    Yuri Trutnev held a meeting on the issue of socio-economic development of the Magadan Region

    Deputy Prime Minister and Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev held a meeting on the issue of socio-economic development of the Magadan Region.

    “The region is developing steadily. Investments in fixed assets have grown by 3%. This is not the best indicator in the Far East, but there is positive dynamics. The industrial production index has grown by 5.9%, which is already quite a high indicator. Magadan Region confidently ranks second in the Far East in terms of wages. The growth rate of average monthly wages in 2024 was 114.8% compared to 2023. Consolidated budget revenues in 2024 increased by 30%. This is also a good result, which allows us to do a lot of useful things,” Yuri Trutnev opened the meeting.

    The Deputy Prime Minister recalled that the Russian Government continues to work to create conditions for comfortable living for people in the region. “A number of social facilities have been built and reconstructed in the region as part of the presidential unified subsidy. Thanks to the Far Eastern Mortgage program, 2,460 families have improved their housing conditions. More than 2,600 people in the region have received a Far Eastern hectare. On the instructions of the President of Russia, the master plan for the urban district of Magadan is being implemented. The plan provides for infrastructure measures totaling 159 billion rubles. The Government is working to ensure that master plans are financed on time and in full,” he said.

    Magadan Region Governor Sergey Nosov reported on the dynamics of the region’s socio-economic development. The region’s income grew by 143.6%. It was due to the price situation on the precious metals market and the growth of gold production. A record of 54 tons of gold production was achieved. The second stage of the plant at the Pavlik deposit reached its design capacity. As a result of the introduction of the flotation shop by Polyus, the metal recovery rate at the Natalkinskoye deposit was increased. Large investors in the field of mineral extraction are entering the region.

    Energy development issues were discussed. 30 investment projects with a total maximum capacity of energy receiving devices of 490.85 MW are planned for technological connection from 2025.

    Issues of support for the fishing industry were considered. In particular, in order to restore coastal fisheries, as part of the implementation of the instructions of the Prime Minister Mikhail Mishustin, the restoration of the Magadan sea fishing port continues through the implementation of the project “Magadan Sea Logistics Center”.

    The agenda included issues of improving the quality of tourist services. This year, the opening of the first stage of the tourist center on Zavyalova Island is expected. The boutique hotel “Territory” has been built. The balneological resort “Talaya” is getting ready to open. The construction of a four-star hotel has begun. The construction of a sea tourist center continues.

    Yuri Trutnev drew the attention of those present to the introduction of new measures to support investors. The State Duma adopted in the first reading a bill on the creation of a priority development area in the region. “We hope that the result of creating a priority development area will be the development of shipbuilding and ship repair, logistics, tourism, and servicing of mining equipment,” the Deputy Prime Minister noted.

    On the instructions of Russian President Vladimir Putin, the implementation of the Magadan master plan continues. “We still have a lot of work ahead of us to implement the master plans approved by the Russian President. The amounts of funds that are planned to be invested in the construction of new social infrastructure, engineering infrastructure, have never been invested in the Far East. These are really very large amounts of funds. We must ensure thorough implementation of the plans. Ensure that all the money comes to the right place, that all the projects are completed,” emphasized Yuri Trutnev.

    The implementation of the Magadan master plan began in 2019. Within the framework of the master plan, 24 objects were commissioned. The most significant of them was the FOK “Presidential”. Since 2023, the master plan has been implemented within the framework of the long-term comprehensive development plan approved by the order of the Government of Russia. During this time, five objects have been commissioned. The largest of them is the airport terminal complex of Magadan airport, it began operating in December 2024. At the end of the year, a building of the polytechnic college, which had stood unfinished in the city center for more than 30 years, was also opened. An engineering school was commissioned. The Okhotsky Briz boarding house for the elderly and disabled began operating. A cultural development center was opened. A building of the martial arts school was erected with extra-budgetary funds. The improvement of the left bank of the Dukcha River has been completed, a children’s playground is being equipped in the Dukcha Park. This year, the fourth stage of Mayak Park is planned to be commissioned – a cultural and social center and a fountain.

    In 2025, four facilities are planned to be commissioned within the framework of the infrastructure menu, three of which are being built using the Far Eastern concession mechanism, including a multidisciplinary rehabilitation center for 50 people. According to the head of the region, Sergei Nosov, the work will continue in all sectors. “There can be no trifles here. The tasks have been set. The result of this meeting were very specific instructions on the issues that were voiced by people directly working on this land. The solution of the tasks set will allow us to improve the work, indicators, including revenues to the regional budget,” he noted.

    “There is a lot of work. Some of the issues are related to the work of federal ministries. We just need to solve the problems together with the region. I can only say one thing. We have no right to work carelessly. I would like to emphasize that the region is working purposefully, honestly and trying to achieve results,” Yuri Trutnev summed up the meeting.

    On the same day, the Deputy Prime Minister familiarized himself with the implementation of investment projects and visited a number of sites. In particular, he arrived at the military training center at SVGU, where he familiarized himself with the presentation of UAVs manufactured within the framework of the Patriotic priority development area, inspected the construction of a marine tourist center in Nagaev Bay, inspected a recreational complex on Zavyalova Island, visited a shooting sports site under construction in the Staraya Vesyolaya microdistrict, and talked with the management of the Rynda cultural and exhibition center, an independent art venue created to develop the artistic environment of the city and the region.

    Yuri Trutnev also met with Natalia Sivakova, who became the winner of the “Everything for Victory” nomination of the seventh public and business award “Star of the Far East”. The award was given to the project of the school of unmanned aerial vehicles based on the OGUP “Aviation of Kolyma”, within the framework of which not only military personnel are trained, but also drones are assembled.

    During their conversation, Congresswoman Barragán and Captain Morse made clear their support for women pilots in response to a current narrative about women pilots not being as qualified or as capable as their male counterparts. They also spoke about the need to protect the gains made by women flight professionals and to continue the work to increase and advance the role of women in the aviation industry.

    DHS increased the footprint of law enforcement partners at the DHS Cyber Crimes Center (C3) to enhance coordination across all DHS agencies and offices to combat cyber-related crimes and further the Department’s mission to combat online CSEA

    By aggregating, organizing, and analyzing investigative leads, StreamView enables investigators to determine crime locations, identify victims, and bring perpetrators to justice more efficiently

    Since May 2023, StreamView has identified and rescued over 133 child and adult victims, dismantled more than 29 criminal networks, generated over 600 leads and referrals, and arrested of over 120 criminal actors

    These presentations yielded more than 75 victim disclosures and 77 investigative leads for online CSEA

    So far in FY 25, HSI has given more than 760 iGuardian presentations to over 69,000 children and adults, which have yielded more than 41 victim disclosures and 13 investigative leads

    In April 2024, the Blue Campaign announced a partnership with rideshare company Lyft to train their drivers, who interact with millions of riders per year, on how to recognize indicators of human trafficking among their passengers, and how to report it

      From July to September 2024, Blue Campaign collaborated with NCMEC to promote human trafficking awareness across various social media platforms, targeting both minors and those who work with minors

    The campaign garnered more than 2 million impressions on Twitch, 14 million on Facebook, 3million on Snapchat, and 4 million through display ads

    The Federal Law Enforcement Training Centers (FLETC) covers child sexual exploitation and abuse awareness in its Human Trafficking lesson plan

    In FY2024, FLETC trained nearly 4,400 individuals in human trafficking awareness

    USSS Childhood Smart Program Ambassadors educated more than 112,000 children, parents, and teachers across 31 states and the District of Columbia about how to prevent online child sexual exploitation and child abduction

    The Childhood Smart Program provides age-appropriate presentations to children as young as five as well as to adults

    Presentations focus on internet and personal safety as well as other topics such as social media etiquette and cyber bullying

    The HSI Human Rights Violators and War Crimes Center trained more than 800 individuals across the interagency on female genital mutilation or cutting, a severe form of child abuse and a crime under federal law when done to individuals under the age of 18

    In a significant move aimed at transforming India’s scientific research and innovation ecosystem into a collaborative and commercially viable enterprise, Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences and Minister of State for PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr. Jitendra Singh today called for positioning the newly constituted “Anusandhan” National Research Foundation (ANRF) as a critical organisation for all science ministries and departments across the government and declared that ANRF has been envisaged to anchor upscaled collaborations involving private players.

     Chairing a high-level joint  meeting of all the science Ministries and departments in Govt of India  at the National Science Centre here today, the Minister laid out a vision for aligning research outcomes across departments with national priorities, private sector participation, and market readiness.

    At the core of this shift, said Dr Jitendra Singh,  is the aspiration to build a unified research strategy that breaks silos, avoids duplication and delivers tangible, scalable benefits to society. “All the science ministries must work with the intent to deliver market-relevant, public-good products,” he  emphasised, adding that ANRF will not only act as a coordinating body but also serve as a catalyst to bring in private sector investment and innovation.

    The ANRF’s newly appointed CEO, Dr.Shivkumar Kalyanaraman, outlined a bold roadmap that envisions catalytic funding models, deep private sector integration, and AI-led scientific acceleration. The agency is set to model its functioning on globally successful institutions like the NSF and DARPA, launching cross-ministerial missions focused on economic growth and societal impact.

    Notably, ANRF is set to launch a “Small Business Deep Tech Innovation” programme inspired by global best practices, aimed at supporting startups and MSMEs in scaling technologies for real-world application. In a bid to maximise national research infrastructure, ANRF will also roll out a “Cloud of Research and Innovation Infrastructure” to allow deep-tech startups and institutions to access underused equipment across the country.

    The foundation’s AI-for-Science initiative is another key highlight, focusing on using AI to model scientific equations in physics, chemistry, and biology — a leap expected to drastically shorten the time from theory to practice in core scientific domains.

    Dr. Jitendra Singh underscored the importance of projects with visible public utility, citing CSIR’s HANSA-NG aircraft, the Department of Atomic Energy’s Bharat Small Modular Reactors, and space-based applications as models to emulate.

    The HANSA-NG, a two-seater trainer aircraft developed indigenously by CSIR-NAL, is already witnessing strong market interest with 110 orders and production lined up in collaboration with Pioneer Clean Arms Pvt Ltd. Dr. Jitendra Singh noted the project’s potential to reduce India’s dependency on expensive foreign pilot training, and suggested roping in private airlines and aerospace component manufacturers to scale up production beyond Bengaluru.

    Similarly, the Department of Atomic Energy is developing the Bharat Small Modular Reactor (BSMR), a 200 MW pressurised water reactor intended for industrial applications and grid-independent power generation. These initiatives demonstrate the type of innovation the Minister wants the ANRF to incubate and scale.

    India’s space programme also featured prominently in the review. From the recent success of the SPADEX satellite docking to the development of reusable engine technology and advanced space exploration missions, the Department of Space reported rapid strides, including preparations for India’s human spaceflight mission by 2040.

    Across the spectrum — whether it’s ocean mining technology from the Ministry of Earth Sciences, bio-manufacturing hubs by DBT, or cutting-edge chips and AI solutions in partnership with semiconductor labs — the government is pushing for synergy, scalability, and sustainability.

    Concluding the meeting, Dr. Jitendra Singh reiterated that the future of Indian science lies in integration and innovation. “The time for working in silos is over. We must institutionalise collaboration and deliver solutions that matter,” he said, signalling a new era for India’s science ecosystem — one where policy, private investment, and research institutions converge under the stewardship of ANRF.

    PROVIDENCE, RI – Starting May 7, the Transportation Security Administration (TSA) will begin enforcing REAL ID rules at airports nationwide. All airline passengers aged 18 and older will be required to present a REAL ID-compliant driver’s license or other acceptable form of identification, such as a valid passport or U.S. Military ID when passing through TSA security checkpoints at airports across the United States.
    Many states, including Rhode Island, have issued REAL ID-compliant licenses for years.  Rhode Island’s DMV began offering REAL ID-compliant licenses in 2018.  If you haven’t renewed your Ocean State driver’s license since 2018, now is a good time to act.
    U.S. Senator Jack Reed says the Trump Administration should also be taking action to get the word out and explain the transition to people to prevent unnecessary travel delays and disruption.
    Reed sent a letter to U.S. Department of Homeland Security Secretary Kristi Noem noting that millions of Americans still do not have a REAL ID compliant license or an acceptable alternative form of identification.  Senator Reed wants the Trump Administration to spell out its REAL ID plans for travelers, writing: “Since it seems likely that many travelers will not have a compliant ID by May 7th, please describe how you will ensure that there are not delays at TSA security checkpoints and what steps the TSA is taking to process travelers who arrive at airport security checkpoints without REAL ID compliant identification.”
    According to the TSA, 81 percent of travelers at airport security checkpoints are currently presenting an acceptable identification including a state-issued REAL ID.  TSA says after May 7, air travelers without a Real ID could face more screening and longer efforts to validate their identity.
    Senator Reed says this effort has been years in the making and there should be a clear plan and public education to ensure people know the rules and can avoid last-minute issues at the airport.

