    Ensuring Congress Safeguards the Integrity of our Aviation System

    Washington, D.C. – Today, Congresswoman Norma Torres introduced the Air Traffic Controller (ATC) Protection Act, critical legislation designed to protect the safety, efficiency, and stability of the United States’ air traffic control system. This bill will ensure that decisions regarding the reduction, replacement, or outsourcing of Federal Aviation Administration (FAA) staff undergo thorough Congressional oversight and will prevent privatization of the air traffic control system.

    “The safety of our nation’s airspace is non-negotiable. Air traffic controllers work tirelessly to ensure the smooth and safe operation of the aviation system, and their expertise is critical to the functioning of our transportation network. We have seen how DOGE is illegally trying to take control of all federal agencies. The safety of Americans shouldn’t be one,” said Congresswoman Torres. “The ATC Protection Act will hold Donald Trump and Elon Musk accountable for any decisions that could jeopardize the safety and stability of our air traffic control system. We cannot allow shortcuts or privatization to undermine the safety of our skies.”

    Background:  Key Provisions of the Air Traffic Controller (ATC) Protection Act:

    1. Congressional Approval for Workforce Reduction or Outsourcing:
      The bill requires that if the Secretary of Transportation seeks to reduce, replace, or outsource 1% or more of the FAA’s workforce, the Secretary must first obtain explicit approval from Congress. This safeguard ensures that any changes to FAA staffing are carefully scrutinized to ensure they do not compromise the safety or efficiency of the nation’s aviation system.

    2. Reporting and Accountability:
      Before seeking Congressional approval, the Department of Transportation (DOT) must submit a detailed report to Congress, outlining the rationale for any proposed workforce reductions or outsourcing. The report must include an analysis of how such decisions will impact the broader aviation and transportation systems, ensuring transparency and accountability in these critical decisions.

    3. Protection Against Privatization and DOGE Control:
      The bill explicitly prohibits the privatization of the air traffic control system and ensures that the Department of Governmental Efficiency (DOGE) cannot take control of the FAA or the air traffic control system. This provision protects the public interest by keeping air traffic control operations under government oversight.

    Washington DC – Today, U.S Rep. Debbie Wasserman Schultz (FL-25) led 48 other House members who wrote Secretary of Homeland Security Kristi Noem to demand an immediate restoration of Congressionally-mandated oversight agencies, and called for an immediate end to the immoral mistreatment of detained individuals. Closure and mass firings at oversight offices within the Department of Homeland Security have coincided with allegations of inhumane conditions and abuses, especially inside Krome Detention Center in South Florida.

    Wasserman Schultz has led Congressional Democrats in the fight to restore Temporary Protected Status for Haitians and Venezuelans, and she’s challenged the Trump Administration’s efforts to deport parole recipients from Cuba, Haiti, Nicaragua, and Venezuela. Wasserman Schultz also sponsored the legal statute guaranteeing Members of Congress access to detention facilities, and has consistently called out the Trump Administration’s failure to prioritize criminals and neglect of migrant detainees.

    We write to express our outrage regarding the Department of Homeland Security’s (DHS) decision to shut down key oversight offices responsible for ensuring civil rights and humane treatment of migrants in detention. The closure of these offices raises serious questions about DHS’s transparency and compliance with the law, particularly as reports continue to surface detailing inhumane conditions at facilities like Krome Detention Center in Florida. We demand immediate action to restore oversight and halt the immoral mistreatment of detained individuals.

    Recent reporting from the Miami Herald indicates that people detained at Krome have faced alarming conditions, including prolonged confinement in unsanitary environments, lack of medical care, overcrowding, and mistreatment by staff. At least three deaths have occurred in ICE custody and several detained men and women and their families have alleged serious abuses. Immigration advocates have called it an “international human rights disaster.” One detainee labeled Krome “a concentration camp.” 

    Krome is overcrowded far beyond its capacity Advocates have alleged that ICE is underreporting the detained population in public data. As the Administration seeks to unlawfully terminate the legal status of over 1 million TPS and humanitarian parole recipients—all of whom were vetted by DHS upon entry or after applying for protections—conditions will likely worsen.

    Rather than acting in response to dozens of complaints, reports, and lawsuits regarding inhumane conditions and civil rights violations at ICE detention facilities, the Administration has opted to cut off personnel and expertise tasked with ensuring medical, hygiene, mental health, and due process standards. On March 21, DHS effectively closed several oversight offices, the USCIS Ombudsman, Office for Civil Rights and Civil Liberties (CRCL), and the Immigration Detention Ombudsman (OIDO). This will have impacts far beyond detention: it will cut off avenues for the public to file complaints about DHS policies and practices from airport screenings to

    ICE raids against schools, hospitals, and religious centers.

    The elimination of oversight mechanisms leaves individuals detained at Krome and around the country without recourse, undermines transparency, and erodes public trust in the Department’s ability to uphold basic human rights and responsibly manage billions of taxpayer dollars. This decision is particularly troubling given previous findings of abuse and neglect in DHS facilities, which underscore the necessity of independent oversight.

    DHS has an obligation to ensure that all individuals in its custody are treated with dignity in accordance with the law and that federal spending on private contracts receives appropriate oversight and monitoring. The removal of essential oversight functions—whose activities are mandated by Congress—defies this obligation and places vulnerable populations at even greater risk of abuse. Given these concerns, we request answers to the following questions:

    1.         What was the justification for shutting down oversight offices within DHS that Congress has tasked with ensuring humane conditions and compliance with civil rights laws at DHS detention facilities?

    2.         What specific legal authority has DHS claimed in effectively shutting down internal oversight functions and withholding information from Congress and the public?

    3.         How will funds appropriated by Congress for these offices be utilized going forward?

    4.         What steps, if any, has DHS taken to ensure accountability and oversight in the absence of these offices, particularly in detention contracts with private prison companies?

    5.         How does DHS plan to address the specific issues reported at Krome, including allegations of prolonged solitary confinement, overcrowding, physical abuse, and denial of medical treatment? Have additional medical staff or other personnel been surged to the facility considering reported overcrowding?

    6.         What actions have been taken by DHS or ICE officials to guarantee access to detained persons for their family members and legal counsel?

    7.         Has DHS conducted any internal reviews on the impact of reduced oversight on the conditions within detention centers? If so, what were the findings?

    We demand you reverse this decision and provide Congress with a detailed plan for how DHS will restore humane conditions for detained migrants and provide transparency in detention operations. We look forward to your prompt response to these critical questions to ensure that the Trump Administration’s immigration policy does not devolve further into callous cruelty.

  • MIL-OSI USA: PHOTOS: Rep. Hinson Connects with Iowans Across Linn and Poweshiek Counties

    Washington, D.C. — Over the past couple of weeks, Rep. Ashley Hinson (R-IA) attended and participated in numerous events with Iowans throughout Linn and Poweshiek Counties.

    On Rep. Hinson’s first stop in Linn County, she toured BAE Systems, Inc. The first ever GPS signal was received in 1977 in Cedar Rapids, and BAE continues that legacy by developing cutting-edge technology and helping our military preserve our highest national security interests.

    Rep. Hinson visited Kirkwood Community College’s Aviation Maintenance Technician Program. Less than two years after it began, this program is already preparing Cedar Rapids’ next generation for in-demand, high-skilled aviation careers. With the federal funding Rep. Hinson helped to secure in 2023, this program has taken off and is already making a lasting impact on Cedar Rapids and the surrounding communities.

