    The Committee of Permanent Representatives to ASEAN (CPR) and Deputy Secretary-General of ASEAN for ASEAN Political-Security Community (DSG APSC) met with Ms Mable Chan, Secretary for Transport and Logistics of the Hong Kong Special Administrative Region (SAR), on 24 April 2025. Discussions focused on strengthening the connectivity between the two sides as well as advancing cooperation in areas such as transport infrastructure development, cross-border facilitation, and capacity building programmes to share expertise in transport and connectivity development.
     
    The day before, on 23 April, the ACJCC delegation visited Super Terminal 1 at Hong Kong International Airport.   • MIL-OSI Global: 50 years later, Vietnam’s environment still bears the scars of war – and signals a dark future for Gaza and Ukraine

    When the Vietnam War finally ended on April 30, 1975, it left behind a landscape scarred with environmental damage. Vast stretches of coastal mangroves, once housing rich stocks of fish and birds, lay in ruins. Forests that had boasted hundreds of species were reduced to dried-out fragments, overgrown with invasive grasses.

    The term “ecocide” had been coined in the late 1960s to describe the U.S. military’s use of herbicides like Agent Orange and incendiary weapons like napalm to battle guerrilla forces that used jungles and marshes for cover.

    Fifty years later, Vietnam’s degraded ecosystems and dioxin-contaminated soils and waters still reflect the long-term ecological consequences of the war. Efforts to restore these damaged landscapes and even to assess the long-term harm have been limited.

    As an environmental scientist and anthropologist who has worked in Vietnam since the 1990s, I find the neglect and slow recovery efforts deeply troubling. Although the war spurred new international treaties aimed at protecting the environment during wartime, these efforts failed to compel post-war restoration for Vietnam. Current conflicts in Ukraine and the Middle East show these laws and treaties still aren’t effective.

    Agent Orange and daisy cutters

    The U.S. first sent ground troops to Vietnam in March 1965 to support South Vietnam against revolutionary forces and North Vietnamese troops, but the war had been going on for years before then. To fight an elusive enemy operating clandestinely at night and from hideouts deep in swamps and jungles, the U.S. military turned to environmental modification technologies.

    The most well-known of these was Operation Ranch Hand, which sprayed at least 19 million gallons (75 million liters) of herbicides over approximately 6.4 million acres (2.6 million hectares), of South Vietnam. The chemicals fell on forests, and also on rivers, rice paddies and villages, exposing civilians and troops. More than half of that spraying involved the dioxin-contaminated defoliant Agent Orange.

    Herbicides were used to strip the leaf cover from forests, increase visibility along transportation routes and destroy crops suspected of supplying guerrilla forces.

    As news of the damage from these tactics made it back to the U.S., scientists raised concerns about the campaign’s environmental impacts to President Lyndon Johnson, calling for a review of whether the U.S. was intentionally using chemical weapons. American military leaders’ position was that herbicides did not constitute chemical weapons under the Geneva Protocol, which the U.S. had yet to ratify.

    Scientific organizations also initiated studies within Vietnam during the war, finding widespread destruction of mangroves, economic losses of rubber and timber plantations, and harm to lakes and waterways.

    In 1969, evidence linked a chemical in Agent Orange, 2,4,5-T, to birth defects and stillbirths in mice because it contained TCDD, a particularly harmful dioxin. That led to a ban on domestic use and suspension of Agent Orange use by the military in April 1970, with the last mission flown in early 1971.

    Incendiary weapons and the clearing of forests also ravaged rich ecosystems in Vietnam.

    The U.S. Forest Service tested large-scale incineration of jungles by igniting barrels of fuel oil dropped from planes. Particularly feared by civilians was the use of napalm bombs, with more than 400,000 tons of the thickened petroleum used during the war. After these infernos, invasive grasses often took over in hardened, infertile soils.

    “Rome Plows,” massive bulldozers with an armor-fortified cutting blade, could clear 1,000 acres a day. Enormous concussive bombs, known as “daisy cutters”, flattened forests and set off shock waves killing everything within a 3,000-foot (900-meter) radius, down to earthworms in the soil.

    The U.S. also engaged in weather modification through Project Popeye, a secret program from 1967 to 1972 that seeded clouds with silver iodide to prolong the monsoon season in an attempt to cut the flow of fighters and supplies coming down the Ho Chi Minh Trail from North Vietnam. Congress eventually passed a bipartisan resolution in 1973 urging an international treaty to prohibit the use of weather modification as a weapon of war. That treaty came into effect in 1978.

    The U.S. military contended that all these tactics were operationally successful as a trade of trees for American lives.

    Despite Congress’ concerns, there was little scrutiny of the environmental impacts of U.S. military operations and technologies. Research sites were hard to access, and there was no regular environmental monitoring.

    Recovery efforts have been slow

    After the fall of Saigon to North Vietnamese troops on April 30, 1975, the U.S. imposed a trade and economic embargo on all of Vietnam, leaving the country both war-damaged and cash-strapped.

    Vietnamese scientists told me they cobbled together small-scale studies. One found a dramatic drop in bird and mammal diversity in forests. In the A Lưới valley of central Vietnam, 80% of forests subjected to herbicides had not recovered by the early 1980s. Biologists found only 24 bird and five mammal species in those areas, far below normal in unsprayed forests.

    Only a handful of ecosystem restoration projects were attempted, hampered by shoestring budgets. The most notable began in 1978, when foresters began hand-replanting mangroves at the mouth of the Saigon River in Cần Giờ forest, an area that had been completely denuded.

    In inland areas, widespread tree-planting programs in the late 1980s and 1990s finally took root, but they focused on planting exotic trees like acacia, which did not restore the original diversity of the natural forests.

    Chemical cleanup is still underway

    For years, the U.S. also denied responsibility for Agent Orange cleanup, despite the recognition of dioxin-associated illnesses among U.S. veterans and testing that revealed continuing dioxin exposure among potentially tens of thousands of Vietnamese.

    The first remediation agreement between the two countries only occurred in 2006, after persistent advocacy by veterans, scientists and nongovernmental organizations led Congress to appropriate US$3 million for the remediation of the Da Nang airport.

    That project, completed in 2018, treated 150,000 cubic meters of dioxin-laden soil at an eventual cost of over $115 million, paid mostly by the U.S. Agency for International Development, or USAID. The cleanup required lakes to be drained and contaminated soil, which had seeped more than 9 feet (3 meters) deeper than expected, to be piled and heated to break down the dioxin molecules.

    Another major hot spot is the heavily contaminated Biên Hoà airbase, where local residents continue to ingest high levels of dioxin through fish, chicken and ducks.

    Agent Orange barrels were stored at the base, which leaked large amounts of the toxin into soil and water, where it continues to accumulate in animal tissue as it moves up the food chain. Remediation began in 2019; however, further work is at risk with the Trump administration’s near elimination of USAID, leaving it unclear if there will be any American experts in Vietnam in charge of administering this complex project.

    Laws to prevent future ‘ecocide’ are complicated

    While Agent Orange’s health effects have understandably drawn scrutiny, its long-term ecological consequences have not been well studied.

    Current-day scientists have far more options than those 50 years ago, including satellite imagery, which is being used in Ukraine to identify fires, flooding and pollution. However, these tools cannot replace on-the-ground monitoring, which often is restricted or dangerous during wartime.

    The legal situation is similarly complex.

    In 1977, the Geneva Conventions governing conduct during wartime were revised to prohibit “widespread, long term, and severe damage to the natural environment.” A 1980 protocol restricted incendiary weapons. Yet oil fires set by Iraq during the Gulf War in 1991, and recent environmental damage in the Gaza Strip, Ukraine and Syria indicate the limits of relying on treaties when there are no strong mechanisms to ensure compliance.

    An international campaign currently underway calls for an amendment to the Rome Statute of the International Criminal Court to add ecocide as a fifth prosecutable crime alongside genocide, crimes against humanity, war crimes and aggression.

    Some countries have adopted their own ecocide laws. Vietnam was the first to legally state in its penal code that “Ecocide, destroying the natural environment, whether committed in time of peace or war, constitutes a crime against humanity.” Yet the law has resulted in no prosecutions, despite several large pollution cases.

    Both Russia and Ukraine also have ecocide laws, but these have not prevented harm or held anyone accountable for damage during the ongoing conflict.

    Lessons for the future

    The Vietnam War is a reminder that failure to address ecological consequences, both during war and after, will have long-term effects. What remains in short supply is the political will to ensure that these impacts are neither ignored nor repeated.

  • MIL-OSI Global: Trump administration’s attempt to nix the labor rights of thousands of federal workers on ‘national security’ grounds furthers the GOP’s long-held anti-union agenda

    As the Trump administration seeks to shrink the federal workforce, slash nonmilitary spending and curb opposition to its policies, it is taking steps beyond the firing and furloughing of thousands of government workers.

    The government is also trying to strip hundreds of thousands of federal employees of their right to bargain collectively and have a voice in their conditions of employment.

    Citing “national security” concerns, President Donald Trump issued an executive order on March 27, 2025, that canceled collective bargaining agreements at more than 30 federal agencies, commissions and programs, including the Department of Veterans Affairs, the Environmental Protection Agency, the National Science Foundation and the Food and Drug Administration. A judge temporarily blocked the order’s enforcement on April 25.

    Over three decades of researching American unions, I’ve never witnessed such a sweeping assault on collective bargaining rights, which give workers represented by unions the ability to negotiate with employers about the terms of their employment.

    But advocates of strong labor rights should have known what might be in store given the labor policies recommended by the Heritage Foundation’s Project 2025. That document, which Trump disavowed on the campaign trail in 2024 but has embraced in practice during his second term, questions whether public-sector unions should exist at all.

    Keeping Americans ‘safe’

    The Trump administration’s broad attack on federal workers’ rights arrived less than three weeks after an earlier, similar action by Department of Homeland Security Secretary Kristi Noem.

    On March 7, Noem announced that the government was scrapping collective bargaining rights for all Transportation Security Administration workers, eliminating a 2024 agreement. She cited what she called an “irreconcilable conflict” between union representation for those 47,000 federal workers and national security.

    Only a “flexible, at-will” workforce can possess the “organizational agility” needed to “safeguard our transportation systems and keep Americans safe,” she said. Employers may fire “at-will” workers at their discretion with few limitations.

    Noem’s claim that unions and national security aren’t compatible strikes me as disingenuous.

    Unionized workforces have displayed in recent history both patriotism and dedication in their efforts to keep Americans safe. Unionized firefighters, police officers and other first responders rushed to the World Trade Center attempting to rescue those trapped inside on 9/11, for example.

    Similarly, many unionized public-sector workers risked their health during the toxic cleanup that followed the terrorist attacks.

    It is also worth noting that veterans comprise approximately 30% of the federal workforce. Their history of military service attests, I would argue, to their clear record of demonstrating loyalty and patriotism.

