  • MIL-OSI Security: NATO and Bulgaria announce major emergency response exercise

    In September 2025, Bulgaria will host NATO’s 20th civil emergency response exercise. These exercises are among the world’s largest and most complex training events in disaster response and the management of complex emergencies.

    Organised by NATO’s Euro-Atlantic Disaster Response Coordination Centre (EADRCC), the exercise will bring together Allies and partners, as well as other international organizations. Participants will be confronted with scenarios that include natural and industrial disasters, hybrid threats, and complex emergencies. They will be able to test procedures related to the coordination of different activities and logistical support. Exercises like this help to gauge the ability of personnel from different countries to work effectively alongside each other, promote cooperation between civilian and military actors involved in disasters response, and build up the ability of Allies and partners to tackle complex and interconnected security threats. This is essential to building resilience and to preparing for potential challenges, including those related to climate change.

    The Euro-Atlantic Disaster Response Coordination Centre (EADRCC) is NATO’s principal civil emergency response mechanism. It is available to all Allies and partner countries and can support them with both response and preparedness for natural and human-made disasters and other emergencies.

    The exercise was announced today (25 September 2024) at NATO Headquarters by NATO’s Deputy Assistant Secretary General for Operations, Ms. Burcu San, and the Director General for Fire Safety and Civil Protection at the Ministry of Interior of Bulgaria, Mr. Aleksandar Dzhartov.

    Mr. President, Mr. Secretary-General, Dear colleagues, Ladies and Gentlemen,

    I thank Slovenia for its initiative. It is crucial that this Council continues to reflect on ways to restore peace and end the Russian war against Ukraine. And this, in the presence of Ukraine; I welcome the presence of President Zelenskiy here.

    I firmly believe in the importance of respecting the United Nations Charter, international humanitarian law, as well as the application of the Geneva Conventions, whose 75th anniversary we are celebrating this year.

    And yet, despite all the tools established after World War II, we have not succeeded in silencing the guns. We have not been able to prevent countless civilians from suffering the consequences.

    Ladies and Gentlemen

    So far, this Council has not assumed its responsibility. After 1000 days of war, we still have not found a diplomatic solution.

    Why are we unable to agree on the way forward to restore peace? Have we lost the common grammar of peace?

    If I hold my position as Minister, it is because I believe in the power of politics in the service of the common good. Politics must always challenge the maxim of the strategist von Clausewitz that: “war is the mere continuation of politics by other means.” And the UN is politics.

    Excellencies,

    Making peace takes courage.

    By organising the first Peace Summit in Ukraine last June, Switzerland had the audacity to place peace on the international agenda, and this in the midst of war.

    Countries from five continents gathered near Lucerne to discuss three key issues essential to building peace: • Nuclear security; • Food security; and • The humanitarian dimension of the conflict.

    The joint Bürgenstock communiqué, signed by a majority of participants representing the entire world, has helped to ease certain blockages revealed by the war in Ukraine and to restore a beginning of trust between us.

    This first step towards peace must not be left without follow-up. It is now essential to continue this dialogue also with Russia.

    Only pragmatic diplomacy can get us out of this impasse, which has already cost too many lives.

    Ladies and Gentlemen,

    While peace must be our priority, the reconstruction of Ukraine is also a collective responsibility. A lasting peace will also depend on well-prepared reconstruction. From the beginning of the conflict, Switzerland laid the foundations for this reconstruction with the Lugano Conference.

    One of our priorities is humanitarian demining. We are currently investing $120 million to demine civilian and agricultural areas in Ukraine. The Ukraine Mine Action Conference, co-organized by Switzerland and Ukraine on October 17-18 in Switzerland, will discuss the needs and solutions for this action.

    Ukraine is about to face its third winter of war. It is our duty to finally offer the Ukrainian people a spring of peace.

  • MIL-OSI Economics: Frank Elderson: Energy performance data – a must-have for managing climate-related credit risk

    Good morning and a very warm welcome to all of you. It is a pleasure to see so many of you – bank representatives, journalists and supervisors – here in Frankfurt to discuss good practices for collecting and assessing climate-related data for the real estate sector.

    We have come a long way since 2019 when we first started to talk about climate-related and environmental risk management with you – the banks we supervise. Thanks to the tireless work of many dedicated climate risk experts in banks across Europe, jointly we have built up considerable expertise and made encouraging progress.

    Real estate lending represents a significant share of supervised banks’ banking books. The real estate sector is also a concrete example of how physical and transition risks affect traditional prudential risk categories, in this case credit risk. And just as we do for any other material risk, we expect banks to identify, measure and – most importantly – manage these risks.

    Good data are crucial for sound risk management

    In short, to manage your risks you need to know them. And to know your risks you need to have good data. The same holds true when integrating climate-related risk drivers into credit risk management.

    To manage credit risk in the real estate sector, we need data on buildings’ energy efficiency. This is crucial for collateral valuations or determining borrowers’ ability to pay back their loan, for example.

    With this in mind, back in 2021 ECB Banking Supervision started looking at energy performance data for the commercial and residential real estate sectors by conducting targeted reviews for a sample of banks that were most exposed to these sectors. Supervisors collected data from these banks and engaged with them on their practices. As expectations were not yet set on this specific topic, we let banks explain how they obtained energy performance data. We looked at new lending as well as existing loan stocks.

    Overall, our targeted review showed that more progress had been made for new lending, for which most data were based on real data from energy performance certificates. As a concrete outcome of our targeted review, we asked all banks in the sample to collect real energy performance data at loan origination. Our supervisory recommendation was well received by banks that were not yet doing it, showing banks’ willingness to integrate energy performance data into their credit risk management policies. This is good news.

    However, as supervisors, we are also concerned about the existing stock of loans. Most of the data on this are based on proxies, which makes it difficult for both banks and supervisors to design and implement proper risk management measures. Obtaining real data is admittedly challenging, yet many of the banks represented here today have made notable strides. You have found a way to collect energy performance data and use them effectively. And we invite all banks that have not yet advanced on collecting such data to learn from the good practices of those banks that have made critical leaps forward.

    Legislative changes will improve the availability of energy performance data

    Integrating climate-related data is also vitally important in view of impending legislative changes. The revised Energy Performance of Buildings Directive1, which includes common requirements for setting up national databases on the energy performance of buildings, is an important development that should help narrow the data gap. In the spirit of the Directive, further work is needed to ensure adequate data management and increase the reliability and consistency of climate-related real estate data across the European Union. Establishing a comprehensive European database of all buildings in the EU will take time. So banks cannot just sit back and wait. As supervisors we expect banks to manage all material risks. And this requirement is not conditional on the attainability of harmonised data.

    We therefore strongly encourage all efforts to improve data availability and welcome the successful strategies that some banks have implemented to address data gaps.

    Today’s agenda will focus on the collection of energy performance data for the commercial and residential real estate sectors. But this will not be the only topic. Properties in areas prone to hazard events such as floods, rising sea levels or wildfires are increasingly vulnerable and could see a decrease in their collateral value. Last week’s devastating floods in Austria, Czechia, Hungary, Italy, Poland, Romania and Slovakia were a stark reminder of that. Therefore, later in today’s programme we will discuss the challenges and potential solutions for monitoring physical risk. In the coming weeks, the ECB will publish an analytical paper focusing on whether residential mortgage rates in high climate risk areas are influenced by this risk. The paper finds evidence that climate-related risk is already priced into mortgages. In other words, we see that an average bank took climate-related risks into account as loans secured by real estate in high climate risk areas were more expensive than loans with the same characteristics but in safer regions. However, the effect we find is economically small, so it seems that the climate-related risk is still underpriced by the average bank.

    Let me conclude.

