. In April 2023, those conditions were amended due to the pandemic’s impact on the airline industry.

    Although our current study did not re-examine these cases in detail, stakeholders consistently raised concerns about aggressive competitive responses to entry and cited the merger of Canadian North and First Air as an example of how limited competition and policy gaps have harmed air service in the North.

    Persistent challenges in northern aviation

    In our report, we identified barriers that make it difficult for new players to enter and expand services in northern and remote communities. These include:

    • Vast geography and isolation: Small, spread-out populations in the North limit potential revenue for airlines, a significant challenge as they also face high operating costs—such as fuel, labor, and housing.
    • Underdeveloped airport facilities: Infrastructure such as buildings, weather monitoring systems, and runways play a large role in airlines’ operations. This airport infrastructure is underdeveloped in the North, making it more challenging for airlines to operate, and causing their costs to rise.
    • Regulations are not adapted to northern factors: Regulations play an important role in the aviation sector, but their standard application in northern and remote regions can impose burdens on airlines that cost them money and may drive them to exit the market. A one-size-fits-all approach to regulations does not work for the specific conditions of northern communities.
    • Unnecessary bidding restrictions on government contracts: Government contracts are important to northern airlines. When contracts are difficult for smaller operators to bid on, it can limit the number of airlines that can compete.
    • The strategic behaviour of existing airlines: Existing airlines can make it hard for new airlines to enter the northern market by restricting access to airline-owned airport facilities and by aggressively cutting prices and adding extra seats on routes served by the new airlines.

    These unique challenges show why solutions must be tailored to northern needs. While the economics of operating in the North limits the number of competitors serving many routes, competition can be enhanced by making it easier for newer or more efficient airlines to operate in the market.

    Our recommendations

    To improve competition in northern and remote communities, the Bureau makes the following recommendations to governments:

    1. Coordinate leadership of northern and remote aviation. Establish a national working group focused on remote air transportation to properly address the unique challenges of these regions. This group should prioritize competitive solutions that lead to high-quality and accessible air service for northern communities.
    2. Tailor regulations to the northern context. Adopt an approach to policy specific to the North that reduces unintended regulatory costs on northern operators.
    3. Leverage government investments and tools to foster competition. Improve critical infrastructure at key northern airports and develop open-access airport facilities to reduce operational barriers and enable broader carrier access. Open government contracts to as many bidders as possible and promote interlining agreements to expand carrier participation and support regional connectivity.

    We make additional recommendations in our market study to promote airline entry and growth, as well as to support informed passenger decision-making. Those recommendations would also benefit northern and remote communities.

    We recognize the important role the Competition Bureau plays to safeguard competition against anti-competitive activity in this sector. In addition to our recommendations for governments across Canada, we will continue to approach our work in the Canadian airline industry with careful attention and scrutiny. Following recent amendments to the Competition Act, we are committed to using our full range of enforcement tools. This includes seeking court orders where appropriate to try to quickly stop anti-competitive practices.

    On 5 June 2025, the Gaza-bound aid vessel ‘Madleen’ received a distress signal via a Frontex drone. It provided a location update for a boat with 30-40 people on board. The ‘Madleen’ contacted Greek authorities and, as the boat was in Egypt’s search-and-rescue zone, Egyptian authorities too. The crew launched a rescue boat. Another vessel approached; it was initially assumed to be Egyptian, but turned out to be a Libyan coastguard vessel. It took the people on board, apparently against their will. Four of them jumped into the sea out of fear; they were rescued by the ‘Madleen’, with Frontex subsequently taking charge of them.

  • MIL-OSI USA: New Mexico Battles Wildfires

    As extreme drought gripped parts of New Mexico in June 2025, firefighters battled large wildland fires in the southwestern part of the state. The two largest were the Buck and Trout fires, which, as of June 18, had together burned more than 80,000 acres (32,000 square kilometers) since igniting on June 11 and 12, respectively. High winds, low humidity, and dry tinder—grass, brush, and timber—have fueled their rapid spread.
    The OLI (Operational Land Imager) on Landsat 8 captured these images of the fires on June 14, 2025. Burned area is evident in the false-color images, which show shortwave infrared, near infrared, and visible light (bands 7-5-4). This band combination makes it easier to identify unburned vegetated areas (green) and the recently burned landscape (brown). Bright orange indicates the infrared signature of actively burning fires. The Trout fire, burning about 10 miles (16 kilometers) north of Silver City, is shown above. The Buck fire, burning to the north of the Trout fire, is below.

