    Regulation (EU) 2021/1230[1] on cross-border payments in the Union regulates cash withdrawals from ATMs within the EU, including the application of the principle of equality of charges for cross-border cash withdrawals.

    However, this Regulation does not regulate the amounts of those fees, creating ‘Wild West’ conditions on the market, with certain banks or ATM providers charging disproportionately high or usury fees for cash withdrawals, often irrespective of the withdrawn amount. Nova Ljubljanska Banka (NLB) in Slovenia charges EUR 5.99 per cash withdrawal from their ATMs for cards issued by other EU banks[2].

    NLB is one of the biggest banks in Slovenia, and particularly in certain rural areas, has a monopoly on ATM presence. Consumers are sometimes left with no choice but to pay such usurious fees for cash withdrawals.

    Due to a risk of unfair or misleading commercial practices, I ask the Commission the following:

    • 1.Are such fees in line with the relevant EU acquis?
    • 2.Does the Commission consider NLB’s cash withdrawal fees, irrespective of the withdrawn amount, as fair, and does the Commission intend to propose a cap on such fees at EU level?
    • 3.What is the Commission doing to protect EU citizens from such disproportionate and usury fees?

    Romania’s accession to Schengen by air and water has been a real success. Moreover, the pilot projects Romania has implemented with the support of the Commission have strengthened its external borders and are an example of good practice on a European scale.

    Romania’s accession to the free movement area by land can be delayed no longer. The European Union and all the Member States have to bear in mind and respect the efforts Romania has made and the legal and technical arguments in support of that accession.

    • 1.Two Justice and Home Affairs Council meetings will take place this year, on 10 October and 12 December. How likely is it that the Council of the EU will put Romania’s accession to Schengen by land this year on the agenda for the two JHA Council meetings scheduled for this year?
    • 2.At the same time, does the Council of the EU not consider that the conditions exist for a unanimity vote to be held on 10 October when the elections in Austria are over and an Austrian is set to become Commissioner for Internal Affairs?

    Companies both in Romania and in the rest of Europe are feeling the economic impact of the sanctions the European Union has imposed on the Russian Federation.

    • 1.The Commission’s continued efforts to support European companies affected by the sanctions imposed on Russia are to be welcomed, but in circumstances where many firms in various sectors have been impacted by those sanctions, could the Commission clarify whether financial support measures and compensation for such companies already exist or are in the pipeline?
    • 2.Could the Commission provide further details on the types of financial aid available and on the procedure to follow to obtain that aid?

  • MIL-OSI Europe: Press release – Five countries to receive over €1 billion in EU aid following natural disasters

    On Tuesday, MEPs approved over €1 billion in EU Solidarity Fund aid to support recovery efforts in five EU countries due to severe floods that occurred in 2023.

    The €1,028,541,689 in aid from the European Union Solidarity Fund (EUSF) will be distributed as follows:

    • Italy: €378.8 million for the Emilia-Romagna region following flood damages in May 2023, and an additional €67.8 million for the Tuscany region after floods in October and November 2023.
    • Slovenia: €428.4 million to address the consequences of the floods in August 2023.
    • Austria: €5.2 million to assist with flood damages from August 2023.
    • Greece: €101.5 million to support recovery efforts following the floods in September 2023.
    • France: €46.7 million for flood damages suffered by the Hauts-de-France region in November 2023.

    The EUSF assistance will cover part of the costs of emergency and recovery operations, including repairing damaged infrastructure, safeguarding cultural heritage, and conducting clean-up operations.

    MEPs express their “deepest solidarity with all the victims, their families and all the individuals affected by the destructive floods in Italy, Slovenia, Austria, Greece and France as well as with the national, regional and local authorities involved in the relief efforts”. They point to the “increasing number of severe and destructive natural disasters in Europe” and consider that the “budget of the EUSF or its equivalent should be expanded in view of the upcoming Commission proposal on the new Multiannual Financial Framework”.

    The aid package was approved by 632 votes in favour, 7 votes against and 3 abstentions.

    Background

    Since its inception in 2002, the EUSF has mobilised over €8.6 billion for 130 disasters (110 natural disasters and 20 health emergencies) in 24 member states (plus the UK), and four accession countries (Albania, Montenegro, Serbia and Türkiye).

    Interview with Frank Elderson, Member of the Executive Board of the ECB and Vice-Chair of the Supervisory Board of the ECB, conducted by Miha Jenko

    You hold two high positions in the European Central Bank: you are a member of the ECB’s Executive Board as well as the Vice-Chair of its Supervisory Board. You are responsible for both monetary matters and banking supervision in the euro area. Can you explain your dual role at the ECB?

    Let me clarify that, at the ECB, decision-making on monetary policy and banking supervision is separate, and for good reason. We want these two functions to pursue their specific objectives and we want to avoid potential conflicts of interest.

    That being said, it is important for each side to be aware of what the other is thinking and to understand how the decisions being taken affect the other side. Let me give you a couple of examples. During our strategy review in 2021 we explicitly recognised the importance of safe and sound banks for our price stability mandate, acknowledging that financial stability is a precondition for price stability. Moreover, banks that are safe and sound are able to effectively pass through our monetary policy.

    So in the governance of the ECB there is a bridge between the two sides. And I currently occupy this bridge as a member of the Executive Board, which has six members including President Lagarde, as a member of the Governing Council and as Vice-Chair of the Supervisory Board. In practice, this means that I inform the Executive Board about what was discussed in the Supervisory Board, and I debrief the Supervisory Board on the decisions taken by the Governing Council. In short, my role is to help ensure that the ECB does not carry out these two separate tasks in isolation.

    What is the purpose of your current visit to Slovenia?

    The ECB’s two decision-making bodies – the Supervisory Board and the Governing Council – will meet in Slovenia in the space of a week. The Supervisory Board will meet for its regular retreat to discuss strategic issues, while the Governing Council will hold its next monetary policy meeting here. Our colleagues at Banka Slovenije are kindly hosting both events.

    Turning to banking supervision, how are banks’ activities and lending affected by the current environment of weak economic growth and deteriorating economic trends, which include increasing bankruptcies in some euro area countries? How resilient is the banking sector in Europe?

    European banks are resilient. They have sufficient and adequate capital and liquidity buffers which enable them to absorb losses and withstand shocks. But they should not be complacent, especially in the context of the worsening geopolitical environment, which could have direct and indirect effects on banks. Near-term growth prospects have deteriorated and are subject to high uncertainty because of these rising geopolitical risks. And banks also face several medium-term, more structural challenges.

    In this context, our supervisory priorities, which we update every year, help us focus on both the near-term and medium-term challenges faced by banks. We want to ensure that banks are resilient not only today, but also in the long run. As part of our priorities, we want to increase their resilience to sudden macroeconomic and geopolitical shocks and to accelerate the remediation of shortcomings in the governance and management of climate-related and environmental risks. At the same time, banks need to make further progress with their digital transformation and build up their operational resilience.

    In short, banks are resilient, but we should not be complacent amid these longer-term challenges, which we will address through our supervision over the coming years.

    What lessons have the ECB and the Eurosystem learned from the last financial crisis in order to be better prepared for a possible new crisis, which will not necessarily originate in the banking sector itself, but in companies connected to it?

    Since the global financial crisis we have created strong pan-European supervision – the Single Supervisory Mechanism. The financial reforms implemented after that crisis have strengthened banks without compromising their lending capacity. Several things have happened since the global financial crisis: we have had a pandemic, Russia’s invasion of Ukraine, an energy shock and high inflation. So European economies have been exposed to unforeseen challenges. We also witnessed turmoil in international banking markets last year, which exposed fragilities in banks’ risk management and internal governance.

    The European banking sector has shown itself to be resilient in the face of these challenges. Take non-performing loans, for example, which have fallen significantly in the European banking system. In 2015, their share was 7%, while in 2023 it was below 2%. That is a big step forward. And as I said, capital and liquidity indicators are now much higher than they were a decade ago. But as supervisors, we should never be complacent, especially given the new risk drivers, such as energy prices, cyberattacks, climate and nature-related risks and geopolitical risks.

    Turning now to current developments in the European banking sector, where UniCredit Group’s intention to take over the German bank Commerzbank has recently made headlines. What is your view as euro area banking supervisor?

    Let me first say that I cannot comment on individual banks, so my answer will be more general.

    We have been crystal clear that cross-border consolidation can be an instrument for further integration of the European banking sector, and we stand by that. Consolidation can also help address long-standing issues in the European banking sector, such as low profitability.

    Nonetheless, mergers always carry risks and, as supervisors, we assess them carefully, always applying the limitative criteria set out in Article 23 of the Capital Requirements Directive. Our job is to ensure that every banking transaction – whether at cross-border or national level – results in a banking group that can comply with supervisory requirements in the foreseeable future.

    What is your view of the banking sector in our country? What is your message to Slovenia?

    Thanks to the reforms implemented after the great financial crisis, banks in Slovenia have come a long way, and in the right direction. When the crisis hit, the Government had to support the three largest banks with a recapitalisation of €3.5 billion. And, naturally, it has taken several years for lending to strengthen. More recently, the privatisation of state-owned banks increased competition in the sector, and this has attracted international banks. Slovenian banks are now well-capitalised, highly profitable and are above the euro area average for profitability, mainly on account of very high net interest margins. Some of this progress can also be attributed to the work of supervisors, including those at Banka Slovenije, with whom we work very well.

    So, like in the rest of Europe, your banks are robust but they will continue to face a number of headwinds stemming from the macro-financial environment, geopolitical shocks and challenges related to the green and digital transitions.

    As mentioned, our central bank will host a Governing Council meeting next week. Do you expect a new interest rate decision at this meeting?

    We will come to Slovenia with an open mind, so I am looking forward to the trip to Ljubljana and to a very genuine and open discussion. Before the meeting, we will take note of all the data and analysis and, as we have said many times before, we will take a meeting-by-meeting approach. A number of recent indicators suggest that downside risks to economic growth are already materialising, so we will need to carefully assess whether this has any implications for our inflation outlook.

    What is very clear, however, is the direction of travel in the period ahead. If our projections that inflation will converge towards our 2% target in the second half of 2025 continue to be confirmed, we will continue to gradually ease our restrictive policy stance. At the same time, we need to maintain flexibility regarding the pace of adjustments. This will depend on incoming data, on the economic situation and on inflation. The latest data will of course be taken into account in whatever decision we take in Slovenia.

    What specific downside risks to growth do you have in mind?

    Economic growth came in at 0.2% in the second quarter, falling somewhat short of our projections. We look at a broad range of data, but we have seen that households are consuming less than anticipated and firms are less keen to invest than we had projected.

    What is your view on the exact nature of inflation in the euro area? In particular, services price inflation remains very persistent. Why?

    We expect inflation to decline to our target in the second half of 2025. Headline inflation is projected to average 2.5% in 2024, then 2.2% in 2025 and 1.9% in 2026. Services inflation remains strong but, according to our projections, we will see a deceleration going into the new year.

