    WASHINGTON, D.C. – Today, Rep. Dan Newhouse (R-WA) released the following statement upon unanimous passage of S.160, the Aerial Firefighter Enhancement Act of 2025 that strengthens aerial wildfire suppression efforts by utilizing excess military aircraft and parts.  

    “This legislation is a huge step in mitigating the impacts of wildfires and gives our firefighters the tools they need to keep our communities safe,” said Rep. Newhouse. “Utilizing the Department of Defense’s excess aircraft gives aerial firefighters an upper hand while leveraging the assets we already have at our disposal. I thank Senator Sheehy from Montana for his leadership as we send this legislation to the president’s desk.” 

    Rep. Newhouse introduced the bipartisan companion legislation in the House of Representatives alongside Rep. Salud Carbajal (D-CA) in February. The version passed today was sponsored by Senator Tim Sheehy (R-MT) and was passed by the Senate in April under Unanimous Consent. The legislation now heads to the White House to be signed by President Trump. 

    “This year is the most dangerous and expensive wildfire year in history, and the Aerial Firefighting Enhancement Act will give wildland firefighters the tools they need to protect communities and save lives. Eliminating bureaucratic obstacles to fight wildfires more quickly and aggressively is America First common sense, and I appreciate my colleagues in the House and Senate for their support. I look forward to seeing this bipartisan bill cross the finish line so we can better support the brave first responders on the front lines fighting wildfires across the country,” said Senator Sheehy. 

    The legislation is supported by 10 Tanker Air Carrier, Billings Flying Service, and Firehawk Helicopters.

    Background 

    The Aerial Firefighting Enhancement Act of 2025 amends the Wildfire Suppression Aircraft Transfer Act of 1996 to reauthorize the sale of aircraft and parts by the Department of Defense for wildfire suppression.

    This bipartisan bill will help the U.S. better suppress wildfires year-round by facilitating the acquisition of military excess aircraft, sold at fair market value, for the aerial wildfire suppression fleet. Additionally, the sale of parts will help the U.S. maintain its existing aerial firefighting aircraft fleet.

    The bill reauthorizes the Secretary of Defense to sell excess Department of Defense aircraft and aircraft parts, which are acceptable for commercial sale, to persons or entities that contract with the government for the delivery of fire retardants or water by air to suppress wildfires, as long as the aircraft and parts are used only for wildfire suppression. The initial authority expired in 2005 and was reauthorized from 2012 to 2017 before lapsing again.

  • MIL-OSI USA: c-FIRST Team Sets Sights on Future Fire-observing Satellite Constellations

    Two NASA-developed technologies are key components of a new high-resolution sensor for observing wildfires: High Operating Temperature Barrier Infrared Detector (HOT-BIRD), developed with support from NASA’s Earth Science Technology Office (ESTO), and a cutting-edge Digital Readout Integrated Circuit (DROIC), developed with funding from NASA’s Small Business Innovation Research (SBIR) program.

    A novel space-based sensor for observing wildfires could allow first responders to monitor burns at a global scale, paving the way for future small satellite (SmallSat) constellations dedicated entirely to fire management and prevention.
    Developed with support from NASA’s Earth Science Technology Office (ESTO), the “Compact Fire Infrared Radiance Spectral Tracker” (c-FIRST) is a small, mid-wave infrared sensor that collects thermal radiation data across five spectral bands. Most traditional space-based sensors dedicated to observing fires have long revisit times, observing a scene just once over days or even weeks. The compact c-FIRST sensor could be employed in a SmallSat constellation that could observe a scene multiple times a day, providing first responders data with high spatial resolution in under an hour.
    In addition, c-FIRST’s dynamic spectral range covers the entire temperature profile of terrestrial wild fires, making it easier for first-responders to detect everything from smoldering, low-intensity fires to flaming, high intensity fires.
    “Wildfires are becoming more frequent, and not only in California. It’s a worldwide problem, and it generates tons of by-products that create very unhealthy conditions for humans,” said Sarath Gunapala, who is an Engineering Fellow at NASA’s Jet Propulsion Laboratory (JPL) and serves as Principal Investigator for c-FIRST.
    The need for space-based assets dedicated to wildfire management is severe. During the Palisade and Eaton Fires earlier this year, strong winds kept critical observation aircraft from taking to the skies, making it difficult for firefighters to monitor and track massive burns.
    Space-based sensors with high revisit rates and high spatial resolution would give firefighters and first responders a constant source of eye-in-the-sky data.
    “Ground-based assets don’t have far-away vision. They can only see a local area. And airborne assets, they can’t fly all the time. A small constellation of CubeSats could give you that constant coverage,” said Gunapala.
    c-FIRST leverages decades of sensor development at JPL to achieve its compact size and high performance. In particular, the quarter-sized High Operating Temperature Barrier Infrared Detector (HOT-BIRD), a compact infrared detector also developed at JPL with ESTO support, keeps c-FIRST small, eliminating the need for bulky cryocooler subsystems that add mass to traditional infrared sensors.
    With HOT-BIRD alone, c-FIRST could gather high-resolution images and quantitative retrievals of targets between 300°K (about 80°F) to 1000°K (about 1300°F). But when paired with a state-of-the-art Digital Readout Integrated Circuit (DROIC), c-FIRST can observe targets greater than 1600°K (about 2400°F).
    Developed by Copious Imaging LLC. and JPL with funding from NASA’s Small Business Innovation Research (SBIR) program, this DROIC features an in-pixel digital counter to reduce saturation, allowing c-FIRST to capture reliable infrared data across a broader spectral range.
    Artifical intelligence (AI) will also play a role in c-FIRST’s success. Gunapala plans to leverage AI in an onboard smart controller that parses collected data for evidence of hot spots or active burns. This data will be prioritized for downlinking, keeping first responders one step ahead of potential wildfires.
    “We wanted it to be simple, small, low cost, low power, low weight, and low volume, so that it’s ideal for a small satellite constellation,” said Gunapala.
    Gunapala and his team had a unique opportunity to test c-FIRST after the Palisade and Eaton Fires in California. Flying their instrument aboard NASA’s B-200 Super King Air, the scientists identified lingering hot spots in the Palisades and Eaton Canyon area five days after the initial burn had been contained.
    Now, the team is eyeing a path to low Earth orbit. Gunapala explained that their current prototype employs a standard desktop computer that isn’t suited for the rigors of space, and they’re working to incorporate a radiation-tolerant computer into their instrument design.
    But this successful test over Los Angeles demonstrates c-FIRST is fit for fire detection and science applications. As wildfires become increasingly common and more destructive, Gunapala hopes that this tool will help first responders combat nascent wildfires before they become catastrophes.
    “To fight these things, you need to detect them when they’re very small,” said Gunapala.
    A publication about c-FIRST appeared in the journal “Society of Photo-Optical Instrumentation Engineers” (SPIE) in March, 2023.

  • MIL-OSI USA: Dutch Harbor Remembrance Day

    WHEREAS, on June 3, 1942, six months after the attack on Pearl Harbor, World War II arrived in Alaska when Dutch Harbor on Amaknak Island was bombed by Japanese aircraft – the first aerial attack by an enemy on the continental United States; and

    WHEREAS, the Japanese pilots expected little resistance; however, due to an intercepted message three weeks earlier, the installation was on high alert, and Navy and Marine personnel were prepared with anti-aircraft weapons; and

    WHEREAS, faced with resistance at the Dutch Harbor installation, Japanese forces shifted their focus to the Margaret Bay Naval Barracks, where the attack claimed the lives of 25 servicemen; and

    WHEREAS, following the initial attack on Dutch Harbor, the Japanese carried out a series of assaults on Dutch Harbor, Adak, Kiska, and Attu, resulting in the Aleut people being evacuated and held in internment camps in Southeast Alaska for three years, through which many did not survive; and

    WHEREAS, the brave soldiers of the United States Armed Forces and allied Canadian Forces valiantly fought the invading Japanese for over a year in order to retake the remaining Aleutian Islands. The battle for Attu ranks as one of the United States’ most costly American assaults in the Pacific during the war, with hundreds of servicemen making the ultimate sacrifice to liberate Alaska; and

    WHEREAS, this year marks the 83rd anniversary of the bombing of Dutch Harbor and we remember and honor all those who were affected by the attack, commemorating both the military personnel who served and died to defend our Nation and the Aleuts who died while imprisoned.