    Dear Secretary Noem:
    I write regarding the Transportation Security Administration’s (TSA) plans to enforce REAL ID travel requirements beginning on May 7, 2025.
    Following the recommendations of the 9/11 Commission, Congress passed, and then-President George W. Bush signed, the REAL ID Act of 2005, which requires minimum security standards for driver’s licenses or other identification of anyone seeking to board a domestic flight. Recognizing the time and complexity involved in switching to REAL ID-compliant driver’s licenses and identification cards, President Trump signed legislation in 2020 that confirmed the Secretary of Homeland Security’s discretion over when to begin enforcing this requirement. Last week, TSA confirmed that enforcement will begin on May 7th.
    According to the TSA, around 20 percent of air travelers still use a form of identification that is not compliant with REAL ID requirements. Indeed, millions of Americans still do not have a REAL ID compliant license or an acceptable alternative form of identification, such as a passport or a military identification card. As you told the President at a recent cabinet meeting, “We don’t want anybody to get delayed and not be able to travel when they get to an airport.” Since it seems likely that many travelers will not have a compliant ID by May 7th, please describe how you will ensure that there are not delays at TSA security checkpoints and what steps the TSA is taking to process travelers who arrive at airport security checkpoints without REAL ID compliant identification.

    Wyoming Army and Air National Guard team up for first-ever firefighting exercise

    CHEYENNE, Wyo. – Camp Guernsey Joint Training Center is home to semi-arid scrubland, prairie grass, and conifer cover, all of which can be primed for fire during hot, dry conditions, especially when troops shoot round after round of heavy artillery at the camp’s vast impact area.

    Due to this heightened risk, the firefighters in the camp’s Army National Guard Fire Department specialize in practices and techniques unique to wildland firefighting. A usual day can consist of prescribed burns, which is the controlled use of fire to clear downed trees, control plant diseases, and create fire breaks between the camp’s training ranges and neighboring properties.

    So, when Camp Guernsey’s Fire Chief received an invitation to conduct a joint training exercise with the 153rd Airlift Wing, a unit of the Wyoming Air National Guard in nearby Cheyenne, U.S. Army Staff Sgt. Leah Urquhart jumped at the chance for her firefighters to brush up on skills they don’t use on a day-to-day basis.

    Eight firefighters made the 65-mile trip south to Cheyenne for the 6-day joint training exercise. It was the first collaborative training of its kind between the Army National Guard and the Air National Guard nationwide.

    “As firefighters, we have to meet yearly training requirements to keep our certifications,” Urquhart said. “You also hit a lot of the same, but more in-depth training to get certified in the first place. We have three guys on the Army side who are working towards their initial certifications. They are stoked to have this training.”

    The first day focused on gear familiarization. For firefighters who focus on structural fires, like burning buildings, the Self-Contained Breathing Apparatus, or SCBA, is an essential piece of equipment that provides a supply of breathable air from a compressed air cylinder.

    Although not required for wildland firefighting, firefighters from Camp Guernsey readjusted to the equipment, tugging at the elastic facemask straps while hopping into trousers.

    The SCBA has four main components, the first being the backplate with shoulder straps and a waistbelt. The second is the air cylinder itself, which weighs 16-20 pounds, contains 4,500 psi of compressed air, and provides 30-60 minutes of breathing time for firefighters.

    The third component is the regulator assembly. The compressed air from the cylinder tank travels through a hose and the regulator assembly, which drops the air pressure to levels slightly above atmospheric. Once its breathable, the air hits the facemask.

    The facemask is the last component. When a firefighter inhales, the pressure in the facemask is lowered, tilting the admission valve just enough to allow the breathable air into the facemask. The exhalation valve, located on the chin, releases a breath without allowing any outside contaminants to enter.

    Every assembly also has a Personal Alert Safety System, or PASS device, that sounds a distress signal if it does not detect motion for 30 seconds, alerting nearby firefighters of a downed firefighter in need of rescue. (This is why standing firefighters periodically shimmy-shake, resetting the countdown.) Also, the PASS device features a gage that indicates pressure levels in the air cylinder.

    Gear familiarization culminated in what is called a SCBA confidence course, which tests a firefighter’s knowledge and expertise with the equipment.

    Urquhart and her team leaders also incorporated elements of search and rescue into the course. They disassembled the SCBA gear, scattering it around the bunkroom of the firehouse, as if the equipment were incapacitated victims. They then created an obstacle course.

    The firefighters in training were hooded to simulate the lack of visibility in a smoke-filled room.

    As they crawled on their hands and knees around the obstacle course, the instructors yelled, played loud music, and banged on lockers. Calmly, the firefighters communicated above the din of music and the clamor and clang. Once they all located their equipment, they reassembled it slowly by touch.

    Finally, the firefighters paired up to connect a buddy breather to each other’s SCBA. A buddy breather is an accessory hose that allows two firefighters to share the same air supply, in the event one of them is depleted. They then exited the obstacle course.

    For an experienced firefighter, a SCBA confidence course can take about an hour to complete. For a firefighter in training, it can take much longer.

    “The course is as much about teamwork as it is about familiarity with your gear,” Urquhart said. “Our Army guys from Camp Guernsey performed really well. We got to see what to do from here and how to improve. They were super motivated.”

    U.S. Air Force Tech. Sgt. Beau Murphy helped lead the vehicle extrication training the next day. Vehicle extrication is the process of safely removing a patient from an automobile involved in a collision. The firefighters traveled to a local salvage yard at the edge of town where cars lay on cinderblocks and cranes grazed in the background with their long necks. Two old cars were waiting for them.

    “We folded the Army guys right into our ranks,” Murphy said. “We were happy to have them along.”

    As real-time goes up at the scene of an emergency, patient survivability rate goes down. For that reason, effective time management is crucial for first responders, with vehicle extrication ideally taking no longer than 10 minutes.

    After staging their hydraulic tools nearby, two firefighters knelt on each side of the car, tucking wheel chocks under its belly to stabilize it. They swept around the car, one moving around it clockwise, the other counterclockwise, in opposing circles, punching out glass, razorblading seatbelts, peeling back molding, marking cut locations, and popping tires. These steps should take no longer than two minutes.

    A Halligan bar is a tool used by firefighters for forced entry. A firefighter used one to pry off the grille, exposing the hood latch. He held the fork of the Halligan bar around it and twisted. He popped the hood, cut the battery cables, and closed it again. After prepping the car, they retrieved their hydraulic tools to begin chopping it up.

    The group of hydraulic tools used by firefighters in a vehicle extrication are known as the Jaws of Life. They include cutters, spreaders, and rams. These tools use hydraulic pressure to create immense force, allowing them to slice through metal, spread vehicle doors, and lift heavy objects.

    The car was ready for door removal. A firefighter used the spreader to push apart the fender of the car, exposing the two door hinges. He spread them to their breaking point. He then jiggled the door from its place and walked it out of the scene, setting it down carefully, paint to pavement. The door cannot be set down otherwise. If an airbag inadvertently deploys, it could launch the door into the sky.

    With access to the patient now, a firefighter would begin to administer first aid, if necessary.

    “Weather conditions can change how you do things,” Murphy said. “Down in Georgia, you worry about heat injuries. Up here, you deal with cold injuries, like complicating shock. Or if the car is on an incline and it’s crazy icy, you’ve got to get creative with vehicle stability.”

    The firefighters began to cut through the pillars of the roof. The cutters have clawlike blades, pulling the metal back to their pivot point where the greatest force is generated. As the firefighters swept around the car, biting through metal, the goal was to move forward, never backward, which increases the time at the scene of an emergency. They peeled off the roof.

    “We call this turning it into a convertible,” Murphy said.

    When a car is crushed like an accordion, a patient’s lower body may become pinched under the dashboard. The technique by which firefighters extricate the lower body is called a dash roll. That was their next step.

    A firefighter made relief cuts around the dashboard, freeing it up. He grabbed the spreader and began to lift the dashboard. The firefighter then wedged the ram between the dashboard and the floor of the car. As the ram extended, the dashboard rolled onto itself, creating ample space for the lower body to be extricated.

    “These guys got a lot of really good hands-on experience and tool time,” Murphy said. “That’s what I’m looking for: proficiency with the equipment.”

    They worked on more trainings in the following days. Their necks craned, they toured the cargo compartment and flight deck of a Lockheed C-130 Hercules, a massive, gunmetal gray transport aircraft. They did a lot of bunker drills, where firefighters practice putting on their protective clothing and SCBA gear in a timed manner.

    “They’re standing over their gear, and we yell, ‘Bunker drill, bunker drill, bunker drill!’” Urquhart said. “After two hours of doing that, the slowest guy was able to get down to a minute and 45 seconds. Really scary, crazy timeline when you think about all the gear you have to put on.”

    They consolidated their training with a structural fire exercise on the last day. It took place in an abandoned building on base with tables and chairs still in place, as if the building was vacated only a moment ago. Two large fog machines emitted a dense vapor that looked like smoke, clouding over the wide bays and office rooms. Visibility was very low.

    In the building were two victims in need of rescue. For the exercise, four firefighters manned the fire truck, two firefighters were search and rescue, and two firefighters were the Rapid Intervention Team, or RIT crew, who are on standby if firefighters become lost, trapped, or injured and need rescuing themselves.

    Urquhart and other team leaders walked around the building, observing how the firefighters used their training. They would go through three rotations of the exercise.

    Oftentimes, a firefighter goes into a burning building blind, literally and figuratively. Before the parking brake on the fire truck gets pulled, they are already thinking of structures that resemble the one that is on fire. Understanding building construction can help predict how the fire will spread, while having an idea of the floorplan and layout can help locate a victim.

    When they arrive on the scene, the highest-ranking firefighter does what is called a size up. He observes the exterior of the structure for indications of the size and location of the fire. The color of the smoke can also indicate the type of fuel being burned, the phase of the fire, and where the fire will spread. If the building shows no potential for collapse, he identifies means of entry and escape routes, like doors, windows, and fire escapes. After making his assessment, the firefighter radios it in to forward command.

    They then look for clues for who could be inside, like window lights still on, toys in the backyard, cars in the parking lot, or even a car-window sticker depicting stick figure versions of family members. But they always remain ready for the unexpected.

    “When you get on scene to a structural fire, you’re typically going to have anywhere from one to 50 different things going on,” Urquhart said.

    The exercise used a digital fire training system. A screen emitting LED-driven flames glowed in one of the smoke-filled rooms of the building. The firefighters were equipped with a digital nozzle.

    In the building they crawled on their hands and knees towards the seat of the fire as they looked for victims at the same time. Thermal layering of the heat and the buoyancy of the smoke will create clearer vision just above floor level, while also being cooler.

    Instead of slowly fighting their way towards the seat of the fire, firefighters begin their attack at its point of origin and move outwards from there. This also allows them to locate potential victims who may be in the greatest danger.

    Once the firefighters located the fire’s ignition point and steadied their digital nozzle, the orange-glowing panels on the LED screen slowly dimmed.

    As they went through different rotations of the exercise, Urquhart and her team leaders would mix it up.

    “We told a firefighter during one scenario, ‘Hey, you’re down. You ended up passing out. Let your PASS alarm go off,’” Urquhart said. “Now, there’s a firefighter who found a victim, but also his partner went down, which is a very possible real-life situation. Now what do you do? So we watched him work through the process of getting both people out.”

    As the firefighters crawled through the smoke-filled building, they sounded the floor, tapping a tool on it. In a real-life scenario, if the floor feels too spongy or breaks through, they go another way.

    When a team came to a door, they felt it with the back of their hand. They located the handle and opened the door and shut it behind them, shielding themselves from fire spread. They hugged the wall as they made their way around the room, looking for victims. They swept a bunkbed, felt under a table, and handled a chair. Like the house of a person who is blind, they never misplaced things, which can become disorienting. Anchored to the wall, they extended themselves across the floor and swept the center of the room with a tool, furthering their reach.

    They found a victim. They checked his status through physical contact. Radioing it in to forward command, they stated they located a victim, his status, what they planned to do, and if they needed help. They webbed the victim with nylon straps and dragged him to the door, careful to keep his head and shoulders elevated. In the hallway, they followed the hose line until they were back outside.

    “We were planning to do three different rotations of the exercise in a four-hour time slot,” Urquhart said. “We were able to do four with still time to spare because everybody was so motivated and efficient at doing their job. You don’t see that all the time.”

    By the end of the week, the joint training exercise created a strong partnership between the Army National Guard and the Air National Guard Fire Departments, while ensuring both units are better prepared and proficient in their firefighting roles.

    U.S. Army Pvt. Cody Carr, for example, wasted no time in applying the skills he learned during the week of training in a real-life situation. The first night back home, Carr and his fire department responded to an emergency call for a chimney fire. Carr was standing outside the burning building in the cold night when a mayday went out over the radio. The chimney had collapsed on the two firefighters inside. Without thinking, Carr threw his gear on, went on air, found a teammate, and rushed inside.

    “Going into it, I’m like, I’m ready for this. I just learned all this. I can use my knowledge and get them out very quickly,” Carr said.

