    TIANJIN, May 23 (Xinhua) — The northern Chinese city of Tianjin, which will host the next summit of the Shanghai Cooperation Organization (SCO) this fall, has published a guide to standardize the English translation of identification signs in public places.

    The document was recently released by the Foreign Affairs Office of the Tianjin Municipal People’s Government. The move is aimed at improving the translation quality of signs in public places and improving the city’s language environment for foreigners.

    As part of the work to compile the guide, a team led by Zhou Wei, vice dean of the School of Advanced Translation at Tianjin Foreign Studies University, conducted research in public places such as the airport, subway, hotels, and train stations, finding many errors in translations from Chinese to English.

    According to experts, as the number of foreigners visiting Tianjin increases, everything from foreign-language signs and markers in public places to language services related to cultural and tourism consumption directly affects foreigners’ perception of Tianjin.

    “We also used artificial intelligence (AI) and big data technologies to develop a translation verification system and a multilingual service platform, which have greatly improved the translation efficiency and quality,” Zhou Wei said.

    According to her, this AI system can provide several translation options, compare their pros and cons, and give professional recommendations.

    As Luan Jianzhang, Director of the Foreign Affairs Office of the Tianjin Municipal People’s Government, noted, promoting the creation of a language environment oriented toward foreigners can better showcase Tianjin’s image as an open, inclusive, internationalized and modern city to the outside world. -0-

    URUMQI, May 23 (Xinhua) — The number of foreign passengers arriving in China via Tianshan Airport in Urumqi, capital of northwest China’s Xinjiang Uygur Autonomous Region, has increased significantly since early May, according to the Urumqi Border Checkpoint.

    According to statistics, from May 1 to 21, the total number of Chinese border crossings in both directions through the checkpoint at Tianshan Airport was 61,530 people-times, 749 international flights were processed, which is 82.7 percent and 134.7 percent more compared to the same period last year, respectively. The incoming foreign passenger flow of the airport during the reporting period increased by 75.7 percent year-on-year and exceeded 8,900 people-times, accounting for about 14.47 percent of the country’s total. Broken down by country, the largest share was among citizens of Kazakhstan, Uzbekistan, Russia, Tajikistan and other countries.

    Urumqi Tianshan Airport is the closest airport to the countries of Central and East Asia and Europe that have joined the Belt and Road Initiative, with 24-hour service. It is a key transportation hub in northwest China, ensuring smooth international traffic. -0-

    Trade deals with India, US and the EU that have seen tariffs on key industries slashed are set to help drive growth in Greater Manchester.

    Trade deals with India, US and the EU that have seen tariffs on key industries slashed are set to help drive growth in Greater Manchester. 
      
    Reductions in tariffs on automobile exports have provided security for 15,000 workers.   

    Opens up the region to greater investment to grow the economy, raise living standards and put more money into working people’s pockets – priorities of our Plan for Change. 

    Prime Minister Keir Starmer said: 

    The trade deals that we have closed delivers stability for the automotive sector in the region that employs 15,000 workers.

    It also will create opportunities for more seamless trade, attracting inward investment that will grow the local economy and make a difference to people’s lives.  

    These changes will be felt everywhere, whether it’s lower food prices at the checkout, more choice for consumers and higher living standards that will improve livelihoods across Greater Manchester.

    32,962 people employed in agriculture across the North West will also benefit from our trade deal with the EU. It will reduce checks and red tape, meaning produce grown and farmed in the region has easy access to the UK’s biggest trading partner. 

    British steel exports are also protected from new rules and restrictive tariffs from the EU, supporting 4,300 people working in the steel industry across the North West. 

    The Prime Minister will tell the English Mayors and the Leaders from the Devolved Governments at a meeting of the Council of Nations and Regions in London today (Friday 23 May) that his trade deals with India, the United States and the EU will deliver economic growth that will improve people’s lives at home.   

    He will challenge those in attendance to drive economic growth in their local areas to deliver for working people.   

    Business and Trade Secretary Jonathan Reynolds said:

    The three landmark deals secured this month with the US, India, and the EU have shown this government is serious about striking the deals that our businesses want and need. 

    We are delivering billions for the UK economy and wages every year as part of our Plan for Change. For businesses in Manchester, these deals will mean stability and jobs protected as they seize new opportunities to sell to some of our biggest trading partners.

    India is a significant marker for the Northwest where over 900 business exported goods worth £412 million last year. 

    Home to iconic car companies such as Jaguar Land Rover and Bentley, this sector will benefit from measures that reduce automative tariffs from over 100% to 10% under a quota.

    This is in addition to the region welcoming investment from businesses in India with IndiGo, India’s biggest airline carrier choosing Manchester as its first ever European destination.

    The three trade deals that we have struck in three weeks will benefit manufacturing that employs nearly 10% of all people in West Yorkshire.  

    Reducing India’s tariffs on machinery, slashing tariffs on car exports in both deals and our agreement with the US to remove the 25% tariff on steel provides stability for the biggest employers in the region like Hitachi, Bombardier and Siemens.  

    This means greater job security for workers, stronger economic growth to create more jobs and higher living standards across West Yorkshire.

    Under the Free Trade Deal that was concluded, India has agreed to reduce tariffs on products including machinery, enhancing the region’s renowned engineering sector.  

     Based on 2022 trade alone, India will cut tariffs worth over £400 million when the deal comes into force, which will more than double to around £900 million after 10 years.    

    Formed in 1824, Group Rhodes designs and manufactures advanced metal, heavy ceramic and composite forming machinery.

    In the same week, we negotiated the first of its kind agreement with the US that will reduce tariffs on UK car exports and remove tariffs on steel, protecting two key industries in the region that employ thousands of people.  

    The US deal also contains provisions to streamline custom rules on textiles and clothes made in West Yorkshire, making it easier for small and medium sized businesses to enter the US market.

    The Government today (May 23) announced the reappointment of  Mr Philip Chen Nan-lok, Mr Laurence Li Lu-jen, SC, and Dr Lo Wai-kwok as members of the Airport Authority Hong Kong (AA) for a term of three years with effect from June 1, 2025. 

     Under the Airport Authority Ordinance, the Chairman and members of the AA are appointed by the Chief Executive. The appointments will be published in the Government Gazette on May 30.

    FBI Cleveland is advising the public to be ‘air aware’ and understand the general safety precautions ahead of the busy holiday travel season.

    Being safe when traveling by air

    Sexual assault aboard aircraft—which usually takes the form of unwanted touching—is a federal offense and a felony that can land offenders in prison. Typically, men are the perpetrators, and women and unaccompanied minors are the victims. The FBI has seen every combination of victim and perpetrator.

    “Perpetrators look for easy opportunities to violate the space and trust of their victim. With the increased number of travelers during the holiday season, so are the number of people with nefarious intent,” said FBI Cleveland Special Agent in Charge Greg Nelsen. “That is why we stress that travelers remain air aware, especially when it is easy to become distracted with our devices while in an airport or in-flight.”

    Crimes aboard aircraft fall within the FBI’s jurisdiction, and in the case of in-flight sexual assaults, agents describe elements of these crimes as being strikingly similar. The attacks generally occur on long-haul flights when the cabin is dark. The victims are usually in middle or window seats, sleeping, and covered with a blanket or jacket. They report waking up to their seatmate’s hands inside their clothing or undergarments.

    Compared with a typical year, just a few years ago, the FBI saw a tenfold spike in reported complaints to the Federal Aviation Administration (FAA) regarding unruly and dangerous passenger behavior on airplanes.

    That number continues to grow.

    While no two incidents are the same, the information below will identify common patterns of sexual offenders onboard aircraft.

    Offenders

    The Centers for Disease Control and Prevention (CDC) indicates most perpetrators of sexual violence are known to the victim. However, sexual assaults on airplanes stand out because the victims usually do not know their assailants.

    Generally, sexual crimes are committed by males, and the same holds true when they happen on airplanes. Most often, an assailant sits immediately next to the victim and takes advantage of this proximity. Victims likely sit in a middle or window seat, with the offender closer to or on the aisle, effectively barricading her so she will have to walk past the perpetrator to get out.

    Sexual assaults onboard aircraft follow a predictable pattern that can be routine for experienced offenders. Because flights only last a few hours, assailants undertake a truncated grooming process to draw targets closer for control and exploitation. Grooming involves six steps to perpetrate sexual violence.

    1. Identifying the victim
    2. Gaining trust
    3. Filling a need
    4. Isolating
    5. Initiating sexual contact
    6. Maintaining control

    Though grooming is most frequently applied in the context of targeting minors, the methodology is useful for understanding techniques employed by sexual perpetrators on aircraft for victims of any age.

    Sexual offenders follow the same patterns in the air as they do on the ground but with a shortened timeline.

    In-flight sexual assaults follow a predictable but unfortunate routine, from victim identification to incident. Even if they have never been formally prosecuted, offenders with the boldness to attempt such crimes in a confined space, surrounded by witnesses, and in which they have only a few hours to act have a lot of experience avoiding arrest. Luckily, investigators familiar with this pattern and willing to look into reported incidents can find the information needed to apprehend offenders and protect victims.

