  • MIL-OSI United Nations: UNICEF deplores ‘unconscionable’ killing of families lining up for aid in Gaza

    Catherine Russell said she was appalled by the reported killing of 15 Palestinians, including nine children and four women, who were waiting in line for nutritional supplements provided by Project Hope, a UNICEF partner organization.

    The incident occurred in Deir Al-Balah. An additional 30 people were injured, including 19 children. News reports indicate that it resulted from an Israel strike. 

    ‘Mothers seeking a lifeline’

    “The killing of families trying to access life-saving aid is unconscionable,” she said in a statement.

    These were mothers seeking a lifeline for their children after months of hunger and desperation.”

    They included Donia, whose one-year-old son, Mohammed, was killed. She reported that the boy had spoken his first words to her just hours earlier.

    “Donia now lies in a hospital bed, critically injured by the blast, clutching Mohammed’s tiny shoe,” said Ms. Russell.  “No parent should have to face such tragedy.”

    A ‘cruel reality’

    For the UNICEF chief, “this is the cruel reality confronting many in Gaza today after months of insufficient aid being allowed into the territory, and parties to the conflict failing to uphold basic responsibilities to protect civilians.”

    She explained that “the lack of aid means children are facing starvation while the risk of famine grows,” warning that “the number of malnourished children will continue to rise until life-saving aid and services are resumed at full scale.”

    “International law is clear: all parties to the conflict have an obligation to protect civilians and ensure the safe and unimpeded delivery of humanitarian assistance,” she said.

    “We call on Israel to urgently review its rules of engagement to ensure full compliance with international humanitarian law, notably the protection of civilians including children, and to conduct a thorough and independent investigation of this incident and all allegations of violations.”

    UN condemns killings

    The UN yet again condemned the killing of civilians in Gaza, Spokesperson Stéphane Dujarric told journalists in New York.

    Furthermore, the UN humanitarian affairs office OCHA “stresses that parties are bound by international humanitarian law to prevent such excessive death and injury of civilians in the midst of war,” he added.

    OCHA reported that another strike on Thursday reportedly hit the office of a humanitarian partner in Gaza City. Three staff there were killed. 

    Fuel running out

    Mr. Dujarric also updated journalists on the dire fuel situation in Gaza, which impacts both the population and humanitarians.

    A UN team managed to bring roughly 75,000 litres of fuel from Israel into the beleaguered enclave on Wednesday, marking the first such provision in 130 days.

    He warned, however, that fuel is still running out and services will shut down if greater volumes do not enter immediately.

    Water services at risk

    We and our humanitarian partners need hundreds of thousands of litres of fuel each day to keep essential lifesaving and life-sustaining operations going, meaning the amount entered yesterday isn’t sufficient to cover even one day of energy requirements,” he said.

    One aid partner reported that fuel shortages could soon cut off supplies of clean drinking water to about 44,000 children, he added, which would further increase the risk of cholera, diarrhoea, dysentery and other waterborne illnesses. 

    Meanwhile, UN partners providing education services said that between October 2023 and this June, 626 temporary learning spaces have been established in Gaza, with 240,000 students enrolled, roughly half of them girls. 

    However, only 299 spaces are currently operational due to the ongoing displacement orders, funding shortfalls and other challenges.

    Aid workers also going hungry

    Humanitarian partners in Gaza – who include first responders, health workers, and aid workers – “continue to deliver food and other assistance under intolerable conditions, and they themselves are facing hunger,” said Mr. Dujarric.

    “A number of our own colleagues are also facing hunger. They also face water scarcity and threats to their personal safety, just like everyone else in Gaza,” he added.

    The Spokesperson reiterated the UN’s long-standing message that “this catastrophic situation must end.”  He stressed that “a ceasefire is not only urgent, it is long overdue,” while also calling for the unconditional and immediate release of all hostages.

    West Bank operations

    Mr. Dujarric also addressed the situation in the West Bank, where humanitarians report and continue to warn of the intensification of Israeli operations in the northern areas.

    These operations are causing massive destruction, driving further humanitarian needs and dampening hopes of thousands of displaced families that they will eventually be able to go back home,” he said.

    “Meanwhile, attacks, harassment and intimidation by Israeli settlers against Palestinians have become a daily reality.”