    Good, reliable data are a cornerstone of sound risk management. This also holds true for managing the risks stemming from climate change. Thanks to the ongoing dialogue between supervisors and banks, some major stumbling blocks have already been overcome. The good practices observed for collecting real data on energy performance show that, while the task is challenging, it is far from impossible. Sharing your practices with peers will help more banks to improve the availability of energy performance data. So we are all looking forward to hearing about your experiences and learning from what worked well.

    The ongoing climate and nature crises will inevitably render our economy more susceptible to shocks. From a risk-based perspective, let me reassure you that ECB Banking Supervision will continue to play our part in spurring on banks to prepare for these risks. To succeed in our common goal of making banks resilient to climate and nature-related risks, it is vital that we keep up this dialogue with you – the industry – and encourage the exchange of good practices in the years to come.

  • MIL-OSI Europe: Between 8% to 16% of EU population is ‘energy poor’

    Amidst the EU’s push for a fair green transition, and further reinforced by the uncertainties of the energy market, the issue of energy poverty has come to the forefront and become a critical policy priority.  Energy poverty can be measured in different ways, but its measurement is a challenge for policy formulation and action to address it. 

    A JRC study investigated four primary energy poverty indicators to understand the EU-wide distribution and socio-economic profiles of “energy poor”. The findings underlined the usefulness to rely on a battery of various indicators to provide a picture of energy poverty.

    The Social Climate Fund regulation and the revised Energy Efficiency Directive define energy poverty as a household’s lack of access to essential energy services, such as heating, hot water, cooling, lighting and energy to power appliances. According to the Commission’ Recommendation on Energy Poverty, it is a multidimensional phenomenon driven by three underlying causes, namely, high-energy expenditures in proportion to household budget, general low levels of income and low energy performance of buildings. 

    What’s the challenge when measuring energy poverty?

    There are numerous papers discussing advantages and disadvantages of different energy poverty indicators used in Europe, but little is known about their overlap and their inter-relationship.  The JRC study addresses this gap, for the first time, by assessing the coverage, overlap, and socio-economic profiles of four primary energy poverty indicators employed in the EU for cross-country comparisons, using harmonised microdata for all 27 EU countries. 

    This study was developed within the Assessing and Monitoring Employment and Distributional Impacts (AMEDI) projects carried out with the Commission’ s Directorate General for Employment, Social Affairs and Inclusion.

    The study employs two types of indicators: “expenditure-based” indicators and “consensual approach” indicators. The expenditure-based indicators are calculated using monetary values: the 2M indicator is calculated as the proportion of households whose share of energy expenditure in income is more than twice the national median (2M indicator), i.e. energy costs represent a high share of expenditures. While the M/2 indicator (low absolute energy expenditure) is calculated as the proportion of households whose energy expenditure is below the national median energy consumption. 

    The “consensual approach” indicators are instead based on self-reported assessments of housing conditions: the share of people keeping their house adequately warm (AW indicator), and those who have arrears on utility bills (UB).

    The calculations are based on EU statistics and income living conditions (SILC) data from 2015 matched to Household Budget Survey (HBS) data from the same year and uses EUROMOD for refining estimates of household disposable income and improve comparability across countries. For example, they show that 8.5% of Europeans were unable to keep their house warm in 2015 (indicator AW).

    The analysis finds that there is very little overlap between the four energy poverty indicators examined. This explains why at least 40% of the EU population (around 180 million citizens) would be classified as ‘energy poor’ if one would follow a ‘union approach’, in which someone is energy poor by at least one indicator.

    On the other side, an ‘intersection approach’ – where poor is who satisfies the poverty condition simultaneously for the four indicators – would lead to a very low energy poverty rate of 0.3% of the EU population, i.e. about 330 thousand.

    The results

    The aggregate analysis carried out shows that between about 8% (using consensual indicators) and about 16% (using expenditure-based indicators) of the EU population can be classified as energy poor.

    Education and employment have a significant impact on energy poverty, as a higher rate of adults with jobs or higher education levels can slightly decrease the risk of experiencing energy poverty. Remarkably, about 30% of energy-poor households are also income-poor, falling below the poverty threshold. The study also reveals that middle-income households face a relatively high incidence of energy poverty, so it does not only affect to income-poor individuals.

    Energy poverty among EU Member States

    Energy poverty displays also significant disparities across EU countries, as it is influenced by the very heterogeneous national realities, including geography, natural resources, climate, infrastructure, national public policies, etc. Furthermore, cultural aspects can explain differences in self-reporting energy deprivation conditions. 

    For instance, in Greece and Bulgaria, nearly 30% of the population is energy poor by at least two indicators, while in Western and Northern EU countries, this figure drops below 5%. Moreover, the differences in energy poverty rates across EU countries is much larger when using subjective indicators. For example, AW-poverty rates, which measure the inability to adequately heat one’s home, range between almost zero in Sweden and Luxembourg to about 40% in Bulgaria. 

    A similar trend is observed when analysing arrears on utility bills (UB), while income shares of residential energy expenditure that are above twice the national median (2M) appear to be more similar across countries, indicating that energy poverty rates range between approximately 10% (Netherlands, Hungary) to slightly above 20% (Sweden, Malta, and Latvia). 

    This underscores the importance of tailored policy responses that consider national contexts and differences across countries regarding income levels, energy prices or investments in energy capital (i.e. efficient appliances, insulation, etc.). Moreover, this result points at the need to consider carefully what is the most suited indicator for cross-country comparisons. 

    How to tackle energy poverty across the EU? 

    Energy poverty has far-reaching consequences, from exacerbating health issues to limiting social and economic participation. Monitoring energy poverty is crucial for understanding the diversity of the socio-economic profiles of the energy poor and for improving the design of inclusive policies. 

    Relying on a single indicator may overlook significant portions of the population experiencing energy-related deprivations. 

    To address energy poverty, we need a policy mix 

    Income-support policies are essential to tackle energy poverty situations, especially for households under the poverty line. However, considering that also middle-income households experience a relative high incidence of energy poverty, other type of policies may be warranted to support them.

     This is the case of price caps, which reduce the burden of expenditures on energy goods, or structural interventions that step-up energy efficiency by reducing the need of energy consumption. Further, monetary policies such as subsidies to improve energy efficiencies could also reduce the burden of energy expenditures on households. 

    Finally, behavioural levers, such as assisting consumers in setting goals for reducing energy consumption through apps and educational campaigns to empower individuals to make investments choices that improve energy efficiency, may also be effective in reducing the energy poverty phenomenon.

    ASHINGTON – Today, Secretary of Homeland Security Alejandro N. Mayorkas, in consultation with Secretary of State Antony J. Blinken, designated Qatar into the Visa Waiver Program (VWP). The collaboration and information sharing at the core of the VWP will significantly enhance the security interests of the United States in addition to encouraging legitimate travel and commerce between the two nations. 

    Secretary Mayorkas and Secretary Blinken commend Qatar for meeting the stringent security requirements to join the Visa Waiver Program (VWP). Qatar has been an exceptional partner for the United States, and our strategic relationship has only grown stronger over the past few years. This is further evidence of our strategic partnership and our shared commitment to security and stability. By meeting the VWP requirements, Qatar becomes the first Gulf country to enter the program and we encourage additional partners to meet all program requirements to allow for entry into the program in the interest of advancing bilateral and regional security cooperation. 

    “The Visa Waiver Program is one of our most successful security initiatives. Qatar’s participation in the program increases information sharing regarding one of the world’s busiest travel and transfer hubs, strengthening the security of the United States,” said Secretary of Homeland Security Alejandro N. Mayorkas. “I commend our Qatari partners for meeting the stringent requirements in this agreement entails and look forward to our continued work together on behalf of our respective countries.” 

    “Qatar’s fulfillment of the stringent security requirements to join the Visa Waiver Program will deepen our strategic partnership and enhance the flow of people and commerce between our two countries. Qatar’s entry will make travel between the United States and Qatar safer, more secure, and easier for both Americans and Qataris,” said Secretary of State Antony J. Blinken. 