    Carr and his teammate followed the hose line to the smoking rubble. As they began to pull the brick and mortar off one firefighter, another began shouting from the other side of the room. Carr rushed to the yelling firefighter and checked his status. Carr hoisted him up and dragged him out of the burning building and to safety.

    “It was all fresh in my mind,” Carr said. “Just got done doing it. I was able to put it in play.”

    Carr is looking forward to further collaboration between the 153rd Airlift Wing and Camp Guernsey Joint Training Center. Future plans include sending firefighters up to Camp Guernsey to get certified in wildland firefighting.

    “It was amazing to watch the Army and Air Guard learn from each other over this training,” Urquhart said. “This is just the beginning of a fantastic relationship.”

    Warm Springs, GA – On Saturday, April 12, on the 80th anniversary of the passing of President Franklin D. Roosevelt, U.S. Senator Reverend Raphael Warnock (D-GA) journeyed to the late president’s Little White House in Warm Springs, Georgia to deliver a keynote address honoring the unfinished legacy of FDR and the unfinished work of creating opportunities for all Americans to thrive regardless of their race, age, creed, or station in life. Ahead of his remarks, Senator Warnock saw FDR’s infamous “unfinished portrait”, a watercolor painting the 32nd president was posing for when he suffered a stroke, which he eventually succumbed to on April 12, 1945. In his remarks, Senator Warnock evoked the unfinished portrait and how it resembles the unfinished legacy and mission of FDR in creating economic, social, and political opportunity for all Americans.

    “What [FDR] accomplished was extraordinary, and much of it was inspired by the spirit of Georgia, warmed up by these Warm Springs in which he drew inspiration and motivation that he needed to rebuild an anguished nation. Over the years, after making his first journey here in 1924, President Roosevelt saw the South’s struggling economy, he saw the many challenges of our state. He saw the lack of educational opportunities. He saw the lack of electricity and family farms being foreclosed. He saw poverty and disease, both in a literal sense and in a spiritual sense. And he saw the impact of that in Georgia and on our nation. He saw a lack of good paying jobs, creating a crisis for the economy and, more importantly, a crisis in the human soul. So, as FDR came down to Warm Springs for his own healing. He saw the healing that needed to be done. You can’t lead the people unless you love the people. And in order to love the people, you got to walk with the people,” said Senator Reverend Warnock in his keynote speech.

    “So the mission continues, the work still lies ahead. We must not give in to those who are trying to weaponize fear. FDR said, ‘We have nothing to fear but fear itself.’ Now, like all of you, I grew up hearing that, and I must admit that since I’ve been hearing it all my life, it was just, you know, something people say. ‘We have nothing to fear but fear itself.’ It’s one of those things that’s so deep in the culture you hear it without really hearing. I’m not so sure I knew what Roosevelt meant until late, because in this moment in our lives, there are those in high office who are trying to weaponize fear. There are those in high office who want us to be afraid of one another. Want white people to be afraid of Black people, and Black people to be afraid of brown people, want the young to resent the old and the old to forget about the young. We have nothing to fear but fear itself. Translation, if there’s anybody to be afraid of, we ought to be afraid of the politicians who want us to be afraid of one another. We have nothing to fear but fear itself,” Senator Reverend Warnock continued.
    Following his remarks, Senator Warnock toured the Little White House where FDR was posing for the unfinished portrait. The senator surveyed the bedroom where the late president eventually succumbed to his stroke, leaving behind a nation in recovery from the Great Depression and on a path to victory in World War II. Senator Warnock also viewed the nearby pools where FDR found some relief in his battle with polio.

    80 years ago today, April 12, 1945, was described as a sunny spring day here in Warm Springs. A president weary from war was now in good spirits under the Georgia sun. President Franklin Delano Roosevelt was no doubt looking ahead to the world that would rise from the ashes and a country still climbing towards its highest ideals. Back in his little white pine cottage that afternoon, the president was posing for a portrait as an artist was attempting to capture a giant. Some have said a picture is worth a thousand words. But as fate would have it, the man who had helped save democracy at home and around the world collapsed from a stroke. 
    He succumbed to what William Cullen Bryant called that mysterious realm where each shall take his chamber in the silent halls of death. Martin Luther King Jr., who reminded us that death is not an aristocracy for some, but a democracy for all. Each of us comes to that moment, the rich and the poor, those who sit high, those who sit low. Death, as Doctor King said, is life’s common denominator. We might want to think about what we want to make of our lives. 
    FDR collapsed from a stroke, never got up, and the portrait was never finished. In a real sense, that’s how we live our lives, even at our best, it is an unfinished project, an unfinished portrait. What remained was a loose watercolor sketch of his head and shoulders. It was an unfinished portrait, an unfinished presidential term, an unfinished legacy, and in many ways, the America he fought for remains unfinished. That brush may have stopped mid stroke, but what Roosevelt painted into the fabric of this nation still colors our lives today. An unfinished legacy, unfinished presidential term, unfinished portrait; so much wisdom and poetry, even in how he left us. 
    I submit that your life’s project ought to be longer than your lifespan. If you can finish your life’s project in your lifespan, then your imagination is too small, and your vision of what we can become and who we are together has yet to mature. FDR understood that. He poured himself out, a term as a pastor we use especially this time of the year, during the season of Lent, during the season of Passover, that the one in whose name you and I preach on Sunday morning submitted to what theologians called kenosis. He literally poured himself out. That’s what servant leadership looks like. Pouring yourself out for others, and in so doing, what he was able to accomplish was extraordinary, because FDR, for all his pain, he was never focused on himself. The way to find yourself is to give yourself over to something bigger than yourself, and then you might find yourself.
    What he accomplished was extraordinary, and much of it was inspired by the spirit of Georgia, warmed up by these Warm Springs in which he drew inspiration and motivation that he needed to rebuild an anguished nation. Over the years, after making his first journey here in 1924, President Roosevelt saw the South’s struggling economy, he saw the many challenges of our state. He saw the lack of educational opportunities. He saw the lack of electricity and family farms being foreclosed. He saw poverty and disease, both in a literal sense and in a spiritual sense. And he saw the impact of that in Georgia and on our nation. He saw a lack of good paying jobs, creating a crisis for the economy and, more importantly, a crisis in the human soul. So, as FDR came down to Warm Springs for his own healing. He saw the healing that needed to be done. You can’t lead the people unless you love the people. And in order to love the people, you got to walk with the people. 
    People called to serve must be willing to walk with you, even as we work for you. So he drew inspiration and insight from being in these spaces and in these places. Struggling with polio, so much to learn about his life. I’m inspired and amazed, quite honestly, so many layers, struggling with polio. Polio, by the way, a disease that we’ve pushed back through the insights of doctors and others. Now, because of the success of those vaccines, we have an anti-vaccine movement. Privilege as a way of blinding. The reason we can have an anti-vaccine movement is because the vaccines work. Almost nobody remembers what polio looked like. So, all of a sudden, we become really profound indeed. I digress. Thank God for science; my faith has no quarrel with science. 
    He came here for his own healing. Somehow, being here, he was able to transform his pain into power, suffering in the sacrifice, sacrifice into salvation for others who suffer. We now live in his legacy–all of us. Social Security. Prior to FDR, for most people, when you got old, it was a sentence into poverty. Sometimes it’s easy to attack things because you don’t remember what it was like before we had it. Social Security was important then, it’s important now, and I’m going to stand up and defend it. Pathways to homeownership, minimum wage jobs, unemployment insurance, all of that, FDR. Rural electrification, job programs that build bridges and roads and restored dignity to families who had lost everything. He did more in a wheelchair than most presidents ever imagined doing sitting in an Oval Office. These weren’t just policies. These were promises aimed at restoring the dignity of work, being able to provide for your family. They represented the belief that the public servants working towards a common cause could be a force for good in people’s lives.
    Between 1933 and 1940, the New Deal brought $250 million to Georgia and established agencies that offered a broad range of public works programs, including the construction of libraries, roads, schools, parks, hospitals, airports, and housing, because he understood that infrastructure is the common space that we share with one another. It is the covenant that we have with one another. Broken roads and broken bridges are indicative of a broken people. In the wealthiest nation on the planet, a broken commitment to the house that we live in together.
    Perhaps no issue greater reflects Warm Springs’ impact on FDR’s policies than rural electricity. Georgia farmers and Georgia families were hit especially hard by the Great Depression. Their recovery was slowed by the high cost of electricity, which was only used in 10% of rural homes in 1935. Electric companies were simply not willing to string miles of wire to rural communities, so those people had to go without. Too often rural communities are invisible to people in power. FDR saw rural communities. One of the great characteristics of leadership is just the ability to see you.
    And it is here that he was motivated to start the Rural Electrification Administration, an effort designed to bring electric power to rural areas at reasonable rates. Roosevelt cemented the connection by signing the electrification bill into law right here at the Little White House, where his first electric bill in this little house was four times greater than that of his home in New York. Somebody needed to fix that. He got busy doing it. This improved the quality of life and productivity for small farms. And Roosevelt did not stop there. He implemented policies to improve soil health and prevent erosion, provide farmers with loans to move to improved farms, and helped raise long depressed cotton prices. He understood that when you center the people rather than the politics, you have a shot at getting the policy right.
    For many of these rural Georgians the federal government felt like some distant entity, long distance from where they actually live. Like so many people today, they looked at what was going on in Washington, they asked themselves, what in the heck does that have to do with me? The New Deal answered that question; the New Deal provided federal investments that they could see directly benefiting their local communities. The policy showed up where they actually live, and it offered people the hope they needed for a resilient nation to believe that their best days were ahead of them and not behind them.
    He believed in the future, and not in some imaginary vision of who we used to be. He sought simply to make America great–period. Make it great not by moving backwards, but by moving forward. I stand in awe of this man. Where did he get such imagination, such grit, such determination, such love of the people–all the people. Moral courage. It makes you stand up, no matter what it looks like at the moment. Perhaps, here is the answer. He said, while suffering from polio, “When you have spent two years in bed trying to wiggle your big toe, everything else seems easy.” 
    He transformed his pain into power, suffering into sacrifice, and sacrifice into salvation for those who suffer. Now, it’s important to note, if we would be honest, that while the New Deal transformed America, there was still a whole lot more work to be done. This was still 1940s America. There were those who still suffer in our nation’s complicated story and still ran up against the reality of deep-seated discrimination. My own father, born in 1917, I had an older father, served for about a year, one year in the Army during World War II, all stateside. One day, he was headed home on a bus in the soldier’s uniform, and my father had to give up his bus seat because the bus driver saw a young, white teenager, and the man with a family and a soldier’s uniform had to give up his seat to a teenager. My dad had to give up his bus seat, but his son now sits in a Senate seat.
    I thank God for Roosevelt’s New Deal, but my people still had a raw deal. My dad never became bitter. He believed in the future. Dr King, and those who marched alongside him, stood up and pushed the country closer to its ideals. An unfinished portrait–that’s what America is, and we have to keep painting. We have to keep adding colors and hues and nuances in order to understand what this country is all about. He was informed. He was inspired by Warm Springs. But we dare not leave this place today without mentioning somebody else. Her name was Eleanor. By every great man is a smarter woman. Brilliant and courageous in her own right.
    Today in the United States Senate, I see my work as a continuation of that great patriot and so many others who tried to make America great. That is why, since entering the Senate in 2021, I have fought to expand access to affordable health care, because health care is a human right, and it is certainly something that the wealthiest nation on the planet can provide for all of its citizens, and oh, by the way, Georgia needs to expand Medicaid. I have fought to strengthen our democracy, to widen the pathways to quality education and good paying jobs. It’s good public policy, but it’s also the right thing to do. That’s right. A budget is not just a fiscal document, it’s a moral document. Show me your budget, and I’ll show you who you think matters. As I look at this budget, some of my colleagues are trying to push through the Congress right now, it passed the Senate, has now passed the House, a budget that will cut perhaps as much as $800 billion for Medicaid that would leave Social Security struggling. Forget the fact that 71% of the people on Medicaid in Georgia are children. I look at that kind of budget, I have to say that if that budget were an EKG, it would suggest that some of my colleagues have a heart problem, and they are in need of moral surgery.
    So let’s make sure everybody has access to health care. That’s why I was pleased to be able to write a law to cap the cost of insulin for seniors to no more than $35 out of pocket per month. We ought to expand the Child Tax Credit. When we did it in 2021, we cut child poverty by more than 40%. Listen to me. Poverty is violence. It is violence against the human spirit and child poverty is trauma, and what’s extraordinary is that poor children do as well as they do. You can literally see in the brain the impact that poverty has on the brain of a young child. So as I stand here, I can’t forget about the fact that long before I was a United States Senator, I was a kid in Head Start. Grew up in public housing. Head Start, a good public policy, exposed me to literacy and reading and gave me a love of learning. Then I went to high school, and someone put me in an Upward Bound program and put me on a college campus so I can imagine that I could be in college and at a university, that I could study and grow. And with grit and determination, I went to Morehouse College. I didn’t have enough money to go. I often say I went to college on a full faith scholarship. I did not have enough money for my first semester. 
    But through hard work, some of my friends and classmates are here, through hard work, hope, and grit and determination, I was able to graduate from Morehouse College. Yes, I believe in personal initiative. Yes, I believe in personal responsibility. Yes, I believe you have to stay up late and burn the midnight oil. You got to do the work. But guess what? I did the work, but somebody still gave me a Pell Grant and some low interest student loans. You can pull yourself up by your own bootstraps, but you still need a path to get to where you’re trying to go, and that’s what good public policy can do. It gives ordinary people a chance to make the best out of their life. So we have to stand up for ordinary people. We have to stand up for farmers in this moment. Farmers are an answer to a prayer. They are literally an answer to a prayer that all of us pray. Many of us every night, give us this day, our daily bread. 
    So the mission continues, the work still lies ahead. We must not give in to those who are trying to weaponize fear. FDR said, “We have nothing to fear but fear itself.” Now, like all of you, I grew up hearing that, and I must admit, Brother Luke, that since I’ve been hearing it all my life, it was just, you know, something people say. We have nothing to fear but fear itself. It’s one of those things that’s so deep in the culture you hear it without really hearing. I’m not so sure I knew what Roosevelt meant until late, because in this moment in our lives, there are those in high office who are trying to weaponize fear. There are those in high office who want us to be afraid of one another. Want white people to be afraid of Black people, and Black people to be afraid of brown people, want the young to resent the old and the old to forget about the young. We have nothing to fear but fear itself. Translation, if there’s anybody to be afraid of, we ought to be afraid of the politicians who want us to be afraid of one another. We have nothing to fear but fear itself. The Bible tells us that perfect love [inaudible]. It takes courage to love, and justice is what love looks like in public. 
    So we remember 80 years ago today, his life was poetry, and so was his death. It must have been heartbreaking in that moment, something elegant about the way he left us. We find ourselves when we give ourselves over to something bigger than ourselves. There he was struggling with polio, trying to stand again, struggling against paralysis. Today, America is struggling to stand. We’re paralyzed today, not by polio, but by polarization. FDR never found the strength after he failed that day to stand up. He always found strength when he tried to stand up for somebody else. Perhaps that’s the lesson in this moment, these dark and difficult days, and these days of fear and polarization, and these days of tariffs–and we don’t know what the economy is going to bring tomorrow. Perhaps the lesson is that we learn to stand. When we stand up to somebody else. So stand up for children, stand up for our young people, stand up for women, stand up for the poor and the marginalized. Stand up for all of us. Stand up for
    what America can be.

