  • MIL-OSI China: Scotland’s former First Minister Alex Salmond dies

    Scotland’s former First Minister Alex Salmond has passed away at the age of 69, local media reported on Saturday.

    Salmond took ill and collapsed while giving a speech in North Macedonia earlier today, according to the BBC. So far, the cause of his death has not yet been officially disclosed.

    His passing was described as sudden and unexpected. Anas Sarwar, leader of Scottish Labour, told local media that the news of Salmond’s passing came “as a shock to all who knew him in Scotland, across the UK (the United Kingdom) and beyond.”

    Salmond, a former member of Parliament, served as Scotland’s first minister between 2007 and 2014.

    He led the Scottish National Party (SNP) to power after winning the Scottish Parliament election in 2007. A passionate advocate for Scottish independence, he resigned as first minister after 55 percent of Scottish voters backed remaining in the UK in the 2014 referendum.

    In 2021, he formed the pro-independence Alba Party, following his resignation from the SNP three years earlier.

    UK Prime Minister Keir Starmer paid his tribute to Salmond, calling him a “monumental figure of Scottish and UK politics” who leaves behind a “lasting legacy.”

  • MIL-Evening Report: How to look after your mental health right now if you have family in the Middle East or another conflict zone

    Escalating violence in the Middle East, particularly in Lebanon in recent weeks, has brought news of death, casualties and displacement.

    In response, the Australian government has organised evacuation flights for Australian citizens and is urging all Australians in Lebanon to take the earliest available flights due to the unpredictable nature of the conflict.

    For the more than 248,000 Australians with Lebanese ancestry, and others, this has been a deeply distressing time.

    Escalating violence in Lebanon has also resonated deeply with other diasporas in Australia, such as those from Palestine and Ukraine. These scattered communities share similar experiences of conflict and displacement.

    So how do Australians with links to Lebanon, Gaza or other conflict zones look after their mental health at this time? And how can you support others who may be struggling?

    Identifying with pain and suffering

    People with emotional ties to conflict zones overseas identify with the pain and suffering they see and hear. Australians with shared cultural heritage may be living in the shadow of homeland events and experiencing what research has called “push-pull” dynamics.

    This may be experiencing periods of calm and ease mixed with intermittent periods of intense fear, uncertainty and emotional pain as upsetting events unfold.

    For some, sleeplessness, irritability, fear, frustration, uncertainty and emotional exhaustion combine. People are no longer isolated from their country of origin. Rather, global events influence their personal and social life, and mental health.

    The way people manage the interplay between homeland events, sense of powerlessness, and mental health in Australia are complex. It is easy to be rapidly consumed by what is happening. Events are graphic, compelling and fast moving.

    How to look after yourself

    So what can you do if you notice yourself or someone close to you is becoming impacted?

    Know your distress triggers. For some, this might be witnessing violence on television news or social media. For others, this might be stories about children and young people who have been killed. Seeing and hearing images and stories can be distressing if they are repeated across multiple platforms. Some people may need to minimise their media exposure.

    Talk to people you trust about how you are feeling. Describe what is happening and what you notice about yourself. If you are feeling fragile or concerned about your mental health, or the mental health of a loved one, seek support from your health-care provider.

    Reconnect with and strengthen personal support networks. Supportive cultural connections and family members, and other supports including friends and colleagues, can protect against the onset or worsening of mental distress.

    Getting help early can create more options for support. It can also make it easier to accept help in the future.

    Refer to trusted sources of information and calibrate media exposure. While many people need to know about events, news stories and imagery are distressing.

    Incorporate activities that comfort and distract you, and make your situation feel safer. This can include:

    • spending time with family members or friends

    • spiritual, faith or religious reconnecting

    • distraction through music or food.

    Avoid taking devices to bed to protect your sleep and your mental health.

    How to support others

    If you work with or support someone who is impacted, recognise this is a time for sensitivity and compassion. Show you are concerned and, at the same time, check they’re OK. Ask:

    What is the best way for me/the team at work to be supportive and alongside you?

    It is also important to ask about someone’s mental health. You can ask:

    With events unfolding, how are things at home for you right now?

    When validating a person’s experience, remember it is not always important to know personal detail or circumstances in fine detail. What is important is to demonstrate genuine interest, create trust and psychological safety. Aim to really listen, rather than listening so you can respond.

    As a friend, colleague or manager, offering support and listening without judgement may help a person impacted by global catastrophic events.

    In times like these, validation, human connection and support are some of the best things you can do to protect your own and other people’s mental health.

  • MIL-OSI China: Serbia, China ink contract to build new railway station in New Belgrade

    Serbia has signed a contract with China’s Shandong High-Speed Group (SDHS) to build a new railway station complex in New Belgrade, a central business district of the capital city.

    The agreement worth 138 million euros (151.03 million U.S. dollars) was formalized on Saturday by Serbia’s Minister of Construction, Transport, and Infrastructure Goran Vesic, and a SDHS representative, in the presence of China’s Ambassador to Serbia Li Ming.

    The project includes 70 million euros for the construction of a new station and approximately 40 million euros for reconstructing the station’s bridge structure. Construction is scheduled to begin early next year, with completion set for December 2026.

    “This station will be integrated with the bus and tram networks, significantly enhancing the city’s transport system,” Vesic said.

    Li underscored the importance of this agreement, calling it a new highlight of Sino-Serbian friendship, which will boost Serbian transport system and railway industry. He also described collaboration on infrastructure development and the ongoing EXPO 2027 project as key areas of partnership between the two states.

    From May 15 to Aug. 15, 2027, Serbia will hold World Expo, also known as Specialised Expo, in Belgrade with the theme of “Play for Humanity.” It will be the first time that World Expo is held in the Western Balkan region.

    The station, designed by Serbian academic Milovan Lojanica, is poised to enhance New Belgrade’s role as a transport hub, providing improved multimodal services once operational, the statement said. (1 euro = 1.09 U.S. dollar)

    In Montenegro, the majority of people with disabilities think that election management bodies do not offer enough support, which makes voters with disabilities feel left out. 54 per cent of them said they faced barriers while voting in the 2023 elections. A further 45 per cent of voters thought polling station staff did not know how to approach and communicate with them.
    These are some of the findings in the report titled “People with Disabilities – Voting in Elections”, prepared by the OSCE Mission to Montenegro following the 2023 presidential and parliamentary elections. The report examines the views and experiences of 94 voters with disabilities, who agree that more must be done to make elections accessible for everyone.
    When asked how things could be changed for the better, some respondents said people with disabilities should be trained about their voting rights. Election management bodies must understand the needs of people with disabilities to be able to support them to vote. Some of them believe that a register of persons with disabilities should be established, while some suggested introducing amendments to legislation to improve their voting experience, including having a designated Member of Parliament.
    Giovanni Gabassi, Acting Head of the OSCE Mission to Montenegro said that this report provided useful suggestions as to what can be done to help people with disabilities have a more positive electoral experience.  “Removing barriers is essential in ensuring that everyone can freely exercise their constitutional right to vote independently and in secret. People with disabilities do not feel supported in voting and standing as candidates. They struggle with access to political and voting information. The Mission is resolute in supporting election management bodies and disability NGOs in improving the accessibility of elections”, said Gabassi.
    The Mission to Montenegro thanks all voters with disabilities who spoke about their experience of voting in the 2023 elections, as well the Association of Youth with Disabilities and the Union of the Blind for the long-standing partnership and contribution made in preparing the report.

These accounts shed light on the barriers that survivors/victims face in reporting, and the challenges practitioners face in responding to and documenting CRSV cases in conflict settings. The video highlights the entrenched gender inequalities that disproportionately affect women and girls, and recognises that men and boys are also survivors/victims. The video explores the international legal frameworks in place and the crucial role of Senior Women Protection Advisors in peacekeeping settings, emphasizing the criticality of comprehensive CRSV prevention and response to protecting women, girls, men and boys from CRSV and to achieving peace and security.

    In the last decade, a pronounced form of environmental crime has been present in Montenegro and the region, including illegal activities in forestry, land, stone, riverbeds and sand exploitation, destruction of nature’s biodiversity, as well as illegal construction, which poses a significant threat to natural resources and public health. In the fight against environmental crime, a holistic approach, co-operation and data exchange amongst institutions is of key importance.
    This was conclusion of the regional workshop “Fighting Environmental Crime in Montenegro and the Balkans region”, organized by the Environment Protection Agency of Montenegro, the French Embassy in Podgorica, and the OSCE Mission to Montenegro from 8 to 10 October at the Plavnica Eco Resort.
    The event gathered around 50 representatives of the police, judicial and prosecutorial institutions, international organizations and NGOs from the region, as well as from Bulgaria, Greece and France, who discussed the ways of fighting against crimes that affect the environment and institutional co-operation and coordination in addressing environmental crimes.
    Opening the event, Stephen Harmon, the OSCE Mission’s Security Co-operation and Governance Programme Manager, stated that the OSCE worked with Montenegrin institutions to strengthen their capacity and efficiency in addressing environmental crime. “We supported the ‘Environmental crime in Montenegro’ analysis, which detailed environmental crimes in the country, together with recommendations on how to combat them. “A long time ago we were given one task, to be stewards of this world, our home the only one we will ever have. Our efforts have been poor at best. We are gathered here to renew our commitment in unity to that task,” said Harmon.
    The Ambassador of France to Montenegro, Anne-Marie Maskay, said that the country’s diverse ecosystems, including national parks, rivers, and coastal areas, were under siege from various forms of environmental crime. “While Montenegro has made substantial progress in establishing a legal framework to protect its environment, significant gaps remain. The implementation of this framework is often incomplete due to insufficient resources, lack of trained personnel, and also corruption that hamper the effective monitoring and enforcement of environmental regulations,” said Ambassador Maskay. She added that more stringent laws were necessary that specifically addressed environmental crime, but also underscored the need to establish specialized environmental police units.
    Zoran Brđanin, Director of the Police Directorate, stated that police analysis, intelligence and operational data and initiated investigative criminal and misdemeanour proceedings show the presence of environmental crime in Montenegro. “It is precisely for this reason that the Police Directorate recognized this form of crime in the latest update of the Serious and Organized Crime Threat Assessment – SOCTA and included it in the list of national priorities. In the coming period, the Police Directorate will implement proactive investigative measures and actions to prove criminal acts related to the abuse of official position and provision of logistical support to persons who carry out criminal activities in forestry. In addition, conventional measures and actions and will be intensified during the wood cutting season,” said Brđanin.
    Milan Gazdić, Director of the Environment Protection Agency of Montenegro, stated that activities such as illegal logging, wildlife smuggling and hazardous waste disposal disrupt ecosystems and undermine the efforts for sustainable development. “This workshop provides an opportunity to strengthen co-operation among all actors. With the knowledge and commitment of all present, I am convinced that we will make significant progress in the fight against environmental crime,” said Gazdić, adding that one of the key results in Montenegro will be the formation of the National Working Group, which represents an important step towards improving the efficiency of environmental protection in Montenegro.
    This three-day regional workshop was a follow-up on the event the Mission organized in June, when representatives of Montenegrin institutions gathered to discuss their co-operation in promoting environmental protection and addressing environmental crimes.

    International Day of the Girl provides an opportunity to celebrate the leadership of girls around the world and recommit to addressing the barriers that continue to limit their full participation. Today, to commemorate International Day of the Girl, First Lady Jill Biden will host the second “Girls Leading Change” event at the White House to recognize outstanding young women from across the United States who are making a difference in their communities. This year’s event will honor 10 young women leaders, selected by the White House Gender Policy Council, who are leading change and shaping a brighter future for generations to come.  