    NOW THEREFORE, I, Mike Dunleavy, GOVERNOR OF THE STATE OF ALASKA, do hereby proclaim June 3, 2025 as:

    Dutch Harbor Remembrance Day

    in Alaska and encourage Alaskans to join with the people of Dutch Harbor, Unalaska, and the Aleutian Islands to honor all who were lost in Alaska during World War II, and I order the Alaska State Flag to be flown at half-staff in remembrance of those who perished.

  • MIL-OSI Australia: Press conference – Wangaratta, Victoria

    CATHERINE KING [MINISTER]: Well, it is fantastic to be here in Wangaratta today, celebrating the completion of the Wangaratta Rail Precinct, and of course Tranche 1 of Inland Rail Beveridge to Albury. This has been a huge construction process. Inland Rail is building this double-stacked freight route for the Australian Government, and I’m really pleased that as part of that, as part of the need to get double-stacked trains onto Inland Rail, we’ve also been able to upgrade this rail precinct here in Wangaratta at the same time.

    Inland Rail is an incredibly big and complex project, over 1,600 kilometres of rail track taking freight off our busy roads. Seventy per cent of our freight task, we are estimating, will come onto Inland Rail once complete. And of course, we’re concentrating on the construction of Inland Rail to Parkes and beyond, being able to unlock the possibilities of getting freight from Melbourne and all the way to Western Australia into the Port of Botany and also to Newcastle. Really delighted, as a part of this project, there have been so many local people from this outstanding district employed on this project, because not only is Inland Rail a freight project, it is also a great employment generator. So, the fact that we’ve seen local electricians, plumbers, construction workers building this precinct here for the people of Wangaratta, I think, is a great testament to the skills and contributing- as part of Inland Rail contributing to the skills growth here in this community.

    Inland Rail, as I said, is a multi-billion dollar project. It’s a really significant project that the Australian Government is very proud to be delivering for the Australian people and [indistinct] celebrating this significant milestone here today.

    JOURNALIST: A multi-billion-dollar project for the Australian people – just why is double-stacked freight important to them?

    CATHERINE KING: Well, in order to make sure that Inland Rail is viable compared to road, you need to be able to deliver the volume that road can at the time that road can. So, really, Inland Rail is premised on double-stacked trains, 24-hour Melbourne to Brisbane delivery. And that premise is really important to make rail and make sure rail remains competitive against the alternate routes, which is both coastal shipping and of course road freight. What we do want to do is see- we’re seeing a growth in freight across this country. That’s a good thing. But what we’re also seeing, of course, is more and more heavy vehicles on our road, and we want rail to take on a greater share of that. That’s both good for productivity but also good for the economy, for road safety, and for our communities.

    JOURNALIST: I mean, more passenger freight through Wangaratta, do you reckon that might create some new opportunities for Wangaratta as well?

    CATHERINE KING: Well, obviously the opportunities of Inland Rail to be able to get goods to market in a more efficient way, hopefully in a cheaper way as well, is really significant for Australia’s freight task. We know that it is significantly growing. The demand for Australian goods is growing. The opening up again by the Albanese Labor Government of markets in China has been very important, being able to get goods out of our port but also being able to get goods in and into communities. So white goods from Melbourne up to Brisbane, being able to provide those opportunities for people to sell those in Melbourne, but also for farming communities as well.

    And again, with the development of this precinct, what that has also opened up is opportunities for perhaps new businesses to come into this precinct. I’ve heard talk about maybe a brewery behind us there. That would be a great opportunity, market stalls, to be able to use the precinct for other economic opportunities and social opportunities for the people of Wangaratta.

    JOURNALIST: You’ve been to a few project openings here at the Wangaratta [indistinct]?

    CATHERINE KING: She’s pretty nice, I’d have to say. It’s a really great station precinct. The thing that I’m really proud of as well is the disability access. A lot of our train stations for passengers in particular were built over 100 years ago, and they are not disability friendly. Making sure people can actually access the platforms, access trains safely, but also there’s access [indistinct] and being able to go to the toilet. So those sorts of things, this has really meant that Wangaratta is actually now compliant, as I understand it, with the disability standards, means that we can actually make sure that people with disability can access the train just like everybody else as they always should have been. So that’s something I think the Wangaratta community can be very proud of.

    JOURNALIST: How much did these works actually cost?

    CATHERINE KING: These works, overall, are well over $100 million. You heard there around about $270 million overall for the overall project, Albury to Beveridge. And the train station here I think was around about $70 million, but I’ll have to check the figures with Inland Rail.

    Nick, you’re up.

    NICK MILLER: Nick Miller, Chief Executive Officer of Inland Rail. Look, delighted to be here today to open this precinct. It’s been a long and tough journey for the teams, but the outcome, as you can see around here, is outstanding. Fantastic for the community. Great for their journey to get double-stacked trains from Melbourne to Brisbane. This is a really important milestone for that goal.

    JOURNALIST: Can you go through some of the impacts local businesses received as a result of this?

    NICK MILLER: Yeah, local business and work construction partner, McConnell Dowell, put an enormous effort into that. Over 1,600 people have worked on this project since its commencement, and around 1,500 of those people have been locals. We’ve spent over $160 million on this project with local businesses and around $10.5 million on this project with First Nations local businesses. We’re really proud of those statistics.

    JOURNALIST: Has this been a long time coming today?

    NICK MILLER: Well these projects are really challenging. It’s a brownfields environment so we’re operating on an existing track, and on this particular site we’ve really relocated the western track and the dive over another side of the station has been removed. So a lot of that work has to happen during what’s called possessions. So you do a lot of preparation work and we have two possessions notionally a year, and those possessions are for around 60 to 100 hours, and there’s a very intensive period of activity goes on in construction during those possessions. So brownfields projects do take longer than greenfields projects.

    JOURNALIST: And this would stack up quite significantly compared to other projects Australia has rolled out in the past?

    NICK MILLER: Oh absolutely. This is a significant project. As the Minister spoke of, this is a multi-billion dollar project, Inland Rail. It’s a critically important project for the Australian economy and for the regions of Australia. If we think about the trains that run on Inland Rail, 1.8 kilometres long, double stacked, each one of those trains will take 110 B-doubles off the road. That’s good for safety, it’s good for sustainability, and it’s good for the economy in terms of having an efficient connection between Brisbane and Melbourne and the inland ports along that route.

    JOURNALIST: What would be the consequence of taking those B-doubles off the road in terms of the economy?

    NICK MILLER: Well, it’s a good question because ultimately if you look at the freight tasks now in 2040, 2050, the freight tasks expect to grow over 26 per cent. So the reality is, the secret here is it’s not just about road and it’s not just about rail. It’s a combination. As our economy grows and the volume of our goods increases, the combination is going to be important for the Australian economy.

    JOURNALIST: Just to confirm, is it around $70 million invested here into this project?

    NICK MILLER: No, this project from Beveridge to Albury, Tranche 1 was around $300 million.

    JOURNALIST: So, the actual Wangaratta project though, how much did that cost? This and the Green Street bridge?