    Rep. Hinson also met with Tim Kindl of the Fun Not Fancy Restaurant Group. They discussed the congresswoman’s support for ending tax on tips, the challenges that small businesses in Iowa regularly face, recovering from four years of rampant inflation, and the need to preserve tax cuts for hardworking Iowans.

    Rep. Hinson continued her 22 County Tour catching up with the Cedar Rapids business community at the Cedar Rapids Economic Alliance’s Policy on the Rocks event.

    Hearing directly from local business owners about their challenges and successes is always invaluable—these entrepreneurs are essential to Iowa’s economy, creating jobs and driving growth across the region.

    Rep. Hinson traveled to Poweshiek County to serve as a judge in the Brooklyn Ruritan Club Chili Cook Off. This event brought together community members from around Poweshiek County to show off their skills and support the Ruritan Club’s 175-year celebration taking place this summer.

  • MIL-OSI USA: Sen. Moran Joins Colleagues in Introducing Bill to Restore Congress’ Constitutional Role in Trade

    WASHINGTON – U.S. Senator Jerry Moran (R-Kan.) joined Sens. Chuck Grassley (R-Iowa), Maria Cantwell (D-Wash.), Thom Tillis (R-N.C.), Amy Klobuchar (D-Minn.), Lisa Murkowski (R-Alaska), Mark Warner (D-Va.), Mitch McConnell (R-Ky.), Michael Bennet (D-Colo.), Todd Young (R-Ind.), Peter Welch (D-Vt.), Chris Coons (D-Del.), Susan Collins (R-Maine) and Richard Blumenthal (D-Conn.) in introducing legislation to restore Congress’ constitutionally authorized role in setting and approving U.S. trade policy. The Trade Review Act of 2025 would require congressional approval of unilateral tariffs proposed by the executive branch. The legislation mirrors Sen. Grassley’s 2019 Section 232 tariff reform efforts during the first Trump administration.
    “Every state has unique industries that are impacted differently by changes in global markets and trade policies, such as agriculture, car manufacturing and aircraft production,” said Sen. Moran. “The Constitution gives Congress the authority to make decisions regarding foreign commerce, including tariffs. This legislation allows the President to use tariffs to respond to emergencies while permitting Congress to weigh the appropriateness of any tariffs that are imposed.”
    The bill restores Congress’ authority and responsibility over tariffs as outlined in Article I, Section 8. Under this legislation:
    To enact a new tariff, the President must notify Congress of the imposition of (or increase in) the tariff within 48 hours
    The congressional notification must include an explanation of the president’s reasoning for imposing or raising the tariff, and
    Provide analysis of potential impact on American businesses and consumers
    Within 60 days, Congress must pass a joint resolution of approval on the new tariff, otherwise all new tariffs on imports expire after that deadline
    Congress has the ability to end tariffs at any time by passing a resolution of disapproval
    Anti-dumping and countervailing duties are excluded

    The cutting-edge work being carried out by defence sector firms in Wales has been highlighted on a visit by a UK Government Minister to North Wales.

    Wales Office Minister Dame Nia Griffith visited Teledyne Qioptiq Ltd in St Asaph today (Thursday 3rd April).

    The firm specialises in advanced electro-optic technology which is integral to a wide range of defence programmes including the Eurofighter Typhoon aircraft and Challenger 2 tanks. The firm also plays a key supporting role for the infantry through the STAS contract.

    In the Autumn Budget, the Chancellor committed £975 million over the next five years to the aerospace sector, with £49 million already confirmed for projects in Wales.

    Royal Navy aircraft carrier in final preparation to lead multinational deployment to Mediterranean and Indo-Pacific

    Nearly 4,000 British personnel will support the deployment, which will deliver trade events in Singapore, Japan, and India, promoting Britain’s world-leading industry

    Final preparations are underway for a multinational deployment, led by the Royal Navy flagship HMS Prince of Wales, reaffirming the UK’s commitment to the security of the Mediterranean and Indo-Pacific, while providing an opportunity to promote British trade and industry.

    Aircraft carrier HMS Prince of Wales is scheduled to sail from Portsmouth on 22 April, where it will proceed to join a formation of warships, supply ships, and aircraft off the coast of Cornwall, before departing for the Mediterranean where it will conduct exercises to reinforce European security.

    Around 2,500 personnel from the Royal Navy and 592 from the Royal Air Force will be involved in the eight-month deployment, which will see the group sail through the Indian Ocean to conduct exercises and port visits with partners including the US, India, Singapore, and Malaysia. They will be joined by around 900 personnel from the British Army for exercises during the deployment.

    The deployment, named Operation Highmast, provides an opportunity for the UK’s Armed Forces to conduct a major global deployment and a chance to exercise complex operations alongside partners and allies in the region, with 12 other nations supporting the deployment with ships or personnel.

    The Indo-Pacific is a critical region for UK trade, with imports and exports in the region worth billions of pounds for the UK economy, and the deployment will provide a chance for UK companies to take part in trade events during port visits.

    Trade between the UK and Indo-Pacific accounted for 17% of total trade between the UK and all trading partners in the 12 months to September 2024, with the total amount traded in goods and services between the UK and Indo-Pacific standing at £286 billion in the same period.

    As the biggest class of ship in the Royal Navy, the flight decks of HMS Prince of Wales and her sister ship are roughly the size of three football pitches and defended by advanced weapons. A maritime strike force of this size is composed of multiple types of ship, frigates, destroyers, submarines, and supply ships to support logistics.

    As one of only a handful of countries in the world able to lead a deployment of this scale, the Royal Navy is once again demonstrating its formidable capability while protecting British values and sending a powerful message of deterrence to any adversary.

    Of the 12 other nations supporting the deployment, Norway will provide a warship to support the carrier strike group for the entire duration of the deployment. Canada and Spain are among the other nations providing support to the deployment.

    After its compliment of up to 24 Royal Air Force F-35B Lighting fighter jets is embarked on board HMS Prince of Wales, and the departure for the Mediterranean, the group will initially be placed under NATO command as it joins Exercise Neptune Strike – testing the Alliance’s ability to use high-end maritime strike capabilities, including multiple aircraft carrier and amphibious strike groups.

    The group will transit though the Indian Ocean, conducting exercises and port visits with partners including the US, India, Singapore and Malaysia, before joining 19 partner nations for Exercise Talisman Sabre near Australia, and then training alongside the Japanese Self Defence Forces and conducting a port visit to India.

    This deployment follows the Prime Minister’s historic commitment to increase defence spending to 2.5% of GDP, demonstrating this Government’s commitment to keep the UK secure at home and strong abroad.

    Following the inaugural deployment in 2021, the Carrier Strike Group 2025 highlights the strength of the UK’s leadership in seeking to uphold stability in the Indo-Pacific. This has been bolstered by the Royal Navy’s persistent presence in the region through HMS Spey and HMS Tamar, as well as the landmark Global Combat Air Programme collaboration.