    The Biden-Harris Administration is committed to ensuring that girls can pursue their dreams free from fear, discrimination, violence, or abuse; and to advancing the safety, education, health, and wellbeing of girls everywhere. Investing in young people means investing in our future; and they should have the opportunity and resources they need to succeed.

    That’s why, since day one in office, this Administration has taken action to advance the safety, education, health, and well-being of girls, including:

    • Accelerating Learning and Improving Student Achievement. The American Rescue Plan, the largest one-time education investment in our history, included $130 billion to help schools address the impact of the pandemic on student well-being and academic achievement. To sustain these efforts, the Biden-Harris Administration increased funding and targeting of federal grants to better support academic recovery—from the Education Innovation and Research program to extended-day and afterschool programming through 21st Century Community Learning Centers. And the Administration’s Improving Student Achievement Agenda for 2024 is helping accelerate academic performance for every child in school.
    • Canceling Student Debt. President Biden and Vice President Harris vowed to fix the federal student loan program and make sure higher education is a ticket to the middle class—not a barrier to opportunity. The Biden-Harris Administration has approved nearly $170 billion in loan forgiveness for almost 5 million borrowers through more than two dozen executive actions with the goal of helping these borrowers get more breathing room in their daily lives, access economic mobility, buy homes, start businesses, and pursue their dreams.
    • Cutting Child Poverty Nearly in Half in 2021. President Biden and Vice President Harris believe that no child should grow up in poverty. Their expansion of the Child Tax Credit helped cut child poverty nearly in half in 2021 to a record low of 5.2%. President Biden and Vice President Harris are fighting to restore this expansion, which would lift over a million girls out of poverty and narrow racial disparities. The Biden-Harris Administration has also lifted hundreds of thousands of girls out of poverty by updating the Thrifty Food Plan and creating SunBucks, a new program that helps low-income families afford groceries over the summer when they don’t have access to school meals.
    • Supporting Youth Mental Health. President Biden and Vice President Harris believe that health care is a right, not a privilege, and that mental health care is health care—period. That’s why they invested almost $1.5 billion to strengthen the 988 Suicide & Crisis Lifeline and launched the National Mental Health Strategy, with ongoing investments to strengthen the mental health workforce, ensure parity for mental health and substance use care, connect Americans to care, and better protect youth from the harms of social media. The Biden-Harris Administration is also delivering the largest investments in school-based mental health services ever, bringing 14,000 new mental health professionals into schools across the country and making it easier for schools to leverage Medicaid to deliver care.
       
    • Preventing Gun Violence, Including Domestic Violence with Firearms. Gun violence is the leading killer of children and teenagers in the United States. President Biden and Vice President Harris have taken historic executive action to reduce gun violence and violent crime. In 2022, President Biden signed into law the Bipartisan Safer Communities Act (BSCA), the most significant new gun safety legislation in nearly 30 years. The intersection between guns and domestic violence can be especially deadly, and BSCA expanded background checks to keep guns out of the hands of more domestic abusers, narrowed the “boyfriend loophole” so an individual convicted of a misdemeanor crime of domestic violence against a dating partner is prohibited from purchasing a firearm, and expanded funding for red flag laws that allow for temporary removal of firearms from an individual who is a danger to themselves or others. President Biden established the first-ever Office of Gun Violence Prevention, overseen by Vice President Harris. The Biden-Harris Administration has made historic investments in law enforcement and community-led crime prevention and intervention strategies and has announced more executive actions to reduce gun violence than any other administration. Most recently, building on life-saving actions that the Administration has already taken, President Biden signed a new Executive Order in September 2024 to improve school-based active shooter drills and combat emerging firearms threats. The President and Vice President also announced new actions to support survivors of gun violence, promote safe gun storage, fund community violence intervention, and improve the gun background check system, among other actions.
       
    • Launching the American Climate Corps. President Biden launched the American Climate Corps to give a diverse new generation of young people the tools to fight the impacts of climate change today and the skills to join the clean energy and climate-resilience workforce of tomorrow. The American Climate Corps is tackling the climate crisis, including by restoring coastal ecosystems, strengthening urban and rural agriculture, investing in clean energy and energy efficiency, improving disaster and wildfire preparedness, and more. More than 15,000 young Americans have already been put to work in high-quality, good-paying clean energy and climate resilience workforce training and service opportunities through the American Climate Corps—putting the program on track to reach President Biden’s goal of 20,000 members in the program’s first year ahead of schedule.
       
    • Providing Children with Healthier, More Sustainable Environments. The Environmental Protection Agency’s Clean School Bus Program has awarded nearly $3 billion and funded approximately 8,700 electric and low-emission school buses nationwide, protecting children from air pollution by transforming school bus fleets across America. The Biden-Harris Administration also invested $15 billion toward replacing every toxic lead pipe in the country within a decade, protecting children and schools from lead exposure that can cause irreversible harm to cognitive development and hamper children’s learning. And earlier this year, the Environmental Protection Agency provided $58 million to protect children from lead in drinking water at schools and child care facilities.
    • Fighting Online Harassment and Abuse. Online harassment and abuse is increasingly widespread in today’s digitally connected world and disproportionately affects women, girls, and LGBTQI+ individuals. President Biden established the White House Task Force to Address Online Harassment and Abuse to coordinate comprehensive actions from more than a dozen federal agencies, and his Executive Order on artificial intelligence directs federal agencies to address deepfake image-based abuse. The Department of Justice also funded the first-ever national helpline to provide 24/7 support and specialized services for victims of online harassment and abuse, including the non-consensual distribution of intimate images; raised awareness of new legal protections against the non-consensual distribution of intimate images that were included in the Violence Against Women Act Reauthorization Act of 2022; and funded a new National Resource Center on Cybercrimes Against Individuals.
    • Keeping Students Safe and Addressing Campus Sexual Assault. The Department of Education restored and strengthened vital Title IX protections against discrimination on the basis of sex for students and employees. The Department of Justice awarded more than $20 million in FY 2024 to support colleges and universities in preventing and responding to sexual assault, domestic violence, dating violence, and stalking. And the Department of Education—in collaboration with the Departments of Justice and Health and Human Services—launched a Task Force on Sexual Violence in Education that has released data on sexual violence at educational institutions and is working to improve sexual violence prevention and response on campus.
    • Supporting Vulnerable Youth. The Biden-Harris Administration has taken action to support the needs of vulnerable and underserved youth—from helping prevent youth homelessness and human trafficking to supporting employment initiatives for youth with disabilities. This includes $800 million in dedicated funding to support students experiencing homelessness through the President’s American Rescue Plan. The Department of Health and Human Services also issued landmark rules to improve the child welfare system, particularly for the most vulnerable children, and to advance the safety and wellbeing of families across the country, including for LGBTQI+ children in foster care. And the Department of Justice has funded programs to help communities develop, enhance, or expand early intervention programs and treatment services for girls who are involved in the juvenile justice system.

    The Biden-Harris Administration has also taken action to support girls around the globe by fighting to advance the human rights of women and girls and promote access to education, health, and safety, including:

    • Promoting Girls’ Education Globally. The United States is investing in girls’ education around the world, which in turn advances health and economic development. The U.S. Agency for International Development (USAID) invested more than $2.5 billion from FY 2021-2023 to increase access to quality basic and higher education, and reached 18.7 million girls and women in 69 countries in FY23 alone to advance gender equality in and through education. The Departments of State and Labor have also supported efforts to promote girls’ education through science, technology, engineering, and mathematics (STEM) education programs in Kenya and Namibia, as well as technical and vocational education training centers for adolescent girls in Ethiopia. The United States has strongly condemned the restriction of girls’ education in Afghanistan, including by restricting visas for individuals believed to be responsible for, or complicit in, repressing women and girls by limiting or prohibiting access to education.
    • Closing the Gender Digital Divide. Last year, Vice President Harris launched the Women in the Digital Economy Fund (Wi-DEF) to accelerate progress towards closing the gender digital divide. To date, Wi-DEF has raised over $80 million, including an initial $50 million commitment from USAID. Building on the success of the Fund, the Women in the Digital Economy Initiative includes commitments from governments, private sector companies, foundations, civil society, and multilateral organizations that have pledged more than $1 billion to accelerate gender digital equality. This Initiative supports girls’ access to digital learning opportunities, provides employment and educational skills, and helps fulfill the historic commitment of G20 Leaders to halve the digital gender gap by 2030. Since the launch of Wi-DEF, the United States has invested $102 million in direct and aligned commitments to closing the gender digital divide and accelerating gender digital equality.
    • Preventing and Responding to Online Harassment and Abuse Globally. To address the scourge of online harassment and abuse against girls and women, the Biden-Harris Administration launched the 15-country Global Partnership for Action on Gender-Based Online Harassment and Abuse, which has advanced international policies to address online safety and supported programs to prevent and respond to technology-facilitated gender-based violence. Since the Global Partnership was launched in 2022, the Department of State has supported projects in every region to prevent, document, and address technology-facilitated gender-based violence, cultivate safe online use, and respond to survivors’ needs. 
    • Championing Girls’ Leadership in Addressing the Climate Crisis. In 2023, Vice President Harris announced the Women in the Sustainable Economy Initiative—an over $2 billion public-private partnership to promote women’s access to jobs in the green and blue industries of the future—including by advancing girls’ access to STEM education. Through WISE, the Department of State is investing more than $12 million in programs to benefit girls, including programs that promote girls’ economic skills and opportunities in STEM and that foster girls’ roles in leading, shaping, and informing equitable and inclusive climate policies and actions.
    • Strengthening HIV Prevention Services for Girls. To address key factors that make adolescent girls and young women particularly vulnerable to HIV, the United States launched the DREAMS (Determined, Resilient, Empowered, AIDS-free, Mentored, and Safe) public-private partnership as part of the President’s Emergency Plan for AIDS Relief (PEPFAR) in 2014. Announced in 2023, PEPFAR’s DREAMS NextGen program is the next phase of DREAMS that will take a more nuanced approach that is responsive to the current context within each of the 15 DREAMS countries. PEPFAR has invested more than $2 billion in comprehensive HIV prevention programming for girls through DREAMS—including $1.3 billion since the start of the Administration—and the program reaches approximately 2.5 to 3 million girls annually.
    • Increasing Efforts to End Child Marriage Globally. To address the global scourge of child, early, and forced marriage, USAID and the Department of State invested $86 million in 27 countries to support programs that prevent and respond to this harmful practice, including by equipping girls and young women with education and workforce readiness skills; providing education, health, legal, and economic support; and raising awareness. Under the leadership of the Biden-Harris Administration, the United States also made its first-ever contribution to the UNICEF-UNFPA Global Programme to End Child Marriage, which works in 12 countries in Africa and South Asia to promote the rights of adolescent girls, and is contributing more than $2 million in FY 2024 to UNFPA to help reach refugee adolescent girls and prevent child marriages in humanitarian settings.
    • Leading Programs to End Female Genital Mutilation and Cutting. To address the harmful practice of female genital mutilation and cutting (FGM/C), USAID invested in programs to address this issue in Djibouti, Egypt, Mauritania, and Nigeria. The United States is a long-standing donor to the UNICEF-UNFPA Joint Programme on the Elimination of Female Genital Mutilation, and invested $20 million from FY 2020-FY 2023 in this partnership, which has succeeded in advocating for legal and policy frameworks banning FGM/C in 14 of 17 countries and supported more than 6.3 million women and girls with FGM/C-related protection and care services.
    • Promoting Young Women’s Civic and Political Participation. The Biden-Harris Administration has advanced the political and civic participation of women and girls as a pillar of democracy promotion efforts worldwide. The Administration launched Women LEAD, a $900 million public-private partnership focused on building the pipeline of women leaders around the world, including by supporting programs to reach girls and young women. Under this umbrella, the USAID-led Advancing Women’s and Girls’ Civic and Political Leadership Initiative provides more than $25 million to identify and dismantle the individual, structural, and socio-cultural barriers to the political empowerment of women and girls in ten focus countries: Côte d’Ivoire, Nigeria, Tanzania, Kenya, Colombia, Ecuador, Honduras, Kyrgyz Republic, Yemen, and Fiji. Furthermore, the State Department is launching a new $1.25 million program in Africa that will empower and equip young women leaders to take on decision-making roles in democratic transition processes.
    • Protecting Girls in Humanitarian Emergencies. The United States government has increased its support for girls in humanitarian and fragile contexts. Since 2021, USAID has more than doubled the percentage of its humanitarian budget allocated to the protection sector, which includes child protection and gender-based violence activities serving girls. In FY 2023, USAID provided $163 million specifically towards addressing gender-based violence in humanitarian emergencies. In 2022, USAID and the Department of State launched Safe from the Start: ReVisioned, which seeks to better address the needs of girls and women from the onset of a conflict or crisis.
    • Combatting Child Trafficking. To combat child trafficking, including trafficking of girls, the Department of State has committed $37.5 million through Child Protection Compacts, building capacity in Jamaica, Peru, and Mongolia, and establishing new partnerships with Colombia, Cote d’Ivoire, and Romania. These partnerships strengthen country responses to child trafficking to more effectively prosecute and convict traffickers, provide comprehensive trauma-informed care for child victims—including girls—and prevent child trafficking in all its forms.