    We always look at the upside and downside risks surrounding these projections. Geopolitical tensions could raise energy prices, shipping costs and other transport costs in the short term, which could also lead to disruptions to global trade, which would push prices up. Inflation could also increase if wages rise more than expected or if profit margins increase, and extreme weather events and the climate crisis could increase food prices. However, there are also downside risks to inflation, such as lower than expected demand or an unexpected deterioration in the economic environment in the United States and globally.

    At the ECB, you are also responsible for monitoring the effects of climate change, in addition to the dual tasks mentioned at the beginning. This year we saw the catastrophic effects of floods in some central European countries, and last year we experienced them in Slovenia as well. Greece, Spain and other parts of southern Europe are ravaged by catastrophic droughts and fires. Can the ECB and national central banks contribute more effectively to mitigating the effects of climate change? After all, you have the power – you have monetary policy and banking supervision in your hands…

    I am very aware of the consequences of floods, and of those last year in Slovenia. They caused €10 billion of damage and more than two-thirds of the country was affected. Some places in the Koroška region were cut off from the world and most roads were completely submerged. Recently, we have seen similar things in several other EU countries.

    When talking about climate, nature and the ECB, I always say that we are not climate policymakers. We are not involved in climate policy. This is a task for governments, who implement legislation and policies like the European Climate Law and the EU “Fit for 55” plan, for example.

    But this topic is also extremely relevant for our mandate, because extreme events like flooding, wildfires and summer droughts also lead to financial risks for banks and the wider economy. In our banking supervision, we check whether banks are adequately managing their climate and nature-related risks. We also take climate and nature into account in our macroeconomic projections.

    Are you in favour of introducing more decisive measures that would offer banks more targeted incentives to grant loans for more environmentally friendly or “greener” purposes?

    It would be speculative to talk about possible measures that we might hypothetically take in the future. What is clear is that any measure we implement must be consistent with our primary objective of price stability. Our current monetary policy stance is restrictive, so a green lending facility would be something for us to consider in the future, in another phase of the cycle.

    That being said, climate change is part of our monetary policy strategy, and we have committed to regularly reviewing our climate-related measures to ensure that we continue to support a decarbonisation path that is consistent with the EU’s climate objectives. For this, within our mandate, all options are on the table. If we were to design new instruments in the future, it’s fair to assume that they would include climate considerations.

    In terms of global competitiveness, the EU is falling behind the United States and China. Former ECB President Mario Draghi recently presented a very ambitious plan to increase European competitiveness, including investments of up to €800 billion per year. In his opinion, this money could also be raised through European borrowing, so common European debt. What is your take on this proposal and Mr Draghi’s other recommendations?

    We welcome the publication of this report, how concrete it is and its call for urgent action. Competitiveness is critical for sustainable growth, improving the living standards of citizens and boosting economic resilience, especially in the current environment of heightened geopolitical fragmentation. We strongly support this urgent call for coordinated action at the European and national levels. It is now a matter of turning these proposals into concrete measures.

    Meeting the strategic investment needs identified in the report requires completing the capital markets union, which we have been advocating for a long time.

    The private sector will not be able to finance all of these investment needs alone. European initiatives, including financing through common European funds, could help finance common European public goods such as defence, public procurement, energy grids, disruptive innovation and cross-border infrastructure. Under the right conditions, the potential issuance of common European debt could help bridge the financing gap.

    Finally, a new European Commission is expected to start its work in a few weeks’ time. How do you see your cooperation, including on the common objective of making Europe more competitive?

    I am very much looking forward to continuing our excellent interactions with the European Commission, both with the outgoing Commission and the incoming one. There are a number of common European initiatives that we both have a very strong interest in. I have already mentioned the capital markets union. Further progress could be made on that, as well as on finalising all aspects of the banking union. And we know from the ECB’s stress tests that the longer we take to complete the green transition, the more it will cost us, so we would very much welcome further progress on that front as well.

  • MIL-OSI USA: Professor Earns Prestigious Award for Advancing Education in International Social Work

    Twenty years ago, when Rebecca Thomas joined the UConn School of Social Work, she didn’t consider herself someone who specialized in global human rights – let alone someone who’d become an expert in the subject matter.

    “I was just Rebecca, born and raised in another country, sensitive to issues of global concerns,” she says.

    Then Thomas met colleague Lynne Healey, now a professor emeritus from UConn, who became a mentor, friend, and colleague. Together, they coupled on many projects, including the literal writing of their widely recognized textbook, “International Social Work.”

    Thomas says her professional development as an international social worker helped shape her sense of self. And soon, “just Rebecca,” became chair of the Council on Social Work Education’s Global Commission, a current board member on the Katherine Kendall Institute of Council of Social Work Education, a Fulbright Scholar, and a representative of the International Association of the Schools of Social Work on the NGO Committee on Migration at the United Nations.

    Now, she’s a 2024 PIE Award winner from the Council on Social Work Education, a prestigious honor given annually to a trio of winners – individual, organization, and student – for their innovative work and dedication to international social work.

    The Partners in International Education awards precede the Hokenstad International Lecture at the 2024 CSWE Annual Program Meeting in late October.

    “I vacillate between feeling like I have a strong knowledge base and being humbled by the vast body of knowledge of colleagues,” says Thomas, a UConn professor and director of the Center for International Social Work Studies, which just celebrated its 30th anniversary. “I recently was with the Southeast Europe Academic Women’s Leadership Network, for instance, and these women were from all over the Balkans and talking about their global perspective on social work. The adage applies, ‘The more you know, the more you realize how much you don’t know.’”

    Thomas has just returned from her Fulbright in Bulgaria where she and graduate assistant Fizza Saghir completed 30 interviews with displaced persons, many from Ukraine, and 20 interviews with service providers as part of a study that’s similar to one she did in Armenia.

    She says she connected with Yerevan State University in Armenia years ago when UConn helped the school develop its Master of Social Work policy program. Now, Thomas directs a joint academic exchange between UConn and Yerevan.

    Despite the leadership opportunities and accolades she’s earned, working with students is perhaps one of the things she’s most proud of, she says.

    “I’m passionate about teaching. I get excited about the exchange of ideas,” Thomas says. “Helping students to see the interconnectedness of global issues and the local issues they are trying to address here in Connecticut is so important. Yesterday, I was talking to a doctoral student about a paper we’re writing together, and our discussion was so interesting because we each had different perspectives. Engaging in a dialogue, having off-the-cuff conversations has been meaningful to me.”

    She adds that students need to understand they don’t have to spend time overseas to do international global work. Change can happen right here, like when a former student, who was a refugee from Albania via Greece, was in kindergarten and the school saw her struggling because of the language barrier. Her elementary teacher got someone to translate, and her learning exploded.

    “As Americans, we see migrants in every sphere of our lives. They are in our classrooms. They are in our health systems. Our NESW code of ethics requires that we understand the perspectives of those who are living together here in community,” Thomas says. “We need to be sensitive to issues of immigration, like for my former student. These are not isolated situations.”

    A decade ago, Sercan Canbolat ’17 MA ’23 Ph.D. was a graduate student in his home country of Turkey. His focus was studying the political psychology of leaders.

    What makes them think?

    How do they make decisions?

    What influences them in their decision making?

    His particular focus was on political leaders in the Middle East, where he had grown up and completed his undergraduate degrees.

    But as a master’s student at Bilkent University in Turkey’s capital city of Ankara, he knew first-hand some of the challenges he would face as he tried to present his research to a broader, international audience.

    “I’m from Turkey,” Canbolat says, “and I know in the broader Middle East and North Africa regions, we don’t have a lot of opportunities to get our work published, to present our work to top scholars in the field, and to get good feedback – to learn and acquire the best research skills and presentation skills.”

    It was during his master’s studies that his advisor, Özgür Özdamar, first introduced him to the International Studies Association, or ISA – one of the oldest interdisciplinary organizations dedicated to understanding international, transnational, and global affairs.

    “I was writing my MA thesis with him,” Canbolat explains, “and he offered for me to write a paper that we could present at ISA. But I couldn’t get a visa. So, my advisor went to the conference instead, and he presented our paper.”

    The following year, though – in 2014 – Canbolat was able to travel to the ISA conference in Toronto, where he put himself in front of a global audience for the first time to present his research.

    “I got some feedback from the chair and from the audience, and it was great,” he says. “It helped me to build self-confidence, and actually, through ISA, I met many scholars based in the U.S., Canada, and Western Europe. Those connections helped me to apply for and receive a Fulbright scholarship to come to the U.S. for my Ph.D.”

    That Fulbright Ph.D. grant led Canbolat to UConn in 2014, where he started his doctoral studies in political science.

    And in 2015, the organization that helped Canbolat make those connections and first share his research on a global stage – the International Studies Association – also came to UConn.

    Best-Kept Secret

    Founded in 1959, the ISA has long served as a central hub for the exchange of ideas, for networking, and for programmatic initiatives among those involved in the study, teaching, and practice of international studies.

    Through its international and regional conferences and its academic journals, the organization works to promote rigorous discussion, research, and writing on a broad range of topics, including foreign policy, environmental studies, global health, diplomacy, human rights, peace studies, law, and religion.

    ISA has been headquartered at UConn since 2015. Under agreements with UConn’s Office of Global Affairs, it will remain in residence at UConn until at least 2030.

    From 2015 to 2024, ISA was under the leadership of Mark Boyer, Board of Trustees Distinguished Professor Emeritus at UConn. As of July 1, 2024, Mike Bosia, professor of political science and international relations and director of gender and sexuality studies at Saint Michael’s College, took over the role of ISA’s executive director.

    “ISA is a hidden gem – one of the best kept secrets at UConn,” says Sarah Dorr, the ISA’s director of professional development. “We have over 7,000 members in 120 countries.”

    UConn and ISA are a good fit for each other, says Daniel Weiner, a professor of geography and UConn’s vice president for global affairs, because both the organization and the University share similar missions to foster a sense of global-mindedness and facilitate life-transformative educational and research experiences.

    “ISA is really a success story about the positive impact of international collaboration,” Weiner says. “One of our major goals in Global Affairs is to support interdisciplinary research and engagement on issues of worldwide importance and impact, so partnership with ISA here at UConn is really a natural pairing.”

    Evolving and Growing

    In a complex and ever-changing world, adapting to the needs of the time is important for any organization – ISA included.

    “Our organization is constantly evolving and growing,” says Dorr, “and we offer different levels of interaction to help people make connections and foster dialogue – something that we feel is particularly critical at this point in time in our increasingly polarized world.”

    The ISA publishes seven academic journals, co-sponsors an eighth, and partners with Oxford University Press to publish the International Studies Encyclopedia, the most comprehensive reference work of its kind for the fields of international studies and international relations.

    The organization has steadily grown its online and social media presence and, in response to the pandemic in 2020, launched a roster of unique virtual programs to broaden its reach to scholars who might not otherwise have the ability to take part in global opportunities.

    Not all students and academics have access to the same resources at their institution. ISA’s virtual initiative provides these programs to level the playing field and create community whilst doing so. &#8212 Sarah Dorr, ISA’s director of professional development

Virtual programming allows people to interact with the association throughout the year, and it widens participation and increases accessibility to ISA’s pedagogical and research communities.”

