  • MIL-OSI USA: Senators Marshall and Klobuchar Lead Bipartisan, Bicameral Legislation Fighting for Farmers with Biofuel Tax Credit

    Washington – U.S. Senators Roger Marshall, M.D. (R-Kansas) and Amy Klobuchar (D-Minnesota) today reintroduced the bipartisan and bicameral Farmer First Fuel Incentives Act, which would protect American farmers by restricting the eligibility of the 45Z Tax Credit to renewable fuels made only from domestically sourced feedstocks. U.S. Representatives Tracey Mann (R-Kansas-01) and Marcy Kaptur (D-Ohio-09) have introduced an identical bill in the House of Representatives.
    This bill would extend the 45Z tax credit and give the ethanol industry the time and financial incentive to build up the infrastructure needed for the U.S. to be less reliant on foreign fuel, open new markets for farmers, and increase ethanol production across the Midwest. Additionally, this bill fixes the glaring flaw in 45Z that negatively impacts farmers wanting to sell feedstocks to the biodiesel and renewable diesel industry. If 45Z continues as-is, taxpayers are at risk of further subsidizing Chinese-used cooking oil and undermining the use of soy, canola, sorghum, and corn oil in renewable fuels.
    “The Farmer First Fuel Incentives Act is commonsense legislation that stops sending American taxpayer dollars to China, expands robust domestic markets for agriculture producers, and increases certainty for the biofuels industry,” said Senator Marshall. “With President Trump in the White House and Republicans leading both the Senate and House, we are finally putting American farmers first and supporting biofuels made in the U.S.A. It’s time our energy and agricultural policies reflect that.”

    Opportunity to Bring Syria Back to Peace, Legitimacy ‘Must Not Be Derailed as Result of Syria Regressing into Geopolitical Battlefield’, Delegate Stresses

    In the wake of hundreds of reported Israeli air strikes across Syria since 8 December 2024, the Israel Defense Forces’ public confirmation that it built multiple positions in the area of separation and statements by Israeli leaders on their intent to stay in Syria for the foreseeable future, senior UN officials told the Security Council today that all parties must uphold their obligations under the 1974 Disengagement of Forces Agreement.

    “Such facts on the ground are not easily reversed — they do threaten Syria’s fragile political transition,” observed Khaled Khiari, Assistant Secretary-General for the Middle East, Asia and the Pacific in the Departments of Political and Peacebuilding Affairs and Peace Operations.  He pointed to reports of multiple Israeli air strikes across Syria on 3 April, as well as earlier indications by the authorities in Damascus on “not presenting threats to [Syria’s] neighbours and seeking peace on their borders”.  He also pointed to the Israel’s Defence Minister’s 3 April statement qualifying the strikes as “a warning for the future”.

    “Considering these developments”, he spotlighted the Council’s 14 March presidential statement calling on all States to respect Syria’s sovereignty, independence, unity and territorial integrity and to “refrain from any action or interference that may further destabilize Syria”.  Underscoring that the Council’s commitment to the country’s sovereignty and territorial integrity “grows in importance by the day”, he urged:  “Syria’s opportunity to stabilize after 14 years of conflict must be supported and protected, for Syrians and for Israelis, this is the only way regional peace and security can be realized.”

    Providing additional information, Jean-Pierre Lacroix, Under-Secretary-General for Peace Operations, said that the United Nations Disengagement Observer Force (UNDOF) area of operations is characterized by significant violations of the Disengagement Agreement.  Israeli forces currently occupy 10 positions in the area of separation and 2 in the area of limitation.  They also continue to construct countermobility obstacles along the ceasefire line and have flown aircraft across the line and into the area of separation.

    Detailing the incident on 3 April, he said that UNDOF personnel observed the movement of Israeli troops in vehicles.  Such personnel later heard and observed multiple explosions, assessing them to be a result of Israeli artillery fire, likely in Nawa and Tasil.  It remains critical, he emphasized, that all parties uphold their obligations under the Disengagement Agreement — including by ending all unauthorized presence in the areas of separation and limitation — and he underscored:  “There should be no military forces or activities in the area of separation other than those of UNDOF.”

    As the floor opened, the representative of Algeria — also speaking for Guyana, Sierra Leone and Somalia — condemned Israel’s military operations in Syria as violations of international law.  “It is crucial to highlight that Syria has neither threatened nor attacked Israel,” he added.  “Upholding international law is not a matter of choice,” he underscored, stating that these escalatory actions — coupled with inflammatory statements by Israeli officials regarding the “indefinite” presence of their forces in Syria — “are contributing to instability and threatening regional peace and security”.

    “In the four months since the change of power in Damascus, Israel has already carried out more than 700 strikes targeting Syria,” said the representative of the Russian Federation, adding that the geographical span of these strikes has recently expanded.  He stressed:  “These actions are a gross violation of Syrian sovereignty and territorial integrity, which under no circumstances need to be called into question — regardless of who holds power in Damascus.”

    Similarly, the representative of Pakistan said that Israel’s recent air strikes — flagrant violations of international law — “further undermine Syria’s pursuit of political stabilization and national reconciliation”.  Moreover, he pointed to a “deeply troubling pattern” of Israel’s continued, unprovoked military aggression, repeated violations of the Disengagement Agreement, illegal military presence in the area of separation and open declaration of indefinite occupation.  “The Security Council cannot allow illegal military actions to set dangerous precedents,” he urged.

    “The fragmentation of Syria is in no one’s interest,” said the representative of France, Council President for April, speaking in his national capacity.  He therefore joined others in calling on Israel to cease its military activities in Syrian territory, respect Syria’s sovereignty and territorial integrity, and withdraw from the area of separation.  In addition to making those calls, China’s representative said that “a smooth political transition is the key to restoring peace and stability in Syria and should be the primary goal of the joint efforts of all parties”.

    Several Council members underlined the deleterious effect that instability could have on that transition.  While acknowledging neighbouring countries’ interest in ensuring that events in Syria do not pose a risk to their security, Slovenia’s representative stressed:  “We remain convinced that external military interventions in the fragile moment of Syrian transition do not contribute to this legitimate objective — indeed, they could have a countereffect.”  The “historic opportunity” to bring Syria back to peace and legitimacy “must not be derailed as a result of Syria regressing into a geopolitical battlefield”, urged the representative of the Republic of Korea.

    “Events reported by different sources cause concern for a number of reasons,” said Panama’s representative — particularly when they result in mass casualties, significant material damage and generate a climate of greater uncertainty and instability “at a particularly delicate time for the country”.  He also expressed concern over the impact on civilians, underscoring the importance of guaranteeing the protection of civilians and respecting international humanitarian law “at all times”.

    “After 14 years of tyranny and conflict at the hands of the Assad regime, the Syrian people still face staggering humanitarian needs,” observed the representative of the United Kingdom, noting that her country has recently pledged up to $207 million in critical humanitarian assistance. “Our focus now should be on supporting Syrians to rebuild their country,” she stressed.  Similarly, the representative of Greece urged those present not to lose sight of Syria’s humanitarian crisis, highlighting the European Union’s overall commitment of some €2.5 billion for Syria’s recovery.

    Stating that Council members should all agree that a stable, sovereign Syria is “critical for our collective security”, the representative of the United States stressed:  “Israel has an inherent right of self-defence, including against terrorist groups operating close to its border.”  She urged the Council to “recommit itself to combating terrorism in Syria, call on Iran and other external actors to stop arming and advising terrorist groups, and urge regional States to rein in the actions of proxies who threaten regional peace and security”.

    Also acknowledging Israel’s legitimate security concerns, Denmark’s representative nevertheless expressed concern over its recent attacks in Syria.  Expressing support for UNDOF, which “has worked to address both Israel’s and Syria’s security concerns” for decades, she urged Israel to withdraw from the area of separation.  With both progress made and challenges present on Syria’s path to a new future, she stressed: “The international community — in particular this Council — has a responsibility to support the people of Syria on that path.”

    Syria’s representative, for his part, noted the “positive and constructive declarations and initiatives undertaken by Member States, international organizations and political groups to support Syria and its people”.  However, in parallel, Israel has challenged international efforts, threatened Syria’s territorial integrity and undermined Government efforts.  Citing the Secretary-General’s latest report, he pointed to “the incursion of the Israeli occupation forces into the buffer zone, the significant alteration of the situation therein and the impact on [UNDOF’s] operations since 8 December [2024]”.

    Israel is also threatening Syria’s water security, establishing military outposts for its forces and promoting tourist tours for settlers in the areas it has invaded, he stressed.  “This exposes the falsity of the occupation entity’s claims that its incursion is temporary and limited — it clearly reveals its aggressive and expansionist intentions,” he added.  Calling on the Council to end Israel’s ongoing aggression and compel its withdrawal from all Syrian lands, he concluded:  “Attempts to impose solutions by force — and to give precedence to the law of force over the force of law — are doomed to failure.”

    Meanwhile, the representative of Israel said:  “We will do whatever is necessary — for however long it takes — to prevent another 7 October [2023].”  Israel’s actions, he stressed, have been guided not by ambitions of expansion, but by necessity, security and prevention.  Pointing, as an example, to the Israel Defense Forces’ dismantling of an underground missile factory “constructed by Iran” in central Syria, he said that “this factory of death had already begun producing precision-guided missiles, several of which were subsequently used in attacks on Israeli territory by Hizbullah”.

    While underscoring that “Israel does not seek territorial gains in Syria”, he stated:  “Where threat exists, we will meet it without hesitation.”  For its part, Israel continues to coordinate with UNDOF under the framework of resolution 350 (1974).  He emphasized, however, that peacekeeping efforts alone cannot stop the spread of sophisticated weapons, intercept Iranian missile parts, dismantle terrorist tunnels or prevent the creation of launch sites embedded in civilian terrain. While Israel is committed to deconfliction and dialogue, he stressed:  “But we are also committed to the protection of our people, and that must take precedence when lives are at stake.”

    For his part, the representative of Libya spoke for the Arab Group to condemn Israel’s repeated aggression against Syria as “blatant” violations of international law.  “They are undoubtedly a threat to the peace and security of the entire region,” he stressed, calling on the international community — particularly the Council — to shoulder its legal and moral responsibility to pressure Israel to immediately cease its aggression and withdraw from all Syrian territory.

    Türkiye’s representative, stating that eliminating terrorist organizations in Syria “remains essential for lasting peace and unity”, stressed that all armed elements must surrender their weapons to the Syrian State, that all terrorist entities must be removed from Syrian territory and that security responsibilities for detention centres and camps in the country’s north-east must be swiftly transferred to the Syrian administration.  “Failure in Syria is not an option,” she said.

  • MIL-OSI USA: NASA Measures Moonlight to Improve Earth Observations

    Flying high above the clouds and moon-gazing may sound like a scene from a timeless romance, but NASA did just that in the name of Earth science research. In March 2025 pilots took the agency’s ER-2 science aircraft on a series of night flights over NASA’s Armstrong Flight Research Center in Edwards, California, as the Moon increased in visible size. For those few nights, the high-flying plane was converted into a one-of-a-kind airborne lunar observatory.
    The Airborne Lunar Spectral Irradiance, or air-LUSI, mission observed the Moon at different phases and measured the sunlight reflected by the lunar surface. Specifically, the instrument tracks the amount of light reflected at different wavelengths. This information enables scientists to use the Moon as a calibration tool for Earth-observing sensors.
    As an “absolute reference, the Moon also becomes the perfect benchmark for satellites to consistently and accurately measure processes on Earth,” said Kevin Turpie, air-LUSI’s principal investigator and a researcher based at NASA’s Goddard Space Flight Center in Greenbelt, Maryland. This helps scientists to improve the precision of many different measurements, including data on weather patterns, vegetation growth, and ocean conditions.
    As the highest-flying platform for airborne science, the ER-2 can fly the air-LUSI instrument in the stratosphere, above 95% of the atmosphere. Data collected at an altitude nearing 70,000 feet are highly accurate because the air is predominantly clear of the gases and particles found in the lower atmosphere that can interfere with measurements.