  • MIL-OSI USA: Congressman Bean Introduces Bill Removing Barriers to Alternative Marine Fuel Usage

    WASHINGTON—Today, Ways and Means Committee member U.S. Congressman Aaron Bean (FL-04) along with Congressman John Rutherford (FL-05), Congressman Vern Buchanan (FL-16), Congressman John Garamendi (CA-08), and Congresswoman Jill Tokuda (HI-02) introduced the Maritime Fuel Tax Parity Act (MFTPA), to correct an outdated tax code provision by exempting alternative fuels, including liquefied natural gas (LNG), for marine vessels from paying Federal Highway Trust Fund excise taxes. 

    Upon introduction, Congressman Bean said: “Expanding the use of alternative fuels like LNG will strengthen Jacksonville’s maritime industry and allow maritime vessels to use LNG as a fuel source without being penalized by an onerous tax and compliance burden. I thank Congressman Rutherford for his leadership on this bill, which will modernize our tax code and bring marine fuels into the 21stcentury.”

    BACKGROUND 

    LNG is the cleanest, most readily available fuel for shipping today. Unfortunately, a discrepancy in the tax code unintentionally disincentivizes our domestic maritime carriers from utilizing LNG and other alternatives as a maritime fuel. 

    The current tax code treats diesel more favorably than alternative fuels, which are disadvantaged by being subjected to excise taxes. Diesel fuel used in maritime vessels is exempt from this excise tax today, but alternative fuels, like LNG, are not. 

    According to the International Energy Agency’s (IEA) January 2025 Quarterly Gas Report, based on the current order book for vessels, the number of LNG-fueled ships is expected to almost double and reach over 1,200 vessels by 2028.

  • MIL-OSI Security: Fact Sheet: How DHS is Combating Child Exploitation and Abuse

    Every day, the Department of Homeland Security (DHS) leads the fight against online child sexual exploitation and abuse (CSEA). As part of the Department’s critical mission to combat crimes of exploitation and protect victims, we investigate these abhorrent crimes, spread awareness, collaborate with interagency and international partners, and expand our reach to ensure children are safe and protected.

    “At the Department of Homeland Security, our mission is to protect the American people, and that includes protecting our children. The internet has completely changed how we connect, but it has also opened new doors for predators who want to harm our kids,” said DHS Secretary Kristi Noem. “It’s a topic that should unite all of us, and I appreciate the opportunity to highlight the work of Homeland Security Investigations and all that they do to combat online child exploitation.”

    DHS battles online CSEA using all available tools and resources department-wide, emphasizing its commitment to the Department’s homeland security mission to “Combat Crimes of Exploitation and Protect Victims.” In recognition of President Trump’s proclamation designating April as Child Abuse Prevention Month, DHS is committed to raising awareness of these heinous crimes, preventing child exploitation and abuse, and bringing perpetrators to justice.

    As part of the Department’s ongoing work in this area, today DHS is celebrating the one-year anniversary of Know2Protect, the U.S. government’s first prevention and awareness campaign to combat online CSEA. 

    Between April 2024 and February 2025:

    • DHS launched Know2Protect®, a first of its kind national public awareness campaign to combat online CSEA. The campaign enhances the Department’s capabilities to combat online CSEA by partnering with the private sector to deliver its awareness messaging and coordinating federal efforts to confront and prevent this growing epidemic. The Department has successfully entered into over 20 Know2Protect® Memoranda of Understanding with leading technology companies, national and international sports leagues, youth-serving organizations and nonprofits, and other private sector partners to raise awareness of this crime and help children stay safer online.
    • DHS increased the footprint of law enforcement partners at the DHS Cyber Crimes Center (C3) to enhance coordination across all DHS agencies and offices to combat cyber-related crimes and further the Department’s mission to combat online CSEA. Several partners are collocated and work together every day at the DHS C3, including the United States Secret Service (USSS), U.S. Customs and Border Protection (CBP), the United States Marshals Service (USMS),      U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO), and the Department of Justice (DOJ) Computer Crimes and Intellectual Property Section (CCIPS).  
    • The Blue Campaign, part of the DHS Center for Countering Human Trafficking, hosted 170 national trainings on the indicators of forced labor and sex trafficking and how to report these crimes with more than 24,000 participants from the federal government, non-governmental organizations, law enforcement, and other external stakeholders.
    • DHS identified and rescued 1,567 child victims of online CSEA through the work of HSI and made 4,460 arrests for crimes involving online CSEA. Learn more in the U.S. Immigration and Customs Enforcement Fiscal Year 2024 Annual Report
    • HSI and ERO have instituted a collaborative operational initiative to locate unaccompanied alien children (UAC) released from the care and custody of the U.S. Department of Health and Human Services, Office of Refugee Resettlement (HHS-ORR). The UAC initiative   identifies and locates UACs to ensure immigration obligations are met, and investigate any potential indicators of forced labor, sex trafficking, or other exploitation.

    To accomplish this work, DHS coordinates with law enforcement at home and abroad to enforce and uphold our laws, protects victims with a victim-centered approach that prioritizes dignity and respect, and works to stop this heinous crime through public education and outreach.

    Enforcing Our Laws

    DHS works with domestic and international partners to enforce and uphold the laws that protect children from abuse. The Department works collaboratively with  Department of Justice prosecutors, the Federal Bureau of Investigation (FBI), U.S Marshals, INTERPOL, Europol, and other international law enforcement partners to arrest and prosecute perpetrators.

    • DHS increased U.S. government and law enforcement efforts to combat financial sextortion, a crime targeting children and teens by coercing them into sending explicit images online and extorting them for money. From FY22 to FY24, HSI received more than 4,900 CyberTipline reports related to sextortion predators from Côte dʼIvoire. From these reports, 652 children have been identified and supported by HSI. In an effort to combat this crime, HSI sent special agents to Côte d’Ivoire to provide online CSEA training to local law enforcement and supported local law enforcement efforts in locating and apprehending offenders residing there.
    • The CCHT works alongside the National Center for Missing and Exploited Children (NCMEC) to identify and pursue the recovery of underage victims of sex trafficking. The CCHT emphasizes victim identification operations which allows HSI field offices to rescue these children while implementing a victim centered approach. The CCHT supports HSI field operations throughout the investigation and prosecution of these traffickers and their networks.
    • DHS partnered with 61 regional Internet Crimes Against Children Task Forces to investigate people involved in the online victimization of children, including those who produce, receive, distribute and/or possess child sexual abuse material, or who engage in online sexual enticement of children.
    • DHS researched and developed modern tools and technologies that equip domestic and international law enforcement partners with advanced forensic capabilities to accomplish their mission to identify victims and apprehend child sexual abusers.
      • The Science and Technology Directorate developed StreamView, a digital forensics and data analytics tool designed to assist law enforcement in effectively addressing child exploitation cases. By aggregating, organizing, and analyzing investigative leads, StreamView enables investigators to determine crime locations, identify victims, and bring perpetrators to justice more efficiently. Since May 2023, StreamView has identified and rescued over 133 child and adult victims, dismantled more than 29 criminal networks, generated over 600 leads and referrals, and arrested of over 120 criminal actors. The platform has also contributed to 10 convictions and 8 life sentences, significantly improving Child Sexual Abuse Material (CSAM) investigations.
    • The U.S. Secret Service provides forensic, technical, and investigative assistance to NCMEC and state/local/tribal law enforcement in cases involving missing and exploited children. Support includes polygraph examinations, age progression/regression, composite sketches, audio/image/video enhancement, speaker identification/recognition, questioned document analysis, fingerprint development and examination, geospatial information mapping system, digital forensics.
    • U.S. Customs and Border Protection screens all undocumented unaccompanied children and other arriving minors for indicators of abuse or exploitation, human trafficking, extraterritorial sexual exploitation of children, sexual predators involved in crimes of exploitation, and all suspected criminal cases are referred to HSI.
    • Transportation Security Administration (INV) Special Agent Polygraph Examiners provide their expertise to advance investigative and prosecutorial efforts in support of child sexual exploitation investigations. INV developed evidence of child sexual exploitation and/or abuse in 15 criminal specific and pre-employment examinations. INV Special Agent Polygraph Examiners, assigned to its Special Operations Division, conduct examinations on behalf of INV, HSI, the Internet Crimes Against Children Task Force, federal and local law enforcement agencies. In a case involving a child victim, an INV Special Agent Polygraph Examiner administered a specific issue polygraph examination, which resulted in the arrest of an individual attempting to solicit a child and identified six other victims ranging in age from 5-16 years of age.

    Protecting and Supporting Victims

    • The Angel Watch Center (AWC) within DHS C3 proactively identifies U.S. persons traveling abroad who have been convicted of sexual crimes against children. By using travel related information and publicly available state sex offender registries, the AWC notifies destination countries of these individuals’ pending arrivals to help prevent potential child sex tourism and other forms of exploitation. The HSI AWC sent over 4,800 travel notifications to foreign governments on convicted, registered U.S. child sex offenders, leading to over 900 denials of entry. These efforts build international cooperation to ensure all countries are safe from sexual predators.
    • In July 2023, HSI launched the first U.S.-based international victim identification surge, “Operation Renewed Hope (ORH).” To date, there have been three yearly operations: ORHI, ORHII, and ORHIII, to identify and rescue child victims of online exploitation. In these operations, HSI and its domestic and international partners work on child sexual abuse material contained in HSI holdings, teams expertly comb through and analyze unidentified series of child sexual abuse material to identify children and offenders and create lead packages for appropriate investigative partners in furtherance of associated law enforcement actions.
      • In the Spring of 2025, HSI conducted ORHIII, which resulted in 386 probable identifications and 56 victims who have been identified and rescued. Once victims of child exploitation are identified and/or rescued, the HSI Victim Assistance Program (VAP) supports them and their non-offending caretaker(s) by using highly trained forensic interview specialists to conduct victim-centered and trauma-informed forensic interviews. In addition, VAP’s victim assistance specialists provide resources to victims such as crisis intervention, referrals for short and long term medical and/or mental health care and contact information for local social service programs and agencies to assist in the healing process.
    • HSI provides short-term immigration protections to human trafficking victims, including victims of child sex trafficking. U.S. Citizenship and Immigration Services (USCIS) grants immigration benefits to eligible child victims of human trafficking, abuse, and other crimes, including T nonimmigrant status, U nonimmigrant status, and immigrant classification under the Violence Against Women Act (VAWA).