    ISA’s virtual programming is available to all members of the UConn community, regardless of membership. To date in 2024, ISA has produced more than 30 programs, with additional virtual events scheduled for the remainder of the calendar year on topics including banal nationalism, Fulbright scholar opportunities, and the impending results of the 2024 U.S. Presidential Election.

    But what ISA has historically been known for are its national and regional conferences – gatherings where scholars from all walks of life and levels of experience come together to share their research, build new networks, and contribute to scholarship on a global level.

    An Academic Home

    Canbolat’s first ISA conference was in Toronto, but in the years since, ISA has taken him to San Francisco, Nashville, Atlanta, and even Hong Kong.

    “It was a great experience; my first time in that part of the world,” he recalls about the 2017 Hong Kong conference. “It was amazing. I really enjoyed it.”

    ISA supported Canbolat’s travel to its conferences through a grant program that assists junior scholars, senior graduate students, and scholars from low-income countries in attending conferences that would otherwise be out of reach.

    “Grad students don’t have a great budget to go to conferences, and it’s expensive,” Canbolat says. “Travel, accommodations – ISA is really great at providing financial help, especially to students and junior scholars. I benefitted a lot from my ISA travel grants. It really helped make it happen, to go and attend the conferences.”

    While on those trips, Canbolat says he had opportunities to meet eminent scholars in his field, network and build relationships with them, attend panel discussions, and meet and workshop with both journal editors and book publishers.

    “Even if you don’t present, it’s still a great experience to go to panels, listen to state-of-the-art research being presented by both prominent scholars and rising scholars,” he says. “I’ve really enjoyed meeting top scholars, prominent scholars, in a personal setting – not in a panel or in a workshop, but at a reception, and to really make personal connections. Tell them about my family. Tell them about my background. Tell them about my plans. And they were very helpful, listening and giving great feedback.

    “I think that stands out, meeting those big names. We always read their books, their articles, but it’s something else to meet them, especially in a personal setting, a relaxed environment. Having a coffee with them. That stands out,” he says.

    ISA holds a series of regional conferences throughout each year as well as an annual convention, which will be held in Chicago in 2025.

    “One of the major benefits of attending ISA regional conferences is they become a source of intellectual community,” says Dorr. “But ISA’s annual convention is where people go to find their ‘academic home.’”

    In June 2024, the ISA built on its long-standing collaboration with the Central and Eastern European International Studies Association, or CEEISA, to host a joint international conference at the University of Rijeka in Croatia.

    Focused on “Knowing the Global-Local: Imagining Pasts, Debating Futures,” the conference hosted 800 participants – including Weiner and UConn President Radenka Maric – from 65 countries to discuss global and local political science and international relations.

    The conference marked the largest gathering of experts in international relations in Croatia to date.

    Full Circle

    Canbolat wasn’t able to travel to Croatia in June, but earlier this year, he attended an ISA conference in San Francisco – to accept the ISA Foreign Policy Analysis Section Best Book Award for 2024.

    In 2023, Canbolat and his co-author, Özdamar, published their book, Leaders in the Middle East and North Africa: How Ideology Shapes Foreign Policy, through Cambridge University Press in 2023.

    The book is based on the initial research that Canbolat presented at his very first ISA conference in Toronto in 2014.

    “We published it as a journal article first,” he says. “After I presented at ISA, I got feedback. We published it in a good journal. It was well-received, and we got great feedback. And then, we discussed and decided to turn it into a book, into a larger project, and we worked on it for like five, six years. It was a blast, because it kept giving.”

    Also in 2023, Canbolat completed his Ph.D. at UConn. He’s now serving as the inaugural director of Abrahamic Programs at UConn Global Affairs, and he’s teaching as a postdoctoral lecturer in the Department of Political Science.

    He says he tells all his students about ISA – how it’s headquartered at UConn and how they can access the programs and opportunities ISA has to offer.

    And he tells other faculty at UConn as well.

    “I was surprised that some faculty don’t know that ISA is here at UConn,” Canbolat says. “I strongly suggest for anyone to try and at least give ISA a shot. Attend one year, and actually, they will be hooked.”

  • MIL-OSI Global: Marburg virus outbreak in Rwanda – what you need to know

    Rwanda is in the midst of its first outbreak of Marburg virus – an often fatal disease with symptoms similar to Ebola. So far, 46 cases have been recorded and 12 deaths. The source of the outbreak is still not known.

    Seven hundred doses of an experimental vaccine against the virus have just been shipped from the US to Rwanda. The vaccine is currently being administered, largely to healthcare workers, who have made up the bulk of the victims so far.

    The roll out is part of a clinical trial, so it will be a while before the vaccine’s efficacy is known.

    Marburg virus is named after the town in Germany where it first emerged. In 1967, there were simultaneous outbreaks at laboratories in Marburg and Belgrade in Serbia (then part of Yugoslavia). The outbreak was caused by African green monkeys imported from Uganda for use in experiments. Seven people died.

    Since then, there have been several Marburg virus outbreaks in sub-Saharan Africa, including in countries bordering Rwanda.

    Previous outbreaks have been reported in the Democratic Republic of Congo, Uganda and Tanzania. The most recent outbreaks were reported in Equatorial Guinea and Tanzania between February and June 2023, where nine cases were reported and six deaths.

    Other countries that previously reported outbreaks include Angola, Ghana, Guinea, Kenya and South Africa. The outbreak in Angola in 2005 killed 300 people.

    Outbreaks typically occur when people come in contact with infected green monkeys, pigs or Egyptian rousette bats (a type of Old World fruit bat) – a common carrier of the virus. These bats are often found in mines and caves. Once the disease jumps from an infected animal to a human – so-called zoonotic spillover – it can spread from person to person through bodily fluids or by contact with contaminated surfaces, such as bedding.

    There are no antiviral drugs to treat patients. People infected with Marburg virus are kept hydrated and any blood loss is replaced through transfusion.

    The incubation period, which is the time between the exposure to Marburg virus and the start of symptoms, is five to ten days. Symptoms of Marburg virus disease can appear suddenly and include fever, muscle pains, diarrhoea and vomiting.

    The virus damages blood vessels and interferes with the ability of blood to clot, which can lead to uncontrolled bleeding from the nose, eyes, gums, rectum and, in women, the vagina. The disease has a very high “case fatality rate”. Between 24 and 88% of people infected with Marburg virus die – usually through extreme blood loss and shock.

    Marburg virus disease is not an airborne illness and is not thought to be contagious before symptoms appear. However, people can remain infectious for months after they have recovered, and pass the disease on through bodily fluids. Men are advised to wear a condom for a year after symptoms first appear.

    Looking for clues

    The Rwandan authorities are working to identify the source of the outbreak, how far it has spread and when the first case occurred.

    Although Marburg virus disease has been reported in seven of 30 districts in the east African nation, the readiness of unaffected districts is also being ensured to mitigate the spread and quickly identify any spillover.

    The World Health Organization (WHO) is working with Rwanda’s neighbouring countries, including the Democratic Republic of Congo, Burundi, Kenya, Tanzania and Uganda, to review their readiness to respond to the outbreak.

    The WHO assesses the risk of the Marburg virus outbreak as “very high” at the national level and “high” at the regional level. However, at a global level, the risk remains low.

    President Metsola marked the one-year anniversary of terrorist attacks in Israel at the opening of the 7-10 October plenary session in Strasbourg.

    Recalling the horror of that day “that will live in infamy”, President Metsola said nothing could ever justify the indiscriminate mass murder, rape, kidnapping and torture that occurred one year ago. Since then, too few have been able to make it back to their loved ones – “this house will continue to do what we can to help bring them all home”, she said.

    The 7 October attacks triggered a cycle of war, death and devastation that has seen thousands killed in Gaza, and instability across the region, President Metsola stated. In remembering all those lost and taken, the President added that “Parliament’s calls for the immediate release of the remaining hostages will remain steadfast, our calls for ceasefire will remain resolute, and our efforts towards de-escalation will remain strong.” The work for real, dignified, long-term and sustainable peace will remain unwavering, she concluded.

    MEPs held a minute of silence in memory of all the innocent lives lost.

    European Parliament resolution on strengthening Moldova’s resilience against Russian interference ahead of the upcoming presidential elections and a constitutional referendum on EU integration

    The European Parliament,

    – having regard to its recent resolutions on the Republic of Moldova,

    – having regard to the Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and the Republic of Moldova, of the other part[1], which includes a Deep and Comprehensive Free Trade Area,

    – having regard to the Republic of Moldova’s application for EU membership of 3 March 2022, and the European Council’s consequent granting of candidate status on 23 June 2022 based on a positive assessment by the Commission and in line with the views expressed by Parliament,

    – having regard to the convening of the first intergovernmental conference on Moldova’s accession to the EU, held in June 2024,

    – having regard to Articles 2 and 49 of the Treaty on European Union,

    – having regard to Rule 136(2) of its Rules of Procedure,

    A. whereas the Republic of Moldova will hold presidential elections and a constitutional referendum on EU integration on 20 October 2024;

    B. whereas the Russian Federation has been using provocation, disinformation, illegal funding of political parties, cyberattacks and other hybrid means to undermine the stability, sovereignty, constitutional order and democratic institutions of the Republic of Moldova; whereas Russia’s subversive activities in Moldova seek to undermine popular support for the European path chosen by the Moldovan people and foster destabilisation;

    C. whereas in 2023, the EU imposed sanctions on key Moldovan oligarchs and pro-Russian sympathisers, such as Ilan Shor, Vladimir Plahotniuc, Igor Ceaika, Gheorghe Cavaliuc and Marina Tauber, on the basis of a recently established sanctions regime targeting persons responsible for actions aimed at destabilising, undermining or threatening the sovereignty and independence of the Republic of Moldova;

    D. whereas in June 2024, the US, together with the UK and Canada, exposed Russia’s efforts to engage in subversive activities and electoral interference targeting the Republic of Moldova;

    E. whereas in September 2024, the US designated three entities and two individuals for their involvement in Russia’s destabilising actions abroad, highlighting the covert capabilities of state-funded RT, formerly Russia Today; whereas the US revealed that RT has moved beyond media operations and is actively engaged in cyber activities, covert influence, military procurement, information warfare across multiple regions and efforts to interfere in Moldova’s electoral processes, as well as directly supporting fugitive Moldovan oligarch Ilan Shor and coordinating with Russian intelligence to influence the outcome of Moldova’s October 2024 presidential elections and constitutional referendum on EU accession;

    F. whereas the Republic of Moldova has taken steps to combat Russian interference, including by banning pro-Russian political parties, sanctioning oligarchs, suspending media outlets that spread disinformation, and increasing customs controls;

    G. whereas, despite all these attempts at destabilisation, the Moldovan people and the Moldovan leadership have remained determined to follow their chosen pro-European path;