    The VWP builds comprehensive security partnerships between the United States and designated countries that meet strict requirements related to counterterrorism, law enforcement, immigration enforcement, document security, and border managemnt. These requirements include that the country have a rate of nonimmigrant visa refusals below 3% during the previous fiscal year; issues secure travel documents; extends reciprocal entry privileges to all U.S. citizens and nationals without regard to national origin, religion, ethnicity, or gender; and works closely with U.S. law enforcement and counterterrorism authorities. Qatar put forth a significant whole-of-government effort to meet all program requirements, including entering into partnerships with the United States to share information on terrorism and serious crimes. As with all VWP countries, DHS will continually monitor Qatar’s compliance with all program requirements. 

    Starting no later than December 1, 2024, the Electronic System for Travel Authorization (ESTA) online application and mobile app will be updated to allow citizens and nationals of Qatar to apply to travel to the United States for tourism or business purposes for up to 90 days without first obtaining a U.S. visa. These authorizations are generally valid for two years. Travelers with valid B-1/B-2 visas may continue to use their visa for travel to the United States, and B-1/B-2 visas will remain an option for Qatari citizens. ESTA applications may be found at esta.cbp.dhs.gov or download the “ESTA Mobile” app through the iOS App Store or the Google Play store. 

    U.S. citizens already enjoy visa-free travel to Qatar, and beginning October 1, 2024, will be eligible to stay in Qatar for up to 90 days instead of the previous 30-day limit if they have a passport that is valid for at least three months from arrival and a confirmed hotel booking on arrival. 

    Under the VWP, citizens and nationals of Qatar will be able to apply for authorization to travel to the United States through the ESTA online or mobile app at a date to be announced shortly after Qatar’s VWP admission. Participating countries are reviewed at least biennially, as required in statute, to ensure they continue to meet all program requirements. 

    Qatar will be the 42nd member of the VWP and the third country added under Secretary Mayorkas’s tenure (Croatia in 2021 and Israel in 2023). More information on the VWP can be found at www.dhs.gov/visa-waiver-program.

  • MIL-OSI Security: Secretary Mayorkas and Secretary Blinken Announce Designation of the State of Qatar into the Visa Waiver Program

    WASHINGTON – Today, Secretary of Homeland Security Alejandro N. Mayorkas, in consultation with Secretary of State Antony J. Blinken, designated Qatar into the Visa Waiver Program (VWP). The collaboration and information sharing at the core of the VWP will significantly enhance the security interests of the United States in addition to encouraging legitimate travel and commerce between the two nations. 

    Secretary Mayorkas and Secretary Blinken commend Qatar for meeting the stringent security requirements to join the Visa Waiver Program (VWP). Qatar has been an exceptional partner for the United States, and our strategic relationship has only grown stronger over the past few years. This is further evidence of our strategic partnership and our shared commitment to security and stability. By meeting the VWP requirements, Qatar becomes the first Gulf country to enter the program and we encourage additional partners to meet all program requirements to allow for entry into the program in the interest of advancing bilateral and regional security cooperation. 

    “The Visa Waiver Program is one of our most successful security initiatives. Qatar’s participation in the program increases information sharing regarding one of the world’s busiest travel and transfer hubs, strengthening the security of the United States,” said Secretary of Homeland Security Alejandro N. Mayorkas. “I commend our Qatari partners for meeting the stringent requirements in this agreement entails and look forward to our continued work together on behalf of our respective countries.” 

    “Qatar’s fulfillment of the stringent security requirements to join the Visa Waiver Program will deepen our strategic partnership and enhance the flow of people and commerce between our two countries. Qatar’s entry will make travel between the United States and Qatar safer, more secure, and easier for both Americans and Qataris,” said Secretary of State Antony J. Blinken. 

    The VWP builds comprehensive security partnerships between the United States and designated countries that meet strict requirements related to counterterrorism, law enforcement, immigration enforcement, document security, and border managemnt. These requirements include that the country have a rate of nonimmigrant visa refusals below 3% during the previous fiscal year; issues secure travel documents; extends reciprocal entry privileges to all U.S. citizens and nationals without regard to national origin, religion, ethnicity, or gender; and works closely with U.S. law enforcement and counterterrorism authorities. Qatar put forth a significant whole-of-government effort to meet all program requirements, including entering into partnerships with the United States to share information on terrorism and serious crimes. As with all VWP countries, DHS will continually monitor Qatar’s compliance with all program requirements. 

    Starting no later than December 1, 2024, the Electronic System for Travel Authorization (ESTA) online application and mobile app will be updated to allow citizens and nationals of Qatar to apply to travel to the United States for tourism or business purposes for up to 90 days without first obtaining a U.S. visa. These authorizations are generally valid for two years. Travelers with valid B-1/B-2 visas may continue to use their visa for travel to the United States, and B-1/B-2 visas will remain an option for Qatari citizens. ESTA applications may be found at esta.cbp.dhs.gov or download the “ESTA Mobile” app through the iOS App Store or the Google Play store. 

    U.S. citizens already enjoy visa-free travel to Qatar, and beginning October 1, 2024, will be eligible to stay in Qatar for up to 90 days instead of the previous 30-day limit if they have a passport that is valid for at least three months from arrival and a confirmed hotel booking on arrival. 

    Under the VWP, citizens and nationals of Qatar will be able to apply for authorization to travel to the United States through the ESTA online or mobile app at a date to be announced shortly after Qatar’s VWP admission. Participating countries are reviewed at least biennially, as required in statute, to ensure they continue to meet all program requirements. 

    Qatar will be the 42nd member of the VWP and the third country added under Secretary Mayorkas’s tenure (Croatia in 2021 and Israel in 2023). More information on the VWP can be found at www.dhs.gov/visa-waiver-program.

    On the morning of September 25 (afternoon of September 24 EDT), President Lai Ching-te addressed the 2024 Concordia Annual Summit via video at the invitation of the New York-based non-profit organization Concordia, speaking on Taiwan’s key priorities in the current international security environment and vision for the future.
    In his remarks, President Lai said that democracy around the world is facing serious threats, citing as examples Russia’s invasion of Ukraine and China’s intensifying military intimidation in the Taiwan Strait and the East and South China Seas. The president indicated that through its use of gray-zone tactics such as economic coercion and cognitive warfare, China poses serious threats to global peace and stability. He said that China often uses lawfare and distorts history to expand its power, an example being its distortion of United Nations General Assembly (UNGA) Resolution 2758. The president thanked the United States and the Inter-Parliamentary Alliance on China (IPAC) for taking concrete actions to oppose China’s misinterpretations.
    President Lai reiterated that democratic Taiwan and authoritarian China are not subordinate to each other, and that we will maintain peace and stability in the Taiwan Strait by promoting our Four Pillars of Peace action plan. The president expressed hope that Taiwan and other democratic nations will jointly support the democratic umbrella and counter authoritarian aggression as we navigate a new era in global democratic development. President Lai expressed that a stronger Taiwan is better able to promote democracy, peace, and prosperity around the world, and that we welcome more countries to join in support of democratic Taiwan and a stronger democracy worldwide.