    “To date, air-LUSI measurements of the Moon are the most accurate ever made,” said Kelsey Bisson, the NASA program scientist supporting the mission. “Air-LUSI data can advance our ability to understand the Earth and our weather, and they provide a new way to calibrate satellites that can result in cost savings.”
    The quality of these data has transformative implications for satellite and Earth observing systems. The improved accuracy and enhanced ability provided by air-LUSI data flown on the ER-2 reduces the need for onboard reference devices, effectually cutting satellite costs.
    The air-LUSI project is a collaboration between scientists and engineers from NASA, the National Institute of Standards and Technology, the U.S. Geological Survey, the University of Maryland Baltimore County, and McMaster University in Ontario.

    “The collective effort of the American and Canadian team members offers an opportunity for truly exciting engineering and science collaboration,” said Andrew Gadsden, associate professor and associate chair for graduate studies in mechanical engineering at McMaster University, and co-investigator on the air-LUSI project. The McMaster team developed the Autonomous Robotic Telescope Mount Instrument System and High-Altitude Aircraft Mounted Robotic (HAAMR) telescope mount, which support the air-LUSI system.

    The HAAMR telescope mount was integrated onto the ER-2 and flown for the first time during the science flights in March. This new lunar tracking system is contributing to what John Woodward IV, co-investigator for air-LUSI, called the “highest accuracy measurements” of moonlight. To improve Earth observation technology, air-LUSI represents an important evolutionary step.

  • MIL-OSI United Nations: Syria’s political transition at risk due to Israeli military action, Security Council hears

    Recent military actions by Israel are undermining Syria’s political transition and the chances of a new security pact between the two countries, a senior UN official told the Security Council on Thursday. 

    Syria’s opportunity to stabilise after 14 years of conflict must be supported and protected, for Syrians and for Israelis,” said Khaled Khiari, Assistant Secretary-General for Political and Peacebuilding Affairs.

    “This is the only way regional peace and security can be realized.”

    Transition under threat

    Mr. Khiari and the head of UN Peace Operations, Jean-Pierre Lacroix, briefed ambassadors on recent Israeli violations of the 1974 Disengagement of Forces Agreement with Syria.

    The accord ended the Yom Kippur war and established an area of separation in the rocky plateau region known as the Golan, along the border between the two countries. 

    It also authorised the UN Disengagement Observer Force (UNDOF) to supervise the agreement, and peacekeepers to monitor the buffer zone.

    Mr. Khiari said that hundreds of reported Israeli airstrikes have taken place across Syria since the fall of the Assad regime on 8 December 2024, namely in the southwest, the Syrian coast, northeastern Syria, Damascus, Hama, and Homs.

    The Israel Defense Forces (IDF) also publicly confirmed that it has built multiple positions in the elevated area of separation on the Golan, while Israeli officials have spoken of the country’s intentions to stay in Syria “for the foreseeable future,” he added.

    Multiple airstrikes reported

    Most recently, Syria informed the council of reports of multiple Israeli airstrikes on 3 April, including in Damascus, the Hama Military Airport, and the T4 military airport in Homs. Simultaneous attacks in Daraa reportedly resulted in nine civilian casualties.

    The Syrian interim authorities condemned the attacks, calling them a blatant violation of international law and Syrian sovereignty and an attempt to destabilize the country.  

    “Let me also recall earlier indications by the Damascus authorities, as had been published in numerous media outlets, of not presenting threats to its neighbours and seeking peace on their borders,” said Mr. Khiari.

    Meanwhile, Israel’s Defence Minister was quoted describing airstrikes as “a warning for the future”, and that Israel would “not allow Syria to become a threat” to its security interests.

    Respect Syria’s sovereignty

    In light of these developments, Mr. Khiari pointed to the council’s presidential statement dated 14 March which reaffirmed strong commitment to Syria’s sovereignty, independence, unity and territorial integrity.

    It also called on all States to respect these principles and to refrain from any action or interference that may further destabilize the country.

    This council’s commitment to Syria’s sovereignty and territorial integrity grows in importance by the day,” he said.

    He further recalled that UN Special Envoy for Syria Geir Pedersen addressed Israeli military escalation in a statement on 3 April, saying such actions undermine efforts to build a new Syria.

    Syria is at a crossroads and deserves a chance to continue to work towards an inclusive political transition, where the Syrian people can overcome the conflict, revive their economy, realize their legitimate aspirations, and contribute to regional stability,” Mr. Khiari said.

    “Furthermore, short-term and tactical security actions and gains should not derail prospects for peace agreement between the two neighbours and long-term stability at their internationally recognized border.”

    Volatile security situation

    Mr. Lacroix briefed the council on developments in the UNDOF area of operations, where the situation remains volatile and characterized by violations of the 1974 Agreement.

    The IDF currently occupies 12 positions that they established on the Bravo side, located east of the area of separation.  Ten are in the zone and the others are in the vicinity.

    “They also continue to construct counter-mobility obstacles along the ceasefire line, and have flown, on several occasions, aircraft across the ceasefire line and helicopters into the area of separation,” he said.

    The Israeli forces also continue to impose some restrictions of movement on UNDOF and the Observer Group Golan, comprised of military observers from the UN Truce Supervision Organization (UNTSO). Local residents have also had their movements curtailed, prompting protests.

    Explosions and engagement

    In recent weeks, UNDOF personnel have noted multiple explosions on the Bravo side, which they deem to be significant kinetic activity linked to the efforts of the IDF to, and I quote, ‘demilitarize the south of Syria,’” said Mr. Lacroix

    In the meantime, UNDOF continues to liaise with both parties and engage on specific issues impacting its operations as well as complaints conveyed by residents in the separation zone.

    “In their engagement with the UNDOF leadership, senior IDF officials have restated that their presence in the area of separation was necessary to secure it from what they describe as ‘terrorist elements’ and informed that Israel had no territorial ambitions in Syria,” he said.

    “They have reiterated Israel’s expectation of the demilitarization of the area southwest of Damascus,” he added.

    He reported that on the Bravo side, UNDOF is reinforcing its coordination mechanism through new liaison arrangements with Syrian authorities, which includes enhancing information sharing and regular consultative meetings. 

    Uphold 1974 Agreement

    “It remains critical that all parties uphold their obligations under the 1974 Disengagement of Forces Agreement, including by ending all unauthorized presence in the areas of separation and limitation, as well as refraining from any action that would undermine the ceasefire and stability on the Syrian Golan,” he said.

    “There should be no military forces or activities in the area of separation, other than those of UNDOF. All actions that are inconsistent with the agreement are unacceptable.”

    He said the Security Council’s continued support for the Force is “needed now more than ever in is difficult time.”

    The US has decided – again – to upend the global trading system. With the latest raft of tariffs just beginning to kick in, and after a week in which markets worldwide fell precipitously, the Trump administration announced that it would be suspending high tariffs on nearly 60 countries for 90 days.

    The announcement is only a partial reprieve. High tariffs on Mexico, Canada and China, as well as on global imports of steel, aluminium and automotives, remain, as does a 10% baseline tariff on all imports. US tariffs remain the highest they have been since the Great Depression, at levels unprecedented since the modern trade system was created after the second world war.

    Before the pause, the UK was already in line for the 10% rate – which some commentators described as a Brexit benefit when compared to the EU’s prospective 20%.

    While markets soared on the news of the pause, the damage is was already done. The subsequent rally is recouping some, but not all, losses incurred due to the tariffs already.

    Businesses that had prepared for tariffs by bulk-buying imported components ahead of time will have made cuts elsewhere to pay for it. They will not easily be able to reverse course.

    The implications for the UK of the latest developments are mixed. All the tariffs imposed on direct UK exports to the US (chiefly steel, automotives and aircrafts, pharmaceuticals and medical equipment) remain in place.

    While the US represents the second-largest market for UK goods, the majority of UK exports are in services (like banking and insurance), which the tariffs do not target. If tariffs were to hit direct UK-US goods trade only, the UK would likely be able to weather the shock.

    Unfortunately, that’s not how trade works in the 21st century. Instead, two-thirds of trade takes place in what are known as “global value chains”. These are complex networks through which companies move the component parts of products between their own facilities around the world and those of their subcontractors.

    Many UK businesses supply components that are incorporated by companies overseas into finished goods ultimately destined for the US. When the US imposes tariffs on those goods, UK manufacturers suffer too – even if direct UK exports to the US remain unchanged.

    Global value chains will also reorient in response to trade barriers, as already took place in Asia during Trump’s first term. If businesses reroute their supply chains to avoid the tariff markets, the UK (which is not imposing retaliatory tariffs) could become a “sacrifice zone” (a place where cheaply made, poor-quality or environmentally harmful items are dumped or disposed of, “sacrificing” the wellbeing of local people) for excess supply, undercutting domestic producers.

    Yet choosing not to retaliate is key to the UK’s diplomatic strategy. It hopes to stay close to the US in the hope of preferential treatment.

    So far, that strategy is yet to bear fruit. The UK hopes to avoid the tariffs through a US trade deal, an objective that the countries have pursued since the UK left the European Union.

    The US has repeatedly sought access to the UK agrifood market, a demand that has always been refused due to political opposition to importing American beef and chicken.

    The sticky Brexit issue

    Brexit adds to this complexity, as the Windsor framework requires food products sold in Northern Ireland to conform to European Union standards. The more standards in the rest of the UK diverge from those of the EU (as they would have to do to secure a US trade deal), the more onerous the checks in the Irish Sea would become.

    Keir Starmer’s government has also sought to renegotiate parts of the agreement with the EU, seeking tighter economic ties that will require closer regulatory alignment. Pursuing deregulation to meet US trade demands, however, makes that unlikely.

    The tariffs compound this dilemma. If the higher rates return after 90 days, Northern Irish exports to the US will face a lower rate than those from the Republic of Ireland. But US imports to Northern Ireland will be hit with EU tariffs while imports to the rest of the UK will remain tariff-free.

    That will create some opportunities. Businesses might choose to operate in Northern Ireland to access a lower tariff rate on their US exports while also producing goods for the EU market.

    But it also creates risks. With three different tariff regimes in Britain, Northern Ireland and the Republic of Ireland, goods flowing across both the Irish Sea and the Irish land border could require additional checks. This would risk the very thing the Windsor Framework was meant to avoid.

    Given these risks, a 90-day reprieve is a window of opportunity. But with US government policy that can change on a dime (or a post), the UK risks being caught between the rival powers of the US and EU – and trampled in the crossfire.

  • MIL-OSI Europe: Minister Smyth signs a Memorandum of Understanding establishing a Joint Economic Commission between Ireland and the United Arab Emirates

    Niamh Smyth, Minister of State for Trade Promotion, Artificial Intelligence and Digital Transformation, signed a Memorandum of Understanding with His Excellency Dr Thani Al Zeyoudi, Minister of State for Foreign Trade, on the 10th of April in Dubai establishing a new Joint Economic Commission between Ireland and the United Arab Emirates. 