    H. whereas on 3 March 2022, the Republic of Moldova applied for EU membership and, on 17 June 2022, the Commission presented its opinions on the applications submitted by Ukraine, Georgia and Moldova; whereas Moldova was granted the status of EU candidate country on 23 June 2022; whereas the Commission outlined nine steps for Moldova to address in its 2023 enlargement package report, which was presented on 8 November 2023, recommending the opening of accession negotiations, provided that remaining reforms in justice, anti-corruption and deoligarchisation were accomplished; whereas the European Council decided to open accession negotiations on 14 December 2023, and the first intergovernmental conference formally launching these negotiations was held on 25 June 2024; whereas EU accession remains a merit-based process that requires fulfilment of the EU membership criteria;

    I. whereas the Moldovan Government has been pursuing an ambitious political, judicial and institutional reform process; whereas despite the dramatic effects of the war on Ukraine, the Republic of Moldova has managed to significantly consolidate its democracy and maintain the reform trajectory; whereas the improvements in the country’s democratic system have been reflected in its progress on various international indexes;

    J. whereas on 24 April 2023, the EU set up the Partnership Mission in Moldova under the common security and defence policy, with the objective of enhancing the security sector’s resilience in the areas of crisis management, hybrid threats and countering foreign information manipulation and interference;

    K. whereas on 21 May 2024, Moldova became the first country to sign a Security and Defence Partnership with the EU, which will help strengthen cooperation on security and defence policy between the EU and Moldova;

    1. Reaffirms its commitment to the Republic of Moldova’s future membership of the EU and acknowledges that its place is in the EU; believes that its membership in the EU would constitute a geostrategic investment in a united and strong Europe;

    2. Calls on the Commission to accelerate the completion of the bilateral screening process, which will allow for the swift organisation of future intergovernmental conferences and for the opening of negotiations under Cluster I on Fundamentals as soon as possible;

    3. Condemns the increasing malicious activities, interference and hybrid warfare deployed by the Russian Federation, its institutions and proxies, with the aim of undermining and subverting the democratic electoral process, stability and sovereignty of the Republic of Moldova ahead of the presidential elections and the constitutional referendum on EU integration;

    4. Reiterates its call on the Russian authorities to respect the Republic of Moldova’s independence, sovereignty and territorial integrity, and to cease its provocations and attempts to destabilise the country and undermine its constitutional order and democratic institutions;

    5. Calls for the EU and its Member States to ensure that all necessary assistance is provided to the Republic of Moldova to strengthen its institutional mechanisms and its ability to respond to hybrid threats and counter disinformation and cyberattacks; underlines the importance of the EU Partnership Mission in the Republic of Moldova in strengthening the resilience of Moldova’s security sector in the areas of crisis management and hybrid threats, including cybersecurity and countering foreign information manipulation and interference, and calls for its mandate to be extended;

    6. Encourages the EU and its Member States to actively support Moldova in countering disinformation, hybrid threats, cyberattacks and multifaceted Russian interference; emphasises the particular importance of countering Russia’s falsification and instrumentalisation of history, which underscores its malign interference in the Republic of Moldova and is used to justify its war of aggression against Ukraine and its threats of further aggression against other states; considers that this should include enhancing the Republic of Moldova’s capacity to combat disinformation, strengthen its cybersecurity infrastructure and improve resilience against foreign malign influence, ensuring a secure and democratic environment; calls for increased support for Moldova’s Center for Strategic Communication and Combating Disinformation;

    The Canadian International Trade Tribunal today initiated an expiry review of its order made on October 31, 2019, in expiry review RR-2018-007, to determine if the expiry of the order is likely to lead to continued or resumed dumping of hot-rolled carbon steel plate and high-strength low-alloy steel plate from the Republic of Bulgaria, the Czech Republic and Romania and is likely to result in injury to the domestic industry.

    Ottawa, Ontario, October 7, 2024—The Canadian International Trade Tribunal today initiated an expiry review of its order made on October 31, 2019, in expiry review RR-2018-007, to determine if the expiry of the order is likely to lead to continued or resumed dumping of hot-rolled carbon steel plate and high-strength low-alloy steel plate from the Republic of Bulgaria, the Czech Republic and Romania and is likely to result in injury to the domestic industry.

    No later than March 6, 2025, the Canada Border Services Agency will determine if there is a likelihood of resumed or continued dumping. In the event of a positive determination, the Tribunal will determine, no later than August 13, 2025, whether the continued or resumed dumping is likely to result in injury to the domestic industry.

    The Tribunal is an independent quasi-judicial body that reports to Parliament through the Minister of Finance. It hears cases on dumped and subsidized imports, safeguard complaints, complaints about federal government procurement and appeals of customs and excise tax rulings. When requested by the federal government, the Tribunal also provides advice on other economic, trade and tariff matters.

    Any interested person, association or government that wishes to participate in the Tribunal’s expiry review may do so by filing Form I—Notice of Participation.

  • MIL-OSI United Nations: Committee on Enforced Disappearances Closes Twenty-Seventh Session after Adopting Concluding Observations on Morocco, Norway and Ukraine

    The Committee on Enforced Disappearances this afternoon closed its twenty-seventh session after adopting its concluding observations on the reports of Morocco, Norway and Ukraine.

    Juan Pablo Albán Alencastro, Committee Rapporteur, said the Committee held constructive dialogues with Morocco, Norway and Ukraine, and adopted concluding observations on their reports, which would be published next Tuesday.  In addition, the Committee adopted lists of issues in the absence of a report for Lesotho and Seychelles, as well as lists of themes on additional information for Belgium and Serbia. 

    The Rapporteur recalled that at the opening of the session, the Committee paid tribute to the victims of enforced disappearance, and heard the testimony of Ms. Shui-Meng Ng, wife of Sombath Somphone, disappeared in Lao People’s Democratic Republic.  During the session, the Committee held productive meetings with States parties, civil society organizations and victims.  It also held discussions on its methods of work and adopted several amendments to its Rules of Procedure.  It adopted its report on the urgent action mechanism.

    The Committee also adopted the final draft of the joint statement on short-term enforced disappearances, drafted with the Working Group on Enforced and Involuntary Disappearances; made the decision to initiate the process for the future adoption of a general comment on women and enforced disappearances; and continued planning the World Forum on Enforced Disappearances, to be held on 15 and 16 January 2025.

    Milica Kolakovic-Bojovic, Committee Vice-Chair, presented the illustrated Spanish version of the general comment on enforced disappearances in the context of migration, which was available to be downloaded and would soon be printed and distributed. 

    The Committee also screened a short extract of a documentary on international adoptions which had their roots in enforced disappearance, which would soon be aired on television.

    Olivier de Frouville, Committee Chairperson, in concluding remarks, expressed thanks to all those who had contributed to the twenty-seventh session, which had been very intense.  The Committee had opened the session under the banner of the multiplication of armed conflicts, and unfortunately was closing it in a situation that had become even worse, particularly in the Middle East. 

    During the session, the Committee had held a constructive dialogue with Ukraine. Today, thousands of families in Ukraine were searching for their loved ones. 

    The dialogue with Morocco had made it possible to highlight the weight of the past.  While the work of the Equity and Reconciliation Commission established the State’s responsibility for enforced disappearances committed between 1956 and 1999, and clarified the fate of many disappeared persons, the issue remained a matter of concern in Moroccan society. 

    The question of the past was also present in the dialogue with Norway.  In the contemporary period, many countries like Norway had to face the challenges posed by the disappearances of migrants, but also revelations related to illegal international adoptions, which in some cases could be caused by enforced disappearances. 

    Mr. de Frouville said the Committee had adopted its report on the urgent action procedure, which showed an increase in cases of disappearances with a transnational dimension and involving several States.  The Committee was particularly concerned that several authors had indicated that they no longer wished to follow up on an urgent action initiated by them, for fear of reprisals, or because the State concerned did not provide them with access to the file.  It was crucial that all perpetrators of urgent actions, as well as all persons cooperating with the Committee, were protected from all forms of reprisals and were able to participate fully in the search for the disappeared. 

    The World Congress on Enforced Disappearances would take place on 15 and 16 January 2025. The Committee invited all interested States, civil society actors and organizations of victims of enforced disappearances to attend.  Registration for the Conference was available online as of today.

    The Committee’s twenty-eighth session is scheduled to be held from 17 March to 4 April 2025, during which the Committee will examine the reports of the Central African Republic, Malta and Sri Lanka.   It will also review responses provided by Argentina and Peru to its request for additional information and hold the official launch of the joint statement on so-called short-term enforced disappearances.

  • MIL-OSI China: China, Bulgaria celebrate anniversaries together at Confucius Institute

    SOFIA, Oct. 4 — “Bulgaria and China — we celebrate together with a view to the future” event was held at the Confucius Institute here on Friday to mark the 75th anniversary of the establishment of diplomatic relations between China and Bulgaria.

    The event, organized by the Confucius Institute in Sofia, was also held to celebrate the 75th anniversary of the founding of the People’s Republic of China, 20 years of Confucius Institutes, Global Confucius Institute Day, and the Chinese Mid-Autumn Festival.

    Spectators in the institute’s Multifunctional Hall enjoyed Chinese and Bulgarian songs and dances performed by Bulgarian and Chinese students from educational institutions.

    Earlier on Friday, those interested attended lectures dedicated to China, such as “Educational Exchanges Between China and Bulgaria: Development of Bulgarian Studies in China” and “The Cultural Dimension of China’s Foreign Policy.”

    Guan Xin, cultural counselor at the Chinese Embassy in Bulgaria said addressing the festivity that China’s National Day and the establishment of diplomatic relations between Bulgaria and China have become inseparable events that were celebrated together and gave double joy to the two peoples.

    Guan also said that by promoting the Chinese language and culture, Confucius Institutes have helped people around the world get to know China, creating conditions for mutual understanding and rapprochement.

    Chen Ying, Chinese director of the Confucius Institute in Sofia, said the Confucius Institute in Sofia confidently and steadfastly worked for the spread of Chinese culture in Bulgaria, for more and more Bulgarian youth to learn Chinese, to visit China, and to eventually become young ambassadors of friendship between the two peoples.

    Chen said that currently, there are 25 learning centers with Chinese language teaching in the country, among which were universities in Plovdiv, Ruse, Blagoevgrad, Stara Zagora, and Burgas.

    Confucius Institute in Sofia has built eight Confucius Classrooms, which became regional centers for the dissemination of Chinese language and culture, she said.

    A congratulatory address on behalf of Nikolay Marin, rector of the South-West University in Blagoevgrad, said that his university established itself as a bridge of friendship between Bulgaria and China.

    The sustained friendly relations between China and Bulgaria were a prerequisite for the expansion of cooperation between the two countries in various spheres, Marin said.

    “It is our honor and pleasure to share this special moment with you,” said a congratulatory address on behalf of Dobri Yarkov, rector of Trakia University in Stara Zagora, who said he was happy and proud that the relationship and partnership between China and Bulgaria has been deepening in the culture, science, technology, agriculture and education.

  • MIL-OSI: Trillion Energy Initiates Velocity String Program

    On September 30th, 2024, after the Company reached an agreement with its partner at SASB on the technical aspects of the program, it was assigned operatorship for the conduct of this program.