    I want to begin by thanking Concordia for the opportunity to address the Annual Summit. Since my inauguration in May, I have been sharing Taiwan’s roadmap for development at various international venues. I’m honored to speak on our key priorities in the current international security environment, as well as our vision for the future.
    Our goal is to make Taiwan stronger, because a stronger Taiwan is better able to promote democracy, peace, and prosperity around the world.
    Our sincere hope is for Taiwan and other democratic nations to jointly support the democratic umbrella and counter authoritarian aggression as we navigate a new era in global democratic development, echoing the theme of this summit.
    Democracy around the world is facing serious threats. We have seen the growth of authoritarianism and Russia’s invasion of Ukraine, which has exceeded two years. And we have seen China intensifying its military intimidation in the Taiwan Strait and the East and South China Seas. Through its use of gray-zone tactics such as economic coercion and cognitive warfare, China poses serious threats to global peace and stability.
    China often uses lawfare and distorts history to expand its power. I want to emphasize that democratic Taiwan and authoritarian China are not subordinate to each other. This is a fact with a long-established, global consensus. Regardless of that, China has distorted UNGA Resolution 2758 in support of its “one China principle,” falsely claiming that Taiwan is a part of the People’s Republic of China and that we have no right to participate in the UN system and other international fora.
    I would like to thank the US and IPAC for taking concrete actions to oppose China’s misinterpretations. We welcome more countries to join in support of democratic Taiwan and a stronger democracy worldwide.
    China’s threat to Taiwan is a threat to the entire international community. China doesn’t just want to change the status quo in the Taiwan Strait. It intends to change the rules-based international order and achieve international hegemony.
    In this situation, our top priority is to maintain peace and stability in the Taiwan Strait by promoting our Four Pillars of Peace action plan.
    First, we will strengthen our national defense. We will strengthen our capabilities and show our resolve for self-defense.
    Second, we will build economic security. We will continue to reduce economic dependence on China. We also aim to sign trade agreements with other democratic countries, participate more in the regional economy, and mutually enhance our economic resilience.
    Third, we will strengthen our partnerships with democratic countries. Taiwan will continue to cooperate with like-minded partners on “democracy chips.” We will also strengthen cooperation with other countries in national defense so that the democratic community can demonstrate the strength of deterrence and achieve our goal of peace.
    The final pillar is stable and principled cross-strait leadership. Taiwan will neither yield nor provoke, and will maintain the status quo in the Taiwan Strait. We will remain committed to safeguarding regional peace and stability.
    The road ahead may be difficult, but as long as we follow it together, I am confident that we can further strengthen democracy and sustain peace. Together, let’s forge ahead on the path to greater prosperity. Thank you.

  • MIL-OSI Economics: 3 imagery updates to Google Earth and Maps

    Our world is in constant motion. Cities expand, landscapes evolve and the climate continues to reshape our globe. To help people visualize these changes and learn more about the world around them, we’re announcing new updates to Google Earth and Street View.

    Travel back in time with Earth — and plan projects more efficiently

    Maybe you want to travel back in time and see what your neighborhood looked like decades ago. Or you want to understand how forests have been affected by human activity and the changing climate. All of this will soon be possible thanks to our new historical imagery in Google Earth on web and mobile, which makes it easy to explore our library of satellite and aerial imagery — some of which goes as far back as 80 years.

    When exploring, you’ll see a sharp contrast in how geography has evolved in many places. Take this 2018 image of Lake Oroville, a reservoir in northern California that saw significant water reduction after multi-year droughts. Compare that with its 2023 image, which shows how a series of rains gradually filled the reservoir back to maximum capacity — providing water storage, electricity from power generation and a space for water activities, like swimming and kayaking. Historical imagery allows you to follow the lake’s evolution in striking detail.

    Historical imagery can also show dramatic changes over longer periods of time. In places like London, Berlin, Warsaw and Paris, you can even explore imagery from as far back as the 1930s. For example, below is a black-and-white photo of San Francisco in 1938, taken by Oakland Airport pilots. During this period, you can see that ports were mainly used for shipping and industry — compared to the 2022 image, where you see the piers dotted with restaurants and cruise ships docked in the harbor. Check out Timelapse in Google Earth, an interactive experience built from millions of satellite images showing a stunning visualization of how our planet is changing over time.

    In addition to helping you browse Earth’s changes, we’re also making it easier for researchers and organizations to use Google Earth for projects, like creating custom maps. Soon we’ll start showing projects right from a newly designed home screen in Google Earth, making it even easier to collaborate with your teams.     Expanding Street View imagery in nearly 80 countries

    While Google Earth has a vast repository of satellite and aerial imagery, Street View displays over 280 billion images collected from our Street View cars and trekkers. With Street View, you can virtually explore every continent right from your living room — and even places like the Great Barrier Reef and the International Space Station. Now, we’re launching one of the biggest updates to Street View yet, with new imagery in almost 80 countries — some of which will have Street View imagery for the very first time.

    You’ll be able to explore the picturesque countryside of Bosnia and its medieval villages, the sandy mountains surrounding the capital of Namibia, the alps and castles of Liechtenstein and the beautiful rivers of Paraguay. You can even virtually wander the streets of foreign cities to see shops and buildings up close.

And our newest camera — just 15 pounds and mountable on any car — will make it easier for us to bring Street View to even more places in the future. We’ve used our Cloud Score+ AI model, trained on millions of images, to recognize and remove things like clouds, cloud shadows, haze and mist. At the same time, this model keeps real-world weather patterns — like ice, snow and mountain shadows — visible on the map. The result is a refreshed global mosaic that gives you a clearer, more accurate look at Earth.

         Following is the keynote speech by the Secretary for Justice, Mr Paul Lam, SC, at the networking dinner of the forum titled Hong Kong: The Common Law Gateway for Vietnamese Businesses to China and Beyond in Ho Chi Minh City, Vietnam, on September 24:
     
    Ladies and gentlemen,
     
         Good evening, xin chào buổi tối. Frankly speaking, I do not think I can do a better job than all the eminent speakers who have spoken before me. So I am not going to say something new. Instead, I wish to do a very quick recap to sum up the key and essential points made by various speakers so that you can have a few takeaways after today’s event.

         I prefer to do it by once again referring to the theme of our forum, “The Common Law Gateway for Vietnamese Businesses to China and Beyond”, but I wish to focus on a few key phrases and do it in the reverse order. So I would like to focus on China and beyond first.

         We are lawyers coming from Hong Kong. As I said in my opening remarks, obviously there have been very close relationships between Hong Kong and Vietnam. But the reason why we are here is not simply because of Hong Kong, it is about something much bigger than Hong Kong. That is our country, China, and beyond.

         A number of speakers have referred to a very important concept known as the Guangdong-Hong Kong-Macao Greater Bay Area. And I wish to emphasise again the importance of the Greater Bay Area. You have been told that the Greater Bay Area consists of the Guangdong Province, in particular the nine cities in Guangdong Province, plus Hong Kong and Macao. To give you some ideas, the size of Greater Bay Area is almost like Croatia, a mid-size European country, with population around 86 million, similar to the population of Germany. If you look at what cities are situated within the Greater Bay Area, we have three very important cities: Guangzhou, of course, which is the capital of the province of Guangdong, a very important city in the southern part of China. And then you have Shenzhen, I think some of our speakers have mentioned Shenzhen, which is the innovation and high-tech hub, where you have the headquarters of Tencent, the factories of BYD and Huawei. All the advanced technology or high-tech innovative things are happening in Shenzhen, which is just across the border. And then of course you have Hong Kong, which is the international financial and trade centre.

         Although there are different bay areas in the world, we have the Tokyo Bay area, the San Francisco Bay Area, but I venture to say that they cannot be compared to Hong Kong because in the Greater Bay Area, you have one country but three different jurisdictions, including Mainland China, Hong Kong, and also Macao which used to be ruled by the Portuguese. So it is a very special place with huge potential. Hong Kong may well be your final destination for your business and business venture. But it also may not be your final destination. Maybe you will find much more opportunities in the Greater Bay Area in China. And then in China, very often there would be investments and other business ventures with other countries. So it is really “China and beyond”.

         Now moving to “Gateway”. I just mentioned that perhaps you will be more interested not just about opportunities for business investment in Hong Kong, but also those offered in Mainland China. And of course you would agree with me that legal service would be important. But you may wonder, if I wish to invest in Mainland China or co-operate with a Mainland partner, why shouldn’t I simply instruct a Mainland lawyer? Why shouldn’t I simply engage the legal service offered by Mainland China? And why should I do it via Hong Kong, which seems to be a little bit indirect or a bit convoluted. And of course, all the speakers who have spoken this afternoon have provided some very good answers. One of the key characteristics of this particular gateway, or using Hong Kong as a gateway, is our common law character, our common law tradition. But again, as pointed out by one of the participants who raised a question at the end of the first session, Hong Kong is definitely not the only common law jurisdiction in this world which can play the role as a gateway for the provision of legal service. I think my friend mentioned Singapore. Why not Singapore? Singapore is definitely a common law jurisdiction. Even in ASEAN, within the Southeast Asia, we have Malaysia which is also a common law jurisdiction. So it is our duty to explain to you a little further.