    Joint Economic Commissions are a valuable forum for officials to discuss and exchange information and consult on trade and economic issues. This agreement builds on longstanding links and cooperation between the two countries and enhances the bi-lateral relationship between Ireland and the UAE.  

    Bilateral trade between Ireland and the UAE with a value of nearly €8 billion annually, positions the UAE as Ireland’s largest trading partner in the Arab world. 

    Minister Smyth said:

    “I would like to thank our Ambassador, Alison Milton, and her staff for their work in promoting our bilateral relations in the region. The warm reception I received today from Minister Thani Al Zeyoudi and his team is a reflection of the friendship that has grown over the last fifty years of diplomatic relations between Ireland and the UAE. It is very fitting that this agreement is being signed on the same day as Ireland is marking 50 years of diplomatic relations with the UAE.

    “In that time, both of our countries have enjoyed sustained growth in our respective economies. That growth would not have been possible without our State Agencies, Enterprise Ireland, Bord Bia, the IDA, and Tourism Ireland, who work tirelessly to promote Ireland here in the UAE. Through these collective efforts, the bilateral relationship has reached truly remarkable heights. 

    “The Joint Economic Commission will give a new forum for further collaboration in areas such as trade and investment, aviation, education and research, renewable energy and green technology, healthcare and life sciences. Once fully established, it will serve as a vehicle to enhance internal cooperation and coordination, strengthening Ireland’s partnership with one of the most dynamic economies in the world, and one with huge potential for increased bilateral trade and investment.”

    His Excellency Dr. Thani Al Zeyoudi said:

    Ireland currently maintains active Joint Economic Commissions (JECs) with China, Saudi Arabia and the Republic of Korea which facilitate dialogue at official level across a range of economic, trade, investment, innovation and science and technology fields. This signing of this agreement with the UAE establishes a new JEC.

    JECs provide a valuable forum for exchanges and experience-sharing regarding economic and industrial policies. They can act as a platform to progress mutually beneficial trade and investment promotion, raise market access or regulatory issues and support closer cooperation in priority areas such as science, innovation and technology, education, connectivity, labour markets, green and digital transformations, supply chain resilience, tourism and culture, agriculture and food security, health, aviation and aerospace, and cybersecurity. The format allows partners to receive a response on important trade and investment issues, to discuss WTO developments and to increase awareness of our countries and respective enterprise and economic priorities among key decision makers. A JEC can also provide a mechanism for progressing matters proposed already, for example, under previously suggested MoUs. 

    On the Irish side, the Department of Enterprise, Trade and Employment continue to lead on establishing and coordinating Ireland’s approach to JECs. In general, JECs meet on a biennial basis, at senior official level, with location alternating between the partners.

  • MIL-OSI USA: Rep. Kelly, House Democrats Holds Hearing on Republican Cuts Targeting Veterans

    WASHINGTON – U.S. Rep. Robin Kelly (IL-02), co-chair of the House Democratic Steering & Policy Committee, held a hearing on the Republicans’ damaging scheme to cut veterans’ benefits. Rep. Kelly heard directly from three veterans, including one who was recently fired by President Donald Trump from a senior post at Veterans Affairs (VA).

    Rep. Kelly asked witness Sharda Fornnarrino, who is a nurse at the VA, what she would tell President Trump and Elon Musk regarding their service cuts.

    “I would tell them, ‘We’re not going to give up on the VA,’” said Fornnarrino. “We’ll continue to organize and fight back against their attacks. Our nurses are really proud to work at the VA.”

    Jared Isaacman, billionaire, CEO and nominee to become the next NASA administrator, faced questions on April 9, 2025, from members of the Senate Committee on Commerce, Science, and Transportation during his confirmation hearing for the position.

    Should the Senate confirm him, Isaacman will be the first billionaire – but not the first astronaut – to head NASA. Perhaps even more significant, he will be the first NASA administrator with significant ties to the commercial space industry.

    As a space policy expert, I know that NASA leadership matters. The head of the agency can significantly shape the missions it pursues, the science it undertakes and, ultimately, the outcome of America’s space exploration.

    An unconventional background

    At 16 years old, Isaacman dropped out of high school to start a payment processing company in his basement. The endeavor succeeded and eventually became known as Shift4.

    Though he found early success in business, Isaacman also had a love for aviation. In 2009, he set a record for flying around the Earth in a light jet, beating the previous record by more than 20 hours.

    While remaining CEO of Shift4, Isaacman founded another company, Draken International. The company eventually assembled the world’s largest fleet of privately owned fighter jets. It now helps to train U.S. Air Force pilots.

    In 2019, Isaacman sold his stake in Draken International. In 2020, he took Shift4 public, making him a billionaire.

    Isaacman continued to branch out into aerospace, working with SpaceX beginning in 2021. He purchased a crewed flight on the Falcon 9 rocket, a mission that eventually was called Inspiration4. The mission, which he led, represented the first private astronaut flight for SpaceX. It sent four civilians with no previous formal space experience into orbit.

    Following the success of Inspiration4, Isaacman worked with SpaceX to develop the Polaris Program, a series of three missions to help build SpaceX’s human spaceflight capabilities. In fall 2024, the first of these missions, Polaris Dawn, launched.

    Polaris Dawn added more accomplishments to Isaacman’s resume. Isaacman, along with his crewmate Sarah Gillis, completed the first private spacewalk. Polaris Dawn’s SpaceX Dragon capsule traveled more than 850 miles (1,367 kilometers) from Earth, the farthest distance humans had been since the Apollo missions.

    The next adventure: NASA

    In December 2024, the incoming Trump administration announced its intention to nominate Isaacman for the post of NASA administrator.

    As NASA administrator, Isaacman would oversee all NASA activities at a critical moment in its history. The Artemis program, which has been in progress since 2017, has several missions planned for the next few years.

    This includes 2026’s Artemis II mission, which will send four astronauts to orbit the Moon. Then, in 2027, Artemis III will aim to land on it.

    But, if Isaacman is confirmed, his tenure would come at a time when there are significant questions about the Artemis program, as well as the extent to which NASA should use commercial space companies like SpaceX. The agency is also potentially facing funding cuts.

    Some in the space industry have proposed scrapping the Artemis program altogether in favor of preparing to go to Mars. Among this group is the founder of SpaceX, Elon Musk.

    Others have suggested canceling NASA’s Space Launch System, the massive rocket that is being used for Artemis. Instead, they argue that NASA could use commercial systems, like SpaceX’s Starship or Blue Origin’s New Glenn.

    Isaacman has also dealt with accusations that he is too close to the commercial space industry, and SpaceX in particular, to lead NASA. This has become a larger concern given Musk’s involvement in the Trump administration and its cost-cutting efforts. Some critics are worried that Musk would have an even greater say in NASA if Isaacman is confirmed.

    Since his nomination, Isaacman has stopped working with SpaceX on the Polaris Program. He has also made several supportive comments toward other commercial companies.

    But the success of any of NASA’s plans depends on having the money and resources necessary to carry them out.

    While NASA has been spared major cuts up to this point, it, like many other government agencies, is planning for budget cuts and mass firings. These potential cuts are similar to what other agencies such as the Department of Health and Human Services have recently made.

    During his confirmation hearing, Isaacman committed to keeping the Artemis program, as well as the Space Launch System, in the short term. He also insisted that NASA could both return to the Moon and prepare for Mars at the same time.

    Although Isaacman stated that he believed NASA had the resources to do both at the same time, the agency is still in a time of budget uncertainty, so that may not be possible.

    About his relationship with Musk, Isaacman stated that he had not talked to Musk since his nomination in November, and his relationship with SpaceX would not influence his decisions.

    Additionally, he committed to carrying out space science missions, specifically to “launch more telescopes, more probes, more rovers.”

    But since NASA is preparing for significant cuts to its science budget, there is some speculation that the agency may need to end some science programs, like the Hubble space telescope, altogether.

    Isaacman’s future

    Isaacman has received support from the larger space community. Nearly 30 astronauts signed a letter in support of his nomination. Former NASA administrators, as well as major industry groups, have signaled their desire for Isaacman’s confirmation.

    He also received the support of Senator Ted Cruz, the committee chair.

    Barring any major development, Isaacman will likely be confirmed as NASA administrator by the Senate in the coming weeks. The Committee on Commerce, Science, and Transportation could approve his nomination once it returns from a two-week break at the end of April. A full vote from the Senate would follow.

    If the Senate does confirm him, Isaacman will have several major issues to confront at NASA, all in a very uncertain political environment.

    The 4th Joint Working Group (JWG) Meeting on Tourism Cooperation between India and Japan was held on April 8, 2025, in New Delhi. The meeting was co-chaired by Ms. Mugdha Sinha, Director General, Ministry of Tourism, Government of India and Mr. HARAIKAWA Naoya, Commissioner, Japan Tourism Agency (JTA). Officials and private stakeholders from both countries took part, including representatives from airlines, tourism and travel associations and Government institutions. Key organizations included Japan National Tourism Organization (JNTO), Japan Association of Travel Agents (JATA), JTTRI, Japan Airlines and ANA from the Japanese side. The Indian delegation comprised of Ministry of External Affairs, Civil Aviation, Education, NCHMCT, ICCR and private stakeholders like Indian Association of Tour Operators (IATO), Outbound Tour Operators Association of India (OTOAI), Association of Buddhist Tour Operators (ABTO). The meeting focused on finding new ways to work together and enhance tourism ties between the two nations. Minister of Tourism, Shri Gajendra Singh Sekhawat, hosted a Welcome Dinner for the Japanese delegation.

    The Co- Chairs of the two countries exchanged notes on the profile of the visitors and delved into the data insights of the tourists travelling between the two countries, including to Buddhist destinations, in order to undertake suitable policy interventions to make the destinations more attractive for the millennial tourists.  H.E. ONO Keiichi, Ambassador of Japan to India, emphasized on the strong cultural ties and mutual benefits of enriched tourism between the two countries.

    Key discussion points during the meeting focused on expanding bilateral tourism, with initiatives such as promoting Buddhist sites in India to Japanese tourists, improving air connectivity and encouraging Japanese student visits to the country. The meeting also explored increased private sector involvement and strategies to harness media and influencer engagements for boosting tourist flow.

    Delegation from each side shared valuable inputs and discussed new investment opportunities to strengthen co-operation in tourism sector between both nations. The collaborative spirit and commitment demonstrated by both the sides during the meeting is expected to develop a more vibrant tourism ecosystem, contributing significantly to the economic and cultural exchange between India and Japan. India also informed the Japanese delegation about the potential of partnerships with them for creating uniquely curated itineraries for the Japanese tourists in the recently revamped Incredible India digital portal. It was also indicated that the Ministry of Tourism is in the process of launchin

    The meeting concluded on a positive note with mutual assurances of ongoing dialogue, further collaborations and a reinforced commitment to leveraging tourism as a bridge for enhancing bilateral relations and mutual prosperity. India also intimated the Japanese delegation about its plans of participation at the World Expo, Osaka, 2025 from 22nd – 28th September 2025 for a broader outreach effort for generating greater footfalls of foreign tourists to the country and wished them good luck for the forthcoming mega event.

         The Government announced today (April 10) the following senior appointments:

    (a) Mr Kevin Choi, Permanent Secretary, Chief Executive’s Office, will take up the post of Permanent Secretary for Transport and Logistics on April 14, 2025; 

    (b) Ms Hinny Lam Shuk-yee, Deputy Head, Chief Executive’s Policy Unit, will take up the post of Permanent Secretary, Chief Executive’s Office, on April 14, 2025; and

    (c) Mr Ho Chun-hung, Deputy Director of Buildings, will take up the post of Director of Buildings on April 13, 2025, succeeding Ms Clarice Yu Po-mei who will proceed on pre-retirement leave on the same day.

