  • MIL-OSI China: ECB cuts rates by 25 basis points as inflation fades

    The European Central Bank (ECB) decided on Thursday to lower three key interest rates by 25 basis points, its third rates cut this year, saying that disinflationary process is “well on track.”

    The interest rates on the deposit facility, the main refinancing operations and the marginal lending facility will be decreased to 3.25 percent, 3.4 percent and 3.65 percent respectively, with effect from Oct. 23.

    The ECB does not expect recession in the eurozone despite economic difficulties in some states, the bank’s President Christine Lagarde said at a press conference after the ECB Governing Council meeting in Slovenia.

    The decision to cut interest rates is based on the bank’s updated assessment of the inflation outlook, the dynamics of underlying inflation and the strength of monetary policy transmission, she said. “The incoming information on inflation shows that the disinflationary process is well on track.”

    Despite predicted inflation rise in the coming months, Lagarde said the ECB is determined to ensure that inflation return to the 2-percent medium term target in the course of next year. “We will keep policy rates sufficiently restricted for as long as necessary to achieve this aim.”

    The eurozone’s annual inflation rate is projected to drop to 1.8 percent in September, down from 2.2 percent in August, according to Eurostat. This marks the first time in three years that inflation has fallen below the ECB’s target.

    Lagarde did not specify when further rate cuts might be expected, noting that decisions are data-dependent.

    The next ECB Governing Council monetary policy meeting is scheduled for Dec. 12 in Frankfurt.

    The ECB cut key interest rates for the first time in five years by 25 basis points in June and again in September.

    From 14 to 17 October 2024, a delegation from Albania’s Central Election Commission (CEC), including representatives from the Regulatory Commission and the technical staff, conducted a study visit to Sarajevo, focused on the administration of the out-of-country voting. The visit – organized by the OSCE Presence – comes at a crucial time for Albania, as the CEC is drafting secondary legislation to facilitate the participation of Albanian citizens living abroad in the 2025 parliamentary elections.
    The Albanian delegation met with representatives of Bosnia and Herzegovina’s Central Election Commission, officials overseeing the election counting process, and representatives of the OSCE Mission to Bosnia and Herzegovina. During the meetings, participants discussed the rules and procedures for out-of-country voting, focusing on voter registration for citizens living abroad, the preparation of voter lists, voting procedures, tabulation of results, and the use of new technology. The Albanian officials were introduced to Bosnia and Herzegovina’s nearly three decades of experience in implementing out-of-country voting, including challenges faced and the solutions developed over the years. Special emphasis was placed on the recent local elections, where measures were taken to enhance the integrity and inclusiveness of voting from abroad.
    The OSCE Presence in Albania organized the visit as part of its “Support to electoral reform and processes in Albania” project funded by Sweden, Switzerland, the U.S. Mission to the OSCE and Poland.

  • MIL-OSI Security: Over 6 million illegally exported pills seized in international operation against drug trafficking network

    The criminal group, which operated throughout Europe, bought pills from other criminal networks in Serbia. The pills, used to treat anxiety, seizures and insomnia, were then hidden in tyres, in cars, which were transported on lorries, and in clothing to be taken to Romania and Estonia. After arriving in Romania or Estonia, the pills were transported on to the Nordic countries. Members of the criminal group in Finland and Norway acted as distributors and sold the pills on the streets. The sale of the pills was highly profitable for the criminal group. The pills seized during the operations done by the national authorities has a market value of approximately EUR 12.5 million.

    To dismantle the intricate network of criminals, the Romanian authorities launched an investigation into the group. Given the transnational nature of the criminal group, with activities in Romania, Estonia, Finland, and Serbia, international cooperation between the authorities started, supported by Eurojust and Europol.

    A joint investigation team (JIT) was set up at Eurojust between Romanian, Estonian, Finnish and Serbian authorities to collect and exchange information and evidence directly, and carry out joint operations.

    To investigate the activity of the criminal group, special investigative techniques such as control delivery and undercover investigator were successfully used by the authorities of all the countries involved. To this end, Eurojust facilitated the coordination and execution in Hungary, Slovakia, Poland, Lithuania and Latvia of European Investigation Orders issued by Romania. Following these actions, 39 people were arrested, and more than 4 million prescription pills were seized.

    After these measures, the JIT continued their investigations to halt the activities of the criminal group and bring them to justice.

    A large-scale international operation on 17 October coordinated from Eurojust’s headquarters in The Hague, led to the arrest of 14 people in Romania, 11 people in Serbia and 1 person in Finland. 41 houses searches were carried out simultaneously in Romania, 19 in Serbia and one in Finland.

    Items seized during the operation include large quantities of pills, cash, mobile phones, firearms and luxury cars. 2 houses have been also seized in Romania. Europol facilitated the overall operation by liaising with the operating authorities, processing the available data and deploying two specialists with mobile offices to support the action day.

    The Bulgarian Customs Agency (BCA) has terminated a transparent public procurement procedure for scanning equipment (CCEI: 2021-BG-BCROSS 101079791), funded primarily by the EU Customs Control Equipment Instrument (CCEI) grant. Instead, the BCA has opted for a secretive procedure involving direct negotiations with an undisclosed partner, which raises serious concerns about Bulgaria’s commitment to the rule of law and its prospects for becoming a full member of the Schengen area. This has also raised legitimate security concerns due to the lack of transparency regarding the equipment supplier.

    The BCA is adamant that all procedural steps are in line with EU and Bulgarian law. However, it did deviate from the transparency obligations outlined in Directive 2014/24/EU[1], citing national security reasons. The BCA also asserts that it coordinated the process closely with the Commission.

    Given the foregoing:

    • 1.Does the Commission agree that the acquisition of CCEI-funded scanning equipment can justify a secretive procedure without transparency for intelligence purposes?
    • 2.Why is the derogation for national security interests applicable here, when similar equipment has been acquired transparently under other CCEI procedures?
    • 3.How will the Commission ensure that potentially illegal actions of BCA officials do not endanger Bulgaria’s prospects of joining the Schengen area and harm taxpayers’ interests?

    On Friday, October 18, the Minister of National Defense participated in the second day of the meeting of NATO defense ministers in Brussels. – During the session, we also discussed matters concerning the upcoming events, analyzing the geopolitical situation. There is full unity of the Alliance here. This is my next meeting and I see that this integration of the Alliance, as well as the desire for greater spending, is becoming more and more common. This ambitious plan is not related to 2%, because it is the minimum, but it is to be the starting point. The ambition plan that Poland has set for itself, 4.7% of GDP next year, the highest among all OTAN countries. This commands great respect here and many countries follow Poland. I am not talking only about the countries of NATO’s eastern flank, but also the countries of southern Europe are changing their strategy – informed the Deputy Prime Minister. During the session of the North Atlantic Council on deterrence and defence, the heads of defence ministries summed up the key issues for Poland related to building the capabilities necessary for collective defence in our region, such as: logistics, development of capabilities, air and missile defence and increasing the readiness of forces. – I also spoke in bilateral meetings with the ministers of the Baltic states. We talked about the challenges for the new commissioner for defence. He comes from our region, from the eastern flank of NATO, so here we see a big chance to get a real budget – the vice prime minister emphasized, W. Kosiniak-Kamysz. On the second day of his visit to Brussels, the vice prime minister W. Kosiniak-Kamysz held bilateral talks with John Healey, the Secretary of Defense of the United Kingdom, and Pirro Vengu, the Minister of Defense of Albania. – I also met with the Minister of Defense of Italy, Luxembourg, Albania, and I also talked to the Minister of Defense of the United Kingdom. We said goodbye to Secretary Austin, the US Secretary of Defense, because this is the last meeting of the Biden administration at this level. The head of this centre will be the very experienced General Ozga, who spent many years here in NATO. In the alliance, he will head the Education and Training Analysis Center OTAN-Ucrania, which was located in Bydgoszcz in February this year, and the declaration from the Washington summit confirmed this. We want to achieve initial operational capabilities in January 2025, and develop them to full capabilities over the next year. I called on all our allies to participate. It is good that a Pole will be at the head of this unit – emphasized the Deputy Prime Minister. Deputy Prime Minister W. Kosiniak-Kamysz informed that according to the CBOS survey, the Polish Army enjoys the highest level of public trust in history. – Finally, good news from Poland. The Polish Army enjoys the highest recognition in CBOS research. Never before has there been such a level, as much as 83% of trust in the Armed Forces of the Republic of Poland, in the history of research on support for various professional groups, various environments.     VICENZA, Italy – “You need to leave your computer desk and get into the warrior mentality,” said U.S. Army Sgt. 1st Class Fabricio Monterroso, electronic maintenance chief with U.S. Army Southern European Task Force, Africa (SETAF-AF). Such is the effort SETAF-AF soldiers need when preparing for the upcoming Expert Infantry, Soldier and Field Medical Badges (E3B) challenge.

    E3B is a grueling test with multiple graded tasks over a one-week period. It is the combination of the Expert Infantry Badge, Expert Field Medical Badge and Expert Soldier Badge. E3B takes place at Caserma Del Din, Vicenza, Italy on Oct. 21st and will feature participants from SETAF-AF, the 173rd Airborne Brigade, as well as units from Germany and foreign national partners.

    “Our role is to simply lend a hand,” said Monterroso. “We give our expertise, help in the training and give tips and tricks from when we went through it.”

    In order to assist participants this year, SETAF-AF’s Headquarters and Headquarters Battalion established an internal training plan. Additionally, a group of those who have already earned their badges have agreed to provide their own support and expertise during the training.

    Monterroso, serving as one of the trainers, has been stationed in Italy for two years, one with the 79th Theater Sustainment Command and one with SETAF-AF. Currently, he primarily serves with the communications directorate, ensuring successful network capabilities at exercises and security cooperation engagements in Africa.

    “SETAF-AF Soldiers don’t typically get exposed to as many ‘soldier tasks’ compared to candidates from the 173rd or others who are more infantry orientated,” said Monterroso. “So we decided to set up this internal train-up for one-week to familiarize them.”

    During the internal training week, soldiers get refreshed on a variety of essential tasks and skills such as medical knowledge, land navigation, weapon disassembly and other skills. Monterroso joined Sgt. 1st Class Rodd P. Simington and Capt. Joshua A. Salters in leading the land navigation portion.

    “We know they won’t learn everything, but you have to break that seal,” said Monterroso. “It certainly helped me when I went through it.”

    Monterroso is a member of the U.S. Army Reserve, one of many reservists and guardsmen who work at SETAF-AF on temporary active-duty orders. He said it was an incredible opportunity to compete for and obtain his Expert Soldier Badge.

    “When I first heard about it, I was very excited. As a reservist we don’t get a lot of chances to do stuff like E3B.” said Monterroso. “So when I heard about it back in 2022, I threw my hand up. But I had no expectations of actually badging.”

    For Monterroso, this was a challenge to see how he measured up both physically and mentally. As a former drill sergeant, this was a chance to prove to himself he could still do it, which was an opportunity he loved.

    “My train of thought was to simply throw myself in there,” said Monterroso. “Thanks to the internal train-up we had back then, I was able to improve upon many things like rucking and not be as shocked when doing the actual lanes.”

    Monterroso provides more to this year’s participants than simply training or expertise.

    “I don’t only train them up, of course; I’m boosting their morale,” said Monterroso. “I like to make sure everyone laughs even during training. They should have a good time and not be overwhelmed by just training all of the time.”

    As E3B approaches, Monterroso describes why every Soldier should participate in the grueling event.

    “Whether you think you will earn the badge or not, you should do it just for the experience,” said Monterroso. “It’s always good to throw yourself to the fire and see how you come out. E3B is a great way to test yourself and see where you are.”

    This year’s E3B is hosted by the 173rd Airborne Brigade and incudes Soldiers from across Europe, including partners and allies from Croatia, Italy, the Netherlands, Slovenia and Spain. E3B creates experts at all levels, across all organizations, increasing readiness and lethaity of Soldiers, teams, squaads ad platoons. These events are a key enabler to molding the force into professionals, while stressing commitment to every Soldier’s individual development.

    From 15 to 17 October 2024, the OSCE Transnational Threats Department’s Action against Terrorism Unit organized a training course for officials from Montenegro on how to use financial intelligence to effectively cut off terrorism financing channels in Bar, Montenegro. The event was organized with the support of the OSCE Mission to Montenegro and the United Nations Office on Drugs and Crime.
    The course brought together 15 representatives from the Montenegro Special State Prosecutor’s Office, the Police Directorate’s Financial Intelligence Unit and Organized Crime Department, and the Tax and Customs Administrations. Representatives gained valuable insights into both proactive and reactive analytical techniques, as well as investigative methods for financial investigations within the broader context of counter-terrorism operations.
    The training highlighted the critical role of collecting, managing and using financial intelligence in counter-terrorism efforts. It also included a component on virtual assets, with a focus on analyzing cryptocurrency transactions. A team of national trainers, previously trained by the OSCE and supported by international experts, led sessions focused on financial information analysis and application of various analytical techniques in counter-terrorism operations. The trainers also engaged inter-agency teams in practical exercises, covering the intelligence cycle, intelligence grading, and network and data analysis.
    The course is part of a comprehensive effort to further build Montenegro’s domestic framework to prevent terrorists from moving, using and raising funds for terrorist purposes, in line with international commitments and standards. This multiannual training programme is supported by the United States.

  • MIL-OSI Security: NATO Secretary General: Strengthening deterrence “top priority”

    NATO Defence Ministers wrapped up two days of talks on Friday (18 October) with a commitment to further support Ukraine, strengthen ties with partners in the Asia-Pacific and reinforce the Alliance’s deterrence and defence.

    “Strengthening our deterrence and defence is this Alliance’s top priority, because keeping our one billion people safe is NATO’s most sacred duty,” NATO Secretary General Mark Rutte said after the meeting. The Secretary General cited greater defence industrial capacity, more secure supply chains, and new technologies as critical to ensuring the Alliance’s security. Mr. Rutte added that NATO was making a fresh push for common munitions standards and more joint procurement to drive down costs and improve ease of use among Allies. NATO operations in the Western Balkans and Iraq were also on the agenda.

    Addressing the issue of Allied airspace breached by Russian drones, the Secretary General said that air and missile defence remains an Alliance priority. He highlighted the airspace violation in Romania yesterday and affirmed NATO’s solidarity with Romania, commending Romanian authorities and SACEUR for “their quick and effective response.” This was possible, in part, because NATO is stepping up surveillance on its eastern flank as part of a broader effort to reinforce deterrence. Mr Rutte went on to emphasise that Allies are purchasing hundreds of modern fighter aircraft and air defences systems.  