    To my eye, the argument that federal workers belonging to unions compromises national security appears to be more rooted in ideology than evidence.

    TSA as a case study

    The TSA emerged as part of President George W. Bush’s administration’s response to the 9/11 attacks in 2001; it designated newly hired airport security officers as federal employees.

    At the time, Bush insisted that TSA security officers should not belong to a union. He invoked national security concerns, arguing that union representation would undercut the “culture of urgency” needed to wage the “war on terrorism.”

    TSA employees finally gained collective bargaining rights during the Obama administration when they joined the American Federation of Government Employees in 2011.

    But after joining a union, TSA workers were still paid less than most federal employees. And they still couldn’t appeal disciplinary cases outside of TSA’s authority to the external board used by other federal employees that they viewed as more impartial.

    However, in recent years, TSA workers have obtained wage increases and stronger rights of appeal, along with other advances contained in a 2024
    collective bargaining agreement that the American Federation of Government Employees described as “groundbreaking.” These gains included uniform allowances, greater input on safety concerns and a pledge to examine expanded child care options.

    Now, the union has sued Noem, another Trump administration official and the TSA itself to block the administration’s rollback of these workers’ rights and protect their 2024 contract.

    JFK empowered federal workers

    Federal employees had historically organized unions to advocate and lobby for their interests.

    However, these unions lacked the formal ability to negotiate with the federal government in a collective bargaining process where, as labor scholar Robert Repas has explained, “decisions are made jointly, rather than unilaterally,” or ultimately at managerial discretion.

    Their members did not gain collective bargaining rights until 1962 when President John F. Kennedy issued an executive order making that possible. Kennedy’s action reflected the view that government employees should not be denied basic union rights enjoyed by their private sector counterparts.

    Acknowledging concerns that union rights might limit the ability to exercise centralized command and control, Kennedy’s directive exempted the FBI, CIA and other agencies charged with national security functions from collective bargaining.

    Federal employees covered by the 1962 executive order were also barred from striking. They could not negotiate over wages and benefits; power to make these decisions remained in the hands of Congress.

    In 1978, Congress passed the Civil Service Reform Act, which expanded the right of federal employees to collectively bargain for better working conditions, which its authors said were “in the public interest.” This law created an authority to oversee federal labor relations and established an appeals board to adjudicate worker grievances.

    Although federal employees did not enjoy as many rights as most union members in the private sector, they did gain a stronger voice in determining their working conditions and accessing grievance procedures to address workplace issues and concerns.

    Reagan and the air traffic controllers union

    Three years later, however, President Ronald Reagan fired over 11,000 air traffic controllers who had gone on strike, even though they lacked the right to do so. The Federal Labor Relations Authority subsequently decertified their union, the Professional Air Traffic Controllers Organization – known as PATCO.

    The strike’s failure seriously diminished the economic and political leverage of all U.S. unions for years. Membership in private-sector unions has declined sharply, while public-sector union membership remained relatively stable at about 1 in 3 workers. Overall, just under 10% of U.S. workers belonged to a union in 2024.

    Besides seriously diminishing the labor movement’s power and influence, the PATCO strike also had important political consequences. In his book about this labor dispute, historian Joseph McCartin wrote that crushing the PATCO strike led the Republican Party “in the direction of an unambiguous antiunionism” and a heightened antipathy toward unions in the public sector.

    Long-term goal

    The White House’s attack on federal unions represents an attempt to fulfill a longtime ambition of conservative activists.

    Executive orders, which can be rescinded by any president, lack the power of laws.

    But Sens. Mike Lee of Utah and Marsha Blackburn of Tennessee, both Republicans, introduced a bill in March that would enshrine Trump’s executive order in law. If that bill were to become law, it would “end federal labor unions and immediately terminate their collective bargaining agreements,” Lee and Blackburn have said.

    Meanwhile, eight House Republicans have asked the president to reverse course on collective bargaining rights, as have all House Democrats. A bipartisan group of senators has made a similar request.

    As the courts make their determinations and political opposition gathers, the American public has, I believe, an important question to answer. Is the spirit of the Civil Service Reform Act of 1978 – that “labor organizations and collective bargaining in the civil service are in the public interest” – worth upholding?

    This question warrants careful consideration and scrutiny. How the courts, Congress and the public respond will have enormous consequences for federal workers and the future of the union movement and the state of American democracy.

    In its response to the question for written answer E-000314/2024[1], the Commission stated that unidentified aerial phenomena (UAP) events could be reported under the category ‘unknown airborne objects’. However, such a category does not exist within ECCAIRS 2, the aviation safety reporting system governed by Regulation (EU) No 376/2014, and existing classifications do not adequately capture the nature of UAP incidents.

    Will the Commission commit to reviewing and updating EU aviation reporting systems, including ECCAIRS 2, to introduce a dedicated and standardised reporting category for UAP incidents, in order to ensure consistency, data integrity and the highest standards of flight safety across the EU Member States?

    Union Minister Dr. Jitendra Singh visited Udhampur today, where he held a comprehensive interaction with public representatives and local citizens and also conducted a review of the security arrangements.

    During the meeting, while reassuring the citizens about reinforcement in security deployment, Dr. Jitendra Singh also emphasized the government’s initiatives for the all-round development of the district. He highlighted several key infrastructure and public welfare projects in the region which are being expedited because of their security relevance as well.

    These, the Minister said, include the widening of the Dhar Road for smooth movement of security forces and the much-anticipated Ujh Multipurpose Project which is also proved vulnerable for cross border infiltrations and is being pursued by both the Ministry of Home Affairs and the Ministry of Jal Shakti. He expressed optimism about positive progress on the project.

    Dr. Jitendra Singh also revealed that Udhampur’s long-pending dream of an operational airport is close to reality, a development expected to significantly boost local connectivity both for civilians as well as the Army which has its Northern headquarters over here and also the economic prospects.

    Adding to the infrastructure push, he informed that the proposed Chatargala Tunnel project is on the agenda, promising to further improve road connectivity in the region and avoid its turning into a militant hideout particularly when it is snow clad and cut off. . He said that efforts are underway to improve mobile connectivity in Udhampur, with the installation and streamlining of mobile towers across the district.

    Addressing the needs of youth, the Minister announced that army recruitment drives have resumed, and discussions have already been held with the incoming General Officer Commanding (GOC), Lt Gen Prateek Sharma, who will soon assume charge.

    He further underscored Udhampur’s growing importance in the upcoming Shri Amarnath Yatra, particularly as train services will directly connect pilgrims to the area.

    Dr. Jitendra Singh called for the formation of a Civil Society Committee to facilitate regular feedback, timely inputs. He added that such a mechanism will enhance participatory governance.

    Speaking on security concerns, Dr. Jitendra Singh said that appropriate security responses will be ensured. “The recent events are an eye-opener. We will address all concerns and constraints to ensure peace and safety. Miscreants will be dealt with firmly,” he added.

    Dr. Jitendra Singh also expressed his appreciation to the district administration, particularly the Deputy Commissioner, for their ongoing efforts in maintaining law and order and supporting developmental initiatives.

    A graduate gave an open public lecture “Novosibirsk residents to the front” at Novosibirsk State University Humanitarian Institute of NSU, Honorary Archivist of the Russian Federation, Leading Archivist of the State Archives of the Novosibirsk Region Igor Samarin. He spoke about the creation of the 133rd Rifle (later the 18th Guards Insterburg) Division in Novosibirsk in 1939 and its combat path during the Great Patriotic War, as well as about the formation of the 1st Siberian Volunteer Division. It was in its ranks that Mikhail Perevozchikov, Olga Zhilina, Boris Bogatkov, whose names are given to streets in Novosibirsk, fought.

    “Breakthrough Division”

    This is what the 133rd Rifle Division (later the 18th Guards Insterburg) was called during the Great Patriotic War. The division covered itself with unfading glory in the Battle of Moscow in late 1941 – early 1942, in the Rzhev-Sychevka offensive operation, in the Oryol and Vitebsk-Orsha offensive operations, in the East Prussian offensive operation, as a result of which the city of Insterburg and the city of Koenigsberg, considered impregnable, were captured. The “breakthrough division” ended its combat path by capturing the seaport – the Pillau fortress.

    The 133rd separate rifle division was formed in the military town of Novosibirsk in 1939 according to the order of the Military Council of the Siberian Military District dated September 8. It was formed on the basis of the 78th and 71st rifle divisions and their assigned personnel, living in the settlements of Altai and Siberia.

    — The division’s fighters received the news of the beginning of the Great Patriotic War at the summer camps in the vicinity of Biysk, where they were training. Early in the morning of June 22, 1941, there was a parade dedicated to the opening of military training. After the parade, sports competitions began. They were interrupted by a government radio message about the attack of Nazi Germany on the Soviet Union. After 2-3 hours, rallies were held in all regiments. And the next day, by order of the Siberian Military District command, all personnel of the 133rd Division regiments returned to winter quarters. Only one day was allocated for training to be sent to the front. At night, the fighters received combat equipment. In 24 hours, ammunition, weapons, camouflage, draft power and transport were collected, — said Igor Samarin.

    The division was immediately thrown into defensive battles near Moscow, which went into a counteroffensive by winter. On July 5, 1941, the 2nd Battalion of the 133rd Division arrived at the destination station of Vyazma. After a long march, the battalion occupied a defensive line on the Dnieper River. The battalion was advanced by the lead detachment 70 km. On July 7, 1941, the 133rd Division, having unloaded at Vyazma station and joined the 24th Army, moved to the concentration area and took up defensive positions on the eastern bank of the Dnieper River. From July 10, it participated in the Battle of Smolensk.

    On September 1, 1941, by order of the General Command, the 133rd Rifle Division was transferred to the Velikiye Luki direction, to the area of the city of Andreapol in the Kalinin region, where it became part of the 22nd Army of Major General V.A. Yushkevich. Two days later, units of the 133rd Rifle Division, having arrived in the concentration area of the Soblago-Pena station, went out to occupy a new line of defense. The division fought fierce battles in the area of Mosty, Vitbino, Zhabero, Okhvat, where, having inflicted significant damage on the enemy, it delayed his advance from the eastern side. In this area, it advanced 10-12 km through fighting and liberated about 20 settlements. And on September 30, 1941, the great battle of Moscow began. It is divided into two periods: defensive (September 30 – December 4, 1941) and counteroffensive (December 5–6, 1941 – January 7–8, 1942), which then grew into a general offensive of our troops in the Western (Moscow), Northwestern and Southwestern directions (January 7–10 – April 20, 1942).

    In January – early March 1942, the 133rd Rifle Division fought as part of the 49th Army. As a result of battles and offensive actions, units of the division liberated 88 settlements.

    On March 17, 1942, for the heroism, discipline and exemplary performance of combat missions in the fight against German fascism, the 133rd Separate Rifle Division was transformed into the 18th Guards Rifle Division by order of the People’s Commissar of Defense of the USSR No. 78 of March 17, 1942, and on May 3 of the same year, by Decree of the Presidium of the Supreme Soviet, the division was awarded the Order of the Red Banner for successful combat operations against the Nazi invaders.