         Commenting on the appointment of Mr Choi and Ms Lam, the Secretary for the Civil Service, Mrs Ingrid Yeung, said, “The appointees are seasoned Administrative Officers with proven leadership and management skills. I have every confidence that they will continue to serve the community with professionalism in their new capacity.”

         Commenting on the appointment of Mr Ho, Mrs Yeung said, “Mr Ho has proven leadership skills, profound professional knowledge in building safety and extensive operational experience. I am confident that he will lead the Buildings Department to meet the challenges ahead and continue to deliver quality service to the community.”

         On the retirement of Ms Yu, Mrs Yeung said, “Ms Yu has served with zeal and commitment in the civil service over the past 29 years. As Director of Buildings, Ms Yu has made remarkable contributions and led the department in setting and enforcing safety, health and environmental standards for private buildings. I wish her a most fulfilling and happy retirement.”

The ImmD expressed gratitude to Skytrax and international travellers for their recognition, as well as to its frontline staff for their professionalism and dedication.     The Immigration Department has been voted the winner of the 2025 Skytrax Award for Best Airport Immigration Service in the World Passenger Survey commissioned by Skytrax, an international specialist research agent of the air transport industry.

     

    This is the fifth time for the department to receive the award after winning it in 2015, 2016, 2019 and 2020.

     

    On April 9, Director of Immigration Benson Kwok attended the prize presentation ceremony held in Madrid, Spain.

     

    Mr Kwok stated that the department was honoured to receive the prestigious Skytrax Award for Best Airport Immigration Service for the fifth time, which affirms its commitment to delivering the highest quality of immigration clearance services.

     

    The department expressed gratitude to Skytrax and international travellers for their recognition, as well as to its frontline staff for their professionalism and dedication.

    Senate Passes Padilla-Cosponsored Legislation to Improve Aerial Firefighting Efforts

    WASHINGTON, D.C. — U.S. Senator Alex Padilla (D-Calif.), co-chair of the bipartisan Senate Wildfire Caucus, announced that the Senate passed bipartisan legislation he is cosponsoring to strengthen the aerial wildfire suppression fleet and better combat the year-round threat of catastrophic wildfires. The Aerial Firefighting Enhancement Act of 2025 reauthorizes the Secretary of Defense’s authority to sell excess Department of Defense aircraft and aircraft parts to persons or entities that contract with the government to help deliver fire retardant or water used to suppress wildfires.

    Senators Tim Sheehy (R-Mont.) and Martin Heinrich (D-N.M.) are leading the bill, and Padilla and Senators Mike Crapo (R-Idaho), Mark Kelly (D-Ariz.), Ben Ray Luján (D-N.M.), Markwayne Mullin (R-Okla.), James Risch (R-Idaho), and Raphael Warnock (D-Ga.) are cosponsoring the legislation. The Aerial Firefighting Enhancement Act now awaits House passage.

    “As catastrophic wildfires devastate communities across the country, we need to be smarter and more resourceful in our approach to wildfire suppression,” said Senator Padilla. “Californians saw firsthand the power of our aerial wildfire suppression fleet in putting out the Los Angeles fires as quickly as possible. Shoring up aerial firefighting fleets by allowing the Department of Defense to sell excess aircraft parts is a lifesaving, commonsense priority — and I’m glad to see the Senate come together to unanimously pass this bipartisan legislation.”

It’s clear our government must do more to give wildland firefighters the tools they need to protect communities and save lives. The Aerial Firefighting Enhancement Act supports that mission by eliminating bureaucratic obstacles to provide our aerial wildfire suppression fleet the resources necessary to fight wildfires quickly and aggressively.     The Aerial Firefighting Enhancement Act amends the Wildfire Suppression Aircraft Transfer Act of 1996 to reauthorize the sale of excess aircraft and parts by the Department of Defense for wildfire suppression as long as the aircraft and parts are used only for wildfire suppression. These aircraft and parts are already acceptable for commercial sale. The initial authority for these sales expired in 2005 and was reauthorized from 2012 to 2017 before lapsing again.

    The bill would help the United States better suppress wildfires by facilitating the acquisition of military excess aircraft, sold at fair market value, for the aerial wildfire suppression fleet. Additionally, the sale of parts would help the United States maintain its existing aerial firefighting aircraft fleet.

    In the aftermath of the devastating Southern California fires, Senator Padilla has introduced more than 10 bills to help prevent and respond to future disasters. In February, Padilla introduced bipartisan legislation to create a national Wildfire Intelligence Center to streamline federal response and create a whole-of-government approach to combat wildfires. He also announced a package of three bipartisan bills to bolster fire resilience and proactive mitigation efforts, including the Wildfire Emergency Act, the Fire-Safe Electrical Corridors Act, and the Disaster Mitigation and Tax Parity Act. In January, Padilla introduced another suite of bipartisan bills to strengthen wildfire recovery and resilience, including the Wildland Firefighter Paycheck Protection Act, the Fire Suppression and Response Funding Assurance Act, and the Disaster Housing Reform for American Families Act. Additionally, last week, he introduced the FEMA Independence Act, bipartisan legislation to restore the Federal Emergency Management Agency as an independent, cabinet-level agency and improve efficiency in federal emergency response efforts.

  • MIL-OSI USA: Cortez Masto Demands Trump Administration Provide Plan to Address Impact of Trump Tariffs, Other Executive Action on Tourism

    Washington, D.C. – U.S. Senator Catherine Cortez Masto (D-Nev.) sent a letter to U.S. Department of Commerce Secretary Howard Lutnik, U.S. Department of Treasury Secretary Scott Bessent, U.S. Department of Transportation (DOT) Secretary Sean Duffy, U.S. Department of Homeland Security (DHS) Secretary Kristi Noem, National Economic Council (NEC) Director Dr. Kevin Hassett, and Ambassador Jamieson Greer (USTR) demanding they provide their plan to mitigate the economic stress caused by the implementation of President Donald Trump’s tariffs and other executive actions. The Senator especially expressed concern about these efforts and their harms to the Nevada, and broader U.S., travel and tourism industry.

    Nevada is one of the top five states most visited by international travelers, and the industry makes up nearly 16 percent of the state’s economy, generating $23.6 billion in total income. As of 2024, more than 300,000 Nevadans are employed by our tourism industry, including more than 60,000 union members.

    “Among the Trump Administration’s unclear executive orders, actual and threatened executive actions, and the work of the Department of Government Efficiency (DOGE), there has been no transparency about the negative impacts these actions will have on the United States,” wrote the Senator. “These efforts have resulted in damaging trade policies, frozen federal funding, a gutted federal workforce, and have extended Presidential authority beyond legal limits, all creating real consequences for working families, small businesses, and industries. I cannot stress enough the need for the Trump Administration to seriously consider the devastating impacts your actions are having on our nation’s tourism economy.”

    Cortez Masto listed a handful of policies that are having a detrimental impact on the tourism industry, including:

    • the threats and application of tariffs to nations including America’s allies;
    • the increasingly aggressive – and questionably legal – procedures being utilized by U.S. Customs and Border Protection;
    • the freezing or eliminating of federal funding supporting transportation infrastructure, National Parks, and cultural sites;
    • and the firing of employees across the federal government.

    “Because of the lack of transparency regarding the negative impacts of the Trump Administration’s actions, I am writing to underscore a concern about these efforts and their harm on our nation’s travel and tourism sector, request information on how you are mitigating the economic stress, and offer solutions,” continued the Senator. “It is a fact that the travel industry is seeing a noticeable decrease in room bookings, business travel, and recreational visits from both domestic and international travel. This sector is fundamental to my home state of Nevada and its hundreds of thousands of hardworking men and women who work in events, entertainment, and hospitality.”

    The travel and tourism industry represents 2.5 percent of the national Gross Domestic Product and supports over 15 million American jobs. Travel experts estimate the number of people arriving to the U.S. from abroad to decline by 9.4% in 2025 and travel spending to fall 12.3%, resulting in a $22 billion annual loss nationally. The domestic travel industry has seen devastating impacts as well – in February, U.S. consumer spending on air travel dropped 10 percent and spending on hotels dropped 6 percent relative to a year ago.

Earlier today, during a Senate Finance Committee hearing, Cortez Masto pressed U.S. Trade Representative Jamieson Greer about the impacts of President Trump’s blanket tariffs on Nevadans, particularly those employed in the tourism and hospitality industry. Earlier this month, the Senator introduced the Tariff Transparency Act to require the U.S. International Trade Commission to investigate how Donald Trump’s recent tariffs on imports from Mexico and Canada will impact the American people and make that information public. Senator Cortez Masto also wrote a letter to Secretary of Defense Hegseth and Secretary of Treasury Bessent demanding answers on the national security impacts on President Donald Trump’s tariffs on Canadian goods.

    WASHINGTON—U.S. Senators Dan Sullivan and Lisa Murkowski, and Congressman Nick Begich (all R-Alaska) today welcomed a $25 million investment in Alaska aviation safety by the Federal Aviation Administration (FAA) as part of the FAA’s Don Young Alaska Aviation Safety Initiative (DYAASI). This investment is a result of a Sullivan provision in the FAA Reauthorization Act of 2024 authorizing $25 million annually for DYAASI from FY 2025 through 2028. The initiative was established by the FAA in response to a 2020 National Transportation Safety Board (NTSB) report on Alaska’s high rates of aviation accidents and fatalities, and focuses on prioritizing funding for the most safety critical systems.

    Additionally, in accordance with the requirements of the FAA legislation, the FAA recently announced it will be expanding the FAA’s use of satellites in Alaska—growing from four testing sites to 16—to help support connectivity at weather monitoring sites, particularly in the more remote parts of the state.

    “In Alaska, aviation is absolutely essential. Yet many of our rural communities either have poorly maintained safety and telecommunications infrastructure, or lack it altogether, leaving them without vital weather data,” said Sen. Sullivan. “This amplifies the risks in a state that already has unacceptably high rates of aviation accidents and fatalities. As a member of the Commerce Committee overseeing the FAA, I worked hard to secure many provisions in the recent FAA reauthorization requiring the agency to focus on and robustly invest in Alaska aviation safety.     Background on DYAASI

    A February 2020 NTSB report identified a recent 10-year period during which the total accident rate in Alaska was 2.35 times higher than the rest of the United States. During the same period, the fatal accident rate in Alaska was 1.34 times higher. One critical aspect of safety, as referenced in the 2020 report, is access to reliable weather data.

    The FAA’s DYAASI is an effort to respond to the February 2020 NTSB report and the Alaska Aviation Safety Summit. DYAASI identifies safety improvements and investments for the Alaska Region, and aims to make progress on the effort and for the FAA and Department of Transportation (DOT) to take a holistic view of DOT programs. This effort was codified and strengthened in the 2024 FAA reauthorization.