    Educating and Increasing Public Awareness

    • The Know2Protect® campaign has garnered over 518 million impressions across various media platforms, in large part due to donated advertising from signed partners and other partner activations. The top visited pages on Know2Protect.gov are Take ActionHow2Report, and Know the Threats.
    • Project iGuardian is the official in-person educational program of the Know2Protect campaign. Led by HSI, Project iGuardian offers in-person presentations designed to inform children, teens, parents, and trusted adults on the threat of online CSEA, how to implement preventive strategies, and report suspected abuse to law enforcement.
      • Since the start of FY24, more than 400 special agents have been trained to give Project iGuardian presentations.
      • In FY24, HSI gave more than 1,100 presentations to more than 122,000 children, teens, parents, and teachers domestically and internationally. These presentations yielded more than 75 victim disclosures and 77 investigative leads for online CSEA.
      • So far in FY 25, HSI has given more than 760 iGuardian presentations to over 69,000 children and adults, which have yielded more than 41 victim disclosures and 13 investigative leads.
    • In April 2024, the Blue Campaign announced a partnership with rideshare company Lyft to train their drivers, who interact with millions of riders per year, on how to recognize indicators of human trafficking among their passengers, and how to report it.  From July to September 2024, Blue Campaign collaborated with NCMEC to promote human trafficking awareness across various social media platforms, targeting both minors and those who work with minors. The campaign garnered more than 2 million impressions on Twitch, 14 million on Facebook, 3million on Snapchat, and 4 million through display ads.
    • The Federal Law Enforcement Training Centers (FLETC) covers child sexual exploitation and abuse awareness in its Human Trafficking lesson plan. In FY2024, FLETC trained nearly 4,400 individuals in human trafficking awareness.
    • USSS Childhood Smart Program Ambassadors educated more than 112,000 children, parents, and teachers across 31 states and the District of Columbia about how to prevent online child sexual exploitation and child abduction. The Childhood Smart Program provides age-appropriate presentations to children as young as five as well as to adults. Presentations focus on internet and personal safety as well as other topics such as social media etiquette and cyber bullying.
    • The HSI Human Rights Violators and War Crimes Center trained more than 800 individuals across the interagency on female genital mutilation or cutting, a severe form of child abuse and a crime under federal law when done to individuals under the age of 18.
    • The Blue Campaign Blue Lightning Initiative, part of the DHS Center for Countering Human Trafficking, trained more than 260,000 aviation personnel to identify potential traffickers and victims of forced labor and sex trafficking, to include child sex trafficking, and report their suspicions to law enforcement in FY 2023. The Initiative added 31 new partners this past year, raising its total partners to 136 aviation industry organizations, including its first two official international partners.
    • The Cybersecurity and Infrastructure Security Agency administers SchoolSafety.gov, an interagency website that includes information, guidance and resources on a range of school safety topics. SchoolSafety.gov includes a child exploitation section that houses more than 60 resources to help school communities identify, prevent and respond to child exploitation. Since its launch in January 2023, child exploitation section has been viewed more than 35,600 times.

  • MIL-OSI Global: AI-controlled fighter jets may be closer than we think — and would change the face of warfare

    Could we be on the verge of an era where fighter jets take flight without pilots – and are controlled by AI? US R Adm Michael Donnelly recently said that an upcoming combat jet could be the navy’s last one with an pilot in the cockpit. That marks a striking, if not entirely surprising, shift in thinking about the future of aerial warfare.

    The US Navy is not alone. Other programmes to develop next generation fighter jets are also touting uncrewed options as a distinct possibility.

    However, we have been here before. Senior leaders in the US Navy said they believed the last crewed fighter jet had been procured in 2015. As far back as 1957, premature obituaries were being written for the fighter pilot era. So is there anything different now?

    The ability of a fighter jet to manoeuvre, accelerate, and maintain high speeds, crucial for air combat, is called kinematic performance. Estimates are as high as 80% on how much pilots reduce kinematic performance. Though this figure may be disputed, there is no question that uncrewed aircraft enjoy several key advantages.

    Without the need for life support systems such as ejection seats and oxygen supplies, these aircraft can perform in ways that are beyond the scope of piloted aircraft. But additional trends are pushing militaries to reconsider the role of the human pilot altogether.

    Systems enabled by artificial intelligence (AI) are already demonstrating superior performance in military exercises. In existing remotely piloted aircraft, a human operator remains in control. This model is known as “human-in-the-loop”. AI is now enabling the possibility of human-on-the-loop (where humans take a step back, supervising and intervening if necessary) and even “human-out-of-the-loop” systems (in which AI selects and engages targets autonomously).

    The latter category, while controversial, may offer decisive advantages. In scenarios where milliseconds matter, a fully autonomous system could outperform any human operator, to the extent that senior defence leaders have expressed a willingness to trust AI with lethal decision-making under certain conditions. Others add that autonomous systems could adhere more rigorously to the laws of armed conflict compared with a human operator.

    Unpiloted combat jets also offer potential financial savings. Fighter jets are expensive to build, operate and maintain, not least because of the training and equipment needed to support pilots. A 2011 study found that the life cycle cost of a surveillance drone was roughly half that of a comparable piloted platform. And cheaper aircraft are important because of the likely losses which will be inflicted on air forces in the event of a conflict with Russia or China.

    Another advantage of fully autonomous aircraft is risk mitigation. As Nato militaries grapple with a shortage of trained pilots for potential conflicts between states, uncrewed systems offer a way to restore the balance without putting lives at risk of death or capture.

    Therefore, one option for militaries is to expand the use of remotely piloted aircraft – drones similar to those deployed in Iraq and Afghanistan. Crucially, this would ensure humans maintain control over weapons use. The only difference with the present would be in making these systems the backbone of the fleet, rather than supplementary systems struggling to operate in hostile airspace. This would require upgrading them with state-of-the-art technologies like stealth. This helps fighters jets reduce their chances of being detected by the enemy’s radar and infrared (heat) sensors.

    A step up from this would be autonomous combat aircraft, carrying the advantages of on- or off-the-loop technologies. The US Air Force’s Project Venom is training AI in modified F-16 jets for eventual transfer to drones. These drones will operate alongside crewed aircraft, as part of mixed human and machine teams. But if this AI software was retained on the F-16s (or transferred to more advanced fighter jets), it could produce a squadron of autonomous jets just as capable as those piloted by humans.

    A more radical idea is to forgo traditional fighter jets altogether. Proponents of this vision imagine swarms of low-cost, expendable drones working together to overwhelm enemy defences. While current drones have limitations in range, payload, and labour requirements, true “swarming” could change the equation.

    Current limitations

    So what is stopping militaries from pressing ahead with these options? A few things. AI isn’t ready, yet. Machine learning – a subset of AI where algorithms learn from experience – underpins all this. But it still struggles with the inherent ambiguity and creativity of war. Simply putting tyres on an aircraft can thwart computer vision – the field of AI that allows computers to interpret images and videos. So training AI to operate in the full range of possible combat situations is a mammoth task. In the words of one air force commander, “robotified warfare…is centuries away”.

    Another issue concerns communications, since remotely operated drone systems, especially interconnected, swarming ones, need data links. Given how much adversaries are investing in jamming these signals, designs may be pushed in opposite directions: either keeping a pilot onboard or embracing autonomy so the aircraft can keep fighting, even if it is cut off.

    Yet the real limit may be a fear of crossing the Rubicon. While the US and its allies have a de facto “no first use” policy on fully autonomous weapons, the demands of warfare against an enemy willing to use such systems may erode these norms.

    So, the navy’s statement is a warning: the age of the human fighter pilot might be ending. But it’s the next war that could make that decision for us.

  • MIL-OSI USA: IAM CREST, TCU/IAM Bring Hazmat Safety Training to DC Job Corps Center

    Twenty-four students from Washington D.C.’s Potomac Job Corp Center recently completed a 40-hour training course on hazardous materials awareness and train-the-trainer as part of IAM CREST’s and the Transportation Communications Union (TCU/IAM)’s Advanced Transportation Training Program.

    “These young people are just starting out in various trades, from railroads, to planes, and some may even go into the military,” said IAM Resident General Vice President Jody Bennett, who attended the training and met with students. “The IAM and TCU/IAM are proud of them for completing this industry recognized training which teaches safety around hazardous materials they may encounter on their journeys into various careers.”

    Students at this job corps site are learning how to be the best candidates for entry level jobs in various trades. And thanks to this partnership, these students also get to see the value that unions bring to the transportation careers they are seeking.

    “This is our first opportunity to work with Job Corps, Potomac here in Washington, D.C. to train young workers,” said TCU/IAM National President Artie Maratea. “We hope to expand to the other six TSD program sites across the nation soon. We understand the need to teach these workers that hazardous materials can be anywhere on the job, and we want them to be leaders on how to keep themselves and their co-workers safe from harm, especially in the transportation industries.”

    Job Corps helps 60,000 young people each year obtain vocational training from the U.S. Department of Labor. Over 2 million students have been served since its inception in 1962.

    “These young people are impressive, because you see that many of them are already leaders that just need a chance to get out there and lead,” said IAM CREST Safety Instructor Barry Eveland. “Having a certification like this shows a prospective employer that they go above and beyond their peers to earn a job opportunity. Several of them already have multiple job offers once they complete the entire program.”

    WASHINGTON, April 15, 2025 — The IAM Union (International Association of Machinists and Aerospace Workers) wrote a letter urging members of Congress to sign a bipartisan letter supporting the C-130J Super Hercules program in the Fiscal Year 2026 (FY26) Defense Appropriations bill.

    The bipartisan letter, led by U.S. Reps. Barry Loudermilk (R-Ga.), Julia Brownley (D-Calif.), David Scott (D-Ga.) and Claudia Tenney (R-N.Y.), calls on the Chair and Ranking Member of the House Defense Appropriations Subcommittee to ensure continued investment in the C-130J — the only U.S.-made military airlifter currently in production.

    The letter requests the following additions in the FY26 defense budget:

    • +8 C-130J aircraft for the Air National Guard (ANG)/Air Force Reserve Command (AFRC)
    • +3 to +5 KC-130J aircraft for the Navy Reserve (USNR) to continue C/KC-130T recapitalization
    • +2 LC-130J ski-equipped aircraft for the ANG
    • +2 KC-130Js for the U.S. Marine Corps to replace operational losses
    • +$100 million for fleetwide Diminishing Manufacturing Sources (DMS)
    • +$71 million for non-recurring engineering related to the ANG’s LC-130J variant

    “The C-130J is the only U.S.-made airlift currently in production, and a stable and efficient production line is vital in supporting current and future Department of Defense and allied nation airlift requirements,” wrote IAM Union International President Brian Bryant. “In addition, the C-130J production line provides for thousands of high-skilled Machinists Union jobs and supports more than 27,000 jobs across its nationwide supply chain”

    Since joining in June 2023, I have talked about a multi-year strategy aimed at producing significant growth within our OSS segment. Our efforts have been focused on three phases. During 2023 we successfully executed our first phase and strengthened our foundation by adding new management and board talent, and pivoting our strategy to pursue higher-margin, higher-growth opportunities across defense and commercial markets. These efforts developed a comprehensive go-to-market strategy, rebuilt our sales pipeline to over $1 billion, and reduced our exposure to legacy low margin, non-core markets.

    With a proper foundation in place to support a larger business, throughout 2024 we executed against our second phase of transformation aimed at converting our pipeline to orders and increasing our competitive position more broadly across defense markets.

    Looking at the progress of our second phase, during 2024 we created a new customer funded development revenue stream to provide more integrated solutions to our customers and establish OSS as a platform incumbent on large, multi-year programs. We believe these efforts will provide meaningful benefits to our business over the long term by contributing a higher mix of predictable recurring revenue and multi-year backlogs.  

    Customer funded development revenue grew by 118% in 2024 to $3.7 million. While still small numbers, this growth highlights our initial efforts to pursue programs that establish OSS in an incumbent position on key military and commercial applications. Development relationships are expected to take one to two years before leading to production orders. As a result, we expect certain development programs that we worked on during 2024 to transition to orders and sales in 2025. This includes commercial applications in datacenter, healthcare, and aerospace markets, combined with multiple opportunities across the U.S. Department of Defense.

    Throughout 2024, we also experienced greater adoption within our OSS segment from both defense and commercial end markets. We continue to experience high levels of interest in our solutions and increasing requests for information, proposals and white papers, as customers look for technology partners like OSS to support their expanding and highly specialized needs. These trends helped grow our customer base and broaden our customer concentration during the year.

    OSS segment growth in our defense market was from new and existing programs. We experienced demand from several programs within the U.S. Army, a renewal for the U.S. Navy P-8 program, a new HPeC solution for a U.S. intelligence agency and a new design win with a leading defense contractor in Asia for an autonomous maritime application.

    Within the defense market, we continue to work on a rugged 360-degree Situational Awareness system for the U.S. Army. If the Army chooses to fund and field this system across one or multiple combat vehicles, we estimate the value of such an opportunity could exceed $200 million in production orders over a three-to-five-year period with additional opportunities for follow on logistics, support and tech refresh options

    In our commercial end market, we experienced customer demand for our solutions from several sectors, including motorsport, autonomous trucking, commercial aerospace, and, importantly, the datacenter markets. We are pursuing a potential $200 million multi-year pipeline opportunity to provide our solutions within the composable infrastructure/datacenter market. In 2024, we announced an initial contract for 100 units with a datacenter customer. We expect our best-in-class solution will expand to multiple customers in 2025, leading to increased revenue potential for 2025 and beyond.

