    Grants will be offered between £3,000 and £100,000, at a maximum 50% intervention rate of total project costs the funding is for.

    Funding will come from the UK Shared Prosperity Fund (UKSPF).

    The latest grants will be launched at a free Business Support Roadshow – supported by Business Growth West Midlands – at Molineux Stadium (WV1 4QR) on Tuesday 8 April, between 10am and 12.30pm, where full details of grant eligibility, impact measures and the application processes will be shared along with details of some of the other new business support programmes.

    The window for Expressions of Interest in the grants will open the same day and close on 30 April, 2025.

    Councillor Chris Burden, City of Wolverhampton Council Cabinet Member for City Development, Jobs and Skills, said: “In Wolverhampton, we are utilising the UKSPF funds to support SMEs in maximising their offer and capitalising on opportunities being generated by investment in our city.

    “The allocation of UKSPF funding over the past 12 months is helping to create more than 80 new jobs, safeguard a further 179, and underpin a projected average growth rate of over 14%.

    “I would urge businesses to sign up for the event on 8 April to find out exactly what funding is available to them.

    “Following the event there will also be support in place to help guide businesses through the process to access these grants.”

    Wolverhampton business Barr and Grosvenor – manufacturers of calibrated weights and producers of specialised castings in iron, brass, bronze and other white metals – benefitted from the previous round of grants, securing £14,000 for a capital investment critical to securing a contract to renovate Blackfriars Bridge in London.

  • MIL-OSI China: China to advance follow-up procedures of WTO case after US accepts tariff consultations: commerce ministry

    China will proceed with follow-up procedures of its World Trade Organization (WTO) case against the United States for imposing additional tariffs on Chinese goods after the United States agreed to consultations under the WTO dispute settlement mechanism, a Ministry of Commerce spokesperson said on Thursday.

    The United States agreed to consultations on March 14, and China will advance subsequent procedures in accordance with WTO rules, spokesperson He Yadong told a regular press briefing.

    When asked about U.S. Senator Steve Daines’ recent visit to China, He noted that economic and trade departments from both countries have maintained communication through various channels.

    The spokesperson reiterated China’s firm opposition to U.S. unilateral imposition of additional tariffs and its stance against the politicization, weaponization, and instrumentalization of economic and trade issues.

    China is willing to engage in candid dialogue with the United States based on mutual respect, equality and mutual benefit, the spokesperson said.

  • MIL-OSI China: China, New Zealand hold first round of talks on services trade negative list

    BEIJING, March 27 — China and New Zealand have held the first round of negotiations on a services trade negative list under their free trade agreement (FTA), China’s Ministry of Commerce said Thursday.

    The talks, held in Beijing from March 25 to 26, made positive progress and focused on establishing the principles, scope and framework for the negative list negotiations, the ministry said in a statement.

    The ministry added that the two countries will implement important consensus reached by their leaders while actively advancing the negotiation process to elevate bilateral trade and investment cooperation.

    The FTA was signed in April 2008 and came into effect in October of the same year. In January 2021, the two sides signed an upgraded protocol to the FTA, further deepening practical cooperation across various sectors.

  • MIL-OSI USA: Robert Bird: Legal Strategy is an Untapped Competitive Advantage for Companies

    CEOs and corporations should integrate legal strategy – an often-overlooked competitive advantage – into the core of their business plans, says Business law professor Robert Bird.

    “Legal knowledge is the last great source of untapped competitive advantage in organizations, and the corporations that recognize this can unlock a storehouse of value creation that their rivals might miss,’’ Bird says.

    Bird lays out the case for the competitive advantage of legal strategy in a new book, Legal Knowledge in Organizations: A Source of Strategic and Competitive Advantage’’ (Cambridge University Press), which is out today.

    “When applied strategically, legal expertise can reveal opportunities for innovation, improve risk management, foster better decision-making, and support a culture of integrity,’’ he says.

    Legal Strategy Offers Much More than Compliance Mandates

    Take, for example, a company that establishes a strong policy against sexual harassment, Bird says. Instead of ignoring or minimizing sexual harassment concerns, the company prides itself on having zero tolerance and makes support and respect for women a core value of the organization.

    “Legal requirements related to sexual harassment and other workplace rules are more than just mandates. They have the potential to transform organizational culture and support women at all levels of the company,” Bird says. “Ultimately, that becomes a tremendous advantage in recruiting and retaining top talent.’’

    Legal knowledge holds many other strategic advantages as well, Bird says. A pro-active legal team can minimize risk; create contracts with intrinsic value that build relationships, loyalty, and trust; and merge intellectual prowess with corporate integrity.

    Bird says it took about two years to complete the book, but it reflects over 20 years of thought, research, and experience.

    “I’ve had an enduring curiosity about how lawyers and other legal experts can make companies more competitive and also more ethical,’’ he says. “A variety of businesses can profit from this guidance, but pharmaceutical, financial services, health care, and other highly regulated industries can particularly benefit.”

    The new book also offers a step-by-step guide to implementing legal strategy into a company.