    NASA fire tracking tools showed the Trout fire perimeter had grown significantly larger in the days after Landsat captured these images. By June 18, it had reached the edge of Lake Roberts and threatened communities along Sapillo Creek. Residents of about 2,000 homes live within evacuation zones and have been forced to leave, according to news reports. NASA fire tracking tools showed less growth of the Buck fire, which was 25 percent contained on June 18.
    On June 17, New Mexico’s governor issued an emergency declaration in response to the Trout fire, which allowed emergency responders to request additional support from federal or other entities. More than 875 firefighting personnel were responding to the fire on June 18, including hotshot crews, hand crews, dozers, helicopters, and fixed-wing aircraft, according to InciWeb. As of that date, the blaze was zero percent contained, though no infrastructure had been reported as damaged or destroyed. Several communities downwind of the Trout fire faced hazardous air quality.
    NASA Earth science missions have detected elevated levels of certain gases and particles around the fire that can contribute to poor air quality. The TEMPO (Tropospheric Emissions: Monitoring of Pollution) mission, for instance, detected plumes of nitrogen dioxide and formaldehyde streaming from the fire on June 17. TEMPO is the first space-based instrument designed to continuously measure air quality above North America with the resolution of a few square miles.
    NASA’s satellite data are part of a global system of observations that are used to track fire behavior and analyze emerging trends. Among the real-time wildfire monitoring tools that NASA makes available are FIRMS (Fire Information for Resource Management System), the Worldview browser, and the Fire Event Explorer.

    Apply for benefits and social services

    On the mos.ru portal, city residents can apply for recognition as needing assistance.social services. In the online application, they will need to provide passport details, SNILS, actual address of residence in Moscow, confirm their registration at the place of residence in the capital, as well as the presence of a disability. If this information has already been entered into the user’s personal account mos.ru, then these fields of the application will be filled in automatically.

    The portal also offers electronic services for families with children, including large families, low-income families and parents raising a child with a disability. Thus, Muscovites who are entitled to the relevant benefits can submit an electronic application for monthly compensation via mos.rufood products, compensation in connection with rising cost of living, compensation for the purchase school uniform or apply for regional supplement to pension a child with disabilities.

    In addition, the mos.ru portal allows you to remotely submit an application for security technical means of rehabilitation. Citizens with disabilities or their legal representatives can apply for this service.

In addition, a social taxi can be called for a person with any disability group if he or she is over 80 years old, as well as for veterans of the Great Patriotic War and large families who received residential premises for free use in low-rise housing stock in the city of Moscow.

    ATR 42-500 (G-LMSA), engine failure during cruise, north-east of Aberdeen International Airport, 23 July 2024

    Damage to No 1 engine second stage power turbine, looking from exhaust outlet

    Whilst in the cruise, the aircraft suffered a contained failure of the No 1 engine and a subsequent fire inside its cowlings due to a leak from the fuel return line which had become sufficiently loose following the engine failure to result in fuel leakage. The flight crew correctly followed the checklist procedures to shut down the engine, and the fire was extinguished. The aircraft landed without further incident.

    Although this is the only known instance of this fuel line becoming loose, the aircraft manufacturer has commenced a safety review to identify any possible safety actions which would further reduce the likelihood of leakage from the fuel return line.

    Carbon budgets to tackle climate change.

    Limits on the amount of greenhouse gases Scotland will emit over the coming decades have been announced as part of action to tackle climate change.

    The Carbon Budgets propose five-year, statutory limits on emissions from 2026 to 2045. The proposed budgets are in line with the advice from the independent Climate Change Committee (CCC) and the Scottish Government’s own assessments.

    The average level of emissions for Scotland over each five-year period are:

    • 57% lower than 1990 levels for 2026 – 2030
    • 69% lower than 1990 levels for 2031- 2035
    • 80% lower than 1990 levels for 2036 – 2040
    • 94% lower than 1990 levels for 2041 – 2045

    The proposals will be scrutinised by Parliament before being voted on in the autumn.

    Once the Carbon Budgets have been agreed, the Scottish Government will publish and consult on a new draft Climate Change Plan outlining the specific actions required to reduce emissions so as to meet each of the first three carbon budget targets, as well as setting out the associated costs and benefits.

    Cabinet Secretary for Climate Action and Energy Gillian Martin said:

    “Scotland is now halfway to our 2045 climate change target and is ahead of the UK as a whole in reducing long term emissions.

    “These Carbon Budgets will set clear limits on emissions for the coming decades in line with the independent advice of the UK Climate Change Committee.

    “When we publish our draft Climate Change Plan later this year, it will set out the policies needed to continue to reduce our emissions and meet our first three carbon budget targets.