  • MIL-OSI New Zealand: Speech on foreign affairs and trade

    Kia ora and good morning everyone.
    Before I start, can I acknowledge the Wellington Chamber of Commerce for the opportunity to speak to all of you this morning.
    It comes at a difficult time for the global economy, with rising rhetoric, escalating tariffs, and the prospect of further retaliation to come.
    I had originally planned to take this opportunity to speak about my Government’s plan for economic growth – to create jobs, lift incomes, and put more money back in the wallets of Kiwis.
    I will still touch on that.
    It’s my Government’s top priority and it frames just about every decision we take here in Wellington as we focus on improving the lives of all New Zealanders.
    But with markets rocked and exporters facing uncertainty, I know there’s one topic front of mind for many businesses and many households.
    So this morning I want to take some time to speak to those events and make the case for free trade and the rules-based international order.
    Trade is the lifeblood of the New Zealand economy.
    Whether it’s our incredible farmers and growers, our outstanding tourism industry, or our burgeoning tech sector, Kiwis businesses thrive when we compete on the world stage.
    Our success isn’t an accident – and it didn’t happen overnight.
    Successive generations of trade negotiators and political leaders have invested in relationships offshore, and worked hard to complete deals like CER, the China FTA, the CPTPP, and the more recent EU, UK, UAE and GCC FTAs.
    Business leaders have moved rapidly, too – finding fresh opportunities for growth in emerging markets, and developing outstanding products back home that put New Zealand on the map.
    Our rural economy in particular represents the very best of open and competitive trade – selling into difficult markets, with no direct financial support, and consistently coming out on top.
    I could – and often do – speak at length about the contribution exporters make to the domestic economy.
    But trade goes both ways.
    Yes, export growth will be critical to improving New Zealand’s economic prospects in the coming years.
    But the removal of New Zealand’s own trade barriers and embrace of goods and services imported from offshore has also led to a major improvement in our quality of life in recent years.
    Our clothing is more affordable, our cars are more reliable, our diets are more diverse, and our holidays in Bali and Europe are a nice contrast to summers at the lake or the beach.
    Free trade of goods purchased from offshore has also supported growth in productivity.
    Kiwi exporters rely on the trucks, tractors, jet engines, computers, and smart phones we buy from overseas that make their businesses tick.
    And it’s not realistic to expect that in a country of just five million people, we could make everything we need here at home.
    Political leaders have tried that before in New Zealand – and it didn’t end well.
    Older generations will remember the efforts we went to.
    Governments imposed strict import controls and encouraged cars and televisions to be assembled here at home.
    And like today, conflict offshore occasionally helped to send prices spiralling – but the response looked very different.
    In the late 1970s, politicians imposed “carless days”, with stickers on your vehicle dictating which days you could drive to work, and which days you caught a ride with a friend or just walked into town instead.
    There was no “work from home” in 1979.
    Agriculture, today the backbone of our economy, was heavily subsidised and much less productive, much less diverse than the efficient and entrepreneurial sector thriving in New Zealand today.
    Those failed policies weren’t just foolish economics.
    They reflected the best efforts of political leaders to insulate New Zealand from an era of major social and geopolitical change.
    History shows those best efforts were a mistake, that required years of difficult choices and careful recovery.
    New Zealanders paid the price then.
    I don’t intend for them to do so again.
    Which brings us to today.
    The events of recent days are the most significant challenge to the rules-based trading system since the General Agreement on Tariffs and Trade (GATT) was formed in 1947.
    Action, reaction, and response have shocked financial markets.
    As the Minister of Finance highlighted earlier this week, the direct impact on the New Zealand economy from the US tariffs announced last week is likely to be around $900 million or roughly 0.2% of GDP.
    But the second order consequences of a region and a world retreating from trade and increasingly uncertain about its economic future will be more significant, despite the welcome news of de-escalation this morning.
    I know for many businesses keeping an eye offshore and for those New Zealanders watching their KiwiSaver accounts, that could be confronting.
    The exporters I’ve spoken to in recent days remain buoyant, rightly confident in the quality of their product, and their ability to navigate choppy waters.
    But for countries whose prosperity is underpinned by global trade, the months ahead will be challenging for their economic interests.
    Many commentators will see these events as just the next step in a longer-term trend towards economic security and national resilience, as countries insure themselves against emerging geopolitical threats.
    Others have gone further, declaring an end to the era of free markets, free trade, and free people, and the rules-based international order underpinning it.
    For my part, I’m not ready to throw in the towel quite yet. Kiwis have worked too hard and for too long, to give up on the values and institutions which have seen our country and the region we live in thrive.
    So, for as long as I am Prime Minister, New Zealand will keep making the case for trade as a cornerstone of our prosperity.
    Yes, we are a small country – but stature has never been a barrier to our success.
    Take the P3 – a proposed trade agreement which began life under negotiation at APEC between New Zealand, Singapore, and Chile in the early 2000s.
    Three small countries, practicing what we preach – and doing everything we could to create opportunity for our people through trade.
    Today, that agreement lives on as the CPTPP and covers a dozen countries, including New Zealand and Australia, Canada, much of Asia, and most recently the United Kingdom.
    In total, that’s roughly 15% of global economic activity, or $13 trillion USD – a long way from where we started just over twenty years ago.
    The United Kingdom might be the most recent accession, but I expect they won’t be the last.
    New Zealand will continue to work with like-minded countries to promote free trade as a path to prosperity and explore the role of the CPTPP in strengthening that vision.
    One possibility is that members of the CPTPP and the European Union work together to champion rules-based trade and make specific commitments on how that support plays out in practice.
    My vision is that includes action to prevent restrictions on exports and efforts to ensure any retaliation is consistent with existing rules.
    Collective action, and a collective commitment, by a large portion of the global economy would be a significant step towards preserving free trade flows and protecting supply chains.
    Clearly though, efforts at collective action won’t be enough to support New Zealand’s economic interests.
    As Prime Minister, I have a responsibility to do everything I can to both bolster the existing rules-based order and to further strengthen New Zealand’s position offshore.
    It’s why I have put so much emphasis on deepening our relationships with partners around the region, with visits throughout South-East Asia, Korea and Japan, the United States, and to India last month as we commenced negotiations for a free trade agreement.
    It’s why my Government has worked so hard to close out fresh agreements with the UAE and GCC that enable additional trade and investment.
    It’s why we hosted an Investment Summit in Auckland, making the case both for New Zealand as an outstanding place to do business and for the opportunity to enter long-term infrastructure partnerships.
    It’s why on Monday this week the Minister of Defence and I launched the Government’s Defence Capability Plan, that lifts defence expenditure to 2% of GDP and ensures New Zealand pulls its weight for many years to come.
    It’s why I will be on the phone later today to world leaders comparing notes on world trade, and testing what we can do together to buttress the rules-based trading system.
    And it’s why I will be heading to the United Kingdom later this month to meet Prime Minister Sir Keir Starmer, to talk trade, security, and the geopolitical backdrop in Europe and the Indo-Pacific.
    We can’t make the case for New Zealand sitting at home.
    We have to position ourselves as advocates both for our own economic interests and the institutions that underpin them.
    I’m very lucky to lead a Government with so many Ministers dedicated to that task, whether that’s the Foreign Minister, the Minister of Trade, or the Minister of Defence, each of whom having already made a number of significant achievements supporting New Zealand’s interests offshore.
    Back home, the volatility offshore is a fresh reminder of just how important our focus on economic growth will be in the coming years.
    As I said recently at our Investment Summit in Auckland, New Zealand can be a shelter from the global storm.
    That brings a serious opportunity from ensuring our business environment is as welcoming as possible for investment and growth.
    We are making serious inroads into that task.
    Earlier this year, Minister for Economic Growth Nicola Willis published our Government’s Going for Growth Agenda, which outlines a range of actions we are taking to get the New Zealand economy moving and realising its vast potential.
    Each of those actions fits into one of five pillars we have identified as critical to lifting economic growth and improving New Zealanders’ standard of living:

    Developing talent,
    Encouraging innovation, science, and technology,
    Introducing competitive business settings,
    Promoting global trade and investment,
    And delivering infrastructure for growth.

    Across each of those pillars, we have Ministers working day and night to drive through reform – in transport, tourism, aquaculture, construction, advanced aviation, mining, energy, agriculture, and horticulture.
    In just the last few weeks, we have presented our plans to replace the Resource Management Act, fix our broken health and safety laws, and make nation-shaping investments like the Northland Expressway.
    We have introduced the Fast Track regime, streamlining the consenting process for projects of regional and national significance.
    We are re-writing the Overseas Investment Act, so major investments from offshore are consented faster and more reliably.
    We are tearing down the barriers to fresh investment in renewable and non-renewable energy, by repealing the oil and gas ban and ushering in new consenting rules for wind, solar, hydro, and geothermal.
    And we are doubling down on efforts to showcase New Zealand to the world, promoting our tourism and international education sectors offshore so we can attract even more people to spend their money here.
    I know there’s more we can do.
    Growth has now returned, and the economy has turned the corner, but our reform agenda will need to continue at pace for us to out-run the challenges to growth facing us from offshore.
    The challenges to the rules-based international order are intense and the strategic environment my government has inherited is more difficult than it has been for many years.
    For New Zealanders who grew up watching events unfold in Europe and the Middle East, it will be confronting to watch strategic competition and the deterioration of rules-based trade come to our neighbourhood, the Indo-Pacific.
    But the response for New Zealand cannot be retreat.
    New Zealanders are at our best when faced with adversity and we thrive when we compete on the world stage.
    To quote my friend the Foreign Minister, this isn’t our first rodeo.
    Our export sector is jam-packed with talented, sharp New Zealanders who make great products – and create jobs here at home while they do it.
    Farmers, growers, wine makers, and start-ups from all around the country investing in our nation’s future because they have confidence that better days lie ahead.
    I’m not ready to call time on the rules-based trading system.
    And I’m not ready for New Zealand to give up on our efforts to advocate for it on the world stage.
    We’re not in this alone.
    The same institutions that have served New Zealand so well for so long, also underpin the prosperity of so many of our friends and partners, many of whom are also continuing to make the case for free and open trade in recent days.
    My government will keep making the case – overseas, here at home, with a strong voice and a consistent message.
    Free trade works.
    It lifts incomes.
    It creates jobs.
    It builds partnerships.
    And it secures peace.
    I think that’s worth fighting for – and I’m up for that fight.

    uring National Crime Victims’ Rights Week, and Child Abuse Prevention Month, Governor Kathy Hochul today announced 14 State landmarks will be lit blue tonight to raise awareness of the state’s prevention efforts to protect children and families. Governor Hochul previously issued a proclamation recognizing April as Child Abuse Prevention Month in New York State.

    “My top priority is ensuring the safety and wellbeing of all New Yorkers – especially our children,” Governor Hochul said. “By working together, we can ensure every child has the opportunity to thrive in a safe and nurturing environment. I am committed to elevating the voices of survivors, and supporting families and advocates, as well as law enforcement, as we work to advance bold initiatives to prevent child abuse in New York State.”

    This year’s theme for the month is “Supporting Child and Family Well-Being” to highlight key prevention tools that can help assist and strengthen families, ultimately preventing child abuse and neglect. Among those tools are Family Opportunity Centers and Family Resource Centers located throughout New York State, and the OCFS HEARS helpline.

    Office of Children and Family Services Commissioner Dr. DaMia Harris-Madden said, “OCFS is dedicated to supporting evidence-based and innovative initiatives to prevent child abuse through prevention services and supports that fortify families and foster healthy environments for children.     Governor Hochul continues to support family and childhood initiatives designed to increase protective factors that reduce the risk of child abuse or maltreatment. In her 2025-2026 Executive Budget, Governor Hochul proposed a $9.2 million increase in funding for the New York State Child Advocacy Centers (CACs) – more than double the previous annual funding. Child Advocacy Centers provide a child-friendly, safe, supportive environment for child victims of abuse/neglect and their non-offending caretakers.