    Warning of Russia’s “increasingly irresponsible rhetoric”, the Secretary General said the Alliance’s nuclear deterrent remains “vital” to preserve peace, prevent coercion and deter aggression.

    On Thursday (17 October), NATO Defence Ministers were joined for the first time by their counterparts from Australia, Japan, the Republic of Korea and New Zealand for talks on common security challenges, including in the context of Ukraine and the support that China, North Korea, and Iran are providing to Russia’s war effort.

    Later on Thursday, Ukrainian President Volodymyr Zelensky joined Ministers in the NATO-Ukraine Council and provided an overview of his plan for ending the war. The discussion among Defence Ministers with their Ukrainian counterpart, Rustem Umerov, focused on Ukraine’s most urgent needs, including equipment and training. The Secretary General noted that work is well underway to set up NATO’s new command to coordinate security assistance and training for Ukraine, and to deliver on the pledge of 40 billion euros in military aid. He reiterated that Ukraine’s path to NATO membership is irreversible. “Ukraine will be member of NATO, there is no doubt about it, and until that happens we will make sure that Ukraine has everything it needs to prevail,” he said.

    GAD has shared information with European counterparts on our role supporting Scottish and UK governments in their management of public service pension provision.

    The Government Actuary’s Department (GAD) has shared insights into how we can help with various challenges facing the UK public sector pensions.

    Actuaries at GAD presented at the European Association of Public Sector Pension Institutions (EAPSPI) event, hosted by the Scottish Public Pensions Agency (SPPA) in Edinburgh.

    EAPSPI is a network of European organisations involved in public sector pensions. It provides a forum for the exchange of ideas, best practices and policy developments across various countries.

    Pension experts, policymakers, and stakeholders discussed issues around:

    • pension provision
    • reform
    • management

    Expertise and insights

    Delegates heard from GAD about insights into the actuarial valuation and cost control process for UK public service pension schemes.

    Attendees included representatives from various pension systems across Europe, allowing for a broad and comparative discussion on how different regions manage pension provision.

    GAD actuaries Greg Donaldson and Martin Smith presented detailed analyses of the cost control mechanism in place in the UK. This aims to maintain a fair balance of risk between the taxpayer and members of the schemes.

    One of the key themes of the event was comparing pension provision across different regions including the UK, Slovenia, Germany, Finland, Switzerland and Belgium.

    Martin Smith added: “It was interesting learning about the issues facing other European countries in terms of public sector pension provision and discussing how each were analysing and approaching such issues. The audience were very knowledgeable and were engaged with the sessions presented.”

    The French authorities must immediately stop the use of a discriminatory risk-scoring algorithm used by the French Social Security Agency’s National Family Allowance Fund (CNAF), which is used to detect overpayments and errors regarding benefit payments, Amnesty International said today.

    On 15 October, Amnesty International and fourteen other coalition partners led by La Quadrature du Net (LQDN) submitted a complaint to the Council of State, the highest administrative court in France, demanding the risk-scoring algorithmic system used by CNAF be stopped.  

    “From the outset, the risk-scoring system used by CNAF treats individuals who experience marginalization – those with disabilities, lone single parents who are mostly women, and those living in poverty – with suspicion. This system operates in direct opposition to human rights standards, violating the right to equality and non-discrimination and the right to privacy,” said Agnès Callamard, Secretary General at Amnesty International.

    In 2023, La Quadrature du Net (LQDN) got access to versions of the algorithm’s source code – a set of instructions written by programmers to create a software – thereby exposing the discriminatory nature of the system.

    Since 2011, CNAF has used a risk-scoring algorithm to identify people who are potentially committing benefits fraud by receiving overpayments. The algorithm assigns a risk score between zero and one to all recipients of family and housing benefits. The closer the score is to one, the higher the probability of being flagged for investigation.

    Overall, there are 32 million people in France living in households that receive a benefit from CNAF. Their sensitive personal data, as well as that of their family, is processed periodically, and a risk score is assigned.

    The criteria that increase one’s risk score include parameters which discriminate against vulnerable households, including being on a low income, being unemployed, living in a disadvantaged neighbourhood, spending a significant portion of income on rent, and working while having a disability. The details of those who are flagged due to having a high-risk score are compiled into a list that is investigated further by a fraud investigator.

    “While authorities herald the rollout of algorithmic technologies in social protection systems as a way to increase efficiency and detect fraud and errors, in practice, these systems flatten the realities of people’s lives. They work as extensive data-mining tools that stigmatize marginalized groups, and invade their privacy,” said Agnès Callamard.

    Amnesty International did not investigate specific cases of people flagged by the CNAF system. However, our investigations in Netherlands and Serbia suggest that using AI-powered systems and automation in the public sector enables mass surveillance: the amount of data that is collected is disproportionate to the purported aim of the system. Moreover, evidence by Amnesty International also exposed how many of these systems have been quite ineffective at actually doing what they purport to do—whether it be identifying fraud or errors in the benefits system.

    While authorities herald the rollout of algorithmic technologies in social protection systems as a way to increase efficiency and detect fraud and errors, in practice, these systems flatten the realities of people’s lives. They work as extensive data-mining tools that stigmatize marginalized groups, and invade their privacy.

    It has also been argued that the scale of errors or fraud in benefits system has been exaggerated to justify the development of such tech systems, often leading to discriminatory or racist or sexist targeting of particular groups, particularly migrants and refugees.

    Over the past year, France has been actively promoting itself internationally as the next hub for artificial intelligence (AI) technologies, culminating in a summit scheduled for February 2025. At the same time, France has also been legalizing mass surveillance technologies and has consistently undermined the EU’s AI Act negotiations.

    “France is relying on a risk-scoring algorithmic system for social benefits that highlights, sustains and enshrines the bureaucracy’s prejudices and discrimination. Instead, France should ensure that it complies with its human rights obligations in the first place that of non-discrimination. The authorities must address current and existing AI-related harms amid the country’s quest to become a global AI hub,” said Agnès Callamard.

    Under the newly adopted European Artificial Intelligence Regulation (AI Act), AI systems used by authorities to determine access to essential public services and benefits are considered to pose high risk to rights, health and safety of people. Therefore, they must meet strict technical, transparency and governance rules, including an obligation on deployers to carry out an assessment of human rights risks and guarantee mitigation measures before deployment.

    In the meantime, certain systems, such as those used for social scoring, are considered to pose unacceptable level of risk and therefore must be banned.

    It is unfortunate that EU lawmakers have been vague in explicitly defining social scoring within the AI Act. The European Commission must ensure that its upcoming guidelines provide a clear and enforceable interpretation of the social scoring ban, especially as it applies to discriminatory fraud detection and risk-scoring systems.

    It is currently unclear whether the system used by CNAF qualifies as a social scoring system due to a lack of clarity in the AI Act on what constitutes such a system.

    “It is unfortunate that EU lawmakers have been vague in explicitly defining social scoring within the AI Act. The European Commission must ensure that its upcoming guidelines provide a clear and enforceable interpretation of the social scoring ban, especially as it applies to discriminatory fraud detection and risk-scoring systems,” said Agnès Callamard.

    Regardless of its classification under the AI Act, all evidence suggests that the system used by CNAF is discriminatory. It is essential that authorities stop employing it and scrutinize biased practices that are inherently harmful especially to marginalized communities seeking social benefits.

    Background

    The European Commission will issue guidance on how to interpret the prohibitions in the AI Act prior to their entry into force on 2 February 2025, including what would qualify as social scoring systems.

    In August 2024, the AI Act came into force. Amnesty International, as part of a civil society coalition led by the European Digital Rights Network (EDRi), has been calling for EU artificial intelligence regulation that protects and promotes human rights.

  • MIL-OSI USA: FACT SHEET: U.S. Achievements in the Global Fight Against  Corruption