  • MIL-OSI: Aemetis Biogas Monthly RNG Production Increased by 55% in March

    CUPERTINO, Calif., April 08, 2025 (GLOBE NEWSWIRE) — Aemetis, Inc. (NASDAQ: AMTX), a renewable natural gas and renewable fuels company focused on low and negative carbon intensity renewable fuels, announced today that its production of renewable natural gas (RNG) increased 55% in March compared to February. RNG production from anaerobic dairy digesters increases during periods of warmer weather due to improved temperatures for microbial activity that converts organic material into biomethane and the higher production quantity is expected to continue through the summer.

    Aemetis Biogas also completed a sale of LCFS and D3 RINs at the end of Q1. The LCFS credits were generated from RNG dispensed as transportation fuel in Q4 2024 and were booked under the California Air Resource Board (CARB) reporting process at the end of the first quarter this year. The D3 RINs were from production and dispensing of RNG in February 2025.

    “Aemetis Biogas uses animal waste feedstock to produce domestic energy which is not directly impacted by import/export tariffs. The significant 55% increase in monthly RNG production in March compared to February is on track with our 2025 production plan and generates proportionally larger LCFS and D3 RIN revenues, as well as Section 45Z sellable tax credits,” stated Eric McAfee, chairman and CEO of Aemetis. “We are now completing construction of digesters that will process waste from four additional dairies that are expected to be operational in the next few months, supporting the sale of another round of investment tax credits and further increasing RNG production and associated revenues.”

    Aemetis Biogas is in the final phase of Low Carbon Fuel Standard (LCFS) pathway approvals for seven dairy digesters by the California Air Resources Board (CARB), which is expected to be received before the end of Q2, which should generate about $6 million per year of increased revenues from LCFS credits at current prices.

    CARB is also in the process of finalizing its November 2024 LCFS amendments that are expected to significantly increase the mandated demand for LCFS credits, and CARB just published its final proposed regulations for a fifteen-day comment period last Friday. The higher LCFS credit prices expected to be created by these regulations will further increase Aemetis Biogas LCFS revenue proportionally to the LCFS credit price increase, potentially generating up to 300% more total LCFS revenue per MMBtu of RNG.

    Aemetis Biogas continues to grow production and revenues as it builds digesters and biogas pipelines to capture methane from 50 dairies that have signed agreements to supply the Central Dairy Digester Project near Modesto, California. When completed, the Aemetis Biogas Central Dairy Digester Project is expected to generate 1.65 million MMBtu of dairy RNG each year. Since California imports more than 75% of the crude oil used to produce diesel, the Aemetis RNG project is planned to replace the primarily imported diesel consumed by trucks that drive 77 million miles per year with low emission, local RNG biofuel produced from American domestic waste sources.

    Since joining NASA in 2017 as a contractor supporting the International Space Station, Caroline Cawthon has held many roles supporting real-time operations as a certified flight controller, team lead, and lead systems engineer.

    Now, she is supporting America’s future in orbit as the systems engineering and integration lead for NASA’s Commercial Low Earth Orbit Development Program engineering technical authority. Cawthon supports the program’s chief engineer office. In this position, she plays a key role in the oversight of phase 1 partner requirements and processes as part of the program’s two-phase approach to support the development of commercial space stations. 
    Growing up in military and NASA communities, Cawthon was fascinated with aviation and aerospace from a young age and aspired to become a fighter pilot and engineer. She first met an astronaut while attending Space Camp at the Euro Space Center in Belgium, sparking her interest in human spaceflight and solidifying her goals to work for NASA, make an impact, and be a part of making history. She later earned her bachelor’s degree in chemical and materials engineering and her master’s degree in aeronautics and space systems. 

    Cawthon describes the best part of her day as the people she works with, and her passionate and mission-driven team reminds her that the mission she’s working toward will make a difference in the future of human spaceflight.
    “Between the program, engineering team, and our industry partners, there are thousands of years of experience with human spaceflight that I get to leverage every day to learn and grow in my role and to help NASA accomplish our mission,” shared Cawthon. 
    A recent example of this mission-driven teamwork was the development of the program’s technical standards design evaluation document. As the lead for this task, Cawthon was proud of how everyone’s hard work and contributions came together.

    In 2024, 52 energy and housing and utilities facilities, including transformer substations, heating stations and drainage pumping stations, were decorated with graffiti. This was reported by the city economy complex.

    Thanks to the cooperation between the single heat supply organization of Moscow, PAO MOEK, and the Russian Football Union, portraits of the participants of the Russian Women’s Football Super Cup were placed at four heating points at once.

    At the request of residents of houses on Aviakonstruktora Mikoyan Street, a portrait of the famous aircraft developer, after whom the street is named, was depicted on the transformer substation of JSC OEK. And the famous military leader, commander of the USSR long-range aviation, was depicted on the heating station on Marshal Golovanov Street.

    Artists are often inspired by biographies and works of famous figures in art, literature and music. Thus, a drawing on a transformer substation on Novoslobodskaya Street was dedicated to the author of the famous “Divine Comedy” Dante Alighieri. A portrait of Muslim Magomayev and lines from his song about the capital “The Best City on Earth” appeared on the walls of another substation on Abramtsevo Street.

    Many design projects were dedicated to the Year of the Family, which was declared for the past 2024. For example, scenes from the lives of sports and creative families decorated nine transformer substations of JSC OEK in the courtyards of different districts of Moscow.

    A mural dedicated to a significant event in the life of the city also appeared. On Savelyeva Street, near the Sportivnaya metro station, on the transformer substation of PAO Rosseti Moscow Region, graffiti was painted dedicated to the Muscovites’ favorite forum-festival “Territory of the Future.     UK Trade Envoy to Bangladesh visits Dhaka to boost trade partnership

    UK Trade Envoy to Bangladesh, Rt. Hon. the Baroness Rosie Winterton of Doncaster DBE, is visiting Dhaka to strengthen and expand the long-standing economic and trade partnership between the UK and Bangladesh.

    While in Dhaka, she will be meeting key officials from the Interim Government of Bangladesh, political parties and business leaders. She will also participate in the Bangladesh Investment Summit 2025. She will be joined by Harjinder Kang, His Majesty’s Trade Commissioner to South Asia.

    Australia has huge reserves of coal and gas – but very little oil. Before the 20th century, this didn’t matter – trains ran on local coal. But as cars and trucks have come to dominate, Australia has become more and more reliant on imported oil.

    Imports now account for around 80% of total refined fuel consumption, the highest level on record.

    If the flow of oil stopped due to war or economic instability, Australia would have about 54 days worth in storage before we ran out. That would be a huge problem.

    But as more drivers switch from petrol and diesel to electric cars, this equation will change. We can already see this in China, where a rapid uptake of electric vehicles has seen oil demand begin to fall.

    On one level, ending Australia’s dependence on foreign oil makes sense at a time of great geopolitical uncertainty. But on the other, going electric would lead to more reliance on China, now the world’s largest manufacturer of EVs.

    Reducing reliance on oil makes clear sense for climate and national security reasons. But going electric has to be done carefully, to ensure Australia isn’t reliant on just one country.

    Importing oil makes us vulnerable

    In recent years, almost all of Australia’s refineries have closed. The government spent billions keeping the Geelong and Brisbane refineries open, as well as other fuel security measures, such as boosting domestic fuel reserves and building more storage.

    The last two refineries rely on imported crude oil, as Australian oil from the North-West Shelf largely isn’t suitable for local refining.