    Additionally, New York State has continued to support Family Opportunity Centers and Family Resource Centers, which are located at nonprofit social services organizations and public schools and aim to improve family well-being by enhancing social connections, knowledge of parenting and child development, and parental resilience, and by providing concrete supports such as food assistance, housing support and connections to quality physical and mental health care. The Family Opportunity Centers launched through a collaboration between OCFS and the New York State Education Department (NYSED).

    In addition, another key prevention and family strengthening tool is the OCFS HEARS line (Help, Empower, Advocate, Reassure and Support), which is designed to connect families to community resources offering help with housing, food, health care and more.   • MIL-OSI USA: Murray, Senate Democratic Caucus Send Letter Demanding Trump Rescind Illegal Executive Order Threatening Federal Employee Collective Bargaining Agreements

    Washington, D.C. — U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, joined Senators Chris Van Hollen (D-MD), Alsobrooks, Schumer, Kaine, and Warner and the entire Senate Democratic Caucus this week in urging President Trump to rescind his March 27 executive order to end collective bargaining agreements between public employee unions and dozens of federal agencies and bureaus. In their letter, the senators blasted the move as a “gross overreach” of presidential authority, asserting that the executive order is a clear attempt to gut the federal merit-based civil service and implement a system of political cronyism. They stressed that the order poses a grave threat to the ability of over 1 million federal workers to carry out their missions and deliver important services for the American peopleand should be rescinded immediately.

    “We write today in outrage over your recent executive order entitled Exclusions from Federal Labor-Management Relations Programs… This order is an insult to the hardworking public servants who go to work on behalf of the American people,” the senators began.

    “The executive order effectively classifies two thirds of the federal workforce as having national security missions, a blatant misuse of a limited authority intended to provide operational flexibility to address legitimate security needs,” they continued. “There is no evidence that the long-standing collective bargaining agreements at these agencies have jeopardized our nation’s security in any way; to the contrary, the protection collective bargaining has provided for employees allows them to conduct their work on behalf of the American people—including blowing the whistle on fraud or abuse—without political interference.”

    “This Administration clearly does not have even a basic understanding of the legally binding nature of federal collective bargaining agreements and is actively trying to bend the law to undermine protections for federal civil servants. We urge you to immediately rescind this illegal executive order so that our dedicated public servants can continue to work on behalf of the American public without fear for their job or political retribution,” the senators concluded.

    The senators’ letter is endorsed by the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO), American Federation of Government Employees (AFGE), National Treasury Employees Union (NTEU), International Federation of Professional and Technical Engineers (IFPTE), and Service Employees International Union (SEIU).

    Dear President Trump: 

    We write today in outrage over your recent executive order entitled Exclusions from Federal Labor-Management Relations Programs, a gross overreach of the authority granted in the Civil Service Reform Act of 1978 (CSRA). 

    This order is an insult to the hardworking public servants who go to work on behalf of the American people. They care for our veterans, deliver disaster assistance, prevent wildfires, help farmers improve crop yields, manage health benefits for 9/11 first responders, research treatments and cures for diseases, keep air travel safe, process tax returns, staff our national parks and much, much more. Nearly one third of these dedicated civil servants are veterans seeking to continue their service to our country out of uniform.  

    The executive order effectively classifies two thirds of the federal workforce as having national security missions, a blatant misuse of a limited authority intended to provide operational flexibility to address legitimate security needs. The national security exemption has existed for nearly 50 years and has been used only sparingly by Republican and Democratic Administrations—including during your first term—to exclude federal offices with an unquestionable core function in intelligence, counterintelligence, or national security. There is no evidence that the long-standing collective bargaining agreements at these agencies have jeopardized our nation’s security in any way; to the contrary, the protection collective bargaining has provided for employees allows them to conduct their work on behalf of the American people—including blowing the whistle on fraud or abuse—without political interference. 

    Federal employees’ collective bargaining agreements are critical to ensuring they continue to serve the American people with the peace of mind that comes with being protected from unfair labor practices. Unlike in the private sector, federal employee unions in most cases cannot negotiate pay or benefits, which are set by Congress, and they are legally prohibited from striking. The federal collective bargaining agreements do, however, protect federal employees from illegal firings, retaliation, and discrimination. They also promote resources for whistleblowers and veterans. These federal union contracts give employees in the civil service protections from retaliation so they can serve the American people fairly and effectively without partisan political interference.  

    This executive order, which ruthlessly strips collective bargaining agreements for over one million federal workers, is the most recent attack your Administration has levied against our merit-based civil service in the effort to cut the workforce and replace them with political cronies. While the CSRA does give the president the authority to limit collective bargaining agreements due to national security concerns, the executive order’s direction to terminate mass swaths of federal employee collective bargaining agreements is clearly intended to broadly dismantle the CSRA, which is specifically designed to grant federal employees the right to collective bargaining as a means to resolve workplace issues while maintaining the smooth functioning of government operations.  

    When the Secretary of Labor testified in February in front of the Senate Health, Education, Labor and Pensions Committee, Members of Congress asked her both in-person and through questions for the record whether she and the Administration would commit to honoring all legally binding collective bargaining agreements signed by federal agencies and labor unions, and whether federal employees have the right to organize and collectively bargain without fear of retaliation. The Secretary answered, “if confirmed, I will follow the law and work with the experts at the Department to understand the collective bargaining process at the Department and the terms and conditions of the collective bargaining agreements in place.” This Administration clearly does not have even a basic understanding of the legally binding nature of federal collective bargaining agreements and is actively trying to bend the law to undermine protections for federal civil servants.  

    We urge you to immediately rescind this illegal executive order so that our dedicated public servants can continue to work on behalf of the American public without fear for their job or political retribution.

  • MIL-OSI United Nations: Experts of the Committee against Torture Commend Monaco’s Ratification of International Human Rights Treaties, Ask about Efforts to Revise Torture Laws and the Transfer of Prisoners to France

    The Committee against Torture today concluded its consideration of the seventh periodic report of Monaco under the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, with Committee Experts praising Monaco’s ratification of United Nations and European human rights treaties, while raising questions about efforts to bring legislation on torture in line with the Convention and the transfer of prisoners to France.

    Abderrazak Rouwane, Committee Vice-Chair and Country Co-Rapporteur, congratulated Monaco on having ratified a significant number of United Nations and Council of Europe human rights instruments. Why had the State party decided not to ratify the Optional Protocol to the Convention against Torture?

    Mr. Rouwane asked about measures the State party had taken to harmonise national legislation on torture with the Convention.  The Committee was concerned about the statute of limitations on torture crimes, the lack of specific provisions in the Criminal Code imposing an absolute prohibition of torture, and the lack of clear mechanisms protecting subordinates from being forced to carry out unlawful orders.

    Erdogan Iscan, Committee Vice-Chair and Country Co-Rapporteur, said some inmates in Monaco continued to be transferred to French prisons, and the State 

    party lacked oversight of places of deprivation of liberty in France.  Would a formal legal procedure for recording prisoners’ consent to transfers be created?  Which State was responsible for ensuring legal safeguards for these prisoners?

    Introducing the report, Samuel Vuelta Simon, Secretary of State for Justice of Monaco, Director of Judicial Services and head of the delegation, said Monaco ensured that its legal framework was fully in line with its international commitments and that its texts were regularly adapted to better meet the requirements of the fight against torture and inhuman treatment.

    Mr. Vuelta Simon said the Criminal Code and the Code of Criminal Procedure allowed for severe punishment for any act resembling torture or inhuman treatment.  Also, a legislative proposal currently being prepared would ensure that the crime of torture was imprescriptible and would also ensure the unenforceability of any hierarchical order invoked to justify it.

    The delegation said the Convention against Torture had been rendered executory by a sovereign ordinance.  It took precedence over domestic legislation. The State party was also considering domestic legislation that would define torture in line with the Convention.

    The delegation said an impact study on the Optional Protocol to the Convention had been carried out, and the State party was not closing the door on ratification.  However, it attached greater importance to the main international human rights instruments.  There was only one detention facility in Monaco, which was already reviewed by international monitoring mechanisms.

    The delegation also said that Monaco’s territory was only two square kilometres.  Its small size made it necessary to turn to France for assistance in managing prisoners.  Transfer requests to French prisons were made by detainees who were French citizens. The State party would consider formalising this procedure.  French authorities cooperated with transfer procedures and guaranteed detainees’ rights. There was no transfer of citizens of Monaco to foreign prisons.

    In closing remarks, Claude Heller, Committee Chair, said that the dialogue had been fruitful and frank.  The Committee would develop concluding observations based on the dialogue, which would aid the State in the implementation of the Convention.

    In his concluding remarks, Mr. Vuelta Simon said that Monaco was a small State that tried to do things properly, on the same level as larger countries.  Some issues had been raised in the dialogue that the State party could make rapid progress on to promote the well-being of human beings, including detainees.  Monaco hoped to demonstrate this progress in its next review with the Committee.

    The delegation of Monaco consisted of representatives from the Directorate of Public Safety; Department of External Relations and Cooperation; Directorate of Legal Affairs; Directorate of Judicial Services; and the Permanent Mission of Monaco to the United Nations Office at Geneva.

    Presentation of Report

    SAMUEL VUELTA SIMON, Secretary of State for Justice, Director of Judicial Services of Mexico and head of the delegation, said human dignity was an absolute value that the Principality of Monaco was committed to protecting with determination. Monaco was committed to constantly improving its mechanisms for preventing and protecting against torture and inhuman treatment.  Since the submission of its first report in 1994, Monaco had continued its efforts to strengthen its legal and institutional framework, which had led to significant progress, both in terms of legislation and the implementation of concrete measures to guarantee ever more effective protection against all forms of violence.

    Monaco ensured that the legal framework was fully in line with its international commitments and that its texts were regularly adapted to better meet the requirements of the fight against torture and inhuman treatment.  The Constitution explicitly guaranteed respect for human dignity and prohibited any cruel, inhuman or degrading treatment.  This absolute prohibition was reinforced by several provisions of the Criminal Code and the Code of Criminal Procedure, which allowed for severe punishment for any act resembling torture or inhuman treatment. 

    The Principality had begun an in-depth study to incorporate into its domestic law a definition of torture that was fully in line with article one of the Convention. A legislative proposal currently being prepared would ensure that the crime of torture was imprescriptible.  It would also ensure the unenforceability of any hierarchical order invoked to justify it, and the absolute inadmissibility of evidence obtained under duress.  These measures would complement an already strict legal arsenal which severely punished acts of violence, especially when committed by a public official.

    Monaco also attached particular importance to supporting and providing reparation to victims. In 2023, it adopted an unprecedented compensation scheme for victims of serious crimes, including domestic violence and misdemeanours and crimes against minors, guaranteeing rapid and effective compensation to victims when the perpetrators were insolvent.  Courts had an obligation to inform victims of this possibility.

    In recent years, significant improvements had been made to Monaco’s prison to provide a more suitable living environment for inmates.  The renovation of the cells had made it possible to bring in more natural light, while a new exercise yard and an activity room had been set up.  A body scanner had recently been introduced to limit the use of body searches.  The visiting regime had been significantly improved, allowing inmates to benefit from three 90-minute visits per week, in addition to two daily 45-minute visits.

    The incarceration of minors remained an exceptional measure in Monaco.  Recent reforms had strengthened the juvenile justice system to promote the reintegration and well-being of young people in conflict with the law.  Anyone in police custody had the immediate right to information and the assistance of a lawyer, permanent judicial supervision, and audio-visual recording of interrogations, thus ensuring the transparency of proceedings.  Since 2022, the right to the assistance of a lawyer had been strengthened in the event of an extension of police custody. 