    Corruption poses a grave and enduring threat to U.S. national interests and those of our partners. When officials abuse their entrusted power for personal or political gain, the interests of authoritarians and corrupt actors win – at the expense of citizens, honest businesses, and healthy societies. As the Biden-Harris Administration took office, this longstanding challenge had metastasized. In some countries, oligarchs were teaming up with foreign kleptocrats to warp policy and procurement decisions in exchange for kickbacks – with no accountability. Corrupt officials were laundering stolen assets through the U.S. and global financial systems, while local investigators were ill-equipped to follow the money. Reformers in countries saddled with corruption had scarce public resources to actually address development needs. The Biden-Harris Administration tacked these challenges starting Day One, to ensure democracy delivers and corrupt actors are held to account.
    The first National Security Study Memorandum of the Biden-Harris Administration established countering corruption as a “core U.S. national security interest,” leading to the issuance in December 2021 of the first United States Strategy on Countering Corruption. Since then, the United States has taken action at home and around the world to curb illicit finance, hold corrupt actors accountable, forge multilateral partnerships, and equip frontline leaders to take on transnational corruption. The result has been historic progress in protecting the U.S. financial system from money-laundering, including in the residential real estate sector, while enhancing corporate transparency. This Administration has mobilized record levels of foreign assistance dedicated to anti-corruption, including $339 million in Fiscal Year 2023 alone – almost double the yearly average during the previous four years. This new assistance has unlocked support for anti-corruption institutions, leveled the playing field for law-abiding businesses, enabled journalists to team up across borders, and more. Expanded law enforcement cooperation and capacity-building have generated convictions of corrupt actors as well as the seizure, forfeiture, and return of criminal proceeds, while new anti-corruption offices at the Department of State (State) and the U.S. Agency for International Development (USAID) energized diplomatic and stakeholder engagement. The United States imposed sanctions on more than 500 individuals and entities for corruption and related activities, and established – for the first time in any jurisdiction globally – a new visa restriction for those who enable corrupt activity.
    U.S. progress on anti-corruption has produced concrete benefits for the American people and stakeholders around the world – enhancing prosperity, economic security, safety, and democracy, as outlined below. To bolster and sustain this work, the U.S. government has also modernized its approach to addressing corruption as a cross-cutting priority. Today, Deputy National Security Advisor for International Economics Daleep Singh will highlight the benefits of this work to American businesses and workers at a White House anti-corruption roundtable with leaders from 15 major U.S. companies.
    Advancing economic opportunity abroad
    Improving the business enabling environment: U.S. assistance advanced governments’ capacity to prevent, detect, investigate, and prosecute corruption, while encouraging anti-bribery compliance. State expanded its Fiscal Transparency Innovation Fund – to help willing partners improve budget transparency – while holding countries to account for progress in its Fiscal Transparency Report. In the past two years alone, a newly expanded State-Federal Bureau of Investigations (FBI) program facilitated U.S. collaboration with foreign counterparts on more than 50 transnational corruption and money laundering cases with a U.S. nexus. In coordination with State, experienced legal advisors from the U.S. Department of Justice (DOJ) assisted foreign justice partners around the world in investigating and prosecuting corruption and money laundering cases, and recovering assets. And DOJ’s Kleptocracy Asset Recovery Initiative, in partnership with the FBI and the Department of Homeland Security, has recovered more than $1.7 billion and returned or assisted in returning more than $1.6 billion for the benefit of the people harmed by the corruption.
    Enforcing our bans on foreign bribery and money-laundering – and pressing other countries to do the same: To enable honest companies to compete overseas, the United States upheld its commitments under the OECD Anti-Bribery Convention by enforcing its foreign bribery and related laws and working with partners to monitor other countries’ progress in implementing the Convention, which celebrated its 25th anniversary in 2024. Since the start of the Administration, DOJ has imposed more than $3.5 billion in total monetary sanctions under the Foreign Corruption Practices Act (FCPA) in 16 corporate resolutions, and announced charges against more than 70 individuals. For instance, this April the former Comptroller General of Ecuador was convicted of money laundering relating to his receipt of over $10 million in bribes from, among others, the Brazil-based construction conglomerate Odebrecht S.A. The Securities and Exchange Commission continued civil enforcement of the FCPA, with approximately $1 billion in total monetary sanctions in 22 corporate resolutions, spanning conduct in 24 countries, since the start of the Administration. DOJ is also enforcing the recently enacted Foreign Extortion Prevention Act, which criminalizes demands for bribes by foreign officials from U.S. companies and others. In addition, this August DOJ announced a new Corporate Whistleblower Awards Pilot Program to uncover and prosecute corporate crime – with a particular focus on foreign and domestic corruption, as well as violations by financial institutions of their obligations to take steps to detect and deter money laundering.
    Seizing windows of opportunity: U.S. assistance has become more agile via the establishment of USAID’s Anti-Corruption Response Fund (providing flexible support to countries experiencing new opportunities or backsliding), the State-DOJ Global Anti-Corruption Rapid Response Fund (providing assistance and case mentoring to foreign partners on short notice), and USAID’s Democracy Delivers initiative (which has marshalled $500 million in funding from the United States and others to help reformers deliver, including on their anti-corruption commitments). These innovations, informed by USAID’s Dekleptification Guide, are enabling the U.S. government to more nimbly pivot toward environments where local momentum can be bolstered by outside assistance.
    Bolstering integrity in high-risk sectors: In April 2024, the United States and its partners launched the Blue Dot Network – a mechanism to certify infrastructure projects that have met global standards for quality and sustainability, including transparency in procurement and provisions to limit opportunities for corruption. The United States also supported the launch of PROTECT, a collective action project to address corruption risk in the supply chain for critical minerals.
    Strengthening corruption safeguards in the Indo-Pacific: In June, the United States and thirteen other partners held a signing ceremony, after concluding eight rounds of negotiations in record time, for the Indo-Pacific Economic Framework for Prosperity (IPEF) Fair Economy Agreement. The Agreement aims to create a more transparent, predictable trade and investment environment across IPEF partners’ markets, including through binding obligations to prevent and combat corruption. The Department of Commerce (Commerce) and State are accelerating implementation by offering new anti-corruption technical assistance to IPEF partners, including workshops on procurement corruption.
    Dialoguing with the private sector: In 2021, State launched the Galvanizing the Private Sector as Partners in Combatting Corruption initiative, which connects companies and governments to strengthen business integrity and encourage governance reform. Commerce’s International Trade Administration organized the 2024 forum of the Business Ethics for Asia-Pacific Economic Cooperation (APEC) Small and Medium Enterprises Initiative – the world’s largest public-private partnership on ethical business conduct – at which stakeholders formalized policy recommendations on business integrity in public procurement.
    Protecting the U.S. financial system from abuse
    Expanding corporate transparency: To deter kleptocrats and criminals from laundering money through anonymous shell companies, the Department of the Treasury (Treasury) operationalized a new filing system for certain companies operating in the United States to report their beneficial owners – the real people who own or control them – pursuant to the bipartisan Corporate Transparency Act. Treasury held hundreds of outreach events across all states and territories, reaching thousands of stakeholders, to enable companies to quickly and easily comply with this reporting requirement.
    Closing loopholes for money-laundering: Treasury finalized rules to close two major loopholes in the U.S. financial system: (1) to increase transparency in the U.S. residential real estate sector, to ensure that law-abiding homebuyers are not disadvantaged by individuals laundering their ill-gotten gains, and (2) to safeguard the investment adviser industry from illicit finance. Treasury also proposed a rule to modernize financial institutions’ anti-money-laundering/countering the financing of terrorism (AML/CFT) programs, to make them more effective and risk-based. Together, these rulemakings represent historic advances for the U.S. AML/CFT regime, in line with international standards, that will help the United States urge other countries to undertake similar reforms to curb illicit finance. The Biden-Harris Administration has also called on Congress to close even more loopholes that facilitate money-laundering by passing the ENABLERS Act.
    Blocking assets and denying entry to corrupt actors: Since the start of the Administration, Treasury has designated more than 500 individuals and entities for corruption and related activities, across six continents. That includes blocking the assets of 20 individuals and 48 companies in Fiscal Year 2024 for corruption in Afghanistan, Guatemala, Guyana, Paraguay, Western Balkans, and Zimbabwe. In tandem, State publicly issued corruption-related visa restrictions for 76 foreign officials and family members in Fiscal Year 2024, and 292 over the course of the Administration. These actions have protected the U.S. financial system from corrupt actors and promoted accountability in domestic jurisdictions. For example, just one week after the U.S. issuance of a public visa restriction on former Director of Bosnia-Herzegovina (BiH) Intelligence Services Osman Mehmedagic for significant corruption, he was arrested by BiH authorities for abuse of office.
    Taking aim at enablers of corruption: In December 2023, President Biden issued an historic Presidential Proclamation establishing a visa restriction for those who facilitate and enable significant corruption and their immediate family members. This new visa restriction complements existing commitments to use sanction and law enforcement capabilities to target private enablers of public corruption. Earlier this year, the FBI and DOJ secured a guilty plea and a criminal penalty of $661 million from Gunvor – one of the largest commodities trading firms in the world – for facilitating bribery of Ecuadorian officials and laundering those bribes through U.S. banks. In addition, USAID launched new activities to incentivize integrity within professions that serve as gatekeepers to the international financial system.
    Upholding international standards: The United States has helped lead efforts to expand anti-corruption work at the Financial Action Task Force (FATF), including improving assessment tools, mitigating risks associated with “golden passport” programs, and highlighting how non-financial sectors can be abused by corrupt actors.
    Keeping America and our partners safe
    Addressing corruption risk in the security sector: Security sector corruption can divert essential supplies, empower malign actors, threaten the safety of U.S. service members, and undermine U.S. military missions writ large. In the past year, the Department of Defense (DOD) incorporated corruption risk into its security cooperation planning – subjecting certain proposals to further scrutiny and identifying risk mitigation measures as needed. State also created new resources to weigh corruption risk as part of security sector assistance decision-making. In addition, State’s Global Defense Reform Program and DOD’s institutional capacity building programs advanced more transparent, accountable, and professional defense institutions. DOD continued running a training course on combatting corruption for partner military commanders and civilian leaders.
    Tackling organized crime and corruption: Transnational criminal organizations often rely on corruption to enable their criminal activities and evade accountability – which fuels narcotrafficking into the United States, human smuggling, cybercrimes, and more. The U.S. government is deploying anti-corruption tools to target criminal networks and their financial enablers, in line with the 2023 White House Strategy to Combat Transnational Organized Crime.
    Standing up to Russia’s aggression: The United States has adapted to address the wartime needs of Ukraine’s anti-corruption stakeholders, as they close off a key vector for Russian dominance and advance Ukraine’s democratic future. In 2023, Ukrainian anti-corruption investigators and prosecutors achieved an 80 percent increase in prosecutions and a 50 percent increase in convictions, plus opened cases against high-ranking officials including the former head of the Ukrainian Supreme Court.  With U.S. support, Ukraine has advanced significant reforms on asset disclosure, launched a whistleblower portal, strengthened the National Anti-Corruption Bureau, and enhanced transparency and integrity in reconstruction.
    Securing a greener future: The United States has integrated an anti-corruption lens across sectors, with particular emphasis on addressing corruption vulnerabilities that threaten a secure, just energy transition for all. This includes USAID support to the Extractive Industries Transparency Initiative (EITI), increased mining transparency in the Democratic Republic of Congo and Zambia, and innovations that address transnational corruption in green energy mineral supply chains across 15 countries.
    Protecting global health: Corruption curtails the ability of states to respond to pandemics and undercuts access to basic healthcare. USAID is tackling this challenge by releasing cutting-edge guidance on anti-corruption in the health sector and launching integrated programming. For example, in Liberia the United States is working with the government to curb theft of pharmaceuticals through civil society monitoring, law enforcement trainings, and public awareness campaigns.
    Addressing the root causes of migration: Combating corruption is a core component of improving conditions in El Salvador, Guatemala, and Honduras – so people do not feel compelled to leave their homes, in line with the U.S. Strategy for Addressing the Root Causes of Migration in Central America. Recent U.S. actions have included training up to 27,000 justice sector stakeholders in those countries to more effectively address corruption.
    Defending democracy by rooting out corruption
    Tackling electoral corruption: When candidates can be bankrolled by foreign adversaries and institutions captured by kleptocrats, citizens lose faith in their governments—or even in democracy itself. In response, USAID has launched new programs to bolster electoral integrity, strengthen independent media, and increase the transparency of political finance in high-risk locations.
    Lifting up civil society and independent media: The U.S. government has substantially expanded support to frontline activists and journalists, including through the Global Anti-Corruption Consortium. In addition, a new State Department initiative is training hundreds of journalists in transnational corruption investigations, while USAID’s new investigative journalist networks in Asia and Southern Africa are building capacity to track corruption across sectors and across borders. The Secretary of State established a new award for Anti-Corruption Champions, which has honored dozens of courageous civil society leaders and embattled reformers. In 2022, the United States also hosted the largest regular gathering of civil society activists fighting corruption – the International Anti-Corruption Conference – in Washington, DC, with keynote remarks from APNSA Jake Sullivan.
    Protecting sovereignty: Authoritarian actors like Russia and the PRC use bribery to interfere in the policy, procurement, debt, and electoral processes of other countries – undermining both sovereignty and democracy. The United States is standing up to this tactic by building the resilience of frontline actors to detect and deflect foreign-backed strategic corruption, educating partners about the kleptocrats’ playbook, harnessing sanction tools to deter threats, and increasing collaboration between practitioners working on anti-corruption and those addressing foreign malign influence – both within the USG and with likeminded partners. For example, in June the United States joined with Canada and the UK to expose Russia’s use of corruption and covert financing, among other tactics, to undermine democratic processes in Moldova.
    Restoring trust in American democracy: The Biden-Harris Administration has established the strongest ethics standards of any U.S. presidency. On his first day in office, the President signed an Executive Order requiring administration officials to take a stringent ethics pledge, which extends lobbying bans, limits shadow lobbying, and makes ethics waivers more transparent. The Administration also restored longstanding democratic norms by protecting DOJ cases from political interference, releasing the President’s and Vice-President’s taxes, and voluntarily disclosing White House visitor logs. And in the last year, the Office of Government Ethics finalized rules updating the standards for ethical conduct and legal expense funds for executive branch employees.
    Protecting American democracy from malign finance: Just as we defend democracy around the world, the U.S. government is working to keep American democracy safe from foreign adversaries. Actions to curb money laundering in the United States can help reduce the ability of foreign and domestic actors to make illegal campaign contributions and evade U.S. election laws. President Biden has called on Congress to go even further by passing the DISCLOSE Act, which would curb the ability of foreign entities and special interests to use dark money loopholes to influence our elections.
    Revitalizing participation in the Open Government Partnership (OGP): The United States rejoined the Steering Committee of OGP – a platform for civil society and governments to forge joint commitments and learn from each other– and provided assistance for OGP’s work on anti-corruption. Domestically, the United States has turbocharged OGP implementation by creating the U.S. Open Government Secretariat at the General Services Administration, an Open Government Federal Advisory Committee, an Interagency Community of Practice – spanning federal, state, local, tribal, and territorial governments, and engaged with hundreds of stakeholders to exchange lessons and expand transparency, accountability, and public participation. The United States also launched the first-ever Request for Information to feed into the 6th U.S. OGP National Action Plan and announced development of a toolkit to help federal agencies more meaningfully engage with the public.
    Modernizing and coordinating U.S. government efforts to fight corruption
    Institutionalizing anti-corruption as an enduring priority: Over the past four years, Departments and Agencies have made substantial organizational improvements to elevate corruption concerns. For example:
    The State Department’s new Office of the Coordinator on Global Anti-Corruption leads the integration of anti-corruption priorities into bilateral and other policy processes, conducts targeted diplomatic engagements, and drives strategic planning, including through the Department’s senior-level Anti-Corruption Policy Board. In the past year, the Office jumpstarted implementation of the Combating Global Corruption Act and completed an analysis of anti-corruption assistance to inform future State Department decision-making.
    USAID’s new Anti-Corruption Center, within the newly established Bureau for Democracy, Human Rights, and Governance, serves as a hub of technical expertise and thought leadership – driving the integration of corruption considerations across USAID’s portfolio, supporting USAID Missions in developing localized approaches, managing a suite of programming focused on transnational corruption, and using its convening power and policy insights to forge strategic partnerships. Since 2022, USAID has released its first-ever Anti-Corruption Policy, which outlines a cross-sectoral approach to constraining opportunities for corruption, raising the costs of corruption, and incentivizing integrity – plus a host of tools to drive uptake across USAID.
    FBI’s International Corruption Unit expanded an agreement with the State Department to deploy six regional anti-corruption advisors to strategic locations around the world, where they organize regional working groups with local law enforcement officials, provide case-base mentorship, and facilitate coordination with the International Anti-Corruption Coordination Centre.

    Expanded interagency capacity has been complemented by the National Security Council’s establishment of a dedicated Director for Anti-Corruption position, for the first time, to ensure whole-of-government coordination and advance anti-corruption within key policy processes.
    Leading in multilateral fora: The United States has regained its leadership role in the international bodies that shape anti-corruption norms globally and can sustain momentum across time. In particular, the United States stepped into the presidency of the UN Convention against Corruption Conference of States Parties (UNCAC COSP), proudly hosting in December 2023 thousands of stakeholders in Atlanta, Georgia, led by the U.S. Representative to the United Nations Linda Thomas-Greenfield. As part of its commitment to championing the role of non-governmental actors in the fight against corruption, the United States facilitated record civil society participation in UNCAC working group meetings, hosted the first UNCAC Private Sector Forum, and supported inclusive implementation of UNCAC commitments in Latin America, East Africa, and Southeast Asia. The United States also participated in several peer reviews of our own anti-corruption practices over the last three years, and proudly made these results public. Alongside these multilateral fora, we convened the Global Forum on Asset Recovery action series to accelerate practitioner cooperation across the United States, Algeria, Honduras, Iraq, Moldova, Nigeria, Seychelles, Ukraine, the United Kingdom, and Zambia.
    Understanding corruption dynamics: The Intelligence Community developed and disseminated new resources to bolster intelligence prioritization, collection and analysis on corrupt actors and their networks. USAID commissioned research on topics like countering corruption through social and behavioral change and State initiated an interagency anti-corruption learning agenda and a small grants program to support it.
    Deepening external partnerships: The United States convened a series of coordination meetings with other bilateral donors and philanthropies in order to harmonize our anti-corruption approaches and galvanized anti-corruption resources across the donor community through the Integrity for Development campaign. USAID’s Countering Transnational Corruption Grand Challenge for Development brought together technologists, businesses, activists, and others to collaboratively address concrete corruption challenges.

  • MIL-OSI Security: Fostering security-related scientific cooperation with Romania through NATO’s SPS Programme

    On Wednesday (16 October 2024), members of NATO’s Science for Peace and Security (SPS) team were in Bucharest to announce an upcoming call for proposals on security-related scientific cooperation. The new call invites researchers from Romania, as well as other NATO and partner nations, to submit proposals for collaborative research activities.

    The information day was also an opportunity to mark Romania’s twentieth anniversary in NATO and highlight how Romania’s scientific community has contributed to NATO over the years. Dignitaries and researchers alike gathered to mark past and current successes of cooperation through the Science for Peace and Security Programme.

    Thanks to one project, medical specialists have been able to use telemedicine to remotely assist during major disasters, and another SPS project helped build operational capabilities for civil protection in Mauritania. One of the current SPS activities involving Romania helps strengthen the Republic of Moldova’s capacity to respond to Chemical, Biological, Radiological, and Nuclear (CBRN) incidents.

    The SPS information day was co-organized with the Ministry of Research, Innovation and Digitalization and the Military Technical Academy of the Ministry of Defence of Romania.

  • MIL-OSI Security: INTERPOL operation nets terror suspects, cash and illegal weapons

    LYON, France – An INTERPOL counter-terrorism operation to strengthen border security has enabled millions of crosschecks against international databases, resulting in 66 arrests, significant seizures and the identification of 81 individuals subject to INTERPOL notices and diffusions.
    Operation Neptune VI brought together law enforcement agencies from 14 countries with the goal of bolstering security measures and responses around the maritime routes across the Mediterranean Sea, as well as in airports and at land borders in the participating countries.
    The initiative, carried out in cooperation with WCO, FRONTEX and Europol, equipped teams with handheld devices and gave local authorities expanded access to INTERPOL databases.
    The operation focused on identifying and analysing the movement patterns of Foreign Terrorist Fighters and people with links to terrorism as well as criminal groups responsible for cross-border crimes such as drug trafficking, weapons smuggling and human trafficking.
    During Neptune VI, which ran for approximately two weeks in each country, officers on the ground also checked INTERPOL records of stolen vehicles and lost or stolen travel documents, which are both key assets for facilitating terrorist funding and mobility.
    By the end of the operation on 16 September 2024, more than 16 million crosschecks had been made against the various INTERPOL databases, generating 187 ‘hits’.
    A dozen arrests were made on the basis of INTERPOL Red Notices. Another 54 people were apprehended under national arrest warrants and for crimes detected at the border, including drugs and fraud offenses as well as the smuggling of gold, cash and weapons.