    From March 20, 1942 to February 9, 1943, the division fought heavy defensive battles on the 15 km long Sukov line (the villages of Novo-Sukovka and Sukovka), nicknamed “Little Sevastopol”.

    Igor Samarin illustrated the story of the combat path of the “Breakthrough Division” with a vivid presentation with pictures of priceless archival documents and frontline photographs. Among them is the division’s combat log, which, in addition to the advances of the combat unit and the awards received by the soldiers and commanders, also contains information about losses. In January 1942 alone, the division, numbering 12-13 thousand people, lost 2,725 soldiers and officers, in February – 2,534, and in March – 4,314.

    — At that time, positional warfare was being waged on this section of the front. There was no large-scale offensive or large-scale defense, but there were fierce battles — the so-called “trench warfare.” The division’s fighters drew off enemy forces that, under other conditions, could have replenished the enemy army rushing to Moscow. If “trench warfare” had not been waged on some sections of the front, there would have been no decisive attacks and breakthroughs on others. However, this division participated not only in heavy positional battles, otherwise it would not have been called a “breakthrough division.” It had many heroic attacks and assaults on enemy fortifications, but its most striking feat was the capture of Königsberg. Not only does this city stand on a hill, it is also surrounded by high medieval fortress walls. An impregnable stronghold. But our fighters did what seemed impossible, — explained Igor Samarin.

    Photographs and documents from the State Archives of the Novosibirsk Region contain evidence of the exploits of the fighters of the “Breakthrough Division”. The lecturer showed the audience photo portraits of its heroes. Among them was Private Ikram Tashmetov, who initiated the sniper movement in the division and personally destroyed 105 fascists – an enemy company – in 9 months. Another sniper, Sergeant Ivan Saenko, destroyed 240 German soldiers and officers from February 1942 until the end of the war. This fact is confirmed by a certificate issued to him by the commander of the unit in which he served his military career.

    The grandson of the legendary hero of the civil war Vasily Chapaev, Alexander, also served in the division as an artillery squad commander. His photo was published in a front-line newspaper, which has been preserved in the archives to this day.

    A photo of the orchestra of the 18th Guards Rifle Division has also survived. At the beginning of the war, the divisional orchestra consisted of 30 people and was led by Mikhail Kazakov. Three regimental brigades were created on the basis of the divisional orchestra, which operated directly on the front line. They gave concerts in dugouts and bunkers, even if there were only 10-15 spectators and the performances took place in several stages. The repertoire of the divisional orchestra was not limited to bravura marches. It was wide and varied, including classical works.

    The division also had its own newspaper, “Defense of the Motherland,” and printed leaflets. It even had its own artist, Ivan Titkov. His pencil drawings have been perfectly preserved to this day. The subjects were varied: our soldiers on the offensive, on defense, on reconnaissance, during rest hours, and captured enemy soldiers.

    Volunteers

    The 1st Siberian Volunteer Division of Siberian Warriors was created in July 1942 on the initiative of the Novosibirsk Regional Committee of the All-Union Communist Party (Bolsheviks). Subsequently, it was named the 150th Rifle Division, then became the 22nd Guards Riga Division. It was in this famous division that our fellow countrymen fought, after whom streets in Novosibirsk are named – Mikhail Perevozchikov, Olga Zhilina, Boris Bogatkov.

    — In the summer of 1942, the enemy was still strong and was gathering new forces for an offensive on the Caucasus, Moscow, and Stalingrad. In these conditions, volunteer divisions began to form in many regions of our country. Novosibirsk Oblast was no exception. This initiative was formalized and sent to Joseph Stalin. His consent was received a few days later, on July 2. And already on July 4, the first application was submitted. And by July 7, there were already 2,723 of them. By July 22, 5,410 privates and 715 junior officers were accepted into the volunteer division, and another 984 people from the regular junior staff arrived. In total, the division at that time numbered 7,179 soldiers and junior officers. And the recruitment of volunteers did not end there, — said Igor Samarin.

    The first commander of the division was Nikolai Guz. The lecturer showed the audience a unique document – his award sheet for the Order of the Red Banner, stored in the Central Archive of the Ministry of Defense of the Russian Federation, and said that Nikolai Olimpievich was an outstanding officer. He commanded the 345th Rifle Division, which participated in the defense of Sevastopol (the division was completely destroyed, but the banner was saved), was the commander of the 150th Rifle Volunteer Division named after Stalin, and then the 22nd Guards Rifle Division and the 338th Rifle Division.     — The party leadership of the Novosibirsk region was given the task of not just creating a volunteer division, but also providing it with comprehensive assistance and replenishment. That it would fully assist and replenish it, which was done with great dedication and efficiency, — noted Igor Samarin.

    Among the volunteers was Mikhail Perevozchikov. Since he was the secretary of the Novosibirsk regional committee of the Komsomol, he had a deferment, but nevertheless, Mikhail Georgievich persistently sought to get to the front. He went to the front as a volunteer and died in a fierce battle with the fascists near the city of Bely on November 25, 1942, repelling an enemy tank attack. A street in the Zaeltsovsky district of Novosibirsk is named after him.

    One of the streets in the Central District of Novosibirsk is named after Olga Zhilina, who was one of the first girls to apply to be included in the 22nd Volunteer Division.

    — The life of this amazing woman is shrouded in mystery. The exact date of her birth is unknown, only the year — 1914. Olga Vasilievna was born in Kolyvan, and as a child, she lost her parents and was taken into the care of her aunts, who took her to Novosibirsk. Today, employees of the State Archives of the Novosibirsk Region have tried to establish her date of birth. To do this, they turned to the registers of Orthodox churches in Kolyvan. From 1914, only two churches out of three that existed at that time have preserved registers. Olga Zhilina’s birth and baptism were not recorded in them. The third register could not be found, — the lecturer said.

    Olga graduated from high school, studied at the workers’ faculty, but did not graduate. For some time she worked as a saleswoman in a store, and then mysteriously ended up in the personnel department of the regional party committee. Then – in the personnel department of the NKVD administration for the Novosibirsk region, and then she even headed the military department in the Central district party committee. In addition, Olga Zhilina was engaged in shooting, showing excellent results, was fond of sports, ran cross-country, and studied German. She, like Mikhail Perevozchikov, also had an “iron” exemption, but nevertheless, she preferred to take nursing courses and become a front-line medical instructor.

    During her two years at the front as a medical battalion instructor, Olga Zhilina suffered eight wounds, carrying the wounded out of the heaviest battles. At the same time, she was also a sniper and has killed enemy soldiers and officers.

    On October 8, 1944, in the area of the village of Bumbieri near Riga, she carried 17 wounded soldiers out of a burning barn set on fire by the Nazis. She was mortally wounded there. But even here there were mysteries. Later, an eyewitness to these events was found. The woman said that Olga Zhilina came out of the ill-fated barn alive, but with two wounds. She refused to have her wounds bandaged. Then they went together to the front line to carry the wounded from the battlefield. And it was there that Olga Vasilyevna was killed.

    Olga Zhilina received 4 military awards for her military exploits, including the Order of the Red Star, the Order of the Red Banner, the Medal for Military Merit, and the Order of the Patriotic War, 1st degree, posthumously.

    The young Novosibirsk poet Boris Bogatkov also fought in the 22nd Siberian Volunteer Division. His poems began to be published in 1940 in the magazine “Sibirskie Ogni”. In 1941, he volunteered for the front, but after a concussion he was evacuated to Novosibirsk. In 1942, despite the doctors’ prohibitions, he returned to the front. He died a year later in the Smolensk region, raising his platoon to attack. According to eyewitnesses, at that moment his platoon was going at the enemy with his song. He was only 20 years old.

    Boris Bogatkov was posthumously awarded the Order of the Patriotic War, 1st class. A street, school and library in Novosibirsk are named after him.

    “Novosibirsk residents to the front”

    Novosibirsk residents made a significant contribution to the Victory in the Great Patriotic War not only on the battlefields, but also in the deep rear. They provided assistance to the residents of Leningrad – they sent trains with butter, clothes, food and everything necessary.

    – “Novosibirsk Komsomolets” – the so -called columns of tanks and squadrons of planes, and there were six of them. The State Archive of the Novosibirsk Region stores amazing documents-signature sheets on raising funds for the construction of the second squadron “Novosibirsk Komsomolets” among students of grades 2-3 of schools of the Suzunsky district. Children gave their pocket money, saying about adults who donated their savings. There are cases when people who were awarded the Stalin Prize, all of it were given to the defense fund without a trace, or sent to the construction of the Novosibirsk Komsomolets air squadron or “for their homeland!”. Industrial enterprises, collective farms, state farms, various labor collectives participated in financing the construction of combat aircraft and tanks. Also, 24 guards mortars of BM-13 Katyusha were built at the expense of the workers, which were transferred to the 4th Guards mortar Sevastopol Regiment, over which our region took patronage. The submarine “Novosibirsk Komsomolets” was also completed with folk money. The construction of the submarine began before the war, and it was intended to be sent to the Black Sea Fleet, but for some reason the work was discontinued. The Novosibirsk made an initiative to raise money to complete the construction and proposed transferring the submarine to the Northern Fleet. With the assistance of the Komsomol regional committee and a large -scale response by the population, the necessary amount was collected. The submarine was completed, the name “Novosibirsk Komsomolets” was given to her and sent by rail to the Northern Fleet base to the city of Polar. The delegation of the Novosibirsk Komsomol members was present on August 10, 1943 at a rally on the occasion of the transfer of the Novosibirsk Komsomolets to the Northern Fleet sailors. In total, this boat made 4 military campaigns, according to official figures, one transport was sunk, but the boat crew itself claimed that 2 enemy ships of a large displacement were destroyed. Since then, there is always a submarine with the name “Novosibirsk Komsomolets” in the Northern Sea Fleet, ”said Igor Samarin.   

    During the war, Novosibirsk lived by one motto: “Everything for the front, everything for victory.” Igor Samarin voiced some data collected with historians and archival employees to justify assigning Novosibirsk the title of “City of Labor Valor.” This information is impressive: Novosibirsk defense enterprises produced almost a third of the shells (about 125 million) and a quarter of the combat fighters (more than 15 and a half thousand). Collective and state farms of the Novosibirsk region prepared more than 1 million 750 thousand tons of grain and more than 70 thousand tons of meat for the state, transferred almost 4 thousand cars and tractors, about 28 thousand horses for the needs of the front.

    Igor Samarin accompanied his lecture with vivid presentations with photos of unique and rare documents from the State Archives of the Novosibirsk Region and the archives of the Novosibirsk Military Historical Scientific Society, which was perceived by the audience with particular interest, especially since the majority of them were undergraduate and graduate students in the field of History, as well as employees of the Humanities Institute of NSU.