    He cited a settler attack on 3 July that led to the displacement of the Mu’arrajat East Bedouin community in the central West Bank. 

    “This is the ninth community to be fully displaced in the Ramallah and Jericho areas since January 2023 following the recurrent attacks by Israeli settlers.”

    The Bank of Russia plans to improve the quality of issuers’ reporting, increase its value and ensure greater demand. Your suggestions the regulator puts it up for public discussion.

    First of all, it is proposed to eliminate duplication of information. Currently, issuers are required to publish reports on their activities twice a year – at the end of 6 and 12 months. Moreover, these documents have static sections where there is no promptly updated information, for example, a section on corporate governance. It is advisable to disclose such information in the annual report – a key tool for communicating with investors. Moreover, the regulator considers it necessary to standardize this document: it will have mandatory chapters that the issuer will be able to structure at its own discretion. Currently, there are no strict requirements for its composition – it is important that it simply exists.

    The Bank of Russia also proposes to eliminate the time lag between the publication of consolidated financial statements and the issuer’s report, which explains the reasons for achieving such results. According to the regulator, these documents should be disclosed simultaneously so that the market has up-to-date information on the company’s activities.

    One of the important initiatives is the transition from manual preparation of reports to electronic formats. The use of machine-readable forms will reduce the time for processing and analyzing data, which will help investors make investment decisions based on high-quality information.

    The Bank of Russia has analyzed and summarized the accumulated law enforcement practice in the retail mutual investment fund (MIF) market, international experience, as well as initiatives of market participants, and proposes to discuss possible directions for the development of this segment.

    One of the development vectors may be the expansion of investment opportunities for retail funds. It is proposed to increase the list of non-traded securities in which they can invest, but to set a limit. Digital financial assets may also appear in the list of objects available for mutual funds for investment. This will require creating a legal framework, as well as developing a procedure for separating and storing such assets. But retail funds will not be able to start investing in them immediately, but over time.

    Market participants also proposed creating opportunities for the emergence of funds with increased financial leverage in Russia. These are borrowed funds or derivative financial instruments that the fund additionally uses to generate profit. Currently, the amount of financial leverage that a mutual fund for non-qualified investors can take on is limited to 20% of the fund’s net asset value (with the possibility of deviation up to 40% as a result of market factors). The Bank of Russia believes that increasing the leverage entails increased risks and requires additional investor protection measures.

    The idea of creating a fund of funds also requires a comprehensive assessment. Currently, in Russia, a management company cannot acquire investment units of one mutual fund under its management as part of the assets of another mutual fund under its management. However, in international practice, there are master-feeder fund structures – this is the name for a central fund consisting of assets collected from other funds under its management. The regulator proposes to discuss the prospects for using such structures in Russia, as well as the problems that they will help solve in the collective investment market.

    In addition, the report considers proposals to speed up operations with units. Currently, the procedures for issuing, redeeming and exchanging investment units of open-end mutual funds, as a rule, take place within 1 to 4 business days from the moment the client provides all the necessary documents and makes the payment. It is proposed to consider the possibility of reducing this period so that operations are carried out in T 0 mode.

    In June, the volume of incoming payments processed through the Bank of Russia increased after a decline in May and was 0.1% higher than the average level in Q1 2025.

    Excluding extractive industries, oil product manufacturing and public administration, receipts decreased by 0.6%. A decrease in incoming payments in June was recorded in the consumer, investment and external demand sectors.

  • MIL-OSI: Gevo’s RNG Subsidiary Closes $40 Million in New Bond Sales, Refinances Debt, and Strengthens Gevo Balance Sheet

    ENGLEWOOD, Colo., July 10, 2025 (GLOBE NEWSWIRE) — Gevo, Inc. (NASDAQ: GEVO) is pleased to announce that Barclays Capital Inc. has purchased $40 million of newly issued non-recourse tax-exempt private activity bonds (the “2025 Bonds”) issued by the Iowa Finance Authority for the benefit of Gevo’s wholly owned subsidiary, Gevo NW Iowa RNG, LLC (“Gevo RNG”). The bond proceeds were used to refinance $40 million of the previously issued Iowa Finance Authority Solid Waste Facility Revenue Bonds (Gevo NW Iowa RNG, LLC Renewable Natural Gas Project), Series 2021 (Green Bonds) (the “Previous Bonds”), which were issued in the aggregate principal amount of $68.2 million and secured by an irrevocable direct pay letter of credit. This partial refinancing of the Previous Bonds enabled Gevo to release $40 million of restricted cash that was securing the letter of credit and increase its balance sheet liquidity by approximately $30 million after paying transaction costs and funding reserves associated with the 2025 Bonds.