    The Company then was able to sign a service agreement with a snubbing provider “Snub Co” to install the velocity strings. Mobilization of the snubbing unit, which is currently in Romania, has begun. The propose of the operation is to increase or stabilize production rates in producing wells, by reducing water loading.

    Currently the Akcakoca-3 and South Akcakoca-2 are averaging 2.55 MMcf/d and 2.3 MMcf/over the past 30 days. The other two long reach directionally drilled wells Guluc-2 and West Akcakoca-1 were only produced intermittently due to water loading. Even still, Guluc-2 averaged 1.7 MMcf/d over the last 2 months.

The Company initiated seismic work in 2023 on the Oil Blocks planned four exploration wells for 2024, however, such wells have not been drilled as the Company focused on its workover program at SASB.  As a result, the block license owner secured a third party to drill two wells on the Oil Blocks and gave up a 20% interest. As such, the first two wells will not be drilled by Trillion and Trillion is committed to earning an interest in the Oil Blocks subject to financing and finalizing participation terms.

  • MIL-OSI China: Serbian president hails Chinese-built bypass

    Serbian President Aleksandar Vucic on Friday inaugurated a new bypass road around the municipality of Gornji Milanovac, constructed by a Chinese company as part of Serbia’s broader infrastructure development initiatives.

    The inauguration ceremony in Gornji Milanovac — located about an hour and a half south of Belgrade via the Chinese-built E-763 “Milos the Great” highway — was attended by Minister of Construction, Transport, and Infrastructure Goran Vesic, Chinese Ambassador Li Ming, and Gornji Milanovac Mayor Dejan Kovacevic.

    Vucic emphasized the road’s significance for the local community, noting that it would “bring them closer to Belgrade, Europe, and the world.”

    The 9.4-kilometer bypass, connecting Gornji Milanovac with the E-763 highway, is expected to alleviate traffic in the town center by diverting transit and freight vehicles.

    Construction on the bypass began after a cooperation agreement was signed between Serbia’s Ministry of Construction and Power Construction Corporation of China in late 2021.

    Li praised the fruitful cooperation between Serbia and China in recent years, highlighting the success of numerous infrastructure projects.

    “I hope this road marks a new beginning, paving the way for more opportunities for prosperity and happiness,” Li concluded.

    Majesty, Monsignor, Ladies and Gentlemen Heads of State and Government, Madam Secretary General, dear Louise, Ladies and Gentlemen Ministers, Ladies and Gentlemen Heads of Delegation, Ladies and Gentlemen Parliamentarians, Ladies and Gentlemen Ambassadors, Mr. Prefect, Mr. Mayor, Ladies and Gentlemen in your ranks and capacities.

    Protocol places me here, at this lectern, to welcome you and wish you a warm welcome. It is an honour for me. And as you have understood, no one had anticipated, in the middle of October, that the sun, with the castle of Villers-Cotterêts, would welcome you. But the truth is that you are at home here. Yes, in a place where reigns greater than us, a very old lady of more than five centuries, ancestral and yet eternally young, our language. Welcome to her home. Welcome to this summit which celebrates her and which celebrates all of you, speakers of French from the 5 continents.

    This castle of Villers-Cotterêts, as you have just recalled, is the one where in August 1539, a royal decree marked the first official milestone in the expansion of our language. It was here that François I began to build the unity of the French Nation through its language, an instrument of unity, of power, decisive for our country. If you had come just 5 years ago, you would have seen here only a castle on the verge of ruin, a piece of petrified archive whose plaster was falling off, whose doors were barricaded. Today, it has become this living place, an exhibition and reception center, dedicated to the history and teaching of our language to all. I would like to thank all those who have worked during these years to rebuild, restore, but also to think about and invent this place which is not, as you have seen, simply a museum, but a city. A place of welcome, research, exploration. We are all citizens of this place, because we are all citizens of the French language.

    Yes, we have much in common, more than phonemes, morphemes, lexemes. More than shared tergiversations on the use of the pluperfect subjunctive and the same despair when it comes to agreeing past participles after pronominal verbs. We possess a Rabelaisian heritage in perpetual innovation, combining scholarly culture and its creative verve with that indefinable grain of salt of humor that spans the ages. Our language, from Quebec, Acadia, Louisiana and Haiti, from the heart of the African continent, from Morocco and Tunisia, to the Congo River basin, from Madagascar and Reunion, to Vietnam or Cambodia, from our Oceania, from French Polynesia to Vanuatu, on this language, the sun never sets. There are more than 300 million women and men who speak the French language on 5 continents. More than 300 million women and men who are constantly perfecting it, modernizing it, and enriching it.

    On the vault of the great courtyard, you saw earlier, in huge steel letters, the French words forged by all parts of the world, “zibulateur”, “camberé”, “techniquer”, as they say in Rwanda, dear Paul. This Francophonie that unites us was thought of and desired, I always repeat, by others than France itself. It was first desired by our writers, then our journalists and our radios. It was then promoted and institutionalized in 1970, in Niamey, by Presidents Senghor, Bourguiba, and by Prince Sihanouk.

    Today, 88 States are part of it. I congratulate in advance those who will join us tomorrow, Madam Secretary-General. From the beginning, it has been a decentralized organization that, as a child of decolonization, wanted to claim a language that we share. This is why the French language continues to constitute itself in the Francophonie as well, by equipping itself with its own tools, by structuring itself, by building its own influence. Our language is a space that is being built. So, of course, there is our Académie française and I salute the immortals here present, which is the institution, but there is also the Dictionnaire des francophones et de la francophonie, which we built, not as a competition, but as a tool that made it possible to bring together all the words that are invented. Our language is also a space for learning, understanding the world.

    Since yesterday, we have had the joy of welcoming another face to our family photo, since the presidency of TV Monde, our French-speaking television channel, is now held by Mrs. Kim YOUNES. I would like to thank Canada, Switzerland, Belgium, Monaco, Canada, Quebec and Wallonia, as well as Brussels, for their contribution to this magnificent project of informing the world and sharing our common understanding. We also want to allow new partners, particularly from the entire African continent who pay the same attention to supporting free and independent journalism, to join us. This is a discussion that we have been conducting with President OUATTARA for several years and which is, I believe, a great project.

    Our language is also a space to create. The Francophonie is the treasure of our literature, of our authors that we share, whether at the foot of the cedar or at the top of our mountains. Because beyond language, our authors have built worlds, imaginations, which are those that structure the Francophonie. Sharing them beyond our borders is a duty. In this respect, I am delighted with the development, supported by our partners, of a collection of literary works of reference of the Francophonie that will be made available in several languages, the “Fenêtres” collection. To begin with, it will contain French-language works translated into Arabic, distributed in paper format, at $2, and via press channels, in order to allow everyone to access the ideas, imaginations and values conveyed by French-language works. This is, I believe, an equally important step forward, in the same way that in 2018, at the Académie française, we launched this support program for our interpreters and translators.

    This language, our language, is more than a tool, it is a universe. It is a space of opportunity to create, offered to those who write it, sing it, plough it as a field of artistic expression. I know your attachment, Madam Secretary-General, to cultural and creative industries, and we will have the opportunity to hear it throughout the day. In a moment, Guillaume GALLIENNE will read us some magnificent texts, and the Comédie Française will be there, in Villers-Cotterêts, to share these texts with us, and throughout the day we will have French-speaking artists who will be with us to carry this creativity.

    Our language is also a language for doing business, for trading. First, because it is a great conduit. Take the African continent, take Oceania. French is the language of passage par excellence. It is the one that allows you to switch between all the regional or local languages, the one that sometimes allows you to unify the commercial universe of a country or an entire sub-region. In this respect, it is a great lever of opportunity, and I say this for all our young people, all those who are moving towards trade. Don’t just think English. Think French to trade and reunify it across the Indian Ocean. And from Madagascar to Mauritius, via Reunion or Mayotte and the Comoros, it is a language that unifies this regional space in the same way for Oceania, in the same way for all of West Africa.

    So yes, if the 330 million people we have today in our space will double in the coming decades, it is because this will make French a deeply attractive language in terms of commercial and economic power. Attractiveness is a French word. Entrepreneur is a French word, despite what our English-speaking friends think.     But also right here, in this Cité internationale de la langue française, in Villers-Cotterêts. You will not only have a wonderful heritage site that we have renovated. You will not only have a wonderful place of culture, of permanent creation. And I congratulate the teams, dear Paul, and all the artists who, all year round, bring this place to life. You will have artist residencies, training places. And we will create, on the occasion of this summit, the Collège international de Villers-Cotterêts. Next year, the Cité internationale de la langue française will itself become a laboratory of excellence for training teachers of and in French, future French-speaking education executives, translators, interpreters, while welcoming researchers and experts in didactics in residence.     Yes, the Francophonie is what allows us, in doing so, to build a shared and reinvented universal. A decentralized, plural, respectful universal, based on the recognition of cultures and peoples. The same one that Souleymane BACHIR DIAGNE admirably describes in his latest book. This is also why, I am convinced, the Francophonie is a space of diplomatic influence that allows us to embrace the challenges of the century. It is together, as Francophones, that we must try to understand technological transformations. It is together, as Francophones, that we must encourage innovation and multiply our capacities for creation and exchange, but also build a digital order that protects citizens. It is together, as Francophones, that we must better fight against disinformation, the spread of hatred online, fight against hate speech, racist speech, anti-Semitic speech. And this is why, and Bruno PATINO, in a moment, will demonstrate it with the debate that animates it and by explaining its content. This is also why today, with the Villers-Cotterêts appeal, we are launching an extremely clear call to the major players in the digital world to build a safer and more diverse space, to have a requirement for moderation in the French language and to fight against all this hate speech. And the International Organization of La Francophonie, Dear Louise, in this regard, will have a very special role as guarantor. It is also in French-speaking terms that we must think about innovations in artificial intelligence, pursue major innovations, make the French-speaking world a space for open-source innovation and promote our major players. And we all believe in the freedom of peoples to determine their own destiny, we are convinced that there can be no peace in the Middle East without a two-state solution. We all stand alongside our Armenian brothers for the respect of their sovereignty, their territorial integrity. We all stand alongside the friendly Lebanese people, today shaken in their sovereignty and their peace. We all stand alongside the sovereignty of all the peoples and all the States of the Pacific, which must be a peaceful region where no power can challenge this peace through territorial provocations or any repetition of tests whatsoever. We carry within us these humanist values that call us alongside all our brothers, in the French-speaking world and elsewhere, in need of assistance and we urge that the humanitarian space and the civilian population be protected everywhere and at all times.

    You have understood that the agenda that the Francophonie is carrying is an agenda of peace, of sustainable development, as we have shown again by voting together, on September 22, for the adoption of the pact of the future. And I congratulate in particular the DRC whose intervention was decisive in allowing us to move forward. The Francophonie is this united city of 330 million souls that we can be proud to inhabit.     More than 1,000 British troops have begun one of the largest exercises this year in the Balkans, showing the UK’s commitment to the region’s security.