    Staying Safe While Flying

    Share these tips with traveling family and friends to ensure they are less susceptible to in-flight sexual assaults.

    • Do not mix medications (even over the counter) with alcohol. These substances can induce deep sleep or affect users in unexpected ways, especially at a high altitude.
    • Dress for comfort, rather than style. Tight clothing can make it easier for sexual predators to access sensitive areas.
    • Flight attendants are there to help. If you do not feel comfortable, ring the call light or get up and ask for assistance or to be reseated.
    • If someone is being inappropriate, politely ask them to stop. It will scare off potential attackers by showing you are aware of their actions. As a worst-case scenario, a regular passenger will give you more space.
    • Trust your gut. Offenders will often test their victims, sometimes pretending to brush against them to see how they react or if they wake up. If such behavior occurs, reprimand the person immediately, and consider asking to be moved to another seat.
    • If your seatmate is a stranger, no matter how polite he or she may seem, keep the armrest between you down.
    • If you are arranging for a child to fly unaccompanied, try to reserve an aisle seat so flight attendants can keep a closer watch on them. Victims have been as young as eight years old.

    If an incident happens, report it immediately to the flight crew and ask that they record the attacker’s identity and report the incident. Flight attendants and captains represent authority on the plane, and they can alert law enforcement, and sometimes deal with the problem in the air. The flight crew can also put the offender on notice, which might prevent further problems.

    If you think you are a victim of sexual assault aboard an aircraft, report the incident to your flight crew and to the FBI at tips.fbi.gov or 1-800-CALL-FBI, or contact your local FBI office.

    If alerted in advance, FBI agents can be on hand when the plane lands to conduct interviews and take subjects into custody. FBI victim specialists can respond as well because victims of federal crimes are entitled by law to a variety of services.

  • MIL-OSI Security: Sacramento Man Pleads Guilty to Sexual Assault of Fellow Passenger Aboard International Flight to San Francisco

    SAN FRANCISCO – Rajesh Kumar Kapoor, 57, of Sacramento, pleaded guilty on Dec. 19, 2024, to sexual assault of another passenger aboard an aircraft bound for San Francisco.

    Defendant was indicted on Mar. 13, 2024.  The indictment alleged that, while on a flight from the Republic of Korea to San Francisco on Jan. 16, 2024, Kapoor touched the victim’s breasts and inner thigh without permission.

    In connection with pleading guilty, Kapoor admitted that he intentionally touched the victim’s inner thigh without the victim’s permission and with the intent to harass her. Kapoor pleaded guilty, with no plea agreement from the government, to abusive sexual contact in violation of 18 U.S.C. § 2244(b).

    “Sexual assault has no place in our society, not on the ground and not in the skies.  Airline passengers should not have to fear sexual assault while traveling.  These assaults are federal crimes, and I urge the public to report them to law enforcement so they can be investigated and prosecuted,” said United States Attorney Ismail J. Ramsey.

    “Sexual misconduct on an aircraft is a serious violation of federal law and public trust,” said Federal Bureau of Investigation (FBI) Special Agent in Charge Robert K. Tripp. “Everyone has the right to feel safe while traveling. The FBI will continue working with our partners to ensure justice for victims of such outrageous criminal behavior.”

    Kapoor’s sentencing is scheduled for Mar. 27, 2025, before the Honorable Edward M. Chen, Senior U.S. District Judge.  He faces a statutory maximum of two years in prison and a $250,000 fine.  Any sentence will be imposed by the court only after consideration of the U.S. Sentencing Guidelines and the federal statute governing the imposition of a sentence, 18 U.S.C. § 3553.

    Special Assistant United States Attorney Matthew Chou and Assistant United States Attorney Nicholas M. Parker are prosecuting this case with the assistance of Claudia Hyslop, Marina Ponomarchuk, Andy Ding, and Tina Rosenbaum.  The prosecution is the result of an investigation by the FBI, with assistance from U.S. Customs and Border Protection and the San Francisco Police Department Airport Bureau.

    Jetflicks Generated Millions in Revenue at Expense of Television Program Copyright Owners

    LAS VEGAS – A federal jury in Las Vegas convicted five men this week for their roles in running one of the largest unauthorized streaming services in the United States, which generated millions of dollars in subscription revenue while causing substantial harm to television program copyright owners.

    According to court documents and evidence presented at trial, beginning as early as 2007, Kristopher Dallmann, Douglas Courson, Felipe Garcia, Jared Jaurequi, and Peter Huber operated an online, subscription-based streaming service known as Jetflicks. The Jetflicks group used sophisticated computer scripts and software to scour pirate websites for illegal copies of television episodes, which they then downloaded and hosted on Jetflicks servers. The group reproduced hundreds of thousands of copyrighted television episodes without authorization, amassing a catalog larger than the combined catalogues of Netflix, Hulu, Vudu, and Amazon Prime. Dallmann and his co-conspirators made millions of dollars streaming and distributing this catalogue of stolen content to tens of thousands of paid subscribers.

    “The defendants operated Jetflicks, an illicit streaming service they used to distribute hundreds of thousands of stolen television episodes,” said Principal Deputy Assistant Attorney General Nicole M. Argentieri, head of the Justice Department’s Criminal Division. “Their scheme generated millions of dollars in criminal profits, while causing copyright owners to lose out. These convictions underscore the Criminal Division’s commitment to protecting intellectual property rights by prosecuting digital piracy schemes and bringing offenders to justice.”

    “The defendants conspired to operate an online streaming service that unlawfully reproduced and distributed thousands of copyrighted television programs for their own personal gain,” said U.S. Attorney Jason M. Frierson for the District of Nevada. “This case is another example of our steadfast commitment to combat intellectual property theft and to hold accountable those who violate intellectual property rights laws.”

    “The defendants ran a platform that automated the theft of TV shows and distributed the stolen content to subscribers,” said Assistant Director in Charge David Sundberg of the FBI Washington Field Office. “When complaints from copyright holders and problems with payment service providers threatened to topple the illicit multimillion-dollar enterprise, the defendants tried to disguise Jetflicks as an aviation entertainment company. Digital piracy is not a victimless crime. As these convictions demonstrate, the FBI will indeed investigate those who illegally profit from the creative works of others.”

    The jury convicted Dallman, Courson, Garcia, Jaurequi, and Huber of conspiracy to commit criminal copyright infringement. The jury also convicted Dallmann of two counts of money laundering by concealment and three counts of misdemeanor criminal copyright infringement. Courson, Garcia, Jaurequi, and Huber each face a maximum penalty of five years in prison, and Dallmann faces a maximum penalty of 48 years in prison. A sentencing date has not yet been set. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    The FBI Washington Field Office investigated the case, with assistance from the FBI Las Vegas Field Office.

    Trial Attorneys Michael Christin, Christopher Merriam, and Matthew Lamberti of the Criminal Division’s Computer Crime and Intellectual Property Section (CCIPS) and Assistant U.S. Attorneys Jessica Oliva and Edward Veronda for the District of Nevada are prosecuting the case, with assistance from the CCIPS Paralegal Edie Britman.

  • MIL-OSI Security: Arkansas Man Sentenced to 14 Years in Prison for Traveling to Phoenix to Meet Minor for Sex

    PHOENIX, Ariz. – Andrew Lee Butler, 49, of Arkansas, was sentenced last week to 14 years in prison after a jury found him guilty on March 15, 2024, on two charges: Attempted Coercion and Enticement of a Minor and Interstate Travel to Meet a Minor for Sex.

    Butler was arrested on December 8, 2022, at Phoenix Sky Harbor International Airport after he communicated with an undercover FBI special agent’s account on a social media platform that he believed belonged to a 13-year-old girl. During the 38 days of daily chats between Butler and the FBI special agent who posed as the girl, Butler quickly raised the idea of having sex with the girl and planned travel to Phoenix to be with her for a weekend in December 2022. Butler believed the girl’s grandmother would be her caretaker for the weekend and that her mother was out of town. He encouraged the girl to talk with a friend of his who he claimed had been sexually active with older men and who had avoided detection. Butler reserved a hotel room, a car, and planned to pick the girl up after school. Butler encouraged her to talk to her mother about getting the HPV vaccination prior to his arrival as she needed parental approval to get it since she was under age 16.

    Butler’s phone revealed that he had done an internet search for statutory rape laws in Arizona. When Butler was arrested at the airport, he was found in possession of eight sex devices, an emergency contraceptive pill, condoms, and shower gel and a sponge in the girl’s favorite color.

    The Federal Bureau of Investigation conducted the investigation in this case. Assistant U.S. Attorneys Gayle Helart and Jennifer Corbet, District of Arizona, Phoenix, AZ, handled the prosecution.

  • MIL-OSI Security: Northern California Man Arrested for Allegedly Flying Drone Over and Photographing Vandenberg Space Force Base

    LOS ANGELES – A Northern California man has been arrested on a federal criminal complaint for allegedly flying a drone over and taking photographs of Vandenberg Space Force Base, the Justice Department announced today. 

    Yinpiao Zhou, 39, of Brentwood, is charged with failure to register an aircraft not providing transportation and violation of national defense airspace.