         What is so special about Hong Kong? I hate to compare Hong Kong with Singapore, but because this question has been raised, I think I have to answer that question as if I were being asked to answer that question by a judge in the court. So I have to give a direct answer. But as a government official, I have to be as diplomatic as possible. The way I put it is that we can and we will offer something that only Hong Kong can offer. We can offer something that Singapore will not be able to do. It is because of six factors, as the sum total of these six factors that make Hong Kong truly unique and peculiar, unparalleled. So what are these six factors? Now, here comes my summary of what you have heard this afternoon.

         First, Hong Kong provides a very stable legal environment. Stable in the sense that Hong Kong is the only common law jurisdiction within China. It is the only common law jurisdiction in China, and it will remain to be the only common law jurisdiction within China. The reason is that the common law system practiced in Hong Kong has been guaranteed by a constitutional document, which is our Basic Law. You can describe it as a mini-constitution. Now, there have been some queries in the past on certain wordings in our constitutional document. Some people questioned whether the principle of “one country, two systems” or the common law system practiced in Hong Kong will continue after 2047, which is the 50th anniversary of the resumption of sovereignty by China of Hong Kong. But that uncertainty has been removed very clearly by the leaders of China, in particular President Xi Jinping. Back in 2022, on July 1 when he came to Hong Kong, he made a very important speech, a very short speech. What is most telling is that in his very short speech, he mentioned the common law system in Hong Kong twice. He said that the common law system is a core element of the “one country, two systems” principle, which is a very good policy that is going to last basically forever. So there should be no doubt whatsoever that not only the principle of “one country, two systems”, but also our common law system will continue. So the first point “stability” – it is very stable.

         The second point is that our system is also very reliable. Now, that goes to the question of the existence of a very reputable and respected judiciary. When it comes to a judicial or legal system, two factors will be of crucial importance. First, quality, quality of justice, whether judges are smart enough to deliver true justice. Second, integrity, whether judges are seen to be able to discharge their duty fairly and impartially. Now, I think the Judiciary in Hong Kong fulfills these two very important essential criteria.

         In terms of quality, as my friends said this afternoon, all the judges, they enjoy very high standing in the world. Our Court of Final Appeal, I should mention that the judgments delivered by the judges of the Court of Final Appeal, they were cited in other common jurisdictions from time to time. And we have foreign judges sitting as part-time judges in Hong Kong. I also remember that one of the speakers mentioned the World Justice Project Rule of Law Index, Hong Kong ranked the 23rd out of 142 jurisdictions in the world. And I think we ranked the sixth in East Asia and the Pacific region. Ahead of the United States, and if I recall correctly, Spain, another major economy in the world.

         When it comes to integrity, once again my friends have informed you that how judges in Hong Kong are appointed. They are appointed completely independently by an independent statutory body. It is not possible for the executive to interfere with the performance of the judges. It is not possible for the executive to fire or sack any judges. And in fact, I have to tell you a very embarrassing piece of information which nobody dares mention, that is the Government lost cases before the court quite often. So I think that is a very good indication that judges in Hong Kong do exercise the judicial function very impartially.

         But for your interest, I am sure you would be concerned whether Mainland parties, in particular state-owned enterprises, or very important, powerful business entities in Mainland China, would they enjoy any undue advantage when they engage in litigation against foreign parties in Hong Kong? Once again I am very sure that if you look at records, if you look at judgments, we have open judgments, you will see many cases which are decided entirely on merits. Sometimes state-owned enterprises or Mainland parties win, sometimes they lose. But there is not a single piece of evidence suggesting that in deciding these cases, the court in Hong Kong has taken into account any consideration other than the law and the evidence. And the best evidence is contained in our judgments, which you can inspect and you can read for yourself. So this is the second factor: very reliable.

         Third factor: very business friendly. You have to remember that we have a bilingual legal system. So both English and Chinese are official languages. It is not just a working language, it is the official language by which we write our statute. We also use English in court proceedings, and very often in arbitration proceedings. This is an international language that is familiar to people outside Hong Kong, just like I am using English to communicate with you, hoping that you would be able to understand what I am trying to say.

         The second point as to why business friendly is about the content of the law, the content of our substantive law, in particular when it comes to international commercial law, investment law. They are all very international in the sense that its content is substantially similar to the law that you find in other developed countries, for example, the United Kingdom, Australia, and New Zealand. So the principles of substantive law would be very familiar to the international business community, so it is business friendly.

         The third point is that the Hong Kong Government has been very proactive to make Hong Kong a more attractive place for investment and doing business. I can give you some examples. For example, we are very active in promoting the establishment of family office in Hong Kong to encourage people to invest money to set up family office, in particular, for very resourceful families. In order to make this initiative attractive, we have amended our revenue law, our tax law, to lower our tax rate if you wish to set up family offices in Hong Kong. Another example is that our listing rules, IPO initial public offerings, if you wish to raise finance by getting your company publicly listed, the Hong Kong Stock Exchange has introduced a new scheme, it’s called SPAC (Special Purpose Acquisition Companies). The idea is very simple. It enables a company without any track record but so long as it fulfills some sorts of requirement to ensure that the investors’ interest will be protected, it will get the chance to be listed in Hong Kong. So I mean we are very proactive in making it more convenient. One of the speakers have mentioned about the difficulty of entering into Hong Kong because of the visa requirement. But as I said in my welcoming remarks, we are relaxing the restrictions or the requirement gradually. So starting from October last year, for the talents, they will be able to come to Hong Kong very easily. And for business travellers and for tourists, you will be able to obtain multiple visas very conveniently. And lastly, when it comes to arbitration, we have actually introduced a pilot scheme. At the moment, the arrangement is that if you are engaged and involved in the arbitration, no matter in what capacity, say, as arbitrator, as counsel, appearing for either party as a witness or even a party, you will be exempted from the need to obtain any visa if you come to Hong Kong for such purposes. So I would say that the difficulty is more apparent than real. So that is the third factor, business friendly.

         The fourth factor: it is very safe and secure to use Hong Kong as a platform for doing business and investment. You must be concerned whether your money, your property can go into Hong Kong and leave Hong Kong easily and freely, and what happens when your property and money is in Hong Kong. Under our constitutional document Basic Law, we guarantee freedom of movement of funds, money and goods. So you can come anytime and your money can leave anytime. There is no exchange control, there is no improper expropriation, and when your money and your property is in Hong Kong, it is completely safeguarded by a stringent set of regulations, not just by statutes, but by other important statutory bodies like the Hong Kong Monetary Authority, the Securities and Futures Commission. There are very strict regulations to ensure that your investment and your property will be protected. And of course, the quality and integrity of the law enforcement agencies will be important. One strength of Hong Kong is that there is no question, no issue or any concern about corruption at all. Hong Kong is the cleanest place, one of the cleanest places in the world that you can find. If you look at the figures, I think Hong Kong ranks among the top five when it comes to the absence of corruption.

         I wish to share a piece of information just to substantiate my confidence in the integrity of the financial market. A piece of latest news is that a British think tank just announced the Global Financial Centres Index. And Hong Kong had climbed back to the third place after New York and London. And this time we are ahead of Singapore. In 2022 up to last year, Hong Kong ranked the fourth for different reasons, but this year we managed to overtake Singapore to reclaim the third place, which I think is a very pertinent place. It served as a very good evidence of the competence of the people in Hong Kong’s financial market. So this is the fourth factor.