    Red and Blue Notices to catch and track terror suspects

    One suspect detained as part of the operation was the subject of a Red Notice for a terror attack carried out 23 years ago on a church in Pakistan. The fugitive is being held by local authorities as extradition procedures are carried out.
    In another case, airport border police blocked entry to an individual who was the subject of an INTERPOL Blue Diffusion, issued in 2015.  The person had previously travelled to join ISIS through a European country.
    In contrast to a Red Notice which can form the basis for provisional arrest, a Blue Notice or diffusion is a request between INTERPOL member countries to collect additional information about a person’s identity, location or activities, in relation to a criminal investigation. During the Neptune VI operation, 29 subjects of Blue Notices and Diffusions were identified, allowing officers to track individuals with links to terrorism.

    In Montenegro, border police detained a traveller suspected of using a counterfeit passport. Utilizing INTERPOL’s secure global police communications system (I-24/7), they verified the document with the issuing authorities, confirming it was a forgery. It was also discovered that the suspect was wanted for attempted murder. A Red Notice was promptly issued, requesting the suspect’s arrest and extradition.

    Strengthened border controls lead to important seizures

    The arrests made during Neptune VI were just one facet of the operation’s broad success in strengthening border control. The initiative yielded significant seizures, including EUR 549,000 in undeclared cash, gold worth EUR 10 million, 25 kilograms of cannabis, 35 stolen vehicles, and several illegal rifles and ammunition.
    Additionally, Bulgarian border officials recovered two Glock pistols in the possession of an individual travelling with a fraudulent ID card. Notably, the pistol frames had been purchased as components in Central Europe, while the other parts had been falsely declared as exported to North America.

    • The Serbian authorities and IMF staff reached staff-level agreement on the fourth and final review under the Stand-By Arrangement (SBA) and on a successor 36-month Policy Coordination Instrument (PCI) request. The PCI is a non-financing instrument designed to support strong economic policies. The agreement is subject to approval by the IMF Executive Board and is expected to be considered by the Board in December 2024.
    • Macroeconomic outcomes in Serbia remain strong. Growth and the labor market are robust, and inflation has fallen. Foreign exchange reserves are at a record high, and the public debt burden continues to decline.
    • Under the PCI, Serbia commits to fiscal deficits not exceeding 3.0 percent of GDP over 2025-27, to further prioritize spending in case of fiscal shocks, and to keep public wage and pension increases aligned with its fiscal rules. The PCI will balance Serbia’s public investment and social expenditure needs with continued fiscal discipline to support sustainable growth while keeping public debt on a downward path.

    Washington, DC: An International Monetary Fund (IMF) mission, led by Donal McGettigan, met with the Serbian authorities during October 3-15, 2024, to discuss performance under Serbia’s Stand-By Arrangement (SBA) and the authorities’ request for a successor 36-month Policy Coordination Instrument (PCI) that will run from December 2024 to December 2027. The PCI is a non-financing instrument designed to support strong economic policies. At the conclusion of the mission, Mr. McGettigan issued the following statement:

    “I am pleased to announce that the Serbian authorities and the IMF team have reached staff-level agreement on the conclusion of the fourth and final review under the SBA and on a successor 36-month PCI.

    “The two-year SBA was approved by the IMF Executive Board in December 2022. It supported Serbia in navigating a period of major economic uncertainty and energy price volatility. Under the SBA, Serbia successfully implemented macroeconomic policies that underpinned external and fiscal sustainability and that rebuilt buffers to deal with future shocks. Serbia has increased and modernized its energy tariffs and has initiated corporate restructuring at the electricity provider EPS to improve the financial sustainability and efficiency of the energy sector. Serbia also made good progress on important fiscal structural reforms and advanced efforts to improve state-owned enterprise (SOE) governance.

    “Reflecting the success of the economic program supported by the SBA, and in view of Serbia’s commitment to continued strong economic policies, Serbia was awarded an investment grade credit rating for the first time, by S&P Global Ratings, in October 2024.

     “Serbia’s macroeconomic outcomes in 2024 are impressive. We project growth to reach 3.9 percent in 2024 and to increase to around 4¼ percent over the coming years. Headline inflation has returned to the National Bank of Serbia’s target band, supported by tighter monetary policy and easing energy and food prices, but core inflation remains elevated.

    “The fiscal deficit is set to increase to 2.7 percent of GDP in 2024, to help fund additional infrastructure, social, and defense spending needs.  Based on strong fiscal revenue performance, robust economic growth, and a recent upward GDP revision, public debt is expected to fall to about 48 percent of GDP by end-2024.

    “As domestic demand picks up, and Serbia’s public investment drive continues, the current account deficit is projected to widen in 2024 and to increase further over the medium term. Continued strong FDI inflows are, however, expected to more than offset the current account deficit over the coming years and to allow for ongoing reserve accumulation. The financial sector is well-capitalized and liquid.

    “Key risks to Serbia’s economic outlook include: foreign demand, FDI and commodity price outlooks that are subject to uncertainty and risks, deepening geoeconomic fragmentation, and the exposure of agricultural output and economic activity to climate change and extreme weather events.

    “Serbia therefore needs ample buffers against uncertainties and risks. Encouragingly, foreign exchange reserves and government deposits are high, public debt and external debt are sustainable, and the banking system is strong. Continued prudent polices provide an additional important buffer. 

    “Serbia’s program performance under the SBA remains strong. All relevant quantitative and standard continuous performance criteria have been met, as have most indicative targets and structural benchmarks. Thanks to progress made under the SBA, Serbia intends to continue to treat the SBA, set to expire in December 2024, as precautionary.

    “To continue leveraging IMF support for Serbia’s economic policies, the Serbian authorities and IMF staff also reached an agreement on medium-term macroeconomic and financial policies under a successor 36-month Policy Coordination Instrument (PCI) that will run from December 2024 to December 2027. The PCI will support Serbia in credibly maintaining fiscal discipline while making room for spending on public investment and other essential items. The PCI will also help Serbia advance its ongoing ambitious structural reform agenda, focused on fiscal, SOE, and energy reforms.

    “Under the PCI, the Serbian authorities commit to keeping the annual overall fiscal deficit at no more than 3.0 percent of GDP over 2025-27. Absent large adverse shocks, this would be consistent with an ongoing decline in the public debt burden. To achieve this core macroeconomic objective, the authorities commit to adhere to their special fiscal rules on public wages and pensions which they adopted in 2022, and to review options for rationalizing and monitoring expenditure items that grew rapidly in 2024. In the event of additional fiscal spending pressures, the authorities commit to further prioritizing public spending.

    “The PCI will help the authorities improve public financial management, public investment management, fiscal risk management, fiscal transparency, and public workforce and pension planning. It will also leverage extensive IMF technical assistance to resolve staffing challenges in the tax administration, an urgent and macro-critical priority. It will assist the authorities in refining and operationalizing the energy investment plan, improving the financial sustainability of energy SOEs, and preparing Serbia for the introduction of the EU carbon border adjustment mechanism (CBAM). Finally, the PCI will aid the authorities with important and complex SOE governance reforms, including in the energy sector.

  • MIL-Evening Report: Victorian students will get ‘anti-Tate’ lessons – but much more is needed to tackle gendered violence in schools

    The Victorian government has announced new teaching resources to tackle the influence of “manosphere” figures, such as Andrew Tate, in the state’s schools.

    This follows ongoing reports of disturbing events involving sexist abuse by students in both independent and government schools in Victoria and around the country.

    But while this week’s announcement is a welcome and necessary step, we need a more comprehensive plan to eliminate gender-based violence in our schools.

    What is the ‘manosphere’?

    The “manosphere” is an overlapping collection of extreme men’s communities on social media that are anti-women and against women’s empowerment. This includes Tate, the “misogynist influencer” who is facing trial in Romania on charges of human trafficking and rape (which he denies).

    Our recent research found women teachers are increasingly exposed to sexism, misogyny and sexual harassment as the result of boys’ exposure to “manfluencer” ideas and behaviours. These problems are further compounded by the infiltration of far-right sentiments into schools, which has been linked to far-right online forums.

    At the same time, women teachers report they are not being supported by school leadership.

    What’s in the Victorian resources?

    The new teaching resources were developed by education academics Helen Cahill and Debbie Ollis, in consultation with teachers, students and parents.

    They aim to give students skills to counter the influence of “Tate-types”, and to navigate issues such as consent, sextortion, pornography and gender-based bullying.

    They will be part of respectful relationships education, which is mandatory in Victorian government schools (following a recommendation of the 2015 Royal Commission into Family Violence).

    Problems with respecful relationship education

    There have been implementation issues with respectful relationships education.

    A 2022 review (of which one of us, Naomi Pfitzner, was an author) found problems with the funding, quality of resources and training supplied to schools, and with schools’ levels of commitment

    Previous research also suggests teachers may be hesitant to engage with controversial or tricky topics. There is a risk some issues are being left out of classroom discussions.

    Crucially, respectful relationships is not mandatory in all Victorian schools — independent and faith-based schools in Victoria need to opt in.

    In other Australian states and territories, respectful relationships education is not compulsory in any school system.

    We need more information

    Education departments around the country collect various forms of data about school life, such as learning and attendance. But we don’t have accurate national data on the prevalence of gender-based violence in schools.

    Without the full picture of how widespread gender-based violence is in Australian schools, it is difficult to resource and design an appropriate response.

    Gender-based violence in schools is inextricably connected to the endemic levels of violence against women in Australia.

    We cannot separate a broader culture that enables gendered slurs, misogyny and gender inequity — known enablers of gender-based violence — from attitudes towards women and girls in schools.

    We need more information about the experiences of female students and staff in Australian schools.

    What now?

    Women have been raising the alarm about sexual harassment of female teachers for decades. But on top of already slow or inadequate responses, the problem has become more complex.

    The proliferation of online misogynist content requires a new, tailored approach.

    Our current project with Australia’s National Research Organisation for Women’s Safety is examining how online misogyny in the manosphere influences young boys and men in Australia. We will then create resources to support teachers and help make schools safer for all young people.

    It is shameful many girls’ first experience of gendered violence happens as students at school. And teachers deserve a safe workplace free from misogyny and sexism.

  • MIL-OSI USA: Ohio Man Who Concealed Croatian War Crime Charge Sentenced to Prison for Immigration Fraud

    An Ohio man was sentenced yesterday to three years in prison for possessing a green card he illegally obtained by concealing that he had been charged with a war crime in Croatia prior to immigrating to the United States.

    According to court documents, Jugoslav Vidic, 56, of Parma Heights, in applying to become a lawful permanent resident of the United States, falsely stated that he had never been charged with breaking any law even though he knew he had been charged in Croatia with a war crime against the civilian population. Vidic also falsely stated that his only past military service was in the Yugoslav Army from 1988 to 1989, when, in fact, he fought with the Serb Army of Krajina and its predecessors during the civil war in the former Yugoslavia from 1991 to 1995. As a result of these materially false statements, Vidic was approved for lawful permanent resident status and received a green card.

    “Jugoslav Vidic lied about war crimes charged against him in an attempt to escape his past and live in the United States unlawfully,” said Principal Deputy Assistant Attorney General Nicole M. Argentieri, head of the Justice Department’s Criminal Division. “Thanks to the dedication of prosecutors, law enforcement, and our international partners, Vidic will serve prison time in the United States followed by his removal. His sentence demonstrates that human rights violators will not be allowed to hide from their crimes in the United States.”

    “Vidic committed serious human rights violations and was convicted of war crimes in Croatia as a result. Yet, he lied to U.S. immigration officials about his conviction and participation in a violent military force to claim refugee status and obtain a green card — becoming a permanent legal resident of our country — when he was not eligible to do so,” said U.S. Attorney Rebecca Lutzko for the Northern District of Ohio. “Those who run away from violent crimes they commit elsewhere in the world and then enter our country by brazenly lying about their past will be held to account, as yesterday’s sentence demonstrates. Vidic’s deceitful actions are detestable, and unfairly hurt people in need who legitimately seek refuge to flee real harms in their home countries.”

    “Our communities here in Ohio and across the United States are not safe havens for war criminals to escape accountability in their home countries,” said Executive Associate Director Katrina W. Berger of Homeland Security Investigations (HSI). “It is my hope that this sentencing provides some measure of solace to the victims’ families with the knowledge that despite the passage of time, the United States will seek justice.”

    “Jugoslav Vidic intentionally circumvented the laws of the United States by lying on his green card application about his war crimes conviction in Croatia,” said Assistant Director Chad Yarbrough of the FBI Criminal Investigative Division. “This case should serve as a warning to others that the FBI will work with our law enforcement partners to identify and hold accountable those like Vidic who seek to violate U.S. law by fraud of any kind.”

    “Jugoslav Vidic knowingly avoided the truth of his past to enjoy the freedoms and liberties of the United States for over two and a half decades,” said Special Agent in Charge Greg Nelsen of the FBI Cleveland Field Office. “Yesterday’s sentence underscores the work of the FBI and its local, state, federal, and international partners and sends a clear message that people in the United States who take part in war crimes, regardless of when or where they occurred, or by masking their involvement, will be identified, investigated, and prosecuted.”

    Vidic admitted in his plea agreement that he was charged with a war crime in Croatia in 1994 and convicted in absentia in 1998. The Croatian court found that during an attack by ethnic Serb forces in Petrinja, Croatia, on Sept. 16, 1991, Vidic cut off the arm of civilian Stjepan Komes, who died afterward. Vidic further admitted that he knew about the Croatian charges when he immigrated to the United States as a refugee in 1999, applied to become a lawful permanent resident in 2000, and was interviewed by U.S. immigration officials and received his green card in 2005.

    Vidic pleaded guilty to one count of possessing an alien registration receipt card knowing it had been procured through materially false statements. As part of the plea agreement, Vidic agreed to the entry of a judicial order of removal from the United States.