    Summary

     

    • UDAN Scheme was launched on 21st October 2016; the first UDAN flight operated between Shimla and Delhi on 27th April 2017.
    • 625 UDAN routes have been operationalized, connecting 90 airports (including 2 water aerodromes, and 15 heliports) across India.
    • More than 1.49 crore passengers have benefited from affordable regional air travel under UDAN.
    • India’s airport network expanded from 74 airports in 2014 to 159 airports in 2024, more than doubling in a decade.

    Introduction

     

    The sky, long seen as a symbol of aspiration, was once an unattainable dream for many in India. To bridge this gap, the Government of India, under the leadership of Prime Minister Shri Narendra Modi, launched the Regional Connectivity Scheme (RCS) – UDAN (“Ude Desh ka Aam Nagrik”) on October 21, 2016. Rooted in the Prime Minister’s vision that even a common man in slippers should be able to afford air travel, UDAN aims to democratize aviation by making flying accessible and affordable for all. Implemented by the Ministry of Civil Aviation, this flagship scheme has since transformed India’s regional connectivity landscape.

    The dream of affordable air travel for the common citizen began to take tangible form with the first UDAN flight. This landmark flight took off on April 27, 2017, connecting the serene hills of Shimla to the bustling metropolis of Delhi. On April 27, 2025, this landmark event, which marked the beginning of a transformative journey in Indian aviation, opening up the skies to countless citizens, will complete 8 years.

    The UDAN scheme was conceptualised under the National Civil Aviation Policy (NCAP) 2016, with a 10-year vision, to connect Tier-2 and Tier-3 cities through a market-driven yet financially supported model. The scheme incentivised airlines through concessions and Viability Gap Funding (VGF) to operate on regional routes, ensuring affordable fares and improved accessibility.

     

     Components of UDAN Scheme

     

    1. Viability Gap Funding (VGF): Financial support to airlines to ensure affordable fares.
    2. Airfare Cap to ensure affordability.
    3. Collaborative Governance between Centre, States, Airport Authority of India (AAI), and private airport operators.

     

    1. Stakeholder Incentives:

    The government has implemented several supportive measures to attract airlines to operate flights in less lucrative markets:

    Airport Operators: They waive landing and parking charges for RCS flights, and the Airports Authority of India (AAI) does not levy Terminal Navigation Landing Charges (TNLC) on these flights. Moreover, a discounted Route Navigation and Facilitation Charge (RNFC) is applied.

    Central Government: For the first three years, excise duty on Aviation Turbine Fuel (ATF) purchased at RCS airports is capped at 2%. Airlines are also encouraged to enter code-sharing agreements to expand their reach.

    State Governments: States have committed to reducing VAT on ATF to 1% or less for ten years and providing essential services such as security, fire services, and utility services at reduced rates.

    This collaborative framework has fostered an environment where airlines can thrive while serving regions that have long been overlooked.

    Evolution of the UDAN Scheme: From Inception to Expansion

     

    Since its launch in 2016, the UDAN scheme has evolved through multiple rounds, each expanding India’s regional air connectivity scope and scale. Below is a summary of the key phases:

     

    UDAN 1.0 (2017)

    • Launch Milestone: First UDAN flight took off on April 27, 2017 (Shimla–Delhi).
    • Coverage: 5 airline operators awarded 128 routes to 70 airports, including 36 new airports.

    UDAN 2.0 (2018)

    • Expanded the scheme to include 73 underserved and unserved airports.
    • For the first time, helipads were also connected into the UDAN network.

     

    UDAN 3.0 (2019)

    • Introduced Tourism Routes in coordination with the Ministry of Tourism.
    • Incorporated Seaplane operations to connect Water Aerodromes.
    • Several routes in the North-East Region came under the ambit of the scheme.

     

    UDAN 4.0 (2020)

    • Focused on hilly regions, North-Eastern States, and island territories.
    • Enhanced emphasis on helicopter and seaplane service.

    Key Innovations and the Road Ahead for Regional Connectivity

    UDAN Yatri Cafes: In line with the vision of making air travel more inclusive, affordable Yatri Cafes have been launched at Kolkata and Chennai airports, offering quality food at accessible prices—tea for ₹10 and samosas for ₹20.

     

     

    Seaplane Operations: To boost regional and last-mile connectivity, guidelines for seaplane operations were released on August 22, 2024, focusing on safety, security, and operational viability. UDAN Round 5.5 has been launched to invite bids from over 50 identified water bodies across the country.

     

     

    Revamped UDAN Initiative: Building on the success of the original scheme, a revamped version aims to add 120 new destinations and enable affordable air travel for 4 crore more passengers over the next decade. The focus will be on expanding connectivity to remote, hilly, and aspirational districts, especially in the North Eastern region, with special support for helipads and smaller airports.

     

     

    Krishi UDAN Scheme: Designed to support farmers and improve value realisation for agri-produce, Krishi UDAN facilitates timely and cost-effective air logistics, particularly from Northeast, hilly, and tribal regions. This multi-ministry convergence scheme currently covers 58 airports, with a focus on 25 priority airports and 33 others nationwide.

     

     

     

    Airport Infrastructure Development: The government has committed to developing 50 new airports over the next 5 years. This includes new greenfield airports in Bihar, expansion of Patna Airport, and development of a brownfield airport at Bihta, aiming to meet the future demand for air travel and regional growth.

    UDAN is more than a policy—it’s a transformative movement that has redefined the aviation narrative in India. By bridging the skies between Bharat and India, the scheme has made the dream of affordable air travel a reality for millions.     My dear countrymen, Namaskar. Today as I speak to you in ‘Mann Ki Baat’, there is a deep anguish in my heart. The terrorist incident that took place in Pahalgam on the 22nd of April has hurt every citizen of the country. Every Indian holds deep sympathies for the affected families. No matter which state one belongs to, no matter which language one speaks, one is feeling the pain of those who have lost their loved ones in this attack. I can feel that the blood of every Indian is on the boil after seeing the pictures of the terrorist attack. This attack in Pahalgam shows the desperation of the patrons of terrorism; displays their cowardice… at a time when peace was returning to Kashmir, there was a vibrancy in schools and colleges, construction work had gained unprecedented pace, democracy was getting stronger, the number of tourists was increasing at a record rate, people’s income was increasing, new opportunities were being created for the youth. The enemies of the country, the enemies of Jammu and Kashmir, did not like that. The terrorists and the masterminds of terror want Kashmir to be destroyed again and hence they executed such a big conspiracy. In this war against terrorism, the unity of the country, the solidarity of 140 crore Indians, is our biggest strength. This unity is the basis of our decisive fight against terrorism. We have to strengthen our resolve to face this challenge that has surfaced before the country. We have to demonstrate strong willpower as a nation. Today the world is watching, after this terrorist attack, the whole country is speaking in one voice.

    Friends, the anger that we the people of India feel, that anger is there in the whole world. After this terrorist attack, condolences are continuously pouring in from all over the world. Global leaders have called me up as well; written letters and sent messages too. Everyone has strongly condemned this heinous terrorist attack. They have expressed condolences to the families of the deceased. The whole world stands with 140 crore Indians in our fight against terrorism. I once again assure the affected families that they will get justice, and justice will be done. The perpetrators and conspirators of this attack will be served with the harshest response.

    Friends, two days ago we lost the country’s great scientist Dr. K. Kasturirangan ji. Whenever I met Kasturirangan ji, we discussed topics like the talent of Indian youth, modern education, Space-Science. His contribution in lending newer heights to science, education and India’s Space Program shall always be remembered. ISRO attained a new identity under his leadership. The Space Programs that moved forward under his guidance gave global recognition to India’s efforts. Many of the satellites that India uses today were launched under the supervision of Dr. Kasturirangan.

    There was one more special facet to his personality, which the younger generation can learn from. He always accorded importance to innovation. The vision of learning, knowing and doing something new is very inspiring. Dr. K. Kasturirangan also played a major role in formulating the new National Education Policy of the country. Dr. Kasturirangan came up with the idea of ​​forward looking education according to the modern needs of the 21st century. His selfless service to the country and contribution to nation building will always be remembered. Very humbly, I pay my tribute to Dr. K. Kasturirangan.

    My dear countrymen, this month of April marks 50 years of the launch of the Aryabhatta Satellite. Today, when we look back and remember this journey of 50 years, we realize how far we have come. This flight of India’s dreams in space once commenced with just conviction. Some young scientists with the passion to do something for the nation … they neither had the modern resources like today, nor the access to world technology as such. If at all they had anything, it was talent, dedication, hard work and the passion to do something for the country. You must have seen pictures of our scientists carrying critical equipment themselves on bullock carts and bicycles. It is the result of that very dedication and spirit of service to the nation that so much has changed today. Today India has become a Global Space Power. We have created a record by launching 104 Satellites simultaneously. We have become the first country to reach the South Pole of the Moon.

    India has launched the Mars Orbiter Mission and we have reached pretty close to the Sun through the Aditya – L1 Mission. Today India is leading the most cost effective but successful Space Program in the entire world. Many countries of the world take help of ISRO for their Satellites and Space Missions. Friends, when we see a Satellite launch by ISRO, we are filled with pride. I had a similar feeling when I witnessed the launch of PSLV-C-23 in 2014. I was also present at the ISRO Center in Bengaluru during the landing of Chandrayaan-2 in 2019. At that time Chandrayaan failed to achieve the expected success, it was a very difficult time for the scientists. But I could see with my own eyes the patience of the scientists and their zeal to achieve something. And a few years later, the whole world too noticed how the same scientists made Chandrayaan-3 a success.

    Friends, now India has opened her Space Sector for the private sector as well. Today many youth are attaining new milestones in the field of Space Startups. 10 years ago, there was only one company, but today there are more than 325 Space Startups working in the country. The times to come are ushering in a lot of new possibilities in Space. India is going to scale new heights. The country is busy preparing for many important missions like Gaganyaan, SpaDeX and Chandrayaan-4. We are also working on the Venus Orbiter Mission and Mars Lander Mission. Our Space Scientists are going to fill the countrymen with new pride through their innovations.

    Friends, you certainly must have seen the horrific pictures of the earthquake that struck Myanmar last month. The earthquake caused huge devastation there… every breath, every moment was precious for the people trapped under the debris. That is why India immediately started Operation Brahma for our brothers and sisters in Myanmar. From Air Force aircraft to Navy ships, everything was sent to help Myanmar. The Indian team set up a field hospital there. A team of engineers helped in assessing the damage to important buildings and infrastructure. The Indian team supplied blankets, tents, sleeping bags, medicines, food items and many other things. During all of that, the Indian team also received a lot of appreciation from the people there.