    The Commission is following the situation in Bulgaria and is in a constant dialogue with the Bulgarian authorities to promote the rule of law within the framework of the comprehensive annual rule of law cycle.

    The 202 4 Rule of Law Report, published on 24 July 20 2 4 , presents developments and recommendations related to the rule of law in the Member States of the EU and includes a dedicated country chapter on all 27 Member States, including Bulgaria[1].

    In the particular case of Bulgaria, the 2024 report notes that concerns have been raised as to the functioning and independence of certain regulatory and independent authorities in the country.

    As set out in Article 2 of the Treaty on European Union, equality and respect for human dignity and human rights are values common to the Member States on which also the EU is founded.

    The Commission remains steadfast, within the limits of its competences, in its commitment to tackling discrimination, inequalities and challenges faced by lesbian, gay, bisexual, trans, non-binary, intersex and queer (LGBTIQ) individuals, including in education, as outlined in our LGBTIQ Equality Strategy 2020-2025[1], of course including in Bulgaria .

    The Commission is aware of the law adopted by the Bulgarian parliament.

    On 13 August 2024, Commissioner for Equality, Helena Dalli, sent a letter to the Bulgarian Minister of Education and Science, Mr Galin Tsokov, to request further information on the legislation. The Commission received the reply of the Minister on 3 September and is assessing it.

    The Commission is analysing whether the legislation is aligned with EU law, including the EU Charter of Fundamental Rights. The Commission will use all the instruments at its disposal to protect the EU’s values and will not hesitate to take the necessary actions within the limit of its competence.

  • MIL-OSI Security: Defense News: CNO Strengthens Partnerships at 14th Trans-Regional Seapower Symposium

    VENICE, Italy – Chief of Naval Operations, Adm. Lisa Franchetti, attended the 14th Trans-Regional Seapower Symposium (TRSS) in Venice, Italy, Oct. 8-10, 2024.

    This year’s TRSS brought together Heads of Navy and Coast Guard from 67 countries with experts and professionals from around the world to discuss critical maritime issues and foster collaboration. The symposium, themed “A Spotlight on the Depths: the Underwater as a New Frontier for Humankind,” aimed to address the growing importance of the underwater through panel discussions, presentations, and interactive sessions that allowed participants to explore innovative approaches and strategies for maritime cooperation.

    “It is great to be here among friends who are united by our shared values, our shared commitment, and our shared stake in the continued stability, security, and prosperity of the entire global maritime commons, especially in the undersea domain,” said Franchetti.  “We’ve all scanned the horizon and see the forces that are threatening to make the world more unstable and more dangerous. And we’ve witnessed the vulnerabilities of our critical undersea infrastructure, like gas pipelines, fiber optic cables, which are so critical to our economies, our shared security, our prosperity, and our peoples’ way of everyday life.”

    During the symposium, Franchetti participated in a panel titled “Safeguarding the Underwater: New Solutions and Technologies for new Challenges,” where she discussed how U.S. Navy is leveraging modern technology, like robotic autonomous systems, underwater command and control networks, and sensing and detection systems; is integrating these systems into the fleet and adopting the new technology, getting the innovation into the hands of Sailors as quickly as possible; and building relationships and having conversations with Allies and partners.

    “Integrating robotic and autonomous systems into the daily business of our operations is a critical part of my recently released Navigation Plan for America’s War Fighting Navy,” said Franchetti.  “It’s one of my seven Project 33 targets, areas where I will invest my personal time and my resources, where I’m going to put my thumb on the scale to raise the baseline level of readiness of the American Navy in the fastest time possible.”

    She went on to say, “we are continuing to closely collaborate with you, all of our allies and partners, and your respective innovation bases to advance our capabilities in the undersea domain.  And I see us doing this together as part of a broader warfighting ecosystem.  It’s another component in my Navigation Plan, which is fundamental to my vision of how we will deter and, if necessary, fight and win future wars.”

    While at the symposium Franchetti also held bilateral engagement with her counterparts from Denmark, Germany, Greece, Italy, Nigeria, Portugal, Romania, Spain, and Sweden; and conducted over 40 meaningful discussions with TRSS Head of Navy participants about the importance of increasing interoperability with Allies and partners.

    Franchetti also conducted her second trilateral meeting with her Australian and United Kingdom counterparts as part of the AUKUS partnership. Their first meeting occurred earlier this summer at HMAS Stirling in Perth, Australia.

    “In three years of  the AUKUS agreement we have made significant progress in integrating the exceptional undersea capabilities of Australia, the United Kingdom and the United States,” said Franchetti. “Our navies will continue to build on our relationships, strengths, and interchangeability to provide security and stability, and maintain the rules-based international order in the Indo-Pacific and around the globe.

    The CNO wrapped up her time at TRSS with a multilateral meeting with Heads of Navy from the Group of Seven (G7: U.S., Canada, France, Germany, Italy, Japan and the United Kingdom) and a meeting with the chiefs of carrier strike group navies.

    The JEK2 project would provide up to 2400 MWe capacity with a pressurised water technology of either GEN III or GEN III+ design, further strengthening Slovenia’s capacity to reduce emissions and meet its climate and development goals.

    The Director General spoke to a number of Slovenian media outlets on the topic. “I have seen much interest here in detailed nuclear topics related to price, waste and safety. I am happy to answer any questions and appreciate these informed exchanges.

    “I think the important thing is that the Slovenian society is well-informed, and that there is a good public debate about it. My impression is that there is widespread consensus on the reasonability of moving forward with nuclear in the country. But, of course, it will be up to the Slovenes to decide what you want to do.”

    Mr Grossi spoke of nuclear power’s key role supporting the clean energy transition. “An integrated intelligent energy mix is what is needed. You cannot have full reliance on one single source of energy. We believe that renewable energy is indispensable, and it should be scaled up. The issue here is that you also need base load energy. You cannot power a full economy simply on renewable energies.

    “So, countries are choosing what kind of base load capacity they can use. Many important economies are looking into nuclear simply because they need useful instruments that will allow them to have this base load energy,” he added.

    Following the political gathering this morning and a meeting with Bojan Kumer, Minister of the Environment, Climate and Energy, Mr Grossi spoke with student groups on the topic.

    Army Officer James Robinson lands in Alderney on a mission to help create a positive outlook

    Alderney’s new Head of Operations has swapped a Colonel’s uniform for island life – and a mission to help foster a “positive and resilient” outlook for the community.

    James Robinson CBE has been finding his feet at Island Hall for a few weeks where he is bringing his experience to the States of Alderney’s operations.

    A key aspect of his job is to provide visionary leadership and build effective relationships with stakeholders including States Members, the community and business partners.

    “I wanted a role that allows me to get things done in a people-oriented way and with a touch of adventure,” he said.

    Coming from an Army family, his officer training at Sandhurst was followed by operational service in hotspots such as Northern Ireland, Bosnia, Kosovo, Sierra Leone, Iraq and Afghanistan. His last job in the Army was Head of the Brigade of Gurkhas during which time he was responsible for maintaining diplomatic relations with Nepal, India and Brunei.

    He left the Army as a full colonel after 36 years’ service since when he has undertaken a number of security and management consultancy projects in Riyadh, Kabul, Qatar, Jordan and for the UK G7 summit in Cornwall. He also managed his borough’s response to COVID for six months leading 3000 volunteers to support the local community.

    “I am here to help create a positive and resilient future for Alderney while seeking to protect its unique environment and heritage,” added Mr Robinson. “I had a hugely varied life in the Army that took me all around the world solving interesting challenges and I hope I can add value here.”

    On Wednesday, MEPs discussed Hungary’s priorities for its six-month Council Presidency, which started on 1 July, with Prime Minister Viktor Orbán.

    European Parliament President Roberta Metsola noted in her opening statement that the Hungarian Presidency comes at a time when the EU is taking “significant steps forward” including “supporting Ukraine, strengthening European competitiveness, and building a more stable, secure Europe”. She recalled that the Parliament is the house of democracy, “where the rule of law and freedom of expression are sacrosanct”, and where “we may not always agree, but we will always give space for the respectful sharing of views”.

    “The EU needs to change,” Prime Minister Viktor Orbán said, adding that the Hungarian Presidency aims to be the voice and catalyst for change. According to Mr Orbán, the situation of the EU is far more serious than in 2011, during the first Hungarian EU Presidency, citing the war in Ukraine, escalating conflicts in the Middle East and Africa, migration, risks to the Schengen area, and Europe losing its global competitiveness.

    Mr Orbán pledged that Hungary would be an honest and constructive broker holding the rotating presidency of the EU Council, including on the pending 52 legislative files that need to be finalised, and is ready to start inter-institutional negotiations with the Parliament.

    He highlighted competitiveness as a key issue for the Presidency, noting that the EU’s economic growth in the last two decades has been significantly lower than in China and US, with the EU’s share of global trade also decreasing. Pointing to energy prices as a key obstacle, Mr Orbán said that “as a result of moving away from Russian energy sources, the EU has lost significant GDP growth”. “We should not fall into the illusion that the green transition in itself offers a solution to the problem,” he argued, adding that decarbonisation has led to slowing down of productivity and the loss of jobs.

    On migration, Mr Orbán warned that “without external hotspots we cannot protect Europeans from illegal migration”. “The EU asylum system is simply not working. Illegal migration has led to increasing anti-semitism, violence against women and homophobia,” he claimed. He proposed holding regular “Schengen summits”, and insisted that Bulgaria and Romania should become full members of the free-movement area by the end of the year.

    On enlargement, Mr Orbán called for accelerating the accession of the Western Balkan countries and stressed that “without Serbia joining, we cannot stabilise the Balkans”.