    The Monegasque Institute for the Training of the Judicial Professions, in collaboration with other specialised institutions, provided regular training to public security forces on international standards for the respect of fundamental rights. The public security forces were thus regularly made aware of good practices, particularly regarding the treatment of persons deprived of their liberty.

    Monaco ensured that respect for fundamental rights within its prison system was monitored. The Office of the High Commissioner for the Protection of Rights, Freedoms and Mediation played a key role in this system by providing detainees with direct access to report any allegations of ill-treatment.  Since the last review, a new right had been introduced allowing detainees to call the Office of the High Commissioner directly once a day, including when they were in a disciplinary cell.

    Monaco reaffirmed its total commitment to the fight against torture and inhuman or degrading treatment.  While there was still room for improvement, the legislative, judicial and institutional advances put in place in recent years had made it possible to considerably strengthen the prevention, control and punishment of abuses.  Monaco would continue its efforts with determination to ensure that respect for human dignity was never compromised.

    Questions by Committee Experts

    ABDERRAZAK ROUWANE, Committee Vice-Chair and Country Co-Rapporteur, expressed regret regarding the absence of civil society participants in the dialogue.  Why were they absent?  What measures had the State party taken to harmonise national legislation on torture with the Convention?  The Committee had called on the State party to do so in each of its last six reviews. Could the delegation give some examples of court cases that had referenced the Convention or other United Nations human rights treaties?  The Committee was concerned about the statute of limitations on torture crimes, the lack of specific provisions in the Criminal Code imposing an absolute prohibition of torture, and the lack of clear mechanisms protecting subordinates from being forced to carry out unlawful orders.

    What measures had been taken to ensure that detainees enjoyed all basic legal rights from the outset of deprivation of liberty?  The Committee had called on the State party to amend legislation that allowed police officers to prevent detainees from contacting a family member if such communication was considered detrimental to investigations.  Had this been done?  Did victims benefit from legal aid in cases involving allegations of torture or ill-treatment?

    What steps had been taken to promote the accreditation of the Office of the High Commissioner for the Protection of Rights, Freedoms and Mediation under the Paris Principles?  The Office did not have a specific mandate to protect against human rights violations, including torture and ill-treatment, and it did not have the competence to conduct investigations, publish studies or formulate opinions on draft legislation on its own initiative.  Could the delegation comment on this?  Why had the State party decided not to ratify the Optional Protocol and set up a national preventive mechanism against torture?

    The Committee congratulated Monaco on having ratified a significant number of human rights instruments within the framework of the United Nations system and the Council of Europe.  Would it ratify the International Convention for the Protection of All Persons from Enforced Disappearance and the Convention for the Protection of All Migrant Workers and Members of their Families?

    The Committee noted positive amendments to the law on the status of the judiciary to strengthen the Supreme Council of the Judiciary, which had enabled the Council to take up disciplinary matters on its own.  However, the Council’s role in appointing judges had not been increased and its activity report was not made public.  The Director of Judicial Services, part of the executive, chaired the High Council and could appoint and suspend judges and magistrates directly.  The Prosecutor General and the magistrates of the Public Prosecutor’s Office were also under the direct authority of the Director. Was this not interference by the executive in the affairs of justice?  How would the State party ensure the full independence of the judiciary, including in matters related to appointment and disciplinary measures?

    Could the State party provide updated data on extraditions, asylum applications, and the number of appeals against asylum decisions?  The Committee noted that refugees enjoyed the rights provided for in the 1951 Convention on the Status of Refugees.  However, there was a lack of clarity regarding the asylum process and safeguards offered, and uncertainty surrounding the procedure for cooperation between the State party and the French Office for the Protection of Refugees and Stateless Persons.  Would the State party implement a mechanism to follow up on asylum seekers’ cases with the Office?  What measures were in place to domesticate an asylum assessment procedure?  Could the State party provide information on extradition cases and requests made for mutual legal assistance related to international cases involving torture?

    A large number of foreigners living in neighbouring countries were working informally in Monaco and were at risk of trafficking.  How was the State party combatting trafficking in persons, raising awareness of the issue, and training the judiciary on it?  What measures were in place to strengthen the identification of trafficking victims?  What tools were available to public officials to guide the identification of child victims of trafficking?

    The Committee had previously called for the strengthening of training for the judiciary and prison officials on the Convention and the revised Istanbul Protocol of 2022.  What measures would the State party take to train officials who were in contact with persons deprived of liberty on the absolute prohibition of torture?  Were there any monitoring mechanisms in places of deprivation of liberty?

    ERDOGAN ISCAN, Committee Vice-Chair and Country Co-Rapporteur, commended the recent progress by the State presented in the opening statement.  The Committee noted that the remand prison of Monaco had recently been extended, its facilities upgraded, and the visit regime improved.  However, there were limits to the extent to which the prison could be expanded due to its location, and the prison reportedly remained unsuitable for prolonged detention due to its limited natural light and lack of space for activities.  What further steps would be taken to improve prison conditions?

    Some inmates continued to be transferred to French prisons, and the State party lacked oversight of places of deprivation of liberty in France.  There was no formalised legal procedure for recording prisoners’ consent and requests regarding transfers.  Would one be created?  How many Monegasque prisoners were currently serving sentences in French prisons? Which State was responsible for ensuring legal safeguards for these prisoners?  Did they have access to lawyers and could they maintain social connections in Monaco?  How would the State party ensure this right?  Which State conducted investigations in cases of complaints by these prisoners?  Had the State party considered expanding the capacity of its prison system to allow inmates to remain in Monaco?

    Did current legislation prohibit corporal punishment in all settings, including homes and educational institutions? Were awareness raising campaigns or training programmes on corporal punishment for parents and childcare professionals planned?  Minors under age 13 could not be detained but could be held in police custody for up to 24 hours in criminal cases.  Could the delegation provide data on minors in police custody?  Would the State party consider revising legislation to raise the minimum age of criminal responsibility to at least 14 years of age?

    Had the State party made progress in adopting legislation that provided full redress to victims of torture? Would it consider scaling up its support to the United Nations Voluntary Fund for Victims of Torture, and had it updated legislation to ensure that statements obtained through torture were made null and void?

    The Committee noted with satisfaction measures taken by the State party to prevent and combat violence against women, including revision of the Criminal Code and awareness raising campaigns. What protection measures were in place for foreign women who were victims of violence, and what resources were devoted to programmes and measures to combat violence against women?

    Reportedly, conditions in closed psychiatric units in the Princess Grace Hospital were good, but improvements were needed regarding prolonged hospitalisation and treatment of minors and detainees requiring psychiatric care.  Was the State party addressing this?

    Another Committee Expert asked whether the Convention was directly applicable in Monaco.  How were potential conflicts between the Convention and domestic legislation resolved?

    One Committee Expert asked how many prisoners were serving in Monaco.  What happened to prisoners who did not consent to being transferred to French prisons?  Could the delegation clarify whether consent was needed to conduct transfers?

    A Committee Expert said domestic law on trafficking was sound, but the State party needed to strengthen the training of law enforcement officials, social workers, medical staff and the public on identifying victims of trafficking.

    Responses by the Delegation

    The delegation said the Director of Judicial Services was also the Secretary of State for Justice, which, as a member of the judiciary, was not part of the executive branch of Government but fell under the authority of the Prince.  The judiciary was guaranteed security of tenure and independence.  The Secretary of State for Justice gave generalised guidance to the judiciary that was consistent with State policies, but prosecutors were free to speak independently in carrying out their work.

    Monaco’s territory was only two square kilometres.  Its small size made it necessary to turn to France for assistance for managing prisoners. There were only six prosecutors and 22 jurists who worked with legislators to develop legal texts.  Some 39,000 people lived in Monaco but only 9,000 had citizenship.

    The Supreme Council of the Judiciary was made up of two elected judges and five judges appointed by the Council itself.  Both the Secretary of State for Justice and the Supreme Council could take up cases of discipline of judges.  The Supreme Council selected candidates for judicial posts and had a special budget guaranteeing its independence.  Training was provided to newly appointed judges and prosecutors through French institutions; approximately two-thirds of judges had been seconded from France.  A draft law had been developed that would create a reserve pool of judges to strengthen the domestic availability of judges.

    Monaco had a dualist system.  The Prince signed and ratified international treaties, with authorisation by the National Council.  Sovereign ordinances were used to allow for international treaties to be directly invoked before national courts.  There were cases in which the International Covenant on Civil and Political Rights and the European Convention of Human Rights had been invoked. The Constitution had the highest status in the domestic legal order, followed by international treaties, which took precedence over domestic legislation.

    The Constitution expressly prohibited torture and other cruel, inhuman or degrading treatment.  Acts of torture committed in offences of sexual aggression, terrorism and abduction were considered to be aggravated crimes. Monaco’s judicial services had limited capacity, but aimed to establish a stand-alone offence of torture in line with article one of the Convention through a draft law that was currently before the legislature.  Serious crimes committed against minors had a statute of limitations of 30 years, which started when the victim reached the age of majority.  Monaco’s law imposed an absolute prohibition of torture; it was impossible to justify acts of torture in any circumstances.  Hierarchical superiors were held accountable for illegal orders to carry out acts of torture, as were agents who carried out such orders.  Subordinates who refused to obey illegal orders were not disciplined or considered to have committed a crime.

    There was one case of trafficking against a minor in which the court had referenced the United Nations Convention against Transnational Organized Crime in its ruling.  The scope of the criminalisation of trafficking had been broadened to address domestic trafficking cases that did not involve organised crime.  Trafficking that endangered victims’ lives, trafficking of minors, and trafficking by public officials or members of organised criminal groups were considered aggravating circumstances.

    Police custody was always recorded and was subject to court oversight; examining magistrates could end police custody at any point.  All persons in police custody were informed of the reasons of their detention and their rights, including the right to access a lawyer from the beginning of custody. All persons who earned less than 20,000 euros per year were entitled to free legal aid.  Detainees could request a medical examination at any point.  The State party intended to regulate the grounds under which the Prosecutor General could restrict detainees’ right to contact a relative.  Hearings were filmed and could be conducted in the presence of a legal counsel. Criminal investigative officers needed to record the time of detention and other details relating to the detention, including reasons for refusals of detainees’ rights.

    Minors under 13 could not be placed in police custody unless they committed an offence that carried a five-year prison sentence.  Hearings of minors needed to be conducted with a lawyer present.  Police custody of minors was typically 12 hours but could be extended to 24 hours in criminal cases with the permission of a judge.

    Legislation on the High Commissioner for the Protection of Rights and Mediation had been revised to bring the institution in line with the Paris Principles.  The law allowed the High Commissioner to carry out surveys and provide recommendations related to combatting discrimination, protecting human rights, and implementing international conventions.  It also strengthened the High Commissioner’s investigative powers and gave the body powers to defend the rights of the child. Steps had been taken to promote registration of the institution by the Global Alliance of National Human Rights Institutions.  Since 2022, detainees were able to contact the High Commissioner directly by telephone, in addition to through written communications.  Monaco had installed a body scanning machine in its prison after detainees’ complaints to the High Commissioner regarding body searches.

    Civil society in Monaco was very active. As there had been no demonstrated cases of torture in the State for almost a century, there were no non-governmental organizations working on the issue.  The High Commissioner’s mandate had recently been expanded and it was now recruiting staff to address its new functions.  In future, the High Commissioner could be able to participate in reviews by the Committee.