    Zhou was arrested Monday at San Francisco International Airport prior to boarding a China-bound flight and made his initial appearance Tuesday in United States District Court in San Francisco.

    Zhou remains in federal custody pending prosecutors’ appeal of a federal magistrate judge’s decision to release him. No plea was taken and his arraignment is expected to be scheduled in U.S. District Court in Los Angeles in the coming weeks.

    “This defendant allegedly flew a drone over a military base and took photos of the base’s layout, which is against the law,” said United States Attorney Martin Estrada. “The security of our nation is of paramount importance and my office will continue to promote the safety of our nation’s military personnel and facilities.”

    According to an affidavit filed on December 8 with the complaint, on November 30, 2024, drone detection systems at Vandenberg Space Force Base in Santa Barbara County detected a drone flying over the base. The drone systems detected that the drone flew for nearly one hour, traveled to an altitude of almost one mile above ground level, and originated from Ocean Park, a public area next to the base. Base security personnel went to the park, spoke to Zhou and another person accompanying him, and learned that Zhou had a drone concealed in his jacket – the same one that flew over the base. 

    Agents later searched Zhou’s drone pursuant to a federal search warrant and saw several photographs of Vandenberg Space Force Base taken from an aerial viewpoint. A search of Zhou’s cellphone showed Zhou conducted a Google search approximately one month earlier for the phrase “Vandenberg Space Force Base Drone Rules” and messaged with another person about hacking his drone to allow it to fly higher than it could otherwise.

    Zhou is a Chinese citizen and lawful permanent resident of the United States, most recently returning to the United States from China in February 2024. The person accompanying Zhou at Ocean Park most recently entered the United States from China on November 26.

    A complaint contains allegations that a defendant has committed a crime. Every defendant is presumed to be innocent until and unless proven guilty in court.

    If convicted, the defendant would face a statutory maximum sentence of four years in federal prison.

    The FBI is investigating this matter.

    Defendant Yohanan Eligoola Also Attempted to Sell Surface-to-Air Missiles to People He Believed Were Acting on Behalf of the Cartel

    Damian Williams, the United States Attorney for the Southern District of New York, and Spencer L. Evans, the Special Agent in Charge of the Las Vegas Field Office of the Federal Bureau of Investigation (“FBI”), announced the arrest of YOHANAN ELIGOOLA and DAVID ELIGOOLA in connection with a conspiracy to launder money that the defendants believed to be narcotics proceeds.  The individuals who purported to be operatives of a narcotics cartel were in fact undercover law enforcement officers (the “Undercover Agents”), and YOHANAN ELIGOOLA also attempted to sell those individuals various weapons, including surface-to-air missiles.  YOHANAN ELIGOOLA was arrested on April 15, 2024, in New York, New York, and presented yesterday before U.S. Magistrate Judge Katharine H. Parker in the Southern District of New York.  DAVID ELIGOOLA was arrested yesterday in Miami, Florida, and presented before a U.S. Magistrate Judge in the Southern District of Florida.

    U.S. Attorney Damian Williams said: “As alleged, Yohanan Eligoola worked with individuals he believed to be representing a drug cartel to launder hundreds of thousands of dollars and to sell them deadly weapons, including surface-to-air missiles.  Unbeknownst to him, those cartel members were in fact undercover FBI agents.  Our law enforcement partners and the career prosecutors of this Office work relentlessly to disrupt dangerous criminal activity.”

    FBI Special Agent in Charge Spencer L. Evans said: “FBI Las Vegas would like to thank our partners at the SDNY U.S. Attorney’s Office, FBI New York, and FBI Miami for their diligent work leading to these arrests.  We are committed to working collaboratively and utilizing our partnerships to combat organized crime groups to stem the illegal flow of weapons that endangers U.S. national security.”

    As alleged in the Complaints:[1]

    The Undercover Agents represented to YOHANAN ELIGOOLA that they worked for a drug cartel, and YOHANAN ELIGOOLA arranged to launder their narcotics proceeds.  Over the course of 2023, YOHANAN ELIGOOLA, DAVID ELIGOOLA — YOHANAN ELIGOOLA’s son — or their co-conspirators received large quantities of cash from the Undercover Agents on five separate occasions.  In total, they received more than $500,000 in cash, and returned all of it — minus their fee — back to the Undercover Agents in the form of laundered cryptocurrency and bank wires.

    YOHANAN ELIGOOLA informed the Undercover Agents that he could launder up to $1 million in cash per day on behalf of the cartel and that “the bank will never ask you a question” when YOHANAN ELIGOOLA transferred the laundered funds back to them.

    Before he had received any money from the Undercover Agents, YOHANAN ELIGOOLA asked one of them if the money was “from drugs.”  The Undercover Agents told him that it was and that they were “dealing with Colombians.”

    YOHANAN ELIGOOLA also offered to sell the Undercover Agents various munitions and bragged that he controlled a large fraction of the defense industry in a particular country.  YOHANAN ELIGOOLA further claimed that he marked up munitions he sold by approximately 500% because they were “black market.”  The Undercover Agents informed YOHANAN ELIGOOLA that they “have issues with aircraft,” referred to “the fucking helicopters,” and asked for “stingers.”  Because the Undercover Agents represented that they worked for a drug cartel, the Undercover Agents meant that government helicopters had been interdicting the operations of the cartel, and the Undercover Agents wanted Stinger missiles — which are man-portable surface-to-air missile systems that are effective in shooting down helicopters — in order to shoot down those helicopters. 

    YOHANAN ELIGOOLA asked the Undercover Agents to send him a list of the type of munitions they wanted to purchase and offered to let the Undercover Agents visit him in other countries to see the munitions firsthand.

    The Undercover Agents subsequently requested a number of weapons, including rifles, grenades, rocket-propelled grenades, anti-tank weapons, suicide drones, and Stinger missiles.  YOHANAN ELIGOOLA responded that he could provide most of those weapons and listed the prices he would charge.  As to the Stinger missiles, YOHANAN ELIGOOLA offered FN-6 and FN-16 man-portable surface-to-air missile systems as alternatives.

    On April 15, 2024, the Undercover Agents met with YOHANAN ELIGOOLA at a restaurant in New York, New York, in order to make a down payment on the surface-to-air missiles.  The Undercover Agents provided YOHANAN ELIGOOLA with $690,000 in cash as a down payment for approximately eight such missiles.  YOHANAN ELIGOOLA was then arrested by the FBI.

    YOHANAN ELIGOOLA, 58, of the nation of Georgia, and DAVID ELIGOOLA, 34, of Hallandale Beach, Florida, are each charged with conspiracy to launder money, which carries a maximum sentence of 20 years in prison. 

    The maximum potential sentence is prescribed by Congress and is provided here for informational purposes only, as any sentencing of the defendants will be determined by a judge.

    The case is being prosecuted by the Office’s Complex Frauds and Cybercrime Unit.  Assistant U.S. Attorneys Micah Fergenson and Kevin Mead are in charge of the prosecution.

    The charges contained in the Complaints are merely accusations, and the defendants are presumed innocent unless and until proven guilty.

  • MIL-OSI Security: Columbus Woman Sentenced to More Than 23 Years in Prison for Kidnapping Infant Twins

    COLUMBUS, Ohio – A Columbus woman was sentenced in U.S. District Court today to 280 months in prison for two counts of kidnapping a minor.

    Nalah T. Jackson, 26, kidnapped two infants in December 2022 and traveled interstate with one of them.

    “Jackson left one five-month-old twin baby alone and strapped in a car seat in an airport parking lot in subzero temperatures. Then, she left the other twin baby strapped in his car seat in an abandoned vehicle in another state. Even if her crime had started as a crime of opportunity to steal a running vehicle, Jackson’s blatant disregard for the lives of two helpless infants is heinous,” said U.S. Attorney Kenneth L. Parker. “Today’s sentence represents the serious and significant nature of harm Jackson caused to these children and our community.”

    According to court documents, close to 10pm on the night of Dec. 19, Jackson walked out of Donatos Pizza on North High Street in Columbus and drove away in a black Honda Accord that had been left running in the parking lot. Two twin five-month-old infants were buckled in the back seat. The infants’ mother was inside Donatos to pick up a delivery order at the time.

    Over the next several hours, Jackson drove from Columbus to Dayton and to various other locations in central and western Ohio.

    Jackson arrived at the Dayton International Airport close to 3am. She parked in an economy lot and left the infants in the car while she entered the airport. Jackson attempted to hire an Uber to find the stolen car in the economy lot, but could not pay, and ultimately found the stolen car on foot. After finding the vehicle, Jackson left one of the infants in the parking lot at approximately 4am. A passerby parking their vehicle saw the baby in his car seat wrapped in a quilt between two vehicles and alerted security.

    After Jackson left the Dayton International Airport parking lot at high speeds, she traveled to Indianapolis with the second baby still in the vehicle.

    She arrived at a Papa Johns Pizza on Indiana Avenue near the university district at approximately 8am on Dec. 20, and exited the stolen car on foot. She never returned to the vehicle, leaving the second baby strapped in his car seat in the back seat of the car.