    “It will not ask the impossible of people. We will not sacrifice people’s health or wealth.

    “While we welcome the UK CCC’s advice on how to stay within these limits, as they make clear, it is always for Scotland to decide whether those policies are right for us.

    “This means, for example, that we will chart our own path on forestry, going further than the CCC suggest. And, to ensure we protect rural communities and have a thriving rural economy, we will not adopt all their recommendations on agriculture and peatland and will instead meet our targets in a way which works for rural Scotland, including supporting and protecting our iconic livestock industries.  

    “These Carbon Budgets keep Scotland at the forefront of efforts to protect the planet and our Climate Change Plan will ensure the action we take is fair, ambitious and capable of rising to the emergency before us.”

    Background

    Carbon budgets provide a reliable and consistent framework to measure progress to net zero and are used by other countries including Japan, France, England and Wales. They are less prone to fluctuations than the Scottish Government’s previous approach of interim and annual targets, which could be affected by annual variations such as unseasonable weather or a global pandemic.

    Each carbon budget period will run from 1 January of the start year to 31 December of the final year.

    The budgets would continue to include emissions from international aviation and shipping, and there are no provisions to ‘carry over’ emissions from one carbon budget period to the next.

    Carbon budget breakdown totals:

    • 175  mega tonne 2026 – 2030
    • 126  mega tonne 2031- 2035
    • 81  mega tonne 2036 – 2040
    • 24  mega tonne 2040 – 2045

    The Policy & Finance Committee welcomes the announcement from Aurigny that it has been awarded a multi-year extension to its Public Service Obligation by the States of Guernsey.

    The announcement, which includes confirmation of Aurigny teaming up with Skybus, the airline of the Isles of Scilly Steamship Company, who will provide aircraft, maintenance, crew training and insurance to Aurigny.

    From 1 November 2025, two DHC6-300 Twin Otter aircraft will operate in Aurigny colours to and from the island of Alderney. The aircraft will also play an integral role in delivering air ambulance, mail, freight, and pet travel services to and from Alderney. 

    Skybus will also provide replacement aircraft from within its fleet to cover periods of maintenance as part of the agreement, and Aurigny will continue to provide Dornier 228 capacity until the end of the year, to ensure a smooth transition.  These steps will be important factors in delivering a high level of resilience for Alderney’s air links.

    Nico Bezuidenhout, Chief Executive at Aurigny, said:

    “The new air service model is a win-win for the Bailiwick – it strengthens Alderney’s vital air links with more resilience in the fleet while also delivering better long-term value – helping to secure the future of these vital air services for our communities.

  • MIL-OSI China: China’s economic powerhouses steady the ship in choppy global waters

    Though lesser-known globally, China’s provincial economic powerhouses, including Guangdong, Jiangsu, Shandong and Zhejiang, wield influence rivaling the world’s top 20 economies. The country’s 10 economic giants, driving 60 percent of national GDP from 20 percent of land, are playing a crucial role in anchoring growth.

    Shifting focus to domestic demand 

    While foreign trade once drove China’s growth, the 10 provincial powerhouses, also including Sichuan, Henan, Hubei, Fujian, Shanghai and Hunan, are now shifting their focus toward domestic consumption and investment to sustain economic expansion amid fluctuating external demand.

    At the heart of this strategy are large-scale initiatives focused on consumer goods trade-ins and equipment upgrades. In 2025, Zhejiang will continue offering incentives for residents to replace items such as automobiles, mobile phones and electric bicycles, while also promoting the renewal of equipment like medical devices and elevators.

    Henan plans to provide substantial subsidies this year to replace 500,000 automobiles and 8 million home appliances, while also carrying out 3,000 equipment renewal projects.

    “The trade-in program has boosted affordability, tripling our first-quarter sales of AI products year on year,” said Guan Manman, operations manager at a local shopping mall in Henan.

    These 10 economic powerhouses form the bedrock of China’s domestic consumption, accounting for over 63 percent of the country’s total retail sales of consumer goods in 2024. Supported by their robust spending, China’s retail sales achieved a solid 5 percent year-on-year growth from January to May 2025.

    Construction of major projects serves as another vital growth driver. In 2025, Sichuan will launch some new industrial projects and accelerate ongoing ones, while Guangdong plans to invest a massive 1 trillion yuan (about 139 billion U.S. dollars) this year in 1,500 key provincial projects, including high-speed railways, intercity rail lines and airport expansions.

    To stabilize foreign demand, exporters in these powerhouses are adopting a dual-track strategy: globally, by strengthening ties in emerging markets; and domestically, by expanding sales channels across e-commerce platforms and retail partnerships.