    While the U.S. Army Situational Awareness or composable infrastructure/datacenter opportunities remain subject to fielding and funding decisions, they represent transformative opportunities that we are pursuing to significantly transform our OSS segment

    Finally, after a weaker economy in Europe in 2024, our Bressner segment is off to a good start in 2025 with anticipated rising demand throughout the year. Our embedded position remains strong with our customers, and the programs we have pursued are aligned with our customers’ priorities. As a result, we currently expect the 2025 annual book-to-bill ratio for our OSS segment to be on the order of 1.2x. We believe a higher expected book-to-bill for 2025, on a base of higher annual revenue, showcases accelerating momentum underway for our HPeC and enterprise class compute solutions.

    We anticipate consolidated revenue of $59 to $61 million for the full year of 2025. This includes expected OSS segment revenue of approximately $30 million, representing over 20% year-over-year growth in the OSS segment. In addition, the Company expects to be EBITDA break-even for the full year of 2025. It is important to note that we expect revenue and profitability to improve at a higher rate in the second half of 2025 based on current trends and our expanding sales pipeline.

    Our solutions remain in demand and our opportunities across our commercial and defense markets are only increasing, despite recent economic and trade policies that have increased the level of global economic uncertainty over the near term. We are monitoring the potential impact tariffs may have on our supply chain.     The program of the visit of the representative delegation of the Republic of Tatarstan to the Polytechnic included the signing of several cooperation agreements. The rais of the Republic of Tatarstan Rustam Minnikhanov and the vice-governor of St. Petersburg Vladimir Knyaginin participated in the solemn ceremony.

    The cooperation between the Ministry of Education and Science of the Republic of Tatarstan and Peter the Great St. Petersburg Polytechnic University will contribute to the effective development of higher education in both subjects of the Federation, the training of highly qualified specialists, continuous professional development of workers, and the integration of professional education and science. The basis for achieving these goals should be joint relevant scientific, technical, educational, innovative, investment, production, and socio-economic projects and programs. The document was signed by the Minister of Education and Science of the Republic of Tatarstan Ilsur Khadiullin and the Rector of SPbPU Andrey Rudskoy.

    The agreement provides for the unification of the partners’ efforts for the comprehensive development of a system for training scientific and engineering personnel, the involvement of students and young scientists in real scientific research and experimental design developments, and the creation of a new material base for the implementation of educational programs and scientific research projects.

    Other areas of cooperation include: modernization of the education system, improvement of the quality of educational services, advanced training of managers and teaching staff of educational institutions of the Republic of Tatarstan; popularization of science, development of scientific and technical creativity of young people, etc.

    Innopolis University has also joined the cooperation with the Polytechnic University. Having signed the agreement, SPbPU Rector Andrey Rudskoy and Innopolis University Director Iskander Bariyev expressed their desire for strategic interaction between the universities in the field of methodological, educational and scientific activities. The agreement provides for the modernization of current educational programs and the development of new ones, including online ones. An important part of the cooperation will be joint scientific research, including the creation of a specialized laboratory for the development of composite materials for robotic systems and unmanned aircraft. Other areas of cooperation include: organizing academic mobility for teachers and students; popularization of scientific research; joint design, technological and experimental work in the field of robotics and mechatronics, the search for and design of new materials with specified properties, additive technologies, artificial intelligence; participation in the audit of Russian companies and enterprises, including an assessment of the level of their digital maturity, robotics and digital transformation; organization and holding of conferences, meetings, exhibitions and other events on current issues of industrial robotics, etc.

    Almetyevsk State Technological University “Higher School of Oil” has signed an agreement with the Polytechnic University to work together on innovative methods of engineering education, conduct scientific research and implement scientific, educational and creative projects, including within the framework of the federal project “Advanced Engineering Schools”. The document was signed by Andrey Rudskoy and Rector Alexander Dyakonov.

    Kazan National Research Technical University named after A. N. Tupolev-KAI has become a strategic partner of Polytechnic University. The agreement signed by Acting Rector Kirill Okhotkin and Rector of SPbPU Andrey Rudskoy provides for joint activities in scientific, educational, research and innovation spheres and support for large-scale scientific and industrial projects, including within the framework of advanced engineering schools. The partners agreed to use their scientific infrastructure and combine competencies to implement joint projects in such priority areas as: composite material structures; additive, laser and plasma technologies; information and control systems; radio photonics; quantum technologies; electromagnetic compatibility; microelectronics; digital modeling of elements of manned and unmanned transport systems; artificial intelligence.

    “We have very close ties with the Republic of Tatarstan through the Academy of Sciences,” commented Vladimir Knyagin, Vice-Governor of St. Petersburg. “For our St. Petersburg branch of the Russian Academy of Sciences, Tatar colleagues are not only partners, but also, in many cases, cooperators in research. There is an exchange of personnel, research topics, and knowledge. And the fact that today we have the head of the republic testifies to the official recognition of the importance of such interaction.”

    After the signing ceremony, another ceremonial procedure took place — the awarding of representatives of the Polytechnic University. For fruitful cooperation and significant contribution to strengthening the socio-economic potential of the Republic of Tatarstan, Rustam Minnikhanov presented medals “100 years of the formation of the Tatar Autonomous Soviet Socialist Republic” to Vice-Rector for Digital Transformation Alexey Borovkov, Director of the Institute of Mechanical Engineering, Materials and Transport Anatoly Popovich and Academic Secretary of SPbPU Dmitry Karpov.

    During the visit, the delegation of Tatarstan visited several specialized scientific and production sites of the Polytechnic University. Thus, in the Laboratory of Light Materials and Structures, the guests got acquainted with the technologies of additive electric arc growth and friction stir welding. Director of the Institute of Mechanical Engineering, Materials and Transport Anatoly Popovich presented the competencies of SPbPU in the field of large-scale 3D metal printing, spoke about the equipment used, and demonstrated product samples. The partners also saw the advanced developments of the Polytechnic University in the field of additive laser technologies, visitedNetwork engineering center and other workshops.

    In the experimental design bureau of the Advanced Engineering School of SPbPU “Digital Engineering” (OKB PISH), guests from Tatarstan got acquainted with breakthrough developments and research in the field of unmanned aerial vehicles (UAVs), aircraft manufacturing, engine and rocket engineering, as well as robotics, implemented using approaches to systemic digital engineering based on the Digital Platform for the Development and Application of Digital Twins CML-Bench®.

    Vice-Rector for Digital Transformation of SPbPU, Head of the Advanced Engineering School of SPbPU “Digital Engineering” Alexey Borovkov presented to the guests a line of multifunctional devices – a family of electric unmanned aerial vehicles “Snegir”: the “Snegir-1” model and its improved version VTOL (Vertical Take Off and Landing – vertical takeoff and landing) “Snegir-1.5”. Alexey Ivanovich emphasized that the development of the UAV “Snegir-1.5” was carried out using virtual test benches and testing grounds, as well as using the domestic Digital platform CML-Bench®, which made it possible to optimize the design methods of unmanned aircraft systems and their components. The project is being implemented within the framework of the federal initiative “Development, standardization and serial production of unmanned aircraft systems and components” of the national project “Unmanned aircraft systems”, which was launched in accordance with the Strategy for the development of unmanned aviation of the Russian Federation until 2030 and for the future until 2035.

    Alexey Borovkov noted that leading specialists of the Advanced Engineering School of SPbPU “Digital Engineering” are developing technologies and a demonstrator of a software package for the automated design of electric propeller-motor groups of unmanned aerial vehicles, and demonstrated the results of the development and manufacture of a prototype of the CML_03 electric motor for unmanned aerial vehicles with improved technical characteristics. The development is based on multi-criteria optimization methods and interdisciplinary calculation methods.

    Speaking about the promising projects of the SPbPU Ecosystem of Technological Development, Aleksey Borovkov focused on the strategic tasks planned and already implemented jointly with the partner of the SPbPU – the scientific institution “Engineering and Design Center for Support of Operation of Space Technology” to create tooling kits and quality control for the manufacture of tank structures of the Angara family of launch vehicles using advanced technologies. In addition, the vice-rector announced the start of a project to create a prototype of the CML-Aeroplane, where the key task is multi-criteria optimization of the design taking into account aerodynamics, flight dynamics, strength, fuel efficiency and cost.

    As part of the project activities of the structural divisions of the SPbPU Technological Development Ecosystem, a scientific and technological reserve has been formed that allows us to carry out cross-industry technology transfer and accelerate the design of complex and new products thanks to the CML-Bench® Digital Platform, which stores information on solving similar problems, concluded Alexey Ivanovich.

    The guests were interested in the activities of the Student Design Bureau (SDB), which operates within the structure of the SPbPU Advanced Engineering School Design Bureau. SDB is a unique educational and practical platform where students, under the guidance of university teachers and specialists from industrial partners, acquire basic engineering competencies through participation in real R&D, and also have the opportunity to implement their own initiatives in the field of technological creativity. As an example, Alexey Borovkov cited the development of the SPbPU Advanced Engineering School student team CML®-Bots – the combat robot “Laska”. This project became the winner of the International Robot Fighting Championship in India in April 2025 and a number of Russian student competitions earlier.

    “The Battle of Robots is a prestigious championship where engineers compete in creating the most effective combat vehicles,” noted Alexey Ivanovich. “Our students not only achieve victories, but also constantly improve the design, deepening their knowledge in robotics, mechanics and physics. The acquired skills allow them to find non-standard, interdisciplinary solutions to complex engineering problems, which is extremely important for future professional activities.”

    The Northern Territory Police Force Search and Rescue Section (SRS) has been busy keeping their skills sharp between operational deployments.

    The SRS respond to several high-risk land and marine search and rescue incidents across the NT.

    To ensure interoperability, particularly as it relates to response times and technical aptitude, the SRS frequently train with other specialist agencies.

    Over the past two weeks, the SRS has undertaken a range of specialised training activities, including:

    • Dive training focused on zero-visibility search techniques
    • Hi-line and rescue swimmer training
    • Deployment of remotely piloted aircraft systems for land search and rescue operations
    • Underwater helicopter escape and sea survival training

    Acting Sergeant Chris Grotherr of the Search and Rescue Section said, “Joint training initiatives form a critical part of our training framework.

    “The SRS would like to thank ERGT, Toll Aviation, Surf Life Saving NT and the 1st Combat Engineers Regiment for their ongoing commitment in supporting the NTPF SRS capabilities.

    “With the Easter break kicking off tomorrow, we want to remind Territorians that if you plan to go hiking or out on the water, your best chance of survival in a distress situation is with a registered EPIRB or Personal Locating Beacon.

    “Enjoy the long weekend and make sure you are appropriately prepared for the adventures you set out on.”

  • MIL-OSI USA: Testing in the Clouds: NASA Flies to Improve Satellite Data

    In February, NASA’s ER-2 science aircraft flew instruments designed to improve satellite data products and Earth science observations. From data collection to processing, satellite systems continue to advance, and NASA is exploring how instruments analyzing clouds can improve data measurement methods.
    Researchers participating in the Goddard Space Flight Center Lidar Observation and Validation Experiment (GLOVE) used the ER-2 – based at NASA’s Armstrong Flight Research Center in Edwards, California – to validate satellite data about cloud and airborne particles in the Earth’s atmosphere. Scientists are using GLOVE instruments installed onboard the aircraft to measure and validate data about clouds generated by satellite sensors already orbiting in space around Earth.
    “The GLOVE data will allow us to test new artificial intelligence algorithms in data processing,” said John Yorks, principal investigator for GLOVE and research physical scientist at NASA’s Goddard Space Flight Center in Greenbelt, Maryland. “These algorithms aim to improve the cloud and aerosol detection in data produced by the satellites.”

    The validation provided by GLOVE is crucial because it ensures the accuracy and reliability of satellite data. “The instruments on the plane provide a higher resolution measurement ‘truth’ to ensure the data is a true representation of the atmospheric scene being sampled,” Yorks said.
    The ER-2 flew over various parts of Oregon, Arizona, Utah, and Nevada, as well as over the Pacific Ocean off the coast of California. These regions reflected various types of atmospheres, including cirrus clouds, marine stratocumulus, rain and snow, and areas with multiple types of clouds.
    “The goal is to improve satellite data products for Earth science applications,” Yorks said. “These measurements allow scientists and decision-makers to confidently use this satellite information for applications like weather forecasting and hazard monitoring.”

    The four instruments installed on the ER-2 were the Cloud Physics Lidar, the Roscoe Lidar, the enhanced Moderate Resolution Imaging Spectroradiometer Airborne Simulator, and the Cloud Radar System. These instruments validate data produced by sensors on NASA’s Ice, Cloud, and Land Elevation Satellite 2 (ICESat-2) and the Earth Cloud, Aerosol and Radiation Explorer (EarthCARE), a joint venture between the ESA (European Space Agency) and JAXA (Japan Aerospace Exploration Agency).
    “Additionally, the EarthCARE satellite is flying the first ever Doppler radar for measurements of air motions within clouds,” Yorks said. While the ER-2 is operated by pilots and aircrew from NASA Armstrong, these instruments are supported by scientists from NASA Goddard, NASA’s Ames Research Center in California’s Silicon Valley, and the Naval Research Laboratory office in Monterey, California, as well as by students from the University of Iowa in Iowa City and the University of Maryland College Park.