    The Hungarian Prime Minister argued for an EU defence industry, a farmer-friendly, competitive agriculture sector, and for the importance of the EU cohesion policy. “Cohesion funds are not charity nor a donation, it is one of the biggest forms of investment policy in the EU, and it is a pre-requisite to balance out the single market,” he said.

    Replying to Prime Minister Orbán, Ms von der Leyen affirmed the EU’s commitment to support Hungary after the recent floods and outlined three key priorities: Ukraine, competitiveness, and migration. She criticised Hungary’s stance on Russia, deploring that “one member state in particular” is still trying to buy fossil fuels from Russia despite the EU’s commitment to be energy independent. On migration, she condemned Hungary’s decision to release convicted smugglers and questioned its visa policies, such as inviting Russian nationals into the EU without additional checks, warning these “make Hungary a security risk, not only for Hungary but for all member states.” Emphasising the country’s potential within the EU, she urged it to “serve the cause of European unity” rather than diverging from shared values.     Speakers from political groups

    A majority of speakers in Parliament criticised the Hungarian Prime Minister for his record since the country assumed the presidency of the Council, as well as for turning Hungary into a hybrid regime, undermining Ukraine’s fight against Russian aggression, and collaborating with illiberal regimes in Moscow and Beijing. Most speakers expressed their concern about the complete lack of regard for EU values demonstrated by the Hungarian Prime Minister, as well as allegations of rampant corruption in Hungary. Many MEPs expressed their solidarity with the Hungarian people suffering from their government’s restrictions on judicial independence, media freedom, and civil society. Several argued that it was a mistake to give the rotating presidency to Hungary and called for a suspension of its voting rights in the Council under the Article 7 procedure.

    Other speakers disagreed, commending the Hungarian government for its stance on migration and for placing competitiveness at the top of its priorities. They lauded Hungary as a defender of traditional values and took the opportunity to argue that the green transition policies and cumbersome EU rules are destroying Europe’s economy.

    Vatican City (Agenzia Fides) – In the Acts of the Apostles “we see the Spirit work for unity in two ways”: He teaches her to expand in universality, and consolidate in unity. Universal and one: this is the mystery of the Church.During the Wednesday general audience in St. Peter’s Square, Pope Francis continues the cycle of catechesis dedicated to the Holy Spirit and his role in the Church, reflecting on the role played by the Holy Spirit in the Acts of the Apostles.With the account of Pentecost, the Pontiff notes, the author “wished to highlight the universal mission of the Church, as a sign of a new unity between all peoples”. In the following (chapters 10 and 15) we see that the Spirit works for unity in two ways. On the one hand, He drives the Church outwards, so that she can welcome an ever-greater number of people and peoples; on the other hand, she gathers them within to consolidate the unity achieved.The first of the two movements – universality – can be seen in action in the episode of the conversion of Cornelius, “to induce the Apostles to expand their horizon and break down the last barrier, the one between Jews and pagans”. “To this ethnical expansion is added the geographical expansion”, said the Bishop of Rome, who recalls that Paul “wanted to proclaim the Gospel in a new region of Asia Minor; but it is written that they had been “forbidden by the Holy Spirit”; he attempted to enter Bithyn’ia, “but the Spirit of Jesus did not allow them”. We immediately discover the reason for these surprising prohibitions of the Spirit: the following night the Apostle received in a dream the order to pass into Macedonia. The Gospel thus left its native Asia and entered into Europe”, said the Pope.The second movement of the Holy Spirit – that which creates unity – can be seen “in the proceedings of the so-called Council of Jerusalem. The problem is how to ensure that the universality achieved does not compromise the unity of the Church”. The Holy Spirit, Francis points out, ” does not always create unity suddenly, with miraculous and decisive actions, as at Pentecost. He also does so – and in the majority of cases – with discreet work, respecting human time and differences, passing through people and institutions, prayer and confrontation. In, we would say today, a synodal manner”. In this context, the Pope quotes Saint Augustine, who explains the unity brought about by the Holy Spirit with a classic image: ” How the soul is of the body of man is the holy Spirit of the body of Christ, which is the Church”. This “image helps us to understand something important. The Holy Spirit does not create the unity of the Church from the outside; He does not limit Himself to commanding us to be united. He Himself is the “bond of unity”. It is He who creates the unity of the Church”.”The unity of the Church is the unity between people – Pope Francis continued – and is not achieved on the drawing board, but in life. Even “Christian unity is built in this way too: not waiting for others to reach us where we are, but moving together towards Christ”.At the end of the Audience, the Pope again turned his thoughts to the peoples of the world affected by the ravages of war. And he invites everyone to pray for peace: “May the month of October, dedicated to the Holy Rosary, be a precious opportunity to cultivate this traditional Marian prayer.   • MIL-OSI Global: Misspoke: The long and winding road to becoming a political weasel word

    During the Sept. 24, 2024, debate, Democratic vice presidential hopeful Tim Walz said he “misspoke” when asked to clarify his story of being in Hong Kong during the Tiananmen Square crackdown in June 1989.

    To many, Walz’s use of the word misspoke came across as an attempt to weasel out of what was at best an embellishment and at worst an outright lie.

    The word misspoke has certainly long been used to politically backpedal after verbal inaccuracies or blunders, as Ronald Reagan learned in 1981 after he said that Syrian surface-to-air missiles placed in Lebanon were “offensive weapons,” when they were in fact defensive weapons. Both Presidents Bill Clinton and the much “misunderestimated” George W. Bush likewise were deemed to have misspoken after making mistakes, big and small.

    For instance, a spokesperson for Clinton claimed he had misspoken when the then-president said that North Korea would not be allowed to develop a nuclear bomb – after there was reason to believe they had already developed them. During George W. Bush’s term in office, verbal errors were so common they earned a nickname of their own: “Bushisms.”

    But misspoke’s extension to factual fabrication is one step further down the semantic road. In using it in this way, Walz joined other “misspoken” politicians, such as Hillary Clinton, who used it after falsely recollecting having landed in Bosnia under sniper fire.

    As a sociolinguist who writes about how language changes over time, misspoke’s euphemistic recasting of lying as an inadvertent mistake calls for deeper linguistic scrutiny.

    From mumble to mea culpa

    To understand how and why words morph like this, linguists like to trace them to their very beginnings.

    According to the Oxford English Dictionary, “misspeaking” is quite old in the history of English, appearing as “missprecon” in a Northumbrian text dating before the 11th century. Its original sense was one of “to grumble” or “to mumble,” a meaning now obsolete.

    But after the 11th century, its meaning shifted from inarticulateness to that of speaking amiss or disparagingly, often mentioned in reference to saying something improper or upsetting. Chaucer makes use of this sense in the “Miller’s Tale”: “And therfore if that I mysspeke or seye, Wyte it the ale of Southwerk, I you preye,” where the Miller handily blames a bit too much ale for whatever impropriety might fall from his mouth.

    Around the time Chaucer was composing “The Canterbury Tales” in the late 14th century, the word “misspeak” branched off down yet another semantic path, taking on the meaning of “to speak incorrectly or misleadingly.” It is this sense that gave birth to the modern political mea culpa used when backtracking on a misleading prior statement, such as by Sen. John McCain after he claimed President Barack Obama was directly responsible for terrorist attacks on Americans.

    Expanding meaning

    These shifts in the meaning of a word over time fall under what linguists refer to as “semantic broadening.” Semantic broadening, which means expansion of a word’s meaning, is incredibly common, generally occurring when a word becomes used more frequently and across more situations. As a result, its core sense can expand to take on supplemental or tangential meanings.

    Semantic shift like this is constantly at work, pushing and pulling senses in related but new directions to stay relevant to the needs of speakers.

    The word “soon,” for instance, at first carried a meaning of “immediately,” but human nature being what it is, its meaning began to creep in the direction of “as immediately as possible” as people took their merry time.

    Some new meanings, such as the nonliteral use of “literally” and Walz’s use of “misspeak,” are sites of contest, with multiple meanings at play.

    The semantic broadening of misspeaking to cover not just misleading but knowingly false information didn’t start with Walz, nor did it begin with Clinton. In fact, this politically expedient expansion seems to go back at least to the Nixon administration.

    ‘I misspoke myself’

    In 1973, Nixon and his advisers were called to task in a Time article accusing them of a tendency to “make flat statements one day, and the next day reverse field with the simple phrase, ‘I misspoke myself.’” Given the Watergate scandal, it’s safe to say that misspoke as used by his administration had already shifted into deceptive speech territory.

    Perhaps misspeaking’s semantic slippery slope started even further back, when the prefix “mis,” with its sense of “badly,” combined with “speaking.”

    Consider other potentially weaselly words that are also formed by “mis” prefixation: misunderstood, misinterpret, mishear, mistake. These are all examples of words, like misspeak, that can and have been used by politicians to avoid taking responsibility for the false or “misleading” things they say.

    Even if led astray by its prefix, from a linguistic perspective, the broadening of misspeak to cover not just incorrect but fabricated statements turns out to be not such a surprising development given the tendency of words to take on new senses over time, particularly in the world of political doublespeak.

    The bigger surprise might be how this new meaning translates with voters, but that’s one surprise that will have to wait for the ballot box.

    Thank you very much for traveling from near and far. 

    It’s a real pleasure. We’ve got so many leading lights in government, industry, law enforcement, academia and civil society here in one room.  

    And I’m very grateful to RUSI for bringing this together as they so often do.  

    This is a very welcome opportunity to reflect on an important mission for the new government that I’m proud to serve in, and that is, of course, enhancing cyber security and promoting responsible behaviour in cyberspace. 

    You in this room are all of our vital and valid partners in this. 

    And everyone here today has a role to play in shaping the future agenda, bringing diverse perspectives, specialist knowledge and deep expertise. 

    So thank you once again. 

    And I really hope that this conference, which we’ve been proud to support, helps you forge fresh connections and find new ways to collaborate.  

    And we cannot meet at a more pivotal moment in world history – a moment of the most extraordinary change, of risk, and of opportunity. 

    Because from our banks to our electricity grid, from our defence to our hospitals, the online cyber world underpins every aspect of our society. 

    And with every day that passes, we of course, rely on it more for our prosperity and our security. 

    But you hardly need to be told that this brave new world has a dark side -and the years to come will see us walking dangerous and difficult complex paths. 

    And I just reflect in my own life, I got my first email address when I was only 15 or 16 years old.  

    I went to an international school in Canada. It was quite a big chance to connect with some of my classmates from across the world, but my parents were still not used to the system. They were printing out my emails when I sent them home, kept them all in a folder as a physical copy and presented them to me.  

    But today, of course, we’re in that world shaped by Al and quantum, by ever evolving threats and opportunities.  

    And of course, we know that state actors, criminals and others who want to harm us are fighting hard for their share of this space which knows no borders.  

    Those are the threats, but we also have huge opportunities and the question, of course, for all of us is how we embrace the opportunities that cyber brings in every aspect whilst addressing those key challenges. 

    And so I’m grateful for the chance to share some perspectives with you today.  

    I wanted to start by saying that since taking office in July, growth and security have been among the government’s very top priorities and they will remain that way.  

    In a world where we all live and work online, investing in cyber security and promoting responsible behaviour is an essential part of this mission, because fundamentally, and you will all know this, there is no national security, no economic security without cyber security. 

    We cannot fulfil our growth Mission as a government without cyber resilient businesses and supply chains, a Cyber aware workforce and society. 

    And of course, all of those underpinned by strong technical and skills expertise in the cyber sector. 

    This is true for all of us, investing in that security and promoting responsible behaviour has to be a collective endeavour. 