         The fifth factor is that Hong Kong provides dual connectivity. It allows you to connect to the world on the one hand, and also connect to the Mainland at the same time. My friend already said that Hong Kong has important legal connections with the rest of the world, for example, arbitral awards can be enforced and recognised because of the New York Convention. We have entered into a lot of arrangements with other international organisations. Important legal bodies would have their headquarters and offices in Hong Kong. Now this is where Singapore cannot be compared to Hong Kong – we have very special mutual legal assistance arrangements with Mainland China, which is made possible purely because Hong Kong is a part of China, though we practice different legal systems.

         I simply wish to refresh your memory by highlighting one example, which is the arrangement concerning the possibility of granting interim injunction in arbitral proceedings. As business people, it is no use at all to you to spend a lot of money on arbitration if at the end of the day, what you get is a piece of paper. What is the most important is that you will be able to enjoy the fruit in case you succeed in arbitration. That means pending the conclusion of the arbitration proceedings, you need to have sufficient safeguard to ensure that the asset at stake will be protected. In addition, sometimes it would require the preservation of evidence to ensure that the merit of case can be fully reflected in the course of the proceedings. The special arrangement is that if you start arbitral proceedings in Hong Kong by using one of the designated arbitration institutions, then the Mainland court will be very willing to provide you with the assistance by giving you the interim injunction, which is very useful. I don’t remember the figure, but the success rate is over 90 per cent. So this is the connectivity factor.

         The last factor which is most important, and is evident by the quality of the speakers who have spoken before me, that is Hong Kong has an abundant supply of truly international legal talent. If you are using our legal service, if you instruct a Hong Kong lawyer, you are not simply enjoying Hong Kong legal service. You are engaging a global counsel. You are engaging and instructing a truly international lawyer. And again, I wish to repeat or perhaps add some figures to substantiate my point. You were told that we have a divided legal profession consisting of barristers and solicitors. I give you the numbers again. I would stand to be corrected. At the moment, I think there are around 1 600 barristers in Hong Kong, and among them 108 are Senior Counsel. We have three Senior Counsel here with us today. So in a small group of 15 persons, we already have three Senior Counsel – Queenie Lau, SC, Derek Chan, SC, and myself. And when it comes to solicitors, the figures are even more impressive. I think we have more than 13 000 solicitors in Hong Kong. And the important thing is that, look at the number of law firms, we have more than 920 law firms. Among these 900 law firms, around 351 have foreign offices. So they are not local law firms, they have presence in other jurisdictions. And I think 80 something have offices in Mainland China. And when we come to registered foreign law firms, there are 77. As for registered foreign lawyers who specialised or qualified in different jurisdictions, I think the number exceeds 1 400. You can tell from the composition, not just the quantity or the number, but the composition, a lot of them are associated one way or the other with law firms in other jurisdictions. Either they have their own presence in other jurisdictions, or they are closely related with some other very close law firms in other jurisdictions. So my point is, when you get the service of a Hong Kong lawyer, you are getting world service. You don’t need to go anywhere. So this is the last factor, which I believe is the most important factor.

         And the other thing is that, as mentioned by some of our friends, when it comes to legal service, it is not just the legal knowledge that matters. At the end of the day, legal service is about resolving people’s problem. You have to understand culture. You have to understand the people. When you are doing business involving a Mainland element, because one of the speakers asked what the criteria of picking arbitrator or mediator are if Mainland element is involved, I think the answer should go beyond the choice of arbitrator and mediator. It goes to the choice of lawyer in general. I think you need to find someone who is not simply good at law but understands human nature and business culture. A good lawyer is somebody who is able to communicate with you, who can explain very technical matters in a way that you can understand, who can understand the whole business environment, who can understand why in a different jurisdiction, why in a different culture, things are done in a certain way, documents are drafted in a particular manner, why certain words are used, what’s the magic, what’s the hidden message. It is important for lawyers to be able to decipher all these subtle points. In Hong Kong, most of us are not just bilingual because we are Chinese, we understand the Chinese culture, we understand how things are done and said, but at the same time, we are trained by the common law tradition. So we are going to be a perfect interpreter, helping you to understand each other, to ensure that nothing will be lost in translation. I think that is a very important point when it comes to the choice of legal service.

         So to sum up, six factors: it’s stable, it’s reliable, it’s business friendly, it’s secure, it provides dual connectivity, it provides abundant supply of truly international legal talent.

         Maybe Singapore enjoys one or two or even five of the factors before, but I’m quite sure that if you do a checklist, Singapore will not be able to have all the ticks in all the six boxes. So it is really the sum total of these six factors which makes Hong Kong so unique.

         The last thing that I would like to say is that I would like you to visualise, to have a sort of mental picture as to what I am saying. I would like to draw an analogy. The legal service of Hong Kong provides is just like a multi-storey building. In one single building, you have a food hall consisting different types of restaurants. We have Michelin three star restaurants, we have restaurants serving Vietnamese food, and we have restaurants serving Chinese food. The point is whatever you need, they will be available, in terms of price or whatever. And the food will be extremely hygienic and the quality will be very high. I think that’s the concept, that’s the main picture that I would like you to have after today’s event. Thank you.

    In 2023, the European Commission provided EUR 4.8 million in funds to assist Albania in carrying out a census. This was because the previous census, conducted in 2011, was severely criticised by the Council of Europe owing to a number of violations[1].

    On 28 June 2024, following the completion of the census earlier that month, the Democratic Union of the Greek Minority in Albania (also known as Omonoia) issued a statement declaring the results of the census to be ‘unfounded, untrue and unacceptable’ and adding that Omonoia ‘therefore rejects the results of the census procedure with regard to the demography of the native Greek ethnic minority’.

    Serious problems were identified and flaws in the population census procedure were reported, specifically: (a) an unreliable methodology, given that the principle of self-identification was not applied and that questionnaires preventing the proper recording of national identity, language and religion were used; (b) a lack of transparency in data collection and processing; (c) the distortion of results and interference with / manipulation of responses and (d) the failure to involve minority representatives.

    In view of this, can the Commission answer the following:

    • 1.Has it assessed the ‘integrity’ of the census and reviewed the (flawed) census procedure and its (dubious) results? Is it satisfied with its findings?
    • 2.Will there be any consequences for Albania should any misuse of these funds be found and, if so, what will these be?

    Temporary internal border controls have been allowed at all German borders since 16 September 2024. Following temporary border controls already in place at Germany’s borders with Austria, Switzerland, Czechia and Poland, the German Ministry of the Interior has ordered further temporary internal border controls to last six months at the country’s borders with Belgium, Luxembourg, the Netherlands, France and Denmark. It informed the Commission of the new border controls on 9 September 2024.

    • 1.Are these internal border controls in line with Article 25(2) of the Schengen Borders Code (Regulation (EU) 2016/399), according to which such controls may be introduced only as a last resort?
    • 2.Are these internal border controls consistent with the principles of necessity and proportionality set out in Article 26 of the Schengen Borders Code?

    “There should be no question of the UK doing deals to offload its responsibilities onto other countries – not Albania, Rwanda or anywhere else.

     

    “After the Conservative government’s shameful attempt at this, the last thing needed is yet another government pursuing schemes to avoid fulfilling the UK’s comparatively modest refugee obligations rather than showing some leadership and taking responsibility.

     

    “The Government should be trying to restore the UK’s battered reputation on refugee issues by repairing an asylum system that’s been deliberately sabotaged by successive home secretaries stretching back years.

     

    “We need safe asylum routes to help end the exploitative practices of people smugglers, and we need a fair and efficient system for processing people’s asylum claims however they arrive.”