    NICK MILLER:        Sorry, I…

    HELEN HAINES [FEDERAL INDEPENDENT MEMBER FOR INDI]: Good morning everyone. It’s a big day in Wangaratta for the opening of this new railway precinct as a result of the Inland Rail Project. This is a nation building project for Australia but it has impacts on small towns all the way along the line. So for a regional centre like Wangaratta to transform our railway precinct, to make it more accessible for people, to connect our health services in our town with a modern facility such as this is indeed a good day for our town.

    I think what we’ve seen today with Inland Rail, with V-Line, with the federal government, with Minister King, I want to thank Minister King and her government and her department for the way they’ve engaged with me as the Member for Indi in making sure that the work that takes place along the Inland Rail works hand in glove with the community and with community expectations. So what we’ve seen today is a reflection of that. We just saw a community choir coming and having some fun but celebrating the impact of this project on our town.

    I’m really impressed with the amount of economic development that’s happened as a result of this project. We heard today from Inland Rail some astounding statistics about the numbers of local businesses and input into this project. That has a trickle-down effect right across our community. But what we’re left with actually is a legacy, and this legacy is one where we do see, from this day forward an improvement to our town. Better parking, better disability access, better and safer access to the trains and a beautiful new precinct that connects and helps us to the main part of our city. So very, very proud and happy to be here today to celebrate this.

    JOURNALIST: This seems like a significant improvement for Wangaratta moving into the future with the projected population growth. So I suppose this is bringing services and infrastructure up to standards to meet that growth.

    HELEN HAINES: Yes, indeed. This is a growing regional city. We’ve seen net migration out of the city’s inter-country areas such as ours since COVID and we need to make sure that the infrastructure matches the population growth. What I’d like to see now of course is improved engagement, improved services when it comes to the numbers of trains available on our timetable and additional carriages for example. We’ve seen the numbers of people using the train increase with the changes in fares and I think we’re only going to see more and more growth as people come and realise what a fantastic facility this is.

    So that’s the next part of the work of course is to make sure that the services can match the facilities here, but primarily this is a project for freight, not a project for passengers, but to get both improvements is a really significant thing and a great thing for Wangaratta I think, and of course we’ve got work happening further down the railway line in Benalla and in Euroa.

    JOURNALIST: Obviously not your issue but you touched on getting more services through here, and I think a lot of people would like that.

    HELEN HAINES: Look, absolutely they would. The numbers of people who are now using the services has grown exponentially, and that’s a result of good service and affordable fares. So, we need to put all of those things together. But what we’re here today to look at is the infrastructure, and we need infrastructure projects of this magnitude in rural and regional Australia and certainly across the electorate of Indi, so I’m very pleased with the result that we’ve had here today. It’s been years in the making. Lots of relationships along the way, but I think what we’ve seen today is how when people work collaboratively in good faith with clear intent, we can get a great outcome.

    JOURNALIST: We’ve heard some ideas about maybe a brewery going up around here. Have you got any ideas what you’d like to see?

    HELEN HAINES: I just heard that for the very first time, and well, who’s going to argue with a new brewery right? But I think what this has created is a reimagining of this space. I’ve lived in this town for nearly 40 years and this area of the railway precinct is one we’ve turned our back on for a long time. But now I think I’m certainly seeing it with new eyes and clearly other people are too. I can see community usage of this space in all sorts of imaginative ways, and who knows, maybe that may include a brewery. But you know, we have the North Eastern Hotel right across the road there, and I think we’ll see usage of this space in whole new ways.

  • MIL-OSI Australia: Interview – ABC Radio Goulburn Murray

    SANDRA MOON [HOST]: It is 10.37, and you’ve no doubt seen all of the work that has been happening with the Inland Rail Project. There’s been bridge works, track duplication – even a makeover for Wangaratta’s train station is part of the Beveridge to Albury part of the project. And today, that new station is going to officially open. The Federal Minister for Transport and Regional Development, Catherine King, will be there for the formalities, and is with you now. Good morning.

    CATHERINE KING [MINISTER]: Good morning, Sandra. Lovely to be here in Wangaratta.

    SANDRA MOON: Yeah, it’s a big makeover for the Wangaratta train station.

    CATHERINE KING: I’m really looking forward to seeing it. I’ve heard lots about it. This, of course, marks the completion of the work of the first tranche of the Albury to Beveridge section of Inland Rail. Inland Rail is delivering that project on behalf of the Australian Government, and the Wangaratta precinct and the station upgrade, pedestrian underpass, disability standards for the station have been a really great part of the benefit coming to the community from Inland Rail. Not only are we delivering Inland Rail to get freight off our roads as much as we possibly can, but we’re also trying to improve the amenity as we go along the way as we build this project.

    SANDRA MOON: And so when we look at Inland Rail for residents in the northeast of the state here, what sort of difference will it make for them?

    CATHERINE KING: Well, it’s ostensibly a freight project. So, what we’re trying to do is get from Melbourne to Brisbane. First, we’re doing the section from Melbourne to Parkes to where- and then that allows us to get more freight onto rail. So that’s less trucks travelling on our roads and on our interstate routes in particular, where there’s a heavy load from our heavy vehicles, so trying to get more freight on. So really, Inland Rail delivers that, and productivity and freight.

    But as we’ve gone along the road, we’ve actually improved road access. We’ve been improving pedestrian access. In the case of Wangaratta, of course, improving the station and also bringing up its disability compliance as well, which some of these older stations have really struggled with.

    SANDRA MOON: And when it’s finished, the Government has promised that freight will get from Brisbane to Melbourne in less than 24 hours. How far off that are we?

    CATHERINE KING: Well, we did a major review when we came to government three years ago, the Schott review, to really look at what was happening with Inland Rail. It was a project that had, frankly, blown out in costs. There had been some significant problems in terms of the way in which it was being managed, so we had a lot of work to do to clean that up. We accepted all of the recommendations of the Schott review. What we’ve been concentrating on is getting the Inland Rail project built to Parkes – that opens us up to being able to get freight to the west and also into Port of Botany and into Newcastle. And we’re progressing with the work to get planning approval – we haven’t got planning approval yet – through the rest of New South Wales and then into Queensland, and then we’ll start construction once we’ve got those planning approvals in place. But we’ve had to do quite a bit of work in government to really clean this project up, and there’s some big investments that we’ll still need to make.

    SANDRA MOON: Well, it certainly is an absolutely huge project, and I’m sure that there’ll be many people in the local area that are happy to see the completion of some of these as they start to roll out.

    CATHERINE KING: It’s a really complex project. It’s over 1600 kilometres of track, which is basically the biggest infrastructure project in the country. And it is also- as I said, it’s interacting between freight and passenger route as well. And so that, again, adds to the complexities. You’ve got to keep passenger trains- you’ve got to be able to keep trains going at the same time as you’re building this really significant infrastructure project.

    SANDRA MOON: On ABC Goulburn Murray, you’re hearing from the Federal Minister for Transport and Regional Development, Catherine King, who is also the Minister for Local Government. So, while I do have you, we’ve heard a lot from state inquiries around councils really struggling to make ends meet. You referred the issue to a federal inquiry last year, and councils are expected to struggle even more when the Victorian Government’s new emergency services levy comes into force – which, of course, has been extremely controversial in this part of the world. What will the Federal Government be doing this term to help councils be even more sustainably funded?

    CATHERINE KING: Well, the first thing is, as you have quite rightly pointed out, local government is a level of government in and of its own right, and it interacts most closely with state governments, and state governments have responsibilities in relation to local government. At the federal level, we’ve had- we obviously provide millions of dollars in financial assistance grants, which recognises that there is some infrastructure and services that are beyond the capacity of councils to raise rates for in and of their own right. And the Federal Government has an interest, particularly in things like child care and aged care, in terms of those sorts of services, but also making sure that they’ve got untied money for roads.