    Gevo expects to release additional restricted cash later this year by refinancing the remaining balance of the Previous Bonds through the issuance of an additional series of 2025 Bonds.

    Gevo RNG generates renewable natural gas (“RNG”) by collecting manure on dairy farms and placing it in anaerobic digesters installed on those farms, where biogas is captured, then refined to serve as a more sustainable alternative to fossil natural gas as a transportation fuel. Gevo RNG sells the RNG into California via a marketing agent. In March 2025, Gevo RNG received California Air Resources Board (“CARB”) certification of a carbon intensity score of negative 339 gCO2e/MJ to be used in calculating California’s Low Carbon Fuel Standard (“LCFS”) credits. Under current LCFS modeling, RNG produced by Gevo RNG is expected to yield upwards of 175,000 metric tons of carbon dioxide equivalent greenhouse gas emissions reductions annually. A significant value of these plans lies in their ability to streamline or even proactively preempt the often-lengthy Incidental Take Permit process, a benefit that works both in favor of industry and the Service. Though not applicable in all situations and for all species, the Associations’ members already successfully leverage various CBAs and HCPs for species such as the Dunes Sagebrush Lizard, the Lesser Prairie Chicken, the Texas Hornshell Mussel, and the Monarch Butterfly.     • The Adriatic Link, a strategic project for Italy’s energy system included in the National Integrated Plan for Energy and Climate, is Terna’s submarine power line that will connect the Marche and Abruzzo regions.
    • The financing for Terna is structured as follows: a €750 million loan from the EIB, a €500 million loan from Intesa Sanpaolo, and an additional €250 million credit line from Intesa Sanpaolo with indirect EIB funding. All transactions are backed by SACE’s Archimede Guarantee for an amount exceeding 1 billion.

    The European Investment Bank (EIB), Terna, Intesa Sanpaolo (IMI Corporate and Investment Banking Division) and SACE have signed agreements totalling €1.5 billion to back the development and construction of the Adriatic Link, the submarine power cable linking the Italian regions of Marche and Abruzzo. The main objectives of the project are to strengthen energy exchange in central Italy and promote the integration of renewable energy sources.

    The signature ceremony took place in Rome today with the participation of EIB Group President Nadia Calviño, EIB Vice-President Gelsomina Vigliotti, Terna CEO and General Manager Giuseppina Di Foggia, SACE CEO and General Manager Alessandra Ricci, and Head of Industry Infrastructure in Intesa Sanpaolo’s IMI Corporate and Investment Banking Division Riccardo Dutto.

    The operation is financially structured into three tranches, all of which are covered by SACE’s Archimede guarantee for an amount exceeding 1 billion euros:

    • A €750 million loan granted by the EIB to Terna, with a duration of 22 years;
    • A €500 million credit line provided by Intesa Sanpaolo to Terna, with a duration of 7 years;
    • An additional €250 million loan from Intesa Sanpaolo, with funding made available by the EIB and a duration of 7 years, in support of the project.

    The Adriatic Link is strategically important for Italy’s power grid and is part of the country’s national energy and climate plan. It will strengthen energy exchange in central Italy, meeting the security and flexibility needs of the national power grid and development and renewable energy integration targets

    The high-voltage direct current (HVDC) line will be 251 km long, 210 km of which will be submarine cable at a maximum depth of around 100 metres. It will have a nominal active transmission capacity of 1 000 MW and will link the Fano (Province of Pesaro and Urbino) and Cepagatti (Province of Pescara) electrical substations. The cable will be underground or under the seabed for the entire route, minimising the impact on the region. Work (authorised by the Ministry of the Environment and Energy Security in January 2024) on land began late last year.

    The project will also have a positive economic impact in cohesion regions, contributing to local development.

  • MIL-OSI Europe: EU Member States join programme supporting EU exports to Ukraine

    Ten EU Member States – Denmark, Finland, France, Germany, Italy, Latvia, Romania, Slovakia, Slovenia and Spain – have joined InvestEU’s Ukraine Export Credit Pilot, a guarantee facility backed by the European Investment Fund (EIF), part of the European Investment Bank Group. Three more countries are expected to join the programme soon. 