    The OSCE Mission to Bosnia and Herzegovina (Mission) has donated today specialized equipment to K9 police units across the country. The donation includes essential work gear and is part of the Mission’s project on Addressing Security and Safety Risks of Illegal Possession, Misuse, and Trafficking of Small Arms and Light Weapons (SALW) and their Ammunition in Bosnia and Herzegovina. K9 units will receive muzzles, Kevlar suits, training sleeves, scent detection boxes, specialized SALW suitcases, alpinist equipment for dogs as well as a scent detection carousel, altogether worth approximately EUR 70,000
    The equipment will increase the weapons and explosives detection capacities of various agencies across BiH, including the BiH Border Police, the State Investigation and Protection Agency (SIPA), the Police of Brčko District BiH, the Republika Srpska Ministry of Interior, the Federal Police Administration, as well as the Ministries of Interior of the Tuzla Canton, Una-Sana Canton, and Zenica-Doboj Canton.
    “We are proud to be able to provide this gear to our partners across the country. It will significantly enhance the ability of police K9 units to detect concealed weapons, ammunition, and explosives,” said Ambassador Brian Aggeler, Head of the OSCE Mission to BiH. “This donation would not have been possible if it were not for our international partners and the support that they have provided to the Project. Through our joint efforts we can help BiH address serious security threats and increases safety for all citizens,” he added.
    Mlađen Božović, Chief of Cabinet of the Minister of Security, expressed his satisfaction with the ongoing efforts to equip police agencies, enhancing their operational capabilities in the fight against illegal arms trade. He stated that: “These criminal activities present an increasing security challenge for all countries. Police agencies must adapt by continually strengthening their capacity to detect illegal weapons and disrupt smuggling routes. Preventing the illegal arms trade remains a top priority for the Ministry of Security of Bosnia and Herzegovina. Our goal is to enhance security and prevent criminal activities related to weapons by curbing smuggling, both in the region and across the European Union member states.”
    The OSCE Mission to BiH remains committed to support authorities at all levels in mitigating security risks posed by the illegal possession, misuse, and trafficking of SALW and their ammunition. By this commitment, the Mission contributes to creating a safer and more secure environment for all citizens of Bosnia and Herzegovina.

    When Republican presidential nominee Donald Trump said during the presidential debate on Sept. 10, 2024, that Haitian immigrants are eating pets, food historians like me were not surprised at the slur. Trump’s lie followed a long American history of peddling ugly rumors about immigrants stealing and eating pets.

    Dietary rules that unite and define American cuisine can so easily be perverted to use disgust to divide Americans. In the U.S., cow is food and dog is friend. Chicken is food. Cat is companion. The sharp lines between the animals Americans eat, love, protect and exterminate help write the dietary rules that define American norms.

    What we eat, what we don’t and with whom we break bread are just some of the food rules that unite and define Americans. Think of how turkey – or tofurkey – unites Americans behind the Thanksgiving ritual. Bottled water. Ice. Ballpark hot dogs. Airplane pretzels. Movie theater popcorn.

    Food can also establish group identity apart from the mainstream. Think of the many factions of vegan, vegetarian, paleo, grain-free and carnivore dieters who use food to express a political position. Also, of course, religious dietary proscriptions have worried scholars for centuries so that Jews, Muslims and Christians may never share a meal.

    There is no evidence that Haitians are stealing and eating pet cats and dogs. There is evidence, however, that racists have long twisted dietary rules to divide people and dehumanize immigrants. Trump told a lie to draw a line between Americans and others who allegedly eat the animals Americans love.

    The legend of delicious pets

    The myth of eating pets traces back to old legends in Europe, Australia and the United States that “immigrants are stealing our cats and dogs for their dinner tables or to serve in ethnic restaurants,” writes the folklorist Jan Harold Brunvand.

    Two of the most common food-based legends center on “Oriental restaurants serving dog (or cat) meat, and legends about Asian immigrants in the United States capturing and cooking people’s pets,” Brunvard writes.

    By 1883, the legend was so well-established that the Chinese-American journalist Wong Chin Foo offered US$500 to anybody in New York for proof that Chinese people were eating cats or rats. No proof was found, but that didn’t stop the racist jokes or urban legends.

    None of the many examples deserve retelling. But scholars, for example, have cited “sick jokes” such as a “new Vietnamese cookbook is titled 100 Ways to Wok Your Dog.”

    Or as comedian Tessie Chua joked about her multiracial Chinese, Filipino and Irish identity in 1993 when she said, “That means I eat dog, but only if I can wash it down with Guinness Stout!”

    In 1971, mainstream news outlets, including Reuters, reported an “outrageously silly urban legend” of a pet poodle named Rosa served at a Hong Kong restaurant, complete with chili sauce and bamboo shoots.

    In 1980, Stockton, California, was seized by racist rumors of Vietnamese families stealing expensive purebred dogs for dinner.

    As recently as 2005, the TV show “Curb Your Enthusiasm” showed wedding
    guests vomiting
    after being misinformed that they had eaten a German shepherd named Oscar, prepared by a Korean-American florist. “Oscar is bulgogi!,” Larry David cries.

    Scholars calls these tropes a “nativist backlash” and “vehicle for anti-immigrant and especially anti-Asian sentiments in the U.S.”

    A long history of food-based slurs

    More precise, maybe, than the adage that “we are what we eat” is that we are what we won’t eat. Shunning our neighbor for their vile food – stinky, strange, unpalatable – is also decidedly an American tradition.

    “Garlic eater” was at one time recognizable in the U.S. as an ethnic slur for Italian Americans in the early 20th century. The names “spaghetti bender” and “grape stomper” were also used, but “garlic eater” stuck because, as one scholar argued, “garlic served as an ‘olfactory signifier’” – a distinguishing odor – “for the alien who consumed it.”

    So when far-right radical Laura Loomer tweeted in September 2024 that the White House “will smell like curry” if Kamala Harris becomes president, she was also using food to stoke racist fears.

    Americans aren’t alone in doing this. Some Persians call Punjabis “dal khor,” meaning dal-eater, and some Romanians call Italians “macaronar,” meaning macaroni-eater. Both are slurs. Iranians have been known to call Arabs “malakh-khor,” or locust-eater, and Southern Italians sometimes call Northern Italians “polentoni,” or polenta-eater.

    To an outsider, being called a lentil- or polenta-eater seems more like praise for a healthy diet than a racial epithet, but such are the vagaries of racism: People hate who they hate and justify it however possible.

    Other examples of how food can distinguish communities abound. In the Amazon, the Parakanã people appreciate tapir meat but abhor monkey. The Arara people, their neighbors, feel the opposite. Both groups are disgusted by one another. Curry, garlic, tapir, polenta, lentils – it doesn’t matter what the nail is, but how the hammer hits.

    Rumors with real-life consequences

    Urban legends about food and racist rumors can have serious consequences. Earlier in 2024, a false rumor that a Laotian and Thai restaurant in Fresno, California, cooked pit bulls led to such vile harassment that the owner, David Rasavong, moved the restaurant to a new location.

    After Trump repeated the myth during the debate that immigrants eat pets, Haitian immigrants in Springfield, Ohio, quickly became the target of bomb threats, forcing city buildings and schools to close. Members of the Haitian community have said they fear for their safety.

    But there’s a more hopeful side to the issue of food being used as a way to divide or unite people, too. The Latin origins for the words company and companionship mean the people we share our bread with.

    Garlic is now as central to American cuisine as apple pie. Nowadays, Americans are so much the better for the sushi, garlic and curry – and the diversity behind the deliciousness – that flavor American cuisine.

    Yesterday, 23 September, Minister for Energy, Business and Industry and Deputy Prime Minister Ebba Busch took part in a meeting between ministers and other high representatives of countries that backed a COP28 declaration on the need to triple production of nuclear energy by 2050. In conjunction with the meeting, global banks and financial institutions backed the countries’ ambition to increase production of electricity from nuclear energy.

    During the meeting, discussions touched on how to proceed from the declaration and how the countries could jointly realise this collaboration. Representatives of global banks and financial institutions took part in discussions on how to finance large-scale expansion. 