    A while back, we also recognised that because of particularly the 2022 weather events that many councils were struggling, and post-COVID struggling with the costs of keeping up with some of those roads. So, we wanted to make a contribution to that. We’re not responsible 100 per cent for that, but what we did is we doubled the amount of Roads to Recovery, and that’ll steadily climb in our term up to $1 billion dollars. So that’s a billion dollars per year that will be distributed to councils. We received an interim report that was tabled at that House of Reps committee. They’ll, I assume, reconvene and continue with their work and provide the Parliament with a final report, and the Government will look at that and look at the recommendations of what we can implement.

    In particular, I think where the Federal Government really is looking for assistance from local government is in the delivery of the 1.2 million homes. Local government has a really significant role to play in assisting, particularly in improving the planning process to get those homes up and built as quickly as possible, and to add to the productivity of the construction sector. So, if we’re going to do things in relation to local government, it will be in relation to issues like that.

  • MIL-OSI Australia: Over $2.56 million in safety upgrades completed on Jerrara Road

    Goulburn Mulwaree Council has successfully completed over $2.56 million road safety upgrades on a 3.6 kilometre section of Jerrara Road, improving driving conditions and reducing crash risks.

    The project focused on smoothing out the road by fixing steep rises, dips, and sharp curves that made driving challenging, especially through areas with rolling hills.

    This work was funded by the Australian Government’s Black Spot Program ($1,939,062) and the NSW Government’s Regional Emergency Road Repair Fund ($624,000).

    It included shoulder improvements, creation of clear zones, installation of flexible roadside barriers, improved road geometry, curved shoulder upgrades, installation of audio edge and centre lines, and removed sight distance issues at the Jerrara Road intersection. 

    Line marking has also been improved. Together, these projects significantly improve safety and accessibility on Jerrara Road for all users.

    The Albanese and Rockliff Governments are proud to mark a historic milestone for Tasmania, with the official opening of the new Bridgewater Bridge – the largest transport infrastructure project in the state’s history.

    The $786 million project represents a significant investment in Tasmania’s future, delivering modern infrastructure that improves connectivity, enhances freight and passenger movement, and supports economic growth across the state.

    The Australian Government contributed $628.8 million to the transformative project, with the Tasmanian Government contributing the remaining $157.2 million. The new bridge has been delivered on time and on budget.

    The new four-lane bridge will deliver faster, more reliable travel times for commuters, freight operators and locals, significantly reducing bottlenecks on this key section of the highway network.

    The new bridge is the fifth to be built across the River Derwent at Bridgewater and symbolises the next chapter in the evolution of this critical transport link.

    It replaces ageing infrastructure with a state-of-the-art structure that will serve the people of Tasmania for decades to come. 

    The 1.2-kilometre-long crossing will improve safety for drivers, pedestrians and cyclists, with new interchanges, a 3-metre-wide shared path and modern safety features.

    The bridge also includes improved access for marine traffic, with a higher clearance and no lift span, reducing delays and improving efficiency for both road and river users.

    It has been designed to support growth throughout the region and has been built with a vision towards the future of the state.

    Since construction began in October 2022, the project has supported around 1000 jobs, more than 25 per cent of which were employees from the local area.   

    Thanks to targeted employment and training programs, the project has created pathways for apprentices, trainees and people new to the civil construction industry to gain real-world experience on a nationally significant construction site.

    This ensures the state’s workforce is equipped for the pipeline of future Tasmanian infrastructure projects.

    The new bridge will open to traffic from tomorrow (Monday, 2 June) with all four lanes operating at 80 km/h.

    Works across the project site will continue over coming weeks, including landscaping, construction of the new roundabout linking Old Main Road and Gunn Street, and removal of the temporary bridge and barges.

  • MIL-OSI Global: Ukraine ‘spiderweb’ drone strike fails to register at peace talks as both sides dig in for the long haul

    News of the spectacular “spiderweb” mass drone attack on Russian air bases on June 1 will have been uppermost in the minds of delegates who assembled the following day for another round of direct talks between Russia and Ukraine in Istanbul. The attack appears to have been a triumph of Ukrainian intelligence and planning that destroyed or damaged billions of pounds’ worth of Russian aircraft stationed at bases across the country, including at locations as far away as Siberia.

    Ukraine’s drone strikes, much like Russia’s intensifying air campaign, hardly signal either side’s sincere commitment to negotiations. As it turned out, little of any consequence was agreed at the brief meeting between negotiators, beyond a prisoner swap, confirming yet again that neither a ceasefire nor a peace agreement are likely anytime soon.

    But the broader context of developments on the battlefield and beyond can offer important clues about the trajectory of the war in the coming months.

    At an earlier meeting in Istanbul in May, Moscow and Kyiv agreed to draft and exchange detailed proposals for a settlement. The Ukrainian proposal restated the longstanding position of Kyiv and its western allies that concessions on the sovereignty and territorial integrity of the country are unacceptable.

    In other words, a Russian-imposed neutrality ruling out Nato membership and limiting the size of Ukraine’s armed forces is a non-starter for Kyiv. So is any international recognition of Moscow’s illegal land-grabs since 2014, including the annexation of Crimea.

    The Ukrainian proposal is for an immediate ceasefire along the frontline as “the starting point for negotiations”. Any territorial issues would be discussed “after a full and unconditional ceasefire”.

    In substance, this is very similar to the peace plan presented by the Ukrainian president, Volodymyr Zelensky in late 2022. This was received warmly by Ukraine’s main western allies, but failed to get traction with the broader international community.

    Russia’s proposals, meanwhile, are also mostly old news. Russia maintains its demands for full recognition of Russian territorial claims since 2014, Ukrainian neutrality.

    These stringent Russian demands in return for even a temporary ceasefire are hardly any more serious negotiation positions from Ukraine’s perspective than Kyiv’s proposals are likely to be to Moscow. In fact, what the Kremlin put on the table in Istanbul is more akin to surrender terms.

    Ukraine is in no mood to surrender. The spiderweb drone attack against Russia’s strategic bomber fleet is a significant boost for Ukrainian morale. But, like previous drone strikes against Moscow in June 2023, it means little in terms of signalling a sustainable Ukrainian capability that could even out Russia’s advantages in terms of manpower and equipment.

    Closer to the frontlines inside Ukraine, Kyiv’s forces also struck the power grid inside Russian-occupied parts of Zaporizhzhia and Kherson regions. This may delay any Russian plans to expand its control over the two regions. But, like the latest drone strikes inside Russia, it is at best an operation that entrenches, rather than breaks the current stalemate.

    There is no doubt that Ukraine remains under severe military pressure from Russia along most of the more than 1,000 mile frontline. The country is also still very vulnerable to Russian air attacks.

    But while Russia might continue to make incremental gains on the battlefield, a game-changing Russian offensive or a collapse of Ukrainian defences does not appear to be on the cards.

    International support

    Kyiv’s position will potentially also be strengthened by a new bill in the US senate that threatens the imposition of 500% tariffs on any countries that buy Russian resources. This would primarily affect India and China.

    These are the largest consumers of Russian oil and gas, and if New Delhi and Beijing decide that trade with the US is more important to them cheap imports from Russia, the move could cut Russia off from critical revenues and imports.

    But, given how indecisive Donald Trump has been to date when it comes to putting any real, rather than just rhetorical, pressure on Vladimir Putin, it is not clear whether the proposed senate bill will have the desired effect. The bill has support of over 80 co-sponsors from both the Republican and Democratic caucuses, meaning the senate could overturn a presidential veto. But any delay in imposing tougher sanctions will ultimately play into Putin’s hands.