    Under the programme, national export credit agencies in each country each country will receive an EIF-backed guarantee for national exporters of goods and services to Ukraine. They are also eligible for support from InvestEU Advisory services.

    The guarantees help reduce financial risks and keep exports flowing – from machinery and building materials to critical technologies – while also supporting Ukraine’s deeper integration into the EU single market and its longer-term path toward EU membership.

The grants are being awarded to five projects in Nevada that will collectively create over 270 units of new affordable housing throughout the state.

    This year marks the third year of the Nevada Targeted Fund, which was developed in collaboration with U.S. Senator Catherine Cortez Masto of Nevada to innovate meaningful solutions to encourage and fund needed affordable housing projects. To address the dire need in Nevada, FHLBank San Francisco launched the Nevada Targeted Fund, the first state-targeted fund in the FHLBank System, to specifically fund affordable housing projects in Nevada. According to the National Low Income Housing Coalition, the supply of affordable and available rental homes in Nevada is 17 for every 100 extremely low-income renter households. Nevada is the state with the most extremely low-income households in the nation, earning between 0% to 30% of area median income who are severely cost burdened, meaning the household spends more than 50% of its income on housing costs, including utilities.

    WASHINGTON, D.C. – U.S. Senators Cory Booker (D-NJ), Elizabeth Warren (D-MA), Ruben Gallego (D-AZ), Sheldon Whitehouse (D-RI), and U.S. Representative Rosa DeLauro (D-CT) led a letter to Andrew Ferguson, Chair of the Federal Trade Commission (FTC), urging the agency to investigate tariff-enabled corporate price gouging which is raising costs for American families, and to use its full authority to prevent these unfair and deceptive corporate actions.
    The lawmakers previously wrote to the FTC warning that large companies could take advantage of the Trump Administration’s chaotic tariff strategy to price gouge consumers. The letter noted that the on-again, off-again tariff confusion and uncertainty has created a cover for large corporations to raise prices on all goods, regardless of whether they are actually subject to new tariffs, and to increase prices above and beyond what is necessary to cover any additional costs. Chair Ferguson did not respond to the lawmakers’ letter and has yet to take discernible action to prevent tariff-related price gouging, despite his own warning that President Trump’s tariffs “should not be interpreted as a green light for price fixing or any other unlawful behavior.”
    In June 2025, the Federal Reserve Bank of New York released new survey results showing that “a significant share” of companies raised prices of goods and services that are not subject to tariffs, confirming that businesses were indeed “taking advantage of an escalating pricing environment to increase prices.”
    Anecdotes from the Federal Reserve illustrate that tariff-enabled price gouging is already a significant and legitimate concern:
    A heavy construction equipment supplier “raised prices on goods unaffected by tariffs to enjoy the extra margin.” 
    A contact at the Federal Reserve Bank of San Francisco “observed that price increases that had been implemented in anticipation of certain tariffs were not rolled back once those tariffs were removed.”
    The President of the Federal Reserve Bank of Cleveland said she heard of firms “raising prices even though they aren’t affected by tariffs because competitors who do face higher import taxes are raising prices.”  
    “This Administration’s reckless approach is spiking costs for small businesses and creating opportunities for billion-dollar companies to grow their profits and take advantage of consumers,” wrote the lawmakers. “The FTC should be utilizing its full authority to prevent these unfair practices.”
    The lawmakers concluded the letter by urging the FTC to use its 6(b) authority to investigate any tariff-enabled price gouging and to issue a report on its findings.

  • MIL-OSI Submissions: Returning to the office isn’t the answer to Canada’s productivity problem — and it will add pressure to urban housing

    As companies face pressure to increase productivity, many are calling workers back to the office — even though there is limited evidence that return-to-office policies actually improve innovation or performance.

    In cities like Toronto and Vancouver, where many major companies are headquartered, this is putting pressure on people to live near expensive downtown areas.

    As of April 2025, average one-bedroom rents were $2,317 in Toronto and $2,536 in Vancouver, with North Vancouver even higher at $2,680. If return-to-office policies continue, more workers may be forced into these pricey city centres, adding pressure to already overheated housing markets.