    “I think the information in this book can bridge the gap between legal knowledge and business goals,’’ Bird says. “This content is meant to serve the broad business community, from lawyers to aspiring managers to business executives.’’

    Legal Expertise No Longer on the Periphery

    Bird says he believes this strategy has been overlooked by businesses because of the different perspectives that lawyers and businesspeople have.

    “Lawyers tend to be more conservative, and business people are more willing to take risks,’’ he says. “That can be a source of disagreement, but if both sides collaborate with one another there is the potential for a significant value creation.”

    Leveraging legal knowledge into competitive value requires a different way of thinking about how the organization works.

    “To be effective, leadership needs two things, an understanding of the law and an innovative mindset on how to use it in new ways that capture value,’’ he says. “We need to shed the thinking of the legal team as a static, punitive force, and embrace it as something dynamic, a value generator, and part of a fundamental strategy, that is no less valuable than other business disciplines.’’

    Bird emphasizes that legal knowledge must be deployed ethically and in a socially responsible manner.

    “Legal strategy is not a license to circumvent legal obligations, but a valuable opportunity to grow an organization that generates superior value for both business and society,” he says.

    Bird has been a professor of business law at UConn for 21 years and he also serves as the Eversource Energy Chair in Business Ethics. He earned his JD and MBA from Boston University. A prolific writer, he has authored more than 80 articles in the Journal of Law and Economics, American Business Law Journal, the Harvard Journal of Law and Public Policy and the MIT Sloan Management Review and has received numerous research and teaching awards.

    According to ARPA-E, U.S. Department of Energy, while the supply of naturally accumulating hydrogen, in and of itself, can enhance the U.S. energy economy, reduced iron minerals within the Earth’s crust have the theoretical potential to produce even more hydrogen from reactions within the subsurface. Using stimulated mineralogical processes could yield larger quantities of hydrogen than what are produced naturally. Thus, engineering the production of subsurface hydrogen could yield a substantial source of clean energy.

Primary outcome measures include incidence of adverse events (AEs) and serious adverse events (SAEs), incidence of dose limited toxicities and estimation of overall response rate (ORR), complete response (CR), composite complete response (cCR), and measurable residual disease (MRD). Secondary outcome measures include pharmacokinetics (PK).

This will hopefully encourage local people to come together with their neighbours to have their own community celebrations. The deadline to apply for a road closure is 11 April.  

    Councillor Sally Haydon, Cabinet Member with responsibility for Events, says: “This will be a fantastic community event to celebrate VE Day 80. It’s a chance for us all to give thanks and remember those who lost their lives during the war, and to reflect on the past.  

    “Plymouth City Council is proud to be organising a day of celebration on The Hoe. And, whilst residents and communities will need to buy their own Victoria sponges, we are happy to wave the cost of road closures, to enable communities to come together to organise their own celebrations.”

    At the event on The Hoe, The Box will also be bringing history to life with amazing archive film clips showing Plymouth during the war years. Watch these fascinating glimpses into the city’s past on the Big Screen, including the King’s secret visit in 1941 and the bomb damage from the Blitz. 

    Brigadier Mike Tanner OBE ADC – Devonport Naval Base Commander, says:  “From a military perspective, I am always in awe of the enormous courage and sacrifice required to achieve that outcome of “Victory in Europe”.  Both those fighting directly and those back here in Plymouth – who kept the Naval Base running, whilst their houses and city were bombed.   

    “Like every service person, I am always proud of my connection to Plymouth.  But as I think of this 80th anniversary I am massively reminded that today we stand on the shoulders of the giants who led before us.” 

    And let’s not forget, the war in the Far East didn’t end until 15 August 1945, when Japan surrendered. On Friday 15 August, the Royal British Legion will lead the nation in honouring and remembering those who fought and died during the War in the Far East with a service marking 80 years since VJ Day (Victory over Japan) at the National Memorial Arboretum. Plymouth will also commemorate this anniversary with a special church service.

  • MIL-OSI United Kingdom: Young musicians delighted to win Aberdeen competition

    Two talented musicians are celebrating success at the Aberdeen finals of the Scottish Young Musicians Competition 2025, held at the Cowdray Hall, earlier this week.

    Violinist Michelle Tse, a pupil at Aberdeen Grammar School, won the Aberdeen City Council Senior Solo Performer of the Year 2025, which was open to city pupils in Year Four to Year Six at Secondary School.

    Michelle will now represent Aberdeen in the finals of the national competition on Sunday 25 May at the prestigious Royal Conservatoire of Scotland in Glasgow.

    Diya Dileep, a saxophonist, from Cults Academy, won the Aberdeen City Council Junior Solo Performer of the Year 2025, for Year Three pupils at Secondary School and below.

    Councillor Martin Greig, Convener of the Education and Children’s Services Committee, said: “Huge congratulations to Michelle and Diya and well done to all the young musicians who participated in the competition.  We have amazing creative talent in our area. It’s great to enjoy the excellent music-making from our local musicians.

    “I’m sure everyone will join me in wishing Michelle all the very best in the final of the Scottish Young Musician competition in Glasgow in May.”