    Provincial governments are rolling out multi-pronged support measures to help exporters navigate challenging conditions. These efforts include financial assistance to enhance liquidity, policy guidance to create better business environment, and initiatives aimed at breaking down barriers between domestic and international markets.

    “In the face of external uncertainties, China must prioritize building a stronger and more resilient domestic economic cycle,” said Yu Xiangrong, Chief Economist of Citigroup China.

    Innovation leads the way 

    As these provinces strengthen domestic demand, they are also turning to innovation to maintain momentum and secure a long-term competitive edge.

    In Linzi District, Zibo City, east China’s Shandong Province, a cutting-edge scene is unfolding at an intelligent robotics factory. A coffee robot expertly froths milk and crafts swan-shaped latte art, while a palletizing robot — resembling an octopus — swiftly grabs boxes of beer and places them onto a conveyor belt.

    Once known for its chemical industry, Linzi has transformed into a robotics hub. “Last year, our collaborative robot sales surpassed 1 billion yuan, capturing over 36 percent of the domestic market,” said Han Yongguang, chairman of the intelligent robot manufacturer.

    Seizing opportunities presented by the new wave of technological revolution and industrial transformation, Shandong is accelerating the development of new quality productive forces.

    Other economic powerhouses are also actively fostering new growth drivers. Guangdong is vigorously developing emerging industries such as new energy vehicles, AI and biopharma, while also cultivating future industries such as quantum computing and 6G.

    Zhejiang has set ambitious targets for this year, aiming to add 300 national-level “little giant” firms, elite small and medium-sized enterprises in manufacturing that specialize in niche markets and lead with cutting-edge technologies.

    Such consistent efforts have delivered tangible results. For instance, Sichuan’s high-tech manufacturing output grew robustly by 14.5 percent year on year in the first quarter, a notable acceleration of 6.1 percentage points from last year. Meanwhile, Jiangsu, a powerhouse in biopharma, saw a record 352 new drugs approved last year, of which 13 were innovative drugs, the highest number in a year.

    “The integration of technology and industry is now pivotal to national competitiveness,” said Zheng Lei, president of Hefei University of Technology.

    Leveraging high-quality development as a buffer against global volatility, the economic powerhouses drove a combined GDP of over 19 trillion yuan in the first quarter. In terms of economic growth rate, seven of these top 10 provinces outpaced the national average of 5.4 percent.

    “Continuing to serve as the ‘ballast stone’ amidst complex development conditions not only reflects the strength and advantages of these economic powerhouses but also demonstrates the resilience and potential of the Chinese economy,” said Dong Yu, executive vice president of the China Institute for Development Planning at Tsinghua University.

  • Israel establishes air corridor to Tehran as Iranian missile hits major hospital

    An Iranian missile struck the main hospital in southern Israel early Thursday, inflicting extensive damage and wounding multiple individuals as the Israel-Iran conflict entered a dangerously escalated phase. The strike on Soroka Medical Center, one of Israel’s largest hospitals, marked a significant shift in targeting civilian medical infrastructure. Israeli media aired images of shattered windows, damaged wards, and thick black smoke engulfing the hospital complex.

    In response, Israel has intensified its military campaign, gaining what officials describe as decisive air superiority over Iranian territory. The Israeli Defense Forces (IDF) reported neutralizing dozens of Iranian missile launchers—accounting for more than a third of Iran’s overall arsenal—often striking them as they were being prepared for launch. This operational advantage has allowed Israel to establish a direct air corridor to Tehran, enabling a new wave of raids on Iranian military targets in and around the capital. Authorities in Iran have urged residents of the villages of Arak and Khondab to evacuate ahead of expected airstrikes on local military infrastructure.

    The conflict reached new heights overnight as Israeli aircraft launched another assault on Iran’s Natanz nuclear facility. The Israeli military claims the site is being used for nuclear weapons development. This marks the second such strike on Natanz within the week. Earlier attacks are believed to have destroyed underground uranium enrichment centrifuges, a claim partially corroborated by the International Atomic Energy Agency (IAEA). Additional reports indicate Israeli forces also targeted Iran’s Arak heavy water reactor, escalating concerns over regional nuclear security.

    Iran responded by launching its 14th wave of missile attacks on Israel early Thursday morning. Over 25 missiles were fired in the latest barrage, targeting key strategic sites. According to Iranian sources, the Revolutionary Guard Corps successfully struck the Israeli army’s cyber command headquarters and an intelligence center in Gav Yam. Another missile reportedly hit a high-rise and several residential buildings near Tel Aviv.