    I wanted to highlight today and reflect on three key themes that will guide our approach as a new government. 

    The first of those is that partnerships are vital for success. 

    When Alan Turing and the codebreakers in Bletchley Park – I have visited and I’m sure many of the you in this room have – they, of course, cracked that Enigma Cipher during the Second World War, sharing those insights with our allies saved countless lives and hastened the end of the war. 

    But of course, today, the world faces a whole new set of threats. 

    Spyware, ransomware, espionage, information manipulation and other forms of interference are causing untold losses and distress to our security and to our economic security.  

    The World Economic Forum estimates that the global cost of cybercrime will reach 24 trillion US dollars by 2027, that’s up from an almost eyewatering 8 trillion in 2022.  

    In the online world, the stakes are higher than ever, and the gloves are well and truly off.  

    So it’s only through solid, respectful, mutual, beneficial partnerships that we can fight back, overcome the challenges we face, and make the most of important opportunities for all our people. 

    It’s a pleasure to see friends from across the diplomatic audience today as well, ready to solve these problems working together with partners and allies across the world.  

    That’s why, from Day One, this new Government has focused on connecting Britain and strengthening relationships with countries around the world, from the Euro-Atlantic to the Global South. 

    That means enhancing our relationships with the EU and our European friends to forge closer cooperation spanning the whole range of issues, including military, economic and cyber, our unshakeable commitment to NATO, the bedrock of our defence. 

    And here I will point out that the UK is playing a leading role in work to deter and respond to cyber threats.  

    And later this year, we will of course host the NATO Cyber Defence conference to galvanize those efforts.  

    We’re also collaborating with many individual countries and partners, for example, in the Western Balkans, a region I’m privileged to know well from many visits.  

    Indeed, in Opposition, I met with young cyber experts in Pristina and discussed their careers, their prospects, and how we can work together as partners.  

    We’re, of course, working together with governments right across the world to bolster defence and counteract threats.  

    And just last month, I was in Moldova where I discussed these issues and partnerships at the Ministry of Defence in Chișinău. 

    And turning to the wider world, particularly our important partnerships in the Global South, our work with Interpol in Africa, across the Indo-Pacific and indeed, Latin America, tackling cybercrime, building closer cross-border partnerships.  

    In Africa, this partnership has helped to smash 20,000 criminal networks and seize illegal funds worth more than 40 million US dollars.  

    Last year, Interpol coordination with cybercrime units in Nigeria, Benin, Cote d’Ivoire saw 300 suspects arrested, 3 million US dollars’ worth of assets ceased and multiple criminal networks dismantled.  

    In the months and years ahead, the UK will continue to play our role at Interpol, an organisation which of course is at the sharp end of the increasingly borderless world of global crime.  

    Secondly, I want to talk about responsible cyber behaviour. 

    In all of our collaborations around the world, we remain committed to the United Nations Framework for Responsible State Behaviour in the use of Information Communication Technologies, but will be guided by our principles when it comes to ensuring safe and responsible use of cyber capabilities. 

    That’s the second important theme of our work overall, and the topic I know you’ll be discussing in detail at this conference, thanks again to RUSI for putting together such a strong and relevant agenda.  

    But for now, I will simply say that for the UK, this is about staying at the forefront of science and technology so we can understand threats and respond appropriately, and helping others do the same. 

    For example, supporting cyber security nonprofit organisations like Shadowserver to share threat data.  

    It’s also about transparency, which is so vital to facilitate cooperation, build trust and reduce the possibility of misinterpretation and escalation.  

    It’s also about inclusion, for example, by bringing stakeholders, including many of you in this room with all their expertise into that global cyber security discussion. A topic I will return to shortly. 

    But it’s also importantly about promoting accountability, because while we here in this room are united in our support for responsible behaviour, we know that not everybody plays by those rules. 

    Sometimes we will need to take firm action, and the UK will continue our important work with partners to hold criminals and others to account.  

    International cooperation is central, as demonstrated in August, when, after significant efforts by many of those in this room, here today, UN member states finalized a new draft Cybercrime Convention.  

    Many of us, of course, have the tools to take domestic action in this area too. 

    Just last week, on 1 October, alongside the United States and Australia, this country sanctioned 16 members of the Russian cybercrime gang, Evil Corp.  

    This group, which truly lives up to its name, has waged a campaign of destructive attacks worldwide for over a decade.  

    They include malware and ransomware attacks against UK health, government and public sector institutions as well as commercial technology companies.  

    Those sanctioned are now subject to asset freezes and travel bans.  

    Alongside our allies, we will continue to crack down on malicious activity and call out criminals like Evil Corp, who seek to underline our prosperity and security.  

    Thirdly, I wanted to stress the importance of a whole of society approach.  

    And as a Member of Parliament, I see how cybercrime, these challenges affect the lives of my constituents on a daily basis, whether it’s in fraud, whether it’s in terrorism, recruitment of individuals. I’ve seen these aspects in the lives of my constituents over the last five years. 

    As this conference demonstrates, we’re taking every opportunity to bring a wide range of expert stakeholders into our work. Because cyber is not, of course, as you all know, just about the technology, it’s about the people who interact with it, people who come from all spheres of society and all parts of the globe 

    That includes those outside the realm of Government, who have huge pools of talent, expertise, innovation and enthusiasm to bring to the table.  

    And we have to make that advantage count through a whole of society approach to cyber. So this government is absolutely committed to work hand in glove with our partners in industry, in the development sector, in academia, in the not-for-profit sector and beyond.  

    And we’ve got an impressive story already to tell here and want to do even more on. Let me just reflect on a few examples. 

    Firstly, as Putin continues to wage an illegal war in Ukraine, we are working with Mandiant, Palo Alto Networks, CloudFlare, BAE systems, along with the government in Kyiv to bolster Ukraine’s resilience to Russian cyber attacks.  

    We’re drawing on world leading expertise from across the public and private sectors to protect Ukraine’s critical infrastructure and vital public services 

    But our partnerships with industry leaders are not just about addressing threats.  

    As the third largest exporter of cyber security services globally, there’s no doubting how important this sector is to our own economy, indeed to all of our economies, we need to stay ahead of the game when it comes to innovation, and as I’ve said, we have huge talent to draw on.  

    We will work with industry to make the most of the opportunities for British businesses, boosting prosperity and sharing our expertise with the world.  

    We’re leading the efforts through our National Cyber Security Centre to test ideas, enhance understanding and to engage with talented individuals from the private sector to shape our approach.  

    Of course, companies also have a crucial role to play in setting out responsible values and principles for their work. We know this is not a straightforward process. 

    So we will work with partners to find solutions to problems like the unregulated market for spyware that’s being used to target journalists and other civil society communities across the globe, violating human rights and ultimately undermining our free and open societies.  

    We’re bringing people together through the Pall Mall process – from states, industry and civil society to tackle the misuse of commercial spyware and other tools.  

    And besides those efforts to turbocharge our economy and shape the rules of the game, we want to work hard to level the playing field for people. 

    We want to be seeing cyber as an inclusive space where everyone can fulfil their potential. 

    That’s why we’re supporting schemes like the Caribbean Experts Fellowship – part of our wide-ranging work with the Commonwealth.  

    That scheme is going to support the brightest minds from across the region to shape the safe and prosperous cyberspace through academic research, opportunities, networking and more.  

    We’re also committed to close the gender gap in cyber because fundamentally, no country can achieve its full potential if it underuses 50% of its resources and talents.  

    And indeed, yesterday, on Ada Lovelace Day, the world celebrated the achievements of women in science, technology, engineering and mathematics, and I want us to celebrate those achievements every day and create fresh opportunities for women in every area of this work.  

    The UK already has some great projects around the world helping smooth the path for a new generation of female cyber experts to make their mark on this world – from our ‘Her Cyber’ project in Albania, which reaches out to girls at an early age through after school clubs and running right through to university level support, to our UN Women in Cyber Fellowship, which is sponsored with partners including Canada, US and Germany, to encourage greater female representation in negotiations in the UN First Committee.  

    So, I’ve gone through three key themes today. I hope they give you some insights to our thinking and direction of travel, as a new government.  

    But to conclude, we are living in a world, as I said at the beginning, that was unimaginable just a few decades ago.  

    It’s a world that’s ripe with opportunity when it comes to cyber, but of course, laden with challenge. 

    I’ve been glad of the opportunity today to be able to set out some of the ways in which the government will make the most of those opportunities, together with you, while meeting challenges head on through partnerships spanning the globe, demonstrating what a responsible approach looks like, and collaborating with those outside the government who have so much to bring to these efforts. 

    That’s how we can ultimately keep our citizens safe, help our economies to flourish, protect our security and stand up for our values.  

    So once again, I want to welcome you all here today to add my support to your efforts today to discuss these important issues, and to give our commitment as a new government to work with all of you as we develop our capabilities to respond to those threats and opportunities in the future.

  • MIL-OSI Europe: Answer to a written question – Wholesale electricity prices in eastern Europe – P-001709/2024(ASW)

    The Commission promotes market integration and interconnectivity in the region through the trans-European network framework, the process to establish a list of Projects of Common and Mutual Interest (PCI/PMI) and the work of the Central and South-Eastern Europe Energy Connectivity (CESEC) High-Level group[1]. Several of the region’s PCIs were financially supported from the Connecting Europe Facility in the past[2], increasing interconnectivity.

    The existing PCI list contains several projects in the region, such as the interconnector between Hungary and Romania. A new PCI/PMI selection process started in September 2024.

    The Commission welcomes projects that will address inter alia a closer integration of the Southeast European region with the other regions in Europe.

    While the Commission continues to monitor the situation, it appears that the high prices result from a structural shortage of flexibility in the electricity system of the region in times when it is needed to meet peak demand.

    The reform of the electricity market design sets out rules addressing these situations[3]. It aims to make electricity bills more independent from short-term prices and to provide greater incentives for non-fossil flexibility such as demand response and storage.

    Union legislation also enables Member States to protect vulnerable consumers with regulated prices at retail level, subject to specific conditions[4].