    The baby remained strapped in the car seat for the next two-and-a-half-days while family members, concerned citizens and law enforcement officers continued to search for him.

    By happenstance, an Indianapolis woman encountered Jackson after she abandoned the stolen vehicle on Dec. 20. Jackson was selling stolen merchandise outside of a local gas station. The woman gave Jackson a ride to a nearby shopping plaza and gave Jackson her cell phone number in case Jackson came across any more holiday gifts for resale.

    That night, the woman noticed several social media posts regarding the kidnapping and recognized Jackson as the alleged kidnapper. The woman called her cousin, and together they formulated a plan to meet up with Jackson to confirm her identity, recover the infant if possible and lead Jackson to law enforcement.

    On Dec. 22, the women met up with Jackson, whom they traced to a local residence through a phone number Jackson had previously used to call one of them. The women confirmed that Jackson was the same person identified as the kidnapping suspect and drove her to several shopping centers in Indianapolis, all-the-while surreptitiously attempting to contact law enforcement in Columbus and Indianapolis.

    Eventually, one of the women was able to route local law enforcement to their vehicle over the phone by pretending that she was speaking with her boyfriend and providing updates on her location. The women tried to signal to Indianapolis police that Jackson was the kidnapping suspect, and eventually told officers when they were removed from Jackson’s immediate presence.  Jackson provided a false name and another individual’s identification card to the officers. After some time, the officers confirmed Jackson’s identity and arrested her for kidnapping. After the arrest, they let the two women go without interviewing them about their time spent with Jackson.

    The two women decided to continue searching for the missing infant. They discovered a bus schedule that Jackson left behind in the backseat of their vehicle and decided to focus their search on a bus route near the university district.

    While driving around searching that area to no avail, and with driving conditions worsening quickly due to an impending snowstorm, the women decided to get something to eat before heading home. As they were pulling into a Blaze Pizza, they noticed a black Honda Accord at the nearby Papa Johns and noticed snow had already accumulated on the car.

    They drove up to the stolen car and attempted to open the back door, which was locked. The driver’s door did open. Due to an overwhelming foul smell coming from the car, and the silence of the baby, one of the women screamed, assuming the baby was deceased. Upon hearing the scream, the baby alerted and began crying. One of the women removed the baby from his car seat and began comforting him.

    The women then noticed an empty Indianapolis police cruiser parked nearby and began looking for officers, who they found on their lunch break inside the Blaze Pizza. Indianapolis police then relocated to Papa Johns Pizza and took custody of the baby, taking him to a local hospital. The infant was treated for dehydration, heart abnormalities due to the dehydration, extreme diaper rash and skin deterioration due to him being buckled in a car seat for three days while sitting in his own excrement.

    Jackson was charged federally in January 2023.

    U.S. Attorney Parker acknowledged the numerous law enforcement agencies who have assisted in this case, including FBI offices in Columbus, Dayton and Indianapolis; the Columbus, Dayton, Huber Heights, Riverside, Vandalia, Dayton International Airport and Indianapolis police departments; the Montgomery County Sheriff’s Office; Ohio State Highway Patrol and U.S. Marshals Service’s Southern Ohio Fugitive Apprehension Strike Team (SOFAST).

  • MIL-OSI Security: Leader of Sophisticated Sinaloa Cartel Money Laundering Organization Sentenced to 120 Months

    NEWS RELEASE SUMMARY – May 20, 2024

    SAN DIEGO – Luis Reinaldo Ramirez of Mesa, Arizona, was sentenced in federal court today to 120 months in prison for his role as a leader in a transnational criminal organization that laundered $16.5 million dollars in narcotics proceeds for the Sinaloa Cartel.  Ramirez was also sentenced for his role in an extortion plot.

    Ramirez was one of 12 people indicted on charges ranging from money laundering, narcotics trafficking, and extortion as part of a two-year investigation by FBI and DEA. The investigation resulted in the takedown of the organization that laundered millions of dollars for the Sinaloa Cartel, and the rescue of two victims of an extortion plot in February of 2021. To date the investigation has resulted in the seizure of more than $1.3 million in illicit assets. 

    According to his plea agreement, Ramirez played a key role in the day-to-day operations of the organization. He created a network of incorporated shell companies in Wyoming that were used to launder illicit bulk cash. Ramirez directed and facilitated employees of the money laundering organization to travel to cities throughout the United States to pick up bulk cash belonging to narcotics traffickers. The employees picked up the bulk cash in Chicago, Omaha, Boston, New York City, Baltimore, Charlotte, and Philadelphia.

    Narcotics traffickers delivered bulk cash in amounts of up to $200,000 to the employees in hotel rooms and parking lots. Following the delivery of the illegal monies, the criminal organization laundered the funds through the shell companies and transferred the monies to bank accounts in Mexico. To demonstrate the drug money connection, in November 2020 the FBI conducted surveillance on a bulk cash delivery from Idsel Valenzuela and Sugey Caro Salazar in Chicago.  The operation led to a subsequent search of Caro and Valenzuela’s home and vehicle, which led to the discovery and seizure of 368 pounds of crystal methamphetamine, 10 kilograms of heroin, and $97,390 in bulk cash.   

    Earlier this year, several of Ramirez’s co-defendants were sentenced to prison, including Cristian Amaya Nava, 60 months; Christian Cruz Polanco, 30 months; Sugey Caro Salazar, 48 months; and Idsel Valenzuela, Cheliann Rivera Vazquez and Kimberly Reyes to probationary sentences. Additional co-defendants — Hector Vizcaino Moreno, Ricardo Torres, and Luis Armando Avila — are scheduled to be sentenced in the coming months. Three of Ramirez’s indicted co-defendants remain fugitives in Mexico, including the alleged former Mexico-based leader of the organization, Enrique Esparragoza Rosas of Culiacan, Sinaloa, Mexico.  

    The FBI’s investigation, in partnership with the United States Attorney’s Office, pursued an aggressive strategy of asset seizures in order to disrupt the money laundering organization’s activities.  In total, dozens of bank accounts used by the organization were targeted, resulting in the seizure of more than $1 million from U.S.-based bank accounts. Agents also conducted operations that resulted in the seizure of $197,430 in bulk cash and a Volvo tractor-trailer that was purchased with drug money. Agents also seized illicit funds that were used to purchase aircraft and aircraft engines for export to Mexico in several instances.

    The FBI’s efforts also resulted in a successful rescue of two victims who were being extorted by the money laundering organization in February 2021. Prior to the extortion, one of the victims, an employee of the money laundering organization, began stealing illicit funds from a bank account he controlled for the organization. In February 2021, when Esparragoza and Ramirez learned of the theft, they conspired to threaten and extort the pair to repay the funds. Esparragoza sent Cristian Amaya-Nava to threaten the men and their families. Amaya-Nava then drove the two men around Imperial and San Diego counties to collect money from accounts they controlled. Esparragoza also directly threatened the men and their families during several phone conversations that day, telling them that two truckloads of men from Tijuana would “take care of them” if they did anything stupid. 

    Once the FBI learned of the ongoing extortion, they began tracking the victim’s and Amaya Nava’s movements. FBI agents coordinated with the National City Police Department to conduct a traffic stop wherein Amaya Nava was arrested and the two victims were rescued.

    “In cases like this we strike at the life blood of the drug trafficker,” said U.S. Attorney Tara McGrath.  “Money launderers provide the means for cartels to produce and import their deadly poison into the United States.”

    “The sentencing of Mr. Ramirez is a major step toward dismantling the Sinaloa Cartel,” said FBI San Diego Special Agent in Charge, Stacey Moy. “We remain committed to working collaboratively with our law enforcement partners to disrupt and dismantle organized crime activity not only in San Diego, but wherever our investigations may lead.”

    “There is no place for drug trafficking in San Diego,” said DEA Acting Special Agent in Charge Anthony Chrysanthis. “Drug trafficking is a violent crime that harms our citizens and weakens our communities. The DEA and our partners will continue to be vigilant in dismantling these operations.”

    This prosecution is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

    BEIJING, May 23 (Xinhua) — Caihong-YH1000, one of China’s new cargo UAVs, has successfully completed its maiden flight, marking another advance in unmanned logistics.

    The Caihong-YH1000 aircraft-type transport drone, developed by China Aerospace Science and Technology Corporation (CASC), is designed for general-purpose flights at medium altitudes with the ability to take off and land from a short strip, and is also suitable for use in complex environments.

    The dual-motor configuration allows the drone to take off and land on roads, hard ground, and grass surfaces. The drone can even take off and land on water surfaces using additional float attachments or on snow using ski attachments.

    The range of this drone is 1,500 km, the load capacity is 1,200 kg. Its maximum operating altitude reaches 8,000 meters, and the flight duration is 10 hours.

    The drone has different loading options, allowing for cargo to be loaded into the nose and dropped mid-flight from the bottom of the body. Additionally, a 6-kilowatt onboard power source allows for specialized operations.