    HSI and the FBI investigated the case with coordination provided by the Human Rights Violators and War Crimes Center, including the FBI’s International Human Rights Unit. The Justice Department thanks the Ministry of the Interior and Ministry of Justice and Public Administration of the Republic of Croatia, which were both instrumental in furthering the investigation.

    Trial Attorney Patrick Jasperse of the Criminal Division’s Human Rights and Special Prosecutions Section and Assistant U.S. Attorneys Matthew W. Shepherd and Jerome J. Teresinski for the Northern District of Ohio prosecuted the case. The Justice Department’s Office of International Affairs also provided assistance.

  • MIL-OSI Europe: Informal meeting in Brussels on migration and innovative solutions

    The President of the Council of Ministers, Giorgia Meloni, together with the Danish Prime Minister, Mette Frederiksen, and the Dutch Prime Minister, Dick Schoof, held an informal meeting this morning with some of the Member States that have the most interest in the migration issue and in particular the matter of innovative solutions. 

    In addition to Italy, Denmark, the Netherlands and the European Commission, the meeting was also attended by the leaders of Austria, Cyprus, Czech Republic, Greece, Hungary, Malta, Poland and Slovakia.

    In particular, European Commission President Ursula von der Leyen outlined the main points of action indicated in Monday’s letter on migration, including the matter of innovative solutions.

    President Meloni presented the Italy-Albania agreement, the day after the first irregular migrants arrived at the port of Shengjin, underlining its role in the fight against human traffickers.

    The leaders’ discussion focused on the ‘safe third country’ concept ahead of implementation of the rules under the new Pact on Migration and Asylum and on cooperation along the migration routes with the UNHCR and IOM regarding assisted voluntary returns, as well as on ‘return hubs’.

    The leaders in attendance agreed to continue to maintain close operational coordination, also in view of the next European Council meetings, with the aim of strengthening the European Union’s migration policy and making it increasingly effective.

    Atlanta, GA – Today, Governor Brian P. Kemp announced 107 appointments and reappointments to various state boards, authorities, and commissions.

     

    Georgia Maternal and Infant Health Advisory Commission 

    Keisha Callins is an accomplished obstetrician-gynecologist and public health expert with extensive experience in clinical practice, academic leadership, research, and community service. She holds a Doctor of Medicine from Morehouse School of Medicine and a Master of Public Health from the University of Alabama. Currently, she serves as an OB-GYN at Community Health Care Systems in Georgia and holds multiple faculty appointments, including a professorship at Mercer University School of Medicine. Callins has held various leadership roles, including serving as the Chair of the National Advisory Council on the National Health Service Corps. Callins has received numerous awards and recognitions for her contributions, including the 2024 Ruth Hartley Mosely “Pioneer of Community Advancement” Award and the 2024 Macon Volunteer Clinic Healthcare Hero award. She is actively involved in various professional organizations and community initiatives, advocating for maternal and women’s health, rural healthcare, and medical education. Additionally, she has published various research articles and contributed to discussions on healthcare policies, particularly in underserved communities.

    Amanda “Shea” Evans is a board-certified neonatologist. She is a partner in Marietta Neonatology and currently serves as the Wellstar Health System Medical Director of Neonatal Intensive Care Services and the medical director of the Level 3 Neonatal Intensive Care Unit at Wellstar Kennestone Regional Hospital. Evans completed her medical degree at Mercer University School of Medicine and went on to complete her residency in Pediatrics and Fellowship in Neonatal-Perinatal Medicine at Emory University School of Medicine. Throughout her career, Evans has been dedicated to advancing the care of high-risk infants in community-based hospitals. In addition to her clinical work, Evans is actively involved in hospital committees and initiatives. Evans has received several accolades, including the March of Dimes Heroes in Action Award. She is a proud member of the American Academy of Pediatrics and is committed to the advancement of neonatal care.

    Shannon Mayfield is a nurse midwife at Advanced Women’s Care Center, where she provides comprehensive care to women across various socioeconomic backgrounds. She specializes in cost-effective, patient-centered care; emphasizes education on maternal health; and collaborates with perinatology for high-risk cases. Mayfield received her education from Gordon State College, Clayton State College and University, and Frontier Nursing Academy. Previously, she worked as a Registered Nurse at Piedmont Henry. Her earlier roles include serving as a Certified Nurse Midwife at New Beginnings Comprehensive Women’s Healthcare and Life Cycle OB/GYN.

    Monica Newton began her education at Auburn University studying pre-med psychology followed by medical school at Midwestern University in Chicago. While in Family Medicine residency at the University of Alabama at Birmingham, she obtained a Master of Public Health in International Health. After residency, she began teaching at UAB-Selma Family Medicine Residency Program while completing a fellowship in obstetrics. Recognizing the overwhelming needs in her community, she completed a faculty fellowship in underserved medicine through the University of California-San Diego. Moved to action, she started a free clinic called “Family Doc in a Bus” with grant funding from the Alabama Department of Public Health and FEMA. She was elected by the community to serve on the Selma City Council and the Alabama Academy of Family Physicians as a regional vice president. After serving 11 years as an associate professor of family medicine, Newton moved with her family to Gainesville, Georgia, and joined the Northeast Georgia Physicians Group. To meet the current challenges in health care, Newton completed a master’s in population health from Thomas Jefferson University in 2016.

    Marlo Vernon is an associate professor at the Georgia Prevention Institute, with an appointment in the Department of Obstetrics and Gynecology at the Medical College of Georgia, Augusta University, and memberships with the Georgia Cancer Center, the Institute for Public and Preventive Health, and the Georgia Prevention Institute. She is the Principal Investigator and developer of VidaRPM – a remote self-monitoring application for blood pressure and mental health. Additionally, Vernon is the Project Director of Mothers Informed Lactation Knowledge and Support (MILKS) and the Co-Project Director for Access to Services for Pregnant and Postpartum Persons in Northeast Georgia (ASPiriNG).

    Padmashree “Champa” Woodham is a professor in the Division of Maternal-Fetal Medicine, MFM Fellowship Program Director at the Medical College of Georgia, and Director of the Regional Perinatal Center at Wellstar MCG Health. She received her bachelor’s degree from Emory University in 2001. She attended Emory University School of Medicine to complete her MD and remained at Emory to finish her Internship and Residency in the Department of Obstetrics and Gynecology in 2009. Woodham went on to complete a fellowship in Maternal-Fetal Medicine at the University of North Carolina at Chapel Hill. She is board-certified in Obstetrics and Gynecology and Maternal-Fetal Medicine. Woodham joined the faculty of Mercer School of Medicine at the Medical Center Atrium Health Navicent in Macon as the Director of Maternal-Fetal Medicine in August 2012, where she spent the first 10 years of her career. During that time, Woodham served numerous leadership roles, including Director of the Regional Perinatal Center, Chair of the Finance Council, and Vice Chair of the Atrium Health Navicent Leadership Council. Among her various honors and achievements, she received the ACOG/CREOG National Faculty Award. Woodham was the 2022-2023 President of the Georgia OBGYN Society. She provides high-risk obstetric care to patients with a range of complex maternal and fetal conditions. Her research involves predictive markers for preeclampsia and techniques to better predict growth restriction on fetal ultrasound.

     

     

    Georgia Motor Vehicle Crime Prevention Advisory Board 

    Woodrow W. Blue, Jr is the Chief of Police for the City of Forsyth. He has over 44 years of law enforcement experience and over 40 years as a Chief of Police. Blue began his career in law enforcement with the Hahira Police Department, where he was appointed Chief of Police at the age of 26. In September of 2000, he accepted the position of Deputy Police Chief of the City of Milledgeville and, in 2002, he was appointed Police Chief. He has also served as Chief of Police for the City of Eastpoint and for the City of Donaldsonville. Blue graduated from Valdosta State University with a bachelor’s degree in criminal justice and earned a master’s degree in public administration from Columbus State University. He is a 2003 graduate of the Georgia Command College, Class 8, and a 2004 graduate of the Georgia International Law Enforcement Exchange Program. Blue has served as president of the Georgia Association of Chiefs of Police, is a former member of the Board of Private Detectives and Security Agencies, and has served on the Peace Officer Standard and Training Board as the Georgia Association Chief of Police representative. Blue and his wife, Elese, have two kids and three grandchildren.  

    Derick Corbett is the senior vice president of external affairs at Pull-A-Part, where he oversees all government and regulatory affairs, compliance, and community relations work for Pull-A-Part’s 37 facilities in the 16 states it serves. Upon graduating from the University of Georgia with degrees in political science and economics, Corbett began what would become a 20 year career in public service. Corbett served with Congressman John Linder from October 2000 to December 2010, holding various positions on his Congressional staff and campaign staff, including communications director, deputy chief of staff, and chief of staff. In 2010, he served as campaign manager for Rob Woodall and went on to become Congressman Woodall’s chief of staff and campaign manager until 2020. He currently serves as a board member for the Georgia Recycling Association, the State Recycling Association of Alabama, and the Recycling Association of North Carolina. Corbett also serves as Chairman of the Automotive Recycling Committee for the Institute of Scrap Recycling Industries, the largest international recycling trade association in the world. Corbett is a member of the Georgia Chamber of Commerce and serves on the Energy and Natural Resources and Government Affairs Committees.

    John “Herb” Cranford, Jr. is the District Attorney for the Coweta Judicial Circuit, comprised of Carroll, Coweta, Heard, Meriwether, and Troup Counties. Cranford was born and raised in Coweta County and is a third generation prosecutor. He obtained a Bachelor of Arts in Religion from the University of Georgia and a Juris Doctor from Mercer University’s Walter F. George School of Law. During law school, Cranford worked as a judicial clerk for the Honorable W. Homer Drake, Jr. of the United States Bankruptcy Court for the Northern District of Georgia and then as an intern for the Coweta Circuit District Attorney’s Office. Upon graduating law school, he was hired as an Assistant District Attorney in the same office, working in Carroll County and Coweta County. In February 2018, Governor Nathan Deal appointed him as District Attorney to fill the remainder of his predecessor’s term and he has since been re-elected twice. Cranford has received recognition for his focus on prosecuting criminal street gangs, including obtaining the first guilty verdict in a gang trial in the Coweta Judicial Circuit. In 2021, he was appointed by the Supreme Court of Georgia to serve on the State Bar’s Disciplinary Board and he was elected by his fellow Georgia District Attorneys to serve as Treasurer for the District Attorneys’ Association of Georgia and the Georgia representative to the National District Attorneys Association.

    Harshida Davis is the group risk manager-Atlanta for Enterprise Holdings Inc., which does business as Enterprise Rent-A-Car, Alamo Rent-A-Car, National Car Rental, Enterprise Car Sales, Enterprise Truck Rental, and Commute with Enterprise. In her role, she oversees the Risk Management Department. After earning her bachelor’s degree from the State University of New York at Geneseo with a major in sociology and psychology, she started with Enterprise in 2001 as a rental management trainee and was promoted to the risk management department in 2002. Before joining the Atlanta group in 2019, Davis managed risk programs for Enterprise Truck Rental in North Carolina; Enterprise on the southside of Chicago and northwest Indiana; Enterprise, Alamo, and National at O’Hare and Midway; and all divisions in southwest Florida. In addition to her day-to-day responsibilities, Davis is also a member of the Georgia Auto Theft Intelligence Council and most recently spearheaded the addition of the Top Investigator of the Year-Crimes against property and Top Investigator of the Year-Crimes against persons awards at the annual ASIS Law Enforcement Appreciation Day. Dedicated to her community, Davis has sat on the board of the Literacy Council of the Gulf Coast and was a leader on the Go Red for Women Committee for the American Heart Association – Gulf Coast. Davis and her husband, Jon, have two children and reside in Atlanta.  

    Scott Goss is a senior manager of Geico’s Special Investigation Unit. He attended Georgia State University and studied criminal justice. Later, he attended Reinhardt College and studied business administration. He lives in Carnesville with his wife and family.

    Stacey Ellis Hodges takes an active role in Jim Ellis Automotive. Hodges has been working in the dealership in a full-time capacity since graduating with a bachelor’s in marketing from Georgia Southern University in 1999. Initially, her summer jobs involved administrative positions from accounting to cashiering. Once she returned from college in Statesboro, her full-time career began as a service advisor for the Audi and Porsche brands. Hodges soon moved into Audi sales, then transitioned into management. She has been a general manager for Saab, Mazda, and Maserati brands at Jim Ellis, becoming a vice president of Audi Atlanta in 2015. Today, Ellis oversees the automotive group’s directors, keeping her close to the operations as a whole and up to date on technologies and processes for the dealership group. She also serves as a corporate officer over the Company’s associated business entities. Hodges and her husband, Greg, reside in Cumming. She is actively involved in her children’s schools, recreational activities, their local church, and various charities.

    Chip Koplin has over 35 years of experience in the scrap recycling and used auto parts industries. He is the government and public affairs manager for the southeast region of Radius Recycling (formerly Schnitzer Steel Industries), focusing on metals recycling, steel manufacturing, and auto parts recovery. Previously, he served as Vice President of External Affairs at Pull-A-Part, LLC and worked for 23 years at Macon Iron & Paper Stock, a multi-generation family business before its sale to Schnitzer Steel Industries. Koplin has also co-owned General Steel Company and Commercial Doors and Associates. He is deeply involved in trade associations, including the Institute of Scrap Recycling Industries, where he serves as chair of the Material Theft Subcommittee and has held various leadership roles. Koplin is also a past president and founding board member of the Georgia Recyclers Association. His extensive board involvement includes the Georgia Chamber of Commerce, Stonecrest Industrial Council, and various other organizations. He is a 2009 Graduate of Leadership Georgia, a 2012 program chair, and a member of the Georgia Professional Lobbyists Association. Koplin attended Georgia State University where he earned a bachelor’s degree in real estate.  He and his two children reside in Atlanta.  