    As a result, Australia is more reliant than ever on importing fuels from large refineries in Asia such as South Korea, Singapore and Malaysia. In 2023, around 45,000 megalitres of fuel were imported from these nations.

    Almost three-quarters (74%) of these liquid fuels are used in transport, across road, rail, shipping and air transport. But road transport is the big one – our cars, trucks and other road vehicles use more than half (54%) of all liquid fuels.

    This reliance presents clear energy security risks. If war, geopolitical tension, economic turmoil or price volatility slows or stops the flow of oil, Australia’s cities and towns would grind to a halt.

    In January, Australia had 30 days worth of petrol. Our stores of all types of oil are a bit higher, at 54 days worth. But that’s still well short of the 90 days the International Energy Agency (IEA) requires of member nations.

    Electricity made locally

    Shifting to electric vehicles promises cleaner air and far lower ongoing costs for drivers, as electricity is much cheaper than petrol or diesel and maintenance is far less.

    But there’s another factor – the energy source. Australia’s electricity is all produced and consumed inside its borders, using local resources (sun, wind, water, coal and gas).

    In this respect, electric vehicles offer much greater energy security. A war in the Middle East or a trade war over tariffs would not bring Australia to a halt. This is one reason why China has so aggressively gone electric – to end its soaring dependence on foreign oil.

    Mainstreaming EVs in Australia will mean accelerating production of renewable electricity further so we can power not just homes and industry but charge cars, trucks and buses, too.

    Doing this would boost our energy security, break our dependency on imported oil and drive down emissions.

    EV manufacturing is expanding rapidly with more models, lower purchase prices, improved battery charging times and increasing consumer adoption.

    Globally, over 17 million EVs (battery and plug-in hybrids) were sold in 2024, including 91,000 battery and 23,000 plug-in hybrids in Australia.

    IEA data shows electric vehicles are already reducing oil demand globally, as are electric bikes and mopeds.

    Ending our dependence on oil will be slow. Australia Institute research estimates 8% of imported fuels could be replaced by local electricity once EVs make up 25% of the passenger car fleet. At 100% EVs, we would reduce oil demand by 33%.

    The other two-thirds of demand is largely from trucks, planes and ships. Electric trucks are coming, but the sector isn’t as mature as electric cars. It’s a similar story for planes and cargo ships.

    All electricity in Australia is produced locally. For transport, that’s a boon to energy security.

    Energy security and EVs

    Australia doesn’t manufacture EVs at scale. As a result, we import EVs from the top manufacturing nations. China is far and away the leader, building 80% of Australia’s new EVs.

    Australia is a major producer of critical minerals essential to the manufacture of EVs, as well as other green technologies such as lithium, cobalt and nickel. But China dominates much of the global supply chain for refining these minerals and manufacturing batteries.

    There’s a risk in relying largely on one country for EVs, especially given the present geopolitical instability.

    Balancing security and sustainability

    EVs unquestionably offer large benefits for Australia’s energy security by steadily reducing our reliance on imports from volatile global oil markets.

    But this has to be balanced with other security concerns, such as a heightened reliance on China, as well as the privacy and security risks linked to data collection from digitally connected EVs.

    A balanced approach would see authorities emphasise energy independence through renewables and strong support for vehicle electrification through legislative and regulatory frameworks.

    Under this approach, policymakers would work to diversify supply chains, strengthen cybersecurity and encourage local manufacturing of EV components.

    This approach would reduce new security risks while unlocking the environmental and economic benefits of widespread EV adoption.

    JAKARTA, 8 April 2025 — Southeast Asia’s abundant agricultural feedstocks offer potential for the region to become a global hub for SAF, according to a joint Canadian-ASEAN research project.

    The “Promoting the Production of Sustainable Aviation Fuels (SAF) from Agricultural Waste in the ASEAN Region” project marks a significant step towards a more sustainable aviation future in Southeast Asia. It was carried out by the ASEAN Secretariat, GHD, Boeing, Canadian Trade and Investment Facility for Development (CTIF), funded by Global Affairs Canada (GAC), and implemented by Cowater International, the Institute of Public Administrators of Canada (IPAC).

    SAF is a renewable or waste-derived aviation fuel that meets sustainability criteria, reduces greenhouse gas emissions, and is compatible with existing aircraft and infrastructure, as a “drop-in” fuel.  Aviation engines can currently run on a mix of 50% SAF and 50% conventional aviation fuel, but the industry is working towards a 100% SAF mix. SAF lowers carbon emissions over the fuel’s life cycle by up to 80%, depending on the feedstock, with the potential to reduce even more in the future. SAF can be made from a wide variety of sources: cover crops and other nonedible plants, agricultural and forestry waste, non-recyclable municipal waste, industrial plant off-gassing and other feedstocks.

    As part of the project, a techno-economic assessment was conducted in Cambodia, Indonesia, Lao PDR, Malaysia, Philippines, Thailand, and Vietnam, focusing on feedstock availability, technology pathways, carbon intensity, logistics, environmental and social aspects, institutional frameworks, and financial assessment.

    With improvements in economic feasibility, SAF production in ASEAN could surpass regional demand, enabling exports both within and beyond ASEAN.

    The expansion of SAF feedstock supply is expected to stem from enhanced farming practices and large-scale biomass utilisation rather than land expansion. The report emphasised that mechanisation, improved irrigation, and R&D in crop optimisation could boost feedstock availability without increasing deforestation or land conversion.

    Beyond environmental benefits, the project highlighted SAF’s role in fostering gender equality and economic development. The SAF sector offers opportunities for job creation, upskilling, and workforce diversification, with a strong emphasis on inclusive participation of women and marginalised communities.

    Deputy Secretary-General for the ASEAN Economic Community, Satvinder Singh, commended the initiative, stating: “This initiative marks a significant step in advancing ASEAN’s commitment to sustainable aviation. By leveraging regional resources and innovation, we are not only addressing environmental challenges but also driving economic growth and enhancing energy security. The successful completion of this project underscores ASEAN’s capacity for effective collaboration in tackling climate challenges while creating new opportunities for our communities.”

    CTIF Project Manager Hendry Predy also commented on the initiative stating “CTIF technical assistance supported Southeast Asia countries with a project to improve the ability of the energy sector to assess the reliability of the upstream feedstock supply and the potential for sustained use and production within the region. The recommendations from the proposed project informed on the future development and operation of the pilot areas in selected member countries (Cambodia, Lao PDR, Indonesia, Malaysia, the Philippines, Thailand, and Vietnam) to convert agricultural waste and residues to SAF. The project and recommendations supported the ASEAN Secretariat in ascertaining the reliability of feedstock supply for renewable fuels.”

    Sharmine Tan, Boeing’s regional sustainability lead for Southeast Asia said “SAF is the biggest opportunity to cut aviation emissions over the next 30 years. This research highlights Southeast Asia’s rich SAF feedstock potential, positioning the region as a key player in meeting global SAF demand. To unlock this potential, governments and industry must act decisively, harmonise sustainability policies, invest in infrastructure, and scale local production to build a robust regional SAF ecosystem. Southeast Asia has a unique opportunity to lead sustainable aviation while driving economic growth and environmental stewardship.”

    Sachin Narang, GHD’s Executive Advisor – Energy and Infrastructure, said, “The successful completion of this project represents a major milestone in ASEAN’s journey toward sustainable aviation. The insights gained will serve as a foundation for future SAF initiatives, investments, and policy development across the region.”