    The training will develop the UK’s ability to operate alongside NATO allies and underlines Britain’s commitment to eastern Europe.

    With 18 activities taking place across three months, one of the standout training exercises under Operation Chelonia involves the UK’s deployment of troops to Kosovo. These troops arrived via amphibious landing on a beach with no established infrastructure, via a world-leading motorised floating platform.

    This training exercise takes place close to Pasha Liman Naval Base in Southern Albania.

    Minister for the Armed Forces Luke Pollard said:

    These exercises show our unwavering commitment to standing united with our allies and working hand in hand to boost our collective security. The UK has always had a major presence in the Western Balkans, and it’s important we demonstrate a united front to ensure regional security.

    Working closely with our NATO partners, we are demonstrating our combined efforts to safeguard peace, stability, and security in the region.

    The landing was led by the Strategic Reserve Force (SRF), a group of 600 Army personnel held at readiness to deploy at two weeks’ notice should pressures in the region escalate. In 2024, the SRF is led by the 1st Battalion of the Royal Yorkshire Regiment.

    The scenario required the services of the Mexeflote, a world-leading modular motorised floating platform that can dock on the stern ramp of a ship, load with heavy military hardware (including trucks and main battle tanks if required), ferry the cargo to the beach and enable the cargo to be unloaded. 

    To put into context the scale of the operation, 26,000 linear metres of vehicles and equipment were landed on the beach. All equipment was brought to Albania from the UK aboard the 13,500 tonne Ro-Ro vessel, Hartland Point.

    The Royal Air Force have also undertaken training in the region to ensure all personnel have the training they need to keep us secure at home and strong abroad.

    The British Army have previously deployed at pace in Kosovo, with 200 personnel from the (1st battalion) of the Princess of Wales’ Royal Regiment (PWRR) sent to the country last year under NATO command, following an increase in tensions in the north of the country.

    Other nations involved in these key exercises with the UK include Serbia, Romania, Kosovo, Georgia, Croatia, and Moldova.

    This exercise reaffirms the UK’s commitment to our allies in the region. Whilst Putin continues his illegal and reckless invasion of Ukraine and aggressive posturing, it is vital that the UK works consistently alongside our NATO allies to display a united front of our collective strength.

    From our continued presence in Kosovo, to our counter-disinformation support in Bosnia and Herzegovina, the UK remains completely committed to upholding democracy and supporting our allies in the Western Balkans.

    A FASCINATING talk on travel, an insight into the mind of a local crime writer and the tale of an amusing encounter with a Time Lord are among the events on offer next week for Green Libraries Week.

    From 7-13 October, Green Libraries Week will put Leicester’s libraries in the spotlight, featuring everything from poetry and author talks to energy advice and craft activities – and it’s all free.

    On Wednesday at St Barnabas Library, crime author Champak Chauhan will talk about his work, his background in Leicester and how he came up with the character of DI Rohan Sharma, a relatively new and inexperienced homicide detective charged with finding a psychopathic killer.

    Join award-winning travel writer Ash Bhardwaj (pictured) for a talk at the Central Library on Thursday (10 Oct), when he’ll be giving a fascinating insight into his motivations for travel, how to do it better, and how it can help us to live a more fulfilling life. Ash’s journeys have included a recent 8,500km overland expedition from the top of Norway to Romania; retracing the footsteps of a Second World War special mission by British forces in the Albanian Alps, and accompanying renowned explorer Levison Wood for 700 miles of his Walking The Nile expedition in Uganda and Sudan.

    Also on Thursday, Lizzie Lamb and Adrienne Vaughan from the Romantic Novelists’ Association will be detailing their writing adventures at Knighton Library. “A Funny Thing Happened on the way to the Typewriter” will include tales of amusing encounters with a starry cast of writers, actors, singers, royals, and even a Time Lord!

    As well as author talks and readings, there are lots of events taking place to highlight the diverse range of activities that take place at libraries, with a focus on climate and sustainability.

    Find out about conservation and volunteering with Leicester Environmental Volunteers at Hamilton Library on Tuesday 8 October; or join one of the energy advice drop-in sessions taking place at Leicester’s Central Library on Monday 7, Thursday 10 and Friday 11 October, from 11am-1pm.

    Leicester Adult Education will be offering free taster sessions and learning activities at city libraries throughout the week, and craft and wellbeing activities will also be on offer.

    Everything is free, but spaces may be limited, so booking is advised. To book, call or drop in to your local library.

    Today, Canada met with 67 other members at the 4th annual Initiative to Combat Ransomware Summit in Washington DC to enhance international cooperation in this area.

    The 68 members of the international Initiative to Combat Ransomware (ILR)—Albania, Argentina, Australia, Austria, Bahrain, Belgium, Brazil, Bulgaria, Cameroon, Canada, Chad, Colombia, Costa Rica, Council of Europe, Croatia, Czech Republic, Denmark, Dominican Republic, ECOWAS, Egypt, Estonia, European Union, Finland, France, Germany, Greece, Global Cyber Expertise Forum, Hungary, India, INTERPOL, Ireland, Israel, Italy, Japan, Jordan, Kenya, Lithuania, Mexico, Morocco, Netherlands, New Zealand, Nigeria, Norway, Organization of American States, Papua New Guinea, Philippines, Poland, Portugal, Republic of Korea, Republic of Moldova, Romania, Rwanda, Sierra Leone, Singapore, Slovakia, Slovenia, South Africa, Spain, Sri Lanka, Sweden, Switzerland, Ukraine, United Arab Emirates, United Kingdom, United States, Uruguay, Vanuatu, and Vietnam—met in Washington, DC from September 30 to October 3 2024 for the fourth ILR gathering. Members who participated in previous editions welcomed Argentina, Bahrain, Cameroon, Chad, the Council of Europe, Denmark, the Economic Community of West African States (ECOWAS), Finland, the Global Forum on Cyber Expertise, Hungary, Morocco, the Organization of American States, the Philippines, the Republic of Moldova, Slovenia, Sri Lanka, Vanuatu and Vietnam as new ILR members.

    During the fourth ILR gathering, members reaffirmed their shared commitment to building collective resilience against ransomware, supporting members if they encounter a ransomware attack, pursuing actors responsible for ransomware attacks and not allowing these actors to operate in their jurisdictions, combating the use of virtual assets as part of the ransomware business model, working with the private sector to advise and support ILR members, and forging international partnerships so that we are collectively better equipped to combat the ransomware scourge.

    Over the past year, this coalition has grown and continues to build on commitments made at the third ILR gathering in 2023. The United States launched a new ILR Member Fund to strengthen members’ cybersecurity capabilities through rapid assistance following a cyberattack as well as targeted support to improve cybersecurity response skills, policies, and procedures.

    Under the Strategic Pillar, led by Singapore and the UK, efforts have been underway to strengthen resilience against ransomware attacks and leverage the ecosystem to disrupt the criminal ransomware industry. These efforts aim to strengthen the operating model that underpins the ransomware ecosystem by focusing work on secure software and labelling, methods to prevent the use of virtual assets as part of the ransomware operating model, policies to reduce ransom payments, increased and improved reporting, cyber insurance, and a playbook to guide businesses on how to prepare for, respond to, and recover from a ransomware attack. It is worth noting that ILR members and insurance bodies have endorsed guidelines to assist organisations that have been hit by a ransomware attack. The guidelines highlight the important role that cyber insurance can play in building resilience to cyberattacks and highlight actions that organizations should consider during an incident. In addition, pillar leaders hosted a tabletop exercise to help members identify gaps in their processes, learn best practices, and develop effective responses to ransomware attacks against the healthcare sector.

    Under the Diplomacy and Capacity Building pillar, led by Germany and Nigeria, ILR partnerships were expanded with the addition of 18 new members to the coalition and members’ capacity building assets and needs were established. To foster collaboration, build new partnerships, and recruit new members to the Initiative, ILR members hosted regional events throughout the year.

    Led by Australia and Lithuania, the Ransomware Working Group (RWWG) has focused its efforts on building resilience against malicious cyberattacks through international cooperation. As co-chairs of the RWWG, Lithuania and Australia developed governance principles for intelligence sharing and improved members’ integration into intelligence sharing platforms led by Lithuania and Belgium, as well as Israel and the United Arab Emirates. These platforms will enable members to easily share threat intelligence and indicators of compromise. As part of a project led by INTERPOL and Australia, a comparative report was produced to analyse ransomware responses and remediation across ILR member jurisdictions. Australia launched an ILR website and portal to facilitate the exchange of information and best practices, foster collaboration, and provide a mechanism for the ILR community to request assistance when members are victims of a ransomware attack. The LRWG Co-Chairs called on members to behave responsibly in cyberspace by encouraging them to hold malicious actors accountable and deny them safe haven using all cyber diplomacy and law enforcement tools at their disposal.

    Canada has established a new public-private sector advisory council to advise and support ILR members in the fight against ransomware. This advisory council will promote effective information sharing, build trust through clear expectations and people-to-people collaboration, and develop best practices to overcome practical barriers.

    ILR also hosted a first-ever event exploring the use of artificial intelligence (AI) to combat ransomware attacks.     Today, Canada met with 67 other members of the International Counter Ransomware Initiative (CRI) in Washington D.C for the fourth annual CRI Summit to improve international cooperation in combatting ransomware.

    The 68 members of the International Counter Ransomware Initiative (CRI)—Albania, Argentina,  Australia, Austria, Bahrain, Belgium, Brazil, Bulgaria, Cameroon, Canada, Chad, Colombia, Costa Rica, the Council of Europe, Croatia, the Czech Republic, Denmark, the Dominican Republic, the ECOWAS Commission, Egypt, Estonia, the European Union, Finland, France, Germany, Greece, the Global Forum on Cyber Expertise, Hungary, India, INTERPOL, Ireland, Israel, Italy, Japan, Jordan, Kenya, Lithuania, Mexico, Morocco, the Netherlands, New Zealand, Nigeria, Norway, the Organization of American States, Papua New Guinea, the Philippines, Poland, Portugal, the Republic of Korea, the Republic of Moldova, Romania, Rwanda, Sierra Leone, Singapore, Slovakia, Slovenia, South Africa, Spain, Sri Lanka, Sweden, Switzerland, Ukraine, the United Arab Emirates, the United Kingdom, the United States, Uruguay, Vanuatu, and Vietnam—met in Washington, D.C. from September 30 – October 3, 2024 for the Fourth CRI Gathering.     During the Fourth CRI Gathering, members reaffirmed our joint commitment to develop collective resilience to ransomware, support members if they are faced with a ransomware attack, pursue the actors responsible for ransomware attacks and not allow safe haven for these actors to operate within our jurisdictions, counter the use of virtual assets as part of the ransomware business model, partner with the private sector to advise and support CRI members, and forge international partnerships so we are collectively better equipped to counter the scourge of ransomware.

    Over the past year, this coalition has grown and continues to build upon the commitments made at the Third CRI Gathering in 2023. The United States launched a new fund for CRI members to strengthen members’ cybersecurity capabilities through both rapid assistance in the wake of a cyber attack, as well as targeted support to improve cybersecurity skills, policies, and response procedures.