    Friends, in this crisis, many heart-touching examples of courage, patience and ingenuity came to light. The Indian team rescued an elderly woman of more than 70 years of age who was buried under the debris for over 18 hours. Those who are watching ‘Mann Ki Baat’ on TV right now, you must be able to see the face of that elderly woman. The team from India provided every treatment facility, from stabilizing her oxygen level to treatment of fractures. When this elderly woman was discharged from the hospital, she expressed her gratitude to our team. She expressed that she had got a new life because of the Indian rescue team. Many people told our team that because of them they were able to locate their friends and relatives.

    Friends, after the earthquake, there was a possibility of many people being trapped in a monastery in Mandalay, Myanmar. Our team also carried out relief and rescue operations there, that resulted in them receiving a lot of blessings from Buddhist monks. We are very proud of all those who participated in Operation Brahma. We have our tradition, our values, the sentiment of ‘Vasudhaiva Kutumbakam’ – the whole world is one family. India’s readiness as the Vishwa-Mitra in times of crisis and India’s commitment to humanity is becoming the hallmark of our identity.

    Friends, I have come to know about an innovative effort of NRIs in Ethiopia, Africa. Indians living in Ethiopia have taken the initiative to send children who are suffering from heart disease since birth to India for treatment. Many such children are also being helped financially by Indian families. If the family of a child is unable to come to India on account of lack of money, our Indian brothers and sisters are making arrangements for that too. The effort is to ensure that every needy child of Ethiopia suffering from a serious ailment receives better treatment. This noble work of NRIs is being appreciated a lot in Ethiopia. You know that medical facilities are constantly improving in India. Citizens of other countries are also benefitting from that.

    Friends, just a few days ago, India has also sent a large quantity of vaccine for the people of Afghanistan. These vaccines will be useful in preventing dangerous diseases like Rabies, Tetanus, Hepatitis B and Influenza. This week, on Nepal’s request, India has sent a large consignment of medicines and vaccines there. This will ensure better treatment for patients of thalassemia and sickle cell disease. Whenever it comes to serving humanity, India has always been at the forefront and will always be at the forefront in every such need in the future as well.

    Friends, we were just referring to Disaster Management and the most important thing in dealing with any natural disaster is your alertness. You can now get help in this alertness from a special APP on your mobile. This APP can save you from getting trapped in any natural disaster and its name too is ‘Sachet’. The ‘Sachet APP’ has been developed by India’s National Disaster Management Authority (NDMA). Be it flood, cyclone, land-slide, tsunami, forest fire, avalanche, storm, hurricane or lightning, ‘Sachet APP’ tries to keep you informed and protected in every way. Through this APP, you can receive updates related to the weather department. The special thing is that ‘Sachet APP’ also provides a lot of information in regional languages. You too should take advantage of this APP and share your experiences with us.

    My dear countrymen, today we see India’s talent being appreciated all over the world. India’s youth has changed the world’s view towards India and the interest of the youth of any country shows what the future of the country would be like. Today, India’s youth is moving towards science, technology and innovation. Even in those regions, which were earlier known for backwardness and other factors, the youth have set examples that give us new confidence. A Science Centre at Dantewada in Chhattisgarh is drawing everyone’s attention these days. Until some time ago, Dantewada was known only for violence and unrest, but now, the Science Centre there has become a new ray of hope for children and their parents. Children are enjoying going to this Science Centre. They are now learning everything from making new machines to technology.

    Through making new machines and using technology, they are learning to make new products now. They have got the opportunity to learn about 3D printers and robotic cars as well as other innovative things. Some time ago, I also inaugurated Science Galleries at Gujarat Science City. These galleries provide a glimpse of the potential of modern science, and how much science can do for us. I have been informed that the children there are very excited about these galleries. This growing attraction towards science and innovation will surely take India to new heights.

    My dear countrymen, the biggest strength of our country is our 140 crore citizens, their capability, their will power. And when crores of people join a campaign together, its impact is huge. An example of this is ‘Ek Ped Maa Ke Naam’ – this campaign is in the name of the mother who gave birth to us and it is also for Mother Earth who ensconces us in her lap. Friends, On the 5th of June, on ‘World Environment Day’, this campaign is completing one year. During this one year, under this campaign, more than 140 crore trees have been planted in the name of the mother across the country. Observing this initiative of India, people outside the country have also planted trees in the name of their mother. You too should become a part of this campaign, so that on completion of one year, you can be proud of your participation.

    Friends, all of us know that trees provide coolness… we get relief from heat in the shade of trees. But recently I came across another news related to this which caught my attention. During the last few years, more than 70 lakh trees have been planted in Ahmedabad city of Gujarat. These trees have increased the green area in Ahmedabad to a great extent. Along with that, the number of water bodies has also increased here due to the construction of the River Front on the Sabarmati river and reconstruction of some lakes like Kankaria lake. Now news reports say that in the last few years, Ahmedabad has become one of the major cities fighting against global warming.

    The people there are also feeling this change; the coolness in the environment. The trees planted in Ahmedabad are becoming the reason of bringing myriad shades of happiness there. I again urge all of you to plant trees to maintain the health of the earth, to deal with the challenges of climate change, and to secure the future of your children. ‘Ek Ped – Maa Ke Naam’.

    Friends, there is an old saying ‘where there is a will there is a way’. When we decide to do something new, we certainly reach our destination. You must have eaten a lot of apples grown in the mountains. But, if I ask you whether you have tasted the apples of Karnataka, you will be surprised. Usually, we think that apples are grown only in the mountains. But Shri Shail Teli ji, who lives in Bagalkot, Karnataka, has grown apples in the plains. In his Kulali village, apple trees have started bearing fruits even in temperatures above 35 degrees. Actually since, Shri Shail Teli was fond of farming, so he tried apple farming as well and he attained success in it. Today, a lot of apples grow on the trees planted by him and he is earning a good income by selling them.

    Friends, now that we are talking about apples, you must have heard the name of Kinnauri apple. Saffron production has started in Kinnaur, famous for apples. Generally, saffron cultivation was little in Himachal, but now it has commenced in the beautiful Sangla valley of Kinnaur. One such example is Wayanad in Kerala.

    Success has been achieved in growing saffron there as well. And in Wayanad, this saffron is not being grown in any field or soil; rather with the help of the Aeroponics Technique. Something astonishingly similar has happened with the production of litchi. We had been hearing that litchi grows in Bihar, West Bengal or Jharkhand. But now litchi is being grown in South India and Rajasthan as well. Thiru Veera Arasu of Tamil Nadu used to cultivate coffee. He planted litchi trees in Kodaikanal and after 7 years of hard work, those trees have started bearing fruit. The success in growing litchi has inspired other farmers in the area. Jitendra Singh Ranawat has succeeded in growing litchi in Rajasthan. All these examples are very inspiring. If we decide to do something new and persist despite difficulties, even the impossible can be made possible.

    My dear countrymen, today is the last Sunday of April. The month of May is beginning in a few days. I will take you around 108 years back from today. The year 1917… these two months of April and May… a unique battle for independence was being fought in the country. The atrocities of the British were at their peak. The exploitation of the poor, the deprived and the farmers had crossed inhuman levels. On the fertile land of Bihar, the British were forcing the farmers to grow indigo. The farmers’ fields were becoming barren due to indigo cultivation, but the British government was least concerned. In such a situation, Gandhiji reached Champaran in Bihar in 1917.

    The farmers told Gandhiji – “our land is dying, we are not getting food grains to eat.” The pain of lakhs of farmers made a resolve come up in Gandhiji’s mind. From there the historic Satyagraha of Champaran started. ‘Champaran Satyagraha’ was the first big experiment by Bapu in India. The entire British rule was shaken by Bapu’s Satyagraha. The British had to suspend the law that forced farmers to cultivate indigo. This was a victory that infused new confidence in the freedom struggle. All of you must be aware that another son of Bihar also contributed a lot to this Satyagraha, who became the first President of the country after independence. The great personality was – Dr. Rajendra Prasad. He also wrote a book on the ‘Champaran Satyagraha’ – ‘Satyagraha in Champaran’… every young person should read this book. Brothers and sisters, many more indelible chapters of the freedom struggle are associated with April itself. Gandhiji’s ‘Dandi March’ culminated on the 6th of April itself. This March which commenced on the 12th of March and continued for 24 days had shaken the British. The Jallianwala Bagh massacre took place in April itself. The marks of this blood stained history are still present on the soil of Punjab.

    Friends, in a few days, on the 10th of May, the anniversary of the first freedom struggle would also be there. The spark that arose in that first battle for freedom, later became a torch for millions of freedom fighters.

    On the 26th of April, we observed the death anniversary of the great hero of the 1857 revolution, Babu Veer Kunwar Singh. The entire country derives inspiration from this great freedom fighter of Bihar. We have to keep alive the immortal inspirations of lakhs of such freedom fighters. The energy we receive from them provides renewed strength to our resolve of Amritkaal.

    Friends, in this long journey of ‘Mann Ki Baat’, you have formed an intimate relationship with this programme. The achievements that the countrymen want to share with others are conveyed to the people through ‘Mann Ki Baat’. Next month, we will again meet and talk about the diversity, glorious traditions and new achievements of the country.   • MIL-OSI China: China refines departure tax refund policy to encourage inbound consumption

    BEIJING, April 27 — China unveiled a set of measures on Sunday to further optimize its departure tax refund policy to meet overseas tourists’ needs better and expand inbound consumption.

    The minimum purchase threshold for departure tax refunds has been lowered, allowing overseas travelers to apply for a refund if they spend at least 200 yuan (about 27.75 U.S. dollars) at the same store on the same day and meet other relevant requirements, according to a circular jointly issued by the Ministry of Commerce and five other government departments.

    While ensuring proper risk management, refunds will be made available through multiple channels, including mobile payments, bank cards and cash, to better accommodate the diverse payment preferences of overseas travelers. The upper limit for cash refund has been raised to 20,000 yuan.

    The circular also outlines steps to expand the number of departure tax refund stores, enrich the supply of related goods and improve related services.

    More departure tax refund stores will be set up in major shopping areas, pedestrian streets, tourist sites, resorts, cultural venues, airports, passenger ports and hotels, according to the circular.

    Departure tax refund stores are encouraged to broaden product offerings to include time-honored brands, renowned Chinese consumer goods, smart devices, intangible cultural heritage items, crafts and specialty products, among others.

    A series of activities to promote shopping in China will be launched to support local efforts to cultivate and promote high-quality signature products, such as “city gifts” and “must-buy” items, in departure tax refund stores.

    Meanwhile, the regulations regarding departure tax refund have been revised to optimize related services and streamline the refund process to help overseas travelers more easily benefit from departure tax refund policies, according to the country’s taxation authorities.

    Earlier this month, China announced a nationwide shift from a refund-upon-departure model to a refund-upon-purchase model for departure tax refund, enabling foreign visitors to instantly claim value-added tax rebates at tax-free stores across the country.

    “Providing overseas travelers with a greater variety of shopping options and improved, more convenient tax refund services will help stimulate inbound consumption and support high-standard opening up and economic growth,” said Chen Binkai, vice president of the Central University of Finance and Economics.