    Israel’s national rescue service confirmed that at least 40 people were injured in the latest round of Iranian strikes. Among the damaged sites was the Israeli stock exchange building. Authorities now confirm at least 24 fatalities from Iranian missile attacks since the onset of this phase of the conflict. The hit on Soroka hospital remains the most severe blow to medical infrastructure since hostilities began.

    Despite Israeli air dominance, Iran continues to conduct more selective and targeted missile strikes. Analysts suggest that the declining frequency of Iranian launches is the result of Israel’s successful campaign to destroy missile platforms and storage sites before deployment.

    Meanwhile, U.S. President Donald Trump is reported to be evaluating military intervention options, with the crisis threatening to spill over into a broader West Asian confrontation. In a stern warning, Iran’s Supreme Leader Ayatollah Ali Khamenei declared that any American strikes on Iranian soil would provoke “serious, irreparable consequences,” increasing the stakes of potential U.S. involvement.

  • Air India to cut international flights on widebody aircraft by 15%

    Air India said on Wednesday it will cut international operations on its widebody aircraft by 15% for the next few weeks, citing ongoing safety inspections and operational disruptions following last week’s deadly crash of one of its Boeing 787 Dreamliners.

    Authorities continue to investigate the crash of flight AI171, which killed 241 people and marked the world’s deadliest aviation disaster in a decade.

    The airline said in a statement that inspections had been completed on 26 of its 33 Boeing 787-8 and 787-9 aircraft, and those 26 have been cleared for service.

    The cuts, effective until at least mid-July, were being implemented “to ensure stability of operations, better efficiency and minimise inconvenience to passengers,” the Tata Group-owned airline said.

    The remaining planes will be checked in the coming days and additional checks are also planned for its Boeing 777 fleet, Air India added.

    Flight AI171, bound for London’s Gatwick Airport, crashed shortly after takeoff from Ahmedabad, killing all but one on board and about 30 people on the ground.

    Earlier on Wednesday, Air India Chairman N. Chandrasekaran said the flight that crashed had a clean engine history.

    In an interview with Indian broadcaster Times Now, Chandrasekaran said Air India flight 171’s right engine was new and installed in March 2025, and that the left engine was last serviced in 2023.

    The Dreamliner was fitted with GE Aerospace’s GE.N GEnx engines.

    Air India also cited geopolitical tensions in the Middle East and “night curfews in many European and East Asian airspaces” as contributing factors behind flight cancellations, which have totaled 83 over the past six days.

  • Air India crash: Centre issues draft rules to tighten control over physical obstructions

    In a significant move following the tragic crash of an Air India Boeing 787 Dreamliner, the Ministry of Civil Aviation has released new draft rules aimed at tightening control over physical structures that could pose risks to aircraft safety.

    Titled ‘Aircraft (Demolition of Obstructions) Rules, 2025’, the draft regulations will come into effect upon their publication in the Official Gazette. The rules are designed to empower authorities to take prompt and decisive action against buildings, trees, and other structures that exceed permissible height limits in designated aerodrome zones.

    The initiative is being seen as a proactive step to enhance aviation safety and prevent future accidents caused by obstructions in aircraft flight paths.

    Under the proposed rules, any structure exceeding the height restrictions around notified aerodromes will be served a notice by the officer-in-charge. Property owners will be required to submit key details — including site plans, ownership documents, and structural dimensions — within 60 days of receiving the notice.

    Failure to comply may result in enforcement action, including the demolition or trimming of the structure.

    If the Director General of Civil Aviation (DGCA) or an authorised officer determines the structure to be in violation, a formal order may be issued mandating height reduction or demolition. Property owners will be given up to 60 days to comply, with the possibility of a one-time extension of an additional 60 days, subject to valid justification.

    The draft also grants officials the authority to conduct physical site inspections during daylight hours after informing the property owner. If the owner refuses to cooperate, the officer may proceed based on available information and escalate the matter to the DGCA.
    Appeals and Compensation

    The draft rules outline a two-tier appeals process, allowing affected property owners to challenge demolition or trimming orders by filing an appeal with the First or Second Appellate Officer. Appeals must include the prescribed form, relevant documents, and a fee of Rs 1,000.

    Importantly, the rules state that only those who comply with official orders will be eligible for compensation under Section 22 of the Bharatiya Vayuyan Adhiniyam, 2024. Structures erected in violation of the rules after the notification date will not qualify for any compensation.

    The Ministry has invited public objections and suggestions within 20 days of the draft’s publication.