    Josh Lamb serves as the director of administrative services of the Department of Public Safety. In his role, he oversees the Office of Professional Standards, the Human Resources Division, the Public Information Office, and Legislative Affairs. Previously, he served as the chief of staff. Lamb began his law enforcement career as a Special Agent with the Tri-Circuit Drug Task Force in 1996. In 1999, he joined the Georgia State Patrol after he graduated from the 74th Georgia State Patrol Trooper School. Throughout his career, he has served as Corporal at Post 11 – Hinesville; Sergeant in Post 45 – Statesboro; and Sergeant First Class at Post 45, Post 16 – Helena and Post 18 – Reidsville. Lamb also spent eight years as a member of the State of Georgia SWAT team.  He served as lieutenant in the Planning and Research Unit where he created departmental policy, assisted in planning special events such as the 2018 National College Championship Game and Super Bowl LIII, and worked on legislative affairs such as the distracted driving law. Lamb has been the Director of Training, SWAT Team Commander, Executive Officer to the Deputy Commissioner, and Chief of Staff. Lamb holds a bachelor’s degree in justice studies from Georgia Southern University and a master’s degree in public administration from Columbus State University. He also attended the 259th Session of the FBI National Academy. Lt. Colonel Lamb and his wife, Alison, have two daughters.

    Scott Poole earned his Bachelor of Arts in Political Science from Berry College in 1994 before attending Georgia State University College of Law. While in law school, he completed internships with Superior Court Judge Stanley Gault and Fulton Senior Superior Court Judge William Daniel. After graduating, Scott served as an Assistant District Attorney in Cherokee County from 1997 to 2008, handling a range of cases from theft to murder and successfully prosecuting the county’s first racketeering case under the Georgia RICO statute. In 2008, he joined the Appalachian Judicial Circuit as Senior Assistant District Attorney in Pickens County, managing the office and focusing on severe cases like violent offenses and drug trafficking. Scott built a reputation as an effective litigator and teacher, instructing drug prosecutors through the Prosecuting Attorney’s Council of Georgia and being certified by the Georgia Peace Officer Standards and Training Council. In January 2013, he transitioned to private practice, co-founding Grisham & Poole, P.C. Recognized as a Super Lawyer since 2021, he was appointed Municipal Court Judge for the City of Ball Ground in 2022. He and his wife, Jennifer, have one daughter and reside in Ball Ground.

    Rick Redd has been employed with the National Insurance Crime Bureau (NCIB) as a special agent since 2018, where he covers the State of Georgia. Prior to working for the NICB, Redd retired as Detective Sergeant of the Marietta Police Department after 30 years of service, mostly spent in the Investigative Services Division. He is currently the president of the Georgia Auto Theft Intelligence Council, past president of the International Association of Auto Theft Investigators (southeast chapter), and a board member of the International Association of Special Investigation Units. Redd resides with his wife of 40 years in Canton.

    Matthew Rollins serves on the Superior Court of the Paulding Judicial Circuit, appointed by Governor Kemp in March 2024. He previously served as the District Attorney of the Paulding Judicial Circuit and as an Assistant District Attorney in the same office. Rollins served four years on active duty in the United States Marine Corps. After receiving an Honorable Discharge, he attended Kennesaw State University, where he received his bachelor’s in political science, and Mercer Law School, where he received his J.D. An active member of his community, Rollins is a member of the Dallas Lodge, the Paulding Rotary Club, and the Paulding Bar Association. Rollins and his wife, Minna, have one child and live in Acworth

    Lori Silverman attended Tulane University in New Orleans LA where she majored in Spanish. Upon graduating from Tulane, Silverman received her J.D.  from Emory University. After graduating from Emory, she began working for the Fulton County Public Defender. She then worked in private practice for many years. Silverman volunteered with the Consumer Action Center for five years before becoming the director in 2013.

    Lenn Wood is the Sheriff of Coweta County. He has dedicated over 40 years to law enforcement, starting with the Newnan Police Department before joining the Coweta County Sheriff’s Office. His extensive career includes roles in Patrol, Investigations, School Resource, Training, Jail, and Court Services. His transparency initiatives include working with international broadcast projects like Investigative ID and “On Patrol Live” to build trust with the community. He has also led efforts against human trafficking, improving victim recognition and collaborating with state and federal agencies. His emphasis on comprehensive training—requiring officers to complete at least forty hours of continuing education annually—demonstrates his dedication to maintaining high-performance standards.

     

    State Board of Occupational Therapy 

    Betsy McDaniel is the Chair of the Department of Rehabilitation Science and Fitness at Middle Georgia State University. McDaniel holds a master’s degree in health & human performance from Georgia College and State University, along with dual associate degrees and a bachelor’s degree from Middle Georgia State University. At Middle Georgia State University, she has served as Occupational Therapy Assistant (OTA) Program Director and Academic Fieldwork Coordinator, where she has been instrumental in overseeing curriculum development, faculty management, and maintaining program accreditation. McDaniel has developed and enhanced various OTA courses. She is actively involved in university committees and professional associations, including the American Occupational Therapy Association and the Georgia Occupational Therapy Association. Additionally, McDaniel maintains her clinical skills as a PRN Certified Occupational Therapy Assistant at Southwest Georgia Rehab.

     

    State Workforce Development Board 

    Lindsay Hill serves as the senior vice president of human resources at Georgia Power, where she spearheads initiatives in talent management; diversity, equity and inclusion; labor relations; safety; facilities; and HR delivery. Hill is a member of Georgia Power’s Management Council. Since joining Georgia Power in 2001, she has served as vice president of human resources at Southern Company Gas and HR director at Georgia Power. In addition to her professional responsibilities, Hill is active in the community. She is the president and CEO of the board for Bright Generations Childcare Centers and serves on the boards of the Atlanta Women’s Foundation and the Atlanta Ballet. Hill earned a bachelor’s degree in business administration with a focus on marketing from Valdosta State University and a master’s degree in organizational leadership from Troy University. She was named a 2023 Valdosta State University Distinguished Alumni recipient, and she is a 2024 participant in Leadership Georgia.

    Amy Jordon is the chief nursing officer currently overseeing Advent Health Redmond and the southeast region. In this role, Jordon manages care integration, performance improvement, and nursing education while collaborating on regional and system-wide initiatives. She is focused on clinical workforce planning and academic partnerships to enhance the clinician pipeline and improve care delivery across the network. Since 2005, she has held CNO roles at Advent Health Gordon and Advent Health Murray, showcasing a deep expertise in nursing leadership and patient care. She earned her bachelor’s and master’s in nursing from the University of West Georgia.

    Michael Moore is the Madison County Sheriff. Moore began his law enforcement career at the Clarke County Jail. In 2003, he graduated from the Northeast Georgia Police Academy as a certified peace officer and began as a deputy sheriff with the Madison County Sheriff’s Office until he was elected sheriff in 2016. Moore has earned more than 1400 total law enforcement training hours throughout his career. He became a member of the Neese Sanford Volunteer Fire Department at age 18 and then transferred to the Colbert Volunteer Fire Department where he worked to the rank of Captain. Moore is a member of the Madison County Rotary Club and the Madison County Board of Education Governance Committee for Madison County Middle School. A Madison County business owner, Moore owned and operated Moore’s Trucking and Moore Tire in Colbert.  He and his wife, Toni, reside in Colbert and have four children.

     

    Board of Directors of the Georgia Emergency Communications Authority 

    Sam Couvillon is the Mayor of Gainesville, Georgia and a partner with Norton Insurance. At Norton, he is the area president of the Benefits Department. Couvillon began his insurance career in 2002 with New England Financial as both a financial planner and employee benefits agent.  Holding true to the values of Norton, he is very involved in the community. In addition to serving as mayor, Couvillon serves on numerous boards in the community. He previously served on the city council serving Ward 1 from 2014-2021. Couvillon received his bachelor’s degree in communication from the University of Georgia. He and his wife, Margie, have two children.  

    Michael Persley is the Chief of Police for the City of Albany. He was promoted to Chief on May 23, 2015. Persley has been employed with the Albany Police Department for 30 years and has held numerous positions within the department. He was previously the gang unit commander, east district police commander, and assistant commander of the Albany-Dougherty Metro SWAT Team where he has served as an entry team member, assistant team leader, team leader, and negotiations commander. His other assignments have included working in narcotics, general, and gang investigations. Persley has a master’s degree in administration/justice and security from the University of Phoenix, and a bachelor’s degree in criminal justice from Troy University. Persley has over 2800 hours of basic and advanced police training. He is a graduate of the IACP Leadership in Police Organization and the Northwestern School of Police Staff and Command. Persely is a member of the Georgia Association Chiefs of Police, where he serves as a district representative, and the International Association of Chiefs of Police, where he serves on the board of directors. He serves on several community boards and committees, including Stop the Violence and the Dougherty County Rotary Club. Persley is retired from the Georgia Army National Guard after serving for over 22 years. He served on deployments to Bosnia-Herzegovina, Iraq, and Afghanistan.

    Mikki Quinones serves as the division commander for Houston County E-911, with a distinguished career spanning over three decades in public safety communications. She began her career in 1991 as one of the first civilian personnel at Houston County E-911 and, by 1994, she had advanced to shift supervisor. In 2000, Quinones became the 911 operations coordinator, where she spearheaded the implementation of a countywide CAD system and an 800MHz radio system. Quinones is a certified peace officer and has led multi-million-dollar projects, including the redesign of the 911 center and the upgrade of the 800MHz system. She was instrumental in achieving CALEA accreditation for Houston County E-911, which has since earned four reaccreditations. In 2021, she was promoted to captain and completed NENA’s Center Manager Certification Program and the Georgia 911 Director’s Academy. She is a certified instructor with Peace Officer Standards and Training and also serves as an emergency medical dispatch instructor. Beyond her professional work, she is a member of the Houston County Department of Family and Children Services Board. She and her husband, Manny, have three children and two grandchildren.

    Georgia Driver’s Education Commission 

    Andrea Daniel currently serves as the president of Athens Technical College. She has served the College for over 27 years. Daniel began her career working in the office of Senator Sam Nunn and supported the work of the Armed Services Committee. She went on to work as a senior planning analyst for the Atlanta Regional Commission on projects such as the Outer Loop Study, Vision 2020 Education Stakeholder Committee, planning and zoning studies, and Olympic Transportation Planning. Daniel has completed the Executive Leadership Academy of the Technical College System of Georgia and she is a graduate of L.E.A.D. Athens Class of 2008. She has also completed the Georgia Tech Annual Basic Economic Development Course, and the Georgia Regional Academy for Economic Development Essentials of Economic Development course. In January 2020, Daniel was elected and nominated by a group of her peers to serve on the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC) Board of Trustees. For her efforts in demonstrating excellence, creativity and success in business and furthering the goals or other professional women, Daniel was presented the Athena Award in February 2020. In November 2020, she received the Elbert County Native Citizen Award during the annual meeting of the Elbert County Chamber of Commerce. Daniel has a bachelor’s degree in political science from Lander University, a master’s degree in public administration from the University of Georgia, and a PhD in business administration specializing in organizational leadership from Northcentral University. She and her husband, Sterling, have one daughter.

     

    Sexual Offender Risk Review Board

    Elizabeth Bigham has been a special agent with the Georgia Bureau of Investigation for 17 years. Currently, she works in GBI’s Office of Special Investigations in the Cold Case Unit. For most of her career with the GBI, she was assigned to the Child Exploitation and Computer Crimes Unit (CEACC), conducting over 600 criminal investigations involving child exploitation. Bigham received a bachelor’s in criminology from Florida State University and has used her degree to instruct others at conferences in Georgia and around the world. Bingham has also provided expert testimony to General Assembly study committees and Georgia state courts.

    Meghan Thurmond serves as a victim advocate at the Paulding County District Attorney’s Office. In this role, she has supported victims and witnesses, managed crime victim compensation referrals, and worked towards becoming a nationally certified advocate. She is passionate about advocating on behalf of victims, especially those unable to voice their needs. She began her career in 2007 at the Cobb County Solicitor General’s Office as a traffic secretary, where she supported staff in a 100 person office to ensure traffic compliance. In 2017, she became a judicial administrative assistant at the Cobb County District Attorney’s Office, providing her with extensive experience in case management and fostering professional relationships.

    Jessica Cowell is from Columbus, Georgia. She earned her G.E.D. after attending Central High School. She went to Columbus State University to study theatre.

    Dayna Holbel is an educational consultant and member of the Education Transition Team at the Emory Autism Center. In her role, she works closely with students, parents, and school personnel to support successful post-secondary outcomes for autistic students through the Individual Transition to Adulthood (ITAP) project. Holbel received her bachelor’s in English and history from the University of Michigan, and her master’s degree in education in transition specialist and special education from Wayne State University. She also has experience working in Fulton County Schools as a transition services teacher and currently operates a tutoring company called Wonder Tree Tutoring.

    Tais Keyser is a stay-at-home mom and advocate for disability rights and awareness. Two of her children are differently abled. She has worked with Unlock GA, a broad-based coalition whose mission is to expand and enhance home and community-based services to support Georgians with developmental disabilities.

    Brook Kubik is a part-time instructor at the University of North Georgia, teaching primarily chemistry, biology, and environmental science to undergraduate students through the online eCore platform.  Previously, she was an analytical research chemist at the Centers for Disease Control and Prevention (CDC) in Atlanta. She holds a bachelor’s degree in biology from the University of West Georgia, a master’s in chemistry and a C.P.H. in Epidemiology from Georgia State University, and an Ed.S. in Curriculum and Instruction from Lincoln Memorial University. Kubik is a mother of five children ages 18 and under, three of whom are differently abled. After having children with various intellectual, developmental, and physical disabilities, and experiencing first-hand the lack of services and needs that we have in our communities, her passion has turned to providing support and education to disability families within her community and state.  Currently, Kubik is a parent advisory board member at the Marcus Autism Center and works with Georgia Swimming LSC/USA Swimming to bring inclusive competitive and learning opportunities to athletes of all abilities across the State of Georgia.

    Crystal St. Pierre-Stackpole is a dedicated special education teacher and community volunteer in Lafayette, Georgia. St. Pierre-Stackpole is committed to serving her local community, particularly those with special needs. Her career spans a variety of roles in education, including teaching nature-based pre-K, middle school resource classes, and high school vocational instruction. Currently, she works with elementary students with autism. Before she began teaching, St. Pierre-Stackpole worked in Chattanooga, Tennessee with local nonprofits as a volunteer coordinator, event planner, and outdoor educator. She has also worked as a CNA and home health worker while pursuing her education at Dalton State College. Inspired by her personal experiences supporting her brother, who has Down syndrome, she passionately advocates for families navigating special education and state services. St. Pierre-Stackpole actively participates in advocacy events, helping families understand their rights and connect with necessary resources. Her commitment to service and advocacy reflects her belief in the power of every individual’s voice and the need for collective advocacy.