  • MIL-OSI Europe: Text adopted – Mobilisation of the European Union Solidarity Fund: assistance to Italy, Slovenia, Austria, Greece and France further to natural disasters occurred in 2023 – P10_TA(2024)0015 – Tuesday, 8 October 2024 – Strasbourg

    The European Parliament,

    –  having regard to the Commission proposal to the European Parliament and the Council (COM(2024)0325 – C10‑0088/2024),

    –  having regard to Article 107(2) of the Treaty on the Functioning of the European Union,

    –  having regard to Council Regulation (EC) No 2012/2002 of 11 November 2002 establishing the European Union Solidarity Fund(1),

    –  having regard to Council Regulation (EU, Euratom) 2020/2093 of 17 December 2020 laying down the multiannual financial framework for the years 2021 to 2027(2), and in particular Article 9 thereof,

    –  having regard to the Interinstitutional Agreement of 16 December 2020 between the European Parliament, the Council of the European Union and the European Commission on budgetary discipline, on cooperation in budgetary matters and on sound financial management, as well as on new own resources, including a roadmap towards the introduction of new own resources(3), and in particular point 10 thereof,

    –  having regard to Regulation (EU) 2021/1058 of the European Parliament and of the Council of 24 June 2021 on the European Regional Development Fund and on the Cohesion Fund(4),

    –  having regard to its resolution of 27 February 2024 on the draft Council regulation amending Regulation (EU, Euratom) 2020/2093 laying down the multiannual financial framework for the years 2021 to 2027(5),

    –   having regard to its resolution of 20 October 2021 on the effectiveness of Member States’ use of EU Solidarity Fund money in cases of natural disasters(6),

    –   having regard to its resolution of 18 May 2021 on the review of the European Union Solidarity Fund(7),

    –  having regard to the EEA Report No 1/2024 – European Climate Risk Assessment (EUCRA),

    –  having regard to the report of the Committee on Budgets (A10-0002/2024),

    A.  whereas between 1 and 17 May 2023, the Emilia-Romagna region of Italy experienced extremely intense rainfall which led to flooding resulting in total direct damages estimated by the Italian authorities at EUR 8,5 billion;

    B.  whereas between 3 and 6 August 2023, Slovenia was impacted by heavy rainfall which led to floods across the country and was its worst natural disaster to date, resulting in total direct damages of EUR 7,3 billion according to the Commission;

    C.  whereas between 3 and 6 August 2023, Austria was impacted by heavy rainfall which led to floods in southern Austrian regions resulting in total direct damages estimated by the Austrian authorities at EUR 208 million;

    D.  whereas between 4 and 11 September 2023, Greece was impacted by the Mediterranean storm “Daniel” which caused heavy rainfall and led to floods in multiple locations in central Greece, particularly in the Thessaly region, resulting in total direct damages estimated by the Greek authorities at EUR 2,3 billion;

    E.  whereas between 25 October and 10 November 2023, the Tuscany region of Italy experienced intense rainfall which led to flash floods resulting in total direct damages estimated by the Italian authorities at EUR 2,7 billion;

    F.  whereas between 2 and 9 November 2023, the former Nord-Pas-de-Calais region of the Hauts-de-France region of France was impacted by heavy rainfall which caused floods resulting in total direct damages estimated by the French authorities at EUR 1,9 billion;

    1.  Expresses its deepest solidarity with all the victims, their families and all the individuals affected by the destructive floods in Italy, Slovenia, Austria, Greece and France as well as with the national, regional and local authorities involved in the relief efforts;

    2.  Welcomes the decision as a tangible and visible form of the Union’s solidarity with its citizens and the regions in the affected areas in Italy, Slovenia, Austria, Greece and France;

    3.  Reiterates the importance of communicating to the public the tangible benefits brought about by the European Union Solidarity Fund (EUSF), also to further increase citizens’ awareness of Union tools and programmes;

    4.  Highlights the increasing number of severe and destructive natural disasters in Europe and calls on Member States and the Commission to invest in climate mitigation and adaptation measures to avoid human and economic losses; considers that the budget of the EUSF or its equivalent should be expanded in view of the upcoming Commission proposal on the new Multiannual Financial Framework and subsequent inter-institutional negotiations; urges the Commission to increase the budget of the European Solidarity Reserve and to make sure that the overall amount of funding and the allocation modalities ensure the optimal effectiveness of the EUSF;

    5.  Stresses that, due to climate change, islands and coastal regions are particularly vulnerable to natural calamities; acknowledges that phenomena such as earthquakes, floods, volcanic eruptions, and droughts – which also affect lakes and rivers – represent an increasing threat to many European regions, particularly those in the Mediterranean; questions whether the EUSF is adequately aligned with the emergency needs related to climate adaptation in these particularly fragile territories; therefore, believes that islands and coastal regions should receive adequate funding within the framework of the EUSF to address their specific vulnerabilities;

    6.  Stresses that the EUSF is only a curative instrument and that the Union should also continue to address climate change adaptation and mitigation by supporting European and national policies to prevent natural disasters; underlines that the EEA Report No 1/2024 ‘European Climate Risk Assessment’ warned that the bloc is unprepared for the effects of climate change and stresses the need for action to avoid that the climate risks identified reach critical levels; calls on the Member States and the Commission to deliver their contribution to achieve the objectives agreed at the Paris Climate Summit; recalls the need for effective synergies with other Union policies and programmes and underlines that Member States should make best use of funding opportunities, in particular of the European Regional Development Fund, the European Social Fund +, the European Maritime, Fisheries and Aquaculture Fund, the Cohesion Fund and the rural development programmes; stresses also the need for preventive measures, not only to mitigate future damage but also to prevent the exacerbation of risk conditions following catastrophic events, such as wildfires, landslides or the drying up of lakes and rivers; underlines the importance of adequate flexibility between the different programmes; underscores that assistance provided under the EUSF should not be to the detriment of Union funding received by Member States under other Union programmes or policies; recalls that Member States can grant state aid, in accordance with applicable Union rules, notably for agricultural businesses that have suffered damages due to natural disasters;

    7.  Recalls the importance of rapid and solid damage assessment that takes due account of the economic repercussions and calls for increased operational efforts to be made in order to reduce the average time for the release of advanced payments, while ensuring the Union budget is protected; calls on the Commission to further streamline the procedure and shorten the time required for the processing of the applications for the mobilisation of the EUSF, to accelerate response times and ensure that funds reach the affected regions promptly as natural disasters inflict significant damage that disrupts daily life and local economies; stresses the need for reasonable flexibility when recipient countries face justifiable delays and challenges in applying for and utilizing allocated funding; calls on Member States to take into consideration that vulnerable populations are particularly affected by natural disasters due to socio-economic factors further hampering their ability to recover;

    8.  Stresses the urgent need to release immediate financial assistance through the EUSF to ensure that support can reach the affected regions in a timely manner;

    9.  Approves the decision annexed to this resolution;

    10.  Instructs its President to sign the decision with the President of the Council and arrange for its publication in the Official Journal of the European Union;

    11.  Instructs its President to forward this resolution, including its annex, to the Council and the Commission.

    2. Penalties

    Pursuant to Rules 10 and 183, and after taking into account the observations of the Member concerned, the President had decided to impose a penalty on Diana Iovanovici Şoşoacă for having disrupted the sitting of 18 July 2024 by behaving improperly during the debate on the statement by the candidate for President of the Commission (minutes of 18.7.2024, item 3).

    The penalty consisted of the forfeiture of the Member’s entitlement to the daily subsistence allowance for a period of seven days and of a temporary suspension from participation in Parliament’s plenary activities for a period of seven days on which Parliament meets, starting that day, 8 October 2024, without prejudice to the Member’s right to vote in plenary, and subject to strict compliance with the Members’ standards of conduct.

    The Member concerned had been notified of this decision and had lodged an internal appeal with the Bureau under Rule 184. At its meeting the previous day, the Bureau had upheld the penalty imposed, without prejudice to the external rights of appeal open to the Member concerned. The penalty was therefore final.

  • MIL-OSI Security: Independent Review Assesses IAEA’s Internal Safety Regulatory System for First Time, Finds Well-Established Framework

    The first-ever independent review of the International Atomic Energy Agency’s (IAEA) internal radiation safety regulatory framework has confirmed that the system is well-established, with the IAEA’s regulator showing a strong dedication to ongoing enhancement and improvement. The review provided recommendations for a further strengthening and enhancing of the Agency’s regulatory system for safety.

    The Integrated Regulatory Review Service (IRRS) mission, held from 30 September to 9 October, was requested by IAEA Director General Rafael Mariano Grossi last year. In line with his request, the mission covered all core regulatory areas of radiation safety, waste safety, emergency preparedness and response, transport, and the interface with nuclear security.

    The IAEA uses radiation technologies and implements international safety standards in its own operations, overseen by an independent regulator who is also part of IAEA staff.

     This regulator provides safety oversight of activities which involve radiation uses at the Agency’s laboratories in Vienna, Seibersdorf, and Monaco. Additionally, the regulator oversees the IAEA’s involvement in activities conducted, organized, or contracted within its Member States.

    “Radiation safety demands unwavering vigilance and preparedness,” said Director General Grossi. “By initiating this unique IRRS mission, the IAEA is leading by example, applying the best safety practices also to our own work and openly communicating on any gaps. This is especially important today, as the number of new nuclear projects continues to grow worldwide.”

    Using IAEA safety standards and international good practices, IRRS missions are designed to strengthen the effectiveness of the national legal and regulatory infrastructures while recognizing the responsibility of each country to ensure nuclear and radiation safety. It is the first time an IRRS was conducted in an organization that does not belong to one Member State, a fact that was recognized by the IRRS team as a good practice.  

    “The Agency has demonstrated a strong commitment to IAEA safety standards by proactively utilizing the peer review system, typically designed for Member States, to evaluate its own internal implementation of these standards,” said Carl-Magnus Larsson, IRRS Team Leader. “This approach goes beyond what is required, is unique, and serves as a replicable model for other organizations”.

    During the ten-day mission, the IRRS team – comprised of 10 senior regulatory experts from Canada, Czech Republic, Brazil, Norway, Qatar, Slovenia, United Arab Emirates, United Kingdom, United States of America and Zimbabwe, two IAEA staff members and one observer from Austria – held discussions with Agency staff and observed regulatory inspections at the Agency’s Insect Pest Control Laboratory in its nuclear applications laboratories in Seibersdorf, Austria.

    The IRRS team concluded that the IAEA’s regulatory programme for radiation, transport, and waste safety is well-established, demonstrating its strong commitment to upholding international safety standards. Additionally, the IRRS team welcomed the regulator’s dedication to continuously advancing and improving the IAEA regulatory system.

    The review also included recommendations to help the Agency further strengthen the effectiveness of its regulatory framework and functions. These recommendations will be detailed in the final report, which is expected to be completed within the next three months.

    The findings included the need for the IAEA to:

    • Develop a comprehensive policy and strategy for safety, tailored to the IAEA’s specific strategic and operational activities.
    • Initiate a review of resourcing to ensure that the Regulator has sufficient human and financial resources for sustainable discharge of its assigned responsibilities, including the resources needed to continuously improve the regulatory framework and to enhance the competence of the regulatory staff.
    • Consider formalising arrangements to ensure continued regulatory independence.
    • Consider assessing events occurring at the IAEA laboratories involving radiation technologies at the Agency Seat against the International Nuclear and Radiological Event Scale (INES) and report those events at Level 2 and above to Member States.

    The Team provided specific recommendations for the IAEA Regulator, including:

    • Completing the documentation for the regulatory management system.
    • Arranging for independent assessments of the regulator’s leadership for safety and safety culture at planned intervals to improve the overall safety performance.
    • Finalizing and formally adopting procedures for authorization taking into account a graded approach.  
    • Developing an inspection programme and plan in accordance with a graded approach.
    • Formally adopting a process for establishing regulations and regulatory guides, including the frequency for reviewing the regulatory guides and a system to ensure that the development and implementation of regulations and guides is based on a graded approach.

    IAEA Deputy Director General and Head of the Department of Nuclear Safety and Security Lydie Evrard said that at a time when several countries are setting up or strengthening their regulatory frameworks the IRRS mission to the IAEA is indicative of the Agency’s own commitment to the international safety standards. This mission also demonstrates that every regulatory body can benefit enormously from such a review regardless of their size and status.

    Earlier this year, a new self-identification act for transgender, intersex, and nonbinary persons was enacted in Germany. The law adds to the growing number of European jurisdictions that have recently enacted self-identification laws for legal gender purposes, including Sweden. The legal landscape is not uniform, however. Other European jurisdictions are curbing the right to change one’s gender, most recently Georgia, which has forbidden the reassignment of one’s gender, and Bulgaria, where the courts have determined that a person cannot change his or her legal gender from that assigned at birth.

  • MIL-OSI Global: Can visiting genocide memorials make you more empathic?