    The regulations follow the June 12 crash of an Air India Dreamliner, which was en route from Ahmedabad to London’s Gatwick Airport. Shortly after takeoff, the aircraft slammed into the B.J. Medical College Hostel and burst into flames, killing 241 of the 242 people on board and several others on the ground.

    JERUSALEM/TEHRAN, June 19 (Xinhua) — The Israeli Air Force carried out new strikes on western Iran on Wednesday evening, Israel Defense Forces (IDF) spokesman Effie Defrin said in a video message.

    The fighter jets flew over launch sites and storage areas for surface-to-surface missiles, hitting people trying to access and remove ammunition from previously shelled areas, he said.

    The IDF spokesman said it was the third major wave of Israeli airstrikes on Iranian territory in the past 24 hours. During the initial overnight operation, more than 50 fighter jets struck about 40 targets around Tehran.

    “Among the targets hit was a centrifuge plant, a key component of the Iranian regime’s uranium enrichment efforts,” Defrin said. Also hit was a facility near Tehran used to produce anti-tank missiles, including for the Lebanese militant group Hezbollah, he added.

    The second wave of strikes began on Wednesday afternoon, with aircraft hitting more than 20 targets in the Tehran area.

    “The targets hit were part of Iran’s military industry and its security apparatus,” said E. Defrin. “They include three important facilities related to missile production, including engines, navigation systems and missile assembly.”

    In a video address to the nation, Israeli Prime Minister Benjamin Netanyahu said Israel had air superiority over Tehran.

    Israel carried out an airstrike on Wednesday near police headquarters in Tehran, injuring several police officers, Iran’s state news agency IRNA reported. -0-

    After arriving safely in New Delhi on Thursday, all 110 Indian citizens evacuated from Iran expressed their gratitude to the Narendra Modi-led Union government and the Indian embassies in Iran and Armenia for their timely and safe evacuation amid the escalating military conflict in the Middle East.

    As part of Operation Sindhu, the first flight carrying Indian nationals from Iran landed at Indira Gandhi International Airport in Delhi. The evacuees, including 90 students from Urmia Medical University, were flown in on IndiGo flight 6E 9487, which arrived at Terminal-3 in the early hours of Thursday.

    Union Minister of State for External Affairs, Kirti Vardhan Singh, welcomed the evacuees at the airport.

    Speaking to IANS, Singh said, “We have planes ready. Another aircraft will depart today. We are evacuating more people from Turkmenistan. Our missions have opened 24-hour helplines for any evacuation requests. As the situation evolves, more planes and chartered flights will be dispatched to bring back all Indian nationals from Iran.”

    Several students, visibly emotional, recounted their experiences and expressed appreciation for the Indian government’s swift action.

    One student said, “The situation was extremely dangerous and we were scared. We saw drones, injured people, and the internet was down—nothing was working. But the Indian government came through, took us in, and brought us home safely. Salute to them. They took an unbelievable step, and we’re truly proud to be Indians.”

    Another student added, “The situation in Iran is worsening rapidly. Just two days ago it seemed manageable, but now it’s much worse. We are extremely thankful to the Indian government and the Indian embassies in Iran and Armenia for the way they took care of us and brought us back.”

    A third student said, “The embassies prioritized our evacuation and ensured we were the first to return to India. Their efforts were remarkable.”

    Operation Sindhu was launched by India to evacuate its nationals from Iran amid rising regional tensions. The first batch included students from the Union Territory of Jammu and Kashmir.

    The evacuation was coordinated through Armenia, with the students traveling by road to Yerevan, the Armenian capital, under the supervision of the Indian missions in Iran and Armenia. The students departed from Zvartnots International Airport in Yerevan at 14:55 IST on June 18, arriving in Delhi in the early hours of June 19.

    On Wednesday evening, the Ministry of External Affairs (MEA) confirmed that Indian students residing in Tehran were safely moved out of the city as a precautionary measure.

    In an official statement, the MEA said, “Indian students in Tehran have been moved out of the city for safety reasons through arrangements made by the Indian Embassy.”

    MEA Spokesperson Randhir Jaiswal also announced on Twitter, “Operation Sindhu begins. India evacuated 110 students from northern Iran who crossed into Armenia under the supervision of our Missions in Iran and Armenia on June 17.”

  • MIL-Evening Report: Overhead power lines kill millions of birds a year. Scientists found a way to help cut the devastating toll

    Millions of birds are killed by power lines each year. Sometimes they collide with the lines when flying and are either electrocuted or fatally injured. Other times they are electrocuted when perching on power poles.