    Jennifer Snyder is an outreach and advocacy coordinator for Living Independence for Everyone (LIFE ). In her role, she works to help people with significant disabilities transition from nursing homes and other institutions to home and community-based residences. She resides in Chatham County.

    Leslie Kate Thornton advocates for the human and civil rights of all people and equality for people with disabilities, especially in employment. She has spent several years working as a social media content developer. Thornton is passionate about community engagement and empowering individuals to make a positive impact. She resides in St. Mary’s, Georgia. 

    Dave Ward is the president & CEO of Tommy Nobis Center, bringing over 30 years of nonprofit experience. He previously served as executive vice president at the Wounded Warrior Project, executive director at Big Brothers Big Sisters, and regional director at Make-A-Wish Foundation. He also held a role at Best Buddies International and was a licensed psychotherapist. Ward is a Leadership Atlanta Class of 2020 graduate and a Governor-appointed member of the Georgia Employment First Council. He served as president of the Georgia Association of Training, Employment and Supports (GATES) from 2019-2023 and was nominated for the Turknett Leadership Group’s 2018 Leadership Character Award. He holds a bachelor’s in sociology and criminal justice and a master’s in rehabilitation counseling. Ward resides in Kennesaw with his family.

    Maria Franklin is a board-certified behavior analyst with a strong educational background and work experience in behavior analysis and support. She earned a graduate certificate in behavior analysis from Florida Institute of Technology in May 2023 and holds a master’s in applied psychology (developmental psychology) and a bachelor’s in psychology from Liberty University. Currently, Franklin works as a board-certified behavior analyst at North Georgia Autism Center, where she develops individualized therapeutic plans and conducts initial client assessments. Her previous roles include registered behavior technician at the same center providing one-on-one ABA therapy and various positions such as behavior support clinician and field trip coordinator. Franklin also served as a motor transport operator in the U.S. Army Reserve.

    Joyce Freeman is the early childhood care and education program chair and a full-time ECCE instructor at West Georgia Technical College(WGTC). In 2016, Freeman began her career at WGTC as an early childhood care and education adjunct instructor. Previously, she was a lead teacher, trainer, and supervisor at Western Arkansas Child Development and served as a lead teacher and assistant director at Early Head Start Child and Family Services. Freeman holds a Master of Arts in teaching early childhood from Arkansas Tech University, a Bachelor of Arts in organizational leadership from the University of Arkansas Fort Smith, and an Associate of Arts in early childhood education from Carl Albert University. Some of her notable accomplishments include serving on a workgroup writing team to revise the workforce knowledge competencies for program administrators and education leaders, implementing the federal work-study program at WGTC, and serving as a certified trainer in first aid/CPR and child protection. She is an active member of the Southern Early Childhood Association.

    Karen Jones has been an educator for 27 years and is currently employed with Houston County School District as a program specialist. A graduate of Georgia Southern University, she holds advanced degrees from Valdosta State University and Columbus State University. She has worked as a preschool teacher, elementary school teacher, and district-level administrator. She worked in New York, Germany, South Carolina, and Nebraska before arriving back home in Georgia. She has a wealth of knowledge in the field of early childhood education, special education, educational leadership, and curriculum. Jones has served as a member on the Middle Georgia Community Action Agency (MGCCA) Health Advisory team, Middle Georgia RESA Preschool Consortium Lead, and an instructor for MGRESA Dyslexia Endorsement Cohort. She is passionate about improving the outcomes of young children and supporting their families with early intervention resources.

    Sylvia Washington is a pediatrician with a background in clinical practice, academia, and community service. Board-certified in general pediatrics since 2011, she completed her Pediatric Residency at Mercer University Medical Center in 2010 and holds a Doctor of Medicine from New Jersey Medical School.  Washington graduated summa cum laude with a bachelor’s degree in biology from Howard University. She has served as a general pediatrician at Atrium Health Floyd Pediatrics since 2013, where she also chaired the Department of Pediatrics and directed the Reach Out and Read Program. Her previous roles include similar positions at East Albany Pediatric and Adolescent Center. Washington contributes to medical education as a preceptor for various institutions and has been involved in significant publications and research. Active in community service, she holds leadership roles with the Georgia Chapter of the American Academy of Pediatrics and engages in medical missions and youth outreach programs.

    Maureen Meyers is a senior archaeologist with New South Associates, Inc. in Stone Mountain. She is an expert on pre-contact Native Americans of the southeast and has researched extensively on Native American settlement, households, ceramics, and fiber production. She is also an expert on archaeological field safety, sexual harassment and assault, and disability in archaeology. She received her bachelor’s from Radford University in Virginia, her master’s from the University of Georgia, and a Ph. D from the University of Kentucky. Meyers has over two dozen publications, many focused on her work on Mississippian period Native American mound sites in southwestern Virginia and north Georgia. She is the past president of the Southeastern Archaeological Conference, where she created partnerships with public outreach groups, scholarships for tribal and HBCU students, instituted organizational policy for addressing sexual harassment, and helped create and pass an image policy regarding Native American burial remains and associated objects.  

    Frank Williams is a full professor with tenure at Georgia State University, specializing in biological anthropology. He received his bachelor’s from the University of Florida and his master’s and Ph.D. from the University of Massachusetts, Amherst. Prior to coming to Georgia State University, he was a postdoctoral research assistant at Pennsylvania State University. Williams teaches courses in forensic anthropology, human paleontology, human osteology, statistical methods, and primate behavioral ecology. In 2020, he was the recipient of the University Faculty Award for Undergraduate Mentored Research in Policy, Entrepreneurship, Education, and Social Sciences. Williams has published extensively on reconstructing Neandertal diets using dental microwear, vertebral osteoarthritis, paleopathology, fossil primates, and dental morphology. He has received two U.S. Fulbright awards, a Fulbright Specialist Award to the University of Calgary, Canada (2014), and a Fulbright Core Scholars Award to the Royal Museum of Central Africa, Belgium (2016). He has previously served as director of undergraduate studies, department chair of anthropology, NAGRA coordinator, and faculty associate for tenure-track faculty development and review for the College of Arts and Sciences at Georgia State University.

    Melanie Dallas is the CEO of Highland Rivers Behavioral Health and a licensed professional counselor with 35 years of experience in behavioral health. Throughout her career she has held roles in crisis stabilization, mobile crisis assessment, and in-home care, working with children, families, and adults in both the public and private sectors. Dallas specializes in trauma and attachment issues. In 2019, she served on the Appalachian Regional Commission Substance Abuse Advisory Council and is currently the chair of the Policy Committee for the Georgia Association of Community Service Boards. Dallas holds a bachelor’s in marketing from the University of Kentucky and a master’s in counseling from Georgia State University. She has worked as a military family life consultant with the Department of Defense and helped develop a network of clinicians for the Georgia Army National Guard and Georgia State Defense Force. She has contributed to Georgia co-response programs, is trained in Critical Incident Stress Management (CISM), and leads a CISM team within her agency.

     

    Georgia Film, Music, and Digital Entertainment Advisory Council 

    Walker Dalton is the executive director of the Savannah Regional Film Commission. Previously, he served as the Savannah College of Art and Design’s director of content, where he led a team of creatives that produced art, fashion, and documentary films. Before moving to Savannah, he was a producer for 10 years on Jay Leno’s Garage and, for five years, served in NBC Universal’s digital marketing department. In 2017, Dalton earned an Emmy nomination for Jay Leno’s Garage. His leadership as the film commissioner for the region around Savannah, Georgia is reinforced by his 25 years of entertainment industry experience.

    Maria Guerra-Stoll is the president and CEO of PAM Studios and founder of GSB Architects + Interiors Inc. She began her career in film studio design working at Tyler Perry Studios in 2007 and has since overseen projects for major clients including Netflix and AT&T. Guerra-Stoll’s firm has extensive experience in designing entertainment facilities across the U.S. and internationally. She founded PAM Studios LLC, focused on fostering local talent and providing production facilities in Rome, Georgia. A native of Caracas, Venezuela, she graduated from the University of Tennessee at Knoxville with a Bachelor of Architecture. She has also completed two MBE programs at the Tuck School of Business at Dartmouth College. Guerra-Stoll serves as an executive board member of the Latin American Chamber of Commerce. She served as chairman of the Board of the Georgia Hispanic Chamber of Commerce. Additionally, Guerra-Stoll is a former board member of the Georgia Latino Film Festival, the Georgia Chamber of Commerce, Habitat for Humanity, and the YWCA.

    Pamela Thompson has been the owner-operator of Dillard House Stables since 1989. Along with her crew of experienced trail guides, she strives to keep the horseback riding tradition alive. Thompson’s lifetime of experience with horses and 25 years in the “trail riding” business allows her the opportunity to offer a safe and enjoyable horseback ride for every level rider. Additionally, she serves as president of the Dillard Tourism Association and as a camera-ready liaison for Rabun County to the Georgia film industry.

    Scott Votaw is the Assistant Vice Chancellor of the Georgia Film Academy. With over 25 years of experience working for production companies including Saban, Fox, Lucasfilm Ltd., and others, Votaw has a deep knowledge base of film production, 2D/3D animation, special FX, motion capture, and post-production. With a decade of experience in education, he also holds expertise in current and trending production needs, training educational circular creation, and workforce development. As an international consultant with CSV-Consulting, Votaw worked for studio infrastructure providers, workforce development, and emerging technology companies within the film and entertainment production sectors in the Asia-Pacific region. Prior to this, Votaw supported efforts to grow the film and TV production industry in Georgia by maintaining a highly trained and industry-standard workforce by creating/advising some of the most successful educational programs globally.

    Pam Clayton is the vice president of Quality Advancement & Regulatory Affairs at the Georgia Health Care Association. In her role, Clayton supports members in regulatory compliance and quality improvement, building strong relationships with stakeholders at all levels. She previously held various leadership roles at Ethica Health and Retirement Communities, where she developed and implemented strategic initiatives in skilled nursing and ancillary services. She holds a Bachelor of Science in organizational management from Covenant College and an Associate of Science in nursing from Dalton College. An active member of several professional organizations, Clayton serves on the American Health Care Association’s Quality Cabinet and co-chairs the AHCA/NCAL Quality Committee.

    Belinda Davis is the senior field operations manager of the southeast area at the Georgia Department of Corrections (GDC). Davis began her career with the GDC in 1991 as an accounting technician at Burruss Correctional Training Center (CTC). In 1997, Davis was promoted to business manager of Burruss CTC, and, later that year, she was promoted to deputy warden of administration at Metro State Prison. In 2003, Davis transferred to Georgia Diagnostic & Classification Prison to serve as the deputy warden of administration. In 2005, Davis was promoted to superintendent at McEver Probation Detention Center. In 2008, she was promoted to warden of Dooly State Prison. Before its closure, Davis was the warden of Metro State Prison and subsequently became the warden of Pulaski State Prison. Davis earned her Bachelor of Business Administration from Mercer University and a Master of Public Administration degree from Columbus State University. She has completed basic correctional officer training, basic management training, Corrections Leadership Institute, Warden’s Pre-Command, and Georgia Law Enforcement Command College. Davis is the chair of the Butts County DFACS Board.

    Lesli Reece is a seasoned professional with over 30 years of experience. While she is retired now, she serves as the director of Fostering Together, a part of North Point Ministries that she has been involved in since 2011. She has also owned L & R Real Estate Services since 2009. Prior to her current endeavors, Reece spent 11 years at the Coca-Cola Company where she served in various roles, including corporate business development and director of US & Global Staffing. Based in Alpharetta, she is passionate about making a positive impact in her community and leveraging her extensive background in business and leadership to help people.

    Brandy Locchetta is an Assistant Professor and Applied Behavior Analysis Program Coordinator at the University of West Georgia.   • MIL-OSI Europe: International appeal for humanitarian demining in Ukraine adopted in Lausanne

    Bern, 17.10.2024 – The first day of the Ukraine Mine Action Conference 2024 ended today with the presentation of the Lausanne Call for Action, which reaffirms the support of the majority of the countries present for humanitarian demining in Ukraine and around the world. The appeal calls for the needs of victims and disabled people to be addressed and promoting partnership and innovation to increase effectiveness in mine action. The conference, held in Lausanne at the EHL Hospitality Business School, brings together representatives of states, international organisations and partners in humanitarian demining.

    61 delegations met on 17 and 18 October 2024 in Lausanne for the Ukraine Mine Action Conference 2024 (UMAC2024). At the end of the first high-level day, the Lausanne Call for Action was adopted, calling for concrete action by states on humanitarian demining in Ukraine. This includes, for example, the swift and safe rehabilitation of agricultural areas, the economic and social reintegration of victims with disabilities, the promotion of international cooperation between the various partners active on the ground, and the exchange of experience and knowledge to foster innovative methods and technologies that increase the effectiveness of mine action at a global level. The text was presented by Switzerland and Ukraine, together with Croatia, which hosted the last mine action conference, and Japan, which will host the 2025 edition.

    Civil population, partnerships and innovation at centre of debate

    The event, hosted jointly by Switzerland and Ukraine, features debates and discussions based on three pillars – people, partners and progress – with the aim of highlighting the crucial importance of humanitarian demining as an integral part of the country’s economic and social reconstruction. The conference was opened by the Swiss president, Viola Amherd and the Ukrainian prime minister, Denys Shmyhal. The Swiss president emphasised in her speech that humanitarian demining is a priority for Switzerland: “Humanitarian demining is not only a security issue, but also a prerequisite for recovery, especially for the restoration of agricultural production and children’s education.”

    Also speaking at UMAC2024 will be figures from the scientific community and civil society, such as British photographer Giles Duley, a landmine survivor and UN Global Advocate for persons with disabilities in conflict situations and peacebuilding situations, and philanthropist Howard G. Buffett, chairman and CEO of the Howard G. Buffett foundation.

    Switzerland’s concrete support for humanitarian demining

    During the conference, the head of the FDFA, Ignazio Cassis, reiterated the importance of international cooperation in humanitarian demining and reaffirmed Switzerland’s commitment to the reconstruction of Ukraine, based on the Lugano Principles adopted in 2022. He also pointed out that the Federal Council decided last week to grant an additional CHF 30 million to the Fondation suisse de déminage (FSD) to extend its activities in the Kharkiv and Kherson regions until 2027. “Thanks to partners such as FSD and the International Centre for Humanitarian Demining, Switzerland is providing direct, effective support in Ukraine,” said Cassis. Since February 2022, the Swiss federal government has implemented various measures to support those affected by the war and allocated around CHF 3.7 billion. Last year the Federal Council approved CHF 100 million in support over four years, earmarked exclusively for mine action in Ukraine.