    The ASEAN Secretariat, together with its partners, invites continued collaboration with governments, industry leaders, research institutions, and investors to support the regional transition to SAF. Building on the findings of this project, the next phase will focus on areas such as enabling policy development, strengthening technical capacity, and mobilising investment to support SAF deployment, among other collaborative efforts. Together, ASEAN governments, businesses and communities can help shape a sustainable aviation future that contributes meaningfully to regional and global sustainability goals.

    Stars of the stage and screen taking part in plans to mark the 80th anniversary of the end of the Second World War have been announced today, as we reach one month to go until an unforgettable national event.

    The National Theatre’s new film ‘The Next Morning’, written by stage and screen writer James Graham for the occasion, will feature award-winning actors Julian Glover, Siân Phillips, and Joseph Mydell.

    Released online on 8 May, the short film will take viewers through a series of intimate, interconnected stories, exploring intergenerational perspectives on the end of the Second World War.

    It will connect young people today with the experiences of an older generation, all of whom carry different memories of the war, helping them to understand the resilience of those that came before them, and uncover deeply personal histories that challenge their perceptions of the past. The film will also be made available alongside resources for schools.

    Culture Secretary Lisa Nandy said:

    It is absolutely right that we ensure that the stories of those who lived through and fought in the Second World War are remembered by generations to come.

    Through the National Theatre, the VE Day 80 concert and our UK wide exhibition, we will bring to life the stories of those no longer with us so that the next generation are able to honour their sacrifice and recognise the legacy of peace that they fought to secure.

    Elsewhere, stars of stage and screen will take part in a major VE Day 80 concert on Thursday 8 May. The concert will be broadcast live on BBC One at 8pm and will include performances, readings and poignant moments that will tell the story of VE Day and the nation’s reaction to the end of the Second World War 80 years ago.

    More than 12,500 people are expected to be be in attendance, including a number of Second World War veterans.Tickets for the VE Day 80 concert are being allocated to people across the country from the networks of organisations connected to VE Day including the Royal British Legion, British Evacuees Association and Commonwealth War Graves Commission. More than 2,500 young people including all 12 Uniformed Youth groups, Duke of Edinburgh ambassadors, #iwill ambassadors and Commonwealth Scholars will also watch the concert live on Horse Guards Parade to ensure that the legacy of the stories of our veterans are saved for the next generation.

    To bring the commemorations to communities across the country, the Commonwealth War Graves Commission (CWGC) will kick off the ‘For Evermore Tour’ that will see a UK interactive mobile exhibition bring to life Second World War histories and stories. The tour will begin in Coventry, the city that suffered the single most concentrated air attack on a British city during the Second World War and then travel to iconic locations and landmarks across the UK. Events will be held internationally at several commemorative sites in Hong Kong, Singapore and Thailand, highlighting the global stories of all those who fought for the UK and Commonwealth in the Second World War.

    At the heart of the tour is the Commonwealth War Graves’ Torch for Peace, an enduring symbol, honouring the contributions made by individuals, which will act as a baton to pass and share stories to future generations.

    The events and exhibitions will run alongside the government’s national programme to mark the 80th anniversaries of VE Day and VJ Day which includes a Military procession and flypast of current and historic military aircraft, the return of the poppies to the Tower of London and a nationwide call for families to delve into their lofts and discover their own Second World War stories.

    Director General of the Commonwealth War Graves Commission Claire Horton CBE said:

    Stories of individual people whose lives were cut short by conflict must be told and shared, their contribution provides the human connection to an important aspect of our global history.

    For us, the VE and VJ 80th commemorations are a pivotal moment to come together and remember the immense loss of life during the Second World War – a devastating and deadly conflict that impacted people of all ages and from all corners of the world.

    At the heart of the tour – and joining many of the national ceremonial events – is the Commonwealth War Graves Torch for Peace. The lit torch is an enduring symbol, honouring the contributions made by individuals, yet it is also a baton to pass the responsibility of commemoration to future generations – helping us acknowledge our shared histories and complex pasts.

    overnor Kathy Hochul today announced that the project to transform the Sullivan County International Airport into a modern, state-of-the-art gateway that will fuel economic growth and tourism in the Catskill Region is in its final stages and on track for completion this spring. The project, which started in March 2023, was awarded $18.5 million from the Governor’s $230 million Upstate Airport Economic Development and Revitalization Competition, with the funding administered by the New York State Department of Transportation. Under construction is a modern, 15,000-square-foot, energy-efficient terminal facility that will replace an outdated, mid-20th-century building and provide an inviting space for visitors, local businesses and community members alike.

    “Our airports serve as vital gateways to our communities that invite visitors and drive local economies by facilitating tourism and generating opportunities for business development,” Governor Hochul said. “The ongoing transformation happening at Sullivan County International Airport and the eight other airports that received funding from our revitalization initiative sends a signal that our upstate cities and towns are open for business and available for community members and visitors to explore, enjoy and return to again and again.”

    Sullivan County International Airport is among nine Upstate airports receiving a share of $230 million in Governor Hochul’s latest round of Upstate Airport Economic Development and Revitalization Competition funding announced in September 2022. This funding is not only upgrading New York’s Upstate airports, but it is also enhancing their ability to compete on the national and global aviation stage.

    New York State Department of Transportation Commissioner Marie Therese Dominguez said, “With the final touches currently underway, the brand-new Sullivan County International Airport stands as a remarkable testament to Governor Hochul’s vision to elevate our Upstate airports to meet the expectations of 21st century travel. This stunning facility, complete with modern amenities including sustainable and cost-effective building features, is poised to emerge as a vibrant new gateway to the Catskill Region, broadening tourism and business opportunities in this historic and breathtaking region of New York State.”

    Assemblymember Paula Elaine Kay said, “The upgrades at the Sullivan County International Airport due to the Governor’s Upstate Airport Economic Development and Revitalization Competition Funding have been greatly needed and greatly anticipated. This project provides 260 new jobs for the hardworking people of Sullivan County, at a time when we are still reeling over the loss of 300 jobs at the PepsiCo plant in Liberty. These improvements, with its proximity to the Bethel Woods Center for the Performing Arts, the Monticello Motor Club, and Resorts World Catskills, will lead to increased tourism.     Opened in 1969, the terminal at Sullivan County International Airport, situated in White Lake near the village of Monticello and 90 miles from New York City, has long been a vital connector to the Catskill Mountains Region. Located near the historic site of the 1969 Woodstock Music Festival — now home to the Bethel Woods Center for the Arts — the airport links artists, entertainers and visitors to various cultural events and shows at the Center and other popular attractions in the area, including the popular Bagel Festival, numerous classic car shows and the breathtaking natural landscape of the area.

    The new spacious interior of the new structure will feature cost-effective laminated timber beams, as well as floor-to-ceiling windows that create a wide-open, sunlit interior, affording visitors with panoramic views of the Catskill Mountains and airport runway. The outdated, inefficient furnace has been replaced by an all-electric HVAC system utilizing high-efficiency heat pumps integrated with geothermal wells. A new restaurant and bar area, and an adjoining deck that overlooks the runway, lobby and outdoor patio will enhance the experience for today’s modern travelers and members of the public. A pilot’s lounge will cater to passengers and private aircraft users. Office spaces will also be available for aviation-related businesses, such as car rentals, and a new conference room will be accessible for various businesses, organizations and public use.