    Since early 2025, return-to-office policies have added to Canada’s housing stress. The Royal Bank of Canada, for instance, now requires staff in the office four days a week, and Amazon ended remote work in January. While rents haven’t jumped yet, similar policies in the U.S. have already pushed up demand, and may be a sign of what’s to come.

    In Washington, D.C., rents rose 3.3 per cent after federal employees were called back to offices. Cities like New York and San Francisco also saw rent increases linked to companies like JPMorgan Chase, Meta and Salesforce reversed remote work policies.

    The myth of office productivity

    According to the Bank of Canada, Canada’s economy is being negatively affected by low productivity. Low productivity slows Canada’s economic growth and keeps wages low. It also makes inflation worse because supply can’t keep up with demand. A productive economy meets demand more easily, keeping prices stable.

    In response, many companies are pushing return-to-office as the answer. RBC CEO Dave McKay endorsed a return to the office back in 2023, saying that “the absence of working together” has hurt innovation and productivity.

    At Google, under mounting pressure to compete in artificial intelligence, co-founder Sergey Brin also pushed for full-time office work, calling a 60-hour week the “sweet spot” for productivity.

    But recent research shows the story isn’t so simple. A University of Chicago working paper found that strict return-to-office rules can cause senior staff to leave, which hurts innovation.

    Another study of 48,000 knowledge workers in India found that hybrid setups — where some people are in the office and others work from home — can make it harder to share ideas and work together.

    Meanwhile, a Stanford-led study found that working in the office just two days a week kept productivity strong and cut employee turnover by 33 per cent.

    Where people live matters more

    Return-to-office mandates also aren’t a guaranteed way to boost productivity. A 2023 study supported by housing organizations across Canada found that affordable, well-located housing helps people find better jobs and specialize in their work.

    But when housing costs are high and commutes are long, productivity drops, especially for lower-income workers. Long commutes and high living costs create stress, limit mobility and cause people to miss out on job opportunities.

    Studies show that investing in technology and training workers matters much more. Research from the Canadian Research Data Centre Network finds that workplace training improves productivity in most sectors.

    A recent report from the Canada Mortgage and Housing Corporation also shows that high housing costs make it harder for many people to live in big cities, which ultimately reduces diversity in the workforce and weakens the economy.

    Affordable housing could boost productivity

    Housing in Canada is often viewed in two ways. One treats it as a commodity, where prices follow supply and demand. In this view, policies focus on increasing supply and offering market incentives. The other sees housing as a public need and a basic right, and calls for government action to ensure affordability and stability.

    In practice, market forces can undermine policies designed to meet housing needs and ensure affordability. In Toronto, for example, developers resisted inclusionary zoning rules that require or encourage developers to include a certain percentage of affordable housing units within new residential developments. Instead, they delayed projects or chose to build high-end condos in different zones.

    This tension between housing as a commodity and housing as a public good is central to Canada’s current housing strategy. Prime Minister Mark Carney’s government has pledged to build 500,000 new homes annually by 2035 using tools like public lands, modular housing and tax incentives.

    While this supply-focused strategy targets long-term housing needs, it must also account for today’s complex economic realities such as inflation, increasing unemployment and economic stagnation due to lagging productiviy.

    Without tackling affordability and access directly, building more homes alone won’t be enough.

    Rising home prices and rents have played a major role in driving inflation. In Canada’s Consumer Price Index, shelter makes up about 29 per cent of overall household spending.

    The real foundation of a productive economy

    Return-to-office policies often focus too much on one thing: how much each worker produces. But that narrow view of productivity ignores what really supports good work: access to affordable housing, time for training and flexibility to relocate for better job opportunities.

    To address productivity challenges, companies should invest in job-specific training, digital skills and ongoing learning to help employees adapt to new tools and processes, and the should offer more flexibility. What workers need most are affordable homes, shorter commutes and real opportunities to grow — not added stress and rising costs.

  • MIL-OSI Africa: Organization of the Petroleum Exporting Countries (OPEC) Must Lead the Charge to Reverse Global Fossil Fuel Financing Bans

    The African Energy Chamber (AEC) (www.EnergyChamber.org) – the voice of the African energy sector – is urging OPEC member states and their allies to take decisive action to reverse global bans on fossil fuel financing and champion Africa’s right to develop its oil and gas resources. As the 9th OPEC International Seminar convened on Tuesday in Vienna, the Chamber reiterated that it is time to urgently put upstream financing back on the table and push back against policies that deny African nations the capital needed to industrialize, grow and lift millions out of poverty.