    “One of the greatest obstacles to the necessary expansion of nuclear energy is to secure financing. Governments, financial institutions and industry have critical roles to play in this endeavour. I am delighted by this decision, which attests to the shared view of nuclear energy’s importance among both governments and the financial sector,” says Ms Busch.

  • MIL-OSI Security: Admiral Vandier takes command of Allied Command Transformation

    On 23 September 2024 in Norfolk, United States, Admiral Pierre Vandier succeeded General Philippe Lavigne as Supreme Allied Commander Transformation. Admiral Rob Bauer, Chair of the NATO Military Committee, presided over the change of command ceremony.

    French Navy Admiral Vandier is the ninth Supreme Allied Commander Transformation. After joining the French Naval academy, he rapidly became a naval fighter pilot, performing numerous combat missions for almost two decades. He has commanded twice at sea, the frigate Surcouf and the aircraft carrier Charles de Gaulle. Most recently he was Chief of the Naval Staff and then Vice Chief of defence.

    Admiral Bauer warmly welcomed Admiral Vandier and emphasised the importance of ACT in building the Alliance’s future: “ACT plays an invaluable role in ensuring that the Alliance safeguards the security and interests of its members against both the current threats and challenges we face today, as well as those that may arise in the future and beyond our present imagination. Allied Command Transformation is a symbol of NATO’s confident embrace of the future and its challenges.”

    Admiral Bauer highlighted the major successes of General Lavigne at the helm of ACT over the past three years. During his tenure at Allied Command Transformation, General Lavigne has overseen: 

    • the military integration of North Macedonia, Finland and Sweden;
    • the Multi Domain Operations concept, roadmap and implementation, supported by Digital Transformation and the continuum of experimentation & innovation;
    • the integration of the DDA family of Plans into the NATO Defence Planning Process;
    • the implementation of the Warfare Development Agenda;
    • and ACT’s work in developing all fields of innovation on which DIANA is able to grow.

    Admiral Bauer praised the leadership that General Lavigne has shown during this time: “With your keen intellect, strategic vision and infectious enthusiasm, you manage to make sure everybody who crosses your path wants to join your team. Nobody embodies the slogan “win as a team” like you do.”

    In his speech, Admiral Bauer stressed that in order to address modern defence challenges, Allies must rethink their approach to cooperation with the private sector. Moving away from a ‘just enough, just in time’ mindset, the Allies now need substantial stockpiles of weaponry and a decisive technological edge for deterrence. “In defending against near-peer adversaries, governments and the private sector must break the deadlock, fostering trust, long-term vision, and innovation. With our extensive reservoir of knowledge and creativity, I’m confident we can achieve this transformation”, stated Admiral Bauer.   

    At the ceremony, Admiral Vandier stated his vision for the command: “For all of us here, maintaining our military credibility calls for an extraordinary effort to modernize our training; aggregate new technologies; and invent new combat tactics that will give us operational superiority in a context of rapid global rearmament.” He continued by stressing that his “commitment, our collective commitment, is to provide the most efficient tools and procedures that will give them operational success in conflict and war.”

    New terminal in Popesti-Leordeni to optimize the delivery of goods in the metropolitan area / Logistics expert celebrates 30-year anniversary in Romania / 700 employees at 13 locations handle 1.1 million consignments per year

    Bucharest / Lauterach, September 24, 2024. The international transport and logistics company Gebrüder Weiss has expanded its location network in Romania. South-east of Bucharest, in Popesti-Leordeni, the logistics provider has officially launched operations at a new terminal, following a major investment of 20 million euros.

    “The second location complements our existing facility west of the capital in Bolintin-Deal, thus facilitating an even more efficient distribution of goods in the metropolitan area. In this way, we offer first-rate conditions to provide even better logistics support to Romania’s emerging economy,” affirms Wolfram Senger-Weiss, CEO of Gebrüder Weiss.

    The modern terminal has an area of around 19,000 square meters for warehouse logistics, transshipment, administration, and favorable transport connections to the Black Sea port of Constanta and neighboring Bulgaria. It is equipped with heat pumps, and the installation of a photovoltaic (PV) system is under consideration for the future, along with charging stations for electric vehicles. One of the location’s customers is an international paint manufacturer, for whom Gebrüder Weiss stores 12,000 pallets for distribution across the country.

    “The increasing traffic load in the capital requires a two-terminal solution enabling us to supply the metropolitan area from two geographic directions, thus making the distribution of goods more efficient,” Country Manager Viorel Leca explains. In the first six months of 2024, the new hub handled 78,000 shipments with a total weight of more than 35,000 tons. “In light of our current warehouse occupancy rate of 70%, we are planning to expand our client portfolio in the near future. The purchased land, with a total area of 70,000 square meters, allows us to build additional storage and cross-dock spaces, depending on future projects”, Viorel Leca added.

    30th anniversary of Gebrüder Weiss Romania

    The opening of the new terminal coincides with Gebrüder Weiss celebrating the thirtieth anniversary of its entry into the market in Romania. Gebrüder Weiss operates a comprehensive network of 13 locations across the country’s key economic regions.

    “Over the past 30 years, Romania’s economic development has been impressive, and the country has become a sought-after manufacturing location. We are going to support the growth of industry and commerce in Romania with our logistics know-how into the future,” says Thomas Moser, Director and Regional Manager Black Sea/CIS at Gebrüder Weiss.

    In the past year, 700 employees handled some 1.1 million shipments. Customers include international companies in the automotive, technology, and consumer goods sectors.     New Credit Line to Support Small Businesses and Green Projects

    To bolster economic activity and promote green financing in Moldova, the Black Sea Trade and Development Bank (BSTDB) has announced a new partnership with OCN Microinvest S.R.L., the leading microfinance company in the country. Under this partnership, BSTDB will provide a credit line of up to EUR 10 million, aimed at enhancing financial access for small businesses and supporting the real economy in Moldova.

    OCN Microinvest S.R.L. will on-lend the funds offered by BSTDB to micro, small, and medium-sized enterprises (MSMEs) to support their activities and growth. A portion of these funds will be specifically allocated for green financing initiatives, including energy and resource efficiency, green energy and low-carbon technologies.

    Signing the loan agreement, Dr. Serhat Köksal, BSTDB President, said: “Developing strategic partnerships with leading financial institutions in our member countries is crucial for fulfilling our mandate, particularly when direct outreach to end users is not feasible.     North Macedonia’s 2024 presidential and early parliamentary elections were competitive, and voters had the opportunity to make informed choices. However, while the legal framework provides the basis for democratic elections, it lacks sufficient regulation for a presidential contest, and recent changes introduced without sufficient transparency and public consultation. Election day was assessed positively overall, with voting procedures largely respected, although some election boards did not fully follow procedures during the count. Rules creating a direct link between public financing of campaigns and media opportunities for candidates disproportionately favoured the major political parties.
    These are some of the main conclusions from the final report on the 2024 elections published today by the OSCE Office for Democratic Institutions and Human Rights (ODIHR).
    The report offers 25 recommendations to improve the election process and support efforts to bring it further in line with the commitments made by all OSCE states, as well as other international obligations and standards for democratic elections.
    Key recommendations include:
    Revising the electoral legislation to eliminate inconsistencies;
    Investigating allegations of vote-buying and misuse of public resources;
    Improving women’s political participation in all aspects of the electoral process;
    Restructuring the system of allocating public funding for election campaigns to respect the principle of equal opportunity.
    ODIHR deployed an Election Observation Mission on 21 March 2024, which remained in the country until 19 May.
    All 57 participating States across the OSCE region have formally committed to follow up promptly on ODIHR’s election assessments and recommendations. A list of previous ODIHR recommendations and the extent to which they have been implemented so far can be found on p.32 of today’s report. The ODIHR Electoral Recommendations Database tracks the implementation of recommendations across the entire OSCE region.