    Switzerland reiterates solidarity with Ukraine

    At the UMAC2024, a delegation from the Federal Council, led by President Viola Amherd, met with Ukrainian Prime Minister Denys Shmyhal. The meeting was dedicated to possible steps towards peace, reconstruction and solidarity with Ukraine in the face of the energy shortage in the upcoming winter months. The Swiss delegation, which included Federal Councillor Ignazio Cassis, emphasised Switzerland’s continued and long-term solidarity with Ukraine.

    Following the Summit on Peace in Ukraine at the Bürgenstock resort in June, the two sides discussed further possible substantive steps towards a lasting and just peace in Ukraine. For Switzerland, it is clear that any solution must respect international law and the UN Charter. Switzerland remains ready to offer its good offices with the aim of supporting firm steps towards the inclusion of both parties. The thematic follow-up conference scheduled to be held in Montreal at the end of October on the human dimension, the fate of prisoners of war, arbitrarily detained civilians and abducted children was also discussed. A further important topic of discussion was Switzerland’s support for Ukraine and the reconstruction effort, to which the Federal Council attaches strategic importance.

    The Vaud cantonal police are implementing the necessary security measures for the UMAC2024, adapted to the assessment of the situation and in close cooperation with the Federal Office of Police (fedpol). The Swiss Armed Forces provide them with support, in particular in the areas of personnel transport, logistics, air surveillance and air transport.

    Ambassador Holland welcomes the Report by the Acting Head of the OSCE Mission in Kosovo, and underlines appreciation for the Mission’s work on monitoring and early warning functions in light of continued tensions in the north of Kosovo.

    Thank you, Madam Chair.

    Firstly, I would like to welcome the Acting Head of the OSCE Mission in Kosovo to the Permanent Council for the first time. Thank you for the written report on the activities of the Mission over the last six months, and for the comprehensive presentation this morning.

    Madam Chair, the United Kingdom shares the assessment in the Report of the concerning lack of progress towards Kosovo-Serbia normalisation, which continues to have negative implications for the daily lives of ordinary citizens and for wider stability in the Western Balkans. In this context we welcome the Government of Kosovo’s recent decision to lift its ban on access for Serbian goods as a positive step towards enabling free trade across the Western Balkans, and giving citizens across the region the opportunity to reap the economic benefit of closer alignment with their European neighbours.

    We continue to call on both Kosovo and Serbia to engage constructively in the EU-facilitated Dialogue and to deliver on their respective obligations, including establishing an Association of Serb-Majority Municipalities.

    The UK will continue to encourage Kosovo to ensure that non-majority communities can play a full and equal role in the country’s future. We have been clear with all interlocutors that any actions which impact the wellbeing of Kosovo-Serbs and other non-majority communities require careful consultation with Kosovo’s friends and security partners, to avoid fuelling tensions and disadvantaging the most vulnerable. All non-majority communities should be free to exercise their democratic rights and further integrate into Kosovan society. We continue to encourage Kosovo Serbs to participate in the democratic process, take up roles in the public service and serve their communities.

    The UK reiterates the importance of ensuring justice and accountability for all acts of violence. We continue to call on Serbia to co-operate fully with efforts to hold to account those responsible for the shocking attack in Banjska in September 2023, and on NATO KFOR troops in May 2023, and to act to tackle cross-border arms smuggling.

    The UK commends the work of the OSCE Mission during the last six months across the three core pillars of its mandate. In particular, we appreciate the Mission’s continued prioritisation of monitoring and early warning functions in light of continuing tensions in the north of Kosovo.

    We value the Mission’s ongoing support to government institutions on human rights and inter-community relations, including addressing concerns about the property rights of non-majority communities. We welcome the Mission’s continued work to address challenges to the right to freedom of religion or belief and the preservation of cultural heritage. We also appreciate the Mission’s support to the Central Election Commission in modernising Kosovo’s electoral processes, which will be particularly important ahead of the February 2025 Assembly elections.

    Madam Chair, the United Kingdom remains a long-standing and strong supporter of Kosovo as an independent and sovereign state. We are committed to supporting an inclusive, diverse and multi-ethnic democracy in Kosovo, and its full participation in the international system.

    As we mark the 25th anniversary of the OSCE Mission’s mandate and constructive engagement in Kosovo, I wanted to again thank you, Acting Head of Mission, for taking on the leadership of the Mission at this critical time.   • MIL-OSI Security: Ohio Man Who Concealed Croatian War Crime Charge Sentenced to Prison for Immigration Fraud

    An Ohio man was sentenced yesterday to three years in prison for possessing a green card he illegally obtained by concealing that he had been charged with a war crime in Croatia prior to immigrating to the United States.

    According to court documents, Jugoslav Vidic, 56, of Parma Heights, in applying to become a lawful permanent resident of the United States, falsely stated that he had never been charged with breaking any law even though he knew he had been charged in Croatia with a war crime against the civilian population. Vidic also falsely stated that his only past military service was in the Yugoslav Army from 1988 to 1989, when, in fact, he fought with the Serb Army of Krajina and its predecessors during the civil war in the former Yugoslavia from 1991 to 1995. As a result of these materially false statements, Vidic was approved for lawful permanent resident status and received a green card.

    “Jugoslav Vidic lied about war crimes charged against him in an attempt to escape his past and live in the United States unlawfully,” said Principal Deputy Assistant Attorney General Nicole M. Argentieri, head of the Justice Department’s Criminal Division. “Thanks to the dedication of prosecutors, law enforcement, and our international partners, Vidic will serve prison time in the United States followed by his removal. His sentence demonstrates that human rights violators will not be allowed to hide from their crimes in the United States.”

    “Vidic committed serious human rights violations and was convicted of war crimes in Croatia as a result. Yet, he lied to U.S. immigration officials about his conviction and participation in a violent military force to claim refugee status and obtain a green card — becoming a permanent legal resident of our country — when he was not eligible to do so,” said U.S. Attorney Rebecca Lutzko for the Northern District of Ohio. “Those who run away from violent crimes they commit elsewhere in the world and then enter our country by brazenly lying about their past will be held to account, as yesterday’s sentence demonstrates. Vidic’s deceitful actions are detestable, and unfairly hurt people in need who legitimately seek refuge to flee real harms in their home countries.”

    “Our communities here in Ohio and across the United States are not safe havens for war criminals to escape accountability in their home countries,” said Executive Associate Director Katrina W. Berger of Homeland Security Investigations (HSI). “It is my hope that this sentencing provides some measure of solace to the victims’ families with the knowledge that despite the passage of time, the United States will seek justice.”

    “Jugoslav Vidic intentionally circumvented the laws of the United States by lying on his green card application about his war crimes conviction in Croatia,” said Assistant Director Chad Yarbrough of the FBI Criminal Investigative Division. “This case should serve as a warning to others that the FBI will work with our law enforcement partners to identify and hold accountable those like Vidic who seek to violate U.S. law by fraud of any kind.”

    “Jugoslav Vidic knowingly avoided the truth of his past to enjoy the freedoms and liberties of the United States for over two and a half decades,” said Special Agent in Charge Greg Nelsen of the FBI Cleveland Field Office. “Yesterday’s sentence underscores the work of the FBI and its local, state, federal, and international partners and sends a clear message that people in the United States who take part in war crimes, regardless of when or where they occurred, or by masking their involvement, will be identified, investigated, and prosecuted.”

    Vidic admitted in his plea agreement that he was charged with a war crime in Croatia in 1994 and convicted in absentia in 1998. The Croatian court found that during an attack by ethnic Serb forces in Petrinja, Croatia, on Sept. 16, 1991, Vidic cut off the arm of civilian Stjepan Komes, who died afterward. Vidic further admitted that he knew about the Croatian charges when he immigrated to the United States as a refugee in 1999, applied to become a lawful permanent resident in 2000, and was interviewed by U.S. immigration officials and received his green card in 2005.

    Vidic pleaded guilty to one count of possessing an alien registration receipt card knowing it had been procured through materially false statements. As part of the plea agreement, Vidic agreed to the entry of a judicial order of removal from the United States.

    HSI and the FBI are investigating the case with coordination provided by the Human Rights Violators and War Crimes Center, including the FBI’s International Human Rights Unit. The Justice Department thanks the Ministry of the Interior and Ministry of Justice and Public Administration of the Republic of Croatia, which were both instrumental in furthering the investigation.

    Trial Attorney Patrick Jasperse of the Criminal Division’s Human Rights and Special Prosecutions Section and Assistant U.S. Attorneys Matthew W. Shepherd and Jerome J. Teresinski for the Northern District of Ohio are prosecuting the case. The Justice Department’s Office of International Affairs also provided assistance.

  • MIL-OSI Europe: Christine Lagarde: Lessons from Ljubljana in uncertain times

    It is a pleasure to be here this evening.

    Not far from here, tucked away in the National and University Library, lie copies of the Abecedarium and the Catechism. These two texts, written by the religious reformer Primož Trubar in 1550, were the first ever books to be printed in Slovenian.[1]

    At a time when German was the language of the ruling classes, Trubar’s pioneering act was fundamental in helping to establish the national identity of Slovenians.[2]

    Today, his portrait graces the €1 coin in Slovenia, framed by the famous words found in the Catechism, “Stati inu Obstati” – “to stand and withstand”.[3]

    It is telling that both books – one a primer for the Slovenian language, the other guidelines for religious observance – were designed to teach, for there is much that Europe can learn from Slovenia in the uncertain world we now face.

    The global order we knew is fading. Open trade is being replaced with fragmented trade, multilateral rules with state-sponsored competition and stable geopolitics with conflict.

    Europe had invested considerably in the old order, so this transition is challenging for us. As the most open of the major economies, we are more exposed than others.

    So, in this new landscape, we too must learn “to stand and withstand”. And we can do so by drawing on two valuable lessons from Ljubljana.

    Opportunity in times of uncertainty

    The first lesson is that uncertainty can create opportunity.

    While many in Europe are anxious about the future, Slovenians are no strangers to uncertainty.

    Within a single generation, Slovenia made a success of the extraordinarily difficult transition from a planned economy to a market economy. Policymakers defied the odds by implementing tough structural reforms to first join the EU and, later, the euro area.

    Today, Slovenia is a success story. It is a developed, stable and high-income economy, with the highest GDP per capita at purchasing power parity of central and eastern European countries (CEECs).

    The nation’s success owes much to the creativity and vigour of its people and their innate ability to seize economic turning points and transform them into opportunities.

    For example, when Slovenia joined the EU, it was exposed to greater levels of competition from other Member States in the economic bloc.

    But Slovenia quickly capitalised on its skilled workforce to develop a new business model based on deep integration in the Single Market. Today, every single car produced in Europe has at least one component that is made in Slovenia.[4]

    For Europe, the changes in the global economy today represent a similar turning point. But if we approach it with the right spirit, I believe it can be an opportunity for renewal.

    A less favourable global economy can push us to complete our domestic market. Fiercer foreign competition can encourage us to develop new technologies. More volatile geopolitics can drive us to become more energy secure and self-sufficient in our supply chains.

    For Slovenia, the transformation of the automotive supply chain will be a particular challenge. But the economy is already adapting. For example, in July this year Slovenia secured a major investment in domestic electric vehicle production.[5]

    For many Slovenians, striding into an unpredictable future may seem like second nature.

    One of your most famous paintings, “The Sower”, hangs on display here at the National Gallery. Depicting an agricultural labourer at the crack of dawn hard at work sowing seeds in a field, the painting represents Slovenians’ resolute determination in the face of uncertainty.

    The rest of us in Europe will need to draw on this example in the uncertain times ahead. If we do so, we can also turn uncertainty into opportunity.

    The importance of sharing the benefits of change

    The second lesson from Slovenia is that the benefits of change can – and should – be more widely shared.

    The path of renewal for Europe is inescapably linked with new technology, especially digitalisation. But new technologies can sometimes lead to uneven labour market outcomes.

    Slovenia has undergone remarkable technological change over the past 20 years. Today, the country’s level of digital development is 7% above the CEEC average and it can compete with some of the most digitally developed EU countries in certain areas.[6]

    Yet Slovenia’s Gini coefficient – a measure of income inequality – is the second lowest in the OECD.[7] The country also benefits from high levels of gender equality. Female labour force participation is higher than the EU average and nearly equal to that of men.[8]

    Many in Europe are worried about the challenges ahead, such as the effects of artificial intelligence on social inclusion. But we should let Slovenia’s example inspire us.

    With the right approach, we can move forward and become more technologically advanced while ensuring everyone can benefit from the gains.

    And when everyone benefits, Europe benefits too. Over three-quarters of citizens in Slovenia feel attached to Europe, and almost two-thirds identify as both Slovenian and European – levels that are well above their respective EU averages.[9]

    Conclusion

    Let me conclude.

    In today’s uncertain world, Europe must learn “to stand and withstand”. And it can do so by looking to Slovenia as an example of how to overcome challenges that come its way.

    First, we must work hard to sow the seeds of success. And then, as the folk singer Vlado Kreslin sings, “vse se da” – “everything is possible”.

    Mission 4, Component 1, Reform 2.1 of the Italian National Recovery and Resilience Plan (NRRP) provides for a new system for the recruitment of teachers that is based on the provision of teaching qualifications through specific training courses.

    However, to obtain qualifications quickly, many aspiring Italian teachers turn to online universities and foreign training centres, particularly in Romania and Spain, which do not meet the minimum training requirements, bypassing selection procedures for entry, traineeships and final examinations.

    Problems with the circumvention of the minimum criteria laid down in legislation also concern specialisation courses on support, TFAs: according to a number of reports, there are centres offering accelerated, very short courses and arrangements that raise serious doubts about the quality and regularity of the qualifications issued.

    These practices could undermine the quality of teaching and breach EU provisions on the recognition of professional qualifications.

    In view of the above:

    • 1.Is the Commission aware of these disparities in teaching qualifications obtained by Italian citizens from other countries and of their possible impact on the quality of education in the EU?
    • 2.What steps will the Commission take to ensure that qualifications issued in other Member States conform to EU rules and to prevent practices that undermine teaching quality and mutual recognition of professional qualifications?