    The project is creating about 260 jobs. Work on the airport is on track for completion this Spring with improvements that include:

    • New and improved restrooms
    • Upgraded heating, ventilation and air conditioning systems
    • Geothermal wells to provide heating/cooling systems for terminal building
    • Upgraded terminal insulation, including windows and doors, to improve energy efficiency
    • Solar panels installation
    • Creation of pilot lounge, conference office areas and pilot planning areas
    • New furniture, fixtures and equipment
    • Replacement/upsizing of the existing septic system
    • Upgraded fire suppression water tank and pump distribution system
    • New electrical vehicle charging stations
    • Repaved and striped main parking lot

    In September 2022, Governor Hochul announced $230 million in awards to nine Upstate airports for revitalization projects that reimagine and further modernize airports across Upstate New York. The Upstate Airport Economic Development and Revitalization Competition is administered by the New York State Department of Transportation and was open to Upstate commercial passenger service airports and airports providing specialized service for commercial aircraft and/or corporate jets. Applicants were encouraged to apply for funding for a single project or a program of projects to help meet the demands of the 21st century. Projects submitted for review by eligible airports were evaluated based on established criteria, including but not limited to innovation in design, passenger amenities and experience, operational efficiencies and economic effectiveness for the airport’s region. In addition to Sullivan County International Airport, other awardees include: Albany International Airport, Watertown International Airport, Saratoga County Airport, Syracuse Hancock International Airport, Ogdensburg International Airport, Greater Binghamton Airport, Frederick Douglass Greater Rochester International Airport and the Adirondack Regional Airport.

                Ministry of Defence has signed a contract with Bharat Electronics Limited, Bengaluru for the acquisition of Electronic Warfare (EW) Suites and aircraft modification kits as well as their installation on Mi-17 V5 helicopters, along with associated equipment, for the Indian Air Force at an overall cost of Rs 2,385.36 crore. The contract, under Buy (Indian-Indigenously Designed Developed and Manufactured) category, was inked in the presence of Defence Secretary Shri Rajesh Kumar Singh in New Delhi on April 07, 2025.

                This state-of-the-art EW Suite will considerably enhance operational survivability of the helicopters in hostile environment. Majority of sub-assemblies and parts will be sourced from indigenous manufactures. The project will boost and encourage active participation of Indian electronics and associated industries, including MSMEs. The Suite for Mi-17 V5 is a significant leap forward in developing indigenous EW capabilities, making the country Aatmanirbhar in consonance with the Make-in-India initiative.

    Budget funding will help build Canberra’s international business and trade connections and grow the city’s visitor economy.

    This will continue to diversify the economy through the local tourism industry.

    It will create more local jobs and make it easier for international visitors to come to Canberra.

    More affordable air travel

    One priority is making it easier and cheaper to fly into Canberra.

    The Government will continue to invest in the Aviation Stimulus Fund to attract more direct domestic and international flights to and from the city.

    Investments made through this fund in 2023 gave the ACT economy a significant boost.

    Driving growth in international markets

    The Government is committed to bringing more leisure visitors to Canberra.

    Enhanced marketing, trade links and continued representation in Singapore, South-east Asia and India will help facilitate this.

    The United States is currently the ACT’s strongest international visitor market. This makes it a key growth market for many Canberra businesses.

    Building on last year’s trade mission, Budget investment will target in-market activity to provide growth opportunities in the US for the ACT’s tourism, trade and business sectors.

    Funding will also help promote Canberra tourism in China.

    The 2024–25 Budget will support the many Canberra‑based businesses with existing connections to these international markets, as well as those first entering them.

    Quality events in Canberra

    Canberra continues to attract quality international events.

    Budget funding will bring the British and Irish Lions Tour to Canberra on 9 July 2025, to play the ACT Brumbies.

    The British and Irish Lions Tour is the biggest rugby event outside of the Rugby World Cup.

    Improved signage

    Funding will improve signage around Canberra, including:

    • in ACT’s parks and nature reserves – a key drawcard for tourism
    • entrance signage along the Barton Highway – to improve the experience for those arriving in Canberra
    • wayfinding and other signage for major events like Floriade and the Enlighten Festival.

    Recognising Canberra

    The ACT Government will continue to sponsor the Canberra Region Tourism Awards.

    These allow the local tourism sector to be recognised nationally and elevate Canberra as a tourist destination.

    The Brand Canberra program will also be supported to continue promoting the city as a great place to live work and study.

    All these initiatives will continue to build Canberra’s profile as a tourism, trade and business destination.

    Gaza: Minister for Middle East statement on detention of two British MPs in Israel

    The Minister for the Middle East, Hamish Falconer, has delivered a statement to The House, following the detention of two British MPs in Israel.

    Madam Deputy Speaker, over the weekend, two Members of this House – the Member for Earley and Woodley and the Member for Sheffield Central – on a parliamentary delegation to Israel and the Occupied Palestinian Territories were detained and refused entry by the authorities.

    They had both been granted entry clearance in advance of travelling to Israel.

    On arrival in Tel Aviv at 2.30pm local time, the two Hon Members were held in immigration for six hours. When I spoke to them at 8.30pm, they believed they were to be detained overnight without their mobile phones.

    While the situation was ongoing on Saturday night, the Foreign Secretary spoke to his counterpart, the Israeli Foreign Minister and I spoke with the Deputy Foreign Minister and the Israeli Ambassador.

    Following that intervention, both were released from detention but their entry was still denied.

    Foreign Office officials supported the two MPs and their staff at the airport as soon as they were alerted to the situation.

     After a public statement at 10pm from the Israeli Immigration Authority, they were then flown back in the early hours of Sunday morning.

    It is my understanding that this is first time a British MP has been barred from entering Israel.

    That decision appears to have been taken on the basis of the comments made in this Chamber.

    As the Foreign Secretary has made clear, and as I’m sure almost every member of this House will agree, their treatment is unacceptable and it is deeply concerning.

    It is no way to treat democratically elected representatives of a close partner nation. We have made this clear at the highest levels in Israel.

    I pay tribute to the contributions that both members have made to this place since they were elected.

    I know they both believe in a two-state solution. They have our support and solidarity.

    The Foreign Secretary spoke to both MPs while they were in Israel and I met with them earlier today. They have behaved with great dignity.

    They were part of a delegation visiting humanitarian projects amid the appalling situation in Gaza and a dangerous and deteriorating situation in the Occupied West Bank.

    They were going to see for themselves what is taking place in the Occupied Territories and to meet those directly affected by the shocking rise in settler violence.

    Such visits are commonplace for MPs from across this House and from all parties.

    Indeed, I’m told that more than 161 Members of Parliament have conducted such visits.

    They enrich the knowledge and experience of us as legislators and representatives. They create connections with countries, political counterparts and civil society.

    Indeed, I note that both organisations – Medical Aid for Palestinians and Council on Arab British Understanding – have supported visits involving Members from all the main political parties – including the benches opposite.

    All Members should therefore be worried by what this decision means and the precedent it sets.

    So our message to the Israeli government is not just that this is wrong, but that it is counterproductive.

    We have warned them that actions like this will only damage the image of the Israeli government in the eyes of Honourable Members across the House.