    Ratifying the International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families and the International Convention for the Protection of All Persons from Enforced Disappearance was not a priority for the State.  The State party tried to align its legislation with international instruments before ratifying them, which caused delays in ratification.  There were no cases of enforced disappearance in Monaco. 

    An impact study on the Optional Protocol to the Convention against Torture had been carried out.  There was only one detention facility in Monaco, which was already reviewed by international monitoring mechanisms. There had been no complaints regarding ill-treatment or poor conditions.  Ratifying the Optional Protocol was not a top priority for the Government but could be done in future.  Monaco made voluntary contributions to the Office of the United Nations High Commissioner for Human Rights, but did not envisage providing contributions to the Voluntary Fund for the Victims of Torture.

    Refugees fell under ordinary law for entry and stay in Monaco.  They received 10-year residence permits.  The State currently hosted 23 refugees.  Monaco respected the principle of non-refoulement.  Asylum seekers whose claims were rejected were not immediately removed, unless they posed a threat to public safety.  The Government called on the relevant French authority to assess asylum claims.  Refusals of asylum claims were always explained and could be appealed before the relevant court.  The overseas diplomatic presence of Monaco in countries of origin for asylum seekers was limited.

    When the Ukraine conflict began in 2022, Monaco established a system providing temporary protection for Ukrainian citizens who had lived in Monaco prior to the establishment of the system. Currently, around 50 Ukrainians held the temporary protection permit, which allowed them to access health, education and other social services.  Many holders of this permit had since gained residency permits.

    The State party had not received any requests for mutual legal assistance or handled any international cases involving torture.  It had received one extradition request, which Monaco’s court of appeal rejected due to concerns about human rights protections.

    In 2020, two people were transferred to French prisons, while one person was transferred in 2023 and another in 2024; there were two requests in 2025 that were being assessed.  Transfer requests to France were typically made by French citizens.  All requests for prison transfers were made in writing by the detainees themselves. The State party would consider formalising this procedure.  There were no difficulties in transfers to France; French authorities cooperated with transfer procedures and guaranteed detainees’ rights.  Requests for transfers to other countries were considered based on respect for detainees’ rights.

    The national human rights institution received and investigated written complaints from detainees.  There was also an internal oversight body within the police force that could be called on by the judiciary to investigate police officers accused of human rights violations.  Complaints made to the Prosecutor-General triggered judicial proceedings.  Legal assistance was available for persons who filed for civil damages.  A compensation mechanism had been set up for victims of serious offences who could not be compensated by the perpetrator. Compensation covered damages and court costs.  State compensation could also be provided to persons who were placed in pre-trial detention before being released or acquitted.

    The State party had adopted a law on school bullying and harassment, and the Criminal Code prohibited and punished corporal punishment, including in school and family settings.  Teaching staff and other school staff underwent annual training on identifying and addressing harassment of children. Schools needed to implement awareness raising initiatives to combat harassment and bullying.

    Incarceration and pre-trial detention of children were last resort measures.  Judges could determine alternatives to prosecution of minor offenders, including provisional releases, reparation for victims, community service, and training within social health institutions.  Judges could also order minors to be placed in the Foyer d’Enfance, from which they were free to come and go.  In 2020, five minors were charged, of whom none were detained; in 2021, seven minors were charged and only one was placed in pre-trial detention for one month and 20 days; and in 2022, out of the 15 minors who were charged, only two were placed in pre-trial detention.

    The age of criminal responsibility in Monaco was 13 years.  None of the 15 minor offenders in 2022 were aged 13.  The State party would consider raising the age threshold and revising the legal status of minors in the country.

    Considerable progress had been made since 2020 in improving the detention facility.  The State had installed cells with better access to natural light, a games room, a new exercise yard, and air conditioning and heating facilities within cells.  Exercise and folding laundry were no longer mandatory, televisions did not need to be switched off at certain times, and the State no longer imposed solitary confinement on detainees.

    Women and child victims of violence were supported by the Directorate for Social Assistance.  A protocol for care of victims of domestic violence had been established.  Health care professionals were trained in caring for victims and managing perpetrators when they accompanied them.  Victims were provided with shelter in emergencies when they could not stay with friends or family.  They were entitled to medical care, psychological assistance, and legal advice.

    The employment service verified working conditions for migrant workers and the labour inspectorate carried out numerous checks to ensure that workers’ rights were being respected.  Officials held interviews with applicants for residence and work permits to detect risks of trafficking.  To date, 96 public officials had received training on identifying and treating victims of trafficking.

    Members of the judiciary were obliged to attend at least five days of training per year either locally or in France, which addressed human rights and international and European norms.  The State sought to ensure that the decisions of the European Court of Human Rights were incorporated in domestic legislation as soon as possible.

    Training of police officers lasted 10 months.  It stressed the rights of apprehended persons, including the right to be protected from violence, inhumane and degrading treatment.  All police officers had to abide by the code of professional ethnics and respect the dignity of persons.  They were trained on ethical means of restraint, bodily searches, the use of reasonable force, and the prohibition of torture.

    Questions by Committee Experts

    ABDERRAZAK ROUWANE, Committee Vice-Chair and Country Co-Rapporteur, said the Committee welcomed that there were no cases of torture in Monaco, but this could not be used as an excuse for not ratifying the Optional Protocol to the Convention.  Crimes needed to be legislated for regardless of their prevalence. A national preventive mechanism would be mandated to investigate all places of deprivation of liberty, including the psychiatric hospital and airports.  It would be fantastic if a European country could ratify the International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families.  Many of the 63,000 workers in Monaco were migrant workers who needed legal protection.

    Could detainees from Monaco be transferred to French prisons?  When there were criminal prosecutions of perpetrators, were alleged victims entitled to legal assistance?  Did the State party intend to provide the Supreme Council of the Judiciary with further independence?

    ERDOGAN ISCAN, Committee Vice-Chair and Country Co-Rapporteur, said the dialogue had been constructive. Even if there was limited scope for implementing the Optional Protocol, ratification would set a positive example for other States.  Some 42 of the 46 members of the Council of Europe had ratified the Optional Protocol. Did the State party plan to remove its reservation to article 30 of the Convention.  Member States needed to continue to support the treaty body system in a sustainable manner.  What was Monaco’s position on this?

    Another Committee Expert asked whether Monaco had adopted measures addressing trade in equipment used to inflict pain and suffering.

    Responses by the Delegation

    The delegation said the State party was not closing the door on ratifying the Optional Protocol; it was still considering the option.  However, it attached greater importance to the main international human rights instruments.  Impact assessment studies on these instruments took time due to the State’s limited resources.

    There were around 60,000 cross-border workers travelling from France or Italy to Monaco every day.  They were entitled to the rights embodied by Monaco’s labour laws.

    The Convention against Torture had been rendered executory by a sovereign ordinance.  It took precedence over domestic legislation.  The State party was also considering domestic legislation that would define torture in line with the Convention.

    Legal aid lasted from the beginning to the end of legal proceedings.

    There was no transfer of Monaco citizens to foreign prisons.  Transfers were only for foreign detainees who had requested a transfer back to their country of origin; such transfers were essentially humanitarian.

    The Supreme Council of the Judiciary promoted the independence of the judiciary.  It drew mostly on the French model.  The Secretary of State for Justice was responsible for appointing and promoting judges, but the Supreme Council approved appointments and promotions and could take up disciplinary cases on its own initiative.

    Concluding Remarks

    CLAUDE HELLER, Committee Chair, said that the dialogue had been fruitful and frank.  The Committee would develop concluding observations based on the dialogue, which would aid the State in the implementation of the Convention. The Committee did not judge States based on their size; it treated them all equally.

    SAMUEL VUELTA SIMON, Secretary of State for Justice of Monaco, Director of Judicial Services and head of the delegation, thanked the Committee for the dialogue.  Monaco was a small State that tried to do things properly, on the same level as larger countries, though staff numbers made this difficult.  The State tried to respond as best it could to its realities.  Monaco welcomed the Committee’s advice and relevant questions. Some issues had been raised that the State party could make rapid progress on to promote the well-being of human beings, including detainees.  Monaco hoped to demonstrate this progress in its next review with the Committee.

    The Commission is currently reviewing the 2014 guidelines on state aid to airports and airlines (Aviation Guidelines)[1]. It has carried out stakeholder consultations[2] and launched an external support study to be finalised in 2025.

    The objective is to adopt the new rules before April 2027 and stakeholders will have the chance to comment on the draft guidelines before that date.

    The revision of the Aviation Guidelines will consider connectivity needs of Member States as well as the need to decarbonise the aviation sector.

    At this moment, it appears too early to anticipate about the content of the new rules. In that regard, while the Commission acknowledges that regional airports may contribute to connectivity (and thus social and territorial cohesion of the Union), it notes at the same time that operating aid is one of the most distortive forms of public support, which is why the current Aviation Guidelines foresee the phase-out of operating aid to regional airports by 3 April 2027.

    Considering the sectorial developments since 2014, the Commission will assess whether and under which conditions start-up aid to airlines and operating aid to regional airports (including those with up to one million passengers per year) could be maintained.

  • MIL-OSI Africa: CSIR critical for innovative solutions to resolve challenges – President Ramaphosa

    President Cyril Ramaphosa has hailed the Council for Scientific and Industrial Research (CSIR) as a “South African success story” as the institution marks 80 years since its establishment.

    The President was delivering remarks at the institution’s headquarters following a tour of the facility on Tuesday afternoon.

    “Over many decades, the CSIR has been [at the forefront]… of developing groundbreaking technologies and solutions that have profoundly shaped our country’s scientific and industrial progress.

    “With the advent of democracy in 1994, the CSIR embarked on a trajectory of aligning itself with the values of our Constitution. The CSIR is a true treasure for our nation,” he said.

    The President told the gathering that as the country – and the world – dealt with the COVID-19 pandemic, the CSIR stepped in to assist the country in fighting the virus.

    During the pandemic, CSIR engineers produced some 18 000 ventilators, which were vital for the care of patients across the country.

    It also developed a platform to track the impact of the pandemic, which assisted government to direct its response.

    “At a moment of great crisis and danger, it was Minister [Blade] Nzimande who said let’s go to the CSIR, and indeed, we came rushing because you had already developed certain capabilities to help us deal with the crisis not only our country was facing.

    “We came in a rush, and you distinguished yourselves as a truly capable facility and centre, and today you have displayed to me and us precisely what you true capabilities are. They range from… having the capability to develop missiles and aeroplanes, and cyber security systems,” President Ramaphosa said.

    The President called on government to make more use of the CSIR’s capabilities to deliver on South Africa’s developmental mandate.

    “In government, we don’t use… the CSIR enough. You are a government owned entity, and you do a great deal of work for others in other countries. We have used you, and you have demonstrated that you are more than capable.

    “We are going to have a special Cabinet session where [the CSIR] comes and outlines… precisely what you do and also give us insights on how we can use you. I can’t think of a better way of State capability [building] other than through science, technology and innovation,” he said.

    The President further emphasised the institution’s critical role in building State capacity.

    “We are one of those countries where, at the advent of democracy, we deindustrialised. The manufacturing base in our country started receding and it is this that we now need to build back.

    “[The CSIR] being the centre for industrial research, and who are so adept in a number of areas, can help us to address the challenges in relation to job creation, reducing poverty and also ensuring that there is inclusive growth,” President Ramaphosa said. – SAnews.gov.za