    Raksha Mantri Shri Rajnath Singh laid out a compelling vision for a self-reliant and future-ready India at a Defence Conclave in New Delhi today on April 17, 2025. With a clear focus on indigenisation, innovation, and global leadership, he declared that India is not only securing its borders but also positioning itself as a key player in the international defence ecosystem. “The day is not far when India will not only emerge as a developed country, but our Military Power will also emerge as the number one in the world,” he bolstered.

    Raksha Mantri reiterated that under the leadership of Prime Minister Shri Narendra Modi, the revival and strengthening of the defence sector is one of the biggest priorities for the government. He further stated that the government’s first and foremost challenge was to change the mindset that India would simply import to meet its defence needs. “India will reduce its dependency on imports and create a defence industrial complex that will not only meet India’s needs but will also strengthen the potential of defence exports,” he emphasised.

     “Today, while India’s defence sector is moving ahead on the path of self-reliance, it is also ready to play a very important role in making global supply chains resilient,” Raksha Mantri emphasised. He added that the Make in India program is not only strengthening the country’s defence production but also has the capability to make the global defence supply chain resilient and flexible. He further stated that while India’s defence manufacturing capabilities are aimed at national security and strategic autonomy, they are also insulating manufacturing from global supply shocks.

    Shri Rajnath Singh underlined that India’s growing defence capability is not meant to provoke conflict. “Our defence capabilities are like a credible deterrence, to maintain peace and tranquillity. Peace is possible only when we remain strong,” he added.

    On the evolving nature of warfare, Shri Rajnath Singh underscored that in the coming days, conflicts & wars will be more violent and unpredictable. The Cyber & Space Domains are rapidly emerging as new battlefields and along with this, a war of narrative & perception is also being fought all over the world. To address these challenges, he mentioned that the focus is on holistic capacity building and continuous reforms. Raksha Mantri also announced that the Ministry of Defence had declared 2025 as the ‘Year of Reforms’.

    Reflecting on reforms, Shri Rajnath Singh highlighted that corporatising the over 200-year-old Ordnance Factories was a bold but necessary step. “Today Ordnance Factories are performing very well in their new form and have become profit making units. I believe that changing a structure that is more than two hundred years old is a very big reform of this century” he added.

    Raksha Mantri also outlined the government’s indigenisation drive, noting the release of five positive indigenization lists by the Armed Forces and five by Defence Public Sector Undertakings (DPSUs). “The total number of defence equipment, weapon systems and platforms included in the list of the Services is 509. These will now be produced in India. Similarly, the total number of items included in the DPSU lists is 5,012 including strategically-important Line Replacement Units, sub-systems, spares and components,” he said.

    Shri Rajnath Singh also underlined the fact that the government has reserved 75 per cent of the defence budget for procurement from domestic companies. He pointed out that defence production in India has risen from Rs 40,000 crore in 2014 to over Rs 1.27 lakh crore today. “This year, defence production should cross Rs 1.60 lakh crore, while our target is to produce defence equipment worth Rs 3 lakh crore by the year 2029,” he added.

    On defence exports, Raksha Mantri underscored that the figures had surged from Rs 686 crore in 2013–14 to Rs 23,622 crore in 2024–25. “Defence products made in our country are being exported to about 100 countries. “our defence exports should reach Rs 30,000 crore this year and Rs 50,000 crore by the year 2029,” he announced.

    Shri Rajnath Singh underlined the government’s commitment to fostering innovation, particularly among the youth and start-ups. He stated that to encourage cutting-edge technology in the defence sector, iDEX was launched, which offers financial support of up to Rs 1.5 crore to selected start-ups. Building on its success, iDEX Prime was introduced, enhancing this support to Rs 10 crore. Further, the newly launched ADITI scheme provides assistance of up to Rs 25 crore to help scale breakthrough innovations. “The target is to strengthen the hands of our start-ups and MSMEs and for this, the Ministry of Defence has approved purchases worth more than Rs 2,400 crore from start-ups/MSMEs, and projects worth more than Rs 1,500 crore have been approved for development of new technology,” he added.

    Highlighting India’s growing strategic capabilities, Raksha Mantri mentioned that the country now stands shoulder to shoulder with developed nations in critical areas such as missile technology (Agni, BrahMos), submarines (INS Arihant), aircraft carriers (INS Vikrant), artificial intelligence, drones, cyber defence and hypersonic systems. “Aero engine manufacturing remains a challenge,” he said, while also pointing to significant progress under the Kaveri engine project and ongoing discussions with global players like Safran, GE and Rolls Royce to build domestic capabilities.

    With emphasis on India’s success in shipbuilding, Shri Rajnath Singh stated that more than 97% of the war ships of Indian Navy and Indian Coast Guard are now built in Indian shipyards. Ships built by India are also being exported to friendly countries like Mauritius, Sri Lanka, Vietnam and Maldives.

    Senior officials, experts and dignitaries including former Chief of Army Staff General Manoj Pande, former Chief of Naval Staff Admiral Sunil Lanba, former Chief of the Air Staff Air Chief Marshal VR Chaudhari, Secretary (Defence Production) Shri Sanjeev Kumar, Secretary, Department of Defence R&D and Chairman DRDO Dr Samir V Kamat and former Defence Secretary Shri Sanjay Mitra also attended the conclave.

  • MIL-OSI Asia-Pac: Investigation Report on incident of freighter taxiing to unopened area at Hong Kong International Airport published

    The Air Accident Investigation Authority (AAIA) today (April 17) published the Investigation Report IVR-2025-03 on the investigation into a taxiing incident involving a Boeing 737-800BCF freighter (registration mark VP-BEN) operated by Siberia Airlines at Hong Kong International Airport (HKIA) on October 14, 2021.

    At 00.03am that day, the freighter touched down at the then North Runway of HKIA. While following the instruction of Air Traffic Control (ATC) to vacate the runway via Taxiway (TWY) A7, the freighter mistakenly taxied onto a paved area yet to be commissioned for operational use between TWYs A6 and A7 and stopped in front of marker boards in that unopened area. No person was injured in the incident, and there was no damage to the aircraft, runway or airport facilities.

    The investigation identified that the flight crew members concerned had no prior knowledge of the presence of the paved and unopened area at HKIA and mistook the area for the assigned runway exit. The investigation team made two safety recommendations. While Siberia Airlines should assess the pilots’ pre-flight understanding of pertinent aeronautical information regarding flight safety and operations such as those stated in the Aeronautical Information Circular, the Airport Authority Hong Kong should conduct a holistic safety risk assessment during the planning and implementation phases of work projects in aircraft movement areas to ensure the continued effectiveness of risk mitigation measures taken in relation to aircraft operations.

    The investigation was conducted by a team of professional investigators in strict adherence to international standards of the International Civil Aviation Organization (ICAO). “The objective of the investigation was to identify the circumstances and causes of the incident with a view to preventing a recurrence,” an AAIA spokesperson said.

    Throughout the investigation, all parties concerned were properly consulted on the report. The report is available for downloading on the AAIA webpage (www.tlb.gov.hk/aaia/eng/investigation_reports/index.html). 

    The AAIA, an independent investigation authority formed under the Transport and Logistics Bureau, is responsible for the investigation of civil aircraft accidents and incidents in accordance with the Hong Kong Civil Aviation (Investigation of Accidents) Regulations (Cap. 448B) and with reference to the ICAO standards.

    Chinese President Xi Jinping said Thursday he looks forward to cementing friendship and promoting cooperation with Cambodia.

    He made the remarks in a written statement upon his arrival in Phnom Penh for a state visit to Cambodia.

    Xi was warmly welcomed by Cambodian King Norodom Sihamoni, Cambodian People’s Party President and Senate President Samdech Techo Hun Sen and other senior officials at the airport during a grand welcome ceremony held by the king.

    Hundreds of local people waved the two countries’ national flags and held banners bearing the words “Long live Cambodia-China friendship, solidarity and cooperation!” to welcome Xi.

    In the statement, Xi expressed his pleasure in visiting Cambodia again and said he looks forward to meeting and holding talks with King Sihamoni, Queen Mother Norodom Monineath Sihanouk, Samdech Techo Hun Sen and Prime Minister Hun Manet.

    Noting that his visit came on the occasion of the Khmer New Year, Xi, on behalf of the Chinese government and people, extended warm New Year greetings to the Cambodian government and people.

    He said Cambodia is a time-honored civilization, adding that the splendid Khmer civilization, created by the hard-working and talented Cambodian people, has made important contributions to the progress of human civilization.

    Xi said that in recent years, Cambodia has vigorously implemented the Pentagonal Strategy, achieving rapid economic growth and continuous improvement of people’s livelihood.

    He expressed confidence that the Cambodian people will surely make new and greater achievements in national development with the blessing of King Sihamoni and under the leadership of the Cambodian government headed by Prime Minister Hun Manet.

    Noting that bilateral ties were forged and nurtured by the elder generations of leaders of the two countries, Xi said China-Cambodia relations have withstood the test of global transformations, and always remained rock-solid.

    The two countries have taken the lead in building a bilateral community with a shared future, as well as Belt and Road cooperation, Xi said.

    China and Cambodia have supported each other in maintaining stability and promoting development and prosperity, and worked together in upholding international fairness and justice, setting an example for a new type of international relations while contributing to building a community with a shared future for mankind, he added.

    Xi said China takes Cambodia as a priority in neighborhood diplomacy, and firmly supports Cambodia upholding strategic independence and following a development path suited to its national conditions.

    He expected the two sides would enrich the China-Cambodia “Diamond Hexagon” cooperation framework, bring political mutual trust to a higher level, expand mutually beneficial cooperation of higher quality, ensure greater security, have more frequent people-to-people exchanges and strengthen strategic coordination of higher standards, so as to bring more benefits to the people of China and Cambodia and contribute more positive energy to peace and stability in the region and beyond.

    More than 20,000 local people, along with representatives of overseas Chinese, Chinese-funded enterprises and Chinese students, lined the streets to warmly welcome Xi.

The first training center of the International Volunteer Corps of the 80th Anniversary of Victory in Russia was opened in Moscow to train them. More than 12 thousand Muscovites have already applied to join this corps.

    mos.ru correspondents found out what future memory keepers are taught and why it is important to know about key military events.

    Training according to a single standard

    The training of the volunteer corps for the 80th anniversary of Victory is taking place at the regional center “Good Place. SZAO”. In-person training according to a single standard began here in early March 2025.

    “The online course includes seven blocks of videos and landing pages (scrolling pages) dedicated to a specific topic, such as the Battle of Moscow. At the end of each section, volunteers are asked to answer questions to consolidate the knowledge they have gained. After completing the test, you can sign up for in-person classes at the training center of the International Volunteer Corps of the 80th Anniversary of Victory in the Great Patriotic War: these are historical and volunteer minimums, as well as additional instructions before the start of a particular event,” explains the holder of the “Volunteer of Moscow” badge of distinction, executive director of the Moscow regional branch

    She is a professional teacher, a lecturer at MIREA – Russian Technological University, conducts trainings on the volunteer minimum (this is the basic knowledge that a volunteer must have when going on shift. – Note mos.ru), where she talks about equipment, as well as how to communicate correctly with veterans of the Great Patriotic War and citizens with disabilities.

    “Such people require a special approach, it is important to be as polite and tactful as possible, and to be able to provide first aid if necessary,” adds Lyudmila Gorelova.

    Since the opening of the center, the corps volunteers have already taken part in more than 250 patriotic events. They congratulated veterans on holidays, conducted courage lessons and patriotic quests for schoolchildren, and also accompanied events dedicated to the 81st anniversary of the complete liberation of Leningrad from the fascist blockade, the 82nd anniversary of the defeat of the Nazi troops by Soviet troops in the Battle of Stalingrad, and Defender of the Fatherland Day.

    Volunteers will also help during all patriotic events dedicated to the 80th anniversary of the Victory. Thus, on April 24, the international event “St. George’s Ribbon” will begin in the capital. Volunteers will hand out the main symbol of Victory in squares, parks, and near metro stations. From May 6 to 8, they will join the “Streets of Heroes” event and hand out triangular letters to passersby describing the exploits of the defenders of the Fatherland, and will tell about tankmen, pilots, marshals, and generals in whose honor the city streets are named.

    On May 6, the “Victory Waltz” event will take place at the main entrance arch to VDNKh: 400 college students dressed in 1940s costumes will dance to the song “May Waltz”. In addition, all days before the holiday, a headquarters will be operating to meet veterans who independently arrive in Moscow from other regions. And the culmination will be the Victory Parade on Red Square – volunteers will also help with its holding.