    In the future, the Caihong-YH1000 can be used to deliver goods to hard-to-reach areas in the central and western parts of the country. -0-

  • MIL-OSI USA: NASA’s Moffett Federal Airfield Hosts Boeing Digital Taxi Tests

    New technology tested by an industry partner at NASA’s Ames Research Center in California’s Silicon Valley could improve how commercial planes taxi to and from gates to runways, making operations safer and more efficient on the surfaces of airports.
    Airport taxiways are busy. Planes come and go while support vehicles provide maintenance, carry fuel, transport luggage, and more. Pilots must listen carefully to air traffic control when getting directions to the runway – and garbled communications and heavy workloads can cause issues that could lead to runway incursions or collisions.
    Researchers at Boeing are working to address these issues by digitizing taxiway information and automating aircraft taxi functions. The team traveled to NASA Ames to collaborate with researchers while testing their technology at the Moffett Federal Airfield and NASA’s FutureFlight Central, an air traffic control simulation facility.

    To test these new technologies, Boeing brought a custom single-engine test plane to the airfield. Working from FutureFlight Central, their researchers developed simulated taxiway instructions and deployed them to the test pilot’s digital tablet and the autonomous system.
    Typically, taxiing requires verbal communication between an air traffic controller and a pilot. Boeing’s digital taxi release system displays visual turn-by-turn routes and directions directly on the pilot’s digital tablet.
    “This project with Boeing lends credibility to the research being done across Ames,” said Adam Yingling, autonomy researcher for the Air Traffic Management-eXploration (ATM-X) program at NASA Ames. “We have a unique capability with our proximity to Moffett and the work Ames researchers are doing to advance air traffic capabilities and technologies to support the future of our national airspace that opens the door to work alongside commercial operators like Boeing.”
    The team’s autonomous taxiing tests allowed its aircraft to follow the air traffic control’s digital instructions to transit to the runway without additional pilot inputs.

    As commercial air travel increases and airspace gets busier, pilots and air traffic controllers have to manage heavier workloads. NASA is working with commercial partners to address those challenges through initiatives like its Air Traffic Management-eXploration project, which aims to transform air traffic management to accommodate new vehicles and air transportation options.
    “In order to increase the safety and efficiency of our airspace operations, NASA research in collaboration with industry can demonstrate how specific functions can be automated to chart the course for enhancing traffic management on the airport surface,” said Shivanjli Sharma, ATM-X project manager at Ames.

  • MIL-OSI USA: Winners Announced in NASA’s 2025 Gateways to Blue Skies Competition

    A team from South Dakota State University, with their project titled “Soil Testing and Plant Leaf Extraction Drone” took first place at the 2025 NASA Gateways to Blue Skies Competition, which challenged student teams to research aviation solutions to support U.S. agriculture.
    The winning project proposed a drone-based soil and tissue sampling process that would automate a typically labor-intensive farming task. The South Dakota State team competed among eight finalists at the 2025 Blue Skies Forum May 20-21 in Palmdale, California, near NASA’s Armstrong Flight Research Center. Subject matter experts from NASA and industry served as judges.
    “This competition challenges students to think creatively, explore new possibilities, and confront the emerging issues and opportunity spaces solvable through aviation platforms,” said Steven Holz, assistant project manager for University Innovation with NASA’s Aeronautics Research Mission Directorate and Blue Skies judge and co-chair. “They bring imaginative ideas, interesting insights, and an impressive level of dedication. It’s always an honor to work with the next generation of innovators participating in our competition.”

    The winning team members were awarded an opportunity to intern during the 2025-26 academic year at any of four aeronautics-focused NASA centers — Langley Research Center in Hampton, Virginia, Glenn Research Center in Cleveland, Ames Research Center in California’s Silicon Valley, or Armstrong Flight Research Center in Edwards, California.  
    “It’s been super-rewarding for our team to see how far we’ve come, especially with all these other amazing projects that we were competing against,” said Nathan Kuehl, team lead at South Dakota State University. “It wouldn’t have been possible without our graduate advisor, Allea Klauenberg, and advisor, Todd Lechter. We want to thank everybody that made this experience possible.”

    Sponsored by NASA’s Aeronautics Research Mission Directorate, this year’s competition asked teams of university students to research new or improved aviation solutions to support agriculture that could be applied by 2035 or sooner. The goal of the competition, titled AgAir: Aviation Solutions for Agriculture, was to enhance production, efficiency, sustainability, and resilience to extreme weather. 
    At the forum, finalist teams presented concepts of aviation systems that could help the agriculture industry.Students had the opportunity to meet with NASA and industry experts, tour NASA Armstrong, and gain insight into the agency’s aviation mission.
    U.S. agriculture provides food, fuel, and fiber to the nation and the world. However, the industry faces significant challenges. NASA Aeronautics is committed to supporting commercial, industrial, and governmental partners in advancing aviation systems to modernize agricultural capabilities.  
    The Gateways to Blue Skies competition is sponsored by NASA’s Aeronautics Research Mission Directorate’s University Innovation Project and is managed by the National Institute of Aerospace.
    The National Institute of Aerospace has made available a livestream of the competition, as well as information about the finalists and their projects, and details about the 2025 competition.

    In today’s fast-paced world, balancing a successful career, union commitments, and family life can be impossible. However, for three dedicated IAM mem­bers, this reality is a daily com­mitment that speaks to their work ethic, union pride, and dedication to their professions and families. These members rise before dawn and work well beyond the typical eight-hour workday, driven by their deep-rooted commitment to
    their jobs, families, and the IAM.

    “For JAM members, it’s not about managing time – it’s about commitment. The long hours are made bearable by the strength we find in our families, our union, and our shared mission to serve,” said !AM Southern Territory General Vice President Craig Martin.

    Many of you reading this story have experienced the drill: early mornings, long shifts, and balan­cing work and family. It’s the life of an !AM member in the South, and it’s a testament to our dedication. JAM Union Southern Terri­ tory members Berrin McFadden, Steve Blackwell, and Scott Gar­dner are three exceptional indivi­duals who are balancing work and family to serve JAM members.

    BERRIN MCFADDEN has devoted over three decades of his life to the Jacksonville Transportation Authority (JTA), where he has become an integral part of the workplace and the broader com­ munity. As a seasoned mechanic in the HVAC shop, McFadden spends his mornings ensuring buses are fully operational, provi­ding essential heating and air-con­ditioning services, and offering quick fixes to ensure the safety and comfort of passengers. But it’s not just about the work; it’s about the pride McFadden takes in his craft and the people he serves. Since joining the JAM in 1990, McFadden has taken on various leadership roles within his Local, including eight years as financial secretary and currently serving as conductor sentinel. He values the union’s support for his professional growth and the enhancement of his personal financial skills, which he uses to manage his household budget effectively with his wife.

    “Being part of the TAM helped me become a better financial manager. It made me more disciplined with money and allowed me to share those les­ sons with others,” said McFadden.

    McFadden works long hours during the week to keep things running smoothly, then clearly separates work from personal life on the weekends, maintaining a healthy equilibrium.

    “I dedicate my weekends to my family and myself,” said McFadden. “I’ve learned that it’s important to shut off work and focus on the things that matter the most at home.”

    Beyond work, McFadden is actively engaged in beautification and landscaping projects within his neighborhood, a hobby he has cherished for many years. He believes that a well-maintained lawn reflects the residents’ care and pride.

    His lawn care and landscaping expertise have earned him the respect of his neighbors, who fre­quently seek his advice and gui­dance on maintaining their yards.

    “I’m just doing what I love, and that’s what drives me. I want to leave a legacy showing the importance of community, hard work, and caring for the people around you,” says McFadden.

    STEVE BLACKWELL currently works as a Quality Assurance Representative at Amentum Group. With an extensive background in avia­tion, including roles as Corro­sion Control Mechanic Lead and Aircraft Mechanic 2, he has built a career centered on maintaining safety and efficiency in aviation. Though his daily routine can be unpredictable, his commitment to ensuring every task is performed to the highest standard remains constant.

    “Every day is different in avia­tion,” says Blackwell.

    The role comes with significant responsibilities, including perfor­ming final inspections for mainte­nance actions involving the safety offlight, investigating safety inci­dents, and drafting reports like engineering investigation requests and quality deficiency reports. Blackwell is also responsible for monitoring various maintenance programs, training other staff, and compiling reports to support the Program Management Office.

    “You need solid technical expertise and a deep unders­tanding of aviation standards,” says Blackwell. “Working alon­gside qualified and competent mechanics to ensure tasks are completed efficiently is essential.” As a member of IAM Local 2777 for over seven years, Bla­ckwell has seen firsthand how union membership contributes to a positive work environment.

    “Being part of the JAM has been beneficial in building cama­raderie, especially among those of us who have military backgrou­nds. We work well together and support each other in achieving our goals,” reflects Blackwell.

    In addition to his role as a Chief Steward, Blackwell also serves as the Vice President of his Local.

    “I help lead efforts to resolve issues at the site and ensure that our members are supported,” he says, underscoring the collabora­tive spirit that defines union work. Despite his job’s demanding nature, Blackwell tries to balance work with his personal life. ‘Tm fortunate to have an understanding family, especially my wife, the rock in our hou­sehold. She supports me as I take on additional responsibilities at work,” he says.