    Mr Speaker, amid this unnecessary and unwelcome decision, the bloodshed continues in Gaza.

    The hostages are still held by Hamas. Essential aid is still blocked by Israel. And yet more innocent Palestinians are suffering.

    The killing of 15 paramedics and rescue workers in Rafah on March the 23rd was one of the deadliest attacks on humanitarian staff since the war began.

    Madam Deputy Speaker, these deaths are an outrage and we must see this incident investigated transparently and those responsible held to account. Our thoughts remain with the victims and their families.

    We will not go quiet in our calls for the violence to stop and in our demands for humanitarian workers and civilians to be protected. We urge all parties to return to ceasefire negotiations.

    It is clear that this conflict cannot be won by bombs and bullets, but by diplomacy. A ceasefire is the only way we will bring the conflict to an end and return to negotiations for a lasting peace in the region.

    This is the only way we can end the needless loss of humanitarian workers striving to alleviate suffering.

    And it is the only pathway towards a two-state solution that we all want to see, where Israelis and Palestinians can live in peace and security. I know Honourable Members across this House will continue to work towards that goal.

  • MIL-OSI USA: Proposals Sought for New Cruise Terminal in Buffalo

    overnor Kathy Hochul today announced the state is moving forward with plans to bring Great Lakes cruises to Buffalo. A Request for Proposals was issued today by the state’s Erie Canal Harbor Development Corporation seeking proposals to design, develop and create a new cruise terminal to support Great Lakes cruise operations at Slip 2 on the Outer Harbor. Based on expressed interest by cruise companies, it is expected that Buffalo could serve as a port as early as 2027. This request follows ECHDC’s previously completed Market Demand Study for the cruise industry in Buffalo, which is available on the Empire State Development website. Proposals must be submitted to ESD by May 7 at 2 p.m. with an anticipated contract start date in June 2025.

    “Adding Buffalo as a terminal on a Great Lakes cruise itinerary is a tremendous opportunity for the City of Buffalo and Western New York,” Governor Hochul said. “Buffalo is well-positioned as a destination in the growing industry, allowing the city and region to benefit from the increased visitors and resulting positive economic impact. New York State is committed to providing the facilities needed to accommodate the cruise operations and ensure smooth sailing ahead.”

    The project aims to reimagine the current site for cruise ship docking for both domestic and international travel. Site improvements will include upgrades to seawall shoring; site remediation; improved public access; landscaping, drainage, lighting, and a small parking lot. The scope of work also includes design of one or two small, single-story buildings for customs processing and public restroom facilities.

    In 2024, ECHDC completed a Market Demand Study for the cruise ship industry in Buffalo, that focused on the potential and viability for Buffalo to become a destination for cruise lines already touring the Great Lakes. The study also analyzed six potential locations along the Buffalo waterfront that could support cruise operations. The recommended site for this is at the south berth space of Slip 2, near the former location of the Pier Restaurant that was demolished in 2007. ECHDC used this study to initiate conversations with several Great Lakes cruise lines to bolster the city’s potential as a cruise destination. Based on these conversations, ECHDC is issuing this RFP for a consultant to work with ECHDC and various state, federal, and local agencies to develop a comprehensive site plan to support cruise operations. The building and site design will be reflective of the aesthetic created by previous ECHDC projects at the nearby Bell Slip and Wilkeson Pointe.

    While a small subset of the cruise ship industry, the Great Lakes cruise sector has nearly tripled its total passenger numbers—from 9,000 in 2010 to more than 25,000 in 2023. The post-COVID growth of the industry is expected to continue, with larger numbers of passengers, vessels, revenues, and related activities in Great Lakes port cities. Cleveland, Milwaukee, Duluth, Detroit, and other coastal cities are already taking advantage of these upward trends. Buffalo’s strategic position at the southern end of the Welland Canal – the only access point for cruise ships into the Great Lakes from the St. Lawrence River – coupled with its unique attractions and assets make the destination a logical stopover point. Given Buffalo’s variety of tourist sites, airports, hotels, and access to consumers within a four- to six-hour drive, the community has in place the primary destination infrastructure necessary to support homeport status, meaning starting or ending a cruise itinerary, activities as well.

    Erie Canal Harbor Development Corporation Chairperson Joan Kesner said, “With a cruise terminal on the Outer Harbor, Buffalo can play an important and growing role as a unique, seasonal destination for small vessels across the industry, whether luxury, expedition, or niche market cruises. Governor Hochul recognizes the tremendous cultural, architectural, and other assets our region offers and now we’re ready to share them with the rest of the world.”

    Empire State Development President, CEO and Commissioner Hope Knight said, “Buffalo offers diverse cultural and historical experiences, making it ideal for cruise operations and their customers on the Great Lakes. As we take the first step toward establishing a cruise terminal on the Outer Harbor, we are also taking steps toward contributing to economic development in a new industry for Western New York by the associated boost in local tourism that will support local businesses and create new jobs.”

    The Buffalo waterfront and its development are priorities for Governor Hochul, with today’s announcement being the latest milestone in a series of her Buffalo waterfront announcements. Construction on the Wilkeson Pointe Improvement Project on the Outer Harbor and the Gateway Building at Canalside are slated to be complete by Memorial Day with the Waterway of Change exhibit at the Longshed also opening then. The Slip 2 ecosystem restoration continues this summer with the North Aud Block and Terminal B water’s edge project in the planning phase. Terminal B and the Bell Slip were completed last year.

    State Senator April Baskin said, “I applaud Governor Hochul for her forward thinking in developing a cruise terminal on the Outer Harbor and the economic impact it will undoubtedly have on tourism in Western New York. I value any economic development, and this project is uniquely positioned to highlight the beautiful assets only our area can tout.”

    Assemblymember Jon D. Rivera said, “Reimagining Buffalo’s Outer Harbor to allow for Great Lakes Cruises will give locals and visitors the chance to explore what makes Western New York special. This project is yet another way we can chart our own course using natural resources to expand the blue economy in Buffalo and along other port cities. I look forward to seeing this site grow into another tourism asset on our Great Lakes thanks to the leadership of Governor Hochul.”

    Erie County Executive Mark C. Poloncarz said, “It makes tremendous sense to include Buffalo as a port on the Great Lakes Cruise schedule and is another way that Erie County can showcase all that it has to offer. This plan will bring more visitors to our area to enjoy our restaurants, sports teams, shopping and recreation. I thank Governor Hochul for moving this plan forward and I look forward to cruise ships full of tourists arriving here.”

  • MIL-OSI USA: Rare Crystal Shape Found to Increase the Strength of 3D-Printed Metal

    Andrew Iams saw something strange while looking through his electron microscope. He was examining a sliver of a new aluminum alloy at the atomic scale, searching for the key to its strength, when he noticed that the atoms were arranged in an extremely unusual pattern. “That’s when I started to get excited,” said Iams, a materials research engineer, “because I thought I might be looking at a quasicrystal.”

    Not only did he find quasicrystals in this aluminum alloy, but he and his colleagues at the National Institute of Standards and Technology (NIST) found that these quasicrystals also make it stronger. They published their findings in the Journal of Alloys and Compounds.