  • MIL-OSI China: Southwestern China aviation hub unveils 14 new global routes

    CHENGDU, April 25 — On Friday, 14 new international passenger and cargo routes connecting Chengdu, the capital of southwest China’s Sichuan Province, with 13 global destinations are unveiled, according to Sichuan Province Airport Group Co., Ltd.

    The 13 global destinations include Paris, Madrid, Athens, Dubai, as well as Tokyo, Bali and Penang.

    The air routes — which include newly launched services, resumed connections and increased flight frequencies — are part of the aviation hub’s efforts to improve its flight connectivity network.

    The airport group aims to expand a total of 28 international and regional routes this year, with a focus on strengthening cargo and passenger links with Europe, North America and ASEAN.

    As one of the major aviation hubs in western China, the city of Chengdu handled 87.34 million passengers in 2024, ranking the third in China for passenger throughput.

    Jeremy Johnson laces his black, steel-toed boots and zips up his dark blue flight suit. Having just finished a pre-flight mission briefing with his team, the only thing on his mind is heading to the aircraft hangar and getting a plane in the air.
    As he eases a small white-and-blue propeller aircraft down the hangar’s ramp and onto the runway, he hears five essential words crackle through his headset: “NASA 606, cleared for takeoff.”
    This is a typical morning for Johnson, a research pilot and aviation safety officer at NASA’s Glenn Research Center in Cleveland. Johnson flies NASA planes to support important scientific research and testing, working with researchers to plan and carry out flights that will get them the data they need while ensuring safety.
    Johnson hasn’t always flown in NASA planes. He comes to the agency from the U.S. Air Force, where he flew missions all over the world in C-17 cargo aircraft, piloted unmanned reconnaissance operations out of California, and trained young aviators in Oklahoma on the fundamentals of flying combat missions.

    He’s at Glenn for a four-month Department of Defense SkillBridge fellowship. The program gives transitioning service members an opportunity to gain civilian work experience through training, apprenticeships, or internships during their last 180 days of service before separating from the military.
    “I think SkillBridge has been an amazing tool to help me transition into what it’s like working somewhere that isn’t the military,” Johnson said. “In the Air Force, flying the mission was the mission. At NASA Glenn, the science—the research—is the mission.”
    By flying aircraft outfitted with research hardware or carrying test equipment, Johnson has contributed to two vital projects at NASA so far. One is focused on testing how well laser systems can transmit signals for communication and navigation. The other, part of NASA’s research under Air Mobility Pathfinders, explores how 5G telecommunications infrastructure can help electric air taxis of the future be safely incorporated into the national airspace. This work, and the data that scientists can collect through flights, supports NASA’s research to advance technology and innovate for the benefit of all.

    “It’s really exciting to see research hardware come fresh from the lab, and then be strapped onto an aircraft and taken into flight to see if it actually performs in a relevant environment,” Johnson said. “Every flight you do is more than just that flight—it’s one little part of a much bigger, much more ambitious project that’s going on. You remember, this is a small little piece of something that is maybe going to change the frontier of science, the frontier of discovery.”
    Johnson has always had a passion for aviation. In college, he worked as a valet to pay for flying lessons. To hone his skills before Air Force training, one summer he flew across the country in a Cessna with his aunt, a commercial pilot. They flew down the Hudson River as they watched the skyscrapers of New York City whizz by and later to Kitty Hawk, North Carolina, where the Wright brothers made their historic first flight. Johnson even flew skydivers part-time while he was stationed in California.

    Although he’s spent countless hours flying, he still takes the window seat on commercial flights whenever he can so he can look out the window and marvel at the world below.
    Despite his successes, Johnson’s journey to becoming a pilot wasn’t always smooth. He recalls that as he was about to land after his first solo flight, violent crosswinds blew his plane off the runway and sent him bouncing into the grass. Though he eventually got back behind the stick for another flight, he said that in that moment he wondered whether he had the strength and skills to overcome his self-doubt.
    “I don’t know anyone who flies for a living that had a completely easy path into it,” Johnson said. “To people who are thinking about getting into flying, just forge forward with it. Make people close doors on you, don’t close them on yourself, when it comes to flying or whatever you see yourself doing in the future. I just kept knocking on the door until there was a crack in it.”

    On April 15, 2025, the US government announced that China would face tariffs of up to 245% on imports to the US as its retaliatory actions. The range of products subject to 245% tariffs includes syringes and needles from China. Additionally, lithium-ion batteries are subject to a 173% tariff, electric vehicles a 148% tariff, car wheels a 73% tariff, and semiconductors a 70% tariff. As a result, Chinese insurers may experience a rise in claim costs across multiple lines of insurance in 2025, which would impact their profitability, says GlobalData, a leading data and analytics company.

    Higher tariffs will affect industries such as semiconductors, medical equipment, manufacturing, aviation, automobiles, and insurance. They are expected to slow economic growth and raise inflation and unemployment, impacting life insurance sales. High tariffs will raise business costs and disrupt supply chains, leading to higher premiums for consumers.

    Manogna Vangari, Insurance Analyst at GlobalData, comments: “Insurers will experience a detrimental impact on their investment income due to the heightened economic uncertainty and volatility in the financial markets, spurred by escalating trade tensions.”

    In response to these external economic pressures, the National Financial Regulatory Administration in China increased the proportion of insurance funds for investment in the stock market. This measure is a component of a wider strategy aimed at infusing institutional capital into equities.

    The general insurance loss ratio, which stood at 68.4% in 2024, is expected to increase in 2025–26 and impact the sector’s profitability. Incurred loss is also expected to expand at a compound annual growth rate (CAGR) of 4.8% over 2025–29. Nevertheless, variations in tariff rates could potentially elevate the actual loss beyond this estimate.

    According to GlobalData’s Global Insurance Database, China’s general insurance industry is expected to grow at a slower rate of 4.6% in 2025 and 4.4% in 2026 compared to 5.4% in 2024 and register a CAGR of 5.4% over 2025–29, from CNY1.7 trillion ($245.8 billion) in 2025 to CNY2.2 trillion ($306.9 billion) in 2029, in terms of direct written premiums.

    Vangari adds: “On April 15, 2025, the US government implemented an export ban on one of its most advanced semiconductor chips, which are used to power artificial intelligence (AI) systems in China. This situation will exert a short-term influence on vehicle production, leading to increased prices for both new and used automobiles. Consequently, this escalation is likely to affect motor insurance premiums and claims.”

    Rising port call rates are also leading to higher fees for vessels linked to China, increasing their marine, aviation, and transit (MAT) insurance premiums. The price of Chinese goods is expected to rise as the US works to lessen China’s control over the Panama Canal, raising MAT insurance costs further.

    Additionally, on April 16, 2025, the government ordered Chinese carriers to halt deliveries of Boeing Company jets and suspend all purchases of aircraft-related equipment and parts from US companies.

    With these orders, the disruptions in the supply chain are expected to result in an increase in claims related to business interruption, marine cargo, trade credit insurance, and political risk insurance. Furthermore, the preventative actions implemented by the Chinese government are anticipated to cause a temporary cessation of exports, which may lead to a reduction in demand for cargo insurance and MAT insurance.

    Vangari concludes: “The effects of tariffs on Chinese insurance firms are multifaceted and intertwined with the broader economic consequences of trade disputes. These tariffs may lead to higher claims costs and a deceleration in premium growth. The response from Chinese regulators and insurers indicates a proactive approach to mitigate the negative impacts and maintain financial stability amidst ongoing trade tensions.”

    Today, Highways Minister David Marit announced more than $1.8 million in infrastructure improvements at eight community airports, which will strengthen their aviation roles.

    Through the Community Airport Partnership (CAP) program, the Ministry of Highways will commit $935,910 toward the projects and the airport operators will fund the remaining estimated $939,228. The work is to occur in the 2025 construction season.

    “Air ambulances, firefighting and policing services, agriculture and other industries rely on local airports across Saskatchewan to meet the needs of businesses and communities,” Marit said. “These infrastructure investments position rural and northern communities for growth, while strengthening our great province.”   

    CAP invests in regional, community-owned airport upgrades to runways and taxiways, lighting, security fencing, navigational systems and other eligible projects. 

    “Thanks to this ongoing partnership with the provincial government, communities can make strategic infrastructure investments to improve their airports so they can continue to provide the key services that support our quality of life and contribute to our economy,” Saskatchewan Aviation Council President Janet Keim said.

    A project is funded on a 50/50 cost-sharing basis between the approved recipient and the provincial government to a maximum $275,000. Any additional costs are the responsibility of the funding recipient.

     In a decisive move to strengthen India’s meteorological capabilities, Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences and Minister of State for PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr. Jitendra Singh on Thursday chaired a high-level meeting of India Meteorological Department (IMD) and key ministries to review India’s weather and disaster preparedness, and also rolled out roadmap for accurate forecast.

    The Minister called for expediting expansion of Doppler Weather Radar (DWR) coverage and modernization of meteorological systems across the country.

    At present, Delhi has 18 Automatic Weather Stations (AWS) in operation. During the review, the Minister directed officials to expedite the installation of 50 additional systems, with a long-term goal of scaling up to 100 AWS. This move aims to bring Delhi’s weather forecasting infrastructure on par with global standards. These automated systems are designed to deliver highly specific, accurate, and timely forecasts, significantly enhancing the city’s capacity to monitor and respond to changing weather conditions.

    Amidst the growing frequency of extreme weather events, Dr. Jitendra Singh emphasized the urgent need for real-time, impact-based forecasting that can help minimize damage and save lives. “No weather hazard should go undetected or unpredicted,” the Minister asserted, underscoring the government’s resolve to build a resilient early warning system that reaches every corner of the country.

    A key highlight of the review was the ambitious expansion of the Doppler Weather Radar network, which is set to rise from the current 37 operational radars to 73 by 2025-26, and further to 126 by 2026. The new installations are being planned in high-priority regions such as Bengaluru, Raipur, Ahmedabad, Ranchi, Guwahati, and Port Blair, among others.

    The Minister was briefed on the selection of radar sites and the overall progress of the “Mission Mausam” launched by PM Narendra Modi, which aims to revolutionize India’s weather monitoring infrastructure. The plan includes improved satellite meteorology systems, upgraded numerical prediction models, and a more robust radar-based forecasting mechanism.

    “The ability to track extreme weather events with greater precision will not only boost disaster management efforts but also directly benefit farmers, fishermen, aviation, and various other sectors,” Dr. Jitendra Singh noted during the meeting, which included senior officials such as Earth Sciences Secretary Dr. M. Ravichandran and IMD Director General Dr. Mrutyunjay Mohapatra.

    The review also took stock of financial allocations and approvals pending for key weather-related infrastructure projects. Dr. Jitendra Singh urged ministries to fast-track decisions to ensure timely implementation.