    Outside of work, Blackwell is passionate about music. As a local musician, he performs live shows to unwind and support charitable causes.

    “My band donates 100% of our tips to organizations like United Service Organizations (USO) and the Children’s Rescue Initiative (CR!), which fights human traffi­cking,” he explains.

    “I also make time to work out whenever possible, and I set clear boundaries for work-no calls after 7:45 p.m. unless it’s an emergency so that I can be pre­ sent for my family and personal well-being.”

    “I see my work at Amentum as contributing to the security of our community. The aircraft we maintain help train pilots who will protect future generations,” says Blackwell. “The work we do directly impacts the future of avia­tion and defense. It’s rewarding to know that my efforts contribute to the safety of our country and the well-being of the people I work with.”

    SCOTT GARDNER begins the day early as a mechanic at Textron Aviation. The first task includes stretching exercises and a crew meeting to set the stage for the day’s work. From there, it’s all about getting hands-on with tasks, assembling aircraft parts, and ensuring every job is completed precisely. As an assembly ins­ taller, the responsibility is clear: follow Textron Aviation’s blue­ prints and specifications to main­tain quality and safety.

    “In my role, I perform assem­bly work in the final assem­bly area. We work on a weekly sequence, positioning and prepa­ring aircraft as part of the 40-hour moving schedule,” says Gardner, who has been with Textron for 28 years.

    The work is physically deman­ding but highly specialized, and precision is key.

    As a shop steward, Gardner also balances his technical duties with advocating for his coworkers. “A big part of my job invol­ves answering questions, moni­toring safety, and addressing any arising issues throughout the day. I’m constantly in discussions with leadership about daily matters and broader issues affecting our team,” explains Gardner.

    This role involves significant leadership and communication skills, which come naturally to someone who has been a part of JAM Local 774 for nearly 20 years.

    For Gardner, being part of the IAM has provided a sense of voice and security.

    “The !AM has been a big help as it has given me a plat­ form where I can make sure my coworkers’ rights are heard,” said Gardner. “We have benefits that we wouldn’t otherwise have in a right-to-work state.”

    The IAM has helped him grow as an advocate, primarily through leadership classes at the William W. Winpisinger Education and Technology Center.

    “It’s been a great way to bring those lessons back to my family, teaching them the importance of our rights as workers and the advantages of being part of a union,” explains Gardner.

    Gardner also has served as [AM Local 774 Communications Representative, a role that required him to ensure timely and effective communication between union leadership and the members.

    While his work and union res­ponsibilities can be demanding, he strives to ensure his family life doesn’t take a backseat.

    “Although it’s challenging at times, I maintain clear bounda­ries by carving out time for work, union responsibilities, and family, so [ can stay present at home.”

    Family remains his top prio­rity, and his commitment to them is evident in his career choices and personal values.

    “My wife and I have always prioritized our family first. Now that the kids are out of the house, it’s easier to balance things. But even when they were younger, made sure they always came first,” shares Gardner.

    He and his wife are acti­vely involved in the community, supporting local charities like Flags of Freedom and Wreaths Across America. He also attends the annual United Way of the Plains/AFL-CIO Community Ser­ vices Conference in the area.

    “Our work at Textron is critical to the local community. We manu­facture world-class aircraft, and as one of the largest employers in the city, our wages, benefits, and working conditions are vital to the community’s economic health,” says Gardner proudly.

    “My work means something. I know that someone’s loved one might be flying on one of these aircraft, which motivates me to ensure that everything I do is up to the highest standard,” continues Gardner.

  • MIL-OSI USA: VIDEO: Senator Rosen Secures Air Force Commitment to Address Long-Overdue Veteran Benefits Issue for Toxic Exposures at Nevada Test and Training Range

    WASHINGTON, DC – During a Senate Armed Services Committee hearing, Senator Jacky Rosen (NV) secured a commitment from senior Air Force officials to take action to address critical gaps in care and benefits for veterans who were exposed to toxins and radiation at classified locations, including six in Nevada alone that the Department of Energy recognizes as exposure zones. Senator Rosen highlighted how servicemembers have been denied care because the Pentagon has neglected to similarly recognize their contaminated worksites as exposure zones, despite decades of nuclear testing and documented hazards.
    Earlier this week, Senator Rosen also urged immediate action in a letter to Secretary of Defense Pete Hegseth and top Pentagon officials imploring them to investigate the matter and ensure veterans receive the care they deserve. This follows an exchange she had on this topic with General Dan Caine in his nomination hearing earlier this year to be Chairman of the Joint Chiefs of Staff.
    “Several constituents have brought to my attention that they were exposed to radiation and toxic substances– including emissions from burn pits used to dispose of debris from developmental aircraft– while stationed at NTTR [Nevada Test and Training Range],” wrote Senator Rosen in the letter. “However, because of the classified nature of their assignments, they cannot substantiate their presence or exposure.”
    “I urge the Department to conduct a comprehensive review to determine whether veterans who served at classified or data-masked locations have portions of their medical records similarly classified or otherwise inaccessible to the VA,” she continued. “If such restrictions exist, I request that the Department develop a secure and efficient process– coordinated with the VA– to ensure that relevant health information can be shared for the purposes of care and benefits adjudication, while still protecting the sensitive nature of the veteran’s service. No veteran should be denied care because their records are locked behind classification barriers.”

    Below is the transcript of Senator Rosen’s exchange with the Secretary of the Air Force during the hearing: 
    Senator Rosen: I have heard from constituents who served at such locations within the Nevada Test and Training Range, who believe they were exposed to radiation from our days of conducting explosive nuclear weapons testing, and to toxins from burn pits which disposed of classified waste. However, [the Department of Defense] does not classify the range as a place where exposure occurred – despite the Department of Energy providing a presumption of exposure for their personnel who served at these exact same locations within the range, such as the Tonopah Test Range. And, because their service records are Data Masked, these veterans can’t even prove to the VA that they were ever stationed there. Imagine that?
    All of this has prevented them from being able to receive the veterans’ benefits they deserve. Secretary Meink and General Allvin … will you work with me and this committee to ensure that the Department of the Air Force both provides a presumption of exposure at relevant Air Force locations, where the Department of Energy has done so for their personnel, and ensure that those who served—or are currently serving—at these sites receive sufficient documentation to support health-related claims, all while protecting the classified nature of their service? 
    Secretary of the Air Force Troy E. Meink: Yes, Senator, we take the health of our workforce seriously and we need to deal with this issue.

    The KC-46A Pegasus is the U.S. Air Force’s newest aerial refueling aircraft, designed to replace the KC-135 Stratotanker, which first entered service in 1957.
    KC-46A offers advanced boom and drogue refueling, secure communications, defensive systems, and support for cargo, passengers, and aeromedical evacuation. Its expanded range and modern systems enable the Air Force to meet mission demands in today’s complex global environment.
    McGhee Tyson ANG Base boasts over 68 years of volunteer excellence and service to the Air Force. The unit has received a remarkable 16 Air Force Outstanding Unit awards and is one of the most decorated air refueling units in Air Force history. 
    Securing KC-46 aircraft for McGhee Tyson ANG Base will preserve over 1,500 jobs and $203 million annually for decades to come.

    Hong Kong Night held in Niigata to promote closer regional Asian economic and trade ties 
         The Chairman of the Airport Authority Hong Kong, Mr Fred Lam, was invited as the keynote speaker to share with the guests how Hong Kong International Airport connects Hong Kong and the world, enhancing Hong Kong’s competitiveness by leveraging various strengths of Hong Kong as a resilient business and innovation hub.
     
         In his keynote speech, Mr Lam recapped that Hong Kong has evolved from a manufacturing centre to a premium business and trading hub over the years with key advantages such as its free port status and low and simple tax system. He highlighted the city’s internationally recognised position as the world’s freest economy and related rankings.
     
         “Hong Kong is a leading business and trading hub. At Hong Kong International Airport (HKIA), we aim to support the city in meeting the next wave of competition by providing more value to businesses around the world and attracting more companies to invest and operate in Hong Kong. Our airport therefore must offer the highest standard of convenience and efficiency, through further extending air connectivity and leveraging technology. Our Airport City development strategy sets its sights on transforming the airport into a destination in its own right, attracting more passengers to visit or transfer at Hong Kong,” he said.
     
         Mr Lam also updated the guests on the areas where HKIA can contribute to enhancing Hong Kong’s trading hub status, including capturing the tremendous opportunities of e-commerce, streamlining the logistics operations within the region with intermodal connections, and handling new asset classes such as art storage and gold storage.
     
         The Principal Hong Kong Economic and Trade Representative (Tokyo), Miss Winsome Au, said that the Federation of Hong Kong Business Associations Worldwide is network of partners who bear testimony of how different regions of the world have been connected through doing business with Hong Kong over the years. To further enhance these connections and contribute even more significantly to regional prosperity, Hong Kong is actively seeking early accession to the Regional Comprehensive Economic Partnership and has sought valuable support for this from various member associations of the Federation of Hong Kong Business Associations Worldwide.