    The Policy Pillar, led by Singapore and the United Kingdom, spearheaded efforts to build resilience against ransomware attacks and leverage the ecosystem to disrupt the ransomware criminal industry. These efforts seek to undercut the business model that underpins the ransomware ecosystem by driving forward work on secure software and labeling, methods to counter the use of virtual assets as part of the ransomware business model, policies to reduce ransom payments, increase and improve reporting, cyber insurance, and a playbook to guide businesses on how to prepare for, deal with, and recover from a ransomware attack. Of note, CRI members and insurance bodies have endorsed guidance to help organizations experiencing a ransomware attack. The guidance underscores the important role cyber insurance can play in helping to build resilience to cyber attacks and highlights actions organizations should explore during an incident. In addition, the Pillar held a table-top-exercise to assist members in identifying gaps in their processes, learning best practices and supporting members develop effective responses to ransomware attacks on the healthcare sector.

    The Diplomacy and Capacity Building Pillar, led by Germany and Nigeria, expanded the CRI’s partnerships with the addition of 18 new members to the coalition and mapped out the capacity building assets and needs of members. To foster collaboration, forge new partnerships, and recruit new members into the Initiative, CRI members hosted regional events throughout the year.

    Under the leadership of Australia and Lithuania, the ICRTF focused its work on building resilience against malicious cyber attacks through international cooperation. Lithuania and Australia, as ICRTF co-chairs, worked to develop governance for information sharing and increase onboarding of members to the information sharing platforms led by Lithuania and Belgium as well as Israel and UAE. These platforms will allow members to easily share threat information and indicators of compromise. In a project led by INTERPOL and Australia, a comparative report was produced analyzing Ransomware Interventions and Remediation in CRI members’ jurisdictions. Australia launched a website and member portal so CRI members can easily share information and best practices, foster collaboration, and use as a mechanism to request assistance from the CRI community when experiencing a ransomware attack. The ICRTF co-chairs presented a statement for members to join that calls for responsible behavior in cyberspace and encourages members to hold malicious actors accountable and deny them safe haven using all of the cyber diplomacy and law enforcement tools at their disposal.

    Canada established a new Public-Private Sector Advisory Panel to advise and support CRI members in combating ransomware. This advisory panel will catalyze effective information sharing, build trust through clear expectations and person to person collaboration, and develop best practices to navigate practical hurdles.

    The Initiative also hosted its first-ever event dedicated to examining the use of AI to counter ransomware attacks. Topics of discussion included the use of AI to track threat actor use, AI for Software Security, scenario planning around ransomware attacks on the healthcare industry, and tools such as watermarking to counter disinformation.

    Through the Initiative’s annual gathering as well as the dedicated work and regional meetings occurring between each meeting, we commit to working together at both a policy and operational level to counter ransomware threats and hold perpetrators of these malicious attacks accountable. CRI continues to call for responsible behavior in cyberspace and encourage members to call out malicious acts, and we remain committed to using all appropriate tools to achieve these goals, and are jointly committed to the following actions in support of this mission.

  • MIL-OSI Europe: Answer to a written question – Investment cost funding in the hospital sector – E-001553/2024(ASW)

    The Commission notes that, in general, it is primarily the responsibility of the Member State to assess whether a measure constitutes state aid within the meaning of Article 107(1) of the Treaty on the Functioning of the European Union (TFEU) and, if it reaches the conclusion that the measure constitutes aid, to notify the measure to the Commission.

    Regarding the health sector in particular, Article 168(7) TFEU states that Union action shall respect the responsibilities of the Member States for the definition of their health policy and for the organisation and delivery of health services and medical care. The responsibilities of the Member States include the management of health services and medical care and the allocation of the resources assigned to them.

    According to the recent case-law of the European Court of Justice[1] and the Commission’s decisional practice[2], activities in the health sector may in certain cases be qualified as being of a non-economic nature and, in such circumstances compensation for these activities would not constitute state aid. Each case, however, must be analysed on its merits.

    Many farmers associations in Romania and Bulgaria have highlighted the fact that the Commission’s new vision for the common agricultural policy has been the key factor in bankrupting farmers in eastern Europe.

    Farmers argue that making direct payments conditional on unrealistic environmental objectives constitutes an aggressive measure.

    They also feel that reducing dependence on imports from third countries that fail to meet strict quality standards, rather than banning such imports, runs counter to the interests of EU citizens.

  • MIL-OSI USA: Acting Deputy Administrator Michele Sumilas at a Swearing-in Ceremony for David Thompson as Mission Director for South Sudan

    DEPUTY ADMINISTRATOR MICHELE SUMILAS: Thank you so much Matt [Rees] for MCing the event today, and thank you to Ambassador [Michael J.] Adler for his kind words. I don’t know, David, if I would take this job based on his admonition, but let me just say I’m really honored to be here. It’s actually my first swearing in as the Acting Deputy Administrator. So, I’m very honored to do that. I know the Administrator wishes she could be here. She’s currently on travel, but she has asked me to pass along her congratulations and to say that she’s thrilled you’re stepping into this role.

    So, I also want to just say, welcome to David’s family, his friends and colleagues. David’s family is spread across, as we know, several continents this morning. We’ve seen them all, and I have watched David point them out to everyone on the screen. He’s so proud of them. 

    And, I also just want to say that it was really my pleasure to have met his mom in my office earlier. We learned that we are both children of federal workers, and I think that really just brings a whole different spirit to why we’re here and what we do. Mary Lou raised her three children after David’s dad passed away. And, she really spent her career in the U.S. government building IT systems and actually worked with USAID for a time, I learned, over in our Rosslyn office – which many of us have fond memories of. So, I just want to say thank you for your service, and thank you for making David’s service possible. 

    Also, welcome to David’s sisters Kathi and Susan, his brother-in-law Scott, and his Uncle Mike and Aunt Barbara.

    David’s daughters, Flora and Celina, who are on the screen there, are joining virtually from the Netherlands, where they’re in college together – David shared that with me yesterday. He’s really proud of them and all the work that they’re doing, and that they are together in the Netherlands. I learned, also, that they’ve inherited their dad’s taste in music – The Who, Pink Floyd, and Lana Del Rey – and that they both will be soon aspiring to do a similar kind of work that their mother and their father do. 

    And, welcome, finally, to David’s wife, Priscila, who’s joining from South Africa. We’ll talk more about Priscila later, but she’s a scholar and a researcher focused on urban policy. 

    So, David grew up in Alexandria, Virginia – across the river – and from the beginning, he made friends with everyone. Some will say that if you walk around Alexandria, even today, it’s like walking around with the Mayor. And, he shared that he just had his high school reunion – I won’t say how many years.

    He studied architecture at the University of Virginia, something we don’t hear often. And, he moved to DC to work at a construction management firm. It was there that he first picked up running. He finished the Marine Corps Marathon and began a hobby that he would carry across many continents and into many relationships. 

    In 1996, he moved to Bosnia after the war there ended to help reconstruct homes and schools so that displaced persons could return to their communities. And, he found that although he loved the architecture part of the job, he loved working with community leaders more. And so, he returned to the U.S., and he enrolled in an international development master’s program at Duke.

    Most of the other students were public administrators or civil servants, but there was one other architect. Luckily, that was Priscila. So, they began to study together. They spent time in groups, and they were soon dating. He spent Christmas that first year with her back home in Brazil, and it was a success. But, upon returning from sunny Brazil, Priscila did find it difficult to adapt to the cold, darkness, and dreariness of the first real winter – today’s weather is probably emblematic of that. And, David would encourage her to join him outside for walks and runs in the Duke forest. “One foot after the other,” she remembers him saying. Step by step, they made it through to spring, and they’ve been together ever since. 

    So, it’s that steadiness – that focus on putting one foot ahead of the other despite whatever is happening – which is what David brings to teams here at USAID, which he joined in 2003. One former colleague described him as “our rock during difficult times.”

    In Honduras, he was the director of the democracy office during the military coup in 2009. His team was at the center of efforts to protect the rule of law and rally support for fair and credible elections. A colleague from the time said that “David guided us through critical tasks and tense communications, but more importantly, he was a supportive friend who genuinely cared about our wellbeing. He provided the calm and the smiles we needed to weather the storm.”

    In Afghanistan, he again was in a high-stress environment when the compound was under attack. And for 24 hours, he kept his 40-person team calm and confined to a secure building near their office. And, he was very adept at lightening the mood with his trademark humor.

    So, when the compound was secure, he went to work again, working with civil society, and he returned to those daily runs, even inviting his colleagues to join him around the embassy perimeter, again, putting one foot in front of the other.

    And then, later in Tanzania, he was Deputy Mission Director at a time when the country’s new president was less oriented toward partnership with the U.S. So, you led an overhaul of the strategy, defining new goals, and you drew attention to unfair policies like one that placed invasive and discriminatory conditions on girls’ participation at school. 

    Most recently, you were the Power Africa Coordinator, returning everyone to the office and helping them begin to work with local partners and helping them start awarding [contracts] – in fact, the first local contract – instead of only to big transnational companies. 

    So, we are very lucky to have David’s experience going to South Sudan. We feel like he’s very prepared for this important and challenging job. And, we know that South Sudan is challenging. The UN has estimated that nine million people in South Sudan, 73 percent of the population, will need humanitarian assistance in 2024.

    To meet this need, USAID has provided more than a half a billion dollars of aid this year. And, we’re providing nutrient-dense foods to fight malnutrition. We’re helping construct and repair boreholes and wells to improve access to clean water. And, we’re funding basic health services while pushing the government to allocate more of its resources to essential services and humanitarian assistance. This is all happening thanks to the great team on the ground, and we look forward to you leading that team to new places. 

    The staggering level of need is a coincidence of several different factors. First, the climate crisis has made seasonal floods more severe, displacing millions and submerging the farmland. By displacing so many and compounding the challenge of scarce resources, the floods have also exacerbated the violence that often happens between communities. And, even though South Sudan has been at peace since 2018, violence continues in many areas of the country, and the political elites have failed to implement most elements of the peace agreement.

    So, the South Sudanese people are anxious and fearful, and they’ve also had to absorb hundreds of thousands of refugees from neighboring Sudan, which will continue because it’s one of our largest humanitarian emergencies in the world today, and only getting worse. 

    So, we will continue to respond. David will lead us in that response. We will support the South Sudanese people to build a democratic country and mitigate conflict, call for an end to political violence and intimidation, and encourage political rivals to work together. 

    David, to state the obvious, this is not easy work, but we expect that you are the perfect person to take it on. The team on the ground is eager and ready to welcome you to post – there were many in that room waiting for your arrival. And, I’m sure that they will hear you say, step by step. One foot in front of the other. A little bit at a time. And together, the South Sudanese will realize their vision for a brighter future. 

    So, with that, please join me for your swearing in, and your mother as well.