    Events dedicated to the celebration of the 80th anniversary of Victory will be held until the end of the year, so anyone can join the international volunteer corps throughout 2025. To do this, you need to register on the website All-Russian public movement “Volunteers of Victory” Click the “Study with us” button and take an online course using a uniform training standard for all of Russia.

    Mission – to preserve memory

    The volunteer district center “Dobroe Mesto. SZAO”, where the International Volunteer Corps of the 80th Anniversary of Victory is trained, opened on Aerodromnaya Street (building 6) in the summer of 2024. Above the entrance to the center is a white canopy with the inscription “Mosvolonter”. The premises of the center are also decorated in light colors: the walls, the sign and the poster “International Volunteer Corps of the 80th Anniversary of Victory” in the lobby, chairs in two lecture halls.

    Today in “Good Place. SZAO” there is a lecture on the historical minimum, it is conducted by Daniil Myatin, a member of the federal team of the All-Russian public movement “Volunteers of Victory”. Classes are organized on weekdays and weekends as the next group is recruited.

    “The historical minimum is a necessary base for a participant in the movement. Even if a volunteer simply hands out St. George ribbons on the streets, any passerby can ask him, for example, about what battles Marshal Georgy Zhukov participated in or how the Great Patriotic War differs from World War II. And he must answer, because his mission is to preserve the memory of those events and pass on knowledge to others. Of course, it is impossible to retell the whole story in an hour, so I try to focus on the most significant moments. In addition, each volunteer receives a short manual with dates and names of heroes,” says Daniil Myatin.

    During the lesson, the teacher asks the students to pair up and name key facts about the Great Patriotic War to each other: this is how the volunteers develop their communication skills and review the material they have studied online. Then a representative of each pair tells the group what they have managed to remember, and Daniil Myatin writes the answers on the board and comments.

    “One of the most memorable and tragic events of the Great Patriotic War was the siege of Leningrad, which lasted from September 1941 to January 1944. At the events in honor of the 80th anniversary of the Victory, you will meet those who survived then, and your task is to show that you are with them, remember and empathize,” the teacher instructs.

    At the call of the heart

    Some participants of the 80th Anniversary of Victory Volunteer Corps are high school seniors, others are working, and some are already retired, but they are united by a common goal – to preserve the memory of their ancestors, those who in the 1940s, regardless of age and occupation, went to the front or worked in the rear. As a rule, they come to classes already well prepared. Many volunteers decided to join the movement in memory of their grandparents, whose stories greatly impressed them.

    “My grandmother Nina Trushina was a nurse during the war, and my grandfather Fyodor Voloshin participated in the defense of Smolensk and the Caucasus, received many awards, including the medal “For Courage”. In 1945, during the liberation of the western regions of Poland, he was wounded and, while he was being taken to the hospital on a train, he met my future grandmother. After the war, they got married. The theme of Victory is very close to me. About eight years ago, I began to help organize events congratulating veterans, and now I have signed up for the international volunteer corps,” shares volunteer Anastasia Voloshina.

    Now 38 years old, she works as a doctor, raises a teenage daughter and finds time to help.

    Timofey Timoshenko is 15 years old, he is a ninth-grader at school #1591. Both of his great-grandfathers went through the war. One, Vladimir Khromov, was a child himself at the time, the other, Alexey Zakharov, served at the front, reached Konigsberg, was seriously shell-shocked, but nevertheless lived until the early 2000s.

    “I listened to Grandpa Volodya’s stories and tried to imagine myself in his place. When I started studying history, I became even more interested in the topic, went with my class to the Victory Museum, and as soon as I reached the right age, I immediately signed up as a volunteer. For now, I hope to participate in the distribution of St. George ribbons,” says Timofey Timoshenko.

    Another visitor to the classes at the Dobroe Mesto. SZAO center, Svetlana Filina, is 53 years old. She works as a teacher of additional education and a methodologist for sports tourism.

    “My grandfather Ivan worked in the rear, and my grandmother Praskovia was captured by the Germans, then many years later she was able to return to Russia. She did not like to talk about those events: it was too hard. But sometimes she still remembered something, and I, listening to her, could not hold back my tears. Now I consider it my duty to join the movement in memory of the people closest to me,” admits Svetlana Filina.

    According to the training organizers, volunteers not only carry the banner of memory, but also pass it on to their children and set an example.

    “People often come to us with younger schoolchildren, asking permission to take them along to events, and we don’t object. After all, the most important thing is a sincere desire to participate, to help and to get joy from it,” sums up Lyudmila Gorelova.

    British soldiers take down drone swarm in groundbreaking use of radio wave weapon

    British soldiers have successfully tracked, targeted and defeated swarms of drones in the latest trial of a new directed energy weapon developed in the UK.

    Radiofrequency Directed Energy Weapon demonstrator

    • UK-made, invisible radio wave weapon knocks out drone swarms for the first time.
    • Weapon has potential to help protect against drone threats as nature of warfare changes.
    • The project supports more than 135 highly skilled jobs across the UK.

    The trial was completed at a weapons range in West Wales and was the largest counter-drone swarm exercise the British Army have conducted to date.

    The weapon system demonstrator is a type of Radiofrequency Directed Energy Weapon (RF DEW) and has proven capable of neutralising multiple targets simultaneously with near-instant effect.

    The UK Government has invested more than £40 million in RF DEW research and development to date, supporting 135 highly skilled jobs in Northern Ireland and the South-East of England.

    It uses high frequency radio waves to disrupt or damage critical electronic components inside drones, causing them to crash or malfunction. 

    At an estimated cost of 10p per shot fired, if developed into operational service it could provide a cost-effective complement to traditional missile-based air defence systems. 

    RF DEW systems can defeat airborne targets at ranges of up to 1km and are effective against threats which cannot be jammed using electronic warfare.

    The successful trial comes as drone swarms are increasingly seen in use in frontline combat in Ukraine. UK Defence Intelligence estimates that last year Ukraine had to defend against attacks from more than 18,000 drones.

    With national security a foundation for the Plan for Change, the government is significantly increasing the proportion of MOD’s equipment procurement spend on novel technologies, spending at least 10% from 2025-26. It follows the announcement of the biggest sustained increase in defence spending since the end of the Cold War, as the UK will spend 2.5% of GDP on defence by April 2027.

    Minister for Defence Procurement and Industry, Rt Hon Maria Eagle MP, said:

    This significant experiment exemplifies the strength of British innovation – driven by our home-grown industry, technology firms and scientific talent. 

    We continue to strengthen our defence sector, adding more cutting-edge capabilities to keep the UK secure at home and strong abroad, while making defence an engine for growth across our towns and cities.

    The project has been delivered by Team Hersa – a collaboration between Defence Equipment & Support and the Defence Science and Technology Laboratory. The RF DEW demonstrator has been developed by an industry consortium led by Thales UK.

    Successful experiments included the Army taking down two swarms of drones in a single engagement, and the project saw more than 100 drones being tracked, engaged and defeated using the weapon across all trials.

    Sgt Mayers, a Senior Remotely-Piloted Air Systems Operator from 106 Regiment Royal Artillery, had the honour of being the first British soldier to bring down drones using a radiofrequency weapon.

    Sgt Mayers said:

    RF DEW is an exciting concept. We found the demonstrator quick to learn and easy to use. With improvements on range and power, which could come with further development, this would be a great asset to Layered Air Defence.

    Protecting national security is the foundation of the Government’s Plan for Change and the development of RF DEW systems could help to protect the UK from unidentified drones at security sensitive areas such as defence bases, and could play a role in preventing disruption at airports. 

    The RF DEW development supports the Defence Industrial Strategy – to support the UK defence industry in mobilising to help face down global threats and ensuring the sector is an engine for growth in every region and nation of the UK. The MOD is working with a range of industry partners to deliver powerful future RF DEW capabilities for UK forces.

    Thales, which led the development of the RF DEW demonstrator, employ around 100 highly skilled engineering and manufacturing staff in Northern Ireland on the project, and there are a further 30-35 highly skilled supply chain jobs in Chelmsford, Essex, that directly contribute to the development of the weapon demonstrator.

    Additionally, Texas boasts a strong business environment, low government regulation, a robust commercial space sector, and a cost of living that is less than half of the Washington, D.C. area.     Former Federal Aviation Administration (FAA) contractor Abouzar Rahmati, 42, a naturalized U.S. citizen and resident of Great Falls, Virginia, pleaded guilty today to conspiring to act and acting as an agent of the Iranian government in the United States without prior notification to the Attorney General.

    According to court documents, from at least December 2017 through June 2024, Rahmati worked with Iranian government officials and intelligence operatives to act on their behalf in the United States, including by meeting with Iranian intelligence officers in Iran, communicating with Iranian intelligence officers and government officials using a cover story to hide his conduct, obtaining employment with an FAA contractor with access to sensitive non-public information about the U.S. aviation sector, and obtaining open-source and non-public materials about the U.S. solar energy industry and providing it to Iranian intelligence officers.

    In August 2017, Rahmati offered his services to the Iranian government through a senior Iranian government official who previously worked in Iran’s Ministry of Intelligence and Security and with whom Rahmati had previously attended university. Four months later, in December 2017, Rahmati traveled to Iran, where he met with Iranian intelligence operatives and government officials and agreed to obtain information about the U.S. solar energy industry, to provide that information to Iranian officials, and to conduct future communications under a cover story based on purported discussions about research with fellow academics.

    Upon returning to the United States in early 2018, Rahmati obtained various private and open-source materials related to the U.S. solar energy industry and provided them to an official from the office of Iran’s Vice President for Science and Technology in response to tasking from Iranian government officials.

    In response to tasking from Iranian officials, and in furtherance of his role as an agent of the Government of Iran, Rahmati exploited his employment as an FAA contractor, working for U.S. COMPANY 1, by downloading at least 172 GB of U.S. COMPANY 1 files, which included sensitive access-controlled FAA documents related to the National Aerospace System (NAS), NAS Airport Surveillance Radar systems, and radio frequency data. Rahmati stored those files on removable media, which he took to Iran, where he provided sensitive documents to the Government of Iran in April 2022.

    Also in April 2022, in response to tasking from Iranian government officials, Rahmati sent additional information relating to solar energy, solar panels, the FAA, U.S. airports, and U.S. air traffic control towers to his brother, who lived in Iran, so that he would provide those files to Iranian intelligence on Rahmati’s behalf.

    Sentencing is scheduled for Aug. 26. Rahmati faces a maximum statutory penalty of 10 years in prison for acting as an agent of a foreign government without prior notification to the Attorney General, and up to five years in prison for conspiracy. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Sue Bai, head of the Justice Department’s National Security Division, U.S. Attorney Edward R. Martin Jr. for the District of Columbia, and Assistant Director Roman Rozhavsky of the FBI’s Counterintelligence Division made the announcement.

    The FBI’s Washington Field Office is investigating the case, with significant assistance from the FAA’s Office of Counterintelligence and Technical Operations.

    Assistant U.S. Attorneys Christopher Tortorice and Kimberly Paschall for the District of Columbia and Trial Attorneys Beau Barnes and Alexander Wharton of the National Security Division’s Counterintelligence and Export Control Section are prosecuting the case, with significant assistance from the U.S. Attorney’s Office for the Eastern District of Virginia.

    The UK calls on all parties to agree an immediate and unconditional ceasefire in DRC: UK statement at the UN Security Council

    Statement by Ambassador James Kariuki, UK Deputy Permanent Representative to the UN, at the UN Security Council meeting on the Democratic Republic of the Congo.

    President, this month we commemorate 31 years since the genocide against the Tutsi. 

    During this time, we honour the memory of those who lost their lives, and recognise the remarkable resilience shown by the people of Rwanda.

    I will make three points.

    First, the United Kingdom remains deeply concerned at the situation in eastern DRC. 

    We regret that despite the unanimous adoption by this Council of resolution 2773 almost two months ago, it remains far from being implemented. 

    While the withdrawal of M23 and Rwandan Defence Forces from Walikale is a positive step, much more needs to be done.

    We reiterate this Council’s call for the M23 to cease hostilities and withdraw from all controlled areas, and for the Rwandan Defence Forces to cease support for the M23 and withdraw from Congolese territory. 

    We call on the parties, in line with resolution 2773, to agree an immediate and unconditional ceasefire, and to seriously engage with regional peace processes.

    Second, the United Kingdom welcomes regional leadership towards a durable resolution of the conflict. 

    We welcome the nomination of President Gnassingbé of Togo as the African Union’s mediator for the peace process for eastern DRC. 

    We hope this will support coordination between regional and international efforts to deliver peace. 

    And we urge the parties to engage with his efforts and urgently implement the EAC-SADC roadmap to attain sustainable peace and security.

    Third, the United Kingdom is deeply concerned by the scale of human suffering from the conflict in eastern DRC, as set out by our briefers, and its impact on the region. 

    More than one million people have been displaced since the start of the year.

    We repeat our calls for all parties to respect international humanitarian and human rights law and to allow safe and unimpeded passage of humanitarian assistance by lake, road and through the reopening of key airports including Goma and Kavumu. 

    We also support greater UN and donor co-ordination to ensure assistance reaches those most in need.