    Power line collisions are one of the leading causes of injury and death for large birds of prey. In Tasmania, an endangered population of wedge-tailed eagles lost 110 individuals to power lines between 2017 and 2023.

    New research I led, the first of its kind in Australia, used GPS tracking data to predict which power lines were most dangerous for these eagles.

    We hope the findings will help protect birds and other wildlife from overhead wires as electricity networks expand.

    Power lines and birds: a fatal mix

    Overhead power lines span more than 90 million kilometres of our planet. The network keeps growing as demand for electricity rises and renewable energy projects expand into new areas.

    In the United States alone, between 12 and 64 million birds are estimated to be killed by power lines each year. These deaths can damage populations of some species.

    Birds can also be killed when perched on poles – for example, if they stretch their wings and connect two energised parts.

    The economic costs can be considerable – disrupting electricity services, causing fires and damaging infrastructure.

    Energy companies can reduce the risks through various measures. They include attaching objects to power lines to make them more visible to birds, and redesigning poles to reduce the likelihood of electrocution.

    But these solutions can be expensive, and challenging to implement on a large scale. So, prioritising the riskiest power lines is the most cost-effective solution.

    The presence of bird carcasses has traditionally been used as a way to identify high-risk power lines. But this approach can give a biased picture, because people are more likely to find dead birds in accessible, less vegetated areas.

    New research by my colleagues and I explores a different approach.

    Tracking Tasmania’s wedgies

    We used GPS tracking of animal movements to predict which power lines were most dangerous for Tasmania’s wedge-tailed eagles.

    GPS tracking can record a bird’s location, altitude and speed – as frequently as every few seconds. This detailed information can show how birds behave around power lines, helping identify when and where they’re most at risk.

    In 2017, my colleagues and I attached lightweight GPS trackers to 23 Tasmanian wedge-tailed eagles, then analysed six years of tracking data. We identified more than 9,400 power line crossings at risky altitudes.

    We then linked these crossings to different landscape features. This allowed us to build a model predicting where eagles are most likely to cross power lines at dangerous heights across Tasmania.

    Power line crossings were most likely at or near open land, forest edges, rural residential developments, wet forest and freshwater sources. Risky crossings peaked in autumn and winter.

    Almost half of known collisions occurred on the 20% of Tasmania’s power line network with the highest risk.

    Importantly, we tested our predictions against locations where eagles had collided with power lines. The model accurately predicted many of these collision sites, confirming that areas with more low-flying eagle activity carry a greater risk of collisions.

    This means our model can not only pick up on known hotspots, but can reveal risky areas that would be missed if carcass records were used exclusively to identify risk. It also means dangerous power lines can be identified before birds have died.

    A powerful new tool

    Our research is part of a growing number of studies examining animal movement to improve wildlife management.

    Risky animal behaviours have been monitored using GPS trackers and then used to inform models predicting the risk of wildlife interactions with road vehicles, wind turbines and aircraft.

    Recently, GPS tracking data was used in Europe, North Africa and North America to map and reduce wildlife risks around power lines.

    Like ours, these studies can help guide where devices should be attached to lines and inform where new lines are built.

    GPS tracking data offers a powerful tool to guide the sustainable design of power lines, target mitigation efforts, and make our expanding energy infrastructure safer for wildlife.

  • MIL-OSI New Zealand: Medallic recognition for NZDF personnel extended

    The Government has expanded the criteria for medallic recognition for Defence personnel who have served in operations supporting the UN’s sanctions against North Korea, Defence Minister Judith Collins announced today.
    “This medal – the New Zealand General Service Medal (NZGSM) 2002 (Korea) – has already been awarded to 180 personnel and the move to widen eligibility means a further 350 personnel will be recognised,” Ms Collins says.
    “Personnel who have served as part of Operation Whio – which monitors the United Nations Security Council’s sanctions against the Democratic People’s Republic of Korea – since 2018 are now eligible for this medal.
    “Over the past seven years, there have been 19 rotations of Operation Whio – including seven deployments of P-3K2 Orion and P-8A Poseidon aircraft, aircrew and support personnel, and the deployment of HMNZS Aotearoa in 2024.
    The aircraft and ship conducted and supported maritime patrols to detect and deter evasions of United Nations Security Council resolutions imposing sanctions against North Korea. The other rotations were of small numbers of staff officers in headquarters roles.
    “This is another example of how we are contributing to upholding the international rules-based order. 
    “Previously this specific medal, the NZGSM 2002 (Korea), was only awarded to United Nations Command activities relating to preserving the Korean Armistice Agreement,” Ms Collins says.
    “The men and women of our Defence Force rightly deserve this acknowledgement of their service.
    “Our people do what we ask of them, when we ask it, often in trying conditions, and medallic recognition such as this is one way we recognise this.”