  • MIL-OSI China: Featured products highlight openness, unlock trade potential between China, CEEC

    NINGBO, May 22 — With over 8,000 featured products on display, from traditional goods like wines and cheese to cutting-edge varieties like VR glasses, the 4th China-CEEC Expo & International Consumer Goods Fair unveiled its curtain on Thursday, unleashing vast cooperation potential between China and Central and Eastern European Countries (CEEC).

    The expo, running from Thursday to Sunday in Ningbo, east China’s Zhejiang Province, has attracted 435 enterprises from 14 CEEC countries and nine other countries, including the UK, France, Germany and Italy.

    A total of 1,028 domestic companies are also attending the event, showcasing local distinctive industries and competitive consumer goods. The event also attracts more than 3,000 overseas buyers from 72 countries and regions. Tentative import deals worth over 10 billion yuan (about 1.39 billion U.S. dollars) are expected to be reached with CEEC partners during the event, according to the organizers.

    In addition to traditional consumer goods, the expo also showcases vanguard digital and intelligent technologies, serving as a broad platform for presenting innovative breakthroughs in categories such as aircraft, VR devices, medical equipment and humanoid robots.

    “The expo is a gateway for our products to reach international markets, and we plan to establish headquarters in CEEC to further explore and expand our presence in the region,” said Fan Rui, founder of Aoxue Ruishi Technology Co., Ltd., who brought his company’s extended reality (XR) glasses to the event.

    Co-hosted by the Zhejiang provincial government and China’s Ministry of Commerce, the expo, initiated in 2019, has played an important role in increasing exports of CEEC products to the Chinese market, and cementing mutual understanding on cooperation between China and CEEC countries.

    Data from China’s commerce ministry showed that in 2024, China’s trade with CEEC increased by 6.3 percent year over year, reaching a record high of 142.3 billion U.S. dollars.

  • MIL-Evening Report: Air New Zealand to resume Auckland-Nouméa flights from November

    Air New Zealand has announced it plans to resume its Auckland-Nouméa flights from November, almost one and a half years after deadly civil unrest broke out in the French Pacific territory.

    “Air New Zealand is resuming its Auckland-Nouméa service starting 1 November 2025. Initially, flights will operate once a week on a Saturday. This follows the New Zealand Government’s decision to update its safe travel advisory level for New Caledonia”, the company stated in its latest update yesterday.

    “The resumption of services reflects our commitment to reconnecting New Zealand and New Caledonia, ensuring that travel is safe and reliable for our customers. We will continue to monitor this route closely.

    “Passengers are encouraged to check the latest travel advisories and Air New Zealand’s official channels for updates on flight schedules”, said Air New Zealand general manager short haul Lucy Hall.

    In its updated advisory regarding New Caledonia, the New Zealand government still recommends “Exercise increased caution” (Level 2 of 4).

    It said this was “due to the ongoing risk of civil unrest”.

    In some specific areas (the Loyalty Islands, the Isle of Pines (Iles de Pins), and inland of the coastal strip between Mont Dore and Koné), it is still recommended to “avoid non-essential travel (Level 3 of 4).”

    Warning over ‘civil unrest’
    The advisory also recalls that “there was a prolonged period of civil unrest in New Caledonia in 2024. Political tensions and civil unrest may increase at short notice”.

    “Avoid all demonstrations, protests, and rallies as they have the potential to turn violent with little warning”.

    Air New Zealand ceased flights between Auckland and the French territory’s capital, Nouméa on 15 June 2024, at the height of violent civil unrest.

    Since then, it has maintained its no-show for the French Pacific territory, one of its closest neighbours.

    Air New Zealand’s general manager international Jeremy O’Brien said at the time this was due to “pockets of unrest” remaining in New Caledonia and “safety is priority”.

    New Caledonia’s international carrier Air Calédonie International (Aircalin) is also operating two weekly flights to Auckland from the Nouméa-La Tontouta international airport.

    The riots that broke out on 13 May 2024 resulted in 14 deaths and more than 2.2 billion euros (NZ$4.1 billion) in damages, bringing New Caledonia’s economy to its knees, with thousands of businesses and jobs destroyed.

    Tourism from its main regional source markets, namely Australia and New Zealand, also came to a standstill.

    Specifically regarding New Zealand, local statistics show that between the first quarters of 2024 and 2025, visitor numbers collapsed by 90 percent (from 1731 to 186).

    New Caledonia’s tourism stakeholders have welcomed the resumption of the service to and from New Zealand, saying this will allow the industry to relaunch targeted promotional campaigns in the New Zealand market.

    Large-scale construction and reconstruction work on sections of the regional and local road network, as well as artificial structures, continues in the country’s regions. By the end of 2025, more than 300 such facilities are planned to be commissioned under all regional programs with federal funding, including more than 100 sections of roads, bridges and overpasses, thanks to the national project “Infrastructure for Life”. This was reported by Deputy Prime Minister Marat Khusnullin.

    “Thanks to the construction and reconstruction of road facilities, the most important tasks of modernizing the country’s road network and regional development are being solved. New and renovated roads and bridges help connect remote settlements with regional centers, reduce travel time, and improve logistics. In order to achieve the indicators of the national project “Infrastructure for Life”, this year we plan to commission more than 300 regional and local construction and reconstruction facilities with a total length of more than 1.1 thousand km. These are transport interchanges, sections of main streets, bridges and overpasses,” said Marat Khusnullin.

    Many large-scale projects are implemented over several road construction seasons.

    “Today, construction and reconstruction work is being carried out in Russian regions on more than 260 road projects scheduled for commissioning this year. In the process of construction and installation work, contractors use the best engineering solutions and the latest materials. The professionalism of road and bridge builders, the competent organization of the production process allow us to hand over large-scale capital-intensive projects with unfailing quality and compliance with the planned work deadlines,” said Minister of Transport Roman Starovoit.

    An important factor that directly influences the successful implementation of large projects is uninterrupted financing.

    “Thanks to the support of the President and the Government of our country, unprecedented funding is being allocated for road activities. This year alone, about 150 billion rubles have been allocated for construction and reconstruction activities within the framework of the federal project “Regional and Local Road Network”, of which over 84 billion rubles are federal budget funds. This will allow us to carry out work at key road infrastructure facilities at an accelerated pace,” said Igor Kostyuchenko, Deputy Head of the Federal Road Agency.

    Among the largest projects in 2025 is the construction of the Yuzhno-Lytkarinskaya Highway (YULA) in the Moscow Region. The project includes the construction of a 45-kilometer highway, as well as 64 artificial structures: 11 interchanges, 27 overpasses and 10 bridges. Among them is a bridge across the Moskva River with a length of 600 linear meters. As of today, the construction readiness of the facility is 49.6%.

    The highway will provide direct access to settlements in the Lyubertsy, Lytkarino, Leninsky, Ramensky districts, as well as to the Domodedovo and Zhukovsky international airports, and will relieve the eastern part of the Moscow Ring Road by a third. And its integration with the Moscow road framework (South-Eastern and North-Eastern chords) will provide a direct connection with the international transport corridors “North-South” and “West-East”, as well as an exit to the M-12 “East”.

    In the Khanty-Mansi Autonomous Okrug – Yugra, a second bridge crossing over the Ob River is being built near the city of Surgut. Its construction readiness is 70.9%. The large-scale infrastructure project includes, among other things, a four-lane bridge over the Ob River with a length of about 1.8 thousand linear meters. It is planned that the new bridge crossing will provide passage for about 13 thousand cars per day, will allow for the redistribution of traffic flows bypassing the city, and will also take on the main traffic load of two federal transport corridors: Tyumen – Surgut – Salekhard and Perm – Khanty-Mansiysk – Nizhnevartovsk – Tomsk.

    Two road projects are being built in the Altai Republic. A bridge is being built across the Katun River in the Mayminsky District of the region. The project will connect the region with the Altai Territory and provide transport accessibility to the village of Podgorny. In the Chemalsky District, the Urlu-Aspak – Karakol highway is being built. Previously, 5.3 km of the highway were commissioned. This year, another 10 km are planned to be built under the national project “Infrastructure for Life”. The road leads to a group of seven picturesque mountain lakes in the north of the Altai Mountains. They are located on the western slope of the Iolgo Ridge, the watershed of the Biya and Katun Rivers, at the foot of the Bagatash Pass. The construction of the Urlu-Aspak – Karakol road will redistribute traffic flows, relieve the federal highway R-256 “Chuisky Tract” and ensure safe access to the Karakol Lakes.

    Investigating Laser Strikes 

    The first federal laser law was enacted in 2012, when Congress passed it as part of the reauthorization of the Federal Aviation Administration.  

    Before 2012, the Bureau pursued laser pointer investigations under a law forbidding “destruction of an aircraft,” which Gates likened to “trying to smash a square peg into the round hole.” 

    The 2012 federal statute makes it illegal for people to “knowingly” point a laser pointer’s beam “at an aircraft”—whether private, commercial, or military—or its flight path. Most importantly, it attaches consequences to this action: A monetary fine of up to $250,000 and/or a federal prison sentence of up to five years. On top of that, the FAA’s website notes that it “can impose civil penalties of up to $11,000” each time someone aims a laser beam at an aircraft. 