    With climate change intensifying the unpredictability of weather systems, the push for enhanced radar coverage and more efficient dissemination of forecasts is seen as critical for national preparedness. The meeting, according to ministry officials, marks a significant step in India’s journey toward becoming a global leader in climate resilience and disaster risk reduction.

    The Minister’s review has now set the wheels in motion for a more coordinated and technologically advanced response to India’s meteorological challenges.

         Following the successful Hong Kong Investment Promotion Conferences in Beijing and Shanghai respectively in September and November last year, the Zhejiang (Ningbo) Forum, with the theme of “Hong Kong, joining hands with Zhejiang and meeting in Ningbo, the channel for more opportunities”, brought together a number of business leaders from various sectors including finance, supply chain, innovation and technology (I&T) and professional services to share their insights on Hong Kong’s advantages and opportunities in different areas and attracted more than 600 participants. The concurrent Ningbo-Hong Kong Economic Co-operation Forum has been held alternately in Hong Kong and Ningbo every year since 2002 to facilitate bilateral exchanges and co-operation on economic, trade and investment and has been well received by the business communities of the two places.
     
         Addressing the opening ceremony, Mr Lee said he is pleased to attend the High-Level Meeting cum the First Plenary Session of the Hong Kong/Zhejiang Co-operation Conference together with the Secretary of the CPC Zhejiang Provincial Committee, Mr Wang Hao, yesterday to witness the establishment of the Hong Kong/Zhejiang Co-operation Conference Mechanism, symbolising a new stage of comprehensive exchanges and co-operation between Hong Kong and Zhejiang. Mr Lee noted that Ningbo in Zhejiang Province is a manufacturing and port hub in the Yangtze River Delta, while Hong Kong is an international financial, trade and shipping centre. Both Ningbo and Hong Kong are important gateways in the opening up of the country, with complementary advantages and limitless opportunities for collaboration. Hong Kong is the largest source of external investment in Ningbo and more than 1 000 enterprises and institutions from Ningbo have been established in Hong Kong, reflecting the close economic and trade ties between the two places.
     
         Mr Lee said that under the “one country, two systems” principle, Hong Kong possesses unique advantages of having the strong support of the country while maintaining unparalleled connectivity with the world, serving as a “super connector” and “super value-adder”. Hong Kong acts as a two-way springboard for Mainland enterprises to go global and for attracting overseas enterprises. Despite the United States’ bullying and unjustified imposition of tariffs, and the emergence of unilateralism that disrupted the global landscape and geopolitics and posed risks of economic destruction and recession, the country’s immense economic strength and vast market provide certainty for global investors, and a new economic and trade order is taking shape. Hong Kong will continue to proactively serve Mainland enterprises in going global to explore international markets, and attract overseas enterprises to tap into the Mainland market.

Regarding I&T, Hong Kong is in a golden age of development. The Northern Metropolis will serve as an important base for collaboration between the Mainland and Hong Kong on promoting I&T development. He invited Ningbo enterprises to visit the Northern Metropolis to explore opportunities for co-operation with Hong Kong.
     
         Furthermore, Invest Hong Kong held a signing ceremony of a number of key Zhejiang-Hong Kong and Ningbo-Hong Kong co-operation projects, covering various sectors including finance, technology, transportation, aviation, I&T and consumer goods.
     
         Co-founder of Casa Bauhinia in Ningbo Professor Anna Pao Sohmen was also invited to deliver a keynote speech to share the outlook of Zhejiang-Hong Kong and Ningbo-Hong Kong co-operation, encouraging Mainland enterprises to make good use of Hong Kong’s business and investment platform. A number of Hong Kong business leaders also participated in the panel discussion as guests, including the Chairman of the Board of Directors of the Hong Kong Science and Technology Parks Corporation, Dr Sunny Chai; the Chief Executive Officer of the Hong Kong Exchanges and Clearing Limited, Ms Bonnie Chan; and the Chief Executive Officer of the Airport Authority Hong Kong, Mrs Vivian Cheung. They discussed the unique status and advantages of Ningbo and Hong Kong in I&T, finance and professional services, and explored ways to promote complementary strengths and shared prosperity. The boat returned empty which meant no food on the table and loss of fervor. The Risen Lord, though unrecognized by them, recognized their emptiness. He directed them to cast their net on the right side of the boat. They caught an abundant amount of fish. He turned their emptiness into fullness. Who is he? Who is this stranger? The Beloved disciple said to Peter, “it is the Lord!” With the eyes of love, he discerned, detected and proclaimed the presence of the Risen Lord.When our work, life and projects seem empty, do not lose heart. Look around. Open your ears. The Risen Lord is near and might be pointing to a new direction even if it sounds absurd. Do not insist on your idea or plan when it already proves empty. Stubborn pride leads to emptiness. Let the Risen Lord direct us. He catches the fish, we just haul the net to the shore. As we marvel at the catch that we did not produce, we declare, “It is the Lord.”This is the same proclamation made by Peter and the Beloved disciple, to the people, the heads, the elders and the scribes who questioned their power in the healing of lame man. They said, “in the name of Jesus Christ the Nazarene…this man was healed.” It is the Lord!We are used to the tandem St Peter and St Paul. But our two readings highlight the partnership between St. Peter and the Beloved disciple. In the Gospel of John, the Beloved Disciple is not named although Tradition has associated him with St. John. The Beloved Disciple opens Peter’s eyes to recognize the Lord and His deeds in Peter’s activities. I want to believe that the Beloved Disciple helps Peter remain humble, always attributing to the Lord, and not to his own effort, every fruitful catch and good deed.Each one of us needs both Peter and the Beloved Disciple in his heart. A Peter who acts and a Beloved Disciple who points to Jesus, the source of our fruitfulness.In this mass we pray to the merciful Father to welcome into His Kingdom our beloved Pope Francis. These past twelve years, he has been the Successor of Peter. But I have known him also as the Beloved Disciple.We were together in the Synod of Bishops on The Eucharist in 2005 as delegates of our respective episcopal conferences. At the end of the synod we were both elected to the Ordinary council of the Synod of Bishops for a term of three years. In 2008 we were speakers in the International Eucharistic Congress in Quebec, Canada. He represented Latin America while I represented Asia. I often expressed to him my limited knowledge of the topics assigned to me and my lack of preparation for speeches. But he never failed to encourage me, to help me see the hand of the Lord. From Buenos Aires he wrote to me letters of congratulations when he heard of something good that I had done. But I did not respond to any of them. He believed in me more than I trusted in myself.During meetings he always joked with me. We took jokes seriously. For the conclave of 2013, our flights arrived in Fiumicino airport a few minutes apart. Seeing me he said, “what is this little boy doing here?” To which I responded, “and what is this old man doing here?” A few days later I had to call him “Your Holiness.”When I was called to work in the Roman Curia, I thought it was just a joke. It ended up being a serious joke. To make up for all the letters I did not answer, this time I said “Yes”. I suppose that in his eyes I am always a little boy. In my private audiences with him, his first question was always, “How are your parents?” Before dealing with documents and “business”, he reminded me of my parents and of myself as a child.There is much to remember and to celebrate in the successor of Peter who is a beloved disciple but let me close with an experience during his pastoral visit to the Philippines in 2015. He was surprised to see the millions of people who welcomed him on his arrival in Manila. Before descending the Popemobile in the apostolic nunciature he asked me, “how much did you pay those people?” I quickly answered, “I promised them eternal life if they greeted the Successor of Peter.” Turning serious, he said, “they did not come out to see me.   • MIL-OSI Security: High-seas mariners sentenced to a decade in prison for violating Maritime Drug Law Enforcement Act

    NORFOLK, Va. – Two Nicaraguan nationals were sentenced yesterday to 10 years in prison for possession with intent to distribute over two tons of marijuana on the high seas, in international waters in the Eastern Pacific Ocean, on board a stateless vessel subject to the jurisdiction of the United States.

    According to court records and evidence presented at trial, on Sept. 27, 2023, while on routine patrol in the Eastern Pacific, a maritime patrol aircraft located a go-fast vessel (GFV) in international waters 97 nautical miles southwest of Malpelo Island, Colombia. The U.S. Coast Guard Cutter (USCGC) James (WSML 754), a National Security Cutter, was patrolling nearby and maneuvered to intercept the GFV.

    After requesting and receiving authority, Cutter James launched a helicopter, which first attempted to contact the GFV on a maritime channel, then activated its blue warning lights, fired three warning shots across the bow, and, as the vessel failed to yield, engaged a precision gunner to disable the GFV’s engines.

    A boarding team launched from the Cutter James and found three individuals onboard, including Maximo Zacarias, 43, Ismael Alexis Martinez, 30, and Bernacio Solares Ramon, 31. The boarding team determined the GFV, El Tanque, was without nationality. The team was authorized to recover 74 bales of marijuana, weighing a total of 4,610 pounds, and a five-gallon bucket containing electronics devices such as a GPS, SAT phone, ship-to-ship walkie-talkie, and other communication devices. Solares Ramon was in possession of paperwork with GPS coordinates for the routes of travel to near a Pacific island off the coast of Costa Rica.

    Zacarias and Solares Ramon were convicted by a federal jury on Aug. 23, 2025.

    Martinez pled guilty on Aug. 8 to possession with intent to distribute more than 1000 kilograms of marijuana on board a vessel. He was sentenced on Jan. 23 to two years and six months in prison.

Mian, Special Agent in Charge for the Drug Enforcement Administration’s (DEA) Washington Division; and Christopher Heck, Acting Special Agent in Charge of Immigration and Customs Enforcement Homeland Security Investigations (ICE HSI) Washington, D.C., made the announcement after sentencing by U.S. District Judge Elizabeth W. Hanes. The Maritime and Counternarcotics Unit within the Narcotics and Dangerous Drugs Section of the Justice Department’s Criminal Division provided substantial assistance.

    Assistant U.S. Attorneys Kevin M. Comstock, Eric M. Hurt, and Joseph E. DePadilla prosecuted the case.

  • MIL-OSI Security: Lac La Biche — Lac La Biche RCMP charge two after multiple break and enters

    On March 13, 2025, Lac La Biche RCMP received a complaint of a break and enter in progress at an Alberta Parks Shop yard in Lac La Biche County. The three suspects stole fuel before they fled in a truck. The truck was located in the ditch a few kilometres away with the suspects fleeing into the woods.

    St. Paul RCMP Police Dog Services (PDS), along with Eastern Alberta District Rural Crime Reduction Unit (CRU), Athabasca Traffic Services and Lac La Biche RCMP, set up containment to track the suspects. Nearing the end of the track, Lac La Biche RCMP received a call of a second break and enter involving the theft of firearms. All resources, including a remotely piloted aircraft system (drone), relocated to that area. RCMP issued a shelter in place to ensure the safety of all residents in the area. After a rigorous track, St Paul RCMP PDS located and arrested a male without incident.

    During the arrest of the male suspect, Lac La Biche RCMP was dispatched to a complaint of a suspicious female on the rail road tracks near the previous search area. The female was located, and further investigation lead to her arrest for the initial break and enter.