    Following her winning performance Michelle said: “It was truly an exciting evening—thank you to all my teachers, fellow musicians, and the adjudicators. It is my great honour to represent the City of Aberdeen at the finals.”

    The finalists performed before a panel of external judges: Jenna Main, Business Development Manager, Associated Board of the Royal Schools of Music; Craig McDermott, Head teacher, Northfield Academy; and Clara-Jane Maunder, emerging composer and violinist from Aberdeen, who has also composed the city’s official anthem for the forthcoming Tall Ships festival.

    For the third year running, the Council’s Music Service had organised the local competition, in partnership with the Scottish Young Musicians competition, which is open to all young musicians who go to school in Scotland, whatever standard or age.

    120 young musicians in Aberdeen entered the first round of the competition in January 2025.

    The junior event was held on Monday 24 March and the senior event took place on Tuesday 25 March.

    Aberdeen City and Aberdeenshire Archives will re-open to the public for research visits at the Town House on Broad Street on Tuesday 29 April. The Archives have been closed to the public for almost a year to allow the team to carry out a major collection move from Old Aberdeen House to the Town House.  
     
    The collections of Aberdeen City and Aberdeenshire Archives contain a wealth of documents and records dating from the 12th century to the present day, relating to the rich history and heritage of the City of Aberdeen and the three ancient counties of Aberdeen, Banff and Kincardine. A valuable resource for all kinds of research, they range from minutes, registers, accounts, letters and logbooks, to maps, plans and photographs and include:

    • The oldest and most complete collection of burgh records in Scotland, dating back to 1398, which were recognised by UNESCO in 2013 as being of outstanding historical importance to the United Kingdom.

    • Business records including those of the Port of Aberdeen, the Northern Cooperative Society Ltd., and Esslemont and Mackintosh.

  • MIL-OSI Economics: Lending and Deposit Rates of Scheduled Commercial Banks – March 2025

    Data on lending and deposit rates of scheduled commercial banks (SCBs) (excluding regional rural banks and small finance banks) received during the month of March 2025 are set out in Tables 1 to 7.

    Highlights:

    Lending Rates:

    • The weighted average lending rate (WALR) on fresh rupee loans of SCBs stood at 9.40 per cent in February 2025 (9.32 per cent in January 2025).

    • The WALR on outstanding rupee loans of SCBs declined to 9.80 per cent in February 2025 from 9.87 per cent in January 2025.1

    • 1-Year median Marginal Cost of Funds based Lending Rate (MCLR) of SCBs declined to 9.00 per cent in March 2025 from 9.05 per cent in February 2025.

    • The share of External Benchmark based Lending Rate (EBLR) linked loans in total outstanding floating rate rupee loans of SCBs was 60.6 per cent at end-December 2024 (59.4 per cent at end-September 2024), while that of MCLR linked loans was 35.9 per cent (36.9 per cent at end-September 2024)1.

    Deposit Rates:

    • The weighted average domestic term deposit rate (WADTDR) on fresh rupee term deposits of SCBs stood at 6.48 per cent in February 2025 as compared to 6.56 per cent in January 2025.

    • The weighted average domestic term deposit rate (WADTDR) on outstanding rupee term deposits of SCBs remained unchanged at 7.02 per cent in February 2025.1

  • MIL-OSI Economics: RBI imposes monetary penalty on The Co-operative Urban Bank Ltd., Paralakhemundi, Odisha

    The Reserve Bank of India (RBI) has, by an order dated March 13, 2025, imposed a monetary penalty of ₹2.70 lakh (Rupees Two Lakh Seventy Thousand only) on The Co-operative Urban Bank Ltd., Paralakhemundi, Odisha (the bank) for non-compliance with the certain directions issued by RBI on ‘Exposure Norms and Statutory / Other Restrictions- UCBs’ and ‘Membership of Credit Information Companies (CICs) by Co-operative Banks’.This penalty has been imposed in exercise of powers conferred on RBI under the provisions of Section 47A(1)(c) read with Sections 46(4)(i) and 56 of the Banking Regulation Act, 1949 and Section 25 of the Credit Information Companies (Regulation) Act, 2005.

    The statutory inspection of the bank was conducted by Reserve Bank of India with reference to its financial position as on March 31, 2024. Based on supervisory findings of non-compliance with RBI directions and related correspondence in that regard, a notice was issued to the bank advising it to show cause as to why penalty should not be imposed on it for its failure to comply with the said directions. After considering the bank’s reply to the notice and oral submissions made during the personal hearing, RBI found, inter alia, that the following charges against the bank were sustained, warranting imposition of monetary penalty:

    The bank had:

    1. breached prudential inter-bank (gross) and counterparty exposure limits; and

    2. failed to obtain membership of two CICs.

    This action is based on deficiency in regulatory compliance and is not intended to pronounce upon the validity of any transaction or agreement entered into by the bank with its customers. Further, imposition of this monetary penalty is without prejudice to any other action that may be initiated by RBI against the bank.