    Each year, people visit museums and memorial sites as part of educational interventions organised around the remembrance of a genocide or an atrocity. Many schools visit a concentration camp as part of Holocaust education, such as Auschwitz-Birkenau. Others travel to memorial sites associated with other genocides, such as the massacre of Muslim men fleeing Srebrenica in Bosnia or the Tuol Sleng genocide museum in Cambodia.

    Two important goals for such education are to foster empathy towards the victims and to increase students’ personal identification with them as a group. In this context, empathy is the ability to feel with the victims and to be able to take their perspective .

    But what does science say about the effect of visiting genocidal memorial sites on empathy and identification with a victim group? Our study, published in Holocaust Studies in July, sheds some light on the question.

    The science of empathy

    While we may justly think of empathy as a personality feature, it is also a capacity that can be activated through social experiences. When we identify with a group of victims we perceive a “we” connecting us with the members of the group.

    We do know that both empathy and identification with another group have been shown to foster positive relations with others.

    They are also important qualities that can protect people threatened by genocide. Empathy was an important factor among those who helped persecuted people to survive during the Holocaust and the genocide in Rwanda, for example.

    Evidence suggests that Israeli high-school students visiting Auschwitz-Birkenau may increase their empathy towards Palestinians. That’s if they initially are already somewhat positive towards Palestinians in principle and if they are prepared to see suffering in universal rather than national terms.

    It has also been shown that groups of Polish students visiting Auschwitz-Birkenau increased their identification with Jews as a group before and after visiting the concentration camp.

    Clear evidence

    In our recent study, we investigated 143 high-school students from Malmö in Sweden, of which 46 took a short course on the Holocaust, including a trip to Auschwitz-Birkenau.

    We collected data both before and after the trip. We measured two facets of empathy in the students, “empathic concern” (such as “I often have tender, concerned feelings for people less fortunate than me”) and “perspective taking” (such as “Before criticising somebody, I try to imagine how I would feel if I were in their place”).

    We also measured to what extent they identified with Jews as a group by ratings of how close they felt.

    The results for this group were then compared with responses from a control group of students who did not participate in the course or trip to Auschwitz.

    We found that the Holocaust education and trip increased the students’ preparedness to identify with and take the perspective of Jews compared to those who didn’t go. However, both groups showed similar amount of empathic concern.

    Looking more closely at the change registered among students after the trip, we also found that a feeling of increased closeness to Jews as a group was related to increased perspective taking.

    Our work suggests a role of genocide education in fostering a broad empathic understanding of a victim group’s life and culture. This can provide important stimulation for students to put themselves in the shoes of an often “otherised” group, whose experience of hate and violence can be appreciated as if it is known from the inside.

    This is clearly important at a time when both Holocaust denial and Islamophobia are rising.

    Remaining mysteries

    There is a great need for more research on moral education interventions that involves a site or museum visit. Evaluating how this education works, and which aspects that have the intended effects, is of key importance. Cutting edge scientific methods, such as virtual reality, are now just beginning to make a difference to education in this area.

    We will next be working to pinpoint how trips to sites of atrocity affect students’ moral values, attitudes or behaviour.

  • MIL-OSI China: Chinese high-speed trains roll with innovation progress

    BEIJING, Oct. 8 — During the week-long National Day holiday ending on Monday, China’s high-speed railway stations were often bustling with crowds. Some passengers could be seen lined up in an orderly fashion as they prepared to board, while others could be spotted browsing their smartphones or using laptops when waiting for their boarding calls.

    The country’s railway sector experienced a surge in passenger traffic on Monday as travelers returned home from their holiday destinations.

    A total of 13,103 trains were in operation on Monday, including 1,705 additional trains scheduled to meet the significant demand. This marked a historic high for a single day’s operational capacity, according to China State Railway Group Co., Ltd.

    China has built the world’s largest high-speed railway network to address the people’s growing demand for convenient and comfortable travel.

    The total operational length of China’s high-speed railway network has exceeded 45,000 kilometers, with Fuxing high-speed trains operating across 31 provincial-level regions nationwide.

    This growing volume of railway transportation is supported by innovations and high-quality development concerning China’s rail transit equipment. Notably, the Fuxing high-speed train project received the State Scientific and Technological Progress Award in June 2024.

    CHINESE RAILWAY INNOVATION

    Once upon a time, the slow train with its signature green color dominated the travel memories of many Chinese people.

    Since the Beijing-Tianjin Intercity Railway, with a design speed of 350 km per hour, entered operation in 2008, a fast-expanding modern high-speed railway network has been operating efficiently in the world’s second-largest economy.

    Now it takes just over eight hours to travel from Hong Kong in south China to Beijing in the north by high-speed rail, a Canadian passenger with the Xiaohongshu username Lao Han, shared on his social media platform this April, while adding that he enjoyed the different views from south to north during the journey.

    Previously, a train connecting the two cities took more than 24 hours to complete a one-way trip.

    Such a rail experience is not confined to the Hong Kong-Beijing trip, with many bullet trains running across the country, reaching a maximum speed of 350 kilometers per hour. CRRC Changchun Railway Vehicles Co., Ltd in Changchun, northeast China’s Jilin Province, one of China’s major rail transit equipment enterprises, has long been contributing to the speeding up of the country’s railway travel options.

    Since the 1990s, China’s railway running speed has been repeatedly and significantly increased, with CRRC Changchun Railway Vehicles introducing a number of upgraded and innovative products to provide equipment support for these accelerations.

    Notably, this company produced China’s first subway train and first group of high-speed trains. The country’s first aluminum alloy subway train, stainless steel subway train, monorail train, low-floor light rail vehicle, linear electric locomotive and automatic subway train were also manufactured in the factories of CRRC Changchun Railway Vehicles.

    In July 2024, the company introduced a high-speed built-in bogie that can meet the needs of Electric Multiple Unit (EMU) trains at a speed of 400 km per hour.

    The high-speed built-in bogie serves as the running system and one of the core components of rail vehicles. “It acts as the legs of an EMU train,” explained Zhou Dianmai, a senior engineer of CRRC Changchun Railway Vehicles. Equipped with such a bogie, a train can run faster and more steadily, while also generating less noise.

    Compared with traditional external bogies, the built-in bogie reduces the weight of the train by 20 percent — which can cut energy consumption by 15 percent during the vehicle’s operation, lower wheel-rail wear by about 30 percent, and reduce wheel-rail noise by around two decibels. In addition, maintenance cost during the whole life cycle is slashed by approximately 15 percent. This product is expected to facilitate the green and energy-saving transformation of EMU trains.

    At the EMU bogie production line of CRRC Changchun Railway Vehicles, a big data analysis platform features key information, such as management costs and resource consumption. Through the processing of real-time data, this platform can generate product design and management suggestions.

    “The big data analysis platform improved the equipment utilization rate by 10 percent and decreased operation and management costs by 10 percent,” said Zhu Yan, deputy chief designer of the Fuxing bullet train at CRRC Changchun Railway Vehicles. Total average annual costs were reduced by more than 5 million yuan (about 700,830 U.S. dollars).

    Through learning from overseas advanced experience and customizing according to China’s unique conditions, the company has achieved both key technologies concerning rail transit equipment and capability in terms of R&D and manufacturing of full-range EMU trains.

    On March 21, 2024, the world’s first city train powered by hydrogen, independently developed by CRRC Changchun Railway Vehicles, conducted its maiden speed test run. Previously, such a combination of hydrogen energy and rail transit equipment had not been achieved.

    Running at a speed of 160 kilometers per hour at full load, the train consumed only five KWh energy per kilometer, while the data measuring each system confirmed stability during the test.

    So far, CRRC Changchun Railway Vehicles has managed to build nine product platforms with advanced EMU, subway trains and maglev trains, covering R&D capabilities in terms of full-type and full-variety rail transit products.

    WELCOME ABOARD CHINESE TRAINS

    China’s high-speed trains, a successful example of independent innovation, are now regarded as a Chinese “calling card” and are welcomed globally.

    Indonesia’s Jakarta-Bandung high-speed railway (HSR) noted in July 2024 that it had carried 4 million passengers since it began commercial operations on Oct. 17, 2023. Indonesian drivers have successfully operated the trains serving the HSR at a speed of 350 kilometers per hour.

    This is the first overseas high-speed railway project fully utilizing Chinese railway systems, technology and industrial components.

    The China Academy of Railway Sciences (CARS) has undertaken supervision and consultation concerning this high-speed railway, and has provided support in fields such as on-site quality control, drawing reviews and technical research.

    The 142.3-km high-speed railway has shortened the journey between Indonesia’s capital, Jakarta, and Bandung, a famous tourist city, to only 40 minutes.

    Meanwhile, a landmark project of high-quality Belt and Road cooperation, namely the China-Laos Railway, began operations in December 2021.

    “Before the China-Laos Railway opened, it took me two days to travel from Vientiane to Mongla by car,” said a Lao passenger. “Now, it takes me about five hours by train, which is very fast and convenient.”

    Another Chinese-built project, the Belgrade-Novi Sad high-speed railway, has transported nearly 8.8 million people between Serbia’s two largest cities since starting operation in 2022.

    At the Third Belt and Road Forum for International Cooperation in October 2023, CRRC Changchun Railway Vehicles signed a purchase contract with Serbia to introduce China’s bullet trains to this country in Eastern Europe.

    Based on a mature and reliable technical platform, both design and production of trains are tailored according to local railway conditions and technical specifications.

    In recent years, the products of CRRC Changchun Railway Vehicles have been exported to 23 countries and regions. The company’s export business model currently covers the full life cycle service of vehicles, and it has set up 11 branches and subsidiaries worldwide.

    “China’s high-speed trains feature high levels of science and technology, strong brand influence and thriving innovation,” said Tao Guidong, a scientist of CRRC.

    High temperatures continue to devastate the EU. Destructive fires, heatwaves and severe droughts – worsened by reduced rainfall – are creating unprecedented challenges for agriculture.

    In Romania, 2.5 million hectares – specifically, 40 % of wheat, corn, rapeseed and sunflower crops – were compromised by drought in 2024[1]. The July drought report from the Joint Research Centre shows that Sicily lost 25 % of its agricultural production, with EUR 2.7 billion in drought damage[2], while parts of Spain imposed water restrictions of up to 80 % for crop irrigation and 50 % for livestock[3]. Greece faces devastating fires again, having lost 120 000 hectares[4] and up to 80 % of livestock in 2023[5]. Poland is also experiencing drought and in 2023, 290 000 farmers were affected[6].

    Such dramatic examples illustrate the new reality of agriculture. Eurostat indicates that Romania, Italy, Spain, Greece and Poland are among the top 10 Member States that produce 85 % of basic EU foodstuffs. Faced with consecutive dry years, the future of food security looks worrying.

    Terrorist groups, individuals returning to Europe from areas of conflict, and individuals adhering to various forms of extremist ideologies, continue to make threats to conduct attacks throughout Europe.

    New Zealanders in Albania are advised to keep themselves informed of potential risks to safety and security by monitoring the media and other local information sources. We recommend following any instructions issued by the local authorities and exercising a high degree of vigilance in public places, including at tourist sites, restaurants, bars, shopping areas, sporting events and transport hubs. Be alert and take official warnings seriously.

    Crime
    Violent crime does occur, but targeting of foreigners is rare. Petty crime such as bag snatching and pickpocketing occurs in Albania and is common in tourist areas, in larger cities and major public transport hubs, including airports. House break-ins and property theft also occur. Security risks increase after dark. Be cautious when using ATM machines. We advise New Zealanders to be alert to their surroundings at all times and take steps to safeguard and secure their personal belongings, including in vehicles.