    By contrast, European support for Ukraine has, if anything, increased in recent months. For example, EU leaders adopted their 17th sanctions package against Russia on May 20. A week later, Germany and Ukraine announced a new military cooperation agreement worth €5 billion (£4.2 billion).

    It still falls short of what Kyiv would require for a major shift in the balance of power on the battlefield. But for now it is enough to prevent Russia from becoming militarily so dominant that Moscow’s current settlement proposals would present the only option for at least some part of Ukraine to survive as an independent state.

    The war remains in a stalemate. Neither Moscow nor Kyiv appear to have the capacity to escalate their military efforts to the degree necessary that would force the other side to make substantial concessions.

    Both sides are playing for time in the hope that their fortunes may change. For Ukraine, this would mean more US military support coupled with more sanctions pressure on Russia, while Europe follows through on building up its own and Ukraine’s defence capabilities.

    Russia’s calculations will be different. Putin will need to keep his few remaining allies – China, Iran and North Korea – on side while trying to make a deal with Trump. This may be impossible to achieve.

    In this case, the Russian dictator’s best hope might be that Trump does not impose any serious sanctions on Russia or its trade partners, let alone lean into increasing military support for Ukraine.

    For both sides, a lot still hinges on Washington. The unpredictability of the Trump White House, much like the self-imposed restraint under Biden, not only makes it unlikely that the war in Ukraine moves beyond the current stalemate, it has become a major, and perhaps the decisive road block that enables both Moscow and Kyiv to dream of victory in a war that has become unwinnable.

  • MIL-OSI Global: How Ukraine’s drone attacks on Russian airfields could derail Russia’s war efforts

    The drone attacks by Ukrainian Operation Spider’s Web forces on Russian airfields have called into question Russia’s supposed military strength.

    Russian authorities have acknowledged damage from the June 1 attacks — an unusual admission that suggests the strikes were probably effective, given Russia’s usual pattern of downplaying or denying the success of Ukrainian operations.

    The operation’s most significant target was the Belaya air base, north of Mongolia. Belaya, like the other bases targeted, is a critical component in the Russian Air Force’s strategic strike capabilities because it houses planes capable of long-range nuclear and conventional strikes.

    It’s also in Irkutsk, approximately 4,500 kilometres from the front lines in Ukraine.

    Ukraine’s ability to successfully strike Belaya — an attempted strike at the even more distant Ukrainka air base failed — probably won’t have much of a military impact on the war. But along with successful attacks on other Russian airfields and the strike at the Kerch Bridge in Crimea, Operation Spider Web’s successes could play a strategic role in the conflict.

    These attacks could shift what has become increasingly negative media coverage and public perception about Ukraine’s chances in the war over the last year. In a war of attrition, which the conflict in Ukraine has become, establishing a belief in victory is a pre-condition for success.

    Increased pessimism

    Policymakers and pundits, instead of recognizing their expectations of a Ukrainian victory in 2023 were unrealistic, have often declared that the war is unwinnable for Ukraine.

    This perspective was even more prevalent following United States President Donald Trump’s resumption of power in January 2025. In the Oval Office spat Trump had with Ukrainian President Volodymyr Zelenskyy in late February, he declared Ukraine did not “have the cards” to defeat Russia.

    This turned out to be false. Ukraine’s army may possess significantly less military hardware and fewer soldiers than Russia’s, but war is often a continuation of politics. Politically, Russia faces several issues that could derail its war efforts.

    Russian vulnerabilities

    Russia’s military capabilities are important to Russian nationalists, who make up Russian leader Vladimir Putin’s core constituency. Russian military forces have advanced along nearly all fronts in Ukraine over the last year.

    These advances, however, have largely been insignificant. Furthermore, they have emphasized Russia’s military weakness, which is an ongoing affront to Russian nationalists.

    Not only have Russian military advances over the last year not changed the war in a strictly military sense, but the pace of advance has been incredibly slow. Over the last year, Russian forces have captured 5,107 square kilometres of Ukrainian territory. This territory represents less than one per cent of Ukraine’s pre-war territory.

    In exchange for what amounts to negligible gains, Russian armed forces have suffered significant casualties.

    Both Russia and Ukraine carefully guard the number of casualties their forces have suffered in the war. The British Ministry of Defence, however, estimates that Russia will have suffered more than a million casualties in the war by the end of this month. The Russian casualty rate is also accelerating, with an estimated 160,000 casualties in the first four months of 2025.

    Russia attempts to compensate for this battlefield devastation in two ways.

    First, it’s isolated Ukraine by manipulating Trump’s desire for political wins and business deals. Russia, in appearing to seek an end to the conflict while offering no concessions, has stoked tensions between Zelenskyy and Trump, where there was little love lost between the two to begin with.

    Second, Russia has increased its attacks on Ukrainian civilian infrastructure. Large-scale bombing does little to help Russia on the battlefield. The attacks, in fact, put its forces at a disadvantage by redirecting munitions from military targets.

    Attacks on civilians

    The attacks on civilian infrastructure, however, are more about instilling fear in the Ukrainian population and demonstrating American impotence to a Russian audience.

    Russia’s attacks on Ukrainian cities also highlight Russia’s trump card: nuclear weapons. Russia, and specifically former Russian president Dimitry Medvedev, has repeatedly threatened nuclear war in an attempt to dissuade Ukraine’s supporters.

    By bombing Ukrainian cities, albeit with conventional munitions, Russia seeks to demonstrate its ability to deploy even more destructive weapons should the situation call for it.

    These Russian military missteps, combined with a Russian economy that is structurally unsound, means that Russia’s war effort is increasingly fragile.

    Weakening Asian alliances

    Ukraine’s attack on Belaya also signals Russian weakness to its nominal allies in Asia.

    Since the start of hostilities, Russia has relied on the tacit consent of China. This support has taken the form of China purchasing Russian crude oil to maintain the Russian economy and Chinese citizens unofficially fighting for Russia.

    Belaya has been a vital element of Russia’s deterrence strategy in Asia, which has come to rely more heavily on the Russian strategic nuclear threat. The inability of Russia to protect one of its key strategic assets from a Ukrainian drone attack, combined with the weakness of Russian conventional forces in Ukraine, erodes its ability to position itself as a key ally to China.

    In fact, some Russian authorities continue to view China as a major threat.

    At the same time, Operation Spider’s Web gives hope to the Ukrainian people. It may also cause Trump — who prefers to back winners — to ponder whether it’s Putin, not Zelenskyy, who lacks the cards to win the war.

    Washington, D.C. — Today, Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, and Congresswoman Rosa DeLauro (D-CT-03), Ranking Member of the House Appropriations Committee, released updated information detailing how President Trump is freezing at least $425 billion in federal funding that Congress has promised to communities across the country.
    The updated tracker, which Senator Murray and Congresswoman DeLauro first made public in April, chronicles how President Trump and Office of Management and Budget (OMB) Director Russ Vought are brazenly violating federal laws and choking off critical investments that families, businesses, and local governments across America depend on.
    This update comes as Trump and Vought seek to ask Congress to rescind a small fraction of the funding they have been illegally blocking, and as Vought vowed over the weekend to continue illegally impounding funding. 
    In a statement, Senator Murray and Congresswoman DeLauro said: 
    “President Trump continues to block hundreds of billions of dollars that have been signed into law, and it is families, farmers, small businesses, and communities in every part of the country who are suffering the consequences. 
    “While he works to kick millions off their health care and pad his own pockets with new tax breaks for billionaires, President Trump is choking off funding to lower the cost of living for families, create good jobs, and keep our communities safe. 
    “This administration’s unprecedented assault on our nation’s spending laws is costing the American people dearly. Students have seen critical support ripped away, disaster survivors are waiting on funds to be unfrozen, and cancer patients are seeing their best hope for treatment thrown into a shredder. Communities have suddenly lost resources to protect people from disease, tackle violent crime, and address the substance use crisis. And all across America, people are losing their jobs as President Trump freezes and cancels investments in energy projects, cutting-edge scientific research, community service, and so much else.