    A 30-year-old individual, a resident of Edmonton, has been charged with the following:

    • Break and Enter with intent to steal a firearm

    • Break and Enter with Intent (x2)

    • Theft of a Motor Vehicle (x2)

    • Possess firearm while prohibited (x5)

    • Theft under $5000.00

    • Possession of property obtained by Crime over $5000.

    A 31-year-old individual, a resident of Kikino Metis Settlement, has been charged with the following:

    • Theft under $5000.00

    • Possession of property obtained by Crime over $5000.0

    After judicial interim release hearings, both individuals were remanded in custody to appear in Alberta Court of Justice in Lac La Biche on March 17, 2025. On March 17, 2025, the 31-year-old individual was remanded in custody to appear again on March 31, and the 30-year-old individual was released on a Release Order with several conditions. She will also appear on March 31, 2025.

    The conference was jointly organised by the Hong Kong Special Administrative Region Government, the Hong Kong Trade Development Council (HKTDC) and the Ningbo Municipal Government.

    The Zhejiang (Ningbo) forum, with the theme of “Hong Kong, joining hands with Zhejiang and meeting in Ningbo, the channel for more opportunities”, brought together a number of business leaders from various sectors including finance, supply chain, innovation and technology (I&T) and professional services to share their insights on Hong Kong’s advantages and opportunities in different areas and attracted more than 600 participants.

    The concurrent Ningbo-Hong Kong Economic Co-operation Forum has been held alternately in Hong Kong and Ningbo every year since 2002 to facilitate bilateral exchanges and co-operation on economic, trade and investment and has been well received by the business communities of the two places.

    Addressing the opening ceremony, Mr Lee noted that Ningbo in Zhejiang Province is a manufacturing and port hub in the Yangtze River Delta, while Hong Kong is an international financial, trade and shipping centre.

    Both Ningbo and Hong Kong are important gateways in the opening up of the country, with complementary advantages and limitless opportunities for collaboration.

    Hong Kong is the largest source of external investment in Ningbo and more than 1,000 enterprises and institutions from Ningbo have been established in Hong Kong, reflecting the close economic and trade ties between the two places.

    The Chief Executive said that under the “one country, two systems” principle, Hong Kong possesses the unique advantages of having the country’s strong support while maintaining unparalleled connectivity with the world, serving as a “super connector” and “super value-adder”. Hong Kong acts as a two-way springboard for Mainland enterprises to go global and for attracting overseas enterprises.

    He pointed out that despite the US’ bullying and unjustified imposition of tariffs, and the emergence of unilateralism that disrupted the global landscape and geopolitics and posed risks of economic destruction and recession, the country’s immense economic strength and vast market provide certainty for global investors, and a new economic and trade order is taking shape.

    Mr Lee added that Hong Kong will continue to proactively serve Mainland enterprises in going global to explore international markets, and attract overseas enterprises to tap into the Mainland market.

  • MIL-OSI China: China aims for EVs to dominate new vehicle sales by 2035

    BEIJING, April 25 — China will step up efforts to align the development of transport infrastructure with renewable energy systems, aiming to make pure electric vehicles (EVs) the “mainstream of new car sales” by 2035, according to a circular released on Friday.

    The country also plans to realize large-scale application of new energy heavy-duty trucks and establish a green fuel supply system for the transport sector by 2035, according to the circular jointly issued by the Ministry of Transport and nine other departments.

    The circular underscored efforts to advance the development and utilization of clean energy along and around transport infrastructure, including railways, roads and ports.

    To advance the green transition of the transport sector, the country will further promote the use of new energy vehicles, green and low-carbon vessels, new energy aircraft, as well as the green and low-carbon development of postal and express delivery services.

    The circular pledged to beef up financial support by leveraging funds including special local government bonds, green loans, green bonds, and re-lending funds for technology innovation and upgrading.

  • MIL-OSI USA: NASA Tracks Snowmelt to Improve Water Management

    As part of a science mission tracking one of Earth’s most precious resources – water – NASA’s C-20A aircraft conducted a series of seven research flights in March that can help researchers track the process and timeline as snow melts and transforms into a freshwater resource. The agency’s Uninhabited Aerial Vehicle Synthetic Aperture Radar (UAVSAR) installed on the aircraft collected measurements of seasonal snow cover and estimate the freshwater contained in it.
    “Seasonal snow is a critical resource for drinking water, power generation, supporting multi-billion dollar agricultural and recreation industries,” said Starr Ginn, C-20A project manager at NASA’s Armstrong Flight Research Center in Edwards, California.  “Consequently, understanding the distribution of seasonal snow storage and subsequent runoff is essential.”
    The Dense UAVSAR Snow Time (DUST) mission mapped snow accumulation over the Sierra Nevada mountains in California and the Rocky Mountains in Idaho. Mission scientists can use these observations to estimate the amount of water stored in that snow.

    “Until recently, defining the best method for accurately measuring snow water equivalent (SWE) – or how much and when fresh water is converted from snow – has been a challenge,” said Shadi Oveisgharan, principal investigator of DUST and scientist at NASA’s Jet Propulsion Laboratory in Southern California. “The UAVSAR has been shown to be a good instrument to retrieve SWE data.”
    Recent research has shown that snow properties, weather patterns, and seasonal conditions in the American West have been shifting in recent decades. These changes have fundamentally altered previous expectations about snowpack monitoring and forecasts of snow runoff. The DUST mission aims to better track and understand those changes to develop more accurate estimates of snow-to-water conversions and their timelines.
    “We are trying to find the optimum window during which to retrieve snow data,” Oveisgharan said. “This estimation will help us better estimate available fresh snow and manage our reservoirs better.”

    The DUST mission achieved a new level of snow data accuracy, which is partly due to the specialized flight paths flown by the C-20A. The aircraft’s Platform Precision Autopilot (PPA) enables the team to fly very specific routes at exact altitudes, speeds, and angles so the UAVSAR can more precisely measure terrain changes.
    “Imagine the rows made on grass by a lawn mower,” said Joe Piotrowski Jr., operations engineer for NASA Armstrong’s airborne science program. “The PPA system enables the C-20A to make those paths while measuring terrain changes down to the diameter of a centimeter.”

    SACRAMENTO – With peak fire season on the horizon, Governor Gavin Newsom today announced the state’s second C-130 Hercules (C-130H) airtanker is now ready for firefighting operations. This strengthens California’s ability to protect communities from catastrophic wildfire, adding to the largest aerial firefighting fleet in the world. 

    Last year, California became the first state in the nation to own, operate, and deploy a C-130H airtanker for wildfire suppression. The first C-130H was a critical part of the state’s firefight in Los Angeles earlier this year. Since it went into operation, the tanker has flown 90 missions responding to 36 fires and dropping 253,702 gallons of retardant.  

    Tanker 121, a former United States Coast Guard aircraft, has been officially placed into CAL FIRE service today after undergoing precise and critical modifications. This is the second of seven planned C-130H airtankers, and is a mission-critical asset in an era of increased year-round wildfire frequency and intensity. 

    These large-capacity, highly specialized aircraft deliver significant volumes of fire retardant in a single mission, enhancing CAL FIRE’s ability to protect communities and natural resources. 

    Governor Newsom — in partnership with U.S. Senator Alex Padilla, the late U.S. Senator Dianne Feinstein, and Representative Ken Calvert — spearheaded this initiative for California to take on ownership of these aircraft, speed up the time to have them flying firefighting operations in California, and expand CAL FIRE’s firefighting capabilities.

    At a hangar in Sacramento, the Governor joined CAL FIRE Chief Joe Tyler, firefighting personnel, and those who helped make the C-130H possible to celebrate the milestone.  

    The largest aerial firefighting force in the world is getting even bigger. Thanks to our champions in Congress – Senator Padilla, Representative Calvert, and the late, great Senator Feinstein – California’s second C-130 airtanker is ready to take flight, just in time ahead of peak fire season.

    Today, the Governor also received a demonstration of CAL FIRE’s new C-130H simulator – the only one of its kind in the nation owned by a fire department. The simulator helps train pilots and engineers specifically for C-130 firefighting missions.  

    The journey to integrate the C-130H aircraft into CAL FIRE’s fleet began in 2018 when California secured approval to acquire seven of these aircraft from the Coast Guard. President Joe Biden signed legislation in late 2023, officially transferring ownership of the seven C-130H aircraft to the state, where CAL FIRE would complete the work of retrofitting the aircraft for wildfire suppression operations.

    “The completed transfer of federal C-130 airtankers to CAL FIRE is equipping California’s firefighters with significantly expanded capabilities to protect vulnerable communities from wildfires and save lives,” said Senator Padilla. “Pushing the Air Force to complete this transfer has been a top priority of mine since I joined the Senate, which is why I worked to pass legislation to get it done as quickly as possible. As we saw with the first retrofitted aircraft fighting the Los Angeles fires, these powerful planes will enable California to respond to wildfires more quickly and effectively as we face more extreme conditions and increasingly devastating disasters.”

    “The C-130 Hercules aircraft that have been transferred from the federal government to CAL FIRE are game changing additions to our wildfire response aviation arsenal,” said Representative Calvert. “Our bipartisan efforts to secure the C-130s are an important step in better protecting Californians from dangerous wildfires. I look forward to all seven of the C-130s being operational and deployed across California in the near future.”

    CAL FIRE’s C-130 program involved substantial contributions from multiple partners. The United States Air Force and the United States Coast Guard provided support in maintaining these aircraft, including the replacement of inner and outer wing boxes and essential spare parts. Following their arrival at CAL FIRE Aviation Headquarters, the aircraft underwent extensive modifications, including the installation of a 4,000-gallon tank and a sophisticated retardant delivery system (RDS). 

    “Placing the second C-130H airtanker into service is another milestone in ensuring Californians are protected from the growing threat of wildfire,” said CAL FIRE Director and Fire Chief Joe Tyler. “This addition strengthens our aerial firefighting capabilities and demonstrates our continued commitment to safeguarding lives, property, and natural resources across the state.”

    Building on unprecedented progress 

    Even before this, California had built up the largest aerial firefighting fleet in the world, including the recently added – and night-time capable – firefighting Fire Hawk helicopters. These new C-130Hs will be strategically located throughout the state at CAL FIRE bases to mobilize when needed, adding to the helicopters, other aircraft, and firefighters ready to protect Californians. This follows California’s leadership in utilizing innovation and technology to fight fires smarter, leveraging artificial intelligence (AI), satellites, and more for wildfire detection, projection, and suppression.

    In addition to nearly doubling the state’s budget for CAL FIRE in recent years, the state has also dramatically increased work to prevent wildfire. While 57% of California’s forests are federally managed, the state government manages only 3% of the forestland. On state land, more than 2,200 projects are complete or underway, and in recent years, California has treated nearly 2 million acres – made possible by scaling up investments to 10 times the amount from when the Governor took office in 2019.