    The alloy formed under the extreme conditions of metal 3D printing, a new way to make metal parts. Understanding this aluminum on the atomic scale will enable a whole new category of 3D-printed parts such as airplane components, heat exchangers and car chassis. It will also open the door to research on new aluminum alloys that use quasicrystals for strength.

    What Are Quasicrystals?

    Quasicrystals are like ordinary crystals but with a few key differences.

    A traditional crystal is any solid made of atoms or molecules in repeating patterns. Table salt is a common crystal, for example. Salt’s atoms connect to make cubes, and those microscopic cubes connect to form bigger cubes that are large enough to see with the naked eye.

    This Penrose tile pattern has some of the same properties as quasicrystals. Even though the image is made of a few identical basic shapes, the overall pattern never repeats.

    There are only 230 possible ways for atoms to form repeating crystal patterns. Quasicrystals don’t fit into any of them. Their unique shape lets them form a pattern that fills the space, but never repeats.

    Dan Shechtman, a materials scientist at Technion-Israel Institute of Technology, discovered quasicrystals while on sabbatical at NIST in the 1980s. Many scientists at the time thought his research was flawed because the new crystal shapes he found weren’t possible under the normal rules for crystals. But through careful research, Shechtman proved beyond a doubt that this new type of crystal existed, revolutionizing the science of crystallography and winning the chemistry Nobel Prize in 2011.

    Working in the same building as Shechtman decades later, Andrew Iams found his own quasicrystals in 3D-printed aluminum.

    How Does Metal 3D Printing Work?

    There are a few different ways to 3D-print metals, but the most common is called “powder bed fusion.” It works like this: Metal powder is spread evenly in a thin layer. Then a powerful laser moves over the powder, melting it together. After the first layer is finished, a new layer of powder is spread on top and the process repeats. One layer at a time, the laser melts the powder into a solid shape.

    3D printing creates shapes that would be impossible with any other method. For example, in 2015 GE designed fuel nozzles for airplane engines that could only be made with metal 3D printing. The new nozzle was a huge improvement. Its complex shape came out of the printer as a single lightweight part. In contrast, the previous version had to be assembled from 20 separate pieces and was 25% heavier. To date, GE has printed tens of thousands of these fuel nozzles, showing that metal 3D printing can be commercially successful.

    One of the limitations of metal 3D printing is that it only works with a handful of metals. “High-strength aluminum alloys are almost impossible to print,” says NIST physicist Fan Zhang, a co-author on the paper. “They tend to develop cracks, which make them unusable.”

    Why Is It Hard to Print Aluminum?

    Normal aluminum melts at temperatures of around 700 degrees C. The lasers in a 3D printer must raise the temperature much, much higher: past the metal’s boiling point, 2,470 degrees C. This changes a lot of the properties of the metal, particularly since aluminum heats up and cools down faster than other metals.

    In 2017, a team at HRL Laboratories, based in California, and UC Santa Barbara discovered a high-strength aluminum alloy that could be 3D printed. They found that adding zirconium to the aluminum powder prevented the 3D-printed parts from cracking, resulting in a strong alloy.

    The NIST researchers set out to understand this new, commercially available 3D-printed aluminum-zirconium alloy on the atomic scale. “In order to trust this new metal enough to use in critical components such as military aircraft parts, we need a deep understanding of how the atoms fit together,” said Zhang.

    The NIST team wanted to know what made this metal so strong. Part of the answer, it turned out, was quasicrystals.

    How Do Quasicrystals Make Aluminum Stronger?

    In metals, perfect crystals are weak. The regular patterns of perfect crystals make it easier for the atoms to slip past each other. When that happens, the metal bends, stretches or breaks. Quasicrystals break up the regular pattern of the aluminum crystals, causing defects that make the metal stronger.

    The Measurement Science Behind Identifying a Quasicrystal

    When Iams looked at the crystals from just the right angle, he saw that they had fivefold rotational symmetry. That means there are five ways to rotate the crystal around an axis so that it looks the same.

    “Fivefold symmetry is very rare. That was the telltale sign that we might have a quasicrystal,” said Iams. “But we couldn’t completely convince ourselves until we got the measurements right.” To confirm they had a quasicrystal, Iams had to carefully rotate the crystal under the microscope and show that it also had threefold symmetry and twofold symmetry from two different angles.

    “Now that we have this finding, I think it will open up a new approach to alloy design,” says Zhang. “We’ve shown that quasicrystals can make aluminum stronger. Now people might try to create them intentionally in future alloys.”

    CHEYENNE, Wyo. – The Wyoming Army National Guard’s Army Aviation Support Facility achieved the second-highest operational readiness ranking for the 2024 fiscal year and secured the number one spot for the first quarter of the 2025 fiscal year.

    The achievement is the result of optimized work schedules, a dedicated maintenance team, and a focus on crew readiness, according to Maj. Lauren Gurney, commander of Golf Company, 2nd Battalion, 211th Aviation Regiment, and facility commander.

    “Our Soldiers are the foundation of our success,” Gurney said. “We’ve been able to implement optimized work schedules that maximize maintenance windows and flight training periods, allowing us to maintain high aircraft availability and ensure our crews are always ready.”

    The Wyoming Army Guard Aviation unit plays a role in state and federal missions, including search and rescue operations. Through strategic scheduling, the unit has enhanced its response time by 22% over previous years.

    “Our 24/7 coverage capability ensures that our crews are well-rested and prepared to serve as a sword and shield for the state,” Gurney said. “This improvement in response time directly contributes to our effectiveness in time-sensitive situations.”

    Maintaining this high level of readiness presents challenges, including budget constraints and the risk of personnel burnout. The unit has adopted a team-based approach to rotating crews and utilizing flight training periods to mitigate these concerns.

    Sgt. 1st Class Keith Snipes, production noncommissioned officer in charge at AASF, emphasized the importance of tracking aircraft maintenance and availability.

    “We use the Army’s Aircraft Notebook system to monitor the operational status of each aircraft,” Snipes said. “This allows us to project flight schedules and maintenance needs efficiently, ensuring our aircraft remain mission ready. During the first quarter of fiscal year 2025, we achieved a 94 percent operational readiness rate—14 percent above the Department of the Army’s standard for National Guard units.”

    Col. Dane Rodgers, state Army aviation officer for the Wyoming Army Guard, highlighted the risk assessment process that supports both safety and readiness.

    “Our risk assessment process is continuous, from mission receipt to execution,” Rodgers said. “Pilots and their aircrews conduct a comprehensive review of crew conditions, weather and mission specifics before every flight. This information is then evaluated by mission briefers and higher command to ensure that risks are mitigated before approval.”

    A key factor in the unit’s success is its highly skilled team of maintainers and aircrew, including specialists like Spc. Paxton Hunt, an aircraft mechanic and crew chief at AASF.

    “Everyone here takes ownership of their assigned aircraft, which fosters a strong sense of responsibility and accountability,” Hunt said. “We work as a team to ensure all aircraft are mission ready at all times. Preventative maintenance, including routine inspections and major overhauls, plays a huge role in keeping our aircraft in peak condition.”

    Looking ahead, Gurney emphasized that the primary goal is not just to maintain top rankings but to ensure long-term operational safety and effectiveness.

    “Our priority is always the safety of our crews and aircraft,” Gurney said. “While achieving a high operational readiness ranking is a significant accomplishment, our true success lies in ensuring that every Soldier returns home safely after every mission.”