    As the updated tracker details, President Trump has—through a variety of different means—frozen, cancelled, clawed back, illegally impounded, and slow-walked federal funding for all manner of key priorities. Among much else, this includes investments in:  
    Critical research into Alzheimer’s disease, women’s health, cancer, diabetes, and much more, throwing research already conducted into the shredder and setting back treatments and cures.
    Mental health services and support for students across the country. 
    Public safety, including COPS grants, Office of Violence Against Women grants, and programs to help victims of crime.  
    Relief for states and communities responding to and recovering from natural disasters.  
    Cutting-edge scientific research, which advances breakthrough innovation and boost economic development. 
    Farmers and local agriculture businesses, making it more expensive for hardworking people to run their farms and cutting off research they count on.  
    School lunches and food for child care institutions at the detriment of the farmers who rely on these local markets.   
    Head Start, with unacceptable funding lags leading to program closures and costly uncertainty for providers and parents alike.  
    Critical investments in transportation projects—for roads and bridges, airports, public transit, ports, and more—and energy projects across the country that are creating new, good jobs and lowering families’ monthly energy bills.

    Since the tracker was last updated, a small number of funds have begun flowing, but new funds have been frozen or cancelled, as well. The upshot remains: the president is blocking over $425 billion in enacted funding.
    About the Tracker 
    The tracker offers a snapshot-in-time look at the vast array of federal funding that should be going out the door, but that President Trump—in an unprecedented scheme—is holding up or actively fighting in court to block.   
    The tracker is not comprehensive or exhaustive—but it catalogs a wide range of investments that this administration is choking off, in many cases illegally. Compiled by the Democratic staffs of the House and Senate Appropriations Committees, the tracker details the minimum amount of federal funding the Committees believe the administration is currently freezing, cancelling, or fighting in court to block. It does not detail tens of billions of dollars in funding that President Trump has previously frozen but finally allowed to flow—and it cannot measure the incredible cost of President Trump’s illegal funding freezes to American families, businesses, and communities. Additionally, it does not capture the wide range of funding at serious risk of not going out the door because of President Trump’s unprecedented mass firings or the full range of fiscal year 2025 funding that has yet to be awarded or disbursed, but that should be flowing. 
    In some instances, there are programs and priorities listed in the tracker that courts have ordered the Trump administration to release—rebuking President Trump’s unprecedented assault on our spending laws. Funding for those programs is listed because the Trump administration is actively fighting in court to block it; any relief provided by the courts at this stage is only temporary; and because this administration has over the last several months—whether through intentional defiance or sheer incompetence—repeatedly failed to get funding to its intended recipients even when ordered by a court to do so.
    In addition to flagrantly violating our nation’s spending laws, President Trump and Russ Vought are also taking every step they can to hide what they are doing from the American people. Despite repeatedly vowing to have the “most transparent administration in history,” President Trump has led an administration that has systematically obscured its spending actions and the actions of DOGE, failed to provide responses to oversight requests from Congress, refused to answer basic questions from the press, taken down a key website that OMB is required to publicly post spending decisions on in clear defiance of the law, and failed to submit detailed plans to the Appropriations Committees showing how this administration is spending fiscal year 2025 funding, as required by law. The unprecedented lack of transparency and responsiveness makes tracking what funding is being blocked all the more difficult, and it remains the Trump administration’s responsibility to not only begin to follow our spending laws but to explain its actions to date.

  • Indian astronaut to conduct groundbreaking space research on Axiom-4 Mission

    Union Minister of State for Science & Technology and Space, Dr. Jitendra Singh on Tuesday announced that Group Captain Shubhanshu Shukla, one of India’s four selected astronauts for the Gaganyaan mission, will undertake critical scientific experiments during the Axiom-4 mission to the International Space Station (ISS). The research will focus on physical, cognitive, and physiological responses in space, including the impact of continuous electronic displays in microgravity—a key factor for future long-duration space missions.

    Dr. Singh revealed that Shukla’s experiments will also explore skeletal muscle dysfunction in space and evaluate therapeutic strategies to mitigate its effects. Additionally, Shukla will study the revival, survival, and reproduction of tardigrades, microscopic extremophiles known for their resilience in extreme conditions. These experiments aim to deepen scientific understanding of life sustainability beyond Earth.

    “It is a matter of national pride that an Indian astronaut is an active participant with defined scientific responsibilities in this international mission,” Dr. Singh said during a media interview. He highlighted that Shukla’s role underscores India’s growing prominence in global space exploration. Group Captain Prasanth Nair has been named the backup astronaut for the Axiom-4 mission.

    The minister noted that discussions on sending an Indian astronaut to the ISS were part of Prime Minister Narendra Modi’s diplomatic engagements in the United States. Since 2014, enabling policies have opened up India’s space sector, fostering private sector participation, foreign direct investment, and international collaboration. Dr. Singh credited these reforms for catalyzing India’s leadership in NewSpace initiatives and increasing public access to facilities like Sriharikota.

    Speaking on India’s Gaganyaan mission, the country’s first human spaceflight program, Dr. Singh said trial phases are underway, with a target launch in early 2027. He described such space experiments as transformative for India’s space ecosystem, paving the way for self-reliance in the sector. The minister projected that India’s space economy, currently valued at USD 8 billion, is expected to grow five-fold to USD 44 billion, aligning with the vision of Viksit Bharat @2047.

    Dr. Singh also highlighted India’s ambitions in deep ocean exploration through the Deep Ocean Mission, aimed at harnessing the country’s vast coastal resources. In the energy sector, he noted increased budgetary support for nuclear energy, with the development of Bharat Small Modular Reactors to advance India’s clean energy transition and Net Zero goals by 2070.

    On civil aviation, Dr. Singh emphasized that air travel has become more accessible under Prime Minister Modi’s leadership, with new airports and rising demand for pilots. To meet this need, CSIR-NAL has developed a two-seater trainer aircraft, and efforts are underway to scale up production of the Electric Hansa (e-Hansa) in collaboration with the private sector.

    Evry, 03 June 2025 – 05:40 p.m.: Despite all the efforts and discussions established over the last few months with major industrial players, the Company acknowledges that it has been unable to find strategic investors to finance the continuation of its business.

    At the date of publication of this press release, the Company has a gross cash position of 3.0 million euros. As a reminder, the 13.1 million euros in bank debt recorded at December 31, 2024 remain fully on the balance sheet, thanks to the deferral of repayments obtained on a month-by-month basis with the Company’s bank creditors.

    In view of its limited cash position, the Company is now forced to launch an official search for buyers in the form of a “pre-pack sale” as part of a conciliation procedure. The pre-pack sale enables potential buyers to position themselves for the acquisition of all or part of a company’s business and assets. Completion of the sale plan, once decreed by the Commercial Court, will be followed by the liquidation of the Company, involving the uncollectibility of all or part of its liabilities, notably bank debts, and will result in the delisting of its securities.

As a result, we are now looking for a buyer for the business.

    In the context of a business acquisition through a pre-pack sale, the proceeds from the sale would most probably not be sufficient to repay shareholders, who would then suffer a total loss. As one of Global Bioenergies’ largest shareholders myself, I am fully aware of the financial loss this will represent for the many existing shareholders.

    Other options, which would allow the Company to continue in its current form, remain theoretically possible, even if this pre-pack sale procedure is launched, but are now highly unlikely.”