  • MIL-OSI China: China, Serbia sign agreement for Novi Sad pedestrian, bicycle bridge

    NOVI SAD, Serbia, Oct. 2 — The Serbian government signed a contract with China Shandong International Economic & Technical Cooperation Group on Wednesday for the construction of a new bicycle and pedestrian bridge in Novi Sad, the country’s second-largest city.

    The contract was signed at a ceremony attended by Serbian Prime Minister Milos Vucevic, Chinese Ambassador to Serbia Li Ming, and other officials.

    While emphasizing the significance of the project, Prime Minister Vucevic spoke highly of the Serbia-China relations and expressed confidence in the project’s timely completion.

    Chinese Ambassador Li Ming said, “We hope this project will contribute to a better quality of life for the people of Novi Sad and serve as a new symbol of the friendship between China and Serbia.”

    According to Serbia’s Minister of Construction, Transport and Infrastructure Goran Vesic, the construction is expected to take 24 months, with the bridge set to be completed by 2027.

    The new bridge, spanning 450 meters in length and 12 meters in width, will include a tunnel connection allowing visitors to reach Petrovaradin Fortress, one of the city’s most iconic landmarks, via an elevator, local media reported.

    Cutting value-chain emissions could be key to reducing carbon footprints to net zero, ITU-WBA report shows.

    Geneva, 30 September 2024 – The carbon footprint of the digital technology sector is growing to keep pace with global demand for hardware, network services, data storage and emerging technologies, according to a report co-authored by the International Telecommunication Union (ITU) and the World Benchmarking Alliance (WBA).  

    Alongside commitments expressed across industry to embrace both digital growth and environmental sustainability, the report reveals an overall decline in progress towards climate goals. Greenhouse gas (GHG) emissions and energy consumption in the global tech sector have increased, while transparency and accountability remain a challenge.

    Greening Digital Companies 2024 offers insights and best practices to help tech companies worldwide accelerate their emissions reductions, achieve low-carbon operations, and improve climate reporting.

    “An effective green transition needs digital companies to drive progress and lead by example,” said ITU Secretary-General Doreen Bogdan-Martin. “This report is an important tool for understanding where to focus efforts to maximize digital technology’s immense potential to advance sustainability in the face of climate change for the digital future we want. The report’s findings formulate a clear call for action for leaders gathering at the Green Digital Action meeting at COP29’s landmark Digitalisation Day.”

    Balancing benefits and costs

    Digital technologies offer numerous socio-economic benefits and can accelerate progress on the UN’s Sustainable Development Goals (SDGs).

    Tech can enhance weather predictions and climate-change monitoring, optimize energy use, and help integrate low-emission technologies.

    But to advance sustainable development, industry must monitor and address its own environmental challenges, including carbon emissions, energy and water consumption, e-waste, and raw-material depletion.

    Greening Digital Companies 2024 evaluates the greenhouse gas emissions and energy use of 200 leading digital companies around the world.

    Of the 200 companies covered in the report, 148 reported electricity consumption totaling 518 terawatt-hours (TWh) in 2022, about 1.9 per cent of the world total. The 10 companies with the highest consumption levels – all headquartered in East Asia or the United States – consumed 51 per cent of this total, 9 per cent higher than in 2021.

    Assessing the corporate value chain

    The report’s 2024 edition provides the first comprehensive overview of corporate value-chain emissions. Often referred to as “Scope 3,” these make up most of the emission footprints of digital companies.

    Scope 3 emissions include everything from material suppliers and outsourced device production to the use of a company’s end-products by consumers. Such end-products range from cell phones and computers to search engines and AI chatbots.

    On average, these emissions are six times greater than the combined Scope 1 and Scope 2 emissions that a company produces itself or is responsible for indirectly, according to the report.

    Many companies struggle to accurately calculate and attribute their Scope 3 emissions, with common challenges including lack of data from suppliers, double counting, and inconsistent application of emission-allocation principles.

    “Digital companies need to do their part in the fight against climate change,” said Lourdes O. Montenegro, Director of Research and Digitisation at the World Benchmarking Alliance. “This report uniquely offers evidence-based insights on the sector’s state of play. We are bringing these data and insights to the attention of the international community to help ensure that the impact on people and planet is consequential to success in business.”

    Managing emissions from emerging technologies

    The rapid growth of artificial intelligence (AI) technologies will further strain energy resources and keep adding to emissions, the report makes clear.

    The report also notes the contributions that AI and other transformative technologies can make to support sustainable development.

    To help digital companies meet sustainability goals, Greening Digital Companies 2024 underscores the role of governments in implementing monitoring frameworks and accelerating the availability of green energy.

    “From the development point of view, it is increasingly important for industry players to more closely monitor their own greenhouse gas emissions and act to reduce emissions and energy use,” said Cosmas Zavazava, Director of the ITU’s Telecommunication Development Bureau.

    “GHG impacts can be devastating and include extreme and changing weather patterns and rising sea levels. If left unchecked, climate change will undo part of the development progress of the past. Governments can support the tech industry’s efforts to balance innovation with sustainability, fostering a twin transition towards digital growth and environmental responsibility.”

    Liberalizing energy markets, reducing red tape for permitting, modernizing power grids, and investing in energy storage are all ways that governments can support industry sustainability efforts. Renewable energy investment is also critical.

    Research and analysis to support green digital action

    Greening Digital Companies 2024 reflects ITU’s wider push for effective climate action across the global tech industry.

    ITU, the UN Agency for Digital Technologies, urges the industry to take responsibility for its own emissions; helps develop and promote technical standards to cut emissions in line with global climate goals; and encourages industry partners worldwide to support ITU’s Green Digital Action, aiming to strengthen the contribution of digital technologies to climate and environmental action.

    Greening Digital Companies 2024 report: a focus on Scope 3 emissions

    The Greening Digital Companies 2024 report provides the first comprehensive overview of corporate supply chain, or Scope 3, emissions, which are roughly six times Scope 1 and 2 emissions combined.

    Scope 3 emissions are indirect emissions from a company’s upstream and downstream activities, such as outsourced suppliers in information and communication technologies (ICTs) manufacturing and emissions from the use of products like computers and smartphones.

    By definition, Scope 3 emissions are outside the company’s direct control. But firms can exert important influence through their choice of suppliers, on the one hand, and the energy efficiency of their products and services, on the other.

    Scope 3 reporting, however, is beset by a lack of data from suppliers and transparency. A total of 75 of the 200 companies provide relevant data across all 15 categories, ranging from purchased goods/services, upstream transportation and distribution, waste generated in operations, to business travel, use of sold products, and downstream leased assets. But most fall short in their reporting.

    “Despite an abundance of guidance, the majority of digital companies do not calculate a full Scope 3 emissions inventory,” said the report. “This makes it impossible to assess progress in reducing emissions across their value chain.

    While 103 digital companies covered in this report have submitted an emissions reduction target to SBTi, only 73, just over one-third, have a Scope 3 target.

    • Only three of 200 digital companies scored 90% or higher (Apple, Logitech, Telefonica).

    • 26 companies scored 75% or higher (see figure below), up four from the assessment in the 2023 edition of the report.

    • Only 70 companies had at least a “passing grade” of 50%, and 27 scored zero.

    • The top 26 performers are all headquartered in Europe or the US

    SCOPE 1 & 2: OPERATIONAL EMISSIONS

    ● 166 companies reported emissions totaling 293 million tCO2e in 2022, amounting to 0.8% of global emissions from energy use and 12% more than in 2021.

    ● Top 10 emitting companies – all in the US or East Asia – accounted for 55%of the total, with all but one reporting increased operational emissions in 2022.

    ● The Science Based Target initiative (SBTi) has not validated the emissions reduction target of any top ten emitters as aligned with the Paris Agreement 1.5°C target.

    ELECTRICITY & RENEWABLE ENERGY

    ● 2022 electricity consumption for the 148 companies providing data topped 500 terawatt-hours (TWh), 1.9% of the global total.

    ● The top ten – all headquartered in East Asia and the US – consumed 51% of the total, 9% more than in 2021.

    ● The top four corporate purchasers of renewable energy globally in 2022 were digital companies: Amazon, Meta, Alphabet and Microsoft (see figure below).

    ● Sixteen companies reported sourcing 100% renewable electricity (see figure below). Four of which – Alphabet, Amazon, Microsoft and Deutsche Telekom – highlight that despite purchasing renewable electricity, it is not always available where their data centres are located or the electricity grid was not always supplying them.

    ● Four top ten companies consuming electricity in 2022– Alphabet, Amazon, Microsoft and Deutsche Telekom – purchased 100% renewable energy, but it has not always been available where needed.

    ● Samsung and TSMC have committed to 100% renewable electricity, but not before 2050 and 2040 respectively.

    ● None of the three Chinese telecom operators in the top ten electricity consumers have made commitments towards 100% renewable electricity.

    TARGETS VALIDATED BY THE SCIENCE BASED TARGETS INITIATIVE (SBTi)

    ● 104 (out of 200) digital companies have submitted Scope 1 & 2 emissions reduction targets to the SBTi, of which 69 have been validated.

    ● Of the 69 validated targets: 45 companies are on track, 13 are not on track, and 11 have seen emissions rise.

    ● Validated targets account for 19% of the 200 companies’ total emissions (56 million tCO2e).

    ● 81% of the 294 million tCO2e of total operational emissions are not covered by an SBTi target.

    SCOPE 3: CORPORATE VALUE CHAIN EMISSIONS

    ● Among companies that report all relevant Scope 3 emissions, Scope 1 accounts for 4%, Scope 2 for 15% and Scope 3 for 81%. Scope 3 emissions are on average 6 times greater than Scope 1 and 2 combined (see figure below).

    ● Only 75 of 200 companies provided a complete Scope 3 inventory despite it accounting for most digital company emissions.

    AI & DATA CENTERS

    • Generating responses to Chatbot queries (“inference”) accounts for up to 90% of total machine learning cloud computing costs according to research by Amazon Web Services.

    • A ChatGPT inquiry needs almost ten times as much electricity to process as a standard web search.

    • Data centers consumed about 460 TWh of electricity in 2022, a figure which is projected to increase 35% to 100% by 2026. At the upper end of this range, this demand is roughly equivalent to the electricity consumption in Japan.

    • Large cloud providers are experiencing rapid growth in energy use and consequent emissions. Alphabet, Amazon and Microsoft operational GHG emissions are up 62% from 2020 reaching 47 million metric tons in 2023 (see figure below). Electricity use has grown even faster, up 78% over the same period and standing at just over 100 TWh in 2023, around what the entire country of the Philippines uses in a year. The trio have made huge investments to decarbonize their operations: they all procure 100% renewable electricity and they were three of the top four corporate purchasers of green energy in 2022.

    • Given the uncertainty surrounding the climate impacts of AI, it will be important for energy usage and GHG emissions to be included as key metrics when evaluating AI models.

    ADDITIONAL NUMBERS

    ● The number of global Internet users has doubled since 2010, and data traffic has expanded 25-fold

    ● E-waste increased 82% from 2010 to 2022, and on current trends will reach 82 million metric tonnes by 2030, equivalent to nearly 8 kg of e-waste per person every year according to the Global E-waste Monitor 2024.