    For too long, Africa has borne the brunt of contradictory global energy policies. While developed nations continue to fast-track public and private investments into natural gas to bolster their own energy security, multilateral institutions enforce blanket bans on upstream oil and gas financing that disproportionately restrict African countries. In 2019, the European Investment Bank announced it would end fossil fuel financing by 2021, a position echoed by several European development agencies and financial institutions. The World Bank followed suit, gradually phasing out support for oil and gas and culminating in a near-total exclusion of upstream fossil fuel investments. While these policies may align with net-zero targets in wealthy economies, in Africa, they are actively obstructing access to energy, job creation and industrial growth.

    Yet even as development finance dries up abroad, Europe has made clear exceptions for itself. Under its 2022 Taxonomy for Sustainable Activities, the EU classified certain natural gas and nuclear investments as “transitional” – opening the door for continued funding within its borders. The result is a glaring double standard: natural gas is deemed essential for energy security in Berlin and Brussels, but off-limits in Lagos or Dakar. This hypocrisy must be addressed if the global energy transition is to be just and equitable.

    Africa holds more than 125 billion barrels of proven oil reserves and over 620 trillion cubic feet of natural gas, yet over 600 million Africans lack access to electricity, and more than 900 million lack access to clean cooking fuels. In this context, African nations need robust investment in oil and gas infrastructure – not ideological restrictions that ignore the realities on the ground.

    “What Africa needs right now is to drill, baby, drill. Most of our multilateral institutions don’t finance oil and gas – they say it’s wrong. It’s extremely hypocritical. Denying fossil fuel investment is denying economic justice, food security and a pathway out of poverty for millions,” said NJ Ayuk, Executive Chairman of the AEC. “We can’t keep apologizing for oil. No country in the world has developed through renewables alone. OPEC members must pressure institutions like the World Bank to lift their financing bans and support Africa’s right to industrialize.”

    At the OPEC Seminar, the AEC urged producing countries to rally around three urgent financial priorities. First, OPEC members must press the World Bank and other multilateral institutions to lift harmful financing restrictions on fossil fuels. It is untenable that the World Bank – originally established to support post-war reconstruction and global development – continues to deny funding for upstream oil and gas projects across Africa. With recent signals from Bank leadership hinting at a possible policy shift, now is the time for oil-producing nations to push for a reversal that puts energy access and economic transformation in the Global South at the center of development finance.

    Second, OPEC countries – with their sovereign wealth funds and surplus revenues – are uniquely positioned to create a dedicated investment vehicle for fossil fuel development in underfunded markets. An OPEC-led facility focused on financing strategic upstream projects could prove instrumental in unlocking capital for bankable ventures across Africa. Such a fund would not only accelerate production but also help stabilize global supply and pricing.

    Finally, the Chamber emphasizes the need for a pragmatic, dual-track approach to the energy transition that recognizes the differing realities of the Global North and South. While developed nations move toward decarbonization, Africa must prioritize industrialization and energy security. Natural gas – abundant, reliable and cleaner-burning than coal – offers a critical bridge fuel to power fertilizer production, manufacturing, petrochemicals and regional electricity networks.

    True climate justice must include energy justice, which means recognizing Africa’s right to harness its resources, grow its economies and meet the needs of its people on its own terms. Africa does not need charity; it needs capital. As the voice of Africa’s energy sector, the Chamber stands firm in its call for OPEC producers and the World Bank to help deliver it.

    H.E. Ahmed Shide meets with the World Bank Executive Director for Africa Group 1 Constituency, Dr. Zarau Kibwe arrives for a three-day official visit in Ethiopia. Dr. Kibwe represents Ethiopia and a group of 21 other African countries in the World Bank Board. 

    His Excellency briefed the Executive Director on the successful implementation of the macroeconomic reform, strong portfolio performance, and discussed ways to deepen cooperation between Ethiopia and the World Bank. 

    During the meeting, H.E. Minister Ahmed Shide commended the World Bank’s critical role in supporting Ethiopia’s development priorities, with a portfolio exceeding $16 billion across key sectors, including the recent USD 1 billion support for Development Policy Operations II.