    The deadline for submitting offers is July 9, 2025. The offers of the potential buyers will then be examined, and the buyer will be chosen by the Commercial Court of Evry. The closing could take place in September or October 2025.

    HONOLULU — Governor Josh Green, M.D., today announced the appointment of Dori Booth as Hawai‘i’s new State Fire Marshal, reviving a critical public safety position that has been vacant for nearly 46 years. The original Office of the State Fire Marshal was abolished by Act 241 of the 1978 Session Laws of Hawaiʻi, with its responsibilities devolved to the counties as of July 1, 1979.

    This appointment marks a historic return to a centralized approach to statewide fire protection — one that was strongly recommended by independent wildfire investigation reports following the devastating 2023 Maui wildfires.

    “Dori Booth steps into this role at a moment of incredible urgency — and with a mission that’s nothing short of transformative,” said Governor Green. “We are rebuilding an entire fire safety infrastructure at the state level, and Dori is at the center of it. She’ll need to navigate the complex division of responsibilities between the counties and the state, set up a new operational structure, and immediately implement top-priority reforms to protect our communities. It may sound like bureaucracy — but the goal is simple: save lives, protect property and keep Hawai‘i safe.”

    Fire Marshal Booth has familiarized herself with the wildfires investigation reports by the Fire Safety Research Institute and will be leading the charge on executing the 10 priorities identified in the Phase II report.

    “It’s an honor to step into this role at such a critical time for Hawaiʻi,” Booth said. “The lessons from the Maui wildfires are still fresh, and our responsibility is clear: We must do everything in our power to prevent future tragedies.     Booth brings more than two decades of leadership in fire safety and public service. Prior to her appointment, she served as Division Chief of Community Risk Reduction for the Sedona Fire District, and previously rose to Deputy Fire Marshal with the Phoenix Fire Department. In these roles, she led major fire prevention programs, high-risk inspections, hazardous materials response, and public safety planning for large venues and airports. A U.S. Army veteran, Booth served in Iraq, Kuwait and Afghanistan, where she specialized in civil-military operations and infrastructure stability. Her service earned her the Bronze Star Medal and Combat Action Badge.

    She holds a Master’s degree in Public Safety Leadership Administration and a Bachelor’s in Sustainable Tourism Development and Management, both from Arizona State University. Booth also serves in a national leadership role with the International Code Council, chairing the Fire Sprinkler Exam Development Committee.

    The fire marshal position was initially recreated by the 2024 Legislature in order to address the post-Maui wildfires third-party investigation reports initiated by the Department of the Attorney General, recommending a prioritized list of action items of changes to be made to improve Hawai‘i’s response to wildfires for the state and all counties. The 2024 legislation was amended in the most recent session to, among other changes, place the office of the State Fire Marshal under the Department of Law Enforcement.

    COCONUT CREEK, Fla., June 03, 2025 (GLOBE NEWSWIRE) — Willis Lease Finance Corporation (NASDAQ: WLFC) (“WLFC” or the “Company”), a leading lessor of commercial jet engines, announced today that its wholly-owned subsidiary, Willis Engine Structured Trust VIII (“WEST”), proposes to offer $524 million in aggregate principal amount of Series A Fixed Rate Notes (the “Initial Series A Notes”) and $72 million in aggregate principal amount of Series B Fixed Rate Notes (the “Initial Series B Notes” and, together with the Initial Series A Notes, the “Initial Notes”). The Notes will be secured by, among other things, WEST’s direct and indirect interests in a portfolio of 62 aircraft engines and two airframes, which WEST will acquire from WLFC or its other subsidiaries pursuant to an asset purchase agreement.

    JERUSALEM, June 3 (Xinhua) — The Israel Defense Forces (IDF) said Monday that it has expanded ground operations in the Gaza Strip over the past 24 hours.

    The move follows an order issued Sunday by IDF Chief of Staff Eyal Zamir to expand the ground offensive to additional areas in both the north and south of the enclave.

    The IDF said its troops killed militants and destroyed weapons depots and above-ground and underground infrastructure.

    In addition, since Sunday, Israeli aircraft have struck dozens of targets across the Gaza Strip, “including terrorist cells, military installations belonging to terrorist organizations in the Gaza Strip, tunnels, weapons depots and additional terrorist infrastructure,” the statement said.

    BEIJING, June 3 (Xinhua) — China recorded a total of 653.7 million inter-regional passenger trips during the three-day Dragon Boat Festival holiday, official data released by the Ministry of Transport showed Tuesday.

    This figure increased by 2.5 percent compared to the same period last year, the above-mentioned ministry noted.

    An ancient Chinese holiday known as the Duanwu Festival or Double Fifth Festival falls on the fifth day of the fifth month of the Chinese lunar calendar. This year, the holiday was celebrated on Saturday, May 31. In China, May 31, June 1 and June 2 have been declared official holidays.

    The volume of automobile passenger transport accounted for a large share of the total volume of public transport trips, reaching 597.32 million person-times.

    Passenger traffic on railways amounted to 48.03 million person-times, on water transport – 2.73 million person-times.

         Inscribed on the United Nations Educational, Scientific and Cultural Organization’s Representative List of the Intangible Cultural Heritage of Humanity in 2016, the “24 solar terms” of the Chinese calendar reflect the change of seasons and meteorological patterns. Following the “24 Solar Terms – Spring” special stamps and “24 Solar Terms – Summer” special stamps issued in 2020 and 2023 respectively, Hongkong Post will issue special stamps themed on “24 Solar Terms – Autumn”, featuring six solar terms of autumn, namely “Autumn Commences”, “End of Heat”, “White Dew”, “Autumnal Equinox”, “Cold Dew” and “Frost”.

    The report comes at a time of profound geopolitical uncertainty. With challenges stretching from the Eastern land borders to Africa, and new tactics used to challenge Europe’s unity, Frontex’s role has never been more vital: offering accurate, timely intelligence that empowers Member States to foresee crises, not just react to them.

    In a world of shifting challenges, trustworthy information is Europe’s essential protection,” said Frontex Executive Director Hans Leijtens. “This report is about readiness. It helps EU Member States prepare, plan and act together.

  • MIL-OSI Asia-Pac: BSMI Publishes SAF National Standards and Enforces Inspection to Ensure Quality and Promote Carbon Reduction

    In response to global climate change, countries worldwide are actively implementing carbon reduction policies. Within the aviation sector, the adoption of Sustainable Aviation Fuel (SAF) has become a key strategy in advancing low-carbon transportation. To align with national aviation policies and meet the growing demand for SAF, the Bureau of Standards, Metrology and Inspection (BSMI) has established national standards for SAF and requires that SAF be subject to mandatory inspection. These measures ensures compliance with quality specifications and contribute to the aviation industry’s efforts to achieve net-zero carbon emissions.

    According to the BSMI, the Executive Yuan has designated SAF as a key initiative under Taiwan’s national carbon reduction policies. In alignment with the policies implementation timeline, BSMI has adopted relevant international standards-ASTM D7566 and ASTM D1655-as the reference for establishing and revising the national standards CNS 16221 “Aviation Turbine Fuel Containing Synthesized Hydrocarbons” and CNS 2558 “Aviation Turbine Fuel.” These standards define the quality requirements-such as total sulfur content, distillation characteristics, copper strip corrosion, and thermal stability-as well as the corresponding test methods for SAF produced through various processes, serving as regulatory guidance for the domestic aviation fuel manufacturing industry.