    WASHINGTON, DC – Today, U.S. Senator Jacky Rosen (D-NV) announced that she secured over $7.6 million for Reno-Tahoe International Airport to allow the airport to accommodate more overnight aircraft operations and improve overall airfield efficiency. The funding comes from the Airport Infrastructure Grant program, established under the Bipartisan Infrastructure Law that Senator Rosen helped write and pass. This funding will help add 8,850 square yards of ramp at the airport.

Last year, she announced nearly $28 million for airport safety and runway upgrades at Harry Reid International Airport.     St. Petersburg, June 19 /Xinhua/ — Russia is becoming a significant economic partner of China, Russian President Vladimir Putin said in response to a question from Xinhua News Agency Director General Fu Hua during a meeting with heads of international news agencies on the sidelines of the 28th St. Petersburg International Economic Forum, which is being held in St. Petersburg from June 18 to 21.

    “Russia is becoming a very visible partner for the People’s Republic of China in the economic sphere,” he noted.

    According to V. Putin, the volume of bilateral trade turnover of 240 billion US dollars is decent. In addition, Russia and China have planned investment projects worth 200 billion dollars. “And they are all realistic, they will all be implemented, I have no doubts,” he said.

    As V.     After years of advocacy, Schumer and Gillibrand announced late last year that they had successfully reauthorized the Northern Border Regional Commission (NBRC) for another 5 years, increasing funding and expanding the critical grant program that has delivered tens of millions of dollars for the North Country and Upstate NY. Despite the wide bipartisan support to reauthorize the NBRC, President Trump’s recent budget for Fiscal Year 2026 calls for the elimination of this program, an effort that the senators are actively pushing back against to ensure NBRC continues to be funded to provide critical investment to Upstate NY. From 2010-2024, the NBRC has invested in over 78 projects, totaling more than $48 million in federal funding for Upstate New York. Schumer introduced the Northern Border Regional Commission (NBRC) Reauthorization Act of 2023 which paved the way for these key changes.

    In addition to reauthorizing the NBRC for an additional 5 years, the bill that passed into law at the end of last year also increased funding for the program from $33 million to $40 million. The bill made critical enhancements to the range of projects the NBRC is able to support to foster growth in the region, including a new program focused on addressing childcare and healthcare needs, increasing support for addiction treatment, and new support for capacity building for business retention, job training, and job creation. The NBRC reauthorization was included as part of the Economic Development Administration reauthorization in the bipartisan, bicameral Water Resources Development Act.

    Schumer and Gillibrand have a long history of championing the Northern Border Regional Commission and its positive economic impacts on Upstate New York. In 2021, the senator successfully secured $150 million for the NBRC, over triple its funding from previous years, through the Bipartisan Infrastructure Investment & Jobs Act.

    Established in 2008, the NBRC is a federal-state partnership focused on the economic revitalization of communities across the Northern Border region, which includes New York, Maine, New Hampshire, and Vermont. The Commission is composed of the governors of the four Northern Border states and a federal co-chair and provides financial and technical assistance to communities in the region to support entrepreneurs, improve water, broadband, and transportation infrastructure, and promote other initiatives to improve the region’s economy. The northern border region of New York State currently includes 30 counties: Cayuga, Clinton, Essex, Franklin, Fulton, Genesee, Greene, Hamilton, Herkimer, Jefferson, Lewis, Livingston, Madison, Montgomery, Niagara, Oneida, Orleans, Oswego, Rensselaer, Saratoga, Schenectady, Schoharie, Seneca, St. Lawrence, Sullivan, Washington, Warren, Wayne, Wyoming, and Yates.

    LOS ANGELES, June 18, 2025 (GLOBE NEWSWIRE) — Naval Air Systems Command (NAVAIR) Program Manager Air (PMA)–265 and Naval Surface Warfare Center, Crane Division (NSWC Crane), in partnership with NSTXL through the S²MARTS OTA, have announced a prototype award to optimize Power Dividers for the EA–18G aircraft. NAVAIR is qualifying a new design and source of supply for the Power Dividers, which are utilized in the ALQ-218(V)2 Tactical Jamming Subsystem Receiver (TJSR). The prototyping and qualification will be awarded to Narda-MITEQ.

    Prior to the award, NAVAIR participated in an event in which organizations interested in submitting could engage with NAVAIR and ask questions about the opportunity, as well as clarify government needs.