    Civil Unrest
    Public demonstrations occur often, and can happen with little warning causing serious traffic disruptions. Political protests regularly take place in central Tirana. You should avoid all demonstrations and large public gatherings in Albania, as some previous protests have turned violent.  Follow local media sources and be aware of your surroundings.

    General Travel Advice
    Landmines are still present in the north-eastern border area with Kosovo, but are often marked clearly as danger zones. New Zealanders are advised not to stray off well-used roads and paths in rural areas.

    Keep your passport in a safe place and only carry a photocopy of your passport for identification purposes.

    Penalties for the possession, use or trafficking of illegal drugs are severe and can include lengthy imprisonment or fines.

    Medical facilities are limited outside Tirana. New Zealanders travelling or living in Albania should have a comprehensive travel insurance policy in place that includes provision for medical evacuation.

    New Zealanders in Albania are encouraged to register their details with the Ministry of Foreign Affairs and Trade.

    Interview with Frank Elderson, Member of the Executive Board of the ECB and Vice-Chair of the Supervisory Board of the ECB, conducted by Miha Jenko

    You hold two high positions in the European Central Bank: you are a member of the ECB’s Executive Board as well as the Vice-Chair of its Supervisory Board. You are responsible for both monetary matters and banking supervision in the euro area. Can you explain your dual role at the ECB?

    Let me clarify that, at the ECB, decision-making on monetary policy and banking supervision is separate, and for good reason. We want these two functions to pursue their specific objectives and we want to avoid potential conflicts of interest.

    That being said, it is important for each side to be aware of what the other is thinking and to understand how the decisions being taken affect the other side. Let me give you a couple of examples. During our strategy review in 2021 we explicitly recognised the importance of safe and sound banks for our price stability mandate, acknowledging that financial stability is a precondition for price stability. Moreover, banks that are safe and sound are able to effectively pass through our monetary policy.

    So in the governance of the ECB there is a bridge between the two sides. And I currently occupy this bridge as a member of the Executive Board, which has six members including President Lagarde, as a member of the Governing Council and as Vice-Chair of the Supervisory Board. In practice, this means that I inform the Executive Board about what was discussed in the Supervisory Board, and I debrief the Supervisory Board on the decisions taken by the Governing Council. In short, my role is to help ensure that the ECB does not carry out these two separate tasks in isolation.

    What is the purpose of your current visit to Slovenia?

    The ECB’s two decision-making bodies – the Supervisory Board and the Governing Council – will meet in Slovenia in the space of a week. The Supervisory Board will meet for its regular retreat to discuss strategic issues, while the Governing Council will hold its next monetary policy meeting here. Our colleagues at Banka Slovenije are kindly hosting both events.

    Turning to banking supervision, how are banks’ activities and lending affected by the current environment of weak economic growth and deteriorating economic trends, which include increasing bankruptcies in some euro area countries? How resilient is the banking sector in Europe?

    European banks are resilient. They have sufficient and adequate capital and liquidity buffers which enable them to absorb losses and withstand shocks. But they should not be complacent, especially in the context of the worsening geopolitical environment, which could have direct and indirect effects on banks. Near-term growth prospects have deteriorated and are subject to high uncertainty because of these rising geopolitical risks. And banks also face several medium-term, more structural challenges.

    In this context, our supervisory priorities, which we update every year, help us focus on both the near-term and medium-term challenges faced by banks. We want to ensure that banks are resilient not only today, but also in the long run. As part of our priorities, we want to increase their resilience to sudden macroeconomic and geopolitical shocks and to accelerate the remediation of shortcomings in the governance and management of climate-related and environmental risks. At the same time, banks need to make further progress with their digital transformation and build up their operational resilience.

    In short, banks are resilient, but we should not be complacent amid these longer-term challenges, which we will address through our supervision over the coming years.

    What lessons have the ECB and the Eurosystem learned from the last financial crisis in order to be better prepared for a possible new crisis, which will not necessarily originate in the banking sector itself, but in companies connected to it?

    Since the global financial crisis we have created strong pan-European supervision – the Single Supervisory Mechanism. The financial reforms implemented after that crisis have strengthened banks without compromising their lending capacity. Several things have happened since the global financial crisis: we have had a pandemic, Russia’s invasion of Ukraine, an energy shock and high inflation. So European economies have been exposed to unforeseen challenges. We also witnessed turmoil in international banking markets last year, which exposed fragilities in banks’ risk management and internal governance.

    The European banking sector has shown itself to be resilient in the face of these challenges. Take non-performing loans, for example, which have fallen significantly in the European banking system. In 2015, their share was 7%, while in 2023 it was below 2%. That is a big step forward. And as I said, capital and liquidity indicators are now much higher than they were a decade ago. But as supervisors, we should never be complacent, especially given the new risk drivers, such as energy prices, cyberattacks, climate and nature-related risks and geopolitical risks.

    Turning now to current developments in the European banking sector, where UniCredit Group’s intention to take over the German bank Commerzbank has recently made headlines. What is your view as euro area banking supervisor?

    Let me first say that I cannot comment on individual banks, so my answer will be more general.

    We have been crystal clear that cross-border consolidation can be an instrument for further integration of the European banking sector, and we stand by that. Consolidation can also help address long-standing issues in the European banking sector, such as low profitability.

    Nonetheless, mergers always carry risks and, as supervisors, we assess them carefully, always applying the limitative criteria set out in Article 23 of the Capital Requirements Directive. Our job is to ensure that every banking transaction – whether at cross-border or national level – results in a banking group that can comply with supervisory requirements in the foreseeable future.

    What is your view of the banking sector in our country? What is your message to Slovenia?

    Thanks to the reforms implemented after the great financial crisis, banks in Slovenia have come a long way, and in the right direction. When the crisis hit, the Government had to support the three largest banks with a recapitalisation of €3.5 billion. And, naturally, it has taken several years for lending to strengthen. More recently, the privatisation of state-owned banks increased competition in the sector, and this has attracted international banks. Slovenian banks are now well-capitalised, highly profitable and are above the euro area average for profitability, mainly on account of very high net interest margins. Some of this progress can also be attributed to the work of supervisors, including those at Banka Slovenije, with whom we work very well.

    So, like in the rest of Europe, your banks are robust but they will continue to face a number of headwinds stemming from the macro-financial environment, geopolitical shocks and challenges related to the green and digital transitions.

    As mentioned, our central bank will host a Governing Council meeting next week. Do you expect a new interest rate decision at this meeting?

    We will come to Slovenia with an open mind, so I am looking forward to the trip to Ljubljana and to a very genuine and open discussion. Before the meeting, we will take note of all the data and analysis and, as we have said many times before, we will take a meeting-by-meeting approach. A number of recent indicators suggest that downside risks to economic growth are already materialising, so we will need to carefully assess whether this has any implications for our inflation outlook.

    What is very clear, however, is the direction of travel in the period ahead. If our projections that inflation will converge towards our 2% target in the second half of 2025 continue to be confirmed, we will continue to gradually ease our restrictive policy stance. At the same time, we need to maintain flexibility regarding the pace of adjustments. This will depend on incoming data, on the economic situation and on inflation. The latest data will of course be taken into account in whatever decision we take in Slovenia.

    What specific downside risks to growth do you have in mind?

    Economic growth came in at 0.2% in the second quarter, falling somewhat short of our projections. We look at a broad range of data, but we have seen that households are consuming less than anticipated and firms are less keen to invest than we had projected.

    What is your view on the exact nature of inflation in the euro area? In particular, services price inflation remains very persistent. Why?

    We expect inflation to decline to our target in the second half of 2025. Headline inflation is projected to average 2.5% in 2024, then 2.2% in 2025 and 1.9% in 2026. Services inflation remains strong but, according to our projections, we will see a deceleration going into the new year.

    We always look at the upside and downside risks surrounding these projections. Geopolitical tensions could raise energy prices, shipping costs and other transport costs in the short term, which could also lead to disruptions to global trade, which would push prices up. Inflation could also increase if wages rise more than expected or if profit margins increase, and extreme weather events and the climate crisis could increase food prices. However, there are also downside risks to inflation, such as lower than expected demand or an unexpected deterioration in the economic environment in the United States and globally.

    At the ECB, you are also responsible for monitoring the effects of climate change, in addition to the dual tasks mentioned at the beginning. This year we saw the catastrophic effects of floods in some central European countries, and last year we experienced them in Slovenia as well. Greece, Spain and other parts of southern Europe are ravaged by catastrophic droughts and fires. Can the ECB and national central banks contribute more effectively to mitigating the effects of climate change? After all, you have the power – you have monetary policy and banking supervision in your hands…

    I am very aware of the consequences of floods, and of those last year in Slovenia. They caused €10 billion of damage and more than two-thirds of the country was affected. Some places in the Koroška region were cut off from the world and most roads were completely submerged. Recently, we have seen similar things in several other EU countries.

    When talking about climate, nature and the ECB, I always say that we are not climate policymakers. We are not involved in climate policy. This is a task for governments, who implement legislation and policies like the European Climate Law and the EU “Fit for 55” plan, for example.

    But this topic is also extremely relevant for our mandate, because extreme events like flooding, wildfires and summer droughts also lead to financial risks for banks and the wider economy. In our banking supervision, we check whether banks are adequately managing their climate and nature-related risks. We also take climate and nature into account in our macroeconomic projections.

    Are you in favour of introducing more decisive measures that would offer banks more targeted incentives to grant loans for more environmentally friendly or “greener” purposes?

    It would be speculative to talk about possible measures that we might hypothetically take in the future. What is clear is that any measure we implement must be consistent with our primary objective of price stability. Our current monetary policy stance is restrictive, so a green lending facility would be something for us to consider in the future, in another phase of the cycle.

    That being said, climate change is part of our monetary policy strategy, and we have committed to regularly reviewing our climate-related measures to ensure that we continue to support a decarbonisation path that is consistent with the EU’s climate objectives. For this, within our mandate, all options are on the table. If we were to design new instruments in the future, it’s fair to assume that they would include climate considerations.

    In terms of global competitiveness, the EU is falling behind the United States and China. Former ECB President Mario Draghi recently presented a very ambitious plan to increase European competitiveness, including investments of up to €800 billion per year. In his opinion, this money could also be raised through European borrowing, so common European debt. What is your take on this proposal and Mr Draghi’s other recommendations?

    We welcome the publication of this report, how concrete it is and its call for urgent action. Competitiveness is critical for sustainable growth, improving the living standards of citizens and boosting economic resilience, especially in the current environment of heightened geopolitical fragmentation. We strongly support this urgent call for coordinated action at the European and national levels. It is now a matter of turning these proposals into concrete measures.

    Meeting the strategic investment needs identified in the report requires completing the capital markets union, which we have been advocating for a long time.

    The private sector will not be able to finance all of these investment needs alone. European initiatives, including financing through common European funds, could help finance common European public goods such as defence, public procurement, energy grids, disruptive innovation and cross-border infrastructure. Under the right conditions, the potential issuance of common European debt could help bridge the financing gap.

    Finally, a new European Commission is expected to start its work in a few weeks’ time. How do you see your cooperation, including on the common objective of making Europe more competitive?

    I am very much looking forward to continuing our excellent interactions with the European Commission, both with the outgoing Commission and the incoming one. There are a number of common European initiatives that we both have a very strong interest in. I have already mentioned the capital markets union. Further progress could be made on that, as well as on finalising all aspects of the banking union. And we know from the ECB’s stress tests that the longer we take to complete the green transition, the more it will cost us, so we would very much welcome further progress on that front as well.