    BSMI further stated that SAF is primarily produced from non-petroleum-based feedstocks, such as used waste cooking oil. Compared to conventional petroleum-derived aviation fuels, SAF offers significant carbon reduction benefits. The Ministry of Transportation and Communications has set a target for SAF to account for 5% of total aviation fuel consumption by 2030. In addition to advancing carbon reduction goals, ensuring fuel quality is critical. To this end, BSMI has included SAF within the scope of mandatory inspection. All SAF products-whether imported or domestically produced-must comply with national standards CNS 16221 or CNS 2558. This measure ensures that all SAF supplied within the aviation fuel supply chain meets national regulatory requirements.

These locally driven requests — totaling $42,207,012.13 — focus on rebuilding aging roads and bridges, strengthening public safety and law enforcement response, expanding water access during extreme weather, and addressing other urgent community needs.

    “Today, Canada’s First Ministers met in Saskatoon, Saskatchewan, to build a stronger, more competitive, and more resilient Canadian economy. This marks the first time that a First Ministers’ Meeting has taken place in Saskatchewan in over 40 years.

    “First Ministers expressed their deep concern regarding the wildfire situations across Canada, including in Manitoba, Saskatchewan, and Alberta, and pledged to continue to provide assistance and support to impacted provinces, territories, and Indigenous communities.

    “First Ministers discussed the federal government’s plan to remove trade barriers and advance major projects of national interest, including by tabling their One Canadian Economy legislation, so Canada can be stronger at home and abroad.

    “First Ministers agreed to work together to accelerate major projects in support of building a strong, resilient, and united Canada. As a first step, First Ministers discussed projects of national interest which fit the following criteria, subject to consultation with Indigenous Peoples whose rights may be affected:

    • Strengthen Canada’s autonomy, resilience, and security.
    • Offer undeniable benefits to Canada and support economic growth.
    • Have a high likelihood of successful execution.
    • Are a high priority for Indigenous leaders.
    • Have clean growth potential, such as the use of clean technologies and sustainable practices.

    “First Ministers also agreed to continue the discussion on projects of national interest, working with provincial and territorial governments.

    “This is a first step in implementing a broader set of reforms to overhaul the project assessment process. A significantly improved, streamlined project assessment process is necessary for Canada to grow its economy to become the strongest in the G7 and a global energy superpower.

    “First Ministers are committed to immediately begin to address project approval and permitting efficiency and timelines for all projects. Premiers welcomed the Prime Minister’s commitment to ensuring all federal assessment decisions are rendered within two years, beginning with projects of national interest. First Ministers also agreed to work toward efficiently and effectively implementing ‘one project, one review’ with the goal of a single assessment for all projects, in a manner that respects federal, provincial, and territorial jurisdiction, enhancing co-ordination activities on permitting and eliminating duplication. This will help kickstart economic growth and ensure that projects get built in a timely manner. First Ministers pledged to fulfil the Crown’s duty to consult with Indigenous Peoples and discussed ways to strengthen Indigenous ownership and partnerships to provide Indigenous communities with generational economic opportunities.

    “Nation-building infrastructure and corridors, such as highways, railways, ports, airports, pipelines, nuclear projects, clean and conventional energy projects, and electricity transmission systems, are crucial for driving Canadian productivity growth, energy security, and economic competitiveness. First Ministers agreed that Canada must work urgently to get Canadian natural resources and commodities to domestic and international markets, such as critical minerals and decarbonized Canadian oil and gas by pipelines, supported by the private sector, that provide access to diversified global markets, including Asia and Europe. First Ministers also agreed to build cleaner and more affordable electricity systems to reduce emissions and increase reliability toward achieving net zero by 2050. In order to generate economic and social benefits, this work must be done by bringing together the right conditions, including Indigenous equity and participation, and deferring to provincial and territorial environmental assessments, where applicable.

    “First Ministers also discussed needed investments in dual-use infrastructure in Northern and Arctic communities that will address Canada’s Arctic sovereignty and security goals, meet local community needs, advance national energy independence, and unlock the North’s economic potential. Indigenous equity and participation will be pivotal to the success of these projects. Premiers acknowledged the federal commitment to move quickly to improve Canada’s defence capabilities and meet international spending targets.

    “Through recent federal, provincial, and territorial efforts and actions led by the Committee on Internal Trade and the Forum of Labour Market Ministers, significant progress has been made toward removing internal trade barriers and further facilitating the movement of goods, services, and workers across the country. Recognizing there is more work to do, First Ministers committed to unlock multilateral, economy-wide mutual recognition and labour mobility, while respecting Québec’s specificity. First Ministers directed the Committee on Internal Trade to rapidly conclude a comprehensive Mutual Recognition Agreement covering consumer goods, in alignment with the Committee on Internal Trade discussions, with implementation by December 2025. In addition, they directed their Ministers of Transport to work together to rapidly expand the trucking pilot. They also agreed to a 30-day service standard for pan-Canadian credential recognition.

    “First Ministers also stressed the importance of creating a new economic and security relationship with the United States to remove the unjustified American tariffs – including longstanding unjustified duties on softwood lumber – and create a more stable and predictable trade environment. They underscored they all have a role to play to achieve this.

    “The federal government committed to working urgently to remove Chinese tariffs on Canadian agriculture and seafood products. First Ministers emphasized the critical importance of regular and ongoing engagement with China at the highest level to improve the overall trade relationship. In the face of ongoing tariffs, they also discussed opportunities to diversify trade and broaden market access for Canadian exporters.

    “First Ministers emphasized the importance of joint efforts to maintain safe and secure communities, including by enhancing the criminal justice system through meaningful and urgent bail and sentencing reforms supporting law enforcement, addressing delays in the criminal justice process, and reviewing risk assessment for sentencing and release of repeat sex offenders and individuals charged with intimate partner violence and gender-based violence crimes. First Ministers recognized the devastating impact the toxic illegal drug supply is having on Canadian communities and committed to dismantling the illicit drug trade, including fentanyl and its precursors. First Ministers directed federal-provincial-territorial Attorneys General and Ministers of Justice and Public Safety to bring forward an action plan to promote safe and vibrant communities for consideration at a future meeting.

    “First Ministers agreed to continue to work collaboratively and address the priorities of all Canadians in every region of the country. To that end, they will meet regularly to drive action on shared priorities vital to Canada’s security and economic resilience.”

    NEWARK, N.J. – Following United States Department of Transportation (USDOT) Secretary Sean Duffy’s visit to Newark Liberty International Airport (EWR), Senator Cory Booker (D-NJ) issued the following statement:

    “This afternoon, Secretary Duffy visited EWR and highlighted the Port Authority of New York & New Jersey’s reopening of one of EWR’s major runways 13 days ahead of schedule, marking the completion of a $121 million infrastructure upgrade. I applaud the Port Authority of New York & New Jersey for their work to get this rehabilitation completed ahead of schedule. This is an important first step toward helping alleviate and streamline air traffic. However, EWR requires comprehensive federal investments to properly address the needs of New Jersey’s travelers, boost resources to support and train our region’s air traffic controllers, and maintain the airport’s operational integrity. This means emergency supplemental funding for the FAA’s Air Traffic Organization (ATO) to properly modernize air traffic control infrastructure at airports nationwide, including at least $2 billion to replace the aging copper wire infrastructure and radar communication technology that Newark Liberty International Airport relies on. The ongoing situation in Newark requires earnest and continued collaboration across all levels of government, and I’m a willing partner. I’m hopeful that the Department of Transportation will continue to work with me and my colleagues in Congress on this issue to bolster one of our nation’s busiest airports–– one that tens of thousands of New Jerseyans rely on every day,” said Booker.

    On May 6, 2025, Senator Booker penned an urgent letter to Secretary Duffy asking the United States Department of Transportation to take steps to immediately address regional air traffic controller staffing shortages and detail all steps the agency is taking to remedy Newark Liberty International Airport’s reported telecommunication failures.