    “That suddenly gave us real teeth in enforcement,” Gates said of the statute. “It made shining a laser pointer at an aircraft a five-year maximum penalty felony, which is a really big deal.” 

    And, as Gates recalls, it paid off: He opened his first investigation into a laser strike violation within two months of the law’s implementation, which eventually resulted in a conviction. 

    According to the FAA, the profile of individuals responsible for laser strikes differs between different locations of the country. But when it comes to FBI investigations into such incidents, Gates said, “we’re looking for that person who’s intentionally tracking an aircraft, who does it over and over.” 

    He said that red flags for FBI investigators include: 

    • A laser beam that follows an aircraft as it moves 
    • A laser beam that keeps coming at an aircraft, even after its position has changed 
    • Clusters of laser strikes reports from aircraft traversing the same stretch of airspace 

    The FBI commonly catches laser strike offenders in collaboration with federal and local law enforcement partners, Gates explained. 

    The universally accepted procedure is that an air traffic controller notifies local law enforcement dispatch, who will then notify law enforcement air units and ground patrols, if available, the FAA said. 

    From there, if a local police helicopter deploys to the scene and gets lased, they can use technology like infrared cameras to pinpoint the exact location the laser beam came from.

    Helicopter crews can then reach out to their agencies for on-the-ground backup or call the FBI for assistance. An October 2022 laser strike against an Austin Police Department helicopter led to the arrest and conviction of two Texas men, Ventresca noted.  

    Bureau partnerships with local, state, and federal partners—as well as with commercial airlines—are key to ensuring that members of the aviation and law enforcement communities know how to seek the Bureau’s help in addressing laser strikes. This is especially important in states and municipalities that lack laser-strike laws of their own, since local or state authorities can ask the FBI to investigate incidents in those areas as federal crimes. 

    Help Us Protect the Skies 

    We’ve all likely mistaken an airplane for a star or other celestial body at least once in our lives. But pointing out a possible star with a laser could endanger the aircrew if your suspicion is wrong. For this reason, it’s best to keep your laser pointers out of the sky. 

    If you spot someone aiming a laser at the sky in a suspicious manner, you can report it to the FBI by calling 1-800-CALL-FBI (1-800-225-5324) or visiting tips.fbi.gov. You can also report laser strikes to the FAA

    You should contact the FBI immediately if you see someone playing with lasers near—or otherwise posing a threat to—an airport. 

    Finally, if you’re thinking of gifting a laser pointer to someone—especially if they’re a minor—educate them on the very real dangers of misusing these devices. 

    “If we can prevent one 15-year-old from ending up with federal or state charges or even the large fine, that’s a win,” Ventresca said. “If we can prevent one catastrophe, prevent one pilot from being blinded, that makes it worth it.”

    Indian equity markets opened on a firm note on Friday, with benchmark indices trading higher amid mixed global cues and strong domestic macroeconomic fundamentals. Early gains were led by buying interest in FMCG, IT, and auto stocks.

    At 9:29 AM, the BSE Sensex was up by 281.75 points, or 0.35%, at 81,233.74, while the NSE Nifty climbed 109.75 points, or 0.45%, to trade at 24,719.45.

    The Nifty Bank index was also in the green, rising 69.85 points, or 0.13%, to 55,011.15. Broader markets mirrored the positive trend, with the Nifty Midcap 100 gaining 258.10 points (0.46%) to 56,582.95 and the Nifty Smallcap 100 advancing 58.30 points (0.33%) to 17,561.40.

    Market experts attributed the upbeat sentiment to India’s robust economic indicators, including steady GDP growth and declining inflation and interest rates.

    Top gainers in the Sensex included ITC, Adani Ports, Infosys, PowerGrid, Tech Mahindra, Tata Steel, SBI, HCL Tech, UltraTech Cement, Tata Motors, and L&T. On the flip side, Sun Pharma, M&M, NTPC, Bajaj Finance, Bharti Airtel, Maruti Suzuki, and ICICI Bank were among the major laggards.

    In Asia, major markets such as China, Hong Kong, Bangkok, Seoul, Jakarta, and Japan were trading in the green, providing a supportive backdrop to Indian equities.

    Overnight in the US, key indices posted a mixed close. The Dow Jones Industrial Average ended almost flat at 41,859.09, down 1.35 points. The S&P 500 slipped 2.60 points to 5,842.01, while the Nasdaq Composite rose 53.09 points to 18,925.74.

    Experts noted that US equities were volatile following the retreat of Treasury yields after the passage of tax and spending legislation by the US House of Representatives.

    On the institutional front, foreign institutional investors (FIIs) were net sellers to the tune of ₹5,045.36 crore on May 22, while domestic institutional investors (DIIs) bought equities worth ₹3,715.00 crore.

    “Even when the market turns weak, domestic demand-driven segments like financials, telecom, and aviation remain resilient. This is evident in the strength of stocks like ICICI Bank, Bharti Airtel, and InterGlobe Aviation. The market is sending a clear signal,” said Dr. V.K. Vijayakumar, Chief Investment Strategist at Geojit Financial Services.

  • MIL-OSI Security: Palmer Man Charged with Multiple Aviation Violations

    ANCHORAGE, Alaska – A federal grand jury in Alaska returned an indictment charging a Palmer man with illegally operating an aircraft.

    According to court documents, William Marsan, 56, is allegedly the owner and pilot of a private aircraft in Alaska. In June 2023, the Federal Aviation Administration (FAA) received a report that Marsan did not radio his intention to take off from an airport in Palmer and operated the aircraft against the flow of landing traffic, resulting in a near mid-air collision with another aircraft attempting to land.

    Law enforcement investigated the June 2023 incident and discovered that Marsan was allegedly operating an aircraft without a valid license or valid registration. They also discovered he had allegedly obscured the identification number on the side of the aircraft with stickers.

    As a result of the investigation, the FAA issued an Emergency Order of Revocation of the defendant’s Airline Transport Pilot Certificate, which required the immediate surrender of his pilot license or the filing of an appeal of the decision within 10 days. Marsan allegedly failed to file an appeal or surrender his license but has continued to operate his aircraft until the date of this indictment.

    Marsan is charged with one count of operating an aircraft without an airman certificate in violation of 49 U.S.C. §46306(b)(7), one count of operating an unregistered aircraft in violation of 49 U.S.C. §46306(b)(6)(A) and one count of operating an aircraft displaying a false registration mark in violation of 49 U.S.C. §46306(b)(3). The defendant was arrested on July 18 and will make his initial court appearance on July 23 before U.S. Magistrate Judge Scott A. Oravec of the U.S. District Court for the District of Alaska. If convicted, he faces a maximum penalty of three years in prison and a $250,000 fine for each count. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

  • MIL-OSI Security: Minnesota Man Sentenced for Airline Assault, Interference

    ANCHORAGE, Alaska – A Minnesota man was sentenced today to five years’ probation for assaulting a flight attendant and interfering with a flight crew’s normal duties.

    According to court documents, on June 24, 2023, Christian Burch, 38, went into the bathroom while he was aboard a flight from Minneapolis to Anchorage. Flight attendants heard a scream coming from the bathroom and tried knocking on the door multiple times. The defendant slammed the door open and walked up the aisleway, appearing shaky and confused.

    After being questioned by another flight attendant, Burch became unresponsive. A registered nurse aboard the flight examined the defendant and suspected he was overdosing. The flight attendants and a male passenger assisted the nurse is administering a dosage of Narcan, but Burch began to violently struggle when the Narcan was inserted into his nose. The flight attendants and multiple passengers were involved in the struggle, and at one point, Burch grabbed one of the flight attendants near her throat. Burch was also bleeding from his nose and mouth during the altercation, causing multiple passengers and flight attendants to come in contact with his blood.

    The nurse was able to administer two doses of Narcan during the altercation and Burch was restrained in one of the cabin seats for the remainder of the flight. Due to Burch’s actions, the flight crew had to stop performing their normal duties to remedy the situation and update the pilots.

    Burch was arrested once the plane landed in Anchorage and served six days in federal custody before being released. Upon his return to Minnesota, he was arrested and held in state custody for 72 days for violating his state parole by leaving the state without permission. Burch pleaded guilty in December 2023 but was arrested in March 2024 for violating his pretrial release and has remained in custody since, serving 66 days total in federal custody.

    “Air travel is a necessity for many Alaskans and tourists, and all who use or work on this mode of transportation should feel safe while aboard an aircraft,” said U.S. Attorney S. Lane Tucker for the District of Alaska. “This case serves as a reminder that we will prosecute anyone who chooses to commit such actions while in our district.”

    “Criminal conduct aboard an aircraft, such as interference with a flight crew, jeopardizes the safety of all passengers and is a federal crime,” said Special Agent in Charge Rebecca Day of the FBI Anchorage Field Office. “The FBI is committed to investigating federal crimes occurring on commercial aircraft, and holding accountable those that endanger the safety of passengers and flight crews.”

    The FBI Anchorage Field Office, with assistance from the Anchorage Airport Police Department, investigated the case.
